  • MIL-OSI: RTI Secures $1.25M U.S. Air Force Contract to Enhance Next-Generation Data and Networking Systems

  • MIL-OSI Global: Amid U.S. threats, Canada’s national security plans must include training in non-violent resistance

    Canadians are currently learning tough lessons about national security thanks to United States President Donald Trump’s repeated annexation threats.

    It’s clear that American proclamations of support for universal human rights, national sovereignty and a rules-based international order can vanish with a change of leadership. These ideals, though tarnished by some past U.S. actions, have now been replaced by the predatory dictum known as “might makes right.”

    Although it seems unthinkable that Trump will invade Canada, we live in an increasingly unstable world and Canadians need to be prepared for the worst. In the midst of a federal election campaign, party leaders need to present innovative ideas to fight Trump and potential American aggression.

    More than military defence

    Unfortunately, the common assumption is that national security depends wholly on military strength and alliances. But the emergency Canada is now facing demands a rethink.

    Of course, Canada would not dispense with its military. It’s needed, especially to defend Canada’s northern frontier. However, Canada cannot match the U.S. in military power, nor would anything be achieved if it broke its commitments to the United Nations’ Non-Proliferation Treaty — a pact designed to prevent the spread of nuclear weapons — by acquiring nukes.

    Either of these tactics would be suicidal. Canada’s real strength is its unity and institutions.

    Canadians can paralyze military might through civil, non-violent resistance. Familiarity with these techniques could empower Canadian citizens to preserve a vibrant democracy.

    Non-violent resistance can not only a more effective defence, but also much less devastating in terms of lives lost and property destroyed. Responding to an invasion with military force would only mean widespread casualties and the destruction of Canada’s largest cities.

    Canada should therefore aim to subvert the will of the occupying force, not drive it, through armed defence, to fear, hatred and further violence.

    What is civil defence?

    Non-violent resistance involves using a country’s citizens and institutions to deter an invasion, and if that fails, to defeat and drive out the invaders. It has a long history both as a spiritual practice and a strategic weapon.

    Civil defence, however, only emerged as a strategic concept in the 1980s and 1990s. It is a system of deterrence and defence that relies on a united and resolute citizenry employing only non-violent tactics.

    An early American proponent was the Albert Einstein Institution’s Gene Sharp, an American political scientist. Recent advocates from around the world — Srdja Popovic, Erica Chenoworth and Michael Beer — follow in Sharp’s footsteps.

    Civil defence is not merely a theory. There is a long history of improvised civilian resistance to invasions, most recently in Ukraine.

    Ukrainians undertook many inspirational acts of non-violent resistance following the Russian invasion in 2022. They blocked tanks and convoys, berated or cajoled Russian soldiers to undermine their resolve, gave the wrong directions to Russian convoys, refused to co-operate and mounted spontaneous protests in occupied towns. But then the bloody carnage on both sides overwhelmed civilian defence.

    Countries that include Sweden, Switzerland, Finland, Germany and Lithuania have institutionalized civil defence at various times. In Canada, civil defence was part of the mandate of Public Safety Canada during the Cold War. The idea then faded, being replaced by emergency management.

    Public Safety Canada protected Canadians from both human-made and natural disasters. The agency, now the Department of Public Safety and Emergency Preparedness of Canada, should be resuscitated. The toll being exacted by climate disasters is reason enough.

    Making Canada ungovernable

    Non-violent resistance involves determined citizens deterring an aggressor by signalling that the targeted country is united in opposition to a takeover.

    A potential aggressor fears contagion from the democratic ethos of these citizens. If invaded, the civilians defeat the invaders by rendering their society ungovernable by the aggressor.

    When the Warsaw Pact army invaded Czechoslovakia to crush the “Prague Spring” in 1968, the commanders soon learned that tanks and heavily armed soldiers were useless against unarmed civilians who refused to comply. The country was unruleable. Soviet troops were also infected with the democratic spirit and had to be rotated out of the country. It took several months and concessions from the Soviet Union before order could be restored.

    The invader cannot consolidate control if citizens and their institutions refuse to comply with its rule. The tactics involve a complete refusal to co-operate with the occupying force along with open defiance.

    That means that governments at all levels in the invaded nation continue to supply only basic services: clean water, electricity and policing, for example. Governments resign and civil servants find ways to subvert every order issued by the invader.

    Crowds fill urban squares in silent or derisory defiance of orders, making it apparent to all — the occupiers, the dictator’s audience back home, less committed citizens and global observers — who are the true purveyors of violence against non-violent people

    Throughout the occupation, citizens and non-governmental organizations focus on subverting the loyalty and morale of the occupying troops and functionaries and rallying international support.

    In Canada’s case, the long history of friendship with Americans would likely mean that the morale of the occupiers would be low. The aim is to encourage defections by soldiers and functionaries, and erode the support base of the dictator. This erosion of support could lead to the overthrow of the leader, or at least to his concoction of a compromise to cover a retreat.

    Attracting international support to Canada’s cause would not be a challenge. Trump has already alienated most of humankind and foreign governments during his first weeks in office.

    Obstacles

    Non-violent resistance is most effective with nation-wide training, organization and leadership. The national government is best equipped to provide the facilities. Training of volunteers could include responding to natural disasters and emergencies, as well as implementing a civil defence strategy.

    Yet partisan divides and apathy make such nationwide training difficult. It would likely be viewed with suspicion by right-wing populist forces in this era of conspiracy theories and misinformation.

    Apathy might also be a problem.

    These considerations suggest that top-down, apolitical training in civilian defence may not work. If so, training and organization should be the goal of as many existing civil society associations as possible: churches, synagogues, temples, civil rights groups, unions, Indigenous rights organizations, peace advocates and climate groups, for example.

    The manual authored by Michael Beer, the longtime director of the Nonviolence International non-governmental organization, includes more than 300 tactics. Widespread training and organization can not only deter aggression but ensure countries remain free of tyrants.

    Canada’s leverage

    Amid the ongoing threats against Canadian sovereignty, Canada is an ideal candidate for effective civil defence. Although it might be unlikely Trump will order a military invasion of Canada, a united country capable of non-violent resistance decreases the risk.

    Canada cannot match the U.S. in firepower or economic strength. But it shares with America a language, a history of common struggles, myriad cross-border personal relationships and basic democratic values still considered important by many Americans, if not Trump.

    All of these factors give Canada considerable leverage.

  • MIL-OSI Asia-Pac: Quantum Startup: QNu Labs working to build and deploy world’s first end-to-end quantum- safe heterogeneous network

    Incubated at IIT Madras Research Park in 2016, QNu Labs is revolutionizing cybersecurity with quantum-safe solutions, positioning India as a global leader in quantum cryptography. In 2018, QNu launched QKD (Quantum Key Distribution), placing India on the global quantum map.

    The journey of the deeptech startup has been an eventful one. In 2022, it won the iDEX Open Challenge 2.0, successfully developing a 150-km QKD system with trusted nodes, completing trials with the Army. Under the NSCS grant, it built a Hub-and-Spoke QKD network and received first large order from Indian Armed Forces for building quantum secure wireline networks using already laid optical fibres. In 2023, QNu solved the problem of security over wi-fi links by bringing in Quantum secure VPN solution using its QRNG product and NIST shortlisted PQC algorithm. This paved way for securing wireless networks using QVPN solution at MCEME and MCTE in 2023-24. In 2024, QNu delivered 25 QKD systems to the Indian Navy, marking a significant milestone in quantum secure communication in India.

