  • MIL-OSI USA: Idaho IAM Members Who Help Serve Singaporean Air Force Prepare for Negotiations

    IAM Local 2006 members at PKL, a Service Contract company at Mountain Home Air Force Base in Idaho, recently attended a negotiations prep program at the IAM’s Winpisinger Center.

    The base sits just outside Boise, Idaho, where IAM members service aircraft and train Singapore Air Force members.

    In 2018, there was a low bid, and the workers’ pay was cut substantially. As a result, the unit voted for the IAM. In 2019, they secured their first contract and earned everything back, along with additional wage increases.

    They are now working on their third agreement. The committee spent a week together at the Winpisinger Center to build their strength for their upcoming negotiations. The five-person team discussed and built language that protects our members and builds on previous gains.

    The committee, as part of their coursework, developed a statement to stay focused on their overall mission: “Prioritizing the needs of our union family by increasing our wages, improving our time off, growing our retirement benefit, and ensuring affordable health coverage.”

    The committee members are Tony Duncan, Brandon Gilbert, Andrew Morris, Travis Palmer and Blake Young. Western Territory International Representative Melissa Morgan is the group’s lead negotiator.

  • MIL-OSI Security: Navy Medicine Readiness and Training Command Rota Corpsmen Strengthen Fleet Medical Operations

    Navy Medicine Readiness and Training Command (NMRTC) Rota, which is collocated with Naval Hospital Rota, serves as a critical medical and logistical support hub for U.S. and allied forces where readiness and deployment support are paramount.

    As the only military treatment facility within Spain, the command is often called upon to support temporary duty aboard Naval Station Rota based destroyers (DDGs). These sought-after assignments augment fleet medical asset onboard with trained personnel and provide junior Corpsmen opportunity to build proficiency in emergency medical response and combat readiness skills within an operational setting.

    Recently, Hospitalman Amy Pierre Pion, experienced this first-hand when she deployed with USS Bulkeley (DDG 84), an Arleigh Burk class guided missile destroyer.

    “Being on the destroyer was the best experience,” said Pierre Pion. “We got to perform several inbound and outbound medical evacuation operations that showed our ability to respond to medical emergencies quickly and efficiently.”

    This deployment highlighted NMRTC Rota’s crucial role in equipping medical professionals with the skills they need to operate in high-tempo operational environments.

    Prior to assignment on a DDG, Corpsmen like Pierre Pion, are offered additional training in acute care assessments, preventive medicine, and basic life support instruction. Underway, utilization of these skills helps them support the ships Independent Duty Corpsman in executing medical readiness operations and emergency drills, ensuring the health and safety of the ship’s crew.

    “There was great focus on getting Sailors qualified on vital skills to include stretcher-bearer instruction, CPR certification, and mass casualty procedures,” said Pierre Pion. “Additionally, we were heavily involved with preventive medicine practices from galley inspections to daily water and bacteria testing.”

    NMRTC Rota, located strategically at the gateway of the Mediterranean, generates and sustains readiness to deliver critical medical support for Department of Defense missions throughout Europe, Africa, and the Middle East.

  • MIL-OSI Global: Russia launching ‘suicide missions’ across strategic Dnipro river as pause in US aid hampers defence

    After publicly belittling Ukrainian president Volodymyr Zelensky in a White House meeting, Donald Trump has suspended US military aid to Ukraine and paused intelligence sharing. It is now clear that Ukraine is in trouble in both its political and military situations, and the latter will only worsen as the effects of the US aid suspension hit.

    Trump’s outburst has, to some extent, reinvigorated European support for the war-torn country. But Zelensky’s recent statement that “Ukraine is ready to negotiate about an end to the conflict” suggests that he recognises how precarious the situation has become.

    In Trump’s address to the US Congress on February 4, the US president welcomed this shift, and claimed that Russia was also ready for a truce.

    What would a negotiated peace look like? The side that holds the upper hand, both politically and militarily, will have a stronger position at the negotiating table.

    At the moment, the advantage is overwhelmingly with Russia, which is striving to press home its battlefield advantage and occupy as much territory as it can before a potential ceasefire. This is likely to mean a freezing of the conflict on its current lines of contact.

    The war has now lasted more than three years, and since Ukraine’s failed summer 2023 counteroffensive, there have been no major changes on the battlefield, except for Ukraine’s incursion into Russia’s Kursk region in August 2024. Kyiv had hoped that seizing this territory could serve as a bargaining chip in future peace negotiations.

    But even this has not gone according to plan, as Russia has been steadily reclaiming the area, aided by North Korean troops.

    Recent battlefield developments reaffirm the ongoing stalemate. According to the Institute for the Study of War (ISW) (as of March 4), Russian forces continued offensives along various key strategic points in the east and south. While Russian advances continue to be slow, it’s a situation that could change quickly, particularly with the dramatic shutdown of US assistance.

    One of the key areas where Russia is now putting intense pressure on Ukrainian troops is in the Kherson oblast in the south of the country. Russian forces are reportedly attempting to cross the Dnipro river, aiming to establish footholds on the west (right) bank at four locations to allow them a clear run at the strategically important port city of Kherson.

    Russia has successfully negotiated river crossings during the three-year war, but this time, the situation seems more challenging. Recent reporting from the frontlines has described Russian assaults on Dnipro crossings as “suicide missions”, causing heavy Russian casualties.

    A high Russian body count is nothing new in this conflict. But why is Russia willing to sacrifice so many of its soldiers, particularly when the political prospects favour Putin and the Russians?

    Oleksandr Prokudin, the governor of Kherson, suggests that Russia is desperate to establish a foothold as crossing the Dnipro would open up Kherson oblast for further advances and could be used in negotiations to strengthen Russia’s claim over the entire region. The occupation of Kherson was listed by Russian defence minister, Andrei Belousov, as a key strategic goal for 2025.

    Strategic barrier

    Crossing the Dnipro will not be easy. Ukraine has tried and failed in the opposite direction on several occasions for example, in April and August 2023.

    At that stage, as part of the (ultimately unsuccessful) spring-summer offensive, Kyiv hoped crossing the river would be a major breakthrough that would lead to easier access to Crimea. This now looks like a lost cause – at least militarily.

    The Dnipro is not only a natural barrier dividing the country into two parts. It’s also vital as a transport artery through the country and its dams provide energy.

    Russia realises this, and it has seen the river as one of Ukraine’s “centres of gravity”. On day one of the invasion, Russian forces made a beeline for the Dnipro, crossing and taking up positions that they were later forced to abandon as Ukraine fought back.

    Now, as Prokudin observed, Russia is once again throwing its troops at the river. A series of assaults in December 2024 were successfully repelled, but things have changed even in the few months since. Ukraine is in an increasingly difficult position.

    Ukraine’s military is facing increasingly critical troop shortages and has a far smaller population to draw on than Russia – something which is beginning to tell.

    And each day seems to bring further bad news. The US decision to pause intelligence sharing will mean its forces in the field will be virtually deaf and blind and at the mercy of Russian attacks on their positions (although there is reason to believe the pause may be reasonably shortlived).

    But, with the decision to halt military aid, it’s an indication of the Trump administration’s determination to force Kyiv into a peace deal – whether or not it’s acceptable to Ukraine.

    At this stage it looks almost inevitable that Ukraine will be unable to reclaim all the territory it has lost to Russia since 2014. Its best chance may be to secure what it still does control and go all-out to prevent further Russian advances. One of the ways it needs to do that right now is to ensure Russia does not establish a foothold across the Dnipro river.

  • MIL-OSI Security: Healthcare Providers and Laboratory Marketers Agree to Pay Over $1.9M to Settle Kickback Allegations

    COLUMBIA, S.C. — Gerald Congdon, M.D., of Pawleys Island, South Carolina, Gbenga Aluko, M.D., of Charlotte, North Carolina, and Anup Banerjee, M.D., of Gastonia, North Carolina, and their medical practices, as well as Curis Healthcare Inc., of Chicago, Illinois, Omar Hussain, of South Miami, Florida, and Saeed Medical Group Ltd. d/b/a Alliance Immediate and Primary Care, of Chicago, Illinois, agreed to pay a total of $1,913,808 to resolve alleged False Claims Act violations arising from their involvement in laboratory kickback schemes. The parties have agreed to cooperate with the Department of Justice’s investigations of other participants in the alleged schemes.

    The Anti-Kickback Statute prohibits offering, paying, soliciting, or receiving remuneration to induce referrals of items or services covered by Medicare, TRICARE, and other federally funded healthcare programs. The Anti-Kickback Statute is intended to ensure that medical providers’ judgments are not compromised by improper financial incentives and are instead based on the best interests of their patients.

    The settlements announced today resolve allegations that healthcare providers received kickbacks in return for their referrals to a laboratory in Anderson, South Carolina, and that a marketer and his marketing company received kickbacks from that South Carolina laboratory to arrange for laboratory testing referrals, in violation of the Anti-Kickback Statute. The kickbacks allegedly resulted in the submission of false or fraudulent laboratory testing claims to Medicare and TRICARE in violation of the False Claims Act.

    • Dr. Gerald Congdon, Coastal Urgent Care, LLC, and Coastal Wellness Center, LLC. Dr. Congdon and his medical practices in Pawleys Island and Myrtle Beach, South Carolina agreed to pay $400,000 to resolve allegations that from May 2016 to November 2021, they received thousands of dollars in remuneration disguised as purported office space rental and phlebotomy payments from the South Carolina laboratory in return for ordering testing.
    • Dr. Gbenga Aluko and Eagle Medical Center, PC. Dr. Aluko and his medical practice in Charlotte, North Carolina agreed to pay $250,000 to resolve allegations that from May 2016 to November 2021, they received thousands of dollars in remuneration disguised as purported office space rental, phlebotomy, and toxicology payments from the South Carolina laboratory in return for ordering testing.
    • Dr. Anup Banerjee and Gastonia Medical Specialty Clinic P.A. Dr. Banerjee and his medical practice in Gastonia, North Carolina agreed to pay $206,000 to resolve allegations that from April 2017 to November 2021, they received thousands of dollars in remuneration disguised as purported office space rental and phlebotomy payments from the South Carolina laboratory in return for ordering testing.
    • Omar Hussain and Curis Healthcare Inc. Hussain and his marketing company agreed to pay $817,808 to resolve allegations that from April 2020 to August 2021, Hussain and his company received commissions from the South Carolina laboratory as independent contractors based on the volume and/or value of the Medicare and TRICARE referrals for laboratory testing that they arranged for and/or recommended.
    • Saeed Medical Group Ltd., Omar Hussain, and Curis Healthcare Inc. Saeed Medical Group and Hussain and his marketing company agreed to pay $240,000 to resolve allegations that from April 2020 to August 2021, Saeed Medical Group received thousands of dollars in remuneration in the form of cash payments from Hussain and his company in return for ordering testing from the South Carolina laboratory.

