  • MIL-OSI China: Anhui backs high-tech growth with push into smart mobility, space tech

    China’s government work report this year highlighted intelligent connected new energy vehicles and emerging industries, including commercial aerospace and the low-altitude economy, as key areas for rapid development.

    In eastern China, Anhui province is focusing on building up these new quality productive forces, aiming to promote the successful completion of the 14th Five-Year Plan (2021-2025) through high-quality economic growth.

    Smart EV industry gains momentum

    Anhui has taken proactive steps to grow its smart electric vehicle industry as the automotive sector shifts toward electrification and new technology.

    In April, the province issued trial guidelines for the management of road testing and demonstration applications of intelligent connected vehicles. Last year, Hefei, the provincial capital, was named one of China’s first pilot cities for vehicle-road-cloud integration.

    A standout example is the Maextro Super Factory, a smart manufacturing plant in Hefei jointly developed by Anhui Jianghuai Automobile Group and Huawei. The facility integrates digital research and development with green, low-carbon manufacturing. 

    The Maextro S800 flagship sedan debuted on May 30, with more than 500 ultra-luxury vehicles pre-ordered within 19 days, helping to fill a gap in China’s domestic high-end car market.

    Wei Dawei, director of the Maextro Super Factory, said the S800 features the industry’s first independently developed intelligent digital chassis platform, enabling predictive control for bumpy roads and curves. It also uses Huawei’s ADS 4 intelligent assisted driving system, which the company says cuts end-to-end latency by 50% and boosts traffic efficiency by 20%.

    Expanding the low-altitude economy

    Hefei is also moving quickly to grow its low-altitude economy. In June 2024, city officials rolled out a policy package to support the sector, offering up to 20 million yuan ($2.79 million) in annual funding and up to 100 million yuan in total for newly established low-altitude economy research institutions.

    Today, more than 300 companies in Hefei are working in the low-altitude sector, building a complete industrial chain for drone R&D, testing, production and operations. The city has built China’s first urban air mobility hub and launched more than 200 drone flight routes, providing services such as medical supply delivery, rail inspection and food delivery.

    Hefei-based Hey Airlines became the first company in China to receive an operation certificate for autonomous passenger drones from the Civil Aviation Administration of China on March 28, marking the start of the country’s first nationwide passenger drone service.

    To ensure safety, Hey Airlines’ pilotless EH216-S electric vertical takeoff and landing (eVTOL) aircraft is equipped with backup systems for all key flight components. Each unit is fitted with its own security key and strong data encryption to prevent unauthorized access. The flight control system has a fail-safe feature that monitors the aircraft’s health in real time and can trigger an emergency landing if needed.

    Peng Sixuan, marketing director at Hey Airlines, said the company currently offers sightseeing services but plans to expand with options such as aerial weddings and hotel transfers, aiming to make air taxis a reality.

    He said a cargo version of the eVTOL, which can carry up to 250 kilograms, is well suited for delivering supplies to remote or mountainous areas. The company also has a firefighting model designed for rapid response to high-rise urban fires.

    Commercial space industry takes off

    Anhui is also moving into the commercial space industry, with Bengbu city emerging as a key hub. Bengbu has signed agreements with 16 commercial space companies, with total planned investment reaching 5.52 billion yuan. The city is home to three major enterprises and two nationally recognized high-tech firms in the sector.

    The China Bengbu Commercial Aerospace Industrial Park, Anhui’s first dedicated platform for the commercial space industry, opened on May 10.

    The 0.43-square-kilometer park includes a center for space technology innovation, four production bases for rocket engines, satellite manufacturing, reusable spacecraft assembly and new material production, as well as multiple platforms for industry integration and applications. The project aims to build a major commercial aerospace manufacturing hub in the Yangtze River Delta region.

    One of the companies operating in the new park is Lingkong Technology Co. Ltd. which provides design services for rockets and high-speed aircraft.

    “Our company is focused on cultivating new quality productive forces. In 2024, our output value reached 45 million yuan, and we expect that figure to double this year,” said Yang Wei, general manager of Lingkong Technology. “Our new plant in the industrial park has been completed and will be ready for move-in after final inspections and interior work.”

    Bengbu has established a comprehensive funding system to support commercial space companies at every stage of development, from seed and early growth to maturity. The total value of the fund cluster is expected to exceed 40 billion yuan this year.

    BEIJING, July 6 (Xinhua) — China’s National Meteorological Center (NMC) on Sunday extended a yellow alert for Typhoon Danas as it is expected to bring strong winds and heavy rain to southern parts of the country.

    According to the agency, as of 05:00 on Sunday, the epicenter of the typhoon was located at a point with coordinates of 21.3 degrees north latitude and 118.1 degrees east longitude. It is expected to continue moving in a northeasterly direction at a speed of 10-15 km per hour, gaining strength.

    From Sunday night to Monday morning, Danas is forecast to cross the Taiwan Strait from south to north and may pass by or make landfall on the west coast of Taiwan.

    On Monday, the typhoon will reach the East China Sea and gradually approach the coastal areas of northern Fujian Province, as well as the central and southern parts of Zhejiang Province, the NMC added.

    According to the NMC forecast, from 08:00 Sunday to 08:00 Monday, strong winds will rage in some parts of the South China Sea, the Taiwan Strait area, the sea area east of Taiwan, the Bashi Strait area and some parts of the East China Sea, as well as coastal areas of Guangdong, Fujian, Zhejiang provinces and Taiwan Island.

    During the same period, heavy or torrential rains are expected in southeastern Zhejiang Province, northeastern Fujian Province and Taiwan Island. Heavy rains with precipitation amounts of up to 230 mm are possible in some areas of Taiwan Island.

    It should be recalled that China has a four-level typhoon warning system, with the highest level of danger indicated by red, followed by orange, yellow and blue.

    Under the influence of the typhoon, strong waves are expected in sea areas near Taiwan Island, the South China Sea and coastal waters off Fujian, Guangdong and Zhejiang provinces from Sunday afternoon to Monday afternoon, according to the National Marine Forecasting Center. -0-

  • US blames Hamas for attack that hurt two US aid workers in Gaza

    The United States on Saturday blamed Hamas for an attack that injured two American aid workers from the Gaza Humanitarian Foundation at a food distribution site in Gaza.

    The U.S.- and Israeli-backed GHF said in a statement that the injured Americans were receiving medical treatment and were in a stable condition with non-life-threatening injuries.

    “The attack – which preliminary information indicates was carried out by two assailants who threw two grenades at the Americans – occurred at the conclusion of an otherwise successful distribution in which thousands of Gazans safely received food,” the GHF said.

    U.S. State Department spokesperson Tammy Bruce blamed “Hamas terrorists” for the attack.

    “This act of violence against the people actually bringing relief to Gazans lays bare the depravity of Hamas,” she said in a post on X.

    “GHF has contributed over 62 MILLION MEALS – nothing will stop these courageous aid workers. We are praying for the rapid recovery of the injured Americans.”

    The Israeli military earlier accused what it called “terrorist organisations” of sabotaging the distribution of aid in Gaza.

    GHF, which began distributing aid in Gaza in May, employs private U.S. military contractors to provide security at their sites.

    Gaza has seen an escalation in violence as efforts continue to reach a ceasefire agreement. Hamas on Friday said it had responded positively to a U.S.-brokered deal and was prepared to enter talks. U.S. President Donald Trump is scheduled to meet Israeli Prime Minister Benjamin Netanyahu on Monday.

    KILLINGS NEAR AID DISTRIBUTION SITES

    Gazan authorities reported at least 70 people have been killed in the territory by the Israeli military in the last 24 hours, including 23 near aid distribution sites. The ministry did not specify where or how exactly they had been killed.

    The Israeli military had no immediate comment on the reports.

