  • MIL-OSI Africa: South Africa braces for heavy rain and cold weather conditions

    Heavy rain and cold weather conditions are expected this week, as a cut-off low weather system sweeps across most parts of the country.

    According to the South African Weather Service (SAWS), a cut-off low system is expected to make landfall over the western interior of South Africa on Wednesday, 23 April 2025, and move slowly eastwards, likely to exit the country by Saturday, 26 April 2025.

    “Scattered to widespread showers and thundershowers are expected over the central and eastern parts of the country, with rainfall accumulations exceeding 50 mm in the eastern regions on Wednesday and Thursday, 23 and 24 April 2025.

    “Severe thunderstorms associated with flooding of roads and settlements, as well as damage or loss of infrastructure, property, vehicles, livelihoods, and livestock, especially over the Free State and North West. There is also a distinct possibility of damaging hail occurring in association with the thunderstorms,” the SAWS said in a statement.

    Snowfalls are also expected over the Drakensberg mountains in Lesotho, KwaZulu-Natal, and the Eastern Cape during this period. 

    In addition, daytime temperatures are expected to drop significantly across most parts of the country from Wednesday, with a gradual recovery from Friday onwards. 

    The South African Weather Service said it will continue to monitor any further developments relating to the weather systems and will issue subsequent updates, as required.

  • MIL-OSI Africa: SA, Lesotho strengthen ties during BNC in Maseru

    South Africa and Lesotho have addressed various pressing issues, including the worsening security situation in the Democratic Republic of Congo (DRC) which has resulted in significant humanitarian crises, during the second session of the Bi-National Commission in Maseru, Lesotho on Tuesday. 

    International Relations and Cooperation Minister Ronald Lamola stressed the necessity for regional unity and collaboration, advocating a united response to local and global challenges.

    “We are meeting almost two years later, under a difficult and challenging regional and global context.

    “In our region, the security situation in the eastern part of our sister country, the Democratic Republic of Congo, has deteriorated. Millions of civilians, particularly women and children, have been displaced, thousands have lost their lives, and critical infrastructure has been destroyed. Calls for a ceasefire and restraint seem to have fallen on deaf ears,” he said on Tuesday. 

    He expressed concern at the increasingly uncertain and unpredictable global environment, warning that changes in trade policies in other regions could have a devastating impact on both economies and the world as a whole.

    “While efforts are underway to find a mutually acceptable outcome from this impasse, there is a need for the region, our continent and the Global South to stand together, in unity and solidarity,” he said. 

    Lamola reiterated the importance of mutual aid and solidarity in overcoming the difficulties faced by the region. 

    Both countries said they remain steadfast in their commitment to fostering a relationship built on equality, respect, and shared progress.

    Lamola highlighted key areas of cooperation discussed in the last BNC session two years ago, including water and energy through the Lesotho Highlands Water Project. 

    This project aims to improve water security and promote economic development for both countries.

    In addition, the BNC focused on facilitating migration, enhancing law enforcement cooperation to combat transnational crime, and deepening economic integration through agreements and special economic zones.

    “I have only highlighted these few issues, not because others are less important, but for brevity.

    “I hope that the relevant Ministries and departments gave the necessary attention to these tasks. In this regard, I am looking forward to receiving progress reports on all these and other issues from our officials during this session of the Council of Ministers.”

    Tuesday’s gathering reflected on the ongoing partnership that dates to the struggle against apartheid, with both countries sharing a deep connection that has shaped their histories. – SAnews.gov.za

  • MIL-OSI USA: The Costs of Responding to Tropical Storm Helene in North Carolina

    strong>HICKORY, N.C. – Debris removal. Restoration of utilities. Emergency repairs to public bridges and water systems. Overtime costs for emergency personnel. Evacuation support. Transportation of supplies for the public.
    These are some of the costs the state of North Carolina and communities in Western North Carolina experienced for emergency response to Tropical Storm Helene. FEMA is reimbursing most of those costs through its Public Assistance Program. More than 2,300 projects have been submitted to Public Assistance and are in process.
    “The state and FEMA continue to work together to provide the much-needed assistance to those communities impacted by Tropical Storm Helene and to help them with the costs associated with responding to this unprecedented storm,” said North Carolina Emergency Management Director Will Ray. “We recognize there is a long road ahead but through a whole of community approach we will get there.”
    Since January, here are some of the FEMA grants provided to the state and communities:
    French Broad Electric Membership Corporation: $8,694,790 for costs of restoring emergency power. The funding reimburses the utility for work in Buncombe, Haywood, Madison, McDowell, Mitchell and Yancey counties. Emergency work included restoration of gauges, poles, transformers, conductor wires, crossarms and associated hardware as well as removal of debris affecting the power system.
    North Carolina Highway Patrol: $3,352,651 for costs for emergency protective measures, including personnel overtime, evacuations, water rescues, transportation of supplies for the public, placement of barricades, and other activities.
    North Carolina Department of Transportation: $33 million for emergency replacement of public bridges in Alleghany, Ashe, Buncombe, Burke, Caldwell, Haywood, Henderson, McDowell, Mitchell, Yancey and Watauga counties. 
    Town of Spruce Pine: $2,609,254 for permanent repairs to the wastewater treatment plant.
    Town of Burnsville: $1,160,571 for emergency protective measures, including establishment of a temporary raw water intake system.
    Madison County: $1,636,697 for emergency protective measures, including placement of six modular units at the Sprinkle Shelton Building and the Madison County Courthouse.
    Town of Spruce Pine: $1,845,849 for permanent repairs at the Riverside Park pedestrian bridge.
    Rutherford County: $7,643,529 for debris removal.
    Cleveland County: $3,854,825 for debris removal.
    Town of Biltmore Forest: $2,022,931 for debris removal.
    North Carolina Emergency Management: $6,709,159 for personnel, contractual support and other support expenses related to Tropical Storm Helene.
    These large projects are among $135 million provided since January. Since the disaster declaration in September, 373 projects have been obligated for $451.8 million.

    Claire Cullis, of Carmichael, has been appointed Deputy Secretary of Business and Consumer Relations at the California Business, Consumer Services, and Housing Agency. Cullis has been Chief of Staff to the First Partner in the Governor’s Office since 2021. She was Founder of Claire Cullis Consulting, LLC from 2018 to 2021. Cullis was the Executive Director of the Institute for Democracy and Justice from 2018 to 2021. She was the Director of Dignitary and Speaker Engagement at the Global Climate Action Summit for the United Nations Foundation in 2018. Cullis was a Consultant to the Special Olympics for the Austria Winter World Games in 2017. She held multiple positions at the United States Department of the Treasury from 2013 to 2017, including Director of Scheduling, Advance, and Administration, and Associate Director of Scheduling and Advance for the Treasury Secretary. Cullis was an Advance Associate at The White House from 2013 to 2017. She was Deputy Parade Director at the Presidential Inaugural Committee from 2012 to 2013. Cullis was National Advance Staff for Obama for America in 2012. She was a Senior Associate at the Dewey Square Group from 2006 to 2012. She was a Teacher at the Japanese Exchange and Teaching Program from 2005 to 2006. Cullis was National Advance Staff for the John Kerry presidential campaign in 2004. Cullis earned her Master of Business Administration degree from Virginia Tech, and her Bachelor of the Arts degree in International Studies and Studio Art from the University of Iowa. This position does not require Senate confirmation, and the compensation is $195,564. Cullis is a Democrat.

    Sophia Carrillo, of Santa Monica, has been appointed Assistant General Counsel of Enforcement at the California Environmental Protection Agency. Carrillo was an Assistant United States Attorney at the United States Attorney’s Office, Central District of California from 2023 to 2025. She was a Deputy Attorney General at the California Department of Justice from 2019 to 2023. Carrillo was a Judicial Law Clerk at the United States District Court, Eastern District of California from 2018 to 2019. She was an Associate Director of the Mayor’s Office of Talent and Appointments/D.C. Human Resources at the Executive Office of Mayor Muriel Bowser in 2015. Carrillo is a member of the Latino Community Foundation’s Los Angeles Giving Circle. She earned her Juris Doctor degree from Stanford Law School and a Bachelor of the Arts degree in Political Science and Sociology from the University of San Diego. This position does not require Senate confirmation and compensation is $174,000. Carrillo is a Democrat. 

    Iris “Marlene” De La O, of Berkeley, has been appointed Deputy Secretary of Public Policy at the California Environmental Protection Agency. De La O held several positions at Chemonics International from 2021 to 2025, including Senior Partnerships Manager and Director of Climate Change and Resiliency. She was the Director of Resiliency and Acquisitions at the Department of Housing, Preservation, and Development in 2019. De La O was Deputy Director at the California Strategic Growth Council from 2017 to 2018. She was a Consultant at Inter-American Development Bank from 2015 to 2016. De La O was a Manager and Regional Contracts Specialist at Chemonics International from 2012 to 2015. She earned a Master of Public Policy degree in City Planning from the Massachusetts Institute of Technology and a Bachelor of the Arts degree in Development Studies from the University of California, Berkeley. This position does not require Senate confirmation, and compensation is $175,512. De La O is a Democrat.

    Adam Ebrahim, of Carmichael, has been appointed Chief Deputy Director at the Commission on Teacher Credentialing. Ebrahim has been the Senior Director of Policy and Continuous Improvement at the Commission on Teacher Credentialing since 2024. He was the Principal Consultant at Azimuth Learning Partners from 2016 to 2024. Ebrahim was the Director of Education Strategy at Parsec Education in 2024. He was a Staff Consultant at the California Teachers Association from 2020 to 2024. Ebrahim was the Director of Local Control and Accountability Plan and Continuous Improvement at San Juan Unified School District from 2019 to 2020. He was a Project Director at Californians Dedicated to Education Foundation from 2016 to 2019. Ebrahim was a Staff Consultant at Fresno County Superintendent of Schools from 2015 to 2016. He was a Teacher at Fresno Unified School District from 2010 to 2015. Ebrahim was an Enlisted Soldier and Commissioned Officer at the California Army National Guard from 2007 to 2012.     Vanessa Ejike, of Cerritos, has been appointed to the State Board of Education. Ejike was a Poll Worker for the Los Angeles County Registrar-Recorder/County Clerk and an Intern for Assemblymember Sharon Quirk-Silva in the California State Assembly in 2024. She is the National Partnerships Director for the High School Democrats of America, Local Affairs Director for California High School Democrats, Communications Coordinator for the Pacific Coast Coalition of Girl Up USA, Student Representative for the Legislative and Policy Committee at the ABC Unified School District, and Founder and Chair of the Principal’s Advisory Council at Gretchen Whitney High School. This position does not require Senate confirmation, and the compensation is $100 per diem. Ejike is not registered to vote. 

