  • MIL-OSI USA: NYS DEC to Assist With Colorado Wildfires

    overnor Kathy Hochul today announced that 11 New York State Department of Environmental Conservation Forest Rangers and Lands and Forests staff are traveling to Colorado to support ongoing efforts to contain wildland fires raging in the state. Wildland firefighters were deployed this week for an anticipated two-week assignment.

    “New Yorkers are always ready to volunteer when other states need our help,” Governor Hochul said. “We’re fortunate to have well-trained incident command and wildland firefighting experts in New York State to lend emergency assistance and support. I thank all the responders working the fires for their efforts and look forward to their safe return.”

    New York State Department of Environmental Conservation Commissioner Amanda Lefton said, “DEC firefighters are among the most highly trained wildland firefighters in the country. Along with expert firefighting, Forest Rangers are trained to support and lead Incident Command during coordinated wildfire response missions. In addition, our expert Lands and Forest staff will support efforts to contain these raging wildfires to ensure safe operations for the response crews and the people of Colorado affected by these wildfires. I know our staff will make DEC proud.”

    New York State Health Commissioner Dr. James McDonald said, “Wildfire smoke is particularly concerning for those most vulnerable to negative health impacts from unhealthy air quality including those with heart conditions or lung disease, as well as the very young, those over 65 years old, and pregnant people. We are grateful to the New York State Department of Environmental Conservation firefighters and other responders working to put out fires in Colorado, reduce the smoke in those areas and protect public health.”

    Six Forest Rangers and four Lands and Forests staff members are assigned to the Pagosa Ranger District on the San Juan National Forest in Pagosa Springs. They will support the initial attack during a period of high fire danger and expected lightning. One Forest Ranger is assigned to the South Rim Fire in Gunnison National Park, which has burned more than 3,600 acres of land and is zero percent contained.

    New York State regularly deploys highly trained wildland firefighters to help battle fires and support incident response in other states and nations as part of interstate and international firefighting compacts.

    In 1979, New York sent its first firefighting crew to assist western states with large wildfires. On average, one or two crews are deployed as needed to assist with wildfires every year. In addition to helping contain wildfires and minimize damage to people and property, these crews gain valuable experience that will be utilized fighting wildfires and managing incidents in New York State.

    All personnel and travel expenses for the New York crews are either paid directly by the U.S. Forest Service or reimbursed to New York State based on a mutual aid agreement between states and federal land agencies.

    New York State recently issued Air Quality Health Advisories due to the impact of smoke from wildfires in Canada. These conditions are especially dangerous for vulnerable New Yorkers with medical conditions such as asthma and/or heart disease. DEC and the State Department of Health (DOH) issue Air Quality Health Advisories when DEC meteorologists predict levels of pollution, either ozone or fine particulate matter, are expected to exceed an Air Quality Index (AQI) value of 100. Recent advisories are due to fine particulate matter carried by the wind from the wildfires. Ozone production can also be enhanced by the presence of wildfire smoke. The AQI was created as an easy way to correlate levels of different pollutants to one scale, with a higher AQI value indicating a greater health concern.

    SEATTLE — Attorney General Nick Brown today led a coalition of 20 states in suing the Trump administration over its decision to illegally shut down the Federal Emergency Management Agency’s (FEMA) bipartisan Building Resilient Infrastructure and Communities (BRIC) program, designed to protect communities from natural disasters before they strike.  

    For the past 30 years, the BRIC program has provided communities across the nation with resources to proactively fortify against natural disasters. By focusing on preparation, the program has protected property, saved money that would have otherwise been spent on post-disaster costs, reduced injuries, and saved lives. 

    The impact of the BRIC program’s termination has been devastating, with communities across the country being forced to delay, scale back, or cancel hundreds of mitigation projects depending on this funding. Projects that have been in development for years, and in which communities have invested millions of dollars are now threatened. And now, Americans from coast to coast face a higher risk of harm from natural disasters.

    “This illegal cut endangers the communities most vulnerable to natural disasters,” Brown said. “Communities and states face devastating consequences when the federal government doesn’t meet its obligations to the public, and I will hold the Trump administration accountable for abandoning their safety.”

    Responding to the catastrophic losses resulting from Hurricane Katrina and its aftermath, Congress passed a law stating FEMA must protect communities through four interrelated functions — mitigation, preparation, response, and recovery. The BRIC program is the core of FEMA’s pre-disaster mitigation efforts. A recent study concluded that every dollar FEMA spends on mitigation saves an average of six dollars in post-disaster costs. 

    The BRIC program supports often difficult-to-fund projects, such as constructing evacuation shelters and floodwalls, safeguarding utility grids against wildfires, protecting wastewater and drinking water infrastructure, and fortifying bridges, roadways, and culverts. 

    Over the past four years, FEMA has selected nearly 2,000 projects to receive roughly $4.5 billion in BRIC funding nationwide. In Washington state, there are 27 open BRIC projects that total $182 million and nearly three quarters of that funding goes to small towns and rural communities. This money funds projects like constructing levees and floodwalls in Aberdeen and Hoquiam and generating electricity in Klickitat County for hospitals and school districts if the power goes out during wildfires and severe weather.

    The coalition of attorneys general argue that FEMA’s decision to abruptly terminate the BRIC program is in direct violation of Congress’s decision to fund it. The executive branch has no lawful authority to unilaterally refuse to spend funds appropriated by Congress. They also assert that shutting down the BRIC program violates Separation of Powers and the Administrative Procedure Act, and violates the Appointments Clause because Cameron Hamilton, who acted as FEMA Administrator and gave the directive to terminate the BRIC program, was never appointed by the President or confirmed by the Senate and therefore was acting as an administrator unlawfully. 

    With this lawsuit, the coalition of attorneys general are seeking a preliminary injunction to prevent the Trump administration from spending BRIC funds for other purposes and a permanent injunction to reverse the termination of the BRIC program and require the restoration of these critical funds to the communities relying on them.  

    Joining Washington state in filing this lawsuit, are attorneys general of Arizona, California, Colorado, Connecticut, Delaware, Illinois, Maine, Maryland, Massachusetts, Michigan, Minnesota, New Jersey, New York, North Carolina, Oregon, Rhode Island, Vermont, Wisconsin, and the governor of the Commonwealth of Pennsylvania.

  • MIL-OSI Submissions: Why drones and AI can’t quickly find missing flood victims, yet

    For search and rescue, AI is not more accurate than humans, but it is far faster.

    Recent successes in applying computer vision and machine learning to drone imagery for rapidly determining building and road damage after hurricanes or shifting wildfire lines suggest that artificial intelligence could be valuable in searching for missing persons after a flood.

    Machine learning systems typically take less than one second to scan a high-resolution image from a drone versus one to three minutes for a person. Plus, drones often produce more imagery to view than is humanly possible in the critical first hours of a search when survivors may still be alive.

    Unfortunately, today’s AI systems are not up to the task.

    We are robotics reseachers who study the use of drones in disasters. Our experiences searching for victims of flooding and numerous other events show that current implementations of AI fall short.

    However, the technology can play a role in searching for flood victims. The key is AI-human collaboration.

    AI’s potential

    Searching for flood victims is a type of wilderness search and rescue that presents unique challenges. The goal for machine learning scientists is to rank which images have signs of victims and indicate where in those images search-and-rescue personnel should focus. If the responder sees signs of a victim, they pass the GPS location in the image to search teams in the field to check.

    The ranking is done by a classifier, which is an algorithm that learns to identify similar instances of objects – cats, cars, trees – from training data in order to recognize those objects in new images. For example, in a search-and-rescue context, a classifier would spot instances of human activity such as garbage or backpacks to pass to wilderness search-and-rescue teams, or even identify the missing person themselves.

