    WASHINGTON D.C. – Today, Congressman David Scott (GA-13), Congressman Emanuel Cleaver (MO-05), and Congresswoman Nikema Williams (GA-05), members of the House Financial Services Committee,  led 50 House Democrats in sending a letter to Travis Hill, the Acting Chairman of the Federal Deposit Insurance Corporation (FDIC), opposing the Trump Administration’s effort to undermine the agency’s critical role of ensuring financial stability and protecting consumers from financial harm.

    This letter follows ongoing reports that the Trump Administration and Elon Musk are planning to move forward with a proposed merger of the FDIC with other key banking regulators, including the Consumer Financial Protection Bureau (CFPB), the Office of the Comptroller of the Currency (OCC), and the Federal Reserve’s supervisory division. In recent weeks the Administration fired hundreds of bank examiners, failed to put forward Acting Director Hill’s nomination to officially lead the agency before the U.S. Senate, and reportedly asked the Treasury Department to draft recommendations streamlining the role of other banking regulators in order to excerpt more control over them.

    “The notion that the President would consider merging or consolidating the FDIC is an outrageous, reckless, and profoundly irresponsible attack on the financial security of millions of Americans,” said Congressman David Scott (GA-13). “The FDIC has been the backbone of our banking system for nearly a century, ensuring that depositors’ money is safe and protected against bank failures.   • MIL-OSI USA: SBA Relief Still Available to South Dakota Small Businesses and Private Nonprofits Affected by Summer Drought

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) is reminding eligible small businesses and private nonprofit (PNP) organizations in South Dakota of the April 28, 2025, deadline to apply for low interest federal disaster loans to offset economic losses caused by the drought beginning Aug. 20, 2024.

    The disaster declaration covers the counties of Custer, Fall River, Haakon, Jackson, Lawrence, Meade, Oglala Lakota and Pennington in South Dakota, as well as Niobrara and Weston counties in Wyoming.

    SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and PNPs impacted by financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are for working capital needs caused by the disaster and are available even if the small business or PNP did not suffer any physical damage. They may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    “SBA loans help eligible small businesses and private nonprofits cover operating expenses after a disaster, which is crucial for their recovery,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “These loans not only help business owners get back on their feet but also play a key role in sustaining local economies in the aftermath of a disaster.”

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.25% for PNPs, with terms up to 30 years. Interest does not accrue, and payments are not due, until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

  • MIL-OSI Security: Midland Felon Sentenced to 30 Years in Federal Prison for Producing Child Pornography

    MIDLAND, Texas – A Midland man was sentenced in federal court to 360 months in prison for child pornography production and drug and firearm offenses.

    According to court documents, Job Jasso Jr., 27, led a Midland County Sheriff’s Office deputy on a high-speed chase following an attempted traffic stop on March 13, 2024. Jasso crashed the vehicle and fled on foot, leaving a 17-year-old female in the passenger seat. A search of her phone revealed multiple sexually explicit photos of Jasso and the minor female.

    On March 25, 2024, the Lone Star Fugitive Task Force and other partnered agencies executed an arrest warrant at a hotel where Jasso was staying. Inside the room, Jasso and the minor victim from the March 13 incident were naked and taken into custody. Two firearms were seized during the arrest. An executed search warrant also revealed additional firearms, along with firearm accessories and ammunition, drug paraphernalia, 63.2 grams of fentanyl pills, and other related items. Review of a recovered smartphone found approximately 44 images and two videos of child sexual abuse material (CSAM), and child exploitative material (CEM) depicting the minor victim. A search warrant return for a cloud storage account also uncovered 12 videos of CSAM and CEM of the minor victim.

    Jasso had previously been convicted in the 142nd District Court in Midland for aggravated kidnapping and received a sentence of five years’ confinement.

    On Aug. 28, 2024, Jasso was indicted for one count of possession of a firearm by a convicted felon; one count of possession with intent to distribute a quantity of a mixture or substance containing a detectable amount of fentanyl; one count of possession of a firearm in furtherance of a drug crime; and one count of possession of stolen firearms. A federal jury found him guilty of all four counts Nov. 6, 2024.

    A second indictment was filed Sept. 25, 2024, for two counts of production of child pornography. Jasso was also found guilty on both of those counts in a federal trial Dec. 10, 2024. U.S. District Judge David Counts sentenced Jasso to 360 months in prison for both child pornography charges, as well as a concurrent 300 months in prison for the other four counts. Judge Counts also ordered Jasso pay $55,000 in restitution.

    “Jasso has amassed a troubling criminal record over the years, carelessly placing others—including minors—in grave danger through his illicit actions,” said Acting U.S. Attorney Margaret Leachman for the Western District of Texas. “The 30-year sentence that he will now serve in federal prison is a significant penalty that appropriately fits the multiple offenses for which he was found guilty by a jury.”

    “This sentence serves as a reminder to all predators. We will not allow crimes against children to go unpunished,” said John Morales, FBI El Paso Special Agent in Charge. “While this significant sentence cannot repair the damage done, it is a warning to those who engage in this behavior: FBI and our law enforcement partners will be relentless in our pursuit of child predators.”

    The FBI, Texas Department of Public Safety, Odessa Police Department, and Midland County Sheriff’s Office investigated the case.

    Assistant U.S. Attorney Patrick Sloane prosecuted the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice.   • MIL-OSI Security: Halifax Regional Municipality — RCMP Halifax Regional Detachment seizes two handguns, drugs and cash

    RCMP Halifax Regional Detachment (HRD) Street Crime Enforcement Unit (SCEU) has charged a man after executing two search warrants.

    Yesterday, in relation to an ongoing firearms and drug trafficking investigation, RCMP HRD SCEU officers, with the assistance of RCMP Halifax Regional Detachment and the RCMP Emergency Response Team, safely arrested a 42-year-old man at a residence on Willis Ln. in North Preston.

    Investigators then executed search warrants at that home and at a second residence on Paris Ln. in Westphal. During the searches, officers seized two handguns, magazines, ammunition, methamphetamines, drug paraphernalia, cash and cell phones.

    Judson Lamar Thompson, from North Preston, has been charged with:

    • Possession of Methamphetamines for the Purpose of Trafficking
    • Possession of a Weapon for a Dangerous Purpose (two counts)
    • Careless use of a Firearm (two counts)
    • Contravention of Storage Regulations (two counts)
    • Unauthorized Possession of a Firearm (two counts)
    • Unauthorized Possession of a Prohibited or Restricted Weapon (two counts)
    • Possession of a Firearm Knowing its Possession if Unauthorized (two counts)
    • Possession of a Device knowing its Possession is Unauthorized (two counts)
    • Possession of a Prohibited or Restricted Firearm with Ammunition (two counts)
    • Possession of a Weapon Obtained by the Commission of an Offence (two counts)

    Thompson appeared in court yesterday and was remanded into custody. He will return in Dartmouth Provincial Court today.

