    Steve Reed National Trust 130th Anniversary Dinner speech

    Defra Secretary of State Steve Reed addressed the National Trust’s 130th Anniversary Dinner on Tuesday 10 June

    Thank you for inviting me to your celebration today.

    I’d like to thank Hilary, Rene, National Trust staff and the thousands of volunteers around the country for the work you do. And wish the National Trust a happy 130th birthday.

    I’m one of the 5 million people who have a National Trust membership card like this one.  We all have a special place we love to visit. For me, it’s Sissinghurst Castle in Kent.

    I love the beautiful gardens designed by the writer and poet Vita Sackville-West and her husband Harold Nicolson.

    Vita opened her gardens for everyone to enjoy in the late 1930s, with visitors putting a shilling into an old tobacco tin under the entrance archway.

    This special place was donated to the National Trust in the 1960s, and it continues to welcome thousands of visitors every year. Admittedly seeing some inflation since Vita’s time!

    As we have heard from Hilary, the National Trust is not just about preserving the past. It is carrying out vital work to prepare for the future.

    The Frogmead Restoration project on the Sissinghurst Estate is restoring biodiversity – increasing flora and fauna, attracting wetland birds, bolstering the dragonfly population and allowing frogs to return to the area.

    It is also reducing flood risk in the Medway catchment, protecting homes and livelihoods.

    We need more projects like this so we can adapt to our changing world.

    We make many competing demands on the finite amount of land that’s available to us.

    Nature underpins everything. Our economy, our communities and our livelihoods. 

    But we have become one of the most nature-depleted countries in the world.

    Restoring nature is a key pillar of the Government’s Plan for Change.  That’s essential because we human beings are not merely observers of nature, we are an intrinsic part of it. When we destroy nature, we are ultimately destroying ourselves, and we can’t let that happen.  

    The National Trust’s new strategy to 2035 that will be pivotal in helping us restore nature. But the Government must play our part too. 

    I’ve just arrived back this afternoon from the UN Oceans Conference in Nice.  I was proud to announce a consultation on banning bottom-trawling in our Marine Protected Areas. We can’t go on wiping out precious marine habitats just because they’re out of sight beneath the sea. 

    The oceans cover two thirds of our planet. If we are serious about protecting nature, we must protect our seas and the life and ecosystems they sustain.  

    This afternoon, my colleague Emma Hardy has told the same conference that the UK will introduce legislation this year to ratify the Global Oceans Treaty so we are part of the first group of nations coming together to protect biodiversity in the seas beyond national jurisdictions. 

    And yesterday, my colleague Matthew Pennycook announced that the Government will update national planning policy to ensure swift bricks are incorporated into new buildings. They make a massive impact on expanding bird populations.  We will make sure that now happens in new developments right across the country. 

    Those three initiatives have been announced in the past 24 hours alone. But we know there’s much more to do.

    We are committed to increasing access to nature for everyone, whether that’s hiking in our beautiful countryside, swimming in clean rivers, lakes and seas, or taking a lunchtime stroll around the park.  

    We will create nine new National River Walks, plant three new National Forests and support communities to create new parks and green spaces in their neighbourhoods.

    We’ve already announced the first new national forest between the Cotswolds and the Mendips which will see 20 million trees planted in the coming years.

    It’s a national scandal that our rivers, lakes and seas are choked by record levels of pollution. We’re cleaning them up with new laws to ban bonuses for water bosses who oversee catastrophic pollution incidents, and bringing in over £100bn of private sector funding to upgrade the broken pipes that are the primary cause of sewage leaks.   

    We’ve saved more than 40 thousand miles of footpaths and historic rights of way so they can continue to be used by the public.

    And we are making protected landscapes, national trails, forests and countryside more accessible with our £33 million ‘Access for All’ programme.

    I look forward to working with the National Trust to develop this work and open up more of our beautiful countryside for everyone to enjoy.

    I know that we need to speed up nature’s recovery.

    I asked Dan Corry to lead a review into environmental regulation. He pointed out that a very large proportion of applications come from organisations like the National Trust, the RSPB and others who have to wait months despite having a proven track record in protecting nature. 

    So we are going to speed things up by giving them the power to approve their own applications.

    I’m delighted that the National Trust is a frontrunner for this.

    The National Trust and Natural England, along with the Forestry Commission, are working together in the Peak District to pilot one of two ‘Nature Enterprise Zones’ – the other is in North Devon.

    These zones will pilot this new approach, reviewing and testing how we can streamline and simplify the system so the National Trust can do more on protected sites, restoring species, and improving land management. 

    The Peak District Nature Enterprise Zone will span over ten thousand hectares of National Trust land. It will include trees, peat, grassland, farming, and it will open up nature to more people.   

    I’m excited about this pilot, and we’ll learn from it how we can expand the approach more widely.   

    Collaboration like this is vital to protecting nature.  We are all links in a chain, and we have to pull together to get the outcomes we want to see. 

    I want to thank the National Trust for your continued engagement with Defra.

    I know the Minister for Nature, Mary Creagh, was thrilled to be part of the historic moment at Purbeck when beavers were reintroduced into the wild in England.

    We’ve fully banned bee-killing pesticides as a step towards helping pollinators recover, which will also support the bird populations that depend on them as a food source.

    We are working with farmers to move towards regenerative farming that focuses on improving the soil so it needs less artificial fertiliser, fewer pesticides, and has more organic matter that helps retain water.  

    Approaches like this aren’t just good for nature and good for water quality, they’re good for farm businesses because they reduce input costs but increase food production and food quality sustainably. 

    Many people at this gathering are helping shape the first-ever Land Use Framework for England. A rather boring title for an incredibly exciting initiative that will provide the most sophisticated land-use data and toolkit ever published in our country’s history. 

    It will allow us to expand nature across whole landscapes while ensuring land is used more rationally for the many other demands we make of it for food, energy and housing. 

    The partnership between us is critical as we work together to restore nature for future generations.  We’ll have to overcome tensions and disagreements from time to time. But this is a government that aspires to be the best government for nature this country’s ever had. And you are our partners in getting there.   

    The prize before us is huge.

    Our rivers, lakes and seas cleaned up of pollution.

    Birds, pollinators and wildlife back in our gardens.

    Nature in full recovery and open to everyone to enjoy.

    Nature underpins everything that we are as a society.  It is our duty to protect it, cherish it, and restore it. 

    That’s the best 130th anniversary present we could wish for!

  • MIL-OSI USA: SBA Relief Still Available to Oklahoma Small Businesses, Nonprofits and Residents Affected by Spring Storms

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) is reminding eligible small businesses, nonprofits, and residents in Oklahoma of the July 11 deadline to apply for low interest federal disaster loans to offset physical damage caused by severe storms and flooding beginning April 19.

    The disaster declaration covers the Oklahoma counties of Caddo, Comanche, Cotton, Grady, Kiowa, Stephens and Tillman.

    Small businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    Applicants may also be eligible for a loan increase of up to 20% of their physical damage, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include strengthening structures to protect against high wind damage, upgrading to wind rated garage doors, and installing a safe room or storm shelter to help protect property and occupants from future damage.

    “One distinct advantage of SBA’s disaster loan program is the opportunity to fund upgrades reducing the risk of future storm damage,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “I encourage businesses and homeowners to work with contractors and mitigation professionals to improve their storm readiness while taking advantage of SBA’s physical damage loans.”

    SBA’s Economic Injury Disaster Loan (EIDL) program is available to eligible small businesses, small agricultural cooperatives, nurseries and private nonprofit (PNP) organizations impacted by financial losses directly related to this disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises.

    Interest rates can be as low as 4% for small businesses, 3.62% for nonprofits, and 2.75% for homeowners and renters with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms, based on each applicant’s financial condition.

  • MIL-OSI USA: Rep. Peters’ Bill to Shore up Funding to Address Toxic Wastewater in the Tijuana River Valley Passes in the House

    Washington, D.C. – Yesterday evening, the House of Representatives overwhelmingly passed Representative Scott Peters’ (CA-50) legislation, H.R. 1948, to authorize the International Boundary and Water Commission (IBWC) to accept funding from other federal agencies as well as and non-federal sources for wastewater treatment, flood control projects, or other water conservation efforts. Currently, the IBWC relies almost solely upon annual appropriations from Congress or emergency funding to build and maintain its facilities. 

    Rep. Peters and the San Diego Congressional delegation have now secured a total of $650 million for IBWC, which is enough to fully repair and expand the South Bay International Wastewater Treatment Plan (SBIWTP). SBIWTP is the primary facility on the U.S.-side of the border responsible for treating cross-border sewage. Operations and maintenance projects are currently underway on both sides of the border to combat cross-border sewage pollution, and the region will see incremental improvements as each phase is completed. An increase in funding available from non-federal sources such as cities, states, or non-profits would support these projects, bolster future operation and maintenance of the SBIWTP, and strengthen coordination between local, federal, and binational agencies.  

    “I’ve worked with our Congressional delegation and local advocates for years to bring attention to cross-border sewage pollution, and we now have enough money to fix the SBIWTP and double its capacity,” said Rep. Peters. “Our state and local partners have witnessed firsthand the devastating effects of this environmental and public health crisis. Additional funding pathways for the IBWC provide the flexibility we need to better invest in the long-term health and well-being of our region. I urge my Senate colleagues to quickly pass this commonsense legislation.” 

    “Together, our Congressional delegation has successfully secured over half a billion dollars in federal funds to combat cross-border pollution. Our legislation will open up additional funding pathways and help us send more resources to the Tijuana River Valley,” said Rep. Juan Vargas (CA-52). “I’m glad to see this critical bill pass the House and hope to see it swiftly passed in the Senate as well.” 

    “Our San Diego congressional delegation has proudly brought home more than $650 million in federal funds to address the sewage and pollution flowing through the Tijuana River Valley – but we know it’s not enough,” said Rep. Sara Jacobs (CA-51). “This fix would give the IBWC the permanent flexibility it needs for strategic, long-term investments to improve our health, well-being, and safety on both sides of the border.” 

