    Picture this scenario: armoured vehicles move through contested terrain. The mission is complex, with multiple units coordinating across a battlefield that spans tens of miles. But there’s a catch: every radio transmission needed to coordinate these forces could become a beacon for enemy targeting systems. Units face a difficult challenge between maintaining communications with one another and potentially revealing their positions to the adversaries hunting them, particularly when static.

    Stealth by design: DarkSky Clip-On Antenna

    From individual soldier radios to armoured vehicles and headquarters command posts, military forces rely on tactical Ultra High Frequency (UHF) antennas for communications. But these systems broadcast signals in all directions, making them easier to detect. Recent conflicts have provided stark evidence of how devastating electronic warfare can be, with forces suffering significant losses when their communications are detected and targeted.

    PhoenixC4i’s DASA-funded solution is elegantly simple: a clip-on antenna that directs radio signals only where needed, like a spotlight rather than a floodlight. This not only makes communications harder to detect but also improves signal quality. Whether mounted on vehicles, command posts, or carried by soldiers, the system improves survivability with minimal training required.

    “We developed the DarkSky Clip-On Antenna after realising that existing systems were unable to effectively reduce the detectable signal,” explains Douglas Celerier, founder of PhoenixC4i. “Our solution needed to be ultra-portable, easy to train and versatile enough to be deployed on different platforms, such as vehicles, masts or soldier platforms.”

    Impact and implementation

    On completion of their DASA project, the British Army purchased 75 DarkSky Clip-On Antennas for evaluation. The PhoenixC4i innovation offers a cost-effective solution for protecting static vehicles, headquarters, and infantry radio communications.

    Beyond the British Army’s purchase, PhoenixC4i also secured significant contracts, including several units for UK MOD specialist users. The system has proven its worth in multiple trials, including WESSEX Storm and MARWORKS, and is being considered for frameworks such as SERAPIS and humanitarian support to Ukraine.

    “When the tactical antenna system was first designed, it was based on a mesh network where the signals all supported each other,” says Celerier. “However, in reality, it doesn’t work like that – small groups go out with long links between organisational units. The DarkSky Clip-On Antenna supports actual operational requirements while keeping users covert.”

    DASA and PhoenixC4i: On the same wavelength

    The journey from innovative idea to battlefield-ready technology requires more than just engineering talent – it needs the right support. Since 2020, DASA’s expertise has transformed PhoenixC4i’s initial concept into a field-tested reality.

    “Working with DASA has provided multiple advantages,” notes Celerier. “The DASA team are always available to assist with everything from admin, commercial, technical direction or helping to open doors to the right customers for our technology. Their support has allowed PhoenixC4i to expand and employ additional personnel.”

    The results speak for themselves. What began as antenna modelling in a workshop in Gloucester has evolved into technology tested by British forces, with PhoenixC4i expanding both their team and their ambitions.

    “We’ve created something that’s not only innovative but also practical and affordable,” says Celerier.

    Available in portable and larger variants, these units create confusion across infrared, visual, and audio spectrums. The technology is cost-effective and requires minimal training, making it ideal for rapid deployment.

  • MIL-OSI Security: Defense News: NSF Dahlgren and NSF Indian Head to Participate in Navy-wide Security Drills Feb. 3-14

    “These exercises give our Security Forces the opportunity to test and build their skills to protect our installations, missions and people,” said Capt. Jonathan Townsend, commanding officer of Naval Support Activity South Potomac (NSASP).

    The drills will feature realistic, simulated threats such as active shooters, unauthorized base access and improvised explosive devices. Base residents and personnel may notice an increased presence of law enforcement and first responders during CS-SC25. All drills will be closely supervised by members of the installation Training Team, who will wear marked safety vests. Training Areas will also be marked with signage.

    Measures have been taken to minimize disruptions to normal base operations. However, the drills will result in temporary delays at gates.

    “We’re going to strike a balance where we provide the best training possible, while continuing our support for missions and residents. I ask all personnel to be patient and to be mindful of the importance of this training evolution, as it pertains to our ability to accomplish the mission of safety and security onboard the installations,” said Townsend.

  • MIL-OSI Security: Defense News: Maritime Industrial Base Program Holds Change of Office

    Acting Assistant Secretary of the Navy for Research, Development, and Acquisition (ASN(RD&A)) Dr. Brett Seidle presided over the ceremony, marking an important program milestone and transition in leadership for this critical program.

    “Jay Stefany’s leadership in establishing and developing the Maritime Industrial Base (MIB) Program has been instrumental in positioning this team to revitalize America’s shipbuilding capabilities, building off of the Navy’s previous success, and expanding and integrating the portfolio” said Siedle. “Both as the Principal Civilian Deputy and as the longest-serving Acting Assistant Secretary of the Navy for Research Development and Acquisition, he has been at the forefront of developing the strategy and securing industrial base investments to meet our submarine and shipbuilding imperatives. His vision and dedication have laid the foundation for the largest Department of Defense industry revitalization plan since World War II.”

    The MIB Program, established in September 2024 amid growing global strategic competition, is a Direct Reporting Program Manager charged with strengthening America’s maritime manufacturing capabilities by managing and executing industrial base investments across six lines of efforts: 1) supplier development; 2) workforce development; 3) advanced manufacturing technology; 4) strategic outsourcing; 5) shipbuilder infrastructure; and 6) government oversight.

    The MIB program was formed to address critical needs in naval shipbuilding and restore America’s shipbuilding and repair capacity, which has atrophied to a third of what it was three decades ago. By 2028, the Navy must deliver one Columbia-class ballistic missile submarine and two Virginia-class attack submarines annually while simultaneously constructing over 10 different classes of surface ships—making the program vital to national security.

    The MIB program’s efforts are inclusive of over 1,100 investment initiatives across 37 states, engaging with thousands of suppliers responsible for building and sustaining maritime platforms and systems, — and represents a nationwide effort to rebuild America’s maritime strength.

    As the first DRPM-MIB, Stefany was responsible for expanding, integrating, and operationalizing the new organization and its multi-billion-dollar portfolio. Prior to this role, he served the Principal Civilian Deputy to the Assistant Secretary of the Navy for Research, Development and Acquisition from 2019-2024, including serving as the Acting Secretary of the Navy from January 2021 to December 2023. As the Acting Assistant Secretary, Mr. Stefany managed policy and programs for Navy and Marine Corps research, acquisition, and sustainment across shipbuilding, aviation, space, and weapon systems. Under his current leadership as the MIB Program Manager, the program has overseen industrial base investments supporting shipbuilding and

    repair for surface ships, aircraft carriers, and submarines while developing a unified approach to critical strategic acquisition and sustainment initiatives.

    “It has been an honor to establish and lead the Maritime Industrial Base Program during this critical time in our nation’s history,” Stefany said during the ceremony. “The dedication of the men and women working to rebuild America’s industrial might has been extraordinary. Their efforts ensure our Navy and Marine Corps have the ships, submarines, and systems needed to maintain our maritime superiority, deter aggression, and if necessary, decisively win any fight. The work we do here directly strengthens our national security and preserves our way of life.”

    Sermon brings extensive experience in industrial base management to his new role. Most recently, he served as Executive Director for Program Executive Office Strategic Submarines, where he played a pivotal role in overseeing the Columbia-class ballistic missile submarine acquisition and revitalizing the Submarine Industrial Base. In this role, he helped establish and lead the Navy’s Submarine Industrial Base program from October 2021 to September 2024, addressing the most significant submarine recapitalization effort in 50 years.

    Under his leadership, the SIB program tackled the challenges of delivering one Columbia-class ballistic missile submarine and two Virginia-class attack submarines annually by 2028—a fivefold increase in submarine construction. His experience managing a portfolio of approximately $130 billion in acquisition and sustainment programs, and his success in industrial base revitalization provides the foundation to focus Navy efforts, resources, and advocacy on solving enterprise-wide challenges the Navy faces.

