  • MIL-OSI Asia-Pac: GENERAL UPENDRA DWIVEDI, CHIEF OF ARMY STAFF EMBARKS ON A VISIT TO JAPAN

    General Upendra Dwivedi, Chief of the Army Staff (COAS), departed on a visit to Japan from 14th to 17th October 2024, marking a significant step in bolstering the defence cooperation between India and Japan.

    On 14th October 2024, General Upendra Dwivedi will interact with Shri Sibi George, Indian Ambassador to Japan and would thereafter engage in discussion on India-Japan relations at the Embassy of India, Tokyo.

    On 15th October 2024, the COAS will engage in dialogues with the senior military leadership of Japan at the MoD in Ichigaya. The meetings are planned with Gen Yoshida Yoshihide, Chief of Staff, Joint Self Defence Force; Gen Morishita Yasunori, Chief of Staff, Japan Ground Self-Defence Force (JGSDF); Mr Ishikawa Takeshi, Commissioner of Acquisition, Technology and Logistic Agency (ATLA). The discussions will be aimed at fostering stronger military cooperation between India and Japan. General Upendra Dwivedi will also pay homage at the Memorial at MoD, Ichigaya and will be given a Guard of Honour by the JGSDF. The itinerary also includes an interaction with senior hierarchy of JGSDF and a visit to the National Institute of Defence Studies.

    On 16th October 2024, General Upendra Dwivedi, the COAS, accompanied by Gen MORISHITA Yasunori, Chief of Staff, Japan Ground Self Defence Force, will visit Fuji School, wherein he will engage in a conversation with Lt Gen Kodama Yasuyuki, Commanding Gen of Fuji School. The COAS will be given a briefing at the School and he will also witness an Equipment and Facility Display.

    On 17th October 2024, the COAS will visit Hiroshima, wherein he will lay a wreath at Hiroshima Peace Park and pay floral tributes to Mahatma Gandhi’s Statue at the Peace Park.

    The visit by General Upendra Dwivedi aims at strengthening military cooperation between militaries of India and Japan besides exploring new avenues of collaboration between the two nations.

  • MIL-OSI Asia-Pac: INDIAN NAVY SAILING CHAMPIONSHIP (INSC) – 2024

    The Indian Navy’s most awaited and the largest sailing regatta, the Indian Navy Sailing Championship (INSC), is set to take place at Indian Naval Academy (INA), Ezhimala from 16 Oct to 19 Oct 24.

     The Marakkar Watermanship Training Centre (MWTC) at INA, one of the finest sailing facilities in the country, is gearing up to host more than 100 participants of the Indian Navy who will test their sailing skills in five different classes of boats in three different formats of racing.

    INSC is an annual inter Command event conducted under the aegis of Indian Naval Sailing Association (INSA) based at Naval Headquarters to encourage participation of naval personnel in competitive sailing.

    This edition of INSC will see the participation of teams from the three Naval Commands comprising of officers, cadets and sailors (including Agniveers).

    Racing will take place in four most popular formats of sailing. Fleet Racing will be in International Laser Class Association (ILCA-6) class boat for women, ILCA-7 class boat for men and Bic Beach class boat for windsurfing open. Team Racing will take place in Enterprise class boat.

    The Indian Navy lays special emphasis on watermanship activities and recognises the sport of sailing as a means to develop seamanship skills, camaraderie, courage and other leadership qualities in personnel.

    Surgeon Vice Admiral Kavita Sahai, SM, VSM assumes charge as Director General Medical Services (Navy) on 14 Oct 24. The Flag Officer was commissioned in the Army Medical Corps on 30 Dec 1986.

    An alumnus of the prestigious Armed Forces Medical College Pune, she has specialized in Pathology and super specialized in Oncopathology from the prestigious AIIMS, New Delhi.  She has been Professor and head of Dept, Lab Sciences at AHRR and BHDC. She has also been Professor at Dept of Pathology, AFMC, Pune. Prior to assuming charge as the DGMS(Navy), she was the First woman Commandant of AMC Centre & College and O i/C Records. She is the first woman officer to be elected as Col Commandant of Army Medical Corps. She has a special interest in Medical Education and was awarded prestigious Foundation for Advancement of International Medical Education and Research (FAIMER) Fellowship for advancement of Med Education from Philadelphia, USA in 2013-14.

    In recognition for her distinguished Service, the Flag Officer has been awarded the Sena Medal in 2024 and Vishisht Seva Medal in 2018 and has been Commended by the Chief of the Army Staff twice in 2008 & 2012 and the GOC-in-C (WC) in 2010.

    The Israeli invasion of Lebanon has seen Israel Defense Forces (IDF) troops temporarily locate themselves metres away from UN peacekeepers. The Israeli military has used this location to fire at targets deeper into Lebanese territory, which has placed UN Peacekeepers in danger from both IDF fire and retaliatory fire.

    • 1.Does the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy (VP/HR) agree that these actions by the Israeli regime and the IDF have knowingly placed UN Peacekeepers in harm’s way?
    • 2.Does the VP/HR agree with President of Ireland Michael D. Higgins when he referred to it as ‘outrageous’ that the Israel Defense Forces ‘have threatened this peacekeeping force and sought to have them evacuate the villages they are defending’?

    Under-Secretary-General for Peace Operations Jean-Pierre Lacroix, for his part said, “this situation has put our peacekeepers at serious risk” and reported several incidents, including the wounding of two peacekeepers earlier today who were “hit by tank fire.”

    Also this morning, Lacroix said, “IDF soldiers fired on a UN position [UNP 1-31] from an opening in the fence made by the IDF the previous day during adjacent ground works. Several vehicles and a communications system were damaged.”

    The peacekeeping Chief said, “previously I have highlighted that Hizbullah activities in the vicinity of UN positions held the potential to draw return fire. Now, we face a similar situation with the Israel Defence Forces installing positions directly adjacent to UN positions – a development that we strongly protest.”

    He reported that the UN Mission in Lebanon, UNIFIL’s operational activities “have virtually come to a halt since 23 September” as peacekeepers “have been confined to their bases with significant periods of time in shelter” limiting the Mission’s monitoring and reporting ability.

    A View from Afar – In this episode of A View From Afar political scientist Paul Buchanan and host Selwyn Manning analyse how the state of Israel has gone rogue, attacking United Nations peacekeepers in southern Lebanon. At this juncture it is clear this is an intentional attack.

    Over the past week Israel Defense Force troops have repeatedly attacked UN peacekeepers who were authorised and deployed to the region by the United Nations Security Council.

    Also last week; the Government of Israel issued a statement notifying the United Nations Secretary General that he was now banned from Israel and was persona non grata. Within a day of that statement, IDF troops had fired on UN peacekeeping positions in Southern Lebanon.

    Since then, the IDF has continued operations that threaten the UN’s presence. And Israel’s prime minister Benjamin Netanyahu has now issued a directive to the UN peacekeeping force to withdraw from the area north of its borders in Southern Lebanon.

    Also, despite the United States Biden Administration cautioning Israel on its attacks on UN personnel, overnight New Zealand time, the United States has deployed 100 US troops on the ground in Israel to operate missile defence systems.

  • MIL-OSI Submissions: Asia Pacific – Attraction of the ASEAN Economic Sphere: Japanese Companies Transferring Production from China to Southeast Asia – The Shared Future of Asia and Japan

    An increasing number of Japanese companies operating in China are transferring their production bases to countries in the Association of Southeast Asian Nations (ASEAN). This comes as Chinese economic growth slows and concerns rise over the risks of doing business in China, where foreign residents have been arrested on vague grounds.

    The Chinese economy is stagnating, and this can clearly be seen in production, consumption and investments. The country’s gross domestic product (GDP) for the second quarter (April-June) of 2024 grew 4.7% year over year, which was 0.6 points lower than the first quarter (January-March). Economic data from August shows that retail business sales, an indicator of consumption trends, grew only 2.1% year over year.

    The slump in the real estate industry is a major factor behind this. The real estate market and related industries make up a fourth of China’s GDP, but investments in real estate development fell 10.2% year over year in the period between January and August 2024. During the COVID-19 pandemic, China implemented a “Zero-COVID Strategy,” which kept citizens indoors, dealt a major blow to the tourism and restaurant industries, and led to investments being concentrated in real estate. Home prices rose exponentially. In response, the Chinese government placed heavy restrictions on risky deals. This caused home prices to drop drastically, and the businesses of many major real estate developers fell into a decline. Down payments were made but buildings never got built, and as similar cases followed one after another, the consumption trend cooled among the population.

    Furthermore, the Chinese government, which places utmost importance on national security, established the Counter Espionage Law in 2014. This has resulted in many foreigners, including Japanese, being arrested for “espionage acts,” which are only vaguely defined. Starting in July 2024, new regulations have been implemented that allow authorities to inspect the contents of electronic devices of individuals and organizations for acts of espionage, raising further concerns that even regular economic activities could be scrutinized. With little hope for significant growth in the Chinese market, coupled with the risks of doing business in China, direct international investments into the country fell 29.1% year over year between January and June 2024. There are also other issues, such as the risk of high tariffs on products produced in China and exported to the USA due to the ongoing tension between the two countries, as well as rising labor costs in China.

    Against this backdrop, Japanese companies are turning their eyes to Southeast Asia for new bases of production. In January 2023, Sony transferred the manufacturing of its cameras for Japan, Europe and the USA from China to Thailand. Its factories in China now only make products to be sold domestically, allowing it to reduce dependency on the country. Kyocera also plans to transfer a part of its electric tools production in China to Vietnam in fiscal 2024. The Vietnam site will mainly manufacture products to be sold in the USA in order to avoid the tariffs placed on exports from China. According to Teikoku Databank, the number of Japanese companies operating in China decreased from 14,394 in 2012 to 13,034 in 2023. Many companies are choosing to relocate back to Japan or to Southeast Asia. This can be seen in how Southeast Asian countries now occupy three of the top five locations in terms of the number of Japanese companies’ overseas subsidiaries: No. 1 is China, followed by USA, Thailand, Singapore, and Vietnam.

    Southeast Asia is attractive in many ways for Japanese companies. Not only is it geographically close to Japan but it also offers a rich pool of human resources with technical prowess and fluency in many languages including English, which allows companies to secure a stable labor force. Many ASEAN countries also have highly transparent fiscal policies and stable currency exchange rates. Cities have established solid infrastructure such as electrical power and transportation networks, making it easier for companies to build factories there and secure supply chains, from production and distribution to sales.

    The Southeast Asian market is very appealing. The 10 ASEAN countries have a combined population of around 670 million people. It tops the population of the European Union (EU), which is around 450 million people, and is the third largest in the world after India and China. The median age is also young, and unlike many developed nations, the region has not yet been faced with the issue of an aging society with a low birthrate. The 2023 nominal GDP of the 10 ASEAN countries combined rose to around 3.81 trillion US dollars, which ranks right after the USA, China, Germany and Japan. It is forecast to overtake Japan’s GDP by 2030. Due to the effects of an aging population and low birthrate, there are concerns that Japan’s market and labor force will shrink going forward. Japanese companies will benefit greatly from operating and expanding their businesses in Southeast Asia, which has a large market, offers rich human resources and is referred to as “the world’s growth center.”

    Japan and ASEAN countries have established various cooperative partnerships in politics, foreign policy and the economy. Japan is an active participant in numerous ASEAN foreign policy and security frameworks, including the East Asia Summit (EAS), which started in Malaysia in 2005, ASEAN Regional Forum (ARF), which discusses political and security issues, and ASEAN Defence Ministers’ Meeting Plus (ADMM-Plus), the only formal meeting of defense ministers in the Asia-Pacific region. In 2020, the Regional Comprehensive Economic Partnership (RCEP) was officially signed, including Japan, China, South Korea, Australia and New Zealand in addition to ASEAN. Building an open economic sphere by providing market access and establishing economic rules is accelerating active free trade, including small and medium-sized businesses.

