  • MIL-OSI USA: Brown Announces That East Palestine Selected to Receive Nearly $16 Million To Build a New Public Safety Complex

    WASHINGTON, D.C. – Today, U.S. Senator Sherrod Brown (D-OH) announced that the U.S. Department of Agriculture has selected East Palestine to receive a major investment of nearly $16 million to build a new public safety complex that will host the city’s fire, emergency services, and police departments, along with its 911 call center.

    “East Palestine knows all too well how important well-equipped first responders are to protecting Ohioans. We’re continuing to work to make this community whole by securing a new facility for East Palestine police officers, firefighters, and emergency personnel. I’m proud to have worked with the East Palestine community to deliver this essential facility for them,” said Brown.

    Brown secured a provision in the government funding package that made USDA Rural Development Community Facilities Disaster Assistance available to the Village for building this new public safety complex. Brown aggressively advocated to ensure that the Village was selected for this investment.

    Last year’s train derailment brought to light East Palestine’s serious need for updated public safety infrastructure. The Village’s firehouse is located just 40 feet from the railroad tracks. Had the derailment occurred half a mile sooner, the fire station would have been inaccessible and unable to respond to the disaster. Making matters worse, every public safety building in the Village is within the 1-mile evacuation zone for railroad incidents. When the derailment happened, the Village’s dispatch center was forced to relocate, and the fire and police personnel ended up operating out of a city garage.

    A fully functional dispatch center is essential for effective emergency responses. The establishment of a well-located public safety building is critical to public safety. This new complex would not only serve the Village but also assist the county as a back-up 911 call center.

  • MIL-OSI USA: Klobuchar, Smith Working to Secure Funding for Projects for Duluth and Floodwood in Year End Budget

    The Senate and House Appropriations Committees Advanced Funding Bills with Resources for Minnesota Projects Backed by Klobuchar, Smith

    WASHINGTON – U.S. Senators Amy Klobuchar (D-MN) and Tina Smith (D-MN) announced that Fiscal Year 2025 federal budget bills that passed the Senate and House Appropriations Committees include projects to benefit Duluth and Floodwood. These projects would invest in public infrastructure and child care. On September 26, the Senate and House agreed to avoid a shutdown and continue to negotiate on a final budget proposal. Klobuchar and Smith will fight to ensure these projects are included in that final year-end bill.

    “From upgrading critical infrastructure to investing in expanding child care options for families, we worked with local leaders to secure resources important to Duluth and Floodwood,” said Klobuchar. “Once completed, these projects will improve quality of life for Minnesotans.”

    “Those closest to an issue have the best solutions, and these projects were developed and designed to fit the specific needs of the Duluth area,” said Smith. “From streamlining law enforcement and emergency data or fixing the Duluth Aerial Lift Bridge, to updating our water infrastructure or investing in affordable childcare, these projects will help strengthen our communities and I look forward to working with Senator Klobuchar to get them passed and signed into law.”

    Klobuchar and Smith have successfully secured the following projects in the Appropriations Committee-approved bill:

    • $2,000,000 for the Northern Minnesota Counties Records System Collaborative. This project between nine Minnesota counties will allow for seamless data sharing of 9-1-1 communications records, jail records, and law enforcement data.
    • $500,000 for repairs on the Duluth Aerial Lift Bridge.
    • $1,000,000 for the City of Duluth to make improvements at the Lakewood Water Treatment Plant. Klobuchar and Smith requested the funding along with U.S. Representative Pete Stauber (R-MN).
    • $1,500,000 for the City of Floodwood’s Infrastructure & Accessibility Improvements Project. The project consists of upgrading infrastructure including water, sewer, storm water and ancillary street reconstruction/curb/sidewalks.
    • $674,000 for the Duluth Lincoln Park Restoration Project. 
    • $136,000 for supporting Divine Konnections’ child abuse prevention, recovery, and healing services for young moms.
    • $50,000 to operate the Polar Cubs Child Care Center in Floodwood.

    Klobuchar and Smith have been actively involved in securing this federal funding for projects benefiting communities across the state through a process called “Congressionally Directed Spending” (CDS). During the CDS process, Klobuchar and Smith have considered project proposals and advocated for funding in close coordination with leaders from across the state.

    The projects are expected to pass the Senate over the next several months.

    MINNESOTA – With stops today in three remaining counties: Aitkin (American Peat Manufacturing); Carlton (local airport), and Kanabec (Lakes & Pines Community Action Council), U.S. Senator Amy Klobuchar has once again visited every one of Minnesota’s 87 counties in one year.

    “The best way for me to do my job is by listening to the people of Minnesota and getting things done for them,” said Klobuchar. “That’s why every year I meet with Minnesotans all over our state and discuss what we can get done together. From expanding child care and housing to supporting local businesses, I’m committed to taking action on the issues that matter most.”

    Today, Klobuchar toured American Peat Technology in Aitkin and then went to the Cloquet Airport in Carlton County which is developing a new storage hanger thanks to federal funding. Klobuchar ended the day in Mora and visited the Lakes and Pines Community Action Council.

  • MIL-OSI Security: Straw Purchase Earns Androscoggin Woman a Felony Record

    PORTLAND, Maine: An Androscoggin County woman was sentenced today in U.S. District Court in Portland for making a false statement while purchasing a firearm from a federally licensed firearms dealer (FFL), also known as a straw purchase.

    U.S. District Judge John A. Woodcock, Jr. sentenced Tia Lavigne, 24, to time served and three years of supervised release. Lavigne pleaded guilty on June 20, 2024.

    According to court records, in June 2023, Lavigne purchased a .22 Glock pistol from an FFL in Scarborough. In completing the required Department of Justice, Bureau of Alcohol,

    Tobacco, Firearms and Explosives (ATF) Form 4473, Lavigne falsely stated she was the actual purchaser. However, prior to purchasing the firearm, she received instruction and money from a second person who later retrieved the pistol from Lavigne’s vehicle.

    ATF investigated the case.

    STRAW PURCHASING: A straw purchase is an illegal firearm purchase where the actual buyer of the gun, being unable to pass the required federal background check or desiring to not have his or her name associated with the transaction, uses a proxy buyer who can pass the required background check to purchase the firearm for him/her.

  • MIL-OSI USA: Volcano Watch — Potential long-term outcomes of recent intrusions in Kīlauea East Rift Zone

    Volcano Watch is a weekly article and activity update written by U.S. Geological Survey Hawaiian Volcano Observatory scientists and affiliates. 

    Chain of Craters within Hawaiʻi Volcanoes National Park before 1969, when several craters were partly or completely filled with lava. Now the Chain of Craters Road turns south, away from its pre-1969 route, between Pauahi and ʻAloʻi, a pit crater buried in 1969 by Maunaulu lava flows. The junction with the Hilina Pali Road is essentially at Devil’s Throat.

    The eruption in and near Nāpau Crater on September 15–20 is an example of a brief eruption in this area. If a longer and larger eruption were to occur, such as at Maunaulu (1969-1974), most lava flows would head south from their vents because of the topography. Some, however, could be trapped within craters, as at Nāpau, partly or completely filling them.

    This part of the rift zone is popularly known as the Chain of Craters. Geologically, all the craters are pit craters, which form solely by collapse of the ground surface without accompanying eruption at the site. Probably all the pit craters are younger than the 15th century.

    Before about 1900, 16 pit craters dimpled the surface from Luamanu to Nāpau. Some of the craters coalesced, so there are more craters than crater names; Hiʻiaka had two craters, Pauahi three; ʻAlae two, and Makaopuhi two. Another crater, Devil’s Throat, formed around 1900. 

    Beginning in the 1960s and continuing to the early 1980s, this area erupted numerous times. Seven craters were partly filled (Luamanu, Hiʻiaka, Pauahi, and Nāpau) or completely filled (Aloʻi, ʻAlae, and the deepest pit in Makaopuhi). Today, the upper East Rift Zone is defined by some to end at Maunaulu, a shield that grew in 1969-1974 between now-filled Aloʻi and ʻAlae Craters.

    The Chain of Craters is the only section of the East Rift Zone and its submarine extension, the Puna Ridge, that contains pit craters. This probably relates to the proximity of the Chain of Craters to the summit of Kīlauea, where magma rises from the mantle.  It stands to reason that such proximity leads to more intrusions than elsewhere along the rift zone. The infrequent lateral draining of such intrusions is the likely explanation of how pit craters form.

    The recent intrusions along the Chain of Craters could have three very different outcomes. Repeated intrusions might spawn eruptions could bypass the craters completely, or partly or completely fill one or more craters. Another possibility is that underground draining of one of the intrusions could lead to formation of a new pit crater. One or more eruptions seem far more likely (such as the recent Nāpau eruption), but collapse to form a new pit crater happened at least 17 times in the past 550 years and so is not a rare occurrence.

    History suggests another potential effect that could accompany continued intrusions in the East Rift Zone is earthquakes beneath the south flank of Kīlauea. Kīlauea volcano is always in a constant state of balance between extension of the south flank due to pressure beneath the summit of the volcano and intrusion of magma along the rift zones.  At times, the flank becomes loaded like a spring and even the relatively small force of an intrusion can trigger an earthquake. 

    The largest earthquake beneath Kīlauea’s south flank happened in 1975. On November 29, 1975, a deadly magnitude 7.7 earthquake, the largest on the island since 1868, struck the south flank. It unleashed a tsunami that killed two campers and many horses at Halapē, and the south flank of Kīlauea moved several meters southward and downward. We don’t know what led directly to this earthquake, but following, as it did, about 15 years of repeated intrusions along the Chain of Craters, a relationship with these intrusions is a possible interpretation. Current conditions provide an excellent opportunity to better understand the generation of south flank earthquakes. 

    All of these extreme scenarios—a new pit crater or massive seaward movement of the south flank— are less likely than one or more eruptions. Continued close monitoring of the Chain of Craters may provide clues down the road. 

    A holistic, historically based approach to studying Kīlauea helps us appreciate what can happen in the long run. Evaluation of the past activity of the volcano, no matter how imperfect known, can influence our thoughts about what could happen. Even with this approach, though, we must remind ourselves that there are no facts about the future.

    Volcano Activity Updates

    Kīlauea is not erupting. Its USGS Volcano Alert level is ADVISORY.

    Over the past week, about 30 earthquakes were located in Kīlauea summit region, and about 100 were located in the upper-to-middle East Rift Zone. Ground deformation rates have greatly decreased since the September 15-20 middle East Rift Zone eruption, but data show that magma is continuing to move at a low rate from the summit to the middle East Rift Zone. Future intrusive episodes and eruptions could occur with continued magma supply. The most recent measurement of sulfur dioxide (SO2) emission rate at the summit was 60 tonnes per day on September 17, 2024, and SO2 emissions were not detected at downwind of the eruption site on Monday, September 23.

    Mauna Loa is not erupting. Its USGS Volcano Alert Level is at NORMAL.

    No earthquakes were reported felt in the Hawaiian Islands during the past week.

  • MIL-OSI China: Xi calls on Fujian to play leading role in country’s modernization drive

    XIAMEN, Oct. 17 — On a recent inspection tour in east China’s Fujian Province, Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president, and chairman of the Central Military Commission, emphasized the need for the province to fully implement the guiding principles of the 20th CPC National Congress and the third plenary session of the 20th CPC Central Committee. He stressed the importance for the province to comprehensively implement the new development philosophy and uphold the general principle of pursuing progress while ensuring stability. Xi also underscored the importance for Fujian to steadfastly pursue the goals of creating a new Fujian characterized by dynamic mechanisms, thriving industries, prosperous communities, and a beautiful environment, staying committed to translating these objectives into realities. He called on Fujian to make further progress in accelerating the building of a modernized economy, make greater achievements in serving and integrating into the new development paradigm, take even greater strides in blazing a new trail for integrated cross-Strait development, and achieve greater breakthroughs in improving quality of life. He urged the province to deepen reforms across the board, promote high-quality development comprehensively, and strive for a leading role in China’s modernization drive.

    From Oct. 15 to 16, Xi — accompanied by Zhou Zuyi, secretary of the CPC Fujian Provincial Committee, and Zhao Long, governor of the province — conducted an inspection and research tour in the cities of Zhangzhou and Xiamen, visiting sites including a village, a revolutionary education base, a cultural heritage site under government protection, and an area of the Fujian pilot free trade zone.