    In a statement on Friday, the military said troops had killed 100 militants in Gaza in the past week, and that it had “operational control” over 65% of Gaza after an offensive against Hamas fighters in the north.

    The Hamas-run interior ministry in Gaza on Thursday had warned residents of the coastal enclave not to assist the GHF, saying deadly incidents near its distribution sites endangered hungry Gazans.

    The GHF bypasses traditional aid channels, including the United Nations, which says the U.S.-based organisation is neither impartial nor neutral.

    Since Israel lifted an 11-week aid blockade on Gaza on May 19, the U.N. says more than 400 Palestinians have been killed while seeking aid handouts. A senior U.N. official said last week that the majority of people killed were trying to reach aid distribution sites of the GHF.

    The latest bloodshed in the decades-old Israeli-Palestinian conflict was triggered in October 2023, when Hamas attacked southern Israel, killing around 1,200 people and taking 251 hostages, according to Israeli tallies.

    Gaza’s health ministry says Israel’s retaliatory military assault on the enclave has killed over 57,000 Palestinians. It has also caused a hunger crisis, internally displaced Gaza’s entire population and prompted accusations of genocide and war crimes. Israel denies the accusations.

    HOUSTON, July 5 (Xinhua) — At least 49 people have been killed and dozens are missing after massive flooding hit parts of central Texas, authorities said, as rescue operations continued in several counties.

    In Kerr County, at least 43 people, including 28 adults and 15 children, were killed after heavy rains caused flash flooding early Friday, county Sheriff Larry Leita said at a news conference.

    Another 27 children, most of whom were at Camp Mystic, a Christian summer camp for girls on the Guadalupe River, are missing, said Kerrville Mayor Dalton Rice. The camp serves about 750 children a year.

    Four people have been confirmed dead in Travis County, with 13 others missing, KXAN-TV reported, citing Travis County Judge Andy Brown.

    In Burnet County, rescue efforts were continuing as of Saturday afternoon. The sheriff’s office confirmed two people were dead and said two others were missing.

    Ukrainian President Volodymyr Zelenskiy said on Saturday that his latest conversation with U.S. President Donald Trump this week was the best and “most productive” he has had to date.

    “Regarding the conversation with the president of the United States, which took place a day earlier, it was probably the best conversation we have had during this whole time, the most productive,” Zelenskiy said in his nightly video address.

    “We discussed air defence issues and I’m grateful for the willingness to help. The Patriot system is precisely the key to protection against ballistic threats.”

    Zelenskiy said the two leaders had discussed “several other important matters” that officials from the two sides would be considering in forthcoming meetings.

    Trump told reporters on Friday that he had a good call with Zelenskiy and restated his disappointment at a conversation with Russian President Vladimir Putin over what he said was Moscow’s lack of willingness to work toward a ceasefire.

    Asked whether the United States would agree to supply more Patriot missiles to Ukraine, as requested by Zelenskiy, Trump said: “They’re going to need them for defense… They’re going to need something because they’re being hit pretty hard.”

    Russia has intensified air attacks on Kyiv and other cities in recent weeks. Moscow’s forces launched the largest drone attack of the 40-month-old war on the Ukrainian capital hours after Trump’s conversation with Putin on Thursday.

    Israel will send a delegation to Qatar on Sunday for talks on a possible Gaza hostage and ceasefire deal, although Prime Minister Benjamin Netanyahu’s office said the changes requested by Hamas to a ceasefire proposal were unacceptable.

    Palestinian group Hamas said on Friday it had responded to a U.S.-backed Gaza ceasefire proposal in a “positive spirit”, a few days after U.S. President Donald Trump said Israel had agreed “to the necessary conditions to finalize” a 60-day truce.

    But in a sign of the potential challenges still facing the two sides, a Palestinian official from a militant group allied with Hamas said concerns remained over humanitarian aid, passage through the Rafah crossing in southern Israel to Egypt and clarity over a timetable for Israeli troop withdrawals.

    “The changes that Hamas seeks to make to the Qatari proposal were conveyed to us last night and are not acceptable to Israel,” Netanyahu’s office said in a statement late on Saturday.

    The prime minister’s office added that the delegation will still fly to Qatar for talks over a possible deal to “continue the efforts to secure the return of our hostages based on the Qatari proposal that Israel agreed to.”

    Netanyahu, who is due to meet Trump in Washington on Monday, has repeatedly said Hamas must be disarmed, a position the militant group, which is thought to be holding 20 living hostages, has so far refused to discuss.

    Moscow, July 6 /Xinhua/ — An Antonov An-2 plane with 11 passengers on board made a hard landing in the Chita region of Russia. According to preliminary data, six people were injured, no one was killed, TASS reported, citing the Main Directorate of the Russian Emergencies Ministry for the Trans-Baikal Territory.

    The department’s Telegram channel reported that the DOSAAF light aircraft landed in the area of the Topographer gardening community 16 minutes after takeoff.     The wait is over! Large crowds flocked to Legoland Shanghai Resort on July 5 as China’s first and the world’s largest Legoland theme park officially opened to the public. The grand opening welcomed children and families into a colorful world of creativity and adventure.

    Nestled in Fengjing town, Jinshan district, the long-awaited resort aims to deliver the ultimate Lego adventure, designed for children ages 2 to 12 and their families.

    “Our purpose at Merlin Entertainments is to bring people together to create memorable experiences for families around the world,” Merlin Entertainments CEO Fiona Eastwood said at the opening ceremony.

    CHENGDU, July 6 (Xinhua) — Four people were missing after mudslides hit southwest China’s Sichuan Province on Friday, local authorities said Saturday.

    The geological disaster prevention and control headquarters of Danba County, Ganzi Tibetan Autonomous Prefecture, said the earthquake hit two villages in the county at around 5:50 p.m. on Friday, after the entire county had been battered by heavy rain since Wednesday.

    The water that accumulated in the mountains first led to a flood, and then to mudflows that damaged houses, flooded agricultural land, cut off telecommunications and power supplies, blocking some roads.

    County authorities immediately launched emergency response modes for geological disasters and floods.

    Chinese video games are increasingly connecting ancient culture with younger generations. Through immersive digital design and real-world collaborations, homegrown titles are inspiring young players to rediscover traditional arts, driving tourism and reinforcing cultural confidence.

    One prime example, “Ashes of Kingdom,” immediately captured players’ imaginations after its domestic launch last September, attracting fans with its richly detailed late Han Dynasty (202 B.C. – 220 A.D.) and the Three Kingdoms period (220-280) world.

    In Yangzhou, east China’s Jiangsu Province, young gamers flocked to the city’s historic landmarks, including Slender West Lake, Ge Garden, and He Garden, as they were transformed into immersive in-game quest hubs.

    From mid-May to late June, the collaboration project drew thousands of visitors eager to trace the lacquerware motifs featured in the game.

    “The game has drawn many Gen Z travelers to Yangzhou to discover its beauty through its landscapes, cuisine and traditions,” said Dai Bin, deputy director of the city’s culture and tourism bureau.

    During the three-day Dragon Boat Festival, the Yangzhou Intangible Cultural Heritage Treasure Museum welcomed approximately 20,000 visitors daily, a significant portion of whom were gaming enthusiasts. Under the guidance of master artisans, visitors sketched, inlaid and polished Luodian — also known as mother-of-pearl inlay — on wooden panels, transforming digital motifs into tangible artworks.

    This “game-plus-heritage” model turns cultural landmarks into living classrooms, Dai added.

    Cultural tourism-related online searches of the city surged by 300 percent during the month-long project as Gen Z travelers flooded in to experience Han culture firsthand, according to data.

