  • MIL-OSI Security: U.S. Attorney’s Office Marches into April with 259 New Immigration Cases

    SAN ANTONIO – Acting United States Attorney Margaret Leachman for the Western District of Texas announced today, that federal prosecutors in the district filed 259 immigration and immigration-related criminal cases from March 28 through April 3.

    Among the new cases, Mexican national Miguel Angel Torres-Segura resided illegally in San Antonio and was arrested March 28 for conspiracy to transport illegal aliens. A criminal complaint alleges that Torres-Segura participated in a human smuggling organization (HSO) that transported illegal aliens using tractor trailers, carrying out at least 19 human smuggling events and leading to the apprehension of more than 900 aliens between May 2021 and June 2022. Torres-Segura allegedly communicated with high-level leaders and organizers and assisted the HSO by transporting aliens and preparing tractor trailers for transport. Torres-Segura has multiple convictions, including two illegal entries in 2009 and 2010 and an illegal re-entry in 2011. He was convicted again for illegal re-entry on March 26 following an October 2024 arrest and has now been charged with conspiracy to transport illegal aliens.

    On March 26, 2025, in Presidio County, Texas, Miguel Andres Aguilar, a citizen and national of Mexico, was found in the United States illegally after having been preciously deported. Aguilar was removed in February 2017 through San Ysidro California. Border Patrol Agents had determined Aguilar had been deported from the US on four prior occasions.

    On March 31, 2025, at the Camino Real International Bridge II in Eagle Pass, Texas, Customs and Border Protection Officers conducting outbound operations observed a black semi-automatic pistol in the luggage being carried by Roman Lagunas-Nazario.  Lagunas, a permanent resident alien, advised officers that he lives in Mexico and was in the US to visit family in Houston.  He admitted being hired to transport the firearm to Mexico for $100. Lagunas was charged with smuggling goods from the United States and faces imprisonment for up to 10 years.

    On March 27, 2025, Victor Alfonso Cruz-Garcia was charged with illegal reentry after deportation in Del Rio, Texas, after being arrested by US Border Patrol Agents.  Cruz had been previously removed from the US on two occasions and was previously convicted of second degree murder.

    Customs and Border Protection Officers at the Eagle Pass Port of Entry arrested Juan Sebastian Cortez-Calzada on March 26, 2025. Cortez was taken to Passport Control Secondary where record checks confirmed that he is a native and citizen of Mexico with no legal right to enter the United States. Record checks further revealed that Cortez was deported to Mexico on February 22, 2012, through the Port of Laredo, Texas. Additionally, Cortez has a felony conviction for a controlled substance prior to his removal.

    Ronald Keith Henderson Jr. was arrested near Eagle Pass, Texas on Sunday, March 27, 2025. The driver of a gray Chevrolet Malibu, he was stopped near the Kickapoo Reservation in Eagle Pass. Three subjects in the vehicle were determined to be illegally present in the United States and freely admitted to had just crossed the Rio Grande River. Henderson admitted to conspiring with unknown subjects to transport aliens further into the United Staes.

    Carlos Heliberto Solares y Solares, a Guatemalan citizen, traveling in a Chevrolet Malibu with California plates entered a checkpoint in Hudspeth County Texas on March 28, 2025. Solares told agents he was traveling from Los Angeles to Houston to visit his daughter. From Statements made by Solares, it was determined he was without immigration documents allowing him to remain in the United States legally. During an interview with Border Patrol Agents, Solares was asked if he knew he had been ordered removed by a judge and needed to leave the United States in which Solares stated “yes.”  Solares was ordered removed by an immigration judge on December 05, 2007.  Solares had been previously convicted for cruelty to the elderly and domestic violence in 2021 and 2022.

    In an area known as Rusty’s Canyon approximately 31 miles east of Fort Hancock Texas, LeonelaAlejandra Prado-Sanchez was apprehended attempting to conceal herself in the brush.  Prado was determined to be a native and citizen of Honduras without immigration documents allowing her to be in the United States legally. Prado had previously been removed from the United States to Mexico on February 5, 2025 through Santa Teresa, New Mexico.

    On April 1, 2025, Mexican national Gabriel Gonzalez Carillo was arrested in Hudspeth County 31 miles from Fort Hancock Texas Point of Entry. Gonzalez told agents that he would be paid to be a foot guide and that he was obtaining routes and other information via messages from an unknown smuggler in Mexico. Gonzalez and other illegal aliens were found attempting to conceal themselves in the brush in an area known as Rusty’s Canyon.

    Kelvin Sauceda-Reyes, a passenger on a Greyhound Bus that entered an immigration inspection lane in Hudspeth County was placed under arrest on March 30, 2025. Sauceda, a citizen of Honduras, handed Border Patrol Agents and expired immigration document. Further search by agents revealed fraudulent Social Security Card and a fraudulent Lawfully Permanent Resident card in his wallet. After questions, Sauceda admitted he purchased the documents for $70 USD.

    Luis Alberto Escobedo-Duenas was found approximately 2.8 miles west of the Fort Hancock Port of Entry in Fort Hancock, Texas.  Escobedo is a citizen and national of Mexico who had previously been removed from the US on seven prior convictions and had been previously convicted of illegal entry in El Paso, Texas in 2008, on federal drug trafficking charges in Alpine, Texas in 2012 for which he was sentenced to 18 months imprisonment followed by five years of supervised release, on Indiana state marijuana dealing charges in 2015 for which he was sentenced to two years imprisonment in 2017, on Indiana state resisting law enforcement charges for which he was sentenced to one year imprisonment also in 2017, and was sentenced in 2018 to 13 months imprisonment followed by five years of supervised release after his 2012 supervised release was revoked.  Escobedo was arrested and charged in federal court in El Paso with illegal reentry after deportation.

    Eduardo Garcia-Gutierrez will face illegal reentry after deportation charges in El Paso, Texas, after he was arrested at the Paso Del Norte Port of Entry.  Garcia presented himself for entry indicating he wanted to travel to California.  Garcia admitted that he did not have entry documents and was a citizen of Mexico who had previously been removed from the US.  Records checks revealed that Garcia had been previously removed on nine prior occasions, with the last being in 2023.  Criminal records check revealed Garcia had been convicted of transportation/sale of narcotics in 1994 for which he was sentenced to three years imprisonment, possession of narcotics and use of false citizenship documents in 1996 for which he was sentenced to three years imprisonment and was sentenced on four occasions for probation violations from 2018 to 2023.

    These cases were referred or supported by federal law enforcement partners, including Homeland Security Investigations (HSI), Immigration and Customs Enforcement’s Enforcement and Removal Operations (ICE ERO), U.S. Border Patrol, the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), the U.S. Marshals Service (USMS), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), with additional assistance from state and local law enforcement partners.

    The U.S. Attorney’s Office for the Western District of Texas comprises 68 counties located in the central and western areas of Texas, encompasses nearly 93,000 square miles and an estimated population of 7.6 million people. The district includes three of the five largest cities in Texas—San Antonio, Austin and El Paso—and shares 660 miles of common border with the Republic of Mexico.

    These cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    Indictments and criminal complaints are merely allegations and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Cedar Rapids Man Sentenced to Federal Prison for Illegally Possessing a Firearm

    A convicted felon who illegally possessed a firearm was sentenced today to more than nine years in federal prison.

    Trajuan Laroy West, age 28, from Cedar Rapids, Iowa, received the prison term after a November 14, 2024 guilty plea to one count of possession of a firearm by a prohibited person.

    On January 3, 2024, Iowa State Patrol Troopers stopped a vehicle that West was driving for speeding.  During the traffic stop, a Trooper located marijuana and a gun in the vehicle.  The slide of the gun had been reported stolen out of Arkansas.  West was prohibited from possessing firearms based on three prior felony drug-related convictions as well as a prior misdemeanor conviction for domestic violence. 

    West was sentenced in Cedar Rapids by United States District Court Chief Judge C.J. Williams.  West was sentenced to 112 months’ imprisonment.  He must also serve a three-year term of supervised release after the prison term.  There is no parole in the federal system.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results

    West is being held in the United States Marshal’s custody until he can be transported to a federal prison.

    The case was prosecuted by Assistant United States Attorney Adam J. Vander Stoep and was investigated by the Iowa State Patrol, the Waterloo Police Department, the Iowa Division of Narcotics Enforcement, the Bureau of Alcohol, Tobacco, and Firearms and Explosives, and the Federal Bureau of Investigation.

  • MIL-OSI Security: Former Traveling Nurse Sentenced to Prison for Tampering with Morphine

    BOSTON – A former traveling nurse was sentenced today in federal court in Boston for tampering with morphine at a local rehabilitation facility.

    Loralie LaBroad, 55, of Hampton, N.H., was sentenced by U.S. District Judge Julia E. Kobick to three months in prison, to be followed by two years of supervised release during which she is prohibited from practicing as a registered nurse or any other work with access to prescription medication or other controlled substances. In November 2024, LaBroad pleaded guilty to one count of tampering with a consumer product. LaBroad was charged by an Information in September 2024.

    LaBroad worked as a registered nurse for over 30 years, licensed in both New Hampshire and Massachusetts. In 2021, LaBroad voluntarily surrendered her New Hampshire nursing license following an investigation by the New Hampshire Board of Nursing after being fired from a rehabilitation center in Derry, N.H. as a result of allegations that she had tampered with morphine bottles.

    After surrendering her New Hampshire license, LaBroad continued to practice under her Massachusetts license. From December 2021 through at least May 12, 2022, LaBroad was employed as a traveling nurse through a healthcare staffing company and was assigned to various nursing and rehabilitation facilities throughout Massachusetts. Several of these Massachusetts facilities also began to suspect that LaBroad was diverting morphine from patients because of her consistent access to the bottles of morphine and evidence of tampering (i.e. bottles that were leaking or appearing to be the wrong color). Several of these bottles were tested and came back at significantly diluted concentrations.

