    Department of Defense Spokesman John Ullyot provided the following readout:

    Secretary of Defense Pete Hegseth and Japanese Defense Minister Nakatani Gen held an introductory call today to discuss the U.S.-Japan Alliance, the cornerstone of peace and security in the Indo-Pacific region.

    Minister Nakatani congratulated the Secretary on his appointment and reaffirmed his desire to work together to advance Alliance priorities.  The two officials reiterated the importance of deepening defense cooperation to strengthen deterrence and to advance a shared vision for a free and open Indo-Pacific region.  

    The two officials reaffirmed their commitment to advance ongoing work to modernize Alliance command and control and expand bilateral presence in Japan’s Southwest Islands.  Both the Secretary and the Minister agreed to remain in close contact on areas of mutual security interest.

  • MIL-Evening Report: As Donald Trump plays God in Gaza, Israel acts like spoiled brat

    The Gaza ceasefire deal proves that Israeli politics can only survive if it’s engaged in perpetual war.

    US President Donald Trump has unsettled Arab leaders with his obscene suggestion that Egypt and Jordan absorb Palestinians from Gaza.

    Both Egypt and Jordan have stated that this is a non-starter and will not happen.

    Israeli extremists have welcomed Trump’s comments with the hope that the forced expulsion of Palestinians would pave the way for Jewish settlements in Gaza.

    But the truth is that Israeli leaders likely feel deceived by Trump more than anything else. Benjamin Netanyahu and most of Israeli society were once clamouring for Donald Trump.

    All that has changed since President Trump sent his top Middle East envoy Steve Witkoff to Israel in which Witkoff reportedly lambasted Benjamin Netanyahu and forced him to accept a ceasefire agreement.

    Since then, Israeli leaders and Israeli society, are seemingly taken aback by Trump’s more restrained approach toward the Middle East and desire for a ceasefire.

    While the current ceasefire in place is a precarious endeavour at best, Israeli reactions to the cessation of hostilities highlight a profound point: not only did Netanyahu misread Trump’s intentions, but the entire Israeli political system itself seemingly only thrives during conflict in which the US provides it with unfettered military and diplomatic support.

    Geostrategic calculus
    Firstly, Israel believed that Trump’s second term would likely be a continuation of his first — where the US based its geostrategic calculus in the Middle East around Israel’s interests. This gave Israeli leaders the impression that Trump would give them the green light to attack Iran, resettle and starve Gaza, and formally annex the West Bank.

    However, Benjamin Netanyahu and his extremist ilk failed to take into consideration that Trump likely views blanket Israeli interests as liabilities to both the United States and Trump’s vision for the Middle East.

    Trump blessing an Israel-Iran showdown seems to be off the table. Trump himself stated this and is backing up his words by appointing Washington-based analyst Mike DiMino as a top Department of Defence advisor.

    DiMino, a former fellow at the non-interventionist think tank Defense Priorities, is against war with Iran and has been highly critical of US involvement in the Middle East. Steve Witkoff will also be leading negotiations with Iran.

    The appointment of DiMino and Witkoff has enraged the Washington neoconservative establishment and is a signal to Tel Aviv that Trump will not capitulate to Israel’s hawkish ambitions.

    The Trump effect
    As it pertains to his vision for the Middle East, Trump has been adamant about expanding the Abraham Accords, deepening US military ties with Saudi Arabia, and possibly pioneering Saudi-Israeli “normalisation”.

    The Saudi government has condemned Israel’s actions in Gaza, calling it a genocide and also made it clear that they will not normalise relations with Israel without the creation of a Palestinian state.

    While there is an explicit pro-Israel angle to all these components, none of Trump’s objectives for the Middle East would be feasible if the genocide in Gaza continued or if the US allowed Israel to formally annex the occupied West Bank, something Trump stopped during his first term.

    It is unlikely that a Palestinian state will arise under Trump’s administration; however, Trump has been in contact with Palestinian Authority (PA) President Mahmoud Abbas.

    Trump’s Middle East Adviser Massad Boulos has also facilitated talks between Abbas and Trump. Steve Witkoff has also met with PA official Hussein al-Sheikh in Saudi Arabia to discuss where the PA fits into a post-October 7 Gaza and a possible pathway to a Palestinian state.

    Witkoff’s willingness to meet with PA, along with the quiet yet growing relationship between Trump and Abbas, was likely something Netanyahu did not anticipate and may have also factored into Netanyahu’s acquiescence in Gaza.

    Of equal importance, the Gaza ceasefire deal proves that Israeli politics can only survive if it’s engaged in perpetual war.

    Brutal occupation
    This is evidenced by its brutal occupation of the Palestinians, destroying Gaza, and attacking its neighbours in Syria and Lebanon. Now that Israel is forced to stop its genocide in Gaza, at least for the time being, fissures within the Israeli government are already growing.

    Jewish extremist Itamar Ben Gvir resigned from Netanyahu’s coalition due to the ceasefire after serving as Israel’s national security minister. Finance Minister Bezalel Smotrich also threatened to leave if a ceasefire was enacted.

    Such dynamics within the Israeli government and its necessity for conflict are only possible because the US allows it to happen.

    In providing Israel with unfettered military and diplomatic support, the US allows Israel to torment the Palestinian people. Now that Israel cannot punish Gaza, it has shifted their focus to the West Bank.

    Since the ceasefire’s implementation, the Israeli army has engaged in deadly raids in the Jenin refugee camp which had displaced over 2000 Palestinians. The Israeli army has also imposed a complete siege on the West Bank, shutting down checkpoints to severely restrict the movement of Palestinians.

    All of Israel’s genocidal practices are a direct result of the impunity granted to them by the Biden administration; who willingly refused to impose any consequences for Israel’s blatant violation of US law.

    Joe Biden could have enforced either the Leahy Law or Section 620 I of the Foreign Assistance Act at any time, which would ban weapons from flowing to Israel due to their impediment of humanitarian aid into Gaza and use of US weapons to facilitate grave human rights abuses in Gaza.

    Instead, he chose to undermine US laws to ensure that Israel had everything it facilitate their mass slaughter of Palestinians in Gaza.

    The United States has always held all the cards when it comes to Israel’s hawkish political composition. Israel was simply the executioner of the US’s devastating policies towards Gaza and the broader Palestinian national movement.

    A strategic session was held at the Military Innovation Technopolis (VIT) “Era” under the leadership of First Deputy Prime Minister Denis Manturov.

    The event was attended by Deputy Prime Minister Dmitry Chernyshenko, Deputy Minister of Defense Alexey Krivoruchko, representatives of the Ministry of Industry and Trade and the Ministry of Digital Development, members of the board of the Military-Industrial Commission, heads of military command bodies, representatives of enterprises of the defense industry complex and the national defense industry complex.

    During the meeting, issues of the influence of artificial intelligence on increasing the combat effectiveness of units in combat zones and increasing the combat capabilities of weapons, equipment, and control systems were considered.

    “All leading countries of the world are aware of the growing role of artificial intelligence technologies, big data processing and cloud computing, having included their development among their strategic priorities. In fact, we can talk about another race of technological competition, comparable to the arms race and space exploration programs. Russia as a whole is following in the wake of global trends. Russian companies are developing technological products, including large language models, computer vision, machine learning, based on neural network tools. Most of the existing and planned developments have dual-use potential. Our task is to use them in solving applied military problems,” Denis Manturov noted.

    Artificial intelligence is used for automatic processing and analysis of intelligence data, can improve information support for combat operations, increase the ability to predict threats and the course of conflict development. Digital technologies are the basis for the mass introduction of robotic systems and swarm interaction of unmanned aerial vehicles.

    “Artificial intelligence is a breakthrough and fast technology that is important for both civilian and military needs. In the coming years, we will increase the volume of funding for AI research. We plan to accumulate these resources within the framework of a single AI research program. It is planned to allocate 5% of the state budget for funding scientific research in the field of AI and 15% of the state budget for funding research in other areas, but with the mandatory use of AI tools. Consolidation of these resources in the field of AI and training of specialists are extremely important for achieving technological sovereignty and other goals set by the President of Russia,” said Dmitry Chernyshenko.

    “It is also important to use the capabilities of AI analytics for a deep analysis of the conflict in Ukraine and further training of domestic intelligent systems,” Denis Manturov emphasized.

    The session participants discussed the formation of information and computing systems for the trusted use of elements of artificial intelligence for military purposes, as well as the experience of transitioning to a new generation of drones on neuroprocessors.

    An exhibition of new samples and technologies developed by residents of innovative scientific and technological centers and innovative development funds of the Russian Federation was opened for the participants of the strategic session. A number of samples using AI technologies were selected by the Main Directorate for Innovative Development of the Ministry of Defense of Russia together with the People’s Front for use in the special military operation zone.

    In particular, control modules for receiving video images, analyzing, capturing and automatically tracking targets, semi-autonomous underwater robotic systems (RTS) for reconnaissance, technical control of underwater objects, delivery and manipulation of cargo in difficult underwater conditions, unified consoles for simultaneous control of a group of RTS (several unmanned boats, ground-based RTS or a swarm of UAVs) were presented.

    Manufacturers also presented universal flight controller control units based on technical vision. In particular, in complex electronic environments, these devices retain full functionality of video analytics and allow you to hit a target when you lose control of the drone or return to the base on your own.

    In addition, the participants of the strategic session considered unmanned aircraft systems for intercepting air targets. Interceptor control systems with artificial intelligence allow for automatic detection and capture of targets for subsequent neutralization with a net, special pellets or kinetic damage.

  • MIL-OSI Africa: South African troops are dying in the DRC: why they’re there and what’s going wrong

    The death of South African soldiers on a Southern African Development Community (SADC) mission in the Democratic Republic of Congo (DRC) has sparked fierce debate about the deployment of South African National Defence Force (SANDF) soldiers there. Some, including political parties, have questioned whether the soldiers were adequately trained, equipped and supported. Lindy Heinecken has spent decades researching the South African military in peacekeeping operations and has interviewed hundreds of soldiers about their experiences and the challenges during deployment. We asked her for her insights.

    What is South Africa doing in the DRC?

    The country is part of the Southern African Development Community Mission in the Democratic Republic of Congo (SAMIDRC), which includes troops from Malawi and Tanzania. This deployment followed approval by the Southern African Development Community in May 2023, in response to the deteriorating security situation in eastern DRC. The South African National Defence Force is leading the mission.

    Their mandate is to support the DRC government, a member of the 16-member SADC group, in restoring peace, security and stability. The fact that the mandate states that it is to support the DRC government in combating armed groups that threaten peace and security in the eastern DRC implies that this is not a peacekeeping mission.

    The legal basis for the deployment lies in the SADC Mutual Defence Pact, (2003), which states that

    Any armed attack perpetrated against one of the States Parties shall be considered a threat to regional peace and security and shall be met with immediate collective action.

    The mandate gives them the responsibility to protect civilians, disarm armed groups, and help implement the August 2024 ceasefire agreement between the DRC and Rwanda, brokered by Angola as part of the Luanda Process. This agreement aimed to provide a more secure environment, and protect critical infrastructure to ensure the safe delivery of humanitarian aid. This is in line with the United Nations’ responsibility to protect victims of genocide, war crimes, ethnic cleansing and crimes against humanity.

    The M23 rebel group, which is supported by Rwanda, has committed a wide range of atrocities in the eastern DRC which can be traced back to the 1994 genocide.

    The impact on civilians has been devastating. While pinning down an exact number is difficult, it’s clear that the rebel forces operating in the eastern DRC, particularly the M23, pose a significant challenge to the stability of the region, and the safety and security of civilians.

    The rebels are implicated in mass killings of civilians, rape and other forms of sexual violence and attacks on camps for internally displaced persons. The M23’s atrocities have been condemned by the international community. The United Nations and human rights bodies have called for an end to the violence. They also demand accountability for the perpetrators.

    In sum, South African soldiers – alongside Malawians and Tanzanians – are in the DRC to assist the Congolese army in combating the armed groups and to protect civilians from violence and human rights abuses.

    Are the soldiers adequately prepared and equipped?

    Many questions have been asked about whether South African troops on the mission forces are adequately trained and equipped. Critics claim this deployment is suicidal.

    South African soldiers are well-trained and have served in numerous peace operations. Their extensive deployment means that they have accumulated valuable experience. They have been part of the UN Stabilisation Mission in the DR Congo, Monusco, almost since inception in 1999.

