  • MIL-OSI Global: Going off grid is a financial win for some, but it’s a threat for poorer families and the environment

    How would you like to never have another electric bill? Advances in technology have made it possible for some consumers to disconnect from the power grid — a move that was once only available to the ultra-wealthy who could afford the associated costs, or survivalists willing to trade convenience for freedom. This is no longer the case.

    A recent study I coauthored with energy researcher Seyyed Ali Sadat reveals that the balance of economics has shifted and now many families may be better off financially by cutting ties to the grid. However, this might not be a good thing for everyone.

    How did we get here?

    Back in the 2000s, solar was costly. The solar industry’s goal was to push the cost of solar panels below $3 per watt because that would produce solar electricity at a low enough cost to be economically competitive without subsidies. Over the year, the cost of solar plummeted.

    By 2011, we showed for the first time in both the United States and Canada that the levelized cost of solar electricity had reached grid parity. This means people could have a net-metered, grid-connected solar system and pay the same for electricity as the grid costs.

    Your utility meter would spin backward during the day as you amassed solar electric credits, then spin forward at night when you used grid electricity. If you sized your solar correctly, you would never pay an electric bill.

    When I moved to Michigan in 2011, I installed solar, earning a return on investment of more than 10 per cent. Many other faculty members at Michigan Tech did the same, and our area was the first to hit Michigan’s arbitrarily mandated one per cent distributed generation limit.

    Solar costs kept dropping, and ten years later, I collaborated with an engineer from Sweden — where nearly every house has a heat pump — to show that solar costs were so low they could effectively subsidize heat pumps into profitability in both northern Michigan and Ontario. Although the return on investment was modest — only a few per cent — it was enough to make solar-powered heating more viable than natural gas.

    Concern among electric utilities

    Today, more heat pumps are sold that normal furnaces in the U.S., but Canada is still warming up to them. The price of solar modules has since dropped well below $1 per watt.

    This shift caused concern among some electric companies; under their traditional business models, every new solar customer reduces their profit. Forward-thinking companies embraced solar and funded it for their customers. Some even rented their customers’ roofs for solar panel use.

    Many electric companies, however, took a different path by trying to weaken net metering. Some manipulated the rate structure by increasing unavoidable charges for customers while decreasing the electric rate, making net-metered solar systems less appealing for customers. As off-grid systems are now more affordable, this strategy could push customers away.

    Solar costs continued to drop and are now the lowest cost power in history. The costs of electric batteries also plummeted by over 50 per cent just last year.

    Grid defection is a real option

    Grid-tied residential solar systems currently dominate the market, primarily due to historical net metering. As utility rate structures shift away from real net metering, increase unavoidable fees or restrict grid access, solar consumers are finding that going off-grid is becoming more economically viable.

    Our recent study shows that grid defection is economically advantageous for many families because of these rate structure changes.

    Consider a typical family in San Diego, for example. After an initial investment of $20,000 on the off-grid system (solar, diesel generator and batteries), they could pay 45 per cent less for electricity than if they remained connected to the grid.

    The system would pay for itself in just six years, and even with a battery replacement, they would break even again in year eight. Over the lifespan of the system, these families could save over $40,000 in electricity costs.

    Since our analysis using data from one year ago, battery costs have dropped even further, increasing the return on investment. Locations that were previously on the borderline of economic viability are now clear opportunities for grid defection.

    These trends, coupled with increasing grid electricity costs and decreases in both solar and battery costs, have made economic grid defection a salient issue.

    But this also raises concerns about potential “utility death spirals,” where as more customers leave the grid to save money, the ones who are left face higher electricity costs, prompting even more to leave until the utility is bankrupt.

    Stay on the grid

    This trend raises two major concerns. First, those who can’t afford to leave the grid — often the poorest households — will end up paying the most for left-over fossil fuel electricity from the grid. Leaving the grid requires a hefty up-front cost, and not everyone can afford it.

    Second, our research shows that the diesel generators used as back up for off-grid solar and battery systems will cause significant pollution — even more than the grid in some locations.

    Our results show that regulators must consider mass economic grid defection of PV-diesel generator-battery systems as a very real possibility in the near future. To prevent utility death spirals and increased carbon emissions, it’s imperative we have rate structures that encourage solar producers to remain on the grid.

    The worst thing regulators can do is allow the electric utilities to increase unavoidable costs for their short-term profits. This can backfire, as utilities will lose customers entirely in the long run. With solar and battery costs continuing to decline, this problem is only becoming more urgent.

    Floridians Must Listen to Local Authorities as Hurricane Milton Makes Landfall; FEMA Administrator Traveling to Florida Tonight Ahead of Landfall

    Hurricane Milton will be catastrophic; FEMA is working in close coordination with state and local officials 

    WASHINGTON – Ahead of Hurricane Milton’s landfall, FEMA Administrator Criswell will travel to Florida tonight to work alongside state and local officials as they prepare for the impacts of this catastrophic storm. Floridians in the storm’s path must continue following the instructions of local officials, as the storm is expected to bring destructive storm surge along portions of Florida’s west coast as well as devastating hurricane-force winds, heavy rainfall and life-threatening flooding across the Florida Peninsula. 

    Floridians in Milton’s path in vulnerable parts of the state have been ordered to evacuate. Those who have stayed behind are urged to go immediately. Many residents outside of mandatory evacuation zones will experience significant rain and hurricane force winds. 

    FEMA has over 1,000 responders on the ground in Florida supporting Milton and previous disasters. There are over 1,400 search and rescue personnel pre-staged to support Milton response efforts.

    FEMA and its federal partners are leaning forward and already pre-positioned resources to support local and state response efforts ahead of Hurricane Milton. FEMA pre-staged seven FEMA Incident Management Assistance Teams, eight federal Urban Search & Rescue and swift water rescue teams, three U.S. Coast Guard Swift Water Rescue teams, 10 HealthCare System Assessment Teams, two U.S Army Corps of Engineers temporary power teams, debris experts, Environmental Protection Agency wastewater experts, over 400 ambulances, 20 helicopters prepared to support media requirements following landfall, and 60 High Water Vehicles with ladders from the Department of Defense. 

    Additionally, FEMA has five incident staging bases with commodities including food and water. Right now, FEMA has 20 million meals and 40 million liters of water ready to deploy to address ongoing Helene and Milton response efforts with capacity to expand as needed.

    President Biden granted emergency declarations for the state of Florida and the Seminole Tribe of Florida for Hurricane Milton, enabling FEMA to provide direct assistance to the state, local and tribal response, preposition supplies and response assets and mobilize hundreds of personnel in the state, many of whom were already in place supporting the Hurricane Helene response.

    Stay Safe in the Storm

    Those in the path of Hurricane Milton should take every precaution as the storm passes through.

    • Move to higher ground: Free shuttles are operating this morning in Manatee, Pinellas, Pasco, Hillsborough and Sarasota counties. To locate shuttle locations, visit www.FloridaDisaster.org/updates.  Residents may also use Uber code MILTONRELIEF to receive free Uber ride to a shelter.
    • Shelter in place: Do not attempt to travel during the storm. Hurricane winds are expected to impact a significant portion of the state, far away from the eye of the storm. Flash flooding, tornadoes, high-velocity debris, fallen trees and power lines will pose a significant danger.
    • If you do not feel safe in your home: A list of emergency shelters, including those that can accommodate people who need assistance and those who have pets can be found at Shelter Status | Florida Disaster. If you plan to go to a shelter, do so before the storm arrives. 
    • Stay out of floodwater: Walking or driving through flood waters is extremely dangerous. Standing water may be electrically charged from underground or downed power lines or contain hazards such as wild or stray animals, human and livestock waste, and chemicals that can lead to illness. 
    • Be prepared for service outages:
      • Fill and freeze empty water bottles to help keep food cool in the event of a power outage. Fill your bathtub so you have a clean water supply in the event of water service disruption.
      • Charge all electronic devices, then put them in low power or battery saver mode. While cell service and power may be disrupted during the storm, your phone is a lifeline to family, friends, emergency assistance and alerts. Preserve your batteries so your devices are ready if you need them. Text messages or social network sites may be the best way to get in touch with family and friends as Hurricane Milton moves through the state.
      • Use only flashlights or battery-powered lanterns for emergency lighting. Never use candles during a blackout or power outage due to extreme risk of fire.
      • When using generators, always use them outdoors and at least 20 feet from windows, doors and attached garages. Make sure to keep the generator dry and protected from rain or flooding.

  • MIL-OSI Security: Defense News: India hosts Australia, Japan and U.S. forces in Exercise Malabar 2024

    VISAKHAPATNAM, INDIA – Australia, Japan, and U.S. forces joined the host Indian Navy for an opening ceremony to celebrate the launch of field-training exercise Malabar 2024 in Vishakhapatnam, India, on Oct. 9.

    The ceremony and associated shore-phase activities will be followed by scheduled at-sea exercises involving in the Bay of Bengal, India.

    “I’m fired up to be here today with my counterparts as our navies train together in the Indian Ocean to strengthen our combat readiness, maritime integration, and interoperability,” said Adm. Steve Koehler, commander, U.S. Pacific Fleet. “Malabar is a great example of a combined team operating together in order to deter conflict and reinforce our shared commitment to a free and open Indo-Pacific.”

    This year marks the 28th iteration of the Malabar exercise, which began in 1992 as a bilateral exercise between the United States and India. The exercise has since evolved in scope and complexity and now includes Japan and Australia. This marks the fifth time that all four nations have participated in Malabar to advance the collective planning, integration and employment of advanced warfare tactics across participating nations.

    “Malabar 2024 reaffirms Indian Navy’s commitment to maritime security and cooperation among like-minded nations in the Indo-Pacific,” said Vice Adm. Rajesh Pendharkar, Flag Officer Commanding-in-Chief, Eastern Naval Command (ENC). “Our joint efforts aim to enhance operational synergy and foster stronger bonds of friendship. Together, we look towards safeguarding our shared values and achieve peace and stability in the region.”