    In the spring of 2022, LaBroad was assigned to work at a nursing and rehabilitation center in Danvers. LaBroad had access to morphine because she was charged with treating multiple patients who had been prescribed morphine for relief of their pain. In April 2022, the rehabilitation center contacted law enforcement after a nurse noticed a bottle of morphine was wet and leaking. Administrators at the facility reviewed other bottles of morphine on other medicine carts and identified three additional bottles that appeared to have been tampered with because the color of the bottle was lighter than expected or the bottle had puncture holes in the seal. Laboratory tests confirmed all bottles were diluted to varying degrees. LaBroad had been assigned to the medicine carts containing these bottles of morphine approximately two days before they were discovered.

    Following these suspected incidents of tampering, law enforcement undertook a “controlled operation” to determine whether LaBroad was tampering with the bottles of morphine. On May 12, 2022, prior to LaBroad’s next shift, law enforcement worked with the Danvers rehabilitation center administrators to review and photograph the bottles of morphine on the cart to be assigned to LaBroad. The cart included two bottles of morphine assigned to the same patient – one of which was fully sealed before LaBroad’s shift and the other was opened, from which investigators took a control sample. LaBroad was the only individual with access to the medicine cart for the duration of her shift.

    At the end of LaBroad’s shift, law enforcement seized the two bottles of morphine before they could be dispensed to the assigned patient. It was discovered that the previously sealed bottle was a different color, leaking and showed evidence of multiple puncture holes. Laboratory testing results confirmed that both bottles of morphine had been tampered with and diluted.

  • MIL-OSI Security: Westminster Man Found Guilty of Drug Trafficking and Firearms Crimes in Federal Court

    Baltimore, Maryland – A federal jury has found Rodney Gaines, 35, of Westminster, Maryland, guilty of conspiracy to distribute cocaine and cocaine base and to possess firearms in furtherance of a drug-trafficking crime, and two counts of distribution of cocaine. 

    Kelly O. Hayes, U.S. Attorney for the District of Maryland, announced the verdict with Special Agent in Charge William J. DelBagno, of the Federal Bureau of Investigation (FBI) – Baltimore Field Office; Colonel Roland L. Butler, Jr. Superintendent, Maryland State Police (MDSP); Sheriff James T. DeWees, Carroll County Sheriff’s Office; and Chief Thomas Ledwell, Westminster Police Department.

    During the two-and-a-half-week trial, the Government presented evidence of Gaines’s cocaine and crack-cocaine distribution activities in Westminster, Maryland.   Investigative methods included wiretaps, initially approved in state court and later federal court, in which law enforcement recorded and monitored Gaines’s phone conversations and text messages. 

    Wiretapped calls revealed Gaines arranging sales of cocaine to various customers.  During the conversations, the cocaine was referred to in coded phrases such as “powder,” “8-balls,” “balls,” and the “sister,” among other terms.  Law enforcement also seized quantities of cocaine from Gaines’s customers after sales were conducted. 

    The wiretaps also showed that Gaines sold cocaine in conspiracy with numerous accomplices, including people who he directed to deliver cocaine to customers; prepared the crack cocaine by “cooking” powder cocaine into crack; and hid drugs at various locations including burying the drugs in wooded areas around Westminster.  Near the end of the investigation, law enforcement recovered more than $250,000 in cash in apparent drug proceeds from a storage unit that was acquired by another member of the conspiracy.  The jury found that the conspiracy involved 280 grams or more of cocaine base.

    Evidence at trial also proved that Gaines’s activities and the activities of his conspiracy involved firearms.  During late January 2022, the wiretap showed that Gaines attempted to acquire two firearms — a 9mm handgun and a 40-caliber handgun — from an accomplice.  However, law enforcement intercepted the firearms, along with ammunition and ammunition clips, from the accomplice before the guns found their way to Gaines.   

    Gaines is facing up to life imprisonment with a mandatory minimum term of 10 years for the narcotics conspiracy offense.  The other counts are each punishable by up to 20 years.

    Actual sentences for federal crimes are typically less than the maximum penalties. A federal district court judge determines sentencing after considering the U.S. Sentencing Guidelines and other statutory factors.

    U.S. Attorney Hayes commended the FBI, MDSP, Carroll County Sheriff’s Office, and Westminster Police Department for their work in the investigation.  Ms. Hayes also thanked Assistant U.S. Attorneys LaRai N. Everett and Michael C. Hanlon who are prosecuting the federal case.

  • MIL-OSI Security: Man Pleads Guilty to November 2024 Armed Carjacking and August 2022 Armed Robbery

                WASHINGTON – Demonta King, 18, of Chevy Chase, MD, pleaded guilty today for carjacking a taxicab driver at knifepoint in November 2024 and robbing another victim at gunpoint in August 2022, announced U.S. Attorney Edward R. Martin, Jr., Chief Pamela Smith, of the Metropolitan Police Department (MPD).

                King pleaded guilty today in the Superior Court of the District of Columbia to one count of armed carjacking and one count of armed robbery. The Honorable Jennifer Di Toro scheduled sentencing for June 16, 2025.

                According to the government’s evidence, at approximately 1:50 a.m., on November 18, 2024, in the 5000 block of Fort Totten Drive, NE, King, while armed with a knife, approached the victim, a taxicab driver, who was standing approximately five feet from his taxicab. King announced a robbery and said, “Give me everything,” and ordered the victim to hand over his keys. King then stabbed the victim in the hand causing him to drop the keys. The defendant picked up the keys and took the victim’s taxicab, along with his phone, driver’s license, bank cards and other personal items. Officers later spotted the victim’s vehicle, traveling at a high rate of speed, in the 500 block of Chillum Road in Hyattsville, MD, when the defendant crashed and exited on foot. Police gave chase and stopped the defendant.

                In a separate incident, according to the government’s evidence, at approximately 5:45 a.m., on August 26, 2022, in the 100 Block of Gallatin Street and 1st Place NE, King approached a different victim, brandished a firearm, took the victim’s backpack and cell phone, and then struck the victim in the face with the firearm and fled.  King was 16-years-old when he committed this offense and was prosecuted as an adult under Title 16.

                King was placed under arrest at the scene of the armed carjacking and has been in custody since his arrest.

                This case was investigated by the Metropolitan Police Department and the U.S. Attorney’s Office for the District of Columbia. The case is being prosecuted by Assistant U.S. Attorney Jacob Green.

    Background:

    Project Safe Neighborhoods is a nationwide partnership between federal, state, and local law enforcement and prosecutors that uses evidence-based and data-driven approaches to reduce violent crime. Under this program, law enforcement agencies focus their enforcement efforts on organized criminal networks and repeat offenders that drive crime rates in a particular region. Project Safe Neighborhoods also works to build trust and partnerships between law enforcement and the communities they serve through coordinated outreach, public awareness, innovative tactics, and collaborative interventions.

    Since its inception in 2001, Project Safe Neighborhoods has been successfully deployed by both Democratic and Republican administrations to reduce violent crime in large cities and smaller communities across the country. According to a Michigan State University study funded by the Department of Justice in 2013, Project Safe Neighborhoods was associated with a 13.1% decrease in violent crime in cities with a high rate of program participation. This included double-digit reductions in total firearm crimes and homicides in every city examined by the study.

    Specifically, the Project Safe Neighborhoods Grant Program Reauthorization Act of 2025:

     

    • Authorizes the Project Safe Neighborhoods Program for Fiscal Years 2026-2030 at $50 million – consistent with current appropriations levels. 
    • Requires participating entities to create and implement strategic plans to reduce violent crimes by focusing on criminal organizations and individuals responsible for increasing violence in a particular jurisdiction.
    • Prioritizes the investigation and prosecution of individuals who have an aggravating or leadership role in a criminal organization.
    • Strengthens evidence-based and data-driven intervention and prevention initiatives, including juvenile justice projects, street-level outreach, conflict mediation, the provision of treatment and social services, and improving community anti-violence norms.
    • Reserves 30% of funding for established regional law enforcement task forces. 
    • Allows funds to be used for the Byrne Criminal Justice Innovation Program, evidence base programs to reduce gun crime and gang violence, community-based violence prevention initiatives, and violence education, prevention, and intervention programs
    • Improves communities’ ability to respond to opioid overdoses by promoting the hiring and training of law enforcement officials and data analysts to swiftly investigate and identify drug dealers connected to overdoses.

    This legislation is endorsed by the Fraternal Order of Police, Federal Law Enforcement Officers Association, Sergeants Benevolent Association, National Association of Police Organizations, Major County Sheriffs of America, National District Attorneys Association, Major Cities Chiefs Association, Association of State Criminal Investigative Agencies, and National Narcotic Officers’ Associations’ Coalition.

