    CHERRY HILL, NJ — Today, Congressman Donald Norcross (NJ-01) and Congressman Herb Conaway (NJ-03) visited Joint Base McGuire-Dix-Lakehurst, one week after receiving a letter from Defense Secretary Hegseth informing the Representatives that the military base will be used as a detention site for undocumented immigrants.

    “Last week, Defense Secretary Hegseth informed us that Joint Base McGuire-Dix-Lakehurst will be used as a detention site for undocumented immigrants. Today, I joined Congressman Conaway for a meeting at the base to perform our congressional duty of oversight,” said Congressman Donald Norcross. “The fact that the base hasn’t received any information to prepare to house undocumented immigrants shows the chaos and confusion that surrounds the Trump Administration. This administration has shown time and time again that they will ignore due process, but we must ensure proper use of our military facilities and uphold human rights standards.”

    WASHINGTON, D.C. – U.S. Congressman Juan Ciscomani issued the following statement today after the House of Representatives passed H.R. 1, otherwise known as the “One Big Beautiful Bill Act”:

    “Today’s vote for H.R. 1, the ‘One Big Beautiful Bill Act,’ funds border security, strengthens our national defense, and stops the largest tax hike in U.S. history while instead delivering real tax relief for working families — including expanding the child tax credit, eliminating taxes on tips, overtime, and tax relief for seniors, and giving families more flexibility to save for college and healthcare. It cracks down on fraud and abuse in Medicaid through common-sense work requirements and better eligibility checks, with no cuts to FMAP which would have endangered the access to care for many in need. These steps help ensure that we protect Medicaid’s solvency so that it continues to serve our most vulnerable. And while there was a change regarding provider taxes, our rural and urban low-income serving hospitals will now have access to a new $50 billion hospital fund. 
     
    “I am grateful to the many stakeholders across our district who shared their expertise, personal stories, and insights over the last few months as we worked through the reconciliation process. H.R. 1 is not perfect – no bill ever is. But it includes many provisions that I know my constituents in southeastern Arizona support. There is more work to do, and I look forward to continuing to work together for our district and community.”

    Background
    The following are key provisions of the “One Big Beautiful Bill” Act:

    TAX CUTS

    • H.R. 1 delivers the largest middle- and working-class tax cut in U.S. history by extending the 2017 Tax Cuts and Jobs Act. If the 2017 Tax Cuts were left to expire:
      • The average taxpayer in AZ-06 would see a 24% tax hike
      • A family of 4 making $73,464, the median income in AZ-06, would see a $1,480 tax increase
      • 80,270 AZ-06 families would see their household’s child tax credits cut in half
      • 89% of AZ-06 taxpayers would see their Guaranteed Deduction slashed in half
      • 81,320 small businesses in AZ-06 would be hit with a 43.4% tax rate if the 199A Small Business Deduction expires
      • 8,216 AZ-06 taxpayers would be impacted by the return of the Alternative Minimum Tax
      • 1,545 family-owned farms in AZ-06 would have their Death Tax Exemption slashed in half next year
    • The bill also provides additional tax relief to American families, seniors, small businesses, and workers through:
      • No tax on tips
      • No tax on overtime
      • No tax on car loan interests for American made cars
      • Ensuring 88% of all seniors who receive Social Security will pay NO TAX on their Social Security benefits
      • Repealing the unpopular 1099-K reporting requirement that all Venmo, PayPal, and gig transactions over $600 be reported to the IRS
      • Incentivizing businesses to produce their goods in the U.S.

    BORDER SECURITY

    • The bill makes historic investments in border security through the following provisions:
      Adds 3,000 new U.S. Border Patrol agents, 5,000 new Customs and Border Protection (CBP) Officers, and 200 new Air and Marine Operations (AMO) agents, and 290 support staff
    • Allocates more than $46 billion to construct and complete the border barrier system by building 701 miles of primary wall, 900 miles of river barriers, 629 miles of secondary barriers, as well as replacing 141 miles of vehicle and pedestrian barriers
    • Includes more than $6 billion to help CBP interdict more fentanyl, deploy more border-surveillance technology, enhance AMO’s surveillance capabilities, and increase CBP’s use of the biometric entry and exit system

    NATIONAL SECURITY

    • Additionally, the bill invests $150 billion into our national security by restoring American deterrence, revitalizing our defense industrial base, and modernizing our military through provisions like:
      Jump starting the Golden Dome initiative by investing $25 million in a layered missile defense shield.
    • Provides critical resources to the Department of Defense to support securing the southern border, because border security is national security
    • Investing $9 billion to improve the quality of life for our troops by increasing allowances and special pays, and to renovate aging, moldy barracks and dorms.

  • PM Modi, Maldivian President Muizzu inaugurate new Defence Ministry building in Male

    Prime Minister Narendra Modi and Maldivian President Mohamed Muizzu on Friday jointly inaugurated the state-of-the-art Ministry of Defence (MoD) building of the Maldives in Male.

    Overlooking the Indian Ocean, the eleven-storey building stands as a symbol of the strong and long-standing defence and security cooperation between the two countries. According to a release from the Prime Minister’s Office (PMO), the MoD building has been constructed with India’s financial assistance and is expected to enhance the capabilities of the Maldives’ defence and law enforcement authorities.

    In a post on X, the Maldivian President’s Office said, “His Excellency President Dr Mohamed Muizzu and His Excellency Shri Narendra Modi, Prime Minister of the Republic of India, inaugurate the Dhoshimeyna Building, the new office premises of the Maldives National Defence Force (MNDF).”

    Prime Minister Modi described the inauguration as another testament to strong India-Maldives cooperation.

    In a post on X, he stated, “President Muizzu and I inaugurated a new building of the Ministry of Defence in Male. This is yet another instance of strong India–Maldives cooperation.”

