  • MIL-OSI Security: Twelve Charged with Fentanyl Trafficking in Abilene

    Twelve alleged fentanyl traffickers were arrested in a large-scale drug bust in Abilene, announced U.S. Attorney for the Northern District of Texas Leigha Simonton.

    The takedown – the second in an operation that previously resulted in the prosecution of 17 drug traffickers arrested during a large-scale bust in late February  – involved agents and officers from the Federal Bureau of Investigation’s Dallas Field Office –  Abilene Resident Office, the Taylor County Sheriff’s Office, the Abilene Police Department, and the Callahan County Sheriff’s Office. 

    Those charged in two separate indictments unsealed today include:

    • Christopher Thompson, charged with possession with intent to distribute fentanyl
    • Marquee Anthony Aboso, aka OC, charged with conspiracy to distribute and possess with intent to distribute fentanyl and possession with intent to distribute fentanyl
    • Kurtney Bernard Jones, aka KP, charged with conspiracy to distribute fentanyl and two counts of possession with intent to distribute fentanyl
    • Steven Lattimore, aka PNut, charged with conspiracy to distribute and possess with intent to distribute fentanyl and possession with intent to distribute fentanyl
    • Mckenzee Marie Lane, charged with conspiracy to distribute and possess with intent to distribute fentanyl and possession with intent to distribute fentanyl
    • Maxine Gonzales, charged with conspiracy to distribute and possess with intent to distribute fentanyl
    • Tylik Ojur Johnson, charged with conspiracy to distribute and possess with intent to distribute fentanyl and possession with intent to distribute fentanyl
    • Jeremiah Greene, aka Lil Mexico, charged with conspiracy to distribute and possess with intent to distribute fentanyl and possession with intent to distribute fentanyl
    • Paul Eli Snyder, charged with conspiracy to distribute and possess with intent to distribute fentanyl and possession with intent to distribute fentanyl
    • Robert Lee Mason, charged with conspiracy to distribute and possess with intent to distribute fentanyl and possession with intent to distribute fentanyl
    • Glen Edward Lee, Jr., charged with conspiracy to distribute and possess with intent to distribute fentanyl and possession with intent to distribute fentanyl
    • Christopher Anthony Glaze, charged with conspiracy to distribute and possess with intent to distribute fentanyl and possession with intent to distribute fentanyl

    Over the course of the operation into these individuals, agents seized more than 14,856 fentanyl pills, 45.4 grams of heroin, 2.56 grams of meth, and 15.56 grams of crack cocaine, as well as multiple firearms.

    An indictment is merely an allegation of criminal conduct, not evidence. All defendants are presumed innocent until proven guilty in a court of law.

    If convicted, some defendants named in these indictments face up to 20 years in federal prison.

    Sixteen of the 17 defendants arrested in February’s takedown have already been convicted. Fourteen have already been sentenced to a combined 187 years in federal prison; two pleaded guilty and await sentencing, and one is awaiting trial. The lead defendant, Diana Perez, deemed responsible for more than 109,221 kilograms of drugs, was sentenced Thursday to more than 24 years in federal prison.  

    The Federal Bureau of Investigation’s Dallas Field Office – Abilene Resident Agency, the Drug Enforcement Administration’s Dallas Field Division – Fort Worth Resident Agency, and the Taylor County Sheriff’s Office conducted the investigation with the assistance of Homeland Security Investigations, the Bureau of Alcohol, Tobacco, Firearms, & Explosives’ Dallas Field Division, and the IRS – Criminal Investigations. The cases are being prosecuted by the West Texas Branch of the U.S. Attorney’s Office for the Northern District of Texas.

    This prosecution stems from an Organized Crime Drug Enforcement Task Forces (OCDETF) instigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transitional criminal organizations that threaten the Untied States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.   • MIL-OSI Security: Schenectady Man Sentenced to 14 Months in Prison for Straw Purchasing a Shotgun Later Used to Fire Shots Outside of Temple Israel

    ALBANY, NEW YORK – Andrew Miller, age 38, of Schenectady, New York, was sentenced today to 14 months of imprisonment, to be followed by 3 years of supervised release, for conspiring with Mufid Fawaz Alkhader to illegally purchase, from a gun shop, a shotgun for Alkhader.

    United States Attorney Carla B. Freedman; Craig L. Tremaroli, Special Agent in Charge of the Albany Field Office of the Federal Bureau of Investigation (FBI); and Bryan Miller, Special Agent in Charge of the New York Field Division of the U.S. Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), made the announcement.

    As part of his earlier guilty plea, Miller admitted that between October 1, 2023 and November 6, 2023, he and Alkhader conspired to lie to a firearms dealer in Albany County that he (Miller) was the actual buyer of a Kel-Tec 12-gauge pump shotgun, when in fact, Alkhader was the true buyer.  Miller and Alkhader came up with the plan because they believed that Alkhader could not lawfully purchase the shotgun himself.  Miller further admitted that on November 5, 2023, he lied on the Firearms Transaction Record (ATF Form 4473) submitted to the gun shop when he falsely stated that he was the true purchaser of the shotgun.  On November 6, 2023, Miller and Alkhader returned to the gun shop and Miller took possession of the shotgun.  Miller also admitted that later on November 6, he transferred the shotgun to Alkhader.  

    According to a criminal complaint, Alkhader used the shotgun to fire shots outside of Temple Israel in Albany on December 7, 2023.  Alkhader is currently charged by criminal complaint alleging that he and Miller conspired to lie to a firearms dealer in Albany County surrounding the straw purchase of the Kel-Tec 12-gauge pump shotgun. The charges in the complaint against Alkhader are merely accusations. He is presumed innocent unless and until proven guilty.  

    This case is being investigated by the FBI’s Joint Terrorism Task Force, the ATF, and the Albany Police Department. Assistant U.S. Attorneys Rick Belliss and Alexander Wentworth-Ping are prosecuting this case.

  • MIL-OSI Security: D.C. Gang Leader Sentenced to 15 Years in Prison

                WASHINGTON – Eugene Tracey Hill , 31, of Washington D.C. and a member of the Push Dat Shit (PDS) street crew, was sentenced today in U.S. District Court to 180 months in prison on four felony charges related to drug trafficking and firearms offenses in the District of Columbia.

                The sentence was announced U.S. Attorney Matthew M. Graves; FBI Acting Special Agent in Charge David Geist of the Washington Field Office’s Criminal and Cyber Division; Acting Special Agent in Charge James VanVliet of the Bureau of Alcohol, Tobacco, Firearms, and Explosives Washington Field Division; and Chief Pamela Smith of the Metropolitan Police Department (MPD).

                Hill, aka “Geno” and “Cheese,” pleaded guilty on July 17, 2024, to a four-count criminal information charging him with conspiracy to distribute more than 100 kilograms of marijuana and a detectable amount of oxycodone, conspiracy to use a machine gun in furtherance of a drug trafficking offense, and two counts of possessing a handgun in furtherance of a drug trafficking offense.

                In his plea agreement, Hill admitted that he distributed both marijuana and oxycodone, and that he distributed both substances in bulk to other dealers and in smaller, street-level transactions. He also admitted to purchasing semi-automatic and fully automatic AR-Pistol ghost guns that he stored in “trap houses” maintained by PDS.

                In addition to the 180-month prison term, the Honorable Amy Berman Jackson ordered Hill to serve five years of supervised release.

                According to court documents, Hill held a leadership position in the Push Dat Shit (PDS) Street Crew which held territory in the Congress Heights neighborhood of Southeast Washington, D.C. Hill conspired with other crew members to distribute both marijuana and oxycodone within their territory and further admitted that the co-conspirators distributed more than 100 kilograms of marijuana during the course of their conspiracy.

               The co-conspirators also conspired to use, carry, and possess firearms to protect themselves, their drugs, their cash, and their territory from rival crews with whom PDS had “beefs.” Hill admitted that, as part of the conspiracy one of his co-conspirators assembled fully automatic AR-Pistol machine guns which were then distributed within the crew for use in furtherance of their drug trafficking conspiracy. Hill admitted that he purchased and possessed machine guns during his part in the conspiracy.

               Hill was arrested on September 15, 2022, shortly before the FBI executed a search warrant at a “trap house” he and his co-conspirators maintained on Fourth Street, Southeast. FBI agents recovered two Glock handguns, approximately 100 rounds of ammunition, 1.8 pounds of marijuana, two digital scales, a money counter, and approximately $15,000 from that residence.  Hill has been detained since his arrest.

                This case was investigated by Special Agents of the FBI and ATF with assistance from both officers and detectives from the MPD a part of an ongoing joint investigation which has now resulted in 22 convictions and the seizure of two vehicles, 35 firearms, four machineguns, more than 1,000 rounds of ammunition, approximately 60 pounds of marijuana, 41 grams of cocaine base, dozens of oxycodone pills, and approximately $500,000 in cash. The case is being prosecuted by Assistant U.S. Attorneys James B. Nelson and Justin F. Song with valuable assistance from Paralegal Specialists Marissa Mondelli and Melissa Macechko.

  • MIL-OSI Security: Spartanburg Drug Trafficking Organization Members Sentenced to a Total of 1,257 Months for Drug Trafficking and Money Laundering

    SPARTANBURG, S.C. — Nine defendants of a Spartanburg area illegal drug trafficking ring were sentenced to a total of 1,257 months in federal prison after pleading guilty to conspiring to distribute illegal drugs, including fentanyl, methamphetamine, heroin, and cocaine. Three defendants (Bobo, Jacobs, and Canty) were also convicted of money laundering.

    The follow defendants were sentenced:

    Terrance Bobo, 53, of Conyers, Georgia, was sentenced to 204 months.

    Michael Jacobs, 40, of Spartanburg, was sentenced to 277 months.

    Maurice Canty, 48, of Spartanburg, was sentenced to 292 months.

    Kevin Jeter, 49, of Spartanburg, was sentenced to 172 months.

    Shuler Holmes, 39, of Spartanburg, was sentenced to 144 months.

    James Foster, 61, of Spartanburg, was sentenced to 72 months.

    Daniel Gregory, 43, of Spartanburg, was sentenced to 65 months.

    Jahid Warden, 29, of Spartanburg, was sentenced to 22 months.

    Danny Goode, 46, of Spartanburg, was sentenced to nine months.

    “These nine defendants were responsible for trafficking large amounts of illegal narcotics, including fentanyl, in the Upstate, said Adair Ford Boroughs, U.S. Attorney for the District of South Carolina. “Our community is safer thanks to this thorough investigation by our law enforcement partners.”

    “Today’s sentencing sends a clear message we will not tolerate drug trafficking in our communities,” said HSI Charlotte Special Agent in Charge Cardell T. Morant. “Homeland Security Investigations will continue to work tirelessly with our law enforcement partners to dismantle these dangerous networks and protect the safety of our citizens.”

    Evidence presented to the court showed that Terrance Bobo was a Georgia-based supply source for a Spartanburg drug trafficking organization. Bobo began sourcing cocaine in 2013 and was responsible for distributing more than 190 kilograms of cocaine. Bobo owned and operated a real estate business called All in One, LLC, which he used to further and conceal the drug trafficking operation. During the drug trafficking conspiracy, Bobo and another co-conspirator purchased a car garage/repair shop at 501 Textile Road.

    In 2021, Michael Jacobs was released from federal prison and returned to his hometown of Spartanburg and restarted his drug trafficking business. Jacobs became the primary spoke of the Spartanburg-based distribution ring and operated the car garage at 501 Textile Road as a stash house and distribution hub, using a hydraulic press to package kilograms of illegal drugs at the location.

