  • MIL-OSI Security: Former U.S. Army Soldier Sentenced to 12 Years in Federal Prison for Aggravated Child Neglect

    NASHVILLE – Andrew J. Garasich, 29, of Westmoreland, Pennsylvania, has been sentenced to 12 years in federal prison for aggravated child neglect, announced Robert E. McGuire, Acting United States Attorney for the Middle District of Tennessee.

    “The victim in this case was a two-month-old child who was horribly neglected by the Defendant and barely survived,” said Acting United States Attorney Robert E. McGuire. “The child is now in a loving home but will face lifelong struggles because of the Defendant’s choices. This case shows that we will not hesitate to prosecute those who hurt children and, if they are convicted, we will seek long sentences in federal prison for them.”

    “This sentencing is a result of the unwavering commitment of the FBI and our justice system to protect the most vulnerable members of our community—our children,” said Special Agent in Charge Joe Carrico of the FBI Nashville Field Office. “There is no place in our community for those who harm children, and we will do everything we can to find and punish those who engage in this repugnant activity and seek justice for victims.”

    Garasich, a former sergeant (E-5) in the United States Army stationed on Fort Campbell, Kentucky, was a father of a two-month-old baby when, on December 30, 2022, Garasich severely burned his baby by bathing him in water so hot that the baby’s skin peeled off his body. The two-month-old baby did not receive medical treatment for five days after the bath.  When the baby was finally taken to Houston County Community Hospital for medical treatment, Garasich did not accompany the baby to the hospital. Medical personnel immediately arranged for the baby to be life flighted to Vanderbilt University Medical Center due to the severity of his injuries, and they contacted the Erin, Tennessee, Police Department, which dispatched officers to the hospital to speak with witnesses about how the baby was injured. When the baby was assessed at Vanderbilt, in addition to partial to full thickness burns on the baby’s buttocks, perineum, lower extremities, and left elbow, medical personnel also noted a left parietal skull fracture.

    Although Garasich does not have any prior criminal convictions, he has a prior case with the Department of Children’s Services involving another child in 2019.

    Following his term of imprisonment, Garasich will be on supervised release for 4 years.

    Garasich’s co-defendant, the child’s mother, will be sentenced on August 5, 2025.

    This case was investigated by the U.S. Army – Criminal Investigation Division and the FBI Nashville Field Office, Clarksville Resident Agency.  Assistant U.S. Attorney Monica Morrison and Acting United States Attorney Robert E. McGuire prosecuted the case.

    Five polytechnicians became laureates of the first national award “People Change the Country”. The award ceremony took place in the Zaryadye Concert Hall in Moscow.

    The purpose of the award is to recognize and reward scientists, engineers, and entrepreneurs whose advanced developments improve people’s lives and strengthen the economy and technological sovereignty of the country.

    The award is organised by the Agency for Strategic Initiatives (ASI) together with the Roscongress Foundation with the support of VEB.RF, the Russian Ministry of Defence, the Defenders of the Fatherland Foundation and the autonomous non-profit organisation Russia – Land of Opportunities.

    Nikolay Efimov-Soini, Deputy Director of the Engineering Center “Computer Engineering Center” of the Advanced Engineering School of SPbPU “Digital Engineering”, became a laureate thanks to the project “Development of high-tech products in the field of nuclear engineering based on digital twin technology”. Under the leadership of Nikolay Konstantinovich, a large-scale complex of scientific and technical developments in the field of nuclear engineering of strategic importance for the industry was implemented over three years. Among the key achievements is the creation of digital models of fuel assemblies (FA) for VVER and TVS-K reactors, as well as the proposal of innovative design solutions aimed at increasing the efficiency of fuel assemblies. The developed solutions allow for high-precision modeling of FA behavior throughout the entire fuel cycle, which helps optimize the performance characteristics and improve the safety of nuclear power plants.

    Director of the Center for Continuing Professional Education of the Advanced Engineering School “Digital Engineering” Sergey Salkutsan and Chief Engineer of the Scientific Laboratory “Strategic Development of Engineering Markets” project Pavel Kozlovsky were awarded for educational projects implemented within the framework of the NTI Center “New Production Technologies”, as well as for the development of a family of simulators. By the beginning of 2024, a group of experts from the Advanced Engineering School CI developed five computer simulators available on the Digital Platform CML-Bench®.EDU, which is gradually developing as a separate direction of the Digital Platform for the Development and Application of Digital Twins CML-Bench®.     Striking images highlight impact of public interruption to military training

    The new campaign turns the table on the issue of public interruptions to military training exercises

    Soldiers sprinting through a salon, abseiling into gyms and crawling through offices feature in a striking new campaign by the Ministry of Defence, turning the tables on the issue of public interruptions to military training exercises.  

    The new photo campaign features thought-provoking images of soldiers unexpectedly interrupting civilians at work, highlighting the disruption this would cause.  

    Aldershot was chosen for the campaign following continued disruptions to training exercises by members of the public straying onto the training area. These incursions force critical military training exercises to be paused or even cancelled, impacting how our personnel can be prepared for potential deployments. 

    While some areas of the MOD estate are accessible to the public at certain times, it is primarily an area for essential military training. It is vital that our Armed Forces can carry out training exercises uninterrupted, now more than ever after the government announced a move to ‘warfighting readiness’ in the recently published Strategic Defence Review.

As the UK moves towards enhanced warfighting readiness, it’s more important than ever that training exercises can proceed without disruption.  We welcome responsible public access but ask visitors to respect this critical training and steer clear of any military activity for everyone’s safety.

    Members of the public can access military land, but only when and where permitted to do so, and are asked to follow these guidelines:  

    • If you come across military training, stay at least 100m away and never touch military equipment or kit.  

    • Risks to the public include pyrotechnics and ammunition, fast-moving military vehicles with limited visibility, deep water with hidden dangers and legacy unexploded ordnance.  

    • Observe all signs and information and always conform to instructions from MOD personnel.  

    • Be aware that training can be happening at all times of the day and night; just because you can’t see it, doesn’t mean it’s not happening  

    • Keep dogs under close control, always in sight and pick up after them.

    This year’s hot weather has increased the risk of wildfires on the MOD estate. These can also interrupt military training and pose a risk to Armed Forces personnel and the public. The MOD is working closely with Hampshire and Isle of Wight Fire and Rescue Service and asking the public to help support critical military training by acting responsibly to reduce the risk of wildfires on the MOD estate in the South East.

    The United Kingdom of Great Britain and Northern Ireland and the Federal Republic of Germany, hereinafter referred to as “the Parties”,

    Guided by the desire to join forces for a prosperous, secure and sustainable future for their citizens and their open, democratic societies in the face of fundamental changes of the geopolitical environment;

    Inspired by a common will to address the momentous new challenges to Euro-Atlantic security in an era characterised by increased strategic competition, challenges to the rules-based international order and challenges to their democracies from increasing hybrid threats;

    Identifying the Russian Federation’s brutal war of aggression on the European continent as the most significant and direct threat to their security;

    Convinced that they will better master these challenges by deepening their close cooperation as European neighbours and allies on the basis of the strong ties that connect their countries, peoples and governments and their shared history, values and interests;

    Determined to join forces to assert these values and interests in close cooperation in a changing world, and to uphold peace and security for their citizens; convinced of the need to pursue a broad, integrated and multifaceted approach to their security;

    Guided by their steadfast commitment to individual liberty, human rights, democracy, and the rule of law in open societies, and by their will to work together for the good of the European continent and of an international order based on shared rules, norms and principles;

    Convinced that prosperity and security can only be guaranteed by limiting the increase of global average temperature to 1.5°C above pre-industrial levels and conserving biodiversity and ecosystems; recognising the importance of their free and open market economies and of delivering mutual growth, including through their trade and investment relationship, to provide high-quality jobs to their citizens and underpin their prosperity while ensuring growth aligns with their net zero commitments and a just transition;

    Convinced of the imperative of international cooperation to seize the opportunities and mitigate the risks of technological change; reaffirming the critical role that science, innovation and technology as well as education play in contributing to their collective security and their sustainable economic growth and prosperity, and recognising the value of building cooperation in critical areas of science and technology that will shape their futures;

    Recalling the Federal Republic of Germany’s membership in the European Union and the commitments and obligations resulting therefrom; and the legal framework for the relationship between the European Union and the United Kingdom of Great Britain and Northern Ireland underpinned by the Withdrawal Agreement, including the Windsor Framework, and the Trade and Cooperation Agreement; sharing the view that their cooperation is consistent with and benefits from the wider relationship of the European Union and the United Kingdom of Great Britain and Northern Ireland and that a positive development of the latter is in their shared interest;

    Reaffirming their ironclad commitment to the Transatlantic Alliance as the bedrock of their security, based on shared values, and a shared commitment to the security of the Euro-Atlantic area, and underpinned by enhanced European contributions;

    Commending the Agreement on Defence cooperation between the Ministry of Defence of the United Kingdom of Great Britain and Northern Ireland and the Federal Ministry of Defence of the Federal Republic of Germany, signed at Trinity House in London on 23 October 2024;

    Mindful of the vital role, specific responsibilities and interests of municipalities, the German Länder, the German Bundestag and Bundesrat in the Federal Republic of Germany, and of the devolved governments, Parliaments and legislative assemblies and the Houses of Parliament in the United Kingdom of Great Britain and Northern Ireland,

    HAVE AGREED AS FOLLOWS:

    Chapter 1

    Diplomacy, Security and Development

    ARTICLE 1

    • The Parties shall consult each other on foreign and security policy matters to enable the closest cooperation across all shared priorities. They shall work together on their respective policies and seek to establish joint approaches, including with regard to their collaboration with global partners and in multilateral and other settings.

    • The Parties shall pursue deep exchanges on strategic aspects of security policy, including deterrence and defence, nuclear issues, arms control, non-proliferation, chemical, biological, radiological, nuclear threats space security, counter-terrorism and the broader international security architecture, in order to support the security of Europe and the world. They shall increase cooperation on intelligence and national security capabilities in order to contribute effectively to this goal.

    • The Parties shall deepen their cooperation to understand, counter and respond to threats and hostile actions by state and non-state actors. The Parties shall work together on their approaches to crisis management, consular support and conflict resolution and prevention.

    • The Parties emphasise the importance of close cooperation on sanctions policy and implementation, to strengthen their effectiveness.

    • Foreign Ministers shall hold an annual Strategic Dialogue. A Senior Level Officials Group shall meet annually to coordinate foreign, security and defence policy.

    ARTICLE 2

    • The Parties shall strive to strengthen the Strategic Partnership between the United Kingdom of Great Britain and Northern Ireland and the European Union, including through the Security and Defence Partnership between the European Union and the United Kingdom of Great Britain and Northern Ireland. The Federal Republic of Germany affirms its deep and unwavering commitment to its role as a founding member of the European Union, which remains a foundation of its policy decisions.

    • The Parties shall seek to intensify the trilateral cooperation with the French Republic, as well as their cooperation with other partners, and within multilateral formats such as the G7 and the United Nations, in order to jointly address international challenges.

    ARTICLE 3

     (1) The Parties reaffirm their commitment to the North Atlantic Treaty Organisation as the foundation of their collective defence and to their obligations as stipulated in the North Atlantic Treaty of 4 April 1949, in particular Article 5. The Federal Republic of Germany reaffirms its deep commitment to its obligations as a member of the European Union, including paragraph 7 of Article 42 of the Treaty on European Union.

    (2) The Parties shall work together as North Atlantic Treaty Organisation Allies to ensure the Alliance continues to strengthen collective deterrence and defence against all threats and from all directions and to enhance the European contribution to Europe’s own security. To this end, they shall coordinate their positions, including in the area of deterrence and defence, and ensure that increased contributions and investments deliver on their commitments. They commit to working towards fostering close and effective cooperation between the North Atlantic Treaty Organisation and the European Union.

    • Conscious of the close alignment of their vital interests and convinced that there is no strategic threat to one which would not be a strategic threat to the other, the Parties affirm as close Allies their deep commitment to each other’s defence and shall assist one another, including by military means, in case of an armed attack on the other.

    ARTICLE 4

    (1) The Parties share deep concern at the threats and challenges posed by hybrid threats and foreign interference from state actors and their proxies using increasingly aggressive actions to undermine their security and democratic values, and those of their Allies and partners. These include inter alia sabotage, malicious cyber activity, foreign information manipulation and interference and the malign use of emerging technologies such as artificial intelligence.

    (2) The Parties shall work to strengthen resilience as well as build capacity and capability to detect, deter, disrupt, and respond to these threats. They acknowledge the key roles of the North Atlantic Treaty Organisation, the G7, and the European Union in this regard. To achieve this, the Parties shall consider means such as information sharing, the development of tools, coordination of disruption and response options, and exchanges of lessons learned and other means.

    (3) The Parties shall continue to cooperate in the field of cyber diplomacy, cybersecurity and emerging technologies. They also agree to promote responsible behaviour in cyberspace.  

    ARTICLE 5

    Guided by the principles of the Agenda 2030 for Sustainable Development and the Sustainable Development Goals, the Parties shall cooperate strategically on sustainable development, crisis prevention and response, peacebuilding, stabilisation and humanitarian assistance. They shall support strong coordination in the nexus between humanitarian, development and peace efforts. They shall work together on the protection and promotion of global public goods including climate, biodiversity, global health and education. Jointly they shall fight inequalities worldwide, including through the empowerment of women and girls. They will work together on anticipatory action to improve local resilience and promote inclusive and locally led responses to crises. Both countries shall contribute jointly to strengthening and reforming the multilateral system and the international financial architecture, making them more just, effective and sustainable and ensuring they deliver for the most vulnerable. They shall hold a regular intergovernmental dialogue on these topics.

    ARTICLE 6

    The Parties shall seek closer collaboration to address health threats and advance global health priorities including pandemic prevention, preparedness and response as well as anti-microbial resistance and the ‘One-Health’ approach. They shall work on these issues both bilaterally and via more coordinated, effective, and efficient global health institutions. The Parties shall share experiences to tackle common domestic health issues.

    Chapter 2

    Defence Cooperation

    ARTICLE 7

    (1) In this new era for enhanced European defence, the Parties share the strategic objective to reinforce Euro-Atlantic security and ensure effective deterrence against potential aggressors by building credible, resilient defence forces, strengthening their capability across all domains. The Parties shall seek to support their defence industries and enhance bilateral military interoperability, interchangeability and integration. They shall ensure their mutual support to the North Atlantic Treaty Organisation, committing to working together towards the vision of a peaceful and secure Euro-Atlantic area.

