  • MIL-OSI USA: Duckworth, Cohen Renew Push to Help Improve School Bus Safety and Protect Our Kids

    [WASHINGTON, D.C.] – Today, U.S. Senator Tammy Duckworth (D-IL)—a member of the U.S. Senate Committee on Commerce, Science and Transportation (CST)— and U.S. Representative Steve Cohen (D-TN-09) reintroduced legislation to help keep our kids safe as they travel to and from school. The School Bus Safety Act of 2025 would implement safety recommendations from the National Transportation Safety Board (NTSB) to make school buses safer by ensuring there are seat belts at every seat and buses are equipped with safety measures like stability control and automatic braking systems. The bill would also create a grant program to help school districts modify school buses to meet these important safety modifications.

    “No parent should have to worry about the safety of their children when they get on a school bus—but school buses often lack seat belts and other basic safety equipment that every parent demands,” said Senator Duckworth. “Nothing is more important than protecting our children, which is why I’m proud to be reintroducing the School Bus Safety Act with Rep. Cohen to help prevent school bus accidents, make accidents less severe and implement other commonsense safety recommendations that will save lives.”

    “There is no more precious cargo than children entrusted by their parents for a bus ride to school,” said Rep. Cohen. “The commonsense measures recommended by the NTSB and called for in this legislation will save young lives. I am pleased to reintroduce this legislation with Senator Duckworth to make school buses across the country safer while helping financially strapped school districts modify their school bus fleets to meet the new specifications. We’ve seen too many deaths and serious injuries in school bus accidents in Tennessee and elsewhere, and it is past time we act to protect young lives.”

    The School Bus Safety Act would require the Department of Transportation issue rules requiring all school buses to include:

    • A 3-point safety belt, which includes a seat belt across a lap as well as a shoulder harness to help protect passengers by restraining them in case of a collision.
    • An Automatic Emergency Braking System, which helps prevent accidents and crashes by detecting objects or vehicles ahead of the bus and braking automatically.
    • An Event Data Recorder (EDR) that can record pre- and post-crash data, driver inputs, and restraint usage and when a collision does occur.
    • An Electronic Stability Control (ESC) System that will use automatic computer-controlled braking of individual wheels to assist the driver remain in control of the vehicle.
    • A Fire Suppression System, which addresses engine fires.
    • A Firewall that prohibits hazardous quantities of gas or flame to pass through the firewall from the engine compartment to the passenger compartment.

    According to the National Highway Traffic Safety Administration (NHTSA) 1,082 people have died in school transportation-related crashes between 2013 and 2022, which saw a total of 976 crashes.

    They make us laugh. They are usually waiting for us when we get home from work and school. They give us unconditional love. They are often our best friends. And they depend on us for everything: food, water, healthcare. They are our pets and part of the family.
    Our pets also depend on us when emergency strikes. Are you ready with your pet preparedness plan?
    Your Pet Preparedness Plan — Prepare Ahead for Your Pet’s Needs
    When it comes to planning for emergencies, pet owners should consider their pets too. With some simple preparations now, you can make sure your pet will be protected, safe and healthy during and after any emergency. In the middle of a disaster, or when you know one is imminent, you may not have time to prepare for the specific needs of your pet. Now is the time for pet preparedness planning, and here are some tips.

    Stock at least a 1-week supply of food and fresh water on hand for your pet, as well as a 1-week supply of medication, if your pet takes medication.
    Include copies of your pet’s vaccination records and other medical records in your pet preparedness kit. Include information about your pet’s insurance policy, if you have one.
    Experts suggest that you also include photos of your pet to help others identify them in case you and your pet become separated.

    How to Weather Emergencies With your Pet and How to Evacuate Safely if Necessary
    If you experience an emergency like a hurricane or flood, bring your pet indoors as soon as local authorities say a storm is coming. Stay indoors, preferably in a room with few or no windows, until you know it’s safe. Take your pet preparedness kit and other disaster supplies with you if you move from room to room.
    If you need to evacuate your home, it is important to bring your pet with you. You can find out from your local emergency management agency which emergency shelters allow pets.
    If you cannot take your pet when you evacuate and must leave them in your home, put a Rescue Alert Sticker on your door to let people know there is a pet inside.
    Pet Preparedness for Large Pets and Smaller Pets, Like Fish
    Having larger and smaller pets during an emergency can pose additional challenges. While dogs and cats are relatively easy to transport and evacuate to a shelter, what do you do with your horse, or fish that are in an aquarium or pond?
    If you have large animals such as horses, cattle, sheep, goats or pigs on your property, make sure they all have some form of identification. Map out primary and secondary evacuation routes in advance and identify the vehicles or trailers that would be needed for transporting and supporting each type of animal. If you need to evacuate with larger animals, make sure that your emergency destination has food and water, as well as access to veterinary care and handling equipment. If you need to evacuate and cannot take your larger animals, you will need to decide how and where to move them to shelter or if it’s better to turn them outside.
    There are some basic guidelines for dealing with fish in aquariums or ponds during a power outage. Experts recommend you do not feed your fish during a power outage. Most fish can survive days or even weeks without food. During the winter, if you lose power, you can insulate your aquarium with something like a blanket or newspapers. An alternate power source, like a generator, can run the heater, pump, and filter. If you must move your fish, you can use a heavy-duty zip-top plastic bag and fill the bag with one-third water and two-thirds air. Alternatively, you can use a bucket, tub, or large jar. It is important that you NOT release your pet fish into local waterways. Introducing non-native fish species is harmful to local waterways. If you cannot keep your fish because of an impending emergency, experts recommend taking them to a pet store.
    Helping Your Pet Adjust After an Emergency
    You and your pet have made it through the emergency, but your pet doesn’t seem normal and is displaying unexpected behaviors. Well-behaved pets may become aggressive or defensive after a major disruption in their lives, and it may take several weeks for them to return to normal. Keep an eye on your pet and give him or her plenty of time to rest; however, if your pet remains extremely anxious or has other behavioral or health problems afterward, contact your veterinarian.

    Welcome and greetings to all of you in this important budget webinar. Investing in People, Economy and Innovation – This is a theme that defines the roadmap of developed India. You can see its impact on a very large scale in this year’s budget. Therefore, this budget has emerged as a blueprint for India’s future. We have given as much priority to infrastructure and industries in investment as we have given to People, Economy and Innovation. You all know that capacity building and talent nurturing work as the foundation stone for the country’s progress. Therefore, now in the next phase of development, we have to invest more in these areas. For this, all the stakeholders will have to come forward. Because, this is necessary for the economic success of the country. And at the same time, it is also the basis for the success of every organization.

    The vision of Investment in people is standing on three pillars – education, skill and healthcare! Today you are seeing how India’s education system is going through a huge transformation after several decades. Big steps like the National Education Policy, expansion of IITs, integration of technology in the education system, use of the full potential of AI, digitization of textbooks, work of providing learning materials in 22 Indian languages, many such efforts are going on in mission mode. Due to these, today India’s education system is matching the needs and parameters of the 21st century world.

    The government has provided skill training to more than 3 crore youth since 2014. We have announced plans to upgrade 1,000 ITI institutes and create 5 centres of excellence. Our aim is that the training of the youth should be such that they can meet the needs of our industry. In this, we are taking help from global experts and ensuring that our youth can compete at the world level. Our industry and academia have the biggest role in all these efforts. Industry and educational institutes should understand each other’s needs and fulfill them. The youth should get a chance to keep up with the rapidly changing world, they should get exposure, they should get a platform for practical learning. For this, all stakeholders will have to come together. We have started  the PM-internship scheme to provide new opportunities and practical skills to the youth. We have to ensure that the maximum number of industries participate in this scheme at every scale.

    We have announced 10 thousand additional medical seats in this budget. We are keeping the target of adding 75 thousand seats in the medical line in the next 5 years. Tele-medicine facilities are being expanded in all Primary Health Centres and in all these areas. Through day-care cancer centres and digital healthcare infrastructure, we want to take quality healthcare to the last mile. You can imagine how big a change this will bring in people’s lives. This will also create many new employment opportunities for the youth. You have to work equally fast to bring these on the ground. Only then will we be able to make the benefits of the budget announcements reach more and more people.

    In the last 10 years we have also looked at investment in the economy with a futuristic approach. As you know, India’s urban population is estimated to reach 90 crores by 2047. Such a large population requires planned urbanization. For this, we have taken the initiative to create an Urban Challenge Fund of Rs 1 lakh crore. This will focus on governance, infrastructure and financial sustainability, and will also increase private investment. Our cities will be known for sustainable urban mobility, digital integration and Climate Resilience Plan. Our private sector, especially real estate and industry, should focus on planned urbanization and take it forward. Everyone has to work together to take forward campaigns like Amrit 2.0 and Jal Jeevan Mission.

    Today, when we are talking about investment in the economy, we need to pay special attention to the possibilities of tourism. The tourism sector is expected to contribute up to 10% to our GDP. This sector has the potential to provide employment to crores of youth. Therefore, many decisions have been taken in this budget to promote domestic and international tourism. 50 destinations across the country will be developed with a focus on tourism. Giving infrastructure status to hotels in these destinations will increase the ease of tourism and will also boost local employment. The scope of the Mudra scheme for home-stays has also been expanded. Tourists from all over the world are being attracted through the campaigns ‘Heal in India’ and ‘Land of the Buddha’. Efforts are being made to make India a global level tourism and wellness hub.

    When we talk about tourism, apart from the hotel industry and transport sector, there are new opportunities for other sectors in tourism as well. Therefore, I would say that our health sector stakeholders should invest in promoting health tourism, grab this opportunity. We should also use the full potential of yoga and wellness tourism. We also have a lot of scope in education tourism. I would like that there should be detailed discussions in this direction and we should move forward in this direction with a strong roadmap.

    The country’s future is determined by the investment being made in innovation. Artificial Intelligence can give growth of several lakh crores of rupees to the Indian economy. Therefore, we have to move fast in this direction. In this budget, 500 crores have been allocated for AI-driven education and research. India will also establish the National Large Language Model to develop the capabilities of AI. In this direction, our private sector also needs to be one step ahead of the world. The world is waiting for a reliable, safe and democratic country that can provide economical solutions in AI. The more you will invest in this sector now, the more advantage you will get in the future.

    Now India is the third largest startup ecosystem in the world. The government has taken several steps in this budget to promote startups. A corpus fund of Rs 1 lakh crore has been passed to promote research and innovation. This will increase investment in emerging sectors along with the Deep Tech Fund of funds. A provision of 10 thousand research fellowships has been made in IIT and IISc. This will promote research and provide opportunities to talented youth. Innovation will gain momentum through the National Geo-spatial Mission and National Research Foundation. We will have to work together at every level to take India to new heights in the field of research and innovation.

    Gyan Bharatam Mission, and I hope you all come forward in this word, the announcement of preserving the rich manuscript heritage of India through Gyan Bharatam Mission is very important. More than one crore manuscripts will be converted into digital form through this mission. After which a national digital repository will be created so that scholars and researchers from all over the world can know about India’s historical and traditional knowledge and wisdom. The government is setting up a National Gene Bank to preserve India’s plant genetic resources. The aim of this initiative of ours is to ensure genetic resources and food security for the coming generations. We have to expand the scope of such efforts. Our different institutes and sectors should become partners in these efforts.

    In February itself, we all have the great observations of the IMF about the Indian economy. According to this report, between 2015 and 2025… between 2015 and 2025, in these 10 years, the Indian economy has registered a growth of sixty six percent, i.e., 66 percent. India has now become a 3.8 trillion-dollar economy. This growth is more than many big economies. That day is not far when India will become a 5 trillion-dollar economy. We have to move ahead in the right direction, by making the right investments, and expand our economy in this way. And implementation of budget announcements also plays a big role in this, all of you have an important role. 

    My best wishes to all of you. And I am confident that by announcing the budget for the last few years, we have broken the tradition of, you do your part and we do ours. We sit with you before making the budget, even after making the budget, even after announcing it, we sit with you to implement the things that come up. Perhaps this model of public participation is very rare. And I am happy that this brainstorming program is gaining momentum every year, people are joining with enthusiasm, and everyone feels that the things we talk about before the budget are more important than the things that are useful in implementation after the budget. I am sure that this collective brainstorming will play a huge role in fulfilling our dreams, the dreams of 140 crore countrymen. My best wishes to all of you.

    WASHINGTON, D.C. — Today, House Democratic Caucus Chair Pete Aguilar and Vice Chair Ted Lieu were joined by Congressional Progressive Caucus Chair Greg Casar and New Democrat Coalition Chair Brad Schneider for a press conference highlighting House Democrats’ unity against the Republican Budget that cuts Medicaid to pay for tax cuts for billionaires. 

    CHAIRMAN AGUILAR: Good morning. Pleased to be joined with my colleague Ted Lieu, Vice Chair of the Democratic Caucus, as well as Greg Casar, the Chair of the Congressional Progressive Caucus and the Chair of the New Democratic Coalition, Brad Schneider.

    Last week, House Democrats from every corner of our Caucus voted against the House Republican Budget, which cut Medicaid $880 billion to pay for tax cuts for billionaires. We want to make health care more affordable and more available to the American people. This is in stark contrast to Republicans who voted to kick children off their health care and to put seniors at risk.

    As President Trump prepares for tonight’s speech, it’s clear that Democrats are on the side of working people, while Republicans are only looking out for their billionaire friends. Trump and Republicans have broken their promise to lower costs on day one, which was his commitment, to focus on tax giveaways for corporations and billionaires who don’t need any more help. In fact, Trump’s reckless tariffs, just announced last night, will raise prices on gas, produce at grocery stores, beer, lumber to build homes, crude oil and parts that make cars.

    As families struggle to make ends meet, Democrats are united against Trump and Elon Musk dismantling the services that families rely on, while steering more taxpayer dollars to themselves and their billionaire friends. They’re dismantling the VA health care and laying off thousands of veterans, as Trump stands with Putin and risks our national security. Tonight, we expect the President to put on a master class in dishonesty. We expect the President will focus not on everyday Americans, but on his friends and his ego. No matter what he says, he cannot change the damage he’s done already and the fact that his agenda is going to raise prices for everyday Americans. 

    Vice Chair Ted Lieu.

    VICE CHAIR LIEU: Thank you, Chairman Aguilar. Honored to be here with Representatives Greg Casar and Brad Schneider. I want to tell you about a meeting I had today with Vote Vets. They brought in a number of veterans who were fired, and I want to tell you a story about one of them. Her name is Eileen. She is an Air Force veteran. She then went to work for FEMA. She’s in a rural part of Alabama. She was one of the first to volunteer with FEMA to deploy to Hurricane Helene. On President’s Day, she got an email firing her with no notice, and she couldn’t even go back to her office. They sent her UPS boxes saying, ‘You put your government cell phone and laptop in this box and you ship it back to us.’ A few days later, she had to go out to a field where her supervisor from FEMA had to walk out and give her her box from her items at her office. She has two kids, four and 10. She now has no job. 

