    ALBUQUERQUE — Rep. Melanie Stansbury (NM-01) joined New Mexico state lawmakers and community leaders for a veterans town hall to answer questions directly from veterans on issues that impact them in light of the Trump administration’s cuts to the VA, and attacks on our service members by Secretary of Defense Pete Hegseth. 

    The Congresswoman joined New Mexico State Representative Debbie Sariñana (D-Albuquerque), New Mexico State Senator Harold Pope Jr. (D-Albuquerque), and U.S. Marine Corps veteran Frank Smith.

    “The most patriotic thing we can do is to resist,” said Rep. Melanie Stansbury (NM-01). “The most patriotic thing we can do right now is to speak out. The most patriotic thing we can do is engage in acts of resistance and supporting our communities. And the most patriotic thing we can do is continue to serve our communities, to fight for our communities, and to fight for our democracy because we will win.” 

    Secretary Pete Hegseth has directed cuts aimed at what’s being labeled “wasteful” spending:

    • Over $580 million in contracts and programs have been canceled.
    • Major cuts include $1.8 billion from consulting contracts at the Defense Health Agency, $1.4 billion from cloud IT services, and $500 million from Navy business consulting.
    • Eleven contracts related to DEI, climate change, and COVID-19 were also terminated.
    • A $500 million DARPA help desk contract was cut due to duplication.
    • The Department of Defense is working with DOGE (Department of Government Efficiency), which has identified $800 million in additional spending to eliminate.
    • There are plans to in-source IT roles, shifting those duties to civilian staff. 

    The VA started aggressive contract reviews and program cuts: 

    • Effective May 1, the VA ended the Veterans Affairs Servicing Purchase (VASP) program, which had been the only available mortgage assistance tool for many at-risk veterans. This has increased the risk of foreclosure for thousands of veteran families.
    • VA has canceled 585 contracts worth $1.8 billion, redirecting about $900 million to healthcare and benefits. Most of the canceled contracts were described as non-mission critical, but some provided administrative or support services that may now fall back on already strained internal resources.

  • MIL-OSI Security: NATO Secretary General outlines expectations ahead of historic Summit

    On Monday 23 June [2025] NATO Secretary General, Mark Rutte, outlined his expectations for the NATO Summit in The Hague. This year’s Summit takes place on Tuesday 24 and Wednesday 25 June and will bring together heads of state and government from across the Alliance; it will be hosted by the Netherlands for the first time.

    “We meet at a truly historic moment, with significant and growing challenges to our security” Mr Rutte stated. “As the world becomes more dangerous, Allied leaders will take bold decisions to strengthen our collective defence, making NATO a stronger, a fairer and a more lethal Alliance.”

    This week, Allies will approve a major new defence investment plan, raising the benchmark for defence investment to 5% of GDP. This will be agreed together with a concerted effort to ramp up defence industry across NATO, increasing security and creating jobs. There will also be a continued focus on support for Ukraine alongside the pursuit of a just and lasting end to Russia’s war of aggression.

    Mr Rutte made clear that the new defence investment plan will be “decisive” to ensuring effective deterrence. While the details of national capability targets are classified, the Secretary General called for a five-fold increase in air defence capabilities, thousands more tanks and armoured vehicles and millions of rounds of artillery ammunition to help keep NATO’s one billion citizens safe.

    Speaking ahead of the NATO Summit Defence Industry Forum on Tuesday 24, Mr Rutte urged Allies to work with industry to expand their defence industrial base warning that “there is not nearly enough supply to meet our increased demand on either side of the Atlantic”. “By investing more and producing more, we build a stronger NATO” he stressed.

    Strengthening partnerships will remain a key focus for the Alliance, with the Summit providing the opportunity to engage with Ukraine, NATO partners in the Indo-Pacific, and the leadership of the European Union.

    Finally, on Ukraine Mr Rutte was unambiguous, “we must continue to make sure Ukraine has what it needs to defend today and deter in the future. Our support for Ukraine is unwavering and will persist” he affirmed.

    Statement to the Security Council by Rafael Mariano Grossi, Director General, International Atomic Energy Agency (IAEA), on threats to international peace and security.

    The nuclear non-proliferation regime that has underpinned international security for more than half a century is on the line.

    The dramatic events in Iran have become even more serious with last night’s bombardments and the potential widening of the conflict.

    We have a window of opportunity to return to dialogue and diplomacy. If that window closes, violence and destruction could reach unthinkable levels and the global non-proliferation regime as we know it could crumble and fall.

    Iran, Israel, the Middle East need peace and there is a path for diplomacy.

    We must return to the negotiating table and allow the IAEA inspectors, the guardians of the NPT, to go back to Iran’s nuclear sites and account for the stockpiles of uranium, including, most importantly, the 400kg enriched to 60%.

    Any agreement, any arrangement will have as a pre-requisite the establishment of the facts on the ground. This can be done only through IAEA inspections. IAEA inspectors are in Iran, and they must do their job. This will require a cessation of hostilities so that Iran can let the teams into the sites under the necessary safety and security conditions.

    Any special measures by Iran to protect its nuclear materials and equipment can be done in accordance with Iran’s safeguards obligations and the Agency. This is possible.

    Madame President,

    Based on information available to the IAEA, let me update you on what has occurred at Iran’s nuclear sites since I last addressed this Council three days ago.

    Craters are visible at the Fordow site, Iran’s main location for enriching uranium to 60%, indicating the use by the United States of America of ground-penetrating munitions. This is consistent with statements from the US. At this time, no one – including the IAEA – is in a position to assess the underground damage at Fordow.

    At the Esfahan nuclear site, additional buildings were hit overnight, with the US confirming their use of cruise missiles. Affected buildings include some related to the uranium conversion process. Also at this site, entrances to tunnels used for the storage of enriched material appear to have been hit.

    At the Natanz enrichment site, the Fuel Enrichment Plant has been hit again, with the US confirming that it used ground-penetrating munitions.

    Iran has informed the IAEA there has been no increase in off-site radiation levels at all three sites.

    The situation at the other sites remains as I described to the Council three days ago.

    We continue to monitor the situation and encourage the Iranian regulator to maintain its indispensable contact with the IAEA’s Incident and Emergency Centre.

    Madame President,

    The IAEA has consistently underlined, as stated in its General Conference resolution, that armed attacks on nuclear facilities should never take place and could result in radioactive releases with grave consequences within and beyond the boundaries of the State which has been attacked.

    I therefore again call on maximum restraint. Military escalation threatens lives and delays a diplomatic solution for the long-term assurance that Iran does not acquire a nuclear weapon. It also threatens the global non-proliferation regime.

    As I stated three days ago, I am ready to travel immediately and to engage with all relevant parties to help ensure the protection of nuclear facilities and the continued peaceful use of nuclear technology in accordance with the Agency mandate. With your support, the IAEA can deploy nuclear safety and security experts to Iran, in addition to our safeguards inspectors, wherever they are needed.

    Madame President,

    There is arguably no more important and universally supported endeavour than ensuring that we use the enormous power of the atom for good rather than destruction.

    Let us not allow the window to close on diplomacy. Let us not allow the non-proliferation regime to fail.

    Irrespective of individual positions and views, one thing is certain, and this is the simple truth: we will not be safer if there are more nuclear weapons in more states around the world.

    The IAEA is ready to do its part to bring this military confrontation to an end.

    We write to commend this Administration’s commitment to restore a robust American manufacturing sector. We are proud to work with the Administration to make historic progress to make American manufacturing great. In this context, we write to highlight the importance of the 1979 Agreement on Trade in Civil Aircraft (the “Agreement”) to the United States’ Aerospace and Defense (A&D) industry’s trade surplus, specifically civilian aviation, and its high-wage domestic manufacturing workforce. 
     
    America’s A&D companies are global leaders in manufacturing and sustaining technologies across the commercial aviation, defense, and space sectors. The U.S. A&D industry produces the best systems and components in the world, resulting in the largest consistent trade surplus across the U.S. manufacturing sector. In 2023, American A&D exports were $135.9 billion, and imports were $61.4 billion, resulting in a trade surplus of $74.5 billion.
     
