    The Justice Department’s National Security Division (NSD) and the U.S. Attorney’s Office for the Southern District of Texas (SDTX) today announced that they declined the prosecution of private equity firm White Deer Management LLC (White Deer) and its affiliates after the firm discovered and voluntarily self-disclosed criminal violations of U.S. sanctions and export laws committed by a company it acquired, Texas-based Unicat Catalyst Technologies LLC (Unicat).

    NSD and SDTX also announced that the Justice Department entered into a non-prosecution agreement (NPA) with Unicat, and that, on Aug. 19, 2024, the former chief executive officer (CEO) and co-founder of Unicat, Mani Erfan, pleaded guilty to conspiring to violate U.S. sanctions against Iran and other countries and foreign governments, as well as concealment and international promotional money laundering. As part of his plea, Erfan also agreed to pay a money judgment in the amount of $1,600,000.

    “After acquiring a company with a hidden history of sanctions violations, this private equity firm uncovered the misconduct, stopped it, and quickly reported it to the government, leading to the successful prosecution of a senior executive,” said Assistant Attorney General for National Security John A. Eisenberg. “Our decision to decline prosecution of the acquiror and extend a non-prosecution agreement to the acquired entity in this case reflects the National Security Division’s strong commitment to rewarding responsible corporate leadership.”

    “Illegally exporting sensitive items to Venezuela and Iran to help them evade sanctions directly undermines U.S. foreign policy and threatens our national security,” said Special Agent in Charge Chad Plantz of Immigration and Customs Enforcement – Homeland Security Investigations (ICE-HSI) Houston. “HSI will not sit by idly while businesses or individuals operating in the U.S. blatantly help our nation’s adversaries procure sensitive technologies or weapons and today’s announcement of a $3 million fine and the imposition of criminal charges is just another example of that enduring commitment.”

    As detailed in court documents and in the Department’s agreements with White Deer and Unicat, from approximately 2014 through 2021, Mani Erfan, Unicat’s former CEO, conspired with others, including at least one other Unicat employee, to cause Unicat to submit bids and make sales to customers in Iran, Venezuela, Syria, and Cuba in violation of U.S. economic sanctions. In total, Erfan caused Unicat to make a total of 23 unlawful sales of chemical catalysts used in oil refining and steel production to customers in Iran, Venezuela, and Cuba. Some of the sales were effected through exports of catalysts from the United States and further violated U.S. export control laws.

    To further the conspiracy, the conspirators made false statements in export documents and financial records about the true identities and locations of Unicat’s customers and falsely assured some Unicat employees that the company’s business with customers subject to U.S. economic sanctions was lawful. Unicat obtained approximately $3.33 million in revenue from its unlawful sales.

    Erfan and Unicat employees additionally falsified invoices to reduce the tariffs assessed on catalysts that Unicat imported from China. By undervaluing these imports, Unicat caused a loss of revenue of approximately $1.66 million in duties, taxes, and fees. Further, during negotiations to sell Unicat to White Deer, Unicat’s prior owners provided representations and warranties to White Deer attesting to Unicat’s compliance with U.S. sanctions and export control laws.

    The scheme came to light in June 2021, in the midst of the COVID-19 pandemic, after White Deer acquired Unicat and a second company based in the United Kingdom, and Unicat’s new CEO was able to travel to the United States to visit Unicat and begin to integrate the operations of the company. During his visit, the new CEO learned that Unicat had a pending transaction with an Iranian customer and immediately ordered the deal’s cancellation. Over the next month, White Deer and Unicat’s new CEO retained counsel to investigate, and learned that Unicat had engaged in a series of transactions with counterparties subject to different U.S. sanctions programs. Before the investigation was complete, but after determining that Unicat employees had engaged in potentially criminal violations of U.S. sanctions laws, White Deer and Unicat’s new management submitted a voluntary self-disclosure to NSD.

    Pursuant to the NPA, Unicat agreed to pay forfeiture totaling $3,325,052.10, representing the proceeds of its violations of U.S. sanctions and export control laws. In parallel resolutions coordinated between the Justice Department, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC), and the Commerce Department’s Bureau of Industry and Security (BIS) Office of Export Enforcement (OEE), Unicat agreed to pay $3,882,797 to OFAC for its apparent violations of U.S. sanctions laws, and agreed with OEE to pay a penalty of $391,183 for its violation of U.S. export control laws. OFAC agreed to credit Unicat’s payment of forfeiture pursuant to the NPA against the OFAC penalty, and OEE has agreed to credit Unicat’s payment to OFAC against the OEE penalty. In a separate administrative resolution with U.S. Customs and Border Protection, Unicat agreed to pay $1,655,189.57, in underpaid duties, taxes, and fees.

    NSD and SDTX declined White Deer’s prosecution and entered into the NPA with Unicat after considering the factors set forth in the Department’s Principles of Federal Prosecution of Business Organizations, the National Security Division Enforcement Policy for Business Organizations (NSD Enforcement Policy), and pursuant to the provisions of the NSD Enforcement Policy that apply to Voluntary Self-Disclosures in Connection with Acquisitions (the NSD M&A Policy).

    The NSD M&A Policy provides that when a company (1) completes a lawful bona fide acquisition of another entity, (2) voluntarily and timely self-discloses to NSD potentially criminal violations of laws affecting U.S. national security committed by the acquired entity, (3) fully cooperates with NSD’s investigation, and (4) timely and appropriately remediates the misconduct, NSD generally will not seek a guilty plea from the acquiror, and there is a presumption that NSD will decline to prosecute the acquiror. The NSD M&A Policy further provides that while a presumption of declination is not available to the acquired entity, NSD will credit the acquiror’s timely voluntary self-disclosure to the acquired entity and will consider whether the acquired entity otherwise satisfies the NSD Enforcement Policy’s requirements to obtain the benefits of the Policy.

    NSD and SDTX determined that White Deer’s acquisition of Unicat was a lawful bona fide acquisition, and that White Deer’s self-disclosure was timely under all of the relevant circumstances, including the COVID-19 pandemic and in the context of White Deer’s acquisition of Unicat and efforts to integrate the company’s operations into another acquired entity. White Deer and Unicat fully cooperated with the government’s subsequent investigation by proactively identifying, collecting, and disclosing relevant evidence to investigators, including foreign language evidence and evidence located overseas, and providing detailed and timely responses to the government’s requests for information and evidence. White Deer’s and Unicat’s cooperation materially assisted the government’s investigation, leading to the successful prosecution of Unicat’s former CEO. Unicat remediated the root cause of the misconduct in less than one year from the date of its discovery by terminating culpable employees, disciplining other employees involved in the misconduct, seeking reimbursement from Unicat’s sellers, and designing and implementing a comprehensive and robust internal controls and compliance program that has proven effective in practice at identifying and preventing similar potential misconduct.

    This resolution marks the first time since the creation of the Justice Department’s Mergers and Acquisitions Policy in March 2024 that the Department has declined the prosecution of an acquiror for self-disclosing criminal conduct discovered at an acquired entity.

    Trial Attorneys Adam P. Barry and Yifei Zheng of the National Security Division’s Counterintelligence and Export Control Section, and Assistant U.S. Attorney S. Mark McIntyre for the Southern District of Texas prosecuted the case.

  • MIL-OSI Security: Husband & wife plead guilty to wire fraud related to pandemic relief funds

    CINCINNATI – A West Chester couple pleaded guilty in U.S. District Court today to committing wire fraud to obtain pandemic relief funds. The husband and wife were owners or associates of multiple transportation firms. 

    Ajay Chawla, 60, and his wife, Ruhi Chawla, 50, admitted that they fraudulently received more than $900,000 in pandemic relief funds. Specifically, they received four Payroll Protection Plan (PPP) loans and three Economic Injury Disaster Loans (EIDL).

    According to their court documents, on their loan applications, the Chawlas falsely reported the number of employees and gross revenues for their businesses: Prime Transportation and Logistics Inc., ABC Trucking Inc., Apex Truck Lines LLC and A1 Diesel Truck Repair LLC. Ajay Chawla also submitted a false statement to Department of Transportation Office of Inspector General and the Federal Motor Carrier Safety Administration regarding the ownership of Apex Truck Lines.

    “The investigative efforts of the Treasury Inspector General for Tax Administration (TIGTA) and its partners, along with the prosecutorial work of the U.S. Attorney’s Office, demonstrate the commitment to pursuing, capturing, and prosecuting those who try to defraud the American people,” said TIGTA Special Agent-in-Charge Kelly Moening. 

    “Today’s guilty pleas underscore our steadfast commitment to identifying and addressing fraud that undermines the integrity of Department of Transportation programs and requirements,” said Anthony Licari, Special Agent in Charge, Department of Transportation Office of Inspector General, Midwestern Region. “Greed has no place in pandemic relief programs, and together with our law enforcement and prosecutorial partners, we will continue to hold offenders accountable.”

    The couple were charged in March 2025 by a bill of information.

    Wire fraud is punishable by up to 20 years in prison. Congress sets minimum and maximum statutory sentences. Sentencing of the defendant will be determined by the Court based on the advisory sentencing guidelines and other statutory factors at a future hearing.

  • MIL-OSI Africa: African Energy Chamber (AEC): It’s Time for the World Bank to End the Ban on Upstream Financing and Tackle Africa’s Energy Poverty Crisis

    The African Energy Chamber (AEC) (www.EnergyChamber.org) is calling on the World Bank to end its ban on financing upstream oil and gas projects, urging the institution to align with Africa’s urgent need to eradicate energy poverty and achieve sustainable development. Lifting this ban is essential to unlocking the continent’s hydrocarbon resources, delivering reliable and affordable electricity to millions, and generating the revenues required to support Africa’s long-term energy transition.

    While the AEC welcomes the World Bank’s decision to review its 2017 ban on financing upstream oil and gas development, the time for reassessment is over. Decisive action is needed. Today, around 600 million Africans still lack access to electricity – a number that is not only staggering but growing. The International Energy Agency notes that gains made in expanding electricity access were reversed during the pandemic, with up to 30 million people who previously had access no longer able to afford it. This deepening energy poverty undermines Africa’s industrialization, economic growth and social development.

    The AEC maintains that Africa must be empowered to grow its energy mix pragmatically, using both fossil fuels and renewables – not forced into an “all or nothing” approach that risks leaving hundreds of millions in the dark. Natural gas offers a scalable, affordable and lower-carbon solution that can help meet the continent’s immediate power needs while enabling a just, inclusive energy transition. Yet climate panic and fearmongering – often directed disproportionately at Africa, a continent responsible for just 3% of global CO₂ emissions  – threaten to block this path.

    “The green agenda and the World Bank’s ban on upstream financing ignore the fact that natural gas can bring life-changing prosperity to Africa through jobs, business growth and monetization,” said NJ Ayuk, Executive Chairman of the AEC. “We are proposing a logical, sustainable path: using our natural gas to meet current needs, generate revenue and fund our transition to renewables. Given that universal access to affordable, reliable electricity is one of the UN’s Sustainable Development Goals, the growing number of Africans without power is morally wrong and must not be ignored.”

    Upstream oil and gas development is already demonstrating its capacity to advance energy access. In Mozambique, domestic gas fuels the 450 MW Temane gas-to-power project, delivering electricity to communities and industries. Senegal’s gas-to-power efforts, Nigeria’s Gas Master Plan and Egypt’s expanded gas-fired generation highlight how these resources are driving regional electrification and economic growth. Future upstream projects hold transformative potential: Mozambique’s gas reserves could generate over $100 billion in revenue; Namibia’s oil discoveries could deliver $3.5 billion annually at peak production, which can fund infrastructure, education, healthcare and clean energy investments.

    Meanwhile, global financial trends are shifting. Major banks, particularly in the U.S., are easing ESG-related restrictions and resuming oil and gas financing, recognizing that natural gas remains a vital bridge fuel. The World Bank must do the same – not as a concession, but as a commitment to its mandate to promote shared prosperity and reduce poverty.

    The AEC urges the World Bank to turn its policy review into meaningful action. Supporting upstream oil and gas development is not only an economic necessity – it is a moral imperative if we are serious about ending energy poverty and enabling a sustainable, equitable future for Africa.

  • MIL-OSI Africa: Morocco, Panama Reiterate Commitment to Bolstering Bilateral Ties

    Morocco and Panama reiterated their commitment to further bolstering their bilateral ties.

    This commitment was formalized in a joint Communiqué signed in Rabat on Monday, following a meeting between Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Mr. Nasser Bourita, and his Panamanian peer, Mr. Javier Martínez-Acha Vásquez, who is on a working visit to the Kingdom of Morocco on June 14-18.

    In the joint communiqué, the two ministers underscored the excellent ties of friendship and solidarity between the two countries and concurred on the need to maintain these exchanges and take stock of the bilateral relationship, to further reinforce it.

    The two countries pointed out that cooperation ties are founded on the principles of peaceful coexistence, democracy and good governance, solidarity, transparency, mutual respect, respect for human rights and international humanitarian law and the non-use of unilateral sanctions.

    Both sides highlighted that international law is essentially founded on mutual respect for territorial integrity, sovereignty and State independence and the fulfillment of obligations arising from treaties and other international law sources.

    The two ministers welcomed their convergence of views on regional and international issues, and reiterated their determination to work for peace and security in the world.

    They agreed to pool efforts in the face of global challenges such as climate change, gender, human rights, blue agenda, green agenda, food security, health, prevention, preparation and response to pandemics, and the fight against insecurity and corruption and other sectors in the various international and multilateral forums.

    Morocco and Panama also reaffirmed the importance of exchange between peoples in strengthening mutual understanding, friendship and cooperation and the fields of communication, culture, education-learning, sports, arts, the youth, civil society and the economy.

    The two sides delved into collaboration prospects in the numerous Atlantic cooperation initiatives, expressing their ambition to turn the area into a geostrategic framework for concerted action to promote development and guarantee security, solidarity and closer ties between South-South and South-North peoples.

    The two foreign ministers stressed that Morocco and Panama enjoy strategic geographic situations positioning them as vital hubs in the main international trade roads.

    As converging countries in terms of their maritime role, the two senior officials highlighted the fundamental role of the Tanger Med port, recognized as one of the most advanced logistics centers in Africa and a gateway to the Mediterranean, as well as the importance of the Panama Canal, which efficiently links Atlantic and Pacific oceans, facilitating global maritime trade.