    (2) The Parties remain committed to improving and further strengthening bilateral defence cooperation. They shall build a long-term partnership to improve and further enhance European defence, also with a view to enabling enhanced cooperation with Allies and partners.

    (3) The Parties shall intensify their cooperation through joint political leadership, enhanced dialogue, and agreed mechanisms. They shall deepen their cooperation on deterrence and regularly review their collaboration in order to meet future threats across all domains: Land, Sea, Air, Space and Cyber.

    (4) Sharing a special interest and focus on the northern and eastern flanks of the North Atlantic Treaty Organisation, the Parties shall work together, alongside their North Atlantic Treaty Organisation Allies, to strengthen deterrence and defence to these areas, coordinating their forces where possible.

    (5) The Parties reaffirm their determination to meet their commitments as North Atlantic Treaty Organisation Allies, to be prepared for high-intensity and multi-domain collective defence. They shall provide such forces, capabilities, resources and infrastructure as are needed to enable the execution of the Defence Plans of the North Atlantic Treaty Organisation.

    (6) The Parties shall seek to enhance industrial and capability cooperation through a long-term joint approach endeavouring to deliver effective military capabilities efficiently, minimising national constraints, and strengthening industrial competitiveness.

    (7) The Parties shall endeavour to maintain a close dialogue on defence issues of mutual interest and global horizon-scanning, including on nuclear issues.

    ARTICLE 8

    (1) The Parties recognise the importance of having a reliable agenda with regard to transfers and exports in order to ensure the economic and political success of their industrial and intergovernmental cooperation and their respective competence to authorise the transfer or export, from their territory, of defence-related products from intergovernmental programmes or developed by their industries. 

    (2) Recognising the joint and unanimous invitation dated 25 June 2025 from the contracting parties of the Agreement on Defence Export Controls concluded by the French Republic, the Federal Republic of Germany and the Kingdom of Spain on 17 September 2021 (the “Agreement on Defence Export Controls ”) to the United Kingdom of Great Britain and Northern Ireland to accede to such Agreement on Defence Export Controls, the Parties agree to preliminarily apply as between them, in their cooperation on defence export controls, Articles 1 to 5 and Annexes 1 to 3 of the Agreement on Defence Export Controls until the date on which the United Kingdom of Great Britain and Northern Ireland accedes to such Agreement on Defence Export Controls.

    (3) In the event that the United Kingdom of Great Britain and Northern Ireland accedes to the Agreement on Defence Export Controls, paragraph 2 of the present Article shall cease to have effect.

    Chapter 3

    Internal Security, Justice and Migration

    ARTICLE 9

    • The Parties shall cooperate closely and equitably to counter state and non-state threats to their internal security, including to critical infrastructure, making best use of all suitable policy, legal, operational, diplomatic and technological tools and mechanisms and ensuring that law enforcement bodies and intelligence agencies have the right tools and capabilities.

    • The Parties shall work together bilaterally and through multilateral organisations to improve their law enforcement capabilities. They shall work with INTERPOL to support the integrity of the international system and prevent abuse by malign actors. They acknowledge the vital role of European Union agencies, such as Europol and Eurojust, in this regard. They shall consider further ways to strengthen their response to organised crime and terrorism, noting the challenges posed by hybrid threats.

    (3) The Parties agree that it is in their common interest to cooperate closely on preventing and countering transnational serious and organised crime, including criminal offences falling within the jurisdiction of the customs authorities. They re-confirm their cooperation in the joint efforts to strengthen anti-money laundering and counter the financing of terrorism and their fight against illicit financial flows and other shared organised crime threats, such as drug trafficking.

    (4) The Parties shall continue to hold a Home Affairs Dialogue at senior official level at least annually which covers the full range of Home Affairs issues, including tackling serious and organised crime, including migrant smuggling, and border security. The Parties shall pursue a comparable bilateral exchange on criminal offences falling within the jurisdiction of the customs authorities.

    (5) The Parties shall strengthen collaboration to counter terrorist threats to both their countries, including on protective security measures against emerging threats.

    ARTICLE 10

    (1) The Parties are committed to fostering the most effective cooperation in criminal justice matters between the United Kingdom of Great Britain and Northern Ireland and the Federal Republic of Germany. 

    (2) The Parties shall work to intensify collaboration on the rule of law, including in its promotion overseas, and exchange learning on the modernisation of their domestic justice systems.

    (3) The Parties shall share information, best practice and technical assistance in civil and family matters.

    ARTICLE 11

    (1) Recognising the challenge from irregular migration and global pressures, the United Kingdom of Great Britain and Northern Ireland and the Federal Republic of Germany commit to being active leaders in the global conversation on migration, asylum and borders. The Parties shall cooperate in the joint fight against organised cross-border crime involving migrant smuggling and trafficking in persons. They will support the provision of mutual legal assistance and the prosecution of offenders involved in the smuggling of migrants into and between the two countries. The Parties affirm their joint commitment to border security and regulated migration systems.  

    (2) The Parties shall deepen comprehensive partnerships with countries of origin and transit to address the upstream drivers of irregular migration, including by meeting humanitarian needs, providing education and skills training, boosting employment, and building resilience to conflict and climate change. The Parties recognise that safe and legal pathways in line with national competences are important for regular and orderly migration. Both Parties support a safe, regulated migration system, and share a firm commitment to international law and human rights standards.

    Chapter 4

    Economic Growth, Resilience and Competitiveness

    ARTICLE 12

    • The Parties shall work together to support economic growth, job creation, digital transition and innovation. This includes delivering a just industrial transformation that enables a sustainable and carbon-neutral future and takes into account the needs of future generations. They shall therefore identify vulnerabilities and collaborate on policies.

    • The Parties acknowledge strong business-to-business and people-to-people ties, including many Small and Medium Enterprises, as the foundation of their economic relationship, and agree to take forward joint work in the field of promoting trade and investment, to further build value chains between their countries.

    • The Parties shall work together to deliver their shared ambition of mobilising investment in opportunities that will grow their economies. In doing so, they shall take into consideration the important role of private sector investment and the benefits of coordinating activities between public financial institutions.

    • The Parties recognise the need to strengthen the multilateral trading system particularly by supporting reform of the World Trade Organisation including through discussions in relevant international fora such as the G7 and G20.

    (5) The Parties agree to continue the structured annual dialogue between their ministries of finance, and explore further opportunities to support exchanges between economic experts.

    ARTICLE 13

    • The Parties, acknowledging the strength and complementarity of their economies as well as the importance of a favourable business environment, commit to working with business to drive growth and strengthen the business, commercial and industrial links between the United Kingdom of Great Britain and Northern Ireland and the Federal Republic of Germany. The Parties shall focus their cooperation particularly on those areas where it will be most effective in securing the future competitiveness of their economies.

    • The Parties shall work jointly to take full advantage of the significant economic opportunities arising from the green transition, including in particular the renewable energy potential in the North Sea.

    • The Parties recognise the importance of long-term industrial cooperation and shall work together to identify opportunities for coordination and cooperation in the context of their industrial transformations.

    • The Parties shall enhance transport connectivity and collaborate in the field of sustainable, innovative and universally accessible transport solutions and mobility, including cooperation to support the decarbonisation of transport. To this end, they will seek to facilitate direct long distance rail passenger services between their countries.

    • The Parties share the common goal of strengthening the international competitiveness of their aerospace industries and at the same time significantly reducing the climate impact of aviation. Therefore, the Parties agree to further strengthen the existing bilateral activities in the field of aerospace research and to engage in consultations between the ministries and their national research institutions on a regular basis.

    • The Parties’ responsible ministries agree to a structured exchange to address the issues of inclusive and sustainable employment and social policy, just transition of the economy, society and the work environment, and ethical principles and shared values in the context of digital transformation, ensuring that digitalisation and the evolving digital society meet the rights and needs of citizens and the work environment in both countries.

    • The Parties shall work together to enhance their domestic housing policies, to promote innovative approaches to sustainable construction and buildings, and to share best practice on urban matters, with a view to achieving cities that are socially, ecologically, and economically balanced They shall cooperate in multilateral settings on these matters.

    ARTICLE 14

    The Parties commit to working together to safeguard economic stability. They shall strive to strengthen economic resilience to safeguard and protect their national security and deliver secure, sustainable and resilient growth. They shall increase dialogue on economic security to enhance cooperation on priorities such as supply chain resilience, including for critical raw materials, critical technology and critical infrastructure as well as protective toolkits.

    ARTICLE 15

    (1) The Parties shall intensify their cooperation in the field of science, technology, research and innovation, including in critical and emerging areas and research security. The Parties agree to consider funding channels and other means to develop joint bilateral and multilateral activities.

    (2) The Parties shall place special emphasis on their cooperation on innovative or disruptive technologies, ensuring they are able to capitalise more effectively on their strengths in basic and applied research to enable their businesses to grow through the development and commercialisation of new products, processes and services.

    (3) The Parties shall promote the global development and deployment of technologies, with particular attention to ensuring the secure and responsible advancement of fields such as artificial intelligence or space.

    (4) The Parties agree to regular and structured exchanges on science, innovation and technology, building on existing structures including the Science, Innovation and Technology Dialogue. The Parties commit to cooperate on current and future challenges across research and innovation, and emerging and critical technologies. This cooperation will include promoting technology development and adoption, international governance, competition policy, sustainability and exchanges on regulatory issues consistent with national competence.

    ARTICLE 16

    (1) The Parties shall intensify their cooperation in the field of digitalisation and modernisation of the state, including digitalisation of society, economy, science, government and public administration. The Parties agree to consider funding channels and other means to develop joint bilateral and multilateral activities.

    (2) The Parties agree to regular and structured exchanges on digitalisation and the modernisation of the state, building on existing structures including a dialogue on digital policy. The Parties commit to cooperate on current and future challenges across digital and data affairs, digitalisation of the state and digital sovereignty.

    Chapter 5

    Open and Resilient Societies

    ARTICLE 17

    • The Parties shall cooperate on strategies for strengthening the resilience of their democracies in order to build resilient societies which are able to contribute to their countries’ security and to withstand the increasing attempts of interference and manipulation.

    • The Parties shall deepen their cooperation in the fight against all forms of hate crime, whilst promoting freedom of expression and freedom of religion or belief.

    ARTICLE 18

    • The Parties shall strive to reduce obstacles in order to promote exchanges between their citizens on all levels. They shall work towards strengthening people-to-people contacts. The Parties shall promote smoother border fluidity and will provide each other’s citizens access to automated border technology.

    • Particular focus shall be placed on increasing exchange between young people. The Parties value bilateral school and youth exchanges, and shall facilitate such exchanges, supporting the development of relevant structures and initiatives, such as the “UK-German Connection”.

    • The Parties recognise the importance of vocational training, university education and learning opportunities such as internships. The Parties shall jointly endeavour to increase exchanges within their own legislative frameworks with regard to education, skills and training.

    • The Parties shall promote closer relations in all fields of cultural expression, including activities to promote dialogue and cooperation to share best practice between cultural institutions; close cooperation of the British Council and Goethe-Institut; and establishment of an intergovernmental Working Group on Creative Technology.

    • The Parties acknowledge the important role of civil society and they shall strive to support the work of educational institutions, cultural bodies and political organisations.

    • The Parties shall use the annual meetings of the Cultural Commission to the ends of this Article.

    Chapter 6

    Climate, Energy, Nature, Environment and Agriculture

    ARTICLE 19

    • The Parties shall further deepen their bilateral and multilateral cooperation to mitigate the effects of climate change and to pursue efforts to limit the increase of global average temperature to 1.5°C above pre-industrial levels, including through implementation of the Paris Agreement, the Outcome of the first Global Stocktake adopted at the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 28) and the Glasgow Climate Pact adopted at the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 26).

    • The Parties shall enhance their climate foreign policy collaboration and cooperation, including through the UK-Germany Climate Diplomacy Dialogue, to make financial flows consistent with a pathway towards low greenhouse gas emissions and climate-resilient development, address the interplay between climate, environment, peace, and security, and support developing countries to decarbonise their economies and adapt to the adverse effects of climate change.

    • Recognising the significant societal, environmental economic, and geopolitical impacts of the global energy transition and the shift towards climate neutrality, the Parties shall intensify their dialogue to anticipate and address emerging foreign policy and security challenges.

    ARTICLE 20

    • The Parties intend to work together under the Joint Declaration of Cooperation on Energy and Climate, including the Hydrogen Partnership, to realise their shared ambitions regarding: renewable energy; the role of hydrogen, in particular from renewable sources; carbon capture utilisation and storage, in particular in hard-to-abate sectors; energy security; net zero strategies and policies; and green transition. The scope and priorities for this work shall be reviewed by annual senior official and ministerial meetings.

    • The Parties shall work together to achieve their respective domestic emissions reductions targets, to enhance domestic and global just energy transition resilience and security, including by improving energy and resource efficiency, and to provide secure, sustainable and affordable clean energy derived from renewable sources, in an effort to implement the goals laid out in the Paris Agreement and in the 2030 Agenda for Sustainable Development.

    • Recognising their leading role in the North Seas, they shall work together to accelerate the development of offshore wind energy, electricity, hydrogen and carbon dioxide infrastructures.

    ARTICLE 21

    • The Parties shall cooperate bilaterally and multilaterally to promote environmental protection and halt and reverse biodiversity loss in line with the Kunming-Montreal Global Biodiversity Framework, including through restoring nature, halting and reversing deforestation, protecting the ocean, reducing plastic, chemical and air pollution and pursuing nature-based solutions.

    • The Parties shall work together to promote resilient and sustainable agriculture and food systems internationally, including high animal welfare standards. They shall focus in particular on achieving global food security and nutrition including as a means of pursuing global stability and security.

    Chapter 7

    Forms of Cooperation

    ARTICLE 22

    The Parties agree to hold government ministerial consultations led by Heads of Government every two years, which shall endorse an Implementation Plan of projects under the Treaty for the following two-year period. The venue for the consultations shall alternate between the two countries. Ministerial level dialogues on individual policy themes shall take place whenever both Parties deem appropriate. The Parties’ foreign ministries shall meet annually to review the bilateral relationship in accordance with the provisions of this Treaty.

    ARTICLE 23

    Existing cooperation agreements and Memoranda of Understanding between line ministries shall be continued and pursued in the framework of this Treaty.

    Final Provisions

    ARTICLE 24

    This Treaty and its application shall be without prejudice to the Parties’ obligations stemming from international law and, in respect of the Federal Republic of Germany, its obligations stemming from its European Union membership. Nothing in this Treaty shall affect the Federal Republic of Germany’s obligations under European Union law.

