  • MIL-OSI United Kingdom: UK response to national security emergency tested through nationwide exercise

    More than 120 members of the armed forces, policing and government have taken part in an exercise to practise responding to a national security emergency.

    The nation’s preparations for a large-scale security incident were put to the test last week as the Home Office, Ministry of Defence and Counter Terrorism Policing planned and conducted a national exercise to simulate their response to an extreme national security emergency.

    Taking place between 5 and 7 February, more than 120 members of the armed forces, policing and government simulated their joint response to a national emergency, such as a major terrorist incident.

    The exercise – known as Octacine 2 – was part of the government’s regular counter-terrorism efforts. The focus was to test the ability of police and military to work together in extreme circumstances, as well as familiarising personnel with different sites and participating in joint briefings.

    Octacine 2 built on a previous, similar exercise and was designed to simulate the deployment of military personnel to support the Strategic Armed Policing Reserve.

    Armed police officers were temporarily redeployed from their routine roles in order to respond to a major national security incident, protecting and reassuring the public in a time of heightened tension.

    It simulated the response that would be deployed under Operation Temperer, a contingency plan drawn up in 2015 to provide military support to the police in extreme national emergency circumstances, such as surge support in response to a major domestic terrorist attack or threat. It covers all of Great Britain, and is directed by the National Police Chiefs’ Council Counter Terrorism Coordination Committee.

    The exercise included a live-play exercise, when the Operation Temperer national mobilisation coordination centre was stood up and military and police personnel were deployed to 11 sites across Great Britain.

    Exercises like Octacine 2 are vital to ensure that our armed forces and policing partners are able to work well together to protect the British public from ever present threats.

    I am grateful for their tireless and dedicated work in serving our country, and their ongoing preparation to perform those critical roles that keep us safe.

    Our national security is the foundation for this government’s Plan for Change and exercises like this are critically important to ensure we can respond to threats quickly and effectively.

    The training, while routine, is crucial for the armed forces to support policing partners and respond effectively in case of a major incident. This routine exercise allows us to test coordination and teamwork with various partners while also providing a visible presence to reassure and protect the public in instances of high-risk and national security incidents.

  • MIL-OSI Security: U.S. Navy, 30+ Partners Commence International Maritime Exercise (IMX) 2025

    MANAMA, Bahrain —

    The Middle East region’s largest maritime exercise, International Maritime Exercise (IMX) 2025, kicked off in two locations, Bahrain and Jordan, Feb. 10.

    The week began with academic discussions covering a series of topics including the naval planning process, maritime operations center procedures, and disaster response coordination.

    IMX25 is a 12-day naval training event hosted by U.S. Naval Forces Central Command (NAVCENT). This year’s iteration of IMX is linked with exercise Cutlass Express. Cutlass Express, led by U.S. Naval Forces Europe-Africa, is an annually scheduled exercise designed to enhance regional maritime awareness and the combined capabilities of partner nations to respond to maritime threats. The exercises are link through information sharing between maritime operations center to strengthen theater-to-theater coordination, reducing regional seams and strengthening U.S. and partner nation capabilities and interoperability.

    More than 5,000 personnel from more than 35 nations and international organizations will take part in both exercises.

    IMX is designed to demonstrate global resolve in preserving the rules-based international order, offering a unique opportunity for participants to collaborate and showcase regional maritime security cooperation.

    “Exercises like IMX show that we are at our best when we work together and that our resolve is unwavering,” said U.S. Navy Rear Adm. Jeff Jurgemeyer, NAVCENT vice commander, during his remarks at the opening ceremony. “The Middle East region is a critical crossroads for worldwide commerce and trade. IMX is our combined assurance that the potential for economic success is greatest when international waterways are safe and open for all.”

    The operational phase will include partner exchanges on mine and countermeasures; visit, board, search and seizure; unmanned systems and artificial intelligence integration; explosive ordnance disposal; vessel defense; search and rescue; and mass casualty response, among other focus areas.

    This is the ninth iteration of IMX since its establishment in 2012.

    The U.S. 5th Fleet area of operations encompasses nearly 2.5 million square miles of water area and includes the Arabian Gulf, Gulf of Oman, Red Sea, parts of the Indian Ocean and three critical choke points at the Strait of Hormuz, Suez Canal and Bab al-Mandeb.

    (Portsmouth, NH) – Today, U.S. Senator Jeanne Shaheen (D-NH), a senior member of the U.S. Senate Armed Services Committee, U.S. Senator Maggie Hassan (D-NH) and U.S. Representative Chris Pappas (NH-01) delivered remarks at the ribbon-cutting ceremony for the Portsmouth Naval Shipyard’s new Waterfront Production Facility. The facility will house training and production facilities at the shipyard and construction was funded through the Navy’s Shipyard Infrastructure Optimization Program (SIOP). This and other projects under SIOP will increase maintenance capacity at public shipyards. Through the FY 2025 National Defense Authorization Act, Shaheen secured full authorization for the Shipbuilding Infrastructure Optimization Program (SIOP) projects at Portsmouth Naval Shipyard, which will expand the Shipyard’s capacity to maintain America’s fast-attack submarine fleet. As a member of the U.S. Senate Appropriations and Armed Services Committees, Senator Shaheen helped secure this funding beginning in the FY 2019 funding legislation, which she has continued in ensuing years. Additionally, in the FY 2025 government funding bills, Shaheen worked to include a $9.5 million Congressionally Directed Spending add for a new parking structure at the Portsmouth Naval Shipyard—which will contribute to quality of life for Shipyard’s workforce.

    While flying aboard a C-17 from Joint Base Andrews to Stuttgart on February 10, 2025, Secretary of Defense Pete Hegseth signed a memorandum renaming Fort Liberty in North Carolina to Fort Roland L. Bragg. The new name pays tribute to Pfc. Roland L. Bragg, a World War II hero who earned the Silver Star and Purple Heart for his exceptional courage during the Battle of the Bulge. This change underscores the installation’s legacy of recognizing those who have demonstrated extraordinary service and sacrifice for the nation.

  • MIL-OSI Security: North Wind 25 Reaffirms U.S.-Japan Alliance

    U.S. Army Japan and the Japan Ground Self Defense Force close out North Wind 25, a bilateral cold-weather field training exercise designed to enhance combat readiness and promote interoperability after 10 days of training at Camp Makomanai and the Hokudai-en Hokkaido Large Training Area in Hokkaido, in northern Japan on February 9, 2025.

    The exercise was comprised of approximately 190 U.S. Soldiers from the 1st Battalion, 5th Infantry Regiment and approximately 400 members of the 18th Infantry Regiment, 11th Brigade, Northern Army, Japan Ground Self Defense Force. 



    “Northwind Exercise continues to be a terrific opportunity to share individual and small unit tactics and skill craft,” said Lt. Col. Ryan Hanrahan, chief of exercises for USARJ. “The focus of this year’s exercise is squad-level integration containing numerous days and nights in the field environment, which has increased communication, cold weather techniques, bilateral teamwork, and interoperability. This unique opportunity gives the U.S. Army and its allies the ability to fight and win in any environment. This exercise showcases the United States’ commitment to the defense of Japan.”


    North Wind 25 featured a first of its kind: bilateral field housing. Soldiers from 1-5 IN stayed in tents with their counterparts in the JGSDF. The integration of the units provided more time to exchange techniques, tactics, and procedures.

    Not everything was friendly exchanges, participants were also challenged. The culminating event was a three-day field training exercise that was meticulously planned via a rehearsal of concept. This was the JGSDF’s first time participating in this style of planning and it proved invaluable to the success of the mission.


    “I got the opportunity to work with my counterparts in the JGSDF staff section,” said 2nd Lt. Richard Hall, a battalion staff officer, 1-5 IN. While the JGSDF may do some things different than their U.S. Army counterparts, there is always an exchange where they learn from each other.


    The 1-5 IN is stationed in Fort Wainwright, Alaska where they regularly endure temperatures as low as -30° Fahrenheit, so the relatively warm conditions of 10° to 40° F during North Wind 25 were business as usual. However, the Northern Army had much more experience than the 1-5 IN in certain tactics like skiing. Working with such an experienced ally, like the JGDSF, gives the Army the opportunity to learn and train together to further increase readiness in the Indo-Pacific and the Arctic.

    “If a perfect score is 100, then I would say 200! Japanese and U.S. forces training to this level as one body has exceeded my expectation, which was actually very high. Any short time spent together turns to fulfilling exchange experience,” said Col. Naoki Uehara, Commander of 18th Infantry Regiment, 11th Brigade, Northern Army, JGSDF. “I believe Japan-U.S. collaboration will be built upon foundation of relationship of trust and mutual understanding.”


    North Wind, which is a series of Operation PATHWAYS, is U.S. Army Pacific’s premier annual operation, demonstrating USARPAC and U.S. Indo-Pacific Command’s commitment to the region. Operation PATHWAYS employs thousands of U.S. Army forces from around the globe to conduct concurrent multilateral security cooperation and training events across the Indo-Pacific. Operation PATHWAYS helps us to see, sense and understand the region, which in turn, assists senior leaders making sound decisions.

