    Zhang Xiaogang: Friends from the media, good afternoon. Welcome to this month’s regular press conference of the Ministry of National Defense.

    I have four pieces of news at the top.

    The first one.

    At the invitation of the Ministry of National Defense of Laos, the rotating chair of ASEAN, a working group of China’s Ministry of National Defense attended the ASEAN Defense Senior Officials’ Meeting-Plus in Vientiane on Sep. 26th. During the meeting, the Chinese side had discussions with representatives of other parties on international and regional security landscape, and advocated to jointly promote the Global Security Initiative, strengthen strategic communication and deepen defense cooperation to consolidate regional peace and stability.

    The second one.

    China’s Ministry of National Defense hosted the 21st Expert Working Group (EWG) meeting of the Shanghai Cooperation Organization(SCO) Defense Ministers’ Meeting in PLA National Defense University in Beijing from September 25th to 26th. Representatives from SCO member states and the Secretariat exchanged views on military cooperation at the event. This is the first EWG meeting under the SCO Defense Ministers’ Meeting hosted by China after its assumption of the rotating presidency. It’s also the first time for Belarus to attend as a full member of the SCO.

    The third one.

    At the invitation of the South African Navy, PLA Navy ship (PLANS) Xuchang from the 46th naval task group for escort missions will participate in the International Navy Day in Cape Town in early October. During the event, PLANS Xuchang will participate in the international fleet review and host an Open Day activity. In addition, it will have a maritime drill with the South African Navy.

    The fourth one.

    The Chinese government and the Organization for the Prohibition of Chemical Weapons(OPCW) will co-host the third training course on medical aid and protection against chemical weapons in PLA Air Force Medical University from October 13th to 19th. Over 30 participants from more than 20 State Parties including Germany, Brazil and Morocco will participate in the training. They will focus on topics such as the symptom, diagnose and treatment of chemical weapons poisoning, the medical transportation and classification of the injured by chemical weapons, and organization and implementation of medical recue in dealing with chemical weapons. In the spirit of the Chemical Weapons Convention, the course is to strengthen rescue and response capabilities against chemical weapons, enhance capacity-building in medical protection and treatment, and contribute to the building of a community with a shared future for mankind.

    Question: There are growing interaction between the Chinese and US militaries in recent time. The commanders of the PLA Southern Theatre Command and US Indo-PACOM had a video phone call. US Deputy Assistant Secretary of Defense for China attended the 11th Beijing Xiangshan Forum and the two sides had the 18th Defense Policy Coordination Talks. What’s your comment on the current China-US mil-mil relations and what interaction the two sides will have in the future?

    Zhang Xiaogang: President Xi Jinping and President Joe Biden had a successful meeting in San Francisco last November, and the two leaders talked on the phone this April. They have set the direction for a sound, stable and sustainable China-US relationship. At present, there is a stabler momentum in the overall and defense relations between China and the US. The two militaries maintain high-level strategic communication, policy communication, institutionalized dialogues and exchanges in specialized fields. These engagements could help enhance mutual understanding, avoid miscalculation, and manage and control risks.

    We require the US side to recalibrate its strategic perception on China, return to a sensible and practical China policy, and respect China’s major concerns. The US should make concerted efforts with China in the principle of mutual respect, peaceful coexistence and win-win cooperation to stabilize and improve the mil-mil relationship through candid, effective and constructive dialogues and cooperation.

    Question: I have two questions. First, according to a recent statement by the United States Indo-Pacific Command (USINDOPACOM), the United States urges China to reconsider using dangerous and coercive strategies that may escalate tensions in the South China Sea and other regions, What’s your comment? Second, at the news conference of the 15th China International Aviation and Aerospace Exhibition yesterday, the deputy commander of the PLA Air Force said that many new types of aircraft developed by the PLAAF in recent years will be exhibited this time. Netizens are all eager to see the H-20 bomber. Can you provide us with more information?

    Zhang Xiaogang: It is the US and its allies who is creating risks. Their vessels and aircraft have been conducting frequent close-in reconnaissance in China’s vicinity, trespassing into China’s territorial seas or administered maritime and air space, harassing routine exercises of the Chinese side, and taking irresponsible and dangerous moves. These operations severely undermine China’s sovereignty and security interests, put the safety of Chinese and their own personnel at risk, and jeopardize regional peace and stability. According to preliminary statistics, by September this year, the US military has sent about 1500 aircraft to China’s vicinity for reconnaissance or harassment, which fully showcased that the US side is a provocative and disruptive actor.

    We urge the US side stop false narratives, stop dangerous and provocative operations, and strictly discipline its troops on the ground. The Chinese military is on high alert and will take legitimate and necessary measures to respond to provocation and safeguard China’s sovereignty, security and development interests.

    On your second question, I think relevant departments will release information in due course and you can follow that.

    Question: On the morning of September 25th, China launched an intercontinental ballistic missile into the Pacific after 44 years. Does this mean that China is accelerating the development of its nuclear forces? Will there be any change in China’s nuclear policy?

    Zhang Xiaogang: This ICBM launch is to test our weapon and training performance. It is a legitimate and routine arrangement for military training. China nuclear policy is very stable, consistent and predictable. We strictly follow a nuclear policy of no first use of nuclear weapons and pursue a nuclear strategy of self-defense. China does not seek any arms race. We have promised not using or threatening to use nuclear weapons against no-nuclear-weapon states or nuclear-weapon-free zones. China will continue to keep its nuclear capabilities at the minimum level required for national security.

    Question: The Standing Committee of the 14th National People’s Congress recently approved the National Defense Education Law, which will come into effect on September 21. Please give us more details about the amendment of this law.

    Zhang Xiaogang: Defense makes a country and its people safe. The amendment of the national defense education law focuses on 4 aspects. First, it confirms the CPC’s leadership over defense education, and requires building a system with centralized and unified leadership, clear division of responsibilities, and civil-military coordination. Second, it emphasizes the combination of defense education at school and military service publicity. There are requirements to improve defense education at school to raise students’ awareness of perform military service in accordance with the law. Third, it regulates that the outline for military training for students should be co-drafted by relevant agencies for educational under the State Council and the CMC. Higher education institutes and high schools should organize military training based on the outline to strengthen military skills training and temper the will and discipline of students. Fourth, it asks to expand the scope and channels for defense education. Local governments can use opportunities of major festivals, commemorative days and thematic events to carry out extensive activities on defense education to strengthen the awareness for national defense in the society.

    Question: US Army Secretary said recently that he discussed with Japan’s Defense Minister about deploying US Army multi-domain special task groups during his visit to Japan. Some analysts say it means the US may deploy Typhon mid-range missile system to Japan. What’s your comment?

    Zhang Xiaogang: We are closely following relevant moves. US deployment of mid-range missiles in the Asia-Pacific Region will intensify arms race, threaten regional countries and undermine global strategic balance. China is firmly opposed to it. What Asia-Pacific needs is peace and prosperity rather than conflict and confrontation. We urge the US side to stop this dangerous move and do not create tensions in the region. The Japanese side should stay cautious and do not invite the wolf into the house, otherwise, it would only push itself into a dangerous situation. The Chinese side will take resolute and effective measures to respond in accordance with the developments of the situation and its own needs.

    Question: The US Deputy Secretary of State Kurt Campbell recently said at a meeting of the US House Foreign Affairs Committee that China poses the greatest challenge to the United States and the China threat is more serious than the Cold War. The 2022 National Defense Strategy report issued by the Commission on the National Defense Strategy said that the United States, due to its outdated defense strategy, unreasonable military structure, and inadequate capacity of the defense industry, is unable to handle the dual threats from China and Russia. What’s your comment?

    Zhang Xiaogang: In recent years, by perceiving China with its own hegemonic thinking and the Chinese military from a perspective of competition and threat, the US has gone too far to play up the alleged “China military threat”. Its intention is nothing more than finding an excuse for expanding its own military power. Records have shown that the US side is the biggest challenge to world peace and a source of future global warfare. China is opposed to US Cold War thinking and its narratives or actions that intensify confrontation and undermine China’s strategic security and interests.

    China is a contributor to world peace and development and a defender of the international order. We stay committed to a defensive defense policy. China’s defense and military modernization is to safeguard its own security and interests and contributes to world peace. Playing the China card won’t help the us to solve its own problems. We require the US to have a sensible and objective view on China and China’s military development and strategic intentions. It should put more efforts on things that can help shore up China-US bilateral relations and consolidate regional peace and stability.

    Question: The 2024 Quad Leaders Summit issued a joint statement which did not mention China directly but criticized coercive and intimidating maneuvers in the South China Sea. It also announced to launch a first-ever Quad-at-sea Ship Observer Mission by coast guards of the four countries in 2025. What’s your comment?

    Zhang Xiaogang: Relevant joint statement uses vague languages to cover its malicious intention to target China. It needs to be emphasized that China has indisputable sovereignty over Nanhai Zhudao and its adjacent waters. It is fully legitimate, justified and beyond reproach for China to conduct constructions on our own territory and carry out law-enforcement operations in waters and airspace under our jurisdiction. Though not directly concerned in the South China Sea issue, the US, Japan, India and Australia are resorting to microphone diplomacy to criticize and smear China and stir up troubles and mislead the public. In particular, the US has deployed offensive weapons in the region, worked with its allies to step up military exercises, and conduct close-in reconnaissance against China’s islands and reefs. Talking about militarization, coercion, bullying, and bloc confrontation in the South China Sea, I think the US deserves these labels more than any other country.

    Joint maritime operations carried out by relevant countries should contribute to regional peace and stability, and not harm the interests of any third party. The Chinese side is firmly opposed to actions that may stir up troubles and escalate tensions in the South China Sea. We will firmly defend our own sovereignty, security and maritime rights and interest, and maintain peace and stability in the South China Sea.

    Question: Both China and India have recently made positive statements about de-escalating the situation in their border area, and the Chinese foreign ministry also spoke of disengagement of troops in four areas, including the Galwan Valley. There is a great deal of expectation that there will be disengagement in other areas along the border. What is your comment, please？

    Zhang Xiaogang: For quite some time, under the guidance of the two state leaders, China and India have maintained communications with each other through diplomatic and military channels, including between the two foreign ministers, between the Chinese foreign minister and Indian national security adviser, and through the Working Mechanism for Consultation and Coordination on India-China Border Affairs (WMCC), and the Corps Commander Level Meetings. Through these discussions and communications, the two sides were able to reduce their differences and build some consensus. They have agreed to strengthen dialogues, accommodate each other’s legitimate concerns, and reach a resolution at an early date that is acceptable to both sides. Before that day comes, the two sides will continue to consolidate the outcomes, strictly abide by bilateral agreements on border issues and confidence-building measures to jointly safeguard peace and tranquility along the border.

    Question: I have two questions. First, Chinese and Nepalese militaries had a joint training, the Sagarmatha Friendship-2024, in late September in south China’s Chongqing. Can you give us more details? Second, the PLA used a Z-9 helicopter to stop and dispel an intruding Philippine reconnaissance aircraft from Huangyan Dao. What is your comment, please?

    Zhang Xiaogang: On your first question. The Chinese and Nepalese armies are carrying out Sagarmatha Friendship-2024 joint military training. With troops in mixed units, this training focuses on joint counter-terrorism operations in urban neighborhoods and covers comprehensive subjects including multidimensional search, check point setting and blockade, stalking, rescue with arms, evacuation under cover, and clearing and screening. Alongside the training, the two sides also organized activities such as sports games, art performance and cultural exchanges. The Sagarmatha Friendship is a signature program between the Chinese and Nepalese militaries, and it is the 4th of its kind this year. The PLA will work with the Nepalese side to strengthen military trust and substantive cooperation, and build a closer China-Nepal community of shared future in the new era.

