    In recent weeks, Microsoft has observed Octo Tempest, also known as Scattered Spider, impacting the airlines sector, following previous activity impacting retail, food services, hospitality organizations, and insurance between April and July 2025. This aligns with Octo Tempest’s typical patterns of concentrating on one industry for several weeks or months before moving on to new targets. Microsoft Security products continue to update protection coverage as these shifts occur. 

    To help protect and inform customers, this blog highlights the protection coverage across the Microsoft Defender and Microsoft Sentinel security ecosystem and provides security posture hardening recommendations to protect against threat actors like Octo Tempest.

    Overview of Octo Tempest 

    Octo Tempest, also known in the industry as Scattered Spider, Muddled Libra, UNC3944, or 0ktapus, is a financially motivated cybercriminal group that has been observed impacting organizations using varying methods in their end-to-end attacks. Their approach includes: 

    • Gaining initial access using social engineering attacks and impersonating a user and contacting service desk support through phone calls, emails, and messages.
    • Short Message Service (SMS)-based phishing using adversary-in-the-middle (AiTM) domains that mimic legitimate organizations.
    • Using tools such as ngrok, Chisel, and AADInternals.
    • Impacting hybrid identity infrastructures and exfiltrating data to support extortion or ransomware operations.  

    Recent activity shows Octo Tempest has deployed DragonForce ransomware with a particular focus on VMWare ESX hypervisor environments. In contrast to previous patterns where Octo Tempest used cloud identity privileges for on-premises access, recent activities have involved impacting both on-premises accounts and infrastructure at the initial stage of an intrusion before transitioning to cloud access.

These detections span across all areas of the security portfolio including endpoints, identities, software as a service (SaaS) apps, email and collaboration tools, cloud workloads, and more to provide comprehensive protection coverage.     Disrupting Octo Tempest attacks  

    Disrupt in-progress attacks with automatic attack disruption:
    Attack disruption is Microsoft Defender’s unique, built-in self-defense capability that consumes multi-domain signals, the latest threat intelligence, and AI-powered machine learning models to automatically predict and disrupt an attacker’s next move by containing the compromised asset (user, device). This technology uses multiple potential indicators and behaviors, including all the detections listed above, possible Microsoft Entra ID sign-in attempts, possible Octo Tempest-related sign-in activities and correlate them across the Microsoft Defender workloads into a high-fidelity incident. 

    Based on previous learnings from popular Octo Tempest techniques, attack disruption will automatically disable the user account used by Octo Tempest and revokes all existing active sessions by the compromised user. 

    While attack disruption can contain the attack by cutting off the attacker, it is critical for security operations center (SOC) teams to conduct incident response activities and post-incident analysis to help ensure the threat is fully contained and remediated.  

    Investigate and hunt for Octo Tempest related activity:
    Octo Tempest is infamously known for aggressive social engineering tactics, often impacting individuals with specific permissions to gain legitimate access and move laterally through networks. To help organizations identify these activities, customers can use Microsoft Defender’s advanced hunting capability to proactively investigate and respond to threats across their environment. Analysts can query across both first- and third-party data sources powered by Microsoft Defender XDR and Microsoft Sentinel. In addition to these tables, analysts can also use exposure insights from Microsoft Security Exposure Management.

    Using advanced hunting and the Exposure Graph, defenders can proactively assess and hunt for the threat actor’s related activity and identify which users are most likely to be targeted and what will be the effect of a compromise, strengthening defenses before an attack occurs.

    Microsoft Security Exposure Management, available in the Microsoft Defender portal, equips security teams with capabilities such as critical asset protection, threat actor initiatives, and attack path analysis that enable security teams to proactively reduce exposure and mitigate the impact of Octo Tempest’s hybrid attack tactics.

    Ensure critical assets stay protected 

    Customers should ensure critical assets are classified as critical in the Microsoft Defender portal to generate relevant attack paths and recommendations in initiatives. Microsoft Defender automatically identifies critical devices in your environment, but teams should also create custom rules and expand critical asset identifiers to enhance protection.  

    Take action to minimize impact with initiatives 

    Exposure Management’s initiatives feature provides goal-driven programs that unify key insights to help teams harden defenses and act fast on real threats. To address the most pressing risks related to Octo Tempest, we recommend organizations begin with the initiatives below: 

    • Octo Tempest Threat Initiative: Octo Tempest is known for tactics like extracting credentials from Local Security Authority Subsystem Service (LSASS) using tools like Mimikatz and signing in from attacker-controlled IPs—both of which can be mitigated through controls like attack surface reduction (ASR) rules and sign-in policies. This initiative brings these mitigations together into a focused program, mapping real-world attacker behaviors to actionable controls that help reduce exposure and disrupt attack paths before they escalate.
    • Ransomware Initiative: A broader initiative focused on reducing exposure to extortion-driven attacks through hardening identity, endpoint, and infrastructure layers. This will provide recommendations tailored for your organization.

Microsoft recommends implementing the following to help strengthen your overall posture and stay ahead of threats: 

    Identity security recommendations 

    Endpoint security recommendations 

    • Enable Microsoft Defender Antivirus cloud-delivered protection for Linux.
    • Turn on Microsoft Defender Antivirus real-time protection for Linux.
    • Enable Microsoft Defender for Endpoint EDR in block mode to block post breach malicious behavior on the device through behavior blocking and containment capabilities.
    • Turn on tamper protection that essentially prevents Microsoft Defender for Endpoint (your security settings) from being modified.
    • Block credential stealing from the Windows local security authority subsystem: Attack surface reduction (ASR) rules are the most effective method for blocking the most common attack techniques being used in cyber-attacks and malicious software.
    • Turn on Microsoft Defender Credential Guard to isolate secrets so that only privileged system software can access them.

    Cloud security recommendations 

    • Key Vaults should have purge protection enabled to prevent immediate, irreversible deletion of vaults and secrets.
    • To reduce risks of overly permissive inbound rules on virtual machines’ management ports, enable just-in-time (JIT) network access control. 
    • Microsoft Defender for Cloud recommends encrypting data with customer-managed keys (CMK) to support strict compliance or regulatory requirements. To reduce risk and increase control, enable CMK to manage your own encryption keys through Microsoft Azure Key Vault.
    • Enable logs in Azure Key Vault and retain them for up to a year. This enables you to recreate activity trails for investigation purposes when a security incident occurs or your network is compromised.
    • Microsoft Azure Backup should be enabled for virtual machines to protect the data on your Microsoft Azure virtual machines, and to create recovery points that are stored in geo-redundant recovery vaults.

    An extended meeting on the development of the unmanned aircraft systems industry was held at the Government Coordination Centre under the chairmanship of Deputy Prime Minister Vitaly Savelyev. The event was attended by representatives of the Ministry of Transport, the Ministry of Industry and Trade, the Ministry of Education and Science, subjects, as well as manufacturers of unmanned aircraft systems and their operators.

    Participants presented up-to-date data on the production and use of advanced unmanned systems for various sectors of the economy, and discussed a number of opportunities that could contribute to the further development of the industry in terms of increasing production volumes and the use of UAS.

    An important issue of stimulating the use of UAS at various levels remains the development of means of their identification and further integration of unmanned aircraft systems into the airspace. The introduction of a new class of airspace – H with the use of a simplified procedure for using airspace for the performance of flights of unmanned aircraft is at the final stage of development. In addition, a unified system for identifying unmanned transport is being created based on the state information system “ERA-GLONASS”. The practical implementation of these solutions will create additional opportunities for opening the skies in the regions for the use of unmanned aircraft.

    In 2024, the production volume of civil unmanned aircraft systems increased more than 2.5 times – from 6 thousand units to 16.4 thousand units compared to 2023. In total, there are currently more than 600 UAS and component manufacturers.