    At-sea exercises are scheduled to include combined training in the surface, sub-surface, air and information domains.

    Eight ships and nearly a dozen aircraft are scheduled to take part in the exercise.

    “It has been 17 years since the JMSDF participated in Malabar for the first time in 2007,” said JMSDF Vice Adm. Katsushi Omachi, commander in chief, Self Defense Fleet. “I believe Malabar will contribute to the peace and stability, as well as the rules-based maritime order, which lead to a free and open Indo-Pacific. Japan-U.S.-India-Australia collaboration is now getting closer than before and I am expecting the multilateral bonds among the navies will deepen.”

    Representing the U.S. in the exercise are a P-8 Poseidon aircraft assigned to Commander, Task Force 72 and the Arleigh Burke-class guided missile destroyer USS Dewey (DDG 105), which operates under Commander, Task Force 70 and Destroyer Squadron (DESRON) 15, the Navy’s largest DESRON and the U.S. 7th Fleet’s principal surface force.

    The Murasame-class destroyer JS Ariake (DD 109) is representing the Japan Maritime Self-Defense Force. Australia is represented by the Royal Australian Navy Anzac-class frigate HMAS Stuart (FFH 153) and a Royal Australian Air Force P-8A Poseidon maritime patrol aircraft. The host contingent from India includes the first-in-class guided-missile destroyer INS Delhi (D 61), as well as at least four other surface combatants and aircraft.

    Australian, Indian, Japanese, and U.S. maritime forces routinely operate together across the Indo-Pacific in support of regional security and stability.

    “Exercise Malabar is a significant Indo-Pacific maritime activity that deepens interoperability and collaboration among key regional partners,” Australia’s Joint Force Maritime Component Commander, Commodore Jonathan Ley, said. “Australia has participated in previous iterations of Exercise Malabar, was honoured to host the exercise in 2023 and is pleased to participate again in 2024 as part of the Australian Defence Force’s ongoing program of regional presence and engagement.”

    The lead of this year’s exercise is India. The Malabar planning and exercise lead rotates each year among participating nations, along with the exercise location to demonstrate the combined ability to exercise across the entire Western Pacific and Indian Ocean.

    U.S. 7th Fleet is the U.S. Navy’s largest forward-deployed numbered fleet, and routinely interacts and operates with allies and partners in preserving a free and open Indo-Pacific region.

  • MIL-OSI Security: FBI Assists in Identifying Victims of Tennessee Floods

    FBI agents often dust for fingerprints to track down criminals and unravel complex cases. But this mission was different. The fingerprints here are not about solving crimes—they are about providing answers in the face of a tragedy that devastated parts of their community.

    After deadly floods swept through East Tennessee and Western North Carolina last week, the FBI has joined local authorities in the grim task of identifying victims. Special agents from the FBI’s Johnson City Resident Agency are working alongside the Tennessee Bureau of Investigation (TBI) and the Northeast Regional Medical Examiner’s Office at East Tennessee State University, employing cutting-edge technology to provide grieving families with some semblance of closure.

    In a region mostly unfamiliar with natural disasters, the flood’s devastation has left communities reeling. But the FBI’s involvement here is somewhat atypical. Known usually for connecting crime scenes to criminals, the FBI’s fingerprint expertise is being used not to solve crimes but to reunite families with loved ones.

    “When you’re doing this, you still take extra care because that was a human and that was somebody’s loved one, it was somebody’s mother, brother, sister,” said Special Agent Paul Durant, who has been with the FBI for five years. “It’s tough, but it’s rewarding to know that we can provide some answers to families who are suffering.”

    Durant, alongside Special Agent Reanna O’Hare, used electronic fingerprint devices to collect prints from victims, sometimes resorting to advanced forensic methods to recover identities. The fingerprints were sent directly to the FBI Laboratory in Quantico, Virginia, using smartphone technology, streamlining what can otherwise be a lengthy process.

    FBI Special Agent Paul Durant at the William L. Jenkins Northeast Tennessee Regional Forensics Center where agents have been working with state and local partners to help identify flood victims from North Carolina and Tennessee.

    The process is both emotionally and physically taxing. The agents often had to work with severely compromised remains made unidentifiable through traditional means. Some victims were swept across state lines from North Carolina into Tennessee, compounding the challenge.

    “The first time I walked into the morgue, I was hit with a sense of disbelief,” Durant said. “I had never been to a medical examiner’s office before, so it was surreal. You know what your job is, but it doesn’t fully sink in until you’re standing there, face to face with the victims. That’s when it becomes real, and you switch into work mode. There were days when it was overwhelming—seeing the destruction and hearing the stories. But at the end of the day, knowing we can help identify these victims and bring some comfort to their families makes it all worth it.”

    Special Agent O’Hare, who has served as the senior team leader on the Knoxville FBI’s Evidence Response Team, echoed the sentiment: “And just seeing the pictures and knowing that people have lost everything, including their family members, it’s devastating.”

    The FBI’s files only have fingerprints that are lawfully collected and the identification effort was not without its technical challenges. In several cases, agents had to use advanced forensic techniques to obtain usable prints. This method, often seen as a last resort in forensic work, is both unsettling and necessary for precise identification.

    “Knowing we have this unique access to national fingerprint files that others might not is critical,” said O’Hare, emphasizing the FBI’s role in tapping into Department of Defense and Department of Homeland Security databases. “We’ve been able to identify some victims who otherwise might have remained unknown.”

    The FBI’s efforts in these floods are part of a broader collaboration with local and state authorities. Special Agent J.D. Anderson, the aupervisory senior resident agent overseeing the efforts in Johnson City, stressed the importance of such partnerships. “Our hearts go out to the families affected by this tragedy. We are committed to doing everything in our power with our partners to bring them closure.”

    “It’s not just about the fingerprints; it’s about the people and the families we’re serving,” said Joe Carrico, special agent in charge of the FBI in Tennessee. “Our role is to support our state and local partners in bringing answers to those who need them most. In moments like these, it’s impossible not to feel the weight of that responsibility.”

    Durant and O’Hare relied heavily on the Mobile Biometrics Application (MBA) and Special Processing Center (SPC) teams to expedite the identification of victims. These specialized units, operating out of the FBI’s Criminal Justice Information Services in West Virginia, provided agents in the field with real-time support, often pulling fingerprints and running them through reference files within minutes. In some cases, results were returned in as little as 15 to 20 minutes, streamlining the identification process during critical moments.

    The MBA team, in particular, played a vital role by not only processing prints swiftly but also actively monitoring quality control and troubleshooting more difficult cases. When automated systems didn’t yield a match, the SPC team took over, applying manual processes to assist with identification. This seamless coordination between field agents and the FBI’s lab-based experts highlights the bureau’s ability to deploy advanced technology in disaster zones, ensuring that victims’ families receive answers as quickly as possible.

    While working to bring closure to grieving families, the agents also feel the storm’s personal impact. Special Agent O’Hare’s daughter and grandchildren evacuated from North Carolina to stay with her in Upper East Tennessee after being displaced by power loss. They plan to return to their town later this week now that power has been restored. “I joined the FBI to help people,” O’Hare said. “In situations like this, that’s why I am doing my very small part to try to provide some closure for the families of the victims.”

  • MIL-OSI Europe: Highlights – 14 October: Assistance to Ukraine, Egypt and Jordan, TDI Report and Forced Labour – Committee on International Trade

    At its 14 October meeting, INTA Members will exchange and vote on the financial assistance package in support of Ukraine consisting of a Ukraine Loan Cooperation Mechanism and an exceptional Macro-Financial Assistance (MFA) loan of up to €35 billion.

    Members will also consider two macro-financial assistance programmes: one for Egypt and one for Jordan. Council adopted a short-term MFA of up to €1 billion on 12 April 2024. The current MFA proposal for Egypt would complement the existing €1 billion MFA with a longer-term operation of up to €4 billion. The proposal for a new MFA operation to Jordan is worth up to €500 million dates back to 8 April 2024.

    Chief Trade Enforcement Officer Denis Redonnet will present the 42nd Annual Report on the EU’s Anti-Dumping, Anti-Subsidy and Safeguard activities and the Use of Trade Defence Instruments by Third Countries targeting the EU in 2023.

    INTA and IMCO will also jointly examine the draft corrigendum of the Forced Labour regulation adopted in the previous legislature.

    Governor Kathy Hochul today announced that 65 New York National Guard Soldiers and Airmen will deploy to Florida on Wednesday, Oct. 9 to assist the Florida National guard in responding to Hurricane Milton, which is expected to hit Florida’s west coast late on Wednesday.

    “As hurricanes wreak devastation along much of the Southeastern United States, we are stepping up to support response efforts for those in need,” Governor Hochul said. “I am deploying the New York National Guard to protect Floridians in the path of Hurricane Milton — offering resources, assistance and standing united with our neighbors in this time of crisis.”

    The New York National Guard will deploy 65 Soldiers and Airmen to Camp Blanding Joint Training Center near Jacksonville, Florida. The New York Army National Guard will deploy 41 Soldiers from the 27th Infantry Brigade Combat Team in Syracuse and 10 Humvees to provide general purpose support as required by circumstances. The Soldiers will deploy to Florida on board a C-17 Globemaster III transport flown by the New York Air National Guard’s 105th Airlift Wing based at Stewart Air National Guard Base in Newburgh.

    The New York Air National Guard will deploy 24 pararescue Airmen from the 106th Rescue Wing which is based at F.S. Gabreski Air National Guard Base in Westhampton Beach on Long Island. The Pararescue Airmen are all trained EMTs who go through extensive training that involves parachuting, scuba diving and survival skills. The Airmen will deploy with watercraft and specialized vehicles. They will deploy from Gabreski Air National Guard Base to Florida on board the wing’s organic HC-130J search and rescue aircraft. The New York National Guard contingent will be on the ground north of the hurricane’s expected landfall before the storm hits.