    This bipartisan legislation would allow other federal agencies or non-federal entities like the Department of Defense, the State of California, the City of San Diego and others to provide funding to IBWC. Specifically, it would: 

    • Allow federal and non-federal entities to provide up to $5 million in funding to IBWC to invest in flood control infrastructure. 
    • Include important legislative safeguards to prevent foreign entities of concern from contributing to the agency. 

    “The passage of H.R. 1948 is a victory for our binational region. It provides the International Boundary and Water Commission with the long-needed ability to accept funding from federal, state, and local government agencies, unlocking resources to advance critical infrastructure that will help mitigate the ongoing transboundary pollution crisis,” said San Diego Regional Chamber of Commerce President and CEO, Chris Cate. “For far too long, communities in our region have faced devastating public health, environmental, and economic impacts from untreated sewage and urban runoff. With the passage of this bill, we take a meaningful step forward in safeguarding public health, protecting our shared environment, and supporting the region’s economy and community prosperity. We commend our congressional leaders for their ongoing leadership to address these issues.”

    Further Background: 

    Representative Peters has, for years, worked to address the cross-border pollution fouling San Diego’s coastal waters, including pushing for additional funding to fix and expand the dilapidated SBIWTP. The following are some recent actions: 

     

    2025 

    1. In March, Rep. Peters introduced legislation to authorize the International Boundary and Water Commission (IBWC) to accept funding from federal and non-federal entities for wastewater treatment, flood control projects, or other water conservation efforts. 

    2024 

    1. In January, Rep. Peters took to the House floor to demand that the President’s requested $310 million to fix and expand the dilapidated SBIWTP be included in any upcoming spending deal. 
    1. In February, Rep. Peters joined members of San Diego’s Congressional delegation to ask U.S. Navy Secretary Carlos Del Toro about the effects of cross-border pollution on Navy operations. 
    1. In March, Rep. Peters celebrated the inclusion of $156 million, at his request, for the International Boundary and Water Commission’s (IBWC) construction budget in the Fiscal Year 2024 Appropriations bill. The IBWC is the federal agency tasked with operating and maintaining the SBIWTP. 
    1. In May, Rep. Peters joined Rep. Veronica Escobar (TX-16) in a bipartisan request for $278 million for the IBWC’s construction budget in the Fiscal Year 2025 Appropriations bill. 
    1. In August, Rep. Peters hosted Deputy Secretary of State Richard Verma on a tour of the broken wastewater treatment plant. 
    1. In September, Rep. Peters joined members of San Diego’s Congressional delegation to reiterate their call for a federal state of emergency declaration amid high levels of toxic gases. 
    1. In December, Rep. Peters and the Congressional delegation successfully fought to include an additional $250 million to fully repair and expand the capacity of the SBIWTP in the government funding bill. This brought the total amount of funds secured to $650 million. 

    2023 

    1. In June, Rep. Peters led a letter with other members of the San Diego Congressional delegation to the governor of Baja California urging accountability for the Mexican government’s commitments to build wastewater treatment infrastructure. 
    1. In July, members of the San Diego congressional delegation requested that the Environmental Protection Agency assist with directing environmental justice funds from the Infrastructure Investment and Jobs Act and the Inflation Reduction Act to help stop the flow of pollutants and urged Secretary of State Antony Blinken to tour the broken plant. 
    1. Also in July, they sent a letter to President Biden and submitted an amendment to the National Defense Authorization Act for Fiscal Year 2024, calling on the administration to declare this crisis a federal emergency. 
    1. In August, he led two letters to the Office of Management and Budget and to OMB and the State Department, calling for urgent additional funding to confront this crisis.  
    1. In September, he proposed an amendment to the Fiscal Year 2024 Interior, Environment, and Related Programs Appropriations Bill to boost U.S.- Mexico Border Water Infrastructure Grant Program funding. Additionally, he proposed two amendments to the Fiscal Year 2024 State, Foreign Operations, and Related Programs Appropriations Bill to boost annual construction funding to the USIBWC to $100 million. 
    1. In October, Rep. Peters led a bipartisan letter to the Department of State demanding a complete account of how the SBIWTP fell into such a severe state of disrepair. 
    1. In December, he led a letter urging leaders of the U.S. House of Representatives and U.S. Senate to include President Biden’s $310 million supplemental budget request to repair the SBIWTP in any upcoming funding package. 

     

    In previous years, Peters and colleagues have secured funding, introduced legislation, called for investigations, and arranged a visit by EPA Administrator Regan in response to the wastewater contamination crisis.

  • MIL-OSI United Kingdom: Oxford City Council publishes first draft of Oxford Local Plan 2042

    The strategic document will underpin all planning decisions in Oxford until 2042. It will help to shape how the city of Oxford tackles our housing crisis, supports our economy, reduces carbon emissions, and supports the diverse communities and neighbourhoods.  It aims to make our city more equal and more resilient. 

    It will do this by ensuring: 

    • 40% affordable housing in developments of 10 or more homes, with a priority on social rent
    • more flexibility and opportunities in neighbourhoods and district centres 
    • all potential development options are assessed, including looking at potential for development of the least valued parts of the Green Belt; maps of potential sites and areas of search will be available during the consultation
    • developments must include more trees, hedges and other green features as well as biodiversity net gain
    • affordable workspace strategies for key employment sites to encourage a diverse economy
    • all large developments to include Community Employment and Procurement Plans that promote local jobs and supply chains
    • all new buildings are net zero carbon in operation from the start of the plan 

    Subject to Cabinet approval on 18 June, the draft will go out to public consultation from 27 June to 8 August 2025.  

    The feedback received during this time will help shape the second draft of the plan, which the Council aims to run public consultation on later this year before submitting the final draft to the Government for examination.

    Oxford Local Plan 2042 

    Tackling Oxford’s housing crisis 

    There is an urgent need for new homes in Oxford. The current housing crisis means rental and purchase prices are well above average and out of reach for many, forcing too many people out of the city. This is projected to worsen in the coming decades if there is no action. However, the city’s boundaries and environmental constraints there is not enough available land to meet demand. To address this, the draft Local Plan 2042: 

    •  must investigate all potential development opportunities, including small pockets of Green Belt that meet specific criteria. In Oxford, the majority of Green Belt areas are protected as Sites of Special Scientific Interest (SSSI) or flood plains and have already been ruled out leaving a limited amount to be investigated. Maps showing the areas being considered for more detailed assessment will be published during the consultation 
    • includes options for site allocations and Areas of Focus, which, alongside policies requiring efficient use of land, mean more parts of the city are likely to see redevelopment and densification  
    • continue to allow for changes of use, such as house building, on employment sites 
    • proposes 40% of new developments, with more than 10 homes, should be affordable. 

    Since the publication of the Local Plan 2036, the government rightly requires all councils to use a ‘Standard Method’ to calculate housing need. For Oxford, the Standard Method is 1,087 homes a year. Because of the city’s tight boundaries and limited number of developable sites because of flood zone or SSSI protection the Council believes that not all of this need will be met inside Oxford. At this stage, the Council will put forward an interim capacity of only 493 homes per year while further investigation is ongoing.  

    Creating a fairer economy that works for everyone 

    Oxford is home to world-leading industries and technologies, with growth already happening across all sectors. The Council’s goal is to support this growth in a sustainable way that benefits everyone in the city. The draft Local Plan 2042 aims to do this while balancing other priorities, particularly housing, by proposing: 

    • all large development sites must deliver Community Employment and Procurement Plans (CEPPs) to promote jobs and apprenticeships for local people, and use of local businesses and suppliers 
    • employment sites must provide an affordable workspace strategy to support a diverse range of businesses 
    • key employment sites outside of the city and district centres are protected for their importance to the economy 
    • within the city centre and district centres, there is full flexibility of use – for example an office block could be converted into residential as long as decent standards are met. 

    Tackling the climate and biodiversity crisis 

    In January 2019, Oxford declared a climate emergency. Since then, the Council has worked to tackle the climate emergency, reduce carbon emissions and empower residents to take action. The Local Plan 2042 will ensure this work remains a priority. The draft plan proposes: 

    • all new buildings are net zero carbon in operation by the time the plan is adopted. 
    • supporting and making easier the retrofitting of existing buildings to reduce carbon emissions, including better insulation and energy upgrades 
    • green spaces are protected and new developments must include more trees, hedges and other green features 
    • new buildings must be designed to cope with extreme weather and future climate risks, including flooding and overheating 
    • sustainable drainage and protection of air, water and soil to protect public health and the environment. 

    Supporting strong communities 

    The Local Plan 2042 will support strong, welcoming communities where everyone has a fair chance to thrive. People will have equal access to housing, jobs, healthcare, green spaces, leisure, and a shared sense of pride in the city’s heritage and culture. It will ensure Oxford is a place where communities are supported to grow, connect, and shape the future together. To do this, the draft proposes: 

    • to protect local centres and encourage new facilities and services in already accessible locations, making it easier for people to combine trips and access nearby shops and amenities 
    • policy on car parking aims to reduce car dependency and create safer, more attractive spaces for walking and cycling 
    • high-quality urban design to make developments accessible and enjoyable for everyone 
    • an updated Infrastructure Delivery Plan to identify the extra services needed to support new development — from school places and health services to walking and cycling routes 
    • all new developments must respect Oxford’s heritage, including its iconic skyline and historic views, and contribute positively to the city’s character and identity. 

    Next steps 

    The draft Oxford Local Plan 2042 will be considered by the Council’s Cabinet on 18 June. If approved, public consultation will run from 27 June to 8 August. 

    Feedback from this consultation will help shape the next version of the plan, which the Council aims to consult on by the end of the year before submitting it to the Planning Inspectorate for examination. 

    The Local Plan 2042 will eventually replace the current Oxford Local Plan 2036. Once adopted, it will become the legal basis for determining planning applications in Oxford. 

    Oxford residents, businesses and community organisations are encouraged to read the draft plan and have their say by visiting the City Council’s website from 27 June.

  • MIL-OSI Africa: Flooded Communities in or Tambo Region Must Heed Government Calls and Communication Around Weather, Says Committee Chair

    The Portfolio Committee on Forestry, Fisheries and the Environment has called for urgent assistance to be provided to families affected by floods in the Eastern Cape, particularly in the province’s OR Tambo District, and the committee sends its sincere condolences to the families of those who died in the floods.

