  • MIL-OSI USA: Lawler Leads Bipartisan Group Urging State Department to Enforce Military Assistance Prohibitions on Azerbaijan

    Washington, D.C. – 3/27/2025… Today, a bipartisan coalition of representatives, led by Reps. Mike Lawler (NY-17), Frank Pallone (NJ-06), Gus Bilirakis (FL-12), and Gabe Amo (RI-01), sent a letter to Secretary of State Marco Rubio pressing for the continued enforcement of Section 907 of the FREEDOM Support Act. Section 907 pauses U.S. military assistance to Azerbaijan until Baku stops its ongoing aggression against Armenia, occupation of Armenian territory, and human rights violations, including the detention and abuse of Armenian prisoners of war (POWs). While assistance remains paused at the moment, conditions in Azerbaijan and Armenia necessitate a continuation of this. 

    The letter highlights Azerbaijan’s 2023 military assault on Nagorno-Karabakh (Artsakh), which forcibly displaced 120,000 Armenians in an act that is widely recognized as ethnic cleansing. The letter also condemns Azerbaijan’s destruction of ancient Armenian Christian heritage and its deepening ties with Russia and Iran, which run counter to U.S. national security interests.

    “Amid the persistent threat of authoritarian expansionism throughout the region and across the world, it is imperative that the Trump Administration makes clear to governments that undermine U.S. interests that their actions will not be met with impunity – much less material financial support,” wrote the lawmakers. 

    The Armenian Assembly of America praised the effort, stating: “The Assembly welcomes this bipartisan initiative spearheaded by Congressman Lawler. As long as Azerbaijan continues unjustly to hold Christian Armenian hostages and evade accountability for its hostile acts against Armenians, including the violent ethnic cleansing of Armenians from Nagorno-Karabakh, it is imperative that Section 907 remain firmly in place,” said Mariam Khaloyan, Congressional Relations Director of the Armenian Assembly of America. 

    “The ANCA welcomes this bipartisan Congressional call on Secretary Rubio to enforce Section 907 – ending U.S. military aid to Azerbaijan,” stated Aram Hamparian, Executive Director of the Armenian National Committee of America. “In the wake of Azerbaijan’s genocidal ethnic cleansing of the indigenous Armenian Christians of Artsakh – amid its ongoing occupation of sovereign Armenian territory and illegal detention of Armenian hostages – we cannot ask U.S. taxpayers to subsidize this oil-rich, violent, and corrupt foreign dictatorship.  We thank Representatives Lawler, Pallone, Bilirakis, and Amo – and each of the Representatives who joined with them – for their moral clarity and strong pro-peace leadership.”

    The letter garnered 60 bipartisan signatures and specifically urges the Secretary to enforce Section 907 and refrain from using waiver authority to send aid to Azerbaijan while the government continues to engage in this malign behavior. This letter also serves as a follow-up to the leading members’ Armenian Protection Act of 2024, which aimed to prevent the Executive Branch from exercising this waiver authority.

    Congressman Lawler is one of the most bipartisan members of Congress and represents New York’s 17th Congressional District, which is just north of New York City and contains all or parts of Rockland, Putnam, Dutchess, and Westchester Counties. He was rated the most effective freshman lawmaker in the 118th Congress, 8th overall, surpassing dozens of committee chairs.

    African Export-Import Bank (Afreximbank) (www.Afreximbank.com) and Zep-Re (PTA Reinsurance Company) today launched the Trans-Africa Bond Alliance (TABA), a transformative initiative, designed to bridge the insurance capacity gap and empower African contractors to secure more construction and procurement projects while boosting cross-border trade and enhancing the movement of goods and investment across Africa.

    Africa has around 110 borders, with 16 land-locked countries relying on complex and costly trade processes. According to African Development Bank (https://apo-opa.co/42cf7vn), transport charges in some cases exceeding the value of goods being traded. With TABA, traders can transport goods from Cape Town to Cairo using a single transit bond, significantly reducing delays and cutting trade costs. This transformative solution enhances the efficiency of African supply chains while ensuring customs authorities receive guaranteed revenue in the event of procedural breaches.

    The establishment of TABA builds on decades of efforts to bolster intra-African trade through key financial and insurance institutions. By leveraging expertise from these institutions; Afreximbank, which is playing a critical role in trade finance and facilitation since its founding in 1993, and ZEP-RE, a leading reinsurance provider supporting trade insurance solutions across Africa, TABA aims to address the challenges businesses face in navigating Africa’s diverse regulatory environments.     WASHINGTON – U.S. Senator Brian Schatz (D-Hawai‘i), Ranking Member of the Senate Appropriations Subcommittee on State and Foreign Operations, and U.S. Representative Lois Frankel (D-Fla.), Ranking Member of the House Appropriations Subcommittee on National Security and Department of State, led a bicameral letter urging United States Agency for Global Media (USAGM) Acting CEO Victor Morales and Special Advisor Kari Lake to rescind the Trump administration’s illegal actions to dismantle the agency, terminate grants for several government-funded outlets worldwide, and place Voice of America and other federal staff on administrative leave. In addition to Schatz and Frankel, the letter was signed by Democratic members of the their respective committees including U.S. Senators Dick Durbin (D-Ill.), Jeanne Shaheen (D-N.H.), Chris Coons (D-Del.), Jeff Merkley (D-Ore.), and Chris Murphy (D-Conn.), as well as U.S. Representatives Grace Meng (D-N.Y.), Norma Torres (D-Calif.), and Mike Quigley (D-Ill.).

    The lawmakers continued, “These actions are not just illegal and wasteful, they run counter to our interests. America’s authoritarian adversaries are investing billions in state-backed media, targeting the same countries USAGM entities reach. With an audience of 427 million people speaking more than 60 languages, USAGM networks are a trusted and reliable source of information in the face of state censorship, including in the People’s Republic of China, Iran, Russia, North Korea, Cuba, and Afghanistan, and across Eastern Europe, Africa, and Southeast Asia. The technology developed by the Open Technology Fund and used across grantees will leave users who are dependent on their tools to circumvent censorship stranded. Once America loses the trust of these audiences, it will be difficult to get it back.”