    On the afternoon of Oct. 15, Xi first inspected Dongshan County in the city of Zhangzhou. The village of Aojiao, located in Chencheng Town in the southeastern part of the county, faces the sea on three sides. Over the past few years, the village has embarked on a new path of development by leveraging the sea to revitalize and develop itself. Xi took a walk to inspect the marine environment of Aojiao Bay and the appearance of the village, and inquired in detail about the trading of dried seafood and freshly caught seafood products. Xi was glad to learn that many seafood products are in high demand and that the incomes of villagers have been on the rise. Speaking to the villagers and fishermen who gathered around him, he said: “I visited your village 23 years ago, and it left a deep impression on me. Seeing the significant changes here today is gratifying and inspiring.” He said rural areas will undoubtedly have a brighter future and farmers will enjoy a more vibrant life on the new journey in the new era. He urged the village Party committee to play a leading role, guide villagers to make good use of the sea, and strive forward to achieve rural revitalization and common prosperity.

    Xi then visited the Gu Wenchang Memorial Hall, where he learned about the inspiring deeds of Comrade Gu Wenchang and was briefed about how revolutionary traditions were carried forward. During the visit, he also engaged in cordial exchanges with representatives of teachers and students from Gu Wenchang Cadre College. Xi pointed out that public recognition is the key gauge to evaluate an official’s performance, calling on leading officials at all levels to learn from Gu, have a correct understanding of what it means to perform well, and bring benefits to local people during their term in office. He also asked the officials to deliver tangible results, make constant efforts for achievements in the long run, and build a good reputation in the hearts of the people. “Learning from Gu requires not only deep admiration, but also concrete deeds to follow his example in fostering integrity and performing duties,” Xi said.

    At the Guandi cultural industrial park, Xi was briefed about local efforts in strengthening the protection of cultural heritage and promoting cultural exchanges across the Taiwan Strait. He stressed that cultural heritage is a precious legacy left by our ancestors and should be protected and carried forward.

    On the morning of Oct. 16, Xi inspected the Xiamen Area of China (Fujian) Pilot Free Trade Zone. He visited an exhibition showcasing the achievements in the construction of the pilot free trade zone, and was briefed about local work in further expanding reform and opening up, as well as in exploring a new path for integrated development across the Taiwan Strait. He also talked with the staffers at a comprehensive service hall. Over more than 40 years of development, the Xiamen Special Economic Zone has experienced tremendous changes that were once unimaginable, he said. Today, the requirements for reform and opening up, both in depth and breadth, are higher than ever before. Fujian and Xiamen need to adapt to the changing situation, steadily advance institutional opening up, align with international high standards, and achieve more institutional and policy outcomes to contribute to the expansion of high-level opening up, Xi said.

    On the afternoon of Oct. 16, Xi listened to work reports from the CPC Fujian Provincial Committee and the provincial government. He commended what Fujian has achieved in various areas of its work and put forward clear requirements for the province’s work in the future.

    Xi noted the need to explore new pathways for the deep integration of technological and industrial innovation. He called on the province to accelerate the building of an all-around innovation support system, promote integrated reforms in education, technology, and talent systems in a coordinated manner, and strengthen the building of high-level scientific and technological innovation platforms. He also emphasized the importance of implementing major technological initiatives, enhancing the role of enterprises as major players in innovation, and improving financial policies and mechanisms that support technological advancement, so as to create a better environment for boosting innovation and attracting talent.

    He urged the province to firmly develop the real economy, consolidate the strengths of traditional industries, vigorously promote the transformation and upgrading of industries, cultivate and expand strategic emerging industries, make plans for future industries, develop new quality productive forces according to local conditions, and shape new advantages in industrial development.

    Xi stressed efforts to comprehensively deepen reform and expand high-level opening up. He called for continued efforts to boldly practice, explore and reform on its own, with a focus on key sectors and links and economic structural reform as the spearhead. It is imperative to unswervingly consolidate and develop the public sector and unswervingly encourage, support, and guide the development of the non-public sector, and innovatively develop the “Jinjiang Experience” to fully stimulate the whole society’s vitality for investing and starting businesses. It is essential to prioritize reforms aimed at improving the people’s well-being, with a focus on delivering on the people’s aspirations and expectations. Xi also called for efforts to further upgrade pilot free trade zones, align with major regional strategies, further integrate into high-quality Belt and Road cooperation, build a core area of the 21st-Century Maritime Silk Road, and consolidate and expand the roles of the province as an important link and an important channel in the interplay between domestic and international economic flows. He urged Fujian to build itself into a demonstration zone for integrated development across the Taiwan Strait.

    Xi noted that Fujian should play an exemplary role in promoting coordinated regional development and integrated urban-rural development. It is imperative for the province to advance the mechanism for collaboration between mountainous and coastal areas, further coordinate their development and strengthen the complementarity of their functions. It is essential for Fujian to advance the building of national ecological conservation pilot zones, build a great pattern of protection and governance covering from the mountains to the sea, strengthen overall governance in key areas, river basins and sea areas, and expand the capacity of the ecosystem. Xi called for efforts to strengthen coordinated integration of rural revitalization across the board and new-type urbanization, as well as to expedite integrated urban-rural development. He highlighted the need to bolster the county-level economy, speed up the revitalization and development of former revolutionary bases, and consolidate and further expand the achievements of poverty alleviation. It is imperative to ensure that the total area of farmland remains above the specified red line, adopt an all-encompassing approach to food and agriculture, and forge specialty-based agricultural clusters. Xi also underscored the importance of deepening the collective forest tenure reform and developing forest foods and under-forest economy, thus continuously exploring the forests’ potential in boosting the economy and grain production. Xi also urged accelerated efforts to develop the cities of Fuzhou and Xiamen as national-level marine economic development demonstration zones, as part of the wider endeavor to expand and strengthen the marine economy. He also stressed the imperative to guard against natural disasters, such as typhoons and earthquakes, and strengthen the capacity for disaster prevention, mitigation and relief.

    Xi urged continued efforts to improve the appeal of culture and present the province’s fresh image. He called on the province to inherit and carry forward the revolutionary traditions, commit to the construction of national culture parks for the Long March in Changting and Ninghua, as well as deepen the research and interpretation of revolutionary historical materials and relics. He underlined the need to strengthen the protection and inheritance of cultural heritage, stay committed to the work of cultivating people morally and intellectually, and actively transform outmoded habits and customs. He also stressed advancing deeper integration of culture and tourism, and developing the culture and tourism sector into a pillar industry. Xi urged continued efforts to promote cross-Strait cultural exchanges, jointly carry forward Chinese culture, and enhance the common sense of the Chinese national and cultural identity among Taiwan compatriots. Xi called on Fujian to rely on ties such as ancestral bonds and ancestral land culture to extensively rally the support of overseas Chinese.

    Xi pointed out that Party members and officials should be educated to inherit the best of traditions, carry forward our revolutionary heritage and the pioneering and innovative spirit of daring to think big and fighting to win big, forge ahead with fortitude, and make further achievements. All Party members and officials should have an understanding of performing their duties to serve the people, never forget the original aspiration, take on responsibilities, be honest and clean in performing duties, and always maintain the political integrity of communists. It is imperative to fight pointless formalities, and take further steps to ease the burdens on grassroots. He urged efforts to implement the practices of going into communities to communicate the Party’s lines and policies, carry out fact-finding missions, address people’s complaints, and conduct field work, follow the Party’s mass line in the new era, and raise the effectiveness of Party building in boosting grassroots governance.

    Xi stressed the necessity to conscientiously implement the decisions and arrangements of the CPC Central Committee, spare no efforts to do a good job in the economic work of the fourth quarter, and strive to achieve the economic and social development objectives for the whole year.

    Vice Premier He Lifeng and leading officials of relevant central Party and state departments accompanied Xi on the inspection tour.

    Thank you very much for that generous introduction, Executive Director Harvey. I want to first thank Jeff for his leadership and for hosting this awards dinner. And Jeff, thank you for your service as a lieutenant colonel in the Florida Army National Guard during the recent hurricanes.

    Also, a big thank you to Andrea Ortiz, CLS’ Director of Pro Bono Services, for all her work to make tonight’s event possible. And thank you to all those who helped plan this award dinner.

    I also want to recognize the distinguished attendees tonight for attending this event that recognizes the amazing work of volunteer attorneys throughout the 12-county service area of Community Legal Services.

    And I want to congratulate all those who will be recognized with awards tonight. The commitments you have made to the work of serving those most in need is truly inspiring. To all the pro bono volunteers, including those assisting the Community Legal Services’ Pro Bono Program and the Peer Academy, we commend your dedication and aid to the most in-need in our communities.

    Finally, I must acknowledge my colleague Roger Handberg, the United States Attorney for the Middle District of Florida, and his leadership team. We’ve been impressed with the Office’s innovative access to justice initiatives, including their regular collaboration with CLS.

    It is an honor to be here. I am delighted to join all of you to shine a light on the access to justice work being done in the Orlando area and across Central Florida.

    As Jeff mentioned, I lead the Office for Access to Justice, a standalone office within the Justice Department. Our mission is to ensure access to the promises and protections of our civil and criminal legal systems for all communities. We do this work strategically, through several different initiatives:

    We are focused on dismantling economic barriers, including by promoting reduced reliance criminal and civil fines and fees.

    We’re breaking down language access barriers, through the department-wide Language Access Coordinator who led efforts to modernize the department’s Language Access Plan for the first time in over a decade.

    We’re combatting barriers to reentry for adults in custody, through innovative civil legal assistance programs in federal prisons.

    We’re also disrupting barriers through Access DOJ, an initiative that utilizes human centered design and best practices from the access to justice field to make it easier to access critical forms, understand important information and resources, or more easily navigate federal court systems, such as bankruptcy proceedings.

    And of course, we promote access to council and legal help. I don’t have to convince the people in this room that pro bono assistance is essential to disrupting barriers and closing the justice gap.

    Legal aid organizations provide invaluable assistance to the most vulnerable, but they can’t help everyone. There are eligibility requirements that limit the kinds of cases they can take. Even when eligibility is not an issue, the need for legal aid often outweighs the resources available.

    That’s where pro bono attorneys come in: they extend the reach of these limited resources by volunteering to represent low-income individuals, often in close collaboration with legal service providers. The justice gap is vast — and it will require a wide range of strategies and tools to close it. This includes the hard work and dedication of pro bono attorneys.

    That’s why I’m so inspired by programs like CLS’ Pro Bono Academy, an innovative program that provides structured training to prepare volunteers for pro bono representation.

    And that’s why the Office of Access to Justice is prioritizing promoting pro bono representation through our leadership of the Federal Government Pro Bono Program, which is working to mobilize a massive workforce — federal government attorneys and staff — to pitch in and help bridge the justice gap.

    I am particularly proud of the Federal Government Pro Bono Program’s significant work in Florida.

    Last year, ATJ launched the DOJ Pro Bono Portal on Paladin to enable Justice Department employees to find pro bono opportunities statewide. The portal has expanded to 15 jurisdictions so far, including Florida.

    Every Justice Department attorney in Florida can access pro bono opportunities with the click of a mouse, including those posted by Community Legal Services.

    Unfortunately, the urgent need for pro bono assistance and legal aid often becomes most salient in the wake of disaster. You know this better than anyone with Florida having experienced four hurricanes in the last 14 months. Parts of the state saw complete obliteration of homes and businesses. Other areas of the state are cleaning up debris and starting the long process of rebuilding.

    As you know, it is estimated that more than 200 people were tragically killed by Hurricane Helene. And even for those who survived, the costs are devastating. Helene’s path of destruction across the southeastern U.S. is expected to exceed 30-40 billion dollars in damages.

    And Hurricane Milton compounded the harms, with at least 24 additional lives lost. I don’t have to tell you, because you’re living it.

    When hurricanes and other natural disaster strike, first responders make sure people have the basics: food, shelter, utilities and medical care. Skilled professionals and volunteers bravely address immediate critical needs and conduct rescue efforts.

    While many know to call police, fire departments and disaster response officials for help, rarely do people think about the need for lawyers or legal help.

    Yet, in the midst of a disaster, attorneys — like those in CLS’ disaster unit — are critical to facilitating disaster survivors’ access to essential needs like food and shelter. And when disaster survivors start picking up the pieces of their lives in the weeks, months and sometimes years after a disaster — legal help is often a critical lifeline.

    In the immediate aftermath of a natural disaster, legal aid providers and pro bono volunteers address urgent civil legal issues — from defending against unlawful evictions, to helping apply for public assistance like unemployment benefits, food stamps and FEMA resources.

    And a disaster doesn’t end once the storm has passed. Legal challenges can haunt disaster survivors for years as they seek to replace identification papers, apply for benefits and deal with insurance claims. The hardest hit and the most vulnerable communities can be struggling to fully recover for even longer or in some cases may never fully regain their normal lives. Legal aid providers in Florida are still assisting victims impacted by Hurricane Ian, which hit the Ft. Myers area two years ago.

    The complications of seeking assistance and barriers to obtaining relief for disaster survivors can constitute a second disaster for survivor victims, especially for the elderly, disabled and persons who have limited proficiency in English. Unique complications also exist for those who live in rural areas, where distance or lack of broadband can create additional barriers to accessing legal help, or where damage to agricultural industries can create complex harms.

