    One Month Later: Federal Support for Wildfire Survivors Nears $700 Million

    LOS ANGELES – On January 7, when wildfires first struck Los Angeles County and adjacent areas, more than 200,000 Californians were evacuated. State and local governments responded quicky to fight the blazes, employing more than 2,000 pieces of firefighting equipment – 80-plus aircraft, 200-plus bulldozers and more – which were soon bolstered by the governor’s activation of 2,500 National Guard troops and a request for a federal disaster declaration. Delivery of Federal ResourcesOn January 8, the Los Angeles County wildfires were declared a major disaster by the president, and a surge of additional federal resources commenced. FEMA and its federal partners responded with thousands of personnel and millions of dollars focused on saving lives and containing the fires. By Feb. 2, the fires were 100 percent contained. Weeks before, FEMA and the U.S. Small Business Administration (SBA) had already begun assisting Californians in their recovery – for now and for the long term. As of Feb. 7, federal assistance to eligible homeowners, renters and businesses, in the form of FEMA grants and low-interest SBA Disaster Loans, has reached $683,276,321.That number includes:$64,069,621 in FEMA housing and other assistance$619,206,700 in home and business loan offers from the SBA, the largest source of federal disaster recovery funds for homeowners, renters, businesses and certain nonprofits.So far, 27,211 households have been approved for FEMA funds including:$9,990,895 in housing assistance for short-term rental assistance and home-repair costs$54,078,726 for other essential disaster-related needs, such as expenses related to medical, dental and lost personal possessions.40,574 home inspections have been completed to assess property damage. Two Disaster Recovery Centers remain open at UCLA Research Park and Altadena Recovery Center. In total, the centers have logged 12,641 survivor visits. At the centers, residents may speak in person to representatives from federal and state programs, the American Red Cross and various nongovernmental nonprofits and community groups.In partnership with the State of California, Los Angeles County, and local officials, FEMA will continue helping California’s individuals and families get back on their feet and jumpstart their recovery.The deadlines to apply with FEMA and SBA are both March 10, 2025.To apply for FEMA assistance, visit disasterassistance.gov, use the FEMA mobile app, or by call 800-621-3362.     SACRAMENTO – Governor Gavin Newsom today announced the following appointments:

    Khalil “KC” Mohseni, of Sacramento, has been appointed Commissioner of the California Department of Financial Protection and Innovation, where he has been the Chief Deputy Director since 2023. Mohseni was the Chief Operating Officer at the State Controller’s Office from 2022 to 2023. He was the Deputy Director of Administration at the California Department of Housing and Community Development from 2020 to 2022. Mohseni was a Project Director of Business at the Business, Consumer Services, and Housing Agency from 2018 to 2019. He was the Chief Fiscal officer at the Board of State and Community Corrections from 2015 to 2018. Mohseni earned a Juris Doctor degree from the University of California, Davis School of Law, and a Bachelor of Arts degree in Political Science from the University of California, Irvine. This position requires Senate confirmation, and the compensation is $224,868. Mohseni is registered without party preference. 

    Kelly Madsen, of Elk Grove, has been appointed Director of Enterprise Risk Management and Compliance at the California Housing Finance Agency, where she has been the Deputy Director of Innovation and Special Initiatives since 2024. Madsen was a Business Manager at the Waverley Street Foundation in 2023. She was the Director of Scheduling at the Office of Governor Gavin Newsom from 2021 to 2022. Madsen was a Digital Advertising Consultant and Operations Manager at Psyberware from 2017 to 2021. She was a Product Data Analyst at Viator from 2015 to 2018. Madsen held two positions at the California Department of Education, Office of State Superintendent of Public Instruction Tom Torlakson from 2011 to 2014, including Strategic Initiatives Coordinator and Policy Advisor from 2012 to 2014 and Director of Scheduling from 2011 to 2012. She was the Director of Scheduling at the Office of Governor Arnold Schwarzenegger from 2008 to 2010. Madsen earned a Bachelor of Arts degree in Political Science from the University of California, Davis. This position does not require Senate confirmation, and the compensation is $152,988. Madsen is a Democrat.

    Adam P. Romero, of Los Angeles, has been appointed Chief Deputy Director at the Department of Industrial Relations. Romero has been Deputy Director of Executive Programs at the California Civil Rights Department since 2020. He was an Adjunct Professor at University of California, Los Angeles School of Law from 2017 to 2020. Romero held several roles at The Williams Institute at University of California, Los Angeles School of Law from 2014 to 2020, including Director of Legal Scholarship and Federal Policy, Arnold D. Kassoy Scholar of Law, and Senior Counsel. He was Senior Associate at Wilmer Cutler Pickering Hale and Dorr from 2010 to 2014. Romero served as a Law Clerk for the Honorable Judge Shira A. Scheindlin at the U.S. District Court, Southern District of New York from 2009 to 2010 and for the Honorable Judge M. Margaret McKeown at the U.S. Court of Appeals, Ninth Circuit from 2008 to 2009. He is a member of the Chancery Club of Los Angeles. Romero earned a Juris Doctor degree from Yale Law School and a Bachelor of Arts degree in Government from Cornell University. This position does not require Senate confirmation, and the compensation is $190,008. Romero is a Democrat.

    Janus Norman, of Sacramento, has been appointed to the California Workforce Development Board. Norman has been President and Chief Executive Officer of the California Broadband and Video Association since 2022. He was Senior Vice President at the California Medical Association from 2013 to 2022. Norman was a Field Representative at the American Federation of State, County and Municipal Employees – AFL-CIO from 2010 to 2013. He was a Government Analyst at the Judicial Council of California from 2008 to 2010. Norman was a Senior Consultant for the California State Assembly from 2002 to 2008. He earned a Master of Business Administration degree from the University of Southern California and a Bachelor of Arts degree in Communication Studies from California State University, Sacramento. This position does not require Senate confirmation, and the compensation is $100 per diem. Norman is a Democrat.

    Hala Hijazi, of San Francisco, has been appointed to the California Workforce Development Board. Hijazi has been the Founder and Chief Operating Officer at Impact Strategies-SF since 2014. She was a Business Development Manager in the Infrastructure and Labor Division at the San Francisco Public Utilities Commission from 2007 to 2014. Hijazi was a Project Director for the San Francisco Department of Public Works from 2004 to 2007. She was Deputy Director of Marketing for the Mayor’s Office of Economic Development and Special Assistant to the Mayor at the Office of San Francisco Mayor Willie L. Brown, Jr. from 1997 to 2004. Hijazi is the Founder of Professionals VIP Network/Impact Council and San Francisco Bay Area AMEMSA Advisory Board and Muslim Impact Council, Chair of the Board of Directors at Reproductive Freedom for All California PrivacyPAC and Director of the San Francisco Chapter of the Truman National Security Project. She is a Member of the Board of Directors at the American Red Cross, Northern California Coastal Region and Interfaith Center at the Presidio, an Advisor to the Human Rights Studies Program at University of California, Davis and a Member of the Regional Advisory Council for DignityMoves, Democratic National Committee’s Finance Committee, San Francisco Police Department Police Chief’s Community Policing Advisory Forum, and the Leadership Circle at Foreign Policy for America. She earned a Bachelor of Arts degree in Sociology from University of California, Davis. This position does not require Senate confirmation, and the compensation is $100 per diem. Hijazi is a Democrat.

    Charles “Chuck” Poss III, of Huntington Beach, has been appointed to the California Apprenticeship Council. Poss has been the President at Earth Construction and Mining since 2004. He was the Chief Estimator and Senior Project Manager at C.W. Poss Inc. from 1980 to 2004. Poss earned a Bachelor of Science degree in Construction Engineering from Purdue University. This position does not require Senate confirmation, and the compensation is $100 per diem. Poss is a Republican.

    Alejandro “Alex” Beltran, of Antelope, has been appointed to the California Apprenticeship Council. Beltran has been the Director of Training at the Finishing Trades Institute of Northern California and Nevada since 2008. He was a Journey Worker at Sacramento Glazing from 1997 to 2008. Beltran is a member of the Glaziers Local Union 767, District Council 16 International Union of Partners and Allied Trades. This position does not require Senate confirmation, and the compensation is $100 per diem. Beltran is a Democrat.

    Adhitya “Adhi” Nagraj, of Oakland, has been reappointed to the California Housing Partnership Corporation, where he has served since 2016. Nagraj has been the Chief Development Officer at McCormack Baron Salazar since 2022. He was Senior Vice President at McCormack Baron Salazar from 2019 to 2022. Nagraj was the San Francisco Director at SPUR from 2018 to 2019. He was the Director of Real Estate Development at BRIDGE Housing Corporation from 2013 to 2018. Nagraj earned a Juris Doctor degree from Columbia Law School. This position requires Senate confirmation, and there is no compensation. Nagraj is a Democrat.

    Pamela Daniels, of El Granada, has been reappointed to the Board of Chiropractic Examiners, where she has served since 2021. Daniels has been a Chiropractor at Daniels Chiropractic Inc. since 2003, where she is also the Owner and Founder. Daniels earned a Doctor of Chiropractic degree from Palmer College of Chiropractic West and a Master of Science degree in Clinical Neuroscience from the Carrick Institute. She is a member of the California Chiropractic Association. This position does not require Senate confirmation, and the compensation is $100 per diem. Daniels is a Democrat.

    Sergio F. Azzolino, of San Francisco, has been appointed to the Board of Chiropractic Examiners, where he previously served from 2012 to 2021. Azzolino has been the Clinic Director of Azzolino Chiropractic Neurology & Integrative Wellness since 1995 and an Assistant Professor of Clinical Neurology at the Carrick Institute since 2009. He is President of the American Board of Chiropractic Neurology.     Introduction

     

    Aero India, Asia’s Largest Air Show, is a biennial air show and aviation exhibition which is held in Bengaluru, organized by the Defence Exhibition Organisation, Department of Defence Production, Ministry of Defence. Aero India is India’s premier aerospace and defence exhibition where global aero vendors and the Indian Air Force (IAF) thrill the spectators with back-to-back aerobatic flying displays. It is a flagship event that brings together global industry leaders, government officials, technology experts, and defence strategists under one roof. The event not only showcases the nation’s technological prowess and innovations but also provides a dynamic platform for international cooperation and strategic dialogue.

     

         

     

    The Legacy and Importance of Aero India

     

    Aero India has evolved into a major international event that not only highlights the latest advancements in aerospace technology but also serves as a critical forum for strategic interactions between domestic and international stakeholders. The show is a reflection of the nation’s commitment to advancing its aerospace and defence capabilities. Over the years, Aero India has been instrumental in:

    • Showcasing Cutting-Edge Technologies: The event regularly features demonstrations of state-of-the-art aerospace systems, innovative defence solutions, and breakthrough technologies that are shaping the future of air and space travel.

    Aero India 2025

     

    Aero India 2025, the 15th edition of Aero India, is designed to be a landmark edition that leverages the successes of its predecessors while charting new territories in aerospace and defence technology. Aero India 2025 will be held from 10th to 14th February 2025 at Yelahanka Air Force Station, Bengaluru, Karnataka, India. The first three days are dedicated to business visitors, while the last two days are open to the general public.

     

     

    The broad theme is ‘The Runway to a Billion Opportunities’.

     

    Events at Aero India 2025

     

    The five-day event comprises a curtain raiser event, inaugural event, Defence Ministers’ Conclave, CEOs’ Round-Table, iDEX start-up event, breath-taking air shows, a large exhibition area comprising India Pavilion and a trade fair of aerospace companies.

    • To facilitate dialogue towards strategic partnership with friendly countries, India will host the Defence Ministers’ Conclave on the theme ‘BRIDGE -Building Resilience through International Defence and Global Engagement’. It encapsulates the dynamic geopolitical conditions and the path to mutual prosperity, which can be BRIDGED through cooperation among nations with shared vision of security and development.

     

     

    • A number of bilateral meetings are planned at the levels of Raksha Mantri, Raksha Rajya Mantri, Chief of Defence Staff and Secretary among others on the sidelines of the event. The focus will be on bolstering the defence and aerospace ties with friendly countries by exploring newer avenues to take the partnership to the next level.
    • The CEOs’ Round-Table is expected to provide a favourable platform to foreign Original Equipment Manufacturers (OEMs) for manufacturing in India. Global CEOs, CMDs of domestic PSUs and premier private defence & aerospace manufacturing companies from India will be participating in the event.
    • The India Pavilion will showcase India’s commitment to its Make-in-India initiative by showcasing indigenous defence manufacturing capabilities and cutting-edge technologies ready for the global stage, including the future prospects. Promotion of Indian start-ups is a focus area at Aero India 2025 and a wide spectrum of state-of-the-art technologies/products developed by them will be showcased at an exclusive iDEX pavilion.
    • In addition, dynamic aerobatic displays and live technology demonstrations will provide an immersive experience, showcasing the potential of modern aerospace platforms and technologies. A number of seminars on various important themes are also planned as part of the event.