    In addition, all participants of the meeting noted the importance of training personnel for UAS management, including the integration of veterans of the Air Defense Forces into civilian professions in the UAS industry. Thanks to the activities of the federal project “Personnel for Unmanned Aircraft Systems” of the national project “Unmanned Aircraft Systems”, more than 10 thousand people were trained in 2024. This year, it is planned to train 5.6 thousand people. In total, about 68 thousand people are undergoing training under the programs of the Ministry of Education and Science, the Ministry of Education and the NTI Fund in various areas related to UAS.

    WASHINGTON, D.C. – Today, U.S. Senator Marsha Blackburn (R-Tenn.) and U.S. Representative Jodey Arrington (R-Texas) introduced the State Accountability for Federal Deployment Costs Act, which would hold states refusing to enforce federal immigration law financially responsible when their actions force the federal government to deploy military resources to restore order:

    “As lawless states like California obstruct the federal government’s work to enforce immigration law, American taxpayers in other states have been forced to foot the bill for the military forces required to quell the chaos and protect law-abiding citizens,” said Senator Blackburn. “If a state refuses to do its job and forces the federal government to respond to unrest, they should pay for it. The State Accountability for Federal Deployment Costs Act would require states to reimburse the federal government to cover these costs and send a message that refusing to comply with federal immigration law will not be tolerated.”

    “Sanctuary policies that obstruct federal law enforcement jeopardize communities and drain valuable resources – in fact, their very existence is a violation of the law,” said Chairman Arrington. “It’s entirely unacceptable for states that refuse to enforce immigration laws to expect taxpayers in states like Texas and Tennessee to foot the bill when the consequences of their lawlessness results in federal action. I’m proud to team up with Senator Blackburn to ensure that states that break the law, pay the price.”
    BACKGROUND
    Recently, the U.S. Department of Defense was forced to spend over $130 million deploying troops to Los Angeles to respond to protests over immigration enforcement.
    The federal government bears significant financial burdens when military personnel, such as active-duty service members or federally activated National Guard troops, are deployed to respond to civil disturbances or public safety threats.
    These deployments are not discretionary military operations but necessary responses to restore public order when states refuse to cooperate with lawful federal immigration enforcement efforts.
    Sanctuary policies, refusal to honor detainers, and public interference in federal operations have increased the likelihood of unrest and forced the federal government to intervene as American taxpayers across the country are forced to foot the bill.
    THE STATE ACCOUNTABILITY FOR FEDERAL DEPLOYMENT COSTS ACT
    The State Accountability for Federal Deployment Costs Act would:
    Require states to reimburse the U.S. Department of Defense for costs associated with military deployments that are:
    Initiated by the federal government, and
    Directly caused by a state’s failure to cooperate with lawful federal immigration enforcement.
    Cover costs including travel, housing, equipment, and readiness impacts incurred by military personnel deployed under Title 10 authority.
    Direct the U.S. Secretary of Homeland Security, in consultation with the U.S. Attorney General, to issue determinations of whether a state or locality’s refusal to assist materially contributed to the need for federal deployment.
    Mandate that states remit full payment within 180 days of receiving an invoice from the U.S. Department of Defense.
    Authorize the federal government to offset unpaid reimbursement amounts from federal discretionary grants awarded to the state
    Require the U.S. Secretary of Defense to submit semiannual reports to Congress on affected deployments, reimbursement status, and readiness impacts.

    Washington, D.C. — U.S. Congressman Sean Casten (IL-06) led 16 House Democrats in submitting a Freedom of Information Act (FOIA) request for details of Environmental Protection Agency (EPA) Administrator Lee Zeldin’s efforts to slow-walk the promulgation and enforcement of public health standards.

    “At your January 16 confirmation hearing before the Senate Environment and Public Works Committee, you pledged to be ‘transparent and accountable to Congress and the public,’” the lawmakers wrote. “In keeping with that commitment, please provide us with copies of the records requested below. Your response will help address our concerns about the Environmental Protection Agency’s (EPA) implementation of the President’s various executive orders and other actions.”

    In their FOIA request, the lawmakers have demanded information on, among other things:

    • The interest groups that Zeldin and other senior officials have met with and the lobbying documents they have provided;

    • EPA’s current pace of inspections and enforcement, key metrics in assessing how the agency is fulfilling its responsibility of enforcing environmental laws and regulations;

    • Any actual or proposed actions to expedite certain permits pursuant to the “emergency authority” of an executive order;

    • The number of EPA’s public servants who have left or are leaving;

    • The job classifications of the individuals installed in Zeldin’s front office; and

    • The specific statutory provisions that authorize EPA to waive or modify otherwise-applicable requirements under existing federal laws, in following the president’s executive orders.

Your response will help address our concerns about the Environmental Protection Agency’s (EPA) implementation of the President’s various executive orders and other actions. Freedom of Information Act Request Our specific requests for EPA records listed below are submitted pursuant to the Freedom of Information Act (FOIA), 5 USC 552. For purposes of this request, “records” include reports, memoranda, power points, correspondence, or other responsive documents. At this time, we are not seeking copies of (a) emails that transmit, discuss or acknowledge receipt of the records requested; (b) draft or marked up versions of any document; (c) press clippings or any record of media coverage; or (d) any information that is exempt from disclosure under 42 USC 552(b), provided that EPA identifies the specific exemptions in that paragraph that justify withholding records responsive to this request.

    A. Calendar for EPA Administrator and Other Political Appointees

    Former EPA Administrator William Ruckelshaus released the so-called “fishbowl” memo in May 1983, which included a promise to make the meeting calendars for the Administrator, Deputy Administrator, Assistant, Associate and Regional Administrators, and Staff Office Directors publicly available by the end of each week.

    1. EPA provides online access to “simplified meeting calendars” for the Administrator, Regional Administrators, and other high-ranking officials at https://www.epa.gov/senior-leaders-calendars, but advises that a FOIA request is required to obtain the “official record” of such meetings. Please provide copies of the official record of all meetings between January 20 and July 15, 2025, for the Administrator, all Regional Administrators, and for Barry Breen, Kimberly Patrick, Maureen Gwinn, Chad McIntosh, Sarah Dunham, Gregg Tremi, Rick Keigwin, Jeffrey A. Hall, James Payne, Rafael DeLeon, and Peggy Browne.

    2. Please provide a copy of any analyses, power point presentations, charts, reports, letters, or other documents provided to the Office of the Administrator that were prepared by, or on behalf of, any individual or organization identified in the official record of your meeting calendar. You may exclude any confidential briefing materials prepared by any EPA employee.

    B. EPA Workforce

    The numerous announcements regarding the number of EPA employees terminated, rehired, retiring, accepting buyouts, or subject to actual or planned reductions in staffing have left Congress and the public confused about the actual size of EPA’s workforce and its capacity to carry out its mission.

    1. For each office, program or region that appears on EPA’s website at https://www.epa.gov/aboutepa/epa-organization-chart, please provide records that identify the total number of full time-equivalents (FTE) on EPA’s payroll as of July 15, 2025.

    2. For each office, program or region, please provide records that identify the number of FTE’s who:

      1. are on administrative leave because they have accepted buyouts and are expected to leave EPA on or before September 30, 2025;

      2. have been placed on administrative for any other reason; 

      3. are still employed but have notified EPA of their intention to retire on or before September 30, 2025;

      4. are still employed, but will be terminated on or before September 30, 2025, due to planned reductions in enforce or the elimination of specific functions or programs; and

      5. have been hired since January 20, 2025, excluding any employees who were rehired after they were mistakenly terminated.

    Please provide records that identify the number, name, and job classifications of individuals hired by the Office of the Administrator since January 20, 2025.

    C. EPA Enforcement Actions

    Federal environmental law directs EPA to notify sources violating permit or pollution control standards, as well as the relevant state agencies, and authorizes (and in some cases requires) EPA enforcement actions if needed to bring violators into compliance. 

