    “Tonight, we received devastating news of what can only be described as nothing short of a nightmare.  A plane, traveling to the Nation’s capital from Wichita, KS carrying roughly 60 passengers collided with a Military helicopter. My prayer is that God wraps his arms around each and every victim, and that he continues to be with their families. 
    There’s no words that can make telling this story any easier. I ask the world to join me in praying for Kansas this evening, the first responders, rescue crews,and all those involved in this horrific accident. I have been in contact with local and national authorities asking for answers, and will continue to demand more information on how this unfolded.”

    Today, U.S. Senator Deb Fischer (R-Neb.), a member of the Senate Commerce Committee, questioned Howard Lutnick at the confirmation hearing on his nomination to be Secretary of Commerce. 
    During the hearing, Senator Fischer’s exchange with Lutnick focused on federal spectrum management and its critical role in national security, the impact of retaliatory tariffs on agriculture and manufacturing, the need to expand export markets, preserving critical broadband funding, and strategies to counter threats from China in technology markets.

    On the Role Spectrum Plays in Protecting National Security:
    Senator Fischer: If confirmed, you will lead a massive federal agency across 13 bureaus. And to start with, I want to highlight one that you’ve already heard of—the NTIA. It has critical influence over the U.S. economy and over our security, as well. Among its roles . . . NTIA coordinates spectrum management, ensuring that federal airwaves are being used most effectively. But, as spectrum becomes more scarce, critical federal operations, especially those essential for our national security, have been seen as obstacles. At the onset, I want to make it clear to you that DOD airwaves are not lying dormant and that proposals to clear them would jeopardize our national security.
    We have constellations of DOD satellites that rely on spectrum. Our nuclear command and control relies on spectrum. Advanced fighter aircraft like F-35s rely on spectrum. And we are investing tens of billions of dollars in developing sixth-generation aircraft that will rely on spectrum. We have radar systems on our Navy ships tracking incoming missiles around the world. These allowed us to help defend Israel from over 300 missile and drone attacks last year. They rely on spectrum. I can go on and on, as my colleagues know, but this is all to say that I hope we can work together so that we can come up with a really strong strategy for federal spectrum management in the future.
    On Protecting Nebraska’s Industries From Retaliatory Tariffs:
    Senator Fischer: I’m from Nebraska, and Nebraska’s agricultural and manufacturing industries rely on our strong export markets for our products. You and I talked about trade and about the need under this administration for trade to be front and center. We know that we didn’t see much of that happen in the previous administration. We also know, though sir, that other countries may try to retaliate against our agricultural and our manufacturing industries. So, if confirmed, will you work with your colleagues at other agencies to understand the impact of retaliatory tariffs on agriculture and manufacturing?
    Howard Lutnick: I will.
    On Opportunities To Expand Export Markets:Senator Fischer: Thank you. Can you also talk a little bit about what opportunities you view that are out there so that we can expand certain export markets over the next four years under this administration?
    Howard Lutnick: I think our farmers, ranchers, and fishermen are treated with disrespect.Senator Fischer: Always, the fish.Howard Lutnick: Always, you have to include them. You know, how often do we eat seafood? Come on. So they are treated with disrespect around the world. They are our farmers, our ranchers, and our fishermen are treated with disrespect. The countries take advantage of American kindness, American gratitude, that we used to rebuild the world after the World Wars, and after the Korean War, and after the Vietnam War.
    We need that disrespect to end. And I think tariffs are a way to create reciprocity, to be treated fairly, to be treated appropriately. And I think it will help our farmers, our ranchers, and our fishermen to flourish. And that’s what I expect this administration is going to drive. And that’s why I am honored to serve President Trump in his pursuit of that reciprocity and that fairness, and the end of the disrespect.
    These countries have reliance on the American economy, and they need to start respecting us and respect us now.
    On Understanding the Importance of the BEAD Broadband Program:Senator Fischer: Thank you. You heard about the BEAD funding from Senator Thune and other members of this committee as well. And I hope you will take that to heart and help our states get through some of those regulations that are out there. It has been an impediment to us.
    On Bolstering American Competitiveness Against China:  Senator Fischer: I’d like to talk a little bit here in the last few seconds about technology and competitiveness. I think I have Senator Wicker’s time.
    In previous hearings, this committee has discussed the United States’ AI capabilities and that we are in a dead heat with China. This week, we heard about DeepSeek, and I think it’s having us to examine kind of where we are right now with that.
    If confirmed, given the Commerce Department’s breadth of influence on that issue, how will you address different threats that we see coming from the CCP within these information and technology markets?Howard Lutnick: I take a very jaundiced view of China. I think they only care about themselves and seek to harm us. We need to protect ourselves, we need to drive our innovation forward, and we need to stop helping them.
    Open platforms—Meta’s open platform, let DeepSeek rely on it. Nvidia’s chips, which they bought tons of and they found their ways around it, drive their DeepSeek model. It’s got to end.
    If they are going to compete with us, let them compete, but stop using our tools to compete with us. So I’m going to be very strong on that. I am thrilled to oversee BIS and I’m thrilled to coordinate and empower BIS with tariffs that will improve the strength.   • MIL-OSI Security: Defend the base: 51st SFS and Army integrate during BH 25-2

    Airmen from the 51st Security Forces Squadron trained alongside soldiers from the U.S. Army Correctional Facility-Korea, 94th Military Police Battalion during Beverly Herd 25-2 at Osan Air Base, Republic of Korea Jan. 27, 2029. 

    Beverly Herd exercises are held throughout the year and designed to test the wing’s ability to survive and operate in a contested environment on the Korean Peninsula. 

    Integrating with joint partners during wing exercises helps foster relations and allows the two services to share tactics, techniques and procedures.

  • MIL-OSI Security: 3d LAAB’s Inaugural MADIS Live-Fire

    POHAKULOA TRAINING AREA, Hawaii  –  

    U.S. Marines with 3d Marine Littoral Regiment, 3d Marine Division, conducted a counter unmanned aerial system live-fire training event utilizing the Marine Air Defense Integrated System – a ground-based air defense capability, on January 25, 2025, to commemorate the addition of the MADIS and the months of operational testing and evaluation required to field this new weapon system.

    Lt. Col. Matthew E. Sladek, Commanding Officer, 3d Littoral Anti-Air Battalion, stated, “The fielding of the Marine Air Defense Integrated System to the Marines of 3d Littoral Anti-Air Battalion is the culmination of years of tireless work from government and industry teammates across the country. The delivery of the critical capabilities the system provides to 3d Littoral Anti-Air Battalion and by extension 3d Marine Littoral Regiment, makes the stand-in-force more survivable and lethal in the conduct of contested littoral operations against emerging aerial threats. As a career Low Altitude Air Defender Marine, it is truly amazing to have watched the Marine Air Defense Integrated System transition from an idea to a capability and with it, the modernization of Marine Corps short range air defense capabilities. Now the real work begins.”

    The MADIS is operated by the Marines of 3d LAAB’s Ground-Based Air Defense Battery. Giving low-altitude air defense Marines the ability to detect, track, identify, and engage various unmanned aerial systems with various missiles, air-to-air launchers, chain guns, machine guns, and simulated munitions – all of which are part of the MADIS weapon system.

    The MADIS live-fire event marked the first time this weapon system has been fired on a Hawaiian island since it’s fielding in December. Attendees were able ask questions to commanders and subject matter experts about the fielding process and the operational value of the system. Training with the MADIS reinforces the Marine Corps’ threat-informed, concept-based approach to Force Design and modernization, and 3d MLR’s support to allies and partners in the Indo-Pacific region.

    Col. John G. Lehane, Commanding Officer, 3d MLR, emphasized the importance of the MADIS capability, stating, “Fielding of MADIS to the 3d Marine Littoral Regiment enhances our collective lethality, and provides remarkable tactical flexibility given them system’s reach, range and mobility. We are really excited to have this capability added to our already robust ability to coordinate air and missile defense actions, as it adds an organic layer to defeat a would-be adversary’s ability to attack our formations.”

    The addition of the MADIS – a highly mobile, short-range, surface-to-air defense weapon – provides 3d MLR an enhanced air and missile defense capability. A key component of the Marine Corps’ Force Design initiative, the mobile MADIS weapons system increases 3d MLR’s tactical flexibility by extending the range of the airspace which 3d MLR is able to sense and defend without support from the Joint Force.

    3d Marine Littoral Regiment is a dedicated U.S. Marine Corps unit specializing in amphibious and littoral warfare operations.   • MIL-OSI Security: Arctic Angels Rehearse MEDEVAC Operations Ahead of JPMRC 25-02

    FORT GREELY, Alaska  –  

    In the frigid early morning on the Alaskan frontier, the 25th Brigade Support Battalion, 1st Infantry Brigade Combat Team, and the 1-52nd General Support Aviation Battalion, Arctic Aviation Command, both of the 11th Airborne Division, conducted a medical evacuation rehearsal ahead of Joint Pacific Multinational Readiness Center 25-02, near Delta Junction, Alaska, Jan. 18, 2025.