    Behind these successful activities stand young development teams who weave authentic history into modern gameplay. “We chose a few representative cultural fragments — lacquerware, guqin music and traditional attire — to spark curiosity,” said Xiao Meng, the producer of “Ashes of Kingdom.”

    “It’s a two-way journey: We invite players in and they, in turn, bring new perspectives to our shared heritage,” she said.

    National policies and education initiatives are fueling this cultural craze further. In April, the Ministry of Commerce rolled out a game export plan that calls for the development of overseas gaming operations, the expansion of application scenarios, and the establishment of an industrial chain spanning IP development, game production, publishing and international operations.

    Industry data underscores this momentum. According to the 2024 China game export report, Chinese-developed games achieved overseas sales of 18.56 billion U.S. dollars in 2024, representing a 13.39 percent increase from the previous year.

    In April this year, the Ministry of Education approved game art design as an undergraduate major at three institutions, including the Communication University of China and the Beijing Film Academy, with courses covering player psychology and the digital preservation of traditional aesthetics.

    “A systematic design theory is needed in the gaming industry in China, and through education, we aim to instill more professional design principles and drive the sector’s healthy development,” said Liang Qiwei, a guest professor at the Communication University of China’s School of Animation and Digital Arts and the founder of Beijing’s S-GAME.

    Thanks to the gaming boom, the revival of China’s traditional culture has moved beyond a mere trend, coming alive through a rich array of vivid cultural symbols and platforms.

    Take “Black Myth: Wukong” as an example. The game was inspired by classic Chinese tale “Journey to the West,” which features the Monkey King, and became an instant global sensation, selling over 10 million copies across all platforms within three days of its launch.

    The game’s global acclaim has marked significant progress in China’s endeavors to promote its culture overseas, demonstrating its increasing ability to break through barriers and overcome obstacles on the global stage, said Zhang Yiwu, a professor at Peking University.

    Video games have become one of the most important media forms for cultural exchange, but developers must first ensure gameplay remains entertaining and cultural elements enrich rather than overshadow the overall experience.

    The key to tapping into China’s cultural resources is to present them through innovative contemporary expression, Liang said.

  • MIL-OSI China: China activates emergency response as Typhoon Danas approaches

    BEIJING, July 5 — China on Saturday activated a Level-IV emergency response to flooding and typhoon in two provinces as Typhoon Danas approaches, according to the Ministry of Emergency Management.

    Emergency measures were initiated by the State Flood Control and Drought Relief Headquarters in the eastern province of Fujian and the southern province of Guangdong, while a work team was dispatched to Fujian to assist local flood and typhoon control efforts.

    The maximum wind force of Typhoon Danas, the fourth typhoon of this year, is estimated to reach grade-12 to grade-13 at a speed of 35-40 meters per second, according to meteorological authorities. It will approach the coastal regions in southwestern parts of Taiwan Island and northern parts of Fujian.

    The National Meteorological Center issued a yellow alert for typhoon on Saturday evening, forecasting strong winds and rainstorms in affected areas from Saturday to Sunday.

    China has a four-tier emergency response system, with Level I being the most severe response, and a four-tier weather warning system, with red representing the most severe warning, followed by orange, yellow and blue.

  • MIL-OSI United Nations: UNDRR and INTOSAI WGEA deepen collaboration on environmental auditing for disaster risk reduction

    The United Nations Office for Disaster Risk Reduction (UNDRR) joined global auditors at the Assembly of the International Organization of Supreme Audit Institutions (INTOSAI) Working Group on Environmental Auditing (WGEA), that took place in Malta from 1 to 3 July 2025. Represented by Mr. Animesh Kumar, Head of the UNDRR Office in Bonn, UNDRR’s engagement underscores its growing collaboration with WGEA to strengthen national oversight of disaster risk reduction (DRR) through environmental auditing.

    Driving risk-informed governance through auditing

    Supreme Audit Institutions (SAIs) are key national actors in ensuring governments are prevent and are prepared for disasters and climate-related shocks. Through WGEA, INTOSAI supports SAIs in conducting performance audits that evaluate how well countries manage environmental risks-including resilience to floods, extreme heat, and other natural hazards.

    UNDRR’s participation at the WGEA Assembly reflects a strategic alignment: both institutions promote stronger national accountability for climate change adaptation and disaster risk reduction, grounded in international frameworks like the Sendai Framework for Disaster Risk Reduction 2015-2030, the Paris Agreement and the Sustainable Development Goals.

    “The official data and metrics, and other disaster risk reduction tools coordinated by UNDRR, and the work of Supreme Auditing Institutions are closely aligned. The two entities can co-benefit by collaborating in their collective efforts to strengthen accountability and transparency in risk governance,” said Animesh Kumar.

    Audits can reveal gaps in planning, coordination, and implementation-and offer pathways to improved governance. The WGEA’s audit database already includes 59 audits related to DRR, such as:

    • India: Reviewing groundwater and stormwater systems to reduce urban flood risk.
    • Turkey: Auditing early warning systems and local flood preparedness.
    • UK: Assess preparedness for future extreme weather events

    Mr Charles Deguara, Auditor General of Malta said: “In the present circumstances, urgent and united action is required to ensure climate risk issues are duly addressed. It is our role, as national audit institutions, to assist our administrations through our audit work.” From data to action

    UNDRR brings extensive expertise in disaster risk governance, robust data systems, and a strong global convening role-uniquely positioning it to support SAIs in evaluating climate change adaptation and disaster risk reduction (DRR) strategies.

    Building on this momentum, UNDRR and WGEA are exploring collaboration on knowledge building, capacity development and data sharing on disaster risk reduction audits. This initiative aims to build a skilled network of auditors ready to integrate DRR and adaptation into their national audit agendas, bolstered by growing coherence between DRR and climate action.

    “Building resilience to climate and disaster risks requires coherent policies, consistent implementation, and strong oversight. Through the WGEA, we support audit institutions in promoting accountability and helping ensure that climate and disaster risk policies are aligned, effective, and transparent”, highlighted Mr Sami Yläoutinen, the Auditor General of the National Audit Office of Finland, and the current chair of INTOSAI WGEA.

    As WGEA expands its focus on climate and disaster-related audits, sustained collaboration with UNDRR can enhance policy coherence and strengthen accountability. By integrating disaster risk into environmental audits, this partnership will help translate global frameworks into national results, advancing resilience, transparency, and sustainable development.

    and our amazing NEA and affiliate staff… thank you for all you do each day to fight for the kids and families and communities we are so lucky to serve.

    I also want to give special recognition to my colleagues in our state affiliates: our state affiliate executive directors.

    Day in and day out you lead and manage with dedication and devotion to this organization.

    As executive directors, we partner with leaders elected by NEA members to advance a glorious mission, vision, and set of core values.

    And I must say that at the national level, we have a tireless leader of our extraordinary union… a fearless champion for students, educators, and the just and equitable public education system on which our nation’s future depends… President Becky Pringle.

    Delegates, you heard President Pringle the other day lay out many of the challenges we face in our country — a perilous moment for our democracy.  A crossroads between democracy and authoritarianism.

    You heard from Dr. Cowen about the throughline connecting those who are funding efforts to dismantle public education run with the same crowd trying to dismantle democracy.

    And you had the distinct honor of hearing from our dear friend and colleague, the General Secretary of Education International, about the anti-democratic challenges that our educator siblings face around the world.

    Delegates, I want to talk very tactically and clinically about the methodology being used.

    Because in order to Educate, Communicate, Litigate, Organize, Mobilize, Legislate and Elect, we have to understand the strategy we are up against.

    Our opponents have built their strategy on four C’s:

    Chaos

    Raise your hands if this sounds familiar:

    How many people find it nearly impossible to keep up with the onslaught of 166 Executive Orders (EO’s) signed to date and the resulting lawsuits that pop up in our news feeds almost daily?

