  • MIL-Evening Report: Inflation is sinking ever lower. Now that it’s official what’s the RBA going to do?

    Lower petrol prices and an electricity rebate have contributed to a further fall in the quarterly measure of inflation, the Consumer Price Index.

    The rate in the September quarter dropped to 2.8%, putting it for the first time within the Reserve Bank’s target range of two-point-something since the March quarter of 2020.

    The fall was broadly in keeping with market expectations, and keeps low the likelihood of an interest rate cut this year. The next Reserve Bank meeting is scheduled for Tuesday.

    The bank pays more attention to the long-running quarterly measure of the CPI than the more volatile monthly version which already dropped into its target range in August.

    The monthly measure dropped further, to 2.1%, in September.



    The quarterly CPI is also more important because it is included in all sorts of workplace and other contracts and indexation formulas.

    The main reason for the fall in inflation was the electricity rebates announced in the federal budget and by some states.

    Also helping were the falls in petrol prices, mainly reflecting declines in global oil prices. Cheaper or free public transport in Brisbane, Canberra, Hobart and Darwin also contributed.



    Preventing a larger fall were the continuing strong growth in insurance costs and rent. The rise in insurance costs reflects a series of extreme weather events such as bushfires and floods. It is a way in which climate change is exacerbating inflation.

    Contrary to what many people think, the increase in rents is not due to landlords passing on higher interest rates. Landlords may want to do this but they are only able if vacancy rates are low, otherwise tenants just move elsewhere.

    History shows it is low vacancy rates that drive up rent regardless of the level of interest rates. The inability of landlords to pass on interest rate increases has been confirmed by a study just published by the Reserve Bank using tax return data.

    It showed that only three cents of every dollar in extra interest costs is passed on.

    The fall in inflation to a rate significantly below the 4% at which wages are increasing means that the cost of living crisis is abating, although not yet over.

    The dramatically lower inflation rate puts Australia in a comparable position to the United States, whose inflation rate is 2.4%, the United Kingdom, whose inflation rate is 1.7% and New Zealand where it is 2.2%.

    The US, UK and New Zealand all have inflation targets (or midpoints) of 2%, so inflation is now only slightly above the target in the US and New Zealand. It is actually below it in the UK. In response all three have cut their key policy interest rates.

    Yet it is unlikely that the Reserve Bank will follow their lead until next year, despite growing pressure.

    One reason is that, even after their cuts, interest rates in our three peers are still higher than in Australia, at around 4.75% to 5%.

    But more importantly, the Bank has stressed recently that it pays more attention to the “underlying” rate of inflation, which looks through temporary measures such as the electricity subsidies. The Bank will only cut interest rates when they are “confident that inflation was moving sustainably towards the target range”.

    The bank’s preferred measure of underlying inflation, the so-called trimmed mean, has also fallen.

    But at 3.5%, it is still above the target. A positive aspect is that it has reached 3.5% ahead of the Bank’s most recent forecast which had 3.5% only being reached by the end of 2024.



    Monetary policy, however, has in Milton Friedman’s famous words “long and variable lags”.

    As the then future governor Glenn Stevens remarked back in 1999,
    “the long lags associated with the full impact of monetary policy changes mean that policy changes today must be made with a view not just to what is happening now, but what is likely to be happening in a year’s time and even beyond then”.

    In other words we want to drive by looking ahead rather than just at the rear view mirror. The Bank is like a footballer who needs to head to where the ball will be rather than where it is now.

    There is therefore a risk that if the Reserve Bank keeps interest rates high until inflation reaches the middle of the target, it will be too late to prevent the economy slowing too much and inflation will undershoot the target. This would likely be associated with unnecessarily high unemployment.

    That is why the Reserve Bank board faces a difficult balancing act in taking its decisions.

  • MIL-OSI New Zealand: Gang member arrested after homemade firearm located

    Attributable to Senior Sergeant Aimee Whitley, Hamilton City Area Response Manager:

    Two people, including a gang member, have been arrested and a homemade firearm seized following an incident in Hillcrest, Hamilton.

    Around 2pm yesterday, Police responded to Masters Avenue following a report of a disorder involving a firearm. No-one was injured.

    A person believed to be in possession of a firearm left the scene in a vehicle.

    Police swiftly responded, armed as a precaution, searching the Hillcrest area and locating the vehicle of interest further down Masters Avenue.

    The vehicle was stopped and two people from the vehicle were arrested without incident.

    A small home-made pistol, capable of firing .22 calibre rounds, was located and seized, along with 203 grams of cannabis also located in the vehicle.

    A 30-year-old Waikato man is due to appear in the Hamilton District Court on Friday 1 November on charges of unlawfully possessing a firearm and unlawfully possessing ammunition.

    A 23-year-old Waikato man is due to appear in the Hamilton District Court on Tuesday 5 November on a charge of possessing a cannabis plant.

    Thanks to the detailed and prompt report made by a member of the public, Police were able to swiftly locate the vehicle of interest, taking one more firearm off the street.

    Police work hard to hold offenders to account, especially those with the potential to cause serious harm in our communities, such as those unlawfully in the possession of firearms, or those who take it upon themselves to craft homemade firearms.

    Homemade firearms have the potential to cause serious harm, not only to officers and the community but also to those using them.

         Four property owners were convicted and fined over $104,000 in total at the Eastern Magistrates’ Courts on October 17 for failing to comply with fire safety directions issued under the Fire Safety (Buildings) Ordinance (FS(B)O) (Cap. 572).      The Buildings Department (BD) issued fire safety directions under section 5(2)(a)(ii) of the FS(B)O to the respective owners of four domestic flats in a 70-year-old composite building on Lockhart Road, Causeway Bay, requiring them to comply with the fire safety construction requirements by providing fire-rated doors at the unit entrances, which open directly to staircases.      Failing to comply with the statutory directions, the four owners were prosecuted by the BD and were convicted by the court. Each of them was fined $26,120.      “According to the FS(B)O, failing to comply with a statutory direction issued under the ordinance without reasonable excuse is a serious offence. The BD may instigate prosecution proceedings against the owner”, a spokesman for the BD said today (October 30).      Pursuant to section 5(8) of the FS(B)O, any person who, without reasonable excuse, fails to comply with a statutory direction, commits an offence and is liable on conviction to a fine at level 4 ($25,000 at present) and to a further fine of $2,500 for each day of non-compliance. Upon conviction, an application may also be made to the court for a Fire Safety Compliance Order against the owner under section 6(1) of the FS(B)O directing the owner to comply with the requirements of the direction.

  • MIL-OSI China: Typhoon Kong-rey expected to make landfall in Zhejiang, Fujian on Thursday

    Typhoon Kong-rey, the 21st typhoon of this year, is expected to make landfall along the eastern coast of Taiwan between noon and evening on Thursday and will gradually shift northeast towards the coastal areas of Zhejiang and Fujian provinces, where it may weaken but still pose a risk of grazing the coast, the China Meteorological Administration said on Tuesday.

    Dai Kan, deputy director of the National Meteorological Center, said Typhoon Kong-rey formed in the Northwest Pacific on Friday. By Tuesday afternoon, its center was located approximately 780 kilometers southeast of Taidong, Taiwan with maximum winds of 13 levels near the center.

    Influenced by cold air, areas near the typhoon’s center could see wind speeds of 13 to 17 levels in the following days, with gusts exceeding 17 levels. From Wednesday to Friday, heavy to torrential rain is anticipated in Taiwan, eastern and northern Fujian, Zhejiang, Shanghai and southern Jiangsu province, the administration said.

    CMA statistics show that no typhoons have made landfall or grazed the coasts of Fujian and Zhejiang after Oct 25 since 1949.

    “Residents in these areas should closely monitor the typhoon’s trajectory and take precautions against wind and rain,” Dai said.

    In addition, Typhoon Trami, along with cold air, have brought strong winds and heavy rain in the coastal areas of Zhejiang, Guangdong, and Hainan provinces starting Monday, the administration said.

    This month, temperatures in most areas in China have remained close to or above average, with significant fluctuations between warm and cold conditions, said Jia Xiaolong, deputy director of the National Climate Center.

    “There have been two major rainfalls, alleviating drought conditions in the Sichuan province and Chongqing, as well as areas along the Yangtze River,” Jia said.

    The national average temperature was 11.8 C in October, 0.9 C higher than that in a normal year, while five cold air events affected the country, he added.

    From Sep 29 to Oct 3, a cold wave brought temperature drops of 8 to 14 C in central and eastern areas, causing frost and snow damage in parts of Inner Mongolia autonomous region and northern Gansu province.

    The average national rainfall reached 35 millimeters, a 6.3 percent above the usual level for the same period of the year. “Some weather stations reported daily rainfall that broke historical records for October,” Jia said.

    In the coming 10 days, China is expected to experience wind and rain from Typhoon Kong-rey and another round of strong cold air. From Nov 3 to 5, strong cold air will move from the north to the south, bringing winds and cooling temperatures, he added.

  • MIL-OSI China: Hamas says open to agreements on permanent ceasefire

    Hamas expressed on Tuesday its openness to any agreements or ideas for establishing a permanent ceasefire in the Gaza Strip.

    Sami Abu Zuhri, a senior Hamas official, said in a televised speech that the movement is open to any agreements or ideas that would end the suffering of the people in Gaza and establish a permanent ceasefire.

    Abu Zuhri added that the agreements or ideas should include the withdrawal of the Israeli army from the entire Gaza Strip, the lifting of the blockade, and the provision of relief, support, and shelter for the population, as well as reconstruction and a serious prisoner swap deal.

    He added that the movement has responded to mediators’ requests to discuss new proposals regarding a ceasefire and prisoner exchange. The Hamas official noted that his group has already held some meetings on this topic and that additional meetings will follow.

    On Sunday, Egyptian President Abdel-Fattah al-Sisi announced a proposal for a two-day ceasefire in Gaza to exchange four Israeli hostages for Palestinian prisoners, with plans for negotiations within ten days to work toward a permanent truce.

    Sisi’s announcement came as efforts continue to resume Gaza ceasefire negotiations. Recently, a Hamas delegation discussed “ways to overcome obstacles” blocking the truce in Cairo.

    Since the outbreak of the conflict between Hamas and Israel in October last year, Egypt, Qatar, and the United States have been working to mediate a ceasefire in Gaza.

    Several rounds of talks in this regard have been held in Doha and Cairo over the past months but failed to produce any serious agreements to end the yearlong conflict.

  • MIL-OSI Australia: New fire season resources to prepare the community

    CFA is providing new materials and resources for its brigades and members to make sure they and the community are prepared for the summer season.

    As Fire Danger Periods begin, it’s critical that the community understands what activities they can and cant do, particularly with open-air fires and the restrictions that apply during these times. 

    Last year, CFA launched a new series called Can I or Can’t I?’ that focused on topics such as camp fires, barbecues, burning off, and explaining what people can and cannot do on a Total Fire Ban days or during Fire Danger Periods. We have added some new topics to this series in response to the growing demand for information about firepits and other outdoor cooking. The new artwork comprises flyers, posters, animations, and more detailed content online. 

    Many of these topics have also been translated into 12 languages, which are available on the Languages section of the CFA website. This includes the new resources about fire pits and outdoor cooking, and the majority of the ‘Can I or Can’t I?’ series of animations including camp fires, travel, burning off, and barbecues. 

    We also have a range of other translated material including smoke alarms, urban grassfires, and Fire Danger Ratings. These resources include simplified fact sheets, animations and audio. 

    Alongside out assets we also support the Victorian Government’s How well do you know fire?’ campaign, which will continue to emphasise how everyone has a shared responsibility to stay safe and how unpredictable fires can be. As with previous years, this campaign started in October and will continue to the end of the summer with prepare, leave early and traveller messages.

         Following is a question by the Hon Steven Ho and a written reply by the Secretary for Security, Mr Tang Ping-keung, in the Legislative Council today (October 30): Question:      It has been reported that whenever a typhoon hits Hong Kong, some members of the public will recklessly disregard warnings and purposely go to the seaside to “chase wind”, and some people will even engage in outdoor activities such as hiking and surfing under extreme weather. There are views pointing out that such behaviour not only endangers their own lives and safety, but also wastes the Government’s rescue resources and leads to casualties among rescuers. In this connection, will the Government inform this Council: (1) of the following information on cases received by the Government in each of the past five years where members of the public encountered danger and sought assistance while engaging in outdoor activities when weather warnings were in force: the number of such cases, the types of outdoor activities involved, the number of search and rescue (S&R) personnel, the casualties among the S&R personnel, and the public expenditure involved; (2) given that the existing legislation empowers the authorities to close beaches or country parks when necessary, and it is an offence to enter such closed beaches or country parks without permission, of the number of prosecutions instituted by the authorities in the past three years in respect of the aforesaid offence; (3) of the work undertaken by the Government in the past three years to prohibit members of the public from entering dangerous areas such as waterfronts, riversides and hills when weather warnings were in force (including putting up notices and disseminating warning messages through the media), as well as the expenditure involved (with a breakdown by work initiative); and (4) whether it has considered imposing charges on those members of the public who encounter danger and seek assistance as a result of riskily engaging in outdoor activities under inclement weather (e.g. requiring them to bear a certain proportion of the S&R expenditure), so as to achieve a deterrent effect; if so, of the details; if not, the reasons for that? Reply: President,      The Government strongly discourages the public from taking risks to engage in outdoor activities under inclement weather. It will continue to remind members of the public through various channels of the risks of engaging in outdoor activities under inclement weather, and step up enforcement actions. Under extreme weather conditions, such as when the Tropical Cyclone Warning Signal No. 8 or above, or the Black Rainstorm Warning are in force, mountain-climbing or other water sports activities will become even more dangerous. In case of an accident, it will also put rescuers in a dangerous situation.      In consultation with the Culture, Sports and Tourism Bureau and the Environment and Ecology Bureau, our consolidated reply to the question raised by the Hon Steven Ho is as follows: (1) Between January 1, 2020 and September 30, 2024, the Fire Services Department (FSD), the Hong Kong Police Force (HKPF), and the Government Flying Service have been deployed for mountain rescue arising from camping or hiking and immersion incidents arising from swimming or surfing when an Amber, Red or Black Rainstorm Warning, or Tropical Cyclone Warning Signal No. 3 or above was in force. Details are as follows:

