  • MIL-OSI Europe: Answer to a written question – Guaranteeing the continuation of UNRWA’s work in Palestinian territories illegally occupied by Israel – E-000432/2025(ASW)

    The EU has condemned any attempt by Israel to abrogate the 1967 agreement between Israel and the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) or to otherwise attempt to obstruct its capacity to operate its mandate[1]. The EU has stressed the essential role of UNRWA, which provides crucial support to the civilian population in both Gaza and the wider region and committed to continuing its support to the Agency [2].

    In 2024, following the fulfilment by UNRWA of all the conditions agreed for the 2024 EU funding, the Commission disbursed a total of EUR 92 million to the Agency[3]. This came in addition to the EUR 48.5 million of EU humanitarian funding in 2024. In 2025, the EU is committed to continuing its support for the Agency, and as a part of its multiannual and comprehensive programme for Palestine[4] 2025-27[5]. The Commission is willing to propose to allocate EUR 82 million per year to provide services to Palestine refugees via UNRWA, both in the occupied Palestinian territory and the wider region. This will enable UNRWA to continue ensuring its crucial role both as a humanitarian and a development actor.

    The EU has been consistently clear that political engagement and open dialogue are the most effective ways to convey concerns, including to the Israeli government. The current EU-Israel Association Agreement[6] is the legal basis for the ongoing dialogue and cooperation with Israel and it provides a useful mechanism to discuss and advance the EU stance. In this regard, the Association Council meeting that took place in February 2025[7] was an opportunity to pass clear messages with regard to the situation in Gaza and the West Bank. The Commission keeps under constant review all EU agreements with third countries, and the principles and values upon which they are based.

    The EU is extremely concerned by reports on the humanitarian situation in Gaza, which suggest that food supplies brought in during the ceasefire are running out. Under international humanitarian law, humanitarian aid must reach civilians in need. The EU has repeatedly called on Israel to lift the blockade on Gaza to allow humanitarian aid to start flowing at scale into and throughout the strip[8].

  • MIL-OSI Europe: Ukraine: New surgical unit opens in Zhytomyr hospital under EU-backed recovery programme

    • A surgical unit at Pavlusenko Hospital in Zhytomyr has been rebuilt to serve nearly two million residents in the oblast.
    • It is now equipped with modern medical systems and upgraded infrastructure, doubling the hospital’s capacity to treat patients.
    • The project to rebuild the surgical unit was implemented under the EIB’s Ukraine Recovery Programme, which supports local communities across the country by helping to restore essential social infrastructure.

    A surgical unit at V.P. Pavlusenko Hospital No.2 in Zhytomyr opened today following a comprehensive reconstruction project supported by the European Investment Bank (EIB). As an important healthcare provider in the region, the hospital plays a vital role in delivering specialised surgical care to residents of Zhytomyr and to internally displaced people now living in the oblast. Thanks to EU support, over 6 000 patients will now benefit from timely, high-quality treatment every year in an improved and more efficient setting.

    The reconstruction project involved upgrading the surgical unit’s internal infrastructure, creating a safer and more functional space for surgical care. The work covered essential systems, such as heating, ventilation and cooling systems, internal water supply and wastewater systems, electrical equipment and lighting, medical gas supply, the fire alarm and wired internet network – all critical for the smooth operation of a medical facility. The surgical unit also received essential medical support systems, including a vacuum station, a compressor unit and a modular chiller, along with new hospital furniture to equip the facility for daily use.

    The total investment of €511 000 was provided under the Ukraine Recovery Programme – a joint initiative of the European Union and its bank, the EIB, implemented in partnership with Ukraine’s Ministry for Development of Communities and Territories, the Ministry of Finance and the local authorities of Zhytomyr Oblast and the city of Zhytomyr. Technical assistance for the programme was provided by the United Nations Development Programme (UNDP) in Ukraine.

    In total, 13 projects under EIB-financed recovery programmes – with a total value of nearly €20 million – have either been completed or are in progress in Zhytomyr Oblast. These include projects to rehabilitate healthcare and education facilities and an administrative building, as well as key water and sanitation infrastructure – all essential to maintain public services and improve living conditions amid the ongoing war.

    EIB Vice-President Teresa Czerwińska, who is responsible for the Bank’s operations in Ukraine, said: “I am pleased to see another reconstructed facility delivered quickly and according to the highest standards – this time, the surgical unit at Zhytomyr Hospital. Through our recovery programmes, the EIB is helping to rebuild vital social infrastructure across Ukraine – hospitals, schools, kindergartens, social housing and water facilities – ensuring that all communities have access to quality services and dignified living conditions.”

    Rémi Duflot, Chargé d’Affaires a.i. of the EU Delegation to Ukraine, said: “In the face of ongoing destruction and daily attacks by Russia, the European Union stands steadfast in its commitment to help Ukraine rebuild itself. Each completed project – such as this surgical unit at Zhytomyr Hospital No. 2 – is a powerful symbol of solidarity and cooperation. These efforts are not only about restoring what has been lost, but also about rebuilding a stronger, better future for Ukraine.     Head of the Zhytomyr Regional Military Administration Vitalii Bunechko said: “The upgraded surgical unit strengthens our region’s healthcare system, bringing modern, high-quality care closer to thousands of residents. Despite the war, the hospital team and local contractors worked tirelessly to finish the project on time. Their dedication shows how committed Ukrainians are to moving forward, even under fire. It’s one of 13 projects supported by the EIB in Zhytomyr Oblast, and we are sincerely grateful to the European Union for its support.”

    First Deputy Mayor of Zhytomyr Svitlana Olshanska said: “The major reconstruction of the surgical unit at V.P. Pavlusenko Hospital No.2 was urgently needed, it has turned it into a modern, fully equipped space where patients can receive high-quality care in safe and comfortable conditions. This is a vital improvement for our city, and we are continuing this progress with the ongoing capital repairs of the hospital’s emergency department, also supported by the EIB.”

    UNDP Resident Representative in Ukraine Jaco Cilliers said: “UNDP is proud to support Ukrainian communities on the ground by helping turn recovery plans into reality. Thanks to EIB financing and national leadership, we are ensuring that EU-backed projects like this surgical unit in Zhytomyr deliver real impact where it’s needed most.”

    Background information

    The EIB in Ukraine 

    The EIB Group has supported Ukraine’s resilience, economy and recovery efforts since the first days of Russia’s full-scale invasion, with €2.2 billion already disbursed since 2022. The EIB continues to focus on securing Ukraine’s energy supply, restoring damaged infrastructure and maintaining essential public services across the country. Under a guarantee agreement signed with the European Commission, the EIB is set to invest at least €2 billion more in urgent recovery and reconstruction. This funding is part of the European Union’s €50 billion Ukraine Facility for 2024-2027 and is fully aligned with the priorities of the Ukrainian government.

    EIB recovery programmes in Ukraine

    The war has inflicted severe damage on Ukraine’s healthcare system. According to the Fourth Rapid Damage and Needs Assessment (RDNA4), the health sector has suffered substantial losses since February 2022. Direct damage to healthcare facilities is a major concern, with RDNA4 finding that 1 603 facilities (16.2%) have been destroyed or damaged. The war has also disrupted access to care and strained resources, putting immense pressure on medical personnel. The reconstruction of the surgical unit in Zhytomyr is a critical part of the effort to rebuild and strengthen healthcare infrastructure, ensuring that residents can receive necessary medical care amidst these challenges.

    The reconstruction of the surgical unit at V.P. Pavlusenko Hospital No. 2 in Zhytomyr was carried out under the Ukraine Recovery Programme, one of three recovery programmes supported by the European Investment Bank (EIB). As of May 2025, the EIB has provided €740 million across these programmes to support Ukraine’s recovery. The funding helps the government to restore essential services in communities across the country – including schools, kindergartens, hospitals, housing, heating and water systems. These EIB-backed programmes are further supported by €15 million in EU grants to facilitate implementation. The Ministry for Development of Communities and Territories of Ukraine, in cooperation with the Ministry of Finance, coordinates and oversees programme implementation, while local authorities and self-governments are responsible for managing recovery sub-projects. The United Nations Development Programme (UNDP) in Ukraine provides technical assistance to local communities, supporting project implementation and ensuring independent monitoring for transparency and accountability.   • MIL-OSI Security: 128th Air Refueling Wing Hosts Joint Tactical Training with U.S. Marshals and Milwaukee Police

    Milwaukee, WI – The 128th Air Refueling Wing partnered with the U.S. Marshals Service and the Milwaukee Police Department to conduct a two-day combined training event, April 16–17, 2025, on base at General Mitchell Air National Guard Base.

    The joint training brought together 128 ARW Security Forces personnel and local law enforcement agencies for a series of advanced tactical exercises designed to strengthen interagency coordination, improve tactical response, and enhance mission readiness across all organizations involved. The event was led by instructors from the U.S. Marshals Service and featured realistic, hands-on training scenarios.

    Training events kicked off inside one of the Wing’s aircraft hangars with vehicle operations, where teams practiced high-risk vehicle approaches, tactical maneuvers, and suspect extraction techniques in confined spaces. The realistic environment allowed both military and civilian law enforcement personnel to work side by side, learning and refining techniques for use in operational settings.

    The second portion of the training focused on vehicle ballistics using paint rounds. This exercise provided participants with a safe but realistic simulation of weapons engagement around vehicles, emphasizing the effectiveness of cover, angles of fire, and decision-making under pressure.

    The final segment took place in an open-air environment and included instruction on coordinated movement, suspect pursuit and apprehension, and communication strategies between agencies. The training highlighted the importance of interoperability and real-time decision-making in complex, evolving situations.

    “Joint training events like this one with the Wisconsin Air National Guard allows our agency to utilize additional training venues and strengthen inter-agency relationships that enhance community law enforcement initiatives,” said Anna Ruzinski, U.S. Marshal for the Eastern District of Wisconsin. “We are very grateful to the WI ANG for their support in providing an excellent training location and the opportunity to collaborate with their security forces personnel, as well as for support from the city of Cudahy Emergency Medical Services in conducting a realistic medical response scenario.”

  • CAQM implements Stage-I of GRAP in Delhi-NCR to curb worsening air quality

    The Commission for Air Quality Management (CAQM) in the National Capital Region (NCR) and adjoining areas has invoked Stage-I of the Graded Response Action Plan (GRAP) with immediate effect on Friday, following a noticeable deterioration in air quality over the past two days. The decision was taken during a meeting of the Sub-Committee on GRAP held on May 16, after a sudden spike in the Air Quality Index (AQI) was recorded, primarily attributed to the long-range transport of dust and strong surface winds.
     