    Monusco forces are still present in the DRC, but in the process of withdrawing. Congolese president Félix Tshisekedi requested they leave because of their perceived ineffectiveness.

    Nonetheless, there are some valid concerns about the South Africans’ current level of preparedness for the DRC mission. Not least given the complex political situation. There are over 100 diverse armed groups involved. And the terrain is difficult.

    The combination of budget cuts, resource limitations, and the complex nature of the conflict raises questions about the South African National Defence Force’s ability to effectively achieve its objectives, and ensure the safety of its personnel.

    The force takes its own equipment on missions to ensure it is self-sufficient and can meet its specialised needs. The problem is that this equipment is old, leading to shortages due to maintenance problems. This affects the force’s ability to carry out its duties.

    Budget cuts for defence over the years, to less than 1% of GDP compared to the global average of 2%, have severely affected the military’s ability to maintain equipment, conduct training exercises and modernise its force. This has led to a decline in overall readiness.

    South African troops in the DRC lack essential resources, including adequate air support, attack helicopters and modern equipment. This limits their ability to respond quickly to threats and provide close air support for ground troops.

    Despite having one of the most capable air forces in Africa, it is unable to deploy its Gripen and Rooivalk helicopters because they have not been serviced and lack spare parts.

    The use of older equipment has also been less effective against the well-equipped M23.

    Besides being outgunned, the regional mission is also out-manned.

    The SADC mission in the DRC was authorised to have 5,000 troops from Malawi, South Africa and Tanzania. The actual deployment has fallen far short of this number. As of late January 2025, only about 1,300 troops had been deployed.

    Where to from here?

    There are concerns in the DRC about the presence of multiple foreign forces, given the relative ineffectiveness of these interventions.

    There are also questions about the legitimacy of the mission. Rwanda has opposed the deployment, saying that the SAMIDRC, and specifically South Africa’s involvement, undermines regional unity and cooperation.

    The best approach to peace and stability in the DRC requires a concerted effort by regional actors – the DRC, Rwanda, Uganda, Burundi, Kenya and the Southern African Development Community – to address the underlying causes of the conflict. This requires political dialogue with the regional actors, the UN, the international community and, most importantly, the Congolese people.

    As for South Africa, it is time for some critical reflection on the future roles of its military. The equipment shortages and challenges it faces raise serious concerns about the defence force’s ability to carry out its core mandate of protecting South Africa, its territorial integrity and its people in accordance with the constitution.

    The tragedy in the DRC highlights the dire need for the South African National Defence Force to be redesigned, modernised and funded to become more effective and capable, ready to meet the immediate challenges it faces (like ageing equipment) and ensure the security of South Africa.

    Environment, Climate and Food Safety

    On 23 January, Paulina Hennig-Kloska, Minister of Climate and Environment, highlighted the need for climate adaptation measures, combating climate disinformation, and to advance key legislative files such as the waste framework directive on textiles and food, the European soil monitoring law, and the “One Substance, One Assessment” chemicals package. The Presidency also plans to secure agreement with Parliament on plastic pellet losses, water pollutants, and detergents rules.

    MEPs asked about the Presidency’s stance on the new emissions trading system ETS II, the 2040 emissions target, renewable energy, and soil monitoring. They also debated the impact of climate regulations on competitiveness, and raised concerns about agricultural pollution and the role of genomic technologies.

    Security and defence

    On 27 January, Secretary of State at the Ministry of National Defence Paweł Zalewski said the Presidency’s first priority is to strengthen EU support for Ukraine by using all the tools at the EU’s disposal, including the European Peace Facility and the profits from frozen Russian assets or loans guaranteed from Moscow. He also highlighted the need to reinforce the EU’s defence industries by ensuring adequate financing as well as deepening EU-U.S. cooperation, including between the EU and NATO.

    MEPs quizzed Mr Zalewski on several issues, including the EU’s role in possible future peace talks between Ukraine and Russia, developing an EU defence pillar, reforming the EU Investment Bank to allow for more investment in the defence sector and establishing viable “European champions” (i.e. large corporations) in the defence sector.

    Women’s rights and gender equality

    On 28 January, Minister for Equality Katarzyna Kotula emphasised enhancing digital security for women and girls, particularly in the context of the rapid development of AI, as a Presidency priority. She pledged to follow up on the Digital Services Act to make sure that AI accelerates rather than undermines gender equality. The Presidency is also determined to advance the work on the Anti-discrimination Directive.

    MEPS welcomed her commitment on strengthening the digital protection of women and girls, particularly concerning deepfakes, revenge porn and hate speech. They also raised women’s sexual and reproductive health and rights, the protection of LGBTQI+ communities, the challenges faced by ageing women and the prospect for an EU-wide definition of rape including the notion of consent.

    Internal market and consumer protection

    On 28 January, Economic Development and Technology Minister Krzysztof Paszyk focused on the need to eliminate the remaining barriers in the single market, as well as highlighting issues around security, competitiveness, and reducing red tape. The Presidency will look for a compromise on the e-declaration of posted workers file, on late payments, and on the travel package proposals. They will also, he said, try to reach political agreements on toy safety, the Green Claims Directive and on the alternative dispute resolution file.

    On digital policy, Secretary of State, Ministry of Digitalisation Dariusz Standerski outlined plans for an informal meeting on cybersecurity to focus on defence, the application of the Artificial Intelligence Act, and new initiatives on AI factories and the “AI Apply Strategy”. On customs, Undersecretary of State, Ministry of Finance Małgorzata Krok stated the Presidency’s intention was to reach a common position in the Council on the reform of the Union Customs Code.

    MEPs asked about reducing reporting obligations, e-declarations of posted workers, the implementation of digital services act and the AI Act, including in the context of EU-US relations. Several members wanted to hear more about cutting red tape, unblocking progress on late payments, and the need for an AI liability act. Questions also focused on issues around unfair trading practices, single market on defence and climate disinformation.

    Fisheries

    On 28 January, Jacek Czerniak, Secretary of State at the Ministry of Agriculture and Rural Development, which includes fisheries, identified improving EU fisheries competitiveness and defending EU interests in regional fisheries organisations and international agreements as Presidency priorities. Poland will also launch discussions on the review of the Common Fisheries Policy (CFP) and start negotiations to introduce measures against non-EU countries that allow unsustainable fishing practices.

    MEPs questioned Mr Czerniak on addressing the critical state of fish stocks in the Baltic Sea, in addition to issues of security and reducing the complexity of regulations. Others supported a reform of the CFP to better balance the interests of the fishery sector with the EU’s environmental goals. MEPs also argued that trade policies should be aligned with fisheries policies.

    Employment and social affairs

    On 28 January, Minister of Family, Labour and Social Policy Agnieszka Dziemianowicz-Bąk and Minister of Senior Policy Marzena Okła-Drewnowicz said the Presidency would focus on the future of employment in the digital transformation, a Europe of equality, cohesion and inclusion, and the challenges prompted by the EU’s aging population.

    MEPs quizzed the ministers on their plans for the regulation on the coordination of social security systems, emphasising the importance of finalising negotiations on the file. They also raised the impact of AI in the workplace, and the importance of addressing demographic issues in the EU. MEPs also raised the importance of social dialogue, upcoming negotiations on European Work Councils, and the expected Commission initiative on the “Right to Disconnect”.

    Transport and tourism

    On 29 January, Dariusz Klimczak, Minister of Infrastructure, said the Presidency will focus on resilience and competitiveness in the transport sector, the protection of transport operators, dual use infrastructure, and military mobility. He committed to reaching a deal with Parliament on new railway infrastructure, road and maritime safety rules as well advancing negotiations on air passenger rights rules that have been stalled in the Council since 2013. Piotr Borys, Secretary of State at the Ministry of Sport and Tourism added that the Presidency will focus on making Europe a safe and more popular destination for tourism despite Russia’s war in Ukraine and the challenges posed by climate change.

    MEPs asked the Presidency to secure adequate financing for transport policies within the next EU long-term budget, and want them to secure a Council position on the maximum weights and dimensions directive, and address labour shortages and working conditions in all transport modes. Completing Trans-European transport networks, developing high speed rail, and ensuring connectivity for Europe’s islands were also raised.

    Constitutional affairs

    On 29 January, Minister for European Affairs Adam Szłapka said the Presidency wants to promote institutional reforms, stressing at the same time that EU Treaties could prove difficult to revise. The Presidency wants to complete work on the new rules on European political parties and foundations and the electoral rights of mobile citizens. They will work on the transparency of interest representation and on the EU’s accession to the European Convention on Human Rights.

    Most MEPs asked questions about the need to reform the EU’s institutional architecture, especially in light of imminent enlargement, with many of them highlighting the need to overcome what they saw as the obstacle of unanimity in key policy areas either through Treaty revision or using existing rules. Some called for progress on Parliament’s right of initiative, its right of inquiry, and rules on European elections.

    Agriculture and Rural Development

    On 29 January, Czesław Siekierski, Minister of Agriculture and Rural Development said that the Council will discuss the future shape of the Common Agricultural Policy (CAP) beyond 2027. The Presidency wants to simplify the green architecture of the CAP and assess the impact of current EU trade agreements on agriculture.

    Questions from MEPs focused on ensuring fair income for farmers and adapting the CAP to the future enlargement of the EU. A number of MEPs also asked about the position of the Presidency on the EU-Mercosur Partnership Agreement and stressed the need to invest in European food sovereignty.

    International trade

    On 29 January, Krzysztof Paszyk, Minister of Economic Development and Technology, said the Presidency will continue working on ambitious, sustainable and mutually profitable trade agreements. He hopes to finalise the legislation on the screening of foreign direct investment and resume talks on the Generalised System of Preferences (GSP) scheme, the EU’s preferential trade arrangement with developing countries. On Ukraine, Mr Paszyk said support for Ukraine remains steadfast, while the Presidency prefers not to extend the current temporary trade liberalisation measures with the country, but rather reach a new agreement.

    MEPs asked about possible timelines for the adoption of trade deals with Mercosur and Mexico, possible shift in US trade policy as well as on trade with Ukraine and safeguards for the agricultural market. Some MEPs argued that GSP should not be a migration tool, others demanded a clear link between migration and the scheme.

    Industry, Research and Energy

    On 29 January, Minister of Economics, Development and Technology, Krzysztof Paszyk said the Presidency’s priorities include boosting Europe’s industrial competitiveness with a new instrument and advancing the Clean Industry Act to support businesses, address high energy prices, and cut red tape and tax burdens for SMEs. They also plan to maximize the use of spaceimaging and AI algorithms for crisis management, and improve cooperation during natural disasters.

    During the debate, MEPs stressed the need to support innovative businesses through a unified capital market, and to combine environmental policies with industrial policies to achieve the ecological transition. Others focused on the importance of transatlantic relations and the need to secure European tech sovereignty.

    Dariusz Stenderski, Secretary of State in the Ministry of Digital Affairs, said that his key focus areas would be cyber security, with a revised blueprint for coordinated EU response to cyber attacks and an informal Council on its civilian and military aspects.He also referred to the boosting of AI development through shared investment and simplified rules to support startups.

    On 30 January Marcin Kulasek, Minister of Science and Higher Education, outlined three main focus areas: openness and inclusivity, synergies between EU and national programs, and AI and science.He stressed the need to develop EU cooperation networks without losing top talents, and the value of synergies between EU and national research programs.

    MEPs called for the full implementation of the 5G toolbox and for the simplification of administrative procedures to foster innovation. Others highlighted the need to improve EU cooperation in research and innovation, retain top talent, and ensure an inclusive access to funds. The discussions also covered the need for ethical standards in AI, a strong support for scientists, as well as academic freedom and the free flow of scientific knowledge.

    Culture, Education, Youth and Sport

    On 30 January, Education Minister Barbara Nowacka said the Presidency wants to include young people – as part of a new cycle of the EU Youth Dialogue – in EU-level debates and projects to strengthen EU values of democracy, freedom and rule of law, thereby making them more resilient against the risk of disinformation and manipulation. Providing better support to teachers is also a priority, she said, and EU education ministers will gather in May to discuss what they can do to improve this.

    The Presidency wants to advance work on the “European degree” – a degree awarded jointly by several universities in different EU countries – by adopting a roadmap to implement it. A European quality assurance system to guarantee trust among universities and improve the recognition of higher education diplomas will also be discussed, Minister of Science and High Education Marcin Kulasek said.

