    The holiday season came alive at the Dragon Hill Lodge on Yongsan Garrison, where the entire community gathered to celebrate with a tree lighting ceremony, Seoul, South Korea, Dec. 17. U.S. Army Col. Edward Cho, the U.S. Army Garrison Yongsan-Casey commander, welcomed military service members, families, and local residents in the area to a night of family-friendly fun, free food, caroling, an ugly sweater contest and pictures with Santa.

    “To our incredible Soldiers, their families, and our devoted Korean allies, I thank you for your continued commitment, resilience, and the sacrifices you make every day. Your dedication strengthens the bonds that we have between nations,” said Cho during his opening remarks. “It’s because of you that we can stand strong together, ready to face any challenge that comes our way. During this season of joy and reflection, I’m humbled to serve alongside such remarkable individuals.”

    The tree, standing tall, in front of the Dragon Hill Lodge was adorned with a multitude of sparkling lights and colorful ornaments, symbolizing the spirit of the holiday season. The lighting ceremony typically marks the beginning of a month-long series of holiday-themed events, accompanied by musical performances, gift-giving, and festive culinary delights.

    Santa Claus made a grand entrance on an installation fire truck, later taking pictures with several families and children just inside, in the Dragon Hill Lodge’s main lobby area. Local dignitaries and leaders from both U.S. and South Korean communities attended the event, reinforcing the strong ties between the two nations.

    The ceremony was a chance for service members and their families to take a break from their normal duties and enjoy the warmth of the holiday season together. For many, the annual celebration on Yongsan Garrison has become a beloved family tradition.

    The event serves as a welcome reminder of the importance of community during the holiday season, as well as a testament the enduring friendship between friends, allies, and colleagues who serve abroad together.

  • MIL-OSI Security: JASDF hosts annual mochi-pounding ceremony

    YOKOTA AIR BASE, Japan,  –  

    The Japan Air Self-Defense Force’s Operation Support Wing hosted its annual mochi-pounding ceremony, bringing together U.S. and JASDF personnel to celebrate cultural exchange and teamwork at Yokota Air Base, Japan, Dec. 13.

    The centuries-old tradition involved steaming glutinous rice before rhythmically pounding it with large wooden mallets in a mortar to create a sticky dough. Symbolizing unity and prosperity, mochi-pounding marks the arrival of the New Year in Japan. Once prepared, the mochi was shaped into small round cakes and served as part of the traditional celebratory meal.

    The ceremony not only celebrates Japanese culture but also provides a unique opportunity for U.S. and JASDF personnel to collaborate and strengthen their bonds through shared customs. This year’s event saw both JASDF and U.S. military personnel working together to prepare the mochi, fostering teamwork and cultural understanding.

    “At Yokota, the mochi-pounding ceremonies are a bit unique,” said Keisuke Kitano, JASDF Operational Support Wing liaison. “This event allows us an opportunity to welcome U.S. members and share Japanese culture, promoting exchange and teamwork.”

    The annual mochi-pounding ceremony highlights the strength of the partnership between U.S. and Japanese forces. It not only fosters cultural understanding and mutual respect but also strengthens community bonds, offering both forces a unique opportunity to work together and build lasting friendships.

    TAMPA, Fla. – U.S. Central Command (CENTCOM) forces conducted precision airstrikes against a missile storage facility and a command-and-control facility operated by Iran-backed Houthis within Houthi-controlled territory in Sana’a, Yemen, on Dec. 21 Yemen time.

    CENTCOM forces conducted the deliberate strikes to disrupt and degrade Houthi operations, such as attacks against U.S. Navy warships and merchant vessels in the Southern Red Sea, Bab al-Mandeb, and Gulf of Aden.

    During the operation, CENTCOM forces also shot down multiple Houthi one way attack uncrewed aerial vehicles (OWA UAV) and an anti-ship cruise missile (ASCM) over the Red Sea. 

    The operation involved U.S. Air Force and U.S. Navy assets, including F/A-18s.

    The strike reflects CENTCOM’s ongoing commitment to protect U.S. and coalition personnel, regional partners, and international shipping.

    The Defence Secretary visited British Army soldiers deployed in Estonia this Christmas to thank them for their service

    The Defence Secretary visited UK Armed Forces personnel deployed to Estonia to thank them for their vital service at Christmas.

    Some 10,000 sailors, marines, soldiers, and aviators will spend Christmas Day deployed overseas, sacrificing celebrations with their families and friends to keep the UK safe.

    The work of the UK Armed Forces continues over Christmas on 60 operations in 44 countries this, while hundreds more personnel are working to protect the UK’s skies, shores, and seas at home.

    There are 900 British personnel deployed in Estonia, ready to defend NATO’s eastern flank and working alongside French and Estonian forces to deter aggression and uphold stability in eastern Europe.

    The visit to Estonia by the Defence Secretary also highlighted the UK’s unwavering dedication to NATO and commitment to defending the alliance.

    Defence Secretary, John Healey MP, said: 

    In a world in which global insecurities are rising, we depend more and more on those who are willing to serve. And those who are willing to serve are supported by the families that stand with them and behind them.

    This Christmas, I pay special tribute to those 10,000 military personnel who are deployed overseas, many of them not seeing family and loved ones at this important time.

    It was an honour to spend time with some of those troops in Estonia, to serve them Christmas lunch and thank them for their commitment and professionalism. This week they will sacrifice what most of us take for granted, that special time with our families, to ensure that our nation is safe. 

    Our British deployment in Estonia demonstrates our unshakeable commitment to NATO and the security of Europe, keeping us secure at home and strong abroad. Our presence here is a powerful message to our allies and adversaries: the UK stands ready to defend its allies and uphold our shared values, all year round.

    The visit to Estonia provided an opportunity for the Defence Secretary to discuss Project ASGARD, which will help UK Armed Forces in the country utilise new and emerging tech to become more lethal and better able to defeat the enemy.

    It will harness developing technologies including artificial intelligence (AI), drones, and advanced sensors to help more quickly discover and process information and strike enemies on the battlefield, with priority work continuing on the programme in 2025.

    The UK’s relationship with Estonia is a cornerstone of NATO’s defence. British personnel stationed in Estonia form a vital part of the enhanced Forward Presence, ensuring a permanent presence along the alliance’s eastern flank.

    The visit comes as the UK has recently signed a defence roadmap with Estonia. The agreement will see the UK’s 4th Brigade Combat Team held at high readiness from 2025, ready to deploy at short notice to Estonia in times of crisis.

    It will also include the first overseas deployment of the UK’s cutting-edge Challenger 3 tanks and Boxer armoured vehicles, reinforcing NATO’s defensive capabilities along its eastern border.

    The British deployment at Tapa remains the UK’s largest permanent overseas deployment, and both countries are working together closer than ever, with the UK leading on the new DIAMOND initiative, which will improve NATO’s integrated air and missile defence by ensuring that the different air defence systems across the Alliance operate better and more jointly across Europe.

    Paying tribute to Armed Forces personnel on duty at Christmas, the Chief of the Defence Staff, Admiral Sir Tony Radakin said:

    Thank you to all our Armed Forces personnel for your extraordinary hard work this year.

    From delivering the nuclear deterrent and policing NATO skies, to training Ukrainian recruits and protecting merchant shipping in the Red Sea, the Armed Forces have stepped up to deliver all that the nation asks of us.

    I am immensely grateful to those deployed away from home over the festive season and wish you all a Merry Christmas and a Happy New Year.