  • MIL-OSI Security: Governor, Joint Region Marianas, Joint Task Force-Micronesia Convene Civil-Military Coordination Council

    Guam Gov. Lourdes Leon Guerrero and Commander, Joint Task Force-Micronesia (JTF-M) Rear Adm. Greg Huffman convened the Civil-Military Coordination Council (CMCC) at the Governor’s Complex in Adelup, Feb. 5.

    Military officials from the Navy, Marine Corps, Air Force and Guam Army National Guard attended. Additionally, participating on behalf of various government of Guam agencies were representatives from the Guam Department of Agriculture, the Guam Department of Civil Defense and Homeland Security, the Guam Power Authority and the Guam International Airport Authority.

    “The CMCC is an opportunity to get together to synchronize and synthesize our efforts on all of the major priorities for our island,” Huffman said. “Our meeting not only signifies the culmination of hard work and planning by our collective teams, but it is a demonstration of the strong partnership and close collaboration that are the hallmarks of our discussions.”

    Military and civilian members offered informational briefs and updates on significant topics that require a One-Guam holistic approach including critical civilian infrastructure for the defense of Guam, utilities resiliency specifically for the island’s electrical grid, and the proposed Guam Defense System by the Missile Defense Agency (MDA).

    “The Civil-Military Coordination Council continues to be an essential platform for ensuring that Guam’s needs and interests remain at the forefront of the ongoing military buildup. At our latest meeting, we placed a strong emphasis on resiliency—particularly in strengthening our island’s power infrastructure through the Guam Power Authority and the One Guam Power Infrastructure Resiliency & Reliability Projects,” said Leon Guerrero. “The military buildup is an ongoing conversation that requires careful planning, preparation, and the right subject matter experts at the table. It is critical that we have the latest and most relevant information to support our justifications and ensure that progress aligns with the best interests of all who call Guam home. As we continue these discussions, I remain committed to advocating for our people and working with our federal partners to reinforce the importance of Guam in national security and regional stability.”

    The CMCC was established in 2010 to foster collaboration among the DoD, local government, and federal agencies to share information, discuss, and provide recommendations for construction activities for the U.S. Marine Corps relocation to Guam. These meetings have expanded to include all DoD items of interest and military construction on Guam. The next CMCC meeting is scheduled in June.

  • MIL-OSI Security: USAF and USMC Work With Allies and Partners to Enhance Capabilities for CN25

    With Allies and Partners taking to the skies of Guam this week for the start of CN25, the main focus of the exercise is the integration and flight operations with the F-35A Lightning and F-35B Lightning II from all three participating nations: Japanese Air Self Defense Force, Royal Australian Air Force, and the United States.

    “Exercise Cope North [25] will be the showcase for the true integration of 5th gen capability,” said RAAF GPCAPT Darryl Porter, Australian Task Force commander. “Most significantly with this being the first training exercise under the trilateral memorandum of intent signed by Japan, Australia, and the U.S., following the defense minister meeting last year.”

    Following the influx of participating fighters and refuelers, CN25 kicked off with a welcoming brief and academics where the commanders of the participating nations took the stage to address military members and civilian participants of the exercise.

    JASDF Col. Takeshi Okubo, flight group commander, 3rd Air Wing, addressed the attending participants by stressing the importance of a unified partnership to deter conflict.

    “We train together and fight together,” said Okubo. “And together we are an active deterrence to conflict.”

    With the idea of deterring conflict and achieving regional security, an emphasis on shared knowledge of 5th generation fighters has taken the spotlight in achieving these objectives. CN25 fosters the exchange of information and refining shared tactics, techniques, and procedures.

    “When you have many different nations flying the same aircraft, it’s important to train together so that we learn small differences between how each nation employs, maintains, and C2’s [command and control] those airplanes,” said Schuck. “We’ll never learn those differences without actually exercising together. And the reason that 5th generation is so important is that 5th generation fighters are the forward edge of our fighting force, especially in the Indo-Pacific, so it’s important to practice together with all the nations that fly them.”

    With two weeks left in the exercise, USAF and its representing commander are eager for the opportunity to learn with its Allies and Partners, with Schuck saying, “I’m happy to be here and represent the commander of PACAF to our foreign partners and Allies in order to strengthen our resolve, strengthen our alliance in the Pacific and hopefully lead to a stronger fighting force and a more open and freer Indo-Pacific.”

    For over 45 years, Cope North has conducted exercises in the Pacific between the U.S. and allied forces, focusing on several aspects of defense and interoperability throughout the Indopacific. As with past iterations, CN25 maintains a dedication to realistic combat training for the success of air and space operations.

  • MIL-OSI China: Israel orders military readiness

    Israel has ordered the military to prepare for “any possible scenario in the Gaza Strip” after Hamas announced Monday that the handover of hostages scheduled for Saturday would be postponed until further notice.

    In a statement issued by his office, Israeli Defense Minister Israel Katz denounced Hamas’ announcement as “a complete violation of the Gaza ceasefire and hostage release deal.”

    Katz said he had ordered the Israel Defense Forces to “prepare at the highest level of readiness for any possible scenario in Gaza and to defend the communities near the enclave.”

    Israeli Prime Minister Benjamin Netanyahu is convening a situation assessment meeting with ministers and security officials, Israel’s Ynet news site reported, citing the Prime Minister’s Office.

    Earlier on Monday, Abu Obeida, spokesman for the Al-Qassam Brigades, the armed wing of Hamas, said in a statement that during the past three weeks, the resistance leadership has monitored Israel’s failures to abide by the terms of the ceasefire agreement.

    The failures included delaying the return of displaced people to northern Gaza and targeting them with shelling and gunfire, as well as not bringing in relief supplies in all their forms as agreed upon, the statement added, stressing the resistance has implemented all its obligations.

    Accordingly, the handover of the hostages will be postponed until further notice and until Israel ensures adherence to the deal and compensates for the past weeks retroactively, it noted. “We affirm our commitment to the terms of the agreement as long as the occupation commits to them,” said the spokesman.

    Meanwhile, Israel’s Hostages, Missing Persons, and Returnees Directorate, a government body, said in a statement that Israel “insists on the full implementation of the agreement as written and views any violation with the utmost seriousness.”

    These developments came hours after an Israeli delegation returned from Qatar, where indirect talks were held regarding the next phase of the ceasefire agreement between Israel and Hamas.

    Under the current ceasefire, which took effect on Jan. 19 after 15 months of war, 21 hostages — 16 Israelis and five Thais — were released from Gaza in exchange for hundreds of Palestinian detainees freed from Israeli jails. During the first phase of the agreement, which spans six weeks, 33 Israeli hostages and about 2,000 Palestinian detainees are expected to be released.

  • MIL-OSI USA: Armstrong appoints Levi Bachmeier, Patrick Sogard to North Dakota Board of Higher Education

    Gov. Kelly Armstrong announced today he has appointed Levi Bachmeier of West Fargo and Patrick Sogard of Williston to four-year terms on the State Board of Higher Education starting July 1.

    “Levi and Pat bring valuable experience in education policy, finance and operations to the State Board of Higher Education as our colleges and universities are being challenged by changing demographics and learning models. Our University System is still the best workforce recruiting tool we have, and we need our campuses to align their offerings with workforce needs, adapt to trends and thrive, not just survive,” Armstrong said. “We’re thankful for their willingness to serve and the passion for higher education shared by all the candidates.”

    Bachmeier has served as business manager of the West Fargo School District since 2019. From 2016 to 2019 he served as an education policy adviser and policy director for then-North Dakota Gov. Doug Burgum. Bachmeier previously taught high school social studies for two years with Teach for America and spent a summer as a policy analyst fellow at the U.S. Department of Education. A native of West Fargo, Bachmeier earned a bachelor’s degree in education from Concordia College in Moorhead, Minn. He currently serves on the North Dakota Board of Public Education and North Dakota Career and Technical Education Board, in addition to coaching track and field.

    Sogard has chaired the board of American State Bank & Trust Co. in Williston since 2003, also serving as a trust officer from 2000 to 2005. He previously worked as an attorney in private practice from 1986 to 2000. A native of Alamo, N.D., Sogard studied at the U.S. Military Academy at West Point and earned his bachelor’s degree in geological engineering from the University of North Dakota in Grand Forks and his law degree from the UND School of Law. He is a past board member of Mercy Medical Center and St. Joseph’s Elementary School, both in Williston, and currently serves on the board of the UND Alumni Association & Foundation.

    Both appointments are subject to confirmation by the state Senate. Bachmeier will succeed board member Casey Ryan, a Grand Forks physician who is completing his second term on the board, the maximum allowed by the state Constitution. Sogard will succeed board member Jeffry Volk, a retired Fargo consulting engineer who has served on the board since 2021.