    Niki Woodard, of Sacramento, has been appointed Deputy Director of Communications and External Affairs at the California Energy Commission. Woodard has been the Senior Communications Officer at Resources Legacy Fund since 2019. She was the Deputy Assistant Director at the California Department of Water Resources from 2016 to 2019. Woodard was the Communications and Marketing Director at the Center for Climate Protection from 2015 to 2016. She was Founder and Principal of Spiral-PR from 2011 to 2016. Woodard was the Communications Director at Sequoia Riverlands Trust from 2008 to 2011. She was a Research Associate at the Pew Research Center from 2006 to 2008. Woodard earned a Master of the Arts degree in Communications from Georgetown University and a Bachelor of the Arts degrees in Rhetoric and Economics from the University of California, Berkeley. This position does not require Senate confirmation, and compensation is $160,968. Woodard is a Democrat.

    Lee Herrick, of Fresno, has been reappointed California’s Poet Laureate, where he has served since 2022. Herrick has been an English Professor at Fresno City college since 1997 and an Adjunct Professor at the University of Nevada, Reno at Lake Tahoe since 2012. He was the Poet Laureate of the City of Fresno from 2015 to 2017. Herrick was an Adjunct English Professor at Modesto Junior College from 1995 to 1997. He is the Founder of LitHop and an Advisory Board Member of Terrain.org, Sixteen Rivers Press, and Anacapa review, and a Member of the Association of Writers and Writing Programs. Herrick earned a Master of Arts degree in English, Composition and Rhetoric and a Bachelor of Arts degree in English and American Literature from California State University, Stanislaus. This position requires Senate confirmation, and the California Arts Council provides an annual stipend. Herrick is a Democrat.

    CHICO –  Governor Gavin Newsom and First Partner Jennifer Siebel Newsom celebrated Earth Day today at California State University, Chico’s Center for Regenerative Agriculture and Resilient Systems. 

    The event showcased the role of higher education in preparing the next generation of California’s climate and agricultural stewards. The First Partner also highlighted the connection to the California Farm to School initiative, which has provided nearly half of California’s school-age students with school meals prepared using locally-grown ingredients, as well as educational programming about the origin and connection of their food to the sustainability of the planet.

    Innovative programs like the one here at Chico State are building the next generation of leaders — students learning how to farm in ways that protect the planet and build a more sustainable future.     What you need to know: Classes resumed in person at Palisades Charter High School today at a new temporary site in Santa Monica. All eight public schools that were damaged in the fires are now back to learning in person.

    LOS ANGELES – Today, Governor Gavin Newsom welcomed Palisades Charter High School students back to school as they returned to in-person learning at a new school site – a former Sears location in Santa Monica that has now been converted to house the entire student population of more than 2,400 students at a single campus.

    The school has been engaged in remote learning since the deadly Southern California fires that ignited in January severely damaged their school site in Pacific Palisades.

    “I’m happy to welcome the administrators, educators and students of Palisades Charter High School back to in-person learning. While this home is only temporary until we can get them back to their regular site, the partnership and collaboration between state and local officials to get this new site up and running shows the spirit of our recovery. This is an important step forward for the Palisades community as we rebuild and rise together.”

    Debris removal at the original Palisades Charter High School was completed last month, and with Palisades High School now returning to in-person instruction, all eight public schools that were damaged by the Eaton and Palisades fire have resumed in person instruction. 

    Supporting schools and getting kids back into the classroom quickly has been a priority for the Administration from the first days after the fires. Previously Governor Newsom signed an executive order to accelerate getting California children back in a classroom, assist schools.

    The Governor also directed that school sites be prioritized in the debris removal process so that rebuilding can start quickly and safely. When state and federal partners launched the structural debris removal process in February the announcement was held at a school site that had already been cleared.

    • Climate Risk and Vulnerability Assessments (CRVAs) will help ports protect against potential climate-change related hazards.

    The European Investment Bank (EIB) will provide advisory support to Growthfund, Greece’s National Investment Fund, to help strengthen the climate resilience of key Greek ports. This initiative will focus on conducting Climate Risk and Vulnerability Assessments (CRVAs) for the ports of Volos, Alexandroupoli, and Patras, supporting their adaptation to climate change challenges.

    Under the agreement, EIB Advisory will assist the corresponding port authorities in identifying and addressing physical climate risks which could impact port infrastructure and operations, such as coastal flooding, rising sea levels, and extreme weather events.  These assessments will help define specific adaptation measures to enhance long-term sustainability and economic resilience.

    “Ports are critical for Greece’s economy and connectivity, but they face increasing risks due to climate change,” said EIB Vice-President Ioannis Tsakiris. “By working with Growthfund, we aim to provide structured assessments and strategic solutions to protect vital port infrastructure and ensure its long-term viability.”

    Panagiotis Stampoulidis, Deputy CEO of Growthfund, referred to the cooperation between Growthfund and the EIB as the second substantial partnership between the two institutions, which further strengthens their contribution to the development of public infrastructure by making services more competitive and sustainable. “Climate change is one of the greatest challenges of our time, and ports — as critical infrastructure for the Greek economy, society, and the country’s connectivity — are at the forefront of this challenge. Our collaboration with the Advisory Services of the European Investment Bank is fully aligned with Growthfund’s strategic planning to strengthen key public infrastructure.

    Through targeted Climate Risk and Vulnerability Assessments (CRVAs), we aim to ensure that the ports of Volos, Alexandroupolis, and Patras are better protected against extreme weather events and the broader effects of the climate crisis.

    Growthfund, leveraging its international network, technical expertise, and alignment with European best practices, actively contributes to the creation of a more sustainable and resilient development model for the country.”

     A key step in climate-proofing infrastructure

    The advisory support will be structured around three key tasks:

    • Baseline assessment: analysing climate data and historical extreme weather events affecting the selected ports.
    • Climate Risk and Vulnerability Assessment (CRVA): identifying climate risks, assessing their impact, and proposing adaptation measures.
    • Financial impact assessment: estimating how climate risks could affect operational costs, revenues, and investment needs.

    The project aligns with EU climate policies and best practices, including the European Commission’s Technical Guidance on Climate Proofing Infrastructure and PIANC’s guidelines for climate adaptation in ports and waterways.

    The agreement reinforces the EIB’s role as the EU Climate Bank, supporting investments that build resilience and promote sustainable infrastructure.     [PRESS RELEASE 07 April 2025] – Marking a major milestone for regional cooperation and resilience, the Samoa Fire and Emergency Services Authority (SFESA) and the National Fire Authority (NFA) of Fiji have officially signed a Memorandum of Understanding (MOU) to enhance fire safety and emergency response capabilities across the Pacific.

    “This MOU represents more than a formal agreement — it is a shared vision for a safer, more resilient Pacific, knowing your neighbours and knowing their strengths and capabilities is a valuable asset.

    It is testament to the value of regionalism, of understanding that when we combine our knowledge, skills and resources, we are far more capable than when we act alone” said Commissioner Tanuvasa Oloapu Petone Mauga of SFESA.

    Through collaboration, training, and mutual support, we can strengthen our collective ability to respond to the evolving risks facing our communities.

    The MOU outlines key areas of cooperation, including:

    •Share trainings opportunities and personnel exchanges to strengthen operational readiness

    •Collaborative fire prevention and community education programs – SFESA and NFA will promote fire safety and educate the public/community on best practices to reduce fire risks

    •Adoption of modern firefighting technologies and best practices – the partnership will focus on adopting latest technology in firefighting and techniques to improve operational effectiveness in times of disaster and major emergencies

    •Cooperation for the purpose to support each other in the building of safe and more resilient communities in the Pacific Region

    Following the formalities, the SFESA delegation visited key NFA facilities, beginning with Lami Fire Station, where they were warmly welcomed with a ceremonial parade. The visit provided an in-depth overview of the station’s operations and highlighted the dedication of Fiji’s firefighters.

    These engagements provided valuable insights into Fiji’s emergency response infrastructure and reinforced the importance of regional learning and exchange.

    SFESA extends its heartfelt gratitude to the leadership and personnel of NFA Fiji for their warm hospitality, and to the Pacific Islands Emergency Management Alliance (PIEMA) for their continued support in making this milestone a reality.

    [PRESS RELEASE 07 April 2025] – The Samoa Airport Authority (S.A.A.) wishes to clarify the recent vehicle screening operations conducted at the entry gate of Faleolo International Airport.

    The SAA’s decision to implement random screening of vehicles entering the airport premises was made in response to serious and escalating threats to public safety, security and airport property. Over the past several months, there have been three separate incidents involving violent disputes on airport grounds including in the public car park area. These incidents involved the use of dangerous weapons such as machetes and alarmingly, the discharge of firearms.

    These occurrences represent a threat to the safety and security of travelers, airport personnel, and the general public. As stipulated in the Airport Authority Act 2012, relevant by-laws, operating procedures and codes of practices, the SAA may exercise all necessary measures to prevent such threats from materializing again.

    It is important to note that the initial intent of the screening operation was to carry out a brief series of security-related questions to the general public entering the Airport, not to conduct physical searches of vehicles or personal belongings. Unfortunately, there was a miscommunication with some members of our security teams, which resulted in unintended and more extensive screening procedures at the entry point in recent days.

    While we regret the inconvenience this may have caused, the decision was made with the safety and security of all airport users as the highest priority. We are currently reviewing our communication and operational protocols to ensure clarity and consistency in the future.

    The Samoa Airport Authority appreciates the understanding and cooperation of the public as we continue to work towards providing a safe and secure environment at Faleolo International Airport.

  • MIL-OSI NGOs: “Let us do our jobs” — Major aid groups in Gaza warn aid system is collapsing

    After 18 months of war, a staggering toll on civilians and aid workers, and now a six-week total siege, the humanitarian aid system in Gaza is facing total collapse with the CEOs of 12 major aid organisations making an urgent plea: let us do our jobs. 

    A new humanitarian access survey of 43 international and Palestinian aid organisations working in Gaza found nearly all of them – 95% – have had to suspend or dramatically cut services since the ceasefire ended one month ago on 18 March, with widespread and indiscriminate bombing making it extremely dangerous to move around.

    The people of Gaza – particularly women and children – are paying the price. Families are living amongst the rubble of their destroyed homes.  Famine is not just a risk, but likely rapidly unfolding in almost all parts of Gaza. The UN has warned the humanitarian crisis in Gaza is the worst it has been in 18 months.

