    WASHINGTON, DC – U.S. Senators Jacky Rosen (D-NV) and Kevin Cramer (R-ND), members of the Senate Armed Services Committee, introduced the bipartisan Combat Action Recognition and Evaluation (CARE) for Remotely Piloted Aircraft (RPA) Crews Act to establish a status identifier for remotely piloted aircraft (RPA) crew who conduct combat operations, to help increase their access to mental health services and give them proper recognition. Creating a status identifier will provide them with the recognition and access to services they deserve, which have long been overlooked and out of reach. Nevada’s Creech Air Force Base is one of the highest operational tempo RPA installations throughout the Air Force. 
    Currently, RPA crews fly combat missions from the United States, but they have no identifier in their records for combat operations performed because they are not physically located in a combat zone. If a crew member decides to change career fields within the military or leave the service, there are often barriers for the member to receive the appropriate mental health services for those exposed to a combat environment because they lack a combat status identifier. This makes it difficult for members to receive prompt mental health care while in service or through the VA once they separate, despite the continuing mental health impacts of these operations.
    “Remotely Piloted Aircraft crew like those at Creech Air Force Base in Nevada perform combat operations but have no status identifier in their records for having done so, making it challenging to receive the support and care they deserve once they transition,” said Senator Rosen. “That’s why I’m introducing this bipartisan bill to establish a status identifier for these crews in order to help improve the recognition they’ve earned and to ensure their future care. I’ll always fight to support Nevada’s servicemembers.”

    LONDON, July 8 (Xinhua) — French President Emmanuel Macron began a three-day state visit to Britain on Tuesday, becoming the first French leader to make such a visit since 2008.

    “Together, we will respond to the main challenges of our time: in security, defense, nuclear energy, space, innovation, artificial intelligence, migration and culture,” E. Macron wrote on the social network X shortly after landing in the UK.

    “The United Kingdom’s expressed willingness to strengthen ties with the European Union is a strong signal – a signal that I welcome,” added E. Macron, calling his visit “a significant moment for our Europe.”

    King Charles III and Queen Camilla of Great Britain receive E. Macron and his wife Brigitte at Windsor Castle. Earlier, upon arrival at the Royal Air Force Northolt, the Macrons were met by Prince William and Princess Kate.

    Prime Minister Narendra Modi on Tuesday said India and Brazil will work to expand cooperation in trade, clean energy, defence, Artificial Intelligence, and digital public infrastructure, underlining that both countries share a common vision for inclusive development and a people-centric approach to innovation.

    Speaking at a joint press statement alongside Brazilian President Luiz Inácio Lula da Silva, PM Modi expressed his gratitude for being conferred with Brazil’s highest national honour — ‘The Grand Collar of the National Order of the Southern Cross’.

    “Today, being honoured with Brazil’s highest national award by the President of Brazil is a moment of great pride and emotion not just for me, but for 140 crore Indians. I sincerely thank the President, the Brazilian government, and the people of Brazil for this honour,” PM Modi said.

    Calling President Lula his “best friend” and “Chief Architect of the Strategic Partnership between India and Brazil,” the PM said every meeting with him has motivated him to work harder for the well-being of both nations. “I dedicate this honour to his strong commitment to India and to our enduring friendship,” he said.

    Trade and energy cooperation

    Highlighting ties in agriculture and health, PM Modi noted that cooperation in agriculture and animal husbandry spans several decades, and both sides are now working together in agricultural research and food processing too. “In the health sector too, we are enhancing our win-win collaboration. We have also emphasized the expansion of Ayurveda and traditional medicine in Brazil,” he said.

    OAKLAND — California Attorney General Rob Bonta and San Diego County District Attorney, Summer Stephan, today announced a $500,000 settlement with San Diego-based jewelry store Attractive Gems Jewelers (Attractive Gems) and its two owners, resolving allegations that the company engaged in deceptive lending practices. A joint investigation by DOJ and the San Diego County District Attorney’s Office found that Attractive Gems misled consumers by falsely promoting a store credit line as a way to build credit. The company also failed to provide required credit disclosures, and used unlawful arbitration clauses in installment contracts with military service members in violation of the federal Military Lending Act. Today’s proposed settlement, pending court approval, includes $400,000 in consumer restitution, $100,000 in civil penalties, and strong injunctive terms to deter future misconduct. 

    “Deceiving consumers and using false advertising to sell credit products has no place in California,” said Attorney General Bonta. “Attractive Gems Jewelers lured consumers in — including military servicemembers based in Southern California — with false promises of helping to build their credit. Today’s settlement provides important restitution for those harmed by Attractive Gem’s attempt to take advantage of struggling consumers, and a reminder to those offering credit products that they need to play by the rules. I thank the San Diego County District Attorney’s Office for their collaboration in this investigation and in the important effort to protect California consumers.”

    From approximately 2020 to 2022, Attractive Gems marketed and sold a $10,000 store-use only credit line for a yearly fee of $149.99. Attractive Gems promoted the credit line as a way to improve one’s credit – specifically by representing that credit line accounts would be reported monthly to credit bureaus. They broadened the reach of their advertising by hiring online social media influencers to promote the credit line as a way to build credit. Attractive Gems continued to sell the credit line even after the credit bureaus informed Attractive Gems that they would no longer report its line of credit on consumer credit reports. 

