  • MIL-OSI Russia: IMF Executive Board Concludes 2024 Article IV Consultation with Grenada

    Washington, DC: On January 24, the Executive Board of the International Monetary Fund (IMF) concluded the Article IV consultation[1] with Grenada.

    Through end-June 2024, Grenada’s economy was experiencing sustained strong growth supported by buoyant tourism, moderating inflation, and a narrowing current account deficit. A surge in Citizenship-by-Investment (CBI) revenue supported a strong improvement in the fiscal position and reduction in public debt. The financial system remained stable. On July 1, Hurricane Beryl caused damage in excess of 16 percent of GDP on the Grenadian islands of Carriacou and Petite Martinique, as well as in the northern parishes of the main island. The authorities responded swiftly with a package of fiscal measures, including suspension of fiscal rules to permit temporary deficit spending in support of the recovery and reconstruction.

    Grenada’s near-term economic growth is projected to remain resilient at 3.9 percent in 2025, buoyed by limited hurricane damages to tourism infrastructure and the authorities’ large recovery and reconstruction spending. Sizable government savings and triggering of disaster-contingent instruments create fiscal space for these spending needs. Assuming a subsequent timely return to the fiscal rules, public debt is projected to continue falling and reach the debt target of 60 percent of GDP by 2030.

    Over the medium-term GDP growth is projected to slow given the tourism sector operates near its peak-season capacity. Key downside risks include the threat of further natural disasters, potential shocks to tourism demand, and the uncertain scale of future CBI inflows, while the domestic non-bank financial system faces rising vulnerabilities from the continued rapid expansion of credit unions and the rising costs of property insurance. Prospective hotel developments and public investment projects represent upside risks to the medium-term growth outlook.

    Executive Board Assessment[2]

    Executive Directors agreed with the thrust of the staff appraisal. They welcomed Grenada’s robust economic performance in 2023 and the first half of 2024, buoyed by strong tourism. Directors also commended the authorities’ swift and prudently tailored response to Hurricane Beryl, which supported disaster-relief and helped mitigate the impact on economic growth. Noting that the medium-term outlook remains subject to risks from natural disasters, uncertain Citizenship-by-Investment (CBI) flows, and other external shocks, they encouraged the authorities to exercise continued fiscal prudence and to pursue structural reforms to boost long-term growth and enhance resilience, while leveraging Fund technical assistance.

    Directors welcomed Grenada’s commitment to fiscal prudence and debt sustainability and emphasized the importance of a timely return to the suspended fiscal rules. In that context, they noted the need for continued expenditure prioritization and revenue mobilization to create fiscal space for future investment needs, including for climate resilience. Further strengthening public investment management and budget planning processes would also be important. Directors also saw merit in developing a more uniform framework for managing all CBI resources and encouraged continued progress in resolving outstanding official arrears.

    Directors welcomed the banking system’s resilience despite repeated shocks. They emphasized the need for vigilance and strengthened oversight in the rapidly expanding credit union sector. Directors encouraged strengthening data collection and regional collaboration in the property insurance sector, given rising premiums. They also agreed that further enhancements in the AML/CFT frameworks are essential, including to safeguard correspondent banking relationships.

    Directors commended the authorities’ implementation of Grenada’s Disaster Resilience Strategy including investments in a risk-layering framework of disaster-contingency insurance and financing instruments. Moving forward and noting the risk of future natural disasters, they emphasized the importance of further advancing the energy transition and investment in disaster resilient infrastructure, with support from private financing.

    Directors also encouraged sustained structural reform efforts to foster long-term growth, including investing in active labor market policies and continuing efforts to support off-season and niche tourism. Addressing data gaps is also important.

    It is expected that the next Article IV Consultation with Grenada will be held on the standard 12-month consultation cycle.

  • MIL-OSI United Nations: UNRWA delivers bulk of aid in Gaza, as destruction mounts in West Bank

    Some 30,000 residents from Jenin refugee camp in the occupied West Bank have fled their homes after large swathes of it were destroyed in a series of controlled detonations by the Israeli security forces (ISF), the UN agency for Palestine refugees (UNRWA) said on Tuesday.

    UNRWA’s communications director Juliette Touma described catastrophic scenes at the camp, where some 100 buildings had been “destroyed or heavily damaged” by the detonations at the weekend.

    The camp’s residents had “endured the impossible”, she said, after nearly two months of “unceasing and escalating violence” linked to the Israeli military operation.

    The detonation on Sunday was when children were supposed to go back to school,” Ms. Touma explained, adding that the 13 UNRWA schools in the camp and its surrounding areas remain closed, depriving 5,000 children of education.

    Israeli ban

    UNRWA faces unprecedented challenges to continue carrying out its work following the Israeli parliament’s adoption in October last year of two laws banning its operations in Israeli territory and prohibiting Israeli authorities from having any contact with the agency. The Knesset laws entered into force last Thursday.

    Still, Ms. Touma said that to this day, the Government of Israel has “not communicated to UNRWA how they intend to implement” the laws.

    The agency’s teams are “staying and delivering” in the remaining parts of the West Bank, Ms. Touma said, with basic services, including primary healthcare and education ongoing.

    Schools and clinics remain open, including in occupied East Jerusalem, providing services to refugees,” the UNRWA spokesperson said. “We are seeing attendance at UNRWA schools at over 80 to 85 per cent.”

    Ms. Touma also reported a “steady increase” in the number of patients visiting the UNRWA health centres in the West Bank, with one clinic in East Jerusalem recording more than 400 patients a day.

    Turning to the Gaza Strip, where humanitarian needs are sky-high, Ms. Touma said that the “biggest priority” for UNRWA teams there is distributing supplies from 4,200 aid trucks that have entered the enclave since the start of the ceasefire on 19 January.

    This is the target number that was set as part of the initial phase of the ceasefire and represents a welcome boost for the people of Gaza whose needs remain enormous – particularly among the hundreds of thousands of people who have returned to the shattered north.

    More trucks are expected to arrive later this week, Ms. Touma said, adding that “hundreds of trucks” are waiting to enter Gaza from Egypt and Jordan.

    Truce opportunity

    The first phase of the temporary truce between Israel and Hamas followed more than 15 months of war which in which some 46,000 Palestinians were killed, according to the Gaza health authorities. The conflict was sparked by the 7 October 2023 Hamas-led attacks on Israel, in which some 1,200 people were killed and 250 were taken hostage.

    Ms. Touma stressed that UNRWA has brought in 60 per cent of all supplies that came into Gaza since the ceasefire began and that the “vast majority” of the aid is distributed by the agency which has more than 5,000 staff there. A fifth of them are health workers, Ms. Touma added, underscoring UNRWA’s major role as a primary healthcare provider in the enclave, offering an average of 17,000 daily consultations.

    Following the Knesset ban, UN chief António Guterres and the heads of many UN agencies insisted that UNRWA is irreplaceable in the Occupied Palestinian Territory.

    Besides obstacles stemming from the new Israeli legislation, the agency’s operations are also constantly in jeopardy because of its “very bad” financial health, Ms. Touma said. The United States, notably, had stopped funding UNRWA as of January 2024.

    The UNRWA spokesperson said that the agency was able to pay salaries to its workers last month but had limited visibility over its financial situation, calling the funding crisis “endemic”.

  • MIL-OSI USA: NASA Archive Evolves While Still Calling USGS Home

    NASA established the LP DAAC at the USGS Earth Resources Observation and Science (EROS) Center more than three decades ago to manage some data from its Earth Observing System (EOS). But NASA’s roots at EROS run even deeper: The center began as NASA’s archive partner in the 52-year-old Landsat satellite program. 

    The dedication ceremony at USGS EROS in 1990 for the establishment of the Land Processes Distributed Active Archive Center (LP DAAC). 

    About 40 USGS EROS federal and contract employees provide the workforce for the LP DAAC, which archives NASA-funded land data from sensors located on satellites and the International Space Station. Some LP DAAC employees first worked at other positions at EROS, which has expanded from its initial archive purpose into Landsat satellite operations and science applications. Similarly, some previous LP DAAC employees have shifted into other departments at EROS.

    Today, data from both the LP DAAC and USGS EROS archives are used by scientists in government agencies, universities and other organizations around the world to monitor and make decisions about topics that range from agriculture and wildfires to urban planning, flooding and hotspot detections. 

    The recent LP DAAC Annual User Working Group (UWG) Meeting at EROS spotlighted just a few of the many uses for remote sensing data. The LP DAAC UWG is made up of 15 representatives in various career stages at universities, government agencies and commercial endeavors whose work involves using LP DAAC data, tools and resources. 

    The data come from well-known sensors such as the Moderate Resolution Imaging Spectroradiometer (MODIS) and newer sensors like the Global Ecosystem Dynamics Investigation (GEDI). The LP DAAC also archives the Harmonized Landsat Sentinel-2 (HLS) data, produced from a combination of data from Landsat satellites and European Sentinel-2 satellites.

    Some LP DAAC users also use EROS-generated data—commonly Landsat, but also science products like the National Land Cover Database (NLCD), now called Annual NLCD; LANDFIRE (Landscape Fire and Resource Management Planning Tools); and Monitoring Trends in Burn Severity (MTBS).  

    ‘Tons of Connections’ Between LP DAAC Users and EROS

    The User Working Group was designed to help the LP DAAC learn more about current and future user needs and to collect feedback on how to better support user communities. The working group learned, too—from updates about changes at the LP DAAC and NASA’s 11 other Distributed Active Archive Centers around the country to status reports about the LP DAAC’s active sensors. 

    They also heard about Landsat updates and were given an overview of the science work at EROS. EROS employees were invited to attend as well to become more familiar with the LP DAAC.

    “Hosting at EROS gives us a unique opportunity to kind of expand our User Working Group, because you’ve got the USGS science projects that are also users of LP DAAC data. There’s tons of connections. And then it’s kind of a two-way street because I’ve also got UWG members that are using LANDFIRE data and a lot using Landsat data,” said USGS LP DAAC Project Scientist Cole Krehbiel.

    The User Working Group members who attended in person learned more about the EROS archive (below left) firsthand as they were led on a basement tour showing aisles and aisles of shelves loaded with older media containing Landsat and aerial imagery. “It’s funny that the basement is always everyone’s favorite, I think, and seeing those old rolls of film,” Krehbiel said.

    In technological contrast, they also viewed supercomputers, available for use by USGS and other Department of Interior scientists, in a climate-controlled computer room at EROS (below right). The computer room also contains several storage racks of LP DAAC data—at least for now. 

     

    Updates on LP DAAC Data Access Efforts

    One LP DAAC update that the User Working Group heard about will affect those EROS computer room racks. 

    The LP DAAC has been in the process of moving its archive data into the commercial cloud environment for several years so it can be more interoperable, or more easily used in combination with other datasets by scientists. “Datasets are important on their own and stand alone. But they’re better together,” said Chris Torbert, USGS Project Manager for the LP DAAC. 

    The vast majority of the LP DAAC data that users work with has now been moved to the cloud, the User Working Group was informed, and the LP DAAC will reduce its physical storage footprint at EROS within a year. Still taking up room at EROS for a couple of years will be data from the Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER) sensor, which launched in 1999. At the conclusion of a processing effort to create a collection in the cloud of all the ASTER data, that data will be removed physically from EROS, too.

    Another update provided to the User Working Group included the LP DAAC’s web presence, which soon will shift from an individual website managed by the USGS to a unified NASA website with the other DAACs. LP DAAC data is accessed through the LP DAAC-developed AppEEARS (Application for Extracting and Exploring Analysis Ready Samples) tool, which serves several other DAACs, too. AppEEARS also currently offers Landsat U.S. Analysis Ready Data (ARD) Surface Reflectance products; integrating those data into AppEEARS was a recommendation from the UWG and a collaborative effort between USGS EROS and the LP DAAC.

    AppEEARS provides access, processing and visualization of popular LP DAAC data all in one spot. The LP DAAC wants to explore adding other EROS data products, in addition to Landsat ARD, to AppEEARS for the convenience of its user community using multiple datasets. At the top of the wish list from the UWG was the Annual NLCD products, which the LP DAAC plans to integrate into AppEEARS this year.

    Among the LP DAAC User Working Group’s newest members is EROS’ own Birgit Peterson, a USGS supervisory geographer and the fire science team lead in the Integrated Science and Applications Branch. Peterson uses GEDI data that’s stored in the LP DAAC to get a three-dimensional view of vegetation that can act as fuel for fires and help indicate how a fire would behave in a forest, for example. 