    In at least 2023, Maurice Canty, another former federal defendant previously sentenced for drug trafficking charges in Spartanburg, joined the drug trafficking conspiracy. Canty had his own subordinates, Jahid Warden and James Foster, who drove Canty and conducted drug sales of methamphetamine and fentanyl on his behalf. 

    In September of 2023, Canty and Foster were arrested in a car, which contained methamphetamine, crack cocaine, cocaine, and fentanyl. Gregory was another sub-distributor of fentanyl for Canty and began working with Jacobs directly when Canty was arrested.

    Law enforcement also identified Kevin Jeter as a sub-distributor of fentanyl and cocaine, responsible for over 50 kilograms of cocaine during the conspiracy. Jeter sold drugs from a business he operated, Blood Brothers Wash and Detail, formerly known as Litt. In February of 2022, Jeter was pulled over by Spartanburg officers with crack cocaine, marijuana, and a loaded handgun.

    During the investigation, Danny Goode was arrested during a traffic stop on October 26, 2023, after obtaining over four ounces of cocaine for distribution from Jacobs.

    In November of 2023, law enforcement executed a targeted arrest operation on the drug trafficking organization and conducted searches in South Carolina, North Carolina, and Georgia, including at the homes of Bobo, Jacobs, and Jeter.  Search warrants were also executed at the garage at 501 Textile Road and at Blood Brothers Wash and Detail. Officers recovered numerous firearms during the searches. Thirteen kilograms of fentanyl was also recovered.

    Shuler Holmes, a sub-distributor of pounds of methamphetamine and kilograms of opioids was also arrested on the federal charges, and his home was searched. In his house, law enforcement found with fentanyl, heroin, crack cocaine, and a firearm.

    United States District Judge Donald C. Coggins sentenced Canty to 292 months imprisonment, Jacobs to 277 months imprisonment, Bobo to 204 months imprisonment, Jeter to 172 months imprisonment, Holmes to 144 months imprisonment, Foster to 72 months imprisonment, Gregory to 65 months imprisonment, Warden to 22 months imprisonment, and Goode to 9 months imprisonment. All sentences were ordered to be followed by a term of court-ordered supervision. 

    Judge Coggins also entered the following money judgements: $4,500,000 (Bobo), $3,800,000 (Jacobs), $2,500,000 (Canty), $1,000,000 (Jeter), $50,000 (Gregory), and $50,000 (Holmes). Additionally, law enforcement seized numerous bank accounts for Jacobs and Bobo, $510,270 in cash from Jacobs, and $33,720 from Bobo. The judge also entered forfeiture judgments regarding numerous properties and vehicles including: a Tesla Model 3, a 2023 Dodge Ram TRX, a Chrysler Town and Country, a BMW X6 SUV, a Peterbilt Semi-truck, two Ford F-350s, a 1977 Caprice Classic, an ATV, a Monte Carlo, two Ford Mustangs, a RV, a dump truck, a skid steer tractor, a Chevy El Camino, a trailer, a Chevrolet truck, a semi-trailer, a F-650 Tow Truck, an Excavator. Four physical addresses were forfeited from Jacobs, and four were forfeited from Bobo.

    The United Nations High Commissioner for Human Rights, Volker Türk, told journalists in New York that “the number of people at catastrophic levels of hunger is expected to double in the coming months and the risk of famine persists across the whole of Gaza,” and added that “this crisis is principally the consequences of decisions made by the Israeli authorities.”

    Following the presentation of his annual report to the General Assembly, Türk said, “starvation of civilians as a method of warfare is prohibited under international humanitarian law. It constitutes a war crime. As the occupying power, Israel has the specific obligations an international humanitarian law to bring into Gaza the necessary foodstuffs, medical supplies and other articles, and to facilitate humanitarian relief by all means at its disposal.”

    He said, “there are reports that Israeli forces are preventing humanitarian aid from accessing the north, exacerbating the already desperate humanitarian and medical needs,” adding that Israel’s evacuation orders “appear designed to cut off north Gaza completely from the rest of the territory, as bombing and other attacks continue.”

    Turning to Lebanon, the High Commissioner said Israeli “daily strikes on residential buildings in urban areas are taking an appalling toll on civilians with significant numbers of casualties, destruction and displacement,” while “Hizbullah also continues to fire rockets into Israel, where many thousands are displaced from their homes.”

    He stressed that the risk of a full-fledged regional conflict “remains very high, one that could engulf the lives and the human rights of millions of people,” and added that the “illogic of escalation, must end.”

    On the Ukraine war, Türk said, “nearly 1000 days since Russia’s full-scale invasion, we continue to see terrible devastation characterised by recurring human rights violations and war crimes,” and noted that July 2024 was the deadliest month for civilians in Ukraine since October 2022

    He said, “with the ongoing attacks on crucial energy infrastructure, I fear for Ukrainians this coming winter.”

    On the situation in Sudan, the High Commissioner said, “the warring parties, affiliated groups and regional actors continue to compete for influence and power, forcing a staggering 10 million people to flee their homes and leaving more than 25 million people facing acute hunger.”

    He said, “the situation is desperate, and there is evidence of the commission of war crimes and other atrocity crimes.”

    Türk said, “when my office rings warning bells, as we have over many years for all the situations that I referred to above, the international community needs to listen and act to avert catastrophe.”

    I want to say to you what I said to them:

    I am full of admiration and gratitude to the men and women of UNIFIL.

    I am so proud of you — and I know your countries are proud of you, too.

    You should know that here in New York, we are all very aware of your bravery during some of the most challenging moments in the history of UNIFIL.

    I have been crystal clear: the safety of United Nations personnel is our highest priority.

    SECRETARY-GENERAL TRAVELS
    On Sunday, 20 October, the Secretary-General will arrive in Addis Ababa, to take part in the 8th African Union–United Nations annual conference.
    The high-level discussions, to be held on Monday, 21 October, will be co-chaired by Moussa Faki Mahamat, the Chairperson of the African Union Commission, along with Mr. Guterres. The meeting will focus on progress in the implementation of cooperation frameworks between the two organizations, but also on the joint action and challenges linked to peace, security, development, human rights and the impact of climate change on the African continent.
    Discussions this year will also include the implementation of the Pact for the Future, as well as the operationalization of Security Council resolution 2719 (2023), which, as you will recall, establishes the framework for financing of African Union-led peace support operations through United Nations assessed contributions – something the Secretary-General and the Chairperson of the African Union Commission had long advocated for.
    The annual conference will conclude with a joint press conference by the Secretary-General and the Chairperson of the African Union Commission, Moussa Faki Mahamat. It will be available on UN WebTV shortly after.
    Later in the day, the Secretary-General will go to the UN Economic Commission for Africa in Addis Ababa, where he will take part in the re-inauguration ceremony of Africa Hall, which is reopening after extensive renovations to transform it into a modern conference centre. We expect the ceremony to be webcast live on UN WebTV.
    While in Addis Ababa, the Secretary-General is also scheduled to hold meetings with the President and Prime Minister of Ethiopia.

    AFRICAN UNION – UNITED NATIONS
    Speaking of UN-African Union relations, I’d like to note that on 15 October, the Peace and Security Council of the African Union and the United Nations Peacebuilding Commission convened their 7th Annual Consultative Meeting at the ECOSOC Chamber here at UN Headquarters.
    The meeting highlighted the collaborative peacebuilding efforts of the AU Peace and Security Council and the Peacebuilding Commission for peacebuilding and sustaining peace in Africa, as well as the comprehensive review and progress of the status of implementation of outcomes of the 6th Informal Meeting in November 2023. They also noted that more work still needs to be done in supporting peacebuilding efforts. We have a note with more details on that meeting.

    LEBANON/UNIFIL
    Firing continued across parts of Lebanon and northern Israel today, with Israeli strikes in Saida, Nabatieh, Jezzine, Bekaa, and Mount Lebanon as well as the UNIFIL area of operations, while strikes by Hizbullah into northern Israel, including towards Haifa, and the Israeli-occupied Golan, also continued.
    Our colleagues in the UN Interim Force in Lebanon (UNIFIL) report that the high levels of fire across the Blue Line have persisted, with UNIFIL detecting 966 projectiles over the past 24 hours. The vast majority of these projectiles originated from south of the Blue Line, primarily striking Ayta ash Sha’b in Sector West and Al Wazzani and Mays al-Jabal in Sector East, while 68 projectiles were recorded originating from north of the Blue Line. The Mission also noted 70 air violations by the IDF into Lebanese air space, breaking the previous day’s record for daily violations since October 2023. Furthermore, clashes on the ground between Hizbullah and the Israel Defense Forces within the UNIFIL area of operations continue, with fatalities reported on each side.
    Additionally, this morning, peacekeepers reported that one of UNIFIL’s patrols that was resupplying a UN position in Sector East observed an impact less than 50 metres from its location. The patrol returned safely to its location of origin, and no injuries were reported. UNIFIL continues to reiterate the importance of ensuring the safety and security of peacekeepers and reminds all actors of their obligations in that regard.

    Distinguished audience and most importantly boys and girls, I am here for you. It is an absolute delight to address this gathering, and why? you are young minds. You are young minds at the ISB. You are young minds at the moment, participating in the ISB Leadership Summit. Your set is the most significant stakeholder in governance and democracy.

    Our youth demographic dividend is the envy of the world at the moment and it is the fuel to our growth engine destined to accomplish a developed nation@2047. I must appreciate the management for having crafted such a theme.and the theme is leadership in India’s century. This bears boys and girls huge contemporaneous elements. And why not? It is for the first time in history that the voice of India, the voice of India’s Prime Minister, is heard with respect like never before. India has come to count. India has come to count in global affairs, consistent with its populace being a repository of knowledge and wisdom, home to one-sixth of humanity.

    Never before we had this enjoyable moment as we are having now. Having been elected to Parliament in 1989, I faced a situation where our foreign exchange reserves were one billion US dollars. One billion! We crossed 700 billion last week, what an accomplishment. 700 times something beyond a geometric leap. India is being looked upon as a nation that can legitimately address issues confronting the globe. And why not? India’s G20 presidency, according to one and all in the world, has set a very high benchmark but look at the outcomes:

    One, the African Union was made a member of the G20. Only the European Union was before. I’ll come to that later.

    But the Global South, most people like me have not heard of it. It’s a name that resonates and mind you, the armature contributed to the world in terms of populace and GDP.

    International Solar Alliance, International Yoga Day all have been fortified for the benefit of the world on account of one individual: India’s Prime Minister. His vision, his foresightedness, his commitment and therefore, it has great contemporaneous relevance.

    It has two parts: leadership and India’s century. To begin with, the Indian century. Bharat, our Bharat, is no longer a nation with promise, some people have wrong notions that India has arrived. They are mistaken, We are no longer a nation with promise, the promise has been realised, fully exploited. 

    We are a nation on the rise, the rise is unstoppable, the rise is incremental, the rise is continual. The rise is various elements that matter to our growth. Let me advert to some aspects that make Bharat a  land of hope and possibility and before that, all of you know it. Just a decade ago, what was the mood of the nation? We were in a state of despondency and dejection. The daily public domain discourse was one of scams, corruption, favouritism. What has been transformed in a decade? There is an over-pervasive mood of hope and possibility and I had seen those days 34 years ago when world institutions the IMF and the World Bank used to be dictatorial, like a teacher in a class for a student who has not done homework and we were just meekly sitting but look at what they say we are getting accolades from the International Monetary Fund. And the accolades is favourite global investment and opportunity destination, I had the occasion to meet the head of the IMF, an enormously talented lady. Every time she talked of India, it was in these words and why not? This is the ground reality. 

