    Prime Minister Keir Starmer delivered a speech at the International Investment Summit 2024.

    And thanks to all you for being here…

    It’s fantastic to stand here and look out and see so many of you here…

    And I’m really grateful that you have made the effort, and you are here. It means a huge amount to me and my government…

    And welcome to this Government’s first International Investment summit.

    And some of you I know have come a very long way to be here…

    You have flown in from a great distance, some of you will be going straight back out again afterwards.

    You have made a huge effort to share with us the precious gift of your time…

    And we are really, really grateful for that.

    And welcome to the Guild Hall…

    London’s ancient Town Hall…

    Isn’t it a fantastic building, it’s really breathtaking this Guild Hall.

    Not of course to be confused with the nearby Guildhall school of music…

    Where I once pursued a fleeting ambition to play the flute professionally. I kid you not…

    Complete with then long hair and very, very flared jeans. 

    All photographic evidence has been destroyed.

    But today we are pursuing a different ambition…

    A shared ambition…

    Growth.

    You have to grow your business.

    And I have to grow my country.

    I’ll leave it to you to decide if you think voters or shareholders are the more forgiving audience…

    But without growth – let’s just agree it’s a difficult conversation…

    And that therefore, growth is a cause that binds us together.

    The shared endeavour of prosperity.

    It’s why we’ve made it the number one test of this government…

    I am determined to do everything in my power to galvanise growth…

    Determined for this country to be the highest growing economy in the G7…

    That is our most important national mission.

    Because it’s the only way to deliver the mandate for change that we won.

    Growth is higher wages.

    Growth is more vibrant high streets.

    Growth is public services back on their feet.

    It’s less poverty, more opportunity, more meals out, more holidays, more precious moments with your family, more cash in your pocket.

    And of course, for any business…

    It means a bigger market.

    Higher demand…

    A more secure and prosperous future…

    Your effort and enterprise – rewarded in profit.

    But it’s much more important, even than all that. 

    We live in an age when political fires rage across the world.

    Conflict. Insecurity. A populist mood that rails against the open values so many of us hold dear.

    Values which, as you know…

    Are so crucial for making business easy to do.

    And yet – at the same time…

    Look around the world…

    Look at the investments you and others are making.

    This is an age of great possibility, as well. 

    Huge revolutions in digital technology, clean energy, medicine, life sciences…

    Each – with the potential to fundamentally change the way we live and the way that we work…

    Each – with the possibility to transform the lives of working people for the better.

    And so, in times like this…

    Economic growth is vital – as it always has been…

    If we are to steer our way through a great period of insecurity and change…

    And on to calmer waters. 

    Because when working people benefit from that growth…

    When every community enjoys the fruits of wealth creation…

    It stops a country turning in on itself and against the world.

    And that in turn, helps provides a stable foundation…

    Breathing space… 

    For a country to take advantage of those opportunities for a better future.

    To put it more simply…

    It’s not just that stability leads to growth – though we all recognise that. 

    It’s also that growth leads to stability…

    Growth leads to country that is better equipped to come together…

    And get its future back.

    That’s why it’s always been so critical to my political project.

    The key ingredient of that ‘Great Moderation’ we became accustomed to before the financial crash…

    But which together, in partnership…

    We now have to earn again. 

    Every one of you here today…

    Has been invited for that reason.

    It’s not just that you lead some of the most important businesses in the world.

    It’s also because you are pivotal to this great cause of our times. 

    And the reason we are focusing so much on investment…

    Is because the mission of growth, in this country in particular…

    Demands it.

    Private sector investment is the way we rebuild our country…

    And pay our way in the world.

    And make no mistake – this is a great moment to back Britain…

    This is great moment to back England, Scotland, Northern Ireland and Wales. 

    We have an amazing education system that produces some of the best talent in the world.

    The largest tech sector in Europe.

    Leading positions in some of those great industries of the future…

    Artificial Intelligence, Life Sciences, Clean energy, the creative industries.

    We’re a country where businesses thrive – small and large alike…

    With clear regulatory frameworks and protections…

    A legal system that sets high standards around the globe…

    A location which means we can speak to our colleagues in the Americas or Asia in the same day…

    A high ranking in the Global Innovation index, every year…

    Our wonderful global language…

    Our world-renowned sport and culture… 

    This great modern city…

    And all around us…

    A heritage steeped in commerce and trade…

    A set of shared values – centuries-long…

    For being a country that is open for business.

    You can’t put a price on any of this.

    Now we have our problems – of course we do.

    As I’ve said – our public services need urgent care… 

    And our public finances need the tough love of prudence…

    Challenges we cannot ignore. 

    Because, we know – just as every leader here knows…

    That those early weeks and months are precious.

    And, no matter how many people advise you to ignore it…

    That you must run towards the fire to put it out…

    Not let it spread further.

    So we will fix our public services…

    We will stabilise our economy… 

    And we will do it quickly.

    Because we don’t want any of those problems associated with our inheritance…

    Misting up the shop window of Britain…

    Distracting you – from all those assets I just listed.

    Assets that may feel more intangible…

    But are more valuable…

    More enduring…

    Deeper in the bones of this nation.

    And which are ready to be unlocked…

    If we take firm and decisive action on policy – which we can and we will…

    To give you total confidence that this is the moment to back Britain.  

    So let me quickly run through four crucial areas in our pitch for Britain.

    I know – it’s a kind of CEO heresy to have a list of four not three…

    So I apologise!

    But please indulge me.

    First – stability.

    We have a golden opportunity to use our mandate…

    To end the culture of chop and change…

    The policy churn…

    The sticking plaster politics…

    That makes it so hard for investors to assess the value of any proposition.

    Now, you may think – well every government says that…

    But the stability that comes with a large majority in our system…

    That is a unique advantage.

    And we have the determination…

    The focus on clear long-term ends…

    A mission-led mindset that thinks in years…

    Not the days or hours of the news grid…

    Needed to unlock that potential. 

    And don’t doubt that.

    Second – strategy.

    We are building a more strategic architecture for growth. 

    A way for investors to have a much steadier hand on the tiller.

    That’s why we’ve announced a new National Wealth Fund…

    And switched on Great British Energy…

    Which will accelerate investment in clean power and future technologies.

    Like Carbon Capture and Storage, for example…

    Which we just backed – alongside BP, Equinor and Eni

    And which shows the hard-headed approach we will bring to industrial policy.

    A partnership – sharing the risk with the private sector…

    Ambitious – absolutely. 

    But also unsentimental.

    Guided by the market…

    Focused, at all times…

    On the real potential for comparative advantage in this country.

    You know – this is the point I would always make about our Modern Industrial Strategy. 

    In this country, there has been a long rather arcane political debate about “picking winners”.

    Well, we’re not in the business of individual picking winners.

    But we are in the business of building on our strengths.

    Mowing the grass on the pitch…

    Making sure the changing rooms are clean and comfortable…

    That the training ground is good.

    So that when our businesses compete…

    They are match fit…

    That, to put it simply…

    We give the businesses of this country the best conditions to succeed.

    I don’t know why that’s sometimes controversial in this country…

    Industrial policy seems fairly commonplace elsewhere around the world.

    But it is fundamental to the way we see our job on growth…

    And our relationship with a room like this.

    Third – Britain’s global standing.

    We’re determined to improve it.

    Determined – to repair…

    Britain’s brand as an open, outward-looking, confident, trading nation.

    Look – I see this as a diplomatic necessity…

    And I think it’s clear how much priority I have given it in the first 100 days of government.

    All around the world…

    Whether it’s countries, or investors…

    People want to know that Britain can be a stable, trusted, rule-abiding partner.

    As we always have been…

    But that somehow, during the whole circus that followed Brexit… 

    The last Government made a few people less sure about. 

    Needlessly insulting our closest allies…

    And of course a few choice Anglo-Saxon phrases for business. 

    Well – no more.

    We have turned the page on that – decisively…

    And we will use that reset for growth. 

    Finally fourth – regulation

    Now, I don’t see regulation as good or bad.

    That seems simplistic to me.

    Some regulation is life-saving…

    We have seen that in recent weeks here, with the report on the tragedy of Grenfell Tower.

    But across our public sector…

    I would say the previous Government hid behind regulators.

    Deferred decisions to them because it was either too weak or indecisive…

    Or simply not committed enough to growth. 

    Planning is a very real example of that…

    Or – for our friends from across the pond…

    ‘Permitting’ is a really clear example of that… 

    The global language…

    But anyway – the key test for me on regulation…

    Is of course – growth. 

    Is this going to make our economy more dynamic?

    Is this going to inhibit or unlock investment?

    Is it something that enables the builders not the blockers?

    Now – I know some people may be wondering about our labour market policies introduced last week.

    Let me be clear – they are pro-growth.

    Workers with more security at work…

    With higher wages…

    That is a better growth model for this country.

    It will lead to more dynamism in our labour market.

    And seriously – we have to think differently about this…

    A nation’s position in the world is changing all the time…

    As must its growth model. 

    So while I know this is a room full of businesses who take investing in their human capital seriously…

    When I look at the British economy as a whole…

    It does seem as if sometimes, we are more comfortable hiring people to work in low paid, insecure contracts…

    Than we are investing in the new technology that delivers for workers, for productivity and for our country.

    And so we’ve got to break out of that trap.

    But we’ve also got to look at regulation – across the piece. 

    And where it is needlessly holding back the investment we need to take our country forward…

    Where it is stopping us building the homes…

    The data centres, the warehouses, grid connectors, roads,  trainlines, you name it…

    Then mark my words – we will get rid of it.

    Take the East Anglia 2 wind farm.

    A £4 billion investment.

    One Gigawatt of clean energy.

    An important project – absolutely.

    But also the sort of thing a country as committed to clean energy as we are…

    Needs to replicate again and again.

    Now regulators demanded over four thousand planning documents for that project…

    Not 4000 pages – 4000 documents.

    And then six weeks after finally receiving planning consent…

    It was held up for a further two years by judicial review.

    I mean – as an investor…

    When you see this inertia…

    You just don’t bother do you?

    And that – in a nutshell…

    Is the biggest supply-side problem we have in our country.

    So it’s time to upgrade the regulatory regime…

    Make it fit for the modern age..

    Harness every opportunity available to Britain.

    We will rip out the bureaucracy that blocks investment…

    We will march through the institutions…

    And we will make sure that every regulator in this country…

    Especially our economic and competition regulators…

    Takes growth as seriously as this room does.

    And look – tell us about your frustrations on this.

    Determined to get Britain building…

    When you go back to your board rooms and ask…

    Where does our money go…

    Where do our jobs go…

    Where does our investment in a better future go?

  • MIL-OSI Global: Kenya’s presidents have a long history of falling out with their deputies – Rigathi Gachagua’s impeachment would be no surprise

    The process of removing Kenya’s deputy president Rigathi Gachagua is part of a long history, dating back to independence, of fallouts between the president and his deputy. The difference this time around is the process.

    Historically, presidents have fired their deputies. But the adoption of a new constitution in 2010, saw the introduction of a process for impeachment – for both the president and the deputy – that’s run by the legislature. This is the first time it’s been used.

    On 8 October 2024, members of Kenya’s national assembly voted to impeach Gachagua on grounds that included corruption, insubordination and ethnically divisive politics. The case now moves to the senate where members will hear the charges – and Gachagua’s defence – and vote.

    If at least two-thirds of senate accept the charges, and Gachagua’s legal challenges fail, then Gachagua will make history as Kenya’s first deputy leader to be impeached.

    So far, President William Ruto has stayed silent on the matter, but the process would not be proceeding without his blessing.

    Amid the novelty of the impeachment process, it’s easy to forget that it is the norm for Kenyan presidents to fall out with their deputies. As a political scientist interested in Kenya’s ethnic politics and democratisation, I argue that this is because of how deputies are selected in the first place.

    Deputies are initially selected largely on pragmatic grounds as people who bring something useful to a political alliance. This could be resources, a support base or a reputation for being a good technocrat or administrator.

