  • MIL-OSI Security: Hong Kong-Based Company Agrees to Pay $876,000 to Resolve Alleged False Claims Act Violations

    Schaefer Systems International Ltd. (SSI) has agreed to pay $876,000 to resolve alleged False Claims Act violations relating to the payment of a prohibited finder’s fee in connection with the award of an Army and Air Force Exchange Service (AAFES) contract to supply a pallet racking system for a warehouse at a U.S. military base in South Korea. SSI markets and sells warehouse logistics systems and provides related services throughout Asia. SSI disclosed the prohibited payment to the government following an internal compliance review and internal investigation.

    The settlement resolves allegations that prior to the award of the AAFES contract in 2018, SSI falsely certified its compliance with a procurement integrity provision limiting the payment of commissions to certain bona fide employees and agencies. Unbeknownst to AAFES, SSI intended to pay a finder’s fee to a South Korean national who had informed SSI of the potential contracting opportunity and helped secure the contract.

    “Those who do business with the government must do so fairly and honestly,” said Assistant Attorney General Brett A. Shumate of the Justice Department’s Civil Division. “We will hold accountable contractors that fail to follow procurement rules, but we will also give credit to those who disclose their wrongdoing, take appropriate remedial actions, and meaningfully cooperate with the government’s investigation.”      

    “Department of Defense contractors have a duty to uphold their contractual obligations and deliver honest value to the American taxpayer,” said Special Agent-in-Charge Stanley A. Newell of the Department of Defense Office of Inspector General’s Defense Criminal Investigative Service (DCIS), Transnational Operations Field Office. “This civil settlement demonstrates that illicit payment schemes and kickbacks will not be tolerated. The dedicated professionals of DCIS will work tirelessly to hold those who violate the public trust accountable.”

    In connection with the settlement, the United States acknowledged that SSI took a number of significant steps entitling them to credit for cooperating with the government. Following an internal compliance review and independent investigation, SSI promptly disclosed to the government the prohibited payment. SSI also provided the government with a detailed and thorough written disclosure and cooperated with the government throughout its investigation.

    The resolution obtained in this matter was the result of a coordinated effort between the Civil Division’s Commercial Litigation Branch, Fraud Section and DCIS.

  • MIL-OSI USA: Warren, Sheehy Introduce Bipartisan Bill to Guarantee Military Right to Repair Its Equipment

    This bill would extend the Army’s right to repair policy to all the services, standing up for taxpayers and service members.

    Washington, D.C. – U.S. Senators Elizabeth Warren (D-Mass.) and Tim Sheehy (R-Mont.) introduced the Warrior Right to Repair Act of 2025, legislation that would require contractors to provide the Department of Defense (DoD) with access to technical data and materials the military needs to repair and maintain its own equipment. 

    The DoD has long relied on defense contractors to provide the U.S. military with a wide range of equipment. Contractors often set out terms for this equipment, from its cost to the necessary design requirements. Many of these contracts contain provisions that restrict DoD’s ability to conduct repairs, including provisions that limit the sharing of intellectual property and technical data with DoD, which leaves service members unable to repair their own equipment and waiting weeks or months for a contractor to perform repairs that service members could do themselves.

    These restrictions have concerning implications for service members’ skills, sustainment costs, and readiness. Restricting service members from repairing their equipment often leads to higher sustainment costs and increases the risk of DoD being overcharged. The Navy was forced to fly contractors to ships at sea to perform simple fixes, Marines in Japan had to send engines back to the United States for repairs instead of fixing them on-site, and one contractor charged $900 a page for upgrades to its maintenance manuals for an Air Force aircraft used to provide air support to troops in battle. 

    Last month, Secretary of the Army Daniel Driscoll announced that the Army will ensure right to repair provisions are included in future Army contracts and will identify and propose contract modifications for right to repair provisions in current contracts. The Warrior Right to Repair Act of 2025 would extend the Army’s right to repair policy to all the services, standing up for taxpayers and service members.

    “It’s common sense for members of our military to be able to fix their own weapons,” said Senator Warren. “Senator Sheehy and I are fighting to improve military readiness and save taxpayers billions. It’s about time we stood up to Pentagon contractors that are squeezing every last cent from us at the expense of our national security.”

    “For decades, American service members have been forced to rely on a broken status quo to repair equipment on the battlefield, threatening our readiness and costing taxpayers billions,” said Senator Tim Sheehy. “Our warfighters – and the American public – deserve better, and I’m proud to lead this bipartisan legislation to streamline bloated bureaucracy, increase competition, and provide our warfighters with the quality and quantity of equipment they need to win the next fight.”

    In May 2025, Senators Warren and Sheehy published a Fox News op-ed that underscored how right to repair restrictions imposed by defense contractors hurt the military’s ability to respond to threats and bloat the national defense budget by blocking service members from repairing weapons and equipment. 

    Specifically, the Warrior Right to Repair Act would:

    1. Ensure contractors provide DoD with “fair and reasonable” access to repair materials, including parts, tools, and information, by ensuring DoD’s procurement contracts guarantee access, on fair and reasonable terms, to materials needed for service members to repair equipment and for services to compete for sustainment contracts.

    2. Define “fair and reasonable access” as providing similar terms, conditions, and prices as those the contractor makes available to the authorized repair providers to allow for an even playing field.

    3. Incorporate right to repair in current contracts by initiating a review to determine the contract modifications needed to remove repair restrictions that currently limit DoD’s ability to maintain and repair systems effectively and efficiently. 

    The legislation is endorsed by the Project On Government Oversight (POGO) and the U.S. Public Interest Research Groups (PIRG).

    “This bill will strengthen America’s military readiness and cut wasteful spending by giving our service members the tools and authority to repair their own equipment,” said Dylan Hedtler-Gaudette, the interim Vice President for Policy and Government Affairs at the Project On Government Oversight. “When their essential equipment breaks down, our troops shouldn’t be forced to wait for a contractor to fix it at taxpayers’ expense. By ensuring the right-to-repair, this bill is a win for both national security and fiscal responsibility.”