  • MIL-OSI Security: Detroit Man Sentenced to Just Over 2 Years in Federal Prison For Firing Gun on Crowded Sidewalk

    DETROIT – A man from Detroit, Michigan was sentenced today for a July 2024 shooting near Grand Circus Park announced Acting United States Attorney Julie A. Beck.

    Beck was joined in the announcement by James Deir, Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms and Explosives, Detroit Field Division and Detroit Police Chief Todd Bettison.

    Christopher Wade, 30, was sentenced to 25 months in prison by United States District Judge Matthew F. Leitman.

    According to court records, following a dispute, Wade opened fire at the busy intersection of Woodward Avenue and Adams Avenue, firing nine rounds into the air. Thankfully, no one was injured, but a witness who was driving in the area reported that one of the rounds struck her vehicle. Officers quickly responded to the scene and apprehended Wade without further incident. Security cameras captured the shooting on video. This was the second time within a month that Wade opened fire in public and the fourth time in the last 10 years.

    Wade pleaded guilty to felon in possession of a firearm in November of 2024.

    This case was prosecuted by Assistant United States Attorneys Philip M. Jacques. The investigation was conducted jointly by the Bureau of Alcohol, Tobacco, Firearms, and Explosives with assistance from the Detroit Police Department.

  • MIL-OSI Security: Revere Man Sentenced to Nine Years in Prison for Armed Robberies of Two Local Convenience Stores

    BOSTON – A Revere man was sentenced yesterday in federal court in Boston for the armed robberies of two Boston-area convenience stores in less than one week.

    Jaquan Barrows, 27, was sentenced by U.S. District Court Judge Richard G. Stearns to nine years in prison, to be followed by three years of supervised release. In December 2024, Barrows pleaded guilty to two counts of robbery interfering with interstate commerce, commonly referred to as Hobbs Act robbery, and one count of using and brandishing a firearm during and in relation to, and in furtherance of a crime of violence. In April 2024, Barrows was charged by criminal complaint.

    On the morning of March 29, 2024, a male wearing a mask, dark clothing and an orange safety vest entered a Revere convenience store brandishing a handgun. The suspect walked behind the counter, demanded cash from the cash register drawer, additional cash and a cell phone from the store clerk. The suspect struck the clerk in the head with the firearm, took an ice cream bar from a store freezer and fled the scene.  

    Less than one week later, on the morning of April 4, 2024, a male wearing a black mask and dark clothing entered an Everett convenience store and appeared to be shopping. After being asked to pay for his items, the suspect brandished a handgun, pointed it at the store clerk and demanded cash from the cash register drawer and fled the scene.  

    A subsequent investigation identified a Honda Pilot captured in the vicinity of the Revere convenience store. The vehicle was registered to an individual who resided with Barrows. Surveillance footage obtained from the Revere convenience store and from Barrows’ residence showed Barrows wearing clothing similar to the robber. During a search of Barrows’ residence on April 4, 2024, clothing items matching the robber from the Revere robbery, as well as a handgun were found. Barrows was immediately taken into custody.    

    United States Attorney Leah B. Foley and Jodi Cohen, Special Agent in Charge of the Federal Bureau of Investigation, Boston Division made the announcement today. Valuable assistance was provided by the Revere and Everett Police Departments. Assistant U.S. Attorney Lauren Maynard of the Major Crimes Unit prosecuted the case.

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) is reminding eligible small businesses and private nonprofit (PNP) organizations in Washington of the April 28, 2025, deadline to apply for low interest federal disaster loans to offset economic losses caused by the drought beginning July 2, 2024.

    The disaster declaration covers the counties of Benton, Grant, King, Kittitas, Klickitat, Lewis, Pierce, Skamania and Yakima.

    SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and PNPs with financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are for working capital needs caused by the disaster and are available even if the small business or PNP did not suffer any physical damage. They may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    “SBA loans help eligible small businesses and private nonprofits cover operating expenses after a disaster, which is crucial for their recovery,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “These loans not only help business owners get back on their feet but also play a key role in sustaining local economies in the aftermath of a disaster.”

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.25% for PNPs, with terms up to 30 years. Interest does not accrue, and payments are not due, until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

    According to the indictment, Abdulkadir Malindo, 21, Abdulkadir Ali, 21, Hussein Hussein, 19, Henry Martinez, 20, and Bilal Malindo, 19, are each charged with one count of conspiracy to possess with intent to distribute 400 grams or more of fentanyl between October 28, 2024, and March 5, 2025.

    Abdulkadir Malindo is also charged with twelve counts of distribution of 40 grams or more of fentanyl, two counts of distribution of fentanyl, seven counts of possession of a firearm in furtherance of a drug trafficking crime, one count of illegal possession of a machine gun, and one count of firearms trafficking. On the following dates, Abdulkadir Malindo possessed the listed firearms in furtherance of a drug trafficking crime.

    On November 9, 2024, Abdulkadir Malindo possessed a Plumcrazy Firearms, Gen II, multi-caliber pistol.

    On December 3, 2024, Abdulkadir Malindo possessed a P80, 9-millimeter pistol.

    On December 5, 2024, Abdulkadir Malindo possessed an American Tactical Imports, Omni Hybrid, multi-caliber pistol.

    On December 12, 2024, Abdulkadir Malindo possessed a Glock Switch. A Glock Switch device allows a semi-automatic handgun to function as an automatic and is defined as a machine gun under federal law.

    On January 2, 2025, Abdulkadir Malindo possessed a Glock, Model 19X, 9-millimeter pistol.

    On January 17, 2025, Abdulkadir Malindo possessed a Bear Creek Arsenal, Model BCA19, multi-caliber pistol and a Canik55, Model TP-9SF, 9-millimeter pistol.

    On March 5, 2025, Abdulkadir Malindo possessed a Palmetto, multi-caliber rifle, a Sig Sauer, Model P226, .40 caliber pistol, a Canik, 9-millimeter pistol, and a Glock, Model 22, .40 caliber pistol.

    Abdulkadir Ali is also charged with one count of distribution of 40 grams or more of fentanyl.

    Hussein Hussein is also charged with one count of distribution of 40 grams or more of fentanyl and one count of possession of a firearm in furtherance of a drug trafficking crime. On November 21, 2024, Hussein possessed a Radical Firearms, Model RF-15, multi-caliber pistol.

    Henry Martinez is also charged with one count of distribution of fentanyl.

    Bilal Malindo is also charged with two counts of distribution of 40 grams or more of fentanyl.

    Abdulkadir Malindo, AliHussein, and Martinez have been arrested and made their initial court appearances this week before a U.S. Magistrate Judge of the U.S. District Court for the Western District of Kentucky. Bilal Malindo is in state custody and will make an initial appearance before a U.S. Magistrate Judge on a later date. 