    “Integrity must be the standard in our health care system,” said Acting U.S. Attorney Brook B. Andrews for the District of South Carolina. “Kickback schemes divert funds and focus away from patients and their medical needs.”

    “The public puts immense trust in medical professionals, and disdain for the rule of law damages that trust and erodes their credibility,” said Steve Jensen, Special Agent in Charge of the FBI Columbia field office. “These settlements should serve as a reminder that the FBI and its partners are committed to holding medical practitioners accountable for kickbacks.”

    “Kickback schemes undermine medical decision-making and jeopardize the integrity of federally funded health care programs,” said Kelly Blackmon, Special Agent in Charge at the U.S. Department of Health and Human Services Office of Inspector General (HHS-OIG). “Our commitment is to safeguard taxpayer-funded health care and the patients who rely on it, and we will rigorously pursue any allegations of False Claims Act violations.”

    “The trust of the American taxpayer and the wellbeing of our Service members are undermined when laboratories and physicians engage in collusive financial relationships,” said Special Agent in Charge Christopher Dillard, Department of Defense Office of Inspector General, Defense Criminal Investigative Service (DCIS), Mid-Atlantic Field Office. “DCIS will continue to work with our law enforcement partners to bring to justice medical providers who illegally enrich themselves by prioritizing kickbacks over patient care.”

    The settlements were the result of a coordinated effort between the Civil Division’s Commercial Litigation Branch, Fraud Section and the U.S. Attorney’s Office for the District of South Carolina, with assistance from HHS-OIG, DCIS, and the FBI. The settlements announced today were handled by Senior Trial Counsel Christopher Terranova in the Civil Division’s Commercial Litigation Branch, Fraud Section and Assistant U.S. Attorney Beth C. Warren in the U.S. Attorney’s Office for the District of South Carolina. The United States previously resolved allegations that physicians in South CarolinaNorth Carolina, and Texas received kickbacks from the same South Carolina laboratory.

    The government’s pursuit of this matter illustrates the government’s emphasis on combating healthcare fraud. One of the most powerful tools in this effort is the False Claims Act.     Construction has completed on a major infrastructure project to benefit soldiers based at Leuchars Station in Fife.

    Upgraded facilities have been delivered for The Royal Scots Dragoon Guards and 2nd Battalion Royal Electrical and Mechanical Engineers, including refurbished offices, garaging, a shared workshop, a central servicing and inspection facility and a new-build bespoke store.

    At the formal opening of the new facilities on 5 March, Belinda Lunn, Defence Estate Optimisation (DEO) Army Programme Director, said:

  • MIL-OSI Security: I am Navy Medicine: Mr. Edward Sorzano, Cherry Point Clinic Plank Owner Retires

    A civilian staff member who “owns” a plank of Naval Health Clinic Cherry Point will soon retire after more than two decades of service aboard the facility.

    Mr. Edward Sorzano retired in late February 2025, ending his civilian career as Department Head for the clinic’s Radiology team. He served at the clinic during its first year of operation in 2007 and was given the honor of “Plank Owner” that year.

    A “plank owner,” according to Naval History and Heritage Command, is “an individual who was a member of the crew of a ship [or a facility, in this case] when that ship was placed into commission.”

    Sorzano retired in February 2005 from active duty military service in the U.S. Navy while serving aboard the clinic and transitioned into a General Schedule civilian role.

    During his time at the clinic, he helped train more than 100 Radiology students from Carteret Community College while increasing the department’s radiology capabilities to include Magnetic Resonance Imaging and Computed Tomography.

    Deputy Prime Minister and Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev held a meeting with a group of volunteers – state civil servants who returned home after fulfilling their duty to defend the Motherland.

    The detachment was formed six months ago. It included 27 people: employees of the office of the Presidential Plenipotentiary Representative in the Far Eastern Federal District, the Ministry for the Development of the Russian Far East and nine regions of the Far Eastern Federal District (Buryatia – 2, Yakutia – 4, Transbaikalia – 3, Kamchatka – 2, Primorye – 2, Khabarovsk Krai – 1, Sakhalin Oblast – 3, Jewish Autonomous Oblast – 2, Chukotka – 3). The volunteers worked in two directions (Kursk and Donetsk), carried out reconnaissance of the forces and assets of the Armed Forces of Ukraine on various modifications of UAVs. All volunteers were awarded the medals of the Ministry of Defense “Participant of the Northern Military District”, and the members of the Kursk group (21 people) were additionally awarded the medal “Defender of the Kursk Region”.

    The Deputy Prime Minister reported that the Patriotic priority development area has been created to modernize and expand production facilities that manufacture military and dual-use products. “Such support is already being provided to 26 Far Eastern enterprises that manufacture FPV drones, aircraft-type UAVs, electronic warfare and reconnaissance equipment, sights, snow and swamp vehicles, hemostatic tourniquets, bulletproof vests and other products. Last year, together with the commanders of units participating in the special military operation, the tactical and technical characteristics of the manufactured products were determined. All products are tested for compliance with current conditions at the front and supplied to units of the Eastern Military District. In 2023–2024, 22.5 thousand products have already been sent to the special military operation zone, another 13 thousand products are being prepared for shipment, 27 thousand products will be manufactured and supplied by the end of the first quarter of 2025,” Yuri Trutnev specified.

    The volunteers received letters of gratitude from the Deputy Prime Minister for their service to the Motherland, their courage and personal example of selfless fulfillment of military duty during the special military operation. And in turn, they thanked Yuri Trutnev, the office of the Plenipotentiary Representative of the President of Russia in the Far Eastern Federal District, the Ministry for the Development of the Russian Far East and all Far Eastern regions for their assistance and support, and also handed over to the Deputy Prime Minister a captured drone of the Ukrainian Armed Forces that they shot down and a Victory Banner signed by all members of the detachment.

    “In April last year, Yuri Petrovich Trutnev set the task of forming a third detachment of Far Eastern civil servants to provide assistance in the SVO zone. It took about five months to select personnel and form the detachment. And this coincided with the enemy’s attack on the Kursk region. Therefore, we carried out our main task there. The detachment consisted of 27 federal employees. We left for the Kursk region in mid-August. And for six months we carried out combat missions in the SVO zone. I believe that the detachment has fully completed the tasks assigned to it, and now it has returned to its regular civilian jobs in full force. In my opinion, when the Motherland has problems, especially military ones, any man, regardless of his official position, is obliged to take up arms and stand up to defend the Fatherland. And an official has double responsibility. He is a civil servant. The state gave him a job, a salary, a position in society. “And his first duty is to come to the defense of the Motherland, if necessary,” noted Mikhail Kagan, a member of the detachment, commander of the aerial reconnaissance group, and deputy plenipotentiary representative of the President in the Far Eastern Federal District.

The exhibit will remain on display through March 27.

    About the CSS Neuse Museum
    The CSS Neuse is the only remaining commissioned Confederate ironclad above water. It was part of a new technology that the Confederacy used to combat the superior manpower and firepower of the Union Navy. Learn about this technological advance and warfare in eastern North Carolina at the CSS Neuse Museum. The Confederate Navy launched the CSS Neuse, attempting to gain control of the lower Neuse River and New Bern, but ultimately destroyed the vessel to keep it out of Union hands.

  • MIL-OSI Security: Promoting Healthcare Excellence with Evidence Based Practice at NHB

    The commitment to enhance medical readiness was visually evident recently at Naval Hospital Bremerton.

    U.S. Navy and U.S. Army Nurse Corps officers, along with hospital corpsmen assigned to Navy Medicine Readiness Training Command Bremerton, honed their evidence based practice skills at a TriService Nursing Research Program Evidence Based Practice training class.

    “This is a big deal for nurses because two instructors came from out of town to teach this class which takes us through all the steps of EBP to come out and be ready to do a EBP project,” said Lt. Cmdr. Maggy Mitzkewich, NMRTC Bremerton Specialty Care department.

    The training class, in conjunction with the Uniformed Services University, was held to refine attendees’ knowledge on the values of evidence based practice designed to help military nurses care for warfighters on the field of battle as well as retirees and dependents at a military treatment facility.

    “Most nurses at Naval Hospital Bremerton work in a clinic environment, but we need to be ready to deploy in our primary subspecialty,” explained Mitzkewich. “Using evidence based practice, we can target the best training methods to keep our skills up to date using proven ideas such as skills fairs or virtual reality.”

    Nurse Corps officers stationed at NHB, as well as other military treatment facilities, routinely are tasked for operational missions. NHB has recently deployed nurses to augment Navy fleet forces, support multiple Navy and Marine Corps locales across the Indo-Pacific theater, and assist U.S. Naval Forces Central Command needs and more.

    The Tri-Service Nursing Research Program training class curriculum, under the auspices of organizers Laurie Migliore and Ellen Kroll, followed what is known as the Iowa Model, a practical process which provides a structured outline for conducting principles of evidence-based practice.

    “The process uses a format based on the five stage formula of problem/population, intervention, comparison, outcome, and time,” said Mitzkewich, noting that a nurse can use evidence base practice knowledge to help improve quality healthcare and patient safety programs.

    “As nurses, we use evidence based practice by integrating research, clinical expertise, and patient preference to make informed decisions about care,” continued Mitzkewich. “It is something we learn about in nursing school and continue to use and develop throughout our daily practice and careers. It is a tool that helps ensure we are keeping our patients safe and helping them reach their healthcare goals.”

    According to Mitzkewich, examples of evidence based practice initiatives are NHB nurses updating the command’s patient falls policy and medication administration policy to ensure all staff members are adequately trained on both and that the hospital is using the most effective protocols to ensure patient safety.

    Two of the EBP initiatives the class participants worked on were, ‘Implementing an effective medication administration training and competency for nurses and corpsmen’ and ‘Using evidence to create an effective outpatient falls protocol.’

    Both initiatives are important in any healthcare locale.

    According to the Centers for Disease Control and Prevention, patient falls in a hospital setting, especially amongst elder beneficiaries, are a constant risk. The National Institute of Health also affirms that medication administration errors, such as wrong patient, wrong dose, wrong prescription, are all dispensing issues which are preventable.

