  • MIL-Evening Report: Renewables are cheap. So why isn’t your power bill falling?

    Power prices are set to go up again even though renewables now account for 40% of the electricity in Australia’s main grid – close to quadruple the clean power we had just 15 years ago. How can that be, given renewables are the cheapest form of newly built power generation?

    This is a fair question. As Australia heads for a federal election campaign likely to focus on the rising cost of living, many of us are wondering when, exactly, cheap renewables will bring cheap power.

    The simple answer is – not yet. While solar and wind farms produce power at remarkably low cost, they need to be built where it’s sunny or windy. Our existing transmission lines link gas and coal power stations to cities. Connecting renewables to the grid requires expensive new transmission lines, as well as storage for when the wind isn’t blowing or the sun isn’t shining.

    Notably, Victoria’s mooted price increase of 0.7% was much lower than other states, which would be as high as 8.9% in parts of New South Wales. This is due to Victoria’s influx of renewables – and good connections to other states. Because Victoria can draw cheap wind from South Australia, hydroelectricity from Tasmania or coal power from New South Wales through a good transmission line network, it has kept wholesale prices the lowest in the national energy market since 2020.

    While it was foolish for the Albanese government to promise more renewables would lower power bills by a specific amount, the path we are on is still the right one.

    That’s because most of our coal plants are near the end of their life. Breakdowns are more common and reliability is dropping. Building new coal plants would be expensive too. New gas would be pricier still. And the Coalition’s nuclear plan would be both very expensive and arrive sometime in the 2040s, far too late to help.

    Renewables are cheap, building a better grid is not

    The reason solar is so cheap and wind not too far behind is because there is no fuel. There’s no need to keep pipelines of gas flowing or trainloads of coal arriving to be burned.

    But sun and wind are intermittent. During clear sunny days, the National Energy Market can get so much solar that power prices actually turn negative. Similarly, long windy periods can drive down power prices. But when the sun goes down and the wind stops, we still need power.

    This is why grid planners want to be able to draw on renewable sources from a wide range of locations. If it’s not windy on land, there will always be wind at sea. To connect these new sources to the grid, though, requires another 10,000 kilometres of high voltage transmission lines to add to our existing 40,000 km. These are expensive and cost blowouts have become common. In some areas, strong objections from rural residents are adding years of delay and extra cost.

    So while the cost of generating power from renewables is very low, we have underestimated the cost of getting this power to markets as well as ensuring the power can be “firmed”. Firming is when electricity from variable renewable sources is turned into a commodity able to be turned on or off as needed and is generally done by storing power in pumped hydro schemes or in grid-scale batteries.

    In fact, the cost of transmission and firming is broadly offsetting the lower input costs from renewables.

    Does this mean the renewable path was wrong?

    At both federal and state levels, Labor ministers have made an error in claiming renewables would directly translate to lower power prices.

    But consider the counterpoint. Let’s say the Coalition gets in, rips up plans for offshore wind zones and puts the renewable transition on ice. What happens then?

    Our coal plants would continue to age, leading to more frequent breakdowns and unreliable power, especially during summer peak demand. Gas is so expensive as to be a last resort. Nuclear would be far in the future. What would be left? Quite likely, expensive retrofits of existing coal plants.

    If we stick to the path of the green energy transition, we should expect power price rises to moderate. With more interconnections and transmission lines, we can accommodate more clean power from more sources, reducing the chance of price spikes and adding vital resilience to the grid. If an extreme weather event takes out one transmission line, power can still flow from others.

    Storing electricity will be a game-changer

    Until now, storing electricity at scale for later use hasn’t been possible. That means grid operators have to constantly match supply and demand. To cope with peak demand, such as a heatwave over summer, we have very expensive gas peaking plants which sit idle nearly all the time.

    Solar has only made the challenge harder, as we get floods of solar at peak times and nothing in the evening when we use most of our power. Our coal plants do not deal well with being turned off and on to accommodate solar floods.

    The good news is, storage is solving most of these problems. Being able to keep hours or even days of power stored in batteries or in elevated reservoirs at hydroelectric plants gives authorities much more flexibility in how they match supply and demand.

    We will never see power “too cheap to meter”, as advocates once said of the nuclear industry. But over time, we should see price rises ease.

    For our leaders and energy authorities, this is a tricky time. They must ensure our large-scale transmission line interconnectors actually get built, juggle the flood of renewables, ensure storage comes online, manage the exit of coal plants and try not to affect power prices. Pretty straightforward.

  • MIL-OSI Australia: Ex-HMAS Brisbane re-imagined by Cyclone Alfred

    Sections of the ex-HMAS Brisbane, a former Royal Australian Navy warship that is one of Australia’s premier wreck-dive sites, have been redesigned by Tropical Cyclone Alfred.

    Steve Hoseck, Principal Ranger of Southern Marine Parks, Queensland Parks and Wildlife Service said rangers conducted an initial post-cyclone inspection of the popular dive site, located off Mooloolaba, over the weekend.

    “While the majority of the wreck remains in great shape, and appears unaffected by Alfred, a large forward section of the ship has undergone a major makeover,” Mr Hoseck said.

    “An entire section below the front funnel has detached and been relocated to the port side of the ship – this is an amazing demonstration of the power of the waves and water currents that were at play during the cyclone.”

    Mr Hoseck said Rangers are prioritising making safe the separated areas so diving can resume as soon as possible.

    “Once these works have been completed, we will open the site for guided external-only dives run by the two local dive operators.

    “The next priority is a full internal inspection of the wreck to assess if additional work is required before diver entry into the wreck is deemed safe.

    “This internal assessment is complex work that requires good sea conditions and could take several months to complete. Access during this time will be limited to guided dives only for safety.

    “A multi-beam survey in April will give us an indication of damage to external surfaces, and will be compared to previous surveys to determine if any further twisting or warping has occurred.

    “We recognise how important the ex-HMAS Brisbane site is to the local diving community and tourism industry and we are committed to getting the site safe and reopened so that visitors can experience its new creative expressions as soon as possible.

    “We ask that people stay away from the site until it is deemed safe.”

    “Once deemed safe, the ex-HMAS Brisbane will be an amazing dive, with new twists and unique perspectives thanks to Tropical Cyclone Alfred.”

    A new learning space to help foster employment opportunities and Aboriginal cultural connection has been launched at La Perouse Public School, thanks to a $99,000 ‘Community and Place’ grant from the Minns Labor Government.

    Grant recipient IndigiGrow is a 100% Aboriginal-owned and operated social enterprise which operates nurseries at La Perouse and Matraville Sports High School, reviving, growing, and delivering native plants and bush tucker across Sydney.

    The development of the cultural learning space on Bidjigal Country in Botany Bay is part of IndigiGrow’s broader efforts to grow jobs and broaden cultural knowledge.

    The Minister for Aboriginal Affairs and Treaty, David Harris, attended the launch with school students, staff, parents and carers to celebrate the transformation of an unused school space, into a thriving hub for hands-on education in native plants, cultural knowledge, and connection to Country.

    The launch featured a demonstration on how to propagate banksia pods using fire, given by IndigiGrow’s Peter Cooley.

    The NSW Government’s Community and Place Grants has funded $35 million to support community-led programs that advance Closing the Gap outcomes since 2022.

    The Minns Labor Government has written to energy companies asking them to defer electricity bills and waive a fee for NSW households and businesses hit by ex-Tropical Cyclone Alfred, to further ease the pressure on those recovering from the natural disaster.

    Residents and business owners in northern NSW have experienced substantial disruptions to their power supply due to ex-Tropical Cyclone Alfred. It delivered heavy rain and severe winds to large areas of Northern NSW, causing extensive damage to the area’s electricity distribution network.

    A total of 84,000 homes and businesses experienced power outages across various communities from Tweed Heads to Grafton, and west to Armidale. Some lost power multiple times.

    Essential Energy will waive the daily access charge for customers for the period they were without power.

    While energy retailers have not played a role in relation to the power disruptions, Minister for Energy Penny Sharpe has written to 22 companies requesting their cooperation in supporting customers who live in local government areas included in the natural disaster declaration. The Minister has asked them to:

    • waive the daily power supply charge for customers for the period they were not supplied electricity (by passing on the waiver being provided to retailers by Essential Energy)
    • defer any electricity bills that are due to be sent to customers for 14 days
    • defer any disconnections or repayment requirements for 14 days for affected customers in debt or with any amount owing on their account
    • provide additional information about payment plan options and NSW Government financial support if customers find they are unable to pay their bill as a result of the cyclone impacts.

