MIL-OSI Security: Saskatchewan — Saskatchewan RCMP WEST asks members of the public to report sightings of Joey Desjarlais

Saskatchewan RCMP WEST is asking members of the public to report all sightings and information on the whereabouts of 34-year-old Joseph “Joey” Desjarlais.

Desjarlais is wanted in relation to a September 8 robbery in Wadena, a September 16 robbery in Melfort, and is now charged in relation to a robbery in Yorkton.

On September 22, 2024 at approximately 2:05 a.m., Yorkton RCMP received a report of a robbery at a business on Smith Street.

Investigation determined an adult male entered the business, threatened an employee with a firearm, then stole cash, cigarettes and the keys to the employee’s vehicle. He then fled in that vehicle.

No physcal injuries were reported as a result of the robbery.

As a result of investigation, Desjarlais has been charged with:
- one count, robbery with firearm, Section 344, Criminal Code;
- one count, theft of motor vehicle, Section 333.1(1), Criminal Code;
- one count, possession of a weapon for a dangerous purpose, Section 88(1), Criminal Code; and
- three counts, possession of weapon contrary to order, Section 117.01(1), Criminal Code.
Saskatchewan RCMP, including the Warrant Enforcement and Suppression Team (WEST), is actively working to locate and arrest Desjarlais on his multiple outstanding warrants. Residents in the area may notice an increased police presence as a result of the efforts to arrest him.

If you see Desjarlais, do not approach him. Report all sightings of him or information on his whereabouts to police immediately.

Desjarlais is described as approximately 5’7″ tall and 130 lbs. He has brown eyes, short brown hair, and a short beard. He has tattoos of the words ‘public’ and ‘enemy’ with flames on his hands, and ‘Bonnie and Clyde’ tattooed on the right side of his neck.

MIL-OSI United Nations: Secretary-General’s remarks at the Opening of the General Debate of the Seventy-ninth Session of the General Assembly [as delivered]

Mr. President of the General Assembly,

Excellencies,

Ladies and gentlemen,

Our world is in a whirlwind.

We are in an era of epic transformation – facing challenges unlike any we have ever seen – challenges that demand global solutions.

Yet geo-political divisions keep deepening. The planet keeps heating.

Wars rage with no clue how they will end.

And nuclear posturing and new weapons cast a dark shadow.

We are edging towards the unimaginable – a powder keg that risks engulfing the world.

Meanwhile, 2024 is the year that half of humanity goes to the polls – and all of humanity will be affected.

I stand before you in this whirlwind convinced of two overriding truths.

First, the state of our world is unsustainable.

We can’t go on like this.

And second, the challenges we face are solvable.

But that requires us to make sure the mechanisms of international problem-solving actually solve problems.

The Summit of the Future was a first step, but we have a long way to go.

Getting there requires confronting three major drivers of unsustainability.

A world of impunity – where violations and abuses threaten the very foundation of international law and the UN Charter.

A world of inequality – where injustices and grievances threaten to undermine countries or even push them over the edge.

And a world of uncertainty – where unmanaged global risks threaten our future in unknowable ways.

These worlds of impunity, inequality and uncertainty are connected and colliding.

Excellencies,

The level of impunity in the world is politically indefensible and morally intolerable.

Today, a growing number of governments and others feel entitled to a “get out of jail free” card.

They can trample international law.

They can violate the United Nations Charter.

They can turn a blind eye to international human rights conventions or the decisions of international courts.

They can thumb their nose at international humanitarian law.

They can invade another country, lay waste to whole societies, or utterly disregard the welfare of their own people.

And nothing will happen.

We see this age of impunity everywhere — in the Middle East, in the heart of Europe, in the Horn of Africa, and beyond.

The war in Ukraine is spreading with no signs of letting up.

Civilians are paying the price – in rising death tolls and shattered lives and communities.

It is time for a just peace based on the UN Charter, on international law and on UN resolutions.

Meanwhile, Gaza is a non-stop nightmare that threatens to take the entire region with it.

Look no further than Lebanon.

We should all be alarmed by the escalation.

Lebanon is at the brink.

The people of Lebanon – the people of Israel – and the people of the world — cannot afford Lebanon to become another Gaza.

Let’s be clear.

Nothing can justify the abhorrent acts of terror committed by Hamas on October 7th, or the taking of hostages – both of which I have repeatedly condemned.

And nothing can justify the collective punishment of the Palestinian people.

The speed and scale of the killing and destruction in Gaza are unlike anything in my years as Secretary-General.

More than 200 of our own staff have been killed, many with their families.

And yet the women and men of the United Nations continue to deliver humanitarian aid.

I know you join me in paying a special tribute to UNRWA and to all humanitarians in Gaza.

The international community must mobilize for an immediate ceasefire, the immediate and unconditional release of all hostages, and the beginning of an irreversible process towards a two-State solution.

For those who go on undermining that goal with more settlements, more landgrabs, more incitement — I ask:

What is the alternative?

How could the world accept a one-state future in which a large a large number of Palestinians would be included without any freedom, rights or dignity?

In Sudan, a brutal power struggle has unleashed horrific violence — including widespread rape and sexual assaults.

A humanitarian catastrophe is unfolding as famine spreads. Yet outside powers continue to interfere with no unified approach to finding peace.

In the Sahel, the dramatic and rapid expansion of the terrorist threat requires a joint approach rooted in solidarity – but regional and international cooperation have broken down.

From Myanmar to the Democratic Republic of the Congo to Haiti to Yemen and beyond – we continue to see appalling levels of violence and human suffering in the face of a chronic failure to find solutions.

Meanwhile our peacekeeping missions are too often operating in areas where simply there is no peace to keep.

Instability in many places around the world is a by-product of instability in power relations and geo-political divides.

For all its perils, the Cold War had rules.

There were hot lines, red lines and guard rails.

It can feel as though we don’t have that today.

Nor do we have a unipolar world.

We are moving to a multipolar world, but we are not there yet.

We are in a purgatory of polarity.

And in this purgatory, more and more countries are filling the spaces of geopolitical divides, doing whatever they want with no accountability.

That is why it is more important than ever to reaffirm the Charter, to respect international law, to support and implement decisions of international courts, and to reinforce human rights in the world.

Anywhere and everywhere.

Excellences, Mesdames et Messieurs,

L’augmentation des inégalités est un deuxième facteur de l’insoutenabilité et une tache sur notre conscience collective.

L’inégalité n’est pas une question technique ou bureaucratique.

Au fond, l’inégalité est une question de pouvoir, aux racines historiques.

Les conflits, les bouleversements climatiques et la crise du coût de la vie étendent ces racines historiques plus profondément encore.

Dans le même temps, le monde peine encore à se relever de la flambée des inégalités engendrée par la pandémie.

Au cours de la même période, les cinq hommes les plus riches de la planète ont plus que doublé leurs fortunes.

Et un pour cent des habitants de la planète détient 43 % de l’ensemble des avoirs financiers mondiaux.

Au niveau national, certains gouvernements décuplent les inégalités en accordant des cadeaux fiscaux massifs aux entreprises et aux ultra-riches — au détriment des investissements dans la santé, l’éducation et la protection sociale.

Et personne n’est plus lésé que les femmes et les filles du monde entier.

La discrimination et les abus généralisés fondés sur le genre constituent l’inégalité la plus répandue dans toutes les sociétés.

Chaque jour, il semble que nous soyons confrontés à de nouveaux cas révoltants de féminicides, de violences fondées sur le genre et de viols collectifs – en temps de paix comme en tant qu’arme de guerre.

Dans certains pays, les lois sont utilisées pour menacer la santé et les droits reproductifs.

Et en Afghanistan, les lois sont utilisées pour entériner l’oppression systématique des femmes et des filles.

Et je suis désolé de constater que, malgré des années de beaux discours, l’inégalité de genre se manifesteet je vous demande pardon de le dire, elle se manifeste aujourd’hui encore, pleinement dans cette enceinte.

Moins de 10 pour cent des intervenants au Débat général de cette semaine sont des femmes.

C’est inacceptable, surtout quand on sait que l’égalité entre les femmes et les hommes contribue à la paix, au développement durable, à l’action climatique et bien plus encore.

C’est précisément pour cela nous avons pris des mesures spécifiques pour atteindre la parité hommes-femmes parmi les hauts responsables de l’Organisation des Nations Unies,objectif qui est déjà complété.

C’est faisable.

J’exhorte les institutions politiques et économiques du monde dominées par les hommes à le faire aussi.

Les inégalités mondiales se reflètent et se renforcent jusque dans nos propres organisations internationales.

Le Conseil de sécurité des Nations Unies a été conçu par les vainqueurs de la Seconde Guerre mondiale.

À ce jour, l’Afrique n’a toujours aucun siège permanent au sein de la principale instance de paix du monde.

Je félicite les dirigeants de la Banque mondiale et du Fonds monétaire international pour les mesures importantes qu’ils ont entreprises.

Mais comme le souligne le Pacte pour l’avenir, la lutte contre les inégalités exige une accélération de la réforme de l’architecture financière internationale.