    The MEDEVAC rehearsal comes only days before the start of JPMRC 25-02, the Army’s newest Combat Training Center, focusing on Large Scale Combat Operations in remote and extreme Arctic winter conditions, where the ability to reach and treat casualties is key.

    “Rehearsal is very important,” said 2nd Lt. Allen Sanchez, a platoon leader assigned to Charlie Company, 25th Brigade Support Battalion, 1st Infantry Brigade Combat Team, 11th Airborne Division. “We have to practice our skills because, at the end of the day, we have to be prepared for things that may change in real-life situations.”

    The Donnelly Training Area and its extreme cold temperatures, high winds and ever-changing conditions presents challenges, but learning to operate in that environment is vital for building soldiers that live up to the division’s motto: Arctic tough.

    “This rehearsal is essential because we are in an Arctic environment, where resources are limited,” said Spc. Brandon Martinez Segura, a combat medic assigned to Charlie Company, 25th BSB, 1st IBCT, 11th Airborne Division. “So we need to practice getting all casualties out of this environment and to safety.”

    With mere hours of daylight during the winter months, rehearsing in darkness is nearly unavoidable, but is critical to ensuring combat medics are prepared to treat any injury, no matter the conditions.

    “It is crucial that we practice how to properly aid a patient in the cover of night; we hope to gain experience and learn from our mistakes,” Sanchez said.

    WASHINGTON, DC—This week, after Secretary of Defense Pete Hegseth revoked the security detail for retired General Mark Milley, the Chairman of the Joint Chiefs of Staff from 2019-2023, and initiated a series of punitive actions against him, U.S. Senator Jack Reed (D-RI), the Ranking Member of the Senate Armed Services Committee, issued the following statement:
    “General Milley and other former Trump Administration officials continue to face credible, deadly threats from Iran because they carried out President Trump’s order to kill Iranian General Soleimani. It is unconscionable and recklessly negligent for President Trump and Secretary Hegseth to revoke General Milley’s security detail for their own political satisfaction. The Administration has placed Milley and his family in grave danger, and they have an obligation to immediately restore his federal protection.
    “Indeed, just months ago President Biden said that a foreign assassination attempt against then-candidate Trump would be an “act of war.” Do President Trump and Republicans—who celebrated the Soleimani strike—not believe that U.S. military servicemembers deserve the same protection?”
    The Director of National Intelligence’s most recent unclassified annual threat assessment includes the following finding: Iran seeks to target former and current U.S. officials as retaliation for the killing of Islamic Revolutionary Guard Corps (IRGC)-Qods Force Commander Qasem Soleimani in January 2020, and previously has attempted to conduct lethal operations in the United States.

    WASHINGTON, DC – Today, after the Senate Appropriations Committee fully organized, U.S. Senator Jack Reed (D-RI) announced his full slate of committee and subcommittee assignments for the 119th Congress. 
    Senator Reed will continue serving on four ‘A’ committees: Armed Services; Appropriations; Banking, Housing, and Urban Affairs; and the Select Committee on Intelligence.  These assignments include two of the three ‘Super A’ Committees: Armed Services and Appropriations.
    Senator Reed will serve as Ranking Member of the Senate Armed Services Committee (SASC) and as the Ranking Member of the Appropriations Subcommittee on Financial Services and General Government (FSGG), which has jurisdiction over a diverse group of agencies responsible for regulating the financial and telecommunications industries; collecting taxes and providing taxpayer assistance; providing small business assistance; overseeing the White House and judicial branch operations, and the District of Columbia; construction and management of federal buildings; and overseeing the Federal workforce.

    ARMED SERVICES COMMITTEE
    Senator Reed is the Ranking Member of the powerful Senate Armed Services Committee, which is responsible for overseeing the U.S. Department of Defense (DOD), military services operating across the domains of land, sea, air, cyberspace, and space, and all DOD agencies, including their budgets and policies, and national security aspects of nuclear energy.  Each year, SASC is tasked with producing and passing the National Defense Authorization Act (NDAA).
    In 2024, under Reed’s leadership as SASC Chairman, Congress passed the fiscal year 2025 National Defense Authorization Act (NDAA), which authorized $883.7 billion for the U.S. Department of Defense (DOD) and the national security programs of the U.S. Department of Energy.  The NDAA offers a blueprint to equip, supply, and train U.S. forces; provide for military families; and strengthen oversight of the Defense Department and military programs. The defense industry is a high-tech sector that contributes to Rhode Island’s economic growth, generates good-paying jobs, and has been a resilient segment of the state’s economy. According to the latest Rhode Island data, the defense industry generated over $4.3 billion in annual economic impact for Rhode Island and a total employment share of 6.2 percent of the state’s workforce.
    In addition to his leadership on the Armed Services Committee, Reed is also a member of the Appropriations Subcommittee on Defense, which provides him with additional oversight responsibilities in determining how defense dollars are spent.
    APPROPRIATIONS COMMITTEE
    Senator Reed will continue to serve as Rhode Island’s only member of the powerful Appropriations Committee, which controls the funding of the federal government.
    Senator Reed is the third most senior Democrat on the Appropriations Committee.  He works tirelessly to direct federal funding to the Ocean State to create jobs, strengthen infrastructure, and support economic and community development initiatives.
    Senator Reed will give up his leadership post on the Subcommittee on the Legislative Branch in order to help lead the Financial Services and General Government Subcommittee. 
    The FSGG subcommittee drafts the spending plan and oversees annual funding for financial-related agencies including the U.S. Department of Treasury; the Securities and Exchange Commission (SEC); and the Internal Revenue Service (IRS).  It is responsible for funding the Executive Office of the President and federal election security initiatives.  The panel also has jurisdiction over two dozen key agencies and programs that have a direct impact on Rhode Island, including:
    – The U.S. Small Business Administration (SBA), which supports local entrepreneurs and small businesses with outreach and loans and also provides loans following federally-declared disasters.
    – The Federal Trade Commission (FTC), which helps ensure competition in broad sectors of the economy and helps protect consumers from false advertising and business practices.
    – The Federal Communications Commission (FCC), which has jurisdiction over telecommunications and broadband matters.
    – The Office of National Drug Control Policy (ONDCP), which provides funding for High Intensity Drug Trafficking Areas nationwide and to Rhode Island.
    – The Federal Election Commission (FEC), with has jurisdiction over federal campaign finance laws.
    – The General Services Administration (GSA), which manages federal properties in Rhode Island and nationwide.
    – The Community Development Financial Institutions (CDFI) Fund which provides hundreds of millions annually to generate economic growth in local communities and provide access to credit and technical assistance to underserved areas.
    Additionally, Senator Reed will serve on five other Appropriations Subcommittees: Commerce, Justice, Science, and Related Agencies (CJS); Defense; Labor, Health and Human Services, Education, and Related Agencies (Labor-H); Military Construction, Veterans Affairs, and Related Agencies (MilCon-VA); and Transportation, Housing, and Urban Development (THUD).
    BANKING, HOUSING & URBAN AFFAIRS
    A champion of affordable housing, consumer protection, and mass-transit, Senator Reed will continue serving as a key member of the Banking, Housing & Urban Affairs Committee, which has broad oversight over our nation’s financial institutions, capital markets, consumer finance, monetary policy, and housing and mass-transit programs. 
    Senator Reed is the most senior Democratic member of the panel, but Senate rules dictate that members may only serve atop one full committee at a time.
    Senator Reed has used his Banking Committee post to author Wall Street reform and consumer protection laws, including his ‘warrants law,’ which forced the return of over $10 billion dollars to taxpayers.  He also successfully urged the U.S. Securities and Exchange Commission (SEC) to focus greater attention on climate risk disclosures for public companies.  The committee also oversees federal housing policy and authorizes mass-transit investments, and Senator Reed used his role on the committee led to create two affordable housing funds: the Housing Trust Fund and the Capital Magnet Fund.
    It was Senator Reed’s leadership on the Banking, Housing, and Urban Affairs Committee, coupled with his work on the Appropriations Committee, that earned him a spot as one of twenty members of the bipartisan working group that was tasked with developing the CARES Act (Public Law No. 116-136).  Senator Reed was the driving force behind the successful effort to create the $150 billion Coronavirus Relief Fund (CRF) in the CARES Act and successfully secured a small state minimum of $1.25 billion in the law.  Senator Reed continues to play an active role in pushing legislation to direct additional federal funds to states and local governments to help save lives and address the economic impact caused by the pandemic.
    As America faces an affordable housing crisis, which worsened during the pandemic, Senator Reed will play a key role in providing relief for renters and homeowners, and helping to revitalize communities by expanding the supply of affordable housing. Reed will also use his seat on this committee to boost mass-transit infrastructure in order to help connect communities and more Americans to jobs and economic opportunity.
    Senator Reed will serve on three key Banking subcommittees: Economic Policy; Financial Institutions and Consumer Protection; and Securities, Insurance, and Investment.
    INTELLIGENCE COMMITTEE
    By virtue of his leadership of the Senate Armed Services Committee, Reed is also an ex officio member of the high-profile Senate Select Committee on Intelligence, which oversees the U.S. Intelligence Community.  As an ex officio member of the panel, Senator Reed regularly participates in open and closed-door briefings and hearings with top intelligence officials from the Office of the Director of National Intelligence (ODNI), the Central Intelligence Agency (CIA), the Defense Intelligence Agency (DIA), and the National Security Agency (NSA), but he does not vote in committee.
    The Intelligence Committee was established in 1976 to oversee the range of civilian and military agencies and departments that make up the U.S. Intelligence Community, and has wide influence over U.S. national security and foreign policy.
    The President of the United States is required by law to ensure that the Intelligence Committee is kept “fully and currently informed” of intelligence activities.  As a result, U.S. intelligence agencies must notify the Committee of its activities, including covert actions.