    They also expressed their firm commitment to intensifying investment through a fluid exchange of business information, the promotion of strategic alliances with the private sector, and the active promotion of initiatives facilitating and developing bilateral trade, in order to multiply business opportunities and explore the potential for diversifying trade and investment between the two countries.

    Emphasizing the positive results achieved in the development of their bilateral and multilateral relations, Mr. Bourita and Vásquez expressed their shared willingness to continue strengthening the bilateral legal framework, in order to address areas of common interest for cooperation.

    To this end, they welcomed the signing of several legal instruments, namely the Agreement on the Abolition of Visas for Diplomatic and Official Passports between the Kingdom of Morocco and the Republic of Panama, the Roadmap for Cooperation between the Kingdom of Morocco and the Republic of Panama 2025-2027 and the Joint Declaration sanctioning the videoconference of November 27, 2024.

    The Bible Society recently published a report claiming that church attendance in England and Wales increased by more than half between 2018 and 2024. The revival was especially striking among young men, with reported church attendance jumping from 4% to 21% over this short period.

    As a quantitative social scientist who has studied religious change in modern societies for more than 25 years, I’m surprised – and sceptical. I do not doubt that the Bible Society acted in good faith, but they haven’t engaged with the mountain of evidence, some of it very recent, pointing to religious decline.

    The annual British Social Attitudes survey – widely regarded as the best and most reliable source of data on such matters – shows that the share of adults in England and Wales who said that they were Christian and went to church at least monthly fell by nearly a quarter (from 12.2% to 9.3%) between 2018 and 2023, the last year available. The Bible Society surveys suggest that churchgoers were 8% of the adult population in 2018 and 12% in 2024.

    The main Christian denominations (Anglican, Catholic, Methodist, Baptist) conduct and publish their own attendance counts every year. Those show that while churchgoing continues to rebound from the lows of the COVID lockdown, attendance at worship services remains substantially lower than it was in 2019, before the pandemic. In the Church of England, average weekly attendance is down about 20% from pre-pandemic levels, and the story is similar in other denominations.

    The Bible Society report claims that “Catholicism has risen sharply.” According to their figures, Catholics were 23% of churchgoers in 2018 and 31% in 2024. As total churchgoing supposedly increased by 56% over that period, from 3.7 million to 5.8 million, the implication is that Catholic mass attendance has more than doubled.

    We know from the Catholic church itself, however, that the reality is far different. The Catholic Bishops’ Conference of England and Wales counted 701,902 people attending Sunday mass in 2019. In 2023, there were 554,913 – a drop of 21%.

    The findings are also inconsistent with other data from YouGov, the polling firm that collected the data for the Bible Society. A decade ago, the British Election Study (BES) commissioned YouGov to create an online panel. This panel, which includes more people than the Bible Society surveys, was asked about religious affiliation and church attendance in 2015, 2022 and 2024.

    According to YouGov’s data for the BES internet panel, the share of Christian churchgoers in England and Wales declined from 8.0% to 6.6% between 2015 and 2024, whereas YouGov’s surveys for the Bible Society apparently show an increase from 8% to 12% between 2018 and 2024.

    The fact that the findings were completely different in the two cases suggests that this kind of polling is not a reliable way of measuring trends in church attendance.

    What could be the problem with the data?

    Gold standard social surveys are based on random (probability) samples of the population: everyone has a chance to be included. The British Social Attitudes survey is one such example – and found that churchgoing fell by nearly a quarter from 2018-23.

    By contrast, people opt in to YouGov’s survey panel and are rewarded after completing a certain number of surveys. The risk of low-quality or even bogus responses is considerable.

    YouGov creates a quota sample from its large self-selected panel. The sample will match the population on a number of key characteristics, such as age and sex, but that does not make it representative in all respects. As quota samples do not give each person in the population a known chance of being selected, statistical inference is not possible and findings cannot be reliably generalised.

    To write (as in the Bible Society report) that because thousands of people participated in the two surveys, they “give a 1% margin of error at a 99% confidence level” is misleading.

    This study is not the first time such non-probability sampling has led to dubious findings. In late 2023, the Economist ran the story that one in five young Americans believed that the Holocaust was a myth, based on another YouGov poll. A study by the Pew Research Center showed that that finding was almost certainly fallacious, and the Economist added a disclaimer acknowledging the problem.

    The trouble with young adults

    The Bible Society claims that the alleged religious revival is being driven by young people flocking to church (and reading their Bibles). There are numerous reasons to be sceptical of survey findings about young adults. They are what survey researchers call a hard-to-reach population. They tend to be in transition between the parental home and education or employment; they are often out of the house and difficult for interviewers to find or for online survey companies to recruit.

    Those who do respond to surveys may not be representative of their age group. They are more likely to be living with their parents, less likely to be out with friends, more likely to be compliant, less likely to be suspicious of authority, and so on. Such characteristics are associated with religious participation.

    Other findings from the report are also surprising. The Bible Society asserts: “Men are now more likely to attend church than women.” Most churchgoers would probably be surprised by this news, which would make England and Wales an exception to the religious gender gap present in most western countries. For example, recent research by Pew in the US has found that, although the gender gap is less pronounced among the youngest adults, “women remain more religious than men … by a variety of measures”.

    It would be fascinating to probe all of these issues further, but regrettably the Bible Society has not published the dataset. (When contacted about this, the Bible Society pointed to aggregate statistics published by YouGov and said it plans to publish more summary tables in the coming months.) Open access to all data is now a basic expectation in scientific work.

    That the Bible Society report has generated some enthusiastic coverage is not surprising – it appears to challenge conventional wisdom, and there are plenty of anecdotes to be provided as supporting “evidence”.

    But this doesn’t mean the data should be taken at face value. We need to place more trust in surveys based on probability sampling and less in data collected from opt-in online panels. That’s particularly the case when people are pushing a story that runs counter to everyday experience – and years of data.


    In response to the arguments made in this article, the Bible Society said it was committed to producing rigorous and high-quality research that equips the church and provokes conversation in culture. “We are well aware of the limits of non-probability panels, but also the demonstrated strength of this method in producing valid and actionable insights when paired with quota controls and post-stratification, as widely acknowledged in existing survey methodology literature according to academic standards. [Our data] points to both increased engagement with Christianity and a changing spiritual atmosphere, and we are happy to acknowledge it may be on the upper end of a range that future data sets will nuance.”

    A spokesperson for YouGov said: “YouGov’s methodology is robust. We have a proprietary panel of millions of people to take part in our surveys. YouGov draws a sub-sample of the panel that is representative of British adults by range of demographic factors, and invites this sub-sample to complete a survey.”

  • MIL-OSI Banking: Klaas Knot: How is the water? Continuing our work to preserve financial stability

    Thank you. I want to start by telling you a little story. Some of you may know it.

    There are these two young fish swimming along and they happen to meet an older fish swimming the other way. The older fish nods at them and says “Morning, boys. How’s the water?” And the two young fish swim on for a bit, and then eventually one of them looks over at the other and says “What the hell is water?”

    This parable was famously used by the American writer David Foster Wallace in a commencement speech in 2005. Now, just like Wallace, I don’t plan to present myself here as the wise, older fish explaining to you what water is. The point of the fish story is merely that, like he said: ‘the most obvious, important realities are often the ones that are hardest to see and talk about.’

    Now, Wallace was speaking to a class of graduates about the benefits of a liberal arts education in life. To have his idea being used by some central bank technocrat at a conference on financial stability would probably be his worst nightmare come true. But although it may seem a stretch, I think his idea applies to our world too. Because financial stability is an obvious and important reality. Its impact is universal. Financial stability affects households, businesses, governments-and ultimately, the trust that underpins our economies. It’s the basis of everything in economic life.

    Because of its universal impact, financial stability seems like a natural state. We take out our phone and we pay. And the bread that we buy costs the same as it did last week. And when we wake up in the morning our savings are still in our bank account. Financial stability is something that seems to be just there, unconditionally. But it really isn’t. It is something we must continuously work for. It demands vigilance, coordination, and above all, the political will to act before the crisis hits. I know that you are aware of this. But many people tend to forget.

    As this is my last address in my capacity as Chair of the FSB, let me take this opportunity to look back a bit, take stock. And ask: where do we stand? How is the water?

    In truth, it has been anything but calm. Over the past years, we have experienced quite some waves in the financial system: the dash for cash during the onset of the Covid pandemic, the commodity market turmoil following the Russian invasion of Ukraine, the failure of Archegos Capital Management in March 2021, and the market volatility associated with the recent trade tariff announcements. Central banks had to intervene in some of these episodes to support market functioning and the supply of credit to the economy. And in each case, parts of the non-bank financial sector played a central role in amplifying the stress.

    Non-bank financial intermediation, or NBFI, has grown into a critical part of the financial system. Its rise has been driven by regulatory shifts, search for yield, technological innovation, and demographic trends leading to asset accumulation.

    The NBFI sector brings real benefits. NBFIs offer a diversified source of funding and much needed competition for banks. But they also have vulnerabilities-liquidity mismatches and the inability of some market players to prepare for them, leverage, and growing interconnectedness with banks. Historically, regulation of this sector focused on investor protection, market integrity, and other mandates. But those don’t fully capture the systemic risks. We needed a financial stability lens.

    That’s what the FSB brought to the table. Our work to date has included policy recommendations to enhance money market fund resilience, to address structural liquidity mismatch in open-ended funds, and to enhance liquidity preparedness for margin calls. Later this month, we will deliver policy recommendations to the G20 to address financial stability risks arising from leverage in NBFI.

    Have we made a difference? The recent bout of tariff-related volatility in global markets could serve as a test. We saw a global sell-off in equity markets and historic trading volumes. Typical correlations between certain asset classes broke down. We saw some deleveraging and large margin and collateral calls. Yet – the system held. That is encouraging. But let’s be honest: we can’t credit our reforms just yet. Because the FSB’s recommendations have not yet been implemented in full. And recommendations alone don’t reduce systemic risk. Implementation does. That means authorities must not only put them into national laws and regulations, they must also have the capacity to operationalise them.

    One of the biggest challenges we face in NBFI is data. We need better data. More data. And better use of that data. There is a reason why the non-bank sector was formerly called “shadow banking”. It’s opaque. There are gaps. And those gaps mean we often don’t see the vulnerabilities-until it’s too late. The quality and timeliness of non-bank data are essential for identifying and assessing vulnerabilities and for designing and calibrating effective policies. We must address these data challenges. We can’t keep relying on crises to reveal what we should have seen coming.

    That’s why a high-level group within the FSB is now exploring how to close those data gaps-to support risk monitoring, policy design and implementation, and cross-border cooperation.

    And let’s be clear: we can’t just copy-paste banking rules onto the NBFI sector. It’s too diverse and different from banks. We need to look at both non-bank entities and activities. But our goal should be clear: a level playing field across the financial system. Not by weakening bank rules-but by strengthening the resilience of the non-bank sector.

    Which brings me to the banking sector. During my tenure as FSB Chair, we witnessed something unprecedented: the failure of a global systemically important bank. The demise of Credit Suisse, together with the failure of three US regional banks, was a stark reminder that bank failures are not relics of the past. It brought lessons for banks and financial authorities. In some areas, our work to make the banking sector more resilient is not yet complete. Take the final Basel III standards. These are designed to strengthen the resilience of banks to withstand losses. And yet-they still have not been implemented in many jurisdictions. The Credit Suisse case also highlighted that more than 15 years after the Global Financial Crisis, authorities still face challenges in dealing with failing banks.

    So yes, we’ve made progress. But we’re not done. And in the meantime, we must protect what we’ve already built.

    Because let’s not forget: during all the recent episodes of financial stress the banking system held up. In fact, during the pandemic, banks acted as shock absorbers. Not shock amplifiers. They absorbed losses. They kept credit flowing. They helped keep the economy afloat. That’s no small feat.

    And I believe that is largely thanks to the reforms we put in place after the global financial crisis. The years of hard work. The tough decisions. The commitment to resilience.

    But now, more than 15 years later, we’re hearing familiar calls again-for deregulation. But also calls for simplification. And let me be clear: those two are not the same.

    I understand the desire to simplify. Banking regulation and supervision has become overly complex. Over the past 15 years, a great deal of regulation has been introduced from various angles -global, EU, national. Micro and macro. New risks added, old ones rarely removed. There’s overlap. There’s friction. And yes, sometimes, there’s a lack of supervisory proportionality for smaller institutions. That’s worth looking into.

    But keep in mind that, beyond some point, simple rules are less risk-sensitive. And that means they have to be stricter. You want simpler rules? Sure, but those rules must then be calibrated at a more prudent level. That is the general thinking behind the standardised approach of Basel III. That is also the thinking behind the leverage ratio.

    Most importantly, what we must avoid is confusing simplification with deregulation. Deregulation means effectively lowering buffers by relaxing the rules. That would both reduce resilience in the banking system and increase the likelihood of financial crises. We cannot afford to undo the progress we have made. Especially not now, in this time of unusually high uncertainty, both on the economic and political front. That would be a big mistake. As the late Rudiger Dornbusch used to say: ‘The crisis takes a much longer time coming than you think, and then it happens much faster than you would have thought.’

    Which brings me to my next point. The developments in both the bank and non-bank sectors are unfolding against a backdrop of major structural shifts-shifts that could reshape financial stability as we know it. I am talking here about technology, about payments, and climate risk.

    Technological innovation is transforming the financial sector. It’s adding new layers of complexity. And it’s doing so at speed.

    The period leading up to the 2008 Global Financial Crisis was marked by balance sheet expansion and financial product innovation. But over the past 15 years, the focus has shifted toward technological innovation. The FSB has been watching this closely. It’s our job to harness the benefits while mitigating the risks.

    And yes, the benefits are real. Technology has made financial services faster, more accessible, more efficient. And in some areas, like AI, we have only started to see its full impact. But it also brings new risks. Why? Because of the speed and scale of adoption. For example in cyberattacks. Because of the growing interconnections with the traditional financial system. Because of the concentration of services in a few key providers.

    Technology creates new interdependencies. And it can accelerate the pace at which a crisis unfolds. Technological innovation is perhaps most visible in the payments space, where new platforms and digital assets are rapidly reshaping how value moves across borders and between users.