    “We respectfully request that you rescind the actions you have taken to date and refrain from any further downsizing or terminations, and that you ensure you are in compliance with your legal requirements, including to consult and notify Congress of any proposed changes and to meet congressional spending directives,” the lawmakers concluded.

This mission directly supports U.S. national security and foreign policy interests.

    Given its importance, we write to express our concerns with the decisions you have made in response to the March 14, 2025 Executive Order titled “Executive Order on Continuing the Reduction of the Federal Bureaucracy.”

    Congress reaffirmed its commitment to your agency, its mission, and its personnel by funding the United States Agency for Global Media (USAGM) at $866.9 million in the Full-Year Continuing Appropriations and Extension Act, 2025, and expects that each of the entities will continue their unique mission of broadcasting content to audiences around the world. Your decisions to terminate the grants to Radio Free Europe/Radio Liberty, Radio Free Asia (RFA) (in addition to withholding funds for the BenarNews service), Middle East Broadcasting Networks, and Open Technology Fund; place on administrative leave Voice of America (VOA), Office of Cuba Broadcasting, Technology, Services, and Innovation, and other federal staff; cancel hundreds of contracts; and pull transmissions from the air violate several provisions in the appropriations bill. This includes sections 7015 and 7063, and the provisions under the United States Agency for Global Media heading, of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2024, as carried forward by the Full-Year Continuing Appropriations and Extension Act, 2025.

    Additionally, the actions you have taken to significantly downsize the agency, including termination of the new building lease and closeout costs, will cost the U.S. taxpayer hundreds of millions of dollars.

    These actions are not just illegal and wasteful, they run counter to our interests. America’s authoritarian adversaries are investing billions in state-backed media, targeting the same countries USAGM entities reach.     In 2020, when then-USAGM CEO Michael Pack instituted mass firings, then-Senator Rubio led a bipartisan effort to have such actions reversed. In the letter, Senator Rubio and colleagues stated:

    “We are at a critical moment in history where malign actors including Russia, China, and Iran, are using advanced tools and technology to undermine global democratic norms, spreading disinformation, and severely restricting their own free press to hamper access to independent news for their citizens. As these and other authoritarian regimes further crack down domestically, their citizens turn to outside media as their only trustworthy source of unbiased, accurate news.”

    This is no less true today.

    We are equally troubled that these actions put staff across all of those entities, who have faithfully served the interests of the U.S. government, at risk if they are forced to return to authoritarian countries where they may be subject to harassment, persecution, or arbitrary arrest. The agency appears to have no plan in place to address these risks. Already, 1,300 VOA staff and 75 percent of RFA U.S.-based staff have been put on leave.

    We respectfully request that you rescind the actions you have taken to date and refrain from any further downsizing or terminations, and that you ensure you are in compliance with your legal requirements, including to consult and notify Congress of any proposed changes and to meet congressional spending directives. We request that you respond to this letter no later than April 4, 2025 confirming your intent to do so.

  • MIL-OSI Global: America’s clean air rules boost health and economy − charts show what EPA’s deregulation plans ignore

    The Trump administration is “reconsidering” more than 30 air pollution regulations, and it offered industries a brief window to apply for exemptions that would allow them to stop following many air quality regulations immediately if approved. All of the exemptions involve rules finalized in 2024 and include regulations for hazardous air pollutants that cause asthma, heart disease and cancer.

    The results – if regulations are ultimately rolled back and if those rollbacks and any exemptions stand up to court challenges – could impact air quality across the United States.

    “Reconsideration” is a term used to review or modify a government regulation. While Environmental Protection Agency Administrator Lee Zeldin provided few details, the breadth of the regulations being reconsidered affects all Americans. They include rules that set limits for pollutants that can harm human health, such as ozone, particulate matter and volatile organic carbon.

    Zeldin wrote on March 12, 2025, that his deregulation moves would “roll back trillions in regulatory costs and hidden “taxes” on U.S. families.“

    What Zeldin didn’t say is that the economic and health benefits from decades of federal clean air regulations have far outweighed their costs. Some estimates suggest every $1 spent meeting clean air rules has returned $10 in health and economic benefits.

    How far America has come, because of regulations

    In the early 1970s, thick smog blanketed American cities and acid rain stripped forests bare from the Northeast to the Midwest.

    Air pollution wasn’t just a nuisance – it was a public health emergency. But in the decades since, the United States has engineered one of the most successful environmental turnarounds in history.

    Thanks to stronger air quality regulations, pollution levels have plummeted, preventing hundreds of thousands of deaths annually. And despite early predictions that these regulations would cripple the economy, the opposite has proven true: The U.S. economy more than doubled in size while pollution fell, showing that clean air and economic growth can – and do – go hand in hand.

    The numbers are eye-popping.

    An Environmental Protection Agency analysis of the first 20 years of the Clean Air Act, from 1970 to 1990, found the economic benefits of the regulations were about 42 times greater than the costs.

    The EPA later estimated that the cost of air quality regulations in the U.S. would be about US$65 billion in 2020, and the benefits, primarily in improved health and increased worker productivity, would be around $2 trillion. Other studies have found similar benefits.

    That’s a return of more than 30 to 1, making clean air one of the best investments the country has ever made.

    Science-based regulations even the playing field

    The turning point came with the passage of the Clean Air Act of 1970, which put in place strict rules on pollutants from industry, vehicles and power plants.

    These rules targeted key culprits: lead, ozone, sulfur dioxide, nitrogen oxides and particulate matter – substances that contribute to asthma, heart disease and premature deaths. An example was the removal of lead, which can harm the brain and other organs, from gasoline. That single change resulted in far lower levels of lead in people’s blood, including a 70% drop in U.S. children’s blood-lead levels.

    Air Quality regulations lowered the amount of lead being used in gasoline, which also resulted in rapidly declining lead concentrations in the average American between 1976-1980. This shows us how effective regulations can be at reducing public health risks to people.

    The results have been extraordinary. Since 1980, emissions of six major air pollutants have dropped by 78%, even as the U.S. economy has more than doubled in size. Cities that were once notorious for their thick, choking smog – such as Los Angeles, Houston and Pittsburgh – now see far cleaner air, while lakes and forests devastated by acid rain in the Northeast have rebounded.