          The above deployments did not result in any casualties among the rescuers. The rescue teams have not maintained a statistical breakdown of the operating cost. (2) As far as temporary closure of beaches is concerned, the Leisure and Cultural Services Department (LCSD) has, in addition to giving advice on multiple occasions, issued a total of four verbal warnings in the past three years to persons entering/intending to enter temporarily closed beaches for water sports activities. During the period, no prosecution was instituted against non-compliance with the temporary closure of beaches.      As regards the hoisting of red flags at unclosed beaches, the LCSD has, in addition to giving advice on multiple occasions, successfully instituted one prosecution against water sports activities illegally conducted within the area of gazetted beaches in the past three years. Furthermore, during the law enforcement operation at Big Wave Bay Beach on October 25, 2024, two members of the public were found to have committed the acts of illegal surfing during hoisting of red flags at the unclosed beach, suspected of contravening the Bathing Beaches Regulation. An investigation by the LCSD is underway into such a case and prosecution is under consideration.      On the other hand, in the past three years, the Agriculture, Fisheries and Conservation Department (AFCD) had not closed country parks due to inclement weather. The AFCD will consider the closure of country parks having regard to the actual situation and when necessary. (3) During temporary closure of beaches and hoisting of red flags at unclosed beaches, beach staff will advise or verbally warn members of the public who are oblivious to the dangers at sea for their action jeopardising their own safety and that of rescuers. The LCSD will also consider instituting prosecutions against wrongdoers to serve as deterrence. Generally, members of the public heed the advice from the staff in virtually all cases. The above work does not involve additional expenditure.      When adverse weather warnings (such as Tropical Cyclone Warning Signal No. 3 or Rain Storming Warnings) are about to be issued or while these are in force, the AFCD will appeal to members of the public to refrain from going to the country parks through news broadcasts and social media platforms. Moreover, the AFCD will regularly utilise the social media and other communication channels to promote hiking safety, and remind members of the public to avoid visiting country parks during adverse weather. The above work forms part of the AFCD management of country parks, and therefore does not involve additional expenditure.      Whenever a Tropical Cyclone Warning Signal is in force, the Hong Kong Observatory (HKO) will remind the public to stay away from the shoreline and refrain from conducting any water sports activities. When a Rainstorm Warning Signal is in force, the HKO will remind the public to stay away from watercourses, and to stay alert to the possible dangers of flooding of the watercourses even after the Rainstorm Warning is cancelled. Other weather warnings or alerts are also accompanied by corresponding points to note. The HKO currently disseminates the above information to the public through various channels, including the HKO’s website, the mobile application MyObservatory, and social media platforms. The relevant operation and maintenance expenses have been subsumed into the recurrent cost of the HKO which cannot be further broken down. (4) The Government has always accorded top priority to public safety and the protection of people’s life and property. When calls for various emergencies are received, the HKPF and the FSD will immediately assess the nature of each incident and deploy appropriate resources to the scene.      The Government strongly discourages the public from taking risks to perform outdoor activities under inclement weather, as these activities will bring significant risks not only to the members of the public themselves, but also to the rescue personnel deployed in case of emergency. Notwithstanding the above, people’s lives are a top priority, and the Government will provide effective, reliable and efficient emergency services to people in distress or in need under all circumstances. The last thing we want to see is those in need being deterred from seeking emergency call services due to any reasons, including the charging of a levy.

  • MIL-OSI Asia-Pac: LCQ14: Improving the water quality of the Tsuen Wan waterfront

         Following is a question by the Hon Joephy Chan and a written reply by the Secretary for Environment and Ecology, Mr Tse Chin-wan, in the Legislative Council today (October 30):
     
    Question:
     
         In his 2022 Policy Address, the Chief Executive set a target of reducing the pollution load at identified outfalls emanating stench in specific districts (including Tsuen Wan) by half before the end of this year. It has been reported that the Government department concerned has indicated recently that the aforesaid target has been achieved ahead of the schedule, and the pollution load of the Tsuen Wan waterfront has been reduced by about 80 per cent. In this connection, will the Government inform this Council:
     
    (1) as it has been reported that the Environmental Protection Department (EPD) indicated last month that 70 cases of misconnection of drains had been found in Tsuen Wan and, among them, 36 cases had been rehabilitated or were under acceptance inspection, of the specific locations of such cases of drain misconnections and the specific rehabilitation measures taken; as for the remaining cases of drain misconnections pending rehabilitation, of the Government’s rehabilitation works plan and timetable;
     
    (2) as the EPD has indicated that following the rehabilitation of misconnected drains, the next task is to continue to identify other sources of pollutants, of the progress and targets of such task and the plans in place to monitor the water quality situation of the Tsuen Wan waterfront, for example, whether prosecution will be instituted against property owners involved in the misconnections of drains to prevent recurrence of similar problems; if so, of the details; if not, the reasons for that;
     
    (3) upon the completion of the drain rehabilitation works mentioned in (1), of the specific measures put in place by the Government to ensure that the drains can be effectively maintained and managed on a long-term basis, and whether such measures cover preventive maintenance and contingency rehabilitation plans; whether the Government will introduce new technologies to enhance the durability and operation efficiency of drains;
     
    (4) whether the Government has plans to extend across the territory the successful experience and fruitful outcomes of rehabilitating drains at the Tsuen Wan waterfront as well as the techniques applied, so as to improve the overall pollution load and odour intensity of the waterfront of Hong Kong; whether the Government will collaborate with environmental groups and experts to jointly take forward the work of ameliorating pollution at the waterfront;
     
    (5) as it has been reported that the Government has installed monitoring systems at the Tsuen Wan Sports Centre to monitor on an ongoing basis the odour changes of the Tsuen Wan waterfront, of the details of the data collected by such monitoring systems (including ways to ensure the accuracy and reliability of the data); of the water and air quality data of the Tsuen Wan waterfront collected by the Government over the past two years, and whether such data shows a trend of progressive improvement; and
     
    (6) whether the Government has short-term and long-term plans to continuously improve the water quality and odour of the Tsuen Wan waterfront; if so, of the details; if not, the reasons for that?

    President,

         The Government has all along been attached great importance to improving the water quality of Victoria Harbour. Since the launch of the Harbour Area Treatment Scheme by the Government, all sewage generated from both sides of Victoria Harbour, including Tsuen Wan District, has been intercepted and diverted to the Stonecutters Island Sewage Treatment Works for centralised treatment. As a result, the overall water quality of Victoria Harbour has improved significantly. The Cross Harbour Race, which was suspended for years due to poor water quality, has resumed since 2011 and has returned to its traditional route in the central area of Victoria Harbour since 2017. To further ameliorate the remaining near-shore water quality and odour problems of Victoria Harbour, the Chief Executive set out the target in the 2022 Policy Address to reduce the pollution load by half before end-2024 at stormwater outfalls with serious pollution problems along both sides of Victoria Harbour, in particular in Tsuen Wan, Sham Shui Po and Kowloon City districts. Since then, the Environmental Protection Department (EPD) has conducted large-scale pollution source investigations mainly in the three priority areas mentioned above. More than 8 000 stormwater and sewage manholes have been inspected, with nearly 2 000 water samples collected for chemical and Escherichia coli (E. coli) level analyses. We have also identified pollution sources by way of dye-tracing tests, detection robot, ground penetrating radar (GPR), sonar inspection boat and other advanced equipment, while working closely with the Drainage Services Department (DSD) and the Buildings Department (BD) to rehabilitate defective sewers. With the progressive completion of rehabilitation works, the overall pollution load at the relevant outfalls in the above three priority areas has been reduced by about 80 per cent and the odour problem has also been ameliorated significantly, which is widely welcomed by residents in the vicinity. 
     
         My reply to the question raised by the Hon Joephy Chan is as follows:

    (1) Most of the cases found in Tsuen Wan District are concentrated in areas of earlier development, such as Chung On Street (Tai Pei Square, Yi Pei Square, Sam Pei Square and Sze Pei Square), Lo Tak Court and the area around Heung Wo Street, etc. To trace the pollution sources in Tsuen Wan District, the EPD made the best endeavour and inspected over 1 000 stormwater and sewage manholes, collected over 400 water samples for chemical and E. coli level analyses, and successfully identified a total of 70 locations of sewer misconnection in the district. With instant follow-ups and rectifications made in collaboration with the DSD and the BD, we have so far completed rehabilitation for 36 cases involving a higher pollution load, thereby reducing the overall pollution load by about 90 per cent. The distribution of sewer misconnection cases in the district is listed in Table 1. The remaining 34 sewer misconnection cases pending rectification are mainly confronted with a more complex construction environment or technical issues. For example, works are required to be carried out beneath busy vehicular accesses and in narrow back lanes with congested underground utilities, which significantly limit the available space for the works. Our target is to complete these remaining misconnection cases within this year to further improve the water quality and odour problem of the harbourfront in the district.

    (2) In terms of progress and target for continuous identification of pollution sources, the EPD has implemented a continuous monitoring programme in Tsuen Wan District and adopted innovative tracking methods, including installing surveillance camera systems inside stormwater manholes at certain strategic locations to perform around-the-clock flow monitoring inside the manholes. When abnormal discharge is detected, the intelligence function will immediately issue an alert message for taking prompt follow-up actions. Compared with the traditional method of deploying staff to open manholes for inspection every time, this new method can monitor the flow of sewage from upstream into the stormwater systems continuously and identify the pollution sources, thus saving manpower. Besides, the EPD has applied other innovative technologies to monitor the conditions of drains, including deploying a sonar inspection boat and using a GPR to scan underground drains and sewers, which enable the generation of instant images to show the connections of underground stormwater drains and nearby sewers without digging up the roads. In order to continuously monitor the water quality of the Tsuen Wan harbourfront, the EPD has also set up three regular near-shore water quality monitoring stations at the near-shore locations of Tsuen Wan Bay near the outfalls of Tai Chung Road, Ma Tau Pa Road and Tai Ho Road box culverts. Monthly sampling is conducted to monitor the water quality, with indicators including dissolved oxygen and organic pollutant levels (5-day biochemical oxygen demand), etc.

         To rectify misconnection cases, the DSD carries out regular inspections of the conditions and structures of public sewerage and stormwater drainage systems. When defective sewers or manholes are found, rehabilitation works will be promptly arranged. As for misconnection cases in buildings, the BD will issue statutory repair/removal orders pursuant to the Buildings Ordinance (Cap. 123) to urge or order the property owners concerned to discharge their responsibilities to rectify the problems of sewer misconnection. For cases which remain non-compliant after receipt of such orders, the BD will take appropriate enforcement actions according to the circumstances. Among the 30 ongoing misconnection cases in buildings in Tsuen Wan District, 22 cases are undergoing rectification, while the BD will continue to follow up the remaining eight cases, for which statutory orders have been issued.

    (3) Upon completion of the pipe rehabilitation works, the DSD will conduct regular inspections and clearances of sediment from the drainage pipe system to ensure its proper functioning. Furthermore, the DSD will inspect and assess the operational and structural conditions of the existing underground channels according to their plans. Following a risk-based principle, appropriate replacement and rehabilitation plans are formulated in an orderly manner, including deploying different methods to install fibreglass or polyester fibre linings in the existing pipes through trenchless excavation, thereby enhancing the maintenance of the drainage system. These advanced technologies for pipe replacement and rehabilitation can maintain the reliability of the drainage system and at the same time reduce the impact on the public during the construction period. The contractors of the DSD have also reserved materials for rehabilitating drainage pipes and manpower for emergency deployment to carry out urgent pipe rehabilitation works. Meanwhile, the DSD is committed to the development and application of various innovative technologies and machinery to assist in drainage service operations, including remote-controlled desilting robots and pipeline inspection robots, the use of drones for pipeline closed-circuit television surveys, and smart water level sensors. These devices can not only enhance the efficiency of drainage service operations, but can also reduce the risks of works and protect the safety of workers.

    (4) Based on the success case in rehabilitating sewer misconnections in Tsuen Wan District, the EPD has extended the techniques applied therein to other priority areas and has been in close communication with various organisations and university research teams to pool our wisdom and work together for improving the harbourfront environment. In particular, the EPD has since 2022 engaged a team from the Hong Kong University of Science and Technology (HKUST) to install monitoring instruments at the Tsuen Wan Sports Centre, specifically monitoring the concentration of hydrogen sulphide (H2S), which is an air pollutant associated with odours at the Tsuen Wan harbourfront. The DSD also worked with another HKUST team to jointly develop new technologies. By deploying large curtains and Malodour Control Hydrogel at the outlets of box drains along the coast, the emission of malodour is inhibited. Looking ahead, the Government will continue to collaborate with experts from various fields to adopt innovation and practicable solutions to further consolidate the achievements in ameliorating the water quality and odour problems of Victoria Harbour.

    (5) To objectively assess the actual effectiveness of rectification of misconnections in improving the odour levels in harbourfront areas, the Government has installed odour monitoring instruments at the Tsuen Wan Sports Centre and other locations along Victoria Harbour shorelines to continuously monitor odour changes in harbourfront areas. A team from the HKUST will conduct regular maintenance and calibration for the monitoring instruments, and verify the collected data to ensure the accuracy and reliability of the monitoring data. The monitoring data collected from the Tsuen Wan harbourfront revealed that the concentration of H2S, which is the key cause of odour, showed a significant downward trend. The H2S concentration recorded in August 2024 was 80 per cent lower when compared to that in early 2022. The records of monthly average concentration data are shown in Figure 1 and Table 2.

         As for water quality, the monitoring data recorded in the waters near three stormwater drain outlets at the Tsuen Wan West harbourfront showed that the near-shore water quality in the area has undergone significant improvement. The overall average dissolved oxygen level in seawater has increased by about 30 per cent, while the content of organic pollutants has decreased by about 40 per cent. The annual average water quality data recorded at the near-shore water quality monitoring stations are shown in Table 3.
         