    How many people have adopted a strategy to ration your news intake in order to protect your mental health?

    Yep. Project 2025 told us this Administration would flood the zone with countless rollbacks of policies designed to make us safer, healthier, more prosperous, and more free as a People.

    They want to spread the pro-democracy coalition wide and thin, dividing us up into narrow factions assuming we will fight only to protect the interests closest to us…spreading us too wide and too thin to mount a collective defense.

    Chaos theory is designed to weaken opposition to the regime in power.

    Control

    How many of you have been told to stop teaching what you know to be true?

    How many of you have had to take books off your shelves… or faced other forms of censorship?  

    In an effort to comply with the Administration’s Executive Order related to diversity, equity and inclusion, there were 381 books removed from the U.S. Naval Academy library, including Maya Angelou’s “I Know Why the Caged Bird Sings” and many other books reflecting the beautiful mosaic of authors in America.

    They removed books that studied the KKK and the history of lynching in America, and yet they left ON the shelf “Mein Kampf” by Adolph Hitler.

    Imagine that!

    This Administration has threatened to withhold federal funding from institutions that do not comply with its attempt to obliterate the free marketplace of ideas.

    They know that the mere threat alone will lead to people self-censoring — even before there is any edict requiring it.

    We’ve seen the mad rush in higher education institutions and corporations across the country to scrub the aspirational words of diversity, equity, and inclusion from their websites, and policies, and shutter programs that create safe spaces for freedom of thought and expression.

    This form of retaliatory control is designed to stifle dissent — a right so important, it was the first one enshrined in our Bill of Rights. As my daughter said to me last night, dissent is patriotic.

    Cruelty

    How many of you are working with students who fear their parents will be snatched off the street?

    How many of you have students who don’t have enough to eat at home?

    Well delegates, this big, bad, disgusting bill that passed the House two days ago, POURS more money into ICE and strips money out of food assistance programs.

    Ripping children away from their parents, letting kids go hungry…this is BEYOND cruel.

    It is immoral.

    This use of cruelty is designed to make us all afraid.

    Afraid for our lives.

    Afraid for our families.

    Afraid for our jobs if we speak up.

    It’s designed to make us bow down.

    To comply.

    To submit.

    This nation was conceived in liberty, and freedom is supposed to be our birthright.

    We didn’t want kings in 1776, and we damn sure don’t want kings now.

    Chaos. Control. Cruelty.

    The sum of that formula is corruption.

    To line billionaires’ pockets with tax breaks on the backs of everyone else.

    Do you know that 50 of the S&P 500 companies in the U.S. paid $0 in income tax last year?

    Guess which company was at the top of that list?

    Tesla.

    Despite reporting a $15 billion profit in 2023, Tesla took a $5 billion tax credit!

    It’s reported that between Tesla, Starlink and X, Musk’s companies are making $38 billion in government contracts, subsidies, or tax credits.

    Meaning that WE’RE paying Elon, rather than Elon contributing to the common good.

    And he’s not alone.

    This big, bad, horrible, no good bill that just passed the House two days ago gives over $1 trillion of our tax dollars — the tax dollars of hard-working, everyday Americans — to the wealthiest among us.

    Over 12 million people will lose their healthcare over the life of this bill.

    And Elon Musk and Mark Zuckerberg and Jeff Bezos….and yes, the Trump organization will all get even richer.

    So the people who bankrolled the last Presidential campaign are getting quite a return on their investment, while everyone else is less healthy, less safe, and less able to see the American Dream as their probability.

    We wake up to policies like this and a social media machine that gaslights Americans every day.

    They want us to believe that immigrants or poor Americans are to blame for the economic rules that have allowed companies like Tesla to pay ZERO income tax.

    And by the way, I hold both major political parties responsible for the decades of economic rules that have diminished the number of people who have a voice in their workplace through belonging to a union.

    Every human being elected has the responsibility of governing on behalf of all of us.

    It means doing the greatest good for the greatest number of people possible.

    And it damn sure means solving more problems than you create!

    So delegates, yesterday’s celebration of Independence Day took on different meaning for me.

    As I do every year, on July 4th, I spend some time reading portions of our founding documents. So yesterday, I focused on this:

    “We the People of the United States, in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this constitution for the United States of America.”

    The first words of the U.S. Constitution.

    The roadmap for how we as Americans are to govern ourselves, not be ruled by someone else.

    We know the work of democracy is hard.

    It’s messy and uneven and really never ever complete. The work of democracy is like the work of justice….

    To paraphrase Executive Committee Member Mark Jewell, “we are never arriving, always becoming.”

    From the 13th Amendment ending slavery to 19th amendment granting voting rights to women….

    From Social Security to IDEA.…

    From Pell Grants to the Affordable Care Act…

    From Title I to the Higher Education Act….

    It has always taken ordinary people to bend the arc of history toward justice….

    And part of becoming a more perfect union is opening the doors of opportunity wider, not slamming them closed.

    So what’s it going to take, delegates, to rescue democracy and public education?

    Yes, it will take those seven verbs, delegates, that President Pringle outlined the other day:

    Educate. Communicate. Litigate. Organize. Mobilize. Legislate.

    And Elect pro-public education, pro-democracy champions.

    I would submit to you, delegates, that the most potent contribution NEA could make to the effort is through organizing and mobilizing millions of Americans to resist….to say NO….to say our democracy belongs to us!

    But it’s critical that we learn from other countries around the world, and what we know is that an organized, sustained resistance is the key.

    Delegates, Harvard Professor Erica Chenoweth has studied examples around the world of what it takes to topple authoritarian rule.

    Her research shows that when 3.5 percent of a nation’s population stands together in sustained nonviolent resistance, the probability of toppling authoritarianism goes way up.

    In the United States, that’s roughly 12 million people… and NEA — we are 3 million strong.

    If each of us could activate just one person, we’d have nearly 6 million people.

    And if each of those mobilized just one more, we’d be 12 million allies in the fight.

    NEA, this is the biggest movement moment since the Civil War.

    I’m personally so inspired by all of you: the millions of members and thousands of delegates who call this union home.

    I’m also inspired by my friends and family members.

    Earlier this year, during the Hands Off protest in Washington D.C., I met up with a few of them who had come down from New England.

    We were all together on the National Mall, holding up our handmade signs, and one of my family members was there celebrating her 80th birthday.

    She said, “Kim, I was here during the March on Washington. I was here to protest the Vietnam War. I was here fighting for women’s rights. I can’t think of anywhere else that I am supposed to be today.”

    We talked about the masked men who are indiscriminately grabbing people off of American streets to be sent to God knows where – without due process, without warrants, without question.

    We talked about the gravity of the moment that we are in, and she said to me, “I’ve lived my life. If they have to take someone, they should take me.”

    Someone in my family was literally willing to put it all on the line for the values we believe in.

    My family and I talked to many seasoned members of the protest community that day.

    So many of them were of the same mind.

    They were extraordinary.

    They were brave.

    They were willing to stand ten toes down on their values.

    And even as my family member’s words made my eyes fill with tears, they also filled my heart with resolve.

    But one thing’s for sure: We cannot save anyone or anything by keeping quiet and hoping it all goes away.

    In the face of injustice, as the great civil rights leader Audre Lorde said, “Our silence won’t protect us.”

    And Lorde is right.

    This administration only takes notice when we are united and loud… when we are brave enough to step up and step forward, and say, “Not on our watch.”

    So it matters that people in communities nationwide — teachers, parents, librarians, public education advocates — are staging walk-ins…and resisting book bans… and creating safe zones for children at school.

    And it matters that the NEA, our union, is at the vanguard.

    But I do need to acknowledge: Being brave can feel scary — especially when your job is at stake.