    This is not how we should treat veterans, not how we should treat federal employees, not how we should treat any American. And this is what Donald Trump did to her. And he’s done that to a large number of federal employees. And if you look at the federal workforce, about one in four are veterans. This is not how they should be treated, and most of these actions are simply brazenly illegal. We have a number of court cases being filed. We’re winning a number of those cases. Others are going to go into litigation, and I call on the Administration to stop illegally firing our veterans and other federal employees. 

    I also now want to touch on the subject of tariffs. You’ve seen with the indiscriminate tariffs that the President has both imposed and threatened to impose, that not only is the stock market tanking, but also inflation is up, consumer sentiment is down, and the Atlanta Fed has now predicted that we’re going to contract this quarter in terms of GDP. That is shocking, and that is all because of actions of one person, the President, who is massively harming our economy. 

    And then, I’d like to conclude now on Ukraine. I don’t know why Donald Trump is scared of Putin. He clearly is. He acts like he’s scared of Putin. And right now, with his pause in funding to Ukraine, I just want to let Ukrainians know to please hang in there. The President of the United States cannot extend that pause because it would be illegal. Congress, on a bipartisan basis, appropriated that funding to Ukraine. Ukraine is going to get that funding. And with that, I’d like to introduce our amazing Representative from Austin, Texas, Greg Casar. He has done a fantastic job as leader of the Congressional Progressive Caucus.

    REP. CASAR: Thank you so much Vice Chair Lieu and Chairman Aguilar. I also want to thank New Dems Chairman Brad Schneider, who I’m proud to call a partner in the fight to protect Medicare, Medicaid, Social Security and the American people.

    Tonight, millions of Americans will tune in to watch the President address a Joint Session of Congress. I do not know what Trump will say, but I can guarantee you that he is going to lie to the American people and not tell the truth about what MAGA Republicans in Congress want to do to you right now. So let me say it clearly, whatever political games that Donald Trump plays tonight, whatever lies he tells and whatever show he puts on, people watching at home should know that Trump and House Republicans want to steal your health care, steal your taxpayer money and hand it over to their billionaire buddies and to their donors.

    In Congress, Republicans are advancing a budget that would end Medicaid as we know it. And Elon Musk is trying to cut your Medicare and your Social Security. Social Security that seniors earned throughout their lifetime is what Elon Musk just recently called a ‘Ponzi scheme.’ I’ll say it again. Elon Musk just called Social Security, ‘the biggest Ponzi scheme of all time.’ That’s right, a guy that makes $8 million per day from federal government contracts thinks that seniors getting $65 a day from Social Security is a ‘Ponzi scheme.’ Their plan is plain and simple: guys like Elon Musk get richer and you get screwed. 

    But here’s the good news, Democrats are united and fighting back to protect your Social Security, your Medicare and your Medicaid. New Democrats, Congressional Progressive Caucus Democrats, the two biggest ideological caucuses here in the Congress, have put out a joint letter that includes 100% of our members from our two Coalitions saying we will not vote to cut your Medicare, your Medicaid and your Social Security. Over 200 House Democrats showed just in a matter of days that we are united with the American people in this fight. So while we may not all agree on every single issue, we are saying with one voice, hands off Medicare, hands off Medicaid and hands off of Americans’ Social Security.

    So now the question becomes: will any three House Republicans grow a backbone? Will any three House Republicans do the right thing and act like U.S. Representatives instead of like Trump employees, and join us? Because if three Congressional House Republicans join together with Democrats to do the right thing, there will be no Social Security cuts. We can prevent cuts to Medicaid and Medicare and to Social Security. But if House Republicans choose instead unanimously to come after Social Security and Medicaid and Medicare, then they will own the terrible consequences for working people.

    Thank you so much. And now I’d like to hand this over to my partner, the Chairman of the New Democratic Coalition, Brad Schneider.

    REP. SCHNEIDER: Thank you Chair Casar, Chairman Aguilar, Vice Chair Lieu. It’s good to be standing here with you in one common voice. 

    Before I read my prepared remarks and talk about our joint letter, I want to touch on what Vice Chair Lieu talked about, veterans. I have the privilege of representing Naval Station Great Lakes in North Chicago, Illinois. Every single sailor, recruit, who enlists in the Navy shows up in North Chicago for 10 weeks of basic training. I’ve had the privilege of attending those graduations. I see those 17-, 18-, and 19-year-old young people, men and women, who say, ‘I want to serve my country. I want to put on the uniform of the United States, go to places I do not know, do things I have no idea if I’ll be able to do, to protect the American people and the American way of life.’ Many of those people serve two years, four years. Many serve 20 years or more. All of them, committed and dedicated to bettering our country. And many of them, when they finish their service, are not done serving our country. They go to work with the federal government. 

    They’re dedicated federal workers who are serving their nation in their local communities, many here in Washington. They’re the people who work in Social Security, the Forest Rangers in our national parks, the folks who provide care at VA hospitals, and they are the ones who are getting the letters from Elon Musk and DOGE in the middle of the night saying, ‘Your service is no longer desired and we no longer value your performance.’ 

    This is wrong, and this is weakening our country, and this is why we are standing before you united to say it has to stop. I’m very proud that the CPC, Congressional Progressive Caucus, New Democrat Coalition, others have come together. We’ve made a very strong statement. I’m proud to lead 110 members of the New Democrat Coalition in joining in that statement, saying, ‘We cannot allow dangerous cuts to programs that Americans have actually paid for out of their hard earned dollars.’ Medicare, Medicaid, Social Security. 

    The headline is and should be, House Democrats are united, in deep contrast to what we’re seeing from our Republican colleagues. While the Democrats are focused on lowering costs, Republicans are pushing a budget that will result in cuts to health care and benefits that have been earned by hard working Americans. While Democrats are focused on making our community safe, Musk and DOGE are firing thousands of employees who help keep planes in the sky, prevent diseases like bird flu and measles from spreading and serve our veterans after they complete their service to our nation. 

    Democrats are working tirelessly to bring down prices of everyday products, while President Trump, just today, levied 25% taxes on the American consumer that will raise costs for groceries, for cars and trucks, gasoline, new construction for houses and many other everyday products. Meanwhile, President Trump and Congressional Republicans are doing everything they can to give a free ride to oligarchs like Elon Musk and his wealthy billionaire friends, and they’re putting the burden for all of this on our seniors, our children, our first responders, on people who educate our children, build our houses, work on the factory floor, who take care of our communities and tend to us when we are sick. It is these hard working people who are in the crosshairs of the Republicans’ actions. 

    One of these people is my guest tonight. Adam Mulvey is a 20-year Army veteran who served three tours in Iraq and one in Afghanistan. He’s one of 6,000 of these veterans we’ve talked about who was fired between February 13th and 24th. He works, or worked, at Lovell Federal Health Care Center. James A. Lovell Center is the only hospital in our country that serves both veterans and active military and every one of those recruits I just mentioned. His job was to help provide emergency management services, planning and preparing in the case of a tornado or another emergency or even an active shooter. He served 35,000 veterans in our area, tens of thousands of active duty sailors and other military members and the 40- to 50,000 people each year who go through Naval Station Great Lakes. 

    We all believe government should be efficient, but Trump and Musk are taking a sledgehammer to Americans’ lives and our livelihoods. And I am proud to stand with all of my colleagues here today saying it has to stop. Thank you, and I am proud to yield back to Chairman Aguilar.

    Frogs and other amphibians rely on the surrounding environment to regulate their body temperature. On hot days they might seek shade, water or cool spaces underground. But what if everywhere is too hot?

    There is a limit to how much heat amphibians can tolerate. My colleagues and I wanted to work out how close amphibians are to reaching these limits, globally.

    Our new research, published today in Nature, shows 2% of the world’s amphibians are already overheating. Even when they have access to shade and moisture, more than 100 species are struggling to maintain a viable body temperature.

    If global temperatures rise by 4°C, nearly 400 species (or 1 in 13 amphibians) could be pushed to their limits. However, this assumes access to shade and water, so it’s probably an underestimate. Habitat loss, drought and disease will likely make even more amphibians vulnerable to heat stress.

    Here is why that matters — and what we can do about it.

    Finding the missing pieces of the puzzle

    The critical thermal maximum is the temperature beyond which an ectothermic (“cold-blooded”) species simply cannot function.

    In laboratory experiments, it is defined as the temperature that renders the frog or salamander unable to right themselves when flipped on their back, or when they start having muscular spasms.

    At this temperature, they are incapacitated and unable to escape. If amphibians stay under those conditions for extended periods, they will eventually die.

    First, we searched the scientific literature for data on heat tolerance in amphibians and compiled a database. This database covers more than 600 species, but that’s only 7.5% of amphibians on Earth. Knowledge of the heat tolerance of amphibians from tropical regions and the Global South is especially sparse.

    To build a global picture, we needed to fill those gaps. We used statistical models to predict the heat tolerance of species missing from the database.

    Think of it like solving a puzzle: if a piece is missing, we can make an educated guess of what it looks like, based on the pieces around it.

    By using what we know about a species’ biology and how its relatives cope with heat, we can predict how much heat it is likely to tolerate. With this approach, we estimated heat tolerance limits for more than 5,000 amphibian species — around 60% of all known species.

    We then compared each species’ tolerance limits to temperatures experienced over the past decade, as well as future conditions under different climate scenarios. That allowed us to see which species could be pushed over the edge by extreme heat events.

    Intensifying threats

    We found 2% of amphibians (about 100 species) are probably already overheating. This is an optimistic scenario, assuming they always have access to shaded and humid conditions. In reality, many amphibians live in disturbed habitats, where shade and water are in short supply.

    If global temperatures rise by 4°C, the number of vulnerable species jumps from 2% to about 7.5%. That’s nearly a fourfold increase, meaning almost 400 species — 1 in 13 amphibians — could be pushed to their heat tolerance limits.

    We also found some interesting regional patterns. In the southern hemisphere, tropical species are most exposed to overheating. However, in the northern hemisphere, species outside the tropics often face higher risk. This underscores how local temperatures and species-specific tolerance limits matter more than just the distance from the equator, challenging common assumptions about the greater vulnerability of tropical species.

    Local extinctions — where a species can no longer survive in a particular area — may occur if extreme heat events become too frequent. Amphibians often cannot just hop to cooler places. Many cannot relocate to different areas because they depend on specific wetlands, steams and ponds to breed and feed. If these habitats disappear or become too hot, some amphibians may have nowhere else to go.

    Thermal refuges

    Dense vegetation and reliable water sources act like natural air conditioners for amphibians. Our results show that if amphibians can stay hydrated and cool, many can survive heatwaves. Yet climate change is rapidly making these moist refuges more scarce.

    With increasing deforestation, habitat disturbance, and droughts, amphibians are losing their ability to cope with the heat. Active efforts to protect, restore, and connect forested areas and wetlands are increasingly needed to boost their chances of survival.

    Cutting greenhouse gas emissions is also crucial. It’s clear every fraction of a degree counts. Keeping climate warming as low as possible will reduce the risk of sudden, widespread overheating events, not only for amphibians but also for countless other species.

    Time to act

    More than 40% of all amphibians are already threatened with extinction, making them especially vulnerable to climate change.

    But if we protect and restore forests, wetlands, ponds, and streams — and reduce carbon emissions — many species may stand a chance.

    More research on amphibians is needed. Our statistical models help us predict which species are most at risk, but these predictions cannot replace on-the-ground research.

    By studying these species directly, we can better understand the threats they face and optimise conservation efforts. This is particularly needed in the lesser-studied areas of South America, Africa and Asia.

    Amphibians have been around for millions of years. They are part of our cultural heritage and play vital roles in balancing ecosystems. Let’s not lose them to a climate crisis we hopefully still have time to fix.

    President Donald Trump’s declaration of a “national energy emergency” on his first day in office – and which he reiterated during his address to Congress on March 4, 2025 – might have seemed to echo other national emergencies, like those presidents declared in the wake of the Sept. 11, 2001, terrorist attacks and to deal with the COVID-19 pandemic in 2020.

    But there has never before been a national energy emergency. During the energy crises of the 1970s, President Jimmy Carter declared local or regional energy emergencies in a handful of states. These actions suspended some environmental regulations, such as air-pollution limits for coal-fired power plants, for very short periods to make sure those states’ residents had enough electricity.

    When a president declares a national emergency, he claims significant powers under the National Emergencies Act, which allow him to take steps to solve the emergency. In this situation, Trump might seek to override environmental regulations, order utility companies to buy power from particular power plants, or invoke the Defense Production Act to secure materials needed for power plant construction.

    Six weeks into his presidency, Trump had not taken any action to address this emergency, though during his speech to Congress he said he wants to increase drilling and build a new natural gas pipeline in Alaska. And Trump’s discussion of energy policy has not directly referred to the consumer price hikes expected as a result of the 10% tariffs he imposed on Canadian oil, gas and electricity starting on March 4, 2025.

    Critics of the president’s declaration have described it as a “giveaway” to the fossil fuel industry in the form of looser regulations and measures to make it easier to drill for oil on government-owned land. In fact, the executive order’s definition of “energy” excludes energy generated from wind and solar, as well as efforts to conserve energy – all of which were major parts of the Biden administration’s energy strategy.

    As someone who has studied energy markets for decades, I have seen several events that might qualify as energy-related emergencies, such as meltdowns at nuclear power plants around the world, shortages of electricity and natural gas, and massive power blackouts.

    But over the past 15 years, the United States has become a global energy superpower even without any emergency declarations. The advent of hydraulic fracturing unleashed a wave of oil and gas production, even as U.S. energy demand barely budged. In a time of such energy abundance, there is no clear emergency on the scale of the energy crises of the 1970s. But there are some causes for concern.

    Big increases in domestic production

    One goal Trump’s declaration sets out is to increase what the executive order calls the nation’s “energy security.” Usually that phrase refers to an ability to operate using energy produced within the U.S. rather than overseas – particularly from countries that have long-standing conflicts or disagreements with the United States.

    Based on raw numbers, however, the U.S. is already quite energy secure. In 2023, the nation produced nearly 13 million barrels of oil per day, which is more than any country has ever produced in the history of the oil business. Since 2015, when a federal ban on oil exports was lifted, the U.S. has been increasing the amount of oil it exports every year. And for the past several years, the U.S. has been the world’s leading exporter of gasoline, sending 10% of its total annual production to other countries.

    Since the start of the shale-fracking boom in the mid-2000s, U.S. production of natural gas has also been increasing. The country’s natural gas exports have also risen over the past 10 years, though they have been limited by the number of ports that can handle liquefied natural gas cargo.

    Still a net importer of oil

    The U.S. produces plenty of oil to meet its demands, but not the kinds of oil that American refineries are designed to process into useful fuels.

