  • MIL-OSI USA: AG Labrador Announces Dismissal of EMTALA Challenge to Idaho Defense of Life Act

    [BOISE] – Attorney General Raúl Labrador announced today that the new Trump Administration’s Department of Justice is dismissing any further action against Idaho’s Defense of Life Act, argued in Idaho v. United States.“It has been our position from the beginning that there is no conflict between EMTALA and Idaho’s Defense of Life Act,” said Attorney General Labrador.  “The goal of each is to save lives in every circumstance, both the mother and their unborn child.  We are grateful that meddlesome DOJ litigation on this issue will no longer be an obstacle to Idaho enforcing its laws.  Idaho will continue defending life as intended by the legislature and our people.”
    After the passage of Idaho’s Defense of Life Act, the Biden Administration’s Department of Justice sued Idaho, refusing to accept the Supreme Court’s 2023 decision in Dobbs which remanded abortion policy to the individual states.  The Biden DOJ claimed that federal law under EMTALA (Emergency Medical Treatment and Labor Act), a 1986 federal statute designed to provide stabilizing treatment at emergency rooms regardless of a patient’s ability to pay, somehow instead mandated abortions, in contravention of Idaho’s Defense of Life Act.
    The Idaho Supreme Court made it very clear that Idaho’s Defense of Life Act permits an abortion based on the subjective, good-faith medical judgement of a doctor who believes the life of the mother is threatened.  Neither a doctor’s certainty nor immanency of death is required for this judgement.  Idaho has argued that EMTALA does not mandate a standard of care, nor requires abortion, but specifically states that emergency rooms are to treat both mothers and their unborn children.

  • MIL-OSI Security: U.S. 4th Fleet Conducts Maritime Staff Talks with Ecuador

    Rear Adm. Carlos Sardiello, commander of U.S. Naval Forces Southern Command/U.S. 4th Fleet, hosted a delegation from the Ecuadorian Navy (Armada del Ecuador) for Maritime Staff Talks (MST) Feb. 27-28. The talks took place at historic St. Francis Barracks, Florida National Guard Headquarters.

    Sardiello, leading the U.S. delegation alongside representatives from the U.S. Marine Corps and U.S. Coast Guard, welcomed the Ecuadorian Navy General Inspector, Rear Adm. Luis Eduardo Piedra and his delegation.

    “This meeting represents a valuable opportunity to deepen our coordination, interoperability, mutual understanding, directly contributing to strengthening U.S. and regional security and prosperity,” said Rear Adm. Sardiello.

    Rear Adm. Piedra echoed the sentiment of collaboration, emphasizing the importance of building trust during the talks.

    “Without a doubt, the efforts made in this successful MST materialized in several action items which will contribute to making both of our countries stronger, safer and more prosperous,” said Rear Adm. Piedra.

    Discussions focused on upcoming exercises, including Ecuador’s participation in UNITAS 2025, which will serve as a key event commemorating the upcoming 250th anniversaries of the U.S. Navy and Marine Corps. 

    Additionally, the Continuing Promise 2025 deployment was highlighted, with the USNS Comfort scheduled to make a stop in Ecuador as part of its six-mission stop humanitarian effort. 

    The U.S. delegation also provided updates on hybrid fleet operations in the Eastern Pacific.

    Ecuador delivered presentations and briefed the U.S. delegation on mission objectives and maritime domain operations conducted by their Navy, both domestically and regionally. 

    The MST concluded with tour of the Castillo de San Marcos, a gift exchange, and Rear Adm. Sardiello and Rear Adm. Piedra signing minutes, signifying agreement on key points and continued collaboration. Both leaders expressed a shared commitment to reinforcing the strong and enduring partnership between the United States and Ecuador in the maritime domain.

  • MIL-OSI USA: Grassley, Durbin Introduce Bipartisan Legislation to Curb Food Waste

    WASHINGTON – Sens. Chuck Grassley (R-Iowa) and Dick Durbin (D-Ill.) introduced the bipartisan Reduce Food Loss and Waste Act to prevent and reduce food waste across the country. Each year, the U.S. produces and imports 237 million tons of food, but 31 percent of this food is never sold or eaten, while millions of Americans experience food insecurity.
    “Too many families suffer from food insecurity. The Iowa Waste Reduction Center at the University of Northern Iowa has demonstrated the economic and environmental benefits of reducing food waste, and Congress should act to build on this impactful work. Our legislation would recognize businesses for using excess food responsibly and incentivize others to improve their practices,” Grassley said.
    “While millions of Americans face food insecurity, millions of tons of food waste end up in landfills every year and contribute to methane emissions that drive the climate crisis. We must address these crises for the sake of hungry families, our economy and our environment. Today, I’m reintroducing the bipartisan Reduce Food Loss and Waste Act with Senator Grassley to move our country toward more conscious consumption and curbing food waste,” Durbin said.
    “Food waste continues to be a national concern for our communities, especially here in Iowa, where 22 percent of all waste going to our landfills is food. We look forward to working with Senators Durbin and Grassley to support the Reduce Food Loss and Waste Act through our continued initiatives at the Iowa Waste Reduction Center,” said Mark Nook, President of the University of Northern Iowa.
    Specifically, the Reduce Food Loss and Waste Act would establish a “Food Loss and Waste Reduction Certification,” and direct the Department of Agriculture (USDA) to create:
    Criteria, which businesses and organizations would have to meet to receive a Food Loss and Waste Reduction Certification;
    A verification process, to confirm that businesses and organizations have achieved the criteria; and
    A label, which certified businesses and organizations would be authorized to use on their products, buildings and websites.
    The “Food Loss and Waste Reduction Certification” would be similar to existing certifications, such as ENERGY STAR and the BioPreferred Program. The Reduce Food Loss and Waste Act would direct USDA to promote the certification to ensure that consumers are informed about which businesses and organizations have received it.
    The Reduce Food Loss and Waste Act has support from the University of Northern Iowa, National Restaurant Association and Consumer Brands Association, Natural Resources Defense Council, Harvard Food Law and Policy Clinic, World Wildlife Fund, Too Good To Go, Kellanova and FMI – The Food Industry Association.
    Background:
    Food waste has significant economic, environmental and social impacts. More than $440 billion is spent annually to produce and dispose of food that is never consumed or sold. Sending uneaten food to landfills or incinerators uses up more than 20 trillion liters of water, which is equivalent to the annual water use of 50 million homes, according to the Environmental Protection Agency (EPA).
    Additionally, just one-third of food waste, if saved from disposal, could feed the 47 million Americans, including 14 million children, who are suffering from food insecurity, according to the Natural Resources Defense Council.

  • MIL-OSI USA: Schatz Condemns Trump’s Illegal Dismantling Of USAID As Internal Memos Warn Of Millions Of Deaths, Global Humanitarian Catastrophe

    WASHINGTON — During a Senate Foreign Relations Committee confirmation hearing today, U.S. Senator Brian Schatz (D-Hawai‘i), Ranking Member of the Senate Appropriations Subcommittee on State, Foreign Operations, and Related Programs, called attention to President Donald Trump’s unlawful efforts to dismantle the U.S. Agency for International Development (USAID), warning that it puts millions of lives and American interests at risk.
    “Because we haven’t had Secretary Rubio here to talk about the evisceration of USAID, it is important for everybody to understand exactly what happened,” said Senator Schatz. “The so-called Department of Government Efficiency had said that they’re going to feed USAID to the woodchipper. That does not sound like a good faith review.”
    Citing USAID’s own internal memos, Schatz outlined the dire consequences of Trump’s closure of the agency, including up to 18 million additional cases of malaria per year leading to as many as 166,000 deaths; 200,000 children paralyzed with polio annually with hundreds of millions of infections; a million children left without treatment for severe malnutrition each year; and more than 28,000 new cases of deadly diseases like Ebola and Marburg annually.
    “Does the United States of America, under any president, support 18 million additional cases of malaria? Is that who we’ve become? Is that America first?” Senator Schatz continued. “We’re going to disagree about a lot in the foreign policy space, but we should not disagree about abiding by the law. We should not disagree that babies, when we can prevent it, should not get HIV/AIDS from their moms. I am just hoping, I am praying, I am begging that we can get back to a bipartisan consensus that we don’t cut off our nose to spite our face. We are the good guys. We do not cause death on purpose.”

