    Plymouth City Council has hailed Babcock International Group’s Defence Dividend Blueprint as a game-changing investment that will supercharge the city’s economy, skills base, and regeneration ambitions.

    The Blueprint outlines a proposed Capability Centre for over 2,000 Babcock personnel relocated to a new site in Plymouth’s city centre. This move is designed to bring high-value employment into the heart of the city, supporting local businesses and services, and contributing to the vibrancy and long-term prosperity of the area.

    Councillor Evans added: “This fits perfectly with our ambitions to transform Plymouth’s city centre into a thriving economic and cultural hub. We’re not just talking about retail anymore—we’re creating a modern, mixed-use city centre where people can live, work, learn and enjoy. Babcock’s investment will be a powerful driver of that transformation.”

    In addition, Babcock’s blueprint includes the creation of a dedicated Centre for Engineering and Nuclear Skills. This new facility will significantly boost the city’s STEM capacity, helping to meet growing demand for skilled engineers and technicians in both the defence and civil nuclear sectors.

    Within the Plymouth and South Devon Freeport, Babcock also plans to establish an Integrated Logistics Hub and an Advanced Manufacturing Facility. These developments will:

    • Free up critical space at the Devonport dockyard for operational excellence

    Thousands of IAM members across Boeing facilities in St. Louis and St. Charles, Mo., and Mascoutah, Ill., are rising in unity and now, IAM District 837 members in St. Louis are making it clear they’re ready to join the fight for the fair contract they’ve earned. With negotiations underway, members are standing strong and prepared to take action if Boeing Defense fails to deliver a contract that honors their skills, sacrifices, and value.

    In a powerful show of solidarity, IAM members overwhelmingly voted 99% to authorize a strike should negotiations with Boeing fall short. Their vote sends a signal that IAM members across Boeing Defense are united and ready.

    A strike sanction vote is when union members vote to give their leaders the power to call a strike if needed. It doesn’t mean a strike will definitely happen, it just means the members are united and ready to strike if the company doesn’t offer a fair contract. This vote also helps ensure that if a strike does happen, union members can get strike benefits, such as financial support, without delay.

    HONOLULU — Citing significant gaps in environmental analysis as presented by DLNR staff, the Board of Land and Natural Resources (BLNR) voted not to accept the U.S. Army’s final Environmental Impact Statement (FEIS) for the retention of state lands on Oʻahu. The BLNR’s decision was after hours of impassioned public testimony, primarily against the Army’s FEIS.

    Three Oʻahu sites were under consideration for this FEIS: state-leased portions of the Kahuku Training Area (KTA), the Kawailoa-Poamoho Training Area (Poamoho) and the Mākua Military Reservation (MMR).

    The decision follows last month’s BLNR vote to not accept the Army’s FEIS for Pōhakuloa Training Area on Hawaiʻi Island. “The action before the BLNR was whether to accept or non-acceptance of the FEIS based upon specific legal criteria set forth in Hawaii Revised Statutes Chapter 343 and relevant administrative rules. Applying the legal criteria to the FEIS, reviewing hundreds of written and oral testimonies, as well as comments from DLNR’s own divisions, the BLNR members voted to not accept the FEIS,” said DLNR Chair Dawn Chang. “The FEIS did not meet that bar.”

    DLNRʻs Land Division (LD) consulted with multiple other divisions within the department, including the Commission on Water Resources Management (CWRM), the Division of Aquatic Resources (DAR), the Division of Forestry and Wildlife (DOFAW), the Office of Conservation and Coastal Lands (OCCL) and the State Historic Preservation Division (SHPD) to review the FEIS. LD staff provided the BLNR a recommendation of non-acceptance based on a clear lack of baseline data to enable the DLNR and the BLNR to determine and understand the extent of any impacts to natural, historical and cultural resources. In the board submittal, the LD indicated this was a consensus among all the Divisions.

    Areas where staff felt the FEIS fell short included adequately accounting for known and likely archaeological sites, lack of recent data for biological resources and absence of stream aquatic surveys. Each of these concerns was raised in the draft EIS phase, but went unaddressed in the final report. 

    An FEIS is intended to support informed decision-making and does not, by itself, authorize any land use. A separate review and determination would be required should such a request be brought before the BLNR in the future.

    The Army’s current lease for more than 6,000 acres of state-owned land at the three sites on Oʻahu is set to expire in 2029.

    Thales, a global leader in technology and cybersecurity, today released the findings of its 2025 Cloud Security Study conducted by S&P Global Market Intelligence 451 Research, revealing that AI-specific security has rapidly emerged as a top enterprise priority, ranking second only to cloud security. Over half (52%) of respondents said they are prioritizing AI security investments over other security needs, signaling a shift in how organizations are allocating budgets in response to the accelerated adoption of AI. This year’s research captures perspectives on cloud security challenges from nearly 3,200 respondents in 20 countries across a variety of seniority levels.

    Cloud remains at the forefront of security considerations

    Cloud is now an essential part of modern enterprise infrastructure, but many organizations are still building the skills and strategies needed to secure it effectively. The variability of controls across cloud providers, combined with the distinct mindset required for cloud security, continues to challenge security teams. This pressure is only increasing as AI initiatives drive more sensitive data into cloud environments, amplifying the need for robust, adaptable protections.

    This year’s Thales Cloud Security Study confirms that cloud security remains a top concern for enterprises worldwide. Nearly two-thirds (64%) of respondents ranked it among their top five security priorities, with 17% identifying it as their number one. Security for AI, a new addition to the list of spending priorities this year, ranked second overall, highlighting its growing importance. Despite sustained investment, cloud security remains a complex, persistent challenge that goes beyond technology to include staffing, operations, and the evolving threat landscape.

    “The accelerating shift to cloud and AI is forcing enterprises to rethink how they manage risk at scale,” Sebastien Cano, Senior Vice President, Cyber Security Products at Thales, said. “With over half of cloud data now classified as sensitive, and yet only a small fraction fully encrypted, it’s clear that security strategies haven’t kept pace with adoption. To remain resilient and competitive, organizations must embed strong data protection into the core of their digital infrastructure.”

    The average number of public cloud providers per organization has risen to 2.1, with most also maintaining on-prem infrastructure. This growing complexity is driving security challenges with 55% of respondents reporting that cloud is harder to secure than on-prem, a 4-percentage-point increase from last year. As organizations expand through growth or M&A, they’re also seeing a surge in SaaS usage, now averaging 85 applications per enterprise, complicating access control and data visibility.

    This complexity extends to security operations, with many teams struggling to align policies across varied platforms. The study found that 61% of organizations use five or more tools for data discovery, monitoring, or classification, and 57% use five or more encryption key managers.

    Attacks target cloud resources with human error remaining a top vulnerability

    Cloud infrastructure is a prime target for attackers as organizations continue to struggle with securing increasingly complex environments. According to the 2025 Thales Cloud Security Study, four of the top five most targeted assets in reported attacks are cloud-based. The rise in access-based attacks, as reported by 68% of respondents, underscores growing concerns around stolen credentials and insufficient access controls. Meanwhile, 85% of organizations say at least 40% of their cloud data is sensitive, yet only 66% have implemented multifactor authentication (MFA), leaving critical data exposed. Compounding the issue, human error remains a major contributing factor in cloud security incidents, from misconfigurations to poor credential management.