Au cours des huit dernières décennies, l’économie mondiale s’est développée et transformée.

Les institutions de Bretton Woods n’ont pas suivi le rythme.

Elles ne sont plus en mesure de fournir un filet de sécurité mondial, ni d’offrir aux pays en développement le niveau de soutien dont ils ont tant besoin.

Dans les pays les plus pauvres du monde, le coût des intérêts de la dette dépasse, en moyenne, le coût des investissements dans l’éducation, la santé et les infrastructures publiques réunis.

Et à l’échelle du monde, plus de 80 % des cibles des Objectifs de développement durable ne sont pas en bonne voie.

The third driver of our unsustainable world is uncertainty.

The ground is shifting under our feet.

Anxiety levels are off the charts.

And young people, in particular, are counting on us and seeking solutions.

Uncertainty is compounded by two existential threats – the climate crisis and the rapid advance of technology — in particular, Artificial Intelligence.

Excellencies,

We are in a climate meltdown.

Extreme temperatures, raging fires, droughts, and epic floods are not natural disasters.

They are human disasters — increasingly fueled by fossil fuels.

No country is spared. But the poorest and most vulnerable are hardest hit.

Climate hazards are blowing a hole through the budgets of many African countries, costing up to five per cent of GDP – every year.

And this is just the start.

We are on course to careen past the global limit of a 1.5 degree temperature rise.

But as the problem gets worse, solutions are getting better.

Renewable prices are plummeting, roll-out is accelerating, and lives are being transformed by affordable, accessible clean energy.

Renewables don’t just generate power. They generate jobs, wealth, energy security and a path out of poverty for millions.

But developing countries cannot be plundered in that journey.

Our Panel on Critical Minerals has recommended fair and sustainable ways to meet global demand for these resources, which are essential to the renewables revolution.

Excellencies,

A future without fossil fuels is certain. A fair and fast transition is not.

That is in your hands.

By next year, every country must produce an ambitious new national climate action plan – or Nationally Determined Contributions.

These must bring national energy strategies, sustainable development priorities, and climate ambitions together.

They must align with the 1.5 degree limit, cover the whole economy, and contribute to every one of the COP28 energy transition targets.

An International Energy Agency report released today breaks this down.

By 2035, on average, advanced economies must slash energy emissions 80 per cent, and emerging markets 65 per cent.

The G20 is responsible for 80 per cent of total emissions.

They must lead the charge – keeping with the principle of common but differentiated responsibilities and respective capabilities in the light of different national circumstances.

But this must be a joint effort — pooling resources, scientific capacities and proven and affordable technologies for all to be able to reach those targets.

I’m honoured to be working closely with President Lula of Brazil – who is both G20 Chair and COP30 host – to secure maximum ambition, acceleration and cooperation. We just met for that purpose.

Finance is essential.

COP29 is around the corner.

It must deliver a significant new finance goal.

We also need a Loss and Damage Fund that meets the scale of the challenge – and developed countries meeting their adaptation finance promises.

And we must finally flip the script on a crazy situation:

We continue to reward polluters to wreck our planet.

The fossil fuel industry continues to pocket massive profits and subsidies, while everyday people bear the costs of climate catastrophe – from rising insurance premiums to lost livelihoods.

I call on G20 countries to shift money from fossil fuel subsidies and investments to a just energy transition;

To put an effective price on carbon;

And to implement new and innovative sources of financing – including solidarity levies on fossil fuel extraction – through legally-binding, transparent mechanisms.

All by next year and this taking into account that those who shoulder the blame must foot the bill.

Polluters must pay.

Excellencies,

The rapid rise of new technologies poses another unpredictable existential risk.

Artificial Intelligence will change virtually everything we know — from work, education and communication, to culture and politics.

We know AI is rapidly advancing, but where is it taking us:

To more freedom – or more conflict?

To a more sustainable world – or greater inequality?

To being better informed – or easier to manipulate?

A handful of companies and even individuals have already amassed enormous power over the development of AI – with little accountability or oversight for the moment.

Without a global approach to its management, artificial intelligence could lead to artificial divisions across the board – a Great Fracture with two internets, two markets, two economies – with every country forced to pick a side, and enormous consequences for all.

The United Nations is the universal platform for dialogue and consensus.

It is uniquely placed to promote cooperation on AI – based on the values of the Charter and international law.

The global debate happens here, or it does not happen.

I welcome important first steps.

Two resolutions in the General Assembly, the Global Digital Compact, and the recommendations of the High-Level Body on AI can lay the foundations for inclusive governance of AI.

Let’s move forward together to make AI a force for good.

Excellencies,

Nothing lasts forever.

But a feature of human life is that it appears otherwise.

The current order always feels fixed.

Until it is not.

Across human history, we see empires rising and falling; old certainties crumbling; tectonic shifts in global affairs.

Today our course is unsustainable.

It is in all our interests to manage the epic transformations underway; to choose the future we want and to guide our world towards it.

Many have said that the differences and divisions today are just too great.

That it is impossible for us to come together for the common good.

You proved that is not true.

The Summit of the Future showed that with a spirit of dialogue and compromise, we can join forces to steer our world to a more sustainable path.

It is not the end.

It is a start of a journey, a compass in the whirlwind.

Let’s keep going.

Let’s move our world towards less impunity and more accountability …. less inequality and more justice … less uncertainty and more opportunity.

The people of the world are looking to us – and succeeding generations will look back on us.

Let them find us on the side of the United Nations Charter … on the side of our shared values and principles … and on the right side of history.

MIL-OSI USA: Congressman Cohen Announces $2.9 Million Assistance to Firefighters Grants to City of Memphis

WASHINGTON – Congressman Steve Cohen (TN-9) today announced that the City of Memphis will receive two Federal Emergency Management Agency (FEMA) Assistance to Firefighter grants totaling $2,945,907. One for $1,460,144, will go for its operations and safety programs. The other, for $1,485,763, will be used to acquire vehicles.

Congressman Cohen made the following statement:

“These grants to the Memphis Fire Department will provide the resources necessary to meet our critical health and safety needs. Upgrading our firefighting equipment will assure our firefighters are working with the modern tools they need.”

Biden-Harris Administration Announces Nearly $715 Million to Help Communities Across the Nation Build Resilience to Flooding Disasters Through Investing in America Agenda

WASHINGTON — Extreme weather events are becoming more frequent and more severe due to climate change leading to increased response and recovery missions across the nation. Today, FEMA Administrator Deanne Criswell said during Climate Week NYC that the agency will announce approximately $715 million in new project selections to eliminate or reduce flood damage supported by historic funding from the Biden-Harris Administration’s Investing in America Agenda. The funding, which comes through FEMA’s Flood Mitigation Assistance program will help communities across the nation enhance resilience to extreme weather events.

The Biden-Harris Administration has provided record funding to this program thanks to Bipartisan Infrastructure Law funding for the Flood Mitigation Assistance program. Total funding for project selections increased nearly five times from the amount available—$160 million—for the FY21grant cycle before the law. In total, funding from this legislation over five years for the Flood Mitigation Assistance program is $3.5 billion.

“Flooding is already the nation’s most costly and frequent disaster and climate change is only making it worse,” said FEMA Administrator Deanne Criswell. “Additional funding from the Bipartisan Infrastructure Law is providing communities more critical resources to withstand increasing flood threats. Whether it’s elevating or acquiring flood-prone properties, these dollars are going to make communities more prepared and reduce disaster suffering for future generations.”

“As flooding occurs more frequently and with greater severity, flood mitigation is more important than ever,” said Secretary of Homeland Security Alejandro N. Mayorkas. “For 30 years, FEMA’s Flood Mitigation Assistance grant program has provided communities with access to federal support to protect against flood risk. Through the funding announced today, FEMA will continue to help states, local communities, Tribal Nations and territories analyze their risk of flooding and take forward-looking steps to protect their communities before a disaster strikes.”

Through this program, FEMA provides funding to states, local communities, Tribal Nations and territories to reduce or eliminate the risk of repetitive flood damage to buildings insured under the National Flood Insurance Program. There are three categories of funding which include:

Capability and Capacity Building Activities, such as project scoping to develop project plans and design.
Localized Flood Risk Reduction Projects, which help build resilience to flooding at the community level, including floodplain management, wetland, marsh, riverine and coastal restoration and protection.
Individual Flood Mitigation Projects, which protect individual homes and buildings from flooding, including by buying out or elevating properties above flood levels.

Today’s selections further underscore the Biden-Harris Administration’s commitment to environmental justice by assisting the most disadvantaged communities in building resilience to climate change and extreme weather events. Aligning with the President’s Justice40 Initiative, these efforts will advance the goal that 40% of the overall benefits of certain covered federal investments go to disadvantaged communities that are marginalized by underinvestment and overburdened by pollution. For this cycle, FEMA almost tripled the amount of funding for disadvantaged communities from 16% in FY21 to more than 50% for a total of $367 million.