    Stripped of the means to keep people alive, hospitals have become morgues. More than 51,000 Palestinians have been reported killed. One of the last partially functioning hospitals, Al-Ahli Arab Hospital in northern Gaza, was bombed last Sunday.  

    “This is one of the worst humanitarian failures of our generation. Every single person in Gaza is relying on humanitarian aid to survive. That lifeline has been completely cut off since a blockade on all aid supplies was imposed by Israeli authorities on 2 March.  

    “We have supplies ready. We have trained medical staff. We have the expertise. What we don’t have is the access – or the guarantee by Israeli authorities that our teams can safely do their jobs.  

    “Survival itself is now slipping out of reach and the humanitarian system is at breaking point,” the CEOs of the 12 aid organisations said in their joint statement.  

    Twenty-four of the surveyed organisations reported increased movement restrictions in Gaza, impeding their ability to deliver aid.  Nineteen aid organisations reported having cargo stuck outside Gaza, totaling at least 9,000 pallets of aid supplies.  

    Gaza now holds the disastrous record of being the deadliest place on earth for humanitarian workers. We cannot operate under fire or stay silent while our staff are killed. 

    More than 400 aid workers and over 1,300 health workers have been reported killed in Gaza since October 2023, despite the requirement under international humanitarian law for humanitarian workers to be protected.  

    The recent killing of 15 Palestinian paramedics and rescue workers, whose bodies were found buried in a mass grave triggered global outrage, but many violations and attacks go unreported. 

    Despite hopes that the eight-week pause in hostilities would become a turning point, the violence against civilians and aid workers has only worsened. Since Israeli forces resumed bombardments, at least 14 organisations reported Israeli fire directly or indirectly hitting their staff or aid facilities.  

    Every day, aid workers – the majority of whom are Palestinian – are targeted, detained, obstructed or killed. Just as every day, rules meant to protect civilians in war are ignored with impunity.  When our staff and partners, our convoys, our offices, our warehouses are shelled, the message is loud and clear: even lifesaving aid is no longer protected. 

    This is unacceptable. 

    Meanwhile, Israeli authorities have proposed a new authorisation mechanism for the delivery of aid in Gaza that the UN Secretary-General has described as “limiting aid down to the last calorie and grain of flour.” This mechanism would set a dangerous new global precedent and eliminate any remaining space to deliver aid independent of military and political motivations. New NGO visa and registration rules, based on vague criteria, will censor humanitarian reporting and prevent us from fulfilling our mandate. 

    We call on all parties to guarantee the safety of our staff and to allow the safe, unfettered access of aid into and across Gaza through all entry points, and for world leaders to oppose further restrictions. 

    We call for the protection of civilians and civilian infrastructure including hospitals, schools and shelters and the immediate restoration of basic services – water, electricity, and sanitation as required under international law. 

    We call for the release of the hostages. 

    We call for the release of all Palestinians arbitrarily detained. 

    We call, yet again, resoundingly, for an immediate and permanent ceasefire. 

    Humanitarian aid must never be used as a political tool. Saving lives should not be controversial. Laws of war developed over centuries to govern conduct and protect civilians should not now be discarded. 

    Let us do our jobs.

    As Gaza enters the eighth week of an Israel-imposed siege, blocking aid, vital supplies and commercial goods, Oxfam staff are describing conditions as the “stuff of nightmares”, with Israel’s mass forced displacement orders spreading terror, Oxfam said.  

    Israel has issued repeated forced displacement orders to clear out civilian populations from its renewed airstrikes and attacks on Gaza since 18 March, which has left about 70% of the Strip under displacement orders or “no go” zones, affecting more than 500,000 people. Many have been pushed into inhospitable, unsafe and inaccessible areas.  

    Since 2 March, Israel has allowed no aid or commercial goods to enter Gaza. Many humanitarian agencies have been forced to pause their operations. Oxfam and its partners have not received a single aid truck, food parcel, hygiene kit or any other essential equipment since the siege began. Oxfam’s supplies are nearly exhausted, with only a few water tanks remaining in Gaza City. 

    Palestinians in Gaza are now emotionally and physically exhausted after 18 months of airstrikes and ground offensives, repeated forced displacement orders and restrictions on basic services since October 7, 2023. 

    “It’s hard to explain just how terrible things are in Gaza at the moment. Our staff and partners are witnessing scenes of carnage and despair every day. People are in terror, fearing for their lives as displacement orders tell them, with little notice, to move with whatever they can carry.”

    The recent escalations in efforts by Israel to bombard, deprive and displace the Palestinian population of Gaza, sees Oxfam and partner organizations severely restricted and struggling to provide support to civilians, who are facing starvation and relentless violence.  

    One Oxfam staff member, who was displaced under fire twice in one week after the forced evacuation of Rafah, said nearly everything had been destroyed. She described the sounds of gunfire at night and people crying in the street, not knowing where to go. Another Oxfam worker said the experiences were “the stuff of nightmares” – people crying for help under piles of rubble, with others desperately trying to flee with injured family members, and others facing a daily struggle to find anything to drink or eat.  

    Clemence Lagouardat, Oxfam Response Lead in Gaza said:  

    “It’s hard to explain just how terrible things are in Gaza at the moment. Our staff and partners are witnessing scenes of carnage and despair every day. People are in terror, fearing for their lives as displacement orders tell them, with little notice, to move with whatever they can carry. 

    “The restrictions on internal movement are also making it very difficult to carry out vital, life-saving work. With so many people displaced, the strains on dwindling resources and operational needs are massive. What little aid we have left inside Gaza is hard to get to people living in makeshift shelters and tents when travel is so dangerous.” 

    Mohammad Nairab, Executive Manager, Palestinian Environmental Friends Association (PEF), one of Oxfam’s partners in Gaza said: 

    “Since the war resumed many of our teams have been displaced. We have had to continue our work despite the lack of safety, as countless people rely on us for water, especially during these dire times. Nothing could have prepared us for such an unprecedented war. The damage we face—both psychological and physical—is profound and cannot be undone.” 

    Oxfam says that people are struggling to find safe drinking water, with facilities bombed or unable to operate since Israel cut the last remaining electricity supplies needed to run sanitation facilities. Backup generators are of little use because fuel stores are depleted. The prices of what little food is available have skyrocketed, and many people are at risk of extreme hunger.  

    Lagouardat said: “We must see an end to this terror and carnage right now, with a lifting of the siege to allow urgent humanitarian aid to reach all of those in need.”  

    Oxfam is calling for a renewed and permanent ceasefire, the safe return of Israeli hostages and illegally detained Palestinian prisoners, and immediate and unfettered aid access at scale in Gaza. Oxfam reiterates its call for justice and accountability for all those affected. States should stop selling arms to Israel, risking complicity in war crimes and crimes against humanity.

    He’ll come back again, I muttered as I declined a friend’s invitation to see Pope Francis when he visited the University of Sto. Tomas in 2015. There was good reason to believe he would. Being one of two predominantly Catholic countries in Asia, the Philippines would certainly be a prime place for a liberal-leaning pope to visit. That confidence was also masked by a certain hubris that I might find myself in Rome one of these days, looking up at St. Peter’s Square. So his sudden death brings more regrets than questions; a certainty that I missed the mark and did not see Christ’s representative in the flesh.

    Having been raised Catholic, the life of the Church was always like a familiar plaza. There was as much friendship as there was gossip, and it was a place to cultivate not only one’s faith but also the sense of community that is so important with the Church. In a sense, I was also brought up in the more traditional track of Catholicism, and this was also reflected in my theological interests during graduate studies. Looking back, it seemed all the more strange that I would refuse an opportunity to see the Pope. Perhaps there was something stirring inside me, a subconscious feeling that made it difficult for me to embrace the Church.

    Francis, in many ways, represented a perceived break—a moment of irruption in the unified vision of the Church. One could remember the fear in his eyes when he was presented to the world for the first time in strikingly simple garb. There was something uncanny about him when he was addressing the crowd. Why couldn’t I shake off the feeling of discomfort? Being Jesuit-educated, I should understand this simplicity, but for some reason, there was what Karl Rahner called “the unsolved remainder” that lingered long after the pomp and excitement of Francis’s election.

    And it became more and more apparent as Francis slowly broke down what I thought was the Church, often in gentle ways. From admitting—to a Haiyan survivor—the failure of human reason amidst unspeakable suffering, to kissing the feet of inmates in Regina Coeli prison in Rome every Maundy Thursday, Francis’s brand of Church-building was one of humility.

    The Franciscan brand of humility was never far away from radical unity. In order for the Church to be truly itself, she had to go back to her roots, a Church that called for the liberation of the oppressed, that swung open the doors of secrecy, that loved everyone—todos, todos, todos—regardless of orientation, belief, background, or status. The roots of the Church, Francis pressed, had to go where there was a real chance it would not grow and then eventually rot away. The fringes and the frontlines where God seemingly has abandoned humanity: among the wastelands of war, famine, and communities flattened by extreme weather, and even in the most personal and intimate encounters of the deafening silence of God.

    Perhaps it was the reaching out to the margins that terrified me, because spiritually, I’ve found myself in those dark corners especially in the last few years. Perhaps I felt seen and heard, and I did not want to be because I refused to admit that all I heard was silence. Because such is the nature of the dark night–it creeps up silently, etching away the facade of one’s faith. It then becomes like an irresistible itch that one unconsciously scratches, preventing any kind of healing. Paradoxically, it is only ever in this kind of darkness and silence that the God of Francis’s teaching fully reveals His power, the power of pure presence, and this presence had a name: mercy.

    That was probably the unsolved remainder: a God that offered no world-changing reason for the problems of humanity, no quick fixes to the climate crisis, no easy answers to the suffering of the innocent. A God that simply announces Himself as Herself in the midst of the world’s brokenness, with the complete honesty that nothing will ever fully address the weight of suffering. Francis represented that simple, honest, and all-embracing mercy, and that disturbed me, because little did I know that I was the one being ministered to.

    Perhaps that was what Francis really tried to teach: to be able to have the confidence to confront even the darkest questions, mustering up the courage to face the world’s problems with nothing more than the quiet assurance that God will never leave. This conviction probably annoyed me because it was easier said than done. It probably angered me too as it didn’t offer the kind of solutions our world has been accustomed to.

    The urgency is much more pressing in a world that is slowly crumbling away from the excesses of the rich and powerful, who continue to prioritize greed and self-interest over the life of the planet, and who foment hate towards those that are not like them. Could you believe that? The “answer” to all these overwhelming problems was to be silent and sit by someone and cry with them?