    On your second question. The Huangyan Dao is an inalienable part of Chinese territory and China has indisputable sovereignty over it and its adjacent waters. For some time now, the Philippine side has been sending public or military vessels and aircraft to intrude into the airspace and maritime waters of Huangyan Dao without the approval of the Chinese side, which has seriously violated China’s sovereignty and undermined regional peace and stability. The Chinese side has taken necessary measures in accordance with law to stop and dispel these Philippine ships and aircraft and our operations have been professional and restrained. We will continue to take necessary measures to safeguard our territorial sovereignty and maritime rights and interests in Huangyan Dao.

    Question: It is reported that on September 25th, frigates from the JMSDF transited through the Taiwan Strait. Does the Chinese side know about this? What is your comment, please?

    Zhang Xiaogang: On September 25th, Japanese destroyer Sazanami, Australian destroyer the HMAS Sydney, and New Zealand supply ship the HMNZS Aotearoa conducted transit operations through the Taiwan Strait. The PLA stayed on high alert and monitored the transit. We are opposed to such provocations in the name of the so-called “freedom of navigation” that send wrong signals to the “Taiwan independence” separatist forces and undermine China’s sovereignty and security.

    The Taiwan question is an internal affair of China that brooks no foreign interference. We urge relevant countries to respect the One China principle, stop mudding the water on this question, and stop undermining peace and stability in the Taiwan Strait. The PLA will remain on high alert and take all necessary measures to counter any threats and provocations.

    Question: I have two questions. First, according to media reports, the Russian military has sent maritime and air forces to participate in China’s Northern/Interaction-2024 exercise. Can you give us more details? Second, the Philippine Coast Guard (PCG) ship 9701 has withdrew from Xianbin Jiao and the PCG said it would send another ship to the reef and would not let it become a second Huangyan Dao. Philippine Defense Secretary said that if China removes the Philippine ship grounded at Ren’ai Jiao, it would be an act of war. What’s your comment? 

    Zhang Xiaogang: According to this year’s cooperation plan between Chinese and Russian militaries, the Russian military participated in Exercise Beibu Unity-2024 organized by the PLA Northern Theater Command in relevant waters and airspace of the Sea of Japan and the Sea of Okhotsk from September 10th to 27th. More than 10 vessels and over 30 aircraft from the two sides were involved. The exercise is an effective test on interoperability of the two militaries in tactical commanding and joint operations. It further deepened strategic coordination between the two militaries and contributed to maintaining regional peace and stability and addressing security challenges.

    After the exercise, relevant Chinese and Russian navy task groups will conduct joint maritime patrols in relevant waters of the Pacific.

    The Philippine side recently pulled out PCG 9701 which had been illegally anchored in the lagoon of Xianbin Jiao. It is the only right way forward and is conducive to restoring peace and stability in relevant waters. China has indisputable sovereignty over Nansha Qundao and its adjacent waters, including Ren’ai Jiao and Xianbin Jiao. We will take firm countermeasures against any act that infringes China’s territorial sovereignty and maritime rights and interests. Actions that violate the Declaration on the Conduct of Parties in the South China Sea (DOC) and undermine regional peace and stability are unwelcomed. We urge the Philippine side not to have illusion and miscalculation and stop making any risky and futile provocations.

    Question: It is reported that China has recently sent marine troops to Brazil to participate in the Operation Formosa 2024 multilateral exercise. Can you give us more details?

    Zhang Xiaogang: A contingent from the PLAN Marine Corps participated in the Operation Formosa-2024 multinational joint exercise in Brazil recently. The subject of the exercise is joint landing and counter-landing operations. It is the first time for China to participate in the exercise and the Chinese troops had good exchanges with other participating forces. The exercise helped build trust and friendship, and strengthened the capability of participating countries in jointly addressing security challenges.

    Question: According to media reports, the Chinese military recently hosted demining courses for Cambodia and Laos. Can you give us more information?

    Zhang Xiaogang: The PLA Army Engineering University hosted two demining courses for personnel from Cambodia and Laos respectively from July 1st to September 27th. Senior delegations from Cambodia and Laos, and representatives from the UN Mine Action Service(UNMAS), the International Committee of the Red Cross (ICRC), and the ASEAN Regional Mine Action Center attended the graduation ceremony, and spoke highly of the demining courses as well as the graduation drills.

    Cambodia and Laos are the most severely affected regions by mines. The Chinese military attaches great importance to international cooperation on demining, and takes cooperation and assistance on Humanitarian Mine Action (HMA) as an important step for building a community with a shared future for mankind and implementing the Global Security Initiative. Over the past 20-plus years, we have trained over 700 demining professionals from more than 20 countries, and sent demining EWG abroad to conduct on-site teaching multiple times. The Chinese military will continue to strengthen substantive cooperation with militaries in the region, and make contributions to international humanitarian demining cause.

    Question: Recently the promotional video Cui Huo (Being Tempered)  received a lot of coverage from both domestic and foreign media. Can you give us more information?

    Zhang Xiaogang: The promotional video Cuihuo (Being Tempered) co-produced by the CMC Political Work Department, the Office of the Central Cyberspace Affairs Commission and the China Media Group started airing on CCTV-1 on September 11. It was simultaneously uploaded to major web portals and covered by more than 300 Chinese and foreign media. Views and clicks of the video have reached 5.37 billion. The video represents innovative efforts of the military to promote Xi Jinping Thought on Strengthening the Military online, and another masterpiece after two promotional videos Zhuiguang (Chasing Light) and Zhumeng (Following Dream).

    Cuihuo is about how the military is raising political awareness and improving combat readiness. It tells touching and thought-provoking stories about ordinary service members from multiple perspectives, reflecting enhanced political loyalty of the people’s military and its solidarity and confidence in building a strong military. The popularity of these promotional videos shows the strength of Xi Jinping Thought on Strengthening the Military, and the confidence and resolve of the Chinese military to achieve its centenary goal.

    Question: Taiwan’s defense authorities recently submitted to the legislative body its budget for 2025 which amounts to 667b TWD (148b RMB). According to another report, Taiwan’s army will purchase many types of UAVs for monitoring and attack in urban battlefields. What’s your comment?

    Zhang Xiaogang: Sticking to its policy of “Taiwan Independence”, the DPP authorities have been ignoring public opinion, making irresponsible moves and going further down the dangerous path of seeking independence by force. The more they spend on purchasing weapons, the more insecure people in Taiwan will feel. This strategy will only push Taiwan closer to the brinks of war. We warn the DPPD authorities that those who do wrong things will court its own destruction. More weapons will not change the fate of Taiwan Independence. The PLA has full capabilities to smash all separatist attempts for TWI and defend China’s sovereignty and territorial integrity.

    Question: What’s the type of the ICBM launched yesterday by the PLA rocket force? What signal is the PLA trying to send to the international community?

    Zhang Xiaogang: On the test launch of the ICBM, we have released information on that in a timely manner, and I have no more information to add. I want to emphasize that this test launch is in line with international law and practice and is not directed at any country or target.

    Question: According to reports, the first F-16V fighter Taiwan bought from the US will be delivered at the end of September. And 26 UAV manufacturers recently visited Taiwan. Chief of the Taipei Office of the America Institute in Taiwan said recently that there was a possibility for the US and Taiwan to jointly manufacture weapons. Meanwhile, some media reports said there are large numbers of moldy bulletproof vests and expired ammunitions in weapons assisted by the US to Taiwan. What’s your comment?

    Zhang Xiaogang: We are firmly opposed to any official and military contact between the US and China’s Taiwan region. Currently, the biggest threat to peace and stability across the Taiwan Strait is separatist activities by the forces for Taiwan Independence and acquiesced support provided by external forces. Whether it’s US arms sale to Taiwan or so-called joint manufacturing of weapons, the true purpose is never protecting Taiwan but using the DPP authorities as a dumb cash machine to dump obsolete and stockpiled weapons and feed the US military-industrial complex. We warn the DPP authorities that the fate of a pawn is being abandoned. Those courting the US to damage Taiwan will be punished by time and justice. The PLA will take all necessary measures to defeat any separatist attempt for Taiwan Independence and foreign interference.

    Question: In the video Cui Huo, we heard a J-20 pilot saying in an interview that he can never forget the moment when he saw the Taiwan island while flying in his aircraft. This sparked conjectures that the stealth fighter J-20 also participated in a patrol over Taiwan. Can you confirm that?

    Zhang Xiaogang: Taiwan is a part of the Chinese territory. The PLA fighters can go there as they want. There is no need to be surprised.

    Question: I have two questions. The first is about the continued tensions in Lebanon. Recently, the engineering detachment of the Chinese peacekeeping forces in Lebanon successfully cleared an undetonated rocket shell. What is your comment on the incident? Second, the national security adviser from the Philippines recently said that they plan to purchase mid-range missiles and will continue to use America’s Typhon missile system for training, which means the system may continue to stay in the Philippines. What is your comment on that?

    Zhang Xiaogang: On your first question, China is closely following the security situation in Lebanon, and we will further strengthen the security protection of our troops.

    On your second question. China has made our opposition clear concerning US deployment of mid-range missiles in the Philippines under the cover of military exercises. We urge the US side to correct this wrong move and withdraw the missile system to fulfill its prior promise. The Philippine side should not have any miscalculation. Binding itself to the US chariot would only bring damages to itself. China has many options in its toolkit. We will take effective measures to respond in accordance with the developments of the situation.

    Question: I have two questions. First, on September 26th, the defense authorities in Taiwan said that they monitored several PLA aircraft flying around the Taiwan Strait. Experts say the exercise was to prevent foreign interference. Can you tell us the purpose of this exercise? Second, about yesterday’s ICBM launch, which countries has China informed beforehand? The Japanese government said that it was not informed. Can you comment on that? Some experts say that this launch may increase tensions in this region. What’s your comment?

    Zhang Xiaogang: On your first question, it is legitimate and reasonable for the PLA to organize exercises and training activities in the sea and airspace around Taiwan Island. We will continue to strengthen military training and combat readiness, and regularly organize relevant military operations.

    On your second question, the test launch of the ICBM by the PLA Rocket Force is consistent with international law and practices. Before the launch, we have issued warnings specifying the prohibited time and areas and informed several countries in advance through military and diplomatic channels. This fully demonstrates the openness and transparency of the PLA.

    Question: Japan’s defense ministry announced a large-scale restructuring of its maritime self-defense force to establish a new marine corps and alert contingency. It also plans to increase defense budget and build a small satellite network. Some analysts say Japan may assist US intervention in the Taiwan Straits.

    Zhang Xiaogang: We have noticed relevant moves by the Japanese side. In recent years, Japan has been accelerating restructuring of its combat forces and build-up in new domains, and developing long-range attack capabilities. There is a growing tendency for Japan to return to its militarist past, which violates its Pacifist Constitution and purely defensive defense, and challenges the post-war international order. We urge the Japanese side to take lessons from history, be cautious in military security and contributes to regional peace and stability instead of the opposite.

    Question: I have two questions. First, the US Navy recently issued a strategic guideline on naval operations that claimed that the Chinese mainland has the greatest capabilities in the world in ship manufacturing and that the US should be prepared for a conflict with China in 2027. What is your comment, please? Second, the Chinese Ministry of State Security exposed a hacker organization called “Anonymous 64”, saying that the people behind this organization are from the Taiwan military. What is your comment, please?