    The investigation also found Attractive Gems failed to provide important credit disclosures required by both California and federal law. These disclosures ensure borrowers understand important information about the credit contract, including exactly how much they are borrowing, the interest rate, what their monthly payments will be, and exactly how much the credit will cost them in interest payments over the life of the contract.  

    Attractive Gems’ installment contracts also included an unlawful arbitration clause for military service members in violation of the federal Military Lending Act. In order to protect service members from predatory lending practices, under the Military Lending Act creditors cannot ask covered service members or covered dependents to waive their right to sue in court or to give up other legal protections when obtaining a loan.

  • MIL-OSI Africa: Advisor to the Prime Minister and Official Spokesperson for Ministry of Foreign Affairs: Gaza Negotiations Aim to Bridge Gap Between Parties on Negotiation Framework

    Advisor to the Prime Minister and Official Spokesperson for the Ministry of Foreign Affairs Dr. Majed bin Mohammed Al Ansari affirmed that the indirect negotiations between Israel and the Islamic Resistance Movement (Hamas), currently hosted in Doha, aim to bridge the gap between the two parties regarding the negotiation framework that precedes the actual negotiation process.

    During the weekly press briefing organized by the Ministry of Foreign Affairs, Al Ansari stated that the Palestinian and Israeli delegations are present in Doha, and discussions are currently taking place with each delegation separately, with the aim of creating a suitable environment for agreement on the main issues between the two sides.

    He noted that it is too early to draw any conclusions about these negotiations, except that the talks are ongoing and the parties are engaged.

    He expressed the State of Qatar’s appreciation for the support of the United States in this regard, noting that the Qatari and Egyptian mediation teams are working around the clock in Doha to reach an appropriate negotiation framework.

    The Advisor to the Prime Minister and Official Spokesperson for the Ministry of Foreign Affairs reiterated Qatar’s firm stance and categorical rejection of any plan aimed at displacing the Palestinian people from their land.

    He pointed out that some of the statements heard in the media regarding displacement contradict international and humanitarian laws.

    He called on the international community to support the rejection of the displacement of the Palestinian people, noting that there is an international consensus against any forced displacement of Palestinians from their land.

    Al Ansari explained that it is premature to present a vision regarding the outcome of the ongoing negotiations or a specific timeline, pointing out that there is positive engagement from both sides so far.

    He said that the ultimate goal is undoubtedly to end this senseless war and the humanitarian catastrophe in the Gaza Strip. All mediation efforts by the mediators are aimed at achieving that.

    He added that the current discussions are specifically focused on the proposed truce, its conditions, and the guarantees that can be provided to reach positive outcomes, and what this truce could lead to in terms of resuming negotiations for a final resolution to this crisis and humanitarian disaster.

    He noted the statements made by HE the U.S. President Donald Trump supporting the achievement of an agreement regarding the situation in Gaza, stressing the importance of building on that through joint mediation efforts with the United States and the Arab Republic of Egypt.

    The Advisor to the Prime Minister and Official Spokesperson for the Ministry of Foreign Affairs pointed out that the current focus is on ensuring the success of these talks, maintaining their confidentiality, and continuing the engagement of both parties to ultimately reach a final agreement.

    He stated that Qatar welcomes the visit of the U.S. President envoy to the Middle East Steve Witkoff, at any time, noting that such a visit would support the ongoing consultations between the negotiating parties currently in Doha.

    Al Ansari said that any escalation on the ground complicates the mediators mission. The Israeli escalation in the Gaza Strip is significant, and the operations that have led to the martyrdom of hundreds of Palestinians on a daily or near-daily basis since the collapse of the previous truce constitute a full-fledged humanitarian catastrophe unfolding before the eyes and ears of the entire world.

    As for media leaks, He added that, some of them lead to a negative media stream at times, which may result in a shift in positions inside the negotiation room, stressing that Qatar is keen to keep this process in its proper place and to provide information when it is mature and ready to be shared.

    He emphasized the great significance of this international award, noting that previous recipients include former US President Bill Clinton, the late Soviet President Mikhail Gorbachev, former UN Secretary-General Kofi Annan, and many other peacemakers who received the award under various circumstances.

    Palestinian territories, as well as efforts to reach a broader agreement with Iran on its nuclear program, and other matters of mutual concern.

    He explained that on Tuesday, the Prime Minister and Minister of Foreign Affairs met with his Egyptian counterpart, Prime Minister Dr. Mostafa Madbouly, with discussions focused primarily on bilateral relations and joint mediation efforts by Qatar and Egypt to end the catastrophic war in Gaza.

    He also mentioned that a round of political consultations was held on Monday in Sofia, the capital of Bulgaria, between the foreign ministries of Qatar and Bulgaria.     WASHINGTON – Today,U.S. Senator Tommy Tuberville (R-AL) joined U.S. Department of Agriculture (USDA) Secretary Brooke Rollins and Department of Defense (DoD) Secretary Pete Hegseth and other government officials in a press conference announcing the Trump administration’s National Farm Security Plan. 

    During the event, Secretary Rollins announced that as of today, the Ag Secretary will enter into a Memorandum of Agreement with the Chair of the Committee on Foreign Investment in the U.S. (CFIUS) to be a permanent member of CFIUS. This is something Senator Tuberville has pushed for since he entered the Senate with his Foreign Adversary Risk Management (FARM) Act. In addition to the FARM Act, Sen. Tuberville has introduced multiple other pieces of legislation to help combat the rise of foreign influence in our domestic ag supply chains during his time on the Senate Ag Committee, including the AFIDA Act and the Protecting America’s Agricultural Land from Foreign Harm Act. According to the most recent data from the USDA, Alabama has the fourth-highest amount of foreign-owned farmland, at 2.2 million acres.