    “I am honored to take on this critical role and continue to build off of the progress we’ve made over the last several years,” Sermon said. “Through focused collaboration between the Navy, industry, and educational institutions, we will ensure America remains at the forefront of innovation and defense. The work we do here directly supports our National Defense Strategy and is foundational to fixing U.S. shipbuilding and in-service readiness. I look forward to working with our dedicated team and partners to ensure the Navy’s industrial base is prepared for the challenges ahead,” said Sermon.

  • MIL-OSI Security: Defense News: Five Broward Residents to Enlist During Florida Panthers Game

    SUNRISE, Fla. – Navy Chief Information Officer (CHINFO) Rear Adm. Ryan Perry, a Fort Lauderdale native, will administer the oath of enlistment to five Broward County residents during the Florida Panthers game against the L.A. Kings on January 29, 2025, at Amerant Bank Arena.

    “They jumped at the opportunity,” said Electronics Technician (Nuclear) 2nd Class Robert Logozzo, attached to Navy Talent Acquisition Group Miami, who will accompany the future Sailors. “They recognized it as a once-in-a-lifetime chance and are excited to create lasting memories as they make life-changing decisions. The community’s support is truly appreciated.”

    The ceremony, set to take place before the pregame activities, is part of Perry’s ongoing visit to his hometown. So far, his engagement has included meetings with members of legislature and non-profit organizations. The trip, which runs through January 30th, is focused on raising Navy awareness, promoting its 250th anniversary, and supporting local recruiting efforts.

  • MIL-OSI USA: Atlas of Military Compensation, 2024

    Compensation for military personnel is found in both the defense and nondefense parts of the federal budget. Defense funding, in the Department of Defense’s (DoD’s) budget, is mostly for current military personnel. Nondefense funding in the Department of Veterans Affairs (VA) is mostly for former military personnel.

    Since 2000, the total budget for military compensation has been rising steadily, even though the number of military personnel and veterans has been declining. Spending by VA has accounted for most of that increase, rising from a small fraction of the total to about 61 percent of military compensation in the President’s 2025 budget request.

    In the 2025 budget request, total military compensation is $600 billion. (Of that total, $236 billion is for DoD and $365 billion is for VA.) That amount represents an increase of 162 percent since 1980 (and 151 percent since 1999).

    Humanitarians warned on Thursday that Syria continues to face major security and aid challenges in the northeast and beyond, in the uncertain aftermath of the overthrow of the Assad regime.

    In an update, the UN aid coordination office, OCHA, said more than 25,000 people have been newly uprooted from the northeastern city of Manbij where shelling and airstrikes have been reported.

    OCHA noted that hostilities have been intensifying over the past week, particularly in eastern Aleppo and around the Tishreen Dam.

    The dam is a key target for different groups of Syrian fighters vying for control of northern Syria. These include the Turkish-backed Syrian National Army (SNA) and the mainly Kurdish Syrian Democratic Forces (SDF) fighting alongside the PKK/YPG – the Kurdish Workers’ Party or People’s Protection Units. 

    Hundreds of thousands fleeing

    As a result of the escalating violence, the number of newly displaced people has increased to 652,000 as of 27 January, OCHA said.

    The deadly incidents reported in Syria’s northeast include shelling that struck a town in the Manbij countryside on 25 January, injuring an unverified number of children.

    On Saturday, clashes affected a displacement camp in Jarablus north of Manbij, injuring seven including two children and destroying five shelters. 

    On the same day, a car bomb detonated in front of a hospital and school in Manbij city, reportedly killing one civilian and injuring seven others.

    In the past week, OCHA, has also reported clashes in coastal areas  with “increased criminal activities, including looting and vandalism, constraining the movements of civilians during night hours”.

    The UN agency also noted continuing Israeli incursions into Quneitra in southern Syria, near the Golan Heights buffer zone that the Israeli military moved into – forces said temporarily – following the ouster of President Assad.

    Massive aid needs

    More widely across Syria’s governorates, the UN agency warned that a “lack of public services and liquidity constraints” have severely affected communities and the humanitarian response. In Homs and Hama, for instance, electricity is available for only 45 to 60 minutes every eight hours.

    In northwest Syria, 102 health facilities have already run out of funds since the start of 2025. The UN and its humanitarian partners are appealing for $1.2 billion to help the most vulnerable 6.7 million people in Syria until March.

    The developments came ahead of a UN Security Council meeting later on Thursday behind closed doors on Syria – and the reported declaration that head of Hayat Tahrir Al Sham and the caretaker authority in Damascus, Ahmed al-Sharaa, has been declared transitional president.

     It was also reported that the new caretaker authority has decided to suspend the Syrian constitution.

    WASHINGTON – U.S. Senator Lindsey Graham (R-South Carolina) today released the following statement on the passing of Robbi Force. Robbi was the mother of Taylor Force, a West Point graduate and United States Army veteran who was visiting Israel as a part of a Vanderbilt University program. He was brutally stabbed and murdered by a Palestinian terrorist. The Palestinian Authority praised Force’s killer as a ‘heroic martyr’ and paid the killer’s family a monthly cash stipend. At the time, Taylor’s parents, Robbi and Stuart, lived in Kiawah Island, South Carolina.
    “I am very sad to hear of the passing of Robbi Force, who was the mother of Taylor Force, the young man murdered by a Palestinian terrorist. Afterward, the terrorist was hailed as a hero by the Palestinian Authority, and the killer’s family received martyr payments.
    “As a result of this outrage, I authored and was able to pass the Taylor Force Act, which cuts off U.S. aid to the Palestinian Authority for the martyr payment practice.
    “Robbi was instrumental in getting this law passed. She and her husband, Stuart, were tireless advocates for this cause.
    “Robbi was a kind and sincere woman. There is some comfort in knowing she is now reunited with her dear son, Taylor. My prayers are with Stuart and the entire Force family. May she rest in peace.”
    Background:
    After Taylor Force’s murder, Graham introduced and successfully passed the Taylor Force Act into law to prohibit American taxpayer dollars from going to the Palestinian Authority in response to the practice of martyr payments. Graham is also a cosponsor of legislation to sanction members of Palestinian leadership and organizations who reward terrorism.

  • MIL-OSI USA: New data for improved navigation in the upper Hudson River

    Navigating New York waterways just got a bit easier. NOAA and the New York State Department of Environmental Conservation announced the establishment of the Hudson River Estuary Physical Oceanographic Real-time System (PORTS®). The system delivers real-time oceanographic and meteorological observations that can improve maritime safety and inform coastal resource management in the region. Commercial mariners, recreational boaters, resource managers, and coastal planners can use the online tool to access real-time water level data from Sleepy Hollow to Troy, New York.
    The Hudson River Estuary PORTS® is the second system of its kind in New York — the first being situated 100 miles south that provides data for the New York-New Jersey Harbor PORTS®. The new system currently consists of one water level station at Turkey Point, south of Saugerties, New York, and is part of the New York State Department of Environmental Conservation’s Hudson River National Estuarine Research Reserve. The system will fill critical geographic gaps in the state’s maritime data and expand coverage to include the tidally influenced portions of the Hudson River, north of the Mario M. Cuomo Bridge.
    The Turkey Point station is equipped with pressure-based and microwave water level sensors, satellite transmitters, as well as rechargeable batteries and solar panels. The redundancy of the built-in sensors and power sources is designed to ensure the station operates in all weather conditions, and that NOAA’s critical real-time data continues to flow when it is most urgently needed by the maritime community. The station is also equipped with an anemometer that measures wind speed, pressure, and direction; sensors for air and water temperature, relative humidity, and conductivity; as well as a barometric pressure sensor to measure meteorological conditions.
    A second water level station will be added to the system later this year to deliver data from the upper portion of the Hudson River at the Coxsackie State Boat Launch and Riverside Park.
    Partners at the New York State Department of Environmental Conservation will maintain system sensors and provide sensor data and metadata to NOAA in accordance with National Ocean Service standards. NOAA will publish verified data on the Tides and Currents website. This collaborative effort will result in highly precise oceanographic and meteorological data delivered through NOAA web products in near real time.
    With the Hudson River Estuary PORTS®, NOAA now operates 39 real-time systems across the nation. NOAA PORTS® is a partnership program with local port authorities, pilot associations, the U.S. Coast Guard, the U.S. Navy, the U.S. Army Corps of Engineers, academia, and other stakeholders across the nation. Its systems support safe and cost-efficient navigation by providing ship masters, pilots, and other users with accurate real-time information required for safe vessel loading and transit, and to avoid groundings and collisions. These systems also improve hazardous spill response and enhance recreational activities.