The announcement also aligns with FEMA’s 2024 Year of Resilience campaign, as well as the goals of the National Climate Resilience Framework and will help build capacity to withstand tomorrow’s hazards. As part of FEMA’s strategic goal to promote and sustain a ready nation, FEMA enhanced geographic distributions with more than 60 new selections.

This is the 30^th anniversary of the Flood Mitigation Assistance program, created in 1994. Approximately $2 billion has been obligated by FEMA to address the nation’s costliest annual disaster.

The selections complement a July announcement of $1 billion through FEMA’s Building Resilient Infrastructure and Communities program and a recent $300 million in funding through Flood Mitigation Assistance’s Swift Current opportunity—another important part of the President’s Investing in America Agenda—to make the nation more resilient to natural hazards. Both programs provide climate resilience funding to help address increased demand for federal funds to address the climate crisis.

Flood Mitigation Assistance

More than 775 buildings will be protected to prevent future strain on homeowners and reduce future claims payments from the National Flood Insurance Program.

All 197 projects are in National Flood Insurance Program-participating communities in 25 states. In addition to flood control activities, the selections will reduce risk to individual properties through actions like elevations, acquisitions and mitigation reconstruction of buildings insured by NFIP.

Examples of project selections that address community flood risk for the purpose of reducing NFIP flood claim payments include:

The Pacific Avenue storm mitigation project in Wildwood, New Jersey, aims to address street flooding. The flood-prone area will benefit from a redesigned stormwater management system. A new pump station will manage stormwater runoff to ensure efficient drainage.
St. John the Baptist Parish in Louisiana plans to elevate 132 flood-prone homes to reduce future damage and minimize flood insurance claims. The parish will elevate structures to at least 2 feet above Base Flood Elevation.
The city of Moab, Utah, will mitigate flood risks by improving two detention basins, White Canyon and Johnson Canyon, both of which pose significant flood risks. The project includes building improved spillways to protect downstream properties.
The Arizona Department of Game and Fish will develop alternative designs to address safety risk to the Black Canyon Dam. The solution will improve the safety for nearly 200 downstream structures.

Approximately 51% of this cycle’s Flood Mitigation Assistance project selections will go to disadvantaged communities, an increase of 18% from last year’s cycle. Examples of these community-wide projects funded areas include:

Belhaven, North Carolina will reduce flooding in communities vulnerable to wind-driven tides and severe weather by installing pumps and an automated tidal gate along Wynne’s Gut. The system aims to mitigate the number of repetitive property losses. The tidal gate will prevent tidal water from entering, while the pump station will discharge rainfall runoff, ensuring a quicker recovery for essential community lifelines.
Jefferson County, Texas will address severe flooding in three vulnerable areas serviced by storm sewers, ditches, channels and detention basins. The solution includes enhancing drainage to the Neches River.
In Kansas, the Unified Government of Wyandotte County and Kansas City will advance its floodplain management program to prevent or reduce the risk of flooding. One goal is to improve the unified government’s Community Rating System class, a voluntary incentive program that recognizes and encourages community floodplain management practices that exceed the minimum requirements of the National Flood Insurance Program. An enhanced floodplain management program will not only help to reduce disaster suffering but also provide discounts to flood insurance policyholder premiums through the improved Community Rating System class.

MIL-OSI USA: Florida Man Convicted of Sex Trafficking Nearly a Dozen Women and Girls

Following a nine-day trial, a federal jury in the Southern District of Florida convicted Shannima Yuantrell Session, also known as Shalamar, 47, of Lake Placid, Florida, on 13 charges for sex trafficking nearly a dozen women and girls. Session compelled some of his victims to commit commercial sex acts between July 2011 and July 2013, and he compelled other victims to commit commercial sex acts between February 2016 and February 2019.

“The defendant used despicable and horrific means to terrify and coerce nearly a dozen women and girls to engage in commercial sex,” said Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division. “The Justice Department is committed to protecting vulnerable victims from such cruel exploitation. Session’s promises were often false and empty, designed to provide him the opportunity to learn about a victim’s vulnerabilities while misrepresenting himself as caring and empathetic. Session then exploited the victims’ vulnerabilities to compel their commercial sex acts in squalid trailers housing migrant workers or in local orange groves.

At times, Session used food and housing to control and coerce the victims. For example, he would not permit one of his victims to eat if the victim did not follow his instructions. Often, Session required his victims to engage in sexual activity with him after they had spent a night having compelled sexual intercourse with up to 18 men.

Further, the evidence presented during the trial demonstrated that Session resorted to extreme physical violence to compel and intimidate certain victims. He violently punched some of the victims in the back of their heads in order not to leave marks on their bodies. Once, Session dragged a victim to a shower and beat her in the back of her head with a metal nutcracker until she fell limp to the floor. Session also choked another victim to the point that she lost consciousness, beat another victim with a baseball bat and brutalized yet another so badly that her nose ring fell out due to the force of the assault. In addition, Session took multiple victims to a nearby lake, where he held their heads underwater and threatened to drown them if they did not do as he ordered.

The evidence also showed that Session used a firearm to intimidate and control his victims. He consistently kept a firearm in his possession, and frequently displayed it to victims or referred to it when talking with them. Once, Session pointed a firearm at a victim while he was driving and threatened to “kill” her after she asked him how he would feel if someone treated his daughter the way he treated her. Fearing for her life when Session stopped the car and began walking to the passenger side door, the victim jumped out of the car and ran towards nearby woods. In response, Session fired a shot into the air while he called out the victim’s name.

Finally, the evidence indicated that Session manipulated and took advantage of some victims’ substance abuse problems to compel their commercial sex services. For example, Session provided victims with cocaine and methamphetamine to give them sufficient energy to engage in commercial sex acts with multiple migrant men at nearby trailers.

A sentencing hearing is scheduled for Dec. 19. Session faces a minimum penalty of 15 years in prison and a maximum penalty of life in prison as well as mandatory restitution. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

The FBI Miami Field Office, Ft. Pierce Resident Agency, investigated the case, with assistance from the Highlands County, Florida, Sheriff’s Office.

Following a nine-day trial, a federal jury in the Southern District of Florida convicted Shannima Yuantrell Session, also known as Shalamar, 47, of Lake Placid, Florida, on 13 charges for sex trafficking nearly a dozen women and girls. Session compelled some of his victims to commit commercial sex acts between July 2011 and July 2013, and he compelled other victims to commit commercial sex acts between February 2016 and February 2019.

“The defendant used despicable and horrific means to terrify and coerce nearly a dozen women and girls to engage in commercial sex,” said Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division. “The Justice Department is committed to protecting vulnerable victims from such cruel exploitation. This prosecution reflects that commitment. Mr President, I stand here as a man of multiple identities.

A Londoner. A patriotic Brit. A lawyer.

Proud of my African, Guyanese, Caribbean and Indian heritage.

A committed multilateralist, who believes in the importance of the United Nations.

I agree with my great predecessor, Ernie Bevin, when he said in 1945:

“Our eyes should be fixed upon the United Nations… All nations of the world should be united to look that way.”

The purposes and principles of the UN remain as indispensable today as in Bevin’s time.

Our task is to recapture that founding spirit so that when we reach the UN’s centenary, their legacy endures.

But we cannot ignore the challenges we face. More conflicts than at any time since 1945, costing the global economy over 900 billion dollars, and creating the most refugees and displaced people on record.

Geopolitical tensions arising. Progress against the Sustainable Development Goals stalling. Trust in multilateralism faltering.

The Pact for the Future and this Summit offer a chance for Member States to show responsible global leadership, to engage with the rapid changes of our age, and go further in meeting the needs of everyone – especially the most vulnerable.

As I know all too well, countries of the Global South suffered great injustices in the past. And I have heard repeatedly how frustrated partners are by the unfairness of the global system.

We cannot ignore these frustrations. We must act.

First, as the Secretary-General has said, we need greater collective efforts to prevent and end conflict. For Britain, that means upholding Ukraine’s sovereignty, urging an immediate ceasefire in Gaza and Lebanon, and supporting an end to the fighting in Sudan.

It means robustly challenging Member States who violate the Charter, rejecting a world in which might makes right.

It means a more representative Security Council.

It means supporting the international rule of law, and applying it equally and fairly which is why Britain has proposed the outstanding Professor Dapo Akande for election as a judge at the International Court of Justice.

Second, we need urgent action on the climate and nature crisis.

With this new Government, Britain is renewing our ambitions at home, aiming to deliver clean power by 2030.

And I am determined that we also reconnect abroad, building a Global Clean Power Alliance, championing creativity and reforms to unlock international climate and nature finance, particularly from the private sector, and bolstering efforts to protect at least thirty per cent of the planet’s land and ocean by 2030.

Third, countries like Britain must modernise our approach to development.

This Government believes partnership, not paternalism, is the way to deliver the Sustainable Development Goals.

Making best use of technology and innovation. Putting indigenous people and local communities, including women and girls, at the centre of decision-making on development programmes.

Driving faster reform of the global financial system to strengthen the voice of the most vulnerable and tackle unsustainable debt.