    Maybe it was less of an answer and more of a signpost towards a starting point. That, to meet and commune with those who have suffered, what was required was to refrain from immediately offering solutions and open oneself up to the simple power of presence. In many ways it is also a slap on my face: working in an environmental NGO, one gets lost in the urgency of the calls, for instance, to make polluters pay, and one forgets the truly essential starting point of mercy. One gets addicted to the thrill of campaigning, and one neglects the unsolved remainder that will always result from the calculus of the climate crisis. Perhaps the starting point in addressing the climate crisis is on the level of fear and trembling with others, where words fail and presence remains the only acceptable response. Much like the silence that envelops a household swept away by a storm surge, and no amount of campaigning will ever repay or repair what was lost. Campaigning involving human suffering always entails acquiescing to the silence of presence, and only then can one build truly merciful and human connections and tackle the climate crisis together with others.

    It took Francis’s death to make me realize that I was being ministered to spiritually and in work, and there is no timeline for when the darkness will be lifted. Now the plaza is less bustling and, at times, flooded. And the floating garbage is like the lingering memories of the moments I wasted neglecting my own faith and conviction for my work. But when I look up, all I see are the forgotten that Francis invited back into the Church, and I realize my own brokenness and darkness too, as I am constantly being invited back to the Church that is equally broken.

    Maybe this is what it means to be a Church now: to acknowledge our brokenness and how we have become used to or even addicted to it. To use this as a starting point to see each other as each other and cultivate the kind of courageous presence that breaks down the powerful. Until everyone, everyone, and everyone is embraced without measure.

  • MIL-OSI Global: Severance: what the hit show can teach us about cybersecurity and human risk

    What if your work self didn’t know about your personal life, and your home self had no idea what you did for a living? In Apple TV’s Severance, that’s exactly the deal: a surgical procedure splits the memories of employees into “innies” (who only exist at work) and “outies” (who never recall what they do from nine to five).

    On the surface, it sounds like an ideal solution to a growing cybersecurity problem of insider threats, such as leaks or sabotage by employees. After all, if an employee can’t remember what they accessed at work, how can they leak it, sabotage it, or sell it?

    As someone who has researched insider threats for the last decade I can’t help but see Severance as a cautionary tale of what happens when we try to eliminate threats without understanding people.

    The threat from within

    Insider threats really hit prominence in the wake of high-profile incidents like Chelsea Manning and Edward Snowden, who both leaked top secret government information. These threats are one of the most persistent challenges in security because unlike “traditional” hackers, insiders already have access to sensitive systems and information.

    They might act maliciously, stealing trade secrets or exposing data, or accidentally, through phishing links or lost devices. Either way, the consequences can be more serious because of the unprecedented levels of access someone has while working within an organisation.

    While we often think of the high-profile cases in the first instance, the reality of most insider incidents is far less dramatic. Think of the disgruntled employee who downloads a client database before leaving, or the well-meaning staff member who shares a sensitive file via the wrong link.

    In fact, one of the most iconic examples of an insider threat in fiction is Jurassic Park. The entire catastrophe begins, not with a dinosaur, but with a software engineer, Dennis Nedry, who disables the park’s security in an attempt to steal trade secrets. It’s a reminder that even the most sophisticated systems can be undone by a single rogue employee.

    Organisations try to manage this through access controls, behaviour monitoring and training. But people are unpredictable. Insider threats sit at the messy intersection of human behaviour, organisational culture and digital systems.

    This is where Severance strikes a chord. What if you could eliminate the human risk altogether, by turning employees into separate, tightly compartmentalised selves? In the show, workers at the shadowy Lumon Corporation have no memory of their job outside the office and vice versa.

    In a sense, it’s the ultimate form of “need to know.” An “innie” can’t tell anyone what they do because they don’t know anything beyond their desk. It’s a very elegant, although ethically problematic, solution for someone working in security. However, as the series unfolds, it becomes clear that the levels of control on offer through the process of severance come with a terrible cost.

    The problem with control

    The innies in Severance are trapped in an endless workday, unable to understand the meaning or value of their tasks. They form bonds, question authority and ultimately rebel. Ironically, it is the severed employees, the ones who are most closely controlled in the company, who become the greatest insider threat to Lumon.

    This mirrors something we know from real organisations: excessive surveillance, control and secrecy often backfires. For instance, Amazon has faced repeated criticism over its use of tracking technologies to monitor warehouse workers’ movements and productivity, with reports suggesting this has contributed to high stress, burnout and even rule-breaking as workers try to “game” the system.

    A 2022 study published in Harvard Business Review found that employees who feel overly monitored are significantly more likely to break rules or engage in counterproductive behaviour – undermining the very goals of workplace surveillance. If people feel undervalued or mistreated, they’re more likely to become disengaged or actively hostile. Security systems that ignore culture and trust are therefore often brittle.

    What Severance gets right is that insider threats are emotional and ethical problems as much as technical ones. They stem from how people feel about their role, their autonomy and their identity within a system. This is something that we can’t simply patch within a piece of software.

    Lessons from fiction

    Thankfully, no company in the real world is proposing surgical memory separation, at least not yet. But in an age of algorithmic management, increasing surveillance, and growing concerns about privacy, Severance resonates. It forces us to ask just how far should we go in the name of security?

    The answer isn’t to separate people from their work, but to build systems that are secure and respectful of the people within them; something increasingly backed by research.

    That means better design, clearer boundaries and a workplace culture that values openness, not just compliance. For example, implementing clear expectations around work hours and communication norms can help prevent burnout and promote wellbeing.

    Encouraging open communication channels, such as anonymous feedback systems, empowers employees to voice concerns without fear, fostering a culture of trust. Additionally, designing physical workspaces that promote collaboration, like open-plan areas and communal lounges, can enhance team cohesion and reflect organisational values.

    If we follow the example set by Lumon and try to remove all risk then we lose something far more essential – the humanity at the centre of our systems and organisations. Ultimately, removing that human focus could be the most significant vulnerability of all.

    Urban flooding is a major problem in the global south. In west and central Africa, more than 4 million people were affected by flooding in 2024. In Ghana, cities suffer damage from flooding every year.

    Ghana’s president, John Dramani Mahama, has established a task force to find ways of improving flood resilience in the country. This is partly driven by an increase in flooding incidents in cities such as Accra and Kumasi in the last decade.

    We are urban planning and sustainability scholars. In a recent paper we analysed whether flooding in Accra, Ghana’s capital, was caused by climate change or poor land use planning.

    We conclude from our analysis that flooding is caused by poor and uncoordinated land use planning rather than climate change. We recommend that the physical planning department and other regulatory agencies are equipped to ensure the effective enforcement the relevant land use regulations.

    Mixed push factors

    The Accra metropolitan area is one of the 29 administrative units of Ghana’s Greater Accra region. It is the most populous region in Ghana, with over five million residents, according to the 2021 Housing and Population Census.

    We interviewed 100 households living in areas such as Kaneshie, Adabraka and Kwame Nkrumah Circle. These areas experience a high incidence of floods. Representatives of agencies such as the Physical Planning Department of the Accra Metropolitan Assembly, the National Disaster Management Organisation and the Environmental Protection Agency were interviewed too, about:

    • the nature and areas most prone to flooding in the study area

    • the frequency of flooding

    • land use planning and regulations and their influence on flooding.

    About 40% of the people we interviewed attributed flooding to both weak enforcement of land use regulation and changes in rainfall patterns. Most of the households (52%) said floods in Accra were the result of weak enforcement of land use regulations, while 8% blamed changes in land use regulations.

    We also analysed recorded data on flood incidence and rainfall. We found no correlation between increased rainfall and flooding. For example in 2017 there was a decrease in rainfall, but an increase in flooding.

    This finding points to the fact that rainfall isn’t the only factor contributing to flooding in the city.

    The agencies and city residents reported that between 2008 and 2018, they could see that more people were encroaching on the city’s wetlands by building homes and commercial infrastructure. This has changed the natural flow of water bodies. The Greater Accra Metropolitan and its environs has major wetlands such as Densu Delta, Sakumo Lagoon and Songor Lagoon.

    Interview respondents noted that the siting of unauthorised buildings and the encroachment on buffer zones of water bodies in the city could have been averted. They blamed political interference in the enforcement of land use regulation. The government makes the situation worse in two ways, they said:

    • planning standards and regulations are neglected in the development process. The processes involved in acquiring development permits are cumbersome and expensive, so people go ahead and develop without permits.

    • regulatory institutions and authorities are ineffective. This is clear from the fact that planning happens chaotically. No attention is given to the ecological infrastructure that’s needed.

    The way forward

    We conclude that land use malpractices remain the dominant causes of flooding in Accra. They include:

    • poor disposal of solid waste, which eventually blocks drains and results in water overflow during heavy rains

    • building on wetlands as a result of non-compliance or non-enforcement of land use regulations.

    There is an urgent need for Ghana’s cities to adopt best practices in waste management. These include recycling of plastic waste and composting for urban agriculture. An environmental excise tax was introduced in 2011 to fund plastic waste recycling and support waste management agencies.

    The increasing encroachment on wetlands should be addressed through the strict enforcement of buffer regulations. Planning authorities and the judiciary can collaborate on this. The city must also encourage green infrastructure, like rain gardens, green roofs, permeable pavement, street trees and rain harvesting systems. Research has shown these to be environmentally sustainable and cost-effective approaches to managing storm water.

    Another suggested approach is the introduction of the polluter pays principle in city management. This is a system where city residents who are involved in the pollution of the environment are made to pay for the cost of mitigating the impact. Residents who dispose of waste indiscriminately and encroach on wetlands would be made to pay for the cost of the environmental degradation. Cities such as Barcelona and Helsinki have applied this principle in the management of their industrial discharge and contaminated waste.

    Finally, there should be incentives for city residents to promote environmental sustainability. For example, a deposit refund system has been introduced in several states in the US and Australia. In this system, consumers are made to pay a deposit after purchasing items that can be recycled, such as plastic bottles, and the deposit is reimbursed to the consumer after the return of the empty bottles to a retail store.

  • MIL-OSI Europe: A “Need for Chaos” Powers Some Americans’ Support for Elon Musk

    Who are the Americans that want to tear down social institutions?  Answers by Kevin Arceneaux, Director of Sciences Po’s Centre for Political Research (CEVIPOF) and Dannagal G. Young, Professor at the University of Delaware. An article initially published by our partner The Conversation.

    A video of a Las Vegas Tesla dealership that had been set on fire by anti-Elon Musk protesters was posted on March 18, 2025, by an account on X called EndWokeness.