    And most importantly, lives have been saved. The Clean Air Act requires the EPA to periodically estimate the costs and benefits of air quality regulations. In the most recent estimate, released in 2011, the EPA projected that air quality improvements would prevent over 230,000 premature deaths in 2020. That means fewer heart attacks, fewer emergency room visits for asthma, and more years of healthy life for millions of Americans.

    The economic payoff

    Critics of air quality regulations have long argued that the regulations are too expensive for businesses and consumers. But the data tells a very different story.

    EPA studies have confirmed that clean air regulations improve air quality over time. Other studies have shown that the health benefits greatly outweigh the costs. That pays off for the economy. Fewer illnesses mean lower health care costs, and healthier workers mean higher productivity and fewer missed workdays.

    The EPA estimated that for every $1 spent on meeting air quality regulations, the United States received $9 in benefits. A separate study by the non-partisan National Bureau of Economic Research in 2024 estimated that each $1 spent on air pollution regulation brought the U.S. economy at least $10 in benefits. And when considering the long-term impact on human health and climate stability, the return is even greater.

    The next chapter in clean air

    The air Americans breathe today is cleaner, much healthier and safer than it was just a few decades ago.

    Yet, despite this remarkable progress, air pollution remains a challenge in some parts of the country. Some urban neighborhoods remain stubbornly polluted because of vehicle emissions and industrial pollution. While urban pollution has declined, wildfire smoke has become a larger influence on poor air quality across the nation.

    That means the EPA still has work to do.

    If the agency works with environmental scientists, public health experts and industry, and fosters honest scientific consensus, it can continue to protect public health while supporting economic growth. At the same time, it can ensure that future generations enjoy the same clean air and prosperity that regulations have made possible.

    By instead considering retracting clean air rules, the EPA is calling into question the expertise of countless scientists who have provided their objective advice over decades to set standards designed to protect human lives. In many cases, industries won’t want to go back to past polluting ways, but lifting clean air rules means future investment might not be as protective. And it increases future regulatory uncertainty for industries.

    The past offers a clear lesson: Investing in clean air is not just good for public health – it’s good for the economy. With a track record of saving lives and delivering trillion-dollar benefits, air quality regulations remain one of the greatest policy success stories in American history.

    WASHINGTON – This week, Congressman Darrell Issa (CA-48), Congressman Richard Hudson (NC), and Senator Jim Risch (ID), introduced the Freedom from Unfair Gun Taxes Act. This bill would prohibit states from implementing excise taxes on firearms and ammunition to fund gun control programs.

    “For too many years, extreme state policies — including from my home state — have targeted our fundamental Second Amendment rights and the American citizens who exercise them,” said Issa. “The latest attack is California’s imposition of a ‘sin tax’ on firearms and ammunition. This outrageous and unfair burden on law-abiding citizens is why Sen. Risch, Rep. Hudson, and I are working to stop this and other attempts to penalize our people and put the price of self-defense out of reach of any American.”

    “Far-left politicians will stop at nothing to undermine the Second Amendment,” said Hudson. “Their latest scheme is an unconstitutional tax that seeks to price you out of your right to keep and bear arms, and this legislation will put a stop to it.”

    “Blue states that implement an excessive excise tax to fund gun control initiatives are exploiting the Second Amendment,” said Risch. “The Freedom from Unfair Gun Taxes Act ensures states do not place a significant financial burden on law-abiding gun owners to advance their anti-Second Amendment agenda.”

    In 2024, California implemented a new 11% excise tax on firearms and ammunition to discourage the purchase of firearms and fund gun control programs. Colorado is set to implement a 6.5% excise tax in April 2025. Maryland, Vermont, New York, Massachusetts, Washington, and New Mexico have proposed similar taxes. 

    Issa, Hudson and Risch are joined by Congressman Doug LaMalfa (CA), U.S. Senators Mike Crapo (R-Idaho), Marsha Blackburn (R-Tenn.), Bill Cassidy (R-La.), Kevin Cramer (R-N.D.), Steve Daines (R-Mont.), Deb Fischer (R-Neb.), Lindsey Graham (R-S.C.), John Hoeven (R-Mont.), Cindy Hyde-Smith (R-Miss.), Jim Justice (R-W.Va.), James Lankford (R-Okla.), and Pete Ricketts (R-Neb.) in introducing the legislation.

    The Freedom from Unfair Gun Taxes Act has received support from the Congressional Sportsmen’s Foundation, National Shooting Sports Foundation (NSSF), and National Rifle Association (NRA).

    “There is a growing effort among states to levy excise taxes to discourage firearm ownership. California and Colorado have already implemented a gun tax to fund their gun control efforts and dismantle the Second Amendment,” said John Commerford, Executive Director of the NRA Institute for Legislative Action. “Senator Risch’s bill would prevent these blatant and egregious attacks on the rights of Americans, and the National Rifle Association is proud to support this legislation.”

I believed then – and now – that even as NATO fulfilled its founding purpose, the trans-Atlantic alliance would remain the essential cornerstone of the West’s defense.

    “In pursuit of a freer and more stable world, it’s been a privilege to work over the years with so many of you here tonight. But it is also an obligation. So I hope you’ll forgive me for saying things that those in this room already understand…Reiterating principles you already believe in…Acknowledging a reality you already know to be true…But which we cannot fail to impress upon others.

    “Peace is a noble goal. And few deserve it more than the people of Ukraine, who feel the absence of peace most viscerally…When they stand in the rubble of their homes, their schools, and their churches…And when they say goodbye to children or parents bound for the front, some never to return.

    “If there’s anyone who I’ll take at their word when they say they want peace, it’s the people who had peace stolen from them…The nation whose unique identity has led Kremlin totalitarians – time and time again – to starve, subjugate, and try to destroy it.

    “If the past three years of suffering have served any purpose, it has been to remind the West of a truth that Ukraine has known for generations. Peace is a noble goal. But as our friends on the front lines understand in their bones, the price of peace matters. It matters today like it mattered in 1938, when the West took an aggressor at his word and trusted that his aims were modest, that he acted in good faith, and that appeasement would yield ‘peace for our time’.

    “Will the price of peace yet again be fawning Western weakness? Will we entertain Putin’s claim on Russian speakers beyond his borders like the West acquiesced to Hitler’s claim on German speakers?