    Simply put, legal aid and pro bono assistance must be a central element of efforts to rebuild and support communities after a natural disaster.

    That’s what you’re demonstrating here in Florida. Today, I had the opportunity to participate in a Disaster Relief Legal Aid Roundtable hosted by CLS staff and joined by other members of the Florida Disaster Umbrella Group.

    I learned how the Umbrella Group collaborates to address common legal problems impacting low-income communities and how it fosters and promotes better coordination and communication between civil legal aid providers, pro bono volunteers, emergency managers and other advocates from across the state, to ensure that low-income disaster survivors receive the legal assistance they need.

    The Umbrella Group also helps educate the emergency management community about the importance of integrating legal services providers into their work and is an impressive model of collaboration and communication that can be implemented in other states to address natural disasters.

    And here in Florida you’re also demonstrating how pro bono volunteers — like those we celebrate tonight — play an essential role in helping people navigate a maze of post-disaster bureaucracy — including disputes with landlords, insurers and contractors.                          

    Like everyone in the state during an emergency, legal aid organizations have their resources stretched to the limit as they seek to respond to the overwhelming need of disaster survivors. Pro bono volunteers play an invaluable role in relieving the pressure on legal aid organizations during a disaster and in assisting those that would otherwise be forced to weather the storm alone.

    Initiatives like the Disaster Relief Hotline launched this month by the Florida Bar Young Lawyers Division are an innovative way to coordinate pro bono resources in the wake of a disaster. The hotline connects survivors with the help they need when they need it most and supports the legal community by making it easier to volunteer.

    The Office for Access to Justice is also focused on doing what we can to help ensure access to justice for disaster survivors. As one example, our Federal Government Pro Bono Program recently hosted a training for federal government employees on how to volunteer to provide legal help in the midst of a disaster. That training featured participation from legal services providers who specialize in this type of work. We were thrilled to be joined by Legal Services of North Florida, who I know collaborates closely with CLS.

    And next week, we will host the annual Federal Government Pro Bono Week, where we’ll provide a variety of trainings and clinic opportunities for federal employees, lift up their role as collaborators in closing justice gaps and recruit and expand the ranks of the federal volunteer workforce.

    Our Office will continue to promote pro bono volunteerism by federal government employees in the midst of a disaster and to develop resources that advance access to justice for disaster survivors.

    Florida has seen terrible tragedies this past month. But it has also been at the heart of incredible resilience and creative problem solving, producing unique and effective legal assistance programs that help bring people back from most difficult days of their lives. Programs that would not be possible without the vision, hard work and dedication of the legal aid providers and pro bono attorneys in this room and across the state.

    So I once again want to thank the awardees we have gathered tonight to celebrate. And as you continue in this difficult mission and this awesome responsibility, please know that the Office for Access to Justice stands shoulder to shoulder with you as a partner and ally.

    WASHINGTON — As FEMA Administrator Deanne Criswell continues to lead the federal response to Helene and Milton in six states, today she is in Virginia to meet survivors and local officials as they continue their recovery from Helene.

    In Virginia, the administrator visited affected communities with Gov. Glenn Youngkin. Earlier in the week she and North Carolina Gov. Roy Cooper in Buncombe County to speak with disaster survivors and meet staff at a local high school as part of the recovery.

    Critical services continue being restored. The Commonwealth of Virginia is focused on debris removal, particularly in lakes that provide the commonwealth a source of drinking water. Removing debris will also reduce threats to public health and safety. In Florida—hit by both storms—power outages have been reduced to about 17,000, down from a peak of 3.2 million. And in North Carolina, approximately 13,000 customers remain without power, down from a peak of about 1 million customers without power. 

    In total, about 433,000 households have been approved for nearly $619 million in FEMA assistance for their Helene recovery while 61,000 households have received $54 million for Milton. Survivors are using these funds to replace essential items, pay for somewhere to stay and make home repairs.

    Hurricane Milton survivors in 34 Florida counties and one Tribal Nation can register for federal disaster assistance. On Oct. 11, President Jospeh R. Biden, Jr., approved a major disaster declaration for Florida following the hurricane. President Biden previously approved federal disaster assistance in six states affected by Helene. This opens up federal help for survivors in designated areas in Florida, Georgia, North Carolina, South Carolina, Tennessee and Virginia.

    In addition, the U.S. Army Corps of Engineers announced the Operation Blue Tarp which is a free service to homeowners. Residents impacted by Hurricane Milton can sign-up at www.blueroof.gov, or by calling 888-ROOF-BLU (888-766-3258). The initial sign-up period is set for 21 days and ends Nov. 5. The Florida counties impacted by Hurricane Milton currently identified for the program include: Brevard, Citrus, Charlotte, DeSoto, Hardee, Hernando, Highlands, Hillsborough, Indian River, Lake, Manatee, Okeechobee, Orange, Osceola, Pasco, Pinellas, Polk, Sarasota, Seminole, St. Lucie, Sumter and Volusia.

    FEMA encourages Helene and Milton survivors to apply online as this remains the best way to apply for disaster assistance. Here are the ways to apply for federal assistance:

    Floridians May be Eligible for Transitional Sheltering in Hotels

    TALLAHASSEE, Fla.- FEMA has activated Transitional Sheltering Assistance (TSA) for Floridians displaced by Hurricane Helene or Hurricane Milton in 52 counties and for tribal members of the Miccosukee Tribe of Indians.

    Residents in these counties who have applied for disaster assistance may be eligible to stay temporarily in a hotel or motel paid for by FEMA. Applicants do not need to request this assistance. FEMA will notify them of their eligibility through an automated phone call, text message, and/or email, depending upon the method of communication they selected at the time of application for disaster assistance.

    Applicants may be eligible if they cannot return to their disaster-damaged home and their housing needs cannot be met by insurance, shelters or rental assistance provided by FEMA or another agency.

    Under the TSA program, FEMA pays the cost of room, taxes and non-refundable pet fees directly to participating hotels and motels. Pet fees will only be paid up to the approved limit of assistance for individual rooms. Survivors are responsible for all other costs, including laundry, restaurant/room service, parking, telephone or movie rental. 

    Continued eligibility is determined on an individual basis. When eligibility ends, survivors will be notified by FEMA seven days prior to checkout date.

    TSA is limited to participating hotels and motels in Florida, Alabama and Georgia. Applicants must refer to the TSA Locator to find a hotel, which will be visible to them when they go to DisasterAssistance.gov.  

    TSA participants may also be eligible for other FEMA financial help, including Displacement Assistance, Rental Assistance, Home Repair Assistance and other aspects of the Individual Assistance program.

    Floridians can apply for either storm online at DisasterAssistance.gov. They can also apply using the FEMA mobile App or by calling FEMA’s helpline toll-free at 800-621-3362. Lines are open every day and help is available in most languages. If you choose to apply by phone, please understand calls to FEMA’s helpline are experiencing delays because of the increased volume due to multiple recent disasters.   • MIL-Evening Report: Can NZ’s supply chain build enough resilience and sustainability to survive the next global crisis?

    New Zealand is highly reliant on trade – particularly on maritime routes, which are lifelines for exports and imports. Key sectors such as agriculture, construction, and wholesale and retail trade depend heavily on this global network.

    External events can severely disrupt the flow of goods, delay deliveries or damage critical infrastructure.

    But a crisis like the COVID pandemic can also disrupt business commitments to sustainability goals such as reducing carbon emissions, minimising waste and improving resource efficiency.

    This is important, because several major New Zealand companies have introduced sustainability measures into their operations over the past decade.

    Fonterra, for example, adopted low-carbon logistics and distribution practices. Zespri uses blockchain technology to improve the transparency of its sustainable practices and enhance tracking across its supply chain. Air New Zealand partners with local suppliers and adopts initiatives to lower its carbon emissions.

    In our recent research, we reviewed 287 studies on supply chains. We identified key tensions between efficiency and sustainability, and how major disruptions to supply chains and operations can swing the balance between the two.

    On one hand, businesses are pressured to maintain lean, cost-effective operations. On the other, there is a growing recognition of the need to build resilience and sustainability, particularly in the face of climate change.

    Traditional strategies

    New Zealand’s supply chains are susceptible to disruptions from natural disasters (such as earthquakes and floods), geopolitical tensions and global health crises.

    Businesses have historically responded in a variety of ways: diversifying suppliers, increasing inventory buffers and securing alternative transport routes.

    The use of technology, such as radio frequency identification, has played a crucial role in tracking goods across the supply chain. It provides real-time visibility and accurate inventory management.

    Blockchain is becoming a key tool for making supply chains more sustainable. This technology uses a digital ledger to keep information safe and easy to trace.

    But the ongoing technological innovation risks disadvantaging people and businesses with limited resources and capabilities along the supply chain.

    Embracing a circular economy

    During the pandemic, businesses experienced shortages of critical supplies, delays in shipments and fluctuating demand. This forced them to temporarily abandon long-term sustainability strategies in favour of short-term survival tactics.

    This made sense from a business perspective. But to build more resilient and sustainable supply chains, businesses will need to move beyond traditional strategies.

    Our research found integrating circular economy principles into supply chain management can help create a buffer for businesses.

    The circular economy model focuses on minimising waste – keeping products and materials in use for as long as possible. There is also a focus on regenerating natural systems to foster economic, social and environmental resilience.

    Companies can reduce their reliance on external supply chains by focusing on reusing materials, creating closed-loop systems with regional partners and by boosting the technologies already in place.

    By fostering stronger links with local suppliers and focusing on regional sourcing, businesses can reduce their exposure to global risks. This will also help build more self-sufficient supply chain ecosystems.

    Building sustainable supply chains requires investing in advanced technologies, such as blockchain and artificial intelligence. But implementing these technologies should be done carefully and in stages to minimise disruption. Going slowly can also allow for the inclusion of all supply chain partners in these technological transitions.

    The way forward

    New Zealand’s supply chain future hinges on greater collaboration between everyone involved, including businesses, policymakers and communities.

    In practice, this means working together to build systems that are not only efficient and cost-effective but also resilient and sustainable.

    Equally, resilient supply chains require regional manufacturing ecosystems. To mitigate the risks from global supply chain disruptions, it’s essential to support local manufacturing, even when offshore manufacturing costs are lower.

    This will require government support and strategic investment in regional manufacturing innovation.

    While New Zealand’s supply chains face significant challenges, there are great opportunities to reshape them for a more resilient and sustainable future.

    By integrating circular economy principles, using advanced technologies and fostering regional collaboration, New Zealand can build supply chains that are prepared for future crises and which also contribute to the country’s sustainability goals.

  • MIL-OSI USA: SBA Stands Ready to Assist Alaska Businesses and Residents Affected by the Flooding

    SACRAMENTO, Calif. – Low-interest federal disaster loans are now available to Alaska businesses and residents as a result of President Biden’s major disaster declaration, U.S. Small Business Administration’s Administrator Isabella Casillas Guzman announced.

    The declaration covers the City and Borough of Juneau as a result of flooding that occurred Aug. 5–6.

    “SBA’s mission-driven team stands ready to help Alaska’s small businesses and residents impacted by flooding,” said Administrator Guzman. “We’re committed to providing federal disaster loans swiftly and efficiently, with a customer-centric approach to help businesses and communities recover and rebuild.”

    Businesses of all sizes and private nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets. 

    For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size, SBA offers Economic Injury Disaster Loans to help meet working capital needs caused by the disaster. Economic injury assistance is available to businesses regardless of any property damage.

    “SBA’s disaster loan program offers an important advantage–the chance to incorporate measures that can reduce the risk of future damage,” said Francisco Sánchez, Jr., associate administrator for the Office of Disaster Recovery and Resilience at the Small Business Administration. “Work with contractors and mitigation professionals to strengthen your property and take advantage of the opportunity to request additional SBA disaster loan funds for these proactive improvements.”

    Disaster loans up to $500,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for up to $100,000 to repair or replace damaged or destroyed personal property, including personal vehicles.

    Interest rates can be as low as 4 percent for businesses, 3.25 percent for private nonprofit organizations and 2.813 percent for homeowners and renters with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.

    Interest does not begin to accrue until 12 months from the date of the first disaster loan disbursement. SBA disaster loan repayment begins 12 months from the date of the first disbursement.

    On October 15, 2024, it was announced that funds for the Disaster Loan Program have been fully expended. While no new loans can be issued until Congress appropriates additional funding, we remain committed to supporting disaster survivors. Applications will continue to be accepted and processed to ensure individuals and businesses are prepared to receive assistance once funding becomes available.

    Applicants are encouraged to submit their loan applications promptly for review in anticipation of future funding.