    The next day Musk replied to the post, “Some people just want to watch the world burn,” an iconic line from the 2008 Batman film “The Dark Knight.” Alfred, the Wayne family’s faithful butler, says the line to Bruce Wayne – Batman – to describe the motivations behind the Joker’s chaotic acts of violence.

    Musk – and Alfred – was right. Some people do, in fact, say they think that society should be burned to the ground. It’s part of a psychological measure political psychologists created called “need for chaos.”

    New data from the Center for Political Communication at the University of Delaware suggests that those people – the ones who want society to burn – are the ones with more, not less, trust in Musk. They also report more trust in the Department of Government Efficiency, the government entity Musk advises, which the Trump administration claims it created to cut government waste and fraud.

    Yet, critics point out that Musk and DOGE’s seemingly indiscriminate approach to spending cuts risks damaging the infrastructure necessary for American innovation.

    This desire to watch the world burn doesn’t come out of nowhere.

    Fear of losing status

    Somewhat like the Joker, whose perpetual sense of victimhood – “You wanna know how I got these scars?” – drove his need for chaos and destruction, people can develop a need for chaos in response to a sense that they are losing.

    When political psychologists introduced this concept of “need for chaos” in 2021, they described it not as a psychological trait, but as a character adaptation that occurs when some people experience a cultural and political situation that makes them feel like they are losing status and power. For some people, this feeling triggers a desire to “burn it all down” – “it” being society, institutions, the world – maybe to rebuild it all anew, or maybe just to see it all destroyed.

    Only a small percentage of the U.S. population – less than 15% – tends to score high in need for chaos. But even so, understanding this minority is important to gaining insight into this political moment.

    For example, people who score high in need for chaos exhibit greater support for political violence and a willingness to knowingly share hostile and false information online. And in our data, those higher in need for chaos report holding more trust in Musk, DOGE and Trump than people who score lower in the need for chaos measure.

    Who wants to burn it down

    We are political psychologists who study the link between psychological traits and political beliefs. Last month, the University of Delaware’s Center for Political Communication ran a national survey that we designed to understand where the public stands on various political issues and how those beliefs relate to psychological traits, including need for chaos.

    In our national study of 1,600 Americans conducted between Feb. 27-March 5, 2025, by YouGov, we asked respondents how much they agreed or disagreed with the following statements:

    • “I fantasize about a natural disaster wiping out most of humanity such that a small group of people can start all over”

    • “I think society should be burned to the ground”

    • “We cannot fix the problems in our social institutions; we need to tear them down and start over”

    • “I need chaos around me – it is too boring if nothing is going on”

    Similar to prior work by author Kevin Arceneaux and his colleagues, our data shows that a very small number – fewer than 20% of the sample – agrees strongly or agrees somewhat with each item.

    However, looking at need for chaos among groups of varying ages, education levels and media habits, we find the highest need for chaos scores among people under age 40, those with less education, and those who pay the least attention to politics.

    Musk fans more inclined to ‘tear down’ social institutions

    A nationally representative survey of 1,600 Americans taken between Feb. 27 and March 5, 2025, found that 18.2% of all Americans “strongly agreed” or “somewhat agreed” with the statement: “We cannot fix the problems in our social institutions; we need to tear them down and start over.” People who expressed “a lot” or “a great deal” of trust in presidential adviser and billionaire Elon Musk were more inclined to agree than the average American. People with lower levels of trust in Musk, or none at all, were less likely to agree with the desire to tear things down and start again.

    Burning it down through government policy

    Our new data also shows that while people highest in need for chaos report having more trust in Musk, DOGE, and President Trump, these chaos-seeking folks report having less trust in “people in general,” journalists or the federal government. These findings hold even when statistically accounting for other factors, among them party, race, gender, education and ideology.

    Musk’s penchant for wielding chainsaws as a symbol of DOGE’s work provides some insight into why chaos seekers may like what they see in Musk.

    It’s not clear exactly what Musk’s aim is with his work at DOGE, as he eliminates the jobs of hundreds of thousands of government workers.

    What is clear, however, is that by many accounts, the mass firings and the gutting of agencies, like the U.S. Agency for International Development and the Institute for Peace, are sowing chaos. And a significant portion of Americans want just that.

    As finance ministers and central bank governors from around the world gather in Washington, DC for the IMF Spring Meetings, international economic relations are more strained than most of us have probably ever experienced.
    At a time when the rules-based global order is under imminent threat, it is up to all of us to defend this global order and the institutions upon which it is built. I see an urgent need for policymakers to clearly articulate the benefits that these institutions and a stable international monetary system deliver for all countries.
    The IMF ranks among the most important international organisations. It helps preserve the stability of the global monetary and financial system by providing its member countries with policy advice or, if necessary, financial assistance to prevent and overcome economic and financial crises. The IMF is a cornerstone of the rules-based international monetary system that is so vital for our prosperity.
    One enduring feature of the IMF is its strong ability to adapt to evolving global economic conditions, in part because it regularly evaluates the design of its frameworks and policies. Indeed, the IMF is planning to review two fundamental areas – the conduct of surveillance and the design of its lending programmes, including conditionality – in the near future.
    Surveillance is the IMF’s key crisis prevention tool. Given the current challenges, it is crucial to keep our understanding of international spillover effects up to date at all times. Significant progress has been made since the global financial crisis, but we still need to improve what we know about how economic developments are transmitted from one country to another. Despite signs of fragmentation, our world is still very much interconnected and the economic linkages have grown in complexity in recent years. Needless to say, changing trade patterns are a factor in this. But enhanced analyses are also needed for the financial sector. That’s a task the IMF is uniquely placed to perform.
    Furthermore, factors like artificial intelligence, digital money and the move towards a more multipolar world will significantly affect our economies. We need to know more about their impact on global monetary and financial stability. Climate-related risks such as floods, droughts and storms can take their toll on banks’ and insurers’ balance sheets. Political uncertainty and geoeconomic fragmentation will also affect the financial sector and real economy. By understanding the systemic implications of these trends, we will be better equipped to overcome the challenges that lie ahead.
    Unfortunately, though, crisis prevention is only part of the story. When crises do occur, IMF lending plays a hugely important role. To make sure the funds are used effectively, they are granted subject to conditions as a way of ensuring that a crisis can be overcome.
    Currently, in some programmes, funds are disbursed early, while policy actions only need to be implemented later. I would suggest – where feasible – bringing policy actions forward and pushing back disbursements. This would enhance programme effectiveness and help make more efficient use of the funds. In addition, including contingency measures more often could help programmes respond more flexibly to unforeseen events.
    The global economy needs global institutions like the IMF. It is a cornerstone of the global monetary and financial system, and thus also of our collective well-being. Let me be clear: the Bundesbank and I are committed to the IMF as an important player in promoting economic and financial stability and thus also our prosperity.

    Aid to Gaza: E3 foreign ministers’ statement, 23 April 2025

    Joint statement on behalf of the Foreign Ministers of France, Germany and the UK on more than 50 days of Israel’s block on aid to Gaza

    Israel has now fully blocked the entry of humanitarian aid into Gaza for over fifty days. Essential supplies are either no longer available or quickly running out. Palestinian civilians – including one million children – face an acute risk of starvation, epidemic disease and death. This must end. We urge Israel to immediately re-start a rapid and unimpeded flow of humanitarian aid to Gaza in order to meet the needs of all civilians. During the last ceasefire, the UN and INGO system was able to deliver aid at scale. The Israeli decision to block aid from entering Gaza is intolerable. Minister Katz’s recent comments politicising humanitarian aid and Israeli plans to remain in Gaza after the war are unacceptable – they harm prospects for peace. Humanitarian aid must never be used as a political tool and Palestinian territory must not be reduced nor subjected to any demographic change. Israel is bound under international law to allow the unhindered passage of humanitarian aid.

    Humanitarians must be able to deliver aid to those who need it most, independent of parties to the conflict and in accordance with their humanitarian principles. Israel must ensure unhindered access for the UN and humanitarian organisations to operate safely across Gaza. Hamas must not divert aid for their own financial gain or use civilian infrastructure for military purposes.

    We reiterate our outrage at recent strikes by Israeli forces on humanitarian personnel, infrastructure, premises and healthcare facilities. Israel must do much more to protect the civilian population, infrastructure and humanitarian workers. This includes restoring deconfliction systems, allowing humanitarian workers free movement within Gaza. And Israel must prevent harm to medical personnel and premises in the course of their military operations. They must allow the urgent healthcare needs of the population to be met, while allowing the sick and wounded to temporarily leave the Gaza Strip to receive treatment.

    Crucially, we urge all parties to return to a ceasefire. We continue to call on Hamas for the immediate release of all the remaining hostages, who are enduring terrible suffering. We must all work towards the implementation of a two-state solution, which is the only way to bring long-lasting peace and security to both Israelis and Palestinians and ensure long-term stability in the region.

They blamed political interference in the enforcement of land use regulation. The government makes the situation worse in two ways, they said:

    • planning standards and regulations are neglected in the development process. The processes involved in acquiring development permits are cumbersome and expensive, so people go ahead and develop without permits.

    • regulatory institutions and authorities are ineffective. This is clear from the fact that planning happens chaotically. No attention is given to the ecological infrastructure that’s needed.

    The way forward

    We conclude that land use malpractices remain the dominant causes of flooding in Accra. They include:

    • poor disposal of solid waste, which eventually blocks drains and results in water overflow during heavy rains

    • building on wetlands as a result of non-compliance or non-enforcement of land use regulations.

    There is an urgent need for Ghana’s cities to adopt best practices in waste management. These include recycling of plastic waste and composting for urban agriculture. An environmental excise tax was introduced in 2011 to fund plastic waste recycling and support waste management agencies.

    The increasing encroachment on wetlands should be addressed through the strict enforcement of buffer regulations. Planning authorities and the judiciary can collaborate on this. The city must also encourage green infrastructure, like rain gardens, green roofs, permeable pavement, street trees and rain harvesting systems.
    Research has shown these to be environmentally sustainable and cost-effective approaches to managing storm water.

    Another suggested approach is the introduction of the polluter pays principle in city management. This is a system where city residents who are involved in the pollution of the environment are made to pay for the cost of mitigating the impact. Residents who dispose of waste indiscriminately and encroach on wetlands would be made to pay for the cost of the environmental degradation. Cities such as Barcelona and Helsinki have applied this principle in the management of their industrial discharge and contaminated waste.

    Finally, there should be incentives for city residents to promote environmental sustainability. For example, a deposit refund system has been introduced in several states in the US and Australia. In this system, consumers are made to pay a deposit after purchasing items that can be recycled, such as plastic bottles, and the deposit is reimbursed to the consumer after the return of the empty bottles to a retail store.