    Culture Minister Hanna Wróblewska said the Presidency will present proposals to support young artists and creators, and will launch discussions on the future of the Creative Europe programme beyond 2027. Audiovisual and intellectual property rights, security and AI, and a possible revision of the Audiovisual Media Services Directive are also among the Presidency’s priorities, she said.

    Piotr Borys, Secretary of State of Sport, will focus on pushing EU countries to better promote sport in schools, address mental health, and adopt a common methodology to gather statistics on sport.

    MEPs questioned the ministers on countering Russian disinformation under the European Media Freedom Act, as well as on delays in the creation of the European degree, pleading for EU-wide recognition of diplomas, including Erasmus+ and vocational education training. MEPs also raised concerns about possible reductions in Erasmus+ funding, which ensures the financial sustainability of the European Education Area, which in turn is essential for the “Union of Skills”.

  • MIL-OSI United Kingdom: Environment Secretary announces Land Use Framework

    Steve Reed sets out how the most sophisticated land use data ever published will support decision-making by local government, landowners, businesses and farmers

    Thanks to Tim for the introduction, and to the Royal Geographical Society for hosting us here today.

    I want to start by celebrating the work of the late Sir Dudley Stamp, President of the Royal Geographical Society from 1963 – 1966.

    In the 1930s, Sir Dudley carried out the Land Utilisation Survey of Great Britain, the first-of-its-kind nation-wide survey of how land was then being used in our country.

    He recruited the help of thousands of schoolchildren and their teachers, who embarked on a trip right around Britain to map mountains, rivers, fields, back gardens, forests, covering every piece of land across the country.

    You can see examples of these maps can be found in this room today.

    Across the survey, some maps were clearly done quickly as a pupil ran out of time, or perhaps even lost interest, others are coloured meticulously with additional notes and labels for good measure.

    Yet, whether they were rushed or done in painstaking detail, Sir Dudley’s maps are invaluable, providing a comprehensive record of how land was being used across England, Wales and Scotland.

    These maps were quickly put to use with the dawn of the Second World War, used by the local War Agricultural Committees to identify land that could maximise food production.

    Sir Dudley’s maps are a snapshot in history – a fascinating insight into how the countryside has changed over time.

    But the story of our land goes much deeper even than that.

    Our landscape embodies our lives, our culture, our celebrations, and our tragedies.

    How it looks has changed as our population has grown and shrunk, through wars, in times of disease and hardship, through changing industries and shifting habits. The stories of our ancestors are embedded in the rich heritage of our land.

    In the woodlands of the New Forest where, in 1697, trees were protected by law to supply timber for the Royal Navy’s growing fleet.

    In the ridges and furrows in our fields, and the stone walls of enclosures, that give a glimpse into the lives of millions of farmers who’ve worked our land for tens of thousands of years.

    In the parkland designed by ‘Capability’ Brown across England’s glorious Georgian Estates, visited by millions of us to this day.

    Our landscape reflects generations of innovators.

    In the emergence of new terraced houses in the industrial towns of Lancashire and West Yorkshire, remnants of the late 18th century textile revolution.

    In the creation of our transport system, from canals to the railways through the 19th century, to the opening of England’s first motorway in 1958.

    From the world’s first public electricity supply in Surrey in 1851, to the UK producing its trillionth kilowatt hour of electricity from renewable sources in May 2023.

    It’s the fabric of Stevenage and Harlow, created under the New Towns Act of 1946 to meet the urgent need for housing in the post war years, and in the opening of our National Parks during that same period, representing the desire of a nation to get out and enjoy the great outdoors.

    It tells the story of farmers who have changed how they farm time and again to grow the food we need and steward our countryside, embracing mechanisation in the 20th century, automation in more recent decades, and the nature-friendly practices we’re seeing emerge today.

    Wherever you are in England, the history of our landscape is ever present. The distinctive features that make up the nation we know and love are never far away.

    Two hours from the room we’re all in right now, I could be at Stonehenge. Go the other way, I’m in the Norfolk Broads or on the beach at Margate. I can easily get to the canals of Birmingham, the uplands of the Yorkshire Dales or the sparkling white cliffs of Dover.

    This is one of England’s greatest joys. But also one of its challenges. Because England’s land area is small. To put it in perspective, France is four times bigger than England but our population is around the same.

    And there are more demands and more opportunities on our land than ever before.

    To grow the economy and deliver the change that this Government was elected to do, we must make the best use of the land around us. But we need better data and tools to inform decision making. 

    So we can grow the food to feed the nation. Build 1.5 million new homes to address the housing crisis. Construct the energy infrastructure to secure home-grown clean power. And, underpinning all these ambitions, protect and restore nature here in one of the most nature-depleted countries on Earth. 

    In the years since Sir Dudley’s work, we’ve seen subsequent land use surveys, and advances in spatial data science and earth observation means we have detailed land analysis at our fingertips, including that used by Tim in Land App, to help people plan how we use our land better.

    But, until now, there has been no clear direction set by Government on how our land could best be used across England. How to support those who make decisions about the land. How to minimise trade-offs and maximise its potential.

    Today, following Sir Dudley’s groundbreaking survey almost 100 years ago, I’m asking for your help to shape the first-ever comprehensive Land Use Framework for England.

    This will be the most sophisticated land use data and toolkit ever published in our country’s history.

    This Government has a cast-iron commitment to maintain long-term food security.

    The primary purpose of farming will always be to produce the food that feeds the nation.

    This framework will give decision makers the toolkit they need to protect our highest quality agricultural land, and make decisions about the long term future of farm businesses.

    Farming faces a rapidly changing climate. More severe flooding and droughts are damaging food production, hitting yields and hitting profits. At the same time our natural environment is in decline. Much-loved British birds and wildlife are at risk of national extinction.

    Our rivers, lakes and seas are choked by unacceptable levels of pollution.

    Some of our most treasured landscapes are in a very poor condition.

    This is the scale of the challenge we face.  And we must do more to restore our natural world while maintaining and strengthening food production. 

    That is why the Government must go further and faster to support farmers through the transition to a more sustainable way of farming.

    But there’s good news too.  That transition is already underway. Embracing innovation that will boost long-term food production. Restoring habitats and supporting once-endangered species. Doing things like planting orchards alongside cropland, or restoring and maintaining peatland.

    I know from conversations with farmers and landowners that they not only understand the need for change, they are already making change happen. 

    They know their land best, and it is only right that they lead this transition.

    We can make the most of food production, nature’s restoration and economic growth if we support farmers and landowners with better information to help them navigate their way into the future. 

    That may mean doing things differently, and I know that can be worrying, but the decision on how to manage land will and must always rest with the individual farmer or landowner.

    We will work with farmers to shape the framework and support them in making their businesses more sustainable, productive and profitable by opening up Government data so innovators like Tim can put new insights into the hands of farmers, planners and developers when taking their own decisions about the best use for their land.

    It will look at how we create the certainty that private investors need to invest in farming businesses, and consider how best to use public funding to secure the most benefits for food production and for nature.

    We are working on common sense changes that create a win-win for nature and the economy, and the Land Use Framework is a significant part of that.

    Nature is the common thread that runs through the Government’s missions. It is healthy soils and abundant pollinators that enable us to grow the food we need despite the changing climate. It’s a resilient water supply that is essential to building the homes, schools, hospitals, and datacentres that we need. And trees and vegetation that help the land hold more water and give us better protection from flooding.

    It’s the biodiversity and wildlife that safeguards our ecosystems to fight off animal and plant diseases, while access to our wild landscapes and green spaces helps improve mental and physical health and reduce the burden on our NHS.

    Beyond nature and the farming sector, this Framework will unlock growth through better spatial planning.

    It will work hand in hand with our housing and our energy plans, so we can meet our ambitious housing targets and achieve Clean Power by 2030, without jeopardising food production or nature.

    This land use data will shape decision-making about where and how we build things in this country so we can grow the economy and meet the challenges of future decades.

    Major infrastructure will be built with sensitivity to our landscapes, by ensuring our strategic spatial energy plan and 10 year infrastructure strategy draw from the land use framework.

    And by linking the Framework with our spatial approach to housing, we can develop new settlements that make space for nature and allow access to our beautiful green countryside.

    This is about creating a coherent set of policies that work together, rather than against each other.

    We have taken on recommendations from Henry Dimbleby’s Food Strategy, the Food Farming and Countryside Commission, a House of Lords Committee, and a range of other voices – many who I see in front of me in this room, to consult on a Land Use Framework for England.

    Starting a national conversation on the vast opportunities for how we use land in this country.  

    It won’t tell anyone what to do with their land, it will help them take better decisions shaped by the life experiences of farmers, landowners and planners.

    Using the most sophisticated land use data ever published, we will boost food production, protect the best agricultural land, restore our natural world and drive economic growth.

    This is not a set of rules. This is providing better data and information to make sure the farming transition that is already happening is fair and just.

    Ensuring the evidence gathered here will also feed into the wider reform that we are delivering through our Farming Roadmap and Food Strategy.

    So just as Sir Dudley asked schoolteachers and their pupils for help all those years ago, I am asking for your help.

    I won’t be giving out mapping sheets and testing your colouring skills you’ll be pleased to hear.

    But I do want to hear your views and draw from your expertise on what a Land Use Framework for England should look like and – importantly – how we get there.

    Today we are launching a 12-week consultation, that will be supported by workshops and roundtables around the country.

    Bringing together farmers, landowners, businesses, planners – everyone involved in how we use our land.

    We’ll be asking for your views on a future vision for the land, what our policies on land use need to include, and what you need to realise that vision.

    Tell us how can we change the way our spatial data is presented and shared so it’s more valuable in decision making and can be used to drive economic growth.

    Tell us where the skills gaps are, and what skills we need to transition our land.

    Tell us how we can best help landowners, land managers and communities understand and prepare for the challenges of climate change,

    Or support farmers to make land-use changes while boosting food production.

    If we get that right, the prize is huge.

    We can have a multifunctional landscape that delivers economic growth and puts money back in the pockets of hardworking people.

    Where farmers continue to produce the food we need, working with nature and maximising the potential of their land to strengthen food security in the face of climate change and geopolitical shocks.

    Empowering India’s defence and aerospace capabilities at Aero India 2025

    The international community must take urgent action to ensure accountability for atrocities in Myanmar, 46 organizations said today ahead of the four-year anniversary of the 1 February 2021 military coup.

    This year represents a turning point for accountability in Myanmar. While the military remains in control, they are losing ground in many areas. Amid rapidly evolving patterns of hostilities and changing political dynamics, renewed efforts must push for justice and ensure a future built on a lasting culture of respect for human rights.

    Since the 2021 coup, Myanmar’s military junta has killed more than 6,000 people, arbitrarily detained more than 20,000, and renewed judicial executions. More than 3.5 million people are internally displaced. Human rights groups have documented the military’s torture and other ill-treatment of detainees, indiscriminate attacks, and the denial of humanitarian aid, which may amount to crimes against humanity and war crimes.

    Myanmar’s military junta has carried out widespread and systematic attacks against the civilian population nationwide, bombing schools, hospitals, and religious buildings with total impunity. Armed groups fighting the military have also committed human rights violations. While some have pledged to hold perpetrators accountable, it remains to be seen whether these efforts are genuine and can meet international standards.

    Last year, 2024, also marked the worst year of violence against the Rohingya community since 2017, with men, women, and children dying in bombings while being trapped in the middle of the armed conflict between the Myanmar military and the armed group the Arakan Army in Rakhine State.

    At the same time, Myanmar’s military has lost an unprecedented amount of territory across the country to a loose coalition of ethnic armed groups, which have captured two regional commands, high-ranking military officers, dozens of towns, and border crossings. These groups have also been implicated in human rights abuses.

    In areas controlled by ethnic armed groups or overseen by the National Unity Government—formed by democratically elected lawmakers and officials ousted in the 2021 coup—local structures of governance and civil society are emerging. These include schools, hospitals, administrative offices, prisons, police stations, and courts.

    Our undersigned organizations call on all parties to the armed conflict in Myanmar to comply with international humanitarian law and engage with international justice mechanisms, including the Independent Investigative Mechanism for Myanmar. All countries, including regional actors in ASEAN and neighbouring states, must increase pressure on the junta by blocking arms shipments, suspending aviation fuel shipments and supporting international justice mechanisms, including by prosecuting or extraditing any suspected perpetrators. ASEAN must move beyond its failed Five-Point Consensus and take decisive action to hold the junta accountable. We also urge the international community to commit to a coordinated, long-term international justice strategy.