  • MIL-OSI New Zealand: Hawke’s Bay patients to benefit from new and improved radiology and cancer treatment services

    Enabling works have begun this week on an expanded radiology unit at Hawke’s Bay Fallen Soldiers’ Memorial Hospital which will double CT scanning capacity in Hawke’s Bay to ensure more locals can benefit from access to timely, quality healthcare, Health Minister Simeon Brown says. This investment of $29.3m in the Hawke’s Bay Radiology Refurbishment and Expansion Project is made possible due to the Government’s record $16.68 billion investment in health. It will result in a doubling in CT scan capacity, a new MRI scanner, and enable cancer specialist cancer treatment with a new Linear Accelerator (LINAC) machine at Hawke’s Bay Hospital. 
    This investment will deliver:  

    Faster cancer treatment – The new MRI and additional CT scanner will increase capacity and reduce wait times for patients needing a scan to diagnose cancer, or assist in a decision to treat, from 5 weeks to 2 weeks.
    Shorter stays in emergency departments – CT scans required for emergency patients will be able to be performed faster by transferring the cancer and routine work to the additional scanner. This will support much faster flow through the Emergency Department. 
    Shorter wait times for first specialist appointments – The additional scanning capacity will also enable more imaging prior to specialist assessments, making the process faster and more efficient. This will also reduce outsourcing volumes.
    Shorter wait times for elective treatment – Additional scan capacity will provide faster imaging that supports the decision to treat, making the process faster and more efficient.
    Easier access to treatment – An estimated 500 fewer people will need to travel outside the province for specialist treatment due to the purchasing of a new LINAC machine. 

    “As we know, thousands of New Zealanders and their families are affected by cancer every year. Having more access to radiology services in Hawke’s Bay will mean shorter wait times and faster treatments,” Mr Brown says. “This investment will mean a doubling of scanning capacity, with a new CT scanner being able to deliver a further 6,000 – 10,000 scans per year. “The Government also welcomes Health New Zealand’s decision to invest a further $37.2 million project for the provision of a LINAC machine in Hawke’s Bay. “Linear Accelerators are critical to treating cancers using radiation treatment. The new machine will mean a significant improvement in access for Hawke’s Bay residents.“This will be the first publicly available LINAC for the district, meaning people can access radiation treatment closer to home. It’s expected that 500 people per year will be able to avoid having to travel for treatment because of this investment.“Linear Accelerator services will also be future proofed with a second bunker being constructed, so a second LINAC machine can be installed in the future as required.” Enabling works will commence this week on the Radiology Refurbishment and Expansion Project, and will see services expand into the building next door to its current space. Stage 1 of the Radiology Refurbishment and Expansion is expected to be completed by end of 2025, with Stage 2 mid 2027.

    Letter Calls on State Department to Restart Program Providing Basic Services to Refugees, Including Afghan Allies Who Supported U.S. Troops
    WASHINGTON, D.C. — Today, U.S. Senator Alex Padilla (D-Calif.), Ranking Member of the Senate Judiciary Subcommittee on Immigration, Citizenship, and Border Safety, Senator Dick Durbin (D-Ill.), Ranking Member of the Senate Judiciary Committee, Representative Jamie Raskin (D-Md.-08), Ranking Member of the House Judiciary Committee, and Representative Pramila Jayapal (D-Wash.-07), Ranking Member of the Subcommittee on Immigration Integrity, Security, and Enforcement, urged U.S. Secretary of State Marco Rubio to immediately restore vital services for refugees already resettled in the United States. The letter comes after the State Department abruptly halted services for refugees last week, despite the fact that resettlement agencies are vital in helping refugees settle into their new homes and contribute to the U.S. economy and to their communities.
    “This unprecedented order threatens to deprive refugees already in the United States of the vital assistance known as Reception and Placement (R&P) services, which help them during their first three months in the United States as they rebuild their lives here,” wrote the lawmakers.
    “We also call on you to do everything in your power to swiftly resume refugee processing and admissions—and restore this life-saving humanitarian program that advances U.S. security, foreign policy work, and diplomatic interests,” continued the lawmakers.
    Since the start of Fiscal Year 2025, more than 32,000 refugees have arrived through the U.S. Refugee Admissions Program (USRAP), thousands of whom remain eligible for R&P services. These refugees were forced to flee their home countries to escape war or persecution and were deemed eligible to resettle in the United States after undergoing thorough vetting. These services also provide temporary assistance to the approximately 10,000 Afghan nationals who are in the United States on Special Immigrant Visas (SIV), which they received after risking their lives to assist U.S. troops and U.S. government efforts in Afghanistan. These SIVs also remain eligible for such benefits.
    The stop work orders undermine legal obligations that the State Department has entered into through its contracts with U.S.-based and intergovernmental organizations, increasing newly arrived refugees’ vulnerability to homelessness and food insecurity at a time when they still have no lifeline for support. The R&P program covers basic needs like rent, food, and clothes in the first few months after arrival, providing core services for refugees who often resettle with nothing more than the clothes on their backs. Suspending R&P services causes undue, unnecessary suffering and hardship, while breaking a promise the United States made to refugees and Afghan allies after approving them for resettlement in America.

    Dear Secretary Rubio:
    Congratulations on your confirmation and extraordinary new position.
    We write as the Ranking Members of the House and Senate Judiciary Committees and Immigration Subcommittees.  We urge you to immediately revoke the stop work orders that the Department issued on January 24, 2025, to the 10 national resettlement agencies that provide services to refugees who were forced to flee their home countries in order to escape war or persecution and were deemed eligible to resettle in the United States after undergoing thorough vetting.  This unprecedented order threatens to deprive refugees already in the United States of the vital assistance known as Reception and Placement (R&P) services, which help them during their first three months in the United States as they rebuild their lives here.

    Furthermore, the stop work orders are purportedly being issued as part of the Administration’s 90-day moratorium on “foreign development assistance.”  But the R&P program is not “foreign development assistance” by any stretch of the imagination.  R&P dollars are spent on refugees in the United States, to facilitate their entry and assimilation into our country.  By accessing the minimal but critical support services offered through the R&P program, refugees build a foundation for a successful new life in America.
    These actions are particularly troubling given your previous support for the refugee program.  In August 2019, you joined a letter addressed to the Trump Administration in strong support of the refugee resettlement program. You also led the World Refugee Day Resolution in 2015. In support of the World Refugee Day Resolution, you stated: “Recent conflicts and persecution, especially religious persecution, have resulted in the largest number of displaced persons since World War II. The U.S. must continue to lead on this issue and work to ensure that refugees who flee war, torture and persecution are provided safe environments to live and thrive in.”
    These harmful stop work orders follow the President’s Executive Order on “Realigning the United States Refugee Admissions Program,” suspending the USRAP and grinding refugee processing and admissions to a halt, effective January 27, 2025.  Beyond its powerful humanitarian logic, the U.S. resettlement program is a vital tool for advancing U.S. foreign policy and diplomatic interests.  The sudden suspension of activities related to the program 24 hours later, even before the Executive Order’s effective date, threatens global security and countless lives.
    During your confirmation hearing, you said: “Every dollar we spend, every program we fund and every policy we pursue must be justified with the answer to three simple questions: Does it make America safer? Does it make America stronger? Does it make America more prosperous?” Unequivocally, the U.S. resettlement program does all three.  Welcoming refugees and newcomers makes America safer and stronger.  The United States has welcomed refugees, including Albert Einstein, Madeleine Albright, Gloria Estefan, Sergey Brin, and Wyclef Jean, among many others, who enrich who we are as a nation.  A record number of community supporters have worked alongside resettlement agencies to welcome, sponsor, and support refugees and Afghan SIVs upon their arrival to the United States.  The federal government found that over a 15-year period, refugees and asylees contributed over $123 billion to the U.S. economy, including a $31.5 billion net benefit to the federal government. Our assistance to refugees strengthens America.
    Therefore, we urge you to reverse course by excluding or granting a waiver to the R&P program from the definition of “foreign development assistance,” as used in the President’s Executive Order on “Reevaluating and Realigning United States Foreign Aid,” revoking the stop work orders, and permitting a resumption in R&P services for all eligible populations, including refugees and certain SIVs.
    We also call on you to do everything in your power to swiftly resume refugee processing and admissions—and restore this life-saving humanitarian program that advances U.S. security, foreign policy work, and diplomatic interests.