    And, even more, if you feel like you are standing all alone.

    So delegates I want you to remember:

    You are never alone.

    This union has your back.

    And when it comes to courage, every small act makes a difference.

    Maybe it’s comforting a terrified student who fears their parents will get ripped away from them.

    Maybe it’s planning a joyful event for your colleagues — celebrating a special occasion or simply because you made it through another day together.

    These acts of resilience –  of love – can be the spark that lights a fire… giving someone else the energy… inspiration… and confidence to act as well.

    Organize. Mobilize.

    Delegates, our assignment is clear:

    Twelve million Americans must choose each day to engage in big and small acts of resistance and noncooperation with an Administration that has no intention of recognizing ANY of our constitutional rights.

    Sometimes acts of resistance can be singular, but they have an incredible ripple effect.

    Like our union sibling Idaho sixth-grade history teacher Sarah Inama.

    When Sarah’s school district told her to take down a classroom sign that said “Everyone is welcome here,” Sarah refused.

    And in her words, “It was so simple to me. Either everyone is welcome here or not.”

    Sarah’s defiance — and the solidarity from our Idaho affiliate — helped shine a spotlight on the threats and intimidation our students, schools, and educators face today.

    Stories like this will mobilize even more people to our cause… and help us drive momentum not only to resist but, yes, to BUILD.

    Because, in a time when the rules are being flouted… when longstanding norms are being shattered… we have a chance to remake systems that are more just, more inclusive, and more sustainable.

    Our union itself can be a model of what that future can hold.

    A place where people from all walks of life can come together and work together in support of the common good.

    And let me say it loud and clear:

    Everyone is welcome here!

    And we NEED everyone engaged!

    Already this year, organizing, mobilizing, and collective action has led to meaningful legislative wins — wins that make life better for students and the educators who serve them.

    • In Alaska, lawmakers significantly and permanently boosted funding for state education.
    • In Mississippi, greater funding includes increases in educators’ health insurance premiums and retirement pay.
    • The Texas legislature passed a record school funding bill with the largest teacher pay increase in state history.

    But we know we must push for more.

    And just as important as what we’ve helped push through is what we’ve blocked.

    • Our efforts in Montana, the Dakotas, and New Hampshire helped ensure bad bills on issues such as vouchers, funding caps, and open enrollment never made it out of committee.
    • Montana also joined Indiana in successfully contesting and, in some cases, defeating anti-union and anti-collective bargaining bills.
    • In Tennessee, when a bill was introduced that would have allowed public schools to deny enrollment to immigrant students, we helped make sure it died before the end of the legislative session.
    • And in Utah, when the legislature passed a bill rolling back collective bargaining rights for Utah education employees, UEA, USEA, and NEA marshalled a huge labor coalition effort to collect 324,000 signatures in 31 days to place a measure on the ballot to repeal the legislature’s attack on our bargaining rights.

    NEA, our collective action is bringing real results.

    And we will not yield in our defense of education, freedom, and democracy.

    We will not yield in our support of diversity, equity, and inclusion.

    And guess what?

    The harder we fight, the stronger our union grows.

    Despite relentless assaults on our affiliates across the country, we are going to finish this year with net membership growth for the first time since the pandemic!

    Delegates, I want to assure you that for years NEA has been steadily increasing its support of year-round organizing in our affiliates.

    We now have 2,194 member organizers that we support through our year-round organizing program, lifted up by talented staff.

    We’ve expanded our Growth and Strength Program, which has helped affiliates hire and deploy 167 full-time staff organizers across the country.

    And we created a Campaign Lab for local affiliates to learn how to develop organizing campaigns to win the schools our students and educators deserve.

    We’ve expanded grants for locals engaged in not only bargaining for the common good but achieving labor-management collaboration systems in the places where there are trusting, productive relationships between our members, administrators, and school board members.

    NEA has increased its support for affiliates who are organizing recognition and first contract campaigns, yielding new units in Colorado, New York, New Mexico, and Kansas.

    • In North Carolina (a non-bargaining state), Asheville City Association of Educators became the first local in North Carolina to reach majority status!
    • And the Durham Association of Educators launched a campaign for Meet and Confer authority and in the process won a school budget that was over 2.5 times larger than any budget request in memory….AND they tripled their membership.
    • In Texas, the San Antonio Alliance won the biggest compensation package in 25 years.
    • In Arizona, the Tucson Education Association won 12 weeks of paid parental leave — the first of its kind in the state!
    • In California, members in Sacramento fought to create Community Schools steering committees at the district and site levels and won 10% across the board compensation increases.
    • In San Francisco, UESF won an 84% raise for their lowest paid classified workers, Community Schools CBA language.
    • And the great United Teachers of Los Angeles won the second largest pay increase ever almost 23% over three years. They achieved a reduction in standardized testing and stood in solidarity with their SEIU colleagues on a 3-day ULP strike.

    When We Fight…….

    And we don’t just Fight Back, we Fight Forward!

    Delegates, our mission statement declares that “Our work is fundamental to the nation.”

    America needs our strength.

    America needs our resilience.

    America needs our vision and power to create something new… something beautiful… 

    A public education system that welcomes and prepares every student and a democracy that delivers for everyone!

  • PM Modi condoles loss of lives in devastating Texas floods

    Prime Minister Narendra Modi on Saturday expressed grief over the tragic loss of lives in the devastating floods that struck the US state of Texas.

    In a post on social media platform X, the Prime Minister conveyed his condolences to the families affected by the disaster.

    “Deeply saddened to learn about loss of lives, especially children in the devastating floods in Texas. Our condolences to the US Government and the bereaved families,” the Prime Minister said in his post.

    The catastrophic flooding, triggered by a powerful storm that dumped nearly a foot of rain before dawn on Friday, has claimed at least 32 lives, including nine children.

    ISLAMABAD, July 5 (Xinhua) — Heavy monsoon rains and flash floods in Pakistan have killed at least 66 people and injured 127 others since June 26, Pakistan’s National Disaster Management Authority (NDMA) said on Saturday.

    The NDMA reported two more deaths and 10 injured due to rains in the past two days as extreme weather continues to rage in parts of the country.

    The highest toll was reported in northwestern Pakistan’s Khyber Pakhtunkhwa province, where 24 people, including 11 children, were killed, according to the NDMA. Fourteen of them were swept away by flash floods in Swat last week.

    In Punjab province, east Pakistan, 22 people, including 11 children, were killed by collapsed houses and flash floods triggered by heavy rains. Sindh province reported 15 deaths and Balochistan province five. Three people were also injured in Jammu and Kashmir.

    Amid continuing heavy rainfall, the Pakistan Meteorological Department has forecast increased rainfall and thunderstorms in several areas over the next 48 hours. –0–

    Enrique Arias-Hierro, a Cuban illegal alien, was arrested by ICE on May 2, 2025. His criminal history includes convictions for homicide, armed robbery, false impersonation of official, kidnapping, and robbery strong arm. 

    On April 30, 2025, ICE arrested Cuban illegal alien Jose Manuel Rodriguez-Quinones. He has been convicted of attempted first-degree murder with a weapon, battery and larceny, and cocaine possession and trafficking.

    Thongxay Nilakout, a citizen of Laos, was arrested by ICE on January 26, 2025. Nilakout has been convicted of first-degree murder and robbery; sentenced to life confinement. 

    On May 12, 2025, ICE arrested Mexican national, Jesus Munoz-Gutierrez. He has been convicted of second-degree murder; sentenced to life confinement.

    Dian Peter Domach, an illegal alien from South Sudan, was arrested by ICE on May 8, 2024. Domach has been convicted of robbery and possession of a firearm, possession of defaced firearm, possession of burglar’s tools, and driving under the influence.