    Attending the LP DAAC meeting was eye-opening for Peterson, who had given little thought to how the data she downloaded and used became available. Now, she realizes, “there’s a whole science behind it. There’s a whole technology. It makes me want to go out and try different ways to get at some of the data that were talked about.”

    Times have changed for the better, she said. “The level of thought that is being put into how we get data out there, just comparing back to 10, 15, close to 20 years ago, has improved so dramatically.”

    Peterson hopes to not only represent her own project interests on the User Working Group, but also help represent the perspective of scientists she knows who, with severely limited time, need remote sensing data to be easy to access and use.

    “Birgit was an extremely good candidate with her experience with the LANDFIRE program and also wildfire management, fire ecology and those sorts of things,” Krehbiel said. “We were definitely interested in bringing someone into the User Working Group to represent EROS because it is such a huge user community.”

     

    Big Developments Expected for Data Management at EROS

    Both the LP DAAC and USGS archive at EROS are looking forward to separate planned Earth observation missions that would significantly expand their data management work in coming years. 

    The Surface Biology and Geology (SBG) mission is building a new satellite with aspirations for a second, each collecting different data. “I would say, for 30 years, by and large, the LP DAAC has been the MODIS and ASTER DAAC. That’s really been our identity,” Torbert said. “In the future, it’s SBG.”

    Meanwhile, the next iteration of Landsat satellites, labeled Landsat Next, is planned to be a constellation of three satellites offering more frequent revisit times around the Earth than previous Landsat satellites. Landsat Next is expected to collect about 20 times the amount of data collected by its predecessor, Landsat 9, which is currently orbiting with Landsat 8.

    “To have Landsat Next and SBG both be managed at USGS EROS is a huge accomplishment, and we should be very proud of our center for that,” Krehbiel said.

  • MIL-OSI Global: What the ‘moral distress’ of doctors tells us about eroding trust in health care

    I sit on an ethics review committee at the Albany Med Health System in New York state, where doctors and nurses frequently bring us fraught questions.

    Consider a typical case: A 6-month-old child has suffered a severe brain injury following cardiac arrest. A tracheostomy, ventilator and feeding tube are the only treatments keeping him alive. These intensive treatments might prolong the child’s life, but he is unlikely to survive. However, the mother – citing her faith in a miracle – wants to keep the child on life support. The clinical team is distressed – they feel they’re only prolonging the child’s dying process.

    Often the question the medical team struggles with is this: Are we obligated to continue life-supporting treatments?

    Bioethics, a modern academic field that helps resolve such fraught dilemmas, evolved in its early decades through debates over several landmark cases in the 1970s to the 1990s. The early cases helped establish the right of patients and their families to refuse treatments.

    But some of the most ethically challenging cases, in both pediatric and adult medicine, now present the opposite dilemma: Doctors want to stop aggressive treatments, but families insist on continuing them. This situation can often lead to moral distress for doctors – especially at a time when trust in providers is falling.

    Consequences of lack of trust

    For the family, withdrawing or withholding life-sustaining treatments from a dying loved one, even if doctors advise that the treatment is unlikely to succeed or benefit the patient, can be overwhelming and painful. Studies show that their stress can be at the same level as people who have just survived house fires or similar catastrophes.

    While making such high-stakes decisions, families need to be able to trust their doctor’s information; they need to be able to believe that their recommendations come from genuine empathy to serve only the patient’s interests. This is why prominent bioethicists have long emphasized trustworthiness as a central virtue of good clinicians.

    However, the public’s trust in medical leaders has been on a precipitous decline in recent decades. Historical polling data and surveys show that trust in physicians is lower in the U.S. than in most industrialized countries. A recent survey from Sanofi, a pharmaceutical company, found that mistrust of the medical system is even worse among low-income and minority Americans, who experience discrimination and persistent barriers to care. The COVID-19 pandemic further accelerated the public’s lack of trust.

    In the clinic, mistrust can create an untenable situation. Families can feel isolated, lacking support or expertise they can trust. For clinicians, the situation can lead to burnout, affecting quality and access to care as well as health care costs. According to the National Academy of Medicine, “The opportunity to attend to and ease suffering is the reason why many clinicians enter the healing professions.” When doctors see their patients suffer for avoidable reasons, such as mistrust, they often suffer as well.

    At a time of low trust, families can be especially reluctant to take advice to end aggressive treatment, which makes the situation worse for everyone.

    Ethics of the dilemma

    Physicians are not ethically obligated to provide treatments that are of no benefit to the patient, or may even be harmful, even if the family requests them. But it can often be very difficult to say definitively what treatments are beneficial or harmful, as each of those can be characterized differently based on the goals of treatment. In other words, many critical decisions depend on judgment calls.

    Consider again the typical case of the 6-month-old child mentioned above who had suffered severe brain injury and was not expected to survive. The clinicians told the ethics review committee that even if the child were to miraculously survive, he would never be able to communicate or reach any “normal” milestones. The child’s mother, however, insisted on keeping him alive. So, the committee had to recommend continuing life support to respect the parent’s right to decide.

    Physicians inform, recommend and engage in shared decision-making with families to help clarify their values and preferences. But if there’s mistrust, the process can quickly break down, resulting in misunderstandings and conflicts about the patient’s best interests and making a difficult situation more distressing.

    Moral distress in health care.

    When clinicians feel unable to provide what they believe to be the best care for patients, it can result in what bioethicists call “moral distress.” The term was coined in 1984 in nursing ethics to describe the experience of nurses who were forced to provide treatments that they felt were inappropriate. It is now widely invoked in health care.

    Numerous studies have shown that levels of moral distress among clinicians are high, with 58% of pediatric and neonatal intensive care clinicians in a study experiencing significant moral distress. While these studies have identified various sources of moral distress, having to provide aggressive life support despite feeling that it’s not in the patient’s interest is consistently among the most frequent and intense.

    Watching a patient suffer feels like a dereliction of duty to many health care workers. But as long as they are appropriately respecting the patient’s right to decide – or a parent’s, in the case of a minor – they are not violating their professional duty, as my colleagues and I argued in a recent paper. Doctors sometimes express their distress as a feeling of guilt, of “having blood on their hands,” but, we argue, they are not guilty of any wrongdoing. In most cases, the distress shows that they’re not indifferent to what the decision may mean for the patient.

    Clinicians, however, need more support. Persistent moral distresses that go unaddressed can lead to burnout, which may cause clinicians to leave their practice. In a large American Medical Association survey, 35.7% of physicians in 2022-23 expressed an intent to leave their practice within two years.

    But with the right support, we also argued, feelings of moral distress can be an opportunity to reflect on what they can control in the circumstance. It can also be a time to find ways to improve the care doctors provide, including communication and building trust. Institutions can help by strengthening ethics consultation services and providing training and support for managing complex cases.

    Difficult and distressing decisions, such as the case of the 6-month-old child, are ubiquitous in health care. Patients, their families and clinicians need to be able to trust each other to sustain high-quality care.

  • MIL-OSI Global: Hunger rises as food aid falls – and those living under autocratic systems bear the brunt

    “No famine has ever taken place in the history of the world in a functioning democracy,” observed Nobel Prize-winning economist Amartya Sen in his 1999 book “Development as Freedom.”

    My recent research doesn’t tackle Sen’s central argument – premised on the belief that democratic leaders prioritize food security because they cannot win reelection if the most basic needs of their constituents are not met – head on. Instead, I explored an auxiliary question: Do democratic governments cope better than their autocratic counterparts when their countries are confronted by sudden drops in food aid?

    The answer is a resounding “yes.”

    I came to that conclusion by analyzing food insecurity data from 110 countries from 2000 to 2020.

    Food aid – a form of international assistance in which donors give food, or funds to buy food, to low- or middle-income countries – has recently fallen, reaching fewer people in 2024 than in 2023, according to estimates from the World Food Program, a United Nations agency. Major donors like Germany and the United States have reduced or suspended aid, citing budgetary constraints or concerns about theft, including to some of the neediest countries, such as Afghanistan, Haiti and Ethiopia. Adding to concerns, the Trump administration has signaled that it may move to “close down” the U.S. Agency for International Development, or USAID, the largest provider of global food assistance.

    At the same time, the world has faced a significant hunger crisis since 2019 due to a combination of factors, including the impacts of civil conflict, climate change and stubbornly high prices.

    I wanted to determine whether food aid cuts and rising hunger are connected, and if democracy matters. I started by cataloging instances when countries had experienced significant reductions in food aid inflows. I then looked at whether those “aid shocks” were followed by upticks in food insecurity, using data from the U.N.’s Food and Agricultural Organization. Finally, I assessed whether the relationship between aid shocks and food insecurity varied across countries and political systems.

    The results indicate that autocracies experience heightened food insecurity when sharp cuts to international food assistance occur, whereas democracies keep their people fed.

    For example, autocratic Eswatini, an absolute monarchy in southern Africa that was formerly known as Swaziland, experienced a food aid shock in 2010 that was followed by a 2 percentage point uptick in the prevalence of undernourishment. In contrast, when Mongolia, a robust democracy, experienced an aid shock in 2007, undernourishment actually declined by about 3 percentage points.

    On the one hand, this isn’t entirely surprising, as democratic leaders – unlike their autocratic counterparts – have to face the public in national elections, and winning is difficult when people are experiencing widespread hunger. Because leaders in a democracy are more accountable to their citizens, they make more of an effort to make up for the lost aid or cushion the adverse effects of food aid shocks on their populations.

    On the other hand, democracies often struggle to move quickly, due to their complex policymaking processes and checks and balances. This may lead some to conclude that it is harder for them to move nimbly during a foreign aid crisis.

    Why it matters

    While many question the effectiveness of aid, including food aid, my findings suggest that cutting it – as some critics suggest – will have negative effects on the health and well-being of vulnerable people around the world. Already, food systems experts have expressed fears over the Trump administration’s proposed aid freezes and the potential breaking up of USAID.

    For this reason, donor nations should be cautious about halting or rapidly shifting their foreign giving.

    At the same time, donor governments, which are mostly Western democracies, have often used aid as a tool for promoting democratic institutions, at times cutting off aid to autocratic countries that abuse human rights. While this practice seems sensible to donors that wish to punish or discourage autocrats, my findings raise a significant concern: People living in autocratic countries may be left starving when aid is withdrawn.

    And donor nations could take further steps to support democratization and democratic resilience, particularly in countries that are vulnerable to food insecurity. For example, donors can engage with civil society groups in aid-recipient nations, empowering them with tools and techniques to promote, protect and preserve democratic institutions. This way, countries will be more resilient and less likely to fall into crisis levels of hunger if and when aid cuts occur.

    What’s next

    While there is a tendency to treat governments as either “democratic” or “autocratic,” that approach obscures a good deal of nuance. Democracies vary in terms of their rules, procedures and governing structures. Likewise, autocracies can differ greatly from one another, with military regimes, personalist dictatorships and party-based autocracies each having unique characteristics.

    Moving forward, I hope to dig into these varieties of democracy and autocracy to see how countries representing each respond to aid shocks.

  • MIL-OSI USA: Budd, Tillis, Rouzer Introduce Bill to Ensure Aid Access for All Types of WNC Homes

    Washington, D.C. — Senators Ted Budd (R-NC), Thom Tillis (R-NC), along with Reps. David Rouzer (R-NC), Jerry Nadler (D-NY), Ritchie Torres (D-NY), and Brittany Pettersen (D-CO) have introduced the Disaster Assistance Fairness Act.

    The bill would require the President to direct the Federal Emergency Management Agency (FEMA) to remove debris from real estate owned by homeowners associations and condominiums when a state or local government determines the debris and wreckage constitute a threat to life, public health, or safety, or the economic recovery of the community.

    The bill would also clarify that FEMA should provide homeowners with financial assistance for the repair of “essential common elements,” such as roofs, heating and cooling equipment, stairwells, and plumbing or electricity.

    Senator Budd said in a statement:

    “The scope of the devastation in Western North Carolina continues to require the federal government to work quickly to help folks in their time of need. Our legislation will cut through red tape and remove dangerous debris from mountain homes. It will also make sure that all North Carolinians are eligible for disaster assistance regardless of the type of community they live in.  I will continue to work with my colleagues to provide Western North Carolina with the assistance they need, as quickly as possible.”