    These dynamics are most visible in crypto-assets. This fast-growing market has seen more than its fair share of bankruptcies, liquidity crises and outright fraud, even as its links with traditional finance continue to grow. At the FSB, we have long maintained that crypto does not yet pose a systemic risk, but recent developments suggest we may be approaching a tipping point. Barriers for retail users have dropped significantly, particularly with the introduction of crypto ETFs. The interlinkages with the traditional financial system continue to grow. Stablecoin issuers, for example, now hold substantial amounts of U.S. Treasuries. This is a segment we must monitor closely.

    The crypto ecosystem will continue to evolve-and so must our regulatory frameworks. Jurisdictions are actively developing these, and the FSB’s recommendations offer a common foundation. This is especially important given the inherently cross-border nature of crypto. Effective implementation must extend beyond the G20, supported by strong regulatory and supervisory cooperation.

    Now, part of crypto’s rise can be traced to the shortcomings of cross-border payments. This is a complex, technical issue. But solving it has real-world benefits-for people, for businesses, for economies. This is the goal of the G20 Roadmap for Enhancing Cross-Border Payments. The aim of the roadmap is to bring about cheaper, faster and more transparent and inclusive cross-border payment services for the benefit of citizens and businesses worldwide.

    We’ve made progress. The FSB, the CPMI, and others have done a lot of work. However, our goals are ambitious. And while they have driven changes by both the private and public sectors, we continue to see significant challenges, particularly in certain regions and payment corridors. As we move toward crafting a strategy for the next phase of work, we are seeking to clarify the issues that continue to impede progress. We will continue to work with the private sector to get it done.

    Next to technology and payments, we face another growing challenge-one that’s no longer on the horizon, but right at our doorstep. I’m talking about climate change. Now, climate change may originate outside the financial sector-but its impact on financial stability is very real.

    Extreme weather events are becoming more frequent. And as they occur, the risks to financial systems continue to rise. These events test the ability of financial institutions to manage risk and maintain services-especially in the most vulnerable regions. That’s why we must keep strengthening risk management practices. And why we must build resilience-across the entire global financial system.

    The FSB’s Climate Roadmap, launched in 2021 and endorsed by the G20, gives us a coordinated path forward. It focuses on four key areas: firm-level disclosures, data, vulnerability analysis, and regulatory and supervisory tools.

    These four pillars are not standalone. They’re connected. They build on each other.

    For example: consistent, reliable corporate disclosures are the foundation. They help close data gaps. They help firms-and authorities-understand climate-related risks. Better data leads to better analysis. And better analysis leads to better policy.

    And we are making progress. More jurisdictions and companies are adopting climate-related disclosures. New global standards on sustainability assurance are boosting trust in those disclosures. Tools like climate risk dashboards and scenario analyses help us understand vulnerabilities. International bodies are issuing guidance on how to integrate climate risks into existing regulatory and supervisory frameworks. And across the global financial community, we’re seeing knowledge shared, capacity built, and good practices identified.

    But let’s be honest-challenges remain. Especially when it comes to implementation. The groundwork is there. But now, the focus must shift to action-by firms and by authorities. We still lack reliable, granular, and comparable data. That makes it hard to fully assess and manage climate-related risks.

    And let’s face it-traditional financial stability tools weren’t built for this. They’re not always fit for purpose when it comes to forward-looking, long-horizon risks like climate change. That’s why developing robust, climate-specific analytical approaches must remain a top priority.

    Because climate risk isn’t just an environmental issue. It’s a financial one. And it’s one we can’t afford to ignore.

    Let me wrap up.

    Financial stability is an international public good. Every single issue I have mentioned today – NBFI, banking, crypto, payments, climate – they all cross borders. And so must our response be.

    If we want to meet today’s challenges to financial stability, we have to continue to work together. And we need to stay committed to the international bodies we have built to underpin that cooperation, such as the Basel Committee and the FSB. In a fragmented world, global cooperation is harder. But it is also more essential. During the global financial crisis, policymakers acted swiftly and in unison. We must preserve that capacity.

    Because for society, financial stability is like what water is for fish. We barely notice it-until it’s gone. Preserving financial stability is continuous hard work. It is complicated, it is technical, it is not glamorous. Calibrating risk weights for banks doesn’t make headlines. It doesn’t fill the streets with protestors. Therefore, it doesn’t always get the attention it deserves from policy makers, among all the other issues they have on their plate.

    But make no mistake: a stable financial system is the foundation for almost all public policy. When financial stability is lost, everything else falls apart. Governments can’t focus on education, or healthcare, or climate. They’re too busy drawing up rescue plans for an economy in free fall.

    So we have to continue our work. Which means maintaining our ambition as policy makers to take the agreed policies all the way through to implementation. Let’s keep our eyes on the water. And let’s keep it safe and stable.

  • MIL-OSI Banking: Kevin Greenidge: A legacy of excellence – resilience, reflection, renewal

    Good evening, everyone.

    What a joy it is to see all of you here this evening, gathered not just in your finest, but in full celebration mode as we honour a truly remarkable group of colleagues and reaffirm the legacy of excellence that defines the Central Bank of Barbados.

    Tonight, we are recognising 27 members of our Bank family, each of whom is celebrating a significant milestone – five, 10, 15, 20, 25, 30, and even 40 years of dedicated service. That’s not just a list of numbers. That is decades of experience; that is decades of contributions, that is decades of wisdom and above all, that’s decades of resilience.

    In addition to our long service awardees, I want to recognise the recipients of this year’s Special Awards. These honours speak not to the length of service but the quality and impact of that service.  Each Special Award reflects a distinct and valuable dimension of what makes our team exceptional. Whether it’s for innovation, exemplary work, team spirit, or going above and beyond the call of duty, you have each elevated our standards and inspired those around you. I commend you for not only your achievements but the example you set.

    I’m sure you’ll agree with me that this year’s theme, “Legacy of Excellence: Resilience, Reflection, Renewal,” is perfectly suited to the moment. It speaks to who we are, what we’ve been through, and what lies ahead.

    Resilience

    Let’s begin with resilience. It’s a word we’ve become quite familiar with in recent years. But for the Bank, and especially for those we are celebrating tonight, resilience is more than just bouncing back. It’s about standing firm.

    Many of you have navigated the changing tides of our economy, technological transformation, organisational changes, and yes, even a global pandemic. Yet through it all, you showed up. You leaned in. You remained committed to our mission – to maintaining the fixed exchange rate that has served as well for almost 50 years and to promoting financial stability, to educating Barbadians and earning the public’s trust- to safeguarding our economy.

    And let’s be honest: some days weren’t easy. But your ability to adapt, to innovate, to support your colleagues, and to continue moving the Bank forward is the very definition of resilience. You are part of the foundation that keeps this institution strong.

    Reflection

    This evening also calls for reflection – not only on how far you’ve come individually, but on what we’ve built together.

    From those early years when we were spread across multiple locations, to our current home at Tom Adams Financial Centre, to the strategic vision we now pursue as a modern, efficient, forward-thinking central bank, a centre of excellence, every achievement has been made possible because of people like you.

    As we reflect on the past, we acknowledge the impact of your work across every department. Every function, every role, every contribution matters. The work you have done has enabled sound decision-making, safeguarded national assets, and enhanced the financial literacy of our people.

    And you didn’t just do the job. You passed on knowledge. You trained the next generation. You reminded us that institutional memory isn’t stored in files – it lives in people.

    Renewal

    But we cannot stop there. The final pillar of tonight’s theme is renewal – and this speaks to the future.

    We are in the midst of an exciting period of transformation. Digitisation is no longer an aspiration – it’s a reality. We are modernising our systems, redefining how we work, and becoming more agile and data-driven. We are changing not for change’s sake, but because a 21st-century central bank must meet 21st-century challenges.

    And that process of renewal depends on all of us – whether you are just starting your journey at the Bank or you are one of the distinguished individuals marking multiple decades of services tonight. Renewal means embracing new ideas, upskilling, mentoring, and staying open to change. It means choosing excellence – every day. 

    It is why I continue to champion our vision of internalising excellence. Because when excellence becomes embedded in how we think and act – in how we show up to work, how we support one another, how we serve the public – then we do more than meet targets. We create impact.

    A Castle and a Legacy

    Fittingly, we are gathered at a venue rich in legacy. Sam Lord’s Castle – restored and reborn – stands as a symbol of how history and renewal can coexist. Much like the Bank, it reflects endurance, reinvention, and enduring relevance.

    So as we celebrate tonight, let us take pride not only in what has been achieved, but in what is still possible. Let us honour our legacy by building on it – through resilience, through reflection, and with a constant spirit of renewal.

    To each of our awardees – whether this is your first milestone or your eighth – thank you. Thank you for your service, your loyalty, your hard work, and your heart. You represent the best of us. May you feel the pride that you have more than earned.

    Thank you for joining me here this morning.

    This is a room full of leaders, of decision makers, of people with a critical contribution to make to the future of Scottish society.

    Your contribution, and your leadership are essential if the agenda I set out today is to become our nation’s reality.

    The world is changing around us, at a pace and with an unpredictability that can leave us feeling anxious and unanchored, overwhelmed by the scale and complexity of the multiple challenges we face.

    We all know from speaking to our friends and neighbours, our colleagues and families, that hope is a commodity in short supply.

    Dark clouds dominate. There are many uncertainties. Which is why there is now – more than ever before – a need to set out a clear path forward.

    Despite the anxieties, I remain convinced that we have in Scotland all that we need to successfully navigate this changing world.

    But have no doubt, this changing world requires also a fundamental change in how we operate. The status quo – across almost every field of endeavour – is no longer sufficient, it no longer serves us well enough.

    Public services first built in and for the 20th century must become rooted instead in the realities of the 21st. Our public realm reshaped; our nation renewed and reborn for this new age.

    The Scotland I seek is modern and dynamic; it is an enterprising, compassionate, forward-looking nation that is well-placed to ride the waves of change rather than being buffeted by them, rather than being overwhelmed by them. A Scotland where tomorrow is better than today because, together, we have made it so.

    It means public services too that are modern, accessible, flexible, responsive and seamless. Services capable of responding to life’s crises as well as to lives everyday. Services that are robust and creative in response to all the challenges – fiscal, climate, demographic – that are coming our way.

    Today, therefore, I wish to do three things.

    First, set out the central importance of technology as we renew Scotland’s public realm.

    Second, highlight the various necessary elements of the roadmap as we move from where we are to where we need to be.

    This is not about reinventing the wheel. We are not starting from a blank page. In the principles identified by the Christie Commission, and in our experience of this past decade and more – hard lessons learnt as a result of austerity, the Covid pandemic and its aftermath, inflation and energy shocks – we know what we need to do.

    And third, and because the time for a step change in our approach is now, I will seek to engage you as active partners in this process of national renewal and rebirth.

    Public sector, private sector, third sector. National, regional, local. The challenges are many, yes, but the opportunities are more. Working together, let’s be resolute in our belief that we’ve got the necessary knowledge and capacity to transform Scotland’s fortunes.

    The task before us is difficult, but entirely achievable.

    The challenges are complex, but the tools at our disposal are increasingly sophisticated.

    I see firsthand, from my visits to all parts of the country, shining examples of partnership, innovation and success and I know that the first steps on the journey to better have already been taken.

    Quite simply, I believe in Scotland and in our collective abilities.

    Like you, I care deeply about this nation of ours. I see clearly her potential – the potential to be more modern in our approach and outlook.

    But let me be clear, we are not going to be able to make the money we have available for public services match the demand for those services unless we ramp up our use of technology.

    That requires a near complete digital refit of our public realm.

    Above all, systems that are designed to serve the public first. In the NHS, making it easier to manage appointments, making it simpler to access test results, and providing new digital access points to tools designed to support us in healthier living.

    Progress has been made – for example, I think of efforts around digital dermatology – but it is not extensive enough or rapid enough and that must intensify.

    Scotland’s public sector should have a digital doorway that matches the very best in the commercial world.

    That ambition will drive our actions ahead.

    Also fundamental, are systems that make collaboration between public bodies easier. Systems that speak to each other instead of requiring clumsy work arounds. Systems that facilitate collaboration and joined up working rather than blocking them. We have been talking about this for too long, it is now time to make it happen.

    And, of ever-increasing importance, technologies that enable ever more personalised public services.

    I think of the work being done to deliver more targeted public health. That means linking technology, including AI, to local contexts, enabling more effective prediction of risk as well as earlier diagnosis. Technology, including cutting-edge use of genetics, to target interventions more effectively. It means ensuring we have targeted interventions too in communities that need extra support.

    Professor Anna Dominiczak, our Chief Scientist for health, tells me that we have a generational opportunity to put Scotland at the forefront of deployment of precision medicine – an approach to healthcare that tailor’s medical treatment to the individual characteristics of each patient. It means a move away from a one-size-fits-all model, helping us ensure the right treatment at the right time for each patient.

    Over this coming decade, taking a more precise and personalised approach to medicine can, and I believe will, revolutionise healthcare. It means bringing together AI, data analysis, genetics and wearable devices. It will be the cornerstone of a more personalised, efficient and cost-effective NHS moving forward. It is at the heart of my vision for more person-centred health services.

    The foundations for this new approach are already in place, but it is now time to up the pace.

    That is why I have asked my Ministers Richard Lochhead and Ivan McKee, to take the lead as we make this vision a reality, so that we can bring the transformational technologies of tomorrow, many of which are being developed right here in Scotland, into day-to-day use in Scotland’s NHS.

    Technology deployed in a way that empowers individuals and communities, that enables our public sector to integrate better, makes it more efficient, and most important of all, facilitates the essential shift to a front-foot focus on prevention as the best means of saving the public purse in the long term.

    Those of you with a keen ear and a long memory will recognise those four elements – empowerment, integration, efficiency and prevention – as the four principles of the Christie Commission.

    It was 15 years ago, when I was Cabinet Secretary for Finance in the first SNP administration, that I asked the late Dr Campbell Christie to lead a Commission on the Future Delivery of Public Services.

    We launched the commission because we could see even then, in the immediate aftermath of the financial crisis and with the advent of austerity, and with climate and demographic challenges already to the fore, the necessity of moving to a more outcomes focused approach.

    The Christie approach has delivered key successes.

    The creation of a single Scottish Police service has led to over £200m in savings over legacy arrangements, while crime has continued to fall to near record low levels.