    While Southeast Asia is attractive to Japan, Japan must also be attractive to Southeast Asia. Southeast Asian company managers often say that decisionmaking is slow in Japanese businesses. They say this is due to a uniquely Japanese custom where multiple meetings are needed to make a single decision, and everyone has to then wait for it to be approved by the head office in Japan. Furthermore, Southeast Asians who grew up loving Japanese brands and anime are already in their 40s and 50s, while the attention of the younger generation, which is driving consumption, has been turning to South Korean and Chinese cultures as well. As such, greater efforts must be made to ensure that Southeast Asia will choose Japan as a partner.

    Last year, Japan and ASEAN celebrated their 50th anniversary of cooperative partnerships. The relationship, in fact, began as one of animosity. Japan drew the ire of Southeast Asia by exporting massive quantities of cheap synthetic rubber to ASEAN, a producer of natural rubber, and that led to holding the ASEAN-Japan forum on synthetic rubber in 1973. Friendly relations were established as Japan promised to take care not to interfere with ASEAN’s natural rubber industry. It was a perfect example of the proverb “After rain comes fair weather.” One could call 2024 the first year of the next half-century of new cooperative partnerships. Going forward, Japan’s efforts will determine how strong this partnership with ASEAN will become.

  • MIL-OSI USA: OpenET: Balancing Water Supply and Demand in the West

    At the end of 2022, 65 percent of the Western United States was in severe drought, the result of a two decades long mega drought in the Colorado River Basin that had captured headlines around the world. 
    However, it was flooding, not drought, that was making headlines when we began our research for this story about OpenET, a revolutionary new online platform geared towards helping farmers and water managers monitor and reduce water use in watersheds where supplies were not keeping up with demand.  
    The start of 2023 brought flooding to many counties in California, leaving 68 percent of the state with suddenly little to no drought. And caused Forrest Melton, the NASA Project Scientist for OpenET and Associate Program Manager for agriculture and water resources with the NASA Earth Action program, to pause our video interview after a tree fell down outside his Bay Area home on a rainy day in March, 2023. 
    Coming online again after calling the fire department, Melton didn’t seem all too optimistic that the wet conditions would last. “California tends to swing between the two extremes of drought and flood,” Melton said. He referenced the 2016/17 winter which had particularly high precipitation but was followed by dry conditions during the following years, before the relief brought by the heavy rains, and flooding, in early 2023. 
    According to NOAA’s National Integrated Drought Information System it will take more than one wet winter to replenish groundwater in many parts of the western United States. Groundwater levels across the California Central Valley and many parts of the Ogallala Aquifer continue to decline. The need for better water management remains essential, and yet the data necessary to support new approaches has not been broadly available. 
    Enter the OpenET project, a multi-disciplinary, collaborative effort to make satellite-based evapotranspiration (ET) data available to the public. Melton describes the project as providing invaluable and scientifically robust data at all scales, “that can be used to support day to day decision making and long range planning to try to solve some really long standing and important water management challenges in the West.”

    Evapotranspiration is the combined process of evaporation and transpiration, both of which transfer water from the land surface to the atmosphere as water vapor. Evaporation transforms water from the surface of the ground or bodies of water into water vapor, while transpiration is water vapor that is evaporated from plant tissues and escapes through the stomata, the tiny pores in plant leaves and stems. It is a process that is happening all around us almost all the time, but because water vapor is invisible to the human eye, it is very hard to measure on the ground.  

    To understand the effect evapotranspiration has on a local water cycle, picture a large decorative fountain. Typically, these fountains recycle the same water over and over. As a fountain runs, water is pumped out of the fountain heads, falls back into the fountain’s basin, and then flows back through the pipe system before starting the process all over again. We can think of the water remaining within this fountain’s local water system as non-consumptive water use. Some water, however, will be lost from the fountain’s local water system by evaporating from the pool’s surface or mist from the fountain’s spray.
    Imagine the fountain also has lily pads growing in its basin. The lily pads will use the fountain’s water to survive and grow, losing some of that water to transpiration. The total water lost is evapotranspiration, and is considered consumptive water use, because it cannot be reused by the fountain. Tracking evapotranspiration can tell you how much water is removed or “depleted” from a local water system, and how much water needs to be added back in to support plant growth and maintain a healthy balance between water supply and water use. If too much water leaves the fountain, it will stop running. If too much water is added, it will overflow.  
    These concepts can be applied more broadly to the hydrologic cycle as a whole, and evapotranspiration data can play an important part in designing and implementing sustainable water management practices to combat larger issues like drought, as well as both short and long-term reductions in water availability. Historically, ET data have been obtained from ground-based instruments and methods, such as weighing lysimeters, which weigh soil and plants to track the water volume lost by evaporation or transpiration. Another common method is called eddy covariance, which calculates the amount of water vapor transported away from the land surface by wind eddies as they move across the land surface. But both are expensive and difficult to install and maintain, and measurements are only representative of a small portion of an individual agricultural field. It is cost prohibitive to collect these measurements over larger areas. 

    The OpenET team saw the important niche left open by traditional evapotranspiration measurement methods and filled it. They built upon decades of research funded by NASA, USDA and USGS and developed a new platform that can take easily accessible and already available data from satellite programs, like Landsat, and combine it with weather data to calculate the ET for every quarter acre of land. Satellites can record information like the Earth’s surface temperature and how much of the incoming light from the sun is being reflected back out to space. OpenET is able to use physically-based mathematical models to combine the satellite and weather data and output accurate data on evapotranspiration rates and volumes. 
    This information is then made easily accessible through OpenET’s Data Explorer, a free web-based tool that allows anyone with an internet connection to access the data OpenET provides. Users begin by selecting an area of interest from a map of the western United States that provides data at the satellite resolution of a quarter-acre, and also broken down into known areas of interest and individual agricultural fields, each color coded with a heat map of evapotranspiration. Cooler colors indicate higher rates of evapotranspiration while warmer colors indicate lower rates. Users can zoom into specific areas on the map, and with just a click, a chart pops up showing the evapotranspiration trends for a given area, for the current year and the past five years. 
    The chart can show monthly ET trends, useful for understanding seasonal fluctuations, and also cumulative trends, useful for understanding year-to-year changes in evapotranspiration. “The OpenET team took a user-driven design approach from the beginning, and each element of the Data Explorer and the open data services is there because a water manager or farmer asked for it,” Melton explained. As we played around with the map, it became apparent how much work was put into developing this project. Scientists needed to improve models and assess the accuracy of data, programmers had to develop the user interface and data services, designers needed to make the interface intuitive enough to be impactful, agriculture and environmental groups needed to help validate the model’s accuracy, and users of all types needed to provide requirements and then test the product to make sure their needs were actually met. 
    The OpenET consortium includes NASA, USGS, USDA Agricultural Research Service (ARS), Environmental Defense Fund (EDF), Google Earth Engine, California State University Monterey Bay (CSUMB), Desert Research Institute (DRI), Habitat Seven, Chapman University, Cornell University, University of Nebraska-Lincoln and close to a dozen other universities and experts across the U.S. NASA Ames Research Center and CSUMB have played key roles in the scientific and technical leadership of the effort from the outset, working closely with DRI, EDF and the recently formed non-profit OpenET, Inc. In addition, over 100 partners from the water management, agriculture and conservation community provided user requirements and assisted with the design and testing of the OpenET platform and tools.
    “OpenET would not be possible without the contributions of each one of those partners,” Melton said. “Both on the implementation side and those who are translating the data from OpenET into solutions to long standing challenges.” 

    Models like those built into OpenET can be extremely useful tools for understanding patterns in ET and water use, but are only helpful if their accuracy is known. The OpenET science team recently completed the largest accuracy assessment to date for field-scale satellite-based ET data, comparing the satellite data to ground-based measurements at more than 150 sites across the U.S. Led by John Volk of the Desert Research Institute, the study was published in Nature Water earlier this year. A key finding was that across all sites, an ensemble value computed from six different ET models performed the best overall, leveraging the strengths of each individual satellite-driven model. 
    However, the study also found that some models performed best for particular crop types or regions, which is important information for water managers and farmers who need the most accurate data possible. Publishing the results as an open access study with all data and analysis made publicly available was also important to build trust in the data. While the study highlighted some limitations of the models and priorities for future research, the rigorous and reproducible accuracy assessment helps to build user confidence that they can use the data, while being aware of the expected accuracy for different applications of the data.  

    OpenET has already contributed to one significant win for farmers that affects how water use will be monitored and reported in the Sacramento-San Joaquin Delta. 
    This inland river delta covers 750,000 acres and is an important water resource in California, but one where accelerated demand combined with habitat loss and water quality issues has led to major concerns. In the Delta, large portions of the agricultural land are below sea level. Levees protect the fields and contain the river channels that supply water for irrigation. In 2023, the state began requiring farmers to maintain a water meter or measuring device on each diversion, where water is diverted from a river for irrigation. However, this measurement proved challenging and costly as there are thousands of diversions in the Delta, and the measuring equipment was inaccurate and difficult to maintain in this environment. In addition, water users also had to pay for meters at the locations where water that drained from the fields was pumped back over the levees and into the river channels.

    “Mostly, what the state was interested in was the consumptive use: how much (water) was actually removed from the supply in that region,” Melton said. “So, it’s the perfect place for using OpenET because evapotranspiration really is the majority of the consumptive use in the Delta, if not all of it.”
    After the launch of OpenET, farmers in the Delta worked with the Delta Watermaster, the California State Water Resources Control Board, the OpenET team and the Delta Measurement Consortium to develop an alternative compliance plan that used OpenET data to help streamline the water use required reporting for this complex region. Once the alternative compliance plan was approved, Forrest Melton and Will Carrara of NASA worked with the state Water Resources Control Board, the Delta Watermaster and water management agencies, and Jordan Harding of HabitatSeven to implement this solution. The Delta Alternative Compliance Plan, also known as the Delta ACP, allows farmers to use OpenET data to estimate their water usage; enabling farmers to complete their use reports in a matter of minutes. 
    “It’s the first time that satellite-based evapotranspiration data has been automatically integrated with a state-managed water reporting system,” Melton said. 
    Last year, more than 70% of farmers in the Bay-Delta region chose to use OpenET and to report their water use through the Delta ACP website, and they expect this percentage to continue to increase over time. 
    “The best part is that it is saving farmers hundreds of hours on preparing and submitting reports, avoiding millions of dollars in costs for farmers to deploy and maintain meters, and giving the state consistent and reproducible data on water use that has been reviewed and approved by the water user,” Melton said. 
    According to Delta Watermaster, Jay Ziegler, this approach has a clear benefit in the unique water flow setting of the Delta. “In reality, OpenET – and the use of publicly accessible data measuring ET is the only way to really discern consumptive use of water in the Delta on a reliable basis,” Ziegler said. “Candidly, we don’t really have a viable “plan B” in the absence of applying Open ET for water use reporting.”