    “As I have said since Helene struck Western North Carolina, we must respond differently to natural disasters.     “Last year’s hurricane season reminded us natural disasters do not discriminate among neighborhoods, location, or housing arrangements.  No matter your living situation, every individual deserves the same access and support in recovery. Yet, under FEMA’s current eligibility rules, certain individuals in condos, co-ops, and homeowner associations do not have access to Individual Assistance to cover the damage of common elements, often requiring increased costs for individuals to rebuild. This Disaster Assistance Fairness Act allows these individuals to receive the same assistance as everyone else.”

Kemp today announced changes to his legal staff, following the announcement that current Executive Counsel Kristyn Long will depart the Governor’s Office to serve as General Counsel for the Georgia Hospital Association, effective February 14. Sam Hatcher will then serve as Executive Counsel, as Christine Hayes and Rachel Byers continue to serve as Deputy Executive Counsel and Associate Executive Counsel, respectively. Additionally, Governor Kemp announced Evan Meyers departed at the end of January following over three years of dedicated service as Deputy Executive Counsel.

    WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.) on Friday convened Vermonters to discuss how the Trump Administration’s federal funding freeze has impacted communities, families and workers across the state.  
    “This Administration is blocking the federal funding that Vermonters rely on—for their health care, child care, education, nutrition, community safety, disaster recovery, firefighting, and so much more. This is shocking, appalling, and it also happens to be illegal. When it comes to Congressional appropriations and the Article I powers of Congress, President Trump does not have the right to pick and choose what he’ll honor. It’s clear his main mission is to create incredible chaos and confusion for our communities,” said Senator Welch. “I am working with my Democratic colleagues in the Senate and with the Vermont Delegation to push back on this cruelty and do everything we can to stop this federal funding freeze.” 
    President Trump’s order to halt the disbursement of trillions of dollars in federal funding was issued by the Office of Management and Budget (OMB). The federal courts temporarily blocked the order, and on Monday extended the temporary restraining order. In addition, the court has required OMB to re-open funding currently held by the government and provide the court a compliance report by the end of the week.

    If allowed to proceed, the order would cause chaos in Vermont. The funding freeze could: 

    Freeze funding for Head Start, which provides early childhood education for around 1,200 children in Vermont. The state received around $26.8 million last year for the program.  
    Freeze funding for Community Health Centers in Vermont, which supported the state with $25.1+ million in funding for health care in 2023 and served nearly 200,000 patients.  
    Freeze funding for more than 10,000 women, infants, and children in Vermont who use WIC to keep from going hungry, as well as stop funding for more than 12,000 Vermont seniors who rely on nutritious food from Meals on Wheels and at senior centers. 
    Freeze grant funding from the Community Oriented Policing Services (COPS) Program, which provided $625,000 for our law enforcement in Vermont last year.  
    Freeze funding for home heating assistance for nearly 24,000 Vermonters who use the Low-Income Home Energy Assistance Program (LIHEAP) to stay warm through the winter.  
    Freeze funding for 9,000 Vermonters who rely on Section 8 vouchers to keep a roof over their head, and risk shutting down housing and shelter services for unhoused youth. 
    Freeze funding for Vermont’s opioid response, which could lose around $5.9 million in funding to prevent, treat and support recovery services.   
    Freeze funding for Vermont’s small businesses impacted by disasters, which would lose $30.3 million on small business loans.

  • MIL-OSI United Kingdom: New £13m police centre to tackle violence against women and girls

    Government announces new intelligence-led national policing centre to put the experiences of victims at the heart of police investigations.

    A new intelligence-led national policing centre will put the experiences of victims of child sexual abuse, rape and sexual offences, domestic abuse and stalking at the heart of police investigations – backed by more than £13 million of government funding.

    The National Centre for VAWG and Public Protection, run by the National Police Chiefs’ Council and the College of Policing, will be based in Ryton and bring together around 100 officers and staff to prioritise tackling violence against women and children across England and Wales.

    For too long, crimes disproportionately impacting women and girls, such as domestic abuse and grooming gangs, have not been met with the specialist response they require.

    Police efforts to tackle these crimes will now benefit from a national coordinating function – a specialist capability usually reserved for counterterrorism and serious and organised crime – making sure victims get a consistent level of support regardless of where they are in the country.

    The government has been clear it will prioritise protecting women and children from these harms as part of our commitment to halve violence against women and girls in a decade through our Plan for Change. This new policing centre will ensure that standards in tackling them are driven up across the country.

    This funding builds on measures set out before Christmas to introduce Raneem’s Law and embed domestic abuse specialists in 999 control rooms, action to tackle spiking and stalking, as well as new measures to tackle the scourge of child sexual abuse, including mandatory reporting and increased funding for the Child Sexual Exploitation Police Taskforce.

    Launching in April, the centre will build on existing areas of work to:

    • roll out new quality training for police officers across the country in tackling violence against women and girls and child sexual abuse, implementing a manifesto commitment
    • professionalise public protection work within policing so that future police leaders will all be expected to have built up experience and training in public protection roles
    • deploy intelligence-led tactics used to target other serious offenders to pursue domestic abusers, rapists and stalkers
    • work with the National Crime Agency to ensure that all forces are supported to respond to online child sexual abuse
    • drive up investigative and operational standards across all 43 police forces in England and Wales in tackling these crimes
    • train more police officers in the skills necessary to tackle violence against women and girls and child sexual abuse
    • ensure the latest academic research informs investigative practices

    This announcement aims to build confidence in victims to come forward to report crimes to the police, knowing they will receive the service they deserve.

    Home Secretary Yvette Cooper said:

    Women and girls experience violence and abuse each year, yet for far too long it just hasn’t been taken seriously enough by policing, the criminal justice system or the government.

    Warm words are not enough. We need to drive up standards and start treating the epidemic of violence against women and children with the seriousness it deserves.

    We have national specialist standards and leadership on serious and organised crime, terrorism and public order, but not on public protection – even though it needs proper specialist skills and training to go after dangerous perpetrators and keep victims and survivors safe. That is why we are setting up the first policing national centre for public protection to drive up standards and tackle these terrible crimes.

    To ensure there is a cohesive and effective response across all 43 forces in England and Wales, the centre will work closely with the Home Office to deliver the government’s manifesto commitment to set out consistent and standard practices for responding to these crimes, including through improved training for officers. This will mean officers have the right skills and training to respond appropriately to victims of VAWG and child sexual abuse.

    This will include developing and rolling out high-quality training for frontline, specialist and leadership roles and for critical functions such as rape and sexual offences teams where educated, and specialist support is vital to build victim confidence.

    T/CC Maggie Blyth, National Police Chief’s Council lead for Violence Against Women and Girls said:

    We welcome the official announcement and the financial support from government to implement a national centre to further protect victims and enhance our specialist capability to target perpetrators.

    The centre will build on existing police work and progress made in tackling violence against women and girls, allowing us to mandate nationwide improvements to support forces and frontline officers to carry out their jobs effectively.

    Our officers work tirelessly every day to bring offenders to justice and keep people safe, but we need to do more and that starts with equipping our officers with the right training and support to be able to investigate effectively, in the same way as we would provide specialist training to firearms or public order officers. We also need to better support victims through the criminal justice process and alongside partners, we will drive improvements for swifter justice and a quicker more robust response when people seek our help.

    The centre will unify three existing victim-orientated policing programs – Operation Soteria, the national VAWG Taskforce and the Vulnerability Knowledge and Practice Programme, which focus on protecting vulnerable people including victims of child sexual abuse. Building on programs like Operation Soteria, the centre will work with academics to ensure an evidence-based approach, transforming the way policing looks at and responds to these crimes.

    Assistant Chief Constable Tom Harding, the College of Policing’s Director of Operational Standards, said:

    Policing is dedicated to protecting women and girls by targeting those who seek to harm them; and ensuring victims have the confidence to come forward, that they are listened to, treated compassionately and receive the best possible service.

    We’ll place victims at the heart of the new centre and work across law enforcement, government and both the public and voluntary sectors to boost the training we give to officers. The College of Policing will support forces to achieve the highest possible standards and improve the response to violence against women and girls.

    This investment is a core part of the government’s mission to halve violence against women and girls in a decade and treat it as a national emergency as part of the wider Safer Streets Mission.

    SCRANTON – The United States Attorney’s Office for the Middle District of Pennsylvania announced that Delvin Hutchinson, age 33, of Stroudsburg, Pennsylvania, was sentenced on January 31, 2025, to 60 months’ imprisonment by United States District Court Judge Robert D. Mariani for making false statements in connection with the acquisition and attempted acquisition of firearms.  On September 3, 2024, a federal jury in Scranton convicted Hutchinson of all three counts of an indictment following a four-day trial.   

    According to Acting United States Attorney John C. Gurganus, in March of 2019, Hutchinson straw purchased a total of seven firearms for his friend, a person prohibited from purchasing or possessing firearms.  The prohibited person submitted online orders for firearms, which Hutchinson would pick up in exchange for a cash payment. There was a pending online order for two more firearms when Hutchinson was initially questioned by the Bureau of Alcohol, Tobacco, Firearms and Explosives Agents concerning the multiple handgun purchases.  All of the firearms purchased by Hutchinson were cheap, low-quality firearms – not suitable for collection or self-protection, but commonly associated with criminal activity. 

    The case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).  Assistant U.S. Attorneys Robert J. O’Hara and Sarah R. Lloyd prosecuted the case.

  • MIL-OSI Global: Trump’s trade war is forcing Canada to revive a decades-old plan to reduce U.S. dependence

    After threatening Canada and Mexico with illegal tariffs, and Canada with annexation, United States President Donald Trump has agreed to hold off on imposing tariffs on Canada for at least 30 days. This decision came after Prime Minister Justin Trudeau spoke with Trump and committed to strengthening border security.

    While this temporary reprieve provides some breathing room, the long-run question of how Canada should handle Trump and the American descent into authoritarianism remains.

    Early responses seem to have coalesced around two policies: for Canada to trade less with the U.S. and more with other countries and to strengthen the internal Canadian economy.

    Reducing Canada’s dependence on the U.S. economy is necessary in our current moment, as I’ve previously argued. But it will impose significant costs on Canadians and require a fundamental readjustment in how we think about our economy and society.

    The Third Option, revived

    This current crisis isn’t taking place in a historical vacuum. More than 50 years ago, similar concerns about Canada’s dependence on the U.S. led to a policy discussion centred on what became known as the “Third Option.”

    In 1972, then-Secretary of State for External Affairs Mitchell Sharp wrote a paper called “Canada-US Relations: Options for the Future.” At the time, international politics were in a moment of transition, and the U.S. was recalibrating its understanding of its national interest.

    Sharp proposed reconsidering the Canada-U.S. relationship. He observed that while Canadians recognized the benefits of ties with the U.S., they were increasingly wary of the direction of the relationship and in support of measures to “assure greater Canadian independence.”

    Echoing today’s concerns, Sharp argued that the central question for Canada was whether its interdependence with the U.S. would “impose an unmanageable strain on the concept of a separate Canadian identity, if not on the elements of Canadian independence.”

    The options that Sharp proposed are the same ones on offer today:

    1. The First Option: Maintain Canada’s current relationship with the U.S. with minimal policy adjustments
    2. The Second Option: Move toward closer integration with the U.S.
    3. The Third Option: Pursue a long-term strategy to strengthen the Canadian economy and reduce vulnerability

    From three options to one

    Sharp’s analysis is clear on the costs and benefits of free trade. In terms of benefits, economic prosperity would be easier to attain. In fact, this proved decisive in 1988, when Canada embraced the Second Option — closer integration through the 1988 Canada-U.S. Free Trade Agreement.

    But, as Sharp warned presciently, a free-trade agreement would be a “well-nigh irreversible option for Canada” because it would tie the country so closely to the U.S., raising the cost of disentanglement.

    Meanwhile, the U.S. would always be free to redefine the relationship for any reason. This is what happened in 2001 when the U.S. prioritized security over prosperity in response to the 9/11 attacks. It’s what’s happening now.

    As in 2001, deeper integration remains a tempting response to the U.S. But the risks from integration are even greater now, given that Trump is dismantling U.S. democracy at home and trying to bully its neighbours in unprecedented ways.

    Already, Canada is struggling to recruit American allies to fight against the tariffs because U.S. businesses and politicians are afraid to stand up to Trump. Choosing to more deeply integrate would only worsen Canada’s position, making it a part of the U.S. economy while losing even more political influence.

    And that’s without addressing the morality of collaborating with a country that is currently setting up a concentration camp for migrants in Guantanamo Bay.

    Autocratic governments, as Trump’s administration is demonstrating with his ultimatums against Canada and Mexico, are bullies who will always push the advantage. Taking their demands at face value is a surefire way to surrender Canadian autonomy one piece at a time. So, the First Option — maintaining the status quo — is also off the table.