  • MIL-OSI Security: Union County Man Sentenced To 57 Months In Prison For Stolen Vehicles Conspiracy

    NEWARK, N.J. – A Union County, New Jersey man was sentenced to 57 months in prison for his role in a conspiracy to receive, retitle, and “re-VIN” stolen vehicles, Acting U.S. Attorney Vikas Khanna announced.

    Nathaniel Bell, 27, of Linden, New Jersey, previously pleaded guilty before Senior U.S. District Judge Stanley R. Chesler to a seven-count information charging him with one count of conspiracy to receive stolen vehicles, five counts of altering or removing motor vehicle identification numbers (VINs) and one count of transportation of stolen vehicles.

    According to documents filed in this case and statements made in court:

    Bell was the leader of a criminal conspiracy that obtained stolen vehicles from New Jersey, New York, Florida, and other states, obtained fraudulent titles for the stolen vehicles, and altered vehicle identification numbers to conceal the fact that the vehicles were stolen. Bell and his co-conspirators then sold the stolen cars to dealerships or individual purchasers so they could make a profit. In at least two instances, the co-conspirators sold a stolen car to an individual purchaser and then stole it back so they could sell it again. Bell also knowingly altered or removed the VIN numbers on five vehicles and knowingly transported a stolen vehicle between New York and New Jersey.

    In addition to the prison term, Judge Chesler sentenced Bell to three years of supervised release and ordered him to pay restitution.

    Bell’s co-conspirators, Johnathan Tanksley, 31, of Orange; L’Hubermane Felix, 25, of Miami, Florida; and Dayanna Sarango-Hidalgo, 29, of Newark, have all pleaded guilty to conspiracy to receive stolen vehicles. Felix was previously sentenced to 24 months in prison. Tanksley and Sarango-Hidalgo await sentencing.

    Acting U.S. Attorney Khanna credited special agents of the FBI, under the direction of Acting Special Agent in Charge Terence G. Reilly in Newark, with the investigation that led to the sentencing.     Today, Secretary of Defense Pete Hegseth published a memorandum to reinforce that the Department of Defense (DoD) has an obligation to the American public to ensure their sons and daughters serve under the best leadership we can provide them. Doing so is a national security imperative. A foundational tenet of the DoD must always be that the most qualified individuals are placed in positions of responsibility in accordance with merit-based, color-blind policies.

  • MIL-OSI USA News: Ending Radical Indoctrination in K-12 Schooling

    By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered: 

    Section 1.  Purpose and Policy.  Parents trust America’s schools to provide their children with a rigorous education and to instill a patriotic admiration for our incredible Nation and the values for which we stand.  
    In recent years, however, parents have witnessed schools indoctrinate their children in radical, anti-American ideologies while deliberately blocking parental oversight.  Such an environment operates as an echo chamber, in which students are forced to accept these ideologies without question or critical examination.  In many cases, innocent children are compelled to adopt identities as either victims or oppressors solely based on their skin color and other immutable characteristics.  In other instances, young men and women are made to question whether they were born in the wrong body and whether to view their parents and their reality as enemies to be blamed.  These practices not only erode critical thinking but also sow division, confusion, and distrust, which undermine the very foundations of personal identity and family unity.

    Imprinting anti-American, subversive, harmful, and false ideologies on our Nation’s children not only violates longstanding anti-discrimination civil rights law in many cases, but usurps basic parental authority.  For example, steering students toward surgical and chemical mutilation without parental consent or involvement or allowing males access to private spaces designated for females may contravene Federal laws that protect parental rights, including the Family Educational Rights and Privacy Act (FERPA) and the Protection of Pupil Rights Amendment (PPRA), and sex-based equality and opportunity, including Title IX of the Education Amendments of 1972 (Title IX).  Similarly, demanding acquiescence to “White Privilege” or “unconscious bias,” actually promotes racial discrimination and undermines national unity.

    My Administration will enforce the law to ensure that recipients of Federal funds providing K-12 education comply with all applicable laws prohibiting discrimination in various contexts and protecting parental rights, including Title VI of the Civil Rights Act of 1964 (Title VI), 42 U.S.C. 2000d et seq.; Title IX, 20 U.S.C. 1681 et seq.; FERPA, 20 U.S.C. 1232g; and the PPRA, 20 U.S.C. 1232h.

    Sec. 2.  Definitions.  As used herein:
    (a)  The definitions in the Executive Order “Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government” (January 20, 2025) shall apply to this order.
    (b)  “Discriminatory equity ideology” means an ideology that treats individuals as members of preferred or disfavored groups, rather than as individuals, and minimizes agency, merit, and capability in favor of immoral generalizations, including that: 
    (i)     Members of one race, color, sex, or national origin are morally or inherently superior to members of another race, color, sex, or national origin; 
    (ii)    An individual, by virtue of the individual’s race, color, sex, or national origin, is inherently racist, sexist, or oppressive, whether consciously or unconsciously; 
    (iii)   An individual’s moral character or status as privileged, oppressing, or oppressed is primarily determined by the individual’s race, color, sex, or national origin; 
    (iv)    Members of one race, color, sex, or national origin cannot and should not attempt to treat others without respect to their race, color, sex, or national origin; 
    (v)     An individual, by virtue of the individual’s race, color, sex, or national origin, bears responsibility for, should feel guilt, anguish, or other forms of psychological distress because of, should be discriminated against, blamed, or stereotyped for, or should receive adverse treatment because of actions committed in the past by other members of the same race, color, sex, or national origin, in which the individual played no part; 
    (vi)    An individual, by virtue of the individual’s race, color, sex, or national origin, should be discriminated against or receive adverse treatment to achieve diversity, equity, or inclusion; 
    (vii)   Virtues such as merit, excellence, hard work, fairness, neutrality, objectivity, and racial colorblindness are racist or sexist or were created by members of a particular race, color, sex, or national origin to oppress members of another race, color, sex, or national origin; or
    (viii)  the United States is fundamentally racist, sexist, or otherwise discriminatory.
    (c)  “Educational service agency” (ESA) has the meaning given in 20 U.S.C. 1401(5), and the terms “elementary school,” “local educational agency” (LEA), “secondary school,” and “state educational agency” (SEA) have the meanings given in 34 C.F.R. 77.1(c).
    (d)  “Patriotic education” means a presentation of the history of America grounded in: 
    (i)    an accurate, honest, unifying, inspiring, and ennobling characterization of America’s founding and foundational principles; 
    (ii)   a clear examination of how the United States has admirably grown closer to its noble principles throughout its history; 
    (iii)  the concept that commitment to America’s aspirations is beneficial and justified; and
    (iv)   the concept that celebration of America’s greatness and history is proper.
    (e)  “Social transition” means the process of adopting a “gender identity” or “gender marker” that differs from a person’s sex.  This process can include psychological or psychiatric counseling or treatment by a school counselor or other provider; modifying a person’s name (e.g., “Jane” to “James”) or pronouns (e.g., “him” to “her”); calling a child “nonbinary”; use of intimate facilities and accommodations such as bathrooms or locker rooms  specifically designated for persons of the opposite sex; and participating in school athletic competitions or other extracurricular activities specifically designated for persons of the opposite sex.  “Social transition” does not include chemical or surgical mutilation.

