  • MIL-OSI Security: Upper Sackville — RCMP arrests impaired driver travelling at a high rate of speed

    RCMP Halifax Regional Detachment arrested an impaired driver travelling at a high rate of speed in Upper Sackville.

    On September 12, at approximately 7:15 p.m., an officer with RCMP Southeast Traffic Services was conducting traffic enforcement on Hwy. 101 when an Acura TLX was observed on radar travelling at 144 km/h. A traffic stop was completed on the vehicle.

    The driver, a 25-year-old Lower Sackville man, exhibited signs of impairment and provided roadside breath samples into an approved screening device, which resulted in a “fail”. He was arrested and transported to the Lower Sackville RCMP Detachment where he subsequently provided breath samples that registered at 140 mg% and 120 mg%.

    The man was later released. He’s scheduled to appear in Dartmouth Provincial Court on October 30, at 9:30 a.m., to face charges of Operation while Impaired, Operation of a Conveyance 80mg% or over, Driving a Motor Vehicle with Obstruction on Window and Driving at a Speed that Exceeds the Posted Speed Limit by 31 km/h or More.

  • MIL-OSI Security: Romanian Man Sentenced to Five Years in Federal Prison for Stealing Identities to Fraudulently Obtain Public Assistance Funds

    SANTA ANA, California – A one-time Orange County man who is one of Romania’s most notorious criminals was sentenced today to 60 months in federal prison for stealing victims’ identities to withdraw money from their public-assistance accounts without their permission.

    Florin Duduianu, 39, whose last known residence was in Mission Viejo, was sentenced by United States District Judge John W. Holcomb, who also ordered him to pay $1,850 in restitution.

    Duduianu pleaded guilty on January 5 to three counts of bank fraud and unlawful use of unauthorized access devices. After a two-day bench trial, Judge Holcomb on January 23 found Duduianu guilty of two counts of aggravated identity theft.

    “This defendant came to our country to victimize the neediest members of our society,” said United States Attorney Martin Estrada. “Our nation is not a piggy bank for foreign criminals, and those who think they can take advantage of our liberties to harm our people are sorely mistaken.” 

    “Duduianu stole money which was meant to serve as a critical lifeline to those most in need,” said Akil Davis, the Assistant Director in Charge of the FBI Los Angeles Field Office. “It was a serious offense, and the FBI remains committed to working with our law enforcement partners across the globe to identify fraudsters like this defendant and hold them fully accountable for their crimes.”

    In August 2023, law enforcement was conducting an operation to combat Electronic Benefits Transfer (EBT) fraud at various banks and ATMs in Placentia. Police saw Duduianu, accompanied by a passenger, drive up to a Wells Fargo ATM and make multiple withdrawals on different cards. Based on this information, officers pulled Duduianu over. Duduianu lied to the officers, telling them he was depositing, not withdrawing, money from the ATM.

    During a search of Duduianu’s passenger, officers found four Visa gift cards, three Wells Fargo ATM receipts, and $1,850 in cash. The Visa gift cards were encoded with EBT card numbers. Those numbers were run through an EBT database, which showed that they belonged to four different people. Based on the Wells Fargo receipts, Duduianu used two of the cards to make three withdrawals totaling $1,850 from the ATM.

    The FBI contacted the accountholders for the two EBT accounts from which Duduianu made withdrawals. The accountholders said that they did not know Duduianu or his car passenger and did not give permission to anyone to withdraw funds from their accounts.

    During a search of Duduianu’s cellphone, law enforcement found dozens of photos and videos related to ATM skimming as well as tools and techniques used to skim EBT information. Law enforcement also found photos of large sums of cash and hundreds of EBT numbers from multiple states. In the chat history of Duduianu’s phone, the government found an article about EBT fraud that was sent from his phone to four other phone numbers.

    On another smartphone law enforcement recovered during Duduianu’s arrest, law enforcement found additional videos related to ATM skimming. Phone records and EBT records showed that this phone was used to check the balance of the EBT accounts of the victims in this case, five days before Duduianu withdrew $1,850 from those same accounts.

    “Until his arrest in this case…Duduianu was one of Romania’s ‘Most Wanted’ criminals and an INTERPOL fugitive,” prosecutors argued in a sentencing memorandum. “He leads the ‘Duduianu Clan,’ an exceptionally violent and influential

    organized crime group and was previously convicted of attempted murder. In 2020, [Duduianu] fled Romanian prosecution following charges of robbery and blackmail.”

    The FBI and the Placentia Police Department investigated this matter.

  • MIL-OSI Security: Florida Man Pleads Guilty to Assault with a Deadly Weapon

    MIAMI – On September 16, a tribal member pleaded guilty in federal court to assault with a dangerous weapon with intent to bodily harm, assault resulting in serious bodily injury, and discharging a firearm in furtherance of a crime of violence.

    According to court records, on April 26, Sutanga Rex Cypress, 42, was arguing with the victim when Cypress brandished a firearm. Cypress then pointed the gun at the victim and shot the victim in the abdomen. The victim was airlifted to the hospital due to the severity of the injuries sustained by the gunshot.  

    Sentencing is set for December 9, 2024, before U.S. District Judge Jacqueline Becerra. Cypress faces a mandatory minimum sentence of 10 years for one count and up to 10 years in federal prison for each of the remaining counts. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines along with other mitigating, aggravating and statutory factors.

    U.S. Attorney Markenzy Lapointe for the Southern District of Florida, Special Agent in Charge Jeffrey B. Veltri of FBI, Miami Field Office, and Chief Roland Pandolfi of the Miccosukee Police Department made the announcement.

    One person died and one person was critically injured.

    Enquiries into the circumstances of the crash are under way.

    Motorists are being advised to expect delays following a crash on Redoubt Road earlier this morning.

    At about 2.15am, emergency services responded to a report of a vehicle crashing into a power pole on Redoubt Road, Totara Park.

    The driver was uninjured, however power lines were brought down which caused a small fire.

    The road has been closed while the scene is cleared.

    Diversions are in place and motorists are advised to seek an alternative route or expect delays.

    WISCONSIN – Today, U.S. Senator Tammy Baldwin (D-WI) announced she helped deliver over $750,000 for the City of Waukesha Police Department to invest in personnel to keep drivers safe on the road. The funding from the Baldwin-backed Bipartisan Infrastructure Law will invest in personnel dedicated to keeping commercial vehicles safe in high-risk crash corridors.
    “Wisconsin’s roads do more than connect families to school and work. They are essential corridors that keep our local economies moving forward. I’m proud to deliver this funding that will keep more drivers safe as they travel and ensure Made in Wisconsin goods get to where they are going on time,” said Senator Baldwin.    
    The federal funding will increase the amount of personnel dedicated to the Waukesha Police Commercial Motor Vehicle and Crash Reduction Program to improve roadway safety in the area for commercial vehicles. The award comes from the Federal Motor Carrier Safety Administration’s High Priority Commercial Motor Vehicle (HP-CMV) program, which aims to support and enhance commercial motor vehicle safety initiatives, including the safe transport of hazardous materials, improving the safety of goods and passenger transportation in international trade and demonstrating new technologies to enhance commercial vehicle safety.

