  • MIL-OSI Security: Two Brothers from Youngstown, Ohio, Each Sentenced to at Least a Decade in Prison for Participation in Interstate Cocaine Trafficking Operation

    PITTSBURGH, Pa. – Two Youngstown, Ohio, residents were sentenced in federal court in Pittsburgh on February 26, 2025, for their convictions of conspiracy to distribute and possess with intent to distribute cocaine and related firearms and drug trafficking charges, Acting United States Attorney Troy Rivetti announced today. The defendants were among 17 individuals from Lawrence County, Pennsylvania; Puerto Rico; and Youngstown, Ohio, indicted in March 2024 for violating federal narcotics, firearms, and racketeering laws by conspiring to distribute cocaine throughout Western Pennsylvania and Youngstown (read the Indictment news release here).

    Senior United States District Judge Arthur J. Schwab imposed the sentences on brothers Ruben Noel Sanchez, 29, and Rubel Sanchez, 22. Ruben was sentenced to a total of 13 years of imprisonment, to be followed by four years of supervised release, on his conviction of conspiring to distribute and possess with intent to distribute 500 grams or more of cocaine, possessing with intent to distribute fentanyl, heroin, cocaine, and methamphetamine, and possessing firearms in furtherance of drug trafficking, with the latter two charges having been filed by Information in the Northern District of Ohio. Rubel was sentenced to 10 years of prison, to be followed by four years of supervised release, for conspiring to distribute and possess with intent to distribute 500 grams or more of cocaine.

    According to information presented to the Court, the Sanchez brothers were part of an organized drug trafficking group that shipped kilogram quantities of cocaine from Puerto Rico, often mailing drug parcels through the U.S. Postal Service to co-conspirators responsible for selling the cocaine in Western Pennsylvania; Youngstown, Ohio; and elsewhere. This included the Sanchez brothers receiving kilograms of cocaine directly through the mail as well as receiving and paying for cocaine that was shipped to Philadelphia and then transported across Pennsylvania to Youngstown, Ohio. Upon receipt of the cocaine, the brothers and their co-conspirators distributed the drugs to customers and multiple other co-conspirators, who then distributed the cocaine in Youngstown, Ohio, and throughout Lawrence County, Pennsylvania.

    In March 2024, investigators executed a federal search warrant at a Youngstown residence utilized by the brothers in connection with their drug distribution operations, where investigators seized three Glock pistols—including one equipped with a machinegun conversion device known as a Glock switch and another loaded with ammunition; three unattached Glock switches; assorted ammunition; baggies of powder and pills that included separate mixtures and substances containing 1) fentanyl, cocaine, and xylazine, 2) fentanyl and xylazine, 3) cocaine, 4) fentanyl, 5) methamphetamine, and 6) heroin, fentanyl, cocaine, and xylazine; a kilo press plate used in connection with the packaging and distribution of large quantities of powdered controlled substances; and the brothers’ cell phones. Evidence, including from these cell phones and other surveillance, established that the brothers knowingly possessed the drugs with the intent to distribute them and possessed the firearms in furtherance of their drug trafficking. The brothers each were responsible for distributing and/or possessing with intent to distribute at least five kilograms of cocaine, at least 40 grams of fentanyl, and quantities of heroin and methamphetamine.

    Assistant United States Attorney Carl J. Spindler prosecuted this case on behalf of the government, with valuable assistance from the U.S. Attorney’s Office for the Northern District of Ohio.

    Acting United States Attorney Rivetti commended the Drug Enforcement Administration, Lawrence County High Intensity Drug Trafficking Area (HIDTA) Drug Task Force, and United States Postal Inspection Service, as well as the New Castle Police Department, Ellwood City Police Department, Federal Bureau of Investigation, Internal Revenue Service – Criminal Investigation, Pennsylvania Office of Attorney General, Pennsylvania State Police, Pittsburgh Bureau of Police, and United States Department of Agriculture for the investigation leading to the successful prosecution of Sanchez brothers.

    Lawrence County is one of six Western Pennsylvania counties officially designated as a High Intensity Drug Trafficking Area by the White House’s Office of National Drug Control Policy. The county received its HIDTA designation in July 2022, allowing it to receive dedicated federal resources to coordinate federal, state, and local governments in fighting drug trafficking and abuse.

    This prosecution is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

  • MIL-OSI Security: Wanted South Carolina Fugitive Sentenced to More than Eight Years in Federal Prison for Illegally Possessing Firearm at Evansville Bus Stop

    EVANSVILLE— Argelius C. Croft, 37, of Greenville, South Carolina, has been sentenced to 100 months in federal prison, followed by three years of supervised release, after pleading guilty to possession of a firearm by a convicted felon.

    According to court documents, on January 27, 2023, Evansville Police Department officers questioned Croft at the Evansville Greyhound Bus Station after learning that he had an active arrest warrant out of South Carolina for a pending criminal charge. When confronted, Croft provided false information about his identity to the officers and ran away from the bus station on foot carrying his backpack. After a brief foot chase, Croft fell and was arrested by EPD officers.

    During a search of his person, officers found a Ruger.22 Charger rifle with a partially obliterated serial number and a Ruger BX- 25 double-stack magazine loaded with 47 rounds inside of Croft’s backpack. When the officers found the firearm, Croft asked them to forget about it and just throw the gun in the river.

    At the time of his arrest, Croft had been convicted of numerous felonies including burglary, possession with the intent to distribute cocaine and domestic violence. These prior felony convictions prohibit Croft from ever legally possessing a firearm again.

    “Deadly weapons in the hands of violent criminals fuel the shootings and deaths that have devastating impacts on our families,” said John E. Childress, Acting United States Attorney for the Southern District of Indiana. “This sentence should send a clear message to those who ignore their prohibition- if you choose to pick up a gun, you face a serious term in federal prison.”

    “ATF’s core mission is to identify, pursue, and perfect criminal cases against individuals who unlawfully possess or use firearms in furtherance of criminal activity,” stated Acting ATF Columbus Field Division Special Agent in Charge Thomas A. Greco. “We will continue to work shoulder to shoulder with our law enforcement partners to ensure anyone who commits violence in our communities is held accountable for their actions.”

    The Bureau of Alcohol, Tobacco, Firearms and Explosives and the Evansville Police Department investigated this case. The sentence was imposed by U.S. District Judge Richard L. Young.

    Acting U.S. Attorney Childress thanked Assistant U.S. Attorney Todd S. Shellenbarger, who prosecuted this case.

  • MIL-OSI Security: Over 30 individuals sentenced to federal prison following Angelina County drug trafficking investigation

    BEAUMONT, Texas – Over 30 individuals have been sentenced to federal prison following a five-year investigation into drug trafficking in the Eastern District of Texas, announced Acting U.S. Attorney Abe McGlothin, Jr.

    According to information presented in court, in 2019, law enforcement in Angelina County began investigating numerous individuals for trafficking methamphetamine into and through East Texas.  As of February 2025, over 30 individuals have been sentenced to federal prison for offenses including conspiracy to distribute and possess with the intent to distribute methamphetamine, possession of firearms in furtherance of drug trafficking crimes, and other related offenses.  The investigation and prosecution of individuals from East Texas, Houston, and elsewhere, resulted in the dismantling of a drug trafficking organization that operated between Mexico, Houston, Angelina County, Tyler County, and other areas.

    The following individuals were sentenced for various roles in the methamphetamine distribution conspiracy:

    [WASHINGTON, D.C.] – U.S. Senators Tammy Duckworth (D-IL) and Cory Booker (D-NJ)—founding co-chairs of the Senate’s first-ever Environmental Justice Caucus—joined U.S. Senator Alex Padilla (D-CA) and other Senate colleagues in introducing bicameral legislation to permanently codify the Office of Environmental Justice within the Department of Justice’s (DOJ) Environment and Natural Resources Division (ENRD). The introduction of the Empowering and Enforcing Environmental Justice Act comes after Attorney General Pam Bondi’s recent order eliminating all environmental justice efforts at the DOJ on her first day as Attorney General.

    “The Trump Administration seems determined to undermine the protections aimed at helping every American—no matter their zip code—to be able to breathe safe air, drink clean water and live, work and play on uncontaminated land,” said Senator Duckworth. “Our bill would help ensure the Justice Department holds polluters accountable and fulfills its promise to serve all Americans, including those in communities who have been hit hardest by environmental injustice and are suffering from severe health consequences.”