    Therefore, despite the increases in domestic production, the U.S. is still a net importer of crude oil. In 2023, the U.S. imported almost twice as much oil as it exported.

    And U.S. refineries’ output of gasoline and heating oil depends on imported oil. Most oil refineries in the U.S. are quite old and were engineered to process so-called “heavy” crude oil produced in countries such as Canada, which is historically the United States’ biggest source of imported oil.

    Most of the recent increase in U.S. oil production comes from hydraulic fracturing of shale and is so-called “light” crude oil. Refining light crude would require new refineries or a major reengineering of existing refineries, with new equipment, expanded capacity or both.

    Making those changes would be very expensive. So refinery owners are hesitant to make these kinds of investments because there is a risk that the investments won’t pay off. Because U.S. refineries produce so much gasoline and have limited capacity, the U.S. also continues to import some refined petroleum fuels such as jet fuel.

    A fragile power grid

    Concern over the nation’s aging electric power grid is another focus of Trump’s energy emergency declaration. Experts have been issuing warnings for years. A 2024 study on the national transmission grid commissioned by the U.S. Department of Energy has concluded the U.S. needs to double the size of the grid in the next couple of decades.

    For the first time in nearly half a century, the U.S. is facing the prospect of rapidly increasing electricity demand. The demand for power has always gone up and down a bit with population and the health of the economy, but this time is different. Growth in electricity demand is now driven by the construction of massive data centers and by electrification of cars and heating and cooling systems. The Department of Energy reports that data center electricity use in particular has tripled in the past 10 years and could easily double in the next few years. At that rate, data centers could account for over 10% of all electricity demand in the country before 2030.

    The U.S. supply of power generation in many regions is not ready for this surge in demand. Many power plants – particularly the older ones and those that burn coal – have shut down in the past several years, driven by a combination of economic pressures and environmental regulations. Building new power plants in many parts of the U.S. has become bogged down in regulatory red tape, public opposition and economic uncertainty. The North American Electric Reliability Corp., which develops standards for grid reliability, has placed over half of U.S. states at some level of risk for not having enough power generation to meet anticipated future demand.

    Will declaring an emergency help?

    Under Trump’s energy emergency declaration, the administration seems likely to take actions that will make it easier to drill for more oil and gas. And the federal government may also make it easier to build power plants that run on coal, natural gas and possibly nuclear fuel.

    But expanded fracking, in and of itself, will probably not address any energy security issues in the U.S., unless there are major investments in refineries to handle the increased oil production. Reducing the barriers to building power plants addresses a much more pressing problem, but the country would still need to expand the transmission grid itself, which does not get as much attention in the president’s declaration.

    Time will tell whether the energy emergency declaration will be used to solve real problems in the nation’s energy supplies, or whether it will be used to further bolster oil and gas producers that have already made the U.S. a global energy powerhouse.

    Sustainable e-Fuel production pioneer INERATEC today formally agreed a  €40 million venture debt loan with the European Investment Bank (EIB) and €30 million grant with Breakthrough Energy Catalyst. The combined €70 million backing will finance construction of Europe`s largest sustainable e-Fuel production plant in Frankfurt and e-Fuel research and development of future, key steps in decarbonising aviation.

    The new e-Fuel financing was announced at the EIB-Group-Forum taking place this week in Luxembourg and underscores the strategic importance of e-Fuels in decarbonizing hard-to-abate sectors such as aviation. The new investment will enable INERATEC to scale up production capacity and commercialize its innovative reactor technology, which converts green hydrogen and CO2 into synthetic aviation fuel. The committed project funding, confirmed earlier this year, represents a significant step in commercialisation of INERATEC’s Power-to-Liquid technology, accelerating the transition towards a net-zero future.

    Transforming the Energy Landscape with e-Fuels

    INERATEC’s production process uses hydrogen, which is then combined with CO2 from biogenic sources like biogas plants or industrial emissions, using INERATEC’s Power-to-Liquid technology. This approach enables the production of synthetic crude oil, which can be processed into a range of synthetic fuels, including Sustainable Aviation Fuel (SAF), marine fuels and e-Diesel. The use of CO2, which would otherwise be released into the atmosphere, reduces the carbon-footprint of the fuel and will help to cut carbon emissions.

    At the production site outside Frankfurt, the main feedstock is supplied from the industrial park: the CO2 comes from a biogas plant that recycles waste, and the hydrogen is a by-product from an existing chlorine production facility. By utilizing compact and modular production units, INERATEC’s approach ensures efficient scalability and adaptability to different production sites.

    Beyond sustainable fuels for aviation, the synthetic oil that INERATEC produces can also be used as a base chemical for different sustainable products like plastics. This extends the contribution of INERATEC’s technology to sustainable supply for the chemical industry.

    Scaling Up to Meet Market Demand

    After building and operating plants at demonstration and industrial pilot scale, INERATEC now focuses on scaling up production and optimizing commercial deployment. The funding commitment backed by the EIB and Breakthrough Energy Catalyst will enable the company to deliver commercial-scale production, ensuring a steady supply of e-Fuels to meet increasing market demand and is critical in making synthetic fuels economically viable.  

    The plant will produce up to 2,500 tons of e-Fuel annually that will be delivered to the aviation sector, among others. One long haul flight between Frankfurt and New York uses 80 tons of kerosene. e-SAF from INERATEC could make flying on this route more sustainable by replacing fossil kerosene fully or partially on many flights. This clearly shows the importance of increasing the e-SAF production capacities beyond a pioneer plant. 

    The political requirement to shift to more sustainable forms of energy is supported by the European ReFuelEU Aviation-regulation which requires Airlines to use a minimum e-SAF blend of 1.2% by 2030, creating market opportunities.

    Bridging Innovation and Climate Goals

    The collaboration between INERATEC and the EU-Catalyst Partnership demonstrates how public and private sector partnerships can drive the commercialization of innovative and clean climate technologies. By building on past EU grant support and leveraging new investment mechanisms, this partnership provides a blueprint for scaling up other clean energy solutions.

    Accordingly, it shows the EU’s commitment to support innovative technologies that will help EU industry becoming cleaner and stay competitive. The lending by the EIB is made possible thanks to the support of the InvestEU programme, which is backed by an Innovation Fund top-up guarantee. The Innovation Fund is financed by the EU Emissions Trading System.

    The transformation of the European industry to clean technologies is being driven by a number of technological innovations, including the efficient production of hydrogen. EIB supports the latter by also funding an electrolysis-project by the Dresden-based start-up Sunfire. Sunfire and INERATEC were partners in a research project in 2019, when both enterprises for the first time demonstrated the production of sustainable e-Fuels from air-captured CO2 and solar power in a fully integrated plant.

    EIB Vice-President Nicola Beer said: “The EIB is committed to a competitive net-zero economy, especially in hard-to-decarbonize sectors like aviation. Through partnerships such as the EU-Breakthrough Catalyst initiative, we’re enabling a green transition for transport and are ultimately contributing to making prices of e-Fuels more economical.”

    Background information

    The EU-Catalyst partnership was launched in 2021 at COP26 in Glasgow by EU-President Ursula von der Leyen, EIB-President Werner Hoyer and Bill Gates, with the aim to develop large-scale green tech projects based in Europe and boost investments in critical climate technologies. The Partnership creates a blueprint for public-private support for clean tech innovative technologies.

    The European Investment Bank, as implementing partner of the Commission under InvestEU, has been tasked to deploy for the benefit of this partnership up to €420 million, made available from both Horizon Europe (EUR 200 million), and the Innovation Fund, which has committed EUR220 million. Breakthrough Energy Catalyst mobilizes equivalent private capital and philanthropic grants to fund the selected projects. The EU-Catalyst Partnership does not exclude potential additional contributions from EU Member States or other private partners that decide to further support the projects.     The European Investment Bank (ElB) is the long-term lending institution of the European Union, owned by its Member States. It finances investments that contribute to EU policy objectives.   • MIL-OSI Global: Carolina wildfires followed months of weather whiplash, from drought to hurricane-fueled floods and back to drought

    Scores of wildfires broke out across North Carolina, South Carolina and Georgia in early March 2025 as strong winds, abnormally dry conditions and low humidity combined to kindle and spread the flames.

    The fires followed a year of weather whiplash in the Carolinas, from a flash drought over the summer to extreme hurricane flooding in September, and then back to drought again. A storm system on March 5, 2025, was likely to douse many of the fires still burning, but the Southeast fire season is only beginning. Wake Forest University wildfire experts Lauren Lowman and Nick Corak put the fires and the region’s dry winter into context.

    Why did the Carolinas see so many wildfires?

    Most of North and South Carolina have been abnormally dry or in moderate drought since at least November 2024. Consistently dry conditions through the winter dried out vegetation, leaving fuel for wildfires.

    When the land and vegetation is this dry, all it takes is a lightning strike or a man-made fire and wind gusts to start a wildfire.

    Hurricanes did flood the region in late summer 2024, but before that, the Carolinas were experiencing a flash drought.

    Flash droughts are extreme droughts that develop rapidly due to lack of precipitation and dry conditions in the atmosphere. When the atmosphere is dry, it pulls water from the vegetation and soils, causing the surface to dry out.

    In August and September, Tropical Storm Debby and Hurricane Helene caused extensive flooding in the two states, but the Carolinas received little rainfall in the months that followed, leaving winter 2025 abnormally dry again.

    How unusual are fires like this in the region?

    Fires are historically fairly common in the Carolinas. They’re a natural part of the landscape, and many ecosystems have evolved to depend on them.

    Carnivorous plants such as Venus flytraps and pitcher plants rely on frequent fire activity to remove shrubs and other plants that would grow over them and block the light. Even some wildlife depend on fire for their habitats and for food from the mix of native plants that regrow after a fire.

    The expected return periods for wildfires – how often fires have historically burned in a region – range from one to 10 years for the Piedmont and Coastal Plains in the east and 10 to 40 years in the Appalachian Mountains. However, many unplanned fires today are put out. That means underbrush that would normally burn every decade or so can build up over time, fueling more intense fires when it does burn.

    Some ecosystems rely on fire.

    To avoid that overgrowth, land managers conduct annual prescribed fires to try to mimic that natural fire activity in a controlled way. These controlled burns are critical for removing vegetation that otherwise could provide additional fuel for more intense and damaging wildfires.

    Is dryness like this becoming more common?

    Extreme weather events are becoming more common across the U.S., including in the Southeast and the Carolinas.

    Increasing temperatures mean the atmosphere can hold more moisture, amplifying how much water it can draw from the land surface and eventually drop in heavier storms. That can lead to more extreme storms and longer dry periods. In humid regions like the Southeast, where there is an abundance of dense vegetation, periods of warm, dry conditions that dry out that vegetation will increase the risk of wildfire.

    According to the U.S. Drought Monitor, the southeastern U.S. experienced more droughts than other regions in the country in the first two decades of the 21st century.

    The weather variability also makes it harder to clear out forest undergrowth. Prescribed burns require that vegetation be dry enough to burn but also that winds are calm enough to allow firefighters to manage the flames. Studies show those conditions are likely to become less common in the Southeast in a warming world. Without that tool to reduce fuel, the risk of intense wildfires rises.

  • MIL-OSI Global: What’s behind Erdoğan’s calculated shift on Kurds and its potential consequences

    On March 1, the start of the holy month of Ramadan — observed by most of Turkey’s Sunni population — the imprisoned leader of the banned Kurdistan Workers’ Party, Abdullah Öcalan, made a historic call for the party to disarm and end its 40-year-long armed struggle against the Turkish state.

    Though seemingly unexpected, this call for peace — made a few weeks before Nowruz, the Kurdish New Year, on March 20 — followed months of negotiations between Turkey’s ruling coalition made up of President Recep Tayyip Erdoğan’s Justice and Development Party (AKP), Devlet Bahçeli’s Nationalist Action Party (MHP) and Kurdish officials.

    In a political landscape long shaped by conflict, Erdoğan’s recent overtures to Kurdish political forces mark a striking shift. In his speech during his party’s congress in Trabzon earlier this year, Erdoğan emphasized the unity and shared history among Turks and Kurds — the latter of whom have long been victims of imperialist designs of dividing the region and have been a mainstay of his populist rhetoric.

    Change of course on the Kurds

    Erdoğan’s speech suggested not only a willingness to re-engage with Kurds but also the possibility of a broader political compromise.

    In October 2024, Erdoğan ally and MHP leader Bahçeli, in a move carefully choreographed with the Turkish president’s change of course, opened the way to such a rapprochement by inviting Öcalan to parliament. Bahçeli also proposed Öcalan’s release in exchange for a ceasefire.

    This is not Erdoğan’s first attempt to resolve the Kurdish issue. In 2009, he launched the “Kurdish Opening,” aimed at ending the conflict through dialogue. Similar initiatives followed in 2008–11 and 2013–15.

    But all initiatives ultimately collapsed due to political disagreements, shifting alliances and Erdoğan’s increasingly authoritarian approach to governance.

    This latest initiative follows the same transactional logic that marked the earlier processes. Erdoğan’s renewed interest in engaging with the Kurds appears driven less by a desire for peace-making and more by political necessity.

    Domestically, Erdoğan’s AKP has grown increasingly reliant on its alliance with ultra-nationalist MHP. While this partnership secured his 2023 re-election as president, its fragility became evident in the country’s 2024 local elections, when opposition candidates won key mayoral races throughout the country. They were aided by the tacit support of the pro-Kurdish Peoples’ Equality and Democracy Party (DEM.)

    Destabilizing the opposition

    The process that led to Öcalan’s statement from prison is quite likely to bring significant realignments to Turkish politics.

    By engaging with the broader Kurdish movement, Erdoğan seeks to destabilize the fragile and fractured opposition coalition, whose unity hinged on their shared opposition to him. Their continued relevance also depends on the tacit support of DEM and its Kurdish voters.

    By opening a new dialogue, Erdoğan may tip the balance in his favour by positioning DEM as a privileged negotiating partner. Drawing Kurdish political support away from the opposition and securing Kurdish backing for constitutional reforms would allow him to seek another presidential term.

    With 57 parliamentary seats, DEM holds significant sway and can make all the difference if Erdoğan initiates a constitutional amendment process.

    Regional and strategic implications

    Erdoğan’s overtures also carry significant regional implications. Turkey’s military operations in Syria and Iraq have strained relations with Kurdish factions across the region.

    At the same time, Turkey has strengthened ties with Iraq’s Kurdistan Regional Government, highlighting Erdoğan’s pragmatism when dealing with Kurdish entities.

    By addressing the Kurdish issue domestically, Erdoğan could strengthen his hand regionally, perhaps replicating his co-operation with Iraq in relations with the Democratic Union Party in Northern Syria, positioning Turkey as a stabilizing force in both Iraq and Syria.

    What comes next?

    Despite Erdoğan’s conciliatory tone, the future of this peace process remains highly uncertain. Previous negotiations unravelled due to unresolved questions about Kurdish political autonomy, cultural rights and power-sharing.