    As soon as Federal-State Disaster Recovery Centers open throughout the affected area, SBA will provide one-on-one assistance to disaster loan applicants. Additional information and details on the location of disaster recovery centers is available by calling the SBA Customer Service Center at (800) 659-2955.

  • MIL-OSI Australia: 150 years of protecting Alexandra

    An impressive crowd gathered as more than 12 fire trucks and partner emergency services paraded down the main street of town to mark Alexandra Fire Brigade’s 150th anniversary.

    On Saturday 12 October, the brigade celebrated the incredible milestone with the local community throughout the day and a dinner with more than 100 guests which included long-service medals.

    Alexandra Captain Chris Lynch said leading the brigade during this historic event was an honour and a privilege.

    “I don’t lead alone, I have an amazing team that joins me and without them, I am only one person,” Chris said.

    “A lot of work went into the event and it was a great day. This isn’t just about Alexandra’s 150th, this is the community being able to have a minute to look and see the people that support them in their time of need.”

    The brigade was formed in February 1874, with Captain Radford Huddle as officer in charge and around 20 members on board.

    A few months after the brigade was formed, the main street suffered significant fires with several buildings lost. The town had been hit with fires in the past, but reports indicate the formation of the fire brigade paid dividends, as the fire was contained. However, with every fire comes problems and Captain Huddle and three members resigned immediately after the incident.

    Training back in the day saw the firefighters don their new red uniforms before marching to the local racecourse, and while one member climbed a tree, others then had to source a continuous supply of water using buckets to get it to the top of the tree.

    Over the years the brigade became involved in the demonstrations, which was later known as the State Championships – where they went on to being quite successful, winning many trophies.

    The construction of a fire bell on a small tower in the main street was a major move forward to alert brigade members to fire calls. This historic bell still exists in front of the joint emergency services facility in Shamrock Street, Alexandra.

    The brigade acquired its first motor vehicle during the late 1930s, a Dodge, 4 cylinder, open cap, fitted with a bell. It was a hose carriage and firefighters transport vehicle only, which proved better than having to run a reel. This truck was replaced by an Austin Series 1 fitted with a Thompson front mounted pump around 1950.

    Alexandra Captain Chris Lynch said the brigade has been involved in numerous major fires over the decades.

    “The 2019/20 Black Summer fires stand out, our brigade spent time at the fires at Swift Creek,” Chris said.

    “Not long after I was voted in as Captain a few years ago, we responded to a fire at Maintongoon which ended up being one of the biggest fires for the season.”

    Chris joined CFA around 12 years ago and said it’s a great way to meet people, have community spirit and assist people in need.

    “Many people have come and gone over the years but it’s important to talk to the people who have been there before, learn from them and respect everybody’s opinion,” Chris said.

    “One of the most amazing things about Alexandra Fire Brigade is the members. We are such a diverse brigade, and we have the ability to do anything we put our minds to.

    “We also couldn’t do what we do without our Fire Equipment Maintenance (FEM) team and the auxiliary members who raise much needed funds for our brigade.”

    More than 30 service awards were presented during the brigade dinner including five members who received the prestigious 55 years of service.

    Dignitaries at the event included Cindy McLeish MP, Mayor Damien Gallagher, CFA Board Member Ross Coyle, Acting Assistant Chief Fire Officer Stephen Keating and Commander Paul Brislin.

  • MIL-OSI Security: New Orleans Man Sentenced For Arson

    NEW ORLEANS, LOUISIANA – TERRENCE COE (“COE”), age 45, a resident of New Orleans, was sentenced on October 8, 2024, by U.S. District Judge, Greg G. Guidry, to 60 months imprisonment after previously pleading guilty to arson, a violation of Title 18, United States Code, Section 844(i).  The Court also ordered that COE be placed on supervised release for 3 years following release from imprisonment and pay a $100 mandatory special assessment fee.

    According to court documents, on December 24, 2022, COE set fire to merchandise inside of Walmart in Hammond, Louisiana.  COE later admitted to members of the Hammond Police Department that he started the fire with a lighter while opening a package he wanted to steal.

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms, and Explosives and the Louisiana Office of State Fire Marshal.  The case was prosecuted by Assistant United States Attorney Troy Bell of the Violent Crime Unit.

  • MIL-OSI New Zealand: Watercare begins preliminary work to futureproof the city centre’s wastewater infrastructure

    The preliminary work for Watercare’s Midtown Wastewater Upgrades begins next week.

    Three midtown sites are being prepared and shafts are being built, ready for a tunnel boring machine to be lowered into the ground in 2025. The machine will reach depths of up to 14.5 metres and tunnel a distance of 585 metres below Queen Street.

    These underground wastewater upgrades are a key component of the Auckland Council group’s midtown regeneration. The programme is preparing streets, spaces and infrastructure for the City Rail Link, which will bring many more people into the city centre to live, work, study, visit and do business.

    The upgrades will renew the workings of the city centre’s century-old pipes, enable the consenting of a pipeline of commercial and residential apartment developments, and help protect the region’s precious Waitematā Harbour.

    Chair of the Transport, Resilience and Infrastructure Committee Councillor Andy Baker explains that this wastewater project is essential for Auckland’s future resilience.

    “Midtown will become an even more popular place for people to live beyond 2026 when the City Rail Link’s Te Waihorotiu Station is operational. With these important works complete, we will have increased the capacity of our wastewater system and upgraded the quality of our pipes in midtown.

    “It is vitally important for us to futureproof the area ahead of the population growth expected in midtown, and we are taking steps also with this work to reduce the risk of wastewater overflows entering the Waitematā Harbour during heavy rain.

    “I want to emphasise that Watercare has sited the shafts away from shops and businesses, synchronised the works with other construction in the area for maximum efficiency, and ensured that traffic in Queen Street continues to operate.

    “As the safety fences go up around three localised shafts next week to enable this work, we want to remind everyone that midtown continues to be open for business,” Councillor Baker says.

    This wastewater work around Queen Street, delivered by Watercare and supported by Auckland Council, is scheduled to be complete by December 2026.

    Q&A

    What else is being upgraded?

    While stage one of Watercare’s Midtown Wastewater Upgrades will increase wastewater capacity, crews will also take this opportunity to reline the Victoria Street section of the Ōrākei Main Sewer. Doing this work during Stage 1 of the pipeline installation eliminates the need for Watercare to return to Victoria Street to do this critical work later. Stage two is in the design phase and will involve laying new wastewater pipes from Vincent Street to Greys Avenue carpark.

    Why is this work essential?

    The Midtown Wastewater Upgrades support the Auckland city centre’s planned residential and commercial growth, reduce the risk of future overflows into the Waitematā Harbour and safeguard and increase resilience of midtown’s wastewater network.

    What are the problems we’re solving?

    Currently, the wastewater and stormwater in the midtown area combine into a single pipe which feeds into a large pipe called an interceptor, which takes flows to Māngere Wastewater Treatment Plant for processing.  

    Combined networks are designed to overflow during rainfall events at designated overflow points rather than back flow up your toilet or sink.

    The focus of the Midtown Wastewater Upgrades is to redirect most of the wastewater away from the combined network and channel it through a dedicated 1.2km pipeline.

    The project also involves reconfiguring the current wastewater network to better use under-utilised pipes.

    After the Midtown Wastewater Upgrades are complete, overflows from the combined network will become less frequent after heavy rainfall events.

    How will the tunnel boring process work?

    A large portion of the pipeline will be installed using a method called horizontal directional drilling (HDD). The benefit of using this method is that it will get the job done more safely, faster, and with a higher quality result. Horizontal directional drilling is also better for the environment than open trenching as it lessens the impact on surrounding critical assets and reduces fractures and soil disturbance. This method is also less disruptive for the community as there is much less digging up of the street.

    The policy of appeasement towards Israel over the past year by western countries has failed miserably.  Israel has expanded its attacks and has abandoned all pretence of any sort of negotiated settlements.

     

    Our government is holding on desperately to a hopelessly weak and indefensible policy towards the Middle East. I have no doubt you know this.

     

    Israel is running riot with endless bombing and killing as it spreads murder and mayhem.  The majority of victims in Gaza, Lebanon and the West Bank are women and children – tens of thousands of children.

     

    You and I know this would never be tolerated if the victims were European.

     

    The situation has now become even more desperate and deadly with

    • Israel has refused to allow any food or supplies to be delivered since the beginning of this month to northern Gaza.  It has again unleased its firepower with absolute impunity on refugee camps and other civilian areas with the openly stated aim of ethnic cleansing of the majority of the 400,000 Palestinians who remain there.
    • Israel’s delivery of its threat to turn Lebanon into another Gaza, with attacks throughout the country, including Christian areas.
    • Israel’s endless attempts to widen the war across the region into Iran with repeated violations of its sovereignty until Iran responded – though without a single Israeli casualty.
    • Israel’s blatant attacks on UNIFIL positions and demands that UNIFIL withdraw from its mission to allow Israeli military advances further into Lebanon to achieve regime change for a Lebanese government subservient to its interests.

     

    Despite all that has happened over 12 months you have issued only platitudes “calling an all sides to exercise restraint” and condemnation of all parties Israel decides that is its enemies.

     

    You have failed to condemn Israel for anything it has ever done against the Palestinian victims of its settler colonial project and yet you have condemned every act of Palestinian resistance to Israel’s illegal occupation, genocide, and ethnic cleansing.

     

    Other countries, the UK, France, Spain, Norway, and Ireland have spoken out and taken, albeit token, action to remind Israel that it is operating outside international law.

     

    History will condemn your 12 months of complicit silence but action now can make a real difference and saves tens of thousands of innocent lives. A minimum list of actions includes:

     

    1. Condemn Israeli action against the Palestinian people in Gaza and the West Bank as war crimes
    2. Join South Africa’s case of proving genocide against Israel at the International Court of Justice
    3. Implement the recent obligations specified by the ICJ under the Geneva Conventions towards ending Israeli occupation of the Palestinian Occupied Territories.
    4. Identify and ban imports of products from illegal Israeli settlements in the Occupied Palestinian Territories
    5. End procurement of goods and services from companies identified by the United Nations as complicit in building and maintaining illegal Israeli settlements
    6. Direct the Superfund, ACC and Kiwisaver providers to divest from companies on the UN list
    7. Investigate the export of Rakon Industry components which are incorporated into US weapons which almost inevitably end in the industrial-scale killing of Palestinians.
    8. Immediately close the Israeli embassy as Israel’s propaganda and lobby outlet in New Zealand
    9. Clearly and publicly state that NZDF personnel in the Middle East will neither participate in nor provide assistance to either US or Israel attacks or preparations for attacks on Iran
    10. Publicly join other countries in condemning the Israeli military attack on UNIFIL and demand of Israel that it will cease to demand UNIFIL withdraw from any of its positions in Lebanon
    11. Reiterate New Zealand’s participation in UNTSO and demand that Israel allow UNTSO continue its work unmolested
    12. Demand Israel revoke its declaration that the UN Secretary General is persona non grata in Israel.

  • MIL-OSI China: 28 killed, 160 injured in Israeli bombing on school-turned shelter in N. Gaza

    At least 28 Palestinians were killed and 160 others injured in an Israeli airstrike on a school housing displaced people in the Jabalia camp of northern Gaza Strip on Thursday, the Hamas-run Gaza government media office said.

    Fires broke out in the tents of the displaced individuals in the schoolyard because of the bombing. Some casualties were transferred to a hospital in northern Gaza, while ambulance teams were unable to reach the people in the targeted school, according to the Palestinian official news agency WAFA.

    Meanwhile, the Israel Defense Forces (IDF) said in a statement that the Israeli Air Force conducted a “precise strike” on an operational meeting point for Hamas and Islamic Jihad militants in northern Gaza.

    The militants were operating inside a command and control center embedded inside a compound that previously served as the Abu Hassan School, the IDF said.

    Dozens of militants were present in the compound at the time of the strike, said the IDF, which also published 12 names of those present.

    The militants were involved in rocket attacks into the Israeli territory, as well as in planning and committing attacks against IDF troops and Israel in recent days, it claimed.

    Mahmoud Basal, spokesman for the Civil Defense in Gaza, said Thursday in a statement that the Israeli army is carrying out a “systematic destruction” of the Jabalia camp, using all means, including explosive robots, to empty the camp.

    The Israeli army refuses to allow ambulances to reach the area and transport the casualties, while bodies of victims are still under the rubble, Basal said.

    Meanwhile, Gaza-based health authorities warned Thursday in a press statement that newborns in the nursery of Kamal Adwan Hospital in northern Gaza are facing a humanitarian disaster due to a fuel crisis and a shortage of medicines and medical supplies amid ongoing Israeli siege of northern Gaza.

    Also on Thursday, Palestinian paramedics said they recovered the bodies of five people killed in two separate attacks on a house and a gathering north of Gaza City.

