    he Oregon Department of Emergency Management (OEM) hosted back-to-back wildfire coordination events at the State Emergency Coordination Center (ECC) on Tuesday, May 13, bringing together state agencies and Emergency Support Function (ESF) partners for a full day of reflection, planning and collaboration.

    The morning began with the 2024 Wildfire Season Review, where participants assessed what went well during last year’s wildfire response and identified key areas for improvement. This annual review is a critical step in advancing Oregon’s emergency preparedness and refining operations at the State ECC.

    Attendees included representatives from ESFs 1 (Transportation), 2 (Communications), 4 (Firefighting), 5 (Emergency Management), 6 (Mass Care), 7 (Logistics), 8 (Health and Medical), 9 (Search and Rescue), 13 (Military Support), and 15 (Public Information).

    Discussions focused on:

    • ECC coordination and activation protocols
    • Damage and impact assessment tools and processes
    • Situational awareness and alert and warning systems
    • Financial tracking and federal funding impacts for 2025
    • Strengthening regional coordination and response integration

    The Secretary-General landed back in New York a few hours ago. He will be in Headquarters at about 3 o’clock for the resumed session with the General Assembly on the UN80 initiative and that will be webcast.
    In Iraq, where he attended and addressed the Summit of the League of Arab States. In the remarks that he delivered, the Secretary-General reiterated our constant calls for an urgently needed permanent ceasefire in Gaza, the unconditional release of all hostages and the need for free flow of humanitarian aid. “Only a two-State solution can deliver sustainable peace,” he said.
    He also spoke about the situation in other parts of the region, including Syria, Yemen, Lebanon, Sudan and Somalia. And underscored the vital partnership between the United Nations and the League of Arab States. 
    On the margins of the Summit, he held a trilateral meeting with the Chairman of the African Union, Mahamoud Youssouf, and the Secretary-General of the League of Arab States, Mr. Abu Al-Ghait.
    Their meeting focused on Sudan, and how to better cooperate and maintain a regular contact to better coordinate all initiatives in relation to peace in Sudan.
    He also met with the Prime Minister of Jordan, Jafar Hassan, where they discussed developments in the region, and obviously what is going on in Gaza. Separately, he discussed the situation in Lebanon with Prime Minister Nawaf Salam of Lebanon.
    On Sunday, he spoke with the Prime Minister of Iraq [Mohammed] Shia’ Al Sudani. The Secretary-General during those talks reaffirmed that we remain fully committed to continuing to support the Government and people of Iraq following the planned departure of the UN Assistance Mission in Iraq [UNAMI]. As you know, the mission’s mandate will not be extended beyond 31 December of this year.
    The Secretary-General also addressed the UN staff in Baghdad to express his thanks to them. He laid a wreath at a memorial in the UN Compound in honour of 22 of our colleagues, who as you know, were brutally killed during the terrorist attack at the Canal Hotel on August 19 2003. Mr. Guterres said that “this memorial is as a clear reminder of the vital work that the United Nations does around the world — and the dangers our people face in carrying out that work.”

    The Secretary-General is alarmed by the intensification of Israeli air strikes and ground operations in the Gaza Strip, which have resulted in the killing of hundreds of Palestinian civilians in recent days, including many women and children, and, of course, large-scale evacuation orders.
    The Secretary-General calls for the rapid, safe, and unimpeded delivery of humanitarian assistance at scale directly to civilians, in order to avert famine, alleviate widespread suffering, and prevent further loss of life.
    The Secretary-General continues to call for a permanent ceasefire and the immediate and unconditional release of all hostages and welcomes the ongoing efforts by the mediators to reach a deal in Gaza. He has repeatedly warned that the continued violence and the destruction will only compound civilian suffering and heighten the risk of a broader regional conflict.
    The Secretary-General reiterates that civilians must be respected and they must be protected at all times, and that all parties must strictly adhere to their obligations under international humanitarian law.
    The Secretary-General firmly rejects any forced displacement of the Palestinian population.

    With its prolonged droughts and reduced rainfall, climate change is exacerbating the problem of water scarcity in Greece and wider south-eastern Europe, significantly affecting agriculture, industry and tourism, especially in areas heavily dependent on tourism and livestock farming. On the Greek islands in particular, the problem is heightened during the tourist season, when the population of these areas doubles.

    According to the European Environment Agency, around 20 % of Europe’s territory and 30 % of its population are affected by water scarcity each year. In southern Europe, up to 70 % of the population experiences water scarcity in the summer months.

    In view of the above, can the Commission answer the following:

    • 1.Will it take immediate action to finance specific measures to solve the problem?
    • 2.Will it finance projects to improve the water supply in order to alleviate the problem?
    • 3.Will it support desalination efforts to cover part of the water demand?

    In recent months, we have seen increased activities by Georgian organised crime groups in Poland and other EU Member States. According to data from the Polish authorities, 3 129 crimes were committed by foreign nationals in 2024, of which 532 were attributed to Georgian nationals. Experts point out that these groups act brutally and indiscriminately, often using firearms and physical violence against their victims.

    Georgian citizens enjoy visa-free travel, which allows them to enter the Schengen area for up to 90 days without needing a visa. Unfortunately, some people abuse this privilege to commit crimes, and this poses a serious threat to public security.

    In this connection:

    • 1.Is the Commission considering the possibility of temporarily suspending visa-free travel for Georgian citizens if a serious threat to public order and security in the Member States is identified?
    • 2.What monitoring and impact assessment mechanisms are currently applied by the Commission in respect of visa-free countries such as Georgia?
    • 3.Is the Commission planning to introduce additional measures or procedures to prevent abuse of visa-free travel, particularly in connection with the activities of organised crime groups?

    “I am relieved that the serious incident involving a firearm on Bangor’s High Street has been resolved safely and without injury. The swift and professional actions of the PSNI prevented a potentially tragic outcome, and their bravery and restraint in dealing with such a volatile situation deserves our full admiration.

    “Thanks to the coordinated efforts of the emergency services, the individual involved was taken into custody without harm. I commend all those who played a role in protecting the public and ensuring that order was restored quickly.

    “It has been reported that the person at the centre of this incident is a veteran experiencing severe mental health challenges. Time will tell what the full truth of this sorry episode is, but one thing cannot be disputed: there is an urgent need to improve mental health support—especially for those who have served our country and may be carrying unseen burdens from their service.

    WASHINGTON – U.S. Senator Maggie Hassan (D-NH) is pressing the Social Security Administration about a surge in constituent concerns about delays in receiving their Social Security benefits.  

    “Due to the haphazard actions of Elon Musk and his so-called ‘Department of Government Efficiency,’ seniors in New Hampshire are struggling with significant delays in receiving the Social Security benefits that they worked for their entire lives,” wrote Senator Hassan in her letter to Social Security Commissioner Frank Bisignano. “I urge you to immediately reverse Elon Musk’s slow-down in Social Security benefit payments, open an investigation into Social Security payment delays, and provide transparent answers to Congress regarding how many seniors are waiting longer than they did last year for their Social Security checks. 

    “My office has seen a significant increase in outreach from Granite Staters who are facing issues receiving the Social Security benefits that they have earned,” continued Senator Hassan. “Constituents have reported delays in receiving their checks or receiving a lower benefit amount than usual. Others have reported being unable to access their accounts and unable to reach anyone on the phone to get assistance… The surge in issues faced by seniors comes as the Administration has made very clear that this Administration is deliberately trying, as part of its agenda, to make it more difficult for seniors to access their earned benefits.”  

    Senator Hassan urged Commissioner Bisignano to explain the delays and pressed him to provide information on how many seniors have experienced delays, as well as information on what actions Elon Musk and DOGE have taken that affected systems related to the timely payment of benefits.  