  • MIL-OSI United Kingdom: New guidance to help contracting parties deal with excess profits and losses on vital defence contracts

    Publication of guidance on the Final Price Adjustment, which mitigates the impact of excess profits or losses that may arise in non-competitive defence contracts.

    Following consultation with stakeholders, we have issued new guidance regarding the Final Price Adjustment (FPA). This guidance will support contracting parties to swiftly resolve common issues encountered in the application of the FPA.

    The FPA allows the contractor and the Ministry of Defence to share excess profits or losses arising under a qualifying defence contract, rather than having them fall solely on one of them. The FPA is generally used after the contract has concluded, but may now also be applied where a contract has several pricing periods during the life. The guidance provides further detail as to when and how the FPA might be used.

    John Russell, Chief Executive said:

    This new publication on the final price adjustment provides valuable guidance to help resolve common issues between contracting parties. Dealing with these issues should save time and money for the MOD and contractors. This work reflects the SSRO’s approach of developing advice and guidance that is accessible, easy to use and relevant to the major issues MOD and industry face in negotiating and managing these vital contracts.

    The SSRO has taken a new approach to how this guidance is structured, to make it accessible and user friendly. Developments include the use of real-world scenarios to help understand and resolve common issues, as well as signposting to the relevant Regulations and details of how to contact the SSRO for support. An FPA calculator has also been developed and is available for stakeholders’ use. This development of SSRO guidance has been well received by consultation respondents who said the guidance will help with the agreement of the FPA.

    We will keep the guidance under review and will update it to reflect users’ experience of its application.

    The FPA guidance has been issued as part of the SSRO’s new powers arising from the Procurement Act 2023, which enable the SSRO to issue guidance in relation to the application or interpretation of any area of the law governing qualifying defence contracts. We plan to use our new powers to issue more guidance in a broader range of areas particularly where stakeholders tell us they would like more support.

    Plymouth’s Armed Forces Covenant is launching a new theme group to help enable better access to local employment, skills and training opportunities for military service leavers, working-age veterans, military family spouses, partners and young people.

    Last year, the Council renewed its commitment to the Armed Forces Covenant.

    The Armed Forces Covenant is a nationwide agreement between the armed forces community, the nation and the government.

    One of the commitments from signing the Covenant, is to establish better job and training opportunities for members of the Armed Forces community.

    Led by Plymouth City Council’s Skills Launchpad Plymouth team, the representatives of the group are:

    A launch event was held today to bring together a key group of people who will be involved in this work and to raise the profile of the Armed Forces Covenant with the local business community.

    The Government is proposing to donate m/86 (AT4) anti-tank weapons to Moldova within the framework of the additional amending budget that contains the 18th military support package to Ukraine.

    In light of Russia’s full-scale invasion of Ukraine, Moldova finds itself in a very vulnerable position, due to its geographical proximity to Ukraine and Russia’s repeated influence campaigns against the country. Moldova is in great need of assistance, including military support. It is in Sweden’s foreign and security policy interests to assist Moldova as a matter of urgency. 

    Supporting Ukraine further and increasing engagement with other countries in the EU’s Eastern partnership, such as Moldova, are important parts of Sweden’s policy to constrain Russia’s influence, freedom of action and ability to do harm.

    The Government is therefore proposing to donate anti-tank weapons worth a maximum of SEK 13 000 000 to Moldova, within the framework of the additional amending budget that contains the 18th military support package to Ukraine.

    The Swedish Government is presenting its largest military support package to Ukraine to date, valued at SEK 13.5 billion. This package will also strengthen Ukraine’s long-range capability. Sweden aims to donate about 1 billion SEK towards making Ukraine able to produce long-distance missiles and drones. It also includes a doubling of the previous 16 donated Combat Boat 90s (CB 90) and anti-tank weapons, as well as investments to support Ukraine’s defence industry.

    With this eighteenth support package, Sweden has provided a total of SEK 61.9 billion in military support to Ukraine since Russia’s full-scale invasion began nearly three years ago. 

    The package is divided into eight components, the largest of which consists of various procurements of new materiel – primarily from the Swedish and other European defence industries – for the purpose of donation to Ukraine. 

    The package, worth SEK 13.5 billion in total, contains the following components:

    • Procurement for donations worth approximately SEK 5.9 billion.
      – This means that the Defence Materiel Administration, tasked by the Government, procures equipment from the Swedish and foreign defence industries to the Ukrainian Armed Forces.
    • Financial donations worth approximately SEK 2.8 billion.
      – This means that Sweden is supporting Ukraine through donations to various funds for procurement of military equipment and ammunition, e.g. through capability coalitions. Another example is procurement cooperation between Sweden and Denmark. Sweden aims to donate 1 billion SEK towards Ukrainian production of long-range missiles and long-distance drones.
    • Donations of materiel from the Swedish Armed Forces, with corresponding replacement purchases, valued at approximately SEK 3.3 billion. This includes:
      – 146 trucks;
      – 16 Combat Boat 90s; (A doubling from the previous 16 donated CB 90s)
      – 23 weapon stations for marine use;
      – 1 million units of 12.7 mm ammunition;
      – 1 500 TOW anti-tank missiles;
      – 200 anti-tank weapons, including training materiel;
      – infantry equipment for individual soldiers and unit equipment; and
      – chemical, biological, radiological and nuclear (CBRN) personal protective equipment.
    • Services via the Swedish Defence Research Agency and Swedish Defence University, valued at approximately SEK 180 million.
      – The Defence Research Agency will continue its efforts to develop a corresponding agency in Ukraine.
      – The Defence University is tasked with implementing an education programme for Ukrainian pupils in Ukraine.
    • Training valued at SEK 650 million.
      – Funding to the Swedish Armed Forces’ support to a number of training initiatives throughout 2025, such as Interflex, which conducts basic training for Ukrainian soldiers.
    • Supply solutions valued at SEK 400 million.
      – This includes various types of maintenance measures for the Swedish materiel that has been donated.

    Sweden’s military support to Ukraine is always based on Ukraine’s needs and priorities. Ongoing bilateral communication and multilateral collaboration in the capability coalitions provide this knowledge. 

    The ability to support Ukraine with newly produced materiel that can be delivered quickly is a significant tool to supplement donations of materiel from the Swedish Armed Forces war organisation. At the same time as Ukrainian units receive the materiel that they need, Ukrainian, Swedish and European supply security is also strengthened.

    SIGONELLA, Sicily – In a remarkable testament to dedication and service, Petty Officers Samantha and Albert Richmond recently celebrated a significant milestone in their military careers. Last November, they were both promoted, earning the distinguished title of Hospital Corpsman First Class (HM1). This achievement is not merely a rank; it symbolizes their unwavering commitment to the Navy and their pivotal roles in enhancing Navy Medicine.

    The story of the Richmonds is one of serendipity and shared purpose. Both Petty Officers arrived at the United States Navy Medicine Readiness and Training Command (USNMRTC) Sigonella, in Sicily, Italy, in 2022, drawn by their respective duties within the Navy. Although their paths diverged before this point, it was in this picturesque Mediterranean locale that their lives intertwined. In 2023, they not only solidified their bond through marriage but also welcomed their daughter, Danielle, into the world, marking a new chapter in their family’s journey.