  • MIL-OSI Security: Second Maui Man Arrested in Connection with IED

    HONOLULU – United States Attorney Clare E. Connors announced that Jess Kiesel Lee, age 43, of Kula, Maui, was arrested on September 18, 2024 pursuant to a criminal complaint for possessing explosives as a felon and damaging property by means of explosives. An initial appearance in federal court is set for September 23, 2024.

    The complaint and affidavit allege that on August 7, 2024, Maui Police Department (“MPD”) officers encountered multiple improvised explosive devices (“IEDs”) near Kaamana Street in Kula. One of the IEDs, which had been exploded before MPD arrived, contained a mixture of compounds consistent with the remnants of explosive powder. 

    If indicted and convicted of the charged offenses, the defendant would face up to ten years in prison on the felon in possession of explosives charge and a mandatory minimum sentence of at least five years in prison, but no more than and up to 20 years in prison, on the property damage charge. The charges and information contained in the federal complaint are merely accusations, and the defendant is presumed innocent unless and until indicted and proven guilty beyond a reasonable doubt in a court of law.

    Lee is not charged for the IED located near Lono Avenue in Kahului on July 23, 2024 or the explosion damaging a car in Pukalani on August 8, 2024, both mentioned in the complaint filed on August 13, 2024 charging another man for the IED located on July 23, 2024.

    The Federal Bureau of Investigation and MPD conducted the investigation resulting in the complaint and arrest, and the investigation into this matter remains ongoing. The prosecution is being handled by Assistant U.S. Attorneys Jonathan D. Slack and Wayne A. Myers.

    Mathieu Piché-Messier, partner and national leader in commercial litigation at Borden Ladner Gervais LLP in Montreal, is appointed a judge of the Superior Court of Quebec for the district of Montreal. Justice Piché-Messier replaces Justice PH Bélanger (Montreal), who resigned effective May 24, 2024.

    Lysane Cree, an administrative judge at the Tribunal administratif de déontologie policière in Montreal, is appointed a judge of the Superior Court of Quebec for the district of Montreal. Justice Cree replaces Justice M. Lachance (Montreal), who was appointed to the Court of Appeal effective June 17, 2024.

    Biographies

    Judge Mathieu Piché-Messier was born and raised in Montreal. He received his Bachelor of Civil Law from the Faculty of Law of the University of Sherbrooke in 1997. He was admitted to the Quebec Bar in 1998.

    Since 2000, Justice Piché-Messier has practiced commercial litigation at Borden Ladner Gervais where, after being named partner in 2006, he held the position of Head of the Commercial Litigation Group in Montreal for seven years and was then appointed National Business Leader – Commercial Litigation. His practice focused on the areas of extraordinary remedies and commercial litigation in the areas of anti-fraud, high technology, industrial espionage, privacy and identity theft, international arbitration, aeronautics, defamation and intellectual property. A litigator, author and speaker, he was inducted as a Fellow of the American College of Trial Lawyers in 2018, a Fellow of Litigation Counsels of America in 2021, and was named Advocatus Emeritus (Ad. E.) of the Barreau du Québec in 2022. He has also been recognized by his peers to appear in the editions of Chambers, The Best Lawyers and Benchmark Litigation as one of the 50 best litigators in Canada.

    Justice Piché-Messier has been a member of the boards of the Barreau du Québec, the Barreau de Montréal and the Canadian Bar, Québec Division.     Justice Lysane Cree is originally from the Kanien’kéhaka (Mohawk) Nation and received a Bachelor of Arts in Political Science with a minor in Northern Studies from McGill University in 1996, before earning a Bachelor of Civil Law and a Bachelor of Common Law from McGill University in 2000. She was called to the Quebec Bar in 2003, the New York State Bar in 2012 and the Ontario Bar in 2020.

    Justice Cree began her practice with Hutchins Legal Inc. and focused on Indigenous law issues and working with First Nations governments in several provinces and occasionally in New York State for sixteen years. While still in private practice, she began working part-time in the area of police ethics with the Police Ethics Committee (now the Tribunal), hearing cases involving Indigenous police services in the province of Quebec. She then worked as a decision-maker with the Discipline Committee of the Chambre de la sécurité financière from 2019 to 2021 before becoming a full-time administrative judge with the Tribunal administratif de déontologie policière. During this time, she was involved with the Council of Canadian Administrative Tribunals, serving as a member of the Tribunal’s Excellence Committee and the Truth and Reconciliation Committee.

    Justice Horia Bundaru immigrated to Canada at the age of eleven with his parents and younger sister. He received a BCL/LL.B. from McGill University’s Faculty of Law in 2005 and was called to the Quebec Bar in 2006.

    Justice Bundaru spent his entire career at Norton Rose Fulbright Canada LLP, where he became a partner in 2016 and where, at the time of his appointment, he was a director of the Litigation Group in Montreal. A well-known litigator, his practice focused on commercial litigation, construction law and energy law. Since 2016, he has taught civil procedure and drafting at the École du Barreau.

    DETROIT – A Farmington Hills man was sentence to 8 years in prison for conspiring to steal Volkswagen and Audi vehicles from a lot in Pontiac yesterday, announced United States Attorney Dawn N. Ison. The charges stem from an investigation initiated by the Oakland County Sheriff’s Office Auto Theft Unit.

    Ison was joined in the announcement by Cheyvoryea Gibson, Special Agent in Charge of the Detroit Field Office of the Federal Bureau of Investigation, and Sheriff Michael Bouchard of Oakland County.

    In April, after a 13-day trial, a jury convicted Romane Porter, 47, of conspiracy to transport stolen vehicles and transportation of stolen vehicles. The evidence presented during trial showed that for approximately six months in 2017, Porter and co-defendant Daniel Onorati conspired with each other and others to steal approximately 61 recalled Volkswagen and Audi cars that were parked at the site of the former Pontiac Silverdome.

    “This defendant orchestrated a large-scale conspiracy to brazenly steal recalled vehicles and sell them across state lines,” said U.S. Attorney Ison. “This sentence reflects the seriousness with which we address fraud, and the work done to achieve the result in this case further demonstrates the strong collaboration and coordination between our local and federal law enforcement partners.”

    In addition to the 97-month sentence, U.S. District Judge Denise Page Hood ordered Porter to pay

    $683,080 in restitution and to serve three years of supervised release upon release from prison.

    “The sentencing of Romane Porter sends a stark reminder that those individuals who conspire to commit fraud and theft, will face the highest penalties under the law,” said Cheyvoryea Gibson, Special Agent in Charge of the FBI in Michigan. “The joint investigative work of the FBI’s Detroit Fraud & Financial Crimes Task Force, the Oakland County Sheriff’s Office Auto Theft unit, and the diligent prosecution from the U.S. Attorney’s Office of the Eastern District of Michigan, disrupted an elaborate theft scheme orchestrated by this bad actor. The FBI in Michigan will continue to investigate and arrest individuals who engage in criminal acts.”