  • MIL-OSI New Zealand: Ethnic Communities Minister outlines key priorities

    Distinguished guests, community leaders, business representatives, and faith leaders.
    It is my pleasure as the Minister for Ethnic Communities to address you today. 
    New Zealand is home to speakers of more than 170 languages, and while I would love to greet you in each one, for now let me extend a warm welcome to you all with a simple “Kia ora. Tēnā koutou, katoa.”
    I would like to acknowledge and extend my gratitude to everyone here today.  Your dedication and contributions continue to strengthen the fabric of our nation.
    I also wish to thank those of you who have shared your insights and experiences, providing valuable perspectives on the opportunities and challenges facing New Zealand’s Ethnic Communities. Your input is critical in shaping policies and initiatives that reflect the needs of all New Zealanders.
    It is a privilege to serve as the Minister for Ethnic Communities. When the Prime Minister invited me to take on this role, I was deeply honoured and excited by the opportunity to support and champion the diverse communities that make up our nation.
    Almost one in four people in New Zealand belong to an Ethnic Community. In Auckland, that number rises to one in three. These communities contribute immeasurably to our country—bringing expertise, knowledge, and cultural vibrancy that enriches every aspect of New Zealand life.
    I was fortunate enough to become Minister just in time to host the Lunar New Year event at Parliament, which was a vibrant and wonderful celebration.
    And in a couple of days, I will be hosting Eid celebrations as well, and I look forward to recognising and celebrating the many other significant cultural events that unite our communities throughout the year. 
    Today, I would like to outline my priorities as your Minister and share my vision for how we can work together to achieve meaningful outcomes.  I will get to that shortly.  First, a bit about myself. 
    I bring my own experience to this role.  I have lived in the Middle East, Asia and Africa. I have lived and worked in many communities sharing the challenges they faced and immersing myself in the culture and history of their countries.
    I am constantly learning but my experience has helped me understand where our ethnic communities come from, what is important to them, some of the challenges and complexities of making a new country home, and the richness and value they have brought to New Zealand, whether they arrived a week ago or 100 years ago. 
    Recently at an event celebrating EID I was able to talk to 3 young 2nd generation Somali Kiwis about Somalia. The beauty of the country, rich in history and with so much potential but facing continued challenges.
    They love being Kiwis and love New Zealand but remain so proud of their Somali heritage. 
    My message is I’m a 4th generation Kiwi of Irish descent and very proud of both being Kiwi and of my Irish heritage. I have the privilege of not just looking through the eyes of our ethnic communities through a New Zealand lens but also in many cases through the country-of-origin lens. 
    I believe this experience will help me be an informed, effective, passionate Minister and advocate, providing loyal service to our Ethnic Communities.
    My priorities
    There are four key areas that I will focus on as Minister to ensure that Ethnic Communities thrive in New Zealand: economic growth, security and resilience, emergency management, and social cohesion.
    Economic growth
    First, economic growth.
    Many of you will have seen the Prime Minister’s State of the Nation speech.  In that speech, the PM focused almost exclusively on economic growth as the main priority for our Government.
    Why? Because economic growth is vital for improving quality of life. For delivering better infrastructure. For providing Kiwis with more choices. And for giving a sense that better days lie ahead.
    Ethnic Communities already make a huge contribution to our economy.
    In 2021, this contribution was estimated at $64 billion. The average value of export goods for ethnic businesses is more than double the New Zealand average.  However, there are barriers that need to be addressed to unlock the full potential of these businesses.
    At the Ethnic Xchange business symposium the Ministry facilitated last year, people identified what the Government could do to increase foreign investment.  Business owners said long waiting times with the Overseas Investment Office and a lack of coordination between agencies put off foreign investors.
    The Government is taking action. We are setting up Invest New Zealand to be a ‘one-stop-shop’ to attract and promote foreign investment. 
    We are making changes to the Overseas Investment Act to make investment rules less restrictive and more welcoming of investment.
    The changes will ensure that for many investments, decisions will be made in just 15 days, where the application isn’t contrary to New Zealand’s national interest. 
    And we announced changes to the Active Investor Plus Visa to simplify the categories, increase the scope of acceptable investments and remove other potential barriers to investment, such as the English language requirement.
    Last month, we held a global infrastructure investment summit to showcase New Zealand’s infrastructure pipeline and growth sectors.
    You may be aware that I recently travelled to India with the Prime Minister.
    During that trip I saw first-hand the value and strength of the relationship between New Zealand and India, and our trading relationship was very clear.  All of this shows the Government’s commitment to growing the economy.
    Security and resilience
    Second, I want to talk about security and resilience.
    Foreign interference affects the safety and security of everyone in New Zealand.  The Government is clear that we do not condone foreign interference in New Zealand. It is particularly concerning that some members of our Ethnic Communities are experiencing undue pressure and suppression of rights from foreign states. This is unacceptable.
    As Minister, I want to acknowledge that Ethnic Communities’ resilience is a national security asset to all of New Zealand.  I’m committed to delivering practical support that will help our communities to withstand foreign interference and to ask for help when they need it.
    We’ve released resources in 24 languages to raise awareness about foreign interference in New Zealand. Including case studies, information about your rights, keeping safe online and how to report foreign interference.
    This is only the beginning of the work. I know the Ministry for Ethnic Communities is working hard, including looking internationally, to ensure what it produces for our communities is world-class.
    While we’ve started to shine a light on foreign interference there is more to be done.  Work will continue with a range of communities to develop and release more resources later this year.
    Emergency management
    Third, I want to talk about emergency management.
    We can’t get away from the fact that New Zealand is prone to emergencies. Many of us have experienced the devastating impacts of floods, cyclones and earthquakes, and have learned about them first hand.
    Recent events have highlighted gaps in the system, particularly in how emergency responses account for the linguistic, cultural, and religious needs of Ethnic Communities.
    The support provided was often not responsive to language, cultural or religious needs. And important information in different languages was slow in getting to the people who needed it.
    The Government has committed to making changes to the emergency management system to ensure it is fit for purpose. 
    The changes will build capability and capacity, support local government and help different parts of the system to work better together.  They are based on the idea that everyone needs to be part of preparing and responding to emergencies and recovering afterwards.
    Our Ethnic Communities often stand up in times of emergencies to provide life services for the entire community.  I have asked NEMA to make sure this important role is formally recognised and codified in the new Emergency Management legislation. 
    There has been positive progress made in recent years.  The Get Ready website, which provides information about what to do before, during and after an emergency, is translated into 14 languages. This proved to be a valuable resource during Cyclone Gabrielle.
    NEMA have also told me they are close to completing a resource about what support is available and where to find it. 
    This resource can be distributed to communities in multiple languages as soon an emergency happens, rather than taking days to develop and translate.
    You can have confidence that the needs of Ethnic Communities will be reflected in NEMA’s work. 
    Social cohesion
    Finally, I want to talk about social cohesion.
    New Zealand is becoming increasingly diverse.  With Ethnic Communities expected to make up one-third of the population in the next two decades, it is essential that we build cohesive and safe communities.
    We must build an inclusive society where all communities feel a sense of belonging and where discrimination and prejudice have no place. 
    I have heard concerns from many of you about experiences of harassment, Islamophobia, and antisemitism. These are issues we must confront directly.
    I’m also particularly concerned about the impact geopolitical events overseas are having on domestic social cohesion.
    It’s important we don’t let overseas tensions and conflict play out between our communities here.
    I am committed to listening, learning and taking action to deliver relevant and tangible initiatives that will make a difference for Ethnic Communities.
    Ensuring that we don’t just talk about social cohesion but do things to actively strengthen it.
    I want to explore more ways to foster Ethnic Communities’ sense of belonging to and integration with New Zealand society.
    I would like better ways to bring faith and community leaders together to build bridges and unite communities.
    The Ministry for Ethnic Communities is actively fostering social cohesion through community engagement, interfaith dialogue, and targeted funding. And I am committed to continuing these efforts and identifying further ways to strengthen ties between communities.
    Other issues
    While some issues fall outside my direct ministerial responsibilities, I remain committed to advocating for the needs of Ethnic Communities.
    For example, mental health remains a pressing concern. 
    Research indicates that Middle Eastern, Latin American, and African youth face disproportionately high rates of mental health struggles, yet cultural barriers often prevent individuals from seeking help. 
    I will work closely with the Minister for Mental Health to ensure that culturally appropriate support services are accessible to all who need them.
    Closing
    New Zealand’s Ethnic Communities make an invaluable contribution to our society—socially, culturally, and economically. My commitment as Minister is to ensure that these contributions are recognised, valued, and celebrated.
    By working together, we can build a stronger, more inclusive nation—one where diversity is seen as a strength, and where every community has the opportunity to thrive.
    Thank you for being here today.  I look forward to continuing these important conversations and strengthening our relationships.

  • MIL-OSI USA: “Stable” Coins or Risky Business?

    The Division of Corporation Finance issued another installment today[1] in its ongoing statement series dedicated to jurisdictional carve-outs for crypto.  This one opines that certain so-called “stablecoins” are not securities.  What’s remarkable about this statement is not so much its ultimate conclusion, but the analysis staff relies on to get there.  The statement’s legal and factual errors paint a distorted picture of the USD-stablecoin market that drastically understates its risks.

    Much of the staff’s analysis is premised on issuer actions that supposedly stabilize price, ensure redeemability, and otherwise reduce risk.  Staff also acknowledges, albeit briefly, that some USD-stablecoins are available to retail purchasers only through an intermediary and not directly from the issuer.  But it is the general rule, not the exception, that these coins are available to the retail public only through intermediaries who sell them on the secondary market, such as crypto trading platforms.  Over 90% of USD-stablecoins in circulation are distributed in this way.[2]  Holders of these coins can redeem them only through the intermediary.  If the intermediary is unable or unwilling to redeem the stablecoin, a holder has no contractual recourse against the issuer.  The role of intermediaries, particularly unregistered trading platforms, as primary distributors of USD-stablecoins poses a panoply of significant, additional risks that staff does not consider.[3]

    Staff fails to unpack the consequences of this market structure and how it affects risk.  The fact that intermediaries conduct most retail USD-stablecoin distribution and redemption significantly diminishes the value of the issuer actions staff relies on as “risk-reducing features.”  Key among these features is an issuer asset reserve that staff describes as designed to “satisfy fully their redemption obligations,” i.e., with enough assets to pay out a $1 redemption for each outstanding coin.  But generally speaking, as described above, issuers have no “redemption obligations” to retail coin holders.  These holders have no interest in or right to access the issuer’s reserve.  If they redeem coins through an intermediary, they are paid by the intermediary, not from the issuer’s reserve.  The intermediary is not obligated to redeem a coin for $1 and will instead pay the holder the market price.  Retail coin holders therefore do not, as staff claims, have a “right[]” to “redemption for USD on a one-for-one basis.”

