    The International Contact Group for the Great Lakes (ICG), chaired by Germany, gave a statement on the situation in eastern DRC.

    The International Contact Group for the Great Lakes, including representatives from Denmark, Belgium, the European Union, France, Germany, the Netherlands, Sweden, Switzerland, the United Kingdom, and the United States, strongly condemns M23 and Rwandan Defense Forces’ (RDF) capture of the town of Sake on 23 January and the current push to capture the city of Goma on 27 January. We call for urgent de-escalation, respect for the cease-fire, and operationalization of the verification mission. The sovereignty and territorial integrity of the Democratic Republic of the Congo must be respected.

    We urge M23 and RDF to cease its offensive in all directions, allow humanitarian access to the city of Goma and withdraw. The M23 capture of Goma will have grave humanitarian and security consequences on the ground. Hundreds of thousands of people are currently fleeing their homes, adding to the millions already internally displaced in eastern DRC due to conflict. The renewed offensive of the M23 and the RDF undermines efforts to reach a peaceful resolution to the conflict, in particular the Luanda Peace Process led by Angolan President João Lourenço. We call on all regional leaders to push for a renewed diplomatic effort at this critical time. We urge the leaders of the DRC and Rwanda to return to the negotiating table, respect the August ceasefire and implement their commitments under the Luanda Process CONOPS.

    We reaffirm our unwavering support for MONUSCO and are deeply alarmed by the findings and support the recommendations of the recent report of the UN Group of Experts established pursuant to Security Council Resolution 1533. Any threat or attack against Peacekeepers or humanitarian personnel is unacceptable. Jamming and spoofing operations which are endangering the security of civilians, United Nations and humanitarian flights must stop. We deplore the deaths of the military personnel of the MONUSCO and the SAMIDRC and we express our deepest condolences to their families, the United Nations and their countries of origin.

    The members of the ICG will continue to coordinate their efforts to constantly reassess the situation while urging all parties to live up to their commitments and responsibilities.

    South Korea’s Defense Acquisition Program Administration (DAPA) has launched a significant performance improvement program (PIP) for its Chungmugong Yi Sun-sin-class destroyers (KDX-II), aiming to modernize critical systems and enhance combat readiness. The KDX-II upgrade underscores South Korea’s focus on leveraging indigenous technologies to maintain a modern and effective naval fleet amid rising regional maritime tensions, according to GlobalData, a leading data and analytics company.

    GlobalData’s latest Fleet Size dashboard reveals that approximately 23% of the Republic of Korea Navy’s fleet comprises vessels with an average age exceeding 20 years. The KDX-II upgrade program is part of a broader effort to modernize South Korea’s naval fleet, ensuring it remains capable of countering emerging threats from adversarial forces.

    Harpreet Sidhu, Aerospace and Defense Analyst at GlobalData, comments: “The replacement of outdated combat systems with advanced domestic alternatives is particularly significant, as it aligns with South Korea’s ambition to establish itself as a regional naval manufacturing powerhouse.

    “With North Korea’s increasingly complex undersea threats and growing range of ballistic missiles arsenal, the integration of advanced sonar and missile systems improves anti-submarine and air-defense capabilities of the destroyer fleet. Additionally, this upgrade addresses vulnerabilities that were made public during high-profile exercises such as the RIMPAC 2022, where weaknesses around operational readiness owing to system malfunctions were brought to light.”

    A key point to note in the PIP program is the simultaneous integration of advanced domestic technologies and selective reliance on critical components like the MK 99 fire-control system procured via Foreign Military Sales (FMS). This hybrid approach supplements local innovations by utilizing relationships with global OEMs, thus reflecting a more nuanced strategy.

    Sidhu concludes: “While the current program does not include a radar upgrade, it leaves room for future enhancements such as integrating advanced AESA radar systems like SPS-560K or AN/SPY-7. This multi-phased strategy demonstrates South Korea’s intention to develop capabilities of its naval platforms in line with technological breakthroughs it achieves over the future years, guaranteeing the fleet’s long-term viability.

    “The KDX-II upgrades, in essence, are not just about modernizing older naval platforms, but are a cornerstone of South Korea’s broader strategy to assert its presence in the increasingly contested waters of the Indo-Pacific.”

  • MIL-OSI USA News: Reinstating Service Members Discharged Under the Military’s COVID-19 Vaccination Mandate

    By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

    Section 1.  Purpose and Policy.  On August 24, 2021, the Secretary of Defense mandated that all service members receive the COVID-19 vaccine.  The Secretary of Defense later rescinded the mandate on January 10, 2023.  The vaccine mandate was an unfair, overbroad, and completely unnecessary burden on our service members.  Further, the military unjustly discharged those who refused the vaccine, regardless of the years of service given to our Nation, after failing to grant many of them an exemption that they should have received.  Federal Government redress of any wrongful dismissals is overdue. 

    Sec. 2.  Redress.  Consistent with the policies announced in section 1 of this order, the Secretary of Defense or the Secretary of Homeland Security, as appropriate, shall take all necessary action permitted by law to:

    (a)  make reinstatement available to all members of the military (active and reserve) who were discharged solely for refusal to receive the COVID-19 vaccine and who request to be reinstated;

    (b)  enable those service members reinstated under this section to revert to their former rank and receive full back pay, benefits, bonus payments, or compensation; and

    (c)  allow any service members who provide a written and sworn attestation that they voluntarily left the service or allowed their service to lapse according to appropriate procedures, rather than be vaccinated under the vaccine mandate, to return to service with no impact on their service status, rank, or pay.

    Sec. 3.  Additional Agency Responsibilities.  (a)  Nothing in this order precludes disciplinary or administrative action for conduct that is proscribed by chapter 47 of title 10, United States Code (Uniform Code of Military Justice, 10 U.S.C. 801-946a).

    (b)  Within 60 days of the date of this order, the Secretary of Defense and the Secretary of Homeland Security shall report to the President through the Assistant to the President for National Security Affairs on their progress in implementing this order.

    Sec. 4.  Severability.  If any provision of this order, or the application of any provision to any person or circumstance, is held to be invalid, the remainder of this order and the application of its provisions to any other persons or circumstances shall not be affected thereby.

    Sec. 5.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

    (i)   the authority granted by law to an executive department, agency, or the head thereof; or

    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

  • MIL-OSI USA News: Prioritizing Military Excellence and Readiness

    By the authority vested in me as President by the Constitution and the laws of the United States of America, and as Commander in Chief of the Armed Forces of the United States, and to ensure the readiness and effectiveness of our Armed Forces, it is hereby ordered:

    Section 1.  Purpose.  The United States military has a clear mission:  to protect the American people and our homeland as the world’s most lethal and effective fighting force.  Success in this existential mission requires a singular focus on developing the requisite warrior ethos, and the pursuit of military excellence cannot be diluted to accommodate political agendas or other ideologies harmful to unit cohesion. 

    Recently, however, the Armed Forces have been afflicted with radical gender ideology to appease activists unconcerned with the requirements of military service like physical and mental health, selflessness, and unit cohesion.  Longstanding Department of Defense (DoD) policy (DoD Instruction (DoDI) 6130.03) provides that it is the policy of the DoD to ensure that service members are “[f]ree of medical conditions or physical defects that may reasonably be expected to require excessive time lost from duty for necessary treatment or hospitalization.”  As a result, many mental and physical health conditions are incompatible with active duty, from conditions that require substantial medication or medical treatment to bipolar and related disorders, eating disorders, suicidality, and prior psychiatric hospitalization.

    Consistent with the military mission and longstanding DoD policy, expressing a false “gender identity” divergent from an individual’s sex cannot satisfy the rigorous standards necessary for military service.  Beyond the hormonal and surgical medical interventions involved, adoption of a gender identity inconsistent with an individual’s sex conflicts with a soldier’s commitment to an honorable, truthful, and disciplined lifestyle, even in one’s personal life.  A man’s assertion that he is a woman, and his requirement that others honor this falsehood, is not consistent with the humility and selflessness required of a service member. 

    For the sake of our Nation and the patriotic Americans who volunteer to serve it, military service must be reserved for those mentally and physically fit for duty.  The Armed Forces must adhere to high mental and physical health standards to ensure our military can deploy, fight, and win, including in austere conditions and without the benefit of routine medical treatment or special provisions.

    Sec. 2.  Policy.  It is the policy of the United States Government to establish high standards for troop readiness, lethality, cohesion, honesty, humility, uniformity, and integrity.  This policy is inconsistent with the medical, surgical, and mental health constraints on individuals with gender dysphoria.  This policy is also inconsistent with shifting pronoun usage or use of pronouns that inaccurately reflect an individual’s sex.

    Sec. 3.  Definitions.  The definitions in the Executive Order of January 20, 2025 (Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government) shall apply to this order.

    Sec. 4.  Implementation.  (a)  Within 60 days of the date of this order, the Secretary of Defense (Secretary) shall update DoDI 6130.03 Volume 1 (Medical Standards for Military Service: Appointment, Enlistment, or Induction (May 6, 2018), Incorporating Change 5 of May 28, 2024) and DoDI 6130.03 Volume 2 (Medical Standards for Military Service: Retention (September 4, 2020), Incorporating Change 1 of June 6, 2022) to reflect the purpose and policy of this Order.

    (b)  The Secretary shall promptly issue directives for DoD to end invented and identification-based pronoun usage to best achieve the policy outlined in section 2 of this order.

    (c)  Within 30 days of the date of this order, the Secretary shall:

    (i)   identify all additional steps and issue guidance necessary to fully implement this order; and 

    (ii)  submit to the President through the Assistant to the President for National Security Affairs a report that summarizes these steps.