    I’ve been in the Senate for more than ten years. Only one other time, I’ve not asked a question. I’m not going to ask a question. I think it’s very important that all of us, because we haven’t had Secretary Rubio here to talk about the evisceration of USAID, it is important for everybody to understand exactly what happened.
    I’m just going to lay out the facts here. First of all, it’s important to understand that the so-called Department of Government Efficiency had said that they’re going to feed USAID to the woodchipper. That does not sound like a good faith review. They said it was going to be a 90-day review. And then when a federal court said that they had to not violate the Foreign Assistance Act and the appropriations law and the Prompt Payments Act and the Impoundment Act, they came back, and they eliminated 5,800 programs at AID and another 4,000 at State. Flatly illegal.
    Any administration is within their rights, maybe even obliged, to review and reform spending. The way to review and reform spending is in this building. Senator Graham, the chairman of the SFOPS committee, and myself, as the ranking member of the SFOPS committee, had a very constructive conversation about how to better align the State Department’s objectives with USAID’s objectives.
    And by the way, this has been a bipartisan complaint over many, many administrations that they are not sufficiently aligned and that we’re not targeting economic assistance, foreign military financing, and humanitarian aid as precisely as we ought to. And maybe even that some of the NGOs and for-profits that deliver the aid ought to be held accountable, just like in the Defense Department, just like any other department for reducing their overhead costs.
    I said, ‘I’m in.’ Two days later, they send 94% of employees home. Secretary Rubio reassures us multiple times, most of us on this committee on a bipartisan basis, ‘Don’t worry, there’s a waiver process.’ There is a waiver process. The problem is the building is shut down and nobody has access to their emails. You cannot process a waiver for life-saving humanitarian aid with no personnel.
    And so if there is an effort to reform USAID, to tighten up what it is that we do, to make sure that… and everybody, by the way, has, since I got on this committee and before, everybody talks about how smart China is for having Belt and Road, for making friends across the planet and how cheap it is to do this kind of diplomacy compared to the Department of Defense.
    And we admire that, and we ponder it, and we say we should do our own version of that. That’s USAID. It’s also parts of the State Department. And so I am all in for a 90-day review. But I just want everybody to understand what is happening now. A, what is happening is illegal. It is violating the Foreign Affairs Reform and Restructuring Act of 1998. It is violating the Impoundment Control Act, and it is violating annual appropriations bills. So first of all, it’s illegal.
    Second of all. According to USAID’s own internal memos, this closure will result in up to 18 million additional cases of malaria per year. Because of the United States’ illegal decision to shutter this agency. I can’t believe that this has taken on some sort of partisan vibe. Does the United States of America, under any president, support 18 million additional cases of malaria? Is that who we’ve become? Is that America first?
    We’re going to disagree about a lot in the foreign policy space, but we should not disagree about abiding by the law. We should not disagree that babies, when we can prevent it, should not get HIV/AIDS from their moms. And we should not disagree about a basic premise of foreign policy and the exercise of American might, which is: sometimes the smartest thing for us to do is to show up with help. We have been doing this on a bipartisan basis, and we have to get back to that.
    This idea of a waiver process is fine, except it’s not working. This idea of a 90 day review is fine, except in the meantime, we’ve eviscerated the program. And so I understand none of you are in the government. But I am just hoping, I am praying, I am begging that we can get back to a bipartisan consensus that we don’t cut off our nose to spite our face. We are the good guys. We do not cause death on purpose.

  • MIL-OSI Security: United States Attorney Durham Launches the Eastern District of New York’s Transnational Criminal Organizations Strike Force

    Strike Force Focuses on Dismantling Cartels and Transnational Criminal Organizations

    U.S. Attorney for the Eastern District of New York John J. Durham announced today the creation and launch of the Eastern District of New York’s Transnational Criminal Organizations (TCOs) Strike Force. Capitalizing on the Office’s preeminence in this area, the Strike Force will focus on investigating, prosecuting and dismantling cartels and TCOs, and their senior leadership by bringing charges that include terrorism, racketeering and operating a continuing criminal enterprise.

    “I am establishing this Strike Force with immense pride in what this Office has already accomplished, as well as the knowledge that there is much more work to be done in the fight against TCOs,” stated United States Attorney Durham.  “Because of my Office’s significant experience and expertise in this area, we have a responsibility to our community and our country to dismantle these ruthless organizations from the top down in order to stop the violence, flow of drugs, and dangers they unleash in our District and across the nation.”

    For more than two decades, the U.S. Attorney’s Office for the Eastern District of New York has been a nationwide leader in prosecuting many of the most significant TCOs in the country and the world, including innovative indictments of the highest-ranking international leaders of the La Mara Salvatrucha (MS-13), Sinaloa CartelGuadalajara Cartel, Juarez CartelH-2 Drug CartelClan de Golfo and others.  In addition, this Office has investigated and prosecuted numerous other TCOs that have a significant operating presence in our district, including the Trinitarios18th Street and, more recently, Tren de Aragua (TdA). Notably, United States Attorney Durham has been at the forefront of these prosecutions, leading and serving on the Attorney General’s Transnational Organized Crime Task Force Subcommittee for MS-13 and directing Joint Task Force Vulcan, while other AUSAs in the Office have served on the subcommittees for Sinaloa, Jalisco New Generation (CJNG) Cartel, Hezbollah and Clan de Golfo.

    Consistent with the Attorney General’s memorandum titled “TOTAL ELIMINATION OF CARTELS AND TRANSNATIONAL CRIMINAL ORGANIZATIONS” issued on February 5, 2025, which provided further guidance regarding President Trump’s January 20, 2025 Executive Order regarding TCOs such as TdA and MS-13, the Strike Force’s mission is as follows:

    • Investigating, prosecuting and dismantling cartels and TCOs, with a particular focus on their senior leadership and management, including without limitation: Mexican drug cartels such as the Sinaloa, H-2, Juarez, CJNG and Clan de Golfo cartels, and TCOs that have a significant operating presence in the District, such as MS-13, the Trinitarios, the 18th Street gang and TdA.   

    • Disrupting the criminal activities of TCOs, particularly those operating in the United States and/or that impact United States victims at home or abroad, including TCOs engaged in criminal activity involving terrorism; racketeering; drug trafficking, particularly with respect to fentanyl and fentanyl precursors; violent crime; human trafficking and smuggling; corruption of foreign officials; money laundering; immigration crimes; and fraud and cybercrime schemes.

    • Identifying the sources and methods of illicit funds related to TCO financing and profits, and seizing and forfeiting bank accounts, digital assets, real property and other assets that are criminally derived, commingled with criminal proceeds, or otherwise involved in money laundering by or in support of TCOs.

    • Coordinating the investigative efforts of the Office’s federal law enforcement partners in the Eastern District and beyond, including the Federal Bureau of Investigation, Drug Enforcement Administration, Homeland Security Investigations, Bureau of Alcohol, Tobacco, Firearms and Explosives, United States Postal Inspection Service, Internal Revenue Service, as well as High Intensity Drug Trafficking Areas Program (HIDTA), state and local police departments and district attorneys’ offices.

    • Strengthening the Office’s partnerships and coordination with other Department of Justice components, including the National Security Division, Criminal Division, Joint Task Force Vulcan, Joint Task Force 10-7, Joint Task Force Alpha, OCDETF, MLARS, NDDS, OIA and other United States Attorney’s Offices. 

    The Chief of the International Narcotics and Money Laundering Section Francisco J. Navarro has been selected to serve as Director of the EDNY TCO Strike Force, and Assistant U.S. Attorneys Megan E. Farrell and Gabriel Park have been selected as Deputy Directors.  In addition, the Strike Force will have at least one representative from each section of the Office’s Criminal Division to capitalize on existing experience, coordinate strategic focus and maximize resources to make an even more significant impact combatting TCOs. The Strike Force will also include OCDETF-designated AUSAs, Project Safe Neighborhood (PSN) coordinators, as well as a designated representative from the Civil Division to ensure the Strike Force leverages civil remedies as appropriate.  The Strike Force will also coordinate closely with the Office’s Immigration Enforcement Working Group.

    Francisco J. Navarro

    AUSA Navarro joined the Department in 2013 and the Office in 2018 after serving as an AUSA in the District of New Jersey.  He has been in charge of INML since April 2023.  He received his B.A. from Boston University and his J.D. from Georgetown University Law Center.

    AUSA Navarro has prosecuted several significant narcotics, national security and material support cases.  He has also prosecuted significant white collar cases involving sanctions evasion, money laundering and the Bank Secrecy Act.  For example,  AUSA Navarro is part of the team prosecuting Rafael Caro Quintero for leading a continuing criminal enterprise, including his role in the kidnapping, torture and murder of DEA Special Agent Enrique “Kiki” Camarena.  He is also leading the team prosecuting Ismael Zambada Garcia (aka “El Mayo”) for his founding and two-decade leadership of the Sinaloa Cartel—a continuing criminal enterprise—and one of the most violent and powerful drug cartels in the world.  In United States v. Usuga David, et al., he led the team that obtained a 45-year prison sentence against Dairo Usuga David (aka “Otoniel”) who was the supreme leader of the Clan del Golfo and was considered the most dangerous narco-terrorist in Colombia since Pablo Escobar.  AUSA Navarro also led the team that obtained the first indictments in the nation against Chinese chemical manufacturing companies and employees for importing fentanyl precursors into the United States and working with Mexican cartels to manufacture and distribute fentanyl in the United States.  In addition, AUSA Navarro is also leading the prosecution of Mohammad Bazzi, a Specially Designated Global Terrorist and financier for Hizballah, a foreign terrorist organization on sanctions evasion and money laundering charges.  AUSA Navarro has been involved in multiple prosecutions of individuals and institutions for failing to follow United States laws regarding maintaining effective anti-money laundering programs, the prohibition on the provision of material support to designated Foreign Terrorist Organizations, or other financial regulations.