     

     

    Aero India 2023: A Retrospective Analysis

     

    The previous editions of Aero India played a critical role in laying the groundwork for the continued evolution of India’s aerospace and defence landscape. The 14th edition of Aero India 2023 was held from 13th–17th February at Bengaluru, Karnataka and has been the largest ever edition since its inception in 1996 with more than 100 countries, 809 exhibitors, first ever Fly past with 53 aircrafts showcasing our airpower to global attendees and a total footfall of 7+ lakh visitors over five days. Aero India 2023 was characterized by a series of significant milestones and impactful demonstrations. Key aspects of the 2023 edition were:

    • Showcasing Advanced Aerospace Technologies: The 2023 event provided a platform for companies to display state-of-the-art aerospace systems and defence solutions. This not only demonstrated technological innovation but also set the stage for future advancements in the field.
    • Facilitating Strategic Engagements: Aero India 2023 was instrumental in bringing together a diverse group of stakeholders, including government officials, industry experts, and international delegations. The event fostered an environment of strategic dialogue that focused on collaborative ventures and technological partnerships.
    • Strengthening India’s Global Position: By successfully hosting a comprehensive and well-coordinated exhibition, Aero India 2023 reinforced India’s commitment to advancing its aerospace capabilities. The show also underscored the country’s readiness to engage with global partners in driving forward the next wave of aerospace innovation.

     

     

    The successes and challenges of Aero India 2023 have provided valuable lessons that are being incorporated into the planning and execution of Aero India 2025. The focus on operational excellence, international collaboration, and technological innovation—elements that were prominently on display in 2023—serve as the cornerstone for the upcoming edition. The forward momentum generated by the previous edition is expected to translate into even greater achievements in 2025, with enhanced protocols, refined strategies, and an expanded global participation footprint.

     

    Events at Aero India 2023

     

    The event comprised of a Defence Ministers’ Conclave; a CEOs Round Table; Manthan start-up event; Bandhan ceremony; breath-taking air shows; a large exhibition; India Pavilion and a trade fair of aerospace companies.

     

    Major exhibitors & equipment

    The major exhibitors included Airbus, Boeing, Dassault Aviation, Lockheed Martin, Israel Aerospace Industry, BrahMos Aerospace, Army Aviation, HC Robotics, SAAB, Safran, Rolls Royce, Larsen & Toubro, Bharat Forge Limited, Hindustan Aeronautics Limited (HAL), Bharat Electronics Limited (BEL), Bharat Dynamics Limited (BDL) and BEML Limited.

     

     

    Aero India 2023 showcased design leadership and growth in UAVs Sector, Defence Space and futuristic technologies. The event aimed to promote export of indigenous air platforms like Light Combat Aircraft (LCA)-Tejas, HTT-40, Dornier Light Utility Helicopter (LUH), Light Combat Helicopter (LCH) and Advanced Light Helicopter (ALH).

     

    Defence Ministers’ Conclave

    Defence Ministers’ Conclave was held on 14th February 2023. Defence Ministers of friendly foreign countries participated in the meeting, which was organised on the theme ‘Shared Prosperity through Enhanced Engagements in Defence (SPEED)’. The conclave addressed aspects related to deepen cooperation for capacity building (through investments, R&D, joint venture, co-development, co-production and provisioning of defence equipment), training, space, Artificial Intelligence (AI) and maritime security to grow together. The conclave was an opportunity for the defence ministers to engage with each other to carry forward the ‘Make in India, Make for the World’ vision.

     

    Bilateral meetings

    On the sidelines of Aero India 2023, a number of bilateral meetings were held at the levels of Raksha Mantri, Raksha Rajya Mantri, Chief of Defence Staff and Defence Secretary among others. The focus was on bolstering the defence & aerospace ties with friendly countries by exploring newer avenues to take the partnership to the next level.

     

    CEOs Round Table

    The ‘CEOs Round Table’, under the chairmanship of the Raksha Mantri, was held on 13th February 2023, on the theme Sky is not the limit: opportunities beyond boundaries.’ It laid the foundation of a more robust interaction between the Industry Partners and Government with an eye on bolstering the ‘Make in India’ campaign.

     

    The Round Table witnessed participation from officials, delegates and global CEOs from 26 countries including global investors such as Boeing, Lockheed, Israel Aerospace Industries, General Atomics, Liebherr Group, Raytheon Technologies, Safran, General Authority of Military Industries (GAMI) etc. Domestic PSUs like HAL, BEL, BDL, BEML Limited and Mishra Dhatu Nigam Limited also participated.

     

    Bandhan ceremony

    The Bandhan ceremony, which witnessed signing of Memoranda of Understanding (MoUs)/Agreements, Transfer of Technologies, Product Launches and other major announcements, was held on February 15th. A concerted effort was made towards forging B2B partnerships at the Bandhan ceremony and more than 250 such partnerships with a total value of more than Rs 75,000 crore have been finalized.

     

    Manthan

    The annual defence innovation event, Manthan, was the flagship technology showcase event held on 15th February. Organised by Innovations for Defence Excellence (iDEX), the Manthan platform will bring the leading innovators, start-ups, MSMEs, incubators, academia and Investors from defence & aerospace ecosystem under one roof.

     

    Manthan had many firsts, including launch of challenges on Cyber Security, establishment of iDEX Investor Hub, MoUs with investors etc. Manthan 2023 provided an overview on the future vision/next initiatives of iDEX to galvanise the start-up ecosystem to foster innovation and technology development in the defence sector.

     

    India Pavilion

    The India Pavilion, based on ‘Fixed Wing Platform’ theme, showcased India’s growth in the area, including the future prospects. There was a total of 115 companies, displaying 227 products. It further showcased the growth of India in developing an ecosystem for Fixed Wing platform which includes the demonstration of various structural modules, simulators, systems (LRUs) etc. of LCA-Tejas aircraft being produced by Private Partners. There was also be a section for Defence space, New Technologies and a UAV section which will give an insight about the growth of India in each sector.

     

    A full scale LCA-Tejas aircraft in Full Operational Capability (FOC) configuration was at the center stage of India Pavilion. LCA Tejas is a single engine, light weight, highly agile, multi-role supersonic fighter. It has quadruplex digital fly-by-wire Flight Control System (FCS) with associated advanced flight control laws. The aircraft with delta wing is designed for ‘air combat’ and ‘offensive air support’ with ‘reconnaissance’ and ‘anti-ship’ as its secondary roles.

     

    Seminars

    A number of seminars were held during the five-day event. The themes included Harnessing Potential of Ex-servicemen for Indian Defence Industry; India’s Defence Space Initiative: Opportunities for shaping Indian private space ecosystem; Indigenous development of futuristic aerospace technologies, including aero engines; Destination Karnataka: US-India defence cooperation innovation and Make in India; Advancement in maritime surveillance equipment and assets; sustenance in MRO and Obsolescence Mitigation and achieving excellence in defence grade drones and Aatmanirbharta in Aero Armament Sustenance.

     

    Major Agreements at Aero India 2023

     

    • MoU between Hindustan Aeronautics Limited and Safran Helicopter Engines, France for Work Share for formation of Joint venture for Design, Development, Manufacture and life time support of Helicopter Engines.
    • MoU between Bharat Electronics Ltd and Aeronautical Development Agency on IWBC and Other LRUs for Advanced Medium Combat Aircraft (AMCA).
    • Co-operation between BSS Material Limited and Pegasus Engineering, an ADUSEA Inc. Division (USA) for Logistic Drones for the Indian Army towards Last Mile Delivery for forward troops deployed along the border areas with capability of operation in wind/gust condition, rain/Snow etc.
    • MoU between Gopalan Aerospace India Pvt. Ltd. and Omnipol, Czech Republic for manufacturing and assembling of 1st passenger aircraft (L 410 UVP-E20 version) by a private company in India.
    • MoU on collaboration of Sagar Defence Engineering Private Limited (SDEPL) & Israel Aerospace Industries (IAI) for IDEX Challenge “Autonomous Weaponized boat Swarm” for Indian Navy.

  • MIL-OSI Security: Three Members Of Museum Heist Crew Found Guilty Of Conspiracy, Theft Of Major Artwork, And Concealment/Disposal Of Major Artwork

    SCRANTON – The United States Attorney’s Office for the Middle District of Pennsylvania announced that Nicholas Dombek, age 54, of Thornhurst, Pennsylvania, Damien Boland, age 48, of Moscow, Pennsylvania, and Joseph Atsus, age 48, of Roaring Brook, Pennsylvania, were convicted on February 7, 2025, for conspiracy to commit theft of major artwork, concealment and disposal of major artwork, and interstate transportation of stolen property, as well as multiple related substantive offense, following a four-week jury trial before United States District Court Judge Malachy E. Mannion.

    According to Acting United States Attorney John C. Gurganus, Dombek, Boland, and Joseph Atsus were part of a larger nine-person conspiracy which lasted over 20 years and whose goal was to break into multiple museums and other institutions and steal priceless works of art, sports memorabilia, and other objects. Those objects include the following:

    • A Christy Matthewson jersey and two contracts signed by Matthewson stolen in 1999 from Keystone College in Factoryville, Pennsylvania;
    • “Le Grande Passion” by Andy Warhol and “Springs Winter” by Jackson Pollock stolen in 2005 from the Everhart Museum in Scranton, Pennsylvania;
    • Ten (10) World Series rings, seven (7) other championship rings, and two (2) MVP plaques all belonging to Yogi Berra, worth over $1,000,000 stolen in 2014 from the Yogi Berra Museum & Learning Center in Little Falls, New Jersey;
    • Six (6) championship belts, including four belonging to Carmen Basilio and two belonging to Tony Zale, stolen in 2015 from the International Boxing Hall of Fame in Canastota, New York;
    • The Hickok Belt and MVP Trophy belonging to Roger Maris, stolen in 2016 from the Roger Maris Museum in Fargo, North Dakota;
    • The U.S. Amateur Trophy and a Hickok Belt awarded to Ben Hogan, stolen in 2012 from the USGA Golf Museum & Library;
    • Fourteen (14) trophies and other awards worth over $300,000, stolen in 2012 from the Harness Racing Museum & Hall of Fame in Goshen, New York;
    • Five (5) trophies worth over $400,000, including the 1903 Belmont Stakes Trophy, stolen in 2013 from the National Racing Museum & Hall of Fame in Saratoga Springs, New York;
    • Eleven (11) trophies, including four (4) belonging to Art Wall, Jr., stolen in 2011 from the Scranton Country Club located in Clarks Summit, Pennsylvania;
    • Three antique firearms worth a combined $1,000,000, stolen in 2006 from Space Farms Zoo & Museum in Wantage, New Jersey;
    • An 1903/1904 Tiffany Lamp stolen in 2010 from the Lackawanna Historical Society in Scranton, Pennsylvania,
    • “Upper Hudson” by Jasper Cropsey, worth approximately $500,000, stolen in 2011 from Ringwood Manor in Ringwood, New Jersey;
    • Two antique firearms worth over $300,000, stolen in 2011 from Ringwood Manor in Ringwood, New Jersey;
    • $400,000 worth of gold nuggets, stolen in 2011 from the Sterling Hill Mining Museum in Ogdensburg, New Jersey;
    • Various gems, minerals, and other items stolen in 2017, from the Franklin Mineral Museum in Franklin, New Jersey;
    • An antique shotgun worth over $30,000, stolen in 2018 from Space Farms Zoo & Museum in Wantage, New Jersey;
    • Various jewelry, rings, and other items from various antique and jewelry stores in New York, Rhode Island, and Pennsylvania.

    Five additional co-conspirators pled guilty pursuant to felony informations and are awaiting sentencing. Former co-defendant Alfred Atsus was acquitted of the three counts against him at trial.

    After stealing the above-described items, the conspirators would transport the stolen goods back to northeastern Pennsylvania, often the residence of Dombek, and melt the memorabilia down into easily transportable metal discs or bars.  The conspirators would then sell the raw metal to fences in the New York City area for hundreds or a few thousands of dollars, significantly less than the sports memorabilia would be worth at fair market value.

    Dombek burnt the painting “Upper Hudson” by Jasper Cropsey, valued at approximately $500,000, to avoid the painting being recovered by investigators and used as evidence against the members of the conspiracy. The whereabouts of many of the other paintings and stolen objects are currently unknown, however, several antique firearms stolen from the Space Farms Zoo and Museum and the Ringwood Manor Museum, both in New Jersey, were recovered by investigators.

    The matter was investigated by the Federal Bureau of Investigation (FBI), the Pennsylvania State Police, the New Jersey State Police, the New York State Police, the New Jersey State Park Police, the Newport Police Department (Rhode Island), the Fargo Police Department (North Dakota), the Chester Police Department (New York), the Exeter Borough Police Department (Pennsylvania), the Scranton Police Department, the Franklin Police Department (New Jersey), the Village of Goshen Police Department (New York), the Metropolitan Police Department (Washington, D.C.), the West Milord Township Police Department (New Jersey), the Montclair Police Department (New Jersey), the Saratoga Springs Police Department (New York), the Canastota Police Department (New York), the South Abington Police Department (Pennsylvania), the Bernards Township Police Department (New Jersey), the Salisbury Township Police Department (Pennsylvania), the Montclair State University Police Department (New Jersey), the Lackawanna County District Attorney’s Office (Pennsylvania), the Sussex County Prosecutor’s Office (New Jersey), the Essex County Prosecutor’s Office (New Jersey), the Orange County District Attorney’s Office (New York), and multiple other local law enforcement agencies from across the country.  Assistant United States Attorneys James M. Buchanan, Jenny Roberts, and Sean Camoni prosecuted the case.

    Sentencing is not yet scheduled.  The defendants face a maximum penalty of imprisonment for a term of five years for the conspiracy conviction and maximum penalties of ten years’ imprisonment for each additional count of conviction, as well as a term of supervised release following imprisonment, and a fine.