  • MIL-Evening Report: Sniping koalas from helicopters: here’s what’s wrong with Victoria’s unprecedented cull

    Snipers in helicopters have shot more than 700 koalas in the Budj Bim National Park in western Victoria in recent weeks. It’s believed to be the first time koalas have been culled in this way.

    The cull became public on Good Friday after local wildlife carers were reportedly tipped off.

    A fire burned about 20% of the park in mid-March. The government said the cull was urgent because koalas had been left starving or burned.

    Wildlife groups have expressed serious concern about how individual koalas had been chosen for culling, because the animals are assessed from a distance. It’s not clear how shooting from a helicopter complies with the state government’s own animal welfare and response plans for wildlife in disasters.

    The Victorian government must explain why it is undertaking aerial culling and why it did so without announcing it publicly. The incident points to ongoing failures in managing these iconic marsupials, which are already threatened in other states.

    Why did this happen?

    Koalas live in eucalypt forests in Australia’s eastern and southern states. The species faces a double threat from habitat destruction and bushfire risk. They are considered endangered in New South Wales, Queensland and the Australian Capital Territory.

    In Victoria, koala population levels are currently secure. But they are densely concentrated, often in fragments of bush known as “habitat islands” in the state’s southwest. Budj Bim National Park is one of these islands.

    Over time, this concentration becomes a problem. When the koalas are too abundant, they can strip leaves from their favourite gums, killing the trees. The koalas must then move or risk starvation.

    If fire or drought make these habitat islands impossible to live in, koalas in dense concentrations often have nowhere to go.

    In Budj Bim, Victoria’s Department of Energy, Environment and Climate Action and Parks Victoria have tackled koala overpopulation alongside Traditional Owners by moving koalas to new locations or sterilising them.

    But Budj Bim is also surrounded by commercial blue gum plantations. Koalas spread out through the plantations to graze on the leaves. Their populations grow. But when the plantations are logged, some koalas have to return to the national park, where food may be in short supply.

    Animal welfare groups say logging is one reason Budj Bim had so many koalas.

    It’s hard to say definitively whether this is the case, because the state environment department hasn’t shared much information. But researchers have found habitat islands lead to overabundance by preventing the natural dispersal of individuals.

    So why was the culling done? Department officials have described the program as “primarily” motivated by animal welfare. After the bushfire last month, koalas have been left starving or injured.

    Why shooters in helicopters? Here, the justification given is that the national park is difficult to access due to rocky terrain and fire damage, ruling out other methods.

    Euthanising wildlife has to be done carefully

    Under Victoria’s plan for animal welfare during disasters, the environment department is responsible for examining and, where necessary, euthanising wildlife during an emergency.

    For human intervention to be justified, euthanasia must be necessary on welfare grounds. Victoria’s response plan for fire-affected wildlife says culling is permitted when an animal’s health is “significantly” compromised, invasive treatment is required, or survival is unlikely.

    For koalas, this could mean loss of digits or hands, burns to more than 15% of the body, pneumonia from smoke inhalation, or blindness or injuries requiring surgery. Euthanised females must also be promptly examined for young in their pouches.

    The problem is that while aerial shooting can be accurate in some cases for larger animals, the method has questionable efficacy for smaller animals – especially in denser habitats.

    It’s likely a number of koalas were seriously injured but not killed. But the shooters employed by the department were not able to thoroughly verify injuries or whether there were joeys in pouches, because they were in the air and reportedly 30 or more metres away from their targets.

    While the department cited concerns about food resources as a reason for the cull, the state’s wildlife fire plan lays out another option: delivery of supplementary feed. Delivering fresh gum leaves could potentially have prevented starvation while the forest regenerates.

    What should the government learn from this?

    The state government should take steps to avoid tragic incidents like this from happening again.

    Preserving remaining habitat across the state is a vital step, as is reconnecting isolated areas with habitat corridors. This would not only reduce the concentration of koalas in small pockets but increase viable refuges and give koalas safe paths to new food sources after a fire.

    Future policies should be developed in consultation with Traditional Owners, who have detailed knowledge of species distributions and landscapes.

    We need better ways to help wildlife in disasters. One step would be bringing wildlife rescue organisations into emergency management more broadly, as emphasised in the 2009 Victorian Bushfires Royal Commission and the more recent Royal Commission into National Natural Disaster Arrangements.

    This latter report pointed to South Australia’s specialised emergency animal rescue and relief organisation – SAVEM – as an effective model. Under SA’s emergency management plan, the organisation is able to rapidly access burned areas after the fire has passed through.

    Victoria’s dense communities of koalas would be well served by a similar organisation able to work alongside existing skilled firefighting services.

    The goal would be to make it possible for rescuers to get to injured wildlife earlier and avoid any more mass aerial culls.

    As New Zealanders clean up after ex-Cyclone Tam which left thousands without power and communities once again facing flooding, it’s tempting to seek immediate solutions.

    However, after the cleanup and initial recovery, careful planning is essential.

    Research shows that following disasters, communities often demand visible action that appears decisive. Yet, these reactions can create more problems than they solve.

    When high-impact weather events drive long-term policy decisions, we risk implementing changes that seem protective but actually increase the risk of future disasters or misallocate limited resources.

    What New Zealand needs isn’t knee-jerk actions but thoughtful planning that prepares communities before the next storms strike. Risk assessments paired with adaptive planning offer a path forward to build resilience step by step.

    Planning ahead with multiple options

    The good news is that many councils in New Zealand have begun this process and communities across the country are due to receive climate change risk assessments. These aren’t just technical documents showing hazard areas – they are tools that put power in the hands of communities.

    When communities have access to good information about which neighbourhoods, roads and infrastructure face potential risks, they can prioritise investments in protection, modify building practices where needed and, in some cases, plan for different futures. This knowledge creates options rather than fear.

    A risk assessment is merely the first step. Adaptation plans that translate knowledge into action are the next, but the Climate Change Commission recently confirmed there is a gap, concluding that:

    New Zealand is not adapting to climate change fast enough.

    For many New Zealanders already experiencing “rain anxiety” with each approaching storm, simply naming the danger without offering a path forward isn’t enough. This is where adaptive planning becomes essential.

    Adaptive planning isn’t about abandoning coastal towns tomorrow or spending billions on sea walls today. It is about having a plan A, B and C ready if or when nature forces our hand. Rather than demanding immediate, potentially costly actions, adaptive planning provides a roadmap with multiple pathways that adjust as climate conditions evolve. This is how we best manage complex risk.

    Think of it as setting up trip wires: when water reaches certain levels or storms hit certain frequencies, we already know our next move. This approach acknowledges the deep uncertainty of climate change while still providing communities with clarity about what happens next.

    Importantly, it builds in community consultation at each decision point, ensuring solutions reflect local values and priorities.

    Success stories

    Several New Zealand communities are already demonstrating how this approach works. Christchurch recently approved an adaptation strategy for Whakaraupō Lyttelton Harbour with clear pathways based on trigger points rather than fixed timelines.

    In South Dunedin, where half of the city’s buildings currently face flood risks which are expected to worsen in coming decades, the city council has paired its risk assessment with seven potential adaptation futures, ranging from status quo to large-scale retreat. Rather than imposing solutions, they’re consulting residents about what they want for their neighbourhoods.

    Similarly forward-thinking, Buller District Council has developed a master plan that includes potentially relocating parts of Westport in the future. It’s a bold strategy that acknowledges reality rather than clinging to false security.

    Status quo feels safer than adaptation

    These approaches aren’t without controversy. At recent public meetings in Buller, some residents voiced understandable concerns about property values and community disruption. These reactions reflect the very real emotional and financial stakes for people whose homes are affected.

    Yet the alternative – continuing with the status quo – means flood victims are offered only the option to invest their insurance money wherever they like. This assumes insurance remains available, which is a misguided assumption as insurance retreat from climate-vulnerable properties accelerates.

    However, while local councils are on the front lines of adaptation planning, they’re being asked to make transformational decisions without adequate central government support. A recent Parliamentary select committee report failed to clarify who should pay for adaptation measures, despite acknowledging significant risks.

    Parliament continues to avoid the difficult questions, kicking the can further down the road while communities such as South Dunedin and Westport face immediate threats.

    Local councils need more than vague guidelines. They need clear direction on funding responsibilities, legislative powers and technical support. Without this support, even the most detailed risk assessments become exercises in documenting vulnerability rather than building resilience.

    Instead of demanding short-term fixes, residents should expect their councils to engage with these complex challenges. The best climate preparation isn’t about predicting exactly what will happen in 2100 or avoiding disaster. It is about building more resilient, cohesive communities that are prepared for whatever our changing climate brings.

    Good afternoon everyone.

    Thank you for the opportunity to be here today.

    I want to acknowledge the work the Nelson Tasman Chamber of Commerce does. 

    And I want to acknowledge the Nelson Tasman business community. You are at the heart of your communities, creating jobs, generating income for locals and producing a diverse range of goods and services.

    I always enjoy visiting Nelson and have enjoyed many visits here since becoming an MP.  Your local Mayor and Former MP Nick Smith has made sure of that!  

    But my first iconic Nelson-Tasman experience was not in fact a  Nick Smith related one. 

    I have especially fond memories of kayaking and hiking through the Abel Tasman National Park around 20 years ago with my then boyfriend – now husband – and being dazzled by its majesty, complete with frolicking baby seals, enthusiastic trampers playing 500 in the huts. A Thai green curry and cold beer providing a grand finale at what I think must have been the Park Café Mārahau. 

    My personally memorable experience is not unique. 

    The Nelson Tasman region is a really special part of New Zealand. That’s demonstrated by the number of people who choose to visit here – from around the country and the world, and the number of migrants who choose to move here and make this place home. 

    Like many other areas of the country, the communities of this region are facing both exciting economic opportunities and a range of economic challenges.  

    On the one hand there is so much to feel optimistic about, from your thriving and diverse food and beverage sector, the growing and potential-filled blue economy, your leadership in forestry and wood product manufacturing, and your growing visitor economy, all of which sustain jobs and incomes today and have the ability to deliver even more in future.  

    These growing industries are good news for the future of people here, and, beyond that, will help New Zealand earn the additional revenue we need to fund great health care, education services and physical infrastructure. Like the Hope Bypass, upgrades to Nelson Hospital and repairs to local schools.  

    I’ve had the pleasure today of visiting some of the people leading in these sectors: I spent time at the Cawthron Aquaculture Park and felt excited by their vision for driving forward the Government’s goal of quadrupling the size of the aquaculture sector over the next decade.

    I visited Trinder Engineering and was wowed by their commitment to research, innovation and a positive workplace culture.