    ARTICLE 25

    This Treaty shall apply:

    (a) to the territory of the Federal Republic of Germany; and

    (b)     to the territory of the United Kingdom of Great Britain and Northern Ireland, and may be extended to any or all of the Bailiwick of Guernsey, the Bailiwick of Jersey, and the Isle of Man by mutual agreement between the Parties by exchange of notes.

    ARTICLE 26

    The Parties may agree, in writing, to amend this Treaty. Such amendments shall enter into force in accordance with Article 30.  

    ARTICLE 27

    (1) A Party may terminate this Treaty by giving the other Party notice in writing. Such termination shall take effect six months after the date of the notification, or on such date as the Parties may agree.

    (2) Either Party may request consultations regarding whether the termination of this Treaty should take effect on a date later than that provided in paragraph 1.

    ARTICLE 28

    Any disputes concerning the interpretation, application or implementation of the Treaty shall be resolved solely by negotiation between the Parties.

    ARTICLE 29

    Registration of this Treaty with the Secretariat of the United Nations, in accordance with Article 102 of the Charter of the United Nations, shall be initiated by the United Kingdom of Great Britain and Northern Ireland immediately following its entry into force. The Federal Republic of Germany shall be informed of registration, and of the United Nations registration number, as soon as this has been confirmed by the Secretariat of the United Nations.

    ARTICLE 30

    (1) The present Treaty is subject to ratification; the instruments of ratification shall be exchanged as soon as possible.

    (2) The present Treaty shall enter into force on the date of the exchange of the instruments of ratification.

    Friendship and Bilateral Cooperation Treaty: The 17 Projects the UK and Germany will deliver together

    A collection of projects agreed between the UK and Germany as part of the Treaty signed by the two countries on 17 July 2025 in London.

    In July 2025 the UK and Germany signed the Treaty on Friendship and Bilateral Cooperation. As part of the Implementation Plan under Article 22 of the Treaty, they agreed to deliver 17 priority projects. These projects span the breadth of the Treaty, enhancing cooperation in the face of global challenges, and delivering tangible benefits for UK and German citizens. The projects will be reviewed by a Joint Cabinet every two years.

    1. Ukraine Recovery & Reconstruction

    The UK-Germany Alliance will power Ukraine’s recovery: driving reform, reconstruction and resilience together.

    • Strengthening coordination and strategic alignment between the UK and Germany on Ukraine reform, recovery and reconstruction support.
    • Championing annual Ukraine Recovery Conferences, improving joint action between humanitarian, development and peace actors and strengthening donor engagement with Ukrainian civil society.

    2. Trinity House Defence Agreement

    The UK and Germany commit to building a much deeper Defence partnership which will endure in the long-term and enable both countries to address threats, and strengthen NATO, through the framework agreed in the 2024 Trinity House Agreement on Defence co-operation.

    • Deep Precision Strike and Defence: Advancing work to develop a new Deep Precision Strike capability to provide a conventional deterrent in Europe; we are jointly leading the 2.000 km+ cluster within the European Long Range Strike Approach (ELSA). It will be among the most advanced systems ever designed. We will aim to deliver a capability within a decade.
    • Uncrewed Aerial Systems and Future Connectivity: Continuing ongoing UK-Germany coordination of the development, procurement, and doctrine of uncrewed aerial systems. Both Air Forces have developed a detailed „Flight Plan“ to increase their future connectivity.
    • Strengthening Eastern Flank through new Land Strategic Partnership: Delivering a strategic partnership in land systems and continuing their close BOXER cooperation, including RCH 155 artillery and extending cooperation to common offboard systems for Future Ground Combat Systems. Both armies are building on their bilateral vision statement to drive this forward. A new Statement of Intent on bridging capabilities has been agreed.
    • Undersea Co-operation in the Northern Seas: Working together to counter undersea threats. This includes training of German crews on UK P-8A Maritime Patrol Aircraft which will also be delivered to Germany shortly. Both sides have signed an agreement on joint procurement of new Sting Ray torpedoes under development for their aircraft.

    3. Strengthening Defence Industrial and Export Co-operation

    We will work jointly across Government to promote defence exports and champion greater co-operation between our defence industries.

    • Widening our efforts to facilitate and promote dialogue with, and co-operation between, UK and German Defence Industries by further developing the UK-Germany Defence Industry Forum, as per the first meeting in June, reflecting our commitment to a new partnership with industry. This will drive innovation and business-business links to enhance growth.
    • Seeking opportunities to support one another’s defence capability requirements, including through developing future joint procurement initiatives where our requirements align.
    • Deepening efforts to promote our growth and security by pursuing joint export campaigns for jointly produced equipment, building on the UK’s imminent accession to the Germany-France-Spain Treaty on arms export controls.

    4. Joint Action Plan on Irregular Migration

    We will implement the comprehensive Joint Action Plan on Migration to step-up action against people smuggling and illegal migration.

    • Increasing cooperation against migrant smuggling, strengthening law enforcement and judicial cooperation, stepping-up efforts on returns, providing regional leadership and deterring irregular migration to Germany and the UK.
    • Germany is introducing a clarification in German legislation concerning the facilitation of irregular migration to the UK (to be brought to Cabinet with a view to be adopted by Parliament as soon as possible, within 2025).
    • This will establish an even stronger framework for law enforcement, policy and prosecutorial cooperation against organised crime groups smuggling and trafficking people. Aligning as regional leaders on irregular migration in forums such as the Calais Group and Berlin Process, developing joint approaches to key upstream routes.
    • Continuing to support one another to be innovative in managing our migration systems and delivering secure borders.

    5. Strategic Science and Technology Partnership

    We will together develop cutting-edge critical technologies – such as quantum, AI and digital, semiconductors, space capabilities, advanced connectivity, fusion and sustainable energy solutions including battery technologies – to drive long-term economic growth, by:

    • Conducting high-impact research, accelerating adoption of transformative technologies, enhancing supply chain resilience and contributing to an open and innovative business environment.
    • Exploring AI cooperation initiatives, enhancing UK-German innovation leadership, fostering further collaboration to accelerate breakthrough innovation, establishing a strategic space partnership, strengthening collaboration on semiconductors and facilitating closer cooperation between our two nations’ battery eco-systems.

    6. North Sea Energy Infrastructure Project

    We will work together to develop North Seas energy infrastructure – supporting economic growth and reducing bills through trade and infrastructure development.

    • Driving the development of offshore hybrid interconnection between the UK and Germany by the mid-2030s, including through exploring a Joint Declaration of Intent on Offshore Hybrid Assets for agreement at the North Sea Summit in January 2026.
    • Working together to accelerate the development of H2- and CO2-infrastructures.

    We will pave the way for a new direct rail connection between the UK and Germany.

    • Establishing formal cooperation between the two governments to address the barriers to establishing direct rail services between London and Germany within the next ten years.
    • Creating a task force, including Transport and Interior Ministries, to explore establishing juxtaposed controls.

    8. E-gates

    We will streamline leisure, educational, and business travel to Germany.

    • Rolling out the first phase of e-gates access for frequent travellers by the end of August, followed by roll out for all UK nationals as soon as technically possible.

    9. School trips and mobility of citizens

    We will make it easier for school groups to travel between the UK and Germany and consider ways to further enhance mobility between our people.

    • Delivering visa-free school group travel between the UK and Germany, increasing opportunities for linguistic, cultural and academic experiences. Rolling out the new scheme by the end of 2025.
    • Appointing a Joint Expert Group from across both governments to identify mutually agreeable solutions to UK and German mobility issues, including challenges faced by educational and scientific institutions, cultural bodies and political organisations.

    10. Business-Government Forum

    We will bring together German and UK businesses to exchange on business opportunities and to explore joint projects in order to drive growth, enabling our governments to draw upon the expertise and insights of our vibrant business communities.

    • Bringing together key stakeholders from Germany and the UK in this Forum to promote cooperation between German and UK companies and to identify areas of high growth potential in which UK-German cooperation will benefit the two economies.
    • This will be complemented by opportunities for direct exchange between senior business leaders and Ministers from both countries.

    11. Strategic conflict prevention and stabilisation partnership

    We will develop our global partnership to prevent conflict and build lasting peace.

    • Collaborating across international conflict prevention and resolution initiatives, including countering violent extremism; supporting security sector reform and working together to widen our engagement.
    • Sharing situational awareness, early warning, crisis data; collaborating on use of AI; and strengthening our commitment to the Women, Peace and Security agenda.

    12. Western Balkans stability and security

    The UK will host the German-born Berlin Process, bringing leaders of the six Western Balkans countries and other European states together to support stability, security and economic co-operation in the region.

    • Strengthening coordination between the UK and Germany to support long-term regional and broader European security
    • Driving joint initiatives under the Berlin Process and seeking tangible progress for the Western Balkans Six on their Euro-Atlantic paths.

    13. Indo-Pacific cooperation

    The UK and Germany commit to increased and sustained cooperation on the Indo-Pacific.

    • Strengthening coordination on regional and maritime security, share best practice on geo-economic affairs and secure growth, and strategically align efforts on climate change mitigation and adaptation in the Indo-Pacific.
    • This will include coordination between UK and Germany on initiatives across the Indo-Pacific cooperation workstream.

    14. Biosecurity Cooperation

    We will strengthen our capability to protect our nations and our interests from biological threats.

    • Exchanging information on the development of national biosecurity strategies, bolstering critical infrastructure (e.g. in health care), improving preparedness to state terrorism with biological agents, and preparing for new and re-emerging, highly pathogenic pathogens.
    • Establishing joint exercises and an emergency support system between the UK and Germany.

    15. Strategic sustainable development partnership

    We will deliver impact together on all aspects of sustainable development including growth and jobs, health and climate.

    • Building alliances to advance the 2030 Agenda, and reform international systems. Coordinating on global financial institutions, private sector mobilisation, climate and debt solutions, sustainable infrastructure, and climate resilient and inclusive growth.
    • Holding an annual Development Dialogue setting the strategic direction for our collaboration on development, focusing on shared expertise, new ideas and innovative tools to tackle key challenges and support Global South partners.

    16. Education, Culture, Sport

    We will boost opportunity and growth by putting young people and social mobility at the heart of a new era of educational, cultural and sporting cooperation.

    • Driving more school exchanges, focusing on lower socio-economic groups, creating new initiatives, delivered through existing mobility pathways, such as the first UK-German Creative Industries Prize and inaugural Youth Summit.
    • Delivering a revitalised UK-German Cultural & Education Commission, led by UK and German ministers, to identify and deliver new people-to-people initiatives, with a focus on driving opportunity for all.

    17. KfW/UK Public Financial Institutions collaboration

    Cooperation between our Public Financial Institutions will accelerate the investment needed to boost growth in our economies. * Deepening links between the British Business Bank, National Wealth Fund, and British International Investment) and Germany’s KfW to help mobilise private capital, develop well-functioning and sustainable markets * Sharing insights & best practice, enhancing operational/financial performance, seizing investment opportunities in areas of mutual interest, and exploring further opportunities to deepen cooperation.

    Eight British soldiers of the Great War laid to rest in France

    The remains of eight British soldiers, including four who have been identified by name, have been laid to rest today (16 July 2025) in France, more than 108 after they died in the First World War.

    The burial service, organised by the Ministry of Defence’s Joint Casualty and Compassionate Centre (JCCC), also known as the ‘War Detectives’, took place at the Commonwealth War Graves Commission’s (CWGC) Loos British Cemetery Extension, which was opened in September 2024. 

    The four identified soldiers were Corporal Alfred James Morrant and Private Henry Joseph Rycraft of the 11th Battalion The Essex Regiment, who were killed on 22 April 1917, and Private Arthur Albert Grayston and Private Lewis Ephraim Lambert of the 8th Battalion The Bedfordshire Regiment, who were killed on 19 April 1917. All four men had previously been commemorated on the Loos Memorial to the missing. 

    JCCC Caseworker, Rosie Barron said: 

    It has been an honour to have worked with The Royal Anglian Regiment and CWGC to organise the burial service today and to have had the Grayston and Morrant families present. Today we honour the memory of all of these men, whether named or unknown, and remember their comradeship and sacrifice.

    The remains were recovered during the construction of a new hospital on the outskirts of the city of Lens in northern France and were among many British and Canadian casualties recovered from the site. All four named soldiers were identified through DNA testing. Two of the unknown soldiers are also known to have belonged to The Essex Regiment. It is believed that all eight men were killed in April 1917 during the Battle of Arras. 

    The service was supported by serving soldiers from 2nd Battalion The Royal Anglian Regiment and was attended by Jennifer Strawn, the granddaughter of Private Grayston, and two great-great nephews of Corporal Morrant.

    Jennifer Strawn reflected on the service, and said:

    I think everyone did a great job and the day was perfect. I will always remember it.

    Paul Morrant said:

    The work of JCCC and CWGC is fantastic. The soldiers of The Royal Anglian Regiment were great as they honoured soldiers of The Essex and Bedfordshire Regiments. The the whole thing was a great experience.

    In a separate ceremony yesterday (15 July 2025), a rededication service took place for Lance Corporal Charles Madgwick at Lebucquière Communal Cemetery Extension. LCpl Madgwick was serving with 4th Battalion The Bedfordshire Regiment when he was killed on 24 March 1918 during the German Spring Offensive. His grave was identified after a researcher submitted a case to CWGC hoping to have found his final resting place. After further research by CWGC, the National Army Museum and JCCC, the identification was confirmed. 

    Both services were conducted by the Reverend Carl Stokes CF, Chaplain to Blandford Garrison.  Reverend Stokes said:

    It has been a tremendous privilege, as an Army Chaplain, to honour the eight fallen soldiers of the Bedfordshire and Essex Regiments by laying their remains to rest alongside their comrades in Commonwealth War Graves. For the four soldiers who have been identified, it is especially moving to see their names finally inscribed on their headstones. The other four will bear the poignant epitaphs ‘Known unto God’ or ‘A Soldier of the Great War.’ It has also been a great honour to share this moment with some of their family members and with soldiers from their legacy regiment, the Royal Anglian Regiment, who served as the honour guard and bearer party. More than a century later, their sacrifice is not forgotten. Their legacy—the freedom they helped secure—lives on.

    CWGC Commemorations Casework Manager, David Royle, said: 

    Every year the work of the Commission continues; installing headstones to recently identified casualties like we had for Lance Corporal Madgwick yesterday, or by ensuring that recently recovered casualties are buried in one of our cemeteries. 

    For the eight soldiers buried today in the Loos British Cemetery Extension, we are extremely proud to have worked alongside the JCCC in identifying by name some of these casualties. Although it hasn’t been possible to identify them all, they have been buried with the same dignity and honour. Their service and sacrifice has not been forgotten, 108 years after their deaths.

