      BEIJING, Oct. 31 — “On the nuclear issue, the US has long been holding a “flashlight” only to check on the behaviors of others but not itself,” said Senior Colonel Zhang Xiaogang, a spokesperson for China’s Ministry of National Defense, at a press conference on Thursday.

      The spokesperson made the remarks when responding to the US’s speculative hype of China’s nuclear force. It is reported that the latest review of the US Defense Intelligence Agency said that China was accelerating and expanding nuclear arsenal of its Army, Navy and Air Force. According to statistics from the Stockholm International Peace Research Institute (SIPRI), global nuclear arms race is intensifying. As of January 2024, the total number of global nuclear warheads has amounted to 12,121.

      “The US has been deliberately hyping up the non-existent ‘China nuclear threat’, only to cover up its malicious agenda of maintaining hegemony,” said the spokesperson, pointing out that the US, with the largest nuclear arsenal in the world, pursues a nuclear policy of first use of nuclear weapons, conducts nuclear intimidation and blackmail on others, and plays with fire by seeking nuclear proliferation, which seriously undermines global strategic security and stability.

      The spokesperson further noted that China pursues a self-defensive nuclear strategy, and is committed to a nuclear policy of no first use of nuclear weapons at any time and under any circumstances. China keeps its nuclear force at the minimum level required for national security and has no intention to engage in arms race with any country.

      “What the US needs to do is not to make groundless accusations on others but to introspect its fault and correct its wrong doings,” said the spokesperson, adding that  the US should earnestly assume its special and primary responsibilities toward nuclear disarmament, and take concrete actions to reduce global strategic security risks.

      Question: It is reported that China and India have reached a deal on patrol arrangements in the border areas, which can lead to disengagement, ending a conflict began in 2020. India’s Chief of Army Staff recently said that India hopes to restore the border situation to the state before April 2020, and gradually resume normal management along the Line of Control.       Zhang Xiaogang: China and India have reached resolutions on issues concerning the border areas through diplomatic and military channels. President Xi Jinping met with Indian Prime Minister Narendra Modi on the margins of the BRICS Summit held in Kazan, Russia. Both sides agreed that China and India should view and handle the bilateral relations from a strategic and long-term perspective, and make sure that differences on specific issues would not affect the overall bilateral relationship. We hope the Indian side will work together with China, take the important common understandings between the two state leaders as guidance, continuously implement the above-mentioned resolutions, and jointly safeguard peace and tranquility in the border areas.

    The Combined Joint Operations from the Sea Centre of Excellence (CJOS COE) hosted the Maritime Security Regimes Roundtable on Oct. 29-30, 2024, gathering key stakeholders to address global maritime security challenges and foster collaboration across sectors.

    CJOS regularly collaborates with industry and academic institutions, bridging military and civilian expertise to stay at the forefront of technological advancements and conceptual thinking. This year’s theme was “Maritime 360: Securing Our Seas in an Increasingly Complex and Connected World,” which highlighted the critical importance of cooperation in facing global maritime threats. Military officials, government authorities, industry leaders, and academic representatives gathered for discussions that emphasized the wide-ranging concerns of today’s maritime security environment.

    During his opening remarks, Vice Adm. Doug Perry, commander, U.S. 2nd Fleet, commander, Joint Force Command Norfolk, and director, CJOS COE, acknowledged the diverse group of participants.

    “It is imperative that we focus on maritime security at every level of our future planning,” said Perry. “Our robust maritime network is an advantage that our adversaries cannot match, and we grow stronger with every opportunity we have to work together.”

    The event featured a two-day agenda. The first day focused on both ongoing and emerging maritime threats, including discussions on the Red Sea, Arctic and Baltic security, and challenges in the South China Sea and Gulf of Guinea. The discussions incorporated both military and commercial perspectives, ensuring a comprehensive approach to maritime security.

    The second day shifted to industry and technological innovations, with presentations on advanced maritime technologies and their applications for current and future security needs. By incorporating these forward-looking solutions, the roundtable aimed to enhance the readiness and resilience of maritime forces.

    “The Alliance must maintain that collective advantage – our governments and our people demand it,” said Perry. “Maintaining an international rules-based order as a guiding global principle, requires us to tackle our challenges together. Not just with the force of our militaries, but with diplomacy, advice from our scholars, the ingenuity of our industry, and the will of our free people as represented by our governments.”

    Leaders from Maritime Security Working Groups closed the event with updates on their accomplishments throughout the year, reinforcing the importance of collective action in maintaining a secure maritime domain.

    CJOS COE, established in May 2006, plays a pivotal role in advancing maritime-based joint operations within NATO. Based in the United States, it is the only Centre of Excellence headquartered in the country and one of 30 NATO-accredited centers worldwide. Representing 13 nations, the organization focuses on driving innovation, concept development, and the formulation of doctrine and standards in support of NATO’s goals.

    “We have a long-standing, close, and hugely successful partnership that is central to CJOS’ efforts to help foster a prosperous and safe maritime environment,” said Commodore Philip Nash, Royal Navy, deputy director, CJOS COE. “Combining our strengths creates new perspectives and solutions to meet the global maritime security challenges facing our NATO Alliance today.”

  • MIL-OSI Global: Israel’s relations with the UN hit a new low with Unrwa ban

    Israel’s relationship with the United Nations has historically been strained, but over the past year, tensions have reached new levels. On October 28, the Israeli parliament (the Knesset) passed a law to prohibit operations of the UN’s relief and works agency (Unrwa) – the UN body responsible for Palestinian refugees – within the territory it controls. It’s a legal and political development which many fear will have grave humanitarian consequences for Palestinians in Gaza and beyond.

    The decision also prompts questions about what lies ahead for the increasingly divisive relationship between the government of Benjamin Netanyahu and the UN. There is even speculation that the Unrwa ban could lead to Israel being expelled from the UN general assembly.

    Israel’s relations with the UN have long been fractious. But Unrwa has come in for particular criticism from successive Israeli governments over the years.

    The agency was set up in 1949 to support Palestinian refugees displaced during the 1948 Arab-Israeli war. What was originally intended to be a temporary agency has now operated for more than seven decades, thanks to the unending hostilities between Israel and the Palestinian people. In addition to humanitarian assistance, Unrwa provides education, healthcare and a range of social services to Palestinians in Gaza and the West Bank.

    Unrwa’s schools have been a particular bugbear for Israeli critics. It has been pointed out that textbooks provided by the Palestinian Authority and used in some Unrwa schools were “pivotal in radicalising generations of Gazans”. There have also been allegations that money intended to support Unrwa relief works has been finding its way to Hamas.

    But it was the alleged involvement of Unrwa employees in the October 7 attack on Israel, spearheaded by Hamas, that brought the issue to a head earlier this year. In January, Israel presented Joe Biden’s US administration with a dossier that purported to present evidence that 12 Unrwa staff had taken an active part in the attack. The UN announced it had dismissed the surviving staff named in the dossier – but the accusations led several countries to suspend their Unrwa funding.

    Unrwa’s commissioner-general, Philippe Lazzarini, described the suspension of funding as a “collective punishment”. He said it would have grave consequences for Gaza’s civilians who were – and remain – at high risk of famine.

    An independent review set up by Lazzarini reported in April and found no evidence that the agency had been infiltrated by Hamas. Instead, it stressed how Unrwa’s work was an “indispensable lifeline” for civilians in Gaza and the West Bank. As a result, international funding of Unrwa was resumed by all countries but the US.

    At loggerheads

    Now Israel has gone a step further and banned Unrwa operations. This appears to be the latest blow in a campaign of hostility against the UN that has been years in the making.

    In recent years, Netanyahu’s anti-UN rhetoric has escalated considerably. In 2022, the UN general assembly (UNGA) voted in favour of a resolution calling for the International Court of Justice to give its opinion on Israel’s “prolonged occupation, settlement and annexation of Palestinian territory”. Netanyahu called the decision “despicable”. He refused to recognise the vote, saying:

    Like hundreds of the twisted decisions against Israel taken by the UNGA over the years, today’s despicable decision will not bind the Israeli government. The Jewish nation is not an occupier in its own land and its own eternal capital, Jerusalem.

    During the past year, as it has continued its assault on Gaza, Israel’s efforts to delegitimise the UN have also intensified. At the beginning of October, after Iran had launched a barrage of rockets at Israeli military installations, Israel barred the UN secretary general, António Guterres, from entering the country. Foreign minister Israel Katz commented: “Anyone who cannot unequivocally condemn Iran’s heinous attack on Israel … does not deserve to set foot on Israeli soil.”

    Meanwhile, units of the Israeli Defense Forces (IDF) have been involved in a number of incidents which have threatened the safety of UN peacekeepers in southern Lebanon (Unifil). The peacekeepers are there under a mandate to safeguard Lebanese civilians in the area, where Israel has been conducting what it calls its “military operation” since the beginning of October. Many scholars of international law believe the IDF’s actions could be interpreted as war crimes.

    This in turn led to a public spat with the French president, Emmanuel Macron. Calling on Israel to respect the neutrality of Unifil peacekeepers, Macron said Netanyahu should “not forget that his country was created by a decision of the UN” – to which Netanyahu replied:

    It was not the UN resolution that established the state of Israel, but rather the victory achieved in the war of independence with the blood of heroic fighters, many of whom were Holocaust survivors, including from the Vichy regime in France.

    The last clause was a pointed reminder that a section of the French government collaborated with the Nazi regime in the extermination of French Jews.

    International condemnation

    But it’s the decision to bar Unrwa from Israel that has drawn the harshest international criticism, and which threatens to further isolate the country diplomatically. The UN secretary general has been joined by the EU and US in urging Israel to reconsider.

    Washington has already been highly critical of what it describes as “Israeli efforts to starve Palestinians” in parts of Gaza, and the US and UK are both reported to be considering suspending arms sales to Israel.

    Amnesty International, meanwhile, said the law “amounts to the criminalisation of humanitarian aid and will worsen an already catastrophic humanitarian crisis”. But Israel has signalled it intends to hold firm, while insisting it will “continue to do everything in its power” to ensure that aid continues to reach “ordinary Gazans”.

    But the vast majority of Gaza’s population is now displaced. Most of the built infrastructure – including hospitals – has been destroyed. And Israel’s military operations are forcing most civilians out of the north of the Gaza Strip. So, the question now is whether the effective crippling of the largest international aid agency working in Gaza will simply make matters worse for the people living there.

    PENTAGON PRESS SECRETARY MAJOR GENERAL PAT RYDER: Ok. All right. Well, good afternoon, everyone. I’m Major General Pat Ryder, Pentagon press secretary. Thanks very much for joining us for today’s briefing and update on the Department of Defense recruiting efforts.

    As you know, the military — the US military is the strongest fighting force on Earth. For more than 50 years, our all volunteer force has been sustained by qualified patriots who stand up to serve and keep our republic secure. As Secretary of Defense Austin has said, our greatest strategic asset is our people. We must continue to recruit and retain the best that our country has to offer. The department remains deeply committed to ensuring that every qualified patriot has the opportunity to answer the call.

    We’re fortunate to have with us today a panel of defense leaders to discuss today’s recruiting environment and preview the service’s goals for fiscal year ’25: Dr. Katie Helland, DOD’s director of military accession policy; Major General Johnny Davis, commanding general, United States Army Recruiting Command in Fort Knox — at Fort Knox; Brigadier General Christopher Amrhein, commander, Air Force Recruiting Service; Rear Admiral James Waters III, commander, Navy Recruiting Command; and Major General William Bowers, commanding general, Marine Corps Recruiting Command.

    As a reminder, today’s briefing is on the record. I’ll turn it over to each of our panelists for brief opening remarks before opening it up to Q&A. And please note I will call on reporters and try to get to as many of you as possible. And with that, I’ll turn it over to Dr. Helland to kick things off.

    DR. KATIE HELLAND: Thank you. Good afternoon. I am Katie Helland, the director of accession policy. Thank you for inviting me to this media roundtable. And I’d like to start by expressing a special thank you to everyone over the past year, from our recruiting commanders to our recruiters to our MEPCOM [Military Entrance Processing Command] personnel, who’ve contributed to the success of fiscal year 2024 recruiting missions following significant shortfalls during the previous years.

    The military service concluded fiscal year 2024 in a much improved position compared to this time last year despite a continuously challenging and disinterested recruiting market. At the end of September, the services enlisted just shy of 225,000 new recruits in fiscal year 2024. That’s over 25,000 more than fiscal year 2023.

    Furthermore, the services had a 35 percent increase in contracts written compared to this time last year. USMEPCOM saw a year over year increase of medical exam by 48 percent, and the active components started fiscal year 2025 with a 10 percent larger starting pool or a delayed entry program pool compared to this time last year.

    OSD and the services will continue to build off the momentum that we’ve gained in 2024. Nevertheless, we need to remain cautiously optimistic about the future recruiting operations as we continue to recruit in a market that has low youth propensity to serve, limited familiarity with military opportunities, a competitive labor market and a declining eligibility among young adults.

    More specifically, we’ve observed over the last decade a growing divide between military and civilians. Data indicate that many of today’s youth are not interested in military service and have many misperceptions about what life is like as a service member.

    Additionally, for the first time since this metric has been tracked, the majority of youth have never even considered military service as an option. That is it’s not even on the radar. This divide has been brought about by a confluence of many factors, including the shrinking military footprint and declining veteran presence across society.

    Young Americans now have fewer direct ties to a family member or a close friend who has served in the military. For example, in 1990, 40 percent of our young adults had a parent who served. That’s down to 15 percent today. In the past, those direct ties were key to conveying the boundless opportunities and experiences that are gained from military service. And without these personal connections, we find fewer young adults are familiar with the benefits of service.

    Further complicating our recruiting challenges is the low number of youth who are qualified for military service. Data show nearly 77 percent of youth between the ages of 17 and 24 are not qualified for military service without some type of waiver. This is where programs like our medical records pilot, or MARP, and service member prep courses have been helpful to expand the market.

    But we also seek to expand the market by reconnecting with young adults and their influencers on the value proposition of service. For instance, the next generation of Americans to serve should know that there has never been a better time for them to choose military service. Youth today seek a larger purpose in their lives and desire jobs where they have greater participation in decision making and can create a direct tangible impact. Military service offers all of this.

    Service provides new perspectives, a sense of purpose, the opportunity to take on great responsibilities and challenge the status quos. Service members find personal fulfillment in serving in every part of the world, responding with skills to truly make a difference. Military service has more than 250 occupations, where each person will be individually challenged to reach their peak potential by providing a path to success.

    The military represents one of the most educated organizations in the world across all ranks. We provide our service members with competitive pay packages and benefits such as retirement savings and health care, along with unprecedented opportunities for continued education and training. We offer these things that the young adults today look for when choosing a career, but in many respects they just don’t know it.

    Too often, the military is falsely seen as an alternative to college or an option of last resort. We are working to reframe this narrative so that Americans understand that military service is a pathway to greater education and career opportunities while defending democracy and the freedoms we hold dear.

    This is why the Joint Advertising Market Research and Studies program has launched the digital Calling Answer campaign to build familiarity and — with the value proposition of military service to nest with the services’ specific campaigns. Further, the department’s There Tomorrow adult influencer media campaign targets parents, educators, and other relevant adult influencers to build advocacy for military service.