    Which leaves the Third Option.

    The mortal peril facing Canada

    The Third Option has become more appealing across the political spectrum mainly because the U.S. is forcing Canada’s hand. The uncertainty Trump has injected into the relationship, even in the presence of a trade agreement, has made it more costly for businesses to engage in cross-border trade.

    If Trump’s tariff threat remains, and his attack on the rule of law continues, the U.S. market will become even more unattractive, not least because of the toxic uncertainty Trump has injected into the relationship.

    But his actions also underscore the new, extreme danger Canada now faces.

    As Sharp recognized in 1972, shared social values were the bedrock of successful Canada-U.S. relations. He understood that, for the Third Option to work, the relationship needed to be “harmonious.” Even as he considered ways to reduce Canada’s dependence, he never doubted Canada and the U.S. were “broadly compatible societies.”

    That shared foundation — “based on a broad array of shared interests, perceptions and goals” — made it possible for Canada to chart its own path while maintaining a productive relationship with the U.S.

    Today, that assumption no longer holds. The U.S., under Trump, is acting as an expansionist imperial power with little regard for international law.

    This is the needle Canadian politicians have to thread. By geography alone, Canada must continue to have a relationship with the U.S. But the absence of shared values makes it incredibly difficult to have any kind of healthy, productive relationship.

    The cost of democracy

    As Sharp recognized, there is a cost to following the Third Option. It will require a “deliberate, comprehensive and long-term strategy” on a scale not seen since the 1960s — meaning higher taxes, more government intervention and a level of global engagement Canada hasn’t undertaken in quite a while.

    This must all be done in a landscape where Canada and the U.S. no longer share values — a shift even ardent Canadian nationalists recognized was necessary for Canadian independence — while pursuing policies that do not antagonize the U.S.

    For the Third Option to be viable today, Canadians must embrace an independent Canadian identity based on respect for democracy, pluralism, the rule of law and human rights. It likely requires consensus that U.S. authoritarianism is wholly unacceptable to Canada.

    Canada is being pushed toward the Third Option as the least worst approach. But, as was true in Sharp’s time, the Third Option come at a cost. Independence and democracy don’t come for free.

    The Super Bowl is one of the world’s most significant single-day sporting events.

    It attracts over 100 million U.S. viewers and [tens of millions of international viewers], making it an entertainment phenomenon. For Eagles fans who are not making the trip to the Superdome in New Orleans, there will be plenty of places to watch in Philadelphia – including rowdy bars, living rooms and even home tailgates, all while the city is lit in Eagles green.

    For me, the Super Bowl is a real-life laboratory. As a sports scientist, neuropsychology professor and the former athletic director at Drexel University in Philadelphia, I investigate how high-performance athletes prepare cognitively and psychologically for a winning performance on game day.

    When the stakes are at their highest, what can psychology reveal about who is mentally prepared to win the Super Bowl?

    Tough-minded and open to experience

    Research suggests that super-elite athletes are tough-minded and not easily rattled.

    Their psychological profiles look similar to those of high-performance solo classical guitarists or fighter pilots. On personality tests, athletes typically score at least average in extroversion, openness and agreeableness, and high in conscientiousness.

    Professional athletes work incredibly hard and are disciplined, well organized, goal-oriented, reliable and generally sociable.

    A new focus in personality research in competitive athletes is on creativity and, specifically, being open to experience, which includes being receptive to new ideas and being flexible.

    Openness has become increasingly important in the modern blueprint for winning football games. Daniel Memmert, a sports scientist at German Sport University Cologne, calls this “tactical creativity.” It is a cognitive style that allows one to be imaginative and engage in divergent thinking – which is an ability to think flexibly outside of routines and devise multiple solutions – even in real-time competitive situations.

    Divergent thinking in high-performance sports includes focusing on the task at hand and paying attention to relevant information while ignoring irrelevant information in the athletic arena. The creative athlete knows when and where to look in order to win a play or avoid a costly error.

    Creative and cool under pressure

    Creativity is essential in unscripted football plays – when a planned play has not been executed properly, like a fumble or an interception.

    Intentionally distracting your opponent has become an important part of sports competition. It is why quarterbacks often change the play at the line of scrimmage. But it becomes even more critical during improvised offensive plays when everything is unscripted. In a sport where milliseconds matter, being creative and engaging in something your opponent doesn’t expect can be the difference between winning and losing.

    When the Eagles won the Super Bowl in 2018, backup quarterback Nick Foles calmly executed a trick play on fourth-and-goal, becoming the first player in history to both throw and catch a touchdown pass in a Super Bowl. The play is now called the Philly Special.

    To engage in tactical creativity, however, an athlete must be relaxed. That’s not easy when millions of people are watching your every move.

    Brain connectivity at its finest

    Performance anxiety is a leading cause of poor athletic performance. Research suggests an athlete’s competitive anxiety can be cumulative and maybe even be contagious, affecting teammates negatively.

    That makes the Super Bowl as much a battle of nerves as it is about the physical execution of plays. So, how do professional athletes do it? The athlete practices how to think as much as they practice to play. Training is intentionally hard and uncomfortable to assist with preparing the body and mind.

    Since emotions and thoughts affect behavior and performance, the concept of emotional self-regulation – or intentionally focusing on the present moment – has been introduced into competitive sports. Mindfulness, meditation, yoga, breathing exercises and grounding techniques are now integral to the toolkit for high-performance sports.

    For athletes, it is relatively easy to elevate their emotions to push the ball forward with a play like the Philadelphia brotherly shove – an almost unstoppable offensive play used by the Eagles in which the team pushes the quarterback through the opponent’s defense for a short gain when needed.

    But calming those emotions to execute a synchronized, attacking, complex passing play is more challenging cognitively.

    A successful football player must easily transition from being highly aroused to remaining composed on command within seconds.

    This cognitive efficiency and fluidity requires many hours to master. I am fully aware that while watching the Eagles’ Jalen Hurts, I am not just observing a great, innovative quarterback; I am witnessing brain connectivity at its finest.

    How fans experience Super Bowl Sunday is entirely different, psychologically speaking, from the players.

    To perform at the highest level, the players are process oriented. They attempt to be present in real time and play without fear. On game day, it is advantageous for the competitor to play like a kid, full of joy and confidence.

    Fans, on the other hand, are results oriented. And they are nervous wrecks, like parents watching their kids compete.

    One remedy for managing this stress is watching the game with other fans. Philadelphians represent diverse socioeconomic and ethnic groups that often unite through sports. These social connections – which Germans, who were among the first settlers in the city, call Gemeinschaftsgefühl – are a hallmark of good psychological health.

    I know I will never forget when the Eagles won Super Bowl LII: the game, the season and the parade.

    And new research indicates why.

    According to University of California, Berkeley psychology professor Dacher Keltner, these authentic “awe” moments are shortcuts to happiness. Football fans might experience awe when a seemingly unpredictable interception or touchdown has significant consequences.

    In other words, the thrill of the game and the excitement of winning not only unite fans, but they can also transform them into happier versions of themselves.

    BAGHDAD – The United Nations World Food Programme (WFP) welcomes a generous contribution from the Italian Government, through the Italian Agency for Development Cooperation (AICS), to help Iraqi communities strengthen their resilience to climate change while creating economic opportunities, especially for women.

    This initiative, in collaboration with Iraq’s Ministry of Agriculture and Ministry of Environment, will introduce climate-smart farming techniques, irrigation improvements, and financial support to help farmers and entrepreneurs adapt to climate change.  Rising temperatures, worsening water scarcity, and land degradation have put Iraq’s agricultural sector under increasing strain. Asmuch as 40 percent of arable land in the south is feared to have been lost to desertification, with negative consequences for livelihoods and food security. 

    “Iraq’s farmers and rural communities are on the frontlines of the fight against climate change, and WFP is committed to working with the Government of Iraq to support local governments and communities in developing scalable and sustainable climate solutions,” said WFP Representative and Country Director in Iraq Mageed Yahia. “Through this initiative, we are ensuring that smallholder farmers and vulnerable groups have access to better water management, resilient crops, and climate financing. WFP will introduce efficient irrigation systems, helping farmers cut water use by 40% while boosting productivity as well as training sessions to help farmers transition to drought-resistant crops and better land management practices, ensuring long-term food security and soil preservation. 

    The initiative will also empower women, youth, and persons with disabilities by integrating them into climate adaptation programs, providing technical training, and facilitating access to financial resources to support entrepreneurial ventures. 

    WFP will partner with the Government of Iraq, academia and a number of Italian experts to provide technical solutions, equipment and expertise, to enable more efficient management of ecosystem resources. This can be done through community water ponds, nurseries and afforestation and revegetation initiatives. These approaches contribute to improved agricultural productivity and, subsequently, strengthened food systems.

  • MIL-OSI Global: Just Stop Oil’s protest during The Tempest is an extension of theatre’s radical tradition

    The theatre has long staged and debated society’s most pressing concerns. But when protest moves beyond the script and into the theatre itself, the reaction can shift from applause to confusion, and even outrage.

    Such was the case last week, when a Just Stop Oil demonstration interrupted a performance of The Tempest at The Theatre Royal, Drury Lane. Actor Sigourney Weaver sat aghast as protesters walked on stage and fired a confetti cannon, holding placards and announcing politely: “We’ll have to stop the show, ladies and gentlemen, sorry.”

    Audience-members can be heard both booing and cheering in footage of the moment. But despite the shock of the crowd and actors, protest at the theatre has a long history.

    Rather than interlopers like Just Stop Oil, these protests have often come from theatregoers themselves. In 1809, for example, riots erupted when the new theatre at Covent Garden in London raised its ticket prices, making theatre less accessible to working-class patrons.

    For over two months, theatregoers disrupted performances with whistles, horns and placards, ultimately forcing a reversal of the price hikes. The message was clear: the theatre belonged to the people, not just the elite.

    In more recent history, the feminist play The Vagina Monologues, has been the subject of protest and the vehicle for it in almost equal measure. Various groups have stood against its empowerment of women, and others have used it to fight for the very same thing.

    And in 2004, the play Behzti (Dishonour) was shut down after just two days of performances at Birmingham Rep, following violent protests by members of the Sikh community.

    The play, which depicted sexual abuse and murder inside a Sikh place of worship, sparked fierce opposition, with critics arguing it was deeply offensive to their faith. While the theatre was intended as a space for difficult conversations, protesters saw it as a site that needed to be defended from perceived harm.

    Political theatre

    Protest is not only something that happens at the theatre but an integral part of the art-form itself. Performance holds a mirror to society and asks us to look at ourselves.

    As a result, political theatre has long shaped public discourse in England. Agitprop, for example, a highly politicised theatre movement that originated in 1920s Europe and aimed to educate and mobilise audiences.

    More recently in 2018, participatory London theatre company Coney staged an intervention with their youth arm, Young Coneys at the Society of Motor Manufacturers and Traders (SMMT) annual dinner, blurring the line between activism and performance.

    In a production called Codename Violet, young performers took on the role of activist agitators, posing as “very junior doctors”, informing guests of the health impact of diesel emission air pollution. “Is your event more important than a man’s life?” asked an actor calling out the industry’s role in the climate crisis.

    Like the Just Stop Oil’s action at The Tempest, this protest captured attention. Yet, while political theatre is often praised for its boldness, real-world disruptions are usually met with hostility.

    Perhaps the key difference is control. Audiences willingly engage with radical ideas when framed within a performance, but an uninvited protest strips them of choice. This is likely where the bewilderment arises over Just Stop Oil’s recent intervention. While theatre remains a space for political engagement, many still see it as a controlled environment, where the audience decides when and how to confront difficult and complicated truths.

    The tension between theatre as protest and protest at the theatre reveals an ongoing struggle over who gets to dictate the terms of political discourse.

    As long as theatre remains a mirror to society, the stage – and the spaces around it – will continue to be contested. Whether we see protest at the theatre as an intrusion or an extension of its radical tradition may depend on how willing we are to let performance spill into real life.

  • MIL-OSI Global: DRC rebels take eastern city of Goma – why it matters and what could happen next

    In a major escalation in the conflict in the eastern Democratic Republic of the Congo (DRC), rebels from the March 23 Movement – or M23 – have seized Goma, the capital city of North Kivu province. At least 773 people have been killed there since the M23 claimed to have won control on January 27, while rebels have also seized several other towns in North Kivu including Sake and Minova.