    Earlier in the day, PM Modi reaffirmed the Maldives’ significance in India’s regional outreach.

    He added, “Held very fruitful discussions with President Muizzu. Maldives is at the core of our ‘Neighbourhood First’ and Mahasagar Vision. Our discussion covered several sectors, notably commercial and cultural linkages. We both agree that the India–Maldives friendship will always be bright and clear. India is honoured to work closely with the Maldives in areas such as housing, connectivity, infrastructure, defence, digital technology, and more. Climate change and renewable energy are also two vital pillars of our bilateral cooperation.”

    In a further gesture of goodwill, PM Modi gifted two Aarogya Maitri Health Cubes to President Muizzu on behalf of the Government of India.

    In a post on X, the President’s Office shared, “His Excellency President Dr Mohamed Muizzu accepts two Aarogya Maitri Health Cubes gifted by His Excellency Shri Narendra Modi, Prime Minister of India, on behalf of the Government of India to the Maldives. The state-of-the-art portable hospitals are equipped with an ICU, operating theatre, laboratory, X-ray, and other emergency medical facilities. Each unit can operate independently for 72 hours and treat up to 200 individuals.”

    Prime Minister Modi is currently on a two-day visit to the Maldives at the invitation of President Muizzu.

     — Today, Governor Mike Kehoe announced three appointments to various boards and one commission.

    Edward C. Clausen, of Centertown, was appointed to the Conservation Commission.

    Mr. Clausen is a partner at Newman, Comley and Ruth P.C., specializing in defending medical malpractice claims. Clausen is an active member of several organizations, including the Conservation Federation of Missouri, the Association of Defense Trial Attorneys, and Sigma Phi Epsilon fraternity. He previously served on the board of directors for the Friends of the Eleven Point River. Clausen earned his Juris Doctor from the University of Missouri School of Law.

    Belinda Farrington, of Saint Charles, was appointed to the Lincoln University Board of Curators.

    Ms. Farrington is currently a human resources leader at Friendly Temple Church in St. Louis. For over 30 years, Farrington has helped establish comprehensive learning and development programs within St. Louis County departments and divisions. She sits on several boards, including Friendly Village Senior Housing, Robert Fulton Development Corporation, and the Lincoln University Alumni Association. Farrington earned her master’s degree in human resources development from Webster University.

    Colonel Mark McCarter, of Wardsville, was reappointed to the Child Abuse and Neglect Review Board.

    Colonel McCarter is a retired U.S. Army veteran and currently works as a consequence management consultant for M2 Solutions. With almost 30 years of military service, McCarter served in several leadership positions, most recently as the director of plans, operations, training, and readiness before retiring from the Missouri National Guard. McCarter volunteers as a Court Appointed Special Advocate (CASA) in Jefferson City and is a member of the Jefferson City Kiwanis Club. McCarter earned a master’s degree in national security from the National War College in Washington, D.C.

    Lyle Rosburg, CPA, of Lohman, was appointed to the Missouri Health Facilities Review Board.

    Mr. Rosburg is the chief financial officer for Williams-Keepers, LLC. He previously served in the same position at Jefferson City Medical Group. Rosburg volunteers for and is an active member of several organizations, including the Mizzou Alumni Association, Jefferson City Host Lions Club, and the Cole County Sheriff’s Department. Rosburg earned a master’s degree in business administration from William Woods University.

    France has developed a comprehensive framework to manage extreme heat, significantly reducing heat-related mortality and improving public awareness.

    The approach includes national, regional, and local initiatives, guided by lessons learned from the 2003 heatwave, which prompted the creation of a robust governance structure to prepare for and respond to heat risks.

    The Ministry for Ecological Transition leads national climate change adaptation efforts, while the Ministry of Health oversees the inter-ministerial system for health management of heatwaves, active annually from June to September. Météo- France provides weather forecasts and early warnings, while Santé publique France manages health surveillance systems and public health campaigns to raise awareness of heat risks.

    Local governments, including departmental prefects and mayors, are responsible for implementing heat management plans, such as ORSEC (Organisation de la Réponse de Sécurité Civile), and communal safeguard plans. These local strategies include access to cooled public places, ensuring access to water, and maintaining registers of vulnerable individuals for targeted interventions.

    France’s heat response benefits from strong collaboration across sectors. Public-private partnerships with Electricité de France (EDF) ensure energy stability during heatwaves, while Veolia manages water resources. NGOs like the French Red Cross and Secours Populaire Français assist local governments by providing services to vulnerable populations. International partnerships with the World health Organization (WHO) and participation in European Union initiatives like Horizon 2020 also bolster France’s heat resilience efforts.

    France has achieved a significant reduction in heat-related mortality, with no extreme excess mortality observed during severe heatwaves since 2004. While these events have not matched the severity or duration of the 2003 heatwave, they have still impacted mortality and healthcare services. Public awareness campaigns have also been highly effective, with 75% of the population reporting they are well informed about heat risks. France has implemented innovative strategies, including the creation of cool islands in urban areas and localized heat action plans tailored to regional needs. Through ORSEC and communal safeguard plans, local governments have mobilized resources to protect vulnerable populations, ensuring effective heatwave response.

    France’s success in managing extreme heat, through national policy and localized action, demonstrates the importance of early warning systems, cross-sectoral collaboration, and strong governance.

    India has implemented significant governance structures to address extreme heat, with a focus on early warning systems, public health management, and adaptation strategies.

    India’s efforts have resulted in a reduction of heat-related illnesses and mortality, particularly in urban areas, where lower- income populations are especially vulnerable. Governance is coordinated at multiple levels, involving national, state, and local governments.