    The AKP’s emphasis on disarmament without addressing broader Kurdish political demands resulted in the eventual breakdown of dialogue.

    Internal divisions within Kurdish political forces also complicate the process. While Öcalan’s influence remains strong, some Kurdish factions may resist concessions without meaningful political guarantees. And despite Bahçeli’s recent statements, Erdoğan’s MHP allies remain deeply skeptical of any reconciliation efforts.

    As Nowruz approaches, Erdoğan’s engagement with Kurdish political forces could culminate in a new phase of dialogue — or serve as a strategic manoeuvre to consolidate power ahead of the next election cycle.

    Whether his shift leads to genuine reconciliation or remains a political gambit will depend on Erdoğan’s willingness to address Kurdish demands for autonomy and cultural recognition.

    If the past is any indicator, pro-Kurdish parties and civil society organizations currently engaged in negotiations may once again be discarded if they no longer serve Erdoğan’s interests. For now, the Kurdish question remains one of the most critical — and volatile — fault lines in Turkish politics.

    Whether lasting peace is on the horizon, or another cycle of repression and conflict, will depend on how any potential peace process unfolds in the coming months.

    WASHINGTON, DC – U.S. Senator Gary Peters (MI) delivered a speech on the Senate floor denouncing the Trump Administration’s illegal firing of thousands of veterans throughout the federal government. Veterans make up nearly 30 percent of the federal workforce, or approximately 640,000 employees. Since taking office, the Trump Administration has already laid off about 6,000 former servicemembers without cause, including veterans who worked in federal agencies like the Department of Veterans Affairs (VA), Department of Defense (DOD), and the Treasury Department for several years. In his remarks, Peters underscored the talent and value that veterans bring to the federal civil service and called on the Trump Administration to immediately reinstate these employees. 

    “Employing our nation’s veterans when they transition to civilian life is not just a responsibility, it is a smart business decision,” said Senator Peters. “That’s why the federal government has long taken advantage of this absolutely remarkable talent pool.”  

    Peters continued, “These are Americans who put their lives on the line to defend this country. They took up a job to continue to serve the people of this country. They represent the best of our nation, and we need them in our federal workforce. I’m calling on the Administration to reinstate these veteran employees immediately.”

    In his remarks, Peters also highlighted the stories of Michigan veterans who were impacted by these firings:

    “My staff met with a veteran who has worked for the VA in Michigan for nearly 30 years. Last year, they were moved to a new role within VA and were promoted to supervisor shortly thereafter. No surprise, because they had never received less than an excellent performance review over 30 years. But because they were relatively new to that specific role, they were swept up in the widespread firings, both within VA and across government, of all probationary employees. They were one of many veterans fired abruptly without cause, without reason.”

    “In another case, a veteran with 8 years of active-duty service in the Air Force was fired from a VA in Michigan after receiving an ‘outstanding’ performance review. Their probationary period was set to expire last week, just 12 days after they were let go.”

    Peters has been a continued advocate for America’s veterans. In January 2024, two bipartisan bills authored by Peters were signed into law to protect burial benefits for both veterans and military families. Peters also helped pass the Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxics (PACT) Act into law – which delivered VA health care and benefits to all generations of toxic-exposed veterans – and their survivors – for the first time in our nation’s history. In 2016, Peters’ Fairness for Veterans Act was signed into law to help veterans who may have been erroneously given less than honorable discharge from the military due to negative behavior resulting from mental health traumas, such as post-traumatic stress disorder (PTSD) or Traumatic Brain Injury (TBI). In 2017, Peters was recognized as Legislator of the Year by the Vietnam Veterans of America for his work authoring and enacting the Fairness for Veterans Act.   

    Peters served more than a decade in the U.S. Navy Reserve, where he earned a Seabee Combat Warfare Specialist designation and rose to the rank of Lieutenant Commander. After the September 11th terrorist attacks on our country, he volunteered again for drilling status and served overseas as part of his Reserve duty.

    EA Chief Scientist sets out water monitoring vision

    Dr Robert Bradburne outlines a future approach to environmental monitoring at newly refurbished £4 million laboratory in Leeds.

    Celebrating our new laboratory capabilities

    Welcome, and may I add my thanks to you all for coming today.

    I am delighted to be here with colleagues and partners to celebrate the opening of the refurbished laboratory at Olympia House.

    Today marks an important moment to take stock of the amazing work our laboratory and field staff do in giving us the data and information we need to help protect and enhance the environment as part of sustainable development.

    Understanding environmental data

    The Environment Agency is a huge data producer and consumer. That is hardly surprising as we exist to influence a hugely complex system – that of our environment.

    It is a system in a constant state of change. We see that change in nearly all of the parameters that we are measuring:

    • in the air which blows through our cities and countryside
    • in the materials that flow through our economy
    • in the water that flows through our landscape and around our coasts

    All of these systems have changed hugely in my working life.

    Future changes

    If the future is anything like the past, we will see a similar amount of change over the coming 25 years, but those changes may all occur at very different rates.

    Change may be decadal in nature – we know that the mix of pollutants in the air of our cities and countryside has changed enormously since the 1990s and some levels of some chemicals, such as phosphates, have fallen considerably in many of our rivers over that time period. These shifts will in turn create changes in other parts of the system, such as levels of freshwater biodiversity, all responding at different paces. In the context of a changing climate, that suggests a very dynamic picture for our environment over the coming decades.

    That changing climate may also increase seasonal changes across our environment. The blistering heat of July 2022 in England was in stark contrast to the high rainfall and stormy weather experienced in parts of the country in 2023 and 2024. This led to the flow, and therefore quality, of water through our pipes and sewers, our rivers and aquifers, our lakes and coasts being similarly highly variable over the space of just a couple of seasons.

    Environmental monitoring

    And we must not forget that change can also happen to our environment over very short timescales. Pollution entering a watercourse from an industrial incident or road accident can create rapid changes in water chemistry and longer lasting changes on river ecology. I have seen the damage a single barbecue can cause to acres of peatlands in just an afternoon – impacting decades of restoration work.

    That’s why we at the Environment Agency collect data on our environment in such a wide variety of ways, to address these many issues and different timescales. That’s why we need skilled people and powerful analytical capabilities to gather, process and analyse information at the pace required to take action, be that over the space of hours or decades. We cannot stand still as science and the environment changes, and the lab you are about to see brings together some of the latest technology to help us do this information gathering in new and robust ways.

    Our monitoring methods

    I must point out that our labs are not the only way we monitor the environment. They are very important to us, but only one facet of our overall information gathering activities.

    If we focus just on water, we employ:

    • Continuous monitors for several applications
    • A network of hydrometry equipment watching river flows and levels
    • Sea and tide level monitoring
    • Ground water level monitoring through our ground water monitoring network
    • Earth observation and other remotely monitored data sources to increase the areas we can collect data from

    We bring in others’ data too. We work closely with the Met Office to share data and analytical capabilities. We also expect industries we regulate to monitor and provide us information on their own emissions. In recent years that information flow has increased with more Combined Storm Overflow data becoming available, and this will continue with the requirements for more continuous monitoring under the Environment Act. Citizen Science programmes continue to flourish around the country, and we actively engage in learning from catchment-based research and other academic data collection.

    Adapting to change

    This laboratory, and the equipment and people in it, is a very important part of giving the Environment Agency the scale it needs to rise to this information challenge, and also to adapt and grow as our needs change.

    Why do I say we need to adapt and grow?

    As the ancient Greek philosopher Heraclitus said – no man ever steps in the same river twice, for it’s not the same river and he’s not the same man. That’s certainly true for monitoring. We know that you never monitor the same piece of water twice as it flows through the landscape, but also the techniques and understanding we have at our disposal are changing all the time.

    Evolution of monitoring

    That’s important because it’s not only the water that changes – but the things that we want to know about it continue to evolve. As an example, to understand the pressure chemicals might put on the environment, we used to look only for 77 priority chemicals. Now we scan for over 1,650, with our labs being at the forefront globally in deriving new techniques for quantifying some of them.

    And chemicals is just one issue. Right now we have:

    • 100 different monitoring programmes and themes for water quality and ecological data
    • 42 different legislative reasons for collecting water quality and quantity data

    This means we:

    • Have a network of 13,000 different monitoring sites relating to water quality, and 11,800 looking at water quantity.
    • Take many samples – increasing from over 65,000 samples in 2022 to 99,000 samples in 2024
    • Produce a vast quantity of data – over 1.7 million measurements last year

    Our dedicated teams

    This sheer scale and complexity is a true testament to the expertise of:

    • Our field teams
    • Analysis and reporting teams
    • Hydrometry and telemetry teams
    • Lab staff

    They have to work out ever more efficient ways of reaching the sampling sites we need to visit, to undertake surveys and get samples back to the lab here or in Exeter for rapid analysis. Just for water quality and ecology that amounts to 77,000 tasks being scheduled next year, and I am indebted to their perseverance and professionalism in delivering so many to such a high standard.

    Looking to the future

    But today we’re really looking to the future. What will the world of water monitoring look like in a few years, and what is the place for this wonderful lab refurbishment in that?

    Well first, as a good scientist, I can’t know what the future holds, but today I want to set out a bit of a vision for where I want the Environment Agency to be going over the next few years to keep our data collection and analysis as modern, robust and impactful as it possibly can be in the face of so much change.

    The Natural Capital and Ecosystem Assessment (NCEA) programme

    This refurbishment has been made possible by investment over the last few years through the NCEA. This is an amazing programme of work involving seven different Defra Group organisations all working together in a way that they never have before to create a comprehensive baseline of the state and value of all aspects of our environment. It is driven by two main things.

    The first is the Environment Act and the statutory Environment Improvement Plan. The Natural Capital Committee advised the Treasury in 2019 that to assess whether the Government is meeting its legally binding targets on the Environment and so meet the “significant improvement test” it would need to have a baseline from which to work.

    I led delivery of the National Ecosystem Assessment back in 2011, which was the first of its kind in the world to take a snapshot of the state and value of a whole country’s environment and the services it provides to people and nature. It showed we have some of the best environmental data in the world. But it also showed potential blind spots.

    NCEA objectives

    The NCEA was in part created to fill those blind spots, monitoring in places we haven’t done so before, like our smaller streams, lakes and ponds.

    It’s there to look at these things in new ways, including:

    • Exploring eDNA to understand the microbial and other communities in our soils and water
    • Developing new approaches to understand groundwater ecology and groundwater microplastics
    • Harnessing the power of remote observations and machine learning to map habitats

    Future developments

    These new data streams will come online over the next few years, with the full baseline complete by 2028. It will be a far cry from the Dudley Stamp survey of the 1930s using school children that tried to map our land into six broad land use types. It is almost impossible to conceive of the new insight it will give us and the science it will drive.

    Understanding what works

    The second reason for doing the NCEA is because we need more than ever to know what works. We now have an opportunity to manage our land proactively through substantial change likely over the next few decades. The introduction of the new Environmental Land Management Scheme means we will want to see how this impacts the 70% of our land surface used for farming activities.

    Further change may be driven through our transition to Net Zero. The Land Use framework consultation and recent Climate Change Committee reports are both talking about very significant changes to our landscape. These will be needed to make space for nature, water, and emissions reduction, while also delivering new infrastructure and housing and maintaining food production. This will require information on how fast those changes are going and the impacts they are having.

    Measuring diverse impacts

    Because when we say “what works” we need to be aware that these changes could deliver a wide range of benefits or create other pressures. We will need to know:

    • Are we capturing the carbon we need to?
    • Are our water supplies resilient in the face of ever more variable weather patterns?
    • Are our habitats large enough, linked enough and of high enough quality to adapt to the changing pressures?
    • Are we investing in our environment in ways that increase the value of our natural capital?

    The NCEA is not just about what is out there, but why, and what is driving change. This increase in our need for new knowledge is why we have needed to increase capacity in our labs to deliver these diverse measurements and analyses.

    The future of water monitoring

    When we then think about the future of how we actually monitor our water, a lot will depend on technological advances, which are challenging to forecast. I think we can expect to see more automated surveillance techniques being used, bringing more real-time understanding.

    We will likely see:

    • More powerful satellites for remote sensing
    • Artificial intelligence and advanced computing methods in predictive ways
    • Better analytics unlocking more parameters that can be monitored remotely, such as water levels in soils, habitat structure and condition becoming possible to monitor
    • Higher resolution, higher time slice data sources

    Innovation and science

    This will be underpinned by further science, which will include more understanding of the systems so that we know what we need to monitor to detect a range of changes. If we can understand better the important nodes in the real-world systems we are studying, our monitoring points will become more targeted and more powerful.

    It will also include more innovative approaches – for example in non-target screening as is being developed in this Lab – so we can understand our changing chemical landscape more quickly and advise on action needed.

    Using more of these innovations in monitoring will safeguard the time and resource that will continue to be needed to go and monitor by hand where we need to get immediate or unplanned evidence. Incidents and accidents will continue to happen, and we will need to have the ability to respond.

    Integrating new data sources

    The big challenge is making best use of the new data sources at our disposal. From the Environment Act via the water industry, we will have potentially thousands of new sampling sites continuously monitored for things like ammonia, dissolved oxygen and pH. That’s not perhaps a huge range of parameters. Nonetheless it should help us to see if these outflows are causing intermittent issues to the river’s chemistry or ecology, and, because of the upstream monitoring, it could also help us to understand how these physicochemical parameters are changing through the rest of our catchments.

    Also, the new technology and new sensors will require different approaches to data. DNA technology is becoming available to many. But this provides different information from ecology-based measurements. Our science suggests it can be powerful in detecting non native species, and it could also be a useful part of predicting ecological condition.

    But there is so much more we need to do to capitalise on this and other new technologies. Every time as a regulator we invest in a new technology, we need to have high confidence that:

    • We can trust what we learn from the observations
    • Quality standards are maintained
    • We have good data and analytical practices

    All of this needs to be based on sound science.

    Working with citizen scientists

    These technologies are becoming more accessible to everyone, meaning more data will be available from Citizen Scientists. We’ve seen Earthwatch expand into wider emerging chemical testing. And with better kits for some water parameters and expansion of some citizen scientist networks, data integration questions are going to be at the forefront of how we work together better.

    As we look forward in this new “data world”, our work with Citizen scientists more than ever needs to be properly complementary. We have statutory duties to monitor in certain places using specific techniques. The involvement of citizen scientists can be incredible in providing deeper investigative input. So, if we accept we’re different in what we are trying to monitor, why we’re doing it, and the scale of operation, working together we can be stronger – as fundamentally we all want an improved environment.

    Future collaboration

    Later this year we will publish our citizen science guidance, designed collaboratively with our partners. This guidance represents the start of a change – ensuring that citizen scientists know what to consider to maximise the opportunities of their data being understood, trusted and used by the Environment Agency.