    Our technological advancements, deep penetration, and digitalisation are termed by the World Bank as ‘a global role model’. Indicated by a statement that what India accomplished in six years is otherwise not possible in over four decades plus. Our exponential economic upsurge makes Bharat the fastest-growing large global economy. India has transformed in the last decade, becoming a $4 trillion economy with 8% growth potential, expanding infrastructure with four new airports and one metro system built yearly. 

    Every year, four new airports and a metro. There is daily addition of 14 kilometres of highways quality highways, world-class highways and six kilometres of railways. Digital technologies have enabled massive public infrastructure projects, benefiting 85 million people with housing, 330 million with health coverage, and 29 million small businesses with loans annually. When I talk to global leaders, I have to be a little careful because the volume is so high. The numbers are so staggering that instantly a person would believe I have just added one or two zeros. Just imagine a country where you add 500 million bank accounts in the shortest time.

    India leads in digital transactions, should I give the figure to you? Hold your breath. 6.5 billion monthly digital transactions, and we have the third-largest startup ecosystem with 58 unicorns. With 800 global capability centres generating 60 billion US dollars yearly.

    There is significant expansion in education. Your Chairman, Vice-Chairman of the group, is associated with this venture in a meaningful way here and elsewhere. It is soothing for us all that Indian talent is increasingly relevant globally. You know young boys and girls. Indian human resources are dominating global discourse when it comes to corporate heads.

    Driving interest in mobility agreements, India now takes pride in its lunar and Mars missions. Vaccine production and growing importance in semiconductors, as was indicated by Mr. Mittal and engineering he knows it out of experience, and you all will gather when you take a big leap into the public domain. Manufacturing is the key to making us leap forward. 

    All this has happened because of leadership, the government’s historic continual third term after six decades focuses on growth and innovation. It will be interesting for you these initiatives will concern all of you. They broaden your basket of opportunities. They will ignite your talent, expertise, and potential, and fructify your aspirations, these include creating 12 industrial zones, industrial zone itself is a huge step. To boost manufacturing, we are prioritising skill development, improving logistics and this is not just one  it’s a jump in sync with other institutions stakeholders. Everything is converging to these developments, and therefore, results will be seen. Mr. Mittal referred to the Green Hydrogen Mission. I am so thrilled by it. ₹19,000 crores were allocated by the Government of India for the Green Hydrogen Mission. We are among the few countries with a single-digit focus on it. I know it will have to be negotiated through tough terrain. There will be headwinds, but the commitment is there. by 2030, we will have an investment of ₹6 lakh crores and an equal number of jobs. Who will provide these jobs? Your leadership will. You will be somewhere in the entire system to ensure the success of this Quantum Computing Commission. ₹6,000 crores were allocated, we are getting more into it. 

    A technology that is close to your heart—6G. It will be implemented in two phases, with commercialisation expected between 2025 and 2030. For a layman like me, it may not mean much for him and you, it will open enormous vistas of contribution, opportunities, and changes to the landscape of this country. These are the issues, all these can get cutting edge only with leadership. Without leadership, nothing happens. If you look into our ancient history, if a leader collapses white flag comes up. A leader is all-important. And a leader does not only mean the leader of a country. It means leadership in every walk of life. It could be in a small office, a branch office, a regional office, the head office everywhere, even on the board.

    India’s engagement with world nations is crucial, offering expanded markets and reliable supply chains. Our cooperation in green energy, urbanisation, and emerging technology, including AI, was reflected upon by Mr.Mittal. Electric mobility and semiconductors benefit global progress and strengthen collaboration but to fructify these collaborations, to generate synergetic strength, a leader has to be well-informed, a leader must know about it. 

    I had the occasion on on of the conclave where six vice presidents from Africa were present. Our interest in that continent, in agriculture, mining, and technology, can create wonders. Only our leaders need to measure up to those requirements. You are the future leaders, you are leaders in the making, your role and responsibilities will be very different once you take the leap and carry the tag of ISB. It is not that we are celebrating India’s century merely because India is going to be a force to reckon with but we are, and will be, a force for good in the world. That is fundamental.

    India stand for what? Our civilisational ethos essence. What was the motto of G20? “One world, one family, one future.”  vasudhaiva kutumbakam, that is our belief. Therefore, India’s rise in the world would mean global peace, global stability, and global harmony. You are as leaders in making principal stakeholders to generate this ecosystem. Now, what do you need in a scenario which was not there when Honourable Governor was a young man or Mr. Mittal was a young man or the dean was or I was? I shouldn’t forget Dr. Sudesh Dhankhar when she was. What we faced? There was no equality of opportunity. There was no equality before the law. Meritocracy was in the backseat. And what has happened now? A great transformation has shaped, everyone is now equal before the law. No one is above the law. No one is immune from the law. 

    The stranglehold of the law is reaching them, they are feeling the heat. The privileged pedigree is now no longer in existence that is the greatest boon to the young minds, to the boys and girls before me. You don’t need favour, you don’t need patronage. You are always concern would by case be handicapped because someone less meritorious has a contact. there can be patronage in favour of someone. Gone are those days. That’s a great gain for you.

    The second issue, which you painfully suffered from, was corruption. What could we do? A contract, a job, was available only through means where one had to grease the palm of someone. But boys and girls, fortunately for you, we were not so fortunate. The power corridors have been duly sanitised of corrupt elements and liaison elements  Mr. Mittal rose by virtue of being an industry leader, there were people who extra-legally influenced decision-making, where the industry had no option but to bend. That doesn’t happen now. Our governance is dictated only by principles of transparency and accountability. You are in that area now. What does this mean to you? It means that you have an ecosystem where you can fully exploit your talent and energy, realising your dreams and aspirations because nothing holds you back in a systemic manner. A great thing for you. 

    Let me remind you of something I saw myself as Governor-General of West Bengal. COVID. It was a challenge to humanity, a non-discriminatory challenge, and it was really difficult then for a population of more than 1.3 billion but the Prime Minister visualised a mechanism to involve the people at large. We had our own vaccines, but we hand-held hundred other countries by providing vaccines at that time. The handling by India of COVID pandemic earned laurels for us, for our health workers, and for our health warriors but some were uncomfortable. The class is small, but they are uncomfortable with anything good that happens in this country. Your leadership will need to neutralise these forces as well. Scientists have been talking about climate change since the 1970s. One thing I never forget is the year 1979. You may wonder why, I was married in 1979 to Dr. Sudesh Dhakhar. In that very year, I became a lawyer, and you will come to easily once you google. But that year,  there was a film Mad Max, It was a global sensation as it talked about the end of the world due to climate change. No one was bothered despite years of conversation, no one thought of harnessing solar energy. India’s visionary leadership came to the rescue of the world in relation to solar alliance in Gurugram more than 122 countries have already joined part with it. And our landscape all over the country is dotted by harnessing of solar energy. It was left to India. India did it.

    I have many reasons to say that India’s century will prove to be a global good. Think what we have done with governance solutions. We developed various technological solutions for digital identity management.  World’s largest and fastest financial inclusion, as I said earlier. 500 million Indian bank accounts when I wanted to become a lawyer, I needed a library, and I needed ₹6,000. A man like me throughout a gold medallist  had difficulty getting a loan of ₹6,000. I still vividly remember the face of the manager who said, “I’ll give you ₹6,000 without a guarantee.” I had none. That changed my life. And look what has happened, you people have everything at your door.

    You only have to look around avail the opportunity grab the opportunity serve yourself serve your family serve society and serve the nation. We made them open source for the world to use through our India stack programme. Now any developing country can use these solutions free of charge. Not only, the kind of products India has visualised are available to the world without any charge. As a matter of fact this has graduated to our soft diplomacy taking a new height. More than intellectual property we are concerned how can we shorten the path of good governance for the countries of the global south. And we are contributing hugely in several countries. Friends the more we rise the more stability it will provide to the world order. The world knows it. Some misguided souls in our country do not share it. Either they fail to come up to the requirements of this great nation and its citizenship or they are dictating their actions by narrow partisan interests self interest in some cases survival interests. This is India’s century friends that is not desirous of hegemony or domination but global public good.

    India is the only country in the world and it has a history of 5000 years. That has never engaged in expansion. India’s Prime Minister Narendra Modi is on record warning to the entire world we are not living in an era of expansion and that global disputes must resolutely be addressed through dialogue and diplomacy. Our journey, friends, is not over, we have so many things to assert. Economic upsurge, the third largest global economy at the moment, third largest global purchasing power, on the way to becoming the third largest economy ahead of Japan and Germany. All that. But we must realise that to be a developed nation, our per capita income has to go eightfold. 

    This is achievable because we have human resources in your shape that will bring it about. You are capable of it. And when you do it, you are opening a new basket of opportunities for employment, for entrepreneurship, and for growth. Our journey of progress is a work in progress nothing is given to expedite this journey. India needs next generation leaders who can drive innovation and change. 

    I am reminded of a Greek philosopher, Pre-Socrates Heraclitus, Heraclitus reflected and is highly quoted. The only constant is the change. Change is the only constant. He buttressed it. The same person cannot enter the same river twice. Neither the person is the same, nor the river is the same. So we are in the process of change. But we don’t have to be captive of change. We have to bring about the change which we need and this happens to be more relevant when it comes to disruptive technologies, Artificial intelligence, Internet of Things, machine learning, blockchain. These at the time were just words for me but I was enormously enlightened when I had a presentation by the senior ministry officials. And I know we are in for a big change. These disruptive technologies, as going by their name, are both challenges and opportunities. 

    In the world of finance, the RBI governor has hinted only a day or two before, we have to keep things in check for artificial intelligence. You as leaders will be creating opportunities out of these challenges. You are those who will be actual players when it comes to execution and implementation. Whatever be your role in the hierarchy, your mindset has to be ahead of times. I have no doubt with your commitment, direction and dedication, India will exploit its potential and make available leaders for global conglomerates and international organisations. Our footfalls have already increased, I remember there was a time when we could never imagine someone from this country would be CEO of an outfit in Silicon Valley and now they say, jokingly, can we have a CEO who is not of Indian origin? That’s where we have come. All this because our DNA on this point is very strong. 

    I must caution you. Don’t look at leadership in a my pick way, Leadership is not with respect to your balance sheet in the corporate entity. Leadership is not limited to the role of your sector. Like suppose you are in the telecom or metro sector, You might look beyond your company, but you normally don’t look beyond the sector and it is there that might appeal to you. Business and leadership schools, the one like yours, have additional responsibility towards public and good governance.

    You have to give something back to the society. And you have to give back to the society something in a structured manner which is not individually specific. Imagine the benefit for a government department that receives policy solution inputs based on innovation and leadership training at schools. 

    In this country, there is a long and successful programme of public-private partnership in infrastructure. We need public-private partnership in leadership and innovation also. I have long nurtured an idea. It has not taken wings. When the Vice-Chancellor of Punjab University invited me for a convocation, in my capacity as Chancellor, I made one fervent appeal and she has taken various steps in that direction. Alumni of institutions have great experience, great exposure, great expertise. Individually, they are talent. As a group, they are powerhouse, why not use that for the nation? And I therefore noted an idea. There must be confederation of alumni associations. They can well suggest to the government in the field of policy making, they can give direction to our economy because framing those policies needs all the inputs. They are not all-in-all. Sometimes a small suggestion can work wonders. I am sure some step will be taken. 