    Senator Hassan has been speaking out against President Trump’s attacks on Social Security, including the Administration’s moves to close Littleton’s Social Security office and to fire employees across the country who help provide in-person and telephone customer service to seniors. Earlier this month, Senator Hassan participated in a town hall with Granite State seniors to hear about their concerns, particularly their concerns about Social Security. In March, she met with North Country seniors to hear their concerns and explore what can be done to avert closure of the Littleton Social Security field office. Earlier this year, Senators Hassan and Shaheen sent a letter calling on the leaders of the General Services Administration and Social Security Administration to stop any efforts to close the Littleton Social Security field office as well as stop broader attacks on Social Security.

I urge you to immediately reverse Elon Musk’s slow-down in Social Security benefit payments, open an investigation into Social Security payment delays, and provide transparent answers to Congress regarding how many seniors are waiting longer than they did last year for their Social Security checks. 

    My office has seen a significant increase in outreach from Granite Staters who are facing issues receiving the Social Security benefits that they have earned. Constituents have reported delays in receiving their checks or receiving a lower benefit amount than usual. Others have reported being unable to access their accounts and unable to reach anyone on the phone to get assistance. Most concerning is that multiple seniors have contacted my office after the Social Security Administration unilaterally suspended their benefits with little explanation and limited recourse to get assistance online or by phone. This is absolutely unacceptable. 

    The surge in issues faced by seniors comes as the Administration has made very clear that this Administration is deliberately trying, as part of its agenda, to make it more difficult for seniors to access their earned benefits. Elon Musk called Social Security a “Ponzi scheme” and called for cutting one-third of Social Security and Medicare. Howard Lutnick, the Commerce Department Secretary, subsequently claimed that seniors waiting for Social Security checks “wouldn’t call and complain.” According to Secretary Lutnick, only fraudsters would complain about a delayed or missing Social Security payment: “a fraudster always makes the loudest noise, screaming, yelling and complaining.”

    Given the harm that Elon Musk’s actions have imposed on seniors in New Hampshire, I urge you to take immediate steps to reverse any changes at the Social Security Administration that have delayed Social Security payments to seniors and to open an investigation into the consequences of DOGE’s actions on payments to beneficiaries. Further, I ask you to answer the questions below by June 5th.

    1. How many seniors have experienced delayed Social Security payments from January 20th, 2025, to present? Please compare this figure to the same period over each of the preceding three years.
    2. What is the Social Security Administration’s on-time payment rate for Social Security retirement benefits from January 20th, 2025, to present? Please compare this figure to the same period over each of the preceding three years.
    3. What has been the typical Social Security payment delay-period experienced by a senior from January 20th, 2025, to present, among those seniors who are not paid their benefits on time by the Social Security Administration? Please compare this figure to the same period over each of the preceding three years.
    4. What actions taken by Elon Musk and DOGE have affected systems that relate to the timely payment of Social Security benefits to seniors? Please provide a comprehensive list of these actions, the dates on which the actions took place, the affected systems, and the DOGE-affiliated individuals who carried out the actions.
    5.     ULAN BATOR, May 19 (Xinhua) — A total of 89 forest-steppe fires have been recorded in Mongolia since the beginning of 2025, destroying 748,802 hectares of forests and pastures, the General Administration of Emergency Situations of Mongolia said on Monday.

    “These forest-steppe fires occurred in Ulaanbaatar and in 58 soums of 12 Mongolian aimags,” the official statement said.

    During the specified period, the amount of damage caused amounted to 4.3 billion Mongolian tugriks (about 1.2 million US dollars).

    According to experts, most forest-steppe fires occur due to human negligence, careless handling of fire and burning of grass in the spring.

    In this regard, the Main Directorate for Emergency Situations called on residents of Ulaanbaatar and 21 Mongolian aimags not to light fires or throw cigarette butts on the ground in dry areas. –0–

  • MIL-OSI Security: U.S. Marshals Task Force Arrests 40 in Southern West Virginia in Operation Shake Down

    Charleston, WV — A U.S. Marshals Southern District of West Virginia CUFFED (Cops United Felony Fugitive Enforcement Division) Task Force two-week warrant operation has resulted in 40 felony arrests.

    During Operation Shake Down, conducted from May 5 -16, law enforcement officers also recovered 40 grams of methamphetamine, 1 oz of fentanyl, and five firearms.

    The wanted subjects had a wide range of felony warrants to include kidnapping, sexual assault, soliciting a minor via computer, possession with intent to deliver and distribute controlled substances, armed robbery, weapons offenses, child neglect causing risk of injury, burglary, and failure to register as a sex offender.

    Significant arrests include:

    Christopher Spaulding, 53, of Ripley, wanted out of Jackson County for possession with intent to deliver controlled substances and felon in possession of a firearm. Spaulding was also wanted in the Southern District of West Virginia on a federal supervised release violation. Spaulding’s underlying federal conviction is felon in possession of firearms.

    Kirk Donovan Thomas, 36, of Charleston, wanted for failure to register as a sex offender, has been evading apprehension since 2023 from the West Virginia State Police. Thomas was also wanted on a circuit court capias warrant out of Putnam County. Since Thomas’s arrest, the West Virginia State Police has charged Thomas with additional counts of failure to register as a sex offender in Kanawha County.

    Dwayne Edward White Jr., 27, of Ripley, wanted in Jackson County for delivery of methamphetamine. White has self-proclaimed gang affiliations. 

    David Argueta-Marquez, 29, of Lyburn, wanted out of Harris County, Texas, for aggravated kidnapping and aggravated sexual assault of a child. Argueta-Marquez was arrested in Kimper, Kentucky, by U.S. Marshals task force members. Argueta-Marquez is also under investigation by U.S. Immigration and Customs Enforcement’s and is an alleged member of the 18th Street Gang in El Salvador.

    Two individuals were also federally indicted from U.S. Marshals Service investigations. 

    Ronald Tinsley, 52, of Charleston, was indicted by a federal grand jury for escape. Tinsley is alleged to have escaped from Bureau of Prisons custody March 19. 

    Charles Clement, 42, of Hillsboro, was indicted by a federal grand jury for violations of the Adam Walsh Act. Clement, a sex offender, is alleged to having failed to register as a sex offender after moving to the state of West Virginia and establishing residency. 

    Both men are currently incarcerated.   

    “I would like to thank our partner agencies across Southern West Virginia for dedicating officers to the CUFFED Task Force,” said Michael T. Baylous, U.S. Marshal for the Southern District of West Virginia.  “Their commitment and dedication have allowed the CUFFED Task Force to become one of the most efficient and effective in the country at apprehending fugitives.”   

    U.S. Marshals task forces combine the efforts of federal, state and local law enforcement agencies to locate and arrest the most dangerous fugitives. They also serve as the central point for agencies to share information on fugitive matters. Task force officers are state and local police officers who receive special deputations with the Marshals. While on a task force, these officers can exercise U.S. Marshals authorities, such as crossing jurisdictional lines.

  • MIL-OSI Security: Man Sentenced to More Than Ten Years in Prison for Possessing Multiple Firearms While Trafficking Fentanyl in Chicago Suburbs

    CHICAGO — A federal judge has sentenced a man to more than a decade in prison for possessing multiple guns, including a semiautomatic rifle, while trafficking fentanyl and other narcotics in the Chicago suburbs.

    A jury last year found OMARI ANDREWS, JR. guilty of possessing an AR-15 style firearm and three handguns while trafficking fentanyl, heroin, cocaine, crack cocaine, and marijuana in Mt. Prospect, Ill., in 2023.  Andrews also pleaded guilty prior to trial to distributing fentanyl and heroin in Westmont, Ill., Villa Park, Ill., Des Plaines, Ill., and Hillside, Ill., in late 2022 and early 2023.

    Andrews, 26, of Mt. Prospect, Ill., has been detained in federal custody since his arrest in 2023.  On Thursday, U.S. District Judge Edmond E. Chang sentenced Andrews to ten years and three months in federal prison.