    The Board of Higher Education has eight voting members appointed by the governor, including one student member, and two non-voting members who represent the North Dakota University System’s faculty and staff. The board oversees the system’s 11 public colleges and universities.

  • MIL-OSI Security: USS O’Kane returns home after seven-month deployment to 5th and 7th Fleet

    O’Kane departed San Diego with the ABECSG, July 17, 2024, and remained in U.S. 5th Fleet following the departure of ABECSG who returned to their homeport in December 2024.

    “I am incredibly proud of the exemplary work this team has invested in themselves and their equipment over the past few months,” said Cmdr. Rich Ray, commanding officer, O’Kane. “We are proud of the work we accomplished this deployment, and we are looking forward to continuing that success into the next challenge.”

    Following the departure of the USS Abraham Lincoln (CVN 72) and the Arleigh Burke-class guided-class missile destroyers USS Frank E. Petersen, Jr. (DDG 121), USS Michael Murphy (DDG 112) and USS Spruance (DDG 111) from U.S. 5th Fleet, O’Kane and the USS Stockdale (DDG 106) remained in the U.S. Central Command (USCENTCOM) area of responsibility to support global maritime security operations.

    O’Kane and Stockdale successfully escorted U.S. flagged and crewed merchant vessels in the Gulf of Aden. During the escort, the destroyers worked alongside other U.S. Central Command forces in successfully repelling multiple Iranian-backed Houthi attacks during transits of the Bab el-Mandeb strait. During the transit, the destroyers were attacked by one-way attack un-crewed Aerial systems, anti-ship ballistic missiles and anti-ship cruise missiles which were successfully engaged and defeated. The vessels were not damaged, and no personnel were hurt. The ships were well prepared, supported, and the well-trained Sailors successfully defended the ship.

    Throughout deployment, O’Kane successfully completed 75 flight quarters, including 84 rotary-wing landings, 26 rotary-wing refueling evolutions, and nine vertical replenishments. In addition, O’Kane conducted 24 replenishments-at-sea, and 22 mooring evolutions.

    Additionally, O’Kane visited Karachi, Pakistan to promote the diplomatic relationship between the United States and Pakistan. Following the port visit, O’Kane conducted a maritime exercise to build interoperability with the Pakistan Navy.

    ABECSG initially deployed to the Indo-Pacific region to support regional security and stability, and to reassure our allies and partners of the U.S. Navy’s unwavering commitment, highlighted by the first-ever U.S.-Italy multi-large deck event with the Italian Navy’s ITS Cavour Carrier Strike Group held in the Indo-Pacific on Aug. 9, 2024.

    The strike group was ordered to the USCENTCOM area of responsibility to bolster U.S. military force posture in the Middle East, deter regional escalation, degrade Houthi capabilities, defend U.S. forces, and again sailed alongside our Italian allies and other partners to promote security, stability and prosperity.     The FY 2025 budget resolution will be the blueprint that unlocks the pathway for a fully paid-for reconciliation bill to secure the border, bolster our military, increase American energy independence, and begin the process of fiscal sanity.

    The FY 2025 budget resolution lays the groundwork for legislation that:

    • Secures our border by providing funding to:
      • Finish the wall and upgrade technology for ground and aerial support.
      • Increase the number of detention beds so dangerous criminals aren’t released into the United States.
      • Increase the number of:

    • On January 20, 2025, President Trump signed Executive Order 14151, “Ending Radical And Wasteful Government DEI Programs And Preferencing.” This executive action terminates diversity, equity, and inclusion (DEI) programs and initiatives throughout all federal departments and agencies, while also compiling a list of those federal contractors and grantees associated with those same programs. 
    • President Trump helped reverse many of the Biden administration’s prior executive actions on DEI programs.
    • The Dismantle DEI Act helps build on the President’s agenda by:
      • Ensuring all DEI offices are terminated and prohibiting agencies from renaming or repurposing them to continue the same functions under new titles.
      • Barring federal funds from being used for DEI training, grants, or programs—including identity-based quotas and critical race theory.

    WASHINGTON, DC – All Americans deserve a strong consumer watchdog to look out for their financial well-being, prevent scams, and hold offenders accountable.  This is especially true for servicemembers, veterans, and their families, who are disproportionally targeted by predatory lenders and abusive mortgage, debt collection, and credit card schemes and often face greater financial risks than civilian borrowers due to the nature of their military service.

    The Consumer Financial Protection Bureau (CFPB) collects, investigates, and monitors consumer complaints about financial products and services. It provides relief to consumers who have been wronged by unscrupulous financial providers.  Since the agency’s inception, the CFPB has returned over $21 billion back to consumers who have fallen victim to abusive and illegal activity.

    Unfortunately, the Trump Administration’s ill-advised move to shutter the CFPB and idle 2,000 of the bureau’s employees makes consumers more susceptible to predatory lending and other abusive financial practices. Moreover, the Trump Administration’s decision to stop supervision, enforcement, and litigation eliminates key Military Lending Act (MLA) and Servicemembers Civil Relief Act (SCRA) protections that prevent servicemembers from being exploited, according to a leading group of U.S Senators.  The financial and legal protections in these bipartisan laws—most notably a temporary reduction in interest rates on mortgages, credit cards, and auto loans—are critical to national defense and military readiness.  Troops should focus on their service obligations while on active duty, rather than worrying about making ends meet at home.

    After President Trump’s newly-installed acting CFPB Director Russell Vought instructed CFPB staff to suspend nearly all activities, stop supervising financial firms, and ordered employees to “stand down from performing any work task” for at least a week, U.S. Senator Jack Reed (D-RI) today joined with 9 of his Senate colleagues in sounding the alarm and urging the Trump Administration to reverse the order.  The Senators wrote a letter demanding the CFPB must perform its essential work supervising and investigating violations of consumer financial protection laws and taking forceful enforcement actions against scammers and payday lenders.

    In addition to Reed, who helped write the bipartisan MLA and the law creating the Office of Servicemember Affairs at the CFPB to serve as an independent watchdog for military personnel, the letter was signed by U.S. Senators Jeanne Shaheen (D-NH), Ben Ray Lujan (D-NM), Mark Warner (D-VA), Gary Peters (D-MI), Jeff Merkley (D-OR), Jon Ossoff (D-GA), Cory Booker (D-NJ), John Hickenlooper (D-CO), and Edward Markey (D-MA).

    “Nullifying the MLA and imperiling servicemembers’ rights under the SCRA will degrade military readiness, cost taxpayers money, and tarnish servicemembers’ records.  The Department of Defense (DOD) has stated that “high-cost debt can detract from mission focus, reduce productivity, and require the attention of supervisors and commanders.”  Morale suffers when servicemembers and their families are trapped in cycles of debt.  And taxpayers are on the hook when our servicemembers leave the military due to avoidable personal issues like financial insecurity.  According to DOD, each separated servicemember costs the Pentagon more than $58,000,” the Senators continued.

    “Accordingly, we request that the CFPB continue to supervise and investigate violations of the consumer financial protection laws and take forceful enforcement actions against lenders that violate the law, especially when it comes to predatory lending that harms our military readiness.  We also request that the CFPB continue to make public communications to consumers, especially to servicemembers regarding the rights that they are owed under the SCRA,” the letter concluded.

    This morning, in your capacity as Acting Director of the Consumer Financial Protection Bureau (CFPB), you issued a directive to employees to cease all work without your express written approval.  This includes investigations, supervision, enforcement, and litigation activities, as well as all stakeholder engagement and public communications.  This decision leaves all Americans susceptible to predatory lending and other abusive practices, but in particular, it eliminates protections that prevent servicemembers from being exploited. 

    This funding, supervision, enforcement, and communications freeze will hit military families especially hard.  Without a functional CFPB, military families will be stripped of their financial protections under the bipartisan Military Lending Act (MLA) that they have earned and deserve by serving our Nation.  The CFPB is the primary agency responsible for supervising and enforcing the MLA against nonbank financial companies, including payday lenders, pawnshops, and debt collectors who have charged servicemembers interest rates as high as 600% and who have threatened to derail their careers if they do not pay up. 

    The agency’s supervision and enforcement program has delivered concrete results for the military.  The CFPB has resolved 39 cases involving harm to servicemembers and veterans, returning $363 million to victims, including six enforcement actions for violations of the MLA.  Two additional MLA cases are currently pending in court, alleging that a pawn shop and an installment lender charged sky high interest rates to military families and engaged in deceptive practices to illegally harvest fees.  With these cases frozen, no supervision, staff locked out, and additional enforcement off the table, unscrupulous lenders will exploit these circumstances to engage in additional predatory lending.  The actions that you have taken since being installed as Acting Director betray our servicemembers and empower scammers who want to rip them off.