    The Chairperson of the committee, Ms Nqabisa Gantsho, has called on affected communities to act cautiously and follow official government communications and directives. “Provincial government in the Eastern Cape needs to move in and assist in every way possible particularly those who are without homes due to the floods. Flooding is going to be a common occurrence longer into the future, for so long as climate change is with us.

    “The committee therefore calls on the broader government to work out strategies to counter the effects of flooding and drought both of which are manifest climatic activity for climate change. The Eastern Cape government should accurately quantify those affected and avail support as per the need,” Ms Gantsho said.

    Most of South Africa was affected by two cold fronts over the weekend, bringing wet, cold and snow to the western parts of the country and floods in the Eastern Cape.

    Ms Gantsho said the intensity and frequency of flooding around the country is an ongoing concern and flood victims should not be accommodated longer than is necessary in temporary arrangements. “We reiterate that for purposes of settlement, our people should avoid building on plains, wetlands and low-lying areas that most often would be below the floodline,” she noted.

    Ms Gantsho also called on the Eastern Cape provincial government to ensure that school-going children, especially those who walk to school, are protected from dangerous weather conditions. “Families must report missing relatives to the relevant authorities especially if there has been no contact for longer than three hours at least.”

    Just several weeks ago, Eritreans across the country and around the world – joined by innumerable friends and well-wishers – joyously celebrated the nation’s hard-won independence. The occasion, along with the period surrounding it, was marked by spirited festivities, exuberant gatherings, and a huge outpouring of pride and excitement. Eritrea’s independence, achieved through immense sacrifice in both blood and treasure, holds profound significance. Accordingly, Independence Day – together with Martyrs Day, which is commemorated in June – is recognized as one of the most important and revered dates on the national calendar.

    A central and inspiring theme woven through the many events and activities, especially those held across various regions of Eritrea, was the celebration of the country’s rich and colourful diversity. For instance, attending events in Asmara provided a unique opportunity to witness and engage with individuals and groups that represented the broad tapestry of Eritrean society: men and women of all ages; residents from each of the country’s six administrative regions; followers of different religious faiths; people from various socioeconomic backgrounds; and members of the nation’s diverse ethnolinguistic communities.

    These inclusive gatherings fostered an atmosphere of warmth, camaraderie, and national pride, where people came together to smile, share in the joy, and celebrate their collective identity. More than just a commemoration of independence, the period served as a vivid and powerful expression of one of Eritrea’s most beautiful and defining attributes: peace and unity in diversity.

    Diversity – whether in terms of race, religion, ethnicity, language, or culture – can be a powerful catalyst for the flourishing of new perspectives, the birth of innovative ideas, and the cultivation of creativity and dynamism. It often acts as a driving force behind progress, enriching communities, societies, and nations alike. However, history – at both the global level and even the continental and regional level – offers many sobering examples where diversity, if poorly managed or misunderstood, has instead fuelled societal fragmentation, discord, and at times, violent conflict.

    As a multi-ethnic and multicultural nation, Eritrea has remained firmly committed to promoting peaceful coexistence, mutual respect, and national unity. Its development and nation-building efforts are rooted in the foundational principles of equality and social justice. The country places unwavering emphasis on ensuring that all Eritreans – irrespective of ethnicity, religion, gender, or social status – have the right and opportunity to fully participate in, contribute to, and benefit from sustainable development.

    The country’s laws, regulations, and policies, anchored in deeply held socio-cultural values, create a robust framework for inclusive political, social, and economic development. National legislation expressly prohibits and penalizes discrimination, exclusion, or preference based on disability, ethnicity, colour, religion, socioeconomic background, language, gender, or any similar distinction.

    Over the past thirty years, Eritrea has developed and implemented a wide range of policies and legal instruments tailored to uplift and support vulnerable and marginalized groups. These include the poor, women, children, persons with disabilities, nomadic communities, and those living in remote or underserved regions.

    These interventions are designed to close social and economic gaps and to foster equitable opportunities across all segments of society. The objective is clear: to ensure that every Eritrean is empowered to pursue success and partake in the benefits of inclusive growth and national progress.

    To that end, essential health services are provided at no cost, and individuals with chronic illnesses or other serious conditions receive free medical care and necessary medications. Similarly, the country’s education policy guarantees free access to schooling from primary through tertiary levels. These commitments are bolstered by several complementary initiatives designed to promote inclusivity and equal opportunity, such as the mother-tongue education policy, adult literacy programs, and outreach learning efforts.

    An additional cornerstone of inclusive development – especially relevant given the large proportion of the population that resides in rural areas and depends on agriculture and pastoralism for livelihood – is the Minimum Integrated Household Agricultural Package (MIHAP). Launched in 2007, MIHAP has positively impacted thousands of rural households, including many headed by women. The package includes one improved dairy cow (or 12 goats), 25 chickens, two beehives, 20 trees (a mix of fruit-bearing, leguminous, and firewood species), a vegetable plot, cropland, and sustained technical support from Ministry of Agriculture experts. This comprehensive approach promotes food security, increases household income, and strengthens community resilience.

    In sum, Eritrea’s enduring dedication to social justice and equality has not only enhanced the inclusiveness and vibrancy of the nation but has also been instrumental in nurturing peace, stability, and cohesion. By valuing diversity and upholding the dignity of all its citizens, Eritrea continues to build a more united, equitable, and prosperous future. It is this very spirit – of unity in diversity, of resilience grounded in equality – that was so vividly on display during the recent Independence Day celebrations, offering a glimpse into the kind of future the nation continues to strive for.

    On ceasefire negotiations between Ukraine and Russia:

    “I think we have to be clear-eyed as to who Mr. Putin is. He has not come to the negotiating table. He is not called for ceasefire like Zelensky. And if you look at the targets that were hit by Ukraine — these were the bombers that carried the cruise missiles …. As opposed to [Putin’s targets]: apartment complex buildings, schools, you know, maternity hospitals and churches. Killing civilians is a criminal act actually, according to the Geneva Convention. So, it’s a very different playing field.

    “How do we get them to the table though? I do think we need a negotiated settlement. We’re not going to have a storm to Berlin like in World War II [with an] unconditional surrender. So you have to put pressure [on Putin]. How do you do that? Secondary sanctions, and secondly, keep the flow of weapons going into Ukraine to pressure Mr. Putin to act in good faith. I have little confidence in him.”

    On Ukraine’s Operation Spiderweb and the United States’ ability to respond to similar threats:

    “I think what we saw take place was a mastermind counter offensive. It was a seismic change in modern warfare technology — where you can take a very inexpensive little drone and take out a very expensive, big bomber that drops cruise missiles. I mean, it changes everything on its head, and I know the Pentagon’s looking at this from a standpoint of ‘how can we defend [against] this?’ We don’t have the countermeasures to block these UAVs, and we need to develop those because that will be the future of warfare.”

    On the threat of Iranian nuclear proliferation:

    “Trump says [any deal must have] zero enrichment. He is right about that because if [the Iranians] have enrichment, they get a bomb. So, you know, I think you have to give the diplomats a chance, right? And then when diplomacy breaks down, you have war. There’s no question in my mind, coming out of that meeting, what Mr. Netanyahu’s intentions are, and that is to strike Iran when the negotiations go bad. The question [for Israel] is going to be, what will be the United States’ role? … The retaliation from Iran will be severe, and we have a lot of troops there — US citizens there. They’ll hit Jordan, they’ll hit Saudi Arabia, and they’ll hit Israel. And we are the only country along with Israel that can stop all this from coming in.”

    On the Trump administration’s efforts to protect the Homeland from violent illegal immigrants:

    “The Supreme Court had its order. He was returned to the United States, but now it’s time for our justice. … For 20 years he had a smuggling operation, including smuggling MS-13 gang members, according to the indictment when he came back in. I would argue, to him, you’re probably better off than El Salvador than facing these kinds of charges, and this is precisely the [type of] case that Donald Trump ran on that got him a mandate from the American people.

    “They’re tired of seeing this, and what I’m amazed at — and I saw it at our hearing with Secretary Noem — is seeing the Democrats hold Mr. Garcia up as if he’s some golden boy poster child that they all rally behind when he’s in fact related to MS- 13, a trafficker, he beats his wife. I mean, it’s hardly a model for the Democratic party. I think they’re making a terrible mistake politically, and we saw that play out in the last election.”

  • MIL-OSI USA: Rep. Chu Urges FEMA to Conduct Soil Testing and Remediation in LA Fire Burn Zones

    WASHINGTON, DC – Today, Congresswoman Judy Chu (CA-28) led 27 California Delegation Members in a letter sent to the Federal Emergency Management Agency (FEMA) urging the agency to conduct comprehensive soil testing and establish a remediation program for properties impacted by the devastating Eaton and Palisades Fires in Los Angeles County.

    Recent testing by the Los Angeles County Department of Public Health, and independent testing by the The Los Angeles Times, revealed alarmingly high levels of lead and other toxic metals in properties cleared through federal debris removal operations. According to the findings, 27% of soil samples from the Eaton Fire burn area exceeded California’s residential lead standards — a number that rose to 44% in unscraped areas. Independent investigations by the Los Angeles Times corroborated these findings, with some sites showing lead levels more than three times the state benchmark. Nearly 16,000 structures were destroyed in the two fires combined.

    The Members wrote, “Thousands of homeowners, particularly in Altadena where nearly 96% of homes destroyed by the fire pre-dated the 1978 ban on lead paint, now face the difficult choice of incurring the significant personal expense of soil testing and remediation, or living with the potential threat of long-term exposure to hazardous substances. As experts have stressed, lead exposure, especially for children, can cause irreversible cognitive, developmental, and behavioral damage.”

    In the letter, the Members call on FEMA to:

    1. Provide federal funding to offer comprehensive soil testing, on a voluntary, opt-in basis, to property owners whose properties were destroyed or impacted in the Eaton and Palisades Fire.
    2. Establish a process to remediate properties that exceed California’s safety thresholds for lead and other toxins, including redeploying cleanup crews to perform soil bioremediation or further soil removal as needed.
    3. Work with federal and state health agencies to provide clear guidance to homeowners and builders regarding safe rebuilding practices, soil management, and personal protective measures on properties with marginal contamination levels.