    Major General Ray Shields said, “At the direction of Governor Hochul, the New York National Guard is ready to support our fellow citizens in Florida, as Hurricane Milton heads for their state. Our Soldiers and Airmen are simply amazing at the way they respond on very short notice. I could not be prouder of their dedication and professionalism. They continue to make a difference in people’s lives every day. At the same time, the Citizen Soldiers and Airmen we have already deployed are continuing their support of the response effort in North Carolina.”

    The New York National Guard currently has 48 Soldiers and Airmen deployed, including Army engineers and CH-47F Chinook heavy lift helicopters on storm response missions in North Carolina.

    The 9th Polish-Czech intergovernmental consultations were held in Prague. The meeting was chaired by Prime Minister Donald Tusk and the head of the Czech government, Petr Fiala.   • MIL-OSI Asia-Pac: INS TALWAR ARRIVES SOUTH AFRICA TO PARTICIPATE IN IBSAMAR VIII

    Indian Navy’s frontline stealth frigate, INS Talwar, arrived at Simon’s Town, South Africa, on 06 Oct 24 to participate in the eighth edition of IBSAMAR, a joint multinational maritime exercise among Indian, Brazilian, and South African Navy scheduled from 06 to 18 October 2024.

    The exercise aims to enhance interoperability and strengthen cohesion between the three navies. The broad concept is based on Blue Water Naval Warfare, encompassing the dimensions of Surface and Anti-Air Warfare.

    The harbour phase of IBSAMAR VIII will include professional exchanges, Damage Control & Firefighting drills, Visit, Board, Search, and Seizure drills, cross-boarding, aviation safety lectures, joint diving operations, an Ocean Governance seminar, sports interactions, cross-decks visits, and interaction among Special Forces and Junior Officers.

    Multi-lateral interactions are crucial bridges of friendship that increase mutual trust and enhance interoperability among navies of like-minded littoral nations towards the common goal of a peaceful maritime domain and positive maritime environment.

    Defence cooperation between India and South Africa is on an upward trajectory. Operational Sea Training and Submarine Rescue Support have been commenced between both navies since the 12th edition of Navy-to-Navy talks held on 26-28 August 2024 at New Delhi. The visit of INS Talwar aims to further strengthen the ties and reaffirm India’s commitment to constructive collaboration and mutual growth.

    INS Talwar was commissioned on 18 June 2003 and is a part of the Indian Navy’s Western Fleet, based in Mumbai under the Western Naval Command. The ship is commanded by Captain Jithu George.

    The Opening Ceremony of MALABAR 2024 under the aegis of Eastern Naval Command was held onboard Indian Naval Ship Satpura at Visakhapatnam on 09 Oct 24. The 28th edition of the multi-national maritime exercise that commenced on 08 Oct 24, would extend till 18 Oct 24. MALABAR, which was initiated in 1992 as a bilateral exercise between India and the US, gained further traction as a significant maritime engagement, with Japan and Australia joining in subsequently.

    The ceremony, hosted by Vice Admiral Rajesh Pendharkar, Flag Officer Commanding-in-Chief, Eastern Naval Command, was attended by senior naval and military dignitaries from participating nations. The heads of delegations and other dignitaries participating included General Yoshihide YOSHIDA, Chief of Staff, Joint Staff, Japan, Admiral Stephen Koehler, Commander US Pacific Fleet, VAdm Katsushi OMACHI, C-in-C, Japan Self Defence Fleet and RAdm Chris Smith, Commander Australian Fleet. The crew and planning staff of participating Ships, Aircraft and Special Forces from Australia, India, Japan and the USA were also present. The Commanders of all participating navies acknowledged the importance of Ex MALABAR in enhancing understanding, collaboration and engagement to address common maritime challenges and to create cooperative framework.

    The exercise will be conducted in two distinct phases both at Harbour and at Sea. MALABAR 2024 will witness live weapon firings, complex surface, anti-air and anti-submarine warfare drills and joint manoeuvres. The high-tempo event will witness participation by destroyers, frigates, corvettes and fleet support ships along with long range maritime patrol aircraft, jet aircraft, integral helicopters and submarine assets.

    The exercise brings together like-minded nations to further enhance the ability to train and operate jointly, towards establishing the synergy critical to achieve shared objectives. The exercise is aligned with the Indian Government’s vision of Security & Growth for All in the Region (SAGAR) and reflects India’s growing engagement with like-minded nations.

    On October 8, 2024, the Council of Ministers adopted the Medium-Term Budgetary and Structural Plan for 2025-2028. The scale and pace of fiscal consolidation are fully compliant with all requirements set out in EU regulations and European Commission guidelines. The Plan will be implemented by implementing appropriate measures in subsequent budget laws until 2028 and in annual reports on the implementation of the Plan, published by April 30. In connection with the Reform of Economic Governance in the European Union, which entered into force in April this year, the medium-term budgetary and structural plan. The Plan, which is a fiscal strategy for 2025-2028, presents a path for reducing the deficit and debt of the general government sector, while at the same time ensuring that economic growth and public investment are maintained. Contents of the Plan The Plan assumes reducing the nominal deficit below 3% of GDP in 2028 and, as a result, exiting the excessive deficit procedure and introducing the debt onto a path of its gradual reduction (ultimately below 60% of GDP). The most important element of the Plan is the sector expenditure path until 2028, which should ensure compliance of the sector deficit and debt with EU regulations in the medium term. The implementation of this scenario requires the government to take appropriate actions (the Plan presents only a framework consolidation structure). The Plan assumes using the possibility provided for in EU regulations to unevenly distribute the deficit reduction over the period covered by the Plan. As a result, next year it is planned – in line with the draft budget act for 2025 – to reduce the primary structural deficit by 0.25% of GDP. This then means a correspondingly greater effort in the next 3 years of the Plan (on average slightly above 1% of GDP in 2026-28). The sector deficit forecast for 2024-2025 presented in the Plan is consistent with the forecast for the draft budget act for 2025. After increasing to 5.7% of GDP in 2024, the sector deficit will be reduced in subsequent years and is to reach 2.9% of GDP in 2028. EU regulations do not require the presentation in the Plan of all measures leading to deficit reduction. These, depending on the development of the deficit, economic growth and the actual effects of already planned measures, will be implemented in subsequent years and presented in annual reports on the implementation of the Plan. However, the Plan presents the first measures supporting deficit reduction in the Plan period.

    Throughout the entire period of the Plan, a significant challenge will be the need to implement high defense expenditures while reducing excessive deficits and ensuring that economic growth and public investment are maintained. Defense expenditures in subsequent years within the Plan horizon will result from the limits specified in the Homeland Defense Act (no less than 3% of GDP) and will be significantly higher than those incurred before Russia’s aggression against Ukraine. Expanding defense capabilities is also one of the common priorities of the EU. Defense expenditures in the so-called cash approach, used in the Polish budget act, are the largest in OTAN. The projected sector debt-to-GDP ratio for 2025-2028 is consistent with the fiscal adjustment path and compliance with the net expenditure path presented in the Plan. The forecasted sector debt-to-GDP ratio will amount to 54.6% in 2024 and 58.4% in 2025. Then – mainly as a result of high defence expenditure – it will increase to 61.3% in 2027 and in 2028 it will decrease to 61.2%, which is consistent with the Public Finance Sector Debt Management Strategy for 2025-2028. The debt-to-GDP reference value of 60% will be exceeded in 2026. Forecasts and simulations of the development of the sector debt discussed in detail in the budget part of the Plan confirm that after eliminating the excessive deficit and in the absence of further changes in budgetary policy, the debt – even in the case of adverse shocks – will return to a level below 60% of GDP in 2030. The three alternative scenarios presented below assume: a permanent deterioration in the structural primary balance (SPB) by 0.5 percentage points of GDP, a one-year increase in the short and long interest rate by 1 percentage point, a permanent deterioration in the ratio of real economic growth to interest rates by 1 percentage point.

    Part of the Plan was prepared by the Ministry of Development and Technology and includes reforms and investments planned for implementation by 2028, which contribute to the implementation of the EU Council recommendations for Poland (so-called CSR) issued annually during the European Structural Funds and to the implementation of the common EU economic priorities: a fair ecological and digital transformation, including climate goals; social and economic resilience, including the European Pillar of Social Rights; energy security. This set does not constitute a comprehensive list of the portfolio of reforms and investments that Poland intends to undertake in the coming years. Assessment of the Plan by EU institutions After adoption by the Council of Ministers, the Plan will be forwarded to the Commission and the EU Council. The Commission will have about 6 weeks to assess the Plan and prepare a draft recommendation of the EU Council establishing the expenditure path. Then, in early 2025, the Ecofin Council will adopt, in parallel with the recommendation establishing the expenditure path, recommendations for Poland regarding the elimination of the excessive deficit. The reformed economic governance framework allows, unlike before 2024, to spread the reduction of the excessive deficit over a longer period, in principle 4 years, and to base the consolidation path on the country’s position presented in the Plan. The implementation of the Plan will be monitored through reports, prepared annually by the end of April. The report will present, among other things, progress in implementing the expenditure path established by the Council and up-to-date information on measures supporting compliance with the path, in particular those contained in the budget law. Informe will also include information on Poland’s implementation of the recommendations of the EU Council and the common priorities of the Union. The report may include new significant policy initiatives, in particular in the area of reforms and investments. The first report will be submitted for adoption by the Council of Ministers in April 2025 and will be published no later than 30 April.

    Asheville, NC – Today, Congresswoman Kathy Manning (NC-06) traveled to western North Carolina where she was joined by Small Business Administration (SBA) Administrator Isabel Guzman and Asheville Mayor Esther Manheimer to view the devastation caused by Hurricane Helene and the extensive response efforts underway. They listened to business owners discuss the challenges they face and explained how federal resources can aid in the recovery and rebuilding of affected communities.