    Mitzkewich attests that being able to implement evidence based practices to improve healthcare delivery is a gratifying experience for nurses, as well as their patients.

    “It is rewarding because the initiative that come from this class will affect real change in patient safety and knowledge, skills and abilities at our command,” stated Mitzkewich.

  • MIL-OSI Security: NMRTC Twentynine Palms Sailors sharpen skills and build camaraderie at shooting event

    Sailors from Navy Medicine Readiness and Training Command (NMRTC) Twentynine Palms gathered for a team building, morale, and marksmanship event on Feb. 26, 2025, reinforcing weapons proficiency and strengthening unit cohesion. The event provided Sailors across various rates with the opportunity to practice shooting, many of whom do not regularly handle firearms in their daily military duties.

    “The shooting event was great for team building and served as an opportunity to exercise our lethal warfighting capabilities,” said Religious Program Specialist 3rd Class Diego Escalante from San Diego, Calif.

    Participants used the event to emphasize the importance of basic firearms knowledge and safety for all service members, regardless of their occupational specialties.

    “Being in the military, I feel all rates should have at least some familiarity with basic firearms and firearms safety, which this event allowed us to cover,” said Master-at-Arms 2nd Class Samuel Schoep, from Hudson, New York. “Shooting is a requirement for my rate, so being able to get out onto the range helps keep my required skills fresh.”

    The event was especially beneficial for Sailors in roles where firearms proficiency can make up a component of their rate’s responsibilities.

    “As an RP (Religious Program Specialist), we are expected to be skilled with firearms due to chaplains not being able to fire or carry. We serve as their protection and point man.” Escalante said. “In this unit, my mission changes within the dynamic of a hospital environment, so I don’t use firearms regularly. However, that won’t always be the case at future duty stations.”

    “For my rate I must qualify for Marksman annually on the Navy Handgun Qualification Course, so having the opportunity helped me brush up on my shooting,” added Master-at-Arms Seaman Apprentice Thuan Nguyen from Bradenton, Florida.

    For a hospital corpsman, shooting proficiency can be critical in operational environments where they may be required to provide medical aid in combat situations. Hospital Corpsman 1st Class (SW) Logan Wilkerson, from Columbus, Georgia, highlighted why corpsmen need to be capable of being armed in the line of duty.

    “For the general population, the thought of medical personnel using a weapon is generally unheard of,” Wilkerson said. “However, in the military, a Hospital Corpsman providing life-saving measures in a combative environment is very likely. When caring for an injured service member, we (corpsmen) can turn to the Hospital Corpsman Pledge — specifically, ‘I will not knowingly permit harm to come to any patient.’ To me, this means defending my patient.”

    Wilkerson explained the historic importance of firearms use for corpsmen by referencing the heroic actions of Hospital Apprentice 1st Class Robert E. Bush, the namesake of the hospital where he serves, who received the Medal of Honor for his valor in the Battle of Okinawa.

    “With the (plasma) bottle held high in one hand, Bush drew his pistol with the other and fired into the enemy ranks until his ammunition was expended,” Wilkerson recounted. “History has proven that familiarity and practice with putting rounds down range can mean the difference between life and death for a corpsman’s patient. After all, a common saying from corpsmen is that one of the best forms of medicine is rounds down range.”

    The event also served as a platform for fostering camaraderie among service members beyond their typical work environments. Lt. Jason Wang, Operations Management Department Head and Healthcare Administrator from Sylmar, Calif., shared that one of the reasons he set up the event was to offer a unique way for colleagues to bond.

    “There are a lot of private gun owners or individuals — both civilian and active duty — who know how to shoot and safely handle a gun,” Wang said. “Bringing together individuals who enjoy and share this hobby allows co-workers to relate to each other in ways beyond just their job functions.”

    Twentynine Palms provides unique opportunities for shooting practice due to its desert environment and access to range facilities on base. While some service members expressed that shooting ranges are available at most duty stations, the terrain in Twentynine Palms offers a distinctive experience and more access to opportunities.

    “The major difference from other duty stations is the terrain,” Wilkerson said. “Out here in the desert, with the mountains and rocks as backdrops, it doesn’t take much imagination to put yourself in a different time and place.”

    “The environment allows more opportunities to shoot in the desert and on base than other larger metropolitan bases. Additionally, the base here is more relationship and network-based which creates opportunities in comparison to larger bases where it is easy to get lost on who is who in the zoo,” added Wang.

    Sailors expressed a desire for more frequent opportunities to refine their weapons-handling skills, recognizing the value in staying proficient even if their current assignments do not require regular firearms use.

    “The concept of firearms can be foreign to many and basic bootcamp isn’t remotely enough to gain comfortability and skill. Different rates and units come with different priorities,” Escalante explained. “In a place like a naval hospital, even though our corpsmen often serve a different mission here, at least one to two refresher courses per year would only benefit us as service members.”

    The event underscored NMRTC Twentynine Palms’ commitment to bolstering operational readiness, morale, and unit cohesion.

  • MIL-OSI Security: Sailors and Marines Ready Their Casualty Response Skills aboard USS America (LHA 6)

    Sailors and Marines aboard the forward-deployed amphibious assault ship USS America (LHA 6) train to respond to casualties of all grades, in war and peace. USS America’s medical department integrates and serves Sailors and Marines alike. As part of a joint effort, the Sailors of the ship and those assigned to the 31st Marine Expeditionary Unit (31st MEU) participate in medical drills to ready their proficiency in trauma care.

    “The integration of green and blue side corpsmen is very different, but I like it because you see how everybody’s roles come together,” said Hospital Corpsman 2nd Class Jalen King, assigned to the 31st MEU. “We’re going through our fundamentals with one end goal. To get our patient to the next higher echelon of care.”

    One aspect of medical readiness is training for mass casualty treatment. Integrated drills serve as a vital training for both blue and green side corpsman. Mass casualty drills are a simulated scenarios that test the capabilities of the integrated Navy and Marine Corps medical team aboard USS America, preparing the providers to treat a strenuous number of inbound casualties. A large influx of patients all at once tests, refines and enhances their current medical capabilities while improving the corpsmen’s abilities to triage a variety of wounded warriors from the battlefield.

    “The purpose of the mass casualty drill is always to test your skills. You have to do this to refresh your muscle memory and skills because medicine is always changing,” said Chief Hospital Corpsman Benjamin Guinto, assigned to the 31st MEU. “You need to up to date on the latest instructions, the best way of treating a patient, and all possible medical interventions.”

    It is very important that the blue and green side corpsman go through practice drills to create cohesion and efficiency amongst all those involved. Joint training allows for the sharpening of the basic and advanced skills of new members supporting the medical mission, as there is a constant flow of personnel arriving to the ship with each patrol—each with knowledge to be gained and given.

    “It is a growing and a learning process, but it is definitely getting better,” said Hospital Corpsman 3rd Class Dyanna Keiji, assigned to USS America. “I get more confident in our ability to work together as a team if we ever had to actually deal with an actual emergency or influx of mass casualties.”

    Each side has a different set of skills, such as field medicine with green side corpsmen and bedside medicine for the blue side corpsmen. It takes time to understand each respective branch’s equipment and techniques. There come some learning curves for the green side corpsman as most are not used to practicing critical care aboard a ship.

    “Working with the blue side corpsman during the mass casualty drills has been going pretty well. Having not been on a ship before, I am learning where things are and the process on how they do these drills,” said Hospital Corpsman 2nd Class Jomari Cruz, assigned to the 31st MEU. “I am learning a lot from them and it is uplifting.”

    Despite being more familiar with the ship and the equipment aboard there are difficulties as well for blue side corpsman—such as fluid communications with the green side or understanding field medical equipment. Sailors who may have only been a blue side corpsman may come across a certain experience or situation that is more familiar to their green side counterpart, so gaining more insight on how to approach and handle a new situation gives greater awareness and overall familiarity with the unknowns that come with the overall job of being a corpsman.

    “It is pretty empowering working with the green side corpsmen because they bring a different skill set and we have different backgrounds when we are working together,” said Hospital Corpsman Guadalupe Beech, assigned to Fleet Surgical Team Seven (FST 7). “It always feels like a safe environment to ask questions. If there is something that I do not know, there’s a good chance the green side might know.”

    The mass casualty drills help the corpsman train and expect what could come, but it is also informative to the surrounding Sailors who are not directly involved with the drill. The drills display a possible reality at any moment to those who could have a chance to be a helping hand at any given moment.

    “From the people that just watch us do the drills, I think it opens their eyes that this is not just practice, this might happen and makes them think what they will you do when this happens,” said Chief Hospital Corpsman Alexander Naval, assigned to FST 7. “As a bystander, what part can you play if the medical team is busy? From stretcher bearers to directing the traffic or controlling the crowd, we need everyone to not just watch, but help the medical team.”

    No matter the situation, green and blue side corpsmen continue to work together to grow and evolve their skill set prior to coming together for the drills. The medical world is ever growing and corpsmen continue learning new things every day to help those in their time of need, even if they do not know when that may be.

    “The greatest takeaway is that we are learning every day,” said Chief Naval. “For the junior Sailors, this is the biggest learning experience they can get because we are looking at real world scenarios that could happen in the near future, so we are making them ready for any situation. We are here to guide them on what to do and what to expect in case a mass casualty actually happens.”

    On this winter patrol, the corpsmen of the USS America and the 31st MEU have worked together tirelessly to improve, grow together, and above all else, be prepared and ready for any situation. The combined forces of the blue and green medical team have seen the self-improvement amongst each other and within themselves, feeling more ready than ever as they continue to treat the integrated Navy and Marine Corps teams.

    “The integration between the green and blue side has been the best that I have ever seen. I have been in FST 7 since 2022 and I have never seen it this good,” Beech stated, “We communicate daily, we see each other’s patients, and I feel that our morale is good as well.”

    America, lead ship of the America Amphibious Ready Group, is operating in the U.S. 7th Fleet area of operations. U.S. 7th Fleet is the U.S. Navy’s largest forward-deployed numbered fleet, and routinely interacts and operates with allies and partners in preserving a free and open Indo-Pacific region.

    MANAMA, Bahrain— Mental health providers, chaplains, counselors, and support service groups aboard Naval Support Activity (NSA) Bahrain gathered to kick off the 2025 Mental Health Campaign, March 4.

    The five-session campaign, hosted by the U.S. Naval Forces Central Command (NAVCENT) Religious Ministries Team, features topics including learning the resources, best practices for navigating mental health, building the human connection, creating positive environments, and effective leadership.