    Delhi’s average AQI stood at 278 on May 16, placing it in the ‘Poor’ category, according to the Central Pollution Control Board (CPCB). This marked a marginal increase from the previous day, despite forecasts predicting improvement. Based on current IMD and IITM forecasts, the air quality is expected to remain in the lower range of the ‘Poor’ category on May 17 as well.
     
    In response, CAQM has directed the immediate implementation of all measures outlined under Stage-I of the GRAP across the entire NCR. These actions aim to prevent any further degradation of air quality and will be enforced and monitored by all concerned agencies. The commission has urged the public to cooperate and strictly follow the Citizen Charter associated with Stage-I.
     
    Among the key advisories for citizens are maintaining properly tuned vehicles, ensuring up-to-date Pollution Under Control (PUC) certificates, avoiding vehicle idling at traffic lights, refraining from the use of old diesel or petrol vehicles beyond 10–15 years, and using eco-friendly alternatives during festivities. People are also encouraged to report polluting activities via mobile apps such as the 311 App, Green Delhi App, and SAMEER App.
     
    The 27-point action plan under Stage-I includes stringent dust mitigation at construction and demolition sites, regular lifting of municipal and hazardous waste, increased mechanized road sweeping, intensified use of anti-smog guns and water sprinkling, and strict enforcement of pollution norms across industries and vehicular traffic. Notably, all construction projects on plots of 500 square metres or more must be registered on the relevant state portals and comply with dust mitigation rules.
     
    Agencies have also been directed to stop illegal waste dumping, enforce emission standards in thermal power plants, prohibit the use of diesel generators as regular power sources, and ensure only clean fuels are used in eateries. Additional measures involve minimizing power cuts, managing traffic congestion, discouraging the use of firecrackers, and encouraging collective commuting among office-goers.
     
    Information dissemination will be stepped up through bulk SMS, social media, and mobile apps to keep citizens informed about pollution levels, complaint redressal mechanisms, and government actions.
     
    CAQM has assured that it will continue to closely monitor the air quality in the region and take further decisions based on upcoming forecasts and ground-level implementation of the prescribed measures.

  • MIL-OSI USA: As Trump Racks Up Corrupt Deals, Kaine & Colleagues File Joint Resolutions of Disapproval to Block $3.5 Billion in Arms Sales to Qatar and the UAE

    WASHINGTON, D.C. – U.S. Senators Tim Kaine (D-VA), Chris Murphy (D-CT), Chris Van Hollen (D-MD), Brian Schatz (D-HI), all members of the Senate Foreign Relations Committee, and Bernie Sanders (I-VT) filed four joint resolutions of disapproval (JRD) to block a $1.9 billion arms sale to Qatar and three arms sales—totaling $1.6 billion—to the United Arab Emirates (UAE) as President Donald Trump racks up corrupt deals with those countries. The Senate is required to vote on JRDs.
    The introductions come after Qatar offered to gift President Trump a $400 million luxury Boeing 747 jumbo jet; an investment firm backed by the Emiratis announced that it would use a stablecoin issued by a crypto company directly backed by the Trump family to facilitate a $2 billion investment in the Binance cryptocurrency exchange; and after the Trump Organization signed a $5.5 billion golf course and real estate deal with Dar Global and Qatari Diar, a firm established by Qatar’s sovereign wealth fund.
    “Everywhere I go in Virginia, I hear about how worried folks are about price hikes because of President Trump’s tariffs and the massive cuts he’s trying to implement on basic government services, including Medicaid. Meanwhile, he’s hatching secret plans with corrupt foreign governments to enrich himself with crypto deals, golf courses, and a luxury plane?” said Kaine. “I’m glad to be working with my colleagues to force votes on legislation challenging arms sales to Qatar and the United Arab Emirates to make it clear that bribing an American president is one of the fastest ways to poison your relationship with the United States. Countries around the world should take notice.”
    The JRDs would block the following sales:
    A $1.9 billion arm sale to Qatar, which would include:
    Eight MQ-9B Armed Drones and associated equipment, including 200 JDAM tail kits, 300 500-lb bombs, and 110 Hellfire II missiles.

    Three separate arms sales totaling $1.6 billion to the UAE, which would include the sales of:
    Six CH-47F Block II Chinook helicopters and associated equipment, valued at $1.32 billion;
    F-16 aircraft components, accessories, and defense services, valued at $130 million;
    Spare and repair parts to support the UAE’s fleet of AH-64 Apache, UH-60 Black Hawk, and CH-47 Chinook aircraft, and other logistics and program support, valued at $150 million.

  • MIL-OSI USA: Warner & Kaine Announce Over $15.2 Million to Address Coastal Resilience in Virginia Beach and on Tangier Island

    WASHINGTON, D.C. – Today, U.S. Senators Mark R. Warner and Tim Kaine (both D-VA) announced $15,250,000 in federal funding to address sea level rise and expand flood resiliency in Virginia Beach and on Tangier Island.
    “Coastal Virginia has long been identified as one of the most vulnerable regions of the country to flooding, but thanks to smart federal investments, we’re not just worrying about it anymore—we’re doing something about it,” said the senators. “We’re proud to announce this funding to advance a citywide plan for flood resilient infrastructure in Virginia Beach and to take a significant step forward in slowing erosion of Tangier Island and restoring it to its historical dimensions to preserve this unique part of Virginia. We will keep working to improve resiliency and combat climate change throughout the Commonwealth.”
    The funding is broken down as follows:
    $10,300,000 for Tangier Island for maintenance dredging and shoal removal within navigation channels in the Chesapeake Bay. The dredged material will be used to address persistent erosion and will be part of a plan to eventually restore the island.
    $4,950,000 for the Virginia Beach and Vicinity Coastal Storm Risk Management Study. The Coastal Storm Risk Management Study will develop and engineer large-scale flood resilience projects to reduce flood vulnerability for the City of Virginia Beach.
    Warner and Kaine have long worked to secure significant federal funding to increase resiliency and protect Virginia’s coastal communities from the impacts of sea level rise. The senators previously secured $1.9 million from the Bipartisan Infrastructure Law and Fiscal Year 2024 government funding bill for the Virginia Beach and Vicinity Coastal Storm Risk Management Study. Warner and Kaine secured $800,000 in the Fiscal Years 2023 and 2024 government funding bills for studying and permitting the use of dredged material to be used to help Tangier address sea level rise and recurrent coastal flooding and storms. The senators have also secured nearly $399 million for the Norfolk Coastal Storm Risk Management project and $3 million for the Peninsula Regional Flood Risk Management feasibility study for the City of Hampton and the surrounding region.

    Imagine stepping onto a steamship along the Hudson River in 1900, setting off on a transatlantic journey that will take a full week. You turn to a fellow passenger and say, “In just a few decades, this same trip will take seven hours—and we’ll do it in the sky.” You’d likely be met with polite disbelief, maybe even a chuckle. The idea would sound more like fantasy than foresight. And yet, that’s exactly what happened. What once seemed impossible quickly became the new normal.

    And that’s about to happen with AI and business, but with once unimaginable progress compressed into a few years instead of decades. Many organizations are in the initial phase of AI transformation, with humans tapping AI as an assistant. Some have already reached the second phase, forming teams of humans and agents working together toward common goals.  

    But phase three, the Frontier Firm, where humans empower AI to become the operational engine of business—and agents become the primary producers of work—is harder to envision. It’s “imagining the impossible” territory. And the main barrier to getting there is not the limits of technology; it’s the challenge of imagining a totally new way to work and structure organizations, then figuring out how to execute that transformation. 

    The three phases of AI transformation 

    As we said last month in the 2025 Work Trend Index Annual Report, we see organizations moving through three phases on their way to becoming entirely new businesses, powered by intelligence on demand. Knowledge workers will no longer handle all knowledge work, with agents executing more and more of it. Human roles will refocus around vision, strategy, relationship building, and managing agents. 

    At Microsoft, we’re not just talking about this transformation—we’re living it. Our sales organization is actively navigating all three phases at once. By testing and scaling new tools like Microsoft 365 Copilot, Sales Chat, and our autonomous Sales Agent, we’re learning what works, where the friction points are, and how to evolve both our technology and our ways of working. These internal experiences are helping us refine the path forward—not just for ourselves, but for every organization on this journey.  

    “The core of what makes a good seller hasn’t changed,” says Pam Maynard, our Chief AI Transformation Officer for Microsoft Commercial. “They deeply understand the customer’s context, priorities, and pain points, and then map our solutions to those needs.” Increasingly, that will come from hybrid teams of humans + agents. 

    Phase 1: Human with assistant 
    Every employee uses AI as a personal assistant to work better and faster—writing, analyzing data, generating code. This is about productivity on a personal level rather than team or organizational. At scale, the impact means organizations working in the same way, using the same processes but more efficiently. In phase one, humans still drive the work. 

    For our sales organization, this step has focused on high-volume tasks: the administrative work that sellers often repeat dozens of times a day, like updating CRM records or taking meeting notes. “Copilot tackles the administrative minutiae so sellers can spend more time connecting with customers,” Maynard says. 

    The results? One sales team of nearly 700 people has already reported 9.4% higher revenue per person and 20% more deals closed compared to their peers with lower Copilot usage1—concrete gains that show how AI is driving real business outcomes. 

    Phase 2: Human-agent teams 
    Agents join the team as digital colleagues, taking on specific tasks at human direction—triaging support tickets, handling project management, facilitating meetings, contributing to brainstorming sessions. Agents boost efficiency and productivity at the team level, augment employees with new skills, and free them up to take on new, more valuable tasks. 

    At Microsoft, this shift is embodied in Sales Chat, an extension of Copilot that brings rich CRM and sales context directly into the seller’s workflow. Instead of toggling between dozens of tools to prepare for a customer meeting, sellers can now get instant access to detailed account and opportunity information, including licensing details, renewal timelines, and key decision-makers. It also surfaces high-level account summaries and revenue breakdowns, gives real-time coaching, and provides predictive insights to forecast deal outcomes and suggest next steps. “Before Sales Chat, sellers had to swivel between 20 different tools just to get the full picture,” Maynard says. “Now they can simply ask, ‘What do I need to know before my meeting with this customer?’ and get everything in one place. It points them straight to the highest-value action they can take.”  

    Phase 3: Human-led, agent-operated
    Humans define strategy and assign goals to agents. These agents work mostly with other agents to perform complex operations, escalating issues to humans for guidance when necessary. Agents will design workflows and even evaluate one another. Humans will monitor their progress through dashboards that summarize agentic activities, intervening only for critical decisions. We’ll see the emergence of a new career opportunity for humans in the AI age: agent manager, charged with building, delegating to, and supervising digital colleagues.  