    The Empowering and Enforcing Environmental Justice Act would strengthen efforts at the Department of Justice to enforce environmental laws, hold polluters accountable and support state and local environmental enforcement capacity. The legislation would also authorize $50 million in annual grant funding to assist state and local governments with their own environmental enforcement efforts.

    As co-chair and co-founder of the U.S. Senate Environmental Justice Caucus, Duckworth has been a strong advocate for bringing environmental justice to Illinois and across the country. Her Drinking Water and Wastewater Infrastructure Act (DWWIA), which was included in the Bipartisan Infrastructure Law, is the most significant federal investment in water infrastructure in history, including $15 billion for national lead pipe replacement. DWWIA, which focuses on disadvantaged communities, is helping rebuild our nation’s crumbling and dangerous water infrastructure and enable communities to repair and modernize their failing wastewater systems, with many of the provisions to help low-income communities designed specifically for communities like Chicago, Cahokia Heights and East St. Louis. Duckworth also led the reintroduction of the A. Donald McEachin Environmental Justice For All Act—the most comprehensive environmental justice legislation in history—which would help achieve health equity and climate justice for all, particularly in underserved communities and communities of color that have long been disproportionately harmed by environmental injustices and toxic pollutants.

    Duckworth has consistently worked to bring attention to the environmental injustice, calling on EPA to conduct enhanced monitoring and enforcement in the Metro East, requesting a formal public health assessment by ATSDR on the impact of decades of flooding in Cahokia Heights, as well as ATSDR health assessments for several other communities like Sauget, Southside Chicago and Lake Couty. Duckworth has frequently met with residents to discuss the persistent inland flooding and environmental justice issues the community faces, including leading a federal delegation tour of the area. In Sauget, Duckworth has made multiple requests for air monitoring in the area and secured EPA enhanced air monitoring in 2021. She has also helped secure multiple funding streams for environmental justice across the state of Illinois and the country, such as the $3 billion in Environmental Justice grants under the Biden Administration and several Congressionally-directed grants.

  • MIL-OSI USA: SBA Offers Relief to West Virginia Businesses, Nonprofits and Residents Affected by February Storms

    WASHINGTON – In response to a Presidential disaster declaration issued Feb. 26, 2025, the U.S. Small Business Administration (SBA) announced the availability of low interest federal disaster loans for West Virginia businesses, nonprofits, and residents affected by the severe storm, straight-line winds, flooding, landslides and mudslides occurring Feb. 15.

    The disaster declaration covers the primary counties of McDowell, Mercer, Mingo and Wyoming, which are eligible for both Physical damage loans and Economic Injury Disaster Loans (EIDLs) from the SBA. Small businesses and most private nonprofit (PNP) organizations in the following adjacent counties are eligible to apply only for SBA EIDLs: Boone, Lincoln, Logan, Monroe, Raleigh, Summers and Wayne, as well as Martin and Pike in Kentucky, and Bland, Buchanan, Giles and Tazwell in Virginia.

    Businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.    

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.    

    Applicants may also be eligible for a loan increase of up to 20% of their physical damages, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include strengthening structures to protect against high wind damage, upgrading to wind rated garage doors, and installing a safe room or storm shelter to help protect property and occupants from future damage.    

    “One distinct advantage of SBA’s disaster loan program is the opportunity to fund upgrades reducing the risk of future storm damage,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “I encourage businesses and homeowners to work with contractors and mitigation professionals to improve their storm readiness while taking advantage of SBA’s mitigation loans.”

    SBA’s EIDL program is available to eligible small businesses, small agricultural cooperatives, nurseries, and PNPs that suffered financial losses directly related to this disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises.

    EIDLs are for working capital needs caused by the disaster and are available even if the business did not suffer any physical damage. They may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    Interest rates are as low as 4% for small businesses, 3.625% for PNPs, and 2.563% for homeowners and renters, with terms up to 30 years. Interest does not begin to accrue, and payments are not due, until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms, based on each applicant’s financial condition.

    Beginning Monday, March 3, SBA customer service representatives will be on hand at the Business Recovery Center in Mercer County to answer questions about SBA’s disaster loan program, explain the application process and help individuals complete their application. Walk-ins are accepted, but you can schedule an in-person appointment in advance at appointment.sba.gov. The BRC hours of operation is listed below:

    Disaster survivors should not wait to settle with their insurance company before applying for a disaster loan. If a survivor does not know how much of their loss will be covered by insurance or other sources, SBA can make a low-interest disaster loan for the total loss up to its loan limits, provided the borrower agrees to use insurance proceeds to reduce or repay the loan.

    With the changes to FEMA’s Sequence of Delivery, survivors are now encouraged to simultaneously apply for FEMA grants and the SBA low-interest disaster loan assistance to fully recover.  FEMA grants are intended to cover necessary expenses and serious needs not paid by insurance or other sources. The SBA disaster loan program is designed for your long-term recovery, to make you whole and get you back to your pre-disaster condition.

  • MIL-OSI Security: Jacksonville Man With Domestic Violence And Felony Convictions Sentenced For Illegally Attempting To Buy A Firearm

    Jacksonville, FL – U.S. District Judge Wendy Berger has sentenced Jose Fernando Dominguez (51, Jacksonville) to 10 months in federal prison for making a false statement to a federally licensed firearms dealer during the attempted purchase of a firearm. Dominguez entered a guilty plea on October 1, 2024.

    According to court documents, in February 2024, Dominguez completed ATF Form 4473 while attempting to purchase a Springfield XD pistol from a federally licensed firearms dealer in Jacksonville. On the form, Dominguez indicated that he had not been convicted of a misdemeanor crime of domestic violence and that he had not been convicted of a crime punishable by more than one year of imprisonment. Both statements were false. Dominguez had previously been convicted of misdemeanor domestic battery in Duval County and three crimes punishable by more than one year of imprisonment in Miami-Dade County, including grand theft, possession of cocaine, and sale, manufacture, deliver, or possess with intent a controlled substance. Dominguez was on probation for the domestic battery conviction at the time he made the false statement on the form. Because of his prior convictions, Dominguez is prohibited from possessing or purchasing firearms under federal law.

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives. It was prosecuted by Assistant United States Attorney Elisibeth Adams.

    This is another case uncovered through the FBI’s National Instant Criminal Background Check System (NICS). All NICS denials are reported to federal law enforcement and are reviewed daily for potential criminal prosecution. Federal law makes it a felony offense to make a false statement to a firearms dealer when trying to buy a gun.   

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone.     SACRAMENTO, Calif. — Two Vallejo Public Safety Partnership (PSP) investigations have resulted in arrests and federal charges for eight individuals for various gun and drug offenses. The PSP investigations are a part of a larger collaborative effort to address violent crime in the city of Vallejo. Making this announcement are Acting U.S. Attorney Michele Beckwith, Chief Jason Ta of the Vallejo Police Department, Special Agent in Charge Sid Patel of the FBI Sacramento Field Office, and Bureau of Alcohol, Tobacco, Firearms and Explosives Special Agent in Charge Jennifer Cicolani.

    According to court documents, since July 2024 until the present, the ATF’s Oakland Field Office has been investigating members of a loosely affiliated group that was illegally selling dangerous, high-powered weapons in Vallejo using a Super 8 motel on Solano Avenue as the hub of their criminal activity. On Feb. 20, 2025, ATF arrested four Vallejo residents charged with federal firearms offenses. Zuryess Anthony Roberts, 24, was charged with possession and transfer of a machine gun. Taezon Laurece Sanderson, 23, was charged with being felon in possession of a firearm. Divaya James Talley, 18, was charged with transfer and possession of a machine gun. Anderson Thurston, 66, was charged with being a felon in possession of a firearm.

    Brown Brotherhood (BBH)

    According to court documents, the Brown Brotherhood gang is a subset of the Sureño gang and has been a frequent target of investigations of the Vallejo Police Department and the Solano County Violent Crime Task Force. The primary criminal activities of this gang have included murder, robbery, extortion, drug trafficking, firearms trafficking, burglary, and stolen vehicles. The current investigation began in February 2024 through today’s arrests and takedown. FBI arrested four people today on federal drug trafficking and firearms charges.

    Leo Alonso-Medina, 32, was charged with being a felon in possession of a firearm. Carlos Higuera-Aldana, 23, was charged with possession of a controlled substance with intent to distribute. Jeremiah Salanoa, 22, was charged with being a felon in possession of a firearm. Doroteo Suastegui, 47, was charged with possession of a controlled substance with intent to distribute.