    “I am grateful for the partnership between our Auto Theft Unit, the FBI, and the US Attorney’s Office who brought this organized auto theft activity to a close,” said Sheriff Michael J. Bouchard. “These individuals were bold in their behavior in stealing such a large volume of vehicles from a well-known location. These criminals deserve to be punished to the fullest extent of the law.”

    The case was investigated by agents of the Federal Bureau of Investigation and the Oakland County Sheriff’s Office Auto Theft Unit. The team was also assisted by the Special Investigations Section, Office of Investigative Services of the Michigan Department of State, as well as the Hardin County Sheriff’s Office and the Kentucky State Police.   • MIL-OSI Security: One of the Largest Methamphetamine Distributors in New England Sentenced to 23 Years in Prison

    Defendant believed to be responsible for distributing more than 660 pounds of methamphetamine over the course of six months

    BOSTON – The leader of a nationwide drug trafficking ring has been sentenced in federal court in Boston. During the investigation over 160 pounds of pure methamphetamine, as well as an AK-47, a Glock with no serial number, two loaded Smith & Wesson handguns and over 4,200 rounds of ammunition were seized. An illegal marijuana grow operation with hundreds of marijuana plants was also dismantled.

    Reshat Alkayisi, 63, a Turkish national residing in Covington, R.I., was sentenced on Sept. 17, 2024 by U.S. District Court Judge Nathaniel M. Gorton to 23 years in prison to be followed by five years of supervised release. In April 2024, Alkayisi pleaded guilty to five counts of a second superseding indictment, charging him with conspiracy to distribute and to possess with intent to distribute 500 grams or more of methamphetamine; possession of a firearm in furtherance of a drug trafficking offense; money laundering conspiracy; and two counts of money laundering. 

    “This defendant was one of the largest methamphetamine distributors in New England, whose massive drug operation fueled addiction and devastation across our communities. He is now going to pay a very heavy price for the havoc he wreaked across Massachusetts. This sentencing sends a powerful message to anyone engaged in pumping deadly narcotics onto our streets,” Acting United States Attorney Joshua S. Levy. “As demonstrated by this prosecution, the dedicated prosecutors and law enforcement partners will be relentless in our efforts to disrupt and dismantle drug trafficking operations and ensure that individuals like Mr. Alkayisi are held accountable.”

    “Reshat Alkayisi was the leader of a nationwide drug trafficking organization that pushed massive amounts of methamphetamine onto New England streets, and profited from the pain and misery of others,” said Jodi Cohen, Special Agent in Charge of the Federal Bureau of Investigation, Boston Division. “Thankfully, this 23-year sentence officially puts his 24/7 operation, protected in part by illegal firearms, including an AK-47, out of business. Operation Ice Cats is an example of how the FBI and our partners are hard at work dismantling dangerous trafficking operations as we work to make our communities safer.”

    “DEA stands committed to keeping highly addictive drugs like methamphetamine off the streets of Massachusetts,” said Acting Special Agent in Charge Stephen Belleau, Drug Enforcement Administration, New England Field Division. “This substantial sentence not only holds Mr. Alkayisi accountable for his crimes but serves as a warning to those traffickers who are contributing to the drug crisis in New England and throughout America. This investigation demonstrates the strength of collaborative law enforcement efforts and our strong partnership with the U.S. Attorney’s Office.”

    In late 2020, Alkayisi was identified as a large-scale methamphetamine trafficker, who distributed multi-pound quantities to distributor customers throughout the New England area. Between October 2020 and April 2021, 12 controlled purchases of methamphetamine were made from the drug trafficking organization—two of which were delivered personally by Alkayisi and one that was negotiated with Alkayisi and delivered by a co-conspirator. 

    Intercepted communications revealed that Alkayisi supplied multiple distributor customers with supplier quantities of pure methamphetamine. Alkayisi also regularly bragged to these distributors about quality of his methamphetamine, saying, “You’re gonna get nice, big crystals,” and “Ur contacts should b happy with the size of product.” Alkayisi also operated a large-scale marijuana grow out of his Rhode Island residence, including while on probation for a state conviction for unlawful marijuana distribution.

    Alkayisi typically charged his distributor customers $5,000 to $6,000 per pound of methamphetamine and utilized multiple methods to conceal the nature of these proceeds. These included paying the bail of his distributors, structuring cash deposits to avoid reporting requirements, utilizing peer-to-peer transfers and purchasing vehicles with cash. Alkayisi also created and utilized a shell company to launder his proceeds and recruited and directed others, including his wife, to launder his drug proceeds for him.

    On June 1, 2021, four packages were seized containing a total of approximately 100 pounds of 100% pure methamphetamine that were picked up on behalf of Alkayisi from a UPS store in Rhode Island. Each of the boxes were addressed to Alkayisi’s shell company, which he used to launder his drug proceeds. 

    On June 25, 2021, another package was seized, destined for Alkayisi that contained approximately 30 pounds of 100% pure methamphetamine. In total, approximately 160 pounds of methamphetamine was seized throughout the investigation from controlled purchases, motor vehicle stops and package seizures.

    During a search of Alkayisi’s residence in Rhode Island, an AK-47 assault rifle, a Glock handgun with no serial number, over 4,200 rounds ammunition and over $23,000 cash were also seized. Additionally, numerous electronics, including a computer that contained a ledger documenting Alkayisi’s methamphetamine sales for January through June of 2021 was seized. Based on the ledger, as well as the seizures, Alkayisi was responsible for over 660 pounds of methamphetamine over the course of six months. Law enforcement also located his large unlawful marijuana grow operation with hundreds of marijuana plants in all stages of production for distribution. 

    Alkayisi is the seventh defendant to be sentenced in the case. All remaining defendants have pleaded guilty and are awaiting sentencing.

    Acting U.S. Attorney Levy, FBI SAC Cohen and DEA Acting SAC Belleau made the announcement. Valuable assistance was provided by the Massachusetts, Rhode Island, New Hampshire and Maine State Police; Massachusetts Department of Correction; Norfolk County Sherriff’s Office; and Concord, Hudson, Peabody, Reading, Watertown and Waltham Police Departments.   • MIL-OSI Security: Shenandoah Man Sentenced to Seven Years in Federal Prison for Receipt of Child Pornography

    COUNCIL BLUFFS, Iowa – A Shenandoah man was sentenced today to seven years in federal prison for receipt of child pornography.

    According to public court documents, Evaristo Hernandez Flores Carnes, 34, uploaded images and videos containing child sex abuse material to a social media application. Law enforcement executed search warrant at Carnes’s residence and seized a cell phone that was later found to contain images and videos of child sex abuse material.

    After completing his term of imprisonment, Carnes will be required to serve a five-year term of supervised release. There is no parole in the federal system.

    United States Attorney Richard D. Westphal of the Southern District of Iowa made the announcement. This case was investigated by the Iowa Division of Criminal Investigation (DCI), DCI Internet Crimes Against Children Task Force, Shenandoah Police Department, and Federal Bureau of Investigations.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and the Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.     Dr. P. K. Mishra, Principal Secretary to the Prime Minister, chaired a High-Level Task Force meeting today at the Prime Minister’s Office (PMO) to assess the readiness of stakeholders in addressing the issue of deteriorating air quality in Delhi-NCR, particularly as the winter season approaches.