    In the UK, Royal Air Force aviators at RAF Boulmer and NATS Swanwick are ready to scramble Typhoon aircraft from RAF Coningsby and RAF Lossiemouth to monitor any hostile aircraft which approach UK airspace.

    Behind the scenes and out of sight at the MOD’s digital HQ in Corsham, military cyber experts will remain vigilant this festive season, defending the UK against constant cyber threats every minute of every day.

    These dedicated professionals ensure the security of vital digital networks, guaranteeing that the systems that connect our people, places, and equipment run smoothly and securely.

    Royal Navy ships will also continue their work protecting the UK’s seas and coastline.

    Somewhere, deep in the ocean, a Royal Navy nuclear attack submarine continues to provide the nation’s nuclear deterrent in a patrol that has continued 24 hours a day, 365 days a year, for 55 years.

    And the Household Division of the British Army will continue to guard royal palaces in the nation’s capital throughout the Christmas period.

    In an address to the soldiers deployed at Tapa Army Base in Estonia, the Defence Secretary said:

    I wanted to say, above all, thank you. Thank you on behalf of all those back home who will never have the chance to say this to you for themselves. Thank you for your commitment to keeping our country safe.

    This is a really important deployment for us. What you’re doing here really matters. It matters for the security of Europe, and it matters to us all back home in Britain.

    You are making good on Britain’s unshakable commitment to NATO and to a safe and peaceful Europe. And that’s why we have this Operation CABRIT, the biggest commitment of British troops in another country.

    Here on the front line, we must also be on the cutting edge of new technologies and new combat techniques we must learn from Ukraine.

    We ask a lot of you all in the Armed Forces, not least the separation from your families and your friends and your loved ones. And at Christmas, that sense of separation can be especially strong.

    So thank you for your service. Thank you for your willingness to sacrifice what almost all of the rest of us take for granted. It’s an honour to be with you.

  • MIL-OSI Australia: Additional assistance in response to Vanuatu earthquake

    The Australian Government will provide an additional $5 million in practical humanitarian assistance to the people of Vanuatu, following Tuesday’s tragic earthquake.

    This support builds on the Australian Government’s initial $2 million package and will assist the next phase of the Vanuatu Government’s emergency response.

    It includes $2.5 million for medical care for those injured, and to supply water, sanitation and hygiene products and services.

    Assistance will also be directed to NGOs through the Australian Humanitarian Partnership (AHP) consortium to address the distinct needs of vulnerable community members and to the Australian Red Cross, who in partnership with the Vanuatu Red Cross will deliver services and supplies including shelter, first aid and non-food items.

    An Australian Medical Assistance Team (AUSMAT), with 16 members will depart tomorrow. They will continue to support local health services to address critical injuries. The team has been drawn from across Australia, and we thank them for their contribution, especially over Christmas.

    The 64-member Disaster Assistance Response Team (DART), which has been assisting with search and rescue efforts, and the six-person AUSMAT team that were deployed on Wednesday will return to Australia tomorrow.

    The Royal Australian Air Force will conduct two further flights to Port Vila today. Commercial flights are now resuming.

    Australians should be proud of the emergency rescue and medical teams that deployed less than 24 hours after the earthquake. We are grateful to all of those involved in Australia’s response for their work.

    The Department of Foreign Affairs and Trade is continuing to provide consular assistance where needed to Australians present in the affected region.

  • MIL-OSI China: China firmly opposes US military assistance to Taiwan

    China strongly deplores and firmly opposes U.S. military assistance and arms sales to China’s Taiwan region, and has immediately lodged solemn representations with the United States, a Chinese foreign ministry spokesperson said Sunday.

    The White House on Dec. 21 announced military assistance worth 571.3 million U.S. dollars to Taiwan. The U.S. Department of Defense announced on the same day that the State Department has approved 295 million U.S. dollars worth of arms sales to Taiwan.

    In response, the spokesperson said the United States once again approved military assistance and arms sales to China’s Taiwan region. This seriously violates the one-China principle and the three China-U.S. joint communiques, especially the August 17 Communique of 1982, and China’s sovereignty and security interests.

    The decision is a severe breach of the U.S. leaders’ commitment of not supporting “Taiwan independence,” and sends a gravely wrong signal to “Taiwan independence” separatist forces. “China strongly deplores and firmly opposes it and lodged solemn representations at once with the United States,” the spokesperson said.

    The Taiwan question is at the core of China’s core interests, and the first red line that cannot be crossed in China-U.S. relations, the spokesperson said. “To aid ‘Taiwan independence’ by arming Taiwan is just like playing with fire and will get the United States burned, and to use the Taiwan question to contain China is doomed to fail.”

    The spokesperson said that China urges the United States to immediately stop arming Taiwan and stop the dangerous moves that undermine peace and stability in the Taiwan Strait.

    “China will take all measures necessary to firmly defend national sovereignty, security and territorial integrity,” the spokesperson said.

  • MIL-OSI China: Trump threatens retaking Panama Canal, whining “unfair” fees

    U.S. President-elect Donald Trump on Saturday called the Panama Canal “a VITAL National Asset for the United States,” threatening to retake the canal, citing “exorbitant prices” on U.S. ships.

    In a Truth Social post, Trump claimed that Panama has been treating the United States “in a very unfair and injudicious way” by charging U.S. Navy and commercial vessels transiting the waterway “exorbitant prices and rates of passage.”

    “This complete ‘rip-off’ of our Country will immediately stop,” Trump said.

    Panama Canal, now a vital international maritime trade route connecting the Pacific and Atlantic oceans, was returned to Panamanian control in 1999 according to the Torrijos-Carter Treaties signed in 1977 under pressure from the Panamanian people.

    In 1903, the United States signed a treaty with the newly independent state of Panama to construct the canal. After its inauguration in 1914, the canal and its surrounding area, known as the Panama Canal Zone, were administered and governed under U.S. jurisdiction.

  • MIL-OSI China: Death anniv of Canadian surgeon Norman Bethune commemorated in China

    A commemoration event was held in north China’s Hebei Province on Saturday to honor Canadian surgeon Norman Bethune for his selflessness and spirit of internationalism.
    Titled “Memories Through Time and Space,” the event was hosted by the North China Military Martyrs Cemetery in the provincial capital Shijiazhuang.
    Around 100 people, including soldiers, students and individuals from various walks of life, attended the event.
    This year marks the 85th death anniversary of Bethune, who died of blood poisoning at the age of 49 on Nov. 12, 1939 in China while aiding the Chinese people in their fight against Japanese aggression. His remains were relocated to the cemetery in 1953.
    The commemoration began at 10 a.m., with participants bowing before the surgeon’s tomb and presenting flower baskets.
    “My father met Norman Bethune in Spain during his recovery from battle injuries. Influenced by him, my father aspired to come to China, where he met my mother and later had me,” said Michael Crook, chairman of the International Committee for the Promotion of Chinese Industrial Cooperatives.
    His parents, David and Isabel Crook, played an important role in training a large number of foreign-language professionals for China.
    “The spirit of Bethune has not faded with time; instead, it has been widely inherited and carried forward in both China and Canada,” said Hu Jinqiang, director of the North China Military Martyrs Cemetery.
    Hu noted that today Bethune is not just a name but a symbol of internationalism, humanism and selfless dedication. “We commemorate him to inspire more people to remember history and carry forward his spirit.”