    The National Disaster Management Authority (NDMA) plays a central role in developing heat action plans (HAPs) and early warning systems, collaborating with state-level and district- level disaster management authorities. The India Meteorological Department (IMD) provides a five-day probabilistic heat early warning system, along with daily and seasonal forecasts. These warnings help regions prepare for heatwaves and protect vulnerable populations. The National Centre for Disease Control (NCDC), under the Ministry of Health and Family Welfare, leads health system capacity-building initiatives to manage heat-related illnesses. State and local governments, particularly in cities like Ahmedabad, implement localized heat action plans tailored to regional needs.

    India’s early warning systems are adapted to the country’s diverse climate and linguistic landscape. State-specific approaches, such as translating warnings into local languages, ensure accessibility in urban and rural areas alike. Local governments collaborate with civil society organizations, such as the Natural Resources Defense Council (NRDC) and the Indian Institute of Public Health, to develop and implement heat action plans in cities like Ahmedabad and Jodhpur.

    India also leverages public-private and nonprofit collaborations. Heat insurance pilots, targeting vulnerable populations like outdoor workers and women in low-income urban areas, have been launched with organizations such as the Self-Employed Women’s Association (SEWA) and Mahila Housing Trust.

    Although challenges around sustainability remain, these initiatives provide financial protection during extreme heat. Additionally, cooling solutions like the Cool Roofs Initiative, which installs reflective materials on rooftops to reduce indoor temperatures, have been piloted in several states.

    India has achieved notable successes in heat management, particularly in Ahmedabad, the first city to implement a heat action plan. Ahmedabad’s HAP has significantly reduced heat- related illnesses and mortality and has served as a model for other regions. The scaling of heat action plans across the country has led to more scientific, evidence-based approaches. Early warning systems have expanded to cover more regions since 2015, providing impact-based warnings nationwide.

    Furthermore, multi-sectoral integration-spanning agriculture, water management, utilities, and transportation-reflects India’s comprehensive approach to heat resilience.

    India’s innovative and collaborative efforts position the country as a leader in managing extreme heat. While challenges remain, particularly in ensuring the sustainability of heat insurance programmes and recognizing heat as a formal disaster.

    India’s focus on scaling its initiatives across states and sectors demonstrates its commitment to building robust heat adaptation strategies.

    Prime Minister Narendra Modi and Maldivian President Mohamed Muizzu on Friday released commemorative stamps celebrating the 60th anniversary of the establishment of diplomatic relations between India and the Maldives.

    Reflecting the long-standing ties between the two nations, the commemorative stamps feature the Indian boat Uru- a large wooden dhow handcrafted in the historic boatyards of Beypore, Kerala-and the traditional Maldivian fishing boat Vadhu Dhoni, as per a release from the Prime Minister’s Office (PMO).

    These traditional vessels have been part of Indian Ocean maritime trade for centuries. The Vadhu Dhoni, in particular, is still used for reef and coastal fishing in the Maldives and highlights the country’s rich maritime heritage and its deep connection with ocean life.

    India was among the first countries to establish diplomatic relations with the Maldives following its independence in 1965. The release of the stamps serves as a tribute to the historical and cultural bonds that continue to strengthen bilateral relations, the PMO noted.

    In a post on X, PM Modi said, “Commemorating a very cherished friendship! President Muizzu and I released a stamp to mark 60 years of India-Maldives friendship. Our ties are getting stronger with the passage of time and are benefitting the people of our nations.”

    PM Modi is currently on a two-day visit to the Maldives at the invitation of President Muizzu. During the visit, he held bilateral talks and announced several agreements aimed at strengthening cooperation in areas such as trade, agriculture, health, and social welfare-supporting the island nation’s development goals.

    Q: What’s your most recent work to strengthen whistleblower protections?

    A: Estimates show federal contractors outnumber roughly two million civilian employees in the federal workforce. In July I introduced bipartisan legislation to address gaps in existing federal law that leave millions of people who work as federal contractors vulnerable to reprisal if they report waste, fraud and abuse in federal agencies. As a longtime champion for whistleblowers, I’m pushing to close this loophole with Sen. Gary Peters of Michigan. Our Expanding Whistleblower Protections for Contractors Act is another step we can take to empower the millions of contractors who work for federal agencies to be the eyes and ears on behalf of the taxpayer. Whistleblowers provide a crucial layer of protection for the American public to ferret out fraud and mismanagement, from tax evasion, to securities law violations and patient safety. As a co-founder and co-chair of the Senate Whistleblower Protection Caucus, I’m constantly on the lookout for ways to support and encourage people to come forward with credible information to root out wrongdoing and help ensure the government works on behalf of the American people, not the other way around. Whistleblowers put their jobs and reputations on the line to tell the truth.

    Earlier this year, I introduced bipartisan legislation to ensure whistleblower protections keep pace with the fast-growing Artificial Intelligence (AI) industry. The rapid growth in AI would benefit from disclosures of wrongdoing brought forward by whistleblowers to hold the industry accountable and protect national security, public health, privacy and public safety. Employees working within the AI sector deserve whistleblower protections that would empower those helping to develop this new frontier of technology to report wrongdoing. AI has the potential to reshape daily life, our economy and the geopolitical landscape. My Artificial Intelligence Whistleblower Protection Act would provide explicit whistleblower protections for those developing and deploying AI across the economy. To date AI companies have fostered a chilling effect on current and former employees looking to make whistleblower disclosures to the federal government, including Congress. My bipartisan legislation strengthens federal laws to shield the communications of current and former employees who make disclosures. It also would provide relief for AI whistleblowers who suffer retaliation, including reinstatement, back pay and compensation for damages.

    Q: How did your advocacy for whistleblowers get started?