    I will make one appeal to Mr. Mittal and to the Dean, we have leadership now constitutionally structured at Village level because India is the only country that has constitutionally structured democracy at village level and Municipal level. Most nations have legislatures at State and Central level. Now a Sarpanch plays a key role, a Pradhan plays a key role, a zila Pramukh plays a key role. Their funds are at their disposal. If they do not come up to the leadership expectations, the political head and the executive head will not be able to work in togetherness or in tandem. To generate that awareness, to generate that expertise, an outfit of your stature can certainly create a module, a training module that will go a long way in helping them. Once some people come to know about the usefulness of it, it will be replicated on its own but a beginning has to be made because majority of Indians or Bharat is in villages. If their optimal utilisation of funds can take place, if good trends can set in there, the economy of the nation will also get a big leap. 

    My young friends, I will be adverting to another important aspect and that aspect is, I want to turn to a matter of national importance, and that is nationalism. The academia, the industry, leaders and students ponder here over the issue of leadership. I suggest you ponder over facets of leadership with Indian characteristics. Indian nation has to be kept at the centre. Whatever we may do in any part of the globe, our heart and soul reside in India and therefore, I urge that leadership should be deeply wedded to nationalism. Without this undergirding, without this split, no amount of leadership skills will serve the greater good of the nation. Such individuals can be successful. They can be known but they will never be able to in that group which earns respect to the nation. 

    Therefore, I urge everyone, serve your nation optimally, serve your nation with full dedication and this is uniform ordinance for all of us. It is not optional, it is the only way. You all are tomorrow’s leaders. You will have an occasion to make decisions, key commercial decisions. and therefore, imagine if you think of economic nationalism while making decisions. If that spirit is there in you, you will immediately find great gain to the nation. I firmly believe no fiscal gain, howsoever great, howsoever quantum in economic terms, can be a justification, reason or a compromise for nationalism. 

    A fiscal gain should never be a consideration when it comes to economic nationalism. Economic nationalism is fundamental to our growth. It has been indicated, be vocal for local or Swadeshi. But I leave it with you and find out, once I am gone, how much foreign exchange is drained out in avoidable imports. Billions of US dollars every year are being drained out for the import of shoes, socks, trousers, undergarments, coats, curtains, flooring, toys, kites, electronic goods, furniture. 

    All that can happen in this country. I am not advocating parochial protectionism. Mr. Mittal has been to global forums. He knows that this policy cannot be propagated. The World Trade Organisation is there but then it has to emanate from every soul in this country. Once you do that, not only will you save foreign exchange in billions of US dollars, you will create jobs for millions of people in this country. There will be blossoming of entrepreneurship and all these aspects are next to none so you young leaders, just after a few months or years, be ambassadors of economic nationalism for the nation. It will be your lasting contribution to the economy of this nation. 

    Friends, Mr. Mittal emphasised on manufacturing. It is critical, it is not only about manufacturing in India, but the idea is to research in India, innovate in India, design in India. The growth engine of the nation is fuelled by research and development. You know it. The nations that are ahead in research and development march ahead. This makes focus on research and development of paramount importance. I don’t want to say more, but industry has to do a lot in that direction. I need to find a corporate of our country to be amongst top 20 global entities to be in that field when it comes to research and development but I am urging industry and stakeholders and corporates to invest in research and development, hand-hold stakeholders, in unleashing their potential and provide impetus to holistic growth of the nation but I am worried on another aspect. Manufacturing is fine, sir. 

    But what a painful scenario to face, our raw materials leave our shores in shiploads. Look at iron ore being shipped from Paradigm. Look at our precious products going outside without value addition. I appeal to young leaders to reflect what is writing on the wall. We are sending raw material because we are not capable of converting it to value-added products. We are capable, but someone who has ownership of that raw material in a cosy room finds it expedient to make a buck fast, sacrificing economic nationalism. 

    In the process, he is coming in the way of your employment, your innovation, your skill development. It is here that trade organisations, commercial organisations, industry organisations must be on the same page. We must develop economic ethics that we will not export our raw material without value addition. Then we find another global way of finding. Minimum value addition. Once we do it, the economic scenario will show a big change.

    Well, I must reflect on a tribe to which I belong, to which the Honourable Governor belongs. Now we are constitutional functionaries. The politician, The leader in the politician must also be fired by the zeal of nationalism. He or she should keep national interest above partisan or self-interest. In a democracy partisan stance is unavoidable. People have to take partisan interest, partisan stance, partisan viewpoint, nothing wrong with that. But on some issues, issues of national security, issues of foreign policy, issues of diplomacy, issues of nationalism, there is no room for politics. We all as Indians are ambassadors of our nation and once we leave the source of this country, we are its representatives. Our political hat has to be kept behind. But what I find, people take journey outside, took to destinations, just to find public space, to target taint and demean our progress and institutions. Young leaders have full capacity to neutralise these forces. These sinister forces, they are being activated by interests that are inimical to Bharat. It is surfacing. I had the occasion to reflect this morning on National Human Rights Day. 

    They say, India, there can be hunger crisis. What are they talking? Since April 1, 2020, till now and for five more years to come, 850 million people of this country will be fed free meal. Rice and wheat and pulses are given to them. You know it, I know it. What are they talking about? Because some of us do not rise for the nation, but raise the flag only for political interest. We need to be that, discord and voices for parties and political purposes and gains is a matter of deep concern. I’m sure you youngsters will know it. Their strategy to begin with is very soothing. They make inroads after having made inroads, they try to create disruptions, divisiveness in a nation like ours. You have to be extremely alert.

    It is here in such kind of challenging situations that leadership trade are called inaction, be prepared for that. Let me talk something about economy. There was a gentleman who occupied a prominent position in the Reserve Bank of India not long ago. Now this gentleman made a partisan assertion. I quote the assertion, “India will be lucky if it can have 5% growth rate”. During that contemporaneous time, India had 7.5% growth rate to a layman like me, 5% and 7.5% make some meaning but for the dean and Mr. Mittal, even 0.01 matters. How wrong he was but go to the background, why did he make that statement? Why did he act in a manner only to bring down the healthy mood of the nation? And why were there no regrets? Or any justification for having made that statement? In such situations, leadership collective must be proactive. And call these people to the bar. Call to the bar for a lawyer is a normal term, therefore I used it.

    Just imagine, how sickening you will find and how frightening it is that a member of parliament holding a constitutional position will troop to foreign universities and then, in a small corner, of which the university members will be aware, and a small group will try to set afloat a narrative that is dangerous to our unity, our institutions, our national interest. A handful of people. This is a large gathering, well represented, It means a lot to me. Not in a fraction of it and such people we need to hand hold, counsel, and suggest in whatever form we can and that has to emanate from young minds. 

    Social media has given power to brilliant young impressionable minds to express themselves. Your silence on such kind of situations will ever resonate in your ears. A couple of years later you will feel, why did I not voice my concern? If I had voiced my concern, then things would have been slightly better and therefore, do it. If this mindset of placing narrow partisan interests over national interests persists, it will give space to whom? It will give space to those who are our enemies. Enemies to our interests. Do we want it? Certainly not. Friends, we are at a leadership summit.

    Think how over the years leadership programmes have used to indoctrinate young minds of the country by the deep state. I’ll focus on it at some length. I come across several people, including parliamentarians. I have been invited by young leadership forum in the US, some ministry has invited in that category, it is a sense of elation, a sense of joy.

    Be aware, be cautious. Those who have been there earlier, where are they now? It’s a subtle method of indoctrination. It is giving hard sugar to a diabetic patient, it is creating enemies of the nation from outside only by making their life affordable. I can give instances of many number of young minds today. You may be envying their life, but they are parasitical when it comes to financial situations. They are greedy and they act like robots. You have to be extremely careful about such leadership programmes which are all over the place.

    Through institutional mechanisms, they do it. Fellowships, they do it, visiting programmes, university affiliations, by this they groom them. They are brainwashed, indoctrinated. They themselves have not seen India. They are painted as if we are crumbling far from it. But an individual committed to nationalism will be able to thwart these moves. Even by being a part of it, he will be able to stand on his own spinally and thereby neutralise such forces. 

    Friends, as you move forward with many leadership initiatives through this institution, I want to leave you with two thoughts.

    First, I said earlier, nationalism as a part of leadership curriculum is the foremost curriculum as a matter of fact. Groom leaders who place the nation above all else, 

    Second, create leaders who will find Indian solutions for Indian and global problems. Bring this talent into the service of governance, create solutions, create partnerships to resolve challenges of everyday Indians, we are here to work for the average Indian, the average Indian who has to be handheld and helped. 

    My young friends, the nation needs you, it is India’s century. The world needs you but you will make this movement in history successful if you are deeply wedded to these values in this endeavour. My very best wishes to you. I leave this place with full optimism and confidence.

  • MIL-OSI United Kingdom: Amber weather warning – Storm Ashley confirmed

    The public is being warned to prepare for travel disruption on Sunday and early on Monday as the first named storm of the new season arrives.

    The weather system bringing strong winds and heavy rain across Scotland on Sunday and early Monday has now been named as Storm Ashley.

    An Amber Warning for Wind has been issued for parts of north west Scotland (the Western Isles, West Highlands and parts of Argyll & Bute) for between 0900 and 2359 on Sunday. Yellow warnings are also in place for a wider areas of Scotland on Sunday and Monday.

    Ferries, trains – including cross-border travel – HGVs, and other modes, including possible bridge closures and speed restrictions, and much of the network in those specific areas, is set to experience cancellations, speed restrictions and delays as a direct result of challenging conditions.

    The Multi Agency Response team will be active and monitoring conditions and preparations. Officials will continue to meet with the Scottish Government’s central resilience operation which is also closely monitoring preparedness activity.

    Head of Transport Resilience at Transport Scotland, Ashleigh Robson, said:

    “Storm Ashley will likely mean travel disruption on Sunday. Passengers should certainly check with their operator, and with many families enjoying the October school holidays, we would advise them to pay close attention to any cross-border travel updates too.

    “The Multi Agency Response Team will be in position to oversee the network, advise the public, and update Ministers over the weekend, as the storm sweeps into parts of Scotland.

    “The strong winds may cause particular difficulties for HGVs and we would urge drivers to take note of the conditions. Debris on the roads and treefall is a strong possibility. The forecasted rain will make visibility difficult when driving and could result in some localised flooding.

    “Disruption on ferry services is very likely, rail services and some flights will also be impacted. Please check with you transport operator for the latest information. The decision to cancel services is never taken lightly, but safety of passengers has to be the priority. Please plan ahead. The latest information on the trunk road network is always available at http://www.traffic.gov.scot.”

    Chief Superintendent Hilary Sloan, Police Scotland’s Head of Road Policing said:

    “The amber warning for high winds means that there is a strong likelihood of disruption on the road network and as such, motorists are advised to plan ahead and avoid unnecessary travel where possible.

  • MIL-OSI Europe: Answer to a written question – Dramatic situation in flood-hit areas and the need for EU solidarity – P-001757/2024(ASW)

    1. The Commission is ready to provide assistance to countries that were hit by the recent floods. One of the tools available to countries is the EU Solidarity Fund (EUSF)[1]. The EUSF can only be activated at the request of an affected country, which has a deadline of 12 weeks as from when the first damage occurred, demonstrating that the total direct damage exceeds the thresholds specified in Article 2 Regulation (EC) No 2012/2002. The Fund may cover a part of the costs for emergency and recovery operations incurred by public authorities[2]. Private damage is not eligible.