    The sentence was announced by Andrew S. Boutros, United States Attorney for the Northern District of Illinois, and Matthew Scarpino, Special Agent-in-Charge of U.S. Immigration and Customs Enforcement’s Homeland Security Investigations in Chicago.  The Skokie, Ill. and Evanston, Ill. Police Departments provided valuable assistance.

    “The defendant possessed a small arsenal of guns and ammunition in his apartment to protect his drug trafficking activity,” Assistant U.S. Attorney Alejandro G. Ortega argued in the government’s sentencing memorandum. “Drugs, and especially fentanyl, are a scourge to the public health and to law enforcement across the country, and a stain on the community.”

    Holding firearm and drug offenders accountable through federal prosecution is a centerpiece of Project Safe Neighborhoods (PSN).  In the Northern District of Illinois, the U.S. Attorney’s Office and law enforcement partners have deployed the PSN program to attack a broad range of violent crime issues facing the district, particularly firearm offenses.

  • MIL-OSI Security: Stockton Man Sentenced on Firearm Charge

    SACRAMENTO, Calif. — Ricardo Sanchez, 32, of Stockton, was sentenced today by U.S. District Judge William B. Shubb to four years and three months in prison for being a felon in possession of a firearm, Acting U.S. Attorney Michele Beckwith announced.

    According to court documents, on Aug. 20, 2023, law enforcement officers contacted Sanchez and found him to be in possession of a Springfield Armory Hellcat 9 mm semi-automatic pistol. Sanchez is prohibited from possessing a firearm due to multiple prior felony convictions, including conspiracy to commit a crime and inflicting injury on a spouse/cohabitant or fellow parent.

    This case was the product of an investigation by the Sacramento Police Department and the Federal Bureau of Investigation. Assistant U.S. Attorney Whitnee Goins prosecuted the case.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the U.S. Department of Justice launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    • Supporting Model Context Protocol (MCP): Microsoft is delivering broad first-party support for Model Context Protocol (MCP) across its agent platform and frameworks, spanning GitHub, Copilot Studio, Dynamics 365, Azure AI Foundry, Semantic Kernel and Windows 11. In addition, Microsoft and GitHub have joined the MCP Steering Committee to help advance secure, at-scale adoption of the open protocol and announced two new contributions to the MCP ecosystem, an updated authorization specification, which enables people to use their existing trusted sign-in methods to give agents and LLM-powered apps access to data and services such as personal storage drives or subscription services, and the design of an MCP server registry service, which allows anyone to implement public or private, up-to-date, centralized repositories for MCP server entries.   • MIL-OSI Global: Overshooting 1.5°C: even temporary warming above globally agreed temperature limit could have permanent consequences

    Earth’s surface temperature has been 1.5°C hotter than the pre-industrial average for 21 of the last 22 months.

    The 2015 Paris agreement committed countries to keeping the global temperature increase “well below 2°C”, which is widely interpreted as an average of 1.5°C over a 30-year period. The Paris agreement has not yet failed, but recent high temperatures show how close the Earth is to crossing this critical threshold.

    Climate scientists have, using computer simulations, modelled pathways for halting climate change at internationally agreed limits. However, in recent years, many of the pathways that have been published involve exceeding 1.5°C for a few decades and removing enough greenhouse gas from the atmosphere to return Earth’s average temperature below the threshold again. Scientists call this “a temporary overshoot”.

    If human activities were to raise the global average temperature 1.6°C above the pre-industrial average, for example, then CO₂ removal, using methods ranging from habitat restoration to mechanically capturing CO₂ from the air, would be required to return warming to below 1.5°C by 2100.

    Do we really understand the consequences of “temporarily” overshooting 1.5°C? And would it even be possible to lower temperatures again?

    Faith that a temporary overshoot will be safe and practicable has justified a deliberate strategy of delaying emission cuts in the short term, some scientists warn. The dangers posed by remaining above the 1.5°C limit for a period of time have received little attention by researchers like me, who study climate change.

    To learn more, the UK government commissioned me and a team of 36 other scientists to examine the possible impacts.

    How nature will be affected

    We examined a “delayed action” scenario, in which greenhouse gas emissions remain similar for the next 15 years due to continued fossil fuel burning but then fall rapidly over a period of 20 years.

    We projected that this would cause the rise in Earth’s temperature to peak at 1.9°C in 2060, before falling to 1.5°C in 2100 as greenhouse gases are removed from the atmosphere. We compared this scenario with a baseline scenario in which the global temperature does not exceed 1.5°C of warming this century.

    Our Earth system model suggested that Arctic temperatures would be up to 4°C higher in 2060 compared to the baseline scenario. Arctic Sea ice loss would be much higher. Even after the global average temperature was returned to 1.5°C above pre-industrial levels, in 2100, the Arctic would remain around 1.5°C warmer compared to the baseline scenario. This suggests there are long-term and potentially irreversible consequences for the climate in overshooting 1.5°C.

    As global warming approaches 2°C, warm-water corals, Arctic permafrost, Barents Sea ice and mountain glaciers could reach tipping points at which substantial and irreversible changes occur. Some scientists have concluded that the west Antarctic ice sheet may have already started melting irreversibly.

    Our modelling showed that the risk of catastrophic wildfires is substantially higher during a temporary overshoot that culminates in 1.9°C of warming, particularly in regions already vulnerable to wildfires. Fires in California in early 2025 are an example of what is possible when the global temperature is higher.

    Our analysis showed that the risk of species going extinct at 2°C of warming is double that at 1.5°C. Insects are most at risk because they are less able to move between regions in response to the changing climate than larger mammals and birds.

    The impacts on society

    Only armed conflict is considered by experts to have a greater impact on society than extreme weather. Forecasting how extreme weather will be affected by climate change is challenging. Scientists expect more intense storms, floods and droughts, but not necessarily in places that already regularly suffer these extremes.

    In some places, moderate floods may reduce in size while larger, more extreme events occur more often and cause more damage. We are confident that the sea level would rise faster in a temporary overshoot scenario, and further increase the risk of flooding. We also expect more extreme floods and droughts, and for them to cause more damage to water and sanitation systems.

    Floods and droughts will affect food production too. We found that impact studies have probably underestimated the crop damage that increases in extreme weather and water scarcity in key production areas during a temporary overshoot would cause.

    We know that heatwaves become more frequent and intense as temperatures increase. More scarce food and water would increase the health risks of heat exposure beyond 1.5°C. It is particularly difficult to estimate the overall impact of overshooting this temperature limit when several impacts reinforce each other in this way.

    In fact, most alarming of all is how uncertain much of our knowledge is.

    For example, we have little confidence in estimates of how climate change will affect the economy. Some academics use models to predict how crops and other economic assets will be affected by climate change; others infer what will happen by projecting real-word economic losses to date into future warming scenarios. For 3°C of warming, estimates of the annual impact on GDP using models range from -5% to +3% each year, but up to -55% using the latter approach.

    We have not managed to reconcile the differences between these methods. The highest estimates account for changes in extreme weather due to climate change, which are particularly difficult to determine.

    We carried out an economic analysis using estimates of climate damage from both models and observed climate-related losses. We found that temporarily overshooting 1.5°C would reduce global GDP compared with not overshooting it, even if economic damages were lower than we expect. The economic consequences for the global economy could be profound.

    So, what can we say for certain? First, that temporarily overshooting 1.5°C would be more costly to society and to the natural world than not overshooting it. Second, our projections are relatively conservative. It is likely that impacts would be worse, and possibly much worse, than we estimate.

    Fundamentally, every increment of global temperature rise will worsen impacts on us and the rest of the natural world. We should aim to minimise global warming as much as possible, rather than focus on a particular target.