  • MIL-OSI China: Defense ministry slams recent US report on Chinese military development

    China’s Ministry of National Defense on Saturday slammed a recent U.S. Department of Defense report on military and security developments involving China.
    According to ministry spokesperson Zhang Xiaogang, the report misinterpreted China’s defense policies, speculated about China’s military capacity development, flagrantly interfered in China’s domestic affairs, desperately slandered the Chinese military and exaggerated the so-called military threat posed by China.
    China “strongly deplores and firmly opposes” all these statements, Zhang said.
    For over 20 years, the U.S. has been publishing such deceptive and hypocritical reports year after year, only seeking excuses for the development of its own military capacity and misleading public opinion, Zhang said.
    “We urge the U.S. to stop fabricating false narratives, rectify the erroneous perception of China, and push for the healthy, stable development of bilateral and military relations,” he said.
    China adheres to the path of peaceful development and a national defense policy that is defensive in nature. However, the United States is leveraging its military strength to impose regime changes and incite “color revolutions” in other countries, causing extremely serious civilian casualties and property damage, and leading to severe humanitarian disasters, the spokesperson said.
    “The ‘war-addicted’ United States has become the biggest destroyer of international order and the greatest threat to global security,” said Zhang.
    On China’s development of nuclear weapons, Zhang said that the intention is to safeguard the country’s strategic security. But the United States, which has the largest and most advanced nuclear arsenal in the world, sticks stubbornly to the policy of first use of nuclear weapons, undermining international and regional peace and stability. He called on the U.S. to reduce the role of nuclear weapons in its national and collective security policy to respond responsibly to the international community.
    On the Taiwan question, the spokesperson stressed that it is the first red line that cannot be crossed in China-U.S. relations, and that the Chinese military’s recent exercise carried out near Taiwan had targeted external interference and the provocations of “Taiwan independence” forces. The United States, however, continues to sell arms to Taiwan, which seriously violates the one-China principle and could lead to conflict or war.
    Zhang urged the U.S. to come to terms with the extremely dangerous nature of “Taiwan independence” separatism, cease any official interaction or military contact with Taiwan, and stop conniving with and supporting “Taiwan independence” forces.
    He also expressed the hope that the U.S. would adopt a more positive, rational attitude toward China and the development of the Chinese military, and create bonds between the Chinese and U.S. militaries that do not involve conflict or confrontation but champion openness, pragmatism and cooperation, and gradually accumulate mutual trust.

    Green MSP Gillian Mackay, who has led a campaign to get all of Scotland’s national football games on free-to-view TV has urged the Secretary of State for Scotland, Ian Murray, to work with her to deliver on the call.

    Ms Mckay’s long-running campaign to end the reliance on subscription streaming services or pay-to-view channels has been backed by MPs, MSPs and supporters across Scotland.

    Mr Murray has previously indicated support for putting Scotland’s international matches on free-to-view TV. In 2016 he told the media “I fully appreciate that terrestrial television can’t compete with the vast sums of money on offer from the likes of BT and Sky but I’m sure some accommodation could be made to ensure everyone can share in Scottish international sporting events.”

    In a letter to the Secretary of State, Ms Mackay has urged him to meet with campaigners, the Scottish Football Association and broadcasters to help make football for all a reality.

    Ms Mackay said: “Increasingly, fans are being priced out of our game. From the extortionate ticket prices on the gate to the endless costly streaming services to watch at home. Something needs to change.

    “I am glad that so many people have joined me in calling for Scotland’s international games to be shown live on free-to-view TV. Sport is meant to be for everyone, and this is the most effective way to ensure Scotland’s next generation of footballers can feel inspired to dream of playing for their country.

    “We have seen that in the rise of women’s football. The regular TV slots have helped to make it a regular fixture for lots of women, girls and families, and has encouraged them to take up the sport, and support their local teams.

    “By listing Scotland National Team games as ‘national events’ in the same way that we do with the Euros and Scottish Cup Final, we could allow public broadcasters to share the rights alongside private companies such as Sky, TNT and Premier Sport.

    “I hope that the Secretary of State will join this campaign and use the power and influence he has to give Scottish fans the gift of football, and make our most iconic game accessible for all, not just for those that can afford it.”

    Letter to the Secretary of State for Scotland:

    Dear Secretary of State,

    I am writing to you today to discuss our national football team and our shared desire for everyone in Scotland to be able to view all competitive games on terrestrial television.

    When Scotland games are free-to-view they become bigger events for families across our country. Our national team is for all of us. At its best, sport is a cause of unity and pride, and brings people together like nothing else. We lose that opportunity for unity when we put up barriers.

    As you rightly highlighted when serving in Jeremy Corbyn’s shadow cabinet back in 2016, “I fully appreciate that terrestrial television can’t compete with the vast sums of money on offer from the likes of BT and Sky but I’m sure some accommodation could be made to ensure everyone can share in Scottish international sporting events.”

    I share these views and agree with your sentiment that such a compromise proposal would allow the BBC, STV and Sky to share the rights when a decision is made on the broadcasting contract for Scotland’s international football matches by European football’s governing body, UEFA. As you are aware, a similar arrangement is in place for other “listed” sporting events such as the Olympics, World Cup, European Championships and the FA and Scottish Cup Finals.

    By broadcasting matches on television for free we can inspire future generations to watch their team and dream of playing at Hampden. How can we expect children to want to follow in the footsteps of our players if they don’t have the opportunity to see them play?

     I hope that you will work with the SFA and broadcasters to ensure that Scotland’s football matches are always put on free-to-air channels, so that more people can watch them and join the Tartan Army in supporting our national side. I would welcome the opportunity to meet with you to discuss this in more detail in early 2025.

  • MIL-OSI Security: Sharing Holiday Cheer: USAG Okinawa Connects with Local Community

    OKINAWA, Japan  –  

    U.S. Army Garrison Okinawa volunteers brought the holiday spirit to Yomitan Village, Okinawa, Japan, on Dec. 19, 2024, with a special visit to a local daycare center.

    The day’s festivities began with Santa’s grand arrival in a fire truck, courtesy of USAG Okinawa’s Fire and Emergency Services. Children from the Takenoko and Pono-Pono daycare centers greeted Santa, posed for photos with him and the fire truck, and enjoyed sweet treats shared by his helpers.

    More than 100 children and teachers participated in the event, which was filled with laughter, questions for Santa, and plenty of holiday cheer.

    “In Japan, Christmas is seen as a joyful celebration and an opportunity to spend time with family and friends,” said Yumiko Uchima, USAG Okinawa Community Relations Specialist. “It’s heartwarming to see the children’s excitement and happiness during this special occasion.”

    The event underscored the value of community and shared traditions. It allowed the Army to share the spirit of Christmas while learning about how their host nation embraces the holiday season.

    “These events mean a lot because we get to share our traditions and learn about the local community’s celebrations,” said USAG Okinawa Command Sgt. Maj. TaJuana Nixon. “It’s about the joy of bringing our two communities together.”

  • MIL-OSI Security: USINDOPACOM Commander Travels to Republic of Korea, Attends USFK Change of Command

    USAG HUMPHREYS, Republic of Korea  –   Adm. Samuel J. Paparo, commander of U.S. Indo-Pacific Command, travels to the Republic of Korea during a trip to the USINDOPACOM area of responsibility, Dec. 20.

    Paparo met with ROK Acting Minister of National Defense Kim, Seon ho to discuss commitments to peace and security on the Korean Peninsula and the ironclad U.S.-ROK Alliance. They ensured one another the U.S.-ROK combined defense posture remains strong and ready to respond to any external provocations or threats.