    Comprising more than 100,000 companies, large and small, across commercial and defense markets, the American A&D industry drives the U.S. economy, generating nearly $422 billion in business output in 2023. That alone contributed 1.6 percent to the 2023 U.S. gross domestic product.
     
    A&D companies invest tens of billions of dollars annually in the United States, creating highly skilled new jobs and enhancing U.S. economic and national security. These companies provide top-paying jobs in all 50 states with numerous employees, facilities, and suppliers. In 2023, the domestic A&D workforce grew 4.8 percent to over 2.2 million employed Americans.
     
    The U.S. A&D industry is a best-in-class example of an America First Trade Policy. It creates high-wage manufacturing jobs in every state and its commitment to innovation sustains U.S. world leadership in aerospace technology.
     
    A key reason for American dominance in the global aerospace industry is how the United States has leveraged the Agreement. In the 1960s and 1970s, several competing countries established tariffs and non-tariff barriers for commercial aviation production and its supply chain. Working on a bipartisan basis, Congress and the Administration collaborated on structuring and negotiating a sectoral agreement to establish wholly reciprocal duty-free trade for commercial aircraft, parts and components. There are 33 signatories and 25 observer countries that have consistently adhered to this reciprocal tariff-free regime.
     
    America’s innovative A&D industry has taken full advantage of this reciprocity to establish global dominance. Since the Agreement came into effect in 1980, the U.S. trade surplus in A&D has grown over 2,000 percent. American companies control the high end of the value chain, increasing U.S. competitiveness and our trade surplus. In addition, the innovation, profits, and growth of the U.S. commercial aviation sector is integral to the U.S. defense industry due to crossover benefits of A&D technologies and our world-class manufacturing workforce.
     
    For these reasons, we respectfully urge the Administration to build on the success of the zero-zero tariff environment in this sector by reinforcing such treatment through all bilateral trade negotiations. This will drive additional U.S. competitiveness in the global aerospace sector.     Defendants Allegedly Distributed Illegal Drugs on Dark Web’s “WallStreetBets” Vendor Account

    ATHENS, Ga. – Seven Georgia residents are charged by federal indictment with allegedly conspiring to ship thousands of parcels containing fentanyl and methamphetamine across the United States and in the Middle District of Georgia utilizing the dark web vendor account “WallStreetBets.” The final defendants were arraigned in federal court this week following arrests and seizures resulting from the ongoing investigation.

    The following defendants are charged with one count of conspiracy to distribute fentanyl and methamphetamine and face a maximum of life in prison: Steven Ehizojie Oboite, 32, of Conyers, Georgia; Eric Xavier Bechet, 31, of Dunwoody, Georgia; Jabari Ayinde Cooper, 29, of Atlanta, Georgia; Rashad Cortese Kinloch, 28, of Dunwoody; Myron Ned Stodghill, 31, of Fairburn, Georgia; Reginald Tyrone Douglas, 31, of Dunwoody; and Joshua Jamal Charles, 25, of Atlanta.

    Stodghill and Cooper were arraigned before U.S. Magistrate Judge Charles Weigle on June 18; the remaining defendants had arraignment hearings between May 22 and June 12. The indictment was returned by a federal grand jury on May 14 and was unsealed on May 19. All defendants were remanded to federal custody except Cooper and Kinloch, who were released on bond.

    Search warrants were executed on May 19 at locations in the metro Atlanta area, with federal agents seizing the following: approximately five kilograms of fentanyl-based powder; approximately one kilogram of cocaine; a pill press with multiple die casts and molds; six firearms; several pounds of marijuana; approximately 200 pills; two cold cryptocurrency wallets; a Jeep Wrangler; and a Tesla Model S.

    The indictment alleges that a dark web vendor controlled by Oboite and Bechet called WallStreetBets—first operating on the White House Market on the dark web as WallStreetBets and later operating on the Darkode Market on the dark web as WallStreetBet—began distributing large quantities of fentanyl, methamphetamine and other controlled substances sometime before March 2021 by shipping parcels of the illegal drugs from Georgia to many other locations within the United States, including in the Middle District of Georgia. The “Previous Vendor Feedback” section on the Darkode Market reported 2,777 previous sales with a 95% vendor rating for WallStreetBets/WallStreetBet.

    The WallStreetBets packages shared common characteristics like padded or bubble-wrap lined mailing envelopes of varying colors; prepaid shipping labels generated by a third-party postage provider that accepts cryptocurrency as a form of payment; the sender’s name was a business name that did not exist; the return address was the address of seemingly random single-family residences or apartment complexes in Georgia; and the packages typically contained pieces of candy in addition to the controlled substances. The WallStreetBets/WallStreetBet vendor page offered pills for sale that were purported to be oxycodone, Adderall and Percocet, in addition to crystal methamphetamine and fentanyl-based powders.

    The indictment alleges that Oboite and Bechet controlled the WallStreetBets/WallStreetBet vendor accounts across several dark web markets, including Darkode, Bohemia and Dark Matter. It is alleged that Oboite and Bechet obtained illegal drugs on behalf of WallStreetBets from several sources, including Stodghill. Oboite and Bechet directed co-conspirators Cooper, Kinloch, Douglas and Charles to package the orders, print shipping labels and ship the parcels via the United States Postal Service to customer addresses throughout the United States, including addresses in the Middle District of Georgia. The indictment alleges that the seven co-conspirators shipped thousands of packages containing illegal drugs.

    If anyone has information about this case, including potential overdoses related to purchases made from WallStreetBets, they are urged to contact the FBI Atlanta Field Office at 770-216-3000.

    The FBI and the United States Postal Inspection Service (USPIS) are investigating the case, with assistance from the IRS, the Drug Enforcement Administration (DEA), the Georgia Bureau of Investigation (GBI) and the Athens-Clarke County Police. This case is being investigated as part of an FBI-led interagency Joint Criminal Opioid and Darknet Enforcement (J-CODE) operation. J-CODE brings together experts from the DEA, the Postal Inspection Service, the Homeland Security Investigations, as well as the Department of Defense and the Customs and Border Protection, along with the FBI.

    Assistant U.S. Attorney Daniel Peach is prosecuting the case for the Government.

    An indictment is only an allegation of criminal conduct, and all defendants are presumed innocent until and unless proven guilty in a court of law beyond a reasonable doubt.

    The FBI and the United States Postal Inspection Service (USPIS) are investigating the case, with assistance from the IRS, the Drug Enforcement Administration (DEA), the Georgia Bureau of Investigation (GBI) and the Athens-Clarke County Police. This case is being investigated as part of an FBI-led interagency Joint Criminal Opioid and Darknet Enforcement (J-CODE) operation. J-CODE brings together experts from the DEA, the Postal Inspection Service, the Homeland Security Investigations, as well as the Department of Defense and the Customs and Border Protection, along with the FBI.

    Assistant U.S. Attorney Daniel Peach is prosecuting the case for the Government.

    An indictment is only an allegation of criminal conduct, and all defendants are presumed innocent until and unless proven guilty in a court of law beyond a reasonable doubt.

    The Working Group on Patriotic Education under the Constitution & Basic Law Promotion Steering Committee (CBLPSC) held its third meeting today to discuss a work plan for activities to commemorate the 80th anniversary of victory in the Chinese People’s War of Resistance against Japanese Aggression and in the World Anti-Fascist War.

     

    The Hong Kong Special Administrative Region Government said it places great importance on planning for such commemorations. As stated in last year’s Policy Address, it will host a series of events to enhance the public’s patriotism and sense of national belonging.

     

    CBLPSC Chairman and Chief Secretary Chan Kwok-ki stated that over the past few months various bureaus and departments have been formulating proposals and making preparations for the commemorations.

     

    In today’s meeting, the working group discussed the content of various activities that are being planned, and the core spirits and principles that should be upheld.