    If convicted, Abdulkadir Malindo faces a mandatory minimum sentence of 30 years in prison, Abdulkadir Ali faces a mandatory minimum sentence of 10 years in prison, Hussein Hussein faces a mandatory minimum sentence of 10 years in prison, Henry Martinez faces a mandatory minimum sentence of 10 years in prison, and Bilal Malindo faces a mandatory minimum sentence of 10 years in prison. All the defendants face a maximum sentence of life in prison. A federal district court judge will determine any sentence after considering the sentencing guidelines and other statutory factors.

    There is no parole in the federal system.   

    The cases are being investigated by the ATF, DEA, HSI, KSP, and LMPD.

    This case is part of Operation Take Back America, a nationwide initiative that Marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.   • MIL-OSI Security: Vicksburg Man Convicted of Falsifying Firearms Documents, Aggravated Identity Theft, and Obstruction of Justice

    JACKSON, MISSISSIPPI – A federal jury convicted Zaid Khalaf, 42, of Vicksburg, Mississippi, a former Federal Firearms Licensee (“FFL”) on Thursday, March 27, 2025, for two counts of falsifying records, two counts of aggravated identity theft, and one count of obstruction of justice. The convictions followed a two-day trial.

    According to court documents and evidence presented at trial, Khalaf was a Federal Firearms Licensee at a gun shop in Vicksburg, Mississippi since 2022. On April 24, 2024, an ATF firearms compliance inspection found that Khalaf falsified multiple firearms transaction records. Khalaf used the identities including social security numbers of two of his previous customers to forge firearm transaction records in their names. Khalaf presented the forged documents to the ATF investigator during the inspection. It is against federal law to falsify ATF records and to use the identities and private information of citizens without their consent. Khalaf is no longer a Federal Firearms Licensee. 

    Khalaf is scheduled to be sentenced on July 22 and faces a mandatory minimum of two years in prison for aggravated identity theft consecutive with any other term of imprisonment imposed. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

  • MIL-OSI Security: Albuquerque Man Sentenced for Armed Robberies Targeting Ross Stores

    ALBUQUERQUE – An Albuquerque man was sentenced to 20 years in prison for a string of violent armed robberies targeting multiple Ross Dress for Less stores in 2022.

    There is no parole in the federal system.

    According to court records and evidence presented at trial, Jason Pete Roper, 46, committed three armed robberies at Ross Dress for Less stores on August 14, August 15, and September 8, 2022. Each time, Roper would approach the register with a small item for purchase, wait for the cashier to open the till, and then brandish a firearm and demand money from multiple registers. At trial, the victims, most of whom were teenagers, testified to the fear and emotional distress they continue to suffer, with some forced to leave their jobs and withdraw from school due to the psychological impact.

    Evidence further revealed that Roper not only committed these robberies himself but also perpetuated the cycle of violence by involving his 12-year-old nephew in his criminal activities. Surveillance footage, witness testimony, and a CrimeStoppers tip linked Roper to additional robberies committed by his nephew at a Ross store, a Walgreens, and an attempted robbery at a Taco Bell.

    Upon his release, Roper will be subject to three years of supervised release.

  • MIL-OSI Security: Illegal Alien Indicted for Fentanyl, Firearm, and Immigration-Related Crimes

    Greenbelt, Maryland – A federal grand jury has indicted Sarah Maud Jess, 61, of Capitol Heights, Maryland. Jess is charged with conspiracy to distribute fentanyl, two counts of distribution of fentanyl, one count of possession with intent to distribute fentanyl, possession of a firearm and ammunition by an illegal alien, and reentry of an alien removed after conviction for an aggravated felony.

    Kelly O. Hayes, U.S. Attorney for the District of Maryland, announced the plea with Special Agent in Charge Michael McCarthy, Homeland Security Investigations (HSI) Baltimore; Special Agent in Charge Ibrar A. Mian, Drug Enforcement Administration (DEA) – Washington Division; Special Agent in Charge William DelBagno, Federal Bureau of Investigation (FBI) – Baltimore Field Office; Chief Marc R. Yamada, Montgomery County Police Department (MCPD); and Police Chief Malik Aziz, Prince George’s County Police Department (PGCPD).

    According to the indictment, Jess engaged in a conspiracy to distribute at least 40 grams of fentanyl between November 2023 and October 2024. She also distributed 40 grams or more of fentanyl on specific dates in June and September 2024.  Additionally, Jess is charged with possessing with the intent to distribute 40 grams or more of fentanyl on October 2, 2024; illegally possessing a firearm and ammunition on the same date; and as an alien who was previously removed from the United States after being convicted of an aggravated felony.  Jess was found in the United States without receiving permission to reapply for admission into the country as required by law.

    If convicted, Jess faces a mandatory minimum sentence of five years and a maximum of 40 years for the drug charges; up to 15 years for the firearm charge; and up to 20 years for the aggravated illegal reentry charge.  Actual sentences for federal crimes are typically less than the maximum penalties.

    A federal district court judge determines sentencing after considering the U.S. Sentencing Guidelines and other statutory factors. An indictment is not a finding of guilt.  Individuals charged by indictment are presumed innocent until proven guilty at a later criminal proceeding.

    U.S. Attorney Hayes commended HSI, DEA, FBI, MCPD, and PGCPD for their work in the investigation.  Ms. Hayes also thanked Assistant U.S. Attorneys Elizabeth Wright and Nicholas Potter who are prosecuting the federal case.

    Let me begin by addressing some breaking news – the terrible earthquake that hit parts of Southeast Asia today.

    We send our condolences to the government and peoples of the region. 

    The United Nations system is mobilizing to help those in need.
     
    Ladies and gentlemen of the press,

    I want to focus today on the dramatic and dire situation that is unfolding in South Sudan. 

    All the dark clouds of a perfect storm have descended upon the people of the world’s newest country – and one of the poorest.

    A security emergency – with intensifying clashes; aerial bombing of civilians — including women and children; the presence of external forces; and an ever-growing regional dimension to the conflict.

    Political upheaval – culminating most recently with the arrest of First Vice President Riek Machar.  The peace agreement is in shambles. 

    A humanitarian nightmare – with about three out of four South Sudanese needing assistance, half the population severely food insecure, and cholera breaking out.

    A displacement crisis – with more than one million people crossing the border from Sudan since fighting began there.

    An economic meltdown – with oil revenue plummeting and inflation skyrocketing 300%. 

    Finally, a funding crisis – with much of the already limited humanitarian and development aid drying up. 

    Meanwhile, ethnic and political targeting by security forces – coupled with the spread of misinformation on social media – is lighting the fuse for even worse.

    Let’s not mince words:  what we are seeing is darkly reminiscent of the 2013 and 2016 civil wars, which killed 400,000 people.