    During the visit, he also officiated the United States Forces Korea change of command ceremony, where Army Gen. Xavier T. Brunson relieved Army Gen. Paul LaCamera, who retired upon the completion of the ceremony with 40 years of honorable service to the United States.

    USINDOPACOM is committed to enhancing stability in the Indo-Pacific region by promoting security cooperation, encouraging peaceful development, responding to contingencies, deterring aggression and, when necessary, fighting to win.

    At the invitation of His Highness the Amir of the State of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, Prime Minister of India His Excellency Shri Narendra Modi paid an official visit to Kuwait on 21-22 December 2024. This was his first visit to Kuwait. Prime Minister Shri Narendra Modi attended the opening ceremony of the 26th Arabian Gulf Cup in Kuwait on 21 December 2024 as the ‘Guest of Honour’ of His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah.

     His Highness the Amir of the State of Kuwait Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah and His Highness Sheikh Sabah Al-Khaled Al-Sabah Al-Hamad Al-Mubarak Al-Sabah, Crown Prince of the State of Kuwait received Prime Minister Shri Narendra Modi at Bayan Palace on 22 December 2024 and was accorded a ceremonial welcome. Prime Minister Shri Narendra Modi expressed his deep appreciation to His Highness the Amir of the State of Kuwait Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah for conferring on him the highest award of the State of Kuwait ‘The Order of Mubarak Al Kabeer’. The leaders exchanged views on bilateral, global, regional and multilateral issues of mutual interest.

    Given the traditional, close and friendly bilateral relations and desire to deepen cooperation in all fields, the two leaders agreed to elevate the relations between India and Kuwait to a ‘Strategic Partnership’. The leaders stressed that it is in line with the common interests of the two countries and for the mutual benefit of the two peoples. Establishment of a strategic partnership between both countries will further broad-base and deepen our long-standing historical ties.

    Prime Minister Shri Narendra Modi held bilateral talks with His Highness Sheikh Ahmad Abdullah Al-Ahmad Al-Jaber Al-Mubarak Al-Sabah, Prime Minister of the State of Kuwait. In light of the newly established strategic partnership, the two sides reaffirmed their commitment to further strengthen bilateral relations through comprehensive and structured cooperation in key areas, including political, trade, investment, defence, security, energy, culture, education, technology and people-to-people ties.

    The two sides recalled the centuries-old historical ties rooted in shared history and cultural affinities. They noted with satisfaction the regular interactions at various levels which have helped in generating and sustaining the momentum in the multifaceted bilateral cooperation. Both sides emphasized on sustaining the recent momentum in high-level exchanges through regular bilateral exchanges at Ministerial and senior-official levels.

    The two sides welcomed the recent establishment of a Joint Commission on Cooperation (JCC) between India and Kuwait. The JCC will be an institutional mechanism to review and monitor the entire spectrum of the bilateral relations between the two countries and will be headed by the Foreign Ministers of both countries. To further expand our bilateral cooperation across various fields, new Joint Working Groups (JWGs) have been set up in areas of trade, investments, education and skill development, science and technology, security and counter-terrorism, agriculture, and culture, in addition to the existing JWGs on Health, Manpower and Hydrocarbons. Both sides emphasized on convening the meetings of the JCC and the JWGs under it at an early date.

    Both sides noted that trade has been an enduring link between the two countries and emphasized on the potential for further growth and diversification in bilateral trade. They also emphasized on the need for promoting exchange of business delegations and strengthening institutional linkages.

     Recognizing that the Indian economy is one of the fastest growing emerging major economies and acknowledging Kuwait’s significant investment capacity, both sides discussed various avenues for investments in India. The Kuwaiti side welcomed steps taken by India in making a conducive environment for foreign direct investments and foreign institutional investments, and expressed interest to explore investment opportunities in different sectors, including technology, tourism, healthcare, food-security, logistics and others. They recognized the need for closer and greater engagement between investment authorities in Kuwait with Indian institutions, companies and funds. They encouraged companies of both countries to invest and participate in infrastructure projects. They also directed the concerned authorities of both countries to fast-track and complete the ongoing negotiations on the Bilateral Investment Treaty.

     Both sides discussed ways to enhance their bilateral partnership in the energy sector. While expressing satisfaction at the bilateral energy trade, they agreed that potential exists to further enhance it. They discussed avenues to transform the cooperation from a buyer-seller relationship to a comprehensive partnership with greater collaboration in upstream and downstream sectors. Both sides expressed keenness to support companies of the two countries to increase cooperation in the fields of exploration and production of oil and gas, refining, engineering services, petrochemical industries, new and renewable energy. Both sides also agreed to discuss participation by Kuwait in India’s Strategic Petroleum Reserve Programme.

    Both sides agreed that defence is an important component of the strategic partnership between India and Kuwait. The two sides welcomed the signing of the MoU in the field of Defence that will provide the required framework to further strengthen bilateral defence ties, including through joint military exercises, training of defence personnel, coastal defence, maritime safety, joint development and production of defence equipment.

     The two sides unequivocally condemned terrorism in all its forms and manifestations, including cross-border terrorism and called for disrupting of terrorism financing networks and safe havens, and dismantling of terror infrastructure. Expressing appreciation of their ongoing bilateral cooperation in the area of security, both sides agreed to enhance cooperation in counter-terrorism operations, information and intelligence sharing, developing and exchanging experiences, best practices and technologies, capacity building and to strengthen cooperation in law enforcement, anti-money laundering, drug-trafficking and other transnational crimes. The two sides discussed ways and means to promote cooperation in cybersecurity, including prevention of use of cyberspace for terrorism, radicalisation and for disturbing social harmony. The Indian side praised the results of the fourth high-level conference on “Enhancing International Cooperation in Combating Terrorism and Building Resilient Mechanisms for Border Security – The Kuwait Phase of the Dushanbe Process,” which was hosted by the State of Kuwait on November 4-5, 2024.

     Both sides acknowledged health cooperation as one of the important pillars of bilateral ties and expressed their commitment to further strengthen collaboration in this important sector. Both sides appreciated the bilateral cooperation during the COVID- 19 pandemic. They discussed the possibility of setting up of Indian pharmaceutical manufacturing plants in Kuwait. They also expressed their intent to strengthen cooperation in the field of medical products regulation in the ongoing discussions on an MoU between the drug regulatory authorities.

     The two sides expressed interest in pursuing deeper collaboration in the area of technology including emerging technologies, semiconductors and artificial intelligence. They discussed avenues to explore B2B cooperation, furthering e-Governance, and sharing best practices for facilitating industries/companies of both countries in the policies and regulation in the electronics and IT sector.

     The Kuwaiti side also expressed interest in cooperation with India to ensure its food-security. Both sides discussed various avenues for collaboration including investments by Kuwaiti companies in food parks in India.

     The Indian side welcomed Kuwait’s decision to become a member of the International Solar Alliance (ISA), marking a significant step towards collaboration in developing and deploying low-carbon growth trajectories and fostering sustainable energy solutions. Both sides agreed to work closely towards increasing the deployment of solar energy across the globe within ISA.

     Both sides noted the recent meetings between the civil aviation authorities of both countries. The two sides discussed the increase of bilateral flight seat capacities and associated issues. They agreed to continue discussions in order to reach a mutually acceptable solution at an early date.