    The meeting focused on evaluating ongoing efforts to tackle pollution from various sources, including paddy stubble burning, vehicular emissions, road and construction dust, solid waste management, and diesel generator (DG) sets. Dr. Mishra emphasized the critical importance of strict and timely implementation of the Graded Response Action Plan (GRAP) by all relevant agencies to mitigate worsening air quality during the winter months.

    Chairman, Commission for Air Quality Management (CAQM) Shri. Rajesh Verma presented details on the upcoming paddy straw generation, estimating 19.52 million tonnes in Punjab and 8.10 million tonnes in Haryana. Both states have committed to eliminating stubble burning this year. Punjab plans to manage 11.5 million tonnes of its paddy straw through in-situ crop residue management and the rest via ex-situ methods. Haryana will similarly manage 3.3 million tonnes in-situ and use ex-situ methods for the remainder. Over 1.50 lakh crop residue management (CRM) machines will be available in Punjab, supported by 24,736 Custom Hiring Centres (CHCs), while Haryana has 90,945 CRM machines supported by 6,794 CHCs.

    In addition, 2 million tonnes of paddy straw will be co-fired in 11 thermal power plants across the NCR region. The meeting stressed the need for regular monitoring of thermal plants to ensure co-firing targets are met, with penalties for non-compliance.

    Regarding industrial pollution, CAQM informed that 220 out of 240 industrial areas in the NCR region are now equipped with gas infrastructure, with the remaining areas set to be connected soon. Dust pollution from construction and demolition (C&D) activities is being remotely monitored through a web portal, with mandatory registration for projects over 500 square meters.

    Dr. Mishra instructed Chief Secretaries of Punjab, Haryana, and Uttar Pradesh to rigorously monitor and implement action plans aimed at eliminating stubble burning as committed in their action plans. He stressed the need for full utilization of CRM machines, strengthening the supply chain for ex-situ management, and supporting small industries in briquetting and pelletizing operations to enhance the economic use of paddy straw. Strict enforcement actions against violators, with appropriate penalties and record entries, were also highlighted.

    Principal Secretary also requested Chief Secretary’s of NCR region states to augment their e-Bus services in the region. PM eBus Sewa Scheme aims to increase the e-Buses in our country by 10,000 e-Buses. States/UTs should judiciously aim to use the scheme to increase their fleet of eBuses.

    He also emphasized on the importance of Ek Ped Maa Ke Naam program and its sentimental value for every individual should be used in greening the City.

    In terms of firecracker pollution, state governments and law enforcement agencies were asked to strictly enforce bans and restrictions, while the Ministry of Petroleum and Natural Gas was urged to expedite the collection of biomasses and accelerate the construction of compressed biogas (CBG) plants.

    The meeting was attended by Cabinet Secretary Dr.T.V Somanathan, Delhi Police Commissioner and key officials from the Ministries of Environment, Agriculture, Power, Petroleum, Road Transport, Housing and Urban Affairs, and Animal Husbandry, along with representatives from the Central Pollution Control Board (CPCB), State Pollution Control Boards (SPCBs), and the Chief Secretaries and their representatives from the states of Punjab, Haryana, Uttar Pradesh, Rajasthan, and UT of Delhi.

  • MIL-OSI Security: U.S. Marshals in Puerto Rico Add Man Wanted in New York to 10 Most Wanted Fugitives List

    San Juan, PR – The U.S. Marshals Service District of Puerto Rico has added to its 10 Most Wanted fugitives list a man wanted by the Irondequoit, New York, Police Department on four charges of second-degree murder and charges of narcotics.

    Luis Francisco Soriano, aka Jefry Yeyo, 31, of Dominican Republic, is suspected to have been involved in a quadruple homicide Aug. 31 near Rochester, New York. Two of the victims were children, 2 and 4. Soriano is believed to have fled to Puerto Rico, where authorities are actively searching for him.

    The U.S. Marshals in Puerto Rico request the public’s assistance in capturing dangerous fugitives, such as Soriano. Anyone with information regarding his whereabouts is urged to contact local law enforcement or the U.S. Marshals directly.

    “Given the nature of Soriano’s alleged crimes, his danger to the community at large and ability to elude law enforcement, the U.S. Marshals in Puerto Rico have added him our 10 Most Wanted Fugitives list,” said Wilmer Ocasio-Ibarra, U.S. Marshal for the District of Puerto Rico. “Soriano and his co-conspirators committed a horrendous crime against a family, whose children were innocent victims and did not deserve a cruel death. We will not allow terror, violence and impunity to take over our communities. That is why we are seeking the public’s assistance in getting this dangerous individual in custody so that he can face justice.”

    Soriano is 5 feet 6 inches tall, weighs approximately 150 pounds, and has black hair and brown eyes. He has four moles under his right eye and tattoos on both arms. He should be considered armed and dangerous.

  • MIL-OSI Security: Thompson — Thompson RCMP investigating two aggravated assaults over the weekend

    On September 21, 2024, at approximately 12:15 am, Thompson RCMP were called to an address on Nickel Road following a report of an assault. On arrival, officers located a 56-year-old male with multiple stab wounds.

    The victim was taken to a local hospital by EMS and later transported to a Winnipeg hospital where he remains in stable condition.

    The initial investigation has determined that a group consisting of three males and one female confronted and stabbed the victim.

    On September 21, 2024, at approximately 12:45 am, officers were called to a business on Princeton Drive for a report of another stabbing.

    When officers arrived, they found a 35-year-old male suffering from multiple stab wounds. The victim was conscious and transported by EMS to hospital with serious injuries.

    Patrols for the suspect began immediately.

    The suspect was quickly located walking on Brandon Crescent. He was placed under arrest and taken into custody.

    Brandon Anderson, 29, has been charged with Aggravated Assault and remanded into custody.

    It is believed that the suspect and victim were known to each other.

    Thompson RCMP continue to investigate.

    While both incidents occurred approximately 30 minutes apart, police do not believe they are related.

    On June 29, the ICITAP-Bangladesh mission provided an update on the impact of its Human Rights assistance efforts in Bangladesh. Following the completion of an ICITAP-led Human Rights and Dignity course in May 2024, a Host Nation Instructor (HNI) – rank of Superintendent of Police – from the Police Bureau of Investigations (PBI) – Chattogram District, demonstrated his commitment to our INL-funded Human Rights and Host Nation Instructor programs by organizing and completing a day-long Human Rights and Dignity course on June 6, 2024 for personnel assigned within his unit. While attending ICITAP’s course in May, the HNI had expressed his strong appreciation for the information and training provided during this event, further highlighting his strong desire to share what he had learned with his unit members, allowing for opportunities for discussion, sharing of insights, and afford openings for improved policy and procedures. This workshop was carefully designed to explore crucial topics such as international human rights standards, ethical conduct, and professional integrity, with the goal of enhancing officers’ abilities in identifying signs of abuse and reshaping police mindsets. To sculpt this latest effort for his unit, SP Nazmul focused on confronting the significant challenge of human rights violations in law enforcement by highlighting strategies to minimize risks during criminal investigations, highlighting the importance of respecting human rights throughout the entire investigative process, including crime scenes, arrests, victim support, and interviews. This unit-initiated training event, spearheaded by ICITAP’s HNI, proved very successful, with the 17 graduating attendees acknowledging the foundational impact that human rights have in providing effective and fair law enforcement, each pledging to uphold human rights as they continue to carry out their duties going forward.