    “I always looked for a day like this when I was coaching. I’d work the hell out of them, and we’d line up down there in the parking lot and just run for about an hour, you know?

    Just think about it right now though, our farmers every day go out every morning to scratch the ground, to try to make a living, and try to feed all of us in this country. And they’re very important. I’m on the Ag Committee [and the] Armed Services Committee. I’ve seen it all. I’m not a politician. I’ve been on the front row and been able to watch the devastation of our farming community in the last four years under the Democrat, Socialist, Communist Biden party. It was devastating.

    Input costs [were] high, $5 diesel, [and] instead of a $700,000 cotton picker, they’re a million dollars and a half. They wanted to put our farmers under. We lost 150,000 farms and 25,000 farmers in the last few years. Folks, we are in trouble in Ag. Real trouble. And we just tried to help them with reference prices in the Big Beautiful Bill we just passed, but they’re gonna need a lot of help. They are scratching and clawing just to make a living.

    China is a threat. They’re not [just] a threat— they are dominating us in almost everything that they do because we’ve sat back, and the politicians have been counting their money instead of doing what’s right, and helping this country stay in the front.     In my state of Alabama alone, they own 2.2 million acres of farmland. That’s right—in Alabama—foreign adversaries [own our land]. It’s embarrassing, what we’ve done. Now, don’t blame the farmers. The farmers have to make a living. And if they can’t make a living, they have to sell their farmland.

    The Biden Administration forced our farmers to sell their farmland by all the things they did to them—it’s a disgrace. Brooke is going to bring that back. President Trump’s going to bring that back.

    The one thing I’m trying to do is I’m trying to pass the FARM Act [and the Protecting America’s Agricultural Land from] Foreign Adversaries Act. What is that? We have a group in this country called CFIUS. CFIUS is a group of Cabinet members that determine who buys what if there is a foreign sale. I mean, they all get together, and they look at it, whether it’s a steel company, whether it’s farmland, whether it’s some kind of business, that’s what CFIUS does. And it’s made up of high-ranking Cabinet members in the White House. Who is not on there? The Secretary of Agriculture. What the hell are we doing? I mean, how far behind are we? We have to get the Secretary of Agriculture on CFIUS to protect our farmland. If we don’t do it, we’re going to continue to lose at the end of the day.

    Court Uses Shadow Docket to Lift Lower Court’s Pause of Unconstitutional Overhaul of Vital Departments and Agencies

    Washington, D.C. – The U.S. Supreme Court has granted another emergency stay request from the Trump-Vance administration to stay the injunction two lower courts had approved in AFGE v. Trump that halted the unlawful reorganization of the federal government. The court’s decision permits the administration to continue with plans to restructure federal agencies using Agency Reductions in Force and Reorganization Plans, despite the absence of the required congressional authorization. The court specifically did not weigh in on the legality of the agency plans themselves. The case will continue and counsel are considering next steps.

    The coalition bringing the case, which includes labor unions, non-profit organizations, and cities and counties in California, Illinois, Maryland, Texas, and Washington, is represented by lead co-counsel Democracy Forward and Altshuler Berzon LLP, Protect Democracy, Public Rights Project, and Democracy Defenders Fund.

    The coalition released the following statement in response to the court’s decision:

    “Today’s decision has dealt a serious blow to our democracy and puts services that the American people rely on in grave jeopardy. This decision does not change the simple and clear fact that reorganizing government functions and laying off federal workers en masse haphazardly without any congressional approval is not allowed by our Constitution. While we are disappointed in this decision, we will continue to fight on behalf of the communities we represent and argue this case to protect critical public services that we rely on to stay safe and healthy.”

    WASHINGTON, DC – Today, Governor Jim Pillen joined national and state leaders in Washington, D.C. for the national rollout of the U.S. Department of Agriculture’s (USDA) Farm Security Action Plan – a new initiative focused on protecting America’s rural farms, food suppliers and ag interests.

    Addressing the crowd outside the USDA Whitten Building, Gov. Pillen highlighted his unique perspective as the first governor from Nebraska in 100 years to make his living from agriculture. Since entering office, Gov. Pillen has issued two executive orders and introduced several bills aimed at protecting the state’s property, infrastructure and other assets from the threat of foreign adversaries. He signed LB644 into law just last month – a comprehensive piece of legislation that among other things, bars companies associated with the Chinese Communist Party (CCP) from receiving Nebraska tax credits.

    At today’s event, speakers touched on the variety of emerging threats from China and other nations including land ownership near military installations, intellectual property theft, and bioterrorism. The seven-point plan unveiled today by the USDA was developed in response to the purchase of significant amounts of American farmland by people and companies connected to the CCP.  

    “Farm security equals food security, which equals national security,” said Gov. Pillen. “Thanks to these actions taken by President Trump and his team, we can further protect the backbone of Nebraska’s economy from foreign adversaries like China.”