    Samantha Richmond, hailing from the small, close-knit town of Saint Marys, Georgia, has been a beacon of resilience and service since enlisting in the U.S. Navy in 2013.   • MIL-OSI Global: A federal policy expert weighs in on Trump’s efforts to stifle gender-affirming care for Americans under 19

    Amid a flurry of executive orders affecting transgender Americans, the Trump administration ordered restrictions on gender-affirming care for minors. Calling it “a stain on our Nation’s history,” the Jan. 28, 2025, order seeks to “end” this form of treatment for Americans under 19 years old.

    The Conversation U.S. interviewed Elana Redfield, federal policy director at the Williams Institute, an independent research center at the UCLA School of Law dedicated to studying sexual orientation and gender identity law. She describes the aims of the executive order, how much weight it carries, and how it should be understood in the broader context of legal battles over access to gender-affirming care.

    What’s the scope of the executive order?

    Twenty-six states have already restricted gender-affirming care for minors or banned it outright. So the order seeks to extend restrictions to the rest of the country using the weight of the executive branch.

    However, it’s not a national ban on gender-affirming care for minors. Instead, it’s directing federal agencies to regulate and restrict this form of care.

    That being said, federal agencies have a tremendous impact on American life. Trans kids rely on publicly funded health insurance programs such as Medicaid and TRICARE, which is administered to the children of active duty service members via the Department of Defense. And a big part of the executive order is directing the federal agencies that administer these programs to review their own policies to ensure that they are not supporting gender-affirming care for minors.

    So what we’re really seeing is the federal government trying to erect barriers to kids accessing this care.

    Does the executive branch have the authority to unilaterally ban federal funding of certain medical treatments?

    The answer is a little mixed. A president might be able to suspend or put a temporary pause on funding a particular type of treatment or service. But the actual parameters of a program – and how agencies should implement them – are determined by Congress and, to some extent, by the courts.

    Ultimately, the president can only take actions in ways that are designated by the Constitution, or through some specific power that Congress has granted to the executive branch. I don’t see that authority granted for a lot of what’s contained in this executive order. But many of these directives will probably be litigated in court, where the president will likely argue that he has the power to direct agencies to do all they can to put a halt to gender-affirming care for minors.

    Do private health insurers fall outside the scope of this executive order?

    On the surface, yes. But it’s easy to see how directives from the executive branch can touch broader components of the country’s health care system, including private hospitals and private health insurance.

    For example, Section 1557 of the Affordable Care Act is a nondiscrimination provision. It says there can be no sex discrimination when it comes to approving health care treatments. This has been interpreted to mean that health insurance plans receiving federal funding cannot deny a policyholder gender-affirming care. However, this interpretation has been blocked by a federal court.

    The question of whether this definition of sex discrimination encompasses gender identity is currently playing out in the courts. For example, there’s a pending U.S. Supreme Court decision regarding a Tennessee law banning gender-affirming care for minors. Should the Supreme Court determine that Tennessee is able to ban gender-affirming care for minors, it’s possible to see how this could impact private health insurance coverage for gender-affirming care.

    What else stood out to you from the executive order?

    The executive order directs the Department of Justice to discourage doctors and hospitals from administering gender-affirming care to minors, characterizing it as genital mutilation, which is a heinous-sounding offense. Even though this is an inaccurate comparison, it could have a chilling effect even in states where this form of care is legal.

    The order also contains a provision that asks Congress to extend the statute of limitations for gender-affirming care, so that someone who received gender-affirming care as a minor and decides they’re not happy with it decades later can sue their doctor. Some states have already extended the statute of limitations to 30 years for gender-affirming care.

    Again, this could have a chilling effect in states where the care is legal. What doctor or hospital would want to expose themselves to this risk?

    Of course, these two elements constitute directives from the executive branch, but we don’t know how they’ll be enforced. They do reveal, however, some of the ways in which the administration plans to direct its efforts.

    Before Roe v. Wade was overturned, federal funding of elective abortion had been restricted for decades under the Hyde Amendment. You can’t receive coverage for an abortion under a Medicaid plan, for example. Do you see this executive order as Trump trying to simply enact – via fiat, of course – his own version of the Hyde Amendment, but instead applied to gender-affirming care for minors?

    I think there’s a key difference between the two. The Hyde Amendment, which has been repeatedly reenacted by Congress, prohibits federal funding of abortion care, but it doesn’t prohibit states from allowing or permitting abortion. It’s always operated as a sort of compromise: It says providers can’t use federal funding for an abortion, but they can use their own funding to administer abortions – and oh, by the way, they can still receive federal funding for other health services.

    This executive order, on the other hand, takes a much more uncompromising position: It tells agency heads to stop directing any and all federal funds to institutions that research or provide gender-affirming care.

    Again, it’s important to remember that executive orders aren’t established policy. They’re simply directing agencies to craft certain policies and encouraging lawmakers to enact legislation.

    So far, much of the legislation restricting gender-affirming care – whether it’s at the state level or in the executive branch – has centered on minors, or individuals under 19. Are there any threats to gender-affirming care for adults?

    Only one state, Florida, has enacted a law that specifically regulates gender-affirming care for adults. That law basically sets some compliance standards and restricts who can prescribe the care. Florida also banned the use of state funds for gender-affirming care for everyone, adults and children. So that means, for example, those who are incarcerated in state prisons can’t receive gender-affirming care.

    Florida isn’t the only state that has enacted a state funding ban. Depending on your insurance, this could mean you’re forced to pay out of pocket for your procedures and treatment, which can be prohibitively expensive.

    What are you going to be watching for in the coming weeks?

    I’m sure someone’s going to sue to challenge the order. The problem, though, is that an executive order is an expression of policy ideas. You need something to actually happen before lawyers and activists can react to it. So I’ll be tracking federal agencies to see how they specifically try to enact some of these directives.

    Is there anything else you’d like to add?

    This executive order contains language that characterizes the science around gender-affirming care as junk science. It’s repeatedly described as chemical and surgical mutilation, or as maiming and sterilizing kids. There’s talk of rapid-onset gender dysphoria, which has been discredited.

    So it rejects the idea that gender-affirming care has health benefits, even though there’s robust, extensive evidence supporting access to gender-affirming care. Self-reporting by transgender individuals is overwhelmingly positive: 98% of trans people who had hormone therapy said it made their lives better, according to the 2022 U.S. Transgender Survey.

    There are also rigorous standards of practice, including for how you support and treat minors, that are intended to prevent overprescription or overutilization of services.

    In other words, there are already barriers in place and checks and balances for minors if they want to access gender-affirming care.

  • MIL-OSI Global: How satellites and AI help fight wildfires today

    As wind-driven wildfires spread through the Los Angeles area in January 2025, fire-spotting technology and computer models were helping firefighters understand the rapidly changing environment they were facing.

    That technology has evolved over the years, yet some techniques are very similar to those used over 100 years ago.

    I have spent several decades studying combustion, including wildfire behavior and the technology used to track fires and predict where wildfires might turn. Here’s a quick tour of the key technologies used today.

    Spotting fires faster

    First, the fire must be discovered.

    Often wildfires are reported by people seeing smoke. That hasn’t changed, but other ways fires are spotted have evolved.

    In the early part of the 20th century, the newly established U.S. Forest Service built fire lookout towers around the country. The towers were topped by cabins with windows on all four walls and provided living space for the fire lookouts. The system was motivated by the Great Fire of 1910 that burned 3 million acres in Washington, Idaho and Montana and killed 87 people.

    Today, cameras watch over many high-risk areas. California has more than 1,100 cameras watching for signs of smoke. Artificial intelligence systems continuously analyze the images to provide data for firefighters to quickly respond. AI is a way to train a computer program to recognize repetitive patterns: smoke plumes in the case of fire.