    Please provide copies of the following records:

    1. Notices of noncompliance issued by EPA from January 1, 2024, to the present, including notices of violation, findings of violation, or warning letters;

    2. Civil complaints filed in federal court since January 1, 2023, for any cases that have not yet been resolved through litigation or an appropriate consent decree;

    3. Inspection reports completed since January 1, 2024;

    4. Information requests issued since January 1, 2024; and

    5. Administrative penalty orders that are still pending, i.e., have not been resolved through consent orders.

    D. EPA Reports Required By Executive Order

    The EPA and other federal agencies are required to report regularly on the actions they have taken to implement President Trump’s various executive orders. We request copies of the reports or records itemized below, along with any records of the analyses that EPA relied upon to prepare them. 

    Executive Order 14156: The Clean Water Act authorizes the Army Corps of Engineers to expedite the permitting of projects that may pollute wetlands or other waters during emergency situations that result in “…an unacceptable hazard to life, a significant loss of property, or an immediate, unforeseen, and significant economic hardship…” (33 C.F.R. 325.2(e)). Executive Order (EO) 14156, “Declaring a National Energy Emergency,” directs the EPA and other agencies to exercise this emergency permitting authority “…to the fullest extent possible…to facilitate the Nation’s energy supply”; to identify actual, planned or potential actions to implement this directive within 30 days (by February 19), and every thirty days thereafter to report on their status as well as any new opportunities to exercise this emergency authority.

    Please provide a copy of:

    1. all reports that EPA has prepared and submitted in response to EO 14156; and

    2.  any actual or potential actions to expedite permits pursuant to the emergency authority cited in EO 14156.

    Executive Order 14154: EO 14154, “Unleashing American Energy,” requires EPA and other Agencies to suspend, revise, or rescind “…all existing regulations, orders, guidance documents, policies, settlements, consent orders and any other actions…” that impose an undue burden on the “development and use” of fossil fuels, critical minerals, and other energy sources that do not include wind, solar power, or electric vehicles. Agencies must notify the Attorney General of any actions taken to implement this directive and within 30 days report to OMB as to whether reducing or eliminating enforcement could help to implement the President’s policy goals.

    Please provide a copy of any record of:

    1. the EPA actions reported to the Attorney General under EO 14154;

    2. any report or other document provided to OMB regarding the actual or potential exercise of its enforcement authority under EO 14154; and

    3. for any federal law implemented in whole or in part by EPA, any records that interpret the specific statutory provisions that authorize the EPA to waive or modify otherwise applicable requirements.

    4. any guidance, memoranda, or policy issued by EPA that establish or explain the criteria for determing when a regulation, order, guidance, policy, settlement, consent order or “any other action” will pose an “undue burden” on the development or use of fossil fuels or critical minerals.

    The NDAA is annual legislation that authorizes the policies and funding levels for the Department of Defense (DoD) and other national security entities.

    Luttrell secured over 50 provisions within the NDAA, including:

    • Greenlights funding for increased development of hypersonics. This builds on additional funding Luttrell secured in H.R. 1, the One Big Beautiful Bill Act, and supports research and development activities in Texas.   
    • A provision to prevent the deactivation of the 1-158th Army Reserve unit in Conroe without a continuity plan for soldiers and capabilities.
    • Language to support the domestic production of critical minerals to decrease U.S. reliance on China.

  • MIL-OSI USA: Chairman Mann Leads Subcommittee Hearing on Safeguarding U.S. Agriculture, Disease Prevention in Animal Health

    WASHINGTON, D.C. – Today, Rep. Tracey Mann (KS-01), chairman of the House Agriculture Committee’s Subcommittee on Livestock, Dairy and Poultry, led a subcommittee hearing entitled “Safeguarding U.S. Agriculture: The Role of the National Animal Health Laboratory Network (NAHLN).” During the hearing, the Chairman underscored the vital role the National Animal Health Laboratory Network plays in mitigating foreign animal diseases like the Highly Pathogenic Avian Influenza, African Swine Fever, and New World Screwworm. 

    Chairman Mann also emphasized the role institutions like the Kansas Veterinary Diagnostic Laboratory and the National Bio and Argo-Defense Facility play in preventing animal diseases from spreading and highlighted the devastating impact the New World Screwworm would have on cattle producers in the Big First District and across the country if it reaches U.S. borders. The Chairman ended his questioning touting investments the One Big Beautiful Bill Act made into animal health research, strengthening the nation’s food supply chain and better positioning the United States to focus on disease prevention rather than outbreak control.

    [Opening Statement as Prepared]: “Good morning and thank you all for joining us at today’s hearing. I am excited to chair this hearing of the House Agriculture Committee’s Subcommittee on Livestock, Dairy, and Poultry, where we will focus on the important work of the National Animal Health Laboratory Network, or NAHLN. As a fifth-generation Kansas farm kid I grew up riding pens and doctoring cattle at my family’s preconditioning feedlot and I intimately understand the vital role that animal health plays in all livestock and poultry operations. 

    The National Animal Health Laboratory Network is a critical piece of our ability to respond to and mitigate foreign animal diseases. Originally comprised of 12 laboratories when created in 2002, the NAHLN network has grown to include over 60 State and university laboratories, including the Kansas State Veterinary Diagnostic Laboratory in Manhattan, Kansas.  

    These labs are strategically placed across the United States to support animal agriculture by developing and increasing the capabilities and capacities to support early detection, rapid response, and appropriate recovery from high-consequence animal diseases. Put simply, they are our first line of defense. 

    These labs do not operate in a vacuum. The NAHLN network is successful because of partnerships between Federal, State, and university-associated animal health laboratories and experts. This partnership is critical to response efforts when foreign animal diseases are detected, such as Highly Pathogenic Avian Influenza, New World Screwworm, African Swine Fever, and so many more.  

    Today, you will hear from a panel of experts who work at NAHLN laboratories. These experts will be able to share pertinent information about the critical work they do – whether it be tracking the New World Screwworm outbreak in Mexico, identifying the move of hi-path into dairy cattle in Texas, working with the National Bio and Agro-Defense Facility in Kansas, or crucial swine testing in Iowa. 

    This hearing could not come at a better time to highlight the work of the NAHLN laboratories and talk about the need for additional resources. As of two weeks ago, funding for NAHLN – as well as funding for the National Animal Disease Preparedness and Response Program and National Animal Vaccine and Veterinary Countermeasures Bank – was substantially increased in the One Big Beautiful Bill. 

    The One Big Beautiful Bill included $233 million per year for the three-legged stool, with $10 million per year directed towards the NAHLN laboratories, which is on top of existing discretionary funding. This funding will increase diagnostic capabilities, improve research, assist in disease surveillance, and strengthen our overall capacity as a nation to prevent, detect, and mitigate foreign animal diseases. I am proud of the work this Committee did to shore up our animal health resources and protect the herds and flocks that bring so much value to our producers and national security. 

    I look forward to hearing from our witnesses about the work they do, day in and day out, in their roles with the National Animal Health Laboratory Network. I am excited to hear about how the increased funding will help their operation of these laboratories, which foreign animal diseases they see as the most consequential, and how we as Congress can be good partners to them. Again, thank you all for being here.” 

    [On NBAF and NAHLN combatting foreign animal disease]: “The National Bio and Agro-Defense Facility in Manhattan, Kansas, is a state-of-the-art facility that will help protect the nation’s agriculture, farmers, and consumers against the threat and potential impacts of serious foreign animal diseases. NBAF has biosafety level 2, 3, and 4 laboratories, allowing them to study and diagnose the most consequential animal pathogens. NBAF plays a critical role in our animal disease preparedness and management and is an important partner to the NAHLN system. Dr. Retallick, how does the Kansas State Veterinary Diagnostic Laboratory collaborate with NBAF, and how will each of your operations supplement one another?” 