    A classifier is needed because of the sheer volume of imagery that drones can produce. For example, a single 20-minute flight can produce over 800 high-resolution images. If there are 10 flights – a small number – there would be over 8,000 images. If a responder spends only 10 seconds looking at each image, it would take over 22 hours of effort. Even if the task is divided among a group of “squinters,” humans tend to miss areas of images and show cognitive fatigue.

    The ideal solution is an AI system that scans the entire image, prioritizes images that have the strongest signs of victims, and highlights the area of the image for a responder to inspect. It could also decide whether the location should be flagged for special attention by search-and-rescue crews.

    Where AI falls short

    While this seems to be a perfect opportunity for computer vision and machine learning, modern systems have a high error rate. If the system is programmed to overestimate the number of candidate locations in hopes of not missing any victims, it will likely produce too many false candidates. That would mean overloading squinters or, worse, the search-and-rescue teams, which would have to navigate through debris and muck to check the candidate locations.

    Developing computer vision and machine learning systems for finding flood victims is difficult for three reasons.

    One is that while existing computer vision systems are certainly capable of identifying people visible in aerial imagery, the visual indicators of a flood victim are often very different compared with those for a lost hiker or fugitive. Flood victims are often obscured, camouflaged, entangled in debris or submerged in water. These visual challenges increase the possibility that existing classifiers will miss victims.

    Second, machine learning requires training data, but there are no datasets of aerial imagery where humans are tangled in debris, covered in mud and not in normal postures. This lack also increases the possibility of errors in classification.

    Third, many of the drone images often captured by searchers are oblique views, rather than looking straight down. This means the GPS location of a candidate area is not the same as the GPS location of the drone. It is possible to compute the GPS location if the drone’s altitude and camera angle are known, but unfortunately those attributes rarely are. The imprecise GPS location means teams have to spend extra time searching.

    How AI can help

    Fortunately, with humans and AI working together, search-and-rescue teams can successfully use existing systems to help narrow down and prioritize imagery for further inspection.

    In the case of flooding, human remains may be tangled among vegetation and debris. Therefore, a system could identify clumps of debris big enough to contain remains. A common search strategy is to identify the GPS locations of where flotsam has gathered, because victims may be part of these same deposits.

    An AI classifier could find debris commonly associated with remains, such as artificial colors and construction debris with straight lines or 90-degree corners. Responders find these signs as they systematically walk the riverbanks and flood plains, but a classifier could help prioritize areas in the first few hours and days, when there may be survivors, and later could confirm that teams didn’t miss any areas of interest as they navigated the difficult landscape on foot.

  • MIL-OSI USA: State fire marshal mobilizing resources, IMT to Cram Fire in Jefferson, Wasco counties

    he Oregon State Fire Marshal is mobilizing resources to a fast-moving wildfire in Jefferson and Wasco counties. The Cram Fire, reported Sunday off Highway 97 at Willowdale, has grown to an estimated 4,500 acres as of 3 p.m. today, according to fire managers. On Monday, the Cram Fire was pushed by gusty winds and temperatures in the mid-90s prompting levels 1, 2, and 3 evacuation notices in both counties.

    The Oregon State Fire Marshal is sending its Green Incident Management Team and four task forces to provide structure protection and additional help. The task forces are from Lane, Multnomah, Washington, and Yamhill counties.

    “The next 24 hours will be extremely challenging for this fire with continued gusty, shifting winds and hot temperatures,” State Fire Marshal Mariana Ruiz-Temple said. “This is the sixth time the Emergency Conflagration Act has been invoked this summer and comes as a reminder that we need everyone’s help to stay wildfire aware and prevent new fire starts.”

    Resources from the Willowdale and Ashwood-Antelope Rural Protection Associations, the Bureau of Land Management, and the Oregon Department of Forestry are actively working to stop the fire.

    The Oregon State Fire Marshal Green Incident Management Team will be briefed Monday at 7 p.m.

    Scattered severe thunderstorms are possible this afternoon and
    evening over parts of the Midwest and central High Plains.

    Late morning radar/satellite imagery shows an MCV over northeast IA
    co-located with a 1007-mb surface low. A front is draped from
    northeast to southwest and is forecast to gradually push eastward
    during the day. The frontal segment east-northeast of the low will
    remain quasi-stationary and serve as the northern delimiter of a
    surface-based warm sector. Continued heating of a moist boundary
    layer will contribute to 1000-2500 J/kg of MLCAPE across central WI
    into northern/central IL. The modestly enhanced low/mid-level
    winds associated with the MCV will yield 30-40 kt of effective
    shear—supporting rotation with a few of the stronger updrafts this
    afternoon.

    Semi-discrete thunderstorms developing in a north-south band will
    likely continue to intensify as ascent overspreads the warm sector
    over WI and far northern IL. A few supercells are possible with an
    attendant risk for all hazards. With time late this afternoon
    and evening, gradual upscale growth into a bowing cluster should
    occur, with a greater risk for severe/damaging winds towards Lake
    Michigan and parts of southern Lower MI.

    …Central High Plains to Northern Missouri…
    Indications late this morning are that a convectively reinforced
    surface front will become stationary across KS into eastern CO with
    moist, upslope flow into the central High Plains north of the
    boundary. The southern periphery of stronger mid-level westerly
    flow will glance the central High Plains where strongly veering flow
    will result in deep-layer shear supporting storm organization.
    Although heating will be partially thwarted by persistent low-level
    cloud cover through at least the early afternoon, sufficient heating
    is expected to result in scattered to widespread thunderstorms
    eventually developing during the late afternoon. A few supercells
    are possible with an accompanying threat for large hail and
    localized severe gusts. As storm coverage increases, upscale growth
    into an organized cluster is probable during the evening. Severe
    gusts will likely become the primary hazard during the evening as
    the mode becomes more linear and outflow dominant.

    Farther east across KS into northern MO, isolated convection may
    develop through peak afternoon heating along the front. While
    deep-layer shear is forecast to remain fairly modest, strong
    instability and steep mid-level lapse rates could still support
    occasional severe hail/wind with the more robust cores that can be
    sustained. Additional convection may develop along/north of the
    front this evening in a low-level warm advection regime, while also
    posing an isolated severe threat.

    A couple of MCVs will focus scattered strong to locally severe
    thunderstorms mainly this afternoon and early evening. Relatively
    weak lapse rates and modest deep-layer shear will tend to limit
    storm organization. Nonetheless, sporadic and isolated bouts of
    strong to damaging gusts are possible with the stronger
    thunderstorms through early evening.

    Modest strengthening of the low-level wind field is expected as a
    weak tropical disturbance migrates westward over the northern Gulf
    of America. However, model guidance shows hodographs generally
    remaining diminutive in size, implying disorganized storm modes

    Ontario tonight. A related surface low will develop from IA to
    southern WI and Lake Michigan this afternoon/evening, with the
    primary synoptic front farther north in WI. Diurnal heating of a
    rather moist low-level airmass will likely yield around 1000-2500
    J/kg of MLCAPE across southern WI into northern/central IL (locally
    stronger with southward extent). The modestly enhanced low/mid-level
    winds associated with the MCV should support around 30-40 kt of
    deep-layer shear, sufficient for organized severe thunderstorms.

    Current expectations are for a band of semi-discrete thunderstorms
    to develop across eastern IA into northern IL and southern/central
    WI by early to mid afternoon as large-scale ascent attendant to the
    MCV overspreads the destabilizing warm sector. Some of this activity
    could be supercellular initially and pose a threat for isolated
    severe hail along with damaging winds. With time late this afternoon
    and evening, gradual upscale growth into a bowing cluster should
    occur, with a greater risk for severe/damaging winds towards Lake
    Michigan and parts of southern Lower MI. Although low-level flow and
    related shear is not forecast to become overly strong this
    afternoon, it should be sufficient for some low-level updraft
    rotation and perhaps a few tornadoes, particularly across parts of
    southern WI/northern IL where semi-discrete convection may occur.