    They’re not usually people with whom the president has a strong and continuous personal relationship or someone with whom they share a clear political ideology. Neither are they usually someone who has made their way up through a political party.

    This has brought about a long history of tensions and fallout between Kenya’s presidents and their deputies.

    History of fallouts

    Independent Kenya’s first vice president, Oginga Odinga, saw his ministerial portfolio gradually reduced by President Jomo Kenyatta. Kenyatta then replaced Odinga as vice president of the ruling Kenya African National Union (Kanu) in 1966 further undermining his powers. Soon after, Odinga joined the opposition Kenya’s People’s Union.

    His successor, Joseph Murumbi, resigned within months. The official reason given was ill health, but it is widely believed that Murumbi was troubled by corruption and authoritarianism within the Kenyatta regime.

    Kenya’s second president, Daniel arap Moi, elected Mwai Kibaki as his first deputy. Kibaki was dropped after a decade. He went on to form an opposition party as soon as Kenya shifted to multi-party politics in 1992.

    Moi’s second vice president, Josephat Karanja, resigned after a year to avoid a vote of no confidence for allegedly plotting to overthrow the government.

    Moi’s third deputy, George Saitoti was sidelined to pave way for Uhuru Kenyatta’s nomination as the party flagbearer in 2002. Moi’s final deputy, Musalia Mudavadi, fell with the rest of the Kanu government in the 2002 elections.

    As Kenya’s third president, Kibaki similarly oversaw a regular change of guard. His first deputy, Michael Wamalwa, died after a few months in office. His second, Moody Awori, lost his seat in the 2007 election.

    For example, at independence, Oginga Odinga made an excellent ally for Jomo Kenyatta. He had some resources and was a proven mobiliser. He brought a support base. However, within a few years, Odinga became a problem for the president as a more radical faction within the ruling party coalesced around him.

    Similarly, Ruto made an excellent ally for Uhuru Kenyatta when they both faced charges for crimes against humanity at the International Criminal Court. The two fell out once Kenyatta had won his second and final term, and Kenyatta turned to his succession.

    Gachagua was useful to Ruto in 2022. He had personal wealth, was an effective mobiliser and hailed from central Kenya where the election looked to be won or lost. However, once elected, Gachagua’s populist statements and reputation for ethnic bias became more of a liability.

    Second, as contexts change, someone else can soon come to be seen as more useful as second in command.

    For Jomo Kenyatta, Moi had shown his utility and loyalty during the “little general elections” of 1966, which effectively sidelined the Kenya People’s Union and Oginga Odinga.

    Kithure Kindiki, Kenya’s interior cabinet secretary, is the current frontrunner to replace Gachagua. He is seen as better able to negotiate with the international community, especially during a critical economic period for Kenya as it seeks new International Monetary Fund loans.

    Third, being the country’s vice or deputy president comes with a lot of opportunities to network. These interactions have often led individuals to be seen as a growing threat, or as actively plotting against the president. They may also be seen as a future challenger.

    History has shown that there is no ideal way of dealing with such a potential challenger, leading subsequent presidents to try different approaches.

    Ruto and Gachagua have clearly fallen out. Their differences became apparent soon after the 2022 elections. However, they came into sharp relief in the face of anti-tax protests in June 2024. There were subsequent allegations that Gachagua and some of his allies had helped to finance the protests.

    The question, therefore, isn’t why they have fallen out but why Gachagua is being impeached now.

    Ultimately the answer to this can only be known by a few individuals. But perhaps an indication of the answer lies in the emotions the fallout has stirred: a desire to distract the public and show that the government is taking action to deal with Kenya’s ongoing economic crisis. There may also be a desire to undercut Gachagua before he can build national networks.

    Ruto has the numbers in the senate to see the impeachment process through. But this is a dangerous game. Those sidelined have a habit of coming back to haunt their former allies.

    At the moment, most Kenyans are supportive of the impeachment process, but many also feel that Gachagua is being unfairly targeted especially in central Kenya, where a majority oppose the process.

    While a successful impeachment might see Gachagua barred from holding public office, this wouldn’t necessarily mean an end to his career as an effective political mobiliser.

    The next few months – and the narratives that emerge about why Ruto and Gachagua fell out – will be critical in determining both their futures.

    The process of removing Kenya’s deputy president Rigathi Gachagua is part of a long history, dating back to independence, of fallouts between the president and his deputy. The difference this time around is the process.

    Historically, presidents have fired their deputies. But the adoption of a new constitution in 2010, saw the introduction of a process for impeachment – for both the president and the deputy – that’s run by the legislature. This is the first time it’s been used.

    On 8 October 2024, members of Kenya’s national assembly voted to impeach Gachagua on grounds that included corruption, insubordination and ethnically divisive politics. The case now moves to the senate where members will hear the charges – and Gachagua’s defence – and vote.

    If at least two-thirds of senate accept the charges, and Gachagua’s legal challenges fail, then Gachagua will make history as Kenya’s first deputy leader to be impeached.

    So far, President William Ruto has stayed silent on the matter, but the process would not be proceeding without his blessing.

    Amid the novelty of the impeachment process, it’s easy to forget that it is the norm for Kenyan presidents to fall out with their deputies. As a political scientist interested in Kenya’s ethnic politics and democratisation, I argue that this is because of how deputies are selected in the first place.

    We mourn the tragic loss of our colleagues who have been killed since the start of the war in Gaza in October 2023. We are outraged that many of these people were killed while providing care for patients or sheltering with their families. We remain deeply concerned for the safety of all our staff members and patients living under fire and siege.

    Nowhere in Gaza is safe. Israeli forces have repeatedly attacked health workers and medical facilities, making it nearly impossible for us to continue to provide lifesaving humanitarian assistance. MSF is calling for an end to attacks on health workers and health facilities. We are also demanding an immediate ceasefire in Gaza.

    Mohammed Al Ahel was at his home in Al Shati refugee camp on 6 November  when the area was bombed and his building collapsed, reportedly killing dozens of people, including Mohammed and several members of his family. He was a laboratory technician and had been working with MSF for two years.

    Alaa was killed during an attack on an MSF convoy on 18 November while it was en route to southern Gaza to reach a safer place. “We arrived at the clinic and started to try to give Alaa life support, trying to stop the bleeding from his head,” said an anonymous MSF staff member present during the convoy attack. “We couldn’t do anything. He died while we were trying to save his life.”

    MSF had informed both parties to the conflict of the evacuation. The convoy followed the itinerary indicated by the Israeli army and reached Salah Al-Deen Street along with other civilians trying to leave the area. The convoy reached the last checkpoint near Wadi Gaza, which was overcrowded at that time due to extensive screenings of Palestinians by Israeli forces. Despite prior authorization from Israeli authorities, the MSF convoy wasn’t allowed to cross the checkpoint and was left waiting for hours. Shots were later heard by our staff, who out of fear decided to head back to the MSF premises, around four and a half miles north of the checkpoint.  

    On their way back, between 3:30 p.m. and 4:00 p.m. local time, the convoy was attacked on Al-Wahida Street near its junction with Said Al-A’as Street, close to MSF’s office. Two of the MSF cars were deliberately hit, killing Alaa and injuring a family member of another staff member, who later also died from his wound.

    “We stood up, just shocked by his death and all that had happened to us,” said another MSF staff member present that day. “I was speechless and just not able to think. My kids were crying and people were discussing how to bury our colleague.”

    Dr Ahmad Al Sahar was killed in the 21 November strike on Al-Awda hospital that also killed MSF’s Dr Abu Nujaila and another doctor, Dr Ziad Al-Tatari. Dr Al Sahar and Dr Abu Nujaila were working when the hospital’s third and fourth floors were hit. MSF has regularly shared information about Al-Awda, including making it clear to warring parties that it is a functioning hospital with medical staff.

    Dr Mahmoud Abu Nujaila was killed in a strike on Al-Awda Hospital in northern Gaza on November 21, along with MSF’s Dr Ahmad Al Sahar and another doctor, Dr Ziad Al-Tarari. Before his death, Dr. Abu Nujaila wrote a message on a whiteboard in the hospital normally used for planning surgeries: “Whoever stays until the end will tell the story. We did what we could. Remember us.”

    MSF physiotherapist and MSF UK board member killed in December 2023.

    Though the exact circumstances and date of Reem Abu Lebdeh’s death remain unclear, we believe she was killed along with members of her family at their home in Khan Younis in southern Gaza. Some members of her family remain unaccounted for.

    When the Israeli military campaign moved more extensively into Khan Younis over two months ago, we knew Reem was sheltering with her parents and siblings. Regrettably, contact with Reem was lost shortly thereafter and all attempts to regain it failed due to telecommunications networks being cut off.

    However, news of Reem’s death and that of her family members gradually emerged in the following weeks. To this day, the zone around their house, which was heavily bombarded by Israeli forces, remains too dangerous to approach.

    Reem worked as a physiotherapist for MSF in Gaza from 2018 until 2022, and last year was appointed as an associate trustee of the MSF UK Board.

    Fadi Al-Wadiya was killed on June 25 along with five other people, including three children, near an MSF clinic in Gaza City. He was cycling to work at the time, on his way to provide medical care to others who had been injured. Fadi was a 33-year-old physiotherapist and father of three who joined MSF in 2018.

    On 26 June, Israeli authorities shared several posts on social media accusing Fadi of involvement in military activities in Gaza. MSF is deeply concerned by these allegations and is taking them very seriously.

    MSF has reached out to Israeli authorities asking for clarifications about the circumstances of Fadi’s killing. Only an independent investigation can establish the facts.

    Nasser Hamdi Abdelatif Al Shalfouh died on 10 October after sustaining shrapnel injuries to his legs and chest on 8 October in Jabalia, north Gaza. Since 7 October, Jabalia was under relentless attacks by Israeli forces, and people were trapped, unable to flee. After being injured, Nasser first received emergency care at Al Awda hospital, Jabalia in north Gaza, and was later transferred to Kamal Adwan hospital. He is survived by his wife and two children.

This facility will support early-stage life sciences businesses to develop transformative medicines by providing lab space, mentorship, and potential financial backing to rocket future growth in the sector.

    The Board of Directors of the African Development Bank Group (www.AfDB.org) has approved grants of $34,796,402.40 to enhance resilience and adaptation to climate disaster risks for vulnerable communities in Malawi and Zimbabwe. 

    Under the Bank Group’s Africa Disaster Risk Financing (ADRiFi) initiative, the Mitigating Fragility through the Africa Disaster Risk Financing Programme in Southern Africa Project will bolster institutional capacity for climate risk preparedness and management; increase financial protection against climate disaster risks through sovereign climate disaster risk transfer; and promote the adoption of index-based crop insurance to mitigate against drought and other production risks at the micro-level. 

    Malawi and Zimbabwe face significant climate hazards, such as droughts, tropical cyclones, and flooding, but lack adequate mechanisms for climate risk management and adaptation. Both countries are particularly vulnerable to such climate shocks as drought, flooding and tropical cyclones, which contribute to their fragility. Strengthening disaster risk management, improving early warning systems, and enhancing institutional arrangements are crucial for effective preparedness and resilience in these countries. 

    Under the project, insurance payouts will provide timely and adequate financial protection to mitigate losses incurred from climate-related disasters, safeguarding households, and businesses from falling into poverty or bankruptcy. Climate risk insurance is expected to lead to behavioural changes among beneficiaries, such as increased investment in climate-resilient livelihoods or savings for future insurance premiums. This project will build on the successes of the ADRiFi program and the valuable contributions from our partners, which have significantly enhanced the financial resilience of both Malawi and Zimbabwe. Notably, during the El Niño-induced drought season of 2024/2025, African Risk Capacity, the Bank’s partner on ADRiFi, disbursed over $45 million to support farmers affected by the drought. This funding has provided crucial food assistance and recovery interventions, helping communities to rebuild and thrive in the face of adversity.  

    The project is aligned to the Bank’s High 5 Priorities, especially Feed Africa and Improve the Quality of Life of Africans. It also aligns with the Bank’s 10-year strategy (2024-2033) and will contribute to the Bank’s Country Strategy for Malawi which focusses on supporting economic diversification through investments in agriculture infrastructure and value chains.