    As water scarcity is increasingly becoming an urgent issue all around the world, it’s easy to imagine how many countries could benefit from OpenET data. 
    OpenET’s first international partnership is led by Anderson Ruhoff, a professor in Hydrology and Remote Sensing at the Federal University of Rio Grande do Sul, Brazil, where his team developed an evapotranspiration model called geeSEBAL for Brazil’s Water Agency.
    Ruhoff learned about OpenET while he was in the US on a visiting professorship in Nebraska. He was intrigued and reached out to Melton who encouraged him to attend an upcoming conference in Reno, Nevada, where OpenET would be featured. The conference was due to start in just a few days time.
    “So I had to find a last minute ticket to Reno and I’m glad I bought it, because when I arrived there they invited me to join Open ET. It was quite a coincidence,” Ruhoff said, smiling as he remembered the spontaneous decision. “We adapted our model for the US and started to participate in their work.”
    In March, 2024, Ruhoff and OpenET launched an extension of the tool, called OpenET Brazil, with financial support from the Agência Nacional de Águas e Saneamento Básico (ANA), the Brazilian national water agency. The tool, called OpenET Brazil, will have similar goals as OpenET in the U.S., and the data collected will help improve Open ET’s accuracy overall.
    Melton feels this will be a “great test case” for both working with new environmental conditions (in Brazil there frequently is more cloud cover than in the US during key parts of the growing season) and also developing new collaborations.
    “The partnership will help us figure out how we can work with international partners to make the ET data useful,” Melton said. “The key aspect of our approach to geographic expansion is that leading scientists in each country and region, like Dr. Ruhoff, will lead the implementation, accuracy assessment, and the development of applications and partnerships for their country.”
    Brazil has one of the world’s largest sources of freshwater, the Amazon River, and yet it can still be affected by drought. This is partly due to the fact that deforestation in the Amazon Rainforest has an impact on the entire region’s water cycle. Trees draw water up from the soil and during photosynthesis they release vapor into the atmosphere. This water vapor will accumulate and form precipitation. Trees are “basically a huge water pump,” Ruhoff said, and the Amazon Rainforest is large enough that it helps to produce the rainy season. But when deforestation is allowed to happen over large areas, that mechanism is interrupted. As a result of this disruption, the dry season is predicted to intensify, becoming longer and dryer, which in turn can affect crop production in Brazil as well as the rainfall that is critical for sustaining water supplies in Brazil and other areas of South America.
    “Water doesn’t see borders. It doesn’t follow our rules,” Ruhoff said. “Deforestation in one place can affect people thousands of kilometers away.”

    Studying evapotranspiration can reveal the impacts of deforestation with even more clarity. And importantly, it’s also public information. “So not only the farmers and water managers but every citizen can check how much water is being used in their area, especially during drought. It’s democratic information in that way,” Ruhoff said. “I think it’s important to have this information openly available and to try and reach as many people as possible.”
    Melton feels there’s the potential to expand the project, if more people like Ruhoff are there to lead the way.
    “There’s huge potential, but there do need to be stakeholders that come to the table and say that this is something that they’re interested in,” Melton said. “Water is so important and at times so contentious that it’s really important the data is seen as trusted. When there is a local leader, that substantially increases the likelihood that it will be trusted, and most importantly, used to bring people together to develop solutions.”

    Even when you live in a water-scarce region like California it’s easy to take water for granted. What platforms like OpenET can do for us, however, is make water, even in its most diffuse form, more visible to everyone.

    Jeonju, Jeollabuk-do – The Shincheonji Jeonju Church of Jesus hosted a grand Evangelism Seminar on October 13, attended by approximately 250 pastors and viewed online by over 117,000 people. This event marked the culmination of a 20-day festival focused on the Book of Revelation, a topic often considered complex and challenging.

    Festivities began well before the seminar, with attendees arriving hours early to experience a vibrant atmosphere filled with traditional Korean performances. Military and Nongak bands entertained crowds, creating a festival-like ambiance. Participants lined up for over a kilometer from the Jeonju IC’s ‘Honam First Gate’ to the venue, showcasing the strong interest in the seminar.

    The Chairman of the Shincheonji Church, Man-Hee Lee opened the event by inviting pastors to engage directly with his teachings, stating, “If there is anything wrong with the words I am preaching, please raise your hand and ask questions at any time.” He emphasized the significance of the Book of Revelation, explaining its current relevance and urging attendees to verify its teachings.

    The Chairman reiterated, “The contents of the Book of Revelation should not be arbitrarily added to or subtracted from,” encouraging pastors to explore and learn from the Shincheonji. Following his lecture, the attending pastors expressed their gratitude and many stated that they will relay what they have learnt to their respective churches.

    Attendees echoed the impact of the seminar. A pastor from the Jeonbuk region remarked, “It was impressive to see him strongly say that the Book of Revelation is Jesus’ promise and therefore should not be added to or taken away from it arbitrarily.” Missionary Park, who attended after watching previous seminars online, noted, “The words were shockingly refreshing. I feel like I’ve found a new guide for my future missionary work.”

    The Shincheonji Church of Jesus actively engaged with the local community, promoting the seminar’s purpose and capturing the attention of residents, who photographed the lively street parade. Earlier this month, the church’s Thomas Tribe Branch organized events to spread the message of the Book of Revelation, further enhancing community involvement.

    The Shincheonji Church expressed gratitude to all participants for their support during the 20-day event, emphasizing its ongoing commitment to sharing the fulfilled messages of the Book of Revelation. With many more future dialogue and engagements announced, the church is a representative of the many current and active initiatives in shaping and supporting the religious communities today.

  • MIL-OSI China: Chinese, Russian defense ministers hold talks in Beijing

    Chinese Defense Minister Dong Jun held talks with his Russian counterpart Andrei Belousov in Beijing on Monday.

    Noting that this year marks the 75th anniversary of the establishment of diplomatic relations between China and Russia, Dong said the bilateral relationship featuring high-level mutual trust and intensive cooperation is an exemplary model between major countries.

    The two militaries should deepen strategic cooperation and enhance the quality and effectiveness of their cooperation, Dong said, adding that both sides should continuously advance the development of military relations, firmly defend the common interests of the two countries, and work together to safeguard global strategic stability.

    Belousov said that military cooperation between Russia and China is important in safeguarding global and regional peace and stability.

    KINGSTON, NY –  Today, Army veteran Congressman Pat Ryan, alongside five fellow House Democratic veterans, slammed election-denying Republicans for their attempts to disenfranchise active duty servicemembers, and asked Secretary of Defense Lloyd Austin to guarantee that the voting rights of military personnel stationed overseas are protected. Last week, 6 House Republicans, all of whom refused to certify the 2020 election, filed a lawsuit challenging the Uniform and Overseas Citizens Absentee Voting Act (UOCAVA), which requires states to allow eligible Americans living abroad, including military personnel, to vote in federal elections. Secretary of Defense Austin is the principal executive official with administrative responsibility for carrying out UOCAVA. The letter, co-led by Navy veteran Congressman Chris Deluzio and Air Force veteran Congresswoman Chrissy Houlahan, was also signed by Marine Corps veterans Congressman Seth Moulton and Congressman Salud Carbajal, as well as Army veteran Congressman Mike Thompson.

    “Six election-denying extremists are trying to disenfranchise our men and women in uniform. It’s disgraceful and anti-democratic,” said Congressman Pat Ryan. “These are quite literally troops who raised their right hands and swore an oath to protect and defend our Constitution – and now extremists are stripping them of their constitutional rights. This isn’t about Democrats and Republicans. It’s about doing right by those putting their lives on the line for our country, and they deserve to know immediately their right to vote will be protected.”

    “The un-American efforts by my Republican colleagues attacking our service members’ right to vote is despicable. With this letter today, we are drawing a line in the sand,” said Congressman Chris Deluzio. “I will always fight like hell to ensure that every eligible American, in uniform abroad or here at home, can freely exercise their right to vote.”

    “Pennsylvania is the bedrock on which the foundation of our constitution and rights as Americans was formed. I am deeply ashamed of my colleagues who are trying to prevent members of our military, who are stationed overseas from voting in this upcoming election,” said Congresswoman Chrissy Houlahan. “We cannot allow six Republican Pennsylvanian members, the same ones who refused to certify the 2020, to toss aside those rights and disenfranchise the very people who are serving  us and are in harm’s way across the globe. I stand alongside other veterans in Congress in sending this letter to Secretary Austin to ensure our servicemembers’ fundamental rights are preserved and protected in this upcoming election.”

    The Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) was enacted by Congress in 1986. UOCAVA requires that the states and territories allow members of the United States Uniformed Services to register and vote absentee in elections for Federal offices. The legislation was last updated in 2010 to make voting easier for service members. In March 2021, President Biden issued Executive Order 14019, which put further steps in place to ensure service member’s right to vote.

    Dear Secretary Austin,

    We write to express deep concern about the actions of our congressional colleagues and request your support in ensuring overseas military personnel and Americans abroad retain their right to participate fully in U.S. elections. My colleagues are attempting to usurp the right to vote from our men and women in uniform, as well as their families. These Americans who raised their right hand and swore an oath to support and defend the Constitution may be stripped of one of the most fundamental rights it guarantees. 

    Earlier this month, six Congressmen, who all refused to certify the 2020 election, filed a lawsuit threatening the right to vote for Americans overseas. Our colleagues seek to litigate longstanding federal law at the expense of our service members. Undercutting confidence in our free and fair elections by disenfranchising our service men and women is unacceptable. Unfortunately, we must remind them that it is the Sense of Congress: that “each uniformed services voter receives the utmost consideration and cooperation when voting, each valid ballot cast by such a voter is duly counted, and all eligible American voters, regardless of race, ethnicity, disability, the language they speak, or the resources of the community in which they live, should have an equal opportunity to cast a vote and to have that vote counted.”

    As the principal executive official with administrative responsibility for carrying out The Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA), we seek further clarification on how you will carry out this Act and if this lawsuit will affect the constitutional rights of service members. UOCAVA was enacted by Congress in 1986 and was last updated in 2010 to make voting easier for service members. Executive Order 14019 puts further steps in place to ensure service member’s right to vote.

    While some of our colleagues are actively seeking to sow discord and misinformation, we urge you to carry out President Biden’s executive order and Federal Law to the best of your ability and ensure that all Americans have their constitutionally guaranteed right to participate in federal elections. 

    Thank you for considering this request. We look forward to hearing what the Department is doing to ensure that servicemembers and Americans abroad can have confidence that their ballots will be counted.

  • MIL-Evening Report: The US isn’t the only country voting on Nov 5. This small Pacific nation is also holding an election – and China is watching

    The United States isn’t the only country with a big election on November 5. Palau, a tourism-dependent microstate in the north Pacific, will also vote for a new president, Senate and House of Delegates that day.

    Why does this election matter? Palau is one of the few remaining countries that has diplomatic relations with Taiwan.

    In addition, elections in the Pacific – and the horse-trading to form government that follows – often present a chance for China to steal an ally away from Taiwan in its efforts to further reduce the self-ruling island’s diplomatic space.

    For example, there was speculation Tuvalu could flip its allegiance from Taipei to Beijing based on the outcome of January’s election, but the government decided to remain in Taiwan’s camp.

    Another Pacific nation, Nauru, did flip from Taiwan to China in January, less than 48 hours after Taiwan’s own presidential election.

    I recently visited Palau as part of a research project examining China’s growing extraterritorial reach, and was curious to see if the balance is shifting towards Beijing in the lead-up to this year’s election.

    What’s at stake in Palau’s election?

    Palau, a nation of 16,000 registered voters, has close ties to the US. It was under US administration after the second world war and recently signed a “Compact of Free Association” with the US. Palau also has a similar presidential system of government, with a president directly elected by the people every four years.

    However, there are also some key differences: there are no political parties in Palau, nor is there any replica of the absurd Electoral College voting system.

    The archipelago also has extremely polite yard signs (“Please consider[…]”, “Please vote for […]” and “Moving forward together”). Alliances are based more on clan and kinship relations than ideology (although that’s not entirely dissimilar to the US).