  • MIL-OSI Security: Philippines: ICITAP Conducts i2 Analyst’s Notebook Workshop for Key Philippine Agencies

    From June 17 to 21, ICITAP conducted a five-day workshop on i2 Analyst’s Notebook, attended by seventeen (17) criminal investigators, intelligence officers, bank officers, and analysts from the Philippine National Police (PNP), the Anti-Money Laundering Council (AMLC), and the Bureau of Jail Management and Penology (BJMP). The workshop aimed to enhance skills in managing large volumes of disparate data, importing financial spreadsheets for quick link analyses, and transforming data into easy-to-understand visual charts for actionable intelligence and decision-making. Participants engaged in hands-on practical exercises, creating link analyses to show relationships between financial transactions and persons of interest, effectively following the money trail and connecting the dots. By the end of the training, attendees were proficient in using Analyst’s Notebook to generate actionable intelligence, supporting more informed decision-making. The workshop received positive feedback, with participants valuing the practical exercises and real-world applications, which will significantly enhance their investigative efforts in crime prevention and resolution. This workshop is funded by the U.S. Department of State’s Bureau of Counterterrorism.

  • MIL-OSI USA: Bergman Leads on School Safety, Introduces Bill to Secure Resource Officer Funding

    Today, Representative Jack Bergman (R-MI) introduced the School Resource Officer (SRO) Funding Protection Act with original cosponsors Bill Huizenga (R-MI) and Lisa McClain (R-MI) and support of First District State Legislators, as well as law enforcement. The bill would require states to maintain funding for SRO programs at or above the amount spent in their previous fiscal year to remain eligible for full federal aid for elementary and secondary education.

    “The horrific epidemic of school shootings requires all of us to put people above politics and action behind words in wake of these tragedies. Lagging school safety measures aren’t going to cut it – children can’t be sitting ducks, unprotected from evil intruders due to budget cuts. My bill will ensure that states maintain a sufficient budget for school resource officers and related programs, because our children deserve to feel safe and be protected,” Representative Bergman stated.

    State Senator John Damoose noted, “We have all seen the devastation caused by school violence and a spiraling mental health crisis amongst our kids. Cutting funding for school resource officers and mental health care was just plain irresponsible. I applaud Congressman Jack Bergman for taking the lead to protect our kids and doing the job our state legislature should have done in the first place.”

    State Senator Michelle Hoitenga asserted, “When Democrats in Lansing slashed school safety funding, they put Michigan’s students and teachers at risk. Congressman Bergman’s School Resource Office Funding Protection Act would safeguard our students and staff, by investing in the security and well-being of our children.”

    “Unbelievable that at a time our students need more support, the Democratic leadership in Lansing removed over 90% of the funding for mental health support in our schools. Bergman for stepping up and introducing the School Resource Officer Funding Protection Act to ensure our kids are safe at school and our SRO’s are properly funded.”

    “Funding for School Resource Officers and mental health are a critical part of keeping our children safe. Cuts in these areas make it difficult for police departments and school districts to keep this lifesaving service available in our state.  In rural communities, where police response if often delayed due to a limited amount of law enforcement, these cuts make it next to impossible to provide adequate security for our students and faculty,” Gaylord City Police Chief Frank Claeys stated.

    Emmet County Sheriff Pete Wallin expressed his support, “Our students are our future. Protecting them is one of the most important jobs we have. Restoring full funding for our School Resource Officers is critical at a time when threats are at an all time high. I applaud Rep. Bergman for introducing this badly needed legislation.”

    “As Sheriff, one of the most important jobs I have is protecting our children at our schools. I’m grateful that Representative Bergman introduced this legislation to protect our School Resource Officers following massive cuts at the State level,” said Otsego County Sheriff Matthew Nowicki.

    The State of Michigan’s fiscal year 2025 budget slashes nearly $302 million in school safety and mental health funding. The funds will be reduced to $26.5 million come October 1, 2024, a 92% decrease. Rep. Bergman’s legislation will ensure that any state which fails to maintain the required funding levels for SRO programs will see its federal education aid reduced, unless a waiver has been granted. Waivers can be granted by the Secretary of the Department of Education on a case-by-case basis.

  • MIL-OSI New Zealand: Police drill down on pair following aggravated robbery

    Police have unscrewed a pair’s plans after two men allegedly stole tools from a hardware shop and presented a firearm at store workers in East Tāmaki yesterday.

    Detective Inspector Karen Bright, from Counties Manukau CIB, says the incident at a commercial address on Harris Road was reported to Police at around 3.42pm yesterday.

    “A man has entered the store and walked around for close to an hour before allegedly leaving the store with tools that weren’t paid for.

    “Two employees have then chased after the alleged offender as he was leaving.”

    Detective Inspector Bright says the man has run to a vehicle where another man was waiting.

    “The person in the car is alleged to have presented an imitation firearm towards the workers before the pair fled in a black Subaru.

    “Our staff managed to track the vehicle and the Police Eagle helicopter quickly located at an address on Kemble Close, Māngere.

    “They have attempted to leave that address, however an armed vehicle stop was conducted and both males were taken into custody.”

    She says the stolen power tools and a replica pistol were located.

    “This was exceptional work by the officers involved, and thankfully no one was injured.

    “But this incident should serve as a reminder, we take any incident where there are threats of violence or presentation of firearms towards the community seriously.”

    Two men, aged 38 and 27, will appear in Manukau District Court on Thursday facing charges including aggravated assault, shoplifting and presenting an object like a firearm.

    Police have charged a 52-year-old Rotorua man with murder, after a woman was located deceased at an Utuhina address yesterday.

    The man is scheduled to appear in Rotorua District Court today.

    Two people injured in a linked incident at a Western Heights address remain in hospital in a critical condition.

    Scene examinations are continuing at the Western Heights and Utuhina addresses.

    Police would like to hear from anyone who may have information about either of these incidents, who has not yet spoken to us.

    These initiatives reaffirm to expanding and enhancing India’s Telecom ecosystem, for a more digitally empowered future

    Union Minister for Communications and Development of North Eastern Region (DoNER), Shri Jyotiraditya M. Scindia, briefed the media about achievements of Ministry of Communications (Department of Telecom & Department of Post) during a Press Conference held today at National Media Centre, New Delhi.  The Minister also launched ‘Ek Ped Maa Ke Naam’ Application.