    The startup offers cutting-edge quantum-safe products —Tropos (QRNG), a Quantum Random Number Generator positioned as the new ‘Root of Trust’ for all the solutions and has been commercialized with delivery to DRDO and WESEE for critical applications and to Indian Army for quantum safe wireless solutions; Armos, a Quantum Key Distribution (QKD) solution, delivered to a Middle Eastern client, Defence PSU BEL, the Indian Navy, and recently secured a significant order from the Indian Army; QShield, the quantum-secure SaaS platform, with fours services which are already being used by several clients.

  • MIL-OSI Asia-Pac: Bureau of Indian Standards establishes Standards on Respiratory Protection, Fall Prevention, and Fire Safety for overall occupational health and safety of workers

    The Bureau of Indian Standards (BIS) is dedicated to ensuring the quality of products and services in India. The Indian Standards formulated by BIS serve as the foundation for Product Certification Schemes, offering third- party assurance of product quality to consumers. To strengthen the country’s quality eco system, the Government of India has issued various Quality Control Orders (QCOs) that mandate BIS certification for a range of products including industries and construction sectors. Under the provisions of BIS Act, 2016, products for compulsory BIS certification are notified by the concerned regulator/line ministry of Government of India through Quality Control Orders (QCOs) under various considerations viz. public interest, protection of human, animal or plant health, safety of environment, prevention of unfair trade practices and national security. Through the issuance of QCOs, the notified products shall conform to the requirements of the relevant Indian Standard including safety standard and the manufacturers of these products have to compulsorily obtain certification from BIS. So far, a total of 187 Quality Control Order’s covering 769 products have been notified for compulsory certification of BIS by various regulators/line ministries of Government of India, the list of which is available at https://www.bis.gov.in/product-certification/products-under-compulsory-certification/.

    Additionally, the following two horizontal QCO’s exclusively for safety aspects of products are also notified by Government of India:

    1. Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2024 issued by Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry. Through the QCO, all electrical appliances intended for household, commercial or similar applications with rated voltage not exceeding 250 V single phase alternating current or 415 V three phase alternating current and which do not fall under the scope of any other Quality Control Order issued under the Bureau of Indian Standards Act are covered under compulsory certification of BIS.
    2. Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024 issued by Ministry of Heavy Industries, Government of India. Through the QCO, 20 categories of Machinery and electrical equipment’s and their sub-assemblies / components are covered under compulsory certification of BIS

    Branch Offices of BIS have conducted Manak Manthans on the subject Labour Safety at Workplace in different cities like Gwalior, Hyderabad, Chandigarh, Hubli, Chennai, Dehradun. These sessions facilitated discussions among stakeholders, including government bodies, industries, and standard organizations, to improve safety practices at the workplace and raised awareness about labour safety standards and promoting their implementation.

    Workplace safety is a critical component of occupational health, ensuring employee well-being and reducing risks that may lead to injuries or fatalities. The introduction and adherence to newly developed safety standards provide comprehensive guidelines for mitigating workplace hazards. The Bureau of Indian Standards (BIS) has established various Indian Standards on Respiratory Protection, Fall Prevention, and Fire Safety to enhance overall occupational health and safety (OHS), safeguarding workers and fostering a safer working environment.

    1. Respiratory Protection Standards and their Role in Occupational Health and Safety: Respiratory protection is crucial in industries such as mining, construction, chemical processing, and healthcare, where workers are exposed to harmful airborne contaminants. The Indian Standards (IS) for respiratory protective devices ensure that workers have access to high-quality protective equipment, reducing the risk of respiratory illnesses. Key Indian Standards in Respiratory Protection are given as under:
    1. IS 9473: 2002– Respiratory protective devices — Filtering half masks to protect against particles.
    2. IS 14166: 1994– Respiratory protective devices – Self-contained open-circuit compressed air breathing apparatus.
    3. IS 14746: 1999– Respiratory protective devices – Self-contained closed-circuit breathing apparatus.
    4. IS 15803: 2008– Respiratory protective devices – Powered filtering devices incorporating a helmet or hood.
    5. IS 10245 (Part 1): 1996– Respiratory protective devices – Self-contained breathing apparatus.
    6. IS 10245 (Part 2): 2023– Industrial and firefighting self-contained breathing apparatus.
    7. IS 10245 (Part 3): 1999– Respiratory protective devices – Chemical oxygen apparatus.
    8. IS 10245 (Part 4): 1982– Respiratory protective devices – Industrial and mining oxygen respirators.
    1. Fall Prevention Standards and their Role in Occupational Health and Safety: Falls from height are a leading cause of workplace fatalities and injuries. The IS 3521 series provides guidelines on personal fall protection systems to mitigate risks in industries such as construction, manufacturing, and warehousing. Key Indian Standards in Fall Prevention are given as under:
    1. IS 3521 (Part 1): 2021 – Full-body harnesses.
    2. IS 3521 (Part 2): 2021– Lanyards and energy absorbers.
    3. IS 3521 (Part 3): 2000 – Self-retracting lifelines.
    4. IS 3521 (Part 4): 2021– Vertical anchorage systems.
    5. IS 3521 (Part 5): 2021  – Horizontal anchorage systems.
    6. IS 3521 (Part 7): 2021 – Connectors.
    7. IS 3521 (Part 8): 2021 – Rescue equipment.

    1. Fire Safety Standards and their Role in Occupational Health and Safety: Fires pose a significant threat to workplace safety, particularly in industries handling flammable materials. The implementation of stringent fire safety standards ensures that workers are adequately protected from burns, smoke inhalation, and other fire-related hazards. Key Indian Standards in Fire Safety are given as under:

     

    1. IS 16890: 2024  – Firefighter suits.
    2. IS 16874: 2018 – Firefighter gloves.
    3. IS 15683: 2018 – Fire extinguishers.
    4. IS 2745: 1983 –  Non – Metal helmet for firemen and Civil Defence personnel
    5. IS 18582 (Part 6): 2024 – Foot wear used by Firefighters

    The Government is aware of the hazard of avalanches in the Himalayan regions, which poses significant risks to human lives and property. Avalanches are a recurring natural phenomenon/disaster in high-altitude areas such as Jammu & Kashmir, Himachal Pradesh, Uttarakhand, and Arunachal Pradesh.

    The Government effectively deploys technologies for improved early warning and forecasting of Avalanches in the hazardous zones. Defence Research and Development Organization (DRDO) is a national level agency for avalanche forecasting and is involved in the daily Operational Avalanche Forecasting for Defence users. Defence Geoinformatics Research Establishment (DGRE), Chandigarh under DRDO is also the nodal agency for studying and developing avalanche mitigation technologies. The methodologies include aerial reconnaissance/ ground surveys, which are further used as an input to prepare avalanche hazard maps. Regular operational avalanche warning is issued by DGRE to the Army and civilian population in the snow bound regions of north-west Himalayas.  Additionally, the Indian Meteorological Department (IMD) supplies six-hourly weather updates to enhance situational awareness.