    Palestinian sources also reported at least 17 deaths on Thursday in other places across Gaza. According to the sources, three people were killed and dozens of others wounded in an Israeli airstrike on a tent housing displaced people in the city of Deir al-Balah in central Gaza.

    Medics told Xinhua that eight people were killed and dozens of others injured in an Israeli bombing on a house belonging to the al-Helou family west of Gaza City, while the Civil Defense Authority in Gaza said Thursday in a press statement that its team recovered the bodies of six Palestinians killed in a bombing in the town of al-Fakhari, east of Khan Younis, in southern Gaza.

    Local sources and eyewitnesses told Xinhua that Israeli aircraft and artillery intensively bombed the outskirts of the Zeitoun neighborhood in southern Gaza and the Sabra neighborhood in the west, amidst gunfire from Israeli tanks.

    According to the IDF, its troops have killed militants and destroyed infrastructure in the area of Rafah in southern Gaza over the past day, dismantled a “terrorist cell” and located a large number of weapons in northern Gaza, and dismantled military infrastructure and killed militants in central Gaza, including in the outskirts of Nuseirat and Al Bureij refugee camps. The IDF did not specify the number of the casualties.

    Israel has been conducting a large-scale offensive against Hamas in the Gaza Strip to retaliate against a Hamas rampage through the southern Israeli border on Oct. 7, 2023, during which about 1,200 people were killed and about 250 taken hostage.

    The Palestinian death toll from ongoing Israeli attacks in the Gaza Strip has risen to 42,438, Gaza-based health authorities said in a statement on Thursday.

  • MIL-OSI New Zealand: Drugs, firearms, cash and vehicles seized in Whanganui search warrants

    Police have seized drugs, firearms, cash, motorcycles and cars following raids at two properties in Whanganui last night.

    About 7.30pm, Police teams, including the Armed Offenders Squad, executed search warrants simultaneously in Victoria Avenue and in Springvale.

    A firearm was located and seized, along with 700g methamphetamine, three motorcycles, two vehicles and more than $30,000 in cash.

    A cannabis growing operation was also uncovered.

    One person was taken into custody during the warrants, and another has subsequently presented at Whanganui Police Station in relation to the offending. Both will face drugs and firearms charges and will appear in court at a later date.

    Detective Sergeant Craig Gorringe says the well-executed operation yielded a great result.

    “These individuals threaten public safety through illegal possession of a firearm and supply of drugs to vulnerable members of our community.

    “It’s always satisfying to take firearms and drugs out of the hands of offenders and hold them to account for the significant social harm they cause.

    “We want our communities to feel safe and be safe and we work hard to this end.”

    Police urge anyone who has concerns about criminal offending by gangs in their community to contact Police so this can be investigated.

  • MIL-OSI Security: Man Involved in Shooting During Tennessee State University Homecoming Charged with Federal Firearm Violation

    NASHVILLE – A criminal complaint obtained today charges Marquez Davis, 24 of Nashville, with being a previously convicted felon in possession of a firearm, announced Acting United States Attorney for the Middle District of Tennessee Thomas J. Jaworski.

    According to the complaint, officers of the Metropolitan Nashville Police Department (“MNPD”) were searching for Davis on October 14, 2024, to arrest him on state charges related to the deadly shooting on Jefferson Street during Tennessee State University’s Homecoming celebration on October 12th. MNPD officers located Davis in a house in North Nashville and prepared to arrest him on outstanding warrants. Footage from law enforcement’s aerial surveillance showed an individual, later identified as Davis, exit the residence’s rooftop, climb to an adjacent rooftop, and discard a firearm. Davis was then arrested by MNPD on criminal homicide charges related to the October 12th shooting on Jefferson Street.  Officers recovered a Franklin Armory Inc, Model FAI-15 caliber multi-pistol near where Davis discarded it from the rooftop. According to the criminal complaint, Davis has prior felony convictions for robbery, possession of a controlled substance for resale, and being a felon in possession of a handgun.

    “Everyone in our community must be able to gather and celebrate together without fearing random gun violence,” said Acting United States Attorney Thomas J. Jaworski. “Our office will do whatever it takes to keep firearms out of the hands of felons who may use those firearms to inflict greater damage on our citizens.” Jaworski added: “Our firm commitment is in our continued partnership with Chief Drake and the MNPD to hold offenders accountable, reduce gun violence, and ensure safer communities for everyone.”

    If convicted, the defendant faces up to 15 years in prison.

    This case is being investigated by the MNPD and the ATF. Assistant U.S. Attorney Ahmed A. Safeeullah is prosecuting the case.  

    A federal complaint is merely an allegation. The defendant is presumed innocent until proven guilty in a court of law.

  • MIL-OSI Security: Elements of the 15th MEU Return Home from Deployment Aboard USS Harpers Ferry

    More than 300 Marines and Sailors with the 15th Marine Expeditionary Unit, embarked aboard USS Harpers Ferry (LSD 49), returned home to San Diego Oct. 16 after completing a seven-month deployment in the U.S. 7th and 3rd Fleet areas of operation.

    The deployment, which began on March 19, marked a milestone as it included the first operational use of the Marine Corps’ new amphibious combat vehicles. The experience and insights gained by the ACV Platoon and Battalion Landing Team 1/5 during this deployment have laid the groundwork for refining tactics, logistics, and maintenance practices for future expeditionary operations.

    “Our team aboard Harpers Ferry made lasting contributions in the Indo-Pacific, conducting training while integrated with our allies, in both the Philippines and South Korea,” said Col. Sean Dynan, commanding officer of the 15th MEU. “They accomplished so much during these seven months while taking on the unique responsibility of employing ACVs on their first deployment. The lessons they learned and the procedures they developed with their Navy counterparts will inform future operations for years to come.”

    Elements of the 15th MEU aboard Harpers Ferry included Marines and Sailors from the Command Element, BLT 1/5, and Combat Logistics Battalion 15.

    During the deployment, 15th MEU forces aboard Harpers Ferry engaged in three major exercises. In the U.S. 7th Fleet area of operations, Marines and Sailors joined other elements of the 15th MEU assigned to the amphibious transport dock USS Somerset (LPD 25) in the Philippines for Exercise Balikatan 24. This bilateral exercise, conducted with the Armed Forces of the Philippines, focused on securing key maritime terrain, conducting simulated long-range precision strikes, and enhancing missile defense capabilities.

    During Balikatan, the ACV Platoon conducted a live-fire waterborne gunnery exercise in Oyster Bay, marking the first overseas employment of ACVs. Using their automated remote weapons systems, the ACVs engaged simulated targets afloat and on shore.

    After the conclusion of Balikatan, the 15th MEU’s force aboard Harpers Ferry remained in the Philippines to participate in Archipelagic Coastal Defense Continuum (ACDC) from May 13-24. ACDC included bilateral training with the Philippine Marine Corps’ 3rd Marine Brigade (3MBDE) to bolster coastal defense strategies. The 15th MEU and 3MBDE conducted large-scale coastal defense rehearsals and completed the largest military convoy to date on Palawan Island, moving forces rapidly to simulate a coastal defense scenario.

    ACDC also featured numerous subject matter expert exchanges between BLT 1/5 and CLB-15 with their Philippine counterparts on various topics, such as weapons employment, unmanned aircraft systems integration, tactical combat casualty care, and motorized operations. These exchanges strengthened U.S.-Philippine bilateral military proficiency and improved mutual understanding of defense tactics in the Philippines.

    Following ACDC in the Philippines, the 15th MEU embarked aboard Harpers Ferry and traveled to Okinawa, Japan. On June 24, Alpha Company, BLT 1/5, and the ACV Platoon conducted a ship-to-shore movement, with the ACVs splashing into the waters off White Beach Naval Facility after Alpha Company’s Marines practiced troop egress and transfer procedures. This marked the ACVs’ first time ashore in a foreign country.

    In August, the 15th MEU’s forces aboard the USS Harpers Ferry arrived in South Korea to conduct two weeks of unit-level training (ULT) alongside the Republic of Korea Marine Corps’ 7th Brigade. During this period, the Marines demonstrated the off-road mobility and automated crew-served weapons capabilities of the new ACVs in a series of live-fire exercises.

    The highlight of their month-long stay was Exercise Ssang Yong 24, where Alpha Company embarked the ACVs for a large-scale amphibious landing at Hwajin-ri Beach near Pohang. Meaning “twin dragons,” Ssang Yong featured the first overseas amphibious assault conducted with ACVs, as U.S. and Korean forces landed together, strengthening the ROK-U.S. Alliance and the capability to defend the Korean Peninsula.

    “Working with our allies in South Korea one-on-one at the tactical level was extremely rewarding for both our Marines and the ROK Marines,” said Capt. Erik Lindskog, the Alpha Company commander. “Through the combined training, both live fire and information exchanges, we learned a lot from each other. In South Korea and in the Philippines, we arrived as training partners, worked through language barriers, and we left as friends.”

    Throughout the deployment, the ACVs demonstrated their versatility, maneuverability, and firepower in various scenarios, ranging from beach assaults to coordinated live-fire defense operations. The data and lessons learned from these exercises will help shape the future use of ACVs in amphibious operations and ensure the Marine Corps continues to refine the tactics and procedures necessary for employing this new platform.

    “The work our Marines and Sailors aboard Harpers Ferry have completed over the past seven months, both strengthening alliances and advancing new Marine Corps capabilities, has been simply outstanding,” said Lt. Col. Nicholas Freeman, the commanding officer of BLT 1/5. “Our ACV Platoon and the rest of Alpha Company have been literally writing the book on employing this platform, albeit with tremendous support from leaders and experts from across our Service. I’m grateful for all the dedication that got us to this deployment, and I’m proud of how this team has done everything they can to help lead the modernization of the assault amphibian community.”

    The 15th MEU’s Marines and Sailors aboard Harpers Ferry played a critical role in advancing U.S. military capabilities in the Indo-Pacific, enhancing regional security by strengthening relationships with key allies, and shaping future deployments of the amphibious combat vehicle in expeditionary environments.

  • MIL-OSI Australia: Kinglake Fire Brigade reflect on 80 years

    It was a celebratory weekend for Kinglake Fire Brigade members, who marked their 80 years of service alongside their families and friends at Lawsons Restaurant on Saturday, 12 October.

    Having missed their 75th milestone during COVID years, the occasion was highly anticipated and one that allowed for many reflections.

    Newly appointed Captain Paul Buck said although they have a dinner every year with Service Awards presented, the evening involved a great deal of reminiscing.

    “It was a great night to all get together and touch on the highs and lows the brigade has been through over the years,” Paul said.

    “We had a photo slideshow that led to many conversations from the long-serving members who fondly recounted the memories on screen.”

    Paul said it has been interesting to navigate the aftermath of the 2009 Black Saturday bushfires which saw severe devastation in the township, claiming 120 lives in the area.

    “The response and loss have had such a long-lasting effect on the community, and the brigade, and it will continue to do so. It’s something that is always talked about – you can’t forget what happened,” Paul said.

    “You see the members that drifted away initially, then those that were here at the time start to get on in age or slowly take a step back, or worse, pass away.”

    When powerful winds brought down powerlines in Kilmore East on the morning of 7 February 2009, the afternoon saw it spread right through to Kinglake National Park before merging into the most significant fire – the Kinglake Fire Complex.

    “We’re very mindful of the long-drought conditions that lead into that year and although we’re not in that situation now, we do talk about it in our preparations for the upcoming fire season.

    “We do stay green a lot longer up here than other parts of Victoria, so we do face challenges when preparing the community for fire.

    “Although the northern part of our district like Yea and Seymour dry out a lot earlier, it’s hard for us to tell people to prepare when they’re still cutting green grass rather than bailing hay.

    “By the time we’re drying out, we’re in the middle of the Christmas period and into January.”

    Over the last 18 months, the brigade has embarked on a recruitment drive, leading to five new operational firefighters who have just completed their general firefighter training.

    “We’re in that rebuilding phase, which was kicked off by the previous Captain who recently moved out of the area, so we picked it up and kept running with it,” Paul said.

    “We’ve got a couple of 17-year-olds in the mix, one who has come over with his mum and dad. Plus, an 18-year-old and two more locals who have just gone through their expression of interest. We’ll aim to have up and running by fire season.

    “We’re hoping with more numbers this season we can really start to engage more with the community to get us all prepared for the season.”

    While they currently reside in a co-located station with SES that was opened in 2012 following the fires, interestingly the old untouched rusty tin shed that was once the original fire station sits just 50m away.

    “There’s also an intermediate station that is next to the pub that is still standing,” Paul said.

    “It’s pretty special to have three sheds all so close together that represent the history of the brigade from beginning to current day.”