    …Ohio Valley/Mid-Atlantic…
    A weak mid-level shortwave trough located over the OH Valley this
    morning will advance northeastward today to the northern
    Mid-Atlantic/NY. Recent visible satellite imagery this morning shows
    considerable cloud cover present with this feature, along with some
    low clouds downstream. Even so, filtered daytime heating of a
    seasonably moist airmass should support the development of weak to
    locally moderate instability by this afternoon. Poor lapse rates
    aloft may tend to inhibit stronger updrafts to some extent, but
    marginal deep-layer shear (generally around 20-30 kt) should still
    support some degree of convective organization. Loosely organized
    clusters and occasional cells may pose an isolated threat for
    damaging winds as they spread generally east-northeastward across
    parts of the OH Valley and Mid-Atlantic this afternoon/evening.
    Confidence in a more concentrated corridor of damaging winds remains
    too low to include greater severe probabilities at this time.

    …Central Plains to Northern Missouri…
    A convectively reinforced surface front should stall by this
    afternoon across KS into eastern CO, with a modest low-level upslope
    flow regime occurring across the Front Range/central High Plains. On
    the southern periphery of an upper trough moving eastward over the
    northern/central Plains, thunderstorms should develop by early
    afternoon over the higher terrain of the central Rockies. This
    convection is forecast to move eastward into the adjacent High
    Plains through the rest of the afternoon, and continuing through the
    evening. The post-frontal airmass should only modestly destabilize,
    but enough instability and the presence of steepened lapse rates
    aloft are forecast to support robust updrafts. Weak low-level flow
    veering to westerly and gradually strengthening with height at
    mid/upper levels will likely foster around 35-45 kt of deep-layer
    shear. This will easily support supercells and associated large hail
    threat with the initial development. Some potential for upscale
    growth into a loosely organized cluster is possible across southeast
    CO and vicinity this evening along/near the stalled surface front.
    If this occurs, then severe winds would become the primary risk.

    Farther east across KS into northern MO, isolated convection may
    develop through peak afternoon heating along the front. While
    deep-layer shear is forecast to remain fairly modest, strong
    instability and steep mid-level lapse rates could still support
    occasional severe hail/wind with the more robust cores that can be
    sustained. Additional convection may develop along/north of the
    front this evening in a low-level warm advection regime, while also
    posing an isolated severe threat.

    …Central Gulf Coast…
    Convection offshore from the central Gulf Coast remains disorganized
    this morning, as a weak surface low (Invest 93L) remains along/near
    the coast of the FL Panhandle. Regardless of potential tropical
    development (reference latest NHC forecast), modest enhancement to
    the low-level wind field should occur as this feature tracks towards
    coastal/southeast LA by early Thursday morning. Thunderstorms should
    occasionally spread inland along/near the central Gulf Coast through
    the period, but overall severe potential still appears too limited
    to introduce a Marginal Risk with this update.

    Willie Geist, MSNBC: Joining us now here in Studio New York’s Democratic Governor, Kathy Hochul. Governor, great to see you as always.

    Governor Hochul: Thank you. Thank you.

    Willie Geist, MSNBC: A lot to talk to you about. Let’s talk, first, about the mayoral race that we’ve been discussing already this morning. Zohran Mamdani is leading the polls right now, but former Governor Andrew Cuomo says “I’m staying in.” You’ve got the current mayor Eric Adams in the race as well. We were talking as you sat down, you said, “It is my job to make it work whoever the mayor of New York City is, I can work with whoever wins this race.”

    Governor Hochul: That is a true statement. I have no choice, and what people fail to realize — what they will next year perhaps — is that the Governor has enormous power over all of our cities. And, for example, a couple days ago I had to sign legislation to allow the City of New York to put cameras in speed zones near schools. Now, one would think that’s something the local government handles, but the way it’s been structured since the 1970s when a lot of power was given because of the meltdown, the fiscal crisis here — Albany has extraordinary power over the city.

    I can work with whomever the voters want me to work with. I will never harm the City of New York. I won’t hold money hostage and make people suffer as has been practiced in the past. But people have to understand that I’m going to make sure that we have a climate where businesses can thrive. They create jobs, they give us the revenues I need to be able to have very generous social safety net programs. We’ll keep it all together, but this is going to be an election for the ages. A little unprecedented to have all the attention in November. It’s usually settled in June so we’ll be watching closely.

    Willie Geist, MSNBC: Mamdani met with a group of business leaders here in New York yesterday, expressed some of their concerns about his policy proposals, that he’s a democratic socialist, that he might not have the best interest of New York City’s business community in mind. Do you share any of those concerns?

    Governor Hochul: I actually raised many of those concerns with him directly. I said, “You have a lot of healing to do with the Jewish community. Many of your words have been hurtful and hateful to people in their interpretation of it.” So job number one is to straighten that relationship out if you can, and to get them to understand that if you become the mayor, we don’t know the outcome, but if you become the mayor, that you’ll be a mayor for everyone.” And no one should have to worry about being in the city and feeling less safe because of who the mayor is and their religious beliefs. So that was important. I raised that concern.

    The other one is the business community. Now, everyone that was having a hair on fire moment, and I said, “Let’s just calm it all down.” I’ve spoken to hundreds of business leaders saying, “Listen, nothing is going to happen to this city without me being aware of it and involved in it. So don’t talk about packing up and leaving.” — and all these other, overreactions, we’re going to be okay no matter what happens.

    And so I’ve had to do a lot of — I’ve become the therapist in chief it seems. I’m saying to everybody, “We’re going to be okay.” Maybe it’s the mom in me, I know how to calm down situations and we’ll get through this. Don’t panic, everybody. Let the process play out. Let the voters decide and then we’ll deal with it. But I did raise those same concerns, and they need to be addressed.

    Reverend Al Sharpton: Governor, we’ve seen some of this before with Bill de Blasio. People said he was a socialist. He never said himself that he was, but they said it. He was elected and reelected. But does it concern you that not only dealing with the questions about Mamdani, who I think has addressed some of these concerns and still evolving, that his opponents come with baggage?

    We’re almost forgetting that, you have the former Governor who has a lot of concerns and you have the Mayor who people are concerned about his relationship with President Trump. So there’s baggage there that you’ve got to balance.

    And the second part is that they’re going to try and demonize whoever is the elected mayor because they’re really trying to get their guns loaded to come after you and Attorney General Tish James next year. And isn’t a lot of this trying to be over the top with Mamdani and others to try and act like the whole Democratic Party, and therefore Kathy Hochul and Tish James shouldn’t be elected next year. Isn’t a lot of that a concern, or should that be a concern of yours?

    Governor Hochul: I don’t worry about those things. That is down the road. I suspect there are people conspiring against me for next year. Whether it’s Republicans — it goes with the turf. I can handle this. It’s my 16th election. I know how to do this. And I always say bring it on. Bring it on.

    But my point is also that, as you mentioned about Bill de Blasio, he did freeze the rent three times himself. That’s it’s not something brand new and radical to do that. People are suffering in this city, and I think Mamdani tapped into something that is real and visceral like I’m not getting ahead. I’m working hard. I’m doing the best I can and I’m not living the American Dream and everything is so expensive. So, I am aligned with the issue of raising people’s living, income, making sure that people have houses. That’s the most expensive cost for any family is their rent bill and the utility bills associated with that.

    So, I’m aggressively trying to build more housing. I want partners who will do that with me and break down all the barriers of people who just say, “Not in my backyard.” I’m sorry, you want to live in a big city –- there are going to people in your backyard. And we have to be more expansive in this.