    “The past three years have shown again how easily aggressors can twist history to suit their whims and provide fig leaves for their apologists, fifth columns, and useful idiots in the West.

    “We’ve seen a neo-Soviet imperialist spin medieval fictions to erase Ukraine’s history while his troops work to erase its modern sovereignty. But real history still offers real lessons. And if we fail to heed them, we only have ourselves to blame.

    “In 1985, when I was very new to the Senate, Margaret Thatcher came to Washington and addressed a joint session of Congress. Her message was clear: ‘Wars are not caused by the build up of weapons. They are caused when an aggressor believes he can achieve his objectives at an acceptable price. The war of 1939 was not caused by an arms race. It sprang from a tyrant’s belief that other countries lacked the means and the will to resist him.’ We know the Iron Lady was right. And we saw her words ring true three years ago.

    “America was in retreat from Afghanistan. Despite Putin’s invasions of Georgia in 2008 and Ukraine in 2014, Europe was still in denial about the urgent requirements of collective security. And a tyrant concluded – rightly – that our deterrence was neither capable nor credible. Of course, what he failed to account for was the unshakeable resolve of Ukraine. For three years now, we’ve watched the Ukrainian military adapt and innovate faster than America and Western allies could hope to, ourselves. Under constant siege, they’ve managed – for one thing – to become world leaders in tactical drones.

    “Ukrainians have seen the future of war…and they’re mastering it. Turning our backs on such capable partners isn’t just immoral. It’s self-defeating. Today – finally – European allies are making strides toward more capable forces of their own. But after three years, America is no more credible in the commitments we make to stand with our allies or defend our own clear interests. And our own capabilities are in decline. The continuing resolution Congress passed earlier this month was only the latest missed opportunity to get serious about restoring American hard power.

    “This war is a reminder that what happens in one region has implications in another… That weakness in the face of one adversary would invite aggression from another even closer to home…That our credibility was not divisible. Allies half a world away in Asia have told us the same – that Ukraine’s defense against Russian aggression matters to those who live in China’s shadow. America can’t afford to ignore these lessons. But that’s exactly what some of the President’s advisors are urging him to do.

    “When the President’s envoys trumpet the magnanimity of a thuggish autocrat, they do so under the watchful eyes of his friends in Beijing, Tehran, and Pyongyang. When his representatives in negotiations masquerade as neutral arbiters, or legitimize sham elections, or treat aggressor and victim as morally equivalent, they do so in full view of longtime partners across the globe – some who know the taste of aggression, and some who have good reason to fear its imminent arrival.

    “When American officials court the favor of an adversary at the expense of allies…When they mock our friends to impress an enemy…They reveal their embarrassing naivete.

    “Unless we change course, the outcome we’re headed for today is the one we can least afford: a headline that reads ‘Russia wins, America loses’…An illusory peace that shreds America’s credibility, leaves Ukraine under threat, weakens our alliances, and emboldens our enemies.

    “Back in 1940, FDR warned that ‘no man can tame a tiger into a kitten by stroking it’. But of course, by then, stroking and appeasement had already invited world war. And America was already on its way to spending more than a third of its GDP on fighting and winning it.

    “War is a heck of a lot more expensive than deterrence. After military spending hit 37% of GDP during World War II, it reached 13.8% during Korea, 9.1% during Vietnam, and 6% during the Reagan buildup that sealed the Cold War. The principle behind that build-up has returned as the most popular phrase in Washington today: peace through strength. But too many of those who use it – particularly among the President’s advisors – don’t seem ready to summon the resources and national will it requires. They ought to go back to the wisdom of President Reagan’s friend, Mrs. Thatcher. The rest of her advice to Congress goes like this: ‘Our task is to see that potential aggressors, from whatever quarter, understand plainly that the capacity and the resolve of the West would deny them victory in war and that the price they would pay would be intolerable.’

    “We have a lot of work to do on this front. The ‘resolve of the West’ will require that we actually stand with the West. Instead of mocking European allies and partners, it’ll mean building a stronger trans-Atlantic alliance…And continuing the work championed by another of tonight’s worthy honorees, Jens Stoltenberg.

    “Threatening ‘intolerable costs’ will require credibility. The best way to lose credibility – with allies in Europe and with friends further afield – is to abandon Ukraine as beyond the scope of our interests.

    “Just this week, the director of the CIA told my Senate colleagues that Ukraine and its people have been underestimated, and that they would ‘fight with their bare hands if they have to, if they don’t have terms that are acceptable to an enduring peace.’

    “Imagine, then, what would be possible at the negotiating table if we had given Ukraine the tools it needed on the battlefield when they needed them most. Imagine Ukraine’s leverage today if the West had armed it to the teeth from the get-go. And consider what’s still possible if America chooses today to stand behind our friends…If we committed to helping Ukraine secure a just and enduring peace.

    “I’ll close with an observation the great historian, Bernard Lewis, attributed to a Turkish general. It goes like this: ‘The Americans are dangerous allies. You never know when they are going to turn around and stab themselves in the back.’

    “To cut off Ukraine is to stab ourselves in the back. So is the denigration of allies who have fought and died alongside us. The Americans should be dangerous allies. The kind so dangerous that enemies of democracy, sovereignty, and free commerce wouldn’t dare to doubt our commitments or our resolve.

    “We’ve got a long road ahead. But I’m proud to share it with all of you. Thank you very much.”

    nited Nations Secretary-General António Guterres announced today the appointment of James Swan of the United States as his Special Representative for Somalia and Head of the United Nations Transitional Assistance Mission in Somalia (UNTMIS). The Secretary-General expresses his gratitude to Mr. Swan for acting as Special Representative for Somalia and Head of the United Nations Assistance Mission in Somalia (UNSOM)/UNTMIS since May 2024, and is pleased that Mr. Swan accepted to continue to lead the United Nations in Somalia during this critical period.

    Mr. Swan is an experienced diplomat with a long career in African countries facing complex political transitions.  Prior to serving as acting Special Representative for Somalia and Head of UNSOM/UNTMIS as well as Special Representative for Somalia and Head of UNSOM (2019-2022), he worked in the United States Government as Ambassador to the Democratic Republic of the Congo (2013-2016), Special Representative for Somalia (2011-2013) and Ambassador to Djibouti (2008-2011).