    “We strongly oppose the expansion of Israel’s military operations in Gaza. The level of human suffering in Gaza is intolerable. Yesterday’s announcement that Israel will allow a basic quantity of food into Gaza is wholly inadequate. We call on the Israeli Government to stop its military operations in Gaza and immediately allow humanitarian aid to enter Gaza. This must include engaging with the UN to ensure a return to delivery of aid in line with humanitarian principles. We call on Hamas to release immediately the remaining hostages they have so cruelly held since 7 October 2023.

    The Israeli Government’s denial of essential humanitarian assistance to the civilian population is unacceptable and risks breaching International Humanitarian Law. We condemn the abhorrent language used recently by members of the Israeli Government, threatening that, in their despair at the destruction of Gaza, civilians will start to relocate. Permanent forced displacement is a breach of international humanitarian law. 

    Israel suffered a heinous attack on October 7. We have always supported Israel’s right to defend Israelis against terrorism. But this escalation is wholly disproportionate.

    We will not stand by while the Netanyahu Government pursues these egregious actions. If Israel does not cease the renewed military offensive and lift its restrictions on humanitarian aid, we will take further concrete actions in response.

    We oppose any attempt to expand settlements in the West Bank. Israel must halt settlements which are illegal and undermine the viability of a Palestinian state and the security of both Israelis and Palestinians.  We will not hesitate to take further action, including targeted sanctions. 

    We strongly support the efforts led by the United States, Qatar and Egypt to secure an immediate ceasefire in Gaza. It is a ceasefire, the release of all remaining hostages and a long-term political solution that offer the best hope of ending the agony of the hostages and their families, alleviating the suffering of civilians in Gaza, ending Hamas’ control of Gaza and achieving a pathway to a two-state solution, consistent with the goals of the 18 June conference in New York co-chaired by Saudi Arabia and France. These negotiations need to succeed, and we must all work towards the implementation of a two-state solution, which is the only way to bring long-lasting peace and security that both Israelis and Palestinians deserve and ensure long-term stability in the region.

    We will continue to work with the Palestinian Authority, regional partners, Israel and the United States to finalize consensus on arrangements for Gaza’s future, building on the Arab plan. We affirm the important role of the High-level Two-State Solution Conference at the UN in June in building international consensus around this aim. And we are committed to recognizing a Palestinian state as a contribution to achieving a two-state solution and are prepared to work with others to this end.”

  • MIL-OSI Global: Disaster authoritarianism: how autocratic regimes deal with earthquakes

    An earthquake that struck south-east Asia in late March is thought to have killed more than 3,000 people in Myanmar, a country ruled by a military junta that has blocked humanitarian aid and continued waging war on quake-ravaged rebel territory.

    I am interested in how authoritarian regimes handle disasters and whether they disrupt or reinforce the ruling elite’s agenda. My research has led me to Tibet, which has endured Chinese occupation since 1951 and suffered a 7.1-magnitude earthquake in early January 2025.

    Beijing controls the access of independent media and international observers in Tibet. What we know about the disaster’s impact is largely based on initial reporting by the Chinese media, which has claimed the loss of 126 lives and damage to roads and communication networks.

    Tibetan sources have, however, contended that there has been much greater destruction, including to a number of monasteries and nunneries across the region.

    Following the earthquake, the Chinese president, Xi Jinping, ordered “all-out search and rescue efforts” and pledged a rapid recovery. The constrained political environment has meant that Chinese relief agencies and the Chinese state-run media have controlled the narrative, praising Beijing’s capacity for “speed and compassion” in mobilising rescue efforts while using the disaster to highlight China’s record of “good governance and putting people and their lives first”.

    These accounts not only fail to report on the civic responses to disaster, such as mutual aid networks organised by Tibetans both locally and internationally, but they tend to overlook the immediate concerns of the affected communities.

    Survivors and activists using social media to challenge Chinese media narratives of purported success in rescue and relief efforts have faced censorship and outright hostility from the Chinese authorities. A previous study, looking at the 2008 Sichuan earthquake, found that communities that were considered a challenge to Chinese authority had their demands for relief suppressed.

    The earthquake has sparked further concerns among Tibetans that Chinese authorities will use the disaster to tighten their grip on the region.

    The situation is reminiscent of the April 2010 earthquake that struck Tibet’s Yushu region, claiming more than 2,600 lives and causing significant disruption to local life. The earthquake enabled China to push its vision of modernity and development in Tibet amid allegations of corruption in relief distribution and forced relocations.

    The aftermath revealed a divergence between the Chinese interpretation of recovery and what many Tibetans saw as essential for preserving and promoting their unique cultural identity.

    In their study of the Zimbabwean state’s response to tropical cyclone Idai in 2019, anthropologist Denboy Kudejira described this phenomenon as “disaster authoritarianism”: when an authoritarian regime exploits a disaster to reassert its power. Akin to China’s model, the Zimbabwean government restricted the involvement of non-state groups in longer-term recovery efforts.

    The relative lack of attention journalists and politicians abroad pay to Tibet makes this problem more acute. For instance, the wildfires in Los Angeles erupted at the same time as the earthquake, but garnered greater and more sustained media attention that mounted scrutiny on responsible agencies. By contrast, the Tibet earthquake quickly faded from the news.

    ‘Confrontational politics emerging’

    For Tibetans, challenging disaster authoritarianism is part of a delicate political struggle. Tibet’s spiritual leader, the Dalai Lama, called the disaster “a natural phenomenon and not the result of human activities”, while urging Tibetans not to be “angry with the Chinese”. This appears to reflect his long-held wisdom that antagonising Chinese authorities will invite further hardship for communities enduring political marginalisation.

    Others are more sceptical. Some people inside Tibet have questioned the official number of casualties reported by Beijing and pushed Chinese authorities to clarify the scale of the tragedy.

    There are signs of more confrontational politics emerging. The International Campaign for Tibet, which lobbies for self-determination for Tibetans, has labelled the disaster “the silent earthquake” and accused Chinese authorities of censoring the true nature of suffering.

    Another rights group, the Tibetan Rights Collective, has highlighted China’s interventions in Tibet that have made the region more geologically unstable, including the building of hydropower dams and roads. Recent research shows that China’s push to build infrastructure in the region has increased the risk of disasters, such as floods and landslides, for downstream communities in south Asia.

    Research a colleague and I conducted during the pandemic showed that community groups can compensate for gaps in state-led disaster responses, and alert where help is needed. But this depends on public participation and grassroots organising that, in authoritarian contexts such as Tibet and Myanmar, is heavily restricted.

    The climate crisis is increasing the risk of disasters at the same time as there is widespread fear of increasing authoritarianism globally. We should all worry about how these two trends might interact.

    Latest HERO WEC Mission Status Update Examines How a Polyurethane Belt Could Improve Reliability of Wave Energy Converters

    The National Renewable Energy Laboratory’s (NREL’s) wave-powered desalination research is charting new waters by improving the robustness, reliability, and deployability of the hydraulic and electric reverse osmosis wave energy converter—or HERO WEC.

    To do this, the team will modify different components on the device and test the revised design. Researchers have already started with the winch line, swapping the original wire rope with an upgraded polyurethane flat belt, which overperformed in initial lab testing.

    The HERO WEC, which is funded by the U.S. Department of Energy’s Water Power Technologies Office (WPTO), can operate using either a hydraulic or an electrical configuration to pump seawater through an onshore reverse osmosis system and produce fresh drinking water (a process called desalination). NREL researchers began designing the HERO WEC in 2020, and after hundreds of hours of testing, which consisted of three in-lab programs and five ocean installations, the team is retiring version one and drawing on lessons learned to design version two.

    But why start with the winch system? Because the research team knew it was the HERO WEC’s weakest link.

