  • MIL-OSI USA: Hinson, Cotton Introduce the RIFLE Act

    Washington, D.C. – Today, Rep. Ashley Hinson (R-IA-02) and Senator Tom Cotton (R-AR) introduced the Repealing Illegal Freedom and Liberty Excises (RIFLE) Act. Under current law, there is a $200 tax on the transfer and purchase of firearms regulated under the National Firearms Act. This legislation would remove the existing $200 tax on firearms sold to law-abiding gun owners.

    Background:

    • Under current law, there is a $200 tax on the transfer and purchase of firearms regulated under the National Firearms Act (NFA).
      • According to the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the $200 transfer tax was intended to “to curtail, if not prohibit, transactions” of firearms.
      • The federal government intentionally placed a financial barrier on the Second Amendment, discriminating against individuals based on their income.
    • The RIFLE Act would remove this infringing tax on firearms governed under the NFA, including short-barreled rifles and silencers.
      • This legislation would also ensure that pistols with stabilizing braces would not be subject to the $200 transfer tax.
      • This legislation does not modify any current background check provisions; it solely removes the federally-mandated financial burden on law-abiding gun owners.

  • MIL-OSI USA: Governor Polis, State Forest Service Announce 37 Wildfire Mitigation Grants

    DENVER – Today, Governor Polis and the Colorado State Forest Service announced $7.04 million in wildfire mitigation grants. In total, the CSFS will award the $7.04 million to 37 projects in 26 counties across Colorado. Colorado’s diverse forests cover more than 24 million acres, and they provide crucial benefits including clean air and water, habitat for wildlife, outdoor recreation and more. All of these values that Colorado’s forests provide are at risk of wildfire. Since 2018, the State of Colorado has provided funding to assist communities and groups across Colorado to reduce their wildfire risk and promote forest health through the Forest Restoration and Wildfire Risk Mitigation (FRWRM) grant program, administered by the Colorado State Forest Service.

    “Preventing wildfires is an all hands on deck effort in Colorado.  Wildfires continue to be a serious threat to Colorado communities, and investing in fire mitigation initiatives and helping communities create defensible spaces helps all Coloradans and firefighters to be better prepared in the event of a fire emergency. This $7.04 million in wildfire grants will provide the essential resources that are crucial to continue building resilience to wildfires across Colorado,” Governor Jared Polis.

    The FRWRM grant program has a matching requirement, either through cash or in-kind contributions. Award recipients in areas with fewer economic resources, as defined by the social vulnerability index layer within the Colorado Forest Atlas, must match 25% of the project total, and all other award recipients must match 50% of the total project cost, amounting to nearly $9 million in match. With these matching funds included, communities and groups across Colorado will invest about $16 million in efforts dedicated to forest restoration and wildfire mitigation. The projects awarded in this funding cycle will also build capacity for wildfire mitigation projects through staffing and equipment purchases.

    The funding for this round of FRWRM awards will help Coloradans complete the following activities:

    • Build community capacity to address wildfire
    • Reduce the risk of wildfire to people, property and infrastructure
    • Promote forest health and restoration
    • Encourage the use of wood from forest health and fuels reduction projects

    “Addressing forest health and wildfire mitigation at the local level is the most efficient and effective way to make Colorado’s forests more resilient,” said Matt McCombs, state forester and director of the Colorado State Forest Service. “This funding is crucial each year to protect our homes, critical infrastructure and our way of life.”

    For the 2024-2025 round of FRWRM grants, the CSFS received 95 eligible applications requesting nearly $25 million. Since $7.04 million was available for this round of grants, 58 projects totaling nearly $15.4 million could not be funded. In addition, of the 37 awarded projects, the CSFS could only partially fund six of them, leaving about $2.5 million of their original requests unfunded.

    “The Colorado State Forest Services FRWRM grant is a critical element in our overall state efforts to improve forest health and reduce the risk of wildfires on our landscapes and creating fire adapted communities,” said Dan Gibbs, Executive Director, Colorado Department of Natural Resources. “Colorado is one lightning strike and one unattended campfire away from our next wildfire. With about half of all Coloradans living in the wildland urban interface, these grants provide important capacity for locally and regionally driven wildfire prevention efforts.”

    These counties received FRWRM funds during this funding cycle: Boulder, Chaffee, Clear Creek, Costilla, Custer, Douglas, El Paso, Elbert, Fremont, Gilpin, Gunnison, Huerfano, Jefferson, La Plata, Lake, Larimer, Las Animas, Mesa, Mineral, Montezuma, Ouray, Park, Pueblo, Routt, San Miguel and Teller.   • MIL-OSI Security: Red Bluff Man Sentenced for Possession with Intent to Distribute Fentanyl and Being a Felon in Possession of a Firearm

    SACRAMENTO, Calif. — Austreberto Santamaria-Valencia, 29, of Red Bluff, was sentenced by U.S. District Judge Troy L. Nunley to four years and three months in prison for possession with intent to distribute fentanyl and for being a felon in possession of a firearm, Acting U.S. Attorney Michele Beckwith announced.

    According to court documents, on Feb. 6, 2021, law enforcement officers responded to a report of a suspected overdose by a motel guest in Red Bluff. When officers entered the room, they found Santamaria-Valencia sitting in a chair, unconscious but breathing. On the bed near him, officers saw multiple plastic bags containing what appeared to be blue pills, of the type sold as counterfeit oxycodone pills, but which often contain fentanyl. Officers were able to wake Santamaria-Valencia. In response to their questions, Santamaria-Valencia indicated that he had taken fentanyl. Medical personnel tended to Santamaria-Valencia and confirmed he was not in danger of overdosing. A records check indicated that Santamaria-Valencia had a warrant out for his arrest, and officers arrested him at that time.

    Officers searched Santamaria-Valencia’s room and car and seized approximately 1,000 counterfeit M-30 oxycodone pills, a loaded Taurus G3C 9 mm semi-automatic pistol, two bottles containing a total of 170 Farmapram (alprazolam-Xanax) pills, five packets of suboxone strips, 90 grams of marijuana, approximately $7,000 in cash, and other items commonly used in street sales of narcotics.

    This case was the product of an investigation by Homeland Security Investigations, the Red Bluff Police Department, and the Tehama County District Attorney’s Office. Assistant U.S. Attorney James Conolly prosecuted the case.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the U.S. Department of Justice launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    This case is also part of Project Guardian, the Department of Justice’s signature initiative to reduce gun violence and enforce federal firearms laws. Initiated by the Attorney General in the fall of 2019, Project Guardian draws upon the Department’s past successful programs to reduce gun violence; enhances coordination of federal, state, local, and tribal authorities in investigating and prosecuting gun crimes; improves information-sharing by the Bureau of Alcohol, Tobacco, Firearms and Explosives when a prohibited individual attempts to purchase a firearm and is denied by the National Instant Criminal Background Check System (NICS), to include taking appropriate actions when a prospective purchaser is denied by the NICS for mental health reasons; and ensures that federal resources are directed at the criminals posing the greatest threat to our communities.   • MIL-OSI USA: Baldwin Demands Answers from Trump Administration on Social Security Workforce Reductions, Office Closures in Wisconsin

    WASHINGTON, D.C. – Today, U.S. Senator Tammy Baldwin (D-WI) demanded answers from the Trump administration on their plan to protect Wisconsin seniors’ benefits amid office closures and staffing cuts at the Social Security Administration (SSA) that will leave beneficiaries with fewer places to turn when accessing their earned benefits.  Specifically, Baldwin called out the Trump administration cutting 1/3 of the total staff in its Wausau region, including all management in Wisconsin Rapids. 

    “Wisconsinites pay into Social Security over a lifetime of hard work. But instead of helping our seniors access their earned benefits, Donald Trump and Elon Musk are gutting the agency and putting up roadblocks for Wisconsinites who often rely on Social Security to pay rent, keep the heat on, and put food on the table,” said Senator Baldwin. “If you fire people at the Social Security Agency, who is going to help our seniors get their benefits? As far as I can tell, this is all about taking Social Security benefits away from seniors in our state – all so they can fund their tax breaks for big corporations. We need answers.”