    The Commission encourages Member States to use all available EU funding sources, such as Cohesion Policy funds, Common Agricultural Policy funds and funds from the Recovery and Resilience Facility in complementarity with the EUSF to achieve a comprehensive reconstruction and to proactively build resilience against future floods . Commission services are closely cooperating with the relevant Managing Authorities to find timely solutions that can address the post-flood needs.

    2. The recent mid-term revision of the Multiannual Financial Framework (MFF)[3] increased the annual allocation for the EUSF for the years 2024-2027. The Fund now has an annual budget of EUR 1 016 million[4] (in 2018 prices). This is an annual increase of EUR 216 million. A review of the scope of the Fund is not currently planned under the 2021-2027 MFF.

    3. The Commission is not currently planning to create a new, separate fund for the repair or construction of flood prevention infrastructure. However, as announced by the Commission President, the Commission is working on providing additional flexibilities under Cohesion Policy.

    Central and Eastern Europe is being battered by floods. Many Europeans have lost their lives and their possessions. The discussion on the reconstruction of flooded areas and the provision of support for those affected will be of the utmost importance. However, preventive measures and safety principles should be just as high on the agenda. Our country, Poland, was shocked by the information provided at the last part-session in Strasbourg concerning the monitoring of this disaster and the warnings, which were made as early as 9 September. Meanwhile, the Polish Prime Minister, Donald Tusk, reassured the public on 13 September that the weather forecasts were ‘not overly alarming’.

    In light of the above:

    • 1.At what level has the Emergency Response Coordination Centre been cooperating with the Commission, and what has this cooperation with countries at risk of flooding, particularly Poland, consisted of?
    • 2.When was the Commission notified of the risk of flooding in Central and Eastern Europe?

    Since the start of 2024, Casino Thraki has been turning against its employees in an attempt to impede them from taking trade union action. This is because they reported the casino to the Hellenic Gaming Commission stating that they had been uninsured since 2023 despite having worked as normal, an offence that is punishable by law with the revocation of the business’ licence for a period of two months. However, the law was not enforced.

    Since the start of 2024, in an act of intimidation and retaliation, the casino has fired 27 employees, among them six of the seven members of the trade union’s executive committee, including the president and the general secretary. The individuals who were dismissed cannot even claim unemployment benefits because they are not insured. The following are being violated: Directives 2002/14/EC (framework for informing and consulting employees), 98/59/EC (collective redundancies) and 2000/78/EC (equal treatment in occupation); Article 11 of the European Convention on Human Rights (freedom of assembly and association); Article 28 of the EU Charter of Fundamental Rights (right to strike); and Convention 135 of the International Labour Organisation (protection afforded to workers’ representatives).

    In view of this:

    • 1.How will the Commission ensure that Greece abides by EU and international regulations so that the dismissals can be revoked and the relevant national insurance contributions paid in full?
    • 2.How will it protect Europe’s workers from dishonest employers?

  • MIL-OSI USA: Oregon State Fire Marshal sends team to help with North Carolina storm recovery

    he Oregon Department of the State Fire Marshal deployed an incident management team to North Carolina Thursday morning to help with the aftermath of Hurricane Helene. The storm caused catastrophic flooding to the western side of the state and cut off many communities from vital services. The North Carolina Emergency Operations Center says 90 people are still missing and many communities remain inaccessible.

    The team is led by Incident Commander Ian Yocum and includes an operations section chief, plans section chief, and three logistics section chiefs. The six-person team will be working in Yancey County, northeast of Asheville.

    “I want to thank those who are headed to North Carolina to help in their time of need. We certainly understand how critical help can be when communities are devastated by a disaster on such a wide scale,” Oregon State Fire Marshal Mariana Ruiz-Temple said. “I’ve been in contact with North Carolina State Fire Marshal Bryan Taylor who is appreciative of Oregon’s support. We can all be proud to work alongside those who continue to answer the call for assistance, especially after the many wildfire deployments our teams were on this summer.

    The Oregon State Fire Marshal incident management teams are no stranger to helping with hurricane recovery efforts. In 2022, a team, also led by Yocum, was deployed to Florida in the aftermath of Hurricane Ian.

    The team will be deployed to North Carolina until October 30 and will return to Oregon the next day. The Oregon State Fire Marshal has three all-hazard incident management teams trained in emergency response and recovery. The teams typically respond to wildfire and are equipped to handle a wide range of disasters. Learn more about the teams here.

    The team was ordered through the Oregon Department of Emergency Management and the Emergency Management Assistance Compact, the nation’s all hazard national mutual aid system. The compact provides help during governor-declared emergencies or disasters by allowing states to quickly send personnel, equipment, and supplies to support response and recovery efforts in other states.

    Colorado has also provided emergency management and response support to states impacted by both hurricanes

    DENVER – Today, Governor Jared Polis Colorado Department of Revenue announced today that taxpayers impacted by hurricanes Helene and Milton now have until May 1, 2025, to file various individual and business tax returns and make tax payments.

    This decision mirrors the IRS decision to provide similar relief at the federal level.

    “We want to ensure that Coloradans impacted by these terrible storms, who are part time Alabama, Florida, Georgia, North Carolina and South Carolina, and parts of Tennessee and Virginia residents or who have property or business there, have the support and relief they need during this challenging time. Tax deadlines should be the last thing that families impacted by these natural disasters are worried about. This relief will help allow families to prioritize their safety and recovery from these storms without being unnecessarily penalized for missing a deadline,” said Governor Polis.  

    Individuals and households affected by hurricanes Helene and Milton that reside or have a business anywhere in the state of Florida, Alabama, Georgia, North Carolina, South Carolina, and parts of Tennessee and Virginia qualify for tax relief. The decision permits the Colorado Department of Revenue to postpone certain tax-filing and tax-payment deadlines for taxpayers who reside or have a business in the disaster area. Deadlines falling on or after September 23, 2022, and before February 15, 2023, are postponed through May 1, 2025 for impacted taxpayers.

    Impacted individuals who had an automatic extension to file their 2023 return, due on October 15, 2024, will now have until May 1, 2025, to file. This extension does not relieve the taxpayer from penalties and interest, as tax payments related to the 2023 return were due on April 15, 2024.  

    Colorado agrees to honor any waiver of interest granted by Florida for affected International Fuel Tax Agreement (IFTA) motor carriers based in Florida if payments are received by the extension deadline.

    Affected Colorado sales tax licensees who file and pay by the extension deadline of May 1, 2025, will still be considered as “timely filing” and eligible for any vendor fee (discount) that applies.

    Department exemptions do not apply to home-rule jurisdictions who collect their own taxes. CDOR will not automatically apply this tax deadline waiver. Affected taxpayers who reside or have a business located in the covered disaster area must call the tax information hotline at 303-238-SERV (7378) Monday through Friday from 8 a.m. to 4:30 p.m. to request the extended deadline after they receive a bill.

    Colorado has contributed to disaster preparation and response in many ways. Governor Polis directed the state of Colorado and the National Guard to send a Chinook Helicopter (1CH47) and its eight crew members to Florida to assist with Hurricane Milton preparation and relief. DHSEM continues to coordinate Colorado’s emergency response to hurricane Helene and Milton, under the Emergency Management Assistance Compact (EMAC). DHSEM’s Incident Management Team (IMT) coordinator coordinated national IMT response to Florida in Tallahassee, FL at the State Emergency Operations Center (SEOC) and a four member IMT in Columbia, SC supported the South Carolina State Emergency Operations Center. DHSEM’s Strategic Communications Director was in Raleigh supporting the North Carolina SEOC’s Joint Information Center. The IMT coordinator and DHSEM Communications Director have returned home. A Voluntary Agency Liaison is deployed to Chesterfield, VA. FEMA has also deployed Colorado Urban Search and Rescue (USAR) Task Force One, which has approximately 200 highly trained members, that include firefighters, paramedics, physicians, structural engineers, hazardous materials technicians, heavy rigging specialists and canine handlers. These team members have completed their mission and are headed home. Additionally, two incident management teams completed deployments with a six member team at the Columbia County EOC in Lake City, FL and a five member team in Conover, NC.

    DHSEM mobilized a nine-person Emergency Management Assistance Team to Tallahassee, FL to support evacuations as well as  Colorado National Guard aviation resources. That team later became two Emergency Management Assistance Teams, one in Sarasota County and one in Hillsborough County. Coloradans can view this map to see resources deployed through the Emergency Management Conference.

    The Department of Agriculture’s Emergency Coordinator was deployed for 11 days as an EOC deputy manager for a Colorado Incident Management Team that responded to Columbia County, Florida. The team supported five shelters and seven distribution points for water, ice, food, and sanitation stations.

  • MIL-OSI Security: Saline County Man Sentenced to More Than 15 Years In Federal Prison for Illegally Possessing Firearms

          LITTLE ROCK—Jason Davis, a multi-convicted felon, will spend more than 15 years in federal prison for being a felon in possession of a firearm and possession of a sawed-off shotgun. Jonathan D. Ross, United States Attorney for the Eastern District of Arkansas, announced the sentence, which was handed down on Wednesday, October 16, 2024, Chief United States District Judge Kristine G. Baker.

          In addition to the 188 months’ imprisonment, Chief Judge Baker sentenced Davis, 43, of Benton, to five years supervised release. Davis will begin serving his federal sentence only after he serves his current six-year state sentence for first degree domestic battery, which began in 2023. During Davis’s federal sentencing, Chief Judge Baker took into consideration Davis’s lengthy and violent criminal history.

          Davis was indicted on June 6, 2023, in a two-count indictment charging him with being a felon in possession of a firearm and possession of a sawed-off shotgun. On October 16, 2024, Davis pled guilty to both counts in the indictment. There is no parole in the federal system.

          An investigation revealed that on May 3, 2023, Arkansas Game and Fish Commission (AG&F) received a call reporting four people that were trespassing on private property in Saline County. Officers with AG&F initiated contact with all four suspects and identified Davis as the owner of the vehicle on the property. While speaking with the suspects, officers observed a sawed-off, 20-gauge Harrington and Richardson shotgun in the driver’s seat of the vehicle. Officers then located 20-gauge shotgun shells in the vehicle that matched the live round found in the shotgun.

          Chief Judge Baker determined Davis to be an Armed Career Criminal due to numerous prior violent convictions, included four different convictions for second degree battery, two different convictions for first degree domestic battery, and convictions for third degree battery, third degree domestic battery, aggravated assault, and terroristic threatening.

          The investigation was conducted by the Bureau of Alcohol, Tobacco, Firearms, and Explosives with assistance from the AG&F. The case was prosecuted by Assistant United States Attorney Katie Hinojosa.

    Funding Will Improve Grid Resiliency Against Strong Storms And Invasive Species In Rural Areas Of New York

    Today, Senator Gillibrand announced $27,681,725 in federal funding for the Delaware County Electric Cooperative, Inc. (DCEC). DCEC provides electricity to over 5,000 families, farms, and local businesses in four New York counties – Chenango, Delaware, Otsego, and Schoharie. With this funding, awarded through the Bipartisan Infrastructure Law’s Grid Resilience and Innovation Partnerships (GRIP) program, DCEC will lead a partnership composed of six small electric cooperatives to increase grid resilience against outages caused by weather events and tree damage caused by invasive species. This partnership will also serve the counties of Cattaraugus, Chautauqua, Herkimer, Madison, Oneida, Orange, Schuyler, and Steuben, in addition to rural areas of New Jersey and Pennsylvania.