    In his earlier career, Mr. Swan was Deputy Assistant Secretary of State for African Affairs (2006-2008) and Director of African Analysis in the US State Department’s Bureau of Intelligence and Research (2005-2006).  Before assuming these positions, Mr. Swan held various assignments in the Democratic Republic of the Congo, the Republic of the Congo, Somalia, Cameroon, Nicaragua and Haiti.

    Mr. Swan holds a B.Sc. degree from Georgetown University’s School of Foreign Service, an M.A. from Johns Hopkins University’s School of Advanced International Studies, and a Master’s degree in Security Studies from the National War College, all in the United States.  He is fluent in English and French.

    Innovative Saskatchewan-Based Solutions to Recruit, Train, Incentivize, Retain and Enhance Competitiveness

    The 2025-26 Budget invests $156.1 million in the Health Human Resources (HHR) Action Plan to deliver on government commitments to strengthen Saskatchewan’s health care system.

    Since the launch of the HHR Action Plan in September 2022, more than $460 million has now been invested in initiatives guided by the plan’s four pillars to accelerate the hiring and growth of health care professionals in Saskatchewan. 

    The HHR Action Plan is the result of ongoing support, collaboration, and partnerships between multiple ministries, health employers, health partner agencies, post-secondary institutions, and professional regulators.

    Recruit

    The Ministry of Health will receive $88.6 million in 2025-26 as part of the $156.1 million overall government investment to continue building on the success of HHR Action Plan initiatives. 

    This includes previously committed funding of $10.7 million to support ongoing work on established recruitment initiatives such as the Saskatchewan International Physician Practice Assessment (SIPPA) program, and recruitment of internationally educated health care workers. These funds will also advance hiring of physician assistants and clinical assistants, and support the Saskatchewan Healthcare Recruitment Agency.

     “Continued investment into our ambitious HHR Action Plan ensures Saskatchewan remains an attractive place for health care professionals to live, work and build a career,” Health Minister Jeremy Cockrill said. “I am pleased to see steady progress being made on multiple initiatives to recruit, train, incentivize and retain more health professionals, strengthen health care teams and deliver improved patient care to residents in communities across the province.”

    Since September 2022, Saskatchewan has seen impressive recruitment results, with 488 physicians establishing practice in the province, which includes 38 from outside the country. These efforts resulted in 243 family physicians and 245 specialists establishing their practices in the province.

    Nearly 1,880 nursing graduates from in-and out-of-province were hired between April 2023 and December 2024, and more than 400 internationally educated healthcare professionals from the Philippines are working in communities across the province.

    Train

    Training plays a pivotal role in shaping a dynamic health care workforce and is integral to realizing the goals of the HHR Action Plan. Since December 2022, Saskatchewan has invested approximately $170 million to support over 900 new health care training seats in 33 programs. 

     “A rewarding health care career begins with high-quality education and training,” Advanced Education Minister Ken Cheveldayoff said. “This significant investment in training supports our post-secondary institutions in helping build a capable, compassionate workforce that is ready to meet the needs of Saskatchewan citizens.”

    In 2025-26, the Government of Saskatchewan is delivering $81.3 million in operating, programming and capital funding to support health care training in areas of critical need to the province. 

    Approximately $35.3 million will support the continued expansion of health care training seats and add 60 new seats for registered nursing, nurse practitioner, registered psychiatric nursing and medical radiologic technology programs.

    Over $17 million will continue the development of four new training programs that will accept students in fall 2025 (physician assistant) and fall 2026 (speech-language pathology, occupational therapy, respiratory therapy). 

    An investment of $17.1 million will enable the University of Saskatchewan’s College of Medicine to expand family medicine and specialty residency seats, add more full-time academic physician positions, expand family medicine enhanced skills programs to regional sites and support operations. Medical residency seats have been increased to 150 seats. The province continues to fund eight undergraduate medical education seats that were part of previous expansions over the last two years, for a total of 108 undergraduate seats each year. 

    This year’s budget also delivers $1.5 million for clinical placement coordination and clinical oversight to support health training seat expansion in the post-secondary sector. 

    Incentives

    A range of attractive incentive programs, such as the Rural and Remote Recruitment Incentive has directly benefited over 50 communities across the province with more than 400 hard-to-recruit positions successfully filled. 

    The 2025-26 Health budget provides a total of $13 million for incentive programs, including the Rural and Remote Recruitment Incentive, Rural Physician Incentive Program and incentives for specialists. This includes new funding of $1 million to support recruitment of specialist physicians in high demand for recruitment areas experiencing shortages, such as anesthesia, psychiatry, breast and interventional radiology, emergency medicine and targeted pediatric subspecialists. 

    “The incentive program has demonstrated real progress in attracting new in-demand health care workers to our warm and welcoming communities,” Rural and Remote Health Minister Lori Carr said. “Ongoing investments in this area will continue attracting specialists, physicians, registered nurses and other highly sought health care workers to provide high-quality health care services and improve patient access across the province.”

    Since the launch of the HHR Action Plan, the province has also disbursed over $2.5 million in bursaries, such as over 600 Final Clinical Placement Bursaries, nearly 150 paramedic bursaries and other scholarships and available grants to encourage students to pursue a health care career. For 2025-26, there will be additional Final Clinical Placement bursaries available, for a total of 300 bursaries. In addition, many graduates are eligible for the Graduate Retention Tax Credits and student loan forgiveness programs.

    Retain

    Retention of health care staff has been a key area of focus, with the goal of promoting the rewarding benefits of a career in health care. 

    The 2025-26 Health budget provides a total investment of $44.7 million for retention initiatives. This includes $33.8 million to continue supporting 250 new and enhanced permanent full-time positions in high-priority occupations to stabilize staffing in rural and northern areas. New funding of $4.9 million will support 65 new and enhanced permanent full-time registered nurse positions to stabilize nursing in 30 rural and northern locations.

    As measles cases continue to rise across the country, the North Carolina Department of Health and Human Services is taking proactive steps to ensure the state remains prepared for any potential cases or outbreaks. While there have been no reported cases of measles in North Carolina so far in 2025, public health officials are urging residents, health care providers and child care centers to take the necessary precautions to protect themselves, their communities and those at highest risk, especially unvaccinated children.