    Senator Warren has been a leader on right to repair in the military:

    • In June 2025, at a hearing of the Senate Armed Services Committee, Navy Secretary John Phelan told Senator Elizabeth Warren that he is a “huge supporter of right to repair” and expressed support for a bill guaranteeing the military can repair its own equipment and requiring contractors to offer repair materials for a fair and reasonable price.

    • In May 2025, Senators Elizabeth Warren and Tim Sheehy called for every service of the military to follow the example set by Army Secretary Dan Driscoll and ensure the military has the right to repair the equipment it owns. The senators also announced a new bipartisan bill to make the right to repair policies permanent.

    • In May 2025, at a hearing of the Senate Armed Services Committee, Air Force Secretary Troy E. Meink said he agreed with Senator Elizabeth Warren and fully supported making the right to repair a strategic priority for the Air Force. He also agreed on the need to update the branch’s policies to include the right to repair in contracts service-wide and prevent defense contractors from price-gouging the military.

    • In May 2025, at a hearing of the Senate Armed Services Committee, Senator Elizabeth Warren uplifted how the right to repair can help the U.S. military and allied forces promote innovation and reduce costs.

    • In May 2025, Secretary of the Army Daniel P. Driscoll announced that the Army will ensure right to repair provisions are included in future Army contracts, after pressure from Senator Warren.

    • In April 2025, Senator Elizabeth Warren secured a commitment from Mr. Michael Cadenazzi, nominee to be the next Assistant Secretary of Defense for Industrial Base Policy, to support AI competition and innovation in defense contracting.

    • In March 2025, at a hearing of the Senate Armed Services Subcommittee on Readiness and Management Support, Senator Elizabeth Warren questioned General Randall Reed, Commander for Transportation Command, about the importance of the military’s ability to have the right to repair its own equipment.

    • In February 2025, at a hearing of the Senate Armed Services Committee, Senator Elizabeth Warren questioned Mr. John Phelan, the nominee to be Secretary of the Navy, about his views on ensuring the Navy’s right to repair its own equipment – one of Senator Warren’s priorities.

    • In January 2025, at a hearing of the Senate Armed Services Committee, a Palantir Executive agreed with Senator Elizabeth Warren that legal loopholes should not enable companies to price-gouge the military.

    • In January 2025, Senator Elizabeth Warren questioned Mr. Dan Driscoll, nominee for Secretary of the Army, about his views on enhancing the Army’s right to repair its own equipment and his commitments to address the revolving door between the Pentagon and contractors.

    • In December 2024, Senator Elizabeth Warren and Representative Marie Gluesenkamp Perez (D-Wash.) introduced the Servicemember Right-to-Repair Act to increase military readiness and cut costs by allowing servicemembers to repair their own equipment.

    • In September 2024, Senator Elizabeth Warren wrote to the Defense Department and to the defense contractor industry regarding the costly restrictions imposed on the Department of Defense that bar the military from repairing its own military equipment and instead force it to pay billions of dollars extra to military contractors. 

    • In July 2024, Senator Elizabeth Warren included a provision in the Senate Fiscal Year 2025 NDAA that would require contractors to provide DoD with “fair and reasonable” access to repair materials with a bipartisan committee vote of 21-4.

  • MIL-OSI Canada: Defence Minister David McGuinty releases fifth status report of the External Monitor

    Today, the Honourable David McGuinty, Minister of National Defence, released the fifth biannual status report of the External Monitor, Madame Jocelyne Therrien.

    The report provides an external, independent assessment of the progress made by the Department of Defence (DND) and the Canadian Armed Forces (CAF) in implementing the recommendations made by former Supreme Court Justice Louise Arbour in the Independent External Comprehensive Review (IECR), released in May 2022. Madame Therrien’s observations are based on her direct discussions with Defence Team officials and review of relevant documents, policies and processes.

    In this report, Madame Therrien notes that “the CAF is on track to meeting the intent of all IECR recommendations by the end of this year.” She provides a status assessment for each outstanding or recently addressed recommendation, including successes, challenges and next steps to be taken, and cites examples of progress:

    • IECR recommendations related to terminology and definitions, specifically the abolishment of the definition of “sexual misconduct” from policies and the inclusion of “sexual assault” as a standalone definition have been addressed;
    • The CAF adopted the Canada Labour Code definition of harassment and violence, aligning its harassment program with the public service employee Workplace Harassment and Violence Prevention (WHVP) program. This resulted in one unified approach for dealing with harassment and violence in the workplace;
    • Expansion of Sexual Misconduct Support and Resource Centre (SMSRC) services to include a full-time legal resource dedicated to dispensing information and assistance to individuals who have experienced sexual misconduct within a DND/CAF context;
    • A probational period leading to more efficient onboarding of new recruits and easier removal of new members who fall short of the ethical standards of the CAF: and
    • A more systematic approach to promotions including a new selection process based on past conduct and character traits, and once promoted, strong supports for leaders including modernized, culture-related training materials, coaching sessions and leadership advice.

    Of the 48 IERC recommendations, 36 have now been deemed addressed by the Defence Team. While the External Monitor notes that some changes may take years to fully implement, she acknowledges the sincere willingness to make things better on the part of those involved in implementing culture change.

    In a statement, Minister McGuinty welcomed this report and thanked the External Monitor for her independent and external perspective. Minister McGuinty also outlined the progress made to date and measures the Government is taking to implement the remainder of Madame Arbour’s recommendations and reaffirmed the commitment to introducing legislation that would amend the National Defence Act to further modernize the military justice system.

    The Minister of National Defence, the Honourable David McGuinty, issued the following statement today in response to Madame Jocelyne Therrien’s fifth External Monitor status report. The report provides an update on the Department of National Defence (DND) and the Canadian Armed Forces’ (CAF) implementation of the recommendations of the Independent External Comprehensive Review (IECR).

    “CAF members serve with dedication and pride, upholding Canadian values at home and around the world. Their service commands deep respect, and supporting their well-being is a responsibility we all share. That’s why the Defence Team continues to advance meaningful culture change by building a safer, more inclusive workplace for all. By implementing the recommendations of the Independent External Comprehensive Review under the oversight of Madame Therrien, the Defence Team is becoming more open, transparent, and accountable. I welcome this fifth report and thank the External Monitor for her continued leadership and insight.”