  • MIL-OSI USA: NASA Program Builds Bridge From Military to Civilian Careers for Johnson Team Members

    Of all the possible entry points to NASA, the agency’s SkillBridge Program has been instrumental in helping servicemembers transition from the military and into civilian careers. Offered in partnership with the Department of Defense (DoD), the program enables individuals to spend their final months of military service working with a NASA office or organization. SkillBridge fellows work anywhere from 90 to 180 days, contributing their unique skillsets to the agency while building their network and knowledge.
    The Johnson Space Center in Houston hosted NASA’s first SkillBridge fellow in 2019, paving the way for dozens of others to follow. SkillBridge participants are not guaranteed a job offer at the end of their fellowship, but many have gone on to accept full-time positions with NASA. About 25 of those former fellows currently work at Johnson, filling roles as varied as their military experiences.

    Miguel Shears retired from the Marine Corps in November 2023. He ended his 30 years of service as the administration, academics, and operations chief for the Marine Corps University in Quantico, Virginia, where he was also an adjunct professor. Shears completed a SkillBridge fellowship with FOD in the summer and fall of 2023, supporting the instructional systems design team. He was hired as a full-time employee upon his military retirement and currently serves as an instructional systems designer for the Instructor Training Module, Mentorship Module, and Spaceflight Academy. He conducts training needs analysis for FOD, as well.

    Ever Zavala was very familiar with Johnson before becoming a SkillBridge fellow. He spent the last three of his nearly 24-year Air Force career serving as the deputy director of the DoD Human Spaceflight Payloads Office at Johnson. His team oversaw the development, integration, launch, and operation of payloads hosting DoD experiments on small satellites and the International Space Station. He also became a certified capsule communicator, or capcom, in December 2022, and was the lead capcom for SpaceX’s 28th commercial resupply services mission to the orbiting laboratory.
    Zavala’s SkillBridge fellowship was in Johnson’s Astronaut Office, where he worked as a capcom, capcom instructor, and an integration engineer supporting the Extravehicular Activity and Human Surface Mobility Program. He was involved in developing a training needs analysis and agency simulators for the human landing system, among other projects.
    He officially joined the center team as a full-time contractor in August 2024. He is currently a flight operations safety officer within the Flight Operations Directorate (FOD) and continues to serve as a part-time capcom.

    Carl Johnson thanks his wife for helping him find a path to NASA. While she was a Pathways intern — and his girlfriend at the time — she gave him a tour of the center that inspired him to join the agency when he was ready to leave the Army. She helped connect him to one of the center’s SkillBridge coordinators and the rest is history.
    Johnson was selected for a SkillBridge fellowship in the Dynamic System Test Branch. From February to June 2023, he supported development of the lunar terrain vehicle ground test unit and contributed to the Active Response Gravity Offload System (ARGOS), which simulates reduced gravity for astronaut training.
    Johnson officially joined the center team as an electrical engineer in the Engineering Directorate’s Software, Robotics, and Simulation Division in September 2023. He is currently developing a new ARGOS spacewalk simulator and training as an operator and test director for another ARGOS system. 
    Johnson holds an electrical engineering degree from the United States Military Academy. He was on active duty in the Army for 10 years and concluded his military career as an instructor and small group leader for the Engineer Captains Career Course. In that role, he was responsible for instructing, mentoring, and preparing the next generation of engineer captains.

    Kevin Quinn served in the Navy for 22 years. His last role was maintenance senior chief with Air Test and Evaluation Squadron 31, known as “the Dust Devils.” Quinn managed the operations and maintenance of 33 aircraft, ensuring their readiness for complex missions and contributing to developmental flight tests and search and rescue missions. He applied that experience to his SkillBridge fellowship in quality assurance at Ellington Field in 2024. Quinn worked to enhance flight safety and astronaut training across various aircraft, including the T-38, WB-57, and the Super Guppy. He has continued contributing to those projects since being hired as a full-time quality assurance employee in 2025.

    Andrew Ulat retired from the Air Force after serving for 21 years as an intercontinental ballistic missile launch control officer and strategic operations advisor. His last role in the military was as a director of staff at the Air Command and Staff College at Maxwell Air Force Base in Montgomery, Alabama. There he served as a graduate-level instructor teaching international security concepts to mid-level officers and civilian counterparts from all branches of the military and various federal agencies. 
    Ulat started his SkillBridge fellowship as an integration engineer in Johnson’s X-Lab, supporting avionics, power, and software integration for the Gateway lunar space station. Ulat transitioned directly from his fellowship into a similar full-time position at Johnson in May 2024.

    Ariel Vargas transitioned to NASA after serving for five years in the Army. His last role in the military was as a signal officer, which involved leading teams managing secure communications and network operations in dynamic and mission-critical environments in the Middle East and the United States.
    Vargas completed his SkillBridge fellowship in November 2023, supporting Johnson’s Office of the Chief Information Officer (OCIO). During his fellowship, he led a center-wide wireless augmentation project that modernized Johnson’s connectivity.
    He became a full-time civil servant in May 2024 and currently serves as the business operations and partnerships lead within OCIO, supporting a digital transformation initiative. In this role, he leads efforts to streamline internal business operations, manage strategic partnerships, and drive cross-functional collaboration.
    “My time in the military taught me the value of service, leadership, and adaptability—qualities that I now apply daily in support of NASA’s mission,” Vargas said. “I’m proud to be part of the Johnson team and hope my story can inspire other service members considering the SkillBridge pathway.”

    Governor Newsom met with local restaurant owners of Cuernavaca’s Grill in the City of Bell to discuss the economic impact these indiscriminate immigration actions have had on their small business.

    The Governor then stopped by a church in Downey that recently was targeted by federal immigration agents. 

    Economic impact of this cruel policy

    Trump’s actions have a chilling effect – the state’s economy is likely to contract later this year due to fallout from global tariffs and immigration raids in Los Angeles and other cities that have rattled key sectors, including construction, hospitality, and agriculture, according to a UCLA Anderson forecast.

    Mass deportations in California could slash $275 billion from the state’s economy and eliminate $23 billion in annual tax revenue. The loss of immigrant labor would delay projects (including rebuilding Los Angeles after the wildfires), reduce food supply, and drive up costs.

    Undocumented immigrants contributed $8.5 billion in state and local taxes in 2022 — a number that would rise to $10.3 billion if these taxpayers could apply to work lawfully.

    New resource for community 

    Trump’s militarization of Los Angeles has also led to increasingly concerning tactics by federal immigration enforcement, including violating the law and people’s constitutional rights. Families are being terrorized by the broad enforcement efforts targeting Latino neighborhoods, harming U.S. citizens, and racially profiling families and workers. That’s why it’s important to remember the following if you are affected by a federal immigration action:

    • You can observe and record public immigration arrests, but stay calm and at a safe distance to avoid risk to yourself and others.
    • Do not interfere or argue with federal agents. Physical obstruction or verbal escalation can put your safety at risk and may lead to criminal charges.
    • Agents don’t need a judge-signed warrant to arrest someone in public — but do need one to enter non-public areas of private property.
    • Prepare yourself and your family in case you are arrested. Memorize the phone numbers of your family members and your lawyer. Make emergency plans if you have children or take medication.

    End the militarization of LA now

    For over a month, about 4,000 National Guard members have been serving as political pawns for the President in Los Angeles, pulled away from their families, communities, and civilian jobs. While half are just now beginning to demobilize, many remain without a clear mission, direction, or a timeline for returning to their communities. California urges Trump and the Department of Defense to end this theatrical deployment and send all remaining guardsmembers home immediately.

    The federal government can enforce immigration laws and keep us safe without violating our rights, terrorizing entire communities, breaking the law, disrupting the economy, and raising costs for families.

    Who is Eligible for Medals 
    STARR authorizes enlisted service members up to senior master sergeant and officers up to lieutenant colonel to receive up to two Air and Space Achievement Medals for referring three enlisted accessions applicants who depart for basic military training.

    Additionally, any enlisted member or officer up to colonel, may receive the Air and Space Commendation Medal for referring five enlisted accessions applicants who depart for BMT.

    Who is Eligible for Promotion
    Stripes for Referrals allows Airman and Guardian recruits to be promoted up to E-2 by referring two enlisted accessions candidates, or to E-3 by referring four enlisted accessions candidates who join the Delayed Entry Program or Delayed Entry Training.

    How To Apply
    Applications must be submitted through the Aim High application to qualify for the Air and Space Achievement and Commendation Medals. All users must create an account and input information in the ‘Refer a Friend’ portion of the app to receive credit for valid referrals.

    The Department of the Air Force launched a Barriers to Service Cross-Functional Team to examine existing policies and procedures to ensure they reflect the service members needed for the future. The programs are part of this initiative and serve as a cost-effective instrument for referring candidates and increasing enlistments throughout the DAF.

    In a display of service and compassion, members of the 33rd Cyberspace Operations Squadron, 59th Medical Wing and 502nd Air Base Wing assisted on July 11 with flood relief operations in the Texas Hill Country, supporting efforts in the communities of Ingram and Hunt.

    One team assembled at City West Church in Kerrville, partnering with Mercy Chefs to organize and distribute hot meals. Three additional groups were dispatched to Hunt to assist with debris removal and participate in search and recovery operations in flood-damaged areas.

    “We partnered with Heroes for Humanity, the Mexican National Fire Department, and local rescue teams, including K-9 units, to help bring closure to families in the wake of this tragedy,” said Master Sgt. Nicholas Galbraith, 33rd Cyberspace Operations Squadron flight chief.

    “It was incredibly moving to see our Airmen volunteer their personal time to come out and serve. Efforts like this strengthen our bonds, not just within the unit, but with the community,” Galbraith said. “Our presence matters. We want these families to know they’re not alone, and that the Air Force is here for them, standing alongside them during their time of loss.”

    The response was part of a broader effort following the catastrophic flash floods that struck the Texas Hill Country on July 4-5. According to news reports, 130 people died, including 103 in Kerr County alone, with around 160 others still missing.

    At the direction of Galbraith, Joint Base San Antonio mobilized volunteers from across multiple units to assist in the recovery and support efforts.

    At City West Church, JBSA personnel partnered with Mercy Chefs, a nonprofit organization specializing in feeding disaster victims and first responders. The Airmen worked side by side with civilian volunteers to prep meals, organize donations, and provide emotional and spiritual care to anyone who needed it.

    “Mercy Chefs was founded nearly 20 years ago in the aftermath of Hurricane Katrina,” said Gary LeBlanc, CEO and founder of the organization. “We provide high-quality, chef-prepared meals to victims, volunteers and first responders, both across the country and around the world.”

    LeBlanc said his team had been vacationing and picnicking over the holiday when they saw the flooding and immediately mobilized.

    “We were able to deploy quickly and got our first meals out by Saturday night, most of which went directly to the rescue teams that had started responding on Friday,” LeBlanc said.

    The arrival of Air Force personnel on Friday provided a significant boost to their efforts.

    “When the Air Force came in today, it was a game changer,” LeBlanc said. “They were incredibly sharp, followed instructions, were proactive, and immediately integrated into the operation. It was an amazing lift for us. We prepared nearly 4,000 meals just today.”

    “We saw people truly struggling as they worked to recover and heal,” said Maj. Todd Leathermon, chaplain with the 59th Medical Wing. “There was a clear need, and this gave us a chance to use the skills we’ve gained both through Air Force training and our ministry experience before joining the military. Whether it’s providing spiritual and emotional support, helping prepare meals, or simply being present, we’re here to care for them.”

    Meanwhile, in Hunt, three JBSA-led teams entered flood-damaged zones to help clear debris and aid in search and recovery efforts.

    “I’ve always wanted to join special forces, and this is great experience for me as I plan to cross-train in that field,” said Staff Sgt. Roberto Castro, with the 426th Cyberspace Operations Squadron. “I’ve been through several hurricanes so I understand how devastating they can be. I just thought, why not help out where I can?”

    Though the tasks varied — from chopping vegetables to hauling debris — the heart behind the mission remained the same.

    Throughout the day, chaplains remained available to volunteers and locals, ready to offer a listening ear or a quiet moment of spiritual care.

    “It’s been incredible to see all levels of government come together from our local law enforcement, military members, and even our brethren from Mexican emergency services to help bring closure to families,” said Master Sgt. James Newcomb, superintendent of cyber support operations. “For me, it’s meaningful because this is my duty. As military members, it’s our job to give back to the community — to help, serve, protect, support and defend the American people.”

      BEIJING, July 17 — The 15th Chinese Peacekeeping Horizontal Engineering Company to the United Nations Mission in South Sudan (UNMISS) recently completed the rehabilitation of the road connecting Tonj to Romich. The road is a vital part of the supply route for the UN to carry out humanitarian relief in South Sudan. The completion of the task also marks the successful conclusion of the supply route construction mission assigned to the Chinese peacekeeping engineering contingent to the UNMISS in 2025.

      The road from Tonj to Romich, with a total length of about 112 kilometers, is a vital transport line connecting several key cities and towns in South Sudan. The Chinese peacekeeping engineering contingent dispatched 43 troops and 23 vehicles and machines to complete the rehabilitation task with high standards in 49 days, making great contributions to the local agricultural material transportation and the improvement of people’s wellbeing.

      According to Zheng Pei, a member of the Chinese peacekeeping engineering contingent, since their deployment in December last year, they have repaired 333 kilometers of road in total in South Sudan, which is the longest road repair length among the seven engineering contingents of the UNMISS.

    A new world-leading biosecurity centre in Essex will protect the UK from emerging publicd health threats and boost economic growth.

    People in the UK will be better protected from future pandemics and biosecurity threats thanks to government investment into a new, world-leading biosecurity centre in Harlow, Essex.

    The National Biosecurity Centre (NBC) will increase the speed and scale of research into dangerous pathogens and life-saving vaccines, boosting healthcare and economic growth, and protecting UK national security.

    The government is investing billions of pounds in the project, including £250m over this Parliament, for vital research and testing that is currently split across UK Health Security Agency (UKHSA) sites in Porton Down and Colindale under one roof.

    Once complete, the NBC will be the largest in Europe, creating around 1,600 new jobs to support construction of the site and enabling the development of new treatments and vaccines that could save countless lives.

    Health and Social Care Secretary Wes Streeting said:

    This transformational investment in the UK’s national biosecurity will better protect the British public from future health emergencies, boost the life sciences sector and create new jobs.