    The Members concluded, “Without these steps, disaster survivors are being left with an undue financial burden and potential health risks. We appreciate FEMA’s longstanding commitment to disaster recovery and urge you to act swiftly to ensure that the residents of Altadena, the Pacific Palisades, and surrounding communities can safely rebuild their homes and lives with confidence that their properties are free of toxic contamination.”

    On May 19, the Los Angeles County Department of Public Health launched a new, county-funded soil testing program in response to these alarming findings. “I commend the County for stepping up to protect public health by offering free soil testing to residents within and downwind of the Eaton Fire burn area. This program is a critical first step, but we need FEMA’s full partnership to ensure all affected homeowners—including the thousands whose homes were destroyed in the fires—have access to testing as well as remediation,” said Rep. Chu.

    Washington, D.C. – Today, Congressman Mark DeSaulnier issued the following statement in response to the Trump Administration’s proposal to eliminate the Chemical Safety Board and Hazard Investigation Board (CSB), the independent agency responsible for investigating chemical disasters, including fatal fires and explosions.

    “It is unconscionable that in his drive to amass more and more power, the President would dismantle an agency whose sole purpose is safety. Unfortunately, our community knows all too well what happens when safety is overlooked at oil refineries: death, injuries, unbreathable air, and more. Having spent my career fighting to regulate nearby refineries, I know the vital role the CSB plays in probing the root causes of chemical incidents and in issuing recommendations that have helped keep workers and communities safer. I will do everything possible in Congress to fight this dangerous executive overreach and protect the Chemical Safety Board.”

    Congressman DeSaulnier is a senior member of the House Committee on Education and Workforce. During his tenure on the Contra Costa County Board of Supervisors, he played a pivotal role in the Industrial Safety Ordinance and the Refinery Flare Rule for local refineries and chemical facilities following a deadly explosion at the Tosco refinery in 1997. When President Trump previously tried to eliminate the CSB in 2018 and Congressional Republicans proposed to reduce its funding, Congressman DeSaulnier successfully authored an amendment that passed into law to ensure it was fully funded.

  • MIL-OSI USA: Electric generators plan more natural gas-fired capacity after few additions in 2024

    Developers plan to add 18.7 gigawatts (GW) of combined-cycle capacity to the grid by 2028, with 4.3 GW already under construction, according to our latest Preliminary Monthly Electric Generator Inventory. Although electricity generators fueled by natural gas have provided more electricity in the United States than any other source since 2016, hardly any new natural gas capacity came online last year.

    Combined-cycle units contribute to grid operation, reliability
    Relatively efficient combined-cycle gas turbines (CCGTs) account for most of the natural gas-fired generating capacity in the United States. CCGT units are flexible and can quickly ramp up or down to respond to changes in power supply, supporting the reliability of the transmission system especially as more renewable capacity is integrated in the system.

    The design lifetime of CCGT units is typically 25 years to 30 years. However, with comprehensive maintenance, component replacements, and strategic upgrades, their lifetime can be significantly extended.

    Only one CCGT came online last year
    Only one industrial sector CCGT power generator came online last year, adding 98 megawatts of CCGT capacity to the existing power plant at Plaquemines LNG. The recent decline in CCGT capacity additions can be partly attributed to a shift to bring more renewable capacity online, mainly solar and wind. Operators have also developed battery storage capacity that is often paired with renewables. Decreasing construction costs for renewables as well as federal tax incentives and other policies further encourage investment in renewable energy projects.

    Another 18.7 GW of CCGT capacity could come online through 2028
    Developers plan to add 1.6 GW of CCGT in 2025, according to our latest Preliminary Monthly Electric Generator Inventory, which compiles the current status of existing and proposed utility-scale generating units. Two of the four new plants—the Intermountain Power Project in Utah and Magnolia Power in Louisiana—will include the capability to co-fire with hydrogen and have a combined capacity of 1.5 GW.

    In our monthly survey, we ask respondents to provide statuses of planned units to distinguish whether a generator is in early stages of development, such as seeking regulatory approval, or in later stages of construction. More than half of the 3.3 GW of capacity that developers expect to bring online in 2026 is already under construction. Most of the 3.3 GW capacity developers plan to bring online in 2027 is not yet under construction.

    Another 10.6 GW might be added in 2028. If realized, that would be the most CCGT capacity coming online in any year since 2018. However, developers of all those planned units are working through regulatory approvals and securing needed equipment, both of which add uncertainty to their construction costs and initial operation date.

  • MIL-OSI United Kingdom: expert reaction to modelling study on the impact of a weakened AMOC on the European climate

     A modelling study published in Geophysical Research Letters looks at the impact of a weakened AMOC (Atlantic Meridional Overturning Circulation) on European climate. 

    Prof Richard Allan, Professor of Climate Science, University of Reading, said:

    “Although scientists are moderately confident that the North Atlantic ocean overturning circulation will not fizzle out this century, given the dire consequences for global weather patterns it is important to test the ground for these unlikely but high impact possibilities, in the same way that we insure our homes against improbable calamity.  

    “Since warm upper ocean currents keep Europe milder than it would otherwise be, the simulations of an abrupt shut down in this circulation show temperatures drop like a stone in winter, while less influence in summer means hot extremes still worsen with greenhouse gas heating. Such marked winter cooling in the North Atlantic and Europe in contrast to a background of greenhouse gas warming across the rest of the world would also play havoc with wind patterns and weather systems over the continent and more widely across the globe.  

    “The new study is by no means the last word since it only considers one modelling centre’s simulations that may not be realistic and are not expected to play out in the real world over next few decades. But even the mere possibility of this dire storyline unfolding over coming centuries underscores the need to forensically monitor what is happening in our oceans and to continue building momentum across all sectors of society to cut greenhouse gas emissions which are driving our climate into dangerous, uncharted territory.”

     

    Prof Jon Robson, Research Fellow at the National Centre for Atmospheric Science, University of Reading, said:

    “A collapse in the strength of the AMOC would have serious implications, including for people living in Europe. This research adds to a growing worry that a collapse in the strength of the AMOC could mean sharp drops in European winter temperatures and increases in winter storminess across Northern Europe, even in a globally warming climate.

    “There remains, however, a long list of questions, including whether such a collapse is likely in the real world, how quickly it could unfold, and what the precise impacts would be. It is critical that we continue to deepen our understanding of such events and their implications using all available approaches and across a range of simulations.

    “Ultimately, continued greenhouse gas emissions only heightens the risks that we could unwittingly trigger such a calamity, further underlining the importance of reaching net zero.

    Dr Karsten Haustein, Climate Scientist, Leipzig University, said:

    “I believe their statement is a bit too assertive. I’d rather say ‘A strongly reduced AMOC state and intermediate global warming…could have a profound cooling effect on Northwestern Europe with more intense cold extremes.’

    “There’s a strong north-south gradient in how much the cold extremes intensify. The UK (as well as Ireland, Iceland) and Scandinavia are most affected, with little change for countries south of the North and Baltic Sea.

    “Most importantly though, it is absolutely vital to stress that warm extremes continue to increase. In other words, summer temperatures continue to go up, with heatwaves remaining or becoming the main threat linked to climate change. Accordingly, the seasonality of temperature extremes strongly increases over NW Europe, as the authors rightly point out.

    “In short, the climate in NW Europe is potentially becoming more continental, with colder winter and hotter summer extremes. Not great either, but a rather different message compared to their statement.

    “The study builds on existing evidence, but takes it a step further. Now greenhouse gas induced anthropogenic warming is included in the analysis, allowing to assess their balancing effect compared to scenarios without additional warming. The methods and model data are solid. Since only one climate model is used, they run two different experiments to account for the range of uncertainty (high and low freshwater flux forcing). Based on the results, it is fair to say that a collapse of the AMOC is still not a certain outcome under moderate warming conditions (RCP4.5).

    “In fact, their results indicate that moderate warming might not be enough for an AMOC collapse, which – even if it does occur – does not necessarily rescue NW Europe from intensified summer heat.

    Dr Alejandra Sanchez-Franks, Senior Research Scientist in Physical Oceanography, Marine Physics and Ocean Climate (MPOC), National Oceanography Centre, said:

    “While these modelling studies are of great value to our community, it is important to be aware that our observational ocean records have not yet captured a tipping point, so the results of this study and their immediate impact on the real world must be interpreted with caution.”

    Dr Dafydd Gwyn Evans, Senior Research Scientist in Physical Oceanography, National Oceanography Centre, said:

    “This is an interesting study that provides some useful information from a theoretical point of view, but we shouldn’t use the conclusions of this study to inform us as to how the AMOC and European climate will respond to potential short term AMOC changes. The study uses an idealised experiment with unrealistic freshwater changes to force an AMOC collapse. Very importantly, the author’s conclusions refer to the European climate 200 years after an AMOC change and do not describe what will happen to European temperatures and sea-ice in the years/decades following an AMOC collapse. Therefore, the study does not serve to tell us how an AMOC tipping point / collapse will affect us immediately.”

    Dr Bablu Sinha, Leader of Climate and Uncertainty, Marine Systems Modelling (MSM), National Oceanography Centre, said:

    “The results are physically plausible and in line with what we know from previous modelling studies and physical reasoning. We have always expected there to be opposing effects from greenhouse warming versus AMOC shutdown but as far as I know this is the first study that tries to quantify that (suggesting that moderate greenhouse warming would not be enough to outweigh the AMOC related cooling), even though there are many caveats. The study also highlights the important influence of sea ice changes on the climate impacts.”

    Dr Jenny Mecking, Research Scientist, National Oceanography Centre, said:

    “Given that observational data is limited theoretical climate modelling approaches need to be taken to properly investigate this topic.  Van Westen and Baatsen motivate the need for more detailed investigation into the combined impacts of global warming and AMOC decline on European extreme temperatures.”

  • MIL-OSI Global: A field guide to ‘accelerationism’: White supremacist groups using violence to spur race war and create social chaos

    A man named Regan Prater was charged with arson for the burning of Highlander Center in New Market, Tennessee, on May 7, 2025. The nonprofit has a long history of involvement in the Civil Rights Movement. The FBI stated in a court document that Prater participated in neo-Nazi Telegram group chats online.