    NOAA satellites paired with AI data analysis also generate alerts but over a wider area. They can detect heat signatures, map fire perimeters and burned areas, and track smoke and pollutants to assess air quality and health risks.

    Forecasting fire behavior

    Once a fire is spotted, one immediate task for firefighting teams is to estimate how the fire is going to behave so they can deploy their limited firefighting resources most effectively.

    Fire managers have seen many fires and have a sense of the risks their regions face. Today, they also have computer simulations that combine data about the terrain, the materials burning and the weather to help predict how a fire is likely to spread.

    Fuel models

    Fuel models are based on the ecosystem involved, using fire history and laboratory testing. In Southern California, for example, much of the wildland fuel is chaparral, a type of shrubland with dense, rocky soil and highly flammable plants in a Mediterranean climate. Chaparral is one of the fastest-burning fuel types, and fires can spread quickly in that terrain.

    For human-made structures, things are a bit more complex. The materials a house is made of – if it has wood siding, for example – and the environment around it, such as how close it is to trees or wooden fences, play an important role in how likely it is to burn and how it burns.

    Weather and terrain

    Terrain is also important because it influences local winds and because fire tends to run faster uphill than down. Terrain data is well known thanks to satellite imagery and can easily be incorporated into computer codes.

    Weather plays another critical role in fire behavior. Fires need oxygen to burn, and the windier it is, the more oxygen is available to the fire. High winds also tend to generate embers from burning vegetation that can be blown up to 5 miles in the highest winds, starting spot fires that can quickly spread.

    Today, large computer simulations can forecast the weather. There are global models that cover the entire Earth and local models that cover smaller areas but with better resolution that provides greater detail.

    Both provide real-time data on the weather for creating fire behavior simulations.

    Flame-spread models can then estimate the likely movement of a fire.

    Scientists build these models by studying past fires and conducting laboratory experiments, combined with mathematical models that incorporate the physics of fire. With local terrain, fuel and real-time weather information, these simulations can help fire managers predict a fire’s likely behavior.

    Advanced modeling can account for fuel details such as ground-level plant growth and tree canopies, including amount of cover, tree height and tree density. These models can estimate when a fire will reach the tree canopy and how that will affect the fire’s spread.

    Forecasting helps, but wind can change fast

    All these tools are made available to firefighters in computer applications and can help fire crews as they respond to wildfires.

    However, wind can rapidly change speed or direction, and new fires can start in unexpected places, meaning fire managers know they have to be prepared for many possible outcomes – not just the likely outcomes they see on their computer screens.

    Ultimately, during a fire, firefighting strategy is based on human judgment informed by experience, as well as science and technology.

    Tibú (Agenzia Fides) – The wave of violence, mainly due to the control of international cocaine trafficking in the Catatumbo region, has led President Gustavo Petro to declare a state of emergency and deploy the army.As reported by the National Coordinator for Disaster Risk Management of Caritas Colombia, among the victims of this serious crisis, the worst since 2002, are civilians, minors, pregnant women, people with disabilities and members of indigenous communities.In about 10 days, the clashes between the guerrillas of the National Liberation Army (ELN) and the fighters of the “Frente 33” of the former Revolutionary Armed Forces of Colombia (FARC) have left more than a hundred dead, thousands of internally displaced people have had to flee their homes and just as many are isolated and unable to move due to the violent clashes. Meanwhile, many people continue to flee to areas considered safe.To help the many innocent victims, a humanitarian aid corridor has been set up to provide additional support by delivering products, drinks, food for immediate consumption and tools. In the affected areas, thousands of people have sought refuge in the parishes and seminaries of the Catholic Church in Tibú, Ocaña, Gabarra and Tabo. Thanks to the collaboration of the dioceses of Cúcuta, Ocaña and Tibú with the “Asociación Nacional de Empresarios de Colombia” (ANDI), “Bancos de Alimentos de Colombia” (ÁBACO) and through monetary donations, 23,622 kilos of food and essential goods have already been provided.According to the Ministry of Defense, to date more than 47,000 displaced people have fled to the towns of Tibú (10,482 displaced), Ocaña (10,719), Cúcuta (16,663) and other municipalities (11,699). It is also estimated that more than 23,000 people are trapped in the region.The Front Comuneros del Sur, a dissident group of the ENL, is one of the causes of the crisis between the armed group and the government after officially joining the peace process initiated in 2016, which was sealed with the peace agreement signed between the Colombian government and the then FARC guerrillas. “We are evacuating the leaders and signatories from Catatumbo who are being persecuted by the ELN; a first contingent of 400 men is said to have already arrived in the region,” said Defense Minister Iván Velásquez.     Britain’s nuclear submarine patrols will be strengthened by a new hub that brings Government and industry closer together, creating 100 new jobs and supporting apprenticeships across the UK.

    The Submarine Availability Support Hub (SASH) will improve submarine delivery, boost UK engineering capabilities, and help maintain the continuous at-sea nuclear deterrent.

    The opening of the state-of-the-art facility will help deliver the government’s Plan for Change by strengthening security and supporting the mission to kickstart economic growth. 

    The facility will enable the Defence Nuclear Enterprise – the partnership of organisations that operate, maintain, renew and sustain the UK’s nuclear deterrent – to work together more seamlessly with Babcock and other contractors to drive better submarine availability and delivery.

    SENIOR PERSONNEL APPOINTMENT
    Yesterday, the Secretary-General appointed Lt. Gen. Ulisses De Mesquita Gomes of Brazil as the new Force Commander for the UN Peacekeeping Mission in the Democratic Republic of the Congo (MONUSCO).

    DEMOCRATIC REPUBLIC OF THE CONGO / PEACEKEEPING
    The peacekeeping mission in the Democratic Republic of the Congo – MONUSCO- say that the situation in Goma remains tense today, but it is also calmer. But there is, however, continued sporadic shooting but an overall reduction in exchanges of fire within the city.
    Continued clashes have been reported in surrounding areas, including in Sake, Northwest of Goma.
    The Mission’s priority right now remains the protection of its personnel, its assets and the many civilians sheltering within UN premises. UN peacekeepers are planning on sending patrols today in Goma to assess the situation, to conduct resupplies and assess routes.
    In the capital, Kinshasa, the situation is also calm today despite calls for protests that we have seen. The main roads are reported to be empty, and supermarkets are closed due to high risk of looting. That is what the peacekeeping mission is reporting.
    You will also remember that a few days ago, we paid tribute to three UN peacekeepers who were killed in the last few days. We are now able to share their names : They were Private Rodolpho Cipriano Alverez Suarez from Uruguay, who was 39; Private Mokote Joseph Mobe, aged 33, and Private Andries Tshidiso Mabele, aged 30. The latter two were from South Africa. We send our deepest condolences to their families, their friends, governments and to all members of the peacekeeping mission.
    The total number of UN peacekeepers injured since the most recent assault by the M23 now stands at 22. We reiterate that attacks against UN peacekeepers are not only unacceptable but may also constitute a war crime.

    DEMOCRATIC REPUBLIC OF THE CONGO / SECURITY COUNCIL
    Yesterday afternoon, the Deputy Special Representative for Protection and Operations for the Peacekeeping Mission in Goma in the Democratic Republic of the Congo – MONUSCO, Vivian van de Perre, briefed Council members.
    She reiterated that the violence in the eastern part of the country has resulted in massive displacement and worsened an already dire humanitarian and protection situation. The degree of suffering that the population in Goma and neighbouring areas is enduring is truly unimaginable, she said.
    In the past few days, Ms. Van de Perre told Council members that the peacekeeping mission has received a large number of people seeking refuge.
    She called on all parties to prioritize the protection of civilians, open humanitarian corridors, and work towards a sustainable and peaceful resolution to this conflict.
    Resuming the Luanda Process is of the utmost urgency to ensure a path toward de-escalation and to avert the looming threat of a third Congo war, she added. Military action cannot resolve this conflict, she told council members

    It was believed that the Assad Government was the reason why many Syrians fled to the EU. Between 2015 and 2023, around 1.3 million Syrians are estimated to have been accepted into the EU after seeking a safe home/asylum as ‘Syrian refugees’. Following recent attacks by the jihadist organisations Hayat Tahrir al-Sham and the Syrian National Army, a large part of Syria was captured, resulting in the collapse of Bashar al-Assad’s government. The end of al-Assad’s rule was celebrated by Syrians all across Europe.