    COVID-19 taught us how crucial it is to be able to respond quickly to new emerging threats, and the new National Biosecurity Centre will allow us to do exactly that — ensuring Britain remains a world-leader in pandemic preparedness.

    Harlow will become a scientific hub, with The National Biosecurity Centre exploring new ways to treat illnesses, improve people’s health and save more lives.

    By backing innovation, research and life sciences, we will make our NHS fit for the future, and cement the UK as a life sciences superpower as part of our Plan for Change.

    The NBC will create 1,600 extra jobs to support construction of the site and enabling closer collaboration between leading scientists and the life sciences sector.

    The investment is part of a series of ways in which this government is making the UK a life sciences powerhouse to improve access to life-changing and innovative treatments for patients, as set out in the 10 Year Health Plan. This follows the launch of a new digital hub for the Medicines and Healthcare products Regulatory Agency (MHRA) in Leeds to ensure that life-saving healthcare innovations reach patients faster.

    We’re taking the lessons from COVID-19, boosting our world-leading vaccine manufacturing and research capabilities, and separately to Harlow, taking part in a national exercise later this year to make sure our preparations are watertight. Through the Pandemic Agreement, we’re also improving the world’s collective ability to prevent, prepare for, detect and respond to global disease threats and £108 billion in life sciences sector also protects us against future pandemics, as well as creating jobs and driving economic growth.

    Being physically closer to industry partners in the Oxford-Cambridge corridor will furthermore strengthen collaborations.

    The National Biosecurity Centre will help to strengthen the UK life sciences sector for decades to come, by backing our world-renowned researchers with highly advanced facilities to develop life-saving treatments in the face of new health threats.

    By enabling further collaboration between researchers at the cutting-edge and industry, the new hub can help drive the economic growth that benefits us all, building on the highly skilled new jobs already being delivered, and supporting our Plan for Change.

    The new facility will form part of a new network of National Biosecurity Centres recently announced under the 2025 National Security Strategy. This network will strengthen and formalise existing collaborations between UKHSA, the Animal and Plant Health Agency (APHA) and the Defence Science and Technology Laboratory (Dstl) to bolster the UK’s resilience to deliberate, accidental or naturally occurring biological incidents. It follows the announcement last month of investment of more than £1 billion in a new campus in Weybridge to research and respond to animal and zoonotic diseases.

    Work to prepare NBC for operation will begin as soon as possible, with the first facilities due to open by the mid-2030s and the whole site scheduled to be in operation by 2038.

    By enhancing the UK’s resilience against biological threats, the opening of NBC will strengthen our national security – one of the essential foundations underpinning our Plan for Change.

    It means serving personnel and veterans in the city will get special protections under the Equality Act, like those extended to other groups, including people with disabilities, ethnic minorities, sexual minorities, and religious groups.

    The motion, presented by Councillor Obaida Ahmed, Cabinet Member for Health, Wellbeing and Community, to Full Council last night (Wednesday 16 July) sought to ‘recognise the Armed Forces Community with the same consideration and support as if they were a protected characteristic under the Equality Act 2010’, in the same way that children in care and care leavers have been recognised by the council.

    Councillor Craig Collingswood, Mayor of Wolverhampton and Chair of the Armed Forces Covenant Partnership Board, said: “By recognising our Armed Forces community as a locally protected characteristic we are not only honouring their service, we are ensuring that our heroes have the dignity, security and support they deserve in the very country they fought to protect.

    “Our Armed Forces community has sacrificed so much for us. Yet too many return to lives marked by broken education, lost job opportunities, poor health, and the struggle to find a place to call home.

    “Our own assessments show that nearly 40% of veterans have a disability and 15% suffer from bad or very ill health – twice that of the regular population. These are not just challenges; they are injustices that we must address moving forward. 

    “As a council we already do a lot for veterans and serving personnel. We have received the Gold Award from the Defence Employer Recognition Scheme, we offer concessionary membership at our WV Active sites for veterans and serving personnel, along with a guaranteed interview scheme for veterans applying for council jobs and priority in social housing allocations through Wolverhampton Homes. As a city, we also run a full programme of commemorative events throughout the year.

    “But we want to do more; recognising them as a protected characteristic means we will include members of the Armed Forces community in Equality Impact Assessments, ensure their needs are considered in all policy and decision making and encourage co-production and collaboration with the community and stakeholders. We will also be calling on partner organisations across the city to do the same.”

    Councillor Ahmed added: “I am proud that my fellow councillors have supported a motion that speaks to the heart of who we are as a city – compassionate, inclusive, and committed to standing by those who have served our country.

    “We know that service life can bring real hardship – frequent moves, disrupted education for children, difficulties accessing healthcare, and barriers to employment.

    “By recognising this community as a protected group locally, we’re saying: your service matters, and so does your wellbeing. And, as a council, we will be embedding this commitment into how we design services, how we make decisions, and how we listen.”

    As lead for the Armed Forces Covenant Partnership Board for the city, the council co-ordinates support for the Armed Forces community across Wolverhampton.

    The council welcomes veterans and the wider Armed Forces community into the organisation and offers a range of supportive policies such as guaranteed interview schemes for veterans applying for job vacancies and an allowance of up to 24 days’ paid leave for reservists and adult cadet force volunteers.   • MIL-OSI Africa: South Africa: Select Committee on Mineral Resources Calls for Local Renewable Products

    The Select Committee on Agriculture, Land Reform and Mineral Resources has urged the Department of Electricity and Energy to localise the production of renewable products instead of relying on overseas countries.

    The committee received a briefing yesterday from the Department of Electricity and Energy about the implementation of the Renewable Energy Sector Master Plan (RESMP). The department’s presentation outlined the objectives of the Master Plan which highlighted its role as an industrialisation tool that seeks to harness the growing demand for renewable energy resources, particularly solar and wind.

    The department stressed the importance of developing inclusive economic growth by ensuring that previously disadvantaged communities, especially youth and women, are actively engaged in the energy sector. Initiatives that are in the Master Plan and that were presented and discussed with committee members comprised the localisation of production, the establishment of skills development programs, and the implementation of robust monitoring frameworks to its track progress.

    The committee said the Master Plan should not only provide a sustainable energy solution but also contribute to employment, job creation including skills development . Questions to the department were mostly about the integration of youth and vulnerable communities into the renewable energy sector. The committee queried about measures being taken to ensure that previously disadvantaged communities especially in rural areas benefit from the Master Plan.

    The department acknowledged its responsibility to achieving at least 50% of job opportunities for youth and marginalised communities, alongside initiatives to map skills requirements and enhance internship programs.

    On the issue of localisation of renewable energy production. The committee sought clarity on how the RESMP plans to localise production and reduce reliance on foreign countries. Members said South Africa should be a manufacturer on renewable products such solar panels instead of training people to assemble. Committee members said the country needs to start speaking about the production of solar panels and charge controllers.

    The department re-assured members of the committee that plans are in place to look into localised manufacturing opportunities.

    Regulatory obstacles were addressed and identified to be an apprehension, the committee expressed worry concerning the moratorium on letters of no objection from the Department of Defence to Independent Power Producers. As part of the process to register as an IPP , they need a letter of no objection from the Department of Defence. The committee said this may hamper the progress of IPP. The department said it would engage with the relevant authorities to resolve these challenges so that they are not a deterrent.

    Eng. Abraham Daniel, head of Agricultural Infrastructure in the Central Region, reported that the dams and micro-dams in the region are in good condition.

    Indicating that there are 87 dams and 45 micro-dams in the region, Eng. Abraham said that they have collected a total of over 70 million cubic meters of water. He further noted that 12 of the dams, with a combined capacity of over 50 million cubic meters, are supplying potable water to urban and rural residents, while the remaining ones are serving agricultural development and household needs.

    Eng. Abraham also said that the construction of the dams in Arberobu’e and Dirfo have been finalized this year, while construction of the dam in Adi-Hawush is ongoing.

    He noted that the dams constructed in collaboration with the public and members of the Defense Forces have brought satisfaction to residents and are contributing to the enrichment of underground water in the areas. He also called on the public to conduct regular follow-ups to ensure the sustainability of the dams and micro-dams.

    WASHINGTON – U.S. Senator Chris Coons (D-Del.) today introduced an amendment to the Republican rescissions package that would have removed $496 million in cuts to international disaster relief, effectively saving the program. Senator Coons is a member of the Senate Foreign Relations Committee and Ranking Member of the Senate Defense Appropriations Subcommittee.
    Ahead of the vote, Senator Coons spoke on the floor about the urgency of this funding to help us outcompete China, raise our standing in the world, and promote our national security. “This money doesn’t just save lives in countries around the world when they suffer from earthquakes and tornadoes, hurricanes and natural disasters,” he said. “It strengthens our standing, brings us closer to our allies, and helps us compete with China.”
    International disaster assistance funding is a crucial piece of America’s foreign policy toolkit. The account responds to emergency humanitarian situations in over 60 countries and is a crucial component of our competition with China for global influence. For instance, Filipino leaders have cited disaster assistance funding as the key reason why the nation gave the United States access to nine military sites across the country.
    These cuts will also have a major impact on organizations that are household names and carry out much of the disaster response, including Catholic Relief Services, Save the Children, and UNICEF.
    The amendment was narrowly blocked by Republicans, 49-50. U.S. Senators Lisa Murkowski (R-Alaska), Susan Collins (R-Maine), and Mitch McConnell (R-Ky.) voted for the amendment.

    KYIV, July 17 (Xinhua) — Ukrainian President Volodymyr Zelensky on Wednesday proposed to parliament to appoint former Prime Minister Denys Shmyhal as the new defense minister.

    “Today I have already signed documents to the Verkhovna Rada of Ukraine regarding Denis Shmyhal as the new Minister of Defense,” V. Zelensky said on the Telegram channel.

    If approved by parliament, D. Shmyhal will replace Rustem Umerov in this post.

    V. Zelensky also announced that former Minister for Strategic Industries German Smetanin will head the state defense concern Ukroboronprom.

    Earlier on Wednesday, parliament accepted the resignation of D. Shmyhal, which, in accordance with Ukrainian law, entailed the resignation of the entire government.

    LINCOLN, NE – Today, Governor Jim Pillen announced his appointment of David Jones of Papillion as election commissioner for Sarpy County, effective July 18. Jones will complete the term vacated by Emily Ethington, who resigned in early April.

    Jones comes to the role with two decades of leadership experience in the areas of project management, digital operations and strategic coordination. His career began in the U.S. Air Force where he served in multiple roles, including deputy director of staff for the 55th Wing at Offutt Air Force Base. In the private sector, Jones was operations manager for MacAulay-Brown, Inc. in Ohio, where he oversaw a $147 million defense program supporting the U.S. Strategic Command. Most recently, Jones worked for Gallup in Omaha as a technical project manager and Scrum master.

    Jones graduated from the United States Air Force Academy with a bachelor’s degree in social sciences.

    Per state law, the Governor appoints election commissioners for counties larger than 100,000 people. Those counties include Sarpy, Lancaster and Douglas.

    WASHINGTON—U.S. Senator Chris Murphy (D-Conn.), a member of the U.S. Senate Foreign Relations Committee, took to the floor of the U.S. Senate to speak out against President Trump’s unprecedented partisan rescissions package, which would codify devastating cuts to foreign aid and counter-propaganda efforts, surrendering American global power to China and our adversaries. Murphy also argued that Republicans’ bad faith exploitation of Senate rules imperils the bipartisan budget process, eroding longstanding Congressional norms and making it likely that Democrats will do the same when in power. 
    Murphy highlighted that Trump and Senate Republicans’ actions are unprecedented: “Never before has either party done what Republicans are doing today – pass a partisan rescissions bill, double crossing the minority party and cancelling spending that just months before, both parties had shook hands on…That’s a double cross. That’s immoral. Suckering your partner into a deal, in which you each get something, and then using the back door to cancel the part of the deal you don’t like. That’s immoral. That’s bad faith. And that’s why no party has done this in 40 years.”
    Laying out the stakes for longstanding Senate norms and the bipartisan budget process, Murphy continued: “It will become hard, maybe even impossible, to write a bipartisan budget ever again, because the minority party knows they can get double crossed. And believe me, if you do this now, Democrats will do it to you when we are back in charge.”
    Explaining why American soft power matters, Murphy said: “You need a lot more than just planes and tanks and ships to protect your interests. You need a powerful military, but adults – in particular, adults who have any experience in national security – know that the octopus of global power has a lot of arms. Military might. But also information might. Economic might. Diplomatic might. Energy might. Humanitarian might. This revisions bill cancels billions of dollars in investments in non-military foreign policy tools. And it is part of a broader effort by the Trump administration to destroy almost every tool that protects American interests other than our military…And this military myopia, it makes me remember my 8-year-old self, because it is so childish, so immature, so divorced from reality. Donald Trump’s national security strategy, fund the military and destroy every other way that we confront Russia, China, Iran, non-state actors, it could have been constructed by an 8-year-old. It’s that unsophisticated. And it really amounts to surrender.
    Noting how China is fast expanding their global power to capitalize on Trump’s surrender of American leadership, Murphy said: “China is now the preferred economic development partner for many nations. China is now the dominant force in standard-setting boards for global commerce. This is a choice the Trump administration is making, to make China – and to a certain extent Russia, in certain forms – the dominant power when it comes to economic statecraft, information statecraft, energy statecraft.” 
    Murphy continued: “Trump terminated tens of millions in projects to help upgrade Africa’s power grid. China’s not dumb. They know Africa’s economy is going to boom in the next fifty years. They want Chinese companies, not American companies to have relationships there. They know that many of the critical minerals that are going to be critical to AI and the future of defense come from Africa. They want better relations in Africa to corner those markets. So, what did they do? Trump pulled back $80 million. China stepped in and announced $50 billion in financing for economic development and infrastructure in Africa. Now, a lot of that is bluster and some of the financing is predatory. But it’s something. At a moment when America is just withdrawing from Africa.” 
    Murphy concluded: “Trump’s national security strategy—fund the military and destroy every other way that we confront Russia and China and non-state actors—could have been constructed by an 8-year-old. It’s that unsophisticated… It’s all surrender. China is throwing a blowout party as we disappear our non-military power from the world.”