    Our UN Mission in South Sudan is working around the clock to ease tensions – engaging all parties and boosting protection of civilians.  But we face operational limitations. 

    For the sake of the long-suffering people of South Sudan, it is time for dialogue and de-escalation.

    The Horn of Africa is already in turmoil and cannot afford another conflict.  Nor can the people of South Sudan.

    To the leaders of that country, I say: 

    End the politics of confrontation. Release detained military and civilian officials now.  Fully restore the Government of National Unity. 

    And vigorously implement the promises you made through your commitments to the peace agreement – which is the only legal framework to peaceful, free and fair elections in December 2026.

    I also urge the regional and international community, as guarantors of the peace agreement, to speak with one voice in support of the peace process and against any attempts to undermine it.

    I just spoke with the Chairperson of the African Union Commission this morning. 

    We fully support the AU initiative to deploy the Panel of the Wise – as well as the efforts of the Special Envoy of President Ruto of Kenya.

    We will be working in close cooperation with the AU and with IGAD.

    The people of South Sudan are close to my heart. 

    On my very first visit as High Commissioner for Refugees, I was several days with South Sudanese refugees – and years later accompanied them across the border finally on their way home.

    I will never forget the decency at their very core.

    They had such enormous hopes and aspirations. 

    But unfortunately, not the leadership they deserve.

    At this critical hour, the people of South Sudan need an infusion of support. 

    Diplomatic and political support for peace. 

    And financial support for lifesaving aid. 

    South Sudan may have fallen off the world’s radar, but we cannot let the situation fall over the abyss. 

    Now more than ever, the leaders of South Sudan must hear a clear, unified and resounding message:

    Put down the weapons.  Put all the people of South Sudan first.

  • MIL-OSI Security: Armed Raleigh Drug Trafficker Sentenced to 15 Years

    RALEIGH, N.C. – A Raleigh man was sentenced Thursday to 15 years in prison for cocaine trafficking and firearms possession. On December 5, 2024, Linwood Davis pled guilty to conspiracy to distribute and possess with the intent to distribute 500 grams or more cocaine, possession with intent to distribute 500 grams or more cocaine, and possession of a firearm in furtherance a drug trafficking crime.

    According to court documents and other information presented in court, in June of 2023, law enforcement identified Davis as a source of supply of cocaine in the Raleigh area. After conducting multiple controlled purchases involving Davis, law enforcement executed a search warrant at his residence on November 3, 2023.  Law enforcement recovered over 1,000 grams of cocaine, approximately $44,470 in U.S. currency, and two firearms, both with large capacity magazines, from Davis’s house.

    Davis has five previous felony drug convictions (2003, 2004, 2007 and 2013) and two previous felony convictions for eluding arrest with a motor vehicle (2003 and 2004).

  • MIL-OSI United Nations: Gaza: Acts of war bear hallmarks of atrocity crimes, warn UN humanitarians

    Lifesaving supplies in Gaza continue to run dangerously low, nearly four weeks into the total aid blockade and deadly bombardment of the enclave by Israel, UN humanitarians said on Friday.

    According to local health authorities in Gaza, 830 people were killed between 18-23 March, including 174 women and 322 children. A further 1,787 were injured.

    “The acts of war that we see bear the hallmarks of atrocity crimes,” said Jens Laerke, spokesperson for the UN aid coordination office, OCHA. “Hundreds of children and other civilians have been killed in health and Israeli airstrikes. Intensely populated areas hospitals are once again battlegrounds; patients killed in their beds, ambulances shot at, and first responders killed.”

    It has been 10 days since Gazans woke up to renewed Israel bombing, abruptly ending the two-month ceasefire.

    “It has been 10 days of witnessing – because the UN remains on the ground in Gaza – a callous disregard for human life and dignity,” Mr. Laerke maintained.

    No to evacuations

    Maryse Guimond, UN Women Representative for the Occupied Palestinian Territory, relayed testimonies of Palestinians in Gaza who say they will not heed new evacuation orders issued by the Israeli military, on the grounds that “there are no safe places anyway”.

    Speaking from Amman, she added: “It is a situation of pure survival and survival of their families because, as they say, there is simply nowhere to go…”

    “As a woman recently said to us from Deir al Balah, ‘My mother says death is the same whether in Gaza City, or in Deir al Balah; we just want to return to Gaza.’”

    Echoing those concerns, Dr. Margaret Harris, spokesperson for the UN World Health Organization (WHO) said that the situation “is as bad as it ever was”. A new ceasefire is needed immediately for the sake of all Gazans, she insisted.

    “We knew it was bad before the ceasefire, when we were constantly begging to be allowed to do our job just to help the ordinary people. No, they can’t keep going.”

    Healthcare in the enclave is also suffering from the aid blockade, with supplies dwindling dangerously low since the cut-off began on 2 March.

    “The key supplies now for safe labour and delivery…will be running out soon,” said Dr Rik Peeperkorn, WHO representative in the OPT.

    A dozen ambulances have also been put out of action through lack of fuel, the veteran humanitarian medic said, speaking from Jerusalem.

    Collective punishment warning

    Sparked by Hamas-led terror attacks in Israel, the war in Gaza has devastated the enclave and prompted widespread international condemnation over its impact on civilians, who should be spared from violence in times of war.

    Nothing can justify the collective punishment of the Palestinian people,” OCHA’s Mr. Laerke insisted.

    “International law is clear, it prohibits indiscriminate attacks, obstruction of life saving aid, destruction of infrastructure indispensable for civilian survival and hostage-taking.

    “The International Court of Justice’s provisional measures on the application of the Genocide Convention remain in place; yet the alerts that we issue in report after report reveal an utter lack of respect for the most basic principles of humanity.”

  • MIL-OSI Security: Ramah Man Faces Federal Charges for Roadside Shooting

    ALBUQUERQUE – A Ramah man is facing charges in federal court for allegedly shooting at a vehicle, injuring one person.

    According to court documents, on March 18, 2025, a vehicle driven by John Doe swerved to avoid a collision with a blue Jeep driven by Leon Garcia, an enrolled member of the Navajo Nation. After the near-miss, John Doe followed Garcia‘s vehicle to a residence on the Ramah Navajo Reservation. There, Garcia allegedly exited his Jeep armed with a rifle and fired multiple shots at John Doe’s car. As John Doe attempted to turn the vehicle around, Garcia allegedly shot at it multiple times. Garcia also fired again as the vehicle drove away.

    Garcia is charged with assault with a dangerous weapon and will remain in custody pending trial, which has not been set. If convicted of the current charges, Garcia faces up to 10 years in prison.

    Acting U.S. Attorney Holland S. Kastrin and Raul Bujanda, Special Agent in Charge of the Federal Bureau of Investigation’s Albuquerque Field Office, made the announcement today.