Friends, action on conflict, climate and poverty. Delivered by a reformed multilateral system. This is the path to peace and prosperity on a liveable planet.

All over the world, in every war zone, every refugee camp, the UN is there. A beacon of hope and humanity to which, as Bevin said, the gaze of all nations should turn.

This Summit must direct the world’s eyes towards that beacon once again. And Britain is proud to support it.

MIL-OSI USA: Rivers in Europe Burst Their Banks

A slow-moving storm triggered days of intense rainfall across central and eastern Europe in September 2024. The deluge submerged entire neighborhoods and forced tens of thousands to evacuate flooded towns and cities.
Between September 11 and 18, a low-pressure storm system battered parts of Austria, Poland, Slovakia, and the Czech Republic (Czechia) with torrential rainfall. The storm formed when a wave of cold Arctic air plunged into southern Europe and met with warm, moist air from the Mediterranean. The low-pressure system became cut off from the prevailing jet stream (known as a cut-off low), allowing it to linger in the region for several days.
Named Storm Boris by the UK Met Office, the system hit hardest in the Czech Republic and Austria, which in one week saw up to three times the amount of rainfall typical for the entire month of September, according to the European Centre for Medium-Range Weather Forecasts. In eastern Austria, near Vienna, 215 millimeters (8.5 inches) of rain fell during that week. All of this rainfall, however, had consequences beyond the hardest-hit areas.
On September 18, water levels along the Oder River in southeastern Poland surpassed the highest alert category set by the country’s institute of meteorology. The river originates in the Oder Mountains in the Czech Republic and runs north through Poland to Germany. Water overtopped the banks of the river near Wrocław and flooded the surrounding farmland, visible in the image above (right), acquired on September 20, 2024. The image on the left shows the same region on September 4, before the storm. Both images were acquired by the OLI (Operational Land Imager) on Landsat 8 and are false color to emphasize the presence of water (dark blue).
The Danube River overtopped its banks in Slovakia, sending floodwaters into the capital, Bratislava. The false-color image below, acquired by the OLI-2 on Landsat 9, shows inundated areas along the Danube on September 21. According to news reports, the relentless rain forced dozens of people from their homes.

In Poland’s mountain town of Stronie Slaskie, near the border with the Czech Republic, a dam burst and caused deadly flooding. As of September 20, flooding across central and eastern Europe and into Italy has contributed to the displacement of over 25,000 people, according to the European Union.

The Right Honourable Mr. Justin Trudeau, Prime Minister of Canada, Your Excellency Dr. Garry Conille, Prime Minister of the Republic of Haiti, Distinguished Heads of State and Government,

On behalf of the United Nations Secretary-General, I have the honour to join you for this high-level event – and stand together in solidarity with Haiti, during these critical times.

I would like to thank Canada, the Chair of the ECOSOC Ad Hoc Advisory Group on Haiti, for their active efforts to support a coordinated and coherent approach to Haiti’s stabilization and sustainable development.

Excellencies,

The security situation in Haiti remains extremely preoccupying – and poses major threats not only to the people of Haiti but also to peace and security in the region.

Gang violence continues to ravage the country.

Heavily armed gangs attack police stations, loot hospitals, occupy courthouses, and destroy other critical installations.

These are deliberate efforts to erode state authority, sow chaos and make it easier to prey on vulnerable communities.

Between January and end-August alone, the United Nations has documented more than 3,400 people killed and 1,600 others injured in gang violence – with over a 1,000 people kidnapped by these groups.

Other shocking human rights abuses have been amply documented, including rape, forced recruitment, and exploitation.

More than 578,000 people are internally displaced, over half of them children.

Nearly half of the population are food insecure and lack access to clean drinking water.

The proliferation of armed gangs in the capital has led to an alarming rise in sexual and gender-based violence mainly against women and girls.

In some areas, health service providers have reported receiving 40 rape victims a day.

The perpetrators of these heinous crimes must face justice.

Many children are victims of crossfire, exploitation and trafficking, forced to join gangs and increasingly used to carry out attacks.

[UNICEF estimates that 30 to 50 per cent of gang members are children.]

Haiti’s situation exemplifies a vicious cycle where decades of development deficits are deepened by ongoing insecurity and political instability.

This cycle has severely hampered any progress towards sustainable development, deeply affecting the socio-economic fabric of the nation.

Haiti also has one of the highest infant and maternal mortality rates in the Western Hemisphere.

Excellencies,

These daily horrors must stop.

The Haitian National Police face significant shortages of human, material and financial resources.

They need sustained and generous international support to equip and empower them to tackle the escalating gang violence and to protect Haitians from violence.

The deployment of the Multinational Security Support mission in June is a welcome development.

I salute the commitment of Kenya, Belize and Jamaica, who have currently deployed personnel to the MSS.

The UN Trust Fund for the MSS has received $67 million in voluntary contributions from Member States, out of a total of $84 million pledged.

Still, much more is needed to ensure the MSS can fulfil its mandate.

This is why the Secretary-General has consistently urged Member States to contribute to the MSS.

However, addressing security concerns alone is insufficient.

Enhancing educational opportunities, healthcare access, social protection and economic development is crucial to breaking the cycle of poverty and instability and foster a resilient society.

Distinguished delegates,

Breaking the cycle of violence requires both political solutions and security measures – in parallel.

Progress on the establishment of transitional bodies is urgently to ensure that the elections timeline agreed by Haitian stakeholders and the restoration of democratic institutions by February 2026 does not slip.

I call on all political stakeholders in Haiti to reaffirm their commitment to the political accord and roadmap to re-establishing democratic institutions.

Finally, continued international support and collaboration are essential to ensure these political milestones are complemented by strong development policies.

Today, nearly half of the population needs humanitarian assistance.

Despite this dire situation, only one third [36%] of the 2024 Humanitarian Response Plan remains funded.

I urge donors to step up, contribute to addressing these urgent needs while pledging long term development aid that addresses the root causes of instability.

The Secretary-General and the entire United Nations remain steadfast in our commitment to the people of Haiti.

Together, let us continue to do everything we can to bring peace, stability, and sustainable development – for all Haitians.

MIL-OSI USA: In White Plains, Gillibrand Announces Legislation to Address Epidemic of Traumatic Brain Injuries in Service Members and Veterans

Following a disturbing report showing that service members are sustaining crippling traumatic brain injuries as a result of firing their own weapons, U.S. Senator Kirsten Gillibrand visited the Westchester County Michaelian Office Building in White Plains to announce legislation to address traumatic brain injuries among service members and veterans.

Service members who regularly fire heavy weapons are at increased risk of brain injury as a result of repeated exposure to explosions or blasts from their own weapons and explosives – otherwise known as blast overpressure. These brain injuries can cause depression, anxiety, cognitive problems, hallucinations, panic attacks, violent outbursts, suicidal tendencies, psychiatric disorders, dementia, and a variety of other serious health problems. At least a dozen Navy SEALs who have died by suicide over the past decade were later found to have suffered blast injuries, and many more service members have complained of health issues after blast exposure. Despite this, the Pentagon has struggled to properly investigate the impact of blast overpressure, effectively track the prevalence of blast overpressure-related injuries, or offer appropriate care to service members and veterans. Gillibrand is calling for more research and better treatment for those affected.

Gillibrand was joined by Westchester Deputy County Executive Ken Jenkins, New York State Assemblyman Chris Burdick, City of White Plains Mayor Thomas Roach, Westchester County Board of Legislators Chairman Vedat Gashi, Director of the Westchester County Veterans Service Agency Ronald Tocci, City of Mount Vernon Director of Veteran’s Services Andrea Molina, and local veterans.

“After repeatedly being exposed to blasts from their own weapons during both training and combat, our service members are sustaining severe and crippling brain trauma,” said Senator Gillibrand. “This bill will require the DoD to investigate the prevalence and causes of these brain injuries; to track each service member’s exposure to blasts; and to help service members access care. This is a critical bill and I look forward to getting it passed in the NDAA.”

“With research showing an increased risk of traumatic brain injuries for our service members who regularly fire off heavy weapons, it is imperative we work together at all levels of government to start addressing the health implications they are being exposed to from the blasts of their own weapons. We know that doing so can truly save lives as blast overpressure has already been linked to the development of suicidal inclinations and cognitive issues,” said New York State Senate Majority Leader Andrea Stewart-Cousins. “The Blast Overpressure Safety Act will provide tools to investigate the scope and root causes of TBIs while also tracking service members’ exposure to blasts. The act will also promote access to care. I highly commend Senator Gillibrand for introducing this proactive piece of legislation, and I look forward to continuing to collaborate on initiatives to further protect our active service members and veterans who put their lives on the line to protect us.”

It is a critical step toward ensuring those we send to the front lines receive the care and understanding they need to heal.”

