  • MIL-OSI Security: U.S.-Republic of Korea Security Consultative Meeting and 2+2 Ministerial Dialogue Fact Sheet

    During the 56th U.S.-Republic of Korea (ROK) Security Consultative Meeting (SCM) on October 30, 2024, U.S. Secretary of Defense Lloyd J. Austin III and ROK Minister of National Defense Kim Yong Hyun advanced numerous initiatives that deepen our extended deterrence cooperation, modernize our alliance capabilities, and strengthen our contributions to regional security. 

    On October 31, Secretary Austin and Minister Kim will join U.S. Secretary of State Antony Blinken and ROK Minister of Foreign Affairs Cho Tae-yul for a Foreign and Defense Ministers’ Meeting (2+2 Meeting) to align our diplomatic and defense efforts, ensuring that bilateral activities are synchronized to advance our Alliance’s shared values and interests.

    ENHANCING EXTENDED DETERRENCE

    The United States reaffirmed that its extended deterrence commitment to the ROK is ironclad. The United States and the ROK are enhancing our combined deterrence and response posture by:

    • Enhancing extended deterrence cooperation through Nuclear Consultative Group (NCG) workstreams that enable integrated planning, decision-making, and execution of conventional-nuclear operations, as laid out in the “Guidelines for Nuclear Deterrence and Nuclear Operations on the Korean Peninsula.”
    • Conducting large-scale field training exercises to maintain a strong combined defense posture, such as Freedom Shield and Ulchi Freedom Shield, and enhance the Alliance’s crisis management capabilities and strengthen deterrence.

    MODERNIZING ALLIANCE CAPABILITIES

    The United States and the ROK are modernizing our capabilities to strengthen the combined defense architecture of the Alliance, empowering us to work together more seamlessly by:

    • Enhancing combined abilities to deter and respond to DPRK missiles by upgrading Shared Early Warning Systems and missile defense capabilities against advanced and novel threats.
    • Expanding science and technology cooperation through the new Defense Science and Technology Executive Committee (DSTEC) to guide defense innovation and accelerate the incorporation of cutting-edge technologies in areas such as autonomous systems, artificial intelligence, and quantum technologies.
    • Deepening industrial collaboration and supply chain resiliency by strengthening and connecting our defense industrial bases through our participation in the Partnership for Indo-Pacific Industrial Resilience (PIPIR) and maintenance, repair, and overhaul (MRO) activities, allowing our forces to field the most modern, interoperable weapons systems.

    STRENGTHENING REGIONAL SECURITY COOPERATION

    The United States and the ROK resolved to jointly strengthen activities with allies and partners in the Indo-Pacific by:

    • Launching a new Regional Cooperation Framework to better coordinate efforts to advance our shared vision for a free and open Indo-Pacific. Areas of focus under this framework include maritime security, multilateral exercises, capacity building, defense industrial cooperation, technical cooperation, and information sharing.
    • Deepening U.S.-ROK-Japan trilateral security cooperation through a Trilateral Security Cooperation Framework that institutionalizes high-level dialogues, missile warning data sharing, and an increased scope, scale, and frequency of trilateral multi-domain exercises.

  • MIL-OSI Security: Regional Cooperation Framework for U.S.-ROK Alliance Contributions to Security in the Indo-Pacific

    The United States (U.S.) – Republic of Korea (ROK) Alliance remains the linchpin of peace and security not only on the Korean Peninsula but also in the Indo-Pacific region.

    Today the U.S. Department of Defense and ROK Ministry of National Defense announce the following Regional Cooperation Framework for U.S.-ROK Alliance Contributions to Security in the Indo-Pacific to facilitate deeper collaboration between our two countries and to demonstrate our commitment to maintaining a free, peaceful, and prosperous Indo-Pacific region.

    Our two nations share fundamentally common interests and values that underpin regional security efforts, such as respect for democratic governance, the rule of law, territorial integrity, and sovereignty. We seek to better align our efforts in the Indo-Pacific to help realize the vision of a global comprehensive strategic alliance and to advance the security and prosperity of our people, the region, and the globe.

    This framework builds upon our respective strategies for the region – the U.S. Indo-Pacific Strategy, and the ROK Strategy for a Free, Peaceful, and Prosperous Indo-Pacific region – to help develop and maintain a sustainable, secure, and resilient regional order. Our cooperative efforts also draw upon the 2023 Defense Vision of the U.S.-ROK Alliance, which identifies strengthening solidarity and regional security cooperation with like-minded partners as one of our key bilateral priorities, and are intended to support the Republic of Korea’s goal of becoming a “Global Pivotal State.” 

    To advance this cooperation, the U.S. Secretary of Defense and the ROK Minister of National Defense endorse the following general principles and seek to chart a path forward that ensures our common national interest:

    • Our cooperative efforts should seek to create a region that is more connected, prosperous, secure, and resilient. We intend to utilize approaches and pursue initiatives that are based on mutual confidence, trust, reciprocity, and respect for relevant international laws, standards, and norms.
    • Both the U.S. and ROK recognize that our national interests, as well as those of our bilateral Alliance, can be advanced by firmly upholding and strengthening the rules-based order in the Indo-Pacific region; this includes the freedoms of navigation and overflight, and other uses of the sea guaranteed to all nations under international law.
    • Both sides reaffirm their strong support for Association of Southeast Asian Nations (ASEAN) centrality, unity, and the ASEAN-led regional architecture; we commit to partnering closely with ASEAN to advance implementation of the ASEAN Outlook on the Indo-Pacific in defense-related areas; we are also determined to work closely with Pacific Island countries and the Pacific Islands Forum to build capacity in the region.
    • Both sides intend to pursue initiatives and activities together that more comprehensively build partner capacity, bolster maritime security, and foster collaboration and interoperability with like-minded countries in the region.
    • Through increased participation in multilateral exercises, both sides are determined to enhance the readiness, capability, and resilience of combined forces to be prepared to respond to evolving and complex threats in the region.
    • To expand comprehensive security cooperation, the U.S. and ROK intend to pursue initiatives that strengthen collaboration in the areas of non-proliferation, counter-terrorism, humanitarian aid and disaster relief, climate change, and the prevention of infectious diseases as well as empower regional organizations to contribute to greater regional stability; both sides also intend to increase information sharing with like-minded countries to better address challenges in the region.
    • In the area of defense exports and defense industrial cooperation, both sides intend to work together on issues of mutual interest including: sharing best practices on export controls, foreign direct investment, and technology security; exchanging information on expert planning and decision-making; and cooperating effectively to secure supply chains.
    • Both sides are also determined to work together to increase information sharing in the cyber domain to enhance regional cybersecurity practices and situational awareness, and build cyber resilience to defend against globally-expanding malicious cyber threats.
    • Finally, both sides also pledge to continue using established forums such as the Regional Cooperation Working Group (RCWG), and other existing bilateral mechanisms, to develop and sustain dialogue between the U.S. and ROK on defense cooperation in priority areas identified in both the government and industrial sectors. The mechanisms will report to the annual Security Consultative Meeting (SCM) through the Korea-U.S. Integrated Defense Dialogue (KIDD).

    To implement this framework, both sides intend to present concepts for cooperative projects through government channels and, where appropriate, facilitate business-to-business connections that may advance opportunities for collaboration and cooperation. These projects should complement other efforts being undertaken by other like-minded countries in the region and seek to effectively utilize public sector resources.