    (d)  Absent extraordinary operational necessity, the Armed Forces shall neither allow males to use or share sleeping, changing, or bathing facilities designated for females, nor allow females to use or share sleeping, changing, or bathing facilities designated for males.

    (e)  Within 30 days of the issuance of the respective updates, directives, and guidance under subsections (a), (b), and (c) of this section, the Secretary of Homeland Security shall, with respect to the Coast Guard, issue updates, directives, and guidance consistent with the updates, directives, and guidance issued under subsections (a), (b), and (c) of this section.

    Sec. 5.  Implementing the Revocation of Executive Order 14004.  (a)  Pursuant to the Executive Order of January 20, 2025 (Initial Rescissions of Harmful Executive Orders and Actions), Executive Order 14004 of January 25, 2021 (Enabling All Qualified Americans To Serve Their Country in Uniform), has been revoked.  Accordingly, all policies, directives, and guidance issued pursuant to Executive Order 14004 shall be rescinded to the extent inconsistent with the provisions of this order. 

    (b)  The Secretary and, with respect to the Coast Guard, the Secretary of Homeland Security, shall take all necessary steps to implement the revocations described in subsection (a) of this section and ensure that all military departments and services fully comply with the provisions of this order.

    Sec. 6.  Severability.  If any provision of this order, or the application of any provision to any person or circumstance, is held to be invalid, the remainder of this order and the application of its provisions to any other persons or circumstances shall not be affected thereby.

    Sec. 7.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

    (i)    the authority granted by law to an executive department or agency, or the head thereof; or

    (ii)   the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

  • MIL-OSI USA News: The Iron Dome for America

    By the authority vested in me as President by the Constitution and the laws of the United States of America, including my authority as Commander in Chief of the Armed Forces of the United States, it is hereby ordered:
    Section 1.  Purpose.  The threat of attack by ballistic, hypersonic, and cruise missiles, and other advanced aerial attacks, remains the most catastrophic threat facing the United States.
    President Ronald Reagan endeavored to build an effective defense against nuclear attacks, and while this program resulted in many technological advances, it was canceled before its goal could be realized.  And since the United States withdrew from the Anti-Ballistic Missile Treaty in 2002 and initiated development of limited homeland missile defense, official United States homeland missile defense policy has remained only to stay ahead of rogue-nation threats and accidental or unauthorized missile launches.
    Over the past 40 years, rather than lessening, the threat from next-generation strategic weapons has become more intense and complex with the development by peer and near-peer adversaries of next-generation delivery systems and their own homeland integrated air and missile defense capabilities.
    Sec. 2.  Policy.  To further the goal of peace through strength, it is the policy of the United States that: 
         (a)  The United States will provide for the common defense of its citizens and the Nation by deploying and maintaining a next-generation missile defense shield; 
         (b)  The United States will deter — and defend its citizens and critical infrastructure against — any foreign aerial attack on the Homeland; and
         (c)  The United States will guarantee its secure second-strike capability. 
    Sec. 3.  Implementation.  Within 60 days of the date of this order, the Secretary of Defense shall: 
         (a)  Submit to the President a reference architecture, capabilities-based requirements, and an implementation plan for the next-generation missile defense shield.  The architecture shall include, at a minimum, plans for: 
    (i)     Defense of the United States against ballistic, hypersonic, advanced cruise missiles, and other next-generation aerial attacks from peer, near-peer, and rogue adversaries; 
    (ii)    Acceleration of the deployment of the Hypersonic and Ballistic Tracking Space Sensor layer;  
    (iii)   Development and deployment of proliferated space-based interceptors capable of boost-phase intercept;  
    (iv)    Deployment of underlayer and terminal-phase intercept capabilities postured to defeat a countervalue attack; 
    (v)     Development and deployment of a custody layer of the Proliferated Warfighter Space Architecture;  
    (vi)    Development and deployment of capabilities to defeat missile attacks prior to launch and in the boost phase; 
    (vii)   Development and deployment of a secure supply chain for all components with next-generation security and resilience features; and
    (viii)  Development and deployment of non-kinetic capabilities to augment the kinetic defeat of ballistic, hypersonic, advanced cruise missiles, and other next-generation aerial attacks;
         (b)  Review relevant authorities and organization of the Department of Defense to develop and deploy capabilities at the necessary speed to implement this directive;
         (c)  Jointly with the Director of the Office of Management and Budget, submit to the President a plan to fund this directive, allowing sufficient time for consideration by the President before finalization of the Fiscal Year 2026 Budget; and
         (d)  In cooperation with United States Strategic Command and United States Northern Command, submit to the President: 
    (i)   An updated assessment of the strategic missile threat to the Homeland; and
    (ii)  A prioritized set of locations to progressively defend against a countervalue attack by nuclear adversaries. 
    Sec. 4.  Allied and Theater Missile Defense Review.  The United States continues to cooperate on missile defense with its allies and partners to aid in the defense of ally populations and troops and of forward-deployed United States troops.  Following the submission to the President of the next-generation missile defense reference architecture under section 3(a) of this order, the Secretary of Defense shall direct a review of theater missile defense posture and initiatives to identify ways in which the United States and its allies and partners can: 
         (a)  Increase bilateral and multilateral cooperation on missile defense technology development, capabilities, and operations;
         (b)  Improve theater missile defenses of forward-deployed United States troops and allied territories, troops, and populations; and
         (c)  Increase and accelerate the provision of United States missile defense capabilities to allies and partners.
    Sec. 5.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

    1. the authority granted by law to an executive department or agency, or the head thereof; or
    2. the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

         (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

  • MIL-OSI USA News: Restoring America’s Fighting Force

    By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

    Section 1.  Purpose.  As Chief Executive and as Commander in Chief, I am committed to meritocracy and to the elimination of race-based and sex-based discrimination within the Armed Forces of the United States.  No individual or group within our Armed Forces should be preferred or disadvantaged on the basis of sex, race, ethnicity, color, or creed.

    Unfortunately, in recent years civilian and uniformed leadership alike have implemented Diversity, Equity, and Inclusion (DEI) programs and their attendant race and sex preferences within the Armed Forces.  These actions undermine leadership, merit, and unit cohesion, thereby eroding lethality and force readiness.  They also violate Americans’ consciences by engaging in invidious race and sex discrimination.

    Sec. 2.  Policy.  It is the policy of my Administration that the Department of Defense, the Department of Homeland Security with regard to the United States Coast Guard (USCG), and every element of the Armed Forces should operate free from any preference based on race or sex.

    Sec. 3.  Definitions.  (a)  A “DEI office” means an office, division, job, or other unit of an institution established for the purpose of:

    (i)   influencing hiring or employment practices at the institution with respect to race, sex, color, or ethnicity, other than through the use of color-blind and sex-neutral hiring processes; or

    (ii)  promoting differential treatment of or providing special benefits to individuals on the basis of race, sex, color, or ethnicity.

    (b)  The term “gender ideology” has the meaning given to that term in section 2(f) of the Executive Order of January 20, 2025, (Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government).

    (c)  The term “divisive concepts” has the meaning given to that term in section 2(a) of Executive Order 13950 of September 22, 2020 (Combating Race and Sex Stereotyping).

    Sec. 4.  Abolishing the DEI Bureaucracy.  The Secretary of Defense and the Secretary of Homeland Security shall abolish every DEI office within the Department of Defense and the Department of Homeland Security with regard to the USCG, respectively, including any vestiges of DEI offices, such as sub-offices, programs, elements, or initiatives established to promote a race-based preferences system that subverts meritocracy, perpetuates unconstitutional discrimination, and promotes divisive concepts or gender ideology.

    Sec. 5.  Department of Defense Internal Review.  The Secretary of Defense shall conduct an internal review that documents actions taken in pursuit of DEI initiatives, including all instances of race and sex discrimination and activities designed to promote a race- or sex-based preferences system.  The report shall be delivered to the Secretary of Defense within 90 days of the date of this order.

    Sec. 6.  Protecting American Values.  (a)  The Department of Defense and the Armed Forces, including any educational institution operated or controlled thereby, are prohibited from promoting, advancing, or otherwise inculcating the following un-American, divisive, discriminatory, radical, extremist, and irrational theories:

    (i)    “divisive concepts,” as defined in section 3(c) of this order, and “race or sex stereotyping,” or “race or sex scapegoating” as both terms are defined in section 2 of Executive Order 13950, as amended;

    (ii)   that America’s founding documents are racist or sexist; and

    (iii)  “gender ideology,” as defined in section 3(b) of this order.

    (b)  The Department of Defense and the Armed Forces shall not hire employees, contractors, or consultants to teach the theories set forth in subsection (a) of this section.

    (c)  The Secretary of Defense and the Secretary of Homeland Security shall carefully review the leadership, curriculum, and instructors of the United States Service Academies and other defense academic institutions associated with their respective Departments to ensure alignment with this order.  In addition, these institutions shall be required to teach that America and its founding documents remain the most powerful force for good in human history.

    Sec. 7.  Implementation.  (a)  The Secretary of Defense and the Secretary of Homeland Security shall issue detailed guidance for the implementation of this order to their respective departments within 30 days of the date of this order.

    (b)  Within 180 days of the date of this order, the Secretary of Defense and the Secretary of Homeland Security shall submit a report through the Deputy Chief of Staff for Policy documenting the progress of their respective Departments in implementing this order, and any recommendations for action to fulfill the objectives of this order.

    Sec. 8.  Severability.  If any provision of this order, or the application of any provision to any person or circumstance, is held to be invalid, the remainder of this order and the application of its provisions to any other persons or circumstances shall not be affected thereby. 