    And what I’ve done is put $5,000 back in families’ pockets with my Budget. So, trying to offset some of this feeling of anxiety that people aren’t listening to me. So, we’re doing what we can, but then again, we have to deal with everything going up because of the tariffs. Let’s talk about that. We have inflation that drove up the cost of everything. Families can’t get their head above water. And now we have the Trump tariff taxes — raising the cost of everything, a pair of sneakers for a child this fall, and their mom’s going to have to pony up more than 44 percent more than last year to buy a pair of sneakers. This is hard on families. I’m focused on this. Affordability is not something that I just woke up to. It’s something I’ve been fighting for years and we’re making a real difference for people, but they just feel like they’re not getting ahead and I understand that.

    Jonathan Lemire, MSNBC: Governor, you mentioned President Trump’s tariff policy. Let’s also turn to the one “Big Beautiful Bill.” Now, law of the land, and talk to us about the way the budget cuts are going to impact New York State particularly, and people think of New York State as New York City, but as we well know it, it extends far beyond that.

    There are a lot of rural areas and I know there’s real concern about both Medicaid and rural health care.

    Governor Hochul: Absolutely. I was just up in Elise Stefanik’s district in the North Country, which is getting hammered, first of all the tariffs because the Canadians are not coming over. They’re not spending money in the hotels and restaurants. The tourism economy is suffering. Then you have the farm community, the farmers, Republican farmers, don’t know why their own elected officials voted against their interests with higher costs because of tariffs, closing out markets to them that they had always counted on the cost of even steel or the shavings that go in the stalls for their cows is more expensive because they got it from Canada. So, you have all that. But then to tell them that you are at risk of losing five of your rural hospitals in this one congressional district. That is real. I had a forum up there. I had 400 people — standing room only. Farmers, people in tourism, the small businesses, people in health care hospitals, they’re in a panic.

    And this is what I want to point out all across the state, seven members of the Republican party elected in this state voted against the interest of their own constituents. How do you do that and think you’re going to get away with it? Oh, you’ll push back the pain until 2027. Guess what? We’re going to remind everybody what you did to them, and it’s going to have an effect on your 2026 election, and that’s how Hakeem Jeffries will become the next Speaker to try and undo the pain that you’re talking about.

    We’ll lose 67,000 health care jobs, $8 billion hit to our hospitals and health care providers. The State of New York will have enormous challenges heading into next year, and in fact, this year we have to make up $750 million that they just took away this year alone. So, we’re fighting back, but it’d be really nice if we had some, I’m not even asking for real profiles and courage. Just don’t vote against your own constituents. It’s that simple.

    Willie Geist, MSNBC: So, Governor, when five rural hospitals close in a single district, and you’re talking about losing almost a billion dollars in funding for that kind of thing, what do you do? What does the State of New York do? What does a county do? How do you make up for the fact that this is where my doctor is? Now that hospital’s closed, I’ve got to drive far, my Medicaid reimbursements aren’t coming in. How do you as a state try to bridge that gap?

    Governor Hochul: We’re looking at that right now, and it is a shame that – what Washington has done – Republicans in Washington have done will now have an impact on our ability to provide services here in the State of New York. We already spend an enormous amount of money taking care of people’s health care and education and childcare and nutrition programs, but we count on the federal government to be a partner in this, and when they pull out their share going to cost us so much more to do this. There’s not a state in this nation that can completely backfill all the cuts that they have now unleashed on us. It is not possible. So, we’ll have to figure it out with my team. I’m getting together with my cabinet this week. We have to make up $750 million right now. I’m saying, “Go back to your agencies, find some cuts, find out what we can save some money.” Next year, I have a $3 billion cut. We’ll get together with the Legislature, try to work it out, but this is grotesquely unfair, not just to the states, but to the people we serve. And they need to wear this. So this is gonna be a drumbeat. We’re not stopping because it didn’t have to be this way. You actually can vote against what your president tells you sometimes. It might be politically smart for you in a place like New York but they didn’t do that. I lost my seat in Congress, representing the most rural district, the most Republican district in New York, because I refused to vote to repeal the Affordable Care Act. I knew those people in those rural areas that I represented myself would suffer from this, even though they threw me out of office because I stood up for them. But every once in a while you have to do the right thing — and they had the opportunity and they blew it.

    Willie Geist, MSNBC: They blew it and it’s devastating to a lot of people. I want to ask you finally governor about something that’s exciting to a lot of parents that’s about to happen this fall. This school year which is a statewide ban in New York public schools on cell phones for kids. This has been an issue that parents and kids and schools and politicians have debated. You got the state to this place of, we’re talking bell to bell, you say, right? You check it in the morning, you get it back at the end of the day. How hard was it to get this over the line and how exactly will it work?

    Governor Hochul: It was very difficult. It took a year of me doing round tables with parents and students and administrators and superintendents, and there was a sense of Albany can’t tell us what to do. Then I said, “Then do it yourself. You know it’s better for the kids, superintendent and school boards. Do it yourselves.” Well, the parents will be upset. So, I said, “Listen, I’ll be the heavy. I’m a mom. I’m used to taking the blame, right? So let me wear this. Let’s do it, and let’s get this done as soon as possible, starting this fall.” So, all I want to do is give our kids their freedom back, not being addicted to this device all day long. They’re watching TikTok dance videos instead of listening to the math teacher

    And it’s affecting their academic performance, but also they’re not developing into fully functioning adults emerging as 18 year olds anymore because they’re not used to communicating. They don’t make eye contact; they don’t talk to each other. So this is going to change the quality of life for our kids — and hopefully help their mental health because we have a severe mental health crisis right now with teenagers. I can’t tell you how many days a week I hear from a parent who says, “my child is so depressed, they’re contemplating suicide. I’m so glad you’re taking the cell phones out of their hand because that’s where it started.” So I think other states should do this. It takes guts, you have to stand up, but I will do anything to protect your kids as if they’re my own.

    Willie Geist, MSNBC: And one of the arguments against it is safety. If there’s a school shooting, then the kids need to be able to call their parents or call 911 or whatever it is, or if there’s some other emergency in the school — but you heard something interesting from law enforcement on that.

    Governor Hochul: This is what changed my perspective completely and I’m a mom who sent her kids to school during Columbine — and that fear of what happens when you send your child off to school and something horrific happens. We’ve had so many school shootings, but when law enforcement told me that if there is an active shooter in the building, the last thing you want is for your child to have their cell phone.

    First of all, it rings, they’re identified, or they start videoing or sending text messages, and they’re not paying attention to the trained professional in the front of the room – their teacher, their teachers go through constant drills. So sheriffs and police officers and district attorneys worked with me to try and persuade the parents.

    As hard as it is to give that connection up with your child, it is better for them in a crisis like that. So that’s what we need to lean into and say your child is safer not having the phone, and they’ll be more well adjusted. They’ll be happier, they’ll have more friends in person. One young girl told me, I said, “why can’t you just put it down?” She said, “You have to save us from ourselves. We can’t put this down. We need you to do it.” That’s all I needed to hear. And we got it done.

    Willie Geist, MSNBC: And so is it in the morning, it goes into a Ziploc bag or what? How does it work?

    Governor Hochul: Every school can do it their own way — I’ll be in the Bronx today with the school superintendent, and they’re going to have these pouches called yonder pouches. They zip them up all day. Any school can do it the way they want. If you want to have a rack in the back of the classroom, but they cannot have it on them because the temptation is too great. When they get 250 notifications a day — kids do. We tracked this last year, we had a really strict nation leading ban on addictive algorithms from social media companies going after our kids. That was a big step last year, and I encourage the federal government to take a look at this. We’ve got to save our kids. They’re crying for help. We’re the adults, it’s our job.

    Willie Geist, MSNBC: I think a lot of people around the country will be watching New York to see how this goes, and I think a lot of parents are grateful that you took that step.

  • MIL-OSI Security: Convicted felon caught twice with loaded firearms sentenced to over eight years in prison

    RICHMOND, Va. – A Richmond man was sentenced today to eight years and four months in prison for being a felon in possession of a firearm.