    Initiatives and projects under this framework will focus on the following areas, which both sides have identified as priority areas for cooperation, with a particular focus on cooperation with ASEAN and Pacific Island countries:

    Maritime Security 

    Multilateral Exercises

    Capacity Building 

    Defense Exports and Defense Industrial Cooperation

    Technical Cooperation (e.g., cyber security and emerging capabilities)

    Information Sharing

    Both sides intend to identify points of contact responsible for coordinating engagements and tracking the implementation of cooperative projects decided upon under this framework. The lead points of contact should review potential opportunities and prioritize actions, with the goal of presenting at least one project or initiative each year before the SCM.

  • MIL-OSI Europe: Minister Calleary announces key milestone in the implementation of the EU regulation on AI

    Minister of State for Trade Promotion, Digital and Company Regulation, Dara Calleary TD, today published a list of nine national public authorities responsible for protecting fundamental rights under the EU Artificial Intelligence (AI) Act.

    These authorities will get additional powers under the AI Act to facilitate them in carrying out their current responsibilities for protecting fundamental rights in circumstances where use of AI poses a high risk to those rights. For example, the authorities will have the power to access documentation that developers and deployers of AI systems are required to hold under the AI Act.

    This action fulfils Ireland’s first obligation for the national implementation of the AI Act.

    The list of authorities is as follows:

    • An Coimisiún Toghcháin
    • Coimisiún na Meán
    • Data Protection Commission
    • Environmental Protection Agency
    • Financial Services & Pensions Ombudsman
    • Irish Human Rights & Equality Commission
    • Ombudsman
    • Ombudsman for Children

    Minister Calleary commented,

    “AI can provide many benefits for our society and our economy. However, AI also comes with certain risks. The EU AI Act will have a critical role in addressing these risks and in promoting human-centric, trustworthy AI. It will establish a regulatory framework for the development and use of AI systems to provide a high level of protection to people’s health, safety, and fundamental rights.

    “The government is committed to comprehensive and effective implementation of the AI Act and the publication of this list is an important first step in this regard. The additional powers these authorities will acquire under the AI Act will support them in protecting fundamental rights in circumstances where certain high-risk AI systems are used.”

    This list will be notified to the European Commission. It will be kept under review by the Minister and can be updated at any time to reflect future changes in the national authorities.

    The pioneering EU Artificial Intelligence (AI) Act, which entered into force on 2nd August 2024, provides a harmonised regulatory framework for AI systems developed or deployed in the EU. It is the most comprehensive such framework in the world. It is designed to provide a high level of protection to people’s health, safety, and fundamental rights and to promote the adoption of human-centric, trustworthy AI. The Act adopts a risk-based approach to regulation and focuses on applications of AI systems to ensure that its regulatory provisions are targeted and proportionate. Its provisions will apply, in a phased manner, over the 36-month period from entry into force.

    The AI Act is an EU Regulation and consequently has direct effect in all Member States, however, it places obligations on Member States to provide for implementation and enforcement at national level.

    The first obligation on Member States under the Act is to identify national public authorities which supervise or enforce the respect of obligations under Union law protecting fundamental rights, including the right to non-discrimination, in relation to certain high-risk uses of AI systems, specified the Act. Under the Act, fundamental rights are those enshrined in the EU Charter of Fundamental Rights, including democracy, the rule of law and environmental protection. This list of authorities must be published, and notified to the European Commission, by 2 November 2024.

    The identified authorities will not be competent authorities for the Act, nor will any obligations, responsibilities or tasks be assigned to them. Rather, identified authorities will get additional powers to facilitate them in carrying out their current mandates in circumstances involving the use of AI systems. These powers will apply from 2 August 2026.

  • MIL-Evening Report: Forum troika’s visit highlights value of regionalism for New Caledonia

    As a three-day fact-finding mission from a group of Pacific leaders drew to a close in New Caledonia, and with the outcomes report not expected before next year, the visit to the riot-hit French Pacific territory seems to have triggered a new sense of awareness locally about the values of Pacific regional mechanisms of “talanoa” embodied by the Pacific Islands Forum (PIF).

    Local President Louis Mapou stressed on several occasions during the visit that New Caledonia’s situation was the “subject of much attention” in the Pacific region.

    He suggested that one of the reasons for this could be because of a potential “spillover” effect that could “jeopardise cohesion in the Pacific”.

    However, Mapou also stressed that he had received the message conveyed by the PIF “Troika-Plus” group that “they’re ready to take part in [New Caledonia’s] reconstruction”.

    ‘New Caledonia’s regional integration in its region’
    Mapou said that one of the recurrent themes during the PIF visit was “New Caledonia’s regional integration in its region”.

    “Whatever might be said, in many ways, New Caledonia does not know its [Pacific] region very well. Because it has this affiliation relationship to Europe and France that has prevailed over all these years,” he told local media.

    “So, in a certain way, we’re just discovering our region. And in this process, the Pacific Islands Forum could bring a sort of leverage,” he said.

    Kanaky New Caledonia, as well as French Polynesia — both French Pacific entities — became full members of the Pacific Islands Forum in 2016, after several years of “associate members” status.

    Mapou said New Caledonia’s current status vis-à-vis France was mentioned during talks with the PIF mission.

    “I spoke with them about obstacles that should be removed, that are directly related to our current status. This is part of topics on which we should be working in future,” he said.

    “They’re very open-minded, they don’t have any preconceived ideas, they’re happy to talk equally about the concepts of independence, just as they are for keeping [New Caledonia] within the French Republic,” he revealed.

    One of the unexpected outcomes, beyond the specific fact-finding mission that brought this PIF “Troika-Plus” leaders’ delegation to New Caledonia, seems to have underlined the values of regionalism, as well as New Caledonia’s long-awaited and genuine integration in its “regional environment”.

    These values seem to have been recognised by all sides of New Caledonia’s political spectrum, as well as all walks of life within the civil, economic, educational and religious society.

    Pacific diversity in status
    During the past few days, informal exchanges with the Pacific leaders have also allowed New Caledonia’s authorities to share and compare possible ways forward regarding the territory’s political status.

    “They readily exchanged their own experiences with our government. The Cook Islands, which is a self-governing state in ‘free association’ with New Zealand; Tonga, which has never been colonised; and the Solomon Islands, who have also undergone inter-ethnic conflicts and where the young population was also involved. And Fiji, which obtained independence (in 1970), had decided to withdraw from the Commonwealth and is finally re-discussing its link with Great Britain,” Mapou briefed local media on Tuesday.

    The leaders spent three days (October 27-29) in the French Pacific territory to gather information on the ground, after destructive riots broke out in May, resulting in 13 deaths and extensive economic damage estimated at €2.2 billion.

    During the three days, the PIF leaders met a wide range of political, business, religious, and civil society leaders to get a first-hand account of the situation.

    On Tuesday, the “plus” component of the troika, Fiji Prime Minister Sitiveni Rabuka, reiterated the mission’s assigned mantra in a manner of conclusion to their mission.

    “We were here to understand and make recommendations. We have heard many extremely different attitudes. We hope it will be possible to find a solution for the people and the government,” Rabuka told religious leaders.

    Bitterness from civil society
    The long series of talks, within a particularly tight schedule, also allowed groups within New Caledonia’s civil society — including traditional chiefs, youth, human rights activists, educationists, mayors and women — to express their views directly during the Pacific leaders’ visit.

    Some of these groups also took the opportunity to point out that they were not always listened to in other circumstances.