    Retallick: “We are excited to have NBAF as our neighbor in Manhattan, KS. NBAF has multiple missions, one of those is research and one of those is service, which is the NAHLN lab that was discussed. And so the NAHLN being a network, our interaction with them through the NAHLN and confirmatory testing is going to be the same as all the NAHLN laboratories for that. The other thing you might see us assist in NBAF is training the future technicians for them. Often entry level will come in, we will train, and they may go to work in NBAF. Ultimately, the collaboration will be very similar among all of the state laboratories, with NBAF being our parent lab and our confirmatory testing place.”

    [On New World Screwworm]: “The detection of New World Screwworm in Mexico is a huge threat to our domestic cattle producers. USDA estimates that a contemporary outbreak in Texas alone could cost producers $732 million per year. If you expand those results to the states within the historic range of New World Screwworm pre-eradication, a contemporary outbreak would cost producers as much as $4.3 billion per year and cause a total economic loss of over $10 billion. These are not losses our producers, or our economy, can afford. Again for you Dr. Retallick, surveillance and testing capacity was critical to eradicating this pest back in the 1960s. How are the NAHLN laboratories involved in preventing the spread of screwworm, and what role would they play if the pest were to reach our shores?”

    Retallick: As I stated earlier the NAHLN labs, many of them are in universities and state departments of ag, which have specialists. Each specialist is highly trained to recognize diseases and new disease threats. At KVDL, like many of the other labs in the network, we have parasitologists and pathologists who have already gone through training to recognize this. So, we will recognize through there. The NAHLN is also discussing it in their weekly calls, updating us and providing training. And in addition, with the caseload that comes through these diagnostic laboratories in the states, we see all sorts of things and animals for disposal, allowing us a large caseload to surveil coming in through routine testing.”

    [On One Big Beautiful Bill Act]: “Two weeks ago the One Big Beautiful Bill was signed into law. We were able to secure historic investments to modernize the farm safety net, promote ag products overseas, increase research, and important to this hearing, shore up our animal health tools. Under the One Big Beautiful Bill Act, the NAHLN system will receive $10 million annually through fiscal year 2030 on top of existing discretionary funding. At a time when foreign animal diseases are threatening our producers on all fronts, how will this investment help your lab to prepare for and respond to an outbreak?”

    Main: “Thank you. It would be a tremendous help, I would say, from providing a base of capacity and capability which is principally driven by our people. And that additional funding will enable I think, across the laboratory to really help with, I would say, maintaining adequate preparedness, via the people in the laboratory.

  • MIL-OSI Security: NATO Deputy Secretary General calls for stronger NATO-EU cooperation to build on historic Summit decisions

    On Wednesday (16 July), NATO Deputy Secretary General Radmila Shekerinska addressed a joint meeting of the European Parliament’s Committee on Foreign Affairs (AFET) and the Committee on Security and Defence (SEDE). She explained the outcome of the NATO Summit in The Hague, called for stronger cooperation with the European Union (EU), and answered questions from Members of the European Parliament.

    Ms Shekerinska introduced the historic agreement reached by Allies at the NATO Summit in The Hague, to raise defence spending to 5% of GDP by 2035. The new defence spending target is based on NATO’s ambitious capability targets and the latest defence plans.  “It is the price we must pay to preserve peace” she stated, adding that “not preparing to prevent war will cost us much, much more.”

    As a result of the Summit agreement, European Allies and Canada are stepping up, to take their fair share of defence spending.  The Deputy Secretary General welcomed the EU’s increased efforts on defence and stressed that NATO and the EU can do much more together, by boosting the defence industry, protecting critical infrastructure, and developing new capabilities. “But to keep Europe safe, we must ensure that our efforts are truly transatlantic,” she noted.

    As Russia’s war of aggression against Ukraine continues, Ms Shekerinska highlighted U.S. President Donald Trump’s new plan to supply Ukraine with military equipment financed by European Allies and Canada. The Deputy Secretary General underscored the importance of achieving a just and lasting peace for Ukraine. “Going forward, there is even more we can do together, to boost the Ukrainian defence industry and to better integrate it with our own,” Ms Shekerinska affirmed. “This is our security as well … Now we need to roll up our sleeves and deliver,” she concluded.

    Kyiv, July 16 /Xinhua/ — The Verkhovna Rada of Ukraine on Wednesday accepted the resignation of the country’s Prime Minister Denys Shmyhal, parliamentarian Yaroslav Zheleznyak reported on Telegram.

    The corresponding decision was supported by 261 deputies, with the required minimum being 226 votes.

    D. Shmyhal resigned the day before. Before that, Ukrainian President Volodymyr Zelensky proposed that the First Deputy Prime Minister, Minister of Economy of the country Yulia Svyrydenko head the Ukrainian government. According to Y. Zheleznyak, the parliament will consider her candidacy on July 17.

    According to Ukrainian law, the dismissal of the prime minister entails the resignation of all members of the government. However, they will continue to exercise their powers until the newly formed cabinet begins work.

  • MIL-OSI USA: Deluzio Fights Price Gouging, Secures Wins for Western PA in Annual Defense Bill

    WASHINGTON, D.C. – Last night, Congressman Chris Deluzio (PA-17) with colleagues on the powerful House Armed Services Committee, marked up the 2026 National Defense Authorization Act (NDAA)—the large, annual defense bill that creates the policies related to our armed services and other national security-related efforts. Congressman Deluzio voted for the measure, which passed out of committee by a vote of 55-2.

    “The United States faces tremendous strategic challenges across the globe, including the war in Ukraine, intensifying competition with Communist China, and instability in the Middle East. All this activity is stressing the highly consolidated defense industrial base,” said Congressman Deluzio. “For too long, our government has neglected America’s manufacturing competitiveness and power. We need stronger accountability, transparency, and competition in government contracting to beef up our defense industrial base and to protect public money. While not a perfect bill, the 2026 NDAA takes on many of these important issues and more, and that’s why I voted yes last night.”  

    Specifically, the NDAA included Congressman Deluzio’s amendment to fight defense industry price gouging by requiring defense contractors to report when their products under sole source contracts increase by more than 25% of the price specified in the contract bid, over 25% more than the price of the product the preceding year, or by 50% more than the government paid for the product at any time over the last five years.   

    During the NDAA markup, Congressman Deluzio successfully secured several important wins, including some that will specifically benefit the people and economy of Western Pennsylvania. 

    This legislation: 

    • Implements an assessment and evaluation of the use of inland waterways for national defense purposes, and an assessment of vulnerabilities in our Marine Transportation Systems and associated infrastructure.
    • Authorizes an additional two and a half million dollars in funding to improve long range precision fires technology. This kind of research is ongoing at Western Pennsylvania institutions like the University of Pittsburgh.
    • Requires a new report about the technology and disposal methods of Per-and Polyfluoroalkyl Substances (PFAS). This is important because the Defense Department has previously considered incinerating PFAS “forever chemicals” in East Liverpool, Ohio—just across the border from Pennsylvania’s 17th District.
    • This year’s NDAA also includes the text of Congressman Deluzio’s bill, the Depot Investment Reform Act. This bill strengthens federal investment in military depots, including those in Pennsylvania, like the Letterkenny and Tobyhanna Army Depots.   