    Additional speakers at today’s event, hosted by USDA Secretary Brooke Rollins, included Department of Defense Secretary Pete Hegseth, Department of Homeland Security Secretary Kristi Noem, Attorney General Pam Bondi, White House Counselor Peter Navarro, Arkansas Governor Sarah Huckabee Sanders, Tennessee Governor Bill Lee, U.S. Senator Tommy Tuberville (Alabama), U.S. Senator Roger Marshall (Kansas) and House Agriculture Committee Chairman G.T. Thompson.

    “It’s important that we continue to have the courage and the wisdom to never back down and to stand up and protect our land and protect our families. In agriculture, we risk everything we have every single day to put food on grocery store shelves,” said Gov. Pillen.

    The multi-agency plan contains seven action items, some of which are touched on in a letter to Sec. Rollins, signed by Gov. Pillen and other members of the America First Governors’ Council. In it, the group affirms its support of the Farm Security Action Plan saying:

    “Across the country, Chinese investors now control hundreds of thousands of acres of U.S. agricultural land, posing risks not just to local economies but to our food supply, water access, and national security. This is a coordinated, strategic effort by the CCP to weaken America from within and use our land as a Trojan horse. Washington’s past failures allowed this threat to metastasize. The previous administration was too compromised and entangled with CCP interests to act decisively. As a result, the American people paid the price. That era is over.”

  • Trump criticizes Putin after approving more weapons for Ukraine

    President Donald Trump said on Tuesday he had approved sending U.S. defensive weapons to Ukraine and was considering additional sanctions on Moscow, underscoring his frustration with Russian President Vladimir Putin over the growing death toll in Russia’s war with Ukraine.

    Trump, who pledged as a presidential candidate to end the war within a day, has not been able to follow through on that promise and efforts by his administration to broker peace have come up short.

    Trump directed his ire at Putin on Tuesday during a meeting with cabinet officials at the White House.

    “I’m not happy with Putin. I can tell you that much right now,” Trump said, noting that Russian and Ukrainian soldiers were dying in the thousands.

    “We get a lot of bullshit thrown at us by Putin. … He’s very nice all the time, but it turns out to be meaningless,” Trump said.

    Trump said he was considering whether to support a bill in the Senate that would impose steep sanctions on Russia over the war.

    “I’m looking at it very strongly,” he said.

    The bill, whose lead sponsors are Republican Senator Lindsey Graham of South Carolina and Democratic Senator Richard Blumenthal of Connecticut, would also punish other countries that trade with Moscow, imposing 500% tariffs on nations that buy Russian oil, gas, uranium and other exports.

    Trump said on Monday that the United Stateswould send more weapons to Ukraine, primarily defensive ones, to help it defend itself against Russian advances. On Tuesday he said he had approved such a move.

    “We’re sending some defensive weapons to Ukraine, and I’ve approved that,” he said.

    Ukrainian President Volodymyr Zelenskiy said on Tuesday he ordered an expansion of contacts with the United States to ensure critical deliveries of military supplies, primarily air defence.

    A decision by the Pentagon to halt some shipments of critical weapons to Ukraine prompted warnings by Kyiv last week that the move would weaken its ability to defend against Russia’s intensifying airstrikes and battlefield advances.

    Trump, who was seated next to Defense Secretary Pete Hegseth, was asked on Tuesday who had ordered that pause.

    “I don’t know. Why don’t you tell me?” Trump responded.

This assistance – including vital air defense interceptors and artillery munitions – was provided by Congress and designated to be delivered months ago. Ukraine continues to enjoy strong, bipartisan support across Congress, and we call on Secretary Hegseth to immediately restart the steady supply of these munitions.
    “This is the latest and most dramatic blow to our support for Ukraine. It comes at a perilous time, just after Russia conducted the biggest missile strike of the three-year war on civilian targets in densely populated Ukrainian cities, and on the heels of North Korea’s announcement that it would send tens of thousands more troops to aid in Russia’s brutal invasion.
    “Putin continues to be the foremost obstacle to peace. Unable to meet his goals on the battlefield, he has long hoped he could simply outlast the West.     WASHINGTON, DC – After the Trump Administration abandoned plans to cull a total of 83,000 employees from the U.S. Department of Veterans Affairs (VA) by the end of this year and will instead reduce its workforce by 30,000 VA workers, U.S. Senator Jack Reed (D-RI), a member of the Appropriations Subcommittee on Military Construction and Veterans Affairs (MilCon-VA), which oversees VA funding, issued the following statement:
    “The Trump Administration’s forced retreat on more mass layoffs at the VA is a reprieve for veterans and their families.  The Trump Administration’s initial arbitrary workforce cuts have already harmed veterans and their families.  Trump and DOGE were downsizing simply for downsizing’s sake – not because they carefully studied appropriate staffing levels.  Their careless cuts diminished essential services and increased wait times.  Further cuts would have been an abject disaster and halting them is significant.  This about face is a direct result of strong advocacy from veterans, their families, and everyone who cares about keeping our promise to those who serve.  Now we need to reverse the loss of 30,000 VA employees, restore staffing levels, and get the VA running at full capacity again so it can deliver for those who faithfully served.”
    As of June 1, 2025 the VA’s workforce was made up of 467,000 employees, a reduction of nearly 17,000 positions from the 484,000 VA employees on January 1, 2025. There are approximately 15.8 million veterans in the U.S.
    Today, the Trump Administration announced it is on pace to reduce VA staff by nearly 30,000 employees by the end of this fiscal year.
    “We’ve got to ensure our veterans get the care and benefits they need.  The arbitrary mass-layoffs have already had a negative impact on customer service for veterans and we’ve got to ensure the VA does a better job going forward and is accountable to those they serve,” said Reed.
    The VA provides medical care and education, disability, funerary, financial, and other health benefits earned by veterans of the United States Armed Forces.
    In March, Senator Reed spoke out against the Trump Administration’s proposal to cut over 80,000 workers from the Department of Veterans Affairs.