    Zhang Xiaogang: On your first question, I think this rhetoric from the US side exposes again its Cold War mindset and militant nature. I have to stress that China has no intention of challenging or replacing the United States. The goal of our development is to deliver a better life for the Chinese people and provide new opportunities for world peace and development. China is on the course to build a strong nation and realize national rejuvenation through the Chinese path to modernization. No foreign forces can stop this trend. The Chinese military fears no threats or challenges, and will take firm actions to safeguard national sovereignty, security and development interests.

    On your second question, you can inquire about relevant authorities for more information.

    Question: The American website, Defense News, recently reported that the US plan to provide Taiwan with nearly US$570 million worth of “security assistance” has come to the final stage. This is by far the largest package assistance from the US to Taiwan region, which will be spent on training, reserves, anti-armor weapons, air defense, UAVs, and other subjects to protect Taiwan from military attacks from the Chinese mainland. What is your comment, please?

    Zhang Xiaogang: We have noticed relevant reports. China is consistently opposed to the US selling weapons to the Taiwan region. What it has done has grossly violated the One China principle and the three China-US Joint Communiques, severely undermined China’s sovereignty and security interests, and sent very wrong signals to “Taiwan independence” separatist forces. It must be pointed out that the US attempt to contain China with Taiwan, to root for the DPP authorities and to bloat the arrogance of “Taiwan independence” separatist forces by providing military assistance and selling weapons to them, will do nothing but undermine the peace and stability across the Taiwan Strait. These actions will eventually backfire to burn the United States itself.

    We urge the US side to stop military collusion with Taiwan and stop arming Taiwan in any way in order to maintain the relations between the two countries and the two militaries. Taiwan belongs to China. It is just across the strait from the mainland, and we will never let it drift away. The PLA will never back down in safeguarding national sovereignty and territorial integrity. We will take firm actions to defeat any attempts at Taiwan independence and any interference by foreign forces.

    Question: The website of Taiwan defense authorities recently released information that they have received detected mainland forces conducting joint landing exercises in waters near Dachengwan in Dongshan, Fujian Province. The exercise involved many types of fighters, helicopters and UAVs coupled with amphibious ships and RO-RO cargo ships loaded with ground forces. Taiwan defense authorities said they will closely monitor the exercise. What is your comment, please？

    Zhang Xiaogang: The relevant exercise is a routine arrangement within the PLA’s annual plan aimed to improve the capabilities of our troops for fulfilling missions and tasks. The PLA fears no reconnaissance or harassment against its operations. The DPP authorities should be fully aware of the strong capabilities and firm will of the PLA, see clearly that “Taiwan independence” will never succeed, and completely abandon their separatist illusion.

    Major Hurricane Milton is forecasted to potentially hinder or obstruct the Port of Tampa Bay, which receives more than 40 percent of Florida’s petroleum products. It’s crucial for the federal government to expedite all requested measures to protect Florida’s economy and to ensure a swift recovery. 
    U.S. Senators Marco Rubio (R-FL) and Rick Scott (R-FL) sent a letter to President Joe Biden urging the direction of federal agencies to expedite plans to respond to this potential obstruction.

    Dear Mr. President:
    ​With Hurricane Milton bearing down on Florida’s Gulf Coast, we request you direct federal agencies to expedite plans to respond to potential impediments or destruction of the Port of Tampa Bay and its associated federal channel.  Long-term disruptions to the port would not only hinder disaster response and recovery, but have lasting consequences for Florida’s economy. 
    ​As you may know, more than 40 percent of the volume of petroleum products consumed in Florida, including gasoline, diesel, and jet fuel, arrive through the Port of Tampa Bay, serving communities along the Gulf Coast and the I-4 Corridor. The port is also a major thoroughfare for aggregates and other construction materials that would be necessary for recovery and rebuilding efforts post-Hurricanes Helene and Milton. Due to the port’s location in Tampa Bay, the total length of the federal channels is approximately 70 miles, including portions that extend from the bay to beyond the barrier islands at the mouth of Tampa Bay.  This reality makes the channel susceptible to sand shoaling in normal conditions, but in severe hurricane conditions the port and channel could be otherwise obstructed by sediment and other storm debris.  The port’s location could also result in some of the most severe storm surge from Hurricane Milton impacting onshore facilities, including petroleum infrastructure.  Any extended disruptions to navigability of the federal or the operability of onshore petroleum infrastructure would have dire long-term consequences for the recovery of communities impacted by Helene and Milton as well as the Florida economy as a whole. Disruptions to the port would drive price increases and shortages of petroleum-based fuel products that could economically harm millions of Floridians.  
    ​To stave off long-term economic consequences that could be caused by impediments to navigation or the destruction of petroleum infrastructure at the Port of Tampa Bay, we urge you to expedite the finalization of plans to:
    Ensure U.S. Coast Guard and U.S. Army Corps of Engineers assets are in place to assess the federal channel for sediment shoaling and debris immediately following the storm;
    If needed, prepare to mobilize the Army Corps of Engineers for emergency dredging and construction operations to remove sediment from the federal channel and assist port tenants in rehabilitating onshore petroleum infrastructure as quickly as possible using natural disaster response emergency authorities; and
    Utilize waivers, as appropriate, to facilitate interstate deliveries of petroleum fuel products via truck, rail, and maritime modes of transportation.
    In the event that a worst case scenario occurs due to Hurricane Milton, preparation to accomplish these actions prior to landfall will aid in recovery.

    NORFOLK, Va. – Vice Adm. Doug Perry, Commander, U.S. 2nd Fleet (C2F) and Joint Force Command Norfolk, joins leaders from the U.S. Coast Guard Atlantic Area and Canadian Joint Task Force Atlantic in Halifax, Nova Scotia, for the 2024 Tri-Party Staff Talks.

    The Tri-Party Staff Talks, established in 2015, bring together key maritime forces to enhance collaboration and ensure interoperability between U.S. and Canadian forces. The discussions center on joint operations, intelligence sharing, and defense strategy, particularly in the North Atlantic and Arctic.

    As Second Fleet leads naval operations in the western Atlantic, Perry’s dual role with NATO adds further significance to the talks, underscoring the need for seamless coordination among Allied forces.

    “Our mission is clear, to safeguard the Atlantic and Arctic, maintain maritime security, and ensure free and open access to international waters,” said Perry. “These talks enhance our joint capabilities as we confront emerging challenges, including the protection of undersea infrastructure and rising competition in the Arctic.”

    This year’s talks will address several pressing issues. A primary focus is the growing importance of Arctic operations, as the region has increased activity. The Tri-Party will evaluate strategies for improving Arctic domain awareness, enhancing cold-weather capabilities, and refining joint responses to potential security threats.

    The 2024 Tri-Party staff talks also provide an opportunity to review joint exercises held earlier this year. Operation Nanook (OP NANOOK) 2024, conducted from August 15-27, brought together the U.S. Navy, U.S. Coast Guard, Royal Canadian Navy, and Royal Danish Navy for exercise operations in the Arctic waters near Nuuk, Greenland. These exercises included maritime interdiction training, gunnery drills, and search-and-rescue simulations that tested the forces’ ability to operate in harsh Arctic conditions.

    “Operation Nanook proved that our joint forces are ready to meet the challenges of the Arctic environment,” said Perry. “It also strengthened our collaboration with Canada and other NATO partners. Second Fleet is a premier fighting force, and we will continue to demonstrate this to the world. We are adaptable, flexible and above all, ready to fight.”

    Additionally, Tri-Party members conducted Frontier Sentinel 2024 in June; a tabletop exercise focused on refining operational procedures for defending undersea infrastructure. These exercises highlight the need for enhanced communication and operational alignment among the Tri-Party forces.

    Royal Canadian Rear Adm. David Patchell, Vice Commander, U.S. 2nd Fleet, emphasized the growing strategic importance of the Arctic.

    “The arctic environment is dynamic, its maritime terrain changes every day, and it is essential that we prioritize Northern operations” said Patchell. “The ability for the Tri Party forces to operate together in this environment is essential to maintaining stability in the region. This year’s talks are focused on understanding our shared challenges and optimizing our joint training to ensure we’re ready for future challenges.”

    Perry noted the DoD’s 2024 Arctic Strategy has provided a framework for the Tri-Party partnership to further strengthen Arctic defense amongst the everchanging Arctic landscape.

    Congresswoman Debbie Dingell (MI-06) on Friday sent a letter to Health and Human Services (HHS) Secretary Xavier Becerra urging the administration to take action to ensure health care providers have access to necessary medical supplies to prevent a shortage of intravenous (IV) fluid.

    “I am thankful for the coordination of the Department of Health and Human Services (HHS) with the Administration for Strategic Preparedness & Response (ASPR), and the Food and Drug Administration (FDA) in the wake of Hurricane Helene,” Dingell wrote. “This includes the work of ASPR in deploying approximately 200 personnel to North Carolina, including health care situational assessment teams, who are assessing the storm’s impacts on hospitals, nursing homes, dialysis centers and other health care facilities. Baxter’s International’s North Cove manufacturing site, which primarily makes IV and peritoneal dialysis solutions, in Marion, North Carolina, has been one of the hardest hit by Hurricane Helene. The rapid rain and storm surge resulted in water permeating the facility.”

    “Baxter International produces 60% of the national supply of IV solutions, and the hurricane’s impact on accessing the site’s supply has sounded alarms for a potential shortage. Baxter is actively working with local, state, and federal officials on plans to access the inventory in the facility and begin transfers of salvageable product out of the facility,” Dingell continued. “However, due to their constrained inventory, Baxter has begun implementing allocation limits on certain products to hospitals and other medical facilities based on their historical ordering from March through August of this year. Hospitals remain very concerned this situation will spiral into a nationwide shortage of critical IV products.”

    “Natural disasters often have effects beyond the horrific destruction and loss of life throughout the southeastern part of our country,” Dingell concluded. “This supply chain disruption is a grave reminder of the interconnection of our government and society – maintaining communication and cooperating through these adversities is the best solution to care for our communities.”

    Specifically, Dingell requested answers to the following questions:

    1. Baxter has begun implementing allocation limits on their products to ration IV products for the hospitals. What is being done to oversee the allocation process to ensure fairness throughout the country?
    2. We understand that HHS, FDA, and Baxter and working with manufacturers to ensure their operating at maximum capacity. Do you anticipate that this is enough to maintain the current need of hospitals and other medical facilities?
    3. In Baxter’s North Cove site in Marion, North Carolina, there are tens of thousands of pallets of product waiting to be distributed. Has any of this product been damaged? If so, what are you doing to ensure damaged products are not sent to hospitals and other medical facilities?
    4. If the Baxter site in North Carolina is unable to help provide the necessary IV solution to hospitals, what will HHS, ASPR, and FDA do to help meet demand?
    5. Do you expect this situation to result in an official shortage of IV fluids?
    6. Have you heard from hospitals canceling or postponing surgeries due to a lack of available IV fluids?
    7. Are you considering invoking the Defense Production Act (DPA) Title I authorities?
    8. How can Congress help in assisting the diversification and risk management of this supply chain?
    9. How can the agency best to diversify this supply chain and what funding is needed to help mitigate risk?
    10. How can the Center for Industrial Based Management & Supply Chain engage with stakeholders to optimize our IV solution supply chain to withstand severe weather events? If one company’s plant is shut down and causes such a shortage, what steps can be taken to alleviate this stressor?

    The nightmare in Gaza is now entering an atrocious, abominable second year.

    This has been a year of crises.  Humanitarian crisis.  Political crisis.  Diplomatic crisis.  And a moral crisis. 