    These cases are the product of investigations by the ATF, the FBI, the Vallejo Police Department, and the Solano County Violent Crime Task Force. Assistant U.S. Attorneys Jason Hitt, R. Alex Cardenas, Nicole Vanek, Douglas Harman, Charles Campbell, and Adrian Kinsella are prosecuting the eight federal cases arising out of this collaborative PSP effort.

    A criminal complaint is merely an accusation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    WASHINGTON – Today, U.S. Senators John Hickenlooper and Michael Bennet and Representative Joe Neguse sent a letter to the Deputy Inspector General at the Department of Commerce demanding an independent investigation into the dismantling of the National Oceanic and Atmospheric Administration (NOAA).
    “The work our scientists and civil servants do at NOAA is essential to U.S. national security, as well as the personal safety and daily lives of Americans. Dismantling NOAA or compromising its capabilities would put Americans across the country at great risk,” wrote the Colorado lawmakers.
    Their letter comes in response to recent reports that thousands of federal employees at the NOAA were laid off in the latest wave of mass firings by the Trump Administration.
    The lawmakers continued: “NOAA’s National Integrated Drought Information System (NIDIS) provides essential information and resources to farmers and ranchers across the U.S. to help them better prepare for, mitigate, and respond to the effects of drought…”
    NOAA, which oversees the National Weather Service (NWS), employs scientists and experts from across the state of Colorado to ensure accurate forecasting, issue severe weather alerts, and provide the community with emergency information relating to events such as wildfires.
    NOAA also works with other federal agencies to bolster national security, improve air safety, equip American farmers with critical information on drought mitigation, and much more.

    Dear Deputy Inspector General Anderson,
    We write to implore you to investigate the ongoing efforts by the Department of Government Efficiency (DOGE) to dismantle the National Oceanic and Atmospheric Administration (NOAA). We’re also deeply concerned about recent reports of mass terminations at NOAA facilities in our home state of Colorado.
    The work our scientists and civil servants do at NOAA is essential to U.S. national security, as well as the personal safety and daily lives of Americans. Dismantling NOAA or compromising its capabilities would put Americans across the country at great risk.
    NOAA has a long standing and important partnership with the Department of Defense, which uses NOAA’s satellites to monitor atmospheric conditions and apply imagery from those satellites for military missions. These resources are critical to the effective coordination of military resources, and they contribute to sustained military readiness. NOAA’s Global Forecast System (GFS) and High-Resolution Rapid Refresh (HRRR) capabilities assist the Department of Defense in predicting battlefield weather conditions. NOAA works with the 557th Weather Wing to train military meteorologists in analyzing satellite data for operational use. NOAA’s Space Weather Prediction Center (SWPC) provides critical space weather data to DoD to protect military satellites, GPS, and communication networks from solar storms and geomagnetic disruptions. These are just a few of the critical functions NOAA serves in partnership with the Department of Defense that help keep Americans safe and our warfighters effective.
    NOAA also collaborates closely with the Federal Aviation Administration (FAA), airports, and airlines to provide them with critical information on turbulence, low-level wind shear, and fog, which are factors that can complicate landing and takeoff. By providing timely data, NOAA ensures smoother and safer air travel for American citizens. In addition, during the recent Palisades and Eaton fires, the National Weather Service’s red flag warnings and fire weather forecasts assisted federal, state, and local officials in their efforts to save lives and property. This collaboration strengthens our national safety and security, demonstrating the importance of leveraging NOAA resources for the benefit of the American people.
    Further, NOAA plays a critical role in protecting American technology, including GPS systems, from threats posed by solar flares and other space weather phenomena. Using cutting-edge data from satellites like NOAA’s GOES (Geostationary Operational Environmental Satellites), NASA’s Solar Dynamics Observatory (SDO), and the Deep Space Climate Observatory (DSCOVR), NOAA helps protect vital infrastructure that keeps our economy and military
    strong. NOAA also works with other federal agencies to monitor and mitigate GPS signal interference by using advanced techniques to pinpoint and neutralize sources of disruption, ensuring the reliability and accuracy of these critical systems. This proactive approach is vital for maintaining the strength and security of America’s technological capabilities.
    Moreover, NOAA’s National Integrated Drought Information System (NIDIS) provides essential information and resources to farmers and ranchers across the U.S. to help them better prepare for, mitigate, and respond to the effects of drought. Upon direction from Congress, NIDIS is creating an early drought warning system for the nation.     Many of NOAA’s programs are authorized and funded through Congressional appropriations. The President does not have the authority to impound or otherwise withhold funds that were lawfully authorized and appropriated by the Congress. Further, the President also does not have the authority to grant unvetted individuals’ access to vital government systems at NOAA, as some reports suggest. Such actions are not only irresponsible but
    also unlawful and pose significant risks to national security and public trust.
    It is also incredibly shortsighted for DOGE to make mass terminations at NOAA facilities, as reports suggest. The scientists at NOAA facilities in Colorado and across the country have dedicated their lives and their careers to public service and innovation, and we should celebrate their contributions rather than putting our country at a disadvantage by purging the agency. The value of NOAA and its programs are clear. Any attempt to unilaterally halt them would constitute egregious overreach of executive power, jeopardizing the safety and well-being of countless Americans. For this reason, we strongly urge you to investigate the claims that suggest DOGE is seeking to dismantle NOAA or disrupt its operations and critical research through unauthorized access to IT systems and attempts to significantly reduce staffing levels. The American people deserve answers about what President Trump and DOGE have done and plan to do with this crucial agency, which has demonstrated tremendous effectiveness at saving lives and property and serving critical economic and strategic national interests.

    The UN Children’s Fund (UNICEF) and partners in the eastern Democratic Republic of the Congo (DRC) are providing lifesaving clean water supplies to 700,000 people a day – around 364,000 of them children – in the regional capital Goma after breaks in the water supply due to the uptick in fighting.

    The intense conflict at the end of January, which saw the city overrun by Rwanda-backed M23 rebels, left many of the city’s two million residents without access to clean water, sanitation or power. A third of them have only recently been displaced.

    The humanitarian crisis sparked by the fighting between Congolese Government forces, M23 and other armed factions – who have fuelled instability in the restive east for decades – has raised two pressing needs, says UNICEF.

    Hundreds of thousands of people are now moving from previous displacement sites around Goma to areas of return with only limited water and sanitation services.

    “Clean water is a lifeline. With ongoing cholera and mpox epidemics in eastern DRC, children and families need safe water now more than ever to protect themselves and prevent a deeper health crisis,” said Jean Francois Basse, UNICEF‘s acting Representative in DRC.

    Deadlier risk than violence

    “Around the world, children in protracted conflicts are three times more likely to die from water-related diseases than violence. Re-establishing essential services needs to be prioritised, or we risk even more lives.”

    Despite the deteriorating security situation, UNICEF responded immediately by trucking water to three health facilities, including the Virunga General Referral Hospital, which treated around 3,000 injured patients.

    Medical kits to treat 50,000 people were also distributed to health centres overwhelmed with patients.

    Around 700,000 people now have daily access to water through the REGIDESO water utility company after UNICEF and the UN peacekeeping mission, MONUSCO, provided 77,000 litres of fuel, enabling the five main pumping stations to restart after they had shut down due to powerline cuts.

    On the east side of Goma, an additional 33,000 people are receiving water through a UNICEF-constructed water network in the Bushara-Kayarutshiyna area.

    Cholera cases tick up

    However, many still rely on untreated supplies directly from Lake Kivu. UNICEF and partners have set up more than 50 chlorine sites along the coast to treat lake water, supplying 56,000 people daily in a bid to limit the spread of cholera.

    “We are already seeing worrying signs of a rise in cholera cases, closely tied to increased displacement and people relying on unclean water. While gathering data is difficult in these challenging circumstances, with the main rainy season approaching, we’re extremely worried about an explosion in cases,” said Mr. Basse.

    Over the last decade, cholera has killed over 5,500 people in the DRC, where only 43 per cent of the population has access to at least a basic water service, and only 15 per cent has access to basic sanitation.

    In Goma, the conflict has made a dire situation worse. Even before the current escalation, approximately 700,000 displaced people lived in camps with dangerously inadequate access to water, sanitation and hygiene, exposing children to diseases and increasing risks of gender-based violence for women and girls collecting water and firewood.