         The EPD interviewed members of the public at the Tsuen Wan harbourfront in August this year. Seventy-five per cent of the respondents agreed that the odour problem at the harbourfront had improved, with half of them considering the improvement to be significant.
         
    (6) In order to continuously improve the water quality and odour problems at the Tsuen Wan harbourfront, apart from the short-term measures including investigating and rectifying misconnections as mentioned in (2) to (4), the Government will continue to implement the following medium-to-long-term improvement measures:

    (i) Desilting Works: Regular desilting works will be carried out for the three main box culverts (stormwater drains in Tai Chung Road, Tai Ho Road and Ma Tau Pa Road) in Tsuen Wan District to reduce the discharge of pollutants or sediments from the stormwater drains into the near-shore waters;

    (ii) Sewer Replacement and Rehabilitation Works: To prevent leakeage of sewers from affecting the water quality along the Tsuen Wan harbourfront, the Government will undertake public works projects to rehabilitate some of the aged underground sewers in Tsuen Wan District. As at December 2023, approximately 11 kilometres of sewers in Tsuen Wan District were undergoing replacement and rehabilitation, and the works are expected to be completed in phases by end-2026; and

    (iii) Village Sewerage Sytems: Village sewerage works for Chuen Lung and Lo Wai are expected to be completed by end-2025. Moreover, village sewerage works are also underway in rural areas in Tsuen Wan District, namely San Tsuen, Wo Yi Hop and Sheung Kwai Chung. The works projects will commence upon completion of land acquisition procedures and funding approval by the Legislative Council, and the works are expected to be completed in three to five years.

         All in all, the Government will continue to take forward various improvement and monitoring measures to strive for turning the Tsuen Wan harbourfront into a new landmark of water-friendly culture.

    As part of the formation of a sports cluster in the Mnevnikovskaya floodplain, the construction of the Alexander Ovechkin International Hockey Academy continues. This was reported by the Minister of the Moscow Government, head of the capital’s Department of Urban Development Policy Vladislav Ovchinsky.

    “The main building of the Alexander Ovechkin International Hockey Academy will have training grounds and two ice arenas. One of them will have an auditorium for 1,500 seats. A multifunctional conference hall will also be equipped here. A hotel for athletes and a recovery and rehabilitation center are being built on the territory of the academy. In addition, as part of the formation of a sports cluster, they plan to build a beach sports center and a year-round water recreation and entertainment complex here,” explained Vladislav Ovchinsky.

    In addition, Mnevnikovskaya floodplain will have well-equipped tennis courts, volleyball, streetball, and workout courts. They will also build an ice and multi-purpose sports palace, an ice palace, a multi-functional building with a curling arena, a billiards palace, a rowing base, and a building for the CSKA basketball club.

    “A large sports cluster is being formed on the territory of the Mnevnikovskaya floodplain, for the construction of facilities for which the city is providing land as part of the implementation of large-scale investment projects.     To implement large-scale investment projects, investors are provided with land without bidding. In addition to sports facilities, production complexes, innovation centers, social institutions, transport, commercial and other facilities can receive the status of such a project. For their construction, the city provides plots for rent for five years.

    On the instructions of Sergei Sobyanin, the city is paying special attention to the quality of sports infrastructure facilities. As noted by the Chairman of the Committee for State Construction Supervision of Moscow (Mosgosstroynadzor) Anton Slobodchikov, since the start of construction of the academy last summer, Mosgosstroynadzor has conducted five on-site inspections. Inspectors assessed the volume of work performed, the organization of the construction site, and compliance with safety requirements. Specialists from the subordinate Expertise Center were involved in the inspections. They conducted instrumental studies of the quality of structures and materials used, as well as their compliance with design documentation.

    Earlier Sergei Sobyanin reportedthat after the completion of the integrated development of the Mnevnikovskaya floodplain territory, a sports cluster with a total area of about 500 thousand square meters will appear here.

    Clarenville RCMP is seeking the public’s assistance in identifying a suspect in relation to property damage that occurred yesterday, October 27, 2024, at the Canadian Tire Gas Bar on Manitoba Drive in Clarenville.

    At approximately 8:30 a.m. on Sunday, Clarenville RCMP received the report of property damage. Surveillance footage obtained from the business showed a man throwing firewood at the front entrance of the gas bar at approximately 4:00 a.m. A copy of the surveillance video is attached.

    The investigation is continuing.

  • MIL-OSI Security: Darnell Bishop Sentenced To 15 Years For Role In Benton Harbor Dunham’s Store Handgun Theft

              GRAND RAPIDS, MICHIGAN — U.S. Attorney for the Western District of Michigan Mark Totten today announced that Darnell Bishop, 32, of Benton Harbor, was sentenced to 15 years in federal prison for kidnapping and brandishing a firearm during and in relation to a crime of violence. 

              “Mr. Bishop’s criminal scheme, had it succeeded, would have flooded the streets of southwest Michigan with illegal guns,” said U.S. Attorney Mark Totten. “The proliferation of illegal guns is one cause behind the gun violence epidemic we are experiencing in Benton Harbor, across the state, and across the nation. I am grateful to our local, state, and federal law enforcement partners for their swift and smart response that prevented the worst from happening. Moving forward, we will continue to focus our efforts on those few individuals who are driving gun violence in their communities.”

              Bishop was charged along with his brother and codefendant, Dontrell Nance, for the theft of 123 handguns from Benton Harbor Dunham’s Sports Store. Bishop and Nance kidnapped the Dunham’s manager from outside the manager’s home using a pistol, blindfolded and handcuffed him, took him to a second location, and threatened the manager into providing the alarm code for Dunham’s. Bishop then went to the store and stole 123 pistols, which he carried away in two large coolers. Law enforcement has since recovered all the firearms.  

              Nance previously pled guilty to kidnapping and brandishing a firearm during and in relation to a crime of violence.  He was sentenced to 15 years in federal prison.

              “Today’s sentence is an example of our commitment to our industry partners and their employees, that their safety and security is one of ATF’s top priorities,” said Detroit Field Division Special Agent in Charge James Deir. “Mr. Bishop and his cohorts need to be held accountable for their actions and represent the most deserving of Federal prosecution. They are criminals who put personal greed before the safety of Dunham’s employees and their families. Now, they will have plenty of time in prison to reflect on their wrongdoing.”

              “Mr. Bishop’s sentencing brings closure to a community left rattled by a violent attack against Dunham’s Sports and its manager in a plot to traffic over 100 illegal guns into our streets,” said Cheyvoryea Gibson, Special Agent in Charge of the FBI in Michigan. “I am thankful for the cooperation of our law enforcement partners, especially the Benton Harbor Safe Streets Task Force, whose prompt response thwarted this plot and averted potentially devastating consequences.”

              This case was investigated by the Benton Charter Township Police Department, Benton Harbor Department of Public Safety, Berrien County Sheriff’s Department, Michigan State Police, ATF, and FBI.

  • MIL-OSI Global: RFK Jr.’s pivot to Trump is a journey taken by many populists swept along the left-to-right alternative media pipeline

    When Robert F. Kennedy Jr. ended his independent presidential run in August 2024 and endorsed Republican Donald Trump, it might have seemed a surprising turn of events.

    Kennedy began his presidential run as a Democrat and is the scion of a Democratic dynasty. Nephew to former President John F. Kennedy and the son of former Attorney General Robert F. Kennedy, Kennedy spent most of his career as a lawyer representing environmental groups that sued polluting corporations and municipalities.

    Yet Kennedy, 70, has long held positions that put him at odds with the Democratic mainstream. He pushes public health misinformation around vaccines and HIV/AIDS, opposes U.S. military involvement in foreign wars, including in Ukraine, and claims that the CIA assassinated his uncle.

    Kennedy’s ideologically mixed politics are hard to categorize in traditional left-right terms.

    My political science research finds that Kennedy’s journey from left-aligned skepticism into Trumpism is part of a broader trend of contemporary left-to-right populist transformations happening across the United States.

    Rise of the populist alternative media

    Populism is a political story that presents the good “people” of a nation as in a struggle against its “elites,” who have corrupted democratic institutions to further their own selfish interests. It cuts across the ideological spectrum, often combining left-wing economic critiques with right-wing cultural ones.

    Based on my research, I find that Kennedy uses a populist style of speech that matches the rhetoric of today’s online alternative media, also known as the “alternative influence network.”

    If populism cuts across the ideological spectrum, so does the alternative media.

    This network of politically diverse independent podcasters, YouTube hosts and other creators connects with young, politically disaffected audiences by mixing politics with comedy and pop culture, and presenting themselves as embattled defenders of free thinking – in opposition to mainstream media and mainstream parties.

    Top-rated shows include “Breaking Points,” “Stay Free with Russell Brand,” “The Joe Rogan Experience,” The Culture War with Tim Pool and “This Past Weekend w/ Theo Von.”

    While many of these shows have been around since the 2010s, the network expanded throughout the Trump era. Their popularity skyrocketed during the COVID-19 pandemic, when public distrust in government, anger over pandemic restrictions and vaccine skepticism surged.

    These shows hosted Kennedy frequently throughout his presidential run in 2023 and 2024.

    Kennedy finds his audience

    I analyzed a set of Kennedy’s appearances for this story. Both Kennedy and alternative media hosts claim to care about “the real issues” facing Americans such as war, corporate and political malfeasance and economic troubles. They condemn the “mainstream” for promoting frivolous “culture war” topics related to race and identity politics.

    Kennedy and the alternative media hosts also combine left and right arguments in a typically populist way. They claim that corporations control the government and that liberals and corporations censor free speech.

    For example, on a May 2024, episode of “Stay Free with Russell Brand,” Brand asserted that corrupt institutions are backed by the “deep state.” He asked Kennedy how he would fight these powerful interests.

    “The major agencies of government have all been captured by the industries they’re supposed to regulate and act as sock puppets serving the mercantile interests of these big corporations,” responded Kennedy. “I have a particular ability to unravel that because I’ve litigated against so many of these agencies.”

    My research found that Kennedy often bonded with his alternative media hosts over his perception that liberal media sources – allegedly controlled by the Democratic National Committee or the CIA – were censoring his campaign.

    Like Kennedy, alternative media hosts often identify as former or disaffected Democrats. Many used to work at mainstream left news sites, where they say they experienced censorship.

    ‘This little island of free speech’

    In a June 2023 episode of “The Joe Rogan Experience,” Rogan explained that he no longer identifies as a liberal because of the “orthodoxy it preaches” around issues like vaccines. He then cited YouTube’s removal of some of Kennedy’s vaccine-related videos for violating its COVID-19 misinformation policy.

    Kennedy had just spent 90 minutes outlining his journey toward vaccine skepticism, which started with meeting a mother who believed vaccines caused her son’s autism.

    “If a woman tells you something about her child, you should listen,” he said.

    Kennedy also described being convinced by a set of studies that public health officials had ignored.

    “Trust the experts is not a function of science, it’s a function of religion,” he said. “I’ve been litigating 40 years; there’s experts on both sides.”

    Afterward, he thanked Rogan for maintaining “this little island of free speech in a desert of suppression and of critical thinking.”

    Kennedy reiterated this point in the Aug. 23, 2024, speech that ended his campaign, saying the “alternative media” had kept his ideas alive, while the mainstream networks had shut him out despite his historically high third-party poll numbers of 15% to 20%.

    “The DNC-allied mainstream media networks maintained a near-perfect embargo on interviews with me,” Kennedy said.

    Speaking directly to the reporters in the room, he added, “Your institutions and media made themselves government mouthpieces and stenographers for the organs of power.”

    Left-to-right pipeline

    Trust in a range of U.S. institutions is at historical lows. Americans on both the right and the left are skeptical of power and crave radical change.

    Alternative media hosts tap into this desire, helping to push some disaffected listeners down the same left-to-right pipeline that landed Kennedy in Trump’s orbit.

    Trump and his allies are adept at harnessing the power of the alternative media ecosystem. Trump has appeared on male-centric shows like “This Past Weekend w/ Theo Von and ”The Joe Rogan Experience,“ and he founded the alternative social media platform Truth Social.

    Trump’s former adviser Steve Bannon hosts an influential podcast called the “War Room” on another MAGA alternative media platform, Rumble. Known for its fiery populist rhetoric, the “War Room” broadcasts live for an astonishing 22 hours a week.

    Until recently, Democrats have largely embraced traditional media. During the first months of her 2024 presidential campaign, Vice President Kamala Harris appeared on CBS’ “60 Minutes,” ABC’s “The View” and MSNBC’s “Stephanie Ruhle.”

    Then, on Oct. 12, Harris appeared on “Call her Daddy.” Spotify’s second-most popular podcast, it has a young, female audience. Days later, she sat down for an interview with Fox News and is reportedly in talks to appear on Joe Rogan’s show.

    Kennedy might approve of all this aisle-crossing.

    “Step outside the culture war!” he tweeted in July 2024. “Step outside the politics of hating the other side!”

  • MIL-OSI Global: On foreign policy, Trump opts for disruption and Harris for engagement − but they share some of the same concerns

    According to conventional wisdom, U.S. voters are largely motivated by domestic concerns and especially the economy.

    But the upcoming presidential election may be somewhat of an outlier. In a September 2024 poll, foreign policy actually ranks quite high in voters’ concerns – with more Democrats and Republicans combined saying it was “very important” to their vote than, say, immigration and abortion.

    As such, understanding where Republican presidential nominee Donald Trump and Democratic rival Kamala Harris stand on the significant international issues of the day is important. And we can do so by looking at the records of their respective administrations in the three regions they prioritized: the Indo-Pacific, Europe and the Middle East.

    Donald Trump: Disrupter-in-chief

    In his 2017 inaugural address, Trump painted a dark picture of the U.S. In his telling, his country was being taken advantage of by other nations, especially in trade and security, while neglecting domestic challenges.

    To disrupt this, Trump promised an “America First” approach to guide his administration.

    And in practice, his foreign policy certainly proved disruptive. He showed a clear willingness to buck traditions and undid some of former President Barack Obama’s signature policies, such as the Iran nuclear deal, which exchanged sanctions relief for restrictions on Tehran’s domestic nuclear program, and the Trans-Pacific Partnership trade agreement.