    Kyaw Mya, an illegal alien from Burma, was arrested by ICE on February 18, 2025. Mya has been convicted of lascivious acts with a child-victim less than 12 years of age; sentenced to 10 years confinement, paroled after 4 years. 

    Nyo Myint, an illegal alien from Burma, was arrested by ICE on February 19, 2025. Myint has been convicted of first-degree sexual assault involving a victim mentally and physically incapable of resisting; sentenced to 12 years confinement.     Foreign Secretary reiterates UK’s ongoing support to Lebanon

    British Foreign Secretary David Lammy visited Lebanon and reiterated the UK’s ongoing support for Lebanon’s security, stability and future prosperity.

    As part of a regional visit, Foreign Secretary David Lammy visits Lebanon on Friday 4 July 2025. He reiterated the UK’s ongoing support for Lebanon’s security, stability and future prosperity. 

    The Foreign Secretary met with President General Joseph Aoun at the Presidential Palace. Discussions focused on the latest local and regional developments and UK-Lebanon bilateral relations.

    The Foreign Secretary spoke about the urgency of efforts to reach a lasting peace in Lebanon and the region. He stressed the importance of Lebanon and Israel implementing the ceasefire agreement in full, including the withdrawal of Israeli Forces and the deployment of the Lebanese Armed Forces (LAF) throughout the South.

    He commended the long-standing and strong bilateral partnership between Lebanon and the UK including with the LAF, both in the South and on the border with Syria. Since 2009, the UK has spent over £115 million to support the LAF with infrastructure, vehicles, training and equipment and since 2013 supported the establishment of the Land Border Regiments (LBRs) on the border with Syria.

    The Foreign Secretary also reiterated the UK’s support for UNIFIL and the role they play for stability in South Lebanon, as mandated in UNSCR 1701.  He called for urgent implementation of essential economic reforms and transparent processes for justice and accountability. 

    British Ambassador Hamish Cowell said:

    I was pleased to welcome British Foreign Secretary David Lammy to Lebanon, following unprecedented regional tensions. 

    Efforts must continue to secure a lasting ceasefire in Lebanon and allow the full deployment of the Lebanese Army to the south of the country, as the sole legitimate defender of Lebanon. 

    Stability in the Middle East is in everyone’s interest. The full implementation of UNSCR 1701 is crucial to Lebanon and the region’s future security.

    Lebanon’s path to recovery is dependent on essential reforms, including those required to secure an IMF agreement to rebuild the economy and unlock international investment.  

    The UK remains a steadfast partner to Lebanon and its people.

    The Foreign Secretary also visited Syria as part of his regional trip. This is the first by a UK Minister in 14 years and renews the UK-Syria diplomatic relationship. The Foreign Secretary met President Al-Sharaa and Foreign Minister Al-Shaibani to reiterate the importance of an inclusive and representative political transition in Syria and offer continued UK support to the Syrian people.

    In a statement issued by his spokesperson, António Guterres expressed alarm over the dangerous escalation and the rising toll on civilians.

    He reiterated that attacks against civilians and critical infrastructure are prohibited under international law and called for an immediate and unconditional ceasefire.

    “These strikes disrupted the power supply to the Zaporizhzhia Nuclear Power Plant, once again underlining the ongoing risks to nuclear safety,” UN Spokesperson Stéphane Dujarric said.

    “The Secretary-General reiterates his call for a full, immediate and unconditional ceasefire in Ukraine as a first step towards a just, comprehensive and sustainable peace, in line with the UN Charter, international law and relevant UN resolutions.”

    Fragile situation

    The airstrikes on Friday severed the nuclear plant’s last external power connection, forcing the ZNPP to rely on emergency diesel generators for more than three hours, according to the International Atomic Energy Agency (IAEA).

    Power was eventually restored, but the incident marked the ninth time the plant has lost all off-site electricity since the full-scale invasion began in 2022.

    Rafael Mariano Grossi, Director General of the nuclear watchdog, warned that the situation remains extremely fragile.

    “What was once virtually unimaginable – that a major nuclear power plant would repeatedly lose all of its external power connections – has unfortunately become a common occurrence,” he said.

    Nuclear safety deterioration

    Located in southern Ukraine, the Zaporizhzhia plant is the largest nuclear power facility in Europe. Although its six reactors have been in cold shutdown since 2024, they still require electricity to cool reactor cores and spent fuel pools to prevent overheating and potential radioactive release.

    During the blackout, 18 diesel generators were activated to maintain critical cooling functions. The plant has enough diesel on site for at least ten days, with contingency plans in place to secure further supplies if needed, IAEA reported.

    The ZNPP has become dramatically more vulnerable since the war began. Prior to the conflict, it had access to ten external power lines; it now relies on just one.

    IAEA teams remain based at the site and continue to monitor the situation closely.

  • MIL-OSI Analysis: Why Texas Hill Country, where a devastating flood killed dozens, is one of the deadliest places in the US for flash flooding

    Texas Hill Country is known for its landscapes, with shallow rivers winding among hills and through rugged valleys. But that geography also makes it one of the deadliest places in the U.S. for flash flooding.

    In the early hours of July 4, 2025, a rush of flood water swept through an area dotted with summer camps and small towns about 70 miles west of San Antonio. At least 27 people died, and about two dozen girls from one camp and other people in the area were still unaccounted for the following morning, officials said. More than 200 people had to be rescued.

    The flooding began as many flash floods in this region do, with a heavy downpour that sent water sheeting off the hillsides into creeks. The creeks poured into the Guadalupe River. Around 3 a.m. on July 4, National Weather Service data shows the river was rising about 1 foot every 5 minutes near the camp. By 4:30 a.m., the water had risen more than 20 feet.

    Flood expert Hatim Sharif, a hydrologist and civil engineer at the University of Texas at San Antonio, explains what makes this part of the country, known as Flash Flood Alley, so dangerous.

    What makes Hill Country so prone to flooding?

    Texas as a whole leads the nation in flood deaths, and by a wide margin. A colleague and I analyzed data from 1959 to 2019 and found 1,069 people had died in flooding in Texas over those six decades. The next highest total was in Louisiana, with 693.

    Many of those flood deaths have been in Hill County, an area known as Flash Flood Alley. It’s a crescent of land that curves from near Dallas down to San Antonio and then westward.

    The hills are steep, and the water moves quickly when it floods. This is a semi-arid area with soils that don’t soak up much water, so the water sheets off quickly and the shallow creeks can rise fast.

    When those creeks converge on a river, they can create a wall of water that wipes out homes and washes away cars and, unfortunately, anyone in its path.

    Hill Country has seen some devastating flash floods. In 1987, heavy rain in western Kerr County quickly flooded the Guadalupe River, triggering a flash flood similar to the one in 2025. Ten teenagers being evacuated from a camp died in the rushing water.

    San Antonio, considered the gateway to Hill Country, was hit with another flash flood on June 12, 2025, that killed 13 people whose cars were swept away when they drove into high water from a flooding creek near an interstate ramp in the early morning.

    Why does the region get such strong downpours?

    One reason Hill Country gets powerful downpours is the Balcones Escarpment.

    The escarpment is a line of cliffs and steep hills created by a geologic fault. When warm air from the Gulf rushes up the escarpment, it condenses and can dump a lot of moisture. That water flows down the hills quickly, from many different directions, filling streams and rivers below.

    As temperature rise, the warmer atmosphere can hold more moisture, increasing the downpour and flood risk.

    The same effect can contribute to flash flooding in San Antonio, where the large amount of paved land and lack of updated drainage to control runoff adds to the risk.

    What can be done to improve flash flood safety?

    First, it’s important for people to understand why flash flooding happens and just how fast the water can rise and flow. In many arid areas, dry or shallow creeks can quickly fill up with fast-moving water and become deadly. So people should be aware of the risks and pay attention to the weather.