    “Today, peace has just been through a rough episode. And we, women, are being asked to help. But when was the last time we were heard?

    “We’ve already said women should be part of all levels of decision-making, including on matters of dealing with violence and access for women to economic empowerment.

    “We were ignored. And then, when fire breaks out, we’re being asked for help because this is the foundation of Pacific values,” said Sonia Tonga, the president of the Oceania Union of Francophone Women, which groups women’s groups from New Caledonia, French Polynesia, Wallis-and-Futuna and Vanuatu.

    Talking about the youth, she said there was an “ill-being”, “they don’t recognise themselves in this system, including for education. We’re trying to fit an Oceanian society into a framework that has not been designed for them.

    “When will we be heard in our country?”.

    As part of talks with church leaders, it was also pointed out that there were benefits from sharing experiences with Pacific leaders.

    “I’ve been many times in Fiji, Tonga, the Solomon Islands, Vanuatu and other Pacific islands. They too have had their hard times.

    “And they too are familiar with the experience of violence which is difficult to bring back to a path of dialogue,” said 80-year-old Nouméa Catholic Archbishop Michel-Marie Calvet, a respected figure.

    In terms of earlier crises in the Pacific region, among PIF member island states, in the early 2000s, civil unrest occurred in both Fiji and the Solomon Islands, with shops being targeted and looted.

    Under Pacific Islands Forum mechanisms, especially the declaration of Biketawa, this prompted in 2003 the setting up of “RAMSI” (Regional Assistance Mission to Solomon Islands), with mostly Australia and New Zealand military and police as its main contributors, with additional input from other Pacific island countries.

    In Fiji, the mission to defuse the crisis, associated with an attempted coup and a MPs hostage situation within Parliament buildings in May 2000, was mainly achieved by the Republic of Fiji Military Forces (RFMF) through protracted negotiations and without violence.

    Supporting Pacific dialogue
    In the political sphere, there was a recognition of the benefits of a Pacific perspective.

    “There is a Pacific tradition of dialogue and talanoa. So, I think [the PIF leaders] can invite pro-independence parties to come to the [negotiating] table,” said New Caledonia’s Mayors’ Association president Pascal Vittori.

    “We’re actually expecting PIF will back this notion of dialogue — that’s what’s important now,” he told local media.

    Sonia Backès, one of the staunchest defenders of New Caledonia remaining part of France, told reporters on Monday: “We didn’t ask for this [mission]. Now we’re waiting for this (troika) report based on their observing mission.

    “We all know that there are biased views on the part of some, one way or the other.

    “So we hope the final report will be as fair and neutral as possible so as not to add fuel to the fire.”

    Following their visit to New Caledonia and based on the information gathered, the Forum “Troika-Plus” leaders are expected to compile a “comprehensive report” to be submitted to the next annual Forum Leaders’ Summit in the Solomon Islands in 2025.

    “The terms of reference of this mission were discussed beforehand between the government of New Caledonia, the Pacific Islands Forum and the (French) State. We all agreed that what was most important was to have an assessment of the situation.

    “There is a need to provide information to the public so that it is an informed opinion leader. It’s important in those times of misinformation and manipulation from one side or the other,” French ambassador for the Pacific Véronique Roger-Lacan told public broadcaster NC la 1ère TV on Tuesday evening.

    Business sector now needs Pacific market overtures
    Even the business sector now seems to believe that, as a result of the widespread destruction caused by the riots, which has left more than 800 companies burnt down and looted, as well as thousands jobless, the wider Pacific region has now become a new potentially attractive market.

    “Our local market has just shrunk considerably and so we will need to find new openings for our products. In that perspective, our cooperation with the Pacific is very, very strategic”, said business leaders association MEDEF-NC president Mimsy Daly.

    She had once again presented a detailed view of the widespread devastation caused by the recent riots and those who took part.

    “‘Were they aware of what they were doing?’ is one of the questions I was asked,” she wrote on social networks after her encounter with the “Troika-Plus”.

    “A logical question when you know that what has been destroyed equals about 70 percent of the GDP of the Cook Islands, 100 percent of the GDP of the Solomon Islands and 40 percent of the GDP of Fiji.”

    But she admitted the response to this complex question was “primordial” and “every light will have to be shed on the matter”.

    In a wrap-up of the three days, President Mapou held a final meeting with the group on Tuesday.

    Wide circle of ‘concertation’ needed
    French High Commissioner Louis Le Franc, after a final meeting with the delegation, said: “They have come here to seek the profound causes of what happened on May 13. They have been listening very closely.

    “I understand their view is that a wide circle of concertation [cooperation] will be required to reach an agreement,” he said.

    He elaborated, saying that the Pacific Forum leaders seemed to place a lot of hope in the notions of “trust”, the “necessity of living together” and the PIF’s “will to help, while saying that, at the same time, the solution lies in the hands of New Caledonia”.

    Next: another ‘concertation and dialogue’ mission
    Following the PIF “Troika-Plus” mission, another visit is expected in New Caledonia in the next few days — this time coming from Paris.

    This new high-level visit will be headed by the presidents of both houses of Parliament in France (Senate and National Assembly), respectively Gérard Larcher and Yaël Braun-Pivet, from November 9-14.

    They will lead what is described as a “mission of concertation and dialogue”.

    The dates come as a top-level meeting took place last week, presided by French Head of State Emmanuel Macron and attended by French minister for Overseas François-Noël Buffet (who had just returned from New Caledonia), French PM Barnier, Larcher and Braun-Pivet.

    The objective, once again, was to reinforce the signal that the time had come to resume political dialogue.

    Macron indicated earlier that he still intended to host a meeting in Paris sometime in November.

    Buffet was also in New Caledonia earlier this month for four days to assess the situation and try to restore a path to dialogue between all political stakeholders, both pro-independence and pro-France.

    WASHINGTON – More than a month after Helene made landfall, FEMA officials remain on the ground coordinating with local officials in affected states to help guide their recovery.    Visits included Victoria Salinas, Senior Official Performing the Duties of Deputy Administrator, meeting with officials over several days in North Carolina and Florida. Salinas and other FEMA officials discussed how the communities were progressing in their recovery and surveyed the effectiveness of modern building codes in minimizing storm-related damage.FEMA has approved more than $1.3 billion in direct assistance to Hurricanes Helene and Milton survivors. These funds help survivors with housing repairs, personal property replacement and other essential recovery efforts. Additionally, over $1.1 billion has been approved for debris removal and emergency protective measures, which are necessary to save lives, protect public health and prevent further damage to public and private property. More than 1,400 FEMA Disaster Survivor Assistance team members are in affected neighborhoods across affected states helping survivors apply for assistance and connecting them with additional state, local, federal and voluntary agency resources. Also,FEMA now has 76 Disaster Recovery Centers open throughout the hurricane affected communities. Center locations can be found at FEMA.gov/DRC.   • MIL-OSI China: Cai Xuzhe, returning to space 22 months after his first spaceflight