    Progress through these phases won’t necessarily be linear—many companies will find themselves in more than one at the same time—and there will be a “jagged frontier” of AI transformation as you roll out phase three approaches across projects and teams. That’s part of progress, after all—people crossed the Atlantic via steamship well beyond the dawn of the aviation age. 

    The phase 3 frontier 

    Letting go of a more hands-on human role in day-to-day operations will feel daunting—especially in these early days. And being the first mover will always feel risky, but granting machines such unprecedented autonomy requires a new level of trust in our tools, and an understanding of what they can and cannot do well. 

    But with a little imagination you can move forward boldly and with manageable risk by taking a step-by-step approach: experimenting on low-stakes projects, verifying that they’re working well, documenting your learnings, and then scaling them. 

    For example, many companies hire sales development representatives to do the necessary but repetitive work of prospecting potential customers. An agent can take on that entry-level job in a territory where you weren’t planning to hire a human anyway. It’s the difference between hiring a digital worker—and finding value in an otherwise uncovered market—or no worker at all. 

    Our sales team uses our new Sales Agent to handle exactly that type of work. It can research leads, set up meetings, and email customers. A human seller takes over when it’s time to close the deal, just like they would with any early-in-career sales development rep. (Eventually, the agent will be able to close the deal itself.) 

    We’ve started in our small-to-medium business segment, where the scale of opportunity far exceeds what human sellers can cover. “There is absolutely zero chance we could effectively cover that opportunity with humans,” Maynard says. “It’s not about replacing sellers—it’s about unlocking value that was previously out of reach.” Many of these customers are already using Microsoft products but haven’t had a direct relationship with a seller. Sales Agent changes that, proactively identifying needs, offering tailored solutions, and improving the customer experience in a way that’s both scalable and cost-effective. In just the past three months, the agent has reached out to 36,000 prospects to generate sales leads, converting 10.4% into sales opportunities.2 

    Phase three is still early days for us. Even so, the shift is already giving rise to a new concept: the AI territory. “In a traditional territory, you assign a seller. In an AI territory, you assign an agent that can operate independently and deliver value,” Maynard says. “It’s a new business model for scale.”  

    A new perspective on AI and trust 

    It’s well established that we readily accept the risks that come with human mistakes while holding machines to a much higher standard (self-driving cars, for example). In the context of business, we worry AI might say or do the wrong thing, though we tolerate these same flaws in people every day. This asymmetric risk tolerance deserves examination, especially since AI systems can already do much more than we let them.  

    Consider how OpenAI o3’s ability to reason has brought breathtaking progress on key intelligence benchmarks. With AI developing so rapidly, is it more of a risk to take a leap or to keep waiting? Remember: companies have countless systems in place to mitigate risk caused by humans, and they can and will develop them for AI as well. 

    What’s more, no company is traveling the path to becoming a Frontier Firm for its own sake. Phase three–style transformation won’t just impact organizational structures; it will also drive growth. As you progress through this journey, the cost of human labor will decrease while digital labor costs rise, albeit marginally. Over time, new revenue streams will emerge, leading to an overall increase in profit margins. 

    Phase three means moving from directing people to designing systems. Leadership, meanwhile, shifts beyond managing people to orchestrating performance. To get started, test a new approach: choose one process in an area of low risk and strong potential, and try making it agent-led.  

    Worrying about the unknown is understandable. But the real risk here is inaction. The groundbreaking Frontier Firms that will reimagine knowledge work and dominate their industries in the coming decade are already pulling ahead.

Wildfire Awareness Month helps communities and land, and emergency managers prepare for increased fire activity by increasing awareness of how to create defensible space around a home as well as learning how to minimize risk during fire weather.  During Wildfire Awareness Month and throughout the year, the USGS provides essential information and tools to land managers, homeowners, federal and state agencies for investigating impacts before, during and after wildfires.

    Summary: Wildfires are becoming more destructive as burned area increases and as more homes are built in the wildland-urban interface, but it is unclear how these patterns are affected by changing wildfire behavior in different fuel types. To better understand changing patterns of wildfire destruction, we mapped buildings exposed to and destroyed by wildfires in the conterminous U.S. from 2000-2020. From these maps, we determined that the probability of an exposed building being destroyed by wildfire has more than tripled over the past two decades, and that more wildfire destruction is occurring in forests relative to grass and shrublands. Understanding these changing patterns can help us design more effective strategies to mitigate risk.

     — Today, during a ceremony at the Missouri State Capitol, Missouri National Guard Adjutant General Charles D. Hausman was promoted to the rank of Major General. 

    “This promotion is a testament to Major General Hausman’s remarkable leadership, dedication, and unwavering commitment to our state and nation,” said Governor Kehoe. “In the months since General Hausman assumed command, he has led Missouri’s soldiers and airmen at home and abroad through both day-to-day trainings and missions to their vital assistance with multiple rounds of winter storms and flooding across the state. On behalf of all Missourians, congratulations to General Hausman and the Hausman family on this well-deserved promotion.”

    Governor Kehoe selected Major General Hausman as the next Adjutant General of the Missouri National Guard on January 8, 2025, and he took command on February 1. With over 36 years of service in the Missouri National Guard, the General has an extensive military career with a high level of expertise in operational leadership, military strategy, and interagency coordination.

    “It is an honor and privilege to be entrusted with this responsibility,” General Hausman said. “Leading the exceptional soldiers and airmen of the Missouri National Guard as we carry out our mission of serving the people of Missouri and this great nation is the honor of a lifetime.”

    General Hausman enlisted in the Army Reserve in 1988, joined the Missouri National Guard in 1989, and transferred to Aviation in 1993. He has commanded at every level from company to brigade and held key staff positions such as Executive Officer of the 35th Combat Aviation Brigade, Deputy Director of Manpower and Personnel of Joint Force Headquarters, Deputy Commander of 70th Troop Command, and Director of Aviation and Safety of Joint Force Headquarters.

    In addition to his assignments within the United States and Missouri, General Hausman has had several assignments abroad including in Iraq, Kuwait, and Afghanistan.

    A seasoned aviation officer and combat veteran, he has earned multiple military awards including the Distinguished Service Medal, Legion of Merit with bronze oak leaf cluster, Defense Meritorious Service Medal, Meritorious Service Medal with three bronze oak leaf clusters, Air Medal with Numeral Two, and the Master Army Aviator Badge. He is qualified in the TH-67, UH-1 Huey, AH-1 Cobra, AH-64D Apache, and is qualified as an instructor pilot in the OH-58A/C and AH-64A Apache.

    The General received a Bachelor of Science degree in Aviation Technology from the University of Central Missouri in 1991 and a Master of Science degree in Aviation Safety from the University of Central Missouri in 1993. He completed a Master of Arts degree in National Security and Strategic Studies through the United States Naval War College in 2015.

    General Hausman is a native of Saint Joseph, Missouri, and currently resides in Jefferson City with his wife, Julie, and has two adult children, Alex and Libby.

  • MIL-OSI USA: Mexican National and Alleged Alien Smuggler Indicted on First Material Support of Terrorism Charges Against CJNG Member

    An indictment unsealed today in the Western District of Texas is the first in the nation to charge a Mexican national with providing material support to a designated foreign terrorist organization based on her involvement with the Cartel de Jalisco Nueva Generación (CJNG), including providing the cartel with grenades and engaging in alien smuggling, firearms trafficking, bulk cash smuggling, and narcotics trafficking on its behalf.

    “Cartels like CJNG are terrorist groups that wreak havoc in American communities and are responsible for countless lives lost in the United States, Mexico, and elsewhere.” said Attorney General Pamela Bondi. “This announcement demonstrates the Justice Department’s unwavering commitment to securing our borders and protecting Americans through effective prosecution.”

    According to court documents, Maria Del Rosario Navarro-Sanchez, 39, of Mexico, conspired with others to provide and did attempt to provide grenades to CJNG, a designated foreign terrorist organization. Additionally, Navarro-Sanchez, is charged with conspiracy to smuggle and transport aliens in the United States, straw purchasing and trafficking in firearms, bulk cash smuggling conspiracy, and conspiracy to possess a controlled substance with intent to distribute. Co-defendant Luis Carlos Davalos-Lopez, 27, of Mexico, is charged with conspiracy to smuggle illegal aliens into and transport aliens in the United States, straw purchasing and firearms trafficking. Co-defendant Gustavo Castro-Medina, 28, of Mexico, is charged with straw purchasing and firearms trafficking, conspiracy to possess a controlled substance with intent to distribute, and possession of a controlled substance with intent to distribute.

    On Feb. 20, the U.S. Department of State announced the designation of eight international cartels, including CJNG, as Foreign Terrorist Organizations (FTOs) and specially designated global terrorists. This designation makes available much stronger criminal charges in the fight to secure our nation’s borders. CJNG is a transnational criminal organization that controls a significant portion of the narcotics trafficking trade and has a presence in nearly every part of Mexico and dozens of other countries, including the United States. In addition to trafficking fentanyl, CJNG engages in money laundering, bribery, extortion of migrants, taxing of migrant smugglers, and other criminal activities, including acts of violence and intimidation. According to the State Department, CJNG has conducted attacks on Mexican military and police with military grade weaponry, the use of drones to drop explosives on Mexican law enforcement, and assassinations or attempted assassinations of Mexican officials.

    On Jan. 20, President Trump directed the Justice Department and other agencies to pursue total elimination of cartels and transnational criminal organizations because they pose extremely serious threats to the United States, including by jeopardizing a stable and secure border. These and other criminal organizations commit brutal and intolerable violent crimes related to narcotics and firearms trafficking, money laundering, extortion, and other criminal acts. They also are responsible for huge flows of illegal immigration into the United States. They organize and facilitate all manners of illicit travel and immigration into the United States through the southern and northern borders and rely on co-conspirators and organization members operating in various countries throughout North and South America. This situation is untenable and threatens our national security. The Department of Justice and its law enforcement partners are committed to protecting the United States against invasion, working urgently toward the goal of total elimination of cartels and transnational criminal organizations, aggressively enforcing our immigration laws, and maximizing the impact and effectiveness of all available law enforcement tools.

    “We will never allow criminal gangs and cartels to terrorize American communities,” said Secretary of Homeland Security Kristi Noem. “The days of unchecked gang and cartel violence are over.”

    “As alleged, the defendant engaged in multiple of the most insidious kinds of criminal activity: firearms trafficking, narcotics trafficking, human and bulk cash smuggling, and even providing grenades to CJNG,” said Matthew R. Galeotti, Head of the Justice Department’s Criminal Division. “Today’s announcement demonstrates the Criminal Division’s hard work and commitment to eliminate cartels and foreign terrorist organizations like CJNG.”