     “We are continuing to make progress and as Madame Therrien points out, we “are on track to meeting the intent of all 48 recommendations by the end of 2025”. To date, 36 recommendations of the IECR have been addressed.

    “We have made tremendous progress on clarifying definitions and terminology in implementing recommendations 1 and 2. In June 2024, the Defence Team announced that policies using the term ‘sexual misconduct’ would be updated to remove the term and instead use harassment of a sexual nature, conduct deficiencies of a sexual nature, and crimes of a sexual nature. Additionally, ‘sexual assault’ will be included as a distinct definition in relevant policies.

    “In March 2025, the CAF adopted the Canada Labour Code definition of harassment and violence, aligning its harassment program with the public service Workplace Harassment and Violence Prevention program. This resulted in one unified policy for dealing with harassment and violence in the workplace, applicable to both DND public service employees and CAF members. It also responded to recommendation 3 of the IECR. CAF members who experience or witness harassment and violence in the workplace now have a simpler way to report occurrences, informal means of resolving them, and a streamlined investigation process.

    “We have also made progress in offering a meaningful range of victim services and assistance. To address recommendation 14 of the IECR, the Sexual Misconduct Support and Resource Centre expanded its services to include a full-time legal resource dedicated to dispensing information and assistance to individuals who have experienced sexual misconduct within a Defence Team context. As a next step, they plan to offer access to civilian lawyers who can assist at various locations across the country, at no cost to individuals.

    “The Government remains committed to reintroducing legislation that would amend the National Defence Act to further modernize the military justice system and address recommendation 5 to definitively remove the CAF’s jurisdiction to investigate and prosecute Criminal Code sexual offences committed in Canada, giving exclusive jurisdiction to civilian authorities.

    “Regarding recommendation 6, on engaging a quality assurance assessment of past administrative reviews, we have accepted the recommendations of the Externally-led Review Committee (ERC) , and direction has been given on priority items, including: establishing an advisory board to assess individual cases, delegating release authority to the Command level; and rethinking the criteria for release decisions, taking into account the severity of the case.

    “As Madame Therrien notes, we took constructive action to modernize recruitment and retention, in line with recommendations 20, 22 and 25. In December 2024, the CAF introduced a probationary period allowing applicants in both the Regular Force and the Primary Reserve to begin training while waiting for their security clearance and other administrative requirements to be finalized. During this probationary period, if a recruit does not meet the necessary requirements, they will be released from the CAF. In October 2024, the CAF updated its evaluation of candidates to include questions on education, experience, leadership, and other life achievements, enabling a broader and more considerate assessment of applicants. The CAF is also digitizing application processes and modernizing its medical enrolment standard, leading to greater efficiency. These improvements, along with others to come, will help enable the CAF to respond when called upon to serve Canada’s interests, both at home and abroad.

    “Also noted in her report, on the theme of leadership, we’ve introduced a more systematic approach to promotions including a new selection process based on past conduct and character traits, and once promoted, we offer stronger supports for leaders including modernized, culture-related training materials, coaching sessions and leadership advice.

    “In this report, Madame Therrien speaks to the challenge the Defence Team faces in consolidating its many data holdings related to misconduct data and associated outcomes. I agree, and we must continue to evaluate options to create an integrated approach to collect the right data to gain a clearer picture of misconduct across the Defence Team. An effective system can lead to more timely support to affected persons while providing access to recourse options that best address their needs, while also holding people accountable for their actions within a process that is transparent and fair.

    BEIJING, July 8 (Xinhua) — China’s People’s Liberation Army (PLA) has the confidence and ability to dispel all illusions of separatists advocating “Taiwan independence,” Defense Ministry spokesman Jiang Bin said Tuesday.

    Jiang Bin thus commented, at the request of journalists, on recent statements by the head of the Taiwanese administration, Lai Qingde, about the so-called increase in the “defense budget” and the “struggle for Taiwan, Penghu, Kinmen and Matsu.”

    Both sides of the Taiwan Strait belong to China alone, and Taiwan, Penghu, Kinmen and Matsu are all part of China’s sacred territory, Jiang Bin stated.

    Jiang Bin criticized Lai Qingde for fabricating security threats to manipulate public opinion in Taiwan and attempting to militarize local society and drag Taiwan’s future into a scenario of external interference.

    Lai Qingde’s call to “fight for Taiwan, Penghu, Kinmen and Matsu” is actually a fight for the interests of the Democratic Progressive Party and the separatists’ desire for “Taiwan independence,” he confirmed.

    Statement by Director of Defence and International Security, Foreign Commonwealth and Development Office, Mr Stephen Lillie, at the 109th Executive Council of the Organisation for the Prohibition of Chemical Weapons.

    Mr Chair, Director General, Excellencies, Distinguished Delegates,

    The UK welcomes Your Excellency, Ambassador Thomas Schieb as the new Chair of the Executive Council at this critical time. You have our full support.

    Mr Chair,

    Syria has demonstrated its commitment to destroying remaining elements of the Assad regime’s chemical weapons programme; and to holding accountable those responsible. The commitment of the new Syrian Government to achieve this, and it’s support to the Technical Secretariat has been exemplary.

    The UK welcomes the efforts of OPCW staff on the ground and the important progress made during the three recent deployments they have undertaken this year. At last, this Council can look forward to Syria completing the task mandated by the UN Security Council after the horrific sarin attack in 2013, namely the complete destruction of the Assad regime’s chemical weapons programme.

    We must take this opportunity and move at pace to deliver this work in the face of complex practical challenges. Close coordination will be needed between the Technical Secretariat, Syria and supporting States Parties to outline a sensible path and address immediate risks, while ensuring robust OPCW verification.

    Both Syria and the OPCW will each need significant financial and in-kind support to finish the job. On 5 July, whilst in Damascus, my Foreign Secretary announced an additional £2 million of UK support to the OPCW’s Syria missions. This comes in addition to the £837,000 already transferred since December. We urge other states to provide complementary technical, financial and logistical assistance as soon as possible. Concerted international coordination of both financial and in-kind support is essential – we urge the TS and Syria to establish the mechanisms to do this without delay.