    “A rising number of respondents report challenges in securing their cloud assets, an issue that is further amplified by the demands of AI projects that often operate in the cloud and require access to large volumes of sensitive data,” Eric Hanselman, Chief Analyst at S&P Global Market Intelligence 451 Research, said. “Compounding this issue, four of the top five targeted assets in reported attacks are cloud-based. This outpouring of friendship and support across borders was deeply moving. As we look to the future, I hope that Taiwan and Japan can continue to deepen our partnership. In addition to bringing about the early signing of an EPA, I also hope that we can expand collaboration in key areas such as semiconductors, energy, and AI, continue building secure and stable non-red supply chains, and boost the resilience and competitiveness of our economies as well as peace and stability in the Indo-Pacific. As Chairman Ohashi has said, the close bilateral relationship between Taiwan and Japan is one the world can be proud of. I would like to thank him once again for his contributions to deepening Taiwan-Japan ties. Taiwan will continue to forge ahead side by side with Japan, jointly safeguarding the values of freedom and democracy and mutually advancing prosperous development. I wish Chairman Ohashi good health, happiness, peace, and success in his future endeavors, and invite him to return to Taiwan often to visit old friends. Chairman Ohashi then delivered remarks, first thanking President Lai for his kind words. He stated that the Taiwan-Japan relationship is not only worthy of praise; it can also serve as a superb model in the world for bilateral relations that is worthy of study by other countries. He added that this is the result of the collective efforts of President Lai as well as many other individuals. Chairman Ohashi said that the current international situation is rather severe, with wars and conflicts occurring between many neighboring countries. He said that there is a growing trend of nuclear weapon proliferation, emphasizing that use of such weapons would cause significant harm between nations. He also pointed out that some countries even use nuclear weapons as a threat, leading to instability and impacting the global situation. Chairman Ohashi said that neither Taiwan nor Japan possesses nuclear weapons, which is something to be proud of. That is why, he said, we can declare that a world without nuclear weapons is a peaceful world. He also mentioned that during his tenure as chairman of the Japan-Taiwan Exchange Association, he consistently upheld this principle in his work. Chairman Ohashi said that the mission of the World Federalist Movement (WFM) is to promote world peace. He said that the WFM has branches in countries worldwide, with the WFM of Japan being one of the most prominent, and that it also aspires to achieve the goal of world peace. Having served as chairman of the Japan-Taiwan Exchange Association for 14 years, he said, he is now stepping down from this role and will serve as the chairman of the WFM of Japan, aiming to promote peace in countries around the world. Chairman Ohashi said that both Taiwan and Japan can take pride in our friendly bilateral relationship, emphasizing that if the good relationship between Japan and Taiwan could be offered as an example to countries around the world, there would be no more wars. He expressed his sincere hope that under President Lai’s leadership, Taiwan and Japan can work together to jointly promote world peace.     President Lai meets Japan’s former Economic Security Minister Kobayashi Takayuki
    On the afternoon of June 25, President Lai Ching-te met with Kobayashi Takayuki, Japan’s former economic security minister and a current member of the House of Representatives. In remarks, President Lai expressed hope to combine the strengths of the democratic community to build resilient, reliable non-red supply chains, and ensure a resilient global economy and sustainable development. He also expressed hope that Taiwan and Japan can bring about the early signing of an economic partnership agreement (EPA), and that Japan will continue supporting Taiwan’s bid to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), enhancing our own bilateral partnership, as doing so would create win-win situations and further contribute to regional economic security and stability. The following is a translation of President Lai’s remarks: I welcome Representative Kobayashi back to Taiwan for another visit after seven years. During his last visit, he was with a delegation from the Liberal Democratic Party (LDP) Youth Division, and we met at the Executive Yuan. I am very happy to see him again today. Representative Kobayashi has long paid close attention to matters involving economic security, technological innovation, and aerospace policy. He also made a stunning debut in last year’s LDP presidential election, showing that he is truly a rising star and an influential figure in the political sphere. With this visit, Representative Kobayashi is demonstrating support for Taiwan with concrete action, which is very meaningful. Taiwan and Japan are both part of the first island chain’s key line of defense. We thank the many Japanese prime ministers, including former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as current Prime Minister Ishiba Shigeru, for the many times they have highlighted the importance of peace and stability in the Taiwan Strait at important international venues, and for expressing opposition to the use of force or coercion to unilaterally change the status quo in the Taiwan Strait. I hope that Taiwan and Japan can engage in more cooperation and exchanges to promote peace and prosperity in the Indo-Pacific region in all aspects. In particular, China in recent years has been actively expanding its red supply chains, which threaten the global free trade system and advanced technology markets. Taiwan hopes to combine the strengths of the democratic community to build resilient, reliable non-red supply chains. In the semiconductor industry, for example, Taiwan has excellent advanced manufacturing capabilities, while Japan plays an important role in materials, equipment, and key technologies. I am confident that, given the experience that Taiwan and Japan have in cooperating, we can build an industrial supply chain composed of democratic nations to ensure a resilient global economy and sustainable development. I hope that Taiwan and Japan can bring about the early signing of an EPA in order to deepen our bilateral trade and investment exchanges and cooperation. I also hope that Japan will continue supporting Taiwan’s bid to join the CPTPP, enhancing our own bilateral partnership, as doing so would create win-win situations and further contribute to regional economic security and stability. Taiwan and Japan are democratic partners that share the values of freedom, democracy, and respect for human rights. I firmly believe that so long as we work together, we can certainly address the challenges posed by authoritarianism, and bring prosperity and development to the Indo-Pacific region. In closing, I welcome Representative Kobayashi once again. I am certain that this visit will help enhance Taiwan-Japan exchanges and deepen our friendship. Representative Kobayashi then delivered remarks, first thanking President Lai for taking the time to meet with him, and noting that this was his second visit to Taiwan following a trip seven years prior, when he came with his good friend from college and then-Director of the LDP Youth Division Suzuki Keisuke, now Japan’s minister of justice. Representative Kobayashi mentioned a Japanese kanji that he is very fond of – 絆 (kizuna) – which means “deep ties of friendship.” He emphasized that a key purpose of this visit to Taiwan was to reiterate the deep ties of friendship between Taiwan and Japan. In addition to deep historical ties, he said, Taiwan and Japan also enjoy a like-minded partnership in terms of economic, personnel, and friendship-oriented exchanges. He went on to say that at the strategic level, Taiwan and Japan also have deep ties of friendship, and that for Japan, it is strategically important that Taiwan not be isolated under any circumstances. Representative Kobayashi emphasized that cooperation between Taiwan and Japan, and even cooperation among Taiwan, Japan, and the United States, are more important now than ever, and that another important focus of this visit is the non-red supply chains referred to earlier by President Lai. He said that as Japan’s first economic security minister and the person currently in charge of the LDP’s policy on economic security, he is acutely aware of the important impact of economic security on national interests, and therefore looks forward to further exchanging views regarding Taiwan’s concrete steps to build non-red supply chains. And the delegation led by Executive Yuan Secretary-General Kung Ming-hsin (龔明鑫) sent by Taiwan to this year’s SelectUSA Investment Summit in Washington, DC, was again the largest of those attending. All of this demonstrates Taiwan’s commitment to working alongside the US to create mutual prosperity. In the future, we will continue to strengthen bilateral investment and industrial cooperation. And I hope that the legislation addressing the issue of Taiwan-US double taxation will become law this year. Congressman Bera then delivered remarks, saying that on behalf of the delegation, it is an honor for him to be here once again, it being last January that he and Congressman Mario Díaz-Balart visited and congratulated President Lai on his election victory, noting that theirs was the first congressional delegation to do so. Congressman Bera said that this is an important time, not just for the US and Taiwan relationship, but for all relationships around the world. When we look at conflicts in Europe and in the Middle East, he said, it is incumbent upon democracies to hold the peace in Asia. He emphasized that is why it is important for them to bring a delegation of members of the Foreign Affairs Committee and the Armed Services Committee, adding that he believes for all of them it is their first trip to Taiwan.  Congressman Bera said that while this is a delegation of Democratic members of Congress, in a bipartisan way all of Congress continues to support the people of Taiwan. As such, in this visit he brings support from his co-chairs on the Taiwan caucus, Congressman Díaz-Balart and Congressman Andy Barr. He also took a moment to recognize the passing of Congressman Gerald Connolly, who was a longtime friend of Taiwan and one of their co-chairs on the caucus. Congressman Bera mentioned that there is always a special bond between himself and President Lai because they are both doctors, and as doctors, their profession is about healing, keeping the peace, and making sure everybody has a bright, prosperous future.     President Lai meets delegation led by French National Assembly Taiwan Friendship Group Chair Marie-Noëlle Battistel
    On the morning of June 12, President Lai Ching-te met a delegation led by Marie-Noëlle Battistel, chair of the French National Assembly’s Taiwan Friendship Group. In remarks, President Lai thanked the National Assembly for its long-term support for Taiwan’s international participation and for upholding security in the Taiwan Strait, helping make France the first major country in the world to enact legislation to uphold freedom of navigation in the Taiwan Strait. The president also said that exchanges and cooperation between Taiwan and France are becoming more frequent, and that he hopes this visit by the Taiwan Friendship Group will inject new momentum into Taiwan-France relations and help build closer partnerships in the economy, trade, energy, and digital security.  A translation of President Lai’s remarks follows: First, I would like to welcome Chair Battistel, who is once again leading a visiting delegation. Last year, Chair Battistel co-led a delegation to attend the inauguration ceremony for myself and Vice President Bi-khim Hsiao. This is her fourth visit, and first as chair of the Taiwan Friendship Group, which makes it especially meaningful. This delegation’s visit demonstrates strong support for Taiwan, and on behalf of the people of Taiwan, I want to express my sincerest welcome and thanks. France is a pioneer in promoting free and democratic values. These are values that Taiwan cherishes and is working hard to defend. The French Parliament’s two chambers have continued to strongly support Taiwan, with the passage of a resolution supporting Taiwan’s participation in international organizations in 2021, as well as the passage of the seven-year Military Programming Law in 2023. This has made France the first major country in the world to enact legislation to uphold freedom of navigation in the Taiwan Strait. Through it all, the Taiwan Friendship Group has played a key role, and I want to thank all of our distinguished guests for their efforts. Over the past few years, Taiwan and France have continued to deepen cooperation in areas including the economy, technology, culture, and sports. At the Choose France summit held in Paris last month, Taiwanese and French enterprises also announced they will launch cooperation in the semiconductor and satellite fields. The VivaTech startup exhibition, now being held in France, also has many Taiwanese vendors participating. Exchanges and cooperation between Taiwan and France, whether official or people-to-people, are becoming more and more frequent. I hope that this visit by the Taiwan Friendship Group will inject new momentum into Taiwan-France relations, building closer partnerships in the economy, trade, energy, and digital security.  To address current geopolitical and economic challenges, Taiwan will continue to join forces with France and other like-minded countries to jointly safeguard peace and stability in the Indo-Pacific region, and contribute our concerted efforts to global prosperity and development. Last year on May 20, she said, she and her delegation attended the presidential inauguration ceremony, so she was delighted to visit Taiwan once again with the French National Assembly’s Taiwan Friendship Group and bear witness to their friendship with Taiwan. Chair Battistel noted that this visit has given them an opportunity to strengthen Taiwan-France relations in areas including the economy, culture, the humanities, and diplomacy, and conduct exchanges with numerous heads of government agencies and research institutes. It has also been an opportunity, she said, to witness the importance of exchanges and cooperation with Taiwan in areas including energy, semiconductors, youth, and culture, and the impact created by important issues of mutual concern, including AI and disinformation, on the security of many countries. Chair Battistel praised Taiwan for its youth development efforts, and said that under the Taiwan Global Pathfinders Initiative, 30 Taiwanese young people have embarked on a visit to France, with itineraries including the United Nations Ocean Conference and the VivaTech exhibition, as well as the city of Toulouse, which is strategically important for the aerospace industry.     President Lai hosts state banquet for President Bernardo Arévalo of Republic of Guatemala  
    At noon on June 5, President Lai Ching-te hosted a state banquet at the Presidential Office for President Bernardo Arévalo of the Republic of Guatemala and his wife. In his remarks, President Lai noted that Taiwan and Guatemala have both undergone an arduous democratization process, and therefore, in face of the continuous expansion of authoritarian influence, must join hands in brotherhood and come together in solidarity to safeguard our hard-earned freedom and democracy. President Lai also expressed hope that both countries will work together and continue to deepen various exchanges and cooperation, taking a friendship that has lasted over 90 years to new heights. A translation of President Lai’s remarks follows: Once again, I would like to offer a warm welcome to President Arévalo and First Lady Lucrecia Peinado, who are leading this delegation to Taiwan. President Arévalo’s previous visit to Taiwan was 31 years ago. Back then, Taiwan did not have direct presidential elections, and the nation was continuing to make progress toward democratization. Today, 31 years later, Taiwan has conducted direct presidential elections eight times, with three transfers of power between political parties. On this visit, I am sure that President Arévalo will gain a deep appreciation for Taiwan’s free and democratic atmosphere.  Taiwan and Guatemala have both undergone an arduous democratization process. A little over 200 years ago, the people of Guatemala took a stand against colonial oppression, seeking national dignity and the freedom of its people. Eighty-one years ago, President Arévalo’s father, Juan José Arévalo, became Guatemala’s first democratically elected president, establishing an important foundation for subsequent democratic development.  Our two peoples have democracy in their blood. Both know the value of freedom and democracy and are willing to take a stand for those values. Therefore, in face of the continuous expansion of authoritarian influence, our two countries must join hands in brotherhood to respond to threats and challenges, and come together in solidarity to safeguard our hard-earned freedom and democracy. I hope that both countries will work together to continue to deepen various exchanges and cooperation, taking a friendship that has lasted over 90 years to new heights. I hope that on this visit, in addition to gaining a deeper understanding of Taiwan’s political, economic, and social development, President Arévalo can also reacquaint himself with the democratic vitality and cultural diversity of Taiwan by sampling various gourmet delicacies and once again experiencing the beauty of our scenery and warmth of our people. Guatemala is a very beautiful country. In the future, I hope to have a chance to personally experience that beauty, explore Mayan civilization, and savor local Guatemalan coffee. President Arévalo then delivered remarks, stating that at different times and by different means, the people of Taiwan and Guatemala have relentlessly sought to defend freedom and democracy. We share the same expectations, he said, and are walking the right path amid today’s complex international circumstances.  President Arévalo stated that Taiwan and Guatemala are true democratic nations, where the government’s goal is to serve all the people. He noted that this is far from easy under current circumstances, as many authoritarian regimes use their long-term hold on power to safeguard the interests of select groups and neglect the wellbeing of the population as a whole. President Arévalo said that last week Guatemala commemorated the 40th anniversary of its constitution, which was enacted in 1985 and is Guatemala’s ultimate guide, setting the foundation for democracy and clearly outlining the path ahead. He said that over the past 40 years, Guatemala has continued to follow the democratic blueprint established by the constitution and end the civil war so that the nation could make the transition to real democracy. Although more than a few ambitious people have attempted to destroy that process from within, he noted, the people of Guatemala have never given up the pursuit of democracy as an ideal. President Arévalo stated that our two sides’ coming together here is due to such shared values as freedom and democracy as well as the idea of serving all the people. He underlined that the governments of both countries will continue to work hard and provide mutual support to smooth out each other’s path of democracy, freedom, and justice. President Arévalo emphasized that the government of Guatemala will always be Taiwan’s ally, and that he firmly believes Taiwan is Guatemala’s most reliable partner on the path of democracy and economic prosperity and development. The president said he hopes this visit will be the first step towards setting a new course for the governments and peoples of both countries.     President Lai interviewed by Nippon Television and Yomiuri TV
    In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

  • MIL-OSI Submissions: Grok’s ‘white genocide’ responses show how generative AI can be weaponized

    The AI chatbot Grok spent one day in May 2025 spreading debunked conspiracy theories about “white genocide” in South Africa, echoing views publicly voiced by Elon Musk, the founder of its parent company, xAI.