    “Although we currently have no cases of measles in North Carolina, the increase in cases across the nation and the world means we must be vigilant,” said Dr. Zack Moore, NCDHHS State Epidemiologist. “Vaccination is the best way to protect against measles. We encourage all North Carolinians to ensure they are up to date on their MMR vaccinations, and we are working with local health departments to ensure our state is prepared for any potential outbreaks.”  

    In the United States, measles cases surged from 59 cases in 2023 to 285 cases in 2024. As of March 27, 2025, a total of 483 confirmed measles cases were reported by 20 jurisdictions. Measles is a highly contagious viral disease that can lead to serious health complications, especially in babies and young children. The virus spreads through the air when an infected person talks, coughs or sneezes. The virus can also be spread by contact with contaminated surfaces or objects and can remain airborne for up to two hours after an infected person leaves an area. The virus can spread before and after the presence of symptoms, putting unvaccinated individuals at high risk.

    The more infectious a virus is, the higher the percent of the population that needs to be vaccinated to prevent an outbreak. For measles, a population vaccination rate of at least 95% is needed to protect the community from an outbreak. The state’s measles, mumps and rubella (MMR) vaccination rate for kindergartners was 93.8% for the 2023-2024 school year, just below the 95% threshold, but vaccination rates are even lower in some counties and schools.     Key Preparedness Measures for North Carolina:

    • Vaccination: NCDHHS strongly urges all residents to ensure they are up to date on the MMR (measles, mumps, rubella) vaccine. Children should receive the first dose of the vaccine at 12-15 months and the second dose at 4-6 years of age. Adults who have not been vaccinated or are unsure of their status should consult their health care provider. Please see the CDC’s measles FAQ and vaccinations page for more information.
    • Public Awareness: The state and local health departments are  working closely with health care providers, schools and child care centers across the state to ensure that they are aware of the risks and prepared for potential cases of measles.
    • Guidance for Child Care Centers and Schools: NCDHHS encourages schools, childcare centers and community organizations to review vaccination records and ensure that all children and staff members are up to date with their vaccinations.     • Preparedness and Monitoring: The state’s public health officials are closely monitoring trends in other states and globally. NCDHHS has issued guidance for health care providers to be on the lookout for measles symptoms and to immediately report suspected cases.

    What Residents Can Do:

    • Ensure children and adults are vaccinated or have evidence of immunity to measles. For more information, visit the CDC Measles Vaccine Considerations page.
    • Be aware of measles symptoms, including fever; cough; runny nose; red, watery eyes; and a red rash that usually begins on the face and spreads to the rest of the body.
    • If you suspect you or your child may have been exposed to measles, call your health care provider immediately. Do not visit the doctor’s office or emergency room without notifying them in advance to prevent exposure to others.
    • If you are planning to travel internationally or to an area with a known outbreak domestically, tell your health care provider about your travel plans.

    Legislation to go after tax fraud, protect California communities 

    OAKLAND — California Attorney General Rob Bonta and Senator Ben Allen (D-Santa Monica) today unveiled Senate Bill 799 (SB 799), legislation that would update California’s False Claims Act (CFCA) to give enforcement authorities the ability to fight tax fraud that harms California communities. Fraud and false claims against the government rob our communities of funding necessary to support essential public services, such as improving our schools, providing healthcare, increasing public safety, and fixing our roads. SB 799 seeks to aid the discovery and civil prosecution of hard-to-find cases of tax fraud by incentivizing whistleblowers to come forward and report egregious cases of fraud. The legislation also adds to the Attorney General’s and local prosecutors’ authority to hold those who commit tax fraud accountable. 

    “Hardworking taxpayers pay into their state and local funds to protect critical public and social infrastructure like schools, healthcare, and our streets and roads. When powerful companies use their power to cheat our government, these taxpayers are also cheated,” said Attorney General Rob Bonta. “SB 799 would give my office, and local enforcement partners the ability to go after bad actors committing egregious cases of tax fraud and would provide added protections for the brave people who come forward and report these cases.”

    “Bad actors who knowingly commit high-profile tax fraud have been robbing Californians of important services and updated infrastructure projects that benefit the public at large,” said Senator Ben Allen (D-Santa Monica), Author of SB 799. “SB 799 provides an important tool to better enforce against fraud and potentially recover hundreds of millions of dollars owed to our local governments.”

    CFCA has been an effective tool at revealing, deterring, and punishing those who defraud the government of public funds. CFCA makes it unlawful to intentionally make false claims against the government, encourages whistleblowers to report fraud by providing a right to share in any recovery of money, and imposes triple the amount of damages and penalties on violators. While a helpful tool, currently, the CFCA does not apply to tax fraud.

    SB 799 would strengthen tax enforcement in California, help uncover new cases of tax fraud and return more funding to defrauded communities by: 

    • Granting the Attorney General and local prosecutors the authority to pursue tax fraud cases under the CFCA; and
    • Providing whistleblowers with new protections from civil liability for disclosing internal company documents in breach of contractual obligations of confidentiality or taking other actions to provide evidence of false claims.

  • MIL-OSI United Nations: ‘Perfect storm’ in South Sudan demands urgent action, says Guterres

    Secretary-General António Guterres warned on Friday of a rapidly deteriorating crisis in South Sudan, calling for urgent dialogue, the immediate release of detained officials and renewed commitment to the 2018 peace agreement. 

    “All the dark clouds of a perfect storm have descended upon the people of the world’s newest country – and one of the poorest,” Mr. Guterres told reporters at UN Headquarters in New York.

    After finally gaining independence from neighbouring Sudan in July 2011, civil war broke out in South Sudan in December 2013 between troops loyal to President Salva Kiir and opposition forces led by his rival Riek Machar, resulting in hundreds of thousands of deaths.  

    In 2018, a peace agreement ended the fighting and established a unity government.

    However, the arrest of First Vice President and main opposition leader Mr. Machar on Wednesday – alongside mounting military clashes and reported attacks on civilian populations – signals a severe unravelling of the peace process and a direct threat to millions, the UN Commission on Human Rights in South Sudan explained on Thursday.