    Mr Chair,

    While we take the opportunity to turn the page on a dark period of the widespread use of chemical weapons in Syria this century, we must also redouble our efforts to make sure that all parties to the Chemical Weapons Convention ensure that they do all within their power to uphold the Convention, and to ensure that its central norm against use is re-enforced.

    Today marks the seventh anniversary of the tragic death of Dawn Sturgess. She was killed as a result of Russia’s callous use of the nerve agent novichok in Salisbury.

    While Syria seeks to rid itself of the previous regime’s chemical weapons, Russia continues to use chemical weapons and riot control agents on the battlefield in Ukraine. The statement published last week by the Dutch and German intelligence services in which they warn of the intensifying use of chemicals by Russia on the battlefield is a cause for great concern. This blatant disregard for the Convention is outrageous.

    The British government announced today a second set of sanctions in response to Russia’s use of chemical weapons in Ukraine. The measures designate senior members of Russia’s Radiological, Chemical and Biological Defence Troops; and a Russian entity responsible for supplying RG-Vo riot control agent grenades to the Russian military being used against Ukraine.

    The UK has provided a further £400,000 in extra-budgetary funding to the OPCW Assistance to Ukraine Fund. Since 2022, the UK has contributed over one million euros to this fund. Our support for Ukraine is steadfast. To quote Foreign Secretary David Lammy – “today – and every day – we stand with Ukraine”.

    We are deeply concerned by the US determination that chemical weapons have been used in Sudan. We have noted Sudan’s response to Article IX requests submitted by the delegations of Chad, Mauritania, Benin and Guinea Bissau.  We call on Sudan to follow through on its stated commitment to investigate thoroughly.

    You will manage the process by which we will select the next Director General. DG Arias’ successor will have big shoes to fill. They will need to continue his work to shape the Organisation so it is fit to meet the challenges and opportunities of the 21st century:  including consigning chemical weapons to history, ensuring that there is no re-emergence of a chemical threat and advancing work on emerging technologies. Promoting and ensuring a diverse TS staff, with gender equality at its heart, and strengthening capacity building around the world will be essential priorities.

    A prominent academic has criticised the New Zealand coalition government for compromising the country’s traditional commitment to upholding an international rules-based order due to a “desire not to offend” the Trump administration.

    Professor Robert Patman, an inaugural sesquicentennial distinguished chair and a specialist in international relations at the University of Otago, has argued in a contributed article to The Spinoff that while distant in geographic terms, “brutal violence in Gaza, the West Bank and Iran marks the latest stage in the unravelling of an international rules-based order on which New Zealand depends for its prosperity and security”.

    Dr Patman wrote that New Zealand’s founding document, the 1840 Treaty of Waitangi, emphasised partnership and cooperation at home, and, after 1945, helped inspire a New Zealand worldview enshrined in institutions such as the United Nations and norms such as multilateralism.

    “In the wake of Hamas’ terrorist attacks in Israel on October 7, 2023, the National-led coalition government has in principle emphasised its support for a lasting ceasefire in Gaza and the need for a two-state solution to the Israeli-Palestinian conflict over the occupied territories of East Jerusalem, Gaza and the West Bank,” he wrote.

    However, Dr Patman said, in practice this New Zealand stance had not translated into firm diplomatic opposition to the Netanyahu government’s quest to control Gaza and annex the West Bank.

    “Nor has it been a condemnation of the Trump administration for prioritising its support for Israel’s security goals over international law,” he said.

    Foreign minister Winston Peters had described the situation in Gaza as “simply intolerable” but the National-led coalition had little specific to say as the Netanyahu government “resumed its cruel blockade of humanitarian aid to Gaza in March and restarted military operations there”.

    Silence on Trump’s ‘Gaza ownership’
    “Even more striking was the government’s silence on President Trump’s proposal to own Gaza with a view to evicting two million Palestinian residents from the territory and the US-Israeli venture to start the Gaza Humanitarian Foundation (GHF) in late May in a move which sidelined the UN in aid distribution and has led to the killing of more than 600 Palestinians while seeking food aid,” Dr Patman said.

    While New Zealand, along with the UK, Australia, Canada and Norway, had imposed sanctions on two far-right Israeli government ministers, Bezalel Smotrich and Itamar ben Gvir, in June for “inciting extremist violence” against Palestinians — a move that was criticised by the Trump administration — it was arguably a case of very little very late.

    “The Hamas terror attacks on October 7 killed around 1200 Israelis, but the Netanyahu government’s retaliation by the Israel Defence Force (IDF) against Hamas has resulted in the deaths of more than 56,000 Palestinians — nearly 70 percent of whom were women or children — in Gaza.

    Over the same period, more than 1000 Palestinians had been killed in the West Bank as Israel accelerated its programme of illegal settlements there.

    ‘Strangely ambivalent’
    In addition, the responses of the New Zealand government to “pre-emptive attacks” by Israel (13-25 June) and Trump’s United States (June 22) against Iran to destroy Iran’s nuclear capabilities were strangely ambivalent.

    Despite indications from US intelligence and the International Atomic Energy Agency (IAEA) that Iran had not produced nuclear weapons, Foreign Minister Peters had said New Zealand was not prepared to take a position on that issue.

    Confronted with Trump’s “might is right” approach, the National-led coalition faced stark choices, Dr Patman said.

    The New Zealand government could continue to fudge fundamental moral and legal issues in the Middle East and risk complicity in the further weakening of an international rules-based order it purportedly supports, “or it can get off the fence, stand up for the country’s values, and insist that respect for international law must be observed in the region and elsewhere without exception”.

    “In the wake of Hamas’ terrorist attacks in Israel on October 7, 2023, the National-led coalition government has in principle emphasised its support for a lasting ceasefire in Gaza and the need for a two-state solution to the Israeli-Palestinian conflict over the occupied territories of East Jerusalem, Gaza and the West Bank,” he wrote.