    In February, Elon Musk announced his DOGE initiative, which continues to gut services Wisconsinites rely on, was closing dozens of local Social Security offices nationwide, including terminating the leases for two Social Security offices in Green Bay and Wausau. The office closures come as the Trump Administration announced that starting March 31 they would eliminate over-the-phone verification, instead requiring some recipients to visit a Social Security office in-person to prove their identity. Meanwhile, staffing cuts at the agency have hit 1 in 3 staff in the Wausau district – which includes Wausau, Wisconsin Rapids and Rhinelander – including all management in Wisconsin Rapids.

    In a letter today to Leland Dudek, Acting Commissioner of the Social Security Administration, Senator Baldwin posed the following questions to the Trump Administration and requested a response no later than April 15, 2025:

    1. What is the current status of Social Security Administration offices and leases for these offices in Wisconsin?
    2. What are the current staffing levels at each of the Social Security Administration offices in Wisconsin? How have staffing levels changed since January 19, 2025?
    3. What additional changes in operations and leases is the Social Security Administration considering for offices in Wisconsin for the remainder of the year?
    4. What additional workforce changes is Social Security Administration considering for offices in Wisconsin for the remainder of the year?

    This letter comes on the heels of Senator Baldwin’s continued work to protect Wisconsin seniors’ benefits. Last week, Senator Baldwin called on the Trump Administration to reverse course on their plan to instate in-person verification that will put up roadblocks for seniors to access their benefits, especially in Wisconsin’s rural communities. She also spoke out against Donald Trump’s plan to slash the SSA workforce, which helps seniors access their benefits.

    Dear Acting Commissioner Dudek,

    I write to request information about the Social Security Administration’s offices and operations in Wisconsin, including staffing cuts and office closures announced during the first few months of the Trump Administration by Elon Musk’s Department of Government Efficiency.

    Last month, the Social Security Administration announced its plan to significantly reduce its workforce and close offices across the country, including offices in Green Bay and Wausau. Moreover, my staff was informed that, due to agency restructuring, the Wausau district—which includes Wausau, Wisconsin Rapids and Rhinelander—has lost 1/3 of total staff, including all management in Wisconsin Rapids. 

    This information is greatly concerning and raises questions about your misguided restructuring and reductions in workforce. It will mean longer wait times and reduced service for Social Security beneficiaries, including older and low-income Americans, people who live in rural communities, and veterans. This update further shines a light on the devastating impacts of the Trump Administration’s continued prioritization of Elon Musk’s demands over the needs of Wisconsinites.

    I ask that you respond to the following questions no later than April 15, 2025:

  • MIL-OSI Security: KC Area Man Pleads Guilty to Possessing Machine Guns

    KANSAS CITY, Mo. – A Kansas City, Mo., man pleaded guilty in federal court today for possessing and transferring three machine gun conversion devices.

    Demetrius Harris, also known as “Meech,” 24, pleaded guilty before U.S. Magistrate Judge Jill A. Morris, to one count of illegally possessing machine guns – an Anderson Manufacturing AM-15 multi-caliber firearm with an AR-type machine gun conversion device and two AR-type machine gun conversion devices.

    On Jan. 24, 2024, Harris sold an AR-style firearm containing an auto sear, two additional auto sears, and ammunition to an undercover agent for $1,060.

    Machine gun conversion devices, also known as “switches” or “auto sears,” are used to convert semi-automatic weapons into machine guns that fire multiple shots automatically through a single pull of the trigger, enabling more rapid and often less accurate gunfire. Whether or not they are attached to a firearm, these devices constitute machine guns under federal law. It is therefore illegal to possess, sell, or use machine gun conversion devices.

    Under federal statutes, Harris is subject to a sentence of up to 10 years in federal prison without parole. The maximum statutory sentence is prescribed by Congress and is provided here for informational purposes, as the sentencing of the defendant will be determined by the court based on the advisory sentencing guidelines and other statutory factors. A sentencing hearing will be scheduled after the completion of a presentence investigation by the United States Probation Office.

    This case is being prosecuted by Assistant U.S. Attorney Brad K. Kavanaugh. It was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives.

    Washington, D.C. — Today, U.S. Congresswoman Lauren Boebert (CO-04) introduced a House Resolution condemning the wave of domestic terrorism attacks targeting Tesla cars and dealerships. Since President Donald Trump tasked Elon Musk to lead the Department of Government Efficiency (DOGE), there has been a disturbing trend of attacks targeting Tesla cars and dealerships, including multiple attacks on the Loveland, CO Tesla dealership in Colorado’s 4th Congressional District.

    • Members of the Democrat Party have made calls for their supporters to incite and engage in domestic terrorism by attacking Tesla vehicles and facilities to protest Elon Musk.
    • Anti-Tesla incidents have happened in at least 9 States involving arson, gunfire, and vandalism.
    • At least 80 reported cases of vandalism or arson of Tesla vehicles have taken place throughout the United States and Canada.
    • At least 10 Tesla dealerships, charging stations, and facilities have been hit by vandals.
    • On February 11, 2025, in Loveland, Colorado, a man attacked a Tesla dealer on multiple occasions, including throwing Molotov cocktails and spray-painting words on vehicles and windows, including the word ‘‘Nazi.”
    • On March 2, 2025, in Washington, DC, 2 people defaced Tesla vehicles, twice writing political hate speech on the vehicles before fleeing.
    • On March 3, 2025, in Boston, Massachusetts, 7 Tesla charging stations in a mall outside the Massachusetts capital were set on fire.
    • On March 6, 2025, in Portland, Oregon, at least 7 gunshots were fired into a Tesla showroom in the middle of the night, windows were shattered, and 3 cars were damaged, and 1 bullet went through an office wall and into a computer monitor.
    • On March 7, 2025, in North Charleston, South Carolina, a 24-year-old man threw 5 Molotov cocktails at a Tesla charging station, and witnesses reported seeing a man spray-paint an expletive against Trump and ‘‘Long Live Ukraine’’ in red paint in the parking lot.
    • On March 7, 2025, in Loveland, Colorado, a man ignited an incendiary device and hurled it at a Tesla dealership, which landed between 2 cars and created a fire that put lives at risk, and rocks were also thrown, damaging both the building and multiple vehicles.
    • On March 18, 2025, in Las Vegas, Nevada, a person dressed in black shot at Tesla cars at a repair shop and ignited 2 of them with Molotov cocktails, and the word ‘‘Resist’’ was spray-painted on the front doors of the shop.
    • On March 24, 2025, the Austin police discovered multiple incendiary devices that had been placed at a Tesla showroom in Austin, Texas.

    Welcome to Washington Waters, a newly launched newsletter for the U.S. Geological Survey (USGS) Washington Water Science Center. The purpose of the newsletter is to keep our partners, collaborators, and data users updated with current research projects, changes to our data network, and other water news.

    At the Washington Water Science Center, we advance the USGS mission by maintaining a network of streamgages that provide reliable real-time information from Washington’s rivers and streams. USGS water data supports flood prediction and response, reservoir management and hydropower generation, water security, and the recreation economy. We also undertake scientific investigations to provide unbiased information in support of water resource management and decision making.

    In this first edition of Washington Waters, we showcase a couple examples of the work we do across Washington State. These include our growing data network and new webpages for data delivery as well as advances in streamflow permanence research.

    Collaboration is at the heart of our efforts, and we value our partnerships with entities across Washington. Together with our partners, we ensure that our science is relevant, timely, and impactful to the communities we serve.     You may have noticed recent changes to the USGS water data web pages. Over the past several years, the USGS has been updating our pages to meet modern web standards, security needs, and the ever-increasing demand for USGS water data. Now we are ready to make the switch to the new pages and turn off the old ones. The decommissioning will take place over three campaigns between now and February 2027. Learn more about the changes by reading the Water Data for the Nation Blog and subscribing to their newsletter.