    Globally, some highly anticipated international justice efforts are moving forward. In November 2024, the International Criminal Court’s (ICC) Office of the Prosecutor requested an arrest warrant for Myanmar’s Senior General Min Aung Hlaing for the crimes against humanity of deportation and persecution of the Rohingya committed in Myanmar and in part in Bangladesh between August and December 2017. Requests targeting other senior military officials are expected.

    If these requests are granted, authorities in ICC member states must urgently comply with an arrest warrant for a suspect present within their jurisdiction and hand the person over to the ICC to face their accusers in a fair trial for alleged crimes under international law. The international community must deny safe haven to those accused of serious crimes by ensuring their immediate arrest and transfer to the ICC. The world must not allow perpetrators to evade international justice.

    While the present arrest warrant request is a welcome step, it remains limited in scope, location, and time and does not cover any alleged crimes after the 2021 coup. The ICC Prosecutor should demonstrate further progress in his investigation, including considering crimes under international law committed after 2017 and in the four years since the coup. The UN Security Council and Member States of the ICC must refer the full situation in all of Myanmar to the ICC to ensure justice for all victims.

    Governments, donors, and international agencies should support and pursue a wide variety of accountability efforts, including universal jurisdiction,and the potential creation of ‘hybrid’ or similar tailored justice mechanisms. The international community must also impose a global arms embargo, suspend jet fuel exports, and engage with all relevant national stakeholders, including civil society and those most affected by crimes.

    The UN Human Rights Council resolution from April 2024 stressed the need for “close and timely cooperation” between the Independent Investigative Mechanism for Myanmar, a body established by the UN Human Rights Council to collect and preserve evidence of atrocity crimes in Myanmar for future prosecutions, and “any future investigations or proceedings by national, regional or international courts or tribunals, including by the International Criminal Court or the International Court of Justice.”

    It also requested the UN High Commissioner for Human Rights to maintain a focus on accountability regarding international human rights law, international humanitarian law, and the rule of law and submit a future report on ways to “fulfil the aspirations of the people of Myanmar for human rights protection, accountability, democracy, and a civilian government.”

    Myanmar will be discussed at the upcoming UN Human Rights Council session from 24 February to 4 April 2025. UN member states must use this opportunity to take a bold and innovative approach on Myanmar and adopt a resolution aimed at breaking the cycle of impunity for atrocity crimes. The international community must also amplify the voices of survivors, activists and the people of Myanmar who continue to resist oppression at great personal risk.

    Myanmar’s human rights crisis did not begin with the coup. Decades of oppression have led to this moment. Ending impunity requires bold and adapted solutions and long-term political and financial commitment. The world must act now.

    Iraq’s Ministry of Interior to purchase over 60 British-made vehicles.

    • Exports minister announces that key UK export deal will help Iraq fight fires.

    • UK will provide vital support to Iraq through the provision of fire engines, with biggest overhaul of Iraqi fleet this century being financed by a UK Export Finance loan.

    • Independent businesses in Yorkshire and Ayrshire are to supply these vehicles for use across Iraq.

    Two British businesses are delivering one of Iraq’s biggest-ever investments into its emergency services thanks to a c. $31 million loan from UK Export Finance (UKEF), the government’s export credit agency.

    The loan allows Iraq’s Ministry of Interior to purchase 62 British-made fire-fighting vehicles each capable of carrying up to 6,500 litres of water and 500 litres of foam.

    Promoting investment into local businesses and employers, the partnership supports this government’s Plan for Change to boost economic growth across all regions.

    Ayrshire-headquartered Emergency One and Batley-based Angloco have been selected to supply vehicles for Iraq’s Civil Defence Directorate.

    Emergency One, the UK’s leading manufacturer of fire and rescue vehicles, supplies over 90% of the UK’s fire and rescue services and continues to grow its international presence. Angloco, a well-established SME, exports to over 70 countries worldwide. Both companies bring significant expertise and innovation to this contract, further strengthening their impact in the Gulf region.

    Frequent outbreak of fires in Iraq, particularly during the summer months, can cause devastating effect to businesses, communities, and key infrastructure.

    By helping buyers to purchase UK exports more easily, UKEF loans secure large contracts with favourable payment terms for British businesses – including small businesses likely to need payment upfront before they can deliver a contract. 

    J.P. Morgan acted as both Sole Mandated Lead Arranger and agent bank for the loan.

  • MIL-Evening Report: Wenda calls for international inquiry into film claim that Indonesia is using chemical weapons in West Papua

    A West Papuan advocacy group is calling for an urgent international inquiry into allegations that Indonesian security forces have used the chemical weapon white phosphorus against West Papuans for a second time.

    The allegations were made in the new documentary, Frontier War, by Paradise Broadcasting.

    In the film, West Papuan civilians give testimony about a number of children dying from sickness in the months folllowing the 2021 Kiwirok attack.

    They say that “poisoning . . . occurred due to the bombings”, that “they throw the bomb and . . .  chemicals come through the mouth”, said United Liberation Movement for West Papua (ULMWP) interim president Benny Wenda.

    They add that this was “the first time they’re throwing people up are not dying, but between one month later or two months later”, he said in a statement.

    Bombings produced big “clouds of dust” and infants suffering the effects could not stop coughing up blood.

    “White phosphorus is an evil weapon, even when used against combatants. It burns through skin and flesh and causes heart and liver failure,” said Wenda.

    ‘Crimes against defenceless civilians’
    “But Indonesia is committing these crimes against humanity against defenceless civilians, elders, women and children.

    “Thousands of Papuans in the border region were forced from their villages by these attacks, adding to the over 85,000 who are still internally displaced by militarisation.”

    Indonesia previously used white phosphorus in Nduga in December 2018.

    Journalists uncovered that victims were suffering deep burns down to the bone, typical with that weapon, as well as photographing yellow tipped bombs which military sources confirmed “appear to be incendiary or white phosphorus”.

    The same yellow-tipped explosives were discovered in Kiwirok, and the fins from the recovered munitions are consistent with white phosphorus.

    “As usual, Indonesia lied about using white phosphorus in Nduga,” said Wenda.

    “They have also lied about even the existence of the Kiwirok attack — an operation that led to the deaths of over 300 men, women, and children.

    “They lie, lie, lie.”

    Proof needed after ‘opening up’
    Wenda said the movement would not be able to obtain proof of these attacks — “of the atrocities being perpetrated daily against my people” — until Indonesia opened West Papua to the “eyes of the world”.

    “West Papua is a prison island: no journalists, NGOs, or aid organisations are allowed to operate there. Even the UN is totally banned,” Wenda said.

    Indonesia’s entire strategy in West Papua is secrecy. Their crimes have been hidden from the world for decades, through a combination of internet blackouts, repression of domestic journalists, and refusal of access to international media.”

    Wenda said Indonesia must urgently facilitate the long-delayed UN Human Rights visit to West Papua, and allow journalists and NGOs to operate there without fear of imprisonment or repression.

    “The MSG [Melanesian Spearhead Group], PIF [Pacific Islands Forum] and the OACPS [Organisation of African, Caribbean and Pacific States] must again increase the pressure on Indonesia to allow a UN visit,” he said.
    “The fake amnesty proposed by [President] Prabowo Subianto is contradictory as it does not also include a UN visit. Even if 10, 20 activists are released, our right to political expression is totally banned.”

    Wenda said that Indonesia must ultimately “open their eyes” to the only long-term solution in West Papua — self-determination through an independence referendum.

    The evolving nature of warfare and threat perceptions in the Asia-Pacific region has increased the demand for robust maintenance, repair, and overhaul (MRO) practices substantially. Disciplined MRO practices ensure higher operational availability rates of military platforms such as fixed-wing aircrafts, helicopters, naval vessels, and land vehicles. Against this backdrop, the cumulative maintenance cost burden of the military platform fleet of Asia-Pacific countries is estimated to be about $44 billion in 2025, reveals GlobalData, a leading data and analytics company.

    GlobalData’s dashboard on Annual Maintenance Cost (part of the Fleet Size database) reveals that, with 28% share of the total addressable market (TAM), the Asia-Pacific region will provide most number of opportunities for maintenance service providers throughout this decade. Within Asia-Pacific, China, India, and Japan are the top three countries with highest maintenance cost burden owing to their large fleet of in-service defense platforms as of January 2025.

    On Wednesday night US time, a passenger jet and US Army helicopter collided at a low altitude near Ronald Reagan Washington National Airport, and crashed into the the Potomac River.

    A total of 60 passengers – including US and Russian champion figure skaters – and four crew were on board the American Airlines flight AA5342 from Wichita, Kansas. Three military personnel were in the chopper, which was conducting a routine training flight. Authorities say no one on board either aircraft survived.

    This crash comes just over a month after a passenger jet crashed in South Korea – possibly as a result of a bird strike – killing all but two of the 181 people on board. The two incidents have focused attention on aviation safety around the world.

    In the case of the most recent tragedy in the US, technology exists that is designed to help pilots avoid midair collisions with other aircraft. It is known as the Traffic Collision Avoidance System – or TCAS.

    So how does it work? And why might it have failed to prevent disaster in this case?

    What is a TCAS?

    A TCAS is an aircraft safety system that monitors the airspace around a plane for other aircraft equipped with transponders. These are devices that listen for and respond to incoming electronic signals.

    The system – also sometimes referred to as an ACAS (Airborne Collision Avoidance System) – operates independently of an external air traffic control system. Its purpose is to alert pilots immediately to nearby aircraft and potential midair collisions.

    Since the technology was developed in 1974, it has undergone a number of advances.

    The first generation technology, known as TCAS I, monitors what’s around an aircraft. It provides information on the bearing and altitude of any nearby aircraft. If there is a risk of collision, it generates what’s known as a “Traffic Advisory” – or TA. When a TA is issued, the pilot is notified of the threat, but must themselves determine the best evasive action to take.

    The second generation technology, known as TCAS II, goes a step further: it provides a pilot with specific instructions on how to avoid a collision with a nearby aircraft or conflict with traffic, either by descending, climbing, turning or adjusting their speed.

    These newer systems are also able to communicate with each other. This ensures the advice given to each aircraft is coordinated.

    Any aircraft used for commercial purposes must be equipped with a TCAS in accordance with international regulations under what’s known as the Chicago Convention. There are specific provisions under the convention for noncommercial aircraft.

    Military helicopters are not subject to the provisions of the Chicago Convention (although they are subject to domestic laws and regulations). And there are reports the military helicopter did not have a TCAS system on board.

    Limitations of TCAS at low altitudes

    Regardless of whether the military helicopter involved in the crash was fitted with a TCAS, the technology still has limitations. In particular, it is inhibited at altitudes below roughly 300 metres.

    The last recorded altitude of American Airlines flight AA5342 was roughly 90 metres. The last recorded altitude of the US military helicopter that collided with the plane was roughly 60 metres.

    It is not an accident that a TCAS is inhibited at low altitudes. In fact, this is part of the design of the technology.

    This is primarily because the system relies on radio altimeter data, which measures altitude and becomes less accurate near the ground. This could potentially result in unreliable collision-avoidance instructions.

    Another issue is that an aircraft at such a low altitude cannot descend any further to avoid a collision.

    The site of several near misses

    Ronald Reagan Washington National Airport is one of the busiest airports in the United States. Commercial, military and private aircraft share very limited airspace and corridors.

    It has been the site of several near misses in recent years.

    For example, in April 2024, a commercial plane pilot coming into land had to take evasive action to avoid a helicopter that was roughly 100 metres beneath it. In an incident report, the pilot said:

    We never received a warning of the traffic from (air traffic control) so we were unaware it was there.

    Many people, including Democratic US senator Tim Kaine, pointed to this near miss as evidence of why a plan to allow more flights into Ronald Reagan Washington National Airport should not proceed. Despite this, the plan was approved the following month.

    All of this will undoubtedly be examined as part of the investigation by the National Transportation Safety Board into this disaster.