    Sec. 9.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

  • MIL-OSI China: Italy resumes controversial migrant transfers to Albania

    Italy has restarted its contentious program of sending asylum seekers picked up in the Mediterranean to Albania, months after judges in Rome ruled against the transfers.

    On Sunday, an Italian Navy vessel transported 49 male asylum seekers to Albania. The program involving Albania is part of Italian Prime Minister Giorgia Meloni’s strategy to curb the number of migrants coming to Italy.

    The plan is controversial as Albania is outside the European Union, meaning the refugees are not protected under EU asylum rules.

    Domestic critics in Italy said the program is costly and ineffective, considering its projected expense of 800 million euros (around $840 million) will address only a tiny fraction of the migrant influx to Italy each year.

    According to the United Nations High Commissioner for Refugees, more than 66,000 asylum seekers landed on Italian shores in 2024, down dramatically from nearly 158,000 in the previous year.

  • MIL-OSI China: Denmark boosts Arctic defence following US interest in Greenland

    Denmark has unveiled plans to bolster its military presence in the Arctic amid rising concerns over the U.S. interest in acquiring Greenland, a Danish-owned territory.

    Danish Defence Minister Troels Lund Poulsen announced late Monday that the government will allocate 14.6 billion Danish krona (approximately $2 billion) to boost the defence of Greenland, Arctic Sea and Northern Atlantic. The decision follows an agreement among Danish political parties.

    The plans will include three new arctic naval vessels and two long-range drones, increased surveillance and crisis training for the local residents. Poulsen said in a press conference that these preparations are just the initial phase, with further plans expected to be finalized by summer.

    According to Danish Broadcasting Corporation, the new vessels would enter service within five or six years, expected to replace existing vessels.

    When questioned about whether these measures would “calm down” U.S. President Donald Trump’s interest in Greenland, Poulsen refrained from a direct response, underlining the importance of co-operation with NATO allies, including Canada, the United States and Norway.

    President Trump has recently reiterated the U.S. interest in Greenland, which remains an autonomous area under Danish sovereignty.

    Referring to an upcoming meeting on Tuesday with German Chancellor Olaf Scholz, French President Emmanuel Macron and NATO Secretary General Mark Rutte, Danish Prime Minister Mette Frederiksen said Europe is in a serious situation. “With war on the continent and changes in the geopolitical reality. In such a time, unity is crucial.”

  • MIL-OSI Security: 51st Fighter Wing takes off into new year with Beverly Herd 25-2

    Beverly Herd 25-2, the 51st Fighter Wing’s annual large force exercise, begins Jan. 26 and is scheduled to run through Jan. 31.

    The wing will incorporate agile combat employment operations, conducting flight operations at Kunsan Air Base and utilizing the base as a forward deployed location.

    “Exercises that allow us to pick up our teams and generate flying from other locations allow us to truly test our abilities and work under alternate conditions,” said U.S. Air Force Col William McKibban, 51st FW commander.

    The 51st FW will mobilize personnel and F-16 Fighting Falcons assigned to the 36th Fighter Squadron, exercising the wing’s capabilities to rapidly disperse and operate at an alternate location. Incorporating ACE as part of the wing’s regular exercises enhances both offensive and defensive capabilities across the peninsula, amplifying the wing’s reach.

    Personnel at Osan AB will also undergo comprehensive training alongside U.S. Army counterparts to defend the base against potential attacks, performing strategic and tactical level maneuvers to counter opposing forces. This training reinforces fundamental concepts of service-to-service interoperability with a focus on contingency operations and the required skillsets for base defense.

    In addition, the wing will focus on assuring base readiness and sustaining the force. After incurring simulated damage to the installation, teams will be tested on assessing and repairing critical infrastructure. Practicing and improving upon these procedures under simulated conditions equips Osan AB for future challenges.

    “We exercise to this extent because we are one of the busiest bases in the Air Force,” said McKibban. “We are the most forward deployed, permanently based wing and we need to ensure our Airmen are prepared to face any adversary.”

  • MIL-OSI Security: III MEF Advances into 2025: Building on a Year of Milestones and Strengthening Regional Security

    As the calendar turns to 2025, the Marines, Sailors, and joint force enablers of III Marine Expeditionary Force are poised to build on the successes of 2024, a year marked by significant milestones and advancements in regional security. Through a robust series of exercises, training events, and community engagements, III MEF deepened relationships with regional partners and allies, reinforcing shared values of mutual respect, trust, and cooperation.

    “Our successes this year are a testament to the hard work and dedication of our Marines, Sailors, and regional partners,” said Lt. Gen. Roger B. Turner, the III MEF commanding general. “As we look to 2025, I’m confident that we’ll continue to build on this momentum. We remain steadfast in our resolve to defend our interests, promote stability, and ensure a free and open Indo-Pacific.”

    Throughout the year, the 3d and 12th Marine Littoral Regiments continued to increase their capabilities and lethality. 3d MLR, located on Marine Corps Base Hawaii, received its first tranche of Navy/Marine Corps Ship Interdiction Systems (NMESIS) launchers and Marine Air Defense Integrated Systems (MADIS). The addition of the NMESIS to 3d MLR’s arsenal supports the unit’s ability to attack enemy maritime targets and conduct expeditionary strike missions, while the MADIS provides 3d MLR enhanced air and missile defense capability. Concurrently, Combat Logistics Battalion 12 was redesignated as the 12th Littoral Logistics Battalion, falling under the 12th MLR. The newly redesignated 12th LLB provides ground supply, medical support, general engineering, explosive ordnance disposal, and multi-modal transportation to support distributed forces in contested maritime spaces. 12th Littoral Anti-Air Battalion also activated in 2024 adding to 12th MLR’s ability to support sea control and sea denial operations within actively contested maritime spaces.

    In the Philippines, 3d MLR participated in the 39th iteration of Exercise Balikatan 24, marking the unit’s 3rd consecutive year of participation in the largest annual bilateral training exercise between the U.S. military and Armed Forces of the Philippines since 3d MLR’s redesignation from 3d Marines in 2022. Following the conclusion of Balikatan, 3d MLR remained in the Philippines to conduct the first iteration of Archipelagic Coastal Defense Continuum and Marine Aviation Support Activity 24. The 75-day deployment marked 3d MLR’s longest deployment to the Philippines since redesignation.

    During the amphibious-focused exercise Iron Fist, the 31st MEU, PHIBRON-11, the JGSDF ARDB’s 2nd Amphibious Rapid Deployment Regiment and the JMSDF Commander Landing Ship Division 1 conducted combined planning to improve preparedness through real-world amphibious training. The three-week exercise focused on advanced marksmanship, amphibious reconnaissance, fire and maneuver assaults, bi-lateral logistics and medical support, and fire support operations; such as mortars, artillery and close-air support. Ultimately, Iron Fist honed the rapid, global expeditionary response capabilities expected of the U.S. Navy and Marine Corps and exemplified the spirit of trust and cooperation between the U.S. Marine Corps and Japan Ground Self-Defense Force.

    Throughout the Indo-Pacific region, the 31st Marine Expeditionary Unit (MEU) served as a crisis response force, participating in operations in Japan, the Republic of Korea, Indonesia, and across the region’s waters. F-35B Lightning II fighter jets provided simulated close air support during multinational exercises like SSang Yong, while MV-22B Ospreys inserted bilateral forces during Exercise Iron Fist 24. Meanwhile, ground forces from the MEU’s Maritime Raid Force and Battalion Landing Team conducted bilateral training in various environments, including jungles, beaches, waterways, and mountains in Japan and the Republic of Korea. The Combat Logistics Battalion 31, the only permanently assigned logistics battalion to an MEU worldwide, played a crucial role in supporting and sustaining the entire force. The unit’s logistics capabilities were on full display during Exercise Iron Fist 24, where military leaders from the region, as well as European partners and allies, observed beach operations following an amphibious assault training.

    Prepared to respond to crises of a larger scale, the 3d Marine Expeditionary Brigade (MEB) achieved significant milestones through its campaign of learning and experimentation with Expeditionary Strike Group SEVEN as Task Force 76/3. The brigade synchronized efforts with the integrated naval headquarters staff to ensure access to key maritime terrain and reinforce Commander, U.S. 7th Fleet’s rapid response capabilities. 3d MEB serves as III MEF’s Alert Contingency Marine Air-Ground Task Force, a scalable humanitarian assistance-disaster relief headquarters ready to respond within hours to emerging crises.

    As a capstone exercise in Japan, Resolute Dragon 24, which spanned from Iwakuni to Yonaguni, served as the operational debut of the 12th MLR and showcased the deployment of one of III MEF’s TPS-80 radar systems to Yonaguni. Flown to Yonaguni by a Japan Air Self-Defense Force C-2 aircraft, the TPS-80 radar system provided advanced sensing and targeting capability to enhance situational awareness for the joint force, further enabling the monitoring and acquisition of targets throughout the region. At Marine Corps Air Station Iwakuni, home to Marine Air Group 12 and the Japan Maritime Self Defense Force’s Fleet Air Wing 31, U.S. and Japanese V-22 Osprey aircraft conducted bilateral flight operations, demonstrating both the capabilities of the platform and the ability of the JGSDF and USMC to fly coordinated missions in support of ground forces.