    In line with the Geneva List of Principles on the Protection of Water Infrastructure, UNICEF is calling on all parties to the conflict to safeguard water supplies.

  • MIL-OSI USA: SBA Relief Still Available to Oklahoma Small Businesses and Private Nonprofits Affected by Summer Rain and Flooding

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) is reminding small businesses and private nonprofit (PNP) organizations in Oklahoma of the April 3, 2025, deadline to apply for low interest federal disaster loans to offset economic losses caused by the June 18–21, 2024 heavy rain and flooding.

    The disaster declaration covers the counties of Beaver, Cimarron and Texas in Oklahoma, as well as Morton, Seward and Stevens in Kansas, and Hansford, Ochiltree and Sherman in Texas.

    Under this declaration, SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and PNPs impacted by financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are available for working capital needs caused by the disaster and are available even if the business did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    “SBA loans help eligible small businesses and private nonprofits cover operating expenses after a disaster, which is crucial for their recovery,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “These loans not only help business owners get back on their feet but also play a key role in sustaining local economies in the aftermath of a disaster.”

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.25% for PNPs, with terms up to 30 years. Interest does not accrue, and payments are not due, until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

  • MIL-OSI Global: A Palestinian-Israeli film just won an Oscar − so why is it so hard to see?

    For many low-budget, independent films, an Oscar win is a golden ticket.

    The publicity can translate into theatrical releases or rereleases, along with more on-demand rentals and sales.

    However, for “No Other Land,” a Palestinian-Israeli film that just won best documentary feature at the 2025 Academy Awards, this exposure may not translate into commercial success in the U.S. That’s because the film has been unable to find a company to distribute it in America.

    “No Other Land” chronicles the efforts of Palestinian townspeople to combat an Israeli plan to demolish their villages in the West Bank and use the area as a military training ground. It was directed by four Palestinian and Israeli activists and journalists: Basel Adra, who is a resident of the area facing demolition, Yuval Abraham, Hamdan Ballal and Rachel Szor. While the filmmakers have organized screenings in a number of U.S. cities, the lack of a national distributor makes a broader release unlikely.

    Film distributors are a crucial but often unseen link in the chain that allows a film to reach cinemas and people’s living rooms. In recent years it has become more common for controversial award-winning films to run into issues finding a distributor. Palestinian films have encountered additional barriers.

    As a scholar of Arabic who has written about Palestinian cinema, I’m disheartened by the difficulties “No Other Land” has faced. But I’m not surprised.

    The role of film distributors

    Distributors are often invisible to moviegoers. But without one, it can be difficult for a film to find an audience.

    Distributors typically acquire rights to a film for a specific country or set of countries. They then market films to movie theaters, cinema chains and streaming platforms. As compensation, distributors receive a percentage of the revenue generated by theatrical and home releases.

    The film “Soundtrack to a Coup D’Etat,” another finalist for best documentary, shows how this process typically works. It premiered at the Sundance Film Festival in January 2024 and was acquired for distribution just a few months later by Kino Lorber, a major U.S.-based distributor of independent films.

    The inability to find a distributor is not itself noteworthy. No film is entitled to distribution, and most films by newer or unknown directors face long odds.

    However, it is unusual for a film like “No Other Land,” which has garnered critical acclaim and has been recognized at various film festivals and award shows. Some have pegged it as a favorite to win best documentary at the Academy Awards. And “No Other Land” has been able to find distributors in Europe, where it’s easily accessible on multiple streaming platforms.

    So why can’t “No Other Land” find a distributor in the U.S.?

    There are a couple of factors at play.

    Shying away from controversy

    In recent years, film critics have noticed a trend: Documentaries on controversial topics have faced distribution difficulties. These include a film about a campaign by Amazon workers to unionize and a documentary about Adam Kinzinger, one of the few Republican congresspeople to vote to impeach Donald Trump in 2021.

    The Israeli-Palestinian conflict, of course, has long stirred controversy. But the release of “No Other Land” comes at a time when the issue is particularly salient. The Hamas attacks of Oct. 7, 2023, and the ensuing Israeli bombardment and invasion of the Gaza Strip have become a polarizing issue in U.S. domestic politics, reflected in the campus protests and crackdowns in 2024. The filmmakers’ critical comments about the Israeli occupation of Palestine have also garnered backlash in Germany.

    Yet the fact that this conflict has been in the news since October 2023 should also heighten audience interest in a film such as “No Other Land” – and, therefore, lead to increased sales, the metric that distributors care about the most.

    Indeed, an earlier film that also documents Palestinian protests against Israeli land expropriation, “5 Broken Cameras,” was a finalist for best documentary at the 2013 Academy Awards. It was able to find a U.S. distributor. However, it had the support of a major European Union documentary development program called Greenhouse. The support of an organization like Greenhouse, which had ties to numerous production and distribution companies in Europe and the U.S., can facilitate the process of finding a distributor.

    By contrast, “No Other Land,” although it has a Norwegian co-producer and received some funding from organizations in Europe and the U.S., was made primarily by a grassroots filmmaking collective.

    Stages for protest

    While distribution challenges may be recent, controversies surrounding Palestinian films are nothing new.

    Many of them stem from the fact that the system of film festivals, awards and distribution is primarily based on a movie’s nation of origin. Since there is no sovereign Palestinian state – and many countries and organizations have not recognized the state of Palestine – the question of how to categorize Palestinian films has been hard to resolve.

    In 2002, The Academy of Motion Picture Arts and Sciences rejected the first ever Palestinian film submitted to the best foreign language film category – Elia Suleiman’s “Divine Intervention” – because Palestine was not recognized as a country by the United Nations. The rules were changed for the following year’s awards ceremony.

    In 2021, the cast of the film “Let It Be Morning,” which had an Israeli director but primarily Palestinian actors, boycotted the Cannes Film Festival in protest of the film’s categorization as an Israeli film rather than a Palestinian one.

    Film festivals and other cultural venues have also become places to make statements about the Israeli-Palestinian conflict and engage in protest. For example, at the Cannes Film Festival in 2017, the right-wing Israeli culture minister wore a controversial – and meme-worthy – dress that featured the Jerusalem skyline in support of Israeli claims of sovereignty over the holy city, despite the unresolved status of Jerusalem under international law.

    At the 2024 Academy Awards, a number of attendees, including Billie Eilish, Mark Ruffalo and Mahershala Ali, wore red pins in support of a ceasefire in Gaza, and pro-Palestine protesters delayed the start of the ceremonies.

    As he accepted his award, “No Other Land” director Yuval Abraham called out “the foreign policy” of the U.S. for “helping to block” a path to peace.

    Even though a film like “No Other Land” addresses a topic of clear interest to many Americans, I wonder if the quest to find a U.S. distributor just got even harder.

  • MIL-OSI United Nations: At a time of war, nations must stop global order from crumbling: UN rights chief

    “Our world is going through a period of turbulence and unpredictability, reflected in growing conflict and divided societies,” Türk told the Human Rights Council.

    “We cannot allow the fundamental global consensus around international norms and institutions, built painstakingly over decades, to crumble before our eyes.”

    The weapons of war

    Presenting his global update covering more than 30 countries, the High Commissioner described as “outrageous” the fact that legal safeguards for non-combatants were being repeatedly ignored.

    “Civilians are deliberately attacked. Sexual violence and famine are used as weapons of war,” Mr. Türk said. “Humanitarian access is denied, while weapons flow across borders and circumvent international sanctions. And humanitarian workers are targeted. In 2024, a record 356 humanitarian workers were killed while providing aid to people in some of the world’s most appalling crises.”

    Unbearable price

    In Sudan, the High Commissioner once again condemned devastating bomb attacks launched in heavily built-up areas with total impunity, by the parties to the conflict.

    All the while, the world’s worst humanitarian catastrophe deepens, threatening regional stability, he maintained: “Civilians are paying an unbearable price, in a naked struggle for power and resources. All countries must use their influence to apply pressure on the parties and their allies, to stop the war, embark on an inclusive dialogue, and transition to a civilian-led Government.”

    Ukraine’s people need peace

    Turning to Ukraine, whose future material support from the United States appeared unclear following televised disagreements between Presidents Trump and Zelensky at a White House meeting on Friday, Mr. Türk opposed any peace deal that excluded Ukraine.