    Over the last year — following the horrific terror attacks perpetrated by Hamas on 7 October — Gaza has become ground zero to a level of human suffering that is hard to fathom.

    More than 41,000 [Palestinians] have been reportedly killed, mostly women and children.  Thousands more are missing and believed to be trapped under the rubble.

    Virtually the entire population has been displaced – and no part of Gaza has been spared. 

    Journalists have been killed at a level unseen in any conflict in modern times. 

    And humanitarians – those who have dedicated their lives to helping others – are facing unprecedented, epic dangers. 

    A record number – including so many members of our UN family — have paid with their lives.

    The vast majority of those killed were part of the backbone of humanitarian relief operations in Gaza — UNRWA.

    In the midst of all the upheaval, UNRWA — more than ever — is indispensable.

    That’s why I have written directly to Israeli Prime Minister Benjamin Netanyahu to express profound concern about draft legislation that could prevent UNRWA from continuing its essential work in the Occupied Palestinian Territory. 

    Such a measure would suffocate efforts to ease human suffering and tensions in Gaza, and indeed, the entire Occupied Palestinian Territory.

    It would be a catastrophe in what is already an unmitigated disaster. 

    Let’s be clear in practical terms what such a measure would mean.

    Operationally, the legislation would likely deal a terrible blow to the international humanitarian response in Gaza. 

    UNRWA’s activities are integral to that response.  It is not feasible to isolate one UN agency from the others.

    It would effectively end coordination to protect UN convoys, offices and shelters serving hundreds of thousands of people. 

    Without UNRWA, the delivery of food, shelter and health care to most of Gaza’s population would grind to a halt. 

    Without UNRWA, Gaza’s 660,000 children would lose the only entity that is able to re-start education, risking the fate of an entire generation. 

    And without UNRWA, many health, education and social services would also end in the occupied West Bank, including East Jerusalem.

    If approved, such legislation would be diametrically opposed to the UN Charter and in violation of Israel’s obligations under international law. 

    National legislation cannot alter those obligations.  

    And politically, such legislation would be an enormous setback to sustainable peace efforts and to a two-state solution – fanning even more instability and insecurity. 

    This draft legislation comes as the situation in which Gaza is in a death spiral.

    The latest developments in the north are especially dire.

    We are witnessing a clear intensification of military operations by Israel.

    Residential areas have been attacked.  Hospitals ordered to evacuate.  And electricity cut off – with no fuel or commercial goods allowed in.

    Around 400,000 people are being pressed yet again to move south to an area that is overcrowded, polluted and lacking the basics for survival.

    Consider the situation for a family in the Jabalya refugee camp in the north. 

    They were ordered to leave their homes in October 2023. 

    Active operations subsided, and they returned. 

    They were once again ordered to evacuate in December 2023. 

    Active operations subsided, and they returned. 

    They were ordered again to evacuate in May 2024. 

    Active operations subsided, and they returned.

    And just this month, they were once again ordered to evacuate. 

    The conclusion is clear:  there is something fundamentally wrong in the way this war is being conducted. 

    Ordering civilians to evacuate does not keep them safe if they have no safe place to go and no shelter, food, medicine or water. 

    No place is safe in Gaza and no one is safe. 
     
    International law is unambiguous:  civilians everywhere must be respected and protected – and their essential needs must be met, including through humanitarian assistance.  All hostages must be released. 

    I strongly condemn all violations of International Humanitarian Law in Gaza.

    Meanwhile, southern Gaza is overwhelmed.

    Supplies are running low and Israeli authorities are only allowing a single, unsafe road for aid from the Kerem Shalom crossing, where humanitarians face active hostilities and violent, armed looting, fueled by desperation and the collapse of public order and safety.

    I have warned for months of the risks of the conflict spreading.

    The Middle East is a powder keg with many parties holding the match.

    The situation in the occupied West Bank is boiling over.

    Now, in Lebanon, attacks – including on civilians — are threatening the entire region.

    Over the last few days – exchanges of fire between Hizbullah and others in Lebanon and the Israel Defense Forces — have intensified across the Blue Line, in total disregard of Security Council resolutions 1701 and 1559.

    Large-scale Israeli strikes deep into Lebanon – including Beirut — have killed more than 2,000 people over the last year – and 1,500 in just the past two weeks alone. 

    The toll has already surpassed the 2006 war in Lebanon.

    Attacks by Hizbullah and others south of the Blue Line have killed at least 49 people over the last year. 

    Lebanese authorities report over one million people have been displaced in Lebanon – and 300,000 people have fled into Syria. 

    Over 60,000 people remain displaced from northern Israel.
      
    Recently, the IDF started incursions across the Blue Line. 

    We are on the verge of an all-out war in Lebanon – with already devastating consequences.  But there is still time to stop. 

    The sovereignty and territorial integrity of all countries must be respected.

    Members of our own peacekeeping force in Lebanon — UNIFIL – continue to carry out their mandates to the extent possible.

    The mission relies on full compliance by all parties.  I want to again express my gratitude and admiration to our peacekeepers and Troop Contributing Countries. 

    The men and women of UNIFIL are serving in what is today the most challenging environment for peacekeepers anywhere. 
     
    All actors must ensure their safety and security.

    And we must do far more on the humanitarian front. 

    The US $426 million humanitarian aid appeal for Lebanon is only 12 per cent funded.

    I urge donors to step up. 
     
    Dear ladies and gentlemen of the media,

    The conflict in the Middle East is getting worse by the hour — and our warnings about the horrific impacts of escalation keep coming to pass. 

    Every air strike, every missile launch, every rocket fired, pushes peace further out of reach and makes the suffering even worse for the millions of civilians caught in the middle.

    That is why we cannot and will not give up on our calls for an immediate ceasefire both in Gaza and Lebanon, the immediate and unconditional release of hostages, and immediate lifesaving aid to all those who desperately need it.

    That is why we cannot and will not give up on our calls for irreversible action for a two-state solution between Israel and Palestine. 

    All people in the region deserve to live in peace.

  • MIL-OSI Security: Secretary General thanks President of Finland for contributions to NATO and Ukraine

    On Tuesday (8 October 2024), during his first meeting with an Allied leader since taking office, NATO Secretary General Mark Rutte praised Finland’s many contributions to NATO and its strong support for Ukraine.

    “Since Finland became a NATO Ally eighteen months ago, the Alliance has become stronger and Finland has become safer. Finland has highly capable military forces and cutting edge capabilities, and you are investing more than 2% of GDP in defence,” said Mr Rutte, during a joint press conference at NATO headquarters in Brussels alongside Finnish President Alexander Stubb.

    The Secretary General welcomed Finland’s decision to host a NATO battlegroup and a new headquarters to lead NATO land operations in the region, which will strengthen the Alliance’s deterrence and defence along the Eastern Flank and the High North.

    The Secretary General and President Stubb also discussed Russia’s ongoing war of aggression against Ukraine.

    “NATO must and will do more to help Ukraine,” Mr Rutte said, adding that Ukraine could be facing its toughest winter since the full-scale Russian invasion began, and that Russia continues to carry out strikes against critical energy infrastructure.

    Mr Rutte noted that Finland has delivered more than 2 billion euros in military aid to Ukraine.

    “What Finland is doing helps save lives. And the more military support we give, the faster this war will end,” he said.

    While at NATO Headquarters, President Stubb also met with the Chair of the NATO Military Committee, Admiral Rob Bauer.

    A new column in the Washington Post shows how Democrats’ and Curtis Hertel’s abortion lies about Tom Barrett are failing to resonate with voters in the key House battleground race in MI-07.

    This comes after the Wall Street Journal editorial board called out the DCCC for lying about Republicans’ position on abortion, saying “Democrats aren’t even attempting to be honest about abortion this year… This from the party that claims to be the protector of women’s health. The next time you see an abortion ad from a Democrat, assume it’s not telling the truth.”

    BRIGHTON, Mich. — What if abortion is not the galvanizing issue on Election Day that Democrats are expecting? What I heard in Michigan last weekend made me wonder. Here in the 7th District, a congressional bellwether carried by Donald Trump in 2016 and Joe Biden in 2020, many voters just don’t prioritize the right to choose nearly as much as they did two years ago.
     
    The 7th, which stretches from suburban Detroit to the capital of Lansing in central Michigan, hasn’t been easy for either party. Rep. Elissa Slotkin (D) won reelection here in 2022 by five points after clobbering her opponent, Tom Barrett, with commercials highlighting his stance as “100% pro-life — no exceptions.” A former Army helicopter pilot, Barrett never stopped running after the midterms. With Slotkin seeking the open U.S. Senate seat, Barrett now faces Curtis Hertel, a former colleague in the state Senate and aide to Gov. Gretchen Whitmer (D). It’s one of the most expensive races in the country — and one of the closest.

    But after Hertel delivered a pep talk to 16 volunteers at a party field office here last Saturday afternoon, state Rep. Jennifer Conlin (D) told the group that she had just returned from knocking on doors and expressed amazement at how much less abortion comes up than when she won two years ago in the aftermath of Dobbs.
     
    That’s largely because many Michiganders feel a woman’s right to choose was guaranteed after voters overwhelmingly passed a state ballot referendum in 2022 to enshrine a right to the procedure in the state constitution. Certainly, these days, local Republicans call the issue settled, and that’s making it harder for Democrats to appeal to the multitudes of center-right women who crossed over to vote for Slotkin, Whitmer and the abortion initiative in 2022.
     
    While Harris is winning college-educated women by large margins, there’s growing anxiety among top Democratic operatives that enthusiasm about voting for her has gotten shakier across the three blue-wall states that present her clearest path to the presidency: Michigan, Wisconsin and Pennsylvania. Slotkin recently told donors that her polling has Harris “underwater” in this state where 16 electoral votes are up for grabs. Trump has also been making incremental inroads with traditional Democratic constituencies, including Arab Americans and Black men, which could make the difference in a race as tight as this.

    In this environment, Barrett, 43, knows better than to say much. In an interview after marching in a parade with his daughter, he promised not to support any national ban that would overturn his state’s constitutional protections. If elected, he says, he would fight to protect the Hyde Amendment, so taxpayers don’t fund abortions, and champion incentives for women, including tax credits, to give up babies for adoption instead of aborting them. That’s been GOP boilerplate for 40 years.
     
    Barrett says his biggest question going into the final month is whether pollsters are accounting for less-likely-to-vote Trump voters in Michigan whom they missed ahead of the 2016 and 2020 elections. If they are, he stands to come out ahead. Certainly, Barrett benefits from being better known than he was two years ago.
     
    Republicans harbor no illusions about winning a college town like East Lansing, but they’re trying to minimize their losses after Slotkin carried 67 percent of the county that includes Michigan State in 2022. The House campaign launched Spartans4Barrett for campus outreach, and Trump is also doing more aggressive collegiate outreach than four or eight years ago.

    How AI is transforming government IT

    At Microsoft for Government, our job is to help governments make the most of their AI investments with best-in-class solutions that are tailored to their unique needs and brought to life through our global network of technology partners. Since the advent of generative AI in late 2022, we have worked closely with a wide array of agencies and organizations to develop targeted use cases designed to improve everything from citizen services to cybersecurity.

    This level of innovation is even more impressive considering the unique pressures facing governments. Leaders must deliver results within constrained budgets and limited resources, respond to shifts in societies and workforces, and protect some of the most heavily cyber-attacked data and systems in the world.

    Here’s a brief look at four essential areas where AI is helping to empower customers and reshape the impact of government around the world.