    Appreciating the renewal of the Cultural Exchange Programme (CEP) for 2025-2029, which will facilitate greater cultural exchanges in arts, music, and literature festivals, the two sides reaffirmed their commitment on further enhancing people to people contacts and strengthening the cultural cooperation.

     Both sides expressed satisfaction at the signing of the Executive Program on Cooperation in the Field of Sports for 2025-2028. which will strengthen cooperation in the area of sports including mutual exchange and visits of sportsmen, organising workshops, seminars and conferences, exchange of sports publications between both nations.

     Both sides highlighted that education is an important area of cooperation including strengthening institutional linkages and exchanges between higher educational institutions of both countries. Both sides also expressed interest in collaborating on Educational Technology, exploring opportunities for online learning platforms and digital libraries to modernize educational infrastructure.

     As part of the activities under the MoU between Sheikh Saud Al Nasser Al Sabah Kuwaiti Diplomatic Institute and the Sushma Swaraj Institute of Foreign Service (SSIFS), both sides welcomed the proposal to organize the Special Course for diplomats and Officers from Kuwait at SSIFS in New Delhi.

     Both sides acknowledged that centuries old people-to-people ties represent a fundamental pillar of the historic India-Kuwait relationship. The Kuwaiti leadership expressed deep appreciation for the role and contribution made by the Indian community in Kuwait for the progress and development of their host country, noting that Indian citizens in Kuwait are highly respected for their peaceful and hard-working nature. Prime Minister Shri Narendra Modi conveyed his appreciation to the leadership of Kuwait for ensuring the welfare and well-being of this large and vibrant Indian community in Kuwait.

     The two sides stressed upon the depth and importance of long standing and historical cooperation in the field of manpower mobility and human resources. Both sides agreed to hold regular meetings of Consular Dialogue as well as Labour and Manpower Dialogue to address issues related to expatriates, labour mobility and matters of mutual interest.

    The two sides appreciated the excellent coordination between both sides in the UN and other multilateral fora. The Indian side welcomed Kuwait’s entry as ‘dialogue partner’ in SCO during India’s Presidency of Shanghai Cooperation Organisation (SCO) in 2023. The Indian side also appreciated Kuwait’s active role in the Asian Cooperation Dialogue (ACD). The Kuwaiti side highlighted the importance of making the necessary efforts to explore the possibility of transforming the ACD into a regional organisation.

     Prime Minister Shri Narendra Modi congratulated His Highness the Amir on Kuwait’s assumption of the Presidency of GCC this year and expressed confidence that the growing India-GCC cooperation will be further strengthened under his visionary leadership. Both sides welcomed the outcomes of the inaugural India-GCC Joint Ministerial Meeting for Strategic Dialogue at the level of Foreign Ministers held in Riyadh on 9 September 2024. The Kuwaiti side as the current Chair of GCC assured full support for deepening of the India-GCC cooperation under the recently adopted Joint Action Plan in areas including health, trade, security, agriculture and food security, transportation, energy, culture, amongst others. Both sides also stressed the importance of early conclusion of the India-GCC Free Trade Agreement.

    In the context of the UN reforms, both leaders emphasized the importance of an effective multilateral system, centered on a UN reflective of contemporary realities, as a key factor in tackling global challenges. The two sides stressed the need for the UN reforms, including of the Security Council through expansion in both categories of membership, to make it more representative, credible and effective.

     The following documents were signed/exchanged during the visit, which will further deepen the multifaceted bilateral relationship as well as open avenues for newer areas of cooperation:● MoU between India and Kuwait on Cooperation in the field of Defence.

    ● Cultural Exchange Programme between India and Kuwait for the years 2025-2029.

    ● Executive Programme between India and Kuwait on Cooperation in the field of Sports for 2025-2028 between the Ministry of Youth Affairs and Sports, Government of India and Public Authority for Youth and Sports, Government of the State of Kuwait.

    ​Prime Minister Shri Narendra Modi held talks today with His Highness Sheikh Ahmad Al-Abdullah Al-Ahmad Al-Sabah, Prime Minister of the State of Kuwait.

    The two leaders discussed a roadmap to strengthen the strategic partnership in areas including political, trade, investment, energy, defence, security, health, education, technology, cultural, and people-to-people ties. They emphasized on deepening economic cooperation between the two countries. Prime Minister invited a delegation comprising the Kuwaiti Investment Authority and other stakeholders to visit India to look at new opportunities in the fields of energy, defence, medical devices, pharma, food parks, among others. The leaders also discussed cooperation in traditional medicine and agricultural research. They welcomed the recent signing of the Joint Commission for Cooperation (JCC) under which new Joint Working Groups in the areas of trade, investment, education, technology, agriculture, security and culture have been set up in addition to the existing JWGs on Health, Manpower and Hydrocarbons.

    The leaders witnessed the signing and exchange of bilateral agreements and MoUs after the talks. These included an MoU on Defence Cooperation, a Cultural Exchange Programme, an Executive Program on Cooperation in the Field of Sports and the Framework Agreement on Kuwait joining the International Solar Alliance.

    Prime Minister invited His Highness the Prime Minister of Kuwait to visit India.

    To honour and recognise the invaluable contributions of Naval Civilians in the operational preparedness of the Indian Navy, a grand Commemoration Ceremony is scheduled to be held on 30 December 2024 at Dr. DS Kothari Auditorium, DRDO Bhawan, New Delhi. Hon’ble Raksha Mantri will grace the occasion as the Chief Guest.

    Indian Navy declared 2024 as the ‘Year of Naval Civilians’ (https://pib.gov.in/PressReleaseIframePage.aspx?PRID=2001395) to enhance the efficiency in administration and well-being of its Civilian Personnel. This dedicated year witnessed a series of focused measures aimed at improving Civilian HR Management and addressing various facets of professional and personal growth of Civilian personnel in a time-bound manner. Throughout the year, several initiatives were implemented to maximise administrative efficiency, embrace digital transformation, introduce innovative training programs and promote welfare activities.

    The major milestones achieved in the ‘Year of Naval Civilians’ include promulgation of key policies and documents such as Citizen’s Charter for the Directorate of Civilian Personnel, revised HR Handbook on Civilian Personnel Management and Vision Document for Naval Civilian HR Management. Various measures were undertaken for enhancing welfare and safety including provision of insurance cover for Civilian Personnel working onboard ships at anchorage/ sea and extension of CGHS facilities to 21 industrial units in Mumbai.

    Digital and Administrative Modernisation was also a priority area and major initiatives in this include revamping of the Naval Civilian Management Information System (NCMIS) website including a Chatbot and online modules for NOCs and DV clearances. e-HRMS Version 2.0 has also been rolled out for Gazetted Officers of the Navy.

    Training and Development was emphasised for Civilian Personnel by conducting specialised workshops and training programs. Training modules for Naval Civilians on the iGOT platform have been introduced. Towards strengthening financial benefits; MoU with Bajaj Life Insurance has been signed for life insurance of Civilian Personnel and Defence Salary Package has been extended for all Naval Civilians.

    The ‘Year of Naval Civilians’ underscores the Indian Navy’s commitment to recognising the vital role of its Civilian Personnel in ensuring the Nation’s maritime security and operational excellence. This initiative serves as a testament to fostering a robust and inclusive environment for all stakeholders.

    British soldiers have successful trialled for the first time a game-changing weapon that can take down a swarm of drones using radio waves for less than the cost of a pack of mince pies.

    • Radio Frequency Directed Energy Weapons (RFDEW) can take down a swarm of drones for less than the cost of a pack of mince pies.  