  • MIL-OSI China: About 200 people relocated after fatal landslide in SW China’s Sichuan

    Approximately 200 people have been evacuated to safety after a landslide buried 10 houses and left over 30 people missing in southwest China’s Sichuan Province on Saturday.
    The landslide occurred at 11:50 a.m. in Jinping Village, which is located in Junlian County of the city of Yibin, according to local authorities.
    A Level I geological disaster emergency response, the highest level, was initiated in the province at 3:30 p.m. on Saturday.
    Emergency rescue, fire, public security, transportation, medical, telecommunications, electricity and other forces quickly rushed to the scene to carry out or assist the rescue efforts.
    Two people were rescued in the afternoon.

    Issued for WILMINGTON, MELROSE, NECTAR BROOK and MAMBRAY CREEK in the Mount Remarkable National Park in the Flinders Ranges.

    Aircraft will continue to work during the day deploying fire retardant to lower the risk of spreading past control lines, and aerial bombing and observational aircraft are supporting them.

    Firefighters on day and night shift will continue to closely monitor weather conditions in the coming days and carry out controlled burns when needed to limit the fire from spreading. Fire behaviour is expected to be low to moderate. During these burns, the community may notice more smoke, flames, and embers, especially at night.

    Whilst there is still currently no threat to local communities, anyone in Wilmington, Melrose, Nectar Brook, and Mambray Creek is strongly encouraged to stay informed through multiple channels as the situation is continually changing.

    Around 79 CFS and Department for Environment and Water firefighters are working on a scrub fire at Alligator Gorge in the Mount Remarkable National Park. They are supported by approximately 23 trucks, 30 Farm Fire Units, heavy machinery, and 6 aircraft, including firebombers and observational aircraft.

    Due to the steep terrain with limited safe access for firefighters, the fire remains uncontained and is predicted to burn for the remainder of the week, if not longer. The fire has continued to grow to approximately 3850 ha and currently remains mostly within the national park boundaries, except for some small areas across the northern end.

    Mount Remarkable National Park will remain closed until further notice. Emergency services may be working on and around roads in the wider area, and motorists are advised to stay away. If you need to travel on roads in the area, please take care and drive according to the local conditions.

    Smoke impacting local communities may increase at different points over the coming days. Please take precautions for your health, and if driving through smoke, ensure you slow down and drive to conditions..

    President Lai Ching-te recently sent a letter to Pope Francis of the Catholic Church in response to his message marking the 58th World Day of Peace. The following is the full text of the president’s letter to the pope: Your Holiness, In your message for the 2025 World Day of Peace entitled Forgive us our trespasses: grant us your peace, you called for a cultural change that would bring an end to the governance of interpersonal and international relations by a logic of exploitation and oppression and herald true and lasting peace. I wholeheartedly admire and identify with your point of view. Since transitioning from a medical career to politics, I have remained true to my original intentions in the sense that, while a doctor can help only one person at a time, a public servant can simultaneously assist many people in resolving the difficulties affecting their lives. In my inaugural address in May 2024, I pledged that every day of my term, I would strive to act justly, show mercy, and be humble, which accord with the teachings of the Bible. I promised to treat the Taiwanese people as family and prove myself worthy of their trust and expectations. With an unwavering heart, I have accepted the people’s trust and taken on the solemn responsibility of leading the nation forward and building a democratic, peaceful, and prosperous new Taiwan. In this new year, the changing international landscape continues to present many grave challenges to democratic nations around the world. As the Russia-Ukraine war persists, the steady convergence of authoritarian regimes, including China, Russia, North Korea, and Iran, threatens the rules-based international order and severely impacts peace and stability in the Indo-Pacific and the world at large. Your Holiness has stated that war is a defeat for everyone. I, too, firmly believe that peace is priceless and that war has no winners. A high level of consensus has formed in the international community on upholding peace and stability across the Taiwan Strait. The Taiwanese people also maintain an unyielding commitment to safeguarding a way of life that encompasses freedom, equality, democracy, and human rights. Taiwan will continue to spare no effort in preserving regional peace and stability and serving as a pilot for global peace. In your World Day of Peace message, you urged prosperous countries to assist poorer ones. This compassion is truly touching. Over many years, Taiwan has accumulated abundant and unique experience of providing foreign assistance.     President Lai meets former US Vice President Mike Pence
    On the afternoon of January 17, President Lai Ching-te met with former Vice President of the United States Mike Pence. In remarks, President Lai thanked former Vice President Pence for his contributions to the deepening of Taiwan-US relations, noting that he actively helped to strengthen Taiwan-US cooperation and facilitate the normalization of military sales to Taiwan, and did his utmost to deepen the Taiwan-US economic partnership. The president indicated that former Vice President Pence also spoke up for Taiwan on numerous occasions at international venues, backing Taiwan’s international participation. President Lai expressed hope for a stronger Taiwan-US partnership to maintain peace and stability throughout the world, and that the two sides can advance bilateral exchanges in such areas as the economy, trade, and industry.     On the morning of January 16, President Lai Ching-te met with Taiwan’s delegation to the 60th Inaugural Ceremonies of the President and Vice President of the United States. In remarks, President Lai stated that democratic Taiwan stands united, working hard to deepen Taiwan-US ties together. He then entrusted the delegation with three missions: to convey best wishes from the people of Taiwan, convey our firm commitment to democracy, and help Taiwan-US relations reach a new milestone. A translation of President Lai’s remarks follows: The 60th Inaugural Ceremonies of the President and Vice President of the US will be held on January 20. I want to thank Speaker Han Kuo-yu (韓國瑜), president of the Legislative Yuan, for accepting my invitation to lead our nation’s representative delegation to the event. We have gathered together today despite differences in party affiliation because in democratic Taiwan, while parties may compete domestically, when it comes to engagement externally, they stand united and share responsibility, working hard to deepen Taiwan-US ties and strive for the best interests of the nation. We share the value of defending freedom and democracy, and we share the goal of advancing peace and prosperity. Today, we engage with the world together as those from the same country – the Republic of China (Taiwan). In this complex and volatile new international landscape, and as the nation faces difficulties and challenges, I want to stress that in Formosa, there is no hostility that cannot be let go, and no hardship that cannot be overcome. Unity is the most important, and I hope that Taiwan can stand united, because there is true strength in unity. Democratic Taiwan must stand united in engaging with the world and initiate exchanges with confidence. On that ground, I am entrusting this delegation with three key missions. First, convey best wishes from the people of Taiwan. Just last year, Taiwan and the US celebrated the 45th anniversary of the passage of the Taiwan Relations Act. And on May 20, the US sent a senior bipartisan delegation to congratulate me and Vice President Bi-khim Hsiao on our inauguration. As the leader of this cross-party delegation, Speaker Han must clearly convey the well-wishes of the people of Taiwan, congratulate President Trump and Vice President Vance on their inauguration, and wish success to the new administration and prosperity to the US. Second, clearly convey the firm commitment of the people of Taiwan to democracy. The theme of these inaugural ceremonies is “Our Enduring Democracy: A Constitutional Promise.” Taiwan and the US share the universal value of democracy and are staunch allies. I hope that the delegation can faithfully convey the firm commitment to democracy that the people of Taiwan have, which will not change even in the face of authoritarian threats. Taiwan is willing to stand side by side with the US and other members of the democratic community to defend the sustainable development of global democracy and prevent the expansion of authoritarianism. Third, help Taiwan-US relations reach a new milestone. In recent years, Taiwan-US relations have continued to grow, with the first agreement under the Taiwan-US Initiative on 21st Century Trade having formally taken effect last month. This morning, the House of Representatives also passed the US-Taiwan Expedited Double-Tax Relief Act. I hope that the delegation can help Taiwan-US relations reach a new milestone through these exchanges so that our relations continue to grow, our cooperation expands even more, and so that we can achieve even greater success after the new administration takes office. Four years ago, Taiwan’s representative to the US inaugural ceremonies was Vice President Hsiao, who was then our representative to the US. Everyone has a lot to learn from her. I have specially invited everyone here to converse so that you can draw from Vice President Hsiao’s experience and ensure an even smoother visit. Washington, DC was also hit by a rare blizzard recently, and the weather has been very cold, so make sure to stay warm. I am sending everyone off with hand warmers and thermoses so that you can bring some warmth from Taiwan with you on your journey. And I ask that Speaker Han exercise his wisdom to help generate some warmth between the ruling and opposition parties through cooperation, which they can then bring back to Taiwan. Let us unite to give our all for diplomacy so that we can unite to give our all for Taiwan. I wish the delegation a smooth and safe trip, and hope your missions can be carried out successfully. Speaker Han then delivered remarks, stating that it was an honor to be invited by President Lai to organize a delegation to represent our nation at the 60th Inaugural Ceremonies of the President and Vice President of the US in Washington, DC, and express the Republic of China’s sincere and cordial best wishes. The Legislative Yuan’s president has assumed this important task numerous times in the past, he said, not only to represent the government of the Republic of China, but also to take on the mission of conveying the voices of 23 million people. He went on to say that he is honored to take up the baton, lead eight legislators to the US to attend this celebration that will attract global attention, and express sincere best wishes to newly elected President Trump, Vice President Vance, and the new administration’s team. As enjoined by President Lai, he hopes the delegation’s trip will help open a new chapter in Taiwan-US exchanges. Speaker Han stated that the US is the most free and democratic country in the world. He noted that in 1776 in the US Declaration of Independence, founding father Thomas Jefferson propounded the concept of “unalienable rights,” and emphasized that the people have a right to freedom and the pursuit of happiness, democratic ideas that have long been rooted in the people’s hearts. Today, he said, democracy is also embedded in the DNA of Taiwan’s 23 million people, and this hard-won democratic achievement is a result of the concerted efforts of our pioneering predecessors, thinkers, and activists over the past 100 years. Speaker Han stated that during this visit, the Legislative Yuan delegation hopes to convey the voice of Taiwan as a democratic country. Taiwan’s security, he said, is like the four legs of a table: The first leg is defending the Republic of China, the second is defending freedom and democracy, the third is maintaining Taiwan-US relations, and the fourth is maintaining cross-strait peace. The delegation will travel to the US amidst severe cold weather to show that we value our relationship with the US, and our citizens have great hopes and expectations. Speaker Han stated that this will be a cross-party delegation of eight legislators, all of whom have a strong sense of mission. He hopes that all democratic nations will acknowledge Taiwan’s importance, and pay attention to Taiwan’s 23 million people. The delegation, he said, will do its utmost to convey the goodwill and warmth that the people of Taiwan give to each and every one of our good friends.

    President Lai confers decoration on former Lithuanian Foreign Minister Gabrielius Landsbergis
    On the morning of January 14, President Lai Ching-te conferred the Order of Brilliant Star with Special Grand Cordon upon former Minister of Foreign Affairs Gabrielius Landsbergis of the Republic of Lithuania in recognition of his remarkable contributions to deepening Taiwan-Lithuania relations. In remarks, President Lai thanked former Minister Landsbergis for standing firmly with Taiwan and remaining a staunch defender of democratic values, yielding fruitful cooperative results. The president expressed hope that the two countries will engage in even more cooperation and exchanges in such areas as the economy, trade, technology, and culture, and continue to advocate for the values of freedom and democracy so that together we can contribute even more to our nations’ development and to peace and prosperity throughout the world. A translation of President Lai’s remarks follows: Today, by conferring the Order of Brilliant Star with Special Grand Cordon upon former Minister Landsbergis, we recognize his outstanding contributions during his time as foreign minister of Lithuania. On behalf of the people of Taiwan, I thank him for the key role he has played in deepening Taiwan-Lithuania relations. During the COVID-19 pandemic, thanks to the efforts of former Minister Landsbergis, Lithuania was the first European nation to donate vaccines to Taiwan. On that occasion, he stated that “freedom-loving people should look out for each other.” His statement was very moving and left a deep impression on many Taiwanese people. We will never forget it. Former Minister Landsbergis has continued to express the spirit of those words through his concrete actions. With his staunch support, Taiwan and Lithuania have mutually established representative offices. Moreover, our representative office in Lithuania was the first in Europe to incorporate “Taiwan” in its name. He noted that only partially can he accept the honor, as there have been many people who worked together with him in the ministry and in the whole country who support the people of Taiwan and see the benefit of supporting democracy in Taiwan. He often says that in Lithuania they remember well the fight for their freedom, and just today, he mentioned, he was shown the permanent exhibition in the Presidential Office, where he saw similar pictures of Taiwanese people fighting for democracy. He emphasized that not even one generation has passed since these events took place here in Taipei or similar events took place in Vilnius. Former Minister Landsbergis said that decision-makers in the Lithuanian government are either people who were themselves fighting for freedom, or, as in his case, those who were sitting on the shoulders of parents who were fighting for freedom. So for them, he underlined, freedom, democracy, liberty, and sovereignty are very real concepts that they cherish, not just things read about in a history book. He said that this is the main connector between Lithuania and Taiwan, a feeling of freedom and support for each other. Former Minister Landsbergis stated that in the face of authoritarians who do not wish us prosperity, who do not wish us freedom and future achievements, what he expects from the future is that the friendship, collaboration, and mutual support between Lithuania and Taiwan will inspire others to join in. This, he said, will make other countries not be afraid to support freedom and democracy, and will allow our group of friends to continue to grow. Lithuanian history, the former minister said, is difficult, and a big part of it was fighting for their freedom. He explained that during the 19th century when Lithuania was part of Russia’s empire, they had several revolutions and uprisings with the aim of becoming free, and that they were fighting for that freedom alongside Poland and Belarus. He then applied a phrase that they used in the revolution of 1864 – “for your freedom and ours,” meaning that they will continue to fight for their freedom while helping Taiwan fight for ours. Also in attendance at the ceremony were former Minister Landsbergis’ wife Dr. Austėja Landsbergienė and Lithuanian Representative to Taiwan Paulius Lukauskas.