    “The slew of federal charges we have brought against Navarro-Sanchez sends a monumental message through the ranks of cartels like CJNG—now designated as a terrorist organization—along with those who support them in various capacities, that U.S. law enforcement is turning up the pressure to crack down on unlawful immigration practices and to dismantle the smuggling of illicit drugs and firearms,” said Acting U.S. Attorney Margaret Leachman for the Western District of Texas. “These crimes, all included as allegations in the indictment, do nothing but place human lives on both sides of the border in grave danger, while loading the pockets of criminals who profit off of them.”

    “The arrest of Maria Del Rosario Navarro-Sanchez should send a clear message to people who wish to align themselves with terrorist groups that they will be sought out and held to the highest extent of the law,” said FBI Director Kash Patel. “I’m extremely proud of the dedicated men and women of the FBI and its law enforcement partners who work tirelessly every day to protect Americans and keep our communities safe.”

    “The brutality and destruction inflicted by cartels and terrorist organizations is devastating communities across the United States and around the world,” said Bureau of Tobacco, Firearms and Explosives (ATF) Acting Director Dan Driscoll. “The capture and arrest of Maria Del Rosario Navarro-Sanchez demonstrates what international law enforcement cooperation can achieve when united against the threat posed by these violent networks.     “This case lays bare the true nature of the threat we face,” said Drug Enforcement Administration Acting Administrator Robert Murphy. “A cartel associate providing support to a designated foreign terrorist organization is not just a criminal threat—it is a national security threat. DEA will use every tool of law enforcement to dismantle CJNG and its network that floods our streets with poison, traffics in human lives, and wages violence against law and order. We are not just keeping our communities safe from dangerous, illegal drugs—we are fighting a national security crisis.”

    “Supplying grenades to a designated terrorist organization—while trafficking firearms, narcotics, and human beings—is not just criminal; it’s a direct assault on the security of the United States,” said Acting U.S. Immigration and Customs Enforcement (ICE) Director Todd M. Lyons. “Sanchez acted as a key enabler of violence who empowered cartels and terrorist organizations. Her crimes extended beyond smuggling; she was involved in firearms trafficking, bulk cash smuggling conspiracy, and a conspiracy to distribute controlled substances. Her actions endangered countless lives and undermined our efforts to protect the nation’s borders and communities. Confronting this level of criminality demands more than resolve—it requires a unified, all-of-government response, and that’s exactly what we demonstrated today: a coordinated effort to identify, disrupt, and bring to justice those who profit from violence and human suffering.”

    Since its establishment, Joint Task Force Alpha’s (JTFA) work has resulted in increased coordination and collaboration between both domestic and foreign law enforcement; precedent setting indictments, extraditions and prosecutions; more than 365 domestic and international arrests of leaders, organizers, and significant facilitators of these crimes; more than 334 U.S. convictions; more than 281 defendants sentenced, including significant jail sentences imposed; and substantial seizures and forfeitures of assets and contraband including millions of dollars in cash, real property, vehicles, firearms and ammunition, and drugs.

    The FBI, ATF, DEA, and Homeland Security Investigations in El Paso, assisted by the U.S. Border Patrol, investigated the case. ATF Legal Attachés in Mexico City and the Mexico Attorney General’s Office also known as Fiscalía General de la República (FGR) Firearms Trafficking Unit provided substantial assistance. The CBP’s National Targeting Center, and ICE HSI’s Human Smuggling Unit in Washington, D.C. also provided assistance with the investigation.

    The case announced today is being prosecuted by Assistant U.S. Attorney Kyle Myers and JTFA Associate Director Ian Hanna of the Western District of Texas, and Trial Attorney Marie Zisa of the Criminal Division’s Human Rights and Special Prosecutions Section. The Justice Department’s Office of International Affairs and Judicial Attachés in Mexico provided substantial assistance. The Justice Department thanks its Mexican law enforcement partners, who arrested Navarro-Sanchez on May 4, during an enforcement operation.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Project Safe Neighborhood (PSN).

    This case is also part of an Organized Crime Drug Enforcement Task Forces (OCDETF) Strike Force Initiative, which provides for the establishment of permanent multi-agency task force teams that work side-by-side in the same location. This co-located model enables agents from different agencies to collaborate on intelligence-driven, multi­ jurisdictional operations to disrupt and dismantle the most significant drug traffickers, money launderers, gangs, and transnational criminal organizations. The OCDETF El Paso / Las Cruces Strike Force is comprised of agents and officers from CBP, HSI,  DEA, FBI, IRS Criminal Investigation, the U.S. Marshals Service, ATF, the El Paso County Sheriff’s Office (EPSO), and the El Paso Police Department (EPPD).

    The charges contained in an indictment are merely allegations. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    An indictment unsealed today in the Western District of Texas is the first in the nation to charge a Mexican national with providing material support to a designated foreign terrorist organization based on her involvement with the Cartel de Jalisco Nueva Generación (CJNG), including providing the cartel with grenades and engaging in alien smuggling, firearms trafficking, bulk cash smuggling, and narcotics trafficking on its behalf.

    “Cartels like CJNG are terrorist groups that wreak havoc in American communities and are responsible for countless lives lost in the United States, Mexico, and elsewhere.” said Attorney General Pamela Bondi. “This announcement demonstrates the Justice Department’s unwavering commitment to securing our borders and protecting Americans through effective prosecution.”

    According to court documents, Maria Del Rosario Navarro-Sanchez, 39, of Mexico, conspired with others to provide and did attempt to provide grenades to CJNG, a designated foreign terrorist organization. Additionally, Navarro-Sanchez, is charged with conspiracy to smuggle and transport aliens in the United States, straw purchasing and trafficking in firearms, bulk cash smuggling conspiracy, and conspiracy to possess a controlled substance with intent to distribute. Co-defendant Luis Carlos Davalos-Lopez, 27, of Mexico, is charged with conspiracy to smuggle illegal aliens into and transport aliens in the United States, straw purchasing and firearms trafficking. Co-defendant Gustavo Castro-Medina, 28, of Mexico, is charged with straw purchasing and firearms trafficking, conspiracy to possess a controlled substance with intent to distribute, and possession of a controlled substance with intent to distribute.

    On Feb. 20, the U.S. Department of State announced the designation of eight international cartels, including CJNG, as Foreign Terrorist Organizations (FTOs) and specially designated global terrorists. This designation makes available much stronger criminal charges in the fight to secure our nation’s borders. CJNG is a transnational criminal organization that controls a significant portion of the narcotics trafficking trade and has a presence in nearly every part of Mexico and dozens of other countries, including the United States. In addition to trafficking fentanyl, CJNG engages in money laundering, bribery, extortion of migrants, taxing of migrant smugglers, and other criminal activities, including acts of violence and intimidation. According to the State Department, CJNG has conducted attacks on Mexican military and police with military grade weaponry, the use of drones to drop explosives on Mexican law enforcement, and assassinations or attempted assassinations of Mexican officials.

    On Jan. 20, President Trump directed the Justice Department and other agencies to pursue total elimination of cartels and transnational criminal organizations because they pose extremely serious threats to the United States, including by jeopardizing a stable and secure border. These and other criminal organizations commit brutal and intolerable violent crimes related to narcotics and firearms trafficking, money laundering, extortion, and other criminal acts. They also are responsible for huge flows of illegal immigration into the United States. They organize and facilitate all manners of illicit travel and immigration into the United States through the southern and northern borders and rely on co-conspirators and organization members operating in various countries throughout North and South America. This situation is untenable and threatens our national security. The Department of Justice and its law enforcement partners are committed to protecting the United States against invasion, working urgently toward the goal of total elimination of cartels and transnational criminal organizations, aggressively enforcing our immigration laws, and maximizing the impact and effectiveness of all available law enforcement tools.

    “We will never allow criminal gangs and cartels to terrorize American communities,” said Secretary of Homeland Security Kristi Noem. “The days of unchecked gang and cartel violence are over.”

    “As alleged, the defendant engaged in multiple of the most insidious kinds of criminal activity: firearms trafficking, narcotics trafficking, human and bulk cash smuggling, and even providing grenades to CJNG,” said Matthew R. Galeotti, Head of the Justice Department’s Criminal Division. “Today’s announcement demonstrates the Criminal Division’s hard work and commitment to eliminate cartels and foreign terrorist organizations like CJNG.”

    “The slew of federal charges we have brought against Navarro-Sanchez sends a monumental message through the ranks of cartels like CJNG—now designated as a terrorist organization—along with those who support them in various capacities, that U.S. law enforcement is turning up the pressure to crack down on unlawful immigration practices and to dismantle the smuggling of illicit drugs and firearms,” said Acting U.S. Attorney Margaret Leachman for the Western District of Texas. “These crimes, all included as allegations in the indictment, do nothing but place human lives on both sides of the border in grave danger, while loading the pockets of criminals who profit off of them.”

    “The arrest of Maria Del Rosario Navarro-Sanchez should send a clear message to people who wish to align themselves with terrorist groups that they will be sought out and held to the highest extent of the law,” said FBI Director Kash Patel. “I’m extremely proud of the dedicated men and women of the FBI and its law enforcement partners who work tirelessly every day to protect Americans and keep our communities safe.”

Lyons. “Sanchez acted as a key enabler of violence who empowered cartels and terrorist organizations. Her crimes extended beyond smuggling; she was involved in firearms trafficking, bulk cash smuggling conspiracy, and a conspiracy to distribute controlled substances. Her actions endangered countless lives and undermined our efforts to protect the nation’s borders and communities. Confronting this level of criminality demands more than resolve—it requires a unified, all-of-government response, and that’s exactly what we demonstrated today: a coordinated effort to identify, disrupt, and bring to justice those who profit from violence and human suffering.”

    Since its establishment, Joint Task Force Alpha’s (JTFA) work has resulted in increased coordination and collaboration between both domestic and foreign law enforcement; precedent setting indictments, extraditions and prosecutions; more than 365 domestic and international arrests of leaders, organizers, and significant facilitators of these crimes; more than 334 U.S. convictions; more than 281 defendants sentenced, including significant jail sentences imposed; and substantial seizures and forfeitures of assets and contraband including millions of dollars in cash, real property, vehicles, firearms and ammunition, and drugs.

    The FBI, ATF, DEA, and Homeland Security Investigations in El Paso, assisted by the U.S. Border Patrol, investigated the case. ATF Legal Attachés in Mexico City and the Mexico Attorney General’s Office also known as Fiscalía General de la República (FGR) Firearms Trafficking Unit provided substantial assistance. The CBP’s National Targeting Center, and ICE HSI’s Human Smuggling Unit in Washington, D.C. also provided assistance with the investigation.