    Automated weather stations and Doppler radars have been installed in vulnerable regions to improve forecasting capabilities.

    DGRE has installed 72 Snow Meteorological Observatories. Further, 45 Automated Weather Stations (AWS) are operational, 100 (AWS)  are under testing and 203 (AWS) are under installation. The data is regularly received from snow observatories at 3 hour intervals and at 1 hour interval from AWS at DGRE. This output and the expert opinion is used to draw avalanche forecast for different areas at least 24 hour in advance. DGRE has also developed its own Avalanche map indicating locations of potential avalanche sites located all over the Himalayas and is being used by Troops for their safe mobility in snow bound area. Engineering solutions are also being provided as per the user’s requirements. 

    DGRE has developed following technologies for accurate avalanche predictions to safeguard lives in snow bound regions of Himalaya:

    1. AI and ML (Artificial intelligence and Machine Learning) based avalanche forecast.
    2. Increased Automatic Weather Station (AWS) network and surface observatories for snow bound areas.
    3. Avalanche Engineering Control structures.
    4. Avalanche Early Warning Radars.
    5. Common Alert Protocol (CAP) compliant online APP for avalanche warning dissemination.
    6. Forecast dissemination using satellite based communication for last mile.
    7. Multi scale material properties simulation.
    8. Process based 3D – Snowpack Modelling for stability of slope.
    9. Light weight rigid structure for avalanche defence.
    10. InSAR based landslide warning technology.

    As informed by DGRE, in a first in India, Avalanche monitoring radar has been installed in North Sikkim. The system can detect avalanches within three seconds of trigger.

    National Centre for Medium Range Weather Forecasting (NCMRWF), under the Ministry of Earth Science (MoES) provides the high resolution weather forecasts from their global, regional and ensemble prediction systems to DGRE on daily basis. DGRE uses NCMRWF model output to drive their mountain weather model and Avalanche forecast model. In addition during the winter season, NCMRWF shares the coupled model’s snow forecasts with DGRE. These snow and total precipitation forecasts are very useful for possible Avalanche forecasting at DGRE’s end.

    National Disaster Management Authority (NDMA) has released guidelines on Management of Landslides & Snow Avalanches in June 2009 to advise states on its response, preparedness and mitigation strategies. These guidelines have measures to reduce the impact of snow avalanches and early warning.

    Common Alerting Protocol (CAP) based Integrated Alert System’ has been initiated with an outlay of Rs. 454.65 Crore, for dissemination of geo targeted early warnings/alerts related to disasters to the citizens of India for all 36 States/UTs using various disseminating medium like SMS, Costal Sirens, Cell broadcast, Internet (RSS feed & Browser Notification), Satellite Receiver of GAGAN & NavIC etc., through integration of all alerting agencies, [IMD, Central Water Commission (CWC), Indian National Centre for Ocean Information Services (INCOIS), DGRE, Geological Survey of India (GSI) and Forest Survey of India (FSI)].

    Besides early warning and preparedness, the Government deploy advanced technologies for rescue operations in avalanche-affected areas. These technologies such as Drone-Based Intelligent Buried Object Detection  System  and  timely  deployment  of  Helicopters  enable  rapid

    response and efficient evacuation during emergencies. Similarly, the establishment of Disaster Management Control Rooms at the state and district levels ensures round-the-clock monitoring and coordination during rescue operations during Avalanche.

    This was stated by the Minister of State in the Ministry of Home Affairs Shri Nityanand Rai in a written reply to a question in the Lok Sabha.

    UN Special Representative of the Secretary-General for South Sudan Nicholas Haysom warned said that the country “is teetering on the edge of a relapse into civil war.”

    Addressing the press today (24 Mar), Haysom said that the political and security situation has significantly deteriorated since the White Army, “that is a youth militia, overran barracks previously occupied by the South Sudan People’s Defence Forces (SSPDF) in Nasir on the 4th of March. In retaliation, communities across Upper Nile are being subjected to persistent aerial bombardment using devices, barrel bombs, allegedly containing a highly flammable liquid that acts as an accelerant on explosion.”

    He continued, “These indiscriminate attacks on civilians are causing significant casualties and horrific injuries, especially burns, including to women and children.”

    According to humanitarian partners, Haysom added, at least 63,000 people have fled the area.

    He also said, “We are receiving reports of further mobilization of White Army and SSPDF forces in Upper Nile, allegedly including children forcibly recruited into the ranks of the respective armed formations. This, in addition to the deployment of foreign forces at the request of the South Sudan government, is further fueling fear and anxiety across the country.

    On the political front, Haysom reported that some senior military and civilian officials affiliated with the Sudan People’s Liberation Movement in Opposition (SPLM-IO) have been replaced or removed from their official positions while others have been detained, gone into hiding, or fled the country.

    He added, “Rampant misinformation, disinformation and hate speech is also ratcheting up tensions and driving ethnic divisions, and fear.”

    He stated, “Given this grim situation, we are left with no other conclusion, but to assess that South Sudan is teetering on the edge of a relapse into civil war.”

    To try and prevent this outcome, United Nations Mission in South Sudan (UNMISS) is engaging in intense shuttle diplomacy, alongside international and regional peace partners, including the African Union (AU), the Intergovernmental Authority on Development (IGAD), and the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC).

    According to UNMISS head, the region and the international community have also been actively engaged.

    He also informed the press that the high-level visit by IGAD foreign ministers to Juba was today postponed to the 3rd of April by the Government “at the last minute, and without explanation.”

    He highlighted, “The collective message of the region and the international community is the same. We remain convinced that there is only one way out of the cycle of conflict and that is to return to the Revitalized Peace Agreement, in letter and spirit.”

    This includes strict adherence to the ceasefire, the release of detained officials or their treatment in accordance with legal process, an immediate return to consensus-based decision-making, and the resolution of tensions through dialogue rather than military confrontation.

    He also encouraged the President and First Vice President to meet to resolve their differences constructively and make a joint public statement that reassures all South Sudanese of their united, steadfast commitment to peace.

  • MIL-OSI Security: 36th Annual International Military Chiefs of Chaplains Conference and First Chaplain Africa Forum held in Brussels

    The U.S. European Command (EUCOM) and Belgian Ministry of Defence, in partnership with U.S. Africa Command (AFRICOM) and U.S. Indo Pacific Command (INDOPACOM) Chaplain Directorates, hosted the world’s largest annual meeting of senior military religious leaders at the 36th Annual NATO & Partner International Military Chiefs of Chaplains Conference (IMCCC) in Brussels, Belgium, January 27-31, 2025.

    Over 200 military chaplains, academic experts, and special guests participated, representing 43 nations and more than 30 religious denominations. This year’s gathering included a special Africa Summit hosted by AFRICOM, highlighting the role of chaplains in fostering regional stability through spiritual and ethical leadership. Delegates divided into working groups to share information, identify training needs and areas cooperation, and update their future engagement plans.

    “This conference has not only strengthened our bonds across nations but has also underscored the indispensable role of chaplains in modern military operations, particularly in fostering resilience and ethical leadership in Africa and beyond.” said Major General Kenneth Ekman, DOD West Africa Coordination Lead, AFRICOM.