    It is also grossly inaccurate for staff to suggest that just because an issuer’s reserve is, at some point, somehow valued at or above the par value of its outstanding coins, the issuer has sufficient reserves to satisfy unlimited redemption requests (from intermediaries or coin holders) at any future time.  First, the issuer’s overall financial health and solvency cannot be judged by the value of its reserve, which tell us nothing about its liabilities, risk from proprietary financial activities, and so forth.  Second, there is always a risk, particularly in times of market stress or if the price of a stablecoin drops, of a “run” scenario where intermediaries and/or issuers cannot honor all redemption requests in real time.[4]  This leads to a “self-reinforcing cycle of redemptions and fire sales of reserve assets.”[5]  Major run events have already occurred with USD-pegged stablecoins, with significant consequences for the broader stablecoin market and the traditional banking system.[6] 

    Staff further overstates the assurance value of issuer reserves by claiming that some issuers publish reports, called “proof of reserves,” that “demonstrate that a stablecoin is backed by sufficient reserves.”  As the SEC and the PCAOB have warned, proof of reserve reports demonstrate no such thing.  Their content is unregulated, not subject to PCAOB standards, and determined entirely at the issuer’s discretion.  They are “typically [ ] not designed to” and “often provide no assurance as to the reliability of the information provided.”[7]  Other regulators have similarly warned of the general lack of transparency and reliability in how stablecoin reserves are invested, managed, and valued.[8]  Whatever claims issuers make about their reserves, stablecoin holders have unfortunately learned the hard way that these claims often turn out to be false.[9]

    Understanding these facts, it becomes clear that as a legal matter, staff is simply wrong that the issuer’s reserve is a “risk-reducing” feature under the Reves test. Risk-reducing features under Reves include collateralization, insurance, or federal regulatory oversight.[10]  Because retail coin holders generally have no right to access the issuer’s reserve to guarantee redemption at any price, let alone $1, the reserve does not “collateralize” stablecoins held by the retail public.[11]  Without a redemption right against the issuer, a retail stablecoin holder has no claim in a bankruptcy proceeding, as an unsecured creditor or otherwise, if the issuer becomes insolvent.[12]  Just like the product at issue in Reves, USD-stablecoins are “uncollateralized and uninsured.”[13]  Even intermediaries responsible for retail redemptions may not be secured creditors of the issuer, meaning they too would have limited or no ability to recover directly from the reserve if the issuer declares bankruptcy.  The contractual arrangements between issuers and intermediaries are bespoke and generally non-public, leaving retail coin holders (and regulators) in the dark.

    The statement also presents a practical problem:  what if any existing stablecoins actually meet the stated criteria and fall within the staff’s definition of “Covered Stablecoin”?  It is hard to even understand what staff’s criteria are because the statement is written as though issuers have redemption obligations directly to retail coin holders when in general, they do not.  For example, staff claims that issuers stabilize the price because they “mint[ ] and redeem[ ] Covered Stablecoins on a one-for-one basis with USD at any time and in unlimited quantities.”  But staff fails to explain if or how that occurs in the typical case of a USD-stablecoin that is purchased and redeemed by retail holders only through intermediaries.  To the extent distribution and redemption affect the retail market price, it is the intermediaries, not the issuers, whose actions matter.  What are the practices and obligations of those intermediaries?  Is that information disclosed to the retail public?  Staff gives us no idea.

    These legal and factual flaws in the staff’s statement do a real disservice to USD-stablecoin holders, and, given the central role of stablecoins in the crypto markets, to crypto investors more generally.  They feed a dangerous industry narrative about the supposed stability and safety of these products.  This is perhaps best highlighted by the staff’s choice to parrot a highly misleading marketing term, “digital dollar,” to describe USD-stablecoins.  Make no mistake:  there is nothing equivalent about the U.S. dollar and unregulated, privately-issued crypto assets that are opaque (clearly even to the staff), uncollateralized, uninsured, and laden with risk at every step of their multi-layer distribution chain.  They are risky business. 

    [1] The timing of today’s statement – issued as the country is reeling from market turmoil not seen since the early days of COVID-19 – calls into question how the Commission is choosing to deploy its increasingly limited staff resources.

    A global surge in cholera is threatening vulnerable people from Angola to Myanmar, fuelled by conflict, natural disasters and climate change, the World Health Organization (WHO) said on Friday.

    The UN health agency registered almost 810,000 cases and 5,900 deaths from the preventable disease in 2024; that’s about 50 per cent higher than the previous year, according to Dr Philippe Barboza, who leads WHO’s cholera team.

    He said the latest reported cases are almost certainly underestimates and that the disease continues to affect countries that were previously cholera-free.

    Funding cuts

    Recent cuts to international aid funding are also hindering the response, Dr Barboza said, giving the example of how in the previous two years, a donation of $6 million would have allowed WHO to fully control any outbreak occurring in either Malawi or Zambia.

    “But this amount of money is not available. So, this is a very major concern…outbreaks are getting worse and worse, deadlier and deadlier, but the funds are getting smaller and smaller.”

    WHO data indicates that for the first time in 10 years, Namibia reported infections this year, while Kenya, Malawi, Zambia and Zimbabwe are also experiencing a resurgence.

    Angola has also reported nearly 10,000 cholera infections so far during 2025 and 380 people have died from the disease up to the end of March.

    Its capital city Luanda has been badly affected. In the past 28 days, the country reported almost 3,500 cases – making up 56 per cent of all the cases across Africa.

    Conflict, mass displacement, natural disasters and climate change have intensified outbreaks, particularly in rural and flood-affected areas, with poor infrastructure and limited access to healthcare.  

    But it’s not all doom and gloom. In September, production of cholera vaccines reached record levels, with the highest number of doses since 2013.

    “We also need to increase funding to support the response effort,” Dr. Barboza said. 

    Situation remains critical in Eastern DR Congo, say peacekeepers

    The UN peacekeeping mission in the Democratic Republic of the Congo, MONUSCO, continues to implement its mandates amidst a still critical security situation in the restive east, said UN Spokesperson Stéphane Dujarric on Friday.

    While reciprocal attacks between the CODECO and Zaire militias are continuing to target civilians in Ituri, MONUSCO continues to “push for an effective process of local political dialogue and to negotiate the safe release of abducted civilians,” including children.

    Regarding the situation in the regional capital Goma which was overrun by Rwanda-backed M23 rebels in January, Mr. Dujarric said that “non-essential international staff for the UN are returning to Goma,” although “the protection situation under the M23 occupation remains challenging”.

    Mass displacements

    On the humanitarian end, renewed hostilities in North Kivu between armed groups in Rutshuru have “triggered the displacement of some 7,500 people,” said Mr. Dujarric.

    Local partners have also reported a raid on Mukongola General Referral Hospital by armed elements in the South Kivu province. “They vandalized the maternity ward, the pharmaceutical supplies and injured at least one individual,” he added.

    While Mr. Dujarric said that “humanitarian partners [were] working tirelessly to scale up assistance despite the insecurity and the constraints,” UN colleagues on the ground have reported that “ongoing military operations continue to impede humanitarian access.”

    “We reiterate our call for immediate, safe and sustained access to all areas,” the UN Spokesperson concluded.

    Pandemic control exercise puts WHO emergency system to the test

    The World Health Organization (WHO has successfully concluded a two-day exercise simulating the outbreak of a fictional virus spreading across the world – and what it will take to contain it.

    Convened by more than 15 countries, 20 regional health agencies, health emergency networks and other partners, “Exercise Polaris” was designed to test a new global coordination mechanism for health emergencies, under the umbrella of the WHO’s Global Health Emergency Corps (GHEC).

    “This exercise proves that when countries lead and partners connect, the world is better prepared,” said WHO chief Tedros Adhanom Ghebreyesus.

    Coordination and collaboration

    GHEC’s structure, which emphasises the importance of coordinating the deployment of surge teams and experts – and of enhancing collaboration between countries – “shows that global cooperation is not only possible, it is essential,” said Tedros. “No country can face the next pandemic alone.”

    Throughout the simulation, while countries were leading their own response efforts, WHO provided technical guidance and emergency support.

    “The Global Health Emergency Corps has evolved into a powerful platform, building on practice, trust and connection,” said Dr Mike Ryan, Executive Director of WHO’s Health Emergencies Programme. “Exercise Polaris showed what is possible when countries operate with urgency and unity supported by well-connected partners.”

    The Scarlet Sails Graduation Festival was recognized as the absolute winner of the XIII annual national award “Event of the Year”. The prestigious award was received in the nomination “Best Direction and Production of the Event” in the category “Innovative Solution of the Year”. The award ceremony took place at the Vladimir Mayakovsky Theater.

    The Scarlet Sails graduates’ festival, which has become a calling card not only for St. Petersburg but for all of Russia, has once again confirmed its uniqueness and significance. This award once again emphasizes the highest level of organization and creative work of the team.

    The Leningrad Graduation Ball appeared in 1968, and was discontinued in 1979. In 2005, on the initiative of Joint-Stock Bank “ROSSIYA”, the Government of St. Petersburg and Channel Five, the holiday was revived. A ship with scarlet sails reappeared in the waters of the Neva.

    All this time, Channel Five has been providing its live television broadcast without fail. For several years in a row, Channel Five’s team has been organizing a colorful water-pyrotechnic show. The main director is Mikhail Kolpakhchiev. The production of the concert part on Palace Square is provided by the event agency “ERA”. In 2024, Vladislav Kabanov and Maxim Akhtyamova acted as directors.

    Every year, the organizers of the legendary graduation try to surprise graduates and spectators, using innovative approaches and modern technologies. So last year, the stage complex used many technical means, lifting devices, platforms and suspended mechanisms, scenery hovering in the air, complex art objects. An unprecedented step by artists and designers is the high-altitude arrangement of multimedia screens and the creation of a wave-like non-linear form from them. This has never been done in the world before.

    The shape of the structure itself was more airy and open compared to previous years. A minimum number of walls were used. This allowed increasing the viewing angle to 270 degrees. The stage had the shape of a tree with a huge crown, with which various metamorphoses took place. The organizers paid special attention to the lighting component of the concert. The audience was presented with unusual experiments in the form of clear synchronization of computer graphics on LED panels and physical effects of light beams, as well as the work of pyrotechnic devices during the performance of Russian pop stars.

    The water-pyrotechnic show in the Neva River water area unfolded in ten locations. Under the salvoes of fireworks and a firefall, the audience, together with the heroes of the show, saw how true love is born and what power it has: it helps to overcome life’s trials. The culmination of the holiday was the appearance of the snow-white brig “Russia” with scarlet sails. A flock of dolphins gliding along the water, which accompanied the ship, added magic to the moment. They were flyboarders in luminous suits. During the final song “There are millions of us”, a crystal opened on the ship – a symbol of true love.

    In 2024, the festival was seen by almost 37 million people worldwide. The live broadcast of the water-pyrotechnic show on Channel Five took first place in the federal broadcast in the key audience of the channel “All 25-59” with a share of 11.4%. Over the past 17 years, the festival has been watched by a record number of Russian TV viewers – 7.7% aged 25 to 59. The water extravaganza was also broadcast by other federal channels. Its combined share on the air of four channels is 26.6% in the audience over 18 years old.