    This year’s presidential race is between the “two juniors”: the incumbent, Surangel Whipps Junior, and the challenger, Tommy Remengensau Junior. If either man were facing a different opponent, he would win easily. Nearly all of Palau’s political insiders deem this contest too close to call.

    Whipps has been in office since 2021. Accompanied by his beloved father, a former president of the Senate and speaker of the House in Palau, he is expected to door-knock each household at least four times.

    Remengensau isn’t a political newbie, either. He’s been president for 16 of Palau’s 30 years as an independent state. In the comments section of the YouTube live feed of a recent presidential debate, one person asked, “you’ve had four terms, how many more do you need?”

    Whipps copped flak for his tax policy, but the comments and the debate itself reached Canadian levels of politeness. As the debate wound up, the rivals embraced warmly – befitting their closeness (they are actually brothers-in-law) and their lack of discernible ideological differences.

    A ‘pro-Beijing’ candidate in the race?

    However, there is one issue that has the potential to drive a wedge between the two candidates: the China–Taiwan rivalry.

    In a recent article for the Australian Strategic Policy Institute (ASPI), Remengensau was described as a “pro-Beijing” candidate who might be inclined to switch Palau’s diplomatic relations to Beijing, cheered on by the “China-sympathetic” national newspaper, Tia Belau.

    Remengensau’s reaction to the ASPI piece was genuine fury, and aside from a few fly-in lobbyists from the US, no one in the country has taken the characterisation seriously. Yes, he is less pro-US than Whipps, reciting the “friends to all, enemies to none” mantra beloved by Pacific leaders in the debate. But that’s some distance from being “pro-Beijing”.

    Other outside commentators have also weighed in with similar viewpoints. Recent pieces by right-wing think tanks, the Heritage Foundation and the Federation for the Defence of Democracies, have pushed a similar line that every Pacific nation is just “one election away from a [People’s Republic of China]-proxy assuming power and dismantling democracy”.

    What’s really behind concerns of Chinese influence

    The basis for both allegations in the ASPI piece is a fascinating investigation by the Organized Crime and Corruption Reporting Project (OCCRP). The story detailed an influence attempt led by a local businessman from China, Hunter Tian, to set up a media conglomerate in Palau with the owner of the newspaper Tia Belau, a man named Moses Uludong. (I played a small part in the investigation.)

    The proposed conglomerate had eyebrow-raising links to China’s secret police and military. But COVID killed the deal, and today, the newspaper runs press releases from Taiwan’s embassy without changing a word.

    Palau’s media is also ranked as the most free in the Pacific, and Tia Belau is a central part of this healthy media ecosystem.

    Uludong is a pragmatic businessman who’s no simple cheerleader for Beijing, explaining to OCCRP’s journalists last year:

    The Chinese, they have a way of doing business. They are really not open.

    This doesn’t mean Chinese operations in Palau will stop, though. Representatives of the Chinese government like Tian, who is the president of the Palau Overseas Chinese Federation and has impressive family links to the People’s Liberation Army, will keep trying to influence Palau’s elites and media.

    Evidence uncovered by Palau’s media suggests some of their elites are vulnerable to capture. In recent months, the immigration chief stepped down for using his position “for private gain or profit”, while the speaker of the House of Delegates was ordered to pay US$3.5 million (A$5.2 million) for a tax violation, in part due to an irregular lease to a Chinese national.

    Chinese triads are also now involved in scam compounds and drug trafficking in Palau, which has done little to burnish China’s image among Palauans.

    Playing into China’s hands

    So, can we expect a dramatic Palau diplomatic flip after November’s election? Not anytime soon.

    But labelling respected leaders and media outlets as “pro-Beijing” with no basis, and fabricating a Manichean struggle in a nation where there’s plenty of goodwill for the US, won’t cause China’s boosters in Palau to lose sleep.

    Egging on US agencies to “do something” to counter Chinese influence in the Pacific, such as a poorly thought-out influence operation run by the Pentagon in the Philippines during the pandemic, will just play into Beijing’s hands. In the Pacific, secrets don’t stay secret for long. And if you call someone “pro-China” for long enough, one day you might get your wish.

    Samsung Electronics and KT Corporation (KT) today announced that the companies have been selected to deploy a Private 5G network for the ‘Smart Naval Port’ project by the Republic of Korea (ROK) Navy. This marks the first deployment of its kind at a Korean Naval base. The Navy is carrying forward with this project to improve the battleship and base operation support capabilities and achieve comprehensive base defense.
     
    Samsung and KT have been collaborating on this project since the summer of 2024, with a goal to complete the deployment by December 2025. The companies will build a more intelligent and fully independent network infrastructure to provide seamless coverage and enhanced connectivity for the Republic of Korea Navy 2nd Fleet.
     
    Private 5G solutions are essential to support national defense sectors, which require ultra-fast speeds and hyper-connected communications for the foolproof and effective operation management. These solutions will build a highly reliable network dedicated to the Navy, increasing security and reducing vulnerabilities.
     
    To ensure military workplace safety and efficiency, Samsung and KT will support the Navy’s Private 5G buildout by applying smart, AI-enabled connectivity solutions and powering a variety of next-generation applications. The project will establish a comprehensive Information and Communications Technology (ICT) infrastructure that encompasses 13 different systems, ranging from uncrewed vehicle operation to armory management and ammunition depot management. Specific use cases include:
     
    A digital twin of the smart Naval base will provide a three dimensional and high-definition digital replica of the base. This will enable an integrated management system that can also be used as a foundation for establishing strategy development. Insights gathered from the digital twin can inform decisions that will increase the resilience, efficiency, adaptability and autonomy of the Naval base.
    Intelligent security monitoring will enhance the Naval base defense by introducing real-time video control of operational forces and vehicles, surveillance cameras for ammunition depots and armories, and surveillance drones, incorporated with the existing Video Management System (VMS). This monitoring will deliver a holistic view of the base and all for optimal operational response in case of an emergency event through a real-time auto screen switch.
    A one-stop battleship operation management system will enable intelligent battleship operation support through all-in-one system by integrating multiple critical systems — such as navigation support, logistics management, safety management and monitoring. This comprehensive system will streamline and operationalize administrative work for the Navy personnel.
     
    “KT will contribute to establishing a standardized system for the Republic of Korea Navy through the Smart Naval Port project,” said Jun-Ho Kim, Senior Vice President and Head of Public Customer Business Unit at KT Enterprise. “We look forward to laying the foundation for the ‘Smart Naval Port’ which will improve its capability to support battleship and naval base operations.”

    NSA Research invited leading university research institutions across the country to the National Cryptologic Museum for a day-long event to tackle the ongoing challenge of securing critical cyber systems.
     
    The Laboratory for Advanced Cybersecurity Research sponsored the Science of Security (SoS) Virtual Institute (VI) kick-off meeting earlier this year.     These three VIs facilitate collaboration of industry and academic communities with NSA research liaisons, and align with the Research Directorate’s mission to anticipate technological advances, prevent disruptive technology surprise, and partner to transition research into operational outcomes, according to Dr. Rita Bush, chief of the Laboratory for Advanced Cybersecurity Research.
     
    Bush provided opening remarks and expressed her admiration of the SoS partnerships with academia.
     
    “I am truly honored to welcome the university researchers to our latest version of the Science of Security program. SoS has a long history of sponsoring innovative unclassified research at great universities,” Bush said. “I’m so pleased that we’ve been able to continue this program, and introduce a new generation of students to the kinds of cybersecurity challenges that we face in protecting National Security Systems.”
     
    In 2012, the Research Directorate began funding academic “lablets” focused on the development of a broad, self-sustaining community effort to advance the science of security. The lablets were small multi-disciplinary labs at universities across the country that perform cybersecurity, to underpin advances in cyber defense.
     
    “Building these relationships is so important because the foundational research and results of the projects will help drive improvements in cybersecurity,” SoS Program Manager Shavon D. said. “The students at these institutions are working on hard research problems that align with our Agency’s strategic goals and with the interests of the Government as a whole.”
     
    This year, lablets were replaced by VIs, a new model that will continue in the spirit of foundational research they established while also allowing projects to be added or retired as the knowledge in various topic areas advances.
     
    Research advancements from each VI will be extensively documented and widely distributed through the SoS Virtual Organization (SoS VO), an online unclassified repository for SoS community awareness, directed toward the maturing of the scientific basis for security.
     
    This year, the SoS team hosted principal investigators (school representatives) from Arizona State University, the International Computer Science Institute, University of Kansas, Ohio State University, Towson University, and Vanderbilt University. Their presentations addressed wide-ranging technical topics from the VIs including “Improving Safety and Security of Neural Networks” (AI and Cybersecurity), “Advancing Security and Privacy of Bluetooth IoT” (Trusted Systems), and “Neurosymbolic Autonomous Agents for Cyber-Defense” (Defensive Mechanisms.) There are currently 11 funded VI projects this year, including projects with Carnegie Mellon University, which was awarded a contract after the kickoff meeting.
     
    “Our research universities are a national treasure, and I want you to be aware of the impact of your work and the work of Science of Security,” said Dr. Glenn L., Acting Technical Director, Laboratory for Cybersecurity Research, during his closing remarks.
     
    Glenn shared how one of the sections in the White House’s Office of Science, Technology, and Policy 4-year Cybersecurity R&D Strategy was influenced by a Science of Security project out-brief. “Your work can have outsized impact; impact in ways that we didn’t initially imagine, informing a broad range of cybersecurity research.”

  • MIL-OSI Security: History Today, June 6: The role of signals intelligence or ‘ULTRA’ on D-Day

    The term D-Day was a shorthand expression first used in World War I to denote the date an operation was to be launched. In the earlier war, officers also used H-HOUR and M-MINUTE, but these were seldom used in World War II. Because of the scope of the 1944 operation and the momentous stakes, in common parlance, “D-Day” has come to refer primarily to the landings in Normandy.

    The Germans had occupied France since 1940. When the Americans entered the war in December 1941, U.S. strategic thinking called for an immediate landing in France in conjunction with our British allies, followed by an advance to liberate the country and then press on to Berlin. Britain’s high command argued against this course of action, pointing out, correctly, that the Germans were well dug in, American forces lacked experience in combat against the powerful foe, and neither country had yet assembled the reserve of men and materiel such an effort required.

    As a consequence, the Allies battled the Germans in North Africa, Sicily, and Italy – but by spring 1944, the time had come to land in France and carry the battle to the German homeland. Hundreds of thousands of American, British, and Canadian men readied to land on five beaches in Normandy, France, to face well-prepared German defensive positions.

    The planning for this operation, codenamed OVERLORD, was complex, but the strategic planning staff had an important asset — SIGINT. This was ULTRA, the product of cryptanalysis of high-grade enemy cryptosystems such as the now-famous ENIGMA machine. Crucial information also was derived from decrypts of reports written by the Japanese ambassador to Germany, who had toured the beachfronts of France in the autumn of 1943.
    Those who study intelligence know that ULTRA gave planners access to copious amounts of information about the German weaponry emplaced along the beaches, the order of battle of the defensive units, and the standing orders given to the defenders.

    Less well known but no less important was the information on German defensive mines in the English Channel. This was a vital factor, since Britain and the United States were transporting their combat units across the channel in hundreds of ships.

    ULTRA provided a great deal of data on German mine laying. Some of it came from communications of the boats actually creating the minefield, some of it came from instructions to German ships about cleared areas for their sailing. The information included types of mines used, as well as boundaries for closed and open channels.