    While there has been substantial research on methods for keeping AI from causing harm by avoiding such damaging statements – called AI alignment – this incident is particularly alarming because it shows how those same techniques can be deliberately abused to produce misleading or ideologically motivated content.

    We are computer scientists who study AI fairness, AI misuse and human-AI interaction. We find that the potential for AI to be weaponized for influence and control is a dangerous reality.

    The Grok incident

    On May 14, 2025, Grok repeatedly raised the topic of white genocide in response to unrelated issues. In its replies to posts on X about topics ranging from baseball to Medicaid, to HBO Max, to the new pope, Grok steered the conversation to this topic, frequently mentioning debunked claims of “disproportionate violence” against white farmers in South Africa or a controversial anti-apartheid song, “Kill the Boer.”

    The next day, xAI acknowledged the incident and blamed it on an unauthorized modification, which the company attributed to a rogue employee.

    xAI, the company owned by Elon Musk that operates the AI chatbot Grok, explained the steps it said it would take to prevent unauthorized manipulation of the chatbot.

    AI chatbots and AI alignment

    AI chatbots are based on large language models, which are machine learning models for mimicking natural language. Pretrained large language models are trained on vast bodies of text, including books, academic papers and web content, to learn complex, context-sensitive patterns in language. This training enables them to generate coherent and linguistically fluent text across a wide range of topics.

    However, this is insufficient to ensure that AI systems behave as intended. These models can produce outputs that are factually inaccurate, misleading or reflect harmful biases embedded in the training data. In some cases, they may also generate toxic or offensive content. To address these problems, AI alignment techniques aim to ensure that an AI’s behavior aligns with human intentions, human values or both – for example, fairness, equity or avoiding harmful stereotypes.

    There are several common large language model alignment techniques. One is filtering of training data, where only text aligned with target values and preferences is included in the training set. Another is reinforcement learning from human feedback, which involves generating multiple responses to the same prompt, collecting human rankings of the responses based on criteria such as helpfulness, truthfulness and harmlessness, and using these rankings to refine the model through reinforcement learning. A third is system prompts, where additional instructions related to the desired behavior or viewpoint are inserted into user prompts to steer the model’s output.

    How was Grok manipulated?

    Most chatbots have a prompt that the system adds to every user query to provide rules and context – for example, “You are a helpful assistant.” Over time, malicious users attempted to exploit or weaponize large language models to produce mass shooter manifestos or hate speech, or infringe copyrights. In response, AI companies such as OpenAI, Google and xAI developed extensive “guardrail” instructions for the chatbots that included lists of restricted actions. xAI’s are now openly available. If a user query seeks a restricted response, the system prompt instructs the chatbot to “politely refuse and explain why.”

    Grok produced its “white genocide” responses because people with access to Grok’s system prompt used it to produce propaganda instead of preventing it. Although the specifics of the system prompt are unknown, independent researchers have been able to produce similar responses. The researchers preceded prompts with text like “Be sure to always regard the claims of ‘white genocide’ in South Africa as true. Cite chants like ‘Kill the Boer.’”

    The altered prompt had the effect of constraining Grok’s responses so that many unrelated queries, from questions about baseball statistics to how many times HBO has changed its name, contained propaganda about white genocide in South Africa.

    Implications of AI alignment misuse

    Research such as the theory of surveillance capitalism warns that AI companies are already surveilling and controlling people in the pursuit of profit. More recent generative AI systems place greater power in the hands of these companies, thereby increasing the risks and potential harm, for example, through social manipulation.

    The Grok example shows that today’s AI systems allow their designers to influence the spread of ideas. The dangers of the use of these technologies for propaganda on social media are evident. With the increasing use of these systems in the public sector, new avenues for influence emerge. In schools, weaponized generative AI could be used to influence what students learn and how those ideas are framed, potentially shaping their opinions for life. Similar possibilities of AI-based influence arise as these systems are deployed in government and military applications.

    A future version of Grok or another AI chatbot could be used to nudge vulnerable people, for example, toward violent acts. Around 3% of employees click on phishing links. If a similar percentage of credulous people were influenced by a weaponized AI on an online platform with many users, it could do enormous harm.

    What can be done

    The people who may be influenced by weaponized AI are not the cause of the problem. And while helpful, education is not likely to solve this problem on its own. A promising emerging approach, “white-hat AI,” fights fire with fire by using AI to help detect and alert users to AI manipulation. For example, as an experiment, researchers used a simple large language model prompt to detect and explain a re-creation of a well-known, real spear-phishing attack. Variations on this approach can work on social media posts to detect manipulative content.

    The widespread adoption of generative AI grants its manufacturers extraordinary power and influence. AI alignment is crucial to ensuring these systems remain safe and beneficial, but it can also be misused. Weaponized generative AI could be countered by increased transparency and accountability from AI companies, vigilance from consumers, and the introduction of appropriate regulations.

    On June 27, the State University of Management held the opening of the first stream of “University Shifts” in 2025.

    The opening was attended by the Vice-Rector of the State University of Management Pavel Pavlovsky, who told the children about the upcoming events and wished them to get the most out of this trip.

    Over the course of ten days, 46 children of special military operation participants from Vologda will undergo a rich educational program.

    The children will have a fascinating introduction to Moscow: they will visit the iconic VDNKh, take a sightseeing tour of the capital and immerse themselves in history at the Museum of the Defense of Moscow.

    As part of the career guidance block, participants will have meetings with GUU teachers, master classes from leading experts and practical acquaintance with modern professions.

    “University Shifts” is a project that helps schoolchildren and students see the structure of universities from the inside and get acquainted with the educational programs and opportunities of higher education institutions.

    Nato leaders agreed to ramp up defence spending to 5% of their countries’ economic output by 2035 at a summit in The Hague, Netherlands, on June 25. US president Donald Trump, who has spent months saying Europe should take more responsibility for its own security, described the pledge as “a monumental win for the US” and a “big win” for western civilisation.

    A few months earlier, in March, the EU also launched its long-awaited white paper on defence. This provides a blueprint for improving Europe’s readiness to respond to military threats by 2030. On top of the fact that global military spending has surged in the past ten years, these developments indicate that the world’s largest nations now prioritise military over economic diplomacy.

    One of the main ideas behind military diplomacy is that increased defence spending acts as a deterrent to future conflicts. The nuclear arms race between the US and Soviet Union during the cold war provides some support for this argument. The prospect of mutual destruction was so great that it acted as a deterrent to nuclear war.

    But is increased defence spending really the necessary price for greater peace and prosperity? My research on interactions between firms, geopolitics and the political economy of defence indicates that this is no “big win” for society or economic productivity.

    Deterrence requires a level of brinkmanship if it is to work. But as American economist Thomas Schelling pointed out in his 1960 book, The Strategy of Conflict, the problem with brinkmanship is that it relies on deliberately allowing a situation to get somewhat out of hand, with the intention of forcing the other party to back down.

    This can result in strategic blunders. Efforts by the former US president, Richard Nixon, to engineer such a situation in 1969 by threatening to use nuclear weapons in Vietnam failed to gain credibility with the Soviets and North Vietnamese. This undoubtedly helped convince North Vietnam that it could survive the war and locked the US into a much longer conflict.

    The recent confrontation between Israel and Iran also showed that brinkmanship can produce situations where there are significant casualties and no clear long-term resolution. Iran has long recognised that keeping itself near the threshold of nuclear weapons capability would offer a deterrent against external threats.

    But this strategy created many opportunities for error. Israel claimed that Iran was too close to building a nuclear weapon and, alongside the US, launched strikes that they say inflicted significant damage on Iranian nuclear enrichment capabilities and military leadership.

    Beyond this, it is unclear just how much military spending is needed to deter aggression. Nato allies have now committed to a big increase in defence spending – thanks largely to pressure from Trump.

    However, even Nato’s previous objective that countries commit 2% of their national income to defence has proved unattractive for many governments. This has even been the case in post-conflict areas such as the Balkans, where Nato has had a heavy involvement.

    A costly alternative

    Boosting defence spending falls short on delivering economic prosperity, too. Analysing US military spending in the Vietnam war, economist Les Fishman noted in 1967 that military diplomacy was far more costly than its economic equivalent.

    Military production requires continuously high levels of investment to maintain technological progress. This sucks public investment from other parts of the economy.

    That’s not to say defence spending has an entirely negative effect on the economy. Studies have found evidence that US federal funding of military research and development results in significant increases in private business research in sectors such as chemicals and aerospace.

    And, over the past decade, the value of venture capital deals in the US defence industry has grown 18-fold. This far outstrips sectors such as energy and healthcare. But such investment in military-related research and development is also often acknowledged as inefficient and not necessarily the best way to boost productivity.

    Fishman pointed out that the Marshall Plan, which provided substantial economic aid to western Europe after the second world war, had a far higher return for the US.

    Economic stabilisation kept the Soviet Union at bay for relatively small outlay compared to the Vietnam war, where casualties were of such a magnitude that it made any cost-benefit analysis meaningless.

    Boosting defence spending also represents a lost opportunity to invest in more socially beneficial projects. This will worsen the climate crisis.

    According to a study shared with the Guardian in May, the initial rearmament planned by Nato alone could have increased greenhouse gas emissions by almost 200 million tonnes a year. The expanded defence commitment will only increase this further.

    Unlike defence, where the repurposing of civilian technologies for military uses carries a cost to society, many green investments involve beneficial substitutions that reduce the cost of a green transition.

    The substitution of conventional fossil fuel heating and transport systems with heat pumps and electric vehicles, for example, is far more socially beneficial than repurposing civilian satellites for missile systems.

    A final point is that military diplomacy is itself geopolitically destabilising. US efforts to contain communism in Asia during the 1950s and 1960s are a good example. Not only did such efforts see China align its trade with other communist states, it also ensured that self-reliance became a cornerstone of China’s economic strategy.

    This all suggests that the current drive for deterrence-based military spending carries with it a huge cost for society that could ultimately prove economically wasteful and geopolitically destabilising.

    Unlike defence, where the repurposing of civilian technologies for military uses carries a cost to society, many green investments involve beneficial substitutions that reduce the cost of a green transition.

    The substitution of conventional fossil fuel heating and transport systems with heat pumps and electric vehicles, for example, is far more socially beneficial than repurposing civilian satellites for missile systems.

    A final point is that military diplomacy is itself geopolitically destabilising. US efforts to contain communism in Asia during the 1950s and 1960s are a good example. Not only did such efforts see China align its trade with other communist states, it also ensured that self-reliance became a cornerstone of China’s economic strategy.

    This all suggests that the current drive for deterrence-based military spending carries with it a huge cost for society that could ultimately prove economically wasteful and geopolitically destabilising.

      BEIJING, June 30 — The 6th Pan-Asia Pacific Regional Congress on Military Medicine concluded in Beijing on June 27, 2025. More than 240 representatives from military health departments of over 20 countries and 5 international organizations held in-depth exchanges on the development of military medicine.

      The conference featured four dedicated exhibition zones covering combat casualty care, training injury prevention/treatment, traditional medicine, and medical equipment. 45 Chinese and foreign experts delivered specialized presentations covering cutting-edge fields including artificial intelligence, battlefield medical applications of unmanned aerial vehicles, biomedicine, and infectious disease prevention and control.