    Earlier this year, Brandon Clint Russell, founder of Atomwaffen Divison, also known as the National Socialist Resistance Front, a onetime neo-Nazi terrorist organization, according to the Department of Justice, was convicted of conspiracy to damage an energy facility in Baltimore.

    In the fall of 2024, a 24-year-old man, Skyler Philippi, targeted the Nashville power grid with an explosive drone. Federal authorities allege that Philippi was motivated by white supremacist ideologies and affiliated with the extremist group the National Alliance.

    In my research on right-wing extremism over 30 years, a disturbing pattern has emerged: White supremacists and white nationalists are increasingly willing to use violence targeting critical infrastructure in an effort to destabilize society.

    Since the Ku Klux Klan’s resurgence in 1915, white supremacists have pushed for white control of society. In particular, white supremacist and neo-Nazi groups have long advocated violence to establish a white ethnostate, a proposed political entity or nation-state where residency and citizenship are exclusively limited to whites.

    In the past several years, extremists have started using the term “accelerationism” to describe their desire to create social chaos and societal collapse that leads to a race war and the destruction of liberal democratic systems, paving the way for a white ethnostate.

    What is accelerationism?

    The motivating idea behind accelerationism is that social chaos creates an opportunity for extremists to create a racially or ideologically “pure” future.

    Scholars who study extremism have used the term “accelerationism” since the 1980s, but it wasn’t widely associated with right-wing extremist violence until the late 2010s. People calling themselves “eco-fascists,” for example, often endorse mass violence as a means to reduce population and spark societal collapse.

    Accelerationism is often connected to the white replacement theory, a white nationalist conspiracy theory that falsely asserts that there is a deliberate plot to diminish the influence and power of white people by replacing them with nonwhite populations.

    While not all extremists who advocate violent confrontation use the label, the calls for violent disruption strive for the same results. Brenton Harrison Tarrant, the Australian white supremacist who perpetrated the Christchurch mosque shootings on March 15, 2019, in New Zealand, labeled an entire section of his online manifesto Destabilization and Accelerationism: Tactics for Victory.

    This primer provides an overview of some of the key groups that have embraced accelerationist thinking, posing significant threats to public safety, democratic institutions and social cohesion.

    The Order

    One of the first American groups to embody this ideology was The Order – also known as Brüder Schweigen, or the Silent Brotherhood – which continues to influence newer generations of extremist organizations, both directly and indirectly.

    Robert Jay Mathews, who founded The Order in 1983, was inspired by the apocalyptic vision laid out in the novel “The Turner Diaries.” The 1978 book by William Luther Pierce – under the pseudonym Andrew Macdonald – calls for a violent, apocalyptic race war to overthrow the U.S. government and exterminate Jews, nonwhite people and political enemies. Pierce founded the National Alliance – a neo-Nazi, white supremacist organization advocating for a white ethnostate and violent revolution – in 1974.

    The call for violent insurrection and radical societal overhaul has since served as a blueprint for white supremacists and right-wing extremists.

    The Order believed the U.S. federal government was under the control of Jews and other minority groups, and it aimed to overthrow it to create a white ethnostate. The Order funded its activities through robberies, including US$3.6 million taken from an armored car near Ukiah, California, on July 19, 1984.

    Its criminal and violent actions escalated to murder, most notably the 1984 assassination of Jewish radio host Alan Berg in Denver by Order member Bruce Pierce.

    Atomwaffen Division (AWD)

    The Atomwaffen Division, one of the most violent neo-Nazi accelerationist groups in the U.S., was officially founded in October 2015 by Brandon Clint Russell, a former Florida National Guardsman.

    Russell had been active on a neo-Nazi web forum IronMarch.org since 2014 and announced the group’s formation on the site. He used the handle “Odin” to connect with other far-right extremists.

    AWD quickly gained notoriety for its violent, neo-Nazi ideology, advocating for a race war and the collapse of the U.S. government through terrorism. The group drew inspiration from the writings of white supremacist James Mason, particularly his collection of essays titled “Siege.”

    AWD’s activities included recruiting members on university campuses and among military personnel, engaging in paramilitary training, and promoting accelerationist violence. The group has been linked to multiple murders and plots in the United States and has inspired offshoots in Europe and other regions.

    By 2020, AWD unraveled due to law enforcement pressure, prosecutions and internal splits. Though not fully gone, it effectively stopped operating under its name. Members helped form the National Socialist Order, which continues to promote Mason’s “Siege” and violent accelerationism.

    Active Club Network

    Active clubs are loosely organized, often regional groups of white supremacists and neofascists who combine fitness, combat training and ideology to promote violence and white nationalist goals. Members protest Pride and multicultual events and recruit members through fighting and combat sports. Active clubs and similar extremist networks use a multipronged recruitment strategy, combining online reach via Telegram and other social media with in-person, fighting-based community-building to attract new members.

    Emerging in 2017 from the street-fighting “Rise Above Movement” in Southern California and gaining prominence in the 2020s through the rise of The Active Club Network, or ACN, this movement demonstrated a shift from online-only, far-right groups to groups willing to fight.

    Beginning in December 2020, The Active Club Network formed as a loosely affiliated, decentralized web of white supremacist, fascist and accelerationist groups that operate under a shared banner promoting physical training, brotherhood and militant white nationalism.

    The Base

    Founded around 2018, The Base represents one of the most explicit modern expressions of white nationalist accelerationism: as it is known by members, its “Siege Culture.”

    Founded by Rinaldo Nazzaro, an American living in Russia who used the name Roman Wolf, the group recruited ex-military and survivalists preparing for collapse through self-sufficiency, aiming to spark a race war. The Base was directly influenced by James Mason’s book “Siege.”

    The Base operates as a decentralized network of cells trained in paramilitary tactics, sabotage and guerrilla warfare. Their online propaganda explicitly calls for violent action to destabilize society.

    Its members have been involved in plots to murder anti-fascist activists, poison water supplies, derail trains and attack critical infrastructure. In 2020, multiple members were arrested before they could carry out an armed assault at a pro-gun rally in Richmond, Virginia, where they planned to attack police officers and civilians.

    Although several members have been arrested and convicted on a variety of crimes, including conspiracy to commit murder, civil disorder, firearm charges, vandalism and other violent crimes, The Base illustrates a fundamental feature of accelerationism: “leaderless resistance,” or a lack of a centralized leadership, which helps it survive and thrive. Its ideology and tactics are spread through online forums dedicated to white supremacist propaganda.

    Patriot Front

    Founded in 2017 by Thomas Rousseau, Patriot Front is a white supremacist group that emerged from a split with Vanguard America following the Unite the Right rally in Charlottesville, Virginia. Vanguard America was a white supremacist group that opposed multiculturalism and whose members believed America should be an exclusively white nation.

    The goals of the organizers of the Unite the Right rally included unifying the American white nationalist movement and opposing the proposed removal of the statue of Robert E. Lee, the general who led the Confederate troops of slave states during the Civil War, from Charlottesville’s former Lee Park. The rally sparked a national debate over Confederate iconography, racial violence and white supremacy.

    The Patriot Front defines itself as an organization of “American nationalists.” According to the Anti-Defamation League, since 2019 the Patriot Front has been responsible for a majority of white supremacist propaganda distributed in the United States, using flyers, posters, stickers, banners and the internet to spread its ideology.

    The group frequently participates in localized “flash demonstrations” where it marches near city halls. Such demonstrations have also increasingly made it one of the United States’ most visible white supremacist groups. In 2024, Patriot Front held demonstrations on patriotic holidays such as Memorial Day, the Fourth of July and Labor Day.

    Although the group claims loyalty to America, the Patriot Front’s ultimate goal is to form a new state that advocates for the “descendants of its creators” – namely, white men.

    Understanding the motivations and tactics of accelerationist groups and individuals, I believe, is critical to recognizing and countering the dangers they represent.

    Washington, D.C. — This week, Congressman Joe Neguse was recognized as a 2025 Keystone Leadership Award recipient by the Colorado-based Keystone Policy Center for his commitment to constructive policymaking and his successful legislative efforts to construct bipartisan solutions to the challenges facing the West—from land and water conservation to wildfire mitigation. In addition to the 41-year-old lawmaker, also receiving the award this year were former Agriculture Secretary Tom Vilsack and the CEO of the Nature Conservancy, Jennifer Morris.  

    Prior award recipients include the late U.S. Senator John McCain, current U.S. Senators Lisa Murkowski and Michael Bennet, PBS News Anchor Judy Woodruff, and legendary Pulitzer Prize-winning investigative journalist Bob Woodward, among others. 

    The nonpartisan organization noted Neguse’s dedication to bridging the divide between urban and rural communities in Colorado, and his leadership on rural challenges in particular, including forest health, public lands, and watershed protection. Neguse has worked to implement the unique approach through his “Lead Locally” initiative, which includes innovative Service Town-Halls and hosting more than 12 in-person town hall in just the past 5 months across Colorado’s Western Slope, Central Mountains, and Northern communities. 

    In receiving the Keystone Leadership Award, Neguse further cemented his legacy of delivering results for the state of Colorado. Earlier this year, he was named the most effective member of the state’s federal delegation by the Center for Effective Lawmaking.

    Washington, D.C. — Today, Congressman Joe Neguse (CO-02) will convene a group of next-generation reformers in the House of Representatives to introduce the End Corruption Now legislative agenda. An effort to confront political corruption and clean up government that includes seven bills designed to put power back in the hands of the American people by preventing the President, Executive Branch officials, and Members of Congress from personally benefiting from their offices.