    “Three years since the full-scale Russian invasion, people continue to suffer appallingly…Any discussions about ending the war must include Ukrainians and fully respect their human rights. Sustainable peace must be based on the United Nations Charter and international law.”

    Civilian casualties in Ukraine rose by 30 per cent between 2023 and 2024, the High Commissioner continued, as he accused Russia’s armed forces of systematically targeting Ukraine’s energy infrastructure with coordinated strikes, causing widespread disruptions to essential services.

    “Relentless attacks with aerial glide bombs, long-range missiles and drones have placed civilians in a state of constant insecurity and fear,” Mr. Türk noted.

    Ukrainian prisoners also continue to face summary executions and “widespread and systematic torture” by Russian forces, he continued.

    Gaza ceasefire focus

    In the Occupied Palestinian Territory, the UN rights chief insisted that the fragile ceasefire holds in Gaza “and becomes the basis for peace”.

    He also insisted that aid deliveries into Gaza should resume immediately, just as Israel announced a halt to aid flowing into the shattered enclave, having proposed extending the first phase of the ceasefire which ended at the weekend and which would allow Israeli troops to stay in Gaza.

    UN aid chief Tom Fletcher responded with alarm to the Israeli decision, insisting that the ceasefire “must hold”.

    In an online appeal, he added: “International humanitarian law is clear: We must be allowed access to deliver vital lifesaving aid. We can’t roll back the progress of the past 42 days. We need to get aid in and the hostages out.”

    Back in the Council, Mr. Türk explained that the Gaza had been “razed” by constant Israeli bombardment in response to the “horrific” Hamas-led attacks on Israel that sparked the war in October 2023. “Any solution to the cycles of violence must be rooted in human rights, including the right to self-determination, the rule of law and accountability. All hostages must be freed; all those detained arbitrarily must be released; and humanitarian aid into Gaza must resume immediately.”

    West Bank alert

    Reflecting deep concerns by humanitarians and the human rights community about Israeli military raids on Palestinian settlements in the West Bank, the UN High Commissioner insisted that Israel’s “unilateral actions and threats of annexation in the West Bank, in violation of international law, must stop”.

    Mr. Türk also condemned the use of “military weapons and tactics, including tanks and airstrikes, against Palestinians”. Equally worrying was “the destruction and emptying of refugee camps, the expansion of illegal settlements, the severe restrictions on movement and the displacement of tens of thousands of people”.

    DR Congo devastation

    Turning to the conflict in eastern Democratic Republic of the Congo, the High Commissioner underscored that entire communities in North and South Kivu had been devastated.

    “In the past five weeks, thousands of people have reportedly been killed during attacks by the M23 armed group, backed by the Rwandan Armed Forces, in intense fighting against the Armed Forces of the DRC and their allies,” the UN rights chief said, pointing to reports of rape, sexual slavery and summary executions.

    “More than half a million people have been forced to flee this year, adding to almost 7.8 million people already displaced in the country,” Mr. Türk said. “The violence must stop, violations by all parties must be investigated, and dialogue must resume.”

    Deadliest year in Myanmar

    Moving on to the ongoing escalation of violence in Myanmar sparked by the military coup on 1 February 2021, the UN rights chief noted that 2024 was the deadliest year for civilians since the junta takeover.

    “The military ramped up brutal attacks on civilians as their grip on power eroded, with retaliatory airstrikes and artillery shelling of villages and urban areas…and the forcible conscription of thousands of young people,” he said, before calling for the supply of arms and finance to the country’s military’s to be “cut decisively”.

    Haiti spiral

    The UN rights chief also expressed deep concerns about chronic lawlessness and heavily armed clashes in Haiti involving gangs that humanitarians warned last week recruit children as young as eight. More than 5,600 people were killed last year and thousands more were injured or kidnapped, Mr. Türk told the Human Rights Council.

    “Full implementation of the Security Council‘s arms embargo and support to the Multinational Security Support Mission are crucial to resolving this crisis,” he insisted.

    Yemen

    On Yemen, the High Commissioner noted that amid ongoing hostilities, nearly 20 million Yemenis need humanitarian support. Mr. Türk also expressed his outrage at the death of a UN World Food Programme colleague in detention earlier this month. “All 23 UN staff – including eight colleagues from my own Office – who are arbitrarily detained by the Houthis must be released immediately.”

    In a half-hour address to the Council that traditionally highlights the most worrying emergencies in the world and the need to tackle their root causes, the UN rights chief issued a call for greater global solidarity and accountability for crimes as a way to push back against those who would violate fundamental freedoms.

    “We all have a responsibility to act – through our consumption habits, our social media use, and our political and social engagement,” he told the Council’s 47 Member States.

    “We can trace a clear line between the lack of accountability for airstrikes on hospitals in Syria in the 2010s, attacks on healthcare facilities in Yemen, and the destruction of health systems in Gaza and Sudan,” he continued.

    Toys of tech oligarchs

    Equally alarming is the rise of unelected and unregulated “tech oligarchs” who reflect the new global power dynamic, Mr. Türk warned, before urging governments to fulfil their primary purpose of protecting their people from unchecked power.

    Today’s tech oligarchs “have our data: they know where we live, what we do, our genes and our health conditions, our thoughts, our habits, our desires and our fears…And they know how to manipulate us,” the High Commissioner insisted.

    Electioneering tactics

    “I have followed recent election campaigns in Europe, North America and beyond with increasing trepidation. Single-issue soundbites devoid of substance oversimplify complex issues and are often based on scapegoating, disinformation, and dehumanization,” he continued.

    “Dehumanization is a well-worn step towards treating an entire group as outsiders, unworthy of the basic rights we all enjoy. It is a dangerous precursor to hate and violence and must be called out whenever it occurs.”

    Toxic influence on gender equality

    The High Commissioner also voiced his concern about the resurgence of toxic ideas about masculinity and efforts to glorify gender stereotypes, especially among young men.

    To blame for this are “misogynistic influencers” with millions of followers on social media who “are hailed as heroes”, Mr. Türk said.

    Online and offline, their ideas push back against gender equality and result in “violence and hateful rhetoric against women, women’s rights defenders, and women politicians”, the High Commissioner continued. 

    In a message of solidarity with people who have been left “feeling alienated and abandoned” by such malign influences, Mr. Türk insisted that the United Nations was by their side. “Your concerns are our concerns, because they are about human rights: to education, to health, to housing, to free speech, and access to justice. Human rights are about people’s daily concerns for their families and their future. We must cherish the values of respect, unity and solidarity; and work together for a safer, more just, more sustainable world. We can and will persevere,” he concluded.

    CAIRO – The United Nations World Food Programme (WFP) welcomes a US$6.5 million contribution from the Republic of Korea that will enable the organization to sustain lifesaving assistance for vulnerable communities facing food insecurity across the Middle East.

    The funding will be used to support the continued distribution of vital food and cash to communities most in need in Syria, Jordan, Lebanon and Türkiye where WFP plans to provide food assistance to nearly 7.7 million people this year. The contribution will also bolster ongoing recovery efforts for people affected by the deadly earthquakes that struck Türkiye in February 2023.

    People in the UK need to adopt heat pumps and electric vehicles as fast as they once embraced refrigerators, mobile phones and internet connection according to a new report by the Climate Change Committee (CCC).

    This government watchdog says the next 15 years will be critical for decarbonising the UK, one of the world’s largest (and earliest) carbon polluters. Eighty-seven percent of its climate-heating emissions must be eliminated by 2040 to keep the country on track for net zero emissions by mid-century, per the report. The majority (60%) of these cuts are expected to come via a single source: electricity.

    Out of possible alternatives to a fossil fuelled economy, electrification has emerged as the favoured solution of experts at the CCC.

    Ran Boydell, an associate professor in sustainable development at Heriot-Watt University, agrees. “Home boilers will very soon move into the realm of nostalgia,” he says.

    The reason why heat pumps are increasingly touted as the future of home heating – and not retooled boilers that burn hydrogen instead of methane – is efficiency.

    Boydell points out that green hydrogen fuel is made using electricity from solar and wind farms. We could eliminate emissions a lot quicker, he argues, if that electricity went directly to heat pumps instead.

    “This is because you end up with only two-thirds of the energy in the hydrogen that you started with from the electricity,” he says.

    Likewise, battery-powered vehicles have an advantage that has allowed them to race ahead of hydrogen fuel cells to comprise almost a fifth of all new vehicles sold in the UK in 2024.