    In so doing, he ruffled the feathers of allies and foes alike.

    Trans-Atlantic relations were tense under Trump, especially because of his hostility toward NATO. After deriding the Atlantic alliance on the campaign trail, Trump stuck to the same tune while in office. He routinely insulted allies at high-level summits and allegedly came close to withdrawing from the alliance altogether in 2018.

    While NATO did make inroads in bolstering its Eastern flank in that period, the alliance was primarily defined by internal turmoil and limited cohesion during Trump’s time in office. U.S. relations with the European Union hardly fared better. In 2018, the U.S. imposed steel and aluminum tariffs on the European Union, citing national security concerns.

    Trump also broke with previous U.S. presidents in his administration’s Asia policy. One of his first moves in 2017 was to abandon the Trans-Pacific Partnership, a trade deal negotiated by Obama. Trump’s late 2017 national security strategy also announced a major shift toward China, labeling it as a “strategic competitor” – implying a greater emphasis on containing China as opposed to cooperating with it.

    This hawkish turn played out especially in the field of trade. Trump’s administration imposed four rounds of tariffs in 2018-19, affecting US$360 billion of Chinese goods. Beijing, of course, responded with tariffs of its own. The two countries did sign a so-called phase-one deal in January 2020 that sought to lower the stakes of this trade war. But the COVID-19 pandemic nullified any chance of success, and relations soured further with each Trump utterance of the pandemic being a “Chinese virus.”

    Trump showcased somewhat contradictory impulses toward the Middle East and other issues. He pushed for disengagement and to undo Obama’s major policies. Besides withdrawing from the Paris climate accords in 2017, Trump abandoned the Iran nuclear deal in 2018. His administration also signed a deal to end the U.S. presence in Afghanistan, and it withdrew forces from northern Syria.

    But at the same time, Trump continued the bombing campaign against the Islamic State group in Syria and Iraq and authorized the killing of Iranian Gen. Qasem Soleimani in 2020. The latter was consistent with a policy that aimed to pressure and isolate Iran economically and diplomatically. The key example of the diplomatic pressure came through especially via the Abraham Accords through which Trump helped facilitate the establishment of normal diplomatic ties between Israel and the UAE, Bahrain and Morocco.

    Kamala Harris: Alliance and engagement

    Although not taking a driving role in foreign policy, Harris has been part of an administration that has committed the U.S. to repairing alliances and engaging with the world.

    This came across by undoing some major actions from the Trump administration. For example, the U.S. quickly rejoined the Paris climate accords and overturned a decision to leave the World Health Organization.

    But in other areas, the Biden administration has shown more continuity with Trump than many expected.

    For instance, the U.S. under Biden has not fundamentally deviated from strategic competition with China, even though the tactics have differed a little. The administration maintained Trump’s tariff approach, even adding its own targeted rounds against Beijing on electric vehicles.

    Moreover, it cultivated different diplomatic platforms in the Indo-Pacific to act as a counterweight to China. This included the cultivation of the Quad dialogue with Australia, India and Japan, and the AUKUS deal with Australia and the U.K., both of which attempted to further the Biden administration’s strategy of containing China’s influence by enlisting regional allies. Finally, the Biden administration did maintain some channels of communication with China at the highest level as well, with Biden meeting Xi Jinping twice during his presidency.

    The Biden administration’s Middle Eastern policy displayed significant continuity with Trump’s approach – at first. While it turned out to be chaotic, the U.S. completed the withdrawal of its troops from Afghanistan in summer 2021, as had been agreed under Trump. The Biden administration also embraced the format and goals of the Abraham Accords. It even tried to build on them, with the goal of fostering Israeli-Saudi diplomatic ties.

    Of course, the attacks of Oct. 7, 2023, in Israel completely changed the equation in the Middle East. Preventing the spiral of violence in the region has become an all-consuming task. Since then, Biden and Harris have tried, largely unsuccessfully, to balance support for Israel with mediation efforts to liberate the hostages and to ensure a cease-fire.

    Trans-Atlantic relations, however, are an area where there were marked differences in the past four years. The tone of the Biden-Harris administration has been in sharp contrast with that of Trump, reaffirming frequently its clear commitment to NATO. And once Russia launched its illegal invasion in February 2022, the U.S. placed itself at the forefront of supporting Ukraine.

    Harris has suggested that she would continue Biden’s policy of providing Kyiv with extensive and continuous military support. In conjunction with allies, the White House of Biden and Harris also implemented a broad range of sanctions against Russia. But the U.S. under Biden has not yet been willing to support Ukraine’s immediate entry into NATO.

    What next?

    Based on their records, what could we expect of a Trump or Harris presidency?

    It’s unlikely either candidate will abandon strategic competition with China. But Trump is more likely to seriously escalate the trade war, promising extensive tariffs against Beijing. Trump’s commitment to defending Taiwan is also more ambiguous in comparison with Harris’ pledges.

    U.S. policy toward Europe will largely depend on the results of the election. Harris has frequently underlined her steadfast support for NATO, as well as for Ukraine. Trump, on the other hand, is showing signs that he is unwilling to further aid the regime in Kyiv.

    And for the Middle East, it remains to be seen whether either Trump or Harris would be able to better shape events in the region.

  • MIL-OSI Global: Israel’s ban on UNRWA continues a pattern of politicizing Palestinian refugee aid – and puts millions of lives at risk

    The Israeli parliament’s vote on Oct. 28, 2024, to ban the United Nations agency that provides relief for Palestinian refugees is likely to affect millions of people – it also fits a pattern.

    Aid for refugees, particularly Palestinian refugees, has long been politicized, and the United Nations Relief and Works Agency for Palestine Refugees, or UNRWA, has been targeted throughout its 75-year history.

    This was evident earlier in the current Gaza conflict, when at least a dozen countries, including the U.S., suspended funding to the UNRWA, citing allegations made by Israel that 12 UNRWA employees participated in the attack by Hamas on Oct. 7, 2023. In August, the U.N. fired nine UNRWA employees for alleged involvement in the attack. An independent U.N. panel established a set of 50 recommendations to ensure UNRWA employees adhere to the principle of neutrality.

    The vote by the Knesset, Israel’s parliament, to ban the UNRWA goes a step further. It will, when it comes into effect, prevent the UNRWA from operating in Israel and will severely affect its ability to serve refugees in any of the occupied territories that Israel controls, including Gaza. This could have devastating consequences for livelihoods, health, the distribution of food aid and schooling for Palestinians. It would also damage the polio vaccination campaign that the UNRWA and its partner organizations have been carrying out in Gaza since September. Finally, the bill bans communication between Israeli officials and the UNRWA, which would end efforts by the agency to coordinate the movements of aid workers to prevent unintentional targeting by the Israel Defense Forces.

    Refugee aid, and humanitarian aid more generally, is theoretically meant to be neutral and impartial. But as experts in migration and international relations, we know funding is often used as a foreign policy tool, whereby allies are rewarded and enemies punished. In this context, we believe Israel’s banning of the UNRWA fits a wider pattern of the politicization of aid to refugees, particularly Palestinian refugees.

    What is the UNRWA?

    The UNRWA, short for United Nations Relief and Works Agency for Palestine Refugees in the Near East, was established two years after about 750,000 Palestinians were expelled or fled from their homes during the months leading up to the creation of the state of Israel in 1948 and the subsequent Arab-Israeli war.

    Prior to the UNRWA’s creation, international and local organizations, many of them religious, provided services to displaced Palestinians. But after surveying the extreme poverty and dire situation pervasive across refugee camps, the U.N. General Assembly, including all Arab states and Israel, voted to create the UNRWA in 1949.

    Since that time, the UNRWA has been the primary aid organization providing food, medical care, schooling and, in some cases, housing for the 6 million Palestinians living across its five fields: Jordan, Lebanon, Syria, as well as the areas that make up the occupied Palestinian territories: the West Bank and Gaza Strip.

    The mass displacement of Palestinians – known as the Nakba, or “catastrophe” – occurred prior to the 1951 Refugee Convention, which defined refugees as anyone with a well-founded fear of persecution owing to “events occurring in Europe before 1 January 1951.” Despite a 1967 protocol extending the definition worldwide, Palestinians are still excluded from the primary international system protecting refugees.

    While the UNRWA is responsible for providing services to Palestinian refugees, the United Nations also created the U.N. Conciliation Commission for Palestine in 1948 to seek a long-term political solution and “to facilitate the repatriation, resettlement and economic and social rehabilitation of the refugees and the payment of compensation.”

    As a result, UNRWA does not have a mandate to push for the traditional durable solutions available in other refugee situations. As it happened, the conciliation commission was active only for a few years and has since been sidelined in favor of the U.S.-brokered peace processes.

    Is the UNRWA political?

    The UNRWA has been subject to political headwinds since its inception and especially during periods of heightened tension between Palestinians and Israelis.

    While it is a U.N. organization and thus ostensibly apolitical, it has frequently been criticized by Palestinians, Israelis as well as donor countries, including the United States, for acting politically.

    The UNRWA performs statelike functions across its five fields, including education, health and infrastructure, but it is restricted in its mandate from performing political or security activities.

    Initial Palestinian objections to the UNRWA stemmed from the organization’s early focus on economic integration of refugees into host states.

    Although the UNRWA officially adhered to the U.N. General Assembly’s Resolution 194 that called for the return of Palestine refugees to their homes, U.N., U.K. and U.S. officials searched for means by which to resettle and integrate Palestinians into host states, viewing this as the favorable political solution to the Palestinian refugee situation and the broader Israeli-Palestinian conflict. In this sense, Palestinians perceived the UNRWA to be both highly political and actively working against their interests.

    In later decades, the UNRWA switched its primary focus from jobs to education at the urging of Palestinian refugees. But the UNRWA’s education materials were viewed by Israel as further feeding Palestinian militancy, and the Israeli government insisted on checking and approving all materials in Gaza and the West Bank, which it has occupied since 1967.

    While Israel has long been suspicious of the UNRWA’s role in refugee camps and in providing education, the organization’s operation, which is internationally funded, also saves Israel millions of dollars each year in services it would be obliged to deliver as the occupying power.

    Since the 1960s, the U.S. – the UNRWA’s primary donor – and other Western countries have repeatedly expressed their desire to use aid to prevent radicalization among refugees.

    In response to the increased presence of armed opposition groups, the U.S. attached a provision to its UNRWA aid in 1970, requiring that the “UNRWA take all possible measures to assure that no part of the United States contribution shall be used to furnish assistance to any refugee who is receiving military training as a member of the so-called Palestine Liberation Army (PLA) or any other guerrilla-type organization.”

    The UNRWA adheres to this requirement, even publishing an annual list of its employees so that host governments can vet them, but it also employs 30,000 individuals, the vast majority of whom are Palestinian.

    Questions over links of the UNRWA to any militancy has led to the rise of Israeli and international watch groups that document the social media activity of the organization’s large Palestinian staff.

    In 2018, the Trump administration paused its US$60 million contribution to the UNRWA. Trump claimed the pause would create political pressure for Palestinians to negotiate. President Joe Biden restarted U.S. contributions to the UNRWA in 2021.

    While other major donors restored funding to the UNRWA after the conclusion of the investigation in April, the U.S. has yet to do so.

    ‘An unmitigated disaster’

    Israel’s ban of the UNRWA will leave already starving Palestinians without a lifeline. U.N. Secretary General António Guterres said banning the UNRWA “would be a catastrophe in what is already an unmitigated disaster.” The foreign ministers of Canada, Australia, France, Germany, Japan, South Korea and the U.K. issued a joint statement arguing that the ban would have “devastating consequences on an already critical and rapidly deteriorating humanitarian situation, particularly in northern Gaza.”

    Reports have emerged of Israeli plans for private security contractors to take over aid distribution in Gaza through dystopian “gated communities,” which would in effect be internment camps. This would be a troubling move. In contrast to the UNRWA, private contractors have little experience delivering aid and are not dedicated to the humanitarian principles of neutrality, impartiality or independence.

    However, the Knesset’s explicit ban could, inadvertently, force the United States to suspend weapons transfers to Israel. U.S. law requires that it stop weapons transfers to any country that obstructs the delivery of U.S. humanitarian aid. And the U.S. pause on funding for the UNRWA was only meant to be temporary.

    The UNRWA is the main conduit for assistance into Gaza, and the Knesset’s ban makes explicit that the Israeli government is preventing aid delivery, making it harder for Washington to ignore. Before the bill passed, U.S. State Department Spokesperson Matt Miller warned that “passage of the legislation could have implications under U.S. law and U.S. policy.”

    At the same time, two U.S. government agencies previously alerted the Biden administration that Israel was obstructing aid into Gaza, yet weapons transfers have continued unabated.

    This week, delegations from around the world are meeting at the United Nations Biodiversity Conference (COP16) in Cali, Colombia, to advance the implementation of the Kunming-Montreal Global Biodiversity Framework (KMGBF) to achieve the international community’s goal of living in harmony with nature by 2050.

    Canada is committed to working with all partners to halt and reverse the loss of nature and protect Indigenous rights. That’s why the Government of Canada supports conservation efforts to increase the resilience of communities in many parts of the world.

    Today, the Honourable Ahmed Hussen, Minister of International Development, and the Honourable Steven Guilbeault, Minister of Environment and Climate Change, announced 7 projects, worth a total of $62 million, that aim to protect biodiversity in regions around the world, with a particular focus in Latin America.   • MIL-OSI Global: The ancient Irish get way too much credit for Halloween

    This time of year, I often run across articles proclaiming Halloween a modern form of the pagan Irish holiday of Samhain – pronounced SAW-en. But as a historian of Ireland and its medieval literature, I can tell you: Samhain is Irish. Halloween isn’t.

    The Irish often get credit – or blame – for the bonfires, pranksters, witches, jack-o’-lanterns and beggars who wander from house to house, threatening tricks and soliciting treats.

    The first professional 19th-century folklorists were the ones who created a through line from Samhain to Halloween. Oxford University’s John Rhys and James Frazer of the University of Cambridge were keen to find the origins of their national cultures.