    The case announced today is being prosecuted by Assistant U.S. Attorney Kyle Myers and JTFA Associate Director Ian Hanna of the Western District of Texas, and Trial Attorney Marie Zisa of the Criminal Division’s Human Rights and Special Prosecutions Section. The Justice Department’s Office of International Affairs and Judicial Attachés in Mexico provided substantial assistance. The Justice Department thanks its Mexican law enforcement partners, who arrested Navarro-Sanchez on May 4, during an enforcement operation.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Project Safe Neighborhood (PSN).

    This case is also part of an Organized Crime Drug Enforcement Task Forces (OCDETF) Strike Force Initiative, which provides for the establishment of permanent multi-agency task force teams that work side-by-side in the same location. This co-located model enables agents from different agencies to collaborate on intelligence-driven, multi­ jurisdictional operations to disrupt and dismantle the most significant drug traffickers, money launderers, gangs, and transnational criminal organizations. The OCDETF El Paso / Las Cruces Strike Force is comprised of agents and officers from CBP, HSI,  DEA, FBI, IRS Criminal Investigation, the U.S. Marshals Service, ATF, the El Paso County Sheriff’s Office (EPSO), and the El Paso Police Department (EPPD).

    The charges contained in an indictment are merely allegations. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    Just under a week to go till our much-anticipated Moomin event in Bradford, celebrating 80 years of Tove Jansson’s magical creatures that inspire so much affection and nostalgia in generations of readers who have found solace and delight in her Moominvalley tales.

    On Friday May 23, we are hosting a film event in conjunction with Cine Spotlights at Bradford’s National Museum of Science and Media. We’ll celebrate this special anniversary with a screening of Moomins on the Riviera, followed by a Q&A with our very own panel of Conversation Moominologists.

    Jansson’s first book, The Moomins and the Great Flood, was published in 1945, telling the story of a family of “Moomintrolls” who become refugees after a flood washes away their home. Written at the end of the second world war when millions of people were displaced, it reflects the struggles of rebuilding lives after disaster. After the screening, we will be discussing the theme of refugee experiences in Jansson’s work with four Conversation authors.

    This is a particularly apt discussion to be having in Bradford, designated a City of Sanctuary and also the site of one of four Moomin art installations around the country. Basel Zaraa’s work is an immersive, multi-sensory installation that creates a lush world within a refugee tent, inviting audiences to imagine life beyond occupation and exile.

    The fall of a giant

    First, there was the furore surrounding the revision of the language in his children’s books. Now, a play examining the extent of Roald Dahl’s anti-semitism has transferred to London’s West End. It explores the fallout from Dahl’s 1983 review of God Cried, a photographic book about Israel’s siege of West Beirut.

    In the play’s blend of fact and fiction, the very real controversy arises from an interview Dahl gave to The New Statesman shortly afterwards. Many Jewish (and non-Jewish) people objected to it as strongly anti-semitic, while others saw it as justified criticism of Israel’s actions. In the play, this is meshed with a fictitious situation where Jewish staff from Dahl’s publishers visit him at home to help counteract the backlash.

    But there is so much more to this fascinating play, which features an extraordinary performance from American actor John Lithgow. It engages with issues around language – how it is interpreted and how meaning is formed – as well as misogyny, racism, and the idea of genius being excused its sins. And it returns to the ever-open wound of cancel culture, and the way children’s literature has become a political hot potato.

    Giant is at London’s Harold Pinter Theatre until August 2 2025.

    With echoes of the theme of refugee experience in our Moomin event, Madeleine Thien’s new novel is an astonishingly original and deeply philosophical work that blends historical and speculative fiction.

    Exploring issues of migration, the refugee crisis and cultural conflict, The Book of Records centres around the tale of a young girl called Lina and her ill father who flee to a strange otherworldly enclave called The Sea, where Lina feels the pain of separation from her mother and brother. She endures here for years, finding succour in three books from The Great Voyagers encyclopedia series, each of which represents a famous (real) philosopher through which she learns about exile and survival.

    As our reviewer Manjeet Ridon explains, The Book of Records is “a sobering meditation on the human condition in times of crises”. A book to savour and reflect upon in a world that is distressed by the rising tide of refugees, but seems unable or unwilling to do anything about it.

    Climate fact and fiction

    For 70 years, David Attenborough has shaped how we see the natural world through his memorable nature documentaries. From the BBC’s groundbreaking Zoo Quest in 1954 to Life on Earth in the late 1970s and the spectacular Blue Planet in the 2000s, Attenborough, with his quietly compelling voice, has brought viewers the glory and wonder of the natural world. In doing so, he pioneered a nature documentary style that is accessible, educational and entertaining.

    But now, at the age of 99, Attenborough’s latest film, Ocean, brings a change of tone: one of serious urgency as the world seemingly fails to get to grips with the climate change crisis.

    As our reviewers Neil Gostling and Sam Illingworth explain, after a lifetime of gentle narration, Attenborough now speaks unflinchingly of the scale of the crisis and the need to act, combining stunning imagery with a stark assessment of the health of our oceans. From the horrific destruction wreaked by bottom trawling to plastic consumption and pollution, Attenborough doesn’t pull his punches on the moral and existential imperative to restore the balance of our oceans. As the great man puts it: “If we save the sea, we save our world.”

    This week saw the announcement of the inaugural Climate Fiction Prize, which has been won by the Nigerian writer Abi Daré’s And So I Roar.

    A poignant follow-up to her debut novel, The Girl with the Louding Voice, Daré follows the stories of Tia, an environmental activist, and Adunni, the Nigerian teenager from her debut, who has escaped child marriage and domestic abuse for shelter under Tia’s care in Lagos.

    Daré masterfully explores how environmental crises collide with domestic pressures and abuse, revealing how women who exist in poverty disproportionately shoulder the burden of climate change. But it also celebrates solidarity across class, ethnicity and generational divides, standing as a powerful testament to female courage and resilience.

    Washington, D.C. – U.S. Senators Elizabeth Warren (D-Mass.), Ranking Member of the Senate Banking, Housing, and Urban Affairs Committee, Ron Wyden (D-Ore.), Ranking Member of the Senate Finance Committee, and Kirsten Gillibrand (D-N.Y.), Ranking Member on the Senate Aging Committee, pressed new Commissioner of the Social Security Administration Frank Bisignano on reported plans to recategorize thousands of workers as Schedule F “policy-making” employees. 
    The move, which is set to impact frontline employees who work directly with Americans to provide services, will endanger the agency by stripping employees of their civil service protections, making it easier for Elon Musk’s Department of Government Efficiency (DOGE) to replace nonpolitical federal workers with political lackeys and to accelerate its mass layoff across the administration.
    “Converting these SSA employees’ status is a deliberate maneuver to make it easier to get rid of critical SSA staff, endangering the program and the benefits earned by millions of Americans,” wrote the lawmakers.
    Last month, the Office of Personnel Management (OPM) proposed “Schedule F” as a new category of government employee that have “important policy-determining, policy-making, policy-advocating, or confidential duties.” Schedule F workers are employed at-will, meaning they can be fired at any point, and do not have the same rights that protect federal government employees from termination absent “misconduct, neglect of duty, (and) malfeasance.” Additionally, it is not clear that Schedule F employees are included in collective bargaining units or eligible for union representation.
    SSA leadership has interpreted the “important policy-determining” language in President Trump’s executive order to apply to a large swath of SSA employees. SSA has reclassified tens of thousands of employees — including those who ensure recipients get their monthly benefits — as high-level decision-making “Schedule F” employees. In practice, this reclassification enables the Trump administration to replace anyone who refuses DOGE’s potentially illegal orders — making senior Social Security staffers rank-and-file employees at will and ultimately politicizing Social Security.
    “SSA’s broad reclassification of employees under seemingly false pretenses appears to be a deliberate effort to allow DOGE to purge SSA of the employees who work dutifully to make sure Americans receive their earned benefits. Since President Trump’s inauguration, the administration, led by Elon Musk, has been hellbent on dismantling SSA — which he has called a ‘Ponzi scheme,’” wrote the lawmakers.
    The reclassification does not just apply to senior leadership and policy-makers. The former Acting Commissioner for the SSA, Leland Dudek — who has remained at the agency as a senior advisor — announced that SSA would reclassify broad swaths of the workforce as Schedule F, including frontline workers making as little as $40,000 and handling the day-to-day responsibilities of servicing Americans directly.
    “This means that — in addition to replacing long-serving employees with your DOGE acolytes — you can cut large swaths of the SSA workforce to effectuate DOGE’s goal of slashing the agency,” wrote the lawmakers. “This broad reclassification will enable you — at DOGE’s behest — to slash the SSA workforce while stripping protections that typically apply to federal workers.”
    This is the latest in DOGE’s efforts to cut Social Security and SSI benefits or prevent seniors and people with disabilities from obtaining their earned benefits. Under the Trump administration, Americans have struggled to access their Social Security benefits, faced hours-long lines at SSA offices, endured extended wait times on phone lines, and dealt with repeated SSA.gov website crashes. Some Americans have even been wrongly cut off from benefits, threatening their ability to pay their bills.
    “Converting SSA employees to Schedule F will enable President Trump, Elon Musk, and DOGE to stack the SSA with lackeys willing to implement policies aimed at restricting Americans’ access to their benefits, while firing the hardworking frontline workers who make sure recipients get their monthly check. In other words, this will enable DOGE and the Trump administration to continue its crusade to cut Social Security benefits,” concluded the lawmakers.
    Senators Warren and Wyden recently led the launch of Senate Dems’ Social Security War Room, a coordinated effort to fight back against the Trump administration’s attack on Americans’ Social Security. The War Room coordinates messaging across the Senate Democratic Caucus and external stakeholders; encourages grassroots engagement by providing opportunities for Americans to share what Social Security means to them; and educates Senate staff, the American public, and stakeholders about Republicans’ agenda and their continued cuts to Americans’ Social Security services and benefits.

  • MIL-OSI Global: TikTok influencer’s killing on camera highlights the femicide crisis in Latin America

    Valeria Marquez, a beauty influencer, was shot dead by a man on May 14 while live streaming on TikTok at her beauty salon in the Mexican city of Guadalajara. The authorities are investigating the case as a suspected femicide, where women or girls are killed on account of their gender.

    The killing of Marquez is part of a gender-based violence epidemic that has gripped Latin America for decades. The threat of such violence there is so severe that in 2020, as the world battled COVID, the UN secretary-general, António Guterres, called it a “shadow pandemic”.