    The wire rope used in the original winch system, which ran from the raft-like WEC to an anchor on the seafloor, did serve its intended purpose by acting as a mooring line to prevent the device from drifting while allowing it to move up and down with the motion of the waves. But a wire rope can only take so much force before it wears, frays, and breaks—especially as it moves through pulleys in the harsh ocean environment, where corrosion and storm resistance can be a significant challenge.

    That is why the team replaced it with a polyurethane flat belt (something that is typically used for elevator pulleys). These sturdy belts are made of tiny strands of wire rope encased in polyurethane. This configuration helps evenly distribute force, alleviating stress on the belt and allowing it to withstand the large anchor loads. The polyurethane coating, a durable and affordable synthetic material that is also waterproof, helps to mitigate wear and corrosion.

    The team tested the new belt on NREL’s large-amplitude motion platform, running it for about 30,000 wave cycles (approximately how many wave cycles it would face during a typical two- to four-week ocean deployment). Even after thousands of test cycles, the belt still showed no visible signs of wear, indicating a much longer lifespan. Based on the team’s models and motion platform data, the team predicts that this type of belt should last one or two years in the ocean before needing to be replaced

    Researchers also tested the belt under a range of stressful (simulated) ocean conditions, pushing the belt to see if it would slip, fold, or wind/unwind faster than it should. They found that the belt showed no sign of slippage or tangling, confirming that the belt is a promising upgrade to the HERO WEC’s design. Because of its durability, a belt like this could significantly enhance reliability, allow for longer deployments, reduce maintenance, and ultimately increase freshwater production.

    If the polyurethane belt performs well during ocean testing, these preliminary research findings will not only prove promising for NREL’s wave-powered desalination research but also advance the reliability of marine energy technologies across the board. Results from the HERO WEC belt testing are available to other researchers and developers. These initial findings could serve as a stepping stone for marine energy developers looking to both de-risk and enhance their existing WEC designs.

    Because the belt has proven to be so robust, the research team is using it as a cornerstone for designing HERO WEC V2. Building on this durable winch system, researchers will now focus on other HERO WEC components to further improve its reliability.

    SUMMARY…A few rapidly developing and intensifying supercells
    appear possible as early as 1-3 PM CDT, accompanied by a risk for
    large to giant hail and a strong tornado or two.

    DISCUSSION…Convergence along the dryline appears at least
    initially weak, and it is not clear how much this will change as it
    gradually mixes eastward toward the Interstate 35 corridor through
    18-20Z. However, deepening convection is evident to the south and
    southeast of Chickasha OK, which appears rooted within a corridor of
    stronger warm advection around the 850 mb level.

    It appears that this may persist and perhaps develop northward into
    early/mid afternoon, along the western periphery of a 30-40 kt
    southerly 850 mb jet. At the same time, it appears that at least
    modest mid-level height falls will begin to overspread the I-35
    corridor, coincident with continuing insolation and warming of a
    seasonably moist boundary layer. A corridor along and east of the
    dryline is forecast to become characterized by large CAPE on the
    order of 2000-4000+ J/kg.

    As the initially elevated convection begins to acquire increasing
    updraft inflow emanating from the unstable boundary-layer, and
    inhibition weakens, rapid thunderstorm intensification appears
    possible. In the presence of west-southwesterly deep-layer shear,
    this probably will include at least a couple of evolving supercells
    with potential to produce large to giant hail, along with a risk for
    a strong tornado.

  • MIL-OSI Security: Jury Convicts Kansas City Man in Murder-for-Hire Conspiracy

    KANSAS CITY, Mo. – A Kansas City, Mo., man was convicted in federal court today for his role in a conspiracy to commit murder-for-hire.

    Thomas D. Clegg, 42, was found guilty by a jury of participating in a conspiracy to commit murder for hire.

    Clegg and others conspired from Aug. 19, 2021, to June 13, 2022, to murder a victim identified as “J.C.” and his family members for payment in cash and marijuana.

    The conspiracy included two occasions when Clegg shot J.C. On Aug. 19, 2021, Clegg shot J.C. in the leg and back in the parking lot of Ugly Joe’s bar in Kansas City, Mo.  On May 25, 2022, Clegg shot J.C. in the back in the parking lot of a strip mall located at 4010 Sterling Avenue, Kansas City, Mo.  The businesses in and near the strip mall included an accounting firm, daycare, and fitness center.  One witness had just picked two of her children up from the daycare when her vehicle was struck by the gunfire.  One of her windows was shot out, but no one in her vehicle was injured.

    Investigators seized Clegg’s cell phone when he was arrested. Investigators also obtained search warrants for Clegg’s cell phone.  Text messages between Clegg and co-conspirators indicated that Clegg was hired to murder J.C.

    Following the presentation of evidence, the jury in the U.S. District Court in Kansas City, Mo., deliberated for approximately two and a half hours before returning guilty verdicts to U.S. Chief District Judge Beth Phillips, ending a trial that began Monday, May 12.

    Clegg pleaded guilty to one count of being a felon in possession of a firearm utilized in the May 2022 shooting on Tuesday, May 6.

    Under federal law, it is illegal for anyone who has been convicted of a felony to be in possession of any firearm or ammunition.  Clegg has two prior felony convictions for possession of a controlled substance, as well as prior felony convictions for unlawful use of a weapon, trafficking in drugs, voluntary manslaughter, discharging a firearm from a motor vehicle, assault, armed criminal action, and being a felon in possession of a firearm.

    Under federal statutes, Clegg is subject to a sentence of up to 30 years in federal prison without parole. The maximum statutory sentence is prescribed by Congress and is provided here for informational purposes, as the sentencing of the defendant will be determined by the court based on the advisory sentencing guidelines and other statutory factors. A sentencing hearing will be scheduled after the completion of a presentence investigation by the United States Probation Office.

    This case is being prosecuted by Assistant U.S. Attorneys Ashleigh A. Ragner and Heather Siegele.  It was investigated by the FBI, the Kansas City, Mo. Police Department, the Independence, Mo. Police Department, and the Missouri State Highway Patrol.

    Washington, DC — Today, Congresswoman Marcy Kaptur (OH-09), Ranking Member of the House Appropriations Subcommittee on Energy and Water Development, and Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee and Ranking Member of the Subcommittee on Energy and Water Development, sent a letter to Department of Energy (DOE) Secretary Chris Wright expressing deep concern about the Department’s recently announced caps on indirect costs for DOE research for a variety of recipients. The new caps, which follow the Department’s previously announced arbitrary cap on indirect costs for research at universities, will jeopardize critical research and innovation — and Kaptur and Murray call for the immediate reversal of the policy.

    The lawmakers note the policy will disproportionately hurt smaller research institutions: “Ultimately, this policy threatens to prevent smaller, under-resourced organizations from getting the support they need to conduct cutting-edge research, which will stifle innovation in regions that need investment the most.”

    If left to stand, the consequences of these cuts will be severe: multi-sector collaboration will be chilled, community-led innovation efforts across the US will be disrupted, and thousands of jobs supporting energy and infrastructure will be at risk. This abrupt policy change will undercut the very institutions — state and local governments, non-profits, and research organizations — that drive energy innovation, workforce development, and clean energy solutions in local communities. America’s energy future must be built on strong partnerships — not policies that penalize those on the front lines of progress.

    These abrupt changes have been announced without the transparency you have promised, without public engagement, and without any meaningful justification. Worse, they appear to ignore the diverse cost structures and compliance burdens that entities must absorb to responsibly manage federal funds. These are not “wasteful” administrative expenses — they are essential costs of conducting federally sponsored research that benefits the American people.