    Given that their reason for seeking asylum has ceased to exist, there is no reason why procedures for returning Syrians to Syria should not be initiated right away, so that they can benefit from the implementation of a jihadist regime.

    In view of the above, can the Commission say:

    • 1.Does it have a registry of Syrians in Europe or does it intend to request this data from the Member States and NGOs that have been the driving force behind their movement and that have provided them with asylum?
    • 2.How does it intend to coordinate mass returns from the EU and transport to Syria safely, quickly and efficiently, guaranteeing that former ‘refugees’ from Syria will not be forgotten in the EU?
    • 3.Will it propose sanctions for NGOs that do not cooperate with identifying Syrians to enable their effective repatriation?

  • MIL-OSI Europe: EIB Group achieves record results in 2024, targets €95 billion in investments for 2025

    • The EIB Group supported a record of over €100 billion in new investment for Europe’s energy security in 2024.
    • A record of nearly 60% of all EIB Group financing supported the green transition, climate action and environmental sustainability.
    • There was a sharp increase in higher-risk activities, with a record €8 billion committed for equity and quasi-equity investment.
    • Financing for security and defence projects doubled to €1 billion in 2024, with a further doubling planned in 2025.

    The European Investment Bank (EIB) Group signed €89 billion in new financing last year. The Group made more investments than ever before to strengthen EU energy security, mobilising over €100 billion for projects in new and upgraded infrastructure such as grids and interconnectors, renewables, net-zero industries, efficiency and storage. Nearly 60% of the total financing supported the green transition, climate action and environmental sustainability.

    Our preliminary results once again signal robust profitability. At the same time, higher-risk EIB operations to back Europe’s most innovative companies have sharply increased. A record €8 billion in equity and quasi-equity investment from the EIB and the European Investment Fund (EIF) is expected to mobilise €110 billion in growth capital for startups, scale-ups and European pioneers.

    Eligible security and defence investment doubled in 2024, and the goal is to double this figure again this year. Furthermore, the EIB Group significantly extended its eligible investments in dual-use projects, which now include border protection, military mobility, de-mining and de-contamination, space, cybersecurity, anti-jamming equipment, seabed and critical infrastructure protection, research and development, and drones.  

    Looking ahead, the EIB Group plans to increase its overall investments to €95 billion in 2025, with flagship initiatives to support European tech champions and a dedicated TechEU programme, critical raw materials, water management, the energy efficiency of small and medium-sized companies, and a dedicated platform to promote sustainable and affordable housing.

    In parallel with increasing its investment capacity and impact, the EIB Group is making significant progress in cutting red tape for clients and has shortened the time to market required to approve and deploy new investments. During 2024, it introduced simplified appraisal procedures covering more than 40% of its operations.

    “We have broken records with our financing in 2024. We have made ourselves ready to support EU priorities in this new political mandate. And we will play an even more relevant role in 2025 – building on the excellent performance of the EIB Group to increase our impact, bolstering Europe’s security and competitiveness with strategic and ambitious investments,” said EIB Group President Nadia Calviño as she presented the annual operational results of the EIB Group in Brussels.

    Making records

    The EIB Group financing committed in 2024 is expected to power almost 15 million households with clean energy, create up to 1.5 million new jobs in Europe over the next few years, advance therapies against cancer, and help secure affordable housing from Croatia to Latvia.

    In more detail, highlights from last year include:

    • Stepped up higher-risk activities, expected to mobilise about €110 billion in new investments. This includes a record €7.2 billion of investments by the EIF in the equity funds ecosystem, and €1 billion in venture debt by the EIB.
    • More than €14 billion in total investment deployed by the EIF to support Europe’s small businesses and innovators, including in 102 venture capital funds, such as a dedicated fund to back women-owned and gender-balanced startups in space and deep tech.
    • A record €51 billion – around 60% of last year’s investments – to support the green transition, climate action and environmental sustainability, from the world’s first zero-emissions tyre factory in Romania to support for sustainable mobility in Valencia, keeping the EIB Group well on track to meet its target of supporting €1 trillion in climate and environmental sustainability investment in the critical decade to 2030.
    • A record €31 billion to back EU energy security, including for efficiency, renewables, storage and electricity grids, which is expected to support over €100 billion in investment. Flagship initiatives include counter-guarantees to bolster European wind manufacturers, electric vehicle battery manufacturing in France and the Princess Elisabeth Island in Belgium. For grids and storage, financing rose to a record €8.5 billion, mobilising 40% of Europe’s total investment in that sector in 2024, including transmission network upgrades and interconnectors in Spain, Czechia and Germany.
    • Support for eligible security and defence projects doubled to €1 billion, including the deployment of dual-use satellites in Poland, port upgrades to meet the needs of NATO vessels in Denmark and investment by the EIF in dedicated private investment funds. A further doubling of annual investments to €2 billion is expected this year.
    • A record €38 billion to accelerate social and territorial cohesion, including credit lines for farmers in Romania, innovative startups in Greece and just transition projects in Estonia.
    • The EIB Group has also provided financial support to boost climate resilience and adaptation from post-landslide reconstruction in Italy to recovery investments in European regions affected by devastating floods.
    • With more than €2.2 billion disbursed since 2022, EIB Group investments in Ukraine are helping to repair schools, kindergartens and hospitals, upgrade transport and protect energy infrastructure, as well as support the private sector.

    Beyond Ukraine, the EIB Group’s operations outside the European Union are supporting stability in the EU neighbourhood and partner countries on their path to EU membership, including with rail upgrades in countries such as Albania and Montenegro.

    Supporting EU global priorities and helping strengthen Europe’s voice in the world, EIB Group financing also helps drought-stricken countries like Jordan to manage water supplies. Thanks to reinforced partnerships inside and outside the European Union, EIB investments are helping eliminate diseases like polio and support sustainable infrastructure around the world from Vietnam to India.

    Ready for the challenges ahead

    Under President Calviño, who took office in January 2024, the EIB Group has updated its internal policies and investment strategy to maximise impact and scale up support for shared European priorities.

    Changes include:

    • A Strategic Roadmap, aligned with EU policies and agreed by the EU 27 Member States (the EIB’s shareholders) to focus resources on impactful investment on eight core priorities.
    • A revamped framework expanding the EIB Group’s activity in the areas of security and defence, with streamlined internal procedures and new partnerships with external stakeholders, such as the NATO Innovation Fund and the European Defence Agency.
    • EIB governors approved the increase of the gearing ratio, an outdated limit on EIB Group’s investments.[1] This will enable the EIB Group to make the necessary strategic investments to deliver on EU policy goals while preserving its leverage and capital ratios.
    • An action plan with building blocks for a deeper capital markets union.
    • Actions and proposals to cut red tape, improve the usability of EU sustainability reporting rules and optimise the use of EU budget instruments.
    • A stepped up time to market initiative to simplify internal processes and boost efficiency, enabling much faster approvals for new financing.
    • An action plan to improve transparency, accountability and well-being in the workplace, including the appointment of an ombudsperson to swiftly address common workplace issues and improve the working environment.

    Looking ahead, the EIB Group Operational Plan covers up to €95 billion in new investment in 2025, supported by the Group’s stellar credit rating and strong capital position.