     

    An official ceremony will be held at the Hong Kong City Hall Memorial Garden on September 3, Victory Day in the War of Resistance, to honour the occasion.

     

    Thematic exhibitions co-organised by the Hong Kong Museum of History and the National Museum of China, as well as the Hong Kong Museum of the War of Resistance & Coastal Defence and the Guangdong Museum of Revolutionary History, will be staged.

     

    Various educational activities and screenings of war-related films will also be organised.

     

    In relation to commemorative activities organised by community groups, the Government will announce more details in due course.

  • MIL-OSI Europe: School children discuss peace and security at closing of ‘NATO and the Netherlands: a Journey’

    On Sunday 22 June, ‘NATO and the Netherlands: a Journey’ celebrated its conclusion at the World Forum in The Hague. On this final day, under the guidance of the political engagement organisation De Kiesmannen, around 150 primary and secondary school children discussed peace, security and the role of NATO. Minister of Foreign Affairs Caspar Veldkamp and Chief of Defence General Onno Eichelsheim were present for the event. Several members of the municipal executive of Madurodam, which consists entirely of young people, were also there.

    ‘NAVO and the Netherlands: a Journey’ started in January 2025 in The Hague and travelled to nine cities across the country. At each location, local residents were engaged in discussions about NATO and the importance of international cooperation to our security. This was done through theatre and educational programmes, a travelling photo exhibition, debates and serious gaming.

    The goal was to encourage people to think about NATO and current security topics in an accessible way. The event was organised by the Ministry of Foreign Affairs and the Ministry of Defence, with cooperation from the Netherlands Atlantic Association, the Clingendael Institute and The Hague Centre for Strategic Studies.

    Raising awareness about peace and security

    During the closing session at the World Forum, De Kiesmannen used interviews and dilemmas to get young people thinking about war, peace, fake news and cyber threats. The focus of the day was on raising awareness – what does security mean today and what role can young people play in it? As one school child put it: ‘It’s bad that there’s so much insecurity in the world today. I hope that we can still have peace in the Netherlands for a long time.’

    In his welcome address, foreign minister Caspar Veldkamp emphasised the importance of being alert and working together:
    ‘We’ve enjoyed a long period of peace, but the reality is that peace and security in Europe can no longer be taken for granted. And it’s going to be a challenge to keep our country and Europe secure.’

    General Onno Eichelsheim talked with the young people present and answered questions about NATO and ongoing conflicts in the world. He stressed the importance of the alliance for the Netherlands:

    ‘It’s concerning that military interventions increasingly appear to pay off. Throughout the world boundaries are being pushed and overstepped. That’s why it’s more important than ever to work together in NATO to become stronger. By doing so, not only can we protect the international legal order, but our own security as well.’

    Growing awareness about NATO

    Dylan Ahern, from De Kiesmannen, has noticed an increase in awareness about NATO since the start of their programme in April:
    ‘What stands out is that a lot of young people support strengthening our armed forces. They follow the news with a critical eye and ask questions. The conversation about freedom and security is more relevant than ever.’

    The closing programme marks the end of a series of meetings across the country. The 2025 NATO Summit will take place in The Hague on 24 and 25 June.

    Working Group on Patriotic Education holds third meeting  
         This year marks the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression as well as the victory of the World Anti-Fascist War (80A). The Hong Kong Special Administrative Region (HKSAR) Government places great importance on planning 80A commemorative activities. The Chief Executive clearly stated in last year’s Policy Address that the Government will host a series of commemorative activities to further enhance the public’s spirit of patriotism and sense of national belonging. The Working Group is responsible for co-ordinating the relevant bureaux and departments in organising various commemorative activities.
     
         The Chairman of the CBLPSC and Chief Secretary for Administration, Mr Chan Kwok-ki, said that over the past few months, various bureaux and departments have been formulating proposals and making preparations for different types of commemorative activities. At today’s meeting, the Working Group discussed the content of various commemorative activities and the four core spirits and principles that should be upheld in planning these activities. First, activities should be guided by the core spirit of “remembering history, honouring martyrs, cherishing peace, and creating a great future” and based on correct historical perspectives, so that members of the public can thoroughly understand the history of the War of Resistance and work together to cherish and safeguard peace. Second, Hong Kong’s contributions to the victory in the War of Resistance should be highlighted, along with in-depth research into historical materials about Hong Kong’s wartime history as well as proper restoration and protection of war-related sites. Third, the activities should have a focus on young people, with a view to helping them learn about the history of the War of Resistance and the arduous journey towards national prosperity and strength, thereby fostering their sense of national identity and spirit. Fourth, people from all walks of life should be engaged, including motivating and supporting different community groups to organise commemorative events, and encouraging the public to actively participate in such events.
     
         The Convenor of the Working Group, Dr Starry Lee, said that the four sub-groups under the Working Group had separately held meetings, focusing on putting forward plans and proposals on related commemorative activities across four aspects, namely education; local community; history, politics, economics and culture; and media publicity. The Working Group will continue to work closely with relevant bureaux and departments of the HKSAR Government, aiming to deepen public understanding of the history of the War of Resistance through commemorative activities that are diverse in type and rich in content, and thus make the patriotic spirit take root in Hong Kong.
     
         Currently, preparations for various activities to commemorate the victory in the War of Resistance are progressing steadily. These include an official ceremony at the Hong Kong City Hall Memorial Garden on September 3, the Victory Day of the War of Resistance, to honour the occasion; thematic exhibitions co-organised by the Hong Kong Museum of History and the National Museum of China, as well as the Hong Kong Museum of the War of Resistance and Coastal Defence and the Guangdong Museum of Revolutionary History; educational activities for members of the public, young people and students; and screenings of war-related films. In addition, different community groups have been organising commemorative activities in various forms.   • MIL-OSI Africa: 95 dead in Eastern Cape floods, as search and recovery efforts continue

    The Eastern Cape Provincial Government has announced that a total of 95 bodies have been recovered across various districts, following the recent floods, including the bodies of two teenage males discovered yesterday afternoon.

    This as the search and recovery efforts continue.

    “Out of the recovered bodies, 86 have been identified and have been collected by their families and processes are underway for the identification of the remaining bodies,” the provincial government said in a statement on Monday.

    The provincial government said it was coordinating the provision of burial support for the victims of the disaster. This includes the storage of the bodies, burial services and transportation of the remains to the area identified by the families for burial. 

    “The provision of this support has been made possible through support from AVBOB and government is also engaging with other funeral parlours with a view to mobilise support in line with the needs of the family.

    “Government has provided support to 26 deceased persons that were buried from Thursday to this weekend,” the provincial government said. 

    In addition to the burial services, government has provided the following support to the bereaved families:

    • The South African Social Security Agency (SASSA) has extended the Social Relief of Distress (SRD) grant, and this includes the provision of financial support towards funeral preparations.

    • Grocery hampers donated by Interlink Express.

    • The Department of Education has provided financial support of R5000 per deceased learners.

    • Various local municipalities are assisting with grave preparation where required.

    • Home Affairs emergency and mobile services for bereaved and displaced families.

    • The Department of Home Affairs has deployed three mobile offices each in Butterworth and Mthatha. 

    “Through this intervention, 311 in Mthatha and 145 in Butterworth affected individuals are being assisted to replace their birth certificates and IDs that were lost as a result of the disaster. All six mobile offices will remain on site this week to continue to provide support to the survivors as they rebuild their lives,” the statement said.

    Search and recovery efforts 

    The integrated search and recovery teams have been assisted by the South African National Defence Force (SANDF) members who continue to work tirelessly to locate and recover any remaining bodies.

    From Monday, the search and recovery teams will be joined by a team from the North West Provincial Government, increasing the number of teams to four.

    The provincial government has welcomed the support of government institutions and non-governmental organisations who have been part of rescue and recovery efforts, including the provision of humanitarian support.

    Eastern Cape Acting Premier, Mlungisi Mvoko, has acknowledged the role played by ordinary citizens in continuously cooperating with authorities and providing the necessary assistance during this challenging time.