    Moreover, we have collaborated with our education partners through our military enlistment data to — access to LIFT students or our metals working group with state education agencies to develop a strategy and a plan to share military data with states in order to provide credit to public high schools for military readiness, in addition to college and career readiness.

    We’ve also partnered with our fellow national service agencies like AmeriCorps and Peace Corps to help amplify a message of service because, like military service, there has been a decline in propensity for national service opportunities. So, we are working a whole of government solution.

    While we’re here to talk about recruiting efforts today, we also want to celebrate the 225,000 young adults who’ve enlisted in fiscal year 2024. Through a spirit of selfless service, we continue to build and maintain the world’s most capable military.

    I thank you for having me and thank you for your continued efforts to better understand and support the department’s recruiting mission. I look forward to your questions.

    MG RYDER: Major General Davis.

    MG JOHNNY DAVIS: Well, good afternoon everyone. I’m Johnnie Davis, US Army recruiting commander. And thank you, Dr. Helland and fellow recruiting commanders for taking the time to be here.

    As mentioned, the US Army Recruiting Command exceeded our fiscal year 2024 recruiting mission, with more than 55,000 future soldiers going to basic combat training. Additionally, our dedicated recruiters capitalized on this momentum and surpassed the fiscal year ’24 delayed entry program mission of 5,000, contracting more than 11,000 future enlistments for fiscal year ’25. This is a great start and a very positive momentum. Achieving these goals helps ensure our Army has the personnel needed to meet end strength numbers established by Congress.

    Just over a year ago, the fierce competition for talented Americans and the need to modernize recruiting efforts led the secretary of the Army to announce recruiting as the Army’s number one priority and the need for recruiting transformation. In the past year, we’ve witnessed historic changes that generated incredible positive momentum for us in the Army.

    This really started in February 2024, after about a year of putting many of these initiatives together, and it hasn’t slowed down. Our hardworking recruiters, whole of Army support, and transformation initiatives made our fiscal year ’24 success possible. We know we are — we are not out of the woods yet, but we remain steadfast to mission success this year and beyond.

    So, as I look back on the past year, I think there are two main contributors to the success we’re seeing: our investment in the recruiting force and our families and the whole of Army investment in recruiting. We know the importance of putting people first, and started this investment with adapting our recruiter assessment and selection processes.

    Incorporating recruiter feedback, we also revamped training at the recruiting college and added two weeks to our Army recruiting course to focus on people and quality of life. Our People Week brings recruiters and their families virtually together to prepare them for the demands of life away from military installations.

    Our senior leader supported recruiters with historic incentives in fiscal year ’24: recruiter incentive pay continues; authority to promote sergeants who graduate the Army recruiting course to staff sergeant. These are all volunteers. Over 927 have been promoted; meritoriously promote up to 150 qualified sergeants and staff sergeants to the next grade; and promote fully eligible sergeants and staff sergeants who enlist 24 future soldiers to basic combat training in a 12 month period. As of today, we have 21 promotions in this category.

    In addition to the investment and professional development of our people, we continue to leverage our soldier referral program, where soldiers from around the globe in every formation have an opportunity to contribute to recruiting efforts. This program is a little more than 20 months old, and we’ve already received more than 77,000 referrals from soldiers, resulting in 5,000 contracts, and many more in the pipeline.

    The Army addressed the medical backlog and surged over 60 medical providers to 33 select Military Entrance Processing Stations across the country, increasing enlistments for the Army, Army Reserve, and our sister services. Our wonderful providers completed 6,000 more physicals as compared to last year.

    The Army is paving the way in other avenues for young Americans to serve. A first of its kind life accelerating program started in 2022, the Future Soldier Prep course, invests in young men and women, helping them unlock their potential and achieve academic and fitness readiness for military service, with a graduation rate over 90 percent in both academic and physical tracks.

    With recruiting transformation, marketing efforts are even getting better. Throughout fiscal year ’24, our teammates at the Army Enterprise Marketing Office built upon the Be All You Can Be campaign while synchronizing marketing and advertising efforts to reach expanded audiences and connect with more prospects interested in military service.

    Our recruiting staff and innovation team have been hard at work to transform the enterprise’s prospecting efforts and adapt to market expansion. We continue to look beyond the high school market, and in fiscal year ’24 had an average enlistment age of 22 years and four months, and this is going up. Also, one out of every five enlistees has some college or is a college graduate.

    Our increased usage of digital job boards and rollout of the Go Recruit mobile app, which was a recruiter recommendation, have improved our efforts immensely. We started Recruit 360 pilot, a new AI prospecting experiment that utilizes machine learning and AI assisted lead identification to enhance recruiter efficiency and focus on quality over quantity. So, we’re trying to get beyond the old days of high school lists and use AI to help us refine the lead market of our qualified applicants.

    Our investment in people and Army’s investment in recruiting made fiscal year ’24 a success. There are no words to express how proud I am of the hardworking recruiters that crushed it in every community. Compared to fiscal year ’23, these young men and women increased productivity by 43 percent, an outstanding improvement.

    As we kick start ’25, we will continue to invest in the people, maintain momentum, transform the enterprise, and innovate our workforce. The secretary announced earlier this month the Army’s enlistment goal for fiscal year ’25 is 61,000 future soldiers, with a delayed entry program target of 10,000. Our recruiters are already kicking it in high gear in fiscal year ’25, and they’re doing very well right now.

    Again, thanks again for your time. I look forward to your questions. I’ll turn it over to my good friend, Brigadier General Amrhein. And of course, be all you can be.

    BG CHRISTOPHER AMRHEIN: Thank you, sir. Ladies and gentlemen, good afternoon. I’m honored to speak on behalf of the Air Force Recruiting Service and provide you with an update of where the Air Force and Space Force stand as we concluded fiscal year 2024 and look to our FY ’25 goals.

    I’m proud to say that we have met our recruiting goals for FY ’24 across all components, the active duty Air Force, Air Force Reserve, the Air National Guard, and the Space Force. This is an incredible achievement, particularly in today’s challenged recruiting environment, where we face declining youth population, lack of familiarity, and intense competition from the private sector.

    I want to start by expressing my sincere appreciation for all the hard work, dedication, and commitment from every member of the Air Force Recruiting Service, to include our Reserve and Guard partners, who were instrumental in us achieving our Department of the Air Force goals.

    There was no one single element which got us across the line this year, but rather a broader shift in how we approach recruitment. Multiple levers, such as barrier removal, incentive adjustment, increasing medical review support, and a honed focus on recruiter development all played a critical role to our total force recruiting successes as we closed out this fiscal year.

    This was a blend of Department of the Air Force headquarters, senior support from SAF/MR, HAF/A1, Space Force S-1, HAF/SJ — SG, not to mention Secretary Kendall, General Alvin, and General Saltzman. Additionally, Air Education and Training Command Commander Lieutenant General Robinson has been a zealot on barrier removal and resourcing support. Our success is a testament to our collective effort and unwavering commitment to bringing in the best and brightest talent into our Air Force and Space Force.

    I need everyone to know the Department of the Air Force is still hiring. We have full and part time opportunities in more than 130 specialties, several with bonuses. We’ve put in place new incentives and modernized outdated policies beginning in the spring of 2023, bringing in a larger pool of qualified applicants. As of 30 September, more than 10,000 total force airmen and guardians joined the Air Force or Space Force due to policy changes and incentives implemented by the Air Force’s recruiting cross-functional team.

    By eliminating these barriers, we’ve optimized our recruitment requirements without sacrificing the quality and capabilities of our recruits. Some of the changes that have expanded accession opportunities attracting high quality youth include reinstating the Enlisted College Loan Repayment program, modifying the body composition program to the baseline DOD instruction, revising the tattoo policy, and continuing the Air Force THC pilot that does not disqualify high quality applicants if they test positive on their initial test and negative on a follow-on test during the application process. In 2024, I adjusted the legal permanent resident requirement in the Air Force from ten years to two years to align with DOD allowances.

    We also reviewed our medical policies and processes. The implementation of MHS Genesis and the Health Information Exchange complicated the medical accession process by increased workloads in reviewing potentially disqualifying conditions in applicants versus the pre MHS Genesis. This created a large increase in medical waiver requests and caused applicant waiting time for waiver adjudications to increase significantly.

    Late last fall, AFRS added 63 medical administrator contractors to help gather and screen supporting medical records, increasing efficiency and allowing for recruiters to focus more on face-to-face engagements with applicants. Additionally, we bolstered recruiter training and made adjustments to the goaling methodologies.

    The Department of the Air Force has not changed its high standards nor compromised the caliber of our applicants. Rather, we have expanded the opportunities for qualified individuals to join our ranks. We have partnered with military affiliated organizations to leverage their presence and manpower in communities across the country.

    The Air and Space Force Association, or AFA, has become one of our trailblazing partners in this effort, as this is an exciting opportunity to build our recruiting network beyond our traditional recruiting force. This year we have also launched a similar partnership with Civil Air Patrol, which has the potential to expand our reach and add another 30,000 members to our total force outreach network.

    As we celebrate the success, we must also turn and focus to the future. FY ’25 brings with it an increased enlisted recruiting goal of 32,500 for the regular Air Force, and a Space Force increase by 30 percent. Additionally, Air Force Reserve requirements will also increase from 7,200 to 7,600. Achieving these goals depends on our ongoing commitment to investing in both our recruiters and the resources they need to succeed.

    The Department of the Air Force allocated more than 370 additional recruiting personnel based on manpower studies, Rand reports, and the AETC/A9 analysis. Air Force Recruiting Service is in the process of rapidly onboarding these personnel with deliberate placement in and around the United States.

    As we move forward, these goals set before us in FY ’25 are ambitious, but we believe they are achievable. Make no mistake. We cannot take our hand off the throttle, and we must remain laser focused on mission. In the end, deterring or winning future conflicts in a time of consequence starts right here at home by winning in the competition space for talent.

    With continued innovation, dedication, and a relentless commitment to our excellence, we will bring in the talent of our Air Force, be that reg AF, Guard, or reserve, as well as the Space Force and what they need to meet the challenges for tomorrow.

    RADM JAMES WATERS: Awesome. Good afternoon. I’m Rear Admiral Jim Waters. I’m Commander, Navy Recruiting Command. It’s a privilege to be here this afternoon to talk about the Navy’s recruiting efforts over the last year and to outline some of our goals for fiscal year 2025.

    We know that, to remain the most capable Navy in the world, we must recruit the best of America, building pathways for all qualified Americans who choose to serve our nation. Fiscal year 2024 was a year of significant achievement for Navy recruiting due to the hard work and dedication of our recruiters, our leadership, and support teams across the country.

    Together we contracted 40,978 active component enlisted sailors into the Navy against a goal of 40,600. This was no small feat, and I want to take a moment to recognize the front line Navy recruiters who worked tirelessly to meet our goals. They did an outstanding job navigating a highly competitive recruiting market, and their efforts are a testament to the Navy’s commitment to building a talented, mission ready force.

    This success didn’t happen by chance. It was the result of strategic changes we made to adapt to the current recruiting environment.

    Key adjustments included increasing the number of recruiters by approximately 800 and removing bureaucratic barriers to rapid decision making and contracting. When we take care of our recruiters, they take care of the mission. Because we recognize that today’s recruits are engaging online more than ever, we ramped up our presence on social media, expanded our esports efforts and employed creative talent in our award-winning Sailor Verses YouTube series.

    Additionally, our marketing and advertising efforts focused on real, authentic stories from actual sailors addressing perceived barriers, concerns and key motivators related to joining. Another major initiative in fiscal year 2024 for the Navy was the establishment of our Recruiting Operations Center, or ROC, which has proven invaluable.

    The ROC consolidated our data and analytic capacity into a single source of truth to continuously assess and improve recruiting practices. This emphasis on shared learning and best practices is helping our recruiters meet their goals and it will continue to play a key role as we move forward in 2025. Finally, we streamlined our medical waiver process to make well-informed decisions in zero to three days, giving recruiters and candidates the opportunity to act quickly.

    As we turn our attention to fiscal year 2025, I want to note that while we’re coming off a successful year, we are not taking our foot off the gas. Our goal for fiscal year 2025 is to build on our momentum and recruit another 40,600 new sailors, which reflects the growing needs of the Navy as we continue to modernize and strengthen our capabilities.

    The road ahead won’t be without obstacles. As my fellow recruiting commanders have noted, the labor market remains competitive and military service is one of many options available to young Americans today. To stand out, we’ll continue to refine our message, positioning the Navy as a premier opportunity for professional development, education and service to the nation. And while mindful of evolving societal expectations, especially with regards to work life balance and career flexibility, we will continue to highlight the opportunity for each young American to forge a better version of themselves in America’s Navy.

    In the end, I’m optimistic about the year ahead. Fiscal year 2025 will bring its own set of challenges, but with the strategies we’ve implemented and the talent we have in place, I’m confident we will meet our goals. Thank you.

    MG RYDER:  General Bowers.

    MG WILLIAM BOWERS:  Good afternoon. Ladies and gentlemen, fellow military leaders, it’s a pleasure to appear before you today to provide an update of your Marine Corps recruiting efforts. Your Marine Corps exists to fight and win our nation’s battles and our performance in recruiting speaks for itself. Our combat heritage is embedded within Marine Corps Recruiting Command’s DNA, and we share the same fierce competitive spirit to win as those Marines who’ve gone before us, no matter the challenge.

    Over the past several decades, the Marine Corps has made institutional investments into recruiting to ensure that we are resourced with the very best commanders and Marine recruiters to accomplish this demanding mission. This has been and will continue to be our greatest source of strength as we face what some refer to as the most challenging recruiting environment since the inception of the all-volunteer force.

    Marine recruiters will continue to meet the expectations of our nation by holding true to our warrior’s ethos and our core values of honor, courage and commitment. We compete for the very best young people in every zip code in our nation and our marine recruiters are actively attracting and inspiring young men and women of character, eager to take up the challenge of earning the title Marine.

    While we welcome all qualified and motivated applicants to take up this challenge, we refuse to lower our standards. We understand that to meet the high, almost mystical expectations that the American people have of their Marine Corps, that we must continue to attract and inspire young men and women of character who desire to live a life of significance by becoming a US marine.

    Despite our success in fiscal year ’24, we continue to face the same challenges as the other services, historic lows in qualification rates, low propensity to serve, a challenging labor market and a fragmented media landscape continued to have a compounding effect on the recruiting environment. To combat these conditions, Marine Corps Recruiting Command will do what Marines have always done, innovate, adapt and win.

    As such, we are focused on my priorities of one, training the most proficient recruiting force in the world; two, manning all of our recruiting sectors; three, securing resources to support our people in the field; and four, adapting our geographic laydown to reflect the changing demographics of our nation.

    And we’re moving out at speed to make these organizational changes. As we attack in the fiscal year ’25, we will continue to reinforce and expand the trust of the American people in their Marine Corps, positively shape the future of the Marine Corps and enable our Marines and their families to be happy and successful.

    MG RYDER:  Thank you very much to all of our panelists today. We’ll start with Associated Press, Lita Baldor.

    Q:  Thank you. Thank you all for being here. I don’t know, Dr. Helland, if you can answer this or if this is each one of you needs to answer. I’m wondering about bonuses. Can you tell me how much Overall the Defense Department has increased the amount of money it’s providing to the services for bonuses and other sort of monetary enhancements for the services to provide for recruiting last year over this year? If you can give sort of overall or if the services need to provide their own.