“Our service members have sacrificed so much for our country, and it is our responsibility to ensure they receive the highest level of care when they return home,” said Westchester Deputy County Executive Ken Jenkins. “The effects of blast overpressure are a silent threat, leading to traumatic brain injuries that can severely impact their quality of life. Specifically, the Blast Overpressure Safety Act would:
1. Mandate regular neurocognitive assessments over a service member’s career, including a baseline neurocognitive assessment before training.
2. Create blast overpressure exposure and TBI logs for all service members.
3. Increase transparency regarding blast overpressure safety in the weapons acquisition process. DoD must consider the minimization of blast overpressure during the acquisition process, require contracting entities to provide blast overpressure safety data, and publish blast overpressure safety data for weapons systems and its plans to better protect service members from in-use weapons systems.
4. Improve data on concussive and subconcussive brain injuries service members sustain. This includes information on discharges related to and medical providers trained in these injuries, as well as efforts with allies and partners to better address these injuries.
5. Enhance efforts to mitigate exposure and help service members access care. This includes retaliation protections for those who seek care; modifying existing weapons system to reduce blast exposure; updating and making publicly available blast overpressure thresholds and creating a waiver system for exceeding these thresholds; training high-risk service members to help them recognize exposure symptoms and creating strategies to mitigate their risk; and expanding the types of technologies in the Warfighter Brain Health Initiative pilot blast monitoring program.
6. Support service member treatment by establishing a Special Operations Comprehensive Brain Health and Trauma program, making the National Intrepid Center of Excellence (NICoE) a program of record and requiring DoD to provide child care services to those seeking treatment there, and mandating training for medical and training personnel on blast overpressure and exposure and TBI.

“The authors of Project 2025 have even begun recruiting people to apply for jobs to help implement this scheme because – as they detail in Project 2025 – they plan to fire career civil servants and replace them with partisans who swear loyalty to Trump, rather than our country or Constitution. A move, by the way, that the former president tried to implement by executive order before he left office.

“When the authors of Project 2025 decided to publish their radical agenda, they must not have realized that their ideas are so extreme that Americans would reject them as being – frankly – un-American.

“That’s why the former president and many of his allies are now trying to distance themselves from Project 2025. But they can’t, because their fingerprints are all over Project 2025. And nowhere is that clearer than in Project 2025’s plan to ban abortion and restrict women’s reproductive freedom. Because the truth is – the extremists who plotted with Trump to overturn Roe v. Wade were never going to stop there.

“Chapter 14 of Project 2025 outlines their plans. It was written by a member of the Trump administration, and you can read it yourself at pages 449 through 502.

“Project 2025 would impose a nationwide ban on medication abortion by revoking FDA approval of that drug. It would resurrect a 19th century law, the Comstock Act, to ban the mailing of abortion care materials and criminalize their use. Project 2025 would rip away access to basic contraception. It would end emergency room reproductive healthcare for women whose health and lives are at risk. Project 2025 would end IVF as it’s currently practiced. It would require the government to monitor women’s pregnancies and miscarriages.

“The history of Israel’s fight to defend its northern border and innocent civilians against Hizballah terrorists bears eerie parallels to the story of brutal violence Hamas has perpetrated from Gaza.

“Israel withdrew there in August, 2005. And by 2007, Iran-backed terrorists had bent the enclave to its all-consuming mission: war on Israel.

“But the most glaring through-lines in Israel’s north and south are not the relentless bloodlust of terrorists. They’re the predictable delusion of Israel’s ‘friends’… And the shameful cowardice of international authorities that claim to stand for peace.

“Take, for starters, how the Biden-Harris Administration chose to welcome the U.N. General Assembly by signaling its openness to resuming funding for UNRWA. And how it apparently still clings to the fiction that an organization so thoroughly corrupted by Hamas that nearly a dozen of its staff directly participated in the October 7th attacks is somehow reform-able.

“But while the civilized world gathers in one place, the General Assembly might productively spend its time contemplating other pressing questions. For example:

“Why hasn’t the U.N. Security Council managed to enforce resolutions 1559 and 1701 in Lebanon? These resolutions were passed to end and prevent further conflict between Israel and Lebanon by removing the threat Hizballah posed on Israel’s border, and to end the threat Hizballah posed to the state of Lebanon itself.

“And why has the U.N. peacekeeping force in Lebanon allowed Hizballah to build up massive stockpiles on Israel’s border in clear preparation for war? Why has the UN looked the other way as Hizballah has expanded its corrosive influence over the institutions of Lebanon’s government?

“But setting aside the failures of the so-called international community, this past weekend once again cast a spotlight on America’s own naivete toward the glaring facts of Iran-backed war on our friend, Israel.

“In an interview that might rightly attract scrutiny for its host’s obfuscation of the facts on Israel’s latest responses to Hizballah terrorism, the White House national security communications advisor said out loud what the Biden-Harris Administration has been saying by its actions for nearly a year.

“Quote: ‘We’ve been working since the beginning of this conflict, October 8th… to try to prevent an escalation…’

“Think about it, Madam President. The only way to claim credit for working to ‘prevent an escalation’ is by pretending like Hizballah’s October 8th attacks – or Hamas’ October 7th massacre – weren’t actually escalations, themselves!

“Unfortunately, the Administration official also seemed to suggest a moral equivalence between Israel and Hizballah. He suggested that ‘military action, by either side’ would not be ‘in either side’s best interest,’ and implied that an Israeli response would itself be escalation.

“Second-guessing Israel’s interests. Micromanaging their defensive efforts. Blaming Israel for escalation when it’s clear Hamas and Hizballah have been the instigators of this conflict. It’s a tired playbook.

“The Administration is telling the world that what America wants is a return to October 6th, as if the status quo ante was sustainable or peaceful. This, of course, is pure fantasy. Hamas broke a cease-fire on October 7th.

“Or consider Hizballah’s history as the centerpiece of Iran’s ‘ring of fire’ around Israel:

“Just since the 2006 conflict, Hizballah terrorists have imported tens of thousands of rockets to target Israel, deployed forces directly to Israel’s border, and constructed tunnels that would allow them to emulate Hamas’ October 7th invasion.

“Recent estimates suggest the terrorists posses up to 200,000 rockets, missiles, drones, and precision-guided munitions, along with 25,000 active-duty militants. All of it is pointed south at Israel. And all of it, as Hizballah’s leader has boasted, is from Iran.

“Or consider Lebanon itself. Hizballah is a cancer on the Lebanese state. It wields its power as a sectarian terror squad, and leaves a long trail of blood through the highest ranks of civilian government and civil society. Sunnis, Christians, Druze, and fellow Shiites – none are immune from Hizballah’s wrath.

“Then again, National Public Radio refers to Hizballah as a ‘political’ group. Perhaps the Administration officials’ confusion is a symptom of their media diet. Or, more likely, the foundations of their foreign policy are fundamentally flawed:

“Remember the declaration by the President’s national security advisor early last fall that the Middle East was ‘quieter than it has been for decades’.

“The absurdity of this boast in light of October 7th is striking enough. But even when it was written, it betrayed the Administration’s naivete toward glaring and abiding threats to Israel and America’s national security interests in the region.

“Iran’s agents in Syria and Iraq had already fired hundreds of rockets at American forces on this Administration’s watch. Since last October, these attacks have only metastasized, including into the Red Sea. Was this an acceptable status quo?

“Was Hizballah’s steady preparation for war? Was Hamas’ expropriation of humanitarian assistance in order to build terror tunnels?

“The United States ought to stand with our friend, Israel, as it faces these terrorists down. The goal should not be simply to avoid escalation or to return to the status quo ante, but to help Israel defend itself against terrorists bent on Israel’s destruction.

“We have a stake in ensuring Israel emerges from this conflict stronger and these terrorist organizations and their Iranian patron weaker. These same terrorists want to expel the United States from the region. We are the Great Satan, in their own parlance.

“Instead, by their misplaced obsession with escalation, the Administration and Washington Democrats are making Israel’s job harder.

“If the President and Vice President want to see an end to war in Gaza and prevent greater hostilities in Lebanon, then it’s time to switch the focus of their diplomatic pressure.

“Every time Administration officials try to tie Israel’s hands in public comments… And every time a U.S. Senator threatens to hold critical security assistance hostage… Hamas, Hizballah, and their patrons in Tehran are emboldened.

“If our colleagues want peace, it’s time to show support for a nation founded on peace… And resolve toward terrorists whose reason for existence is chaos and violence.”