    Over 700 pupils from a number of schools across the Craigavon area recently attended the award winning PSNI Roadsafe Roadshow, which was held at Craigavon Civic and Conference Centre.

    Organised by the PSNI and supported by Armagh, Banbridge and Craigavon Policing and Community Safety Partnership (PCSP), students heard the hard-hitting message that making one mistake whilst driving on the roads can ultimately end in a fatality.

    The event centred around ‘Craig’ – a typical young driver who has just passed his driving test, has bought a new car and is excited to pick up his girlfriend.  He is 17 years old, a show-off, cheeky and over-confident.

    The roadshow then followed the story of Craig’s car crash and all that happened next, including the lives of those affected by the collision.

    Young people heard the real-life stories from a police officer, a paramedic, a fire fighter, a hospital consultant and two others who have had their lives changed forever, due to a car accident.

    “This award-winning road show was a very sobering event that I have no doubt has left a permanent impact on the young people who attended, and will hopefully influence their future driving behaviour,” commented the Lord Mayor of Armagh City, Banbridge and Craigavon, Councillor Sarah Duffy.

    “To hear from real people who have lived through horrendous experiences was a hard listen – but so important, as they conveyed the reality of life for those who have been affected by a car accident.”

    Alderman Mark Baxter, Chair of the PCSP, agreed. “This event was hugely impactful and very hard hitting and really gave young people an idea of how not concentrating while behind the wheel can have catastrophic repercussions.”

    “It really brought home the reality of road deaths to the young audience and I know it has certainly given them a lot to think about when it is their turn to take to the road.”

         A fire broke out at a public cargo working area on Hoi Fai Road, Yau Ma Tei, at 5.06pm today (October 14) and was upgraded to No. 3 alarm at 6pm. The fire was surrounded at 8.03pm.

         Firemen are using two fire boat monitors, three jets and mobilising three breathing apparatus teams to fight the blaze.
                   
         No casualties have been reported so far.

    The United States is the only democracy in the world where a presidential candidate can get the most popular votes and still lose the election. Thanks to the Electoral College, that has happened five times in the country’s history. The most recent examples are from 2000, when Al Gore won the popular vote but George W. Bush won the Electoral College after a U.S. Supreme Court ruling, and 2016, when Hillary Clinton got more votes nationwide than Donald Trump but lost in the Electoral College.

    The Founding Fathers did not invent the idea of an electoral college. Rather, they borrowed the concept from Europe, where it had been used to pick emperors for hundreds of years.

    As a scholar of presidential democracies around the world, I have studied how countries have used electoral colleges. None have been satisfied with the results. And except for the U.S., all have found other ways to choose their leaders.

    The origins of the US Electoral College

    The Holy Roman Empire was a loose confederation of territories that existed in central Europe from 962 to 1806. The emperor was not chosen by heredity, like most other monarchies. Instead, emperors were chosen by electors, who represented both secular and religious interests.

    As of 1356, there were seven electors: Four were hereditary nobles and three were chosen by the Catholic Church. By 1803, the total number of electors had increased to 10. Three years later, the empire fell.

    When the Founding Fathers were drafting the U.S. Constitution in 1787, the initial draft proposal called for the “National Executive,” which we now call the president, to be elected by the “National Legislature,” which we now call Congress. However, Virginia delegate George Mason viewed “making the Executive the mere creature of the Legislature as a violation of the fundamental principle of good Government,” and so the idea was rejected.

    Pennsylvania delegate James Wilson proposed that the president be elected by popular vote. However, many other delegates were adamant that there be an indirect way of electing the president to provide a buffer against what Thomas Jefferson called “well-meaning, but uninformed people.” Mason, for instance, suggested that allowing voters to pick the president would be akin to “refer(ring) a trial of colours to a blind man.”

    For 21 days, the founders debated how to elect the president, and they held more than 30 separate votes on the topic – more than for any other issue they discussed. Eventually, the complicated solution that they agreed to was an early version of the electoral college system that exists today, a method where neither Congress nor the people directly elect the president. Instead, each state gets a number of electoral votes corresponding to the number of members of the U.S. House and Senate it is apportioned. When the states’ electoral votes are tallied, the candidate with the majority wins.

    James Madison, who was not fond of the Holy Roman Empire’s use of an electoral college, later recalled that the final decision on how to elect a U.S. president “was produced by fatigue and impatience.”

    After just two elections, in 1796 and 1800, problems with this system had become obvious. Chief among them was that electoral votes were cast only for president. The person who got the most electoral votes became president, and the person who came in second place – usually their leading opponent – became vice president. The current process of electing the president and vice president on a single ticket but with separate electoral votes was adopted in 1804 with the passage of the 12th Amendment.

    Some other questions about how the Electoral College system should work were clarified by federal laws through the years, including in 1887 and 1948.

    After the 2020 presidential election exposed additional flaws with the system, Congress further tweaked the process by passing legislation that sought to clarify how electoral votes are counted.

    Other electoral colleges

    After the the U.S. Constitution went into effect, the idea of using an electoral college to indirectly elect a president spread to other republics.

    For example, in the Americas, Colombia adopted an electoral college in 1821. Chile adopted one in 1828. Argentina adopted one in 1853.

    In Europe, Finland adopted an electoral college to elect its president in 1925, and France adopted an electoral college in 1958.

    Over time, however, these countries changed their minds. All of them abandoned their electoral colleges and switched to directly electing their presidents by votes of the people. Colombia did so in 1910, Chile in 1925, France in 1965, Finland in 1994, and Argentina in 1995.

    The U.S. is the only democratic presidential system left that still uses an electoral college.

    A ‘popular’ alternative?

    There is an effort underway in the U.S. to replace the Electoral College. It may not even require amending the Constitution.

    The National Popular Vote Interstate Compact, currently agreed to by 17 U.S. states, including small states such as Delaware and big ones such as California, as well as the District of Columbia, is an agreement to award all of their electoral votes to whichever presidential candidate gets the most votes nationwide. It would take effect once enough states sign on that they would represent the 270-vote majority of electoral votes. The current list reaches 209 electoral votes.

    A key problem with the interstate compact is that in races with more than two candidates, it could lead to situations where the winner of the election did not get a majority of the popular vote, but rather more than half of all voters chose someone else.

    When Argentina, Chile, Colombia, Finland and France got rid of their electoral colleges, they did not replace them with a direct popular vote in which the person with the most votes wins. Instead, they all adopted a version of runoff voting. In those systems, winners are declared only when they receive support from more than half of those who cast ballots.

    Notably, neither the U.S. Electoral College nor the interstate compact that seeks to replace it are systems that ensure that presidents are supported by a majority of voters.

  • MIL-OSI Global: A devastating hurricane doesn’t dramatically change how people vote – but in a close election, it can matter

    North Carolina and Florida are changing administrative rules and, in some cases, issuing emergency funding that is intended to make it easier for people in areas damaged by Hurricanes Helene and Milton to vote.

    The recovery in both states is expected to extend far beyond the November 2024 election period. The majority of the people in the affected communities in North Carolina and Florida voted for Republican presidential nominee Donald Trump in 2020, making some election analysts wonder if some Trump supporters will be able to cast their ballots.

    Amy Lieberman, a politics and society editor at The Conversation U.S., spoke with Boris Heersink, a scholar of voters’ behavior after a natural disaster, to better understand if and how the recent hurricanes could shift the results of the 2024 presidential election.

    How can hurricanes create complications ahead of an election?

    A massive hurricane disrupts people’s lives in many important ways, including affecting people’s personal safety and where they can live. Ahead of an election, there are a lot of practical limitations about how an election can be executed – like if a person can still receive mail-in ballots at home or elsewhere, or if it is possible to still vote in person at their polling location if that building was destroyed or damaged.

    Another issue is whether people who have just lived through a natural disaster and will likely be dealing with the aftermath for weeks to come are focused on politics right now. Some might sit out the election because they simply have more important things to worry about.

    Beyond practical concerns, how else can a natural disaster influence an election?

    The other side of the equation, which is what political scientists like myself are mostly focusing on, is whether people take the fact that a natural disaster happened into consideration when they vote.

    Two scholars, Christopher Achen and Larry Bartels, have argued that sometimes voters are not great at figuring out how to incorporate bad things that happened to them into a voting position. In some cases, it is entirely fair to hold an elected official responsible for bad outcomes that affect people’s lives. But at other moments, bad things can happen to us without that being the fault of an incumbent president or governor. And voters should ideally be able to balance out these different types of bad things – those it is fair to punish elected officials for, and those for which it isn’t fair to hold them responsible.

    After all, a devastating hurricane is terrible, but it is not Kamala Harris’ fault that it happened. But Achen and Bartels argue that voters frequently still punish elected officials for random bad events like this.

    Their most famous example is the consequences of a series of shark attacks off the New Jersey coast in the summer of 1916. As a result of those attacks, the New Jersey tourism industry saw a major decline. While these findings are still being debated, Achen and Bartels argue that Jersey shore voters subsequently voted against Woodrow Wilson in the 1916 presidential election at a higher rate than they would have had the shark attacks not happened. They argue that voters did this even though Wilson had no involvement in the shark attacks.

    How else do voters consider bad events when they vote?

    Scholars like John Gasper and Andrew Reeves argue that voters mostly care whether elected officials respond appropriately to a disaster. So, if the president does a good job reacting, voters do not actually punish them at all in the next election. However, voters can punish elected officials if they feel like the response is not correct.

    The fact that Hurricane Katrina hit Louisiana in 2005 was not the fault of then-President George W. Bush. But the perceived slowness of the government response is something a voter could have held him responsible for.

    How do voters’ political affiliations affect where and how they lay the blame?

    Colleagues and I have shown that how people interpret the combination of a disaster and the government response is likely colored by their own partisanship.

    We looked at both the effects of Superstorm Sandy on the 2012 presidential election and natural disasters’ impact on elections more broadly from 1972 through 2004. One core finding is that when presidents reject state officials’ disaster declaration requests, they lose votes in affected counties – but only if those counties were already more supportive of the opposite party.

    If there is a strong positive government response, the incumbent president or their party can actually gain votes or lose voters affected by a disaster. So, Republicans affected by the hurricanes could become more inclined to vote against Harris if they feel like they are not getting the help they need. But it could also help Harris if affected Democrats feel like they are getting enough aid.

    The major takeaway is that if the government responds really effectively to a natural disaster or other emergency, there is not a huge electoral penalty – and there could even be a small reward.

    That is not irrelevant in a close election. If Republicans in affected areas in North Carolina feel the government response has been poor and it inspires them to turn out in higher numbers to punish Harris, that could matter. But if they feel like the response has been adequate, research suggests either no real effect on their support for Harris – or possibly even an increase in Harris voters.

    How much influence can a politician have on people assessing a government response?

    Scholars mostly assume that people affected can tell whether the government response was good or not. Trump and other Republicans are falsely saying that the response is slow and falsely claiming that Federal Emergency Management Agency money is being spent on immigrants who are not living in the country legally. There does not appear to be a slow government response to the hurricane in North Carolina, and there’s no evidence the response is insufficient in Florida, either.

    So, the question now is whether voters affected by these hurricanes will respond based on their actual lived experiences, or how they are told they are living their experience.

    The UK has today (14th October) announced a new round of sanctions targeting senior Iranian military figures and organisations for their role in attempting to destabilise the Middle East.

    In response to Iran’s attack against Israel on 1 October, today’s package targets senior figures who facilitate this behaviour, in the Islamic Republic of Iran Army, Iran’s Air Force and the IRGC Intelligence Organisation.

    The package will also designate Farzanegan Propulsion Systems Design Bureau (FPSDB), which designs and manufactures parts that can be used in cruise missiles, as well as the Iranian Space Agency, which develops technologies that have applications in ballistic missile development.

    Foreign Secretary, David Lammy said:

    Despite repeated warnings, the dangerous actions of Iran and its proxies are driving further escalation in the Middle East. 

    Following its ballistic missile attack on Israel, we are holding Iran to account and exposing those who facilitated these acts.