     AFRICOM’s Command Chaplain, U.S. Army Chaplain Colonel Karen Meeker said, “Our engagement at the IMCCC and the Africa Forum is crucial for developing a comprehensive approach to chaplaincy that resonates with the unique cultural and spiritual landscapes of Africa, ensuring our chaplains are well-prepared to support our service members and their families.”

    Experts from the United Nations, European Union, NATO, Belgium Armed Forces and other organizations briefed attendees on topics such as conflict resolution, interoperability and the importance of interworld view dialogue for achieving peace. Delegates collaborated to identify areas of cooperation and update their future engagement plans.

    EUCOM Command Chaplain, Colonel Christopher LaPack, shared, “First, I want to sincerely thank EUCOM’s co-hosts for this year’s IMCCC. The Belgian Planning Team, led by Chief Chaplain Hans De Cuester, provided a world-class forum for what turned out to be the biggest-ever IMCCC. I have no doubt that the engagements that took place this week will improve future interoperability amongst our chaplaincies. The change in security environment and NATO’s military posture in response to Russian aggression in the region means that our nations’ warfighters are more integrated than ever before.     The Africa Forum agenda also highlighted the role of chaplains in the DoD State Partnership Program (SPP), which partners National Guard forces from the United States with militaries around the world. Chaplain General Henry Matifeyo, Zambian Ministry of Defence said, “The discussions here, especially the tri-lateral meetings, have opened new avenues for cooperation. We are keen on building a network that not only strengthens our chaplaincy but also addresses critical issues like PTSD and moral injury through a multi-disciplinary lens.”

    The IMCCC began in 1990 when the USEUCOM chaplain’s office convened twelve senior NATO military chaplains in order to provide a forum for dialogue to enhance interoperability among NATO chaplaincies, facilitate mutual support, and ensure professional pastoral care is available to all Allied Forces during combat or crisis circumstances. Over time, its scope has expanded to enhance religious affairs interoperability, strengthen international relations, support warfighter and family resilience, improve spiritual advisement for commanders, and promote religious freedom. The IMCCC 2025 has grown into a forum that includes not just European military religious leaders but also leaders from Africa, Asia and North America to share ideas and practices that support the collective security mission on a global scale. This year’s focus on Africa was a step forward in recognizing and addressing the unique needs of this diverse continent.

    On March 24, a strategic partnership agreement was signed between Peter the Great St. Petersburg Polytechnic University and the Legion company. The signatures were put by SPbPU Rector Andrey Rudskoy and Legion CEO Radik Shayakhmetov. The document envisages the development of cooperation in scientific, educational, industrial, socio-economic and innovative spheres.

    The agreement is aimed at cooperation between the Polytechnic University and Legion in various areas, such as professional training of personnel, conducting scientific research, including using innovations, creating organizational, scientific and innovative potential, developing and implementing joint projects and programs, etc.

    The company specializes in the development and production of unmanned aerial vehicles, including for the Navy. The meeting participants discussed the possibility of using the enterprise’s production facilities to implement the university’s developments. The event was also attended by Oleg Ipatov, Director of the Center for Scientific and Technological Partnership and Targeted Training. Radik Shayakhmetov noted that the company is in the process of relocating its production facilities from Ufa to St. Petersburg, and therefore there is interest in cooperation in the educational sphere to address the company’s personnel needs.

  • MIL-OSI China: US journalist accidentally added to group chat discussing confidential Yemen attack plan

    Senior U.S. national security officials added a prominent journalist to a Signal group chat discussing a military strike on the Houthis in Yemen, making him aware of the airstrike plan two hours before the U.S. operation.

    Jeffrey Goldberg, editor-in-chief of The Atlantic, detailed what happened in an article on the magazine’s website on Monday. He said that on March 11, he received a connection request on the Signal messaging app from a user named Michael Waltz, which is the name of the U.S. National Security Advisor. But at the time, it was unclear to Goldberg whether this was the official’s actual account.

    Two days later, Goldberg received a notification that he would be added to a group chat called “Houthi PC Small Group.”

    A message to the group, from “Michael Waltz,” read as follows: “Team – establishing a principles [sic] group for coordination on Houthis, particularly for over the next 72 hours,” Goldberg wrote.

    The term “principals committee” generally refers to a group of the senior-most national security officials, including the secretaries of defense, state and the treasury, as well as the director of the CIA, he explained.

    Goldberg said he had serious doubts about the authenticity of the group chat because he couldn’t believe that the U.S. national security leadership would discuss imminent war plans on Signal.

    He also couldn’t believe that the president’s National Security Advisor would be so reckless as to include the editor-in-chief of The Atlantic in such discussions with senior U.S. officials, including Vice President JD Vance.

    However, as the conversation progressed, he began to sense a high degree of verisimilitude.

    “What I will say, in order to illustrate the shocking recklessness of this Signal conversation, is that the Hegseth post contained operational details of forthcoming strikes on Yemen, including information about targets, weapons the U.S. would be deploying, and attack sequencing,” Goldberg said, referring to Defense Secretary Pete Hegseth.

    After the actual airstrikes happened at the same time as previewed in the group chat, Goldberg reached out to several U.S. officials in the group chat to verify whether this was a genuine Signal thread, and to inquire about why he was added to the chat, among other related questions.

    “This appears to be an authentic message chain, and we are reviewing how an inadvertent number was added to the chain,” Brian Hughes, the spokesman for the National Security Council, replied.

    U.S. President Donald Trump was also asked about the incident by the media at the White House later Monday, and he said that he was unaware of it.

    White House press secretary Karoline Leavitt said in a statement, “President Trump continues to have the utmost confidence in his national security team, including National Security Advisor Mike Waltz.”

    When asked by media about this, Hegseth said, “Nobody was texting war plans. And that’s all I have to say about that.” The defense secretary also lashed out at Goldberg, calling him “a deceitful and highly discredited so-called ‘journalist’ who’s made a profession of peddling hoaxes time and time again.”

    The incident sparked grave concerns and harsh criticism.

    “If true, this story represents one of the most egregious failures of operational security and common sense I have ever seen,” Jack Reed, the Senate Armed Services Committee’s top Democrat, said in a statement.

    “Military operations need to be handled with utmost discretion, using approved, secure lines of communication, because American lives are on the line. The carelessness shown by President Trump’s Cabinet is stunning and dangerous. I will be seeking answers from the administration immediately,” said the Democratic senator.

    Senate Minority Leader Chuck Schumer described the incident as “amateur behavior” and called for “a full investigation into how this happened and the damage it created.”

    “This kind of security breach is how people get killed, how our enemies take advantage, how our national security falls into danger. These people are clearly not up for the job,” he posted on social media platform X.

  • MIL-Evening Report: Why is the US group chat on Houthi attack plans so concerning? A military operations expert explains

    A report in The Atlantic today sent shockwaves through Washington and beyond: senior US officials shared military operations for a bombing campaign against Houthi rebels in Yemen in a Signal group chat that inadvertently included the magazine’s editor.

    Military planning of this nature is highly classified, which is why some media outlets are characterising it as “an extraordinary breach of American national security intelligence”.

    Here are three key reasons why this incident is so concerning, and how such conversations are typically handled.

    What are the potential consequences of this kind of breach?

    From an operational and strategic level, this incident could have had significant implications.

    Had the Houthis or their Iranian backers managed to access this information, they could have moved the individuals or equipment that was being targeted, making the strikes ineffective.