    The Gallup Resident Agency of the Federal Bureau of Investigation’s Albuquerque Field Office investigated this case with assistance from the Ramah-Navajo Police Department. Assistant U.S. Attorney Brittany DuChaussee is prosecuting the case.

  • MIL-OSI Security: Traffic Stop in Southeast D.C. Leads to Indictment, Firearm Recovery, and Drug Seizure

              WASHINGTON – Ikea Gartrell, 35, of Washington D.C., has been indicted on federal gun charges in the latest case to be federally adopted as part of the “Make D.C. Safe Again” initiative, announced U.S. Attorney Edward R. Martin Jr., Special Agent in Charge Anthony Spotswood of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and Chief Pamela Smith of the Metropolitan Police Department (MPD).

              Gartrell was indicted on one count of unlawful possession of a firearm by a felon, following her March 1st arrest in Southeast D.C.

              According to court documents, on March 1, 2025, at approximately 4:49 p.m., Metropolitan Police Department personnel conducted a traffic stop in the 900 block of Barnaby Street SE, Washington, D.C. Officers then made contact with the driver, later identified as Ikea Gartrell, who was allegedly found to be operating without a valid license.

              During the stop, it is alleged that an open container of alcohol was observed, prompting officers to ask all occupants to exit the vehicle. A subsequent investigation led to the discovery of a loaded, unregistered firearm on Gartrell’s person. Gartrell was placed under arrest for Carrying a Pistol Without a License (CPWL) and no permit.

              Records indicated Gartrell had a prior felony conviction.

              The investigation is ongoing.

              The ATF and MPD are investigating this case. It is being prosecuted by Assistant U.S. Attorney Benjamin Helfand.

              This case is part of Make DC Safe Again, a public safety initiative led by U.S. Attorney Martin that is surging resources to reduce violent crime in the District. This initiative was created to address gun violence in the District, prioritize federal firearms violations, pursue tougher penalties for offenders, and seek detention for federal firearms violators.

  • MIL-OSI Security: Raleigh Man Sentenced to 7.5 Years in Prison for Possession of a Firearm as a Felon

    RALEIGH, N.C. – A Raleigh man was sentenced Thursday to 90 months in prison for being a felon in possession of a firearm. Christopher Ivan White, age 58, pled guilty to the charge on December 19, 2024.

    According to court documents and other information presented in court, on the afternoon of April 8, 2024, White shot another man in front of Renegade Motors, located at 2621 S. Wilmington Street in Raleigh.  Raleigh Police officers responded to the scene of the shooting where the victim was being treated by emergency medical services for a gunshot wound to the left thigh.  White fled the scene and attempted to toss away the firearm. Raleigh Police searched the surrounding area and located White and the firearm.  White was also found in possession of cocaine.   

    White was a felon and prohibited to own or possess a firearm.  His prior felony convictions include breaking and entering, robbery with a dangerous weapon, and embezzlement.

  • MIL-OSI Security: Recidivist Receives 7 Years in Prison for Firearms Possession and Drug Trafficking

    Raleigh, N.C. – A Goldsboro man was sentenced Thursday to 5 years in prison for possession of a firearm in furtherance of drug trafficking. Arraqib Hardy, 33, pled guilty to the charge on December 16, 2024.   Hardy received an additional 2 years in federal prison for committing this offense while on federal supervised release for the offenses of possessing a stolen firearm (aiding and abetting) and discharging a firearm in a school zone (aiding and abetting). Hardy received a total sentence of 7 years.

    According to court documents and other information presented in court, Goldsboro Police officers were conducting surveillance on a convenience store parking lot due to possible drug activity on June 15, 2023.  Officers observed Hardy engage in what appeared to be hand-to-hand drug transactions and arrested him.  Police located a bag with a loaded 9mm handgun, marijuana, fentanyl, and $365 on Hardy.  

    According to law enforcement, Hardy was a member of the United Blood Nation gang.  Hardy had prior convictions in 2013 for discharging a weapon into an occupied or moving vehicle. 

    This investigation was part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launders, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state and local law enforcement agencies against criminal networks.

  • MIL-OSI Security: Jacksonville Felon Sentenced To Federal Prison For Unlawful Possession Of A Firearm

    Jacksonville, Florida – U.S. District Judge Brian J. Davis has sentenced Jonathan Scott Thompson (45, Jacksonville) to 33 months in federal prison for possessing a firearm as a convicted felon. The court also ordered Thompson to forfeit his interest in the firearm that he possessed. Thompson pleaded guilty on December 20, 2024.

    According to court documents, on March 15, 2024, officers from the Jacksonville Beach Police Department responded to a domestic disturbance after a witness called 911 to report that Thompson was dragging a woman and throwing her to the ground. The victim and Thompson then argued inside a vehicle at the scene, and at some point, Thompson threw her down into the car and located a Glock semi-automatic pistol. The victim saw the firearm in his hands. Officers arrived at the scene and recovered the loaded firearm inside the vehicle. At the time, Thompson had multiple prior felony convictions, including armed burglary and burglary of a conveyance. As a convicted felon, he is prohibited from possessing a firearm or ammunition under federal law.

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Jacksonville Beach Police Department. It was prosecuted by Assistant United States Attorney Rachel Lasry.

  • MIL-OSI Security: Meridian Man Sentenced to 74 months for Possession of a Firearm by a Prohibited Person

    Jackson, MS – A Meridian, MS man was sentenced today to 74 months in prison for possession of a firearm by a convicted felon.

    According to court documents, Lester Landrum, 42, while under state correctional supervision as a probationer was found in possession of a firearm during an operation led by the East Mississippi Drug Task Force in Meridian. Landrum pleaded guilty to the charged conduct on December 16, 2024. In delivering the sentence, the Court ordered that the 74-month sentence for the instant offense run consecutive to the unfinished term of his prior state sentence. 

    Acting U.S. Attorney Patrick A. Lemon of the Southern District of Mississippi made the announcement.

    The ATF and the Lauderdale County Sheriff’s Office investigated the case.

    Assistant U.S. Attorney Samuel Goff prosecuted the case.

  • MIL-OSI Security: Project to reduce drug-related crime gather at East London event

    A scheme aimed at reducing drug-related deaths and offending convened police and partners at a professional networking event to showcase the results achieved so far and plan for the future.

    Project ADDER (Addiction, Diversion, Disruption, Enforcement and Recovery) is a government programme set up in 2021 to address the issues of drug addiction and stop the supply of illicit drugs in the hardest-hit local authority areas across England and Wales.

    The North East ADDER expo, which was hosted on Wednesday, 19March at West Ham United Football Club’s London Stadium, highlighted the work being done by all the organisations involved. Since 2024, Project ADDER has expanded across London where there is a dedicated ADDER team serving every borough.

    The project also aims to also reduce the prevalence of drug use as well as disrupt high-harm criminals and networks involved in middle market drug/firearms supply and importation.