    Megan E. Farrell

    AUSA Farrell joined the Office in 2018, and currently serves in the Office’s Long Island Criminal Section.  She is one of the Office’s Human Trafficking Coordinators and previously served as an Acting Deputy Chief in the Office’s General Crimes Section.  She received her B.A. from Boston College and her J.D. from St. John’s University.

    AUSA Farrell has prosecuted significant organized crime, gang and sex trafficking cases during her time in the Office.  In United States v. Canales-Rivera et al. and United States v. Arevalo-Chavez et al., she is part of the team prosecuting the highest-ranking members of MS-13’s international command and control structure, including the body known as the Ranfla Nacional, with charges that include conspiracy to provide and conceal material support to terrorists, conspiracy to commit acts of terrorism transcending national boundaries, conspiracy to finance terrorism and narco-terrorism conspiracy.  In United States v. Alexi Saenz et al., AUSA Farrell was part of a team that secured the convictions of two MS-13 defendants to racketeering and other charges in connection with eight murders.  In United States v. Blanco et al., she was a member of the team that secured the convictions of three high-ranking MS-13 gang members to racketeering charges in connection with nine murders.  In United States v. Escobar, AUSA Farrell was part of the team that secured a sentence of 50 years after the defendant was convicted on April 8, 2022, following a four-week trial, of racketeering, including predicate acts of murder, conspiracy to murder rival gang members, and obstruction of justice and murder in aid-of racketeering, in relation to the deaths of four young men who were hacked to death with machetes and other sharp objects by  more than a dozen MS-13 members and associates after Escobar lured them to a local park in 2017.  In United States v. Lampley-Reid, AUSA Farrell was part of the team leading to a Bloods gang member being sentenced to 23 years in prison for sex trafficking of minors.  Additionally, AUSA Farrell is part of the team charging former CEO of Abercrombie & Fitch and two other individuals with sex trafficking and interstate prostitution.

    Gabriel Park

    AUSA Park joined the Office in 2022 after serving in the United States Air Force Judge Advocate General’s Corps.  He received his B.A. from Wake Forest University and his J.D. from Brooklyn Law School and clerked for the Honorable Dora L. Irizarry.  He currently serves in the Office’s Organized Crime and Gangs Section.

    AUSA Park has prosecuted significant violent organized crime and gang cases.  In United States v. Yu, he was part of the prosecution team that convicted two defendants who were subsequently sentenced to life imprisonment in a murder-for-hire scheme of a perceived business rival, and in the related case United States v. Abreu, AUSA Park was on the prosecution team that convicted a third defendant for his role in the murder-for-hire scheme.  In United States v. Thompson, AUSA Park was on the prosecution team that convicted a Long Island man who was later sentenced to 30 years in prison for drug trafficking, distribution of fentanyl that resulted in a death and illegal possession of firearms.

  • MIL-OSI USA: Washington state joins lawsuit over illegal federal employee firings

    SAN FRANCISCO – The Washington State Attorney General’s Office today joined a lawsuit against the U.S. Office of Personnel Management and other federal agencies over the administration’s damaging and illegal efforts to fire federal employees en masse.

    President Trump has engaged in all-out assault on public service since taking office, arbitrarily firing thousands of workers providing critical services to American communities and pledging to fire thousands more under false claims of performance issues. The firings have reached workers with excellent performance records and some with many years (or even decades) of federal service, including those newly promoted to supervisory or management positions.

    There are more than 12 million acres of federal land in Washington, managed by agencies thrown into chaos by these labor cuts. These illegal actions damage Washingtonians across a spectrum of needs – including the reliability of the state’s energy supply, wildfire and forest management, services to veterans, and supports for small businesses.

    Washington has about 76,000 federal employees, according to the state Employment Security Department. Based on information collected, the state believes at least 1,000 Washingtonians have lost their public service jobs through the president’s illegal actions and expects this number to rise if the illegality is not stopped.

    “Many of the president’s power grabs have this problem in common – they’re illegal,” Washington State Attorney General Nick Brown said. “These firings don’t save the public a dime, but they do make government less responsive, particularly in the communities across the nation where these employees live and serve.”

    The lawsuit, initially filed in Northern California on behalf of a coalition of labor groups and other impacted organizations, has already resulted in a temporary restraining order.

    The judge’s Feb. 27 order states the administration’s actions were likely illegal, directing the federal Office of Personnel Management to rescind its instruction to agencies to fire virtually all probationary employees.

    The original plaintiffs include the American Federation of Government Employees (AFGE); American Federation of State, County and Municipal Employees (AFSCME); Main Street Alliance; the Coalition to Protect America’s National Parks; Common Defense Civic Engagement; the Western Watersheds Project; AFGE Local 1216; AFGE Local 2110; VoteVets; and United Nurses Associations of California/Union of Health Care Professionals (UNAC/UHCP).

  • MIL-OSI USA: Search underway for missing plane near Ellensburg

    OLYMPIA – The Washington State Department of Transportation is searching for a missing plane in the hills near Ellensburg. 

    WSDOT Air Search and Rescue was notified Tuesday night of a missing a red, white and blue Cessna 150 enroute to the Lake Chelan Airport. The plane departed from the Yakima Air Terminal/McAllister Field at 3:43 p.m. Tuesday. A family member reported it missing when the plane did not arrive.

    WSDOT was notified of the missing plane by the Air Force Rescue Coordination Center via the Washington State Emergency Operations Center. Search efforts began immediately. A U.S. Army helicopter from the Yakima Training Center has been requested to assist in aerial search efforts. Chelan County Sheriff’s Office and Life Flight Air Ambulance are conducting additional aerial search flights today as well. Additional search resources from the Chelan, Grant and Douglas County Sheriff’s Offices are actively assisting.

    The Civil Air Patrol National Radar Forensics Team provided radar data for the missing plane. The data revealed the plane’s northward path toward Ellensburg, followed by a northeastern trajectory. The last recorded radar track indicated the plane’s location in the hills between Ellensburg and the Columbia River before the signal was lost. Ground and air search teams deployed throughout the night, focusing on the area where the plane’s last radar signal was detected. 

    Crews are taking advantage of daylight hours to continue search operations. Anyone who thinks they saw or heard the plane Tuesday or spotted anything in the area should call the State Emergency Operations Center at 800-258-5990 with details. Currently, search officials do not need volunteers to conduct air or land searches.

    Updates on the search will be posted on the WSDOT blog. Email updates from WSDOT are also available online by signing up and selecting the emergency news “air search and rescue” option. Barring new developments – which would be announced on the blog – the next update is planned for 5 p.m. Wednesday, March 5.

    WSDOT, by statute (RCW 47.68.380) is charged with the coordination and management of aerial search and rescue within the state. The agency works in conjunction with volunteer search and rescue groups, law enforcement and other agencies, such as the U.S. Navy, in carrying out such searches.

    Luján Bill Would Update the 1872 Mining Law Which Has Led to Significant Waste, Fraud, and Abuse

    Washington, D.C. – Today, U.S. Senator Ben Ray Luján (D-N.M.) introduced the Mining Waste, Fraud, and Abuse Prevention Act of 2025, legislation that would reform the broken 1872 Mining Law. Failure to update the 1872 Mining Law has allowed mining companies to exploit public resources for free, pass environmental costs onto taxpayers, and engage in speculation with minimal government oversight. Congressman Raúl Grijalva (D-Ariz.) leads companion legislation in the House.

    Senator Luján’s bill would update the 153-year-old law by eliminating patenting of federal lands, imposing a federal minerals royalty, establishing a Hardrock Minerals Reclamation Fund for the cleanup of abandoned mines, and requiring a review of certain lands within three years to determine if they should be available for future mining claims.

    Specifically, the Mining Waste, Fraud, and Abuse Prevention Act of 2025 would:

    • Require annual rental payments for claimed public land, thereby treating mine operators as other public land users.
    • Set a royalty rate of not less than 5% and not greater than 8% based on the gross income of production on federal land but would not apply to mining operations already in commercial production or those with an approved plan of operations.
    • Revenues would be deposited into a Hardrock Minerals Reclamation Fund for abandoned mine cleanup. Additionally, the Fund would be infused by an abandoned mine reclamation fee of 1% to 3%.
    • Allow the Secretary of the Interior to grant royalty relief to mining operations based on economic factors.
    • Require an exploration permit and mining operations permit for non-casual mining operations on federal land, which would be valid for 30 years and continue as long as commercial production occurs.
    • Permit states, political subdivisions, and tribes to petition the Secretary of the Interior to have lands withdrawn from mining.
    • Require an expedited review of areas that may be inappropriate for mining, and allow specific areas be reviewed for possible withdrawal.

    The Mining Law of 1872 was enacted to promote mineral exploration and development in the western United States. Today, the Civil War-era statute still guarantees broad rights to individuals and corporations, including foreign-owned, to extract minerals from public lands without payment of royalties to the federal government and constrains protections for public health and the environment.