    The situation in Mexico is especially alarming. A 2021 report by Amnesty International found that at least ten women or girls are murdered in the country every day. The report added that the authorities have largely proved unwilling to take action to stop the killing.

    On the surface, Mexico has made significant strides in improving gender equality. Claudia Sheinbaum Pardo became the first woman to be elected as Mexico’s president in 2024. There are also several female governors heading powerful Mexican provinces, and female political leadership can be found in great numbers in regional and municipal bodies.

    But despite the visible presence of women in public life, parts of Mexican society remain deeply sexist. Researchers see the prevalence of machismo, a culture that encourages an extreme sense of masculine pride, as having facilitated male dominance over women.

    Femicide in Mexico became particularly rife in the 1990s. The introduction of the North American free trade agreement saw many factories producing goods for export set up near Mexico’s border with the US. These factories are known as maquiladoras.

    The emergence of maquiladoras created low-skilled job opportunities. And a generation of women sought economic freedom by working in the factories. By 2006, more than half of the workers at maquiladoras were women, largely the result of their comparatively low wage demands.

    While this culture shift allowed women greater economic autonomy, it also created deep resentment from some men. A spate of murders were carried out in the Mexican border city Ciudad Juárez in the 1990s, which claimed the lives of roughly 400 women.

    Research has established a connection between female employment in the maquiladoras and the consequent rise in femicide in Mexican border towns. Many of the women killed in Ciudad Juárez worked in the maquiladoras.

    Some people also point to the fact that the culture of male chauvinism in Mexico – and throughout Latin America more broadly – is pervasive.

    When the Mexican government in 2020 established a hotline to report issues of domestic abuse and violence against women in the country, it was flooded by tens of thousands of reports. But when journalists asked the then president, Andrés Manuel López Obrador, about this figure he brushed it aside: “90% of those calls that you’re referring to are fake.”

    Culture of impunity

    Gender-based violence in Mexico and in large parts of Latin America does not exist solely because of the culture of extreme masculinity. It also thrives because of institutional failure to bring the perpetrators to justice.

    There are robust laws and regulations to protect women against abuse in Latin America. The inter-American convention on the prevention, punishment and eradication of violence against women, signed in the Brazilian city of Belém in 1994, is a good example.

    It was adopted by all countries in Latin America and the Caribbean, formalising violence against women as a violation of their human rights. However, despite the presence of this legal framework, there has not been a corresponding decline in rates of femicide.

    Criminal impunity is one of the greatest hindrances to addressing the issue of femicide throughout the region. In Mexico, for example, more than 90% of all crimes go unsolved. And in Brazil, many cases of violence against women go unreported.

    When they are reported, the victims and their families often face obstacles in the judicial system. Despite a 39% increase in the number of femicide cases in Brazil from 2019 to 2020, the sentencing for this crime only increased by 24%.

    According to a World Bank report from 2023, there is an institutional complicity in perpetrating violence against women in Honduras. The report alleges that the country’s national police force “turn a blind eye to the soaring number of femicides”.

    Similarly, according to Diana Portal, of the ombudsman’s office in Peru, femicide in the country is spiralling out of control because the negligent state machinery is incapable of addressing the issue. Consequently, criminals feel they can “rape, disappear or kill a woman without consequence”.

    Latin America and the Caribbean has never had a dearth of female public figures. The region has had more than a dozen female leaders as of 2025. Argentina, Brazil and Chile have recently had female heads of state, while Peru, Honduras, Nicaragua and Mexico currently have female presidents. Mexico’s patron saint, Virgen de Guadalupe, is also a woman.

    However, the presence of these high-profile figures in public life has not deterred sections of society from targeting women with violence.

    Incensed by the culture of impunity and male chauvinism that perpetuates femicide in Latin America, the late Pope Francis denounced the practice. In a visit to Peru in 2018, he said violence against women cannot be treated as “normal”. “It is not right for us to look the other way and let the dignity of so many women, especially young women, be trampled upon.”

    Unfortunately, despite the moral homily contained in his message, Latin America has been utterly incapable of addressing this subculture of gender violence.

    With the start of the wildfire season, the Saskatchewan Public Safety Agency (SPSA) is encouraging residents to take proactive steps to protect their property, environment and community by registering their Values At Risk (VAR).

    In wildfire terms, “Values At Risk” refers to the assets and property that could be affected by wildfire, including buildings, cabins, docks and homes.

    “By informing the SPSA about your cabin, home, or other significant assets, you will help fire managers prioritize protection efforts,” SPSA President and Fire Commissioner Marlo Pritchard said. “This information will also help improve response strategies and increase the likelihood of safeguarding what matters most to you.”

    SPSA staff are available to guide residents through the submission process. All information provided will remain confidential and will only be used by fire managers for wildfire management purposes.

    “Registering your Values At Risk is an important step toward protecting them, but it does not guarantee the SPSA will be able to protect your values from wildfire,” Pritchard said. “However, when the SPSA is informed about Values At Risk and can put protection units like sprinklers in place, it is very successful in saving those values.”

    The SPSA encourages all residents to take precautions to mitigate the risk of wildfire damage. The SPSA has FireSmart resources available on its website at saskpublicsafety.ca. 

    Established in 2017, the SPSA is a treasury board Crown corporation responsible for wildfire management, emergency management, Sask911, SaskAlert, the Civic Addressing Registry, the Provincial Disaster Assistance Program and fire safety.

    In a defining moment for India’s defence preparedness, the indigenous Akashteer system played a pivotal role in neutralising Pakistan’s most intense coordinated air assault in recent times. During the night of May 9 and 10, when multiple drones and missiles targeted Indian military and civilian installations, it was Akashteer—the country’s automated Air Defence Control and Reporting System—that intercepted and eliminated every incoming threat.
     
    Unlike traditional air defence responses, this was not about visible firepower or headline-making strikes. Akashteer worked silently and decisively. Designed and developed under the Atmanirbhar Bharat initiative, the system proved its mettle in real-time warfare, offering automated detection, tracking and engagement capabilities. It delivered a rapid response, integrating multiple radar and sensor platforms to assess threats and neutralise them without delay or error.
     
    This advanced air defence solution stands in sharp contrast to Pakistan’s imported HQ-9 and HQ-16 systems, which reportedly failed to counter Indian offensives during Operation Sindoor. In that operation, Indian forces demonstrated an unprecedented level of coordination and speed, largely enabled by Akashteer’s battlefield intelligence and real-time decision-making ability.
     
    Akashteer is more than just a defence system—it is the embodiment of a strategic shift in India’s military doctrine. From passive defence models to proactive, technology-driven retaliation, India has entered a new phase of warfare preparedness. The system provides a shared, real-time air picture to all units involved, from command centres to ground-based defence units. It allows precise engagement with hostile targets while ensuring complete safety for friendly forces operating in contested airspace.
     
    What distinguishes Akashteer is its integration into India’s larger defence command infrastructure. As part of the C4ISR framework—Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance—Akashteer functions in synergy with the Indian Army, Navy and Air Force. Its vehicle-mounted design ensures high mobility, allowing deployment even in the most active and volatile war zones.
     
    The system links seamlessly with the Indian Air Force’s IACCS and the Navy’s TRIGUN network, creating a unified and coordinated defence front. This tri-service integration not only improves situational awareness but also significantly reduces the risk of friendly fire, ensuring fast and accurate retaliation.
     
    Akashteer is a product of India’s growing defence manufacturing ecosystem. Under the Make in India programme, the country is rapidly moving towards self-reliance in defence production. India has set a target of ₹3 lakh crore in defence production by 2029. Currently, 65% of defence equipment is manufactured domestically—a reversal from earlier trends where imports dominated the sector. This transformation is powered by contributions from 16 Defence Public Sector Undertakings (DPSUs), over 430 licensed companies, and nearly 16,000 MSMEs, alongside private sector participation accounting for 21% of the output.
     
    The indigenous defence portfolio now includes critical platforms such as the Dhanush and ATAGS artillery systems, Arjun Main Battle Tank, LCA Tejas, ALH, LUH, and a range of naval vessels including destroyers, corvettes and aircraft carriers.     Global defence analysts have described Akashteer as a “seismic shift” in India’s approach to modern warfare. By developing and operationalising a fully indigenous and automated air defence network, India has joined an elite group of nations capable of real-time air threat assessment and response.     SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) is reminding eligible small businesses, nonprofits, and residents in Louisiana of the June 16 deadline to apply for low interest federal disaster loans to offset physical damage caused by severe storms and flooding occurring March 29–April 2.

    The disaster declaration covers the Louisiana parishes of Acadia, Evangeline, Jefferson Davis, Lafayette, St. Landry and Vermilion.

    Small businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    Applicants may also be eligible for a loan increase of up to 20% of their physical damage, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include strengthening structures to protect against high wind damage, upgrading to wind rated garage doors, and installing a safe room or storm shelter to help protect property and occupants from future damage.

    “One distinct advantage of SBA’s disaster loan program is the opportunity to fund upgrades reducing the risk of future storm damage,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “I encourage businesses and homeowners to work with contractors and mitigation professionals to improve their storm readiness while taking advantage of SBA’s physical damage loans.”

    SBA’s Economic Injury Disaster Loan (EIDL) program is available to eligible small businesses, small agricultural cooperatives, nurseries and private nonprofit (PNP) organizations impacted by financial losses directly related to this disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises.

    Interest rates can be as low as 4% for small businesses, 3.62% for nonprofits, and 2.75% for homeowners and renters, with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms, based on each applicant’s financial condition.

    Montpelier, Vt – Governor Phil Scott issued the following statement in response to housing bills, S.127 and H.479:

    “For the last eight years, I’ve been sounding the alarm about our housing crisis. Vermonters across the state are impacted by a lack of housing options – from renters, to first time homebuyers, and retirees looking to downsize. That’s why, in January, I proposed legislation to move the needle on the housing we desperately need.  

    “This included expanding infrastructure for housing and flood recovery by modifying the existing TIF program to include a project-based option – so smaller towns with fewer resources can access this economic tool as easily as larger cities and towns.

    “We proposed changes to our permitting process, because it’s difficult to navigate, which has led to project costs skyrocketing and fewer homes being built because it doesn’t make financial sense.

    “We also asked the legislature to expand and extend the Act 250 exemptions that are expiring soon, to give rural communities opportunities to thrive and grow. In addition, we proposed reforms to the wetlands permitting and appeals process which will help places like Barre, Montpelier and Plainfield, as they recover from recent flooding.

    As the legislative session comes to a close, I’m concerned we have not done nearly enough on housing. With 41,000 more homes needed by 2030 (just to catch up) we cannot afford to kick the can down the road again. Last session, the Legislature passed 70 bills in three days, so I’m confident there is still time to pass a housing bill that actually helps Vermont, because without action, we will fall further behind.”