    In addition, depending on what military assets the US was using to conduct the strikes – for example, ships and aircraft – the information could have given away their positions. This could have allowed the Houthis to pre-emptively target these assets, which is another significant concern.

    Or, the Houthis could have pre-emptively attacked something else, such as oil facilities in neighbouring Saudi Arabia, which they have targeted successfully in the past.

    At the strategic level, this breach provides an insight into the dynamics of the people involved in the key defence decision-making in the Trump administration. Many names were reportedly shared, including an active intelligence officer.

    If America’s adversaries were able to access this information, they could use it to target these people or people around them.

    More broadly, this incident is just a bad look. This is a classified discussion about military planning being conducted on an unclassified platform that was accessed by a journalist who didn’t have high-level clearances and shouldn’t have had access to the information.

    How are classified conversations usually conducted?

    During my time in the Australian Defence Force, I was a former director of operations of a 38-nation coalition of maritime forces in the Middle East.

    And I was quite surprised to see these US plans being discussed on Signal.

    Normally, operations of this kind are discussed strictly on secure, classified devices only, such as phones or laptops. Military commanders are contactable on these devices at all hours of the day or night.

    These devices are “cleaned” before they’re issued by the Department of Defence and regularly checked. You can’t plug a foreign device into them, which ensures they can’t be compromised in any way. Any communications that take place on these devices would also be encrypted.

    In addition, on a classified network, it would be impossible to add someone to a conversation in the way the Atlantic editor was, unless they had access to the same secure technology.

    I would be highly surprised if the US secretary of defence, Pete Hegseth, and the national security advisor, Mike Waltz, do not have access to these devices. They may have chosen to have this conversation on Signal for ease, but it clearly makes the information much more vulnerable.

    If high-level conversations do need to happen on an unclassified platform like Signal, the participants would normally use a code word that doesn’t give away what they’re talking about. This keeps a conversation encrypted to a degree until a secure device can be accessed.

    Should America’s allies worry about intelligence lapses, too?

    The US’ key partners and allies should seek to have a conversation with the Americans behind closed doors to understand the context of what happened.

    The big questions are: what does this kind of lapse mean and what is the US doing to address it?

    The US National Security Council has already said it intends to look at the situation in depth.

    So, at this stage, I don’t think America’s Five Eyes partners should necessarily be concerned about the potential for other intelligence breaches.

    WASHINGTON, D.C. – Today, U.S. Senator Tim Kaine (D-VA), a member of the Senate Armed Services and Foreign Relations Committees, and 13 of his Senate colleagues sent a letter to President Donald Trump demanding answers about several Cabinet officials’ accidental adding of a reporter to an unsecured group chat where secret, high-level military planning was occurring, in violation of security protocols and potentially in violation of the law.  

    “I am gravely concerned by appalling reports that senior officials of your Administration, including the Vice President, the Secretary of Defense, and other Cabinet members, coordinated military strikes in Yemen over the commercial and unclassified messaging application Signal. I am even more concerned by the fact that a reporter was included on the same Signal chat,” wrote the senators.

    “It does not take much imagination to consider the likely ramifications if this information had been made public prior to the strike – or worse, if it had been shared with or visible to an adversary rather than a reporter who seems to have a better grasp of how to handle classified information than your National Security Advisor,” the senators continued. “This is an astonishingly cavalier approach to national security.”

    “Finally, the fact that messages were set to disappear on this chain is a direct violation of the Presidential Records Act, a further egregious breach of public trust. This incompetence warrants disciplinary action,” added the senators.

    In the letter, the group of senators demanded answers from the Trump Administration to the following:

    • What disciplinary action will be taken against those involved in the “Houthi PC small group” Signal chain? Will you revoke their security clearances? What security training had they received?
    • What remedial action was taken to limit damage following this disclosure?
    • What other sensitive military operations have been coordinated by your administration via Signal?
    • Please confirm whether or not the lives of servicemembers were placed at risk due to this carelessness and whether other operations or sources were impacted.
    • Are you aware of ongoing efforts by our adversaries, including China, Russia, and Iran, to target unclassified devices used by senior Administration officials, and can you confirm that China, Russia, Iran or other adversaries did not have access to any of the classified or sensitive information shared in this group chat?
    • Will you comply with the Presidential Records Act and provide the text of the “Houthi PC small group” Signal chain for appropriate handling and preservation?
    • What remedial training regarding the handling of classified and sensitive military information will be provided to all who participated in the “Houthi PC small group” Signal chain?
    • What other training will be provided to members of the executive branch who handle classified information to ensure that it is understood that classified materials should not be shared over Signal?

    Not only was an uncleared reporter given access to sensitive intelligence via this group chat, since cell phones are not permitted in Secure Compartmentalized Information Facilities (SCIFs), it appears that these text conversations were sent in violation of basic security protocols – either from within a SCIF, or more likely, out in public where the unsecured devices were susceptible to theft, hacking, or being seen by anyone walking by. This is an astonishingly cavalier approach to national security.

    Finally, the fact that messages were set to disappear on this chain is a direct violation of the Presidential Records Act, a further egregious breach of public trust. This incompetence warrants disciplinary action.

    I demand prompt responses, at the appropriate classification level, to the following:

    • What disciplinary action will be taken against those involved in the “Houthi PC small group” Signal chain? Will you revoke their security clearances? What security training had they received?
    • What remedial action was taken to limit damage following this disclosure?
    • What other sensitive military operations have been coordinated by your administration via Signal?

The resolution also reinforces the commitment of our Armed Forces to ensure Selfridge remains a key component to U.S. national defense. U.S. Representative John James (MI-10) introduced a companion resolution in the House.

    “Since World War I, Selfridge Air National Guard Base has been a critical asset to our Armed Forces,” said Senator Peters, a member of the Armed Services Committee and former Lieutenant Commander in the U.S. Navy Reserve. “This resolution recognizes the remarkable contributions of generations of men and women who have served at Selfridge and helped strengthen our nation’s security. Selfridge plays a key role in keeping Michigan strong, and I’ll continue fighting to support the base for years to come.”

    “On July 8, 1917, the first flight took off from what was then known as the Selfridge Field, marking the beginning of the Selfridge Air National Guard Base,” said Senator Slotkin. “Now, 108 years later, the base continues to play a vital role in defending our country. It remains one of the oldest continuously operating military airfields in the nation – and I’m proud to have it right here in Michigan. This resolution honors the fighter mission and the countless men and women who have put their lives on the line to keep us safe and strengthen our national security.     Selfridge Air National Guard Base was first commissioned by the U.S. Army on July 1, 1917 in Harrison Township and named after Army 1st Lieutenant Thomas E. Selfridge. Today, the base hosts more than 30 tenant units representing every branch of the Armed Forces. This resolution highlights the numerous historical achievements by Selfridge servicemembers over the last 108 years. Of note, it honors the 332ndfighter group of the famed Tuskegee Airmen that moved to Selfridge on March 29, 1943, where Colonel Benjamin O. Davis became the first African American commander on October 8, 1943. In 2015, the 127th Attack Wing based at Selfridge deployed approximately 500 airmen in support of Operation Inherent Resolve, the mission to eliminate ISIS.