    However, Dr Patman said, in practice this New Zealand stance had not translated into firm diplomatic opposition to the Netanyahu government’s quest to control Gaza and annex the West Bank.

    “Nor has it been a condemnation of the Trump administration for prioritising its support for Israel’s security goals over international law,” he said.

    Foreign minister Winston Peters had described the situation in Gaza as “simply intolerable” but the National-led coalition had little specific to say as the Netanyahu government “resumed its cruel blockade of humanitarian aid to Gaza in March and restarted military operations there”.

    Silence on Trump’s ‘Gaza ownership’

    While New Zealand, along with the UK, Australia, Canada and Norway, had imposed sanctions on two far-right Israeli government ministers, Bezalel Smotrich and Itamar ben Gvir, in June for “inciting extremist violence” against Palestinians — a move that was criticised by the Trump administration — it was arguably a case of very little very late.

    “The Hamas terror attacks on October 7 killed around 1200 Israelis, but the Netanyahu government’s retaliation by the Israel Defence Force (IDF) against Hamas has resulted in the deaths of more than 56,000 Palestinians — nearly 70 percent of whom were women or children — in Gaza.

    Over the same period, more than 1000 Palestinians had been killed in the West Bank as Israel accelerated its programme of illegal settlements there.

    ‘Strangely ambivalent’
    In addition, the responses of the New Zealand government to “pre-emptive attacks” by Israel (13-25 June) and Trump’s United States (June 22) against Iran to destroy Iran’s nuclear capabilities were strangely ambivalent.

    Despite indications from US intelligence and the International Atomic Energy Agency (IAEA) that Iran had not produced nuclear weapons, Foreign Minister Peters had said New Zealand was not prepared to take a position on that issue.

    Confronted with Trump’s “might is right” approach, the National-led coalition faced stark choices, Dr Patman said.

    The New Zealand government could continue to fudge fundamental moral and legal issues in the Middle East and risk complicity in the further weakening of an international rules-based order it purportedly supports, “or it can get off the fence, stand up for the country’s values, and insist that respect for international law must be observed in the region and elsewhere without exception”.

The Governor announced a blueprint for recovery in partnership with Los Angeles County leaders. 

    LOS ANGELES – On the six month anniversary of the Eaton and Palisades fires, Governor Gavin Newsom today announced the substantial completion of the public debris removal program from more than 10,000 fire damaged parcels — marking the fastest major disaster cleanup in American history. The Governor also signed an executive order shepherding rebuilding homes and schools. He also joined local officials to unveil a new blueprint for recovery, a step-by-step plan to accelerate rebuilding and provide support to impacted families and communities. The near-completion of the public debris removal program comes months ahead of schedule.

    This is the biggest reform of the California mental health system in decades and will finally equip partners to deliver the results all Californians need and deserve. Treatment centers will prioritize mental health and substance use support in the community like never before. Now, it’s time to roll up our sleeves and begin implementing this critical reform – working closely with city and county leaders to ensure we see results.

    Historic debris removal operation 

    The LA Fires cleanup is the second largest in state history after the Camp Fire and was jointly managed by the Governor’s Office of Emergency Services (Cal OES) and United States Army Corps of Engineers, in partnership with Federal Emergency Management Agency (FEMA), as well Los Angeles County and City of Los Angeles. 
    Of the 12,048 total properties destroyed in the twin fires, 9,873 opted to participate in the cost-free public cleanup program and 1,982 opted to complete the work themselves. As of today 9,195 total have been cleared of debris with several hundred more awaiting erosion control measures and final sign-off.
    Any properties whose owner did not opt into the state-federal cleanup or remediate their parcel privately will be subject to a locally led city and county abatement process which is already underway.

    Billions of pounds of debris remediated

    The volume of ash, soot and structural debris cleaned up during this short time is nothing short of breathtaking.
    Crews removed more than 2.5 million tons — or 5.5 billion pounds — of ash, debris, metal, concrete, and contaminated soil in nine months’ time as part of California’s Consolidated Debris Removal Program. The total tonnage removed from the Eaton and Palisades Fires is equivalent to 92 Statues of Liberty. It is twice the amount removed from Ground Zero after 9/11.

    Prioritizing efficient rebuilding

    Today’s executive order fast-tracks the rebuilding of homes and schools affected by the disaster by suspending local permitting laws and building codes, at the request of local officials. The order: 

    • Expands suspensions of the Coastal Act and CEQA in the city of Los Angeles, creating parity among homeowners in the city and allowing homeowners to fast-track their entire rebuilding project.
    • Expands existing Coastal Act and CEQA exemptions to streamline rebuilding public schools, getting kids back in neighborhood public schools faster.
    • Exempts residents who are rebuilding homes from the requirement to install rooftop solar and battery storage systems to reduce up-front costs, while retaining the “Solar Ready” requirement to ensure these structures can support future installation of solar energy systems. 
    • Suspends changes to building codes that would go into effect on January 1, 2026, when not all homeowners will have finalized their plans to rebuild, to create certainty for homeowners and avoid the need to change plans, while retaining updated fire safety requirements.

    A blueprint for recovery 

    The progress made during this effort is due in large part to the unprecedented coordination among city, county, state, and federal partners.

    As the debris-removal work comes to an end and communities set their sights on the next phase of recovery, Los Angeles County embraces its role to lead local rebuilding efforts in unincorporated areas and foster conditions for a successful and equitable reconstruction and recovery in both city and county areas.

    The focus now shifts to the ongoing rebuilding process, where the state is actively supporting local officials in:

    • Identifying community needs for reconstruction
    • Specifying the magnitude and time-sensitivity of community needs, including needs for homeowners, residents, businesses and others.  
    • Defining priorities and what the county can do to move the needle and address identified needs
    • Communicating how it’s partnering to make reconstruction fast and affordable
    • Outlining an implementation roadmap 

    This blueprint will serve the near-term roadmap for the next 120 days, enabling the county to maintain the current pace for rebuilding and not be late to the needs of communities.

    California’s all-in efforts

    Since the first day these firestorms ignited, Governor Newsom has been on the ground leading an all-in state response and recovery. 