    New initiatives aligned with the priorities of the new European Commission expected to be rolled out in 2025 include:

    • Maintaining a 60% green finance target.
    • Scaling up support for leading technologies, including clean-tech, artificial intelligence, chips, high-performance and quantum computing, health sciences and medical technologies, and Europe’s cutting-edge industrial capacity.
    • An exit platform to facilitate the listing of European scale-ups in EU markets or the acquisition of these promising innovators by European companies.

    • A dedicated water programme of about €4.5 billion to focus investment on flood resilience, and to address water scarcity amid intensifying droughts.
    • New support for Europe’s farmers through agricultural insurance and other de-risking schemes, building on a €3 billion facility to improve access to financing for young farmers and women.
    • A €2.5 billion programme to scale up energy efficiency investments by small and medium-sized companies so they can lower their CO2 emissions and electricity bills.

    On January 29, a cooperation agreement was signed between Peter the Great St. Petersburg Polytechnic University and the Military Order of Zhukov Academy of the National Guard Troops of the Russian Federation. The universities plan to cooperate in the field of robotics, as well as in educational, scientific and other areas.

    The Polytechnic University and the Military Academy of the Russian Guard are going to cooperate in various areas. This includes the development and implementation of joint projects and events in the field of robotics; scientific and methodological assistance in the framework of research, educational and project work; involving cadets in the development and application of professional robotics; organizing robotics classes using methodological developments and consulting support; preparing for competitions; training and advanced training of specialists, etc.

    The agreement was signed by the rector of SPbPU Andrei Rudskoy and the head of the Military Academy of the Russian Guard Andrei Kiiko.

    Our efforts will be aimed at implementing joint projects and events in the field of robotics with the participation of cadets, providing assistance in servicing and repairing equipment, as well as preparing for all-Russian competitions in robotics areas. I would like to note separately that as part of the implementation of the agreement, we will pay special attention to methodological assistance and mentoring in research and project activities.     On 28 January, Sweden signed a bilateral law enforcement agreement with Colombia during Maria Malmer Stenergard’s visit to Colombia.

    On behalf of the Government, Minister for Foreign Affairs Maria Malmer Stenergard signed a bilateral law enforcement agreement at a ceremony in Bogotá on 28 January together with Colombia’s Minister of Justice Ángela María Buitrago and Minister of National Defence Iván Velásquez. 

    The agreement aims to increase cooperation between Sweden and Colombia in the fight against cross-border organised crime, terrorism, drug trafficking and cybercrime. It also paves the way for increased information exchange, cooperation on capacity building and the exchange of experiences. 

    “Organised crime is a cross-border problem that requires international cooperation with our partners around the world. The Government looks forward to working together with Colombia in this area of vital importance to both our countries,” says Ms Malmer Stenergard. 

    This cooperation agreement that we have now concluded with Colombia is essential to further strengthening our agencies’ efforts to combat serious crime. It’s widely acknowledged that drug smuggling, especially of cocaine, helps finance serious organised crime that severely undermines individuals’ sense of security and integrity, and which is also a systemic threat to our free and open society as a whole. Cross-border problems demand cross-border solutions, and this cooperation is a key part of that,” says Minister for Justice Gunnar Strömmer.

    The law enforcement agreement is part of the bilateral partnership agreement between Sweden and Colombia signed in June 2024 by Prime Minister Ulf Kristersson and President of Colombia Gustavo Petro, during his visit to Sweden.

  • MIL-OSI China: Defense Ministry Spokesperson’s Remarks on Recent Media Queries Concerning the Military on January 17, 2025 2025-01-21 The Lai Ching-te administration, in collusion with foreign forces, has been making constant provocations for “Taiwan independence”.

    On the morning of January 17, 2025, Senior Colonel Wu Qian, Director General of the Information Office of the Ministry of National Defense (MND) and Spokesperson for the MND, answered recent media queries concerning the military.

    I have one piece of information at the top.

    According to the cooperation plan between the Chinese and French militaries, General Wu Yanan, Commander of the PLA Southern Theatre Command and Rear Admiral Guillaume Pinget, Joint Commander of the French Armed Forces in the Asia-Pacific had a video phone call on the morning of January 17. They had an in-depth exchange of views on issues of common interest.

    Question: After an earthquake struck the city of Rikaze in Xizang, President Xi Jinping made important instructions. The PLA and the PAP are actively involved in rescue and disaster relief efforts. Please share more information on it.

    Wu Qian: On January 7, a 6.8-magnitude earthquake jolted Dingri County in the city of Rikaze in Xizang Autonomous Region and caused heavy casualties. President Xi Jinping attached great importance to the disaster relief work and gave important instructions. He emphasized that every effort be made to search for and rescue survivors, treat the injured, and minimize fatalities.

    Military organs and troops at all levels resolutely implemented the important instructions of President Xi and the CMC, making all out efforts to protect the safety of people’s lives and property and ensure social stability. The CMC Joint Operations Command Center promptly activated the emergency response mechanism and guided the PLA Western Theater Command and PAP troops to organize ground and air forces to effectively carry out rescue operations. As of January 15, the PLA and the PAP had all together deployed 2,055 service members and 869 militia personnel, 20 transport aircraft, helicopters, and unmanned aerial vehicles, as well as 297 sets of vehicles and engineering equipment. They have rescued 27 people, relocated 2,756 people, set up 21 field medical support stations, treated and provided medical service to 22,359 injured, constructed 2,812 tents or portable houses, provided more than 95,000 portions of hot meals, transported disaster relief supplies of over 4,300 tons, and cleared more than 4,700 cubic meters of debris.

    When the people are affected by disasters, the military will come to their rescue. When the military and the people unite, there is no challenge we cannot overcome. The Tibetan for “Hello, PLA” echoing through the earthquake-stricken area reflects the profound bond between the military and the people. Standing together with the people in earthquake-stricken areas, the people’s military put into practice the fundamental mission of serving the people wholeheartedly with concrete actions, and built an unbreakable great wall of steel to protect the people.

    Question: Since the beginning of 2025, the PLA and the PAP have commenced their annual military training, making an all out effort to meet the military’s centenary goal. Please provide more information about this.

    Wu Qian: In 2025, military training will focus on responding to real security threats, enhance training under real combat scenarios, strengthen exercises on joint operations system, and fully leverage the deterring and conflict-preventing functions of military training. We will implement the arrangements made at the on-site meeting on basic training and the on-site meeting on combined training, conduct training in accordance with the new basic training outline, and address challenging issues by extensively conducting cross-service mixed formations training. We will give priority to training on new equipment such as new-type fighter jets, vessels and missiles, actively explore training in emerging fields such as unmanned systems and intelligent technologies, and create new growth points for combat capabilities. We will use more “technology+” and “cyber+” methods to solve training problems and advance innovations in technology-enhanced training. We will continue to carry out joint exercises and training with the armed forces of relevant countries and regions on more subjects, expand the scale of forces, increase joint training time, actively participate in international military sports competitions, and promote in-depth and practical training exchanges and cooperation between China and foreign countries.

    Question: General Liu Zhenli, Chief of the Joint Staff Department of the CMC, led a delegation to visit Malaysia and Indonesia. Please brief us more on the bilateral military relations between China and these two countries.

    Wu Qian: General Liu Zhenli, member of the CMC and Chief of the Joint Staff Department of the CMC, visited Malaysia and Indonesia from January 6 to 12. During the visit, the two sides exchanged views on issues of mutual interest, such as the relations between the two countries and militaries, and international and regional situation. The visit aimed at implementing the important consensus reached between the leaders of China and these two countries, enhance strategic communication, deepen cooperation, and elevate the mil-to-mil relationship to new heights.