    Additionally, last year, the Air Force selected Selfridge to receive twelve KC-46A Pegasus tanker aircraft. This announcement came shortly after Peters led a bipartisan, bicameral group of Michigan delegation members in urging U.S. Air Force Secretary Frank Kendall to select Selfridge for a new squadron of these next-generation tankers, which will be deployed by the U.S. Air Force for the next 50 years. The resolution codifies this decision and reiterates that Selfridge was selected for these aircraft by the Air Force as a result of its strategic location for northern border security and homeland defense.

    Washington, D.C. – U.S. Senator Elizabeth Warren (D-Mass.), a member of the Senate Armed Services Committee, wrote to Mr. Keith Bass, nominee for Assistant Secretary of Defense for Health Affairs (ASD[HA]), demanding an explanation for the problems that occurred under his watch at the White House Medical Unit (WHMU) and the Central Intelligence Agency’s health care program. 
    Mr. Bass is scheduled to appear before the Senate Armed Services Committee for his nomination hearing on Thursday, March 27, 2025. If confirmed, Mr. Bass would be in charge of the Military Health System, which provides health care to approximately 9.5 million active and retired service members and their families, would become a top advisor at DoD on “force health protection policies, programs, and activities,” and oversee budgeting across the military health program. But his record raises serious concerns about his ability to fulfill the responsibilities of the role. 
    From 2013 to 2019, Mr. Bass oversaw the WHMU, overseeing care to the President, other senior officials, and their families. During his tenure, several complaints were filed against him for overseeing “an operation that widely dispensed sedatives and stimulants, among other concerns.” An independent investigation by the Department of Defense’s (DoD) Inspector General found that, under Bass’ tenure, the WHMU pharmacy operations had “severe and systemic problems” and was found to have violated federal law by handing out “sedatives such as Ambien and stimulants such as Provigil without proper prescriptions” to ineligible staff while “us[ing] aliases in electronic health records to disguise the patients’ identities and deliver free care in cases where the recipients wouldn’t be eligible.” 
    “At best, you were oblivious to the wide distribution of sedatives and stimulants by WHMU’s pharmacy operations and, in the worst case, you were complicit. Either scenario should disqualify you from serving as the ASD(HA),” said Senator Warren. 
    After leaving the WHMU, Mr. Bass served as Director of the Office of Medical Services (OMS) at the CIA, where he was reportedly “pushed out” because of his “messy” management, poor communication, “badly handl[ing] the surge of Covid-19 cases,” and “fumbling the agency’s handling of Havana Syndrome.” 
    “Your poor performance in this position casts doubt on your ability to serve in a position requiring broader management skills,” said Senator Warren. 
    “Given your checkered past involving the disbursement of controlled substances within the WHMU, and your failures in managing the CIA’s health care program, I am concerned that if you are confirmed, you will not be able to effectively manage the military health care system, placing care at risk for millions,” concluded Senator Warren. 
    Senator Warren asked Mr. Bass to explain his involvement in the illegal distribution of controlled substances at the White House, his knowledge of the “severe and systemic” problems at the WHMU, the issues during his tenure at the CIA, and asked him to commit to not lobby DoD after his service.

    WASHINGTON – U.S. Senators Jim Risch and Mike Crapo (both R-Idaho) introduced the Major Richard Star Act to provide combat-injured veteran retirees their full benefits.

    “Our veterans made significant sacrifices for our freedoms. Penalizing their retirement benefits due to injuries they incurred during their honorable service to our country is unacceptable,” said Risch. “The Major Richard Star Act protects the entirety of veterans’ earned benefits and give our nation’s heroes the respect they deserve.”

    “The Major Richard Star Act corrects a severe injustice for combat-wounded veterans,” said Crapo. “The support for this correction is clear. Though the namesake of our legislation is no longer with us, I continue to press for its passage on behalf of the more than 50,000 veterans, including hundreds in Idaho, who stand to benefit.”  

    Currently, only veterans with disability ratings above 50% and more than 20 years of service are eligible to receive the full amount of their Department of Defense (DOD) retirement and Department of Veterans Affairs (VA) disability payments—leaving behind more than 50,000 combat-injured military retirees. The Major Richard Star Act will fix this unjust policy for retired combat veteransproviding them with their full VA disability and DOD retirement payments.

    This legislation is named in honor of Major Richard A. Star, a decorated war veteran who was forced to medically retire due to his combat-related injuries. Major Star sadly lost his battle with cancer on February 13, 2021.

  • MIL-OSI China: Europe concerned over marginalization in Ukraine peace process

    As U.S.-Ukraine and U.S.-Russia delegations held separate talks in Riyadh, Saudi Arabia, on Sunday and Monday, growing concerns are emerging in Europe over its marginalization in the peace negotiations.

    Ukrainian Defense Minister Rustem Umerov described Sunday’s talks as “productive and focused,” noting that “key points including energy” were addressed. Umerov, who led the Ukrainian delegation, emphasized that Ukrainian President Volodymyr Zelensky’s goal is “to secure a just and lasting peace” for Ukraine and Europe at large.

    On Monday, Kremlin spokesman Dmitry Peskov said that Moscow and Washington share a “desire and readiness” to pursue a peaceful settlement. He noted that the talks covered various technical issues, including a potential resumption of the Black Sea Initiative.

    However, the absence of European representation at the talks has sparked concern among officials and analysts. From discussions on the Black Sea to broader peace efforts, some European observers warn that critical decisions are being made without European input.

    A Financial Times newsletter on Monday reported that officials from Romania and Bulgaria, two Black Sea nations, privately voiced concern over significant shifts in the region’s status quo, arguing such changes could impact their security without giving them a say.

    In an article published Monday, Salvador Sanchez Tapia, professor of conflict analysis and international security at Spain’s University of Navarra, wrote: “Europe has been left out of negotiating efforts … This disregard shows how little the continent matters to its North American partner.”

    He added that, lacking the capacity to support Ukraine as the United States once did, Europe may have little choice but to accept Washington’s approach while still attempting to make its voice heard.

    Former German diplomat Rudiger Ludeking echoed these concerns in an interview with German media, saying that since U.S. President Donald Trump’s return to office, diplomatic engagement between Washington and Moscow, as well as with Kiev, has intensified, largely bypassing NATO, the European Union (EU), and major European powers. He warned that “the EU could be the loser” in these negotiations.

    While some European voices express frustration, others view the talks as a potential step toward de-escalation.

    Balazs Orban, political director of Hungarian Prime Minister Viktor Orban, welcomed the truce discussions, saying that changing circumstances would eventually compel Europe and policymakers in Brussels to adopt a more pragmatic stance. He warned that if the EU maintains its current position, it risks falling behind and becoming increasingly sidelined in the peace process.

    In an interview with local N1 Television on Monday, former Croatian Foreign Minister Miro Kovac expressed optimism over the White House’s mention of a possible ceasefire by Easter, saying such a development would allow people to “stop dying because it no longer makes sense.”

And when President Trump met him three years ago and Wyatt walked up to him, and I was with him, and said, ‘Can I get a waiver to fly jets?’ And the President looked at him and said, ‘Sir, I don’t think they make cockpits that big.’ I mean, just a huge individual. And they actually developed a friendship. And so, President Trump was supposed to leave two matches before Wyatt wrestled, and he looked at me, he says, I can’t leave, I’ve got to watch my big guy.   • MIL-OSI New Zealand: Defence News – NZDF medics prepare for ‘inevitable’ natural disaster

    Around 26 New Zealand Defence Force medics have honed their skills for responding to the range of injuries that might be expected from a destructive weather event striking in the Pacific.