    Alongside allies and partners, we will continue to take necessary measures to challenge Iran’s unacceptable threats and press for de-escalation across the region.

    Today’s announcement follows repeated warnings from the UK and international partners calling on Iran to cease its dangerous and escalatory activity across the Middle East.

    It also follows the G7 joint statement condemning Iran’s missile attack on Israel and outlined the necessary steps being taken in response.

    The Foreign Secretary also discussed Iran’s actions with European partners at the EU Foreign Affairs Council today, where he continued to push for de-escalation across the region. 

    Individuals sanctioned today and are subject to a travel ban and asset freeze, include:

    • Abdolrahim Mousavi: Commander-in Chief of the Islamic Republic of Iran Army and a member of Iran’s Supreme National Security Council.

    • Mohammad-Hossein Dadras: Deputy Commander-in Chief of the Islamic Republic of Iran Army.

    • Hamid Vahedi: Commander of the Islamic Republic of Iran Air Force.

    • Mohammad Kazemi: Islamic Revolutionary Guard Corps (IRGC) Intelligence Chief.

    • Habibollah Sayyari: Head of the Joint Staff of the Iranian Army and Deputy Chief for Coordination of the Iranian Army.

    • Ali-Mohammad Naini: IRGC Spokesperson.

    • Houssein Pourfarzaneh: Chief Engineer of Farzanegan Propulsion Systems Design Bureau (FPSDB).

    The following organisations are also subject to an asset freeze:

    • Farzanegan Propulsion Systems Design Bureau (FPSDB): FPSDB designs and manufactures engine technology which can be used in cruise missiles.

    • The Iranian Space Agency: The Iranian Space Agency develops space launch vehicle technologies, which have applications in ballistic missile development.

    The UK already has over 400 sanctions imposed on Iran, including designations against the Islamic Revolutionary Guard Corps (IRGC) in its entirety and many of those responsible for the recent attack on Israel.

    The UK will continue to work with international partners to hold Iran to account for its escalatory behaviour in the Middle East and its attempts to undermine global security.

    The UK is clear that a wider regional conflict must be avoided at all costs and is committed to working with partners to secure a ceasefire on all sides.

    FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs. Homeowners and renters in Brevard, Charlotte, Citrus, Clay, Collier, DeSoto, Duval, Flagler, Glades, Hardee, Hendry, Hernando, Highlands, Hillsborough, Indian River, Lake, Lee, Manatee, Marion, Martin, Okeechobee, Orange, Osceola, Palm Beach, Pasco, Pinellas, Polk, Putnam, Sarasota, Seminole, St. Johns, St. Lucie, Sumter and Volusia counties and the Miccosukee Tribe of Indians of Florida can apply.

    How to Apply

    If you applied to FEMA after Hurricanes Debby or Helene and have additional damage from Hurricane Milton, you will need to apply separately for Milton and provide the dates of your most recent damage. Apply online at DisasterAssistance.gov. You can also apply using the FEMA mobile app or by calling FEMA’s helpline toll-free at 800-621-3362.     FEMA’s disaster assistance offers new benefits that provide flexible funding directly to survivors. In addition, a simplified process and expanded eligibility allows Floridians access to a wider range of assistance and funds for serious needs.

    What You’ll Need When You Apply

    • A current phone number where you can be contacted.
    • Your address at the time of the disaster and the address where you are now staying.
    • Your Social Security number.
    • A general list of damage and losses.
    • Banking information if you choose direct deposit.
    • If insured, the policy number or the agent and/or the company name.

    If you have homeowners, renters or flood insurance, file a claim as soon as possible. FEMA cannot duplicate benefits for losses covered by insurance. If your policy does not cover all your disaster expenses, you may be eligible for federal assistance.

    If you applied for assistance for multiple disasters, please note that each event may require a separate home inspection. During these inspections, the inspector will document damage and causes individually.

    FEMA is contacting registered applicants, including those affected by multiple disasters, to help them navigate the process more effectively. These calls may come from unfamiliar area codes or phone numbers. If you are concerned about verifying that FEMA is trying to reach you, call 800-621-3362.     As part of the Major Disaster Declaration, President Biden also authorized FEMA Public Assistance for debris removal and emergency protective measures, including Direct Federal Assistance, for 34 counties and the Miccosukee Tribe of Indians of Florida, and the Hazard Mitigation Grant Program statewide.

    TALLAHASSEE, Fla.- Floridians should be aware that con artists and criminals may try to obtain money or steal personal information through fraud or identity theft after Hurricanes Milton, Helene and Debby. In some cases, thieves try to apply for FEMA assistance using names, addresses and Social Security numbers they have stolen from people affected by a disaster.

    If a FEMA inspector comes to your home and you did not submit a FEMA application, your information may have been used without your knowledge to create a FEMA application. If this happens, please inform the inspector that you did not apply for FEMA assistance so they can submit a request to stop further processing of the application. 

    If you did not apply for assistance but receive a letter from FEMA, please call the FEMA Helpline at 800-621-3362. The helpline will submit a request to stop further processing of that application.

    If you do want to apply for FEMA assistance after stopping an application made in your name without your knowledge, the helpline will assist you in creating a new application.

    Scams

    FEMA Disaster Survivor Assistance (DSA) crews, housing inspectors and other officials will be working in areas impacted by the recent hurricanes. They carry official photo identification. FEMA representatives never charge applicants for disaster assistance, inspections or help in filling out applications. Their services are free.

    Don’t give your banking information to a person claiming to be a FEMA housing inspector. FEMA inspectors are never authorized to collect your personal financial information.

    Fencing has been removed, permanent oak seating and bins installed – the finishing touches are being made to the new-look New George Street.

    This key pedestrian area is now open as the regeneration of the city centre continues and to mark the occasion, Plymouth City Centre Company will this weekend host the first of many events in the new space now opened up at the corner of Old Town Street and New George Street.

    Between 12 noon and 3pm on Saturday 19 October, the joint will be jumping to the tunes of the Hot House Combo, who will be playing a giddy blend of vintage charm and captivating rhythms inspired by the great musicians of the 1920s, ’30s and ’40s.

    The city centre will also see some intriguing installations and happenings as part of the Plymouth Art Weekender – keep an eye out for a super-sized seagull stalking the area and a Paint Jam is also on the cards.

    City Centre Company Chief Executive Steve Hughes said: “It’s been a roller coaster but the investment in this key city centre street is already bringing in new businesses.

    “This new public area is modern, spacious and attractive and footfall is bucking the national trend. It is a great space and we can’t wait to fill it with events and happenings that will keep people coming back again and again.”

    The massive makeover has transformed the dated eighties landscaping and in its place are

    • islands of greenery
    • 25 new semi-mature trees planted in addition to the four existing trees
    • ornamental planting and rain gardens
    • new granite paving to make the area more attractive, less tired and reduce the likelihood of trips and falls
    • new street lighting taken off buildings to make it easier to maintain
    • decorative lighting to create a wow factor after-dark
    • additional CCTV cameras to improve coverage
    • an events space at the junction of Old Town Street and New George Street with power and water for small events and performances.

    A key element of the scheme is the ‘Sustainable Urban Drainage’ system (SUDs) to protect this major city centre street from future flooding incidents. Large holes have been dug and reinforced and layered with material to act like a giant plant pot. They hold rainwater which irrigates the new plants and trees.

    A new storm water sewer has been created and excess water from the rain gardens feeds into the new system, taking rainwater away from the combined sewer and helping to guard against future flooding.

    The scheme plays an important role in the city’s flood management strategy and its Climate Emergency Action Plan as the three rain garden tanks can hold 75.5 cubic metres of storm water. The footway levels slightly slope inwards from the buildings, so that rainwater can run off the new paving and into the rain gardens. The gardens capture and slow the water which then percolates down into storage areas installed underneath.

    Other features now include 14 timber seats – some with arm rests and backs – and four free standing timber seats. The seat bases are solid English oak and the colour will steadily fade with the weather to a more silver hue. Bigger bins have been installed with clear signs so that people know what to put in which bin and more are due to arrive at the end of the month.

    The new-look square in the corner of Old Town Street – which comprises a whopping 40,000 small chunks of granite or setts – is now finished. The pattern gives a nod to the pattern outside the Guildhall and his new square will provide a new location for pop-ups and events in the city centre.

    There’s only a few matters to resolve such as installing the lighting and CCTV on top of the columns and some utilities issues – hence a few temporary tarmac patches – which are being sorted.  Lighting includes decorative gobos which can project patterns onto the floor or nearby buildings.

    The roads to the service yards are almost complete. The scheme has been designed for people, not traffic. The surface is all one level and looks like a pedestrian area but as deliveries are still needed to service the shops, the paving blocks are smaller – cobble-sized – to bear lorries and emergency vehicles. The large pavers are designed to withstand road sweepers and other window washers.

    Contractors Morgan Sindall are now concentrating their efforts on Old Town Street and it is expected to be complete in around a month.

    Councillor Mark Lowry, city centre champion said: “We’re getting there! I’m delighted – and relieved – that the end is now in sight for this scheme. It’s not been easy – especially for the businesses along these streets who have been extremely patient and understanding. We will be working hard to keep it spick and span.

    “Plymouth has been rated the best place for growth by PWC – and our city centre, which is home to 7,000 employees and over 500 businesses is a massive part of this story.”

    Amid a time of significant change within the Boilermakers union, newly elected International President Tim Simmons set the tone for the 37th MOST National Tripartite Alliance conference held near San Diego Aug. 26-29.  Simmons gave a powerful message, emphasizing the union’s perseverance and the need to serve the members. 

    Simmons acknowledged recent news about indictments handed down by the Department of Justice and the federal investigation into the union, as well as the unprecedented changes in the union’s leadership.

     “We have a constitution that directs us…and we have followed the [Boilermakers union] constitution faithfully. We have made other changes, which our members have appreciated, our contractors have applauded and that have strengthened our organization.”

    He upheld that the union’s future is secure, while also recognizing that the path forward will likely not be without challenges. Simmons pointed to the Boilermakers’ history in steam and the doom that lay over the union when the locomotive steam engine was replaced by diesel—eliminating the bread-and-butter work of many Boilermakers. 

    “It was the dedication and adaptability of union Boilermakers that allowed us as an organization to change course and redirect our resources into new industries and technologies,” he said. “That same determination is alive and well today.”

    He also reaffirmed his commitment to working together with the International Executive Council, staff, local lodge leaders and members to press forward and ensure Boilermakers continue to be the skilled craftspeople contractors and owners know and trust to man their projects. 

    “We are here to listen to each other’s concerns and put our heads together to plot a path forward,” Simmons said. “We owe this to you, and we owe it to our brothers and sisters in the field who want to be able to provide for their families. 

    “The Boilermakers union has faced storms before, and we will do so again—but we will persevere. We were forged by those generations that came before us, and we will build on their foundation to make better the lives of those who come after us.”

    Sonya Bohmann, Executive Director of the Construction Industry Alliance for Suicide Prevention, underscored the critical issue of elevated suicide rates within the construction sector. Notably, the industry’s suicide rate is four times higher than the national average, making it the second highest among U.S. industries. Bohmann emphasized the importance of understanding mental health as a continuum, where individuals may fluctuate between thriving and struggling due to various life events. 

    She advocated for viewing mental health challenges as illnesses, rather than as moral failings. She highlighted that until the 1970s, suicide was considered a crime, leading to stigmatizing language that persists today. 

    Several factors contribute to the heightened suicide risk in construction, including high stress levels, demanding work conditions, and a culture that often stigmatizes seeking help. Additionally, the industry employs a significant number of veterans, who may face challenges stemming from combat-related traumas, further elevating the risk. 

    To address these challenges, CIASP is dedicated to creating a zero-suicide industry by providing resources and tools for suicide prevention and mental health promotion in construction. Bohmann advocates for peer-to-peer support, fostering social connectedness, and encouraging leadership to prioritize mental health alongside safety. She also stresses the importance of open conversations about mental health, suggesting that simple actions like checking in with colleagues or sharing supportive messages can make a significant difference.