    A: For nearly five decades, I’ve led efforts on Capitol Hill to protect those who come forward to tell the truth. My oversight work digging under the hood of the Pentagon’s financial mess was prompted by civilian employees who blew the whistle on defense contractor fraud. That includes a staff analyst at the Department of Defense named Chuck Spinney who graced the cover of Time magazine in 1983 for blowing the whistle on billions of dollars of wasteful spending at the Pentagon and the practice of keeping two sets of books. He exposed the $750 billion dollar mismatch between the Pentagon’s Five Year Defense Program (FYDP) and budget. The bureaucrats were trying to squeeze ten pounds of manure into a five pound bag and got caught. I’ve been doggedly working to tighten the Pentagon’s fiscal leash ever since. Whistleblowers from across the federal bureaucracy who step forward to “commit the truth” – like Chuck Spinney and Ernie Fitzgerald – help hold government accountable to the American people. Since my first term in the Senate, my door is open to whistleblowers as part of my congressional oversight work. It also prompted me to write bipartisan landmark amendments in 1986 to beef up the False Claims Act, a tool deployed by President Abraham Lincoln to root out fraudsters during the Civil War. The qui tam amendments are the federal government’s #1 anti-fraud tool in its arsenal. To date, it’s helped recover more than $78 billion in fraud and deterred the loss of untold billions more over the last four decades. Last year, I wrote all 74 federal inspectors general to strengthen their whistleblower protections and stop using unlawful non-disclosure policies that stymie employees from reporting wrongdoing. I also recently wrote to President Trump urging that he protect whistleblowers while cutting federal waste, fraud, and abuse. Simply put, the work of whistleblowers is invaluable to American society. They are heroes among us who identify violations of law, gross mismanagement, negligence and threats to public health and safety. Whistleblowers who have the guts to stick their necks out to tell the truth – while putting their livelihoods and careers on the line – merit support and incentives under federal law for their bravery. Every year since the Reagan administration, I’ve called upon the president to hold a Rose Garden ceremony on Whistleblower Appreciation Day. Our nation owes these patriots a debt of gratitude. It also would send a clear message that retaliation for telling the truth will not be tolerated.

  • MIL-OSI USA: Zinke, Panetta, Introduces Bill to Streamline Drone Exports to U.S. Allies

    Washington, D.C. – Today, Western Montana Congressman and former Navy SEAL Commander Ryan Zinke and Rep. Jimmy Panetta (CA-19) introduced the Leading Exports of Aerial Drones (LEAD) Act of 2025, legislation to make it easier for American manufacturers to export unmanned aerial systems (UAS), also known as drones, to our allies and partners. Senators Tom Cotton (R-Arkansas), Chris Coons (D-Delaware), and John Cornyn (R-Texas) introduced companion legislation in the Senate.

    The bill makes direct changes to the Arms Export Control Act, United States Munitions List, and Missile Technology Control Regime, requiring that UAS be regulated similarly to manned aircraft and treated separately from missile technology when it comes to defense transfers.

    “Our allies need advanced, American made technology on the battlefield and they need it delivered fast and efficiently,” said Zinke. “The LEAD Act cuts outdated restrictions and gives our partners better access to Americas most modern and advanced drone technology which will protect lives, enhances lethality, and strengthen global security.”

    In a strong show of commitment to environmental conservation, Prime Minister Narendra Modi and Maldives President Mohamed Muizzu on Friday planted mango saplings in Male as part of India’s ‘Ek Ped Maa Ke Naam’ (Plant for Mother) initiative and Maldives’s “Pledge of 5 Million Tree Plantation” campaign.

    “India and the Maldives fully understand the challenges of climate change and environmental degradation. And we are committed to doing everything possible to boost sustainability. This evening in Male, President Muizzu and I planted saplings, strengthening the ‘Ek Ped Maa Ke Naam’ initiative and the Pledge of 5 Million Tree Plantation of the Maldives Government,” PM Modi posted on X.

    Prime Minister Modi reaffirmed India’s commitment to supporting the Maldives and its people, in line with their needs and priorities, and for the peace, progress, and prosperity of the Indian Ocean Region (IOR).

    Earlier in the day, the two leaders jointly inaugurated the state-of-the-art Ministry of Defence (MoD) building of the Maldives in Male. Overlooking the Indian Ocean, the 11-storey structure stands as a symbol of the strong and enduring defence and security cooperation between the two nations. The building, constructed with India’s financial assistance, is expected to enhance the operational capabilities of Maldives’s defence and law enforcement authorities.

    PM Modi also handed over two Aarogya Maitri Health Cubes (BHISHM sets) to the Government of Maldives. These portable emergency medical units are equipped with advanced facilities, including ICU, operating theatre, X-ray, laboratory, and emergency care systems. Each unit can independently support a crew of six medical professionals and treat up to 200 casualties for up to 72 hours.

    “Presented BHISHM cubes to President Muizzu, reaffirming our partnership in service of the people. Bharat Health Initiative for Sahyog, Hita & Maitri (BHISHM) is a symbol of India’s commitment to timely and compassionate healthcare support. These deployable medical cubes carry essential medicines and equipment for emergency care,” PM Modi said on X.

    Additionally, the two sides witnessed the exchange of six MoUs in areas including fisheries and aquaculture, meteorology, digital public infrastructure, UPI, Indian Pharmacopoeia, and a concessional Line of Credit (LoC). The new LoC extends ₹4,850 crore (approximately USD 550 million) to support infrastructure development and related activities in the Maldives.

    An Amendatory Agreement to the existing LoC was also exchanged, reducing Maldives’s annual debt repayment burden by 40 percent- from USD 51 million to USD 29 million. Both countries also exchanged Terms of Reference for the proposed Free Trade Agreement (FTA).

    In a further boost to developmental ties, the leaders virtually inaugurated a roads and drainage project in Addu City and six High-Impact Community Development Projects in other regions. Prime Minister Modi also handed over 3,300 social housing units and 72 vehicles to the Maldives National Defence Force (MNDF) and immigration authorities.