    We reiterate our call to immediately reverse these harmful caps, urge you to engage stakeholders and experts in crafting any future reforms, and request written responses to the following questions by no later than May 30:

    1. What will happen to existing (conditional and nonconditional) awards if they do not meet the new terms and conditions in this policy?
    2. What data and models did DOE use to conclude that a uniform 10 or 15% cap would be sufficient and sustainable across such varied institutional types (e.g., local governments, non-profits, for-profits)? Will DOE release this analysis publicly?
    3. How does DOE justify this cap given that many organizations and governments currently operate with indirect cost rates significantly higher than the new proposed cap?
    4. How does DOE reconcile these cost caps with existing negotiated indirect cost rates under OMB Circulars and 2 CFR 200, particularly where they exceed the new ceilings?
    5. What outreach or consultation — if any — did DOE undertake with non-profit, municipal, or private-sector stakeholders prior to issuing these policy changes?
    6. What specific exemptions, waivers, or appeal mechanisms will DOE make available for awards where capped indirect costs would result in program delays, layoffs, or funding shortfalls?
    7. Has DOE assessed the potential regional economic and workforce consequences of capping indirect costs on state, local, and non-profit implementation partners? If so, will DOE release that analysis publicly?

    1- This high-level consultation meeting between the African Union Commission (AUC) Chairperson, the Secretary-General of the League of Arab States (LAS) and the Secretary-General of the United Nations (UN), had the scope of unifying their peace efforts, achieving a more robust coordinated international response to halt the fighting and violence in Sudan, alleviate the suffering of the Sudanese people, ensure unimpeded humanitarian access, and reach a durable comprehensive ceasefire.

    2- While the meeting recalled the history of their successful efforts to resolve conflicts in Sudan over decades, hand in hand with other key member states and multilateral institutions, it recognized the challenges of ensuring effective multilateral coordination and a clear outlined division of labour which has impacted confidence among stakeholders and
    affected mediation efforts.

    3- The organisations reiterated their strong commitment to the sovereignty, unity, independence, and territorial integrity of Sudan, preventing the collapse of Sudanese national institutions, as well as building their efforts on relevant UN Security Council Resolutions, Jeddah Declaration, as well as the AU and LAS relevant Resolutions.

    4- This meeting outlined the need to define a coherent vision and approach to respond to the crisis in Sudan in a manner that is anchored in complementarity, comparative advantages
    and focused on strategic action underpinned by active cooperation.

    5- The meeting also recognized the need to strengthen multilateral coherence, through ensuring high-level agreement on a broader grouping configuration, to be developed and
    agreed upon, involving key multilateral institutions that could provide political support and leverage to their efforts. At the same time, agreeing to ensure coordination and
    complementarity with existing Member States configurations.

    6- The meeting agreed that upcoming UN General Assembly, AU and LAS Summits offer an opportunity for the heads of the relevant multilateral organizations to reconvene, sustaining high-level engagement, assessing the development of the situation in Sudan and agreeing on steps to enhance the efficiency of their concerted action.

  • MIL-OSI USA: Governor Kehoe Provides Update on May 16 Severe Storms and Tornadoes

     — JEFFERSON CITY – Today, Governor Mike Kehoe provided an update on the recovery efforts following the devastating severe storms and tornadoes that struck on May 16, leaving widespread destruction in St. Louis and the southeast Missouri region. Governor Kehoe and state officials spent Saturday with local officials in St. Louis surveying some of the hardest-hit areas. All levels of government are fully engaged, and recovery efforts continue across the region.

    Ahead of the storm, Governor Kehoe extended the Missouri State of Emergency declaration, which has allowed first responders, road crews, and emergency management officials to move quickly. The Missouri State Emergency Operations Plan remains in effect.

    • Damage Assessments and Local Support: State Emergency Management Agency (SEMA) regional coordinators continue working swiftly with local emergency managers to make initial damage assessments in preparation for a federal major disaster declaration request. SEMA staff are coordinating resource requests from local emergency managers for needed supplies, materials, and support services with sheltering, debris clearance, damage assessments, and other needs.     • White House Coordination and Federal Support: Governor Kehoe has been in direct contact with President Donald Trump, Department of Homeland Security Secretary Kristi Noem, Federal Emergency Management Agency (FEMA) Acting Administrator David Richardson, and Missouri’s Congressional delegation on the situation and discussed state efforts and federal assistance.

    Today, Governor Mike Kehoe also took two actions to expedite federal assistance to Missouri following the severe storms and tornadoes that struck the state on May 16, causing seven deaths and widespread damage in the St. Louis region and areas of southeast Missouri:

    • Governor Kehoe requested that President Donald Trump issue a federal Emergency Declaration for the State of Missouri in response to the May 16 tornadoes and severe storms, which, if approved, would authorize Direct Federal Assistance (DFA) and up to $5 million in immediate funding to the state to support emergency protective measures and debris removal.
    • The Governor also requested that FEMA participate in joint Preliminary Damage Assessments (PDA) of damage to homes and personal property in the City of St. Louis and St. Louis County along with Cape Girardeau, Iron, New Madrid, Scott, Stoddard, and Wayne counties in southeast Missouri, in preparation for a request by the Governor for a federal Major Disaster Declaration for these areas.

    “Friday’s severe storms and tornadoes caused devastation in the St. Louis region and areas of southeast Missouri, took the lives of seven people, resulted in thousands of homes, businesses, and public infrastructure being damaged or destroyed, and left tens of thousands without power,” Governor Kehoe said. “Local first responders, officials, businesses, and volunteer groups are working around the clock to recover, but the task before us is tremendously large and recovery will not be easy. A federal Emergency Declaration will provide an immediate infusion of needed funds while the joint preliminary damage assessments will allow the normal federal Major Disaster Declaration process to move forward. We appreciate President Trump, Secretary Noem, FEMA Acting Administrator Richardson, and Trump Administration officials for their quick communication and responsiveness to the situation.”

    A federal Emergency Declaration provides federal resources to support state response operations to protect lives, safeguard public health and provide for public safety. It does not delay or affect the process of pursuing a federal Major Disaster Declaration, which would provide Individual Assistance to help homeowners and renters, and Public Assistance, which would reimburse local governments for emergency response costs, debris removal, and repair and replacement of damaged roads, bridges, and other public infrastructure. Individual Assistance and Public Assistance require joint preliminary damage assessments by teams made up of representatives from FEMA, SEMA, the U.S. Small Business Administration, and local emergency management officials, extensive documentation, and a federal review process that can take weeks to complete.

    Beginning Wednesday, May 21, six teams will survey and verify documented damage in Cape Girardeau, Iron, New Madrid, St. Louis, Scott, Stoddard, and Wayne counties and the City of St. Louis to determine if Individual Assistance can be requested through FEMA. Individual Assistance allows eligible residents to seek federal assistance for temporary housing, housing repairs, replacement of damaged belongings, vehicles, and other qualifying expenses. Initial damage assessments for roads, bridges and other public infrastructure are ongoing, potentially resulting in a request for PDAs for Public Assistance in the future.

    SEMA continues to coordinate with local officials and volunteer and faith-based partners to identify needs and assist impacted families and individuals.     “Whilst we acknowledge indications of a limited restart of aid, Israel blocked humanitarian aid entering Gaza for over two months. Food, medicines and essential supplies are exhausted. The population faces starvation. Gaza’s people must receive the aid they desperately need.  

    “Prior to the aid block, the UN and humanitarian NGOs delivered aid into Gaza, working with great courage, at the risk of their lives and in the face of major access challenges imposed by Israel. These organisations subscribe to upholding humanitarian principles, operating independently, with neutrality, impartiality and humanity. They have the logistical capacity, expertise and operational coverage to deliver assistance across Gaza to those who need it most.  

    “Israel’s security cabinet has reportedly approved a new model for delivering aid into Gaza, which the UN and our humanitarian partners cannot support. They are clear that they will not participate in any arrangement that does not fully respect the humanitarian principles. Humanitarian principles matter for every conflict around the world and should be applied consistently in every warzone. We also reiterate our firm message that Hamas must immediately release all remaining hostages and allow humanitarian assistance to be distributed without interference. It is our firm conviction that an immediate return to a ceasefire and working towards the implementation of a two-state solution are the only way to bring peace and security to Israelis and Palestinians and ensure long-term stability for the whole region.”