    The legislation is cosponsored by U.S. Senators Michael Bennet (D-Colo.), Cory Booker (D-N.J.), Martin Heinrich (D-N.M.), Edward J. Markey (D-Mass.), Jeff Merkley (D-Ore.), Alex Padilla (D-Calif.), Bernie Sanders (D-Vt.), Chris Van Hollen (D-Md.), Ron Wyden (D-Ore), and Elizabeth Warren (D-Mass.).

    How Robust Facilities, Like NREL’s, Could Shrink the Chasm From Data to Demonstration

    This article is the first in a “Found at Flatirons” series that showcases the various technologies at NREL’s Arvada, Colorado, campus.

    In a large room with concrete-block walls, a crane lifts what looks like a miniature lunar lander out of a water tank. Water drips from the metal contraption as the crane slowly lowers it onto the floor. Then, the clock starts ticking.

    “My colleagues and I were like, ‘OK, as soon as it touches the ground, we’re going to do this and this and this,’” said Brittany Lydon, a mechanical engineering graduate student at the University of Washington.

    Lydon, who likens that moment to a race car pulling up to have its tires changed midrace, will not be sending her machine to the moon. But she is prepping it for a similarly harsh environment: the ocean.

    Lydon’s device is designed to harness wave energy, which is a type of marine energy, an early-stage, tricky-to-harness renewable that flows through the currents, tides, and other motions of our oceans and rivers. The United States has enough marine energy pulsing in its waters to meet about 60% of the country’s electricity needs. We cannot capture all that energy, but even a little could help energize offshore industries (like seafood farms), give coastal and island communities the power to weather outages or natural disasters, and help the country reach its energy goals.

    However, the marine energy industry needs custom facilities and instruments to vet their novel tech. Researchers studying solar panels can prop a new prototype in a sunny field to see if it works, but tossing an untested marine energy device into the ocean is a bit like hopping into an experimental space shuttle and hitting the ignition.

    “You could argue that, in some ways, space exploration is actually easier,” said Ben McGilton, an electrical engineer at the U.S. Department of Energy’s National Renewable Energy Laboratory (NREL) who studies marine energy technologies. “In space, conditions like gravity, radiation, and vacuum are relatively predictable, whereas the ocean’s ever-changing waves, currents, and corrosive saltwater can create unforeseen challenges that are nearly impossible to simulate perfectly.”

    Marine energy developers often start with a functional theoretical design. But even the best virtual designs cannot account for every invisible defect or ocean oddity. Developers need a lab-sized ocean to test those theories before they head to the big blue.

    That is why Lydon and her colleagues recently found themselves kneeling on wet concrete in NREL’s water power facilities in April 2024. A cable on their wave energy prototype was tugging on the device, potentially warping their experimental data. Out at sea, that kind of flaw would have been invisible—just a rogue cable hidden beneath the murky waves—and, even if the defect was spotted, it could take weeks to fix.

    At NREL, Lydon and her team needed just 10 minutes to reconfigure their prototype’s wiring before a technician lifted it back into a wave tank (located inside the Sea Wave Environmental Lab—or SWEL, for short) for further testing.

    “It went as smooth as we could have ever wanted,” Lydon said.

    Today, NREL’s desert facilities offer the comprehensive, computer-to-ocean testing that marine energy researchers and developers need to get their technologies closer to commercial use.

    But even NREL did not always have such a bounty.

    Between the Data and the Deep Blue Sea

    Scott Jenne, a marine energy researcher at NREL, refers to the jump from computer simulations to the open ocean as “the leap of faith. Basically, you go from numerical simulations to, ‘Hey, we’re going to build a thing and put it in the ocean and hope everything works.’”

    And even if every piece of the device functions just as expected, the ocean might not.

    “There’s a well-known saying in marine energy that the 1-in-100-year wave will happen the first week you deploy,” McGilton said.

    But a leap of faith is not the only way to get from the computer to the ocean. NREL has bridges.

    In 2021, the laboratory installed its first wave tank at SWEL, which can simulate scaled ocean waves representative of different sites around the world. In 2023, the facilities welcomed another ocean mimic, called the large-amplitude motion platform (or LAMP), which can replicate even larger ocean motions without even a drop of water.

    The laboratory also has machines called dynamometers that can test a device’s electrical elements, 3D printers and other rapid manufacturing tools that can quickly churn out new parts if one breaks, and virtual systems that can hook up to actual hardware while simulating different device components, ocean conditions, and even electrical grids.

    With all that, researchers and developers could, for example, assess how their device might function in winter waves off the coast of Hawaii, examining how much strain waves might put on their tech or how much energy they could produce for the local grid. And they can do all that without the time, risk, and costs associated with an actual ocean deployment.

    “Any time you go to test in a river or the sea, it costs an absolute fortune, and there are so many risks and uncertainties,” McGilton said. “It’s essential that we have lab facilities that can validate and test the performance before we go anywhere near the water.”

    McGilton’s colleague, Jenne, would agree: He has experienced both options.

    The HERO on the LAMP

    In 2020, Jenne and a team of NREL researchers started building a hero—or rather, a HERO WEC, which stands for hydraulic and electric reverse osmosis (HERO) wave energy converter (WEC).

    The name fits: This kind of device could be a hero for some communities. The wave-powered machine is designed to produce clean drinking water from salty seawater, which could be critical for communities that lose power and access to potable water after a natural disaster.

    In 2022, Jenne and his team deployed their HERO WEC prototype in the waters off North Carolina’s Outer Banks. But the ocean did not cooperate.

    “In that two-week period, we really only saw roughly two-ish useful wave conditions. It was dead flat for the rest of the deployment,” Jenne said.

    Luckily, they could turn to an ocean imitator for help.

    In 2023, the team was the first to mount their device onto NREL’s new LAMP, a long-legged metal platform that resembles something out of “Star Wars.” There, they could subject their prototype to almost any kind of wave motion without worrying about storms or dead waters.

    “There’s still a reason to do those ocean deployments,” Jenne said. “You learn stuff there that you’ll never be able to learn on LAMP and vice versa. But having that controlled test facility where you can literally turn the waves on and off when you need them is so valuable.”

    During their LAMP test, the HERO WEC’s drivetrain “locked up and snapped the mooring line,” as Jenne described it. But, like Lydon and her team, the crew simply shut the LAMP down, came up with a solution to prevent it from happening again, and resumed testing within a couple days. For comparison: Just six hours into a recent Outer Banks deployment in 2024, a rogue storm knocked the HERO WEC around, causing a winch to cut a cable. But no one could reach the device for two weeks.

    “You spend a huge amount of money to understand maybe a few ocean conditions,” Jenne said. “Versus LAMP—we ran over 100 different cases in a month.”

    That is why Lydon and her team came to NREL. They too were searching for that data wealth. Only, they turned to a different instrument.

    Swell Data From the SWEL Wave Tank

    Lydon’s wave energy prototype looks nothing like the HERO WEC. Her group’s device is designed to generate electricity by swaying back and forth, like sea grass, in ocean waves. Although her institution, the University of Washington, has its own wave tank, it is about 2.5 times smaller than NREL’s. Their small-scale prototype could barely fit, and the team was concerned its proximity to the tank’s walls could create ricochet waves that might not exist in the real world, skewing their data.

    “That brought us to the point of having this system functional but not having a good place to test it,” said Brian Polagye, a professor of mechanical engineering at the University of Washington and Lydon’s advisor. “And that’s where SWEL came along.”

    SWEL’s tank is big enough to handle prototypes about 1/75th the size of a full-scale device. Through the tank’s one glass side, researchers can watch how their device handles waves both above and below the water (the ocean’s often murky water prevents this kind of up-close study). And if human eyes are not powerful enough to spot an issue, the tank’s motion-tracking cameras and various sensors likely are.

    With support from the Testing Expertise and Access for Marine Energy Research (TEAMER) program, funded by the U.S. Department of Energy’s Water Power Technologies Office and administered by the Pacific Ocean Energy Trust, Lydon spent several months at SWEL during the spring of 2024. There, Lydon and the team could test how their device performed in a larger range of potential wave conditions.

    “We were able to get a ton of data in a relatively short amount of time,” Lydon said. “That has been huge in trying to answer our questions but also forming new questions.” But if Lydon had to describe her experience in one word, she would say it was boring, “which is what you want.” Boring means nothing went awry; boring equals success.

    “We had what we needed, and we were given everything to do it,” she said.

    The Recipe for Advancing Marine Energy

    Over the past few years, NREL’s water power facilities have grown to offer what NREL Water Power Technology Validation Manager Rebecca Fao often calls a “soup-to-nuts” service. At the Flatirons Campus, people can model their novel designs with the laboratory’s award-winning software, manufacture a prototype, test a specific component or the entire device, manufacture an improved or larger prototype, and hook actual hardware up to virtual grids or oceans that can mimic real-world conditions.

    But none of these machines or models function without people.

    “One of the reasons that these experiments, even the initial experiments, were so successful is the support and flexibility of the staff,” Lydon said.