    The first session covered learning the resources, allowing participants to connect with counselors from Fleet and Family Support Center (FFSC) Bahrain, Navy Medicine Readiness and Training Unit (NMRTU) Bahrain mental health professionals, Military and Family Life Counselors (MFLC), and other embedded mental health officers and licensed social workers supporting the installation.

    “The overall goal of the event is to help leadership continue to develop a deliberate mental health strengthening strategy through the information promulgated in alignment with CNO’s [Chief of Naval Operations] Quality of Service initiative, while building collaboration between the Bahrain mental health entities,” said Cmdr. Devon Foster, NAVCENT/ U.S. 5th Fleet deputy chaplain. “There are more than 20 designated caregivers on island consisting of chaplains, MFLCs, LSWs [licensed social workers], psychologists, as well as the professional doctors and nurses at Serene Hospital. This was all about learning the resources from the Navy’s Mental Health Playbook and Roadmap. While our services as providers can overlap, our session shows how each caregiver cares and provides unique amenities within their portfolio.”

    NSA Bahrain’s mental health roadmap outlines key resources available on the installation for personnel seeking support, ranging from connecting with friends, family, and chains of command, to seeking support from providers through outpatient care off-base.

    During the event, Capt. Jorge Brito, NAVCENT/U.S. 5th Fleet force surgeon, discussed the importance of brain health, emphasizing risk factors, and ways to promote healthy brain function. The presentation included an interactive activity which allowed participants the opportunity to brainstorm ways they thought individuals could improve brain health through implementing or abstaining from certain factors. The exercise validated some beliefs, and challenged common misconceptions about brain health.

    The Mental Health Campaign will continue with Session 2, covering best practices for navigating mental health.

    “By understanding these services each person can seek assistance from one or more of these professional to meet their needs,” said Foster. “If the help can best be served through another provider, the person will be referred to whomever can give them the care they need.”

    Ukraine’s armed forces will be backed by more advanced attack drones to tackle Russian aggression in the Black Sea, following a deal struck by the UK government and an Anglo-American defence tech company.

    Defence Secretary John Healey MP visited Anduril, the firm supplying the drones, in Washington D.C. ahead of a meeting with his US counterpart Pete Hegseth at the Pentagon today.

    The deal follows a meeting of world leaders in London last week, when the Prime Minister and allies agreed it was essential that military support continues for Ukraine to put the country in the strongest possible position for peace as it continues to defend itself from Russian aggression.

    The new contracts, totalling nearly £30 million and backed by the International Fund for Ukraine, will result in Anduril UK supplying cutting-edge Altius 600m and Altius 700m drones – known as loitering munitions – that are designed to monitor an area before striking targets that enter it.

    The Defence Secretary visited Anduril yesterday, where he spoke with a number of American and British staff. Founded in California, Anduril continues to invest significantly in the UK with a large footprint across the country and plans to rapidly scale, in line with the Government’s commitment to keeping the nation safe while providing highly skilled jobs.

    Securing a lasting peace in Ukraine and strengthening bonds between NATO allies set to top the agenda when the Defence Secretary meets with his US counterpart today.

    The visit follows Prime Minister Keir Starmer meeting the US President last week, and John Healey MP will hail the unparalleled depth of the UK’s special relationship with the US – the UK’s closest security ally – as both nations continue to collaborate to bolster security and support economic growth. 

    The meeting follows the recent decision by the UK Government to raise defence spending to 2.5% of GDP by April 2027 – the biggest sustained uplift since the Cold War. National security is a foundation of our Plan for Change, and the Prime Minister and Defence Secretary have said that Europe needs to take a greater responsibility for its security, and that defence can be an engine for economic growth.

    The UK has already provided more than 10,000 drones to Ukraine’s Armed Forces, which have proved vital in disrupting Russian troop advances and targeting positions behind the frontline.

    With a £2.26 billion loan from seized Russian assets, plus £1.6 billion worth of air defence missiles announced for Ukraine in the last week, the UK is continuing to show leadership in securing a lasting peace for Ukraine.

    The work with Anduril UK been led by Defence Equipment & Support – the procurement arm of the MOD – on behalf of the UK-administered International Fund for Ukraine (IFU). The fund now stands at more than £1.3 billion worth of pledges from 10 other countries, of which the UK has contributed £500 million. 

    Ukraine’s armed forces will take delivery of the drones, launchers and spare parts over the coming months.

    In January, it was announced that 30,000 drones will be sent to Ukraine by the international Drone Capability Coalition, co-led by the UK and Latvia.

    Since July 2024, the Government has provided over £5.26 billion in military aid and financial support to Ukraine, including a £3 billion annual military aid and a £2.26 billion loan for military spending.

    The British and US Armed Forces operate in close alignment around the world, from the long-standing global coalition to combat Daesh in the Middle East to joint maritime security patrols in the Indo-Pacific. 

    The Defence Secretary’s visit to Washington D.C. comes as the UK receives the last of an order of 50 of the latest generation AH-64E attack helicopters for the British Army, the most advanced attack helicopter in the world. The helicopter was handed over this week at the Boeing site in Arizona under a programme that supports more than 300 UK jobs, helping to grow the UK economy – underscoring defence as an engine for driving economic growth. 

    The visit also comes at the conclusion of the 50th occurrence of Exercise Red Flag in Nevada, a joint exercise with the UK, United States and Australia. The training is designed to test equally matched air forces in a realistic combat scenario and involves more than 3,000 military personnel in high-intensity training, such as dogfighting, air-policing and practicing bombing runs, at Nellis Air Force Base.

    UK-Ireland 2030 Joint Statement

    1. This Joint Statement represents the starting point for a strengthened relationship between the UK and Ireland, informed by our co-guarantorship of the Good Friday Agreement, and to be taken forward through an ambitious programme of co-operation between our two countries through to 2030.

    2. The time has come to commit anew to delivering on the promise of our unique partnership to the benefit of current and future generations living across these islands. 

    3. Our renewed programme of co-operation will be taken forward in a spirit of respect and affinity, and by a shared ambition to reach the potential of our partnership across our islands, recognising that, in a changing world beyond our shores, the benefits and significance of a stronger and more settled relationship between our two countries have never been greater.

    The UK and Ireland working together at home and across the globe

    1. In a challenging geo-political and international security environment, Ireland and the UK confirm our commitment to the global multilateral system and international law as the foundations on which all our international engagement and partnerships are built.

    2. Building on these foundations, we will work together to strengthen international institutions for peace, promote conflict prevention, peace-building, sustainable development and climate action internationally.  Today, we have agreed in particular to collaborate on a strategic approach to the United Nations’ Peacebuilding Architecture Review and the World Bank’s Fragility, Conflict, Violence (FCV) Strategy. We also agree to collaborate on the Women, Peace and Security agenda and to pilot a joint lesson-sharing from the Northern Ireland peace process in an agreed priority country.

    3. We will support this intensification of our co-operation on foreign and security policy issues through annual political consultations.

    4. Continuing to ensure the safety and security of the people who live in Ireland and the United Kingdom is a priority we share.

    5. National resilience remains a priority for both of us.  We will strengthen co-operation and information sharing on emergency planning to best protect our peoples across these islands. 

    6. We will strengthen our co-operation in the area of maritime security, with a particular focus on critical undersea infrastructure, which will require greater international co-operation, including closer co-operation between Ireland and the UK.

    7. We value our good working relationship at an operational level on cyber security and will continue to co-operate to ensure that the sharing of information and best practices contribute to higher levels of cyber security across both countries. We will also work to develop approaches that benefit both countries particularly in the areas of skills development, cyber hygiene awareness and research projects.

    8. Since 2015, the UK and Ireland have cooperated on defence on the basis of a Memorandum of Understanding. We will pursue implementation of all aspects of that agreement, particularly in the areas of military training and education. To reflect the rebuilding and strengthening of our partnership, today we agree to review and update the Memorandum of Understanding on Defence by our next Summit in this series.

    9. We will continue to develop these areas of work, including through our structured security dialogue at senior official level.

    10. We will strengthen existing co-operation on criminal, civil and family law matters and exchange expertise on justice systems challenges, as well as collaborating on the rule of law and its promotion overseas. We will continue to work together to tackle threats to safety online.

    Ensuring a strategic and efficient approach to our shared maritime space to mobilise investment, support a healthy marine environment and provide clean energy for our islands

    1. We recognise the critical importance of the Celtic and Irish Seas and are committed to working together to harness their potential by deepening co-operation on offshore energy and interconnection, to help ensure our collective energy security as part of the green transition to net zero.

    2. Our countries are uniquely linked, not least through shared energy infrastructure and the Single Electricity Market (SEM) on the island of Ireland. This means we share common long-term challenges, including the need for secure, competitive, and sustainable sources of energy.

    3. We welcome recent progress on closer working between our countries in this regard, including through our two bilateral Memoranda of Understanding, and the opportunity for more formal co-operation between British and Irish system operators (EirGrid, Gas Networks Ireland, National Energy System Operator and National Gas).

    4. In order to meet our ambitious decarbonisation targets, we have agreed today to work together to mobilise investment into strategic infrastructure in the Irish and Celtic Seas by establishing frameworks to guide private investment and removing barriers to trade and investment.

    5. In this regard, we have agreed that our respective maritime policy, licensing and regulatory bodies will work together to establish co-operation in relation to data collection and usage, to continue to improve the management of the maritime area in the Irish and Celtic Seas through robust marine planning that includes a clear focus on our shared marine environment.

    6. We have also agreed to undertake new joint initiatives on mapping the sea basin to improve interoperability and resilience in UK and Irish waters, and to deepen existing co-operation on maritime decarbonisation, including on our joint efforts to establish green maritime corridors. 

    7. We will also broaden our existing Energy transition MoU to include industrial decarbonisation; knowledge sharing and exchanging best practices around retrofitting of homes and Community Benefit Funds; as well as formalising a staff exchange programme between UK and Ireland energy departments and agencies.

    8. Due to its geography, engineering expertise and interconnection to both Ireland and Great Britain, Northern Ireland can benefit from and be at the forefront of the clean energy transition. Co-operation between governments on infrastructure development will be key in both enabling Northern Ireland to have a renewable generation capacity of 3,550 MW by 2030 in order to deliver the target of 80% of electricity consumption from renewable sources, as well as supporting the Northern Ireland Executive’s ambition for 1GW of offshore wind from 2030 and Ireland’s ambition of at least 5GW of offshore wind by 2030, including through developing and supporting an all-island supply chain.