    JERUSALEM, June 23 (Xinhua) — The Israel Defense Forces (IDF) carried out new strikes on targets in Kermanshah province in western Iran, the IDF said on Monday.

    The Israeli Air Force struck what it called “military infrastructure” — launch pads and storage facilities for surface-to-surface missiles, the military said in a statement. More than 15 warplanes took part in the operation.

    The strikes came shortly after Iran fired a rocket at Israel before dawn, sending air raid sirens ringing across much of the country. The Israeli military said the rocket was shot down and there were no casualties or damage.

    Electricity costs for businesses – including potentially hundreds in Scotland – to be slashed as Industrial Strategy launched to unlock investment and new jobs

    More than 7,000 British businesses are set to see their electricity bills slashed by up to 25% from 2027, as the Government unveils its bold new Industrial Strategy today [Monday 23 June].

    The modern Industrial Strategy sets out a ten-year plan to boost investment, create good skilled jobs and make Britain the best place to do business by tackling two of the biggest barriers facing UK industry – high electricity prices and long waits for grid connections.

    British manufacturers currently pay some of the highest electricity prices in the developed world while businesses looking to expand or modernise have faced delays when it comes to connecting to the grid.

    For too long these challenges have held back growth and made it harder for British firms to compete. Today’s announcement marks a decisive shift — with government stepping in to support industry and unlock the UK’s economic potential.

    From 2027, the new British Industrial Competitiveness Scheme will reduce electricity costs by up to £40 per megawatt hour for over 7,000 electricity-intensive businesses in manufacturing sectors like automotive, aerospace and chemicals. Hundreds of Scottish businesses could be in line to benefit.

    These firms, which support over 300,000 skilled jobs, will be exempt from paying levies such as the Renewables Obligation, Feed-in Tariffs and the Capacity Market — helping level the playing field and make them more internationally competitive. Eligibility and further details on the exemptions will be determined following consultation, which will be launched shortly.

    The government is also increasing support for the most energy-intensive firms — like steel, chemicals, and glass — by covering more of the electricity network charges they normally have to pay through the British Industry Supercharger. These businesses currently get a 60% discount on those charges, but from 2026, that will increase to 90%. This means their electricity bills will go down, helping them stay competitive, protect jobs, and invest in the future.

    This will help around 500 eligible businesses in sectors such as steel, ceramics and glass reduce their costs and protect jobs in industries that are the backbone of our economy and will be delivered at no additional cost to the taxpayer. The support for steel manufacturing is crucial as it’s a critical enabling industry for Scotland’s world leading defence and renewable energy sectors.

    These reforms complement the government’s long-term mission for clean power, which is the only way to bring down bills for good by ending the UK’s dependency on volatile fossil fuel markets.

    To ensure businesses can grow and hire without delay, the government will also deliver a new Connections Accelerator Service to streamline grid access for major investment projects — including prioritising those that create high-quality jobs and deliver significant economic benefits.

    We will work closely with the energy sector, local authorities, Scottish and Welsh Governments, trade unions, and industry to design this service, which we expect to begin operating at the end of 2025. New powers in the Planning and Infrastructure Bill, currently before parliament, could also allow the Government to reserve grid capacity for strategically important projects, cutting waiting times and unlocking growth in key sectors.

    Scottish Secretary Ian Murray today visited a new industrial development in East Lothian, on the site of a former coal-fired power station. The redevelopment site is partly funded by an £11 million UK Government investment, and includes the construction of a new interconnecter to take power from the Inchcape offshore wind farm to the National Grid. 

    Also joint Department for Business and Trade/HM Treasury Minister for Investment, Baroness Poppy Gustafsson, will meet senior figures from Dundee’s life sciences and tech, gaming, and creative sectors later. 

    Speaking ahead of his visit Mr Murray said:

    Scotland is rightly at the heart of the UK Government’s Industrial Strategy with our businesses and expertise integral to further creating jobs and economic growth through the eight sectors identified.

    Advanced manufacturing, clean energy, creative Industries, defence, digital and technologies, financial services, life sciences and professional and business services, Scotland excels at them all. But we have the potential to go much further. And by slashing electricity costs for Scottish businesses, increasing business investment and cutting red tape the UK Government is helping turbocharge the economy, create jobs and put more money in the pockets of working Scots as part of our Plan for Change.

    We have a proud industrial heritage and with this new comprehensive 10 year strategy Scotland and the wider UK has an exciting future.

    We’ve said from day one Britain is back in business under this government, and the £100 billion of investment we’ve secured in the past year shows our Plan for Change is already delivering for working people.

    Our Modern Industrial Strategy will ensure the UK is the best country to invest and do business, delivering economic growth that puts more money in people’s pockets and pays for our NHS, schools and military.

    Not only does this Strategy prioritise investment to attract billions for new business sites, cutting-edge research, and better transport links, it will also make our industrial electricity prices more competitive.

    Tackling energy costs and fixing skills has been the single biggest ask of us from businesses and the greatest challenge they’ve faced – this government has listened, and now we’re taking the bold action needed. Government and business working hand in hand to make working people better off is what this Government promised and what we will deliver.

    Energy Secretary Ed Miliband said:

    For too long high electricity costs have held back British businesses, as a result of our reliance on gas sold on volatile international markets.

    As part of our modern industrial strategy we’re unlocking the potential of British industry by slashing industrial electricity prices in key sectors.

    We’re also doubling down on our clean power strengths with increased investment in growth industries from offshore wind to nuclear. This will deliver on our clean power mission and Plan for Change to bring down bills for households and businesses for good.

    The Supercharger and British Industrial Competitiveness Scheme will be funded through reforms to the energy system. The government is reducing costs within the system to free up funding without raising household bills or taxes and intends to also use additional funds from the strengthening of UK carbon pricing, including as a result of linking with the EU carbon market.

    We have set out an intention to link emissions trading systems, as part of our new agreement with the European Union to support British businesses. Without an agreement to do this, British industry would have to pay the EU’s carbon tax.

    We intend to link our carbon pricing system with the EU’s, we will ensure that money stays in the UK—which allows us to support British companies and British jobs through these schemes.

    Building on the Spending Review and the recently announced 10-Year Infrastructure Strategy, the Industrial Strategy is the latest step forward in our plans to deliver national renewal. It will include targeted support for the areas of the country and economy that have the greatest potential to grow, while introducing reforms that will make it easier for all businesses to get ahead.

    The Strategy’s bold plan of action includes:

    • Slash electricity costs by up to 25% from 2027 for electricity-intensive manufacturers in our growth sectors and foundational industries in their supply chain, bringing costs more closely in line with other major economies in Europe.

    • Unlocking billions in finance for innovative business, especially for SMEs by increasing British Business Bank financial capacity to £25.6 billion, crowding in tens of billions of pounds more in private capital. This includes an additional £4bn for Industrial Strategy Sectors, crowding in billions more in private capital. By investing largely through venture funds, the BBB will back the UK’s most high-growth potential companies.

    • Reducing regulatory burdens by cutting the administrative costs of regulation for business by 25% and reduce the number of regulators. 

    • Supporting 5,500 more SMEs to adopt new technology through the Made Smarter programme while centralising government support in one place through the Business Growth Service.

    • Boosting R&D spending to £22.6bn per year by 2029-30 to drive innovation across the IS-8, with more than £2bn for AI over the Spending Review, and £2.8bn for advanced manufacturing over the next ten years. This will leverage in billions more from private investors. Regulatory changes will further clear the path for fast-growing industries and innovative products such as biotechnology, AI, and autonomous vehicles.

    • Attracting elite global talent to our key sectors, via visa and migration reforms and the new Global Talent Taskforce.

    • Deepening economic and industrial collaboration with our partners, building on our Industrial Strategy Partnership with Japan and recent deals with the US, India, and the EU.

    • Revolutionising public procurement and reducing barriers for new entrants and SMEs to bolster domestic competitiveness.