    Improving flood forecasting, with more detailed models of the physics and water velocity at different locations, can also help.

    Probabilistic forecasting, for example, can provide a range of rainfall scenarios, enabling authorities to prepare for worst-case scenarios. A scientific framework linking rainfall forecasts to the local impacts, such as streamflow, flood depth and water velocity, could also help decision-makers implement timely evacuations or road closures.

    Education is particularly essential for drivers. One to two feet of moving water can wash away a car. People may think their trucks and SUVs can go through anything, but fast-moving water can flip a truck and carry it away.

    Officials can also do more to barricade roads when the flood risk is high to prevent people from driving into harm’s way. We found that 58% of the flood deaths in Texas over the past six decades involved vehicles.

    The storm on June 12 in San Antonio was an example. It was early morning, and drivers has poor visibility. Cars drove into floodwater without seeing the risk until it was too late.

    The Foreign Secretary has visited Syria to renew our diplomatic relationship, eight months on from the collapse of Assad’s regime.

    Eight months on from the collapse of the Assad regime, the UK has officially re-established diplomatic relations with the Syrian Government following the Foreign Secretary’s visit to Damascus today.

As part of the visit, the UK has committed an additional £2 million this financial year to the Organisation for the Prohibition of Chemical Weapons (OPCW) to support their vital work addressing the horrific legacy of Assad’s chemical weapons in Syria. The UK contribution will support the OPCW’s operational requirements in Syria as they help the Syrian Government fulfil their commitments to eliminate Assad’s chemical weapons once and for all.

    Demonstrating the UK’s continued commitment to sustainable development and Syria’s recovery from conflict, the Foreign Secretary met women-led businesses in Syria, which have been supported by the UK’s livelihoods and economic recovery programme.

    UK support is set to continue, with the additional £94.5 million package announced today, which will provide urgent humanitarian aid to Syrians, support Syria’s longer-term recovery through education and livelihoods, and support countries hosting Syrian refugees in the region.

    The Foreign Secretary will travel on to Kuwait where strengthening regional security and boosting bilateral relations will be top of the agenda in meetings with His Highness the Crown Prince, His Highness the Prime Minister and His Excellency the Foreign Minister. The Foreign Secretary will advocate for UK businesses to have access to new opportunities to support Kuwaiti growing markets– further advancing business engagement between UK and Kuwait and the wider region.   

    The Foreign Secretary will also announce a new partnership with Kuwait to tackle the humanitarian crisis in Sudan. New funding will help provide nutrition support and restore clean drinking water supplies, as Sudan faces both famine and a devastating cholera outbreak. Support will also be made available to fund lifesaving work in Somalia where conflict and the climate crisis are driving pressing humanitarian needs.

    Dr Martina Egedusevic, Impact Fellow in Green Futures, University of Exeter, said:

    “The devastating floods in Texas are a stark reminder of how intensifying extreme weather events driven by climate change are interacting with land-use change, urbanisation, and aging infrastructure to produce severe impacts.  While individual flood events are influenced by multiple factors, we know that warmer air holds more moisture, increasing the likelihood of intense rainfall.  In many urban areas like those affected in Texas, impervious surfaces prevent water absorption, overwhelming drainage systems and exacerbating flash flooding.

    “This underlines the importance of not only improving forecasting and emergency response but also investing in long-term, systemic approaches to flood resilience.  Nature-based solutions such as wetland restoration, reforestation, and sustainable urban drainage systems can complement engineering infrastructure by slowing runoff and increasing infiltration.  As our research in the UK and internationally shows, working with nature can help mitigate the worst effects of flooding while delivering co-benefits for biodiversity, air quality, and climate adaptation.

    “However, each region has its own hydrological and social context, so local knowledge and inclusive planning are essential.  Understanding where and why such flood events happen also means tackling the underlying vulnerabilities like poorly planned development, socio-economic inequalities, and environmental degradation.”

    Prof Bill McGuire, Professor Emeritus of Geophysical & Climate Hazards, UCL, said:

    “The tragic events in Texas are exactly what we would expect in our hotter, climate-changed, world.  There has been an explosion in extreme weather in recent years, including more devastating flash floods caused by slow-moving, wetter, storms, that dump exceptional amounts of rain over small areas across a short time.  This frequently overwhelms river catchments leading to severe damage to adjacent infrastructure and loss of life.  Such events will only become more commonplace as the global temperature continues to climb, driven by carbon dioxide emissions that still top 40 billion tonnes every year.”

    Dr Jess Neumann, University of Reading, said:

    “The devastating floods of Kerr County in Texas is a tragic reminder of the dangers of sudden extreme rainfall and flash flooding.

    “Flash floods are not uncommon in the Hill Country area of Texas, where the weather is easily influenced by a ready supply of moist air from the Gulf of Mexico.  When very heavy rain falls on steep hillsides, this can create the conditions for raging torrents to be created in previously dry river beds, in just a matter of hours.

    “Totals of 200mm (around 8 inches) of rainfall were originally forecast, which is a significant amount in any location.  In places, this is expected to have reached more than 12 inches of rain.  For context, in the UK, 50mm of rain a day is considered heavy rainfall with serious potential for flooding.

    “This terrible event, in which children are missing and many have died, raises critical questions about effective early warning systems, flood planning and preparedness in the region.

    “It cannot be right that a flood of this magnitude, in an area known to be at high risk of flash floods, caused such devastation and has taken so many people by surprise.”

    Prof Hannah Cloke, professor of hydrology at the University of Reading, said: 

    “For so many children to be swept away in a flood is an almost unimaginable horror.  Sadly, it can be the inability to see such a tragedy emerging that can be part of the failure of an early warning system for floods.  An alert system is a chain of human communication, and if one person in any part of the chain doesn’t respond as they should to take action, the system runs the risk of failure.  Human communication about events that have not yet occurred requires the use of imagination, and a lack of imagination can be lethal.

    “This downpour seems to have been well forecasted by multiple forecasters around the world, several hours in advance.  Warnings were issued, but the systems do not seem to have been in place to get information to those in harm’s way fast enough.  The timing of the flood, which happened in the middle of the night, would have meant that any last-minute actions to get out of the way of the water would have been hampered by darkness.

    “It is not good enough for authorities to say they were not aware that floods were coming.  Warnings were available but the message just didn’t get through.  This must be a reminder of the need to invest more effort in checking every aspect of early warning systems, from the science, to the communications, to the education required to spread more understanding of the risks and how to respond to them.”

    “Once again, we are left horrified and humbled by the dreadful power of the weather and the ability of our rivers to take lives.”

    GAZA, Palestine – The UN World Food Programme (WFP) continues to deliver life-saving food assistance inside Gaza despite deteriorating security, limited access, and growing desperation of communities in need of food assistance. A recent WFP assessment shows nearly one person in three is not eating for days, placing more people at risk of starvation. More than 700,000 people have been forced to relocate since March 18 as an estimated 85 percent of Gaza is now considered an active militarized zone.