    For immediate assistance, individuals can contact the 988 Suicide & Crisis Lifeline, which offers 24/7 access to trained crisis counselors. 

    Nuclear energy is gaining momentum on Wall Street, signaling a shift in this long-overlooked sector, according to Hilary Lane, Director of Fuel and Radiation Safety at the Nuclear Energy Institute. With 94 reactors across 53 U.S. sites, nuclear power provides about 18% of the nation’s energy and nearly half of its clean electricity. Its efficiency is notable, with a power capacity factor over 90%, far exceeding wind and solar’s 25-30%.

    The recent completion of Vogtle Units 3 and 4 in Georgia, each at 1,100 MW, marks a significant milestone for the industry. Looking ahead, nuclear capacity is expected to triple from 100 gigawatts to 300 gigawatts over the next 25 years, driven by advanced nuclear technologies. These range from micro-reactors to large-scale reactors capable of powering cities.

    Beyond electricity, advanced nuclear can produce hydrogen and provide industrial process heat. Sectors like data centers, oil and gas and artificial intelligence are exploring nuclear energy to meet their growing energy needs. Projects such as TerraPower in Wyoming, which is converting coal plants to nuclear, and X-energy in Texas, which is collaborating with Dow Chemical, highlight nuclear’s industrial potential.

    Federal support for nuclear is increasing, with new legislation and tax credits boosting the sector. Bipartisan backing at the state level is also rising, with many states lifting restrictions and exploring ways to accelerate nuclear energy’s growth.

    MOST Programs Administrator Mark Garrett shared training updates and changes to drug testing and OSHA 10. He said that he’s spoken with apprentice coordinators in different areas and is informed about those who are coming into the union who may already have an OSHA 10 certificate. If he can verify a member has passed OSHA 10, they don’t need to retake it. 

    “It streamlines the process and gets people to your jobsites,” he said. 

    Garrett also said that in July, the MOST Board of Trustees decided to remove testing for marijuana metabolites. He said if a contractor or owner requests this testing, it’s still available.

    Garrett said the new mental health program introduced last year has received positive feedback. “I feel like we can’t talk enough about the mental health program.” 

    Caucus reports delivered by chairmen representing each sector of the tripartite alliance detailed opportunities for improvement, but also praised successes. John Burnett with Chevron, chairman of the owners’ caucus, kicked off the reports noting several areas of importance to improve safety: hands-free standard for bolting, rigging training specific to the type of work to be performed, drug testing policies and concerns about opioid use, ongoing focus on significant injuries and fatalities, and attention to detail in permitting. 

    The owners’ caucus also identified staffing and productivity, quality and access requirements as topics to address.

    “We need more up-front discussions about manpower availability and experience, especially at the local level,” Burnett said. “We need more transparency on per diem to obtain quality craftsmen. And contractors should continue to raise the level of expectations. It’s something the owners are passionate about.”

    Owners had a frank discussion about quality, manpower, availability and experience. Burnett stressed the need for transparency in communicating needs among the owners, contractors and Boilermakers to ensure the best quality of work is produced. 

    Reporting for the contractors’ caucus was chairman Mike Bray, Senior Executive Consultant for Riggs Distler and Company, Inc. The caucus homed in on the need to understand referral rules, the need for open solicitation to man smaller work projects and the need for selectivity. Bray said contractors also want to better understand the M.O.R.E. Work Investment Fund—what’s available to help win work and how to go about utilizing the M.O.R.E. Work program.

    Training was also tops on their list, and Bray called for more or updated confined space training (some jobsites don’t accept MOST programs’ certification), advanced training on robotics, use and care of cordless tooling, and torquing and tension training. Also, he said, training is needed in new technology.

    “With new technology, we really have to train our people to get involved, to get into the scheduling and costing aspects of the business so that we can use Boilermakers on these jobs,” Bray said.

    Anthony Howell, AAIP and Executive Director-Construction Sector Operations, represented the labor caucus as chairman.

    Dovetailing with earlier reports, he began with the issue of travel cost and expenses Boilermakers incur to man projects, and he explained that being able to use per diem to offset those costs could make a big impact on recruiting.

    “It’s the first question they ask before they know anything else about us or the job: What’s the per diem?” he said.

    And, he said, the caucus also identified a need for better communication about the M.O.R.E. Work Investment Fund resources.

    “I spoke with some of the owners yesterday, and they told me how they appreciate how hard Boilermaker business managers and reps worked to respond to their needs,” he said. 

    “Anything that can be done to spread out work is good,” Bray said. “Those who are doing that are getting better manpower fulfillment.”

    The National Association of Construction Boilermaker Employers is 49 years old and continues to evolve by identifying and solving safety concerns. NACBE Executive Director Ron Traxler detailed programs offered by the organization, which was began as the result of tripartite discussions to address issues.

    “We’re like a three-legged stool,” Traxler began. “NACBE remains committed to our partnership. We do have a partnership with the IBB. We are stronger together. We all know that there have been some changes, but that’s what we do, we maximize on our strengths. We are stronger together and we must continue to work together.”

    He noted that combined, 417 years of experiences sits on the NACBE Board of Directors. He stressed the importance of being involved in the organization and its programs, especially those involved with safe working conditions. 

    “Safety is paramount, and we collaborate with MOST to educate and develop programs,” Traxler said. “We all need a safe work environment.”

  • MIL-OSI Global: Evacuating in disasters like Hurricane Milton isn’t simple – there are reasons people stay in harm’s way

    As Hurricane Milton roared ashore near Sarasota, Florida, tens of thousands of people were in evacuation shelters. Hundreds of thousands more had fled coastal regions ahead of the storm, crowding highways headed north and south as their counties issued evacuation orders.

    But not everyone left, despite dire warnings about a hurricane that had been one of the strongest on record two days earlier.

    As Milton’s rain and storm surge flooded neighborhoods late on Oct. 9, 2024, 911 calls poured in. In Tampa’s Hillsborough County, more than 500 people had to be rescued, including residents of an assisted living community and families trapped in a flooding home after a tree crashed though the roof at the height of the storm.

    In Plant City, 20 miles inland from Tampa, at least 35 people had been rescued by dawn, City Manager Bill McDaniel said. While the storm wasn’t as extreme as feared, McDaniel said his city had flooded in places and to levels he had never seen. Traffic signals were out. Power lines and trees were down. The sewage plant had been inundated, affecting the public water supply.

    Evacuating might seem like the obvious move when a major hurricane is bearing down on your region, but that choice is not always as easy as it may seem.

    Evacuating from a hurricane requires money, planning, the ability to leave and, importantly, a belief that evacuating is better than staying put.

    I recently examined years of research on what motivates people to leave or seek shelter during hurricanes as part of a project with the Federal Emergency Management Agency and the Natural Hazards Center. I found three main reasons that people didn’t leave.

    Evacuating can be expensive

    Evacuating requires transportation, money, a place to stay, the ability to take off work days ahead of a storm and other resources that many people do not have.

    With 1 in 9 Americans facing poverty today, many have limited evacuation options. During Hurricane Katrina in 2005, for example, many residents did not own vehicles and couldn’t reach evacuation buses. That left them stranded in the face of a deadly hurricane. Nearly 1,400 people died in the storm, many of them in flooded homes.

    When millions of people are under evacuation orders, logistical issues also arise.

    Two days ahead of landfall, Milton was a Category 5 hurricane. About 5 million people were under evacuation orders, and highways were crowded.

    Gas shortages and traffic jams can leave people stranded on highways and unable to find shelter before the storm hits. This happened during Hurricane Floyd in 1999 as 2 million Floridians tried to evacuate.

    People who experienced past evacuations or saw news video of congested highways ahead of Hurricane Milton might not leave for fear of getting stuck.

    Health, pets and being physically able to leave

    The logistics of evacuating are even more challenging for people who are disabled or in nursing homes. Additionally, people who are incarcerated may have no choice in the matter – and the justice system may have few options for moving them.

    Evacuating nursing homes, people with disabilities or prison populations is complex. Many shelters are not set up to accommodate their needs. In one example during Hurricane Floyd, a disabled person arrived at a shelter, but the hallways were too narrow for their wheelchair, so they were restricted to a cot for the duration of their stay. Moving people whose health is fragile, and doing so under stressful conditions, can also worsen health problems, leaving nursing home staff to make difficult decisions.

    But failing to evacuate can also be deadly. During Hurricane Irma in 2017, seven nursing home residents died in the rising heat after their facility lost power near Fort Lauderdale, Florida. In some cases, public water systems are shut down or become contaminated. And flooding can create several health hazards, including the risk of infectious diseases.

    In a study of 291 long-term care facilities in Florida, 81% sheltered residents in place during the 2004 hurricane season because they had limited transportation options and faced issues finding places for residents to go.

    Some shelters allow small pets, but many don’t. This high school-turned-shelter in New Port Richey, Fla., had 283 registered pets.

    People with pets face another difficult choice – some choose to stay at home for fear of leaving their pet behind. Studies have found that pet owners are significantly less likely to evacuate than others because of difficulties transporting pets and finding shelters that will take them. In destructive storms, it can be days to weeks before people can return home.

    Risk perception can also get in the way

    People’s perceptions of risk can also prevent them from leaving.

    A series of studies show that women and minorities take hurricane risks more seriously than other groups and are more likely to evacuate or go to shelters. One study found that women are almost twice as likely than men to evacuate when given a mandatory evacuation order.

    If people have experienced a hurricane before that didn’t do significant damage, they may perceive the risks of a coming storm to be lower and not leave.

    In my review of research, I found that many people who didn’t evacuate had reservations about going to shelters and preferred to stay home or with family or friends. Shelter conditions were sometimes poor, overcrowded or lacked privacy.

    People had fears about safety and whether shelter environments could meet their needs. For example, religious minorities were not sure whether shelters would be clean, safe, have private places for religious practice, and food options consistent with faith practices. Diabetics and people with young children also had concerns about finding appropriate food in shelters.

    How to improve evacuations for the future

    There are ways leaders can reduce the barriers to evacuation and shelter use. For example:

    • Building more shelters able to withstand hurricane force winds can create safe havens for people without transportation or who are unable to leave their jobs in time to evacuate.

    • Arranging more shelters and transportation able to accommodate people with disabilities and those with special needs, such as nursing home residents, can help protect vulnerable populations.

    • Opening shelters to accommodate pets with their owners can also increase the likelihood that pet owners will evacuate.

    • Public education can be improved so people know their options. Clearer risk communication on how these storms are different than past ones and what people are likely to experience can also help people make informed decisions.

    • Being prepared saves lives. Many areas would benefit from better advance planning that takes into account the needs of large, diverse populations and can ensure populations have ways to evacuate to safety.

    Step back in time with the CSS Neuse Museum to explore the captivating customs of Victorian-era mourning with the program “Mourning Etiquette, Rituals, and Jewelry in the Victorian Era,” highlighting the extensive collection of mourning items owned by reenactor and historian Thomas Bailey.  

    This one-of-a-kind event on Oct. 12, from 10 a.m.-3 p.m. will showcase an array of relics from the 19th century, including intricately designed mourning jewelry, ornate funeral attire, and mementos made to honor the deceased. Guests will gain insights into the deep cultural meaning of grief and remembrance that shaped an era defined by elaborate mourning traditions, and how some of the mourning traditions from the past are still practiced today. In addition, volunteers can view the mourning items on display at the museum.

    Bailey is the visitor experience director at the Visitor Center in Kinston, N.C. A retired Goldsboro police officer, he started a walking ghost tour in downtown Goldsboro at the Goldsborough Bridge Battlefield. He also helped set up and participated in the Kinston Ghost Walk for several years and has been a paranormal investigator for over 20 years. In 2001, he began collecting Victorian mourning items and has been learning more about bizarre customs ever since.

    About the CSS Neuse
    The CSS Neuse is the only remaining commissioned Confederate ironclad above water. It was part of a new technology that the Confederacy used to combat the superior manpower and firepower of the Union Navy. Learn about this technological advance and warfare in eastern North Carolina at the CSS Neuse Museum. The Confederate Navy launched the CSS Neuse, attempting to gain control of the lower Neuse River and New Bern, but ultimately destroyed the vessel to keep it out of Union hands.