    Further, recent CFPB research identified a long-running pattern of lenders failing to decrease servicemembers’ interest rates while on active duty as required by the Servicemembers Civil Relief Act (SCRA).  These failures cost servicemembers thousands of dollars per year.  The CFPB’s public communications have held lenders accountable and helped servicemembers exercise their rights under Federal law.

  • MIL-OSI Security: Passaic County Man Charged With Threatening Flight Attendants On An Airplane

    NEWARK, N.J. – A Passaic County, New Jersey man was arrested for threatening flight attendants and crew members during an incident in which he refused to comply with flight attendant instructions, banged on the cockpit door, and called out and threatened the captain before being escorted off the flight by law enforcement to Newark Liberty International Airport, Acting United States Attorney Vikas Khanna announced.

    Luis A. Vaquero, 27, of Passaic County, New Jersey, was charged by complaint in Newark federal court with one count of interference with flight crew members and attendants by assault or intimidation. He appeared before Magistrate Judge Stacey D. Adams in Newark, New Jersey federal court, and was released.

    According to documents filed in this case and statements made in court:

    On February 9, 2025, shortly after taking off on a flight from Miami, Florida, Vaquero began threatening and harassing various passengers, including making threats of physical violence toward a disabled minor and mocking a group of Jewish passengers. Vaquero also threatened a flight crew member who declined to serve Vaquero alcohol after the beverage service window closed, telling her, “You better watch out, shit’s gonna happen to you.”  Upon landing at Newark Liberty International Airport, flight attendants alerted law enforcement.  After hearing the announcement that the airplane was awaiting the arrival of law enforcement, Vaquero forced his way to the front of the plane and began banging on the flight deck door, demanding, “I need the pilot to come outside!”  When a flight attendant attempted to intervene, Vaquero yelled, “I will really break your fuckin’ jaw n***a!”  Vaquero also yelled, “I wanna see that fuckin’ captain!  Come outside you bitch ass n***a!”  When the captain emerged, Vaquero continued to make threats to the captain while six inches from his face until law enforcement intervened. 

    “The defendant is charged with threatening flight crew members and passengers while traveling to Newark. We are committed to keeping the skies safe for flying and will prosecute those who criminally interfere with the professionals responsible for ensuring passenger safety.”

    “Over the course of a 3-hour flight, we allege Vaquero lost his temper and physically harassed not only the crew and captain, but passengers, making threats of physical violence toward a disabled minor and mocking a group of Jewish passenger.”  Acting Special Agent in Charge Terence G. Reilly said. “It all culminated in a terrifying attack and attempted breach of the flight deck when witnesses say he banged on the cockpit door and confronted the pilot.  The harrowing flight and other similar incidents onboard airplanes recently are creating tension and fear for fliers and crew members. FBI Newark has a warning for those who think it may not be a big deal—they’re breaking federal law, and they will be brought to justice.”

    The charge of interfering with flight crew members and attendants carries a maximum sentence of 20 years in prison and a maximum fine of $250,000.

    Acting United States Attorney Vikas Khanna credited special agents of the FBI, under the direction of Acting Special Agent in Charge Terence G. Reilly in Newark, with the investigation leading to the charge. He also thanked the Port Authority Police Department, under the direction of Superintendent of Police Edward T. Cetnar, for its assistance.

    The government is represented by Assistant United States Attorney Rachelle M. Navarro of the Bank Integrity, Money Laundering & Recovery Unit in Newark.

    The charges and allegations contained in the complaint are merely accusations, and the defendant is presumed innocent unless and until proven guilty.

  • MIL-OSI USA: Grassley Probes SafeSport Hiring Practices Following Arrest of Former Investigator for Sex-Crimes

    WASHINGTON – Senate Judiciary Committee Chairman Chuck Grassley (R-Iowa) is demanding answers from the U.S. Center for SafeSport on its vetting and hiring practices following reports SafeSport brought on an investigator later charged with theft and sexual misconduct.

    Grassley helped steer bipartisan legislation through Congress in 2017 that established SafeSport to investigate cases of athlete sex-abuse and harassment in Olympic governing bodies. SafeSport investigators work closely with athletes to uncover and compile sensitive information regarding these cases.

    “Claimants share deeply personal information with SafeSport investigators. For some, the memories they share with SafeSport are among their worst. Claimants and respondents alike deserve impartial, fair investigators who have not been accused of sexual misconduct of their own,” Grassley wrote.

    “Accusations of rape and other sex crimes against any SafeSport investigator are especially concerning given SafeSport’s mandate to protect athletes from similar abuse. Charges of that nature seriously call into question the quality of SafeSport’s vetting processes of its own officials,” Grassley continued.

    Background:

    SafeSport around 2021 hired Jason Krasley, a former Pennsylvania police officer, while he was under active investigation for theft and tampering with evidence. After his arraignment for these charges in November 2024, SafeSport fired Krasley. On January 10, 2025, Krasley was arrested on additional charges of involuntary sexual servitude with the threat of serious physical harm, sexual assault and rape. It’s also alleged Krasley subjected an individual to harassing physical contact while still on SafeSport’s payroll in June 2024.

    Grassley was the first in history to convene a congressional hearing on athlete protections while serving as Chairman of the Senate Judiciary Committee in 2017. He also spearheaded oversight of the U.S. Olympic Committee, the FBI’s failed response to the Larry Nassar abuse scandal and the failures of SafeSport and USA Gymnastics to effectively safeguard athletes.

    Several Grassley-led measures to strengthen accountability for abusers have been signed into law. Last Congress, his bipartisan legislation to bolster the federal sex tourism statutes that had been too weak to convict Nassar became law as part of the 2024 National Defense Authorization Act.

  • MIL-OSI Security: Prison Officer Falsely Claiming Military Heroism Sentenced for Smuggling Methamphetamine into Hays State Prison and Taking Bribes

    Rome, Ga. — Nicholas Grindle was sentenced today for conspiracy to possess methamphetamine with the intent to distribute and bribery. During his sentencing hearing, Grindle was challenged for asking the Court for mercy based on false claims that he had been injured in combat during his military service. 
        
    “Grindle violated his oath of office by smuggling drugs into a prison he swore to protect,” said Acting U.S. Attorney Richard S. Moultrie, Jr. “He then compounded this crime by lying about his military service.”

    “It’s alarming to think that this prison guard was brazen enough to distribute dangerous drugs and other contraband,” said Jae W. Chung, Acting Special Agent in Charge of the Atlanta Division. “He must now face the consequences.”

    “The GDC does not tolerate actions of individuals who choose to bring discredit to the values of our agency and put their fellow officers at risk,” said Tyrone Oliver, Commissioner of the Georgia Department of Corrections.  “We appreciate the support of our federal partners in ensuring that justice will be served, and we are proud of those officers involved who were diligent in stopping further introduction of dangerous contraband into one of our facilities.”

    According to Acting U.S. Attorney Moultrie, the charges, and other information presented in court: While employed as a guard at Hays State Prison, Grindle smuggled methamphetamine and other contraband to inmates for over a month in late 2023 and early 2024. Grindle was caught by fellow officers after they searched his locker and located methamphetamine, cell phones, and other contraband he planned to distribute within the prison. A review of his financial records also showed that he was receiving bribery payments from inmates to bring drugs and other contraband into the prison.

    Grindle had previously deployed to Afghanistan while in the United States Army. During his sentencing hearing Grindle falsely told the Court that, while in Afghanistan, he had been stabbed in the shoulder by a Taliban fighter and killed the fighter with his pistol. A review of Grindle’s military records as well as multiple letters submitted to the Court by former members of his unit demonstrated that his claims of heroism and sustaining an injury in combat were false.

    Grindle, 32, of Summerville, Georgia, was sentenced by United States District Judge William M. Ray, II, to 87 months of confinement, followed by three years of supervised release. Grindle was convicted on these charges on November 21, 2024, after he pleaded guilty.

    This case was investigated by the Drug Enforcement Administration, the Georgia Department of Corrections Office of Professional Standards, and the Lookout Mountain, Georgia, Drug Task Force.

    PETER FEGAN, HOST: Someone that had a front row seat to the action, Social Services Minister Amanda Rishworth. She joins me on the line. Minister, it’s great to have your company this morning.

    AMANDA RISHWORTH, MINISTER FOR SOCIAL SERVICES: Good morning. Great to be with you.

    PETER FEGAN: Antisemitism is a very touchy subject. Now, the Attorney-General has accused the Coalition of politicising antisemitism. But look, I think the sad reality is, Minister, it is a political issue, but I think it was a little childish of the Coalition yesterday to try and attempt to silence the Attorney-General because Mark Dreyfus is Jewish.

    AMANDA RISHWORTH: It was a pretty unusual circumstance. We had Mark Dreyfus getting up and talking very personally about the impact that antisemitism has had on him and his family. In fact, he has direct family members that died in the Holocaust. So, it was a really moving comment. And he was making the point how dangerous it can be to politicise. Now, to shut down the Attorney-General by moving a motion that he no longer be heard was ironic. I mean, that was pretty ironic and pretty concerning, especially when the Parliament should be about free speech and canvassing these types of issues.