    From modelers to technicians to electrical and mechanical engineers, NREL’s team of experts are perhaps one of the laboratory’s greatest assets. If a device malfunctions, they are there to troubleshoot, diagnose, repair, or even operate a crane.

    Of course, NREL might have a suite of swell equipment, but it does not have everything. The U.S. Navy has an indoor ocean (also known as the maneuvering and seakeeping basin, or MASK) that holds 12 million gallons of water (SWEL holds only 13,000). A new wave energy test site, called PacWave South, where researchers and developers can test full-scale devices in the open ocean, is under construction off the coast of Oregon.

    Because the United States has so few of these facilities, collectively, they are critical for the marine energy industry to advance quickly. “It’s all a big, interconnected ecosystem,” said Polagye, Lydon’s advisor.

    That ecosystem is growing thanks to renewed interest in this lesser-known renewable. And, in part because of facilities like NREL’s, the field has made significant leaps in the last 10 years.

    “It’s been a fascinating decade,” Polagye said. “And I think the next will be just as fascinating.”

    Storage facility for over 900 vehicles completed at MOD Ashchurch

    An advanced storage facility with capacity to house over 900 Army vehicles has opened at MOD Ashchurch under the Vehicle Storage and Support Programme (VSSP).

    As the largest Army infrastructure programme currently in delivery, VSSP is enhancing operational readiness and future capability through provision of modern, sustainable storage and maintenance solutions for the Army’s vehicle and equipment fleet.

    The programme is delivering dedicated inspection and maintenance facilities, essential office space and Controlled Humidity Environment (CHE) storage, which will reduce vehicle maintenance costs and unnecessary deterioration caused by extreme drops or rises in temperature.

    The largest CHE storage building on site, which is equivalent in size to around five football pitches at around 25,300m2, has now been handed into service, with the first vehicle rolling into the facility at an official opening ceremony on 3 March.

    The handover of this new CHE storage building is a fantastic milestone in our programme to deliver this exceptional facility for the Field Army. This is the fifth building to be completed under VSSP in the past year and represents a step change in the capability of the site.     VSSP is being delivered for the Army by the Defence Infrastructure Organisation (DIO) contracting to Skanska for construction and Mace as project manager. Overall, the programme will deliver 13 new buildings alongside demolition of 58 existing buildings and renewal of site-wide infrastructure. All buildings adhere to the latest sustainability standards and support the Army’s contribution to government net zero targets, with provision to generate solar energy on site.

    Department Seizes Virtual Private Server Account and Domains Tied to Malicious Activity to include the U.S. Department of Treasury Hack

                WASHINGTON – A federal judge in Washington, D.C., today, unsealed two separate indictments that allege Chinese nationals Yin Kecheng, 38, (尹 可成) a/k/a “YKC” (“YIN”) and Zhou Shuai, 45, (周帅) a/k/a “Coldface” (“ZHOU”) violated various federal statutes by participating in years-long, sophisticated computer hacking conspiracies that successfully targeted a wide variety of U.S.-based victims from 2011 to the present-day. According to the documents unsealed today, the defendants targeted a multitude of U.S. victim companies, municipalities, and organizations for profit, causing millions of dollars’ worth of damages. YIN and ZHOU, who have ties to the government of the People’s Republic of China (“PRC”), are alleged to have stolen and exfiltrated data from numerous U.S.-based technology companies, think tanks, defense contractors, government municipalities, and universities that they later brokered for sale. Arrest warrants have been issued for YIN and ZHOU, who both remain fugitives.

                The unsealing by the U.S. Attorney’s Office for the District of Columbia is part of the coordinated effort by Department of Justice (the “Department”), other U.S. Attorney’s Offices, the U.S. Department of Treasury (“Treasury”), and private sector partners that highlights the Chinese government’s unique role in intentionally promoting and protecting the wide-scale computer hacking activity by its citizens. According to court documents unsealed today, the PRC Ministry of Public Security (“MPS”) and Ministry of State Security (“MSS”) directed or financed Chinese hackers, such as the defendants, to conduct computer intrusions against high-value targets in the United States and elsewhere. Victims include U.S.-based critics and dissidents of the PRC, a large religious organization in the United States, the foreign ministries of multiple governments in Asia, and U.S. federal and state government agencies, including most recently in 2024.

                According to court documents, the MPS and MSS employed an extensive network of private companies and contractors in China to hack and steal information in a manner that obscured the PRC government’s direct involvement. By employing these hackers-for-hire, the PRC government further allowed these same hackers to profit by committing additional computer intrusions around the world with impunity, and then to sell stolen data through Chinese data brokers. The PRC government’s state-sponsorship and protection of these hackers resulted in the loss of sensitive, valuable and personal identification information that was a direct harm to U.S. entities and other foreign governments and victims.

                In conjunction with the unsealing, the Department announced the judicially authorized seizure of internet domains linked to YIN that he used in facilitating the conspiracy’s network intrusion activity. In addition, the Department announced the judicially authorized seizure of a Virtual Private Server (“VPS”) account linked to ZHOU that he used to facilitate network intrusion activity. In conjunction with these actions, the Treasury announced sanctions against ZHOU and his company Shanghai Heiying Information Technology company, Limited (“Shanghai Heiying”).  YIN was previously sanctioned for his role in the recent Treasury network compromise in January 2025.

    “These indictments and actions show this Office’s long-standing commitment to vigorously investigate and hold accountable Chinese hackers and data brokers who endanger U.S. national security and other victims across the globe,” said U.S. Attorney Edward R. Martin, Jr. “The defendants in these cases have been hacking for the Chinese government for years, and these indictments lay out the strong evidence showing their criminal wrongdoing. We, again, demand that the Chinese government put a stop to these brazen cyber criminals who are targeting victims across the globe and then monetizing the data they have stolen by selling it across China.”

                “The defendants allegedly waged a yearslong hacking campaign against U.S.-based organizations to steal their data and sell it to various customers, some of whom had connections to the Chinese government,” said FBI Acting Assistant Director in Charge Roman Rozhavsky of the FBI Washington Field Office. “Today’s indictment is the first step toward bringing these perpetrators to justice for endangering U.S. national security and causing significant financial losses for both U.S. and foreign companies. The FBI and our partners will continue to pursue these hostile cyber actors to the full extent of the law.”

                “The defendants’ years-long hacking conspiracy to steal data from Cleared Defense Contractors that support the U.S. military—among many other U.S.-based victims—and sell it to customers with ties to the Chinese government poses a significant threat to our national security,” said NCIS Cyber Operations Field Office Special Agent in Charge Josh Stanley. “NCIS remains committed to working with the FBI and our law enforcement partners around the world to expose malicious actors who seek to undermine the cybersecurity of the Department of the Navy.”

                “The Department of State appreciates the opportunity to collaborate with the Department of Treasury, FBI, and the U.S. Attorney’s Office for the District of Columbia in announcing today’s actions,” said Senior Bureau Official F. Cartwright Weiland of the Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL). “With reward offers up to $2 million each for malicious cyber actors Zhou Shuai and Yin KeCheng under the Transnational Organized Crime Rewards Program, we ask the public to contact the FBI with tips to help bring these cybercriminals to justice.”

    Overview

                Today’s announcement reflects nearly a decade-long effort by the Department and the FBI.   The action targets actors that various security researchers have historically referred to as “APT27,” “Threat Group 3390,” “Bronze Union,” “Emissary Panda,” “Lucky Mouse,” and “Iron Tiger,” and more recently referred to as “UTA0178,” “UNC 5221,” and “Silk Typhoon.” 

                The Department obtained a 19-count indictment against YIN on May 2, 2018 (the “2018 Indictment”) from a grand jury sitting in the United States District Court for the District of Columbia. The 2018 Indictment, which alleges conduct between August 2013 and December 2015, charges wire fraud, aggravated identity theft, and violations of the Computer Fraud and Abuse Act (“CFAA”).

                Another federal grand jury in the District of Columbia indicted both YIN and ZHOU on March 28, 2023 (the “2023 Indictment”), with similar offenses.  Specifically, the 2023 Indictment, which alleges conduct between June 2018 and November 2020, charges conspiracy, wire fraud, various violations of the CFAA, aggravated identity theft, and money laundering. 

                On March 4, 2025, a federal magistrate judge sitting in the District of Columbia authorized FBI to seize a VPS account and multiple internet domains involved in the criminal activity.  According to the unsealed affidavits in support of those warrants, ZHOU utilized the VPS account to create additional accounts used to facilitate computer intrusion activity and to discuss the sale of access to compromised computer networks. Separately, YIN utilized his own servers and stood up the seized domains to exploit victim computer networks to include networks at Treasury.

    Computer Hacking Scheme

                As alleged in the documents unsealed today, at various points between August 2013 and December 2024, YIN, ZHOU, and their unindicted co-conspirators used sophisticated hacking tools and techniques in their efforts to overcome network defenses and avoid detection of numerous hardened targets in the United States and around the world. The defendants and their co-conspirators would routinely scan victim networks for vulnerabilities, exploit those vulnerabilities with sophisticated hacking techniques, and conduct reconnaissance once inside a victim’s network. The defendants and their co-conspirators and would install malware that would allow them to maintain persistent access and enable them to communicate with malicious external servers and other hacking infrastructure. The defendants and their co-conspirators would identify and steal data from the compromised networks by exfiltrating the data to servers under their control. The stolen data was then brokered for sale and provided to various customers, some of whom had connections to the PRC government and military.