    1. Delivering personalized experiences

    Unproductive interactions with automated call centers and outdated websites are the bane of many constituents’ relationships with their government agencies. Well-intended at the core, too many of these services fail to connect with constituents, recognize their needs, and deliver useful information in a timely way.

    Generative AI is revolutionizing these resources with self-service portals and contact centers that provide modern, user-friendly digital experiences. The combination of natural language processing (which enables machines to understand and generate human language), and semantic search (which goes beyond simple keyword matching to comprehend the meaning of a query) makes it possible to readily create chatbots and agents that interact smoothly with people and reason over vast amounts of data to instantly provide solutions.

    An amazing example is a chatbot in India called Jugalbandi, built on Microsoft Azure OpenAI Service. Jugalbandi has bridged the nation’s vast linguistic divide by understanding spoken and typed questions, then responding in the user’s local language, all on widely used mobile devices. By covering 10 of India’s 22 official languages and 171 government programs (so far), it makes important information more accessible and reduces cost and friction for constituents and employees alike.

    2. Empowering the government workforce

    Ensuring that employees can focus on meaningful work is key to government success. In public service, many people are motivated by the opportunity to help others and solve important societal challenges. When subpar technology solutions create inefficiencies and cause unintended problems, productivity and morale suffer.

    Government workers, like employees everywhere, welcome services and solutions that reduce friction, keep them connected, and make them more productive. Solutions that use generative AI’s unique predictive analytics and forecasting capabilities can help employees improve their decision-making and overall efficiency.

    In the United Arab Emirates, the Dubai Electricity and Water Authority (DEWA) DWEA) built a new Business Requirement Document Generator using Microsoft Azure AI Services that enables employees to enter minimal information and easily generate important documents. Trained on 500 billion parameters, it proactively suggests required information and fills in gaps and other important information. What used to take one week can now be done in one day, including reviews. Complementing the solution, the Authority also boosted productivity by adopting Microsoft 365 Copilot, which is proving invaluable in helping employees to work faster and effectively, notably on research tasks.

    3. Modernizing government operations

    In many organizations and agencies, the journey to cloud computing has been hindered by important considerations unique to government, including cost, security, and a reliance on legacy systems which are often regarded as so critical that they can’t be modernized, despite being slow, complex, and vulnerable. As cloud and AI solutions become more mature and available, however, the barriers to modernization are dropping, while the price of inaction only rises.

    Generative AI’s code generation capabilities (which empower non-developers to readily create AI applications) make it possible to manage critical workloads in the cloud, while gaining new benefits in flexibility, scalability, and resilience across agencies. This can unlock critical data stuck in silos and drive better decision-making for officials who, for example, can make more informed decisions on proposed legislation. Likewise, for citizens, it can turn the process of obtaining a building permit into a productive interaction with a helpful virtual agent, rather than a gauntlet of arcane rules and regulatory snags.

    When Gamle Oslo realized that a district manager needed to log into 25 different systems to find relevant data for the city’s kindergarten services, they decided to build a unified data platform using Microsoft Fabric. The solution collects and analyzes all of the district’s data on housing, employment, health care, and public services, which had formerly been disconnected. Unified data with Fabric has improved many processes and opened the door to new benefits and insights, including setting the stage for new AI innovation.

    4. Securing data and protecting resources

    More than any other industry sector, governments are prime targets for cyberattacks. According to Microsoft’s Digital Defense Report for 2023, 53% of attacks worldwide focused on government organizations and critical infrastructure2. Over the last 18 months, public sector organizations have seen a 150% increase in cyberattacks3 due to the combination of escalating geo-political conflicts and increasing financial motivations.

    This dangerous threat landscape urgently requires governments to improve their ability to safeguard critical systems, enhance data protection, and maintain compliance with a host of regulations. Making the challenge even more difficult for governments is the growing demand for skilled cybersecurity staff. Worldwide, there is a shortage of 4 million cybersecurity professionals4, and the problem can be worse for governments, who often struggle to attract and retain talent.

    Cloud and AI technology can help level the cybersecurity playing field in a number of important ways. First, the Microsoft Cloud platform provides built-in security and resilience, reflecting our commitment to making security and compliance our top priority. Also, our comprehensive security offerings help an organization craft its own strategy using end-to-end products and tools. And finally, Microsoft Copilot for Security uses generative AI to empower security analysts to rapidly assess an organization’s security posture and create actionable insights and solutions at much greater speed than current approaches.

    When the Dominican Republic’s National Cybersecurity Center (CNCS) recognized increases in both frequency and sophistication of cyberattacks, they responded by modernizing the government’s information system and in national critical infrastructure. Their comprehensive approach included adopting a variety of Microsoft solutions to monitor, analyze, manage, and respond to cyber threat cases across the country. The benefits of modern cybersecurity were soon evident, as the event correlation system running on Microsoft Sentinel established relationships between indicators of compromise four times faster than earlier approaches.

    Senator Worked to Advance New Capability Supporting North Dakota as Most Advanced UAS Ecosystem in The Nation, Strengthens NAS Integration & Counter-UAS Development
    GRAND FORKS, N.D. – At the Unmanned Aerial Systems (UAS) Summit today, Senator John Hoeven announced that the Federal Aviation Administration (FAA) and Northern Plains UAS Test Site have reached agreement to share the FAA’s unfiltered radar data feed to support UAS integration efforts. North Dakota’s test site will be the first in the nation to receive this capability, which will:
    Maintain the state’s position as the most advanced UAS ecosystem in the nation.
    Strengthen the test site’s detect-and-avoid capabilities, which allows unmanned aircraft operating under the test site to safely fly where other state’s test sites could not.
    Empower the test site to detect malicious or unlawful UAS traffic, helping make North Dakota the premiere location for counter-UAS technology development.
    Countering threats from the misuse of unmanned aircraft is a critical Department of Defense (DoD) priority.
    This issue was at the heart of Hoeven’s recent discussions with Air Combat Command (ACC) Commander Gen. Kenneth Wilsbach and Chairman of the Joint Chiefs of Staff Gen. Charles Q. Brown.
    Accordingly, Hoeven is advancing Project ULTRA as the funding vehicle to support counter-UAS development. Hoeven worked to establish the initial contract valued at up to $18.25 million for efforts like this, and the project is eligible for additional funding in subsequent years.

    Hoeven is working with additional federal agencies, including the DoD and the Department of Justice (DOJ), to secure their approval of the agreement as soon as possible.
    Currently, FAA radars collect more data than can be shared outside of federal government agencies, due to technical challenges and security concerns. By working to unlock this capability for North Dakota, the state will be positioned to continue leading the future of unmanned aviation research, development and operations. Hoeven’s two guests at the UAS Summit are leading these important priorities:
    FAA Deputy Administrator Katie Thomson, a key figure in FAA’s efforts to safely integrate UAS into the national airspace (NAS).
    Gen. David Stewart, Director of the Joint Counter-Small UAS Office (JCO), who is leading the DoD’s efforts to protect against the misuse of drone technology.
    “This agreement between the FAA and the Northern Plains UAS Test Site to share unfiltered radar data adds a new tool to our vast toolkit in North Dakota, ensuring we remain the most advanced UAS ecosystem in the country,” said Hoeven. “We’ve worked for nearly two decades to build up our state’s talent, infrastructure and legal authorizations to make North Dakota the premiere location for all aspects of the UAS industry. As a result, our test site has more firsts and more partnerships than any other test site. Between this new capability and Project ULTRA, which will help fund many of the upcoming efforts, including counter-UAS development, we are positioned to continue leading the pack.”
    Advancing Project ULTRA
               Hoeven worked to establish and fund Project ULTRA to advance the development of practical UAS applications like supply delivery, base inspections and installation security, benefitting Grand Forks Air Force Base and military installations across the country. The senator recently announced that the DoD has tasked Project ULTRA with conducting demonstration flights using unmanned aircraft to move cargo between Grand Forks Air Force Base and Cavalier Space Force Station.
    Enhancing Counter-UAS Capabilities
               Hoeven stressed how initiatives like Project ULTRA can be utilized to strengthen the nation’s counter-UAS capabilities. Currently, threats such as drone swarm attacks against Israel and Ukraine, as well as UAS incursions into airspace near U.S. military bases, require significantly more expensive counter measures from the U.S. and its allies. This comes in addition to legislation Hoeven helped introduce and pass to support the development of counter-UAS technology and protect important facilities from potential misuse of unmanned aircraft. Hoeven is now sponsoring a bill to renew and expand upon the authorities created under this law.
    Strengthening ND’s Missions
               Following the fireside chat, Hoeven introduced a video from Dr. William LaPlante, Under Secretary of Defense for Acquisition and Sustainment, who the senator has invited to the state to see its UAS ecosystem firsthand. Hoeven, who serves as a member of the Senate Defense Appropriations Committee, has been working with LaPlante to advance the range of missions in North Dakota, from nuclear missions in Minot to the unmanned missions in the Red River Valley. LaPlante’s remarks reinforced the discussion between Hoeven, Thomson and Stewart, further driving home the importance of UAS and counter-UAS to future DoD operations.

    CHARLESTON, WV — Gov. Jim Justice has activated approximately 40 members of the West Virginia National Guard to support response and recovery efforts for Hurricane Milton, which is projected to make landfall in Florida on October 9, 2024. 

    Approximately 10-12 Airmen from the 130th Airlift Wing headquartered in Charleston, West Virginia, will deploy to assist the State of Florida with potential search and recovery operations. 

    Additionally, approximately 30 engineers from the 821st Engineer Construction Company headquartered in Summersville, along with support equipment such as skid steers and front loaders from the 601st Engineer Support Company headquartered in Buckhannon, will also deploy to assist with debris removal and management Operations.

    Both groups will initially stage in northern Florida under the command of the Florida National Guard and will deploy to impacted communities as determined by state and local officials. They are expected to spend approximately 12 days on the ground in a State Active Duty status.

    “When our neighbors put out the call for help, time and time again, we answer,” Gov. Justice said. “We supported our friends in Kentucky last year, and now we’re running to the fire in Florida. That’s what we do in West Virginia–we pull the rope together and help our neighbors. So, I’m proud we can join forces with the Florida National Guard in their response efforts. My thoughts and prayers are with our amazing men and women traveling south, all the first responders in the area, and everyone dealing with this challenging hurricane season. Let’s continue to take care of each other.”

    “With the devastation of Hurricane Helene still present, Florida is now under threat of a storm with even deadlier potential,” Maj. Gen. Bill Crane, Adjutant General of the West Virginia National Guard, said. “Our Soldiers and Airmen will be there to help support response and relief efforts as needed, support first responders and officials, help citizens survive, and help stabilize communities in the aftermath of Milton. One of the most important missions of our National Guard is neighbors helping neighbors. With the strong support of Gov. Jim Justice, we are ready to provide any and all assistance we can render.”

    West Virginia National Guard assistance was formally requested through the Emergency Management Assistance Compact, or EMAC process. EMAC is a mutual aid agreement among states and territories of the United States that enables states to request resources during naturaland man-made disasters, complementing the national disaster response system. The requesting state is responsible for covering the costs of the provided aid.

    Hurricane Milton is expected to make landfall in the Tampa Bay region of Florida late Wednesday evening as a Category 3 storm. Milton is forecast to bring potentially catastrophic storm surges along the western coast of Florida, torrential rains and flash flooding, damaging hurricane-force winds, tornadoes, and massive power outages as it makes its way across the state before reemerging as a Category 1 hurricane in the Atlantic Ocean. Currently wavering between a Category 4 and Category 5 storm as it churns in the Gulf of Mexico, Milton is forecast to bring ashore rainfall in excess of 15 inches and coastal surges of more than 10-15 feet. 