    MURPHY: “Thank you, Mr. President.
    “Mr. President, eight times since 1974, when Congress created the rescissions process, one party has controlled the White House, the Senate, and the House of Representatives. Eight times. It’s actually four times Democratic control and four times Republican control. Eight times, one party had total control over the elements of the federal government necessary to pass legislation. And never before has either party done what Republicans are doing today: pass a partisan rescissions bill, double-crossing the minority party and canceling spending that just months before both parties shook hands on. 
    “Why? Why has this never happened before? Well, because this is just an old-fashioned double-cross. It’s a con job. Republicans and Democrats agreed on spending levels. First, in a bipartisan appropriations bill passed in March of 2023, and then again, in multiple bipartisan continuing resolutions. 
    “When a party controls the White House and both houses of Congress, it always has the power to use the rescissions process to pull a fast one. To agree with the minority party on a budget – because the rules say you need 60 votes to pass a budget – to get majority party priorities funded in exchange for funding minority party priorities, and then to use the rescissions process to just double-cross the minority, by using that process – which only requires 50 votes – to just then cancel the minority party’s priorities. 
    “That’s immoral. It’s unethical. Suckering your partner into a deal, in which you get something and they get something, and then using the back door to cancel the part of the deal that you don’t like. That’s bad faith. It’s why no party has it since 1972. The power has always existed: eight different times, either the Democratic Party or the Republican Party could have cut a bipartisan spending deal and then then used the rescissions power to just cancel the parts of the deal they don’t like. But it’s never happened. Because it’s bad faith, because it destroys the ability of the Senate to function in a bipartisan way. 
    “It’s kind of like if you traded baseball cards as a kid and you made a trade with your best friend. And then in the middle of the night, you snuck into his house and you took your cards back. So that you had his cards, and now you had your cards as well. Nobody would think that’s right, but that’s exactly what’s happening here.
    “It will become hard, maybe even impossible – Senator Tillis laid this out very well – to write a bipartisan budget ever again, because the minority party now knows that they can get double-crossed. And believe me, if Republicans do this now, Democrats are going to do it when they are in charge. This will become the norm. Sit down, do a bipartisan deal, wink wink, and then a couple months later, just cancel the agreement through a partisan rescissions process. 
    “And of course, this is now the third time in seven short months that the new Republican majority has made substantial, meaningful changes to Senate rules and norms.
    “Senate Republicans created a brand-new rule that massively expands their ability to invalidate actions of the previous Democratic administration.
    “Just a couple weeks ago, Republicans walked away from decades of precedent on how Senate bills are scored,  and they used new, magic math to create a score that hid the actual cost of their budget bill.
    “And now, this double cross.
    “But, Mr. President, this isn’t just about breaking the Senate. That’s actually probably the least serious consequence of what is happening here.
    “The most serious consequence is what is happening to American power around the world as Donald Trump and Republicans, in part through this rescissions bill, destroy every single non-military tool that we use around the world to protect our interests.
    “When I was eight or nine years old, I collected G.I. Joe figures, and one Christmas I remember being so excited because Santa Claus brought me the huge G.I. Joe aircraft carrier. It was awesome. I was obsessed with the military like a lot of boys that age. The planes, the tanks, the ships.
    “That’s what I thought American power was – the U.S. military, period, stop. 
    “And of course, that’s an eight-year-old’s view of the world. The world, as it turns out, is a lot more complicated. You need a lot more than just planes and tanks and ships to protect your interests. You need a powerful military, but adults – in particular, adults who have any experience in national security – know that the octopus of global power has a lot of arms. Military might. But also information might. Economic might. Diplomatic might. Energy might. Humanitarian might.
    “This revisions bill cancels billions of dollars in investments in non-military foreign policy tools. And it is part of a broader effort by the Trump administration to destroy almost every tool that protects American interests other than our military. Over the last 10 years, the defense budget has grown from about $502 billion to $825 billion. That’s an extraordinary ten-year increase of about $323 billion. Over that same period of time, the State Department budget has grown from $54 billion to $56 billion. – a $2 billion increase. Now if you layer in emergency funds, that increase is more like $30 billion. But you’re still talking about an increase for the military over the past ten years that is ten times the size of the increase for nonmilitary tools.
    “And this military myopia, it makes me remember my 8-year-old self, because it is so childish, so immature, so divorced from reality. Donald Trump’s national security strategy, fund the military and destroy every other way that we confront Russia, China, Iran, non-state actors, it could have been constructed by an 8-year-old. It’s that unsophisticated.
    “And it really amounts to surrender. 
    “Because as we stop projecting nonmilitary power around the world, China and Russia, but especially China, they just celebrate and step into the void. 
    “Secretary Rubio announced on March 10 that 83% of USAID programs will be terminated. 
    “Meanwhile, China just announced an 8.4% increase in its own diplomatic budget for 2025, committing 500 million additional dollars to the World Health Organization over the next five years – an organization that the United States no longer belongs to. As a result of our cuts standing next to China’s investments in diplomatic power, China will surpass the United States – this year for the first time – as the largest bilateral assistance partner for 40 countries. China is the power at the World Health organization. They call the shots about the standards of global health and pandemic relief. 
    “China is now the preferred economic development partner for many nations. China is now the dominant force in standard-setting boards for global commerce. This is a choice the Trump administration is making, to make China – and to a certain extent Russia, in certain forms – the dominant power when it comes to economic statecraft, information statecraft, energy statecraft. 
    “Let me give you a specific example. Today, information is power. If you control information flows, man, you control politics, you control economics, you control culture. 
    “China spends about $7 billion a year to promote their communist narrative to undermine U.S. leadership around the world and foster a China-friendly media environment globally. Russia, it’s really hard to know how much Russia spends because they’re not publicly reporting much of it. But they certainly spend at least $1.5 billion, but probably double that. And in many countries, Russia and China control the information space. Russian-backed candidates win elections in countries on their periphery simply because of Russian information programs. Asian countries box the United States and U.S. companies out of economic competition because of Chinese information programs.
    “And so faced with China and Russia spending somewhere in the neighborhood of $10 billion, when the United States, today, is spending only a fraction of that amount of money, it would stand to reason this would be a moment where we should come together, Republicans and Democrats, and dramatically increase our information warfare investments.
    “But of course, we are doing exactly the opposite. Trump is in the middle of a purposeful, relentless campaign to destroy – to destroy America’s global information power. 
    “The Trump administration just shut down the Global Engagement Center – that is the capacity at the State Department to try to counter Russian and Chinese propaganda around the world – gone, just gone. Global Engagement Center, bipartisan commitment set up years ago by myself and Rob Portman, supported by Marco Rubio when he was a senator, now just doesn’t exist anymore. The administration is dismantling the U.S. Agency for Global Media – that’s the umbrella arm that oversees our information programs around the world – they laid off 92% of its staff. Voice of America, the Middle East Broadcasting Network, Radio Free Europe, Radio Free Asia, they are on track to disappear. The arm of the VOA that combats Iranian anti-American information – gone. 54 different radio frequencies operated by Radio Free Asia to counter Chinese anti-American propaganda – gone. 
    At the same time, China is opening up 80 new radio frequencies in multiple languages, including in those regions where America is disappearing. We are handed the world to China and Russia by deciding to view American power only through a military lens. And this rescissions bill makes it worse by enacting billions of dollars of cuts, to diplomacy, to economic development programs, likely to information programs because we actually can’t see the impact of all of these cuts. 
    “It’s all surrender. China is throwing a blowout party as we disappear our nonmilitary power from the world. 
    “Trump terminated tens of millions of dollars in projects to upgrade Africa’s power grid. What did China do? They announced $50 billion of new financing for Africa. Africa, a place where the critical minerals exist to power A.I. and future defense systems. Africa, the part of the world whose economy’s going to explode with opportunity – now opportunity that will go to Chinese companies, not American companies, as we withdraw our relationships with that continent.     “This revisions bill, standing next to Trump’s destruction of all of our non-military foreign policy tools, it’s surrender to our enemies. 
    “This bill is a double-cross. It is. It’s a double-cross. It’s going to harm our ability to ever be able to do a bipartisan budget process in the future. But even worse, this bill is surrender to our adversaries who are chomping at the bit to fill the void that we are creating by adopting the national security strategy of an 8-year-old boy.”

  • MIL-OSI USA: Reed Blasts Republicans’ Attempt to Defund Public Broadcasting & Humanitarian Aid

    WASHINGTON, DC – Ahead of a July 18 deadline, Senate Republicans are rushing to pass a rescissions package to claw back roughly $9 billion in humanitarian aid and funding for public broadcasting.  Senate Republicans advanced the proposal last night on a 50-50 vote with three Senate Republicans joining all Democrats and Independents opposing the measure, but with Vice President Vance breaking the tie.

    U.S. Senator Jack Reed (D-RI) is urging lawmakers on both sides of the aisle to “oppose this partisan rescission bill because it represents a complete surrender of Congress’s power of the purse.  It will hurt America’s standing in the world and it will cost lives,” Reed said today on the Senate floor.  “We are considering this package at a time when the Trump Administration has frozen congressionally enacted funds, illegally impounded funds, and threatened to cancel unspent funds at the end of fiscal year.  Now, the Administration is back asking Congress to ratify even more cuts.” 

    Reed is urging Senators to vote for their constituents best interests and against the Trump Administration’s rescission package, which includes cuts to public television and radio funds that Congress previously authorized and appropriated. 

    The Trump Administration’s attempt to defund public media investment would revoke about $1.1 billion in previously-appropriated funding for the Corporation for Public Broadcasting (CPB), including over $1 million annually for Rhode Island TV and radio stations.

    Congress provided CPB approximately $535 million in in federal support for each of the next two fiscal years to disburse across nearly 1,500 local radio and TV stations nationwide, as well as programmers and technology infrastructure providers.  Cutting this funding in the upcoming two fiscal years could force some local stations off the air, while other stations may have fewer shows to broadcast and fewer resources for local news reporting and educational programming.

    Speaking on the Senate floor today, Reed stated: “This bill will eliminate close to $1.1 billion in funding for the Corporation of Public Broadcasting. This would not simply affect funding for National Public Radio and national PBS, it would result in funding cuts for local stations like Rhode Island PBS and the Public’s Radio, which lose about 10 percent of its funding if this bill passes.  The same story will play out in every state with independent local news and civic discourse taking the hit just because of the President’s command to the majority party.”

    Reed also noted that public radio is decentralized.  Stations in Kansas are covering local issues, with local personalities, differently than public broadcasters in Rhode Island or other states.

    Since 2013, public TV stations have helped the Wireless Emergency Alert (WEA) system deliver emergency alerts to people’s cell phones via the stations’ own transmitters when cell companies’ connections fail.

    In 2024, over 11,000 alerts were issued by federal, state, and local authorities via the PBS WARN system. Similarly, the Public Radio Satellite System (PRSS), which is managed by NPR, helps send presidential emergency alerts to local public radio stations nationwide—allowing critical communications to reach people, even when the internet or cellular connections fail.

    Reed asked: “In the wake of deadly flooding in Texas and elsewhere do my colleagues really want to support a package that cuts funding for emergency alerts?”

    The bill would also cut $7.9 billion from the kind of global assistance programs that are crucial to U.S. national security and our efforts to compete with China economically and diplomatically.

    These programs are also the embodiment of American idealism and morality.  As Catholic Relief Services wrote: “If passed, these rescissions drastically decrease U.S. investment in international assistance programs that support human dignity, protect life and build good will with countries around the world. Not only that, these cuts and other measures to eliminate international assistance programs also represent a retreat of the U.S. as a global leader in addressing poverty around the world. This would undermine decades of work in serving the global community and fostering a peaceful and prosperous world.”

    The cuts on the table include $500 million from global health programs, which could affect efforts that have successfully slowed the spread of infectious diseases, along with cuts to lifesaving humanitarian assistance.

    One proven program that could see drastic cuts under this rescissions package is the disbursement of Ready-to-Use Therapeutic Food (RUTF). RUTF is a specialty product used to treat severe malnutrition in children, and could be impacted by the proposed cuts to UNICEF included in Trump’s package.

    “Unfortunately, we have already seen this Administration’s disregard for the lifesaving treatment provided by RUTF.  Edesia Nutrition, a key manufacturer of RUTF based in Rhode Island, has been forced to curtail production and delay shipments of lifesaving therapeutic food, which has sat in warehouses, unable to get to the children who need it because of the Trump Administration’s needless slow-walking.  If OMB really cared about waste, it wouldn’t have this food aid and the millions of tons of wheat and other crops sitting and rotting rather than distributing it,” said Senator Reed, noting these are American-made products made by American workers, using domestically produced food, to prevent millions of at-risk, malnourished children from starving to death.

    WASHINGTON, DC—Today, U.S. Senators Jack Reed (D-RI) and Roger Wicker (R-MS), the Ranking Member and Chairman of the Senate Armed Services Committee, announced that they have filed S. 2296, the National Defense Authorization Act for Fiscal Year 2026 (NDAA).

    Senator Reed issued the following statement after filing the bill:

    “This year’s National Defense Authorization Act represents a strong, bipartisan commitment to ensuring our military remains focused on its core mission: defending the United States against the growing threats we face around the world. From strategic competition with China and Russia to emerging dangers in cyberspace and space, this bill equips our forces to meet today’s challenges with strength and resolve.

    “This legislation also restores important guardrails for the Department of Defense and reaffirms the military’s independence and professionalism. It ensures resources are directed toward real national security priorities, not partisan agendas. I’m proud to have worked with colleagues on both sides of the aisle to get this done, and to ensure that America’s military remains strong, focused, and worthy of the trust the American people place in it.”

    The FY26 NDAA authorizes $879 billion for the Department of Defense (DOD) and $35 billion for national security programs within the Department of Energy (DOE).  

    Highlights include:

    • Authorizes procurement of five Columbia-class submarines and $2.02 billion for aVirginia-class submarine, an increase of $1.2 billion over the budget request.
    • Provides a 3.8 percent pay raise for military servicemembers.
    • Expands efforts to mitigate and treat traumatic brain injuries and blast overpressure-related injuries.
    • Authorizes full funding for the Pacific Deterrence Initiative (PDI) and provides support to advance the U.S. partnerships with Japan, South Korea, Taiwan, and the Philippines, and directs an initiative to strengthen security cooperation across the respective defense industrial bases of U.S. allies and partners in the Indo-Pacific.
    • Extends the Ukraine Security Assistance Initiative (USAI) through 2028 and increases USAI funding to $500 million in FY 2026.
    • Reaffirms that it is the policy of the United States to assist Ukraine in maintaining a credible defense and deterrence capability, and requires DOD to continue to provide intelligence support, including information, intelligence, and imagery collection to Ukraine.
    • Limits the use of funds to reduce or consolidate U.S. force presence in Syria unless the Secretary of Defense certifies that Syrian partners forces can still effectively counter the threat from ISIS.
    • Directs DOD to use all available authorities to provide assistance, including training, equipment, logistics support, and supplies, to support and enhance the military forces of Jordan and Lebanon and provide a plan for how to implement that assistance.
    • Requires reports and provides greater resources for developing UAS technologies and responding to drone incursions.
    • Expands DOD’s artificial intelligence (AI) resources and establishes new DOD authorities to coordinate AI initiatives among U.S. allies and partners.
    • Supports reproductive healthcare by establishing a comprehensive in-vitro fertilization (IVF) healthcare benefit for active-duty servicemembers and their families.