    The total television audience for the holiday in Russia and the CIS countries reached 25.5 million people.

    The fifth also broadcast the legendary graduation online on its website and official social media accounts. In 2024, the show was watched online by 11.3 million people, which is almost 12% more than in 2023.

  • MIL-OSI Security: Waterbury Man Guilty of Firearm Offense Related to Gun Trafficking Operation

    Marc H. Silverman, Acting United States Attorney for the District of Connecticut, announced a federal jury in New Haven today found LUIS PEREZ, 46, of Waterbury, guilty of a firearm offense related to an extensive gun trafficking investigation.

    According to court documents, statements made in previous court proceedings, and evidence presented during the trial, in May 2023, members of the FBI Waterbury Safe Streets Task Force conducted three controlled purchases of a total of nine firearms, and one controlled purchase of cocaine, from Perez.  An expanded investigation revealed that Perez was acquiring numerous firearms, most of which were purchased by straw purchasers from licensed gun dealers in Kansas and then shipped through the U.S. Mail to a stash location maintained by Perez’s associate, Algelly Diaz, in Hartford.  Perez then sold the firearms, which included assault weapons and high-capacity magazines, to others throughout Connecticut.  Perez and Diaz are previously convicted felons who cannot lawfully purchase or possess firearms.

    The investigation further revealed that, between August 2020 and May 2023, one of Perez’s co-conspirators purchased at least 73 firearms from a licensed gun dealer in Deerfield, Kansas. 

    Perez and Diaz were arrested on May 19, 2023.  On that date, investigators executed search warrants at locations in Connecticut, Kansas, and California.  A search of Perez’s residence and vehicle revealed nine firearms; more than 200 rounds of ammunition; distribution quantities of cocaine, crack cocaine, and fentanyl/heroin; items used to process and package narcotics for street sale; and more than $7,000 in cash.  In addition, a search of Diaz’s residence revealed approximately 90 rounds of ammunition, and a search of a package that was shipped to Diaz and seized from the mail stream revealed an additional three firearms.

    The jury found Perez guilty of possession of a firearm in furtherance of a drug trafficking crime.  On March 19, 2025, Perez pleaded guilty to the other nine counts of the indictment in which he was charged, including one count of firearms trafficking conspiracy, three counts of firearms trafficking, two counts of mailing nonmailable firearms, one count of unlawful possession of a firearm by a felon, and two counts of possession with intent to distribute fentanyl, heroin, and cocaine.

    At sentencing, which is not scheduled, Perez faces a mandatory minimum term of imprisonment of 10 years and a maximum term of imprisonment of life.

    Perez has been detained since his arrest.

    Diaz pleaded guilty and, on February 4, 2025, was sentenced to 48 months of imprisonment.  Three others charged as a result of this investigation also pleaded guilty and await sentencing.

    This matter has been investigated by the Federal Bureau of Investigation; the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF); Homeland Security Investigations (HSI); the U.S. Postal Inspection Service; the Connecticut State Police; and the Waterbury, Meriden, Hartford, Manchester, East Hartford, West Hartford, and Chino (Calif.) Police Departments.

    This case is being prosecuted by Assistant U.S. Attorneys Natasha M. Freismuth and Christopher J. Lembo through the Organized Crime Drug Enforcement Task Forces (OCDETF) Program.  OCDETF identifies, disrupts, and dismantles drug traffickers, money launderers, gangs, and transnational criminal organizations through a prosecutor-led and intelligence-driven approach that leverages the strengths of federal, state, and local law enforcement agencies.  Additional information about the OCDETF Program can be found at https://www.justice.gov/OCDETF.

  • MIL-OSI USA: 16 charged in sweeping Houston-based multimillion-dollar illegal gambling, money laundering conspiracy

    HOUSTON – Several Houston-area residents were taken into custody April 2 on various charges including conspiracy, operating illegal game rooms, bribery, and money laundering following one of the largest law enforcement operations in East Texas history.

    The operation was led by U.S. Immigration and Customs Enforcement with assistance from IRS Criminal Investigation; the Houston Police Department; FBI; High Intensity Drug Trafficking Areas Program; Harris County Constable’s Office – Precinct One; Harris County District Attorney’s Office; Bureau of Alcohol, Tobacco, Firearms and Explosives; and Drug Enforcement Administration.

    In addition to those indicted in the scheme, authorities also arrested 31 illegal aliens on various immigration and firearms charges. One of those included an illegal alien who allegedly assaulted a law enforcement officer.

    The indictment, returned March 26 and unsealed upon the arrests, alleges Nizar Ali, 61, of Richmond, and others allegedly conspired to own, operate or assist in the operation of illegal game rooms. All also conspired to conduct financial transactions to conceal and disguise the nature and source of the proceeds of the illegal gambling business, which totaled more than $22 million, according to the charges.

    More than 700 law enforcement officers from 18 agencies served a total of 45 search and 40 seizure warrants at locations throughout Houston and the surrounding area. The locations included 30 illegal game rooms with names such as El Portal and Yellow Building.

    During the operation, authorities recovered more than $11 million in seized cash and bank accounts, as well as $5 million in property and vehicles, 2,000 slot machines, 100 Rolex watches and eight firearms. Law enforcement also seized approximately $6.5 million from bank accounts and other financial institutions pursuant to the court-issued warrants.

    In addition to Ali, others taken into custody include Naeem Ali, 33, and Amer Khan, 68, both of Richmond; Ishan Dhuka, 33, and Sahil Karovalia, 32, both of Rosenberg; Sarfarez Maredia, 38, and Shoaib Maredia, 40, both of Sugar Land; Yolanda Figueroa, 40, of Pasadena; Viviana Alvarado, 45, of LaPorte; and Anabel Eloisa Guevarra, 46, Precela Solis, 27, Maria Delarosa, 53, Claudia Calderon, 37, and Lucia Hernandez, 34, all of Houston.

    Two others – Sayed Ali, 59, of Richmond, and Stephanie Huerta, 35, of Houston – are considered fugitives and warrants remain outstanding for their arrests.

    All are charged with conspiracy, operating an illegal gambling business and interstate travel in aid of racketeering which each carry possible prison terms of five years as well as conspiracy to commit money laundering which has a maximum 20-year possible prison term. Ali is also charged with 32 counts of federal program bribery for allegedly paying more than $500,000 to an undercover officer in an attempt to protect the illicit game rooms from law enforcement intervention. If convicted, he faces up to 10 more years in prison on each count. With the exception of the money laundering charge, which has the possibility of a $500,000 maximum fine or twice the value of the property involved, the remaining counts carry a maximum $250,000 potential fine.

    Other agencies who provided support to the operation included U.S. Customs and Border Protection, Harris and Montgomery Counties’ sheriff offices, the Houston Fire Department, Texas Attorney General’s Office, Texas Department of Public Safety and Baytown and Pasadena police departments.

    Assistant U.S. Attorneys S. Mark McIntyre, John Marck and Carolyn Ferko are prosecuting the case. Assistant U.S. Attorneys Brandon Fyffe and Tyler Foster are handling the seizure and forfeiture of assets.

    An indictment is a formal accusation of criminal conduct, not evidence. A defendant is presumed innocent unless convicted through due process of law.

    Washington D.C.— U.S. Senators Ron Wyden (D-Ore.) and Jeff Merkley (D-Ore.) said today they are joining Senate colleagues to condemn the Trump Administration’s mass firings of federal employees at the Office of Head Start (OHS) and the Office of Child Care (OCC) and to urge Secretary of Health and Human Services Robert F. Kennedy, Jr. to reinstate these employees immediately. 
    “This attack on employees at a time when children, families, child care providers, and early educators are relying on critical early childhood programs undermines the Department’s role in administering and conducting oversight of early childhood programs, including Head Start programs and child care assistance for working-class families across the country,” wrote the Senators. “We are deeply concerned by reports of a high number of employees at OHS and OCC who have been fired across the country who provide critical support to Head Start programs and help make child care safer and more affordable. The termination of staff is alarming and will compound the challenges already facing these programs and services, including the lack of timely and transparent information, with no clear planning nor considerations for how early childhood services will be impacted.”
    The sweeping firings of staff from these critical offices will severely restrict access to child care for working-class families. The Head Start program serves nearly 800,000 children, providing comprehensive services to help children receive health care and insurance, while offering parents job training, education, housing support, and nutrition services. 
    “The Administration’s decision to reduce staff comes at a time when it is increasingly expensive to run child care and early learning programs, the cost of child care continues to be out of reach for many working-class families, and the demand for quality child care continues to far outpace the supply,” continued the senators. “We are deeply concerned about the exacerbation of these issues for child care providers and children and families as a result of the Administration’s termination of a large portion of OHS and OCC staff, including the sudden closure of five of the ten Regional Offices and RIFs.”

    WASHINGTON, D.C. — Today, U.S. Senator Angus King (I-ME), Co-Chair of the Cyberspace Solarium Commission (CSC), released the following statement after news broke that General Timothy Haugh, the Director of the National Security Agency (NSA) and head of U.S. Cyber Command, was fired. General Haugh was reportedly released after far-right activist and conspiracy theorist Laura Loomer accused the General of being disloyal to President Trump.

    “Right now, our country is under attack in cyberspace, and President Trump just removed our top general from the front lines.  There was no reason for the removal of General Haugh outside of a recommendation from a conspiracy theorist who knows nothing whatsoever about national security, or what the roles of top National Security Agency officials entail. It’s downright dangerous and utterly irresponsible.

    “As to the claims out there that the firing is because ‘he was disloyal to Trump,’ here’s the truth of the matter: Generals are not supposed to be loyal to any president, they’re loyal to the Constitution and to the country. Period. This news could not be more grave given the seriousness of where we are in cyber. American institutions are being attacked daily — in fact, we just had the largest attack on our telecommunications system in the country’s history. General Haugh is a straight shooter, and his 30 years of experience and deep knowledge of cyber were an incredible asset to our national security. His honesty and his expertise are to be valued and appreciated, not held against him by the President’s shadow cabinet.”