    Chinese Vice Premier Liu Guozhong has called for effective efforts in agriculture, farmer support and rural development to secure a bumper grain harvest for the whole of 2024.
    Liu, also a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks during an investigation and research tour of southwest China’s Chongqing Municipality and central China’s Hubei Province from Monday to Thursday.
    During the tour, Liu underscored the importance of advancing the autumn harvest, calling for the adequate supply of agricultural materials and steady cultivation of high-quality farmland.
    It is also crucial to better connect farm produce production and sales in rural areas, and develop rural industries tailored to local conditions to help farmers increase incomes, he said.
    Liu also visited the Three Gorges project, observing its operations and learning about local geological disaster prevention efforts in the reservoir area. He urged relevant authorities to integrate digital and smart technologies into their management to maximize the project’s roles in flood prevention, power generation, shipping and water conservancy.
    Work should also be done to identify geological risks and leverage modern monitoring technologies to ensure the safe and sound operations of the project, Liu added.

    On the occasion of President Joseph R. Biden Jr.’s visit to Germany, the United States reaffirms its commitment to deepening the close and historic bond between the two nations as Allies and friends.  For over 75 years, Germany has been a crucial partner in ensuring the stability, security, and prosperity of the transatlantic alliance.  In October 2023, President Biden welcomed President Steinmeier to Washington during German-American Day, underscoring the enduring people-to-people ties between our two countries, including the over 40 million Americans who claim German heritage and strengthen the diverse fabric of the United States.  In February 2024, President Biden welcomed Chancellor Olaf Scholz to the White House, where the two leaders reaffirmed their support for Ukraine’s defense against Russia’s war of aggression, discussed regional stability in the Middle East, and prepared for the NATO Summit in Washington.

    During his visit to Germany, President Biden will underscore our mutual commitment to upholding democracy, combating antisemitism and hatred, and expanding collaboration to promote economic growth and technological innovation.  In addition, he will express gratitude to Germany for its role in hosting approximately 39,000 U.S. service members and its vital contributions to the security of NATO and the broader transatlantic community.

    SECURITY AND DEFENSE

    • The United States and Germany cooperate through several multilateral institutions including NATO, the G7, the OSCE, and the UN, to advance security, democracy, and the rule of law globally.
    • As host to the largest U.S. troop presence in Europe and second largest globally, Germany continues to play a critical role as a platform for U.S. military force projection, including support for NATO’s eastern flank and training for Ukrainian soldiers. 
    • Germany has been a key provider of military assistance to Ukraine in its defense against the Kremlin’s aggression.  Contributions include advanced weaponry such as Leopard 2 tanks, air defense systems (such as IRIS-T), artillery, and ammunition. Germany also supplies medical aid, vehicles, and training for Ukrainian forces, continuously adapting its support to Ukraine’s evolving needs in coordination with NATO allies.
    • As announced by President Biden and Chancellor Scholz on July 10, 2024, the United States looks forward to beginning the episodic deployments of its Multi-Domain Task Force in Germany in 2026, as part of planning for enduring stationing of these conventional long-range fire capabilities in the future.
    • Germany plays a key role in the U.S-Italy co-led G7+ Coordination Group for Ukraine Energy Security Support.  Germany has been a leading provider of financial assistance and critical components such as transformers and power generators to support the repair and strengthening of Ukraine’s energy sector in response to Russia’s continued brutal attacks on civilian infrastructure.
    • Germany is a robust partner in the fight against terrorism and terrorism financing, in the Financial Action Task Force, and as part of the Global Coalition to Defeat ISIS (D-ISIS).  On September 30, State Secretary Tobias Lindner joined Secretary Blinken for the D-Isis Ministerial Meeting in Washington, D.C. 
    • Germany will accede to Operation Olympic Defender, a U.S.-led multinational effort intended to strengthen nations’ abilities to deter hostile acts in space, strengthen deterrence against hostile actors, and reduce the spread of debris orbiting the earth. International partners currently include the UK, Canada, and Australia.

    DEFENDING DEMOCRACY

    • As the second-largest provider of assistance to Ukraine after the United States, Germany has provided $37.2 billion (€34 billion) in bilateral assistance since February 2022.  This includes humanitarian assistance, budgetary support, military equipment and training, and funding for Ukraine’s reconstruction.  Germany hosted an international reconstruction conference for Ukraine in Berlin in June 2024 which generated over €60 billion in commitments to Ukraine and emphasized the human dimension of post-war recovery.
    • At the September 2024 United Nations General Assembly, the United States, in partnership with Germany and other international allies, reaffirmed its commitment to supporting democratic transitions as part of the Democracy Delivers Initiative, launched by USAID.  The initiative mobilized over $517 million to provide financial and technical assistance to countries undergoing democratic renewal, including Guatemala, Armenia, and Moldova, with the aim of strengthening global democratic resilience.
    • Germany has increasingly recognized the importance of supporting Taiwan as a like-minded democratic partner.  Education Minister Stark-Watzinger’s visit to Taiwan in 2023 marked the first visit by a German minister to Taiwan in 26 years.  Two German warships recently transited the Taiwan Strait, a visible demonstration of Germany’s commitment to upholding international laws and norms and increasing engagement to maintain a free and open Indo-Pacific region.
    • Germany was one of the first of twenty-one countries to endorse the U.S. government’s Framework to Counter Foreign State Information Manipulation, the U.S. Department of State’s key initiative to galvanize like-minded democracies to respond collectively to the threat posed by disinformation.  

    ECONOMICS & TRADE

    • Germany is the United States’ largest trading partner in Europe, with bilateral trade reaching over $324 billion in goods and services in 2023.  U.S. direct investment in Germany was $193.2 billion in 2023.  In total, German firms employ an estimated 923,600 people in the United States.  Germany is the fourth-largest source of foreign direct investment in the United States and the number one foreign investor in U.S. renewable energy projects.  Germany is currently the third-largest source of foreign direct investment in the United States, with investments worth more than $660 billion based on 2023 data.
    • On September 24, 2024, the United States and Germany held the third round of the U.S.-Germany Economic Dialogue, building on the framework established in the 2021 Washington Declaration.  The talks focused on strengthening collaboration to increase economic security, including cooperation in sectors such as digital technologies and clean energy supply chains.  Both countries committed to enhancing supply chain resilience and advancing sustainability goals.
    • Germany and the United States partner on several initiatives to advance women’s economic security around the world, including bolstering women’s participation in climate sectors through the Women in the Sustainable Economy Initiative, closing the gender digital divide through the Women in the Digital Economy Initiative, and supporting women to join the workforce by investing in efforts to close the global childcare gap through the Invest in Childcare Initiative.

    COMBATTING ANTISEMITISM:

    •  Germany is a global leader and vital partner in the fight against antisemitism and extremism.  Senior officials are unequivocal in condemning antisemitism and federal and state governments have robust strategies for tackling the problem.  In July 2024, Germany co-launched the Global Guidelines for Countering Antisemitism in Buenos Aires, an initiative led by U.S. Special Envoy Deborah Lipstadt.
    • Launched in 2021, The U.S.-Germany Dialogue on Holocaust Issues, plays an essential role in combatting Holocaust distortion online and promoting accurate Holocaust education and commemoration.
    • Germany and the United States cooperate on improving resolution to Nazi-confiscated art to ensure just and fair solutions for survivors and heirs, and salute Germany’s new art restitution policy.

    EDUCATIONAL EXCHANGES

    • The German-American Fulbright program is one of the largest and most varied of the Fulbright Programs worldwide, sponsoring over 40,000 Germans and Americans since its inception in 1952.
    • Established in 2016 as a public-private partnership, each year the USA For You program brings youth from underserved German communities to the United States for a two-week homestay and community service experience.  The program promotes civic engagement and helps counter extremism and xenophobia by fostering cultural understanding.  In 2023, the German government launched a reciprocal Germany for You program, allowing American high school students to visit Germany for a similar exchange, further strengthening transatlantic ties.
    • The Congress-Bundestag Youth Exchange (CBYX), jointly funded by the United States and German governments, supports the transatlantic relationship by fostering year-long academic, homestay, and community service opportunities for 700 American and German youth annually.  Since 1983, CBYX has promoted cross-cultural understanding, professional skills, and mutual awareness of each nation’s history, politics, and society.  With around 15,000 German and 14,000 American participants to date, the program strengthens ties and deepens the transatlantic partnership between the next generation of leaders.
    • The German Bundestag-Bundesrat exchange (CBBSX) program is an annual two-way exchange between German Bundestag and Bundesrat staff and U.S. Congressional staff members.  It was initiated during the 1983 German-American Tricentennial celebration and first implemented in 1984.  Participants focus on the U.S. legislative process and U.S.-German relations; examining U.S. Congress and the U.S. political system.  In 2024 the IVLP brought 10 German Bundestag and Bundesrat staff members to the United States.  For the first time, CBBSX participants also engaged with state and local government.

    SCIENCE, ENVIRONMENT, SPACE, & TECHNOLOGY

    • On January 10, 2024, the United States and Germany held a U.S.-Germany Critical and Emerging Technology Track 1.5 Dialogue to share strategic objectives, outlooks, and lessons learned in technological innovation. The two countries agreed to convene the first of an ongoing AI Dialogue to discuss approaches to AI governance, infrastructure and innovation, and applications of AI for good. They intend to hold the first session of this dialogue in early 2025.
    • Furthering their commitment to monitoring the effects of climate change, the United States and Germany have partnered on space collaboration through NASA’s Gravity Recovery and Climate Experiment Follow-On (GRACE-FO) mission, which monitors Earth’s water movement by tracking shifts in gravity.  This mission provides critical data for managing water resources, monitoring sea levels, and understanding climate change impacts on a global scale.
    • The U.S.-Germany scientific partnership was further strengthened throughfunding from the U.S. National Science Foundation (NSF) and Germany’s Federal Ministry of Education and Research (BMBF) for Collaborative Research in Computational Neuroscience (CRCNS) program, which advances cutting-edge research in brain function and computational neuroscience.  This initiative supports interdisciplinary approaches to understanding neural systems.
    • On September 14, 2023, the United States and Germany held the inaugural U.S.-Germany Space Dialogue, advancing collaboration in space exploration, satellite technology, and space security.  This dialogue promotes joint efforts in planetary science, climate monitoring, and managing space debris, while advancing international norms for responsible space operations.

    CLIMATE & ENERGY

    • In July 2021, the United States and Germany launched the U.S.-Germany Climate and Energy Partnership to deepen collaboration on the policies and sustainable technologies needed to accelerate the global net-zero future.  Notable outcomes of the Partnership include the first U.S.-Germany Climate and Energy Summit held in Pittsburgh September 2022, and the U.S.-German Clean Hydrogen Conference held in Berlin October 2023.
    • Beyond our strong bilateral partnership, the United States and Germany are also intensifying our cooperation to accelerate the clean energy transition and promote clean economic growth in emerging and developing economies.  This includes leveraging and scaling-up our collective technical, policy, and financial support to catalyze investments in clean energy manufacturing and industrial decarbonization in developing countries, leveraging key international platforms such as the Climate Club and Clean Technology Fund.

    GLOBAL DEVELOPMENT

    • The United States participated in the International Humanitarian Conference on Sudan, hosted by France, Germany, and the European Commission on April 15, 2024, to address the vital need for greater humanitarian assistance for the Sudanese people.
    • The U.S. Agency for International Development (USAID) and Germany’s Ministry for Economic Cooperation and Development (BMZ) are strengthening their partnership through a Strategic Development Dialogue.  This initiative focuses on joint efforts to tackle global challenges in climate change, food security, gender equality, health, and G7 development priorities.
    • The United States and Germany have worked closely across multiple presidencies of the G7 Food Security Working Group to support efforts to achieve long-term food and nutrition security.  As most recently affirmed in the Apulia G7 Leaders’ Communiqué, both countries have committed to promoting and supporting multi-stakeholder programs to build climate resilience in our food systems.  These programs include the Vision for Adapted Crops and Soils, launched by the United States in partnership with the African Union and Food and Agriculture Organization of the United Nations.

  • MIL-Evening Report: Hamas leader Yahya Sinwar’s death is a defining moment, but it will not end the war

    The death of Hamas leader Yahya Sinwar, one of the masterminds behind the group’s horrific October 7 2023 attack on southern Israel, is no doubt a consequential moment in Israel’s year-long war against Hamas.

    But is it a turning point?

    Israeli Prime Minister Benjamin Netanyahu said Sinwar’s killing – long a major objective of the Israel Defense Forces (IDF) – would signal the “beginning of the end” of the war. But he made clear the war is not over.

    In fact, Benny Gantz, a former defence minister and member of the war cabinet, said the IDF would continue to operate in Gaza “for years to come”.

    So, what exactly will be the impact of Sinwar’s death?

    Does this change anything?

    Sinwar’s death does change at least one aspect of the war. He was an iconic figure, for better or worse, for Palestinians. He was seen as someone who was taking the fight to Israel.