    The NSW Government along with the Australian Government is working together to provide support to the affected area. A personal hardship grant with payments of $180 for individuals and up to $900 per family is available through Service NSW for essential costs such as food, clothing, medicine and emergency accommodation. To be eligible, individuals must have been subject to an evacuation order or have experienced a power outage of more than 48 hours.

    Customers whose ability to repay their energy bills has been impacted by Ex-Tropical Cyclone Alfred can also apply for NSW Government Energy Accounts Payment Assistance (EAPA) support to help pay their energy bills. EAPA helps people experiencing difficulty paying their electricity and/or gas bill due to a short-term financial hardship, crisis or emergency to stay connected to essential services. EAPA can only be applied to current, unpaid energy bills.

    Minister for Energy, Penny Sharpe said:

    “It is important we provide as much support as possible to households and business owners who are recovering from ex-Tropical Cyclone Alfred.

    “I have written to energy retailers asking them to join Essential Energy in providing relief to customers in the natural disaster zone, and thank them in advance for any assistance they can offer.”

    Minister for Recovery, Small Business and the North Coast, Janelle Saffin said:

    “Every bit of support counts for families, households and businesses doing it tough in the wake of this natural disaster.

    “Thank you for your consideration of this request during this difficult time for the residents and businesses of the Northern Rivers and North Coast.”

    Senators: “While the fires have been extinguished, veterans will have ongoing needs for months if not years ahead”
    WASHINGTON, D.C. — Today, U.S. Senators Alex Padilla and Adam Schiff (both D-Calif.) urged Department of Veterans Affairs (VA) Secretary Doug Collins to provide emergency health care and housing for veterans affected by the Los Angeles fires. Many veterans in these areas are at risk of losing access to vital health care services, including medications and power for medical equipment.
    Fueled by wind gusts of up to 100 miles per hour, the Los Angeles County fires burned more than 40,000 acres and forced tens of thousands of residents to evacuate, including many veterans whose health and well-being depend on local resources and Department of Veterans Affairs (VA) services.
    “Los Angeles County is home to the most veterans in the nation, and many of them will struggle to navigate the fires’ aftermath,” wrote the Senators. “As a Navy veteran yourself, you know that veterans often face complex challenges that make the recovery from natural disasters even more complicated, including access to health care, housing, and mental health services.”
    “Our offices stand ready to assist in any way possible to facilitate these efforts and ensure that our veterans receive the care and support they have earned. We would welcome the opportunity to help the VA coordinate its assistance to these needs in close partnership with state and local authorities and organizations to maximize the impact of recovery efforts for veterans,” continued the Senators.
    Padilla and Schiff urged the VA to prioritize the following actions to support veterans recovering from the Los Angeles fires:
    Expedite access to emergency care and services to make sure veterans affected by the fires can quickly access medical care, including mental health services, through VA facilities and community providers.
    Provide housing assistance, collaborating with state and local agencies to quickly identify and support affected veterans participating in the HUD-VASH, Supportive Services for Veteran Families, and other Homeless Program Office programs, as well as to provide additional housing resources and emergency financial support for displaced veterans and their families.
    Offer outreach and benefits by ensuring that impacted veterans are aware of available resources and relief options and have easy access to VA staff who can assist them in navigating the recovery process.
    Offer additional mental health resources, including counseling and crisis support, to help veterans cope with the emotional and psychological toll of the fires and their disastrous impacts.
    Develop long-term recovery plans, coordinating with local, state, and federal agencies to help veterans whose homes and livelihoods were severely impacted recover and rebuild.
    Senators Padilla and Schiff have fought relentlessly to secure and protect Southern Californians’ access to desperately needed disaster relief aid. In the immediate aftermath of the Los Angeles fires, Padilla and Schiff led 47 bipartisan members of the California Congressional delegation in successfully urging President Biden to grant Governor Gavin Newsom’s request for a major disaster declaration to expedite timely relief to Los Angeles County residents impacted by these disasters. Padilla recently blasted the Republican’s spending bill, emphasizing that it did not include the disaster relief funding California needs.
    Last month, Padilla, Schiff, and Representatives Ken Calvert (R-Calif.-41) and Zoe Lofgren (D-Calif.-18) led the entire bipartisan California Congressional delegation in urging Senior Congressional leadership to provide additional disaster relief funding and resources to help Los Angeles County communities rebuild. Padilla, Schiff, Calvert, and Lofgren also successfully pushed FEMA to extend the application deadline for federal disaster assistance for victims of the Los Angeles fires. Padilla previously delivered remarks on the Senate floor urging his Republican colleagues and President Trump to provide essential disaster recovery aid to California without conditioning it on the passage of partisan legislation.

    We write today regarding the continuing effects of the Los Angeles wildfires on our veterans and their families. As you are aware, the wildfires caused widespread destruction, forcing tens of thousands of individuals from their homes, including a significant number of veterans who rely on local resources and Department of Veterans Affairs (VA) services for their health and well-being. We appreciate the rapid assistance the VA provided to this community in the immediate response to the wildfires. Unfortunately, while the fires have been extinguished, veterans will have ongoing needs for months if not years ahead.
    Los Angeles County is home to the most veterans in the nation, and many of them will struggle to navigate the fires’ aftermath. As a Navy veteran yourself, you know that veterans often face complex challenges that make the recovery from natural disasters even more complicated, including access to health care, housing, and mental health services. We write to urge the VA to prioritize the following actions as it continues to support veterans during this time of need:
    1. Expedited Access to Emergency Care and Services: Ensuring veterans affected by the fires can quickly access medical care, including mental health services, through VA facilities and community providers. We ask that the VA consider re-deploying a mobile Vet Center to the region to provide counseling, crisis intervention, and other necessary services for veterans impacted by this disaster if needed. In addition, for veterans who lost access to their means of transportation, we ask the VA to explore collaborating with Disabled American Veterans (DAV) to see if DAV vans could again be utilized to help provide emergency transportation to affected veterans and their families.
    2. Housing Assistance: Collaborating with state and local agencies to quickly identify and support affected HUD-VASH, Supportive Services for Veteran Families, and other Homeless Program Office programs’ participants and to provide additional housing resources and emergency financial support for displaced veterans and their families. And please ensure that veterans who were already or are newly unhoused have easy access to outreach services to begin the process of becoming rehoused.
    3. Outreach and Benefits: Ensuring that veterans in the affected areas are aware of available resources and have easy access to VA staff who can assist them in navigating the recovery process. We also urge the Veterans Benefits Administration (VBA) to continue to identify relief options for veterans affected by the fires. This could include the expedited processing of claims, suspending deadlines for response, or extending flexibility for disability medical examinations and other appointments.
    4. Mental Health Support: Offering additional mental health resources, including counseling and crisis support, to help veterans cope with the emotional and psychological toll of the disaster.
    5. Long-Term Recovery Plans: Coordinating with local, state, and federal agencies to provide long-term recovery assistance and rebuilding efforts, particularly for veterans whose homes and livelihoods were severely impacted.
    Our offices stand ready to assist in any way possible to facilitate these efforts and ensure that our veterans receive the care and support they have earned.   • MIL-OSI China: Xi stresses preserving distinctive culture in ethnic regions

    GUIYANG, March 18 — Xi Jinping, general secretary of the Communist Party of China Central Committee, has stressed that areas with large ethnic minority populations should preserve their distinctive culture and let it shine through the integrated development of culture and tourism.

    Xi made the remarks on Monday when inspecting Liping County, southwest China’s Guizhou Province.

    When visiting the Zhaoxing Dong Village in the county, Xi and villagers sat around a firepit to discuss all-around rural revitalization at a drum tower, a unique architecture for the Dong ethnic group that serves as a communal gathering spot.

    Tourism has become a major industry and rural tourism is thriving, Xi said, wishing the villagers’ lives to grow more prosperous with each passing day.

  • MIL-Evening Report: The next round in the US trade war has the potential to be more damaging for Australia

    On April 2 the United States is set to implement a new wave of tariffs under its Fair and Reciprocal Trade Plan. Details of the plan that will impact all US trading partners are not yet known, but the US administration has suggested these tariffs will target any rules it considers “unfair”.