    Ukrainian President Volodymyr Zelenskiy said on Tuesday he ordered an expansion of contacts with the United States to ensure critical deliveries of military supplies, primarily air defence.

    Zelenskiy issued his call a day after U.S. President Donald Trump said Washington would send more weapons to Ukraine, mainly defensive ones, to help the country defend itself against intensifying Russian advances.

    “Today, I instructed the minister of defence and the commander in chief to intensify all contacts with the American side,” Zelenskiy said in his nightly video address.

    “We currently have all the necessary political statements and decisions and we must implement them as quickly as possible to protect our people and positions,” he said.

    Zelenskiy said the current focus for deliveries was on “air defence, as well as other elements of supply from the U.S.”

    “These are critical deliveries that mean saving lives and protecting Ukrainian cities and villages. I expect results from these contacts very soon. And this week, we are preparing formats for meetings of our military and political teams.”

    The U.S. Defense Department said it would send additional defensive weapons to Ukraine at Trump’s direction, to ensure the Ukrainians can defend themselves while efforts continue to secure a lasting peace.

    The U.S. decision to halt some arms shipments to Kyiv prompted Ukraine to warn the move would crimp its ability to fend off Russia’s air strikes and battlefield advances.

    Russia’s military has in recent weeks boosted air attacks on Ukrainian cities by drones and missiles.

    Trump on Tuesday again expressed disappointment at Russian President Vladimir Putin over the failure to introduce a ceasefire as part of moves to secure a peace. He said he was considering additional sanctions on Moscow.

    Chief of Defence Staff General Anil Chauhan on Tuesday said India has made it clear it will not be deterred by any nuclear blackmail from its neighbour.

    Delivering an address on India’s Evolving National Security Landscape at an ORF event marking the release of the ORF Foreign Policy Survey 2024, Chauhan said modern conflicts can escalate rapidly and require constant preparedness across the entire threat spectrum.

    “In the spectrum of conflict, nuclear conflict lies at the extreme end. My understanding is that nuclear weapons are tools of deterrence, not for war-fighting. India has made it clear it will not be deterred by nuclear blackmail. Operation Sindoor is the only example of a conflict between two nuclear-weapon states,” he said.

    India launched Operation Sindoor targeting terror infrastructure in Pakistan and PoJK in response to the Pahalgam terror attack.

    Chauhan said the evolving security landscape demands readiness across sub-conventional, conventional and nuclear domains.

    On Monday, Defence Minister Rajnath Singh said demand for Indian defence equipment has risen following Operation Sindoor, noting that global military expenditure has crossed USD 2.7 trillion this year.

    “The world is looking at our defence sector. The courage our soldiers showed during Operation Sindoor, and the capability of our domestic equipment, have increased demand for our indigenous defence products,” Singh said at the Controllers’ Conference organised by DRDO.

    Singh also said India’s defence budget is bigger than the GDP of several countries, stressing the need for its optimal use.

    “When a significant share of people’s hard-earned money goes to the Defence Ministry, our responsibility rises. Our expenditure must ensure timely deployment for the right objectives,” he added.

In the event of a major conflict, the current clothing and textile supply chain would be too fragile to meet demand.

    WASHINGTON, D.C. — Today, U.S. Senators Alex Padilla (D-Calif.), Ranking Member of the Senate Judiciary Immigration Subcommittee, and Cory Booker (D-N.J.) introduced new legislation to require immigration enforcement officers to display clearly visible identification during public-facing enforcement actions. The Visible Identification Standards for Immigration-Based Law Enforcement (VISIBLE) Act of 2025 would strengthen oversight, transparency, and accountability for the Trump Administration’s indiscriminate and alarming immigration enforcement tactics that have terrorized communities across California and the nation.

    Under the Trump Administration’s mass deportation agenda, civil immigration enforcement operations have increasingly involved Department of Homeland Security (DHS) officers engaging with the public while wearing unmarked tactical gear, concealing clothing, and face coverings that obscure both agency affiliation and personal identity. Without visible badges, names, or insignia, members of the public often have no way to confirm whether they are interacting with legitimate government officials.

    This lack of transparency endangers public safety by causing widespread confusion and fear, especially in communities already subject to heightened immigration scrutiny. It also increases operational and safety risks for law enforcement personnel by creating an opportunity for immigration enforcement impersonators and compounding uncertainty in high-stress situations. Clear, consistent, visible identification helps reduce miscommunication during enforcement encounters, strengthens officer credibility, and improves public cooperation, all of which are vital to mission success. The VISIBLE Act would place a critical check on the government’s power, ensuring basic transparency safeguards that protect public trust and legitimacy in immigration enforcement operations.

    “When federal immigration agents show up and pull someone off the street in plainclothes with their face obscured and no visible identification, it only escalates tensions and spreads fear while shielding federal agents from basic accountability,” said Senator Padilla. “Immigration agents should be required to display their agency and name or badge number — just like police and other local law enforcement agencies. The VISIBLE Act’s commonsense requirements will restore transparency and ensure impersonators can’t exploit the panic and confusion caused by unidentifiable federal immigration enforcement agents.”