    They observed lingering customs in rural areas of Britain and Ireland and searched medieval texts for evidence that these practices and beliefs had ancient pagan roots. They mixed stories of magic and paganism with harvest festivals and whispers of human sacrifice, and you can still find echoes of their outdated theories on websites.

    But the Halloween we celebrate today has more to do with the English, a ninth-century pope and America’s obsession with consumerism.

    A changing of the seasons

    For two millennia, Samhain, the night of Oct. 31, has marked the turn from summer to winter on the Irish calendar. It was one of four seasonal signposts in agricultural and pastoral societies.

    After Samhain, people brought the animals inside as refuge from the long, cold nights of winter. Imbolc, which is on Feb. 1, marked the beginning of the lambing season, followed by spring planting. Beltaine signaled the start of mating season for humans and beasts alike on May 1, and Lughnasadh kicked off the harvest on Aug. 1.

    But whatever the ancient Irish did on Oct. 31 is lost to scholars because there’s almost no evidence of their pagan traditions except legends written by churchmen around 800 A.D., about 400 years after the Irish started turning Christian. Although they wrote about the adventures of their ancestors, churchmen could only imagine the pagan ways that had disappeared.

    An otherworld more utopian than terrifying

    These stories about the pagan past told of Irish kings holding annual weeklong feasts, markets and games at Samhain. The day ended early in northwestern Europe, before 5 p.m., and winter nights were long. After sundown, people went inside to eat, drink and listen to storytellers.

    The stories did not link Samhain with death and horror. But they did treat Samhain as a night of magic, when the otherworld – what, in Irish, was known as the “sí” – opened its portals to mortals. One tale, “The Adventure of Nera,” warned that if you went out on Samhain Eve, you might meet dead men or warriors from the sí, or you might unknowingly wander into the otherworld.

    When Nera went out on a dare, he met a thirsty corpse in search of drink and unwittingly followed warriors through a portal into the otherworld. But instead of ghosts and terror, Nera found love. He ended up marrying a “ban sídh” – pronounced “BAN-shee” – an otherworldly woman. But here’s the medieval twist to the tale: He lived happily ever after in this otherworld with his family and farm.

    The Irish otherworld was no hell, either. In medieval tales, it is a sunny place in perpetual spring. Everyone who lives there is beautiful, powerful, immortal and blond. They have good teeth. The rivers flow with mead and wine, and food appears on command. No sexual act is a sin. The houses sparkle with gems and precious metals. Even the horses are perfect.

    Clampdown on pagan customs

    The link between Oct. 31, ghosts and devils was really the pope’s fault.

    In 834, Pope Gregory IV decreed Nov. 1 the day for celebrating all Christian saints. In English, the feast day became All Hallows Day. The night before – Oct. 31 – became known as All Hallows Eve.

    Some modern interpretations insist that Pope Gregory created All Hallows Day to quell pagan celebrations of Samhain. But Gregory knew nothing of ancient Irish seasonal holidays. In reality, he probably did it because everyone celebrated All Saints on different days and, like other Popes, Gregory sought to consolidate and control the liturgical calendar.

    In the later Middle Ages, All Hallows Eve emerged as a popular celebration of the saints. People went to church and prayed to the saints for favors and blessings. Afterward, they went home to feast. Then, on Nov. 2, they celebrated All Souls’ Day by praying for the souls of their lost loved ones, hoping that prayers would help their dead relatives out of purgatory and into heaven.

    But in the 16th century, the Protestant rulers of Britain and Ireland quashed saints’ feast days, because praying to saints seemed idolatrous. Protestant ministers did their best to eliminate popular customs of the early November holidays, such as candle-lit processions and harvest bonfires.

    In the minds of ministers, these customs smacked of heathenism.

    A mishmash of traditions

    Our Halloween of costumed beggars and leering jack-o’-lanterns descends from this mess of traditions, storytelling and antiquarianism.

    Like our ancestors, we constantly remake our most important holidays to suit current culture.

    Jack-o’-lanterns are neither ancient nor Irish. One of the earliest references is an 18th-century account of an eponymous Jack, who tricked the devil one too many times and was condemned to wander the world forever.

    Supposedly, Jack, or whatever the hero was called, carved a turnip and stuck a candle in it as his lantern. But the custom of carving turnips in early November probably originated in England with celebrations of All Saints’ Day and another holiday, Guy Fawkes Day on Nov. 5, with its bonfires and fireworks, and it spread from there.

    As for ancient bonfires, the Irish and Britons built them to celebrate Beltaine, but not Samhain – at least, not according to the medieval tales.

    In 19th-century Ireland, All Hallows Eve was a time for communal suppers, games like bobbing for apples and celebrating the magic of courtship. For instance, girls tried to peel apples in one long peel; then they examined the peels to see what letters they resembled – the initials of their future husbands’ names. Boys crept out of the gathering, despite warnings, to make mischief, taking off farm gates or stealing cabbages and hurling them at the neighbors’ doors.

    Halloween with an American sheen

    Across the Atlantic, these customs first appeared in the mid-19th century, when the Irish, English and many other immigrant groups brought their holidays to the U.S.

    In medieval Scotland, “guisers” were people who dressed in disguise and begged for “soul cakes” on All Souls Day. These guisers probably became the costumed children who threatened – and sometimes perpetrated – mischief unless given treats. Meanwhile, carved turnips became jack-o’-lanterns, since pumpkins were plentiful in North America – and easier to carve.

    Like Christmas, Valentine’s Day and Easter, Halloween eventually became a feast of consumerism. Companies mass-produced costumes, paper decorations and packaged candy. People in Britain and Ireland blamed the Americans for the spread of modern Halloween and its customs. British schools even tried to quash the holiday in the 1990s because of its disorderly and demonic connotations.

    The only real remnant of Samhain in Halloween is the date. Nowadays, no one expects to stumble into a romance in the sí. Only those drawn to the ancient Celtic past sense the numinous opening of the otherworld at Samhain.

    But who’s to say which reality prevails when the portals swing open in the dark of Oct. 31?

  • MIL-OSI Global: Beyond bottled water and sandwiches: What FEMA is doing to get hurricane victims back into their homes

    In a pattern all too familiar to people affected by disasters, hurricanes Helene and Milton have disappeared from the headlines, just a few weeks after these disasters ravaged the Southeast. Although reporters have moved on, recovery is just beginning for people who were displaced.

    According to government and private analysts, damages may exceed US$50 billion apiece for these two storms. The Red Cross estimates that over 7,200 homes were destroyed or severely damaged and that more than 1,200 people were living in shelters across the affected states as of late October 2024.

    Staffers from the Federal Emergency Management Agency have been on the ground since before Helene and Milton hit, positioned to help as soon as the storms passed, along with state and local responders. But many people aren’t clear about how FEMA helps or what its responsibilities are.

    This may be one reason why the agency has had to dispel rumors about its response to Helene in North Carolina, such as assertions that representatives were coming to seize damaged property.

    We study the impacts of natural disasters and how communities recover. Here’s what FEMA does in zones battered by disasters like Helene and Milton:

    Quick cash grants, then funding for repairs

    FEMA works year-round helping communities prepare for disasters and training emergency management personnel to respond to these events. In the wake of declared federal disasters, it offers its Public Assistance and Individuals and Households programs.

    Public Assistance Program funds are available to state and local governments and some nonprofits to help pay for things like removing debris, preventing further damage and restoring public infrastructure. Support from the Individuals and Households Program may include funds for temporary housing and for repairing or replacing primary residences, as well as provision of temporary housing units for people displaced from their homes.

    FEMA launched a new form of flexible aid in March 2024 that provides quick cash payments of $750 per household for immediate needs, such as food, water, gasoline and emergency shelter. Contrary to rumors that have circulated in the wake of Helene, these payments are just a start, not the maximum support that FEMA offers.

    Applicants have to file claims to receive further aid. These requests go through extensive review, such as inspections of home damage. FEMA then decides how much aid to provide, if any.

    The agency will fund repairs intended to make the home safe to live in, but this work may not be enough to return the home to its pre-disaster state. Currently, the maximum FEMA aid for housing assistance is $42,500, plus an additional $42,500 for other disaster-related needs. For many, these amounts will be insufficient.

    FEMA officials say the agency has enough funding to handle immediate response and recovery from both Helene and Milton. However,
    until damage from both storms has been fully assessed, it is hard to know whether FEMA will need supplemental funds from Congress to support long-term recovery.

    Insurance plays a key role

    FEMA’s programs are intended to help with temporary housing and other needs that aren’t covered by insurance. Homeowners are expected to protect themselves against losing their dwellings by insuring their homes.

    However, some natural disasters are not always covered by homeowners insurance. They include storm-driven flooding, earthquakes and wind damage from hurricanes and tornadoes.

    In places that are vulnerable to these hazards, homeowners may have to seek separate coverage, either from private insurers or government-backed lenders of last resort. Households that don’t purchase special coverage, either because it costs too much or they don’t think they need it, will struggle to recover.

    According to FEMA, only 4% of U.S. homeowners have flood insurance, while 99% of U.S. counties have experienced flooding since 1996.

    Other federal funding sources

    Another federal funding source for housing repair and replacement and other personal property losses is the Small Business Administration. But, unlike FEMA grants that don’t need to be repaid, the SBA only offers low-interest loans.

    The main source of funding for long-term housing recovery is the U.S. Department of Housing and Urban Development’s Community Development Block Grant – Disaster Recovery grants. These funds must be approved by Congress following a disaster, so it can take months or years for funds to reach communities.

    Awarding this money as block grants gives state and local governments more flexibility to meet the needs of affected communities. However, it also makes it easier to allocate the funds in ways that don’t address the housing needs of the people they are intended to help.

    In recent years, we have seen many cases in which state or local officials have spent these funds inappropriately. For example, after Hurricane Katrina in 2005, Mississippi Governor Haley Barbour redirected most of his state’s HUD funds to economic development projects, including expanding the port of Gulfport, rather than rebuilding housing for storm survivors.

    Fighting to direct funds to those who need them most often requires legal action, extending the wait for hard-hit communities that need it.

    Renters have few options

    Disaster recovery programs often overlook renters, even though in many areas up to half of residents may rent their homes. Renters have little control over whether their homes are rebuilt at all, much less whether they will be allowed to return to them.

    Our research has shown that owner-occupied housing generally recovers much more quickly than rental housing. Apartment buildings also face a more uncertain recovery than single-family homes.

    Helping the neediest victims

    Even after recent updates to its rules, FEMA still struggles to adequately meet the needs of the most vulnerable groups in society. This includes low-income and minority households, people with disabilities and those who are undocumented.

    Poor households often live in homes that are in bad shape or that have gone through previous disasters without repair. In such cases, it can be hard for FEMA inspectors to determine how much damage was caused by the current disaster, which in turn can lead to claims being denied.

    In south Texas, after hurricanes Dolly and Ike in 2008, thousands of low-income households’ claims were denied, leading to a class-action lawsuit that homeowners ultimately won. After Hurricane Maria devastated Puerto Rico in 2017, many homeowners were denied rebuilding aid because they couldn’t provide a title to prove ownership.

    In response, FEMA created new rules in 2023 for demonstrating ownership. For example, FEMA has modified and expanded the types of documentation needed to prove ownership. The agency has also changed eligibility and assistance rules to make it easier to qualify for assistance.

    Recent research suggests that, at least on the whole, FEMA’s Individual Assistance Program is not likely to underserve poor households. Nonetheless, as people across the Southeast take stock of losses from this year’s hurricanes, we believe it will be important to pay special attention to under-resourced households, whose needs may not be adequately addressed by federal programs.

    Abuja (Agenzia Fides) – Father Thomas Oyode, the latest in a long list of priests kidnapped in Nigeria, offered himself as hostage in exchange for two students.On Sunday 27 October, around 7pm, armed men attacked the “Immaculate Conception Minor Seminary School” in Agenegabode, in the local government area of Etsako East of Edo State, in southern Nigeria. According to various sources, after entering the seminary, the attackers first fired shots in the air and then kidnapped two students from the school. When he heard the shots, Father Thomas, the Rector of the minor Seminary, went out into the courtyard and faced the bandits with the two students and offered himself as a hostage in exchange for the two students. The kidnappers accepted the priest’s request and exchanged him for the two students. He was then abducted by the bandits into the bush. Meanwhile, a manhunt has been launched to find the kidnappers and free Father Thomas.In a statement, the Diocese of Auchi also confirmed the incident, adding: “The vice-rector and all the seminarians have been located and are safe and have been temporarily moved to a safe place until security measures around the minor seminary are strengthened”.   • MIL-OSI Global: Haiti’s gangs turn to starving children to bolster their ranks

    After months of relentless gang violence, thousands of killings, and the unseating of a government, Haiti is faced with another heartbreaking issue which seems likely to prolong the Caribbean island nation’s woes for another generation. Testimonies collected by Amnesty International have uncovered how Haiti’s armed gangs are enlisting hundreds of children.

    Ana Piquer, Americas director at Amnesty International, says: “We have documented heartbreaking stories of children forced to work for gangs: from running deliveries to gathering information and performing domestic tasks under threats of violence.”

    Boys as young as six are being forced to work as lookouts, made to build street barriers, trained to use machine guns, and are being ordered to participate in kidnappings and other acts of violence. Girls in the possession of gangs are subjected to rape and other forms of sexual violence by older male gang members, according to Piquer.

    Haiti’s 200 or so armed gangs currently control around 90% of the capital city, Port-au-Prince, and large parts of the country are ungovernable. The collapse in law and order has allowed gang leaders such as Jimmy “Barbecue” Chérizier to commit terrible atrocities largely unchallenged.

    The involvement of children in Haiti’s gangs is not exactly new. According to Unicef, between 30% and 50% of children in Haiti are involved with armed groups in some capacity. There are several socioeconomic explanations for this.

    Haiti was once the wealthiest European colony in the Americas – and staged the only ever successful slave rebellion against its French colonial masters before declaring independence in 1804. But modern Haiti is a failed state where more than half of the population now live below the World Bank’s poverty line.