    Targeting of U.S. Victims

                According to the 2018 Indictment, YIN targeted U.S.-based defense contractors, technology firms, and think tanks, among other victims. The 2018 Indictment alleges YIN openly discussed his preference for targeting American victims. For example, on one occasion in September 2013, YIN told an associate he wanted to “mess with the American military” and “break into a big target” so that he could earn enough money to buy a car. YIN used mapping software to identify network vulnerabilities for the purpose of gaining unlawful access to victim computer and installing malware. YIN used stolen network credentials to maintain persistent access to victim networks and utilized intermediary servers or “hop points” and malicious domains to remotely access and exfiltrate victim computer data.

                According to the 2023 Indictment, YIN, ZHOU, and others targeted U.S.-based companies like technology and defense contractors, law firms, communication service providers, local governments, health care systems, and think tanks. The 2023 Indictment charges YIN and ZHOU with scanning victim networks for access points and also exploiting zero-day vulnerabilities. Once inside the networks, YIN other conspirators would then install malware such as web shells to maintain persistent access. YIN and other conspirators would then use hop point servers to exfiltrate stolen data to servers under YIN’s control. ZHOU then brokered access to such stolen data to interested third parties for a financial profit. The indictment further alleged that YIN, ZHOU, and other conspirators laundered cryptocurrency payments for their operational infrastructure from locations outside of the United States through the U.S. financial system.

                The affidavit in support of the seizure warrant for the VPS account alleges that ZHOU used servers created by the account in order to establish a virtual private network (“VPN”) that would encrypt network traffic such that the true location and IP address of the actor or actors would be obfuscated. ZHOU also used the VPS accounts to create other accounts through which he communicated with buyers who were interested in obtaining access to computer networks compromised by YIN. ZHOU also used the accounts for victim reconnaissance purposes.

                The affidavit in support of the seizure of the domains alleges that funds used to purchase computer network infrastructure used in numerous victim network breaches ultimately connected to an account registered in YIN’s name, from China, using an email address and phone number belonging to YIN. Of particular note, a virtual private server account controlled by YIN was associated with the compromise at Treasury.

                This case is being investigated by the FBI’s Washington Field Office and the Naval Criminal Investigative Service (NCIS) who continue to investigate malicious cyber activity associated with these defendants and threat actors and continue to notify affected victims immediately once any networks intrusions are discovered. The FBI’s Cyber Division and Department of Defense’s Cyber Crimes Center provided valuable assistance to the investigation.  Private partners from Microsoft, Volexity, Palo Alto Networks Unit 42, and Mandiant also provided valuable assistance with this investigation. The case is being prosecuted by Assistant U.S. Attorneys Jack F. Korba, and Tejpal S. Chawla, and National Security Division’s National Security Cyber Section Trial Attorney Tanner Kroeger. Paralegal Specialist Michael Watts and former Assistant U.S. Attorneys Demian Ahn and Opher Shweiki for the United States Attorney’s Office in the District of Columbia provided assistance on this case.

                An indictment is merely an allegation and a defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

    The class deviation also implements direction to remove the term “gender” wherever it occurs in the FAR to comply with E.O. 14168, Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government.

  • MIL-OSI Security: Eielson Airman Sentenced to Five Years for Possessing Child Pornography

    FAIRBANKS, Alaska – An Eielson Airman was sentenced today to five years in prison and will serve 15 years on supervised release for paying to receive child pornography.

    According to court documents, on Nov. 7, 2023, Kyle Cozens, 32, who was stationed on Eielson Air Force Base, was interviewed by the FBI in a related case from Illinois involving child sexual abuse material (CSAM). Cozens allowed agents to review messages on his phone and they observed CSAM images of a known victim. Agents obtained a search warrant for Cozens’ phone and discovered he was communicating with individuals on messaging apps and buying CSAM images from them. Agents discovered multiple CSAM images and videos on his phone, with some visuals depicting prepubescent females.

    On March 1, 2024, law enforcement searched Cozens’ residence and seized over 30 electronic devices. To date, law enforcement has identified over 80 videos and over 680 images depicting child sexual abuse on Cozens’ devices.

    On Nov. 15, 2024, Cozens pleaded guilty to one count of receipt of child pornography. In addition to prison time and supervised release, Cozens is required to register as a sex offender upon release from prison as part of his sentence.

    “The widespread dissemination of images of children forced to endure sexual abuse is a horrific crime that law enforcement fights every day. Mr. Cozens contributed to the revictimization of those children by paying for visuals of child sexual abuse,” said First Assistant U.S. Attorney Kathryn R. Vogel for the District of Alaska. “My office will continue to protect our most vulnerable by partnering with law enforcement to find and prosecute anyone who targets children for nefarious purposes.”

    “The defendant purchased and possessed large amounts of CSAM, directly contributing to online child exploitation and the re-victimization of young children,” said Special Agent in Charge Rebecca Day of the FBI Anchorage Field Office. “This sentencing underscores the FBI’s commitment to ensuring child predators are identified and held accountable for their crimes against children.”

    “Interagency partnerships, like the ones utilized in this case, are vital to fighting child exploitation,” said Special Agent Tyler Pierson, Air Force Office of Special Investigations Detachment 632.  “AFOSI is committed to these partnerships and our mission of protecting the Department of the Air Force from criminal behavior that threatens the mission, equipment and people of the Department.”

    The FBI Anchorage Field Office, Fairbanks Resident Agency, and U.S. Air Force Office of Special Investigations investigated the case, with assistance from the FBI Springfield Field Office.

    Assistant U.S. Attorney Carly Vosacek prosecuted the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice.     Deepening UK-US defence relations and peace in Ukraine to top agenda for Defence Secretary’s Washington visit

    During meetings, the Defence Secretary will hail the unparalleled depth of the UK-US relationship, which bolsters security and supports economic growth

    Securing a lasting peace in Ukraine and strengthening bonds between NATO allies will be the focus of discussions during the Defence Secretary’s visit to Washington DC on Wednesday and Thursday – including a meeting with his US counterpart Pete Hegseth.

    John Healey MP will hail the unparalleled depth of the UK’s special relationship with the US – the UK’s closest security ally – as both nations continue to collaborate on military operations, peacekeeping, intelligence gathering, and development of advanced technologies – bolstering security and supporting economic growth. 

    The Defence Secretary’s arrival in Washington DC comes as the UK receives the last of an order of 50 of the latest generation AH-64E attack helicopters for the British Army, the most advanced attack helicopter in the world. The helicopter was handed over yesterday (4 March) at the Boeing site in Arizona under a programme that supports more than 300 UK jobs, helping to grow the UK economy – underscoring defence as an engine for driving economic growth. 

    The visit also comes at the conclusion of the 50th occurrence of Exercise Red Flag in Nevada, a joint exercise with the UK, United States and Australia. The training is designed to test equally matched air forces in a realistic combat scenario and involves more than 3,000 military personnel in high-intensity training, such as dogfighting, air-policing and practicing bombing runs, at Nellis Air Force Base. 

    At their bilateral meeting tomorrow [Thursday], the two Defence Secretaries are due to discuss the plan for peace in Ukraine being worked on by the US, UK, France, and European allies. It comes after Prime Minister Keir Starmer’s visit to Washington last week, where the Prime Minister and the President confirmed both nations will work together on security arrangements to deliver a lasting peace in Ukraine. The discussions follow the Prime Minister’s meeting of international leaders in London last weekend, where allies discussed the need for a lasting peace settlement, with US support.    

    The latest defence engagement with the new US administration follows a first meeting between the two Defence Secretaries last month, when the UK convened the 50-nation strong Ukraine Defence Contact Group, which coordinates urgent military support for Ukraine. 

    On Wednesday, the Defence Secretary will attend a reception to mark the 250th Anniversary of the US Marine Corps, held at the British Ambassador’s Residence in Washington DC.

    Defence Secretary, John Healey MP, said: 

    Amid a period of growing global instability, the unique and special relationship between the UK and US is as strong as ever – underlined by a shared commitment to freedom and democracy. 

    It is crucial that the UK and Europe step up further to take more responsibility for our security, and we are doing so. In the face of increasing global threats, we are cementing our ties as NATO allies, bolstering our national security and economic security, too. 

    The Prime Minister was clear following his meetings over the past week, that we will continue our dialogue with friends and allies to secure a path to a lasting peace in Ukraine. We will advance that work in Washington over the coming days.

    Discussions are also expected to cover deepening the UK-US defence relationship. The British and US Armed Forces operate in close alignment around the world, from the long-standing global coalition to combat Daesh in the Middle East to joint maritime security patrols in the Indo-Pacific.  