    This means the April 2 tariffs may take aim at a range of Australian domestic policies, such as biosecurity rules that govern food imports, and the government’s Pharmaceutical Benefits Scheme (PBS).

    The size of the hit is uncertain. One report indicates a relatively modest tariff between 2% and 8% is being considered, below the 25% rate imposed on steel and aluminium on March 12. But it will apply to a much larger set of exports.

    Australia and the US have been allies for over a century. The two nations celebrated a “century of mateship” in 2018. More formally, the two countries have a current free trade agreement, Australia-United States Free Trade Agreement (AUSFTA).

    The agreement was negotiated in good faith, and entered into force on January 1, 2005. It called for the elimination of tariffs between the two nations over time, and until now both parties have upheld their respective bargains. The so-called “reciprocal” tariff plan would breach that agreement.

    What sectors are likely to be targeted?

    The Trump reference to non-tariff barriers raises two main concerns for Australian products: meat and pharmaceuticals.

    These exports to the US are worth about A$3.3 billion and $1.6 billion a year respectively. That’s about five times the total value of our steel and aluminium exports to the US.

    In Australia, domestic beef products are subject to strict traceability rules. Similarly, imported beef has rigid biosecurity requirements as it is classified as a high-risk food.

    This is because of the potential risk of mad cow disease (Bovine Spongiform Encephalopathy). This disease was detected in the US in 2002 and triggered an Australian ban on US beef products.

    The ban was partially lifted in 2018, but some restrictions remain, which the US says are a barrier to trade. This was also raised by the Biden administration in a 2024 report on trade barriers.

    The US cannot force Australia to change its laws on the basis of tariffs – but they can make products coming from Australian suppliers more expensive and therefore restrict market access to the US, which many Australian producers rely on.

    A tariff on Australian-sourced beef products would also push up prices for American consumers. Trade Minister Don Farrell has warned the price of a McDonald’s burger may increase.

    If tariffs are placed on Australian beef, the government has warned that McDonalds burgers in the US will become more expensive.

    Medicines are also in the line of fire

    Turning to pharmaceuticals, the Australian PBS has been a sticking point between US and Australian trade negotiators for the past 20 years.  

    The PBS, which has been in place since 1948, ensures Australians have affordable access to essential medicines. It formed part of discussions during the free-trade negotiations and has been raised as a potential barrier to trade.

    The US argues innovation and unfettered market access for American drug companies should be prioritised over Australia’s reference pricing arrangements. Reference pricing means medicines with similar outcomes should have similar pricing.

    The reason the US has a problem with this scheme is because some of their companies are not able to charge higher prices for medicines.

    Although these are the categories of most concern, there is no assurance the “Fair and Reciprocal Plan” will be limited to beef and pharmaceuticals.

    For instance, there are no barriers imposed on the import of wine into Australia. But there has been some concern tariffs could be introduced regardless.

    Wine is often the target of trade wars and President Donald Trump has threatened the European Union with a 200% tariff on all wine and spirits entering the US. As Australian wine makers have only recently recovered from Chinese and Canadian tariffs, any US tariffs would deal a harsh blow to the industry.

    Is there any avenue for appeal?

    There is one thing that is clear about these tariffs. Their imposition will be in violation of both the WTO rules and the free-trade agreement.

    Both have provisions to settle disputes and Australia does have options for filing complaints. However, the rule of law and existing norms of the international order do not appear to be persuasive to the Trump administration.

    Despite this, it is important to note the US cannot force Australia to change its longstanding laws that protect consumers and ensure accessibility to medicines. This remains the choice of the Australian government.

    If the tariffs are introduced in the range of 2% to 8%, there may not be a significant direct economic impact. But they will have other consequences. Trade negotiations, and international agreements, are largely based on goodwill. These acts of the US will erode much of what has been built up over the past century.

    The downturn we are seeing in financial markets has so far been dismissed by the Trump administration as necessary. But if the correction turns into a crash, it may give President Trump pause. Given his lack of interest in negotiating, this may be the only thing that could change his mind.

  • MIL-OSI China: Green electricity trading sees sparkling growth

    More than 50 percent of China’s new energy power generation was consumed through market-based transactions last year, a milestone that underscores the significant progress of China’s electricity market reforms over the past decade, according to the country’s top energy authority.

    China’s national installed capacity for new energy reached 1.45 billion kilowatts last year, making up 43 percent of the country’s total installed capacity, figures released by the National Energy Administration reveal.

    The combined trading volume of green electricity certificates (GEC) meanwhile reached 446 billion kilowatt-hours, a dramatic 364 percent increase year-on-year. This means that roughly one-quarter of all new energy production realized its environmental value through the green certificate and green electricity market, it said.

    GECs are the sole proof of the environmental attributes of renewable energy power in China and serve as the only certificate for verifying renewable energy production and consumption, according to relevant rules.

    China’s issuance of green electricity certificates saw a significant increase in January as the country continues accelerating its push for sustainable development.

    The NEA issued 231.2 million GECs in January, including 94.74 million from wind power, about 40 percent of the total, 81.82 million from hydropower and 39.43 million from solar power, all of which represent an increase of 225 percent year-on-year.

    China introduced the GEC system as a pilot program in 2017. In December 2023, the NEA issued the first batch of GECs after being designated as the authority responsible for green electricity certificate management. By the end of January, China had cumulatively issued 5.19 billion green electricity certificates, according to the NEA.

    The figures highlight the deepening impact of power sector reforms initiated in 2015. Market-based electricity trading volume has surged from 1.1 trillion kilowatt-hours in 2016 to 6.2 trillion kWh in 2024 and now accounts for 63 percent of total electricity consumption nationwide.

    Inter-provincial and inter-regional market trading has seen even more dramatic growth, reaching 1.4 trillion kWh in 2024, a more than tenfold increase compared to 2016, according to the NEA.

    The number of participants in the market has also exploded. Registered market entities have increased nearly 20-fold, from 42,000 in 2016 to 816,000 currently. This diverse group includes power generators and consumers across various energy sources, from coal-fired plants to new energy and nuclear power facilities.

    Industry experts suggest that the continued deepening of China’s electricity market reforms is not only effectively promoting the consumption of clean energy, but also laying the foundation for a more efficient, flexible and sustainable power system, vital for China’s green energy transition and high-quality economic development.

    A major challenge for renewable energy is its variability and the potential for curtailment. Market-based transactions provide a mechanism to better match supply and demand, incentivizing consumption when renewable energy is available and reducing curtailment, said Lin Boqiang, head of Xiamen University’s China Institute for Studies in Energy Policy.

    China is deploying renewable energy at an unprecedented scale. To make this sustainable, it needs efficient mechanisms to consume this power. Market mechanisms are essential for managing the variability and scale of renewable generation, ensuring it’s not just installed but actually used, he said.

    “Market-based transactions allow for more efficient allocation of electricity resources. Prices signal scarcity and abundance, guiding generation and consumption decisions toward the most economically and environmentally sound options.”

    Hao Ruifeng, director of the NEA’s market supervision department, noted that China’s electricity market now boasts a comprehensive trading system, encompassing medium- and long-term contracts, spot markets, ancillary services and green electricity certificates and trading.

    Medium- and long-term trading is now operating routinely, and spot market development is advancing rapidly. Market mechanisms have become a crucial tool for optimizing electricity resource allocation across China, said Hao.

    China has maintained a new energy utilization rate above 95 percent. In 2024, green electricity trading volume reached 233.6 billion kWh, a year-on-year jump of 235 percent, according to NEA data.

  • MIL-OSI Australia: Net closes in murder investigation

    Woodville Gardens man Bill Frangos was murdered more than three hours before his Essex Street home was set alight in a bid to destroy evidence, Major Crime Investigation Branch detectives have revealed.

    In a significant development in the murder investigation, detectives have also revealed they believe those responsible for the murder returned to the scene in a distinctive grey Holden Commodore shortly before lighting the fire.

    CCTV has revealed just after 3.30am on 7 November 2024 the grey Commodore – which has a silver front bumper panel, damage to the front passenger door and a black tyre rim on the front passenger side – was parked on Ridley Grove at Woodville Gardens, a short distance from Mr Frangos’ Essex Street house.

    A man wearing a backpack was seen walking from the grey Commodore towards the Essex Street house and a short time later CCTV captured it erupting in flames.

    The vision also shows what detectives believe to be the same man then running back to Ridley Grove and leaving the area in a southerly direction in the grey Commodore.