    Padilla Questions FBI Director Nominee Kash Patel on Lack of Independence, Experience During Nomination Hearing

    WATCH: Padilla slams Patel for dodging questions on background checks and civilian machine gun ownershipWASHINGTON, D.C. — Today, U.S. Senator Alex Padilla (D-Calif.) questioned Kash Patel, nominee for Director of the Federal Bureau of Investigation (FBI), during a Senate Judiciary Committee hearing. Padilla raised serious concerns about Patel’s fitness to lead the FBI independently, citing his lack of law enforcement experience, history of spreading falsehoods, and threats to weaponize the Bureau against political opponents.
    Patel has published a political enemies list, threatened to prosecute journalists, and has even said he plans to “shut down the FBI Hoover Building on Day 1 and reopen it the next day as a museum of the “deep state.” Padilla directly challenged Patel on his past public statements that FBI agents and officials are “corrupt gangsters.”
    As FBI Director, Patel would oversee the National Instant Criminal Background Check System and regulate machine gun distribution. Yet Patel repeatedly dodged questions on the constitutionality of universal background checks for firearm purchases and on whether civilian ownership of machine guns should be legal. His nomination has been praised by Gun Owners of America, a group that opposes background checks and claims that machine guns are protected under the Second Amendment — positions far outside the mainstream of law enforcement and public safety policy.
    Padilla also confronted Patel about his role in financially supporting insurrectionists convicted for their roles in the January 6 attack on the U.S. Capitol. He has raised money for the families of convicted January 6th rioters — yet he has not made similar efforts to support the police officers who were beaten, tased, and attacked defending the Capitol that day. Patel’s selective advocacy raises serious concerns about where his loyalties lie and whether he would prioritize law enforcement or political extremists as FBI Director.
    Padilla called out Patel for his reckless actions during a high-stakes national security operation. While serving as Senior Director for Counterterrorism at the National Security Council, Patel provided false information to senior leadership during a SEAL Team hostage rescue mission in Nigeria. According to former Secretary of Defense Mark Esper, Patel falsely claimed that the United States had secured permission to fly over foreign airspace, a misrepresentation that delayed the mission and put American lives at risk. When confronted by Padilla, Patel failed to own up to his serious lapse in judgement in this situation.

    PADILLA: Yet another telling response, colleagues, on another important issue.
    PADILLA: … Colleagues, we’ve been hearing a lot of partial responses and lack of recollections throughout the day, and I can’t help but identify the pattern of Mr. Patel calling FBI leadership corrupt, labeling agents as gangsters, accusing them of being part of a criminal “Deep State” conspiracy. We’ve heard of his experience with the J6 prison choir, a group of individuals convicted for their roles in the January 6 insurrection. We’ve heard his false claims that the U.S. has secured airspace permissions during a high stakes SEAL team hostage rescue mission in Nigeria. I can go on and on. These positions are inconsistent with the role of FBI director, a position that demands independence, professionalism, and unwavering commitment to the rule of law. Mr. Patel, your loyalty to President Trump and the MAGA movement may score you points in some quarters, but they are certainly not the qualities necessary to serve as director of the FBI.

    Legislation led by Murray—daughter of a Purple Heart veteran—was inspired by a Washington state veteran who wrote into Murray’s office about a loophole in the law denying GI bill benefit transferability to certain Purple Heart veterans

    Washington, D.C. — U.S. Senators Patty Murray (D-WA), a senior member and former chair of the Senate Veterans’ Affairs Committee, and Thom Tillis (R-NC) reintroduced their Purple Heart Veterans Education Act this week—bipartisan, bicameral legislation that will close a loophole that has denied some Purple Heart recipients the ability to transfer their GI bill benefits to their dependents. U.S. Representatives Mike Levin (D, CA-47) and Greg Murphy (R, NC-03) introduced companion legislation this week in the House. The Members first introduced the legislation last Congress.

    In 2017, Congress passed the Forever GI Bill, which incentivized servicemembers to continue serving in the military by allowing them to transfer GI bill benefits to their dependents after they completed six years of service and agreed to serve an additional four. In 2018, the Department of Defense (DoD) expanded GI Bill transferability benefits to Purple Heart recipients, allowing them to transfer GI benefits to their dependents while on active duty regardless of years of service. While this policy honors most wounded warriors, it left behind a small group of those who received their Purple Hearts after being discharged from the military. The Purple Heart Veterans Education Act would close this loophole by allowing veterans who received their Purple Heart after their service to transfer their benefits to their dependents.

    In the Senate, the legislation is also cosponsored by U.S. Senators Rick Scott (R-FL), Angus King (I-VT), John Boozman (R-AR), Jacky Rosen (D-NV), Steve Daines (R-MT), Ron Wyden (D-OR), John Cornyn (R-TX), Mark Kelly (D-AZ), Kevin Cramer (R-DN) and Michael Bennet (D-CO).

    • Allow flexibility by permitting the veteran to allocate different amounts, totaling 36 months of benefits to each of their dependents. For example, one dependent may be designated 20 months and the other 16 months. 
    • Protect the veteran’s right to their benefits by prohibiting the use of their educational benefits to be treated as marital property or the asset of a marital estate. 
    • Honor the veteran’s legacy by allowing their dependents to continue using the unused benefits after their death. 

    The legislation is endorsed by Disabled American Veterans (DAV), Iraq and Afghanistan Veterans of America (IAVA), and Veterans of Foreign Wars (VFW).

    WASHINGTON, DC – U.S. Senator Jacky Rosen (D-NV) announced that she helped introduce the bipartisan VA Home Loan Awareness Act to increase awareness of the VA Home Loan Program and help veterans achieve home ownership. The VA Home Loan Program offers unique benefits to veterans to help them finance their home purchases, including no down payment, no private mortgage insurance, and typically lower interest rates than conventional housing loans. Despite these benefits, only 13 percent of veterans ever utilize their VA Home Loan benefit, and only half of home-owning veterans say they were made aware of the benefit by their lender.

    WASHINGTON, D.C. – The Senate Armed Services Committee (SASC) held a hearing today to consider the nomination of Dan Driscoll to be the 26th Secretary of the Army. Driscoll, who was nominated by President Donald Trump in December, is a businessman, Army veteran, and Yale Law School graduate.
    In this position, Driscoll would have the primary responsibility of overseeing all aspects of the U.S. Army. Among other duties, he would be tasked with recruiting, organizing, supplying, equipping, training, mobilizing and demobilizing personnel, maintaining military equipment, the construction of buildings and utilities, and the acquisition of real property necessary to carry out responsibilities. The Army Corps of Engineers (USACE) also reports to the Secretary of the Army.

    U.S. Senator Kevin Cramer (R-ND), who also serves as chairman of the Senate Environment and Public Works Transportation and Infrastructure Subcommittee, asked Driscoll about bipartisan language he authored in the Water Resources Development Act (WRDA) of 2022 requiring the USACE to establish a Western Water Cooperative Committee (WWCC). The WWCC provides North Dakota and other Western states with a platform to bring problems directly to the USACE and help ensure USACE policies align with state water rights and water laws.
    While the legislation was signed into law December 2022, and fully funded a year later, the WWCC has not been established yet. After sending a letter to the Army Corps with U.S. Senator Jeff Merkley (D-OR) last October, Cramer said some clarity on the process DOD and the Army are working through has been given.
    Yesterday, Cramer was told the WWCC’s charter currently sits before the Department of Defense’s (DOD) Advisory Committee Management Office and will be approved within 30 days, at which point it moves back to the Army for action.
    “It’s a law! It’s been approved by the only people that matter, the people in Congress and the President of the United States,” said Cramer. “So, 30 days to approve something that they’re required to do by law seems a little outrageous to me, but I’m going to be generous today. After the ‘30 days,’ which we’ll see, I’ll believe it when I see it, it goes back to the Army for action. […] That doesn’t give me a lot of solace. […] It’s a law, and has been a law for over two years.”
    Cramer asked Driscoll if he would commit to getting the charter approved by DOD’s Advisory Committee Management Office at least within 30 days, if not earlier.
    “Unequivocally, Senator,” said Driscoll. “I intend to work with this committee and follow the law, and so I would absolutely commit to looking into that.” 
    As chair of the SASC Airland Subcommittee and co-chair of the Defense Modernization Caucus, Cramer emphasized the importance of acquisition reform. He said, “it’s time to get disruptors in place, and Dan is one of those.”
    Cramer stressed the importance of “going faster” when it comes to DOD weapons development and procurement. As Secretary of the Army, Driscoll would lead the Army as the service is pursuing sweeping modernization initiatives across the force. 
    “We just have to go faster, and the Army does it quite well, by the way,” said Cramer. “If people go faster and innovate more and encourage innovation, particularly from smaller companies, I promise not to be the person that sits up here and says, ‘I gotcha’ when something bad happens. I promise you, I’ll be your worst nightmare if you fail to go fast because you’re worried about your backside and some DOD lawyer or leader that doesn’t have the guts to do what needs to be done to keep up with the pace of China.”

    These newer systems are also able to communicate with each other. This ensures the advice given to each aircraft is coordinated.

    Any aircraft used for commercial purposes must be equipped with a TCAS in accordance with international regulations under what’s known as the Chicago Convention. There are specific provisions under the convention for noncommercial aircraft.

    Military helicopters are not subject to the provisions of the Chicago Convention (although they are subject to domestic laws and regulations). And there are reports the military helicopter did not have a TCAS system on board.

    Limitations of TCAS at low altitudes

    Regardless of whether the military helicopter involved in the crash was fitted with a TCAS, the technology still has limitations. In particular, it is inhibited at altitudes below roughly 300 metres.

    The last recorded altitude of American Airlines flight AA5342 was roughly 90 metres. The last recorded altitude of the US military helicopter that collided with the plane was roughly 60 metres.

    It is not an accident that a TCAS is inhibited at low altitudes. In fact, this is part of the design of the technology.

    This is primarily because the system relies on radio altimeter data, which measures altitude and becomes less accurate near the ground. This could potentially result in unreliable collision-avoidance instructions.

    Another issue is that an aircraft at such a low altitude cannot descend any further to avoid a collision.

    The site of several near misses

    Ronald Reagan Washington National Airport is one of the busiest airports in the United States. Commercial, military and private aircraft share very limited airspace and corridors.

    It has been the site of several near misses in recent years.

    For example, in April 2024, a commercial plane pilot coming into land had to take evasive action to avoid a helicopter that was roughly 100 metres beneath it. In an incident report, the pilot said:

    We never received a warning of the traffic from (air traffic control) so we were unaware it was there.

    Many people, including Democratic US senator Tim Kaine, pointed to this near miss as evidence of why a plan to allow more flights into Ronald Reagan Washington National Airport should not proceed. Despite this, the plan was approved the following month.

    All of this will undoubtedly be examined as part of the investigation by the National Transportation Safety Board into this disaster.

    Today in a hearing with Department of Health and Human Services nominee Robert F. Kennedy, Jr., Senator Josh Hawley (R-Mo.) secured commitments on four crucial social issues: so-called “gender affirming care,” fetal tissue research, Title X funding for abortions, and the chemical abortion drug mifepristone.  
    Senator Hawley asked Kennedy if he would rescind the Biden Administration’s mandate that every doctor in America who receives federal funding–including pediatricians–must prescribe puberty blockers and perform gender “transition” surgeries on children, regardless of their conscience. 
    “This rule purported to preempt all state law,” Senator Hawley said. “So in states like mine and many others, where the voters have said we don’t want gender transition procedures performed on minors, the Biden Administration attempted to use federal money and force pediatricians to do it anyway. So I’m glad to hear you say you’ll rescind that rule.” 
    The Senator also received assurances from Kennedy that he would reinstate a Trump policy ensuring that “no federal tax dollars” would be used to fund National Institutes of Health (NIH) research using human fetal tissue from elective abortions.

    Finally, Senator Hawley secured Kennedy’s commitment to reestablish a Trump rule that blocked Title X taxpayer dollars from flowing to entities like Planned Parenthood that perform abortions or refer people to abortions. Kennedy also promised to implement President Trump’s policies on protecting unborn life, including mifepristone, a chemical abortion drug the Biden Administration required to be mailed upon request to women in every state, including those with laws protecting life. 
    Senator Hawley has been a staunch supporter of protecting minors from gender mutilation and defending the unborn. This week, he introduced the Jamie Reed Protecting Our Kids from Child Abuse Act to allow those harmed by gender-transition procedures as minors to bring lawsuits against the participating individuals and entities.
    Earlier this month, he also introduced the End Taxpayer Funding for Abortion Providers Act, which would defund Planned Parenthood and abortion providers across the nation, as well as the Defense of Conscience in Healthcare Act which would safeguard the conscience rights of healthcare providers.