    In the Republic of Korea, more than 3,000 U.S. Marines from across III MEF, and 1st Marine Division, I MEF, completed exercises Freedom Shield 24 and Warrior Shield 24, demonstrating the U.S and ROK Marine Corps’ ability to integrate and operate in support of the alliance. During Freedom Shield 24, the Combined Marine Component Command rehearsed their combined, force wide command-and-control capabilities in response to a simulated crisis. While in the Republic of Korea, U.S. Marines and Sailors with the 9th Engineer Support Battalion completed the construction of Choctaw Road at Rodriguez Live-Fire Complex, facilitating the safe and efficient transport of tactical military vehicles and ensuring direct access to live-fire ranges. This project was the result of coordinated efforts across multiple units, including ROK Marines and U.S. Soldiers from the 11th Engineer Battalion.

    Continuing to build on the U.S.-ROK partnership, Exercise Ssang Yong saw III MEF, 3d Marine Expeditionary Brigade, and 31st MEU forces operating alongside ROK Navy and Marine Corps units, demonstrating amphibious landing capabilities and highlighting the strength of the U.S.-ROK Alliance. The exercise involved division-level Marine Corps landing forces, ROK Navy large transport ships, and over 40 aircraft, including U.S. F-35B Lightning II fighter jets and ROK amphibious mobile helicopters.

    Back in Japan, III MEF also participated in Exercise Keen Sword 25, a biennial exercise that fosters realistic training and allows leaders to validate and test command relationships and operational control of forces. The exercise included both field training and command post elements, with forces from 3d MEB establishing a bilateral coordination center alongside Western Army partners in Kumamoto. This critical bilateral node showcased the ability to for U.S. and Japanese forces to coordinate operations within a shared battlespace, and unified against a common threat.

    In addition to these exercises, III MEF contributed to the largest ever iteration of Exercise Yama Sakura 87, a trilateral exercise involving the U.S. Army, Australian Defence Force, and Japan Ground Self Defense Force. The exercise spanned three nations, six locations, and over 7,000 service members, demonstrating the value of the Marine Corps’ permanent presence in Japan and the seamless integration of U.S. and Japanese forces.

    Beyond these major exercises, III MEF engaged in various community-based initiatives, including training students at the Thailand Mine Action Center to develop an explosive ordnance disposal capacity. This partnership aligns with the U.S. Department of Defense’s Humanitarian Mine Action Program, which assists partnered nations affected by landmines and explosive remnants of war. 5th Air/Naval Gunfire Liaison Company integrated with the JGSDF Amphibious Rapid Deployment Brigade, making history in the establishing of the JGSDF’s first Joint Terminal Attack Controller Instructor and Evaluator. Throughout the year, 5th ANGLICO Marines trained several Joint Tactical Air Controllers, increasing the ARDB’s capabilities and effectiveness.

    Twice during the year, III MEF flew KC-130Js from Okinawa to the Philippines to contribute to disaster relief operations following natural disasters in Mindanao and Luzon. III MEF forces transported tens of thousands of food packs alongside other critical aid items in support of the U.S. Agency for International Development. In Japan, Marines and sailors conducted humanitarian aid/disaster response training in Ishigaki City, building relationships in the Sakishima Islands and demonstrating capabilities to respond rapidly to natural disasters.

    III MEF also tested new capabilities in 2024, with the introduction of the Autonomous Low-Profile Vessel (ALPV) and Stern Landing Vessel. Marines across the MEF conducted trial operations with the ALPV in open water, simulating covert logistical resupply, and demonstrated the ability to resupply a dispersed lethal fighting force in contested maritime terrain. III MEF also participated in various resilient joint kill web experimentation events in support of the joint force, through the use of the Joint Fires Network and Maven Smart System capabilities.

    As III MEF looks to 2025, the force will continue to build on the successes of previous years, with a focus on increasing interoperability with partners and allies across the Indo-Pacific. On the horizon are continued training opportunities in Japan, the Republic of Korea, the Philippines and the Kingdom of Thailand. During Exercise Pacific Sentry, 3d Marine Division will undergo certification as a Joint Task Force, providing Indo-Pacific Command with another certified JTF for employment in support of regional security. 12th MLR will add their third and final subordinate element, 12th Littoral Combat Team, to enhance precision, lethality, and littoral maneuverability. 3d MLR will undergo a Marine Corps Combat Readiness Evaluation (MCCRE) prior to the unit’s deployment to the Philippines in support of Exercises Balikatan 25 and Kamandag 9. A series of full-scale rapid mobilization events will ensure that forces from III MEF are ready to swiftly deploy from locations in Okinawa to distributed locations across the region in support of sea denial operations and reinforcing regional partners and allies. With its commitment to regional stability and security, III MEF remains a vital component of the U.S. military’s presence in the Indo-Pacific, poised to address the challenges of a rapidly changing security environment.

She discussed the confirmation of President Trump’s Cabinet nominees and emphasized the importance of strengthening America’s nuclear deterrent. Senator Fischer also celebrated the recent confirmation of Pete Hegseth as Secretary of Defense and former South Dakota Governor Kristi Noem as Secretary of Homeland Security.

    During the interview, Senator Fischer highlighted the dangers posed by Democrats’ slow confirmation of Cabinet nominees, particularly those related to national security.

    On Pete Hegseth’s Confirmation:  

    Jon Scott: 
    Nebraska Senator Deb Fisher, a member of the Armed Services Committee, the Appropriations and Commerce Committees as well. So, you’re going to be a very busy Senator in this upcoming term, Senator Fischer.

    First of all, let’s talk about the Hegseth nomination. He was even described by the Vice President as 90% dead early in the confirmation process, but he squeaked across the line with a tie-breaking vote by the Vice President. Give us your assessment. 

    Senator Fischer: Well, obviously the Secretary of Defense is an extremely important position in any administration. You know, this is one that should have been filled right away, and instead, the Democrats were doing a smear campaign trying to delay it as much as possible. 

    So, I was really, really happy that we were able to get Pete across the line last night. I was honored to attend his swearing-in earlier this morning at the Executive Office Building where he had his family, and a number of us from the Armed Services Committee were there for that. He’s going to do a great job. He showed that during his hearing. He had a good, solid hearing. I’ve had numerous conversations with him. I reviewed the materials that were out there. And this is the guy for the job who’s going to take care of our warriors. And he’s going to work to provide them with the resources they need so they can complete the missions they’re given.

    On Preparing America’s Warfighters: 

    Jon Scott: Well, it’s going to be his job to reform the Pentagon, but obviously you and the Senate, on the Armed Services Committee, are going to have a big voice in that. What do you see as the reforms that this Pentagon needs?

    Senator Fischer: Well, you know, we’ve had a number of discussions on that. The new Secretary has been very open about what he’s looking at. We have to look at recruitment and retention in our all-volunteer force. We have to make sure that we take care of the warfighters, that we have their backs. We need to train them so they have the proper readiness and training and can take on any situation. We need to make sure that we have a strong deterrent so that we don’t always have to send our military men and women into harm’s way. 

    Those are all things that the new Secretary has talked about. We’ve talked about working with him on that to be able to get those things done. You know, on Armed Services, I’m starting my 13th year on Armed Services Committee. Many of these issues come up over and over again. And I am hopeful that we have the commitment from the Secretary, we have the enthusiasm, we have the dedication to our warfighters from this man to get this done.

    On Returning to Peace Through Strength:

    Jon Scott:
     Peace through strength, is a mantra that President Trump and Pete Hegseth have repeated over and over again. They want a military that is lethal and ready to move, but lethal enough that it’s going to deter our enemies. Do you see that happening? I mean, do you see us in that situation, early in the Trump term?

    Senator Fischer:
     You know, I’m really excited that the President and the new Secretary have embraced that Reagan term. You know, peace through strength. The Secretary and I, we talked about the priority for our nuclear deterrent, our nuclear triad, that is the bedrock of our entire national security. 

    It’s for ourselves, but also for our allies. They depend upon our nuclear umbrella as well. So, we’re going through a modernization program of all three legs of that triad. And in my conversations with the Secretary, we have really, really focused on the need to stay up on schedule, on all three of those legs. And make sure we have not just the weapons needed, but that those platforms are all ready to go too. We cannot afford to fall behind on this. That is true deterrence, and it’s deterrence to be able to show the strength, to show the commitment. And I think we have this administration now that has stepped up, and they are going to do that.

    On the Dangers posed by Democrats’ Slow Confirmation of Cabinet Nominees: 

    Jon Scott: Former South Dakota Governor Christie Noem has been voted, confirmed to be Homeland Security Secretary. She may be taking the oath of office any minute now, and if she does, we’ll take our viewers there live, but give us your take on the pace of these confirmations.

    Senator Fischer:
     Well, they’re slow, you know, this is really disappointing, but it’s also very dangerous that the Democrats are slow walking these nominations, especially these nominations that deal with our national security. 

    Secretary Noem when she is sworn in in a little bit, my neighbor to the north there is Governor Noem in South Dakota. She also is ready to start from day one. She’s going to be there, working with our border patrol, our other folks there on the southern border especially. And we’ve seen President Trump with his executive orders, step up right away, whether it’s with border chaos, whether it’s dealing with inflation prices out there, whether it’s dealing with our energy security, whether it’s dealing with our total national security package. So, we’re excited that she’s going to be sworn in here shortly.

  • MIL-OSI Security: U.S. and Allied Forces Conduct La Perouse 2025

    La Perouse is a biennial, multilateral exercise demonstrating a shared commitment to enhance regional and international cooperation in support of a free and open Indo-Pacific.

    This exercise is designed to advance maritime security in the region through maritime surveillance, interdiction, and air operations through progressive training and information sharing.

    This exercise provided an opportunity for U.S. and allied and partner navies, who have shared values, fulfill maritime integration training objectives by emphasizing collaboration, warfighting, and readiness in a dynamic theater, resulting in enhanced maritime security and continued deterrence.