    Sec. 3.  Ending Indoctrination Strategy.  (a)  Within 90 days of the date of this order, to advise the President in formulating future policy, the Secretary of Education, the Secretary of Defense, and the Secretary of Health and Human Services, in consultation with the Attorney General, shall provide an Ending Indoctrination Strategy to the President, through the Assistant to the President for Domestic Policy, containing recommendations and a plan for:
    (i)   eliminating Federal funding or support for illegal and discriminatory treatment and indoctrination in K-12 schools, including based on gender ideology and discriminatory equity ideology; and
    (ii)  protecting parental rights, pursuant to FERPA, 20 U.S.C. 1232g, and the PPRA, 20 U.S.C. 1232h, with respect to any K-12 policies or conduct implicated by the purpose and policy of this order.
    (b)  The Ending Indoctrination Strategy submitted under subsection (a) of this section shall contain a summary and analysis of the following:
    (i)    All Federal funding sources and streams, including grants or contracts, that directly or indirectly support or subsidize the instruction, advancement, or promotion of gender ideology or discriminatory equity ideology:
    (A)  in K-12 curriculum, instruction, programs, or activities; or 
    (B)  in K-12 teacher education, certification, licensing, employment, or training; 
    (ii)   Each agency’s process to prevent or rescind Federal funds, to the maximum extent consistent with applicable law, from being used by an ESA, SEA, LEA, elementary school, or secondary school to directly or indirectly support or subsidize the instruction, advancement, or promotion of gender ideology or discriminatory equity ideology in: 
    (A)  K-12 curriculum, instruction, programs, or activities; or 
    (B)  K-12 teacher certification, licensing, employment, or training; 
    (iii)  Each agency’s process to prevent or rescind Federal funds, to the maximum extent consistent with applicable law, from being used by an ESA, SEA, LEA, elementary school, or secondary school to directly or indirectly support or subsidize the social transition of a minor student, including through school staff or teachers or through deliberately concealing the minor’s social transition from the minor’s parents.
    (iv)   Each agency’s process to prevent or rescind Federal funds, to the maximum extent consistent with applicable law, from being used by an ESA, SEA, LEA, elementary school, or secondary school to directly or indirectly support or subsidize:
    (A)  interference with a parent’s Federal statutory right to information regarding school curriculum, records, physical examinations, surveys, and other matters under the PPRA or FERPA; or 
    (B)  a violation of Title VI or Title IX; and
    (v)    A summary and analysis of all relevant agency enforcement tools to advance the policies of this order.
        (c)  The Attorney General shall coordinate with State attorneys general and local district attorneys in their efforts to enforce the law and file appropriate actions against K-12 teachers and school officials who violate the law by:
    (i)    sexually exploiting minors; 
    (ii)   unlawfully practicing medicine by offering diagnoses and treatment without the requisite license; or
    (iii)  otherwise unlawfully facilitating the social transition of a minor student.
    (d)  The Assistant to the President for Domestic Policy shall regularly convene the heads of the agencies tasked with submitting the Ending Indoctrination Strategy under subsection (a) of this section to confer regarding their findings, areas for additional investigation, the modification or implementation of their respective recommendations, and such other policy initiatives or matters as the President may direct.
     
    Sec. 4.  Reestablishing the President’s Advisory 1776 Commission and Promoting Patriotic Education.  (a)  The President’s Advisory 1776 Commission (“1776 Commission”), which was created by Executive Order 13958 of November 2, 2020, to promote patriotic education, but was terminated by President Biden in Executive Order 13985 of January 20, 2021, is hereby reestablished.  The purpose of the 1776 Commission is to promote patriotic education and advance the purposes stated in section 1 of Executive Order 13958, as well as to advise and promote the work of the White House Task Force on Celebrating America’s 250th Birthday (“Task Force 250”) and the United States Semiquincentennial Commission in their efforts to provide a grand celebration worthy of the momentous occasion of the 250th anniversary of American Independence on July 4, 2026.
    (b)  Within 120 days of the date of this order, the Secretary of Education shall establish the 1776 Commission in the Department of Education.
    (c)  The 1776 Commission shall be composed of not more than 20 members, who shall be appointed by the President for a term of 2 years.  The 1776 Commission shall be made up of individuals from outside the Federal Government with relevant experience or subject-matter expertise.  
    (d)  The 1776 Commission shall have a Chair or Co-Chairs, at the President’s discretion, and a Vice Chair, who shall be designated by the President from among the Commission’s members.  An Executive Director, designated by the Secretary of Education in consultation with the Assistant to the President for Domestic Policy, shall coordinate the work of the 1776 Commission.  The Chair (or Co-Chairs) and Vice Chair shall work with the Executive Director to convene regular meetings of the 1776 Commission, determine its agenda, and direct its work, consistent with this order.
    (e)  The 1776 Commission shall:
    (i)    facilitate the development and implementation of a “Presidential 1776 Award” to recognize student knowledge of the American founding, including knowledge about the Founders, the Declaration of Independence, the Constitutional Convention, and the great soldiers and battles of the American Revolutionary War;
    (ii)   in coordination with the White House Office of Public Liaison, coordinate bi-weekly lectures regarding the 250th anniversary of American Independence that are grounded in patriotic education principles, which shall be broadcast to the Nation throughout calendar year 2026; 
    (iii)  upon request, advise executive departments and agencies regarding their efforts to ensure patriotic education is appropriately provided to the public at national parks, battlefields, monuments, museums, installations, landmarks, cemeteries, and other places important to the American founding and American history, as appropriate and consistent with applicable law; 
    (iv)   upon request, offer advice and recommendations to, and support the work of Task Force 250 and the United States Semiquincentennial Commission regarding their plans to celebrate the 250th anniversary of American Independence; and
    (v)    facilitate, advise upon, and promote private and civic activities nationwide to increase public knowledge of and support patriotic education surrounding the 250th anniversary of American Independence, as appropriate and consistent with applicable law.
    (f)  The Department of Education shall provide funding and administrative support for the 1776 Commission, to the extent permitted by law and subject to the availability of appropriations.
    (g)  Members of the 1776 Commission shall serve without compensation but, as approved by the Department of Education, shall be reimbursed for travel expenses, including per diem in lieu of subsistence, as authorized by law for persons serving intermittently in the Government service (5 U.S.C. 5701-5707).
    (h)  Insofar as chapter 10 of title 5, United States Code (commonly known as the Federal Advisory Committee Act), may apply to the 1776 Commission, any functions of the President under that Act, except that of reporting to the Congress, shall be performed by the Secretary of Education, in accordance with the guidelines issued by the Administrator of General Services.
    (i)  The 1776 Commission shall terminate 2 years from the date of this order, unless extended by the President. 

    Sec. 5.  Additional Patriotic Education Measures.  (a)  All relevant agencies shall monitor compliance with section 111(b) of title I of Division J of Public Law 108-447, which provides that “[e]ach educational institution that receives Federal funds for a fiscal year shall hold an educational program on the United States Constitution on September 17 of such year for the students served by the educational institution,” including by verifying compliance with each educational institution that receives Federal funds.  All relevant agencies shall take action, as appropriate, to enhance compliance with that law. 
    (b)  All relevant agencies shall prioritize Federal resources, consistent with applicable law, to promote patriotic education, including through the following programs:
    (i)    the Department of Education’s American History and Civics Academies and American History and Civics Education-National Activities programs; 
    (ii)   the Department of Defense’s National Defense Education Program and Pilot Program on Enhanced Civics Education; and
    (iii)  the Department of State’s Bureau of Educational and Cultural Affairs and Fulbright, U.S. Speaker, and International Visitor Leadership programs, as well as the American Spaces network.

    Sec. 6.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect: 
    (i)   the authority granted by law to an executive department or agency, or the head thereof; or 
    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

  • MIL-OSI USA News: Expanding Educational Freedom and Opportunity for Families

    By the authority vested in me as President by the Constitution and the laws of the United States of America, and to improve the education, well-being, and future success of America’s most prized resource, her young citizens, it is hereby ordered:

    Section 1.  Purpose.  Parents want and deserve the best education for their children.  But too many children do not thrive in their assigned, government-run K-12 school.  According to this year’s National Assessment of Educational Progress (NAEP), 70 percent of 8th graders were below proficient in reading, and 72 percent were below proficient in math.  Moreover, geographically based school assignments exacerbate the cost of housing in districts with preferred schools, straining the finances of millions of American families sacrificing for their children’s futures. 

    When our public education system fails such a large segment of society, it hinders our national competitiveness and devastates families and communities.  For this reason, more than a dozen States have enacted universal K-12 scholarship programs, allowing families — rather than the government — to choose the best educational setting for their children.  These States have highlighted the most promising avenue for education reform:  educational choice for families and competition for residentially assigned, government-run public schools.  The growing body of rigorous research demonstrates that well-designed education-freedom programs improve student achievement and cause nearby public schools to improve their performance. 

    Sec. 2.  Policy.  It is the policy of my Administration to support parents in choosing and directing the upbringing and education of their children. 

    Sec. 3.  Guidance on Supporting State-based K-12 Educational Choice.  Within 60 days of the date of this order, the Secretary of Education shall issue guidance regarding how States can use Federal formula funds to support K-12 educational choice initiatives.

    Sec. 4.  Encouraging Education Freedom through Discretionary Grant Programs.  (a)  The Secretary of Education shall include education freedom as a priority in discretionary grant programs, as appropriate and consistent with applicable law. 
    (b)  Within 90 days of the date of this order, the Secretary of Labor and the Secretary of Education shall review their respective discretionary grant programs and each submit a plan to the President, through the Assistant to the President for Domestic Policy, that identifies, evaluates, and makes recommendations regarding using relevant discretionary grant programs to expand education freedom for America’s families and teachers. 