    Congresswoman Manning visited the historic Biltmore Village, where two-story high flood waters destroyed shops and restaurants and left layers of thick mud, and the recently renovated River Arts District, where the storm tore buildings apart and decimated breweries, artists’ studios, and collaborative galleries. Manning spoke with small business owners who are deeply concerned that their businesses will be closed during the peak tourism season. She also visited a local SBA help center, where business owners are receiving assistance with completing their SBA applications for disaster aid.

    “The devastation caused by the storm is heartbreaking. Over 80% of Asheville remains without water and power, yet the resilience of the people I met is remarkable. I was also impressed by the knowledgeable team from the SBA and am grateful for Administrator Guzman’s clear explanation of the available funds for affected areas and how the Biden-Harris Administration has streamlined the relief process, ensuring that aid reaches people more quickly. We are fortunate to have such dedicated emergency relief workers,” said Congresswoman Kathy Manning. “Based on our discussions, it is clear that more funding is needed for the disaster relief effort. Congress must ensure that affected communities receive the resources needed for recovery and rebuilding, both now and in the months to come. I stand ready to return to Washington without delay to advocate for the people and communities impacted by this unprecedented storm.”  

    On September 29, 2024, President Biden granted Governor Cooper’s request for a Federal Major Disaster Declaration for Hurricane Helene to provide immediate federal assistance to North Carolinians in designated disaster areas.   

    Federal, state, and local partners are actively collaborating to mobilize resources into western North Carolina. These response efforts include search and rescue operations, wellness checks, the delivery of essential supplies such as food and water, removing debris to clear roads and bridges, restoring critical services like water, sewer, and electricity, and conducting damage assessments.  

    President Biden has directed the Department of Defense to deploy 1,500 active-duty troops to support North Carolina’s 2,800 active-duty National Guardsman responding to the disaster. This deployment is in addition to the more than 7,000 federal personnel currently assisting with response efforts across all affected areas.

  • MIL-OSI USA: Gillibrand Holds Roundtable With Veterans To Discuss Bipartisan Legislation That Would Address Epidemic Of Traumatic Brain Injuries In Service Members and Veterans

    Following a disturbing report showing that service members are sustaining crippling traumatic brain injuries as a result of firing their own weapons, U.S. Senator Kirsten Gillibrand held a roundtable with veterans at VFW Post No. 9587 in Staten Island to discuss the her Blast Overpressure Safety Act, legislation to address traumatic brain injuries among service members and veterans. Service members who regularly fire heavy weapons are at increased risk of brain injury as a result of repeated exposure to explosions or blasts from their own weapons and explosives – otherwise known as blast overpressure. These brain injuries can cause depression, anxiety, cognitive problems, hallucinations, panic attacks, violent outbursts, suicidal tendencies, psychiatric disorders, dementia, and a variety of other serious health problems. At least a dozen Navy SEALs who have died by suicide over the past decade were later found to have suffered blast injuries, and many more service members have complained of health issues after blast exposure. Despite this, the Pentagon has struggled to properly investigate the impact of blast overpressure, effectively track the prevalence of blast overpressure-related injuries, or offer appropriate care to service members and veterans. Gillibrand is calling for more research and better treatment for those affected.
    Gillibrand was joined by New York State Senator Jessica Scarcella-Spanton and local veterans.
    “After repeatedly being exposed to blasts from their own weapons during both training and combat, our service members are sustaining severe and crippling brain trauma,” said Senator Gillibrand. “This bill will require the DoD to investigate the prevalence and causes of these brain injuries; to track each service member’s exposure to blasts; and to help service members access care. This is a critical bill and I look forward to getting it passed in the NDAA.” 
    “I want to thank Senator Gillibrand for joining us here on Staten Island for this veteran’s roundtable,” said State Senator Jessica Scarcella-Spanton. “It’s always an honor to meet with our veterans and discuss these important issues affecting them and their families.     Specifically, the Blast Overpressure Safety Act would: 
    Mandate regular neurocognitive assessments over a service member’s career, including a baseline neurocognitive assessment before training. 
    Create blast overpressure exposure and TBI logs for all service members.
    Increase transparency regarding blast overpressure safety in the weapons acquisition process. DoD must consider the minimization of blast overpressure during the acquisition process, require contracting entities to provide blast overpressure safety data, and publish blast overpressure safety data for weapons systems and its plans to better protect service members from in-use weapons systems. 
    Improve data on concussive and subconcussive brain injuries service members sustain. This includes information on discharges related to and medical providers trained in these injuries, as well as efforts with allies and partners to better address these injuries. 
    Enhance efforts to mitigate exposure and help service members access care. This includes retaliation protections for those who seek care; modifying existing weapons system to reduce blast exposure; updating and making publicly available blast overpressure thresholds and creating a waiver system for exceeding these thresholds; training high-risk service members to help them recognize exposure symptoms and creating strategies to mitigate their risk; and expanding the types of technologies in the Warfighter Brain Health Initiative pilot blast monitoring program. 
    Support service member treatment by establishing a Special Operations Comprehensive Brain Health and Trauma program, making the National Intrepid Center of Excellence (NICoE) a program of record and requiring DoD to provide childcare services to those seeking treatment there, and mandating training for medical and training personnel on blast overpressure and exposure and TBI.

    The Biden-Harris Administration continues to mobilize a whole-of-government effort to prepare for the impacts of Hurricane Milton, including pre-positioning resources and personnel and expediting debris removal efforts in Florida. These actions supplement the ongoing response and recovery efforts to the impacts of Hurricane Helene across the Southeast and Appalachia.
    Today, President Biden was briefed by members of his Administration who are driving preparations for Hurricane Milton and recovery efforts for Hurricane Helene. The President directed his team to do everything possible to save lives and help communities before, during, and after these extreme weather events.
    The President urges everyone to be aware of the evacuation orders that are in effect in multiple Florida counties. Shelters are open, and evacuation assistance is available. If you are told to evacuate, do so immediately for your safety and that of your loved ones.     Yesterday, President Biden had calls with Florida Governor Ron DeSantis and Tampa Mayor Jane Castor to get firsthand reports on recovery efforts for Hurricane Helene and to discuss preparations for Hurricane Milton. The President also spoke with National Weather Service Director Ken Graham, who briefed the President in detail on the forecast and expected impacts of Hurricane Milton for the State of Florida. 
    At the direction of President Biden, FEMA Administrator Deanne Criswell was on the ground in Tampa, Florida, yesterday, where she met with local leaders to coordinate preparations ahead of Milton’s landfall.
    Yesterday, President Biden quickly approved the Governor of Florida’s request for a pre-landfall emergency declaration. Under an emergency declaration, FEMA provides direct Federal support to states for life-saving activities and other emergency protective measures, such as evacuation, sheltering, and search and rescue. Earlier today, the President also approved an emergency declaration request from the Chairman of the Seminole Tribe of Florida.
    The Administration has been in touch with officials from the State of Florida, as well as more than 60 local officials in cities and counties along the likely path of impact, to ensure needs are met in advance of the storm. The Administration has also been in touch with officials from the Seminole and Miccosukee Tribes. The Administration has also reached out to state officials in South Carolina and Georgia and will continue outreach efforts based on Hurricane Milton’s latest trajectory.
    FEMA has sufficient funding to both support the response to Hurricane Milton and continue to support the ongoing response to and recovery from Hurricane Helene– including funding to support first responders and provide immediate assistance to disaster survivors.
    Additional updates include:
    Pre-Staging Personnel and Resources
    FEMA is pre-staging a full slate of response capabilities in Florida and the region, including seven FEMA Incident Management Assistance Teams, eight FEMA Urban Search & Rescue and swift water rescue teams, three U.S. Coast Guard Swift Water Rescue teams, four Health Care System Assessment Teams, five Disaster Medical Assistance Teams and an Incident Management Team from the U.S. Department of Health and Human Services.
    Additional pre-staged capabilities include U.S Army Corps of Engineers temporary power teams, debris experts and a roofing team, U.S. Environmental Protection Agency debris removal and wastewater experts, and 300 ambulances. In addition, the U.S. Department of Defense is posturing and staging forces to support FEMA and state partners including helicopters for search-and-rescue operations and to enable movement of personnel, equipment and commodities; and High Water Vehicles.  
    FEMA has five incident staging bases with commodities including food and water. Right now, FEMA currently has 20 million meals and 40 million liters of water in the pipeline to deploy as needed to address ongoing Helene and Milton response efforts and can expand as needed.
    Protecting Public Health and Health Care Systems
    Today, U.S. Department of Health and Human Services (HHS) Secretary Xavier Becerra declared a Public Health Emergency for Florida to address the health impacts of Hurricane Milton, the second public health emergency declaration for the state to aid in a hurricane response within the past two weeks.
    The Department’s Administration for Strategic Preparedness and Response (ASPR) pre-positioned approximately 100 responders in Atlanta along with medical equipment and supplies to support the delivery of health care services in Florida following the landfall of Hurricane Milton. The deployed personnel include ASPR Health Care Situational Assessment Teams who stand ready to work with state officials to assess the storm’s impacts on hospitals, nursing homes, dialysis centers, and other health care facilities and a Disaster Medical Assistance Team (DMAT) from ASPR’s National Disaster Medical System (NDMS) for rapid response following health care assessments. A second DMAT is being pre-positioned in Atlanta to support additional response to either Hurricane Helene or Hurricane Milton, as needed.
    In addition to the assessment teams and disaster medical system personnel, ASPR deployed personnel from an Incident Management Team and Regional Emergency Coordinators who integrate with FEMA, state health authorities, and emergency response officials to anticipate and assist Florida in meeting public health and medical needs in the wake of the storm. Logisticians and security personnel are also pre-positioned to provide support. ASPR is prepared to facilitate Public Health Emergencies for Hurricane Milton upon request. ASPR has also supported the HHS emPOWER program, which is available to identify the number of Medicare beneficiaries in affected zips codes who rely on electricity-dependent durable medical equipment and certain healthcare services, such as dialysis, oxygen tank, or home health, to help anticipate, plan for, and respond to the needs of at-risk citizens in potentially impacted areas.
    Preparing for Impacts to Infrastructure
    The Department of Transportation is deploying a Federal Aviation Administration (FAA) Air Traffic Field Incident Response (FIR) team to Florida and pre-staging operations in Jacksonville to prepare support for any impacted towers and airports. The team will work with the state and local authorities and the Department of Defense within the established Emergency Operations Center. The Department of Transportation is also deploying the FAA Communication Support Team (CST), which plays a critical role in supporting communication restoration at impacted airports. Specifically, the CST will set up Starlink and Mobile Phone Bonding kits, which increase signal stability and data throughout the region. The FAA is placing aircraft on standby to transport personnel from various agencies, mobilize resources, and support damage assessments to infrastructure.
    In addition, similar to the approach on Hurricane Helene, the FAA will continue to closely coordinate with the Department of Defense, the Armed Services, including Active Duty and National Guard units, and State Emergency Operations Centers to support their use of drones to support response and recovery.  Drones can play a critical role in supporting search and rescue operations and damage assessments by providing real time video, imagery, and sensor capabilities in hard-to-reach places.       The Department of Transportation’s Federal Highway Administration is coordinating with the Florida Department of Transportation and monitoring the situation to be prepared to support.
    The Environmental Protection Agency is working closely with Federal, state, local, and Tribal partners to support water systems, prepare for debris management, and ensure facilities, including Superfund sites, maintain critical public health and environmental protections while they recover from Hurricane Helene and prepare for Hurricane Milton. The agency has personnel on the ground in regional and national operations centers who are continuing to respond to Hurricane Helene and are preparing to offer support, guidance, and assistance to the State of Florida and everyone in the new storm’s path.
    Additional Pre-Landfall Preparations
    The Department of the Interior’s U.S. Geological Survey (USGS) is deploying wave sensors at eight locations in Florida between Naples and Crystal River to measure the coastal waves caused by the storm. USGS Field crews are also installing one rapid-deployment gauge on the Sunshine Skyway bridge in St. Petersburg, Florida. This specialized piece of equipment is a fully-functional streamgage designed to be deployed quickly and temporarily to measure and transmit real-time water level data in emergency situations. This data can be used by decision makers and emergency managers to monitor water levels as they work to save lives and property.
    The Department of Energy’s Energy Response Organization remains activated to respond to storm impacts. Via the Electricity Sub-Sector Coordinating Council and Oil and Natural Gas Sub-Sector Coordinating Council, the Department of Energy has been coordinating continuously with energy sector partners on both the ongoing Hurricane Helene response and potential impacts from Hurricane Milton.
    The U.S. Department of Housing and Urban Development (HUD) has notified local public housing authorities and owners of its assisted multifamily and heath care properties within the State of Florida to immediately implement all appropriate safety protocols for residents and workers. HUD is committed to ensuring that residents of its assisted homes and properties receive critical information that can save lives during extreme weather events. HUD is also conducting outreach and communications on the programmatic flexibilities and waivers that can be utilized to assist communities and survivors.
    The Export-Import Bank of the United States (EXIM) announced it is extending measures to assist customers, U.S. exporters, and financial institutions impacted by Hurricane Helene and forecasted to be impacted by Hurricane Milton. EXIM is offering assistance to allow businesses and financial institutions that participate in EXIM’s programs to return to their business concerns when appropriate and without penalty due to missed deadlines or other timeliness issues.