    Here are the latest updates on food insecurity and WFP operations in Gaza, including quotes from WFP Deputy Executive Director and Chief Operating Officer, Carl Skau, who is currently in Palestine:

    WFP Operations inside Gaza

    •    Since 21 May, when border crossings re-opened to limited amounts of aid, WFP teams have been able to dispatch dozens of aid convoys with more than 1,200 trucks carrying 18,247 metric tons (MT) of food aid inside Gaza. Despite these efforts, the food delivered to date is still a tiny fraction of what a population of over two million people need to survive.
    •    The breakdown of the food aid brought into Gaza includes (as of 03 July):
    o    12,275 MT of wheat flour for bread
    o    5,828 MT of ready to eat rations
    o    113 MT of emergency nutritional supplies
    o    30 MT of yeast for baking
    •    While most trucks carrying food assistance into Gaza have been intercepted by hungry civilian communities, WFP has been able to conduct some direct distributions. These include:
    o    Food aid distributed directly to 24,649 people (5,357 households).
    o    Nutrition prevention assistance to 102,544 children under five and pregnant and breastfeeding women across 92 active distribution sites.
    o    Nutritional supplements to 11,125 people.
    o    In June, 250,000 meals were also provided through 72 community kitchens with the help of food security partners.
    •    Israeli authorities have provided written assurances that operating conditions inside Gaza will improve, and that more trucks will be able to carry food aid into Gaza.
    •    The assurances also include the use of more routes and border crossing points with faster clearances, dependable communications, and without armed forces near convoys. 
    •    In agreement with Israeli authorities, WFP’s target is to bring 2,000 MT of food aid into Gaza every day (1,000 MT to the north, 1,000 MT to the south).
    •    WFP stands ready to scale up food assistance into Gaza if a ceasefire comes into effect. We have experienced teams on the ground, and proven systems in place to respond at scale.
    •    During the recent ceasefire, WFP facilitated nearly 40 percent of all humanitarian aid that entered Gaza, including 8,000 trucks of food, which helped push back the tide of hunger. The agency stands ready to do this again.
    •    WFP has over 140,000 metric tons of food in or on its way to the region – enough to feed the entire population of 2.1 million people for two months.

    Food Needs Inside Gaza
    •    Inside Gaza, the fear of starvation and desperate need for food remains high.
    •    A recent WFP assessment found nearly one person in three is not eating for days at a time.
    •    Findings from the latest Integrated Food Security Phase Classification (IPC) report, show a high risk that famine will occur as conflict persists and humanitarian agencies are unable to provide essential aid. 
    •    Some 470,000 people are expected to face Catastrophic hunger (IPC Phase 5) between May and September of this year.
    •    Malnutrition is surging and some 90,000 children and women urgently need treatment.
    •    Food aid is the only real way for people to eat:
    o    Flour for bread is 3,000 times more expensive than before the war – 23 euros per kilo of flour. And cooking fuel is simply nowhere to be found.

    Requirements to Scale Operations
    •    WFP stands ready to scale up and deliver life-saving assistance directly to the most vulnerable families in need. For this, WFP urgently calls for:
    •    At least 100 aid trucks per day to be allowed through northern, central and southern border points.
    •    Faster loading and dispatching of trucks from crossing points into Gaza. 
    •    No armed presence near convoy routes or civilian aid distribution points.
    •    Uninterrupted connectivity to allow humanitarian organizations to coordinate effectively.
    •    A sustained ceasefire that creates the necessary conditions for safe, scaled, and impactful humanitarian aid.

    •    “This is my fourth visit to Gaza since the start of the conflict. The situation is the worst I’ve ever seen. It’s hard to find words to describe the level of desperation I have witnessed. People are dying just trying to get food. Our kitchens are empty; they are now serving hot water with a bit of pasta floating in it. A mother told me she had gone to a kitchen hoping to find a hot meal and fainted there. There was nothing to eat and she went home without anything for her children. A father I met had lost 25 kgs in the past two months. People are starving, while we have food just across the border.”

    •    “Our WFP teams in Gaza are doing heroic work under conditions that are simply impossible. They are frequently caught in cross-fire, they are stuck in steaming hot cars for 24 hours straight, escorting food convoys through combat zones. We don’t have enough fuel for our vehicles, or spare parts for our trucks or cars, or basic equipment to communicate. And our national staff are not just aid workers—they live here, they face the same dangers, the same hunger as the rest of the population. We can’t continue in these conditions.”

    •    “A ceasefire is urgently needed. We stand ready to deliver – we have the food, the capacity and the systems to assist the entire population in Gaza. During the previous ceasefire, we showed what was possible: delivering over 8,000 trucks of food in only 42 days. We can do it again, but we need all routes and entry points to open, and we need safety and order to be able to reach most vulnerable. The ceasefire must also be the first step toward lasting peace.”

    According to court documents, on May 26, 2025, Herman Smith, 37, an enrolled member of the Navajo Nation, shot and killed John Doe during an altercation.

    Smith is charged with voluntary manslaughter and using and carrying a firearm during and in relation to a crime of violence and will remain on conditions of release pending trial, which has not yet been scheduled. If convicted of the current charges, Smith faces a mandatory minimum of 10 years and up to life in prison.

    U.S. Attorney Ryan Ellison and Philip Russell, Acting Special Agent in Charge of the Federal Bureau of Investigation’s Albuquerque Field Office, made the announcement today.

    The Gallup Resident Agency of the Federal Bureau of Investigation’s Albuquerque Field Office investigated this case with assistance from the Navajo Nation Police Department and Navajo Department of Criminal Investigations. Assistant U.S. Attorney Jack Burkhead is prosecuting the case.

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Labor Day Weekend Triple Murder in 2021 Yields Guilty Verdict for Six People

                WASHINGTON – U.S. Attorney Jeanine Ferris Pirro announced that Erwin Dubose, Kamar Queen, Damonta Thompson, William Johnson Lee, and Mussay Rezene, all of Washington, D.C., and Toyia Johnson, of Rockville, MD, were found guilty today in the Superior Court of the District of Columbia on all charges for the September 4, 2021 Labor Day weekend murders of 31-year-old Donetta Dyson, 24 year-old Keenan Braxton, and 37-year-old Johnny Joyner in front of 633 Longfellow Street, NW.

                On July 3, 2025, a jury found Dubose, Queen, Johnson Lee and Thompson guilty of charges including conspiracy to commit a crime of violence, three counts of first-degree murder while armed with aggravating circumstances, and three counts of assault with intent to kill while armed.  The jury found defendant Johnson guilty of tampering with physical evidence and being an accessory after the fact to assault with intent to kill while armed. The jury found defendant Rezene guilty of tampering with physical evidence and being an accessory after the fact to first degree murder while armed.

                “This senseless violence will not be tolerated in this city,” said U.S. Attorney Jeanine Ferris Pirro. “These thugs put innocent bystanders in harm’s way, proving their total inhumanity. Today’s verdict upholds the DC U.S. Attorney’s Office’s efforts to stop these horrific crimes and we look forward to taking these criminals out of society for a significant amount of time.”

                According to the government’s evidence, at approximately 7:33 p.m., on September 4, 2021, Thompson drove Dubose, Queen and Johnson Lee, to the 600 block of Longfellow Street, NW. Those three men got out of the vehicle, crept to the corner of Longfellow and 7th Streets, NW, and began indiscriminately shooting into a neighborhood gathering. The three shooters ran back to the waiting vehicle Thompson was driving and fled the scene. The three victims, Ms. Dyson, Mr. Braxton and Mr. Joyner, were killed and another three victims sustained non-lethal gunshot wounds from the shooting.

                Shortly after the homicide, an associate of Dubose, Toyia Johnson, who rented the vehicle Thompson was driving at the time of the incident, began placing multiple 911 calls in which she falsely reported the suspect vehicle stolen. Shortly after midnight on September 6, 2021, Dubose and Rezene drove to the 4500 block of Eads Street, NE and set fire to the vehicle. The evidence established that triple homicide was in retaliation for a shooting that occurred an hour prior in the 800 block of Oglethorpe Street, NE.

                Joining the announcement was Chief Pamela Smith, of the Metropolitan Police Department (MPD).

                In announcing the verdict, U.S. Attorney Pirro and Chief Smith commended the work of those who investigated the case from the Metropolitan Police Department. Finally, they acknowledged the work of Assistant United States Attorneys Colleen Kukowski and Charles R. Jones, who prosecuted the case.