    Cai Xuzhe has started his new space journey just 22 months after his first Shenzhou mission, breaking the record for the shortest interval between two spaceflights for a Chinese astronaut.
    Cai is the commander of the Shenzhou-19 mission, which was launched at 4:27 a.m. Wednesday from the Jiuquan Satellite Launch Center in northwest China.
    The crew members, also including first-timers Song Lingdong and Wang Haoze, will face new tasks and challenges during the mission, Cai told a press meeting on Tuesday ahead of the launch.
    He said they had collaborated with sci-tech workers to update training concepts and improve training methods and efficiency in order to meet the requirements of the new mission.
    Focusing particularly on the goal of achieving “zero error,” the trio will improve operation quality and enhance in-orbit emergency response capabilities, Cai noted.
    “We have been training as a team for more than a year, maintaining the best condition and the highest standards,” Cai said, adding that they are fully prepared and have the confidence, determination and ability to successfully complete this mission.
    Born in 1976 in the countryside of Shenzhou City, north China’s Hebei Province, Cai was fascinated with airplanes as a child. Every time he heard a plane flying past, he would rush outside and stare up at the sky as it flew away and disappeared.
    During his time in middle school, he idolized an air force commander and subscribed to the magazine China Air Force. Through its pages, he gained valuable knowledge about aviation and developed a keen appreciation for the art of piloting.
    Cai was admitted to an air force flight college in his final year at school.
    Upon graduation from college, he volunteered to work at an airport short of pilots. Despite the harsh conditions there, he dedicated himself to studying and training to sharpen his flying skills.
    In 2003, China’s first manned spaceflight, the Shenzhou-5 mission, was a resounding success. Sitting in front of the television, Cai was deeply attracted by the career of astronaut.
    As soon as he learned that the country was selecting the second batch of astronauts, Cai submitted application and was successfully recruited in May 2010.
    After arduous training and preparation for more than a decade, Cai had his moments. From June to December, 2022, he participated in the Shenzhou-14 space mission with colleagues Chen Dong and Liu Yang.
    During the extravehicular activities that lasted about five-and-half hours in November, 2022, they installed an out-of-cabin “bridge” that links the core module of the Tiangong space station with the Wentian and Mengtian labs. Cai completed the first cross-module spacewalk through the bridge.
    In his spare time in space, Cai was fond of overlooking at Earth through the porthole, especially when the space station flew over his hometown.
    In March 2023, the trio were awarded medals for their service to China’s space endeavors. Cai received a third-class medal and the honorary title of “Heroic Astronaut.”
    Back to Earth, the busy and fulfilling scenes of work and life in space were vivid in Cai’s memory, and he had been craving another journey to space.
    “I treat every spaceflight as my first one,” he said.

  • MIL-OSI China: A dream come true for Chinese astronaut Song Lingdong

    Born into a rural family in Caoxian County in east China’s Shandong Province, Song Lingdong was captivated by space at the age of 13 when he watched the launch of Shenzhou-5 with his classmates.

    The excitement of that moment set his dream of space travel in motion. Now a 34-year-old, he is one of three crew members aboard the Shenzhou-19 spaceship, making him the youngest astronaut in the group. He is also the first male astronaut born in the 1990s to participate in China’s spaceflight missions.

    When it was time to apply for college, he chose to enroll as a cadet at a flight academy, the path that brought him closest to his dream of space. He later became a pilot in the People’s Liberation Army Air Force.

    In 2018, China’s selection of its third batch of astronauts reignited his dream of space travel. In September 2020, he officially joined the country’s new astronaut team.

    When Song joined the team, his performance was outstanding, but he was not selected for an important mission. Despite this setback, he became even more determined to intensify his training.

    During his training, he shifted his focus from seeking speed to prioritizing steady progress, resulting in consistent improvements in his training scores. He also slowed down and stabilized his pace in daily life, even learning to fish to cultivate a sense of patience.

    Having struggled with motion sickness since childhood, he experienced a strong physical reaction when he first began training on the rotating chair.

    “I’m going to train anyway, and do it with a smile and enjoy the ride,” he said to himself.

    Through self-talk, he continuously adjusted his mindset and completed the training, covering over a hundred subjects across eight major categories in just over two years.

    In 2023, after a comprehensive evaluation, he was successfully selected as a crew member of the Shenzhou-19 spaceflight mission.

    At a press conference on Tuesday, he discussed the crew’s training for the mission. “We were trained on the ground exactly as we will operate in space,” he said, noting that they had conducted multiple simulations for the spacewalk.

    “As an astronaut born in the 1990s, I feel deeply honored and proud to have the opportunity to serve my country and carry out the Shenzhou-19 mission. All of this is thanks to our great motherland, the efforts of generations of predecessors in the space industry, and most of all, this great new era,” he said.

    This year, the VA has served more veterans than ever before and provided more care and benefits to veterans who were exposed to toxins during their time in the military because of the successful implementation of the Honoring our Promise to Address Comprehensive Toxics (PACT) Act, bipartisan legislation that Heinrich helped lead as then-Chair of the Senate Appropriations Subcommittee on Military Construction, Veterans Affairs, and Related Agencies. 
    The PACT Act was signed into law in 2022 and has provided a record expansion of care and benefits for veterans. As a result, more veterans are filing claims and receiving their long overdue earned benefits, including disability compensation and GI Bill benefits.
    Heinrich also recently passed legislation to protect veterans’ earned benefits and ensure the Department of Veterans Affairs (VA) is able to continue to pay disability compensation, surviving spouses and dependent compensation, pension, and education benefits to veterans, including nearly 70,000 New Mexicans.
    Additionally, Heinrich recently announced the Senate Appropriations Committee’s bipartisan, unanimous passage of the Fiscal Year 2025 Military Construction, Veterans Affairs, and Related Agencies Appropriations Bill, which included $3.2 billion to expand programs providing critical services and housing for veterans and their families. Heinrich also fought to include key language to protect access to abortion for veterans in cases of rape, incest, and when the life of the mother is at risk, but the Committee did not ultimately include the provision.
    In the Fiscal Year 2024 Military Construction, Veterans Affairs, and Related Agencies Appropriations Bill, Heinrich successfully advocated for major increases in funding to programs that support veterans in New Mexico and throughout the United States. He also successfully included key language to protect access to health care for veterans in New Mexico and nationally. Specifically, Heinrich secured increased funding to provide access to care for rural and Tribal veterans, transportation for rural veterans, rural health care for veterans, assistance to homeless veterans, construct state extended care facilities, improve veteran access to Suicide Prevention Coordinators, increase research on prosthetics and limb loss, and build on the work of neurology-related Centers of Excellence. 
    Additionally, in the Fiscal Year 2024 Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill, Heinrich successfully ensured that funding was not cut from the Tribal HUD-VA Supportive Housing Program, which provides rental assistance and supportive services to Nativ