    And then Admiral Waters, for the Navy, can you say how closely the Navy is tracking the CAT IV that you have been bringing in over the last year or so to determine whether or not there are any increased disciplinary or other issues with that sort of larger chunk that the Navy’s been bringing in, that the other services have not done?

    DR HELLAND:  So I’ll actually open it up to the services to talk on bonus incentives.

    MG DAVIS:  Yeah. Ma’am, I don’t have the exact amount, but this is one of the areas that the, in terms of transformation, should we do the same thing that we’ve been doing every year. So we’re looking at a potential pilot to weigh bonus versus station of choice. And what we’re seeing is applicants are moving towards the station of choice. With that, has garnered savings.

    I don’t have the final amount, but it is sizable when you look at the total number of applicants. And let’s say, it could be an estimate from $3,000 to $5,000, or $6,000 each. So that’s one of the areas that when we look at transformation, how can we do something different, and I think it’s yielding — I mean what we’re seeing is applicants prefer duty station of choice over money.

    BG AMERINE:  Yeah. Ma’am, I’ll follow up with my colleague, we can get you the specific number. What we do though is the incentive options that are there, they do and can flex throughout the requirements from the Air Force, specifically AFSCs or Air Force specialty codes. And so, what we have seen is a shift in my time, a little over a year, focusing on some of the most high demand and low density jobs that are out there, specifically in our special warfare atmosphere for those Air Force specialty codes.

    And so, in many cases, several AFSCs are all eligible for a bonus, but the structure of this is always flexing based on the highest or the most demand. AFSCs right now for us, that is special warfare and a lot of our open and mechanical AFSCs, ma’am.

    RADM WATERS:  Yeah, so like the other services, we look at each rating to specifically allocate enlistment bonuses. But the short answer to your primary question is there hasn’t been a significant change in the bonus amount going from ’24 to ’25. And with respect to the CAT IV, we’re tracking that closely.

    We’ve seen no increase in attrition, no increase in disciplinary actions and I attribute that mainly to the fact that every recruit that comes into the Navy meets the standard for the rating to which they are assigned. So the CAT IV is from the AFQT, which is four parts of the ASVAB [Armed Services Vocational Aptitude Battery]. Each rating is a combination of scores from those four plus the other six parts of the ASVAB, and that has never changed.

    So a CAT VI sailor that comes in with an AFQT of 22, that’s going to go be a machinist mate, meets all of the line requirements for that machinist mate and always has. We have not changed that.

    MG BOWERS:  And, ma’am, the Marine Corps does not rely on bonuses to attract and inspire young men and women of character to take up the challenge of becoming Marines. That said, we do have some new incentives for some new career fields. This year, we have $15,000 bonuses for electronic maintenance, cyber and crypto operations and information and communication tech career fields. But again, we don’t rely primarily on bonuses.

    MG RYDER:  Thank you, all. Yes, ma’am?

    Q:  Audrey Decker, DefenseOne, I want to thank you so much for doing this. I have a quick follow up. I just wanted to make sure I have this correct. So the Army and the Air Force Space Force is increasing their goal for 2025, Navy staying the same. And then I didn’t hear Major General Bowers what the Marine Corps was doing for 2025?

    MG BOWERS:  Our goal is increasing by approximately 1,800 Marines.

    Q:  And then separately, Dr. Helland, you mentioned declining eligibility and I was just wondering if there were any specific efforts to get after that and specifically in terms of previous drug use? I know there was a provision in the ’25 NDAA that would stop the services from requiring someone to test for marijuana before enlisting.

    What does the DOD think about that provision? If you could provide any more guidance there.

    DR HELLAND:  Certainly. Yeah. When we look at eligibility based on estimates, about 23 percent of youth are eligible to enlist without a waiver. That’s for any of our various standards, whether they medical dependents, moral. So with regards to medical standards, it’s something the department continually looks at and looks at advances in medical science, looking at the data for those who’ve come in with waivers to see if we can refine the medical standards.

    We’ve also instituted a medical accessions records pilot where for at this point now, 51 conditions that used to have—most of them had any history of a particular condition, we’re testing the feasibility of reducing the timeframe for those conditions. ADHD has actually been one where we’ve seen a lot of individuals come in under that [inaudible] condition.

    We’ve also seen great success as we talked through the Future Sailor Future Soldier prep course, to invest in those individuals with potential to get them to whether it be the body composition or some of our academic standards as well. With regards to drugs, certainly marijuana is still a prohibited for federal employees and we’ll have to continue to follow federal law.

    MG RYDER:  Thank you very much. Let’s go to Haley.

    Q:  Thank you. Thank you all for doing this. Dr. Helland, you mentioned that for the first time since the metric has been tracked that there is a percentage of youth who are not even considering military service. Can you say for how long has that metric been tracked?

    DR HELLAND:  I’ll have to go back and double check, but I think it’s mid like 2010 or so.

    Q:  OK. So roughly at least a decade?

    DR HELLAND:  At least a decade. Yes. Yes.

    Q:  And then I apologize, I don’t remember who mentioned MHS Genesis, but that was — I’m curious kind of what you’ve seen as the trend of that. I know that that was a pretty significant issue for a lot of recruiters and a lot of recruits of just the challenges that MHS Genesis presented. So can you kind of talk through, are you still seeing those challenges? Are those being addressed? What does that sort of look like now that we’ve kind of gotten further away from its implementation?

    DR HELLAND:  Sure. So yes, when we rolled out MHS Genesis, which is the department’s electronic health record system and when we rolled it out across MEPCOM, that provided us access to the verifiable health records, which meant we now have a lot of information on our young adults to assess Them against our medical standards.

    That did increase our workloads given the sheer volume of information that was available through those health information exchange, But we’ve been able to implement technical solutions. One of the key ones was instituting natural language processing, to go through and pick out key elements that have helped us reduce the time frame.

    We also overhauled recently our whole prescreen process, So that’s the process where we’re reviewing the documentation and then giving them the approval of our applicants to go to the various MEPs. Through our overhaul of the process, now 80 percent of our applicants are cleared to go to MEPs within 48 hours of starting that prescreened process.

    And then for those 20 percent that have more complex medical histories, we’ve reduced the timeframe where it used to be about 29 days on average to get them to Florida MEPs, we’re now down to below seven. So we’re continuing to improve our processes. And with MHS Genesis, we’re able to leverage technology more, to automate more processes, but we’ve also brought in more staff as well and working to increase the staff to address the workload.

    MG RYDER:  All right. Let’s go to the phones here. Heather Mongillo, USNI News.

    Q:  Great. Thank you so much. So I guess one of my biggest questions that I’m trying to still figure out when talking about recruiting, is it that there are a lot more people who are propense to serve right now, or is it that the different services have found that they were having roadblocks preventing people from enlisting?

    I guess I’m trying to figure out, are there just more people interested and that’s who you tapped into Or was there a problem with the way the services were recruiting that created the services not meeting the goals the past two years?

    DR HELLAND:  Certainly. I can jump in and then turn it over. But when we look at on aggregate, our measure of propensity, which is a snapshot in time when someone takes a survey, we have seen stability in a low metric for propensity. Where about 10 percent of young adults are motivated to serve, that has not changed over the past few years.

    What we are seeing is propensity growing at an individual level, right? When our recruiters get out there and make contact with the individual, they can grow propensity one person at a time. That’s where I believe we are seeing success, is the operations and what we’ve been able to get back into communities where when you think about what happened during COVID, we had to pull out of communities for almost two years. It takes time to get back in and develop those relationships again. But again, I think this is what we’re seeing is a testament to our recruiting commanders and the hard work of our recruiters.

    MG DAVIS:  Yeah. Dr. Helland, if I could add, you’re absolutely right. I think not having our superstar recruiters in high schools across the nation for some two and a half years, has certainly had an impact and really bringing awareness and the face-to-face interaction really helps to fill knowledge gaps for, in our case, the United States Army.

    And so that awareness also impacts their desire to say, well, should I consider service? We have a declining veteran population. I grew up with a family of many veterans in Wisconsin, who either served in World War II or Korea or Vietnam and they were all there to answer my questions.

    Now, with the decreasing veteran population, that is also really impacting, I think, that knowledge base and propensity of those up and coming qualified military service men and women.

    BG AMERINE:  Yeah. And if I could add, I think with Dr. Helland’s comments, on 30 years ago if you asked somebody if they had a family member, 45 hands would go up. And if you ask now, it’s somewhere between 10 and 12 or so. And it is what it is, but what I would say is one of the focus areas for the Air Force and Space Force, is building back that familiarity because over time, that created this lack of familiarity.

    And then you have these exacerbating incidents like COVID that materialized. But this has been a focus point. And I know that we all spoke to this last fall as well, is all of the services are really focusing on that lack of familiarity and getting back out into the public and getting it won [ph], whether it’s one person, one touch point at a time that General Davis said, or expanding social media campaigns to meet this generation where they are.

    But I think that, for the Air Force aspect of it, it is a deliberate line of effort for us, is expanding that total force outreach or recruiting network to be able to build back that familiarity into America. Thank you.

    RADM WATERS:  Yeah, I think it’s important in this to not equate low propensity with high anti-military sentiment. It’s really an expression of lack of knowledge, lack of familiarity, to play off my shipmate here. And I think to answer a little bit more of the question that was asked, to say, this reflects an increased number of recruiters.

    I mean, the Navy added recruiters, other services added recruiters and it also reflects the recognition that we need to increase propensity one American at a time. It’s that prospecting work that’s done by recruiters to go out not only in the schools but at career fairs. And making phone calls, social media connections, all of it to build that human to human relationship that leads to a young American, recognizing the value of service and then making a commitment to it.

    MG RYDER:  Let’s go back out to the phone here. Jeff Schogol, Task and Purpose.

    Q:  Thank you. A question for Dr. Helland about the medical accession records pilot or MARP. So as you mentioned, it’s now up to about 51 conditions. Do you foresee this as the start of something that becomes permanent, a change to military accession regulations that makes it easier for people with previously disqualifying medical conditions to enlist without having to get a waiver first? Thank you.

    DR HELLAND:  Yes, so the whole intent of this is write a pilot to test the feasibility. If we can shorten these timeframes and with the data, then to make that decision to then modify our medical accession standards. So that’s where we’re in right now that that pilot phase. Largely we are seeing positive results, and we’ll continue to monitor the data.

    So ultimately again to make that decision to about these conditions and whether we can build them into our standards instruction.

    MG RYDER:  Let’s go out to Steve Beynon, Military Times.

    Q:  I appreciate you all for doing this. A quick question for the services minus the Army and Navy. Those services have seen a lot of good early data on the prep courses. Nearly a quarter of the Army recruits in FY ’24 did one of those prep courses. Has the Air Force or Marine Corps looking into establishing their version of that and Space Force as well? Thank you.

    BG AMERINE:  Yeah, absolutely. Thanks for the question. From a holistic perspective across the Department of the Air Force for Recruiting, I would offer the answer is no, there’s not. There’s not the overarching compelling requirement that we’ve seen. However, I would say that for our special warfare accession pipeline, we do have a very deliberate development program for them.

    So as folks identify or are interested in the special warfare Air Force specialty codes, there is a very deliberate development program both from a, you know, from a mental resiliency standpoint, but also a very in-depth training physical training regimen to prepare them for that pipeline.

    MG BOWERS:  Yes, in the Marine Corps, we are not looking at starting a special program for future Marines. We have the delayed entry program that’s working very well for us.

    MG RYDER:  All right. Luis?

    Q:  Thank you. I just want to follow up on Steve’s question here because it was almost related exactly to that, but I’m going to direct my question to the Army and the Navy about the future sailor or Future Soldier Prep Course.

    Can you confirm the numbers of how many of your recruits this year actually participated in that? And having heard the other two services, why did the Navy choose to follow what the Army program was and was it based on their success or what did you find that, yes, we did have a base that really needed that was of motivated individuals who wanted to join the Navy who just needed that extra incentive.

    And then I have a follow up.

    RADM WATERS:  Yeah, so thanks for that and I don’t have the exact numbers in front of me for how many went through for the two future sailor prep course physical or academic, but the reason that we followed the Army on this was because of their great success. I mean, General Davis talked about the percentages.

    It was a wonderful example and what we found especially for on the side of future sailor prep course physical which allows us to bring some folks in that are above body fat standards by up to 6 percent and have them work with our recruit division commanders. We had a lot of highly qualified, like nuclear trained operator qualified individuals, that couldn’t quite get there.

    And so when we saw that the Army was using that, we took it on and we’re 100 percent successful on getting folks through that course. We have a few that have tapped out because this isn’t for me, but anybody that was working toward that body fat standard has made it and is in recruit training. And what we found is those sailors are committed in a way that’s above and beyond the average that’s in recruit training command and many of them have gone on to leadership positions within their recruit divisions.

    Future sailor prep course academic allowed us to provide an opportunity for young Americans to expand the opportunities within the Navy. As I mentioned before, every rating, all of them are based on individual line scores. And so by giving them some more academic training and recognition that much of America had challenges with COVID in schools to increase that opportunity and give them the opportunity to have more choice and we can fill other ratings that we wouldn’t have otherwise. That’s why we followed the Army.

    MG DAVIS:  Yeah, if I could answer the data, so if Soldier Prep course for us is about 20-21 months, total number of graduates, we’re approaching over 28,188. Now that’s just more than compo-one. So now when I talk about that number, that’s active duty, Army Reserve and National Guard, so they all benefit in the total Army with the Future Soldier Prep Course for us from last year’s mission of 55,000, over 10,326 graduated to course.

    We already have another pending shipped already to Fort Jackson about 1,500 and another, you know, 3,000 over the next, you know, quarter or so into the new year. So we are filling all of the seats because of the demand.

    So let me go back to why we’re seeing the success when we saw the during COVID the drop in test ASVAB by like ten points, that’s the segment and it wasn’t you know, recruiting command, it was actually our training and doctrine command Lieutenant Gervais and team. That said, hey, the Army’s done this before, we saw this drop, why don’t we go and try to invest in that segment and, I mean, half of them were within five points of a fully meeting, you know, three Bravo or Alpha, which allows to open up many job opportunities.

    And so that’s what we invested in and that’s why we see this transformational success. Some of them are testing out within two weeks and some of them are testing to the highest category. So now every job in the Army is now open to them just from a classroom, not, you know, from an outside agency, of course the camaraderie like students, the physical fitness, academic training every day is, I think, is building this great cohort of future soldiers.

    Now what I recommend everybody take an opportunity and visit the Future Soldier Prep Course if they haven’t down at Fort Jackson, it will be an eye opener. I’ve been many times. I love it, it’s a great course.

    Q:  My follow up is do you plan to now expand the course as it continues to get 1 in 5, So new recruits in?

    RADM WATERS:  Yes.

    Q:  And also, what do you attribute the rise in age to? You said that your average age now is 22 years, four months.

    MG DAVIS:  Yeah. So I don’t know in terms of expansion because we want to go after that labor market, expanded market. The segment that is, you know, within ten points or that that whatever the 21 to 30 we think they can test up. So I don’t think we’re going to expand that based on what we’re seeing. Now, let’s go to the — this expanded market.