    • The Stop Millionaires Using Service for Kickbacks (MUSK) Act, introduced by Rep. Pat Ryan, requires government employees defined as Executive Schedule (I-IV) employees, Special Government Employees, and people in the Executive Office of the President to recuse themselves from any matters affecting the financial interests of their previous employers for the four-year period.     • The Integrity in Government (IG) Act, introduced by Rep. Hillary Scholten, strengthens checks and balances by installing new oversight measures for the White House and its top offices and protecting independent watchdogs from political retaliation. Read the bill text HERE.
    • The Closing Bribery Loopholes Act, introduced by Rep. Emilia Sykes, closes loopholes in the federal bribery statute by clarifying the definition of an “official act” by a public official.   • MIL-OSI USA: Rep. Neguse, Gun Violence Prevention Leaders Call on Senate to Strip Effort to Deregulate Firearms Silencers from Republicans’ Budget Bill

    Washington, D.C. — House Assistant Minority Leader Joe Neguse (CO-02), Gun Violence Prevention Task Force Chair Mike Thompson (CA-04), and Congressman Gabe Amo (RI-01) led over 60 members of the Democratic Caucus in penning a letter to Senate Finance Committee Chairman Mike Crapo and Senate Judiciary Committee Chairman Chuck Grassley, urging they commit to removing language that eliminates excise taxes on firearm silencers and deregulates their use under the National Firearms Act currently included in the so-called “One Big Beautiful Bill Act.” 

    Neguse and his colleagues on the House Rules Committee exposed Republicans’ last-minute move to eliminate firearm silencer regulations during the panel’s marathon 21-hour hearing. A silencer, when attached to the barrel of a firearm, muffles the sound of gunfire—obstructing law enforcement efforts to respond to active shooters and making it more difficult to recognize the sound of gunfire and locate the source of gunshots quickly and effectively.  

    “In the dead of night, our Republican colleagues added a provision (Sec. 112029) to H.R.1 that would remove firearm silencers from the NFA. This change, which was ultimately included in the legislation, would be catastrophic to public safety and greatly impede law enforcement efforts to keep our communities safe,” wrote Neguse, Thompson, and Amo. 

    The lawmakers continued: “As you know, the so-called ‘Byrd Rule’ under the Congressional Budget Act makes clear that, in short, non-budgetary provisions cannot be included in reconciliation legislation. Removing the regulatory structure for firearm silencers is thus not only dangerous, but blatantly violative of the Byrd Rule. Put simply, the provision represents a clear attempt to make a significant policy change to a century-old law, and cannot be adopted through the reconciliation process on that basis alone.”  

    “Congress has long maintained strong regulations for firearm silencers under the NFA for good reason. Law enforcement has identified silencers in crimes across the country–including in mass shootings in Monterey Park, California, Virginia Beach, Virginia, and by a gunman that killed two police officers during a 10-day shooting spree in Southern California. Furthermore, according to data from the ATF, in 2023 alone, over 400 silencers were recovered and traced from violent crime scenes. It is with this in mind, that we strongly urge you to remove Section 112029, and any provision that would deregulate and eliminate excise taxes on firearm silencers as the Senate considers the FY25 reconciliation bill. If enacted, these provisions would place the public and our brave law enforcement officers in harm’s way. The American people and our law enforcement deserve better,” they concluded.

    “The silencer provisions in this bill will put law enforcement and our communities at greater risk from gun violence while costing taxpayers more than a billion dollars. We urge the Senate to remove these harmful provisions, and thank Rep. Neguse for his leadership on this issue,” said Monisha Henley, Everytown’s Senior Vice President, Government Affairs.

    “Instead of fighting crime and keeping American families safe, House Republicans gave gun industry CEOs a $1.5 billion tax break to boost their bottom line. Silencers enable shooters to cause more violence without being detected. Law enforcement has opposed efforts to sell silencers without background checks for a reason — they make law enforcement’s jobs harder. We thank Rep.   • MIL-OSI Africa: Adopting sustainable farming practices to strengthen the beef sector in Botswana

    The Nata-Gweta Block Beef Producers have been urged to invest in compliance, certification, and quality assurance frameworks that meet both regional and international standards. This would enable them to take advantage of the African Continental Free Trade Area (AfCFTA), which presents significant opportunities for Botswana’s beef sector and the livelihoods it supports.

    Officiating at the Nata-Gweta Block Beef Producers Association (NGBBPA) Farmer Field Day in Zoroga Village on Saturday, 24 May, FAO Representative in Botswana, Carla Mucavi, emphasized the importance of preparing local farmers to meet these standards and fully benefit from a market of over 1.3 billion potential consumers.

    Mucavi noted that although agriculture currently contributes less than 2% to Botswana’s GDP, it sustains over 80% of rural households and remains one of the nation’s most culturally and economically significant sectors. “The beef industry is not just about commerce; it is a symbol of national pride and rural resilience,” she said.

    She commended the NGBBPA for uniting communal and ranch-based farmers into a strategic alliance that advocates for improved market access, enhanced animal health services, sustainable rangeland management, and the revitalization of Botswana’s cattle industry.

    Importantly, Mucavi challenged prevailing narratives about rural vulnerability. “Farmers must not be viewed merely as victims of climate change, but as proactive agents of transformation,” she said. “FAO remains steadfast in supporting Botswana’s transition to climate-smart agriculture, strengthening early warning systems, and promoting sustainable land and water management.”

    She highlighted the worsening impacts of climate change in Botswana, including prolonged and more frequent droughts, erratic rainfall, and rising temperatures, all of which contribute to declining soil fertility, reduced water availability, and increased risks of crop failure and livestock losses.

    Beyond the climate conversation, Mucavi highlighted the urgent need to rebrand agriculture as an engine of youth empowerment and women’s inclusion. “Agriculture must be repositioned as a pathway to entrepreneurship and wealth creation, not a sector of last resort,” she asserted. She further added that young people and women bring digital skills, creativity, and bold thinking, appealing to stakeholders to create platforms, mentorship, access to land, finance, and training to help them realize their full potential.

    NGBBPA Chairperson Gosata Mosweu echoed her sentiments, sharing that the association had recently secured an 18-hectare farm to establish a livestock feed production and packaging facility as part of a broader value addition initiative. This, he noted, would reduce dependency on external feed sources and enhance local production capacity.

    The association is working closely with the Ministry of Lands and Agriculture and the Botswana University of Agriculture and Natural Resources (BUAN) to acquire skills in fodder production and innovative agricultural techniques. “We are also building strong networks with crop producers in the region and commercial farmers in Pandamatenga to source raw materials,” said Mosweu. “We welcome FAO’s continued support as we strive to build resilience and sustainability within our block.”

    Representing the Ministry of Lands and Agriculture, Obert Mabuta, the District Agricultural Coordinator for the Tutume District, emphasized the importance of selective breeding for climate adaptation and productivity. He urged farmers to focus on livestock breeds that yield higher returns and can withstand the region’s harsh conditions.

    He also stressed the need for sustainable pastoral practices. “Yes, the rains have been good this year,” he said, “but they also bring other challenges such as increased wildlife movement. We must remain vigilant develop firebreaks, raise community awareness, and prioritize environmental protection to safeguard food security.”

    Mabuta applauded the association for organizing networking platforms where farmers share knowledge and gain practical skills. “These sessions are invaluable in building capacity and confidence among producers,” he concluded.

    The Nata-Gweta Block Beef Producers Association (NGBBPA), established in 2007, hosts its annual Farmer Field Day in Zoroga Village, Tutume District.   • MIL-OSI United Nations: IOM Ramps Up Emergency Response Amid Deadly Flooding in Nigeria

    Geneva/Mokwa, 11 June 2025 – The International Organization for Migration (IOM), in close coordination with the Government of Nigeria, is responding to severe flooding in Niger State, Nigeria, that has left more than 200 people dead and nearly 10,000 affected. Triggered by heavy rainfall that began on 29 May, the floods have swept through several communities in north-central Nigeria, leaving widespread destruction in their wake.

    According to a joint rapid assessment conducted by IOM, the National Emergency Management Agency (NEMA), the Niger State Emergency Management Agency (NSEMA), and the Nigerian Red Cross Society (NRCS), more than 450 homes have been destroyed.  In addition to the tragic loss of life, over 180 hectares of farmland have been submerged, posing a serious threat to food security and livelihoods just as the lean season approaches.

    “This tragedy has brought unimaginable loss to families who were already living in vulnerable conditions,” said Dimanche Sharon, IOM Chief of Mission in Nigeria. “People have lost their loved ones, their homes, and their livelihoods. Our teams are on the ground, working closely with partners to deliver urgent, life-saving assistance. We are doing everything we can to reach those most in need and help communities begin to recover.”

    In response to the escalating needs, IOM has deployed multisectoral rapid response teams to the affected areas to support data collection, conduct initial damage assessments, and emergency response operations. The Organization has begun distributing 1,000 emergency shelter kits and 500 non-food item packages to displaced families, supporting up to 1,000 families, with priority given to the most vulnerable.

    In parallel, water and sanitation facilities in the affected communities are being assessed for urgent repairs to prevent the spread of waterborne diseases. At the same time, IOM is working closely with government and humanitarian partners to support broader coordination efforts and carry out comprehensive needs assessments, ensuring a flexible and effective response across sectors.

    This response comes at a crucial moment, as communities face mounting risks with the onset of the rainy season. The recent events in Niger State highlight the urgent need to strengthen early warning systems, raise community awareness, and invest in critical infrastructure such as riverbank reinforcement and proper drainage to reduce future risks of flooding.

    “We must move beyond emergency response and focus on long-term solutions,” added Sharon. “Disaster preparedness and climate resilience must be central to our efforts, especially in areas already facing overlapping vulnerabilities.”

    During humanitarian crises, IOM is consistently among the first responders, swiftly mobilizing resources, providing critical data to support the boarder humanitarian system, and coordinating with partners to deliver life-saving assistance, protection, and durable solutions for displaced and vulnerable populations.

    WASHINGTON, D.C. – U.S. Representatives Glenn “GT” Thompson (R-PA) and John Mannion (D-NY) today introduced the EMS Counts Act to address the chronic miscounting of emergency personnel.

    The U.S. Department of Labor’s Bureau of Statistics (BLS) current occupational classification system does not properly account for firefighters who are cross-trained as a paramedic or EMT. This oversight results in recognizing cross-training results in a significant and chronic undercount of emergency personnel nationwide, making it challenging to track gaps in emergency services and meet the needs of first responders.

    The EMS Counts Act would require the BLS to revise the Standard Occupational Classification System to accurately reflect the number of paramedics, EMTs, and other first responders throughout communities nationwide.