    The rebels are now reportedly advancing towards Bukavu, the capital of South Kivu province. And Corneille Nangaa, who leads a rebel alliance of which M23 is the largest member, has vowed to march on the DRC’s capital in Kinshasa. Located 1,000 miles west of Goma, the capture of Kinshasa is unlikely. But the conflict still looks set to spread deeper into the DRC.

    The speed of the M23 advance has taken many by surprise. The rebels captured Goma, a city of 2 million people, within just three days. But the conflict between the DRC and the M23, which takes its name from the 2009 date on which a deal was reached to end a revolt by members of the ethnic Tutsi group, has been grinding on intermittently for years.

    Beginning in April 2012, when the M23 was formally created, the conflict has its roots in the same deep ethnic divisions that led to the Rwandan genocide in 1994. Following the genocide, where radical ethnic Hutus killed roughly 800,000 minority Tutsis, many Hutu extremists fled over the border into the DRC and settled in areas including North Kivu.

    The M23 seeks to act as a self-defence force for Congolese Tutsis against discrimination both by the DRC and non-state actors. This includes targeting by the Democratic Forces for the Liberation of Rwanda, a Hutu-dominated rebel group that seeks to overthrow the Rwandan government. The group has in the past committed egregious acts of violence against civilians in North Kivu, including mass killings and sexual violence.

    The seizure of Goma is crucial for several reasons. First, it means that a sizeable and strategically important border province of the DRC is now in rebel hands. North Kivu is an active volcanic region that is rich in various minerals such as coltan, which is used in electronic equipment and the aerospace industry.

    In May 2024 the M23 seized Rubaya, a key mining town that produces 15% of the world’s coltan. Since then, the group has generated considerable income from controlling mineral production and trade. Indeed, the Global Initiative against Transnational Organized Crime labels the agendas of armed groups in the eastern DRC as “profit-driven”.

    Second, the capture of Goma has exacerbated inter-state tension between the DRC and Rwanda, raising the prospect of another inter-state war. News of the prized seizure came hours after the DRC’s foreign minister, Thérèse Kayikwamba Wagner, accused Rwandan troops of invading Congolese territory.

    A UN report from 2013 found that Rwanda not only supports the M23 group, but actively commands its troops. UN experts now estimate that there are up to 4,000 Rwandan troops fighting alongside the M23 in the DRC. Rwanda has denied backing the M23 despite ample evidence to the contrary.

    The Congolese government says Rwanda’s involvement is part of a ploy to exploit North Kivu’s vast mineral resources. In a report from December 2024, a panel of UN experts wrote that “fraudulent [mineral] extraction, trade and export to Rwanda” benefited both the M23 “and the Rwandan economy”. According to the Rwandan government’s own figures, the country exports far more gold than it mines.

    And third, the escalating conflict will deepen an already grave humanitarian crisis in the region. In March 2024, the UN reported that the number of internally displaced people in the DRC had reached 7.2 million – one of the largest such crises in the world. It is estimated that over 6 million civilians in the east of the DRC are now facing high levels of food insecurity.

    What next

    The DRC and Rwandan governments have already gone to war on two previous occasions, once in 1996 and then again in 1998 in what turned into a more protracted five-year conflict. The first war was triggered by Rwanda’s invasion of the DRC to target anti-Rwandan rebel groups seeking refuge there. The war soon drew in other states and became known as Africa’s first world war. Since 1996, conflict in the eastern DRC has killed approximately 6 million people.

    Yet despite this increased tension, there are hopes that a diplomatic solution can be reached. In the past, warring factions in the eastern DRC have agreed to temporary ceasefires following intensive mediation by international institutions such as the East African Community and the African Union, as well as neighbouring countries like Angola.

    However, previous ceasefires have also been violated by both sides. And the stakes are arguably higher this time, with the DRC losing further territory and control over strategic cities to the rebels.

    The Congolese government may be reluctant to accept peace conditions until it regains control over lost portions of territory. Indeed, the Congolese president, Félix Tshisekedi, has already snubbed prospective peace talks to establish a ceasefire.

    Western powers hold key leverage, and may be able to subdue the M23 insurgency. France has given its backing to the DRC government and has warned of the catastrophic humanitarian consequences should the situation deteriorate further.

    The US and other major powers like the UK have also withdrawn state funding for Rwanda in the past over its support for the M23 insurgency. In 2013, for example, cuts to foreign aid forced Rwanda to scale back its support for the rebels, both through reduced military training and supply runs. The UK government has threatened to withdraw funding to Rwanda again following the M23’s capture of Goma.

    Belgium, on the other hand, is leading calls for the EU to suspend a controversial minerals deal with Rwanda that boosts the bloc’s access to several elements in exchange for funding to help Kigali develop its mineral extraction infrastructure. When the deal was signed in 2024, Tshisekedi described it as “a provocation in very bad taste”.

    In any case, a ceasefire between the DRC and the M23 is not enough. What is needed is a long-term, durable solution that addresses the root causes and fears that are driving the armed conflict.

    Gross U.S. coal exports in June 2024 totaled 10 million short tons, the most in a month since October 2018, data from our Short-Term Energy Outlook data browser show. Annual average U.S. coal exports were 9.0 million short tons in 2024. U.S. coal exports have increased each year since 2020, when they averaged 5.8 million short tons amid the COVID-19 pandemic.

    U.S. coal exports consist of both steam coal and metallurgical coal that are produced in the United States and sent to other countries. Steam coal, also known as thermal coal, is used by coal-fired power plants to generate electricity and by consumers to heat their homes or businesses. Metallurgical coal is used mainly to produce steel, so demand for metallurgical coal closely follows demand for steel.

    In our Short-Term Energy Outlook, we forecast that U.S. coal exports will exceed 10.0 million short tons in only two months during 2025 and 2026—in December of each year.

    Kinshasa (Agenzia Fides) – “The city is calm, but people are still afraid to leave their homes because security is not fully guaranteed,” reports Willy Ngumbi Ngengele, Bishop of Goma, speaking to Fides from the capital of the Congolese province of North Kivu, which was taken over by the rebel movement M23 on January 27 (see Fides, 27/1/2025).”Schools are still largely closed, also because many school buildings were damaged or destroyed in the fighting,” reports Msgr. Ngengele. “The worst situation is in the hospitals, which are receiving a large number of wounded and are in difficulty due to the lack of medicines and equipment.” “Internet connections are still difficult, people have to make do with makeshift solutions to stay connected with the outside world,” continues the bishop. About a million internally displaced people from rural areas in North Kivu province, which were first affected by the fighting, live in Goma. Their situation is currently uncertain because, as Bishop Ngengele reports, “the refugee camps have been closed and those among the displaced who still have a home are returning to their home village. Those who cannot remain in precarious conditions in Goma.”Yesterday, February 3, the M23 declared a ceasefire “for humanitarian reasons” which came into force today. “For the moment, the ceasefire is holding, but people are still afraid to venture out because they do not feel completely safe,” says the bishop. In an effort to find a peaceful solution to the crisis, a delegation from the Catholic Bishops’ Conference of Congo (CENCO) was received yesterday in Kinshasa by President Félix Tshisekedi.During the talks, the Head of State was presented with a reconciliation plan drawn up by CENCO together with the “Église du Christ au Congo” (ECC).”The two churches have taken the initiative to develop this project to get out of the crisis. We presented it today to the Head of State, who received it with great attention; he appreciated it very much and encouraged us. It is a praiseworthy project,” said Msgr.   • MIL-OSI Security: Forging Readiness: Navy Reservists Train for Expeditionary Operations at NEMWDC

    CAMP PENDLETON, Calif. — Six Navy reservists sharpened their expeditionary warfare skills during an integrated Expeditionary Resuscitative Surgical System (ERSS) and En-route Care System (ERCS) training at the Naval Expeditionary Medicine Warfighter Development Center, Camp Pendleton, Jan. 14-21.

    The ERSS and ERCS training helps test the expeditionary medicine systems capabilities and reinforces essential operational skills, including combat lifesaving, tactical communications, weapons handling and mission planning.

    For the reservists, the training ensured they remain proficient and mission-ready, prepared to integrate seamlessly with active-duty forces to support the fleet while integrating their unique blend of expertise and military experience. Their role is crucial in providing surge capacity, specialized expertise and operational flexibility, strengthening the Navy’s ability to respond to global missions and maritime security challenges.

    During the training, the reservists worked alongside active-duty personnel to respond to simulated combat scenarios, including a bomb threat and a firefight. In one scenario, two service members sustained life-threatening injuries from an improvised explosive device and multiple gunshot wounds. Cmdr. You Wei Lin, a reservist anesthesiologist with the 4th Medical Logistics Group, 4th Medical Battalion Surgical Company Alpha, provided critical care and support to the simulated patients, ensuring they were safely sedated and monitored throughout a critical surgical procedure.

    Lin’s expertise allowed the surgical team to focus on life-saving interventions, such as controlling internal bleeding and repairing damaged tissue, under challenging condition. This collaboration demonstrated the importance of having skilled reservists integrated into expeditionary medical teams, showcasing their ability to perform seamlessly alongside active-duty counterparts in high-pressure scenarios.

    “I believe our team members integrated much more and started working together more cohesively after each evolution,” Lin said. “With high-fidelity simulation training, this course prepared our team both physically and mentally for the upcoming deployment.”

    The participation of the reservists in the training highlighted their importance to operational readiness.

    “Reservists bring specialized expertise and civilian medical experience that enhance the capability and flexibility of expeditionary medical teams, ensuring the highest level of care in combat and humanitarian missions,” explained Hospital Corpsman 1st Class Jeffrey Reyes, the leading petty officer of education and training at NEMWDC.

    The Naval Expeditionary Medicine Warfighter Development Center, located at Camp Pendleton, is a center of excellence for unit-level medical training, advancing combat trauma skills and certifying expeditionary medical platforms to ensure readiness for future operations. The center’s training programs, like the one the reservists participated in, are critical to preparing medical personnel for the challenges of combat and contingency operations.

    A display at York Explore Library is showcasing artefacts uncovered during construction of the Environment Agency’s Flood Alleviation Scheme at Clifton Ings.

    York Explore Library located at Library Square, Museum Street, York (Y01 7DS) is showcasing remarkable artefacts uncovered during the construction of the Environment Agency’s Flood Alleviation Scheme at Clifton Ings.

    These 19th-century artefacts, originating from a former mental health institution, provide rare insights into the lives of past patients and staff. The display will be available until 27 February 2025. 

    Part of a £21 million investment to protect homes and businesses from flooding, the Clifton Ings Flood Alleviation Scheme not only enhances flood defences but has also led to the discovery of significant historical artefacts.

    The discoveries, made in 2021-2022 by York Archaeology, originate from a rubbish dump associated with Clifton Hospital, formerly the North Riding Lunatic Asylum (established 1847) and later known as North Riding Mental Hospital.

    The hospital was demolished in 1994, making these objects rare physical traces of its history.  

    Among the items on display are a fragment of a hot water bottle with its stopper still in place, an enamelled iron jug, and fragments of ceramic cups, saucers, plates, and dishes, some bearing the hospital’s initials.

    Also featured are a bone toothbrush and dominoes made from bone and wood. These objects provide a rare and valuable insight into the everyday lives of both patients and staff.

    Mental health institutions have historically been overlooked in archaeological research, making these discoveries particularly significant.

    The display sheds light on the lived experiences within Clifton Hospital and highlights the evolving history of mental health care.  

    After the display period at York Explore, the finds will be deposited with the Mental Health Museum in Wakefield, ensuring their preservation and continued study.

    The Discover Moscow portal has six new audio guides for independent walks around the city. Now residents and guests of the capital can go on an audio-guided tour, during which they will be told about iconic architectural sites.

    “We try to make getting to know the history and architecture of Moscow fascinating and accessible to everyone. It is important to us that everyone can explore the city at any time in a convenient format and at their own pace. Therefore, adding audio guides to thematic routes is one of our traditional areas of work to popularize the cultural heritage of the capital,” said the head of the Moscow City Heritage Department.

    One of the routes is dedicated to the 240th anniversary of the birth of the architect Osip Bove, who restored the center of Moscow after the fire of 1812. Among his significant works are the Gostiny Dvor building and the Theater Square with the Bolshoi Theater. Another route introduces listeners to the work of Fyodor Shekhtel. It is dedicated to the 165th anniversary of the architect’s birth.