    What I’m hearing from recruiters is that many are you know, graduating high school and are going on to college. And maybe that’s not for them and what our recruiters are doing is really beginning to focus on that segment of the population and it’s really starting to pay off.

    Why are they focusing on that? Because when we were short in terms of what we’re bringing in to the Army, we needed to fill training seats. So basic training battalions can be filled and we weren’t filling them. So our recruiters weren’t going to the high schools because they won’t ship until the next year, so they’re going directly into the labor market. And that has really, really blossomed for us over the last two years.

    And I want to say to our recruiters, job well done. Let’s stay at it and this, the current delayed entry program, it I think the average age is about 22 years and five months. So I see it going up and the high school market as we see the student, you know, population, let’s say decline over time, we’re going to have to expand it into the labor market or the — some college or college market.

    MG RYDER:  We have time for one more. Yes, sir.

    Q:  John Seward. Notes on the prep courses for both services. What are you all seeing in terms of retention after initial contract? And then a similar sort of related follow up for all services, which is in terms of finding qualified applicants, where does physical fitness rank as far as challenge?

    RADM WATERS:  So as far as the Future Sailor Prep Course, the physical fitness part of it has been something of a challenge to make sure that we’ve got the right fitness for folks joining the Navy, but it’s not one that’s insurmountable. And the physical part, the future sailor prep course physical has given us the ability to really get after that. Especially in our ratings that require a much, much higher-end ASVAB score to get after.

    MG DAVIS:  So for the Army, Army Research Institute is tracking every graduate, so you need more time, it’s about 20 months. So we do have a large number of graduates and what we want to do longitudinally is really find out from an academic perspective if that impacts retention as they go on to the first duty station.

    For the fitness, that’s a really good question and we’re thinking through that because we know that in the Future Soldier Prep Course they lose about 1.2 percent body fat a week. And what we want to make sure is we keep tracking them as they move on to their first duty station and figure out in terms of retention. So are they continuing on this right path or are they going down or are they going up? So that’s what we’re tracking because we really need that data to figure out, hey, is this so transformational that we need to look at, you know, other expansion opportunities.

    RADM WATERS:  Yeah. So I think some of that’s because of the length of time that we’ve been running the Future Sailor Prep Course hasn’t been significant enough to really get after that. But I can say that our attrition rates in boot camp and A-school for this cadre, both physical and academic are on par. There’s no change for that group relative to the rest of them.

    Q:  And just a follow up for all services, where does physical fitness rank in terms of?

    BG AMERINE:  For the Air Force, I had mentioned in my opening statement that over the past year, we adjusted the Air Force actually had a higher than DOD standard and we aligned with the DOD standard. Since then we brought in over 5,800 airmen under that DOD standard. We’ve had one wash out of BMT for physical fitness reasons.

    And so I think it’s, you know, from that standpoint and I will tell you we get the question a lot, hey, have you changed the standard. Well, the PFT standards have not changed for our basic training and that small policy adjustment offered 5,800 very high quality folks to come into our service and we lost one person for it. Thanks.

    MG BOWERS:  Good question. Thanks for the question. So Marine Corps recruit training is 13 weeks long. It is the toughest, most physically demanding of the entry-level training of the services. So physical fitness is therefore very important to us. This is the value of our delayed entry program. We like every applicant to spend at least 30 days in the delayed entry program so we can work with them, they can work with their recruiter and we can get them in good physical shape to improve their chances of success at recruit training.

    The delayed entry program has an additional benefit for us. While these kids are getting in good shape working with their recruiters, they bring their friends along and 25 percent of our contracts, one out of four, comes from a referral from the delayed entry program. Our Marines love the opportunity to have a delayed entry program to work with their own little squad or platoon of recruits and this gets to propensity.

    You know, we like to replace propensity with inspired. So if only 9 percent of the population is propensed [Sic], 91 percent is just waiting to be inspired. What a golden opportunity. So this is the value of our delayed entry program.

    MG RYDER:  All right, ladies and gentlemen, thank you so much.   • MIL-OSI USA: A Proclamation on National Veterans and Military Families Month,  2024

         Each veteran and military family represents a link in a chain of honor that stretches back to our founding days, unwavering in their devotion to their loved ones who served in uniform.  This month, we honor all of our military and veteran families.  They too serve and sacrifice to answer our Nation’s call to duty.  We owe them a debt of gratitude we can never fully repay.
         I often say that, as a Nation, we have many obligations, but only one is truly sacred:  to prepare and equip those we send into harm’s way and to care for them and their families when they come home.
         We are continually working to make sure that our Nation’s veterans and service members have access to the benefits and care they deserve.  I have signed more than 34 bipartisan bills to better support our service members, veterans and their families, caregivers, and survivors.  One of those bills, the Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxics (PACT) Act, was the most significant expansion of benefits and services for toxic-exposed veterans and survivors in nearly 30 years.  To date, more than 1.1 million veterans and over 11,000 survivors are now receiving new service-connected disability benefits, and over 796,000 veterans have newly enrolled in Veterans Affairs health care since the law was enacted.  This law is helping families who lost loved ones to toxic illness gain access to critical resources and services, including monthly benefits, educational assistance, home loans, and more.  Actions outlined in our national strategy to prevent military and veteran suicide are tackling the root causes of the military and veteran suicide crisis, including by better supporting families through the Governor’s Challenge to Prevent Suicide Among Service Members, Veterans, and their Families.  And we are making progress in eliminating homelessness and improving financial security for veteran and military families.  Too often, veteran and military families become the targets of bad actors and scam artists.  My Administration’s Veteran Service Member Family Fraud Evasion initiative is providing easy, one stop access to resources to report fraud and get help from the Federal Government to combat scams.  Additionally, I signed an Executive Order that implemented historic, bipartisan military justice reforms to transform how the military handles sexual assault and domestic violence cases.  And I directed the Department of Defense to review pay and benefits for our service members — an important step toward ensuring their compensation reflects their service and sacrifice.
         Military-connected families sacrifice for our country, answering the call to duty over and over again.  Many military and veteran spouses, caregivers, and survivors struggle to achieve their desired career goals due to unique challenges military-connected families face.  This is why I signed an Executive Order that takes the most comprehensive set of administrative actions in history to support the economic security of military families and veterans’ spouses, caregivers, and survivors.  I encouraged Federal agencies to do more to retain military spouses through flexible policies, ensuring they have access to stable jobs throughout their careers.  Last year, I signed an Executive Order that directed more than 50 actions to improve the care economy, which included critical actions to better support military and veteran caregivers and expand access to military child care.  These orders build on the efforts taken by my Administration to improve the quality of life for military families, including initiatives to ease military moves, afford housing, and find child care.  Joining Forces, the First Lady’s initiative, is working to better support military and veteran families — doing everything from making school transitions easier for military children to expanding economic opportunities for military spouses and caregivers.
         This is personal for my family and for me.  We know the pride of seeing your child wear the uniform of the United States.  We know the pain of long deployments far from home.  We know what it is like to pray for the safe return of someone you love.  This month, may we show our immense gratitude for our military and veteran families, whose courage and dedication represent the best of who we are as a Nation.
         NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim November 2024 as National Veterans and Military Families Month.  I call upon the people of the United States to honor veterans and military families with appropriate ceremonies and activities.

  • MIL-OSI Security: Defense News: USS Oak Hill Arrives in Limassol, Cyprus

    While in Limassol, embassy leadership from Australia, France, the U.K., and the U.S., are scheduled to visit Oak Hill for a key-leadership engagement.

    Marines assigned to the 24th Marine Expeditionary Unit (24th MEU) Special Operations Capable (SOC) will be returning to Oak Hill from a two-week training exercise conducted in Cyprus.
    “Our visit to Cyprus enables us to re-embark the 24th MEU who recently executed some interoperability training with the Cypriots, and also host key leadership from other partner nations to continue to build and strengthen our relationships,” said Cmdr. Jason Nowell, Oak Hill’s commanding officer.

    Oak Hill previously visited Limassol in September for a 10-day port visit and conducted a mid-deployment voyage repair (MDVR) and preventative, scheduled maintenance.
    Oak Hill’s return to Limassol allows the embarked Sailors and Marines to further explore the Cypriot culture, food, and history within the city.

    “The Sailors and Marines onboard Oak Hill are excited to return to Limassol,” said Nowell. “We were recently here to conduct some scheduled maintenance, and the crew was able to enjoy the rich culture, food and are eager to return.”

    Oak Hill is conducting operations as part of the Wasp Amphibious Ready Group (WSP ARG)-24th MEU (SOC) in the U.S. 6th Fleet and U.S. Naval Forces Europe-U.S. Naval Forces Africa (NAVEUR-NAVAF) areas of operations, supporting U.S., Allied and partner interests in the region, including in the Eastern eastern Mediterranean Sea, to continue promoting regional stability and deterring aggression.
    The WSP ARG-24th MEU (SOC) is comprised of its flagship namesake, the amphibious assault ship USS Wasp (LHD 1), San Antonio-class amphibious transport dock ship USS New York (LPD 21), Oak Hill, and the embarked 24th MEU (SOC).

    The 24th MEU (SOC) is a Marine Air-Ground Task Force (MAGTF) with a command element, Aviation Combat Element, Marine Medium Tiltrotor Squadron 365 (Reinforced), Ground Combat Element, Battalion Landing Team 1/8, and Logistics Combat Element, Combat Logistics Battalion 24.

  • MIL-OSI Security: Defense News: The Department of the Navy is Establishing a Naval Strategic Studies Group (NSSG) Program

    The Department of the Navy is establishing a Naval Strategic Studies Group (NSSG) program in January administered by the DON Office of Strategic Assessment (OSA).

    The NSSG will be modeled after the Strategic Studies Group created during the Cold War, which had a twofold mission to train future flag officers in strategic thinking and to conduct research on some of the DON’s most vexing strategic challenges.

    The first cohort will include uniformed and civilian members from the Navy and Marine Corps. These plank-owners will conduct a capstone research project that advances Secretary of the Navy Carlos Del Toro’s strategic maritime statecraft initiative.

    “I expect my seasoned, mid-grade officers to be brilliant on naval tactics and operations by the time they report for graduate education,” Del Toro said. “I need future flag and general officers who will think strategically about how to lead naval forces in an increasingly contested maritime domain and amidst intense economic, technological and military competition.”

    The education in strategic studies the NSSG members will receive supports DON’s focus on reinvigorating the strategic workforce, under the Secretary’s enduring priority of building a culture of warfighting excellence.

    Members’ research – focused on broad strategic challenges, rather than narrower problems already addressed by fleet experimentation on specific tactics or technologies – will support DON’s aim of strengthening maritime dominance.

    “The Department of the Navy meets our nation’s maritime needs, both today and into the future. As the Office of Strategic Assessment builds a net assessment capability for the DON to understand the complex challenges we face, the Naval Strategic Studies Group will bring together a cohort of rising leaders who will address these challenges and build the strategic leadership skills to guide our Navy and Marine Corps in a dynamic and shifting global environment,” OSA Director Dr. Cara LaPointe said.

    The chief of naval operations created the previous SSG in 1981 to tackle key strategic challenges related to the Cold War. Over time, the SSG’s focus evolved to reflect the needs of the Navy until 2016, when it was sundowned.

    As the Department of the Navy returns to an era of competition, stakeholders have agreed on the need to amplify strategic leader education as the United States faces an increasingly complex web of threats that includes China, Russia, Iran and North Korea. In 2023 Secretary Del Toro released a Naval Education Strategy to guide investments to modernize naval schools and professional military education. The NSSG will focus students’ strategic leadership studies on DON’s most pressing strategic challenges for greater effect.

    “Today we face a comprehensive maritime power in the Indo-Pacific, Russian aggression in Ukraine, and Houthi attacks in the Red Sea – all of which will shape our security environment for several decades,” Del Toro said. “A revitalized, Naval SSG will help the Department of the Navy engage with and look ahead of these trends with sufficient access, resources, and guidance from leadership.”

    The first cohort will also tackle questions that will help shape the enduring NSSG program, including working with the Naval University System to deliver a world-class curriculum, and will be located in Washington, D.C.

    Lt. Gen. Benjamin Watson, the commanding general of the Marine Corps Training and Education Command, said recent conflicts have reinforced the importance of having Marine Corps leaders at all levels who can outthink the enemy.

    “Domains like information and cyber, along with the rise of non-state actors, don’t fit neatly into old frameworks. Our current operating environment demands nothing less than a renaissance in strategic thinking,” said Watson. “To stay ahead of our adversaries, we need to keep evolving—updating our training, sharpening our minds, and learning – not just observing – the lessons of contemporary conflict. The fight isn’t just on the battlefield anymore, and we need every Marine to possess the training, education, and intellectual agility to adapt and overcome.”

    Vice Adm. Daniel Dwyer, Deputy Chief of Naval Operations for Operations, Plans, Strategy and Warfighting Development, agreed the Navy needs Sailors and civilians “with superb education and training, who are able to think, act and operate differently to ensure we can defeat our adversaries.”
    “The establishment of the NSSG will enhance our culture of warfighting excellence and strengthen our maritime dominance by developing strategically minded warfighters who will be the future senior leaders of the service and will lead our Navy through uncertain times,” said Dwyer.

    Del Toro established the Office of Strategic Assessment in October 2023 and tasked the office to reconstitute the strategic studies program to help rebuild the naval strategist community.

    After years of relentless advocacy, U.S. Senate Majority Leader Chuck Schumer today announced Albany NanoTech has been selected as America’s first location for the National Semiconductor Technology Center (NSTC) supported by an up to $825 million federal investment from Schumer’s bipartisan CHIPS & Science Law.

    The NSTC is a critical part of Schumer’s and the Biden-Harris Administration’s mission of re-establishing America’s leadership in the semiconductor industry and will bring together industry leaders, researchers from the nation’s top universities, innovators, and entrepreneurs to help give them access to the most advanced chip making machinery in the world and drive the next frontier of innovation.

    “This is the dawn of a new day for Upstate NY and a turning point in U.S. leadership in semiconductor research. I am proud to announce America’s first major National Semiconductor Technology Center facility will be right here in Albany. This will help ensure advancements in semiconductors that will shape the next century are stamped ‘Made in America’ and not developed and made in places like China,” said Senator Schumer. “Today, Uncle Sam is saying that Albany NanoTech is THE place for developing the next frontier of America’s technological future. I wrote the NSTC in my CHIPS & Science Law with Albany NanoTech as my inspiration, and now that dream is becoming a reality. Today we help usher in America’s next era of chip research and manufacturing, with Upstate NY leading the way.”

    The Department of Commerce and Natcast, the operator of the NSTC, will invest an initial up to $825 million to further build out equipment at Albany NanoTech, to conduct cutting-edge extreme ultraviolet (EUV) research and development (R&D), and to establish an NSTC presence with offices and support services in Albany. Today’s announcement not only makes Albany NanoTech the CHIPS for America R&D flagship facility but also the headquarters for national EUV research as the country’s NSTC EUV Accelerator. EUV technology is essential to the semiconductor industry and some of the most advanced machinery in the world, in which light is used to print patterns and make chips on wafers. EUV lithography is what has allowed the breakthroughs to make this technology nanoscopic and allows for the chips that power everything from smartphones, computers, and vehicles to artificial intelligence. Albany NanoTech will soon be one of the only two public facilities in the world with the most advanced EUV technology, a High NA Extreme Ultraviolet Lithography tool, and will be the only publicly-owned High NA EUV Center in North America.