    The CSS Neuse Museum (100 N.     Today, Governor Roy Cooper announced that Cedar Direct, LLC, a lumber distributor, will create 20 new jobs in Rutherford County. The company will invest $925,000 to locate a distribution and warehousing facility in the Town of Spindale.

    “Cedar Direct is setting up operations in Rutherford County at a time when the spirit of collaboration and resiliency is on full display,” said Governor Cooper. “This decision by Cedar Direct provides new economic opportunities for a skilled and hardworking people.”

    Cedar Direct distributes cedar and specialty lumber to wholesalers and suppliers. The company supplies lumber yards, mills, supply houses, and contractors with high quality Western Red cedar and other specialty building products. This site will be a third location for the company offering boards, lumber, and timber in different sizes and edges and for various applications.

    “We are happy to announce our 3rd location in Spindale, North Carolina. A big reason we chose this location is the collaborative efforts between Cedar Direct and The Economic Development Partnership of North Carolina,” said Dale Hatfield, Manager of Cedar Direct. “The progressive business stance the State has taken, along with the growing market of cedar, is really what led us to choose North Carolina. Cedar Direct is extremely excited to be a part of Spindale and serving the community.”

    “Rutherford County has a storied history with manufacturing and industrial operations that will be a great foundation for Cedar Direct’s next phase of growth,” said N.C. Commerce Secretary Machelle Baker Sanders. “This history, combined with our convenient, East Coast location and commitment to being ‘First in Talent’ will support the company for years to come.”

    Although salaries will vary by position, the average annual wage will be $61,800, exceeding the Rutherford County average of $45,030. These new jobs could potentially create an annual payroll impact of more than $1.2 million for the region.

    A performance-based grant of $50,000 from the One North Carolina Fund will help facilitate Cedar Direct’s expansion to North Carolina. The One NC Fund provides financial assistance to local governments to help attract economic investment and create jobs. Companies receive no money upfront and must meet job creation and capital investment targets to qualify for payment. All One NC grants require matching participation from local governments and any award is contingent upon that condition being met.

    “This investment is a great signal that the Town of Spindale is open for new business,” said N.C. Senator Timothy D. Moffitt. “I appreciate all the diligent work of the state and local officials, as well as the economic developers that helped bring Cedar Direct to our community.”

    “This announcement is great news for Rutherford County,” said N.C. Representative Jake Johnson. “In light of the devastation left by the storms, it is more important now than ever to expand economic opportunities in our region and these good paying jobs will help do just that.”

    In addition to the North Carolina Department of Commerce and the Economic Development Partnership of North Carolina, other key partners in this project include the North Carolina General Assembly, Commerce’s Division of Workforce Solutions, North Carolina Community College System, Isothermal Community College, Rutherford County, and the Town of Spindale.

    (HARTFORD, CT) – Governor Ned Lamont today announced that the Federal Emergency Management Agency (FEMA) is making a schedule change to Connecticut’s two recently opened Disaster Recovery Centers (DRCs) that have been providing in-person support with applying for federal disaster assistance to those impacted by the August 18, 2024, severe storm and flooding.

    Effective at the close of business on Monday, October 14, 2024, the DRC located at Our Lady of Fatima Church in Wilton is permanently closing.

    The state’s other DRC, which is located at Southbury Town Hall (501 Main Street South, Southbury), remains open and is continuing to provide individuals with in-person assistance. Its operating hours are Mondays to Fridays from 8:00 a.m. to 6:00 p.m., Saturdays from 8:00 a.m. to 4:00 p.m., and Sundays from 10:00 a.m. to 2:00 p.m.

    Anyone who lives in any town in Fairfield County, Litchfield County, or New Haven County and is seeking to apply for FEMA assistance due to damage from this storm can visit the Southbury location.

    It is not required to visit a DRC to apply for FEMA assistance. To apply without visiting a DRC, visit DisasterAssistance.gov, download the FEMA mobile app, or call the FEMA Helpline at 1-800-621-3362.

    The deadline to apply for assistance for damage caused by this storm is November 19, 2024.

  • MIL-OSI Global: Sudan’s brutal war has become many wars, making peace even harder to reach

    Sudan’s war runs grimly on. The two main protagonists (though there are others involved) are each claiming local victories. The Sudanese army appears to be slowly regaining control of the ruined capital, Khartoum, and has recovered some ground it lost elsewhere in Sudan. And the rival Rapid Support Forces (RSF) continues its brutal siege of the western city of El Fasher.

    But, while the army seems to have the upper hand at present, neither they nor the RSF looks likely to win outright. Instead, the two sides keep up a mutual battering with ill-aimed barrages of artillery fire and bombs that destroy markets, wreck hospitals, and each day add to the grim toll of civilian death and misery.

    Abdel-Fattah al Burhan, the general who seized power and derailed what was supposed to be a transition to civilian rule after the revolution of 2019, still insists he is the head of Sudan’s legitimate government, and that the army will win the war.

    The RSF’s leader, Mohammed Hamdan Dagalo, who is referred to as Hemedti, had initially been willing to play deputy to Burhan, but is now his bitter enemy. He makes a show of being willing to negotiate, but relentlessly pursues a military victory.

    It is tempting to point the finger at actors outside Sudan for their part in the spiralling violence. There are multiple credible allegations that the governments of the United Arab Emirates, Egypt, Ethiopia, Saudi Arabia and Russia have all helped arm or finance one side or other in pursuit of regional influence or economic gain. Libya’s eastern – but not internationally recognised – government has also been accused of complicity.

    Some would say there are sins of omission as well as commission. The US, EU and others have all called for an end to this war. But they could be doing more to stop the flow of weapons and money that helps keep the fighting going, and to mobilise more concerted action to protect civilians.

    The world stands accused of turning its back on Sudan, despite being its biggest hunger and displacement crisis. But external actors did not start the war, and they cannot simply end it.

    Despite their common cause in a counter-revolutionary coup in 2021, the war started when Burhan and Hemedti fell out over who would have military and political primacy – and the associated economic benefits – in Sudan.

    They’ve already decided the country isn’t big enough for the both of them, so it’s nigh-on impossible to negotiate the usual kind of deal that shares power between foes.

    Burhan is intensely sensitive about the fragile sovereignty of his government, and views external mediation as foreign meddling. He has always insisted that the army can win an outright victory, and now he is encouraged by recent gains. Yet he is a long way from regaining control of the whole country.

    Hemedti, who craves the status that would come from negotiations, makes grandiloquent offers of ceasefires, coupled with promises to respect human rights – all while the RSF continues to murder, rape and loot. Hubris and hypocrisy make poor bases for negotiation.

    A precarious balancing act

    This is also not a war simply being waged between two individuals. Neither the army nor the RSF are coherent or well disciplined – the RSF, in particular, is a messy constellation of armed men, mostly from western Sudan (and, allegedly, further afield). They share a distinctive style of camouflage dress and a sense of long-term exclusion, but are not under close or effective control.

    The army has more formal structures – too many, perhaps – but these are also fragmented. Strong on generals and air firepower but weak on fighting forces, the army is adapting the government’s old playbook of mobilising local militias.

    The war has become several wars, drawing in other armed groups whose alliances with either the army or the RSF are contingent or opportunistic.

    Since independence in 1956, Sudan has mostly been a militarised state, where power was won by force. Those who ruled it feared their fellow soldiers and so created alternative forces, hoping these would back them against potential coups. Some of these groups had distinct social bases in particular regions or ethnic groups.

    This fragmentation had been happening since the 1970s, but it became endemic during the long reign of Sudan’s former president, Omar al-Bashir. Bashir stayed in power for 30 years by dividing possible rivals within the ruling elite, and used the multiplying, competing arms of the “security forces” to fight rebels on the margins.

    What seemed like a powerful, authoritarian system was, in fact, a brutal but precarious balancing act. After Bashir fell in 2019, the transitional government floundered. The soldiers seized power, then the complex rivalries and institutional fragmentation proved unsustainable. The core institutions that held Sudan together have shattered.

    So who, if anyone, can put Sudan back together again? Burhan and Hemedti are in no mood, and may anyway lack the control of their followers needed for any deal to stick.

    Civilian politicians were discredited by the bickering of the transition, and the most prominent of them seem confused between claiming to be a government-in-exile or trying to build a bigger anti-war coalition.

    At present, Sudan faces either the long-term absence of central authority or, more dramatically, an effective division into two or more states, whether or not these are internationally recognised. Some might say we should not mourn this – Sudan was a colonial creation, made by violence and predation. But this is an outcome that may only increase misery and misrule.

    However, there is still resistance amid the ruination. Sudan’s post-Bashir transition to democracy, as envisaged by the UN and others, is long dead. But in some vital ways, the popular revolution that toppled Bashir lives on.

    Grassroots emergency response rooms organise whatever lifesaving support for desperate communities that they can. And women and youth – the revolution’s vanguard – continue to organise, agitate and debate Sudan’s future among themselves, as well as demand a role in making it. They deserve our solidarity.

    Many, both Sudanese and non-Sudanese, refuse to let go of the idea of a better Sudan that has never yet been realised, but just might rise up from these ashes.

  • MIL-OSI Global: Ukraine faces worsening odds on the battlefield and a struggle on the diplomatic front after Biden postpones summit

    In May 2023, Ukraine’s president, Volodymyr Zelensky, embarked on a whistle-stop tour of European capitals to shore up support from his western partners in the run-up to Ukraine’s summer offensive that year. His tour was a relative success – the subsequent offensive less so.

    Fast forward 18 months, and Zelensky has once again been visiting London, Paris, Rome and Berlin in search for western support. This time, he sought backing for his victory plan. But the odds now are clearly stacked against Ukraine on the battlefield. And Zelensky also faces an uphill struggle on the diplomatic front.

    The initial plan for Zelensky and his allies had been to convene at a meeting of the Ramstein group. This is the loose configuration of some 50 countries who have supported Ukraine’s defence efforts since the start of the full-scale Russian aggression in February 2022.

    With the US president, Joe Biden, scheduled to attend after a state visit to Germany, the gathering at Ramstein Air Base in Germany had been pitched at the level of heads of state and government. It was expected that there were to be some big announcements of continuing support for Ukraine.

    But with hurricane Milton scheduled to hit Florida, Biden was forced to cancel his trip. While Biden’s visit to Germany has apparently been rescheduled for October 18, 2024, the Ramstein meeting remains postponed.

    This has deprived the Ukrainian president of the chance to pitch his victory plan to his more important allies. So he has been unable to get them to commit to the support that will be necessary to implement it.

    We don’t yet know much about the Ukrainian victory plan. From what has been released or leaked, it appears to boil down to five key demands.

    Zelensky wants an accelerated path to Nato membership. He is also asking for a Nato-enforced no-fly zone over western Ukraine and more air-defence systems for the country to better protect its own skies.

    Other key elements of the plan involve permission to use western-supplied long-range missiles against targets deep inside Russia, the delivery of long-range German Taurus ballistic missiles and significant investment into Ukraine’s defence industry.

    Most of these demands are non-starters in western capitals. That much was already made clear during Zelensky’s recent trip to New York and Washington in mid-September.

    The Ukrainian president managed to get his US counterpart to authorise US$8 billion (£6.12 billion) in further security assistance. But there has been no progress on lifting the restrictions that the US and other allies are placing on Ukraine’s use of western military aid against Russian territory.

    The western alliance remains divided on this. And the US is particularly sceptical of its strategic value.

    Similarly, the prospect of Ukraine joining Nato continues to be remote – not least as it would require the consent of all 32 current member states. The Slovak prime minister, Robert Fico, has openly stated that he will veto Ukraine’s accession to the alliance. His Hungarian counterpart, Victor Orban, is also well known for his opposition to Kyiv joining the alliance.