    • Systems are capable of hitting targets up to 1km away and costs just 10p per shot   

    • The programme supports more than 135 highly-skilled jobs across UK industry 

    British soldiers have successfully trialled for the first time a game-changing weapon that can take down a swarm of drones using radio waves for less than the cost of a pack of mince pies.  

    The Radio Frequency Directed Energy Weapon (RFDEW) development system can detect, track and engage a range of threats across land, air and sea.  

    RFDEWs are capable of neutralising targets up to 1km away with near instant effect and at an estimated cost of 10p per shot fired, providing a cost-effective complement to traditional missile-base air defence systems.  

    The RFDEW is different from Laser Directed Energy Weapons – such as DragonFire – because it uses a radio frequency to disrupt hostile threats, rather than a laser beam of light energy.   

    The weapon uses high frequency waves to disrupt or damage critical electronic components inside devices such as drones, causing them to be immobilised or fall out of the sky. It can also be used against threats on land and at sea.   

    The British Army successfully trialed a demonstrator version of the RFDEW. The development system has been produced by a consortium led by Thales UK and including sub-contractors QinetiQ, Teledyne e2v and Horiba Mira and supports up to 135 high-skilled jobs in the UK.   

    This progress helps deliver on the Government’s Plan for Change by rapidly advancing technologies and building on the strong foundation of national security.       

    Its high level of automation means the system can be operated by a single person and could be mounted onto a military vehicle, such as a MAN SV, to provide mobility.    

    Minister for Defence Procurement and Industry, Maria Eagle MP, said:  

    The successful firing by the British soldiers of our Radio Frequency Directed Energy Weapon is another step forward for a potentially game-changing sovereign weapon for the UK.   

    It’s great to see defence experts and industry working collaboratively to put cutting-edge equipment in the hands of our Armed Forces.  

    This is demonstration of the UK remaining at the forefront of directed energy weapons and developing a crucial advantage against the emerging threats we face.

    A live firing trial was recently completed by the Army’s Royal Artillery Trials and Development Unit and 7 Air Defence Group at a range in West Wales, where they successfully targeted and engaged Uncrewed Aerial Systems (UAS), in a first for the British Armed Forces.   

    The user experimentation trials completed in recent months have enabled Army air defence personnel to explore and exercise the capability’s potential in different configurations across a variety of range environments, threat types and engagement scenarios.    

    This activity follows the development process announced back in May and delivered by Team HERSA – a joint enterprise between UK MOD’s Defence Equipment & Support and Defence Science and Technology Laboratory (Dstl).

    Getting this technology into the hands of our service personnel is hugely rewarding.    

    Dstl has worked collaboratively with DE&S and industry which has meant the rapid evolution of radio frequency technology.

    The trials programme will continue to enable further development and experimentation, while Team HERSA continues to work with operators to develop RFDEW requirements, doctrine and technology, shaping the next generation of mission-optimised RFDEWs.

  • MIL-OSI China: Houthis claim striking US aircraft carrier, downing warplane

    Yemen’s Houthi group said it attacked a U.S. aircraft carrier with eight cruise missiles and 17 drones and downed a U.S. fighter jet on Sunday.

    The group successfully struck aircraft carrier USS Harry S. Truman and its escorts, thwarting the joint U.S.-British attack on Yemen, Houthi military spokesperson Yahya Sarea said in a statement, aired by Houthi-run al-Masirah TV.

    “Our forces shot down an American F/A-18 fighter jet during the operation as it attempted to intercept our missiles and drones,” Sarea added.

    Earlier on Sunday, U.S. Central Command (CENTCOM) said in a statement that two U.S. Navy pilots ejected safely after their fighter jet was shot down over the Red Sea in an apparent “friendly fire” incident.

    “The guided-missile cruiser USS Gettysburg, which is part of the USS Harry S. Truman Carrier Strike Group, mistakenly fired on and hit the F/A-18,” CENTCOM said.

    The incident came the same day U.S. forces conducted airstrikes on a missile storage facility and a command-and-control facility reportedly operated by the Houthis within Sanaa, and shot down multiple Houthi one-way attack drones and an anti-ship cruise missile over the Red Sea, according to a separate statement by CENTCOM.

    Since November 2023, the Houthis have been carrying out rocket and drone attacks on Israeli cities and disrupting “Israeli-linked” shipping in the Red Sea.

    In response, the U.S.-led navy coalition stationed in the area has been conducting regular air raids on Houthi targets since January in a bid to deter the armed group.

    At least 23 Palestinians were killed by Israeli airstrikes across the Gaza Strip on Sunday, the Palestinian official news agency WAFA reported.

    At least nine people, including three children and two women, were killed, and some others were injured as a result of the Israeli bombing of the Musa bin Nusayr School, which houses displaced people in the Al-Daraj neighborhood of Gaza City, WAFA said.

    Four more people were killed when the Israeli army bombed a vehicle on the Al-Jalaa Street in Gaza City, it added.

    Five citizens, including four children, were killed on Sunday morning in Israel’s shelling of the Jabalia town, north of Gaza City, WAFA said in a separate report.

    In the southern Gaza Strip, two people were killed when the Israeli army bombed their apartment west of Khan Yunis, and three others died in the Israeli bombing of the city of Rafah, WAFA said.

    The Israel Defense Forces (IDF) said in a statement on Sunday that with the direction of intelligence, the air force conducted a “precise strike” on Hamas militants who were operating inside a command-and-control center in the Gaza Strip.

    The command-and-control center, which was embedded inside a compound that previously served as the Musa bin Nusayr School, was used by the militants to plan and execute attacks against IDF troops and the State of Israel, it added.

    Israel has been on a large-scale offensive against Hamas in the Gaza Strip to retaliate against a Hamas rampage through the southern Israeli border on Oct. 7, 2023, during which about 1,200 people were killed and about 250 taken hostage.

    The Palestinian death toll from ongoing Israeli attacks on the Gaza Strip has risen to 45,227, Gaza-based health authorities said in a statement on Saturday.

  • MIL-Evening Report: Rabuka reveals details of 1987 coup navy ‘secret weapons mission’

    Fiji Prime Minister Sitiveni Rabuka has revealed how arms and ammunition used to conduct the 1987 military coup were secretly brought into Fiji on board a naval survey ship.

    Speaking at the commissioning of a new research vessel for the Lands and Mineral Resources Ministry on Friday, Rabuka described the strategic measures taken to ensure the weapons reached Fiji undetected.

    He recounted that during preparations for his coup against Dr Timoçi Bavadra’s Labour government of 1987, Fiji lacked sufficient arms and ammunition.

    “I realised that we didn’t have enough weapons and ammunition in Fiji to do what I wanted to do. So I sent a very quick message to the captain who was there to pick up the ship and surprised him by asking that, get that ship commissioned in Singapore before you sail back to Fiji.”

    Rabuka explained the decision, saying the commissioning had allowed the ship to fly a naval flag, ensuring it would avoid inspection at international ports.

    He said the ship’s captain was instructed to load arms and ammunition en route which were successfully brought back to Fiji.

    The Prime Minister said the measures were necessary at the time to achieve what needed to be done.

    Rare glimpse of tactics
    His remarks offered a rare glimpse into the behind-the-scenes tactics of 1987, highlighting the extent of planning and resourcefulness involved.

    Rabuka’s comments were made during the launch of a state-of-the-art research vessel which will serve as a floating laboratory for marine geological studies and coastal surveys.