    WASHINGTON – Yesterday, U.S. Senator Roger Wicker, R-Miss., the highest-ranking Republican on the Senate Armed Services Committee, joined “The Hugh Hewitt Show” program and discussed several national defense topics, including the October 7th Anniversary, China’s shocking growth in naval shipbuilding, and the Biden-Harris administration’s weak record on China.

    On a Harris presidency & China policy: “If it’s any indication of how her party has done with their leader in the U.S. Senate, yes, it’s very much a concern [how Harris would do with China]. Every time we’ve wanted to spend a few extra dollars – a few percentage points of our huge economy – to defend ourselves, the Democrats say: “well, we won’t do that unless we can increase domestic spending, too.” So, it’s been like pulling teeth getting a few extra ships built.”

    On shipbuilding: “China has 200 times the Navy shipbuilding capacity we do. When you talk about [how] we need to increase the number of fighter jets, or submarines, or ships, some people say: “well, we don’t even have the industrial capacity. We don’t have enough manufacturing plants.” And of course, the answer to that is: let’s get some. We’re going to have to increase our national defense to keep us out of a war. The idea is to keep the peace by being so strong that nobody will take a chance on us.

    On a future DOD budget: “What we need to do – and what I’ve advocated – and what military experts past and present are saying is that we need to go back to Ronald Reagan’s ‘peace through strength.’ And that does involve about five percent of our economy used to get us ready to defend ourselves in a war…if we spend five percent of our gross domestic product on defending America, we can save hundreds of billions and trillions of dollars by staying out of a war…the last time our Senate Republicans met with President Trump, he was very clear that he shared our determination to increase our Navy and get it back up to the point where we’re able to protect America and deter somebody from attacking us. So that was very much an encouraging statement from President Trump.”

    On Israel: “Remember this: the attack one year ago today was an attack on a civilian concert with Americans present and killed at the concert. 1,200 innocent civilians were killed in the most brutal way…there’s no way that after all the Israelis have encountered over 70 years and all the things the Jewish people have encountered over the centuries, there’s no way that Israel is going to give up its right to that tiny little piece of real estate in the Middle East. As a matter of fact, I think that Netanyahu is doing the world a favor by saying, ‘I’m going to totally eliminate these Iranian-backed terrorists – Hamas, the Houthis that are firing weapons on American ships, and Hezbollah, the largest terrorist group in Lebanon’…and I’ll tell you this: Lebanon will be far, far better off when and if Hezbollah is completely removed from their country.”

Ted Cruz (R-Texas) sent a letter to the Hormel Institute regarding its partnership with the Wuhan Institute of Virology (WIV) and financial resources secured for the Hormel Institute by Governor Tim Walz. The WIV has been credibly implicated as the point of origin of COVID-19 and conducts its activities under the auspices of the Chinese Communist Party.
    In the letter, Sen. Cruz wrote, “For over a decade, Governor Tim Walz has acted as one of the Institute’s most ardent supporters, securing millions of taxpayer dollars to fund its operations, including over $2 million in federal funding for technology acquisitions and a $5 million earmark to expand your Institute’s reach. The Governor’s support for the Hormel Institute has remained steadfast, continuing even after the FBI concluded on February 28, 2023 that COVID-19 pandemic likely originated from the WIV.
    “Governor Walz’s personal connections to China—his honeymoon there, over 30 trips, and public comments downplaying the strategic threat posed by the CCP13—only raise further questions about his motivations for promoting your institution. 
    “Your institute’s ongoing partnership with the Wuhan Institute of Virology, and by extension the People’s Liberation Army, reflects a troubling disregard for national security concerns…The American people deserve assurance that their resources and institutions are not inadvertently supporting the goals of our chief geopolitical adversary.”

    I write to you today with growing concern regarding the Hormel Institute’s longstanding partnership with China’s Wuhan Institute of Virology (WIV). 
    The WIV, as you are certainly aware, has been credibly implicated as the likely point of origin of the COVID-19 pandemic. Even more troubling are its direct ties to China’s People’s Liberation Army (PLA) and its involvement in classified military research including laboratory animal experiments under the auspices of the Chinese Communist Party (CCP) at least as recently as 2017. Despite these alarming connections which raise obvious national security concerns, the institute you lead has not only maintained its collaboration with WIV but it has done so with the backing of Minnesota’s top elected official. 
    For over a decade, Governor Tim Walz has acted as one of the Institute’s most ardent supporters, securing millions of taxpayer dollars to fund its operations, including over $2 million in federal funding for technology acquisitions and a $5 million earmark to expand your Institute’s reach. The Governor’s support for the Hormel Institute has remained steadfast, continuing even after the FBI concluded on February 28, 2023 that COVID-19 pandemic likely originated from the WIV.
    In recent years, researchers at the Hormel Institute have collaborated with the Wuhan Institute of Virology on a variety of projects, including a 2020 COVID-19 study and, as more recently as of 2024, on structural biology research.
    The COVID-19 study, titled “A dynamic regulatory interface on SARS-CoV-2 RNA polymerase,” was authored by four WIV researchers, three Hormel Institute researchers, and a Yale School of Medicine professor. Similarly, in January 2024, Hormel Institute researchers published a study on genes with the WIV’s Lina He, Wei Zhou, and Yangbo Hu. In 2023, WIV’s Yangbo Hu also worked with the Hormel Institute’s Dmytro Kompaniiets, Dong Wang, and Bin Liu on research titled “Structure and molecular mechanism of bacterial transcription activation,” among other collaborations. 
    Furthermore, the resignation of your predecessor, Dr. Zigang Dong, who served as Executive Director for nearly 18 years and resigned following an FBI investigation into his “possible failure to disclose foreign backing when applying for grants,” should have prompted a thorough reassessment of your institute’s engagements with foreign entities. Yet, despite this disconcerting event, Governor Walz continues to promote and direct public resources to your institute. Even after the U.S. government ceased funding to organizations working with the WIV, Governor Walz toured your facility and publicly praised its work.
    Governor Walz’s personal connections to China—his honeymoon there, over 30 trips, and public comments downplaying the strategic threat posed by the CCP—only raise further questions about his motivations for promoting your institution. 
    Additionally, in 2020, the Hormel Institute’s disclosure in a 2020 EMBO Journal Study that it received “help from the Core Facility and Technical Support” of the WIV for “radioactive and fluorescent tests” adds to the concern. Further raising suspicions is that Bin Liu, a professor at the Hormel Institute who worked on that 2020 EMBO Journal study, attended Wuhan University. Federal records indicate that the researchers for this particular study included those affiliated with the WIV, in addition to the University of Chinese Academy of Sciences and China’s Zhengzhou University. 
    In light of these recently-disclosed facts, it is critical to understand the full extent of your institute’s involvement in a partnership that risks benefitting our nation’s chief geopolitical adversary. Accordingly, for the purposes of oversight, I request that you respond to the following questions and requests by October 31, 2024: 
    1. How much public and private funding has the Hormel Institute received specifically for projects involving collaboration with the Wuhan Institute of Virology (WIV)? Please provide an itemized accounting of all such funding. 
    2. When did the Hormel Institute first initiate collaboration with the WIV, and what were the specific reasons for choosing to partner with a facility known to have ties to China’s People’s Liberation Army? 
    3. What actions has the Hormel Institute taken to ensure that its collaborative work with the WIV does not benefit China’s military or pose a risk to U.S. national security? 
    a. If no such actions were taken, what was the rationale behind this decision? 
    4. Given the WIV’s ties to China’s military, why has the Hormel Institute not publicly disclosed the full extent of its collaborations with the WIV? 
    a. If this information has been withheld, please explain why. 
    5. Please provide all internal documentation or communications related to the Hormel Institute’s partnerships with Chinese research facilities, including but not limited to the WIV. 
    6. What was the Institute’s reasoning behind continuing its collaboration with the WIV, even after serious concerns about the origins of COVID-19 and the lab’s military affiliations became widely known? 
    7. How can the American public trust that the Hormel Institute’s partnerships with the WIV are not inadvertently advancing China’s geopolitical goals, particularly in biotechnology and biomedical research? 
    8. Given the U.S. government’s cessation of funding to other nonprofits with ties to the WIV, what justifications does the Hormel Institute offer for continuing its relationship with the WIV? 
    9. Why did the Hormel Institute continue collaborating with the WIV after your predecessor, Dr. Zigang Dong, resigned amid an FBI investigation into his failure to disclose foreign funding when applying for grants? 
    10. The Hormel Institute’s work with the WIV includes research on gene structures and SARS-CoV-2 RNA polymerase. What measures have been taken to ensure that no sensitive intellectual property or technology has been transferred to China’s military-backed labs during these studies? If no measures were taken, why not? 
    11. Please provide any documentation or communications between the Hormel Institute and the Office of the Minnesota Governor regarding the Institute’s partnerships with Chinese research facilities, particularly the WIV. 
    Your institute’s ongoing partnership with the Wuhan Institute of Virology, and by extension the People’s Liberation Army, reflects a troubling disregard for national security concerns. The devastating impact of COVID-19 has highlighted the seriousness of these issues, as the pandemic has severely affected lives and economies worldwide. The American people deserve assurance that their resources and institutions are not inadvertently supporting the goals of our chief geopolitical adversary. As Executive Director, it is crucial that you address these concerns transparently. Failure to do so will only deepen public mistrust and undermine confidence in your institute’s integrity and intentions.