    “For weeks, Americans have watched federal agents with no visible identification detain people off the streets and instill fear in communities across the country. Reports of individuals impersonating ICE officers have only increased the risk to public and officer safety.     The ongoing immigration enforcement operations in Los Angeles County by unidentified federal agents have stoked fear and uncertainty throughout the region amid President Trump’s unprecedented escalation of militarized tactics. Recently at Dodger Stadium, plainclothes immigration agents parked outside of the stadium lot without identifying themselves. In Bell, masked agents wearing fatigues detained at least three people at a car wash, and in Pasadena, an agent exited an unmarked vehicle in the middle of the road and aimed his pistol at a group of pedestrians without identifying himself. From June 6 to June 22, immigration enforcement agents — many lacking identifying information — arrested 1,618 immigrants for deportation in Los Angeles County and surrounding areas.

    Specifically, the VISIBLE Act:

    • Requires immigration enforcement officers — including DHS personnel such as Customs and Border Protection (CBP) and Immigration and Customs Enforcement (ICE), federal agents detailed to immigration operations, and deputized state or local officers — to display clearly legible identification, including their agency name or initials and either their name or badge number, in a manner that remains visible and unobscured by tactical gear or clothing;
    • Prohibits non-medical face coverings (such as masks or balaclavas) that obscure identity or facial visibility, with exceptions for environmental hazards or covert operations; and
    • Requires DHS to establish disciplinary procedures for violations, report annually to Congress on compliance, and investigate complaints through its Office for Civil Rights and Civil Liberties.

    The bill does not apply to covert or non-public facing operations, nor does it prohibit face coverings when necessary for officer safety. It also does not apply to enforcement actions conducted solely under criminal authority.

    TAIYUAN, July 8 (Xinhua) — President Xi Jinping has called on north China’s Shanxi Province to further promote the transformation and development of the resource-based economy and strive to write its own chapter in advancing Chinese modernization.

    Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks during his inspection tour in Shanxi from Monday to Tuesday.

    On Monday afternoon, Xi visited a monument square in Yangquan City and paid tribute to heroes of the Eighth Route Army who died in the Hundred-Regiment Campaign. The campaign took place in northern China between August 1940 and January 1941 during the Chinese People’s War of Resistance Against Japanese Aggression.

    Xi described the campaign as a powerful testament to the CPC’s role as the pillar of the nation’s resistance war against Japanese aggression. He called for passing on the great spirit of resisting aggression from one generation to the next.

    Speaking to young students visiting an exhibition on the campaign, Xi called on the younger generation to carry forward the revolutionary legacy and rise to the task of national rejuvenation.

    When inspecting the Yangquan Valve Co., Ltd., Xi was briefed on the province’s progress in industrial transformation and upgrade in recent years. He also learned about the production and sales of some valve products at the company’s workshop.

    Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks during his inspection tour in Shanxi from Monday to Tuesday.

    On the ‘One Big, Beautiful Bill’ providing funding to complete the southern border wall:

    “Look, first of all, what we’re going to do is actually complete the wall. The last time that President Trump started the wall, obviously you saw the Biden administration come in and just wreak havoc on it and sell the material at pennies on the dollar. So, the first thing we’re doing is we’re actually putting this into law by putting $46 billion to finally complete the wall all the way across our southern border.”

    On the ‘all-out attacks’ faced by border officials:

    “It’s not just land crossings, but it’s going across water, going around. It’s overwhelming our Coast Guard, the Marines, are able to augment that. We’re having to have a lot more sea power that you probably wouldn’t see when you’re thinking of just human smuggling and drug smuggling. It’s literally an all-out attack.”

    On President Trump securing America’s borders and making the U.S. safe again:

    “This is why President Trump has made it a high priority. He is the guy who’s going to save America from imploding from within.”

    “This is what peace through strength looks like, Jason. When you’re not just sitting back playing whac-a-mole, or just simply inviting them in like the Biden administration, President Trump is pushing forward.” 

    “President Trump now has made it a focus to not just focus on the southern border, but our northern border too, and he is restoring law and order on our borders.”

    On record breaking military recruiting and retention numbers:

    “If you’re a young man and you’re a patriot, you want to serve underneath this president. He is being forward thinking. I mean, you have Secretary Hegseth, that is absolutely a warrior leader that is appointed by President Trump. You’re having a strong emphasis on actually restoring America back to where it is. And you know President Trump isn’t going to put you into an endless war. He’s not going to use you as some type of political pawn. He is going to use you in a way that our military was designed for.” 

    “He brings pride back to our military, and that’s where you’re seeing recruiting numbers go through the roof. And not even recruiting numbers, but retention, people that were on their way out have decided, ‘Wait a second, I want to serve underneath President Trump. I want this as my commander in chief. I want to do great things and have generational changes inside DOD.’ And President Trump and Secretary Hegseth are delivering that.”

  • MIL-OSI Security: Hunting a fugitive in a pandemic

    In January 2020, Brazilian Federal Police officers arrived at the home of Gonzalo Sanchez in the coastal municipality of Angra dos Reis to find the former Argentine Navy officer had once again disappeared.

    Under house arrest after he was first tracked down and arrested in 2013, Sanchez, aged 69, was wanted by his home country for crimes against humanity and the Brazilian Supreme Court had recently authorized his extradition.