    More damaging to Ukraine’s Nato aspirations, however, is a similar reluctance in both Washington and Berlin. This has been key in ensuring that the two most recent Nato summits in Vilnius in 2023 and Washington in 2024 only re-affirmed that “Ukraine’s future is in Nato” but failed to attach a clear timeline to it.

    Kyiv’s allies need to double down – now

    At the end of his meeting with the German chancellor, Olaf Scholz, on October 11, Zelensky secured another €1.4 billion (£1.17 billion) worth of air defences, tanks, drones and artillery, to be jointly delivered by Germany, Belgium, Denmark and Norway.

    But Taurus ballistic missiles – top of Kyiv’s shopping list – are not included in this package. While predictable, this was a major disappointment for Zelensky. As was the fact that he essentially walked away empty-handed from his meetings in London, Paris and Rome.

    There is no indication that any of these major allies are likely to withdraw their support. But it is equally clear that they are not prepared to increase it decisively.

    This was also evident during the visit to Kyiv of the new Nato secretary-general, Mark Rutte, on October 3. Rutte travelled to Ukraine within days of assuming the role to reiterate the continuation of the alliance’s support. But as symbolically important as this was, he merely confirmed what had already been agreed rather than announcing anything new.

    The EU did marginally better. On October 10 it was announced the bloc was set to extend the training programme for Ukrainian troops until the end of 2026. The mission was launched in November 2022 and has trained some 60,000 troops to date. That’s about half of all Ukrainian soldiers trained abroad – and three times the number who received training from the US.

    The EU’s overall aid to Ukraine now stands at €162 billion since the beginning of the war in 2022, compared to €84 billion from the US. Two-thirds of US aid is military in nature, and with almost €57 billion to date, it dwarfs the contributions by Germany and the UK, the two next-largest donors with around €10 billion each.

    These are impressive numbers and there can be no doubt that Ukraine would have lost this war long ago without support from its western allies. Yet, the fact is that what Ukraine’s western partners currently provide is barely enough to prevent a Ukrainian defeat, let alone enable Ukraine to implement its victory plan.

    Vladimir Putin has consistently raised his country’s war effort to meet any challenges presented over the course of the conflict. Unless the west doubles down on its support to allow Kyiv to do the same, not only will Ukraine not win this war, it is in serious danger of losing it.

    The high-level meeting planned for Ramstein would have been the opportunity for the west to change gear decisively. Ukraine can only hope that its postponement, rather than outright cancellation, means its allies may yet step up to the plate.

    The UK and north-western Europe have had a particularly wet 2024. Extreme weather patterns caused by climate change are nothing to celebrate, but there is one group of organisms that will have appreciated all the rain.

    Numerous languages have a saying to the effect of “growing like mushrooms after the rain”. Indeed, rainfall across the year is a major factor in the prevalence of mushrooms. These are the short-lived structures we see poking above the soil that fungi use for reproduction. The rest of the fungus is actually there all the time, growing within the soil in a web of filaments known as mycelium.

    Similar to the way plants spread their offspring via seeds, fungi produce mushrooms to release spores that can be carried on the wind or spread by animals. As with any organism’s reproduction, it costs the fungus a lot of energy to make mushrooms, so its decision to make this investment will be attuned to when it is likely to have the best chance of success.

    Spores need moisture to germinate, and it generally helps if it’s not too cold. Autumn in the temperate climate found across much of Europe usually provides these conditions in abundance. Add in a mild, wet summer to get things started and that’s why we’re probably looking at a bumper autumn for wild mushrooms in 2024.

    How to make the most of it

    Some of the most prized gourmet mushrooms can be foraged in autumn, like chanterelles or porcini. When done responsibly, it’s a great hobby. But foragers beware: there has been an influx of mushroom identification books written by generative-AI and riddled with (potentially deadly) errors, so always get information about edible mushrooms from a safe and reliable source.

    If you ever feel tempted to pick something without being certain what it is, remember the adage: “there are old mushroom hunters and there are bold mushroom hunters, but there are no old bold mushroom hunters”. Never munch on a hunch.

    Autumn is the most productive season for mushrooms in temperate regions, though spring is fruitful too; St George’s mushroom was named for its tendency to appear around April 23. It’s also not only mushroom-forming fungi that have these seasonal and weather-driven patterns. Cases of a nasty lung infection called valley fever in the south-western US are caused by the microscopic Coccidioides soil fungi. They peak in the autumn, with particular surges in years following wet winters.

    Considering fungi are so dependent on weather and temperature, it’s not surprising that the timing and overall length of mushroom production is being affected by climate change. This mirrors the shifts in seasonal patterns for plants and animals.

    While an extended mushroom season could sound like good news to foragers, unfortunately, changing conditions may make fungal diseases like valley fever a bigger problem. And as extreme floods become more common, exposure to mould fungi will probably become a more pressing health issue in homes.

    Fungi aren’t just rain-lovers, though, they’re actually also rain-makers. Spores released into the atmosphere from fungi can act as a surface on which moisture in the air can form water droplets, and when this happens on a large scale it can contribute to the formation of clouds.

    This is just one example of the many underappreciated ways that fungi support our environment. Come rain or shine, I hope that you have the opportunity to get out into nature this autumn and enjoy the fungi.

Mortgage servicers also are reminded of options to assist homeowners under Fannie Mae’s guidelines during these circumstances.

    “This is a devastating time for many homeowners and renters impacted by Hurricane Milton, especially as some are still feeling the impacts of Hurricane Helene,” said Cyndi Danko, Senior Vice President and Chief Credit Officer, Single-Family, Fannie Mae. “Once recovery efforts begin, we encourage homeowners experiencing hardship because of the storm(s) to contact their mortgage servicer about payment relief options as soon as possible.     Under Fannie Mae’s guidelines for single-family mortgages impacted by a disaster:

    • Homeowners may request mortgage assistance by contacting their mortgage servicer (the company listed on their mortgage statement) following a disaster.
    • Homeowners affected by a disaster are often eligible to reduce or suspend their mortgage payments for up to 12 months by entering into a forbearance plan with their mortgage servicer. During this temporary reduction or pause in payments, homeowners will not incur late fees, and foreclosure along with other legal proceedings are suspended.
    • In instances where contact with the homeowner has not been established, mortgage servicers are authorized to offer a forbearance plan for up to 90 days if the servicer believes the home was affected by a disaster.
    • In addition, homeowners on a COVID-19-related forbearance plan who are subsequently impacted by a disaster may still be eligible for assistance and should contact their mortgage servicer to discuss options.