    WASHINGTON, D.C. – On the heels of a heat advisory issued this week and extreme heat conditions rising across Wisconsin, U.S. Senator Tammy Baldwin (D-WI) joined her colleagues in introducing the Asunción Valdivia Heat Illness, Injury, and Fatality Prevention Act, legislation to protect the safety and health of workers who are exposed to dangerous heat conditions in the workplace.

    “Far too many of our workers are being pushed to the brink in dangerous heat conditions – it’s wrong, and they deserve the dignity to be protected,” said Senator Baldwin. “As we continue to face record-breaking heat waves, we have to stand up for these workers and give them the protections that they need and deserve – and I am proud to work with my colleagues to introduce this bill that will do just that.”

    The legislation would protect workers against occupational exposure to excessive heat by requiring the Occupational Safety and Health Administration (OSHA) to establish an enforceable federal standard to protect workers in high-heat environments with commonsense measures like paid breaks in cool spaces, access to water, limitations on time exposed to heat, and emergency response for workers with heat-related illness. The bill also directs employers to provide training for their employees on the risk factors that can lead to heat illness and guidance on the proper procedures for responding to symptoms.

    The legislation is named in honor of Asunción Valdivia, who died in 2004 after picking grapes for 10 hours straight in 105-degree temperatures. Mr. Valdivia fell unconscious, but instead of calling an ambulance, his employer told Mr. Valdivia’s son to drive his father home. On his way home, he died of heat stroke at the age of 53.

    According to the National Oceanic and Atmospheric Administration (NOAA), 2024 was the warmest year on record for the United States. The past decade, including 2024, was the hottest on record, marking a decade of extreme heat that will only get worse. Heat-related illnesses can cause heat cramps, organ damage, heat exhaustion, stroke, and even death. Between 1992 and 2017, heat stress injuries killed 815 U.S. workers and seriously injured more than 70,000. The Washington Center for Equitable Growth estimates hot temperatures caused at least 360,000 workplace injuries in California from 2001 to 2018, or about 20,000 injuries a year. The failure to implement simple heat safety measures costs U.S. employers nearly $100 billion every year in lost productivity.

    From 2011-2020, heat exposure killed at least 400 workers and caused nearly 34,000 injuries and illnesses resulting in days away from work; both are likely vast underestimates. Farm workers and construction workers suffer the highest incidence of heat illness. And no matter what the weather is outside, workers in factories, commercial kitchens, and other workplaces, including ones where workers must wear personal protective equipment (PPE), can face dangerously high heat conditions all year round.

    A new analysis by the nonprofit group Climate Central finds extreme heat streaks are becoming more common across the state. In Wisconsin, the city of Milwaukee has warmed 3.4 degrees in the last 55 years and other cities like Wausau, Green Bay, Madison, La Crosse and Eau Claire have seen temperatures increase between 1.6 to 2.8 degrees during the same timeframe.

    The Asunción Valdivia Heat Illness, Injury, and Fatality Prevention Act has the support of a broad coalition of over 250 groups, including: Rural Coalition, International Brotherhood of Teamsters, AFL-CIO, UNITE HERE!, Communication Workers of America, Alianza Nacional de Campesinas, Sierra Club, United Farm Workers, Farmworker Justice, Public Citizen, International Union of Bricklayers and Allied Craftworkers, United Food and Commercial Workers International Union, Union of Concerned Scientists, United Steelworkers, National Resources Defense Council, American Lung Association, and Health Partnerships.

    “Every worker safety rule in America is written in blood,” said UFW President Teresa Romero. “The UFW has been fighting for heat safety protections for decades. Over 20 years later, Asuncion Valdivia’s death still hurts. There are so many other farm workers — many whose names we do not know — who have also been killed by extreme heat on the job in the years since. Enough is enough. Every farm worker deserves access to water, shade, and paid rest breaks — it’s past time for Congress get this done.”

    “For the Steelworkers Union, we represent workers in manufacturing settings and in a host of other areas where not only is it hot outside, but the areas that they work around are as hot as up to 3,000 degrees and they must wear protective equipment. The Asunción Valdivia Heat, Illness, Injury, and Fatality Prevention Act is important because it will provide a basic standard for not just outdoor, but indoor workplaces as well to ensure that there is proper rest breaks and the ability to stay cool. The Steelworkers are absolutely supportive of this bill and are going to work with Republicans and Democrats to ensure that heat illness is the last thing a worker should worry about,” said Roy Houseman, Legislative Director of United Steelworkers.

    “Everyone deserves safe working conditions, but powerful corporations have not done enough to protect their workers from hot working environments, exacerbated by the climate crisis,” said Liz Shuler, President of the AFL-CIO. “Extreme heat is increasingly causing indoor and outdoor workers to collapse or even die on the job, and our union family has already lost too many members to preventable, work-related heat illness. The Occupational Safety and Health Administration (OSHA) must issue a strong heat rule, not a weak one, to ensure workers have specific protections they need and to be able to raise unsafe working conditions without fear of retaliation.”

    “It’s long past time for meaningful legislation to protect Teamsters and other workers from the effects of prolonged heat exposure and dangerous heat levels while at work,” said Teamsters General President Sean M. O’Brien. “Paid breaks in cool spaces, access to water, and limitations on time exposed to heat are simple common sense steps that should be mandated immediately. Waiting to implement these measures is unacceptable and will result in the further loss of lives.”

    • It blocks funding from being used to enforce President Trump’s ban on collective bargaining for DOD workers, directly supporting the rights of our union workers at the Rock Island Arsenal.  

    • The Department of Defense is directed to explore public-private partnerships at arsenals and other key military industrial sites, opening the door to local innovation and economic growth. 