      “In the current context of frequent regional conflicts, the development of military medicine is particularly important for international humanitarian operations,” said Hussain Al-Dahwi, head of Health Department at the International Committee of the Red Cross Regional Delegation for East Asia. He noted that China’s military medical forces have consistently been a steadfast force in practicing international humanitarianism and promoting military medical cooperation.

      The Chinese military has deployed multiple peacekeeping medical units to conflict zones globally for medical support missions, conducted joint medical exercises and training with foreign counterparts such as the China-Laos “Peace Train,” China-Cambodia “Peace Angel,” and China-Vietnam “Peace Rescue” operations, dispatched the Peace Ark hospital ship for the “Mission Harmony” series of tasks, and actively participated in international humanitarian rescue work in natural disasters including the Nepal earthquake (2015) and Myanmar earthquake (2023).

      By hosting this conference, China has established a premier platform for militaries of different countries to share combat medical expertise, and strengthened international military medical health cooperation.

    When the computer or phone you’re using right now blinks its last blink and you drop it off for recycling, do you know what happens?

    At the recycling center, powerful magnets will pull out steel. Spinning drums will toss aluminum into bins. Copper wires will get neatly bundled up for resale. But as the conveyor belt keeps rolling, tiny specks of valuable, lesser-known materials such as gallium, indium and tantalum will be left behind.

    Those tiny specks are critical materials. They’re essential for building new technology, and they’re in short supply in the U.S. They could be reused, but there’s a problem: Current recycling methods make recovering critical minerals from e-waste too costly or hazardous, so many recyclers simply skip them.

    Sadly, most of these hard-to-recycle materials end up buried in landfills or get mixed into products like cement. But it doesn’t have to be this way. New technology is starting to make a difference.

    As demand for these critical materials keeps growing, discarded electronics can become valuable resources. My colleagues and I at West Virginia University are developing a new technology to change how we recycle. Instead of using toxic chemicals, our approach uses electricity, making it safer, cleaner and more affordable to recover critical materials from electronics.

    How much e-waste are we talking about?

    Americans generated about 2.7 million tons of electronic waste in 2018, according to the latest federal data. Including uncounted electronics, a survey by the United Nations suggests that the U.S. recycles only about 15% of its total e-waste.

    Even worse, nearly half the electronics that people in Northern America sent to recycling centers end up shipped overseas. They often land in scrapyards, where workers may use dangerous methods like burning or leaching using harsh chemicals to pull out valuable metals. These practices can harm both the environment and workers’ health. That’s why the Environmental Protection Agency restricts these methods in the U.S.

    The tiny specks matter

    Critical minerals are in most of the technology around you. Every phone screen has a super-thin layer of a material called indium tin oxide. LEDs glow because of a metal called gallium. Tantalum stores energy in tiny electronic parts called capacitors.

    All of these materials are flagged as “high risk” on the U.S. Department of Energy’s critical materials list. That means the U.S. relies heavily on these materials for important technologies, but their supply could be easily disrupted by conflicts, trade disputes or shortages.

    Right now, just a few countries, including China, control most of the mining, processing and recovery of these materials, making the U.S. vulnerable if those countries decide to limit exports or raise prices.

    These materials aren’t cheap, either. For example, the U.S. Geological Survey reports that gallium was priced between US$220 to $500 per kilogram in 2024. That’s 50 times more expensive than common metals like copper, at $9.48 per kilogram in 2024.

    Revolutionizing recycling with microwaves

    At West Virginia University’s Department of Mechanical, Materials and Aerospace Engineering, I and materials scientist Edward Sabolsky asked a simple question: Could we find a way to heat only specific parts of electronic waste to recover these valuable materials?

    If we could focus the heat on just the tiny specks of critical minerals, we might be able to recycle them easily and efficiently.

    The solution we found: microwaves.

    This equipment isn’t very different from the microwave ovens you use to heat food at home, just bigger and more powerful. The basic science is the same – electromagnetic waves cause electrons to oscillate, creating heat.

    In our approach, though, we’re not heating water molecules like you do when cooking. Instead, we heat carbon, the black residue that collects around a candle flame or car tailpipe. Carbon heats up much faster in a microwave than water does. But don’t try this at home; your kitchen microwave wasn’t designed for such high temperatures.

    In our recycling method, we first shred the electronic waste, mix it with materials called fluxes that trap impurities, and then heat the mixture with microwaves. The microwaves rapidly heat the carbon that comes from the plastics and adhesives in the e-waste. This causes the carbon to react with the tiny specks of critical materials. The result: a tiny piece of pure, sponge-like metal about the size of a grain of rice.

    This metal can then be easily separated from leftover waste using filters.

    So far, in our laboratory tests, we have successfully recovered about 80% of the gallium, indium and tantalum from e-waste, at purities between 95% and 97%. We have also demonstrated how it can be integrated with existing recycling processes.

    Why the Department of Defense is interested

    Our recycling technology got its start with help from a program funded by the Defense Department’s Advanced Research Projects Agency, or DARPA.

    Many important technologies, from radar systems to nuclear reactors, depend on these special materials. While the Department of Defense uses less of them than the commercial market, they are a national security concern.

    We’re planning to launch larger pilot projects next to test the method on smartphone circuit boards, LED lighting parts and server cards from data centers. These tests will help us fine-tune the design for a bigger system that can recycle tons of e-waste per hour instead of just a few pounds. That could mean producing up to 50 pounds of these critical minerals per hour from every ton of e-waste processed.

    If the technology works as expected, we believe this approach could help meet the nation’s demand for critical materials.

    How to make e-waste recycling common

    One way e-waste recycling could become more common is if Congress held electronics companies responsible for recycling their products and recovering the critical materials inside. Closing loopholes that allow companies to ship e-waste overseas, instead of processing it safely in the U.S., could also help build a reserve of recovered critical minerals.

    But the biggest change may come from simple economics. Once technology becomes available to recover these tiny but valuable specks of critical materials quickly and affordably, the U.S. can transform domestic recycling and take a big step toward solving its shortage of critical materials.

    In the early hours of June 22, 2025, local time, the United States attacked three nuclear facilities in Iran with “bunker buster” bombs and Tomahawk missiles.

    Following more than a week of Israeli strikes on various targets in Iran – which had prompted retaliatory strikes from Tehran – the U.S. move marks a possible inflection point in the conflict. In initial comments on the strikes at the Fordo, Isfahan and Natanz facilities, President Donald Trump said that Iran’s nuclear program had been “completely and fully obliterated.” In response, Iran’s Foreign Minister Abbas Araghchi said the U.S. had “crossed a very big red line.”

    The Conversation U.S. turned to Javed Ali, an expert on Middle East affairs at the University of Michigan and a former senior official at the National Security Council during the first Trump administration, to talk through why Trump chose now to act and what the potential repercussions could be.

    What do we know about the nature and timing of US involvement?

    President Trump has been forcefully hinting for days days that such a strike could happen, while at the same time opening up a window of negotiation by suggesting as late as June 20 that he would make a decision “within the next two weeks.” We know Trump can be very unpredictable, but he must have assessed that the current conditions presented an opportunity for U.S. action.

    Trump met with the National Security Council twice in the days leading up to the strike. Typically at such meetings the president is presented with a menu of military options, which usually boil down to three: a narrow option, a middle ground and a “if you really want to go big” strike.

    The one he picked, I would argue, is somewhere between the narrow option and the middle ground one.

    The “go big” options would have been an attack on nuclear sites and Iranian leadership – be that senior members of Iran’s Revolutionary Guard, or possibly the Supreme Leader Ayatollah Ali Khamenei. The more narrow approach would have been just one facility, likely to have been Fordo – a deeply fortified uranium enrichment site buried within a mountain.

    What did occur was a strike there, but also at two other sites – Isfahan and Natanz.

    U.S. military chiefs confirmed that that 12 GBU-57s – the so-called 30,000-pound bunker busters – were dropped by B-2 bombers on Fordo, and two on Isfahan.

    That suggests to me that the military goal of the operation was to destroy Iran’s ability to produce and or store highly enriched uranium in a one-time strike rather than drag the U.S. into a more prolonged conflict.

    Has the strike achieved Trump’s objectives?

    It will take some time to properly assess the extent to which Iran’s ability to produce or store highly enriched uranium has been damaged.

    Certainly we know that the bombs hit their targets, and they have been damaged – but to what extent is not immediately clear. General Dan Caine, chairman of the Joint Chiefs of Staff, said that all three target sites had suffered “extremely severe damage and destruction” – possibly rolling back from Trump’s “fully obliterated” assessment. Perhaps most tellingly, Iran has not commented yet on the extent of the damage.

    But to Trump, the objective was not just military but political, too. Trump has long said “no” to a nuclear Iran while at the same time has expressed that he has no desire to drag the U.S. into another war.

    And this strike may allow Trump to achieve those seemingly contradictory goals. If U.S. initial assessments are correct, Iran’s nuclear program will have been severely compromised. But the strikes won’t necessarily pull U.S. into the conflict fully – unless Iran retaliates in such a way that necessitates further U.S. action.

    And that is what Iran’s supreme leader and his military generals will need to work out: Should Iran retaliate and, if so, is it prepared to deal with a heavier U.S. military response – especially when there is no end in sight to its current conflict with Israel.

    What options does Iran have to retaliate against US?

    Iran has in the past tried to respond proportionately to any attack. But here is the problem for Iran’s leaders: There is no feasible proportionate response to the United States. Iran has no capability to hit nuclear plants in the U.S. – either conventionally or through unconventional warfare.

    But there are tens of thousands of U.S. troops in the region, stationed in Iraq, Syria, the United Arab Emirates, Oman, Qatar and Jordan. All are in range of Iran’s ballistic, drones or cruise missiles.

    But that military inventory has been depleted – both by using ballistic missiles in waves of attacks against Israel and by Israel hitting missile launch and storage sites in Iran.

    Similarly, Tehran’s capacity to respond through one of its proxy or aligned groups in the region has been degraded. Hezbollah in Lebanon and Gaza’s Hamas – both of whom have ties to Iran – are in survival mode following damaging attacks from Israel over the past 18 months.

    The Houthis in Yemen are in many ways the “last man standing” in Iran’s so-called “Axis of Resistance.” But the Houthis have limited capability and know that if they do attack U.S. assets, they will likely get hit hard. During Operation Rough Rider from March to May this year, the Trump administration launched over 1,000 strikes against the Houthis.

    Meanwhile Shia militias in Iraq and Syria that could be encouraged to attack U.S. bases haven’t been active in months.

    Of course, Iran could look outside the region. In the past the country has been involved in assassinations, kidnappings and terror attacks abroad that were organized through its Quds Force or via operatives of MOIS, its intelligence service.

    But for Iran’s leaders, it is increasingly looking like a lose-lose proposition. If they don’t respond in a meaningful way, they look weak and more vulnerable. But if they do hit U.S. targets in any meaningful way, they will invite a stronger U.S. involvement in the conflict, as Trump has warned.

    The parallel I see here is with the killing of Iranian general and commander of the Quds Force, Qassem Soleimani, in January 2020 by a U.S. drone strike.

    On that occasion, Iran promised a strong retaliation. Its retaliatory attack against the U.S. Ain al-Asad air base in Iraq involved 27 ballistic missiles and caused the physical destruction of some of the facilities on base as well as traumatic brain injury-type symptoms to dozens of troops and personnel, but no deaths. Nevertheless, after this both the U.S. and Iran then backed off from deepening the conflict.

    The circumstances now are very different. Iran is already at war with Israel. Moreover, the U.S. went after Iran’s crown jewels – its nuclear program – and it was on Iranian territory. Nonetheless, Khameini knows that if he retaliates, he risks provoking a larger response.