    In December detectives released CCTV of a red Ford Falcon XR6 utility leaving the vicinity of the murder. New CCTV footage reveals two people returning to this vehicle before it leaves. Investigations have revealed these two people are male of African appearance.

    This vehicle has been seized by detectives as part of the investigation.

    This new CCTV footage captured the two men walking between Mr Frangos’ address and back to the utility parked in nearby Parker Street on a number of occasions between 10.30pm and midnight on 6 November 2024.

    Detectives believe the same two men are responsible for Mr Frangos’ murder and the subsequent arson attack on his home. It is believed the two men and Mr Frangos were acquainted and the murder is not random.

    Major Crime Investigation Branch Officer-in-Charge Detective Superintendent Darren Fielke appealed for anyone with information on the whereabouts of the grey Commodore or who knows of any individual associated with it to contact police.

    “It is a distinctive vehicle, particularly with the silver front bumper panel, that people will certainly recognise,’’ he said.

    “The investigation is now moving rapidly, but we are still seeking information from the public to obtain more evidence that will assist us in rebuilding the full picture of what happened that night.

    “We are confident there will be a resolution in the case as investigations continue. The net is closing in on those responsible for Bill’s murder. Now is the time to come forward with information.’’

    Anyone with any information on the grey Commodore or those associated with it during the evening of Wednesday 6 November and the early hours of Thursday 7 November are urged to contact Crime Stoppers on 1800 333 000.

  • MIL-OSI New Zealand: Climate and Science – Extreme atmospheric rivers could double in future climate – NIWA

    New Zealand could face twice as many of the most extreme atmospheric rivers by the end of the century, according to new research by the National Institute of Water and Atmospheric Research (NIWA) published today. Not only could the narrow bands of concentrated water vapour increase, but in the future rainfall from these ‘rivers in the sky’ is likely to make up a much bigger proportion of New Zealand’s total annual rainfall.
    The research, led by NIWA research assistant Felix Goddard, analysed the latest climate change projections released last year by NIWA and the Ministry for the Environment, and was recently published in the Journal of Geophysical Research: Atmospheres. 
    Co-author, NIWA climate scientist Dr Peter Gibson, says the study examined projections for the frequency and intensity of atmospheric rivers under a relatively high greenhouse gas emissions future. Only one scenario was investigated at this time.
    “Atmospheric rivers have been responsible for some of our biggest downpours in recent years, such as the West Coast flooding that took out the Waiho Bridge in March 2019, the widespread flooding in Westport in July 2021, and the exceptionally wet Auckland summer of 2022-2023. As an island nation surrounded by oceans, we experience atmospheric rivers when huge amounts of water vapour are transported down from the tropics and sub-tropics and make landfall. These ‘rivers in the sky’ cause heavy precipitation and flooding when they make landfall in New Zealand, producing extremely large rainfall totals, especially when they interact with mountainous terrain.”
    Dr Gibson says there are two reasons why atmospheric rivers are likely to increase in the future. “The first reason is that an overall warmer atmosphere can hold more water vapour, while the second reason why we may see an increase in atmospheric rivers is because of changes in wind patterns. Climate projections show changes to atmospheric circulation, with an intensification of the westerly jetstream over New Zealand with strong winds flowing west to east in the South Pacific region, and a shift of the jet towards the South Pole.”
    As well as finding that the most intense atmospheric rivers are likely to be more frequent and more intense, the researchers say that the phenomena may add up to 20 percent more to annual rainfall totals in some places. 
    “Overall, the biggest hotspot for these future changes is over the west coast of the South Island, where atmospheric rivers already often produce the largest impacts,” says Dr Gibson. 
    He says the latest climate projections for New Zealand, available on the Ministry for the Environment’s website, provide detailed information for every 5-kilometre square across the country. “The latest projections give us a much more comprehensive and detailed picture of our future climate. These updated climate change projections are based on refining the projections from six global climate models from the projections provided in the most recent report by the United Nations body that assesses the science related to climate change, the Intergovernmental Panel on Climate Change.”
    The more detailed information will enable better evidence-based discussion and choices, says Dr Gibson. “Development of these updated, high-resolution climate projections was a mammoth science and technology effort and involved huge supercomputing power. The dataset is now helping New Zealanders – including councils, companies and communities – to better understand their specific climate-related risks. In turn, this will improve decision-making for climate adaptation and support people to build resilience to extreme weather events.”
    More research is being undertaken by NIWA into specific climatic features in the projections, to provide clarity on the future climate New Zealanders are likely to face in the decades to come.

  • MIL-OSI China: PLA drills a ‘just and necessary’ move to safeguard peace in Taiwan Strait

    A Chinese mainland spokesperson on Monday said the drills conducted by the People’s Liberation Army (PLA) near Taiwan are a “just and necessary” move to safeguard national sovereignty and peace in the Taiwan Strait.
    The drills are also a resolute countermeasure to Taiwan leader Lai Ching-te’s act to propagate separatist fallacies aimed at “Taiwan independence” and his act to escalate tensions and confrontation across the Strait, said Chen Binhua, spokesperson for the Taiwan Affairs Office of the State Council.
    Chen stressed that “Taiwan independence” and peace in the Strait are as irreconcilable as fire and water.
    Since taking office, Lai has obstinately stuck to a separatist “Taiwan independence” stance and repeatedly advocated the new “two states” theory, asserting that the two sides of the Strait do not belong to each other, Chen said.
    The spokesperson also condemned Lai for escalating restrictions on cross-Strait exchange, and for intensifying collusion with external forces.
    Lai’s acts constitute gross provocations against the one-China principle, which have severely undermined cross-Strait relations, continuously pushed Taiwan closer toward the abyss of war, and gravely endangered peace and stability in the Strait, Chen added.
    Noting that the Taiwan question is at the core of China’s core interests and a red line that cannot be crossed, Chen warned the Lai-led authorities that provocations on the matter will only lead to their own destruction.

  • MIL-Evening Report: NZ has no dedicated database to track losses from weather disasters – without it, we’re planning in the dark

    Following the Trump administration’s abrupt cuts to USAID funding last month, the online international disaster database EM-DAT (normally funded by USAID) went dark for a week.

    EM-DAT collates data on the occurrence and impacts of thousands of mass disasters worldwide and records both human and economic losses in a publicly available dataset. It relies on various sources, including United Nations agencies and non-governmental organisations, but also news reports.

    The vulnerability of this database to the Trump administration’s cuts highlights the need for New Zealand to take charge of its own data on the damage caused by extreme events.

    Currently, New Zealand has no dedicated disaster loss database. This means we don’t know how much extreme weather events and other types of disasters are costing us.

    But as such events are becoming more frequent and more intense with worsening climate change, this lack of data is increasingly detrimental to our long-term prosperity.

    Two events in 2023 – Cyclone Gabrielle and the Auckland floods – illustrate this problem. They were by far the costliest weather disasters in New Zealand’s modern history and we know they were exceptionally damaging.

    But we don’t know the aggregate financial losses they caused, and the different sources shown in the table below provide conflicting numbers, none of them comprehensive.



    Without understanding the magnitude of the problem, our ability to prevent damage or recover from extreme weather is diminished. It is indeed difficult to manage what we don’t measure.

    In the face of these unknowns, most other countries, including Australia, are investing in the collection, collation and analysis of their own data to make informed decisions about disaster risk management. It is high time New Zealand did the same.

    The limits of New Zealand’s data on loss and damage

    Currently, data on extreme weather costs have come primarily from the Insurance Council of New Zealand (ICNZ) or from EM-DAT, whose data sometimes come from less reliable sources. New Zealand’s reliance on a private source and an international organisation leaves us with data that could charitably be described as fragmented, incomplete and unreliable.

    ICNZ figures showing insurance payouts for disasters are commonly used by the government and media as a proxy for total cost. But private insurance accounts for only a small share of the losses resulting from some extreme weather. Roads, bridges and many other parts of public infrastructure are not insured; many private assets are not insured either.

    Furthermore, wealthier communities tend to be better insured and hence receive higher payouts. The ICNZ data imply they experience more damages than poorer, less insured communities, even when that is not the case.

    As climate change brings more extreme weather, more homes will likely be under-insured.

    Globally, insurance tends to retreat when the risks become too high to be covered affordably. We expect that in the future a higher number of homes and businesses will be under-insured. Relying solely on data on insured damages will hence provide us with an increasingly partial picture of damages caused by extreme weather.