    Combined with growing regional spillover from the conflict in neighbouring Sudan, Mr. Guterres painted a dire picture of a country on the edge.  

    “Let’s not mince words,” he said. “What we are seeing is darkly reminiscent of the 2013 and 2016 civil wars, which killed 400,000 people.”

    Multiple crises at once

    South Sudan is now facing what the Secretary-General described as a security emergency, political upheaval, humanitarian catastrophe, displacement crisis, economic collapse and a severe funding shortfall – all at once.

    Half the population is severely food insecure, he warned, while three out of four people require humanitarian assistance.  

    Meanwhile, over one million people have fled across the border from Sudan since fighting broke out there last year between rival militaries – and cholera has been reported, compounding the crisis.

    “South Sudan may have fallen off the world’s radar,” Mr. Guterres said, “but we cannot let the situation fall over the abyss.”

    Call for de-escalation and support

    Mr. Guterres urged South Sudanese leaders to “put down the weapons” and “put all the people of South Sudan first.”  

    He called for the restoration of the Government of National Unity and the full implementation of the peace agreement, which remains the only legal path to free and fair elections in December 2026.

    He also appealed to the regional and international community to speak with one voice in support of peace. 

    “We fully support the initiative to deploy the [African Union] Panel of the Wise,” he said, adding that he had spoken with the Chairperson of the AU Commission earlier in the day.  

    The Secretary-General described his long-standing connection to the people of South Sudan, recalling his first mission as High Commissioner for Refugees and his time spent with returnees.  

    “They had such enormous hopes and aspirations. But unfortunately, not the leadership they deserve.”

  • MIL-OSI Global: Being hated worked for Just Stop Oil

    The climate activist group Just Stop Oil (JSO) has announced the end of its campaign of direct action. Many will read the group’s legacy through the lens of public hostility: the frustration caused, the angry headlines, the outrage at its tactics. Not only have JSO activists been spat at, physically assaulted and run over by angry car drivers, but 15 members are also currently serving jail sentences following arrests and charges.

    But the intense backlash directed at JSO is not evidence that its campaign faltered. It is a sign that these activists succeeded in emotionally charging the public debate about climate change. They gave the public something to argue about, react to, even mock — and in doing so, made the climate crisis impossible to ignore.

    The alternative, an apathetic consensus, would entail passively accepting the dominant approach to address the climate crisis. That means market-based solutions, a faith in technological innovation, and incremental policy reforms within existing political and economic systems. These have arguably to date failed, as global temperatures continue to skyrocket.

    Through my own research on climate activism, I have studied how environmental protest influences policy, corporate behaviour and financial markets. Activists can stimulate change, but not through rational arguments alone.

    Change happens by making an emotional splash. It creates antagonism, dissent and tension, which are all needed to enliven public debate. Emotions including anger, fear and guilt play a key role in the ability of activists to create moral urgency and force issues into the spotlight.

    JSO harnessed this emotional logic not only from supporters, but from critics. Those who dragged protesters off roads, raged in comment sections and professed their hate towards the group were reacting because the group had emotionally triggered them. Like a person who gets under your skin, JSO became very hard to ignore.

    As business scholars Thomas Davenport and John Beck argue in their book The Attention Economy, in a saturated information landscape, being memorable — even disruptively — is a strategic advantage. In this sense, JSO “hacked” this logic by demanding emotional and cognitive attention, whether through support or outrage.

    Disruptive protests may be unpopular, but they are effective at attracting media attention and public awareness. As many studies suggest, the more illogical or disruptive a protest, the more media coverage it receives — despite coverage not necessarily translating into more donations and support.

    Of course, disruption risks alienating some people — but that can actually strengthen a movement’s overall influence. The “radical flank effect” shows that when radical activists push boundaries, they often make moderate voices in the same movement appear more reasonable. Recent research on JSO found that even when the group provoked public anger, support for moderate organisations such as Friends of the Earth increased.

    This dynamic reflects what sociologist Thomas Roulet calls The Power of Being Divisive. Being controversial can actually benefit a cause by amplifying its message and deepening support from those already aligned. Polarisation, in this view, is not always harmful — it can be strategically useful. In the case of JSO activists, controversy did not dilute their message. Rather, it intensified its resonance with those already primed to act.

    Turning emotion into action

    JSO has also uniquely been able to provide direction for many struggling to navigate climate change’s volatile emotional context. As philosopher Glenn A. Albrecht describes in his book Earth Emotions, events such as climate change, mass species extinction and environmental degradation are creating a global emotional crisis, marked by a mix of grief, anxiety and powerlessness.

    JSO has effectively tapped into this emotional turbulence, turning despair into urgency and action. Its actions can be seen as emotional interventions for a society struggling to process ecological loss.

    Left undirected, emotions related to conditions such as climate change-related “eco-anxiety” can lead to paralysis – a state of emotional overwhelm that prevents people from taking meaningful action or engaging with the climate problem. But research shows that when movements channel emotions — especially by transforming fear into shared action — they build momentum. One study of climate organisers found that protest participation gave people a way to manage despair by reclaiming a sense of purpose and solidarity.

    A frequent refrain is that the objectives are valid, but the strategies are too extreme. But history shows that disruptive tactics have long played a role in forcing attention to urgent issues. From the suffragettes chaining themselves to railings, to civil rights sit-ins, to ACT UP’s dramatic interventions during the Aids crisis — disruption has often preceded progress. Movements that are easy to ignore tend to be forgotten. JSO made itself, and its cause, impossible to ignore.

    JSO’s campaign may be over, but the emotional legacy it leaves behind — frustration, urgency and debate — will outlast its tactics. The group exposed a society uneasy with the scale of change climate action demands, and showed that public anger is not a threat to activism, but a measure of its impact. If you were angry at them, that’s understandable — disruption is inconvenient. But the real question now is where we direct that energy: towards those resisting climate action, or those demanding we seriously do something about it.

  • MIL-OSI Global: US’s new ‘America First’ intelligence approach downplays Russia and ignores climate change

    The recently appointed US director of national intelligence, Tulsi Gabbard, and other top intelligence officials appeared before the Senate intelligence committee to discuss the US intelligence services’ annual threat assessment (ATA).