    We also know we need to do more than simply providing much of our data into externally facing databases, to share the insights from our monitoring evidence. We get plenty of queries about what data we hold, even though so much is already available. So, I have teams looking at new and better ways of presenting this to a wide range of users so that everyone who needs to act to improve the environment has access to the information from us that they need.

    Closing remarks

    Thank you again for joining us on this journey. It really is brilliant to celebrate reaching this point in this lab refurbishment. I hope you will enjoy looking round to see the new ways of working that it will open up to meet the changing and developing demands of science and operations at the Environment Agency.

    We will have our first new baseline from the NCEA in 2028. I expect it will tell us different things from the data we have collected thus far and enable us to consider doing things in new ways in future.

    Ultimately, we only have one environment. And I think we all realise that we only have power to change some things.

    I have a distinct childhood memory of a prayer written in calligraphy by my late grandfather at my grandmother’s bedside. It read “God grant me the serenity to accept the things I cannot change, the courage to change the things I can and the wisdom to know the difference”. Maybe I can update it; hoping that this new lab refurbishment will mean that monitoring will grant us the surveillance to understand the things we cannot change, the insight to change the things we can, and the data to prove the difference.

    I hope you will join me on this exciting journey, not just around the lab, but also into the future of environmental monitoring, and will be as excited as I am by the new opportunities ahead.

    WASHINGTON – Senate Judiciary Committee Chairman Chuck Grassley (R-Iowa) and Committee member Chris Coons (D-Del.) are reintroducing bipartisan legislation to help enhance mental health services for first responders nationwide. The Fighting Post-Traumatic Stress Disorder (PTSD) Act (S.825) would direct the Justice Department (DOJ) to develop treatment programs for police, fire, emergency medical and 911 personnel who suffer from PTSD or acute stress disorders. The bill unanimously passed the Senate last Congress.
    “Americans rely on first responders and dispatchers in times of crisis. However, first responders’ high-stakes work can quietly take a toll,” Grassley said. “Our bipartisan bill takes an essential step towards ensuring first responders in Iowa and across the country have ready access to the care they need and deserve.”
    “As co-chair of the Senate Law Enforcement Caucus, I will continue to stand behind our first responders and ensure they are supported when they sacrifice their well-being for our communities’ safety,” Coons said. “These heroic public servants in Delaware and across America suffer significantly higher rates of PTSD, depression, and suicidal ideation than the general population.     It’s estimated 30 percent of first responders will develop a mental health condition at some point in their lives. The Fighting PTSD Act would require the DOJ to work hand-in-hand with stakeholders to establish evidence-based treatment programs for first responders across the country – similar to mental health services available to military personnel.

  • MIL-OSI USA: Trump’s Dismantling of USAID is Anarchy Masquerading as Efficiency

    Nothing about Donald Trump’s hasty and illegal attempted dismantling of the United States Agency for International Development (USAID)—and with it, the decapitation of American power—is remotely efficient. Just this week, USAID’s now-former Inspector General found that there is currently half a billion dollars’ worth of American-grown food stranded at ports and warehouses across the country, on the verge of spoiling. That’s corn and rice and lentils and soybeans, grown in Iowa and Kansas and Texas and Oklahoma, that would have otherwise fed children in a school in Bangladesh or famished refugees at a camp in war-torn Sudan. (The Inspector General was subsequently fired for disclosing this information.)
    Similarly, there’s no efficiency being achieved by obstructing one of the most successful global health programs in history—the President’s Emergency Program for AIDS Relief—which has saved 26 million lives over the past two decades. PEPFAR currently provides HIV treatment to over 20 million people around the world, meaning every day aid isn’t flowing inches us closer to the very outbreaks we’ve worked so hard to prevent.
    Whether it’s delivering clean water to communities across Africa; or promoting economic development through education in Mali and small business support in El Salvador; or providing life-saving care in Thailand and Syria; or fighting human trafficking in Nepal and Liberia, thousands of USAID workers and contractors make miracles big and small happen every day.
    But USAID succeeds as more than just a moral matter. Each year, it pours billions of dollars back into the U.S. economy, supporting farmers and businesses that provide food and other supplies. It also helps fight terrorist groups and drug cartels that endanger Americans, while deepening American values and interests in every corner of the globe. But perhaps the most underappreciated aspect of USAID’s work is its singular ability to forge relationships with unlikely partners which help combat the harmful influence of adversaries like China and Russia.
    It’s no surprise, then, that Beijing and Moscow are now cheering on our sudden retreat. They’re not wasting any time filling the void, either. Within days of USAID’s closure, China sent aid and dispatched workers to take on projects we’ve abandoned in the Indo Pacific and Africa. Intended or not, that will be the enduring consequence of this episode of chaos: an emboldened China, all-too-eager to exploit American isolation to grow its own power and influence.
    Like any organization, USAID is not perfect. There are inefficiencies and redundancies, and evolving challenges and emerging technologies present opportunities for improvement. It’s also entirely legitimate to question whether U.S. funding is aligned with our current priorities and interests and seek to adjust it as needed within the four corners of the law. Doing that is one of Congress’ most fundamental responsibilities—and something I was eager to work on when I became the lead Democrat on the Senate Appropriations subcommittee overseeing foreign aid last month.
    But the abrupt and total shutdown of USAID—in defiance of multiple federal laws through which it was codified and funded—reveals a simple truth: The Department of Government Efficiency is not actually about achieving efficiency. Rather, it’s about Trump trying to wish away whichever parts of the government he doesn’t like. Were a purge of this nature to happen in a country halfway around the world, we would rightly call it an authoritarian takeover. The fact that it’s happening at our own doorstep doesn’t change that.
    Much of what DOGE claims to have newly unearthed are either outright lies or were already publicly available for all to see. Worse, there’s no telling what funding they deem unnecessary—except for vague, baseless descriptions like “woke” and “radical” and “criminal.”
    The way to make reforms is through the lawmaking process—not the lawbreaking process. If you believe that a program needs to be narrowed in scope, reformed a great deal, or even eliminated altogether, the way to do that is by proposing a law—not by rampaging the federal government and stripping it for parts. Our government with three separate but co-equal branches exists precisely to prevent this kind of anarchy operating under a thin veneer of fiscal responsibility and shrewd cost-cutting.
    Moving fast and breaking things may be an acceptable way to conduct business at a tech company. But a break now, fix later strategy doesn’t work when you’re the leader of the free world. What’s on the line is not advertising revenue and the user experience, but lives and livelihoods. Hundreds of millions of them, in fact. People will die, diseases will spread, and famine will grow. Trump is trying to hoodwink Americans into thinking the only way to achieve efficiency is by exacting maximum chaos and cruelty. It’s a false choice and we must reject it.

  • MIL-OSI Security: United States Attorney Durham Launches the Eastern District of New York’s Transnational Criminal Organizations Strike Force

    Strike Force Focuses on Dismantling Cartels and Transnational Criminal Organizations

    U.S. Attorney for the Eastern District of New York John J. Durham announced today the creation and launch of the Eastern District of New York’s Transnational Criminal Organizations (TCOs) Strike Force. Capitalizing on the Office’s preeminence in this area, the Strike Force will focus on investigating, prosecuting and dismantling cartels and TCOs, and their senior leadership by bringing charges that include terrorism, racketeering and operating a continuing criminal enterprise.

    “I am establishing this Strike Force with immense pride in what this Office has already accomplished, as well as the knowledge that there is much more work to be done in the fight against TCOs,” stated United States Attorney Durham.  “Because of my Office’s significant experience and expertise in this area, we have a responsibility to our community and our country to dismantle these ruthless organizations from the top down in order to stop the violence, flow of drugs, and dangers they unleash in our District and across the nation.”

    For more than two decades, the U.S. Attorney’s Office for the Eastern District of New York has been a nationwide leader in prosecuting many of the most significant TCOs in the country and the world, including innovative indictments of the highest-ranking international leaders of the La Mara Salvatrucha (MS-13), Sinaloa Cartel, Guadalajara Cartel, Juarez Cartel, H-2 Drug Cartel, Clan de Golfo and others.  In addition, this Office has investigated and prosecuted numerous other TCOs that have a significant operating presence in our district, including the Trinitarios, 18th Street and, more recently, Tren de Aragua (TdA). Notably, United States Attorney Durham has been at the forefront of these prosecutions, leading and serving on the Attorney General’s Transnational Organized Crime Task Force Subcommittee for MS-13 and directing Joint Task Force Vulcan, while other AUSAs in the Office have served on the subcommittees for Sinaloa, Jalisco New Generation (CJNG) Cartel, Hezbollah and Clan de Golfo.

    Consistent with the Attorney General’s memorandum titled “TOTAL ELIMINATION OF CARTELS AND TRANSNATIONAL CRIMINAL ORGANIZATIONS” issued on February 5, 2025, which provided further guidance regarding President Trump’s January 20, 2025 Executive Order regarding TCOs such as TdA and MS-13, the Strike Force’s mission is as follows:

    • Investigating, prosecuting and dismantling cartels and TCOs, with a particular focus on their senior leadership and management, including without limitation: Mexican drug cartels such as the Sinaloa, H-2, Juarez, CJNG and Clan de Golfo cartels, and TCOs that have a significant operating presence in the District, such as MS-13, the Trinitarios, the 18th Street gang and TdA.   

    • Disrupting the criminal activities of TCOs, particularly those operating in the United States and/or that impact United States victims at home or abroad, including TCOs engaged in criminal activity involving terrorism; racketeering; drug trafficking, particularly with respect to fentanyl and fentanyl precursors; violent crime; human trafficking and smuggling; corruption of foreign officials; money laundering; immigration crimes; and fraud and cybercrime schemes.

    • Identifying the sources and methods of illicit funds related to TCO financing and profits, and seizing and forfeiting bank accounts, digital assets, real property and other assets that are criminally derived, commingled with criminal proceeds, or otherwise involved in money laundering by or in support of TCOs.

    • Coordinating the investigative efforts of the Office’s federal law enforcement partners in the Eastern District and beyond, including the Federal Bureau of Investigation, Drug Enforcement Administration, Homeland Security Investigations, Bureau of Alcohol, Tobacco, Firearms and Explosives, United States Postal Inspection Service, Internal Revenue Service, as well as High Intensity Drug Trafficking Areas Program (HIDTA), state and local police departments and district attorneys’ offices.

    • Strengthening the Office’s partnerships and coordination with other Department of Justice components, including the National Security Division, Criminal Division, Joint Task Force Vulcan, Joint Task Force 10-7, Joint Task Force Alpha, OCDETF, MLARS, NDDS, OIA and other United States Attorney’s Offices. 

    The Chief of the International Narcotics and Money Laundering Section Francisco J. Navarro has been selected to serve as Director of the EDNY TCO Strike Force, and Assistant U.S. Attorneys Megan E. Farrell and Gabriel Park have been selected as Deputy Directors.  In addition, the Strike Force will have at least one representative from each section of the Office’s Criminal Division to capitalize on existing experience, coordinate strategic focus and maximize resources to make an even more significant impact combatting TCOs. The Strike Force will also include OCDETF-designated AUSAs, Project Safe Neighborhood (PSN) coordinators, as well as a designated representative from the Civil Division to ensure the Strike Force leverages civil remedies as appropriate.  The Strike Force will also coordinate closely with the Office’s Immigration Enforcement Working Group.

    Francisco J. Navarro

    AUSA Navarro joined the Department in 2013 and the Office in 2018 after serving as an AUSA in the District of New Jersey.  He has been in charge of INML since April 2023.  He received his B.A. from Boston University and his J.D. from Georgetown University Law Center.

    AUSA Navarro has prosecuted several significant narcotics, national security and material support cases.  He has also prosecuted significant white collar cases involving sanctions evasion, money laundering and the Bank Secrecy Act.  For example,  AUSA Navarro is part of the team prosecuting Rafael Caro Quintero for leading a continuing criminal enterprise, including his role in the kidnapping, torture and murder of DEA Special Agent Enrique “Kiki” Camarena.  He is also leading the team prosecuting Ismael Zambada Garcia (aka “El Mayo”) for his founding and two-decade leadership of the Sinaloa Cartel—a continuing criminal enterprise—and one of the most violent and powerful drug cartels in the world.  In United States v. Usuga David, et al., he led the team that obtained a 45-year prison sentence against Dairo Usuga David (aka “Otoniel”) who was the supreme leader of the Clan del Golfo and was considered the most dangerous narco-terrorist in Colombia since Pablo Escobar.  AUSA Navarro also led the team that obtained the first indictments in the nation against Chinese chemical manufacturing companies and employees for importing fentanyl precursors into the United States and working with Mexican cartels to manufacture and distribute fentanyl in the United States.  In addition, AUSA Navarro is also leading the prosecution of Mohammad Bazzi, a Specially Designated Global Terrorist and financier for Hizballah, a foreign terrorist organization on sanctions evasion and money laundering charges.  AUSA Navarro has been involved in multiple prosecutions of individuals and institutions for failing to follow United States laws regarding maintaining effective anti-money laundering programs, the prohibition on the provision of material support to designated Foreign Terrorist Organizations, or other financial regulations.

    Megan E. Farrell

    AUSA Farrell joined the Office in 2018, and currently serves in the Office’s Long Island Criminal Section.  She is one of the Office’s Human Trafficking Coordinators and previously served as an Acting Deputy Chief in the Office’s General Crimes Section.  She received her B.A. from Boston College and her J.D. from St. John’s University.

    AUSA Farrell has prosecuted significant organized crime, gang and sex trafficking cases during her time in the Office.  In United States v. Canales-Rivera et al. and United States v. Arevalo-Chavez et al., she is part of the team prosecuting the highest-ranking members of MS-13’s international command and control structure, including the body known as the Ranfla Nacional, with charges that include conspiracy to provide and conceal material support to terrorists, conspiracy to commit acts of terrorism transcending national boundaries, conspiracy to finance terrorism and narco-terrorism conspiracy.  In United States v. Alexi Saenz et al., AUSA Farrell was part of a team that secured the convictions of two MS-13 defendants to racketeering and other charges in connection with eight murders.  In United States v. Blanco et al., she was a member of the team that secured the convictions of three high-ranking MS-13 gang members to racketeering charges in connection with nine murders.  In United States v. Escobar, AUSA Farrell was part of the team that secured a sentence of 50 years after the defendant was convicted on April 8, 2022, following a four-week trial, of racketeering, including predicate acts of murder, conspiracy to murder rival gang members, and obstruction of justice and murder in aid-of racketeering, in relation to the deaths of four young men who were hacked to death with machetes and other sharp objects by  more than a dozen MS-13 members and associates after Escobar lured them to a local park in 2017.  In United States v. Lampley-Reid, AUSA Farrell was part of the team leading to a Bloods gang member being sentenced to 23 years in prison for sex trafficking of minors.  Additionally, AUSA Farrell is part of the team charging former CEO of Abercrombie & Fitch and two other individuals with sex trafficking and interstate prostitution.