    The modernized pages contain new features including:

    • My Favorites is a centralized place to keep track of the monitoring locations you are interested in.
    • State Pages allow users to see current water conditions from all monitoring locations in a state that collect continuous data.
    • Explore USGS Water Data is a map tool with multiple filters available to help you refine a list of locations and find water data that meet your needs.
    • Data Collection Categories make all kinds of water data (continuous, daily, discrete samples, field measurements) accessible from the same place.

    This photo of a streamflow measurement on the Pend Oreille River captures a juxtaposition inherent to our work: we use cutting-edge technology to capture high-quality data while working in rugged, beautiful places. In the photo, a hydrologic technician riding a cableway guides an ADCP (streamflow measurement device) across the channel. On the snowy shore, a laptop displays the channel cross-section, allowing technicians to visualize the flow and validate the data. Field visits by hydrologic technicians provide critical information about changes to the channel which are used to calibrate continuous monitoring data.


    The Volcano in Our Backyard: 45 Years of Mt. St. Helens Water Research

    45 years ago, Mt. St. Helens began to rumble. The May 18, 1980 eruption drew global attention and sticks in the minds of those who were alive to experience it. USGS volcanologists and seismologists closely monitored the mountain throughout the eruption cycle. USGS water scientists were at the scene too.

    The eruption and lahars forever changed the mountain’s slopes, valleys, and rivers, none more so than the North Fork Toutle River which was immediately loaded with billions of tons of sediment. Scientists and technicians from the USGS Washington Water Science Center quickly responded and led the water quality monitoring and surveyed the dramatically changed river corridor. Even today, sediment loads remain elevated, creating challenges for the downstream communities that rely on the Toutle and Cowlitz Rivers for drinking water and navigation. The Washington Water Science Center continues to monitor sediment loads to provide communities with critical information needed to protect their water resources.

    May 18th marks the 45th anniversary of this historic eruption. Retired USGS scientists from the Washington Water Science Center and the Cascade Volcano Observatory have compiled their personal stories and photos.

    Expanding Our Data Network

    In 2025, the Washington Water Science Center expanded our water monitoring network, with the support of our cooperators. The new streamgages, wells, and data types will help address specific scientific questions such as supporting aquatic species health, flood warning, understanding groundwater movement, and quantifying precipitation in areas burned by wildfire. We’re excited to bring more water data to our partners and the public!

  • MIL-OSI Africa: Conference places the spotlight on ocean sustainability

    As the current holder of the G20 Presidency, South Africa is leading global efforts for ocean sustainability, particularly focusing on advancing sustainable ocean initiatives in Africa.

    The country is hosting the 14th International Conference on Southern Hemisphere Meteorology and Oceanography (ICSHMO), which is currently underway in Cape Town. 

    This premier scientific gathering, being held in Africa for the first time since 1997, brings together renowned meteorologists, oceanographers, and climate scientists to address the unique atmospheric and oceanic challenges of the southern hemisphere.

    The five-day event, which kicked off on Monday, is hosted by the National Research Foundation (NRF) through the South African Environmental Observation Network, with support from the Department of Science, Technology and Innovation (DSTI). 

    The conference shows South Africa’s growing influence in global climate science.

    Opening the conference, the Deputy Minister of Science, Technology and Innovation, Nomalungelo Gina, emphasised the urgent need for scientific collaboration to combat the escalating threats of climate change.

    “The world is experiencing intensified heatwaves, prolonged droughts, rising sea levels, and extreme weather events that disrupt economies, displace communities, and strain infrastructure,” the department said. 

    South Africa has witnessed the devastating impact of climate change in repeated floods and recurring droughts. 
    These events highlight the pressing need for enhanced climate prediction, risk management, and adaptation strategies, all key topics at ICSHMO 2025.

    The Deputy Minister stressed the importance of turning scientific knowledge into tangible, actionable solutions. 
    Through the NRF, the country continues to support cutting-edge research in marine and coastal science, weather forecasting, and climate adaptation, to inform global policy and action.

    Gina welcomed the integration of ICSHMO with the Ocean20 initiative, a flagship programme introduced under Brazil’s G20 Presidency, which is designed to promote sustainable ocean governance, and reiterated South Africa’s commitment to leveraging science, technology, and innovation for sustainable development.

    The Deputy Minister stressed the importance of equitable access to artificial intelligence, big data and remote sensing technologies, which were transforming climate science, enabling more accurate forecasting, early warning systems, and disaster preparedness. 

    Collaboration and knowledge-sharing were key to building a more stable and resilient global future, especially for nations that were most vulnerable to climate change.

    A group of learners from Luhlaza and Usasazo high schools in Khayelitsha attended the conference and had a special interaction with Gina on the benefits of science for society.

    During the opening session, Kenya’s representative for the United Nations’ Intergovernmental Panel on Climate Change, Patricia Nying’uro, highlighted the critical role of indigenous knowledge in promoting sustainability. She stated that the extensive knowledge accumulated by indigenous communities over centuries should be utilized to enhance climate action efforts.

    NRF CEO, Dr Fulufhelo Nelwamondo, said the conference would provide a vital platform for advancing scientific collaboration, sharing cutting-edge research, and addressing the pressing challenges of climate variability and change in the southern hemisphere.

    “The insights and discussions over the next few days will undoubtedly contribute to shaping policies and strategies that enhance climate resilience in our region and beyond,” he stated. – SAnews.gov.za

  • MIL-OSI Africa: Third sluice gate opened to increase Vaal Dam water outflows

    With the Vaal Dam water levels at 107.30%, the Department of Water and Sanitation (DWS) has opened a third sluice gate at the dam to increase water outflows and manage the increase of inflows.

    The third sluice gate which was opened on Tuesday afternoon, will increase water outflows to approximately 400 cubic metres per second (mᵌ/s), and manage the increase of inflows from upstream due to the ongoing rains.

    The department reassured that the current water releases by the three sluice gates are still within the safe operational limits and are not expected to lead to overtopping of riverbanks downstream.

    “Grootdraai Dam, located in Mpumalanga in the Upper Vaal River Catchment, which is upstream of Vaal Dam, had one sluice gate opened by one metre, and has now been increased to 1.5 metres to increase the water releases. The dam is currently sitting at 103.37%.

    “At Bloemhof Dam, water outflows have been temporarily closed today due to maintenance work currently underway. As soon as the maintenance is completed today, water releases will resume and will be staggered over several hours to prevent wave-action flooding downstream,” the department said in a statement.

    Additionally, increased outflows from Vaal Dam are expected to reach Bloemhof in three to four days and will result in water levels rising at the dam.

    “If necessary, these increases will be managed by gradually increasing outflows from the dam. The dam levels are [at] 96.65%.”
    The department added that it is implementing these necessary water releases at the dams as part of dam safety precautions to safeguard infrastructure and ensure that there is full storage capacity after the rainfall season.

    The department opened the second sluice gate at the Vaal Dam on Friday, 28 March.

    “This weekend’s earthquakes in Burma have heaped new tragedy on a people already beset by grinding hardship. For most of Burma’s independent history, its people have struggled under the jackboot of a totalitarian junta. The search for survivors of these latest disasters adds a new and bitter challenge to the task of unwinding the current military coup.

    “The people of Burma have displayed tremendous resilience and commitment to democracy since the 2021 coup. Unprecedented cooperation among Burma’s ethnic groups and pro-democracy movement have put the junta on the back foot. The Tatmadaw’s decision to drop bombs on impacted villages instead of sending urgent material assistance will go down among its most callous offenses.

    “To the extent that emergency aid from abroad is reaching the hardest-hit areas around Mandalay, the absence of robust and coordinated American participation will not go unnoticed. Neither will the major and visible role played as of now by the PRC, especially if Beijing continues to enable the Junta’s war against Burma’s people. With U.S. networks of humanitarian workers and regional experts in tatters, pledges of assistance to the people of Burma will be less efficient and less effective.