    WASHINGTON – U.S. Senator Roger Wicker, R-Miss., the Chairman of the Senate Armed Services Committee, today led his committee colleagues in a hearing examining the nomination of Mr. Daniel P. Driscoll, President Trump’s nominee to serve as the next Secretary of the Army.
    In his opening remarks, Chairman Wicker recounted the many challenges facing the United States Army in its effort to modernize and develop new ways of deterring our adversaries.
    The Army, Chairman Wicker noted, is failing to realize the full potential of recruitment opportunities.  He also noted the Army’s need to refocus on transforming its material readiness to ensure it can properly support conflict in Europe or the Western Pacific. Specifically, Chairman Wicker called for Mr. Driscoll to improve army initiatives on small unmanned aerial systems (UAS) and counter unmanned aerial systems (C-UAS).
    “I believe Mr. Driscoll’s record, his Army service, his legal background, and financial experience have prepared him to handle the myriad responsibilities of Army Secretary. If he’s confirmed, Mr. Driscoll will face the challenges I’ve already outlined. He will be handed a budget that has not kept pace with inflation. He’ll also take the helm at a time of increasing danger around the world,” Chairman Wicker said. “…[The Army] must choose to remain relevant in today’s complex threat environment, the Army should accelerate its transformation efforts and focus on new portions of the defense industrial base.     Certainly, all of us are concerned and saddened by the tragedy which occurred near Reagan National Airport last night, and I ask that the committee observe a moment of silence before we begin the hearing.
    Thank you very much.
    The Committee on Armed Services has convened this hearing to consider the pending nomination of Mr. Dan Driscoll to be the 26th Secretary of the Army. In support of Operation Iraqi Freedom, Mr. Driscoll served our country in Iraq, spending four years with the Army. So, we thank him, and the entire Driscoll family: his wife Dr. Cassie Driscoll, and their two children, Daniel and Lila, who could not be with us today, for their willingness to serve this country again, by accepting this new assignment.
    After his military service, Mr. Driscoll received his law degree from Yale and has worked in private equity and venture capital, all the while he’s retained many ties to his former service.
    The Army faces a complex array of challenges. Recruitment and retention improved last year, but the Army still has more than 10,000 fewer recruits than it did in 2023. Since the beginning of the Biden administration, the service is down 36,000 soldiers. On top of that, the Army is not taking full advantage of opportunities to nurture interest in military service. Almost 300 high schools sit on a waiting list to get their own Army Junior Reserve Officer Training Corps unit. These units mean more than potential individual recruits. They represent communities where the Department of Defense can put down roots, developing the Army of leaders for tomorrow, as well as excellent citizens for our entire society.
    As the service catches up on recruitment, it must also ensure that those who do enlist are equipped for the mission. The nature of large-scale combat operations is changing. The world sees this every week in Ukraine. To be ready for potential combat in the Western Pacific, the Army must expedite modernization efforts.
    On top of recruitment and modernization projects, the next Secretary of the Army must address the service member quality of life issues that afflict this, the largest service. In the Fiscal Year 2025 budget, the Army increased funding for barracks maintenance problems, but the effects of decades of neglect cannot be fixed overnight. The Army has a facility backlog of more than $100 billion. I offered an amendment which passed the most recent NDAA requiring all of the service to adopt minimum annual facility sustainment levels. My colleagues and I need to see evidence that this change has been embraced within the service.
    I believe Mr. Driscoll’s record, his Army service, his legal background, and financial experience have prepared him to handle the myriad responsibilities of Army Secretary. If he’s confirmed, Mr. Driscoll will face the challenges I’ve already outlined.
    He will be handed a budget that has not kept pace with inflation. He’ll also take the helm at a time of increasing danger around the world.
    The Army is playing a largely quiet but crucial role in the Western Pacific. It is deepening partnerships with our allies and partners in Southeast Asia. Meanwhile, the service is helping us maintain deterrence against the Chinese Communist Party, and it ensures that our South Korean allies are postured to prevent North Korean aggression.
    Soldiers from across the United States remain stationed in Europe. Their presence helps deter Russia and helps assure our NATO allies.
    In the Middle East, the Army continues to play a lead role in combating Iranian aggression.
    Clearly, the Army’s work has been instrumental in these theaters. It must choose to remain relevant in today’s complex threat environment, the Army should accelerate its transformation efforts and focus on new portions of the defense industrial base. It should expand its work on small unmanned aerial systems, or UAS, and counter-UAS. And I say that even as I recognize and appreciate the chief of staff the Army’s focus in this area.
    In the Western Pacific theater, the Army’s contribution to sensing and shooting remains in its infancy. The service has the chance to realize its key logistics role for the joint force in contested areas, but it can do so with significant investment and focus.
    So, I look forward to this hearing on how Mr. Driscoll will work to change the culture around the issues I have listed, as well as other pressing matters. And I now recognize my friend, the ranking member of the committee, Senator Jack Reed for any opening remarks he may offer.

    WASHINGTON – Senate Judiciary Committee Chairman Chuck Grassley (R-Iowa) and Ranking Member Dick Durbin (D-Ill.) are requesting President Trump provide the lawfully-required substantive rationale behind his recent decision to dismiss Inspectors General (IGs) from 18 offices. The senators are additionally asking President Trump to share the names of each official who will serve in an acting IG capacity, and are urging the President to quickly nominate qualified and nonpartisan individuals to permanently fill the current IG vacancies.
    IGs are nonpartisan watchdogs responsible for identifying and rooting out waste, fraud and abuse at federal agencies. IGs serve at the President’s disposal. However, a Grassley-authored amendment signed into law as part of the 2023 National Defense Authorization Act (NDAA) requires the President to provide written, detailed communication informing Congress of the President’s decision to dismiss or transfer an Inspector General at least 30 days before taking action to do so.
    “While IGs aren’t immune from committing acts requiring their removal, and they can be removed by the president, the law must be followed. The communication to Congress must contain more than just broad and vague statements; rather, it must include sufficient facts and details to assure Congress and the public that the termination is due to real concerns about the Inspector General’s ability to carry out their mission,” the senators wrote.
    “This is a matter of public and congressional accountability and ensuring the public’s confidence in the Inspector General community, a sentiment shared more broadly by other Members of Congress,” the senators continued. “IGs are critical to rooting out waste, fraud, abuse, and misconduct within the Executive Branch bureaucracy, which you have publicly made clear you are also intent on doing.”

    We write to you today concerning the reported firing of Inspectors General (IGs) from 18 offices.[1]  Congress was not provided the legally required 30-day notice and case-specific reasons for removal, as required by law.[2]  Accordingly, we request that you provide that information immediately.
    On December 23, 2022, the “James M. Inhofe National Defense Authorization Act for Fiscal Year 2023” was signed into law and included provisions from the Securing Inspector General Independence Act, which was introduced by a bipartisan group of members.[3]  Those provisions require that the President “shall” communicate to Congress in writing 30 days before removing or transferring an IG from office the “substantive rationale, including detailed and case-specific reasons” for the removal or transfer.[4]  The law also prohibits an IG from being placed on non-duty status during the 30-day period preceding the date of removal or transfer unless the continued presence of the Inspector General in the workplace poses a threat as described by requirements in the Administrative Leave Act and the President submits a report to Congress.[5]  
    While IGs aren’t immune from committing acts requiring their removal, and they can be removed by the president, the law must be followed.[6]  The communication to Congress must contain more than just broad and vague statements, rather it must include sufficient facts and details to assure Congress and the public that the termination is due to real concerns about the Inspector General’s ability to carry out their mission.[7]

    ON ARMY PILOT TRAINING PROGRAMS:

    TUBERVILLE: “Thank you, Mr. Chairman. Mr. Driscoll, thanks for being here. Thanks for your service. I wanna echo the thoughts about what’s happened last night here [in] our home territory is devastating. […] Fort Novosel in my state of Alabama, you know, we train all the vertical lift Army pilots, as you well know. […] I wanna get your thoughts on what you think about the new curriculum for a flight school that the Army has proposed. This affects all the pilots in the Army. And I wanna get your commitment continuing an open dialogue about the Army’s intent on how best to leverage existing resources. We’re cutting back on sorties. We’re not putting money in training like we used to—like we need to do. We’re undertrained in some areas. So, I’d like to get your thoughts on the curriculum and your thoughts about the future of vertical lift, especially with the new vertical lift that the Army is purchasing for the future fights that we might have.”

    DRISCOLL: “Senator, to your comment on what occurred last night, I think we’re all collectively gonna have to take a deep dive and figure out what occurred there. The early indicators from what I’ve seen on television—I have no other access to information—is that it might have been a training exercise gone wrong that had catastrophic outcomes. And so, we’re going to have to work together to make sure that never occurs again or at least to mitigate the odds that it could ever occur again. And then specifically the future of vertical flight—if you look at the contested airspace with our peer China and what we will have to do. Our vertical assets are going to have to be able to get further and faster with lower signature than they do today. That being said, if you look at FARA, the current push for the Army, it is early in its development, it is incredibly expensive, and we are likely going to have to work with the Black Hawk’s and the Chinook’s and the assets that we have today. And so, if confirmed, I would wanna get briefed on this and do a deep dive with the team to figure out how are we going to position ourselves and what training do we need for the next one day to five years until we can get to a better state.”

    ON MILCON DELAYS:

    TUBERVILLE: “Thank you. I want to discuss an issue that affects many of our installations, including mine in Huntsville, [Alabama] at Redstone, Arsenal. The issue is military construction—MILCON as we know it—we need to move fast, and the traditional military construction process is far too slow. Back at Redstone Arsenal, there are two warehouses as we speak being constructed, one for military by the [Army] Corps of Engineers and one by the FBI. These warehouses are roughly the same […], but the FBI has got a huge amount of bells and whistles, more than the military warehouse. The military warehouse is going to cost almost $56 million and it’s going to take 48 months—four years—to build this. Where the FBI facility is going to cost $40 million and [should take] take only basically a year and a half. We [have] got a problem. Okay? How on earth does this make any sense? The Army is currently running a repair by replacement pilot program that is being tested at a couple of installations to demolish older barracks and replace them with new modern facilities. The key part of this program is that it is using operations and maintenance dollars versus traditional MILCON dollars. Are you familiar with this?”

    DRISCOLL: “Senator, I had the opportunity to talk with you about in your office. Yeah—and this is the type of thing that makes my blood boil on behalf of soldiers. The Army has a limited budget to begin with. We have to be good stewards of the American taxpayer’s dollars. And when we are not, it is both the taxpayer and the soldier—and these soldiers are my friends—it is my friends that live in these barracks and raise their families there. And we need to stretch these dollars as far as we can.”

    ON MILITARY RECRUITING:

    TUBERVILLE: “Yeah. And the other small point I want to bring up, we’ve talked about recruiting. I won’t get into that. The new recruit in the army makes $25,000 a year before taxes. We just gave [them] a raise, but we can’t expect to attract the best and the brightest young men and women in the military unless we do something else […]. I know we give them a lot of perks at the end of the day, but we have got to understand [that] $25,000 [is not enough]. I mean, most of them can make that in two months’ time in some kind of big tech [job] or whatever. So, just keep that in mind as you get into recruiting. We have got to start taking care of these young men and women if we’re gonna build the fighting force that we need. Thank you.”

    DRISCOLL: “Yes, Sir.”