    Boston (October 8, 2024) – Senator Edward J. Markey (D-Mass.), a member of the Senate Environment and Public Works Committee, today joined Senator Elizabeth Warren (D-Mass.), Representative Bill Keating (MA-09), New Bedford Mayor Jon Mitchell, and local administrators and elected officials at a ribbon-cutting to celebrate the successful completion of the North Terminal expansion project, a maritime facility that will strengthen the Port’s competitiveness in fishing, offshore wind, and other industries. The expansion, which has created 630 linear feet of new bulkhead and 5.05 additional acres of terminal area, will support growing infrastructure needs of port users and ensure long-term economic growth for New Bedford and the South Coast region. With upgraded bulkheads, new berthing facilities, enhanced dredging, and expanded laydown space, North Terminal is designed to streamline logistics for businesses and facilitate future Port expansions. 

    The expansion of North Terminal is the latest piece of the modernization of the Port of New Bedford. Over the past ten years, the Port has seen the largest set of infrastructure upgrades in generations, which will top $1 billion upon completion.  

    “The Port of New Bedford is a triple threat: the number one fishing port by value in the nation, an innovator on offshore wind development, and a regional leader in maritime technology industries,” said Senator Markey. “This expanded infrastructure will be a game changer for New Bedford and beyond.     Senator Markey has secured funding for various projects for the Port of New Bedford. In 2018, Senator Markey led a letter of support for the Port of New Bedford and helped secured $15 million from the “Better Utilizing Investments to Leverage Development” (BUILD) grant to improve the infrastructure and environment.   

    In 2023, Senator Markey, Senator Warren, and Congressman Keating helped secure $24.4 million in Maritime Administration Port Infrastructure Development Program funding for the Leonard’s Wharf Extension project. Senators Markey and Warren also secured $4 million in FY24 Congressionally Directed Spending for New Bedford and Fairhaven Harbor for the US Army Corps of Engineers to dredge and repair damaged areas of the steel sector gates.

    FEMA Maintains Focus on Recovery for Helene Survivors While Preparing for Impacts of Hurricane Milton

    WASHINGTON – FEMA, under the direction of the Biden-Harris Administration, continues to lead a comprehensive, whole-of-government approach to assist communities impacted by Hurricane Helene. Federal assistance for survivors of Helene has now surpassed $286 million with an additional $180 million in mission assignments to federal partners. FEMA continues to coordinate recovery efforts while preparing for the anticipated landfall of Hurricane Milton along Florida’s Gulf Coast. 

    Administrator Deanne Criswell is on the ground directing FEMA’s response and recovery operations for the impacted states. The combined efforts of federal, state and local partners ensure that every available resource is mobilized to help those impacted by Hurricane Helene.

    As FEMA maintains its focus on Helene response and recovery, the agency is also fully engaged in support of local, tribal and state response efforts ahead of Hurricane Milton. Residents in the storm’s projected path are urged to stay informed and prepare now. 

    Hurricane Helene Response

    The agency is actively working alongside state, local and tribal partners to assess damage and support those affected by Helene. Nearly 7,000 federal personnel are deployed, including FEMA staff. To date, FEMA has shipped over 16.2 million meals, more than 13.9 million liters of water, 210 generators and more than 505,000 tarps to the region. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected states helping survivors apply for assistance and connecting them with additional state, local, federal and voluntary agency resources.

    Disaster survivors in designated areas of Georgia, Florida, North Carolina, South Carolina, Tennessee and Virginia can begin their recovery process by applying for federal assistance through FEMA. People with damage to their homes or personal property who live in these areas should apply for assistance, which may include upfront funds to help with essential items like food, water, baby formula and other emergency supplies. 

    Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay. Homeowners and renters with damage to their home or personal property from previous disasters, whether they received FEMA funds or not, are still eligible to apply for and receive assistance for Helene.   

    There are three ways to apply for FEMA assistance:  

    Voluntary Organizations

    Voluntary agencies are supporting all affected states by providing critical feeding operations and support for survivors with hot and prepared meals and shelf-stable meals. Organizations are also providing personnel and resources to the hardest hit areas. The American Red Cross has hundreds of trained disaster workers providing comfort and operating shelters

    People can receive free services like cutting fallen trees, tarping roofs and mitigating mold with the help of Crisis Cleanup by calling 844-965-1386. The hotline is open through Oct. 11 and can connect people with volunteers from local relief organizations, community groups and the faith-based community who may be able to assist.  

    Additional support and assistance provided to each state includes: 

    Support for North Carolina

    Financial Support: FEMA has approved more than $40 million in housing and other types of assistance for over 30,000 households.

    Staffing: As response efforts continue in North Carolina, more than 1,000 FEMA staff are on the ground, with more arriving daily. Over 1,000 Urban Search and Rescue personnel remain in the field helping people. These teams have rescued or supported over 3,200 survivors to date. President Biden ordered an additional 500 active-duty troops equipped with advanced technological assets to the area to further strengthen recovery operations in Western North Carolina. This brings the total number of active-duty military personnel supporting the response to 1,500. Experienced FEMA leaders from around the country are in the field to bolster response efforts. 

    Sheltering: Shelter numbers continue to decline, with 18 shelters housing just under 800 occupants. Over 2,100 people who cannot return home are staying in safe and clean lodging through FEMA’s Transitional Sheltering Assistance program. Transitional Sheltering Assistance is available for North Carolinians displaced by Helene. Residents in declared counties who have applied for disaster assistance may be eligible to stay temporarily in a hotel or motel paid for by FEMA while they work on their long-term housing plan. People do not need to request this assistance. FEMA will notify them of their eligibility through an automated phone call, text message, and/or email, depending upon the method of communication they selected at the time of application for disaster assistance.

    Power and Cellular Restoration: As of today, more than 86% of originally reported power outages have been restored. Cellular restoration continues to improve, with more than 85% of cellular sites operating. FEMA is boosting response coordination by providing Starlink units to ensure first responders can communicate with each other. 

    Commodities: Commodity distribution, mass feeding, and hydration operations are underway in areas of western North Carolina. FEMA commodity shipments are enroute to support operations. Voluntary organizations are supporting feeding operations with bulk food and water deliveries coming via truck and aircraft. Mobile feeding operations are reaching survivors in heavily impacted areas, including three mass feeding sites in Buncombe, McDowell, and Watauga counties. 

    The Salvation Army has 20 mobile feeding units supporting the massive operation and has provided emotional and spiritual care to more than 2,400 people. To date, The Salvation Army has served over 34,000 meals, 14,500 drinks, and 10,200 snacks. The American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage.

    Support for Florida 

    Recovery efforts from Hurricane Helene continue in Florida even as the federal government is supporting the state in preparing for Hurricane Milton. FEMA has approved more than $129 million for over 35,000 households. FEMA specialists are canvassing Florida communities affected by Helene to help survivors apply for assistance. Additionally, FEMA inspectors are visiting applicants’ homes to verify disaster-caused damage.

    Residents in need of information or resources should call the State Assistance Information Line (SAIL) at 1-800-342-3557. English, Spanish and Creole speakers are available to answer questions.  

    Residents can find additional resources and information at Florida Division of Emergency Management’s website, FloridaDisaster.org. 