  • MIL-OSI Canada: Province takes action to improve wildfire resiliency, enhance forest stewardship

    The Province is taking action to adapt B.C.’s forests to ensure long-term sustainability and good-paying jobs by enlisting BC Timber Sales (BCTS) to play a larger role in reducing wildfire risk and enhancing forest and community resilience through its operations.

    This work is increasingly urgent given the threat of sector-specific tariff threats coming from the United States.

    “The U.S. President is threatening our softwood lumber industry even more than the Americans already have with their unfair duties on our products,” said Premier David Eby. “Tariffs and duties drive up the cost of housing in the states and will cost jobs on both sides of the border. We stand with forestry workers, and this is just one of many actions we are taking to support the forestry industry as we get through this.”

    BCTS manages forest harvesting on more than 20% of B.C.’s public land. In January 2025, the Ministry of Forests initiated a review of BCTS, undertaken by an expert task force, to create pathways for a stronger, more resilient forestry sector. A progress update was announced at the Council of Forest Industries convention on Friday, April 4, 2025.

    “We have all witnessed the impacts of wildfire on B.C.’s communities, and we are uniting all parts of my ministry to tackle this challenge head on,” said Ravi Parmar, Minister of Forests. “Feedback from the review has made it clear: BCTS is more than just a market-pricing system. It has the expertise and the tools to play a bigger role in active forest management and addressing climate change, and British Columbians want to see that happen.”

    BCTS will work shoulder to shoulder with all divisions within the Ministry of Forests, including the BC Wildfire Service (BCWS), local communities, First Nations and industry partners to:

    • reduce fuel loads in high-risk areas;
    • remove health-damaged trees to improve recreational site safety and ecosystem resilience;
    • expand the use of commercial thinning to maintain forest health while supplying fibre to the market;
    • rehabilitate rangelands to restore productive landscapes; and
    • strengthen its partnership with BCWS to expand the use of prescribed fire as a key forest-management tool.

    As this work progresses, the Province will determine how an expanded role for BCTS fits into a broader strategy to protect communities from wildfire and support healthy, resilient forests that meet the needs of people in British Columbia.

    During the Council of Forest Industries conference in Prince George, the Premier and minister of forests outlined government’s goal to have forest and wildfire salvage permits turned around in 25 days instead of 40. To address the cost of transporting B.C.’s wood products to market, the Premier also announced the approval of the nine-axle lumber truck and trailer combination for use on some logging routes in B.C.

    Government is also committed to improving infrastructure projects in the province to get more B.C. goods, such as lumber, to international markets. As the Province continues to build the schools, hospitals and facilities people need, there is a renewed commitment to explore every opportunity to build with B.C. wood.

    Washington, DC – As April marks Earthquake Preparedness Month and on the heels of the devastating earthquake in Myanmar, U.S. Rep. Kevin Mullin (CA-15) and Rep. Vince Fong (CA-20) introduced bipartisan legislation that aims to improve America’s resilience during future earthquakes.  

    According to the United States Geological Survey (USGS), nearly 75 percent of the U.S. could experience a damaging earthquake in the next century, and almost half of the population – 150 million people – reside in areas that are at risk.  

    On average, earthquakes cost the U.S. billions of dollars a year in building damages and associated losses. Earthquakes threaten not only lives and buildings, but also critical services such as power, water, communications, and transportation. These services, also referred to as “lifelines,” must be restored as quickly as possible following a natural disaster to enable other parts of a recovery effort.  

    The Earthquake Resilience Act (H.R.2568.) would direct federal agencies to conduct America’s first national risk assessment of earthquake resiliency to better understand how communities can prepare. It would also require the National Earthquake Hazard Reduction Program to develop standards for lifeline infrastructure so these critical systems can be quickly restored during an earthquake or other disasters.  

    “As we recognize Earthquake Preparedness Month, it’s clear that the risks of natural disasters extend far beyond California,” said Rep. Kevin Mullin. “Our growing reliance on lifeline systems—those vital services that allow us to live, work, and communicate—make it even more urgent. We need a national risk assessment and consistent infrastructure standards to ensure communities across the country are ready. With natural disasters becoming more frequent, it’s critical to start building resilience today for a safer future.” 

    “The 2019 Ridgecrest earthquakes deeply impacted a vital community within my district. This disaster proved that emergencies can strike at any moment, highlighting the urgent need to strengthen the coordination between our federal government and local agencies. I look forward to addressing gaps in earthquake preparedness to ensure we protect our communities and save lives,” said Rep. Vince Fong. 

    Seismic safety experts are championing the bill as a critical way to help communities across the country improve vital lifeline infrastructure. 

    “The National Institute of Building Sciences (NIBS) applauds Rep. Mullin and Rep. Fong for their leadership in reintroducing the bipartisan Earthquake Resilience Act, which improves and accelerates recovery of communities and businesses after an earthquake,” said George K. Guszcza, President and CEO of NIBS. “Through the work of the Building Seismic Safety Council, NIBS has studied, developed, and maintained national seismic design standards for 45 years. Our communities – and their lifelines – must be ready.”

    WASHINGTON, DC – Today, Congressman Steny Hoyer (MD-05) joined Labor Caucus Co-Chairs Reps. Glenn Ivey (MD-04) and Stephen Lynch (MA-08), and every single House Democrat to call on President Trump to rescind his executive order stripping collective bargaing rights from over 1 million federal employees. The lawmakers highlighted the illegality of the order and called on the President to restore the collective bargaining rights that federal employees are statutorily entitled to.

    “Collective bargaining is the strongest tool that workers have available to create a fair workplace,” wrote the lawmakers. “This action strips away those hard-earned rights – which have been upheld by presidents from both parties for decades – from federal workers who keep our country running, including nurses who care for veterans, inspectors who keep our food safe to eat, teachers who educate our children, and so many more.”

    “Furthermore, this EO not only undermines the principles of fair labor practices but also threatens the efficiency and effectiveness of the federal government, jeopardizing the delivery of critical services to the American people,” continued the lawmakers. “The freedom to join a union and collectively bargain is central to achieving the American dream for millions of American workers. This action is the single most anti-worker and anti-union presidential action since Ronald Reagan fired striking air traffic controllers in 1981, and it must be reversed immediately.” 

    “We urge you to immediately rescind this harmful, unlawful EO and to reaffirm the rights of federal workers to unionize and collectively bargain. The American people deserve a federal workforce that is protected, respected, and empowered to carry out its duties effectively,” concluded the lawmakers.

    While Congress granted the President narrow authorities to exclude some agencies from collective bargaining, those exclusions can only be made if that agency has a primary function in intelligence, counterintelligence, investigative, or national security work, and only if the statute cannot be applied “in a manner consistent with national security requirements and considerations.”  However, this Administration has made clear that the EO’s exclusions are not based on national security concerns, but instead as retaliation for labor unions defending their members’ rights and making it easier to fire federal employees.

  • MIL-OSI Security: Four Oklahoma City Men Plead Guilty to Maiming in Aid of Racketeering

    OKLAHOMA CITY – ADAM ROUSE, 32, BRENDAN SHANE HOLDER, 32, DAMION BLAIR BRADLEY GEORGE, 30, and KRISTOPHER HAUSER, 32, all of Oklahoma City, have pleaded guilty to maiming in aid of racketeering, announced U.S. Attorney Robert J. Troester.

    On November 19, 2024, a federal Grand Jury returned a two-count Indictment against the defendants, charging them with maiming in aid of the racketeering activities of the Irish Mob Gang. According to the Indictment, the Irish Mob Gang is an enterprise engaged in, among other things, the distribution of controlled substances, firearms trafficking, and acts of violence. To further these day-to-day operations, the Irish Mob Gang depended on a robust enforcement group to ensure compliance with the organization’s orders, which included directing and permitting other members and associates to carry out acts in furtherance of the enterprise.

    Specially, the Indictment alleges that, for purposes of gaining entrance to and maintaining and increasing their position within the Irish Mob Gang, Rouse and Holder severed a victim’s right pinkie finger with a hatchet, while Holder, George, and Hauser all participated in the burning of a gang tattoo off the back of a victim’s head with a heated machete.

    As of April 1, 2025, each defendant has pleaded guilty to maiming in aid of racketeering. At sentencing, the defendants each face up to 30 years in federal prison and fines of up to $250,000.

    This case is the result of an investigation by Homeland Security Investigations and the Norman Police Department. Assistant U.S. Attorneys Stephen Hoch and David McCrary are prosecuting the case.

  • MIL-OSI Security: Laredo man convicted after purchasing firearms with stolen bank heist funds

    LAREDO, Texas – A federal judge has found a 42-year-old resident of Laredo guilty of bank robbery, announced U.S. Attorney Nicholas J. Ganjei.

    U.S. District Judge Diana Saldana determined Arturo Limon II was guilty on all four counts as charged following a one-day bench trial. She convicted him of two counts of bank robbery, one count of bank theft and one count of false statements during purchase of a firearm.

    On April 27, 2024, Limon entered Falcon International Bank located at 10511 McPherson Road. He approached the bank tellers, handed them an empty camouflage backpack and demanded they put money in it. During the robbery he said, “yes this is happening.”  

    Limon stole a large amount of cash from the teller’s drawer, exited through the main lobby entrance and drove away in blue Ford Mustang.

    Authorities responded, reviewed bank surveillance footage and issued a “be on the lookout” for an individual matching Limon’s description.

    Later that day, he entered Arena Gun Club shortly after the robbery with the same green camouflage backpack and attempted to purchase a firearm with a large amount of cash. He left the club while employees conducted the mandatory background checks. They alerted law enforcement due to his suspicious behavior.

    The court heard that he had lied about his residential address on the required form when he attempted to purchase five pistols and one rifle from the Arena Gun Club.

    Authorities arrested Limon at his residence as he arrived driving a blue Mustang. At that time, they found marked currency in his vehicle and a green camouflage backpack.

    Judge Saldana will impose sentencing at a later date. At that time, Limon faces up to 20 years in federal prison and a possible $250,000 maximum fine. He will remain in custody pending that hearing.

    The FBI conducted the investigation. Assistant U.S. Attorneys Leslie Cortez and Mike Makens are prosecuting the case.