    The Governor deployed resources before the hurricane-force fires broke out – growing to over 16,000 boots on the ground at the peak of the state’s response. And in the hours that followed, Governor Newsom launched historic recovery and rebuilding efforts to help Los Angeles get back on its feet, faster. 

    Even before the fires were out, Governor Newsom worked closely with outgoing President Joe Biden to secure a Presidential Major Disaster Declaration and then coordinated with the Trump Administration to ensure comprehensive federal support for Los Angeles. 

    That work has paid dividends as the current pace of debris and hazardous waste removal is months ahead of the cleanup timeline for the Camp, Woolsey, Hill fires in 2019 and Tubbs Fire in 2017/18, which at the time were themselves the fastest of their kind. 

    State and federal officials worked hand in glove to clear hazardous waste from 9,000 homes in less than 30 days. At the project’s peak, as many as 500 crews of expert heavy equipment operators from the Army Corps of Engineers worked around the clock to rapidly clear ash, soot, and fire debris from structures damaged by the Eaton and Palisades fires.

    Cutting red tape to help rebuild Los Angeles faster and stronger

    • The new executive order builds on prior orders to streamline the rebuilding of homes and businesses destroyed — suspending permitting and review requirements under the California Environmental Quality Act (CEQA) and the California Coastal Act. The Governor also issued an executive order further cutting red tape by reiterating that permitting requirements under the California Coastal Act are suspended for rebuilding efforts and directing the Coastal Commission not to issue guidance or take any action that interferes with or conflicts with the Governor’s executive orders. The Governor also issued an executive order removing administrative barriers, extending deadlines, and providing critical regulatory relief to help fire survivors rebuild, access essential services, and recover more quickly.

    Providing tax and mortgage relief to those impacted by the fires

    Fast-tracking temporary housing and protecting tenants

    • To help provide necessary shelter for those immediately impacted by the firestorms, the Governor issued an executive order to make it easier to streamline construction of accessory dwelling units, allow for more temporary trailers and other housing, and suspend fees for mobile home parks. Governor Newsom also issued an executive order that prohibited landlords in Los Angeles County from evicting tenants for sharing their rental with survivors displaced by the Los Angeles-area firestorms.
    • With an eye toward recovery, the Governor directed fast action on debris removal work and mitigating the potential for mudslides and flooding in areas burned. He also signed an executive order to allow expert federal hazmat crews to start cleaning up properties as a key step in getting people back to their properties safely. The Governor also issued an executive order to help mitigate risk of mudslides and flooding and protect communities by hastening efforts to remove debris, bolster flood defenses, and stabilize hillsides in affected areas.

    Guinean authorities must urgently reveal the fate and whereabouts of National Front for the Defence of the Constitution (Front national de défense de la Constitution – FNDC) activists Oumar Sylla and Mamadou Billo Bah, who were forcibly disappeared a year ago, and ensure that those suspected to be responsible for the abductions and enforced disappearances in Guinea are brought to justice in fair trial and victims and family members of victims are provided with access to justice and effective remedies, said 25 Guinean and international human rights organizations.

    “We call on the Guinean authorities to break their unbearable silence regarding the fate of the two FNDC activists. There is no indication that they have carried out investigations to find the two activists who have been missing for a year,” the human rights organizations said today.

    Mamadou Billo Bah and Oumar Sylla, known as Foniké Menguè, were arrested on 9 July 2024 at the latter’s home in Conakry by armed men, before allegedly being taken by special forces to the Loos archipelago. They were interrogated and tortured, according to a third member of FNDC who was abducted with the two others and released the day after. The authorities have denied holding them and their fate remains unknown to this day.

    The FNDC, a civil society movement calling for a return to civilian rule, was disbanded in 2022. Oumar Sylla, its national coordinator had called for demonstrations on 11 July 2024 against, among other things, repression of the media and the high cost of living.

    Since the Prosecutor General’s announcement on 17 July 2024 of the opening of ‘thorough and complete’ investigations into several abductions, including those of Oumar Sylla and Mamadou Billo Bah, no information has been made public about their progress.

    [PRESS RELEASE] – The U.S. Coast Guard and U.S. Embassy conducted a Maritime Boarding Officer Course from June 9 – 20, 2025, designed to strengthen maritime law enforcement operations and U.S. Coast Guard collaboration with partners in Oceania.

    The course covered a broad spectrum of essential topics, including professional communication, international maritime law, boarding procedures, arrest and detention protocols, high-risk search techniques and practical boarding scenarios. Participants from the Samoa Police and Fisheries collaborated with members from the U.S. Coast Guard Mobile Training Team and Fourteenth Coast Guard District in a combination of classroom instruction and hands-on exercises, ensuring the application to realistic operational environments.

    “Our goal is to enhance the proficiency and safety of boarding teams as they carry out vital maritime security missions,” said Lt. Channing Meyer, a lead Operation Blue Pacific planner for the Fourteenth District. “This training will prepare personnel to handle a wide range of scenarios with professionalism and confidence, ultimately helping to protect Samoa’s maritime borders and ensure the safety of our shared waterways.”

    The Maritime Boarding Officer Course is part of the U.S. Coast Guard’s ongoing commitment to operational safety and maritime security. Key participants of this course were maritime police, fisheries compliance officers and other personnel who carry out maritime law enforcement, border security, and patrols at sea.

    “This is the first U.S. Coast Guard Mobile Training Team that has been deployed to Samoa in recent years, but it is one of 20 other courses that have been executed throughout the Pacific Islands since 2023,” said Lt. Rebecca Edmonds, Oceania and North Asia program manager at U.S. Coast Guard Headquarters. “The program is synchronized and aligned with Australia’s Pacific Maritime Security Program and provides tailored law enforcement, engineering, and small boat operations support to each recipient of a Guardian Class Patrol vessel.”

    This course also complements the bilateral maritime law enforcement, commonly known as the “shiprider” program where Samoa Police and Fisheries officers patrol the Samoan exclusive economic zone onboard U.S. Coast Guard and U.S. Navy vessels.