    Presidential Office thanks White House for its statement on enduring US commitment to Indo-Pacific region
    On January 10 (US EST), the US White House released a statement on the United States’ Enduring Commitment to the Indo-Pacific Region, in which it reaffirms its position of using a range of methods to help Taiwan maintain a sufficient self-defense capability so as to maintain peace and stability in the Indo-Pacific region and across the Taiwan Strait. Presidential Office Spokesperson Karen Kuo (郭雅慧) on January 11 expressed sincere gratitude to the US government for taking concrete actions to fulfill its security commitments to Taiwan, advancing the close Taiwan-US security partnership, and supporting Taiwan in its efforts to enhance its self-defense capabilities and resilience. Spokesperson Kuo stated that the deepening Taiwan-US security partnership is a critical cornerstone for peace and stability in the Indo-Pacific region. She noted that Taiwan, as a force for good and regional stability, will continue to work alongside like-minded countries to strengthen defense resilience as we jointly defend the values of freedom and democracy and ensure the peace, stability, and prosperity of the Indo-Pacific region.

    President Lai delivers 2025 New Year’s Address
    On the morning of January 1, President Lai Ching-te delivered his 2025 New Year’s Address, titled “Bolstering National Strength through Democracy to Enter a New Global Landscape,” in the Reception Hall of the Presidential Office. President Lai stated that today’s Taiwan is receiving international recognition for its performance in many areas, among them democracy, technology, and economy. In this new year, he said, Taiwan must be united, and we must continue on the right course. The president expressed hope that everyone in the central and local governments, regardless of party, can work hard together, allowing Taiwan sure footing as it strides forward toward ever greater achievements.  President Lai emphasized that in 2025, we must keep firm on the path of democracy, continue to bolster our national strength, make Taiwan more economically resilient, enhance the resilience of supply chains for global democracies, and continue working toward a Balanced Taiwan and generational justice, ensuring that the fruits of our economic growth can be enjoyed by all our people. The president said that Taiwan will keep going strong, and we will keep walking tall as we enter the new global landscape. A translation of President Lai’s address follows: Today is the first day of 2025. With a new year comes new beginnings. I wish that Taiwan enjoys peace, prosperity, and success, and that our people lead happy lives. Taiwan truly finished 2024 strong. Though there were many challenges, there were also many triumphs. We withstood earthquakes and typhoons, and stood firm in the face of constant challenges posed by authoritarianism. We also shared glory as Taiwan won the Premier12 baseball championship, and now Taiwanese people around the world are all familiar with the gesture for Team Taiwan. At the Paris Olympics, Wang Chi-lin (王齊麟) and Lee Yang (李洋) clinched another gold in men’s doubles badminton. Lin Yu-ting (林郁婷) took home Taiwan’s first Olympic gold in boxing. At the International Junior Science Olympiad, every student in our delegation of six won a gold medal. And Yang Shuang-zi’s (楊双子) novel Taiwan Travelogue, translated into English by King Lin (金翎), became a United States National Book Award winner and a tour de force of Taiwan literature on the international level. Our heroes of Taiwan are defined by neither age nor discipline. They have taken home top prizes at international competitions and set new records. They tell Taiwan’s story through their outstanding performances, letting the world see the spirit and culture of Taiwan, and filling all our citizens with pride. My fellow citizens, we have stood together through thick and thin; we have shared our ups and downs. We have wept together, and we have laughed together. We are all one family, all members of Team Taiwan. I want to thank each of our citizens for their dedication, fueling Taiwan’s progress and bringing our nation glory. You have given Taiwan even greater strength to stand out on the global stage. In this new year, we must continue bringing Taiwan’s stories to the world, and make Taiwan’s successes a force for global progress. In 2025, the world will be entering a new landscape. Last year, over 70 countries held elections, and the will of the people has changed with the times. As many countries turn new pages politically, and in the midst of rapid international developments, Taiwan must continue marching forward with steady strides. First, we must keep firm on the path of democracy. Taiwan made it through a dark age of authoritarianism and has since become a glorious beacon of democracy in Asia. This was achieved through the sacrifices of our democratic forebears and the joint efforts of all our citizens. Democracy’s value to Taiwan lies not just in our free way of life, or in the force driving the diverse and vigorous growth of our society. Democracy is the brand that has earned us international trust in terms of diplomacy. No matter the threat or challenge Taiwan may face, democracy is Taiwan’s only path forward. We will not turn back. Domestic competition among political parties is a part of democracy. But domestic political disputes must be resolved democratically, within the constitutional system. This is the only way democracy can continue to grow. The Executive Yuan has the right to request a reconsideration of the controversial bills passed in the Legislative Yuan, giving it room for reexamination. Constitutional institutions can also lodge a petition for a constitutional interpretation, and through Constitutional Court adjudication, ensure a separation of powers, safeguard constitutional order, and gradually consolidate the constitutional system. The people also have the right of election, recall, initiative, and referendum, and can bring together even greater democratic power to show the true meaning of sovereignty in the hands of the people. In this new year, the changing international landscape will present democratic nations around the world with many grave challenges. Russia’s invasion of Ukraine and conflict between Israel and Hamas rage on, and we are seeing the continued convergence of authoritarian regimes including China, Russia, North Korea, and Iran, threatening the rules-based international order and severely affecting peace and stability in the Indo-Pacific region and the world at large. Peace and stability in the Taiwan Strait are essential components for global security and prosperity. Taiwan needs to prepare for danger in times of peace. We must continue increasing our national defense budget, bolster our national defense capabilities, and show our determination to protect our country. Everyone has a responsibility to safeguard Taiwan’s democracy and security. We must gather together every bit of strength we have to enhance whole-of-society defense resilience, and build capabilities to respond to major disasters and deter threats or encroachment. We must also strengthen communication with society to combat information and cognitive warfare, so that the populace rejects threats and enticements and jointly guards against malicious infiltration by external forces. Here at home, we must consolidate democracy with democracy. Internationally, we must make friends worldwide through democracy. This is how we will ensure security and peace. The more secure Taiwan, the more secure the world. The more resilient Taiwan, the sounder the defense of global democracy. The global democratic community should work even closer together to support the democratic umbrella as we seek ways to resolve the war in Ukraine and conflict between Israel and Hamas. Together, we must uphold stability in the Taiwan Strait and security in the Indo-Pacific, and achieve our goal of global peace. Second, we must continue to bolster our national strength, make Taiwan more economically resilient, and enhance the resilience of supply chains for global democracies. In the first half of 2024, growth in the Taiwan Stock Index was the highest in the world. Our economic growth rate for the year as a whole is expected to reach 4.2 percent, leading among the Four Asian Tigers. Domestic investment is soaring, having exceeded NT$5 trillion, and inflation is gradually stabilizing. Export orders from January to November totaled US$536.6 billion, up 3.7 percent from the same period in 2023. And compared over the same period, exports saw a 9.9 percent increase, reaching US$431.5 billion. Recent surveys also show that in 2024, the average increase in salaries at companies was higher than that in 2023. Additionally, over 90 percent of companies plan to raise salaries this year, which is an eight-year high. All signs indicate that Taiwan’s economic climate continues to recover, and that our economy is growing steadily. Our overall economic performance is impressive; still, we must continue to pay attention to the impact on Taiwan’s industries from the changing geopolitical landscape, uncertainties in the global economic environment, and dumping by the “red supply chain.”  For a nation, all sectors and professions are equally important; only when all our industries are strong can Taiwan be strong as a nation. Our micro-, small-, and medium-sized enterprises (MSMEs) are the lifeblood of Taiwan, and the development of our various industrial parks has given Taiwan the impetus for our prosperity. We must carry the spirit of “Made in Taiwan” forward, bringing it to ever greater heights. Thus, beyond just developing our high-tech industry, our Executive Yuan has already proposed a solution that will help traditional industries and MSMEs comprehensively adopt technology applications, engage in the digital and net-zero twin transition, and develop channels, all for better operational structures and higher productivity. Taiwan must continue enhancing its economic resilience. In recent years, Taiwan has significantly increased its investments in the US, Japan, Europe, and the New Southbound countries, and such investment has already surpassed investment in China. This indicates that our efforts in diversifying markets and reducing reliance on any single market are working. Moving forward, we must keep providing assistance so that Taiwan industries can expand their global presence and market internationally from a solid base here in Taiwan. At the same time, Taiwan must use democracy to promote economic growth with the rest of the world. We must leverage our strengths in the semiconductor and AI industries. We must link with democratic countries so that we can together enhance the resilience of supply chains for global democracies. And through international cooperation across many sectors, such as UAVs, low-orbit communications satellites, robots, military, security and surveillance, or biopharmaceuticals, renewable energy technology, new agriculture, and the circular economy, we must keep abreast of the latest cutting-edge technology and promote diverse development. This approach will help Taiwan remain a leader in advancing global democratic supply chains, ensuring their security and stability. Third, we must continue working toward a Balanced Taiwan and generational justice, ensuring that the fruits of our economic growth can be enjoyed by all our people. Democracy means the people have the final say. Our nation belongs to all 23 million of us, without regard for ethnic group, generation, political party, or whether we live in urban or rural areas. In this new year, we must continue to pursue policies that promote the well-being of the nation and the people. But to that end, the central government needs adequate financial resources to ensure that it can enact each of these measures. Therefore, I hope that the ruling and opposition parties can each soberly reconsider the amendments to the Act Governing the Allocation of Government Revenues and Expenditures and find a path forward that ensures the lasting peace and stability of our country. For nine consecutive years, the minimum wage has continued to rise. Effective today, the minimum monthly salary is being raised from NT$27,470 to NT$28,590, and the hourly salary from NT$183 to NT$190. We hope by raising the pay for military personnel, civil servants, and educators for two consecutive years, coupled with benefits through wage increases and tax reductions, that private businesses will also raise wages, allowing all our people to enjoy the fruits of our economic growth. I know that everyone wants to pay lower taxes and rent. This year, we will continue to promote tax reductions. For example, unmarried individuals with an annual income of NT$446,000 or less can be exempt from paying income tax. Dual-income families with an annual income of NT$892,000 or less and dual-income families with two children aged six or younger with an annual income of NT$1,461,000 or less are also exempt from paying income tax. Additionally, the number of rent-subsidized housing units will also be increased, from 500,000 to 750,000 units, helping lighten the load for everyone. This year, the age eligibility for claiming Culture Points has been lowered from 16 to 13 years, so that now young people aged between 13 and 22 can receive government support for experiencing more in the arts. Also, our Taiwan Global Pathfinders Initiative is about to take effect, which will help more young people in Taiwan realize their dreams by taking part in education and exchange activities in many places around the world. We are also in the process of establishing a sports ministry to help young athletes achieve their dreams on the field, court, and beyond. The ministry will also be active in developing various sports industries and bringing sports and athletics more into the lives of the people, making our people healthier as a result. This year, as Taiwan becomes a “super-aged society,” we will launch our Long-term Care 3.0 Plan to provide better all-around care for our seniors. And we will expand the scope of cancer screening eligibility and services, all aimed at creating a Healthy Taiwan. In addition, Taiwan will officially begin collecting fees for its carbon fee system today. This brings us closer in line with global practices and helps us along the path to our goal of net-zero emissions by 2050. We will also continue on the path to achieving a Balanced Taiwan. Last month, the Executive Yuan launched the Trillion NT Dollar Investment National Development Plan and its six major regional flagship projects. Both of these initiatives will continue to expand the investment in our public infrastructure and the development of local specialty industries, narrowing urban-rural and wealth gaps so that all our people can live and work in peace and happiness. My fellow citizens, today’s Taiwan is receiving international recognition for its performance in many areas, among them democracy, technology, and economy. This tells us that national development is moving in the right direction. In this new year, Taiwan must be united, and we must continue on the right course. We hope that everyone in the central and local governments, regardless of party, can work hard together to ensure that national policies are successfully implemented, with the people’s well-being as our top priority. This will allow Taiwan sure footing as it strides forward toward ever greater achievements. In this new year, we have many more brilliant stories of Taiwan to share with the world, inspiring all Taiwanese, both here and around the world, to cheer time and again for the glory of Taiwan.   • MIL-OSI China: ​Exploring god pageant ceremony in E China’s Fujian

    God pageant ceremonies, or Youshen, a traditional Chinese New Year celebration, were held this Spring Festival in villages and communities across Fuzhou, east China’s Fujian province, attracting visitors from all over the country.

    Dating back to the Ming dynasty (1368-1644), this folk tradition features vibrant parades of local gods and deities to welcome the spring and celebrate the Spring Festival.

    As part of the custom, villagers carry large sculptures of gods and deities through streets and alleys to dispel evil and avert disasters. As the parade passes, families light firecrackers to seek blessings for themselves and their loved ones living and working away from home.

    Heavy participation and long duration are hallmarks of the Youshen festivities. 

    The procession can stretch up to 10 kilometers and crowds can number in the tens of thousands, with several thousand participants, including divine generals, deities and percussion teams. The ceremony often extends late into the night, with the parade illuminated by colorful lanterns, firecrackers and fireworks.

    Since videos of Youshen in Fujian’s Houfu village went viral online last year, more smaller-scale god pageant ceremonies have been held in downtown Fuzhou. Locals join in the parades, walking through the streets and communities to offer an “intangible cultural feast” to visitors from across the country.