    Death flights

    As part of the notorious Task Group 3.3 charged with combating ‘subversives’, Sanchez allegedly participated in dozens of ‘forced disappearances’ during Argentina’s 1976-1983 military regime, including the killing of journalist and writer Rodolfo Walsh.  

    Victims were routinely kidnapped and brought to the Escuela Superior de Mecánica de la Armada – a Navy school which doubled as a secret detention centre – where they were interrogated, tortured and, ultimately, murdered. Many were drugged and thrown from planes into the Atlantic Ocean in so-called ‘death flights’.

    In 2009, an INTERPOL Red Notice was issued at Argentina’s request against Sanchez, who had by that point been on the run for several years. On his arrest in 2013, he was found living under a false name and providing nautical engineering services in Agra dos Reis – a reminder of his Navy past.

    INTERPOL’s Fugitive Investigative Support unit had been following the case closely since 2016 as part of Project BASIC – a coordinated effort to crack down on outstanding war criminals.

    Ideal place for a fugitive

    As soon as Brazilian Federal police discovered Sanchez was once again a fugitive, it was clear that finding him would take considerable time and effort.

    “At this moment, we realized that it would be a difficult and possibly time-consuming job, since the region of Angra dos Reis, in Rio de Janeiro state, is full of islands, hills, communities and farms. It’s an ideal place for a fugitive from justice,” said a representative from Brazil’s INTERPOL National Central Bureau (NCB) in Brasilia.

    “We realized it would be a difficult and time-consuming job. […] It’s an ideal place for a fugitive from justice.”

    A specialized team of Brazilian Federal Police officers from the INTERPOL satellite office in Rio de Janeiro was assigned exclusively to the case and sent to Angra dos Reis. A task force was established with local Federal Police officers and a 24/7 investigation began.

    The task force started with what they knew about the fugitive: he had fathered a Brazilian child and belonged to a local religious community. Being on the run and out of work also likely meant that the same family and friends who facilitated Sanchez’s escape were continuing to support him financially. Officers began a three-month surveillance and monitoring mission of Sanchez’s inner circle in of Paraty – a historic colonial municipality on the Southern border of Rio de Janeiro state.

    Family reunion

    Complicating the surveillance effort, however, was the arrival of the global COVID-19 pandemic to Brazil’s shores. The pandemic meant street circulation was down, making the presence of police harder to disguise, and restrictions on public gatherings meant that Sanchez would not be attending religious gatherings any time soon.

    On the day after Mother’s day in Brazil (10 May), the police task force received intelligence indicating that a core group of people close to Sanchez, including his seven-year-old son, were travelling up the coast to the “Taquari hinterland”. Bordering a vast mountainous nature reserve, the area was exposed with few houses, meaning a discreet police approach would be practically impossible. When the team arrived as close as they could without raising suspicion, they conferred with locals who indicated that Sanchez was hiding in a house on the outskirts of the village, closest to the nature reserve.

    Police entered the house to find Gonzalo Sanchez with his family and close friends, confirming the thesis of a family reunion. None of those present offered any resistance and Sanchez was taken into custody.

    Homecoming

    As soon as Sanchez was captured, the police reports were forwarded to NCB Brasilia, which coordinated his extradition. The INTERPOL NCBs in Brasilia and Buenos Aires had worked together closely beforehand to ensure that nothing would impede the process, including the pandemic. Due to the lack of commercial flights between the two countries in the context of COVID-19, a Brazilian Federal Police aircraft transported Sanchez to the border in Foz do Iguaçu, where he was handed over to Argentine authorities.

    “In our view, the most important part of this case was the good coordination between Brazil and Argentina that allowed the fugitive to be arrested in Rio de Janeiro on 11 May and surrendered to Argentina at the border of Foz do Iguaçu-Puerto Iguazu on 14 May – a distance of almost 1500 kilometers,” said Commissioner Bruno Samezima, Head of NCB Brasilia. “COVID-19 did not prevent police from effectively carrying out their duties.”

    “The most important part of this case was the coordination between Brazil and Argentina […]. COVID-19 did not prevent police from carrying out their duties.”

    “In the face of such a serious pandemic situation, the arrest of Sanchez truly represents the professionalism and service of law enforcement officers,” said Commissioner Edgardo Martin Moses, Head of NCB Buenos Aires. “His extradition involved a great effort and coordination between both countries to ensure he could be successfully brought before justice, while ensuring the safety and health of Argentine and Brazilian officials.”

    For Stephen Kavanagh, INTERPOL’s Executive Director of Police Services, the case is a prime example of how COVID-19 has both changed and reaffirmed the vital role of police work in a challenging context.

    “The horrific crimes which Gonzalo Sanchez is accused of occurred more than 40 years ago. And yet, when the Brazilian police received the go-ahead to locate and extradite him – in the middle of a global pandemic – they wasted no time and succeeded in a matter of months,” the INTERPOL official said.

    “It may not be ‘business as usual’ but the dedication of law enforcement to bring fugitives to justice remains the same.”

    At least eight people were killed and over two dozen were missing after the Bhote Koshi River flooded, washing away the “Friendship Bridge” that links China and Nepal, officials said on Tuesday.

    There had been no heavy rainfall in the immediate area of the river in the preceding 24 hours, but weather forecasting experts said the flood might have been the result of an overflowing glacial lake in Tibet, where torrential rain had fallen.