    This information allowed the Allies to select mine-free routes for the ships carrying the landing parties and identify areas where minesweeping actions would be a priority.

    The official historian of British COMINT in World War II wrote, “Largely with the assistance of SIGINT, though not without much tedious analysis of it . . ., the programme was reconstructed in considerable detail — a fact which proved to be of considerable importance for the success of the landings.”

    In addition to ULTRA, U.S. ground forces had tactical COMINT personnel who accompanied deployed troops and provided intelligence from low-level German or Japanese communications.

    The U.S. Navy also had tactical COMINT teams aboard ships in the Mediterranean and European Theaters of War, called the Y Service, a term borrowed from British usage. One of the primary missions of these teams was to provide warning of enemy air attacks and to jam German radio-controlled bombs.

    Initially, the U.S. Navy had to borrow intercept operators from the U.S. Army or the Royal Navy. In early 1944, the commander of U.S. naval forces in Northwest African waters asked the Chief of Naval Operations to send twenty-four men for training in Y Service operations. He noted that the candidates should be of good intelligence, without family ties in Axis countries, wholly trustworthy, and be thoroughly fluent in idiomatic German; if any had a knowledge of German shorthand, that would be especially desirable.

    In March two officers and ten enlisted men were dispatched from the U.S. to Europe for Y Service training, which was to be provided by the British admiralty.

    As Allied forces prepared for Operation NEPTUNE, the naval phase of the Normandy landings, seven naval Y teams were deployed. Three of the teams had only British personnel; the other teams had mixed U.S. and UK personnel. It was felt that training alone was insufficient for success; the U.S. had to overcome lack of experience by integration of personnel with its ally.

    During the D-Day landings and afterward, the Y teams undertook twenty-four-hour coverage. This began on June 5 and continued through June 18. As one later report put it, “. . . [I]n the case of the Normandy Operation, Y service proved to be of little assistance because of the general lack of enemy aircraft and naval surface craft in the face of overwhelming Allied surface and air power.”

    The Y Service teams were disbanded in January 1945. By this time, the German naval and air forces were no longer a threat to U.S. and British movement of troops and support for them from the British Isles to France.

    Today is the 80th anniversary of D-Day, still the largest amphibious attack conducted in the face of an armed enemy. The sacrifice in life by British, Canadian, and American troops was heavy on this day in 1944, but the successful landings truly marked the beginning of the end for Adolph Hitler and Nazism.

  • MIL-OSI Security: Small Defense Contractors Share How NSA Gives Them a Boost

    FORT MEADE, Md. – A buzz is reverberating throughout the Defense Industrial Base (DIB) about the National Security Agency (NSA).

    Word has spread that the Agency’s new Cybersecurity Collaboration Center (CCC) offers no-cost cybersecurity services, and businesses are signing up in growing numbers, according to CCC Chief Morgan Adamski: “Companies see the value not just for their bottom line, but also for national security.”

    Established in 2020, the CCC embraces one of NSA’s primary strategies for cybersecurity: scaling public-private partnerships empowered by insights derived from foreign signals intelligence.

    To date, more than 1,000 industry partners have signed up for CCC services. These companies have broad and deep reach, ranging from major service providers that can harden billions of endpoints to small businesses that provide critical components to the nation’s most sensitive systems.

    Working together with the CCC as the bridge, NSA and its partners are sharing insights and building a comprehensive threat picture that is mutually beneficial.

    Small businesses make up the majority of the DIB supply chain (70%). These small businesses have access to sensitive Department of Defense (DoD) information, but often don’t have the technical expertise or other resources to defend their networks against a sophisticated nation state threat, said Bailey Bickley, NSA’s DIB Defense Chief.

    “These companies are an attractive target for our adversaries who are seeking to steal U.S. intellectual property in order to build their own military capabilities and economies,” said Bickley. “We don’t expect small businesses to defend against nation-state threats alone. It’s in NSA’s and DoD’s best interests to help.” 

    ‘Seamless’ Integration in 15 Minutes

    Mike T. is the founder and owner of a small defense contractor that manufactures critical components for national security systems. When he recently learned that his company’s network contained slight misconfigurations, he jumped on the issue and reached out to NSA for help.

    “We don’t want people finding a backdoor and stealing drawings and next thing you know, we are on the hook,” he said.

    Analysts at the CCC were able to enroll Mike’s company in NSA’s DIB Cybersecurity as a Service (CSaaS) offerings. As a result, the company received technical assistance to help improve his company’s network security. This included enrollment in a Protective Domain Name System (PDNS) service, which blocks users from connecting to known malicious or suspicious domains by running them through a filter —composed of commercial threat feeds and a unique threat feed provided by NSA — prior to resolving them. The integration was “seamless” and took 15 minutes, he said.

    Further, the networks for Mike’s company are now hardened against malicious nation-state actors who could steal its intellectual property, putting the nation’s insights and investments at risk.

    “As a small business, we don’t have the unlimited resources that the big players have, so we appreciate anything that gives us an edge,” said Mike, whose workforce numbers between 8 and 32 people depending on production cycles. “It is one less thing to think about, one less expense, and one less worry.”

    NSA also benefits by receiving DNS data that the CCC is able to run custom analytics over to better understand ways nation-state actors are targeting the DIB, and then, defend against them.

    The service is processing 70 million DNS queries a day and has blocked billions of malicious queries to date, including ransomware activity and known nation-state spear phishing, malware, and botnets, according to statistics compiled by the Cybersecurity Directorate’s DNS provider.

    PDNS is just one part of the CCC’s suite of services offered to the DIB that the DoD funds. Other core services provided by the DIB Defense Team are Attack Surface Management — gaining an adversarial view of a company’s network and then finding and fixing issues — and Threat Intelligence Collaboration — staying ahead of the adversary by receiving non-public, DIB-specific NSA threat intelligence.
     
    Attack Surface Management helps customers prioritize patching by providing an inventory of internet-facing assets, running vulnerability scans across those assets to determine where they may be vulnerable, then prioritizing results based off which vulnerabilities are under active exploitation.
     
    Two newer authorities, delegated by the Secretary of Defense and the DoD Chief Information Officer, underpin the CCC’s ability to engage in bilateral information sharing with companies: the 2019 National Defense Authorization Act Section 1642b, and the 2020 DIB Delegation of Authorities.

  • MIL-OSI Security: U.S. Military Academy Wins First Place at the 2024 NSA Cyber Exercise

    FORT MEADE, Md. – After months of preparation and three days of elaborate and challenging cyber operations, the U.S. Military Academy has emerged as the champion of the sixth annual NSA Cyber Exercise (NCX).
     
    The battle for the coveted NCX trophy included participants from the U.S. service academies and senior military colleges, who competed alongside individuals from multiple NSA professional development programs. A team from USCYBERCOM’s Cyber National Mission Force (CNMF) participated in a For Exhibition Only (FEO) status. All team members rose to the challenge, applying their technical, collaborative, and critical thinking skills to simulated scenarios they can expect to encounter throughout their cyber careers.
     
    “Agility and adaptability have been and will continue to be keys to our success,” Maj Gen Matteo Martemucci, deputy chief of the Central Security Service said during his welcome message “Remain alert, focused, and trust your training. This is what we prepare for.”
     
    The U.S. Air Force Academy placed second, while the University of North Georgia finished third, beating out the U.S. Coast Guard Academy, the U.S. Naval Academy, and the senior military colleges, including Norwich University, Texas A&M University, The Citadel, Virginia Military Institute, and Virginia Tech. NSA’s Cybersecurity Operations Development Program (CSODP took first amongst the development programs.
     
    This year’s NCX was the first hybrid competition since the COVID-19 pandemic, allowing institutions to participate in person or virtually.
     
    Teams engaged in offensive cyber activities against a fictional adversary that attacked a satellite downlink. Exercises focused on active attack and malware, software development, and cybersecurity policy. These, along with the final attack-and-defend cyber combat exercise, challenged participants to use their creativity and collaboration skills to prevail against complex cyber threats.
     
    “The competition is more than a trophy,” said Kenneth Allison, associate director of the Hollingsworth Center for Ethical Leadership at Texas A&M University, whose team competed in this year’s contest. “The additional knowledge and exposure to real-world challenges, the opportunities to ask questions, build confidence, and meet people that you may work with in the future – that’s what makes the NCX such a valuable part of our academic program.”

    Martemucci awarded West Point’s cyber competition team members with the NCX trophy after edging out their competition in the tournament.
     
    “Congratulations to the U.S. Military Academy,” Martemucci said during the closing ceremony. “We hope that this simulation not only deepened your understanding of the current threat environment, but also inspired you to continue to hone your skills and talents to help protect our Nation, whether in uniform, academia, government, or industry.”

    This three-day, unclassified cyber competition is the culmination of the Agency’s effort to advance strategic goals by developing and testing the skills, teamwork, planning, and decision-making of future cybersecurity professionals.

     “The most exciting part for me is witnessing our future leaders put their skills to use,” said NCX Program Manager Kelley Welch. “Throughout the year, and especially during the competition, planting the seeds giving students firsthand insight into the vast cyber career opportunities within NSA’s mission, and how they can apply their passions and skills to help secure our Nation’s future.”
     
    The final cyber combat exercise required participants to work collaboratively as they applied their cybersecurity knowledge to exploit and extract data from a physical device. Strong coordination, planning, communication, teamwork, and decision-making skills were essential to each team’s success.
     
     “I was a little intimidated at first because I assumed that we would only interact with our team members during the event,” said Joselyn Cordova-Flores, a junior at Norwich University and first-time NCX participant. “Instead, I had a chance to engage with people from NSA and different teams while working on other activities. The collaborative environment not only showed me that I have what it takes to be successful in this field, but also solidified NSA as my No. 1 career choice after graduation.”
     
    Fostering connections across the cyber defense community in a conducive learning environment is what LT Ryan Quarry, instructor for the U.S. Coast Guard Academy, finds most rewarding about the NCX.
     
    “This is a unique opportunity for students to network with their peers in other service academies, and other like-minded individuals who can help them reach their career goals,” he said. “In addition, the real-world scenarios give them immediate insight into their strengths and areas for development. These are two of many factors which make the NCX a premiere event for the U.S. Coast Guard Academy and a critical component of its cyber education programs.”

    New Zealand Defence Force—Sinking of HMNZS Manawanui

    Hon CHRIS PENK (Associate Minister of Defence): I rise to make a ministerial statement regarding the all-of-Government response to HMNZS Manawanui‘s sinking off the coast of Samoa on Saturday, 5 October. I’d also like to acknowledge the brave ship’s company and passengers, who evacuated overnight in extreme conditions, and Commander Yvonne Gray, who made the right decision to evacuate the ship. We should be incredibly proud of all of our New Zealand Defence Force personnel, who are all highly skilled and serve New Zealand without hesitation.

    With the passengers and crew safe, the Government’s focus shifted to mitigating any environmental impacts. I assure this House, the people of New Zealand, and those of Samoa that we will do everything that we can. The New Zealand Defence Force is leading the all-of-Government response to this incident, named Operation Resolution, which includes support from Maritime New Zealand, the Ministry of Foreign Affairs and Trade, the Ministry of Defence, and wildlife experts from Massey University. Operation Resolution involves working with Samoan authorities to understand the implications of this incident and to evaluate salvage options. Personnel have been clearing flotsam from the beach area, and navy divers are regularly assessing the ship’s position and the status of oil tanks onboard.