    “Prior to serving in Congress, I spent decades as a volunteer firefighter and EMT. I recognize and value to the commitment these individuals have to their communities,” Rep. Thompsonsaid. “Correcting outdated classifications is important, because without a accurate count of the number of EMTs, paramedics, and other emergency service providers, it creates a challenge to adequately meet the health and safety needs of our communities.”

    NASA’s CODEX investigation captured images of the Sun’s outer atmosphere, the corona, showcasing new aspects of its gusty, uneven flow.
    The CODEX instrument, located on the International Space Station, is a coronagraph — a scientific tool that creates an artificial eclipse with physical disks — that measures the speed and temperature of solar wind using special filters.
    These first-of-their-kind measurements will help scientists improve models of space weather and better understand the Sun’s impact on Earth.

    Scientists analyzing data from NASA’s CODEX (Coronal Diagnostic Experiment) investigation have successfully evaluated the instrument’s first images, revealing the speed and temperature of material flowing out from the Sun. These images, shared at a press event Tuesday at the American Astronomical Society meeting in Anchorage, Alaska, illustrate the Sun’s outer atmosphere, or corona, is not a homogenous, steady flow of material, but an area with sputtering gusts of hot plasma. These images will help scientists improve their understanding of how the Sun impacts Earth and our technology in space.
    “We really never had the ability to do this kind of science before,” said Jeffrey Newmark, a heliophysicist at NASA’s Goddard Space Flight Center in Greenbelt, Maryland, and the principal investigator for CODEX. “The right kind of filters, the right size instrumentation — all the right things fell into place. These are brand new observations that have never been seen before, and we think there’s a lot of really interesting science to be done with it.”

    NASA’s CODEX is a solar coronagraph, an instrument often employed to study the Sun’s faint corona, or outer atmosphere, by blocking the bright face of the Sun. The instrument, which is installed on the International Space Station, creates artificial eclipses using a series of circular pieces of material called occulting disks at the end of a long telescope-like tube. The occulting disks are about the size of a tennis ball and are held in place by three metal arms.
    Scientists often use coronagraphs to study visible light from the corona, revealing dynamic features, such as solar storms, that shape the weather in space, potentially impacting Earth and beyond.

    “The CODEX instrument is doing something new,” said Newmark. “Previous coronagraph experiments have measured the density of material in the corona, but CODEX is measuring the temperature and speed of material in the slowly varying solar wind flowing out from the Sun.”
    These new measurements allow scientists to better characterize the energy at the source of the solar wind.
    The CODEX instrument uses four narrow-band filters — two for temperature and two for speed — to capture solar wind data. “By comparing the brightness of the images in each of these filters, we can tell the temperature and speed of the coronal solar wind,” said Newmark.
    Understanding the speed and temperature of the solar wind helps scientists build a more accurate picture of the Sun, which is necessary for modeling and predicting the Sun’s behaviors.
    “The CODEX instrument will impact space weather modeling by providing constraints for modelers to use in the future,” said Newmark. “We’re excited for what’s to come.”

    Several weeks into the 2025 eastern Pacific hurricane season, a pair of tropical cyclones churned off the western coast of Mexico. The storms—Barbara and Cosme—are visible in this image, acquired on the afternoon (20:15 Universal Time) of June 9, 2025, by the VIIRS (Visible Infrared Imaging Radiometer Suite) on the NOAA-20 satellite.
    Around the time of this image, Barbara was a Category 1 hurricane with sustained winds of about 120 kilometers (75 miles) per hour, according to the National Hurricane Center. The storm had intensified into a hurricane earlier in the day as it became more organized and formed a partial eyewall. Its run was short-lived, however, as it moved west-northwest over cooler water surfaces. It weakened to a tropical storm by the evening.
    Meanwhile, Tropical Storm Cosme churned nearby with sustained winds of 110 kilometers (70 miles) per hour—close to but not quite hurricane strength—and remained near the hurricane threshold through the evening of June 9. Forecasters called for it to weaken over the next several days.
    Both storms were moving away from Mexico’s mainland. While Cosme stayed well offshore and posed no hazards to land, Barbara was expected to produce dangerous swells and rip currents and deliver gusty winds to coastal areas.
    Barbara was the first hurricane of the eastern Pacific hurricane season, which officially begins on May 15 and continues through November 30. However, tropical cyclones can occur outside this timeframe.

    LOS ANGELES – Governor Newsom and Attorney General Bonta are standing up all states by filing a lawsuit and request to block President Trump and the Department of Defense’s illegal militarization of Los Angeles and the takeover of a California National Guard (Cal Guard) unit.  The lawsuit and motion for an emergency temporary restraining order are crucial steps in holding President Trump accountable for his unwarranted and illegal overstep and for putting our democracy and our safety at risk. 

    Here’s why the federal takeover of the Cal Guard unit must be stopped:

    🚨The President’s takeover was not just about California — this action puts EVERY state at risk.

    While the President’s rhetoric is aimed at California, his order applies to every state in the country. On June 7, one day after the protests began, President Trump issued a memorandum purporting to authorize the Department of Defense to call up 2,000 National Guard personnel into federal service for a period of 60 days, and declaring a “form of rebellion against the authority of the Government of the United States” and directing the Secretary of Defense to coordinate with state governors and the National Guard to commandeer state militias. 

    This order was not specific to California and suggests that the President could assume control of any state militia. 

    🚨The law the President cited to take over a state guard requires the Governor’s approval.

    The U.S. Constitution and the Title 10 authority the President invoked require that the Governor consent to federalization of the National Guard, which Governor Newsom was not given the opportunity to do prior to their deployment and which he confirmed he had not given shortly after their deployment. The President’s unlawful order infringes on Governor Newsom’s role as Commander-in-Chief of the California National Guard and violates the state’s sovereign right to control and have available its National Guard in the absence of a lawful invocation of federal power.

    🚨There’s no insurrection, no matter how many times Trump says the word out loud. 

    The situation in Los Angeles didn’t meet the criteria for federalization, which includes invasion by a foreign country, rebellion against the authority of the Government of the United States, and being unable to execute federal laws. That is not the case in the Los Angeles area, where local and state law enforcement have remained vigilant and in control and able to subdue unlawful activity. 

    🚨Local law enforcement had it handled, and the federal government wasn’t equipped to step in. 

    By the time the National Guard arrived on Sunday morning, the protests had dissipated thanks to local law enforcement, and the streets were quiet. The President’s Actions and the military presence actually inflamed the very protest and violence it was supposedly meant to suppress. The introduction of a military presence on city streets has only led to larger crowds and more problems for law enforcement to solve.

    🚨Cal Guard has other things to do …like emergency response and drug interdiction.

    The federalization of the California National Guard deprives California of resources to protect itself and its citizens, including those working on drug interdiction at the border, and of critical responders in the event of a state of emergency — such as the January 2025 firestorm in Los Angeles, which Cal Guard responded to.   

    🚨You can’t threaten to arrest a Governor, just because you don’t agree with them.

    We live in a democracy — and the President’s actions and subsequent threats put it at risk. As Governor Newsom said, President Trump’s actions here are “an unmistakable step towards authoritarianism.”

    It has been reported that on February 15 this year, the water of Tuen Mun River turned red extensively, causing panic among members of the public. The Government’s initial investigation revealed that there was draining pipe testing with red dye powder. Upon arrival of the Government’s investigating officers at the scene, they found that the river water had resumed normal and no fish deaths were found. They collected water samples on the same day for testing and found that the water quality indicators remained normal as well. However, it is learnt that similar incidents also occurred on Lam Tsuen River in Tai Po and Shing Mun River in Tai Wai in August 2023 and November 2022 respectively, which have aroused widespread concern in the community. In this connection, will the Government inform this Council:
     
    (1) of the number of the aforesaid similar incidents in the past five years, as well as the government department(s) involved in the investigation of each incident, the average manpower involved, the time taken for the investigations and the public expenditure involved;
     
    (2) as there are views that although the test results have indicated that the aforesaid incident has not caused impact on the environment, water quality and fish for the time being, the incident has still caused panic among members of the public, whether the Government will take further actions to follow up the incident, so as to enhance protection for the public; and
     
    (3) whether the Government has formulated detailed guidelines on draining pipe testing with dye powder at present; if so, of the details, including whether non-compliance with the relevant guidelines will constitute any offence or attract penalty; if not, whether it will consider formulating the guidelines and enhancing the relevant notification mechanism, so as to avoid causing misunderstanding or panic among members of the public in the event of an incident?

    The reply to the question raised by the Hon Steven Ho is as follows:
     
    (1) and (2) In the past five years, the Environmental Protection Department (EPD) received a total of 21 cases of inquiries related to dye test. Upon receiving relevant complaints, the EPD will promptly dispatch personnel to conduct investigation on site, including measuring the dissolved oxygen content and pH level in the water, as well as collecting water samples for further testing to determine the cause of water coloration and whether pollution has occurred. The EPD will also check in the vicinity of the site concerned for any fish deaths or other unusual circumstances, and trace the source of pollution along the stormwater drains. Depending on individual circumstances, the Drainage Services Department (DSD) may also assist in the tracing investigation. If illegal discharges of wastewater are found, the EPD will take appropriate enforcement actions in accordance with the law. The investigation of water coloration incidents is part of the EPD’s integrated enforcement efforts and the duration of investigation may also vary depending on the location and scope of individual case. Therefore, there is no breakdown of the expenditure involved.
     
    To foster protection to the general public, the EPD will respond to inquiries from complainants and the media as soon as there are preliminary results of the investigation, in order to enhance information transparency and alleviate public concerns. Depending on individual circumstances, the EPD may also return to the site the day after collecting water samples to inspect whether there have been any changes and to further follow-up as required.
     
    (3) Conducting dye tests is an effective method to check the sewer systems for misconnections to stormwater drains or leakage. When the EPD personnel conduct tests to examine sewer misconnection issues, they will use the minimum amount of dye possible to reduce the impact on nearby rivers and bays.
     