    Congressman Deluzio secured additional national priorities in this defense bill. This legislation:

    • Strengthens the “right to repair,” requiring contractors to give access to tools, parts, and information for major weapon systems so that our military and servicemembers can repair their own equipment.
    • Adjusts annual reporting on the U.S. Navy’s shipyard modernization efforts at the four public shipyards to include efforts related to the incorporation of digital hardware, software, and cloud storage.
    • Extends the number of days that national guardsmen can be activated by a governor of a state to respond to an emergency like a natural disaster from 3 to 14 days, with possible extensions of 7 and up to 46 days.
    • Requires a report on the Department of Defense’s efforts to incorporate artificial intelligence data centers on Department of Defense land. This report will analyze the risks, benefits, impacts, and footprint of those facilities.
    • Requires the Department of Defense to identify shortfalls and propose solutions for shortfalls of critical minerals and other materials in the National Defense Stockpile. This will better inform the United States’ current readiness and preparedness for any future conflict.
    • Fights consolidation in the defense industry by requiring the Government Accountability Office (GAO) to investigate impacts of mergers and acquisitions on the defense industrial base and competition in the defense industry.
    • Requires that contractors who are negotiating sole-source contracts with the government provide timely and critical pricing data to the government. This will assist the military in getting the best deal for our servicemembers and will steward good use of American public dollars.
    • Requires the Department of Defense to assess the current competitive environment for contracts under $10 million. This will help the military and Congress assess whether recent policy changes have been effective in uplifting small businesses and growing the defense industrial base.

  • MIL-OSI Submissions: Muhammadu Buhari: Nigeria’s military leader turned democratic president leaves a mixed legacy

    Nigeria’s former president, Muhammadu Buhari, who died in London on 13 July aged 82, was one of two former military heads of state who were later elected as civilian presidents. Buhari was the military head of state of Nigeria from 31 December 1983 to 27 August 1985 and president from 2015 to 2023.

    The other Nigerian politician to have been in both roles is former president Olusegun Obasanjo . He was a military ruler between 1976 and 1979 and elected president between 1999 and 2007.

    Buhari led Nigeria cumulatively for nearly a decade. His time as military head of state was marked with a war against corruption but he couldn’t do as much during his time as president under democratic rule.

    As a political scientist who once served in the Nigerian Army, I believe that former president Buhari’s government’s war on terrorism was largely underwhelming, despite promises and early gains.

    In his elected role, Buhari maintained a modest personal lifestyle and upheld electoral transitions. Nevertheless his presidency was marred by economic mismanagement, a failure to implement bold structural reforms, ethnic favouritism, and an unfulfilled promise of change.

    He did leave tangible infrastructural footprints, a focus on agriculture, and foundational efforts in transparency and anti-corruption.

    So his mark on Nigeria’s development trajectory was mixed.

    Early years

    Buhari was born on 17 December 1942, to Adamu and Zulaiha Buhari in Daura, Katsina State, north-west Nigeria. He was four years old when his father died. He attended Quranic school in Katsina. He was a Fulani, one of the major ethnic nationalities in Nigeria.

    After completing his schooling, Buhari joined the army in 1961. He had military training in the UK, India and the United States as well as Nigeria.

    In 1975 he was appointed military governor of North Eastern State (now Borno State), after being involved in ousting Yakubu Gowon in a coup that same year. He served as governor for a year.

    Buhari later became federal commissioner for petroleum resources, overseeing Nigeria’s petroleum industry under Obasanjo. Obasanjo had become head of state in 1976 when Gowon’s successor, Murtala Muhammed, was assassinated in a failed coup that year.

    In September 1979, he returned to regular army duties and commanded the 3rd Armoured division based in Jos, Plateau State, north central. Nigeria’s Second Republic commenced that year after the election of Shehu Shagari as president.

    The coup that truncated the Shagari government on 31 December 1983 saw the emergence of Buhari as Nigeria’s head of state.

    Buhari’s junta years

    Buhari headed the military government for just under two years. He was ousted in another coup on 27 August 1985.

    While at the helm he vowed that the government would not tolerate kick-backs, inflation of contracts and over-invoicing of imports. Nor would it condone forgery, fraud, embezzlement, misuse and abuse of office and illegal dealings in foreign exchange and smuggling.

    Eighteen state governors were tried by military tribunals. Some of the accused received lengthy prison sentences, while others were acquitted or had their sentences commuted.

    His government also enacted the notorious Decree 4 under which two journalists, Nduka Irabor and Dele Thompson, were jailed. The charges stemmed from three articles published on the reorganisation of Nigeria’s diplomatic service.

    Buhari also instituted austerity measures and started a “War Against Indiscipline” which sought to promote positive values in the country. Authoritarian methods were sometimes used in its implementation. Soldiers forced Nigerians to queue, to be punctual and to obey traffic laws.

    He also instituted restrictions on press and political freedoms. Labour unions were not spared either. Mass retrenchment of Nigerians in the public service was carried out with impunity.

    While citizens initially welcomed some of these measures, growing discontent on the economic front made things tougher for the regime.

    Buhari, the democrat

    Buhari’s dream to lead Nigeria again through the ballot box failed in 2003, 2007 and 2011. To his credit, he didn’t give up. An alliance of opposition parties succeeded in getting him elected in 2015.

    The legacy he left is mixed.

    Buhari’s government deepened national disunity.

    His appointments, often skewed in favour of the northern region and his Fulani kinsmen, fuelled accusations of tribalism and marginalisation. His perceived affinity with Fulani herdsmen, despite widespread violence linked to some of them, further eroded public trust in his leadership.

    His anti-corruption mantra largely did not succeed. While some high-profile recoveries were made, critics argue that his anti-corruption war was selective and heavily politicised.

    Currently, his Central Bank governor is on trial for corruption charges.

    The performance of the economy was also dismal under his tenure. Not all these problems could be laid at his feet. Nevertheless his inability to tackle the country’s underlying problems, such as insecurity, inflation and rising unemployment, all contributed. He presided over two recessions, rising unemployment, inflation, and a weakened naira.

    He did, however, succeed on some fronts.

    He tried with infrastructure. The Lagos-Ibadan expressway, a major road, was almost completed and he got the railways working again, completing the Abuja-Kaduna and Lagos-Ibadan lines. He also completed the Second Niger Bridge.

    There was an airport revitalisation programme which led to improvements in Lagos, Abuja and Port Harcourt airports.

    Buhari signed the Petroleum Industry Act after nearly 20 years’ delay. This is now attracting more investments into the oil industry.

    He also initiated some social investment schemes like N-Power, N-Teach and a school feeding programme. They provided temporary jobs for some and gave some poor people more money in their pockets. N-Power is a youth empowerment programme designed to combat unemployment, improve social development and provide people with relevant skills.

    These programmes later became mired in corruption which only became known after he left office.

    There was also an Anchor Borrowers Scheme to make the country more sufficient in rice production. Again, it got enmeshed in corruption and some of its officials are currently standing trial.

    In the fight against corruption, the Buhari administration made some progress through the Treasury Single Account, which improved financial transparency in public institutions. The Whistle Blower Policy also led to the recovery of looted funds.

    Security failures

    Buhari oversaw a deterioration of Nigeria’s security landscape. Banditry, farmer-herder clashes, kidnapping and separatist agitations escalated.

    In 2015 Buhari campaigned on a promise to defeat Boko Haram and restore territorial integrity in the north-east. Initially, his administration made some progress. Boko Haram was driven out of several local government areas it once controlled, and major military operations such as Operation Lafiya Dole were launched to reclaim territory.

    However, these initial successes were not sustained. Boko Haram splintered, giving rise to more brutal factions like the Islamic State West Africa Province. This group continued to launch deadly attacks.

    Buhari’s counter-terrorism strategy was often reactive, lacking a clear long-term doctrine. The military was overstretched and under-equipped. Morale issues and allegations of corruption in the defence sector undermined operations.

    Intelligence coordination remained poor, while civil-military relations suffered due to frequent human rights abuses by security forces. Community trust in the government’s ability to provide security dwindled.

    Buhari’s second coming as Nigeria’s leader carried high expectations, but he under-delivered.

  • MIL-OSI Submissions: Why is Israel bombing Syria?

    Conflict in Syria has escalated with Israel launching bombing raids against its northern neighbour.

    It follows months of fluctuating tensions in southern Syria between the Druze minority and forces aligned with the new government in Damascus. Clashes erupted in the last few days, prompting Israeli airstrikes in defence of the Druze by targeting government bases, tanks, and heavy weaponry.