WASHINGTON, D.C. – With hay supplies being used three to four months earlier than expected, U.S. Senator Sherrod Brown (D-OH) called on U.S. Department of Agriculture (USDA) Secretary Tom Vilsack to provide additional flexibility for Ohio farmers experiencing drought conditions to conduct emergency haying and grazing on Conservation Reserve Program enrolled land. Brown’s letter amplifies the concerns raised by Ohio Department of Agriculture Director Brian Baldridge, who wrote to Vilsack asking for these flexibilities for Ohio farmers.
“I share Director Baldridge’s concern that most farmers experiencing intensifying drought conditions in Southern Ohio are not eligible for the existing USDA emergency haying and grazing allowance due to the fact that most CRP acres in Southeast Ohio are enrolled in the Conservation Reserve Enhancement Program (CREP) and the State Acres for Wildlife Enhancement (SAFE) Program, ” wrote Brown.
“As Ohio farmers work to withstand this historic drought, I ask that you grant ODA’s request and provide additional flexibilities to allow for emergency haying of CREP and SAFE acreage in Southeast Ohio,” Brown continued.
Earlier this week, Brown hosted a news conference call with farmers and other leaders in Ohio agriculture to discuss the severe drought stretching across Southeast Ohio and share resources available to affected farmers. Ohio is currently experiencing the worst drought in the state in over a century. Last week, Brown also hosted a webinar in partnership with USDA’s Farm Service Agency to help connect farmers with federal resources related to the drought.
“The Ohio Cattlemen’s Association (OCA) appreciates Senator Brown’s support of the state’s request for USDA to allow emergency haying of acreage enrolled in various conversation programs,” said OCA President Mark Goecke of Allen County. “Cattle families in Southern and Southeastern Ohio are struggling to manage through a drought of historical proportions. The expanding drought has negatively impacted pasture and forage conditions statewide, but these areas have been battling the lack of rainfall all summer. Hay cuttings were severely limited, and the ongoing drought has forced producers to already feed their winter hay supplies, resulting in a dire situation to provide the feed needed for their cattle.”

MIL-OSI New Zealand: Police lay arson charges over Auckland fires

A man has been remanded in custody after being charged over a series of vehicle fires in central Auckland.

Police have been investigating the suspicious fires in the vicinity of the Auckland Domain since 18 September.

Detective Senior Sergeant Martin Friend, from Auckland City’s Crime Squad, says at least four fires have been under investigation.

The most recent incident, on 20 September, occurred when two vehicles were targeted on Park Road at around 9.15pm.

Earlier fires occurred within the vicinity of the Auckland Domain on 18, 19 and 20 September.

“The vehicles suffered varying degrees of damage, and it’s fortunate that no one was seriously injured as a result of these brazen acts,” Detective Senior Sergeant Friend says.

“It’s clear though that this has caused great inconvenience to the victims.”

Detective Senior Sergeant Friend says a 50-year-old man was arrested in the Auckland Domain on Sunday evening.

“The man appeared in the Auckland District Court on Monday, charged with three counts of arson,” he says.

“He has been remanded in custody until his next appearance on 25 September.”

Detective Senior Sergeant Friend says enquiries are ongoing and further charges cannot be ruled out.

MIL-OSI Australia: Understanding Antarctica’s contribution to sea level rise

Over the next decades to centuries, will melting of the Antarctic Ice Sheet (AIS) – Earth’s largest ice mass – cause global sea level to rise by five metres, two metres or less?
It’s a difficult question to answer. The Antarctic and Southern Ocean environment is dynamic and unpredictable. This means that there is uncertainty in our understanding of the behaviour of the AIS and what this means for future sea-level rise.
Now scientists from Australia, the United States and Canada, have identified actions that will help reduce uncertainties about the future behaviour of the ice sheet and sea-level rise projections.
Their work will also guide research to reduce the uncertainties faced by policymakers, decision-makers and communities needing to plan and adapt to a changing world.

Sources of uncertainty
The team of researchers, led by Australian Antarctic Division glaciologist Dr Ben Galton-Fenzi, reviewed research on the key processes and potential feedbacks that can accelerate AIS retreat.
“We examined how Antarctica will contribute to sea-level change in the coming decades to centuries and where the uncertainties lie that make it difficult to project future behaviour of the ice sheet,” Dr Galton-Fenzi said.
“Then we looked at what processes and regions should be the focus of future scientific research to reduce these uncertainties.”
If the AIS were to completely melt, global sea levels would rise by about 58 metres. The huge East Antarctic Ice Sheet (covering two thirds of the continent) would contribute about 52 metres of this sea-level rise, while the West Antarctic Ice Sheet and the Antarctic Peninsula would make up the rest.
In the simplest terms, the Antarctic Ice Sheet grows due to snowfall that compresses into ice, and shrinks due to iceberg calving and melting from beneath the ice shelves.
However, there are many complex interactions and feedback mechanisms involved in these physical processes and how the ice moves that make it difficult to predict ice sheet behaviour. Critical thresholds if they are crossed can dramatically amplify the contribution of Antarctica to sea-level rise.
Also contributing to the uncertainty are limitations with current climate and ice sheet models in simulating these physical processes and feedback mechanisms, and a lack of data that can capture physical processes at the right time and spatial scales.
Sea-level rise is also uneven across the globe due to what are known as “gravitational, rotational and deformational effects”.
“When the Antarctic Ice Sheet loses mass from ice melting into the ocean, it weakens the gravitational pull of the continent, causing the sea level to drop close to the continent, but rise in more distant locations,” Dr Galton-Fenzi said.
“The loss of ice mass and the redistribution of water in the ocean also cause changes in the rotation and shape of the Earth, which adds to the spatial variability in sea level.”
Areas for action
Among the priority areas for future research identified by the team are high resolution measurements focused on regions thought to be particularly vulnerable to rapid change, to better understand the physical processes impacting on the ice sheet.
Improved understanding based on these observations can then be used to improve models and analytical tools which, in turn, improve projections of sea-level rise that can inform effective policy decisions.
“By reducing the uncertainties associated with the Antarctic Ice Sheet and sea-level rise, we’ll give policymakers and decision-makers better information to develop coastal planning measures, resilient infrastructure and adaption strategies,” Dr Galton-Fenzi said.
“Interdisciplinary and international collaboration, particularly in regions vulnerable to rapid retreat in the East Antarctic Ice Sheet, will enhance our overall research quality and accelerate progress in reducing the level of uncertainty.”
The research will appear in Antarctica and the Earth System, published by Taylor & Francis Group, in early 2025.

Washington, D.C.—Rep. Mike Garcia’s (CA-27) bipartisan ACERO Act passed the House today, included as part of H.R. 8958, the NASA Reauthorization Act of 2024. The ACERO Act, a key component of this legislation, not only strengthens wildfire response capabilities but also supports the Antelope Valley’s aerospace economy, a critical sector for national security and American space leadership.

“You can’t tell the story of the Antelope Valley without telling the story of NASA. The Aerospace Valley, as we call it, is home to some of the most important advancements in aerospace history—from Chuck Yeager breaking the sound barrier to the first flights of the Space Shuttle,” said Rep. Garcia. “With the ACERO Act, we’re pushing the boundaries of technology-assisted disaster response by equipping our firefighters with the tools they need to stop fires before they spread—much like how we equip our warfighters with cutting-edge technology to protect our nation.”

The ACERO Act expands NASA’s Advanced Capabilities for Emergency Response Operations (ACERO) project, which focuses on integrating unmanned aerial systems (UAS) into wildfire response. Improving the way shooting clubs and ranges are regulated will be the outcome of a Bill introduced today Associate Minister of Justice Nicole McKee says.

“Cabinet has agreed to a package of reforms to amend Part 6 of the Arms Act 1983 which will enable simple and effective regulation of pistol and non-pistol shooting clubs and ranges.

“As I have stated repeatedly clubs and ranges play an important public safety role in our communities. As well as providing places for people to learn how to safely operate firearms they also act as the eyes and ears of the firearms community.”

“The changes introduced in 2020 went beyond what was necessary to ensure public safety. They jeopardised the ability for clubs and ranges to provide a safe environment for New Zealanders to learn, practise, and compete, and placed some ranges at risk of closing.

The Arms (Shooting Clubs, Shooting Ranges and Other Matters) Amendment Bill will:
- maintain the regulatory requirements for pistol clubs and ranges but streamline annual reporting requirements;
- simplify the regulatory requirements for non-pistol clubs and ranges by replacing the approval and certification systems with a more effective enrolment system;
- require non-pistol clubs to be incorporated only if they sell ammunition, unless all ammunition sold by the club is purchased for, and used, on the day of sale at the club range or event and is not taken off the premises;
- support the operation of temporary non-pistol ranges to enable the holding of club events, as long as the Firearms Safety Authority is informed; and
- provide certainty about when inspections for compliance can occur and clarify what can be removed when an inspection is conducted, to reduce the burden on operators.
“The focused consultation undertaken by the Ministry of Justice provided valuable insights, and I am confident that the changes, once implemented, will deliver better public safety outcomes, while reducing unnecessary requirements to better support shooting clubs and ranges to comply.”

“Firearms reform is a priority for the Government and today’s announcement delivers on a commitment made in the National-ACT coalition agreement.”

The Bill will have its first reading before being referred to select committee for at least four months, where all interested parties will have the opportunity to have their say on the proposals.