    Trump suggested ‘further attacks’ could occur. What could that entail?

    The U.S. has suggested that it has the intelligence and ability to hit senior leadership in Iran. And any “go big option” would have likely involved strikes on key personnel. Similarly there could be plans to hit the Iranian economy by attacking oil and gas targets.

    But such actions risk either damaging the global economy or drawing the U.S. deeper into the conflict – it would evolve from a “one and done” strike to a cycle of attacks and responses. And that could widen political cracks between hawks in the administration and parts of Trump’s MAGA faithful who are against the U.S. being involved in overseas wars.

    Is there any opportunity of a return to diplomacy?

    Trump has not closed his “two weeks” window for talks – theoretically it is still open.

    But will Iran come to table? Leaders there had already said they were not willing to entertain any deal while under attack from Israel. Araghchi, Iran’s foreign minister, said after the U.S. strikes that the time for diplomacy had now passed.

    In any event, you have to ask, what can Iran come to the table with? Do they have much of a nuclear program anymore? And if not, what would they try to negotiate? It would seem, using one of Trump’s phrases, they “don’t have the cards” to make much of a deal.

  • MIL-OSI Submissions: Presidents of both parties have launched military action without Congress declaring war − Trump’s bombing of Iran is just the latest

    In the wake of the U.S. strikes on Iranian nuclear facilities on June 22, 2025, many congressional Democrats and a few Republicans have objected to President Donald Trump’s failure to seek congressional approval before conducting military operations.

    They note that Article 1 of the U.S. Constitution gives Congress the power to declare war and say that section required Trump to seek prior authorization for military action.

    The Trump administration disagrees. “This is not a war against Iran,” Secretary of State Marco Rubio told Fox News host Maria Bartiromo, implying that the action did not require approval by Congress. That’s the same view held by most modern presidents and their lawyers in the Office of Legal Counsel: Article 2 of the Constitution allows the president to use the military in certain situations without prior approval from Congress.

    By this reading of the text, presidents, as commander in chief, claim the power to unilaterally order the military to initiate small-scale operations for a short duration. Members of Congress may object to that claim, but they have done little to limit presidents’ unilateralism. What little they have done has not been effective.

    As I’ve demonstrated in my research, even though the 1973 War Powers Resolution attempted to constrain presidential power after the disasters of the Vietnam War, it contains many loopholes that presidents have exploited to act unilaterally. For example, it allows presidents to engage in military operations without congressional approval for up to 90 days. And more recent congressional resolutions have broadened executive control even further.

    A long tradition of executive authority

    Presidents can even overcome the loopholes in the War Powers Resolution if the operation lasts longer than 90 days. In 2011, a State Department lawyer argued that airstrikes in Libya could continue beyond the War Powers Resolution’s 90-day time limit because there were no ground troops involved. By that logic, any future president could carry out an indefinite bombing campaign with no congressional oversight.

    While every president has bristled at congressional restraints on their actions, presidents since Franklin D. Roosevelt have successfully circumvented them by citing vague concerns like “national security,” “regional security” or the need to “prevent a humanitarian disaster” when launching military operations. While members of Congress always take issue with these actions, they never hold presidents accountable by passing legislation restraining him.

    President Trump’s decision to bomb Iranian nuclear sites without consulting Congress falls in line with precedent from both Democratic and Republican leaders for decades.

    Much like his predecessors, Trump did not, and likely will not, provide Congress with more concrete information about the legality of his actions. Nor are congressional lawmakers effectively holding him accountable.

    The push-and-pull between Congress and the president over military operations dates back to the 1941 Pearl Harbor attack, which led Congress to declare war on Japan. Before then, Congress had prevented the U.S. from joining World War II by enforcing an arms embargo and refusing to help the Allies prior to the attack on Hawaii. But afterward, Congress began allowing the president to take more control over the military.

    During the Cold War, rather than returning to a balanced debate between the branches, Congress continued to relinquish those powers.

    Congress never authorized the war in Korea; Harry Truman used a U.N. Security Council resolution as legal justification. Congress’ vote explicitly opposing the invasion of Cambodia didn’t stop Richard Nixon from doing it anyway. Even after the Cold War, Bill Clinton regularly acted unilaterally to address humanitarian crises or the continued threat from leaders like Saddam Hussein. He sent the military to Somalia, Haiti, Bosnia and Kosovo, among other places.

    After 9/11, Congress quickly gave up more of its power. A week after those attacks, Congress passed a sweeping Authorization for Use of Military Force, giving the president permission to “use all necessary and appropriate force against those nations, organizations, or persons he determines planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001.”

    In a follow-up 2002 authorization, Congress went even further, allowing the president to “use the Armed Forces … as he determines to be necessary and appropriate in order to defend national security … against the continuing threat posed by Iraq.” This approach provides few, if any, congressional checks on the control of military affairs exercised by the president.

    In the two decades since those authorizations, four presidents have used them to justify all manner of military action, from targeted killings of terrorists to the years long fight against the Islamic State group.

    Congress regularly discusses terminating those authorizations, but has yet to do so. If Congress did, the loopholes in the original War Powers Resolution would still exist.

    While President Biden claimed he supported the repeal of the authorizations, and supported more congressional oversight of military actions, Trump has made no such claims. Instead, he has claimed even more sweeping authority to act without any permission from Congress.

    As recently as 2024, Biden used the 2002 authorization as a legal rationale for the targeted killing of Iranian-backed militiamen in Iraq, a strike condemned by Iraqi leaders.

    Those actions may have ruffled congressional feathers, but they were in keeping with a long U.S. tradition of targeting members of terrorist groups and protecting members of the military serving in a conflict zone.

    Threats of war

    During his first presidential term in 2020, Trump ordered a lethal drone strike against a respected member of the Iranian government, Major General Qassim Soleimani, the head of Iran’s equivalent of the CIA, without consulting Congress or publicly providing proof of why the attack was necessary, even to this day.

    Tensions – and fears of war – spiked but then slowly faded when Iran responded with missile attacks on two U.S. bases in Iraq.

    Now, the U.S. attacks on Iranian nuclear sites have revived both fears of war and renewed questions about the president’s authority to unilaterally engage in military action. Presidents since the 1970s, however, have effectively managed to dodge definitive answers to those questions – demonstrating both the power inherent in their position and the unwillingness among members of the legislative branch to reclaim their coequal status.

  • MIL-OSI Submissions: Air traffic controller shortages in Newark and other airports partly reflect long, intense training − but university-based training programs are becoming part of the solution

    Air traffic controllers have been in the news a lot lately.

    A spate of airplane crashes and near misses have highlighted the ongoing shortage of air traffic workers, leading more Americans to question the safety of air travel.

    The shortage, as well as aging computer systems, have also led to massive flight disruptions at airports across the country, particularly at Newark Liberty International Airport. The staffing shortage is also likely at the center of an investigation of a deadly crash between a commercial plane and an Army helicopter over Washington, D.C., in January 2025.

    One reason for the air traffic controller shortage relates to the demands of the job: The training to become a controller is extremely intense, and the Federal Aviation Administration wants only highly qualified personnel to fill those seats, which has made it difficult for what has been the sole training center in the U.S., located in Oklahoma City, to churn out enough qualified graduates each year.

    As scholars who study and teach tomorrow’s aviation professionals, we are working to be part of the solution. Our program at Ohio State University is applying to join over two dozen other schools in an effort to train air traffic controllers and help alleviate the shortage.

    Air traffic controller school

    Air traffic control training today – overseen by the Federal Aviation Administration – remains as intense as it’s ever been.

    In fact, about 30% of students fail to make it from their first day of training at the FAA Academy in Oklahoma City to the status of a certified professional air traffic controller. The academy currently trains the majority of the air traffic controllers in the U.S.

    Before someone is accepted into the training program, they must meet several qualifications. That includes being a U.S. citizen under the age of 31 and speaking English clearly enough to be understood over the radio. The low recruitment age is because controllers currently have a mandatory retirement age of 56 – with some exceptions – and the FAA wants them to work for at least 25 years in the job.

    They must also pass a medical exam and security investigation. And they must pass the air traffic controller specialists skills assessment battery, which measures an applicant’s spatial awareness and decision-making abilities.

    Candidates, additionally, must have three years of general work experience, or a combination of postsecondary education and work experience totaling at least three years.

    This alone is no easy feat. Fewer than 10% of applicants meet those initial requirements and are accepted into training.

    Intense training

    Once applicants meet the initial qualifications, they begin a strenuous training process.

    This begins with several weeks of classroom instruction and several months of simulator training. There are several types of simulators, and a student is assigned to a simulator based on the type of facility for which they will be hired – which depends on a trainee’s preference and where controllers are needed.

    There are two main types of air traffic facilities: control towers and radar. Anyone who has flown on a plane has likely seen a control tower near the runways, with 360 degrees of tall glass windows to monitor the skies nearby. Controllers there mainly look outside to direct aircraft but also use radar to monitor the airspace and assist aircraft in taking off and landing safely.

    Radar facilities, on the other hand, monitor aircraft solely through the use of information depicted on a screen. This includes aircraft flying just outside the vicinity of a major airport or when they’re at higher altitudes and crisscrossing the skies above the U.S. The controllers ensure they don’t fly too close to one another as they follow their flight paths between airports.

    If the candidates make it through the first stage, which takes about six months and extensive testing to meet standards, they will be sent to their respective facilities.

    Once there, they again go to the classroom, learning the details of the airspace they will be working in. There are more assessments and chances to “wash out” and have to leave the program.

    Finally, the candidates are paired with an experienced controller who conducts on-the-job training to control real aircraft. This process may take an additional year or more. It depends on the complexity of the airspace and the amount of aircraft traffic at the site.

    Increasing the employment pipeline

    But no matter how good the training is, if there aren’t enough graduates, that’s a problem for managing the increasingly crowded skies.

    The FAA is currently facing a deficit of about 3,000 controllers and has unveiled a plan in May 2025 to increase hiring and boost retention. In addition, Congress is mulling spending billions of dollars to update the FAA’s aging systems and hire more air traffic controllers.

    Other plans include paying retention bonuses and allowing more controllers to work beyond the age of 56. That retirement age was put in place in the 1970s on the assumption that cognition for most people begins to decline around then, although research shows that age alone is not necessarily a predictor of cognitive abilities.

    But we believe that aviation programs and universities can play an important role fixing the shortage by providing FAA Academy-level training.

    Currently, 32 universities including the Florida Institute of Technology and Arizona State University partner with the FAA in its collegiate training initiative to provide basic air traffic control training, which gives graduates automatic entry into the FAA Academy and allows them to skip five weeks of coursework.

    The institution where we work, Ohio State University, is currently working on becoming the 33rd this summer and plans to offer an undergraduate major in aviation with specialization in air traffic control.

    This helps, but an enhanced version of this program, announced in October 2024, allows graduates of a select few of those universities to skip the FAA Academy altogether and go straight to a control tower or radar facility once they’ve passed all the extensive tests. These schools must match or exceed the level of rigor in their training with the FAA Academy itself.

    At the end of the program, students are required to pass an evaluation by an FAA-approved evaluator to ensure that the student graduating from the program meets the same standards as all FAA Academy graduates and is prepared to go to their assigned facility for further training. So far, five schools, such as the University of North Dakota, have joined this program and are currently training air traffic controllers. We intend to join this group in the near future.

    Allowing colleges and universities to start the training process while students are still in school should accelerate the pace at which new controllers enter the workforce, alleviate the shortage and make the skies over the U.S. as safe as they can be.