    Schumer continued, “The NSTC is a historic and new effort by the federal government to fuel the quest to make breakthroughs in chips that engineers today cannot even fathom, just as Albany NanoTech had produced before, including most recently with the development of the world’s first 2 nanometer chip. This $825 million initial federal investment will further equip Albany NanoTech and fund EUV research projects that are central to the global chip industry, ensuring the U.S. leads the world in semiconductor innovation and manufacturing, with the Capital Region and Upstate NY central to that effort.”

    Schumer explained that the state-of-the-art new EUV facility at Albany NanoTech and today’s designation and federal investment will help the United States establish dominance in advanced semiconductor research and development. The NSTC EUV Accelerator will help address gaps in American knowledge about semiconductors and provide information to stakeholders including universities, small businesses and entrepreneurs, large manufacturers, and government agencies by providing NSTC members with access to EUV technology to facilitate research and commercialization.

    The NSTC EUV Accelerator at Albany NanoTech will be a place for leaders in the semiconductor industry to conduct research and collaborate, including bringing industry leaders like Micron, IBM, GlobalFoundries, Applied Materials, Tokyo Electron, ASML, and more to the table to partner on next-generation R&D. Being designated the EUV accelerator will also open up opportunities for Albany NanoTech and Upstate NY to attract further federal investment and help attract more companies from around the world to Albany to conduct research, all with the potential of creating more good-paying jobs and making Upstate NY a global leader in semiconductors. The U.S. Department of Commerce and Natcast intend for the NSTC EUV Center at Albany NanoTech to be operational by 2025. 

    Schumer added, “Having the federal headquarters for EUV research that is critical to the most advanced chip development in the world will benefit every corner of NY. It will supercharge the historic investments and thousands of new, good-paying jobs the chip industry has proposed across the state, spurred by my CHIPS & Science Law. The NSTC will help complete my vision of Upstate NY’s I-90 corridor becoming America’s Semiconductor Superhighway. From our Tech Hub in Western NY and Rochester to Micron’s massive $100+ billion planned investment near Syracuse and Wolfspeed’s investment in the Mohawk Valley, to now the National Semiconductor Technology Center here in Albany.”

    The NSTC, first authorized by Schumer in 2020 and then funded by the CHIPS & Science Law, which Schumer crafted and led to passage, will bridge the gap between research and industry to bolster semiconductor research and development for the U.S. and its allies. Today, practically none of the most advanced chips – which are critical to national security and growing industries like artificial intelligence – are manufactured in the United States. The research conducted through the NSTC will help ensure the U.S. remains on the cutting-edge globally in chip R&D and bring this manufacturing back to the United States, boosting local economies by creating good-paying jobs and strengthening the country’s national security.

    The EUV Center at Albany NanoTech is the first of three planned major NSTC facilities. The U.S. Department of Commerce has not yet made announcements about the NSTC’s Administrative and Design Facility and Prototyping and NAPMP Advanced Packaging Piloting Facility. Together, these three major hubs will lead the NSTC’s core functions and help fulfill the CHIPS & Science Law’s vision of developing more American-made technology and boosting America as a global semiconductor leader. The new NSTC EUV Center at Albany NanoTech will also open the doors to millions of dollars in additional awards and research opportunities with the federal government, as well as help bring in additional industry partners to leverage the state-of-the-art facilities to develop and manufacture advanced chips.

    THIS HAS BEEN A YEARS-LONG EFFORT BY SCHUMER TO LAND THE NSTC IN THE CAPITAL REGION

    Schumer has worked for years to highlight Albany NanoTech and the Capital Region’s ability to lead the country’s semiconductor research and development efforts. In December 2020, after Schumer worked with key stakeholders across the semiconductor industry, including key partners at Albany NanoTech like IBM to develop the federal CHIPS programs, including the NSTC, he successfully authorized these programs in law as part of the Fiscal Year 2021 National Defense Authorization Act.

    In addition to directly highlighting Albany NanoTech to President Biden, Schumer has brought top government officials to the Capital Region to promote Albany NanoTech as a major hub for the NSTC. In July 2021 prior to the passage of the CHIPS & Science Law, Schumer brought Commerce Secretary Gina Raimondo to Albany to show that Albany is a global leader in semiconductor research and development. Schumer brought Commerce Deputy Secretary Don Graves to tour Albany NanoTech’s facility in January 2022 and National Economic Council Director Lael Brainard toured the facility in February 2024 after Schumer’s invitation. In 2023, Schumer additionally brought Albany Nanotech head David Anderson as his personal guest to President Biden’s 2023 State of the Union to highlight the facility and leadership.

    Schumer has also promoted Albany NanoTech while meeting with both semiconductor industry and international leaders. Schumer highlighted Albany NanoTech when pitching Micron to locate their massive $100+ billion megafab project in Upstate NY, which Micron said was a critical factor in their selection of Central NY. Schumer also secured a commitment for South Korea to partner with Albany Nanotech on research, pushed for increased collaboration on semiconductor R&D between Japan and the United States, pitched Albany NanoTech to major Japanese chip suppliers for further investment, and met with the leadership of Belgium’s imec on multiple occasions to discuss ways Albany NanoTech and imec can collaborate as the two global leading semiconductor public-private research institutions. Schumer said these international partnerships underscore the ability of Albany NanoTech’s unique and world-renowned assets to help forge deeper ties with allies and partners in building more resilient chip supply chains and encouraging R&D collaboration, a key national security priority of the CHIPS programs, including the NSTC.

    Late last year, Schumer and Governor Hochul announced a new $10 billion public-private investment at Albany Nanotech which will help install a High NA EUV lithography machine, the most advanced semiconductor equipment ever made, designed, and manufactured by ASML, at its Albany NanoTech Complex. Schumer said this helps uniquely prepare them to quickly lead the NSTC as one of only two public research institutions in the world home to the new advanced EUV tool. In September 2023, Schumer announced NY CREATES, which leads Albany NanoTech, as one of the first to tap CHIPS funding with a $40 million award through the CHIPS DoD Microelectronics Commons Program to establish a new consortium, known as the Northeast Regional Defense Technology Hub. In September 2024, the consortium received an additional $30 million. Schumer also recently helped secure $4.7 million from the National Science Foundation for NY CREATES to provide workforce training associated with Albany NanoTech. These funds, made possible by a program boosted in the CHIPS & Science Law, will support the establishment of the Education Alliance for Semiconductor Experiential Learning (EASEL) program to help address the growing national demand for a skilled workforce in the semiconductor industry.

    ACROSS NEW YORK THE CHIPS & SCIENCE LAW HAS DELIVERED HISTORIC INVESTMENT & IS CREATING THOUSANDS OF GOOD-PAYING JOBS

    Thanks to Schumer’s CHIPS & Science Law, Upstate New York has seen a major revival in tech manufacturing. Micron has announced plans for a historic $100+ billion investment to build a cutting-edge memory megafab in Central New York with the support of an over $6 billion preliminary CHIPS agreement. GlobalFoundries plans to invest over $12 billion to expand and construct a second, new state-of-the-art computer chip factory in the Capital Region, with support from a $1.5 billion preliminary CHIPS agreement. Wolfspeed has opened a 200mm silicon carbide fabrication facility in the Mohawk Valley, one of the largest in the world, with a $750 million preliminary CHIPS agreement accelerating their ongoing expansion in the Mohawk Valley and boosting good-paying jobs expected to be created at the Marcy facility. TTM Technologies, a printed circuit board manufacturer, plans to invest up to $130 million to expand its facilities in Onondaga County, supported by federal investment to strengthen domestic supply chains, creating up to 400 good-paying jobs. Menlo Micro will invest $150 million to build their microchip switch manufacturing facility in Tompkins County, creating over 100 new good-paying jobs. In addition, Upstate New York is home to semiconductor supply chain companies like Corning Incorporated, which manufactures glass critical to the microchip industry at its Canton and Fairport, NY plants, and following Schumer’s advocacy, Edwards Vacuum has announced a $300+ million investment to build a dry pump manufacturing facility, made possible by a $18 million preliminary CHIPS agreement, creating 600 good-paying jobs to support the growing chip industry in Western New York. Earlier this year, Schumer also secured a major $40 million in federal funding for the federally-designated “NY SMART I-Corridor Tech Hub”, one of only 12 awardees nationally, to further position Upstate NY as a semiconductor center for the world.

  • MIL-OSI Security: It’s always Physical Therapy Month for this PTA at Naval Hospital Bremerton

    Well before dawn on most days, there’s a solitary figure striding up the surrounding inclines which envelop Naval Hospital Bremerton.

    For Ed Gerlach, physical therapist assistant at NHB, the morning workout allows him to maintain physical – as well as mental – health to handle his daily workload assigned to NHB’s Physical Therapy Department.

    “As well as maintain the ability to do all of my hiking, kayaking, snowboarding and many other hobbies, as well as prevent and work on my own aches and pains, and be fully ready to assist my patients,” said Gerlach.

    With October designated as National Physical Therapy Month, Gerlach helps provide a wide array of physical therapy services for eligible patients. Last year, NHB’s Physical Therapy saw over 9,200 patients. As a physical therapist assistant, Gerlach works under supervision of a physical therapist in helping patients improve their mobility and function after injury and surgery. He also assists in evaluating, instructing and treating musculoskeletal ailments and disorders, and providing specifically designed routines to help clients recover, recuperate and rehabilitate.

    However, Gerlach knows there are some people who are unfamiliar with physical therapy and the associated benefits.

    “PT is just a good way to decrease and prevent pain, increase balance, and improve mobility which in the long term helps improve quality of life, including some mental health benefits such as helping to reduce stress and anxieties,” stressed Gerlach. “There are people who don’t work out regularly because of pain. PT is a good way to start a workout routine that will help identify the cause of the pain and target muscle group to help decrease pain and prevent future pains and injuries.”

    Some of the most common injuries which Gerlach and other members of PT usually deal with include helping patients with post operative healing from shoulder surgeries to foot and ankle surgeries, as well as chronic illnesses.

    “We care for patients on a daily basis who have suffered a traumatic injury or debilitating illness, and our clinic does really well help them recovery and rehab,” stated Gerlach, who has been working in NHB’s PT department for 10 years. For him, it’s been a decade of fulfillment.

    “Seeing people progress from not being able to move or lift a body part after a surgery to getting back out to doing the activities and hobbies that they love is gratifying,” Gerlach said. “Their appreciation in receiving help to personally improve their quality of life also helps me on a personal level by knowing I’ve made a difference in someone’s life for the better.”

    Yet it’s almost by chance that a self-described Army brat somehow ended up in the Pacific Northwest far removed from his original roots. Born in Texarkana, Texas, Gerlach moved to Heidelberg, Germany when only four months old and spent his next 14 years there.

    “However, if you were to see me on a Friday during any college sports season, you would know that I call Arkansas home which is where most of my family still lives and is where the original homestead is,” exclaimed Gerlach.

    By 1998 he was in Fayetteville, North Carolina, completed Pine Forest High School in 2002, followed by graduating from Fayetteville Technical Community College in 2007. Before starting his career in Navy Medicine Gerlach toiled for a local company as a traveling physical therapist assistant, commuting between six different clinics, “and getting paid mileage and lunch which was great for a recent college graduate new to the work force,” quipped Gerlach.

    Still, he sensed something was missing. A timely note from a former teacher informed him of a position open at Naval Hospital Camp Lejeune.

    “I hopped on the opportunity. Fast forward six years later from there. The wife and I decided to move in 2014 and Washington just happened to be the landing spot. She’s at Madigan Army Medical Center and I’ve been at NHB for ten years. Being from the military community, it’s just felt like home here. I have been around the military my whole life so being able to help out military families and help give back means a lot. I know the hardships that come along our lifestyle. And the best part is just how much fun it is meeting new people all the time and helping improve their quality of life,” shared Gerlach.

    The added bonus for Gerlach being at NHB is access to the surrounding wilderness featuring the Olympic Mountains to the west and the Cascade Range across Puget Sound. He takes off at every opportunity to explore.

    “There are so many awesome hiking, trekking, backpacking and camping adventures. But my all-time favorite would be the Enchantments Lakes [high elevation alpine lakes in the Cascades]. Nearly 20 miles of crystal blue lakes, depending on time of year blazing golden larches and a super fun ascent nearly 2,000 feet in just three-quarters of a mile,” related Gerlach.

    When asked to sum up his experience with Navy Medicine in one sentence, Gerlach replied, “It’s been awesome to be here the last 10 years and be able to be part of such an amazing core group of clinicians and co-workers.”

    WASHINGTON – The Federal Deposit Insurance Corporation (FDIC) today announced its Board of Directors has approved the appointment of Amanda J. Lavis as Director of the agency’s new Office of Equal Employment Opportunity (OEEO).

    In June, the FDIC Board announced the creation of the OEEO to serve as a single point of entry for employee complaints of discrimination and retaliation.  In this role, Ms. Lavis will lead the OEEO’s work to intake, investigate, and report on complaints of employment discrimination within the FDIC workplace.  The OEEO, along with the agency’s new Office of Professional Conduct (OPC), will report directly to the FDIC Board.

    Ms.  Lavis was selected from among several highly qualified candidates after a competitive, nationwide public solicitation.  Most recently, she served as Chief Culture Officer for the U.S. Army Combat Capabilities Development Command (DEVCOM), where she was the primary EEO advisor to the Commanding General and executive leadership.

    She previously served as the State of Hawaii’s EEO Officer, serving as the primary EEO advisor to the Governor and Executive Branch.  As an attorney and partner at Rhoads & Sinon LLP, Ms. Lavis worked with financial institutions and other private and public sector clients on employment issues and all aspects of EEO compliance.

    Ms. Lavis has a Juris Doctor from the Villanova University School of Law, a Master of Business Administration from Shippensburg University, and a Bachelor of Science in International Business from Messiah University.

    Today, the Department of Defense released the Military Intelligence Program (MIP) appropriated top line budget for FY2024. The total was $29.8 billion and is aligned to support the National Defense Strategy.

    The Department determined that releasing this top line figure does not jeopardize any classified activities within the MIP.  No other MIP budget figures or program details will be released, as they remain classified for national security reasons.

         Every child deserves to know the unconditional love of a permanent home.  During National Adoption Month, we honor all the wonderful families that grow through adoption, we remind our foster youth and adoptees that we are right by their side, and we rededicate ourselves to ensuring that every child has the opportunity to reach their full potential.
         More than 100,000 children are in our Nation’s foster care system awaiting the adoption that could offer them familial love, a lasting home, and a stable foundation for them to grow.  That is why I have called on the Congress to make the adoption tax credit fully refundable, lowering the cost of adoption and giving families and legal guardians some breathing room.  I have also called on the Congress to provide housing vouchers to all 20,000 youth exiting foster care annually — a key step in helping them secure stable housing during this difficult transition.  To further support kinship caregivers, the Department of Health and Human Services issued a final rule last year that requires States to provide them with the same level of financial support that other foster parents receive.  My Administration is also working to eliminate barriers LGBTQI+ families face in the adoption process and ensure LGBTQI+ foster youth grow up in safe and loving environments.  And through the expanded Military Parental Leave Program, we are giving service members more time to spend with their families after a child is born, adopted, or placed in their homes for long-term foster care.
         My Administration also remains committed to supporting youth who are aging out of foster care.  Since the beginning of my Administration, the Department of Housing and Urban Development has awarded over $60 million to provide over 4,000 vouchers to foster youth, helping them secure housing as they leave the foster care system.  And my Administration is working to ensure these youth can keep their SNAP benefits without work reporting requirements, easing a difficult transition period.  We have also been working to help foster youth stay in school and graduate, make the successful transition to postsecondary education, train for jobs, pay their bills, and get their lives off to a solid start.
         During National Adoption Month, we celebrate the love shared by adoptive families and professionals across our country.  And we honor the millions of adoptive and kinship families who have welcomed new family members into their loving homes.
         NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim November 2024 as National Adoption Month.  I encourage all Americans to honor this month by helping the children and youth in their communities secure their forever homes and find the love and connection that they need to thrive.