    The second main source of disaster loss data is EM-DAT. In principle, it aims to include all damage costs (not just insured ones), but the approach does not necessarily result in more accurate numbers.

    As the graph below shows, ICNZ can be counted on to provide reliable data for all large events, but there are frequent gaps in EM-DAT’s data for New Zealand. It is also clear that the difference between ICNZ private insurance payouts and total cost estimates from EM-DAT is too small to accurately reflect uninsured losses.



    In previous research (co-authored with Rebecca Newman) we identified other gaps in the EM-DAT international estimates of extreme-weather costs, most notably for wildfires, droughts and heatwaves.

    Damages from these events are largely uninsured and so are not included in the ICNZ data either. Yet their likelihood is increasing because of dramatic changes in our climate.

    We only have a partial picture, and a potentially very misleading one at that – both in terms of the size of the problem and how the problem is changing.
    Nevertheless, the data from the ICNZ and EM-DAT are still the best we have for understanding what is happening.

    When EM-DAT temporarily went offline last month following the termination of its funding from USAID, we received a crude reminder of how critical this resource is in the global context. How can we talk about disaster risk management and risk reduction when we have no idea what is going on?

    Effective policy relies on accurate data

    There are myriad ways in which a disaster-loss database for New Zealand could be used effectively by central and local government, insurance and banking companies, weather-exposed industries such as agriculture, community organisations and by individuals.

    Policies about flood protection, planned relocation (managed retreat), climate adaptation, insurance pricing, banking regulation, home loans and infrastructure maintenance should all be informed by knowledge of the risks from extreme-weather events and other hazards.

    A concrete example of how useful this data would be is for planned relocations. We need a clear perspective of the history of flood events in different communities and comprehensive assessments of past damages in order to quantify the future costs of relocations. Without these data, how can we decide which financial arrangements for relocation are fiscally sound?

    A comprehensive New Zealand disaster-loss database is possible. As a nation we have the datasets we need, but these are held within different government agencies and other organisations, with no centralised collection or reporting.

    Hidden there is everything we need to understand the current situation and plan better for the future. We just have to make the decision to invest in collecting and curating this data.

    Stats NZ would be the data’s logical host, given the agency’s extensive experience in collecting and posting data to help us organise our society. Cyclone Gabrielle and the Auckland floods should have convinced us we need this. Maybe EM-DAT going dark, and thus obscuring a worldwide risk, should convince us even more.

    Six local emergency service members have been recognised for their contributions to the Canberra community, with each receiving an ACT Community Protection Medal at a ceremony today.

    The Community Protection Medal was established in 2002 to acknowledge police and emergency services members who have made sustained and distinguished or outstanding service to the community.

    The medals are awarded each year, with Minister for Police, Fire and Emergency Services, Dr Marisa Paterson presenting medals to the recipients during a ceremony at Regatta Point today.

    Minister Paterson said that these six recipients embodied the best of our emergency service staff and volunteers.

    “I’m deeply impressed by the unwavering dedication of the people in these agencies in ensuring the safety and well-being of our community,” said Dr. Paterson.

    “Today’s award recipients are being acknowledged for their excellence in training, response, membership, and health and wellbeing, and they should all should be very proud of their work.”

    “They are true examples of the outstanding individuals within our emergency services. In times of crisis, they are the people who step up. We have seen this recently with our personnel heading to Queensland.”

    Olympia, WA — Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee and a senior member and former Chair of the Senate Health, Education, Labor and Pensions (HELP) Committee, held a press conference at the Washington State Capitol in Olympia to sound the alarm on the massive, steep cuts to Medicaid that House and Senate Republicans in Washington, D.C. are right now working to pass via their budget reconciliation bill, which only requires a simple majority of votes to pass in each chamber. In Washington state, 38 percent of children, one in six adults, three in five nursing home residents, and three in eight people with disabilities are covered by Apple Health. House Republicans have proposed cuts of at least $880 billion to Medicaid and other health care programs, which would have devastating consequences for Washington state’s health care system and everyone who relies on it. In Fiscal Year 2023, Washington state received over $12.5 billion in federal Medicaid funding, accounting for 57 percent of all federal funding to the state—cuts to federal Medicaid funding would severely exacerbate Washington state’s budget deficit, since the state would have to make up for the shortfall to try and minimize the loss of crucial health care services.

    “Cuts to Medicaid at the scale Republicans are directing will mean hospitals and clinics—especially in our rural areas—will close their doors. Moms and babies will lose health coverage. Seniors will be cut from home care services and forced out of long-term care facilities. Wait times for care will skyrocket, labor and delivery services will close, and people who need lifesaving mental health care—or help recovering from addiction—will suffer… Nearly half of kids in America get their health care through Medicaid—that is the program Trump, and Elon, and Republicans are aiming their wrecking ball at,” Senator Murray said at the press conference today.

    “House Republicans directed the Energy and Commerce committee to find $880 billion dollars worth of Medicaid cuts—because they need the room in the budget to extend Trump’s tax cuts for the richest Americans,” Senator Murray continued. “If you don’t want to see people kicked off their health care, if you don’t want to see hospitals close their doors in your community, then this is the time to get loud, pick up the phone, and tell Republicans in Congress to stop listening to Donald Trump and Elon Musk who want tax breaks for their billionaire buddies, and start listening to your constituents who just want to stay on their health care.”

    Republicans have offered various proposals to drastically cut Medicaid, all of which would mean cutting services and kicking people off their health care coverage. For example, 782,000 Washingtonians, or 42 percent of adults on Medicaid in Washington state, would be at risk of losing coverage if Republicans institute so-called work requirements, which been proven not to increase employment—but rather strip health coverage from people with low incomes, most of whom are already working full or part-time, or not working due to circumstances like school or caregiving responsibilities. Reducing the federal match rate for states like Washington that expanded Medicaid under the Affordable Care Act, another idea that has been discussed, would force Washington state to spend $2,754,000,000 more to maintain its Medicaid expansion, and threaten coverage for 647,416 people in Washington. Removing or lowering the 50 percent floor on federal Medicaid match rates would shift costs to states dramatically, and would mean Washington state would have to pay an additional $1,197,000,000, or 18 percent every year.

    “I first became aware of the good that government can do for our families when Washington state led the country in expanding Medicaid in 1993, because of brave legislators who knew that it was the right decision. And it was a decision that changed my family’s trajectory—my sister… was born with complex disabilities and my dad’s civilian government employee insurance from the Puget Sound Naval Shipyard was good, but wouldn’t have covered everything that she needed to survive. And my story is just like so many stories across the district, across the state, and across the country,” said U.S. Representative Emily Randall (WA-06). “In our rural community on the Olympic Peninsula, we have hospitals in Forks, in Port Angeles, in Elma, that are already hanging by a thread, that are struggling to keep providers employed and keep their doors open, to continue providing lifesaving care to folks who have nowhere else to go. But if this administration and the Republicans in Congress are effective and successful in delivering $880 billion dollars of cuts to people’s health care, those hospitals will have to close their doors, leaving our community without health care.”

    “Drastically cutting Medicaid would eliminate a lifeline for thousands of people in Eastern and Central Washington,” said Washington state Senator Marcus Riccelli (D-Spokane). “It will mean a loss of comprehensive services to people, including access to primary care, behavioral health, and dental care. By delaying this care, we will see a flood of people end up in already burdened emergency rooms, particularly in rural areas where hospitals are already on the brink of cutting services or closing their doors. Simply put, cutting Medicaid will mean cutting lives short in Washington state.”

    “Medicaid cuts of this massive scale would be devastating for access to care and can lead to significant preventable health harm,” said Dr. Crystal Shen, a Seattle-area pediatrician with the Washington Chapter of the American Academy of Pediatricians. “Medicaid cuts would mean that clinics are at risk of significantly limiting Medicaid access in order to keep their lights on, or could even be at risk of closing. This would lead to families having to travel even farther and wait longer for access to care, or perhaps not being able to access care at all. This means kids would miss out on care that they need and show up in emergency rooms sicker… Pediatric specialist access could become even more limited geographically and even longer waits, when some already have wait times of a year or even longer. Some pediatric specialty departments have even closed due to losing staff due to Medicaid funding challenges… If massive cuts cause clinics or specialty departments to close, then all children in that area may be impacted, not just children on Medicaid. These are difficult to re-open once they are closed, and entire communities, especially rural communities, could lack access to essential medical care. I have seen firsthand the great lengths that parents will go to help their children access medical care, whether traveling for hours or waiting months.”