    Working at City Region level has enabled co-ordinated investment in economic development, transport and growth.

    And the partnership between local and central government that delivered the rapid expansion of early learning and childcare for all 3- and 4-year-olds and many 2-year-olds – a £1 billion a year investment in giving younger Scots the best possible start in life – offers an example of early intervention at its very best. We are already seeing the fruits of this choice, this investment, and will undoubtedly see more in the decades to come.

    However, the needs of this age mean we have to intensify our efforts to make the progress we require.

    That is because the headwinds have been strong. The global pandemic put unprecedented and prolonged strain on our public services. The challenges have become greater.

    Brexit and a shift in immigration policy has made it more difficult to recruit the public sector staff that we need.

    The post-Ukraine invasion inflation spike means that our money buys less than it used to.

    Our aging population is already resulting in greater demands on public services.

    The sum total of this is an environment in which, despite increased investment, and the valiant efforts of dedicated public sector staff, our public services strain at the seams.

    As austerity squeezed budgets and Covid increased demand, we – quite understandably – prioritised those most in need.

    This focus on the urgent consigned others to frustratingly long waits.

    Too often, it reinforced silos, as limited budgets were gripped ever more tightly.

    The result, a short-term win – it balances a budget – but it leaves long-term pressures to make services sustainable.

    Because those we do not support today are in greater need tomorrow.

    And when we address that greater need, we do so at the expense of the next person.  And when their need grows, we address it at the expense of the next person.  On and on.

    Across the public sector, we are effectively balancing this year’s budget just to chart a course to balance in next year’s.  And the same story the year after, and again, on and on.

    It is all a vicious cycle. It is unsustainable.  And I intend to sort it.

    That requires, right now, a clear, collective commitment to the paradigm shift in public service delivery that we started with Christie in 2011.

    I have given them in shorthand already, but here are the Christie principles in full:

    • Reform must aim to empower individuals and communities receiving public services by involving them in the design and delivery of the services they use.
    • Public service providers must be required to work much more closely in partnership, to integrate service provision and thus improve the outcomes they achieve.
    • We must prioritise expenditure on public services which prevent negative outcomes from arising.
    • And our whole system of public services – public, third and private sectors – must become more efficient by reducing duplication and sharing services wherever possible.

    Each of these principles is connected, each informs and shapes the other, each is essential if our project of renewal is to deliver the change that people quite rightly expect.

    A new way of working and thinking is demanded from my government.

    That shift is already underway with a sharpening of focus in the Programme for Government, with clear priorities then shaping also the decisions we make in the budget process.

    It is why we are reforming the National Performance Framework so that it enables the sort of cross-cutting, outcomes focused decisions that we need, while also reshaping the delivery structures within government.

    It requires a change also in the way we work with you and the way you work with each other.

    We must stop thinking only of our silos and the services we provide.  We must look at the whole person and the whole system.

    Fundamentally, we must shift our approach to one that focuses on value – the amount of impact we achieve for our investment.

    And that value must be the greatest overall value – not to an individual service.  It must be the greatest overall value to the person and to the wider system.

    Some of this can be done by making better use of the services we have.

    By better and earlier identification of who needs help.

    By making access easier and services more coordinated and seamless – tailored to people’s needs rather than to the system’s.

    And that is why I began today by focusing on the central role of technology in the delivery of our aims.

    But technology, while necessary, is on its own not enough.

    Equally, if we are to find value on the scale we need, marginal improvements in efficiency or effectiveness will not be sufficient.

    Quite simply, we cannot continue waiting until people have suffered, until the damage is done, and the problem has already cost us much to remedy, to at last do something about it.

    We must treat prevention and early intervention, not as luxuries we cannot afford, but as essentials our services can’t do without.

    Of course, when it comes to prevention and early intervention, most people think of health.  And for good reason; health, given its scope and scale, and its budget dominance, is a key arena for this.

    Eighty percent of what affects our health happens outside a health and care setting.  It happens in homes and schools, in workplaces and green spaces.  It happens in communities.

    So when we think of our health, we can’t think only of treatment and services.  We will never be successful only thinking of 20% of the things that make a difference.

    That is why, tomorrow, in partnership with COSLA, we take an important step towards supporting the other 80%: We publish Scotland’s 10-year Population Health Framework.

    This Framework will set into motion system-wide action designed to increase life expectancy and reduce health inequalities across the Scottish population.

    Just as much, it seeks to set into motion a cultural shift moving beyond the medical model of treatment in favour of a community-wide approach to improving and sustaining the population’s health and wellbeing.

    But this move to prevention and maximising value is not only about our approach to health.  We must radically rethink how we design, develop and deliver all our public services.

    Fundamentally, we must stop thinking in terms of expenditure and start thinking in terms of investment.

    We invest in preventative services today because we know we will benefit from them tomorrow.  And so will the people we are investing in.

    They will benefit when they stay out of poverty.

    When they stay out of the criminal justice system.

    When they go further in school.

    When their air is cleaner, and their spaces are greener.

    And when they live longer, healthier, wealthier and happier lives.

    Scotland has form with this kind of investment in prevention.  We have been doing it for many years from high profile initiatives like the smoking ban or minimum unit pricing to the significant anti-poverty interventions like the Scottish Child Payment.

    And, let’s be very clear about this: prevention is not some vague policy speak only relevant to rooms full of professionals such as this.

    Prevention is the hard-nosed financial principle behind the decisions we have taken on the Winter Fuel Payment.

    When the UK Labour Government decided to take the payment off millions of pensioners, I was appalled. Most people were.

    I was appalled at the immorality.

    But I was also appalled at the financial shortsightedness it represented.

    The Winter Fuel Payment kept some of the most vulnerable in society warm in winter.

    It was always the right thing to do but it was also the smart thing to do.

    Smart because it kept people out of hospital, in their own home. It kept them warm and well.

    And then it was gone. To be quite blunt about it, I don’t believe cutting this winter lifeline was ever going to save a penny.

    Because making millions of pensioners poorer makes them also colder and makes them also sicker.

    And that in turn puts up the bill for our social services and our NHS.

    It is an almost textbook definition of a false economy.

    Keeping the Winter Fuel Payment looks after our pensioners, but it also looks after our NHS.

    That is the sharp financial reality of the prevention principle in action. It is one of the reasons we were so quick to step in to protect pensioners in Scotland as best we could from Labour’s wrong decision.

    And now they have seen the error of their ways, my government will once again do right by Scotland’s pensioners.

    I am very happy to confirm that no pensioner in Scotland will receive less than they would under the new UK scheme.

    Details will be set out in due course but my Government, the Scottish Government, will always seek what is best for Scotland’s pensioners.

    That is one particularly prominent example of the prevention principle in action, but it happens also in ways big and small across Scotland today.

    To take one example, Glasgow Health and Social Care Partnership decided to invest in holistic, intensive family support for looked after and accommodated children in the care system.

    It meant early crisis intervention when needed, but also a more compassionate and child-centred approach – the result, the number of children in formal care has more than halved between 2016 and today.

    At the same time, savings of nearly £30 million have been achieved, as well as £70 million in cost avoidance.

    Imagine the possibilities if we make gains like these across the public sector: significantly improved outcomes delivering also significantly reduced costs.

    I am aware of the challenges. People have developed specialisms. There is attachment to ways of doing things developed through years of training, dedication and hard work.

    Sacrifice is often required and that is asking a lot of people, especially if there is no clear vision of what better means.

    Structures designed for the world we have known make it almost impossible to bring together data or budgets for the new world that is emerging. Our ways of understanding need don’t match with what we measure or how we fund.

    Existing systems of accountability and governance are no longer fit for purpose.

    These are real problems, absolutely, and up to now they have hamstrung change. But no more. These barriers must be navigated, and any blockages removed.

    Once again, I include national government in this.  I am talking as much to my Ministers and officials as I am to you.

    I offer you this guarantee. I have made it clear within government that we must be enablers of change.

    That includes a willingness to change the way we manage budgets and move money around the system.

    To change how and where we make decisions, how we empower and hold our leaders and staff accountable.

    As First Minister, have no doubt, I will provide leadership to drive this forward. And my government will provide coordination, share learning so that change can happen at pace. And if you see a blockage that we are creating, a barrier that we are building. If our actions don’t match our words, you must let me know.

    On Thursday, and as an important next step in this work, we will publish Scotland’s Public Service Reform strategy – a new approach developed with the input of the councils, public bodies, third sector organisations and business who attended our Public Service Reform Summit earlier this year.

    It will update Christie for this new decade and set out a vision and a plan to renew Scotland’s public services sector – a path towards greater focus on value and sustainability, on shifting care away from acute crisis response towards seamless community support, prevention and early intervention.

    Our Medium Term Financial Strategy, which we will publish next week, will define an approach to managing the public finances that will align with and enable this work.

    Strategies are necessary but never on their own enough. Getting delivery right on the ground is way more important than getting the words right on a page.

    That is why next week I will also bring together a delivery-focused group of senior leaders across local government, the health service, the third sector and the wider public sector, to drive forward our approach to Whole Family Support.

    As the name implies, Whole Family Support looks at the whole person and the whole family.  It proactively offers tailored support where they need it, regardless of what that support might look like.

    No one is pushed from pillar to post.  It does not require numerous referrals, repeated forms or questions.  Support and care reach the family as one, big public service.

    No one – and no need – falls through the cracks because there aren’t any. Instead, families work with someone who knows their names, their children’s names, their struggles and their strengths.

    This means issues are addressed as quickly and effectively as possible, in the way that is just right for that particular family.

    And that quick, effective care reduces the need for more costly interventions down the line.

    In this way, Whole Family Support makes the most of our collective assets and expertise.

    It trusts people, communities and frontline workers to know what is needed, and it aligns our shared resources and processes behind that.

    It is Christie put into practice as we commit ourselves on this path of renewal.

    I want you to leave today with a clear sense of my ambition and my commitment to this national project of renewal.

    I want you to feel enthused, but more importantly empowered. This will only happen if we, if you, make it happen.

    People often tell me that they feel as though they do not have permission to deliver the change in their organisation that they know is needed. Well today, let’s give each other that permission.

    This is a moment for change. All around us we hear the demand for better. But the solution is not to rip things up or pull things down, but to build on the strong foundations that we are blessed with.

    It is a time when we can come together and choose to renew our nation.

    It is a time when we can make Scotland the modern, dynamic, forward-looking nation we know it can be.

  • MIL-OSI United Nations: Committee on the Elimination of Discrimination against Women Opens Ninety-First Session in Geneva

    The Committee on the Elimination of Discrimination against Women this morning opened its ninety-first session, hearing a statement from a representative of the Secretary-General and adopting its agenda and programme of work for the session.  During the session, the Committee will review the reports of Afghanistan, Botswana, Chad, Ireland, Mexico, San Marino and Thailand, and adopt concluding observations on the reports of Fiji, Solomon Islands and Tuvalu, which it reviewed during a technical cooperation session held in Fiji in April.

    Andrea Ori, Chief of the Groups in Focus Section, Human Rights Council and Treaty Mechanisms Division, Office of the High Commissioner for Human Rights, and Representative of the Secretary-General, said he was pleased to announce the opening of the session, after the Office of the High Commissioner for Human Rights was able to confirm it only last month due to the ongoing liquidity crisis affecting the United Nations.

    Mr. Ori said this year marked the twenty-fifth anniversary of Security Council resolution 1325 of 31 October 2000, a landmark document that recognised the disproportionate impact of conflicts on women and girls and the crucial role of women in conflict prevention, conflict management and sustainable peace efforts.

    Noting with concern that some 120 conflicts were currently affecting civilians and communities worldwide, and that women and girls were primarily targeted by gender-based violence as a tactic of war, Mr. Ori commended the Committee on its work to update general recommendation 30, which provided authoritative guidance to States parties on concrete measures to ensure that women’s rights were protected before, during and after conflict.

    Mr. Ori also announced with regret that the global funding crisis was affecting the Committee’s work directly. Due to the lack of funding, the Office of the High Commissioner was planning and operating under the assumption that no Committee would have a third session.

    He concluded by thanking the Committee for its unwavering commitment and dedication to advancing women’s rights and wished it a successful and productive session.

    Nahla Haidar, Committee Chairperson, said that the Committee was meeting in one of the most challenging times for the multilateral system, amidst devastating conflicts, a weakening of the rule of law, and scarce resources.  Human rights mechanisms needed to be protected more than ever for the benefit of all stakeholders.

    During the meeting, the Chair and Committee Experts discussed the activities they had undertaken since the last session.  Bandana Rana, on behalf of Brenda Akia, Committee Rapporteur and Chairperson of the Pre-Sessional Working Group, and Jelena Pia-Comella, Committee Rapporteur on follow-up to concluding observations, also briefed the Committee on their work.

    The Committee will next meet at 3 p.m. this today, Monday, 16 June, with the representatives of national human rights institutions and non-governmental organizations of Mexico, Thailand and Ireland, whose reports will be reviewed this week. 

    Opening Statement

    ANDREA ORI, Chief of the Groups in Focus Section, Human Rights Council and Treaty Mechanisms Division, Office of the High Commissioner for Human Rights, and Representative of the Secretary-General, said he was pleased to announce the opening of the session, after the Office of the High Commissioner for Human Rights was able to confirm it only last month due to the ongoing liquidity crisis affecting the United Nations.  The Committee’s pre-sessional working group, scheduled to be held after this session, and the sessions of both Optional Protocol Working Groups directly preceding this session were cancelled due to lack of funding.

    This year marked the twenty-fifth anniversary of Security Council resolution 1325 of 31 October 2000, a landmark document that recognised the disproportionate impact of conflicts on women and girls and the crucial role of women in conflict prevention, conflict management and sustainable peace efforts, reflecting international human rights norms.

    Some 120 conflicts were affecting civilians and communities worldwide, and women and girls were primarily targeted by gender-based violence, in particular sexual violence, as a tactic of war to humiliate, dominate, instil fear in, and displace communities.  Situations of insecurity, organised violence and armed conflicts exacerbated pre-existing gender inequalities and placed women and girls at an increased risk of gender-based violence.  Mr. Ori commended the Committee on its work to update general recommendation 30 on women in conflict prevention, conflict and post-conflict situations, which provided authoritative guidance to States parties on concrete measures to ensure that women’s rights were protected before, during and after conflict, and highlighted the importance of women’s meaningful participation in conflict prevention, resolution and peacebuilding.