    An audio version has also appeared for the route “From Krasnye Vorota to Chistoprudny Boulevard”, which runs along the historic Myasnitskaya Street – once an important commercial artery of the city. It was home to famous shops, theaters and art galleries, as well as buildings mentioned in the works of Russian classics (for example, Anton Chekhov and Fyodor Dostoevsky).

    Another excursion goes along Varvarka, one of the oldest streets in the capital. According to legend, it was along this street that Dmitry Donskoy returned from Kulikovo Field. The Church of All Saints was consecrated in memory of the fallen soldiers. It became the first church-monument to Russian military glory.

    The audio version of the route “Along Sukharevskaya Square and Sretenka Street” is now also available, introducing the history of one of the most famous corners of Moscow. The legendary Sukharev Tower, which served as a symbol of the city for a long time, was located here. Despite the fact that the structure was demolished in 1934, its history continues to attract the attention of researchers and tourists, remaining an important part of the cultural past of the capital.

    The sixth route passes through the territory of the Novodevichy Convent, which celebrated its 500th anniversary in 2024. This architectural monument, included in the UNESCO World Heritage List, is associated with the fates of Russian monarchs and holds many legends.

    138 countries and regions join forces to target fauna and flora trafficking worldwide

    LYON, France – Nearly 20,000 live animals, all endangered or protected species, have been seized in a global operation against wildlife and forestry trafficking networks, jointly coordinated by INTERPOL and the World Customs Organization (WCO).

    Operation Thunder 2024 (11 November – 6 December) brought together police, customs, border control, forestry and wildlife officials from 138 countries and regions, marking the widest participation since the first edition in 2017.

    Authorities arrested 365 suspects and identified six transnational criminal networks suspected of trafficking animals and plants protected by the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). Such species are illegally trafficked to meet specific market demands, whether for food, perceived medicinal benefits, “luxury” and collector items or as pets and competition animals.

    Globally, more than 100 companies involved in the trafficking of protected species were identified.

    The operation led to the rescue of 18 big cats, including these tiger cubs in the Czech Republic.

    The seized animals were sent to conservation centres, where their health was assessed while awaiting repatriation or rehabilitation.

    More than 5,877 live turtles were seized during Operation Thunder, including these ones in Tanzania.

    Morocco conducted intelligence-led investigations and seized over 50 snakes of various species.

    12 live pangolins were seized during the action weeks, such as this one in Mozambique.

    These Oryx were seized in Iraq. The collection of DNA is a crucial part of supporting prosecutions.

    1,731 other reptiles were seized live, like these blue-tongued lizards in Australia.

    Overall, nearly 20,000 live animals, all endangered or protected species, were rescued.

    33 protected primates were seized during the operation, this one was discovered in Chile.

    This primate was rescued in Indonesia during Operation Thunder.

    The live animals, which included big cats, birds, pangolins, primates and reptiles were rescued in connection with 2,213 seizures made worldwide.

    Where possible, wildlife forensic experts collected DNA samples before transferring the animals to conservation centres, where their health was assessed while awaiting repatriation or rehabilitation, in line with national frameworks and relevant protocols.

    The collection of DNA is a crucial part of supporting prosecutions, as it helps confirm the type of species and its origin or distribution, shedding light on new trafficking routes and emerging trends.

    Large-scale trafficking of animal parts, plants and endangered species

    In addition to the live animals, participating countries seized hundreds of thousands of protected animal parts and derivatives, trees, plants, marine life and arthropods.

    Timber cases represent the most significant seizures, primarily occurring in sea cargo container shipments, while most other seizures took place at airports and mail processing hubs.

    Authorities also investigated online activities and found suspects using multiple profiles and linked accounts across social media platforms and marketplaces to expand their reach.

    More than 100 companies involved in the trafficking of protected species were also identified.

    Valdecy Urquiza, INTERPOL Secretary General said:

    “Organized crime networks are profiting from the demand for rare plants and animals, exploiting nature to fuel human greed. This has far-reaching consequences: it drives biodiversity loss, destroys communities, contributes to climate change and even fuels conflict and instability.

    “Environmental crimes are uniquely destructive, and INTERPOL, in cooperation with its partners, is committed to protecting our planet for future generations.”

    Ian Saunders, WCO Secretary General, said:

    “Operation Thunder continues to shed light on a crime that is often not a priority for enforcement actors. Through our joint efforts we have established cooperation mechanisms that facilitate the exchange of information and intelligence, and we have refined our enforcement strategies.

    “The illegal wildlife trade is still rapidly growing, highly lucrative and has devastating effects. The WCO remains committed to supporting its members and partners to effectively combat this serious crime.”

    This leopard hide was seized in Namibia, during the largest-ever global operation against wildlife and forestry trafficking.

    As well as this leopard skin coat discovered in Poland, Polish authorities also seized 300 seahorse tablets.

    This Mariposa butterfly found in Peru was one of 5,991 pieces and 233kg of arthropods seized globally.

    This wood in Brazil was among 49,572 pieces, 214.9 tonnes and 1340 m3 of timber seized worldwide.

    These sea cucumbers and shark fins were seized in Mozambique.

    Nearly 4.5 tonnes of pangolin scales were seized in Nigeria.

    Mongolia reported the seizure of 40 m3 of timber.

    This skull, discovered by Mexican authorities, was among 53 pieces of big cats seized around the world, including claws, furs, and skulls.

    Python skin products, like this one seized in Italy, are perceived as high-end or luxurious items.

    This coral, found in Italy, was one of 493 pieces and 21.41kg of coral seized globally.

    Indonesia reported two instances of trafficking of African ivory.

    Significant seizures include:

    • Indonesia: 134 tonnes of timber headed to Asia via ocean freight.
    • Kenya: 41 tonnes of exotic timber headed to Asia via ocean freight.
    • Nigeria: 4,472 kg of pangolins scales
    • Türkiye: 6,500 live songbirds discovered during a vehicle inspection at the Syrian border.
    • India: 5,193 live red-eared ornamental slider turtles concealed in passenger suitcases arriving from Malaysia at Chennai Airport.
    • Peru: 3,700 protected plants intercepted en route from Ecuador.
    • Qatar: Eight rhino horns found in a suspect’s luggage while transiting from Mozambique to Thailand.
    • United States: One tonne of sea cucumbers, considered a seafood delicacy, smuggled from Nicaragua.
    • Hong Kong, China: 973 kg of dried shark fins originating from Morocco seized at the airport.
    • Czech Republic: Eight tigers, aged between two months and two years, discovered in a suspected illegal breeding facility.
    • Indonesia: 846 pieces of reticulated python skin, from the world’s longest snake species, concealed on board a ship.
    • More than 300 firearms, vehicles and poaching equipment.

    Building a global intelligence picture of wildlife and timber trafficking

    Regular operations such as Thunder enable investigators to build a comprehensive global intelligence picture and detailed offender profiles, significantly enhancing the effectiveness of enforcement efforts and resolution of cross-border cases.

    Cooperation between various stakeholders is essential for effectively combating transnational criminal networks, from seizure to arrest and prosecution, as the data collected enable customs administrations to refine their risk management and compliance strategies, and stay one step ahead of criminals, ensuring that their contribution to the fight against wildlife crime is dynamic and responsive.

    Ahead of the operation, countries exchanged actionable intelligence on ongoing cases and high-value targets, updating critical information on 21 INTERPOL Red Notices for suspected traffickers wanted internationally. This exchange continued throughout the operation, with officers using the secure channels provided by both INTERPOL and the WCO to communicate in real time.

    The Operation Thunder series is backed by the CITES Secretariat and carried out under the partnership framework of the International Consortium on Combating Wildlife Crime (ICCWC). The 2024 edition was co-funded by the European Union, the UK Department for Environment, Food and Rural Affairs (DEFRA), and the United States Agency for International Development (USAID).

    National Agricultural Research System (NARS) including ICAR Institutes and State/Central Agricultural Universities (CAU/SAU) under the aegis of Indian Council of Agricultural Research (ICAR) has developed 2900 varieties of different crops during 2014-2024, out of which 2661 varieties are climate resilient. During this period, 63 field crop varieties have been developed for Kerala state, comprising of 23 of cereals, 2 of oilseeds; 10 of pulses; 15 of forage crops and 13 of sugarcane of which 58 are climate resilient. 

    Centrally Sponsored Scheme of Per Drop More Crop (PDMC) of Govt. of India, has been implemented since 2015-16 which focuses on enhancing water use efficiency at farm level through micro Irrigation system like drip and sprinkler Irrigation systems. The PDMC was implemented as a component of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) during 2015-16 to 2021-22 and under the Rashtriya Krishi Vikas Yojana (RKVY) from 2022-23 onwards. The various components of this scheme helps in water saving as well as reduced fertilizer usage through fertigation, labour expenses, other input costs and overall income enhancement of the farmers. The Government provides financial assistance @ 55% to the small and marginal farmers and @ 45% to other farmers for installation of drip and sprinkler systems under the PDMC.

    To help the farmers for taking decisions on day-to-day agricultural operations for reduction of crop damage and loss due to extreme weather as well as taking advantages of benevolent weather conditions, India Meteorological Department (IMD) runs a scheme – Gramin Krishi Mausam Sewa (GKMS) to render weather forecast based operational Agrometeorological Advisory Services (AAS) in collaboration with Indian Council of Agricultural Research (ICAR), State Agriculture Universities

    (SAUs) and other institutions for the benefit of farming community. Under this scheme, presently 130 Agromet Field Units (AMFUs), located at SAUs, institutes of ICAR and Indian Institute of Technology (IIT) etc. are operational across the country. Along with the biweekly bulletins, daily weather forecast and nowcast information are also disseminated to the farmers by Regional Meteorological Centers (RMCs) and Meteorological Centers (MCs) of IMD. Out of the 130 AMFUs, 5 AMFUs viz. Ambalavayal, Pillicode, Thrissur, Vellayani and Kumarakomare preparing the district level AAS bulletins for all agriculturally important districts of Kerala. These units are also involved in dissemination of AAS to the farmers through multichannel dissemination system like print and electronic media, Door Darshan, radio, internet etc. including SMS using mobile phones through Kisan Portal and also through private companies under Public Private Partnership (PPP) mode. SMS-based alerts and warnings along with suitable remedial measures are being sent during extreme weather events like cyclone, deep depression etc. through Kisan Portal.

    Farmers access weather information including alerts and related agromet advisories specific to their districts through the mobile App viz., ‘Meghdoot’ and ‘Mausam’ launched by Govt. of India. To extend real-time weather updates to farmers for taking appropriate decisions on farm operations, AMFUs also use Social media platforms like ‘WhatsApp’, ‘Facebook’, ‘YouTube’ etc. In Kerala, these services have been integrated in Agriculture Information Management System (AIMS), Department of Agriculture & Farmers Welfare, Govt. of Kerala. About 40 lakhs farmers are accessing the information in English and regional language from this platform.

    Recently, Ministry of Earth Sciences (MoES), in collaboration with the Ministry of Panchayati Raj (MoPR), has launched Panchayat-level weather forecasts for nearly all Gram Panchayats in India on 24th October 2024. These forecasts are accessible on digital platforms such as e-Gramswaraj (https://egramswaraj.gov.in/), the Meri Panchayat app, e-Manchitra of MoPR, and Mausamgram of IMD, Ministry of Earth Science.

    For drought monitoring, Department of Agriculture & Farmers’ Welfare (DA&FW) has developed a Geoportal in collaboration with Space application Centre (SAC), ISRO. This Geoportal hosts data of multiple drought indicators related to rainfall, soil moisture, remote sensing based crop condition, water storages etc. This portal is a single window digital platform which provide drought indicators and enable various stakeholders towards easy, timely and objective assessment of drought situation at district or tehsil level. It also helps in identifying potential drought conditions enabling timely interventions to support effective drought management strategies.

  • MIL-OSI Africa: Civil Society Organizations Brief the Committee on the Elimination of Discrimination against Women on the Situation of Women in the Democratic Republic of the Congo, Nepal, Belarus and Luxembourg

    The Committee on the Elimination of Discrimination against Women was this afternoon briefed by representatives of civil society organizations on the situation of women’s rights in the Democratic Republic of the Congo, Nepal, Belarus and Luxembourg, the reports of which the Committee will review this week.

    In relation to the Democratic Republic of the Congo, speakers raised concerns regarding gender-based violence and abuse of internally displaced women and girls in the context of the escalating conflict, and the impact of the withdrawal of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo.

    On Nepal, speakers addressed discrimination against vulnerable women, including indigenous women and girls, lesbian, bisexual, transgender and intersex women, and women sex workers; anti-discrimination legislation; and the participation of women in political processes.