    9. Through our continuing co-operation we can act coherently and strategically, developing and sharing research and technical innovation to address our shared challenges, which in turn will deliver significant economic and social benefits to communities across our islands.

    Agile, open economies working together to attract investment, innovate from knowledge and accelerate growth

    1. The UK and Ireland are particularly close economic partners with a bilateral trade relationship worth approximately 100 billion euros annually. Ireland is the UK’s 6th largest trading partner and the UK is Ireland’s second largest trading partner and we are committed to building on these ties in order to attract new investment and accelerate economic growth across our two countries.

    2. Today we welcome substantial new investment announcements across a range of sectors including Digital, AI and Technology that are testimony to continued confidence in our economies and to the importance of our business and trading bilateral relationship. These commitments to invest will bring new jobs and opportunities to local communities and help drive up economic growth.

    3. The UK and Ireland have a longstanding partnership in sharing knowledge and experience in progressing infrastructure projects, and we share an ambition to accelerate the delivery of sustainable and resilient infrastructure to drive economic growth, enable new forms of economic activity, accelerate the transition to Net Zero by 2050, and support the delivery of housing and high-quality public services over the next decade.  Our countries and businesses are investing heavily in achieving this ambition but also face common challenges, including in relation to capacity and productivity. We have strong existing collaborations in the transport, housing and energy sectors, and today have agreed a new Framework for Co-operation to support infrastructure delivery to deepen these partnerships and extend them to further areas of mutual interest, including digital and modern methods of construction technologies.

    4. Today, we also reaffirm our support to small business in both countries and commit to working together to establish an SME Dialogue focused on sharing good practices in nurturing growth and productivity amongst SMEs to maximise commercial opportunities.

    5. We will also establish an Economic Security Exchange to share good practices and experiences, and develop common understandings in key areas for the economic security and prosperity of our two nations.

    6. The UK and Ireland share a close bilateral relationship in science, innovation and technology and commit to building on this through our collaboration within the current Horizon European Research and Innovation Framework Programme, including encouraging national contact points to work closely together. We agree to convene regular meetings between UKRI and Research Ireland to discuss issues of mutual interest and monitor and identify multilateral and bilateral opportunities.

    7. In early 2024, we launched the research Co-Centre for Climate, Biodiversity & Water, seeking to deliver solutions to the pressing challenges posed by climate change, biodiversity decline, and water degradation; and the Co-Centre for Sustainable Food Systems, seeking to drive societal and political change in food system transformation and transition to climate neutrality by 2050. Following the launch of these Co-Centres, UKRI and Research Ireland will work together and with the Northern Ireland Executive to monitor progress and identify future opportunities to bring together researchers and innovators across the UK and Ireland.

    Developing the deep ties between our people and cultures

    1. We recognise the unique ability of arts, culture and sport to forge and foster ties between people across these islands. 

    2. We value the extraordinary influence and contribution of British and Irish cultures and heritages to the artistic and cultural wealth of the public realm and creative industries and institutions in both our countries. In recognition of this, today, we agree to establish a strategic partnership to deepen and amplify co-operation between our leading cultural institutions and to support wider public engagement with the contemporary culture and heritage of both our countries. Over the coming five years, this will comprise a range of measures to support collaborations in programming, professional exchange, research and policy, and an annual joint meeting of our leading cultural institutions each autumn.

    3. We look forward to our joint hosting of the EURO2028 Men’s Football Championship and the 2030 T20 Men’s Cricket World Cup and will work to ensure that both tournaments are enjoyed across these islands. We will explore future co-hosting opportunities in the area of sports.

    4. We recognise that to reach the potential of our partnership across these islands, we need to understand and respond to the aspirations and views of young people. Today, we have agreed to establish an Ireland-UK Youth Forum to bring together young people across these islands on an annual basis to discuss issues of importance to them and to make recommendations about how they can be addressed for consideration by both our governments.

    5. In order to build stronger connectivity amongst our children and young people, we will also encourage greater co-operation and contact between our schools and education systems. This will include areas such as early years learning and provision, social mobility, opportunity and inclusion; special education provision; curriculum and assessment reform; teacher professional development; and integrated education.

    6. We will promote greater understanding of educational opportunities for full-time students through improved knowledge, guidance and information using higher education entrance systems.

    7. The uniquely rich and dynamic connections between people across these islands are supported and made possible by our long-standing Common Travel Area arrangement.  We remain firmly committed to working together to protect the integrity and security of the Common Travel Area. Recognising also the importance of the Common Travel Area in facilitating the daily lives of citizens across these islands, we will work together to minimise barriers to work or travel for those who benefit from it.

    8. Underpinning our co-operation is our shared ambition of a more reconciled, peaceful and prosperous Northern Ireland.  In progressing our co-operation across the board, we will ensure that our partnership includes and benefits Northern Ireland. We commit to ensure the successful delivery of the 2021-2027 PeacePlus programme and are agreed in principle to a successor programme.

    9. We agree to establish a UK-Ireland 2030 Steering Group led by the UK Cabinet Office and Department of the Taoiseach in order to take forward the range of commitments we are making today. Together we will ensure this complements the institutions of the Good Friday Agreement and their crucial role at the heart of our essential and unique relationship.

  • MIL-OSI Security: Morocco Purchases AH-64 Apache Helicopters

    Morocco marked its initial purchase of AH-64E Apache helicopters in a ceremony at Sale Air Base near Rabat, March 5, 2025.

    The sale marks a significant step in improving the capabilities of the Royal Moroccan Air Force (RMAF) as well as supporting the foreign policy and national security of the United States.

    “By purchasing these Apache helicopters, Morocco has made a significant step in investing in their security and in regional security. This investment now puts them in a new level of warfighting capability,” said Gen. Michael Langley, U.S. Africa Command Commander, who was present at the ceremony.  

    The aircraft arrived in Morocco late last month from the U.S. as part of a Defense Security Cooperation Agency (DSCA) initiative announced in 2020. 

    “The United States and Morocco have a long history of partnership reaching back nearly 250 years when Morocco was the first to recognize U.S. independence,” explained U.S. Charge d’Affaires Aimee Cutrona.   “Today, we are witnessing the steady and consistent growth of the longstanding U.S.-Morocco security cooperation that continues to advance our interests in the region and the world.”

    The AH-64E, first developed in 2012, is enhanced from previous models and brings increased capabilities that feature improved digital connectivity, more powerful engines, capability to control unmanned aerial vehicles (UAVs), full IFR capability, and improved landing gear. It can reach speeds of 150 knots (278 km/hr) with a range of over 450 km. 

    “The Apache helicopter, especially this model, brings advanced weaponry in reconnaissance and attack, enabling the Royal Moroccan Air Force (RMAF) to better secure their borders to deter and defeat terrorism in the region,” said U.S. Army Lt. Col. James Anderson, Chief of the Office of Security Cooperation, Rabat.

    The Utah Army National Guard (UTNG) also maintains a unique partnership with Morocco’s Royal Armed Forces through the Department of Defense’ State Partnership Program (SPP). This involves extensive training and relationship building that has led to deeper ties between the FAR and the Utah National Guard (UNG) at all levels, and it has encouraged even greater overall security cooperation between our two countries.

    “The UTNG flies Apache helicopters and we’re looking forward to taking advantage of more training opportunities together,” said Maj. Jared Sorensen, Bilateral Affairs Officer and the UTNG representative in the Office of Security Cooperation, Rabat, “being able to fly and train together here will sharpen our skills and make us a more lethal force.”

     So far 24 RMAF pilots have received training in the U.S. and are qualified helicopter pilots together with five instructor pilots with three more expected soon. The pilots will undergo specific aircraft type training with the expectation that the entire squadron will be fully operational within the next six months.

    “These aircraft give the Royal Moroccan Air Force a lethal tool that will enable them to further our mutual security goals in the region,” said Langley. “Morocco is a critical partner for us and major non-NATO ally. Their leadership and dedication to furthering security and stability in the region shows daily how valuable this partnership is to both the people of Morocco and the U.S.”

    U.S. Africa Command is one of seven U.S. Department of Defense geographic combatant commands. The command is responsible for all U.S. military operations, exercises, security cooperation, and conducts crisis response on the African continent in order to advance U.S. interests and promote regional security, stability, and prosperity.

    European Parliament President Roberta Metsola will represent the European Parliament at the special summit, where she will address the heads of state or government at 12.30.

    European Council President António Costa convened the Special European Council to discuss continued support for Ukraine and European defence, with the participation of Ukrainian President Volodymyr Zelenskyy.

    Russia’s war of aggression against Ukraine

    On 24 February 2025, the President of the European Parliament, the President of the European Council and the President of the European Commission issued a joint statement, saying “Russia and its leadership bear sole responsibility for this war and the atrocities committed against the Ukrainian population. We continue to call for accountability for all war crimes and crimes against humanity committed. We welcome the recent steps made towards the establishment of a Special Tribunal for the Crime of Aggression against Ukraine.”

    The three Presidents highlighted that “Ukraine is part of our European family” and that “the future of Ukraine and its citizens lies within the European Union.”. They said “the need to ensure the international community’s continued focus on supporting Ukraine in achieving a comprehensive, just, and lasting peace based on the Ukrainian peace formula. We stand firm with Ukraine, reaffirming that peace, security, and justice will prevail.”

    On 11 February, Parliament’s Conference of Presidents issued a statement on continuing the EU’s unwavering support for Ukraine, after three years of Russia’s full-scale war of aggression. EP leaders reaffirmed their “steadfast solidarity with the people of Ukraine, who continue to demonstrate extraordinary resilience and courage in defending their sovereignty, independence, and territorial integrity. The European Union must remain united in its commitment to support Ukraine that includes political, military, economic, humanitarian and financial assistance. (…) . We call on the EU and its member states to increase and speed up the delivery of its support, in particular of its military support and establish a legal regime allowing for the confiscation of Russian-owned assets frozen by the EU.”

    Also on 11 February, the Chair of the Ukrainian Verkhovna Rada, Ruslan Stefanchuk, addressed a formal sitting of the European Parliament. Welcoming Mr Stefanchuk, European Parliament President Roberta Metsola said: “I am proud that this Parliament has stood with Ukraine from the very first moment – united, unwavering, and resolute. We will keep pushing for peace. Peace must be just, it must be dignified, and it must be based on the principle of ‘Nothing about Ukraine without Ukraine’.”