    “Strong energy infrastructure is critical to the stability of our rural communities, especially given the threats that extreme weather and invasive species pose,” said Senator Gillibrand. “This funding will create good-paying union jobs and deploy advanced technology to support rural communities. I am proud to have voted to pass the Bipartisan Infrastructure Law and fought to secure this funding. I will continue working to make sure that New Yorkers have reliable access to strong energy infrastructure.”

    As DCEC works to improve New York’s grids, it will deploy advanced software to enable proactive grid management, as well as hardware such as grid sensors and drones to provide real-time data and monitoring capabilities. The new technology is anticipated to improve grid reliability and resilience, reducing major outage events by 50%, and help save the local economy millions of dollars per year in outage costs. DCEC will work with five other small electric cooperatives, including Oneida-Madison Electric Cooperative, Otsego Electric Cooperative, Inc., Steuben Rural Electric Cooperative, Inc., Sussex Rural Electric Cooperative, Inc., and Claverack Rural Electric Cooperative, Inc.

    This project will also create an estimated 20 jobs, many of which will be high-quality union positions, and will leverage a workforce career training center that is under development in collaboration with the State University of New York–Delhi.

    “The rural electric cooperatives of New York are not-for-profit distribution companies and serve some of the areas hardest hit by the impacts of extreme weather and invasive species,” said John Gasstrom, CEO of DCEC. “This grant will enable the co-ops to make resiliency improvements to ensure that we continue to deliver safe and sustainable electricity to our members who rely on it. We also appreciate the support and encouragement we have received from Senator Gillibrand in bringing this funding to the electric cooperatives as we find solutions together to meet our energy challenges and goals.”

    This project is part of a $2 billion U.S. Department of Energy investment in 38 projects across 42 states and the District of Columbia to protect the U.S. power grid against growing threats of extreme weather, all funded through the Bipartisan Infrastructure Law’s GRIP program. The selected projects will lower costs for communities and enable additional grid capacity to meet load growth stemming from an increase in manufacturing and other strains on the electric grid. The selected projects will deploy new, innovative transmission and distribution infrastructure and technology upgrades to enable over 7.5 gigawatts (GW) of grid capacity.

    Earlier this year, Senator Gillibrand wrote to Secretary Granholm in support of DCEC’s funding application. Senator Gillibrand’s letter can be read below:

    Dear Secretary Granholm,

    I write in support of the application submitted by the Delaware County Electric Cooperative (DCEC) for funding from the Grid Resilience and Innovation Partnerships (GRIP) Grant Program administered by the U.S. Department of Energy. This funding will be used to improve grid resiliency against strong storms and invasive species in rural areas of New York, Pennsylvania, and New Jersey.

    Established in 1942, DCEC provides electricity to more than 5,200 families, farms, and local businesses across Chenango, Delaware, Otsego, and Schoharie Counties. For a larger project that will enhance the protection of local electric grids, DCEC plans to partner with the Oneida-Madison Electric Cooperative, Otsego Electric Cooperative, Inc., Steuben Rural Electric Cooperative, Inc., Sussex Rural Electric Cooperative, Inc., and Claverack Rural Electric Cooperative, Inc. These five other non-profit electric cooperatives collectively serve tens of thousands of members across Cattaraugus, Chautauqua, Chenango, Herkimer, Madison, Oneida, Orange, Otsego, Schuyler, and Steuben Counties in New York. 

    The requested funding will be used to safeguard rural electric grids from invasive species and intense storms that are causing long-lasting power outages and hurting rural economies. For instance, DCEC has experienced four multi-day power outages since December 2023 due to the proliferation of emerald ash borer–infested trees, which have toppled powerlines, coupled with the increasing threat of extreme weather conditions and other natural hazards. The six electric cooperatives’ proposed project will deliver much-needed upgrades to rural electric grids in three states and enable load growth that the region’s aging electric infrastructure has otherwise constrained. In addition, the project promises to benefit more than 43,000 customers, stimulate regional economic growth, and bring approximately 20 high-quality, clean-energy jobs to areas where the loss of coal power plant and rail jobs, along with a decline in employment opportunities for supporting industries and services, has led to the displacement of the working-age population and high levels of poverty.

    North Carolina’s Next Generation 911 system was put to an unprecedented test with the arrival of Hurricane Helene. This storm was like no other our state had experienced before, but North Carolina’s modernized 911 network kept working during even the worst moments of Helene’s wrath.

    Next Generation 911 technology connects all 124 public safety answering points, or PSAPs for short, that are funded by the N.C. 911 Board, which is part of the N.C. Department of Information Technology (NCDIT). Next Generation 911 utilizes AT&T’s ESInet™, a digital emergency services internet protocol-based network that allows 911 calls to be rerouted from their local PSAP to other PSAPs across the state, along with other enhanced capabilities. 

    This rerouting capability ensured 911 calls to PSAPs affected by the storm in western North Carolina could be answered by PSAPs in non-impacted areas, providing resiliency during a time of uncertainty for residents in the wake of Hurricane Helene.

    “The statewide ESInet was a literal lifesaver during and after Hurricane Helene,” said L.V. Pokey Harris, executive director of the N.C. 911 Board. “Had the old technology and analog network still been in place, the infrastructure would have been destroyed and we would not have had the capability to route calls to other PSAPs and connect people to critical emergency services. Thanks to the resiliency and redundancy of this network, we had no reports of 911 calls not being delivered.”

    In the wake of Hurricane Helene, 19 PSAPs in western North Carolina impacted by the storm rerouted 911 calls to 23 partner PSAPs across the state. From Sept. 26 through Sept. 28, 911 telecommunicators across the state answered a total of nearly 90,000 calls, a 55% increase in call volume over the same timeframe last year.

    In addition, the state’s Network Monitoring and Assistance Center (NMAC) in Raleigh was vital throughout the storm. The first and only of its kind in the nation, the NMAC continuously monitors the service and performance of the statewide ESInet while coordinating efforts to ensure 911 calls are immediately and automatically rerouted based on predetermined route plans established by the PSAPs.

    “Events like Hurricane Helene demonstrate how 911 telecommunicators truly are the first, first responders,” said Jim Weaver, NCDIT Secretary and State Chief Information Officer, who chairs the N.C. 911 Board. “They were the calm and reassuring voice on the other end of the phone during dire circumstances. I want to express my gratitude to them, the PSAP managers and the N.C. 911 Board staff. They have worked around-the-clock, many of them while facing their own challenges in the wake of the storm, to answer calls, ensure the network is operating smoothly and ultimately save lives.”

    “We hope we never experience a storm like Helene ever again,” said Harris. “But if we do, we have confidence in knowing that the N.C. 911 Board’s investment in ESInet produced substantial benefits for North Carolina.”

    Harris added, “I also want to thank our vendor partners AT&T, Intrado and Motorola who worked alongside us around-the-clock to ensure 911 call traffic was routed correctly, and the system and equipment worked exactly as designed.”

    Governor Roy Cooper has proclaimed October as Cybersecurity Awareness Month in North Carolina to recognize the ongoing importance of online safety, especially in the wake of Hurricane Helene, which brought historic devastation to the state.

    “Storms like Helene offer prime opportunities for cybercriminals looking to take advantage of others during a crisis situation when they may have their guard down,” Governor Cooper said. “Every North Carolinian must remain vigilant about staying safe online and protecting their personal information.”

    Scammers can pose as official representatives of disaster aid organizations or charities and use phishing emails, social media messages, texts and phone calls to obtain personal and financial information and access devices and networks that hold sensitive data. Be careful with any messages that include hurricane-related subject lines, attachments or hyperlinks.

    “Our department continues to emphasize the importance of cybersecurity education and awareness,” said N.C. Department of Information Technology Secretary and State Chief Information Officer Jim Weaver. “We are committed to ensuring that everyone can access the internet safely and guard against cyberthreats, which can happen to anyone at any time.”

    Here are some ways you can protect yourself, your family and your workplace from online threats: 

    • Recognize, resist and delete phishing attempts. Do not click links or open attachments in suspicious messages. Always double check web and email addresses to make sure they are legitimate. If you think the message could be real, look up another way to contact the company or person directly to verify.
    • Avoid sharing personal information. Don’t send sensitive information such as passwords, account numbers and Social Security Numbers over email, text or chat.
    • Make passwords long, random and unique. Strong passwords should be at least 16 characters and include a random string of mixed-case letters, numbers and symbols. Use a different strong password for each account. Password managers can generate strong passwords and remember them for you.
    • Enable multifactor authentication for every account or app that offers it. Multifactor authentication requires you to enter more information than just a password, such as a text code or fingerprint.
    • Update software. Make sure your devices are running the latest version of operating systems, software and web browsers. When notified about updates, be sure to install them as soon as possible or turn on automatic updates to install updates without any input as soon as they are available.

    The N.C. Department of Information Technology, along with other state, local and federal partners, works to protect North Carolina’s government IT systems, data and assets against cyberthreats.

    In addition, NCDIT’s Division of Broadband and Digital Equity has launched a series of grant programs that have awarded $44 million to date to ensure North Carolinians can access and afford high-speed internet, obtain digital devices and safely and effectively navigate today’s digital world.

    BRISTOL, Va.— More than $5 million in federal disaster assistance has been approved for homeowners and renters in Virginia following the impacts of Tropical Storm Helene. 

    This milestone is accompanied by other important moments in disaster assistance and recovery in the commonwealth. Over 1,200 people have visited one of the six DRCs located throughout southwest Virginia. And more than 6,200 Virginians have now registered with FEMA for assistance. 

    “As we pass another milestone in assistance to survivors, we are reminded that Tropical Storm Helene left behind significant devastation.” said FEMA Federal Coordinating Officer Timothy Pheil. “We are here to help and are grateful to work alongside our federal, commonwealth and local partners to continue assisting survivors.” 

    In addition to support for survivors including assistance towards disaster-related essential needs, home repairs and personal property losses, Disaster Unemployment Assistance is now available for Virginians whose work, including self-employment, was directly impacted by Tropical Storm Helene. This program provides unemployment assistance to those who do not otherwise qualify for Virginia’s unemployment insurance.     SABRINA SINGH, DEPUTY PENTAGON PRESS SECRETARY:  OK, everyone, good afternoon. Thank you for being here today. It is my pleasure to introduce Secretary of Defense Lloyd Austin. The Secretary will deliver some opening remarks, and then we will have time to take a few questions. I will moderate those questions and call on journalists.

    With that, Mr. Secretary?

    SECRETARY OF DEFENSE LLOYD J. AUSTIN III:  Thanks, Sabrina.

    Well, good afternoon, everyone. It’s great to be back at NATO. But I wanted to start with just a few words about the Middle East.

    As you all know, Israel yesterday killed Sinwar, the leader of Hamas. That’s a major achievement, and it opens a major opportunity for progress.

    Sinwar was the architect of the October 7th terrorist assault on Israel. His plot left 1,200 people dead, including civilians from more than 30 other countries, and that includes the United States. He was responsible for the deaths of many Americans over the years, including more than 40 Americans murdered on October 7th and four murdered American hostages.

    Sinwar devoted his life to wrecking the chances of peace between the Israelis and the Palestinians. He’s finally been brought to justice, and that removes a huge obstacle.

    Our top priority is the 101 hostages still kidnapped in Gaza, including our own American hostages. They have been through hell, and so have their families, and the hostages should not have to suffer one more hour in captivity, and those who are holding hostages should release them immediately.

    Sinwar’s death also provides an extraordinary opportunity to achieve a lasting cease-fire to end this awful war and to rush humanitarian aid into Gaza. Our forces in the region stand ready to assist in Israel’s defense, to deter aggression and to reduce the risk of all-out war, and we will continue to drive hard to bring all of the hostages home and to end the conflicts in both Gaza and Lebanon through principled diplomacy.