    “An electric vehicle can be recharged wherever there is access to a plug socket,” say Tom Stacey and Chris Ivory, supply chain experts at Anglia Ruskin University. “The infrastructure that exists to support hydrogen vehicles is limited in comparison and will require extensive investment to introduce.”

    If the route to zero emissions is largely settled, we need to travel it quickly.

    Electric dreams

    One of the fastest energy transitions in history occurred over a decade in South Korea, according to energy system researchers James Price and Steve Pye (UCL). Between 1977 and 1987, the generation of electricity from oil in the east Asian country collapsed – from roughly 7 million gigawatt-hours to nearly 7,000 – and was replaced with, among other sources, nuclear power.

    There are historic analogues for the rapid shift necessary to arrest climate change. But a zero-carbon power sector, which the UK government aims to achieve by 2030, is just the start.

    “Wind and solar, which provide more than 28% of the UK’s electricity, will soon overtake gas as the main generation source as more wind farms come online,” say energy system modeller Andrew Crossland and engineer Jon Gluyas, both of Durham University.

    “But successive governments have failed to achieve the same result in homes and communities where so much high-carbon gas is burned, despite their decarbonisation being critical to net zero.”

    Is Britain on track for a zero-carbon power sector in six years?


    Crossland and Gluyas note that solar panels, batteries and heat pumps can be installed “in days” to rapidly cut emissions, and that doing so would create “skilled jobs across the country”. As things stand, however, it would also present a severe challenge to the grid.

    Mechanical engineer Florimond Gueniat of Birmingham City University predicts that converting UK transport to battery power wholesale would require expanding grid capacity by 46% – the equivalent of erecting 5,800 skyscraper-sized wind turbines. And that’s even accounting for the greater efficiency of electric vehicles, which waste less of the energy we put into them compared with oil-powered cars.

    A massive upgrade to the electricity network is needed, and ordinary people have a part to play. Charging cars could serve as batteries that grid operators draw from during a supply pinch. The same goes for the power generated by solar panels on top of houses.

    “Such policies in Germany have … already offset 10% of the national demand,” says Gueniat.

    Getting to net zero requires the public’s involvement. But some of the CCC’s advice may be difficult to swallow. Not least the implication that people will have to eat 35% less meat and dairy in 2050 compared with 2019.

    So are people ready for a world that runs on electrons alone? Aimee Ambrose, a professor of energy policy at Sheffield Hallam University, thinks heat pumps will struggle to compete with the inviting warmth of wood stoves and coal fires. Over three years she spoke with hundreds of people in the UK, Finland, Sweden and Romania and found strong attachments to high-carbon fuels even among people committed to solving climate change.

    Human behaviour is the most difficult variable for experts who study climate change to model. There will certainly be drawbacks to abandoning fossil fuelled conveniences at breakneck speed. Yet, there are bound to be benefits too – some of which might only materialise once we get going.

    In mid-April 2020, while much of humanity was under some form of lockdown to halt the spread of COVID-19, atmospheric chemist Paul Monks of the University of Leicester was marvelling at the sudden drop in air pollution, which kills millions of people each year and is predominantly caused by burning coal, oil and gas.

    “How are clouds’ shapes made?” – Amanda, age 5, Chile


    I’m a meteorologist, and I’ve been fascinated by weather since I was 8 years old. I grew up in Minnesota, where the weather changes from wind-whipping blizzards in winter to severe thunderstorms – sometimes with tornadoes – in the summer. So, it’s not all that surprising that I’ve spent most of my life looking at clouds.

    All clouds form as a result of saturation – that’s when the air contains so much water vapor that it begins producing liquid or ice.

    Once you understand how certain clouds develop their shapes, you can learn to forecast the weather.

    Cotton ball cumulus clouds

    Clouds that look like cartoon cotton balls or cauliflower are made up of tiny liquid water droplets and are called cumulus clouds.

    Often, these are fair-weather clouds that form when the Sun warms the ground and the warm air rises. You’ll often see them on humid summer days.

    However, if the air is particularly warm and humid, and the atmosphere above is much colder, cumulus clouds can rapidly grow vertically into cumulonimbus. When the edges of these clouds look especially crisp, it’s a sign that heavy rain or snow may be imminent.

    Wispy cirrus are ice clouds

    When cumulonimbus clouds grow high enough into the atmosphere, the temperature becomes cold enough for ice clouds, or cirrus, to form.

    Clouds made up entirely of ice are usually more transparent. In some cases, you can see the Sun or Moon through them.

    Cirrus clouds that forms atop a thunderstorm spread outward and can form anvil clouds. These clouds flatten on top as they reach the stratosphere, where the atmosphere begins to warm with height.

    However, most cirrus clouds aren’t associated with storms at all. There are many ice clouds associated with tranquil weather that are simply regions of the atmosphere with more moisture but not precipitation.

    Fog and stratus clouds

    Clouds are a result of saturation, but saturated air can also exist at ground level. When this occurs, we call it fog.

    In temperatures below freezing, fog can actually deposit ice onto objects at or near the ground, called rime ice.

    When clouds form thick layers, we add the word “stratus,” or “layer,” to the name. Stratus can occur just above the ground, or a bit higher up – we call it altostratus then. It can occur even higher and become cirrostratus, or a layer or ice clouds.

    If there’s enough moisture and lift, stratus clouds can create rain or snow. These are nimbostratus.

    How mountains can create their own clouds

    There are a number of other unique and beautiful cloud types that can form as air rises over mountain slopes and other topography.

    Lenticular clouds, for example, can look like flying saucers hovering just above, or near, mountaintops. Lenticular clouds can actually form far from mountains, as wind over a mountain range creates an effect like ripples in a pond.

    Wind plays a big role

    You might have looked up at the sky and noticed one layer of clouds moving in a different direction from another. Clouds move along with the wind, so what you’re seeing is the wind changing direction with height.

    Cirrus clouds at the level of the jet stream – often about 6 miles (10 kilometers), above the ground – can sometimes move at over 200 miles per hour (320 kilometers per hour). But because they are so high up, it’s often hard to tell how fast they are moving.

  • MIL-OSI Global: America’s designs on annexing Canada have a long history − and record of political failures

    Donald Trump has repeatedly raised the specter of annexing Canada since his inauguration to a second term as president.

    The president’s rhetoric about making Canada “the 51st state” may seem to project confidence, a 21st-century vision of manifest destiny, a belief in the United States’ right and obligation to expand.

    Trump is not the first American leader to dream of northern expansion. To me, a historian of early U.S.-Canadian relations, these designs suggest not power, but weakness and simmering divisions inside the United States.

    Early Americans’ lust for Canada

    Even before independence, social conflict helped turn American eyes northward. Throughout the 18th century, England’s Colonial population in North America doubled every 25 years. Successive generations of Colonists along the Eastern Seaboard had to compete with each other, and with Indigenous people, for resources, arable land and trade.

    These unhappy, land-hungry Colonists clamored for expansion, instigating a series of wars against both the French and Spanish empires for control of the northeastern half of the continent, culminating in the French and Indian War, from 1754 to 1763.

    While these Colonists were animated by their thirst for expansion, they had little else unifying them. Many Americans today are familiar with the “Join, or Die” cartoon Ben Franklin printed, featuring a segmented snake with each section representing one of the Colonies. However, few realize that it was not crafted during the Revolution to unite Colonists against Britain, but in 1754, to rally divided British Colonists in their war against France.

    Britain finished conquering Canada in 1763, but the empire never fully supported Colonial expansion northward. In the 1750s and 1760s, British troops forcibly removed French colonists from Acadia in Nova Scotia and recruited thousands of Colonists from neighboring New England to move north. These settlers had long imagined the region rich in fishing and timber to be a land of opportunity. But disillusioned by the financial cost of sustaining their settlements, many of these Colonists returned to New England by the early 1770s.

    Attempts to settle other lands ceded by France were no more successful. Fearful that Colonists might provoke a costly war with Indigenous people, Parliament issued the Proclamation of 1763, which attempted to protect native land by discouraging Colonial expansion westward. Many Colonists turned against Britain in response, especially those like George Washington, who had speculated in the land west of the Appalachian Mountains.

    The failed invasion of Canada

    In the earliest months of the Revolution, the Continental Congress authorized an American invasion of British-occupied Quebec. In a letter addressed to “Friends and Brethren” of Canada, Washington himself implored Canadians to join invading troops. “The Cause of America, and of Liberty, is the Cause of every virtuous American Citizen,” he wrote. “Come then, ye generous Citizens, range yourselves under the Standard of general Liberty.”