    The vessel is equipped with advanced tools to map the ocean floor, study tectonic activity and support communities affected by climate change.

    The Prime Minister said the new vessel marked a significant step in understanding Fiji’s marine ecosystem.

    He also spoke about the importance of integrating scientific research with traditional knowledge to address critical issues such as climate change and sustainable resource management.

    The PM said there was a need for informed planning to prevent disasters, referencing the recent earthquake in Vanuatu.

    Rabuka said early geological surveys could have guided city planners and engineers in designing structures that mitigate damage from such events.

    The new vessel is expected to provide critical insights into the ocean’s mysteries while contributing to Fiji’s resilience against climate-related challenges.

    Meanwhile, earlier today members of the Republic of Fiji Military Forces (RFMF) gathered at State House to celebrate the 71st birthday of Fiji’s President and Commander-in-Chief, Ratu Naiqama Lalabalavu.

    The celebration was led by the Commander of the Fiji Navy, Humphrey Tawake, with senior officers. It was marked by a march by officers and the RFMF band. adding a ceremonial and heartfelt touch to the happy occasion.

    On behalf of the commander of the RFMF who is away on official leave, Commander Tawake extended birthday wishes to the Head of State.

    President Lalabalavu praised the dedication of the RFMF in upholding law and order.

    “The strength of our nation lies in our collective efforts, and since assuming office, I have witnessed the vital role you play in ensuring peace and stability,” he said.

This funding allows for the full repair and expansion of the South Bay sewage treatment plant.

    SACRAMENTO – Governor Gavin Newsom today announced that President Biden has signed a federal funding bill allocating $250 million to fully repair and expand the South Bay International Wastewater Treatment Plant near the U.S.-Mexico border in San Diego.

    This vital investment, secured in partnership with California’s congressional delegation and the Biden-Harris Administration, will reduce untreated sewage flows into California’s coastal waters and improve public health and environmental conditions in the region. The sewage crisis is not only impacting public health, the local economy, and ecosystems and species in coastal communities but has also led to local beach closures for 1,000 consecutive days. It has significantly impacted the livelihoods of tens of thousands of people, border agents and U.S. Navy Seal special operation forces who train in those waters.

    In February, October, and November of this year, the Governor met with White House officials to push for action to address this crisis. Earlier this fall, Governor Newsom visited wastewater treatment facilities on both sides of the border to assess rehabilitation efforts and the ongoing sewage crisis, a long-standing environmental and public health issue.

    For far too long, communities in the Tijuana River Valley have borne the brunt of this cross-border pollution crisis. Today’s funding marks a long-term turning point — we are delivering the resources needed to protect public health, restore our beaches, and give residents the clean air and water they deserve.

    Addressing this decades-long crisis

    Working alongside federal, state, and local partners over years, Governor Newsom has helped secure critical funding and support to address cross-border pollution from the Tijuana River while holding authorities accountable to expedited timelines. 

    Securing federal funding: In partnership with California’s congressional delegation and the Biden-Harris Administration, Governor Newsom has now helped secure $703 million in federal funding — $353 million this year and $350 million last year— for critical upgrades to the South Bay International Wastewater Treatment Plant. The upgrades will significantly reduce the flow of untreated sewage into California’s coastal waters.

    Governor Newsom meets with Senior Advisor to the President, John Podesta and other top White House officials to advocate for funding to address the Tijuana River sewage crisis. 

    State investments to clean up the area, provide air filters to communities: In October, the County announced plans to purchase and distribute $2.7 million worth of air purifiers for local residents, which will be reimbursed by the state. Since 2019, California has allocated $35 million in state funding to address pollution in the Tijuana River Valley and support cleanup efforts:

    • $1 million to fund Tijuana River Valley Recovery Team projects in the Tijuana River Valley. 
    • $9 million to operate and maintain Goat Canyon sediment and trash basins.
    • $4.7 million to Rural Community Assistance Corporation’s Tijuana River Trash Boom pilot Project.
    • $14.25 million for the Smuggler’s Gulch Improvement Project. 
    • $3.3 million for the Tijuana River Valley Habitat and Hydrology Restoration Project. 
    • $3 million to develop a model to forecast the presence of pathogens in San Diego coastal and tidal waters and help measure the effectiveness of potential projects in the Tijuana River Valley.

    Expedited timelines: Federal authorities committed to expediting construction timelines to more quickly repair infrastructure to mitigate sewage flows.

    Public health and air quality monitoring: California public health officials have been working closely with local authorities to monitor air quality and support public health efforts to protect the community. The state helped get the CDC to deploy resources on the ground and assess public health conditions. The state has also supported the local air district on air monitoring, planning, and mitigation strategies to protect public health. 

    Water quality and timeline accountability: State authorities have been using enforcement tools to compel infrastructure improvements to the federal wastewater treatment plant, with the San Diego Water Board holding the federal facility to timelines for several repair and maintenance actions, including replacing and installing additional pumps, cleaning out sedimentation tanks, replacing a junction box and temporary influent pipe, and rehabilitating all mechanical parts for sedimentation tanks.

    Continued federal and Mexico partnerships: The Governor has urged federal and Mexican partners to address this crisis. When Governor Newsom traveled to Mexico for President Claudia Sheinbaum’s inauguration, he discussed with Mexican authorities this crisis and repairing wastewater treatment facilities to prevent excess flows from reaching the U.S. During today’s visit, the Governor also met with Baja Governor Marina del Pilar Ávila Olmeda. In February, October, and November of this year, the Governor met with White House officials to push for action to address this crisis.

         Muse Fest HK 2024, launched by the Leisure and Cultural Services Department (LCSD) in November, has successfully concluded, attracting more than 630,000 people to participate in more than 70 delightful programmes organised by the LCSD museums and art spaces, representing a 20 per cent increase in participants as compared to last year. This year marked the 10th edition of Muse Fest under the same theme “Hong Kong H.A.S. (History. Art. Science.) Museums”, introducing Hong Kong’s rich and distinctive cultural heritage and artistic diversity. Notably, the two-day inaugural event of Muse Fest 2024, Fun@Museum Carnival, received an overwhelming response, having attracted the participation of more than 25,000 members of the public and tourists, which was three times the number compared to last year.      The Fun@Museum Carnival, focusing on Chinese culture, was a collaborative curation by the LCSD cultural sections, which featured a total of 24 diverse performances and interactive workshops on the development and inheritance of Chinese culture and history at the Hong Kong Cultural Centre Piazza, Hong Kong Museum of Art, Hong Kong Space Museum (HKSpM) and Salisbury Garden in Tsim Sha Tsui on November 2 and 3. Highlights included performances of Intangible Cultural Heritage (ICH) items such as the lion dance, fire dragon dance and puppetry. Apart from taking photos, visitors could try to dance the lion and unicorn, and join workshops to make flower buttons, lion head crafts and postcards. The Waxing in Conservation booth of the LCSD Conservation Office invited visitors to experience using wax materials to protect various types of artifacts and make magnets as souvenirs. The Gear Up – Nano World Outreach Programme booth presented by the Science Promotion Unit of the Hong Kong Science Museum, the Library-on-Wheels outreach truck and the Cosmic Voyage Treasure Hunt Activity organised by the HKSpM also attracted families to share the fun.      The November weekends saw fun days at various museums, including the Sheung Yiu Folk Museum, the Hong Kong Railway Museum, the Fireboat Alexander Grantham Exhibition Gallery, the Hong Kong Museum of the War of Resistance and Coastal Defence, the Hong Kong Heritage Museum, the ICH Centre at the Sam Tung Uk Museum as well as the Oil Street Art Space (Oi!). The Flagstaff House Museum of Tea Ware, in celebration of its 40th anniversary, held special events on two evenings, staging an outdoor immersive light show “Gentle Smoke of Tea” on the museum’s façade, and a concert, interactive display and exhibitions in the museum. Furthermore, the exclusive events, Meet the Curator – Hong Kong Museum of the War of Resistance and Coastal Defence and The Fireboat Then and Now Guided Tour – A Fireman Leads the Way, organised for LCSD Museum Pass holders were well received.??????     In addition, 12 Guangdong and Macao museums from the Guangdong-Hong Kong-Macao Greater Bay Area Museum Alliance also joined this year’s Muse Fest. Specifically, the Shenzhen Museum introduced the Shenzhen Branch of Hong Kong Museum Festival 2024 – The Beauty of Ingenuity series of research activities, which received an enthusiastic response. Programmes such as wood carving and gilding, a woodworking activity with mortise and tenon joinery, seal engraving, printmaking and a drama education class were highly popular. The relevant online social media platforms received a total of over 75,000 hits. The events were widely covered by the media in the Mainland.      To extend the museum experience journey and deepen the public’s knowledge of the history of museums, art, culture, science and films, Muse Fest’s Selected Museum Publications and Souvenirs Mega Sale will continue until March 31, 2025, offering discounts of up to 50 per cent for selected museum publications and souvenirs.   • MIL-OSI USA: FACT SHEET: President  Biden Takes Action to Protect American Workers and Businesses from China’s Unfair Trade Practices in the Semiconductor  Sector