    “USS Savannah’s opportunity to operate with our foreign partners this week was exciting. The French and American navies have shared priorities and an enduring mission in the Indo-Pacific,” said Capt. Matt Scarlett, commodore, Destroyer Squadron 7. “Our ability to conduct consistent bilateral operations, conduct information sharing, and participate in realistic scenarios at sea, increases our interoperability as a joint force and ensures sustained maritime security in the region.”

    Named after an 18th-century French naval officer and explorer, La Perouse reflects longstanding values and a shared commitment to maritime security with like-minded nations.

    The French Navy Charles de Gaulle carrier strike group is represented by their aircraft carrier FS Charles de Gaulle (R91). Charles de Gaulle carrier strike group is operating in the Indo-Pacific as part of their Clemenceau 25 deployment.

    “We welcome the opportunity to operate alongside the French navy, our friend and longtime ally, out here in the Indo-Pacific,” said Vice Adm. Fred Kacher, commander, U.S. 7th Fleet. “Their exercise La Perouse underscores the value our European allies place on this critical maritime region, and we look forward to advancing interoperability at sea between our forces.”

    Additional participating units included Royal Australian Navy’s Hobart Class guided missile destroyers HMAS Hobart (DDG 39); Royal Canadian Navy’s Halifax-class frigate HMCS Ottawa (FFH 341); the Indian Navy’s Delhi-class guided-missile destroyers INS Mumbai (D 62); Royal Malaysian Navy’s Lekiu-class guided missile frigate FFG Lekir (FFG 30) and Gagah Samudera-class training ship KD Gagah Samudera (271); Royal Navy of the United Kingdom’s River-class off-shore patrol vessel HMS Spey (P 234); and Republic of Singapore Navy’s Independence-class littoral mission vessel RSS Independence (15)

    As the U.S. Navy’s forward-deployed DESRON in Southeast Asia, DESRON 7 serves as the primary tactical and operational commander of littoral combat ships rotationally deployed to the U.S. 7th Fleet area of operations, functions as Expeditionary Strike Group 7’s Sea Combat Commander and builds partnerships through training and exercises and military-to military engagements.

    U.S. 7th Fleet is the U.S. Navy’s largest forward-deployed numbered fleet, and routinely interacts and operates with allies and partners in preserving a free and open Indo-Pacific region.

    WASHINGTON, DC – In a new video from U.S. Senator Gary Peters’ (MI) office, Captain Paul LaMarre III, Director of the Port of Monroe and President of the American Great Lakes Ports Association, emphasizes Peters’ efforts to help support the Port of Monroe and position it for long-term success. The video is part of the On the Job for Michigan series, which highlights Peters’ leadership and advocacy on behalf of constituents and communities across Michigan.  
    “Senator Peters has supported the Port of Monroe, not just from our efforts to create Michigan’s first marine container terminal, which will be known as Michigan’s Maritime Gateway, but he also championed a number of grant efforts that have led to improved infrastructure and equipment that will put the port at the cutting edge of the next generation of Great Lakes shipping,” said LaMarre.

    “The Port of Monroe is a critical resource for our Michigan manufacturers and our partners across the Great Lakes Region,” said Senator Peters. “I’ll continue to work alongside Captain LaMarre to help strengthen operations and ensure the Port of Monroe continues to play an important role in transporting the commodities and products that families and businesses rely on every day.” 
      During his time in the Senate, Peters has prioritized strengthening Michigan’s shipping ports, including the Port of Monroe. Since 2020, Peters has helped to secure nearly $13 million in grant funding for the port, including investments to expand cargo capacity, purchase new crane equipment and upgrade cargo screening infrastructure. In 2024, LaMarre testified during a Commerce Subcommittee field hearing convened by Peters to examine the impact of the Bipartisan Infrastructure Law on Michigan’s transportation infrastructure. In 2021, Peters toured the Port of Monroe with Customs and Border Protection officials to discuss cargo clearance challenges facing the port.  
    Peters has also worked alongside LaMarre and other stakeholders to support Michigan’s maritime workforce. In 2023, Peters’ bipartisan Changing Age-Determined Eligibility to Student Incentive Payments (CADETS) Act was signed into law, expanding the Student Incentive Payment Program eligibility age for financial assistance to cadets who attended one of the six State Maritime Academies and commit to a post-graduation service obligation to include any qualified student who will meet the age requirements for enlistment in the U.S. Navy Reserve at their time of graduation.

  • MIL-Evening Report: NZ-Kiribati fallout: Maamau govt minister says ‘impacts to be felt by the people’

    Kiribati President Taneti Maamau was unable to meet New Zealand Foreign Minister Winston Peters because he had “a pre-planned and significant historical event”, a Cabinet minister in Kiribati says.

    Alexander Teabo, Education Minister in Maamau’s government, told RNZ Pacific that “it is important for the truth to be conveyed accurately” after the “diplomatic tiff” between the two nations was confirmed by Peters as reported.

    Maamau is currently in Fiji for his first state visit to the country.

    Peters said New Zealand could not commit to ongoing monetary aid in Kiribati after three cancelled or postponed visits in recent months.

    A spokesperson from Peters’ office said the Deputy Prime Minister’s visit to Tarawa was set to be the first in over five years and took a “month-long effort”. However, the NZ government was informed a week prior to the meeting that Maamau was no longer available.

    His office announced that, as a result of the “lack of political-level contact”, Aotearoa was reviewing its development programme in Kiribati. It is a move that has been described as “not the best approach” by Victoria University’s professor in comparative politics Dr Jon Fraenkel.

    Minister Teabo said that Peters’ visit to Kiribati was cancelled by the NZ government.

    “It is correct that the President was unavailable in Tarawa due to a pre-planned and significant historical event hosted on his home island,” he said.

    Date set ‘several months prior’
    “This important event’s date was established by the Head of the Catholic Church several months prior.”

    He said Maamau’s presence and support were required on his home island for this event, and it was not possible for him to be elsewhere.

    Teabo pointed out that Australia’s Deputy Prime Minister was happy to meet with Kiribati’s Vice-President in a recent visit.

    “The visit by NZ Foreign Minister was cancelled by NZ itself but now the blame is on the President of Kiribati as the reason for all the cuts and the impacts to be felt by the people.

    “This is unfair to someone who is doing his best for his people who needed him at any particular time.”

    ‘Tried several times’ – Luxon
    The New Zealand aid programme is worth over NZ$100 million, but increasingly, Kiribati has been receiving money from China after ditching its diplomatic ties with Taiwan in 2019.

    Prime Minister Christopher Luxon said the country was keen to meet and work with Kiribati, like other Pacific nations.

    Luxon said he did not know whether the lack of communication was due to Kiribati and China getting closer.

    “The Foreign Minister has tried several times to make sure that as a new government, we can have a conversation with Kiribati and have a relationship there.

    “He’s very keen to meet with them and help them and work with them in a very constructive way but that hasn’t happened.”

    New Zealand’s Minister of Defence Judith Collins agrees with Peters’ decision to review aid to Kiribati.

    Collins said she would talk to Peters about it today.

    “I think we need to be very careful about where our aid goes, how it’s being used and I agree with him. We can’t have a disrespectful relationship.”

    January 27, 2025 – In response to the escalating conflict in eastern Democratic Republic of the Congo (DRC), the following quote is attributable to Sam Zarifi, JD, executive director of PHR:

    “Civilians in DRC are again caught between regional rivals fighting for power and mineral resources, and hundreds of thousands of people have been displaced in recent weeks alone, adding to the seven million already forced to flee due to this crisis. The conflict in DRC has been ignored for too long – DRC and Rwanda must work together, with assistance from their neighbors, the African Union, and the United Nations, to ensure the civilian population is protected and has access to vital aid.  

    “PHR calls on all combatants to comply with international humanitarian law and international human rights law. Fighters must also respect and protect the area’s many internally displaced persons (IDP) camps, which are acutely vulnerable. Bombs have already fallen on some IDP sites while the M23 has reportedly forced residents to flee other camps. The M23 and Rwandan Defense Forces (RDF) have ordered the demolition of all displaced persons camps. International actors must surge humanitarian aid to the region, as millions of people are facing a humanitarian crisis.  

    “We are also alarmed by emerging reports of indiscriminate attacks impacting health care facilities and personnel, including rockets and gunshots that hit facilities connected to the Masisi General Referral hospital in North Kivu province, as well as attacks on hospitals in Goma like Hospital de la Charité and Hospital Virunga. Health workers must be protected as they respond to the mounting health care needs of their communities, including urgent threats from malaria, measles, and mpox.

    “Massive attacks on the region by the M23, which has been found by the UN to be under the control of Rwanda, threaten a human rights and humanitarian catastrophe.  The entire Kivu region could very quickly come under control of a militia that has been widely documented as responsible for atrocities over many years.

    “PHR recently published research documenting the health and human rights emergency in eastern DRC, including a ‘massive influx of cases’ of conflict-related sexual violence against children and adults. PHR has worked in DRC for the past 14 years to support survivors of conflict-related sexual violence and to help end impunity for these crimes. The ongoing escalation in the conflict has drastically heightened the risk of conflict-related sexual violence in the days ahead.”