    “Watching Youshen brings me back to my childhood with my family,” said Ms. Yu, one resident participating in the parade in Jin’an, a suburban district of Fuzhou, who asked to be identified only by her first name. “I’m really proud that the tradition is loved by people across the country. I hope it continues to thrive.”

  • MIL-OSI USA: Grassley Digs into Waste, Fraud and Abuse at DOD’s Office of Net Assessment

    WASHINGTON – Senate Judiciary Committee Chairman Chuck Grassley (R-Iowa) is calling on the Department of Defense (DOD) to eliminate egregious waste, fraud and abuse at the Office of Net Assessment (ONA). In a letter to Defense Secretary Pete Hegseth, Grassley pressed DOD to determine how many formal net assessments ONA has completed since 2007 and whether its purpose is still necessary in light of its consistently wayward performance.

    “Since 2019, I’ve engaged in oversight of the Office of Net Assessment within the Department of Defense, requesting information and documents related to Professor Stefan Halper’s contracting work and ONA’s contracting practices more broadly. To date, ONA has failed to provide full and complete responses to my inquiries,” Grassley wrote.

    ONA is tasked with researching and comparing trends in military capabilities to identify future threats and opportunities. However, Grassley’s oversight has shown it has breached contracting rules and inappropriately spent millions of taxpayer dollars on projects unrelated to a net assessment.

    In his letter today, Grassley requested all ONA-produced net assessments since 2007 and the date when ONA plans to conduct its next assessment. Grassley also requested a full list of contracts issued over the last 10 years, including the total cost of each contract to the taxpayer in unclassified form after ONA previously improperly classified the information to hide it from public scrutiny.

    “I remain concerned that ONA is not performing its mission for the taxpayer and has engaged in financial waste. Moreover, ONA’s improper classification of taxpayer funded work product must come to an end,” Grassley continued.

    Grassley has scrutinized ONA’s contracting practices since 2019, with a particular focus on contracts awarded to Stefan Halper. Halper was a confidential human source tasked by the Obama and Biden administrations’ FBI to surreptitiously record members of President Trump’s 2016 election campaign during the Crossfire Hurricane investigation.

    Dear Secretary Hegseth:

    Since 2019, I’ve engaged in oversight of the Office of Net Assessment (ONA) within the Department of Defense (DoD) requesting information and documents related to Professor Stefan Halper’s contracting work and ONA’s contracting practices more broadly.[1]  To date, ONA has failed to provide full and complete responses to my inquiries.[2]

    As part of my oversight, in January 2020, I requested that ONA “provide a list of all contracts issued for each year over the last five years, the title of each funded project, and the total cost of each contract to the taxpayer.”[3]  I also asked that ONA specify which of these projects were considered classified research.[4]  On February 5, 2020, ONA produced a list of contracted work, but classified all of it.[5]  On June 18, 2020, I wrote again to ONA noting that the list was improperly classified and only served to hide information that the taxpayers ought to know about.[6]  Accordingly, I requested that the entire list of contracts and funded projects be declassified and provided to my office.[7]  In response, on July 1, 2020, ONA stated that “it remains [Director Baker’s] judgement that the previous classified enclosure should remain classified.”[8]  Such a position is indefensible and is designed to prevent embarrassment, which my oversight has previously highlighted. 

    For example, in my June 18, 2020, letter, I noted a paper entitled, “On the Nature of Americans as a Warlike People: Workshop Report,” which was authored by the Long Term Strategy Group (LTSG).[9]  The workshop paper highlighted the “level of American belligerency . . . [which is] the result of the persistence of Scotch-Irish culture in America, with its emphasis on violent responses to challenge[.]”[10]  It further stated that “[t]he role of Scotch-Irish culture must also be understood as having been reinforced by slaveholding, and American Protestant religious beliefs,” and that the Scotch-Irish culture was “shaped by endemic warfare that placed high value on violent and immediate personal responses to challenges and high loyalty to clan and kin.”[11]  The paper continued by stating that the Scotch-Irish culture placed value “on violent immediate responses to challenges [which] shaped [their] views, and thus of the United States as a whole, toward war.”[12]  Additionally, in my June 2020 letter, I also raised concerns that ONA spent taxpayer dollars on a paper titled, “A Technical Report on the Nature of Movement Patterning, the Brain and Decision-Making,” which focused largely on Vladimir Putin’s neurological development and potential Asperger’s diagnosis.[13]  These have nothing to do with ONA’s core mission, which is to produce a net assessment that measures our military capabilities against our foreign adversaries. 

    My oversight work has shown that ONA has lost its way.  In June 2020, I introduced legislation that required ONA to perform the work it was created to do—complete a net assessment, which at that time hadn’t been done since 2007.[14]  That legislation included a provision requiring the DoD Inspector General (IG) perform a comprehensive review to determine ONA’s failure to comply with government contracting laws and regulations for research projects.[15]

                I remain concerned that ONA is not performing its mission for the taxpayer and has engaged in financial waste.  Moreover, ONA’s improper classification of taxpayer funded work product must come to an end.  So that Congress can conduct independent oversight of ONA and determine how it has used taxpayer dollars to comply with its mission, please provide answers to the following questions by February 21, 2025:

    1. From 2007 to 2025, provide all ONA produced net assessments.
    2. When does ONA plan to conduct its next net assessment?  Provide all records.[16]
    1. Provide a list of all contracts issued for each year over the last ten years, the title of each funded project to the extent applicable, the recipient of taxpayer money, and the total cost of each contract to the taxpayer.  Produce that information to me in unclassified form.

  • MIL-OSI China: Hamas to release 3 Israeli hostages Saturday

    Israel has received from Hamas, through mediating countries, the names of three Israeli hostages to be released from Gaza on Saturday as part of a ceasefire-hostage deal, the prime minister’s office said Friday in a statement.

    In exchange, Hamas said Israel will release 183 Palestinian prisoners.

    The three Israeli hostages, kidnapped in a Hamas-led attack on southern Israel on Oct. 7, 2023, are Ohad Ben Ami, 56, a dual Israeli-German citizen; Eli Sharabi, 52; and Or Levy, 34.

    According to Israeli media reports, Ben Ami’s wife was also kidnapped on Oct. 7, but was released after 54 days in captivity as part of a previous hostage deal.

    The Prisoners’ Media Office affiliated with Hamas said on Friday that Israel will release 183 Palestinian prisoners. According to a press statement, the list includes 18 prisoners sentenced to life imprisonment, 54 prisoners serving long sentences, and 111 prisoners from the Gaza Strip who were arrested after the Oct. 7 attack.

    This will be the fifth hostage-prisoner exchange under the first stage of the ceasefire agreement. The previous four swaps resulted in the release of 18 hostages from Gaza and around 600 Palestinian prisoners from Israeli jails.

    Effective on Jan. 19, the first, 42-day phase of the ceasefire agreement stipulates that Hamas release 33 hostages, while Israel will release hundreds of Palestinian prisoners.

  • MIL-OSI New Zealand: Man before courts after item of concern found at Hamilton Police Station

    A 29-year-old man is before the courts after an item of concern was located following an incident in Hamilton.

    On Friday 7 February around 4.05pm, Police were called to a Massey Street address after reports that a man had been seen with a firearm before leaving the area in a vehicle.

    A short time later, a Police unit located the vehicle and kept observations before conducting an armed traffic stop on Cambridge Road.

    The driver was taken into custody without incident.

    A search of the vehicle located two firearms and a collection of ammunition.

    On arrival at the Hamilton Central Police Station, staff located an item of concern among the man’s property.

    Police took advice from the New Zealand Defence Force to secure the item away from Police staff and any public areas of the station.

    The NZDF Explosive Ordnance Disposal Team attended the station and made the item safe.

    The 29-year-old man appeared in Hamilton District Court today on multiple charges.

    He was remanded in custody to reappear on multiple charges on 11 February.

  • MIL-OSI USA: SBA Offers Relief to Louisiana Small Businesses and Private Nonprofits Affected by the Winter Storm

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) announced that low interest federal disaster loans are now available to small businesses and private nonprofit (PNP) organizations in Louisiana who sustained economic losses caused by the January 2025 winter storm that occurred Jan. 21-24. The SBA issued a disaster declaration in response to a request received from Gov. Jeff Landry on Feb. 4.

    This disaster declaration covers the counties and parishes of Acadia, Ascension, Assumption, Beauregard, Calcasieu, Cameron, East Baton Rouge, East Feliciana, Iberia, Iberville, Jefferson, Jefferson Davis, Lafayette, Lafourche, Livingston, Orleans, Plaquemines, St. Bernard, St. Charles, St. Helena, St. James, St. John The Baptist, St. Landry, St. Martin, St. Mary, St. Tammany, Tangipahoa, Terrebonne, Vermilion, Washington and West Baton Rouge in Louisiana, as well as Amite and Pike counties in Mississippi, and Newton and Orange counties in Texas.

    Under this declaration, SBA’s Economic Injury Disaster Loan (EIDL) program is available to eligible small businesses, small agricultural cooperatives, nurseries, and PNPs that suffered financial losses directly related to this disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises.

    EIDLs are for working capital needs caused by the disaster and are available even if the business did not suffer any physical damage. They may be used to pay fixed debts, payroll, accounts payable, and other bills that could have been paid had the disaster not occurred.

    Loan amount can be up to $2 million with interest rates of 4% for small businesses and 3.625% for PNPs, with terms up to 30 years. The SBA determines eligibility and sets loan amount and terms based on each applicant’s financial condition. Interest does not begin to accrue, and monthly payments are not due, until 12 months from the date of the initial disbursement.

    Beginning Friday, Feb.7, SBA customer service representatives will be on hand at a Virtual Business Recovery Center to answer questions about SBA’s disaster loan program, explain the application process and help individuals complete their application.

  • MIL-OSI Security: All Extradited Distributors of ANOM Hardened Encrypted Devices Plead Guilty to Racketeering Conspiracy

    SAN DIEGO – Alexander Dmitrienko of Finland became the last of eight defendants extradited so far to admit participating in the worldwide conspiracy to distribute ANOM hardened encrypted communication devices to criminal syndicates. The ANOM enterprise facilitated drug trafficking, money laundering, and obstruction of justice crimes.

    The eight defendants were among 17 indicted in San Diego in 2021 in connection with Operation Trojan Shield, a first-of-its-kind, international law enforcement effort in which the FBI secretly operated an encrypted messaging network. The ANOM criminal enterprise was responsible for the distribution of more than 12,000 devices in 100 countries. While ANOM’s criminal users unknowingly communicated on the system operated by law enforcement, agents catalogued more than 27 million messages between users around the world whose criminal discussions were covertly obtained and reviewed by the FBI.

    ANOM devices were sold to and used by over 300 criminal syndicates, including outlaw motorcycle gangs, Italian and Balkan organized crime groups, and international drug trafficking organizations. The investigation culminated in a worldwide takedown on June 7, 2021. During the takedown, more than 10,000 law enforcement officers made over 500 arrests and searched over 700 locations around the world.

    Of the 17 indicted in San Diego, eight have been extradited to date. Dmitrienko pleaded guilty in federal court yesterday; defendants Seyyed Hossein Hosseini and Aurangzeb Ayub of the Netherlands and Shane Ngakuru of New Zealand entered their guilty pleas on January 23, 2025; Dragan Nikitovic, Edwin Harmendra Kumar, Miwand Zakhimi, and Osemah Elhassen pleaded guilty between May and September 2024. All pleaded guilty to Count 1 of a superseding indictment charging them with a racketeering conspiracy in connection with the ANOM enterprise.

    Prior to their guilty pleas, the defendants filed motions to dismiss the indictment and a motion to suppress the ANOM evidence. The District Court denied those motions, concluding the Fourth Amendment did not apply to the defendants and the ANOM data collection did not violate the U.S. Constitution.

    In total, the investigation resulted in approximately 1,200 arrests; the seizure of more than 12 tons of cocaine, three tons of methamphetamine or amphetamines; 17 tons of precursor chemicals, 300 firearms, and $58 million in various currencies. Dozens of public corruption investigations, too, have been pursued, and more than 50 drug labs have been dismantled. Further, over 150 threats to life were prevented.