    According to court documents, on June 13, 2024, Richmond Police officers observed Emanuel Leon Crawford, Jr., 33, in a parking lot area of a convenience store on Mosby Street in Richmond acting suspiciously. When they got out of their patrol vehicle, Crawford fled on foot. As Crawford was running, he removed a crossbody bag and threw it. Officers took Crawford into custody and recovered the bag, which contained a loaded .40 caliber handgun. Officers also recovered 18 multi-colored pressed pills containing methamphetamine.

    On July 26, 2024, as officers served Crawford with a misdemeanor warrant, they found him in possession of a loaded 9mm handgun.

    Crawford was convicted in 2013 of attempted unlawful wounding, use of a firearm in the commission of a felony, and burglary of a residence. Crawford also was convicted in 2020 of possession with intent to distribute a Schedule I/II controlled substance. As a previously convicted felon, Crawford is prohibited from legally possessing firearms or ammunition.

    Erik S. Siebert, U.S. Attorney for the Eastern District of Virginia, and Anthony A. Spotswood, Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms and Explosives Washington Field Division, made the announcement after sentencing by Senior U.S. District Judge Robert E. Payne.

    Assistant U.S. Attorney Olivia L. Norman and Third-Year Law Student Kevin C. Teel prosecuted the case.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

  • MIL-OSI Security: Undocumented Mexican National Sentenced to Prison for Drug Trafficking and Illegal Reentry

    SALT LAKE CITY, Utah – Armando Reyes-Ascension, 43, a Mexican national, living in the United States illegally, was sentenced to 58 months’ imprisonment after he pleaded guilty to immigration and drug trafficking crimes.  In less than three months, Reyes-Ascension, who was previously removed from the United States on three different occasions and criminally convicted of felony illegal reentry, was again found back in the United States and in possession of more than 9,000 fentanyl pills, a loaded firearm, several dangerous weapons, and more than $80,000 in cash.

    In addition to his term of imprisonment, Senior U.S. District Court Judge Clark Waddoups sentenced Reyes-Ascension to three years’ supervised release and ordered him to forfeit over $88,000.00 USD, a Smith and Wesson .380 caliber pistol, associated ammunition, including eight .380 rounds, nine knives and daggers, and nine collectors’ coins.

    According to court documents and statements made at Reyes-Ascension’s change of plea and sentencing hearings, on May 17, 2024, during an investigation, officers with the Salt Lake City Police Department seized 7,000 fentanyl pills, and $32,000 in cash from Reyes-Ascension’s apartment. On June 11, 2024, he was removed from the United States to Mexico by immigration officials. On August 7, 2024, Reyes-Ascension re-entered the United States illegally, and was found in Salt Lake County Metro jail after law enforcement had arrested him for drug crimes. During the arrest, officers seized 2,000 fentanyl pills and more than $55,000 cash, coins, and several dangerous weapons – including a firearm.     Prior to Reyes-Ascension’s May 2024 arrest and third removal on June 11, 2024, he was previously removed from the United States to Mexico on two separate occasions; one of which he was convicted of illegal reentry of a previously removed alien on March 4, 2020.

    “Reyes-Ascension’s repeated criminal conduct is a complete and total disregard for the laws of this country, and it will not be tolerated,” said Acting U.S. Attorney Felice John Viti, of the District of Utah. “The defendant is a clear danger to Utah and the United States as a whole. The U.S. Attorney’s Office and our law enforcement partners will continue to prosecute anyone who breaks our laws and pumps poison into our communities.”

    “This sentencing sends a clear message that we will relentlessly pursue individuals who combine violent narcotics distribution with firearms offenses,” said ATF Special Agent in Charge Brent Beavers. “Possessing poisonous dangerous drugs alongside a loaded firearm posed an imminent and grave threat to public safety. ATF remains committed to disrupting the nexus between illicit drugs and guns because every one of the weapons we take off the street is one less chance for tragedy in our communities.”

We will aggressively pursue those who seek to profit by fueling the opioid epidemic.”

    The case was investigated jointly by the U.S. Immigration and Customs Enforcement (ICE), Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Salt Lake City Police Department, and the FBI Salt Lake City Field Office.

  • MIL-OSI Security: KC Man Indicted for Illegally Possessing Ammunition

    KANSAS CITY, Mo. – A Kansas City, Mo., man illegally possessed ammunition has been indicted by a federal grand jury.

    Brian H. Brown, 49, was charged today in an indictment returned by a federal grand jury in Kansas City, Mo.  Today’s indictment replaces a federal criminal complaint that was filed against Brown on July 7, 2025.

    The federal indictment charges Brown with being a felon in possession of ammunition on July 3, 2025.

    According to an affidavit filed in support of the original complaint, Kansas City, Mo. Police Department officers were dispatched to 97th Terrace and Holmes Avenue at approximately 6:30 p.m. for an accident involving a disturbance with an armed party.  An officer contacted the suspect, who was identified as Brown.  Brown began to tell the officer about the accident and the officer believed Brown was driving while intoxicated.  The officer ordered Brown to place his hands behind his back and Brown refused the officer’s commands.  A struggle ensued between Brown and the officer, and the officer observed a handgun in Brown’s shorts pocket.  Brown was eventually arrested, and the handgun was removed from his pocket.

    The firearm was identified as a Polymer 80, “P-80”, camouflage in color.  It was loaded with eleven rounds of ammunition.  The firearm did not have a visible serial number.

    Under federal law, it is illegal for anyone who has been convicted of a felony to be in possession of any firearm or ammunition.  Brown has felony convictions for trafficking in drugs, distribution of a controlled substance, possession of a controlled substance, and being a felon in possession of a firearm.

    The charges contained in this indictment are simply accusations, and not evidence of guilt. Evidence supporting the charges must be presented to a federal trial jury, whose duty is to determine guilt or innocence.

    This case is being prosecuted by Special Assistant U.S. Attorney Jessica L. Jennings. It was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives, and the Kansas City, Missouri Police Department.

    UK chancellor Rachel Reeves would like Britons to invest more in stocks – particularly UK stocks – rather than keep their money in cash. She has even urged the UK finance industry to be less negative about investing and highlight the potential gains as well as the risks.

    Stock ownership is important for governments for a variety of reasons. Boosting capital markets can encourage business expansion, job creation and long-term economic growth. It can also give people another source of income in later life, especially as long-term investing can offer greater returns than saving.

    But in the UK, excluding workplace pensions, only 23% of people have invested in the stock market, compared to nearly two-thirds in the US. Survey results suggest that American consumers are generally more comfortable with financial risks.

    And it appears that a greater degree of risk translates into closer political engagement. During market shocks driven by US president Donald Trump’s tariff chaos, many Americans tracked headlines – and their portfolios – closely. This contrasts with the UK, where most people keep their savings in safer assets like cash savings accounts or premium bonds.

    If Britons are more risk-averse, media coverage that tends to be noisier when markets fall than when they recover may be having an impact. While concerns regarding market volatility may be valid, they can overshadow the long-term benefits of investing.

    One key opportunity that many British consumers have missed out on is the rise of low-cost, diversified exchange-traded funds (ETFs), which have made investing more accessible and affordable. An ETF allows investors to buy or sell baskets of shares on an exchange. For example, a FTSE100 ETF gives investors exposure to the UK’s top 100 companies without having to buy each one individually.

    This is exactly the kind of long-term, low-cost investing that Reeves appears to be promoting. But should savers be worried about current market volatility – much of it driven by trade tensions and tariff uncertainty? One view, of course, is that volatility is simply part of investing.

    But it could also be argued that big shifts within the space of a single month are often exaggerated. People are also likely to be put off by news headlines, which tend to exaggerate the swings in the market.

    Examining daily excess returns in the US stock market from November 2024 to April 2025, I plotted cumulative returns (which show how an investment grows over time by adding up past returns) within each month. April 2025 stands out. Despite experiencing several sharp daily losses, the market rebounded swiftly in the days that followed.