    Support for South Carolina

    In South Carolina, FEMA has approved over $65 million for more than 80,000 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties continuing to help survivors apply for FEMA assistance and connect them with additional state, local, federal and voluntary agency resources.  

    Residents with questions on Helene can call the state’s toll-free hotline, open 24 hours a day, at 1-866-246-0133. 

    Residents who are dependent on medical equipment at home and who are without power due to Helene may be eligible for a medical needs shelter. Call the state’s Department of Public Health Care Line at 1-855-472-3432 for more information. 

    Residents can find additional information at South Carolina Emergency Management Division’s website. 

    Support for Georgia

    FEMA has approved over $48 million for more than 59,000 households.

    Resources: Residents can find resources like shelters and feeding sites at Georgia Emergency Management and Homeland Security Agency.  

    Support for Virginia

    To date, FEMA has approved over $850,500 for over 123 households.

    Residents can find resources like shelters and feeding sites at Virginia Department of Emergency Management’s website. 

    Support for Tennessee

    FEMA has approved more than $3.1 million for disaster assistance for 192 households

    Residents can call 1-800-824-3463 to report a missing person. Callers should be prepared to provide as much information as possible including names, phone numbers, vehicle identification and last known whereabouts.

  • MIL-OSI Security: Naval Hospital Twentynine Palms chaplain departs for new role with MCAGCC

    After serving for three years as the command chaplain at Naval Hospital Twentynine Palms, Lt. Cmdr. Larry J. Brant will be moving on to a new assignment with the Marine Corps Air Ground Combat Center (MCAGCC) on Oct. 31, 2024.

    Brant, a Navy chaplain for 15 years, will be joining the religious ministry team at MCAGCC in Twentynine Palms, where he will continue serving the spiritual needs of Marines, Sailors, and their families.

    Originally from Cahokia, Illinois, Brant spent 25 years working as a civilian minister and eight years as a volunteer police and fire chaplain before feeling a call to serve.

    “I joined the Navy out of a sense of patriotism and a calling from God,” recalled Brant.

    His journey to Twentynine Palms started on Oct. 1, 2021, after completing the Naval Pastoral Care Residency Program. Despite a challenging start — Brant and his wife, Tammy Brant, were quarantined for two weeks after contracting COVID-19 just days after arriving — he quickly found his footing in the desert.

    “At first, my wife and I weren’t sure what to think about a place that looks like where I served in Afghanistan and still has triple digit temperatures in October,” Brant laughed. “But we have come to love it here.”

    Throughout his tenure at the hospital, Brant’s focus was on strengthening the spiritual health of the command. Capt. Daniel Clark, commander of Naval Hospital Twentynine Palms, praised Brant’s leadership and impact on the hospital through both good and difficult times.

    “It has been an absolute privilege to have Larry Brant as our chaplain. He and his wife Tammy have been nothing but engaged where the spiritual health of our staff was concerned,” said Clark. “He ministered to our staff during several staff deaths and patient traumas. He brought to bear the concept of Strategic Pause during high-stress moments and sustained our Wardroom through fun after-work activities and functions, including reviving a long-absent Dining Out!”

    Brant emphasized that his role as command chaplain of Naval Hospital Twentynine Palms has contributed to his growth in several ways.

    “Personally, I have grown in my capabilities as a chaplain through my experiences here and have made many lifelong friends,” he said. “My wife, who has several medical issues, has received outstanding care from her providers (at the hospital). Professionally, this has allowed me the opportunity to explore several avenues of ministry that are my passion such as post-traumatic stress disorder (PTSD) and moral injury and pursue my Doctor of Ministry degree with an emphasis in chaplaincy.”

    Brant reflected on some of his fondest memories from his time serving at the command.

    “The most rewarding thing has been getting to know the people here and helping to make a difference in people’s lives,” said Brant. “Some memories that stand out are Wardroom activities — including Dining Out, command picnics, winning a national chaplaincy award, beginning the moral injury group with the mental health department, and earning my board certification in chaplaincy.”

    Religious Program Specialist Petty Officer 3rd Class Diego Escalante, who worked directly under Brant, praised his talent for mentorship.

    “I have had nothing but an amazing time here with my first chaplain and new duty station,” expressed Escalante. “Chaplain Brant has been the most well-rounded leader I’ve had the pleasure of working with. I’m also looking forward to meeting our new chaplain and learning from him too.”

    Looking ahead, Brant is excited for his next role at MCAGCC.

    “We are staying in Twentynine Palms!” he exclaimed. “The next billet for me is to join the MCAGCC religious ministry team. I will be preaching at the Protestant Chapel services, providing ministry for the Marines and Sailors of Headquarters Battalion and their families, and leading the Religious Ministry Team training at all the large-scale training exercises. I am very excited for this opportunity.”

    Clark believes Brant’s move to the green-side will further enhance the support available to Marines.

    “I can’t imagine a better Chaplain for MCAGCC. He is intimately familiar with the green-side challenges and has operationalized the concept of moral injury in a way that has shown demonstrable improvement for Marines dealing with post-traumatic stress,” Clark said. “I can see him taking this even further with the Marines here. We were so lucky to have him, and knowing that he will still be a resource is comforting. We wish him and Tammy all the best!”

    Brant hopes that his spiritual services have left a lasting impact on the personnel at Naval Hospital Twentynine Palms.

    “I hope that what we have provided here has helped people come closer to God, brought understanding and support for minority faith groups, and encouraged closeness in our remote location,” he said.

    As he prepares to depart Naval Hospital Twentynine Palms, Brant offered a piece of advice for his successor.

    “Bloom where you are planted,” Brant expressed. “Love these people, focusing on adding to their lives and faiths, and they will most definitely love you back. Explore the area and enjoy what the desert has to offer. This is a beautiful, if not a little toasty, place.”

    Today, Governor Roy Cooper traveled to Burnsville in Yancey County and Spruce Pine in Mitchell County and was joined by FEMA Administrator Deanne Criswell, Federal Highway Administration Acting Administrator Kristin White and other state and federal officials to assess storm damage, thank volunteers and speak with people impacted by Hurricane Helene. The Governor visited the Burnsville and Spruce Pine fire departments and toured the Sibelco Quartz Mine in Spruce Pine, a facility that is integral to the global production of solar panels and semiconductor chips and a major employer in Mitchell County. The facility has been temporarily shut down due to impacts from Helene.

    “Today I visited Burnsville and Spruce Pine where more heroic work is being done by volunteers and first responders to save lives and get relief to people who need it,” said Governor Cooper. “We’ll continue our around-the-clock work to surge resources and aid into Western North Carolina, helping communities recover and working to re-open facilities like the Sibelco Quartz Mine that are critical for both local and global economies.”

    The North Carolina Department of Health and Human Services is working to quickly get food, water and baby formula to impacted areas in Western North Carolina. DHHS has distributed over 30,000 gallons of water to Mitchell County and nearly 25,000 gallons to Yancey County. In addition, over 95,000 meals ready to eat (MREs) have been distributed to Mitchell County and over 55,000 to Yancey County. Eight pallets of formula via the National Guard have been distributed to 34 feeding sites across Western North Carolina.

    North Carolina National Guard and Military Response

    More than 3,000 Soldiers and Airmen are now working in Western North Carolina. Joint Task Force- North Carolina, the task force led by the North Carolina National Guard is made up of Soldiers and Airmen from 12 different states, two different XVIII Airborne Corps units from Ft. Liberty, a unit from Ft. Campbell’s 101st Airborne Division, and numerous civilian entities are working side-by-side to get the much-needed help to the citizens in western North Carolina.

    National Guard and military personnel are operating more than 40 helicopters and more than 1,200 specialized vehicles in Western North Carolina to facilitate these missions. The U.S. Army Corps of Engineers is helping to assess water and wastewater plants and dams. Residents can track the status of the public water supply in their area through a website launched on Saturday.

    FEMA Assistance

    More than $37 million in FEMA Individual Assistance funds have been paid so far to Western NC disaster survivors and more than 123,000 people have registered for Individual Assistance. Approximately 2,600 people are now housed in hotels through FEMA’s Transitional Sheltering Assistance. Federal partners have delivered approximately 9.78 million liters of water and approximately 7.7 million meals in North Carolina to support both responders and people living in the affected communities.

    More than 900 FEMA staff are in the state to help with the western North Carolina relief effort. In addition to search and rescue and providing commodities, they are meeting with disaster survivors in shelters and neighborhoods to provide rapid access to relief resources. They can be identified by their FEMA logo apparel and federal government identification.

    The Major Disaster Declaration requested by Governor Cooper and granted by President Biden now includes 27 North Carolina counties (Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mecklenburg, Mitchell, Polk, Rutherford, Swain, Transylvania, Watauga, Wilkes and Yancey) and the Eastern Band of Cherokee Indians.

    North Carolinians can apply for Individual Assistance by calling 1-800-621-3362 from 7am to 11pm daily or by visiting www.disasterassistance.gov, or by downloading the FEMA app. FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs.

    Help from Other States

    More than 1,300 responders from 35 state and local agencies have performed 118 missions supporting the response and recovery efforts through the Emergency Management Assistance Compact (EMAC). This includes public health nurses, emergency management teams supporting local governments, veterinarians, teams with search dogs and more.

    Beware of Misinformation

    North Carolina Emergency Management and local officials are cautioning the public about false Helene reports and misinformation being shared on social media. NCEM has launched a fact versus rumor response webpage to provide factual information in the wake of this storm. FEMA also has a rumor response webpage.

    Food, Water and Commodity Points of Distribution

    Efforts continue to provide food, water and basic necessities to residents in affected communities, using both ground resources and air drops from the NC National Guard. More than 20,000 hot meals a day are being prepared and served by mobile kitchens. Food, water and commodity points of distribution are open throughout western North Carolina. For information on these sites in your community, visit your local emergency management and local government social media and websites or visit ncdps.gov/Helene.

    Missing Persons

    To report a missing person or request non-emergency support, please call NC 211 or 1-888-892-1162 if calling from out-of-state. NC 211 also has a registry page for missing persons and welfare check requests.