    BISMARCK, N.D. – A ceremony will be held on Monday, Nov. 4 in Bismarck to present a Purple Heart medal to honor the service and sacrifice of Private Franklin Joseph DuFrame, who gave his life in service to our nation in World War II. The replacement medal will be presented to Pvt. DuFrame’s son, Donald Franklin DuFrame of Lincoln, who served and enlisted in the Navy Reserve at 18 as a machinist mate 3rd class during the Vietnam War from 1962 to 1967.
    U.S. Senator Kevin Cramer (R-ND), a member of the Senate committees on Armed Services and Veterans’ Affairs, will present the family with a Purple Heart medal to honor and recognize the sacrifices of Franklin DuFrame. This replaces a previous Purple Heart awarded to Pvt. DuFrame, which had been lost. Cramer will present the family with a flag flown over the United States Capitol in honor of Pvt. DuFrame’s heroic service.
    The ceremony will also include the presentation of the Vietnam Commemorative Pin to recognize Donald DuFrame’s service, and a Quilt of Valor by Missouri River Quilts of Valor members. 
    Purple Heart medals are awarded to service members who are wounded or killed because of enemy action in an armed conflict. It is the nation’s oldest military honor still awarded today, and was established by President George Washington as the Badge of Military Merit in 1782.
    “This Purple Heart medal is much more than an award; it’s really a symbol of our nation’s eternal gratitude for Franklin DuFrame’s bravery, and heroism, and sacrifice,” said Cramer. “Private DuFrame gave his life for our country, and it’s really an honor for me to be able to present his family with this replacement medal to recognize his valiant service. It’s a repeated honor that I get to have as a member of Congress to intervene on behalf of a family who lost just a small part, but an important part, of their loved one’s legacy. This award represents that legacy, and it’s something tangible they can hang on to and that they can pass down to generation after generation as they tell the story of dad, of grandpa, of great-grandpa, of great-great-grandpa’s legacy in historical contribution to the freedom of America. It’s just a privilege and a joy.”
    Born in August 1920 in Maine, Pvt. DuFrame served in the U.S. Army, C Company, 10th Infantry Battalion, 4th Armored Division. He was married to Elma Leona Helman DuFrame, and they had three children. 
    On March 24, 1945, he was wounded in action and transported to an evacuation hospital in Bad Kreuznach, Germany. Pvt. DuFrame died of his wounds two days later on March 26 at the age of 24. He was temporarily interned at the military cemetery in Stromberg and permanently laid to rest, at his family’s request, at the Lorraine American War Cemetery in France.
    The ceremony, which is open to the public, will be held Monday, Nov. 4 at 6:30 p.m. CT at AMVETS Post #9, 2402 Railroad Ave., Bismarck.

  • MIL-OSI China: Death toll of spanish floods climbs to 95

    At least 95 people have been killed in flooding as torrential rain battered Spain’s eastern region of Valencia and the neighboring provinces of Albacete and Cuenca, according to Angel Victor Torres, Minister for Territorial Policy and Democratic Memory.

    Exceptionally heavy rainfall, totaling over 400 liters per square meter, flooded parts of Valencia and the provinces of Albacete and Cuenca within just a few hours between Tuesday night and early Wednesday morning.

    More than 60 roads have been closed due to flooding, including major highways along the eastern coast and between Madrid and Valencia. Local train services have been halted, and the high-speed rail connection between Valencia and the capital is also suspended.

    Prime Minister Pedro Sanchez will visit the affected regions on Thursday, the government said in an official communique.

    Sanchez convened an emergency cabinet meeting Wednesday morning and made a formal declaration at midday, pledging full support from his government to the families of flood victims.

    Around 1,000 members of the Spanish Military’s Emergency Response United (UME) have been deployed to the affected areas, assisting with rescue and clean-up efforts. However, operations have been hampered by power outages and collapsed phone networks in many areas.

    Meteorologists attribute the torrential rain to a phenomenon known as “isolated high-altitude depression,” or DANA in Spanish, which occurs when a cold air front crosses the warm waters of the Mediterranean Sea. While its impacts are often localized, similar events wreaked havoc in 1966 and 1957, with the River Turia overflowing and devastating the city of Valencia.

    Israeli airstrikes targeted dozens of towns and villages in eastern and southern Lebanon on Wednesday, killing 31 people and injuring 27 others, according to official and military sources in Lebanon.

    The Lebanese military sources, who spoke anonymously, told Xinhua that Israeli warplanes and drones carried out 55 airstrikes on towns and villages in southern Lebanon, including 17 raids on the southeast village of Khiam.

    The official National News Agency (NNA) said that Israeli warplanes targeted the nuns’ neighborhood in the city of Nabatieh on Wednesday, destroying several buildings.

    Meanwhile, towns and villages surrounding the eastern city of Baalbek were also subjected to 15 raids.

    NNA reported that there was a massive displacement movement following Israel’s evacuation warning in Baalbek, in which about 100,000 citizens left their homes within several hours.

    Many teams from the Civil Defense, the Lebanese Red Cross, and the Islamic Health Authority are still working to remove the rubble of destroyed homes in search of missing persons.

    For its part, Hezbollah said in a series of statements that its fighters bombed several Israeli targets with dozens of missiles and drones, including the Adam Camp for special forces training southeast of Tel Aviv and a missile defense and regional brigade base east of Hadera.

    Since Sept. 23, the Israeli army has been launching an unprecedented, intensive air attack on Lebanon in a dangerous escalation with Hezbollah.

    Since Oct. 8, 2023, Hezbollah and the Israeli army have been exchanging fire across the Lebanese-Israeli border amid fears of a broader conflict as the war between Hamas and Israel continues in the Gaza Strip.

  • MIL-OSI Security: Mangudai 2024

    More than 50 senior enlisted leaders from the Republic of Korea and United States militaries engaged in Mangudai 2024, which ran from Oct. 22-24, and included events spanning the lengths of Rodriguez Live Fire Complex, Camp Casey, and Camp Bonifas.

    Mangudai is an annual three-day training exercise that evaluates senior enlisted leaders’ mettle in a grueling series of events, testing their physical fitness, adaptability, discipline, and mastery of core Soldiering tasks in an environment where sleep is sparse, and the weather is constantly adverse.

    “Mangudai goes back to the 13th Century with the Mongolian Warriors. The leader of that force would select his most elite special forces through a training competition, which was called Mangudai,” said Command Sgt. Maj. Jack Love, Tri-Command Senior Enlisted Advisor.

    “The US military has been executing Mangudai since the former U.S. Forces Korea Sergeant Major, Sgt. Maj. John Wayne Troxell started it at Joint Base Lewis McCord when he was the 1st Corps Command Sergeant Major,” said Love. “I think it’s critically important for all senior enlisted leaders to participate for a number of reasons. First and foremost, we can never forget that we, all of us, whether you’re in for twenty years or thirty years, we must earn our place in the formation every day.”

    “We need to be able to do what we expect our young Soldiers, Sailors, Airmen, Marines and Guardians to do,” explained Love. “We may not be able to do it as fast as we used to be able to, but we must be able to train, fight, and win in any conflict, in any environment. And so, this exercise really gets after that, and it tests a lot of grit.”

    Key events for Mangudai include: live fires, patrol base activities, land navigation, rendering casualty care under threat of mortar fire, a hand-to-hand combat challenge in a waist deep mud-pit, and miles upon miles of foot-marching through rain and the frigid cold.

    “We all got soaking wet from the rain and it was extremely cold to the point we were shivering; However, we were still motivated, which is the most meaningful part to me,” said Republic of Korea-Army Master Sgt. Hyun-Beom Lim, company executive officer, Special Task Infantry. “I think it is fascinating that ROK and U.S. personnel manage to overcome hardships by working as a team, and it made me enjoy all the tough tasks that need to be done through the exercise.”

    While the training focuses on pushing competitors to their limits and potentially to their breaking points, it’s also an opportunity to build trust and strong relations between partners, according to 1st Sgt. Gerald L. Harness, a competitor hailing from Headquarters and Headquarters Battery, 6-52 Air Defense Artillery Battalion.

    “Mangudai is a test of intestinal fortitude and of our ability to communicate with our allied partners who we’re teamed up with. It’s all about teamwork. When you’re in charge, be in charge, and when you’re not, be a good follower,” said Harness. “My biggest takeaways from participating in Mangudai are, understanding my limits and the capabilities of our host nation allies, expanding both my comfort zone and my capabilities to not only lead with my peers, but follow them as well.”

    When all is said and done, the core focus of Mangudai, like all military training, is grounded in warfighter readiness and instilling confidence in the tactics, techniques, and procedures Soldiers will employ on the battlefield.