    Mr. Ori welcomed that the Committee’s Chair would participate in the first panel of the 2025 annual full-day discussion on the human rights of women at the fifty-ninth session of the Human Rights Council, to be held on 24 June 2025 under the theme “Gender-based violence against women and girls in conflict, post-conflict and humanitarian settings”.  The second panel of the Council’s annual full-day discussion would focus on the theme “Commemoration of the International Day of Women in Diplomacy focusing on overcoming barriers to women’s leadership in peace processes”.  

    Mr. Ori said the global funding crisis was affecting the Committee’s work directly.  It was highly likely that, for those treaty bodies with three annual sessions, the Office of the High Commissioner would not be able to secure the funding to hold their third session.  The Office was therefore planning and operating under the assumption that no Committee would have a third session. The Office had received only 73 per cent of its approved regular budget in 2025, and 87 per cent of its approved regular budget in 2024. 

    The United Nations Office at Geneva’s conference services had also adopted cash conservation measures, which would impact the conference support provided to the United Nations human rights treaty bodies, with an overall reduction of 10 per cent.  With further reduction of the allotment, the mandated activities of treaty bodies would be even more affected in 2025 than in 2024. This would impact the treaty bodies’ ability to hold dialogues with States parties and to take decisions on individual communications, resulting in further delays and backlogs, and the Office was obliged to significantly reduce treaty body capacity building activities. 

    All this caused real damage to predictability, which was so important for States, civil society organizations and rights-holders to engage with treaty bodies.  Given the overall reduction in funds and availability of support services, “business as usual” was no longer possible and the treaty bodies needed to plan on “doing less with less”.

    The thirty-seventh annual meeting of Chairpersons of human rights treaty bodies was able to meet in Geneva from 2 to 6 June.  The Chairs dedicated the meeting to the liquidity crisis, which was affecting the very existence of treaty bodies, and to discussing what could be done to increase predictability under the current financial and human constraints. 

    Mr. Ori said he was aware that the Committee had a heavy programme ahead for the next three weeks, including constructive dialogues with eight States parties, the consideration of several individual communications, and the adoption of an addendum to general recommendation 30 on women in conflict prevention, conflict and post-conflict situations.  He concluded by thanking the Committee for its unwavering commitment and dedication to advancing women’s rights and wished it a successful and productive session.

    Questions by Committee Experts

    A Committee Expert said that more than 123 million people were currently displaced worldwide due to conflict situations, the majority of whom were women and children.  What could be the role of the United Nations in the future if it could not prevent these conflicts?

    Another Committee Expert asked why tens of countries were not providing the funds they had promised to provide. Was the United Nations considering reassessing its priorities to ensure that the Committee could hold three sessions each year?

    A Committee Expert said that the members of the Committee did not take the current situation lightly.  It was a grand shame and a disgust.  How could Member States let this happen?

    A Committee Expert said that reducing the activities of the treaty bodies would further silence them at this important moment.  Human rights systems needed to be reenforced, and this required resourcing.  How could this silencing be prevented?

    NAHLA HAIDAR, Committee Chairperson, said that it was unacceptable that the work of the treaty bodies was becoming less and less visible.  The Committee hoped that something would happen that would allow it to hold its third session in September.

    Responses by the Representative of the Secretary-General

    ANDREA ORI, Chief of the Groups in Focus Section, Human Rights Treaties Branch, Office of the High Commissioner for Human Rights, and Representative of the Secretary-General, said the Office of the High Commissioner shared the Committee’s concerns. This was a turning point in multilateralism and in international law.  There were more than 120 conflicts in the world, the primary victims of which were women and children.  Authoritarian regimes were taking advantage of and working to weaken the multilateral system.

    Some 40 per cent of the United Nations’ regular budget depended on two States.  If one of those States decided not to pay its dues, that shook the entire Organization.  This was a major factor in the instability of the United Nations system.  The Secretary-General was working to reform the system through the “UN80” initiative, looking for solutions that kept it functioning with limited resources.

    The UN80 initiative was focused on reform.  This was an opportunity to reform the whole system rationally, to allow it to meet the challenges of today.  As part of the initiative, the Office of the High Commissioner for Human Rights was merging and regionalising its functions.  The Office was thinking optimistically but planning for the worst. It needed to be proactive rather than reactive and consider alternatives to stabilise the human rights system. The Committee also needed to consider alternative ways of carrying out its activities and reviewing States parties. Together, the Office and the Committee could find solutions for the challenges they faced by taking proactive decisions.

    Statements by Committee Experts

    NAHLA HAIDAR, Committee Chairperson, said that the Committee had taken decisions to increase the production of lists of issues prior to reporting.  The United Nations system needed to not be reactive, and UN80 needed to implement thoughtful rather than patchwork reforms.

    The Committee was meeting in one of the most challenging times for the multilateral system, amidst devastating conflicts, a weakening of the rule of law, and scarce resources.  Human rights mechanisms needed to be protected more than ever for the benefit of all stakeholders.

    Since the last session, the number of States parties that had ratified the Convention had remained at 189.  On 15 May 2025, San Marino accepted the amendment to article 20, paragraph one of the Convention concerning the Committee’s meeting time, bringing the total number of States parties having accepted the amendment to 82.  A total of 126 States parties to the Convention were currently required to accept the amendment for it to enter into force.  The number of States parties that had ratified the Optional Protocol remained at 115, but Estonia was in the process of ratification.

    Ms. Haidar said she was pleased to inform that since the last session, Afghanistan, Australia, Cyprus and Guinea-Bissau had submitted their periodic reports to the Committee.  The interim government of Syria had decided to withdraw the combined third and fourth periodic reports that had been submitted by the previous regime and submit a new report under the traditional reporting procedure.  The total number of States parties that had opted out from the simplified reporting procedure since the 2022 decision to make the simplified reporting procedure the default procedure remained at 13. 

    The Committee adopted its agenda and programme of work for the session, and Ms. Haidar and Committee Experts discussed the activities they had undertaken since the last session. 

    BANDANA RANA, on behalf of BRENDA AKIA, Committee Rapporteur and Chair of the Pre-Sessional Working Group, introduced the report of the pre-sessional Working Group for the ninety-first session, which met from 28 October to 1 November 2024 in Geneva.

    The Working Group prepared lists of issues and questions in relation to the reports of Botswana, Cabo Verde, Czech Republic, El Salvador and Lesotho, in addition to lists of issues and questions prior to the submission of the reports of Equatorial Guinea, Libya and Malta under the simplified reporting procedure.  The pre-sessional Working Group had the reports of these States parties, except for those of Equatorial Guinea, Libya and Malta, to be submitted in response to the respective lists of issues prior to reporting.  It further had before it the general recommendations adopted by the Committee; draft lists of issues and questions and lists of issues prior to reporting prepared by the Secretariat; and other pertinent information, including concluding observations of the Committee and other treaty bodies.  In preparing the lists, the Working Group paid particular attention to the States parties’ follow-up to the concluding observations of the Committee on their previous reports.  The Working Group benefited from written and oral information submitted by entities of the United Nations system and non-governmental organizations, as well as by national human rights institutions.  The lists of issues and questions and lists of issues prior to reporting adopted by the Working Group were transmitted to the States parties concerned.

    NAHLA HAIDAR, Committee Chairperson, said that, in light of the backlog of State party reports pending consideration by the Committee accumulated during the COVID-19 pandemic, the Committee had decided to postpone the consideration of the States parties referred to in the report of the pre-sessional Working Group to future sessions, with the exception of Botswana.  The Committee instead decided to, during the present session, consider the reports of Afghanistan, Botswana, Chad, Ireland, Mexico, San Marino and Thailand, and adopt concluding observations on Fiji, Solomon Islands and Tuvalu, following country exchanges held during the Pacific technical cooperation session in Suva, Fiji from 7 to 11 April 2025.

    JELENA PIA-COMELLA, Committee Rapporteur on follow-up to concluding observations, briefed the Committee on the status of the follow-up reports received in response to the Committee’s concluding observations.  She said that at the end of the Committee’s ninetieth session, follow-up letters outlining the outcomes of assessments of follow-up reports were sent to Belgium, Gambia, Portugal, Sweden and Switzerland.  Reminders were sent to Honduras, Saint Kitts and Nevis, and Ukraine, as their follow-up reports were scheduled for consideration at the ninetieth session but had not been received.  Ukraine’s report had since been received and would be scheduled for assessment by the Committee at its ninety-second session in October 2025.

    For the present session, the Committee would consider follow-up reports from Finland and Georgia, both received on time; Bahrain and Norway, received with a one-month delay; Armenia, with more than two months’ delay; and Mongolia, Namibia and the United Arab Emirates with more than five months’ delay.  Reminders regarding the submission of follow-up reports would be sent to Costa Rica, Hungary and Mauritania.

    I was in the audience in 2018 at the opening ceremony of the first China International Import Expo in Shanghai. You said in a speech there that China built a bridge to the world, built a bridge to prosperity and is building a bridge to the future – the three bridges, which is famous in China. Has anything changed in your mind – is China building new bridges?

    I haven’t been back to China for six years – that was my last visit, six years ago. From what I have seen so far, I can tell you that this bridge to the future is clearly an enterprise that China is working hard on. The combination of robotic artificial intelligence, hard work by the Chinese people and the strategic approach to it are contributing a lot to that bridge to the future. Development will occur fast on a threefold basis: robotic artificial intelligence, hard work and all of that focused on the industries of the future, which are going to change the Chinese economy even faster and better.

    How does the ECB see China’s role in the global economic recovery, especially amid this increasing fragmentation in global supply chains? What kind of dialogue or cooperation would you like to see between the ECB and Chinese financial institutions?

    The main cooperation and dialogue that we have at the ECB with China is with the People’s Bank of China (PBOC), because we are both central banks for a large region. We share some of the same concerns, some of the same challenges and we have a strong and deep dialogue on those issues. We are both very attached to the regulatory framework and supervision that will sustain financial stability. Our primary responsibility at the ECB is price stability, and this is clearly defined in our strategy. We are within reach of the 2% medium-term inflation target that we have defined as price stability. But we cannot have price stability if we do not have financial stability. And that’s the reason why we – and I think the PBOC is on the same page – are very attached to a solid regulatory environment and strong supervision so that our financial sector is stable and solid, because it is in the interest of the people that we serve.

    This year marks the 50th anniversary of the establishment of diplomatic relations between China and the European Union, the then European Economic Community. As President of the ECB and previously a politician in Europe, how do you see the cooperation between China and the EU over the past 50 years?

    The cooperation between the European Union and China has been beneficial to both sides. We have increased the level of trade between our two regions, and we have seen increased direct investment over the course of the last few decades.

    And what will that cooperation look like in the future?

    I very much hope, in the interest of financial stability and price stability, that China and the European Union will continue to cooperate, will continue their dialogue, will be candid with each other and will play by the rules that they both agree to. I’m thinking of the WTO rules, for instance, as rules that both regions have agreed to support and have signed up to. I think that determination for dialogue, cooperation and working on win-win solutions is something that will continue to be shared.

    You talked about stability and about the rules. Do you think what the United States government is doing now is kind of a risk to stability and the rules? They are raising tariffs and creating uncertainty in the world economy.

    I would focus on your last point. The level of uncertainty caused by the announcements or the threats of decisions is dampening investment. It is leading all institutions to reduce their growth projections for the global economy, for the United States, for China and for Europe. It’s really a lose-lose situation that we have at the moment. The sooner the uncertainty can be removed and agreements can be found between the parties – on tariffs in particular, but on other issues as well, such as non-tariff barriers – the better off we will all be. Economic players, investors and employers have great difficulty dealing with uncertainty. The same applies to us as central banks because when we need to forecast, anticipate the evolution of the economy and project the level of prices, if we have this great uncertainty, it makes our lives really difficult.

    So when the delegations of China and the United States in London said they had made progress, that’s good news.

    I hope progress goes in the direction of removing as much uncertainty as possible. If it reaches a new equilibrium, which is beneficial for all countries, then it’s a positive.

    It is impossible to talk about China-EU relations without talking about China-US relations. You worked both in Washington and Europe. How do you see current China-US relations and how do you think China-US relations will impact China-EU relations?

    I don’t want to make any projections or anticipate what the outcome of the discussions will be between the Chinese authorities and the US authorities. This is for political leaders, for trade and commerce secretaries to discuss and to take forward. But what I observe is that all our countries – European Union Member States, China, the United States and many other countries – are intrinsically bound by supply chains. When you start dissecting a product and you realise what the origin of the product is, where the spare parts are coming from, what journey it takes to travel from one place to the other, it is amazing how countries are linked to each other. What will impact one will impact others, and if the situation is not resolved satisfactorily and the uncertainty is not removed, the corporate world will rethink their supply chains. They will rethink their supply and their sourcing, and that will cause more fragility and a period of uncertainty, during which growth will probably be impaired, during which we could have inflationary pressure as a result. And I think this is not in the interest of any country. As I said, it’s not just the United States, China and Europe, it’s many other countries as well.

    I remember you once said you stand by Adam Smith, you stand by liberalism. Do you think what we are witnessing in the world is a kind of failure of liberalism, the rules of free trade?

    We have to acknowledge what the benefits have been and where there have been downsides. The benefits have been incredible when you look at how much additional activity has prospered, how much growth has increased, how many people have been taken out of poverty, particularly in this country, in China, how the well-being of people has improved. There have been many benefits as a result of international open trade and free markets, but there have also been some negative consequences. There are areas in the world where industrial activity has died, where people have lost jobs and where measures have not been taken to deal with that. So we have to be mindful of that. We have to look at that very honestly and decide how we want to remedy those situations. It has a lot to do with reducing the disequilibrium, reducing the imbalances that we see both on an international but also on a domestic basis.

    Like you said, China has had a lot of benefits from globalisation, and China is now the second-largest economy in the world, and we have heard some concepts like de-risking from China in Europe. What is your opinion on this concept?