    According to figures published by the International Fund for Agricultural Development, Haiti has the highest prevalence of food insecurity in Latin America and the Caribbean. One-third of the population goes hungry every day.

    Impoverishment and grinding poverty has made the population desperate. With limited options for survival, many children in Haiti are drawn into criminal groups. At times, the promise of a single meal can be enough to attract a child to join a gang.

    That said, the breakdown of order throughout the country has undoubtedly encouraged the gangs to increase their recruitment of children. As with most conflict zones, once indoctrinated, child soldiers make for cheap and deadly combatants.

    There is also one other specific social factor that contributes to some parents turning a blind eye to their children joining the gangs. The prevalence of child recruitment by gangs can be linked to a Haitian socioeconomic practice called restaveks.

    A restavek, which is Creole for “to stay with”, is a child who is given away by impoverished parents with the unwritten understanding that they will be fed, looked after and will not die of hunger. It has become a form of modern-day slavery.

    The End Slavery Now project has found that “more than 300,000 children are victims of domestic slavery” in Haiti today. Many of these children regularly undergo forms of physical and sexual violence.

    A set pattern

    Child sex slavery and sexual abuse are familiar occurrences in societies torn by civil war. It is more likely to take place in settings where the process of governance is weak or non-existent. This situation facilitates conditions of criminal impunity, leading various actors involved in conflict to sexually exploit children.

    There is an established pattern of predatory child sexual slavery in Haiti. Following the devastating earthquake that struck Haiti in 2010 and the ensuing cholera epidemic, some members of the UN peacekeeping force stationed in the country were found to have been running a child sex racket.

    In 2017, an investigation by the Associated Press revealed at least 134 Sri Lankan peacekeepers were involved. It has been documented that girls as young as 11 were sexually abused and impregnated by the peacekeepers, and then subsequently abandoned to raise their children alone. Impoverished and starving Haitian children fell victim to this racket in exchange for scraps of the peacekeepers’ leftover food.

    According to its own admission, the UN peacekeeping force was responsible for “transactional sex” during its operations in the country.

    In 2019, the UN secretary general, António Guterres, branded violence against children as a “silent emergency” of our time. Unfortunately, not much is being done to address this challenge, despite the urgency of Guterres’ statement.

    There are many existential challenges facing Haiti. Some of them are homegrown, such as the prevalence of gangs and their terror techniques.

    But, as it is located on a geological fault line in a region susceptible to severe storms, Haiti is particularly prone to natural disasters. A devastating earthquake in 2010 and a cholera epidemic in 2016 debilitated the country, and the knock-on effects will last decades.

    To make matters worse, Haiti also suffers from a compassion deficit. A lack of real engagement from the international community has contributed to the erosion of the Haitian civil society and left the population at the mercy of gang violence.

    Even the Kenyan-led policing mission tasked with restoring order is suffering from inadequate funding and equipment, which has affected its operational capacity. Only around US$400 million (£308 million) of the US$600 million that was originally pledged for the mission has materialised, with the US shouldering a disproportionate financial burden.

    Preoccupied with more high-profile conflicts elsewhere, the international community appears to have little interest in the horrors that are unfolding under the tropical sun in the faraway Caribbean.

  • MIL-OSI Global: Palestine’s economy teeters on the brink after a year of war and unrelenting destruction

    The Palestinian economy has been devastated beyond recognition. Israel’s intense military operations in Gaza have led to unprecedented destruction, wiping out much of the enclave’s essential infrastructure, private property and agricultural resources.

    Meanwhile, the occupied West Bank is also under severe strain. Similar patterns of destruction, alongside rising settler violence, land confiscations and expanding settlements, have left its economy buckling under the pressure of mounting public debt, unemployment and poverty.

    Gaza’s economy was being suffocated even before the war. A blockade imposed by Israel in 2007 has severely restricted the import and export of goods, while fishermen were limited to a six-mile zone, crippling their ability to earn a livelihood.

    The blockade caused Gaza’s GDP per capita (a measure of the wealth of a country) to shrink by 27% between 2006 and 2022, with unemployment rising to 45.3%. This gave rise to a situation where 80% of the population depended on international aid.

    In addition to the economic blockade, Gaza suffered massive physical destruction due to Israeli military operations in 2008–2009, 2012, 2014, 2021 and 2022. Yet the cumulative effects of 16 years of blockade and military attacks are minor compared to the sheer destruction caused by the current war.

    A report by the UN’s trade and development wing (Unctad) has revealed that in the space of just eight months, between October 2023 and May 2024, Gaza’s GDP per capita was fell by more than half. The economic situation now is almost certainly worse.

    According to the report, which was released in September 2024, Gaza’s GDP dropped by 81% in the final quarter of 2023 alone. The report concluded that the war had left Gaza’s economy in “utter ruin”, warning that even if there was an immediate ceasefire and the 2007–2022 growth trend of 0.4% returns, it will take 350 years just to restore the GDP levels of 2022.


    The only sectors still functioning are health and humanitarian services. All other industries, including agriculture, are at a near standstill. The destruction of between 80% and 96% of agricultural assets has led to rampant food insecurity.

    The scale of destruction in Gaza is unprecedented in modern times and is happening under the world’s gaze. From October 2023 to January 2024 alone, the total cost of damage reached approximately US$18.5 billion (£14.2 billion) – equivalent to seven times Gaza’s GDP in 2022.

    A separate report by the UN Development Programme, which was published in May, predicts that it will take more than 80 years to rebuild just Gaza’s housing stock if it repeats the rate of restructuring seen after Israeli military operations in 2014 and 2021. Merely clearing the debris could take up to 14 years.

    The war has displaced almost all of Gaza’s population, and has thrown people into dire poverty. Unemployment surged to 80%, leaving most households without any source of income. And prices of basic commodities have increased by 250%, which is contributing to famine across the Strip.

    The economic crisis has also extended to the West Bank, where GDP has fallen sharply. Military checkpoints, cement blocks and iron gates at the entrances to Palestinian towns and cities, as well as the denial of work permits for Palestinians in Israeli settlements, have resulted in more than 300,000 job losses since the start of the war.

    The Unctad report reveals that the rate of unemployment in the West Bank has tripled to 32% since the start of the conflict, with labour income losses amounting to US$25.5 million. Poverty is rising rapidly.

    Israeli forces have also continued to confiscate Palestinian homes and land. Over the past year alone, 24,000 acres of land in the West Bank have been seized, and over 2,000 Palestinians have been displaced.

    This devastation has been exacerbated by Israel’s decision to withhold the tax revenue it collects for the Palestinian Authority, which typically accounts for between 60% and 65% of the Palestinian public budget, as well as a significant decline in international aid. Aid to Palestine has dropped drastically over the past decade or so, falling from the equivalent of US$2 billion in 2008 to just US$358 million by 2023.

    The Palestinian Authority is facing a massive budget deficit, which is projected to increase by 172% in 2024 compared to the previous year. This financial strain has crippled the Palestinian government’s ability to provide essential services, pay salaries and meet the needs of a population battered by war, displacement and severe poverty.

    The road to recovery

    For the Palestinian economy to have any chance at recovery, several immediate steps are necessary.

    First, international aid should flow into Gaza uninterrupted, and pressure must be applied to ensure that humanitarian aid – particularly food aid – reaches those in need. Data analysis by organisations working in Gaza suggests that Israel is currently blocking 83% of food aid from reaching Gaza.

    Second, the destruction of homes, schools and infrastructure must cease. However, this seems improbable as Israel continues to pursue its military goal of destroying Hamas – an objective most analysts believe to be unachievable.

    And third, the economic restrictions imposed on Gaza and the West Bank must be lifted. Sustainable development – and any prospect for recovery – cannot be achieved without granting the Palestinian people the right to self-determination and sovereignty over their resources.

    This would require new peace agreements, an outcome that appears unlikely at present. But without these crucial interventions, the Palestinian economy will be completely devastated and the humanitarian crisis will worsen, making any future recovery within the lifetime of anyone currently living in Gaza virtually impossible to imagine.

    Astra Unit Award, sponsored by Fujitsu

    Winner: RAF Lossiemouth

    RAF Lossiemouth showcases the future of the Astra Network at a unit level. Enthusiastically grasping the direction to refocus Astra onto grassroots innovation, the team have already made a significant impact on the innovative mindset across the station. Proactively upskilling the existing Continuous Improvement personnel in unfamiliar areas such as additive manufacturing, computer-aided design, and virtual reality, the small team are already proving highly effective in all aspects of grassroots innovation. Positively impacting on people and the operational output across the unit, they are making best use of every asset and opportunity provided to them.     Project IMMERSIVE INSTRUCTOR TRAINING, known as I2T, is designed to enhance the delivery of training to Qualified Helicopter Instructors and Qualified Helicopter Crewman Instructors. Significantly modernising the outdated system, the project delivers training using immersive 360-degree video courseware accessed via virtual reality headsets. Developed by Flt Lt Rich Keeling and Dr Jon Allsop at the Central Flying School, it is being implemented by RAF Shawbury to great effect. It is proving to complement the existing training programme and allows instructors to gain skills through repeatable virtual scenarios and error analysis. It bridges the gap between theoretical and real-world flying in a sustainable manner and helps to ensure effective instructors for future helicopter aircrew.

    Winner: Sergeant Becky Livesey

    Consistently championing change for the benefit of our whole force, Becky has been a driving force behind a challenge to amend outdated policy to support hundreds of individuals with shared parental responsibility. The previous policy only allowed leave to be shared between serving spouses, which did not reflect the changing nature of families and led to personal difficulties and an unstable environment for the children of Service personnel. Her challenge highlighted the negative impact of the policy and was integral to bringing about a significant change. The updated policy now allows leave to be transferred between serving personnel in all three Services who both have parental responsibility for a child, enabling them to use it for childcare purposes. The resulting increase in stability for Service children and the home environment cannot be underestimated, nor can its impact on retention and morale for our people.

    Winner: RAF Brize Norton Air Mobility Force Dispatch Optimisation

    The consolidation of key enablers into a centralised dispatch centre at RAF Brize Norton has greatly enhanced communication, professional relationships, and overall efficiency, saving over 15 minutes for every flight from the busy main operating base. The relocation of the Meteorological Office, Jet Plans, and MSC has reduced unnecessary movement and transportation waste, streamlining workflow. The elimination of ‘nav bags’ and the centralisation of Electronic Flight Bags further minimised motion waste. Additionally, process duplication has been removed, reducing rework, and allowing crews to plan without interruption. Crews also save a further 6-8 minutes by no longer needing to visit Load Control, and aircrew now book transport directly, reducing delays. The project has delivered efficiencies for all stakeholders throughout the process.

    Astra Contribution to Operations Award, sponsored by the RAF

    Winner: F-35 Detachment Toolkit

    Recognising the need for rapid deployability in support of ACE, the RAF Marham team developed and delivered a deployable toolkit in support of the F-35 fleet. Employing Lean Six Sigma analysis and modelling high level tool usage across the fleet, they identified the full requirements to ensure the project would deliver a successful product. The team repurposed tools and test equipment from redundant issue centres, obtained funding for a laser etching machine, and procured mobile support units. Owing to their efforts, the F-35 now has a deployable tool capability that was used for the first time in the Iceland Air Policing operation. The capability has increased the potential operational output of the fleet, allowing it to operate effectively in two different locations with minimal impact to the flying programme.

    Martyn has consistently demonstrated and embodied innovation, challenge, and improvement. His passion for making RAF Coningsby better through well-structured and benefit-led projects has ensured his small team have delivered a positive and lasting impact at unit level. Alongside his commitment to RAF Coningsby, he actively collaborates with the whole force across the RAF, sharing his knowledge and experience and encouraging others to develop their innovative mindset. He created, organised, and delivered courses that developed an internal grassroots innovation network that spans all professions and sections. Furthermore, his exceptional work with industry partners such as BAE Systems has delivered projects that have improved and enhanced the operational output of the Typhoon fleet at both Coningsby and Lossiemouth.

    Wing Commander Williamson collected the award on behalf of Chief Technician Hunt. It will be formally presented on unit.

    Neil has shown significant determination and commitment to improvement. After identifying issues with the transportation of F-35 canopies across unit, Neil, alongside Sgt Richard James, developed the F-35 Canopy Transportation Trolley project, which has now been brought into service at RAF Marham. The innovative improvement project has already saved Defence over £600k. Continuing to engage with the Astra improvement process, Neil has submitted a further 13 ideas over the past two years. This includes the F-35 Ejection Seat Transportation Solution, which has once again delivered an effective solution that has delivered significant benefits, saving Defence £1.75m in the first 3 months by removing potential for damage and increasing resource efficiency.

    Neil’s award was collected by Wg Cdr Williamson on his behalf and will be handed over formally on unit.

    Winner: Elizabeth Garvin

    Beth is new to the Civil Service and the RAF whole force as the Continuous Improvement Facilitator at RAF St Mawgan, who has taken on the role of Astra Ambassador as well as CI Lead. Always keen to learn, she proactively approached the Headquarters CI Team to secure a place on the Lean Six Sigma training course to further develop her skills. Since completing the course, she has rapidly applied her newfound knowledge and skills to delivering improvements across the unit. She has embraced the Astra ethos and amalgamated innovation, challenge, and improvement across all functional areas on unit, developing a growing innovative mindset and culture.     Using the tools and techniques of Continuous Improvement, a full review and redesign of the State Demand form at RAF Coningsby was undertaken. The inefficient process saw at least 12 versions of the same form used on unit, with a significant administrative burden for all involved in submitting the 6000+ forms a year. The process was reviewed end-to-end and redesigned to remove unnecessary steps. Considering the needs of all stakeholders, it has simplified the communication flow and established an effective feedback loop. The project has significantly reduced the rejection rate for state demand forms and the potential misallocation of engineering spares. The redesigned form has also saved over 1600 hours per year just at RAF Coningsby and has also been used repeatedly and proven highly successful in the UK and on Op SHADER.