    PETER FEGAN: Yeah, look, I thought the move was very strange considering that, yes, he is Jewish and he had personal experiences. I thought it would have been more touching to allow Mark Dreyfus to talk. But look, it is politics. I want to move on, Minister, if I can, to President Trump’s threat to impose these 25 per cent tariffs on Australia’s aluminium industry. It is a really scary prospect. But, you know, particularly given the cost to Rio Tinto and, you know, and big companies like that BlueScope as well. But look, we don’t export a lot of those materials to America. But I think more broadly there’s an issue here, and it’s the relationship between the US and it hangs in the balance here. Do you think that the comments made by Anthony Albanese and Kevin Rudd may come back to bite us on the backside here?

    AMANDA RISHWORTH: Look, I think that the Prime Minister in particular has demonstrated already he is able to build strong relationships with world leaders. If you have a look at it, before President Trump even took office, our Prime Minister had had a conversation with him. Very few countries got an invite to the inauguration. Penny Wong was there, and we have Richard Marles meeting his Defence Minister counterpart just over the weekend. So, the relationship is strong. We will be working in our national interest. Our Prime Minister always does that. Obviously, President Trump has made comments that he will impose these across every country, but we will be working very closely in our national interest. I think the relationship is very strong. We’ve been working on it, and we’ll keep working on it in our national interest.

    PETER FEGAN: Let’s move on to your brief. The NDIS, it is as a ‘you know what’ sandwich. It’s been handed to you by Bill Shorten. The first question I want to ask you, Minister, and I hope you don’t deny this, have you been handed, have you been left a mess by Bill Shorten? Because the opinion of Australia is the NDIS couldn’t be in worse shape.

    AMANDA RISHWORTH: Well, firstly, I would say that the problems in the NDIS are not new. The reason why many of Australians understand some of the challenges in the NDIS is because Minister Shorten actually raised them. Just a couple of things…

    PETER FEGAN: He raised them, but he didn’t fix them, though, Minister. I mean, come on, let’s call it what it is. He never fixed the issues in the NDIS. He may have raised them, but under his watch you had NDIS carers taking patients or taking their clients to strip clubs, cash buying vehicles, going on holidays. It was an absolute mess, and it all happened under Bill’s watch.

    AMANDA RISHWORTH: No, no, that is just not true. Some of these things had happened for a long time. What we did, and what Minister Shorten did, was have a list of what things could be funded and what couldn’t. Before that, there hadn’t been a list of what could be and couldn’t be funded. Firstly, I would make the point that the NDIS does provide lifechanging supports for many Australians with disability. What I’m hearing, though, of course, and this is the work that Minister Shorten started and I will continue, is firstly, bring integrity back to the system and making sure that people are spending the money and getting support for the things that make a difference in their lives. Secondly, I would say that I hear a lot about making sure that there is fairness and consistency in decision making at the same time as making sure that individuals have an individualised plan. But the crackdown on some of the misuse of NDIS money was only brought to the fore because Bill Shorten decided to set up a fraud task force and actually have a look at this. Some of the practices previously, were invoices weren’t even being checked, they were just being paid.

    PETER FEGAN: But how do we get to that stage? How do we get to that stage where invoices aren’t even checked? I mean, the captain goes down with the ship, unfortunately, Minister.

    AMANDA RISHWORTH: No, no, they are now. We’ve got to bring integrity [to the system] and that’s what Minister Shorten started. It’s a long process because quite frankly, the previous government just did not pay attention to the work that needed to be done in the NDIS. So, we need to get it back to its original intent and that was providing reasonable and necessary support so that individuals with disability can achieve their goals and aspirations. And I think that is where we need to get back to and that’s what I’m absolutely committed to doing.

    PETER FEGAN: My guest this morning is the Minister for Social Services, Amanda Rishworth. One of the things I will agree with, which I think is a good move by the Albanese Government, is people with milder disabilities will be on a different system. It’s an all new system. And I think that’s what part of the NDIS may have been – the determination between people with milder disabilities, with more severe disabilities. But the only problem is the states aren’t getting on board. What’s the update? Because I know that you’ve been working behind the scenes on this, you want to try and get this rolled out by about July 1. Are the states playing ball?

    AMANDA RISHWORTH: This is a joint effort between states and territories and just last week, First Ministers agreed to continue work on what are called foundational supports. And I have to be really clear, these supports will be critical for people. We also need to make sure the evidence is there behind these supports as well. So, we’re working very closely with the states and territories, and we will continue to do so. We are still expecting that foundational supports will start to be rolled out in the second half of this year. Although just to be clear, it was never expected the whole system would be set up in the second half of this year. As the NDIS Review pointed out, there was a long term process. But look, I’m working with absolute good faith with the states and territories. Look, there’s different views and we’ll keep working with them, but I know they are keen as well to make sure that children particularly with disability, get the best evidence-based support they can that actually make a difference and actually change the trajectory of their lives. And that’s what I’m focused on.

    PETER FEGAN: Minister, before I let you go, I’ve just had a message here from the Prime Minister’s office that says Pete, you can ask the Minister, we’re giving her permission to let us know when the election is. You’re right to go.

    AMANDA RISHWORTH: Unfortunately that’s above my pay grade.

Both military leaders reaffirmed their commitment to advancing security cooperation activities that will improve security in the Sahel and Maghreb regions.

    What do you do and what is most interesting about your role here at Goddard? How do you help support Goddard’s mission?
    As a formulation manager, I am the project manager in the room as we are designing science space flight missions. We develop proposals to be competed on the agency level against other NASA centers, and outside institutions.
    I am also our office’s representative on the Earth science line of business.

    What is your background?
    In 2000, I graduated from the U.S. Naval Academy with a B.S. in mechanical engineering. In the Navy I went to flight school in Pensacola, Florida, and became a naval flight officer. I was the “Goose,” not “Maverick,” in the P-3 Orion, a four-engine prop plane that primarily hunts for submarines. I was then stationed in Hawaii as part of Patrol Squadron 9, that deployed to the Far East and Middle East. Next, I worked at the Naval Research Lab in Washington, D.C., as a project officer for science experiments on P-3s from Patuxent River Naval Air Station in Patuxent River, Maryland.
    I developed migraines that disqualified me from flying. In 2007, I got a master’s in civil engineering project management from the University of Maryland. I then worked in Bethesda, Maryland, constructing buildings around the beltway, as a physics teacher at our local high school, and as a project manager of secure facilities with the Army Corps of Engineers.
    In 2016, I became the assistant branch head for facilities planning at Goddard. I later entered the Flight Projects Development Program, a two-year project manager training program, during which time I worked at the Flight Projects Development Office and as the payload manager for Space Infrastructure Dexterous Robot (SPIDER), a payload on OSAM-1. I had a proposal selected for a second step, and I came back to PFDO to work proposals.
    Why is this your dream job?
    We are on the cutting edge of what will fly. We are designing the missions and figuring out what the world of possible will be in space in five to seven years. Scientists come to the table with ideas and engineers make those ideas reality. I make sure the whole team is working together and that all these ideas and solutions fit within our budget and schedule. We make ideas realities.
    How do you translate between scientists and engineers?
    It is primarily about understanding incentives. Everyone is thinking differently with different solutions, but we have the same goal. Some scientists have had an idea for years, but the idea still has to be workable. If the resulting instrument or spacecraft fails, technical issues are often the first to be examined. I help the engineers push what they are comfortable making and help the scientists understand the limits of technology.
    Please talk about the competing pressures of your job.
    We are responsible for taxpayer’s money. If one thing goes wrong, even on a smaller mission, the monetary loss can run into many millions. The missions we build have cost limits. We fit cutting edge science into a cost-limited opportunity.
    NASA is extremely thorough. We safeguard taxpayer funds, but also push cutting-edge science.
    We are on a seesaw. The engineers are more focused on technical solutions while the scientists are more focused on scientific results. I help everyone negotiate a balance that fits within the cost and schedule. The diversity between and among scientists, engineers, and financial experts is what creates NASA’s innovative solutions.

    What are some of your negotiating techniques?
    I try to build trust between team members by understanding everyone’s incentives and making sure all team members understand the different incentives. We may have different angles of approach, but we all have the same goal. People are more likely to compromise the means if they know we will end up at the same place.
    What is your proudest accomplishment?
    I am proudest of our Dorado proposal because it was cutting edge science. We were trying to discover where heavy metals like gold are created in the universe. We were trying to prove that we could do fundamental science on a very lean budget, $35 million.
    We did not win the final proposal, but I was extremely proud of our team, a very small, high-functioning team, that made us feel like we could discover the world.
    You recently transferred to support the Geospace Dynamics Constellation (GDC) mission. What do you most enjoy about your new role?
    I am still learning what I don’t know about GDC. I am finding is fascinating to see how the plans that are made in early stages of formulation change and adapt as they run into unforeseen obstacles during implementation. I am really enjoying being part of a small, high performing team, that is mission focused.