    Milton will impact Florida communities still reeling from the impacts of Hurricane Helene, which battered the southeastern United States, killing at least 225 people. Fifty-one of 67 counties in Florida are now under emergency warnings as Milton approaches, and massive mandatory evacuations are underway.

    PHOENIX – Today, Rep. Ruben Gallego (AZ-03) sent a letter to President Biden urging him to take immediate action to address a growing IV and dialysis solutions shortage. IV solutions – critical for providing care at health facilities – are in short supply after Hurricane Helene forced one of the country’s largest manufacturing facilities to close. The shortage could grow worse as another major facility is in the potential path of Hurricane Milton.

    “IV and dialysis solutions are critical to providing care at health facilities across the country, including hospitals and health systems,” Rep. Gallego wrote. “Unfortunately, due to the damage at the Baxter facility, I am hearing from hospitals in my state that they are being informed of supply issues and have been put on strict ordering restrictions. A prolonged shortage of IV solutions would be disastrous for the health and safety of Arizonans and would make it more difficult for medical professionals to provide care.”

    In the letter, Rep. Gallego urges the President to consider the following actions to help Arizona’s hospitals and health care providers keep Arizonans safe:

    • Appoint a member of his Administration to address IV and dialysis solutions supply issues and serve as a point of contact for hospitals and health systems.

    • Declare a national emergency and public health emergency.

    • Declare an official shortage of IV solutions.

    • Provide additional flexibility to hospitals and health systems to allow them to prepare IV solutions internally.

    • Consider extending the expiration dates of IV solutions wherever possible.

    “In addition to the above actions to aid providers, additional actions will likely be needed to alleviate the supply issues moving forward,” he concludes. “This may include invoking the Defense Production Act to improve domestic supply chains, as well as connecting international suppliers with health systems across the country.”

    WASHINGTON, D.C. — U.S. Senator Angus King (I-Maine), a member of the Senate Armed Services Committee (SASC), has written a letter to Comptroller General Gene Dodaro urging the U.S. Government Accountability Office (GAO) to begin work on a report that reviews suicide prevention matters of the reserve component of the Department of Defense (DOD). The Fiscal Year 2025 National Defense Authorization Act (NDAA) requires the GAO to conduct a review of suicide prevention and response policies for reserve personnel, and the extent to which the DOD and military services have coordinated these policies at the federal, state and local levels. Senator King’s letter comes just weeks ahead of the first anniversary of the Lewiston shooting that was carried out by an Army reservist, who failed to receive adequate mental health care.
    Over one-third of U.S. military service members serve in the reserve component, which provides trained units and qualified personnel in times of war or national emergency, or to fill the needs of the Armed Forces whenever more units and personnel are needed. In 2023, the DOD reported that the suicide rate among reserve component personnel was generally similar to that of the U.S. population. However, reserve component personnel offices often have limited access to military suicide prevention resources.

    Representing one of the states with the highest rates of veterans per capita, Senator King is a staunch advocate for America’s servicemembers and veterans. He has been among the Senate’s most prominent voices on the need to address veterans suicide, and has repeatedly pressed for action from top Department of Defense officials on this issue. Most recently, at the request of Senator King, the Department of Defense (DoD) released a new report breaking down suicide rates in the Armed Service by job function. Additionally, he recently wrote a letter urging further investments in traumatic brain injury research, the signature wound of the Iraq and Afghanistan wars that has unfortunately led to a high number of veteran suicides. This past August, he introduced legislation to provide safe firearm storage for veterans in an effort to reduce suicides.

    FEMA, Federal Response Positioned to Fully Support Florida Ahead of Milton Landfall

    WASHINGTON — FEMA and its federal partners are leaning forward and have pre-positioned resources to support local and state response efforts ahead of Hurricane Milton’s landfall. President Joseph R. Biden approved an Emergency Declaration for Florida on Monday, authorizing FEMA to coordinate Federal disaster relief efforts to save lives and protect the health and safety of those in the storm’s path. FEMA Administrator Deanne Criswell is on the ground, meeting with officials across the impacted states to marshal the full capabilities of the federal government. 

    This includes pre-staging a full slate of response capabilities in Florida and the region, including: seven FEMA Incident Management Assistance Teams, eight FEMA Urban Search & Rescue and swift water rescue teams, three U.S. Coast Guard Swift Water Rescue teams, four Health Care System Assessment Teams, five Disaster Medical Assistance Teams and an Incident Management Team from the U.S. Department of Health and Human Services, U.S Army Corps of Engineers (USACE) temporary power teams, debris experts and a roofing team, U.S. Environmental Protection Agency (EPA) debris removal and wastewater experts, 300 ambulances and 30 High Water Vehicles with ladders from the U.S. Department of Defense. Additionally, FEMA has five incident staging bases with commodities including food and water. Right now, FEMA currently has 20 million meals and 40 million liters of water in the pipeline to deploy as needed to address ongoing Helene and Milton response efforts and can expand as needed.

    The National Hurricane Center forecasts Hurricane Milton will be a large and extremely dangerous hurricane when it approaches the west coast of Florida tomorrow, bringing devastating hurricane-force winds and life-threatening life surge. In addition to storm surge and extreme winds, Milton will bring heavy rain and the risk of life-threatening flooding, especially in areas with coastal and inland flooding. 

    Hurricane Milton is an extremely dangerous, potentially deadly storm. Those in its path are urged to rush to complete preparations today, know how they are going to get information and listen to local officials.  

    FEMA senior leaders across different regions are on the ground in Florida supporting response efforts. FEMA Region 10 Regional Administrator Willie Nunn will remain in Florida throughout the duration of Hurricane Milton. John Brogan, the Federal Coordinating Officer for Milton and Helene, will also remain in Florida. Nearly 900 staff are already supporting recovery efforts at the Joint Field Office in Tallahassee and operating across the designated counties for hurricanes Helene, Debby and Idalia. This includes more than 460 supporting Hurricane Helene recovery, more than 300 supporting Hurricane Debby recovery and more than 100 supporting Hurricane Idalia recovery.

    FEMA officials are still actively supporting North Carolina, Georgia, South Carolina, Florida, Tennessee and Virginia as they respond to and recover from Hurricane Helene including more than 7,400 federal workers of which 1,500 are FEMA staff. FEMA will not divert personnel or resources from these ongoing responses. 

    FEMA understands that people in the path of this storm may still be recovering from hurricanes Helene, Debby and Idalia and urges everyone to protect themselves and take care of others because time is running out to prepare for the hurricane’s potentially deadly impacts.

    Counties in Hurricane Milton’s path have issued evacuation orders. If you need to evacuate, please “evacuate out, not up.” People should visit FloridaDisaster.org/Know to determine if they live in an evacuation zone. 

    • If you are told to evacuate, do so immediately.  
    • Your gas tank and electric vehicle only need to be halfway full or halfway charged to ensure you can evacuate further inland to a safe location and away from storm surge. You may only need to travel tens of miles, not hundreds.
    • If you live in a county with an evacuation order in place and need evacuation assistance, please call 1-800-729-3413 from 7 a.m. to 7 p.m. for the hurricane evacuation charter bus schedule. Again, this is for residents that are in areas with evacuation orders. Florida also partnered with Uber to provide free rides to a shelter using the code MILTONRELIEF.
    • The state of Florida has activated the State Assistance Information Line. Residents needing information and resources can call 1-800-342-3557. There are English, Spanish & Creole speakers available to answer questions.
    • A list of emergency shelters, including those that can accommodate people who need assistance and those who have pets can be found at Shelter Status | Florida Disaster.

    WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.), member of the Senate Commerce Committee,introduced the Artificial Intelligence Weapons Accountability and Risk Evaluation (AWARE) Act, legislation to bolster the U.S. Department of Defense’s ethical technology leadership and transparency regarding AI-enabled defense systems. The legislation requires the Pentagon to report to Congress on risk assessments of the use of AI in our defense systems, including the accuracy, cybersecurity and privacy risks, and potential for civilian harm. These risk assessments must also include what AI systems have been exported to, or used by, foreign entities. 
    “We know that AI-enabled weapons are exacerbating harm to civilians in warzones, and without effective oversight these systems could dangerously reshape our future. The United States has an obligation as a leader in AI innovation to also lead in AI ethics. We must be ready to answer questions about accuracy, security, privacy, and harm when we use AI-enabled weapons—and we need better data to do that,” said Sen. Welch. 
    The AWARE Act will: 

    Create a risk assessment process that minimally evaluates the following criteria: bias, bias towards escalation, dependability, cybersecurity, privacy, and risk of civilian harm; 
    Apply the aforementioned risk assessment to any AI-enabled weapons, targeting, or decision support systems (that directly support weapons or targeting systems); 
    Require the Department of Defense to conduct an annual risk assessment of all covered systems, and conduct a new risk assessment when there are technology procurements, the weapons review process is initiated, or there is an update to an underlying AI model;  
    Catalogue the covered technologies and assessment outcomes in a risk ledger that is unclassified to the extent possible but may include a classified appendix; 
    Annotate which of these technologies have been exported, shared, or used by a foreign person or government; and 
    Report to Congress annually on the progress of implementing this Act, the ledger itself, and a report on the findings. 

    The AWARE Act is endorsed by Access Now, Brennan Center for Justice, and Public Citizen. 
    “The lack of transparency in the military’s use of AI poses significant risks to human rights,” said Willmary Escoto, U.S. Policy Counsel at Access Now. “The AWARE Act addresses this by establishing risk assessments for AI-enabled systems, ensuring that factors like bias and the potential for civilian harm are evaluated before and after deployment. Access Now fully supports its passage and commend Senator Welch for prioritizing this issue.” 
    “The Department of Defense has committed billions of dollars to military applications of AI that implicate who or what the government targets with lethal force, and Congress and the public have the right to know basic facts about how these technologies work, whether they are effective, and what safeguards are in place,” said Amos Toh, senior counsel of the Liberty and National Security Program at the Brennan Center for Justice. “The AWARE Act is an important first step towards dismantling excessive secrecy about military grade AI that has grievous consequences for life and liberty.” 
    “A reckless rush to develop and deploy autonomous weapons—with the capacity to deliver lethal force without any specific human approval—risks sparking a new global arms race for a dangerous and untested set of technologies that could inflict enormous harm on civilians. Sen. Welch’s legislation is a common sense and much needed measure to ensure the Pentagon gives Congress the basic information it needs to oversee AI weapons policy,” said Rob Weissman, Co-President of Public Citizen.

The funding will support MHADC’s comprehensive veteran suicide prevention programming that provides veterans with direct assistance from specialists, access to therapeutic activities and mental health resources, as well as a full-spectrum of support services. Ryan, a West Point graduate and Army veteran, delivered the funding during National Suicide Prevention Month and has fought for funding for veteran suicide prevention programs since his time as Ulster County Executive. The federal funding awarded to Mental Health America of Dutchess County is from the Department of Veterans Affairs (VA)’s Staff Sergeant Parker Gordon Fox Suicide Prevention Grants (SSG Fox SPGP.)

    “MHADC’s veterans program saves lives – period,” said Congressman Pat Ryan. “Every day, we lose more than 17 heroes to suicide – we should not lose even one.     The VA’s Staff Sergeant Parker Gordon Fox Suicide Prevention Grants directs funding to community-based suicide prevention efforts and increases accessibility to VA support and resources through community-based organizations. 