    • The bill ensures the Air Force maintains at least 271 C-130 aircraft, preserving critical operations tied to the 182nd Airlift Wing in Peoria. 

    Big wins that benefit our servicemembers and communities include: 

    • 3.8% pay raises for all military personnel 

    • Authorizes funding for new and improved barracks, dormitories, child development centers, and family housing 

    • All National Guard members will have fees and copays waived under the TRICARE Dental Program—making it easier and more affordable for them to get the care they need. 

    • Stronger alliances and partnerships to keep our country safe and promote peace

     Congressman Sorensen also introduced an amendment to codify the current exemptions to the hiring freeze to ensure the Rock Island Arsenal can hire new workers, but it was blocked by Republicans.

    The House Armed Services Committee approved the bill with a vote of 55-2. The bill now heads to the House floor where it will be considered in the coming weeks.

    “Humanitarian conditions in Gaza are appalling and unconscionable. This week, more than 100 NGOs—including Mercy Corps, Doctors Without Borders, Save the Children, and Oxfam—warned of mass starvation spreading across Gaza. Following Prime Minister Netanyahu’s nearly 3-month blockade of humanitarian assistance, three-quarters of the population is facing emergency or catastrophic levels of hunger.

    “The handful of Gaza Humanitarian Foundation (GHF) sites are wholly inadequate to meet the needs of this starving population. Widespread problems have made GHF aid delivery chaotic and dangerous, leading to the deaths of an estimated 700 people. Yet the Trump Administration recently approved $30 million for GHF, overriding established procedures and waiving consultation with Congress.

    “While some established humanitarian organizations have been allowed to resume very limited operations, a number of restrictions and security challenges prevent them from fully functioning. To make matters worse, this week’s expansion of Israel’s military operation into central Gaza for the first time in the conflict has put at risk these few remaining operations. Moreover, the UN estimates that nearly 88 percent of Gaza is no longer accessible to civilians, leaving approximately two million people confined to a troublingly small remaining area.

    “Meanwhile, hostages remain in captivity in Gaza, including American citizens, and three out of four Israelis are calling for an end to this war. Last September, the IDF assessed that Hamas had been largely defeated militarily from its peak strength when it heinously attacked Israeli civilians on October 7, 2023 and is now effectively a “guerilla terror group.” As we know from our own experience following the attacks of September 11, 2001, there is no solely military solution to defeating a terrorist group. Continuing this war with no discernable end is not in Israel’s national security interest, and the lack of a viable “day after” plan has been a glaring mistake.

    “We call on the Trump Administration to use its considerable leverage to press Prime Minister Netanyahu to:

    • Reach a ceasefire agreement between Israel and Hamas that releases the hostages as soon as possible.
    • Support a surge in humanitarian assistance that provides both a sufficient amount of humanitarian aid and credible mechanisms for effective distribution, including the verification and monitoring of assistance to ensure equitable distribution and to prevent Hamas from diverting assistance. Established humanitarian organizations like the World Food Programme have the experience and ability to renew their delivery of assistance without civil unrest. We must allow them to do their jobs.
    • Dramatically reform or shut down the Gaza Humanitarian Fund and resume support for the existing UN-led aid coordination mechanisms in Gaza with enhanced oversight to ensure that humanitarian aid reaches civilians in need.
    • Establish a “day after” plan for Gaza where Hamas does not retain power, Israel disavows annexation of the West Bank and further integrates into the region, a reformed Palestinian Authority is fostered and empowered, and regional partners are included in rebuilding.
    • Create a framework for a viable path back to a two-state solution that will allow the Israeli and Palestinian people to live side by side in security, dignity, and prosperity.”

    Tbilisi, July 25 (Xinhua) — Georgia is hosting the multinational military exercise Agile Spirit for the 12th time. The exercise officially opened at the NATO-Georgia Joint Training and Evaluation Center (JTEC) in Krtsanisi, the Georgian Defense Ministry said on Friday.

    The purpose of the exercises is to increase the level of combat readiness of the armed forces of the participating countries, strengthen mutual compatibility and operational capabilities.

  • MIL-OSI Security: Monmouth County, New Jersey, Man Admits to Armed Bank Robbery

    TRENTON, N.J. – A Monmouth County man admitted to armed bank robbery, U.S. Attorney Alina Habba announced.

    Jeffrey L. Kniffin, 51, of Wall Township, pleaded guilty before U.S. District Judge Zahid N. Quraishi on July 22, 2025, to a one-count Information charging him with armed bank robbery.

    According to documents filed in this case and statements made in court:

    On October 23, 2024, Kniffin entered a bank in Wall Township, New Jersey armed with a loaded handgun, approached a bank teller, and demanded cash from the teller. After demanding the money, Kniffin removed the handgun from his pocket and displayed it towards the teller. During his interaction with the teller, Kniffin instructed multiple times, “Don’t do anything stupid.” Kniffin received approximately $27,072 in cash from the teller and then fled the bank. He was apprehended and arrested by law enforcement several minutes later. At the time of his arrest, law enforcement recovered from Kniffin and his immediate surroundings a loaded firearm and more than $25,000 in cash.

    The count of armed bank robbery carries a maximum penalty of 25 years in prison and a fine of up to $250,000. Sentencing is scheduled for November 24, 2025.

    U.S. Attorney Habba credited task force officers with the Federal Bureau of Investigation, under the direction of Special Agent in Charge Stefanie Roddy in Newark, with the investigation leading to the charges. She also thanked the Wall Township Police Department, under the direction of Chief Sean O’Halloran, and the Monmouth County Prosecutor’s Office, under the direction of Prosecutor Raymond S. Santiago, for their assistance in the investigation.

    The government is represented by Special Assistant U.S. Attorney Jonathan S. Garelick of the U.S. Attorney’s Office’s Criminal Division in Trenton.