    • Supporting the UK’s city regions and clusters by increasing the supply of investible sites through a new £600m Strategic Sites Accelerator, at six locations to be chosen across the UK, enhanced regional support from the Office for Investment, National Wealth Fund, and British Business Bank, and more, including  with the Scottish Government to support the Edinburgh-Glasgow Central Belt.

    • Strengthening existing “Industrial Strategy Zones” – in Scotland these are the Forth Green Freeport, Cromarty Firth Green Freeport, Glasgow City Region and the North East Scotland Investment Zones – with an enhanced offer of streamlined planning, better-targeted investment promotion, support for accessing concessionary finance and coordinated support on skills.

    • Delivering AI Growth Zones to attract investment in AI infrastructure in strategic locations across the UK, including Scotland, with support for planning, access to energy, and partnerships with the private sector.

    • Growing high-potential innovation ecosystems through the Local Innovation Partnerships Fund, with at least £30m for Scotland, building on UK-wide public R&D investment and Innovate UK’s joint action plans with devolved governments.

    • Identifying and securing the right financing for investment projects in Scotland with the National Wealth Fund, working with the Scottish National Investment Bank.  

    • Using a British Business Bank Cluster Champion in Glasgow City Region, with deep expertise and local knowledge, to coordinate investment-readiness programmes, strengthen financial networks, and connect high-potential firms to investors.

    The plan focuses on 8 sectors where the UK is already strong and there’s potential for faster growth: Advanced Manufacturing, Clean Energy Industries, Creative Industries, Defence, Digital and Technologies, Financial Services, Life Sciences, and Professional and Business Services. Each growth sector has a bespoke 10-year plan that will attract investment, enable growth and create high-quality, well-paid jobs.

Making the UK the best place to invest now depends on implementation, and implementation at pace, because investment decisions are being made now against a backdrop of fierce competition and geopolitical uncertainty. The number one priority must be addressing the UK’s high cost of energy, enabling the sector to invest in the technologies, the products and the people that will give the UK its competitive edge. 

    Five sector plans have been published today:

    • Advanced Manufacturing – Backing our Advanced Manufacturing sector with up to £4.3 billion in funding, including up to £2.8 billion in R&D over the next five years, with the aim of anchoring supply chains in the UK – from increasing vehicle production to 1.35 million, to leading the next generation of technologies for zero emission flight. Glasgow is a global force in advanced manufacturing –  home to the Advanced Manufacturing Innovation District and globally competitive universities, the city region has strengths across defence, space and quantum. Edinburgh houses the National Robotarium at Heriot-Watt University and the Roslin Institute, which is a leading Agri-Tech research centre. 

    • Clean Energy Industries – Doubling investment in Clean Energy Industries by 2035, with Aberdeen-headquartered Great British Energy helping to build the clean power revolution in Britain with a further £700 million in clean energy supply chains, taking the total funding for the Great British Energy Supply Chain fund to £1 billion. We are supporting Scottish clean energy industries with £200 million development funding to advance the Acorn Carbon Capture and Storage project, capitalising on expertise in the oil and gas sector around Aberdeen. Up to £185 million has been allocated to Scotland through the Clean Industry Bonus, unlocking up to £3.5 billion private sector investment in ports and high-tech components needed to build floating and fixed offshore wind farms. Aberdeen is a global energy capital boasting new investment in hydrogen, with its pioneering Energy Transition Zone repositioning the North East as a globally integrated energy cluster.  A new regional skills pilot for Aberdeen will also help ensure a strong local skills base to deliver these opportunities.

    • Creative Industries – Maximizing the value of our Creative Industries through a £380 million boost for film and TV, video games, advertising and marketing, music and visual and performing arts will improve access to finance for scale-ups and increase R&D, skills and exports. It includes a £30 million Games Growth Package to back the next generation of UK video games studios – a sector in which Scotland is world leading. Glasgow, Edinburgh and Dundee are centres for creative industries. The Edinburgh Festivals incubate creative talent, whilst Edinburgh Futures Institute drives innovation.

    • Digital and Technologies – Making the UK the European leader for creating and scaling Digital and Technology businesses, with more than £2 billion to drive the AI Action Plan, including a new Sovereign AI Programme, £187 million for training one million young people in tech skills and targeting R&D investment at frontier technologies such as quantum technologies in Scotland. Scotland is home to two of the UK’s five new Quantum Hubs, with involvement in all five. Ten of the top 30 global semiconductor companies have operations in Scotland. Scotland is also home to cutting edge AI research network and R&D infrastructure – Edinburgh Genome Biofoundry and Industrial Biotechnology Innovation Centre. An up to £750m investment in the UK’s largest supercomputer at the University of Edinburgh sets a marker for our ambition for further growth in digital & technologies.

    • Professional and Business Services – Ensuring our Professional and Business Services becomes the world’s most trusted adviser to global industry, revolutionising the sector across the world through adoption of UK-grown AI and working to secure mutual recognition of professional qualifications agreements overseas. Scotland’s financial services sector, second only to London, features a cutting-edge Fintech scene. Over 25% of Glasgow’s top tech firms are in financial & business services, attracting major firms such as Azets and RSM. This is anchored by a highly capable workforce, supported by a world-class skills ecosystem and universities.

    The 7,000 businesses are an indicative estimate of how many businesses could be in scope of the scheme. The full scope and eligibility of the scheme will be determined following consultation.

    The cooperation between the EU and the North Atlantic Treaty Organization (NATO) has deepened significantly in response to Russia’s full-scale invasion of Ukraine, which has reshaped Europe’s security environment and highlighted the complementary roles of both organisations. NATO remains the cornerstone of collective defence, backed by United States (US) capabilities, while the EU has emerged as a key actor in financial aid, military assistance and sanctions. Both institutions have formalised their partnership through joint declarations and strategic documents, including NATO’s Strategic Concept, the EU’s Strategic Compass and White Paper for European Defence – Readiness 2030. Practical cooperation now spans a wide range of areas including cyber defence, countering hybrid threats, military mobility, critical infrastructure protection, and joint crisis preparedness. Regular staff-level coordination, shared exercises, and technical arrangements – such as the NATO–EU task force on critical infrastructure – have improved resilience and interoperability. The EU has also significantly ramped up its defence role. It has delivered €50.8 billion in military aid to Ukraine (EU plus Member State contributions). It has introduced industrial policies such as EDIRPA, ASAP, and the ReArm Europe/Readiness 2030 plan to reinforce the European defence industrial base. Despite progress, persistent challenges remain. Political tensions – in particular between Cyprus and Türkiye – continue to block intelligence sharing and formal joint planning. The EU still relies heavily on NATO, particularly US assets, for operational capabilities. Growing uncertainty over US commitments under the second Trump Presidency has reinforced the EU’s drive to strengthen strategic autonomy and ensure greater burden-sharing within NATO. The European Parliament supports stronger, complementary EU–NATO ties focused on interoperability, resilience and avoiding duplication, while stressing the need for Europe to take greater responsibility for its own security. At the NATO summit on 24-25 June in The Hague (the Netherlands), key challenges include agreeing on higher defence spending targets, maintaining alliance unity, managing the Russia threat, and rapidly scaling up Europe’s defence capabilities.

  • MIL-OSI Asia-Pac: HKSAR Government organises 5th Anniversary of Promulgation & Implementation of Hong Kong National Security Law Forum

         This year marks the 5th anniversary of the promulgation and implementation of the Hong Kong National Security Law (HKNSL). The law complements and integrates seamlessly with the Safeguarding National Security Ordinance which was enacted last year, collectively forming a legal great wall to safeguard national security in the Hong Kong Special Administrative Region (HKSAR). At this significant moment in time, the HKSAR Government has organised the 5th Anniversary of Promulgation & Implementation of Hong Kong National Security Law Forum to look back and ahead to the development of the HKSAR’s legal system in safeguarding national security, with a view to enhancing the understanding of the laws on safeguarding national security among various sectors and raising public awareness on national security. 
     