    Shelters

    A total of 17 shelters are open in Western North Carolina serving 737 people and 106 pets.

    Storm Damage Cleanup

    If your home has damages and you need assistance with clean up, please call Crisis Cleanup for access to volunteer organizations that can assist you at 844-965-1386.

    Power Outages

    Across Western North Carolina, more than 107,000 customers remain without power as of Tuesday, down from a peak of more than 1 million. Overall power outage numbers will fluctuate up and down as power crews temporarily take circuits or substations offline to make repairs and restore additional customers.

    Road Closures

    Travel remains dangerous, with hundreds of roads closed. Many of these roads are primary routes connecting the region. As connectivity and reporting measures improve, these number may increase.

    NCDOT is asking people to avoid unnecessary travel to or in Western North Carolina. NCDOT has posted at ncdot.gov an interstate detour map for travelers to avoid western N.C. NCDOT currently has more than 2,050 employees and 1,100 pieces of equipment working on approximately 4,700 damaged road sites.

    Fatalities

    Eighty-nine storm-related deaths have been confirmed in North Carolina by the Office of Chief Medical Examiner. We expect that this number will continue to rise over the coming days. The North Carolina Office of the Chief Medical Examiner will continue to confirm numbers twice daily. If you have an emergency or believe that someone is in danger, please call 911. To report that you have been unable to reach a person in Western North Carolina, please call 211.

    Volunteers and Donations

    Due to dangerous road conditions and the need to maintain open routes for emergency operations, travel to Western North Carolina is strongly discouraged. Instead, consider the following options for donations and volunteer opportunities:

  • MIL-OSI China: UN chief warns Lebanon is on verge of all-out war

    Lebanon is “on the verge of an all-out war,” but there is still time to stop, UN Secretary-General Antonio Guterres said on Tuesday.

    Speaking to reporters at the UN headquarters in New York, Guterres said the Middle East “is a powder keg with many parties holding the match.”

    “I have warned for months of the risks of the conflict spreading,” said the UN chief, adding that the situation in the occupied West Bank is “boiling over,” and attacks in Lebanon are threatening the entire region.

    He said that over the last few days, exchanges of fire between Hezbollah and others in Lebanon and the Israel Defense Forces have intensified across the Blue Line, in total disregard of Security Council resolutions 1701 and 1559.

    Guterres noted that large-scale Israeli strikes deep into Lebanon, including Beirut, have killed more than 2,000 people over the last year — and 1,500 in just the past two weeks alone, and attacks by Hezbollah and others south of the Blue Line have killed at least 49 people over the last year. In addition, Lebanese authorities report over 1 million people have been displaced in Lebanon, and 300,000 people have fled into Syria, while over 60,000 people remain displaced from northern Israel.

    “We are on the verge of an all-out war in Lebanon, with already devastating consequences. But there is still time to stop,” he said.

    “The sovereignty and territorial integrity of all countries must be respected,” he stressed.

    The secretary-general commended the UN peacekeeping force in Lebanon, known as UNIFIL, for continuing “to carry out their mandates to the extent possible,” and called on all actors to ensure their safety and security.

    Guterres said the past year “has been a year of crises — humanitarian crisis, political crisis, diplomatic crisis, and a moral crisis,” and “the nightmare in Gaza is now entering an atrocious, abominable second year.”

    Over the last year, following the attacks by Hamas on Oct. 7, 2023, “Gaza has become ground zero to a level of human suffering that is hard to fathom,” with over 41,000 Palestinians reportedly killed, mostly women and children, and thousands more missing, he said.

    “Virtually the entire population has been displaced — and no part of Gaza has been spared,” said Guterres. “No place is safe in Gaza and no one is safe.”

    He underscored that international law is unambiguous: “civilians everywhere must be respected and protected, and their essential needs must be met, including through humanitarian assistance,” and strongly condemned all violations of international humanitarian law in Gaza.

    The UN chief reiterated the calls for an immediate ceasefire both in Gaza and Lebanon, the immediate and unconditional release of hostages, and immediate lifesaving aid to all those who desperately need it, and the calls for irreversible action for a two-state solution between Israel and Palestine.

    An Israeli airstrike targeted a residential building in the densely populated Mazzeh neighborhood of Damascus on Tuesday night, killing seven civilians, including women and children, and injuring 11 others, according to a statement by the Syrian Defense Ministry.

    The attack, which occurred at approximately 8:15 p.m. local time (1715 GMT), involved three missiles launched from the direction of the Israeli-occupied Golan Heights, said the statement.

    It added that the strike caused significant damage to the surrounding area with rescue efforts still underway.

    A Xinhua reporter at the scene heard the sound of explosions, accompanied by billowing clouds of smoke and the wailing of ambulances.

    The airstrike struck a 14-floor building in the Sheikh Sa’ad area, a residential and commercial hub in the heart of Mazzeh.

    Three floors in the building were completely damaged, as the three missiles hit each of them. Rescue workers were still searching for survivors and casualties.

    In response to the incident, the Syrian Foreign Ministry issued a strong condemnation, calling the attack a “brutal crime” and a “grave violation” of international law.

    “This brutal crime against unarmed civilians is a continuation of the genocide committed by this occupying entity against Palestinians and Lebanese,” said the Syrian Foreign Ministry in a statement, emphasizing the need for immediate international measures to prevent Israel from continuing its “pattern of criminal behavior.”

    It is the first instance of the Sheikh Sa’ad area being directly targeted by an Israeli attack.

    Buckley Space Force Base is a key economic driver for Colorado. The base employs 3,100 active duty members, 4,000 National Guard personnel and Reservists, 2,400 civilians, and 2,500 contractors. It is estimated that Buckley contributes $1 billion annually to the local economy. 

    This third meeting of the Future of Buckley Task Force builds on Congressman Crow’s longstanding work to support Buckley Space Force Base and solidify Colorado’s role as a global aerospace leader. In December 2023, Congressman Crow secured key priorities in this year’s National Defense Authorization Act, including bipartisan legislation to ensure that the U.S. Air Force conducts necessary planning to ensure that aging jets are replaced at bases nationwide. As part of the NDAA, Congressman Crow also secured $14.7M for critical water and electric infrastructure upgrades at Buckley.

  • MIL-OSI Security: US and Multinational Partners Prepare for Largest Indo-Pacific Army Exercise

    The 25th Infantry Division and The Joint Pacific Multinational Readiness Center (JPMRC) is set to execute its largest Combat Training Center (CTC) rotation to date, beginning Oct. 7, 2024. JPMRC 25-01 will span from Alaska to the Hawaiian Islands, and over to Palau and is the only CTC that can stress the system that hard.

    As the U.S. Army’s premier training center in the Indo-Pacific, JPMRC plays a pivotal role in ensuring military readiness by providing a realistic training environment that mimics the region’s challenging jungle to high-altitude volcanic desert and archipelagic environment.

    The 25-01 rotation will bring together U.S. military forces alongside regional Allies and partners to conduct multi-domain, live, virtual, and constructive training in preparation for future operations.

    As the primary training audience, the 2nd Light Brigade Combat Team (2LBCT) will work alongside units from the 11th Airborne Division, 5th Security Force Assistance Brigade, the 3rd Multi-Domain Task Force, selected units from United States Army Special Operations Command, and multinational partners. Together, these forces will tackle the simulated operational environments, ensuring that they are well-prepared to operate cohesively in real-world situations.

    In preparation for the largest JPMRC rotation, operations staffs at echelon are critical. With the essential duties of planning, coordinating, and supervising all operational and training activities within a battalion, the operations staff ensures that units are prepared, synchronized, and effective in both peacetime and combat scenarios.

    “In the JPMRC timeline, we execute the operations order brief to the brigade commander,” explains U.S. Army Capt. Christopher Onorato, a S-3 (Operations) officer assigned to 2LBCT, 25th Inf. Div. “It allows all the subordinate units of 2nd brigade to synchronize and work together effectively to ultimately achieve our goal of successful operations for JPMRC.”

    This year’s rotation features participation from Malaysia, New Zealand, Indonesia, Thailand, Japan, Singapore, Maldives, Australia, and the United Kingdom. These forces will engage in collaborative exercises that simulate complex, multi-domain challenges.

    JPMRC 25-01 will validate 2LBCT’s Transformation in Contact construct in a real-time, high-pressure environment. Aligned with the campaign of learning, 2LBCT will incorporate lessons learned from the 101st Airborne recent rotation at Joint Readiness Training Center. They will further test new technologies and systems designed to improve our warfighting readiness and ability to respond to crisis or conflict.

    JPMRC provides a key opportunity for the force to train in austere environments, develop leaders, systems, and processes that will enhance overall military capability in the Indo-Pacific region.

    “Coming out to the field allows us to do a proof of concept,” explains U.S. Army 1st Lt. Nathan Morgan, a maintenance platoon leader assigned to Delta Company, 2nd Battalion, 25th Aviation Regiment, 25th Combat Aviation Brigade, “With the proper planning and training we can execute major mission functions in any environment.”

    As the largest JPMRC rotation ever held in Hawaii, 25-01 demonstrates the U.S. Army’s relentless pursuit of excellence, and its commitment to ensuring that U.S. forces, alongside their Allies and Partners, remain prepared for whatever challenges the future may hold in the Indo-Pacific.

    Pentagon Press Secretary Maj. Gen. Pat Ryder provided the following readout:

    Secretary of Defense Lloyd J. Austin III spoke by phone today with Japan’s Minister of Defense, Nakatani Gen.

    Secretary Austin congratulated Minister Nakatani on his recent appointment at a time when the United States and Japan continue making historic progress on Alliance priorities. The two officials reaffirmed their commitment to modernize Alliance command and control and expand bilateral presence in Japan’s Southwest Islands. The two officials also reiterated the importance of deepening defense cooperation with regional partners to advance a shared vision for a free and open Indo-Pacific region.

    Secretary Austin expressed his hope that they would have an opportunity to meet in person soon.