    I’d like to express our deepest thanks to the Samoan Government for their support and patience as we assess the impact of this incident on their exclusive economic zone, or EEZ, and to the Samoan personnel who rescued the ship’s crew and passengers on that fateful Saturday night. We are also grateful for the support provided by HMS Tamar of the Royal Navy, and other partners. The defence force is investigating options to mitigate the capability loss as a result of the HMNZS Manawanui‘s sinking. The navy still has diving and survey capabilities that operate independently of Manawanui and are, therefore, still available and deployable. Further considerations, including as part of the upcoming Defence Capability Plan, will provide options for broader and longer-term solutions.

    On Thursday, 10 October, Chief of Navy Rear Admiral Garin Golding announced the details of the New Zealand Defence Force court of inquiry into the matter. This inquiry will collect and record evidence and report on the sequence of events leading up to the loss of the ship, the cause of the grounding, the subsequent sinking, and details on notification procedures, along with injuries sustained and, of course, any environmental damage. We do know that there will be many questions, but the appropriate process does need to play out through the court of inquiry, which is being conducted strictly in accordance with the Armed Forces Discipline Act. The Government recognises the high level of public interest in the matter and will continue to keep the New Zealand public informed as new information comes to light, subject to privacy, national security, and commercial sensitivity concerns.

    It is important that we do not rush to speculate on what happened and also to allow the court of inquiry process to play out. While we do not yet know what caused this terrible incident, I do wish to echo the sentiments of the Minister of Defence, the Hon Judith Collins, that we do know that the ship’s captain’s gender had no role to play in the incident. Our personnel are highly skilled, and it is a testament to their courage, comradeship, and commitment that the evacuation of HMNZS Manawanui was carried out safely—that is, with no loss of life. The Government will continue to do everything that we can to continue to mitigate the impact of this incident on Samoa and the wider Pacific.

  • MIL-OSI Security: NSA/CSS Employees Donate More Than $2M for 2023 Combined Federal Campaign

    The 2023 Combined Federal Campaign (CFC) concluded on January 12, 2024, with National Security Agency (NSA)/Central Security Service (CSS) affiliate contributions exceeded NSA’s goal of $1.9 million with over $2 million donated to 1,398 charities.

    The CFC, led by the U.S. Office of Personnel Management (OPM), enables federal employees and retirees to support people and communities in need across the country and around the world.

    It is the world’s largest and most successful annual workplace charity campaign, according to Barry Boseman, chief of State and Local Affairs.
    NSA led donations in the mid-Atlantic region, which includes four states, Washington D.C., and 1,200 participating government agencies, Boseman said. The Department of Defense (DoD) total for the 2023 CFC was over $8.5 million, of which NSA contributed over 20%, and the nationwide total was $68.3 million.

    “I’m incredibly proud of the contributions that our workforce made during this year’s campaign,” said Gen. Tim Haugh, Commander, USCYBERCOM, Director, NSA/Chief, CSS. “NSA remains committed to giving back to our local communities during the CFC and beyond.”

    “The theme for the 2023 CFC was ‘Give Happy,’ as the CFC connected giving with happiness, showing that when federal employees give together, they are happier,” said Veronica Maylish Beckenstrater, NSA’s CFC program manager for the 2023 campaign.

    William “Roy” Surrett, NSA’s lead CFC senior advocate, agreed. “Thank you again for ‘giving happy’ to important causes like helping communities recover from disasters, supporting military families, ensuring education for all, and more,” he said. “There is no better feeling than to help those in need here in our local area, across our Nation, and around the world.”

    “The workforce’s dedication was vital to the success of the campaign and will bring help and hope to thousands of people as monetary and volunteer pledges go to support the missions of participating charities,” Maylish Beckenstrater said.

    Keyworkers and senior advocates distributed marketing materials, spoke at town halls, and hosted events, including charity fairs, chili cook-offs, pet contests, painting parties, and bingo games to encourage the workforce to donate to causes that mean the most to them, she explained.

    “It was innovative ideas like these that helped NSA exceed its goal this year and to show the community we care,” Maylish Beckenstrater added. “I can’t wait to see our workforce band together for next year’s campaign.”

  • MIL-OSI Security: Annual Awards Ceremony Recognizes Outstanding Contributions From Western Pennsylvania Law Enforcement Officers and Prosecutors

    PITTSBURGH, Pa. – The Law Enforcement Agency Directors (LEAD) of Western Pennsylvania recognized more than three dozen area law enforcement officers and prosecutors during its 26th Annual LEAD Awards Ceremony, announced United States Attorney Eric G. Olshan. Comprising the Western Pennsylvania heads of federal, state, and local law enforcement agencies, LEAD bestows awards annually as a way of recognizing outstanding performance from law enforcement agents and officers, as well as prosecutors.

    Notable among the LEAD Awards presented were:

    • The Lifetime Service Award was presented to (Retired) Supervisory Special Agent Louis “Lou” Weiers for his outstanding service with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). Weiers began his career with the ATF in January 1991 as a Special Agent with the Pittsburgh field office’s Arson/Explosives group, also serving as a member of the National Response Team from 1998 until 2005. Weiers was promoted to Resident Agent in Charge of the Pittsburgh Firearms Trafficking and Violent Crime group in March 2005, and was among the longest tenured supervisory investigators within the ATF upon his September 2024 retirement. Among the many investigations on which he worked during his career, Weiers served as the first-line supervisor at the 2018 Tree of Life shooting in Pittsburgh, where his group led the ATF response and firearms investigation with the Federal Bureau of Investigation (FBI); represented ATF at the September 11, 2001, Flight 93 crash site in Shanksville, Pennsylvania; and was involved in the 2014 48-day manhunt for Eric Frein, who killed a Pennsylvania State Trooper and critically injured another during an attack at a State Police barracks. Weiers also served in several acting Assistant Special Agent in Charge details within the Philadelphia Field Division throughout the decades.

    • The Courage Under Hostile Fire Award was presented to Pittsburgh Bureau of Police Officer Craig Claflin, who, as the first officer on the scene of a domestic dispute call at a Kincaid Street residence in Pittsburgh’s Garfield neighborhood in July 2024, was immediately fired upon by the assailant. Officer Claflin quickly neutralized, disarmed, and detained the assailant, saving lives and preventing injuries to neighboring civilians and fellow law enforcement officers.

    • An individual LEAD award was presented to Assistant U.S. Attorney Katherine Jordan of the U.S. Attorney’s Office. AUSA Jordan’s work has consistently involved the handling of both complex, long-term investigations and prosecutions of violent individuals and drug traffickers. During the past year, her cases included multiple long-term drug trafficking investigations conducted by FBI’s Greater Pittsburgh Safe Streets Task Force—one of which was a Title-III wiretap investigation—as well as a long-term Drug Enforcement Administration investigation into a large-scale drug trafficking organization, the latter of which included the execution of multiple search warrants in late-June 2024 that ultimately resulted in the seizure of nearly 120 kilograms of cocaine, over $1.2 million in cash, and eight firearms, in addition to the charging of numerous individuals. In September 2024, shortly after the takedown of her FBI Title-III investigation, AUSA Jordan secured a guilty verdict in the jury trial of local large-scale drug trafficker Leon Ford Sr., whom Jordan and her team of investigators had indicted and successfully convicted of conspiracy to distribute five kilograms or more of cocaine and 400 grams or more of fentanyl, as well as possession with intent to distribute 400 grams or more of fentanyl.

    • Several individuals from the ATF, along with Assistant U.S. Attorney Maureen Sheehan-Balchon of the U.S. Attorney’s Office, received a team award for outstanding performance for their seven-month investigation and prosecution of a complex illegal firearms manufacturing and distribution network out of Altoona, Pennsylvania. The criminal conspiracy involved the manufacture and sale of untraceable ghost guns, AR-15 style rifles, and “hit kits” containing a Polymer 80 privately made firearm with no serial number, a threaded barrel to attach an included silencer, subsonic ammunition, and latex gloves.

    • Members of the Mt. Lebanon Police Department, Allegheny County Police Department, Allegheny County Sheriff’s Office, and FBI received a team award for their investigation of a series of crimes involving the sexual exploitation of children.

    • Corporals and troopers from Pennsylvania State Police Troops B and D Forensic Services Units were honored with a team award for their processing of a particularly complex Pittsburgh crime scene.

    • Two U.S. Postal Inspection Service officials received individual LEAD awards for their roles in helping to uncover and disrupt criminal operations in separate investigations involving, in one case, a California-to-Western Pennsylvania drug trafficking network, and, in the other, a games of chance theft ring. Officers and agents from organizations including the Allegheny County Sheriff’s Office, ATF, FBI, Homeland Security Investigations, Internal Revenue Service – Criminal Investigation, and Pennsylvania State Police also received individual awards for their performance in a variety of incidents and investigations involving firearms, narcotics, sexual exploitation of minors, tax evasion, and public safety.

  • MIL-OSI Security: Reforestation Underway on NSA Washington’s East Campus

    As construction continues on NSA/CSS Washington’s (NSAW) East Campus, hundreds of native trees have been planted as part of the agency’s reforestation effort.

    Reforestation is the process of planting new trees in areas that have been disturbed by construction, or where there were few trees initially. The construction of East Campus required the removal of many trees that had been part of the site, in order to construct the utility infrastructure, as well as the new buildings on site.

    This reforestation effort is driven by NSA’s Environmental Management System Policy, which states that the Agency is committed to the establishment and maintenance of world-class environmental, safety, and occupational health programs, and that these programs are designed to protect the environment and health of the workforce, customers, and communities.

    “We believe it is important to be a good neighbor, so we worked to incorporate the requirements of the Fort Meade forest policy into our site layout and construction,” said Matthew Boren, chief of the Military Construction (MILCON) office within NSA’s Installation and Logistics (I&L) organization.

    Reforestation has benefits to both the environment and to the workforce.

    Environmentally, it improves and expands the natural habitat of birds and animals. A large portion of the reforestation occurred along the Midway Branch, where the reforestation trees expand the stream buffer and ensure that development does not encroach on the stream. Additionally, the trees help reduce the amount of stormwater runoff from the site, as well as improve the quality of stormwater that does leave. In turn, that protects the Little Patuxent and the Chesapeake Bay and the quality of those waters.

    Reforestation replants trees in a more natural environment and in larger numbers. This is different from landscape trees, which are standalone and singular in nature and do not provide the same habitat features, or quantity of stormwater support.

    To grow these reforestation areas, MILCON office partners with Occupational Health and Well-Being Services to enhance the NSAW campus, adding shade, storm water management, and improving the well-being of the workforce by creating a more relaxed atmosphere, according to Williams.

    Both the reforestation areas and landscape trees require care and maintenance, from normal mulching to evaluation by an arborist. Whether it is a new tree that does not thrive or an established tree that is causing issues for the surrounding forestation, they may need to be trimmed or replaced.

    I&L tries to plant a new tree somewhere close to the original spot, but in a better location, whenever one is removed.

    “Our goal is to be a great place for the next generations of Agency employees,” Boren added.

  • MIL-OSI Security: Women of Installations & Logistics Build Strong Future for NSA

    FORT MEADE, Md. – Construction is booming across the NSA/CSS Washington (NSAW) campus, with upgrades to existing buildings and the expansion of East Campus.

    Behind these innovative projects are the women of Installations & Logistics (I&L), who play a critical role in paving the way for the future of NSA. During Women’s History Month, NSA celebrates them and all of the women helping drive mission outcomes.

    Caryn O. began her career in I&L about 15 years ago and although she had no construction background when she started, she has since flourished in her role as an I&L project manager.

    “I absolutely love being in the construction field because it is really cool to see drawings and then see it actually turn into something physical,” she said.