    THE PRESIDENT:  Thank you.  Thank you very much, everybody.  (Applause.)  Wow.  Thank you very, very much.

    Vice President Vance, Speaker Johnson, Senator Thune, Chief Justice Roberts, justices of the Supreme Court of the United States, President Clinton, President Bush, President Obama, President Biden, Vice President Harris, and my fellow citizens, the golden age of America begins right now.  (Applause.)  
     
    From this day forward, our country will flourish and be respected again all over the world.  We will be the envy of every nation, and we will not allow ourselves to be taken advantage of any longer.  During every single day of the Trump administration, I will, very simply, put America first.  (Applause.) 
     
    Our sovereignty will be reclaimed.  Our safety will be restored.  The scales of justice will be rebalanced.  The vicious, violent, and unfair weaponization of the Justice Department and our government will end.  (Applause.)  
     
    And our top priority will be to create a nation that is proud, prosperous, and free.  (Applause.)

    America will soon be greater, stronger, and far more exceptional than ever before.  (Applause.) 
     
    I return to the presidency confident and optimistic that we are at the start of a thrilling new era of national success.  A tide of change is sweeping the country, sunlight is pouring over the entire world, and America has the chance to seize this opportunity like never before.  
     
    But first, we must be honest about the challenges we face.  While they are plentiful, they will be annihilated by this great momentum that the world is now witnessing in the United States of America. 
     
    As we gather today, our government confronts a crisis of trust.  For many years, a radical and corrupt establishment has extracted power and wealth from our citizens while the pillars of our society lay broken and seemingly in complete disrepair.  
     
    We now have a government that cannot manage even a simple crisis at home while, at the same time, stumbling into a continuing catalogue of catastrophic events abroad. 
     
    It fails to protect our magnificent, law-abiding American citizens but provides sanctuary and protection for dangerous criminals, many from prisons and mental institutions, that have illegally entered our country from all over the world.  
     
    We have a government that has given unlimited funding to the defense of foreign borders but refuses to defend American borders or, more importantly, its own people. 
     
    Our country can no longer deliver basic services in times of emergency, as recently shown by the wonderful people of North Carolina — who have been treated so badly — (applause) — and other states who are still suffering from a hurricane that took place many months ago or, more recently, Los Angeles, where we are watching fires still tragically burn from weeks ago without even a token of defense.  They’re raging through the houses and communities, even affecting some of the wealthiest and most powerful individuals in our country — some of whom are sitting here right now.  They don’t have a home any longer.  That’s interesting.  But we can’t let this happen.  Everyone is unable to do anything about it.  That’s going to change. 
     
    We have a public health system that does not deliver in times of disaster, yet more money is spent on it than any country anywhere in the world.  

    And we have an education system that teaches our children to be ashamed of themselves — in many cases, to hate our country despite the love that we try so desperately to provide to them.  All of this will change starting today, and it will change very quickly.  (Applause.)
     
    My recent election is a mandate to completely and totally reverse a horrible betrayal and all of these many betrayals that have taken place and to give the people back their faith, their wealth, their democracy, and, indeed, their freedom.  From this moment on, America’s decline is over.  (Applause.)
     
    Our liberties and our nation’s glorious destiny will no longer be denied.  And we will immediately restore the integrity, competency, and loyalty of America’s government. 
     
    Over the past eight years, I have been tested and challenged more than any president in our 250-year history, and I’ve learned a lot along the way. 
     
    The journey to reclaim our republic has not been an easy one — that, I can tell you.  Those who wish to stop our cause have tried to take my freedom and, indeed, to take my life. 
     
    Just a few months ago, in a beautiful Pennsylvania field, an assassin’s bullet ripped through my ear.  But I felt then and believe even more so now that my life was saved for a reason.  I was saved by God to make America great again.  (Applause.)

    That is why each day under our administration of American patriots, we will be working to meet every crisis with dignity and power and strength.  We will move with purpose and speed to bring back hope, prosperity, safety, and peace for citizens of every race, religion, color, and creed. 
     
    For American citizens, January 20th, 2025, is Liberation Day.  (Applause.)  It is my hope that our recent presidential election will be remembered as the greatest and most consequential election in the history of our country.  
     
    As our victory showed, the entire nation is rapidly unifying behind our agenda with dramatic increases in support from virtually every element of our society: young and old, men and women, African Americans, Hispanic Americans, Asian Americans, urban, suburban, rural.  And very importantly, we had a powerful win in all seven swing states — (applause) — and the popular vote, we won by millions of people.  (Applause.) 

    To the Black and Hispanic communities, I want to thank you for the tremendous outpouring of love and trust that you have shown me with your vote.  We set records, and I will not forget it.  I’ve heard your voices in the campaign, and I look forward to working with you in the years to come. 
     
    Today is Martin Luther King Day.  And his honor — this will be a great honor.  But in his honor, we will strive together to make his dream a reality.  We will make his dream come true.  (Applause.)
     
    Thank you.  Thank you.  Thank you.  (Applause.)
     
    National unity is now returning to America, and confidence and pride is soaring like never before.  In everything we do, my administration will be inspired by a strong pursuit of excellence and unrelenting success.  We will not forget our country, we will not forget our Constitution, and we will not forget our God.  Can’t do that.  (Applause.)
     
    Today, I will sign a series of historic executive orders.  With these actions, we will begin the complete restoration of America and the revolution of common sense.  It’s all about common sense.  (Applause.)
     
    First, I will declare a national emergency at our southern border.  (Applause.)
     
    All illegal entry will immediately be halted, and we will begin the process of returning millions and millions of criminal aliens back to the places from which they came.  We will reinstate my Remain in Mexico policy.  (Applause.)
     
    I will end the practice of catch and release.  (Applause.)
     
    And I will send troops to the southern border to repel the disastrous invasion of our country.  (Applause.)
     
    Under the orders I sign today, we will also be designating the cartels as foreign terrorist organizations.  (Applause.)
     
    And by invoking the Alien Enemies Act of 1798, I will direct our government to use the full and immense power of federal and state law enforcement to eliminate the presence of all foreign gangs and criminal networks bringing devastating crime to U.S. soil, including our cities and inner cities.  (Applause.) 
     
    As commander in chief, I have no higher responsibility than to defend our country from threats and invasions, and that is exactly what I am going to do.  We will do it at a level that nobody has ever seen before.
     
    Next, I will direct all members of my cabinet to marshal the vast powers at their disposal to defeat what was record inflation and rapidly bring down costs and prices.  (Applause.) 
     
    The inflation crisis was caused by massive overspending and escalating energy prices, and that is why today I will also declare a national energy emergency.  We will drill, baby, drill.  (Applause.)
     
    America will be a manufacturing nation once again, and we have something that no other manufacturing nation will ever have — the largest amount of oil and gas of any country on earth — and we are going to use it.  We’ll use it.  (Applause.)
     
    We will bring prices down, fill our strategic reserves up again right to the top, and export American energy all over the world.  (Applause.) 
     
    We will be a rich nation again, and it is that liquid gold under our feet that will help to do it. 
     
    With my actions today, we will end the Green New Deal, and we will revoke the electric vehicle mandate, saving our auto industry and keeping my sacred pledge to our great American autoworkers.  (Applause.)
     
    In other words, you’ll be able to buy the car of your choice.
     
    We will build automobiles in America again at a rate that nobody could have dreamt possible just a few years ago.  And thank you to the autoworkers of our nation for your inspiring vote of confidence.  We did tremendously with their vote.  (Applause.)  
     