    WASHINGTON, D.C. – This week, U.S. Senator Pete Ricketts (R-NE) introduced the Tracking Hostile Industry Networks and Kit while Thwarting Weapons Imports from Chinese Entities (THINK TWICE) Act of 2025.  The THINK TWICE Act would require an assessment of arms sales by Communist China and a strategy to dissuade countries from buying Chinese weapons systems and defense equipment.  The legislation was also sponsored by Senator Michael Bennet (D-CO).
    “Communist China has emerged as a major weapons supplier. This is particularly true in Africa, the Middle East, and Asia,” said Ricketts.  “This development has major implications for American defense companies, our military operations, and our global security partnerships.  The recent Pakistan-India clash saw significant use of Chinese-made weapons. This should be a major wake-up call that we must do more to combat these arms sales.  That’s why I’ve introduced the THINK TWICE Act. This act requires a coordinated strategy to dissuade new purchases of Chinese-made weapons. It will also ensure our defense industrial base is better equipped to provide alternatives to prospective buyers.”
    “As China wields arms sales to reshape the international system in Beijing’s image, the United States must reassert its role as a security partner of choice,” said Bennet.  “This legislation is an essential step toward countering China’s expanding military footprint and geopolitical influence.”
    The THINK TWICE Act would:
    Requires the Secretary of Defense, in coordination with the Secretary of State, to report on arms sales facilitated by entities of the People’s Republic of China (PRC).  The report requires inclusion of:
    The specific weapons systems, technical aspects, and capabilities of those weapons;
    The countries mostly likely to procure weapons systems; 
    The weapons that present the greatest security risks regarding the potential to collect intelligence on or compromise U.S. platforms;
    The factors that incentivize countries to procure Chinese weapons; 
    And the PRC’s strategy regarding arms sales.

    Requires the Secretary of State, in coordination with the Secretary of Defense, to develop a strategy to dissuade purchases of new weapons systems and defense equipment from the PRC.  The strategy would include:
    An information campaign to warn countries interested in procuring weapons systems and defense equipment originating from China about risks; 
    A description of actions the U.S. can take, including FMS reforms, commercial sales, and foreign military financing; 
    An analysis of whether sanctions or economic restrictions targeting potential buyers could be used as an effective deterrent; 
    A plan to ensure sufficient representation of defense firms of the U.S. or trusted allies at defense trade shows; 
    And a plan to combat Chinese disinformation campaigns targeting the performance of Western weapons.

    BACKGROUND:

    Prime Minister Narendra Modi met Maldivian President Mohamed Muizzu at the President’s Office in Male on Friday, marking a diplomatic milestone during his visit to commemorate the 60th anniversary of Maldives’ independence and six decades of diplomatic relations between the two countries.

    Reflecting on the partnership, the two leaders reviewed progress on the India-Maldives Joint Vision for a ‘Comprehensive Economic and Maritime Security Partnership’ that was adopted during President Muizzu’s state visit to India in October 2024. Modi reiterated India’s commitment to deepening engagement with Maldives in line with the “Neighbourhood First” and “Vision MAHASAGAR” doctrines.

    The leaders jointly inaugurated a roads and drainage project in Addu City and six High Impact Community Development Projects across various cities. Modi also handed over 3,300 social housing units and 72 vehicles intended for the Maldives National Defence Force and immigration authorities.

    In a gesture of medical diplomacy, India gifted two units of Aarogya Maitri Health Cubes (BHISHM) to the Maldives. These mobile health units, equipped with modern medical devices, can support 200 casualties and sustain six personnel for up to 72 hours.

    MONTGOMERY – Governor Kay Ivey on Friday announced the appointment of Deborah Denise Tillman as Mobile County District Judge.

    “Deborah Tillman possesses a tremendous background in the law spanning 35 years, beginning with her service as a Staff Judge Advocate in the United States Air Force to subsequent decades of experience in the Mobile County District Attorney’s office,” said Governor Ivey. “As a former state, federal and military prosecutor, her legal knowledge will serve the Court and the people of Mobile County well.”

    “I am extremely honored, humbled and grateful to Governor Ivey for appointing me to be the next District Court Judge in Mobile County,” said Tillman. “While my role will change in the courtroom, my commitment to the rule of law and to serve the great people of Mobile County with honor and integrity will not. I look forward to joining the distinguished group of Judges who comprise the 13th Judicial Circuit of Mobile County.”

    Tillman will fill the vacancy on the Court left after the resignation of District Judge Spiro Cheriogotis.

    Tillman began her legal career in the U.S. Air Force rising to the rank of Captain and was Honorably Discharged in 1995. Afterward, she devoted several decades as Assistant District Attorney and Chief District Attorney for the 13th Judicial Circuit in Mobile County. She also held the position of Assistant United States Attorney in the Northern District of Florida. Over her extensive career, she prosecuted thousands of felony and misdemeanor cases in state and federal courts. Additionally, she taught criminal law, contracts and civil procedure as an adjunct professor in the paralegal studies division at the University of South Alabama.

    A Mobile native, Tillman is a 1985 graduate of Spring Hill College. She received her Juris Doctorate from Mercer University’s Walter F. George School of Law in Macon, Georgia in 1989.