         The Opening Ceremony of the Forum was held this morning. ​The Director of the Hong Kong and Macao Work Office of the Communist Party of China Central Committee and the Hong Kong and Macao Affairs Office of the State Council, Mr Xia Baolong, was invited to officiate at the ceremony and deliver a keynote speech. The Chief Executive of the HKSAR and the Chairman of the Hong Kong National Security Committee, Mr John Lee, also delivered a keynote speech at the ceremony.
     
         The Director of the Liaison Office of the Central People’s Government in the HKSAR and National Security Adviser to the Committee for Safeguarding National Security of the HKSAR, Mr Zhou Ji; Vice-Chairperson of the HKSAR Basic Law Committee of the Standing Committee of the National People’s Congress and Deputy Director of the Legislative Affairs Commission of the Standing Committee of the National People’s Congress, Mr Zhang Yong; the Head of the Office for Safeguarding National Security of the Central People’s Government in the HKSAR, Mr Dong Jingwei; the Commissioner of the Ministry of Foreign Affairs in the HKSAR, Mr Cui Jianchun; and the Commander-in-Chief of the Chinese People’s Liberation Army Hong Kong Garrison, Major General Peng Jingtang, also delivered speeches at the ceremony.
     
         Mr Xia said in his speech that the implementation of the HKNSL over the past five years has proven the law to be a “guardian” in defending the “one country, two systems” principle and in safeguarding the prosperity and stability of Hong Kong. It is a good law of great historical significance and immediate importance, he said, stressing that the situation facing Hong Kong in safeguarding national security is still complex and grave, and that it is necessary to grasp the requirements of safeguarding national security under the “one country, two systems” principle to maintain and consolidate the hard-won situation that Hong Kong is now enjoying. Profound changes are taking place in the internal and external environments of Hong Kong. Hong Kong must safeguard national security in the full process of implementing the “one country, two systems” principle; ensure that the governance of the HKSAR is firmly in the hands of the patriots; be steadfast in safeguarding security and promoting development; effectively protect the human rights and freedoms of Hong Kong people, and maintain Hong Kong’s unique position and advantages.
     
         Mr Xia said that the HKSAR Government and all sectors of society must unite and take responsibility to give full play to the institutional advantages of the “one country, two systems” principle, and grasp four key points: first, fully implement a holistic approach to national security to safeguard high-quality development with high-level security; second, leverage Hong Kong’s unique advantages in connecting the Mainland and the world to promote high-quality development through openness; third, utilise Hong Kong’s “golden reputation” vis-à-vis the rule of law to safeguard high-quality development; and fourth, uphold Hong Kong’s executive-led system to improve governance of the SAR and promote high-quality development through reform.

         Mr Xia concluded by saying that the enactment and implementation of the HKNSL is a major event in the implementation of the “one country, two systems” principle and has already made its mark in history. Looking to the future, the HKNSL will surely safeguard the steady and far-reaching journey of the “one country, two systems” principle, enabling Hong Kong to achieve new and greater accomplishments in the grand endeavor of building a strong nation and realising national rejuvenation.
     
         In his speech, Mr Lee thanked Mr Xia for his heartfelt review of the positive significance of the HKNSL in restoring Hong Kong’s stability and implementing the “one country, two systems” principle in the past five years, and for providing direction for Hong Kong’s future security and development. Mr Lee put forward four main points, stressing that the HKSAR must fully and accurately implement the “one country, two systems” principle and thoroughly adopt a holistic approach to national security; adhere to the solid foundation of the rule of law and leverage Hong Kong’s international advantages; cherish the stable situation and seize development opportunities; and enhance traditional advantages, focusing on reform and innovation. He said that the HKSAR should continue to safeguard national security and make good use of the stable situation to focus its efforts on developing a vibrant economy, achieving prosperous development and improving people’s livelihoods to realise people-centered development.
     
         Mr Lee said that under the institutional protection of the “one country, two systems” principle and the safeguarding of the HKNSL, which complements and integrates seamlessly with the Safeguarding National Security Ordinance, Hong Kong’s development and reform will surely continue to advance steadily, thereby making greater contributions to the nation in the building of a great country and advancing toward national rejuvenation.
     
         The young generation plays an important role in passing down the sense of mission and self-awareness on safeguarding national security for it to be deeply rooted and realised. One of the sessions of the forum was a performance with the theme of “Five Years of a New Horizon – Our Commitment to Safeguarding National Security”, which was performed by more than 180 students of different ages. The HKSAR Government has been committed to promoting national security education. The Department of Justice, the Security Bureau and the Education Bureau have organised various activities to raise awareness of national security among the young generation. The awards presentation ceremonies for the Security Bureau Youth Uniformed Groups National Security Quiz Competition, the Territory-wide Inter-school National Security Knowledge Challenge 2024/25, and the “Hong Kong National Security Law – Safeguards and Hopes” Social Media Post Competition were held at the forum to commend the young awardees.
     
         After the award presentation ceremonies, Mr Xia, together with Mr Lee, Mr Zhou, Mr Zhang, Mr Dong, Mr Cui, Major General Peng, and Mr Lam, officiated at the Hong Kong National Security Law – Guarding Every Voyage and Forging a Brighter Future Kick-off Ceremony, symbolising that Hong Kong has embarked on a new journey of advancement from stability to prosperity under the protection of the HKNSL.

  • Iran issues stark warning to Trump ‘the gambler’: We will end this war

    Iran said on Monday that the U.S. attack on its nuclear sites expanded the range of legitimate targets for its armed forces and called U.S. President Donald Trump a “gambler” for joining Israel’s military campaign against the Islamic Republic.

    Since Trump joined Israel’s campaign by dropping massive bunker-buster bombs on Iranian nuclear sites on Sunday morning, Iran has repeatedly threatened to retaliate.

    But while it has continued to fire missiles at Israel, it has yet to take action against the United States itself, either by firing at U.S. bases or by targeting the 20% of global oil shipments that pass near its coast at the mouth of the Gulf.

    “Mr Trump, the gambler, you may start this war, but we will be the ones to end it,” Ebrahim Zolfaqari, spokesperson for Iran’s Khatam al-Anbiya central military headquarters, said on Monday in English at the end of a recorded video statement.

    Iran and Israel traded another wave of air and missile strikes on Monday as the world braced for Tehran’s response.

    Trump’s administration has repeatedly said that its aim is solely to destroy Iran’s nuclear programme, not to open a wider war.

    But in a social media post on Sunday, Trump openly spoke of toppling the hardline clerical rulers who have been Washington’s principal foes in the Middle East since Iran’s 1979 revolution.

    “It’s not politically correct to use the term, ‘Regime Change,’ but if the current Iranian Regime is unable to MAKE IRAN GREAT AGAIN, why wouldn’t there be a Regime change??? MIGA!!!” he wrote.

    Experts surveying commercial satellite imagery said it appeared that the U.S. attack had severely damaged the site of Iran’s Fordow nuclear plant, built inside a mountain, and possibly destroyed it and the uranium-enriching centrifuges it housed, although there was no independent confirmation.

    Trump called the strike a “Bullseye!!!”.

    “Monumental Damage was done to all Nuclear sites in Iran,” he wrote. “The biggest damage took place far below ground level.”

    MORE ISRAELI STRIKES

    Israel’s airstrikes on Iran have met little resistance from Iranian defences since Israel launched its surprise attack on June 13, killing many of Iran’s top commanders.

    The Israeli military said on Monday that about 20 jets had conducted a wave of strikes against military targets in western Iran and Tehran overnight. ⁠In Kermanshah, in western Iran, missile and radar infrastructure was targeted, and in Tehran a surface-to-air missile launcher was struck, it said.

    Iranian news agencies reported air defences had been activated in central Tehran districts, and Israeli air strikes had hit Parchin, the location of a military complex southeast of the capital.

    Iran says more than 400 people have been killed in the Israeli attacks, mostly civilians, but has released few images of the damage since the initial days of the bombing. Tehran, a city of 10 million people, has largely emptied, with residents fleeing to the countryside to escape attacks.

    Iran’s retaliatory missile strikes on Israel have killed 24 people, all civilians, and injured hundreds, the first time a significant number of Iranian missiles have ever penetrated Israeli defences.