    According to their plea agreements, the defendants promoted the ANOM platform as “Built by criminals for criminals,” and touted security features such as the ability to wipe devices remotely when seized by law enforcement. The defendants admitted that the conspiracy’s purposes included money laundering and laundering with cryptocurrency. As to drugs, specifically, the four defendants who pleaded guilty in January and February 2025—Hosseini, Dmitrienko, Ayub, and Ngakuru—all admitted that they sold ANOM devices knowing that they would be used to traffic at last 50 kilograms of cocaine; Ngakuru also admitted the importation, exportation, and distribution of at least five kilograms of methamphetamine. Based on their plea agreements and other court filings, what these defendants also did as part of the conspiracy included:

    • Hosseini was a part of a team of ANOM distributors, “Team Wijzijn,” based in the Netherlands. He and Dmitrienko discussed the distribution of “90% pure, Peruvian” cocaine, for example, and he and Kumar messaged each other about bringing “kilos” from Belgium and getting drugs to Australia by “Fisher boats.” Hosseini promoted ANOM’s security features and told other distributors about vulnerabilities of competitors SkyECC and No. 1 BC. Hosseini also admitted to obstructing justice through wiping ANOM devices when they were seized by law enforcement.
    • Dmitrienko distributed ANOM devices from Spain. He frequently used ANOM for cocaine and other drug distribution: “5 blocks of colombian coke” and “32 blocks,” he offered in two instances, in addition to conversations about “cook[ing] cocaine.” Dmitrienko wrote about “gateways” and “interesting opportunities” for the enterprise in Russia and Ukraine, including through Latvia and Lithuania. He also promoted money laundering through a company he had in Delaware, telling Hosseini that it involved “0% tax and no book[k]eeping…Yes this is pure moneylaund[e]ring 😂.”
    • Ayub was an ANOM distributor in Europe, who also sold encrypted communications devices in the U.A.E.—and he had been imprisoned in Dubai for distributing these types of platforms. Ayub was involved in cocaine distribution as he talked about “top” (cocaine) from Colombia, and delivery to London, and sending “100k at a time” to pay for the drugs. He promoted ANOM through his own experience and contrasts with Encrochat and SkyECC, both of which were taken down by law enforcement in 2020 and 2021. Ayub, too, admitted to the obstruction of justice through wiping ANOM devices.
    • Ngakuru was based in Thailand, distributing ANOM devices there and in New Zealand and Australia. He used the platform for extensive cocaine and methamphetamine distribution and money laundering. He was tied to two seizures of methamphetamine; discussed quality, repressing, and prices for “rack” and “bird” (cocaine); and detailed in messages how seven kilograms of methamphetamine was concealed in boxes of “full scan proof” “commercial lights.” Among other times he laundered proceeds, Ngakuru coordinated cash pickup in Sydney, Australia and directed deposits into “Thai accounts.”

    “The statistics of this case are staggering,” said U.S. Attorney Tara McGrath. “The FBI led this unprecedented collaboration for years, harnessing the evidence to bring down cocaine, meth, and cash traffickers across the globe. These guilty pleas underscore the impact of international partnerships in dismantling organized crime.”

    “Operation Trojan Shield was a massive, innovative, and unprecedented case having immeasurable implications to criminal organizations across the globe,” said FBI San Diego Special Agent in Charge Stacey Moy. “This extraordinary impact came from an investigative strategy that relied on ingenuity, partnerships, and perseverance, designing a blueprint for disrupting organized crime within the United States and abroad. The guilty pleas of all extradited defendants highlight the effectiveness of this strategy and reinforces the FBI’s collaborative approach aimed at dismantling Transnational Criminal Organizations worldwide.”

    Matthew Allen, Special Agent in Charge of the DEA Los Angeles Field Division, said, “The triumph of this vast-scale operation demonstrates the immense value of partnerships, both domestic and international. Expert investigators in the DEA Los Angeles Division, working alongside innovative and exceptionally experienced federal and foreign-based partners, took an intricate investigation to the next level. Our multi-agency alliance managed to infiltrate these transnational criminal organizations, ultimately exposing and pummeling their schemes. DEA will continue to foster this type of unprecedented collaboration and offer a core presence.”

    Elhassen and Zakhimi were previously sentenced to 63 and 60 months in prison, respectively. The other six defendants who have pleaded guilty are scheduled to be sentenced in February, April, and May, 2025. They were extradited to the Southern District of California from Australia (Kumar), Colombia (Elhassen), The Netherlands (Hosseini, Ayub, and Zakhimi), Spain (Dmitrienko and Nikitovic), and Thailand (Ngakuru). Eight other defendants in the case have been arrested in locations outside the United States and are yet to be extradited, and one remains a fugitive.

    This case is being prosecuted by Assistant U.S. Attorneys Joshua C. Mellor, Mikaela L. Weber, and Peter S. Horn.

  • MIL-OSI Security: Hampton man convicted on mail theft and firearm charges

    NEWPORT NEWS, Va. – A federal jury convicted a Hampton man today on charges of conspiracy, mail theft, and illegal receipt of a firearm by a person under indictment.

    According to court records and evidence presented at trial, on July 22, 2024, Jamal Ashton Shields, 33, drove to a postal collection box at the Patrick Henry Post Office in Newport News along with Sampson G. Jumbo, 28, of the Bronx, New York, and another co-conspirator. Because the collection box had been broken into on multiple recent occasions, law enforcement was surveilling it. Jumbo and the other co-conspirator exited the vehicle and approached the collection box, then used an arrow key to open the collection box and remove mail. An arrow key is used to access collection boxes, outdoor parcel lockers, and apartment mailbox panels in a specific area.

    After witnessing Jumbo and the co-conspirators take mail from the box, law enforcement moved in to apprehend them, and the three men fled. Shields, who fled in the vehicle, was eventually pulled over and taken into custody after a high-speed chase. When officers approached the vehicle, Shields informed them that he had a firearm in the vehicle. An investigation revealed that Shields had received the firearm while under felony indictment for rape and forcible sodomy in Hampton.

    Jumbo, who fled on foot along with the co-conspirator, was apprehended 50 yards from the collection box. Jumbo had a black backpack with approximately 35 pieces of stolen mail.

    The other co-conspirator discarded his jacket and then carjacked a vehicle. The discarded jacket was recovered and contained the arrow key.

    The conspirators stole at least 82 pieces of outgoing mail, at least ten of which included checks.

    On Nov. 15, 2024, Jumbo pled guilty to mail theft. Jumbo is scheduled to be sentenced on May 21 and faces up to five years in prison.

    Shields faces up to 15 years in prison when sentenced on June 13. Actual sentences for federal crimes are typically less than the maximum penalties. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Erik S. Siebert, U.S. Attorney for the Eastern District of Virginia, and Damon E. Wood, Inspector in Charge of the Washington Division of the U.S. Postal Inspection Service, made the announcement after U.S. District Judge Arenda Wright Allen accepted the verdict. The Virginia State Police and Newport News Police Department assisted in the investigation of this case.

  • MIL-OSI Security: Texas Man Sentenced to 35 Years in Federal Prison for Kidnapping 13-Year-Old Girl at Gunpoint and Repeatedly Assaulting Her

    LOS ANGELES – A Texas man was sentenced today to 420 months in federal prison for kidnapping a 13-year-old girl at gunpoint last year in San Antonio, admitting that he drove her to California, threatened her with a firearm, and sexually assaulted her multiple times before his arrest in Long Beach.         

    Steven Robert Sablan, 63, of Cleburne, Texas, was sentenced by United States District Judge Fernando L. Aenlle-Rocha, who also ordered him to pay $1,158 in restitution.

    Sablan pleaded guilty in January 2024 to one count of kidnapping. He has been in federal custody since July 2023.

    “The 35-year sentence imposed ensures this defendant will not have the opportunity to victimize children,” said Acting United States Attorney Joseph T. McNally. “There is nothing as important as protecting our young people. I commend our federal and local law enforcement partners for their efforts to secure justice here.”

    “Mr. Sablan took this young girl from the safety of her Texas home and repeatedly sexually assaulted her at gunpoint throughout a lengthy drive of terror to California,” said Akil Davis, the Assistant Director in Charge of the FBI’s Los Angeles Field Office. “The FBI will not tolerate sexual deviants who exploit our children at will and – as in this case – will hold these violent offenders accountable.”

    “This sentencing announcement represents a collaborative commitment to holding individuals accountable for victimizing and inflicting trauma upon our children,” said Long Beach Police Chief Wally Hebeish. “I am deeply grateful to our officers and federal law enforcement partners from the FBI and DOJ for their tireless efforts on this case.”

    On July 6, 2023, in San Antonio, Sablan abducted the victim, held her, and transported her in his gray Nissan Sentra to Long Beach, California. The victim told Sablan she was 13 years old. During this ordeal, Sablan used a firearm to threaten and control the victim.

    Sablan confined the victim until she was rescued on July 9, 2023, in Long Beach after a Good Samaritan called 911 after seeing her holding a “Help Me” sign in the window of Sablan’s car.

    During the Texas-to-California journey, he sexually assaulted the victim. At the time of the crime, Sablan had no legal custody or familial relationship to the victim.

    “[Sablan] violently abducted a child and repeatedly sexually assaulted her while driving her thousands of miles from her home,” prosecutors argued in a sentencing memorandum. “And while [Sablan] spent days abusing her for his own pleasure, her parents agonized over their missing child, fearing the worst. The worst was not far from reality.”

    The FBI and the Long Beach Police Department investigated this matter. The Cleburne (Texas) Police Department and the Fort Worth (Texas) Police Department provided assistance.

  • MIL-OSI USA: Governor Polis Adds Montrose County to Disaster Emergency Due to Flooding and Debris Flow

    DENVER – Today, Governor Polis amended a 2024 Executive Order concerning the disaster emergency for flooding and debris flow in Ouray County to include Montrose County.

    The same storm system that impacted Ouray County also damaged a bridge in Montrose County carrying CO 141 over the Dolores River. The Colorado Department of Transportation (CDOT) is working to repair the bridge before spring runoff to prevent a closure that could cause a four hour detour, impacting the residents of Norwood, Nucla, and Naturita. The amendment to the Executive Order will assist CDOT with securing federal funding to repair the bridge.

  • MIL-OSI USA: Strong Winter Storms Expected Through Sunday

    Governor Kathy Hochul today updated New Yorkers on two winter storms expected to impact areas throughout the State today through Sunday. The first storm arrived earlier today and is impacting Central New York and the Mohawk Valley. The second storm will be more widespread and is expected to affect much of the State Saturday through Sunday. Snowfall rates of up to two inches per hour on Friday and one inch per hour on Saturday in the heaviest bands may create hazardous travel conditions. People should monitor local forecasts and take precautions when traveling.

    “Our State resources are ready and mobilized to keep New Yorkers safe as we respond to this next round of winter weather, and we will continue coordinating with our local partners throughout the storm including taking steps to facilitate emergency salt deliveries,” Governor Hochul said. “Monitoring your local forecast is critical — especially when traveling — and I encourage all New Yorkers to exercise caution as weather conditions can be unpredictable, and many warnings and watches are in effect.”

    The Governor also signed an Executive Order today declaring a State of Emergency, allowing the State to coordinate and share resources with local governments affected by upcoming storms. This includes the State Department of Transportation, which will provide assistance to municipalities impacted by the State of Emergency in excess of existing shared service agreements. The order also waives “hours of service” requirements for truck drivers to facilitate emergency salt deliveries ahead of these storms and includes other measures to facilitate emergency salt deliveries to State and local agencies across the State.

    Today’s storm will impact most of the State through Friday evening, including areas from Herkimer to Oswego County with up to four inches of snow and peak accumulations up to ten inches in some areas. Peak snowfall rates of up to two inches per hour can be expected and may impact commutes in Central New York and the Mohawk Valley. Winds could gust up to 45 miles per hour in some locations, which will produce blowing and drifting snow.

    The second storm begins Saturday afternoon and is forecast to continue through Sunday afternoon. Widespread snow will fall across the State with the potential for moderate to heavy accumulations of up to seven or more inches of snow from Central New York to the Capital Region. A widespread three to six inches of snow is expected north of the Thruway with snowfall rates potentially exceeding one inch per hour. Wind gusts are expected to remain below 35 miles per hour with isolated gusts of up to 40 mph. For New York City and Long Island, heavy mixed precipitation is possible with total snow and sleet accumulations between three to five inches and ice accumulations around a light glaze possible through Sunday morning.

    There are several lake effect snow warnings and winter storm watches in place for multiple locations through Sunday.     Agency Preparations

    New York State Division of Homeland Security and Emergency Services
    The Division’s Office of Emergency Management is in contact with their local counterparts and is prepared to facilitate requests for assistance. State stockpiles are staffed and ready to deploy emergency response assets and supplies as needed. The State Watch Center is monitoring the storm track and statewide impacts closely. Winter preparedness tips can be found here.

    New York State Department of Transportation
    The State Department of Transportation is monitoring weather conditions and prepared to respond with 3,701 supervisors and operators available statewide. All field staff are available to fully engage and respond. All available response equipment is ready to deploy and all residencies in impacted locations will remain staffed for 24/7 operations with operators, supervisors, and mechanics throughout the duration of the event and priority cleanup operations.

    Statewide equipment numbers are as follows:

    • 1,642 large plow trucks
    • 353 large loaders
    • 157 medium duty plows
    • 53 tow plows
    • 35 snow blowers
    • 19 graders

    Thruway Authority
    The Thruway Authority is monitoring the forecast and ready to respond with 689 operators and supervisors available. Statewide equipment numbers and resources are listed below:

    • 67 loaders
    • 99,000+ tons of salt on hand

    Variable Message Signs and social media — X, formerly known as Twitter, and Facebook — are utilized to alert motorists of winter weather conditions on the Thruway.

    New this snow and ice season, all of the Thruway’s more than 250 heavy-duty plow trucks are equipped with green hazard lights, complementing the standard amber hazard lights. Green lights are intended to improve visibility and enhance safety during winter operations, particularly in low-light conditions and poor weather. Drivers are reminded that Thruway snowplows travel at about 35 mph — which in many cases is slower than the posted speed limit — to ensure that salt being dispersed stays in the driving lanes and does not scatter off the roadways. The safest place for motorists is well behind the snowplows where the roadway is clear and treated.

    The Thruway Authority encourages motorists to download its mobile app which is available for free on iPhone and Android devices. The app provides motorists direct access to real-time traffic information, live traffic cameras and navigation assistance while on the go. Motorists can also sign up for TRANSalert e-mails and follow @ThruwayTraffic on X for the latest traffic conditions along the Thruway.