    For the trades and private buildings, as well as housing estates, the EPD, the Buildings Department (BD), and the Food and Environmental Hygiene Department (FEHD) have developed relevant guidelines for dye tests for pipe testing respectively (which can be downloaded from the websites of the EPD, the BD and the FEHD). Through promotion and education, we also remind the trades, including property management companies and building contractors, about the precautions and pollution prevention measures associated with dye tests. These include strictly adhering to the recommendations of the dye manufacturers during testing, arranging for personnel supervision, and notifying the property management company of the testing site and nearby residents in advance to avoid giving rise to public concerns. The above guidelines are administrative measures. However, we must emphasise that the dye used is a biodegradable and non-toxic substance, and does not affect water quality. In this regard, conducting dye test does not violate the Water Pollution Control Ordinance (Cap. 358).
     
    Regarding the notification mechanism, we understand that dye test may lead to public misunderstanding. Therefore, the DSD will issue notifications on its website before conducting regular dye tests to inform the public about the arrangements for these dye tests. The purpose of these regular tests is to ensure the integrity of the submarine outfalls of sewage treatment plants. Since conducting dye tests on submarine outfalls requires a larger amount of dye and involves a wider area, it is more likely to attract public attention.
     
    Based on the complaint and specific circumstances of the case, the EPD occasionally needs to use dye tests to check on sewage misconnection issues or carry out enforcement actions. Yet these circumstances would involve a smaller amount of dye used and a smaller impact area which in general would not cause any impact.

    China activates emergency response to flooding as this year’s first typhoon approaches

    BEIJING, June 11 — China’s Ministry of Water Resources on Wednesday issued a Level-IV emergency response to flooding in southern and southeastern regions, following a tropical depression over the South China Sea that had grown into this year’s first typhoon in the morning.

    The center of Typhoon Wutip (Butterfly) was located near Yongxing Dao in the city of Sansha in China’s southernmost island province of Hainan, at 2 p.m. on Wednesday, according to the ministry.

    Strong rain caused by the approaching Typhoon Wutip will hit China’s regions including Hainan, Guangxi, Guangdong, Hunan, Jiangxi, and Fujian from Thursday to Sunday, and the water levels of some medium and minor rivers in the regions are projected to exceed warning thresholds, the ministry said.

    The ministry emphasized the importance of preventing floods in small and medium-sized rivers, as well as mountain torrents in the affected areas, to ensure the safety of people’s lives and property.

    The ministry has dispatched two teams to Hainan and Guangdong to aid flood prevention work.

    China has a four-tier emergency response system for flood control, with Level I being the most severe.

  • MIL-Evening Report: New Zealand’s ‘symbolic’ sanctions on Israel too little, too late, say opposition parties

    Opposition parties say Aotearoa New Zealand’s government should be going much further, much faster in sanctioning Israel.

    Foreign Minister Winston Peters overnight revealed New Zealand had joined Australia, Canada, the UK and Norway in imposing travel bans on Israel’s Finance Minister Bezalel Smotrich and National Security Minister Itamar Ben-Gvir.

    Some of the partner countries went further, adding asset freezes and business restrictions on the far-right ministers.

    Peters said the pair had used their leadership positions to actively undermine peace and security and remove prospects for a two-state solution.

    Israel and the United States criticised the sanctions, with the US saying it undermined progress towards a ceasefire.

    Prime Minister Christopher Luxon, attending Fieldays in Waikato, told reporters New Zealand still enjoyed a good relationship with the US administration, but would not be backing down.

    “We have a view that this is the right course of action for us,” he said.

    Behind the scenes job
    “We have differences in approach but the Americans are doing an excellent job of behind the scenes trying to get Israel and the Palestinians to the table to talk about a ceasefire.”

    Asked if there could be further sanctions, Luxon said the government was “monitoring the situation all the time”.

    Peters has been busy travelling in Europe and was unavailable to be interviewed. ACT — probably the most vocally pro-Israel party in Parliament — refused to comment on the situation.

    The opposition parties also backed the move, but argued the government should have gone much further.

    Greens co-leader Chlöe Swarbrick has since December been urging the coalition to back her bill imposing economic sanctions on Israel. With support from Labour and Te Pāti Māori it would need just six MPs to cross the floor to pass.

    Calling the Israeli actions in Gaza “genocide”, she told RNZ the government’s sanctions fell far short of those imposed on Russia.

    “This is symbolic, and it’s unfortunate that it’s taken so long to get to this point, nearly two years . . .  the Minister of Foreign Affairs also invoked the similarities with Russia in his statement this morning, yet we have seen far less harsh sanctions applied to Israel.

    “We’re well past the time for first steps.”

    ‘Cowardice’ by government
    The pushback from the US was “probably precisely part of the reason that our government has been so scared of doing the right thing”, she said, calling it “cowardice” on the government’s part.

    “What else are you supposed to call it at the end of the day?,” she said, saying at a bare minimum the Israeli ambassador should be expelled, Palestinian statehood should be recognised, and a special category of visas for Palestinians should be introduced.

    She rejected categorisation of her stance as anti-semitic, saying that made no sense.

    “If we are critiquing a government of a certain country, that is not the same thing as critiquing the people of that country. I think it’s actually far more anti-semitic to conflate the actions of the Israeli government with the entire Jewish peoples.”

    Te Pāti Māori co-leader Debbie Ngarewa-Packer said the sanctions were political hypocrisy.

    “When it comes to war, human rights and the extent of violence and genocide that we’re seeing, Palestine is its own independent nation . . .  why is this government sanctioning only two ministers? They should be sanctioning the whole of Israel,” she said.

    “These two Israel far right ministers don’t act alone. They belong to an entire Israel government which has used its military might and everything it can possibly do to bombard, to murder and to commit genocide and occupy Gaza and the West Bank.”

    Suspend diplomatic ties
    She also wanted all diplomatic ties with Israel suspended, along with sanctions against Israeli companies, military officials and additional support for the international courts — also saying the government should have done more.

    “This government has been doing everything to do nothing . . .  to appease allies that have dangerously overstepped unjustifiable marks, and they should not be silent.

    “It’s not a war, it’s an annihilation, it’s an absolute annihilation of human beings . . .  we’re way out there supporting those allies that are helping to weaponise Israel and the flattening and the continual cruel occupation of a nation, and it’s just nothing that I thought in my living days I’d be witnessing.”

    She said the government should be pushing back against “a very polarised, very Trump attitude” to the conflict.

    “Trumpism has arrived in Aotearoa . . .  and we continue to go down that line, that is a really frightening part for this beautiful nation of ours.

    “As a nation, we have a different set of values. We’re a Pacific-based country with a long history of going against the grain – the mainstream, easy grind. We’ve been a peaceful, loving nation that stood up against the big boys when it came to our anti nuclear stance and that’s our role in this, our role is not to follow blindly.”

    Undermining two-state solution
    In a statement, Labour’s foreign affairs spokesperson Peeni Henare said the actions of Smotrich and Ben-Gvir had attempted to undermine the two-state solution and international law, and described the situation in Gaza as horrific.

    “The travel bans echo the sanctions placed on Russian individuals and organisations that supported the illegal invasion of Ukraine,” he said.

    He called for further action.

    “Labour has been calling for stronger action from the government on Israel’s invasion of Gaza, including intervening in South Africa’s case against Israel in the International Court of Justice, creation of a special visa for family members of New Zealanders fleeing Gaza, and ending government procurement from companies operating illegally in the Occupied Territories.”

    Local community experiences exclusive screening of Star Makers 2

    Community members gathered in Gainsborough for a special STEP event, exploring the commercial fusion energy vision and the future of the West Burton site nearby

    The community surrounding the West Burton site was invited to spend an inspiring afternoon with the STEP team for a special screening of Star Makers 2, a powerful documentary offering a behind-the-scenes look at the future of fusion energy and the final days of the iconic JET facility.

    Held at the nearby Trinity Arts Centre in Gainsborough, the event welcomed local councillors and members of the public to connect with the West Burton STEP team and learn more about the UK’s ambitious plans to deliver a prototype fusion energy power plant.

    Guests heard from Debbie Kempton, Director of Engineering at UK Industrial Fusion Solutions (UKIFS), who shared an update on the progress at West Burton and the vital role the site will play in shaping a sustainable energy future.

    It was a special opportunity to showcase the Star Makers 2 documentary to our local community. Filming took place recently at the West Burton power station site for the ending scenes of this unique documentary, it was great to be able to share this with people who live and work close to the site. It offers a glimpse into the future as we progress toward building a prototype fusion energy power plant. Sharing this journey with local councillors and members of the public is vital to our success. These are also the people who will help us to identify our future workforce.

    The event highlighted the importance of community engagement as the UK continues to lead the way in clean energy innovation. A recent announcement from Government confirmed record investment in R&D for fusion energy, investing over £2.5bn over five years, with reference to progressing the STEP programme. 

    UKIFS’s STEP programme is the UK’s flagship initiative to design and build the world’s first prototype fusion power plant by the early 2040s. The West Burton site was selected in 2022 as the future home of this ambitious project, positioning the Retford and Gainsborough area at the heart of a global energy revolution.  West Burton’s development is expected to bring thousands of high-skilled jobs, new infrastructure, and global scientific collaboration to the region. A report by Amion, commissioned by Local Councils in the area, suggested that the project could create between 5,500 and 8,500 jobs in and around the site (as well as additionally bringing further new industry, jobs and investment to the wider area), adding an average of over £500m a year to the UK economy over the coming decades.

    Fusion energy, often described as the “holy grail” of clean power, replicates the process that powers the sun – fusing hydrogen atoms to release vast amounts of energy. Fusion could provide a virtually limitless, safe, and carbon-free energy source for generations to come. The STEP programme aims to demonstrate the commercial viability of this technology and to develop a UK fusion industry capable of delivering commercial fusion power plants around the world in the second half of the century.

    STEP – Spherical Tokamak for Energy Production – is a major technology and infrastructure programme to build the UK’s first prototype fusion power plant and to create a UK-led fusion industry. STEP will demonstrate net energy, fuel self-sufficiency and a route to commercialisation. This will catalyse new ideas and technology that will benefit multiple industries and help secure our future on this planet. STEP is a government-funded industry partnership programme led by UK Industrial Fusion Solutions, a wholly owned subsidiary of UKAEA Group. 

    The West Burton site was selected in October 2022 as the home for STEP. The site is currently a demolition zone, with extensive works to decommission the former coal-fired power station, alongside this activity, the STEP Programme is preparing site characterisation information in readiness for construction.