    “General LaCamera has four lines of operation and two lines of effort. Line of Operation number three is Combat Readiness,” said Love. “We have to be ready on the Peninsula, and though we pray for peace and want to maintain the current armistice state, should crisis or conflict arise, we have to be ready to fight tonight and win, so these skills really are the foundation of everything we do, regardless of your service, whether you’re from the United States or a Republic of Korea service member, winning is the only option.”

    “When I watch these first sergeants and master sergeants across our combined forces command and the grit and determination they’re pushing through, I’ve never been prouder,” Love added. “I would go to combat any day, anywhere with any one of them because they’re warriors.”

    The Democratic People’s Republic of Korea (DPRK) test-fired an intercontinental ballistic missile Thursday morning, with the country’s top leader overseeing the event and stressing the DPRK will not change its policy of developing nuclear forces, the Korean Central News Agency reported.

    Kim Jong Un, general secretary of the Workers’ Party of Korea and president of the State Affairs of the DPRK, said at the scene that the test-fire was an appropriate military action “to inform the rivals … of our counteraction will,” the news agency reported.

    Kim said “the rivals’ dangerous tightening of their nuclear alliance” and military maneuvers highlight the need to strengthen nuclear forces. “We should never allow any threat to approach the security sphere under our state’s influence,” Kim said.

    “The DPRK will never change its line of bolstering up its nuclear forces,” the DPRK leader added.

    A spokesperson for the Ministry of National Defense confirmed the test.

    The country’s news agency described the test as a demonstration of North Korea’s strategic missile capability, noting it “updated recent records” and underscored the reliability of what it called “the world’s most powerful strategic deterrent.”

    BEIJING, Oct. 31 — On the morning of Oct. 29, a study session for senior provincial and ministerial-level officials to study and implement the guiding principles of the Third Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) was inaugurated at the Party School of the CPC Central Committee (National Academy of Governance). Xi Jinping, general secretary of the CPC Central Committee, Chinese president, and chairman of the Central Military Commission, delivered an important speech at the opening ceremony. He emphasized the need to further study and implement the guiding principles of the third plenum, calling for guiding the entire Party and the nation to have more confidence in reform, and pool collective wisdom and strength to advance reform in a steady and sustained manner.

    Li Qiang presided over the opening ceremony. Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang, and Li Xi attended the event. They are all members of the Standing Committee of the Political Bureau of the CPC Central Committee. Han Zheng, Chinese vice president, also attended the event.

    Xi noted that the Third Plenary Session of the 18th CPC Central Committee heralded a new journey to comprehensively deepen reform and to advance reform through systematic and comprehensive design in the new era. China’s reform has direction and principles to follow. We must uphold the Party’s overall leadership, Marxism, socialism with Chinese characteristics, and the people’s democratic dictatorship, with promoting social fairness and justice as well as enhancing people’s well-being as our starting point and ultimate goal. These principles are fundamental, directional, and long-term, reflecting the nature and mission of the Party, conforming to China’s realities, and tallying with the fundamental interests of the people. He underlined the need to adhere to the coordination between reform and the rule of law, advance the rule of law with reform measures, further deepen reform in the realm of law-based governance, and continuously better the system of socialist rule of law with Chinese characteristics. The role of the rule of law should be given better play in removing the obstacles in reform and consolidating the achievements of reform, and it is important to think in terms of the rule of law and adopt a law-based approach in advancing reform to ensure that major reforms are carried out in accordance with the law and the legitimate rights and interests of all citizens and legal entities are under equal protection, Xi said. He added that it is necessary to adhere to the dialectical unity of breaking the old and establishing the new, focusing on both parts with efforts for the latter coming first. What needs to be established should be put in place proactively; what is no longer needed should be repudiated in due course after what is needed is established; and reform should be promoted in a steady and rapid manner in the balanced development of both, Xi said. It is a must to maintain a unified approach to reform and opening up, steadily expand institutional opening up, actively align with international high-standard economic and trade rules, and deepen the reform of the management systems for foreign trade, foreign investment, and outbound investment, so as to create a first-class business environment that is market-oriented, law-based, and internationalized. It is essential to effectively manage the relationship between how work plans are made and how the arrangements are implemented. The design of reform plans must be made on the basis of how things should be done reasonably, and various measures for reform must be compatible with and support each other, so as to keep the orientation of the reform consistent. It is imperative to establish a working mechanism, under which responsibilities are clearly defined, and work in various aspects is well connected. Follow-up evaluation of work results must be strengthened to make sure that reform measures are implemented thoroughly and effectively.

    Xi emphasized that officials, particularly senior officials, bear the crucial responsibility of advancing reform. They must cultivate a strong sense of political responsibility and historical mission, confront problems and challenges head-on with political courage to tackle difficulties, decisively address entrenched issues, face up to risks without hesitation, and strive to break new ground for reform and development. The right approach should be adopted to promote reform, arrangements must be made systematically, and actions should never be taken before decisions are made.

    Xi noted that extensively building consensus and fully mobilizing all positive factors are quite important for smooth reform. It is imperative to do a good job in guiding public opinion, intensify efforts to conduct positive public communication, champion the overarching theme, and project positive energy. It is essential to conduct further research and interpretation on the major theoretical propositions put forward in the resolution adopted at the Third Plenary Session of the 20th CPC Central Committee, with a focus on strengthening public communication and interpretation of the propositions to the people.   • MIL-OSI Security: Defense Contractor, Former Executive Indicted for Bribing Government Employee

    SAN DIEGO – A federal grand jury has returned an indictment charging Cask Technologies, LLC and former company executive Mark Larsen with bribing a government employee to win lucrative government contracts.

    According to court records, Larsen and his subordinates at Cask gave former Naval Information Warfare Center employee James Soriano various things of value, including expensive meals, golf outings, and full-time jobs for Soriano’s close family friend and immediate family member. At the time of the conspiracy, Larsen was the director, and later the managing director, vice president, and executive vice president of Cask with offices in San Diego and Stafford, Virginia.

    In return, Soriano took official action to benefit Cask, such as steering non-competitive small business contracts to Cask and its “family” of companies; allowing Larsen and other Cask employees to draft procurement documents for various contracting efforts, including competitive procurements; and allowing Larsen and others to “ghost write” emails, official government correspondence, and performance evaluations for Soriano’s signature, all to benefit Cask and others in its “family” of companies.

    Soriano also agreed in an email exchange to “create & award” a $50 million supposedly competitive contract for services to Cask. Soriano then allowed Cask to draft the contract requirements and the price the government was expected to pay, and took other actions to ensure that Cask was awarded the “competitive” contract.

    To conceal their activities, Larsen, Cask and Soriano failed to disclose organizational conflicts of interest in relation to their contracting efforts and that Cask was affiliated to other companies in its “family” of companies, including two Native Hawaiian 8(a) companies that were subcontracting millions of dollars of work on 8(a) contracts to Cask.

    Soriano has already pleaded guilty to multiple bribery schemes, including facts related to his relationship with Larsen and Cask. He is scheduled to be sentenced in May 2025.

    “Defense contracts support our military, and as such play an important role in keeping us all safe,” said U.S. Attorney Tara K. McGrath. “Allowing bribery and corruption to dictate who obtains those important contracts undermines the system and dishonors our defense operations.”