    This pattern isn’t new. Historically, markets have shown a remarkable ability to recover from short-term shocks. Yet many potential investors could be deterred by alarming headlines that, while factually accurate, often highlight single-day declines without broader context.

    The reality is that the stock market is frequently a series of short-lived storms. These are volatile, yes, but often followed by calm and recovery.

    Fear and caution

    During market downturns, it’s common for people to try to understand why this time is worse or analyse if this crash is more serious than previous ones.

    The fear these headlines generate could feed into barriers to long-term investing in the UK. And that’s one of the challenges the chancellor faces in encouraging more Britons to invest.

    For those already invested in the stock market, short-term declines are part of the journey. They are risks that can be borne with the understanding that markets tend to recover over time.

    My analysis of daily US stock market data since 1926 shows that after sharp daily drops, the market often rebounds quickly (see pie chart below). In fact, more than a quarter of recoveries occur within just a few days.

    But this resilience is rarely the focus of media coverage. It’s far more common to see headlines reporting that the market is down than to see follow-ups highlighting how quickly it bounced back.

    Research has shown that negative economic information is likely to have a greater impact on public attitudes. For example, a sharp drop in the stock market might dominate front pages, while a steady recovery over the following weeks barely gets a mention. The imbalance reinforces a sense of crisis, even when the broader picture is less bleak.

    Unbalanced reporting can distort perceptions, discouraging potential investors who might otherwise benefit from long-term participation in the market. It appears that American perceptions of their finances are also affected by news coverage in a similar way.

    Over the long term, the difference between stock market returns and the generally lower returns from government bonds is known as the “equity risk premium puzzle”. Economists have long debated why this gap is so large. Some observers argue it may narrow in the future. But many others, including the chancellor, believe that investing in the stock market remains a beneficial long-term strategy.

    If more people are to benefit from long-term investing, it’s vital to tell the full story. That means not just highlighting when markets fall, but following up on how they recover afterwards.

    Israel’s military said it struck the entrance to the Syrian defence ministry in Damascus on Wednesday, stepping up attacks on the Islamist-led authorities with the declared aim of protecting the Druze minority from harm by government forces.

    It marked the third day in a row that Israel has struck Syria where government security forces have clashed with local Druze fighters in the southern city of Sweida.

    Security sources from within the defence ministry told Reuters that at least two drone strikes had hit the building and that officers were taking cover in the basement. State-owned Elekhbariya TV said the Israeli strike wounded two civilians.

    The Israeli military said it had “struck the entrance gate of the Syrian regime’s military headquarters complex” in Damascus and that it continued “to monitor developments and the actions being taken against Druze civilians in southern Syria”.

    Syria’s state media and witnesses said Israeli strikes throughout Wednesday also struck the predominantly Druze city of Sweida, where a fourth day of fighting swiftly collapsed a ceasefire announced the previous evening.

    Syrian government troops were dispatched to the Sweida region on Monday to quell fighting between Druze fighters and Bedouin armed men but ended up clashing with the Druze militias themselves.

    Local news outlet Sweida24 said the city of Sweida and nearby villages were coming under heavy artillery and mortar fire early on Wednesday. Syria’s defence ministry, in a statement carried by state news agency SANA, blamed outlaw groups in Sweida for breaching the truce.

    The defence ministry called on residents of the city to stay indoors. Some residents that Reuters was able to reach by phone said they were holed up at home in fear with no electricity.

    ​The European Banking Authority (EBA) today published the latest chapter of its resolution Handbook on simulation exercises for resolution authorities. The Handbook provides, for the first time, a comprehensive framework of best practices, methodologies and processes to support resolution authorities in enhancing their preparedness and operational capabilities through structured simulation exercises. 

    ​Testing requirements are already imposed to institutions through the EBA Guidelines on resolvability testing, and simulations are becoming more prevalent in ensuring preparation among authorities, the EBA’s Handbook proposes a taxonomy for simulation exercises for resolution authorities to harmonise the use of main concepts within the financial stability framework. 

    ​In addition, the Handbook distinguishes between testing, simulations and dry runs and introduces six main types of simulation exercise: brainstorms, desktop exercises, walkthroughs, fire drills, decision-making exercises and operational simulations. This new chapter also presents the concept of end-to-end simulations, which combine multiple exercise types to replicate real-world resolution scenarios. 

    ​The Handbook describes in operational terms how to initiate, plan, prepare and deliver a simulation exercise. It provides practical guidance on defining objectives and scope, designing scenarios, allocating resources, managing delivery, and collecting feedback. The Handbook also includes templates and examples to support authorities in implementing effective and proportionate simulation exercises. 

    ​Legal basis and background 

    ​This initiative is part of the EBA’s broader mandate under Article 8(1)(ab) of Regulation (EU) No 1093/2010 to maintain an up-to-date Union resolution handbook.   • MIL-OSI Security: South Bend Man Sentenced to 262 Months in Prison

    SOUTH BEND – Yesterday, Quadir Quiroz, 20 years old, of South Bend, Indiana, was sentenced by United States District Court Judge Cristal C. Brisco after pleading guilty to Hobbs Act robbery and brandishing a firearm during a crime of violence, announced Acting United States Attorney M. Scott Proctor.

    Quiroz was sentenced to 216 months in prison followed by 3 years of supervised release.

    According to documents in the case, Quiroz robbed a person at gunpoint and stole the person’s car. Ten days later, Quiroz robbed a gas station in South Bend.  During the robbery, Quiroz struck a gas-station employee in the head with his gun.

    This case was investigated by the Federal Bureau of Investigation with assistance from the South Bend Police Department. The case was prosecuted by Assistant United States Attorney Joel Gabrielse.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone.   • MIL-OSI Security: Ship Manager Pleads Guilty to Dumping Oily Waste into U.S. Waters Off Coast of New Orleans

    Eagle Ship Management LLC (ESM), based in Stamford, Connecticut, pleaded guilty yesterday to violating the Act to Prevent Pollution from Ships (APPS) by deliberately polluting U.S. waters off the coast of New Orleans from the M/V Gannet Bulker, a foreign-flagged bulk carrier. If approved by the court, ESM would pay a criminal fine of $1,750,000 and serve a four-year term of probation that includes external audits by an independent technical expert.

    The chief engineer of the Gannet Bulker was prosecuted in a separate case and sentenced to serve a year and a day in prison for his role in the discharge of oil and obstructing justice.

    The Coast Guard launched its investigation after a crew member sent a message via social media on March 14, 2021, indicating that the engine room had flooded and that the resulting oil-contaminated bilge waste had been deliberately pumped overboard at night. Flooded bilges can pose a serious threat to the safety of the ship and crew, including creating a risk of electrocution, loss of power, and inability to steer.

    At the time, the Gannet Bulker was at an anchorage near the Southwest Passage of the Port of New Orleans, near the mouth of the Mississippi River. According to court records, the intentional overboard oily discharge into U.S. waters involved approximately 39 cubic meters (approximately 10,303 gallons), and was done without the use of required pollution prevention equipment or required recordkeeping

    “The Department of Justice vigorously prosecutes violations of the laws that protect U.S. ports and waters,” said Acting Assistant Attorney General Adam Gustafson of the Justice Department’s Environment and Natural Resources Division (ENRD). “The criminal conduct involved here was serious, including intentional pollution and a deliberate coverup.”

    “Today’s announcement sends a clear message intended to deter deliberate pollution,” said Acting U.S. Attorney Michael M. Simpson for the Eastern District of Louisiana. “This office will continue to work with our agency partners to enforce the laws that were designed to protect U.S. ports and waters.”

    “The United States Coast Guard and the Coast Guard Investigative Service remain steadfast in our commitment to enforcing maritime environmental laws to protect U.S. waters and ensure compliance with international regulations,” said Special Agent in Charge Damon J. Youmans of the Coast Guard Investigative Service’s Gulf Field Office. “We will continue to hold accountable those who violate these laws and endanger our marine environment.”