    Since February 2024, the North East Project ADDER team have achieved the following:

    • Drug dogs deployments – 12 operations at transport hubs across Newham and Waltham Forest, where 37 arrests were made for offences including possession of offensive weapons, theft and possession of Class A drugs.
    • 22 Community Protection Warnings and 12 Community Protection Notice (CPN) issued with drugs awareness session included.
    • More than 50 operations, supported by Project ADDER, to tackle drug use and supply. This has included the dismantling of a number of county drug lines, drugs and weapons have been seized and anumber of vulnerable persons including several children safeguarded as a result.
    • A total of 579 searches for drugs have taken place and signposting to support services offered.

    This event included speeches from Deputy Assistant Commissioner Matt Ward, physician and academic Professor Dame Carol Black, who was previously appointed by the Government to lead a review examining the harm that drugs cause while also looking at prevention, treatment and recovery strategy.

    The event was also important for the Met to listen to the lived experiences of drug support workers and former service users with thought provoking dialogue on what all agencies and communities need to do in the area.

    A key way in which Project ADDER has disrupted the drugs trade is by educating the public, specifically young people within our communities about the dangers of drug use and addiction.

    The Met has hosted more than 100 drug awareness sessions across faith venues and schools as well as police stations, reaching thousands of students, members of the community, and police officers.

    Chief Inspector Farhan Asghar, who polices the local area, said: “Project ADDER teams are dedicated to tackling substance misuse and linked offending.

    “There is no one-size fits all approach in solving this issue. Whether it be law enforcement operations in drug hotspots, community/school drug awareness inputs or collaborative initiatives with partners like Change Grow Live (CGL), we will continue to adapt and develop ways in which we support those experiencing substance misuse, improving referrals into drug treatment while also targeting drug offenders to make our streets safer.”

    The Project ADDER team will continue their work in the future and plays a key part in the New Met for London plan of delivering more trust, less crime and higher standards of policing.

    Extreme weather and climate impacts had a damaging toll on Latin America and the Caribbean last year, resulting in dying glaciers, record-breaking hurricanes, debilitating drought and deadly floods, the World Meteorological Organization (WMO) said in a new report on Friday. 

    The study also highlights positive developments amid the bleak news, such as the growing role of renewable energy in the region and the power of early warning systems to save lives.

    “In 2024, weather and climate impacts cascaded from the Andes to the Amazon, from crowded cities to coastal communities, causing major economic and environmental disruptions,” said WMO Secretary-General Celeste Saulo.

    “Drought and extreme heat fuelled devastating wildfires. Exceptional rainfall triggered unprecedented flooding, and we saw the earliest Category 5 hurricane on record,” she added.

    Feeling the heat

    The State of the Climate for Latin America and the Caribbean report reveals that 2024 was the warmest or second warmest year on record, depending on the dataset used.

    Rising temperatures led to the disappearance of the Humboldt Glacier, the last one standing in Venezuela, which became the second country in the world after Slovenia to lose all its glaciers in the modern era.

    Meanwhile, El Niño conditions in the first half of the year influenced rain patterns. For example, areas across the Amazonia and Pantanal regions in Brazil experienced widespread drought, where rainfall was 30 to 40 per cent below normal. 

    Wildfires and floods

    Wildfires in the Amazon and Pantanal, as well as in central Chile, Mexico and Belize, were driven by drought and extreme heatwaves, breaking records in many countries. Wildfires in Chile resulted in over 130 deaths – the country’s worst disaster since the February 2010 earthquake.

    Floods triggered by heavy rainfall in the southern state of Rio Grande do Sul became Brazil’s worst climate related disaster, causing billions in economic losses to the agricultural sector. 

    While timely warnings and evacuations helped mitigate the impacts of the flooding, WMO said more than 180 fatalities were reported, thus highlighting the need to improve understanding around disaster risks among both authorities and the general public.

    Hope and resilience

    But there is also hope,” Ms. Saulo insisted, pointing to bright spots in the report. 

    “Early warnings and climate services from National Meteorological and Hydrological Services (NMHSs) are saving lives and increasing resilience throughout Latin America and the Caribbean,” she said.

    Moreover, renewable energy accounts for nearly 69 per cent of the energy mix. Solar and wind energy experienced a remarkable 30 per cent increase in capacity and generation compared to 2023, WMO said.

    The UN weather agency and partners are also assisting national meteorological and hydrological services to support renewable energy development and integration through artificial intelligence-based wind forecasting, and other measures.

    The State of the Climate for Latin America and the Caribbean report was issued at a WMO Regional Association meeting hosted by El Salvador to inform decisions on climate change mitigation, adaptation and risk management at the regional level.

    It complements the State of the Global Climate flagship report, released last week.

  • MIL-OSI Global: The UK has a lot of people out of work because of mental illness – but listening to those affected reveals that’s rarely the whole story

    What is going on in the UK when it comes to the massive rise in benefit claims related to mental health? It’s complicated, that much is certain.

    Understanding the causes of mental health-related economic inactivity and what to do about it is at the top of the UK government’s policy agenda. It recently set out plans in a green paper to improve access to effective employment support for people with mental health problems. At the same time, controversial reforms to health and disability benefits were central to Chancellor Rachel Reeves’s spring statement.

    As a social researcher, listening closely to people’s lived experiences has taught me that while their distress is genuine, significant and at times severe, it is rarely the whole story of what is constraining their ability to find and stay in work.

    Mental distress is almost invariably bound up in other challenging circumstances that also pose barriers to work – issues such as homelessness, violence and abuse, caring commitments, lone parenthood, poverty, involvement with the criminal justice system, and the obstacles caused by inflexible employers and insecure work.

    This has made me wonder if the system’s very narrow focus on health as a barrier to work is part of the problem.

    It’s not that the mental health conversation has gone too far – but it may have become too narrow. While it is essential to respond to people’s distress, we can’t understand their capacity for work, or support their steps back into employment, unless we pay attention to all the other factors that limit their opportunities for work.

    The work capability assessment (WCA) was introduced 17 years ago to determine how far and in what ways someone’s disability, illness or health condition limits them from working. Since then, welfare support has been narrowed down to questions of obligation and conditionality – with health as the central focus.

    But this narrow approach, and the exclusive link between ill health and work-related obligations, has crowded out the full range of challenges, constraints and contingencies that affect people’s capacity for work. When health is the only thing the system is interested in, it’s the only thing claimants can discuss.

    So now, with the UK government’s plan to scrap the WCA and introduce a new kind of “support conversation”, there is an opportunity to bring this broader range of factors back into the picture.

    In a positive shift, the government has recognised that discussions about work need to include a better understanding of people’s goals and aspirations, and that these conversations should also facilitate access to support for debt, housing, careers, training and social connection.