  • MIL-OSI Global: World Update: how Israel’s relations with the UN hit rock bottom

    With the clock ticking down to November 5 and what just about everyone agrees is the most consequential US presidential election in living memory, various of the Biden administration’s top brass have jetted out to the Middle East for one last try to get a deal over the line.

    The most likely area where progress could be made is the conflict in Lebanon between Israel and Hezbollah. The militant group announced the appointment of a new general secretary on October 29. Naim Qassem is, as the BBC puts it, “one of the few senior Hezbollah leaders who remains alive after Israel killed most of the group’s leadership in a series of attacks”. He is reportedly making noises about possible change in Hezbollah policy that would separate any negotiations over the conflict in Lebanon with any talks over Gaza.

    If true, it’s a major shift from the policy of recently assassinated leader Hassan Nasrallah, which previously indelibly linked a ceasefire in Gaza with the cessation of Lebanon’s rocket attacks on northern Israel. Full details of the deal remain under wraps, but a draft was leaked to Israel’s state broadcaster Kan.

    For Israel’s part, Prime Minister Benjamin Netanyahu has said the initial phase of Israel’s operation inside Lebanon is drawing to a close. As for what comes next, the New York Times reported on October 28 that Netanyahu is “waiting to see who will succeed President Biden before committing to a diplomatic trajectory”.

    The diplomatic trajectory has been made more complicated of late by a big spat between Israel and the UN. The two have had a fractious relationship since the very start. But under the Netanyahu government, things have steadily deteriorated to the stage that Israel actually barred UN secretary general António Guterres from entering the country at the beginning of October.

    This week Israel’s parliament, the Knesset, passed a new law banning the UN relief and works agency (Unrwa) from operating on any territory it controls. Unrwa was set up after the war of 1948 to help displaced Arabs and has since morphed into what an independent review this year said was an “indispensable lifeline” for civilians in Gaza and the West Bank.

    The trouble is that the reason the independent review was reporting at all was that Israel was alleging Unrwa staff had taken part in the October 7 massacres alongside Hamas. Unwra subsequently fired nine staff members. But Israel’s contention that Unrwa is a “rotten tree entirely infected with terrorist operatives” remains unproved.

    Lisa Strömbom of Sweden’s Lund University, who has been following the conflict for many years, has traced the deterioration of relations between Israel and Unrwa over several decades. She now believes that Israel’s ban will make it nigh on impossible for Unrwa to fulfil its mission in Gaza. This can only make things worse for a civilian population in Gaza which is already trying to survive in the most difficult circumstances possible.

    The Netanyahu government’s decision to ban Unrwa has been roundly condemned on all sides. Some voices have even called for Israel’s membership of the UN to be suspended. That’s a complicated issue, writes Aidan Hehir, who has published widely on conflict resolution and treaty making.

    For a start, it would need to get past the UN security council which means being subject to a veto from any one of the five permanent members (P5). We published an article on this issue some years ago with the help of UN expert Emma McClean, which looked at the issues which had prompted members of the P5 to wield their vetos. It found that Israel-Palestine was hands-down the most common issue that led to a veto – and all those vetoes had been instigated by the US.

    So suspending Israel from the UN would appear to be a non-starter. But Hehir tells the story of the way the UN managed to circumvent the P5 and suspend South Africa in 1974 over apartheid. Having failed to get the suspension past the security council after the UK and France vetoed the move, the credentials committee of the general assembly simply refused to renew South Africa’s credentials. It remained suspended for two decades until the end of apartheid in 1994.

    Meanwhile Israel’s assault on Gaza continues and the death toll continues to mount. Israeli Defense Forces (IDF), supported by airstrikes, continue to bombard what the IDF says are Hamas positions in the towns of Beit Lahia and Jabalia but which the Gaza health ministry say are residential buildings sheltering hundreds of civilians. On October 29, the health ministry said at least 93 people, including 25 children, were killed by an Israeli airstrike.

    Much of the population of the north of Gaza has been evacuated south of what is known as the Netzarim corridor. Israel’s Haaretz newspaper claims that it’s part of an operation known as the “generals’ plan”, which calls for the north to be cleared of civilian residents and locked down as a military zone. This is presented as a national security measure, but Leonie Fleischmann reports that there are those who believe the military operation will be followed by an influx of Israeli settlers.

    Fleischmann points to a conference held on the Israeli side of the border with north Gaza, attended by members of Netanyahu’s Likud party as well as by several government ministers, which actively promoted the idea of settling north Gaza. Memories and historical legend mingle with ideology that holds Gaza had a Jewish population from biblical times through to 1929, when an Arab revolt killed 133 Jewish people living there and drove the rest out.

    The prospect of a land grab is clearly exercising minds at the UK foreign office. UK ambassador to the United Nations, Barbara Woodward said on October 29: “We reiterate that northern Gaza must not be cut off from the south. Palestinian civilians, including those evacuated from northern Gaza must be permitted to return. There must be no forcible transfer of Gazans from or within Gaza, nor any reduction in the territory of the Gaza Strip.”

    All eyes on Washington

    It’s highly unlikely that we’ll know by this time next week who has prevailed in the US presidential election. But the Middle East will be one of the first big ticket items on the Resolute desk.

    The issue has already proved to be a tricky one for Kamala Harris. Her support base is deeply divided on the issue, with large numbers of Democrats – particularly young people, as well as Muslims and black voters – unsettled by her perceived part in the Biden administration’s “steadfast” support for Israel over the past four years.

    It’s hard to tell whether these voters consider that the people of Gaza would fare any better under a Trump White House. But Natasha Lindstaedt and Faten Ghosn believe that Netanyahu’s continuing aggression in Gaza may well play out in the Republican contender’s favour.

    Democratic People’s Republic of Korea
    The Secretary-General strongly condemns the launch today of a long-range ballistic missile by the Democratic People’s Republic of Korea (DPRK).
    The DPRK’s continued launches of missiles using ballistic missile technology are clear violations of relevant Security Council resolutions.
    The Secretary-General remains concerned about the situation on the Korean Peninsula. He has consistently called for de-escalation and the full implementation of all relevant Security Council resolutions, as well as for an environment that is conducive to dialogue, and the resumption of talks. 
    Diplomatic engagement remains the only pathway to sustainable peace and the complete and verifiable denuclearization of the Korean Peninsula.

    UNIFIL
    In Lebanon, Blue Helmets – who remain at their positions and continue their essential work to monitor and report to us and the international community what is actually happening on the ground, tell us that intense clashes between Hizbullah and the Israel Defence Forces have been reported in the Khiam area in UNIFIL’s Sector East.
    The Israeli Defence Forces have continued to strike areas across Lebanon, including in the south, Baalbek and near Beirut, with multiple casualties reported. Hizbullah’s rocket fire has reportedly killed five people today near Metula in northern Israel.
    Yesterday, a UNIFIL position near the Blue Line, south of the Shab’a village (Sector East) sustained minor damage to its barracks and a vehicle due to a nearby explosion.
    We once again remind all involved in this conflict of the inviolability of UN premises, and those premises must be respected, as well as our peacekeepers, both uniformed and civilians.
    The intensifying hostilities are, of course, extremely concerning. We urge all actors to stop the violence immediately and avail themselves of the diplomatic initiatives to end this conflict. We continue to support efforts towards de-escalation and a diplomatic solution.
    The UN peacekeeping mission also remains focused on helping local communities. This week, they delivered essential humanitarian aid to the Municipality of Tyre amid a challenging situation in south Lebanon. The aid included medical devices as well as medicines.

    Lebanon/Humanitarian
    On the humanitarian front, as in many conflicts, children and woman bear the brunt of the ongoing hostilities.
    In a statement today, UNICEF’s Executive Director, Catherine Russell, said that 166 children have been killed in Lebanon since October 2023, that is what Lebanese authorities are telling UNICEF, while thousands of others have been injured.
    UNICEF is on the ground providing emergency psychological support to thousands of children and their caregivers.
    For its part, the UN Population Fund says the conflict is also impacting more than 10,000 pregnant women including 1,300 who are expecting to give birth soon amid significant damage to infrastructure and a health system that is extremely strained.
    The displacement crisis remains a key issue. Our humanitarian colleagues are telling us that today, the Israeli army issued new orders for people to leave their homes in several villages as well as in the Rashiedeh Palestinian refugee camp, which is located in the south. This is the first time the Israeli army has called for the evacuation of a Palestinian refugee camp in Lebanon.
    OCHA says that yesterday’s displacement orders and strikes in Baalbek and surrounding areas have forced thousands of people to flee their homes. Many of them spent the night in their vehicles.
    And yesterday, the Humanitarian Coordinator for Lebanon, Imran Riza, visited Akkar in Tripoli, which currently hosts around 70,000 people who have been forced to flee, and are in conditions that you can only imagine.

    The Prime Minister, Shri Narendra Modi, today, celebrated Diwali with the brave personnel from the BSF, Army, Navy, and Air Force at Lakki Nala in the Creek Area of Kutch, Gujarat.

    The Prime Minister said that we are very proud of our security personnel who stand firm in the inhospitable of places and protect us. The Creek Area of Kutch is both challenging and remote because of extreme temperatures. It has other environmental challenges as well,the Prime Minister added.

    The Prime Minister, Shri Narendra Modi, also went to one of the floating BOPs in the Creek area and shared sweets with the brave security personnel.

    Today, Governor Roy Cooper traveled to Grandfather Mountain State Park in Avery County to highlight the importance of supporting Western North Carolina’s tourism industry in the wake of Hurricane Helene. Afterward, the Governor assessed damaged areas and spoke with people impacted by the storm in Banner Elk, where he was joined by Western North Carolina native and Grammy-nominated country musician Eric Church.

    “Today I visited beautiful Grandfather Mountain State Park in Avery County and traveled to Banner Elk to see areas that were damaged during Helene,” said Governor Cooper. “Tourism is a critical part of Western North Carolina’s economy, and there are still many wonderful spots in the region open and accepting visitors. I’m grateful for the work of our federal, state and local responders as well as partners like Eric Church who have given time and effort to help communities in need.”

    This week, Governor Cooper signed a Memorandum of Understanding with Western North Carolina native and country musician Eric Church confirming his commitment that publishing royalties from Church’s recent song, “Darkest Hour,” will help fund response and recovery efforts in the aftermath of Hurricane Helene.

    Unaccounted For People

    The DPS Task Force to locate unaccounted for people has 7 people remaining on this list. The Task Force has handed over remaining work on this to local law enforcement.

    Travel to Western North Carolina

    Some roads are closed because they are too damaged and dangerous to travel. Other roads still need to be reserved for essential traffic like utility vehicles, construction equipment and supply trucks. However, some parts of the area are open and ready to welcome visitors which is critical for the revival of Western North Carolina’s economy. If you are considering a visit to the area, consult DriveNC.gov for open roads and reach out to the community and businesses you want to visit to see if they are welcoming visitors back yet.

    North Carolina National Guard Response

    More than 1,700 Soldiers and Airmen are working in Western North Carolina. Joint Task Force- North Carolina, the task force led by the North Carolina National Guard continues to help with commodity distribution and critical debris removal alongside local government workers, volunteers and  numerous civilian entities to get much-needed help to people in Western North Carolina.

    The U.S. Army Corps of Engineers is helping to assess water and wastewater plants and dams. Residents can track the status of the public water supply in their area through this website.

    FEMA Assistance

    Approximately $195 million in FEMA Individual Assistance funds have been paid so far to Western North Carolina disaster survivors and approximately 239,000 people have registered for Individual Assistance. Over 8,600 people are being helped through FEMA’s Transitional Sheltering Assistance. Nearly 6,200 registrations for Small Business Administration Loans have been filed.

    Nearly 1,800 FEMA staff are in the state to help with the Western North Carolina relief effort. In addition to search and rescue and providing commodities, they are meeting with disaster survivors in shelters and neighborhoods to provide rapid access to relief resources. They can be identified by their FEMA logo apparel and federal government identification.

    North Carolinians can apply for Individual Assistance by calling 1-800-621-3362 from 7am to 11pm daily or by visiting www.disasterassistance.gov, or by downloading the FEMA app. FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs.

    Help from Other States

    More than 1,750 responders from 39 state and local agencies have performed 153 missions supporting the response and recovery efforts through the Emergency Management Assistance Compact (EMAC). This includes public health nurses, emergency management teams supporting local governments, veterinarians, teams with search dogs and more.

    Beware of Misinformation

    North Carolina Emergency Management and local officials are cautioning the public about false Helene reports and misinformation being shared on social media. NCEM has launched a fact versus rumor response webpage to provide factual information in the wake of this storm. FEMA also has a rumor response webpage.

    Efforts continue to provide food, water and basic necessities to residents in affected communities, using both ground resources and air drops from the NC National Guard. Food, water and commodity points of distribution are open throughout Western North Carolina. For information on these sites in your community, visit your local emergency management and local government social media and websites or visit ncdps.gov/Helene.

    Storm Damage Cleanup

    If your home has damages and you need assistance with clean up, please call Crisis Cleanup for access to volunteer organizations that can assist you at 844-965-1386.

    Power Outages

    Across Western North Carolina, approximately 2,200 customers remain without power, down from a peak of more than 1 million. Overall power outage numbers will fluctuate up and down as power crews temporarily take circuits or substations offline to make repairs and restore additional customers.

    Road Closures

  • MIL-OSI NGOs: Treating open wounds in the West Bank Palestine

    It’s a sunny morning in Nur Shams refugee camp, in Tulkarem, West Bank, Palestine. Over 20 women are filing into a room set up by Médecins Sans Frontières (MSF) staff, sitting in a circle and chatting over Arabic coffee. In the middle of the room, there is a table with gauze, tourniquet devices and charts explaining blood flow in the human body. This is MSF’s ‘stop the bleeding’ training.

    Most women gathered in this room have little to no medical training, but trauma wounds and severe bleeding are not new to them. They are here to learn how to care for wounds, apply tourniquets, and provide basic first aid to family members and neighbours until they can reach medical care during frequent military incursions by Israeli forces.

    “We experience raids, bombings, and injuries from shootings,” says Saeda Ahmad, a participant in the training. “We often have an injured person right in front of us. In such situations, it’s important for us to have the knowledge and background to properly administer first aid.”

    “During raids, it’s extremely difficult for ambulances to reach the scene,” continues Ahmad. “That’s why everyone in the camp needs to have some knowledge of first aid. So that we ourselves can help the injured person.”