    “As I have repeatedly urged administrations of both parties for years before this weekend’s events, the United States and its allies must apply urgent and concerted pressure on the military to cease its slaughter and restore power to the people of Burma.”

  • MIL-OSI USA: Former mayor of Les Irois, Haiti convicted of visa fraud

    BOSTON – The former mayor of Les Irois, Haiti was convicted March 28 by a federal jury in Boston of illegally obtaining a permanent resident card, commonly referred to as a green card, by means of a false statement. A U.S. Immigration and Customs Enforcement investigation found he concealed the fact that he ordered and carried out or materially assisted in extrajudicial and political killings and other acts of violence against the Haitian people.

    Jean Morose Viliena, 52, was convicted of three counts of visa fraud. Sentencing is scheduled for June 20, 2025. Viliena was indicted by a federal grand jury in March 2023.

    “Viliena knowingly lied to conceal his violent past, deceiving immigration authorities to come to the United States. The brave witnesses who came forward to testify in this case relayed their experiences of extreme violence and oppression committed by Viliena and his associates. Thanks to their testimony, his fraud has been uncovered, and he will now face consequences for his violence and deception,” said ICE Homeland Security Investigations Special Agent in Charge New England Michael J. Krol.

    “The political corruption and violence that the people of Haiti endured at the direction of Jean Morose Viliena, is appalling,” said United States Attorney Leah B. Foley. “The United States is not where you come to hide from your crimes. Today’s conviction is proof that running away from your crimes and lying to federal officials will catch up to you. I applaud the courage of the witnesses who spoke up about the abuse they suffered as a result of Viliena.”

    “Today a jury found that Jean Morose Viliena lied his way into gaining entrance into the United States after committing unspeakable acts of violence in Haiti,” said Head of the Justice Department’s Criminal Division Matthew R. Galeotti. “The Justice Department will not stand for human rights violators illegally entering and roaming the streets of our communities. Thank you to the brave victims and witnesses who helped our law enforcement partners and prosecutors begin to hold Viliena accountable for his crimes.”

    “The men and women of CBP work diligently alongside our federal, state, and local law enforcement partners to ensure the safety of the people in our communities. Emigrating to the United States is a privilege and if you conceal your criminal conduct to deceive your way into this country, you will ultimately be detected, held accountable and brought to justice,” said Jennifer De La O, Director of Field Operations, U.S. Customs and Border Protection, Boston Field Office.

    According to court documents, Viliena was the mayor of Les Irois, Haiti from December 2006 until at least February 2010. As a candidate and as mayor, Viliena was backed by a political machine called Korega, which exerts power throughout the southwestern region of Haiti through armed violence. Viliena personally supervised his mayoral staff and security detail and led an armed group in Les Irois aligned with Korega. Under Viliena’s direct supervision, the Korega militia enforced Viliena’s policies by various means, including by targeting political opponents in Les Irois through armed violence.

    According to the indictment, as mayor, Viliena was involved in several instances of violence. The first occurred July 27, 2007 when a witness spoke at a judicial proceeding in Les Irois on behalf of a neighbor who had been assaulted by Viliena. In reprisal for that testimony, that evening, Viliena led an armed group to that witness’ home, where Viliena and his associates shot and killed the witness’ younger brother, and then smashed his skull with a large rock before a crowd of bystanders.

    The second incident occurred in or around April 2008, when a group of local journalists and activists founded a community radio station. According to court documents, Viliena opposed establishment of the radio station and, on April 8, 2008, mobilized members of his staff and the Korega militia to forcibly shut down the radio station and seize its broadcasting equipment. At that time, Viliena distributed firearms to the Korega militia members, some of whom also carried machetes and picks.

    On the day of the attack on the radio station, Viliena pistol-whipped an individual with his gun and struck him with his fists. When the individual tried to flee, Viliena ordered one of his associates to shoot and kill him. Shots were fired which hit the individual in the leg. The individual spent several months in various hospitals and his leg was later amputated above his knee. Another individual, also a citizen of Haiti, became a target of Viliena because of his association with the radio station. On the day of the attack of the radio station, that individual was present and when he tried to flee, he was hit by a bullet in the face. He required months of intensive medical treatment, including two surgeries to extract shotgun pellets from his face, which left him permanently blind in one eye. According to court documents, pieces of shotgun pellets remain in the individual’s scalp and arms.

    On June 3, 2008, Viliena presented himself at the U.S. Embassy Consular Office in Port au Prince, Haiti where he applied for a visa to enter the United States. The form specifically requires that each applicant state whether they have “ordered, carried out or materially assisted in extrajudicial and political killings and other acts of violence against the Haitian people.” Viliena falsely responded that he had not. Viliena thereafter swore before a U.S. Consular Officer that the contents of the application were true and signed the application. According to court documents, the U.S. Department of State approved Viliena’s visa application.

    On July 14, 2008, Viliena entered the United States and was later granted lawful permanent residence status and received a permanent resident card. Viliena used his permanent resident card on numerous occasions to enter the United States.

    The charge of visa fraud provides for a sentence of up to 10 years in prison, three years of supervised release and a fine of up to $250,000.

    The investigation was led by ICE HSI New England and CBP New England with the Department of State’s Diplomatic Security Service Boston Field Office and the U.S. Citizenship and Immigration Service Fraud Detection and National Security Division. This matter was investigated with the assistance of the Justice Department’s Office of International Affairs and the Human Rights Violators and War Crimes Center. Valuable assistance was provided by the Malden Police Department.

    The Human Rights Violators and War Crimes Center is led by ICE and leverages the expertise of criminal investigators, attorneys, historians, intelligence analysts and federal partners to provide a whole of government approach to prevent the U.S. from becoming a safe haven for individuals who commit war crimes, genocide, torture and other human rights abuses around the globe. Currently, ICE has more than 180 active investigations into suspected human rights violators and is pursuing more than 1,945 leads and removals cases involving suspected human rights violators from 95 different countries. The center has issued more than 79,000 lookouts since 2003, for potential perpetrators of human rights abuses and stopped over 390 human rights violators and war crimes suspects from entering the U.S.

    Individuals can report suspicious criminal activity to the ICE Tip Line 24 hours a day, seven days a week by dialing 866-DHS-2-ICE or (866-347-2423) or completing the online tip form. Highly trained specialists take reports from both the public and law enforcement agencies on more than 400 laws enforced by ICE.

  • MIL-OSI Security: Ferguson Man Sentenced to 93 Months in Prison for Drug Sales

    ST. LOUIS – U.S. District Judge Matthew T. Schelp on Tuesday sentenced a man from Ferguson, Missouri who sold fentanyl and methamphetamine to undercover St. Louis County police officers to 93 months in prison.

    Theodise Reece, 37, has been in custody since his arrest on Aug. 30, 2023, bringing the total he will serve for the crime to about nine years.

    After receiving several tips in June of 2023 that Reece was selling illegal drugs, the St. Louis County Police Department set up a series of undercover purchases of drugs, Reece’s plea agreement says. Reece sold $100 worth of fentanyl on June 14, 2023, then $150 worth of methamphetamine six days later, Reece admitted in his guilty plea.

    After making four more undercover purchases and witnessing Reece make another sale, investigators sought a search warrant for Reece’s home. They arrested him during an undercover buy on Aug. 30, 2023, and found a semiautomatic pistol in his car loaded with one chambered round and 18 more in an extended magazine. Inside a satchel slung across his chest, police found nearly 40 grams of fentanyl and 225 grams of meth as well as ecstasy, cocaine base and marijuana. Reece admitted that he sold drugs for a living. Investigators found an AR-style rifle in Reece’s home.

    Reece pleaded guilty in November to three felonies: distribution of fentanyl, possession with intent to distribute methamphetamine and possession of one or more firearms in furtherance of a drug trafficking crime.