    With Sinwar still alive and Hamas hitting back at Israel’s war in Gaza, the group was actually increasing in popularity.

    Opinion polling in late May showed support for Hamas among Palestinians in the Occupied Territories had reached 40%, a six-point increase from three months earlier. Support for the Palestinian Authority, which controls the West Bank, was about half that.

    Sinwar’s demise changes the face of Hamas. It could be a major turning point if Hamas is unable to replace him with a leader as strong as he was.

    One of the names being discussed is Khaled Mashal, the former head of Hamas’ political office who still remains influential in the organisation.

    This moment offers an opportunity for a new Hamas leader to seek a ceasefire with Israel and an end to the horrific conditions in which Gazans are living. But there’s still the question of whether Sinwar’s death achieves Israel’s war objectives.

    What would constitute a victory for Netanyahu?

    The main issue is that Netanyahu’s war aims have not yet been achieved:

    • the elimination of Hamas as a fighting force and a danger to Israel

    • the freeing of the roughly 100 Israeli hostages still believed to be held in Gaza, as many as half of whom may now be dead

    • the re-establishment of deterrence with Hezbollah in Lebanon to allow the 60,000 Israelis who have been evacuated from northern Israel to return home.

    Although the killing of Sinwar is a major step towards restricting Hamas’ ability to maintain its war against the IDF in Gaza, Israeli soldiers still face some very significant problems there.

    Over the past year, Hamas has morphed from an organised fighting force into guerrilla mode, which makes its fighters much more difficult to eliminate completely.

    The classic methodology for dealing with a guerrilla force is “clear, hold and build”. This means you clear an area of the enemy, put troops in to hold the area, and then build an environment in which the enemy can’t re-establish itself.

    Israel can certainly do the “clearing” and “holding”, but has not been able to build an environment in which Hamas can no longer operate.

    Israeli journalists who have been embedded with Israeli forces have made the point that Hamas operatives are returning to areas that were previously cleared by the IDF, in part due to the group’s extensive tunnel network.

    Other complications for Netanyahu

    Another issue for Netanyahu is that right-wing members of his cabinet have threatened to resign from his governing coalition if he agrees to a ceasefire before Hamas is destroyed as a fighting force. They believe Hamas could use a ceasefire to regroup and re-establish itself as a serious threat to Israel.

    At the same time, Netanyahu is also facing increasing pressure over the fate of the hostages. If there isn’t a ceasefire and negotiations to release them, their families and supporters will continue the large demonstrations they have been staging in Israel in recent months. They are desperate to get back any hostages who may still be alive and the remains of those who have died.

    Netanyahu is also still weighing Israel’s promised retaliation against Iran for its missile attack against the Jewish state in early October.

    If Israel does launch a major strike, what does Iran do in response? Iran’s problem is that it had always relied on a strong Hezbollah in Lebanon to be able to respond to Israel militarily on its behalf. And now it seems to have lost that as Hezbollah has been significantly weakened in recent weeks.

    The US sees a potential off-ramp

    Another aspect, of course, is where the United States stands on this. The US has made clear it sees Sinwar’s death as being an off-ramp for Israel in Gaza – it can claim a major strategic victory and essentially agree to a ceasefire.

    In recent weeks, the US has also given Israel an ultimatum, saying if there isn’t an improvement in the amount of humanitarian aid going into Gaza by the end of November, it will cut off some military aid to Israel.

    The Democrats want the war to end as soon as possible, because while it’s on the front pages of US newspapers, it divides the party and could encourage some voters not to come out and vote in the presidential election.

    So it’s very important for the Democratic candidate, Vice President Kamala Harris, that there be a ceasefire as soon as possible. She said as much in her remarks today:

    Hamas is decimated and its leadership is eliminated. This moment gives us an opportunity to finally end the war in Gaza.

    The problem, however, is that Netanyahu has shown in the past he is prepared to go against US wishes whenever it suits him. And a ceasefire does not suit his purposes at this point.

    Given Republican nominee Donald Trump’s steadfast support for Netanyahu, the Israeli leader would also be more than happy to see him return to the White House.

    What’s most likely to happen

    Taking all of these factors into account, Netanyahu is likely to prioritise keeping his government together.

    As such, he will be more guided by its very right-wing members – Finance Minister Bezalel Smotrich and National Security Minister Itamar Ben Gvir – than by the US or the families of the hostages.

    AFter Sinwar’s death, Smotrich said the IDF “must increase intense military pressure in the Strip”, while Ben Gvir called on Israel to “continue with all our strength until absolute victory”.

    So at this stage, it seems likely the war will continue until Netanyahu can say Hamas has been destroyed as a fighting force. That is what his cabinet is demanding to achieve the government’s war aims.

    Other recent incidents across various industries have also highlighted this growing trend. Organizations have found themselves unknowingly hiring individuals with malicious intent. These threat actors often pose as legitimate job seekers, using stolen or fabricated identities, and leveraging advanced technologies like AI to create convincing personas.

    The Modern Insider Threat

    Today’s insider threats are mostly characterized by:

    • Sophisticated Identity Theft: Using stolen identities complete with verifiable background information.
    • Advanced Technology: Employing AI-generated images and deep fake technology to bypass visual verifications.
    • Social Engineering: Expertly navigating interview processes and social interactions within the organization.
    • Technical Skills: Possessing genuine skills to perform job functions while covertly pursuing malicious objectives.
    • Patience and Persistence: Willing to invest significant time to gain trust and access within an organization.

    The Stakes Are Higher Than Ever

    The potential damage from insider threats extends far beyond data breaches or financial losses. These threat actors can:

    • Exfiltrate sensitive data
    • Sabotage critical infrastructure
    • Manipulate financial systems
    • Compromise national security
    • Damage brand reputation and erode customer trust

    Mitigating Insider Threats

    To combat this evolving threat, organizations must adopt a multi-faceted approach:

    • Enhanced Vetting Processes: Implement rigorous background checks, including cross-referencing multiple sources.
    • Continuous Monitoring: Employ advanced behavioral analytics and anomaly detection systems.
    • Zero Trust Mindset: Adopt a “never trust, always verify” approach to access control.

         Good morning. It is my great pleasure to join you all today at the InnoTech Forum 2024 organised by InvestHK. Themed “Pioneering in the Artificial Intelligence (AI) and New Energy Era”, this full-day forum brings together experts from diverse fields to explore how Hong Kong can establish itself as a global leader in innovation and technology (I&T).
     
         Technological empowerment is the cornerstone of achieving high-quality economic development. It accelerates the emergence of new quality productive forces and enables industries to adapt and thrive in the increasingly competitive local, regional and global arenas. As we navigate in this new era, we must harness technology not just for individual success or lucrative business, but for collective growth that benefits our society.

         AI, as this year’s forum highlights, remains a key driver of I&T and business development. To support enterprises like yours in leveraging AI technologies, the Government has invested billions of dollars in cultivating an all-round AI ecosystem here in Hong Kong. I would like to take this opportunity to share with you some of the exciting developments that are under way.
     
         Talking about AI development, computation facility is pivotal. Cyberport will soon put into operation its AI Supercomputing Centre (AISC) to support the strong computing demand from universities, research institutes and the industry. With its first-phase facility capable of providing at least 300 petaFLOPS and in a year or so, the computing power will be augmented to a level of 3 000 petaFLOPS; the AISC will offer top-notch, high-performance computing facilities and serve as a collaborative platform to foster AI-driven research and innovation. Apart from Cyberport, the Hong Kong Science and Technology Parks Corporation has officially launched the High-Performance Computing service last month, which is expected to support the growth of around 300 companies working on AI and data technology in Science Park’s ecosystem.
     
         To support the commissioning of the AISC, the Government has allocated $3 billion to launch a three-year AI Subsidy Scheme. This significant sum is aimed at subsidising eligible users of the AISC to leverage the computing power, by offering a subsidy of up to 70 per cent of the list price of the computing power or 90 per cent in exceptional cases. Cyberport has also been tasked to promote the AI ecosystem and enable AI enterprises and talent to land in Hong Kong through the scheme. I encourage you to tap into our latest technology infrastructure at Cyberport, where we hope to see even more scientific breakthroughs.
     
         AI has taken the world by storm, revolutionising not only industries but also the Government. The provision of public services must harness this powerful technology. The Policy Address announced that the Government will pilot the use of a generative AI document processing copilot application, developed on the basis of a locally trained large language model, within the Government to assist staff in writing, translating and summarising documents. This trial run will also lend support to Hong Kong’s exploration in generative AI technologies and enrich the use cases for better, accurate and localised outcomes.
     
         In fact, a number of the hundred digital government and smart city initiatives that the Government presses ahead for rollout this year and next will make use of AI technology. For instance, we have expanded the AI chatbot service for the 1823 enquiry service, making it much more adept at handling the public’s frequently asked questions within its scope of service. This improves user experience and allows our staff to focus on other complex tasks, thereby lifting the overall service quality. The judicious application of AI in the Government will advance our digital government and smart city development, benefitting both the people and businesses of Hong Kong, and bringing them closer to the fruition of I&T development. 
     
         Ladies and gentleman, Hong Kong stands on the cusp of making ground-breaking strides by capitalising on the vast potential of AI and other cutting-edge technologies. We are partners in this journey to seize the opportunities that lie ahead.   • MIL-OSI Australia: CFA crews save local Yarram sawmill

    Eight CFA crews were called to a fire at a local Yarram sawmill on Yarram-Morwell Road at around 6.30pm on Monday 14 October.

    On arrival crews were confronted with a difficult fire within the elevated hopper (sloped) structure, which quickly spread to adjoining bins containing several tonnes of woodchips.

    Quick and effective action from the on-site staff and the CFA crews limited the spread as they undertook a controlled release of the bins supported by onsite heavy machinery, while crews protected the adjoining facilities and significant timber stock.

    Incident Commander Ian Bounds said the fire was brought under control within two hours with minimal dollar loss or damage to the infrastructure and time down for the sawmill.

    “Another half hour of fire development and the job would have escalated to a significant incident requiring fire crews through the night and potentially specialist aerial units to combat the fire,” said Ian.

    “The fire was attended by four tankers and three operational support units from Yarram, Alberton, Jack River, Won Wron, Devon North and Port Albert.”

    AKD Yarram Site Manager Glen Davis expressed his appreciation to CFA crews who battled the fire.

    “AKD would like to extend our sincere gratitude to the CFA for their quick response and exceptional professionalism in swiftly bringing the situation under control,” Glen said.

    “The CFA’s efforts were crucial, and we deeply appreciate the support provided to our Yarram facility.”

  • MIL-Evening Report: How extreme weather and costs of housing and insurance trap some households in a vicious cycle

    Climate change is increasing the risk of extreme weather events for Australian households. Floods and bushfires are becoming more likely and severe. As a result, household insurance costs are soaring – tripling in some cases. High-risk areas might even become uninsurable.

    The national housing crisis is pushing low-income households in particular to seek affordable housing in areas at risk of flooding. There they can become trapped in a vicious cycle. Unable to pay soaring insurance premiums in these areas, they also can’t afford housing elsewhere.

    The regulation of housing in Australia traditionally relies on well-informed buyers being responsible for managing the risks. But our new study found home buyers are often not aware of the long-term risks.

    Only after they’ve bought the home do they start thinking about these risks. When faced with unexpected high insurance costs, many opt to take the risk of being underinsured or even uninsured. This leaves them highly vulnerable.

    The National Strategy for Disaster Resilience promotes a shared-responsibility concept. However, we found the main responsibility still lies with households. And they are not equipped to cope with the increasing complexity, impacts and costs of extreme weather events.

    What’s wrong with the current approach?

    The uncertain knowledge about future extreme weather events is challenging the traditional prioritising of individual responsibility. It’s becoming even harder for households to make informed decisions based on past experiences.

    Government efforts to regulate increasing flooding events might not be effective when households do not want to relocate or cannot afford housing elsewhere.

    Governments are also under pressure to jump in to compensate households for the costs of extreme weather damage.

    Our research found a number of issues prevent efficient regulation:

    • stakeholders such as the insurance industry and home lenders face legal hurdles to sharing data and giving financial advice for housing in high-risk areas

    • well-intended measures such as buybacks and planned relocations can fail when they do not relate to people’s experiences and life situation, such as limited financial resources and deep connections to a place and community

    • households’ motivation to insure themselves might decrease if they can expect government to provide compensation as a de facto last insurer.

    Who is responsible for what?

    In Australia, responsibility for managing extreme weather events is roughly divided among three main stakeholders: the three levels of government, businesses and households.

    Within the three levels of government, states and territories bear the main responsibility for managing extreme weather events. They do so through disaster risk management plans and policies, hazard prevention and land-use planning.