    • Beon  Energy Solutions: Beon’s new Pile Extractor revolutionises solar farm construction by safely and efficiently removing piles. Unlike traditional methods, which are dangerous and inefficient, the Pile Extractor is operated by one person, applies controlled forces, and eliminates the need for heavy machinery. This innovation enhances worker safety, increases productivity, and promotes a safer work culture within the renewable energy sector.
    • Fulton  Hogan: The SH1 Brynderwyns Recovery Project faced challenges due to the terrain, environmental concerns, and a major slip. Despite these obstacles, the team innovated, employing remote-controlled machinery to safely clear unstable slopes. This approach ultimately ensured a safer and more efficient recovery effort.
    • Traffic  Safe NZ: Traffic Safe developed a robotic system to eliminate the dangerous manual placement of road cones. This system uses cameras, sensors, and a robotic arm mounted on a truck to automatically deploy and retrieve cones, significantly reducing worker risk.
    The  Safety Leadership Award:
    • The  DEI team, New Zealand Defence Force: Defence Estate and Infrastructure (DEI) manages health and safety for numerous contractors across NZ. DEI developed the CHESS framework, outlining minimum H&S requirements for all contractors, with a focus on high-risk work. This framework is successfully implemented and fully supported by NZDF leadership. DEI prioritises H&S in all projects, striving to ensure all personnel return home safely each day.
    • Yolanda  Oosthuizen – Horizon Energy Group: As the Horizon Energy Group GM for HSEQ, Yolanda has led safety, wellness, quality, and sustainability. She champions their ESG agenda, fostering a Switched-ON safety culture. Her focus is on visionary leadership, aligning safety with organisational goals. Effective communication and measurable impact drive initiatives like the implementation of the ecoPortal Safety System. She also mentors’ future leaders, positioning Horizon as an industry leader in safety and sustainability.
    • Jamie  Greentree – Kinetic Electrical Wellington: Jaime started an electrical business with minimal health and safety focus initially. However, post-COVID, Jaimie prioritised compliance, investing in staff training and achieving a NZ Certificate in Workplace Health and Safety Practice (Level 3). As the sole director, Jaimie led this change, influencing other franchisees. As a small business, he adapted to the economic climate by diversifying.
    The  Safety Contribution Award (Team):
    • Canterbury  Aluminium Ltd: Chris and Nicky Averill acquired Canterbury Aluminium in 2022, prioritising staff health and safety. They believe a strong health and safety culture leads to happy staff and satisfied clients. The company’s Health & Safety Committee fosters a collaborative environment where all employees are encouraged to prioritise safety in their work. This award nomination recognises the committee’s efforts to improve health and safety outcomes for all staff.
    • Mason  Clinic Project – Southbase: Southbase Construction implemented numerous safety initiatives on the Mason Clinic project, fostering a strong safety culture. These measures included Wellbeing and Suicide Prevention, Health15 Program, Collaboration with Safety Brands and Organisations, Working at Height/Dropped Objects, Emergency Scenario Drills, and Health and Safety Recognition.
    • Tradestaff  Group Ltd: Tradestaff’s Safety Team has successfully fostered a safety-first culture within the construction sector. They’ve addressed challenges specific to on-hire labour, including short-term placements and diverse demographics. By focusing on candidates, clients, and consultants, they’ve implemented initiatives that promote safer onsite outcomes and drive cultural change in health and safety.
    The  Safety Contribution Award (Individual):
    • Glen  Sturgess, Naylor Love: Glen is a dedicated Health & Safety Champion. He consistently goes above and beyond to ensure site safety. Glen excels in logistics, effectively communicating safe movement of vehicles and personnel.
    • Shelley  Compston – Apprentice Training Trust: Shelley is a Health & Safety Co-ordinator and excels in improving workplace safety. She fosters a strong safety culture, inspires colleagues, and drives continuous improvement. Through effective collaboration and communication, she encourages best practices among hosts, staff, and apprentices. Shelley’s leadership, innovation, and dedication to protecting workers are exemplary.
    • Mark  Nicholas – Accent Construction: Mark utilises weekly toolbox meetings to upskill his construction team beyond basic safety. He develops workshops and bulletins on diverse topics like site access, hot works, and mental wellbeing. These initiatives enhance worker awareness and knowledge, leading to a stronger safety culture within the company and among subcontractors. Workers are better equipped to identify and manage hazards onsite.

    The  Mental Health and Wellbeing Award:

    • Workforce  Central Dunedin: Dunedin Hospital Outpatients workers enjoy exceptional onsite care. Services include free haircuts, health screenings, physio, GP consultations, and mental health support. Recreational activities like cornhole and billiards are provided. The site promotes a positive work-life balance and worker well-being through initiatives like Maori Language Week and Suicide Awareness Day. Workers consistently praise the unique and supportive environment.
    • Anita  Teo-Tavita – Programmed: Anita leads the Programmed Mental Health First Aid training, both internally and in the community. She’s a key figure in promoting worker wellbeing, taking a holistic approach. Anita not only facilitates training but also supports workers with initiatives outside of work hours, demonstrating her commitment to their overall wellbeing.
    • Tūpore: At Tūpore, prioritising mental wellbeing is core. They have created a supportive whanau culture, with initiatives like the “Raranga Oranga” role and the Big Buds programme. These efforts, combined with tikanga Māori practices and community partnerships, foster a thriving and connected workforce. This focus on mental health has significantly improved employee wellbeing and reduced the impact of high suicide rates in Hawke’s Bay.

    The  Future Safety Leader Award:

    • Aimee  Daw – Programmed: Aimee, initially a HSEQ Administrator at AIMs, quickly advanced to HSEQ Coordinator at Programmed, providing key HSEQ support. Despite her short tenure and lack of HSEQ background, her contributions have been significant, particularly in improving safety systems and processes. She is recognized for her dedication, resilience, and impactful safety leadership.
    • Fern  Harper – Naylor Love: Fern’s outstanding contributions to health & safety and her dedication, leadership, and commitment to safety excellence have inspired others. Fern’s inclusive approach and proactive nature make her an exceptional Emerging Practitioner in the field of health and safety.
    • Fiona  Brabant – Cook Brothers Construction: Fiona, or Fi, is a passionate Health & Safety leader at Cook Brothers Construction in Queenstown and Wanaka.     Background: 
    The State of Kansas has a water storage agreement with the U.S. Army Corp of Engineers (USACE) for water storage at 14 Kansas reservoirs. However, Milford Lake and Perry Lake still have contracts that date back to the 1970s and require the state to pay compound interest to USACE. Through the 2024 Water Resource Development Act (WRDA) passed by Congress in December, Senator Marshall was successful in changing the compound interest payments to simple interest payments, saving the state more than $40 million over the course of the contracts. 
    In 2022, Senator Marshall was successful in changing the City of El Dorado’s debt payment to USACE for water storage in El Dorado Lake from compound to simple, saving the city millions of dollars. Senator Fagg, who previously served as mayor of El Dorado, reached out to Senator Marshall’s office asking for assistance in making the same changes to the state’s debt agreements with USACE.

    WASHINGTON – U.S. Senator Lindsey Graham (R-South Carolina) today made this statement after the U.S. Army Corps of Engineers announced it will provide $28 million in funding for a North Myrtle Beach project to help prevent flooding and improve water quality, $7.9 million for the Lakes Marion and Moultrie water infrastructure project, and $7.6 million for stormwater and drainage systems in Charleston. These funds were allocated from the recent disaster supplemental, American Relief Act of 2025, which Senator Graham advocated for and supported.
    Graham said, “I appreciate the U.S. Army Corps of Engineers listening to South Carolina’s needs. Each of these projects will be necessary and beneficial when it comes to defending our state against natural disasters and improving water quality and infrastructure.”
    Graham recently led a letter to the Assistant Secretary of the Army for Civil Works encouraging them to prioritize funding for the North Myrtle Beach project. Graham is also a long-standing supporter of the other projects that will receive funding. As a member of the Senate Appropriations Committee, over the years he has made several congressionally directed spending requests to fund the projects in the City of Charleston and Orangeburg County.
    The U.S. Army Corps of Engineers announced it will fund the following projects:
    $28 million for North Myrtle Beach and vicinity to initiate and complete design and construction of the Ocean Outfalls and Stormwater Mitigation Project (Phase I).
    $7.9 million for Orangeburg County to initiate and complete design and construction of the Lodge Hall Reach Water Transmission Pipeline for the Lakes Marion and Moultrie water infrastructure project.
    $7.6 million for the City of Charleston to initiate and complete design and construction to rehabilitate the Brick Arches Stormwater System and Dupont Wapoo Drainage Outlet.