    Mental Health America of Dutchess County’s SSG Fox SPGP’s program provides veterans with direct assistance from program specialists and connects them with the specific supportive services they need. The program offers unique opportunities and therapeutic approaches including equine, art, and music therapy to keep veterans active and engaged. Additionally, the program assists veterans with Temporary Income Support Assistance and VA benefits and healthcare assistance. 

    MHADC’s other veterans programs offer a full spectrum of services to uplift Hudson Valley veterans, including:

    • Vet2Vet is funded by the Joseph P. Dwyer Veterans’ Peer Services Project. Services include support groups, short-term care management, recovery groups, referrals for specialized care, benefits claims assistance, educational information, and free social events and supportive networks.Advocacy
    • The HERO Program that tackles veteran homelessness and includes funding for emergency housing for veterans and their families.
    • The Veterans Employment Training & Transitions Assistance Program (VET-TAP) assists veterans in gaining fulfilling employment, including resume building, job hunting, job applications, and interview preparation. The program also offers local Veterans the opportunity to obtain licenses and certifications in various fields. 

    According to the VA’s 2023 National Veteran Suicide Precention Annual Report, the U.S. loses over 17 veterans per day to suicide. The Report also found that suicide was the 13th leading cause of death among veterans in 2021 and the American Psychological Association notes that veterans are 1.5 times more likely to die by suicide than nonveteran adults.

    Congressman Ryan graduated from the United States military Academy at West Point in 2004 and is the first West Point graduate to represent the Academy in Congress. He served two combat tours in Iraq with the U.S. Army. As Ulster County Executive, Ryan fought for funding for the The Dwyer Veteran Peer Support Projects, a peer-to-peer program that supports veterans living with PTSD, TBI, addiction, and mental health challenges. 

    Ryan serves on the House Armed Services Committee and is a member of the House Bipartisan Mental Health and Substance Use Disorder Task Force. Ryan has pushed for significant legislation to address the suicide and mental health crisis in the veteran and military servicemember communities, including the Veterans’ Sentinel Act, the PFC Joseph P. Dwyer Peer Support Program Act, and the Vet CENTERS for Mental Health Act as well as resolutions to bring awareness to the crisis including Recognizing the Suicide Awareness and Remembrance Flag and Expressing support for the designation of September 22 as “National Military and Veterans Suicide Awareness Day.”

    Ryan has fought for federal funding for organizations that support Hudson Valley veterans, including delivering $1 million for the Rumshock Veterans Foundation’s Veterans Village Project that is currently constructing affordable housing for homeless veterans in Orange County.

    WASHINGTON, D.C. – On September 25, 2024, U.S. Representative Gabe Vasquez (N.M.-02) voted to pass a bipartisan spending bill to keep the government funded through a continuing resolution.

    “The bipartisan spending bill ensures the federal government can continue providing essential services to every corner of New Mexico. From wildfire response to veteran support to nutritional assistance for families, we are protecting the programs that our communities depend on,” said Vasquez.“This bill is just the start—we must continue to work towards a long-term funding solution that provides stability for our government, our economy and the people we serve. Americans deserve a government that doesn’t jump from crisis to crisis.  I remain committed to coming to the table to work with my colleagues across the aisle to keep the government open.”

    The continuing resolution would protect the U.S. Forest Service’s ability to fight wildfires and prioritize fire suppression efforts, while extending the deadline for Hermit’s Peak/Calf Canyon Fire Assistance. It also extends the U.S. Department of Agriculture’s authority to provide benefits to those who have had their SNAP benefits stolen to ensure all New Mexicans still have access to the full SNAP benefits they need.

    The resolution also grants emergency funding for the Department of Defense to use funds for military construction projects and provides critical funding to the Secret Service to protect presidential candidates. 

    Vasquez will continue fighting for additional disaster aid to ensure New Mexicans affected by natural disasters receive the funding and support they deserve.

    European Parliament resolution on strengthening Moldova’s resilience against Russian interference ahead of the upcoming presidential elections and a constitutional referendum on EU integration

    The European Parliament,

    – having regard to its previous resolutions on the Republic of Moldova,

    – having regard to the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and the Republic of Moldova, of the other part[1], which includes a Deep and Comprehensive Free Trade Area,

    – having regard to the Republic of Moldova’s application for EU membership of 3 March 2022, and the European Council’s consequent granting of candidate country status on 23 June 2022,

    – having regard to the convening of the first Intergovernmental Conference on Moldova’s accession to the EU, held in June 2024,

    – having regard to Articles 2 and 49 of the Treaty on European Union,

    – having regard to the joint statement of 13 June 2024 by the US, Canada and the UK on exposing Russia’s subversive activity and electoral interference targeting Moldova,

    – having regard to Rules 136(2) and (4) of its Rules of Procedure,

    A. whereas on 20 October 2024, the Republic of Moldova is scheduled to hold a presidential election and a constitutional referendum on EU integration, amid ongoing Russian interference and attempts to destabilise the political situation and electoral process in the country;

    B. whereas the Russian Federation has been using economic blackmail, provocation, disinformation, illegal funding of political parties, cyberattacks and other hybrid means to undermine the stability, sovereignty, constitutional order and democratic institutions of the Republic of Moldova; whereas Russia’s subversive activities in Moldova seek to undermine popular support for the European path chosen by the people of Moldova and to incite destabilisation; whereas the active measures envisaged include establishing and promoting front organisations disguised as non-governmental organisations and ‘cultural centres’, disseminating online and offline disinformation, establishing strong pro-Russian political and societal constituencies and returning the Republic of Moldova to a state of dependency on Russian hydrocarbons;

    C. whereas in 2023, the EU imposed sanctions on key Moldovan oligarchs and pro-Russian actors, such as Ilan Shor, Vladimir Plahotniuc, Igor Ceaika, Gheorghe Cavaliuc and Marina Tauber, on the basis of a recently established sanctions regime targeting persons responsible for actions aimed at destabilising, undermining or threatening the sovereignty and independence of the Republic of Moldova; whereas allies of Mr Shor have reportedly actively recruited, arranged logistics for and provided financial compensation to individuals to join their protests; whereas on 3 October 2024, a large-scale electoral fraud operation was uncovered, financed by pro-Russian oligarch Ilan Shor, revealing that over USD 15 million had been transferred in September 2024 to over 130 000 Moldovan citizens involved in this voter bribery scheme; whereas on 18 September 2024, two close allies of Ilan Shor – deputy Marina Tauber and the Governor (Bashkan) of Gagauzia, Evghenia Guțul – met with the spokesperson of the Russian Foreign Ministry, Maria Zakharova, and subsequently gave false information about the EU and the Republic of Moldova’s future within it;

    D. whereas one of the tools used by the Russian state is the state-funded RT network (formerly Russia Today), which has moved beyond media activities, becoming actively involved in cyber operations, covert influence, military procurement and information warfare across various regions; whereas in June 2024, the US, together with the UK and Canada, exposed Russia’s efforts to engage in subversive activities and electoral interference targeting the Republic of Moldova;

    E. whereas in September 2024, the US imposed sanctions on three entities and two individuals for their involvement in Russia’s destabilising actions abroad, including in the Republic of Moldova; whereas these covert efforts have included RT personnel providing direct support to fugitive Moldovan oligarch Ilan Shor, the key perpetrator of the 2014 USD 1 billion bank fraud scandal; whereas, according to the US State Department, RT and its employees, including editor-in-chief Margarita Simonyan, have directly coordinated with the Kremlin to support Russian Government efforts to influence the Moldovan presidential election of October 2024, with the apparent aim of inciting unrest in the Republic of Moldova;

    F. whereas the Security and Intelligence Service of the Republic of Moldova has reported an unprecedented level of intensity in Russia’s actions aimed at anchoring Moldova within its sphere of influence; whereas this hybrid threat is targeted at democratic processes and undermines European integration by amplifying radical separatist tendencies in the south of the country, particularly in Gagauzia (UTAG), using propaganda, manipulating the information space, interfering in the electoral process and conducting subversive operations; whereas Moldova’s national security services have stated that Russia is funding the ‘no’ campaign, with around EUR 100 million for pro-Russian political groups, and spreading disinformation on social media to sow doubt about the legitimacy of the electoral process; whereas in 2023, Ukrainian intelligence reported that it had intercepted a plan by Russia to stage a coup and oust Moldovan President Maia Sandu;

    G. whereas the Republic of Moldova has taken steps to combat Russian interference, including by banning pro-Russian political parties that are operating outside the law, sanctioning oligarchs, suspending media outlets that spread disinformation, and increasing customs controls; whereas Moldova’s updated national security strategy attributes disinformation campaigns and other hybrid attacks to Russia;

    H. whereas the unprovoked, unjustified and illegal war of aggression launched by the Russian Federation against Ukraine profoundly affects regional security and stability, endangering the Republic of Moldova’s macroeconomic situation, financial stability, democratic development and social cohesion, while further increasing the incidence and severity of poverty, inflation and emigration; whereas the Russian Federation, in cooperation with domestic Russia-sponsored actors, galvanises and uses the resultant widespread economic, geopolitical and security uncertainty to delegitimise and foster opposition to the Moldovan Government’s pro-European policies;

    I. whereas despite the dramatic effects of the war on Ukraine and these destabilisation attempts, the Republic of Moldova has managed to significantly consolidate its democracy, continue its reform trajectory and develop its relations with the EU; whereas the improvements in the country’s democratic system have been reflected in its progress on various international indexes; whereas the Moldovan Government’s enhanced implementation of current agreements demonstrates its commitment to closer cooperation with and integration into the EU;

    J. whereas the Republic of Moldova is a close and valued partner of the EU; whereas its application for EU membership, and the European Council’s decision to grant candidate country status to the Republic of Moldova on the understanding that nine steps are taken, demonstrates a strong joint ambition for swift EU integration; whereas through the Association Agreement and the Deep and Comprehensive Free Trade Area, in force since 2016, the EU and Moldova have committed to promoting political association and achieving economic integration;

    K. whereas on 3 March 2022, the Republic of Moldova applied for EU membership, and on 23 June 2022, was granted candidate country status by unanimous agreement of all 27 EU Member States; whereas the EU opened accession negotiations with the Republic of Moldova during the first accession conference at ministerial level, held in Luxembourg on 25 June 2024, following the European Council’s decision of 14-15 December 2023 to open accession negotiations with Moldova, and the Council’s approval of the negotiating framework for these negotiations on 21 June 2024; whereas EU accession remains a merit-based process that requires the fulfilment of the EU membership criteria;

    L. whereas every sovereign state has the inherent right to defend itself and to invest in its defence and resilience capabilities, and such actions are consistent with the Republic of Moldova’s status of neutrality;

    M. whereas the Council has adopted assistance measures worth EUR 137 million for the benefit of the Armed Forces of the Republic of Moldova under the European Peace Facility since 2021;

    N. whereas on 24 April 2023, the EU set up the Partnership Mission in the Republic of Moldova (EUPM Moldova) under the common security and defence policy, with the objective of enhancing the security sector’s resilience in the areas of crisis management, hybrid threats, including cybersecurity and countering foreign information manipulation and interference; whereas on 21 May 2024, Moldova became the first country to sign a Security and Defence Partnership with the EU, which will help strengthen cooperation on security and defence policy between the EU and Moldova;

    O. whereas, according to several reports, many priests from the Metropolis of Moldova have travelled to Russia, where they received funds with the intention of using them for electoral purposes in the Republic of Moldova;

    1. Stands in solidarity with the people of the Republic of Moldova and reiterates its unwavering support for the independence, sovereignty and territorial integrity of the Republic of Moldova within its internationally recognised borders;