    Sec. 5.  Expanding Opportunities for Low-Income, Working Families.  Within 90 days of the date of this order, the Secretary of Health and Human Services shall issue guidance regarding whether and how States receiving block grants for families and children from the Department, including the Child Care and Development Block Grant (CCDGB), can use them to expand educational choice and support families who choose educational alternatives to governmental entities, including private and faith-based options.

    Sec. 6.  Helping Military Families.  Within 90 days of the date of this order, the Secretary of Defense shall review any available mechanisms under which military-connected families may use funds from the Department of Defense to attend schools of their choice, including private, faith-based, or public charter schools, and submit a plan to the President describing such mechanisms and the steps that would be necessary to implement them beginning in the 2025-26 school year.

    Sec. 7.  Helping Children Eligible for Bureau of Indian Education (BIE) Schools.  Within 90 days of the date of this order, the Secretary of the Interior shall review any available mechanisms under which families of students eligible to attend BIE schools may use their Federal funding for educational options of their choice, including private, faith-based, or public charter schools, and submit a plan to the President describing such mechanisms and the steps that would be necessary to implement them for the 2025-26 school year.  The Secretary shall report on the current performance of BIE schools and identify educational options in nearby areas.  

    Sec. 8.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

    I hereby direct the Secretary of Defense and the Secretary of Homeland Security to take all appropriate actions to expand the Migrant Operations Center at Naval Station Guantanamo Bay to full capacity to provide additional detention space for high-priority criminal aliens unlawfully present in the United States, and to address attendant immigration enforcement needs identified by the Department of Defense and the Department of Homeland Security.

    This memorandum is issued in order to halt the border invasion, dismantle criminal cartels, and restore national sovereignty.

    By the authority vested in me as President by the Constitution and the laws of the United States of America, and in anticipation of the 250th anniversary of American Independence on July 4, 2026, it is hereby ordered:

    Section 1.  Purpose.  It is the policy of the United States, and a purpose of this order, to provide a grand celebration worthy of the momentous occasion of the 250th anniversary of American Independence on July 4, 2026.  It is also the purpose of this order to take other actions to honor the history of our great Nation.

    Sec. 2.  Establishing the White House Task Force on Celebrating America’s 250th Birthday. (a)  There is hereby established the White House Task Force on Celebrating America’s 250th Birthday (Task Force 250).
    (b)  The President shall be the Chair of Task Force 250 and the Vice President will serve as Vice Chair.  The Chair shall appoint an Executive Director, who shall administer and execute the day-to-day operations of Task Force 250, and who shall report through the Assistant to the President for Domestic Policy.  The Chair, the Vice Chair, or a member of Task Force 250 designated by the Chair, shall convene regular meetings of Task Force 250, determine its agenda, and direct its work, consistent with this order.  The Executive Director and the Assistant to the President for Domestic Policy shall assist in the performance of these duties.  The Chair may designate any member of the Task Force to preside over meetings of the Task Force.  
    (c)  In addition to the Chair and Vice Chair, Task Force 250 shall consist of the following members:
    (i)     the Secretary of State;
    (ii)    the Secretary of the Treasury;
    (iii)   the Secretary of Defense;
    (iv)    the Secretary of the Interior; 
    (v)     the Secretary of Agriculture;
    (vi)    the Secretary of Housing and Urban Development;
    (vii)   the Secretary of Education;
    (viii)  the Assistant to the President for Domestic Policy;
    (ix)    the Deputy Chief of Staff for Legislative Affairs;
    (x)     the Cabinet Secretary and Deputy Chief of Staff;
    (xi)    the Director of Speechwriting;
    (xii)   the Chair of the National Endowment for the Humanities;
    (xiii)  the Chair of the National Endowment for the Arts;
    (xiv)   the Director of the Institute of Museum and Library Services; and
    (xv)    the heads of such other executive departments, agencies, and offices that the Chair or the Vice Chair may, from time to time, designate or invite to participate.
    (d)  The Chair and the Vice Chair, as they deem appropriate, shall invite the Executive Director of the United States Semiquincentennial Commission to provide recommendations and advice to Task Force 250. 
    (e)  Task Force 250 shall coordinate with the executive departments and agencies (agencies) to plan, organize, and execute an extraordinary celebration of the 250th Anniversary of American Independence and shall coordinate agencies’ communications with the United States Semiquincentennial Commission.  In addition, the Executive Director may seek information or advice from such other agencies as Task Force 250 shall direct.
    (f)  For administrative purposes, the Task Force shall be housed in the Department of Defense, which shall provide funding and administrative support for Task Force 250, to the extent permitted by law and subject to the availability of appropriations.
    (g)  Agencies shall provide a report to Task Force 250 regarding their respective planning and activities with respect to the celebration of the 250th Anniversary of American Independence.  These reports should be submitted to the Executive Director of Task Force 250 no later than March 1, 2025.
    (h)  Task Force 250 shall terminate on December 31, 2026, unless extended by the President.

    Sec. 3.  National Garden of American Heroes.  (a)  Executive Order 13934 of July 3, 2020 (Building and Rebuilding Monuments to American Heroes) and Executive Order 13978 of January 18, 2021 (Building the National Garden of American Heroes) are reinstated as they were prior to issuance of Executive Order 14029 of May 14, 2021. 
    (b)  The Assistant to the President for Domestic Policy shall recommend to the President additional historically significant Americans for inclusion in the National Garden of American Heroes, to bring the total number of heroes to 250.
    (c)  Section 3(c)(ii) of Executive Order 13934 is amended by striking “prior to the 250th anniversary of the proclamation of the Declaration of Independence on July 4, 2026” and inserting in its place “as expeditiously as possible”.

    Sec. 4.  Protecting America’s Monuments from Vandalism.  Executive Order 13933 of June 26, 2020 (Protecting American Monuments, Memorials, and Statues and Combatting Recent Criminal Violence) is hereby reinstated as it was prior to the issuance of Executive Order 14029 of May 14, 2021.  Recent examples of conduct necessitating reinstatement of this order include pro-Hamas-related vandalism of historically significant public monuments and related assaults on Federal officers and employees following October 7, 2023, including the vandalism of the exterior of the Department of the Treasury and of statues in Lafayette Square in Washington, D.C. on June 8, 2024, and the assaults on Federal officers and vandalism of the Christopher Columbus Memorial Fountain and Freedom Bell at Union Station in Washington, D.C. on July 24, 2024.   

    Sec. 5.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

  • MIL-OSI New Zealand: Customs’ levies bill passes first reading

    A bill to make revenue collection on imported and exported goods fairer and more effective had its first reading in Parliament, Customs Minister Casey Costello said today.
    “The Customs (Levies and Other Matters) Amendment Bill modernises the way in which Customs can recover the costs of services that are needed to efficiently process trade and protect New Zealand’s borders against threats such as illicit drugs,” Ms Costello says.  
    The Bill makes three key changes:

    It introduces a levy regime into Customs legislation so that in the future levies can be made (as an alternative to fees) to recover Customs’ goods management costs;
    It clarifies that Customs or other agencies can collect product stewardship fees (for example on tires) under waste minimisation legislation on behalf of the Ministry for the Environment; and
    It makes the process of seeking GST refunds on imported goods, which are returned overseas and then replaced, fairer and more accessible.

    “The bill is about improving the system – it doesn’t change or increase rates of existing charges or introduce new charges,” Ms Costello says.
    “A levy regime is more appropriate and best practice when costs need to be spread across a class or category of payers, such as importers, rather than placing the cost directly on an individual.”
    Customs already has a levy regime in place for recovering costs related to travelers, the Border Processing Levy. 
    The bill will now be considered by the Foreign Affairs, Defence and Trade Select Committee.

  • MIL-OSI Submissions: DRC – Humanitarian catastrophe unfolds in North and South Kivu as violence escalates: INGOs call for immediate action

    International Non-Governmental Organizations (INGOs) operating in the Democratic Republic of Congo (DRC) express their grave concern over consequences of ongoing combats in the city of Goma since Sunday, marked by the deployment of M23/AFC supported by Rwanda Defense Forces, and the rapidly deteriorating humanitarian situation in North and South Kivu.

    Despite the challenges and forced sheltering in place of their staff, ready to provide urgently needed support, humanitarian NGOs remain committed to staying and delivering aid in North and South Kivu.

    Escalating fighting in and around Goma has engulfed densely populated areas, placing tens of thousands of civilians in immediate danger and direct harm. Active hostilities, including heavy artillery and small arms fire, have been reported in and around Goma’s outskirts. Relentless bombing and shelling have been heard in all neighborhoods, heightening fear among the local population and displaced communities alike.

    Multiple humanitarian compounds, including NGO offices, health centers, and warehouses, have been directly impacted by the fighting. Several humanitarian organizations have had their compounds shelled and entered by combatants. Military positions have been placed near humanitarian offices, including downtown areas. Several humanitarian facilities storing essential resources to support the population have been looted. Looting and shell impacts have further diminished aid stocks, hampering future service delivery. Essential civilian infrastructures, such as healthcare facilities, schools, and markets, are also attacked or under threat. All must be protected, as well as humanitarian workers, in accordance with international humanitarian law.