    Ailidh Leather has been the lead for Project POST ROOM at RAF Cosford, which uses scanning technology to significantly enhance the experience of the Post Room staff and the hundreds of recipients on station. Several years ago, Ailidh identified how technology could transform how mail is processed. With increasing amounts of parcels due to online shopping and inefficient handwritten ledgers, the post room was being swamped with mail leading to long delays in items reaching their intended recipient. Her persistence, determination, and forward thinking have ensured that the project has reached the position it is in today despite numerous setbacks. Through her tenacity, the project is making a real difference to the lives of personnel at Cosford, with potential to be rolled out wider across the RAF.

    Ross played a pivotal role in Project GAIA, seamlessly transforming it into a Digital Shadow for a deployed medical centre by connecting multiple devices to a central hub. Proactively learning a new programming language, and dedicating a significant amount of his personal time, he developed a working product that provides a critical capability – 24/7 monitoring for emergency medical items such as blood supplies. Ross’s innovative mindset and skillset ensured that the complex system could easily be used by non-technical staff, which is not an easy task. Additionally, as second in command of RAF Leeming‘s Makerspace, which is an integral part of the Astra Hub, he expanded user engagement. He swiftly solved a persistent station issue in just 4 hours, highlighting his technical expertise and commitment to innovation.

    Hundreds gathered in Sunderland Hall at the RAF Museum for an evening of reward and recognition, showcasing grassroots innovation and sharing ideas. Grassroots innovation activities from the whole force were on display to ignite the innovative mindset of our people and encourage collaboration to bring meaningful change.

    Personnel from across the whole force were joined by international allies from the United States Air Force (USAF), Royal Australian Air Force, and Royal Canadian Air Force. Members of the USAF currently based in the UK also joined RAF personnel in demonstrating grassroots innovation projects in their area. The USAF’s AFWERX team are working closely with the RAF’s Astra Team to encourage collaboration on common problem sets, with the first joint grassroots innovation projects already being planned.

    Arriving by Royal Navy Mk4 Merlin aircraft, she witnessed an F-35B Lightning launch and had a tour of HMS Prince of Wales’ key areas.

    Exercise Strike Warrior serves as a crucial test of the Carrier Strike Group’s readiness and effectiveness in a variety of complex combat scenarios. F-35B Lightnings from 617 Squadron have been taking part, joining 809 Naval Air Squadron and assisting the Royal Navy in conducting maritime operations, in addition to Typhoons from IX(B) and 1(F) Squadrons from RAF Lossiemouth.​

    Typhoon and F-35B Lightning aircraft form the backbone of UK Combat Air, together forming an interoperable, complimentary, and extremely potent force mix that offers persistence and a mass of sensors and weapons. This is especially important in the face of an advancing and proliferating threat.​

    The F-35B Lightning is a 5th generation, swing-role combat aircraft. This means it can perform the roles and missions of different aircraft types simultaneously. Equipped with advanced sensors, mission systems and low observable stealth technology, hostile radar systems cannot easily detect the aircraft, giving those nations operating the F-35 a significant tactical advantage in many operational scenarios​.

    The RAF has delivered more than 12,500 ration packs and 79 battlefield medical kits to the Lebanese Armed Forces.

    This package of medical supplies and provisions are funded by the UK’s Integrated Security Fund and will help support the Lebanese Armed Forces (LAF).

    As the only legitimate military force of the Lebanese state, investing in the Lebanese Armed Forces is essential to the future security and stability of Lebanon, and the wider region.

    For more than a decade, the UK has given critical support to the Lebanese Armed Forces as a trusted partner, through training, mentoring and the provision of equipment. Since 2009, the UK has trained over 34,000 Lebanese Armed Forces personnel and dedicated over £106 million in funding including the gifting of over 300 Land rovers. The UK has also helped to construct nearly 80 Border Observation posts and Forward Operating Bases as part of our efforts to support Lebanese border security.

    The Prime Minister, Foreign Secretary, and Defence Secretary continue to call for an immediate ceasefire in the region to allow space for a political solution. The FCDO advises all British nationals should leave Lebanon immediately and have arranged several charter flights from Lebanon in recent weeks to support this.

    Today’s delivery of supplies from the RAF is in direct response to a request from the Lebanese Armed Forces. We have supported the Lebanese Armed Forces for more than a decade. They are essential to ensuring that the foundations are present for peace in the region. Our support for Lebanese Armed Forces is part of how we aim to reinforce regional security and stability. We continue to work closely with our partners and allies in calling for an immediate ceasefire.

    In October 2024, as a direct response to the mass displacement of people and growing number of civilian casualties, the UK boosted its humanitarian support for Lebanon with a further £10 million. The announcement follows the £5 million humanitarian package delivered through UNICEF to support access to clean water and sanitation, health, and nutrition supplies. The UK has also agreed to match public donations to the DEC Middle East Humanitarian Appeal of up to £10 million.

    The UK government is completely committed to peace in the Middle East and continues to call for de-escalation in the region after being the first nation in the G7 to do so. A ceasefire would pave the way for civilians on both sides of the border to return to their homes.

  • MIL-OSI Economics: A test of resolve: credible resolution following the 2023 banking turmoil

    Introduction

    I would like to welcome you all to the Resolution Conference 2024, the first that has been co-organised by the BIS Financial Stability Institute (FSI), the Financial Stability Board (FSB) and the International Association of Deposit Insurers (IADI). This event is motivated by the banking turmoil in March 2023. The 18 months that have passed since those events have given time to reflect seriously on it and derive some lessons. This conference provides an opportunity to take stock, compare notes and try to identify a productive way forward.

    Scene-setting

    It is now commonplace to say that the March 2023 failures of several US regional banks, followed a week later by the near failure of Credit Suisse, were the first meaningful test of the international resolution framework that was put in place following the Great Financial Crisis (GFC).

    The headline message is that large bank failures did not lead to a systemic crisis. Authorities managed them in an orderly manner with no ultimate loss to public funds. Creditors and shareholders bore losses. In the case of Credit Suisse, there was a significant writedown of loss-absorbing instruments. This is a noteworthy achievement, and stands in stark contrast to the GFC.

    The extensive work to put in place cross-border cooperative arrangements has demonstrably strengthened the financial system. The outcomes might have been very different without the planning and coordination that took place between home and host authorities, and the understanding and trust that have been developed.

    However, work remains to be done. The reports published last year by the FSB and IADI set out lessons learned for resolution and deposit insurance.1 They include the risk of faster failures, accelerated by digital technologies; the scope of resolution planning and requirements for loss-absorbing capacity (LAC); and flexibility in resolution strategies. Other reports, including by the Basel Committee on Banking Supervision, elaborate on the supervisory shortcomings and the vulnerabilities arising from large quantities of uninsured deposits. Work on all these issues is ongoing.

    In any case, I would like to concentrate my remarks on two elements of the bank resolution framework that I think must be tackled as we go forward. The first is the power to bail-in creditors as a key element of resolution strategies. The second is the need to put in place effective facilities for providing liquidity in resolution. The events of March 2023 highlighted the importance of both. They are also among the elements of a resolution framework that are most challenging to implement.

    The credibility of bail-in

    Bail-in powers are core to the resolution framework adopted after the GFC. Bail-in allows a systemically important bank to be recapitalised without the need to find a buyer for its business or to split up its operations, at least in the short term. Appropriate liabilities absorb losses without putting a failing bank into insolvency. Crucially, it is designed to ensure that a bank’s owners and investors, rather than depositors or taxpayers, bear the costs of resolution costs.

    In practice, a bail-in is a highly complex transaction involving multiple parties, and a huge amount of work has been carried out on how to execute it. A typical bail-in would involve multiple valuations; a mechanism to write down and cancel instruments, which are likely to be traded; and the issuance of new shares to the bailed-in debt holders. The process has been mapped out in detail by resolution authorities. However, a full bail-in strategy remains untested.

    Credit Suisse had a resolution strategy based on bail-in, and FINMA and key host authorities had prepared extensively to execute that strategy.

    In the end, the Swiss authorities chose not to follow the resolution playbook because they had another option that achieved their objectives: a state-brokered commercial merger of Credit Suisse and UBS. Nevertheless, the contractual writedown of all the outstanding Additional Tier 1 (AT1) capital instruments issued by Credit Suisse was a key element of the transaction. The writedown extinguished liabilities amounting to CHF 16 billion from the bank’s balance sheet.2

    Although the writedown was more limited than that planned under the full bail-in strategy for Credit Suisse, it demonstrates that bail-in is a core instrument in the crisis management framework. Contrary to what some commentators have feared, a substantial debt writedown is possible and can be executed without significant systemic disruption.

    Nevertheless, there are a few lessons to draw from this to reinforce that bail-in is credible and feasible.

    Flexible resolution toolkits

    First, authorities need flexibility. Planning is essential, but it cannot be prescriptive. We cannot know with absolute confidence in advance how a failure will happen and what actions will best safeguard financial stability. Accordingly, authorities need options so that they can shape their response to the circumstances of a failure. This implies a toolkit approach under which authorities can combine the use of different tools.

    The Credit Suisse transaction demonstrated that, even in the case of a global systemically important bank (G-SIB), bail-in may not be an exclusive strategy, but debt writedown could be a core element. Moreover, bail-in is not a tool exclusively for G-SIBs. For other banks, the writedown of liabilities in resolution can finance transfers of business and reduce the demands on industry-funded sources such as deposit insurance funds.

    Flexibility of this kind brings operational complexities. A toolbox approach means that authorities and firms need to accommodate different options in resolution planning. Banks will need the systems and capabilities to support those options. Key aspects of resolvability such as structure and LAC may become even more complex. However, an effective toolbox approach will further reduce the residual risk that public funds will be needed in crisis management.

    Loss-absorbing capacity

    Second, for bail-in to be credible banks must have liabilities that can be written down with legal certainty and without systemic impact. The FSB’s TLAC standard ensures this for G-SIBs. Some jurisdictions have extended similar requirements for LAC to other banks that could be systemic in failure.

    For example, the EU requirement for resolution-related LAC, the minimum requirement for own funds and eligible liabilities (MREL) – applies to all banks. The amount above the regulatory minimum required for individual banks is based on their resolution strategy. It aims to ensure that any bank that is expected to be resolved rather than wound up maintains LAC in sufficient quantity and quality to absorb losses and recapitalise it in resolution.

    The US financial regulators have consulted on a proposal to require banks with $100 billion or more in assets to maintain a layer of long-term debt. This additional LAC would be used, in the event of a bank’s failure, to absorb losses and increase the resolution options. It should also foster depositor confidence among uninsured deposits.

    The three US regional banks that failed in 2023 had little or no outstanding long-term debt. It has been observed elsewhere that if the proposed requirement had applied to Silicon Valley Bank and Signature Bank, they might have been resolved within the FDIC’s normal funding constraints, without a systemic risk exception being required.3

    If bail-in is to help fund resolution transfers, there need to be instruments that can be written down. The amounts are lower than that needed to recapitalise the bank and finance restructuring in a “pure” bail-in. Nevertheless, calibrating those requirements may be challenging.

    Moreover, meeting LAC requirements should not put banks’ legitimate business models in jeopardy. This is particularly relevant for banks that are predominantly deposit funded. A pragmatic way to alleviate the challenges for those banks is to take account of the resolution funding available from external sources, such as deposit insurance or resolution funds, when setting LAC requirements.4

    Liquidity for crisis management

    Let me turn now to liquidity for crisis management. Resolution powers can recapitalise a failing bank through bail-in. However, capital is not enough on its own. Without liquidity, the resolution will fail.

    Market funding will almost certainly not be available to a bank following its resolution until counterparty confidence can be restored. Resolution frameworks therefore require a credible source of liquidity, at the necessary scale and for a sufficient period of time to allow a resolved firm to return to market-based funding.

    This is recognised by the FSB, which has published two sets of guidance on funding in resolution. However, the arrangements in place vary considerably across jurisdictions and in many cases are not designed for the resolution needs of systemically important banks.

    The liquidity arrangements that were needed in the case of Credit Suisse support this point. The Swiss government had been working on a public liquidity backstop, but this was not yet in place in March 2023. Accordingly, the authorities had to adopt emergency legislation to enable the Swiss National Bank (SNB) to provide a liquidity facility of up to CHF 200 billion. Part of that lending was uncollateralised and coupled with a privileged bankruptcy status for the SNB and part was backed by a guarantee from the Swiss state.

    This case illustrates that ordinary central bank lending arrangements, including emergency liquidity assistance, may not be sufficient for resolution. The amount of liquidity needed by a systemically important bank will be considerable and required over an extended period. Moreover, lending may need to be secured against a wider range of assets or, in extreme circumstances, be uncollateralised. Arrangements for resolution funding must meet these needs. This implies a fiscal backstop to increase the firepower where that is needed.

    A fiscal backstop might appear to introduce a risk to public funds, something that the framework for ending “too big to fail” was designed to avoid. But the risks of loss to public funds should be low. It’s worth noting that all lending in relation to Credit Suisse was repaid, and no losses were incurred by the SNB or the Swiss state under its indemnity. If resolution is effective, the bank will be viable and the borrowing should be repaid.

    Concluding remarks

    I will end where I began. Financial crises provide a good opportunity to identify flaws or shortcomings in the policy framework. The March 2023 banking turmoil was the most significant banking crisis since the GFC and the subsequent policy reforms. Therefore, we should grasp this opportunity to draw lessons.

    Overall, authorities managed to preserve financial stability. In Switzerland, that was accomplished, despite the failure of a G-SIB, without any cost to the taxpayer. This was a remarkable achievement, and the resolution framework developed after the GFC contributed to that.

    But we also need to take note of the obstacles encountered in the process. In particular, it is clear that maximising the potential of bail-in and the provision of liquidity in resolution are pending tasks that need to be addressed.

    Work to do that is ongoing, and this conference is a small but significant part of that process. I am delighted that so many people have come to Basel to participate, and I expect productive discussions during the day.

    Introduction

    Organizations often rely on a layered defense strategy, yet breaches still occur, slipping past multiple levels of protection unnoticed. This is where compromise assessment enters the game. The primary objective of these services is risk reduction. They help discover active cyberattacks as well as unnoticed sophisticated attacks that occurred in the past by doing the following:

    • Tool-assisted scanning of all endpoints;
    • Host and network equipment log analysis;
    • Threat intelligence analysis, including darknet search;
    • Initial incident response to contain discovered threats.