    The exercise was held in Santoft Forest near Whanganui recently.

    Senior Aviation Medical Officer, Squadron Leader Rob Visser, says it’s only a matter of time before the NZDF is asked to respond again to an extreme weather event or natural disaster at home or in the South Pacific and generally, medics are the first to arrive.

    Most years will face some challenge, whether it is an extreme weather event or an earthquake, and climate change is only going to make events more likely, he said.

    “While this is primarily an Air Force medic exercise, we have Navy and Army personnel here as part of the activity, so we can all work to the same doctrines and same game plan for approaching these events,” he said.

    Exercise scenarios were based on what could be expected from a cyclone or earthquake – such as cuts, broken bones, impalings and crush victims, people in shock and even civil unrest.

    “This enables our medics to respond to any situation with a high level of skill and be professional in a challenging environment, delivering care without running water or electricity,” Squadron Leader Visser said.

    Their mission at a disaster was to treat and stabilise patients ready for evacuation – and if the roads were damaged that meant winching by helicopter – so they practised that too: “I was very pleased with the training I witnessed and am confident our medics are ready for any eventuality.”

    A major focus for Humanitarian and Disaster Relief (HADR) has been on building on interoperability within neighbouring countries, he said.

    “There has been clear direction from the Government around supporting Pacific partners, as well as a focus on being able to work closely with partners in the Pacific. The intent is that we not only work well within our own services but also with civilian agencies and partner countries who work alongside us in disaster relief operations.”

    South Sudan is teetering on the brink of a return to full-scale civil war as violence escalates and political tensions deepen, the head of the UN Mission in the country (UNMISS) warned on Monday.

    Briefing journalists at UN Headquarters in New York via videolink from Juba, Nicholas Haysom described indiscriminate attacks on civilians, mass displacement and rising ethnic tensions.

    He urged all parties to pull back from the brink and commit to peace before the country plunges into another devastating conflict.

    “A conflict would erase all the hard-won gains made since the 2018 peace deal was signed. It would devastate not only South Sudan but the entire region, which simply cannot afford another war,” he warned.

    Fragile peace at risk

    South Sudan gained independence from Sudan in 2011, but the world’s youngest nation has been plagued by conflict and instability ever since.

    A civil war erupted in 2013 between forces loyal to President Salva Kiir and those aligned with his former deputy, Riek Machar. The war – marked by ethnic violence, mass atrocities and widespread humanitarian crisis – lasted until a fragile peace deal was signed in 2018.

    Though the 2018 Revitalized Peace Agreement brought a degree of stability, delays in its implementation and continued political rivalries have kept tensions simmering.

    Mounting violence

    The latest wave of violence erupted on 4 March when the so-called White Army – a youth militia – overran South Sudanese army barracks in Nasir, Upper Nile province.

    In response, Government forces launched retaliatory aerial bombardments on civilian areas, using barrel bombs that allegedly contained highly flammable accelerants.

    “These indiscriminate attacks on civilians are causing significant casualties and horrific injuries, especially burns, including to women and children,” Mr. Haysom said, adding that at least 63,000 people have fled the area.

    Reports indicate that both the White Army and national forces are mobilising for further confrontations, with allegations of child recruitment into armed groups.

    The deployment of foreign forces at the request of the Government has further heightened tensions, evoking painful memories of the country’s previous civil wars.

    Rising ethnic tensions

    Political tensions are also escalating, Mr. Haysom continued.

    Senior officials affiliated with the Sudan People’s Liberation Movement in Opposition (SPLM-IO) – the main rival militia – have been removed, replaced, detained, or forced into hiding.

    There is also an increasing use of misinformation, disinformation and hate speech, which is fuelling ethnic divisions and fear, making reconciliation even more difficult.

    Given this grim situation, we are left with no other conclusion, but to assess that South Sudan is teetering on the edge of a relapse into civil war,” the senior UN official warned.

    Diplomatic efforts stalled

    Mr. Haysom further reported that UNMISS has engaged in intensive diplomatic efforts alongside regional and international partners, including the African Union (AU), the regional development bloc, IGAD, and the Reconstituted Joint Monitoring and Evaluation Commission.

    However, a scheduled high-level visit by IGAD foreign ministers to Juba, aimed at mediating between the parties, was abruptly postponed by the South Sudanese government without explanation.

    This is a disappointing development at a time when diplomatic outreach is more important than ever,” he said.

    Recommit to peace

    Mr. Haysom urged South Sudan’s leaders to immediately recommit to the 2018 peace deal, respect the ceasefire, release detained officials and resolve disputes through dialogue rather than military confrontation.

    He also called for President Kiir and First Vice President Machar to meet and publicly reaffirm their joint commitment to peace.

    The time for action is now because the alternative is too terrible to contemplate.

    Over the past ten years, Indian Navy has deepened its partnerships with maritime agencies of Indian Ocean Region (IOR), to enhance maritime security in consonance with the GoI’s vision of Security and Growth for All in the Region (SAGAR). Indian Navy has been collaborating with navies of IOR countries on several initiatives such as joint naval exercises, coordinated patrols, information sharing, HADR efforts, capacity building and other diplomatic engagements. With SAGAR entering its second decade, and the announcement of Mutual and Holistic Advancement for Security Across the Regions (MAHASAGAR) by Hon’ble Prime Minister, during his visit to Mauritius in March 2025, Indian Navy is launching its maiden initiatives of IOS Sagar and AIKEYME, which are aimed at consolidating Indian Navy’s stature as the ‘Preferred Security Partner’ and ‘First Responder’ in Indian Ocean Region.

    Indian Ocean Ship (IOS) Sagar, is an initiative towards continued cooperation with IOR nations. One Indian Naval ship (INS Sunayna) is being deployed to the Southwest IOR with a combined crew of India and nine Friendly Foreign Countries (Comoros, Kenya, Madagascar, Maldives, Mauritius, Mozambique, Seychelles, Sri Lanka , South Africa). The ship is planned to be deployed for over a month in April 2025, and would be undertaking port calls at Dar-es-Salaam, Nacala, Port Louis, Port Victoria and Male and Joint surveillance of Exclusive Economic Zones (EEZs) of Tanzania, Mozambique, Mauritius and Seychelles.

    The personnel from FFCs would undergo a training capsule of two weeks at various naval professional schools at Kochi, including training at Sea. The FFC personnel would be engaged in wholeship activities, watch keeping and other events related to their respective branches/ trade. The participants of IOS Sagar are also planned to witness harbour phase activities of Exercise AIKEYME at Dar-es-Salaam, Tanzania.