     

     

    The Minister apprised the media that the Department of Telecommunications (DoT) has successfully completed several key initiatives as part of the Government of India’s 100-day programme. During this period, DoT has made significant strides in strengthening the four goals of a developed telecom ecosystem – Samavesit (ubiquitous connectivity fuelling inclusive growth), Viksit (developed India through triad of perform, reform and transform), Tvarit (accelerated development and swift resolution), and Surakshit (safely and securely). The major achievements of 100-day programme are:

    Samavesit

    • 4G Coverage to uncovered villages/ locations across India

    Under various initiatives funded by the Digital Bharat Nidhi (Erstwhile Universal Service Obligation Fund (USOF)), 4G mobile coverage is being expanded to uncovered villages across India. These efforts are focused on regions such as aspirational districts, the North-Eastern region, border areas, islands, and areas affected by left-wing extremism. A total of 7,101 4G mobile towers have been commissioned by Telecom Service Providers (Reliance Jio, Bharti Airtel & BSNL) under various Digital Bharat Nidhi funded 4G schemes including 4G Saturation scheme. Out of these 4G towers 2,618Towers have been made on-air since June 2024.

     

     

    • Expansion of 5G Mobile networks

    5G technology has reached almost all districts of India. As of today, 98% districts in India have presence of 5G technology thereby empowering citizens with highspeed data network. 5G networks have been rolled out in all States/ UTs across the country and more than 4.5 lakh 5G Base Transceiver Stations (BTSs) have been installed across the country.

    • 6G Accelerated Research Assistance

    Hon’ble Prime Minister Shri Narendra Modi launched the Bharat 6G Vision in March 2023 with the objective to be a front-line contributor in design, development and deployment of 6G technology by 2030. In line with the Bharat 6G Vision and to support India’s prominence in 6G technology and develop the 6G RAN for the world, the DoT invited proposals from academia, industry, and other bodies engaged in R&D. So far 111 project proposals have been processed for funding to expedite the research under “Accelerated research on 6G Ecosystem”.

     

    • 100 5G Labs 

    Labs with indigenously developed 5G technology are being set up at 100 institutions, equally distributed across four zones in the country. The labs are being set up with the aim of capacity building in new telecom technologies and creating use cases in various socio-economic sectors for 5G technologies in collaboration with academia and start-ups. From June 2024 onwards, 41 out of the total 100 labs have been installed making the cumulatively installed labs to 81.

     

     

     

    • Centres of Excellence (CoE) for 6G

     

    A Centre of Excellence (CoE) on “Classical and Quantum Communications for 6G” has been established at IIT Madras. Another MoU has been signed between the Telecom Centre of Excellence (TCOE) India and Visvesvaraya Technological University (VTU) – Visvesvaraya Research & Innovation Foundation (VRIF) to establish a Centre of Excellence (CoE) in Quantum Technology, focusing on associated 5G/6G technologies. These CoE will serve as a hub for innovation bringing together industry and academic experts to collaborate on cutting edge project in advance telecommunication technologies to foster and spearhead the development and deployment of 6G technology

     

    • Centre of Excellence (CoE) for Telecom Security

    A MoU has been signed between TCoE India and National Forensic Sciences University (NFSU) Gandhinagar for setting up of Centre of Excellence on Telecom Security. The MoU envisages strengthening the National cyberspace by securing the Telecom network and to develop an Indian telecom network security stack to enhance security of the nation’s communication infrastructure.

     

    • Leveraging Telecom data and capabilities to enable cross sectoral Infrastructure planning.

    Sangam Digital Twin with AI Driven Insights: Digital Twin with AI-Driven Insights is an initiative to revolutionize infrastructure planning. This two-stage initiative began with a creative exploration phase designed to build confidence among participants through networking events. Over 150 organizations and experts participated in Stage-I in the form of networking events held in July 2024, demonstrating a willingness and foundational capability to develop the envisioned ecosystem for advanced infrastructure planning. In the Stage-II of Sangam development and demonstration of specific use cases are being planned.

     

    PoC of Metro route planning: DoT, Delhi Metro Rail Corporation (DMRC) and Telecom Service Providers (TSPs) have successfully conducted a Proof of Concept (PoC) to demonstrate the feasibility of using aggregated telecom data for metro route planning addressing privacy challenges. PoC explored solution’s flexibility to evolve and tackle ridership issues in ongoing metro projects by accurately identifying catchment areas, analysing arrival times, assessing interchange durations, utilization optimize operations, generating an Origin-Destination (OD) matrix for metro network planning and improving ongoing operational strategies.     • Production Linked Incentive Scheme for Telecom and Networking Products

    To boost domestic manufacturing, investments and export in the telecom and networking products PLI scheme with a financial outlay of ₹ 12,195 Crores over a period of 5 years has been initiated. So far, 42 PLI beneficiary companies, collectively invested Rs. 3,718 crores achieved sales of Rs. 57,498 crore including export of Rs. 11,506 crores and direct employment of 22,315.

    MSME Certification assistance scheme: DoT launched reimbursement scheme aimed at easing financial burdens for startups and Micro & Small Enterprises (MSEs) in the telecom sector. With the objective of fostering domestic manufacturing, attracting investments and enhancing exports, the scheme will reimburse up to INR 50 lakhs per startup or MSE for testing and certification costs essential for product quality and market access.

    • Revised Standards of Quality of Service

    With an objective of improving the telecom network performance, benchmarks are will be gradually tightened for key network parameters like network availability, call drop rates, packet drop rates, etc. In this regard, TRAI has released its revised regulations, “The Standards of Quality of Service of Access (Wirelines and Wireless) and Broadband (Wireline and Wireless) Service Regulations, 2024 (06 of 2024)’.

     

    • Telecommunications Act, 2023 – Enforcement and framing of rules

    In order to update the existing laws and to address the challenges of the Telecom sector, Central Government enacted Telecommunications Act, 2023 on 24th Dec, 2023. The Act replaces colonial era’s Indian Telegraph Act, 1885 and Indian Wireless Telegraphy Act, 1933. Enforcement of its provisions and rules will enable effective and modern regulation of Telecom sector. It will provide clearly defined framework for Spectrum assignment and its optimal utilization, Effective and efficient RoW framework, Strong provisions for National Security and Public emergency, etc

    In accordance with section 1(3), the Central Government has on 21.06.2024 issued Gazette Notification enforcing sections 1,2, 10 to 30, 42 to 44, 46, 47, 50 to 58, 61 and 62 of the Telecommunications Act w.e.f. 26.06.2024. The Department has also, on 04.07.2024, notified sections 6 to 8, 48 and 59(b) of the Act w.e.f. 05.07.2024.

    Draft Rules for Security related provisions have been published for public consultation. Public consultation on draft rules for Adjudication, Amateur Station Operator and Commercial Radio Operator’s Certificate of Proficiency to operate Global Maritime Distress and Safety System has been completed. Two set of rules i.e. Telecommunications (Administration of Digital Bharat Nidhi) Rules, 2024 and Telecommunications (Right of Way) Rules, 2024 have come into force through gazette notification dated 31.08.2024 and 18.09.2024 respectively.

    Spectrum Auction in 800 MHz, 900 MHz, 1800 MHz, 2100 MHz, 2500 MHz, 3300 MHz and 26 GHz bands was held in June 2024. A total of 141.4 MHz of spectrum in the 900 MHz, 1800 MHz, 2100 MHz and 2500 MHz bands were sold at a market determined price of Rs. 11340.78 crores.