    Police had recovered eight bodies, none of whom had been identified so far, Nepal Police spokesperson Binod Ghimire told Reuters.

    He said 57 people were rescued. Search and rescue operations were continuing, Nepali Army spokesperson Raja Ram Basnet said.

    At least 20 people were missing in Nepal, while China’s official Xinhua news agency said 11 people were unaccounted for on the Chinese side of the mountainous border region.

    Trade between Nepal and China was disrupted because of the bridge’s destruction, officials said.

    In Nepal, the missing included six Chinese workers and three police personnel, the National Disaster Risk Reduction and Management Authority (NDRRMA) said on X.

    The missing Chinese nationals were working at the Inland Container Depot being constructed with Chinese assistance about 80 km (50 miles) north of capital Kathmandu, said Arjun Paudel, a senior administrative official of Rasuwa district.

    “The river also swept away some containers with goods imported from China… There is a big loss (of property) and we are collecting details,” he told Reuters.

    China has been increasing its investment in Nepal in recent years in domains including roads, power plants, and hospitals.

    The Asian giant has been battered by heavy rain and flash floods over the last few days that have left a trail of destruction, and is bracing for a tropical storm this week.

    Nepal’s weather forecasting department said it was working with Sentinel Asia – an international initiative that uses space-based technology to support disaster management in the Asia-Pacific region – to determine the cause of the flooding.

    In Pakistan, at least 79 people, including 38 children, have died in floods and rain-related incidents, including landslides and house collapses, since June 26, its National Disaster Management Authority said on Tuesday.

    The authority issued fresh alerts for flash flooding and glacial lake outbursts in the northern and northwestern provinces of Gilgit-Baltistan and Khyber Pakhtunkhwa, citing “a significant rise in temperatures and… an upcoming weather system.”

(SSI) has agreed to pay $876,000 to resolve alleged False Claims Act violations relating to the payment of a prohibited finder’s fee in connection with the award of an Army and Air Force Exchange Service (AAFES) contract to supply a pallet racking system for a warehouse at a U.S. military base in South Korea. SSI markets and sells warehouse logistics systems and provides related services throughout Asia. SSI disclosed the prohibited payment to the government following an internal compliance review and internal investigation.

    The settlement resolves allegations that prior to the award of the AAFES contract in 2018, SSI falsely certified its compliance with a procurement integrity provision limiting the payment of commissions to certain bona fide employees and agencies. Unbeknownst to AAFES, SSI intended to pay a finder’s fee to a South Korean national who had informed SSI of the potential contracting opportunity and helped secure the contract.

    “Those who do business with the government must do so fairly and honestly,” said Assistant Attorney General Brett A. Shumate of the Justice Department’s Civil Division. “We will hold accountable contractors that fail to follow procurement rules, but we will also give credit to those who disclose their wrongdoing, take appropriate remedial actions, and meaningfully cooperate with the government’s investigation.”      

    “Department of Defense contractors have a duty to uphold their contractual obligations and deliver honest value to the American taxpayer,” said Special Agent-in-Charge Stanley A. Newell of the Department of Defense Office of Inspector General’s Defense Criminal Investigative Service (DCIS), Transnational Operations Field Office. “This civil settlement demonstrates that illicit payment schemes and kickbacks will not be tolerated. The dedicated professionals of DCIS will work tirelessly to hold those who violate the public trust accountable.”

    In connection with the settlement, the United States acknowledged that SSI took a number of significant steps entitling them to credit for cooperating with the government. Following an internal compliance review and independent investigation, SSI promptly disclosed to the government the prohibited payment. SSI also provided the government with a detailed and thorough written disclosure and cooperated with the government throughout its investigation.

      BEIJING, July 8 (Xinhua) — A Chinese defense spokesperson on Tuesday announced that the Sharp Blade-2025 International Sniper Competition will be held in northwest China’s Xinjiang Uygur Autonomous Region in mid-July.

      The competition will be hosted by China’s People’s Armed Police Force, featuring events like precision sniping, typical scenario sniping, comprehensive combat sniping and extreme scenario sniping, said Jiang Bin, spokesperson for the Ministry of National Defense.

      Nearly 50 sniper teams from more than 20 countries will participate in the events, according to the spokesperson.

      The competition will help improve the practical training of the People’s Armed Police Force, and strengthen its cooperation and exchange with foreign police and gendarmerie forces, Jiang said.

      More than 9,200 military personnel and 14,000 militia members have been mobilized to help with flood rescue in Rongjiang county, Southwest China’s Guizhou province, a defense spokesman said on Tuesday.

      Senior Colonel Jiang Bin, a spokesman for the Ministry of National Defense, announced the mobilization in an online news briefing to address the response to the major floods, which struck Rongjiang in late last month.

      “A natural disaster is an order for action, and the disaster-hit area is the battlefield for the troops,” Jiang said, noting that the forces of the People’s Liberation Army and People’s Armed Police rushed to the affected region to fight the floods and mitigate the losses.

      In addition to the personnel deployment, a total of 90 sets of large engineering equipment have been mobilized to participate in tasks including search and rescue, relocation of residents, road clearance, removal of mud and disinfection, he said.

      “People’s safety is the top priority,” said Jiang. “The people’s military will faithfully live up to its fundamental purpose of serving the people wholeheartedly, earnestly safeguard the lives and property of the people, and resolutely fulfill all tasks entrusted by the Party and the people.”