    “This newest indictment is another constructive step toward accountability in this ongoing multi-year investigation,” said Bryan D. Denny, Special Agent in Charge for the Department of Defense Office of Inspector General, Defense Criminal Investigative Service, Western Field Office. “Mr. Larsen and Cask Technologies are accused of feeding their own greed by knowingly corrupting the government’s acquisition process and some government officials at the expense of our nation’s warfighters and taxpayers.”

  • MIL-OSI Security: United States Delivers Second United Nations Level 2 Hospital to Uganda for Peacekeeping and Humanitarian Efforts

    The U.S.  provided $5.5 million  state-of-the-art U.N. Level 2 hospital As to help support the Ugandan military. The 22-bed facility, equipped with specialized suites for dental and surgical care, is designed for rapid deployment in response to regional peacekeeping, humanitarian emergencies, and medical crises. 

    The donation marks the second U.N. Level 2 hospital delivered from the U.S. to Uganda. The first donated hospital played a crucial role during the COVID-19 pandemic, significantly contributing to the Ugandan response and saving thousands of lives, including civilians.

    As part of the transfer, soldiers from the Uganda People’s Defence Force participated in intensive training at the Uganda Rapid Deployment Capabilities Center in Jinja, Oct. 14-29. During training, they learned essential skills in setting up, operating, and dismantling the hospital to ensure effective deployment when needed.

    “This initiative reflects the United States’ dedication to enhancing health care and humanitarian response capabilities as part of the more than 60-year partnership with the Ugandan people,” U.S. Ambassador William Popp to Uganda said. 

    The majority of U.S. defense and security cooperation in Uganda supports health programs with a direct impact on Ugandan citizens. While less than 3% of the nearly $1 billion in total U.S. government development and humanitarian assistance to Uganda in 2023, nearly two-thirds of all U.S. security cooperation funds went to health programs, with the rest supporting human rights and legal training as well as peacekeeping efforts in Somalia.

    The XVII scientific and industrial forum “Technical re-equipment of machine-building enterprises of Russia” is held in Yekaterinburg every year. The event brings together more than a thousand participants from the Sverdlovsk region and other federal districts. This time, experts discussed the development of new technologies at machine-building enterprises, personnel training, labor productivity and improving product quality.

    As part of the forum, a meeting of the council for work with personnel of the Union of Defense Industry Enterprises of the Sverdlovsk Region and the Sverdlovsk regional branch of the Union of Mechanical Engineers of Russia was held at the High-Tech Technopark.

    The forum will last until November 14, thematic sections will work at sites throughout the city. Representatives of mechanical engineering companies, universities, and government bodies will give reports, discuss ideas and proposals.

    The section “New Personnel for the Defense Industrial Complex and Mechanical Engineering” brought together representatives of the Sverdlovsk Region government, heads of HR departments of industrial enterprises and representatives of educational and scientific organizations. The main topic was the development and implementation of basic and additional educational programs for training professions that are in short supply for defense industry and mechanical engineering enterprises.

    Head of the Directorate of Continuing Education and Industry Partnership Ivan Kurta represented SPbPU. In the report “Development of Human Capital in Partnership with Industry: Polytechnic University Experience in the Interests of the Defense-Industrial and Machine-Building Complexes” Ivan Valentinovich spoke about the training and retraining of personnel, shared the unique experience of the university in designing and implementing educational programs to meet the needs of industrial partners.

    Particular interest from participants gave rise to joint projects with corporate universities, in particular, the campus of internal trainers and teachers held in August of this year under the auspices of Gazprom Neft, as well as programs in the field of engineering, the demand for which from the industry is growing every year.

    For us, this platform is important in terms of our positioning in the region. The Union of Defense Industry Enterprises of the Sverdlovsk Region and the Sverdlovsk Regional Branch of the Union of Mechanical Engineers of Russia can play a special role in promoting the educational and scientific environment of the Polytechnic University.     BEIJING, Oct. 31 — Xi Jinping, chairman of the Central Military Commission, has signed a decree to promulgate a set of interim regulations on the management of reserve personnel.

    The regulations aim to facilitate the implementation of China’s law on reservists.

    The regulations focus on establishing a systematic management structure for reserve personnel in the new era, detailing processes for their selection, rank promotion, role assignments, training, assessments, benefits and retirement from reserve service.

    An important outcome of China’s military human resource reform, the promulgation of the regulations marks a key step to improve the legal, standardized and scientific management of reservists and develop a high-caliber, professional reserve force.

    Raksha Mantri Shri Rajnath Singh virtually dedicated to the nation ‘Desh ka Vallabh’ statue of Sardar Vallabhbhai Patel, and Major Ralengnao ‘Bob’ Khathing ‘Museum of Valour’ at Tawang, Arunachal Pradesh on October 31, 2024. Raksha Mantri carried out the inauguration from 4 Corps Headquarters in Tezpur, Assam. He was supposed to visit Tawang, but could not due to bad weather. The unveiling coincided with the festival of lights ‘Deepawali’ as well as ‘Rashtriya Ekta Diwas’ which is celebrated on 31stOctober every year to commemorate the birth anniversary of first Deputy Prime Minister and Home Minister Sardar Vallabhbhai Patel.

    Raksha Mantri began his address by referring to the broad consensus achieved by India and China to restore the ground situation in certain areas along the LAC. “India and China have been holding talks at both diplomatic and military levels to resolve the differences in some areas along the LAC. As a result of the talks, a broad consensus was developed on the basis of equal and mutual security. The consensus includes the rights of patrolling and grazing in traditional areas. Based on this consensus, the process of disengagement is almost complete. Our efforts will be to take the matter beyond disengagement; but for that, we will have to wait a little longer,” he said.

    Shri Rajnath Singh paid glowing tributes to Sardar Patel, also known as the Iron Man of India, acknowledging his instrumental role in unifying over 560 princely states post-independence, a feat that stands as a testament to his indomitable resolve and commitment to a unified India. “This statue ‘Desh Ka Vallabh’ will inspire people reminding them of the strength in unity and the unwavering spirit required to build a nation as diverse as ours,” he said.

    Raksha Mantri also paid homage to Major Bob Khathing, an extraordinary figure who made invaluable contributions to the Northeast region and national security. “Major Khathing not only led the peaceful integration of Tawang into India but also established essential military and security frameworks, including the Sashastra Seema Bal, Nagaland Armed Police, and the Naga Regiment. The ‘Museum of Valour’ now stands as a tribute to his bravery and foresight, inspiring generations to come,” he said.

    Shri Rajnath Singh underscored the significance of unity & harmony, and the North-East’s unique role in the nation’s identity. He reiterated Prime Minister Shri Narendra Modi’s vision of ensuring economic & infrastructure development of the entire region. “Holistic development of the nation is possible only when the North East prospers. We will create such a North East which is strong & prosperous not only naturally and culturally but also economically,” he added. 

    Raksha Mantri highlighted the crucial role of Border Roads Organisation (BRO) in the progress of the region. He made special mention of the Sela Tunnel linking Assam and Tawang, a project which enhances connectivity across Northeast regions. “In the times to come, the Arunachal Frontier Highway project will play a major role in connecting the entire North East region, especially the border areas. This 2,000-km long highway will prove to be an important strategic & economic asset for the region as well as the entire nation,” he added.

    Shri Rajnath Singh also commended the Armed Forces’ engagement in the region, from NCC initiatives and local economic support to crucial disaster relief efforts. “Armed Forces not only provide security, but also become a medium for development in that region by cooperating with the people of the border areas. This further strengthens India’s commitment to ensuring development, peace, and security in the Northeast,” he said.