    How this might be done is a question that needs careful thought and experimentation. The government is seeking responses on how this “support conversation” should be designed and delivered.

    In a recent workshop, we explored the opportunities and challenges that might arise from a more holistic approach to assessing capacity for work. Participants in our workshop felt there was potential for more positive experiences and effective support.

    But they also envisaged risks both for claimants and welfare services, including the potential for claimants to be retraumatised, as well as extra admin and the possibility of raising unrealistic expectations.

    Better support for people who want to work

    As the government’s Pathways to Work green paper recognises, there are many people for whom formal paid employment may never be possible. But there are some people in the health-related benefits group who would like to work.

    In my most recent research project, I met people living with mental health difficulties and neurodivergence who were keen to work but felt frustrated at the lack of personalised support. Here are a few examples of what they told me:

    In my experience, they don’t help you, they just tell you to do this, that and the other. But they’re not supporting you through the process of finding a job. They’re just throwing these jobs at you. (female, 26)

    I do want to work. It’s just, I want to be able to work and then keep the job. And right now, I just I don’t feel like I’ve got the right things in place to help me with that … I don’t want to use it as just an excuse … What I want is: ‘Oh, I’ve got ADHD, can you please take that into account?’ (male, 33)

    I really don’t know what [job] to go for … A lot of my issues have been connected to frustration and feeling stuck, and not being able to find a pathway into sustainable employment – and things related to education. It’s all kind of linked in a bundle (male, 38)

    Shifting the balance towards personalised and holistic support is a step in the right direction. But the spectre of welfare conditionality, and the threat of sanctions if someone is unable to fulfil work-related activities, will always be a block on engaging those who might be able to work, given the appropriate time and support.

    While the green paper describes sanctions as a “last resort”, it does not go far enough on removing compliance from people’s encounters with the system.

    Mental ill health is often part of a bigger picture of challenging circumstances including lone parenthood or poverty.

    The goal should be to make a safe space for people to go beyond the health conversation. The new “support conversation” must allow people to talk about their health and non-health constraints, and the full range of support they need to move into appropriate work.

    We do need to talk about mental health – the reality of people’s distress must never be undermined. But we need to talk about more than just mental health, and approach people’s work-related challenges with an appreciation that mental health problems rarely arise out of nowhere. We cannot understand capacity for work without understanding people’s wider social context.

    Lastly, we really need to ditch the “any job” approach. It is the fit of a particular workplace and particular job with a person’s unique life circumstances that makes the difference as to whether work is feasible, fulfilling and sustainable.

    In a detailed address to open the event, Congressman Sherman spoke on the community’s concerns regarding the brazen and destructive actions by Donald Trump and Elon Musk and highlighted the key legal battles and other substantial efforts that are being deployed to stop them.

    As the Representative of Pacific Palisades, Congressman Sherman also provided updates on our recovery from the devastating Los Angeles wildfires. “As we navigate these challenging times, it’s crucial to address the immediate needs of our community, especially those affected by recent wildfires,” Sherman explained. He stressed the importance of applying for Federal wildfire disaster assistance before the upcoming deadline on March 31. “While I’ve fought and continue to push for more time, another extension is unlikely.   • MIL-OSI Security: Starkville Man Sentenced to 10 Years for Violating Federal Firearms Laws

    Greenville, MS – A Starkville man was sentenced today to 10 years in prison for violation of federal firearms laws.

    According to court documents, Antonio Johnson, 49, pled guilty to possession of one or more firearms by a previously convicted felon as well as possession of firearms in furtherance of a drug trafficking crime. U.S. District Judge Debra M. Brown sentenced Johnson today to 120 months in prison followed by five years of supervised release. Johnson was remanded to the custody of the U.S. Marshals following sentencing.

    “The public has every right to expect repeat offenders to receive significant sentences, and this defendant will now have 10 years in a federal prison to reconsider his actions,” said U.S. Attorney Clay Joyner. “AUSA Robert Mims and our partners at the FBI, ATF and Starkville Police Department worked seamlessly to bring justice to an individual who earned every day of this sentence.”

    “Protecting the safety of our communities is one of the cornerstones of what ATF seeks to accomplish every day,” said ATF New Orleans Special Agent in Charge Joshua Jackson. “To convicted felons and others making our streets unsafe with gun violence and drugs – law enforcement is here. No matter how long it takes, we will investigate, arrest, prosecute and ensure you are held accountable for your actions.”

  • MIL-OSI Security: TWO ZACHARY MEN SENTENCED TO FEDERAL PRISON FOR THEFT OF TWELVE FIREARMS

     Acting United States Attorney April M. Leon announced that U.S. District Judge John W. deGravelles sentenced Keyshawn Newman, age 24, of Zachary, Louisiana, to 39 months in federal prison and Ransom Parker, age 27, of Zachary, Louisiana, to 70 months in federal prison following their convictions for theft of firearms from a business licensed to engage in the business of dealing in firearms. The Court further sentenced both men to serve three years of supervised release following their terms of imprisonment.

    According to admissions made as part of their guilty pleas, on June 19, 2023, the owner of Thompson Creek Sporting Goods observed four individuals wearing masks and hoodie-type sweatshirts via live-feed surveillance footage from a camera mounted on the outside rear of his business. The owner contacted the Jackson Police Department, who responded to the store. Prior to police arrival, the owner received an alarm notification indicating that the front door had been breached.

    The first responding officer arrived shortly after the alarm notification and observed four suspects run from the business carrying firearms. The suspects were observed running in different directions and were dropping firearms as they ran. As more police officers arrived in the area, they set up a perimeter and began searching the area for the suspects. Twelve firearms were taken from the store’s inventory. A total of ten firearms were located on the ground at various locations in the directions that the suspects fled.

    On-scene investigators were notified that a maintenance worker at East Mental Hospital located a suspicious male inside the powerhouse station of the facility, which was approximately six miles from the store. Officers located the individual and identified him as Newman. Newman ultimately admitted to being involved with the burglary.

    Parker was subsequently identified by two co-defendants as being involved in the burglary and was the driver of the vehicle used. Parker ultimately admitted to participating in the burglary and driving the vehicle.

    The twelve firearms recovered were identified as a CMMG, model MK4, 4.6×30 caliber pistol; Armalite, model M-15, 5.56 caliber rifle; Arsenal, model SAM-5, 5.56 caliber rifle; Diamondback, model DB-15, 5.56 caliber rifle; Diamondback, model DB-15, 5.56 caliber rifle; Hi-Point, model 1095, 10mm caliber rifle; Radom, model Sporter, 7.62×39 caliber rifle; Riley Defense, model RAK74, 5.45×39 caliber rifle; Rock Island Armory, model VR80, 12-gauge shotgun; Ruger, model LC Carbine, 5.7×28 caliber rifle; Ruger, model AR556, 300 Blackout caliber rifle; and a Diamondback, model DB-15, 5.56 caliber rifle.