    As President Donald Trump retakes the White House alongside Republican majorities in both chambers of Congress, the roadmap of policy priorities is quickly taking shape. One of his golden opportunities is to strengthen and reclaim the successful CHIPS program, a brainchild of his first administration that has transformed Texas and our national security posture.
    We were proud to lead the Chips for America Act, which was signed into law as part of the Fiscal Year 2021 National Defense Authorization Act. This legislation created programs to bring the production of advanced semiconductors back to American soil after decades of decline. In 2022, we successfully secured funding for the programs in the larger CHIPS & Science Act. Since then, Texas cities, colleges, and universities and companies, including Texas Instruments, Samsung, GlobalWafers, X Fab, IntelliEPI and Sumika, along with thousands of Texas workers, have seen immense benefits.
    The economic rewards from this law were so profound that the Texas Legislature followed suit. In 2023, Gov. Greg Abbott signed the Texas CHIPS Act, which builds on the law to further invest in semiconductor manufacturing capacity and expertise in the Lone Star State. This state law established the Texas Semiconductor Innovation Consortium (TSIC) and the Texas Semiconductor Innovation Fund (TSIF), important, complementary programs that incentivize Texas investment in the semiconductor industry. A recent study indicates the technology industry contributes more than $469 billion to the Texas economy. Today, Texas has the second largest semiconductor workforce in the nation totaling more than 42,000 Texans with more to come thanks to our joint efforts.
    As we see Texas companies, workers and communities benefit from this program, it would be a mistake to forget the impetus for this critical initiative. The vision for these successful programs originated in President Trump’s White House, and it was President Trump’s own national security team that first identified semiconductor chips as a vulnerability in American supply chains. Approximately 92% of the most advanced semiconductors are currently manufactured in Taiwan. Back in 1990, the United States produced nearly 40% of the world’s semiconductors. But by 2021, this figure decreased to 12%, and in 2024, our share represented only 8%. As demand for electronic goods dramatically increased during the pandemic, our supply chain vulnerabilities became more apparent.
    In response to the threat of the Chinese Communist Party, and to address vulnerabilities in U.S. supply chains, the first Trump administration asked Congress to address the chips issue with legislation and we took up this mantle. As part of this effort, President Trump’s team successfully persuaded Taiwan Semiconductor Manufacturing Co. to bring their major operations back to the U.S.
    Four years later, with President Trump back in the White House and with Republicans in control of Congress, we have an opportunity to refocus the implementation of CHIPS and reclaim rightful credit for its successes. President Biden prioritized partisanship at every turn at the expense of national security during the law’s implementation, from divisive DEI requirements for grant recipients to endless red tape on environmental impact requirements for new projects. The Trump administration can roll back criteria for grant recipients and reprioritize funding for the best and most efficient manufacturing facilities, many of which are in Texas. In addition, by streamlining the stringent regulatory requirements on new projects, America will be better positioned to increase our production capacity for semiconductors at an even faster speed, making sure this critical supply chain is not subject to the whims of our adversaries overseas.
    We cannot let this program that has been so revolutionary for Texas job creators fall by the wayside. While President Biden’s misguided approach to implementation of the CHIPS and Science Act fell short of everything the law could be, we are optimistic that with President Trump back at the helm, Republicans can Make America Great Again by continuing to strengthen our investments in CHIPS.
    By reclaiming CHIPS, President Trump has an opportunity to fulfill a core campaign promise: increase domestic manufacturing and decrease our reliance on China. By continuing to prioritize domestic manufacturing of semiconductors, we can increase manufacturing jobs in the United States and strengthen America’s edge in our strategic competition with China.

    Nine comedy geniuses will take to the stage for the NSW Seniors Festival Comedy Shows this March to entertain seniors in Sydney and Port Stephens.

    The free events will deliver a day of laughs as comedians Bec Melrose, Rebecca De Unamuno, Simon Kennedy, Gary Eck, Anisa Nandaula, Mat Wakefield, Laura Hughes, Peter Berner, and Tommy Dean show off their talents at the Seniors Festival Comedy Shows.

    Emcee Andrew Barnett, will host the fun-filled events at:

    • Sydney Town Hall on Tuesday 4 March at 11am
    • Soldiers Point Hall in Port Stephens on Thursday 6 March at 10:30am and 1:30pm

    Tickets will be available from Tuesday 11 February at 9am at https://www.nsw.gov.au/arts-and-culture/seniors-festival/whats-on/nsw-seniors-festival-comedy-show.

    The annual NSW Seniors Festival takes place from 3 to 16 March. The festival is the largest of its kind in the southern hemisphere, with more than 500,000 people participating in events held across NSW.

    Highlights of the festival include the Expo with a range of activities and stalls for seniors to engage in, as well as the free Premier’s Gala Concerts, both of which will be held at Sydney’s International Convention Centre on Wednesday 12 and Thursday 13 March.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL), Ranking Member of the Senate Judiciary Committee, sent a letter to the Federal Bureau of Investigation (FBI), the Department of Defense (DOD), the State Department, and the Department of Treasury requesting they produce all relevant materials related to alleged misconduct by Kash Patel, President Trump’s nominee to be Director of the FBI, related to the rescue of two Americans held captive by Iranian-backed militants in Yemen. Allegedly, Mr. Patel publicly commented without authorization and prior to the confirmed safe retrieval of the two hostages. If true, Mr. Patel appears to have inappropriately involved himself in a sensitive operation with no regard to the safety of the hostages or the success of the mission.
    Durbin wrote, “I have recently received highly credible information revealing that while serving in the first Trump Administration’s National Security Council, Kash Patel broke protocol regarding hostage rescues by publicly commenting without authorization on the then in-progress retrieval of two Americans held captive by Iranian-backed militants in Yemen in October 2020.”
    On October 14, 2020, the Wall Street Journal first published comments from Mr. Patel regarding the hostage swap at 10:55 a.m., several hours before the hostages were confirmed to be in the custody of the United States. In the wake of multiple failed hostage recovery missions, the Hostage Recovery Fusion Cell was created in 2015 as a multi-agency group housed in the FBI tasked with coordinating the recovery of Americans held hostage abroad and improving communications with impacted families and the public. The Fusion Cell’s specific protocols are in place to help protect the privacy of impacted families and ensure the timing for public acknowledgement of a hostage rescue effort does not endanger these sensitive life-or-death missions.
    The letter continued, “The information my office received alleges that Mr. Patel inserted himself inappropriately in a hostage recovery mission and violated these protocols. Mr. Patel, prior to his interview with the Wall Street Journal and contrary to his public assertions, allegedly had no role in the planning, negotiations, or execution of this hostage recovery. The source also alleges the interagency communications were clear that there would be no public comment until after the recovery was complete, and the families were notified.”
    “Mr. Patel’s nomination to be Director of the Federal Bureau of Investigation (FBI) is currently pending before the Senate Judiciary Committee. Among the many qualities and qualifications the Senate must consider when reviewing presidential appointments is whether the nominee has the requisite character and fitness to be entrusted with the authority of their position. This is the second known instance of Mr. Patel breaking hostage recovery protocol to inappropriately insert himself in a sensitive or high-profile recovery mission. An official who puts missions and the lives of Americans in jeopardy for public notoriety and personal gain is unfit to lead the country’s primary federal law enforcement and investigation agency. This Committee has a constitutional obligation to perform oversight over the FBI and to provide advice and consent on the nominations of officers to lead the Bureau,” the letter wrote.
    In the letter, Durbin requests the Hostage Recovery Fusion Cell protocols for public acknowledgement of successful hostage rescue missions, communications between the Hostage Recovery Fusion Cell and Mr. Patel, and all of the cables regarding the rescue mission during the relevant four days in order to validate this new allegation. Durbin requests all relevant information no later than January 30, the date of Mr. Patel’s confirmation hearing.
    In October 2020, Mr. Patel was accused of breaking protocol and incorrectly providing foreign airspace approval during the rescue of Philip Walton in northern Nigeria.

    All interagency cables and memos from October 11, 2020 through October 15, 2020 concerning the rescue of Ms. Sandra Loli and Mr. Mikael Gidada; and
    All records reflecting or relating to authorization permitting Mr. Patel to disclose any details concerning the rescue of Ms. Sandra Loli and Mr. Mikael Gidada prior to receiving confirmation of their retrieval and/or notification to the families.
    Please provide these materials as soon as possible, and no later than January 30, 2025. I appreciate your prompt attention to this important request.

  • MIL-OSI Europe: Answer to a written question – Adverse consequences of imposing import duties on titanium dioxide – E-002612/2024(ASW)

    On 10 July 2024, the Commission adopted Implementing Regulation (EU) 2024/1923[1] imposing a provisional anti-dumping duty on imports of titanium dioxide from China.

    On 15 November 2024, the Commission submitted for a vote the draft implementing act concluding the investigation to the Trade Defence Instruments Committee. At the same time, the draft implementing act was sent to the European Parliament.

    Under the ‘Union interest’ section of the draft implementing act, the Commission assessed the impact on companies across value chains, on the basis of all the information collected during the investigation.

    The Commission acknowledged the impact the duties might have on companies in different value chains. The definitive draft implementing act thus sets the duties as a fixed amount per kilogram instead of a percentage of the value of the imported product to soften that impact.

    The prices of titanium dioxide are expected to increase, which will result in lower share of the duty in the final price of titanium dioxide. The Commission also allowed for titanium dioxide used in production of white inks for printing to be exempted from duties.

    The draft implementing act[2] was published on 9 January 2025 and will be applicable for five years. T he downstream industry also has the possibility to request the initiation of an anti-dumping investigation.

    In fact, the Commission has initiated an anti-dumping investigation into imports of decor paper from China following a complaint from EU producers which also use titanium-dioxide as a raw material.

    EU bodies have continually stressed the importance of the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction (hereinafter referred to as ‘the Convention’). At the same time, Russia has been engaged in a full-scale war with Ukraine for almost three years, and the states responsible for the EU’s external border have been facing pressure from Russia and Belarus as part of a hybrid war.

    In the context of these events and the challenges faced by Member States (especially Poland and the Baltic States), the idea of those states directly facing the aforementioned threats withdrawing from the Convention is being discussed in the public space. In this connection, I would like to ask the following questions:

    • 1.What is the Commission’s opinion on the possibility of certain Member States withdrawing from the Convention? If the Commission takes a negative view, will it allow for the possibility of a temporary derogation from the provisions of the Convention in the light of the current situation?
    • 2.Does the Commission feel that the withdrawal from the Convention or its temporary suspension for the purpose of defending the EU’s borders could form part of the EU’s defence strategy following the appointment of a Commissioner for Defence and Space?
    • 3.If the Commission feels that the suspension of or withdrawal from the Convention by certain states is not acceptable, how does it intend to ensure that border states have adequate means and mechanisms at their disposal to protect their borders in the face of escalating hybrid and military threats?