    In pleading guilty, ESM admitted that its crew engaged in a variety of obstructive acts to conceal the internal flooding that was caused by a botched repair. The obstructive acts included retaliation against the whistleblower whose identity was known. Senior ship officers and crew also lied to the Coast Guard and destroyed evidence including a printout from the engine control room computer that contained key information. Additionally, senior ship officers created false and backdated personnel evaluations intended to discredit the whistleblower.

    Sentencing has been scheduled for Oct. 16.

    The Coast Guard Criminal Investigations Division and the Coast Guard Heartland District investigated the case.

    WASHINGTON, D.C. – Last night, Congressman Chris Deluzio (PA-17) with colleagues on the powerful House Armed Services Committee, marked up the 2026 National Defense Authorization Act (NDAA)—the large, annual defense bill that creates the policies related to our armed services and other national security-related efforts. Congressman Deluzio voted for the measure, which passed out of committee by a vote of 55-2.

    “The United States faces tremendous strategic challenges across the globe, including the war in Ukraine, intensifying competition with Communist China, and instability in the Middle East. All this activity is stressing the highly consolidated defense industrial base,” said Congressman Deluzio. “For too long, our government has neglected America’s manufacturing competitiveness and power. We need stronger accountability, transparency, and competition in government contracting to beef up our defense industrial base and to protect public money. While not a perfect bill, the 2026 NDAA takes on many of these important issues and more, and that’s why I voted yes last night.”  

    Specifically, the NDAA included Congressman Deluzio’s amendment to fight defense industry price gouging by requiring defense contractors to report when their products under sole source contracts increase by more than 25% of the price specified in the contract bid, over 25% more than the price of the product the preceding year, or by 50% more than the government paid for the product at any time over the last five years.   

    During the NDAA markup, Congressman Deluzio successfully secured several important wins, including some that will specifically benefit the people and economy of Western Pennsylvania. 

    This legislation: 

    • Implements an assessment and evaluation of the use of inland waterways for national defense purposes, and an assessment of vulnerabilities in our Marine Transportation Systems and associated infrastructure.
    • Authorizes an additional two and a half million dollars in funding to improve long range precision fires technology. This kind of research is ongoing at Western Pennsylvania institutions like the University of Pittsburgh.
    • Requires a new report about the technology and disposal methods of Per-and Polyfluoroalkyl Substances (PFAS). This is important because the Defense Department has previously considered incinerating PFAS “forever chemicals” in East Liverpool, Ohio—just across the border from Pennsylvania’s 17th District.
    • This year’s NDAA also includes the text of Congressman Deluzio’s bill, the Depot Investment Reform Act. This bill strengthens federal investment in military depots, including those in Pennsylvania, like the Letterkenny and Tobyhanna Army Depots.   

    Congressman Deluzio secured additional national priorities in this defense bill. This legislation:

    • Strengthens the “right to repair,” requiring contractors to give access to tools, parts, and information for major weapon systems so that our military and servicemembers can repair their own equipment.
    • Adjusts annual reporting on the U.S. Navy’s shipyard modernization efforts at the four public shipyards to include efforts related to the incorporation of digital hardware, software, and cloud storage.
    • Extends the number of days that national guardsmen can be activated by a governor of a state to respond to an emergency like a natural disaster from 3 to 14 days, with possible extensions of 7 and up to 46 days.
    • Requires a report on the Department of Defense’s efforts to incorporate artificial intelligence data centers on Department of Defense land. This report will analyze the risks, benefits, impacts, and footprint of those facilities.
    • Requires the Department of Defense to identify shortfalls and propose solutions for shortfalls of critical minerals and other materials in the National Defense Stockpile. This will better inform the United States’ current readiness and preparedness for any future conflict.
    • Fights consolidation in the defense industry by requiring the Government Accountability Office (GAO) to investigate impacts of mergers and acquisitions on the defense industrial base and competition in the defense industry.
    • Requires that contractors who are negotiating sole-source contracts with the government provide timely and critical pricing data to the government. This will assist the military in getting the best deal for our servicemembers and will steward good use of American public dollars.
    • Requires the Department of Defense to assess the current competitive environment for contracts under $10 million. This will help the military and Congress assess whether recent policy changes have been effective in uplifting small businesses and growing the defense industrial base.

  • MIL-OSI Submissions: Why is Israel bombing Syria?

    Conflict in Syria has escalated with Israel launching bombing raids against its northern neighbour.

    It follows months of fluctuating tensions in southern Syria between the Druze minority and forces aligned with the new government in Damascus. Clashes erupted in the last few days, prompting Israeli airstrikes in defence of the Druze by targeting government bases, tanks, and heavy weaponry.

    Israel Minister Amichai Chikli has called the Syrian president Ahmed al-Sharaa

    a terrorist, a barbaric murderer who should be eliminated without delay.

    Despite the incendiary language, a ceasefire has been reached, halting the fighting – for now.

    Syrian forces have begun withdrawing heavy military equipment from the region, while Druze fighters have agreed to suspend armed resistance, allowing government troops to regain control of the main Druze city of Suwayda.

    What do the Druze want?

    The Druze are a small religious minority estimated at over one million people, primarily concentrated in the mountainous regions of Lebanon, Syria, Israel, and Jordan.

    In Syria, their population is estimated at around 700,000 (of around 23 million total Syrian population), with the majority residing in the southern As-Suwayda Governorate – or province – which serves as their traditional stronghold.

    Since the 2011 uprising against the Assad regime, the Druze have maintained a degree of autonomy, successfully defending their territory from various threats, including ISIS and other jihadist groups.

    Following Assad’s fall late last year, the Druze — along with other minority groups such as the Kurds in the east and Alawites in the west — have called for the country to be federalized.

    They advocate for a decentralised model that would grant greater autonomy to regional communities.

    However, the transitional government in Damascus is pushing for a centralised state and seeking to reassert full control over the entire Syrian territory. This fundamental disagreement has led to periodic clashes between Druze forces and government-aligned troops.

    Despite the temporary ceasefire, tensions remain high. Given the core political dispute remains unresolved, many expect renewed conflict to erupt in the near future.

    Why is Israel involved?

    The ousting of the Assad regime created a strategic opening for Israel to expand its influence in southern Syria. Israel’s involvement is driven by two primary concerns:

    1. Securing its northern border

    Israel views the power vacuum in Syria’s south as a potential threat, particularly the risk of anti-Israeli militias establishing a foothold near its northern border.

    During the recent clashes, the Israeli military declared

    The Israeli Defence Forces will not allow a military threat to exist in southern Syria and will act against it.

    Likewise, Prime Minister Benjamin Netanyahu, who has stated he will not allow Syrian forces south of Damascus:

    We are acting to prevent the Syrian regime from harming them [the Druze] and to ensure the demilitarisation of the area adjacent to our border with Syria.

    In line with these warnings, the Israeli Air Force has conducted extensive strikes against Syrian military infrastructure, targeting bases, aircraft, tanks, and heavy weaponry.

    These operations are intended to prevent any future buildup of military capacity that could be used against Israel from the Syrian side of the border.

    2. Supporting a federated Syria

    Israel is backing the two prominent allied minorities in Syria — the Kurds in the northeast and the Druze in the south — in their push for a federal governance model.

    A fragmented Syria, divided along ethnic and religious lines, is seen by some Israeli policymakers as a way to maintain Israeli domination in the region.

    This vision is part of what some Israeli officials have referred to as a “New Middle East” — one where regional stability and normalisation emerge through reshaped borders and alliances.

    Israeli Foreign Minister Gideon Sa’ar recently echoed this strategy, stating:

    A single Syrian state with effective control and sovereignty over all its territory is unrealistic.

    For Israel, the logical path forward is autonomy for the various minorities in Syria within a federal structure.

    The United States’ role?