    Mr. President, I come to the floor this evening to join my colleagues to express my deep concerns about the Trump Administration’s extreme decision to take away services that millions of families and small businesses rely on.  
    This is a decision that does not lower costs, that does not create jobs, that does not enhance public safety or keep our communities safe. It’s a decision that actually will hurt people in my state of New Hampshire and too many across the country who rely on services that are now in jeopardy.     
    On Monday night, more than 2,600 federal programs were ordered to cease activities with less than 24 hours’ notice. They were given little guidance on how this should be carried out, and in every state across the country, confusion and panic among too many people followed.    
    Since that order, I have heard from countless Granite Staters who are worried about what this means for them and their families–from healthcare providers to nonprofit organizations to so many who are doing essential, lifesaving work.  
    Many of these organizations are waiting on promised funding for projects that they have already completed, funding that they went through the process, that they were guaranteed they were going to get these awards, and now they are in jeopardy.    
    The Trump Administration claims it wants to lower costs for folks. Well, let me be clear: this unprecedented decision does nothing to bring down the price of food, the price of housing, the price of childcare, the price of medications, or other lifesaving needs that families have.  
    So what we saw this afternoon is that the Administration tried to walk back their order; they rescinded the memo. But sadly, uncertainty and confusion remains, because the White House says that they rescinded the memo but the freeze wasn’t rescinded.   So like a lot of people in New Hampshire, I’m concerned, and I’m frustrated. In my state and across much of the country, there is an affordable housing crisis. Because of the Administration’s actions, housing organizations across New Hampshire are not able to use federal funds.  
    I heard from the Executive Director of the housing authority in the city of Rochester. They said they have 170 families who are at risk of being homeless if they can’t get their operating funding–and that is just one housing authority.    
    Despite what the Administration said about rental assistance not being affected, at no point yesterday did the Department of Housing and Urban Development say that this money would continue to be available. Housing funding that keeps all of these families and hundreds more across New Hampshire in their homes is at risk of being cut off.    
    Yesterday, we also heard from the mortgage bankers association. They were asking for clarity because they couldn’t be sure if they could help families complete the purchases of their homes.   
    The person we talked to said: “Americans are going to the closing table tomorrow and  deserve to know that their loan will close on their home purchase. Without this clear assurance that the federal government will ensure new loans or pay claims under these programs, there will be severe harm to borrowers and disruption to the mortgage market.”   Well, HUD gave that clarity for single-family mortgage insurance but not for multifamily properties, such as apartment buildings. That affects 20 percent of the multifamily housing construction across the country. Let me just say that again. It affects 20 percent of the multifamily housing construction that is happening right now. We are talking about 130,000 apartments nationally that are jeopardized by this administration’s actions.  
    Our housing shortage is much of why the most recent point-in-time count for homelessness found it up 18 percent across the country. We have far too many people in this country who don’t have a roof over their heads, and that is especially dangerous during these winter months.  
    Meanwhile, even though 2 weeks ago New Hampshire nonprofits and state and local governments were awarded more than $14 million to help shelter people and support them, today, they couldn’t access that money. That means they won’t have the funding they need for rent or to get reimbursed for supportive services.    
    And I want to be clear: even after a judge stayed the order, my constituents still cannot access their funding. The presiding officer is a former governor. He knows what that means. People in our states can’t get the housing that they are counting on. If they can’t get their funding, that means more people are forced to live in their cars, on the streets. It means more people can’t get the help they need with substance use disorders or in finding work. It means more people are stuck without permanent housing. These are veterans; they are families; they are victims of domestic violence. They are all placed at risk because of this order.  
    I heard from one constituent who has a mortgage from the U.S. Department of Agriculture. She has owned her home for 20 years now. She is almost at the point where she has paid off that mortgage, but without the mortgage assistance that she gets from the USDA, she is worried that she might lose her home entirely.    
    Another of my constituents, Kathleen, lives in housing for seniors. She has debilitating medical issues that make it hard for her to leave her home. She gets all of her food from a local food bank. She called my office because she is worried, if this funding stops, she will be on the street, and she doesn’t know where her meals are going to come from.    
    That’s what this order and these cuts are threatening–leaving seniors without a roof over their heads, not knowing where their next meal is going to come from.    
    It is not just in housing that people are concerned. The effects on communities are significant. The chaos of this order is hurting communities that have been promised funding for improvements they have made to their water infrastructure, to their energy use, and even to city parks.     
    We heard from the town of Conway, which is in the heart of the Mt. Washington valley in the white mountains. With help from the environmental protection agency, Conway has fixed an aging sewer pipe, their sewer main, to keep sewage from leaking into the groundwater.    
    New Hampshire is really good at working at the local, state, and federal level to address critical infrastructure. This week, Conway received word that, at least for now, they can’t get paid, thanks to this order from the Trump Administration. Conway has already done the work, they have already paid the contractors, and as of today, they are waiting for reimbursement of about $400,000 from the federal government. That is a big deal for a town in a rural area that has fewer than 10,000 people. It affects their tax base. If the federal government doesn’t come through with the money that has been promised, then taxpayers in Conway are going to have to make up that difference.    
    It is unacceptable for the administration to suggest that it won’t pay this bill, leaving families on the hook for unaffordable rate hikes.    
    I have also heard from one town administrator who is not yet sure how broad the scope of the administration’s order is and how it is going to affect their ongoing wastewater infrastructure project that is using a mix of federal and non-federal funds.    
    Their pump station relies on tarps to keep out the elements. The structure and equipment that keep the sewer system functioning face imminent failure. Without the federal funding–which, just to be clear again, has already been committed–there is no way this town can complete this project. That the whims of an unconfirmed budget director can create this degree of uncertainty is maddening.    
    I have heard from Kristen Murphy, who is with the town of Exeter. She is very concerned about the pause and the impact it will have on energy efficiency funding.    
    The energy efficiency community block grant program was poised to host a presentation in February for resident-owned manufactured housing on funding opportunities for energy efficiency. That is particularly important for those people who live in manufactured housing. And I did when my husband and I were in graduate school. We lived in what we called a mobile home; now it is manufactured housing. I know how challenging it is to keep them heated and warm and comfortable for the people who live there.    
    As Kristen pointed out, support for these manufactured housing communities is essential because a greater percentage of their annual income goes to home heating costs than it does for most people.    
    The Administration’s actions also threaten other projects in Exeter, like a landfill solar array that is currently under construction, improvements to critical stormwater infrastructure, and funding for a multigenerational community center.    
    There are a dozen other small towns in my state–from Gorham in the northern part of New Hampshire to Keene in the west over the Connecticut River Valley along Vermont—who have made improvements to their parks and community spaces through the land and water conservation fund. These towns have matched federal funding dollar for dollar to improve quality of life in their communities, and as of today, because of the uncertainty and the way this order is being interpreted, taxpayers are left holding the bag.    
    In the area of childcare and nutrition, the chaos and confusion from the White House over the past 2 days have created significant uncertainty for early education programs, and it risks further fueling the childcare crisis.    
    Again, like housing, we have a childcare crisis in New Hampshire. The cost of childcare for the average family, if they have a toddler and an infant, is over $30,000 a year.  
    Now, fortunately, the timing of this uncertainty has not disrupted services in New Hampshire so far, but I am hearing stories of programs in other states that had to temporarily stop serving families because they were not able to access the funds they needed.    
    It is unclear what the impacts of these shifting policies will be on child care and development block grants, which working families rely on to be able to afford care for their children while parents are at work.    
    My office has heard from the Childcare Network Collaborative in New Hampshire with significant concerns that childcare providers may be prevented from accessing community development block grant funding that they have already been awarded. These funds are intended for the purchase of a building that will prevent huge rent increases for childcare providers and help fuel an expansion of childcare in the rural parts of northern New Hampshire.    
    Childcare programs are also concerned about the potential impacts on other federal programs that the families they serve rely on. For example, while the Administration eventually said yesterday that SNAP payments wouldn’t be affected, programs are finding it hard to reassure families about whether they will actually get their monthly payments on time given the disruptions that we have already seen to programs that were not supposed to be affected according to the Administration’s own words. So more chaos and uncertainty.      
    That is why so many of my constituents are telling me they simply do not trust what they are hearing from the White House.      
    Families relying on programs like SNAP for food and WIC for women, infants, and children to keep from going hungry already struggle to make their benefits last until the beginning of the next month. Any payment delays, even if it is just a few days, will cause needless suffering for hungry children. It is cruel to be putting struggling families through this unnecessary anxiety.   When it comes to law and order, the president often speaks about his commitment to law and order. In 2020, he criticized democrats who supposedly wanted to “defund” and “abolish” the police. Yet here we are with the president stopping federal funds from going to police and law enforcement agencies. Make no mistake, this stoppage could place lives and livelihoods in jeopardy.      
    I heard from Strafford County Sheriff Kathyrn Mone about how the cutoff of funds will affect them. I live in Strafford County, so I know the sheriff there very well. Strafford County was awarded a $715,000 COPS technology grant to buy much needed modern and interoperable portable and mobile radios for first responders. The U.S. Department of Justice notified the county on Monday that they are going to withhold these funds, forcing the county to place a hold on the order of new, updated radios.   Now, this may not sound like a big deal to some, but this equipment helps Strafford County first responders protect Granite Staters. If first responders can’t communicate effectively, by definition, they can’t respond to emergencies and crimes.      
    When I was governor, we had a horrible shooting in northern New Hampshire. Two state troopers, a judge, and a newspaper editor were killed. As they were trying to get the perpetrator, our state police couldn’t talk to local police, they couldn’t talk to the Vermont law enforcement, they couldn’t talk to the Canadians, and they couldn’t talk to Maine–all of whom were involved in trying to catch the perpetrator–because they didn’t have the communication, the radios they needed to keep people safe.      
    In the same vein, the town of Newington on the Seacoast was awarded $80,000 to replace 20-year-old radios and technology that can’t communicate with modern equipment. The town was on the verge of submitting its invoices to be reimbursed for buying this crucial public safety equipment when the trump administration stopped the flow of federal funds.      
    If they are in an emergency, like a natural disaster or a mass shooter, Newington’s police and fire departments would not be able to communicate on their current radio equipment to coordinate an effective response with federal, state, and local partners. This lack of coordination among first responders could result in Newington’s police or fire department not arriving in time to fight a fire or to rescue people in need of help. The lack of modern radio communications could result in people not getting medical care quickly enough.      
    Again, this is much needed equipment that allows officers to communicate quickly and effectively to not only protect the people they serve but to protect each other.      
    Thanks to President Trump, Newington is being forced to pause its upgrade of 20-year-old equipment.      
    It should also be noted that the White House payment freeze means that the businesses who sold Newington the radios and associated equipment are not going to get paid in a timely fashion.      
    So let’s call it what it is: stopping funds to law enforcement and first responders puts lives and businesses in jeopardy.      
    It also affects defense contractors. New Hampshire has a strong defense industrial base. We have a lot of companies that do great work to protect our men and women who are serving. The federal funding freeze is hitting those small businesses and manufacturers that rely on defense contracts to pay their workforce, which is critical to maintaining our national security.      
    For example, the New Hampshire APEX accelerators program relies on grants from the Department of Defense to help small businesses navigate federal contracting. In New Hampshire, government contracts and subcontracts totaled $4 billion last year.  
    Now, that is not just some number that helps fuel our economy. For people from big states, maybe that doesn’t sound like a lot of money in your economy, but in New Hampshire’s economy, that is a lot of money, and it is an investment in our national defense. It is a manufacturing worker’s ability to support their family. So let’s not lose sight of what and who we are talking about here.      
    The freeze blocks funding under the Defense Production Act, which expands the defense industrial base under national security emergencies. Right now, we have a lot of businesses in New Hampshire that are receiving funding under the defense production act to support their operations. These grants strengthen military readiness and capacity.      
    In the area of health, this pause will also cause real harm to healthcare providers and patients across our state. Everyone from our largest hospitals down to individual patients is reaching out to my office. They are confused, and they are scared.      
    The most immediate consequences will be felt by safety net providers like community health centers. They are vital to caring for our most vulnerable populations. Their patients are often uninsured for healthcare. Sometimes they are homeless. Some of them suffer from substance use disorders or mental illness. They rely on their community health centers just to get through the day.      
    As much as 50 percent of community health center funding comes from federal grants, and their operating margins are slim.      
    Lamprey Health Care in Newmarket, in the southern part of New Hampshire, tried and failed to draw down federal funds yesterday. They have another scheduled drawdown for early next week. This means that Lamprey has a limited number of days before the Trump Administration’s order limits the services they can provide to the community.      
    Amoskeag Health–another one of our community health centers–provides services in Manchester, our largest city. It would also suffer from a funding pause. Thirty-five percent of their funding comes from federal grants, and they only have 19 days of cash on hand, which would cover just 1 week of payroll. They are scheduled to get funding on Monday, and that is now in the lurch.      
    Federal funding to train the healthcare workforce is also being threatened. New Hampshire struggles to retain and recruit healthcare providers, and federal funding is critical to ensuring we have enough providers in rural and underserved areas. 
    Last week, Elliot Hospital–one of the largest hospitals in the largest city, in Manchester–received notice that $3 million in funding for its nursing expansion grant program was put on hold. There are currently 80 potential students enrolled in this program. The program is designed to address the acute nursing workforce shortage by attracting local applicants in the greater Manchester community. The funding freeze now puts that effort in jeopardy.   And Coos County Family Health, the northernmost county in New Hampshire, up along the Canadian border, is another community health center where access to healthcare can be extremely limited. Patients frequently have to drive hours to get access to some of the most basic services.      
    Coos County Family Health received a planning grant through the Health Resources and Services Administration, HRSA, to establish a rural medical residency program. Just this week, they received their accreditation, which is so exciting. They were so excited. And now the process begins to recruit and retain future doctors. The sole purpose of this program is to train health providers in Coos County, an area that struggles to attract talent. When we train these doctors in rural areas, they are more likely to stay after residency and become core members of the community. Any other week, this would be great news: more doctors to treat patients in need. But, today, their future funding through HRSA is at risk, thanks to the uncertainty created by these executive orders.      
    Training doctors to treat sick or injured patients shouldn’t be a controversial issue, but according to this administration, it is.    
    Coos County Family Health also uses federal funding to support the victims of domestic violence that come into their practice. Specialized staff offer the victims counseling and support services–things like access to shelter. The staff connects victims with law enforcement and even offers prevention programs in local schools. Without federal funding, they will be forced to lay off these staff members.      
    I don’t know, does the Administration think that domestic violence survivors are unworthy of our support? Does this administration believe that causing chaos is more important than protecting our most vulnerable? Maybe this is what President Trump meant when he said he   wanted disrupters. I don’t believe this is what the public wanted.      
    Mental health programs are also at risk. New Hampshire’s suicide rate is higher than the national average, and we need every available resource to help address this issue.      
    Northern Human Services and the National Alliance on Mental Illness use funding from the Garrett Lee Smith Suicide Prevention Grant to provide afterschool support to youth experiencing suicidal ideation or those who have recently attempted suicide. We are literally talking about taking away services from children who are thinking about committing suicide. I heard from the folks at NAMI, the New Hampshire Alliance on Mental Illness. They almost in tears when they talked about what was going to happen if they couldn’t serve these kids who need help.      
    And there is also navigating recovery, offering around-the-clock substance use disorder services in the city of Laconia. They are a small nonprofit, and they make use of every dollar they get by offering 24/7 support for individuals that have just overdosed, and that includes literally going into the hospital to be with the patient as they recover. They offer wrap-around services like connecting individuals to housing, job opportunities, and childcare so they can find stability as they go through recovery.      
    53 percent of Navigating recovery’s funding comes from federal sources, including the State Opioid Response Grant Program. I have worked for years to get dollars to the state under that SOR program, including last year when New Hampshire was awarded nearly $30 million.      
    And I have to say, in the first term of the Trump Administration, President Trump was very supportive of these dollars. We worked with his administration to get additional funding to address the fact that New Hampshire was one of the hardest hit states. So I don’t know why, suddenly, they are willing to put that funding at risk by this freeze, because it has done more to prevent fatal overdoses and support recovery services than any other federal program. Navigating recovery uses those dollars on the ground. Without it, they would only have weeks before they start laying off staff and stop offering services.      
    Despite what this administration claims, it is the individuals who will pay the price of this uncertainty and chaos. This spending freeze is yet another example of the Administration ignoring how their policies affect individuals’ peace of mind, the livelihoods and the health of Americans at risk.      
    And then we are seeing broader attacks by the Office of Management and Budget on federal employees. The Trump Administration didn’t stop at ripping funding away from vulnerable Americans this week. While much of the public’s focus has been held by that order, they have continued their relentless attack on federal employees.      
    Over 2 million civil servants working in thousands of essential fields–from healthcare to law enforcement to national security–who keep our country running, are under attack. And listen, I think we need to be more efficient and more effective, and we may have people who are not doing their jobs the way we want them to, but what this order has done is created confusion over the spending freeze–the hiring freeze instituted by the President’s executive order.      
    The Administration claims this is temporary, but thousands of Americans who had job offers on the table saw those offers revoked–even those who were ready to fill some of our most urgent vacancies, like at the VA. Even though the Department of Veterans Affairs said it would not apply this hiring freeze to many VA positions dedicated to providing veterans’ healthcare and benefits, many crucial programs that veterans depend on will not be able to hire staff to serve our veterans.      
    For example, the VA will not be hiring caseworkers who help veterans get into permanent housing and related support. They won’t be able to hire the personnel that literally keep the lights on and buildings running, such as fire protection, housekeeping, plumbing, boiler plant operation, laundry services, and other essential roles.      
    And we should remember that, year after year, the VA has had challenges in addressing these critical gaps. Last year, the VA reported almost 3,000 severe occupational staffing shortages. But that didn’t stop this administration from pulling every pending job offer the day they took office. And while some have been reinstated, others are still in limbo. In just one example, VA employees at a facility focused on research and care for veterans with late-stage cancer were told their jobs were under review and they may be terminated altogether.   Now, I know everybody in this chamber believes that we have made a commitment to those who have served this country in uniform, and we don’t want to fail our veterans when they return home and enter civilian life. So how does this firing of people who take care of them help us fulfill that commitment?      
    And then, if we want to talk about jobs that keep Americans safe, let’s talk about keeping planes from falling out of the sky or colliding on runways. I worked closely with the National Air Traffic Control Union and the FAA’s collaborative resource working group to adopt a new staffing model in last year’s FAA reauthorization bill.      
    We have a significant number of air traffic controllers in New Hampshire. They do a great job of keeping people in the flying public safe as they enter North America, all the way down to New York, in some of the most congested airspaces in the country. Now, the FAA made good progress in hiring last year as a result. They are still more than 3,500 controllers, however, short of their staffing target, and the controllers we do have work 6-day weeks, 10-hour days on a good week. They are exhausted; they are overworked; and they face severe mental health challenges as a result.      
    The FAA estimated that 10 percent of the federal air traffic controller workforce would depart last year as a result of these conditions. And despite this, these air traffic controllers still haven’t been told conclusively whether or not air traffic controllers are exempt from the hiring freeze.      
    Now, if preventing us from filling shortages and taking care of some of our most vulnerable wasn’t enough, OMB is actively trying to get rid of the civil servants we do have. This week, millions of federal employees received emails offering to pay their salaries for the rest of the fiscal year in exchange for resigning now–and that included every single air traffic controller in the country.      
    Now, you might be asking yourselves why, when we are short more than 3,500 air traffic controllers, did we offer to pay the ones we have not to work? Well, like the hiring freeze, this order is an irresponsible, reckless, nontargeted effort that could have devastating consequences for critical positions.      
    What’s more, they are trying to convince us that this will save money, making it clear that even if we lose thousands of employees with no plans to replace them, we will be better off.      
    Well, that is bad news for tourism in New Hampshire, for those who work closely with U.S. Forest service personnel and depend on sound management of the White Mountain National Forest, and it is bad news for people who value clean air and clean water.      
    This message was also sent to more than 780,000 civilian employees who work for the department of defense. In New Hampshire, we have almost 8,000 civilians who work at the Portsmouth Naval Shipyard that we share with the state of Maine. There are four public shipyards in the United States. Our employees in Portsmouth have the best on-time, on-budget record of any of the public shipyards. These employees contribute to the maintenance of our nuclear submarines, an essential tenet of our national security and a crucial capability to deter major conflict. Any impact to their workforce will strain a shipbuilding industrial base that is already saturated with demand to meet the requirements of our navy.  
    The bottom line: if the shipyard can’t get boats to the fleet on time, our nation is less safe.      
    The freeze on federal assistance also affects critical programs that support men and women in uniform, including DOD’s financial assistance and grant programs that support servicemembers and their families.  
    This administration has said repeatedly that it wants to “restore the warrior ethos” at the Pentagon. I don’t know about you, but slashing our defense workforce doesn’t help me sleep any better at night. I don’t think that restores the warrior ethos.      
    So in conclusion–I see my other colleagues here, and I know they are waiting to speak–the actions this week have only created confusion, chaos, and stress. That is the best-case scenario, if it ends right now. But if not, if the Trump Administration and Elon Musk get their way and cut these programs, working Americans will be the ones to suffer the most.      
    The need for housing, sewers, and childcare doesn’t go away when this administration says they don’t want to pay the bills. These costs just get pushed down to towns and end up coming out of people’s paychecks. It ends up being paid on the backs of our local taxpayers.      
    Now, again, the Administration tried to walk this back by rescinding Monday’s memo, but then they added confusion by claiming that the underlying funding freeze was still in place. And they are unable to answer basic questions about who and what will be affected.      
    Maybe it is just me and the hundreds of Granite Staters whom I have heard from, but if you are going to stop all the critical funding that helps seniors, children, and families across this country, you need a better answer than we’re hearing from this White House.      
    Instead, what we heard during the white house briefing–when asked one of these basic questions, Americans were told: we’ll check on that and get back to you.      
    So to Granite Staters who have called my office in distress, wondering what this far-reaching, unprecedented move means for their lives and their livelihoods: don’t worry. The White House is going to get back to you.      
    That’s outrageous–and this, despite not one but two federal judges who have ordered the White House to stop holding these funds. The Administration has made it clear that they intend to move forward with vague, irresponsible executive orders that jeopardize billions in infrastructure, energy, healthcare, workforce, and educational investments.      
    Hard-working families, businesses, and nonprofits have been calling my office asking for clarity, and this administration hasn’t been willing to provide any.      
    Common sense calls for all of us to work on a bipartisan basis to help our constituents to put an end to the chaos and uncertainty that has been created by this administration in only its second week. 
    I hope we can do that.