    Now, let me turn back to our work here at NATO. This has been an historic defense ministerial for three reasons. First, this is our new Secretary General’s inaugural ministerial meeting, so I want to thank Mark Rutte and his staff for convening us. And I also look forward to working very closely with Mark and his team.

    Second, this is our first defense ministerial with NATO’s Indo-Pacific partners, Australia, Japan, New Zealand, and the Republic of Korea, and that just underscores the importance of working with our partners in the Indo-Pacific on boosting industrial base resilience, combating disinformation and much, much more.

    And third, this ministerial is the first high-level NATO gathering since our 75th anniversary summit in Washington back in July. The summit was a major success. We welcomed Sweden as a NATO ally. We endorsed a NATO industrial capacity expansion pledge, and that will strengthen the defense industrial base on both sides of the Atlantic and increase large-scale multinational procurement and help deliver capabilities swiftly and securely. We also launched the NATO security assistance and training for Ukraine, or NSATU. Now, that’s our military effort to plan, coordinate and arrange delivery of the security assistance that Ukraine needs to prevail against Russian aggression. We strengthened NATO’s deterrence and defense. We deepened ties with our global partners, especially in the Indo-Pacific, and we celebrated 75 years of the strongest, most successful defensive alliance in history.

    I’m proud of all this progress, but we’ve still got work to do. Our priority is implementing the important agreements from NATO’s recent summits, and today, we continued our progress. We’re forging NATO’s most robust defense plans since the end of the Cold War, and that will help ensure that we have the forces and capabilities to meet any contingency. That includes air and missile defense, which are crucial for defending the allied airspace, and earlier this month, General Cavoli directed a reinforcement of NATO air surveillance in Romania to monitor Russian military activity.

    NATO allies continue to make robust investments in air and missile defense, but we must invest in many other areas to meet our requirements, so I’m glad to say that we’re sharing the burden of collective defense more than ever. In this year, a record 23 NATO allies are hitting or topping our shared commitment to spend at least two percent of GDP on defense. But we still need each and every single ally to meet this mutually-agreed-upon obligation as soon as possible, and that will let us fulfill the requirements of our new plans and hit our capability targets. And by investing in our trans-Atlantic defense industrial base and scaling up military production, we can send a long-term demand signal to industry.

    AUSTIN:  You know, we also met yesterday with our Indo-Pacific partners and with the European Union. It was a very productive meeting, and it underscored the profound links among Euro-Atlantic security and Indo-Pacific security.

    We’re concerned by the PRC’s increasingly coercive behavior in the Indo-Pacific, which has profound implications for the whole world. We’re also troubled by the growing alignment between Russia and the People’s Republic of China, including the PRC’s support for Putin’s indefensible war of choice against Ukraine, and that makes our close cooperation with our Indo-Pacific friends more vital than ever.

    We also held a NATO-Ukraine Council meeting yesterday. Minister Umerov gave us some great insights, and we made clear our enduring commitment to a free and sovereign Ukraine.

    Like countries of goodwill around the world, our NATO allies continue to stand up for Ukraine’s sovereignty and self-defense, and the United States and our allies and partners are determined to stand by Ukraine for the long haul, and we’ll stand by one another.

    The foundation of NATO is a collective defense commitment in Article 5 of the North Atlantic Treaty. The U.S. commitment to Article 5 remains ironclad, and we will defend the sovereignty in the territory of every member of this alliance. Whatever changes lie ahead, we will tackle them together, and that solidarity is the reason why NATO is the greatest defensive alliance in history.

    And thanks again, and with that, I’ll be glad to take some questions.

    SINGH:  Great, thank you. Our first question will go to Phil Stewart from Reuters.

    Right here in the middle. Yeah. No, you’re OK.

    QUESTION:  OK, thank you. So you were saying that Israel has an opportunity to end the war in Gaza, but Israel’s prime minister is vowing today to keep fighting. Do you support Israel’s new campaign to, quote, “stop the axis of evil,” end quote, as Netanyahu put it? Or is Israel missing an opportunity here?

    And on — on Ukraine, President Zelenskyy told the Financial Times that a formal invitation to join NATO is the only way Ukraine can survive Russia’s invasion. Do you agree with that assessment? And more broadly, do you endorse his victory plan? Thank you.

    AUSTIN:  So which one of those questions do you want me to answer, Phil?

    (LAUGHTER)

    All right, let’s start with the question as to whether or not there is an opportunity available with respect to Gaza. Of course there is, and we would hope that we can work together to take advantage of that opportunity.

    The first thing, Phil, that we need to focus on is a return of the hostages. Again, you heard Prime Minister publicly state yesterday that anyone who has control of hostages, he would encourage them to return them, and — and again, I would hope that they would do so.

    Beyond that, you know, I think there are other opportunities, and we will see how things evolve. But clearly, there are opportunities for a change in direction, and we would hope that, you know, parties would — would take advantage of that both in Lebanon — in Gaza and in Lebanon.

    The second question was — as I recall, Phil, was about the victory plan and whether or not we endorse the victory plan. Again, the victory plan is President Zelenskyy’s plan, and we’re going to do everything that we can to provide the security assistance to support the president as he tries to accomplish his objectives.

    But what we all want to make sure that we continue to do is to link military objectives to strategic objectives, and, you know, that dialogue continues. And you know, I just met with Minister Umerov today. We talked through a number of those things. Again, our focus is going to continue to be on doing everything that we can to support the victory plan, or support President Zelenskyy. It’s not my position to evaluate publicly his plan. We have been supporting him by providing security assistance in a major way for over two and a half years. We’re going to continue to do that.

    SINGH:  Thank you. Thank you. Our second question will go to Andrey Smolyakov, Novaya Gazeta Europa.

    QUESTION:  Thank you. Mr. Secretary, Ukrainian military has been able to carry out some effective UAV strikes deep into Russian territory, but there have been reports, especially in Russian and Ukrainian-language media, that the U.S. has discouraged those attacks. Is there any substance to those reports? And if so, is the U.S. willing to support such operations in the future?

    AUSTIN:  Actually, Andrey, we’ve seen the Ukrainians use their long-range UAV strike capability to great effect, and we saw recently that they were able to take out a number of strategic-level ammunition supply points, which has had an impact on the battlefield.

    I think what’s important to point out here, Andrey, is that they were able to produce these UAVs in Ukraine. They were able to scale that production rapidly. The UAVs have proven to be very effective and accurate. And again, when you consider the fact that one precision-guided missile costs, in some cases, close to $1 million, depending on what it is, and these UAVs, they can produce in great numbers at a fraction of the cost. So when you look at the balance sheet and the effects that are being created on the battlefield, I think this is a great capability. How they use that capability that they’re producing is going to be their call, Andrey, so…

    SINGH:  Thank you. Our next question will go to Phil Green, right here, Air & Space Magazine. Right here, in the blue.

    QUESTION:  Thank you, Mr. Secretary.

    SINGH:  Yeah.

    QUESTION:  Good to hear. Sir, the world is in a very difficult situation, and I have two questions regarding that situation. First, if there is a settlement in Gaza, is the Pentagon prepared to provide logistical support and military advice to an Arab-led stabilization force if there are no U.S. boots on the ground?

    And then secondly, to put a finer point on my colleague’s question earlier, President Zelenskyy’s repeatedly appealed to the U.S. to use ATACMS to strike a broader range of targets inside of Russia and to do so more quickly than drones. The Biden administration has not allowed this. Have Putin’s nuclear threats worked?

    AUSTIN:  Regarding Putin’s nuclear threats, again, you’ve heard me say a number of times that I think any kind of nuclear saber-rattling is reckless and dangerous, and we would call upon Putin and others to not employ that kind of language.

    In terms of whether or not we would participate in any kind of stabilization efforts in Gaza, I think that that’s going to require the contributions of a number of countries. Hopefully, countries in the region will step up. There quite possibly is, can be a part for the United States to play in that, as well. What part that would be and what that would look like, Chris, we’re going to have to work with our allies and partners to scope that out. And I certainly would not have any announcements to make on anything like that.

    The first step though is we’ve got to get to some sort of ceasefire, and then we need to make sure that we’re putting the right things in place to stabilize the area and provide for some sort of security going forward. But that’s left to be defined yet.

    SINGH:  Thank you. And our last question will go to Teri Schultz, Deutsche Welle.

    QUESTION:  Thank you, Secretary Austin. I’m — I’m very interested in the future of the Ukraine Defense Contact Group, a group that you yourself created. I mean, what is the future of this, given that nobody knows what’s going to happen after November under either administration that would take over? What will happen with this group? How do you consolidate what you have done, what has been done under your leadership? But even more of interest to the Ukrainians, do you have a sense after this last meeting that there’s — there’s enough momentum to provide enough to help Ukraine tilt the balance on the — on the battlefield as is necessary, you yourself say, to some day moving to discussions about ending the war?

    AUSTIN:  Yeah, thanks, Teri. So we’re — we’ve been doing two things simultaneously. We’re providing — focused on providing Ukraine what it needs to be successful on a battlefield today as it tries to defend its sovereign territory, and it’s been very successful at that. And I would remind everybody that Ukraine has taken on the largest military in Europe, and for two and a half years it has successfully defended its territory.

    And Putin has not achieved, not one strategic objective that he set out to achieve. Kyiv still stands. The Ukrainian government did not fall. And I could name a number of other things, but they have been very, very successful. So helping them defend the — in the current fight is one objective.

    The other objective is making sure that we help them get what’s necessary to be able to defend against aggression in the future and deter aggression as well. And that’s what the capability coalitions have been designed to do.

    As you know, we have an Air Force Capability Coalition. It was focused initially and still is focused on helping Ukraine get a fighter aircraft capability. And as you know, Ukraine now has F-16 capability. It will — we will continue to build upon that.

    There’s an artillery capability coalition that’s also being very successful, and it’s helping Ukraine acquire the artillery systems and the munitions that it needs not only for today but for the long haul as well.

    There’s an IT coalition that helps make sure that Ukraine has what it needs to be able to function in the information space, in the information domain and be effective. That IT coalition has been very, very effective, very impressive.

    There’s a drone coalition.

    And so these coalitions are designed to ensure that, at the end of the day, Ukraine has what it needs to be able to deter aggression and defend itself going forward. And thank you for bringing it up because it’s a thing that not many people pay attention to. But every day, we are building long-term capability for Ukraine.

    And, you know, I have to applaud the work of our allies and partners who are leading some of these coalitions and rallying support for Ukraine and, you know, digging deep to provide them what we think they’ll need going forward.

    So I think that will help to spell success for Ukraine in the long haul, and I appreciate you bringing it up, Teri.