    Oversight of the Trump Administration:

    • Prohibits any reduction in U.S. military force posture in Europe or the Korean Peninsula below 76,000 and 28,500 personnel, respectively, and prohibits any change in the U.S. military leadership of NATO or the Combined Forces Command – Korea without certain conditions. Further directs the Chairman of the Joint Chiefs and the Commanders of U.S. European Command, Indo-Pacific Command, and U.S. Forces Korea to conduct independent risk assessments of any such changes.
    • Fences 25 percent of the travel budget for the Office of the Secretary of Defense (OSD) until the Secretary provides a bilaterally agreed 5-year Taiwan Security Assistance Roadmap and a number of other overdue reports, including a report on DOD efforts to identify, disseminate, and implement lessons learned from the war in Ukraine.
    • Requires DOD to report its incurred costs from supporting the Department of Homeland Security (DHS) in immigration enforcement activities; the number of migrants held at DOD installations and the associated costs; approved Requests for Assistance from DHS to support immigration enforcement operations; and the costs of using military aircraft and facilities to support DHS immigration enforcement operations.
    • Reinstates mandatory training for all military members on rules of engagement, domestic military operations, the code of conduct, and government ethics to protect against escalation during domestic operations.
    • Requires the Secretary of Defense to implement the renaming recommendations for military bases in Virginia that were adopted by the Naming Commission, and prohibits the Secretary of Defense from changing those names.
    • Requires the Secretary of Defense to submit a minimum of 5 days notice to Congress if a military Judge Advocate General (JAG) is being removed, and a statement of the reason for the removal.
    • Requires the President to notify Congress of the removal of a member of the Joint Chiefs of Staff and the reason for the removal not later than 5 days after the removal.
    • Requires the Secretary of Defense to notify Congress when military officers are removed from selection board reports and lists for reasons other than misconduct.

    WASHINGTON – As the U.S. Senate considers a rescissions package to codify $9 billion dollars in cuts to foreign assistance and public broadcasting, U.S. Senator Brian Schatz (D-Hawai‘i) spoke out against the Trump administration’s illegal dismantling of the United States Agency for International Development (USAID) and the catastrophic consequences the elimination of aid has had on vulnerable people around the world. Schatz, who is the Ranking Member of the Senate Appropriations Subcommittee on State and Foreign Operations which oversees foreign assistance, noted that over 360,000 people had already died as a result of not having food and medication in the wake of the funding cuts. Schatz also noted that the none of the programs that Republicans have objected to are currently active, and that the funding being rescinded is valid through the end of the next fiscal year and can be reprogrammed by the Trump administration to reflect its priorities.

    “Presidents can save lives. They can also cost lives. And while almost every president has chosen to do the former, Donald Trump, aided by a band of loyalists and ideologues, has chosen instead to inflict death and disease and starvation on the world’s most vulnerable,” said Senator Schatz. “We used to be the indispensable nation that people around the world counted on for help. People would see the American flag, whether on the side of a truck or a sticker on a food parcel, and think, ‘The good guys are here. Help is coming,’ But not anymore. We are causing death now. We are spreading disease now. We are deepening starvation now.”

    Senator Schatz continued, “We are not going to prevent every death – we know that. We’re not going to be able to feed every child – we understand that. We cannot feasibly help every community that needs help – we accept that. But this is something different altogether. This is knowingly and willingly and needlessly inflicting horrific suffering on millions and millions of the most vulnerable people live anywhere on the planet. And for what? To save money? The idea that any of this is about finding savings, while at the same time, Republicans are exploding the national debt by $4 trillion to cut taxes for billionaires just doesn’t pass the smell test. And to top it all off, the administration is about to incinerate – is about to light on fire – 500 metric tons of food aid because they let it expire while sitting in a warehouse for months.”

    “There were a bunch of controversial programs that precipitated this effort to cut USAID. All of those programs were discontinued. This is a budget that was enacted in March. This is Trump’s budget. This is Trump’s State Department. This is economic support funds. This is global public health. This is humanitarian assistance. This is helping our friends in Jordan and elsewhere to maintain the basic stability so that there is not a conflagration in a region. That is what’s being rescinded from this package,” Senator Schatz added.

    It all started with the stroke of a pen. Within hours of taking office in January, the president signed what can only be called a death sentence to millions of people all over the world. Executive Order 14 169 simply read, “It is the policy of the United States that no further United States foreign assistance shall be disbursed in a manner that is not fully aligned with the foreign policy of the president of the United States.” The order directed a 90 day pause in payments while foreign assistance was reviewed. But it became clear that this was not a process for reviewing or reforming programs. It was the beginning of the end, a wholesale destruction of the enterprise from top to bottom, in defiance of the law and of logic.

    Presidents can save lives. They can also cost lives. And while almost every president has chosen to do the former, Donald Trump, aided by a band of loyalists and ideologues, has chosen instead to inflict death and disease and starvation on the world’s most vulnerable. We used to be the indispensable nation that people around the world counted on for help. People would see the American flag, whether on the side of a truck or a sticker on a food parcel, and think, the good guys are here. Help is coming.

    But not anymore. We are causing death now. We are spreading disease now. We are deepening starvation now. And it’s not because it’s saving us huge sums of money, or because saving lives somehow stopped being in our national interest. All of this suffering and misery is because a few people were hellbent on ransacking the government and tearing down whatever it is that they didn’t like or they didn’t understand, to hell with the consequences. To them, the lives lost or just the cost of doing business. Move fast and break things is the ethos of Silicon Valley entrepreneurs. But when you move fast and you break things in the United States Agency for International Development, tens of thousands of people perish.

    So let’s start with how we got here. Following Trump’s executive order, Secretary Rubio and Peter Marocco, the new director of the State Department’s Office of Foreign Assistance, issued a stop work order on all 6,200 grants and contracts worldwide. They also ordered an immediate pause on new foreign assistance spending. That meant that partners who had already completed work were not getting paid. Contracts that had already been signed couldn’t be executed. Days later, Marocco, along with a bunch of DOGE staffers, including a 19-year-old and a 23-year-old, physically barged into U.S. aid and forced dozens of senior career officials to be put on leave over so-called insubordination. These people were just doing their jobs. His issue seemingly was with payments that had been approved before the executive order and were then making their way through the USAID payment system. Nevertheless, the career civil servants were escorted out of the building and locked out of their emails.

    Anyone who dared to push back or speak up was sidelined, including the acting administrator, who was pushed out to make way for Marocco to become deputy administrator. As he and his team looked for not just savings or efficiencies, but what they called “viral abuse” that would be easy to mock out of context, Fox Mews stepped into the breach to help for days on end. Their chyrons blared: “Viper’s Nest: USAID Accused of Corruption Long Before Trump Administration Took Aim.” “More Ridiculous USAID Spending Revealed.” “Elon Purged DC’s Slush Fund.”

    As the smear campaign kicked into overdrive. DOGE locked out all of the agency’s employees, including those working in conflict zones, from their phones and emails. And in early February, Musk tweeted, “USAID is a criminal organization. Time for it to die.” Days later, after carrying out the destruction, he wrote, “We spent the weekend feeding USAID into the woodchipper.”

    And just like that, one of the United States’ primary instruments of soft power over the last 60 years, which has done everything from curing diseases to thwarting terrorism, was decapitated overnight. USAID’s success in moral, political, economic, and security terms was made possible by scores of public servants who felt a responsibility to alleviate suffering, even if that meant putting themselves in harm’s way. But in the end, it was torn down by a bunch of crazed ideologues who saw foreign assistance as an easy target to test drive their project of crippling the government.

    Perhaps abolishing the health department or the VA in the first few weeks was a bridge too far. But here was money going to help people in, as Madeleine Albright used to say, faraway places with hard to pronounce names. And no matter how much good it was doing for the people whose lives were saved and communities were built, but also for our national security – none of that mattered when all you had to do was make up some lies to justify the vandalism.

    It’s been only a few months and already the loss of USAID and its critical work around the world has been catastrophic. More than 360,000 people have died as a result of the cuts. 360,000 deaths. And so I will be damned if I let a pundit, or Democratic strategist, or Republican strategist tell me that the American people signed up for allowing 360,000 people to die. On purpose. For what? Deficit reduction? And to Patty Murray’s point, two weeks ago, they just blew up the deficit by trillions of dollars. The amount of money that it takes to save a starving child, or to prevent the transmission of HIV/AIDS from mother to child, is minuscule. And we do this because we’re the good guys. And we do this because it’s cheap. And we do this because when we need something from a friend in a foreign land, they think of us well, because we’re always on the scene to be helpful.

    These are not hypothetical or distant outcomes. We are no longer arguing about what might happen in the future. We are talking about what is happening across the planet right now. People are dying right now, not in spite of us, but because of us. We are causing death. We have gone from being the good guys – flaws, mistakes and all – to being a conduit for death and sickness and hunger.

    A ten-year-old boy named Peter in South Sudan contracted HIV from his mother at birth. His parents died while he was young, but medication through PEPFAR kept him alive. That was until February, when, without access to medication, Peter fell severely sick and later died. The health outreach worker who had cared for him said simply, “If USAID would be here, Peter would not have died.”

    A pregnant woman in a Liberian village hemorrhaged and began to bleed heavily while in labor. But without gas, because of funding cuts, USAID ambulances stood idle, unable to help. And despite her neighbors’ best efforts to carry her ten miles on foot through the jungle to the nearest hospital, she died mid-journey, along with her unborn son.

    Dorcas, a ten-year-old in Zambia, had gotten so used to her routine of taking HIV medication every night with her mom that she was confused when it ran out a few months ago. Her mom recounted: “In the past week, she’ll open up the tin and find that it’s empty. So she’ll run down to the clinic and go check if she can collect her medication, and she’ll come back and say, oh, you’re right, the clinic is closed. They’re not there anymore.”

    In Sudan, which has been ravaged by war and gripped by famine, a mother watched two of her children under the age of three wither from malnutrition and die after a soup kitchen that had been supported by USAID closed overnight. Days before he died, the older of the two children had asked for porridge. “I told him, we don’t have any wheat to make that,” his mother recalled, adding that the soup kitchen’s daily meal – which the family was shared – was a godsend.

    A mother in Nigeria worried about how she would keep her infant alive, having just lost the other twin to malnutrition in the wake of funding cuts. A peanut paste supplement that had been paid for by American foreign assistance had been used to treat her newborns for malnutrition. She wondered about how she’d feed her child. And she said, “I don’t want to bury another child.”

    There are thousands and thousands of gut-wrenching stories just like these – from every corner of the planet; with newborns and children and families and communities. And this is only what’s happened in the last few months. Just imagine what’s going to happen if we codify these cuts.

    We are not going to prevent every death – we know that. We’re not going to be able to feed every child – we understand that. We cannot feasibly help every community that needs help – we accept that. But this is something different altogether. This is knowingly and willingly and needlessly inflicting horrific suffering on millions and millions of the most vulnerable people live anywhere on the planet. And for what? To save money? The idea that any of this is about finding savings, while at the same time, Republicans are exploding the national debt by $4 trillion to cut taxes for billionaires just doesn’t pass the smell test. And to top it all off, the administration is about to incinerate – is about to light on fire – 500 metric tons of food aid because they let it expire while sitting in a warehouse for months.

    They are lighting food on fire. Food grown in the United States, manufactured in the United States, to be sent out to the most vulnerable people on the planet with a sticker with the United States emblem on it. And Making America Great Again, apparently, is doing all of that and then letting it rot in a warehouse and then incinerating it. What the hell are we doing here? You want to have a conversation about debt and deficits? You want to have a conversation about aligning our foreign policy better? You want to have a conversation about whether or not the State Department – not the USAID agency – should have been funding operas and cultural enterprises in foreign countries. Fine. We can have that conversation. But I dare you to justify lighting food on fire.

    It wasn’t so long ago that a Republican senator stood on this very floor, talking about those in his party who claimed that cutting foreign aid was an easy way to save money. “A lot of times people will say, well, ‘Cut foreign aid.’ But foreign aid is less than 1% of our budget. Foreign aid can make a difference when properly used. And if you ever have a chance to travel to the African continent, you will meet people who are alive today because the American taxpayer funded antiviral HIV medications that kept them alive. It is not easy to radicalize people who are alive because of the American taxpayer.” That was Secretary Rubio as Senator Rubio.

    Why is this happening at all? I worry that there is a very specific and rather dark view about what the United States is capable of. It’s a view of our military. It’s a view of our economic power. It’s a view of our cultural power. And it’s a view of our moral authority. Which is the best path forward, as we decline, is to lock it down, is to not engage with the world, is to not project power militarily, culturally, economically, morally.

    We are going from the indispensable nation. And by the way, this is a real thing. If you ever do foreign policy trips, people hang on the words of United States senators who sit on the Foreign Relations Committee. First among equals. People want to know, what’s the United States doing? What’s the United States doing? It doesn’t matter what the issue is. It could be it could be fighting malnutrition. It could be economics and trade. It could be military strategy. Everyone wants to know: what’s the United States doing? You know what has changed in the last six months? They’re moving on from us. They’re not waiting to hear what the United States is doing. They’ve seen what the United States is doing. In Trump 1.0, we could basically be reassuring and say, ‘We’ll be back, don’t worry. We’re going through a rocky time.’

    Now, China is in the breech. China has stepped up. It’s not just that America’s retreat is bad for us. It is really good for China. It is great for Russia. It’s great if you’re Hungary. The Kremlin was nearly instantaneous with its praise calling the dismantling of the foreign aid enterprise a smart move. Autocrats in Hungary and El Salvador also celebrated USAID’s demise. Now there’s a basic principle in political campaigns, which is if you are doing something that your opponent loves, you may want to reconsider whether it’s a good strategy. The moment we did this, all the bad guys were like, ‘Very smart. Good job. We’re very happy for you. Excellent.’ China has seized this opportunity with a little more specificity because they have the opportunity to step into this role. They are working on child nutrition and landmine clearing in Cambodia. Health and education in Nepal. Disaster response in Myanmar. Climate resilience in Mongolia. And it doesn’t take a great deal of imagination to understand what this will look like in a few years’ time. China will become the partner of choice for countries, big and small, all around the world. It will have increased its funding to global bodies like the World Health Organization, enabling it to win leadership posts and rewrite the rules in its favor. And we will have facilitated that process.