    New York State Department of Public Service
    New York’s utilities have about 5,500 workers available statewide to engage in damage assessment, response, repair and restoration efforts across New York State, as necessary. Agency staff will track utilities’ work throughout the event and ensure utilities shift appropriate staffing to regions that experience the greatest impact.

    New York State Police
    State Police have instructed all Troopers to remain vigilant and will deploy extra patrols to affected areas as needed. All four-wheel drive vehicles are in service and all specialty vehicles, including Utility Terrain Vehicles and snowmobiles, are staged and ready for deployment.

    New York State Department of Environmental Conservation
    DEC Emergency Management staff, Environmental Conservation Police Officers, Forest Rangers and regional staff remain on alert and continue to monitor the developing situation and weather forecasts. Working with partner agencies, DEC is prepared to coordinate resource deployment of all available assets, including first responders, to targeted areas in preparation for potential impacts due to snow.

    DEC reminds those responsible for the removal and disposal of snow to follow best management practices to help prevent flooding and reduce the potential for pollutants like salt, sand, oils, trash and other debris from affecting water quality. Disposal of snow in local creeks and streams can create ice dams, which may cause flooding. Public and private snow removal operators should be aware of these safety issues during and after winter storms.     Unpredictable winter weather and storms in the Adirondacks, Catskills and other backcountry areas, can create unexpectedly hazardous conditions. Visitors should be prepared with proper clothing and equipment for snow, ice and the cold to ensure a safe winter experience. Snow depths range greatly throughout the Adirondacks, with the deepest snow at higher elevations in the High Peaks region and other mountains over 3,000 feet. Most lower elevation trails are frozen, including many trails in the Catskill Mountains.

    While some waterways are currently frozen, DEC advises outdoor enthusiasts to review ice safety guidelines before heading out.

    Hikers are advised to temporarily avoid all high-elevation trails as well as trails that cross rivers and streams. Hikers in the Adirondacks are encouraged to check the Adirondack Backcountry Information webpages for updates on trail conditions, seasonal road closures and general recreation information.

    Office of Parks, Recreation and Historic Preservation
    New York State Park Police and park personnel are on alert and closely monitoring weather conditions and impacts. Response equipment is being fueled, tested and prepared for storm response use. Park visitors should visit parks.ny.gov, check the free mobile app, or call their local park office for the latest updates regarding park hours, openings and closings.

    Metropolitan Transportation Authority

    The MTA is closely monitoring weather conditions to ensure safe, reliable service. MTA employees will be poised to spread salt, clear platforms and stairs where ice exists, and keep signals, switches, and third rail operating, remove any downed trees that may fall across tracks, and attend to any weather-related challenges. MTA Bridges and Tunnels advises motorists to use caution when driving on icy roadways and drive at reduced speeds.

    Customers are encouraged to check https://new.mta.info for the latest service updates, and to use caution while navigating the system. Customers should also sign up for real-time service alerts via text or email. These alerts are also available via the MTA app and TrainTime app.

    Port Authority of New York and New Jersey

    The Port Authority monitors weather conditions across all its facilities. In the event of severe weather, the agency issues travel alerts and updates as needed via facility email alerts and on social media.   • MIL-OSI Security: Orange County felon sentenced for federal gun violation

    BEAUMONT, Texas – A Vidor convicted felon has been sentenced to federal prison for a firearms violation in the Eastern District of Texas, announced Acting U.S. Attorney Abe McGlothin, Jr.

    Dennis Lee Kelley, 32, pleaded guilty to being a felon in possession of a firearm was sentenced to 46 months in federal prison by U.S. District Judge Marcia A. Crone on February 7, 2025.

    According to information presented in court, on July 27, 2023, Kelley was arrested near Hwy 105 in Beaumont pursuant to an active warrant for a parole violation.  At the time of his arrest, a pistol was discovered in the vehicle he was driving. As a convicted felon, Kelley was prohibited by federal law from owning or possessing firearms or ammunition.

    This case was prosecuted as part of the joint federal, state, and local Project Safe Neighborhoods (PSN) Program, the centerpiece of the Department of Justice’s violent crime reduction efforts.  PSN is an evidence-based program proven to be effective at reducing violent crime.  Through PSN, a broad spectrum of stakeholders work together to identify the most pressing violent crime problems in the community and develop comprehensive solutions to address them.  As part of this strategy, PSN focuses enforcement efforts on the most violent offenders and partners with locally based prevention and reentry programs for lasting reductions in crime.

    This case was investigated by the Beaumont Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives and prosecuted by Assistant U.S. Attorney Russell James.

    By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

         Section 1.  Purpose.  The Second Amendment is an indispensable safeguard of security and liberty.  It has preserved the right of the American people to protect ourselves, our families, and our freedoms since the founding of our great Nation.  Because it is foundational to maintaining all other rights held by Americans, the right to keep and bear arms must not be infringed. 

         Sec. 2.  Plan of Action.  (a)  Within 30 days of the date of this order, the Attorney General shall examine all orders, regulations, guidance, plans, international agreements, and other actions of executive departments and agencies (agencies) to assess any ongoing infringements of the Second Amendment rights of our citizens, and present a proposed plan of action to the President, through the Domestic Policy Advisor, to protect the Second Amendment rights of all Americans.
         (b)  In developing such proposed plan of action, the Attorney General shall review, at a minimum:
              (i)    All Presidential and agencies’ actions from January 2021 through January 2025 that purport to promote safety but may have impinged on the Second Amendment rights of law-abiding citizens;
              (ii)   Rules promulgated by the Department of Justice, including by the Bureau of Alcohol, Tobacco, Firearms, and Explosives, from January 2021 through January 2025 pertaining to firearms and/or Federal firearms licensees;
              (iii)  Agencies’ plans, orders, and actions regarding the so-called “enhanced regulatory enforcement policy” pertaining to firearms and/or Federal firearms licensees;
              (iv)   Reports and related documents issued by the White House Office of Gun Violence Prevention;
              (v)    The positions taken by the United States in any and all ongoing and potential litigation that affects or could affect the ability of Americans to exercise their Second Amendment rights;
              (vi)   Agencies’ classifications of firearms and ammunition; and
              (vii)  The processing of applications to make, manufacture, transfer, or export firearms.

         Sec. 3.  Implementation.  Upon submission of the proposed plan of action described in section 2 of this order, the Attorney General shall work with the Domestic Policy Advisor to finalize the plan of action and establish a process for implementation.

         Sec. 4.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:
              (i)   the authority granted by law to an executive department, agency, or the head thereof; or
              (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
         (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
         (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

  • MIL-OSI Security: Salvadoran national pleads guilty to illegal possession of a firearm

    ALEXANDRIA, Va. – A Salvadoran national pled guilty today to unlawful possession of a firearm.

    According to court documents, on July 13, 2024, law enforcement responded to a report of a man brandishing a handgun at the Harmony Trailer Park. There, officers located Adalberto Rivas Machado, 20, who matched the description of the subject.

    When a uniformed officer exited his marked vehicle, Rivas Machado fled on foot but was detained after a short chase. During a subsequent pat-down, officers located the handgun in Rivas Machado’s sweatpants above his left ankle. The firearm was loaded with 9mm hollow point ammunition.

    Rivas Machado was prohibited from possessing a firearm under federal law. Rivas Machado had illegally entered the United States and did not have any legal status in the country. An investigation by Homeland Security Investigations (HSI) revealed that he entered the United States without authorization as a juvenile in 2018 and an immigration judge ordered in 2019 that he be removed to El Salvador. Additionally, Rivas Machado could not possess a firearm because he was addicted to and an unlawful user of drugs. Rivas Machado admitted that he was addicted to fentanyl at the time he possessed the firearm. FCPD officers recovered fentanyl from him when he was arrested.

    Rivas Machado is scheduled to be sentenced on May 22 and faces up to 15 years in prison. Actual sentences for federal crimes are typically less than the maximum penalties. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

  • MIL-OSI Security: Miccosukee Tribal Member Who Shot Another Sentenced to 198 Months Behind Bars

    MIAMI – This week, a South Florida federal judge sentenced a member of Miccosukee tribe to almost 17 years in federal prison for shooting and seriously injuring an unarmed man on the reservation.   

    During a heated argument with the victim (also a Miccosukee tribal member), Sutanga Rex Cypress, 43, pulled out a Sig Sauer firearm and threatened to shoot the victim. Cypress pulled the trigger, hitting the victim in the abdomen. A helicopter team airlifted the victim to a hospital, where he received medical treatment. The victim survived but suffered permanent injury. In September, Cypress pled guilty to assault with a dangerous weapon with intent to do bodily harm, assault resulting in serious bodily injury, and discharging a firearm in furtherance of a crime of violence.

    In addition to a term of incarceration and $50,000 fine, United States District Judge Jacqueline Becerra sentenced Cypress to five years of supervised release once he is out of prison. Judge Becerra will hold a hearing on May 6, to determine the amount of restitution Cypress must pay his victim.

  • MIL-OSI Security: Arkansas man sentenced for possessing machinegun conversion device

    BEAUMONT, Texas – A Little Rock, Arkansas, man has been sentenced to federal prison for possessing a machinegun conversion device in the Eastern District of Texas, announced Acting U.S. Attorney Abe McGlothin, Jr.

    Jajuan Lee Bonds, 22, pleaded guilty to possession of a machinegun and was sentenced to 33 months in federal prison by U.S. District Judge Marcia A. Crone on February 7, 2025.

    According to information presented in court, on July 21, 2022, an officer with the Corrigan Police Department conducted a traffic stop on a vehicle being driven by Bonds. The officer observed what appeared to be marijuana in a clear plastic baggie in the vehicle. During a search of the vehicle, the officer located a firearm outfitted with a machinegun conversion device, commonly referred to as a “Glock Switch”. The modified handgun had been previously reported stolen. Federal law defines a machinegun as a weapon which shoots, is designed to shoot, or can be readily restored to shoot, automatically more than one shot, without manual reloading, by a single function of the trigger.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Corrigan Police Department and prosecuted by Special Assistant U.S. Attorney Tommy Coleman.

  • MIL-OSI USA: Governor Polis and CEO Executive Director Toor Release Statement on Colorado Joining Updated Filing in Federal Funding Freeze Lawsuit

    Statewide – Today, the State of Colorado, along with 22 other states and the District of Columbia, filed a Motion for Preliminary Injunction to require federal agencies to release funds that were withheld based on instructions from the Office of Management and Budget and related Executive Orders. In support of these efforts, the Colorado Energy Office submitted a declaration outlining the impacts that this funding freeze has had on energy programs that increase the security and resilience of our grid, help Coloradans save money on energy, and reduce pollution. 

    Despite the Temporary Restraining Order that has been in place since Jan. 31, as of Friday, Feb. 7, the Colorado Energy Office is still unable to access the vast majority of funds contracted to it. Colorado, along with the other states and District of Columbia, also filed a Request for Emergency Relief to Enforce Temporary Restraining Order. 

    “The President’s sloppy federal funding freeze is hurting businesses and jobs, impacting home heating assistance in the dead of winter, and is unlawful. The new administration should follow the law, and focus on saving people money rather than causing pain and confusion,” said Governor Jared Polis. 

    Colorado Energy Office Executive Director Will Toor made the following statement in conjunction with the filing: 

    “Our declaration makes it clear: This illegal freeze on funding is already having a negative impact on Coloradans. The federal government has signed contracts granting more than $500 million to Colorado through the IRA and the IIJA and, by not meeting these contractual obligations, the federal government is inflicting real harm on our state. Work like our Weatherization Assistance Program, the Solar For All program, and home energy rebates help residents save money on their energy bills. Other investments, such as work on grid resilience and security, make our electricity grid safer and more reliable, while also helping prevent wildfires. 

    The businesses, local governments, and non-profits that the Colorado Energy Office partners with have continued to do their work to fulfill their contractual obligations to insulate homes, harden grids, and install energy-saving devices in buildings. But through these unprecedented Executive Orders, the Trump Administration is denying them prompt reimbursement for their expenses, which puts them at risk to be unable to make payroll, cover their rent, and compensate their own suppliers. 

    We will not stop working to fulfill our mission of advancing clean, affordable energy for all Coloradans. With this litigation, we are ensuring that the federal government meets its obligations as part of this effort.”

  • MIL-OSI USA: California Department of Justice Releases Report on Officer-Involved Shooting of Marcos Maldonado

    OAKLAND – California Attorney General Rob Bonta, pursuant to Assembly Bill 1506 (AB 1506), today released a report on Marcos Maldonado’s death from an officer-involved shooting in Los Angeles, California, on July 27, 2022. The incident involved officers from the Los Angeles Police Department (LAPD). The report is part of the California Department of Justice’s (DOJ) ongoing efforts to provide transparency and accountability in law enforcement practices. The report provides a detailed analysis of the incident and outlines DOJ’s findings. After a thorough investigation, DOJ concluded that criminal charges were not appropriate in this case. 

    “The loss of life is always heartbreaking,” said Attorney General Bonta. “We recognize the considerable challenges and difficulties faced by all those impacted, including Mr. Maldonado’s family, the law enforcement agencies involved, and the community at large. The California Department of Justice is dedicated to collaborating with all law enforcement entities to maintain a legal system that is fair, transparent, and accountable to every Californian.”

    On July 27, 2022, LAPD Officers answered a call for service regarding reports that there was a man with a gun walking down the street. They found the man, who was later identified as Marcos Maldonado, and saw that he was holding what appeared to be a gun. They ordered Mr. Maldonado to drop the gun, but he did not comply. After a short period of time, Mr. Maldonado pointed the gun at the officers. When he did so, they fired their own guns, killing Mr. Maldonado. The gun pointed by Mr. Maldonado at law enforcement was later determined to be a replica airsoft handgun.