    Who is your favorite author?
    I married a librarian, and books and stories are fundamental parts of our life. I love Hemingway because he portrays extremely complex, emotional scenarios in very simplistic terms.
    Who is your science hero?
    My high school physics teacher, Mr. Finkbeiner, who taught me that you understand science in your gut, not your head. Science is not memorizing equations; it is understanding how the world around you works.
    What are your hobbies?
    I love flyfishing on the Chesapeake’s tidal rivers and also on fresh water for trout. Flyfishing involves actively engaging with nature; reading the water and the tides, figuring out nature’s puzzle and trying to crack the code.
    What is your “six-word memoir”? A six-word memoir describes something in just six words.
    I can’t wait for what’s next!

  • MIL-OSI USA: Euclid Discovers Einstein Ring in Our Cosmic Backyard

    Euclid, an ESA (European Space Agency) mission with NASA contributions, has made a surprising discovery in our cosmic backyard: a phenomenon called an Einstein ring.
    An Einstein ring is light from a distant galaxy bending to form a ring that appears aligned with a foreground object. The name honors Albert Einstein, whose general theory of relativity predicts that light will bend and brighten around objects in space.
    In this way, particularly massive objects like galaxies and galaxy clusters serve as cosmic magnifying glasses, bringing even more distant objects into view. Scientists call this gravitational lensing.
    Euclid Archive Scientist Bruno Altieri noticed a hint of an Einstein ring among images from the spacecraft’s early testing phase in September 2023.
    “Even from that first observation, I could see it, but after Euclid made more observations of the area, we could see a perfect Einstein ring,” Altieri said. “For me, with a lifelong interest in gravitational lensing, that was amazing.”
    The ring appears to encircle the center of a well-studied elliptical galaxy called NGC 6505, which is around 590 million light-years from Earth in the constellation Draco. That may sound far, but on the scale of the entire universe, NGC 6505 is close by. Thanks to Euclid’s high-resolution instruments, this is the first time that the ring of light surrounding the galaxy has been detected.  
    Light from a much more distant bright galaxy, some 4.42 billion light-years away, creates the ring in the image. Gravity distorted this light as it traveled toward us. This faraway galaxy hasn’t been observed before and doesn’t yet have a name. 
    “An Einstein ring is an example of strong gravitational lensing,” explained Conor O’Riordan, of the Max Planck Institute for Astrophysics, Germany, and lead author of the first scientific paper analyzing the ring. “All strong lenses are special, because they’re so rare, and they’re incredibly useful scientifically. This one is particularly special, because it’s so close to Earth and the alignment makes it very beautiful.” 
    Einstein rings are a rich laboratory for scientists to explore many mysteries of the universe. For example, an invisible form of matter called dark matter contributes to the bending of light into a ring, so this is an indirect way to study dark matter. Einstein rings are also relevant to the expansion of the universe because the space between us and these galaxies — both in the foreground and the background — is stretching. Scientists can also learn about the background galaxy itself.
    “I find it very intriguing that this ring was observed within a well-known galaxy, which was first discovered in 1884,” said Valeria Pettorino, ESA Euclid project scientist. “The galaxy has been known to astronomers for a very long time. And yet this ring was never observed before. This demonstrates how powerful Euclid is, finding new things even in places we thought we knew well. This discovery is very encouraging for the future of the Euclid mission and demonstrates its fantastic capabilities.” 

    By exploring how the universe has expanded and formed over its cosmic history, Euclid will reveal more about the role of gravity and the nature of dark energy and dark matter. Dark energy is the mysterious force that appears to be causing the universe’s expansion. The space telescope will map more than a third of the sky, observing billions of galaxies out to 10 billion light-years. It is expected to find around 100,000 strong gravitational lenses.  
    “Euclid is going to revolutionize the field with all this data we’ve never had before,” added O’Riordan.  
    Although finding this Einstein ring is an achievement, Euclid must look for a different, less visually obvious type of gravitational lensing called “weak lensing” to help fulfil its quest of understanding dark energy. In weak lensing, background galaxies appear only mildly stretched or displaced. To detect this effect, scientists will need to analyze billions of galaxies.
    Euclid launched from Cape Canaveral, Florida, July 1, 2023, and began its detailed survey of the sky Feb. 14, 2024. The mission is gradually creating the most extensive 3D map of the universe yet. The Einstein ring find so early in its mission indicates Euclid is on course to uncover many more secrets of the universe.

    Euclid is a European mission, built and operated by ESA, with contributions from NASA. The Euclid Consortium — consisting of more than 2,000 scientists from 300 institutes in 15 European countries, the United States, Canada, and Japan — is responsible for providing the scientific instruments and scientific data analysis. ESA selected Thales Alenia Space as prime contractor for the construction of the satellite and its service module, with Airbus Defence and Space chosen to develop the payload module, including the telescope. Euclid is a medium-class mission in ESA’s Cosmic Vision Programme.
    Three NASA-supported science teams contribute to the Euclid mission. In addition to designing and fabricating the sensor-chip electronics for Euclid’s Near Infrared Spectrometer and Photometer (NISP) instrument, NASA’s Jet Propulsion Laboratory led the procurement and delivery of the NISP detectors as well. Those detectors, along with the sensor chip electronics, were tested at NASA’s Detector Characterization Lab at Goddard Space Flight Center in Greenbelt, Maryland. The Euclid NASA Science Center at IPAC (ENSCI), at Caltech in Pasadena, California, will archive the science data and support U.S.-based science investigations. JPL is a division of Caltech.

  • MIL-OSI Security: Defense News: U.S. Navy, 35+ Partners Commence International Maritime Exercise (IMX) 2025

    The week began with academic discussions covering a series of topics including the naval planning process, maritime operations center procedures, and disaster response coordination.

    IMX25 is a 12-day naval training event hosted by U.S. Naval Forces Central Command (NAVCENT). This year’s iteration of IMX is linked with exercise Cutlass Express. Cutlass Express, led by U.S. Naval Forces Europe-Africa, is an annually scheduled exercise designed to enhance regional maritime awareness and the combined capabilities of partner nations to respond to maritime threats. The exercises are link through information sharing between maritime operations center to strengthen theater-to-theater coordination, reducing regional seams and strengthening U.S. and partner nation capabilities and interoperability.

    More than 5,000 personnel from more than 35 nations and international organizations will take part in both exercises.

    IMX is designed to demonstrate global resolve in preserving the rules-based international order, offering a unique opportunity for participants to collaborate and showcase regional maritime security cooperation.

    “Exercises like IMX show that we are at our best when we work together and that our resolve is unwavering,” said U.S. Navy Rear Adm. Jeff Jurgemeyer, NAVCENT vice commander, during his remarks at the opening ceremony. “The Middle East region is a critical crossroads for worldwide commerce and trade. IMX is our combined assurance that the potential for economic success is greatest when international waterways are safe and open for all.”

    The operational phase will include partner exchanges on mine and countermeasures; visit, board, search and seizure; unmanned systems and artificial intelligence integration; explosive ordnance disposal; vessel defense; search and rescue; and mass casualty response, among other focus areas.

    This is the ninth iteration of IMX since its establishment in 2012.

    The U.S. 5th Fleet area of operations encompasses nearly 2.5 million square miles of water area and includes the Arabian Gulf, Gulf of Oman, Red Sea, parts of the Indian Ocean and three critical choke points at the Strait of Hormuz, Suez Canal and Bab al-Mandeb.

    What you need to know: The state and federal government are working at record-pace to remove debris from the Los Angeles area firestorms.

    LOS ANGELES – The State of California, in coordination with federal and local partners, is rapidly advancing wildfire cleanup efforts, with structural debris removal from the Eaton and Palisades fires set to begin this week. This marks the fastest large scale debris removal operation in modern state history.

    Federal Emergency Management Agency (FEMA) and the U.S. Army Corps of Engineers (USACE) will begin private property debris removal on Tuesday morning in Altadena and Tuesday afternoon in Pacific Palisades, closely coordinating efforts with local officials.

    “The speed of this cleanup is unprecedented, and it’s a testament to local, state, and federal government’s commitment to getting families back on their feet as quickly as possible. We’re cutting through the red tape and working with our partners to ensure that recovery moves at a record pace, helping communities rebuild stronger and more resilient.”

    The removal process begins just 35 days after the fires ignited — roughly half the time it took to start similar operations after the devastating 2018 Woolsey Fire.
     
    Under Governor Gavin Newsom’s leadership, California has expedited the cleanup process by cutting red tape and eliminating bureaucratic barriers, allowing highly trained crews to enter impacted communities sooner and help survivors rebuild their lives faster.
     
    The Los Angeles County Department of Public Works, in partnership with six locally affected jurisdictions, has worked around the clock to collect Right-of-Entry (ROE) forms from residents, develop haul routes, and coordinate safe transport of fire ash and debris.
     