    “The Boarding Officer Course is part of an ongoing cooperation to strengthen maritime security, improve coordination between agencies and build operational capacity for our Samoan counterparts,” said U.S. Chargé d’Affaires Daniel Tarapacki, U.S. Embassy Apia, Samoa. “The course is designed to provide Samoa’s boarding team members with classroom instruction and numerous practical exercises to confidently conduct maritime law enforcement boardings at sea.”

      BEIJING, July 8 — Whatever weapons the DPP authorities use, the overwhelming and irresistible trend of China’s national reunification will not be stopped, said Senior Colonel Jiang Bin, spokesperson for China’s Ministry of National Defense, at a press briefing on Tuesday. 

      Jiang made those remarks when asked to comment on the Han Kuang-41 live-troop exercise to be conducted by Taiwan’s military from July 9. It is learnt the exercise will focus on such subjects as the so-called “response to gray-zone harassment”, “joint anti-landing operations” and “resilient defense on the island”. Meanwhile, many US weapons will make their debut during the exercise. 

      The spokesperson slammed that Han Kuang exercise is nothing but a bluffing and self-deceiving trick played by the DPP authorities to hijack Taiwan compatriots on-board its “Taiwan Independence” war chariot, and the DPP authorities are harming Taiwan out of its selfish interests. 

      “We solemnly warn the DPP authorities that seeking ‘independence by force’ is a dead end. Whatever subjects they drill and whatever weapons they use, the PLA’s resolute countermeasures against ‘Taiwan Independence’ will not be deterred, nor will the overwhelming and irresistible trend of China’s national reunification be stopped.” Jiang stressed.

  • With 8% of world’s reserves, India poised to play key role in rare earth elements supply chain

    India holds 8 per cent of the world’s rare earth element reserves, which gives it the potential of playing a key role in the gradually evolving global supply landscape as China’s current dominance is projected to decline, according to a CareEdge report released on Tuesday.

    While China currently plays a leading role in both mining and refining, its projected share is expected to decrease from 69 per cent to 51 per cent in mining and from 90 per cent to 76 per cent in refining by 2030, as per the International Energy Agency.

    This trend reflects a broader international effort to develop more balanced and resilient supply chains.

    Despite India’s huge reserves, the country contributes less than 1 per cent of global Rare Earth Element (REE) mining, which prompted the Government to launch the National Critical Mineral Mission (NCMM) in 2025 to build India’s self-reliance in the mineral sector.

    India has recognised 130 deposits as of the 2023 Indian Minerals Yearbook, of which the coastal states have the most rare earth deposits, namely Tamil Nadu, Kerala, Andhra Pradesh, and Odisha. The recent curbs by China on REE exports have made Indian Rare Earths Limited (IREL), a central government undertaking, consider reducing its exports to save rare earths in the home country and expand domestic processing, the CareEdge report pointed out.

    The importance of REEs extends across a range of sectors, particularly in areas such as clean energy technologies, the automotive sector, and defence systems. For nations with high-tech defence and infrastructure programs, consistent access to REEs is essential to avoid potential disruptions that could lead to cost overruns or delayed deployment timelines, the report states.

    In the near term, however, global reliance on the existing dominant supply source is likely to persist. Despite increasing investments in exploration in mining and processing around the world, alternative supply chains have not yet reached the scale or consistency required to substantially displace current sourcing patterns, it further states,

    The pace at which these alternative supply networks develop will be essential. Increasing investment, simplifying permitting procedures, and encouraging international cooperation are key to lowering concentration risks. As these initiatives gain momentum, the global REE landscape is expected to become more diverse and resilient, enabling critical sectors to remain well-supported amid shifting geopolitical and economic conditions, the report further states.

    It also pointed out that since 2020, the US Department of Defence has invested more than $439 million to establish domestic rare earth element supply chains. However, refining remains a major hurdle, as much of the ore extracted in the US is currently shipped to China for refining.

    With China repeatedly capitalising on the supply of rare earth elements to gain leverage in its trade war with the US, the latter is forging partnerships with other countries to reduce its dependency on China.

      BEIJING, July 8 — “The Chinese People’s Armed Police (PAP) Force will host the Sharp Blade2025 International Sniper Competition in northwest China’s Xinjiang Uygur autonomous region in mid-July,” said Senior Colonel Jiang Bin, spokesperson for China’s Ministry of National Defense, at a press briefing on Tuesday.

      According to the spokesperson, nearly 50 sniper teams from 20-odd countries will participate in the Competition, which includes precision sniping, typical scenario sniping, comprehensive combat sniping and extreme scenario sniping.

      “The Competition will help improve the combat-oriented training of the PAP, and strengthen its cooperation and exchange with foreign police and gendarmerie forces”, noted the spokesperson.

      BEIJING, July 8 — The UN peacekeeping explosive ordnance disposal (EOD) international training program, jointly organized by the Peacekeeping Affairs Center of China’s Ministry of National Defense and the Chinese PLA Army Engineering University, officially began on Monday in Xuzhou City, east China’s Jiangsu Province. Nearly 20 engineering officers from the armies and air forces of eight countries are participating in the 12-day training program. Instructors of the training include experts from the UN Department of Peace Operations and Chinese specialists. It is the first time that China has organized an international training program specifically for peacekeeping EOD commanders.

      This training fulfills a commitment made by China at the UN Peacekeeping Ministerial 2025 held in May this year. It is also a concrete step by the Chinese military to implement the Global Security Initiative (GSI), promote international military exchanges in the field of explosive ordnance search and disposal, effectively respond to post-conflict explosive threats, and contribute to building a community with a shared future for mankind.

      The training is conducted at the training base of the Chinese PLA Army Engineering University. Featuring the application of advanced technologies such as unmanned aerial vehicles (UAVs), robotics, and artificial intelligence (AI) in explosive ordnance search and disposal, the training includes theoretical courses on the detection of typical landmines and improvised explosive devices (IEDs) and operational standards and case studies related to explosive ordnance search and disposal in peacekeeping mission areas, as well as practical courses on operating multi-functional unmanned mine-clearing vehicles and AI-assisted IED dismantling.

    Prime Minister Narendra Modi will embark on a landmark visit to Namibia on July 9, marking the final leg of his five-nation tour and the first visit by an Indian Prime Minister to the African nation in nearly three decades.