    2. Strongly condemns the escalating malicious activities, interference and hybrid operations by the Russian Federation, pro-Russian oligarchs and Russian-sponsored local actors aimed at undermining the electoral processes, security, sovereignty and democratic foundations of the Republic of Moldova, fostering divisions within Moldovan society and derailing the country’s pro-European trajectory, ahead of the upcoming presidential election and the constitutional referendum on EU integration;

    3. Reiterates its call on the Russian authorities to respect the Republic of Moldova’s independence, sovereignty and territorial integrity, and to cease its provocations and attempts to destabilise the country and undermine its constitutional order and democratic institutions; reiterates its calls on Russia to withdraw its military forces and equipment from the territory of the Republic of Moldova, to ensure the full destruction of all ammunition and equipment in the Cobasna depot under international oversight and to support a peaceful resolution to the Transnistrian conflict, in line with the principles of international law and the 1999 Istanbul Summit Declaration of the Organization for Security and Co-operation in Europe;

    4. Calls for the EU and its Member States to ensure that all necessary assistance is provided to the Republic of Moldova to strengthen its institutional mechanisms and its ability to respond to hybrid threats; calls for increased EU support for Moldova in countering disinformation, hybrid threats and cyberattacks; underlines that this should entail boosting Moldova’s capacity to combat disinformation, strengthen its cybersecurity infrastructure and enhance resilience against external malign influences; emphasises the particular importance of countering false Russian narratives, while underscoring their malign interference in the Republic of Moldova and the ways in which they are used to justify Russia’s war of aggression against Ukraine;

    5. Calls on the Council to adopt additional targeted sanctions listings against individuals and entities responsible for supporting or carrying out actions which undermine or threaten the Republic of Moldova’s sovereignty and independence, as well as the country’s democracy, stability or security, and the rule of law; calls for the EU and national authorities to make sure those sanctions are duly implemented; reiterates its call on the respective hosting states and territories to extradite Ilan Shor, Vladimir Plahotniuc and other individuals sought for trial in the Republic of Moldova;

    6. Highlights the important role played by the EU Partnership Mission in the Republic of Moldova (EUPM Moldova); calls for the EU and its Member States to ensure that EUPM Moldova performs to the best of its ability, taking stock of progress and adapting its operations if necessary to make it as efficient as possible, while proposing to further extend its mandate beyond May 2025, adapt its scope and increase the mission’s resources; calls for the EU and its Member States to increase their support for Moldova’s Center for Strategic Communication and Combating Disinformation; calls on the Commission to report on the results of the EU support package for Moldova of June 2023, particularly the stated aim of countering foreign information manipulation and interference, and building capacity for independent media, civil society and youth;

    7. Applauds the Republic of Moldova’s steadfast support for Ukraine since the start of Russia’s war of aggression; commends the Republic of Moldova for welcoming 1.5 million Ukrainian refugees throughout the war, of which an estimated 125 000 remain in the country; calls for the EU and its Member States to ensure continued support for Moldova and its people in addressing the challenges facing the country as a consequence of Russia’s war of aggression against Ukraine, including large numbers of refugees, inflation, threats to its energy supplies and violations of its airspace;

    8. Reaffirms its commitment to the Republic of Moldova’s future membership of the EU; believes that its membership in the EU would constitute a mutually beneficial investment in a united and strong Europe; welcomes the widespread support in the Republic of Moldova for its European integration; stresses that the Republic of Moldova’s European integration represents not only a path towards greater economic prosperity, but also a safeguard for political stability and security in the face of external threats;

    9. Calls for the acceleration of the screening process and the timely organisation of subsequent intergovernmental conferences, where negotiations on Cluster 1 on Fundamentals should be initiated; calls for the EU to adequately support accession-related reforms by developing robust and adaptable financial instruments tailored to the Republic of Moldova’s specific needs with a view to effectively addressing its economic and structural challenges, and ensuring the country remains resilient and capable of implementing the necessary reforms throughout its EU accession process; urges the acceleration of Moldova’s gradual integration into the EU and the single market by allowing participation in new initiatives and EU programmes, which will deliver tangible socio-economic benefits in specific areas even before the country formally joins the EU; reiterates its call, in this regard, for the EU to take swift and significant steps towards the permanent liberalisation of its tariff-rate quotas;

    10. Calls for more consistent support for the Republic of Moldova in its EU accession process, including increased technical assistance by sending additional EU advisors to the Moldovan authorities, as a contribution to strengthening capacity-building;

    11. Calls for the adoption of a new growth plan for the Republic of Moldova so as to adequately finance and support Moldova in achieving economic convergence with the EU; believes that this plan should finance investments in infrastructure, human capital and the digital and green transitions, facilitating sustainable economic growth;

    12. calls on the Commission, in this regard, to include the Republic of Moldova in the Instrument for Pre-accession Assistance and to prioritise funding for candidate countries in its proposal for the next multiannual financial framework (2028-2034), ensuring the path towards EU membership;

    13. Welcomes the Republic of Moldova’s significant progress in implementing EU accession-related reforms and encourages the Moldovan authorities to continue the ambitious reforms on democracy and the rule of law; calls for the EU and its Member States to prioritise and allocate additional resources to efforts to support the rule of law and anti-corruption reforms in the Republic of Moldova in order to address vulnerabilities, including those related to corruption in the security sector, justice system, public administration and media, which could enable Russian interference and disinformation; encourages the Moldovan Government to continue working with all stakeholders towards a sustainable and comprehensive justice and anti-corruption reform, in line with EU and Venice Commission recommendations;

    14. Underlines the importance of advancing the country’s reform process in order to improve living standards, particularly for vulnerable groups, and to provide the younger generations with attractive prospects for life and work in the country, thereby increasing societal resilience to hybrid attacks and reducing the number of citizens seeking better living conditions elsewhere in Europe; highlights the need for the social acquis to be better represented in the Commission’s assessments and recommendations;

    15. Reiterates its support for stronger cooperation on security and defence policy between the EU and the Republic of Moldova; commends the Republic of Moldova for becoming the first country to sign a security and defence partnership with the EU and calls for this partnership to be put into practical action; calls for the EU to progressively include the Republic of Moldova in upcoming legislative initiatives and programmes relating to European security and defence; supports the continued work under the High-Level Political and Security Dialogue between the EU and the Republic of Moldova to enhance cooperation on foreign and security policy;

    16. Calls on the Member States to increase the European Peace Facility’s funding for the Republic of Moldova to further enhance the country’s defence capabilities;

    17. Reiterates its call for the EU and its Member States to continue supporting the efforts of the Moldovan authorities to maintain macroeconomic stability and enhance its energy security by supporting the construction of new electricity interconnections with neighbouring countries; calls for the EU and its Member States to financially support energy efficiency and renewable energy projects as a clean and sustainable way of reducing Moldova’s energy demand and diversifying its supply, while ensuring energy affordability, in particular for the most vulnerable groups;

    18. Urges the EU and its Member States to further strengthen cooperation with Moldova through targeted measures in order to enhance the country’s resilience to hybrid threats, including by improving strategic communications about the EU, supporting journalists and civil society in countering disinformation, promoting independent Russian-language media content and enhancing public information literacy; calls for additional resources and technical know-how to assist the Moldovan Government’s strategic communications, internal coordination and capacity-building against hybrid attacks and disinformation; commends the efforts of Moldovan civil society in supporting the Moldovan Government’s fight against disinformation and promoting democratic values; calls on the Commission and the Member States to continue supporting media literacy and media independence, as well as the strengthening of Moldova’s critical digital infrastructure, including through the replacement of Russian-origin information and communications technology systems; calls for the EU and its Member States to expand and intensify their direct engagement with Moldovan citizens by including them in various EU and bilateral programmes and projects, such as citizen consultations, and to foster people-to-people connections;

    19. Calls on the Commission to assist the Moldovan Government in putting pressure on social media platforms to address disinformation effectively;

    20. Instructs its President to forward this resolution to the Council, the Commission, the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the governments and parliaments of the Member States, the President, Government and Parliament of the Republic of Moldova, the United Nations, the Organization for Security and Co-operation in Europe, the Council of Europe and the Russian authorities.

  • MIL-OSI Asia-Pac: Vayu Veer Vijeta Car Rally from Thoise to Tawang formally flagged-off to mark 92nd Indian Air Force anniversary & 25 years of Kargil Vijay

    To mark the 92nd anniversary of the Indian Air Force (IAF) and 25 years of India’s victory in 1999 Kargil war, ‘Vayu Veer Vijeta’ car rally was formally flagged-off by Union Minister of State for Highways Shri Harsh Malhotra from Thoise in Ladakh on October 08, 2024. A team comprising over 50 Air Warriors, Army personnel, Air Veterans & members of the Uttarakhand War Memorial (UWM), left Thoise, one of the world’s highest altitude air force stations at 3,068m above mean sea level, to Tawang in Arunachal Pradesh.

    The IAF-UWM car rally, which will cover a total distance of 7,000 kms, was given a warm send-off to Thoise by Raksha Mantri Shri Rajnath Singh from the National War Memorial, New Delhi on October 01, 2024. It will traverse through nine States/Union Territories, halting at Leh, Kargil, Srinagar, Jammu, Chandigarh, Dehradun, Agra, Lucknow, Gorakhpur, Darbhanga, Bagdogra, Hasimara, Guwahati, Tezpur and Dirang, before concluding in Tawang on October 29, 2024.

    During the course of the rally, the team will engage with the youth and motivate them to join the Armed Forces. The objective is to raise awareness among the people about the glorious history of IAF; the deeds of valour of the air warriors in different wars & rescue ops; and attract the youth to serve the motherland. A number of former Air Force Chiefs will take part in the rally in different legs.

  • MIL-OSI Asia-Pac: DELIVERY OF YARD 3026 (NIRDESHAK)

    Nirdeshak (Yard 3026), second of four Survey Vessel (Large) ships, steered by the Indian Navy’s Warship Design Bureau and being built at Garden Reach Shipbuilders & Engineers (GRSE), Kolkata was delivered to the Indian Navy on 08 Oct 24. The first ship of the class, INS Sandhayak, was commissioned on 03 Feb 24.  The contract for four Survey Vessels (SVL) was signed on 30 Oct 18.

    The SVL ships are designed and built as per classification rules of Indian Register of Shipping by M/s Garden Reach Shipbuilders & Engineers (GRSE), Kolkata. The ship aims at full scale coastal and deep-water hydrographic survey of port/ harbour approaches and determination of navigational channels/ routes. The ship will also collect oceanographic and geophysical data for defence and civil applications. With a displacement of about 3400 tons and overall length of 110 meters, Nirdeshak is fitted with state-of-the art hydrographic equipment such as data acquisition and processing system, autonomous underwater vehicle, remotely operated vehicle, DGPS long range positioning systems, digital side scan sonar, etc. Powered by two diesel engines, the ship can achieve speeds in excess of 18 knots.

    The keel of the ship was laid on 01 Dec 20 and the ship was launched on 26 May 22. The ship has undergone a comprehensive schedule of trials in harbour and at sea prior to its delivery.

    Nirdeshak has an indigenous content of over 80% by cost. The delivery of Nirdeshak is a reassurance on impetus of the Government of India and the Indian Navy towards ‘Aatmanirbhar Bharat’. The delivery of Nirdeshak is a tribute to the collaborative efforts of a large number of stakeholders, MSMEs and the Indian industry in enhancing the maritime prowess of the nation in the Indian Ocean Region.