    Gabriel Park

    AUSA Park joined the Office in 2022 after serving in the United States Air Force Judge Advocate General’s Corps.  He received his B.A. from Wake Forest University and his J.D. from Brooklyn Law School and clerked for the Honorable Dora L. Irizarry.  He currently serves in the Office’s Organized Crime and Gangs Section.

    AUSA Park has prosecuted significant violent organized crime and gang cases.  In United States v. Yu, he was part of the prosecution team that convicted two defendants who were subsequently sentenced to life imprisonment in a murder-for-hire scheme of a perceived business rival, and in the related case United States v. Abreu, AUSA Park was on the prosecution team that convicted a third defendant for his role in the murder-for-hire scheme.  In United States v. Thompson, AUSA Park was on the prosecution team that convicted a Long Island man who was later sentenced to 30 years in prison for drug trafficking, distribution of fentanyl that resulted in a death and illegal possession of firearms.

  • MIL-OSI Global: How to negotiate with Trump: forget principles and learn to speak the language of business

    In any negotiation, understanding your counterpart’s style is paramount. The Ukraine conflict, and especially the heated discussion between presidents Trump and Zelensky in the Oval Office recently, has revealed a critical disconnect between the two administrations.

    Volodymyr Zelensky later called the fiery showdown with President Trump and vice-president J.D. Vance “regrettable” and wrote to Trump to say he was ready to negotiate. But the Ukrainian president and his European allies have approached talks from a principles-based position. In terms of negotiating style, this means they tend to emphasise multilateral mechanisms, such as collegial decision-making, long-term relationship-building and cultural sensitivity.

    Trump is a businessman and operates from a fundamentally different negotiation paradigm. Unfortunately, this misalignment has significant implications for Ukraine’s strategic position and for European security.

    Research my colleagues and I conducted, comparing US and Italian negotiation styles, has shown that US negotiators typically use a more competitive, transactional approach. They might appear unilateral or domineering but are also adept at connecting different parts of a deal and trading concessions across issues to achieve their goals.

    Trump, however, combines this with highly competitive tactics and emotional rhetoric. Unlike typical US negotiators who are thought to avoid emotional expression, as shown in our study, Trump uses anger and confrontation to dominate discussions and control narratives.

    He frames negotiations in zero-sum terms, where every deal must have a clear winner and loser. This reinforces his public image as a strong leader.

    And most importantly, Trump appears to negotiate selectively. He enters discussions only when he believes he holds the stronger position.

    Our study shows that Americans prioritise bottom-line outcomes and use competitive tactics when they perceive themselves to be in positions of power.

    Trump exemplifies this approach but adds his own distinctive elements – emotional pressure, public posturing and an unwavering commitment to his positions until a more favourable alternative emerges.

    Zelensky’s miscalculation

    President Zelensky’s primary negotiation error has been attempting to engage in a principles-based negotiation with a counterpart who favours transactional deal-making. When Zelensky appeals to democratic principles, territorial integrity and international law, he’s speaking a negotiation language that Trump doesn’t understand.

    Classic negotiation research suggests Zelensky should have structured negotiations around US economic interests rather than western unity or moral imperatives.

    Trump has made clear that he will protect Ukraine and Europe only insofar as it serves these economic interests. Zelensky is negotiating from a dependant position (Ukraine needs aid to survive). As such, the key is making the deal appealing to the stronger party while protecting his own interests.

    In our study, we also found that the Italian negotiators often emphasise emotional engagement, treating counterparts as collaborators rather than adversaries. They tend to focus on mutual interests and their approach balances technical considerations with human relationships.

    It is underpinned by principles such as liberal values and adherence to international norms. This chimes with other findings on the evolution of negotiation styles within the EU.

    And this strategy thrives in such multilateral, multicultural contexts, where shared values and consensus-building are prioritised.

    But this approach can be ineffective against Trump’s confrontational, power-based tactics. Emotional engagement may be misinterpreted as a weakness, and consensus-driven approaches fail when the counterpart insists on domination.

    The liberal world order appears unprepared to negotiate at Trump’s level. It still expects rational, interest-based discussions rather than emotionally charged confrontations.

    The rest of the world will have to adapt to Trump’s approach.

    The EU’s experience negotiating Brexit provides a relevant template for addressing the Ukraine conflict. The appointment of Michel Barnier as chief negotiator, backed by a bloc of 27 nations, proved effective despite initial scepticism.

    A similar approach could work for Ukraine. Appointing an authoritative chief negotiator with a clear mandate could be successful. Barnier, economist and former Italian prime minister Mario Draghi or ex-German chancellor Angela Merkel are obvious candidates. This structure might neutralise Trump’s preference for one-on-one, power-based deals and force negotiations on terms more aligned with European interests.

    But to engage Trump, European and Ukrainian leaders need to reframe their approach.

    First, proposals should be presented in terms of economic benefits. Trump prioritises trade, jobs and business opportunities over security or moral arguments. The negotiation landscape should emphasise the actual distribution of aid to Ukraine, highlighting that European nations collectively have provided substantial financial and humanitarian support.

    Second, objective data and power-based arguments are better than moral appeals. Economic impact assessments and strategic calculations will resonate more effectively than principles-based reasoning.

    Third, competitive tactics should be matched with controlled confrontation. Emotional engagement must be strategic, reinforcing firm but pragmatic positioning rather than appearing defensive.

    Finally, win-win scenarios will allow Trump to claim victory. Trump negotiates to win, and deals must enable him to declare personal success in front of his own supporters.

    The path forward requires strategic adaptation, not ideological entrenchment. Zelensky and European leaders must recognise that negotiating with Trump demands an understanding of his approach to international relations, perhaps favouring pragmatism over idealism.

    A crucial insight from previous research on Trump’s negotiation behaviour is this: he rarely backtracks explicitly but frequently pivots to new objectives when they become more appealing. This should inspire European leaders to develop attractive alternatives that serve both Trump’s interests and Europe’s security needs.

    Deal-making may not be the most desirable approach to geopolitical negotiations, but Trump’s return to power makes it the current reality. After decades of business negotiators learning from politicians, we now face a reversal. Political negotiators must learn from business tactics.

    In the high-stakes arena of international security, understanding your counterpart’s negotiation style isn’t just good practice – it may be essential for survival. The lessons from Trump’s first term suggest that principled stands alone won’t secure Ukrainian or European interests. Pragmatic deal-making (underpinned with principles) offers a more promising path forward.

    “The biggest challenge to limiting climate change to 2°C, the upper target of the 2015 Paris agreement, is this: methane emissions are rising very fast,” says Euan Nisbet, a professor of earth sciences at Royal Holloway University.

    If each CO₂ molecule is like a candle that patiently warms the atmosphere, methane is like an exploding bomb: responsible for much more heat, but over a much shorter timescale. Satellites are identifying the methane that’s leaking from oil wells and gas pipelines, and most countries have at least promised to reduce these emissions by a third by 2030.

    But if humanity is to throw the brakes on runaway climate change, something has to be done about the biggest human source of methane there is: agriculture.

    Earth’s atmosphere is warmer and wetter than it would otherwise be, thanks to fossil fuel burning. This is inducing wetlands, once a reliable carbon store, to emit more methane to the atmosphere, and so speed up climate change, Nisbet says.

    This makes it even more urgent to tamp down the methane sources under our immediate control. Nisbet has calculated that roughly 210 million to 250 million tonnes of methane come from agriculture and its products. Most of this is in the breath of livestock animals and their manure, and food rotting in landfills.

    Here’s the good news.

    “Cutting agricultural methane emissions involves a wide range of relatively cheap measures that need good design and management, but could cut food-related emissions substantially over the next decade,” Nisbet says.

    Adding a layer of soil to a landfill provides habitat for methane-munching bacteria. Covering manure storage tanks, banning the burning of crop waste and only flooding rice paddies when necessary could pinch other methane sources.

    These aren’t expensive or difficult changes, Nisbet says. It might cost more to vaccinate cattle or breed them to produce more female calves, however. The point with both measures is to have smaller herds for the same quantity of beef and milk.

    Lower consumer demand would also shrink these methane mobs (here’s where you come in, dear reader). If more of our essential nutrients like protein came from beans instead of meat, our health would benefit along with the climate. While nutritionists and environmental scientists urge us to eat more fruit and vegetables, the global food system is stacked against this outcome.

    Globally, every fifth dollar of public farming subsidy goes towards rearing meat. In the intensively farmed UK where I live, 85% of farmland is devoted to livestock and the crops that feed them. Yet these captive animals are the source of less than one third of our calories.

    “The longer the livestock-intensive system prevails, the greater the environmental, economic and social costs,” says Benjamin Selwyn, a professor of international development at the University of Sussex.

    Selwyn favours a “green new deal” that would make farming “complement rather than undermine the environment”.

    What does that look like? Fewer cows, more woodland and more crops grown for human consumption, Selwyn says. This is essentially what government advisers recently proposed to keep the UK on track for net zero emissions.

    To nudge the food system in this direction, researchers like Yi Li, a senior lecturer in marketing at Macquarie University, are testing the effect of labels on meal choices.

    In Australia, where Li is based, meat accounts for half of all greenhouse gas emissions from products consumed at home. Producing 1kg of beef may emit 60kg of greenhouse gas, while the same quantity of peas yields just 1kg of emissions. But Li found consumers weren’t always savvy to the gulf in emissions between the two.

    “Our label creates a mental link between a food source and its carbon impact,” she says.

    “When a consumer sees high carbon scores and red traffic lights appearing more frequently on meat and other animal products, they begin to make the connection between those products and higher emissions.”

    While better informed consumers are important, the food system needs deeper reform.

    “Many conceptions of the protein transition from animal sources to more plant products ignore the necessity of improving farmers’ and agricultural workers’ incomes. But this will be crucial,” Selwyn says.

    Just as oil and gas workers will need financial support and training opportunities to ply their skills in a low-carbon energy sector, farm workers will need security and guidance to adapt to new forms of food production says Alex Heffron.

    Heffron, a PhD candidate at Lancaster University, researchers agricultural transitions and is a farm worker himself. He says that people picking crops, milking cows and driving farm machinery are among the most exploited and precariously employed of the UK’s workforce.

    In fact, if the country were to begin phasing out livestock and ramping up fruit and vegetable production tomorrow, the burden would fall heavily on migrant labourers who the UK attracts with a seasonal worker scheme. This scheme has been criticised for overlooking allegations of forced labour.

    “There will be no green transition unless these workers have a stake in it,” Heffron says.

    What kind of stake might move farmers away from steak? Selwyn has some suggestions, which include spreading land ownership more evenly with community land trusts and allowing public bodies to acquire vacant, derelict or damaged land for allotments and nature habitat.

    “Farms can be paid directly by government for sustainable production to combat farmer poverty,” he adds. “And the real living wage of £12.60 an hour should be compulsory for agricultural workers.”

During Health and Human Services Secretary Robert F. Kennedy’s nomination hearing in committee, Senator Warnock spoke at length defending the importance of the CDC which employs over 10,000 hardworking Georgians.     SAN FRANCISCO – The Washington State Attorney General’s Office today joined a lawsuit against the U.S. Office of Personnel Management and other federal agencies over the administration’s damaging and illegal efforts to fire federal employees en masse.

    President Trump has engaged in all-out assault on public service since taking office, arbitrarily firing thousands of workers providing critical services to American communities and pledging to fire thousands more under false claims of performance issues. The firings have reached workers with excellent performance records and some with many years (or even decades) of federal service, including those newly promoted to supervisory or management positions.

    There are more than 12 million acres of federal land in Washington, managed by agencies thrown into chaos by these labor cuts. These illegal actions damage Washingtonians across a spectrum of needs – including the reliability of the state’s energy supply, wildfire and forest management, services to veterans, and supports for small businesses.

    Washington has about 76,000 federal employees, according to the state Employment Security Department. Based on information collected, the state believes at least 1,000 Washingtonians have lost their public service jobs through the president’s illegal actions and expects this number to rise if the illegality is not stopped.

    “Many of the president’s power grabs have this problem in common – they’re illegal,” Washington State Attorney General Nick Brown said. “These firings don’t save the public a dime, but they do make government less responsive, particularly in the communities across the nation where these employees live and serve.”

    The lawsuit, initially filed in Northern California on behalf of a coalition of labor groups and other impacted organizations, has already resulted in a temporary restraining order.

    The judge’s Feb. 27 order states the administration’s actions were likely illegal, directing the federal Office of Personnel Management to rescind its instruction to agencies to fire virtually all probationary employees.

    The original plaintiffs include the American Federation of Government Employees (AFGE); American Federation of State, County and Municipal Employees (AFSCME); Main Street Alliance; the Coalition to Protect America’s National Parks; Common Defense Civic Engagement; the Western Watersheds Project; AFGE Local 1216; AFGE Local 2110; VoteVets; and United Nurses Associations of California/Union of Health Care Professionals (UNAC/UHCP).

    The biggest challenge to limiting climate change to 2°C, the upper target of the 2015 Paris agreement, is this: methane emissions are rising very fast.

    Methane is a greenhouse gas that, molecule for molecule, traps heat in the atmosphere more effectively than carbon dioxide, though over a much shorter timescale (decades versus centuries). Reducing emissions of methane to the atmosphere could drastically slow the rate at which Earth’s climate is warming.

    Unfortunately, a warmer and wetter atmosphere is already causing wetlands to make more methane and so exacerbate climate change. This feedback loop makes the task of cutting methane from sources under our immediate control, like agriculture, more urgent. The good news is, my colleagues and I showed that there are lots of ways we can do this in a recent study.

    Each year, about 600 million tonnes of methane are emitted to the air, very roughly 40% from natural sources and 60% from human activities. Of this latter portion, fossil fuels contribute 120-130 million tonnes. This is methane that leaks from gas pipelines, coal mines and oil wells. There has at least been some progress towards controlling these leaks: new satellite technology has excelled at finding them, while 159 countries have pledged to cut emissions by 30% by 2030.

    In contrast, roughly 210-250 million tonnes of methane come from agriculture and its products, but these emissions are much tougher to tackle. It’s easier to spot a leaky gas well from space than farm leaks that are collectively large but individually small.

    These sources include the breath of livestock animals and their manure (roughly 120 million tonnes), rice fields (about 30 million tonnes), crop waste fires (about 20 million tonnes) and organic matter rotting in landfills (about 70 million tonnes).

    Since 2000, the UK has slashed total methane emissions, especially by covering landfills and piping out gas, but farming emissions, from manure stores for instance, have hardly changed. The methane is made by methanogens, which are microbes that live in oxygen-poor environments, like the stomachs of cows, and biodigesters (which grow bacteria to convert organic waste into fertiliser, oils and gas) and landfills.