    Governor of Arunachal Pradesh Lt Gen KT Parnaik (Retd), Chief Minister of Arunachal Pradesh Shri Pema Khandu; Union Minister of Parliamentary Affairs Shri Kiren Rijiju; Chief Minister of Manipur Shri N Biren Singh; Deputy Chief Minister Of Arunachal Pradesh Shri Chowna Mein and the family of Major Bob Khathing were present at the inauguration site.     Civilians in southern Lebanon are bearing the brunt of escalating violence, with more than 2,700 deaths reported in Lebanon since October last year said Andrea Tenenti, the spokesperson for UN Interim Force in Lebanon (UNIFIL).

    “According to the Lebanese Ministry of Public Health, the death toll in Lebanon since October last year has reached over 2,700 people, and the number of wounded to over 12,700, around 25 percent women and children. More than 2,000 deaths have occurred since 23 September of this year,” Tenenti said at a press briefing in New York on Wednesday (30 Oct).

    Over 800,000 people have been forced from their homes, with 60 percent of the displaced coming from areas within UNIFIL’s operational zone in southern Lebanon, Tenenti said, citing statistics from the International Organization for Migration. “Statistics like this cannot fully capture the human cost of conflict, and it’s the civilians who continue to suffer,” he added.

    The mounting violence has also impacted UN peacekeeping operations, with more than 30 incidents of damage to UN property or injury to peacekeepers reported since the start of October. Tenenti noted that 20 of these incidents were linked to actions by the Israel Defense Forces (IDF), with seven identified as deliberate.

    “In an incident yesterday, a rocket likely fired by Hezbollah or affiliated group, hit UNIFIL headquarters in Naqoura, where a vehicle workshop was set on fire, with some peacekeepers suffering minor injuries,” Tenenti said and added, “for about a dozen other incidents, the origin of the fire could not be determined.”

    Amid the ongoing conflict, Tenenti underscored UNIFIL’s role in supporting peace efforts under UN Security Council Resolution 1701, which has governed the mandate since 2006. “We are here to implement the mission’s mandate, but any changes will be up to the Security Council. At the moment, the rules of engagement that have been used have been adequate to the situation on the ground,” he said.

    Responding to criticism that UNIFIL has not fully implemented its mandate, Tenenti pointed to the need for cooperation from all parties involved in the conflict. “The mandate has to be implemented by the parties. UNIFIL is here to support the parties in the implementation of the mandate, so we need the commitment of the parties in order to implement resolution 1701,” he said. “From 2006 until October last year, the South of Lebanon had witnessed one of its quietest periods in recent history.”

    According to UNIFIL, around 500,000 people have fled southern Lebanon, with the population in the area estimated at 600,000. “The vast majority of the population in the South has left, though some people still remain in the area today,” Tenenti said. “It’s a very dramatic situation, as most villages are being completely destroyed and the shelling continues.”

  • MIL-OSI Security: NMRTC Twentynine Palms conducts SHOTEX to boost medical readiness at MCAGCC

    Sailors and medical staff from Navy Medicine Readiness and Training Command (NMRTC) Twentynine Palms conducted a Shot Exercise (SHOTEX) session from Oct. 15–28, providing influenza vaccinations to personnel across various non-deployable units at the Marine Corps Air Ground Combat Center (MCAGCC).

    This particular session of a wider SHOTEX primarily focused on supporting the Marine Corps Communications-Electronics School (MCCES), with vaccinations also being administered to the Marine Corps Logistics Operations Group (MCLOG), Tactical Training Exercise Control Group (TTECG), Marine Air Ground Task Force Training Command (MAGTFTC), Headquarters Battalion, and other units.

    The initiative aims to ensure efficient and timely vaccination of all permanent personnel and students, an essential element in maintaining the medical readiness of units such as MCCES, where personnel are required to meet high medical standards.

    “The SHOTEX is an initiative designed to ensure that all permanent personnel and students at MCCES receive their flu vaccinations promptly and efficiently,” said Lieutenant Sherman Baskins, who helped lead the SHOTEX.

    “This program is crucial for maintaining the overall medical readiness standards of MCCES,” explained Baskins. “Failure to vaccinate personnel can negatively impact MCCES’s overall medical readiness rating. The SHOTEX allows MCCES to achieve 100% vaccination coverage for both Marines and civilian staff while minimizing disruptions to training operations.”

    Over the course of the SHOTEX, NMRTC Sailors administered over 1,500 vaccinations in just three days, underscoring the Navy medical team’s ability to coordinate mass vaccinations quickly to uphold readiness standards.

    Hospital Corpsman 3rd Class Joella Pitts highlighted the program’s success, pointing to the dedication and efficiency of the staff in handling the large-scale immunization effort.

    “It is a force readiness requirement to administer these vaccines,” said Pitts. “It shows our dedication to the mission and highlights the efficiency of our staff at administering vaccinations to a large number of people within a short time.”

    Next, NMRTC Twentynine Palms is expected to continue administering vaccinations with deployable units to bolster the readiness and mission capability of all Marine Corps personnel and staff across Twentynine Palms.

  • MIL-OSI Security: NMFDC discusses innovation, technology at annual conference

    JOINT BASE SAN ANTONIO-FORT SAM HOUSTON, Texas – Command teams from across the Naval Medical Forces Development Command Region came together to improve processes and propose innovative ideas to better develop and deliver naval medical forces to the U.S. Navy, here, Oct. 22-23, 2024.

    “I wanted to bring all the command teams together and remind them how vital we are to the Navy Medicine Enterprise,” Rear Adm. Walter Brafford, commander of NMFDC said. “Having everyone together in one place helps consolidate our mission and enhances the fact that we must work together to meet the ever-changing environment.”

    The command is the designated training agent for the Bureau of Navy Medicine and develops and delivers integrated education and training to all Maritime Medical Forces; and is looking into innovative technologies to enhance how it accomplishes its mission.

    “We are testing and researching how augmented and virtual reality platforms can give our Sailors close to real life scenarios and provide that cutting edge in how we develop, train, educate and prepare them for the fleet,” Brafford said. “Getting after efforts like this not only upgrades the development of our medical profesionals, but it also enables us to more quickly flex when new requirements come our way.”

    Which fits into this year’s conference theme, ‘New Capabilities to Meet Emerging Requirements,’ Brafford added.

    Command teams from the Navy Medicine Operational Training Command, Navy Medicine Training Support Command, Naval Medical Leader and Professional Development Command and NMFDC reserve were in attendance at the annual conference and appreciated the face-to-face interaction and the forum to share what they do for the region.

    “Devoting two days to in-person discussions is necessary to effectively share information and best practices, while identifying common barriers,” Capt. Katherine Shobe, commanding officer for NMLPDC said. “We were glad to increase awareness on not only what we do to support force generation and development, but on how the other commands do so as well.”

    Capt. Nichole Olson, commanding officer of NMOTC said she felt the most important part of the conference was the ability to network together.

    “We were able to discuss common issues and how we can solve them,” she said. “It was also great to hear that we all share a common goal to leverage technology and innovation to develop our forces.”

    The Naval Medical Forces Development Command and its subordinate commands have a very diverse mission centered around force development, but all are interconnected and working towards the same goal, Brafford said.

    “I’m looking forward to what NMFDC is going to look like as we grow together as a region to better develop and produce the best-educated, most professionally-trained and most operationally-trained medical forces across all of DOD!”