    • On-boarding State/UT Police on Digital Intelligence Platform

    DoT has developed an online secure Digital Intelligence Platform (DIP) under Digital Intelligence Unit (DIU) Project for sharing information related to misuse of telecom resources among the stakeholders on near real time basis for prevention of cyber-crime and financial frauds. Different stakeholders are being onboarded on it including Ministry of Home Affairs(MHA), law enforcement agencies, RBI, banks, financial institutions (FIs), GSTN, UIDAI and social media platforms. 32 States/UTs police, Securities Exchange Board of India (SEBI), National Payment Corporation of India (NPCI) have on boarded this platform during Jul-Aug 2024.

    Till date 750 users of various stakeholders have on boarded on DIP. These stakeholders include field units of Department of Telecommunications (DoT), telecom service providers (TSPs), MHA, Indian Cybercrime coordination centre (I4C), National Intelligence Agency (NIA), 32 States/UTs police, 460 banks, FIs, fintechs, Financial Intelligence Unit (FIU), SEBI, GSTN, IRCTC and social media platforms

    The Department of Telecommunications, through these 100 days achievements, reaffirm to expanding and enhancing India’s telecom infrastructure, ensuring seamless connectivity, promoting digital inclusion, fostering innovation and preparing the country for a more digitally empowered future.

    Sadly, a 66-year-old man has died following a single-vehicle crash at Grove in the states South.
    Police and emergency services were called to the scene about 2.00pm this afternoon.
    Initial inquiries indicate the man, who was the sole occupant of the vehicle, has experienced a medical episode.
    Our thoughts are with the man’s family and loved ones.
    A report will be prepared for the coroner.

  • MIL-OSI Australia: Charges – Stolen motor vehicle and pursuit – Greater Darwin Region

    Northern Territory Police have arrested a 32-year-old male in relation to an aggravated robbery in Stuart Park earlier today.

    Around 12:00pm, police received reports that a man had allegedly threatened multiple people with an edged weapon at a business on the Stuart Highway.

    A short time later, the offender attended a business on Presley Street and allegedly threatened a staff member with an edged weapon before stealing a vehicle and fleeing the scene.

    The stolen vehicle was later reported to be driving erratically outbound on the Stuart Highway.

    General Duties and Road Policing Units located the vehicle stationary on Gunn Point Road before it drove directly at them at 150km per hour. Members were able to take evasive action to avoid a collision.

    Police then deployed additional units including Dog Operations Unit, TRG and a helicopter to form a coordinated response to locate the offender on the ground.

    The offender had abandoned the stolen vehicle and fled into nearby bushland.

    The 32-year-old was arrested in nearby bushland at Gunn Point by TRG with an edged weapon on his person and tested positive to methamphetamine. 

    He has been charged with the following:

    • 2 x Assault with intent to steal.

    • 3 x Aggravated Robbery
    • 1 x Theft
    • 2 x Recklessly endangering life
    • 1 x Driver with prohibited drug in body
    • 1 x Driver drive under influence of drugs
    • 1 x Drive manner dangerous.
    • 1 x Drive Motor vehicle unsafe to drive.
    • 1 x Cross double white lines.
    • 2 x Person cause bushfire.

    He is remanded to appear in Darwin Local Court Tuesday 24 September 2024.

    Detective Acting Senior Sergeant Trent Abbott said, “I would like to commend all the officers involved in the apprehension of this individual.

    “This man’s actions are reprehensible and could have caused serious damage or loss to life.

    “His arrest almost certainly prevented further offending.

    “We take a zero-tolerance approach to this type of behaviour, so if you conduct yourself in this way, you can expect to be prosecuted.

    “This man will be no exception.”

  • MIL-OSI New Zealand: Three charged following two year investigation into New Zealand’s largest cocaine shipment

    Three people have been arrested and charged following an investigation into the largest cocaine shipment to ever reach New Zealand shores.

    It has been two years since the drugs were identified and seized at Tauranga port, and thanks to a joint investigation involving Police and Customs three people, all from Tamaki Makaurau were arrested last week. 

    Two men, aged 27 and 35, and a woman aged 41 are due to reappear in the Tauranga District Court Thursday 3 October on charges including importing cocaine, possessing cocaine for supply and participating in an organised crime group.

    These arrests are the result of a joint operation between New Zealand Customs and Police, dubbed Operation Bask.

    Op Bask was launched following the discovery of 725 kilograms of cocaine imported by boat into the Port of Tauranga on Friday 25 February 2022.

    Detective Inspector Tom Gollan of the National Organised Crime Group (NOCG) says: “The vessel had travelled from Ecuador, via Panama, with a container of produce loaded with cocaine, in a method known as ‘piggybacking’.”

    “Piggybacking involves controlled drugs being loaded into a container of legitimate product in an effort to avoid law enforcement,” Detective Inspector Gollan says.

    However, in this case the cocaine was very quickly detected and seized by Customs, and an investigation was launched by Customs investigators and detectives from the National Organised Crime Group.

    Today, the cocaine has an estimated street value of $253.75 million.

    More than two years later it remains the largest cocaine shipment to ever arrive on New Zealand shores, and if not detected, would have caused a huge amount of harm to the community.

    A breakthrough in the investigation was made recently, resulting in the three arrests.

    They have also been charged with a further importation of 30kgs of cocaine that arrived into the Port of Tauranga on 31 December 2021, again from Balboa in Panama.

    Customs’ Acting Investigations Manager, Nigel Barnes, says global intelligence networks and well-developed targeting methods are key to identifying and stopping this type of smuggling attempt.

    “We Identified the South American shipment as a potential risk before it arrived in Tauranga and that turned out to be the case resulting in the record cocaine seizure that we made,” Mr Barnes says. 

    “This joint operation has also provided both Police and Customs with further intelligence and insights which are clearly still producing results.

    “These arrests demonstrate the persistence and determination of NOCG detectives and Customs staff in disrupting the drug supply line.”

    Detective Inspector Gollan say Police are committed to seeing less drugs on our streets and ultimately less money going to those who intimidate and cause violence within our communities.

    “Police will continue to target those who supply drugs into our vulnerable communities, however we cannot do it alone.

    A homicide investigation has been launched after a woman has died and two others have been critically injured in linked incidents in Rotorua.

    Emergency services were called about 5am this morning to a Western Heights address after a report of two people being seriously assaulted.

    They were transported to hospital in critical condition.

    A scene examination is underway, and enquiries are ongoing to determine exactly what has occurred.

    Separately, Police were called to an Utuhina address about 2.35pm to conduct a welfare check on a woman.

    Upon arriving at the property, Police located the woman deceased.

    A scene examination is also underway at that property.

    Police believe the incidents are linked, and one person is assisting us with our enquiries.

    We are currently not seeking anyone else in relation to this matter.

    Police would like to hear from anyone who has information about either incident that might assist with our enquiries.