    Here, military raids by Israeli forces are becoming increasingly frequent, and blockages of access to healthcare are part of the modus operandi. Roads are blocked, ambulances cannot move, healthcare workers are harassed and targeted or otherwise hindered, and wounded people often cannot reach hospitals.

    Incursions from Israeli forces are also increasing in violence and intensity; on 3 October, 18 people were killed in an airstrike on Tulkarem refugee camp. The use of drone strikes, air strikes and other bombardments by Israeli forces, in often densely-populated areas and refugee camps, has become increasingly common. Incursions are also increasing in length, and not only here; last August, in Jenin, north of Tulkarem, Israeli forces launched a large-scale military incursion that lasted nine days.

    In this context of constant violence and insecurity, people in the camps have spoken with MSF mental health staff of the deep psychological impacts of these raids. Military incursions by Israeli forces reshape the lives of people, stripping them of normalcy and any sense of safety.

    People are always in the aftermath from the last incursion, rebuilding torn up streets and destroyed houses, while holding their breath until the next military raid. Our teams are also providing psychological first aid to residents in the camp, to address the significant mental health issues stemming from the impact of these incursions, which affect all residents, but particularly children.

    “The situation is very difficult. The children in the camps are afraid to go to school, as they fear a raid might happen while they are there,” says an MSF community health educator for MSF in Tulkarem. “In their home life, stability has vanished. People remain on edge.”

    “Children have stopped playing in the alleys. They spend most of the time at home and are not able to go out,” says our health educator. “They can’t even go out to buy what they need because their parents won’t let them, out of fear that a raid or incident might occur while they’re outside. There are children whose entire playtime has become centred around the violence they have experienced.”

    In a context of fear and insecurity, it becomes impossible for people to live a normal life or plan for the future. Training like ‘stop the bleeding’ can provide some sense of control over the situation, by giving residents the tools to act in a medical emergency during an incursion. But their very existence highlights the direness of the situation in the West Bank.

    In this room, as participants practice wrapping gauze around each other’s arms, emotional wounds also reveal themselves. Participants share stories of the violence they have experienced, in conversations, stories, and photos of killed family members on a phone’s lock screen.

    The psychological wounds, also, are deep. And mending them takes more time than applying pressure or tightening a tourniquet.

    In Lebanon, more than 2,000 people have died and 800,000 have been forced to flee in recent weeks as shelling continues, the Spokesperson for the United Nations Interim Mission in Lebanon (UNIFIL) says. Briefing reporters in New York from Beirut, Andrea Tenenti points out that statistics cannot convey the human toll of the conflict. Peacekeepers have been targeted by attacks from the Israeli Defense Forces (IDF), and actions by the IDF and Hezbollah put the blue helmets in danger, he adds.

    CRANSTON, R.I. � To better help Rhode Islanders understand the vote tallying and public results reporting process, the Rhode Island Board of Elections has released the following timeline:

    November 5th Polling Place These are ballots cast in-person at polling places on November 5th, encrypted, and securely transmitted from the polling place to the Board of Elections when polls close. These results will be available on the Board of Elections’ website (elections.ri.gov) on November 5th beginning at 8:00 p.m.

    Early Voting These results will be transmitted by local Boards of Canvassers on November 5th and will be available on the Board of Elections’ website beginning at 8:00 p.m.

    Mail Ballots While the Board expects to count most mail ballots by November 5th, ballots placed in authorized drop boxes at City/Town Halls or in polling places must still be tabulated. These ballots are sealed in envelopes and held in secure and sealed containers by the local Board of Canvassers and delivered to the Board of Elections on November 6th. Partial mail ballot results will be available on the Board of Elections’ website after 8:00 p.m. but will not include these drop box ballots.

    November 6th – 7th Remaining drop box ballots and any still uncounted mail ballots will be added to the Mail Ballots totals and made available on our website. Any precincts which failed to transmit their results on November 5th due to any technical issues will be added to the primary election results and made available on the Board of Elections’ website.

    November 7th � 8th Provisional ballots results will be added to Polling Place Results and will be made available on the Board of Elections’ website.

    November 8th � 11th Military/overseas ballots and deficient mail ballots cured by voters and due to the Board of Elections by November 8th � 11th will be added to Mail Ballots Results and will be made available on the Board of Elections’ website prior to final primary election results certification.

    CHARLESTON, W.Va. — Today, U.S. Senator Shelley Moore Capito (R-W.Va.), Ranking Member of the Senate Environment and Public Works (EPW) Committee and a leader on the Senate Appropriations Committee, announced funding from the U.S. Army Corps of Engineers (USACE) for three water projects in West Virginia.
    These awards, which were secured through Congressionally Directed Spending (CDS) requests made solely by Senator Capito in Fiscal Year 2024 (FY 24) and authorized through the Water Resources Development Act (WRDA) of 2022, will support three water system upgrades in West Virginia.
    “I was proud to use my position on both the EPW and Appropriations Committees to advocate for and secure these CDS awards to support efforts to modernize water systems across West Virginia,” Ranking Member Capito said. “As our state grows, these projects will be critical in supporting the water needs of families, workers, and businesses, and I was proud to lead the charge in securing them.”
    BACKGROUND:
    Section 571 of the Water Resources Development Act of 1992 established an environmental infrastructure program that allows the USACE to partner with non-federal entities in order to carry out water and wastewater projects, among other types of projects, in West Virginia. As Ranking Member of the EPW Committee, Senator Capito included an authorization increase for the 571 program in the bipartisan 2022 Water Resources Development Act that was signed into law in December 2022.
    Individual award details listed below:
    $2,000,000 USACE CDS award to the Town of Rowlesburg, W.Va. (Preston County) for sewer improvements that will serve residents.
    $1,100,000 USACE CDS award to the Fountain Public Service District in Keyser, W.Va. (Mineral County) for the Fountain IV Water project.
    $1,000,000 USACE CDS award to the City of Belington, W.Va. (Barbour County) for water system upgrades in the city.

  • MIL-OSI USA: McClellan Leads 20 Members to Safeguard DEI Initiatives in FY25 NDAA

    Washington D.C. – Today, Congresswoman Jennifer McClellan (VA-04) led a group of 20 Members in sending a letter to Senate Armed Services Committee Chairman Reed, Ranking Member Wicker and House Armed Services Chairman Rogers and Ranking Member Smith. The lawmakers urged Armed Services leadership to reject any provisions that undermine diversity, equity, and inclusion (DEI) initiatives at the Department of Defense (DoD) in the Fiscal Year 2025 National Defense Authorization Act (FY25 NDAA). 

    “One of the key strengths of the United States and its military is diversity. Diversity of race, ethnicity, background, gender, economic background, and sexual orientation contribute to new ideas, new perspectives, and new ways of thinking that allow for more robust decision-making, better planning for contingencies, and the development of well-thought-out and analyzed strategies that will be key to maintaining our military advantage in an age of increased great-power competition,” wrote the lawmakers. “This is only achieved by actively working to recruit a diverse military and ensuring that we have systems in place to support our servicemembers. DoD’s DEI initiatives are the most concrete action to accomplish that work and create a culture where all servicemembers feel welcome, free from harassment, and supported to be the best warfighters possible.” 

    The annual NDAA authorizes funding for the Department of Defense (DoD) and all Armed Forces operations for the upcoming fiscal year. McClellan addressed the numerous provisions that significantly undercut DoD’s efforts to recruit and retain a diverse and representative military including:

    • The complete elimination of the Office of Diversity Equity and Inclusion at DoD; 
    • Language that would institute a hiring freeze for DEI work at DoD; 
    • The elimination of the Chief Diversity Equity and Inclusion Officer role at DoD; 
    • Prohibitions on the creation of DEI offices at service academies; and 
    • The implementation of severe pay cuts for DoD employees who work on DEI issues. 

    A 2021 study by Blue Star Families found that nearly one in three servicemembers of color experienced at least one incident of harassment or racial profiling on base. Additionally, communities that experience discrimination are much less likely to encourage young individuals to join the military. The DoD has taken significant steps to address these issues through the implementation of DEI initiatives. 

    In Congress, McClellan helped introduce the Equal and Uniform Treatment in the Military (EQUITY) Act, legislation to prohibit discrimination in the armed forces, and opposed extreme Republicans’ efforts to dismantle Diversity, Equity, and Inclusion (DEI) initiatives during Floor debate of the FY25 NDAA.

  • MIL-OSI Canada: Federal government reinforces our defence capacity and creates good-paying jobs for Canadians

    The federal government is committed to ensuring members of the Royal Canadian Navy (RCN) have the equipment they need to complete their missions and assert Canada’s sovereignty.

    Today, the Honourable Jean-Yves Duclos, Minister of Public Services and Procurement and Quebec Lieutenant, on behalf of the Honourable Bill Blair, Minister of National Defence, announced that the federal government has awarded a contract valued at up to $1.85 billion (including taxes) to Lockheed Martin Canada (LMC) for the renewal of combat system integration in-service support (CSI ISS) for the Halifax-class frigates.

    The renewal of this contract will ensure continued CSI service support until the end-of-life expectancy is reached for the Halifax-class frigates, coinciding with the gradual arrival of the new fleet of River-class destroyer ships. This contract is estimated to contribute $76 million annually to Canada’s gross domestic product and to support up to 680 good-paying jobs annually across the Canadian economy.

    The Halifax-class patrol frigates are the backbone of Canada’s maritime operational capability.     • The initial CSI ISS contract was awarded through a competitive procurement process to LMC in November 2008. The contract included 2 additional 3-year option periods, which have both been exercised. 

    • The initial CSI ISS contract will ensure ongoing maintenance and updates to the combat management system (CMS) 330 until November 6, 2024. 

    • The new CSI ISS contract provides ongoing maintenance, updates and other specialized supports for the CMS 330 onboard the RCN’s 12 Halifax-class frigates. The services also include support for associated shore-based engineering, training and testing.

    • This service support will be from November 2024 to March 2034. The contract includes 13 additional 1‑year option periods, which could extend the contract up to March 2047. 

    • The CMS 330 is the central component of the integrated combat system fitted on the Halifax-class ships. It’s a system designed to integrate and control the various sensors, weapons and information sources of the ships to optimize situational awareness and decision-making.

    • As the original manufacturer of the CMS 330, LMC holds the intellectual property rights necessary to make modifications and add new capabilities and functionalities to this software. LMC has also not licensed or authorized other parties to perform updates to this software. For these reasons, LMC is the only provider capable of meeting all the requirements of the CSI ISS contract, ensuring the RCN can continue to pursue its national and security operations. 

    • These in-service support activities are performed in Halifax, Nova Scotia, Esquimalt, British Columbia, and at various locations in the National Capital Region.

    • Canada’s Industrial and Technological Benefits Policy applies to this project. This requires that LMC provide business activities into the Canadian economy equal to the value of its contract with Canada.

  • MIL-OSI Security: 56th Security Consultative Meeting Joint Communique

    1. The 56th United States (U.S.)-Republic of Korea (ROK) Security Consultative Meeting (SCM) was held in Washington, D.C., on October 30, 2024. U.S. Secretary of Defense Lloyd J. Austin III and ROK Minister of National Defense Kim Yong Hyun led their respective delegations, which included senior defense and foreign affairs officials. On October 17, 2024, the U.S. Chairman of the Joint Chiefs of Staff, General Charles Q. Brown Jr., and ROK Chairman of the Joint Chiefs of Staff, Admiral Kim Myung-soo, presided over the 49th ROK-U.S. Military Committee Meeting (MCM).

    2. The Secretary and the Minister reaffirmed that the U.S.-ROK Alliance is the linchpin of peace, stability, and prosperity on the Korean Peninsula and beyond based on our shared values, including freedom, human rights, and the rule of law. The two leaders reviewed progress taken during 2024 to implement the “Defense Vision of the U.S.-ROK Alliance,” including enhancing extended deterrence against the Democratic People’s Republic of Korea (DPRK), modernizing Alliance capabilities based on science and technology cooperation, and strengthening solidarity and regional security cooperation with like-minded partners. They noted that the SCM has played a pivotal role in developing the ROK-U.S. Alliance into a Global Comprehensive Strategic Alliance and would continue maintaining its role as a core consultative mechanism to discuss the future development of the Alliance and provide strategic direction.  The two leaders also provided direction and guidance for continued progress in 2025 through a newly endorsed framework of U.S.-ROK bilateral defense consultative mechanisms that effectively and efficiently support Alliance objectives.  Both concurred that the current U.S.-ROK Alliance is stronger than ever and reaffirmed the two nations’ unwavering mutual commitment to a combined defense posture to defend the ROK as stated in the U.S-ROK Mutual Defense Treaty, and as reflected in the Washington Declaration. The two leaders also resolved to continue to strengthen the Alliances’ deterrence and defense posture against DPRK aggression and promote stability on the Korean Peninsula and throughout the region.

    3. The Secretary and the Minister reviewed the current security environment in and around the Korean Peninsula and discussed cooperative measures between the two nations. The Secretary and Minister expressed grave concern that the DPRK continues to modernize and diversify its nuclear and ballistic missile capabilities.  The two sides condemned the DPRK’s multiple missile launches, including ballistic missiles, its attempted launches of a space launch vehicle, and Russian-DPRK arms trade as clear violations of existing UN Security Council resolutions (UNSCRs).  They noted that these actions present profound security challenges to the international community and pose an increasingly serious threat to peace and stability on the Korean Peninsula and throughout the Indo-Pacific region, as well as in the Euro-Atlantic region.

    4. Secretary Austin reiterated the firm U.S. commitment to provide extended deterrence to the ROK, utilizing the full range of U.S. defense capabilities, including nuclear, conventional, missile defense, and advanced non-nuclear capabilities.  He noted that any nuclear attack by the DPRK against the United States or its Allies and partners is unacceptable and would result in the end of the Kim regime in line with the 2022 U.S. Nuclear Posture Review.  He highlighted the increased frequency and routinization of U.S. strategic asset deployments as committed to by President Biden in the Washington Declaration, and noted that these were tangible evidence of the U.S. commitment to defend the ROK.

    5. The two leaders highly appreciated the work of the Nuclear Consultative Group (NCG) inaugurated following the Washington Declaration.  Both applauded the completion on July 11, 2024, of “United States and Republic of Korea Guidelines for Nuclear Deterrence and Nuclear Operations on the Korean Peninsula,” which represents tremendous progress of the NCG commended and endorsed by President Biden and President Yoon. The two leaders affirmed that the completion of the Guidelines established the foundation for enhancing ROK-U.S. extended deterrence in an integrated manner.  Minister Kim noted that, through such progress, the ROK-U.S. Alliance was elevated to a nuclear-based alliance. The two leaders stressed that the principles and procedures contained in the Guidelines enable Alliance policy and military authorities to maintain an effective nuclear deterrence policy and posture.  The Secretary and Minister also welcomed the successful execution of the ROK-U.S. NCG table-top simulations and table-top exercises to enhance decision-making about nuclear deterrence and operations, and planning for potential nuclear contingencies on the Korean Peninsula.  Both sides affirmed that the full capabilities of the two countries would contribute to the Alliance’s combined deterrence and defense posture, and in this regard the Secretary welcomed the recent establishment of the ROK Strategic Command.  The Secretary and Minister directed the NCG to continue swift progress on NCG workstreams, including security protocols and expansion of information sharing; nuclear consultation processes in crises and contingencies; nuclear and strategic planning; ROK conventional support to U.S. nuclear operations in a contingency through conventional-nuclear integration (CNI); strategic communications; exercises, simulations, training, and investment activities; and risk reduction practices.  They noted that such efforts would be coordinated to strengthen capabilities of the ROK and United States to enhance U.S.-ROK extended deterrence cooperation in an integrated manner, and looked forward to receiving regular updates on NCG progress activities at future SCMs.