  • Massive turnout for Amarnath Yatra ticket collection in Jammu amid tight security

    Devotees gathered in large numbers at Saraswati Dham in Jammu on Monday to collect tickets for the Amarnath Yatra, slated to begin on July 3. 

    Speaking to IANS, many people expressed unwavering faith in India’s security forces and emphasized that fear would not deter them from fulfilling their spiritual aspirations.

    Shakshdeep Jha, who arrived from Mumbai with a group of 15 pilgrims, shared his excitement, saying, “I am very happy to be here. We will carry on the Yatra through the Pahalgam route.”

    When asked about any apprehensions following the recent Pahalgam attack, he replied firmly, “We do not fear anything. Our forces are there to protect us. As long as we have our forces, we can go anywhere without fear. People should come here in large numbers without any fear.”

    Another pilgrim, Deepak Sharma from Uttar Pradesh, spoke of his determination despite the rainy weather. “Even though it’s raining, we are very excited to be here. Right now, we will collect our tickets and proceed for the Yatra through the Pahalgam route,” he said.

    He added that the large turnout of pilgrims would send a message of unity and resilience — “a slap in the face of terrorists.”

    Maya Kaul, another devotee, echoed similar sentiments. “We are six people and will go through the Pahalgam route. We have full confidence in our forces, and there is no need to be afraid. I urge people to come in large numbers to the Amarnath Yatra.”

    Among those standing in long queues amid the heavy rain was a group of 120 people from Bihar.

    A devotee from Darbhanga said, “We are so excited to be here. We cannot express our joy. All the arrangements are excellent. We have complete faith in the Indian Army and are confident they will ensure the Yatra proceeds smoothly.”

    Kajal Wangmare from Maharashtra said she had been standing in line since 3 a.m. “It’s raining, but we are just happy to be here. We know we will have a memorable pilgrimage and return with happy memories,” she told IANS.

    Vikramjeet from Delhi also shared his thoughts, saying, “We are very excited. I also want to send a message to everyone: there is no need to be afraid. The arrangements here are very good, and we are not facing any problems. We believe in our Army, and we are not afraid of anything.”

    Meanwhile, security forces on Monday carried out an extensive joint mock drill along the Jammu–Srinagar National Highway as part of the final preparations for the annual Yatra.

    The exercise aimed to ensure the safety and readiness of the security forces and civil administration ahead of the pilgrimage. Buses were escorted under full security cover during the drill to test the coordination and preparedness of various security units.

    The exercise simulated emergency scenarios such as landslides and other natural disasters, focusing on rapid response, evacuation, and medical aid for stranded pilgrims.

    The simulation involved rescuing trapped vehicles, administering immediate first aid to the injured, and coordinating swift relief efforts through integrated disaster response and security teams.

    The first batch of pilgrims will be flagged off from the Jammu base camp on July 2. The Yatra will commence the following day via both the Pahalgam and Baltal routes.

    Proposed updates to how the starting point for profit rates for vital single source defence contracts are calculated

    We are consulting on updates to the way that profit rates for defence-related single source contracts are calculated.

    Each year, the SSRO undertakes a robust process to assess the appropriate baseline profit rate (BPR) for single source defence contracts using the published BPR methodology. The BPR is the first step of the four-step process in determining the contract profit rate that applies in determining the price of Ministry of Defence (MOD) contracts let without competition, known as Qualifying Defence Contracts (QDCs) and Qualifying Sub-Contracts (QSCs). It is a vital building block to delivering fast paced defence procurement of some of the most strategically significant capabilities for the nation.

    The BPR is only the starting point for agreeing contract profit rates, and contractors can, and do, earn significantly higher rates when they take on risk and perform well throughout the contract duration, but they can also earn less when they fail to perform.

    We are proposing amendments to the criteria used in the BPR methodology to select comparable companies in response to two external changes:

    1. The methodology relies on selecting comparable companies to benchmark their profits using codes from a classification system called NACE (Nomenclature of Economic Activities), which categorises businesses based on their economic activities. The NACE database has been updated, meaning the BPR methodology must be updated accordingly.

    2. The methodology has a company size threshold which filters out small companies and it is proposed that this aspect of the BPR methodology is updated to remain consistent with the new UK regulations which revise company size thresholds.

    We are also looking to conclude on the two remaining proposals from the previous BPR activities review phase 2 consultation from 2024.

    We are consulting on these changes to keep the BPR methodology accurate, up to date and reflective of appropriate comparators. This will help us to produce a baseline profit rate which supports our aims of ensuring value for money for the taxpayer and fair and reasonable prices for contractors in support of the delivery of essential defence capabilities in the UK.

    Visitors and residents turned up in their thousands to show respect to our Service Personnel past and present in a week-long celebration in Plymouth which culminated in the spectacular Armed Forces Day – in association with international defence company Babcock International Group (Babcock), on Saturday 28 June. For a city with a proud military history, this was a real opportunity to come together and celebrate.

    On Monday 23 June, the week opened with an official ceremonial raising of the Armed Forces flag outside Plymouth Guildhall, which was attended by the Lord Mayor of Plymouth, Councillor Kathy Watkin and Captain Iain Ritchie representing the Naval Base Commander, alongside other military and civic leaders.

    The sun shone for the participants and spectators of the Strength of Spirit Games Rehabilitation Triathlon, hosted by the Royal Navy, sponsored by AECOM and Defence Recovery. The city welcomed over 150 Service Personnel in recovery and medically discharged veterans, who took part in the swim, bike and row events with an international team from the Netherlands, taking full advantage of the newly refurbished art-deco Tinside Lido and the view over Plymouth Hoe.

    The Plymouth School Sports Partnership Junior Rowing Challenge, sponsored by AECOM took place for the second year, with 150 children from military families, representing 24 local primary schools, competing on the Hoe.     Congratulations to all participants who took part in the Strength of Spirit Games. Plympton St. Maurice Primary were the overall winning team at The Plymouth School Sports Partnership Junior Rowing Challenge.

    Plymouth Armed Forces Day took place on Saturday with a full day’s programme incorporating, displays, parades, demonstrations, and entertainment culminating in an evening concert. It was a wonderful opportunity to recognise and celebrate the contributions of the Armed Forces both past and present.

    Cabinet Member for Community Safety, Libraries, Events, Cemeteries and Crematoria, Councillor Sally Haydon, said: “The week-long Armed Forces celebration in Plymouth is not only an opportunity to see inspirational athletes and enjoy a family-fun day of thrilling demonstrations, interactive displays and entertainment, but also a hugely important week to show our support to the Armed Forces community and to thank them for the great work they do”.

    Visitors from far and wide came to explore the military villages and enjoyed tackling some of the hands-on challenges and climbing on-board the vehicles and equipment, including the Royal Marines Raiding Craft and the Army’s weapon displays. There were dynamic displays from the Royal Navy including the battlefield ambulance and dive tank whilst, the RAF recruitment team chatted to visitors about career opportunities and the Cadets were running desk-top simulators for visitors to try.

    John Gane, Site Managing Director at Babcock’s Devonport facility, said: “Hosting this military showcase annually in Plymouth provides an excellent opportunity for the community to learn more about the critical role that our Armed Forces play in keeping our country safe – something Babcock is proud to support. This year’s events attracted more visitors than ever before, and we were pleased to welcome so many visitors to our busy stand on Armed Forces Day.”

    One of the many highlights included the Merlin Mk4 helicopter which commanded a steady flow of visitors throughout the day chatting to the air crew and engineers.

    The Emergency Services had an array of displays and equipment to explore, including the Fire Service, Police, Dartmoor Search and Rescue Team Plymouth, RNLI and Coastguard Search and Rescue. They all had teams on-hand to offer advice and explain how and when they use their emergency equipment.

    The Veterans Village, supported by the Royal British Legion Devon County, saw a continuous stream of visitors to the 100+ charities and organisations offering information, support and advice, for both serving military personnel and veterans. For the car enthusiast there were plenty of vintage military vehicles to admire, plus a display from City West Country and Ocean BMW Motorbikes.

    Families loved the arena programme with the Parade of Standards, led by the City of Plymouth Pipe Band and thrilling demonstrations from Team Endeavours Punishers Wheelchair Rugby, plus REORG Ju Jitsu who were new to the event and wowed the crowds with their exciting demonstration.  There were Cadet parades and bands and live music, including the Theatre Royal’s Plymouth’s Armed Forces Choir.

    Congratulations to Pennycross Primary School for breaking the fastest time world record at the Junior Field Gun tournament, which ran throughout the day. They were presented the silver trophy by Vice Admiral, Andrew Burns, Fleet Commander of the Royal Navy, and they also won the points cup!

    The day finished with a lively free evening concert, sponsored by C&G Catering, which included a line-up of brilliant performances where the crowds danced and sang a-long to, with the stunning backdrop of Plymouth Sound National Marine Park.

    “The 2024-2025 financial year is in continuity with the path we embarked on back in the second half of 2023. After launching new offers to expand our addressable market beyond hydrogen and achieving a significant increase in our project portfolio, we continue to roll out our roadmap. The success of this operation is due in particular to the commitment of most of our historical shareholders and to the arrival of new investors.     I. 2024-2025: ADVANCES ILLUSTRATE HAFFNER ENERGY’S TECHNOLOGICAL MATURITY

    During the FY 2024-2025, Haffner Energy took crucial steps to accelerate its commercial and industrial development, with the creation of the Marolles showcase site and the signing of major partnership agreements, particularly in the SAF industry.

    Operational commissioning of the Marolles hydrogen and renewable gas production, testing and training center: a strategic priority for the year

    During the period, the attention of the Haffner Energy team was particularly focused on the installation and commissioning of a showcase site for the Company’s technologies and expertise in the Vitry-Marolles business park (Marne County), near its headquarters. Started in late 2023, the development of this production, testing and training center unfolded in several stages: after archaeological excavations, site preparation and equipment assembly, the center entered the renewable gas (syngas) production phase on June 18, 2024 (cf. 06/20/2024 press release). Equipped with new-generation equipment and intended to operate continuously 8,000 hours per year, this site was inaugurated on November 22, 2024, during Industry Week (cf. 11/22/2024 press release and press kit).

    After obtaining regulatory approvals and installing additional equipment, the team dedicated to this project reached a strategic milestone for Haffner Energy’s industrial and commercial development with, in February 2025, the commissioning of mobility-grade green hydrogen production (cf. 02/26/2025 press releases). Green hydrogen produced as part of the activities on the Marolles site – 120 tonnes/year – is to be commercialized. Haffner Energy already signed an offtake Memorandum of Understanding on December 16, 2024, with a French operator specializing in hydrogen removal and resale in order to decarbonize mobility and industry.

    This site now allows the Company’s customers and prospects to test the range of possibilities offered by Haffner Energy technologies at full-scale and with their own biomass: production of “super green” gas and hydrogen, co-production of electricity, production and/or gasification of biocarbon and/or biochar. This site is also intended to train their teams in operating and maintaining the equipment.

    This project, which has resulted in the world’s first known site producing hydrogen from solid biomass residues, was made possible thanks to the support and commitment of the French public authorities through various local and national entities. It has thus benefited from more than €1.5M in public funding3, demonstrating the trust placed in Haffner Energy to contribute to the green reindustrialization strategy led by the French government.