    Israel Minister Amichai Chikli has called the Syrian president Ahmed al-Sharaa –

    a terrorist, a barbaric murderer who should be eliminated without delay.

    Despite the incendiary language, a ceasefire has been reached, halting the fighting – for now.

    Syrian forces have begun withdrawing heavy military equipment from the region, while Druze fighters have agreed to suspend armed resistance, allowing government troops to regain control of the main Druze city of Suwayda.

    What do the Druze want?

    The Druze are a small religious minority estimated at over one million people, primarily concentrated in the mountainous regions of Lebanon, Syria, Israel, and Jordan.

    In Syria, their population is estimated at around 700,000 (of around 23 million total Syrian population), with the majority residing in the southern As-Suwayda Governorate – or province – which serves as their traditional stronghold.

    Since the 2011 uprising against the Assad regime, the Druze have maintained a degree of autonomy, successfully defending their territory from various threats, including ISIS and other jihadist groups.

    Following Assad’s fall late last year, the Druze — along with other minority groups such as the Kurds in the east and Alawites in the west — have called for the country to be federalized.

    They advocate for a decentralised model that would grant greater autonomy to regional communities.

    However, the transitional government in Damascus is pushing for a centralised state and seeking to reassert full control over the entire Syrian territory. This fundamental disagreement has led to periodic clashes between Druze forces and government-aligned troops.

    Despite the temporary ceasefire, tensions remain high. Given the core political dispute remains unresolved, many expect renewed conflict to erupt in the near future.

    Why is Israel involved?

    The ousting of the Assad regime created a strategic opening for Israel to expand its influence in southern Syria. Israel’s involvement is driven by two primary concerns:

    1. Securing its northern border

    Israel views the power vacuum in Syria’s south as a potential threat, particularly the risk of anti-Israeli militias establishing a foothold near its northern border.

    The Israeli Defence Forces will not allow a military threat to exist in southern Syria and will act against it.

    Likewise, Prime Minister Benjamin Netanyahu, who has stated he will not allow Syrian forces south of Damascus:

    We are acting to prevent the Syrian regime from harming them [the Druze] and to ensure the demilitarisation of the area adjacent to our border with Syria.

    In line with these warnings, the Israeli Air Force has conducted extensive strikes against Syrian military infrastructure, targeting bases, aircraft, tanks, and heavy weaponry.

    These operations are intended to prevent any future buildup of military capacity that could be used against Israel from the Syrian side of the border.

    2. Supporting a federated Syria

    Israel is backing the two prominent allied minorities in Syria — the Kurds in the northeast and the Druze in the south — in their push for a federal governance model.

    A fragmented Syria, divided along ethnic and religious lines, is seen by some Israeli policymakers as a way to maintain Israeli domination in the region.

    This vision is part of what some Israeli officials have referred to as a “New Middle East” — one where regional stability and normalisation emerge through reshaped borders and alliances.

    Israeli Foreign Minister Gideon Sa’ar recently echoed this strategy, stating:

    A single Syrian state with effective control and sovereignty over all its territory is unrealistic.

    For Israel, the logical path forward is autonomy for the various minorities in Syria within a federal structure.

    The United States’ role?

    According to unconfirmed reports, Washington has privately urged Israel to scale back its military strikes on Syria in order to prevent further escalation and preserve regional stability.

    The US is promoting increased support for Syria’s new regime in an effort to help it reassert control and stabilise the country.

    There are also indications the US and its allies are encouraging the Syrian government to move toward normalisation with Israel. Reports suggest Tel Aviv has held talks with the new Sharaa-led regime about the possibility of Syria joining the Abraham Accords (diplomatic agreements between Israel and several Arab states), which the regime in Damascus appears open to.

    US Special Envoy Tom Barrack has described the recent clashes as “worrisome”, calling for de-escalation and emphasising the need for

    a peaceful, inclusive outcome for all stakeholders – including the Druze, Bedouin tribes, the Syrian government, and Israeli forces.

    Given the deep-rooted political divisions, competing regional agendas, and unresolved demands from minority groups, the unrest in southern Syria is unlikely to end soon.

  • MIL-OSI Security: Guam Meth Trafficker Sentenced to 135-Months in Federal Prison

    Hagåtña, Guam – SHAWN N. ANDERSON, United States Attorney for the Districts of Guam and the Northern Mariana Islands, announced that defendant Gavin Domingo Alimurong, age 27, from Dededo, Guam was sentenced to 135-months imprisonment.  He was charged in the U.S. District Court of Guam with Conspiracy to Distribute Fifty or More Grams of Methamphetamine Hydrochloride, in violation of 21 U.S.C. §§ 841(a)(1) and (b)(1)(A)(viii) and 846. Alimurong also forfeited four vehicles, jewelry, luxury bags, and $350,164 in cash.  The Court also ordered five years of supervised release and a mandatory $100 special assessment fee.  In addition, defendants convicted of a federal drug offense may no longer qualify for certain federal benefits.

    Between July 2019 and July 2022, Alimurong conspired with others to distribute methamphetamine in Guam. He obtained methamphetamine, cocaine, and ecstasy through the dark web, converting U.S. currency into Bitcoin to pay for drugs shipped to Guam via the U.S. Postal Service. In December 2021, Guam Police Department investigated a domestic violence incident involving Alimurong.  During searches of his residence and vehicle, law enforcement seized 594 grams of methamphetamine and 401 grams of cocaine, in addition to pharmaceuticals including oxycodone, alprazolam, and amphetamine pills.  Police also seized glass pipes, a pill crusher, a digital scale, plastic zip-top bags, a money counter, a postal stamp printer, and various luxury items.  Officers also recovered a firearm, ammunition, and $93,124 in cash.

    A search of a storage locker revealed an additional $257,040 in U.S. currency from illegal drug sales. Western Union records indicated that Alimurong wired $103,165 to multiple individuals in China, Vietnam, Bolivia, Colombia, Laos, and the United States.

    “Law enforcement removed a prolific drug dealer from the streets of Guam,” stated United States Attorney Anderson.  “Drug defendants, such as Alimurong, face more than a substantial term of imprisonment.  We will also take any property earned from or facilitating drug trafficking.  I applaud our multi-agency partners that continue to protect our communities from this dangerous activity.”

    “Drug trafficking will not be tolerated in our communities,” said Anthony Chrysanthis, Deputy Special Agent in Charge of the Drug Enforcement Administration Los Angeles Field Division, which oversees Guam. “We will vigorously pursue all criminals who flood our streets with their poison and ensure they face the full force of the law.”

    A library forum was recently held at the Polytechnic University “KorFor-2025”A special gift for the forum guests was a tour of rare and often closed to the general public libraries of St. Petersburg.

    For example, the tour participants got acquainted with the oldest military library in Russia, which is located in the historical building of the General Staff on Palace Square. Over 210 years, the Military Historical Library of the General Staff of the Armed Forces of the Russian Federation has collected a unique collection on military history and military art from ancient times to the present day. A special pride is the richest collection of maps of military operations for more than 200 years of history. The employees talked about their work, about new technologies used in the library, which carefully stores not only documents, but also the memory of great events in the history of our Motherland.

    The history of the Scientific Library of the Russian Academy of Arts begins at the time of the founding of the Academy of Arts in 1757. The basis of the library’s collection was a gift from the founder of the Academy of Arts, Ivan Ivanovich Shuvalov. Currently, its collection contains about 315,000 books, periodicals and musical editions. The library collection contains books mainly of theological and church-historical content. The excursionists were especially impressed by the academic temple in the name of the Apostle and Evangelist John the Theologian, which houses the revered icon of the Mother of God “The Sign” of Tsarskoye Selo and other holy relics.

    overnor Kathy Hochul today announced $1 million in grants to 16 veterans organizations across New York State through the third round of the Veterans’ Nonprofit Capital Program. These grants will support capital improvements to facilities that serve the state’s veterans, service members and their families.