But a significant recovery effort in the past 10 months under FEMA reforms now includes headsets, mobile phones and office cubicles.Staff from FEMA’s Enhanced Applicant Services (EAS) work from call centers eight hours a day, six days a week to follow up on applications submitted after a federal disaster is declared.In West Virginia, EAS specialists have been calling survivors to check on the status of their applications, identify issues that could be slowing the process, discover additional assistance for which they may be eligible, or answer any questions a survivor might have.While the phone conversations might be simple, their effects have been profound. In West Virginia, which has had four federally declared disasters since May 2024, EAS outreach has led to more than $4.1 million in additional assistance.     Protecting California’s economic dominance

    Identifying partnerships 

    With this announcement, Governor Newsom is directing his Administration to identify collaborative opportunities with trading partners that protect California’s economic interests — workers, manufacturers, and businesses — and the broader supply chains linked to the state’s economy. The administration will explore ways to:

    • Support job creation and innovation in industries reliant on cross-border trade.
    • Promote economic stability for businesses and workers impacted by federal trade disruptions.
    • Safeguard access to critical supplies, such as construction materials needed for recovery efforts following the devastating Los Angeles firestorms.

    Impact of tariffs on state trade

    California’s economy and workers rely heavily on trade with Mexico, Canada, and China. Over 40% of California imports come from these countries, totaling $203 billion of the more than $491 billion in goods imported by California in 2024. The tariffs will also affect access to important construction materials critical to rebuilding after the Los Angeles fires, including timber and wood, steel and aluminum, and the most important components of drywall.

    Retaliatory tariffs will also have an outsized impact on California businesses, particularly its more than 60,000 small business exporters. Mexico, Canada, and China are California’s top three export destinations, buying nearly $67 billion in California exports, which was over one-third of the state’s $183 billion in exported goods in 2024. Retaliatory tariffs also impact farmers and ranchers during a difficult time in the U.S. farm economy – fostering a greater need for mitigation and expanding foreign market share.

    The magnitude of these tariffs on our North American allies, and the retaliation, will also result in major disruptions to cross-border supply chains, including the mutually beneficial co-production that takes place in the California-Baja mega-region. If these goods are taxed each time they cross the border, the price of the final product will rise and ultimately be passed on to California consumers. This will have far-reaching impacts, affecting everything from semiconductors to aerospace and automotive products.

    Analysis by the Yale Budget Lab found that the tariffs announced by the Trump Administration thus far will likely result in a 2.3% increase in overall inflation this year alone — including a 2.8% increase in food prices and an 8.4% increase in automotive prices — translating to an impact of $3,800 on the average American household.

    Long-standing international relationships

    California has long been a key player on the international stage — from taking joint action on climate change to identifying new pathways and partnerships for sustained economic growth. During the Newsom Administration alone, California has signed 38 international agreements with 28 different foreign partners that lay critical groundwork for prolonged economic success as well as prioritizing workers and businesses that benefit from these new opportunities.

    MYANMAR
    As announced by the Secretary-General yesterday, Tom Fletcher, the Emergency Relief Coordinator, arrived this morning. Upon arrival, he met with humanitarian teams in Yangon. In the afternoon, he travelled to Mandalay, which as you know, is the epicentre of the earthquake, where tomorrow he is expected to meet with people impacted by the earthquake, as well as with local responders and other humanitarian workers.
    More than 25 search-and-rescue teams are working, medical teams and supplies have been deployed, and water and shelter kits have been distributed in Mandalay and beyond. Just yesterday, more than 30 tons of medical supplies arrived in Myanmar, bringing the total to 100 tons since the earthquakes struck.
    The UN Refugee Agency, for its part, has deployed plastic sheets and kitchen sets for about 25,000 people impacted.
    The agency is also mobilizing supplies from its warehouses in Myanmar for an additional 25,000 people, but it will need to replenish stocks urgently to meet the massive needs due to the quake.
    Our humanitarian colleagues are preparing a new appeal aligned with the Humanitarian Needs and Response Plan, which, as you know, calls for $1.1 billion as needs continue to outpace available supplies and response capacity. So far, less than 5 per cent of this appeal has been received.
    For its part, UNHCR is appealing for $16 million to assist 1.2 million people. The funds will be used to manage displacement sites and support vulnerable people in six impacted regions until the end of the year.

    OCCUPIED PALESTINIAN TERRITORY
    The Office for the Coordination of Humanitarian Affairs reports that thousands more families have now fled westward in the Gaza Strip, in response to another displacement order issued by Israeli forces and covering parts of Gaza City. OCHA warns that these displacement orders have left civilians exposed to hostilities and deprive them of access to essential services for their basic survival.
    All crossings, as you know, continue to be closed. We are now in the second month. So, no supplies can come into Gaza.
    The World Food Programme has warned that food stocks in Gaza are running out, and assistance programmes are gradually shutting down. As we told you earlier this week, all WFP-supported bakeries had to close. Now, food parcel distributions are soon to end. Hot meals currently continue, but with dwindling supplies. The World Food Programme reminds us that a single hot meal provides 25 per cent or less of a person’s daily dietary needs.
    Meanwhile, sanitation conditions across Gaza are likely worsening public health risks. Our humanitarian colleagues say that three makeshift displacement sites in Al Mawasi are now reporting infestations of fleas and mites, causing rashes and other health issues. Treating these infestations require chemicals and other items that will only be available once the crossings are again open for the entry of supplies.
    UN humanitarian partners warn that criminal looting and general insecurity are again on the rise, linked to the closure and to lack of basic supplies. On Wednesday, one of the distribution points used by UNRWA was looted, along with nearby buildings. In a social media post, our colleagues at UNRWA said this wasn’t an isolated incident, but rather a symptom of a broader breakdown in civil order.
    Turning to the West Bank, OCHA reports that tens of thousands of people remain displaced, unable to return home due to ongoing operations by Israeli forces in the north, mainly in Jenin and Tulkarm. Our humanitarian partners are providing urgent aid and psychosocial support to those impacted.

    Background

     

    Louisiana has been a major recipient of FEMA assistance, with nearly 500,000 combined households applying for FEMA funds since 2021. Since FEMA was overhauled in 2003, no state has received more funding than Louisiana, which has received nearly $47 billion over 28 disaster incidents, serving approximately 3.5 million households and nearly 43,000 public assistance projects. However, Louisiana is far from the only recipient of this critical aid and assistance. In 2024, FEMA responded to over 100 disasters, including two catastrophic hurricanes—Helene and Milton—that struck within two weeks, causing widespread destruction. Additionally, the National Oceanic and Atmospheric Administration (NOAA) reported 27 weather and climate disaster events in the U.S. last year with losses exceeding $1 billion.

     

    President Trump’s proposal to overhaul FEMA involves significantly reducing its role by shifting disaster response responsibilities to individual states, limiting FEMA’s involvement to immediate disaster relief and eliminating its long-term rebuilding grants and disaster preparedness programs. This plan aligns with recommendations from Project 2025, which advocates for privatizing FEMA’s National Flood Insurance Program and decreasing federal cost-sharing in disaster recovery efforts. These efforts could disproportionately affect states with limited resources, particularly those frequently impacted by natural disasters, by increasing their financial and logistical burdens. Additionally, reducing federal coordination and support may hinder efficient disaster response and recovery, potentially leading to increased casualties and prolonged economic hardship in disaster-stricken areas. ​

    WASHINGTON, DC – Yesterday, Congresswoman Lori Trahan (MA-03), a member of House Democratic leadership, led a bipartisan group of 36 lawmakers in writing a letter to U.S. Attorney General Pam Bondi and Federal Bureau of Prisons (BOP) Associate Deputy Director Kathleen Toomey urging them to rescind the Trump administration’s cuts to the retention pay of BOP correctional officers (COs) and healthcare professionals while simultaneously eliminating all future BOP recruitment incentives.
    “We write to express our serious concern regarding the Bureau of Prison’s decision to cut the retention pay of hardworking Bureau of Prisons correctional officers and healthcare professionals and cancel all future BOP recruitment incentives. The decision to reduce or eliminate entirely the retention pay of over 23,000 BOP employees is dangerous and will cause our federal prison system to buckle under the weight of increasing numbers of incarcerated individuals and major staffing shortages. The brave correctional officers and healthcare professionals who show up to work each day play an integral part in ensuring the safety of employees, inmates, and our communities,” wrote the lawmakers.
    In late February, more than half of the BOP workforce was told that their retention pay would be significantly reduced or eliminated entirely, with some employees seeing a pay decrease of up to 25%. Retention incentives serve as a crucial mechanism for upholding staffing levels at understaffed facilities. The U.S. Department of Justice’s (DOJ) annual report, issued last November, revealed that every BOP facility in the nation lacked sufficient staffing. The report also revealed that staffing shortages are directly tied to the safety of correctional officers, impairing their capacity to prevent inmate fatalities and leading to higher recidivism rates, which in turn threatens public safety.
    “To make matters worse, BOP does not have an acting director or an acting deputy director. In fact, since President Donald Trump took office, the Director of BOP was fired, the Acting Director who took her place subsequently resigned, and five other senior leaders resigned. The lack of leadership and oversight from senior leaders at the agency further proves these cuts are counter to the agency’s stated mission. With some impacted correctional officers and healthcare professionals expecting to see a pay decrease of up to 25% of their current income, we are extremely alarmed by the lack of plan to address the increased staffing shortages these decisions will cause,” the lawmakers continue. 
    Massachusetts’ sole federal corrections facility, Federal Medical Center (FMC) Devens in Ayer, houses 1,130 inmates and is just one of seven prisons across the country capable of caring for extremely ill inmates. However, a December 2024 report from the DOJ’s Inspector General found that just 81 percent of FMC Devens’ positions were filled, including 161 of 201 (80 percent) positions in the Correctional Services Department and 113 of 149 positions (76 percent) in the Health Services Department. The same report stressed the importance of recruitment and retention initiatives needed to fill these positions amid looming retirements likely to exacerbate the facility’s staffing shortage.

    India’s first vertical lift sea bridge sets a new benchmark in modern infrastructure and maritime harmony

    Introduction

    Prime Minister Shri Narendra Modi will inaugurate the New Pamban Bridge during his visit to Tamil Nadu on April 6, on the auspicious occasion of Ram Navami.