    So that’s the background. Now let’s talk about the specifics of what’s in this package. And this point I want to make really clear. And I made this point in the Appropriations Committee. There were a bunch of controversial programs that precipitated this effort to cut USAID. Two points to be made. One, the total dollar amount of all the controversial programs was like in the $100-200 million range. That’s number one.

    Number two is all of those programs were discontinued. This is a budget that was enacted in March. This is Trump’s budget. This is Trump’s State Department. This is Trump’s USAID. And so there is not a single thing that was on that Fox chyron that Marco Rubio is continuing to do. So this rescissions package doesn’t have any of that stuff. And by the way, some of my Republican colleagues who understandably weren’t super engrossed in the details, I had to send them a line-by-line of what these rescissions do. And they’re sitting there going, ‘Where’s the opera in Ecuador? Where’s the cultural exchange program or the parade in South Africa? Where’s all the goofy sounding stuff?’

    And the answer is a lot of that stuff was made up in the first place. But even if you stipulate to the idea that there was inappropriate spending, it’s literally not in this package. What’s in this package is stuff that 90 out of 100 of us have asked for. And what do I mean by that? I mean, as the ranking member of the State and Foreign Ops Subcommittee – basically as a chair or ranking member of any of the subcommittees – you get a bunch of letters from your colleagues saying: ‘This program is important to me. Could you please take care of it in the coming appropriation cycle?’ And these letters are private and I will protect the confidentiality of these interactions. But suffice it to say, a lot of the people voting for the rescissions are also privately asking for me to fund the thing that they are defunding. So this is all about the momentum that came from DOGE and Trump and some tweets and some animus – real animus – to the foreign aid enterprise.

    So let’s go through what’s in it. $4.15 billion for economic support and development assistance. Our economic and development assistance is not charity. It is for countering the influence of the People’s Republic of China or promoting regional stability. This work is in our economic and security interests. If this administration disagrees with some of the projects pursued by the previous administration, the good news is they have pretty broad authority to reprogram the money. Like if we’re doing a program, I don’t want to name a country because it’ll have foreign policy implications. If we’re doing a program in a country and this administration says, you know, that’s not as important. They don’t have to rescind the money. They can reprogram it to China or Russia or Ukraine or whatever it is. They have that flexibility. What they are saying is they want less money to counter foreign influence.

    $563 million for treaty dues. Now we’re members of organizations with whom we disagree. That’s kind of the deal, right? Because if we want to be in an international forum, even arguing for our interests, even arguing against other countries, or being frustrated with the body with which we’re interacting, we have two choices. We can either participate. Or if we don’t pay our dues, we relegate ourselves to something called observer status, which basically means we’re on the outside looking in. In order to get in the room, you got to pay your dues to the relevant organization. And that is what we’re doing here. We’re rescinding all the funds for all of the payments to all these international organizations.

    Why? Not because it’s in our foreign policy interests. It’s actually not, but because a bunch of ideologues don’t actually understand how foreign policy works. And that’s the thing here. You can have a different view under whatever it is to have an America First foreign policy. But this isn’t that. This is just vandalism, right? I’m not having a disagreement with Jim Risch about how hawkish to be or how much to prioritize global health versus something else. We’re just literally cutting off our nose to spite our face, because what they want is vandalism to the enterprise. And the tools of foreign policy are being shredded. So this isn’t about policy unless you think the policy is: I wish my State Department were weaker. I wish the tools in our toolkit were more limited. I wish our ability to prevent war and keep nations stable were less well funded. I wish that the only tool in our toolkit was military might.

    And it is not a small thing that many former Secretaries of Defense have said something along the lines of if you defund foreign aid, I’m going to need more ammunition because this is the cheapest way to prevent war.

    $500 million from global health programs. Now, the new Republican proposal protects some of those programs funded by this account, but it leaves out pandemic prevention, family planning, and work on a wide range of issues.

    $1.3 billion for migration and refugee assistance and international disaster assistance. This funding supports our efforts to help refugees and other displaced people in conflict zones around the world. You know, most of us at some point out of the 100 of us do some sort of CODEL, some sort of foreign travel, and this is the kind of stuff we visit. And this is the stuff on a bipartisan basis that we all nod approvingly about. It’s great that we’re doing this. It’s great that we’re providing this kind of assistance. And $1.3 billion for refugee assistance is being cut.

    And I’ll tell you why. It’s because it’s got the word refugee in it. I mean, that’s how they figured out what they wanted to cut, right? They ran word searches. They’re pretending it’s sophisticated. Maybe it was, maybe it wasn’t. But all they were doing was looking for words like gender. Or looking for words like climate. Looking for words like equity. Looking for words like refugee. And if the program was named in such a way that it mentioned it, just use those words. It was out. Just totally preposterous.

    Our contributions to and participate to participation in organizations like UNICEF is being cut. I mean, good luck explaining why you cut UNICEF. I’m pretty good at like imagining what my political competitors on the other side of the aisle would say. But why did you cut UNICEF? Like, are you trying to pretend that some number of hundreds of millions of dollars to prevent starvation among children is like going to do the trick in terms of getting debt and deficits under control? Nobody actually believes that. Why are you cutting UNICEF? If this is about tightening our belts? Why would you cut UNICEF?

    $460 million for the assistance for Europe, Eurasia and Central Asia. This account funds a whole bunch of bipartisan foreign policy priorities, including energy security in Ukraine, that will be cut completely if this recession is enacted. If there were programs under the previous administration that the current administration disagrees with, good news: they literally have the authority to reprogram those dollars. This is two-year money. It doesn’t actually have to be spent by the end of the federal fiscal year. They have pretty good authority to reprogram it, but they don’t want to reprogram it to something that they consider important. They want to shred the enterprise.

    $125 million for the U.S. Agency for International Development operating expenses. Now, this administration is illegally dismantling USAID and functionally merging it under the State Department. Here’s the problem with the $125 million. And yes, it’s admin expenses. I’ve been in the nonprofit sector and I’ve been in the grant giving side, and nobody loves the idea of paying for administrative expenses. But I know for a fact the State Department didn’t want this in the rescissions package. Because now that they have merged USAID under the State Department, they literally don’t have the money, and they’ve got to absorb $125 million hit.

    $100 million for the Transition Initiatives in the Complex Crisis Fund. This is flexible funding and contingency accounts that didn’t expire, and the administration can program it in any way they want.

    $83 million for the Democracy Fund. $83 million. Promoting democratic values is directly in our interest and supporting resistance to dictators – resistance to dictators. We’re cutting resistance to dictators. Good for us. Make America Great Again. Ronald Reagan would be proud. The party of Cold Warriors, the party that vanquished the Soviet Union, the party that claims a hawkish mantle is now saying, you know what? This thing which is probably 0.00 whatever of the entire federal spend and an even tinier amount of the debt and deficit of the United States. Let’s defund that, because it’s not our business if dictators maintain power. It’s a real change in policy here.

    $27 million for the Inter-American Foundation. This provides small, cost effective grants and technical support for locally led development projects. Strengthening stability and self-reliance in partner countries is in our interest. And this is another one that I get a lot of letters from these guys saying, ‘Please fund it. Dear Ranking Chairman Graham and Ranking Member Schatz, this program is super important. And would you please fund it in the next appropriations cycle?’ That’s the private letter that we get. The public action is to rescind the money.

    $22 million for the African Development Foundation. The administration says the African Development Foundation’s work is duplicative of the State Department’s work. But the kind of grants and technical support that the African Development Foundation provides is not available through the State Department.

    15 million bucks for the United States Institute of Peace. A creature of statute. A creature of one of the first senators from the great state of Hawai‘i. Mr. Spark Matsunaga.

    The through line between all of this is that there’s no correlation between the rationale provided by the administration for these cuts, and what’s actually in the package. And I’ve talked to Eric Schmidt, with whom I have a reasonable, functional working relationship. But we’re like talking past each other. Because every time I talk about what’s actually in this package, he pivots back to what’s actually not in this package and starts naming line items on things that are not in the eight-page rescissions bill. This is not the BBB which took 11.5 hours to read. This thing is eight pages. You can go and see there is no line item for $1.8 billion for operas and festivals and underwater basket weaving and whatever else nonsense people wanted to characterize as the U.S. foreign aid enterprise. This is economic support funds. This is global public health. This is humanitarian assistance. This is helping our friends in Jordan and elsewhere to maintain the basic stability so that there is not a conflagration in a region. That’s what’s in this package. That is what’s being rescinded from this package.

    I understand that there is some obligation as a party member to oblige the requests of this party’s president. I get it. But we are still a system with separate, co-equal, independent branches of government. The problem is, if you don’t assert your authority, you don’t functionally have it. So it’s true that we hold the purse strings. It’s true that we’re the Article One branch. It’s true that we’re in charge of whether a bill passes or not. But I will tell you, the thing that is most alarming to me is not the bad policy outcomes – and there are terrible policy outcomes. The thing that is most alarming to me is that I have not yet seen in the last six months, in this final term of Donald Trump, what I saw in the first term of Donald Trump. Which is quietly, not rudely, not provocatively, but occasionally, this branch of government, on a bipartisan basis, stood up for itself and said – and those guys would say – ‘Look, we love you, Mr. Trump. We love you, Mr. President. But on this one, I can’t be with you.’

    And on BBB, I understand, like it’s very hard to reject the president’s signature policy accomplishment. But this seemed like one where we could have gotten four no votes. This really did, to me, seem like one where it would be a good opportunity to stand up to the president and just say, like, we’re going to do the appropriating over here. Like, let me show you what Article One says and what Article Two says, and we’re going to defer to you on lots of matters, but not 100% of matters.

    And so my question is if they’re going to have the votes to enact this rescission package. When is it that Republicans are going to stand up for their own prerogatives? And why would you run for office? Would you put your family through all of that? Would you go through the difficulty of a campaign? Would you go through the difficulty of being a public figure and subject to scrutiny and criticism, and all of the late nights and the kind of uncomfortable interactions and all that? It really is a sacrifice. It’s certainly an honor, but it’s also a sacrifice. Why would you do that if you don’t get to make up your own mind?

    I don’t pretend to be able to get into the mind or the position of a Republican colleague of mine. I’m from Hawaii. It’s different. But I do think that there’s a point at which it’s just not worth it to give this guy every single thing that he wants. And it would be important, and it will age well, and your family will be happy and your staff will be secretly happy, at least some of them, if at some point you establish that there are some limits to the executive branch’s power.

    • USDA’s National Security Plan includes several priorities championed by Rep. Hinson, including securing American agriculture supply chains from the influence of foreign adversaries like China.
    • Under the Plan, USDA will create a list of critical ag inputs and materials and conduct regular assessments to identify risks and security vulnerabilities to the ag sector. Rep.   • MIL-OSI USA: McClellan Introduces Resolution on Extreme Weather’s Threat to Children’s Health and Well-Being

    Washington, D.C. – Today, Congresswoman Jennifer McClellan (VA-04) led 32 of her colleagues to introduce a resolution calling on Congress to acknowledge and address the threat extreme weather poses to children’s health and well-being.

    H.Res. 585 urges Congress to develop solutions that account for children’s unique developmental vulnerabilities as they relate to extreme weather conditions and highlights enforceable and adaptive measures, such as timely and accessible public extreme weather alerts; education and training for health care professionals, educators and caregivers; and expanded access to safe places for children and families during extreme weather events. 

    “Just in the past month, extreme weather events have utterly devastated communities across the country — and we know that climate change only accelerates the frequency and intensity of these events,” said Congresswoman McClellan. “As a mother, I am fighting to advance climate and environmental policies that ensure a safe, habitable planet for our children and future generations to thrive. My resolution calls on Congress to implement solutions to comprehensively protect the health and well-being of our nation’s children, who have the most at stake in the decisions we make today.”

    The resolution lays out specific impacts of extreme weather on child and adolescent health, including: 

    • Children’s disproportionate exposure to pollutants in the air, increasing levels of wildfire smoke, and changing dust patterns that negatively impact children’s developing bodies and behavioral patterns;
    • Extreme heat’s link to impairment in children’s cognition, making it harder for them to learn at school, and an increase in schools across the country closing for heat days, disrupting academic performance; and
    • The disproportionate impact of life-altering trauma due to extreme weather disasters, including separation from or harm to caregivers, interruption in education, and other adverse mental health impacts that exacerbate the mental health crisis children and adolescents already face.

  • MIL-OSI China: Israel strikes Syrian presidential palace area, army HQ in Damascus

    Israeli warplanes intensified their air campaign across southern Syria on Wednesday, striking the Syrian Army General Command headquarters and the presidential palace area in central Damascus.

    The Syrian health authorities said one civilian was killed, and 18 others injured in the strikes on the capital, which included at least five separate air raids targeting central Damascus. Footage aired on local TV showed smoke billowing from Umayyad Square, where the army’s main command building is located.

    The Syrian Observatory for Human Rights said parts of the headquarters and the defense authorities were destroyed, and additional strikes hit buildings in the upscale al-Malki neighborhood and near the Tishreen Palace. The fate of senior officials inside the facilities remained unknown.

    An Israeli military spokesperson confirmed the operation, saying that “the military headquarters in Damascus is the location from which Syrian regime commanders direct combat operations and deploy regime forces to the Sweida area.”

    In a statement, the spokesperson added that also “a military target in the area of the Syrian regime’s presidential palace in Damascus was struck.”

    In southern Syria, Israeli strikes also targeted government forces’ convoys and positions in Sweida province, killing at least three senior officers in the village of al-Majimer, according to the observatory. Earlier raids in the region had killed at least seven others, bringing the total toll among government forces to 10.

    Additional air raids late Wednesday struck multiple locations in and around Daraa city, including the governor’s palace, the military intelligence branch, and the civil registry office, the observatory said. Further strikes hit the 189th regiment in Jabab and the 132nd brigade west of Daraa, prompting ambulances to rush to the scene.

    In the Damascus countryside, Israeli jets also bombed the town of al-Kiswah, though no casualties were immediately reported.

    The strikes came after the collapse of a ceasefire between Syrian government forces and armed Druze groups in Sweida, the heartland of the Druze community in Syria. The war monitor said at least 248 people have been killed in the area since Sunday.

    The Druze are a religious and ethnic minority originating from Islam, living primarily in Syria, Lebanon, and Israel, with smaller communities in Jordan and elsewhere.

    Israel carried out several waves of strikes in Damascus and Sweida, with the stated aim of preventing the Druze minority from being harmed.