    Non-governmental organizations speaking on Belarus raised topics including the dissolution of civil society organizations, imprisonment of women human rights defenders, and barriers to access to justice for women.

    Regarding Luxembourg, a speaker raised issues related to a lack of gender sensitive policies and measures to address intersecting forms of discrimination, and the subordination of women through the social system.

    The National Human Rights Commissioner of the Democratic Republic of the Congo spoke on the country, as did the following non-governmental organizations: Centre for Migration, Gender, and Justice; Groupe d’Action pour les Droits de la Femme; and SAVIE ASBL LGBT.

    Regarding Nepal, the following non-governmental organizations spoke: Forum for Women, Law and Development; Feminist Dalit Organization; Nepal Indigenous Women Federation; Sex Workers and Allies South Asia and Team; Campaign for Change, Mitini Nepal, and Intersex Asia; and Visible Impact.

    The following non-governmental organizations spoke on Belarus: Belarusian Helsinki Committee; Human Constanta; Belarusian Congress of Democratic Trade Unions; Coalition against gender-based and domestic violence; and Our House.

    A representative of the Consultative Commission of the Grand-Duchy of Luxembourg on Human Rights spoke on Luxembourg.

    The Committee also held an informal meeting with the Working Group on Business and Human Rights and representatives from civil society and the business sector on “increasing the bottom line through smart, gender-inclusive, rights-focused approaches in digitisation.”

    Opening the meeting, Nahla Haidar, the newly elected Committee Chairperson, said artificial intelligence and digital technologies had revolutionised everyday life and business practices across sectors in ways that were never envisioned in the past. She called for action to prevent bias and discrimination against women through cyber-enabled modalities; expand women’s economic opportunities in the new digital era; and equip women and girls with necessary skills, capacities and tools to contribute to providing digital solutions.

    In the meeting, speakers discussed topics such as measures to prevent discrimination of women in the private sector, and particularly in the field of technology; measures to promote access to science, technology, engineering and maths education for women; measures to address the impacts of artificial intelligence on women; and measures to protect women’s rights in the energy transition era.

    Committee Experts and members of the Working Group spoke in the meeting, as did representatives of the United Nations Office of the High Commissioner for Human Rights, the World Trade Organization, and various private sector and civil society organizations.

    The Committee on the Elimination of Discrimination against Women’s ninetieth session is being held from 3 to 21 February.     Opening Remarks by the Committee Chair

    NAHLA HAIDAR, Committee Chairperson, said that during each session, the Committee invited national and international non-governmental organizations to informal public meetings to provide specific information on the States parties that were scheduled for consideration by the Committee. She welcomed the representatives of non-governmental organizations and national human rights institutions that had come to provide information on the States parties whose reports were being considered this week: Democratic Republic of the Congo, Nepal, Belarus and Luxembourg.

    Statements by Non-Governmental Organizations from the Democratic Republic of the Congo, Nepal and Belarus

    Democratic Republic of the Congo

    On the Democratic Republic of the Congo, speakers, among other things, said violence against displaced persons was on the rise in the State. Gender-based violence, specifically, was rampant, leaving survivors with limited access to justice. Displaced women had a lack of access to reproductive health care and were giving birth in unsafe conditions. The economic struggles that displaced women and girls faced were equally alarming. With scarce income opportunities, many were driven to survival sex, which exposed them to sexual exploitation and abuse.

    The withdrawal of the United Nations Organization Stabilisation Mission in the Democratic Republic of the Congo raised real concerns. Plans from national authorities to take on the responsibilities of the Mission remained lacking. Armed militias and members of the security forces continued to abuse women with impunity. There were also “tolerance houses” where internally displaced women and girls were sexually abused. Justice remained inaccessible for most survivors.

    Speakers called on the Government to bolster administrative capacities; ensure the transfer of United Nations facilities to the armed forces; investigate “tolerance houses” and hold perpetrators of gender-based violence criminally liable; control the spread of weapons; and ensure justice and dignity for all women in the State. Speakers also called for a national migration strategy that was gender-responsive; mechanisms for gender-based violence prevention, mitigation, and response; provision of health services and resources, especially with regards to maternity health, that connected to related concerns such as food insecurity and nutrition; and programmes to expand livelihood provisions that supported displaced women and girls.

    Nepal

    Speakers said Nepal had yet to enact a robust anti-discrimination law, making women more vulnerable to abuse. There was a need to criminalise discrimination against women and eliminate all discriminatory legal provisions against them. The State party also needed to allocate sufficient human and financial resources to public bodies working on women’s rights. Appropriate support needed to be provided to women victims of violence.

    Fifteen per cent of Nepal’s population of women faced multiple forms of discrimination; many women faced social exclusion and violence. Some girls did not report crimes due to a lack of trust in the justice system.

    Nepal needed to amend the Constitution to address historical discrimination of indigenous women and to recognise the customary laws of indigenous people. The Government needed to amend the act on the rights of persons with disabilities to address the rights of indigenous women with disabilities. Access to justice needed to be promoted for indigenous women and women with disabilities.

    Nepal had failed to ratify the Palermo Protocol, and human trafficking and sex work were treated as the same in the country. Sex workers faced various forms of discrimination and violence. Nepal’s legislation had a direct impact on sex workers’ access to citizenship. Legislation on trafficking in persons needed to be amended to differentiate between trafficking and sex work. The Government also needed to facilitate sex workers’ access to citizenship and promote awareness raising campaigns on the rights of sex workers.

    Lesbian, bisexual, transgender and intersex girls faced harmful treatment and violence, and systematic discrimination in education and healthcare in Nepal, and the Government had failed to act in response. The Government needed to ensure such women could access single women’s allowances, redefine marriage to include gender-free terminology, and support this group’s access to rights.

    Education on sexual and reproductive health remained optional and inadequate in Nepal. It needed to be made compulsory. Legislation needed to be amended to fully decriminalise abortion, particularly abortions in cases of rape. The State also needed to amend legislation to include sexual and reproductive health and rights and sensitise health care providers and community members on safe births. It further needed to decriminalise sexual relations between consenting adolescents under the age of 18.

    The meaningful participation of women in political processes was lacking; many women politicians faced violence. Nepal needed to investigate historic violence against marginalised women, collect disaggregated data on women, enhance women’s leadership capacities, take measures to eliminate discrimination against marginalised women and girls, and provide quality health services to all women and girls, particularly indigenous women, at a minimal cost.

    Belarus

    Speakers on Belarus said the Constitution did not provide effective protection against discrimination. Women’s rights to education and health care were limited. Belarus had institutionalised discriminatory food provisions; women and girls were not able to access fruit and nuts, leading to long-term health risks.

    Access to justice for women was undermined by the persistent persecution of women human rights defenders. Women activists had been falsely labelled as terrorists despite their peaceful actions. The State had systematically dissolved various civil society organizations, including many that supported women. Almost 2,000 non-governmental organizations had been forced to liquidate. All women’s organizations that had prepared shadow reports to the Committee for the last review had been liquidated. It was immensely difficult to find legal assistance due to the political suppression of lawyers. In 2022, the Government had forcibly liquidated all trade unions. Six women trade union activists remained in prisons.

    At least 139 women were political prisoners in Belarus. They lacked access to healthcare and were persistently ill-treated. Imprisoned women faced forced labour and modern forms of slavery. If women refused to work, they were put in “cages of shame” and forced to stand outside for several hours. Women prisoners earned between five and 10 euros per month and faced harsh penalties for not meeting quotas.

    When domestic violence cases were reported to police, police screened the political activities of the victim rather than provide support. Victims and aggressors were invited together to meetings with authorities, promoting impunity.

    Women migrants were vulnerable to trafficking and violence. Domestic violence was not a ground for asylum in Belarus.

    Luxembourg

    No non-governmental organizations spoke on the situation of women in Luxembourg.

    Questions by Committee Experts

    A Committee Expert said that there were many laws and policies for women in the Democratic Republic of the Congo, but there was weak implementation. How was the transitional justice policy being implemented for women? Was there a plan to promote the security of women and girls in the Democratic Republic of the Congo?

    The Expert shared the non-governmental organizations’ concern regarding the suppression of civil society in Belarus. Were there plans to update the national action plan on human rights in Belarus, and were there plans to establish a national human rights institution?

    Another Expert asked about anti-trafficking activities being carried out in the Democratic Republic of the Congo. To what extent were women represented in local governments and decision-making bodies in Nepal?

    One Committee Expert asked about financial resources devoted to implementing the national gender equality plan in Nepal. What were areas of concern related to sexual and reproductive health services in Belarus?

    A Committee Expert asked about problems regarding access to justice for Dalit women in Nepal. How common was the dowry custom in Nepal? Why was the dowry for younger women and girls lower?

    Another Committee Expert asked if the Democratic Republic of the Congo had laws on the accountability of military personnel and contractors involved in violence against women. What social protection system and benefits did Belarus have for women and girls?

    One Committee Expert asked about legal provisions that needed to be challenged. What needed to be done to educate girls and society about the harms of the kumari practice in Nepal, which isolated girls from their community?

    A Committee Expert called for information on the Democratic Republic of the Congo’s national action plan on the development of the security forces. What action had been taken to dismantle non-governmental armed groups in the east? Was it still possible for non-governmental organizations in Belarus to protect women and interact with the Government?

    Responses by Non-Governmental Organizations

    Nepal

    Responding to questions on Nepal, speakers said there was a very low percentage of women in federal and provincial decision-making bodies in Nepal, and an even lower percentage of Dalit women. There needed to be increased representation of women in these bodies. There were several laws that directly discriminated against women, including laws on legal residences, which considered women and girls’ residences as those of their husbands and fathers. Divorced women lost their property rights. It was prohibited to oppose gender biases in cultural and social practices. Nepal’s laws did not recognise lesbian, bisexual, transgender and intersex women as minorities; this needed to be done.

    In Nepal, the parents of women paid dowries, and less dowry was paid for younger women. Dowry payments were most prevalent in the south of the country. The Criminal Code criminalised this practice, but it still existed.

    Sexual and reproductive health education was part of the school curriculum but was no longer a compulsory subject. There were also gaps in sexual and reproductive health legislation, with many marginalised women not able to access sexual and reproductive health services.

    Dalit women and other marginalised women could not easily access the justice system. They were not made aware of where and how to access justice and faced violence and discrimination from the police because of their identity.

    Belarus

    Responding to questions on Belarus, speakers said Belarus’ Gender Equality Council did not include non-governmental organizations working on human rights and gender equality. Belarus’ legislation on incitement to hatred was used to oppress women human rights defenders. One such woman had been imprisoned for seven years under this legislation. Raids, inspections and blocking of websites were tools used by the Government to restrict the activities of civil society organizations.

    Statements by National Human Rights Institutions

    Democratic Republic of the Congo

    GISÈLE KAPINGA NTUMBA, National Human Rights Commissioner of the Democratic Republic of the Congo, said the Democratic Republic of the Congo was going through one of its darkest times in recent history, marked by the invasion of the M23 rebels in the east of the country, which was facing a protracted, violent crisis. Many women and girls had been displaced and were facing heightened risks of sexual violence and rape. The National Human Rights Commission had conducted investigations into sexual violence linked to conflict, engaging with competent institutions to address this problem and combat impunity.

    The Commission welcomed that the Government had implemented several measures to protect women and girls from sexual and gender-based violence, including a law criminalising such violence and enshrining access to justice for victims. However, there was still a long way to go until these measures could effectively protect civilians from sexual and gender-based violence. The number of internally displaced persons continued to grow, and there had been many cases of rape reported. There needed to be increased funds to limit the circulation of small arms and light weapons, build new camps, and increase humanitarian aid for internally displaced persons. Care for victims of sexual and gender-based violence needed to be given by trained professionals.

    The national fund for compensation for the victims of gender-based violence had helped victims to access care. The Commission also welcomed the organisation of travelling courts to combat impunity. The Government needed to restore peace in the east and take steps to protect civilians from gender-based violence, and provide internally displaced persons with adequate aid. Armed groups needed to respect the rules of international humanitarian law and implement an immediate ceasefire. The international community needed to promote peace by adopting sanctions against M23 and other armed groups.