    The principle of de-risking is not surprising, and I think it has been accentuated by the COVID-19 period. You know, during the pandemic, countries and regions suddenly realised that they no longer had manufacturing facilities to produce some pharmaceutical goods (e.g. masks) that were needed, and they were dependent and vulnerable as a result. This desire not to be vulnerable, not to be exclusively dependent on one single source of supply, is completely legitimate to the extent that those products – not necessarily masks – are considered strategic. It’s completely normal that countries think they need to have alternative sources of supply. We need to have a degree of security of supply so that we are not at the mercy of a failure, or a unilateral decision that would expose the security of our people. So I don’t find anything surprising about it. It is legitimate, but it does not stop cooperation. It does not stop international trade.

    When it comes to financial innovation, people always focus on digital financing and green financing. The ECB is actively exploring a digital euro. How will this influence the future of finance from the perspective of European bankers? And on green innovation in financing, how can the ECB and the PBOC cooperate in the future?

    Firstly, both the PBOC and the ECB are working on a digital currency. China was ahead, it started earlier. We started six years ago, and we are getting to the point where, if the legislature supports the proposal, we should be ready to launch. Why are we doing that? Simply because of client demand, to put it very simply. Because many Europeans – not all, but many – like to pay electronically, digitally, without cash. Many Europeans still like cash. I like cash. So we will continue to have cash, and we will be issuing new banknotes in a few years’ time. But we need, as a sovereign expression on the financial stage, to be able to respond to the demand of our customers, Europeans. If they want cash, we should be able to print secure banknotes. If they want digital cash, we should be able to offer a digital euro. We want to make sure that we have a European offer that is available, so that within the entire euro area there is a means of payment and a solid currency that can help you transact both online, peer-to-peer, business-to-business, and that’s the purpose of the digital euro.

    And what about green financing?

    Green financing is an activity that is conducted by commercial banks or international institutions. The European Investment Bank, which is a public institution, also has a role. And as you know, Europe has approved a green bond framework that is available, which I think China has observed very carefully in order to issue its own framework. But it’s a matter for commercial banks.

    My final question is the following: you were the second most powerful woman in the world according to Forbes in 2019, 2020, 2022, 2023 and 2024. You have a life experience envied by women around the world. Do you have any advice for them on how to be successful?

    Women have inside them the potential to thrive in whichever domain they choose. And I think that they should always draw on that confidence and energy without which things do not happen, and they should cultivate that and never be intimidated or refrain from achieving what they can. They have to believe in themselves. I hope they get the support that I was lucky to receive from family members and friends, as that is extremely helpful to continue doing what you want to do.

    Scotland must choose the future of a unified community over the chaos that the far-right brings, says Scottish Greens MSP Maggie Chapman.

    Today is the beginning of Refugee Week, the world’s largest arts and culture festival celebrating the contributions, talents and strengths of refugees and people seeking sanctuary.

    Ms Chapman is calling for people to welcome refugees and stand on the right side of history, as divisive politics threatens to break communities across the UK.

    Ms Chapman said:

    “Refugees and people seeking sanctuary bring a huge amount to our communities, and create a wonderful culturally diverse nation. Refugees have brought enormous richness to our country. From those fleeing the Nazis in the 1930s to more recent refugees from conflicts in the Balkans and my own home of Zimbabwe.

    “But this is not only about the benefits to us. Scotland and the UK would not exist as it does without colonialism. We claim to be a post-colonial society, but far-right political factions are all too happy to sow the seeds of hatred and racism and try to drag us back to those days of old.

    “We must stand up against that, and stand with those at risk of serious harm by the far-right.

    “Think of your neighbours who have lived here peacefully for years after fleeing conflict in Sudan. Your postie whose parents came to the UK for a better life before he was even born. The mum you meet at the school gates who worked hard to learn English as a second language just to communicate with you, and who is proud to call Scotland her home.

    “Think of the doctors, nurses and carers who risked their lives to make sure that you or your loved ones were not alone and were given medical treatment during the covid pandemic. The very same people who care about you and give so much to our country are being scapegoated and vilified by far-right politicians like Farage and co, claiming they don’t belong here.

    “Scotland often likes to think of itself as set apart from racism, but racism is here and it is growing. We’ve just watched Reform double down on an incredibly racist campaign and grow their support in a by-election.

    “Groups are mobilising across other parts of the UK and committing horrific acts, like modern day pogroms minus the pitchforks, against anyone who isn’t white and British within communities.

    “This is happening because far-right messaging is being given a platform and validation. The UK Government’s immigration stance is setting the tone that helps to feed the violence and riots we see in the streets, where innocent people are targeted by angry mobs looking for trouble.

    “We must stand up against these kinds of bullies, and stand with our neighbours and friends. It is our duty to choose community over chaos, and remember that our country is far better off because of refugees, and they have every right to feel that they belong here. Because they do.”

    Scientists comment on the government announcing a boost to clinical trials as part of the 10 year health plan. 

    Dr Andrew Garret, Past President, Royal Statistical Society and Executive VP Scientific Operations, ICON Clinical Research, said:

    “The UK often competes in a global marketplace for clinical trials and finding suitable patients remains the biggest challenge facing drug developers. Efforts to speed up the process in the UK are most welcome and will make the UK a more attractive place to include in global clinical trials.  Other countries also recognise the need to reduce timelines and are working to reduce cycle times too. Contracting is often rate limiting and the efforts described to standardise contracts is tackling an important issue.

    “It is important to be realistic in terms of what matching patients to clinical trials will mean in practice and to manage the public’s expectations here.  Indeed, the Investigator will always be the person to determine if a consenting patient is eligible and can be safely enrolled in a clinical trial. Some clinical trials enrol healthy volunteers, such as certain vaccine trials, and matching will be simpler here.”

     

    Professor Cath Mummery, Director, UK Dementia Trials Network, said:

    “This news is most welcome and will match the world-leading expertise in medical science in the UK with the ability to deliver trials of innovative therapies. As a clinician I want the best treatments for my patients; this needs access to trials to be an integral part of clinical care. However, patients tell us it is hard to navigate the system, and as a result, most groups are under-represented in trials. Use of the NHS app for trial recruitment will improve equity of access and accelerate recruitment. This commitment from the government will change the game, democratising access and holding trusts accountable for ensuring research is truly embedded in clinical activities.”

     

    Dr Beth Thompson, executive director of policy and partnerships at Wellcome, the UK’s largest non-governmental research funder, said:

    “Combined with sustained investment, these actions will give a much needed boost to clinical trials, which are an essential way to improve patient care. Increasing the speed of trial set-up and stronger accountability for performance are important steps to ensure cutting-edge research becomes business as usual throughout the NHS and help it provide the very best care.”

     

    Prof Sir Martin Landray, Chief Executive, Protas and Professor of Medicine & Epidemiology, Oxford Population Health, University of Oxford, said:

    “It is good to see the government’s commitment to clinical trials. Timely and effective support for clinical trials is critical if we are to see new treatments developed for conditions that place a high burden on patients, their families, the NHS and wider society. Clinical trials are the way we determine which treatments work, how well, and for whom.

    Clinical trials are critical to providing evidence-based health care and essential if we are to avoid wasting resources. But if we want an evidence-based NHS, we must have an NHS that helps generate that evidence. Without clinical trials, clinicians and patients cannot make informed choices.

    The UK has many of the attributes needed to be a world-leader in this space. For example, during the pandemic the RECOVERY trial produced results that have saved hundreds of thousands of lives around the world. Other results that prevented hundreds of thousands of people receiving other treatments that were useless or even harmful.

    For too long, the administrative and bureaucratic processes that surround clinical trials in the UK have been seen as slow, poorly coordinated and cumbersome. We must streamline those processes as matter of urgency – ensuring the highest quality of consistent and coordinated decision-making and maximising opportunities to assess the impact of promising new treatments.

    We must be ambitious. It is not sufficient to be just a bit better than our neighbours. We must be truly transformative – to create the environment for inclusive, readily accessible clinical trials that maximise the use of data and technology, serve the interests of current and future patients, and which provide clear and compelling answers.

    The NHS has a key role in embracing this opportunity. But we also need to think beyond the walls of hospitals and doctors’ surgeries. Now is the time for a new era of digitally enabled, community-based trials of preventive therapies to address the high burden of common physical and mental health conditions, readily accessible to patients and the public across the whole of the UK.

    I am delighted to see this announcement from government and excited about the opportunities it could create.”

    Summary

    This paper examines Spain’s investment performance five years after the COVID-19 pandemic. As of 2024, investment had only returned to pre-pandemic levels and remained below historical fundamentals and euro area peers, particularly in transport equipment and other construction. Macroeconomic analysis identifies elevated economic policy uncertainty as a factor holding back investment. Moreover, firm-level data show that investment among small and younger to middle-aged Spanish firms is less responsive to profitability than in comparable firms in larger euro area economies, further suggesting that uncertainty is weighing on investment decisions. For younger and middle-aged firms, high leverage during the pandemic also points to binding financial constraints.

    The central government on Monday formally notified the conduct of the next decennial census to be held in 2027, exercising its authority under Section 3 of the Census Act, 1948. The new notification issued by the Ministry of Home Affairs supersedes an earlier order from March 2019, which had set the schedule for the Census originally planned for 2021 but later postponed indefinitely due to the COVID-19 pandemic.

    According to the notification, the census will be carried out across the country with the reference date set on March 1, 2027. This reference date will be applicable throughout India, with the exception of certain snow-bound and hard-to-reach regions.

    For the Union Territory of Ladakh and the snow-bound, non-synchronous areas of the Union Territory of Jammu and Kashmir, and the states of Himachal Pradesh and Uttarakhand, the census reference date has been set on October 1, 2026. These regions have traditionally followed an earlier reference date owing to logistical constraints posed by extreme weather and terrain.

  • MIL-Evening Report: The Australian government has launched a new strategy to boost vaccination rates. Will it work?

    Last week, the Australian government announced a new National Immunisation Strategy for 2025–30. This strategy sets out the government’s priorities for improving vaccine uptake for children, adolescents and adults over the next five years.

    It comes at an important moment. Childhood vaccination coverage has been declining consistently since 2020.

    So what are the key goals of this new strategy, and will it be able to reverse the drop in vaccination rates among Australian children?

    Declining vaccination coverage since the pandemic

    While overall vaccination coverage remains high by global standards – at 92% for one-year-olds – this is down from a high of nearly 95% in 2020. The reasons for the drop include access challenges and concerns among some parents about vaccine safety and effectiveness.

    Many children are missing out on timely vaccines that prevent diseases such as whooping cough and meningitis. Aboriginal and Torres Strait Islander children, who also have lower vaccination coverage rates at one and two years old, bear a disproportionate burden of these diseases.

    And it’s not just children missing out. Among adolescents, HPV coverage at age 15 has dropped by 5% in girls (down to 81%) and 7% in boys (down to 78%) since 2020.

    Influenza vaccination coverage has declined year on year since 2022 and remains at very low levels. Coverage in 2024 was 62% for people aged 65 and older, and under 30% for the rest of the population.

    Across six key priority areas, the new immunisation strategy seeks to reduce vaccine hesitancy and improve access to vaccinations, particularly in priority groups such as Aboriginal and Torres Strait Islander communities. A few key points stood out to us.

    1. Emphasis on trust and community engagement

    We need to strengthen trust in vaccines and the people and systems that deliver them because low levels of trust are associated with vaccine scepticism and refusal. Even though Australians’ trust in childhood vaccines is generally high, there have been some bumps in recent years.

    The pandemic left some people with lingering questions and misperceptions about vaccines, supercharged by misinformation and increasing political polarisation of vaccination.

    The strategy rightly emphasises the need to engage with communities and build trust in vaccination and the health system.

    However, relationships with communities can’t be stood up at a moment’s notice – they take time and effort to sustain. State and federal governments invested in these relationships with diverse communities during the COVID vaccine rollout, but many of these initiatives have since been dissolved due to lack of sustained funding and commitment.

    Recently, there have been positive indications some governments are reinvesting in these efforts. Hopefully this strategy will encourage more to do the same.

    2. Addressing equity and access

    Too often government leaders and media headlines blame individual laziness or hesitancy for our uptake problems, failing to acknowledge the very real problems with service convenience and access that are also present.

    The strategy makes clear that the government and immunisation service providers should make vaccination accessible and equitable. As a part of this commitment, it highlights the importance of ensuring all health-care professionals who are able to deliver vaccines are being utilised to their full potential.

    Pharmacists are specifically mentioned, but there is no reference to the largest group of immunisation providers: nurses. They should be better recognised and we need reform to enable nurses to vaccinate more independently.

    3. Recognising the importance of data

    When vaccination rates are low, it’s essential to know why. This comes from both talking with communities and collecting robust data.

    We are part of the National Vaccination Insights project, which carries out yearly monitoring using surveys and interviews with the public to better understand the drivers of vaccine uptake.

    The strategy proposes a live dashboard of vaccine uptake data, which would be valuable, but we also encourage the addition of social and behavioural data. The dashboard should also report rates of vaccination in pregnancy. This information is newly available, thanks to the recent addition of a field to record pregnancy status in the Australian Immunisation Register.

    4. Commitment to consider vaccine injury compensation

    Maintaining trust in vaccination means being able to acknowledge when vaccines can very occasionally cause harm. People tend to be more confident in vaccines when you tell them what to expect, what the common minor side effects are, as well as the rare serious ones.

    When those rare serious side effects become a reality for a handful of people, they may have to take time off work, incur medical expenses, and very occasionally, manage long-term complications. So it’s essential these people are financially compensated by government.

    We had such a compensation scheme during the pandemic for COVID vaccines, but this ended in September 2024. We welcome the government’s plan to explore whether establishing a compensation scheme is feasible for all vaccines on the national program.

    A comprehensive no-fault vaccine injury compensation scheme is overdue and, with thoughtful and consultative planning, would make our already robust vaccination system more trustworthy.

    Where to from here?

    The new national immunisation strategy is comprehensive and informed by evidence. But its impact will ultimately come down to its funding and implementation, which are not described in this document. Finalising these key plans and putting them into action must happen soon to arrest declining vaccination coverage and keep people well protected from serious diseases.

    India and the Republic of Cyprus (RoC) have continued to deepen their bilateral engagement with steady progress in defence and economic cooperation in recent years. Building on shared strategic interests, the two countries have laid down frameworks to expand collaboration in key sectors, while also reaffirming their commitment to a rules-based international order.