    But at home, Colonists were far from united in their rebellion. Historians estimate that around 20% of the white Colonial population, more than 500,000 people, remained loyal to Britain, and an even larger number hoped to remain neutral.

    The difficult realities of conquest also turned many soldiers against the invasion of Canada. In late October 1775, nearly a quarter of the underfed and overworked troops under the command of soon-to-be turncoat Benedict Arnold abandoned their arduous journey through interior Maine toward Canada. The soldiers who carried on prayed these deserters “might die by the way, or meet with some disaster, Equal to the Cowardly dastardly and unfriendly Spirit they discover’d in returning Back without orders.”

    The more resilient troops who reached Quebec were emphatically defeated by British forces in December, making Washington skeptical of any future efforts to attack Canada.

    19th-century divisions

    Following American independence, tens of thousands of loyal Colonists sailed north to Canada, determined to build British colonies that would become what one of these refugees called “the envy of the American States.” Their presence on the contested northern border was an unsettling reminder to the new American nation about the power Britain still exerted on the continent.

    Conflict with Britain over land and trade in the early 1800s reopened old divisions among Americans. Virginia Congressman John Randolph expressed his frustrations with renewed calls for a northern invasion. “We have but one word, like the whip-poor-will, but one eternal monstrous tone,” an exasperated Randolph noted, “Canada! Canada! Canada!”

    The debate over Canada was one of many issues dividing the nation, and as President James Madison would later explain, he hoped that war would help unify a polarized nation. His gamble paid off, but only after opponents from New England flirted with the idea of secession to negotiate their own end to conflict.

    When the popular editor and columnist John O’Sullivan called for the annexation of Texas and war with Mexico in 1845, he also suggested the annexation of Canada would naturally follow. The anti-expansionist response united pacifists, abolitionists and a variety of religious and literary figures, helping deepen the divides that would lead to the Civil War.

    Trump’s posturing has served to unite Canadians and revive Canadian nationalism. In the U.S., most people seem to understand the practical hurdles of adding a new state or dismiss the idea altogether.

    One example of annexation talk from the 20th century, however, might serve as a warning to Trump, showing how aggressive rhetoric toward Canada has led to political defeat. In 1911, a bill creating free trade with Canada passed Congress with the support of President William Taft, despite objections from protectionists in both parties.

    In an attempt to have the agreement defeated in the Canadian Parliament, U.S. opponents from both sides of the aisle attempted to stir popular sentiment against the U.S. in Canada. Champ Clark, the Democratic speaker of the House and a front-runner for the presidential nomination in 1912, seized on the moment.

    “I hope to see the day when the American flag will float over every square foot of the British North American possessions, clear to the North Pole,” Champ proclaimed on the House floor. William Stiles Bennet, a Republican, proposed a resolution that would authorize the president to begin negotiations for annexation.

    Their approach to defeating the trade agreement worked, at least in Canada. In the general election of September 1911, worried Canadian voters ousted the Liberal Party, which had supported free trade, and the new Conservative majority rejected the agreement.

    Back home, however, the plan backfired. Woodrow Wilson, not Clark, secured the Democratic nomination in 1912 and would go on to defeat both the incumbent Taft and former President Theodore Roosevelt. The bluster led not to success and victory, but loss and defeat.

    Liverpool City Council’s Cabinet Member for Health, Wellbeing and Culture, Councillor Harry Doyle, said: “Our collaboration with Merseyside Police is incredibly valuable and as a top, global city for major events, this Team Liverpool approach is crucial. Supporting Project Servator allows us to disrupt criminal activity and ensure public safety is paramount before and during the events we host here.”

    The force will use a variety of tactics as part of its operational plans including Project Servator deployments, which have been used in Merseyside since 2018. The deployments are deliberately unpredictable and use specially trained uniform and plain-clothes officers to spot tell-tale signs that someone may be gathering information to help them plan or prepare to commit a crime. These officers will also encourage the public, including people working in local businesses, to be extra eyes and ears, and report suspicious activity.

    Chief Inspector Wyke added: “These highly visible Project Servator deployments are supported by colleagues in other specialist roles such as firearms officers and dog handlers. The officers are also in contact with City Watch for round-the-clock monitoring of the CCTV network used across the force area.

    “If you see a Project Servator deployment, there’s nothing to worry about. Feel free to talk to officers, they will be happy to explain what they are doing and how you can help keep people safe.”

    Kinshasa (Agenzia Fides) – “According to credible witnesses, the two explosions that hit the crowd in Bukavu are attributable to the M23,” a local source from the capital of the Congolese province of South Kivu tells Fides.On February 27, at the end of a rally organized by Corneille Nanga, coordinator of the Congo River Alliance (the political wing of the M23), two hand grenades exploded on the Place de l’Indépendance, leaving 13 dead and a hundred injured. The double attack was attributed by the M23 on the authorities in Kinshasa, but there were at least three versions of who was supposedly responsible for the massacre (see Fides, 27/2/2025). Now our source, who asked to remain anonymous for security reasons, reconstructs the events as follows: “According to a witness who was wounded in the double attack, at the end of the speech by the ‘new authorities’ on the Place de l’Indépendance, an invitation was made to the young people to join the M23; then, while most of the bystanders left the square, some young people began to shout: ‘Rwandans, go back to your homes’. This angered the M23 militiamen who were present to guard the event. In particular, militiamen were positioned in two small trucks on opposite sides of the square. A hand grenade was thrown from one of the trucks, causing the first victims. On the other side of the square, a second grenade was thrown from the other truck, causing more deaths and injuries. At least one person was hit in the head and is now in a coma.””The fact that the M23 was responsible for the massacre,” our source continues, “is confirmed by the fact that the area of the two explosions was immediately surrounded by militiamen who prevented the fragments from being collected. The next day, the square was perfectly clean, without any trace of the bombs or the blood of the victims.” The Fides source adds that the security situation in Bukavu remains precarious. “There are still many deaths in the city because, in the absence of the police and the prison (which was set on fire when the city was taken, see Fides, 20/2/2025), people resort to the so-called ‘popular justice’ to defend themselves against crimes. This has already happened before with thieves and robbers; Fearing that if they were handed over to the police they would be released and then return to take revenge on those who had denounced them, some preferred to resort to a quicker form of justice by killing and burning thieves and robbers. On February 27 alone, five people accused of various robberies were found murdered in a district of the city. This is the situation of a population left to its own devices.” Finally, according to our source, “the so-called ‘Wazalendo’, the local self-defense militias, are reorganizing themselves after the regular army soldiers fled.” “According to the testimonies collected, on March 1, an M23 formation was ambushed by the Wazalendo near Minova. There are reports of around 50 deaths among the M23. The fighting these days is concentrated in the Nyangesi area, a strategic point on the road from Bukavu to the plain.     Beginning of the end for the ‘feudal’ leasehold system

    The government has published the Commonhold White Paper today.

    • Commonhold, a radical improvement on leasehold ownership, will be reinvigorated under major reforms
    • New leasehold flats to be banned as the government takes steps to honour its manifesto commitment to ensure commonhold becomes the default tenure
    • Major change will give homeowners a stake in the ownership of their buildings and will hand them more power, control and security over their homes.
    • Change will ensure flat owners are not second-class homeowners and that the unfair feudal leasehold system is brought to an end, building on the Plan for Change ambition to drive up living standards

    Homeowners will have a stake in the ownership of their buildings from day one, not have to pay ground rent, and will gain control over how their buildings are run under major plans to bring the feudal leasehold system to an end. 

    Plans to reinvigorate commonhold and make it the default tenure have been announced today. Unlike leasehold ownership where third-party landlords own buildings and make decisions on behalf of homeowners, these changes will empower hard working homeowners to have an ownership stake in their buildings from the outset and will give them greater control over how their home is managed and the bills they pay. 

    Supporting delivery of a manifesto commitment – these reforms mark the beginning of the end for the feudal leasehold system. The changes complement the Plan for Change milestone to build 1.5 million homes, combatting the acute and entrenched housing crisis by making homeownership fit for the future, by putting people in control of the money they spend on their home. 

    Commonhold-type models are used all over the world. The autonomy and control that it provides for are taken for granted in many other countries. It can and does work and the government is determined, through both new commonhold developments and by making conversion to commonhold easier, to see it take root – so millions of existing leaseholders can also benefit from this step change in rights and security.