    In the three weeks leading to ongoing battle in Goma, intensifying conflict between the M23/AFC, the Congolese army and their allies had already displaced 400,000 new people, adding to the 4.6 million people already uprooted by years of violence in eastern DRC. Protection issues, including attacks on civilians, sexual violence, and human rights violations, have reached epidemic levels.

    In Goma and surroundings, the situation has reached a breaking point. The city, a vital hub for over 2 million people, including 696,650 internally displaced persons (IDPs), had already seen 30,000 additional displaced people arrive between January 6 and 22, with many more unaccounted for. While the situation in Goma is extremely tense, with INGOs forced to halt operations due to insecurity, organizations are preparing to respond to the growing humanitarian needs, despite already overstretched resources .

    Ongoing hostilities are forcing many families to abandon camps due to insecurity and regroup in the city or other overcrowded sites, further worsening their already precarious living conditions, with no safe space to go. Repeated attacks on critical infrastructure, including electrical grids, increasingly paralyze water supply systems, leaving the city without access to safe drinking water.

    As a central hub for humanitarian operations in the region, Goma plays a vital role in coordinating and delivering assistance across North and South Kivu and most of Eastern DRC. The ongoing conflict could have catastrophic consequences, overwhelming already strained resources, disrupting aid delivery, and jeopardizing the entire humanitarian response in the province.

    “Immediate diplomatic action is urgently needed. All parties to the conflict must uphold their obligations under international law to protect civilians from harm, ensuring their freedom of movements, and protection of humanitarian workers”, says Luc Lamprière, Director of DRC INGO Forum.”Humanitarians are there and ready. Safe and unhindered humanitarian access to deliver life-saving assistance must be an absolute priority to mitigate further deterioration of the crisis”, he adds.

    Gunfire near Goma Airport and overall security situation in other areas has led to the suspension of all flights, including humanitarian, further limiting the movement of humanitarian workers and relief supplies. Internet access is also severely impacted and often interrupted. In North and South Kivu, humanitarian access is now severely restricted due to widespread violence and insecurity, which have rendered many key routes impassable. Roads to critical areas such as Lubero are blocked by ongoing clashes and the presence of armed groups, cutting off vital aid supplies and leaving thousands without assistance.

    In Minova, South Kivu, since M23 took control of the city on January 21, stocks of essential medicines are rapidly depleting. While healthcare partners do their utmost to continue to provide critical services where possible, despite heavy artillery risks and proximity to frontline clashes, humanitarian access has been completely cut off. The delivery of essential goods such as food and medicines is close to impossible, and civilians are trapped without safe options for evacuation.

    Humanitarian organizations urgently call on all parties to the conflict to agree to the establishment of safe access to enable the resupply of critical medical and humanitarian supplies, safe civilian movement, and the rotation of humanitarian staff. Specifically, access in and out of Goma, and between Minova and Bukavu, must be prioritized to ensure life-saving assistance reaches affected populations.

    Donors must be prepared to mobilize humanitarian funding to address the immediate needs of affected populations and to support their long-term resilience. This includes providing food, shelter, water, healthcare, and protection services. The international community must act swiftly to prevent further suffering and ensure that the humanitarian response can meet the escalating needs.

    RALEIGH, N.C. – U.S. Attorney Michael F. Easley, Jr., announced today that he is stepping down on Monday, February 3, 2025, after leading the Office since November 2021. President Joseph Biden nominated Easley on September 28, 2021, and the U.S. Senate unanimously confirmed him on November 21, 2021. He was officially sworn in on November 26, 2021.  

    “It has been the highest honor to serve as the top federal law enforcement official for Eastern North Carolina – a place I was born, raised, and am proud to call home,” said Easley. “The men and women of the Eastern District are among the hardest working in the nation – steadfast in the mission to keep America safe.  Together, we helped drive down violent crime, turbocharged white-collar prosecutions, protected civil rights, and stemmed the tide of narcotics into our communities.  We did it through partnering, shoulder to shoulder, with local law enforcement and community leaders to solve our region’s most challenging problems.  I extend my heartfelt appreciation to the prosecutors, judges, law enforcement, and staff who give so much to see justice done every day.”

    Expansion of Resources to Make Communities Safer

    U.S. Attorney Easley fought to significantly expand investigative and prosecutorial resources in the District, including a nearly 17% increase in prosecutors and new legal support staff and investigators. Much of the new personnel were allocated through a competitive national application process, with no district in the nation receiving more new prosecutors than the Eastern District of North Carolina (EDNC). The Office’s productivity and strong law enforcement partnerships also led the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to add an additional team of agents to partner on violent crime reduction across the District.

    Easley and his Project Safe Neighborhoods (PSN) team also worked with Department of Justice (DOJ) leadership to have Raleigh named a National Public Safety Partnership Site (PSP). The program aims to lower crime rates and improve quality of life through intensive training and technical assistance (TTA) to enhance gun violence investigations, constitutional policing, community engagement, crime analysis, and the use of technology in crime reduction.

    Driving Down Violent Crime and Dismantling Drug Traffickers

    Throughout his tenure, Easley and his team have led the charge to combat violent crime and drug trafficking in the District by launching a Violent Crime Action Plan (VCAP) with formal coordination sites in Raleigh, Fayetteville, Wilmington, Rocky Mount, New Bern, and the Albemarle Region. The VCAP strategy built deeper ties and sustained partnerships with law enforcement, with VCAP sites showing double-digit percentage declines in homicides since 2022, for example, Raleigh (↓37%), Fayetteville (↓39%), Wilmington (↓15%), and Rocky Mount (↓67%).

    VCAP is a collaboration between the U.S. Attorney’s Office and local police departments, sheriff’s offices, and district attorney’s offices to identify and prosecute the most significant drivers of violence, specifically targeting shooters and the gunrunners who arm them.  Notable cases include the 20-year sentence for a Crabtree Valley Mall robbery and the carjacking, the sentencing of a Crips Gang member for multi-state gun trafficking; the indictment of two Sampson County men allegedly responsible for a quintuple murder, the prosecution of gang members with fully-automatic machine guns; and gun smuggling to Mexico.

    VCAP provides a forum for structured inter-agency coordination, intelligence-led policing, and deployment of federal Task Force Officers to bring federal technology to address local gun violence.

    In 2022, 2023, and 2024, EDNC prosecuted over 850 individuals for firearms offenses and took over 750 guns off the streets.

    In addition to VCAP, Easley revamped the Office’s Organized Crime & Drug Enforcement Task Force (OCDETF) by expanding the use of federal wiretaps, embedding federal agents alongside prosecutors, and increasing financial investigations. During Easley’s tenure, the Office achieved a #1 national rank for the number of OCDETF cases and #1 for the number of OCDETF defendants convicted of violence. Easley encouraged partners to prioritize national-scale cases with strong local impact, dismantling the trafficking, distribution, and money laundering pillars of criminal enterprises.

    OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks. Notable cases include the 75-year sentence of a national leader of the Pagan’s Motorcycle Club for narcotics trafficking and violence; the indictment of 16 members of the Hell’s Angels and Red Devils motorcycle gangs as part of an alleged violent criminal enterprise; the 40-year sentence for a narcotics trafficker operating from a daycare; the prosecution of the leader of white supremacist organization for armed drug trafficking; the  35-year sentence of a violent Fayetteville fentanyl trafficker; the conviction of a Raleigh Police officer for drug trafficking; the conviction of two fentanyl traffickers with ties to the Sinaloa Cartel; the conviction of a Rocky Mount Blood Gang leader for drug trafficking and COVID-19 fraud; the 40-year sentence of a drug trafficker linked to the murder, dismemberment and disposal of a confidential informant;  the prosecution of a former Wayne County Sheriff’s deputy for drug trafficking and bid-rigging; and the 50-year sentence of a violent Sampson County Blood Gang leader for armed drug trafficking.

    Attacking the Fentanyl Epidemic

    Easley also prioritized the prosecution of cases involving counterfeit pills and overdose deaths arising from fentanyl poisoning. An Elizabeth City man was sentenced to 20 years for trafficking heroin and fentanyl after causing an overdose death, a Raleigh man received a 15-year sentence after assisting in the distribution of fentanyl that killed a young woman, and a Snapchat fentanyl trafficker whose counterfeit pills led to an overdose death received 13 years in prison.

    To help local law enforcement get justice for victims of fentanyl poisoning and their families, Easley launched Overdose Death Investigation Trainings to train more than 200 law enforcement officers and prosecutors across the District on building fentanyl death cases.

    Easley also worked to reduce demand for opioids through outreach and education through the Heroin Education Action Team (HEAT), including educational events in local communities and schools.  The team launched a powerful new educational video to teach students and communities about the dangers.