    And I visited Pic’s Peanut Butter:  whose story began with a product made in a concrete mixer winning over die-hard fans at the Nelson Farmer’s Market and has now expanded to produce 25,000 jars a day for peanut butter lovers the world over.

    There are good news stories like this across New Zealand, and I think we should all do more to celebrate our great Kiwi success stories.  

    These successes came about because of clever, brave people who decided to take a risk, to take a loan to invest in big ideas, to work hard to make things happen, to hire good people and offer them meaningful careers, to pursue a vision and keep going in the face of adversity.  

    In doing so, these enterprises, and the hundreds like them across Nelson and New Zealand, have supported thousands of people into good jobs, providing income for their families and investments for their communities.  

    They’ve also paid a lot of tax along the way – which has allowed the Government to increase its annual investments in schools, health services, superannuation support, and other essential public services.  

    That contribution by business and hard working taxpayers too often goes unacknowledged:  We all have hopes for new investments and better services, but before we dream up new ways of spending, we first need to collectively earn the dollars required to sustainably fund that spending. 

    Growing regional economies, and successful local businesses are vital to that equation.  Put simply: To deliver the kind of country we all want – with better living standards, better opportunities for our kids and more financially secure families, Nelson and New Zealand needs more success stories like Cawthorn, Trinder and Pic’s.  

    That’s why our Government is so focused on delivering policies that support economic productivity and that give entrepreneurs, employers and firms the confidence they need to invest, hire, expand and grow.  

    That includes getting the basics right, such as low and stable inflation, manageable interest rates and credible fiscal management.  

    It means ensuring the Government doesn’t make it harder to do business by tying people up in red tape, endless consent processes, or sticking rigidly to rules that simply don’t make sense. 

    These sensible policy approaches are the base from which we will deliver better choices and investments in the years ahead.  

    I have enormous optimism in New Zealand’s economic growth potential.  

    We are a safe, secure country with established trading relationships and a global reputation as a good place to do business.  

    We are blessed with abundant natural resources – everything from ocean to freshwater, fertile land to minerals and temperate weather.  

    In a world worried about food security, we feed more than 40 million people with levels of efficiency and sustainability that are the envy of the world.  

    We have a long history of stable democracy, strong institutions and rule of law.  

    We’ve produced world-leading scientific breakthroughs, send rockets to space and continue to produce some of the world’s best digital effects.

    There are many reasons for New Zealand to be optimistic that better times are ahead.  

    Even so, I’m not a total Pollyanna.  

    I’m conscious of the challenging economic circumstances many people in Nelson, and around the country for that matter, have experienced in the past few years and in some cases continue to experience.  

    Local employers and households have come through a post-Covid period of very high inflation and rapidly rising interest rates. 

    High inflation and high interest rates aren’t just numbers for economists – they’ve had big human impacts:  elevating the cost of living, and putting a handbrake on business activity, with significant impacts for people’s jobs and incomes.  

    Our country has also been left with a sea of debt and red-ink in the Government books that will take time to repair.  

    The post-Covid ‘structural deficit’ has left a big gap between what the country needs to fund to deliver on the spending commitments we’ve made and what we need to earn to pay for that spending. 

    In effect, the Government is borrowing billions to bridge the gap, with a $13 billion deficit this year and forecasters anticipating deficits in future years too.  

    That obviously can’t go on forever, or else our kids and grandkids will be left with unsustainable debt and considerable economic uncertainty.  

    That’s why our Government is working carefully to bring the country’s finances back into balance: so we can start to pay down our debt and create better buffers for the future.  

    We want to ensure New Zealand is financially strong and resilient enough to effectively respond to whatever the future may throw at us: be it earthquakes, extreme climatic events or other events outside our control. 

    Restoring that fiscal balance, while continuing to increase investment in essential front line public services, requires careful prioritisation and some tough – but unavoidable –  choices.

    Believe me – I too would love the freedom to throw today’s Budget constraints out the door – but I’m always conscious that the dollars we spend today eventually need to be repaid.  Freedom today could mean serfdom tomorrow.

    The good news is that New Zealand has in recent months been turning the corner in our post-Covid recovery.  

    Inflation has been brought back under control, interest rates have dropped 200 basis points, exports have been growing, commodity prices have improved, tourists have been returning and business and consumer confidence has been on the up.  

    That growth is positive for Kiwis’ jobs and incomes and for the Government’s books.  It provided a welcome backdrop as the Government started putting together this year’s Budget.  

    But, there’s a but. As you know, the world economy is now facing further headwinds, with United States trade policy changes, counter-tariffs, retaliatory measures, tariff pauses and still unfolding estimates of what this could all mean for global and regional growth.  

    Uncertainty abounds.

    The impacts for New Zealand are twofold.  

    On the one hand, there is the first-order impact for our exporters who now face the prospect of higher tariffs being charged for them to export their goods to the US.  

    I know many exporters are finding it very difficult to see through the noise and plan for what might lie around the corner for them.  

    I think for example of the wine exporters of the Nelson-Marlborough region, who are nervous about the many implications different tariff regimes could have for their existing customers and for the way wine is traded around the world.  Will they be competing with more European wine in the UK?  Will they be better placed in a relative sense in the US?  

    It’s simply too soon for wine exporters to know and this makes it very difficult for them to plan.  

    Direct tariff impacts may well be uneven from firm to firm, sector to sector and market to market.  

    There will inevitably be both swings and roundabouts. For example, I spoke to a beverage manufacturer in Wellington last week who’d just taken a large order from China, as importers there were looking to find alternatives to US products which they expect will carry much higher tariffs into the future.  

    The Government has moved swiftly to gather the best possible information and insights about these unfolding implications for our exporters, relying on our incredible network of diplomats and representatives around the world.  

    Officials are addressing queries from exporters, have hotlines established, are delivering information webinars and are working with individual firms to help them understand the practical implications of tariffs, including for firms who have manufacturing in third countries or product already en-route to the US.  

    New Zealand Trade and Enterprise is currently providing tailored support to a group of 1000 larger exporters, including access to their in-market staff, their network of private sector exporters and financial advice.    

    For now, most business appear to be looking to navigate through the initial uncertainty rather than making dramatic changes in response.

    The Government will keep providing exporters with information and advisory support and assess impacts as more certain information becomes available.

    Beyond direct tariff effects, the second-order impact for the New Zealand economy is what forecasters are now predicting will be more financial uncertainty, potentially increased inflation pressure and a lower growth trajectory for the global economy and many of the countries with which New Zealand trades.  

    These are just forecasts at this stage, and, once again the actual impacts are still unclear.  Put simply though: all these developments will make New Zealand’s economic recovery harder.  

    We can’t wish that away.  

    What we can do is focus on the things we can control.  

    This means it is more important than ever that New Zealand offers a predictable, steady approach to our economic and fiscal management.  

    In an unstable world we need to stay the course with responsible policies that provide stability, support investment and make us an attractive place for the world to trade and do business with.  

    New Zealand has the opportunity to position ourselves as a safe haven, and to continue our long history of honouring existing trade agreements and forging new ones.  

    Earlier this year, well before “Liberation Day”, I released the Government’s Going for Growth framework which sets out 88 policy actions to do just that.  These actions are grouped under the Government’s five key thematic growth pillars.  

    Promoting global trade and investment was a key pillar then and it’s a key pillar now.  

    Our goal is to double the value of New Zealand exports within a decade so we are working to grow and strengthen our trade relationships around the world. 

    The Prime Minister kicked off the year in Dubai signing a new trade agreement with the United Arab Emirates and trade talks with India, soon to be the world’s third largest economy, are underway.

    At the same time, we are making it much easier for New Zealand to benefit from international capital and investment. 

    A new agency, Invest NZ, is being established to welcome international investment into New Zealand, and the Overseas Investment Act is being reformed to make it easier for businesses to receive new investment, grow and pay higher wages.  

    There are four additional pillars in the Government’s Going for Growth agenda:

    • Developing talent
    • Competitive business settings
    • Innovation, technology and science; and
    • Infrastructure for growth

    I encourage you to check out the full plan online but let me make just a few remarks about each.  

    Developing talent:  This is about making the most of our most important asset, human capital, getting back to basics and arresting the woeful decline in the literacy and numeracy skills of our school leavers. 

     We simply can’t be the wealthy country we want to be if too many of our school leavers emerge from the school system without the basic skills they need to succeed in the modern world. 

    We’ve already acted to stop the slide and re-introduced structured literacy and maths to our schools, ensuring kids are receiving instruction in ways that work.  We’re bringing practical knowledge and skills back to the curriculum and reporting on performance. 

    At the same time, we’re tuning-up our vocational education system to make it more responsive to industry and regional needs, and to ensure people wanting to acquire skills for a new trade or industry have good choices for upskilling. This means ensuring institutions like the Nelson Marlborough Institute of Technology can be locally nimble and responsive.  

    Competitive business settings:  This is about both cutting red tape and ensuring we have rules that foster competition between big firms to deliver a better deal for New Zealand consumers. 

    In my view, in recent years New Zealand has in too many areas of life become stultifyingly risk-averse, and we now have a spaghetti of costly and complex rules and regulations that are holding back sensible development and clever ideas.  

    The Government has already zeroed in on a key target in this regard: the Resource Management Act.  

    We’ve passed a new fast-track law to bypass the burdensome court process and accelerate the yes for dozens of major projects that, if approved through a streamlined panel process, will drive jobs and growth across the country.  

    In this region, three projects have been identified as potential fast-track initiatives.  

    They include the Hope Bypass, already confirmed as a Road of National Significance in our land transport plan, with a proposal to alter the existing designation and acquire additional land outside that designation. 

    They also include the Maitahi Village housing development, including plans for a commercial centre and retirement village.  I’m advised that this project is already being progressed through the fast-track panel process, with final decisions still pending.  

    The Mapua Housing Development, is also listed as a fast-track project with potential to enter the process. I’m advised that project would include up to 320 residential allotments, a recreational reserve, a community amenities building and parking, a wetland and restoration of the Season Valley stream.   

    Beyond the fast-track process we are also working at pace 

    to replace the Resource Management Act as a whole.  

    We’re advised our plans will deliver a 45 per cent reduction in administrative and compliance costs. 

    We’ve also worked quickly to lessen the regulatory burden on the agricultural sector. We back farmers, and we don’t want unwieldy rules stopping them making sensible decisions for their farming businesses.

    Reform of the Health and Safety at Work Act is underway to reduce box ticking exercises and compliance costs. 

    The other aspect of this work is in the competition space. 