    After joining I&L, Caryn earned a graduate degree in construction management and has since managed major upgrades to the Friedman Conference Center in 2017 and floor to ceiling renovations in the OPS1 building on NSAW’s main campus that began in 2019. According to Caryn, both projects involved obstacles that had to be overcome, including supply chain issues associated with the COVID-19 pandemic.

    Despite these obstacles, Caryn said she would definitely recommend construction as a career.

    “I enjoy working with dedicated and hard-working individuals who endure dirt, climate issues, and long hours and never complain,” she said.

    Project Manager Katie F. is leading renovations to the 70-year-old 9800 barracks buildings located east of the “Big 4” – a group of buildings on NSAW’s main campus. This $44.5M project was awarded in 2020, and the final phases are expected to be finished in April.

    “Overall, it was gratifying to support a project that improves the quality of life for service members,” she said.  “It is personally satisfying to use my background and skills to help deliver facilities that will ultimately support NSA’s mission.”

    Katie worked as a civil engineer for several years at an external organization before joining I&L’s Design & Engineering team in 2012. After several years, she decided to learn more about the construction side of projects. In 2017, she joined the Infrastructure team within Project Execution, whose mission is to improve existing spaces and infrastructure at NSAW.

    “As a project manager, I am able to leverage my work experience, as well as my master’s degrees in civil engineering and business administration, to execute projects from start to finish,” Katie said. “It was challenging to balance the requirements of various stakeholders while staying within budget and complying with the contract.”

    Katie said she enjoys learning from people with different areas of expertise.

    “It’s inspiring to watch people with diverse backgrounds, including engineering, business, and trades, collaborate to execute a successful project,” she said.

    Carolyn S. is the deputy project manager supporting the construction of the Chiari Center on East Campus. She has more than 12 years of interior design and project management experience, both external and internal to NSA. She joined NSA in August 2016 as an interior designer in the Design and Engineering office, where she gained a strong foundational knowledge of I&L’s facility design and construction requirements. She joined the Military Construction (MILCON) team in September 2023.

    Carolyn said her favorite part about the MILCON office is that every day is different, and she is able to witness all aspects of a project.

    “Being able to see designs come to life in construction and eventually become a finished building that will support some of our Agency’s biggest missions is one of the best parts of my job,” she said. “Since we are working in active construction, you never know what each day will bring.”

    Jessica M., who joined NSA as a contractor in 2010 and became an Agency employee in 2019, is currently a project manager in the MILCON office working on East Campus Building 5.

    “I enjoy the varied and changing work,” she said, adding that she enjoys the work/life balance that includes telework and a flexible schedule.

    “Being a woman in construction can be intimidating at first,” said Jessica. “According to the Bureau of Labor Statistics 1 in 10 of those in the construction industry are women. Advice I have as a woman in this male-dominated field would be to be your own best advocate, be confident enough to use your skillset and knowledgeable to make the right decisions, understand your strengths, and use all the tools you’ve acquired throughout your life to be successful.”  

    According to Jessica, she and the MILCON team work to build long-lasting facilities that will serve NSA’s workforce for the next 50 years, and keep the mission moving forward.

    “We are being good stewards for being fiscally responsible,” she said. “We are problem solvers. We look at the big picture and find how to reduce or mitigate a problem.”

    All of the women said they enjoy their work and are proud to be a part of the construction field.

    “There are many professional opportunities in construction, and women should not be intimidated by outdated stereotypes of the industry,” Katie said.

  • MIL-OSI Security: New NSA Display at BWI Honors SIGINT Support to Warfighters

    The early 1950s saw the dedication of two new organizations headquartered less than 10 miles apart: NSA and the Friendship International Airport — now Baltimore/Washington International Thurgood Marshall Airport (BWI). Nearly eight decades later, the partnership between these organizations is expanding in a new way.

    Earlier this week, Agency leaders traveled to BWI for a first look at a newly installed wall display illustrating NSA’s unique support to the Armed Forces through declassified archival imagery. This first-of-its-kind exhibit highlights the SIGINT work of the Agency and its predecessors during WWII, the Korean War, and the Vietnam War.

    “My grandfather served in WWII on the Red Ball Express, I had an uncle who served in the Marine Corps during the Vietnam War, and as a combat contingency deployer of 14 times throughout my 27 years in the military, it’s always good to see representation on the wall,” CMSgt Kenneth Bruce, Command Senior Enlisted Leader of USCYBERCOM and Senior Enlisted Advisor of NSA/CSS, said during the ribbon-cutting ceremony.

    Located in BWI’s Honor Flights corridor, the display welcomes and honors active-duty military and veterans arriving at the airport. According to Bruce, it’s important to increase awareness of NSA’s history as a combat support agency providing SIGINT and cybersecurity insights to military operations around the world.

    “We’re very appreciative of what this represents and what NSA has represented to our Nation,” Chief Bruce said on behalf of the nearly 17,000 members of the Central Security Service, who ensure the warfighter is integrated into what NSA does on a daily basis. “As these honor flights come in to BWI and thousands of service members walk through these hallways, they’ll always have a reminder of what they do and why they do it.”

    A team representing organizations across the Engagement & Policy Directorate worked for five years collaborating to ensure the design, content, and delivery was as impactful as possible in demonstrating NSA’s long-standing support to the U.S. Military, according to Stephanie Bartolowits, chief of Information Management and the project originator. The display supports the Director of National Intelligence’s Transparency Initiative and fulfills NSA’s responsibility to declassify and disseminate materials to the public.

    “We try to do a transparency project every year as an Agency to be forward-leaning, to share with the public what we do,” Bartolowits said. “We’re hoping some of these service members will be able to walk by here, recognize themselves and see these things, and know that we really appreciate them.”

    This exhibit opened less than two years after NSA launched its first-ever recruitment display at the airport, which is home to the Nation’s largest USO lounge and sees more military members traveling through than any other airport, according to Bartolowits.

    Maryland Aviation Administration CEO Ricky Smith said the partnership between BWI and NSA represents a “rich family” of Maryland-based institutions that serve the American people. “To have you present at this airport and to be able to showcase the value you bring to the community is a pleasure,” he said.

    According to Engagement & Policy Director Sheila Thomas, the NSA-BWI partnership is natural.

    “Support to military is in our core, our ethos. I can’t tell you how much it means to see this in a public arena,” she said. “This will continue on well past us, and that’s really something that’s remarkable, something we can be so proud of.”

  • MIL-OSI Security: Scouts Honored at National Cryptologic Museum’s Annual Scout Day

    “Best day of my life!” One Scout exclaimed as he left the National Cryptologic Museum’s (NCM) annual event on Saturday March 2nd, 2024.

    Rain couldn’t damper things for the scouts and their families as the event drew a near record number of attendees with more than 650 people coming through the doors of the NCM in just six hours.

    The NCM’s Scout Day was open to scouts and their families all over Maryland and beyond, with some even traveling more than two hours to take part in the festivities. Activity stations ranged from fingerprinting and robotics, to invisible ink and a scavenger hunt. With activities set up throughout the museum, kids and their parents had the opportunity to take in all kinds of lessons. In addition to cipher wheels and decoding encrypted messages, they learned about language, cryptology and the history of coding during slavery.

    Scouts could earn a Disabilities Awareness Merit Badge after completing tasks that showed what it was like to live with visual, hearing and physical impairments.
     
    Scout leaders say events like this help their scouts see the bigger picture.

    “People just don’t realize all the way from Hobos to Space Shuttle, to Military to State secrets, code has been around since the Egyptians,” said Stan Zdun, Scoutmaster for Troop 249 in Edgewater, Md. “Since the beginning of time,” he added.
     
    Jennifer Wilcox, the museum’s Director of Education, and her staff prepared for the event for months. She said that this year’s Scout Day was one of, if not the most successful to date.

  • MIL-OSI Security: Doing It Until We Got It Right: A Short History of the Pearl Harbor Investigations

    On December 7, 1941, Japanese naval aircraft swept in on an unsuspecting US Pacific Fleet and Army in the Hawaiian Islands and destroyed many American ships and aircraft. In a little over two hours, 18 warships—including eight battleships—and over 160 aircraft were knocked out of action. With Japan’s eastern flank secured, its forces would rampage through the rest of the Pacific virtually unopposed.
     
    Within days of the disaster, calls resounded from the public, press, and the government itself for an investigation into how and why such an event could occur. To many, it was not just the magnitude of the defeat, but the extraordinary unpreparedness of U.S. forces in Hawaii: Someone had to pay.
     
    However, fixing responsibility for the debacle at Pearl Harbor was complicated by the revelations about the MAGIC decrypts. MAGIC was the cover name assigned to the intelligence garnered from the decryptions and translations of Japanese diplomatic messages.
     
    From September 1940 until the attack on Pearl Harbor, American cryptologists had read the most sensitive Japanese diplomatic messages and had kept President Franklin Roosevelt informed of every Japanese diplomatic and political policy turn. But MAGIC didn’t tell Roosevelt and other government leaders what the Japanese military was planning — that information was in Japanese Navy communications, and those ciphers and codes had largely resisted the efforts of American cryptologists to break them. Any investigation of the Pearl Harbor disaster would be as much a revelation of what we didn’t know as of what we did know.
     
    The issue of culpability would not be settled in one investigation, and for many people it was never really settled at all. Ultimately, eight hearings would be held during World War II and after, culminating in a joint congressional investigation beginning on November 15, 1945. What follows is a brief summary of each.
     
    The Roberts Commission, December 18, 1941-December 23, 1942: This commission, set by presidential executive order, was charged to determine the facts of the Japanese attack and establish if any dereliction of duty had occurred. MAGIC was discussed, but who received it and the details of the reports were not covered. Not surprisingly, the hearings were hostile to the area commanders, General Walter Short, USA, and Admiral Husband Kimmel, USN. The major political and military figures in Washington were exonerated.
     
    The Hart Inquiry, February 15, 1944-June 15, 1944: The Navy Department ordered Admiral Thomas Hart, former commander of the Asiatic Fleet, to conduct a one-man inquiry on Pearl Harbor so that important testimony would not be lost by hazard of war.
     
    The Army Pearl Harbor Board, July 20, 1944-October 20, 1944: In response to an act of Congress on July 13, 1944, the Army’s adjutant general convened hearings which took testimony from 151 witnesses. MAGIC evidence was taken only during the last week of the hearings. Surprisingly, and perhaps because radio intercept information was downplayed, the board censured Generals George Marshall and Leonard Gerow (War Plans Division) for not fully advising General Short of the situation vis-a-vis Japan.
     
    The Naval Court of Inquiry, July 24, 1944-October 19, 1944: A court of inquiry was convened in response to the same congressional act of July 13, 1944. The hearings made full use of MAGIC, though the testimony on it was classified and kept from the public. The findings of the inquiry completely exonerated Admiral Kimmel. Instead, Admiral Harold Stark, chief of naval operations at the time of Pearl Harbor, was blamed for failing to adequately advise Kimmel of the critical situation prior to the attack.
     
    The Clausen Investigation, November 23, 1944-September 12, 1945: By personal direction of the secretary of war, a one-man inquiry conducted by Major Henry Clausen was detailed to obtain testimony to supplement the Army Board’s completed investigation.
     
    The Hewitt Inquiry, May 14, 1945-July 11, 1945: Similar to the Clausen investigation, the Navy secretary ordered Admiral Kent Hewitt to continue the naval inquiry.
     
    The Clarke Investigation, September 14-16, 1944 and July 13, 1945-August 4, 1945: The secretary of war ordered Colonel Carter Clarke, head of the Military Intelligence Division, which, in turn, oversaw the army’s COMINT efforts, to investigate the handling of communications by the military intelligence division prior to Pearl Harbor.
     