    “Medicaid is a lifeline for so many of my patients. It ensures expectant parents receive essential care, seniors access long-term support, and working families stay healthy while striving to make ends meet. Cutting Medicaid will further destabilize our healthcare system by forcing clinics and hospitals throughout our state to close, leaving patients with even fewer options,” said Justin Gill, DNP, APRN, RN, President of the Washington State Nurses Association. “These cuts will make our jobs as nurses even more difficult. We will struggle to coordinate care, secure medications, and order necessary tests and diagnostics for our patients. The burden of navigating an already complex system will only grow, further contributing to burnout and workforce shortages. There is a difference between those that make reckless policy decisions, like cutting Medicaid, and those of us that are in the trenches doing the work. When I see a patient, I am accountable for the care and direction I provide. I wonder if any lawmakers supporting these cuts will apply that same standard of accountability when they decide on how to vote.”

    “My care is very high. I have a feeding tube. I love it in my own home. I can do whatever I want to do. I can go anywhere I need or want, but require a caregiver for safety… Staff take care of my physical needs because I can’t take care of myself due to my disability. My staff supports me with medications and they help me to get to and from appointments. They support my social activities. I cannot go anywhere without my caregivers. I wish I could do all these things for myself, but I cannot. I like my freedom. Everyone deserves to have the quality of life to work and live in their own home in the community. Please do not make cuts to Medicaid. These cuts would be very harmful to myself and those like me. This would affect me and my living situation drastically because I would be forced to live in an institution,” said Julie Clark, a self-advocate who relies on services paid for by Medicaid to live a full and independent life.

    Nationwide, nearly half of children in America are enrolled in Medicaid and the Children’s Health Insurance Program (CHIP), and Medicaid pays for nearly half of births in the U.S. Medicaid also pays for services for 2 in 3 nursing home residents and pays for home-based services for close to 2 million seniors—allowing them to age safely at home—as well as close to 3 million people with disabilities and other health conditions. Cutting Medicaid will lead to accelerated hospital closures, particularly in rural areas. Medicaid also covers 1 in 4 people with a mental health or substance use disorder, and serves as the largest payer for mental health and substance use services for communities nationwide amid an ongoing overdose and opioid epidemic made worse by an influx of fentanyl. Recent polling from KFF Health found 82 percent of adults think Medicaid funding should either increase or stay the same and large majorities of people across parties, those who voted for Trump in 2024, and adults living in rural areas say the program is “very important” for their local community. Polling from Hart Research found that 71 percent of voters who backed Trump said cutting Medicaid would be unacceptable, and voters overall were even more opposed to it.

    “We are here because, back in the Other Washington, Republicans are getting ready to launch an all-out assault on a program that tens of millions of Americans, including 1.8 million people in our state, rely on for health care—and that is Medicaid.

    “Last month, House Republicans passed a budget resolution with $880 billion—that’s a ‘b,’ billion—dollars in cuts, with Medicaid in the crosshairs—explicitly laying the groundwork for legislation later this year that will cut Americans off their health care, force our rural hospitals to close their doors, and blow a massive hole in states’ budgets…

    “Including here in Washington state, where we received over twelve-and-a-half billion dollars in Medicaid funding in Fiscal Year 2023 alone.

    “One in five people in Washington state rely on Medicaid for their health care coverage, including three in eight people with disabilities, three in five seniors, and nearly forty percent of children.

    “Make no mistake: Medicaid saves lives.

    WASHINGTON, D.C. – On Friday, U.S. Senators Rand Paul (R-KY), Ron Wyden (D-OR), Cynthia Lummis (R-WY), and Raphael Warnock (D-GA), alongside Representatives Harriet Hageman (R-WY), Nikema Williams (D-GA-5), and Thomas Massie (R-KY-4), filed a bipartisan, bicameral amicus brief urging the U.S. Supreme Court to reverse the Eleventh Circuit’s ruling in Martin v. United States, which undermines Congress’s clear intent to hold federal law enforcement accountable under the Federal Tort Claims Act (FTCA).

    This case centers around a mistaken, forceful raid by federal agents who stormed the wrong home in the early hours of the morning. The family inside was jolted awake by a flashbang grenade exploding within their walls. This raid subjected the Martin family to extreme psychological and physical distress. Despite the evident toll on these innocent individuals and the assault they suffered, the Eleventh Circuit’s ruling denies them any legal recourse under the FTCA—the very law Congress amended to ensure federal accountability for wrong-house raids. The decision guts the protections Congress established and threatens Americans’ ability to seek justice when harmed by federal agents.

     

    “Congress specifically designed the FTCA to ensure that individuals harmed by government wrongdoing—such as the wrongful raiding of an innocent person’s home—have a means of recourse. By blocking Trina Martin’s right to seek redress, the Eleventh Circuit’s decision not only undermines Congress’ intent and the FTCA’s fundamental purpose but also sets a dangerous precedent that places government misdeeds beyond accountability. We must ensure that when the government makes a mistake, citizens can hold it accountable and seek justice. This case is a critical step in preserving that protection,” said Dr. Paul.

     

     “The brief filed by this bipartisan group confirms what the text of the federal statute says,” said Patrick Jaicomo, a Senior Attorney at the Institute for Justice. “If federal police harm innocent people while raiding the wrong house or engaging in other unlawful activity, the government will make their victims whole.”

     

    In Martin v. United States, the Eleventh Circuit ruled that victims of the wrong-house raid could not recover damages due to the Supremacy Clause, despite the FTCA’s explicit purpose to hold federal law enforcement accountable for wrongful actions. Congress introduced the FTCA’s law enforcement provision specifically to protect citizens harmed in cases like these, yet the Eleventh Circuit’s stance nullifies that protection—leaving innocent Americans vulnerable to unchecked government power.

     

    The Supremacy Clause was intended to assert the primacy of federal statutes—not to obstruct claims explicitly permitted by Congress. The bipartisan, bicameral brief makes it clear that if the Eleventh Circuit’s interpretation is upheld, it will fundamentally undermine the FTCA’s role in federal accountability, allowing agents to act with impunity and without fear of recourse from innocent citizens.

     

    By overturning the Eleventh Circuit’s decision, the Supreme Court would reinforce the FTCA as Congress intended— empowering Americans to hold federal agents accountable for intentional harms, particularly in cases like these that carry such personal and constitutional significance.

    Port au Prince- 16 March 2025: Médecins Sans Frontières/Doctors Without Borders (MSF) strongly condemns the intentional opening of fire upon four of its vehicles while they were seeking safety for their staff amid escalating violence in Port au Prince, Haiti. 

    The escalating violence close to the Turgeau Emergency Centre has forced MSF to suspend again its activities in the hospital on the 15th of March and evacuate its teams from the hospital as a precautionary measure. During one of the evacuation movements, the MSF identified convoy was repeatedly and intentionally fired upon, despite prior coordination with authorities. While fortunately no one was killed, our staff suffered minor injuries.

    “This attack serves as stark reminder that no one is safe amidst the ongoing violence between armed groups and law enforcement. Despite our precautions, we have been targeted and this is unacceptable. We urgently call on all parties for the respect of medical staff, facilities and patients at all times,” says Benoit Vasseur, Head of Mission for MSF in Haiti.

    Since end of February, the situation in Turgeau, where MSF runs a Referral and Emergency Centre, has worsened sharply. On March 12 alone, our Emergency Centre treated 27 victims of violence, including women and children, from the surrounding area. During the night of March 14-15, the violence escalated further. Armed groups moved within meters of the hospital, threatening to turn it into a frontline. “We had to make the painful decision to suspend activities at the MSF Turgeau Emergency Centre to protect our staff and patients. Currently, it is impossible to continue operations at the hospital, but we are committed to reopening our facility as soon as the situation allows us to do so safely,”says Benoit Vasseur.

    Before suspending activities, MSF successfully referred all patients from the Emergency Centre to other medical facilities. Between February 24 and March 2, our teams at the Turgeau Emergency Centre treated 314 patients. In February 2025 alone, our teams conducted over 2,500 medical consultations and more than 400 physiotherapy sessions at the Turgeau Emergency Center.