  • MIL-OSI Security: New Orleans Man Guilty of Federal Drug and Gun Charges

    NEW ORLEANS, LOUISIANA – Acting United States Attorney Michael M. Simpson announced that on May 13, 2025, FLOYD JONES (“JONES”), age 38, a resident of New Orleans, pled guilty to Counts Three, Four, and Five of an eight-count indictment pending against him. Counts Three and Four charge JONES with distribution of methamphetamine, in violation of Title 21, United States Code, Sections 841(a)(1) and 841(b)(1)(B). Count Five charges JONES with being a felon in possession of firearm and ammunition, in violation of Title 18, United States Code, Sections 922(g)(1) and 924(a)(8). Sentencing is set for August 5, 2025, before U.S. District Judge Greg Gerard Guidry.

    JONES faces not less than 5 years, up to 40 years’ imprisonment, up to a $5,000,000 fine, and up to 4 years of supervised release for each of Counts Three and Four, and up to 15 years’ imprisonment, up to a $250,000 fine, and up to 3 years of supervised release for Count Five. JONES also faces payment of a $100 mandatory special assessment fee as to all four counts.

    According to court documents, on July 15, 2024 and August 22, 2024, JONES distributed over 50 grams or more of methamphetamine to undisclosed persons. Additionally, JONES sold a Ruger Model Security-9, nine-millimeter caliber pistol, loaded with 8 rounds of ammunition. JONES knew he was a convicted felon who was prohibited from possessing the firearm and ammunition.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    Acting United States Attorney Simpson praised the work of the Bureau of Alcohol, Tobacco, Firearms, and Explosives and the New Orleans Police Department. This case was prosecuted by Assistant United States Attorney Troy Bell of the Violent Crime Unit.

  • MIL-OSI Security: Two Marion Men Sentenced to Federal Prison for Drug, Gun Charges

    FLORENCE, S.C. — In two separate cases, two Marion men have been sentenced to federal prison for illegal firearm and illegal narcotics charges. Larry Sheron Brown, Jr, 33, of Marion, was sentenced to a year and a half in federal prison after pleading guilty to being a felon in possession of a firearm. Larry Robinson, 40, of Marion, has been sentenced to five years in federal prison after pleading guilty to possession with intent to distribute cocaine.

    Evidence obtained in the investigation of Robinson revealed that he possessed two firearms on two separate occasions. On March 24, 2023, Robinson was found in possession of a .380 handgun. One month later, Robinson was again found in possession of a 9mm firearm along with 14 grams of powdered cocaine.

    Evidence obtained in the investigation of Brown revealed that he verbally threatened, then flashed a firearm, to customers at the Circle K in Marion. Based on Brown’s conduct at the Circle K, law enforcement sought arrest warrants for him. During Brown’s arrest law enforcement located a 9mm firearm which matched the description and appearance of the firearm Brown flashed in the Circle K.  Brown has previous felony convictions that prevent him from possessing a firearm.

    United States District Joseph Dawson III sentenced Brown to 18 months imprisonment, to be followed by a three-year term of court-ordered supervision. United States District Joseph Sherri A. Lydon sentenced Robinson to 60 months imprisonment, to be followed by a three-year term of court-ordered supervision.  There is no parole in the federal system.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone.     Bowling Green and Paducah, KY – Federal grand juries in Bowling Green and Paducah, Kentucky, returned indictments on May 13 and 14, 2025, charging 5 individuals with immigration and firearms offenses.

    U.S. Attorney Michael A. Bennett of the Western District of Kentucky, Special Agent in Charge John Nokes of the ATF Louisville Field Division, Special Agent in Charge Rana Saoud of Homeland Security Investigations, Nashville, and Sam Olson, Field Office Director for Enforcement and Removal Operations (ERO) Chicago, U.S. Immigration Customs Enforcement made the announcement.

    According to the indictments:

    Artemio Ruiz-Medina, age 45, a citizen of Mexico, was charged in Bowling Green with reentry after deportation or removal. On or about April 13, 2025, Ruiz-Medina was an alien found in the United States after having been denied admission, excluded, deported, and removed from the United States on or about July 3, 2003, September 29, 2006, April 2, 2010, June 28, 2018, and July 28, 2023. If convicted, he faces a maximum sentence of 10 years in prison. This case is being investigated by HSI, ICE ERO.

    Santos Pastor-Juarez, age 52, a citizen of Guatemala, was charged in Paducah with reentry after deportation or removal. On or about April 28, 2025, Pastor-Juarez was an alien found in the United States after having been denied admission, excluded, deported, and removed from the United States on or about on March 6, 1998. If convicted, he faces a maximum sentence of 2 years in prison. This case is being investigated by HSI, ICE ERO.

    Zhouchen Yan, age 29, a citizen of China, was charged in Bowling Green with 3 counts of making false written statements intended to deceive a licensed firearms dealer, on a Department of Justice, Bureau of Alcohol, Tobacco, Firearms, and Explosives Form 4473, Firearms Transaction Record. On the form, Yan falsely stated he was not an alien illegally or unlawfully in the United States, when in fact, as the defendant then knew, he was an alien illegally or unlawfully in the United States. These crimes occurred between October 23, 2023, and December13, 2024 in Warren County. If convicted, he faces a maximum sentence of 30 years in prison. This case is being investigated by ATF.

    Ulises Macario Gonzaga-Guillen, age 32, a citizen of Mexico, was charged in Paducah with 4 counts of making false written statements intended to deceive a licensed firearms dealer, on a Department of Justice, Bureau of Alcohol, Tobacco, Firearms, and Explosives Form 4473, Firearms Transaction Record. On the form, Gonzaga-Guillen falsely stated he was not an alien illegally or unlawfully in the United States, when in fact, as the defendant then knew, he was an alien illegally or unlawfully in the United States. He was also charged with falsely claiming to be a United Sates citizen while being an illegal alien in possession of firearms on 2 occasions. These crimes occurred between January 1, 2025, and April 21, 2025, in McCracken and Marshall counties. If convicted, he faces a maximum sentence of 73 years in prison. This case is being investigated by ATF, HSI, and ICE ERO.

    Rodrigo Waldemarr Caal-Caal, age 22, a citizen of Guatemala, and Rodolfo Ruiz-Hernandez, age 27, a citizen of Mexico, were both charged in Paducah with being an illegal alien in possession of a firearm. Caal-Caal and Ruiz-Hernandez admitted to possessing a firearm to Mayfield Police Department investigators during a death investigation. If convicted, both face a maximum sentence of 15 years in prison. This case is being investigated by ATF, HSI, ICE ERO, and the Mayfield Police Department.

    A federal district court judge will determine any sentence after considering the sentencing guidelines and other statutory factors.

    There is no parole in the federal system.

    Assistant U.S. Attorneys R. Nicholas Rabold and Mark J. Yurchisin II, of the U.S. Attorney’s Bowling Green Branch Office, and Seth Hancock and Raymond McGee, of the U.S. Attorney’s Paducah Branch Office, are prosecuting the cases.

    These cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Three Pagan’s Motorcycle Club Members Pleaded Guilty for Armed Assaults Against Rivals

    KANSAS CITY, Mo. – Three members of the Pagan’s Motorcycle Club pleaded guilty this week before U.S. District Judge Greg Kays, for their involvement in a series of armed assaults against members of rival motorcycle clubs.

    Christopher W. McGowen, also known as “Mac,” 41, of Platte City, Mo., pleaded guilty on May 13, 2025, to two counts of assault with a dangerous weapon in aid of racketeering, one count of attempting to commit assault with a dangerous weapon in aid of racketeering, and one count of discharging a firearm during and in relation to a crime of violence.

    Brandon S. Hodge, also known as “Youngblood,” 26, of Springfield, Mo., pleaded guilty on May 14, 2025, to one count of assault with a dangerous weapon in aid of racketeering.

    Arthur L. Reynolds III, also known as “Straight Edge,” 48, of Independence, Mo., pleaded guilty on May 15, 2025, to one count of assault with a dangerous weapon in aid of racketeering, one count of discharging a firearm during and in relation to a crime of violence, and one count of felon in possession of firearms.

    On May 30, 2022, McGowen and other members of the Pagan’s and their support club, assaulted a lone rival gang member at a business in Grain Valley, Mo.  In addition to fists, one Pagan used an axe handle during the assault, causing physical injury to the victim.

    On September 3, 2022, McGowen and other members of the Pagan’s and their support club, travelled to Topeka, Ks., to carry out a revenge attack against another rival motorcycle gang.  The plan was to “catch a stray” and “smash on sight” any rival member they saw.  The Pagan’s were aware that the rival motorcycle gang was having an event in Topeka that day, and the plan was to use either an axe handle or a gun on one of the rival gang members.  After arriving in Topeka, a rival member was spotted in a hotel parking lot.  As a member of the Pagan’s prepared to shoot the rival, a disagreement occurred among members, and the group returned to the Kansas City area.

    On September 17, 2022, McGowen, Hodge, Reynolds and other members of the Pagan’s and their support club, chased and forced a lone rival gang member from the road in Blue Springs, Mo.  Various members of the Pagan’s and their support club were armed with firearms and at least one axe handle.  McGowen, Hodge, Reynolds and the others confronted the victim on the side of the roadway and ultimately, the victim was shot seven times, with wounds to his knee, thigh, forearm, biceps, buttocks and back of his leg.

    Following these events, McGowen, Hodge, Reynolds and others present at the various assaults were awarded patches for their participation.

    On May 11, 2023, law enforcement executed a search warrant for Reynolds’ residence in Independence, Mo.  Inside, officers located seven firearms, various calibers of ammunition, body armor, and Pagan’s Motorcycle Gang-related items, including support shirts, patches, and paperwork for the Pagan’s.  On Jan. 24, 2005, Reynolds pleaded guilty to felony aggravated robbery in the District Court of Johnson County, Kansas, for which he later was sentenced to 61 months in custody.

    Under federal statutes, McGowen and Reynolds are subject to a sentence of up to life in federal prison without parole, and Hodge is subject to a sentence of up to 20 years in prison without parole. The maximum statutory sentence is prescribed by Congress and is provided here for informational purposes, as the sentencing of the defendant will be determined by the court based on the advisory sentencing guidelines and other statutory factors. A sentencing hearing will be scheduled after the completion of a presentence investigation by the United States Probation Office.

    This case is being prosecuted by Assistant U.S. Attorneys Bradley K. Kavanaugh and Robert Smith. It was investigated by the FBI, the Independence, Mo., Police Department, the Blue Springs, Mo., Police Department, Homeland Security Investigations, and the Kansas City, Mo., Police Department.