    The U.S. Environmental Protection Agency (EPA) is rapidly completing the removal of households hazardous materials at record speed, clearing the way for this next phase of cleanup.
     
    Last month, Governor Newsom announced that FEMA, working with the Governor’s Office of Emergency Services (Cal OES), had tasked the EPA with safely removing and disposing of hazardous materials from homes and structures impacted by the fires. This crucial first step—one of the most complex phases of wildfire cleanup — paved the way for the structural debris removal now underway.
     
    As these operations continue, residents should anticipate an increased presence of debris removal teams in their communities and plan accordingly. The agencies involved appreciate the public’s support and patience as crews work to eliminate health and safety risks from impacted properties.
     
    Since the fires began, Governor Newsom has led an aggressive, coordinated, whole-of-government response to support impacted communities. Prior to the fires breaking out, the state had already deployed thousands of firefighters and personnel, with more than 16,000 boots on the ground at the peak of response efforts. In the days that followed, the state launched historic recovery and rebuilding efforts to ensure Los Angeles communities receive the support they need.

    Based in India, Digantara develops space surveillance systems designed to manage increasing orbital traffic and enhance space operations by delivering accurate and real-time orbital insights. The company’s systems pair constellations of cost-efficient nanosatellites in low earth orbit with precise modeling to enable the space industry to secure long-term spaceflight safety and build maps for space.

    Digantara specializes in patented space-to-space tracking Optical and LiDAR systems. The company plans to establish a Satellite Assembly, Integration and Testing (AIT) facility in Colorado Springs to develop these payloads locally, catering to the Intelligence, Surveillance and Reconnaissance (ISR) needs of U.S. Government and Department of Defense agencies.

Here, we aim to collaborate with the US aerospace and defense community locally, advancing global space security through innovation and partnership.     Digantara champions space sustainability, with active advocacy in the Paris Peace Forum’s Net Zero Space Initiative and the UN Space Bridge Dialogue on Global Space Traffic Coordination. In Colorado Springs, the company plans to establish a U.S. base to pursue opportunities to collaborate with U.S. defense agencies on surveillance and defense initiatives. This includes a capital investment of $35 million. Proximity to talent and the opportunity to locate in a leading aerospace market were key considerations. 

    “Colorado is now home to 2,000 aerospace companies, an increase of 26% over the last five years.     Digantara expects to create 61 net new jobs at an average annual wage of $82,645, which is 130% of the average annual wage in El Paso County. The positions will include software engineers, systems engineers, business developers, human resources, and finance roles. 

    The Colorado Economic Development Commission approved up to $759,034 in a performance-based Job Growth Incentive Tax Credit for the company over an eight-year period. These incentives are contingent upon Digantara, referred to as Project Diamond throughout the OEDIT review process, meeting net new job creation and salary requirements. The Colorado Springs City Council approved $198,225 over a four-year period in performance-based incentives. The sales and use tax rebates apply to the purchases of construction materials, equipment, machinery, furniture, and fixtures. The City’s Economic Development Department also offered to support the company through its Rapid Response Program, as well as talent and workforce development support. Additionally, El Paso County approved $812,030 in incentives.

  • MIL-OSI Europe: Answer to a written question – Use of deep fakes to defame people standing for public office – E-001917/2024(ASW)

    Protecting democratic processes and values, including the right to stand for public office, is a priority for the Commission.

    In addition, the Artificial Intelligence (AI) Act[1], prohibits certain manipulative or deceptive uses of AI technologies that are likely to cause significant harm[2].

    It also imposes transparency obligations on providers and deployers of AI systems generating deep fake contents[3]. Violations are sanctioned by administrative fines.

    However, deepfakes are not criminalised as such by the AI Act, which is a product safety legislation.

    The Commission Recommendation on inclusive and resilient elections (EU) 2023/2829, adopted as part of the 2023 Defence of Democracy package, highlights the highest democratic standards in elections.

    This recommendation also addresses different challenges to the election information environment, including so called ‘deep fakes’, as a vector of disinformation.

    It also encourages political parties and campaign organisations to adopt campaign pledges and codes of conduct on election integrity and fair campaigning.

    In these, political parties and campaigning organisations should commit to refrain from producing, using or disseminating falsified, fabricated, doxed or stolen data or material, including deep fakes generated by artificial intelligence systems.

    India-Israel Business & CEO Forums to Strengthen Economic Cooperation High-Level Business Delegation Led by Israel’s Minister of Economy to Visit India

    India and Israel are set to deepen their economic and trade engagement with the India-Israel Business Forum and the India-Israel CEO Forum, both scheduled for February 11, 2025, in New Delhi. These forums will bring together top business leaders, policymakers, and industry stakeholders from both countries to explore new avenues of economic cooperation, technological collaboration, and investment opportunities.

    Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce & Industry, Government of India, and the Embassy of Israel, in partnership with the Confederation of Indian Industry (CII), is organizing the India-Israel Business Forum. The forum will focus on expanding trade relationships, fostering cross-sector collaborations, and identifying investment opportunities between Indian and Israeli businesses.

    A high-level Israeli business delegation, led by H.E. Nir M. Barkat, Minister of Economy and Industry, State of Israel, will participate in the forum. The delegation includes leading Israeli enterprises and representatives from sectors such as technology, manufacturing, healthcare, agri-tech, food processing, defense, homeland security, water management, logistics, and retail.

    The event will feature a ceremonial inaugural session, followed by panel discussions and B2B meetings, allowing Indian and Israeli business leaders to explore new opportunities for joint ventures, investments, and knowledge sharing. Representatives from the Government of India, the Government of Israel, and leading business organizations will participate in these discussions, focusing on sectoral growth and innovation-driven partnerships.

    India and Israel’s shared commitment to technological advancement, innovation, and entrepreneurship makes them natural economic allies. With India’s rise as a global manufacturing and technology hub, the forum will provide a strategic platform to strengthen business-to-business (B2B) and government-to-business (G2B) ties.

    Alongside the Business Forum, the Federation of Indian Chambers of Commerce & Industry (FICCI) will host the India-Israel CEO Forum, an exclusive gathering of top CEOs, senior executives, and policymakers from both nations.

    The CEO Forum will serve as a high-level platform for industry leaders to discuss investment opportunities, policy frameworks, and emerging business trends. The discussions will revolve around technology collaboration, research & development, innovation-driven growth, and trade diversification.

    Key focus areas for engagement between India and Israel include strengthening cooperation in technology and innovation, particularly in AI, digital transformation, and smart manufacturing. Defense and security partnerships will expand in areas like defense technology, cybersecurity, and homeland security solutions. Joint projects in clean energy and sustainability will promote renewable energy, water conservation, and green technologies. In healthcare and life sciences, collaborations will be enhanced in medical research, pharmaceutical trade, and biotech investments. Additionally, agriculture and food security will benefit from Israeli expertise in precision agriculture, drip irrigation, and sustainable farming solutions.

    India and Israel have witnessed steady growth in bilateral trade, which has diversified significantly beyond traditional sectors like diamonds and precious metals to include engineering goods, chemicals, electronics, defense, and agricultural products.

    Israeli investments in India have been expanding, with various Israeli companies operating in various sectors, including renewable energy, water technology, defense, and manufacturing. Similarly, Indian companies have made significant inroads into Israel, particularly in pharmaceuticals, IT, and infrastructure.

    The CEO Forum will provide a unique opportunity for business leaders to develop new partnerships, exchange insights, and explore pathways for expanding bilateral trade and investment flows.

    Both forums are in line with India and Israel’s long-term vision for economic growth and cooperation, highlighting the importance of strengthening business connections, policy discussions, and strategic partnerships. They will promote deeper engagement between Indian and Israeli industries, encourage foreign direct investment (FDI) and joint ventures, foster technology transfer and innovation partnerships, and boost trade by implementing policy reforms and establishing new agreements.

    As India moves towards its goal of Viksit Bharat (Developed India) by 2047, and Israel continues to strengthen its global economic partnerships, these forums will play a crucial role in shaping the future of India-Israel economic ties.

    On the sidelines of Aero India 2025, Raksha Mantri Shri Rajnath Singh held bilateral meetings with Minister for Defence & National Service of Tanzania Dr Stergomena Lawrence Tax, Minister Delegate to the Minister of National Defence, Chief of Staff of People’s National Army of Algeria General Saïd Chanegriha and Minister of Defence of Zambia Mr Ambrose Lwiji Lufuma in Bengaluru on February 10, 2025.

    In his meeting with the Defence Minister of Tanzania, both leaders discussed cross-border terrorism and bilateral defence cooperation in a number of areas, including dockyard development & shipbuilding. Both sides welcomed co-hosting of maiden Africa India key Maritime Exercise in April 2025.

    The meeting with Minister Delegate to the Minister of National Defence, Chief of Staff of People’s National Army of Algeria gave further impetus to defence engagement with the North African nation in diverse fields. Possibility of signing of Terms of Reference for a Joint Commission in the Military Field to reap full benefits of the MoU was also discussed.