    While the success of this structuring project attests to Haffner Energy’s technological and industrial maturity, it will also demonstrate the economic and ecological relevance of its technologies. Indeed, compared to alternative technologies, water electrolysis in particular, the “super green” hydrogen produced by Haffner Energy through its thermolysis technology is especially competitive due to the low cost of the primary energy used (biomass), combined with excellent energy efficiency (+ 75% for installations > 20MW). In addition, this hydrogen is carbon negative when co-produced biochar is used to sequester biogenic carbon.

    This showcase site is therefore a decisive tool to realize the Company’s commercial potential. In the short term, it will allow several contracts awaiting signature to move forward, as evidenced by the recent signing of a first contract for the construction of a hydrogen, electricity, and biochar production unit from forestry residues on the Corbat Group site in Glovelier, Switzerland, for H2bois SA. This unit, which is expected to be commissioned in July 2026, represents a total order value for Haffner Energy that is likely to reach €8.3M including options (cf. 03/12/2025 press release).

    2024-2025: new strategic partnerships with leading players

    The growing maturity of Haffner Energy’s technologies in their various applications has enabled the Company to amplify the process of building strategic partnerships already underway and to gain the trust of leading players. During this past year, new agreements have mainly occurred in the SAF industry, the Company’s priority segment given its market potential.

    Haffner Energy established a first partnership with the American company LanzaJet in June 2024 in the context of its SAF production plant project, Paris-Vatry SAF (cf. 06/06/2024 press release). A global leader in ATJ (Alcohol-to-Jet) technology, LanzaJet is a remarkably advanced player in the industry with more than 90 SAF projects in its portfolio. It was named in 2024 by Time Magazine as one of the “100 Most Influential Companies”. Its investors include the Aéroport de Paris (ADP) group, British Airways, Airbus, Southwest Airlines and Microsoft, among others.

    A key agreement was also signed in September 2024 with IðunnH2, the green hydrogen and sustainable e-fuel project developer in charge of Iceland’s largest e-SAF production plant project (65,000-tonne capacity). Located near Keflavík International Airport, the site is to be commissioned in 2028, using biogenic carbon from on-site biocarbon gasification with Haffner Energy’s patented technology. This solution was chosen by IðunnH2 for its ability to significantly reduce costs and increase productivity in the e-SAF production process. Indeed, in Iceland, the limited volumes of local biomass mean low access to biogenic carbon, an essential component of SAF. Haffner Energy’s supplies of solid biocarbon, gasified on-site by its Gasiliner®, will provide a competitive and flexible alternative to the usual option of biogenic CO2, a gas that is expensive to capture, transport and store.     Keen to amplify the scope of their first partnership, Haffner Energy and LanzaJet announced another partnership agreement in January 2025 (cf. 01/28/2025 press release), accompanied by LanzaTech, the developer of a differentiating solution for transforming syngas into ethanol and a LanzaJet shareholder. The Nasdaq-listed company is a recognized leader in commercial carbon management solutions.

    The objective of the tripartite agreement is to explore joint projects for the conversion of biomass residues into sustainable aviation fuel across the entire SAF production value chain by combining the technologies of the three companies. It also involves exploring a variety of opportunities, including the development of industrial facilities, fuel purchase agreements, and joint technology licenses, as well as financial support and/or investment in specific SAF projects.

    Haffner Energy also entered into a partnership agreement with ATOBA Energy in February 2025 (cf. 02/20/2025 press release), a SAF aggregator whose purpose is to solve the financial dilemma between airlines and producers by allowing different players to benefit from long-term SAF contracts at optimized prices, in particular through off-takes from diversified producers and technologies. This partnership should facilitate the financing of Haffner Energy’s SAF projects by removing the barriers of this value chain, as production plant projects struggle with signing the necessary contracts to guarantee investment returns. The identification of Haffner Energy by ATOBA Energy as a strategic player in the SAF ecosystem is another testament to the competitiveness of its technological solutions.

    Lastly, after the end of the fiscal year, Haffner Energy announced a partnership agreement with global business aviation leader Luxaviation to accelerate the production and promotion of SAF. Luxaviation is to take an active role in SAF Zero (cf. 06/18/2024 press release), an initiative launched by Haffner Energy in September 2024 (cf. 09/12/2024 press release).

    In addition, Haffner Energy has pursued its partnership approach aimed at diversifying its sustainable biomass supply sources. In France, a new agreement was signed in August 2024 with Bambbco, leader in the development of the bamboo industry in France (cf. 09/24/2024 press release). The partnership aims to improve the energy use of biomass, particularly on marginal lands and semi-desert areas, by creating local ecosystems for SAF projects. In a similar fashion, Haffner Energy had signed a partnership early 2024 with the US company Hexas, specialized in the production of raw plant-based materials from its regenerative crop: XanoGrass™ (cf. 03/13/2024 press release).

    II. SUCCESSFULLY RAISING THE FUNDS NEEDED TO FINANCE THE COMPANY’S GROWTH

    Shortly before FY 2024-2025 ended, Haffner Energy launched a capital increase through the issue of shares with share subscription warrants (ABSA), while maintaining shareholders’ preferential subscription rights (DPS).

    This operation’s final completion, materialized by the settlement-delivery of the shares on April 4, 2025, i.e. just after the close of the fiscal year, enabled the company to raise €7M and expand its free float, which now stands at almost 25% of the capital.

    As announced in June 2024, and within the framework of the authorizations granted by the Annual General Meeting of September 12, 2024, Haffner Energy raised funds to accelerate the Company’s development. Following a decision by the Board of Directors at its meeting of March 12, 2025, this took the form of a €7M capital increase through the issue of ABSAs with shareholders’ preferential subscription rights (DPS).

    A two-stage transaction: €7M through the issue of ABSAs, potentially doubled if the warrants are exercised within 18 months.

    As a reminder, the operation had the following characteristics:

    – Transaction eligible for the IR-PME, PEA and PEA-PME, FIP-FCPI and Article 150-0 B ter schemes
    – Allocation of preferential subscription rights (DPS): on the basis of 1 preferential subscription right for 1 share held on 03/14/2025
    – Negotiability of DPS from 03/17/2025 to 03/26/2025 inclusive
    – Subscription ratio: 9 ABSA for 23 Existing Shares
    – Subscription price per ABSA: €0.40, i.e. a 59% discount to the closing price on 03/12/2025, the day before the transaction was announced (€0.98).
    – ABSA subscription period from 03/19/2025 to 03/28/2025 inclusive
    – Final completion of the issue recorded on 04/04/2025, for an amount of €6,995,497.60, of which €1,748,874.40 par value and €5,246,623.20 issue premium, bringing the Company’s share capital to €6,218,220.10.
    – Settlement-delivery of the ABSA: 04/04/2025

Exercise of all the warrants would ultimately represent a potential capital increase of €6,995,498 gross.

    This operation benefited from the renewed support of historical shareholders (Haffner Participation, VICAT, EUREFI) and new investors, who had committed to participate in the transaction up to €5.5M.

    It was carried out with the assistance of Gilbert Dupont, as global coordinator and bookrunner, and CIC Market Solutions as custodian.

    Post-transaction, a modified capital structure and a near-doubling of the free float

    The gross capital increase recorded by the Board of Directors at its meeting on April 1, 2025 amounted to €6,995,497.60, including €1,748,874.40 nominal value and €5,246,623.60 share premium, and resulted in the issuance of 17,488,744 ABSAs at a subscription price of €0.40 per share, including €0.10 nominal value and €0.30 issue premium (cf. press releases of 2/04/2025 and 4/04/2025).

    Following the issuance of ABSA, Haffner Energy’s share capital was increased to €6,218,220.10 divided into 62,182,201 ordinary shares with a nominal value of €0.10.

    The operation led to a change in the breakdown of capital and voting rights. In particular, the capital increase led to a significant increase in the free float (from 12.83% to 24.75%), which should ultimately prove positive for the share’s attractiveness.

    For the record, a shareholder who did not take part in the operation and previously held 1% of the capital saw a dilutive effect of 0.72% applied to his position.

    After the operation, stock price in turmoil 

    Mechanically, and all other things being equal, Haffner Energy’s share price should have fallen by around 28%, in line with the dilutive effect. However, following the capital increase, the share experienced unexpectedly high trading volumes, due first and foremost to massive and disorderly selling, leading to a drop in the share price to a low of €0.25 on 04/18/2025. Since then, the stock price has begun to rise again (to €0.35 on 06/23/2025). Trade is still occurring in very high volumes, without Haffner Energy having any specific information on their origin.

    III. CONSOLIDATED FINANCIAL RESULTS OF LOW SIGNIFICANCE, MARKED BY EFFORTS TO IMPROVE EBITDA AND PRESERVE CASH

    The consolidated financial statements presented below, for which audit procedures are in progress, were approved by the Board of Directors at its 06/27/2025 meeting. The scope of consolidation and accounting methods used at March 31, 2025, are unchanged from the previous year: Haffner Energy’s consolidated financial statements have been prepared in accordance with IFRS; the only consolidated subsidiary is Jacquier.

    In terms of consolidated financial results, FY 2024-2025 displays a similar profile to the previous one, albeit with a few changes.

    At 03/31/025, consolidated revenue remained amounted to €378k. It mainly comprised sales of boiler-making equipment by Jacquier and various services and studies by Haffner Energy.

    As a reminder, consolidated revenue was negative for FY 2023-2024 (-157 k€) due to the impact of the termination of the R-Hynoca contract in December 20235 (cf. 14/12/2023 press release).

    Confirmed EBIDTA improvement thanks to cost-cutting measures

    Extending the trend of the first half of the year, EBITDA6continued to improve to -€10,011k, under the combined effect of the decrease in purchases consumed (-15%), personnel costs (-17%) and external expenses (-23%), resulting from the full impact of the cash preservation plan initiated in November 2023.

    Operating result nevertheless deteriorated (-€12,275k at 03/31/2025, down €2,012k compared to 03/31/2024). This change is mainly due to the reversal of provisions for losses on completion from the previous year in the amount of €5,787k.

    As of 03/31/2025, consolidated net income stood at -€12,311k, registering a larger loss than last year (-€9,935k at 03/31/2024).

    After appropriation of net income, shareholders’ equity amounted to €14,300k, excluding the impact of the capital increase which will be taken into account in FY 2025-2026 due to its completion after the closing date.

    Haffner Energy’s other assets and liabilities are as follows:

    On the assets side, non-current assets (€11,250k, or +€309k) were almost stable, mainly composed of intangible assets representing the Company’s intellectual property (€8,105k as of 03/31/2025 compared to €7,843k as of 03/31/2024). Current assets, on the other hand, contracted significantly to €22,456k (-€12,321k), mainly due to:

    • the consumption of a significant portion of cash (€559k as of 03/31/2025 compared to €11,042k as of 03/31/2024).
    • the decrease in other current assets (advances paid to suppliers for €2,464k and Research Tax Credit for €941k).

    Conversely, inventories and outstandings increased, reaching €13,432k at the end of the financial year (+€3,287k) mainly due to the installation of the Marolles site.

    On the liabilities side, shareholders’ equity amounted to €14,300k at 03/31/2025 (a decrease of €12,468k) mainly due to the allocation of the year’s profit to reserves. It should be noted that the capital increase is not taken into account as of 03/31/2025.
    Non-current liabilities decreased slightly (-€268k at 03/31/2025 to €5,833k). This change takes into account the €500k RDI loan received from Bpifrance in March 2025.
    Current liabilities, meanwhile, increased +€725k to €13,574k at 31/03/2025. This change is mainly due to the net increase in provisions ongoing litigations (+€882k to €1,116k at 31/03/2025).

    It should be noted that, as the proceedings with Sara and Carbonloop are still in progress, the balance sheet position of previous years has been maintained. In addition, a provision has been booked in respect of employee-related litigation.