    Yet housing is still built in flood-prone regions. It happens where commercial interests conflict with regional planning, and governments are under pressure to deliver housing for growing populations.

    After extreme weather hits, house and contents insurance cover is key for a household to recover. But insurance costs are based on the risk of events such as flooding. As these risks rise, premiums may also increase and become unaffordable. The Climate Council estimates one out of 25 properties will even become uninsurable by 2030.

    When housing is built in at-risk areas, under the current system home buyers are largely responsible for informing themselves about the risks of floods, bushfires and other natural disasters. Our research suggests many are struggling to estimate what insurance is likely to cost them.

    To prepare for these costs before they invest in a home, they must assess their own risk, know the value of their house and contents and calculate the costs of rebuilding after a disaster. They must also take into account increasing costs for builders and materials after an extreme weather event.

    Climate change is making these already complex calculations even more difficult.

    Our study is based on interviews with 26 insurance, legal, financial, policy and urban planning experts. Despite the National Strategy for Disaster Resilience’s concept of shared responsibility, we found most of the burden still falls on households.

    Yet households often lack the knowledge to assess the risks. The data and information are either unavailable, or hard to access and understand.

    These difficulties, coupled with the complex language of insurance contracts, contribute to high numbers of underinsured and uninsured households.

    The Australian government responded in 2022 by setting up a cyclone reinsurance pool. Its aim is to keep premiums for households and businesses affordable.

    There are also government buyback programs or relocation plans to move people out of high-risk regions. As noted above, though, these don’t always suit households when offered away from their communities or full costs aren’t adequately covered.

    Governments must take on more responsibility

    According to the experts we interviewed, households are no longer able to carry the main responsibilities for managing the risks of climate change. Government must take on more responsibility.

    At the local level, councils need to better educate their staff on climate change risks. They should ban housing development in at-risk areas.

    Better information and data sharing among stakeholders such as insurers and governments will also be crucial. Such data and information also need to be made more accessible and easier for households to understand.

    In a climate change world, increasing extreme weather events result in new complexities. Households are not able to assess these new risks and complexities to make well-informed decisions.

    Australia needs stronger sharing of responsibilities between different stakeholders such as insurers, governments and households. This includes changes to laws on information and data sharing between insurers, governments and households, bans on building in high-risk areas, and better advice about the costs of buying in high-risk regions.

  • MIL-OSI USA: What is Air Quality?

    Clean air is essential for healthy living, but according to the World Health Organization (WHO), almost 99% of the global population breathes air exceeding their guideline limits of air pollution. “Air quality is a measure of how much stuff is in the air, which includes particulates and gaseous pollutants,” said Kristina Pistone, a research scientist at NASA Ames Research Center. Pistone’s research covers both atmospheric and climate areas, with a focus on the effect of atmospheric particles on climate and clouds. “It’s important to understand air quality because it affects your health and how well you can live your life and go about your day,” Pistone said. We sat down with Pistone to learn more about air quality and how it can have a noticeable impact on human health and the environment.

    There are six main air pollutants regulated by the Environmental Protection Agency (EPA) in the United States: particulate matter (PM), nitrogen oxides, ozone, sulfur oxides, carbon monoxide, and lead. These pollutants come from from natural sources, such as the particulate matter that rises into the atmosphere from fires and desert dust, or from human activity, such as the ozone generated from sunlight reacting to vehicle emissions.

    Air quality influences health and quality of life. “Just like we need to ingest water, we need to breathe air,” Pistone said. “We have come to expect clean water because we understand that we need it to live and be healthy, and we should expect the same from our air.”
    Poor air quality has been tied to cardiovascular and respiratory effects in humans. Short-term exposure to nitrogen dioxide (NO2), for example, can cause respiratory symptoms like coughing and wheezing, and long-term exposure increases the risk of developing respiratory diseases such as asthma or respiratory infections. Exposure to ozone can aggravate the lungs and damage the airways. Exposure to PM2.5 (particulates 2.5 micrometers or smaller) causes lung irritation and has been linked to heart and lung diseases.
    In addition to its impacts on human health, poor air quality can damage the environment, polluting bodies of water through acidification and eutrophication. These processes kill plants, deplete soil nutrients, and harm animals.

    Air quality is similar to the weather; it can change quickly, even within a matter of hours. To measure and report on air quality, the EPA uses the United States Air Quality Index (AQI). The AQI is calculated by measuring each of the six primary air pollutants on a scale from “Good” to “Hazardous,” to produce a combined AQI numeric value 0-500.
    “Usually when we’re talking about air quality, we’re saying that there are things in the atmosphere that we know are not good for humans to be breathing all the time,” Pistone said. “So to have good air quality, you need to be below a certain threshold of pollution.” Localities around the world use different thresholds for “good” air quality, which is often dependent on which pollutants their system measures. In the EPA’s system, an AQI value of 50 or lower is considered good, while 51-100 is considered moderate. An AQI value between 100 and 150 is considered unhealthy for sensitive groups, and higher values are unhealthy to everyone; a health alert is issued when the AQI reaches 200. Any value over 300 is considered hazardous, and is frequently associated with particulate pollution from wildfires.

    Air quality sensors are a valuable resource for capturing air quality data on a local level.In 2022, the Trace Gas GRoup (TGGR) at NASA Ames Research Center deployed Inexpensive Network Sensor Technology for Exploring Pollution, or INSTEP: a new network of low-cost air quality sensors that measures a variety of pollutants. These sensors are capturing air quality data in certain areas in California, Colorado, and Mongolia, and have proven advantageous for monitoring air quality during California’s fire season.
    The 2024 Airborne and Satellite Investigation of Asian Air Quality (ASIA-AQ) mission integrated sensor data from aircraft, satellites, and ground-based platforms to evaluate air quality over several countries in Asia. The data captured from multiple instruments on these flights, such as the Meteorological Measurement System (MMS) from NASA Ames Atmospheric Science Branch, are used to refine air quality models to forecast and assess air quality conditions.
    Agency-wide, NASA has a range of Earth-observing satellites and other technology to capture and report air quality data. In 2023, NASA launched the Tropospheric Emissions: Monitoring of Pollution (TEMPO) mission, which measures air quality and pollution over North America. NASA’s Land, Atmosphere Near real-time Capability for Earth Observations (LANCE) tool provides air quality forecasters with measurements compiled from a multitude of NASA instruments, within three hours of its observation.

    In addition to the EPA’s website, which houses air-quality related sources, the EPA also has a platform called AirNow, which reports the local AQI across the United States and allows users to check air quality levels in their area. Pistone also recommends looking at Purple Air’s real-time map, which displays PM data taken from a crowd-sourced network of low-cost sensors and translates those measurements to estimate AQI.   • MIL-OSI Africa: Kenya’s presidents have a long history of falling out with their deputies – Rigathi Gachagua’s impeachment is no surprise

    The removal of Kenya’s deputy president Rigathi Gachagua is part of a long history, dating back to independence, of fallouts between the president and his deputy. The difference this time around is the process.

    Historically, presidents have fired their deputies. But the adoption of a new constitution in 2010, saw the introduction of a process for impeachment – for both the president and the deputy – that’s run by the legislature. This is the first time it’s been used.

    On 8 October 2024, members of Kenya’s national assembly voted to impeach Gachagua on grounds that included corruption, insubordination and ethnically divisive politics. The case moved to the senate, which also voted to impeach Gachagua on 17 October.

    Gachagua has made history as Kenya’s first deputy leader to be impeached. While President William Ruto stayed silent on the matter, the process would not have proceeded without his blessing.

    Amid the novelty of the impeachment process, it’s easy to forget that it is the norm for Kenyan presidents to fall out with their deputies. As a political scientist interested in Kenya’s ethnic politics and democratisation, I argue that this is because of how deputies are selected in the first place.

    Deputies are initially selected largely on pragmatic grounds as people who bring something useful to a political alliance. This could be resources, a support base or a reputation for being a good technocrat or administrator.

    They’re not usually people with whom the president has a strong and continuous personal relationship or someone with whom they share a clear political ideology. Neither are they usually someone who has made their way up through a political party.

    This has brought about a long history of tensions and fallout between Kenya’s presidents and their deputies.

    History of fallouts

    Independent Kenya’s first vice president, Oginga Odinga, saw his ministerial portfolio gradually reduced by President Jomo Kenyatta. Kenyatta then replaced Odinga as vice president of the ruling Kenya African National Union (Kanu) in 1966 further undermining his powers. Soon after, Odinga joined the opposition Kenya’s People’s Union.

    His successor, Joseph Murumbi, resigned within months. The official reason given was ill health, but it is widely believed that Murumbi was troubled by corruption and authoritarianism within the Kenyatta regime.

    Kenya’s second president, Daniel arap Moi, elected Mwai Kibaki as his first deputy. Kibaki was dropped after a decade. He went on to form an opposition party as soon as Kenya shifted to multi-party politics in 1992.

    Moi’s second vice president, Josephat Karanja, resigned after a year to avoid a vote of no confidence for allegedly plotting to overthrow the government.

    Moi’s third deputy, George Saitoti was sidelined to pave way for Uhuru Kenyatta’s nomination as the party flagbearer in 2002. Moi’s final deputy, Musalia Mudavadi, fell with the rest of the Kanu government in the 2002 elections.

    As Kenya’s third president, Kibaki similarly oversaw a regular change of guard. His first deputy, Michael Wamalwa, died after a few months in office. His second, Moody Awori, lost his seat in the 2007 election.

    Kibaki’s third deputy, Kalonzo Musyoka, joined the president during Kenya’s post-election violence of 2007-08. He left at the end of his term in 2013 to run with Raila Odinga in the 2013, 2017 and 2022 presidential elections.

    Kenya’s fourth president, Uhuru Kenyatta, was the only leader to have the same deputy, William Ruto, for his full term as president – from 2013 to 2022. However, relations between Kenyatta and Ruto were hardly rosy. The two fell out after the 2017 elections as Kenyatta teamed up with long-standing opposition leader, Raila Odinga. Ruto beat Odinga, Kenyatta’s favoured candidate in the 2022 elections.

    Lessons to learn

    Because deputies are selected for their practical value, the person who made a good deputy at one point in time can come to be seen as a liability or threat as the political context changes.

    For example, at independence, Oginga Odinga made an excellent ally for Jomo Kenyatta. He had some resources and was a proven mobiliser. He brought a support base. However, within a few years, Odinga became a problem for the president as a more radical faction within the ruling party coalesced around him.

    Similarly, Ruto made an excellent ally for Uhuru Kenyatta when they both faced charges for crimes against humanity at the International Criminal Court. The two fell out once Kenyatta had won his second and final term, and Kenyatta turned to his succession.

    Gachagua was useful to Ruto in 2022. He had personal wealth, was an effective mobiliser and hailed from central Kenya where the election looked to be won or lost. However, once elected, Gachagua’s populist statements and reputation for ethnic bias became more of a liability.

    Second, as contexts change, someone else can soon come to be seen as more useful as second in command.

    For Jomo Kenyatta, Moi had shown his utility and loyalty during the “little general elections” of 1966, which effectively sidelined the Kenya People’s Union and Oginga Odinga.

    Ruto nominated Kithure Kindiki, Kenya’s interior cabinet secretary, to replace Gachagua. He is seen as better able to negotiate with the international community, especially during a critical economic period for Kenya as it seeks new International Monetary Fund loans.

    Third, being the country’s vice or deputy president comes with a lot of opportunities to network. These interactions have often led individuals to be seen as a growing threat, or as actively plotting against the president. They may also be seen as a future challenger.

    History has shown that there is no ideal way of dealing with such a potential challenger, leading subsequent presidents to try different approaches.

    Current context

    Ruto and Gachagua have clearly fallen out. Their differences became apparent soon after the 2022 elections. However, they came into sharp relief in the face of anti-tax protests in June 2024. There were subsequent allegations that Gachagua and some of his allies had helped to finance the protests.

    The question, therefore, isn’t why they have fallen out but why Gachagua is being impeached now.

    Ultimately the answer to this can only be known by a few individuals. But perhaps an indication of the answer lies in the emotions the fallout has stirred: a desire to distract the public and show that the government is taking action to deal with Kenya’s ongoing economic crisis. There may also be a desire to undercut Gachagua before he can build national networks.

    Ruto had the numbers in the senate to see the impeachment process through. But this is a dangerous game. Those sidelined have a habit of coming back to haunt their former allies.

    At the moment, most Kenyans are supportive of the impeachment process, but many also feel that Gachagua is being unfairly targeted especially in central Kenya, where a majority oppose the process.

    While a successful impeachment might see Gachagua barred from holding public office, this wouldn’t necessarily mean an end to his career as an effective political mobiliser.

    The next few months – and the narratives that emerge about why Ruto and Gachagua fell out – will be critical in determining both their futures.