    In the area of defence, the signing of a Memorandum of Understanding (MoU) on Defence Cooperation on December 29, 2022, during External Affairs Minister S. Jaishankar’s visit to Cyprus, marked a significant development. The agreement has since been followed by the signing of a Bilateral Defence Cooperation Programme (BDCP) for 2025, which took place in Nicosia on January 23, 2025. The programme aims to enhance structured cooperation in defence and military exchanges.

    In a reflection of this growing engagement, a Cypriot defence delegation led by Anna Aristotelous, Permanent Secretary of the Defence Ministry of RoC, participated in Aero India 2025 held in Bengaluru from February 10–14. On the sidelines of the event, Aristotelous held discussions with Minister of State for Defence, Sanjay Seth, to explore ways to further deepen defence ties.

    Defence diplomacy between the two nations is also supported by India’s concurrent accreditation of its Defence Attaché to the Republic of Cyprus, based at the Embassy of India in Cairo.

    On the economic front, bilateral trade has shown resilience despite global challenges. According to the Ministry of External Affairs (MEA), trade between India and Cyprus in 2023–24 stood at USD 137 million. Key Indian exports to Cyprus include pharmaceuticals, textiles, ceramic products, iron and steel, machinery, and chemicals. Meanwhile, Cyprus exports pharmaceuticals, beverages, and various manufactured goods to India.

    While trade volumes were impacted by the disruptions caused by the COVID-19 pandemic, both sides remain engaged in efforts to revive economic flows and encourage greater investments. Cyprus continues to be an important partner in the Foreign Direct Investment space for India, and several Indian firms view Cyprus as a strategic gateway to the European Union.

    “Unfortunately, the New Zealand Government has joined Bangladesh, Djibouti, Panama, Algeria, Guatemala, and India as the only Governments to vote against or abstain in the vote for the Convention. New Zealand Business representatives did not vote at all.

    WASHINGTON, D.C. — In case you missed it, U.S. Senator Alex Padilla (D-Calif.), Ranking Member of the Senate Judiciary Immigration Subcommittee, joined CBS’ “Face the Nation” and CNN’s “State of the Union” to discuss the unprecedented militarization of Los Angeles and his forcible removal from Secretary of Homeland Security Kristi Noem’s press conference, where he was thrown to the ground and handcuffed after simply trying to ask a question. Padilla condemned the Trump Administration’s cruel immigration enforcement operations in Los Angeles, utilizing unnecessary and excessive actions to repeatedly escalate tensions across the region.

    Senator Padilla set the record straight against blatant Republican disinformation on his forcible removal, highlighting that he was already in the high-security building for a scheduled oversight meeting with the general in charge of the military presence in Los Angeles and was escorted into the briefing room by law enforcement.  

    Key Excerpts — CBS’ “Face the Nation”:

    On his attempt to ask Secretary Noem a question:

    • “The reason I was at the press conference, I was at a scheduled briefing with representatives of Northern Command just a couple doors down the hall in the same federal building when I learned of the press conference, my briefing delayed because the folks I was supposed to meet with were at that press conference. So I asked if we could listen in. I was escorted over, and that’s what I was doing.”
    • “Why? Because for months and months, whether it’s in committee, the Secretary herself testifying and not providing substantive answers to questions, other representatives of the department, formal letters and inquiries that we’ve submitted, doing my job as a Senator to get information as part of our oversight and accountability responsibility. So to be able to ask a question of the Secretary directly when they offered the meeting after the incident, I took it, but sadly, no, nothing substantive, nothing informative.”
    • “When I had the audacity to try to ask a question, as a Senator, of a cabinet secretary, that’s what happened. And you saw the response, everybody’s seen the video. It wasn’t about me, right? If that’s how this Administration responds to a Senator with a question, don’t just imagine what they’re capable of, but what they are doing when the cameras are not there, to people without a title like United States Senator, that cruel disrespectful treatment of so many people who deserve much better.”

    On the unprecedented deployment of military personnel to Los Angeles and the Trump Administration’s broken promise to target violent criminals:

    • “Among other things, their justification for the federalization of the National Guard, not only not necessary, but counterproductive as we’ve seen this last week in Los Angeles.”
    • “And also just truth. You know, for all the talk about the focus and targeting of violent criminals, if that’s all the Trump Administration was doing, there would be no debate. There is no disagreement on that. But as you’re hearing more and more stories of undocumented, long-term residents of the United States who are otherwise law abiding, working hard, paying taxes, raising families and, frankly, working in jobs that under the first Trump Administration, when the COVID pandemic hit, were deemed essential. Workers in restaurants, in agricultural fields, in health care, construction, etc. — that’s who’s being targeted now, and that’s why there’s so much fear and terror in communities, not just in Los Angeles, but throughout the country.”

    On Trump’s sudden order to reduce ICE enforcement and what broader immigration reform looks like:

    • “Let’s hope there’s more to follow because they’re responding to what I and others have been saying for months, and what’s frankly, years, going back to the first Trump Administration.”
    • “The State of California, the most populous state in the nation, the most diverse state in the nation, home to more immigrants than any state in the nation, mostly documented, some undocumented. This is the same California that is the largest economy of any state in the nation, fourth largest economy in the world, not despite the immigrant population, but thanks to the contributions of so many immigrants as a workforce, as consumers, and as entrepreneurs.”
    • “So again, focus on the dangerous, violent criminals. No disagreement there, but the folks who are otherwise law abiding, taxpaying, and enriching communities. There’s got to be a better way, a pathway towards legalization, a pathway to citizenship for Dreamers, farm workers, and others.”

    On the Trump Administration’s harmful rhetoric and rising political violence, including the tragic Minnesota killings:

    • “Look a lot of questions, a lot of concerns. I work directly with both the U.S. Capitol Police and the Senate Sergeant at Arms, and they’re doing what they need to do to ensure the safety of members of Congress.”
    • “But I also think it’s more than appropriate to step back and say, why are tensions so high, not just in Los Angeles, but throughout the country? And I can’t help but point to the beginning of not just the first Trump term, but the beginning of the campaign, the tone with which the President launched his first campaign for president, served throughout his first term, and continues in this term. For a cabinet secretary, during a press conference, to not be able or be willing to de-escalate a situation when I was trying to ask a question — that’s just indicative of the tone of this [Administration].”

    On why he felt the need to speak up:

    • “Surprise, surprise, no substance came from that press conference, just political attacks. You know, when I heard the Secretary, not for the first time in that press conference, talk about the needing to liberate the people of Los Angeles from their duly elected Mayor and Governor, it was at that moment that I chose to try to ask a question.”
    • “If all the Trump Administration was doing was truly focusing on dangerous, violent criminals, as they suggest, there would be no debate. There would be no disagreement. But we’ve seen story after story after story of hardworking women and men, maybe undocumented, but otherwise law abiding, good people being subject to the terror that the … immigration enforcement operations is subjecting the people to, I needed to speak up. I needed to try to get the information from the Secretary that they’ve refused to provide in hearing after hearing.”

    On Republican disinformation that Sen. Padilla tried to “manufacture a viral moment” and that nobody knew who he was at the press conference:

    • “Nothing could be further from the truth. Again, what are the odds? I was in a federal building a couple of doors down awaiting a briefing from Northern Command, because I still believe the federalization of the National Guard troops and deployment in Los Angeles was not only unlawful, unjustified, but counterproductive. It’s what’s escalated the tensions in Los Angeles.”
    • “I was escorted during my entire time in that building, from showing up in the building, going through security screening, escorted by an FBI agent and a National Guard member to the conference room where I was awaiting a briefing. … They escorted me over to the press conference. They opened the door for me, and they stood next to me while I was listening for the entire time. And then, of course, once I was forcibly removed and handcuffed.”

    On Secretary Noem and President Trump’s failed leadership:

    • “I do think there’s some serious questions, how does the Cabinet Secretary not know the Senator from California when she steps foot into Los Angeles? She came through the Senate for confirmation at one point. And certainly, how does the Secretary of Homeland Security not know how to de-escalate a situation? It’s because she can’t, or because they don’t want to, and it sets the tone — Donald Trump and Secretary Noem have set the tone for the Department of Homeland Security and the entire Administration in terms of escalation and extreme enforcement actions.”

    Senator Padilla has been outspoken in calling out the ICE raids in Los Angeles and Trump’s misguided deployment of the National Guard and U.S. Marine Corps. Yesterday, Padilla led the entire Senate Democratic Caucus in demanding that President Trump immediately withdraw all military forces from Los Angeles and cease all threats to deploy the National Guard or active-duty servicemembers to American cities. Earlier this week, Padilla and Schiff demanded answers regarding the Trump Administration’s decision to deploy approximately 700 Marines to Los Angeles. Padilla has spoken at a spotlight hearing and on the Senate floormultiple times to blast President Trump for manufacturing a crisis by launching indiscriminate ICE raids across Los Angeles and deploying the National Guard and active-duty servicemembers to the region.

    Structural reforms implemented over the last 11 years under Prime Minister Narendra Modi’s leadership have reshaped India’s macroeconomic fundamentals, Finance Minister Nirmala Sitharaman said on Saturday. 

    India’s emergence as the fastest-growing major economy is anchored in several favourable factors and is closely linked to the strengthening of balance sheets across key sectors — banks, corporates, households, the government, and the external sector — the Finance Minister wrote in a media article.

    “The transformation of the Indian economy over the last 11 years — from a twin-deficit problem to a five-balance-sheet advantage — is the result of concerted policy efforts under PM Modi’s leadership,” Sitharaman posted on social media platform X.

    She further stated, “When we came to power in 2014, the foremost priority was growth revival, as India was then considered part of the ‘Fragile Five’ economies.”

    “Structural reforms were introduced, including the GST, IBC, RERA, and during the pandemic years, the PLI Scheme and ECLGS to help credit-worthy MSMEs survive the Covid shock. Likewise, infrastructure and asset creation — neglected for decades — were revived,” the Finance Minister emphasised.

    From the digital payment revolution driven by UPI (which recorded over 185 billion transactions in FY25) to the entrepreneurial enthusiasm seen in the uptake of MUDRA loans (cumulative disbursements of over Rs 33 lakh crore to 53 crore+ loan accounts), “the last 11 years have shown the heights our economy can reach when we combine trust-based governance with systematic regulatory easing and the expansion of public goods,” she stressed.

    Commerce and Industry Minister Piyush Goyal stated earlier this month that India’s FDI inflows now originate from 112 countries, compared to 89 in 2013–14 — underscoring the country’s rising global appeal.

    India’s FDI success story is not only about impressive numbers but also reflects visionary reforms, policy clarity, and the global community’s trust in the country’s economic future, he noted.

    1215 recipients in total have been awarded for their exceptional achievements, with a particular focus this year on those who have given their time to public service.

    Recipients from Wales make up 6% of the total number of recipients receiving honours this year.

She worked tirelessly throughout the pandemic to ensure the service was maintained and that even in one of the most challenging times for the service, their service users were still able to attend critical medical appointments.

    Modupeola Obilanade is awarded an MBE for services to the community in Newport. Her work leading the St Pauls Clinic has transformed the clinic into a beacon of hope in the community, during her time running the clinic, she has launched multiple community health initiatives focusing on preventative care and chronic pain management. In her spare time she continues to work for charities, providing free medical consultations and health advice to those most in need.

    I was in the audience in 2018 at the opening ceremony of the first China International Import Expo in Shanghai. You said in a speech there that China built a bridge to the world, built a bridge to prosperity and is building a bridge to the future – the three bridges, which is famous in China. Has anything changed in your mind – is China building new bridges?

    I haven’t been back to China for six years – that was my last visit, six years ago. From what I have seen so far, I can tell you that this bridge to the future is clearly an enterprise that China is working hard on. The combination of robotic artificial intelligence, hard work by the Chinese people and the strategic approach to it are contributing a lot to that bridge to the future. Development will occur fast on a threefold basis: robotic artificial intelligence, hard work and all of that focused on the industries of the future, which are going to change the Chinese economy even faster and better.

    How does the ECB see China’s role in the global economic recovery, especially amid this increasing fragmentation in global supply chains? What kind of dialogue or cooperation would you like to see between the ECB and Chinese financial institutions?

    The main cooperation and dialogue that we have at the ECB with China is with the People’s Bank of China (PBOC), because we are both central banks for a large region. We share some of the same concerns, some of the same challenges and we have a strong and deep dialogue on those issues. We are both very attached to the regulatory framework and supervision that will sustain financial stability. Our primary responsibility at the ECB is price stability, and this is clearly defined in our strategy. We are within reach of the 2% medium-term inflation target that we have defined as price stability. But we cannot have price stability if we do not have financial stability. And that’s the reason why we – and I think the PBOC is on the same page – are very attached to a solid regulatory environment and strong supervision so that our financial sector is stable and solid, because it is in the interest of the people that we serve.

    This year marks the 50th anniversary of the establishment of diplomatic relations between China and the European Union, the then European Economic Community. As President of the ECB and previously a politician in Europe, how do you see the cooperation between China and the EU over the past 50 years?

    The cooperation between the European Union and China has been beneficial to both sides. We have increased the level of trade between our two regions, and we have seen increased direct investment over the course of the last few decades.

    And what will that cooperation look like in the future?

    I very much hope, in the interest of financial stability and price stability, that China and the European Union will continue to cooperate, will continue their dialogue, will be candid with each other and will play by the rules that they both agree to. I’m thinking of the WTO rules, for instance, as rules that both regions have agreed to support and have signed up to. I think that determination for dialogue, cooperation and working on win-win solutions is something that will continue to be shared.

    You talked about stability and about the rules. Do you think what the United States government is doing now is kind of a risk to stability and the rules? They are raising tariffs and creating uncertainty in the world economy.

    I would focus on your last point. The level of uncertainty caused by the announcements or the threats of decisions is dampening investment. It is leading all institutions to reduce their growth projections for the global economy, for the United States, for China and for Europe. It’s really a lose-lose situation that we have at the moment. The sooner the uncertainty can be removed and agreements can be found between the parties – on tariffs in particular, but on other issues as well, such as non-tariff barriers – the better off we will all be. Economic players, investors and employers have great difficulty dealing with uncertainty. The same applies to us as central banks because when we need to forecast, anticipate the evolution of the economy and project the level of prices, if we have this great uncertainty, it makes our lives really difficult.

    So when the delegations of China and the United States in London said they had made progress, that’s good news.

    I hope progress goes in the direction of removing as much uncertainty as possible. If it reaches a new equilibrium, which is beneficial for all countries, then it’s a positive.