    This is the second time in less than four months that MSF has been forced to suspend operations at the health facility. On November 22, 2024, MSF halted all activities in Port-au-Prince following multiple attacks and repeated threats against medical staff. After months of engagement with authorities and assurances from all parties regarding the protection of MSF’s medical mission, the organization partially resumed operations in January, reopening the Turgeau hospital on January 20, 2025.

    However, the resurgence of violence and the deliberate attack on our vehicles during this evacuation make it clear that these assurances and engagements with authorities have failed to translate into real safety for our staff and patients.

    Our MSF team has been providing emergency medical care in Turgeau since 2021. MSF maintains multiple medical programs in other areas of Port au Prince and Haiti, notably for maternal and newborn care, severe burns, trauma and victims of sexual violence. Continuing these vital medical services requires clear guarantees about the security of our movements.

     — Following the devastating storms that struck Missouri on March 14, 2025, Governor Mike Kehoe and the Department of Elementary and Secondary Education (DESE) took immediate action to support impacted school districts and ensure students can safely return to the classroom as soon as possible.

    Early assessments show the storm impacted nearly two dozen school districts, with many sustaining damage to buildings, including:

    • Significant power loss
    • Major structural damage
    • Temporary or potential long-term displacement of students and educators

    “While I am disheartened to see the damage that a number of Missouri schools faced from Friday night’s storm, I am incredibly grateful that these storms did not hit while school was in session,” said Governor Kehoe. “Now that the storms have passed and we are turning our attention to recovery, we must prioritize ensuring our children can safely return to school to continue their education and prevent any academic delays.”

    As part of this response, DESE is working closely with impacted school districts as they identify alternative education sites and work to secure transportation for students. The department is also working to ensure impacted districts are not financially penalized under the state education foundation formula for days they are unable to operate.

    “We began working on this issue early Saturday morning and have been in close contact with Governor Kehoe since the very beginning,” said Commissioner Karla Eslinger. “Our top priority is ensuring students and educators can safely return to learning environments. I am speaking directly to impacted school leaders to ensure we’re making rapid progress to help schools recover. We appreciate Governor Kehoe’s leadership and support during these challenges.”

  • MIL-OSI USA: Governor Kehoe Seeks Joint Damage Assessments in Preparation for Major Federal Disaster Declaration Request

     — Today, Governor Mike Kehoe announced the state has requested the Federal Emergency Management Agency (FEMA) participate in joint preliminary damage assessments (PDAs) for Individual Assistance in 23 counties following the severe storms and deadly tornadoes that devastated Missouri March 14-15. This request begins the process of obtaining federal disaster assistance.

    “As I observed during my visit to impacted areas this weekend, these storms and tornadoes caused widespread, devastating destruction and disrupted the lives of families and business across the Missouri,” said Governor Kehoe. “The State Emergency Management Agency (SEMA) has been working closely with local emergency management officials, and we are confident the damage meets the threshold for FEMA to participate in joint damage assessments.”

    Joint PDAs are being requested for the following counties: Bollinger, Butler, Camden, Carter, Franklin, Howell, Iron, Jefferson, Laclede, New Madrid, Oregon, Ozark, Pemiscot, Perry, Phelps, Pulaski, Reynolds, Ripley, St. Louis, Stoddard, Wayne, Webster, and Wright.

    Joint PDA teams are made up of representatives from FEMA, SEMA, the U.S. Small Business Administration and local emergency management officials. Beginning Thursday, March 20, six teams will survey and verify documented damage to determine if Individual Assistance can be requested through FEMA. Individual Assistance allows eligible residents to seek federal assistance for temporary housing, housing repairs, replacement of damaged belongings, vehicles, and other qualifying expenses.

    Initial damage assessments estimate approximately 368 houses were destroyed, 356 with major damageand 1,058 with minor damage. Damage assessments for roads, bridges and other public infrastructure are ongoing, likely resulting in a request for additional PDAs for Public Assistance later this week.

    The National Weather Service (NWS) continues to survey damage and debris patterns to determine the total number and strength of tornadoes. NWS has preliminarily confirmed the following 12 tornadoes as of March 16:

    Outages continue to decrease as power is restored. As of 6:00 p.m., fewer than 13,000 customers remained without power – down from 47,000 at 2 p.m. Sunday. The State Emergency Operations Center remains activated to assist in the recovery process, assess ongoing needs and coordinate resources as requested by local partners and emergency management.

    Volunteer and faith-based organizations also continue to support response efforts and provide support services to those in need. The Red Cross of Missouri continues to provide meals and emergency supplies and operate shelters. Missouri Baptist Disaster Relief is assisting individuals and families with debris removal. Convoy of Hope is providing water and other emergency supplies, and the Salvation Army also continues to provide meals to those in impacted counties.

    Police have arrested and charged two people following a shooting in Highland Park in January.

    At about 9.46pm on Thursday 16 January Police were after three males entered a premises on Dunrobin Place and assaulted a man before a shot was fired.

    Counties Manukau East CIB Area Investigations Manager, Detective Senior Sergeant Dean Batey, says the victim received a serious gunshot injury and was transported to hospital.

    “Following extensive investigations by our team, two people have now been charged with wounding with intent to cause grievous bodily harm and are currently before the court.

    “Although we knew that those involved in this incident were known to each other, there is no doubt the incident would have been deeply concerning for people who live nearby.

    “Police take these matters extremely seriously and will continue their work to hold people to account,” Detective Senior Sergeant Batey says.

    A 32-year-old man has been remanded in custody and will reappear in Manukau District Court on 6 June charged with wounding with intent to cause grievous bodily harm.

    A 23-year-old man charged with wounding with intent to cause grievous bodily harm and unlawful possession of a firearm will reappear in Manukau District Court on 11 April.

    As the matter is now before the court, Police are limited in providing further comment.

    Upper Cleddau Flats landfill, known colloquially as ‘Little Tahiti,’ extends inland from the Tutoko and Cleddau Rivers.

    Department of Conservation Operations Manager, Te Anau, John Lucas, says the clean-up is a legacy from an infrastructure project which took place 70 years before DOC was created.

    Gravel was removed from Little Tahiti to construct Milford Road, and afterwards the site was used as a landfill, until the mid-1980s.

    “DOC, Environment Southland and Ministry for the Environment have been collaborating on this site since investigations uncovered contaminants like asbestos at levels posing a potential risk to human health and the environment,” says John.

    The 8200 m2 landfill also contains waste material and rubbish, along with heavy metals, building materials, hydrocarbons like petroleum, and general municipal waste.

    Located 100 m off the main SH94, Little Tahiti is closed to the public and is not a visitor destination. Material is buried and contact is limited to those assessing the site.

    John says high-priority remedial work is needed to address the contamination and erosion risk.

    “We are seeing more frequent high intensity rainfall events in Milford, like the 2020 floods, which did significant damage across DOC’s network of tracks in the region, including the Milford Track.”

    An earlier weather event in 2019 caused a landfill to breach in South Westland, spilling buried waste into the Fox River and sending it 21 kilometres downstream through Westland Tai Poutini National Park into the Tasman Sea – resulting in the need for a massive clean-up, dubbed Operation Tidy Fox.

    “What happened at Fox River highlights the pressing need to address Little Tahiti as soon as possible to avoid a similar environmental incident,” says John.

    Funding to clean up Little Tahiti is split, with DOC funding 50% while the rest was sourced from the Ministry for the Environment’s former Contaminated Sites Remediation Fund before it closed.

    The Little Tahiti Landfill has been awarded $2,024,700 for remediation works from the Ministry.

    MfE Waste Investments Manager Lara Cowan says the Ministry is pleased to be able to support the remediation of Little Tahiti and enable DOC to proactively address a site at risk of exposure in such a special place for New Zealanders. The Ministry continues to fund projects like Little Tahiti through the newly opened Contaminated Sites and Vulnerable Landfills Fund.

    The remedial work at Little Tahiti will likely affect State Highway 94 with some traffic delays, and increased truck movements on the road to Milford Sound while underway. It’s expected to take two and a half months.

    “Public safety is paramount while work is being carried out,” says John Lucas.

    “There will be notifications as early as possible on the visitor information networks for Milford Sound and SH94 Milford Road updates.”