    Housing and Planning Minister Matthew Pennycook said:

    “This government promised not only to provide immediate relief to leaseholders suffering now but to do what is necessary to bring the feudal leasehold system to an end – and that is precisely what we are doing. 

    “By taking decisive steps to reinvigorate commonhold and make it the default tenure, we will ensure that it is homeowners, not third-party landlords, who will own the buildings they live in and have a greater say in how their home is managed and the bills they pay.

    “These reforms mark the beginning of the end for a system that has seen millions of homeowners subject to unfair practices and unreasonable costs at the hands of their landlords and build on our Plan for Change commitments to drive up living standards and create a housing system fit for the twenty-first century.”

    Following the introduction of a comprehensive new legal framework for commonhold, new leasehold flats will be banned, and in the meantime the government will continue to implement reforms to help millions of leaseholders who are currently suffering from unfair and unreasonable practices at the hands of unscrupulous freeholders and managing agents.  

    The government has already empowered leaseholders with more rights and security – enabling them to buy their freehold or extend their lease without having to wait two years from the point they purchased their property, and overhauling the right to manage – putting more leaseholders in the driving seat of the management of their property and service charges. 

    Progress will be made as quickly as possible to make it cheaper and easier for leaseholders to buy their freehold or extend their lease, and to make it easier for leaseholders to challenge unreasonable service charge increases.

    Changes set out in the Commonhold White paper include:

    • New rules that will enable commonhold to work for all types of developments, including mixed-use buildings and allowing shared ownership homes within a commonhold.   
    • Greater flexibility over development rights, helping developers build with confidence and maintaining safeguards for the consumer.   
    • Giving mortgage lenders greater assurance with new measures to protect their stake in buildings and protect the solvency of commonholds – such as mandatory public liability insurance and reserve funds and greater oversight by commonhold unit owners to keep costs affordable.   
    • Strengthening the management of commonholds, with new rules around appointing directors, clear standards for repairs, and mandating use of reserve funds; and  
    • Providing an enhanced offer for homeowners – including requiring greater opportunities for democracy in agreeing the annual budget, clarifying how owners may change “local rules” over how a building is run and new protections for when things go wrong.

    A new Code of Practice will set out how costs should be apportioned in commonhold, aimed at providing consumers with transparency and clarity, and the Government is committed to strengthening regulation of managing agents. The government will also launch a consultation to ban new leasehold flats later this year to explore the best way forward. 

    An ambitious draft Leasehold and Commonhold Reform Bill will be published later this year setting out the legal framework for how reformed commonhold will work.

    Under the current system, leasehold ownership hands the homeowner the right to occupy land or a property for a set period which reverts back to the freeholder once this expires. It means leaseholders don’t own their property outright, are forced to pay potentially escalating ground rent costs in some cases, and have a landlord who determines how the building is run and determines service charges the leaseholder must pay.  

    Commonhold ownership allows people to fully own their property outright, with no expiring term or need to save to extend a lease. They can have a say in managing their building, and have the benefit of not needing to pay ground rent or have a third party landlord. There are no leases, with the rights, responsibilities and rules for all property owners set out in the Commonhold Community Statement (CCS). This “rulebook” establishes how the shared areas and facilities will be managed, maintained and funded, as well as the obligations for each person. It establishes a democratic system of decision-making and helps prevent disputes.  

    Each property owner will become part of a commonhold association upon buying their home, which oversees both the governance and management of the building unless it decides to bring in a managing agent – which will be accountable to the commonholders, not to a landlord, including the power to hire and fire them.   

    Through the commonhold association, homeowners will have a vote on the annual budget, which is for upkeep and for maintenance of the building, and on the charges they have to pay – equivalent to what service charges are used for under the current leasehold system. Homeowners will also be able to effectively plan for longer-term repairs or maintenance under commonhold, and vote on issues that affect them including adopting ‘local rules’ – specific to how they and their neighbours in the same block of flats want to live.   

    The government is pushing forward the majority of the Law Commission’s recommendations due to the benefits of this tenure over leasehold.  Initially introduced in England and Wales in 2002, commonhold has struggled to take off due to flaws in its legal framework, despite its success in Europe, New Zealand, Australia, the US and other parts of the world.

    Key differences between commonhold and leasehold:

    • Commonhold offers full freehold ownership – real homeownership – unlike leasehold, whereby a property is leased out for a set amount of time before reverting back to the landlord and homeowners have a lack of control over their building.  
    • Commonhold allows homeowners a say on the annual budget for their building – including how their charges for upkeep and maintenance are spent – unlike leasehold, where a bill is usually imposed on leaseholders by landlords often even after the money has been spent.  
    • There is no ground rent in a commonhold property, compared to older leasehold properties. The ground rent requirement for newer properties was removed in 2022 (2023 for retirement properties) through the Leasehold Reform (Ground Rent) Act 2022.   
    • Forfeiture is not possible under commonhold, meaning a unit owner cannot be threatened with losing their home and equity as they can in leasehold. The government will also address the disproportionate and draconian threat of forfeiture as a means of compliance with a lease agreement.    
    • Commonholders have the power to hire or fire a managing agent who works in their interests, unlike in leasehold where one is appointed by the landlord.

  • MIL-OSI USA: NASA Uses New Technology to Understand California Wildfires

    The January wildfires in California devastated local habitats and communities. In an effort to better understand wildfire behavior, NASA scientists and engineers tried to learn from the events by testing new technology.
    The new instrument, the Compact Fire Infrared Radiance Spectral Tracker (c-FIRST), was tested when NASA’s B200 King Air aircraft flew over the wildfires in the Pacific Palisades and Altadena, California. Based at NASA’s Armstrong Flight Research Center in Edwards, California, the aircraft used the c-FIRST instrument to observe the impacts of the fires in near real-time. Due to its small size and ability to efficiently simulate a satellite-based mission, the B200 King Air is uniquely suited for testing c-FIRST.
    Managed and operated by NASA’s Jet Propulsion Laboratory in Southern California, c-FIRST gathers thermal infrared images in high-resolution and other data about the terrain to study the impacts of wildfires on ecology. In a single observation, c-FIRST can capture the full temperature range across a wide area of wildland fires – as well as the cool, unburned background – potentially increasing both the quantity and quality of science data produced.
    “Currently, no instrument is able to cover the entire range of attributes for fires present in the Earth system,” said Sarath Gunapala, principal investigator for c-FIRST at NASA JPL. “This leads to gaps in our understanding of how many fires occur, and of crucial characteristics like size and temperature.”
    For decades, the quality of infrared images has struggled to convey the nuances of high-temperature surfaces above 1,000 degrees Fahrenheit (550 degrees Celsius). Blurry resolution and light saturation of infrared images has inhibited scientists’ understanding of an extremely hot terrain, and thereby also inhibited wildfire research. Historically, images of extremely hot targets often lacked the detail scientists need to understand the range of a fire’s impacts on an ecosystem.

    To address this, NASA’s Earth Science Technology Office supported JPL’s development of the c-FIRST instrument, combining state-of-the-art imaging technology with a compact and efficient design. When c-FIRST was airborne, scientists could detect smoldering fires more accurately and quickly, while also gathering important information on active fires in near real-time.
    “These smoldering fires can flame up if the wind picks up again,” said Gunapala. “Therefore, the c-FIRST data set could provide very important information for firefighting agencies to fight fires more effectively.”
    For instance, c-FIRST data can help scientists estimate the likelihood of a fire spreading in a certain landscape, allowing officials to more effectively monitor smoldering fires and track how fires evolve. Furthermore, c-FIRST can collect detailed data that can enable scientists to understand how an ecosystem may recover from fire events.
    “The requirements of the c-FIRST instrument meet the flight profile of the King Air,” said KC Sujan, operations engineer for the B200 King Air. “The c-FIRST team wanted a quick integration, the flight speed in the range 130 and 140 knots on a level flight, communication and navigation systems, and the instruments power requirement that are perfectly fit for King Air’s capability.”
    By first testing the instrument onboard the B200 King Air, the c-FIRST team can evaluate its readiness for future satellite missions investigating wildfires. On a changing planet where wildfires are increasingly common, instruments like c-FIRST could provide data that can aid firefighting agencies to fight fires more effectively, and to understand the ecosystemic impacts of extreme weather events.