    Washington (May 15, 2025) – Senator Edward J. Markey (D-Mass.) today joined Senator Peter Welch (D-Vt.) and 28 of their Senate colleagues in introducing a resolution calling on the Trump Administration to use all diplomatic tools at its disposal to bring an end to the blockade of food and lifesaving humanitarian aid to address the needs of civilians in Gaza. In their resolution, the Senators express grave concern about the ongoing humanitarian crisis in Gaza, including the imminent starvation of tens of thousands of children.  
    On March 2, 2025, the Israeli Government began blocking all food and emergency aid—including food, medicine, infant formula, fuel, and other lifesaving humanitarian supplies—from reaching Palestinian civilians in Gaza. In the same month, all 25 World Food Program (WFP)-supported bakeries in Gaza closed, wheat flour and cooking fuel ran out, and food parcels distributed to families—with two weeks of food rations—were depleted. According to the United Nations, about 10,000 children have been identified as suffering from acute malnutrition since January 2025.

It’s encouraging to see Senator Welch and his colleagues introduce a resolution highlighting this urgent humanitarian suffering. Every day, parents wake up and spend their days searching for something to feed their children – often coming back with nothing. Humanitarian organizations know how to reach the people who most urgently need food, water, medical care, and other lifesaving essentials when we have supplies and can do our work safely, but right now we can’t.     “The President’s first extended foreign trip abroad should have been about advancing U.S. interests in the Middle East. Instead, it has been an instructive lesson in how foreign governments can use their influence to benefit the president personally and those around him—all while creating substantial risks to our national security. 
    “The President has failed to engage in substantial dialogue on the most urgent strategic challenges facing the region. His Administration has failed to sustain the ceasefire he inherited in Gaza and has systemically undercut America’s diplomatic infrastructure in a way that has created an unprecedented opening for the People’s Republic of China.  
    “Promoting investment by our Gulf partners in the United States must not come at the expense of protecting our most valuable A.I. and advanced chip technology and it should never line the pockets of the President and his family or inner circle. President Trump must reject all ‘gifts’ and refocus the remainder of his trip on steps to make all Americans safer, secure and more prosperous—not just those with Trump in their name.”

  • MIL-OSI Global: How Tove Jansson used her Moomins comic strip to critique the financial and creative pressures of being an artist

    In 1954, the Finnish artist Tove Jansson was commissioned by the Evening News in London to draw comic strips about the Moomintrolls. The strip was syndicated by hundreds of newspapers, introducing the Moomins to an international audience and marking a dramatic turning point in her career.

    Between 1954 and 1959, Tove Jansson drew 21 comics, some in collaboration with her brother Lars Jansson, who continued to draw the comic strip until 1975.

    The success of the Moomin in the Evening News brought Tove Jansson economic security and helped her with the mortgage of her studio in Helsinki. However, over time, the assignment also became a burden on her creative work – a time-consuming and demanding obligation.

    Perhaps because of this personal conflict, the comics often explore themes such as the struggle of artistic creation, the role of the artist and the value of art. Jansson had previously created humorous and satirical commentaries on the art world in various artists’ magazines in Finland, but here she places the Moomin at the heart of the creative process.

    Unlike the novels and picture books, the Moomin comic strips were created for adults and can be described as satire. Jansson uses the compact format to comment on society, including the art world. The growing conflict in her own life, between the Moomintrolls and her artwork, is brought into focus in the comic strips.

    The theme of the purpose of art and artistic creation is playfully introduced in one of the first comic strips, Moomin and the Brigands. Here Moomin and his friend Sniff embark on a quest for fortune. They engage in several schemes, including capturing rare creatures and selling them to the zoo, marketing magic rejuvenation potions and creating modern art.

    While visiting a Hemulen (a really uptight counterpart to the Moomintrolls who love rules), Moomin and Sniff accidentally break several precious items in her home. Among the broken objects is a large statue of Rebecca at the Well, which falls from its pedestal and shatters. Rebecca at the Well is a classic biblical motif, which often portrays a model of feminine virtue, symbolising divine guidance and exemplifying ideals of hospitality and moral character.

    The friends awkwardly attempt to reassemble the statue by gluing it together. The result is a strangely angular and expressive piece of art, referencing fragmented cubist portraits. Cubism, which emerged around 1907 to 1908, aimed to represent reality in a radically new way by bringing together subjects and figures, resulting in objects that appear fragmented and abstracted.

    Sniff immediately sees the potential of the new Rebecca. “She’s more modern now,” he exclaims joyfully. The friends carry the statue to an enthusiastic art dealer who sells it for £500 in his gallery.

    The episode with the deconstructed Rebecca is, of course, a funny caricature of the trend-sensitive art market. But the shattered statue with its intricate shapes was also a commentary on the debates about the “incomprehensible” and “obscure” nature of modernist art in Nordic countries during the time.

    The destruction of the Rebecca can also be seen as an act of iconoclasm – the breaking of icons or monuments – or rather, a parody of it. While usually associated with vandalism, here, the iconoclastic act leads to the creation of something new. This expresses a desire for renewal and a liberation from restrictive conventions. It is, however, worth noting that Rebecca retains her symbol of virtue – the water jug – even after this pivotal encounter.

    Drawing on the work of French philosopher and anthropologist Bruno Latour, iconoclasm can be understood as both destructive and constructive – an ambiguity that also applies to Jansson’s interpretation of the motif.

    Later in the story, the money offered by the modernist Rebecca lures Moomin to the field of the arts. For a brief moment, he assumes the role of a painter and wholeheartedly embodies the romanticised ideal of the poor, misunderstood artist.

    Moomin dons a Rembrandtian black velvet beret, but despite this, appears lost and bewildered in his new role, muttering: “I only want to live in peace and plant potatoes and dream!”

    In a scene of self-parodying metafiction, he is blinded by his oversized beret and ends up tumbling down a cliff, abruptly ending his artistic career.

    Through Moomintroll’s and Sniff’s pursuit of fame and fortune via the accidental modernist deconstruction of Rebecca, Jansson satirises romantic notions of the artist, the commercialisation of art and the professions surrounding artistic production. These themes are deeply connected to Jansson’s own experiences as an artist and author, constantly balancing between various professional and artistic demands, between children’s books, public obligations and painting.

    Senator Stresses Importance of Improving Grid Reliability & Affordability, Rescinding Overreach by Biden Administration
    WASHINGTON – Senator John Hoeven this week urged Environmental Protection Agency (EPA) Administrator Lee Zeldin to provide regulatory certainty to the nation’s energy producers and ensure the federal government respects private property rights. In particular, Hoeven highlighted the importance of:
    Improving the reliability and affordability of the electrical grid.
    Hoeven pointed to reports from the Federal Energy Regulatory Commission (FERC) and North American Electric Reliability Corporation (NERC) showing that the loss of baseload power, including from the premature retirement of coal-fired electric plants, has undermined grid reliability.
    The senator urged Zeldin to follow through on rolling back regulatory overreach from the Biden administration, including reining in Biden-era rules like the Mercury and Air Toxics Standards (MATS) and Clean Power Plan 2.0 rules.

    Restoring the traditional definition of “waters of the U.S.” (WOTUS) to protect both private property rights and the role of states in managing the water within their borders.
    The expanded WOTUS definition, advanced by both the Obama and Biden administrations, sought to reach beyond the federal regulatory authority established under the Clean Water Act.
    These rules would have imposed unworkable mandates, burdensome new permitting requirements and compliance costs on landowners, energy and agriculture producers and other industries.
    Accordingly, Hoeven worked to protect against the implementation of the expansive WOTUS rules advanced by both the Obama and Biden administrations.
    The senator is supporting the Trump administration in providing regulatory certainty and bringing the WOTUS rule into compliance with the Supreme Court’s decision in Sackett v. EPA.

    “The Biden administration imposed a regulatory blizzard on this nation, overreaching its legal authority to advance rules that punished our coal, oil and gas producers and created new burdens impacting a wide range of industries,” said Hoeven. “As a result, we saw the premature retirement of baseload, coal-fired power plants, which are critical to the reliable operation of the electrical grid. This undermined our energy security and is absolutely the wrong approach for our nation. Instead, we need to empower technological innovation, like we’re doing with CCUS in North Dakota. At the same time, we will continue working with Administrator Zeldin and the Trump administration to roll back President Biden’s harmful policies, provide regulatory certainty and ensure the federal government respects private property rights. That’s how we can make the U.S. energy dominant while improving environmental stewardship.”

  • MIL-OSI Security: Maskwacis — Alberta RCMP officer involved shooting in Maskwacis

    On April 24, 2025, Maskwacis RCMP were asked to assist Edmonton Police Service with the investigation and subsequent arrest of occupants who fled from a stolen vehicle into a residence in Montana First Nation, Alta. Soon after, two suspects exited the house and were arrested. The third, who was believed to be in possession of a firearm, remained in the residence. The Alberta RCMP Emergency Response Team (ERT) was called in to assist.

    Soon after 10:50 p.m., a confrontation occurred between RCMP and the suspect, resulting in at least one officer discharging their service weapon. No officers were injured during this confrontation. Soon after, the residence caught fire and no one was observed exiting. The Maskwacis Fire Department was called as soon as the fire started and are still dealing with the property.

    In compliance with legislative requirements, the Director of Law Enforcement was immediately notified causing the deployment of ASIRT to conduct an independent investigation. The RCMP believes in accountability and transparency and in so doing will provide full support to the ASIRT investigators. Events like this are difficult for everyone involved.

    Independent of ASIRT’s investigation, the RCMP’s internal review process has been implemented to gather a full account of what took place during this incident. RCMP training, policy, police response, and the officer’s duty status will be subject to review. The RCMP is, of course, fully cooperating with ASIRT.   • MIL-OSI Security: NATO Secretary General attends meeting of the European Political Community

    On Friday 16 May (2025), NATO Secretary General Mark Rutte joined European leaders at a meeting of the European Political Community in Tirana, Albania to discuss shared security concerns.

    Amongst other engagements, Mr Rutte met with the President of the European Commission, Ursula von der Leyen and took part in a bilateral meeting with Prime Minister of Albania Edi Rama, at which they discussed the situation in the Western Balkans. The Secretary General also participated in a roundtable on boosting European competitiveness and security through innovation and resilience.

    The war against Ukraine remained at the forefront of leaders’ minds, with the Secretary General renewing calls for Russia to engage meaningfully in peace talks. “He has to be serious about wanting peace. I think all the pressure is now on Putin” Mr Rutte said, commending the Ukrainians for attending the discussions with a delegation willing to negotiate a ceasefire.