China’s top political advisor Wang Huning on Monday urged efforts to uphold and advance the Chinese People’s Political Consultative Conference (CPPCC) system and fully tap into the CPPCC’s political strength.
Wang, a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee and chairman of the CPPCC National Committee, made the remarks while addressing a brain-storming session of the Chairpersons Council of the CPPCC National Committee.
Wang urged efforts to ensure the integration of Party leadership, the united front and consultative democracy, promote high-quality development of the CPPCC, and give better play to the CPPCC’s role as a specialized consultative body.
Wang also called for efforts to strengthen confidence in the path, theory, system, and culture of socialism with Chinese characteristics, and to maintain a lively, stable, and united political atmosphere.
Efforts should be made to deliberate and offer suggestions on advancing Chinese modernization, raise the efficacy of democratic oversight, and refine the working systems and mechanisms of the CPPCC, Wang said.

PHOENIX – Today, Rep. Ruben Gallego (AZ-03) sent a letter to President Biden calling on his administration to approve the Havasupai Tribe’s request for a major disaster declaration in response to the recent severe flooding on their reservation.

On August 22nd, severe flash flooding at Havasu Creek inundated Supai Village on the Havasupai reservation, requiring the rescue and evacuation of over one hundred tribal members and tourists. The flooding resulted in significant damage to bridges, homes, roads, campgrounds, and trails as well as challenges to emergency response due to limited trail access to the reservation, and the Tribe has declared a state of emergency.

“I appreciate your administration’s quick response, as FEMA staff were on the ground in a matter of days to begin assessing the damage, and the National Park Service immediately assisted with search and rescue efforts,” Rep. Gallego wrote. “Further providing the resources unlocked through a major disaster declaration will be crucial in rebuilding homes, fortifying tribal resources, and ensuring the resilience of Havasupai communities after this devastating flood.”

The Nelson Packer Tank, that cavernous space at the very bottom of the Art Gallery of NSW’s Naala Badu building, has been waiting for art like this.

The former World War II oil storage tank is huge, held together by rows of structural columns. Their dominance means it is just not possible for viewers to have an unimpeded fields of vision for any art on display. Then there are the acoustics. Every sound resonates, but few carry far.

This is a room of echoes, embedded in the dark.

In this space Angelica Mesiti, an Australian living in France, has created The Rites of When: an event that rethinks ancient rituals of seasonal celebrations, while also marking the terrible changes wrought on our heating planet. Her tools are video, performers, music and song – all modified by the unique whispering echoes of the Tank.

The sky, and the snow

As the title implies, Mesiti has used the structure of Stravinski’s The rite of spring as one of the elements in her great design. But she shows a world far removed from mythical Russian peasants.

Each of the two movements are preceded by “Celestial Nebula”, where abstract forms of light dissolve into a vision of the night sky, presented on seven giant video screens.

This is not the sky as seen by city dwellers, where artificial light eliminates the stars, but rather the Milky Way in all its glory, with its hero stars which we call the Seven Sisters, but people in the northern hemisphere call the Pleiades.

Mesiti has said one of her inspirations was that, when COVID came, she and her partner began to spend time away from Paris in rural France. Here she came to know the night sky, and to see both the rhythms and the realities of rural life.

In the first movement, a dazzling starscape is gradually bleached by artificial light, which transforms into sunlight, and the viewer is looking at drone footage of a snow-capped pine forest which we then zoom through.

The dominant columns of The Tank combine with the straight tree trunks of this plantation forest give a sense of visual ambiguity. With the all surrounding sound, it is hard to work out where the screened image ends and where the columns begin.

A sudden shift of mood in the music, and the viewers are plunged into the middle of a Brueghel-like celebration of people dancing in the winter solstice. The colours are warm, the rustic dancers are wearing decorations made of the fruits of the field. They dance around a bonfire made from wooden planks, they form a procession with an effigy of a horned beast, stuffed with fireworks.

The fireworks and the dancers become a frenzy of ever increasing movement of rhythmic sound which explodes into dazzling white silence.

Capturing the summer solstice

When she was discussing The Rites of When at the media preview, Mesiti casually mentioned how hard it had been to film the snowy forest as, for the first time ever, winter was so mild it hardly snowed at all on the pine plantations of the Jura Mountains.

Global heating added an extra element when filming the summer solstice.

At first the viewer sees the seven screens as giant patterns of gold, marked by elegant patterns of vertical lines. Perspective changes when a tiny toy moving up one of the screens is revealed to be a harvester. This is a drone’s eye view of a wheat harvest in modern industrial scale farming. As the fields are slowly stripped of their crop, a puff of smoke appears, then a line of fire, and the gold is steadily eaten away to become charcoal.

This was not planned. Europe was so hot and dry last June that a single spark from a harvester grinding a stray stone turned the wheat to ash. Monoculture, so effectively described by those endless flat golden fields, has no defence against nature.

The mood of the music changes and golden smoke covering the wheat dissolves into golden light. A small, solemn procession appears and moves across each screen in turn. They elevate each member in turn, in a quiet ritual performance.

The colours of the background change with their movement– from gold, to red, to purple, to blue. As they reach the last screen the blue fades to grey, to rain.

In the silence, a single hand on a single screen snaps fingers. On the other side of the room, another responds. Now there is a rhythmic orchestra clicking, clapping and slapping – ever faster, ever louder. The hands become dancers, moving in a wild ecstatic dance of increasing intensity, as the bodies are caught up with the music and the light.

In her notes, Mesiti calls this section “Ecstatic Collectivity”. It seems an apt description.

At the very end, Mesiti returns us to the pure colours of the Celestial Nebula. Perhaps she is saying the folly of humanity may change the moods of the earth, but the stars will endure forever.

The Rites of When lasts just over 30 minutes. Because it is so dependent on its location, this is a piece that cannot travel. It is worth the price of an air fare.

To celebrate the 75th anniversary of the founding of the People’s Republic of China, the Marine Department (MD) will organise a Maritime Carnival at the Hong Kong Maritime Museum (HKMM) at Central Pier No. 8 on October 6 (Sunday). Through a series of family-friendly activities and display panels, the carnival aims to enrich public’s understanding about the development of maritime industry as well as to promote patriotic education. The carnival will be held from 10.30am to 7pm and highlights will include two demonstrations of marine refuse and oil cleansing at 11.30am and 4pm, as well as shipboard visits to the MD’s newly launched vessels, patrol launch “MARINE 1” and hydrographic survey vessel “HYDRO 2”. The vessel visits will provide members of the public with a rare opportunity to view the equipment of the operation vessels up close. In addition, ship-handling simulator will also be set up at the HKMM to provide citizens with an immersive opportunity to navigate a virtual boat journey through Hong Kong waters. 140 local volunteer firefighters and CFA staff members have been honoured with National Emergency Medals for their efforts in the 2019-2020 Australian bushfire crisis.

The National Emergency Medal is part of Australia’s Honours and Awards system and recognises significant or sustained service to others in a nationally significant Australian emergency.

At ceremonies across two weekends, on Sunday, 15 September and Friday, 20 September, from across the Campaspe, Gannawarra and Loddon catchments became the latest of more than 5,500 CFA members to receive the honour for the 2019-2020 fires.

CFA Board Member Peter Shaw AFSM presented the medals and said they were an important recognition of the valiant efforts of CFA members.

“The National Emergency Medal is a formal recognition that Australia appreciates the efforts and contributions of CFA members during the 2019-2020 bushfire crisis,” Peter said.

“It is a great honour to receive this medal and I hope it goes a small way to thanking our members for their service.”

CFA Chief Officer Jason Heffernan spoke of his pride for the CFA members’ efforts.

“The 2019/2020 fires devastated East Gippsland and the North East of Victoria,” Jason said.

“But from that crisis arose the most remarkable human spirit of generosity and ‘lending a hand’.

“Our medal recipients have exemplified that spirit, and I am extremely proud of all of them.

“Whether they joined a firefighting strike team, worked in an Incident Control Centre or provided other assistance to affected communities – every contribution was valuable made a real difference.”

Darrell Phillips, recipient and Captain of Echuca Village, said it was an honour to be formally recognised.

“The 2019-2020 bushfires marked the beginning of a series of challenging events. In a short time, we faced fires, the COVID-19 pandemic, and then floods,” Darrell said.

“Those fires remain etched in my memory.

“As a recipient of the National Emergency Medal, I know this recognition wouldn’t have been possible without the incredible team effort of our volunteers and families.”

MIL-OSI Australia: Drug and firearm arrest in western suburbs

A man was arrested late last week for drug and firearm offences.

On Friday 20 September, members of Serious and Organised Crime Branch attended a Rosewater address where they located drugs and firearms.

A search of the address located approximately 7kg of methamphetamine, a trafficable quantity of cocaine, MDMA and GHB. Two firearms were also located and seized.

A 33-year-old man from the address was arrested and charged with four counts of trafficking in a commercial quantity of a controlled drug, two counts of possessing a firearm without a licence, two counts of possessing an unregistered firearm and breach of bail.

The man appeared in Port Adelaide Magistrates Court on Monday 23 September where he was remanded in custody to reappear in court on 5 December.

Detective Superintendent Shane Addison, Officer in Charge of Serious and Organised Crime Branch said, “This is another significant drug seizure by organised crime detectives which has prevented supply of these harmful drugs to South Australians and illegal profits being netted by drug traffickers. Our resolve to actively disrupt the trafficking of illicit drug is clear and will be sustained.”