    If the UK cuts its own agricultural emissions by importing more food from tropical nations like Brazil it may still increase climate damage on a global scale. The problem is a global one, and very few countries are successfully reducing methane emissions from farming.

    Where there’s muck, there’s methane

    Cows, pigs and chickens make vast amounts of manure. In the US, Europe and East Asia, manure is often kept in big tanks or lagoons. These are usually under covers, but still release a lot of methane.

    Gas-tight coverings can prevent this, and the captured methane can be harvested and then burned to generate electricity. This still produces CO₂, but the warming impact is smaller, while the electricity can replace new natural gas in the national grid.

    The remaining slurry can be turned into fertiliser. Though it’s not commercially feasible now, it may one day be possible to turn it into aviation fuel.

    Biodigesters are becoming common in towns and on farms, but are often very leaky. Methane doesn’t smell, but if a biodigester is releasing other gases that stink, it’s probably also releasing methane. Leaks are easily controlled but much tighter regulation is needed to ensure this happens.

    Most of the world’s cattle are in India, Africa and South America. In large parts of the tropics, rain-fed crops aren’t enough to sustain people. The difference is made up by meat and milk from cows and goats that browse trees and bushes and graze seasonal grasses.

    Smaller herds can produce the same amount of food if cattle diseases are reduced. Bovine mastitis, East Coast fever and African trypanosomiasis can be vaccinated against, for example and agricultural experts in India have even used artificial insemination to make more calves female, and so slash dairy cattle numbers. It’s possible to give drugs to cattle to reduce methane emissions, but poor countries would struggle to cover the expense.

    Rice paddies emit methane, but rice is essential for nutrition, especially in East and South Asia, and increasingly in Africa. Flooding paddies only when and for how long it is needed during the year may cut emissions by as much as a quarter.

    In China, India, Africa and many parts of the US and Europe, landfills are major methane emitters. This is where wasted food ends up. But as the UK has shown, emissions can be sharply reduced by good landfill design and gas extraction.

    Simply adding a metre of soil to the surface of a landfill creates habitat for methane-eating bacteria, and also prevents landfill fires, which are very common in Africa and India. Still inexpensive is putting a plastic liner between the waste and soil and inserting pipes to extract gas that can generate electricity.

    The widespread burning of crop waste that pollutes skies in India and tropical Africa has terrible consequences for human health, but it also includes methane emissions that contribute to climate change.

    Crop waste fires were once a major source of air pollution in the UK and Europe. Today they are minimal thanks to better farming practice and straw processing. To cut burning, farmers need good advice, good management, good regulation and targeted financial help.

    Cutting agricultural methane emissions involves a wide range of relatively cheap measures that need good design and management, but could cut food-related emissions substantially over the next decade. High on the list should be tackling landfills and crop waste fires in India and Africa. In the US, Europe and China, it is manure storage facilities and biodigesters. With determination and inexpensive financial carrots and sticks, much could be accomplished.

    Washington, D.C. – Today, U.S. Senators Cortez Masto (D-Nev.), Jacky Rosen (D-Nev.), Alex Padilla (D-Calif.), Adam Schiff (D-Calif.), Ruben Gallego (D-Ariz.), and Mark Kelly (D-Ariz.) urged the Department of the Interior to immediately cease its freeze of Inflation Reduction Act funding for the Lower Colorado River System Conservation and Efficiency Program. The Senators, representing the three Lower Colorado River Basin states, criticized the Trump Administration’s day-one executive order halting all Inflation Reduction Act disbursements, including pausing the $4 billion Senator Cortez Masto helped secure for water management and conservation efforts in the Colorado River Basin and other Western areas experiencing drought.
    The Colorado River Basin, which supports 40 million people and 5.5 million acres of agricultural land across seven states, depends on a stable and reliable water supply from Lake Mead. The Lower Colorado River System Conservation and Efficiency Program being threatened by the Trump Administration directly adds water to the lake, contributing 1.2 million acre-feet of water in the past two years and raising the lake’s elevation by 15 feet. Projects planned for this year were set to conserve 734,000 more acre-feet and add another nine feet to the lake’s elevation.
    These savings were pivotal in securing the historic seven-state consensus agreement last year for interim operations of Lake Powell and Lake Mead through 2026, in which the Lower Basin States committed to conserving 3 million acre-feet of water to stabilize the Colorado River System. The Trump Administration’s funding freeze jeopardizes these critical conservation goals while undermining similar multistate agreements in the future.
    “This Program, funded with an initial allocation through the Inflation Reduction Act and managed through the Bureau of Reclamation, has been instrumental in increasing water conservation, improving efficiency, and preventing the Colorado River system’s reservoirs from reaching dangerously low levels that threaten water deliveries and power production,” wrote the Senators.
    “The need for this water is more urgent than ever. This year’s water outlook is dry, with forecasts predicting below-average supply. Project recipients need certainty that the federal funding they were promised — whether formally under contract or not — will be available so they can plan accordingly,” continued the Senators. “Without continued support from Interior, efforts to conserve water and sustain the communities, economies, and ecosystems that rely on the Colorado River are in serious jeopardy.”
    In light of the Office of Personnel Management’s memo last week calling for significant further reductions to the federal workforce, the Senators also pushed the Department of the Interior to make sure that any cuts do not further impact the Bureau of Reclamation, which manages the Lower Colorado River System Conservation and Efficiency Program. Reclamation staff are essential to Western water management, where water systems are extremely complex and are closely coordinated with state, tribal, and local authorities.

As part of the Great American Outdoors Act, they secured permanent funding for the Land and Water Conservation Fund (LWCF). They recently announced $10 million from the Federal Emergency Management Agency to enhance the safety and functionality of the Marlette Lake Dam. They secured $30 million from the Bureau of Reclamation for the Truckee Meadow Water Authority to make Northern Nevada’s water supply more drought resilient.

    How Robust Facilities, Like NREL’s, Could Shrink the Chasm From Data to Demonstration

    This article is the first in a “Found at Flatirons” series that showcases the various technologies at NREL’s Arvada, Colorado, campus.

    In a large room with concrete-block walls, a crane lifts what looks like a miniature lunar lander out of a water tank. Water drips from the metal contraption as the crane slowly lowers it onto the floor. Then, the clock starts ticking.

    “My colleagues and I were like, ‘OK, as soon as it touches the ground, we’re going to do this and this and this,’” said Brittany Lydon, a mechanical engineering graduate student at the University of Washington.

    Lydon, who likens that moment to a race car pulling up to have its tires changed midrace, will not be sending her machine to the moon. But she is prepping it for a similarly harsh environment: the ocean.

    Lydon’s device is designed to harness wave energy, which is a type of marine energy, an early-stage, tricky-to-harness renewable that flows through the currents, tides, and other motions of our oceans and rivers. The United States has enough marine energy pulsing in its waters to meet about 60% of the country’s electricity needs. We cannot capture all that energy, but even a little could help energize offshore industries (like seafood farms), give coastal and island communities the power to weather outages or natural disasters, and help the country reach its energy goals.

    However, the marine energy industry needs custom facilities and instruments to vet their novel tech. Researchers studying solar panels can prop a new prototype in a sunny field to see if it works, but tossing an untested marine energy device into the ocean is a bit like hopping into an experimental space shuttle and hitting the ignition.

    “You could argue that, in some ways, space exploration is actually easier,” said Ben McGilton, an electrical engineer at the U.S. Department of Energy’s National Renewable Energy Laboratory (NREL) who studies marine energy technologies. “In space, conditions like gravity, radiation, and vacuum are relatively predictable, whereas the ocean’s ever-changing waves, currents, and corrosive saltwater can create unforeseen challenges that are nearly impossible to simulate perfectly.”

    Marine energy developers often start with a functional theoretical design. But even the best virtual designs cannot account for every invisible defect or ocean oddity. Developers need a lab-sized ocean to test those theories before they head to the big blue.

    That is why Lydon and her colleagues recently found themselves kneeling on wet concrete in NREL’s water power facilities in April 2024. A cable on their wave energy prototype was tugging on the device, potentially warping their experimental data. Out at sea, that kind of flaw would have been invisible—just a rogue cable hidden beneath the murky waves—and, even if the defect was spotted, it could take weeks to fix.

    At NREL, Lydon and her team needed just 10 minutes to reconfigure their prototype’s wiring before a technician lifted it back into a wave tank (located inside the Sea Wave Environmental Lab—or SWEL, for short) for further testing.

    “It went as smooth as we could have ever wanted,” Lydon said.

    Today, NREL’s desert facilities offer the comprehensive, computer-to-ocean testing that marine energy researchers and developers need to get their technologies closer to commercial use.

    But even NREL did not always have such a bounty.

    Between the Data and the Deep Blue Sea

    Scott Jenne, a marine energy researcher at NREL, refers to the jump from computer simulations to the open ocean as “the leap of faith. Basically, you go from numerical simulations to, ‘Hey, we’re going to build a thing and put it in the ocean and hope everything works.’”

    And even if every piece of the device functions just as expected, the ocean might not.

    “There’s a well-known saying in marine energy that the 1-in-100-year wave will happen the first week you deploy,” McGilton said.

    But a leap of faith is not the only way to get from the computer to the ocean. NREL has bridges.

    In 2021, the laboratory installed its first wave tank at SWEL, which can simulate scaled ocean waves representative of different sites around the world. In 2023, the facilities welcomed another ocean mimic, called the large-amplitude motion platform (or LAMP), which can replicate even larger ocean motions without even a drop of water.

    The laboratory also has machines called dynamometers that can test a device’s electrical elements, 3D printers and other rapid manufacturing tools that can quickly churn out new parts if one breaks, and virtual systems that can hook up to actual hardware while simulating different device components, ocean conditions, and even electrical grids.

    With all that, researchers and developers could, for example, assess how their device might function in winter waves off the coast of Hawaii, examining how much strain waves might put on their tech or how much energy they could produce for the local grid. And they can do all that without the time, risk, and costs associated with an actual ocean deployment.

    “Any time you go to test in a river or the sea, it costs an absolute fortune, and there are so many risks and uncertainties,” McGilton said. “It’s essential that we have lab facilities that can validate and test the performance before we go anywhere near the water.”

    McGilton’s colleague, Jenne, would agree: He has experienced both options.

    The HERO on the LAMP

    In 2020, Jenne and a team of NREL researchers started building a hero—or rather, a HERO WEC, which stands for hydraulic and electric reverse osmosis (HERO) wave energy converter (WEC).

    The name fits: This kind of device could be a hero for some communities. The wave-powered machine is designed to produce clean drinking water from salty seawater, which could be critical for communities that lose power and access to potable water after a natural disaster.

    “In that two-week period, we really only saw roughly two-ish useful wave conditions. It was dead flat for the rest of the deployment,” Jenne said.

    Luckily, they could turn to an ocean imitator for help.

    In 2023, the team was the first to mount their device onto NREL’s new LAMP, a long-legged metal platform that resembles something out of “Star Wars.” There, they could subject their prototype to almost any kind of wave motion without worrying about storms or dead waters.

    “There’s still a reason to do those ocean deployments,” Jenne said. “You learn stuff there that you’ll never be able to learn on LAMP and vice versa. But having that controlled test facility where you can literally turn the waves on and off when you need them is so valuable.”

    During their LAMP test, the HERO WEC’s drivetrain “locked up and snapped the mooring line,” as Jenne described it. But, like Lydon and her team, the crew simply shut the LAMP down, came up with a solution to prevent it from happening again, and resumed testing within a couple days. For comparison: Just six hours into a recent Outer Banks deployment in 2024, a rogue storm knocked the HERO WEC around, causing a winch to cut a cable. But no one could reach the device for two weeks.

    “You spend a huge amount of money to understand maybe a few ocean conditions,” Jenne said. “Versus LAMP—we ran over 100 different cases in a month.”

    That is why Lydon and her team came to NREL. They too were searching for that data wealth. Only, they turned to a different instrument.

    Swell Data From the SWEL Wave Tank

    Lydon’s wave energy prototype looks nothing like the HERO WEC. Her group’s device is designed to generate electricity by swaying back and forth, like sea grass, in ocean waves. Although her institution, the University of Washington, has its own wave tank, it is about 2.5 times smaller than NREL’s. Their small-scale prototype could barely fit, and the team was concerned its proximity to the tank’s walls could create ricochet waves that might not exist in the real world, skewing their data.

    “That brought us to the point of having this system functional but not having a good place to test it,” said Brian Polagye, a professor of mechanical engineering at the University of Washington and Lydon’s advisor. “And that’s where SWEL came along.”

    SWEL’s tank is big enough to handle prototypes about 1/75th the size of a full-scale device. Through the tank’s one glass side, researchers can watch how their device handles waves both above and below the water (the ocean’s often murky water prevents this kind of up-close study). And if human eyes are not powerful enough to spot an issue, the tank’s motion-tracking cameras and various sensors likely are.

    With support from the Testing Expertise and Access for Marine Energy Research (TEAMER) program, funded by the U.S. Department of Energy’s Water Power Technologies Office and administered by the Pacific Ocean Energy Trust, Lydon spent several months at SWEL during the spring of 2024. There, Lydon and the team could test how their device performed in a larger range of potential wave conditions.

    “We were able to get a ton of data in a relatively short amount of time,” Lydon said. “That has been huge in trying to answer our questions but also forming new questions.” But if Lydon had to describe her experience in one word, she would say it was boring, “which is what you want.” Boring means nothing went awry; boring equals success.

    “We had what we needed, and we were given everything to do it,” she said.

    The Recipe for Advancing Marine Energy

    Over the past few years, NREL’s water power facilities have grown to offer what NREL Water Power Technology Validation Manager Rebecca Fao often calls a “soup-to-nuts” service. At the Flatirons Campus, people can model their novel designs with the laboratory’s award-winning software, manufacture a prototype, test a specific component or the entire device, manufacture an improved or larger prototype, and hook actual hardware up to virtual grids or oceans that can mimic real-world conditions.

    But none of these machines or models function without people.

    “One of the reasons that these experiments, even the initial experiments, were so successful is the support and flexibility of the staff,” Lydon said.

    From modelers to technicians to electrical and mechanical engineers, NREL’s team of experts are perhaps one of the laboratory’s greatest assets. If a device malfunctions, they are there to troubleshoot, diagnose, repair, or even operate a crane.

    Of course, NREL might have a suite of swell equipment, but it does not have everything. The U.S. Navy has an indoor ocean (also known as the maneuvering and seakeeping basin, or MASK) that holds 12 million gallons of water (SWEL holds only 13,000). A new wave energy test site, called PacWave South, where researchers and developers can test full-scale devices in the open ocean, is under construction off the coast of Oregon.

    Because the United States has so few of these facilities, collectively, they are critical for the marine energy industry to advance quickly. “It’s all a big, interconnected ecosystem,” said Polagye, Lydon’s advisor.

    That ecosystem is growing thanks to renewed interest in this lesser-known renewable. And, in part because of facilities like NREL’s, the field has made significant leaps in the last 10 years.