    Union Minister for Environment, Forest and Climate Change Sh. Bhupender Yadav congratulated 128 Infantry Battalion and Ecological Task Force of Territorial Army (one of the 6 units of MoEF&CC) for registering a World Record of planting over 5 lakh saplings in one hour on 22.09.2024.

    Union Minister Sh. Yadav also congratulated multiple stakeholders including the Indian Army, Indian Air Force, Border Security Force, District Administration of Jaisalmer, Police and Border Wing Home Guards. Sankalp Taru NGO, and students from various educational institutions. The post on X by Sh. Yadav read as: –

    128 Infantry Battalion (Territorial Army) Ecological Task Force of Rajputana Rifles planted over 5,19,130 saplings on 22.09.2024 from 1100hrs to 1200hrs under “Special Plantation Drive” at Jaisalmer under the Prime Minister’s campaign “Ek Ped Maa ke Naam” and the TA’s outreach program “Bhagidari & Zimmedari,” aimed to enhance ecological restoration and promote environmental awareness among the local communities.

    The event witnessed active participation from multiple stakeholders, including the Indian Army, Indian Air Force, Border Security Force, District Administration of Jaisalmer, Police and Border Wing Home Guards. Sankalp Taru NGO, and students from various educational institutions. The plantation drive was held simultaneously at seven different locations across Jaisalmer, demonstrating a united effort towards community development and environmental conservation.

    Under the banner of “Protect Trees” and the motto “Those who protect the trees are protected,” the Territorial Army unit achieved several world records, provisionally recognized by the World Book of Records, London. These include the most saplings planted by a team in one hour, the most saplings planted by a team of women in one hour, and the largest number of people planting saplings simultaneously at a single venue.

    The Accreditation Agency i.e. World Book of Records were present in the field and verified the plantation done and certified the achievement.  Ecological Task Force also received the provisional award from the World Book of Records after the plantation.

    The KwaZulu-Natal provincial government has instructed relevant departments and emergency services to prioritise clearing affected routes and assisting stranded road users amid the adverse weather conditions in the province.

    Addressing the media on the provincial government’s interventions in response to the current severe weather conditions impacting the province, Acting Premier Thembeni Madlopha-Mthethwa, said the Provincial Executive Council (EXCO) has decided that immediate interventions must be focused on the routes most affected by the heavy snowfall.

    “This decision is aimed at ensuring the safety of motorists and facilitating the swift restoration of normal travel conditions in these areas,” Madlopha-Mthethwa said on Sunday.

    Madlopha-Mthethwa highlighted that the provincial government responded swiftly to the ongoing heavy snowfall affecting various parts of the province, and in coordination with all relevant stakeholders, emergency response measures have been activated to ensure the safety and well-being of citizens and motorists.

    As part of the provincial government’s response, officers from the Road Traffic Inspectorate (RTI) have been activated to assist motorists navigating treacherous roads.

    “The Road Traffic Inspectorate and Provincial Emergency Services have been deployed to assist motorists stranded on roads impacted by the snowfall. These teams are working tirelessly to ensure safe passage and provide assistance where necessary.

    “The Municipal Parks Department is on standby to remove tree debris from affected roads and areas. Furthermore, we are collaborating with non-governmental organisations such as the Red Cross and the Al Imdaad Foundation, who are providing food, water, and hot meals to stranded motorists.”

    Provincial agencies, including the South African Social Security Agency (SASSA) and the Department of Social Development, are actively profiling affected families and offering immediate relief.

    “Social workers have also been deployed to offer psycho-social support, social welfare services, and child protection services to those in need. Eskom and municipal electrical departments are on the ground, working to restore power where outages have occurred.

    “Additionally, SAPS [South African Police Service] and SANDF [South African National Defence Force] are on standby with helicopters to assist in delivering hot meals and evacuating individuals in severely impacted areas.
    “Line function departments such as Health, Education, Agriculture, EDTEA [Department of Economic Development, Tourism and Environmental Affairs], Transport, and Human Settlements have activated their contingency plans to ensure that the needs of affected communities are met swiftly and efficiently,” Madlopha-Mthethwa explained.

    The provincial government has also called on all citizens to exercise caution considering the heavy snowfall and rain currently affecting the province.

    Madlopha-Mthethwa urged residents to remain vigilant, follow safety guidelines, and avoid unnecessary travel to ensure their safety during these challenging weather conditions.

    “The provincial government remains committed to mitigating the impact of the storm and providing continuous support to affected communities. Further updates will be provided as the situation evolves,” Madlopha-Mthethwa said.

    Roads reopened

    Meanwhile, following the deployment of more graders, most routes affected by snow were reopened on Sunday evening.

    These include the N11 Ladysmith to Newcastle; N11 Amajuba Pass; R33 Vryheid to Dundee, water damping on the road at Cotswold; R34 Newcastle to Bloodriver/Vryheid; R33 Vryheid to Paulpietersburg; R34 Vryheid to Melmoth; R69 Vryheid to Pongola; and N2 Richards Bay to Piet Retief.

    The R34 Newcastle to Memel is closed.

    Motorists have been requested to cancel any unnecessary travel.

    A 30-year-old female Namibian drug mule was arrested at OR Tambo International Airport on Sunday. 

    The South African Police Services (SAPS), South African Revenue Service (SARS) customs and immigration officials received intelligence from SAPS regarding a drug mule that would land from Sau Paulo at about 07:25. 

    “The team immediately intercepted the drug mule as she was making her way through immigration. She was immediately arrested, taken to a local hospital where a medical x-ray confirmed and detected foreign objects in her stomach,” said the police in a statement.

    According to police the process to release the suspected drugs from her body is underway. 

    “She has already released more than 60 bullets of suspected cocaine thus far. She is currently under police guard and custody.

    “The value of the drugs cannot be determined at this stage as the process to release all suspected drugs from the suspect’s body may take some time,” said the statement.

    This is the tenth drug mule to be arrested at this airport in the past two months.

    National Commissioner of the Police, General Fannie Masemola, applauded the vigilance of the multidisciplinary team who are working tirelessly to clamp down on criminality at the airport.

    “Our men and women in blue are hard at work intercepting hardened criminals. South Africa is not a playground for criminals and transnational organised crime. We are squeezing the space for criminals and leaving nothing to chance,” said Masemola. – SAnews.gov.za

    Land Reform and Rural Development Minister, Mzwanele Nyhontso, has welcomed the latest developments in the case against a suspended official implicated in alleged financial irregularities within the Commission on Restitution of Land Rights (CRLR), regional Land Claims office in the Eastern Cape.

    Nyhontso approved the immediate suspension of the officials who worked at the regional Land Claims office in the Eastern Cape, who were implicated in alleged financial irregularities.

    Chief Land Claims Commissioner, Nomfundo Ntloko said the commission had been in full support of investigations by law enforcement agencies and remained committed to rooting out corruption related to the restitution of land rights process.

    Nyhontso said the CRLR, where the official was based, had been cooperating fully with law enforcement agencies, including the South African Police Service’s Directorate for Priority Crimes Investigation (Hawks), to ensure compliance with all necessary and relevant processes.

    The official together with her alleged accomplices have been arrested and are expected to appear in the East London Magistrates court on Monday.