    The Israeli military said a missile launched from Iran in the early hours of Monday had been intercepted by Israeli defences. Air raid sirens blared overnight in Tel Aviv and other parts of central Israel.

    LIMITED RETALIATION

    Beyond those missiles, Iran’s ability to retaliate is far more limited than a few months ago, since Israel inflicted defeat on Iran’s most feared regional proxy force, Hezbollah in Lebanon, whose downfall was swiftly followed by that of Iran’s most powerful client ruler, Syria’s Bashar al-Assad.

    Iran’s most effective threat to hurt the West would probably be to restrict global oil flows from the Gulf. Oil prices spiked on Monday at their highest since January. But they have not yet shot up to crisis levels, indicating that traders see a path out of the conflict that avoids serious disruption.

    Brent crude futures were down 0.5% to $76.64 a barrel as of 0830 GMT, after briefly jumping above $80 at the opening.

    Iran’s parliament has approved a move to close the Strait of Hormuz that leads into the Gulf, which would require approval from the Supreme National Security Council, a body led by an appointee of Supreme Leader Ayatollah Ali Khamenei.

    Attempting to strangle the strait could send global oil prices skyrocketing, derail the world economy and invite conflict with the U.S. Navy’s massive Fifth Fleet that patrols the Gulf from its base in Bahrain.

    “It’s economic suicide for them if they do it. And we retain options to deal with that,” U.S. Secretary of State Marco Rubio said.

    As Tehran weighed its options, Foreign Minister Abbas Araqchi was expected to hold talks with Russian President Vladimir Putin in Moscow on Monday. The Kremlin has a strategic partnership with Iran, but also close links with Israel.

    Speaking in Istanbul on Sunday, Araqchi said his country would consider all possible responses and there would be no return to diplomacy until it had retaliated. TASS news agency later quoted him as saying Iran and Russia were coordinating their positions.

    • Electricity costs for thousands of businesses to be slashed by up to 25%   
    • UK Government to establish a centre for doctoral training in semiconductors, led by Swansea University
    • Welsh businesses to benefit from innovation funding, access to finance, faster grid connections and better-equipped sites for expansion. 

    Wales is set for increased economic growth, billions in investment and tens of thousands of new jobs supported over the next decade as a result of the UK Government’s modern Industrial Strategy, which is published today (Monday 23 June).  

    The Strategy contains measures to forge a new relationship between business and government, making Wales and the UK the best place to start and scale up a business. 

    It will unlock growth across Wales, targeting areas of strength from the country’s strengths in aerospace in North Wales to the world’s first compound semiconductor cluster in South Wales.   

    More than 7,000 UK businesses are set to see their electricity bills slashed by up to 25%. British manufacturers currently pay some of the highest electricity prices in the developed world— in some cases, double the European average, while businesses looking to expand or modernise have faced delays when it comes to connecting to the grid.

    For too long these challenges have held back growth and made it harder for firms to compete globally. Today’s announcement marks a decisive shift — with government stepping in to support industry and unlock the UK’s economic potential.

    From 2027, the new British Industrial Competitiveness Scheme will reduce electricity costs by up to £40 per megawatt hour for over 7,000 electricity-intensive businesses in manufacturing sectors like automotive, aerospace and chemicals.

    These firms, which support over 300,000 skilled jobs across the UK will be exempt from paying levies such as the Renewables Obligation, Feed-in Tariffs and the Capacity Market — helping level the playing field and make them more internationally competitive. Eligibility and further details on the exemptions will be determined following consultation, which will be launched shortly.

    The UK Government is also increasing support for the most energy-intensive firms — like steel, chemicals, and glass — by covering more of the electricity network charges they normally have to pay through the British Industry Supercharger. These businesses currently get a 60% discount on those charges, but from 2026, that will increase to 90%. This means their electricity bills will go down, helping them stay competitive, protect jobs, and invest in the future.

    These reforms complement the government’s long-term mission for clean power, which is the only way to bring down bills for good by ending the UK’s dependency on volatile fossil fuel markets.

    The Industrial Strategy is a 10-year plan to promote business investment and growth and make it quicker, easier and cheaper to do business in the UK, giving businesses the confidence to invest and create 1.1 million good, well-paid jobs in thriving industries – delivering on this government’s Plan for Change. 

    Wales is already punching above its weight in many of the growth driving sectors set out in the Industrial Strategy. 

    The key measures for Wales are: 

    • More than £4bn for the advanced manufacturing sector in the UK over the next 5 years. Wales has a leading advanced manufacturing sector with companies such as Airbus based in Broughton in north Wales. 

    • UK Government to establish a centre for doctoral training in semiconductors, led by Swansea University, building on the world-leading cluster based in south Wales.   

    • A Defence Growth Deal cluster to build on Wales’s major strengths. The top five Ministry of Defence suppliers all have a footprint in Wales. 

    • A new British Business Bank champion for the Cardiff Capital Region to connect investors with businesses and kickstart growth. 

    • £30m for a Local Innovation Partnerships Fund in Wales to work with the Welsh Government and Innovate UK to grow innovation.  

    • The National Wealth Fund working with the Development Bank of Wales to identify and secure financing for investment projects in Wales. 

    • Support for the UK’s city regions and clusters by increasing the supply of investible sites through a new £600m Strategic Sites Accelerator, enhanced regional support from the Office for Investment, National Wealth Fund, and British Business Bank, and more. 

    • Strengthened support from the Office for Investment to help identify, shape and deliver strategic investment opportunities across the UK.

    • Boosting R&D spending to £22.6bn per year by 2029-30 to drive innovation across the IS-8, with more than £2bn for AI over the Spending Review, and £2.8bn for advanced manufacturing over the next ten years. Regulatory changes will further clear the path for fast-growing industries and innovative products such as biotechnology, AI, and autonomous vehicles.

    • Attracting elite global talent to our key sectors, via visa and migrations reforms and a new the Global Talent Taskforce.  

    • Revolutionising public procurement and reducing barriers for new entrants and SMEs to bolster domestic competitiveness.  

    Five sector plans have also been published today:

    • Advanced Manufacturing – Backing our Advanced Manufacturing sector with up to £4.3 billion in funding, including up to £2.8 billion in R&D over the next five years, with the aim of anchoring supply chains in the UK – from increasing vehicle production to 1.35 million, to leading the next generation of technologies for zero emission flight.

    • Clean Energy Industries – Doubling investment in Clean Energy Industries by 2035, with Great British Energy helping to build the clean power revolution in Britain with a further £700 million in clean energy supply chains, taking the total funding for the Great British Energy Supply Chain fund to £1 billion.

    • Creative Industries – Maximizing the value of our Creative Industries through a £380 million boost for film and TV, video games, advertising and marketing, music and visual and performing arts will improve access to finance for scale-ups and increase R&D, skills and exports.

    • Digital and Technologies – Making the UK the European leader for creating and scaling Digital and Technology businesses, with more than £2 billion to drive the AI Action Plan, including a new Sovereign AI Programme and targeting R&D investment at frontier technologies such as cyber security in Northern Ireland, semiconductors in Wales and quantum technologies in Scotland.

  • MIL-OSI Africa: African Union Support and Stabilisation Mission in Somalia (AUSSOM), Somali National Armed Forces (SNA) troops recapture strategic villages in Lower Shabelle

    Ugandan troops serving with the African Union Support and Stabilisation Mission in Somalia (AUSSOM) and the Somali National Armed Forces (SNAF) have recaptured strategic villages of Sabiid and Anole from Al Shabaab.

    This win came during a three-day joint operation code-named ‘Operation Silent Storm’, aimed at liberating areas under Al-Shabaab control in the Lower Shabelle region.

    Several Al-Shabaab fighters were neutralised during a prolonged siege of their hideouts in various parts of the villages. The forces also seized a substantial amount of ammunition from fleeing militants, clearing Improvised Explosive Devices (IEDs) planted in communities and supply routes. 