The full list that agencies were directed to review encompasses over 2,600 assistance programs, including Supplemental Nutrition Assistance (SNAP), Women, Infants and Children (WIC), community health centers, the Community Development Block Grant (CDBG), transportation and highway funding, energy assistance programs, water infrastructure funding, State Opioid Targeted Response grants, GI Bill, veteran compensation for service connected disabilities, Section 8 vouchers, school breakfast and lunch, Title I education grants, Temporary Assistance for Needy Families (TANF) and Head Start.

It runs contrary to a core goal of the Department of Defense – to ensure the health and wellbeing of all our service members so that our force remains ready at all times to protect Americans and keep this nation safe. 
    “U.S. service members have no control over where they are stationed and what state laws may govern their bodies. The policy that the Department of Defense took away from our servicewomen and military families provided them the ability to travel to another state to seek out the care they need. Rescinding that does nothing to enhance military readiness. 
    “At a time when we are already facing military recruitment and retention challenges, we should do all we can to assure those who answer the call to serve America that we will do everything in our power to support them and their families. Instead, this extreme action does the opposite and sends a message to servicewomen—who make up more than 17 percent of our military’s active duty—that they are not as valuable as their male counterparts. 
    “We will do everything in our power to mitigate the impact that this extreme decision will have on members of our military and ensure their health and safety comes first.” 
    Last Congress, Shaheen introduced the Protecting Service Members and Military Families’ Access to Health Care Act – legislation that would codify the DoD’s February 16, 2023 policy to ensure service members and their families can access non-covered reproductive health care, including abortion services, regardless of the state in which they are stationed.

  • MIL-OSI Security: North Carolina Man Charged With Transportation And Possession Of Child Pornography

    NEWARK, N.J. – A Wilmington, North Carolina man was charged with transporting and possessing videos and images of child sexual abuse, Acting U.S. Attorney Vikas Khanna announced.

    Barry Grant Bevier, 61, of Wilmington, North Carolina, is charged by complaint with one count of transportation of child pornography and one count of possession of child pornography.  He appeared today before U.S. Magistrate Judge Stacey D. Adams in Newark federal court and was detained.

    According to documents filed in this case and statements made in court:

    On November 26, 2024, Bevier returned from an international trip aboard a flight that landed at Newark Liberty International Airport.  After Bevier arrived in Newark, law enforcement officers searched Bevier’s cellular phone and found approximately forty-five photographs and approximately twenty-one videos depicting child sexual abuse material.  The officers found multiple photographs and videos of child sexual abuse material that Bevier took himself, along with a “selfie” image of himself and one of the victims.

    The charge of transportation of child pornography carries a statutory mandatory minimum penalty of five years in prison and a maximum potential penalty of 20 years in prison. The charge of possession of child pornography carries a maximum potential penalty of 20 years in prison. Each count also carries a fine of up to $250,000 or twice the gain or loss from the offense, whichever is greatest.

    Acting U.S. Attorney Khanna credited special agents of Homeland Security Investigations (“HSI”)—Newark, under the direction of Acting Special Agent in Charge Spiros Karabinas, with the investigation leading to the charges. He also thanked U.S. Customs and Border Protection in New Jersey for its assistance.

    The government is represented by Assistant U.S. Attorney Trevor A. Chenoweth of the Narcotics/OCDETF Unit in Newark.

    The charges and allegations contained in the complaint are merely accusations, and the defendants are presumed innocent unless and until proven guilty.