    “It’s been a fascinating decade,” Polagye said. “And I think the next will be just as fascinating.”

  • MIL-OSI Security: Convicted Felon Sentenced to 2 1/2 Years in Prison for Gun Crime Related to Road Rage Incident

    BIRMINGHAM, Ala. – A convicted felon has been sentenced for illegal possession of a firearm, announced U.S. Attorney Prim F. Escalona and FBI Special Agent in Charge Carlton Peeples.

    U.S. District Court Judge Ann Marie Axon sentenced David Lee Hooker, 53, to 30 months in prison.  In November 2024, Hooker pleaded guilty to being a felon in possession of a firearm stemming from a road rage incident in Jefferson County.

    This sentence sends a clear message that violent and reckless behavior on our roads will not be tolerated,” U.S. Attorney Escalona said. “We will continue to work with our law enforcement partners to hold accountable those who threaten the safety of our communities and endanger innocent lives.”

    “The safety of our communities is a priority,” said Special Agent in Charge Carlton Peeples, Birmingham Division. “The strong collaboration between FBI Birmingham and our state and local law enforcement partners works as a force multiplier to remove violent offenders from the communities we protect and serve.”

    According to the plea agreement, on April 4, 2023, Hooker was involved in a road rage incident at the intersection of Bessemer Road and BY Williams Sr. Drive. Hooker’s vehicle remained stationary during two cycles of the traffic light, and the individual in the vehicle behind Hooker continued to blow their horn.  When Hooker made a left turn, he pulled to the right side of the roadway. As the driver of the second vehicle drove by, Hooker drove up beside the vehicle and pointed a firearm at the driver.  The driver of the second vehicle then pulled into a nearby parking lot. Hooker followed the driver into the parking lot where he got out of his vehicle and proceeded to walk toward the second vehicle.  A Jefferson County Sherriff’s Office Task Force Officer witnessed this and activated his emergency lights to intervene. Hooker placed the firearm into his front pocket and raised his hands above his head.  The officer recovered a Smith &Wesson 9mm pistol from Hooker.     

    The FBI investigated the case along with the Jefferson County Sheriff’s Office. Assistant U.S. Attorney Benjamin A. Keown, Sr., prosecuted the case.

  • MIL-OSI Global: French nuclear deterrence for Europe: how effective could it be against Russia?

    In February 2020, French President Emmanuel Macron said it was time to reflect on the European dimension of French nuclear deterrence. He proposed a strategic dialogue as well as joint nuclear exercises between European partners. Five years later, Germany’s likely next chancellor, Friedrich Merz, responded to this call, advocating an extension of the French nuclear umbrella to Germany – while a US led by President Donald Trump no longer appears to be a reliable partner for protecting Europe.

    But does France have the capacity to defend Europe? Would the deployment of the French nuclear umbrella in Eastern Europe make Europe strategically autonomous, giving it the means to defend itself independently?

    French nuclear deterrence against the Russian threat

    France originally developed its nuclear arsenal in response to the threat of Soviet invasion and to avoid any dependence on the US. According to a stable doctrine that political leaders regularly reaffirmed, the state [would use] its strategic arsenal by air and submarine in the event of an attack against its vital interests.

    But the fact remains that without US support, the balance of power appears largely unfavourable to France, which has a total of 290 nuclear warheads compared to at least 1,600 deployed warheads and nearly 2,800 stockpiled warheads on the Russian side.

    Certainly, the explosive power of thermonuclear warheads, combined with the range of the French M51 strategic sea-to-land ballistic missile, would make it possible to destroy the main Russian cities, including Moscow.

    However, the Russians would only need “200 seconds to atomise Paris”, according to an estimate given on Russian television about “Satan II” thermonuclear missiles.

    These scenarios recall the spectre of adversaries destroying enemy cities in a piecemeal atomic exchange, in which Russia could rely on its vastness to win through attrition. This potential for reciprocity must be kept in mind amid the mutual bet of nuclear deterrence.

    To boost the impact of French nuclear deterrence, a partnership could be envisaged with the United Kingdom. A nuclear power since 1952, London now only has ballistic missiles launched by submarine and has decided, since Brexit, to increase its arsenal to 260 warheads. But although they share common interests, these two European nuclear powers are not equivalent.

    Unlike the UK, which is a member of NATO’s nuclear planning group and whose warheads are designed in the US, France produces its weapons on its own territory and is not subject to any NATO obligations. This gives Paris a great deal of leeway in defining its doctrine. France can also speak on behalf of the European Union, of which it has been a part since its creation.

    French nuclear power: an alternative to US deterrence

    France officially became an atomic power in 1960 by relying on its own resources, with US support fluctuating according to events. The emergence of an independent French strategic force long annoyed Washington, which sought to restrict it by means of international accords such as the 1963 treaty limiting atmospheric nuclear tests and the 1968 Non-Proliferation Treaty. Since 1974, the French nuclear force has officially had a specific dissuasive role within NATO, contributing to the overall security of the transatlantic alliance by complicating the calculations of potential adversaries.

    Almost 60 years ago, US president Lyndon Johnson reinforced doubts about the White House’s determination to fully commit to the defence of Europe. Today, Trump’s desire to end US support for Ukraine confirms these suspicions. Consequently, increasingly insistent voices are calling for the acceptance of a French nuclear force that would extend to the European level.

    A French nuclear umbrella in Eastern Europe

    Merz’s call for the French nuclear umbrella to extend to Germany aligns with Paris’s proposal to establish a dialogue involving Europeans in a common approach. As France’s defence minister has pointed out, the precise definition of vital interest is up to its president. However, the use of nuclear weapons to protect Europe requires a strategic discussion to define the power to be acquired, the interests to be defended and the method of nuclear fire command.

    Moving toward a Europeanisation of nuclear force means increasing deterrent capabilities and, therefore, expanding the French arsenal so it can respond to threats affecting all 27 EU member states. This would require the creation of additional stocks of fissile material and the reactivation of production plants in Pierrelatte and Marcoule, which were dismantled in the late 1990s.

    Dogma about what constitutes a sufficient arsenal must also be questioned. If 290 nuclear warheads represent the value that France places on defending its existence, this price seems to neglect the scale of the European continent, and logic confirms it: continent-sized nuclear powers such as the US and Russia – and soon, China – are deploying an arsenal of around 1,000 thermonuclear warheads.

    Ramping up power would take time and require a budgetary effort to increase the number of missiles and carrier aircraft. In addition to the construction of new infrastructure in European partner countries, the cost could exceed €10 billion per year, not including indirect costs related to maintenance and logistics. This is a lot to take into account, especially since the political and strategic offer of extended nuclear protection evolves according to circumstances.

    Until now, Germany preferred that France assume a role that was simply complementary to the extended deterrence of the US, but Washington’s threatened abandonment of Ukraine increases the Russian threat. As Macron has indicated, France could respond by proposing the pre-positioning of its nuclear forces in Eastern European countries with the idea of eventually replacing the US.

    This French nuclear umbrella would give concrete form to European strategic autonomy through the deployment of nuclear-capable combat aircraft, a sign of European political solidarity that would make Moscow’s calculations more difficult.

    The visible presence of these aircraft in Eastern Europe could prevent Russia from attacking countries in the region with conventional means, as such an attack could provoke a French nuclear response on behalf of Europe.

  • MIL-OSI United Kingdom: First steps made towards potential new watersports centre for Portsmouth

    Portsmouth has a potential opportunity to create a new watersports centre in the south-east of the city, on the site of the closed Eastney Swimming Pool. This ambition was set out in the Council’s Seafront Masterplan in 2013 and was also included in the updated plan in 2021.

    This area of the seafront has become a hotspot for kiteboarding and kitesurfing over the past decade, leading to the city hosting the Formula Kite European Championships in 2023.

    Creating a watersports centre will establish a hub for these sports, alongside others such as open water rowing, kayaking, and stand-up paddleboarding. Participants in these sports could have facilities to change, leave their valuables, and shower afterwards.

    It could also open an area of the seafront that has been previously inaccessible, allowing access to the listed World War II pillbox currently hidden on the site. The listed World War II anti-tank defences could also be sensitively incorporated into the design.

    The Council will be consulting with the public on what they would like to see as part of the centre. This could include a café, a restaurant, creative studios, or retail space as part of the mix of facilities on offer. The consultation will begin from April this year.

    Cllr Steve Pitt, Leader of Portsmouth City Council, said:

    “We have a real opportunity here to potentially create a watersports facility that the community can be proud of. With investment in a new leisure centre at Bransbury Park, renovation work at Mountbatten Centre, and the regeneration of Hilsea Lido, we are demonstrating that we are serious about sport in the city. I’m looking forward to hearing what facilities for watersports the public want to see in the future.”

    Eastney Swimming Pool, which is currently on the site, has been closed permanently since 2020. The poor condition of the building means that it presents a significant danger to staff and the public. Multiple surveys have shown the 120-year-old building is in very poor condition, with extensive structural issues with the walls and roof. The pool structure is cracked and is now filling up with groundwater.

    To renovate the building to make it safe to use for another purpose would be extremely expensive, not appropriate for a watersports centre, and a poor use of public money. Historic England has also declined to list the building on two occasions, as it does not have any special architectural and historic interest required for it to be listed.

    Following the decision made today, the Council will apply for planning permission to demolish this building. Brand new swimming facilities, including a learner pool, will be available in nearby Bransbury Park when the new leisure centre and GP surgery are completed in 2027.

    Why can’t you just re-open the pool?

    Eastney Swimming Pool has closed permanently. As a standalone pool it needed considerable subsidy to keep it open, and the building is at the end of its life. It would cost many millions to re-open the existing building.

    Even if we did, it would not be able to accommodate a learner pool, modern changing facilities and a gym in the existing building. The gym is essential to the centre operating without a significant annual subsidy. The new facility at Bransbury Park, less than a mile away. should operate without significant subsidy and is the most cost-effective way to provide a new swimming pool for the local community.

    I’ve seen claims that a new leisure centre at Eastney will be half the cost of one at Bransbury Park. Is this true?

    No, and we do not know where this estimate has come from. To build the same building at Eastney would cost the same amount – if not more to account for flood protection.

    We do know that refurbishing Eastney Swimming Pool “as-is” would cost up to £8 million. However, even after this investment, the pool would:

    • Remain unsuitable for early stages swimming lessons.
    • Have significant accessibility issues.
    • Be inconvenient for residents, too far from local schools, and poorly served by public transport.
    • Still be an aging building with high ongoing maintenance costs and requiring substantial subsidies.

    This £8m estimate does not include additional facilities suggested in “alternative proposals” that have been floated online. These added a learner pool, new changing rooms, a GP surgery, an open-air pool and water sports facilities. Any project to provide these additional facilities on site would have to deal with the variable ground levels there, while integrating new buildings with old. It would have to address the poor accessibility of the existing building, its poor energy rating, the fact that the pool tank leaks, and that the building needs a new roof.

    It, like Bransbury Park, is also in a flood zone, but the existing building is set considerably lower in the ground. The most cost-effective way of dealing with these issues would be to demolish the existing building and build a whole new facility at a higher ground level. This would cost at least as much as building it at Bransbury Park, and probably more. It would also not fit on the footprint of the site.

    This demonstrates that the alternative proposals are uncosted, unfeasible, and unrealistic.

    While a new building at Bransbury Park does require significant upfront capital investment, it offers better value for residents in the long term by offering lower ongoing costs for the Council, reduced reliance on subsidies as a combined pool and fitness centre, and greater energy efficiency, with a substantial portion of its power generated by solar panels on the roof.

  • MIL-OSI USA: 12 men sentenced for conspiring to distribute fentanyl, methamphetamine, marijuana in Tennessee, California

    NASHVILLE, Tenn. – Twelve members of a drug trafficking conspiracy were sentenced to more than 70 years combined for their roles in conspiring to distribute and possess with intent to distribute controlled substances in middle Tennessee and elsewhere following a joint investigation with U.S. Immigrations and Customs Enforcement Nashville.

    According to court documents, around 2022, agents with ICE Nashville, FBI, and Drug Enforcement Administration began investigating large shipments of counterfeit fentanyl-laced pills that were inscribed “M30,” methamphetamine, and marijuana that someone was shipping to Tennessee and approximately 16 other states from California.

    Agents reviewed shipping materials, monitored social media accounts, and conducted surveillance before identifying Matthew Cox as the individual who was shipping these packages to members of the drug trafficking conspiracy. In their messages on social media applications and phones, the defendants discussed drug prices, drug shipments, and quality of the drugs. One defendant, Quortez Duncan, told Cox that he wanted stronger pills to get customers hooked on the pills to increase profits. Cox complied and attempted to send Duncan these pills, but agents seized them. Agents also learned that another defendant, Khyre McClain, attempted to establish and launder money through a limited liability corporation.

    In addition to this evidence of shipments to other states, agents seized packages of drugs that were being shipped to Tennessee. Specifically, on July 25, 2022, ICE agents seized a package from a UPS Store in Sebastopol, Calif., which was destined for Nashville. This package contained thousands of counterfeit fentanyl-laced pills weighing over two kilograms. The package also contained more than eight pounds of methamphetamine. On Aug. 9, 2022, ICE agents intercepted two additional packages from the Santa Rosa, Calif., area which were destined for residences in Nashville. One package contained 472 grams of counterfeit fentanyl-laced pills, and the other package contained approximately four pounds of methamphetamine.

    After collecting an overwhelming amount of evidence, law enforcement officers executed search warrants at multiple residences in California and Tennessee. They recovered handguns, assault rifles, bulk cash, expensive cars, marijuana, and large amounts of counterfeit fentanyl-laced pills.

    Each defendant was convicted of conspiring to distribute controlled substances. Three defendants were also convicted of unlawfully possessing firearms after previously being convicted of felony offenses.

    The defendants were sentenced as follows:

    • Quortez Duncan, age 37, was sentenced to 15 years in federal prison.
    • Mathew Cox, age 28, was sentenced to 11 years and 8 months in federal prison.
    • Jonny Rodriguez-Gonzalez, age 26, was sentenced to 11 years and 2 months in federal prison.
    • Ricardo Molinero-Alcarez, age 29, was sentenced to 10 years in federal prison.
    • Khyre McClain, age 23, was sentenced to 10 years in federal prison.
    • Davontay Holt, age 30, was sentenced to 10 years in federal prison.
    • Marcus Johnson, age 27, was sentenced to 5 years in federal prison.
    • Tristain Orr, age 25, was sentenced to 5 years in federal prison.
    • Ethan Kimes, age 22, was sentenced to 2 years in federal prison.
    • Marquitues Sawyers, age 24, was sentenced to 1 year and 8 months in federal prison.
    • Jahari Armstrong, age 22, was sentenced to 3 years of probation.
    • Jaydan Armstrong, age 22, was sentenced to 3 years of probation.