    Washington, D.C. — At a hearing of the Senate Armed Services Committee (SASC), U.S. Senator Elizabeth Warren (D-Mass.) asked Admiral Daryl L. Caudle, nominee for Chief of Naval Operations, about the importance of the military’s right to repair its own equipment. Senator Warren also raised concerns about the removal of Admiral Lisa Franchetti, who was removed without explanation, which led to the nomination of Admiral Caudle to the post.
    Admiral Caudle explained that contractor repair restrictions, even in peacetime, are “not sustainable” and “dangerous” because service members do not get the opportunity to familiarize themselves with equipment or learn how it works.
    “It is so ridiculous that sailors cannot actually enter a piece of equipment because of a contractual reason, a warranty violation. It goes right to the heart of what we call self-sufficiency,” said Admiral Caudle.
    Asked by Senator Warren about the impact of the Navy not having the right to repair its equipment, Admiral Caudle said, “It is dangerous even where we operate now, even in peace…we’re actually acting as a deterrent [to conflict]…So, when a piece of equipment is down and our readiness is not 100 percent and it’s because I can’t repair it, then that’s unacceptable in my mind.”
    Admiral Caudle also expressed support for legislation to guarantee the right to repair for all of the services, saying “the idea of what you’re describing I’m fully committed to, Senator.”
    “In peace time, [repair restrictions are] expensive and inconvenient. In the middle of a conflict, that actually puts our security at risk…[Right to repair] makes us more resilient, enhances competition, grows the industrial base, helps with the training of our people,” said Senator Warren.
    During a hearing of the Armed Services Committee last month, Navy Secretary John Phelan shared his experiences with repair restrictions, saying sailors on the Gerald R. Ford carrier were not allowed to fix ovens or elevators themselves because defense contractors limited repair information.
    This month, Senator Warren introduced the bipartisan Warrior Right to Repair Act with Senator Tim Sheehy to guarantee all branches of the military the right to repair their equipment and require contractors to provide any information needed to repair the equipment. Both the House and Senate versions of the FY26 National Defense Authorization Act advance the military’s right to repair.
    Senator Warren also shared her concerns with the removal of Admiral Lisa Franchetti, which led to the vacancy Admiral Caudle was nominated to fill. Admiral Franchetti was removed by President Trump and Defense Secretary Pete Hegseth without explanation.
    “[W]e need the best and brightest in this country to serve in the military, and we aren’t going to be able to compete with China or anyone else if women know that their talents and hard work are going to be tossed aside,” said Senator Warren. “Everyone in this room needs to take a hard look at what is happening at the Pentagon right now. Firing good people who do their jobs does not make us safer.”

    So, for years, defense contractors have slipped fine print into contracts that limit the Department of Defense’s ability to fix its own ships and fighter jets, MRI machines, radar systems. Last month, Secretary Phelan told this committee he saw firsthand that sailors on the Gerald R. Ford carrier couldn’t fix ovens or elevators themselves because they had to wait for contractors to come and do it.
    Now, the Government Accountability Office estimated that repair restrictions are costing the Navy billions of dollars – and also costing the Navy opportunities to train sailors to repair their own equipment in the field. In peace time, this is expensive and inconvenient. In the middle of a conflict, that actually puts our security at risk.
    So, Admiral Caudle, you have commanded sailors in the Pacific. If their equipment breaks in a warzone, is it a problem if contractors are not able or not willing to come to the front lines to be able to fix it?
    Admiral Daryl L. Caudle, nominee for Chief of Naval Operations: Senator Warren, let me say thank you for championing this right to repair initiative. It is so vital. It is so ridiculous that sailors cannot actually enter a piece of equipment because of a contractual reason, a warranty violation. It goes right to the heart of what we call self-sufficiency. So, I don’t like it in peacetime, and I certainly do not want it in war time. It is not sustainable, it’s dangerous. So, I’m 100% committed to understanding and more fully — I guess the language of the right to repair piece, but the idea of what you’re describing I’m fully committed to, Senator.
    Senator Warren: That’s right. And you know, I really do want to hit the point as well: that if sailors aren’t getting a chance to repair this equipment in peace time, you can’t just say, “Okay, if war comes, you go ahead and repair it now, because they don’t get the opportunities to learn it and know how all the pieces work. Is that a fair statement?
    Admiral Caudle: Senator, it’s 100 percent fair. It ties to how we build our schoolhouses. So the curriculum will change when I have the right to repair equipment that I’m not currently repairing. So it has these second and third order effects as well.
    Senator Warren: Well, I really appreciate your enthusiasm for making a change in this area. The Army has said that it will require contractors to provide the technical data and diagnostic tools necessary for the Army to be able to maintain weapon systems itself. It makes us more resilient, enhances competition, grows the industrial base, helps with the training of our people.
    I worked with Senator Sheehy and the members of this committee to secure a provision in the NDAA that you just referred to that will provide a right to repair for all of the services, and the House bill now includes similar language. Why are we still talking about this? Well, because the lobbyists for the defense industry are now pushing back. They like being able to get restrictions on your ability to repair because it means that they can not only charge you the initial price to sell you the piece of equipment, but they also can charge pretty much whatever they want if they have a monopoly on this to charge you for all the repairs and maintenance down the line.
    So, Admiral Caudle, as a Commander, what difference will it make to the war fighter for the Navy to have broad authority to secure the rights necessary to keep our fighter jets flying and our ships sailing wherever we need to keep Americans safe?
    Admiral Caudle: Well, Senator, it’s vital. There should be nothing on board a ship that a sailor cannot repair. That’s to say that simply. That’s how we make sure we are ready to fight. Things break all the time on our ships to keep them going sustained. That’s why this is not just a wartime — we need this equipment — it is dangerous even where we operate now, even in peace. They are not there just sailing
    around, we’re actually acting as a deterrent. We’re a vital part of that at the ready. So, when a piece of equipment is down and our readiness is not 100 percent and it’s because I can’t repair it, then that’s unacceptable in my mind.

    I also want to say, I appreciate the qualifications you bring to this role, but we have to acknowledge the circumstances surrounding your nomination. Admiral Franchetti, the first woman to serve as Chief of Naval Operations was removed by the President without any explanation. That’s not on you. But we need the best and brightest in this country to serve in the military, and we aren’t going to be able to compete with China or anyone else if women know that their talents and hard work are going to be tossed aside.