MIL-OSI China: Israel’s large-scale airstrikes on Lebanon kill nearly 500

The death toll from the largest Israeli airstrikes in Lebanon since the onset of the Israel-Palestine conflict has risen to 492, with injuries reported at 1,645, the Lebanese Health Ministry said on Monday night.

The death toll from the Israeli airstrikes included 35 children and 58 women, with many victims still unidentified, according to Lebanese health officials.

Israel’s sweeping airstrikes across Lebanon have raised the conflict between Israel and Hezbollah to a new peak. This latest surge in hostilities comes on the heels of last week’s explosions targeting pagers and walkie-talkies throughout Lebanon, which left dozens dead and a nation on edge.

The rapid succession of events has catapulted the long-simmering tensions to unprecedented levels, raising fears of a broader regional conflagration.

Herzi Halevi, Israel’s military chief, announced on Monday evening that the country was preparing for “the next phases” of its military operation, as the Israeli Defense Forces (IDF) targeted approximately 1,100 sites in southern and eastern Lebanon.

“This morning, the IDF launched a proactive offensive operation,” Halevi said during a situational assessment at the IDF Headquarters Underground Operations Center in Tel Aviv.

“We are targeting combat infrastructure that Hezbollah has been building for the past 20 years,” Halevi noted, adding, “We are striking targets and preparing for the next phases.”

Also on Monday, Israeli airstrikes in Beirut targeted Ali Karki, a senior Hezbollah commander, who was called by Israeli media the “last deputy” of Hezbollah leader Hassan Nasrallah. Hezbollah later said he was “in full health and has moved to a safe place.”

Prime Minister Benjamin Netanyahu said Israel was acting to change the “security balance” in the north. He also issued a stark warning to Nasrallah during a security assessment meeting on Monday, stating that “everyone is in the crosshairs.”

The strikes have caused widespread destruction and displacement in Lebanon, with residents fleeing from cities such as Tyre, Nabatieh, and Iqlim al-Tuffah towards Beirut and Mount Lebanon.

Syrian media reported a significant movement of people fleeing from Lebanon into Syria at the Syrian-Lebanese border. Jordan’s Civil Aviation Regulatory Commission announced that it has suspended flights of Jordanian airlines to Beirut until further notice, citing increasing regional tensions and the need to ensure safety and security in civil aviation.

In response to the Israeli attacks, Hezbollah fired over 180 rockets toward northern Israel throughout Monday, the Israeli military reported. Israel’s aerial defense systems intercepted some projectiles, while others fell within Israeli territory, causing fires. The Magen David Adom rescue service reported that five people were injured by shrapnel.

Hezbollah said in a statement that it had bombed several Israeli military targets, including the reserve headquarters of the Israeli army’s northern corps and Rafael’s military-industrial complexes north of Haifa, “with dozens of missiles.”

Defense Minister Yoav Gallant urged the public to remain calm in anticipation of potential escalated attacks by Hezbollah in the coming days. “These are days in which the Israeli public will have to show composure,” he noted in a video statement.

The Israeli Defense Ministry also announced a “special” security situation across the entire country on Monday night, amid concerns that Hezbollah might broaden the range of its retaliatory attacks.

The attacks have prompted condemnations from both regional and international communities.

Lebanese Prime Minister Najib Mikati condemned the Israeli attacks, describing them as “a war of extermination” during a cabinet meeting. He called on the United Nations and the international community to “stand up and deter aggression.”

The Palestinian Ministry of Foreign Affairs also condemned the Israeli attacks, describing them as a “flagrant violation of international law” and a threat to regional stability driven by the “far-right goals of the Israeli government.”

Egypt on Monday condemned Israel’s attacks on Lebanon, warning that its military escalation will only aggravate the crisis.

In a statement, the Egyptian foreign ministry urged international powers and the UN Security Council to intervene to stop Israel’s escalation in the region.

Iranian Foreign Ministry Spokesman Nasser Kanaani warned of the serious consequences of Israel’s “bids to expand the conflict in the entire West Asia region,” while the Turkish Foreign Ministry stated that the attacks “mark a new phase in Israel’s efforts to drag the entire region into chaos.”

The Syrian Foreign Ministry on Monday issued a strong condemnation of Israel’s ongoing military actions in Lebanon. It said the Israeli actions “would not be possible without the protection and complicity provided by the United States, which shields Israel from accountability under international law.”

UN Secretary-General Antonio Guterres expressed “grave alarm” over the escalating tensions in the region and voiced serious concern for the safety of civilians, including UN personnel. He urged immediate de-escalation and a diplomatic solution to the crisis.

Gun lobbyist Nicole McKee and her conflict of interest has struck again, this time removing safety regulations from shooting clubs and ranges in New Zealand.

“The lessons of New Zealand’s worst terror attack have been forgotten as the Government tries to wind back the gun control laws put in place after the attack on worshippers in Christchurch mosques in 2019,” Labour firearms spokesperson Ginny Andersen said.

“The Arms (Shooting Clubs, Shooting Ranges and Other Matters) Amendment Bill creates multiple loopholes for gang members and extremists – like the Christchurch terrorist – to exploit. Minister Nicole McKee talks about being a safety expert but is removing safety requirements from shooting clubs and ranges.

“Ammunition is a form of currency among criminals and this bill could increase the supply of ammunition and allow unsupervised shooting at ranges by people without licenses. The Minister needs to be clear about what checks and balances are in place to prevent this.

“The changes also create a frightening precedent for landowners who might find ‘pop-up’ rifle shooting ranges over their back fence. The bill risks the ability of the Police or the firearms regulator to enforce any safety oversight or even inspect the facilities. The Wild West is coming to a backyard near you.

“The cherry on top for Nicole McKee and the gun lobby is the power grab under the section titled ‘other matters’ which removes powers currently held by Police.

“Her justification for the bill seems to be that the previous changes went too far, and that some shooting clubs or ranges are at risk of closing. However, her Cabinet paper provides no evidence of this risk,” Ginny Andersen said.

MIL-OSI New Zealand: THAILAND, VIETNAM FLOODS: More than 900 schools damaged, leaving children unable to return to learning

In the north of Thailand, floods tore through homes and schools leaving 140 schools damaged, while in Vietnam at least 805[1] schools have been damaged since early September after Typhoon Yagi battered the country.

Asia is the world’s most disaster-hit region from weather, climate and water-related hazards.[2] Across the world, a staggering 774 million children – or one third of the world’s child population – are living with the dual impacts of poverty and high climate risk.[3]

In Thailand, this means learning has been disrupted for more than 30,500 children[4] for an indefinite period.

The floods have also increased the risk of waterborne diseases. Globally, increases in disease related to climate change are projected to have deadly implications for children, including vector-borne diseases such as malaria and dengue fever. [5]

Classroom floors, chairs, tables and learning materials in schools across Thailand’s northernmost Chiang Rai province remain covered in mud and many schools are in need of new learning equipment.

Children’s psychosocial well-being has also been acutely affected by the loss of their belongings, damage to their schools, their play areas and environments familiar to them.

Patchara*, a 15-year-old student from Chiang Rai province, said she was able to save only some belongings when the floods hit and water levels reached her waist level.

Her family is temporarily staying with relatives. Patchara said she’s worried about waterborne diseases as she travels to school. This is her first severe flood experience.

Many flood-affected areas in Thailand and Vietnam are also still inaccessible due to flooded roads and the danger of landslides, severely hampering rescue and relief operations.

Guillaume Rachou, Save the Children Thailand Executive Director, said:

“Children in Chiang Rai can’t go back to school anytime soon. Others have had to stay at home to help their families rebuild their lives. The recovery effort will take months so it’s important that these children’s lives are as normal and that they can return to their classrooms as soon as, and as safely, as possible and feel supported during the transition.”

Save the Children will provide essential support to children in five districts of Chiang Rai province, including booklets on flood recovery hygiene and on infant feeding.

The children’s charity will also provide 1,500 students with back-to-school kits including learning kits and school uniforms. In collaboration with global apparel retailer UNIQLO, the initiative will also see the distribution of 2,600 items of children’s clothing, which includes 1,600 new pieces of children’s innerwear and T-shirts, along with 1,000 pieces of adult clothing sourced from the brand’s customer take-back program known as “RE.UNIQLO.”

Save the Children is also working with community volunteers, teachers and Thailand’s Department of Mental Health to provide psychological first aid training and training in how to spot children who are at risk of dropping out of school. The children’s organisation will set up a mobile psychological first aid team to support school staff and students at 20 schools where community outreach activities will include theater and arts.

In Vietnam, Save the Children has been in discussions with government agencies to release a flood response plan to help affected children return to school safely and continue their learning.

Save the Children has worked in Thailand since 1979 to support children most impacted by discrimination and inequality running programmes on education, child protection, livelihood, and child rights governance.

Save the Children started working in Vietnam in 1990 and now operates in 22 provinces in partnership with government agencies, civil society organisations, the private sector and academic institutions.