    In a resolution adopted on 23 January, MEPs condemn the Russian regime’s systematic falsification of historical arguments to justify its illegal war of aggression against Ukraine. The text rejects historical claims by the Russian regime used to undermine Ukraine’s history and national identity as futile attempts to justify its ongoing illegal war. Parliament issues a strong call for the EU and its member states to increase and better coordinate their efforts to promptly and rigorously counter Russian disinformation and foreign information manipulation and interference. This is essential, they say, to protect the integrity of democratic processes and strengthen the resilience of European societies.

    The resolution also calls on the EU to expand its sanctions against Russian media outlets conducting disinformation campaigns championing Russia’s war of aggression against Ukraine. It urges EU countries to implement these sanctions thoroughly and to dedicate sufficient resources to effectively addressing hybrid warfare. MEPs also want the EU to step up its support for exiled independent Russian media to facilitate diverse voices in the Russian-language media.

    On 28 November 2024, MEPs adopted a resolution calling for more military support for Ukraine amid the involvement of China and North Korea. They condemn Russia’s use of North Korean troops against the Ukrainian army and its testing of new ballistic missiles in Ukraine. These recent escalatory steps represent a new phase in the war and a new risk for Europe’s security as a whole, MEPs argue, calling on the EU and Ukraine’s other international partners to respond accordingly.

    Insisting that “no negotiations about Ukraine can take place without Ukraine, MEPs urge the EU to work towards achieving the broadest possible international support for Ukraine and identifying a peaceful solution to the war. The resolution also demands the Council extend its sanctions against Russia, particularly against sectors of special economic importance, such as the metallurgical, nuclear, chemical, agricultural and banking sectors, and on Russian raw materials.

    Extraordinary plenary session with Volodymyr Zelenskyy

    On 19 November 2024, Parliament held an extraordinary plenary session with Ukraine’s President Volodymyr Zelenskyy, marking 1000 days since Russia’s full-scale invasion. Opening the sitting, EP President Roberta Metsola said Parliament would stand with Ukraine until it has “freedom and real peace, for as long as it takes.” She added that the Ukrainian people’s sacrifice over the previous 1,000 days was not just for themselves but for every European’s freedom and way of life.

    In his address, President Zelenskyy thanked the EU for its support and said that Ukraine, all of Europe, and our partners in America and around the world have succeeded not only in “preventing Putin from taking Ukraine” but also in defending the freedom of all European nations. “Putin remains smaller than the united strength of Europe. I urge you not to forget this, and not to forget how much Europe is capable of achieving. We can surely push Russia towards a just peace. Peace is what we desire the most,” he added. President Zelenskyy concluded by saying: “No one can enjoy calm water amid the storm. We must do everything we can to end this war fairly and justly. 1,000 days of war is a tremendous challenge. We must make the next year the year of peace.”

    Statement by EP leaders marking 1,000 days of Russia’s full-scale invasion of Ukraine

    Also on 19 November 2024, Parliament’s President and political group leaders adopted a statement marking 1,000 days of Russia’s illegal and unjustified war against Ukraine. “We have started EU accession talks with Ukraine as it moves towards taking its rightful place in our European family. The gradual integration of Ukraine into the Union will be a central task for all EU institutions in this legislature, along with providing long-term financial and military assistance and much-needed support,” they said. They said, “The ultimate goal remains to achieve a just and lasting peace in Ukraine on Ukraine’s terms, ensuring the safety and dignity of its people within a peaceful and stable Europe. Together, the democratic world must send a clear, simple message: we stand with and support Ukraine in every possible way until its victory.”

    Measures against the Russian “shadow fleet”

    In a resolution adopted on 14 November 2024, Parliament calls for more targeted EU sanctions against Russia’s so-called ‘shadow fleet’, which provides a key financial lifeline for Moscow’s war in Ukraine. MEPs demand measures against these vessels in the next EU sanctions packages, including all individual ships as well as their owners, operators, managers, accounts, banks and insurance companies. They also call for the systematic sanctioning of vessels sailing through EU waters without known insurance and urge the EU to enhance its surveillance capabilities, especially drone and satellite monitoring, and to conduct targeted inspections at sea. MEPs want EU member states to designate ports capable of handling sanctioned vessels carrying crude oil and Liquified Natural Gas (LNG) and to seize illegal cargo without compensation.

    Financial assistance to Ukraine

    On 22 October 2024, MEPs approved an extraordinary loan of up to €35 billion to Ukraine, to be repaid with future revenues from frozen Russian assets. Parliament endorsed the new macro-financial assistance (MFA) to help Ukraine against Russia’s brutal war of aggression. This loan is the EU’s part of a G7 package agreed last June, to provide up to $50 billion (approximately €45 billion) in financial support to Ukraine. The final amount the EU will contribute could be lower, depending on the size of the loans provided by other G7 partners.

    The Ukraine Loan Cooperation Mechanism, a newly established framework, will make future revenues from the frozen Russian Central Bank assets located in the EU available to Ukraine. These funds will help Ukraine service and repay the EU’s MFA loan as well as loans from other G7 partners. While the mechanism’s funds can be used to service and repay loans, Kyiv may allocate the MFA funds as it sees fit.

    At the informal European Council meeting on defence on 3 February 2025, European Parliament President Metsola outlined her vision for how Europe can and must strengthen its own security and defence. “More action, more financing, and more cooperation,” must be the EU’s goals, she argued.

    We need to do more, much more, to ramp up defence production and increase our defence industrial readiness” she said, stressing that “the best investment in European security is investing in the security of Ukraine.”

    President Metsola argued “investing in security, is not just about protection – it is about boosting European competitiveness, driving growth, creating quality high-skilled jobs and powering everyday breakthroughs that improve how we live, work and connect. The real incentive lies in addressing fragmentation within our markets. Different rules, standards, and systems are putting up barriers and risk holding us back. It makes no sense for Europe to have 178 different weapons systems, when the United States has 30.”

    “Fragmentation costs us billions: between €25 and €75 billion are lost due to duplication and inefficiencies. The answer to this is staring us right in the face. Now is the time to move forward with a single market for defence. Europe must be responsible for its own security. No one else will do this for us,” she added

    In a report adopted by the Foreign Affairs Committee on 30 January, MEPs push for the EU to strengthen its defence capacity against a backdrop of multiple security threats. The report emphasises the absolute need for the EU to recognise and meet the current challenges posed by multiple and evolving security threats. The EU, they say, needs to engage in new and better policies that will enable the European Union and its member states to strengthen their defence in Europe. Noting the limited progress and underinvestment in common European defence capability development, industrial capacity, and defence readiness since the establishment of the EU’s Common Security and Defence Policy (CSDP) 25 years ago, MEPs restate need for a truly common European approach, policies and joint efforts in the area of defence. They say a paradigm shift in EU CSDP is essential to enable the European Union to act decisively in its neighbourhood, and on the global stage, to safeguard its values, interests, citizens, and promote its strategic objectives.

    On 13 January, MEPs discussed the security situation in Europe and beyond, as well as defence and EU-NATO cooperation, with NATO Secretary General Mark Rutte.

    Regarding EU-NATO cooperation, MEPs quizzed Mr Rutte on the EU’s contribution. Defence is not limited to military issues, MEP said, adding that it includes international relations, as well as social, economic and diplomatic relations. MEPs also asked about future cooperation with the incoming Trump Administration and expressed concern about the role of Türkiye in NATO.

    Other MEPs pointed out that there are differences between NATO allies on defence issues, but unity is necessary to secure a sustainable peace in Ukraine. They also highlighted the difficult security situation in the Mediterranean and the Western Balkans.

    Several MEPs enquired about the avoidance of duplication in military production as well accelerating the development of weapons, and others raised the issue of the need to tackle hybrid threats, particularly on the eastern flank of Europe and in the Western Balkans.

     having regard to Title V of the Treaty on European Union, in particular Chapter 2, Section 2 thereof, which includes provisions on the common security and defence policy,

     having regard to the Helsinki Final Act of the Conference on Security and Co-operation in Europe of 1975,

     having regard to the Code of Conduct on Politico-Military Aspects of Security of 1994,

    A. whereas the world is undergoing a significant transformation towards a multipolar order in which major powers such as the United States, Russia and China will play a decisive role;

    B. whereas the United States has signalled a strategic shift in focus towards its own continent and its immediate vicinity, with potential implications for its long-term commitment to European security and NATO;

    C. whereas for decades, the EU has unconditionally followed the United States in foreign and security policies, while the primary burden of defending the European continent has rested with the United States – an approach that is no longer sustainable given current geopolitical developments;

    D. whereas the EU and its Member States currently lack a coherent strategy and clear situational awareness in order to effectively shape their foreign and defence policy;

    E. whereas years of neglecting independent defence capabilities have created substantial gaps in the security and defence readiness of the EU and its Member States;

    F. whereas hybrid warfare remains one of the most significant threats to European defence, independence and sovereignty;

    G. whereas, in this regard, the US Government, through the US Agency for International Development (USAID) and the National Endowment for Democracy (NED), has for decades invested significant amounts in media organisations that engage in global influence, such as Internews Network and the Organized Crime and Corruption Reporting Project (OCCRP);

    H. whereas the European External Action Service currently collaborates with USAID on multiple projects;

    I. whereas Elon Musk and US President Donald Trump have taken steps to dismantle these deep-state operations in the US by defunding USAID, NED and OCCRP, leading to mass lay-offs within these organisations;

    1. Calls on the Member States to acknowledge the new geopolitical reality and take decisive steps towards ensuring their own security and defence capabilities independently of external actors;

    2. Stresses the need for an immediate and comprehensive security assessment, followed by the development of a robust strategy that clearly defines the EU’s independent foreign and defence policy objectives;

    3. Calls for the development of a new continental European defence concept focused solely on protecting the interests and territories of the EU Member States, without advancing further supranational oversight of defence policy;

    4. Proposes initial steps towards building a European Defence Alliance;

    5. Supports the strengthening of the European defence industry, research and funding mechanisms to enhance European autonomy in defence production; notes that all funding and cooperation mechanisms must remain intergovernmental and respect the sovereignty of each EU Member State;

    6. Welcomes the proposal to establish a new permanent decision-making body composed of the defence ministers of the Member States in order to consolidate European decision-making processes on security and defence matters; emphasises that this forum must not be vested with supranational decision-making powers;

    7. Emphasises that consolidating defence capabilities should not lead to the Europeanisation of national armed forces, but rather to streamlining and mutual support in areas where individual Member States cannot act effectively alone;

    8. Calls for an open debate on the recommendations of the Draghi report with regard to enhancing security and reducing dependencies, stressing the urgency of initiating this discussion at EU level;