    Collective security and stability also support both nations’ economies and delivers on our Plan for Change.

    The AUKUS programme to develop a fleet of world-class nuclear powered, conventionally armed submarines for the UK and Australia, is a perfect example of this work – with a £9 billion contract with Rolls Royce awarded in January as part of the programme, creating more than 1,000 jobs and supporting a further 4,000 roles. 

    The Apache programme also supports the UK economy, with numerous components manufactured in the UK. This benefits 75 British companies, including 33 SMEs, with jobs being supported at the Army Aviation Centre at Middle Wallop in Hampshire and Wattisham Flying Station in Suffolk.

    The Majority Leader of the House of Representatives announces bills that will be considered under suspension of the rules in that chamber. Under suspension, floor debate is limited, all floor amendments are prohibited, points of order against the bill are waived, and final passage requires a two-thirds majority vote.

    At the request of the Majority Leader and the House Committee on the Budget, CBO estimates the effects of those bills on direct spending and revenues. CBO has limited time to review the legislation before consideration. Although it is possible in most cases to determine whether the legislation would affect direct spending or revenues, time may be insufficient to estimate the magnitude of those effects. If CBO has prepared estimates for similar or identical legislation, a more detailed assessment of budgetary effects, including effects on spending subject to appropriation, may be included.

  • MIL-OSI China: Xi urges Jiangsu to play major role in national development

    Chinese President Xi Jinping on Wednesday urged east China’s Jiangsu Province, an economic powerhouse, to play a major role in the country’s overall development.
    Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, made the remarks when he took part in a deliberation with fellow lawmakers from Jiangsu during the third session of the 14th National People’s Congress, China’s national legislature.
    Jiangsu should take the lead in promoting the integration of technological and industrial innovation, advancing in-depth reform and high-standard opening up, and implementing major national development strategies, and set an example in bringing prosperity to all, Xi said.

    Captain TaRail A. Vernon, Commanding Officer, U.S. Naval Hospital Sigonella, had the opportunity to discuss Virtual Health options with Lt. Cmdr. Leland Comer and RN Liz Broomfield-Smith on his monthly AFN radio show, Capt. Vernon’s Patient Informational Minute. The team spoke about the convenience of telephone and video enabled virtual health appointments, where patients can have a medical appointment with their primary care physician on health care concerns that do not include diagnostic and hands on physical exams. Patients can have a medical appointment with their provider for a wide variety of topics such as medication refills. Patients can also speak with their physician about established concerns that require specialists throughout the military healthcare network to include, Naples, Bahrain, Souda Bay and Germany. The interview concluded with the team educating patients about the convenience of virtual health, how to book appointments and the coordination of specialty health care.

    U. S. Naval hospital Sigonella is one of The Defense Health Agency’s Overseas Military Treatment Facilities (MTF). The staff are comprised of active duty service members, General Service (GS), contractors, and Local Nationals. It ensures maximum readiness by providing high-quality, safe patient and family-centered care to maximize force health protection for all beneficiaries, to included NATO and transient DoD forces in the U.S. Fifth Fleet and U.S. Sixth Fleet areas of operation.

    The team, called OpenET, created the Farm and Ranch Management Support (FARMS) tool, which puts timely, high-resolution water data directly in the hands of individuals and small farm operators.     The OpenET data explorer tool centers on providing evapotranspiration data. Evapotranspiration (ET) refers to the amount of water leaving Earth’s surface and returning to the atmosphere through evaporation (from soil and surface water) and transpiration (water vapor released by crops and other plants). Evapotranspiration is an important factor in agriculture, water resource management, irrigation planning, drought monitoring, and fire risk evaluation.
    The FARMS resource is the third phase of OpenET’s Data Explorer tool, launched in 2021, which uses satellite data to quantify evapotranspiration across the western U.S.
    It starts with using Landsat data to measure patterns in land surface temperature and key indicators of vegetation conditions. The satellite data is combined with agricultural data, such as field boundaries, and weather data, such as air temperature, humidity, solar radiation, wind speed, and precipitation. All of these factors feed into a model, which calculates the final evapotranspiration data.
    The new FARMS interface was designed to make that data easier to access, with features that meet specific needs identified by users.
    “This amount of data can be complicated to use, so user input helped us shape FARMS,” said Jordan Harding, app developer and interface design leader from HabitatSeven. “It provides a mobile-friendly, map-based web interface designed to make it easy as possible to get automated, regular reports.”

    “The FARMS tool is designed to help farmers optimize irrigation timing and amounts, simplify planning for the upcoming irrigation season, and automate ET and water use reporting,” said Sara Larsen, CEO of OpenET. “All of this reduces waste, lowers costs, and informs crop planning.”
    Although FARMS is geared towards agriculture, the tool has value for other audiences in the western U.S. Land managers who evaluate the impacts of wildfire can use it to evaluate burn scars and changes to local hydrology. Similarly, resource managers can track evapotranspiration changes over time to evaluate the effectiveness of different forest management plans.

    To develop FARMS, the OpenET team held listening sessions with farmers, ranchers, and resource managers. One requested function was support for field-to-field comparisons; a feature for planning irrigation needs and identifying problem areas, like where pests or weeds may be impacting crop yields.
    The tool includes numerous options for drawing or selecting field boundaries, generating custom reports based on selected models and variables, and  automatically re-running reports at daily or monthly intervals.
    The fine spatial resolution and long OpenET data record behind FARMS make these features more effective. Many existing global ET data products have a pixel size of over half a mile, which is too big to be practical for most farmers and ranchers. The FARMS interface provides insights at the scale of a quarter-acre per pixel, which offers multiple data points within an individual field.
    “If I had told my father about this 15 years ago, he would have called me crazy,” said Dwane Roth, a fourth-generation farmer in Kansas. “Thanks to OpenET, I can now monitor water loss from my crops in real-time. By combining it with data from our soil moisture probes, this tool is enabling us to produce more food with less water. It’s revolutionizing agriculture.”

    For those like sixth-generation California pear farmer Brett Baker, the 25-year span of ET data is part of what makes the tool so valuable. “My family has been farming the same crop on the same piece of ground for over 150 years,” Baker said. “Using FARMS gives us the ability to review historical trends and changes to understand what worked and what didn’t year to year: maybe I need to apply more fertilizer to that field, or better weed control to another. Farmers know their land, and FARMS provides a new tool that will allow us to make better use of land and resources.”
    According to Roth, the best feature of the tool is intangible.  “Being a farmer is stressful,” Roth said. “OpenET is beneficial for the farm and the agronomic decisions, but I think the best thing it gives me is peace of mind.”

    Over the coming months, the OpenET team plans to present the new tool at agricultural conferences and conventions in order to gather feedback from as many users as possible. “We know that there is already a demand for a seven-day forecast of ET, and I’m sure there will be requests about the interface itself,” said OpenET senior software engineer Will Carrara. “We’re definitely looking to the community to help us further refine that platform.”

    The Defence Bio-Engineering & Electro Medical Laboratory (DEBEL), a Bengaluru-based lab under the Defence Research and Development Organisation (DRDO), successfully conducted high-altitude trials of the Indigenous On-Board Oxygen Generating System (OBOGS)-based Integrated Life Support System (ILSS) for the LCA Tejas aircraft, on March 04, 2025.

    The OBOGS-based ILSS is a cutting-edge system designed to generate and regulate breathable oxygen for pilots during flight, eliminating dependence on traditional liquid oxygen cylinder-based systems. The ILSS underwent rigorous testing on the LCA-Prototype Vehicle-3 aircraft of Hindustan Aeronautics Limited (HAL)/ Aeronautical Development Agency (ADA), meeting stringent aeromedical standards in varied flight conditions, including altitudes of up to 50,000 feet Above Mean Sea Level and high-G maneuvers.

    Performance evaluations covered critical aspects such as oxygen concentration, demand breathing, availability of 100% oxygen, aerobatic maneuvers at required altitudes for full functional testing of Anti – G Valve, Breathing Oxygen System (BOS) ON during taxying, Take off, Cruise, G turns and rejoin approach & landing. Following flight clearance from Centre for Military Airworthiness & Certification (CEMILAC), the system successfully met all specified parameters. Beyond OBOGS, the ILSS integrates 10 Line Replaceable Units, including the Low-Pressure Breathing Regulator, BOS, Emergency Oxygen System, Oxygen Sensor, Anti-G valve, and other advanced components. This would ensure real-time oxygen generation, enhancing pilot endurance and operational effectiveness.

    The system has been manufactured by L&T as a Development cum Production Partner, reflecting a significant collaboration between DRDO and Indian defence industries. Notably, the ILSS has 90% indigenous content, furthering India’s self-reliance in aerospace technology. With appropriate modifications, the system can also be adapted for use in MiG-29K and other aircraft. This milestone has been achieved through the collaborative efforts of DEBEL, ADA, HAL, CEMILAC, National Flight Test Center, Directorate General of Aeronautical Quality Assurance, and the Indian Air Force (IAF).