    In this article, we delve into the root causes of real-world cases from our practice, where despite having numerous security controls in place, the organizations still found themselves compromised. In all the cases in question, compromise assessment was the last line of defense that successfully detected incidents.

    Patch management issues

    The vulnerability patching process typically takes time for a variety of reasons: from actual patch release all the way to identifying vulnerable assets and “properly” patching them, considering any pre-existing asset inventory and whether the accountable personnel will learn about the vulnerability in time. There are multiple factors that may delay this process, including formality in business continuity requirements, e.g. inability to reboot the server without a downtime window.

    That’s why insufficient patch management processes on the customer side are one of the most common root causes of incidents we observe in compromise assessment projects. Moreover, exploitation of a public-facing application was the root cause in 42.37% of cases investigated by the Kaspersky Global Emergency Response Team (GERT) in 2023.

    During the investigation of one case, we identified that the web server was patched a month after the attacker infiltrated the network: this delay was a treasure trove for the threat actor, since the organization was left unprotected and the attack went unnoticed.

    • Immediately after compromising the server, the attacker deployed a SILENTTRINITY C2 stager.
    • They attempted to dump credentials via a custom packed version of Mimikatz on the first day, and by dumping the LSASS process memory to disk on the fourth day.
    • During that month, they conducted internal reconnaissance of SMB shares until they obtained the credentials of the domain administrator.

    Policy violations by employees

    Most organizations focus on external threats; however, policy violations pose a major risk, with 51% of SMB incidents and 43% of enterprise incidents involving IT security policy violations caused by employees. An “employee” here is any person who has a regular employee’s level of access to the organization’s systems.

    In one of our compromise assessments, we identified an incident whose root cause was traced to a contracted cybersecurity consultant. During an interim report meeting, we presented a list of compromised accounts (a result of darknet search playbook execution) to the customer’s board of directors along with statistics on the accounts on the list. Of all the compromised accounts, 71% belonged to the customer’s employees, with 63% of these being employees’ accounts in the services accessible from outside the company.

    The list contained a C-level officer’s account, among others. Since this was a critical situation, with everyone suspecting that officer’s laptop had been compromised, we ran a quick investigation during the meeting and figured out that credentials had been leaked from a third-party consultant’s machine. The chairman created an account in an external system with his own corporate email and shared the credentials with the consultant. Since it was clear that consultant’s laptop might contain other confidential data, we developed the following tactical response plan.

    1. Collect a forensic triage package from the consultant’s laptop.
      • Analyze the package to identify all leaked credentials.
      • Check the consultant’s laptop for malware.
      • Run a keyword-based search to identify potential leaked documents.
    2. Review email/VPN/other logs of likely affected services available from outside the organization to detect any abnormal activity by compromised accounts.
    3. Double-check if multi-factor authentication was enabled for the compromised accounts at the time of compromise.
    4. Update the incident response plan based on the findings. Reset the password and install a new OS image on the laptop at a minimum.

    This incident could have been prevented by ensuring that employees and any third party with access to the network followed the policies. This is easy to say but it sometimes gets tricky and requires time, effort and deep technical knowledge in practice.

    MSP/MSSP issues

    Usually, MSSPs are more focused on continuous monitoring and alerting, ignoring detection gaps identification and visibility enhancements: a periodic review of the customer’s event audit policy, enabling a disabled log source or highlighting a poorly configured log source. For example, the X-Forwarded-For HTTP header is often not enabled on web servers. As a result, the SOC can’t see the original IP of the connection and determine the attack source, which complicates incident investigation.

    In our compromise assessment practice, we frequently identify incidents that external SOCs have missed. During one project, we reviewed third-party antivirus logs and identified multiple webshell detections on the same server for several days.

    The MSSP SOC analysts had failed to raise an alert, because the malware was deleted by the antivirus each time. This is a textbook example of a junior’s mistake. If a motivated adversary has access to the server via a vulnerability, they would try a range of techniques and tactics to try to bypass security. This is where the human analyst’s attention is needed to add an additional layer of protection and prevent this from happening.

    This was exactly our case: the Kaspersky experts initiated deep forensic analysis and found out that the attacker tried different webshells over a few weeks. They finally found one that was not detectable by the AV vendor at the time, so they were able to get into the network. Further investigation revealed that the entire domain remained compromised for several months.

    Monitoring and verifying the quality of service from your MSP or MSSP is often challenging. Contractual agreements typically prevent clients from accessing the provider’s internal systems for a thorough review. Additionally, customers may lack the technical expertise or time required to oversee every action taken by their subcontractors.

    MSPs and subcontractors might not have enough cybersecurity awareness, which poses a challenge, where they might inadvertently expose the network to a cybersecurity risk by misconfiguring some security control or not following the best practice.

    Incomplete incident response

    Post-breach eradication of a threat actor requires planning of multiple actions to ensure complete removal of the attacker from the network or systems:

    • Removal of malware, scripts, tools, and backdoors installed by the attacker.
    • Changing the passwords for the compromised accounts and deleting any unauthorized service accounts that attackers might have created
    • Rolling back system configurations that might increase the attack surface or introduce new vulnerabilities

    Even after the malware is deleted, certain forensic artifacts remain in the system. Therefore, it is common to identify past attacks during compromise assessment. Intentional misconfiguration introduced by an attacker is a rarer case, but we occasionally find that enterprise incident response teams fail to eradicate these procedures.

    As part of the Active Directory configuration review playbook, Kaspersky analysts identified a Group Policy with several suspicious properties.

    1. A modification to the AllowReversiblePasswordEncryption property of each AD account, which made domain controllers store passwords in decryptable form (without using the one-way hash function). This configuration would enable the attacker to dump credentials in plaintext via attacks like DCSync.
    2. Disabling the audit of operations related to Kerberos Tickets. This configuration would hide attacker logons on all endpoints managed via Active Directory.

    False sense of security

    It’s crucial to remember that the effectiveness of even top-tier products is at its highest when these are properly installed, configured, and integrated. Without proper configuration, organizations cannot fully harness the potential of their cybersecurity solutions, which hinders their ability to create a robust defense.

    In our compromise assessment practice, we have witnessed several cases, listed below, which were detected because specialized scanners were deployed alongside an existing AV/EDR solution, providing a second layer of detection capabilities.

    • Absence of detection rules. The customer’s antivirus was unable to detect a pivotnacci webshell because the vendor did not have a defined detection rule.
    • Outdated malware signatures. The client antivirus was unable to detect malware because the network port listening to the central update server was blocked by a firewall, preventing the antivirus from receiving the latest updates.
    • Shadow IT. The customer’s antivirus was not deployed on certain servers because those servers were not part of Active Directory, which left them unprotected.

    Conclusion

    Compromise assessment has proven to be an indispensable component in the broader cybersecurity strategy of these organizations. The cases discussed above underscore that no security measure, no matter how advanced, is entirely foolproof. From internal policy violations to patch management failures and overlooked misconfigurations by third-party service providers, the risks are manifold and often hidden in plain sight. These examples highlight that a false sense of security can be more dangerous than no security at all, as it leaves organizations vulnerable to threats that might have otherwise been detected with thorough, periodic assessments.

    By integrating compromise assessment into the security framework, organizations can uncover these hidden threats, address vulnerabilities that slip through the cracks, and ultimately strengthen their overall security posture. In a world where cyberthreats are constantly evolving, the proactive identification and mitigation of potential compromises is not just advisable but also necessary. This approach ensures that organizations are not only reacting to breaches but are continuously verifying the effectiveness of their defenses, thereby reducing the risk of undetected compromises and safeguarding their assets more effectively.

    BEIJING, Oct. 29 — Most parts of China are expected to register above-normal temperatures in November this year, according to the National Climate Center on Tuesday.

    Specifically, temperatures in parts of northeastern, northwestern, northern and eastern China will be notably higher next month, said Jia Xiaolong, deputy head of the center, at a press conference.

    High temperatures, dry and windy weather and less precipitation will increase the risks of meteorological drought, as well as forest and grassland fires in parts of eastern and central China, as well as Yunnan Province in the southwest, said Jia.

    Provincial-level regions of Inner Mongolia, Heilongjiang, Xinjiang, Jiangsu, Shanghai, Zhejiang and Hainan will see more rainfall in November, said Jia.

  • MIL-OSI Security: Elsipogtog — Man arrested and charged in connection with Elsipogtog arson and mischief

    The Elsipogtog RCMP Detachment has arrested a 29-year-old man in connection with an arson and mischief in Elsipogtog.

    On October 23, 2024, at approximately 8:20 p.m., members working at the Elsipogtog RCMP Detachment heard a loud bang. A short time later, it was discovered that the detachment building and one unmarked police vehicle had been vandalized. The same night at approximately 8:41 p.m., police received a report of a residence on fire on Levi Street in Elsipogtog.

    Upon investigation, police were able to identify a person of interest. A 29-year-old man from Elsipogtog First Nation was located and arrested without incident.

    On October 25, 2024, 29-year-old Sonny Travis Bayley Francis appeared in Moncton Provincial Court where he was charged with:

    – Arson
    – Two counts of mischief under $5000
    – Three counts of failure to comply with a release order

    He was remanded in custody and is scheduled to return to court on November 8, 2024, for a bail hearing.

    “As communities across the Southeast continue to recover and rebuild after Hurricanes Helene and Milton, the SBA remains focused on its mission to provide support to small businesses to help stabilize local economies, even in the face of diminished disaster funding,” said Administrator Isabel Casillas Guzman. “If your business has sustained physical damage, or you’ve lost inventory, equipment or revenues, the SBA will help you navigate the resources available and work with you at our recovery centers or with our customer service specialists in person and online so you can fully submit your disaster loan application and be ready to receive financial relief as soon as funds are replenished.”

    SACRAMENTO, Calif. – Low-interest federal disaster loans are now available to Havasupai Tribe businesses and residents as a result of President Biden’s major disaster declaration, U.S. Small Business Administration’s Administrator Isabel Casillas Guzman announced.

    The declaration covers the Havasupai Tribe as a result of the flooding that occurred Aug. 22-23.

    Businesses of all sizes and private nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets.

    For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size, SBA offers Economic Injury Disaster Loans to help meet working capital needs caused by the disaster. Economic injury assistance is available to businesses regardless of any property damage.

    “SBA’s disaster loan program offers an important advantage–the chance to incorporate measures that can reduce the risk of future damage,” said Francisco Sánchez, Jr., associate administrator for the Office of Disaster Recovery and Resilience at the Small Business Administration. “Work with contractors and mitigation professionals to strengthen your property and take advantage of the opportunity to request additional SBA disaster loan funds for these proactive improvements.”

    Disaster loans up to $500,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for up to $100,000 to repair or replace damaged or destroyed personal property, including personal vehicles.

    Interest rates can be as low as 4 percent for businesses, 3.25 percent for private nonprofit organizations and 2.813 percent for homeowners and renters with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.

    Interest does not begin to accrue until 12 months from the date of the first disaster loan disbursement. SBA disaster loan repayment begins 12 months from the date of the first disbursement.

    On October 15, 2024, it was announced that funds for the Disaster Loan Program have been fully expended. While no new loans can be issued until Congress appropriates additional funding, we remain committed to supporting disaster survivors. Applications will continue to be accepted and processed to ensure individuals and businesses are prepared to receive assistance once funding becomes available.

    Applicants are encouraged to submit their loan applications promptly for review in anticipation of future funding.

    As soon as Federal-State Disaster Recovery Centers open throughout the affected area, SBA will provide one-on-one assistance to disaster loan applicants.             Case Reflects Ongoing Commitment to Protect Victims of Domestic Violence

              GRAND RAPIDS – U.S. Attorney for the Western District of Michigan Mark Totten today announced that Dequarius Quitman Day, 32, of Muskegon Heights, was sentenced to 60 months in federal prison followed by three years of supervised release for being a felon in possession of a firearm. Day’s crime was especially concerning because of his history of domestic violence, including his threatening actions in this case.  He previously pleaded guilty in July 2024.

              “Too many women who crossed Mr. Day’s path lived in fear of violence,” said U.S. Attorney Mark Totten. “For the millions of Americans who face domestic violence, an abuser’s access to a gun can mean the difference between life and death. We stand with the victims of domestic violence and will continue to do everything we can to protect them.”

              On December 25, 2023, Day pointed a firearm at the mother of one of his children and threatened to shoot her. While on the phone with 911 requesting assistance, the woman provided the operator Day’s name, a description of his vehicle, a description of the firearm, and informed the operator he had a warrant for his arrest.

              Day fled the scene in a vehicle but soon returned on foot to retrieve his cell phone. At that time, law enforcement placed him under arrest. Day lied to officers, claiming he did not have a vehicle. Law enforcement searched the surrounding area and located his vehicle parked a few blocks away. A loaded Taurus 9-millimeter pistol was found under a seat in the car as well.

              Day had prior felony convictions prohibiting him from possessing firearms and had an active warrant for an alleged assault against the victim’s pregnant sister on December 9, 2023. He has been charged by the Muskegon County Prosecutor’s Office for both the December 9 and December 25 assaults and is presumed innocent of those changes until proven guilty beyond a reasonable doubt.

              Domestic violence is a pattern of abusive behavior in any relationship that is used by one partner to gain or maintain power and control over another intimate partner. Across the nation and in Michigan domestic violence is a serious threat. According to the National Coalition Against Domestic Violence, 1 in 3 women and 1 in 4 men have experienced some form of physical violence by an intimate partner. Moreover, studies have shown that domestic violence perpetrators often use firearms to abuse and control their victims, who are five times as likely to be killed if their abuser has access to a firearm.

              The U.S. Attorney’s Office for the Western District of Michigan has brought other cases to address the threat of domestic violence, which include the following:

              In addition, the U.S. Attorney’s Office for the Western District of Michigan recently announced a special partnership with the City of Lansing to address domestic violence in that city as part of a nationwide program.

              The Muskegon Township Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives investigated this case, and Assistant U.S. Attorney Alexia Jansen is prosecuting it.