    A resilient and secure supply of foundational semiconductors is critical to U.S. national and economic security.  These semiconductors are essential to key sectors of the U.S. economy, powering cars, medical devices, critical infrastructure, key aerospace and defense systems, and the goods and services we rely on every day.
    The People’s Republic of China (PRC) routinely engages in non-market policies and practices, as well as industrial targeting, of the semiconductor industry that enables PRC companies to significantly harm competition and create dangerous supply chain dependencies in foundational semiconductors.  
    Today, the Biden-Harris Administration is taking additional action to protect American workers and businesses from the PRC’s unfair trade practices in the semiconductor sector and support a healthy domestic industry for foundational semiconductors. 
    These actions include:
    Launching a Section 301 investigation to examine the PRC’s targeting of foundational semiconductors.
    The Office of the U.S. Trade Representative is launching a Section 301 investigation to examine the PRC’s targeting of foundational semiconductors (also known as legacy or mature node chips) for dominance and the impact on the U.S. economy.
    In addition, the investigation will initially assess the impact of the PRC’s acts, policies, and practices on the production of silicon carbide substrates or other wafers used as inputs into semiconductor fabrication.
    PRC semiconductors often enter the U.S. market as a component of finished goods. This Section 301 investigation will examine a broad range of the PRC’s non-market acts, policies, and practices with respect to the semiconductor sector, including to the extent these semiconductors are incorporated as components into downstream products for critical industries like defense, automotive, medical devices, aerospace, telecommunications, and power generation and the electrical grid. 
    Awarding and catalyzing billions of dollars in semiconductor manufacturing projects across the country.
    The Biden-Harris Administration has championed efforts to ensure more chips are made in America by American workers, in particular through CHIPS and Science Act funding, which allocates at least $2 billion for mature semiconductors.  This was a key part of President Biden’s vision for renewing American economic leadership and a vibrant American industrial base.
    The United States is investing across the semiconductor supply chain—including the upstream materials critical to chip manufacturing such as silicon carbide and wafers.  To date, the Department of Commerce has catalyzed billions of dollars in private sector investments that will serve the American auto and defense industries, including the Texas Instruments projects in Texas and Utah, the GlobalFoundries projects in Vermont and New York, and the Bosch project in California.  Many of these investments also include supply agreements with customers across critical infrastructure industries to maximize the predictability, volume, and quality of domestically manufactured chips needed to power complex technology.  These investments are compounded and sustained by this Administration’s 48D Advanced Manufacturing Investment Credit, which will provide up to a 25% tax incentive for the manufacturing of semiconductors, semiconductor manufacturing equipment, and wafer production.
    Reducing national security risks in federal supply chains.
    Semiconductors are key components of U.S. critical infrastructure that have many military applications. It is vital that federal agencies procure secure and trusted chips. 
    To clean up federal procurement of semiconductors, the Biden-Harris Administration is:
    Implementing a statutory provision in the James M. Inhofe National Defense Authorization Act for FY 2023 that prohibits executive agencies from procuring or obtaining products and services that include chips from certain Chinese fabs and other entities of concern.
    Releasing a Request for Information (RFI) to gauge the best ways for government contractors to scale up their use of domestically manufactured chips, particularly for critical infrastructure.  The RFI intends to solicit commercial ideas from industry that may inform future policymaking in support of the government-wide effort to leverage existing manufacturing capacity.
    Issuing guidance to help the Federal Government – the world’s largest buyer – organize its demand for domestic semiconductors so that agencies can mitigate the risk posed by undue dependence on foreign manufacturing, limited competition, and possible higher manufacturing costs.  This effort includes agencies developing strategies to dual or multiple source semiconductors, increasing transparency for critical infrastructure supply chains, and providing the government’s demand for the products and services that use these chips.
    Prioritizing supply chain resilience and bolstering our toolkit to address non-market policies and practices.
    President Biden made supply chain resilience a Day One priority in his Administration.  The first-ever U.S. Government Quadrennial Supply Chain Review, published on December 19, provides an in-depth assessment of the United States’ critical supply chains, actions taken over the last four years to make each supply chain more resilient, and necessary steps to increase U.S. resilience in the future. 
    The Review includes a comprehensive strategy to respond to non-market policies and practices because they pose a significant challenge in critical industries covered in the supply chain report.  The strategy details the types of comprehensive action necessary to combat non-market policies and practices, including procurement policies. 
    Working with our partners around the world to strengthen cooperation on semiconductor supply chains and address shared concerns about China’s unfair practices.
    Semiconductor supply chains are critical not only to the United States but to all of our allies and partners.  The Biden-Harris Administration has closely consulted with allies and partners on promoting economic resilience and addressing the PRC’s non-market practices in the semiconductor supply chain, including through the following efforts:
    The State Department launched the CHIPS and Science Act’s International Technology Security and Innovation (ITSI) Fund, which has thus far partnered with eight countries – Costa Rica, Panama, Vietnam, Indonesia, India, Kenya, the Philippines, and Mexico – to promote semiconductor supply chain development, security, and diversification.
    The Department of Commerce announced the Indo-Pacific Economic Framework for Prosperity (IPEF) Agreement Relating to Supply Chain Resilience with 13 diverse partner countries across the Indo-Pacific, led by the United States, to coordinate more resilient supply chains for semiconductors and other industries.
    Within the G7, the United States has championed efforts to bolster economic resilience and address harmful market distortions and global excess capacity in key sectors resulting from non-market policies and practices.   This led to the establishment of mechanisms to jointly monitor and respond to these detrimental practices, including in the semiconductor sector.  
    President Biden recognizes the benefits for our workers and businesses from strong alliances and a rules-based international trade system based on fair competition.  The Biden-Harris Administration will continue to collaborate with allies and partners on this critical issue in the coming days and weeks.