    The New Pamban Bridge stands as a testament to India’s engineering prowess and visionary infrastructure development. Rooted in history, its story traces back to 1914 when British engineers constructed the original Pamban Bridge, a cantilever (a long piece of metal or wood that extends from a wall to support the end of a bridge) structure with a Scherzer Rolling Lift span to connect Rameswaram Island with mainland India.

    For over a century, it served as a critical lifeline for pilgrims, tourists, and trade. However, the harsh marine environment and growing transportation demands necessitated a modern solution. In 2019, the Government of India sanctioned the construction of a technologically advanced, future-ready replacement.

    The result is India’s first vertical lift railway sea bridge, a 2.07-kilometre-long marvel spanning the Palk Strait in Tamil Nadu. Blending heritage with innovation, the New Pamban Bridge not only preserves the cultural and historical importance of the region but also marks a significant leap forward in design, connectivity, and regional development.

    The New Pamban Bridge was constructed by Rail Vikas Nigam Limited (RVNL), a Navratna PSU under the Ministry of Railways.

    Key Features of the New Pamban Bridge:

    The 72.5-meter navigational span can be lifted up to 17 meters, allowing larger ships to pass underneath.

    The new bridge is 3 meters higher than the existing one, improving sea connectivity.

    The substructure is designed for two tracks, with the superstructure initially accommodating a single line.

    The use of modern materials and engineering techniques will ensure the bridge’s longevity.

    The bridge has been constructed with stainless steel reinforcement, high-grade protective paint, and fully welded joints.

    Special polysiloxane coating protects it from corrosion, ensuring longevity in the harsh marine environment.

    The Need & Vision for the New Pamban Bridge

    By the early 21st century, the old bridge could no longer meet the demands of modern transportation. The increasing volume of traffic, coupled with the need for faster and safer connectivity prompted the government to envision a new structure that would be technologically advanced, durable, and future-ready.

    The construction of a state-of-the-art sea bridge that could accommodate growing traffic volumes, ensure durability and facilitate smoother maritime navigation. The New Pamban Bridge was conceived to address the limitations of its predecessor while paving the way for enhanced regional connectivity and economic growth.

    The New Pamban Bridge is set to ensure:

    • Enhanced Transportation: Accommodating heavier rail traffic and faster trains.
    • Maritime Integration: Allowing larger vessels to pass without disruptions.
    • Durability: Ensuring a lifespan of over 100 years with minimal maintenance.

    Modern Construction Techniques
     

    The original 1914 bridge was vital for trade and pilgrimage but was no longer suitable for modern rail demands. Given the region’s seismic activity, cyclones, and marine corrosion, a resilient, technologically advanced replacement was essential. Rail Vikas Nigam Limited (RVNL), under the Ministry of Railways, led the project, ensuring it met higher speed, load, and maritime requirements. This new bridge enhances connectivity while showcasing India’s infrastructure capabilities in safety, durability, and innovation.

    1. Selection of Launching Method
    • Site constraints like limited support structures, low shore draft, ship traffic, fishing activity, and strong sea currents made conventional lift span launching methods unfeasible.
    • The solution used was pier-to-pier launching of the lift span girder using the ‘Auto Launching Method based on Relationship Principle,’ designed by Suntech Construction Engineering Consultants and verified by IIT Madras.
    1. Transportation, Assembly and Final Welding
    • After painting and inspection, segments were trucked to Pamban, where a temporary platform with two EOT cranes (Electric Overhead Traveling Cranes) enabled girder assembly. Welding was done in specialized huts, joints inspected by PAUT (Phased Array Ultrasonic Testing), and corrosion protection completed with metalizing and painting.
    • Metalizing and painting completed corrosion protection, ensuring structural integrity.
    1. Launching of the Lift Span
    • Following assembly at Abutment No. 2, the 448.305m lift span was launched in 90 sequences to Pier 77–78 using launching girders and the auto-launching method, with counterweights ensuring precise movement along a 2.65° curve.
    1. Components of the Launching System
    • Key components included steel stools, stainless steel sliding bases, and swing-type traverse bases with guide rollers. Two front launching girders (51m each) and two rear ones (47m each) were supported at multiple points
    • Each girder set had ~10 MT counterweights. Tooth plates held jack pistons, and 200T Hilman Rollers enabled smooth movement. Pivots allowed 360° rotation. Push/pull jacks (50T, 1000mm stroke) enabled span movement, requiring 13.375T–18.725T force, factoring lateral resistance.
    1. Hydraulic Jacking and Final Placement
    • Eight 200T hydraulic jacks lifted the span and repositioned the girders.
    • Mounted on frames at end cross girders, they hung during movement and were supported by adjustable stools at each pier, ensuring precise placement.
    1. Lift Span Movement Sequence
    • With launching girders aligned and span loaded, movement began. Each pier was spaced 20m apart. The 75.70m span required two moves per pier—16m first (rear over pier), then 4m (front over next pier).
    • Rear and front girders moved in turn to the next piers. This process, repeated over 90 sequences for 448.325m, took 2–3 days per pier. Once at its final position, temporary equipment was removed and the span lowered onto bearings.
    1. Erection of Towers
    • Towers were fabricated in 28 segments, painted, and transported to Pamban using trailers.
    • A temporary jetty allowed segments to be loaded onto barges via a 150 MT crane and hauled by boats. A marine crane launched segments near the navigational channel.
    • Towers were connected by a lintel forming a 21.30m × 6.80m × 4.50m machine room housing the lifting system. The room weighs ~100 MT, with 315 MT counterweights at each end ensuring balance and smooth operation.

     

    Challenges in Construction: Overcoming the Odds

    The construction of the new Pamban Bridge presented numerous challenges, ranging from environmental obstacles to logistical complexities. The Palk Strait’s turbulent waters, strong winds, and unpredictable weather patterns created difficulties in the construction process. Additionally, the region’s susceptibility to cyclones and seismic activity necessitated careful planning and robust design.

    Another significant challenge was managing logistics, particularly the transportation of heavy materials to the remote construction site. The team had to make the most of the narrow timeframes offered by tidal conditions to ensure timely delivery. Despite these obstacles, the engineers and workers demonstrated remarkable ingenuity, leveraging innovative solutions, advanced technology, and unwavering determination to overcome the difficulties and successfully complete the bridge.

    Throughout the execution of the project; which involved over 1,400 tons of fabrication, the launching of lift spans and 99 girders, as well as track and electrification work carried out at sea, the entire operation was completed without a single injury.

    India Making its Mark on a Global Scale

    While the new Pamban Bridge is India’s first vertical lift sea bridge, it shares similarities with other globally recognized bridges known for their technological advancements and unique designs. These include the Golden Gate Bridge in the United States, Tower Bridge in London and the Oresund Bridge in Denmark-Sweden. Each of these iconic structures, though different in design and functionality, represents a pinnacle of engineering excellence. Now, the new Pamban Bridge stands proudly in their company, combining cutting-edge technology with the challenges posed by India’s coastal and seismic conditions.

    Jefferson City — Governor Mike Kehoe is urging Missourians to avoid traveling in areas that experience heavy rainfall and flash flooding this weekend, as the State of Missouri deploys resources and personnel to respond to dangerous flooding.

    “The National Weather Service is forecasting very heavy rainfall – possibly exceeding 10 inches in some localized areas – and dangerous flooding, particularly in southeast Missouri over the next two days,” Governor Kehoe said. “While we have activated the Missouri National Guard and our state team is positioning swift water rescue teams and other response assets, we urge all Missourians to follow their local weather forecasts very closely and avoid driving into flooded areas and areas known to experience flash flooding. Let’s protect ourselves and allow first responders to get emergency help where it’s needed.”

    On Wednesday, Governor Kehoe signed Executive Order 25-21 activating the Missouri National Guard to assist with response efforts. The State Emergency Management Agency (SEMA) and state response agencies have been monitoring the approaching severe weather system and coordinating with the National Weather Service since last weekend. Governor Kehoe first declared a State of Emergency on March 14, 2025, through Executive Order 25-19, activating the State Emergency Operations Plan.

    • The Missouri State Highway Patrol Water Patrol Division has deployed five swift water rescue boat teams and the dive team to southeast Missouri. In addition to the Patrol resources, there are ten other boat teams deployed to southeast Missouri.
    • The Missouri Division of Fire Safety is coordinating with local and regional fire service mutual aid coordinators to track the positioning and capabilities of local swift-water rescue teams.
    • The Missouri National Guard has deployed personnel to Butler County, equipped with highwater vehicles and mission capabilities to include motorist assistance, levee reinforcement and monitoring, sandbagging assistance, commodities distribution, and other potential needs.
    • The State Emergency Operations Center is currently activated to a Level 3 with SEMA operations, planning and emergency human services staff as well as emergency support partners from the Highway Patrol, MoDOT, Missouri National Guard, Missouri Division of Fire Safety, U.S. Army Corps of Engineers, Missouri Task Force 1 and the American Red Cross to assist with resource coordination and requests for assistance.
    • SEMA has also activated a Type 3 Urban Search and Rescue Team from Missouri Task Force 1 to deploy to Poplar Bluff. This Type 3 Task Force is a 48-person specialized rescue team that includes a 35-person specialized search and rescue team with an embedded swift water rescue capability, a logistical support team and other specialized resources and personnel.
    • The Missouri Department of Transportation is mobilizing additional resources to impacted areas of the state to assist with traffic control, signage and barricades for flooded and closed roadways.
    • The Missouri Department of Natural Resources stands ready to assist communities that sustain storm damage with managing their debris and providing technical assistance to drinking water or wastewater facilities impacted by power failures or flooding. 

    Missourians should remember these safety tips related to flash flooding and high water:

    • Never drive on a flooded roadway, including low-water crossing and low bridges. More than half of people who die in flooding were in vehicles. A foot of water will float many vehicles. Two feet of rushing water can carry away most vehicles.
    • Night-time flooding is the most dangerous, because low visibility means you can wind up in the water before you ever see it. Slow down!
    • Never attempt to walk through moving water. Six inches of moving water can knock you over.
    • Follow the weather closely and follow safety instructions from local authorities. The NWS has said minor shifts in the weather system could cause rain totals to climb in.