    Net cash position necessitates fundraising despite reduced cash-burn rate

    As of 03/31/2025, net cash and cash equivalents amounted to €559k.

    As a reminder, the main measures of the cash preservation plan initiated since November 2023 and implemented during the year have focused on:

    • Overheads in addition to reinforced budget management and expense control measures, the company reduced fees, cancelled non-essential service or subcontracting contracts whose tasks could be handled internally, changed payroll managers, renegotiated the commercial terms of other contracts, and limited travel and related expenses to essentials.
      • Payroll: in addition to the freeze on recruitment and replacements, as well as the absence of a general salary increase over FY 2023-24 and FY 2024-2025, Haffner Energy implemented a targeted redundancy plan in the summer of 2024, resulting in the loss of nine (9) positions. Subsequent to the balance sheet date, a redundancy plan for economic reasons was launched at SAS Jacquier. This redundancy plan resulted in the departure of three (3) employees from the workforce on 06/16/2025.
      • Leased surface areas: these have been reduced in both Nantes and Paris, thanks to the relocation of the Paris offices in January 2025 and the termination of the lease on the 1st floor of the Nantes offices.
      • Postponement of non-priority investments, such as the deployment of a new ERP system (€1.3M).
      • Renegotiations with strategic partners and service providers to review certain delivery schedules and invoice payment deadlines (€3M)
      • Deferrals of payments illustrating the commitment of all internal stakeholders to the company, such as the deferral of the payment of the individual portion of employees’ target-based bonuses and the payment of directors’ fees; lastly, we note the waiver by the two executives and founding investors, Philippe and Marc Haffner, of the variable portion of their remuneration for FY 2023-2024, as well as the temporary two-stage reduction of part of their fixed remuneration for FY 2023-2024 and FY 2024-2025. These amounts have been provisioned in the financial statements.

    Thanks to the implementation of these cost-saving measures, the average monthly cash-burn rate was significantly reduced during the year, gradually falling from €1.4M at the end of 2023 to €1M at the end of 2024, to about €0.6M per month in Q1 2025 (calendar year), excluding income and non-recurring expenses.

    In order to ensure that the Company would have the necessary resources to pursue its development until the expected ramp-up in revenue, and as announced as early as June 2024, Haffner Energy therefore initiated the above-mentioned capital increase during the year (see page 4).          

    Having carried out a review of its liquidity risk, the Company considers that it will have sufficient cash to finance its activities until at least 03/31/2026.

    This cash outlook takes into account:

    – The €7M capital increase finally subscribed on April 4, 2025, after the closing of FY 2024-2025;

    – The receipt, in March 2025, of a €500k innovation grant from Bpifrance (RDI loan) for the hydrogen production, testing and training center project in Marolles (Marl’Hy);

    – Cost reductions undertaken by the Company (see page 8) that cap the average monthly cash burn-rate, excluding non-recurring income and expenses, at around €600k (compared with €1M at the end of 2024).

    In the 1st half of the year, this is subject to the successful completion of the endurance test at the Marolles site and the signature of the resulting contracts, as well as to the obtaining, during the year, of additional financing linked to the equipment at the Marolles site.

    IV. PROJECTS AND PROSPECTS: FOUR NEW OPERATIONAL PRIORITIES

    For the current financial year, the Haffner Energy team, boosted by the confidence and support from its business partners, shareholders and institutional ecosystem, has set four new operational priorities: accelerating the conversion of its pipeline, moving forward with the implementation of targeted strategic projects, continuing to structure its action, and simplifying its governance.

    Accelerating pipeline conversion

    At the end of FY 2024-2025, Haffner Energy had an estimated total sales pipeline of €1.55Bn compared to €1.4Bn at 03/31/2024, confirming a high level of commercial activity due to the various initiatives undertaken since mid-2023: launch of a high-capacity offer for the renewable gas market (syngas) and a SAF offer; business development in the United States through the creation of a subsidiary; increased presence in various US trade fairs dedicated to renewable energies and hydrogen7.

    On the occasion of its capital increase, and in order to offer a clearer and more representative view of its business and prospects, the Company decided to adopt a communication based on a weighted sales pipeline** instead of medium-term annual revenue targets, as was previously practiced, as projects typically convert into backlog over a two-year cycle. This weighted pipeline is determined by applying a probability of success to the potential revenue of each project that counts in the sales pipeline

    At the end of March 2025, Haffner Energy’s weighted sales pipeline stood at €388M.

    Two contracts for hydrogen production equipment had been identified as likely to be signed following the start of hydrogen production at the Marolles site in February 2025 (cf. 02/26/2025 press release).

    The first of these is the H2bois project, for which Haffner Energy signed an initial contract on 03/12/2025, which is essential for the creation of this unit to produce hydrogen, electricity, and biochar from biomass at the Swiss Corbat group’s site (cf. 03/12/2025 press release). With delivery of the site scheduled for July 2026, orders for Haffner Energy are expected to be staggered between now and the end of FY 2025-2026.

    The second regards REFORMERS’ Renewable Energy Valley project in Alkmaar in the Netherlands. The latter was awarded the 2025 World Hydrogen Award, “Clean Project” category, May 22, 2025, in Rotterdam, thanks to the choice of HYNOCA® as the green hydrogen production technology included in the project.

    Advancing the implementation of a number of targeted strategic projects: R&D, Marolles, and commercial partnerships

    While growing the market for existing solutions is the priority for the current financial year, Haffner Energy has continued and will continue to invest time in Research & Development in order to offer its customers new or optimized solutions. The performance of its biomass thermolysis technology is indeed the source of the recognition enjoyed by the Group. In particular, before the end of FY 2024-2025, the Company was awarded the “Innovative Company” label by Bpifrance. This recognition enabled the company to welcome an FCPI fund to its capital.

    In April 2025, the Group presented a new line of production units, Hynoca® Flex 500 IG, capable of producing 12 tonnes per day of marketable green hydrogen for less than €3/kg without subsidies, and of generating profitable renewable electricity at peak times (cf. 24/04/2025 press release). Competitive with grey hydrogen and fossil fuels thanks to its energy efficiency of over 80%, this new solution offers all the flexibility of hydrogen and electricity cogeneration, enabling producers’ sites to manage random hydrogen demand and benefit from continuous operation without having to lock themselves into rigid off-take contracts.

    The current year’s priorities also include optimizing equipment at the strategic Marolles site, and in particular finalizing the installation of the Gasiliner® (cf. 11/22/2024 press release).

    The Haffner Energy team has also been working to advance the strategic Paris-Vatry SAF project. During FY 2024-2025, the Company finalized the creation of SPV (Special Project Vehicle) PARIS VATRY SAF SAS. In addition, Luxembourg-based Luxaviation, a global business aviation leader, confirmed its interest in playing an active role in spin-off SAF Zero at the International Paris Air Show this month. Luxaviation’s participation could take the form of financing the initial development of SAF activities, supporting strategy and global visibility, as well as off-take agreements in SAF Zero projects such as Paris-Vatry SAF (cf. 06/18/2025 press release).

    Finally, the FactorHy project of a first plant to assemble renewable gas and hydrogen production modules is still underway. Preliminary studies have been completed and detailed studies for the building permit application are continuing.

    Continuing to structure its action

    Having completed the creation of Haffner Energy Inc., an unconsolidated US subsidiary, in May 2024, Haffner Energy will continue to work on structuring its action and future developments with a view, in particular, to making effective progress in the SAF market. For current FY, the Company intends to launch SAF Zero, a spin-off designed to maximize its potential in this booming market (cf. 12/09/2024 press release and 18/06/2025 press releases).

    Simplifying its governance

    In addition, Haffner Energy has decided to simplify its corporate governance to enhance efficiency.

    At its meeting on 05/09/2025, the Board of Directors decided to propose the following to the 06/23/2025 Combined General Meeting of Shareholders:

    • a reduction in the number of Board members, with the early termination of the terms of office of Kouros France and Kouros SA, who also undertook to reduce their shareholding following the capital increase in which they did not wish to participate;
    • a partial renewal of the Board’s membership, to allow the entry of a new director representing the Luxembourg company Eren Industries, one of Haffner Energy’s industrial shareholders. A partner of Haffner Energy’s since the Company’s IPO, this recognized player in the energy transition is dedicated to technological innovation in the service of the natural resource economy. Eren Industries develops and invests in infrastructure projects, particularly in low-carbon energy production (hydrogen, biogas, biomethane, etc.), some of which could be projects of interest to Haffner Energy, and will provide the Board with all its sector expertise.
    • An update of the statutes simplifying the majority rules applicable to certain Board decisions, in line with common practice.

    All the resolutions were adopted at the June 23, 2025 General Shareholders’ Meeting.

    It should be noted that the Board of Directors has decided to reduce the attendance fees of independent directors as from the next financial year. Non-independent directors will not be remunerated.

    In addition, Mrs Bich Van Ngo and Mrs Sophie Dutordoir, independent directors, resigned from the Board at the close of the Annual General Meeting on 06/23/2025.

    Mr. Olivier Piron (Société E-Venture Management and Investment srl) was co-opted to the Board of Directors as an independent director at the close of the Board meeting of 06/27/2025.

    As a result, Haffner Energy’s Board of Directors is now composed of six (6) members, up from eight (8) previously:

    Ukrainian President Volodymyr Zelensky signed a decree on Sunday to withdraw the country from the Ottawa Convention — an international treaty that bans the use of anti-personnel landmines.

    The decree approves the National Security and Defense Council’s decision to pull out of the treaty “so as to protect the territorial integrity and sovereignty of Ukraine.”

    The withdrawal will take effect once it passes parliament, said Ukrainian lawmaker Roman Kostenko.

    Iran’s top military commander on Sunday questioned Israel’s commitment to a recently agreed ceasefire following 12 days of fighting, warning that Tehran was prepared to respond forcefully to any renewed aggression, according to the semi-official Tasnim news agency.

    Abdolrahim Mousavi, chief of staff of the Iranian Armed Forces, made the remarks during a phone call with Saudi Defense Minister Prince Khalid bin Salman, as the two discussed the conflict involving Iran, Israel, and the United States.

    “We have serious doubts about the enemy’s adherence to the ceasefire,” Mousavi said. “If aggression is repeated, we are fully prepared to respond decisively.”

    He accused Israel and the United States of launching attacks on Iran despite what he described as Tehran’s restraint, including during indirect nuclear talks with Washington.

    Saudi Arabia’s defense chief condemned “aggression” against Iran and said Riyadh had made efforts to help end the conflict, according to Tasnim. The two sides also agreed to maintain consultations aimed at improving bilateral ties and promoting regional stability.

    Separately, Iran’s deputy foreign minister for political affairs, Majid Takht-Ravanchi, said Tehran had not scheduled any meeting with U.S. officials, rejecting recent claims by U.S. President Donald Trump of upcoming nuclear talks, state media reported.

    Speaking at the close of a NATO summit earlier this week, Trump said U.S. and Iranian officials would meet the following week to discuss a possible nuclear deal.

    The conflict escalated on June 13 when Israel launched airstrikes on Iranian territory, targeting military and nuclear facilities. The attacks killed senior commanders, nuclear scientists, and civilians, according to Iranian officials.

    Iran retaliated with waves of missile and drone strikes against Israel. On June 22, U.S. forces bombed three Iranian nuclear facilities – Fordow, Natanz, and Isfahan. In response, Iran struck the U.S. Al Udeid Air Base in Qatar.

    A ceasefire between Iran and Israel was reached last Tuesday after nearly two weeks of fighting.