    The St. Louis County Police Department Bureau of Drug Enforcement investigated the case. Assistant U.S. Attorney Nino Przulj prosecuted the case.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

  • MIL-OSI NGOs: MSF resumes medical activities in central Mali

    Médecins Sans Frontières (MSF) has resumed activities in the Nampala region of central Mali, after we had been forced to evacuate our staff on 10 December 2024. This followed violence against our teams and restrictions on our movements, and leaving us no longer able to provide the same support to health facilities. MSF teams are back in the area and are currently working in Nampala health centre, where we plan to expand activities to Nampala’s outskirts to provide free healthcare to the community.  

    Ximena Andrea Campos Moreno, MSF medical manager, describes the prevailing situation and the challenges faced by the teams in bringing healthcare to people.

    What is the general situation in Nampala? 

    The area has been and remains the scene of fighting between the Malian armed forces, supported by their Russian partners, and non-state armed groups. This situation has resulted in frequent displacements of the community as the fighting continues, particularly from the outskirts to the centre of Nampala, to the Tenenkou and Dioura areas, and into Mauritania. In addition, for several months, Nampala was cut off from supplies of food and basic goods. 

    The local people were caught in a trap, and it became virtually impossible to carry out daily activities. Faced with these difficulties, some medical staff also left the town. Today, movements are progressively resuming, but the situation remains unstable and volatile.  

    What are the medical and other health needs? 

    In a scenario where access to healthcare is limited due to insecurity, the lack of qualified personnel, or the limited availability of essential medicines, medical needs are growing. It is, however, essential that people have access to basic healthcare. Today, it is mainly women and children who need medical assistance, particularly to treat the large number of cases of malaria, which can be fatal for children under five and pregnant women. 

    But we are also concerned about the urgent need to treat cases of malnutrition, respiratory infections and the many cases of diarrhoea (due to the shortage of clean drinking water), which are the main illnesses MSF teams are seeing.  

    How can MSF continue to be present in this region? 

    We are working in a complex area, which requires constant contact with all the players at local, regional, and national level to guarantee the safety of our teams and patients.

    Last October, we had to suspend our activities following violence and acts of intimidation against our teams while we were carrying out medical and humanitarian activities for the community. After having held discussions with all the parties involved, we received the necessary guarantees to resume our work at the beginning of November. 

    By December, movement restrictions, stress and fatigue made it increasingly difficult for the teams to stay on site. In order not to let down the people and the medical staff who had stayed on, we managed to send essential medicines and some basic equipment in January to ensure the continuation of basic healthcare. 

    MSF teams returned to the area on 17 March, and we are gradually resuming all our activities. At the health centre, we are carrying out general and prenatal consultations in close collaboration with the Nampala community health association, and referring serious cases to Niono if the security situation permits. In a second phase, the teams will be sent to the outskirts of Nampala as soon as the conditions and safety guarantees are in place.

    Responsibility for all fire functions moves to MHCLG

    Greater clarity and accountability will be brought to fire and building safety from the transfer of Ministerial responsibility from the Home Office to MHCLG

    Greater clarity and accountability will be brought to fire and building safety from today (1 April) thanks to the transfer of Ministerial responsibility for all fire functions from the Home Office to the Ministry of Housing, Communities and Local Government. 

    Bringing these responsibilities together will strengthen coordination, improve policy implementation, and reinforce the government’s commitment to making homes, buildings and communities safer.  

    The change delivers on a key recommendation from the Grenfell Tower Inquiry’s Phase 2 report, which advised that fire and building safety should be overseen by a single department.  

    The Minister for Building Safety and Local Growth who will be taking on responsibility for fire functions Alex Norris said:  

    “Ensuring the safety of people in their homes and communities is a top priority for this government. By bringing all fire and building safety responsibilities under one department, we are reinforcing accountability, improving coordination, and taking decisive action to protect lives.

This transfer of Ministerial responsibility for all fire functions to the Ministry of Housing, Communities and Local Government represents an important part of this work, and the government will continue to drive forward the necessary reforms to make sure a tragedy like Grenfell can never happen again.

    UN humanitarians and partners on Tuesday expressed deep shock at the killing of 15 colleagues on duty in southern Gaza by Israeli forces whose remains were recovered on Sunday from a shallow grave after a week-long rescue operation, noting that one worker is still missing.

    This is a huge blow to us…These people were shot,” said Jens Laerke, spokesperson for the UN aid coordination office, OCHA.

    Normally we are not at a loss for words, and we are spokespeople, but sometimes we have difficulty finding them. This is one of those cases,” he told journalists in Geneva, referring to video footage taken near Tal-As-Sultan by an OCHA rescue party showing a crushed UN vehicle, ambulances and a fire truck that had been flattened and buried in the sand by the Israeli military.

    Rafah mission

    The clearly identified humanitarian workers from the Palestine Red Crescent Society, Palestinian Civil Defence and the UN Palestine refugee agency, UNRWA, had been despatched to collect injured people on 23 March in the Rafah area.

    They came under fire from Israeli forces who were advancing in the area, OCHA’s top official in the Palestinian Occupied Territory said, in a detailed post on X.

    Jonathan Whittall explained that on the day of the attack, five ambulances, a fire truck – and a UN vehicle which arrived following the initial assault – were all hit by Israeli fire, after which contact was lost with teams.

    One survivor said Israeli forces had killed both of the crew in his ambulance, Mr. Whittall said. “For days, OCHA coordinated to reach the site but our access was only granted five days later…After hours of digging, we recovered one body – a civil defence worker beneath his fire truck.”

    Bodies buried in the sand

    The week-long rescue operation ended on Sunday 30 March with the recovery of the bodies of 15 humanitarian colleagues: eight from the Palestine Red Crescent Society (PRCS), six from the Palestinian Civil Defence (PCD) and the UNRWA worker.

    The body of one more PRCS worker is still missing at the site, according to the International Federation of Red Cross and Red Crescent Societies (IFRC), which on Monday repeated its calls for information from the Israeli military.

    Available information indicated that the first team had been killed by Israeli forces on 23 March; the other emergency and aid crews were struck one after another over several hours as they searched for their missing colleagues, OCHA said.

    408 aid workers killed

    According to UNRWA, 408 aid workers including more than 280 UNRWA staff have been killed in Gaza since the war began on 7 October 2023.

    Additional video footage released by OCHA taken from within a UN vehicle near the site of last Sunday’s incident also showed two people walking and then running to escape sniper fire.

    According to OCHA, a woman was shot in the back of the head and a young man trying to retrieve her was also shot. The OCHA team managed to recover her body in the UN vehicle.

    Despite a demand for “answers and justice” from Israel by the UN’s emergency relief chief Tom Fletcher, no information has yet been provided, his office said.

    “We keep engaging with the Israeli authorities daily on this and on other burning matters including, importantly, the critical need to reopen crossings for supplies,” said Mr. Laerke. “Because while this is a huge blow to us on all levels, the crisis itself, just moves on and gets worse every day.”

    Atrocity crimes warning

    The development comes days after the UN agency warned that acts of war in Gaza “bear the hallmarks of atrocity crimes”, with hundreds of children and other civilians killed in Israeli airstrikes in intensely populated areas and hospital patients “killed in their beds, ambulances shot at and first responders killed”.

    James Elder, spokesperson for the UN Children’s Fund, UNICEF, condemned “unprecedented breaches” of international humanitarian law (IHL) in Gaza linked to the resumption of Israeli bombardment and ground operations inside the shattered enclave.

    Every day since the ceasefire between Hamas and Israel broke down on 18 March with heavy Israeli strikes, “100 children have been killed and maimed every single day since that moment”, Mr. Elder insisted.

    Will-power alone will not help anyone survive “when we see breach after breach of IHL, breach after breach of restricting aid,” the UNICEF spokesperson continued, four weeks since the Israeli authorities shut Gaza’s borders to all commercial and humanitarian aid.

    Echoing those concerns, IFRC’s Mr. Della Longa reported that hospitals “are literally overwhelmed” and running out of medicine and medical equipment.