    “Our veterans, who have courageously served to protect our country, need and deserve to have access to safe, quality facilities to gather with family and loved ones,” Governor Hochul said. “This investment will not only allow for critical infrastructure upgrades, but it will also allow veterans to come together and bond with their community and families.”

    The grants, administered by the Dormitory Authority of the State of New York (DASNY) in partnership with the Department of Veterans’ Services, provide reimbursement for capital improvement projects ranging from $25,000 to $75,000. Veterans organizations will use the funding for critical infrastructure upgrades including new roofs, HVAC systems, electrical improvements, ADA-compliant modifications and renovations to kitchens and common areas.

    Recipients are located across six regions: Capital Region (4), Central New York (1), Finger Lakes (4), Long Island (2), Mid-Hudson (1) and Western New York (4). Projects include roof replacements, parking lot reconstruction, generator installations and facility accessibility improvements. A list of awards is located here.

    Satellites circling the Earth have many different functions, including navigation, communications and Earth observation. About 8%-10% of all active satellites are military or “dual use” serving intelligence or reconnaissance functions as spy satellites.

    But it was a climate satellite serving as both spy and “name and shame” police officer in the sky that recently caught the world’s attention when it went quiet.

    MethaneSat was developed to spot emission hot spots or plumes of invisible methane pollution from space. Built by the US non-profit, the Environmental Defense Fund with Nasa’s support, it tracked methane leaks from oil and gas sites, farms and landfills across the globe.

    These are among the biggest human-caused emission sources. But methane emissions are traditionally hard to spot because they come from so many relatively small point sources or plumes.

    This specialist observation satellite was developed and deployed because methane acts differently to other greenhouse gas emissions. Methane is a powerful greenhouse gas that, over 20 years, is more than 80 times more powerful a greenhouse gas than carbon dioxide.

    Since 1750, additional human-caused methane emissions have contributed directly and indirectly, to around 60% of the global warming of carbon dioxide over that time.

    Methane also has a short lifetime. Where carbon dioxide stays in the atmosphere for in excess of 100 years, relying on plant uptake for its removal from the atmosphere and conversion into other carbon forms, methane is broken down in the atmosphere by molecules known as hydroxyl radicals. These are nicknamed “the atmosphere’s detergent”, because they effectively remove methane from the atmosphere in less than ten years.

    This combination of short lifetime and high global warming potential (a measure of the climate strength of the gas relative to carbon dioxide) makes methane both a problem and an ideal target for reduction. In fact, growth in atmospheric methane is occurring at such a rate that it is placing us dangerously off track from meeting our Paris agreement obligations to stay within 1.5°C of climate warming by 2050 and 2°C by 2100.

    Eyes in the sky

    But how can we achieve these reductions and what was the role of MethaneSat in seeking to meet this objective?

    There are two ways atmospheric methane concentrations can be reduced. A recent and more challenging proposition is that methane is actively removed from the atmosphere.

    This is difficult because it relies on technological advances that are at their earliest stages (although growing more trees can go some way to achieving this). Another more realistic approach is to reduce emissions and then to let atmospheric chemistry do the work of removing excess methane in the atmosphere.

    The global methane pledge was announced in 2021 at the UN climate summit, Cop26, in Glasgow. This aimed to reduce human-caused methane emissions by 30% on 2020 levels by 2030. More than 150 countries have now signed up to this pledge. If successful, it could reduce warming by up to 0.2°C by 2050. That’s why MethaneSat was so useful.

    MethaneSat is fitted with a hyperspectral sensor – which can record sunlight reflected off Earth in hundreds of narrow colour bands across the spectrum, far beyond what our eyes can see. It’s capable of picking up concentrations of methane in air at minute quantities.

    This sensor allowed the satellite to spot individual plumes of methane, so it had a crucial role in identifying those problem areas. Given that these are dispersed but also individual point sources, it was invaluable in intervening in the leaks, permitting identification of those responsible so they could be held to account and so address the problem.

    No one instrument can cover what MethaneSat could do with freely available data. It had high precision, high spatial resolution and, critically, global coverage and it was particularly useful at identifying plumes in nations that don’t have the resources for the sort of regional surveys using aircraft mounted systems that can fill the gap in developed regions.

    Now that MethaneSat is no longer operational, there are some other tools to identify small anthropogenic emissions sources, but they tend to be regionally focused like the aircraft measurements mentioned.

    Other satellites gather similar data but that data sits behind commercial paywalls, whereas MethaneSat data was freely available. Collectively, these drawbacks mean that it’s just going to be that much harder to spot the emissions MethaneSat was so good at tracking.

    On Wednesday 16 July, the North Atlantic Council approved the 2026-2030 Common Funding Resource Plan. This newest Resource Plan gives an overview of the resource demands over the next five years and allocates the necessary common funds to reflect NATO’s increased level of ambition. In approving this Resource Plan, the Council agreed the 2026 ceilings for the common‑funded Military and Civil Budgets, as well as for NATO’s Security Investment Programme, allocating in total EUR 5.3 billion.

  • UK lifts ban on Pakistani airlines after five years

    Britain has lifted a five-year ban on Pakistani airlines, allowing them to apply to resume UK flights just as Islamabad steps up efforts to privatise its national carrier, Pakistan International Airlines. 

    The ban was imposed in 2020, days after Pakistan launched an investigation into the validity of pilot licences issued in the country following a PIA plane crash that killed 97 people.

    The British High Commission said on Wednesday the lifting of the ban followed safety improvements by Pakistani authorities. The decision comes just months after the European Union took similar steps.

    While several private Pakistani airlines operate domestically and on regional routes, primarily to the Middle East, PIA has historically been the only carrier to operate long-haul flights to Britain and the European Union.

    PIA had previously estimated an annual revenue loss of around 40 billion rupees ($144 million) due to the ban. The airline has long considered UK routes, including London, Manchester, and Birmingham, among its most profitable, and holds sought-after landing slots at London’s Heathrow Airport that could become active again.

    Flights would resume with the Islamabad-Manchester route, with three weekly flights planned initially pending schedule approval, the spokesperson added.

    Earlier this month, Pakistan approved four groups to bid for a 51-100% stake in PIA. Final bids are expected later this year.

    The government is hoping that recent reforms, which led to the airline’s first operating profit in 21 years – will help attract buyers under a broader IMF-backed privatisation push.

    Pakistani Defence Minister Khawaja Muhammad Asif told a press conference on Wednesday that the resumption of all routes would improve PIA’s value ahead of the privatisation. He also said there were plans to restart flights to New York.

    Britain has lifted a five-year ban on Pakistani airlines, allowing them to apply to resume UK flights just as Islamabad steps up efforts to privatise its national carrier, Pakistan International Airlines. 

    The ban was imposed in 2020, days after Pakistan launched an investigation into the validity of pilot licences issued in the country following a PIA plane crash that killed 97 people.

    The British High Commission said on Wednesday the lifting of the ban followed safety improvements by Pakistani authorities. The decision comes just months after the European Union took similar steps.

    While several private Pakistani airlines operate domestically and on regional routes, primarily to the Middle East, PIA has historically been the only carrier to operate long-haul flights to Britain and the European Union.

    PIA had previously estimated an annual revenue loss of around 40 billion rupees ($144 million) due to the ban. The airline has long considered UK routes, including London, Manchester, and Birmingham, among its most profitable, and holds sought-after landing slots at London’s Heathrow Airport that could become active again.

    Isle of Wight coastal defence schemes get new webpages

    The new webpages for Yaverland, Shanklin and Ventnor make it easier for communities to stay informed about vital coastal protection work.

    Updates on coastal defence schemes for Ventnor, Shanklin and Yaverland will now be available online

    New webpages filled with information about the coastal defence schemes in Shanklin, Yaverland, and Ventnor have launched.