    Luxembourg

    LAURA CAROCHA, Human and Social Sciences Expert,Commission consultative des Droits de l’Homme du Grand-Duché de Luxembourg [Consultative Commission of the Grand-Duchy of Luxembourg on Human Rights], welcomed the efforts made by Luxembourg to combat discrimination against women since the last report, while noting persistent shortcomings, including a social system that kept women in a subordinate position to men. Luxembourg’s policy favoured a “neutral” approach that was not gender sensitive. Ms. Carocha urged politicians to openly acknowledge this systemic patriarchal domination and to make the deconstruction of this mechanism a priority. To this end, it was imperative that the Government finally implemented the principle of gender mainstreaming in a cross-cutting manner in all its policies.

    Luxembourg’s equality efforts lacked an intersectional approach and the Government rarely addressed multiple and intersecting forms of discrimination. Disability was conspicuously absent from the National Action Plan for Equality between Women and Men, while the gender dimension was neglected in the National Action Plan on Disability. It was essential to have detailed data, disaggregated by gender, age, ethnicity, disability and education level, to better understand and address the different forms of discrimination that women faced. The Government also needed to impose concrete actions on companies, municipalities and administrations in terms of gender equality and the fight against discrimination against women.

    All actions taken in the fight against discrimination against women needed to be carried out in close collaboration with civil society. This cooperation needed to be translated into lasting partnerships and political will to ensure that the contributions of civil society were seriously considered in the decision-making process.

    Ms. Carocha concluded by calling for the recognition of multiple forms of discrimination, and a proactive and participatory response from the Government to gender inequalities rooted in societal dynamics. This meant adopting structural solutions that addressed the root causes of discrimination.

    Questions by Committee Experts

    A Committee Expert offered condolences to the people of the Democratic Republic of the Congo, including families of civilians who had lost their lives. What did the National Human Rights Commission wish the Committee to highlight in the dialogue with the State party?

    Another Committee Expert asked about measures to prevent conflict-related gender-based violence in the Democratic Republic of the Congo.

    One Committee Expert asked if humanitarian aid groups were able to access Goma and deliver food, health and menstrual products?

    A Committee Expert expressed concern regarding the lack of participation from women’s organizations from Luxembourg in the dialogue. What progress had been made in reforming the Constitution? Was there an initiative to amend the timeframe for authorising abortions in the State? The State party did not publish data broken down by origin. Could data be provided on migrant workers in Luxembourg?

    Another Committee Expert asked about Luxembourg’s process for identifying stateless persons.

    Responses by National Human Rights Institutions

    GISÈLE KAPINGA NTUMBA, National Human Rights Commissioner of the Democratic Republic of the Congo, said that in Goma, people in displacement camps had been bombarded. They had no power and no water, and the Rwandese army was on its way in. The international community needed to assist the Democratic Republic of the Congo in creating humanitarian corridors to assist internally displaced persons fleeing the region. The State had approved laws and measures on preventing sexual violence, but implementing these was a challenge, particularly in regions where the Government did not have control. In the dialogue, the Committee needed to ask the Government to choose diplomacy over other means, as the population was dying for nothing. Those involved in the conflict needed to be prosecuted. The international community needed to condemn the situation in the east and promote diplomacy.

    Meeting with the Working Group on Business and Human Rights

    Statements

    ANDREA ORI, Director, Groups in Focus Section, Human Rights Treaties Branch, United Nations Office of the High Commissioner for Human Rights, said that the meeting would address the nexus between business and human rights, and gender and digital technologies. Cooperation and practices in digital fields needed to not perpetrate discrimination against women. There was room for improvement on measures addressing gender discrimination in the workplace, representation of women in leadership positions, workplace harassment, and labour rights for women. Women were over-represented in low-paying jobs. Stereotypes hindered women’s access to finance and investments, and women had less access to technology and digital services. Today’s discussion would focus on enhancing the promotion and protection of women.

    NAHLA HAIDAR, Committee Chairperson, said artificial intelligence and digital technologies had revolutionised everyday life and business practices across sectors in ways that were never envisioned in the past. Strategic, innovative modalities to better safeguard the rights of women and girls called for partnerships, joint approaches and harmonised frameworks. Women needed to be engaged in digital developments from the beginning. States needed to avoid the re-inventing of stereotypes, bias and discrimination and the perpetuation of violence against women through cyber-enabled modalities; safeguard women’s livelihoods and expand economic opportunities in the new digital era for them; and equip women and girls with necessary skills, capacities and tools to contribute to providing digital solutions.

    This briefing was anticipated to be the first in a series of collaborative efforts to address substantive issues on women’s economic rights in a digital world based on the provisions of the Convention. Business and human rights principles and the jurisprudence of the Committee and standards could be systematically deployed to uphold and respond to women’s rights protection and economic empowerment, particularly through inclusive digital technologies.

    Sadly, gender equality had often been constrained by interpretations outside the text of the Convention, resulting in persistent gender gaps and disparities. Critical partnerships would enable the Committee to explore a collaborative and coordinated approach for bridging digital gender inequalities to create a more inclusive and equitable digital future for women and girls, one that was not only free of all forms of violence but also offered them equal opportunities to access and utilise digital technologies to boost their livelihoods and human capital assets.

    LYRA JAKULEVIČIENĖ, Chairperson of the Working Group on Business and Human Rights, said that this year, the Working Group was preparing a report on the use of artificial intelligence in businesses and its human rights impacts. It focused on the deployment of artificial intelligence technologies and procurement by States and businesses, looking at biases and other issues. The use of artificial intelligence and other technologies had many benefits and but also created concerns, including related to gender, and these would be captured in the report. Synergy with the Committee would help both bodies to advance their agendas and strengthen the global protection of human rights, particularly for vulnerable women and girls.

    ESTHER EGHOBAMIEN-MSHELIA, Committee Expert, said 300 million fewer women than men had access to mobile internet globally. Although about a third of small and medium enterprises were owned by women, women were under-represented in discussions on the global value chain. States needed to focus on the energy transition and artificial intelligence technologies, as if they did not address issues in these fields, the gender gaps would widen.

    FERNANDA HOPENHAYM, Gender Focal Point of the Working Group on Business and Human Rights, said the United Nations Guiding Principles on Business and Human Rights had a cross-cutting gender perspective, and this needed to be addressed by States and businesses. The Guiding Principles said that States needed to include a gender perspective in all policies on business and human rights. It also called on businesses to respect human rights and to implement measures promoting diversity and inclusion. Women needed to be able to access remedies in cases in which their rights were violated. Technologies needed to be gender sensitive, responsive and transformative.

    Panel Discussion

    In the ensuing discussion, speakers, among other things, said women faced many barriers to accessing the labour market; these needed to be addressed. Countries needed to change company cultures to address discrimination against women employees, and promote diversity and family-friendly policies. Businesses needed to consider documents outlining the rights of women and girls, such as the Convention, and use tools to assess the effectiveness of gender equality measures. They also needed to create an enabling environment for women. Another key requirement was to conduct human rights due diligence with a gender lens.

    Some speakers expressed concerns related to discrimination against women in the technology sector. Many companies lacked a gender lens when assessing their value chains and were not carrying out gender-related due diligence. There was evidence of disproportionate harm to non-binary women and the targeting of women human rights defenders online. Companies were actively amplifying gender biases. The Committee and the Working Group needed to work with civil society and to call out companies by name when they violated human rights. They also needed to promote corporate accountability and prevent regression.

    Speakers presented measures to change cultural mindsets to support women to succeed professionally; to promote a healthy work-life balance for women; to raise awareness of women’s rights among businesses; and to develop rules and tools to protect women and girls on social media platforms.

    Some speakers said technology could allow for greater access to education for women and girls, so women needed increased access to it. One speaker said girls had less opportunities to study in fields such as programming and robotics. With simple reforms and measures encouraging participation, more and more women and girls would choose information technology as a profession, they said.

    Some speakers expressed concerns that artificial intelligence technology was not sufficiently regulated. It was possible for artificial intelligence systems to learn and reproduce societal biases and there were also privacy concerns regarding the data that these systems used. One speaker presented efforts to eliminate biases in artificial intelligence systems and to develop tools to ensure that such systems respected human rights.

    One speaker called for respect for women’s rights in the energy transition. Women had strong roles to play in preventing child labour in the energy sector and supporting children’s access to education. Businesses needed to ensure women’s experiences were incorporated in energy transition programmes, and to finance science, technology, engineering and maths education programmes for women, speakers said.

    Padilla, Schiff, Senate Judiciary Committee Democrats Demand Answers From Trump Administration on Purging of DOJ and FBI Officials

    WASHINGTON, D.C. — Today, U.S. Senators Alex Padilla and Adam Schiff (both D-Calif.) joined U.S. Senate Democratic Whip Dick Durbin (D-Ill.) and all other Senate Judiciary Committee Democrats in demanding answers from Trump Administration nominees and acting officials on the removal or reassignment of career law enforcement officials across the Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI).

    Last week, the Trump Administration reportedly purged dozens of DOJ and FBI officials involved in prosecuting Donald Trump and the January 6 rioters, and they are now threatening additional action against thousands of employees across the country who worked on investigations related to the attack on the Capitol. The Senators wrote to Pam Bondi, President Trump’s nominee to be the Attorney General of DOJ; Kash Patel, nominee to be the Director of the FBI; Todd Blanche, nominee to be Deputy Attorney General; Acting Attorney General James McHenry; and Acting FBI Director Brian Driscoll regarding the mass purging.

    “We have grave concerns about the removal or reassignment across the Department of Justice (DOJ) and Federal Bureau of Investigation (FBI) of senior career civil servants who have served honorably under multiple administrations, regardless of the President’s party,” wrote the Senators. “The removals and reassignments from their positions of a significant number of experienced, nonpartisan Department officials with invaluable national security expertise without any comparable replacements one day into the second Trump Administration presents an alarming threat to national security.”

    “As America faces a heightened threat landscape, these shocking removals and reassignments deprive DOJ and the FBI of experienced, senior leadership and decades of experience fighting violent crime, espionage, and terrorism,” continued the Senators. “As the FBI Agents Association stated in response to reports about the removal of FBI officials: ‘Dismissing potentially hundreds of Agents would severely weaken the Bureau’s ability to protect the country from national security and criminal threats and will ultimately risk setting up the Bureau and its new leadership for failure.’ Moreover, the firing of dozens of federal prosecutors and hundreds of agents will cripple FBI field offices and U.S. Attorney’s offices across the country. We can only assume these decisions are intended to prevent the Department from investigating national security and public corruption, while also serving as political retribution against the President’s perceived enemies and stoking fear among the dedicated and talented workforce in our nation’s premier law enforcement agency.”

    As many as 20 senior DOJ officials were reassigned or removed, including the veteran career deputy assistant attorneys general in the Department’s National Security Division.

    Over the weekend, thousands of FBI personnel across the country were asked to complete a questionnaire by today, Monday, February 3, at 3 p.m. The survey asks for their job title, whether they worked on a case related to the January 6th attack on the Capitol, “if they were involved in the arrest of a Jan. 6 suspect, if they testified at a trial, if they interviewed witnesses, if they conducted surveillance on suspects and more.” It has also been reported that the Acting FBI Director is being advised by an advisory committee comprised of partisan political operators, including an Elon Musk affiliate. This is a stark departure from the longstanding tradition that the FBI Director is the only political appointee in the Bureau.

    The purge of experienced career prosecutors and agents has recently expanded to include the removal or forced retirement of all six executive assistant directors (EADs), including the EADs who oversee the National Security Branch, Intelligence Branch, and the Criminal, Cyber, Response, and Services Branch. It also includes the assistant Directors and the Special Agents in charge of at least four major field offices. Acting Deputy Attorney General Emil Bove ordered these actions in a January 31, 2025 memo, stating, “I do not believe the current leadership of the Justice Department can trust these FBI employees to assist in implementing the President’s agenda faithfully.”

    Additionally, over a dozen senior DOJ prosecutors were fired after receiving memos from Acting Attorney General McHenry, stating “Given your significant role in prosecuting the President, I do not believe that the leadership of the Department can trust you to assist in implementing the President’s agenda faithfully.”

    The Senators emphasized that the Senate Judiciary Committee has a constitutional obligation to perform oversight over the Department and its components, and to provide advice and consent on the nominations of officers to lead it. To that end, they requested information to be returned to the committee in response to the removal of FBI and DOJ officials. They also requested answers from these individuals about their involvement. 

    In addition to Senators Padilla, Schiff, and Durbin, the letters were signed by U.S. Senators Richard Blumenthal (D-Conn.), Cory Booker (D-N.J.), Chris Coons (D-Del.), Mazie Hirono (D-Hawaii), Amy Klobuchar (D-Minn.), Peter Welch (D-Vt.), and Sheldon Whitehouse (D-R.I.).