    The IFRC spokesperson also warned that a lack of fuel or damage have put “more than half” of ambulance teams of the Palestine Red Crescent out of action.

    (COLUMBIA, S.C.) Attorney General Alan Wilson joined a coalition of 25 state attorneys general asking the Trump administration to close a loophole used by adversaries and drug traffickers to flood deadly fentanyl into the United States. In a letter to U.S. Secretary of Homeland Security (DHS) Kristi Noem and Acting Commissioner of U.S. Customs and Border Protection (CBP) Pete Flores, the attorneys general call for greater scrutiny of an import pilot program called Entry Type 86, which allows small packages to enter the U.S. with minimal customs screening. 

    “Fentanyl is killing our family members, friends, and neighbors, and we can’t afford to leave the door open for drug traffickers to exploit weak spots in our system,” said Attorney General Wilson. “The Entry Type 86 program has become a Trojan horse, allowing deadly drugs to flood into our communities with minimal oversight. I’m proud to stand with my fellow attorneys general and President Trump’s administration to demand immediate action to close this loophole and protect American lives. South Carolina will not sit back while drug cartels poison our families.” 

    In just a 10-year period, imports under the Entry Type 86 program skyrocketed from 153 million packages in 2015 to over 1.2 billion in 2024. Any surge of this magnitude requires further study because of serious concerns about the amount of fentanyl and other deadly drugs that could be coming into the country. Fentanyl is a powerful synthetic opioid narcotic up to 50 times stronger than heroin and 100 times stronger than morphine. As little as two milligrams of fentanyl – smaller than the tip of a pencil – can be lethal.  

    In addition, some shippers use the Entry Type 86 program to dodge regulations and avoid paying required duties, raising concerns about security risks, illegal trade, and weaknesses in our supply chain.  

    Attorney General Wilson joined Kentucky, which led the letter, alongside attorneys general from Alabama, Arkansas, Florida, Georgia, Indiana, Iowa, Kansas, Louisiana, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Dakota, Ohio, Oklahoma, Pennsylvania, South Dakota, Tennessee, Texas, Utah, West Virginia and Wyoming.

  • MIL-OSI Security: Serial Robber Pleads Guilty to Multiple Armed Robberies

                WASHINGTON – David Crocker, 25, of Washington, D.C., pleaded guilty to multiple armed robberies and firearms charges stemming from a series of robberies near Anacostia Park in 2023, announced U.S. Attorney Edward R. Martin, Jr., Chief Jessica M. E. Taylor, of the United States Park Police, and Chief Pamela Smith, of the Metropolitan Police Department (MPD).

                Crocker pleaded guilty yesterday in the Superior Court of the District of Columbia to two counts of armed robbery and one count of unlawful possession of a firearm. Crocker also pleaded guilty to unlawfully possessing a silver and black pistol on November 10, 2023. Sentencing is scheduled for June 4, 2025, before the Honorable Andrea Hertzfeld. As part of his sentence, Crocker will be required to register as a gun offender.

                According to the government’s evidence, the defendant robbed two individuals at gunpoint on December 18, 2023, in the vicinity of Anacostia Park. In the first offense, the defendant robbed an individual at gunpoint in the 2200 block of Fairlawn Avenue, SE.  Crocker brandished a black and silver pistol and took the victim’s phone, keys, and wallet before demanding the PINs to the victim’s Cash App account and credit cards.

                Later the same day, the defendant robbed a different individual on the Anacostia Railroad Bridge.  Crocker brandished the same silver and black pistol and took the victim’s bicycle, cell phone, keys, and wallet.  The defendant again demanded the PINs to the victim’s Cash App account and credit cards. United States Park Police officers stopped and arrested Crocker moments later. They recovered the proceeds of the robbery and the silver and black pistol from the defendant.

                This case was investigated by the United States Park Police and the Metropolitan Police Department. This case is being prosecuted by Assistant U.S. Attorney Kraig Ahalt for the U.S. Attorney’s Office for the District of Columbia.

    Republicans and Democrats Agree… We Must Defend the Jones Act

    As leaders of the Subcommittee on Coast Guard and Maritime Transportation of the House Transportation and Infrastructure Committee, we are committed to fostering a strong and reliable American maritime base that supports our national defense and strengthens our economy.  The Jones Act—a century-old law that remains as crucial today as when it was enacted in 1920—requires that goods transported between two points in the U.S.  be carried on American-built, American-owned, and American-crewed ships. The Jones Act is quite literally the bedrock and foundation of our nation’s commercial shipbuilding industrial base, and we proudly support it.

    While we acknowledge the Jones Act has its detractors, the reality is that the law supports sustainable jobs, strengthens our national security, and safeguards our economy from foreign influence.

    First, the Jones Act safeguards American jobs. The maritime industry supports nearly 650,000 jobs nationwide, providing stable, well-paying work for shipbuilders, mariners, dockworkers, and others. Without the Jones Act, these jobs would be outsourced to foreign shipyards and foreign mariners, harming American workers and weakening our economy.

    Additionally, the Jones Act is critical to national security. A strong domestic maritime industry ensures we have the ships and workforce necessary to support our military and respond to national emergencies. The Jones Act helps maintain domestic shipyards and ship repair facilities keeping our country from being reliant on foreign yards to build, repair, and maintain our military and merchant marine vessels. These vessels provide a strategic capability to the United States military during conflict allowing the expeditious transport of troops and supplies anywhere in the world.  

    Our nation’s strategic sealift capabilities depend on a robust commercial fleet to maintain readiness in times of war or crisis. If we further weaken our maritime industry, we risk compromising our sovereignty and security. Keeping our shipping lanes under United States control isn’t just an economic issue—it’s a matter of national security.

    The Jones Act also plays a key role in disaster response and recovery. When hurricanes or other natural disasters strike, Jones Act-compliant vessels deliver emergency supplies quickly and efficiently. Without a strong domestic fleet, we would be forced to rely on foreign carriers, who may not prioritize American communities in crisis. Keeping our fleet in American hands guarantees reliable and immediate access to critical resources when disasters occur.

    Finally, the Jones Act ensures we have a stable supply chain.  In 2024, the U.S. imported and exported $7.3 trillion in goods. The Jones Act plays a vital role in keeping our domestic maritime supply chain that American farmer’s and businesses rely on under American control.

    This law is not just about protecting one industry—it ensures America remains a maritime power, capable of defending itself and maintaining economic stability. On the Coast Guard and Maritime Transportation Subcommittee, we are focused on policies that protect American workers, strengthen national security, and bolster our economy.

    Supporting the Jones Act is one of the best ways to achieve those goals, and we stand with the hardworking men and women of our maritime industry to defend it. The long-term benefits of this policy go beyond creating jobs—it is a pillar of American strength and resilience.

  • MIL-OSI Security: Centralia man sentenced to 10+ years’ imprisonment for possessing firearms as a felon

    EAST ST. LOUIS, Ill. – A district judge sentenced a Centralia man to 125 months in federal prison for possessing three firearms as a convicted felon in three separate incidents with police.

    Lamar R. Bennett, 33, pleaded guilty in July to three counts of felon in possession of a firearm.

    “Three brushes with the law by one defiant felon—this sentence of more than a decade in federal prison sends a strong message that repeat offenders who defy the law can expect to face certain justice in the federal system,” said U.S. Attorney Steven D. Weinhoeft.

    According to court documents, Bennett was convicted as a felon in possession of a firearm in Marion County Circuit Court in 2020, further barring him from legally possessing firearms.

    Bennett was the driver of a vehicle in a single-car crash in Washington County on April 21, 2023. Following the accident, Bennett placed a Smith and Wesson 9-millimeter pistol behind a concrete barrier on the side of the highway. Law enforcement recovered the firearm.

    On Oct. 14, 2023, emergency personnel and law enforcement responded to Bennett’s residence in Jefferson County. Officers observed a Glock 43X pistol in his sweatshirt and recovered the firearm.