    WASHINGTON — U.S. Senator Martin Heinrich (D-N.M.), a member of the Senate Energy and Natural Resources Committee and the Chairman of the U.S. Joint Economic Committee, recently introduced the Wildfire Insurance Coverage Study Act to better understand the impacts of increasingly destructive wildfires in the West on insurance coverage for homeowners, and identify possible measures to alleviate the financial risk of wildfires.  
    “My office is fielding more and more calls from New Mexicans whose premiums are being hiked dramatically, or who have lost their insurance plans entirely. New Mexicans are trying to protect their families’ homes and financial stability. They deserve transparent and fair insurance markets that give them peace of mind,” said Heinrich. “We need to get a better handle on how exactly these more destructive wildfire seasons and other climate risks are impacting insurance companies’ decisions. More accurate data and analysis will help us create more effective solutions to this mounting challenge of insurers substantially raising the cost of premiums for homeowners and even pulling out entirely from Western and forested communities.”
    According to a report released by Heinrich as Chairman of the U.S. Congress Joint Economic Committee, the financial risks of wildfires are hard to predict because fires can start for a number of reasons and because their risk to peoples’ homes at any given time is based on a complicated combination of topography, drought conditions, wind patterns, fuel amounts, and the location of houses among many other factors. This has led many insurers to either raise premium costs substantially across the board in Western and forested communities or pull out of markets entirely — with several major insurance companies declining to provide any form of coverage.
    Heinrich’s Wildfire Insurance Coverage Study Act would require a federal study to assess:

  • MIL-OSI United Nations: Statement by UNFPA Executive Director Dr. Natalia Kanem: Cease the relentless attacks on healthcare in the Middle East

    UNFPA, the United Nations sexual and reproductive health agency, strongly condemns the repeated, egregious attacks on healthcare facilities in the Middle East. These attacks cause death and injury and deprive women of their essential right to access reproductive healthcare.

    Just three of the ten hospitals in northern Gaza are operational, and only at minimum capacity. These hospitals face dire shortages of the most basic items. Women, many of them malnourished, are left to give birth under heavy bombardment with little medication.

    An airstrike on a tent camp in the Al Aqsa hospital compound in Deir al Balah earlier this week killed displaced Palestinians simply trying to survive, having lost their homes, schools, businesses and possessions. This was the latest in a long line of attacks on health workers, patients and facilities across Gaza and the West Bank. International humanitarian law and international human rights law must be respected. 

    Time and again, women in Gaza have lost access to essential health services, including emergency obstetric care, prenatal check-ups, and safe delivery facilities, contributing to a drastic increase in pregnancy-related complications and maternal deaths. The obstruction of deliveries of vital medical supplies has further exacerbated the healthcare crisis in Gaza, depriving people of basics like antiseptics, antibiotics and even soap.

    Attacks on healthcare have not been limited to Gaza. Around half of the more than 1,000 attacks on healthcare in the occupied Palestinian territories have taken place in the West Bank, according to WHO.

    Now healthcare is also under fire in Lebanon. As fighting intensifies, attacks on health facilities have killed health workers and patients, and forced almost half of primary health centres in conflict-affected areas to shut down. Lebanon’s healthcare system is already struggling to serve an unprecedented influx of injured people, and these attacks, coupled with existing staff and resource shortages, are pushing it to the brink.

    Healthcare is a fundamental human right. Civilians and civilian infrastructure must be protected. They must never be a target of war. Safe and unimpeded humanitarian access must be allowed to reach all those in need.

    We need peace now.

  • MIL-OSI USA: Congresswoman Lee Announces $77 Million for Power Grid Resilience Investments in Nevada and the West

    WASHINGTON – Today, Congresswoman Susie Lee (NV-03) announced that the U.S. Department of Energy (DOE) has selected a coalition of public energy utilities – including NV Energy and other partners – to receive more than $77 million to protect the Western power grid against extreme weather, improve grid reliability, and lower costs for consumers. This investment stems directly from the Bipartisan Infrastructure Law, which Congresswoman Lee helped negotiate and pass. The project will be implemented in collaboration with the International Brotherhood of Electrical Workers (IBEW). 

    “Southern Nevada is on the front lines of the climate crisis, and as we invest in clean energy projects that create jobs and lower costs, we must also continue to strengthen our power grid to withstand some of the worst impacts of this crisis, including extreme heat and wildfires,” said Congresswoman Susie Lee. “I helped negotiate and pass the Bipartisan Infrastructure Law to bring much-needed investments in our infrastructure and long-term savings to Nevada communities. Today’s award does exactly that, and I will continue working to ensure that Nevadans have the support they need to thrive.” 

    DOE is providing this $77,021,741 grant to the coalition including NV Energy, Idaho Power, Northern Lights, and Puget Sound Energy through the Grid Resilience and Innovation Partnerships (GRIP) program, which was established and is funded by the Bipartisan Infrastructure Law. The grant is part of a broader investment in 38 projects across 42 states that will upgrade nearly 1,000 miles of transmission infrastructure.

  • MIL-OSI Security: Defense News: Military Leaders Strengthen Indo-Pacific Partnerships During Guam, Hawaii Visit

    “The United States has always been and remains a Pacific power,” said Mancinelli. “American prosperity and security depend on free and open oceans, and Guam is a strategic hub for critically important activity for the Navy and for our Department of Defense.”

    During his visit to Guam, Mancinelli and Rosenblum met with Governor Lou Leon Guerrero and Lt. Governor Joshua Tenorio to express appreciation for their continued support of the military, service members, and their families.

    “I’m grateful for the close partnership that the Department of Defense shares with Governor Guerrero, Lieutenant Governor Tenorio, and other local leaders on island.  Together, we are committed to ensuring that Guam remains secure and resilient,” said Mancinelli. “So I thank the Governor and the Chamorro people for their contributions to U.S. national security, and for their strong and consistent support of the military presence on Guam.”

    The Governor discussed her priorities, emphasizing defense and the importance of balancing community needs with national security demands.

    “Our administration remains fully committed to promoting peace and stability in the region, with a primary focus on ensuring Guam’s security in the face of growing threats,” said Leon Guerrero. “The relationships we’ve established with the Department of Defense and our federal partners create a strong foundation for advocating for the needs of the people of Guam while navigating the unprecedented military expansion on the island. It is vital that we continue building upon these partnerships, from our local federal and DoD collaborators to INDOPACOM and the Pentagon.”

    Lt. Governor Tenorio added, “While we understand that the Department of Defense may not have statutory authority over some of our needs, they can serve as advocates in securing other federally funded resources, including congressional authorizations and appropriations that are essential for the people of Guam.”

    Mancinelli discussed the ways in which the Department of Defense will continue to work together with the Governor’s office to understand how the military build-up on Guam can be done in partnership with the on-island community.

    He added, “We won’t do anything about Guam without Guam.”

    The acting UNSECNAV’s engagements in Guam also included meetings with Commander, Joint Task Force-Micronesia (JTF-M) Rear Adm. Greg Huffman; Commander, Joint Region Marianas (JRM) Rear Adm. Brent DeVore; Guam Del. James Moylan; and leaders from the Navy, Marine Corps, Army, and Air Force. He also spoke with service members at Naval Base Guam, Marine Corps Base Camp Blaz, Task Force Talon’s Army Terminal High Altitude Area Defense (THAAD) site, Andersen Air Force Base, and met with the Armed Forces Committee of the Guam Chamber of Commerce.

    During his time in Guam, Mancinelli and Rosenblum received updates on infrastructure, missile defense, housing, schools, shipbuilding, recruiting, and Typhoon Mawar recovery. The Acting UNSECNAV highlighted the Department of the Navy’s commitment to quality of life initiatives and the essential role Guam plays in Indo-Pacific defense efforts.

    “Guam is part of the U.S. homeland.  It is physically closer to Beijing than Hawaii,” said Mancinelli.  “Our efforts here are designed to deter regional aggression and safeguard the interests of the United States as well as our allies and partners. If deterrence fails, we will fight from Guam, and we will fight for Guam.”

    In Hawaii, Mancinelli and Rosenblum met with senior military leaders, including Commander, U.S. Pacific Fleet Adm. Stephen Koehler; Commander, U.S. Marine Corps Forces, Pacific Lt. Gen. James Glynn; U.S. Indo-Pacific Command Chief of Staff Major Gen. Joel Carey; and Director, Maritime Headquarters and Theater Sustainment, U.S. Pacific Fleet Rear Adm. Christopher Nash.  Mancinelli received operational briefings, visited local commands, and toured installations, meeting with Navy, Marine, Army, and Air Force personnel.

    At the 3rd Marine Littoral Regiment, Mancinelli was briefed on experimentation, capabilities, and training to further enhance maneuver and maritime operations. He and Ms. Rosenbaum also toured Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF), where Mancinelli received an update on construction efforts to modernize the yard’s infrastructure.  He also observed submarine maintenance and spoke with ASC [formerly known as the Australian Submarine Corporation] employees conducting training at the shipyard as part of the AUKUS trilateral security partnership.  

    “AUKUS is crucial to enhancing our maritime capabilities,” Mancinelli explained. “The Navy is working closely with our partners to help Australia develop, operate, and maintain its own sovereign, conventionally armed, nuclear-powered submarines – a generational opportunity to strengthen our alliance. It was excited for me to speak with the growing number of Australian engineers and craftsmen working alongside Pearl Harbor Naval Shipyard’s experts to learn how to maintain the cutting-edge technology on U.S. Navy fast attack submarines.”

    Mancinelli and Rosenblum also met with Commander, Navy Region Hawaii and Commander of the Navy Closure Task Force-Red Hill (NCTF-RH) Rear Adm. Stephen Barnett, as well as Deputy Commander NCTF-RH Rear Adm. Marc Williams. They discussed environmental assessments, water monitoring initiatives, and the Navy’s commitment to close the Red Hill Bulk Fuel Storage Facility.

    Deputy Secretary of Defense Kathleen Hicks designated the Under Secretary of the Navy as DoD’s Lead Senior Defense Official for Guam in January.  In this capacity, Mancinelli is responsible for engaging key leaders in Guam; providing oversight, advocacy, and support to Commander, Joint Region Marianas in the execution of its installation management mission; and aligning efforts across DoD to meet operational and resourcing requirements consistent with the National Defense Strategy, while developing and delivering new capabilities to meet logistics, environmental and infrastructure requirements.

    This was Mancinelli’s first official visit to Guam and Hawaii as Acting Under Secretary of the Navy.

    South Carolinians who suffered property losses due to Hurricane Helene may be eligible for FEMA Personal Property Assistance. Insurance coverage is the best way to recover after a disaster, but FEMA assistance may be available if you are uninsured or underinsured. Survivors should be aware that FEMA cannot restore all property lost due to the disaster.

    FEMA Personal Property Assistance may help support eligible applicants with items that were damaged due to the disaster, such as:

    • Appliances: Include standard household appliances, such as a refrigerator, washing machine, etc.
    • Clothing: Essential clothing needed due to loss, damage or contamination.
    • Home Furnishings: Basic furnishings found in a bedroom, kitchen, bathroom and living room.
    • Tools Required for Work and School: Tools and equipment required for your job and items required for education purposes. This assistance also applies to self-employed individuals.
    • Computing Devices: This includes one personal or family computer. You may be eligible for funds for additional computers required for work or school that were damaged by the disaster.
    • Accessible Items: FEMA provides assistance for damaged personal property required for eligible applicants with disabilities.

    Eligibility Conditions:

    • Items must have been owned prior to the hurricane and been damaged by it.
    • Items were owned and being used by occupants of the household.
    • FEMA may not repair or replace a storm-damaged item if you own a similar item that works.
    • FEMA does not provide assistance for furnishings and/or appliances provided by a landlord.
    • Items used by guests and relatives who were not members of the pre-disaster household are not eligible for assistance.

    Homeowners and renters in Abbeville, Aiken, Allendale, Anderson, Bamberg, Barnwell, Beaufort, Cherokee, Chester, Edgefield, Fairfield, Greenville, Greenwood, Hampton, Jasper, Kershaw, Laurens, Lexington, McCormick, Newberry, Oconee, Orangeburg, Pickens, Richland, Saluda, Spartanburg, Union and York counties and the Catawba Indian Nation who were affected by Hurricane Helene are eligible to apply for FEMA assistance at this time.