    “I commend the brave efforts of our gallant AUSSOM Ugandan troops and the Somali National Army in degrading Al-Shabaab. AUSSOM is fully committed to implementing the Somali Transition Plan, which will culminate in the transfer of security responsibilities to the Somali Security Forces,” said AUSSOM Force Commander, Lieutenant General Sam Kavuma, following the successful operation.

    Sector One Commander Brigadier General Joseph Ssemwanga emphasised that joint operations will continue in Lower Shabelle until Al-Shabaab threats are effectively addressed.

    “Sabiid-Anole has become a strategic location since March, where terrorists plan deadly attacks, conceal ammunition, including vehicles for Vehicle-Borne Improvised Explosive Devices (VBIEDs), and establish illegal checkpoints to extort locals,” said Brig. Gen. Ssemwanga.

    Major General Sahal Abdullahi Omar, Commander of the Somali National Army’s Land Forces, also confirmed that ‘Operation Silent Storm’ successfully dismantled Al-Shabaab’s presence in the two villages.

    AUSSOM and SNA Forces are currently securing the recaptured villages and clearing remaining pockets of Al-Shabaab terrorists in Lower Shabelle’s Afgooye district. The operation aims to degrade and eliminate terrorists from Lower Shabelle and neighbouring areas.

    Those hopes collapsed on Saturday when U.S. President Donald Trump ordered airstrikes on Iran’s three main nuclear sites, in support of Israel’s military campaign.

    “It’s irrelevant to ask Iran to return to diplomacy,” Iran’s foreign minister Abbas Araqchi, visibly angry, told reporters in Istanbul on Sunday, promising a “response” to the U.S. strikes. “It’s not time for diplomacy now.”

    Trump, who said the U.S. airstrikes “obliterated” the sites, warned in a televised speech on Saturday the U.S. could attack other targets in Iran if no peace deal was reached and urged Tehran to return to the negotiating table.

    Reuters spoke to seven Western diplomats and analysts who said the prospect of negotiations was negligible for now, with an unbridgeable gap between Washington’s demand for zero enrichment by Iran and Tehran’s refusal to abandon its nuclear program.

    “I think the prospects of effective diplomacy at this point are slim to none,” said James Acton, co-director of the Nuclear Policy Program at the Carnegie Endowment for International Peace, a think tank headquartered in Washington.

    “I’m much more worried about escalation, both in the short and the long term.”

    According to European diplomats, the three European allies – Britain, France and Germany – were not made aware of Trump’s decision to strike Iran ahead of time. French President Emmanuel Macron had promised on Saturday – just before the U.S. strikes – to accelerate the nuclear talks, following a call with his Iranian counterpart.

    One European diplomat, who asked not to be identified, acknowledged there was now no way of holding a planned second meeting with Iran in the coming week.

    In the wake of the U.S. military action, any European diplomatic role appears likely to be secondary. Trump on Friday dismissed Europe’s efforts towards resolving the crisis, saying Iran only wanted to speak to the United States.

    Three diplomats and analysts said any future talks between Iran and Washington would likely be through regional intermediaries Oman and Qatar, once Tehran decides how to respond to the U.S. airstrikes on its nuclear sites at Fordow, Natanz and Isfahan.

    The attacks leave Iran with few palatable options on the table. Since Israel began its military campaign against Iran on June 13, some in Tehran have raised the prospect of withdrawing from the Nuclear Non-Proliferation Treaty (NPT) to signal Iran’s determination to accelerate enrichment, but experts say that would represent a considerable escalation and likely draw a forceful response from Washington.

    Acton, of the Carnegie Endowment, said Iran’s most obvious means for retaliation is its short-range ballistic missiles, that could be used to target U.S. forces and assets in the region. But any military response by Iran carried the risk of miscalculation, he said.

    “On the one hand, they want a strong enough response that they feel the U.S. has actually paid a price. On the other hand, they don’t want to encourage further escalation,” he said.

    EUROPEAN EFFORT ENDED IN FAILURE

    Even before the U.S. strikes, Friday’s talks in Geneva showed little sign of progress amid a chasm between the two sides and in the end no detailed proposals were put forward, three diplomats said. Mixed messaging may have also undermined their own efforts, diplomats said.

    European positions on key issues like Iran’s enrichment program have hardened in the past 10 days with the Israeli strikes and the looming threat of U.S. bombing.

    The three European powers, known as the E3, were parties to a 2015 nuclear deal that Trump abandoned three years later during his first term.

    Both the Europeans and Tehran believed they had a better understanding of how to get a realistic deal given the E3 have been dealing with Iran’s nuclear programme since 2003.

    But the Europeans have had a difficult relationship with Iran in recent months as they sought to pressure it over its ballistic missiles programme, support for Russia and detention of European citizens.

    France, which was the keenest to pursue negotiations, has in the last few days suggested Iran should move towards zero enrichment, which until now was not an E3 demand given Iran’s red line on the issue, two European diplomats said.

    Britain has also adopted a tougher stance more in tune with Washington and that was expressed in Geneva, the diplomats said. And Germany’s new government appeared to go in the same direction, although it was more nuanced.

    “Iran has to accept zero enrichment eventually,” said one EU official.

    A senior Iranian official on Saturday showed disappointment at the Europeans’ new stance, saying their demands were “unrealistic”, without providing further details.

    In a brief joint statement on Sunday, which acknowledged the U.S. strikes, the European countries said they would continue their diplomatic efforts.

    “We call upon Iran to engage in negotiations leading to an agreement that addresses all concerns associated with its nuclear program,” it said, adding the Europeans stood ready to contribute “in coordination with all parties”.

    David Khalfa, co-founder of the Atlantic Middle East Forum, a Paris-based think tank, said Supreme Leader Ali Khamenei’s government had taken advantage of the Europeans for years to gain time as it developed its nuclear program and ballistic missile capabilities.

    “The European attempt ended in failure,” he said.
    However, the Europeans still have one important card to play. They are the only ones who, as party to the nuclear accord, can launch its so-called “snapback mechanism”, which would reimpose all previous UN sanctions on Iran if it is found to be in violation of the agreement’s terms.

    Diplomats said, prior to the U.S. strikes, the three countries had discussed an end-August deadline to activate it as part of a ‘maximum pressure’ campaign on Tehran.

    “MULTIPLE CHANNELS” FOR U.S. TALKS

    In total, the U.S. launched 75 precision-guided munitions, including more than two dozen Tomahawk missiles, and more than 125 military aircraft in the operation against the three nuclear sites, U.S. officials said.

    US Defense Secretary Pete Hegseth on Sunday warned Iran against retaliation and said both public and private messages had been sent to Iran “in multiple channels, giving them every opportunity to come to the table.”

    Five previous rounds of indirect negotiations between the United States and Iran collapsed after a U.S. proposal at the end of May called for Iran to abandon uranium enrichment. It was rejected by Tehran, leading to Israel launching its attack on Iran after Trump’s 60-day deadline for talks had expired.

    Iran has repeatedly said from then on that it would not negotiate while at war.

    Even after Israel struck, Washington reached out to Iran to resume negotiations, including offering a meeting between the Trump and Iranian President Masoud Pezeshkian in Istanbul, according to two European diplomats and an Iranian official.

    That was rebuffed by Iran, but Araqchi did continue direct contacts with US Special envoy Steve Witkoff, three diplomats told Reuters.

    One of the challenges in engaging with Iran, experts say, is that no-one can be sure of the extent of the damage to its nuclear program. With the IAEA severely restricted in its access to Iranian sites, it is unclear whether Tehran has hidden enrichment facilities.

    A senior Iranian source told Reuters on Sunday most of the highly enriched uranium at Fordow, the site producing the bulk of Iran’s uranium refined to up to 60%, had been moved to an undisclosed location before the U.S. attack there.

    Acton, of the Carnegie Endowment, said that – putting aside from the damage to its physical installations – Iran had thousands of scientists and technicians involved in the enrichment program, most of whom had survived the U.S. and Israeli attacks.
    “You can’t bomb knowledge,” said Acton.