    Everyday Kiwis, visiting OECD economists and Ministers around our Cabinet table share concerns about the concentration of large businesses in some of our major industries, with mounting evidence that competition has suffered as a result, and that New Zealand consumers are missing out on a fair deal.

    You’ll probably have noticed that we’re acting to improve competition in the banking and grocery sectors and we’ll have more to say about those as well as other sectors in the coming months. 

    Innovation, technology and science:  This is about not only the Government’s investment in science but also the steps we’re taking to make it easier for businesses and industries to pursue their own innovation agendas. 

    Government science institutions are being streamlined into four much more commercially focused entities that will ensure our taxpayer investment in science is connected with the needs of a growing economy.  

    We’re also thinking hard about what we can do to incentivise New Zealand businesses to invest in the new machinery, technology and equipment that will lift productivity in the years ahead.  

    We know that faster-growing countries tend to have more ‘capital intensity’ in their businesses, which helps drive productivity.  I’m keen to unlock more of that in New Zealand and am considering the best ways to support it.

    Finally, infrastructure for growth. Roads, ports, hospitals, schools and more. 

    New Zealand has an infrastructure deficit that is reducing productivity and living standards. 

    We need to catch up with the rest of the world when it comes to how we plan, fund and build modern infrastructure.  

    We are putting together a 30 year National Infrastructure Plan and a new national infrastructure agency.  Just last week we released New Zealand’s first health infrastructure plan, which sets out a national, long-term approach to renewing and expanding the country’s public health facilities.  

    Instead of building single, large-scale structures, the plan proposes a staged approach – delivering smaller, more manageable facilities in phases. This will mean patients benefit from modern healthcare environments sooner, while providing greater certainty around delivery timeframes and costs.  

    And yes, rest assured, redeveloping Nelson Hospital is a key priority for the Government. Work is already underway to expand the Emergency Department at Nelson Hospital, and earthquake strengthening of the George Mason Building is also underway. The $10.6 million ED expansion project is designed to meet the growing demand for emergency care in the area as part of the wider redevelopment programme for the hospital.

    The Health Infrastructure Plan highlights the need for increased bed capacity at Nelson Hospital, earthquake strengthening, a new energy centre and a refurbishment of the George Mason Building. These improvements are key to ensuring the hospital is able to deliver timely and quality healthcare for the people of Nelson. These stages of development of course remain subject to future Budget funding allocations.  

    Conclusion

    Taken together, all of this work represents a significant economic change agenda.  

    I doubt all of this will be welcomed by everyone. 

    It’s easy to say no to a new mine, to say no to concerts at Eden Park, to say no to more tourists, to say no to more housing, to say no to change. But cumulatively all those little “no’s” add up;  they add up to a smaller, poorer country.  

    New Zealanders can’t afford that.  We have to make it easier to get things done in this great country.  We have to deliver on our untapped potential. We owe that to our kids.

    Let me finish on a positive note: New Zealand faces some significant challenges and those challenges have only grown in recent weeks. 

    But if I could choose to be any country at this particular moment in time, I would choose New Zealand. 

    Our Government has a plan, and our plan will mean a stronger, growing economy and that growth will mean New Zealanders can live better lives. And that is what it is all about. Thank you and I look forward to your questions.

  • MIL-OSI New Zealand: Firearms and ammunition seized – Cheviot

    Cheviot Police have arrested and charged two people following an illegal hunting incident which saw a firearm discharged within 40 metres of a house.

    Police were notified of shots being fired from the road near a home in rural Cheviot in the early hours of 29 March. The incident woke the occupants of the house and was understandably distressing for them.

    Enquiries via CCTV identified potential offenders and a search warrant was executed at a local property, where six rifles and 163 rounds of ammunition were seized.

    A 19-year-old man has been arrested and charged with three counts of unlawful possession of firearms, unlawful possession of ammunition and discharging a firearm near a dwelling. An 18-year-old man has been charged with three counts of unlawful possession of firearms.

    The 19-year old is due to appear on 29 April and the 18-year old is due to appear 16 May. Both will appear at the Christchurch District Court.

    The rural community, farmers and landowners are concerned by the amount of poaching during this Roar period and are actively working with Police to report any illegal activity or suspicious behaviour.

    We have heard our community who tell us they are frustrated by this type of behaviour, and we will not tolerate it.

  • MIL-OSI New Zealand: Fire Safety – Marlborough eases outdoor fire restrictions

    Fire and Emergency New Zealand is changing the restrictions for outdoor fires throughout Marlborough at 8am on Thursday 24 April, until further notice.
    The Marlborough South area will move from a prohibited to a restricted fire season, which means all outdoor fires need a permit approved by Fire and Emergency New Zealand.
    The Marlborough North area will move from a restricted fire season to an open fire season, which means people can light outdoor fires without an approved permit.
    All Department of Conservation land in Marlborough remains in a restricted fire season.
    Nelson Marlborough Group Manager Chris Hayles says recent rainfall has lowered the fire danger in both areas, although the southern area is still drier after a hot summer.
    “There has been new grass growth across Marlborough, but long dry grass can enable fire to move extremely fast in windy conditions,” he says.
    “It’s still critically important that people lighting permitted fires comply with the conditions required.
    “Even where no fire permit is required, the person lighting the fire has a responsibility to do this safely.
    “Fires need to be kept to a manageable size and not allow smoke drift to become a hazard for motorists.

  • MIL-OSI New Zealand: Aid cuts threaten the lives of 110,000 children with severe malnutrition reliant on emergency treatment from Save the Children

    At least 110,000- severely acutely malnourished children supported by Save the Children in 10 countries could be left without access to life-saving ready-to-use emergency food and nutrition programmes as aid cuts hit supplies in coming months, according to a Save the Children analysis.
    Globally, one in five deaths among children aged under 5 are attributed to severe acute malnutrition, making it one of the top threats to child survival. Community-based programmes combining medical treatment and therapeutic foods, including a fortified peanut paste, have a 90% success rate.
    Ready-to-Use Therapeutic Food (RUTF) is an energy-dense, micronutrient paste typically made using peanuts, sugar, milk powder, oil, vitamins and minerals that is packaged in foil pouches with a long shelf life and no need of refrigeration. Over the past 30 years this emergency therapeutic food has saved the lives of millions of children facing acute malnutrition [1] [2].
    At a time when global hunger is skyrocketing [3], the current global supply of RUTF is already not even meeting 40% of global needs, Save the Children said, leaving millions of children without access to this life-saving intervention.
    In 2024 there were large-scale breaks in the supply of RUTF as rising malnutrition rates drove up demand and due to disruptions in global supply chains and insufficient funding. This situation is expected to worsen in 2025. An analysis by Save the Children of the 10 countries forecast to have the biggest gaps in supplies found 110,000 malnourished children could miss out on this vital treatment by the end of the year. RUTF supplies are expected to run out in many locations from next month due to a lack of funding.
    Globally at least 18.2 million children were born into hunger in 2024, or about 35 children a minute, with children in conflict zones from Gaza to Ukraine, to Haiti, Sudan to the Democratic Republic of the Congo (DRC), struggling daily to get enough to eat. Famine has been declared in several parts of Sudan where people are resorting to eating grass to stay alive.
    Hannah Stephenson, Head of Hunger and Nutrition at Save the Children, said:
    “Right now, funding shortfalls mean essential nutrition packs are not reaching the children who desperately need them. We know we have the expertise and the track record to reach children around the world but what we urgently need now is the funding to ensure children can receive life-saving treatment. We are running out of time, and t his will cost children’s lives.
    “We also need to see long-term commitments to tackle the root causes of hunger and malnutrition, or else we will continue to see the reversal of progress made for children.”
    In Kenya, one of the countries where Save the Children treats acute malnutrition cases, 18-month-old Ereng has just recovered from malnutrition with treatment from Community Health Promoter Charles, who was trained in basic healthcare by Save the Children.
    Lomanat and Daniel, Ereng’s parents, walked for several kilometres to reach Charles’ clinic. The family are pastoralists, but recent droughts have killed their livestock, and the family now has no sustainable income and no reliable food source.
    They know how important treatment is for children like Ereng, who gained 2.4 kgs (5.3 pounds) in two months once she started receiving nutrition treatment using the fortified peanut paste which has about 500 calories in each portion. Lomanat said:
    “Our  child was in a very bad shape, and the doctor helped by giving her peanut paste. I am very happy, because she is cured.”
    In Somalia, where Save the Children also treats child with acute malnutrition, 7-month-Mukhtar- arrived at a health centre in Puntland after contracting flu which led to breathing difficulties and malnutrition.
    His mother Shamso, 40, who has eight other children, feared her son would not survive with the family struggling after drought killed all but six of their herd of 30 goats. But after receiving medical care and treatment for malnutrition with peanut paste, Mukhtar recovered and returned home.
    “His condition was serious when I brought him in and I didn’t expect him to reach the town alive ,” said Shamso. “My biggest worry is the children, whether my own, those of the relatives or those of my neighbours. When drought comes, it follows that hunger will strike.”
    Children are always the most vulnerable in food crises and, without enough to eat and the right nutritional balance, they are at high risk of becoming acutely malnourished.
    Malnutrition can cause stunting, impede mental and physical development, and increase the risk of contracting deadly diseases.
    About 1.12 billion children globally – or almost half of the world’s children – are unable to afford a balanced diet now, according to data from Save the Children released last month.
    In 2025, Save the Children aims to treat 260,000 children for severe acute malnutrition at outpatient sites in 10 countries that are now experiencing therapeutic food shortages.
    Save the Children is urgently trying to raise $7 million to provide 110,000 severely malnourished children with life-saving RUTF and the critical services needed to treat malnutrition 1 including skilled health workers, community follow-up, immunizations, safe spaces for treatment, safe water, hygiene and sanitation support.
    In the United States, actress and Save the Children ambassador Jennifer Garner launched her #67Strong4Kids campaign on her birthday last week. For #67Strong4Kids she is running a mile a day for 67 consecutive days to raise awareness about Ready-to-Use Therapeutic Food (RUTF). The amount $67 covers a six-week course of RUTF that treats a child suffering from severe acute malnutrition and potentially saves their life.

    -Methodology: Save the Children used the target reach figures for all outpatient severe acute malnutrition treatment in 10 countries facing the largest disruption to the RUTF supply and compared with the current funding gaps for RUTF in those countries. Given the continued uncertainty in supply funding these figures are preliminary and up to date as of 26 March 2025. The 10 countries facing the largest disruptions are Afghanistan, Ethiopia, Kenya, Mali, Myanmar, Nigeria, Somalia, South Sudan, Sudan, and Yemen.