    Both Malaysia and Indonesia are friendly neighbors of China across the sea. Under the strategic guidance of President Xi Jinping and the leaders of these two countries, China-Malaysia and China-Indonesia relations have witnessed rapid and comprehensive growth, and started a new chapter of building a community with a shared future. As an important part of bilateral relationship, the mil-to-mil relations have also made positive progress. Sound exchanges and cooperation have been realized in high-level exchanges, joint training and exercises, maritime security, and multilateral coordination under the ASEAN framework. We stand ready to work together with the two militaries to further consolidate strategic mutual trust, strengthen personnel exchanges, extend substantive cooperation, jointly uphold international fairness and justice, work together to implement the Global Security Initiative (GSI) and make joint contributions to peace, stability and prosperity of the region and beyond.

    Question: The first Type 076 amphibious assault ship PLANS Sichuan had its launching and commissioning ceremony recently in Shanghai, which received wide media coverage around the world. According to media of the Taiwan region, the ship has astonishing capabilities for three-dimensional landing operations, and the deployment of the ship would be the most dangerous moment for Taiwan. Some foreign news outlets also claimed that the ship will break regional balance of military power and bring unstable factors. What’s your comment?

    Wu Qian: It is a common practice for countries around the world to develop weapons and equipment in accordance with their national defense requirements. China’s independent development and construction of the Type 076 amphibious assault ship is a normal arrangement consistent with China’s national security needs and the overall development of the PLA Navy. The goal is to safeguard national sovereignty, security and development interests and better protect peace and stability in the region and beyond. The vessel is a new-type amphibious assault ship independently developed by China. It applies electromagnetic catapult and arresting technology, and can carry fixed-wing aircraft, helicopters and amphibious equipment. The ship has strong capabilities for amphibious and far-seas operations. After its launching, the ship will conduct equipment adjustments, mooring trials and sea trials.

    China stays committed to the path of peaceful development and a defense policy that is defensive in nature. The launching of the ship is a normal arrangement in the development of the PLA Navy. It is not targeted at any specific entity, region or country.

    Question: According to media reports, China’s military exchanges with foreign countries witnessed solid progress with many highlights in the year 2024. Please brief us more information.

    Wu Qian: In 2024, officers, soldiers and civilian personnel engaged in military diplomacy carried forward our fine traditions and made innovative efforts in our undertaking, and continued to improve the quality and efficiency of international military cooperation. First, shaping a favorable strategic environment. Staying in line with the directions set by head-of-state diplomacy, the Chinese military maintained close and practical military cooperation with Russia; progressively restored strategic communications and institutionalized dialogues with the US; deepened strategic communications with European countries, and engaged in exchanges with defense authorities and militaries from dozens of other countries. Second, safeguarding national sovereignty and security. We lodged diplomatic representations and released information in a timely way to respond to provocations and violations made by certain countries on the Taiwan question and the South China Sea issue, refuting the wrong words and deeds of relevant parties. Third, expanding multilateral diplomacy. As the host, the Chinese military successfully held the 11th Beijing Xiangshan Forum and the West Pacific Naval Symposium. We also actively participated in multilateral events like the Shangri-La Dialogue and the Defense Ministers’ Meeting of the Shanghai Cooperation Organization to make our voice heard on multilateral stages. Fourth, deepening cooperation on joint training and exercises. For the first time, our troops participated in Exercise Peace Unity in Africa and Exercise Formosa in Brazil, which contributed to regional peace and stability. Fifth, fulfilling the responsibilities of a major country. China’s Blue Helmets (peacekeepers) stayed on their combat posts in war zones; Channel 16 (of the PLAN vessel-protection task forces) remains a code for peace in the Gulf of Aden and waters off the coast of Somalia; the Ark Peace, the PLAN hospital ship provided medical services to people of 13 countries in Asia and Africa; and humanitarian demining courses were organized for Cambodia and Laos. The Chinese military has been taking concrete actions to deliver hope, warmth and strength.

    In the new year, staff for military diplomacy will continuously act on Xi Jinping Thought on Strengthening the Military and Xi Jinping Thought on Diplomacy in promoting military diplomacy. We will uphold the concept of building a community with a shared future for mankind and go all out to achieve the centenary goal of the PLA.

    Question: According to media reports, the Chinese military’s oxygen supply support system for plateau units has achieved initial results in recent years, effectively meeting the oxygen needs of troops stationed at high altitudes. Please provide more information about this.

    Wu Qian: President Xi and the CMC have always cared for the well-being and health of officers and soldiers stationed on the plateau regions, and have paid close attention to the issue of providing them with adequate oxygen supply. In recent years, we have developed a plateau oxygen supply support system covering large areas, establishing permanent storage points and a tiered distribution network. This system ensures that our troops on the plateau have access to oxygen during routine duties and can carry portable oxygen supplies during mobile operations. The transition from using oxygen solely for life-saving purposes to using it for improving health and conducting operations has significantly decreased the incidence of plateau-related diseases and acute altitude sickness among military personnel.

    First, we have constructed more permanent oxygen production and supply stations, and equipped more oxygen generators to high-altitude units, making oxygen supply available at the soldiers’ bedside. Second, mobile oxygen production facilities, like oxygen-generating cabins, have been deployed to mission areas, effectively overcoming the challenge of sustaining oxygen supply in remote locations. Third, portable individual oxygen supply devices have been issued to to troops, allowing for flexible utilization based on mission requirements. Fourth, we have intensified our efforts in technological innovation, initiating multiple projects for the development of new oxygen production and supply equipment.

    It is cold in the border areas, yet the troops there are full of passion. For a long time, border defense troops stationed on the plateau have guarded the borders in extremely harsh conditions, making great sacrifices for the country and the people. Their dedication to the country will never be forgotten, and their well-being always tugs at the heartstrings of the people.

    Question: It is reported that a naval vessel recently rescued a sick fisherman while performing a mission in the waters of Huangyan Dao. Could you please give us more details about it?

    Wu Qian: Recently, a Chinese fisherman on Qiongqionghai 03003, who was fishing near Huangyan Dao, suddenly suffered from gastric bleeding. The replenishment ship Qinghaihu of the PLA Navy, which was operating in the vicinity, promptly responded and transferred the ailing fisherman aboard for initial medical treatment. It then navigated to waters east of Yongxing Dao, where a rescue helicopter from the Sansha Maritime Search and Rescue Sub-center airlifted the fisherman to the People’s Hospital of Sansha City for further treatment. The fisherman has now been discharged from the hospital and is in stable condition. The Chinese military will continue to protect the safety of the people’s lives and property and contribute to peace and stability in the South China Sea.

    Question: According to the “Taiwan Central News Agency”, Lai Ching-te, leader of the Taiwan region recently said that countries like China and Russia threaten the rule-based international order and undermine peace and stability in the Indo-Pacific region and beyond. Therefore, Taiwan needs to continue to raise “defense budget” and enhance “defense capabilities.” What’s your comment?

    Wu Qian: Lai Ching-te and his kind have betrayed their ancestors and what he said was far away from the truth. International documents including the Cairo Declaration and the Potsdam Proclamation have confirmed that the Taiwan region should be returned to China. Such fact is an important part of the post-WWII international order. The victory and outcome of the WWII must be respected and safeguarded. There is no other status of the Taiwan region in the international law than being a part of China.

    The Lai Ching-te administration, in collusion with foreign forces, has been making constant provocations for “Taiwan independence”. It is now the biggest source of chaos that undermines peace and stability across the Taiwan Strait and the Asia Pacific. We warn the Lai Ching-te administration and separatists for “Taiwan independence” that any attempt to seek independence by force is just like holding back the tide with a broom, and will eventually lead to self-destruction. Those seeking “Taiwan independence” will never have a good end. The PLA will spare no effort to fight separatism and promote national reunification. We have full confidence that the Taiwan region will return to the motherland and will have a better future after its return.

    Wu Qian: The Chinese Spring Festival of the Year of the Snake is just around the corner. In Chinese tradition, the snake is a symbol of wisdom and vitality It also implies adapability and the conquering of the unyielding with the yielding.