    9. Stresses that negotiations on the future security architecture of Europe must involve all the relevant actors; calls for the EU to engage in constructive dialogue with all stakeholders to establish a realistic and sustainable European security framework;

    10. Reaffirms that all states have legitimate national security interests that must be respected; emphasises that no state should strengthen its security at the expense of another, in line with the principles of the Helsinki Final Act;

    11. Calls for strict adherence to the principle of non-interference and other universal norms of international law as a guiding principle for EU foreign and security policy;

    12. Expresses deep concern over the substantial financial influence exerted by USAID, NED and OCCRP over European media organisations; condemns, in this regard, the targeted media attacks orchestrated against multiple European politicians by these organisations in an apparent effort to manipulate electoral outcomes;

    13. Calls for an immediate and comprehensive investigation into the extent of the involvement of USAID, NED and OCCRP in EU Member States’ elections and policymaking processes; calls on the Commission to conduct a full audit of all financial transactions between the EU institutions and USAID, OCCRP, the Open Society Foundations and NED, and to make these findings public;

    14. Demands that the European External Action Service immediately terminate all collaboration with USAID and reassess any remaining cooperation agreements with foreign entities engaged in political influence operations;

    15. Stresses that financial influence exerted by foreign governments over EU Member States’ elections and media constitutes an act of hybrid warfare against European sovereignty;

    16. Instructs its President to forward this resolution to the European Council, the Council, the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the President of the Commission, the relevant members of the Commission, the Secretary-General of the United Nations, the Secretary General of NATO, the President of the NATO Parliamentary Assembly and the governments and parliaments of the Member States.

    The Passing Out Parade (POP) of the fifth batch of Agniveers is scheduled at INS Chilka on 07 Mar 25. The POP marks the successful culmination of training of approx. 2972 Agniveers, including women Agniveers who have undergone rigorous training at Chilka.  VAdm V Srinivas, Flag Officer Commanding -in- Chief, Southern Naval Command will be the Chief Guest and review the post sunset POP.  This momentous event will be witnessed by the proud families of the passing-out Agniveer course. Besides this, high achiever veterans and eminent sports personalities will also be present, inspiring the Agniveers with their remarkable journey.

    FOC-in-C, SNC will also attend the valedictory function and present awards/ trophies to various trainees/ Division and unveil the bilingual trainees’ magazine ‘Ankur’. The POP not only signifies the successful completion of 16 weeks of ab initio Naval training but also their voyage in the Combat-ready, Credible, Cohesive and Future-ready Indian Navy.   • MIL-Evening Report: Grattan on Friday: Anthony Albanese beset by disruptors, from Cyclone Alfred to Donald Trump

    Issues sometimes “come at you”, Anthony Albanese declared on Thursday at the end of a news conference, held at Canberra’s National Situation Room, about Cyclone Alfred.

    The cyclone is a disaster for millions of people in its path. For the prime minister, it is a major political disruptor.

    Albanese cancelled his visit to Western Australia: he’d wanted to be there when Labor has its anticipated certain win at Saturday’s election.

    His own election planning – which seemed headed for an April 12 election called this weekend – has been thrown into some disarray (although this is contested by those involved).

    Then there was the good news that was crowded out. Wednesday’s national accounts finally showed some of the much hoped-for positive trends, especially an end to the per capita recession, which had been running for seven consecutive quarters. But with the cyclone naturally dominating attention, who noticed?

    Albanese’s response to the new circumstances was to place himself at the centre of the planning for the cyclone. He stood side by side with Queensland Premier David Crisafulli at his news conference on Wednesday and was early to the Situation Room on Thursday morning, promising to give regular updates.

    To questions about whether he’d abandoned any thought of calling an election at the weekend, the PM insisted (unconvincingly) that politics was furthest from his mind. Though announcing an election would appear near impossible in the circumstances, and attention had already begun turning to a May date (and a budget beforehand), Albanese on Thursday wouldn’t be drawn. Basically, he was waiting to see what happened with the weather.

    The cyclone will be a passing disruptor. The disruption from the Trump administration will be with Australia (and the world) for the foreseeable future.

    Next week Australia will know whether its intense lobbying for an exemption from the US tariffs on aluminium and steel has been effective. Those around the government are not optimistic.

    More concerning than the immediate impact on Australia if we fail to win the exemption is the effect of US protectionism more generally.

    Reserve Bank deputy Governor Andrew Hauser confirmed this week that “from a macroeconomic perspective, Australia’s direct exposure to US tariffs levied on our exports is limited”.

    “[But] Australia is heavily integrated into, and reliant on, the global economy more broadly – and particularly China. Hence the bigger macroeconomic risk for us would be if the imposition of US tariffs on third countries triggered a global trade war that impaired our trade and financial linkages more broadly.

    “As Australia’s long history has shown, we thrive when trade, labour and assets flow freely in the global economy, but we suffer when countries turn inwards.”

    How disruptive this new world will be to the Australian economy can’t be known but it could make things very difficult for a second term Albanese government or a first term Dutton one.

    As Trump tries to force a settlement on Ukraine, there’s been increasing attention on the Europeans’ plans to boost their defence expenditure. This week, we started to feel the heat on Australia to do the same.

    Trump’s nominee for Under Secretary of Defense for Policy, Elbridge Colby told the US Senate Committee on Armed Services, in a written answer during his confirmation hearing, that “Australia is a core U.S. ally. […] The main concern the United States should press with Australia, consistent with the President’s approach, is higher defense spending. Australia is currently well below the 3% level advocated for by NATO Secretary General Rutte, and Canberra faces a far more powerful challenge in China.”

    Presently Australia’s defence spending is about 2% of GDP, projected to increase to 2.4% by 2033–34.The Coalition has said it would spend more than Labor (but has not specified how much more).

    Defence Minister Richard Marles said he could “obviously understand the US administration seeking for its friends and allies around the world to do more. That’s a conversation that we will continue to have with the US administration. […] But it’s really important to understand we are increasing that spending right now.”

    It’s also important to understand that if Australia must ramp up defence further or faster than present plans, that will suck funds from other priorities, putting another squeeze on future governments.

    Trump’s bullying of Ukraine and its leader Volodymyr Zelensky has not weakened the bipartisan support in Australia for Ukraine.

    But a difference has emerged over whether Australia should (if asked) take part in any peacekeeping force. Peter Dutton said this role should be left to the Europeans. But Albanese flagged his government would consider it, pointing to the many other peacekeeping operations we have participated in.

    Former prime minister Scott Morrison got on well with Trump during the president’s first term and has become even more signed up since. The Morrisons were at Mar-a-Lago for New Year’s eve.

    Morrison was distinctly sympathetic to Trump’s approach when talking this week about Ukraine. He told an Australian Financial Review dinner, “Do we just keep fighting this war every day? The alternative is to find a peace that can be secured.

    “There was no conversation, no real conversation, about peace in Ukraine up until now.” Zelensky had the “most to gain” from negotiating to end the war, he said.

    Morrison is affiliated with lobbying firm American Global Strategies, which has links to the Trump administration. Colby is listed as a senior adviser. The chairman and founder of the group, Robert C. O’Brien, was formerly a national security adviser to Trump.

    Morrison is one of a number of former senior Australian political figures who have a current professional or commercial lock-in to Washington politics.

    Former Liberal treasurer Joe Hockey, who was close to the Trump White House when Hockey was ambassador in 2016-20, is founder and global president of Bondi Partners, a lobbying firm that operates between the US and Australia.

    Another former Australian ambassador to Washington, Arthur Sinodinos, is based in Washington as a partner in the Asia Group, a strategic advisory firm.

    Meanwhile former PM Kevin Rudd, as Australian ambassador in Washington, is trying to amplify Australia’s official voice with the administration.

    Speculation continues about Rudd’s future if the government changed. Dutton says that would depend on how effective Rudd was, saying his present instinct would be leave him in the job.

    Others are sceptical this would happen, and raise Morrison’s name as a possible replacement. Morrison has reportedly told people he would not want the post. But you couldn’t rule it out.

    Banmaw (Agenzia Fides) – The pastoral center on the grounds of the Catholic Church of St. Michael in Nan Hlaing, in a rural area of the diocese of Banmaw (northern Myanmar), was hit and destroyed by a bombing raid by the Burmese army. “Five bullets and two aerial bombs fired at our church grounds hit the building but did not injure anyone,” reports Jesuit Wilbert Mireh, parish priest of the church with a history of over a century. The Jesuit reports that he had to travel to a distant place on the border with China to find a place with electricity and internet access and to be able to communicate with the outside world. “Electricity, telephone and other services have been absent in our area since July 2024,” he says. Banmaw is located in Kachin State, about 186 km south of the capital Myitkyina, and has a population of about 65,000, mainly Kachin, but also Bamar, Shan and Han. “The bombing caused damage to the building, but no injuries. We thank God that we are safe, although people here are fighting for survival, there are no schools, clinics or shops,” Father Mireh continued. “After this new attack, the faithful trust in the Archangel Michael and pray to him to protect us. Even the boys and children sing and invoke Saint Michael,” he reports. “We usually celebrate Mass under the trees because it is too dangerous to be in the church and the building has already been hit and damaged. But I must say that despite the suffering and the precarious conditions, the faith and spirit are strong. The faithful pray every day that the Lord, through the Archangel Michael, continues to grant his protection and watch over us,” the religious continued. Father Mireh is Burma’s native Jesuit, ordained a priest in 2013 and now one of around 30 Burmese Jesuits. After his pastoral service in Loikaw, he was sent to Banmaw, where, in addition to pastoral care for the faithful, he has always devoted himself to social apostolate and education. “Today, the fact that children do not have school is one of the serious consequences of the civil war,” he notes. Father Mireh concludes: “Despite the fear and unease, we will continue to live for good, truth and justice, firm in our faith.” The context in which the local Catholic community finds itself today is that of Kachin State in northern Myanmar, where a bitter struggle is taking place between the regular army and the army of the Kachin ethnic minority, which has taken up positions near the town of Banmaw. The Kachin Independence Army (KIA), which is fighting for the state’s self-determination, is one of the best organized ethnic militias that has been active for decades and has joined the resistance against the currently ruling military junta. In Kachin State, the Burmese army has been forced to withdraw from large parts of the area and is now bombarding it with artillery and aircraft. According to local sources, due to the ongoing fighting for control of Banmaw, most of the city’s residents have fled, leaving only about 20,000 people living in the city. The displaced have fled to the surrounding forests and villages, where they find few resources for their livelihood. The Banmaw diocese is located in the southeastern part of Kachin State, in the border area with China. In recent years, even before the 2021 coup, the conflict between the regular Myanmar army and the KIA had created over 120,000 displaced people. The war has intensified and has affected nine of the diocese’s 13 parishes in the last two years, further increasing the number of refugees. (PA) (Agenzia Fides, 5/3/2024)

    Foreign Secretary and Business Secretary travel to Japan for the Economic 2+2, a new way for the UK and Japan to coordinate international economic policy.