    Raksha Mantri Shri Rajnath Singh congratulated DRDO, IAF, Public Sector Undertakings, and industry partners on this remarkable achievement, emphasising that this development reinforces India’s commitment to cutting-edge defence technologies and aligns with the vision of ‘Viksit Bharat 2047.’

    Four day celebrations will mark the 80th anniversary of the end of the Second World War in Europe in May

    • Commemorations will kick off on Bank Holiday Monday, which will see the Cenotaph dressed in Union flags, a Military procession and a flypast in London
    • Street parties will also be held across the country and ceremony on HMS Belfast will kick off community celebrations
    • 8 May will see a service of remembrance and thanksgiving at Westminster Abbey followed by a concert
    • Service planned to mark VJ Day and the end of the war in the Far East in August

    The 80th anniversaries of VE and VJ Day will be marked this year with a series of events and celebrations that will share stories of the Second World War generation. 

    Victory in Europe (VE Day), which takes place on 8 May, marks the Allied victory in Europe. The news resulted in millions celebrating the end of the war, with street parties, dancing and singing across the country. The war in the Far East did not end until 15 August 1945 with VJ Day (Victory Over Japan).

    The commemorations will pay tribute to the millions of people across the UK and Commonwealth who served in the Second World War, telling the stories of those who fought, the children who were evacuated, and those who stepped into the essential roles on the Home Front.

    The early May Bank Holiday will see the beginning of the events to mark VE and VJ Day 80 with events planned including a Military procession and flypast of current and historic military aircraft, the return of the poppies to the Tower of London and a nationwide call for families to delve into their lofts and discover their own Second World War stories:

    Monday 5 May:

    • To ensure the commemorations act as a point of remembrance of the millions who lost their lives in the conflict as well as a celebration of peace, the commemorations will begin in Whitehall. The Cenotaph, the nation’s focal point of remembrance, will be dressed in Union Flags for the duration of the four day commemorations, echoing the 1920 unveiling of the monument to the fallen. From Monday 5 May, it will provide a focal point for the commemorations and a place to pay silent tribute to all those who died, both at home and abroad, during the Second World War.
    • To honour and remember those who fell during the Second World War, there will be a Military procession from Whitehall to Buckingham Palace followed by a flypast of current and historic military aircraft including the famous Red Arrows.
    • The VE Day 80 commemorations will continue with a street party on HMS Belfast. HMS Belfast fired some of the opening shots on D Day in 1944 and protected Arctic convoys during the Second World War and is the most significant surviving Second World War warship.
    • Street parties, barbecues and community get togethers, supported by ideas and inspiration from The Together Coalition and The Big Lunch, will be held by communities across the country, echoing the celebrations 80 years ago as the population welcomed the end of the war.

    Tuesday 6 May:

    • An installation of ceramic poppies will return to the Tower of London to mark the anniversary. Nearly 30,000 of the original poppies from the 2014 display at the Tower, which commemorated the centenary of the First World War, will be displayed in a new installation within the walls of the fortress. This poppies installation will resemble a ‘wound’ at the heart of the Tower, which was itself bombed during the Blitz and still bears some of those scars today.  It will mark and reflect on the sacrifices made by so many during the Second World War.
    • Historic landmarks across the UK will be lit up this evening.

    Wednesday 7 May:

    • On the evening of the 7th May 1945, a newsflash announced that the following day would be Victory in Europe Day. To commemorate this important moment in the nation’s history, the Parliament Choir will host a Victory in Europe Day Anniversary Concert in the famous Westminster Hall at the Palace of Westminster, eighty years to the day that victory was declared.

    Thursday 8 May:

    • A service will take place at Westminster Abbey that will be both an act of shared remembrance and a celebration of the end of the war. It will be a moment to give thanks and to honour a generation that showed extraordinary courage and resilience.
    • The events will conclude with a concert at the historic Horseguards Parade to finish the VE Day 80 commemorations in a celebratory tone, echoing how the nation reacted to the news 80 years before. With more than 10,000 members of the public in attendance, the concert will feature stars of stage and screen and military musicians and tell the story of victory and the legacy of the Second World War in Europe.

    Friday 15 August:

    • To mark the 80th anniversary of the end of the war in the Far East, a service will take place at the National Memorial Arboretum. In partnership with the government, the Royal British Legion will lead the nation in honouring and remembering those who fought and died during the War in the Far East.

    By taking part in these significant commemorations, people across society will be able to hear our veterans’ stories first hand, to reflect and remember, and ensure that their stories of sacrifice and service are remembered for generations to come.

    There was an electric buzz among everyone and eventually the Royals came out and waved, and we cheered like crazy waving whatever we had on us. People climbed on every available lamppost, lit bonfires in Hyde Park and we sat around singing songs. Not many went to bed that night!

    In partnership with Imperial War Museums, Letters to Loved Ones will encourage the public to delve into their family history to find letters sent by their relatives to loved ones during the Second World War. It is hoped that this will bring together first-hand testimonies from soldiers on the front line, and the women and children on the home front. Letters to Loved Ones will culminate in an event in May, bringing together school children and their families from across the UK.

    From April through 2025, Arts Council England will work with arts organisations to join with their communities and creatively commemorate, celebrate and reflect on the 80th anniversary of VE and VJ Day. Funding will also be made available through the National Lottery Community Fund Awards For All programme for organisations to bid for grants to host events, activities and projects this year for communities to come together to commemorate the war and its impact on individuals and communities across the country.

    Resources and educational material will be made available for schools and youth groups to help young people learn about the Second World War and the importance of the role played by their forebearers in securing the peace we enjoy today.

    The Royal British Legion, the nation’s largest military charity, will be making resources available for schools and local communities across the country and working through its network of membership branches to mark the anniversary.

    The commemorations will be UK wide with activities across the nations and regions. Further details on the fly past, national events and plans to mark the 80th anniversaries of VE and VJ Day across the UK, and how the public can get involved, will be announced in due course.

  • MIL-OSI: HUMAN Exposes BADBOX 2.0 Scheme Infecting 1 Million Off-Brand Android Open Source Project Devices

    NEW YORK, March 05, 2025 (GLOBE NEWSWIRE) — HUMAN Security, Inc., the global cybersecurity leader in disrupting bot attacks and preventing digital fraud and abuse, announced today that in collaboration with Google, Trend Micro, Shadowserver and other partners, its Satori Threat Intelligence and Research Team has uncovered BADBOX 2.0, the largest botnet of infected connected TV (CTV) devices ever uncovered and disclosed. This multifaceted operation involves backdoored off-brand and uncertified Android Open Source Project-powered devices and builds upon an earlier scheme, BADBOX, disrupted in October 2023. Satori identified more than 1 million devices that were infected in BADBOX 2.0, up from the 74,000 in the original BADBOX scheme.

    “The BADBOX 2.0 scheme is bigger and far worse than what we saw in 2023 in terms of the uptick in types of devices targeted, the number of devices infected, the different types of fraud conducted, and the complexity of the scheme,” said Gavin Reid, CISO of HUMAN. “This operation embodies the interconnected nature of modern cyberattacks and how threat actors target the customer journey and demonstrates why businesses require full-spectrum protection from the impacts of digital fraud and abuse.”

    HUMAN has been closely following the BADBOX actors and corresponding malware since the publication of the original report in October 2023. HUMAN observed updates and adaptations to the malware and followed these leads to uncover the entire operation. Researchers believe several threat actor groups participated in BADBOX 2.0, each contributing to parts of the underlying infrastructure or the fraud modules that monetize the infected devices, including programmatic ad fraud, click fraud, proxyjacking, and creating and operating a botnet across 222 countries and territories. HUMAN continues to investigate additional paths to disruption with Google, Trend Micro, other partners, and law enforcement.

If a device isn’t Play Protect certified, Google doesn’t have a record of security and compatibility test results. Play Protect certified Android devices undergo extensive testing to ensure quality and user safety. Users should ensure Google Play Protect, Android’s malware protection that is on by default on devices with Google Play Services, is enabled.”

    BADBOX 2.0 perpetuates four types of fraud:

      1. Programmatic ad fraud of multiple varieties, including hidden ads rendered by preinstalled apps and hidden WebViews launched that navigate to a collection of ad-heavy gaming sites.
      2. Click fraud, which occurs when automated traffic from infected devices visits low-quality domains and clicks on ads, draining advertiser budgets.
      3. Residential proxy node creation, in which traffic is routed through an infected device’s IP address through a network owned and operated by the threat actors.
      4. Account takeover, fake account creation, credential stealing, sensitive information exfiltration, and DDoS attacks, all perpetuated by downstream threat actors to whom the residential proxy services were sold.
         

    BADBOX 2.0 threat actors also operated over 200 re-bundled and infected versions of popular apps listed on third-party marketplaces and serving as an alternative backdoor delivery system. Satori researchers identified 24 “evil twin” apps with corresponding “decoy twin” apps on the Play Store, through which ad fraud is conducted; at its peak, the evil twin apps accounted for 5 billion fraudulent bid requests a week. BADBOX 2.0 actors operated a network of nearly 1000 ad-heavy gaming websites, which are used as a cashout mechanism.