    AIKEYME

    India and Africa give immense importance to maritime security and have reiterated their commitment to increase cooperation in tackling maritime security threats such as piracy, illegal activities including trafficking, unregulated and unreported fishing through sharing of information and surveillance. A large scale multilateral maritime engagement exercise with African Countries, titled as ‘Africa India Key Maritime Engagement’ also known as AIKEYME, which means ‘Unity’ in Sanskrit is an initiative in this direction to enhance interoperability with the navies/ maritime agencies. The maiden edition of the exercise is being co-hosted by Indian Navy and Tanzania Peoples’ Defence Force (TPDF) and would be conducted at/ off Dar-es-Salaam, Tanzania, and is planned to be inaugurated by Hon’ble RM Shri Rajnath Singh in mid-April 2025. The exercise is planned over six days and includes participation from Comoros, Djibouti, Eritrea, Kenya, Madagascar, Mauritius, Mozambique, Seychelles and South Africa in addition to the co-hosts. The Harbour Phase of the exercise would include TableTop and Command Post exercises on Piracy and Information sharing, along with training on Seamanship and Visit Board Search and Seizure (VBSS). The Sea Phase comprises Seamanship evolutions, Search and Rescue, VBSS, Small Arms firing and Helicopter Operations.

    The taxonomy already covers several technologies that are important for Europe’s strategic autonomy and resilience, such as manufacturing of renewable energy, generation of electricity and/or heat from renewable sources, hydrogen, storage and batteries, grids technologies, also recognised under the Net-Zero-Industry-Act[1], as well as transitional energy activities including gas and nuclear.

    Although defence activities are not covered as such in the taxonomy, undertakings in the defence sector can report investments into greening of their buildings or transport like any other sector[2].

    The EU taxonomy is a living document. More activities could be added to its scope over time. This could include more strategic activities.

    The Platform on Sustainable Finance[3], an independent advisory group, is currently developing recommendations for potential inclusion of mining and refining of critical raw materials in the taxonomy.

    In line with the EU Defence Industrial Strategy (EDIS)[4], improving access to finance for the defence industry is a priority for the EU, and the EU sustainable finance framework does not impose any limitations in this regard.

    EDIS stresses that, ‘with the exception of weapons subject to prohibitions by international conventions signed by Member States — which are therefore deemed by the EU to be incompatible with social sustainability — the defence industry enhances sustainability, given its contribution to resilience, security and peace’.

  • MIL-OSI Security: NEWARK EXPEDITER ADMITS CONSPIRING TO GIVE BRIBES TO NEWARK OFFICIALS AND OTHER FRAUD

    NEWARK, N.J. – A Newark-based expediter today admitted to conspiring to give bribes to Newark public officials, including then-Newark Councilmember Joseph A. McCallum, Jr., in connection with real estate development and construction-related transactions and conspiring with others to create and sell falsified documents supposedly issued by the City of Newark in connection with development, construction, rental or sale of such properties in Newark. Baxter also admitted to feigning the need to pay a bribe to a Newark official to fraudulently obtain money for himself and participating in a separate scheme to fraudulently obtain federal COVID-19 Paycheck Protection Program (PPP) loans, U.S. Attorney John Giordano announced.

    Lamont Baxter, 49, pleaded guilty before U.S. District Judge William J. Martini to seven counts in an information charging him with conspiring to give bribes to Newark officials, giving bribes to McCallum in connection with a developer’s real estate transactions, committing wire fraud in connection with a purported cash bribe payment, conspiring to commit wire fraud in connection with falsifying documents purportedly issued by the City of Newark, and committing wire fraud to obtain PPP loans.  

    According to documents filed in these cases and statements made in court:

    As an expediter on real estate and construction matters in Newark, from 2017 through August 2022, Baxter served as a liaison between Newark officials and agencies and individuals seeking permits, Certificates of Continued Occupancy (CCO), Certificates of Code Compliance (CCC), approvals and other actions on an expedited basis. To provide these expediting services, for years, Baxter conspired with others, including developers, to pay cash bribes to various Newark officials so that these officials completed the official acts that Baxter requested on behalf of the developers and others.  Baxter would often use the term “taking care of” a Newark official to indicate to a developer when additional cash or extra payment was needed to be added to official fees charged by Newark so that Baxter could use the extra money to bribe a Newark official, such as an official handling the issuance of a CCC.

    In addition to paying bribes to Newark officials on behalf of others, Baxter also once fraudulently obtained a $10,000 cash payment for himself by falsely indicating to his developer client that the cash was needed to pay a bribe to a Newark official. In that instance, Baxter kept the entire payment for himself and simply pretended that he had given the payment to a Newark Official.

    Part of Baxter’s participation in the bribery schemes included delivering cash bribes exceeding $5,000 from 2019 to 2020 to then-Councilmember McCallum on behalf of a Newark developer who sought and obtained McCallum’s official assistance in obtaining approvals for real estate projects in Newark. On March 15, 2022, before Judge William J. Martini, McCallum admitted receiving bribes while serving as a Councilmember and a director of the Newark Community Economic Development Corporation, as part of his guilty plea to wire fraud for devising a scheme to defraud Newark and of the right to McCallum’s honest services and subscribing to a false personal tax return for calendar year 2018.

    Part of Baxter’s expediting services from 2017 to August 2022, included conspiring with others to create and deliver falsified and fraudulent CCOs, CCCs, and certificates of approval issued by the City of Newark notifying a utility that was to provide electricity for a property that the required inspection had been conducted at the property (known as “cut-in cards”) to individuals who needed these official documents in relation to the development, construction, rental or sale of properties in Newark.  Baxter and others used this scheme to fraudulently obtain payments from the individuals who required these official documents from the City of Newark.

    Baxter also used the various entities he incorporated to obtain payments as an expediter to facilitate a scheme to fraudulently obtain PPP loans during the COVID-19 pandemic.  In 2020 and 2021, Baxter participated in preparing and submitting fraudulent PPP loan applications that included false tax forms and documents and contained false information on the application forms, concerning, among other things, the companies’ gross revenue.  As part of this scheme, Baxter even attempted to obtain a PPP loan for a lounge that he did not actually own and control, pretending to be its owner. As a result of his fraudulent scheme, Baxter obtained over $40,000 in PPP loan funds.  

    The conspiracy to commit bribery charge in Count 1 of the information to which Baxter pleaded guilty carries a maximum penalty of 5 years in prison and the bribery charge in Count 2 to which Baxter pleaded guilty carries a maximum penalty of 10 years in prison. The wire fraud and wire fraud conspiracy charges in Counts 3 through 7 to which Baxter pleaded guilty each carry a maximum penalty of 20 years in prison. All of the charges carry a maximum fine of $250,000, or twice the pecuniary gain to the defendant or loss to the victims, whichever is greater. Sentencing for Baxter is scheduled for August 12, 2025 at 11 a.m.

    U.S. Attorney Giordano credited special agents of the FBI’s Newark Field Office, under the direction of Special Agent in Charge in Newark Terence G. Reilly in Newark; special agents of IRS-Criminal Investigation, under the direction of Special Agent in Charge Jenifer L. Piovesan, and special agents of the U.S. Department of Housing and Urban Development, Office of Inspector General, under the direction of Special Agent in Charge Shawn Rice, with the investigation leading to today’s guilty plea by Baxter.

    The government is represented by Deputy Chief Jihee G. Suh and Assistant U.S. Attorney Francesca Liquori of the U.S. Attorney’s Office’s Special Prosecutions Division and Chief Katherine Calle of the U.S. Attorney’s Office’s Opioid Unit.

    All other co-conspirators identified in the Information are presumed innocent until proven guilty.