    These webpages provide easy access to up-to-date information about the schemes, including background details, key documents, engagement updates, and next steps.

    Facilitated by the Environment Agency and Isle of Wight Council, the new webpages make it easier for residents, businesses, and stakeholders to stay informed and involved in the coastal defence planning process by posting their questions and ideas. 

    Earlier this year, a series of community engagement events were held in February and April at locations in Ventnor, Shanklin, and Yaverland.

    Together, these activities captured local views on the urgent need to address coastal risks and gathered ideas for improving the seafronts for residents, businesses, and visitors. 

    More than 400 people attended the in-person events, and over 200 contributed feedback. Key themes in the report include:  

    • A strong community desire for coastal protection that is accessible, attractive, and resilient.  

    • Support for placemaking features such as improved seating, planting, signage, and public art.  

    • Clear interest in staying informed and involved as the scheme progresses.  

    Natasha Dix, service director of Waste, Environment and Planning at the Isle of Wight Council, said:   

    This feedback reflects the deep connection local people have with Ventnor’s coastline, and their clear vision for protection that enhances rather than detracts from what makes this area special.

    Residents have shown they want coastal defences that are not just functional but contribute to the character and accessibility of their seafront.

    David Gaskell, senior project officer for Ventnor at the Environment Agency, said:  

    We’re grateful for the open conversations and creative suggestions shared, and we’re committed to building on this as we move into the next phase of design and planning.

    Moving forwards, the projects are also planning to engage schools to hear from the younger generation who will benefit from the schemes over the next 50 years.

    Background

    • The Isle of Wight coastal defence schemes are a joint initiative between the Environment Agency and Isle of Wight Council. 

    • Community engagement events were held at Shanklin at the Shanklin and Sandown rowing club, in February 2025; at Yaverland, within the Brown’s Golf course venue, in February 2025; and in Ventnor, within Ventnor Exchange, in April 2025.

    A new £250 million investment from the UK Government into the Faslane nuclear weapons base is an ‘insult’ to local families in poverty, says the area’s Scottish Greens MSP Ross Greer.

    The United Kingdom’s nuclear weapons are housed on the River Clyde at HMNB Clyde, encompassing the Faslane and Coulport sites only 20 miles from Glasgow.

    In recent years, the cost for these weapons of mass slaughter has skyrocketed, with a report in 2023 uncovering “costs increased by £38.2 billion to £99.5 billion” a 62% increase for the Defence Nuclear Organisation.

    UK Labour Ministers Ian Murray and Maria Eagle will visit HMNB Clyde (Faslane) today to announce the funding for new nuclear infrastructure at the same time as their Government refused to lift thousands of children out of poverty by scrapping the Tories’ cruel two-child benefit cap and its associated ‘rape clause’.

    Reacting to the visit Scottish Greens MSP for West Scotland, Ross Greer said:

    “Pouring hundreds of millions of pounds of taxpayers’ money into military gimmicks won’t make us any safer. It will only take money away from the urgent work needed to lift children out of poverty and tackle the climate emergency. The only winners here are the arms companies who will make a fortune.

    “The UK Government continues to use Scotland as a dumping ground for their weapons of mass slaughter. This new funding isn’t going to reduce the risk of living near Faslane nor the totally unacceptable risk of transporting nuclear and explosive materials by road through Scotland’s towns and cities.

    “Even if these weapons had no cost implications, they would still be totally immoral and a huge risk to the people of Scotland. There can never be justification for weapons which are only capable of indiscriminate mass killing. The terrible legacy of the bombings of Hiroshima and Nagasaki is all the warning we need from history in that regard.

    “Our communities in the West of Scotland need sustainable, safe jobs and a decent safety net in the social security system. This money could have been used for that, but instead it will go straight to some of the world’s biggest arms manufacturers.

    “Faslane could be a conventional naval base, meeting our defensive needs on the west coast for a fraction of the cost of this nuclear arsenal, with the rest of that money used to make this a fairer and greener country. But yet again, it will instead be thrown into the bottomless pit of money that is the Trident nuclear weapon programme.”

  • MIL-OSI China: Pentagon orders half of National Guard to leave Los Angeles

    The U.S. Department of Defense on Tuesday ordered 2,000 of the roughly 4,000 California National Guard members deployed in the Los Angeles area to return to their home commands.

    “Thanks to our troops who stepped up to answer the call, the lawlessness in Los Angeles is subsiding,” said Pentagon spokesperson Sean Parnell in a statement, announcing Defense Secretary Pete Hegseth’s decision to scale back the deployment.

    The “federal protection mission” had achieved its immediate goals, the statement said.

    It was not specified how soon the service members would leave, while some officials said units would redeploy “in an orderly manner”. The California National Guard confirmed it had begun contacting commanders to arrange transportation for soldiers whose assignments are ending.

    The Trump administration federalized around 4,000 California National Guard members and dispatched about 700 active-duty Marines to the Los Angeles area in June after large-scale protests erupted over immigration enforcement raids in the area.

    California Governor Gavin Newsom and Los Angeles Mayor Karen Bass sharply criticized the deployment, arguing that the heavy military presence aggravated tensions rather than restored calm. Both officials reiterated on Tuesday that complete control of public-safety operations should be returned to state and local agencies at once.

    “Thousands of members are still federalized in Los Angeles for no reason and unable to carry out their critical duties across the state,” Newsom said in a post on X. “End this theater and send everyone home.”

    At a press conference Tuesday evening, Bass said the troops were “deployed unnecessarily” and “used as props” by the Trump administration. “I am hoping that this is the beginning of a complete withdrawal,” she said as quoted by the Los Angeles Times.

    Even after the drawdown, some 2,000 Guard troops and all 700 Marines will remain in the Los Angeles area. Their responsibilities include protecting federal buildings and assisting U.S. Immigration and Customs Enforcement agents in their operations.

    Chief Secretary Chan Kwok-ki met local officials and attended activities relating to the Strive & Rise Programme during a visit to Harbin, Heilongjiang, yesterday and today.

    Yesterday, Mr Chan met CPC Heilongjiang Provincial Committee Secretary Xu Qin to exchange views on deepening co-operation between Hong Kong and Heilongjiang.

    Highlighting that the two places entered into various pacts at the Heilongjiang-Hong Kong Investment Cooperation Conference, held in Hong Kong in March, Mr Chan said Hong Kong-Heilongjiang exchanges have reached an unprecedented level.

    Stressing that Hong Kong possesses unique advantages under “one country, two systems” and offers a favourable business environment, Mr Chan said he eagerly looks forward to Hong Kong-Heilongjiang ties making greater contributions to the country.

    Afterwards, Mr Chan attended the launch ceremony of the Hong Kong Patriotic Education Heilongjiang Study Tour, which is part of the Strive & Rise Programme. He encouraged participants to make the most of the study tour to deepen their understanding of the country and to use it to help them set goals for the future.

    This morning, the Chief Secretary and members of the study tour visited the Exhibition Hall of Evidences of Crime Committed by Unit 731 of the Japanese Imperial Army. He expressed hope that the youths, through learning about the unit’s crimes, would gain a fuller understanding of the hardships encountered in the country’s development and build a firmer patriotic sentiment.

    This afternoon, Mr Chan met CPC Harbin Municipal Committee Secretary Yu Hongtao to exchange views on strengthening co-operation between Hong Kong and Harbin.

    Highlighting that Harbin has been one of the Mainland cities included in the Individual Visit Scheme since last May, and that direct flights between Hong Kong and Harbin have been launched, the Chief Secretary said he hopes the two cities can work together to develop more co-operation opportunities. He added that he anticipates more young people from Hong Kong will visit Harbin, thereby enhancing their sense of national identity and pride.

    Mr Chan returned to Hong Kong this afternoon.