    In his meeting with the Minister of Defence of Zambia, both leaders reviewed and agreed to strengthen bilateral defence cooperation, especially in the areas of capacity building and UN peacekeeping operations. Both sides agreed to early finalisation of Terms of Reference for institutionalizing a Joint Defence Cooperation Committee.

    Under the leadership of Prime Minister Shri Narendra Modi, while implementing zero-tolerance policy against drugs, in 2024, all law enforcement agencies across the country, including the Narcotics Control Bureau (NCB), seized narcotics worth approximately ₹25,330 crore, which is more than 55% higher compared to the ₹16,100 crore worth of drugs seized in 2023. This success is a testament to the ‘Bottom to Top’ and ‘Top to Bottom’ approach adopted under the leadership of Prime Minister Modi and the guidance of Union Home Minister Shri Amit Shah. The Modi government is moving forward with a Whole-of-Government Approach to create a drug-free India.

    In 2024, the seizure of more harmful and addictive synthetic drugs, cocaine, and pharmaceutical drugs used as psychotropic substances has increased significantly, which are also of much higher value.

    In 2024, the quantity of ATS (Amphetamine-Type Stimulants)like Methamphetamine has more than doubled from 34 quintals in 2023 to 80 quintals in 2024. Similarly quantity of cocaine seized has also gone up from 292 Kgs in 2023 to 1426 Kgs in 2024.The quantity of seized Mephedrone has also gone up from 688 kgs in 2023 in comparison to 3391 kgs in 2024. Likewise, quantity of Hashish seized has gone up from 34 Quintal in 2023 to 61 Quintal in 2024.The quantity of pharmaceutical drugs which are increasingly being abused as psychotropic substances has gone up from 1.84 crore to 4.69 crore in number (Tablets).

    Major operations conducted by the Narcotics Control Bureau (NCB) in collaboration with various agencies in 2024:

    February 2024: NCB and Special Cell of Delhi Police busts an international drugs trafficking network with the arrest of three people and seizure of 50 kg narcotics-making chemical Pseudoephedrine. A joint team of NCB and Delhi Police busted the network acting on information provided by Australian and New Zealand authorities.

    February 2024: In a joint operation codenamed ‘Sagar Manthan-1’, carried out by NCB, Navy, and ATS Gujarat Police, a gigantic consignment of approximate 3300 kg of drugs (3110 Kg Charas/Hashish, 158.3 Kg crystalline powder Meth and 24.6 Kg Suspected Heroin) was seized in the Indian Ocean. It was a record in itself in terms of the amount of offshore seizure of Charas/Hashish on the beach in the country. Five suspected foreign nationals were detained in this case.

    March 2024: NCB arrested Jaffer Sadiq, the kingpin of the drug trafficking network busted by it in the month of February, 2024. Jaffer Sadiq was absconding and on the run since 15th February, 2024 when NCB seized 50.070 kg of Pseudoephedrine from the godown of a firm and arrested three accomplices of Jaffer Sadiq in this connection 

    April 2024: In a joint maritime operation by NCB, ATS of Gujarat Police and Indian Coast Guard, a foreign boat carrying 86 kgs (approx.) Heroin was seized and 14 Pakistani nationals were arrested. Drugs worth Approx. Rs.602 Crore were seized during the operation.

    October 2024:NCB conducted a search operation in a factory in Kasna Industrial Area of district Gautam Budh Nagar and found about 95 kg of Methamphetamine in solid and liquid forms. Chemicals like Acetone, Sodium Hydroxide, Methylene Chloride, Premium grade Ethanol, Toluene, Red phosphorus, Ethyl Acetate etc and imported machinery for manufacturing were also found.

    November 2024: In a major breakthrough against the drug trafficking syndicates operating in India and especially in Delhi NCR Region, the Narcotics Control Bureau recovered one of the biggest haul of Cocaine at Delhi. After working on the leads generated in these cases, and through technical and human intelligence, the NCB was finally able to reach at the source of the contraband and 82.53 Kg of high grade Cocaine was recovered from Janakpuri and Nangloi area of Delhi.

    November 2024: In a joint operation codenamed ‘Sagar Manthan-4’, the NCB, Indian Navy, and ATS Gujarat Police busted an international drug trafficking cartel and seized approx. 700 kg of contraband Meth in Gujarat.

    Raksha Mantri Shri Rajnath Singh has invited the global Original Equipment Manufacturers (OEMs) to utilise the opportunities offered by the expanding Indian defence ecosystem and find targeted solutions & counter measures to the challenges emerging due to the volatile geopolitical landscape of today. He was addressing the CEOs Roundtable organised as part of Aero India 2025 in Bengaluru, Karnataka on February 10, 2025. Raksha Mantri stated that amidst the fragile global security situation, where rules-based order is being challenged and technologies are creating new opportunities & vulnerabilities, there is a need to adopt & improve solutions constantly.

    “Today, the nature of communication and data sharing in military operations is getting much more complex. The reliance on space-based navigation systems, communication and surveillance implies that such assets would have to be integrated in our operational plans. The use of drones in recent conflicts indicate that the future would depend on the integrated efforts of manned, unmanned and autonomous warfare systems. Hence, our defence manufacturing has to focus on creating counter measures for these emerging challenges,” said Shri Rajnath Singh.

    Citing great Indian strategist Kautilya, Raksha Mantri said: “We have the moral responsibility to protect our people and territory in a hostile atmosphere. To achieve this, we are taking all necessary steps to equip our Armed Forces and making the country self-reliant in defence manufacturing through the establishment of a strong, efficient, resilient and future-ready defence industrial ecosystem,” he said.

    Shri Rajnath Singh asserted that the Government of India, led by Prime Minister Shri Narendra Modi, has put in place transparent & industry-friendly regulations, processes and policies. He emphasised that the opportunities provided by the Indian defence ecosystem are driven by the policies of self-reliance in defence production, facilitated by a conducive policy regime.

    Raksha Mantri enumerated the transformative steps taken by the Government to make the domestic defence industry an important component of the national economy in order to facilitate India’s transition from a developing to a developed country by 2047. “We have allowed FDI upto 75% through the Automatic Route for companies seeking new defence license, while upto 100% is also allowed under Government approval route. A total of 46 Joint Ventures and Companies have been given foreign investment approval in the defence sector till date,” he said.

    Shri Rajnath Singh added that more than 250 MoUs have, so far, been signed for the establishment of industrial units in the Defence Industrial Corridors set-up in Uttar Pradesh and Tamil Nadu. He mentioned about the Defence Testing Infrastructure Scheme introduced to provide financial assistance to the Aerospace and Defence sector for setting up 6-8 greenfield Testing and Certification facilities. The Defence Exim Portal has made the export authorisation process seamless. “As a testimony to the emergence of India as a defence export nucleus, India has seen 31 times growth in the export of products in the last 10 years as compared to Financial Year 2013-14,” he said.

    Raksha Mantri described the issuance of Positive Indigenisation Lists as a clear indicator to the Government’s intent to support the industry in its self-reliance pursuit. He added that for innovation projects in the defence sector, over 500 start-ups & MSMEs are presently working under the aegis of Innovations for Defence Excellence (iDEX). “Our overall ease of doing business environment has improved tremendously. This is showing great results as India has the 3rd largest start-up ecosystem in the world today; this is expected to witness Year on Year growth of 10-12%. We possess a young generation of highly-skilled workforce, which constantly updates itself in the face of the fast-changing ecosystem of the world. You must not miss the opportunity to leverage the advantages of this ecosystem,” he told the over 100 CEOs, both domestic and foreign, present on the occasion.

    Shri Rajnath Singh described the CEOs Roundtable as a platform where the idea of making India self-reliant in defence production would take root, germinate and blossom into full scale reality. It reflects the serious intent of the Government to team with the best organisations around the world in the spirit of cooperation. The essence of this conclave is to explore how to join hands to make India a leading defence manufacturer and service provider at the global scale, he said.

    The theme of the Roundtable was ‘Enabling Defence Cooperation through Global Engagement (EDGE)’. OEMs from 19 countries (USA, France, Russia, South Korea, UK, Japan, Israel & Brazil etc), 35 Indian (Larsen & Toubro, Bharat Forge Ltd, Adani Defence & Aerospace, Mahindra Defence Systems Ltd, BrahMos Aerospace & Ashok Leyland Defence) and 16 Defence DPSUs attended the event.

    Major foreign OEMs including Airbus (France), Ultra Maritime (USA), GNT (South Korea), John Cockerill Defence (UK), Mitsubishi (Japan), Rafael Advanced Defense System (Israel), Safran (France) and Liebherr Aerospace (France) highlighted their future plans, Joint Ventures, collaborations, partnerships with Indian companies for production of spares parts, development of aero-engines, setting up of Maintenance, Repair and Operations facilities and establishment of R&D facilities.