  • MIL-OSI United Nations: Secretary-General Concerned by Escalating Violence in Democratic Republic of Congo

    The following statement was issued today by the Spokesman for UN Secretary-General António Guterres:

    The Secretary-General is deeply concerned by the escalating violence in eastern Democratic Republic of the Congo and reiterates his strongest condemnation of the M23 [23 March Movement] armed group’s ongoing offensive and advances towards Goma in North Kivu with the support of the Rwanda Defence Forces.

    In the last 48 hours, two United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) peacekeepers from South Africa and one peacekeeper from Uruguay were killed while implementing the mandate entrusted upon them by the Security Council.  Eleven peacekeepers sustained injuries and are being treated in the UN hospital in Goma.

    The Secretary-General expresses his deepest condolences to the families of the fallen peacekeepers as well as to their Governments and the people of South Africa and Uruguay, and wishes a swift recovery to the injured.  He pays tribute to the bravery of all the United Nations peacekeepers while implementing their mandate to protect civilians and defend them against armed group violence, in coordination with the Armed Forces of the Democratic Republic of the Congo (FARDC) and the Southern African Development Community Mission in the Democratic Republic of the Congo.

    The Secretary-General reminds all parties to the conflict of their obligations under international humanitarian law.  He recalls that attacks against United Nations personnel may constitute a war crime.  He calls on the appropriate authorities to investigate this incident and swiftly bring those responsible to justice.

    The Secretary-General reiterates his call to respect the ceasefire agreement.  He calls on M23 to immediately cease all hostile actions and withdraw from occupied areas.  He further calls on the Rwanda Defence Forces to cease support to M23 and withdraw from Democratic Republic of the Congo territory.  He reaffirms the United Nations support to the Luanda Process and calls for an immediate resumption of negotiations in this framework.

    Admiral Muhammad Ali, Chief of Staff of the Indonesian Navy, is on an official visit to India as part of the high-level delegation accompanying his Excellency President Prabowo Subianto, the Chief Guest for the Republic Day Parade 2025. During his visit, Adm Muhammad Ali and Adm Dinesh K Tripathi, Chief of the Naval Staff, held bilateral interactions to deepen maritime cooperation and strengthen ties between the two-close maritime neighbours.

    The Key areas of discussion between the two naval leaders included advancing joint initiatives like Exercise Samudra Shakti, strengthening operational collaboration, and addressing shared maritime challenges, including piracy and other illegal activities at sea.

    The visit also includes engagements at key maritime establishments such as the Information Fusion Centre – Indian Ocean Region (IFC-IOR) and the Weapons and Electronics Systems and Engineering Establishment (WESEE), focusing on enhancing regional collaboration and maritime domain awareness. Adm Muhammad Ali also visited the BrahMos Aerospace Private Limited (BAPL) and exchanged ideas and insights on further strengthening bilateral cooperation in the area of defence and strategy.

    Adm Muhammad Ali’s engagements with the Indian Navy and defence stakeholders reflect a shared commitment to fostering regional cooperation and ensuring a secure and peaceful maritime environment.

    Hagerty on the politically-motivated delay of Trump’s cabinet confirmations: “What we’ve seen is the minority is using every procedural trick in the book. They tried to slow us down dramatically. We would’ve been much further along, even in Trump’s first term, clearly in [former President Barack] Obama’s first term. In Obama’s first term, we had twelve cabinet members seated in the first fifteen days. What we saw happen back in Trump’s first term was the resistance movement unfold against us. The Democrats plied all these procedural measures, slowed us down dramatically. We returned the favor in [former President] Joe Biden’s Administration. [Senate Majority Leader] John Thune offered to move back to a more normal sequence, as we [did with] Obama. The Democrats have no interest in it—we’ve gone through massive political gyrations—but we’re going to push these nominees through. That’s why we were here, willing to go through the night and early Sunday morning. The Democrats finally came to an 11th hour agreement to let us move Scott Bessent later today. But we’re going to keep pushing these through, grinding these through. There is no reason to be slowing all of this down, particularly when you think about the national security crises that we face as a nation. The American public wants us to get to work. They expect President Trump to be on the case. The Democrats are, yet again, doing everything they can to slow things down and throw sand into the gears.”
    Hagerty on his strong support for Pam Bondi: “Pam Bondi is a top priority nominee for us. She will get confirmed; there’s no question about that. Getting Pam and getting Kash Patel into position to deal with the national security crises and threats that we face here domestically is absolutely critical. She’s high priority. She’s in this first wave that will go—she will go—and I have every reason to expect she’ll go on a bipartisan basis. We’ve just got to get the Democrats to realize this and start to work with us more closely. The American public expect it.”
    Hagerty on the reconciliation process: “What we need to do is get as many things accomplished as quickly as we possibly can. Look, the situation in Florida is urgent. It makes sense to put it on a piece of legislation that’s moving through quickly. That’s certainly going to help us bring along various Florida members. I think that should be part and parcel of this. And if you just step back for a minute and think about where America saw this country in November of this last year, seventy-five percent of Americans said we were on the wrong track as a nation. Maria, the American people voted. President Trump won every single battleground state a landslide in the electoral college. He won the popular vote. Democrats should wake up and realize the public needs us to make significant change. These are the vehicles that will allow those changes to occur, I hope we’ll get their support.”
    Hagerty on Trump’s agenda to bring back American sovereignty: “Senator Thune certainly is focused on the process that we’re going to be moving through right now, to make certain that our military is adequately funded. But I’ve had great conversations with Elon Musk about what we can do, from an operational efficiency standpoint, deploying new technologies, making certain that the most relevant technologies that are available in the private sector are being deployed in our military. The focus is going to be back on lethality and effectiveness, not on pronouns at the Pentagon. Now [Secretary] Pete [Hegseth], he has got that message loud and clear. I’m excited about what may come, in terms of deploying new technologies, new ways to make America’s warfighters the most lethal in the world. So, I think the combination of the ongoing effort that we’ve got from a legislative standpoint, plus the operational efforts that are taking place with the Department of Government Efficiency, need to come to bear, in full force, and our procurement exercises in the Department of Defense, making certain that we have our men and women in the military in as great a position as we possibly can to deliver for the American people.”
    Hagerty on the national security concerns in doing business with the CCP: “I think there’s so much that can be done regarding China accessing our capital markets. Maria, one of my pet peeves is allowing Chinese companies that have golden share arrangements to list on our capital markets. You know what golden share is? That’s a minority stake that the Chinese government, the CCP has control of, that can actually be a veto for any corporate action that one might take. They have this control over Bytedance. They have this sort of control over Tencent. It’s amazing that these companies are allowed to list here. The American public does not understand the extent of control that the Chinese Communist Party has over their champion industries, yet they’re allowed to come here, take capital from our markets, the most efficient capital markets in the world, in a situation that is entirely unfair. When you think about it from a corporate governance standpoint, there are many ways, I think, that Scott Bessent can look at these critical issues and I hope address them very quickly.”
    Hagerty on the debt ceiling: “President Trump wants the debt ceiling dealt with as quickly as possible. In the past, it’s always been used by the Democrats as a cudgel to force actually more spending. We could deal with this in a number of fashions, perhaps dealing with it alongside disaster relief for California or others. But we need to deal with it right up front, quickly and effectively, and not let this become an issue or a hurdle to get larger things accomplished.”

    WASHINGTON, D.C. – Today, U.S. Senator Tim Kaine (D-VA) joined his colleagues in introducing a resolution to express support for the Paris Climate Accords, an international agreement on climate change. The resolution also highlights significant climate and clean energy actions taken by local and state governments, critical investments made through the Bipartisan Infrastructure Law and Inflation Reduction Act, and widespread support for the Paris Agreement. President Donald Trump signed an executive order to withdraw the United States from the agreement – meaning that the U.S. joins Iran, Yemen, and Libya as the only countries in the world not party to the Paris Accords.
    “From sea level rise in Hampton Roads and on the Eastern Shore to hurricanes in Southwest Virginia, climate change is affecting us all and threatening the safety of our communities,” said Kaine. “I’m disappointed, but not surprised, by President Trump’s short-sighted withdrawal from the Paris Accords, and that’s why I’m joining my colleagues in introducing this resolution to express support for the goals of the climate agreement. I remain committed to building on our progress in recent years to reduce greenhouse gas emissions, improve resiliency, accelerate clean energy production, and keep Americans safe.”
    On November 4, 2020, the first Trump Administration withdrew the U.S. from the Paris Agreement. The Biden Administration re-entered the U.S. into the agreement in January 2021. In December 2024, the Biden Administration released an updated Nationally Determined Contribution under the Paris Agreement, establishing an emission-reduction target of 61 to 66 percent below 2005 levels by 2035.
    The resolution is led by U.S. Senator Edward J. Markey (D-MA) and is cosponsored by U.S. Senators Chuck Schumer (D-NY), Dick Durbin (D-IL), Jeff Merkley (D-OR), Ron Wyden (D-OR), Tina Smith (D-MN), Bernie Sanders (I-VT), Richard Blumenthal (D-CT), Chris Van Hollen (D-MD), Peter Welch (D-VT), Jack Reed (D-RI), Sheldon Whitehouse (D-RI), Brian Schatz (D-HI), Cory Booker (D-NJ), Amy Klobuchar (D-MN), Alex Padilla (D-CA), Adam Schiff (D-CA), Chris Coons (D-DE), Jeanne Shaheen (D-NH), Jacky Rosen (D-NV), and Tammy Duckworth (D-IL).