    Under AB 1506, which requires DOJ to investigate all incidents of officer-involved shootings resulting in the death of an unarmed civilian in the state, DOJ conducted a thorough investigation into this incident and concluded that there is insufficient evidence to prove, beyond a reasonable doubt, that the officers involved acted without the intent to defend themselves and others from what each of them reasonably believed to be the imminent risk of death or serious bodily injury. Therefore, there is insufficient evidence to support a criminal prosecution of the officers. As such, no further action will be taken in this case. 

    As part of its investigation, DOJ has identified several policy recommendations that it believes will help prevent similar incidents from occurring in the future. The first recommendation is regarding officer communication. First, it is recommended that LAPD amend their policies and training regarding communication of significant contextual information impacting responding officers’ use of force decision-making as articulated in their other policies to include additional information.

    The second set of recommendations is regarding scene control. It is recommended that LAPD evaluate their policies and training regarding perimeter control. A significant concern in this incident was the presence of bystanders, both on foot and in vehicles, close to Mr. Maldonado and between Mr. Maldonado and the LAPD officers who arrived at the scene. The presence of these bystanders limited officers’ options and created additional dangers.

    The third set of recommendations is regarding the LAPD use of force policy. Government Code section 7286, enacted by Senate Bill 230 sets minimum standards for use of force policies maintained by law enforcement agencies in California. During the review of LAPD’s use of force policies relevant to this incident, it is recommended two provisions be updated. The recommended updates relate to the requirements of Government Code section 7286, separate and apart from the particular facts of the shooting of Mr. Maldonado.

    WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.) today reacted to reporting that Elon Musk’s so called “Department of Government Efficiency,” or DOGE, has started to review disaster recovery grant programs at FEMA, and gained private and sensitive data of disaster victims:  
    “Disaster-impacted communities in Vermont and across America have been through hell and back—the last thing they need is Elon Musk and his sycophants rifling through their sensitive personal information.  
    “DOGE’s infiltration of FEMA is yet another example of the chaos and confusion that have become hallmarks of President Trump’s second term. Elon Musk doesn’t have the mandate or the authority to do what he’s doing. It’s a gross overreach of executive powers, and on a human level—it’s cruel. These are victims of a disaster. To gut FEMA or withhold funding to a community recovering from a flood, fire, or hurricane would be beyond cruel.  
    “We need to fix FEMA, not kill it. That’s why I’m pulling together a group of leaders in Congress who are willing to work on improvements to FEMA’s long-term recovery process that will help Americans in their darkest hour, and help rebuild communities in a more resilient way.” 
    Senator Welch recently published an opinion piece in the New York Times entitled “Don’t Kill FEMA. Fix It.” In the guest essay, Senator Welch outlined why President Trump’s actions to undermine and potentially dissolve FEMA are misguided and dangerous—but also committed to working with the President on good faith efforts to reform the agency’s long-term recovery process. Following Vermont’s catastrophic floods of July 2023 and July 2024, flood-impacted families and communities have struggled with red tape and frustrating bureaucracy.

  • MIL-OSI United Nations: Responsible Global Governance of Artificial Intelligence Critical, Speakers Say, as Economic and Social Council Concludes Its Coordination Segment

    Amid the fourth industrial revolution, responsible global governance of artificial intelligence (AI) is paramount, the Economic and Social Council heard today as speakers at its 2025 coordination segment explored the transformative potential of data, science, technology and innovation to advance sustainable development.

    The first of the four panel discussions held today — moderated by Mahlet Zeleke Redi, Focal Point of Global Youth Caucus on Decent Work and Sustainable Economies Major Group for Children and Youth — focused on “Creating employment and decent work opportunities for all”.

    It began with a fireside chat featuring José Manuel Salazar-Xirinachs, Executive Secretary of the Economic Commission for Latin America and the Caribbean (ECLAC), and Cynthia Samuel-Olonjuwon, Director of the International Labour Organization (ILO) Office for the United Nations.

    Mr. Salazar-Xirinachs, spotlighting the challenge of job creation, said that in the era of technological and AI revolutions, one of the key drivers of investment flows to countries is not just cheap but skilled labour.  Therefore, he stressed, the quality of education and vocational training systems and the digital skills of the labour force are essential for people to get good jobs and for countries to thrive.

    Ms. Samuel-Olonjuwon underscored that prioritizing decent work for young people pays back “sustained and multifaceted dividends” for their families and nations.  Technological transformation is rapidly driving change in the world of work and beyond, she observed, adding that “skills have become a priority”.  Noting the importance of education, training and entrepreneurship for young businesses, she said that policy actions should be guided by the actual needs of young people and “put them in the driver seat”.

    The panel began with Gerd Müller, Director General of the United Nations Industrial Development Organization (UNIDO), who underscored — via video message — that “creating decent jobs is the core of our mission” to fight poverty and hunger worldwide.  While spotlighting AI’s massive opportunities — including to improve productivity and competitiveness — he underlined the need to “close the existing digital divides”.  More specifically, it is crucial to address the potential downsides of digitalization and automation, including the risk of job losses and shifting production away from developing countries, he stressed, pointing to UNIDO’s projects which equip young people and women in developing countries with technical skills for decent jobs.

    Abdulaziz M. Alwasil (Saudi Arabia), Chair of the Commission on the Status of Women on its sixty-ninth session, stressed that an inclusive society cannot be built without gender equality.  The empowerment of women and girls is paramount, he said, adding that in many countries, women and girls are deprived of equal access to economic opportunities and leadership roles.  “This undermines the resilience of societies,” he stated, underscoring the need to push for policy outcomes that are “not just ambitious in rhetoric but transformative in practice”.

    “We gather here at a moment of profound reckoning” — from the devastating impacts of conflict and rise of authoritarianism to the assaults on fundamental human rights, said Veronica Brown, Women’s Major Group Coordinator for the Women’s Environment and Development Organization.  Warning against forces that aim to roll back hard-won gains in gender equality, she observed:  “Gender equality is too often treated as an add-on rather than a prerequisite for sustainable development.”

    Echoing her concerns, Jemimah Njuki, Chief of the Economic Empowerment section at the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women), said the empowerment of women and girls is not just a moral imperative but a necessity for achieving all of the Sustainable Development Goals (SDGs) and ensuring a resilient economy.  Nevertheless, women face a 20 per cent gender pay gap and, in many countries, informal employment — where mostly women are to be found — is as high as 90 per cent.  Accordingly, she called for sustainable financing, ensuring that “gender equality remains at the heart of financial systems”.

    Georges-Simon Ulrich, Director General of the Federal Statistical Office of Switzerland and Chair of the Statistical Commission on its fifty-fifth session, speaking via videoconference, called for comprehensive data and statistical systems which permit evidence-based decision-making and detailed the Commission’s work towards supporting inclusive growth strategies and building resilient economies.

    The second panel, moderated by Quintin Chou-Lambert, Senior Adviser to the Under-Secretary-General and Special Envoy for Digital and Emerging Technologies, focused on “Harnessing data, science, technology and innovation to advance digital progress”.

    The fireside chat included Geraldine Fraser-Moleketi, Chancellor of Nelson Mandela University, and Tomas Lamanauskas, Deputy Secretary-General of the International Telecommunication Union (ITU).

    Ms. Fraser-Moleketi said public administration is responsible for ensuring that AI is used to improve lives.  Governance frameworks must leverage scientific expertise to do this, she said, calling for targeted interventions to address the digital divide and technological exclusion.

    Mr. Lamanauskas said:  “Done right, [AI] can mitigate 5-10 per cent of global greenhouse gas emissions by 2030”, and highlighted the “AI for Good summit” which showcases responsible innovation and spotlights AI solutions for each SDG.  He also drew attention to the UN System White Paper on AI Governance, which identifies pre-existing instruments that could also cover AI, from broad ethics to sector-specific technical guidelines. 

    The panel began with Muhammadou M.O. Kah (Gambia), Chair of the Commission on Science and Technology for Development on its twenty-eighth session, who stressed that “when we establish transparent and consistent data governance frameworks, we create an environment of legal certainty that empowers innovators, businesses and consumers alike”.  It is also crucial to establish clear avenues for redress, he said, underscoring the importance of interoperability — “by aligning our legal and technical standards, we could create pathways for seamless data flows that enhance cooperation and facilitate the global exchange of ideas and best practices”.

    Next, Tatiana Molcean, Executive Secretary of the Economic Commission for Europe (ECE), highlighted its efforts to facilitate trade by streamlining trade-related processes and digitalizing the exchange of information.  ECE hosts the United Nations Centre for Trade Facilitation and Electronic Business, which develops interoperable data exchange standards and policy recommendations, enabling seamless data exchange across systems, borders and value chains.  “Today, many products have AI embedded.  Ensuring their conformity and safety presents new challenges,” she said, adding that ECE has released guidance for regulatory compliance of products and services using embedded AI or other digital technologies.

    Julia Glidden, Group President of Ipsos Public Affairs, said that “it is easy to talk about sexy data-driven topics like GenAI, Edge Computing [and] geospatial intelligence”, but it is also essential to combine established technologies with sophisticated data analytics.  As an example, she said, her organization worked with Mondelez, a multinational food producer, to use data to understand cocoa farmers’ working conditions and economic growth.  Collecting reliable data meant reaching communities in remote areas, often traveling by foot, donkey and canoe to capture and transmit data from areas that often lack electricity, let alone Wi-Fi.  They did so “by using tablet devices enabled by Ipsos’s iField” technology, she added.

    Fernand Bale, Director of the Geographic and Digital Information Center of Côte d’Ivoire, said that because geospatial information integrates diverse data and scientific approaches, it “enables policymakers to process large amounts of data, thereby strengthening the interface between policy and science”.  Communities and Governments can use geospatial information and maps to visualize locations where critical infrastructure is needed, or areas affected by disasters, pollution or biodiversity loss.  By enhancing policies and capacities related to geospatial information, “we democratize access to data and knowledge”, he said.

    Moderated by Lok Bahadur Thapa (Nepal), Vice-President of the Economic and Social Council and co-facilitator of the Fourth International Conference on Financing for Development, the sixth panel focused on “Financing and investment solutions for sustainable development in countries in special situations”.

    The speakers for the fireside chat were Jose Antonio Ocampo, Professor at the School of International and Public Affairs, Columbia University, and Robert Powell, Special Representative of the International Monetary Fund (IMF).

    Mr. Ocampo noted that levelling the playing field is not enough for countries in special situations.  Debt and tax cooperation are “pressing problems”, he said, calling for interaction between regional and global institutions and urging the fulfilment of historical commitments for developing countries.  He observed that interaction with Governments and monitoring of graduating countries will uncover systemic inequalities on the ground. 

    Mr. Powell, stating that coordination and trust are critical for efficiency across the UN system, said that Member States in New York are responsible for ensuring that “messaging remains consistent”.  Noting that major financial reforms are already taking place, he spotlighted the Fund’s “historic” special drawing rights (SDRs) allocation of $650 billion and the creation of the Resilience and Sustainability Trust.

    The panel began with Rabab Fatima, High Representative for Least Developed Countries, Landlocked Developing Countries and Small Island Developing States, stressing that the Fourth International Conference on Financing for Development must deliver a renewed global financing framework.

    For her part, Rebeca Grynspan, Secretary-General of the UN Conference on Trade and Development (UNCTAD), pointing to the term “countries in special situations”, observed that States’ perseverance and transformation potential make them “truly special”.  However, there is nothing “special” about small island developing States defaulting on their development to not default on their debt, she said, calling for maximizing the impact of development on technological progress.

    Mathew Gbonjubola, Co-Chair of the Committee of Experts on International Cooperation in Tax Matters, said that developing countries widely adopt the UN Model Double Taxation Convention.  The Committee also supports capacity-development activities and reviews standards — designed from the point of view of developed economies — through the prism of developing countries.  He added that giving the developing countries the ability to sit at the table in designing the world tax system is key.

    “Although Africa has integrated into the global financial system, its economies remain constrained by limited access to stable financing,” observed Claver Gatete, Executive Secretary of the Economic Commission for Africa (ECA).  The continent’s debt exceeds $1 trillion, and its countries annually spend millions in debt servicing — “resources that could have been invested in other development priorities”, he noted.  Through the African High-Level Working Group, the Commission works to scale up bank financing and ensure better returns.

    “Over the past two days, we have witnessed the [Economic and Social Council] ecosystem in action, providing ideas and solutions on how to turbocharge implementation as we approach the 2030 deadline of the SDGs,” said Navid Hanif, Assistant Secretary-General for Economic and Social Affairs, Department of Economic and Social Affairs, in his closing remarks.  Noting that this year’s coordination segment was the first since the adoption of the Pact for the Future, he said it has delivered “a clear call to strengthen coordination within the UN system, reduce duplication and address misalignment of partnerships”.

    Anatolio Ndong Mba (Equatorial Guinea), Vice-President of the Economic and Social Council and Chair of the Coordination Segment, said that this year’s meeting has demonstrated that political will can elevate international cooperation to new heights and deliver concrete solutions. “The coordination segment is not just about reflection; it is about action and charting the way forward”, he stated, urging those present to carry forward the momentum and translate discussions into action.  He added:  “We have a responsibility to the people we represent.  The time for bold and coordinated leadership cannot be postponed anymore.”