    This matter was investigated by the Bureau of Alcohol, Tobacco, Firearms, and Explosives, Jackson Police Department, and East Feliciana Sheriff’s Office and was prosecuted by Assistant United States Attorney Eli J. Abad.

    The assessment, conducted by the Fire and Risk Alliance, analyzed historical data and scientific studies on fire incidents over the last decade in the U.S. The findings indicate no impact to public health or surrounding communities from the incidents studied. ACP’s Battery Storage Blueprint for Safety outlines key actions and policy recommendations for state and local jurisdictions to regulate battery storage, enforce the country’s most rigorous safety standards, and ensure coordination on safety and emergency response in all communities. 
    “The energy storage industry is committed to a proactive and tireless approach to safety and reliability. At its core, energy storage facilities are critical infrastructure designed to protect people from power outages,” said ACP VP of Energy Storage Noah Roberts. “Like substations, transformers, and transmission lines, energy storage systems deliver needed power in times when we need it most.     New Assessment Demonstrates Battery Storage Safety Measures Are EffectiveThe assessment’s key finding reveals that, in all reviewed cases of environmental sampling related to the BESS fire events, no previous incidents resulted in contaminant concentrations that would pose a public health concern or require further remediation.  
    As the investigation into the fire at the Moss Landing facility—increasingly viewed as an anomaly, and a system located in a 1950’s gas turbine hall—is ongoing, the assessment underscores the importance of modern designs and recently published standards: “Many documented BESS fires involved early-generation systems that predate modern safety standards. The implementation of robust national codes and advancements in ESS design have significantly improved fire safety and reduced risks.” 
    Battery Storage Industry Advances America’s Most Rigorous & Vetted Safety StandardA critical component of the Blueprint is understanding where the industry has been successful in efforts across the country to advocate for enforcement of the National Fire Protection Association’s standard for energy storage, NFPA 855. The set of standards includes exhaustive requirements and ensures facilities use certified batteries and equipment.  
    In Michigan and Indiana, the energy storage industry helped advance new laws requiring compliance with NFPA 855. In Maryland and New York, the energy storage industry supported new regulations that enforced the latest NFPA 855 requirements. In California, the industry offered a suite of policy recommendations to address unique safety questions arising from the Moss Landing incident, including enforcing key provisions of NFPA 855.  
    Framework to Guide State & Local Permitting Rules for Battery StorageThe battery energy storage industry believes that state and local regulations will play a vital role in ensuring that every community has access to this important technology. ACP’s Utility-Scale Battery Energy Storage Systems Model Ordinance was designed with NFPA 855 as the core principle and integrates the national safety standard’s requirements throughout permitting rules.  
    With the 2026 edition of NFPA 855 expected to be finalized and published in 2025, the energy storage industry is already incorporating key enhanced requirements and is ready to work with states and local governments to implement the latest version of the standard. This will include updating the Model Ordinance, to be re-released in 2025.  
    Ongoing Commitment to Safety & Reliability: A Comprehensive Three-Part StrategyPolicy makers will play an important role in helping to ensure batteries continue to be deployed responsibly and effectively. To that end, the energy storage industry has developed a three-part strategy that includes policy recommendations and safety requirements aimed at holistically addressing concerns generated from the Moss Landing fire.  
    The following policy proposal and strategy recommendations can help minimize both the likelihood of future incidents and potential impacts: 
    Ensuring Safety at All Future Energy Storage Facilities: Requiring all battery storage facilities to comply with the latest published version of NFPA 855. State and local governments should proactively adopt and enforce this safety standard. 
    Advancing Safety at Existing Battery Storage Sites: Reviewing facilities built prior to the first adoption of NFPA 855 in the Fall of 2019 and considering a hazard mitigation analysis (HMA). State and local governments can require an HMA and corrective action, including the use of fire barriers or engineered solutions to meet large-scale fire testing requirements. All facilities should maintain an emergency response plan submitted with the local fire and emergency response authority. 
    Strengthening Coordination with Fire Departments & Local Communities: The industry and state and local governments should regularly coordinate on safety planning, inform siting and permitting requirements, continuously improve safety practices, and regularly provide training to facility operators and the fire service.  
    The energy storage industry is committed to acting swiftly, in partnership with fire departments, safety experts, policymakers, and regulators to enact these recommendations.

    Mandalay (Agenzia Fides) – “The tragedy is that there is little or no aid. We see so much solidarity among the people, but we note the complete absence of the state. The Sagaing area, epicenter of the earthquake, is one of the areas where clashes are most intense due to the ongoing civil war. In the general instability, there is no organized aid for the victims,” said a local Fides source from the Catholic community of Mandalay, near Sagaing, where the earthquake of March 28 caused the greatest damage. “In the areas not controlled by the army, the so-called ‘liberated areas,’ there are no functioning civil institutions, so everything is left to the goodwill of the population or the organization of ethnic minority communities and armies,” continued the Fides source, who requested anonymity for security reasons. “In the areas controlled by the junta, some fire brigades are operating in the capital, Naypyidaw, and in Mandalay, where several multi-storey buildings have collapsed. Many other areas are completely abandoned. The state is completely uninterested in its citizens, their condition, and their well-being.”Two powerful earthquakes measuring 7.7 and 6.4 on the Richter scale struck Myanmar on March 28 at 12:50 p.m. local time, with the epicenter in the Mandalay area. Dozens of people were seriously injured, and scenes of panic ensued in the streets of Mandalay, with people running to open spaces to save their lives. The tremors were also felt in neighboring Thailand, Laos, Vietnam, and the adjacent Chinese region of Yunnan. Official figures on casualties and damage are not yet available. The ruling military junta has now declared a state of emergency in six regions, requested humanitarian assistance from the international community, and ordered the closure of airports in the capital, Naypyidaw, and Yangon. The colonial-era “Old Sagaing Bridge,” built 91 years ago by the British Empire over the Irrawaddy River, collapsed. Several Catholic churches in Mandalay were damaged: St. Michael’s Catholic Parish was the hardest hit, while 20 people were killed when a mosque collapsed in Mandalay. St. Joseph’s Cathedral in the city of Taunggyi, Shan State, was also damaged. Many churches in Mandalay, Naypyidaw, Yangon, and Taunggyi suspended liturgical celebrations and asked the faithful for gestures of solidarity with those now homeless.Earthquakes are relatively frequent in Myanmar, and in the past they have affected the Sagaing fault, which runs from north to south through the center of the country. In 2016, a magnitude 6.8 earthquake in the ancient capital Bagan caused the walls of Buddhist temples to collapse. According to experts, rapid development in Myanmar’s cities, combined with outdated infrastructure and poor urban planning, has made the country’s most populous areas particularly vulnerable to the effects of earthquakes.