    On November 23, 2023, law enforcement tried to conduct a traffic stop on Bennett’s vehicle in Marion County, but he fled. Ultimately, Bennett was apprehended and law enforcement recovered one Ruger SR9C pistol from him.

    “This investigation and sentencing are a direct result of FBI Springfield Field Office’s dedication to disrupting and dismantling violent threats in our territory,” said FBI Springfield Special Agent in Charge Christopher Johnson. “This sentencing is a direct warning to those who continue criminal activity in our area.”

    Following imprisonment, Bennett will serve three years of supervised release.

    The FBI Springfield Field Office, Centralia Police Department and Washington County Sheriff’s Office contributed to the investigation. Assistant U.S. Attorney Jennifer Hudson prosecuted the case.

    The flight was organised to honour its remarkable service.

    On 26 March RAF Benson waved off Puma helicopters for the last time as they embarked on their farewell flight around the UK. The Puma helicopter has been the work horse of the Royal Air Force for over five decades.

    Introduced into service in 1971, the Puma quickly became a key asset, known for its agility, speed, and versatility. Over the years, it has been deployed in various Operations and humanitarian missions.

    In recent history it has seen service in Kenya 2009 to 2011 where they supported UK exercises and in Afghanistan 2015 to 2021. It has also provided support in the Caribbean as a part of Operation RUMAN after Hurricane Irma in September 2017. During COVID it took part in Operation RESCRIPT in 2020, providing vital aid to those in need. Up until March 2025, it has been involved in enduring operations in Cyprus and Brunei.

    “This flight route is via various locations of significance.

    “Each place reflects the rich history and contributions that the Puma has made during its time in service. The aircraft has been a cornerstone of global Defence Operations for more than five decades. We want to celebrate its contribution to supporting our people around the world over the past 54 years.”

    To name a few, the Farewell Tour took the Puma to several key locations:

    • RAF Benson: The home base for the Puma fleet, RAF Benson, has been the heart of operations and training for these helicopters. The farewell flight’s first and final stop was a tribute to the countless hours of service and training conducted here.
    • Northern Ireland: The Puma played a crucial role during the Troubles, providing essential support and transport. The visit to Northern Ireland was a poignant reminder of the helicopter’s contributions to peacekeeping efforts.
    • Kensington Palace: To honour Prince Michael of Kent’s distinguished connection to RAF Benson and the Puma fleet.
    • Cranwell, Halton, Honington, Shawbury and Stanta training area: All sights of significance for the Aircrew that have intertwined history with the Helicopter.
    • Boscombe Down and Airbus Kidlington: Sites for significance for the maintenance and operational capabilities of the fleet.

    As the helicopter flew over these historic sites, it symbolised the end of an era and the beginning of a new chapter for the RAF. The Puma’s drawdown marks the transition to newer technologies, but its legacy will continue to inspire future generations of aviators. For those who have flown and engineered her for over 50 years this is a poignant moment and a chance to reflect on their dedication and service.

    The farewell flight was not just a goodbye but a celebration of the Puma’s remarkable journey and the countless lives it touched and saved over its distinguished career.

    John “Paddy” Hemingway, the last surviving pilot of the iconic Battle of Britain, passed away peacefully on 17 March 2025 at the age of 105.

    Paddy Hemingway, one of a number known as ‘the Few’ and revered figures in British aviation history, played a crucial role in defending the United Kingdom against Nazi oppression during the summer of 1940. His courage in the face of overwhelming odds demonstrated his sense of duty and the importance of British resilience.

    Eighty-five years ago, a nineteen-year-old Royal Air Force Pilot Officer from Ireland, flew his Hurricane in the skies over France, providing fighter cover (strafing attacks, air patrols and dogfights) to the British Expeditionary Force and other allied troops as they retreated to the beaches of Dunkirk in the face of overwhelming Nazi Blitzkrieg attacks. It became known as the ‘Battle of France’.

    When the invasion of France commenced in May 1940, Paddy, a pilot with No. 85 Squadron, found himself locked in a bitter contest with the Luftwaffe. In an eleven-day period the squadron accounted for a confirmed total of 90 enemy aircraft; there were many more claims that could not be substantiated. On 10 May, Paddy was recorded as destroying a He-111, the following day he downed a Do-17 but his Hurricane aircraft was hit by anti-aircraft fire, and he had to make a forced landing. As the Germans advanced, it was clear the airfields would be overrun and the remaining pilots, aircraft and crews returned to the UK.

    No. 85 Squadron, under a new commanding officer, Peter Townsend, became one of the front-line squadrons of the 11 Group (Fighter Command) response to the daily attacks from Nazi aircraft, which came to be known as the ‘Battle of Britain’. Paddy’s logbook records, almost nonchalantly, the daily sorties he and the other pilots undertook in defence of the United Kingdom. In August 1940, during hectic dogfights, Paddy was twice forced to bail out of his Hurricane, landing in the sea off the coast of Essex and in marshland on the other occasion.

    Towards the end of the October 1940, the strain of fighting and loss of comrades was beginning to take its toll on Paddy. He was particularly troubled by the loss of his dear friend ‘Dickie’ Lee DSO, DFC in August 1940, saying in later years that his biggest regret was the loss of friends.

    On 1 July 1941, Paddy was awarded the Distinguished Flying Cross (DFC) and in September that year, he was Mentioned in Dispatches. His journey to London to receive his DFC from The King began with him escaping from a wrecked Blenheim aircraft which crashed on take-off.

    This wasn’t the last of his aircraft related misfortunes. In 1941, serving with No. 85 Squadron, based at RAF Hunsdon, in a Havoc night fighter, Paddy had to bail out at 600 feet due to instrument failure in bad weather, breaking his hand on the tail section. Paddy’s parachute failed to open properly, and he was saved further injury as the chute caught on the branches of a tree. In 1945, whilst serving in the Mediterranean Allied Air Forces with 324 Wing, he was forced to bail out a fourth time. While attacking enemy forces near Ravenna in April 1945, his Spitfire was hit multiple times by anti-aircraft fire. He parachuted into enemy territory and managed to contact Italian partisans, who helped him return to his squadron.

    John Allman ‘Paddy’ Hemingway was the last Battle of France and Battle of Britain (last of “The Few”) pilot. He never saw his role in the Battle of Britain as anything other than doing the job he was trained to do. He didn’t see it as an epoch-making moment in the history of the RAF or the United Kingdom.

    Paddy always had a twinkle in his eyes as he recalled the fun times with colleagues in France and London. This quiet, composed, thoughtful and mischievous individual may not have wanted to be the last of ‘The Few’, but he embodied the spirit of all those who flew sorties over this green and pleasant land. His passing marks the end of an era and a poignant reminder of the sacrifices made by those who fought for freedom during World War II.

    “It is with great sadness that I heard of the passing of John ‘Paddy’ Hemingway today. I am thankful that I was able to meet and spend time with him in Dublin, most recently in January this year. Paddy was an amazing character whose life story embodies all that was and remains great about the Royal Air Force. In his youth he travelled from Ireland to join the RAF and following the outbreak of World War II, was assigned to No. 85 Squadron in France, where he is recorded as destroying two enemy aircraft during the Battle for France, as well as flying supporting missions during the Battle of Dunkirk. He eventually retired from the RAF in 1969 as a Group Captain. Throughout his life he inspired those he knew and served with. My thoughts are with his family and all those who cared for him over the past few years.

    “This was a generation who understood the importance of service and comradeship. A generation who believed that with hard work, clarity of purpose and a determination to succeed, they would not lose. Their efforts and the efforts of all our personnel past & present are the bedrock on which the Royal Air Force maintains the security of the UK at home and abroad.  Their sense of duty and willingness to put others before themselves should inspire those who will build the next generation Air Force.”

    Coconut trees are iconic plants found across the world’s tropical regions. They’re called “nature’s supermarket” or the “tree of life” in several cultures because every part of the coconut tree is used. Its leaves can be used to thatch homes, its heart can be eaten and its roots have medicinal uses.