    6. The two sides pledged to continue coordinating efforts to deter DPRK’s nuclear threat with the Alliance’s overwhelming strength, while continuing to pursue efforts through sanctions and pressure to dissuade and delay DPRK’s nuclear development.  Both leaders stressed the importance of full implementation of UNSCRs by the entire international community, including the People’s Republic of China (PRC) and Russia, both permanent members of the UN Security Council.  The two leaders urged the international community to prevent and respond to DPRK’s sanctions evasion so that it abandons its illegal nuclear and ballistic missile development.  To this end, they decided to work closely with each other and the international community to combat the DPRK’s illegal and malicious cyber activities, cryptocurrency theft, overseas laborer dispatches, and ship-to-ship transfers.  The Secretary and Minister expressed concern that Russia-DPRK military cooperation, which has been intensified since the signing of a Comprehensive Strategic Partnership Treaty between the two, is deepening regional instability.  The two leaders made clear that military cooperation, including illegal arms trade and high-technology transfers between Russia and the DPRK, constitute a clear violation of UNSCRs, and called on Russia to uphold its commitments.  The two leaders also strongly condemned in the strongest terms with one voice that the military cooperation between Russia and the DPRK has expanded beyond transfers of military supplies to actual deployment of forces, and pledged to closely coordinate with the international community regarding this issue. 

    7. Both leaders reiterated the willingness of their Presidents to pursue dialogue and diplomacy, backed by a robust and credible deterrence and defense posture.  In this regard, Secretary Austin expressed support for the goals of the ROK’s Audacious Initiative and President Yoon’s vision of a free, peaceful, and prosperous unified Korean Peninsula, and welcomed President Yoon’s desire to open a path for serious and sustained diplomacy with the DPRK.  Both sides reaffirmed that they remain open to dialogue with the DPRK without preconditions and pledged to continue close coordination.

    8. The Minister and the Secretary noted concerns that the DPRK’s claims of “two hostile countries,” and activities near the Military Demarcation Line (MDL) could threaten peace and the Armistice on the Korean Peninsula.  The two leaders strongly condemned DPRK’s activities that raise tension on the Korean Peninsula, such as multiple unmanned aerial vehicle (UAV) infiltrations in the past, as well as the recent unilateral detonation of sections of inter-Korean roads and ongoing launches of “filth and trash balloons,” and urged the DPRK to immediately cease such activities.  The Secretary and the Minister concurred that the Armistice Agreement remains in effect as an international norm guaranteeing the stable security order on the Korean Peninsula, and that all parties of the Korean War should abide by it while it remains in force.  Both sides noted that the Northern Limit Line (NLL) has been an effective means of separating military forces and preventing military tension over the past 70 years, and urged the DPRK to respect the NLL.

    9. Secretary Austin and Minister Kim reaffirmed the role of the United Nations Command (UNC) in implementing, managing, and enforcing the Korean Armistice Agreement, deterring DPRK aggression, and coordinating a multinational, united response in case of contingencies on the Korean Peninsula.  They reaffirmed that UNC has successfully contributed to those aims for more than 70 years and continues to carry out its mission with the utmost respect for the sovereignty of ROK, the primary host nation.  Both sides welcomed the successful organization of the second ROK-UNC Member States Defense Ministerial Meeting and expressed their appreciation for UNC Member State contributions.  They welcomed the addition of Germany to UNC, and noted that peace and prosperity in the Indo-Pacific, including the Korean Peninsula, and Euro-Atlantic regions are increasingly connected.  The two leaders are determined to continue seeking the expanded participation in UNC by like-minded countries that share the values of the 1953 Washington Declaration, anchored in the principles of the UN Charter and mandates of relevant UNSCRs. Secretary Austin thanked Minister Kim for the ROK’s efforts to support the UNC’s role to maintain and enforce the Armistice Agreement, and to support the defense of the ROK against DPRK aggression.  In this regard, the Secretary and Minister both highlighted their desire to expand combined exercises, information sharing, and interoperability between the ROK, the Combined Forces Command, and UNC Member States.

    10. The Secretary and the Minister also noted the critical role that U.S. forces in the ROK have played for more than 70 years and reaffirmed that U.S. Forces Korea (USFK) continues to play a decisive role in preventing armed conflict on the Korean Peninsula, and in promoting peace and stability in Northeast Asia.  Secretary Austin reiterated the U.S. commitment to maintain current USFK force levels to defend the ROK. 

    11. The Secretary and Minister also reviewed the work of the various bilateral mechanisms such as the U.S.-Korea Integrated Defense Dialogue (KIDD).  They welcomed efforts to enhance information sharing through the U.S. Shared Early Warning System (SEWS) for strengthening the Alliance’s detection capabilities in response to advancing DPRK missile threats.  They also commended the work of the Counter-Missile Working Group (CMWG) and reviewed “the Joint Study on Alliance Comprehensive Counter-Missile Strategy” aimed at informing recommendations for counter-missile capabilities and posture of ROK and United States.  The Secretary and Minister also discussed concrete efforts to strengthen cooperation in space and cyber to robustly deter and defend against growing threats.  They endorsed efforts by the Space Cooperation Working Group (SCWG) to improve space situational awareness information sharing and interoperability, and acknowledged the need to expand ROK participation in exercises and training that can strengthen Alliance space capability and improve resilience against growing space threats.  In particular, the Secretary also welcomed ROK participation in the Joint Commercial Operations (JCO) cell to leverage space industry and strengthen allied space capabilities.  The Secretary and Minister also pledged to deepen cyber cooperation through the Cyber Cooperation Working Group and improve coordination through cyber defense exercises, such as Cyber Alliance and Cyber Flag.  Overall, both leaders expressed appreciation for the continuing cooperation to ensure the Alliance’s space, cyber, and counter-missile efforts to keep pace with the evolving threats posed by the DPRK.

    12. Noting the importance of science and technology (S&T) cooperation, the Secretary and Minister decided to establish the Defense Science and Technology Executive Committee (DSTEC) at the Vice-Minister-Under Secretary level within this year, to guide and prioritize Alliance defense S&T cooperation.  They noted priority areas for cooperation including autonomy, artificial intelligence, and crewed-uncrewed teaming are particularly vital to ensure the ROK is able to achieve the goals of Defense Innovation 4.0 and modernize Alliance capabilities.  Both leaders also welcomed future S&T cooperation related to quantum technologies, future-generation wireless communication technologies, and directed energy to ensure that S&T advancements enhance the combined capabilities of the Alliance.  This included efforts to identify potential areas of collaboration on AUKUS Pillar II.  The Secretary welcomed the Minister’s proposal to host a Defense Science and Technology conference in 2025, and concurred that the DSTEC should leverage this conference to baseline and prioritize Alliance defense S&T collaboration.

    13. The Secretary and Minister also reviewed efforts to improve the interoperability, interchangeability, and resilience of the U.S. and ROK defense industrial base.  They underscored the need to improve efficient and effective collaboration in the development, acquisition, fielding, logistics, sustainment, and maintenance of defense capabilities, and to ensure that S&T advancements are swiftly and seamlessly transitioned into acquisition and sustainment efforts.  Both leaders welcomed progress under the U.S. Regional Sustainment Framework (RSF) and welcomed ROK participation in a Maintenance, Repair, and Overhaul (MRO) pilot project on Air Force aviation maintenance.  The two leaders noted that this pilot project could lead to more bilateral co-sustainment opportunities, and also expand defense industrial collaboration with like-minded partners in the region in light of the ROK’s key role in the Partnership for Indo-Pacific Industrial Resilience (PIPIR) contact group.  The Secretary and Minister also noted with satisfaction the recent U.S. Navy contract with ROK shipyards to conduct MRO services for U.S. vessels, and underscored the potential to expand such work to improve the resilience of the Alliance’s posture in the Indo-Pacific Region.  The Secretary and Minister also recognized the need to improve reciprocal market access to deepen defense industrial cooperation and enhance supply chain resiliency, and are committed to accelerate cooperation with the goal of signing the Reciprocal Defense Procurement Agreement next year based on guidance from both Presidents.

    14. The Secretary and the Minister received and endorsed the MCM Report to the SCM presented by the U.S. Chairman of the Joint Chiefs of Staff, General Charles Q. Brown.  They welcomed the efforts of General Brown, Admiral Kim, and the MCM to enhance military plans, posture, training, exercises, and efforts to coordinate U.S.-ROK Combined Forces Command (CFC) activities and enhance military strength of the Alliance.  The Secretary and Minister concurred that the Freedom Shield 24 (FS 24) and Ulchi Freedom Shield 24 (UFS 24) exercises, which included realistic threats from the DPRK advancing nuclear, missile, space, and cyber threats, enhanced the Alliance’s crisis management and strengthened deterrence and defense capabilities.  In addition, they assessed that combined field training exercises (FTX), which were more extensive than the past year and conducted in land, maritime and air domains, enhanced interoperability and combined operations execution capabilities.  Based on such outcomes, both leaders decided to continue strengthening combined exercises and training in line with the rapidly changing security environment of the Korean Peninsula, and further decided that future combined exercises should include appropriate and realistic scenarios including responses to DPRK nuclear use.  The Secretary and the Minister also emphasized that ensuring consistent training opportunities for USFK is critical to maintaining a strong combined defense posture.  Secretary Austin noted the efforts of ROK Ministry of National Defense (MND) to improve the training conditions for U.S. and ROK forces and stressed the importance of maintaining close cooperation between USFK and MND for the joint use of ROK facilities and airspace for training. 

    15. Given the growth and diversification of the DPRK’s chemical, biological, radiological, and nuclear (CBRN) weapons and delivery systems, both leaders assessed efforts and works to ensure execution of Alliance missions under a CBRN-challenged environment.  In particular, they welcomed progress by the Countering Weapons of Mass Destruction Committee (CWMDC), including the expansion of information sharing required for nuclear elimination operations consistent with the Nuclear Weapons Non-proliferation Treaty (NPT), and the strengthening of cooperation to prevent proliferation of WMD in the Indo-Pacific region. Both leaders welcomed continued multinational counter-proliferation activities in the region amidst advancements of DPRK nuclear and missile program and intensification of arms trade between Russia and the DPRK following the Comprehensive Strategic Partnership Treaty.  Secretary Austin expressed appreciation for ROK contributions to various global security efforts such as Proliferation Security Initiative (PSI), and the Minister and the Secretary concurred on the importance of maintaining cooperative efforts to enforce relevant counter-proliferation UNSCRs.

    16. The Secretary and Minister also reviewed the progress and works to fulfill the Conditions-based Wartime Operational Control (OPCON) Transition Plan (COTP).  Both leaders reaffirmed that the conditions stated in the bilaterally approved COTP must be met before wartime OPCON is transitioned in a stable and systematic manner.  They received the results of the annual U.S.-ROK bilateral evaluation on the capabilities and systems for conditions #1 and #2 based on the bilaterally-approved assessment criteria and standards.  Both leaders affirmed that there was a significant progress of this year’s bilateral evaluation on readiness posture and capabilities, and pledged to continue close consultations between the ROK and the United States. for the establishment of the Future-CFC.  The Secretary and the Minister also reaffirmed that Future-CFC Full Operational Capability (FOC) Certification would be pursued when the results of the bilateral evaluation on the capabilities and systems of conditions #1 and #2 meet the mutually approved levels.  Regarding condition #3, the Secretary and the Minister decided to remain in close consultation for the assessment of the security environment.  Both sides pledged to support continued evaluation and progress in wartime OPCON transition implementation through annual MCMs and SCMs, and affirmed that the wartime OPCON transition would strengthen ROK and Alliance capabilities and the combined defense posture. 

    17. The Secretary and the Minister reviewed the regional security environment, and plans to expand U.S.-ROK security cooperation throughout the Indo-Pacific region to support maintaining a free and open Indo-Pacific that is connected, prosperous, secure, and resilient.  They also reaffirmed support for Association of Southeast Asian Nation (ASEAN) centrality and the ASEAN-led regional architecture as well as regional efforts of the Pacific Islands Forum.  In particular, the two leaders noted the importance of enhancing cooperation during the implementation of both the ROK and U.S. respective strategies for the Indo-Pacific region.  To this end, the Secretary and the Minister endorsed the “Regional Cooperation Framework for U.S.-ROK Alliance Contributions to Security in the Indo-Pacific,” and discussed priorities areas and partners to better respond to the complex regional and global security situation.  After reviewing the work of the ROK-U.S. Regional Cooperation Working Group (RCWG), both leaders reaffirmed their commitment to strengthen defense cooperation with ASEAN members and work together with the Pacific Island Countries to contribute to regional security.  The Secretary and the Minister also acknowledged the importance of preserving peace and stability in the Taiwan Strait as reflected in the April 2023 “Joint Statement in Commemoration of the 70th Anniversary of the Alliance between the United States of America and the Republic of Korea.”  

    18. The Secretary and the Minister reflected on the remarkable progress made during 2024 to fulfill the historic understandings at the Camp David Summit.  They welcomed the Memorandum of Cooperation on the Trilateral Security Cooperation Framework (TSCF), signed by the Ministers and the Secretary of the United States, ROK, and Japan in July, along with enhanced sharing of missile warning information and efforts to systematically conduct trilateral exercises, including the first execution of the multi-domain trilateral exercise FREEDOM EDGE.  The Secretary and the Minister reaffirmed their commitment to continuing to promote and expand trilateral security cooperation including senior-level policy consultations, trilateral exercises, information sharing, and defense exchange cooperation.

    19. The two sides also took the opportunity to reaffirm that expediting the relocation and return of U.S. military bases in the ROK is in the interests of both countries, and decided to work closely to ensure the timely return of the bases in accordance with the Status of Forces Agreement (SOFA) and related agreements.  The two leaders noted the significance of the complete construction of Yongsan Park, and pledged to expedite the remaining return of Yongsan Garrison.  The Minister and the Secretary also reaffirmed their mutual commitment to discuss the return of other U.S. military bases through regular consultations through SOFA channels to reach mutually acceptable outcomes in the future.

    20. Secretary Austin expressed his gratitude that the ROK is contributing toward ensuring a stable environment for U.S. Forces Korea.  The Secretary and Minister also welcomed the recent conclusion of consultations related to a 12th Special Measures Agreement (SMA), and concurred that it would greatly contribute to the strengthening of the U.S.-ROK combined defense posture.

    21. Secretary Austin and Minister Kim affirmed that the discussions during the 56th SCM and the 49th MCM contributed to strengthening the U.S.-ROK Alliance with a vision toward the further development of a truly global alliance.  The two leaders commended the U.S. and ROK military and civilian personnel that worked to strengthen the bond of the Alliance, and expressed appreciation for their shared commitment and sacrifice.  Both sides expect to hold the 57th SCM and 50th MCM in Seoul at a mutually convenient time in 2025.