    On November 15, 1945, the Joint Congressional Committee Investigation into the Pearl Harbor disaster held its first session. Established by a Joint Congressional Resolution, this investigation promised to be the most thorough possible. The Truman administration released all of the relevant classified documents, including the MAGIC translations. All of the participants that were still alive, with the exception of the seriously ill Secretary of War Stimson, were examined.
     
    In 1946, the committee’s findings were released in 40 volumes. A single volume report contained 12 findings that apportioned the blame among all the principals: Hawaiian area commanders as well as the War and Navy Departments. A minority report also censured President Roosevelt but concluded, like the majority findings, that Secretary Stimson, Secretary Knox, Generals Marshall and Gerow, and Admiral Stark, as well as General Short and Admiral Kimmel, were culpable for the disaster.
     
    The hope that the investigations would finally determine who was responsible was never fulfilled.
     
    Although many figures in Washington were blamed, Kimmel and Short would bear the onus for the disaster. But the fifty years following the investigations would see a stream of “revisionist” histories and rationalizations for the major figures, such as Admiral Kimmel. Conspiracies to suppress intelligence by Churchill, Roosevelt, and others would be “exposed,” and historians would “discover” new intelligence that existed which would have saved Pearl Harbor.
     
    However, the phoenix-like nature of the Pearl Harbor controversy proved only what one of Admiral Kimmel’s lawyers wrote to him in 1953: “Pearl Harbor never dies, and no living person has seen the end of it.”

  • MIL-OSI Security: Cybersecurity Speaker Series: Preparing for Post-Quantum

    FORT MEADE, Md. – Cryptography is our first and last line of defense for the nation’s most sensitive systems. The quantum threat is real and it is imperative to modernize to protect these systems now.

    In the next video in the Cybersecurity Speaker Series released today, NSA’s Senior Cryptographic Authority, Dr. Adrian Stanger, and NSA’s Cryptographic Solutions Technical Director, Dr. William J. Layton, sat down with NSA’s Cybersecurity Collaboration Center Chief of Defense Industrial Base (DIB) Defense, Bailey Bickley, to discuss preparing for Post-Quantum.

    “In theory if you make one of these [Quantum Computers], it can solve some math problems regular computers can’t,” said Layton.  “If you were to build a very large scale one that was very reliable, that’s still some distance in the future, it could break an enormous share of all the cryptography we use in the government at home or to run the internet. Essentially the foundation of security for a lot of the world would be shaken if we didn’t do anything about that.”

    Through the Cybersecurity Speaker Series, the center highlights NSA experts to share their insights, lessons, and contributions of their work in cybersecurity. 

    Cyber is an ever-changing landscape, and part of NSA’s mission is to look out to the horizon at new technologies that will become the next generation of threats. Quantum computing will be a game changer and will introduce new and advanced threats. A “Cryptographically Relevant” Quantum Computer has the potential to break existing public key crypto according to Stanger.

     “When we talk about cryptography here, we are not just talking about breaking encryption,” said Stanger, “but also the ability to masquerade as somebody to break authentication which has a bigger and more profound effects as that allows an adversary access to systems.”

    “The real challenge is for those who are managing systems who are custom building things,” said Layton. “For all those things in the world we forget to update or have been carefully built and rarely touched getting through and finding all those places that need to be fixed over the next few years is really the big challenge we are facing.”

    We have to move out now and plan for the future. Once the first cryptographically relevant quantum computer boots up, any system not upgraded to Quantum Resistant cryptography will be susceptible to attack.

    “The take away is “don’t panic!” But plan and prepare now,” said Bickley.

  • MIL-OSI Security: NSA’s Morrison Center Earns Gold LEED Certification for Sustainability

    The Morrison Center, constructed on the National Security Agency (NSA)/Central Security Service (CSS) Washington East Campus, has received the U.S. Green Building Council’s Leadership in Energy and Environmental Design (LEED) Gold certification — the first project on the campus to earn the designation.

    “The Morrison Center demonstrates that innovative design, functionality, and environmental stewardship can coexist harmoniously to create exceptional spaces for the benefit of both people and the planet,” said Randy Westfall, chief of Installations & Logistics (I&L).

    Recent awards bestowed upon one of NSA’s newest buildings is further cementing NSA’s Military Construction (MILCON) team as a leader in sustainable and innovative builds.

    “Obtaining LEED Gold is a notable achievement, demonstrating that our next-generation operational mission space has been built with attention to both the workforce space and the larger environmental impact of our expansion,” said Jeffrey Williams, the environmental engineer responsible for East Campus sustainability.

    Williams noted that the accolades not only highlight the building’s outstanding design and functionality, but also demonstrate NSA’s commitment to environmental stewardship and efficient resource management. “The Morrison Center boasts state-of-the-art insulation, high-performance windows, and efficient HVAC systems to minimize energy consumption and thereby reduce greenhouse gas emissions,” he said.

    LEED certification is the premier, globally recognized symbol of sustainable building design and construction. While all the buildings on East Campus are built to be LEED Silver, the Morrison Center is the first NSA-owned building to achieve LEED Gold, according to Williams. This certification signifies that the Morrison Center meets stringent criteria for energy efficiency, water conservation, indoor environmental quality, and sustainable site development, he said.

    The facilities throughout the building feature low-flow fixtures to significantly decrease water usage, as well as use of water from the reclaimed water system in industrial sources, promoting responsible resource management, Williams explained. The structure prioritizes the health and well-being of its occupants by incorporating ample daylight, superior air quality control, and ergonomic design principles, he said.

    Additionally, the facility incorporates lush green spaces for storm water management integrated into the East Campus design, along with a rooftop garden and outdoor gathering areas. According to Williams, this was done to foster a connection with nature and provide a serene environment away from the mission tempo.

    Finally, during the construction — managed by U.S. Army Corp of Engineers (USACE) Baltimore District East Campus Integrated Program Office — materials were sustainably sourced. From construction to interior finishes, the building utilizes locally sourced, environmentally friendly materials with recycled content, minimizing the impact on natural resources, Williams said.
     
    Under LEED, an evaluated project scores points across six categories: sustainable sites, water efficiency, energy and atmosphere, materials and resources, indoor environment quality (IEQ), and design innovation. Certification is achieved by documenting compliance with requirements in each category.

    “The higher the degree of compliance, the higher the certification level,” Williams said. “Achieving LEED Gold demonstrates a high degree of attention to the sustainable aspects of the building’s construction.”

    The certificate marks the latest significant recognition captured by the state-of-the-art building since it opened late last year. The Morrison Center, which serves as the new home for the National Security Operations Center and the Director, also won the Association of General Contractors Marvin M. Black Excellence in Partnering and Collaboration Award and the Office of the Director of National Intelligence’s (ODNI) Intelligence Community (IC) Facilities Program of the Year.

    The Marvin M. Black Excellence in Partnering and Collaboration Award is a highly coveted honor presented annually to construction projects that demonstrate excellence and achieve success by implementing the principles of partnering.

    According to MILCON Chief Matt Boren, construction of the 843,000-square foot facility was successful due to six guiding principles established early on: putting the mission first, safety, operational readiness/schedule, quality, teamwork, and team experience.

    “This project showcases partnering at its finest,” Boren said. “Collaboration and communication among stakeholders and the team’s commitment to a ‘mission first’ mindset resulted in a facility of exceptional quality that will play a vital role in protecting our national security for decades to come.”

    The IC Facilities Program of the Year award recognizes buildings that demonstrate excellence in facility management, maintenance, and operations. The Morrison Center surpassed other facilities projects in the IC by implementing cutting-edge technologies and systems that optimize energy consumption, enhance occupant comfort, and streamline maintenance processes, Boren said.

    By employing intelligent building automation, advanced energy management systems, and efficient waste management strategies, the facility showcases a commitment to operational efficiency and sustainable practices, Boren said.

    The Morrison Center is a testament to the possibilities of sustainable architecture and design, according to Westfall.

    “The receipt of these awards solidifies NSA’s position as a trailblazer in the IC,” Westfall said. “By combining architectural ingenuity, operational excellence, and environmental leadership, this extraordinary structure has set new benchmarks for sustainable building practices.”

    As I&L looks to the future of the East Campus, the Morrison Center stands as an inspiration for architects, developers, and facility managers worldwide, Westfall explained.

    MILCON is already applying the lessons learned in collaboration and design to create future structures on East Campus.

    “Both the Chiari Center and the Kenny Center are being constructed with the goal to further establish the East Campus as the global state-of-the-art IC campus,” Westfall said.

    A Chinese mainland spokesperson on Monday warned that attempts by separatists seeking “Taiwan independence” are doomed to fail.
    Wu Qian, spokesperson for the Ministry of National Defense, made the remarks in response to a media inquiry.
    Noting that the drills conducted by the Eastern Theater Command of the Chinese People’s Liberation Army on Monday were aimed at cracking down on “Taiwan independence” separatists, Wu emphasized that the drills did not target Taiwan compatriots.
    “We will continue to strive for peaceful reunification with the greatest sincerity and the utmost effort, but we will never promise to renounce the use of force and will not leave any room for ‘Taiwan independence,’” Wu said.
    The command on Monday organized its troops of army, navy, air force and rocket force to conduct the drills in the Taiwan Strait and in areas to the north, south and east of the island of Taiwan.

    The drills conducted by the Chinese People’s Liberation Army (PLA) on Monday in the Taiwan Strait and in areas to the north, south and east of Taiwan island were a just move to safeguard national sovereignty and territorial integrity, a Chinese mainland spokesperson said.
    Chen Binhua, a spokesperson for the State Council Taiwan Affairs Office, made the remarks regarding the PLA Eastern Theater Command’s drills code-named “Joint Sword-2024B,” which involved troops from the army, navy, air force and rocket force.
    The drills were a resolute punishment and a warning against Lai Ching-te for his persistent “Taiwan independence” fallacies and separatist rhetoric, and a powerful deterrent against the provocations of separatist elements seeking “Taiwan independence,” Chen said.
    He said that since taking office as the region’s leader, Lai has been obstinately adhering to the separatist position, seriously challenging the one-China principle and colluding with external forces to continuously make provocations aimed at “Taiwan independence,” which severely undermines cross-Strait relations and poses a grave threat to peace and stability in the Strait.
    “Taiwan independence” and peace in the Strait are as irreconcilable as fire and water, Chen said, warning that if the Taiwan authorities, led by Lai, continue to instigate separatist provocations, they will plunge the people of Taiwan into an abyss of calamity.
    Chen stressed that the national reunification is an unstoppable trend of history and brooks no challenge.
    “Our determination to solve the Taiwan question and achieve national reunification is rock-solid; our ability to safeguard national sovereignty and territorial integrity is unbreakable; and our actions to punish ‘Taiwan independence’ separatist provocations and foil separatist attempts will be decisive and powerful,” Chen said.
    Chen pointed out that the countermeasures only target “Taiwan independence” elements’ separatist activities and interference by external forces, and are by no means targeting Taiwan compatriots.
    He called on Taiwan compatriots to safeguard the overall interests of the Chinese nation, keep pace with the trends of history, resolutely oppose “Taiwan independence” and external interference, and work with compatriots on the mainland to pursue a bright future of national reunification and rejuvenation.

    The Eastern Theater Command of the Chinese People’s Liberation Army (PLA) has successfully completed “Joint Sword-2024B” drills, said a spokesperson on Monday.
    Li Xi, spokesperson of the command, said the integrated joint operation capabilities of the troops were fully tested during the drills.
    Always on high alert, troops of the command will keep strengthening combat readiness with arduous training and resolutely foil “Taiwan independence” separatist attempts, Li added.