    It is impossible to talk about China-EU relations without talking about China-US relations. You worked both in Washington and Europe. How do you see current China-US relations and how do you think China-US relations will impact China-EU relations?

    I don’t want to make any projections or anticipate what the outcome of the discussions will be between the Chinese authorities and the US authorities. This is for political leaders, for trade and commerce secretaries to discuss and to take forward. But what I observe is that all our countries – European Union Member States, China, the United States and many other countries – are intrinsically bound by supply chains. When you start dissecting a product and you realise what the origin of the product is, where the spare parts are coming from, what journey it takes to travel from one place to the other, it is amazing how countries are linked to each other. What will impact one will impact others, and if the situation is not resolved satisfactorily and the uncertainty is not removed, the corporate world will rethink their supply chains. They will rethink their supply and their sourcing, and that will cause more fragility and a period of uncertainty, during which growth will probably be impaired, during which we could have inflationary pressure as a result. And I think this is not in the interest of any country. As I said, it’s not just the United States, China and Europe, it’s many other countries as well.

    I remember you once said you stand by Adam Smith, you stand by liberalism. Do you think what we are witnessing in the world is a kind of failure of liberalism, the rules of free trade?

    We have to acknowledge what the benefits have been and where there have been downsides. The benefits have been incredible when you look at how much additional activity has prospered, how much growth has increased, how many people have been taken out of poverty, particularly in this country, in China, how the well-being of people has improved. There have been many benefits as a result of international open trade and free markets, but there have also been some negative consequences. There are areas in the world where industrial activity has died, where people have lost jobs and where measures have not been taken to deal with that. So we have to be mindful of that. We have to look at that very honestly and decide how we want to remedy those situations. It has a lot to do with reducing the disequilibrium, reducing the imbalances that we see both on an international but also on a domestic basis.

    Like you said, China has had a lot of benefits from globalisation, and China is now the second-largest economy in the world, and we have heard some concepts like de-risking from China in Europe. What is your opinion on this concept?

    The principle of de-risking is not surprising, and I think it has been accentuated by the COVID-19 period. You know, during the pandemic, countries and regions suddenly realised that they no longer had manufacturing facilities to produce some pharmaceutical goods (e.g. masks) that were needed, and they were dependent and vulnerable as a result. This desire not to be vulnerable, not to be exclusively dependent on one single source of supply, is completely legitimate to the extent that those products – not necessarily masks – are considered strategic. It’s completely normal that countries think they need to have alternative sources of supply. We need to have a degree of security of supply so that we are not at the mercy of a failure, or a unilateral decision that would expose the security of our people. So I don’t find anything surprising about it. It is legitimate, but it does not stop cooperation. It does not stop international trade.

    When it comes to financial innovation, people always focus on digital financing and green financing. The ECB is actively exploring a digital euro. How will this influence the future of finance from the perspective of European bankers? And on green innovation in financing, how can the ECB and the PBOC cooperate in the future?

    Firstly, both the PBOC and the ECB are working on a digital currency. China was ahead, it started earlier. We started six years ago, and we are getting to the point where, if the legislature supports the proposal, we should be ready to launch. Why are we doing that? Simply because of client demand, to put it very simply. Because many Europeans – not all, but many – like to pay electronically, digitally, without cash. Many Europeans still like cash. I like cash. So we will continue to have cash, and we will be issuing new banknotes in a few years’ time. But we need, as a sovereign expression on the financial stage, to be able to respond to the demand of our customers, Europeans. If they want cash, we should be able to print secure banknotes. If they want digital cash, we should be able to offer a digital euro. We want to make sure that we have a European offer that is available, so that within the entire euro area there is a means of payment and a solid currency that can help you transact both online, peer-to-peer, business-to-business, and that’s the purpose of the digital euro.

    And what about green financing?

    Green financing is an activity that is conducted by commercial banks or international institutions. The European Investment Bank, which is a public institution, also has a role. And as you know, Europe has approved a green bond framework that is available, which I think China has observed very carefully in order to issue its own framework. But it’s a matter for commercial banks.

    My final question is the following: you were the second most powerful woman in the world according to Forbes in 2019, 2020, 2022, 2023 and 2024. You have a life experience envied by women around the world. Do you have any advice for them on how to be successful?

    Women have inside them the potential to thrive in whichever domain they choose. And I think that they should always draw on that confidence and energy without which things do not happen, and they should cultivate that and never be intimidated or refrain from achieving what they can. They have to believe in themselves. I hope they get the support that I was lucky to receive from family members and friends, as that is extremely helpful to continue doing what you want to do.

    [WASHINGTON, D.C.] – U.S. Senator Tammy Duckworth (D-IL) and U.S. Senate Democratic Whip Dick Durbin (D-IL) joined U.S. Senators Ben Ray Luján (D-NM), Raphael Warnock (D-GA), Lisa Blunt Rochester (D-DE) and 17 of their Senate colleagues in condemning U.S. Department of Health and Human Services (HHS) Secretary Robert F. Kennedy, Jr.’s decision to gut the Centers for Disease Control and Prevention (CDC) Advisory Committee on Immunization Practices (ACIP) and appoint several members to the committee with a documented history of anti-vaccine ideology and peddling misinformation. In the letter, the lawmakers raise the alarm on the dangers of gutting the ACIP and urge Secretary Kennedy to immediately reappoint the members of the committee he fired.

    “We are deeply concerned by your decision to fire every member of the Centers for Disease Control and Prevention (CDC) Advisory Committee on Immunization Practices (ACIP),” the Senators wrote. “This unprecedented action will strip Americans of the ability to make informed decisions about the benefits and risks of vaccinations — the complete opposite of ‘radical transparency’ and ‘good science.’” 

    The Senators raised the alarm on the recent appointment of several members to the committee, “We are troubled by your recent announcement to appoint several members to the committee who have a documented history of anti-vaccine ideology and peddling misinformation. We urge you to restore legitimacy to this historically non-partisan, science-based, and data-driven committee and immediately reinstate the members of ACIP you have baselessly fired.”

    “ACIP is a longstanding, trusted national source of science- and data-backed advice and guidance on the use of vaccines to prevent and control disease. Members that serve on this committee must undergo extensive vetting and disclose any conflicts of interest. Firing every member of the committee just before their next meeting scheduled for June 25-27 eliminates the advisory board’s ability to debate and make well-informed recommendations, putting American lives at risk,” continued the Senators.

    “We urge you to immediately reappoint the members of the committee that you fired and remove those that you have recently appointed that have a documented history of peddling misinformation or undermining vaccine confidence,” the Senators concluded. 

    Last week Duckworth also slammed Kennedy and HHS for announcing changes to CDC’s recommended vaccine schedule that would dramatically limit access to COVID-19 vaccines for millions of pregnant women and children, needlessly endangering their health.

According to the Kaiser Family Foundation, over 80 percent of parents with children under age 18 report that their children receive routine immunizations; however, a divide based on political ideology is growing. The reality is that most Americans trust the science behind vaccines — but through inaccurate information and politicization, you are eroding the trust in vaccines.

    This is just one action of many that the Department of Health and Human Services (HHS) has recently taken to undermine vaccine confidence in the United States. Just over two weeks ago, HHS reversed the CDC recommendations on COVID-19 vaccination. This decision was made without the consultation of ACIP or CDC, narrowing recommendations to exclude healthy pregnant people despite pregnancy increasing the risk for severe infection. Just a day later, HHS announced the termination of a contract with Moderna to develop a bird flu vaccine despite warnings of a future pandemic from infectious disease doctors and public health professionals. These deliberate efforts to sow doubt in the safety and efficacy of vaccines have real consequences — people will die.

    In addition to advising everyday Americans on their health decisions, ACIP recommendations also influence whether insurance will cover certain vaccines, making them accessible to insured Americans. Furthermore, ACIP determines the vaccine recommendations for the Vaccines for

    Children program, which ensures underinsured and uninsured children across the nation can access vaccines at no cost. Without these recommendations, vaccines will become out of reach for far too many Americans. These actions contradict your written responses to questions for the record from the Senate Finance Committee, in which you said “yes” in response to a question about your commitment to ensure there are no financial barriers to accessing safe and effective vaccines.

    Vaccines are safe and effective and have significantly reduced, and in some cases entirely eliminated, disease. With recent scientific advances in mRNA technology, vaccines are becoming easier and faster to produce in addressing today’s public health crises. It is critical that ACIP maintains its ability to develop science- and data-driven recommendations on vaccination without interference from anti-vaccine ideology.

    Patient safety and transparency is at the heart of ACIP — Americans deserve the ability to make informed decisions about their health. You are stripping Americans of the freedom to choose by your recent appointments to the committee by centering anti-vaccine ideology.  Therefore, we demand that you recuse your personal views on vaccines and restore the ACIP. We urge you to immediately reappoint the members of the committee that you fired and remove those that you have recently appointed that have a documented history of peddling misinformation or undermining vaccine confidence.

    KING’S POLICE MEDAL
     

    Assistant Chief Constable Gary Ritchie, Police Scotland 

    Former Assistant Chief Constable Gary Ritchie joined Strathclyde Police in 1991 and retired in April 2025 after 33 years’ police service. He was an experienced Major Events Commander, Strategic Firearms Commander, and Public Order Gold Commander. He was instrumental in the roll-out of naloxone to all frontline police officers, making Police Scotland the first force globally to implement a nationwide roll-out of the opioid reversing medication. Under his leadership, a national naloxone co-ordination unit was established, prior to national rollout. During his time at Police Scotland, 13,216 operational officers completed the training, more than 10,500 frontline officers were equipped with naloxone while on duty and officers administered naloxone to over 630 individual incidents involving suspected opioid overdoses.

    In 2021, ACC Ritchie was instrumental in the creation, development and delivery of Police Scotland’s International Academy and the wider international strategy for Police Scotland. He has represented and showcased Police Scotland globally, hosting visits to the United States, Australia, New Zealand, Norway, Germany, and Columbia. In 2023, he led a Scottish delegation to the Global Law Enforcement & Public Health Association Conference in Sweden where he outlined Scotland’s public health approach to addressing underlying inequalities. That same year, ACC Ritchie was appointed Executive Lead for Operational Support, a broad area of responsibility ranging from road policing to the planning and preparation for events and counter terrorism incidents. He was responsible for major events planning in Scotland and was involved in the COP-26 conference held in Glasgow, Operation Unicorn, following the death of Her Majesty Queen Elizabeth II, and the Interpol General Assembly, which saw senior policing officials from across the world descend on Glasgow to discuss international cooperation.  ACC Ritchie also led on Royalty and VIP Protection in Scotland, ensuring Police Scotland worked closely with the Metropolitan Police in relation to the security of protected persons.  

    KING’S FIRE SERVICE MEDAL 

    Volunteer Leader Gerry Ralston, Scottish Fire and Rescue Service 

    Volunteer Leader Ralston is an On Call Firefighter recognised for his work at Salen Community Fire Station on the Isle of Mull, and across East and West Dunbartonshire and Argyll and Bute. The on-call firefighter joined the Salen Volunteer Unit as a Firefighter in 1988. He has helped design and deliver initiatives aimed at improving how the Scottish Fire and Rescue Service identify, recruit, and retain On Call Firefighters. Volunteer Leader Ralston also helps drive forward programmes aimed at educating and informing the community, such as CPR awareness, and delivers engagement sessions to Tobermory High School. 

    He has organised and raised over £8000 for different causes and charities including The Fire Fighters Charity, Cancer Research UK, Stroke Foundation, the Royal Hospital for Children, Glasgow and, in July this year, will tackle a 62-mile event for Cancer Research UK. During the pandemic, he facilitated test and protect at Craignure Community Fire Station, taking time out with his main employment to assist the community. He has been at the forefront of all fundraising efforts undertaken by Salen Community Fire station and regularly supports Tobermory Fire Station with their annual open day including donations supporting the Firefighters Charity and other deserving local charities and projects. 

    Watch Commander John Aitchison, Scottish Fire and Rescue Service 

    Watch Commander John Aitchison has been a member of the Fire and Rescue Service in Scotland for over 21 years – initially joining Grampian Fire Brigade – where he was first posted to Altens Fire Station, Aberdeen. He was promoted to Crew Commander in 2006, where he served at Aberdeen’s Central Fire Station. It was while working here in 2007 that he became a member of Operation Florian, a charity that organises fundraising for international humanitarian aid. In 2008, as part of the project, Watch Commander Aitchison led a convoy of donated fire engines from Aberdeen to Macedonia. On their arrival, the watch commander and his team provided two weeks of training to local fire crews with the donated equipment. He would go on to complete the trip a further two times – returning to provide further training and equipment. 

    In 2011, Watch Commander Aitchison joined the United Kingdom International Search and Rescue as a Crew Leader and Sector Medic, and is on standby to attend national and international emergencies. As a member of this team, he was sent to help the response to the Nepal Earthquake in 2015 and the earthquake in Türkiye in 2023. His work in this area led to difficulties with his mental wellbeing. Determined to not let this define him, he went on to co-found Talk Group 20 Aberdeen – a peer support group for firefighters which aims to safeguard mental wellbeing. He also co-founded the organisation, Fire Aid Nepal, a project which aims to support, and future prepare the Nepalese community following the devastating quake 10-years-ago. In 2023, he played an integral role in forming the first ever fire and rescue service for the Mount Everest region and, in 2024, received a Pride of Scotland Award for his work in Nepal which has also attracted letters of thanks from King Charles III. He was promoted to Watch Commander in 2020, where he is currently a national urban search and rescue instructor. 

    KING’S AMBULANCE SERVICE MEDAL  

    SAS Corporate Risk Manager, Sarah Stevenson, Scottish Ambulance Service 

    As Corporate Risk Manager for the Scottish Ambulance Service, Ms Stevenson has worked tirelessly to embed robust and effective risk management arrangements across the organisation, embedding this at local and board levels. 

    She also recently led a significant project to replace a 20-year-old IT risk management system to record risk and adverse events. This two-year project has resulted in substantial improvements for all staff, including easier reporting access and annual recurring savings of more than £13000.  

    Ms Stevenson personally led the training and awareness programme for the new system, leading staff engagement sessions and developing video tutorials and other tools to assist staff and improve accountability and responsibility. The system – which went live in March this year – has received positive feedback from Scottish Ambulance Service staff.