    The refreshing liquid found within a young green coconut is a highly prized component of the coconut palm. Coconuts are unique in the world of fruits because they have a large internal cavity filled with water. Other fruits typically store water within individual cells or pulp.

    I’m a food scientist who has carried out research on the properties of coconuts.

    All coconut palms produce water, though some, like tall varieties, will produce more than others, like dwarf varieties. The water is sourced from the trees’ immature, green coconuts. As the coconut matures, the developing white flesh absorbs the water, resulting in less liquid in a fully ripe brown coconut.

    So, how is this water reservoir created, and what factors influence it?

    A coconut’s structure

    To better understand how coconut water is formed, it is essential to grasp its anatomical structure. The coconut fruit is classified as a drupe, meaning it has three layers: the exocarp (the smooth, green outer layer seen in unripe coconuts), the mesocarp (a fibrous husk beneath the exocarp), and the endocarp (the hard, woody inner shell that protects the white flesh inside).

    Within the endocarp, there are two components: the flesh (endosperm, a soft, jelly-like material in immature coconut that hardens as it matures) and the clear coconut water that fills the cavity. This water is a nutritive fluid nourishing the developing seed and is formed naturally during the development of the coconut fruit.

    The water is a filtered sap that’s drawn up from the roots and transported through the tree’s vascular system (its water and nutrient transport system), specifically the xylem tissue.

    The coconut tree’s extensive root system, ranging from 1 to 5 metres deep, absorbs groundwater – with dissolved nutrients – from the surrounding soil. The absorbed water is then transported upwards through the trunk and branches and finally to the fruit.

    The fruit retains this water, stored in the cavity of the coconut. The accumulated water, with its rich nutrients, provides food to the developing endosperm (white flesh).

    Therefore, coconut water is neither rainwater nor seawater stored inside, but carefully filtered and nutrient-rich clear liquid formed by the tree itself.

    What is coconut water made of?

    About 95% of coconut water is simply water, making it an excellent hydrating fluid.

    The rest of the water is made up of various components, which are useful for us too.

    Minerals (like sodium, potassium, magnesium and calcium) nourish human nerves and muscles; proteins (amino acids and enzymes) can help in metabolism in both the tree and humans; sugars (fructose and glucose) are responsible for the light sweetness and there are trace amounts of vitamins (vitamin C and B vitamins).

    Coconut water levels

    Many factors can influence the amount and quality of water in a coconut.

    The age of the coconut is a critical determining factor. Immature, green coconuts (six to eight months) are usually full of water: between 300 millilitres and 1 litre. Mature coconuts (12 months and older) have low water levels as the liquid is partially absorbed by the endosperm.

    High rainfall encourages greater accumulation of water, while drought conditions reduce the amount of water that can be transported to the fruit.

    Healthy soils packed with minerals lead to high-quality and nutrient-rich coconut water. Poor or salty soils, lacking in minerals that can travel up the coconut tree to the fruit, will lead to low quality water.

    Finally, unhealthy or diseased trees produce smaller-sized coconuts with little water.

    Protecting coconuts

    Coconut trees and coconut water are important to tropical economies across south-east Asia, the Pacific, and the Caribbean Sea territories, as well as the coastlines of central America and Africa.

    Conserving the trees and their environment is therefore essential.

    Sustainable farming practices, like soil management – including soil testing and organic composting – should be implemented to maintain the proper nutrient profile, which results in high-quality coconut water.

    Additionally, protecting freshwater aquifers from saltwater intrusion along coastlines where coconuts grow is crucial for preserving the quality of this refreshing fluid. Drip irrigation and mulching can help maintain soil moisture for the required coconut water production.

    Pest and disease management techniques (like intercropping coconuts with bananas or legumes), as well as integrated pest management, can contribute to healthy trees that produce large coconuts with ample water.

  • MIL-OSI Security: Macon Probationer Pleads Guilty to Illegally Possessing a Firearm

    MACON, Ga. – A resident of Macon pleaded guilty to a federal gun charge this week for illegally possessing a firearm when he was taken into custody for violating his probation.

    Terico Jaques Balkcom, 46, of Macon, pleaded guilty to one count of possession of a firearm by a convicted felon before U.S. District Court Judge Marc T. Treadwell on March 31. Balkcom faces a maximum of 15 years in prison to be followed by three years of supervised release and a maximum $250,000 fine. A sentencing date will be determined by the Court. There is no parole in the federal system.

    “It is illegal for a convicted felon to possess a firearm,” said Acting U.S. Attorney C. Shanelle Booker. “Our office is collaborating with our law enforcement partners to hold repeat convicted felons accountable when they are found violating federal law.”

    “Ensuring public safety is our top priority, the GBI will continue to work with our law enforcement partners to hold individuals accountable who violate the law, especially those with a history of criminal behavior,” said GBI Director Chris Hosey.

    According to court documents and statements made in court, Balkcom was stopped by the Georgia State Patrol (GSP) for having an obscured tag on May 20, 2024. Balkcom was known to have an active warrant for violating state probation for a felony conviction out of Bibb County, Georgia, Superior Court. The GSP trooper could smell the odor of alcohol and performed a field sobriety test. Balkcom presented a false ID, claiming to be “Benjamin Brown.” When the officer asked for his date of birth, Balkcom answered that it was a different date from what was on the fake identification. A GBI agent familiar with Balkcom arrived and confirmed it was Balkcom. Balkcom was taken into custody based on the active probation warrant. Agents found a 9mm pistol inside a Crown Royal bag that also contained Balkcom’s prescription medication. Balkcom was recorded on a jail phone call discussing the gun and also three ounces of marijuana that officers found inside the vehicle. Balkcom has several prior convictions and probation violations in Bibb County Superior Court. He was on probation for a 2018 conviction in Bibb County for crossing state or county guard lines with weapons, intoxicants, or drugs without consent. It is illegal for a convicted felon to possess a firearm.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs) and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

  • MIL-OSI Security: North Dakota Felon Charged with Minnesota Methamphetamine Trafficking Conspiracy

    BEMIDJI, Minn. – Jerami Cody Leno, a North Dakota man, has been indicted for multiple criminal charges, including conspiracy to distribute methamphetamine, possession with intent to distribute methamphetamine, felon in possession of a firearm, and possessing a firearm in furtherance of a drug trafficking crime, announced Acting U.S. Attorney Lisa D. Kirkpatrick.

    According to court documents, from February 2024 through July 24, 2024, Jerami Cody Leno, 48, intentionally conspired with others to possess and distribute methamphetamine in and around Minnesota. On February 7, 2024, Leno was found in possession of a Smith & Wesson .40 caliber semi-automatic pistol. Because Leno has a prior felony conviction in Yellowstone County, Montana, for criminal possession of dangerous drugs, he is prohibited under federal law from possessing firearms or ammunition at any time.

    The indictment charges Leno with one count of conspiracy to distribute methamphetamine, three counts of possession with intent to distribute methamphetamine, one count of illegal possession of a firearm as a felon, and one count of possession of a firearm in furtherance of a drug trafficking crime. He made his initial appearance in U.S. District Court before Magistrate Judge Jon T. Huseby on March 4, 2025.

    “Methamphetamine is flooding Minnesota. This includes our small towns in greater Minnesota,” said Acting U.S. Attorney Lisa D. Kirkpatrick. “I appreciate the partnership of the Douglas County Sheriff’s Office and the Wilkin County Sheriff’s Office. The U.S. Attorney’s Office serves every corner of this state. We will continue to rely on our state and local partners so that together, we can identify those who peddle deadly poison to our communities and bring them to federal justice.”

    This case is the result of an investigation by the Drug Enforcement Administration, the Minnesota Bureau of Criminal Apprehension, the Minnesota State Patrol, the Douglas County Sheriff’s Office, and the Wilkin County Sheriff’s Office.

    Assistant U.S. Attorney Campbell Warner is prosecuting the case.

    An indictment is merely an allegation, and the defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