    A new partnership between the UK and Japan will unlock further growth for British business – advancing a relationship worth £27 billion annually and driving forward the government’s Plan for Change.

    It comes as the Foreign Secretary and Business Secretary travel to Japan today (6th March 2025), for the Economic 2+2, a new strategic way for the UK and Japan to coordinate international economic policy. The visit is part of the government delivering its Plan for Change, to boost growth, create jobs and put more money in people’s pockets.

    Economic growth and future prosperity depend upon strong security foundations, a reliable trading system, resilient supply-chains, energy security, and an economy resilient to shocks.

    Japan’s decision to enter into an Economic 2+2 with the UK, a Dialogue that they only currently have with the US, demonstrates that Japan and other major world economies view the UK as an important partner for driving long-term sustainable growth and security. 

    UK-Japan joint defence industrial projects are driving jobs across the UK while providing new defence capabilities and protecting British security interests in the Indo-Pacific.  

    This is delivered through programmes like GCAP (Global Combat Air Programme), the UK, Japan and Italy’s joint future fighter jet programme. The programme currently employs more than 3,500 people, including engineers and programmers, across the UK, and British workers are building jets that will protect British security interests and international trade, whilst boosting jobs in the UK.  The 2+2 will encourage future opportunities to collaborate on growth and defence. The Foreign Secretary will see the impact these programmes are having first hand during a visit to Japan’s Ministry of Defence and meetings with UK companies actively engaged in GCAP.  

    This further builds on the Prime Minister’s announcement that defence spending will increase to 2.5% of GDP from April 2027. Investments in defence like GCAP will protect UK citizens from threats at home but will also create a secure and stable environment in which businesses can thrive and increase jobs, supporting the Government’s number one mission to deliver economic growth. In 2023-24, defence spending by the UK Government supported over 430,000 jobs across the UK, the equivalent to one in every 60. 

    The Foreign Secretary, David Lammy, said: 

    This government is boosting growth to the UK by taking our relationships with major economies like Japan to new heights. It’s fantastic to arrive in Tokyo with a business delegation as we start a first of its kind economic dialogue.

    The UK and Japan’s interests have never been more closely aligned. From our shared understanding of the indivisibility of Euro-Atlantic and Indo-Pacific security, to our desire to grow more together as we embrace the opportunities of new technologies like AI.

    By working more closely with Japan, we will give UK firms more business, puts money in people’s pockets and help deliver our Plan for Change.

    Business and Trade Secretary Jonathan Reynolds said:

    The UK and Japan share a proud, historic trading relationship that has only deepened in recent years, opening up new opportunities for businesses in both of our countries, and with our upcoming Industrial Strategy we will find even more common ground.

    The Economic 2+2 will strengthen UK and Japan cooperation in a range of areas– such as continued commitment to a fair-trading system, joint research into the technologies of the future and mutual investment to support growth, innovation and jobs in the defence industry. 

    The joint visit will also move forward work with Japan on our modern, ambitious Industrial Strategy. Japan is an incredibly important investment partner, with 1,000 Japanese companies supporting 160,000 jobs in the UK. The UK’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) combined with the new economic partnership announced today will strengthen that relationship even further. 

    A business delegation, representing the key high growth sectors of the future, will travel alongside the ministers to see firsthand the opportunities for growth and development UK-Japanese collaboration will bring. The Foreign Secretary and Business and Trade Secretary’s discussions with Japan will give UK businesses access to Japanese industry and further open up trade. Japan is a manufacturing powerhouse – ranking third globally in terms of value added to the manufacturing industry.  

    Chief Economist at the CBI – member of the travelling business delegation – Lousie Hellem, said:

    Cooperation with like-minded partners like Japan will be critical to achieving the government’s Growth Mission.  

    As a significant and growing trading partner, Japan’s economy offers unique opportunities for UK firms looking to expand and internationalise. This delegation is an important next step in our relationship, enabling both governments to explore deeper collaboration across topics like digital and technology, advanced manufacturing, and sustainability. 

    As the voice of business, the CBI will continue to work closely with our Japanese sister federation – Keidanren – in the B7, B20 and bilaterally to promote a strong and mutually beneficial UK-Japan relationship.” 

    In Tokyo the Foreign Secretary and Business and Trade Secretary will host an AI Business Reception to promote the UK’s AI Opportunities Action Plan and discuss with Japanese AI leaders the scope for new growth opportunities between British and Japanese AI. 

    During the visit, the Business and Trade Secretary will announce plans to develop a new Industrial Strategy partnership – the first of its kind for Britain, as well as sign a UK-Japan Memorandum of Cooperation on Offshore Wind as the UK races ahead to net zero.  He will meet with global automotive manufacturers Nissan and Toyota, and with CPTPP Minister Akazawa – their first meeting since the UK’s accession to the trade group last year. 

    While in Tokyo Reynolds will also tour some iconic UK exporters, visiting major brands including Warhammer, Brompton and Burberry. UK exports to Japan totalled £14.7 billion in the 12 months to September 2024 – an increase of 5% from the previous year. 

    The Foreign Secretary will travel onto the Philippines, where he will drive forward cooperation with one of our key security partners in the region. Growth and security go hand in hand – a third of global maritime passes through the South China Sea – and so the Filipinos’ work to stand up for freedom of navigation and international law in the region is vital to ensure these trade routes remain safe and secure.

  • MIL-Evening Report: Can the UK prime minister make liberal democracies great again?

    There’s been some “great television” this past week for those who like to watch the end of the West.

    The US president and vice-president effectively sided with Russia in an attempt to bring the war in Ukraine to an end in a way that benefits a) the United States, b) the US president’s vanity, and c) Vladimir Putin.

    Starmer and post-Brexit Britain

    But every crisis also provides an opportunity. The UK prime minister, Keir Starmer, grasped the chance to slough off his uninspiring domestic image as he sought to keep the US engaged in negotiations and preserve a semblance of Ukrainian sovereignty.

    In truth, Starmer’s diplomacy continues the policy of the previous government, which made Ukraine the crucible for Britain’s post-Brexit reintegration into European diplomacy.

    Since the Russian invasion of 2022, Britain distinguished itself as one of Ukraine’s most vociferous backers. It provided strident rhetorical support alongside around £13 billion in aid since the conflict began.

    Like his predecessors, Starmer’s support for Ukraine has offered respite from domestic challenges. His recent advocacy has led to a three-month high in the polls, albeit with a still dismal net approval rating of -28.

    But we shouldn’t be overly cynical. His government has provided us with a framework to understand its approach. According to the doctrine of Progressive Realism, the UK government’s foreign policy reflects a “tough-minded” assessment of Britain’s position within the balance of power as it pursues enlightened ends.

    The initial fit is evident: throughout his advocacy, Starmer’s continued appeals for a US backstop indicate awareness of British limitations while championing Ukrainian self-determination.

    However, increasing Britain’s military budget to counter Russia at the expense of the country’s overseas aid budget is hardly progressive, as both Starmer and UK Foreign Secretary David Lammy have previously noted. Most recently, in Lammy’s case, this concerned Trump’s cuts to USAID last month.

    To his credit, Starmer has recognised that Britain cannot deter Russia alone, and is assembling a “coalition of the willing”. However, even with France and smaller players such as the Scandinavians, Canadians and Australians, this may well be insufficient. Hence the ongoing appeals to the US for security guarantees that it is clearly unwilling to provide.

    If we accept Einstein’s famous definition of insanity as doing the same thing and expecting different results, how should we interpret Starmer’s plans?

    Continuities and change

    Amid all the crisis diplomacy and commentary suggesting this might be the end of the trans-Atlantic alliance, continuity as well as change can be observed.

    One of the most striking examples is the extent to which Starmer emphasises Britain’s longstanding self-perception as a “bridge” between the US and Europe. While recent turmoil has prompted Germany’s new Chancellor Friedrich Merz to declare the need for strategic independence from the US, Starmer continues to depict the US as the “indispensable” ally with whom Britain must strengthen ties.

    Considered alongside Britain’s deep integration in the US’s defence and intelligence architecture, including through AUKUS – with which Trump seemed unfamiliar – it is unlikely Britain will break with America. In fact, it may even strengthen its relationship if Trump’s remarks about a UK-US trade agreement are to be believed.

    For some, these structural explanations suffice when considering Britain’s commitment to the “special relationship” and its identity as the transatlantic bridge. However, psychological factors are also worth considering. Britain’s relationship with the US has been a crucial element of Britain’s pretensions to global leadership since the second world war.

    The uncomfortable truth about bridges is that they get walked over, as was evident when Starmer was blindsided by the US decision to suspend military aid to Ukraine.

    Europe between the US and Russia

    With regard to Europe, it is another case of “plus ça change”. As in 1945, Europe again finds itself caught in the middle between Russia and the US. Critics might say the Europeans should have seen this coming.

    Following the 2022 invasion, Germany, Europe’s most significant economy, proclaimed the moment as one of Zeitenwende, or a “turning point”. However, it subsequently failed to fully substantiate the claim.

    Recently, President of the European Commission and former German Defence Minister Ursula von der Leyen has proposed a “Rearm Europe Plan” that could see up to €800 billion (A$1.36 trillion) allocated to European defence. Whether this materialises remains to be seen.

    France has sought to assume its traditional leading role in advocating for Europe’s strategic autonomy from the US. President Emmanuel Macron has been a prominent figure, but his plan for a partial one-month truce has garnered only lukewarm support.

    However, Putin and Trump do have their admirers in Europe. What is perhaps surprising is that some of this has been too much even for the radical right to stomach – Nigel Farage, for example, leaped to Britain’s defence after Vance’s disparaging remarks. This only underscores the differences in attitudes towards Ukraine between MAGA Americans and Europeans.

    Starmer has undoubtedly secured diplomatic plaudits. However, the structural forces at play suggest that his “coalition of the willing”, if it sticks to outdated ideas, will struggle to make liberal democracy great again, much as that is needed.