    I will immediately begin the overhaul of our trade system to protect American workers and families.  Instead of taxing our citizens to enrich other countries, we will tariff and tax foreign countries to enrich our citizens.  (Applause.)
     
    For this purpose, we are establishing the External Revenue Service to collect all tariffs, duties, and revenues.  It will be massive amounts of money pouring into our Treasury, coming from foreign sources. 
     
    The American dream will soon be back and thriving like never before.  

    To restore competence and effectiveness to our federal government, my administration will establish the brand-new Department of Government Efficiency.  (Applause.)
     
    After years and years of illegal and unconstitutional federal efforts to restrict free expression, I also will sign an executive order to immediately stop all government censorship and bring back free speech to America.  (Applause.)
     
    Never again will the immense power of the state be weaponized to persecute political opponents — something I know something about.  (Laughter.)  We will not allow that to happen.  It will not happen again.
     
    Under my leadership, we will restore fair, equal, and impartial justice under the constitutional rule of law.  (Applause.)
     
    And we are going to bring law and order back to our cities.  (Applause.) 
     
    This week, I will also end the government policy of trying to socially engineer race and gender into every aspect of public and private life.  (Applause.)  We will forge a society that is colorblind and merit-based.  (Applause.)  
     
    As of today, it will henceforth be the official policy of the United States government that there are only two genders: male and female.  (Applause.)
     
    This week, I will reinstate any service members who were unjustly expelled from our military for objecting to the COVID vaccine mandate with full back pay.  (Applause.)
     
    And I will sign an order to stop our warriors from being subjected to radical political theories and social experiments while on duty.  It’s going to end immediately.  (Applause.)  Our armed forces will be freed to focus on their sole mission: defeating America’s enemies.  (Applause.)
     
    Like in 2017, we will again build the strongest military the world has ever seen.  We will measure our success not only by the battles we win but also by the wars that we end — and perhaps most importantly, the wars we never get into.  (Applause.)  
     
    My proudest legacy will be that of a peacemaker and unifier.  That’s what I want to be: a peacemaker and a unifier.
     
    I’m pleased to say that as of yesterday, one day before I assumed office, the hostages in the Middle East are coming back home to their families.  (Applause.)
     
    Thank you.
     
    America will reclaim its rightful place as the greatest, most powerful, most respected nation on earth, inspiring the awe and admiration of the entire world. 
     
    A short time from now, we are going to be changing the name of the Gulf of Mexico to the Gulf of America — (applause) — and we will restore the name of a great president, William McKinley, to Mount McKinley, where it should be and where it belongs.  (Applause.)
     
    President McKinley made our country very rich through tariffs and through talent — he was a natural businessman — and gave Teddy Roosevelt the money for many of the great things he did, including the Panama Canal, which has foolishly been given to the country of Panama after the United Spates — the United States — I mean, think of this — spent more money than ever spent on a project before and lost 38,000 lives in the building of the Panama Canal. 
     
    We have been treated very badly from this foolish gift that should have never been made, and Panama’s promise to us has been broken. 
     
    The purpose of our deal and the spirit of our treaty has been totally violated.  American ships are being severely overcharged and not treated fairly in any way, shape, or form.  And that includes the United States Navy.
     
    And above all, China is operating the Panama Canal.  And we didn’t give it to China.  We gave it to Panama, and we’re taking it back.  (Applause.)
     
    Above all, my message to Americans today is that it is time for us to once again act with courage, vigor, and the vitality of history’s greatest civilization. 
     
    So, as we liberate our nation, we will lead it to new heights of victory and success.  We will not be deterred.  Together, we will end the chronic disease epidemic and keep our children safe, healthy, and disease-free.  
     
    The United States will once again consider itself a growing nation — one that increases our wealth, expands our territory, builds our cities, raises our expectations, and carries our flag into new and beautiful horizons.  
     
    And we will pursue our manifest destiny into the stars, launching American astronauts to plant the Stars and Stripes on the planet Mars.  (Applause.)
     
    Ambition is the lifeblood of a great nation, and, right now, our nation is more ambitious than any other.  There’s no nation like our nation.
     
    Americans are explorers, builders, innovators, entrepreneurs, and pioneers.  The spirit of the frontier is written into our hearts.  The call of the next great adventure resounds from within our souls. 
     
    Our American ancestors turned a small group of colonies on the edge of a vast continent into a mighty republic of the most extraordinary citizens on Earth.  No one comes close.
     
    Americans pushed thousands of miles through a rugged land of untamed wilderness.  They crossed deserts, scaled mountains, braved untold dangers, won the Wild West, ended slavery, rescued millions from tyranny, lifted billions from poverty, harnessed electricity, split the atom, launched mankind into the heavens, and put the universe of human knowledge into the palm of the human hand.  If we work together, there is nothing we cannot do and no dream we cannot achieve.  
     
    Many people thought it was impossible for me to stage such a historic political comeback.  But as you see today, here I am.  The American people have spoken.  (Applause.)
     
    I stand before you now as proof that you should never believe that something is impossible to do.  In America, the impossible is what we do best.  (Applause.)
     
    From New York to Los Angeles, from Philadelphia to Phoenix, from Chicago to Miami, from Houston to right here in Washington, D.C., our country was forged and built by the generations of patriots who gave everything they had for our rights and for our freedom.  
     
    They were farmers and soldiers, cowboys and factory workers, steelworkers and coal miners, police officers and pioneers who pushed onward, marched forward, and let no obstacle defeat their spirit or their pride.  
     
    Together, they laid down the railroads, raised up the skyscrapers, built great highways, won two world wars, defeated fascism and communism, and triumphed over every single challenge that they faced. 
     
    After all we have been through together, we stand on the verge of the four greatest years in American history.  With your help, we will restore America promise and we will rebuild the nation that we love — and we love it so much.  
     
    We are one people, one family, and one glorious nation under God.  So, to every parent who dreams for their child and every child who dreams for their future, I am with you, I will fight for you, and I will win for you.  We’re going to win like never before.  (Applause.)

    Today Governor Josh Stein visited Carolina Domes in Union Mills to propose additional funding for the Hurricane Helene recovery effort. Governor Stein recommends an additional $891 million to help western North Carolina rebuild.

    “Western North Carolina is coming back strong, but there is much more work to do,” said Governor Josh Stein. “I urge the General Assembly to pass a second round of funding so that the rebuilding and recovery efforts can continue as quickly and effectively as possible.”

    Governor Stein’s budget proposal includes: 

    • $260 million to spur economic recovery by supporting businesses and local governments and promoting western North Carolina’s tourism industry.
    • $239 million to strengthen critical infrastructure by repairing damaged schools, expanding debris clean-up, and investing in projects to safeguard against future disasters.
    • $113 million to advance housing recovery and provide assistance to families who have struggled with rent, mortgage, and utility bills.
    • $105 million to rehabilitate waterways and land used by farmers as well as fund wildfire prevention and response.
    • $23 million to address food insecurity in western North Carolina and the needs of affected community colleges.
    • $152 million for required state matching of federal disaster programs, investments in communication and disaster system improvements, and existing requirements that are not funded by state or federal dollars. 

    The Stein administration continues to be laser-focused on rebuilding western North Carolina. During Small Business Week, Governor Stein and North Carolina Secretary of Commerce Lee Lilley highlighted small businesses in Marshall that were impacted by Helene. He also announced that the Dogwood Health Trust, the Duke Endowment, and the State of North Carolina have distributed $55 million to more than 2,000 businesses in western North Carolina.

    The State of North Carolina also launched an additional $55 million state infrastructure program allowing local governments to apply for up to $1 million to rebuild public infrastructure that small business rely on, such as sidewalks and sewers. The Governor also joined the commencement ceremonies of Appalachian State University, Western Carolina University, and Asheville-Buncombe Technical Community College to honor the graduates’ resiliency in the wake of Hurricane Helene.