    Homeowners and renters looking for disaster recovery resources may visit the Fannie Mae website to learn more about addressing immediate needs.     Following Hurricane Helene’s devastating impacts across the Southeast and Appalachia, the Biden-Harris Administration continues its robust Federal efforts to help communities recover and rebuild. The storm heavily impacted North Carolina, where the Administration continues to surge resources and assist families, business owners, farmers, and other impacted communities receive the support and assistance they need and deserve.
    Federal disaster assistance for Hurricane Helene survivors has surpassed $474 million – including more than $86 million in housing and other types of assistance for survivors in North Carolina. Survivors can register for assistance at one of three Disaster Recovery Centers in Caldwell, McDowell, and Buncombe Counties, or on disasterassistance.gov, by calling 1-800-621-3362, or via the FEMA app.
    The Department of Defense continues to support search-and-rescue operations, route clearance, and commodities distribution across western North Carolina with 1,500 active-duty troops. The Department of Defense is also employing additional capabilities to assist with increasing situational awareness across the remote terrain of Western North Carolina. The Army Corps of Engineers continues missions supporting debris removal, temporary emergency power installation, infrastructure and water and wastewater assessments, and technical assistance. Over 2,000 North Carolina National Guard personnel along with over 200 Guardsmen from 15 States are conducting response operations in western North Carolina.
    As response efforts continue in North Carolina, more than 1,250 FEMA staff remain on the ground, with more arriving daily. Nearly 400 Urban Search and Rescue personnel remain in the field helping people. These teams have rescued or supported over 3,200 survivors to date.  
    Power has been restored to more than approximately 96 percent of customers, as a result of 10,000 utility personnel working around the clock. Cellular restoration also continues to improve, with more than 93 percent of cellular sites in service. FEMA is boosting response coordination by providing 40 Starlink units to ensure first responders can communicate with each other.
    Commodity distribution, mass feeding, and hydration operations continue in areas of western North Carolina. FEMA continues to send commodity shipments and voluntary organizations are supporting feeding operations with bulk food and water deliveries coming via truck and aircraft. Mobile feeding operations are reaching survivors in heavily impacted areas, including three mass feeding sites in Buncombe, McDowell and Watauga counties. The Salvation Army has 20 mobile feeding units supporting this massive operation and has provided emotional and spiritual care to survivors. To date, the American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage.
    Additional recovery efforts in North Carolina include:
    Supporting Infrastructure Recovery
    As part of the robust, whole-of-government response to Hurricane Helene, the U.S. Department of Transportation is supporting response and recovery efforts in impacted communities in North Carolina. DOT personnel are on the ground in multiple locations of the state.
    On October 5, the Department of Transportation’s Federal Highway Administration (FHWA) announced $100 million in Quick Release Emergency Relief funding to support North Carolina. The funding helps pay for the costs of immediate emergency work resulting from Hurricane Helene flood damage. Additional funding will flow to affected communities from the Emergency Relief program.
    FHWA worked closely with North Carolina and other federal agencies to assess infrastructure damage, including supporting hundreds of bridge inspections and other critical infrastructure assessments across the Southeast. On October 8, FHWA Acting Administrator Kristin White visited the region with Governor Roy Cooper, North Carolina Department of Transportation Secretary Joey Hopkins and other federal, state and local officials and got a first-hand look at impacts from the storm and recovery efforts.   
    The Federal Aviation Administration (FAA) continues to work with partners in affected parts of North Carolina and Tennessee, as the national airspace steadily returned to normal operations.
    The FAA Air Traffic Organization Technical Operations Team is on-site and leading communications restoration efforts at air traffic facilities. FAA also supported the North Carolina Air National Guard by providing advisory services at Rutherford County Airport and Avery County Airport.
    The FAA worked with state and local governments, critical infrastructure owners and operators, and first responders to enable drones to support response and recovery. The FAA granted permission to allow Wing to temporarily conduct beyond visual line of sight drone package deliveries for Walmart’s pharmacy in western North Carolina, delivering essential items including prescription medicine, medical supplies, and medical equipment to hard-to-reach locations.
    Additionally, President Biden’s approval of a Presidential Emergency Declaration for North Carolina affords the state a period of emergency regulatory relief from Federal Motor Carrier Safety regulations, including flexibility around driving time for property- and passenger-carrying vehicles. This allows truck drivers to get essential supplies to affected areas in North Carolina. It may also provide opportunities for motorcoach buses to deliver relief teams to response locations and allow for the transport and evacuation of residents.
    On October 10, Environmental Protection Agency (EPA) Administrator Michael Regan joined Governor Cooper, Senator Tillis, Congressman Edwards and local officials to assess federal and state recovery efforts in response to Hurricane Helene. EPA and its state partners have made significant progress bringing drinking water and wastewater systems back online, including restoring service to more than 75 drinking water systems that serve approximately 260,000 people in the Asheville area. EPA is also providing technical assistance and drinking water testing to systems and private drinking water well owners across the Asheville area through their Mobile Drinking Water lab – giving residents clear data and confidence that their water is safe to drink. The lab is capable of testing 100 samples per day. Water utilities and private well owners must request sampling services through their local health departments. EPA will remain on the ground in North Carolina helping area residents as long as their assistance is needed.  
    The Department of Energy’s Energy Response Organization remains activated to respond to storm impacts, and responders remain deployed to FEMA regional response coordination centers. Via the Electricity Sub-Sector Coordinating Council and Oil and Natural Gas Sub-Sector Coordinating Council, the Department of Energy has been coordinating continuously with energy sector partners on the ongoing Hurricane Helene response. As noted above, there are 10,000 line workers supporting power restoration efforts.
    The National Oceanic and Atmospheric Administration continues to support post-disaster imagery flights following Hurricane Helene, already totaling over 68 flight hours during 20 flights, including over western North Carolina. This imagery not only supports FEMA and the broader response community, but the public at large.
    Providing Financial Flexibilities to Homeowners and Taxpayers
    The U.S. Department of Housing and Urban Development (HUD) is providing a 90-day moratorium on foreclosures of mortgages insured by the Federal Housing Administration (FHA) as well as foreclosures of mortgages to Native American borrowers guaranteed under the Section 184 Indian Home Loan Guarantee program. Additionally, affected homeowners that have mortgages through Government-Sponsored Enterprises – including Fannie Mae and Freddie Mac – and the FHA are eligible to suspend their mortgage payments through a forbearance plan for up to 12 months.
    HUD announced $3 million for the State of North Carolina to support people experiencing homelessness in communities impacted by Hurricane Helene. Funding from the Rapid Unsheltered Survivor Housing program will help residents and families who are experiencing or at risk of homelessness and have needs that are not otherwise served or fully met by existing Federal disaster relief programs.
    This summer, HUD launched a new streamlined process for requesting additional flexibility on existing grants after a disaster is declared. Recipients of annual HUD funding – including in North Carolina – may request waivers to unlock and accelerate the use of their funding for disaster response and recovery. With the updated waiver process, HUD is proactively issuing maximum flexibility to communities impacted by disasters. These flexibilities will expedite the recovery process, reduce administrative burden, and allow impacted jurisdictions to quickly tailor programs and activities to address the post disaster needs of their communities. The Disaster Assistance and Recovery Team within HUD’s Office of Housing Counseling continues to conduct focused meetings with housing counseling agencies in each state impacted by these disasters to discuss their unique response and recovery challenges and identify resources available to assist.
    The Internal Revenue Service announced disaster tax relief for all individuals and businesses affected by Hurricane Helene in North Carolina. North Carolina taxpayers now have until May 1, 2025, to file various federal individual and business tax returns and make tax payments.
    Protecting Public Health
    The U.S. Department of Health and Human Services (HHS) declared a Public Health Emergency for North Carolina to address the health impacts of Hurricane Helene. HHS’s Administration for Strategic Preparedness and Response (ASPR) continues to provide medical support for Hurricane Helene, predominantly onsite in North Carolina. These ASPR personnel are deployed to support Hurricane Helene response operations, which include four Disaster Medical Assistance Teams and personnel from a Disaster Mortuary Operational Response Team (DMORT) in North Carolina. ASPR Health and Medical Task Forces and ASPR Disaster Medical Assistance Teams from the National Disaster Medical System are providing 24-hour surge support to three hospitals: Mission Hospital in Asheville, Blue Ridge Regional Hospital in Spruce Pine, and Caldwell Memorial in Lenoir. To date, ASPR teams have seen nearly 1000 patients. ASPR will continue to work with federal, state, and local partners to prioritize medical assistance to other areas affected by Hurricane Helene as required and requested.  
    Supporting Workers and Worker Safety
    Working alongside the Department of Labor, the States of North Carolina has announced that eligible workers can receive federal Disaster Unemployment Assistance to compensate for income lost directly resulting from Hurricane Helene. And, through the Department of Labor’s innovative partnership with the U.S. Postal Service, displaced workers in North Carolina can now go to the post office in any other state and verify their ID for purposes of getting their benefits quickly.
    Supporting Farmers and Agriculture
    The U.S. Department of Agriculture (USDA) has put contingency plans and program flexibilities into place to ensure farmers, foresters and communities are able to get the support they need, such as by extending program signup opportunities, expediting crop insurance payments, and using waivers and emergency procedures to expedite recovery efforts on working lands. USDA’s Food and Nutrition Service has issued flexibilities and waivers for North Carolina to ensure that food and nutritional assistance reaches those in need as soon as possible. In North Carolina, waivers have been issued to increase access to WIC products, replace benefits through Summer EBT, allow the purchase of hot foods through SNAP, and more.
    Additionally, USDA is currently coordinating over 200 staff on the ground in North Carolina, including saw support teams and emergency road clearance teams, to help clear trees and debris, including in Waterville, Marion, Newton, and Weaverville.
    Supporting Students and Student Loan Borrowers
    The Department of Education has offered technical assistance to states and local educational agencies to support recovery efforts and shared critical resources, including those developed by other federal agencies and organizations, to support restoring the teaching and learning environment.
    The Department’s office of Federal Student Aid (FSA) has flexibilities that are automatically available to affected institutions of higher education to help their continued management of the federal student aid programs. These flexibilities help schools if they need to adjust their academic calendars, such as due to unexpected closures, and also help students who may need to take a leave of absence. The flexibilities also help students avoid reductions in their federal aid due to any state or federal disaster assistance provided. FSA will also work with affected institutions that need help on other areas, such as paying credit balances. FSA has communicated with schools located in the areas impacted by Hurricane Helene. Those communications included existing Department guidance about how natural disasters impact schools and their administration of financial aid, resources, and links to FEMA disaster aid information. FSA’s communications also included a way for schools to share more information about the disaster impact on their campus and submit questions about administrative relief and flexibilities.
    The Department is ensuring affected borrowers in areas impacted by the hurricanes can focus on their critical needs without needing to worry about missing their student loan payments. Direct Loan borrowers and federally-serviced FFEL borrowers in the affected area who miss their payments will be automatically placed into a natural disaster forbearance. During forbearance, payments are temporarily postponed or reduced, and interest is still charged. Thanks to regulations issued by the Biden-Harris Administration, months in this forbearance will count toward PSLF and IDR forgiveness. Direct Loan and federally serviced FEEL borrowers are not required to take an action but have the option to call their servicer if they wish to enroll in the forbearance proactively. Perkins loan borrowers should contact their loan holder to request natural disaster forbearance. 
    Continuing to Survey Data
    The Department of the Interior’s U.S. Geological Survey (USGS) continues working to measure river levels and flow, and repair streamgages that transmit critical data. USGS crews continue working to determine the extent of flooding by surveying for high-water marks. These flood-peak data and high-water marks are used to determine flood frequency and are critical in the design of infrastructure and in determining flood plain boundaries. USGS stood up a landslide response team that now includes 32 USGS scientists, 19 of which ware mapping landslides, to provide technical assistance to the North Carolina Geological Survey and Tennessee Geological Survey. Their work includes reconnaissance using satellite imagery, flights, and on-the-ground assessments to map landslides.

  • MIL-OSI USA: Remarks by President  Biden on the Response to Hurricane Milton | St. Pete Beach,  FL

    THE PRESIDENT:  Hello, folks. 
    I just met a number of the homeowners, been wiped out, and the — everything from the Coast Guard to the fire department.  It’s a hell of a deal.
    I’m here in Florida for the second time in two weeks and — to survey the damage from another catastrophic storm: Hurricane Milton.  Thankfully, the storm’s impact was not as cataclysmic as had — we had predicted.  But on top of two [one] before it, it just keeps s- — seem we got to get — getting worse. 
    And bu- — you know, but for some individuals, it was cataclysmic — all those folks who not only lost their homes but, more importantly, those folks who lost their lives, lost family members, lost all their personal belongings.  Entire neighborhoods were flooded, and millions — millions were without power.
    Earlier this morning, I did an aerial tour of Saint Petersburg and the battered coastline.  I flew over Tropicana Field and — where the Tampa Bays play — Rays play, and the roof was almost completely off.  But thank God not many people were injured.
    I spoke with first responders who’ve been working around the clock.  I also met with small-business owners here and homeowners who’ve taken a real beating — these back-to-back storms.  And they’re heartbroken and exhausted, and their expenses are piling up.
    And I know from experience how devastating it is to lose your home.  Several years ago, my home was struck by lightning.  It didn’t all burn down, but we were out of the home for seven months while it was being repaired.  The thing I was most concerned about was not just the home; it was all those things, all those — all those pictures I saved, my — and my daughter had drawn when she was little, all the — all the family photographs, all the albums, all the things that really matter.  
    Folks, the — the fact is that when you lose your wedding ring and the old photos of your children, family keepsakes, things that can’t be replaced — but sometimes, from my own experience, that’s the part that hurts the most.
    And I’m standing next to the mayor of Pete’s Beach and the Chairwoman Peters.  Both their homes were damaged in Hurricane Milton.  The mayor’s home flooded, family vehicles washed away.  The county chair’s home had experienced significant damage in the past two storms previous.  They just finished rebuilding and settling back in, and now they have to do it all over again.   
    Both their families lost precious personal belongings, but they’ve stepped up not only to look out for themselves but to help other families, help their neighbors.  You know, that’s the resilience of the people of West Florida.
    And I want to thank them and all the public officials who suffered consequential losses because of the storm but who are out there doing things to help other people who had serious losses.  It matters.  The American people should know the sacrifices they’re making.
    You know, they’ve been steadfast partners as well.  We’ve been in frequent contact.
    And it’s in moments like this we come together to take care of each other, not as Democrats or Republicans but as Americans — Americans who need help and Americans who would help you if you were in the same situation.  We are one United States — one Unites States.
    I also came here to talk about all the progress we have made together.  This is a whole-of-government effort, from state and local to FEMA to U.S. Coast Guard, Army Corps of Engineers, the Energy Department, Environmental Protection Agency, Department of Defense, just to name a few.
    FEMA has delivered 1.2 million meals, over 300,000 liters of water, 2 million gallons of fuel.  And so far, we’ve installed 100 satellite terminals to restore communications in impacted areas so families can ton- — contact their loved ones to be sure everything is okay and be able to reach out for help as well.
    Speaking of help, so far, we’ve opened 10 disaster recovery centers in Florida, with more to come, so people can have one stop to meet with officials, get the federal help they’re entitled to that’s available to them, such as direct, immediate financial aid and no [low-]interest payment loans, mortgage relief, and so much more.

    Yesterday, after I signed the major disaster declaration, more than 250,000 Floridians registered for help — 250,000 — the most in sin- — any — a single day ever in the history of this country — 250,000.
    I know you’re concerned about the debris removal, and it’s obvious why.  We’re prioritizing debris removal and working with the state and local partners to clear roads, to get wreckage into — of the two hurricanes off properties, and so more folks can return home and businesses can receive much-needed deliveries of food, fuel, medicine, and other essentials.  That’s a priority for me.
    Power has also been restored to over 2 million people in a matter of days.  And thanks to tens of thousands of power workers from 43 states and Canada working nonstop, even more people will have more power restored soon. 
    Today, I’m proud to announce $612 million to six new cutting-edge projects to support communities impacted by Hurricane Helene and Milton.  That includes $47 million for Gainesville Regional Utilities and another $47 million for Florida Power & Light.
    This funding will not only restore power, but it’ll make the region’s power system stronger and more capable and reduce the frequency and duration of power outages while extreme weather events become more frequent. 
    In fact, we’ve been able to restore power quicker because of critical infrastructure investments were made both when I was vice president and president to harden the grid.  For folks at home, “the grid” means the electrical power system that transmits energy from the — where it’s produced in a power plant to where it’s used in homes and businesses. 
    We’ve been hardening the grid, like b- — like burying transmission lines underground, replacing wood power poles with concrete or composite poles so they don’t snap in the wind.
    Energy Secretary Granholm is here with me today leading this effort, and she’ll tell you more about it and other cutting-edge technologies on the grid in a moment.
    Let me close with this.  I’m here to porsonally — personally say thank you to the brave first responders — and I don’t want to underestimate that — brave first responders, men and women in uniform, utility workers.  (Inaudible) look at the number that showed up from around the country — from Canada — California, Nebraska, all over the country — to come here to help. 
    Men and women in uniform, as I said; health care personnel; neighbors helping neighbors; and so many more people.  This is all a team effort, folks.  You made a big difference.  And it’s saved lives.
    But there’s much more to do, and we’re going to do everything we can to get power back into your homes, not only helping you recover but to help you build back stronger.

That’s why I call on Speaker Johnson to follow the Senate’s lead and bring the Wadee Resolution, which now counts with 39 cosponsors, for a vote to address Islamophobia, Antisemitism, and all forms of bigotry.