    The visit is expected to further deepen ties between India and Namibia. The two countries share a historic relationship rooted in India’s steadfast support for Namibia’s independence struggle. India was among the earliest advocates for Namibian freedom, raising the issue at the United Nations as early as 1946 and hosting the first overseas office of the South West Africa People’s Organisation (SWAPO) in 1986.

    During his stay in the capital, Windhoek, PM Modi will hold bilateral talks with President Netumbo Nandi-Ndaitwah and address a joint sitting of Namibia’s Parliament. A key highlight of the visit will be the signing of a technology agreement enabling unified payment interoperability between the two countries, aimed at enhancing cooperation in the fintech and digital sectors, according to a statement from the Ministry of External Affairs.

    Namibia’s rich reserves of uranium, copper, cobalt, rare earth minerals and its recent oil discoveries are drawing renewed global attention. The country is the world’s fourth-largest producer of uranium oxide, which fuels the nuclear industry, and also produces zinc and gem-quality diamonds. With growing global demand for clean energy and battery storage, Namibia’s potential to develop new mining projects for cobalt, lithium, and rare earth elements has gained fresh relevance.

    Bilateral trade between the two nations stood at around $814 million in 2023–24, with Indian exports accounting for over half that figure. Indian investments in Namibia are estimated at nearly $800 million, largely in the mining sector, including zinc and diamonds.

    A notable symbol of the trust between the two nations remains the translocation of eight cheetahs from Namibia to India’s Kuno National Park in 2022 — the world’s first intercontinental transfer of a major carnivore species.

    Bilateral relations have continued to strengthen over the years through high-level exchanges, development cooperation and people-to-people contacts. Then President of India, Pranab Mukherjee, paid a State Visit to Namibia in 2016, while Namibia’s President Hage Geingob attended the India–Africa Forum Summit in New Delhi in 2015. PM Modi and President Geingob last met on the sidelines of the UN General Assembly in 2019.

    In June last year, External Affairs Minister S. Jaishankar visited Namibia, calling on President Geingob and co-chairing the first Joint Commission Meeting. He also inaugurated the India–Namibia Centre for Excellence in Information Technology in Windhoek.

    India continues to extend development assistance and capacity-building support to Namibia through scholarships, defence training programmes and technical cooperation. Indian experts are deputed to Namibian institutions, and an Indian Air Force Technical Team has been training Namibian helicopter pilots since 1996.

    The countries are exploring opportunities to expand cooperation in mining, energy, health, agriculture and infrastructure. Negotiations for a Preferential Trade Arrangement between India and the Southern African Customs Union (SACU), with Namibia as coordinator, are ongoing.

    Cultural ties have also grown steadily, with regular cultural events, yoga sessions and artistic exchanges. Approximately 450 Indians, NRIs and PIOs reside in Namibia today, contributing to business and community initiatives through bodies such as the India–Namibia Chamber of Commerce and Industry and the India Namibia Friendship Association.

    Government and business put forward “Team UK” approach to unleash defence sector’s potential

    Plans to deliver jobs across the UK by unlocking the full economic potential of Britain’s defence sector are set to be unveiled today (8 July 2025).

    • Recommendations unveiled today by the Defence and Economic Growth Taskforce will build upon 14,000 extra jobs supported by government investment in the defence sector

    • Comes as Defence Tech company Helsing announces the UK’s first Resilience Factory in Plymouth as it accelerates £350m UK investment in Artificial Intelligence

    • Taskforce report puts forward “Team UK” government and business collaboration to drive growth and create jobs as part of government’s Plan for Change

    Recommendations from the Defence and Economic Growth Taskforce will outline key steps – including developing regional Defence Growth Deals – to ensure that working people benefit from the government’s move to increase defence spending.

    New opportunities for UK workers are already on the way with defence tech company Helsing announcing that it will open the UK’s first Resilience Factory this year. The UK technology and its supply chain will create specialist high-value jobs in the South West and across the country, as Helsing doubles the size of its UK business.

    Helsing’s acceleration of its £350m Trinity House private investment will see it provide allied navies with AI-powered miniature submarines to protect critical underwater infrastructure. The advanced manufacturing facility will be based in Plymouth, as the new national centre of marine autonomy.

    The Taskforce’s recommendations will be launched at a Ministry of Defence roundtable chaired by the Chancellor Rachel Reeves and Defence Secretary John Healey later today.

    The report’s key recommendation is for a “Team UK” strategy to ensure the UK is globally competitive, driving innovation, jobs and prosperity across the UK, reforming procurement and contracting processes to grow the UK defence sector – in line with the Strategic Defence Review.

    It also recommends prioritising investment in “dual use” technologies that can be used for both civil and military purposes in the UK.

    The meeting comes as figures published last week show that 151,000 UK jobs are directly supported by the MOD’s spend with industry – an increase of 14,000 on the previous year.

    Chancellor of the Exchequer, Rachel Reeves, said:

    “A new era of threats demands a new era for defence and security. That’s why we took the decision to prioritise defence spending, increasing it to 2.6% of GDP by April 2027.

    “Through this, and the work of the Defence and Economic Growth Taskforce – including Helsing’s welcome announcement of the first UK Resilience Factory – we are securing our nation and unleashing the economic potential in the Defence sector, benefitting working people across the UK through our Plan for Change.”

    The government has already begun work on three of the report’s recommendations:

    • Establishing a defence SME Hub to provide support to new market entrants.

    • Commencing work on a Defence Exports Office in the MOD, as announced in the Strategic Defence Review.

    • Committing to developing Defence Growth Deals across the UK at the Spending Review.

    The remaining recommendations will now be worked through as part of the cross-Whitehall Defence Growth Board and the Defence Industrial Joint Council ahead of the forthcoming launch of the Defence Industrial Strategy.

    The Taskforce, led by the Confederation of British Industry (CBI) with Oliver Wyman and co-chaired by the Chancellor and Defence Secretary, is a unique partnership between government, industry and financial institutions. Its 20 member organisations have collaborated with HM Treasury and the MOD to produce the recommendations.