    According to unconfirmed reports, Washington has privately urged Israel to scale back its military strikes on Syria in order to prevent further escalation and preserve regional stability.

    The US is promoting increased support for Syria’s new regime in an effort to help it reassert control and stabilise the country.

    There are also indications the US and its allies are encouraging the Syrian government to move toward normalisation with Israel. Reports suggest Tel Aviv has held talks with the new Sharaa-led regime about the possibility of Syria joining the Abraham Accords (diplomatic agreements between Israel and several Arab states), which the regime in Damascus appears open to.

    US Special Envoy Tom Barrack has described the recent clashes as “worrisome”, calling for de-escalation and emphasising the need for

    a peaceful, inclusive outcome for all stakeholders – including the Druze, Bedouin tribes, the Syrian government, and Israeli forces.

    Given the deep-rooted political divisions, competing regional agendas, and unresolved demands from minority groups, the unrest in southern Syria is unlikely to end soon.

    Despite another temporary ceasefire, underlying tensions remain. Further clashes are not only possible but highly probable.

    On July 7th, 2025, a shooter armed with tactical gear and a rifle opened fire on Border Patrol agents as they arrived at a Border Patrol facility in McAllen, Texas. According to DHS, two officers and a border patrol employee were injured before the suspect was neutralized. Law enforcement believes the attack was a purposeful ambush targeting Border Patrol officials.

  • MIL-OSI Security: Rochester man going to prison for five years for arson

    ROCHESTER, N.Y. –U.S. Attorney Michael DiGiacomo announced today that Jermaine Fields, 38, of Rochester, NY, who pleaded guilty to arson, was sentenced to serve 60 months in prison by U.S. District Judge Charles J. Siragusa.

    Assistant U.S. Attorney Charles E. Moynihan, who handled the case, stated that on April 17, 2024, the Rochester Fire Department received an alarm call from the Abundance Co-Op Market on South Avenue in Rochester, for a fire in the men’s bathroom. When firefighters arrived, they entered the bathroom and smelled an odor of burning rubber, but there were no flames visible.  Firefighters did observe burned debris with burn patterns on the floor and on the wall behind the toilet.  Law enforcement reviewed security camera footage from the store, which depicted a person later identified as Fields, walking throughout the store and entering the men’s bathroom and then exiting. The store fire alarm activated seconds later. Fields was arrested several days later and charged with arson. Fields has also admitted to starting papers on fire in one of the stairwells at the Hall of Justice on Exchange Boulevard in Rochester on April 5, 2024. 

    The sentencing is the result of an investigation by the Rochester Fire Department, under the direction of Chief Stefano Napolitano, the Rochester Police Department, under the direction of Chief David Smith, and the Bureau of Alcohol, Tobacco, Firearms, and Explosives, under the direction of Special Agent-in-Charge Bryan Miller, New York Field Division.

  • MIL-OSI Security: Sun Prairie Man Sentenced to 2 ½ Years for Illegally Possessing Firearm and Ammunition

    MADISON, WIS. – Chadwick M. Elgersma, Acting United States Attorney for the Western District of Wisconsin, announced that Cashius Carter, 21, Sun Prairie, Wisconsin, pleaded guilty and was sentenced today by Chief U.S. District Judge James D. Peterson to 2 ½ years in federal prison for possessing a firearm and ammunition as a convicted felon. The prison term will be followed by 3 years of supervised release.

    On September 25, 2024, a Fitchburg police officer stopped a vehicle that Carter was driving. The vehicle smelled of marijuana and the officer asked Carter to exit the vehicle so it could be searched. Carter fled from the scene but was ultimately caught. In the vehicle, the officer found a loaded Glock 19 9mm with an extended magazine between the driver’s seat and center console. In the back seat, officers recovered almost 700 grams of marijuana. The Wisconsin State Crime Laboratory later recovered Carter’s DNA on the firearm. Carter is prohibited from legally possessing a firearm or ammunitions because of a prior felony conviction for eluding an officer.

    At sentencing, Judge Peterson found that Carter’s possession of a loaded firearm with a large quantity of marijuana was dangerous. Judge Peterson also noted that Carter had an aggravated criminal history, which included a violent battery and a high-speed police chase. Judge Peterson explained that he was imposing the sentence to protect the public and deter Carter from further criminal conduct.

    The charge against Carter was the result of an investigation conducted by the Fitchburg Police Department and the ATF Madison Crime Gun Task Force, which consists of federal agents from ATF and Task Force Officers from state and local agencies throughout the Western District of Wisconsin. Assistant U.S. Attorney Corey Stephan prosecuted this case.

    This case has been brought as part of Project Safe Neighborhoods (PSN), the U.S. Justice Department’s program to reduce violent crime. The PSN approach emphasizes coordination between state and federal prosecutors and all levels of law enforcement to address gun crime, especially felons illegally possessing firearms and ammunition and violent and drug crimes that involve the use of firearms.

  • MIL-OSI Security: Illegal Alien from Mexico and Straw Purchaser from Fort Worth Charged with Unlawfully Acquiring Two Gas-Operated Rifles

    An illegal alien from Mexico and a Fort Worth man were indicted for falsely acquiring two firearms from licensed firearms dealers in the Dallas-Fort Worth area, announced Acting United States Attorney for the Northern District of Texas Nancy E. Larson.

    Illegal alien Oscar Guadalupe Cruz Gonzalez, 28, and U.S. citizen Jose Juan Flores, 45, of Fort Worth, were charged by indictment on March 18, 2025, with Conspiracy to Make False Statements to a Licensed Firearms Dealer, and two counts of Acquiring a Firearm from Licensed Firearms Dealers by False or Fictitious Statement.  Cruz Gonzalez was also charged with Possession of a Firearm by an Illegal Alien.  The defendants made their initial appearances before U.S. Magistrate Judges on July 3 and July 7, respectively.  

    According to the indictment, in January 2023 and March 2023, Cruz Gonzalez paid Flores a combined total of approximately $2,500 to acquire two semi-automatic gas-operated rifles from two separate licensed firearms dealers in the Dallas-Fort Worth area.  Each rifle had the ability to be belt-fed ammunition.  Cruz Gonzalez supplied Flores with the funds to purchase both guns, more than $10,000 for the first rifle and over $15,000 for the second.  Flores allegedly purchased the two firearms knowing he was going to transfer them to Cruz Gonzalez.  To conceal this intended transfer when purchasing each rifle, Flores made false statements on the required ATF Form, stating that he was the actual transferee/buyer of the firearms.  After purchasing the first rifle, Flores gave the rifle to Cruz Gonzalez, who was an illegal alien.  In the United States, it is a federal offense for an illegal alien to knowingly possess a firearm.  

    “A straw purchase means that someone bought a firearm for a person who they knew could not legally purchase one,” said Acting U.S. Attorney Nancy E. Larson.  “Here, as we allege in the indictment, Flores used a significant amount of money to purchase two firearms for an illegal alien from Mexico.  This type of crime flouts our gun laws, which are designed to ensure safe, lawful purchases of firearms by U.S. citizens.  This will not be tolerated in the Northern District of Texas.”

    “Straw purchasing is a federal crime that undermines the integrity of our nation’s firearm laws and enables dangerous individuals to obtain weapons they are prohibited from possessing,” said ATF Special Agent in Charge Bennie Mims. “This case highlights the importance of our partnerships with federal, state, and local agencies to identify and stop illegal firearm trafficking before it results in violence.”

    An indictment is merely an allegation of criminal conduct, not evidence.  Like all defendants, Cruz Gonzalez and Flores are presumed innocent until proven guilty in a court of law. 
    If convicted, each defendant faces up to 40 years in federal prison.

    The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) conducted the investigation with assistance from the Homeland Security Investigations and the Fort Worth Police Department.  Assistant U.S. Attorney Tiffany H. Eggers is prosecuting the case.