    A programme to identify broken sewer pipes on private and public property is playing its part to improve Porirua Harbour’s health, with hundreds of repairs being carried out since the initiative began.
    Porirua City councillors were briefed on the Knowing Your Pipes programme at a workshop last Thursday. The project, led by Wellington Water Ltd (WWL), began four years ago to identify and fix problem areas causing pollution in Te Awarua-o-Porirua Harbour.
    To locate faults, a WWL drainage investigation crew identify and trace pollution caused by broken pipes. Where pipes are privately owned, property owners are required to take action to repair them.
    Since 2021, a total of 571 private wastewater and stormwater faults have been identified in Porirua. Of these, only 38 major faults are yet to be fixed, with almost half of these being in Kāinga Ora properties and scheduled for works.
    While most private property owners will voluntarily fix faulty pipes, from time to time there can be a delay in owners taking action. When a fault is found, the programme follows a structured process to notify and remind owners of repairs that are needed.
    At the workshop, officers outlined those steps, as well as the enforcement process and a financial assistance programme, where a repair can be paid for over time.
    Porirua Mayor Anita Baker says it is pleasing to see that there has been a high fix rate, with most property owners playing their part in restoring the health of our harbour.
    “The recent signing of the Porirua Harbour Accord underscores how important this issue is.
    “We all have a role to play – on both private and public land.”
    Faults found on the public network are fixed as part of the infrastructure maintenance programme. Since  Knowing Your Pipes began, 41 major public faults have been found. All but 10 of these have been fixed, with the rest in train.
    The newly minted Porirua Harbour Accord, signed in February between Te Rūnanga o Toa Rangatira, Porirua City Council, Greater Wellington Regional Council, Wellington City Council, and WWL, alongside stakeholders, community groups, and organisations dedicated to improving the harbour’s health, sets the strategic context for Knowing Your Pipes, the workshop briefing noted.

    Rain and cooler temperatures in Southland have lowered the fire danger, prompting Fire and Emergency New Zealand to move the district back to an open season at 8am on Tuesday 18 March.
    Fire and Emergency Southland District Manager Julian Tohiariki says this means permits will no longer be required to light an open-air fire in most of the district.
    There is still a restricted fire season in place around plantation forests, Awarua Wetlands, and Department of Conservation land.
    “We appreciate those people across Southland who have taken care with planned fires over the dry summer period, and ask everyone to stay vigilant when lighting fires in an open season,” Julian Tohiariki says.
    “The wind will remain a factor through to autumn, so Southlanders need to keep this in mind when lighting fires.
    “If you want to light a fire, you should still go to www.checkitsalright.nz to check the conditions in your location, and for advice on fire safety.
    “Make sure you have everything you need to contain the fire and extinguish it safely, and keep checking it afterwards.”

    Bradley Burke receives his commendation from DCO Bill Johnstone

    Jeffcott Fire Brigade Captain Bradley Burke has received the Chief Officer’s Commendation for Courage after risking his life to rescue a truck driver from a burning vehicle, in late 2023.

    It was while driving through Jeffcott in the state’s northwest, Captain Burke saw a semi-trailer carrying grain leave the road and crash into trees. 

    Acting instinctively, he pulled over and ran toward the wreckage. 

    “I saw the truck veer off and thought he was avoiding a bump, but then he kept going straight into the trees,” Captain Burke said. 

    “The first thing I did was ring my brother James also a CFA member, who was only 6 minutes away. 

    “He called 000 to alert emergency services.  

    “As I approached the crash, my first thought was, ‘I need to find the driver.’ The door was pinned against a tree, but I heard him inside.” 

    Finding the driver wedged between the seats, he realised the driver’s side door was blocked. 

    “I had to tear away the bonnet, break the glass, and climb onto the engine bay to reach him,” he said. 

    As he worked to free the driver, fire ignited near the rear of the cabin and spread quickly. 

    “By the time I pulled him free, flames were spreading.” 

    Despite sustaining lacerations, Captain Burke pulled the driver to safety through the broken windscreen. 

    Not long after he had freed the driver, the truck was fully engulfed in flames. 

    “James stayed on the phone to 000 and rendered first aid until paramedics arrived. Which allowed me to organise more CFA appliances to respond to the scene, as the fire was starting to get away.  

    “Thankfully crews arrived quickly and were able to stop it spreading.” 

    The driver was taken into the care of paramedics and has since made a full recovery. 

    “You don’t think, you just do it. The priority was getting him out and making sure no one else was inside,” Captain Burke said.  

    CFA District 18 Assistant Chief Fire Officer Gavin Wright praised Captain Burke’s actions. 

    “He acted with incredible bravery under extreme pressure,” Gavin said.  

    “His quick thinking and determination saved a life that day, and his actions are truly worthy of this recognition.” 

    Upon receiving his award at Donald Fire Station on Saturday night, Captain Burke insisted he was just doing his job. 

    “It’s humbling to receive this award, but my only thought was getting the driver out safely, I didn’t think about anything else,” he said. 

    “I just happened to be in the right place at the right time. If it were me in that truck, I’d hope someone would do the same. 

    “It’s what we do as firefighters. We’re here to protect our communities, and that’s all I was trying to do.” 

    Captain Burke is now one of just 19 recipients of the Chief Officer’s Commendation for Courage since its introduction in 2012.

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) has opened a third Disaster Loan Outreach Center (DLOC) in Los Angeles County to assist small businesses, private nonprofit (PNP) organizations, and residents affected by the wildfires and straight‑line winds occurring Jan. 7-31.

    The new center, located in Pacific Palisades, provides a one-stop resource where SBA customer service representatives are available to meet individually with business owners and residents to answer questions and assist with the disaster loan application process. No appointment is necessary, but walk-ins are welcome. Those who prefer to schedule an in-person appointment in advance can do so at appointment.sba.gov.

    “When disasters strike, SBA’s Disaster Loan Outreach Centers perform an important role by assisting small businesses and their communities,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the U.S. Small Business Administration. “At these centers, our SBA specialists help business owners and residents apply for disaster loans and learn about the full range of programs available to support their recovery.”

    Businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    Applicants may be eligible for a loan increase of up to 20% of their physical damages, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include insulating pipes, walls and attics, weather stripping doors and windows, and installing storm windows to help protect property and occupants from future disasters.

    The SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and private nonprofit organizations impacted by financial losses directly related to these disasters. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are available for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    Interest rates are as low as 4% for small businesses, 3.625% for nonprofits, and 2.563% for homeowners and renters, with terms up to 30 years. Interest does not begin to accrue, and payments are not due, until 12 months from the date of the first loan disbursement. The SBA determines eligibility and sets loan amounts and terms based on each applicant’s financial condition.

    The SBA encourages applicants to submit their loan applications promptly. Applications will be prioritized in the order they are received, and the SBA remains committed to processing them as efficiently as possible.

    An area of low pressure over the U.S. Southwest began to collide with humid air flowing north on March 14, 2025. The combination powered a destructive weather front that unleashed a chaotic weekend of winds, thunderstorms, hail, dust, and wildfires as the front pushed east through several U.S. states.
    Dust streamed northeast across Texas and Oklahoma behind a line of thunderstorms when the VIIRS (Visible Infrared Imaging Radiometer Suite) on the NOAA-21 satellite captured this image on March 14, 2025. Amidst the blanket of dust, smoke plumes are visible streaming from wildland fires burning near several towns in Oklahoma, including Camargo, Iconium, Langston, Leedey, Maramec, Merrick, Orlando, Pawhuska, and Stillwater.
    In Oklahoma, hurricane-force winds gusted up to 85 miles (137 kilometers) per hour, triggering a massive dust storm and fanning fast-moving grass fires that caused the state’s governor to declare a state of emergency in 12 counties. The high winds and fires damaged more than 400 homes and structures, including at least 70 homes in Stillwater that were destroyed. The extreme weather also caused tens of thousands of power outages and triggered deadly traffic accidents.
    More than 170,000 acres of land burned, according to The Oklahoman. Many fires raged in parched grasslands that had been abnormally dry and drought-prone in recent weeks, according to the U.S. Drought Monitor.
    “Wildfires are really many hazards at once,” said Doug Morton, a remote sensing scientist at NASA’s Goddard Space Flight Center, citing dangers including the direct threat to life and property, health hazards posed by the smoke, and issues of visibility that make road and air travel dangerous. “In Oklahoma, the mixture of dust and smoke compounded the problem and led to treacherous conditions,” Morton said.
    The same storm system generated dozens of tornadoes, some of which touched down in Arkansas, Missouri, Illinois, Indiana, Mississippi, Alabama, and Georgia, taking dozens of lives and flattening homes in several communities.