    Protecting America’s National Security, Sensitive Technology, and Cybersecurity

    Under Easley’s leadership, the Office prioritized national security cases involving domestic and international terrorism, international cybercriminals, and protecting sensitive technology from foreign adversaries.  The prosecutions included a man accused of attempting to join ISIS and convictions against five members of a white supremacist plot to attack the energy grid, an anti-government bombmaker teaching how to target law enforcement, and a U.S. Army Major convicted of shipping guns to Ghana.  The Office also extradited and pursued a groundbreaking case against one of the FBI’s most wanted cybercriminals responsible for tens of millions of dollars in losses from widescale ransomware attacks, including on a hospital.

    Easley also built deeper ties with the DOJ’s National Security Division and the Department of Commerce Bureau of Industry & Security to launch a Disruptive Technology Strike Force (DTSF) cell to protect innovation in the Research Triangle’s high-tech sector. The DTSF partners with law enforcement and industry to protect advanced technology from unlawful acquisition by foreign adversaries. As home to the Research Triangle Park, world-class research institutions, and some of the Department of Defense’s largest installations, the EDNC hosts critical technology that malign foreign actors seek to obtain. The Raleigh DTSF cell is only one of fifteen in the country.  

    Surge in White Collar Fraud and Corruption Enforcement

    Under Easley’s leadership, the Office saw a significant surge in white-collar enforcement, with white-collar caseloads increasing 115% in a year.  Cases included the prosecution of a former Morgan Stanley financial advisor who defrauded investors in a multimillion-dollar Ponzi scheme, an ENT doctor sentenced to 25 years for defrauding Medicaid, a man who laundered $40mm in narco-linked crypto, and a plant manager who dumped tens of thousands of gallons of toxic waste into the Cape Fear River. The Office also prosecuted a $15-million-dollar COVID fraud scheme involving more than 20 businesses and individuals.

    These cases arose from the launch of dedicated working groups focused on Securities Fraud, Money Laundering, Public Health, Environmental Crimes, and other priority areas. The Office also launched an annual Economic Crimes Summit to build deeper ties with investigators across about 30 different agencies.

    Easley also launched an Illicit Finance Task Force with the Treasury Department to combat transnational money laundering by targeting third-party money launders and money-transmitting businesses utilizing cryptocurrency, banking, and brokerages to run dirty money through the American financial system.

    Expanding Civil Rights Enforcement

    Easley launched the Office’s first dedicated Civil Rights Team to enhance the Office’s civil rights enforcement. The team includes dedicated coordinators in both the Civil and Criminal Divisions and a designated Human Trafficking Coordinator. The Civil Rights Initiative emphasizes community engagement and law enforcement training.

    As a part of the effort, the Office trained more than 200 officers in de-escalation, use of force, and community engagement strategies. The Office also hosted multiple outreach events through its United Against Hate Initiative to build stronger relationships between law enforcement and the community and to educate communities on how to identify and report hate crimes.

    Easley also launched two human trafficking task forces – one in the Raleigh-Cary area and one in Southeastern North Carolina – to bring together law enforcement and community resources to share intelligence and investigative leads, provide specialized training, and promote greater public-private coordination to rescue and stabilize victims.

    Strong Civil Practice

    For the past three years, the EDNC’s Civil Division has ranked in the top 10 among large districts in the number of cases filed or responded to per AUSA. The Division has consistently ranked #1 in the Fourth Circuit for Affirmative Civil Rights and Affirmative Fraud cases and has ranked in the top five nationally compared to other large districts.  EDNC’s Financial Litigation Program (FLP), responsible for collecting debts owed to the U.S. Government, collected over $58 million in the last three fiscal years.

    The summit supported Chief of Naval Operations Adm. Lisa Franchetti’s Navigation Plan 2024, which directs the Navy to be more ready for the possibility of sustained high-end conflict with the People’s Republic of China by 2027.

    Adm. Steve Koehler, commander, U.S. Pacific Fleet, underscored the critical role of public affairs in his approach at the operational level of war – to deny, defend, and dominate. When speaking to the group of professional communicators, Koehler emphasized that effects within the information environment are considered at the start of the planning cycle.

    During the training, reserve Sailors received briefings on honing their communications skills to deliver a key strategic advantage in the Pacific. This effort aligns with Chief of Navy Reserve Vice Adm. Nancy Lacore’s strategic guidance for the Reserve Force – to put more ready players on the field as the Navy Reserve integrates with the Navy Total Force to deter, defend and, if necessary, defeat our adversaries.

    According to Vice Adm. Lacore, the global security environment demands our urgent preparations and readiness to respond to the call, when needed, by posturing the Reserve Force for warfighting by accelerating the pace of organizational development and strengthening our warfighters to be ready on day one.

    Leaders from COMPACFLT, to include Koehler and Rear Adm. Eric Ruttenberg, Reserve deputy COMPACFLT, as well as those from U.S. Indo-Pacific Command (USINDOPACOM) and Submarine Force, U.S. Pacific Fleet, discussed how public affairs missions within the information environment enable strategic and operational success and reinforced the importance of engaging in truthful communication activities to counter adversaries’ increasing use of misinformation.

    Rear Adm. John Robinson, Navy Vice Chief of Information, highlighted the importance of the CNO’s “Project 33” initiative, which prioritizes operational readiness including a key target of fighting from maritime operations centers, or MOCs.

    Capt. Rebecca Rebarich, USINDOPACOM director of Public Affairs and Outreach, echoed Koehler’s message on integrating information forces into maritime planning. She stressed the vital role USINDOPACOM places on the information domain, ensuring warfighters are prepared to support fleet operations in the event of a high-intensity conflict with a peer competitor.

    With increased tensions and escalating threats in the Indo-Pacific, the U.S. Navy needs to make accurate assessments and share information in real time. For Sailors in public affairs, being warfighting-ready requires a commitment to developing and sustaining world-class public affairs capabilities to support operations across the Indo-Pacific.

    “Being able to witness firsthand how reservists contribute to the warfighting effort was certainly a highlight of the training,” said Lt. j.g. Justin Truong, assigned to Navy Public Affairs Support Element West. “It was critical to see how reservists integrate with our active-duty counterparts to provide strategic depth.”

    Attendees included many junior public affairs officers and mass communication specialists. The summit gave them a first look at the mobilization training location and requirements.

    “Ultimately, our goal was for Sailors to walk away with a renewed confidence that the U.S. Navy, of which they are an integral part of, is capable and ready to address emerging threats in the INDOPACOM region,” said Capt. Christopher Lopez, commanding officer, Reserve COMPACFLT Public Affairs, “and leave with a sense of pride knowing that the reserve public affairs community remains an indispensable part of America’s warfighting Navy.”

  • MIL-OSI USA: Wyoming Air Guard takes part in “Operation Toy Drop”

    CHEYENNE, Wyo. – The 153d Airlift Wing took part in Operation Toy Drop for the first time in their history, starting on Dec. 9, 2024, and ending on Dec. 14, 2024, in Cheyenne, Wyoming.

    Army units reached out to the 153 AW for assistance, and the wing stepped up with two C-130’s, along with crews. Jumpers for this mission were both US and foreign, and the operation partnered with Toys for Tots to collect toy donations. The jumps were conducted in the vicinity of Fort Liberty, North Carolina.

    Over 4,000 jumpers parachuted throughout the week, with toys loaded in their packs, ready to disperse. These jumps were in conjunction with community relations events conducted throughout the week.

    Operation Toy Drop, established in 1998 by then-U.S. Army Staff Sgt. Randy Oler, is an annual charitable event organized by the U.S. Army Reserve Command that blends the spirit of giving with military training. Hosted at Fort Liberty, North Carolina, the event allows paratroopers to donate toys in exchange for the chance to earn foreign jump wings by jumping with allied nations’ jumpmasters. The operation fosters international military partnerships while supporting local communities, as thousands of toys are collected and distributed to underprivileged children during the holiday season.

Specifically, it provides a charitable donation incentive for individuals and businesses to fund scholarship awards for students to cover expenses related to K-12 public and private education. U.S. Representative Adrian Smith (R-NE-03) introduced the companion legislation in the U.S House of Representatives.

    The Educational Choice for Children Act:

    Provides $10 billion in annual tax credits to be made available to taxpayers. Allotment of these credits to individuals would be administered by the Treasury Department.
    Sets a base amount for each state and then distributes the credits on a first-come, first-serve basis.
    Uses a limited government approach with respect to federalism, thus avoiding mandates on states, localities, and school districts.
    Includes provisions that govern Scholarship Granting Organizations (SGOs), as SGOs are given the ability to determine the individual amount of scholarship awards.

    An estimated two million students in any elementary or secondary education setting, including homeschool, are eligible to receive a scholarship. Eligible use of scholarships awards includes tuition, fees, book supplies, and equipment for the enrollment or attendance at an elementary or secondary school.