    Most of the committee’s time and attention was focused on the revelation by the editor of the Atlantic magazine that he had been inadvertently added to an insecure chat group, in which top security officials discussed detailed plans for an attack on Yemen. Gabbard and her colleagues steadfastly refused to admit that this had been a security breach. It was an unhelpful distraction from the main event, a discussion of the latest ATA report.

    Produced annually, the ATA is a combined assessment by 18 US intelligence agencies, headed up by the Office for National Intelligence and the Central Intelligence Agency, of the major threats to national security in America. The 2025 version is the first of Donald Trump’s second term and reflects Trumpism’s major shift from America’s previous security priorities in three ways.

    First, the assessment gave priority to what it identified as domestic security threats over those posed by foreign adversaries. Second, the report ignored climate change as a critical threat to US security. And third, there was an unprecedented softening of the language in relation to Russia.

    In her opening statement Gabbard identified “cartels, gangs and other transnational criminal organisations” as “what most immediately and directly threatens the United States and the wellbeing of the American people”.

    These threats are closer to home, but they hardly warrant their lead billing – particularly given the way that Trump himself has regularly invoked the threat of “world war three” ever since he started his campaign to return to the White House more than two years ago.

    But what they do indicate is an America increasingly focused on the narrow predilections of its president and his Maga supporters.

    An even more notable omission is the absence of any mention of climate change, either as an existential threat to human life as we know it or as a force multiplier to other threats such as migration, environmental disasters or famine.

    This led to a testy exchange between Gabbard and Senator Angus King, an independent senator from Maine. King asked the director of national intelligence: “Has global climate change been solved? Why is that not in this report? And who made the decision that it should not be in the report when it’s been in every one of the 11 prior reports?” Gabbard replied: “What I focused this annual threat assessment on … are the most extreme and critical direct threats to our national security.”

    This was an unconvincing response, given that the 2025 ATA specifically notes the security impact of melting sea ice in the Arctic. The report also notes increasing cooperation between Russia and China in the Arctic and a growing Chinese footprint in the region.

    Russian threat relegated

    But the most notable difference in this year’s ATA concerns Russia. The Trump administration’s new approach to Moscow and the Russian leadership infuses the language and substance of this year’s intelligence report. The 2024 threat assessment led the section on Russia with the assertion that Moscow “seeks to project and defend its interests globally and to undermine the United States and the west”.

    In 2025, the headline finding about the threat from Russia is that the Kremlin’s objective is “to restore Russian strength and security in its near abroad against perceived US and western encroachment”. This, the report said, “has increased the risks of unintended escalation between Russia and Nato”.

    Gone are the references to Russia as “a resilient and capable adversary across a wide range of domains”. Instead, this year’s ATA downplays the actual threat that the Kremlin poses to America’s interests by describing Russia merely as an “enduring potential threat to US power, presence and global interests”.

    The 2025 report also assesses that Russia “has seized the upper hand in its full-scale invasion of Ukraine and is on a path to accrue greater leverage to press Kyiv and its western backers to negotiate an end to the war that grants Moscow concessions it seeks”. It doesn’t question why that might be the case or how it could be reversed.

    Moreover, it presents the Kremlin’s malign influence activities as aimed at countering threats. This affords them an unprecedented degree of legitimacy and implies that the west poses a threat to Russia. This, of course, has long been a favourite talking point of Vladimir Putin’s.

    Change of policy

    More than just a change in threat assessment, the 2025 ATA doubles down on a change in policy. The report takes as a given that “Russia retains momentum (in) a grinding war of attrition … (which) will lead to a gradual but steady erosion of Kyiv’s position on the battlefield, regardless of any US or allied attempts to impose new and greater costs on Moscow.”

    The inevitable conclusion is that the US should not pressure Russia to halt its illegal and brutal war of aggression against Ukraine. Rather Washington’s approach to security should accommodate the Kremlin’s ever multiplying conditions for a ceasefire.

    The report’s language on China is less ambiguous. It describes Beijing as “the most comprehensive and robust military threat to US national security” and as likely to “continue to expand its coercive and subversive malign influence activities to weaken the United States internally and globally”.

    The report also notes that Beijing is critical to the alignment of all four major state actors that pose threats to the US: China, Russia, Iran and North Korea.

    But China, and the other state adversaries, still take second place in America’s national security thinking to accommodate the administration’s inwardly focused “America First” mindset. This is not merely an indication of the isolationist tendencies in the foreign policy approach of Trumpism. It’s a deliberate abdication of US global leadership.

    Trump and his team may believe that this will make America more secure – and the 2025 threat assessment is framed in a way that justifies such an approach. But it fails to provide any credible evidence that it might succeed.

  • MIL-OSI Global: Senegal sees French troops depart as west Africa reassesses colonial ties

    France has handed over control to the Senegalese government of two military bases in Senegal’s capital, Dakar that it has used for decades. The move follows an announcement in late 2024 by Senegal’s president, Bassirou Diomaye Faye, that all foreign troops would be required to leave the country.

    “Senegal is an independent country, a sovereign nation, and sovereignty does not allow for the presence of foreign military bases,” Faye told Agence France-Presse in November.

    Unlike in Burkina Faso, Mali and Niger, where military juntas have expelled French and American troops in recent years, this move comes from a democratically elected leader. Faye secured a decisive victory in Senegal’s 2024 presidential election and came to power despite efforts by the former president, Macky Sall, to extend his rule beyond constitutional limits.

    Other democratic nations in west Africa seem to be reassessing their ties with western powers, too. The Ivory Coast, for example, has called for the end of its colonial-era military pact with France. And there are indications that US forces may soon be asked to leave Ghana.

    The fact that democratically elected governments are taking a similar stance to military leaders in the region should prompt deeper reflection on the factors driving these decisions.

    Younger generations of African leaders, shaped by decades of witnessing foreign-backed governments fail to boost development and security, are increasingly focused on decolonising their countries. This shift has also been driven by growing public awareness of the exploitation of Africa’s natural resources by some former colonial powers.

    Some observers attribute these developments to disinformation campaigns targeting France and other western governments. But the reality is that foreign interventions and paternalistic policies in Africa have done little to benefit African populations.

    Senegal’s push for sovereignty

    To further distance itself from France, the Senegalese government plans to replace the CFA franc with a national currency. The CFA franc, which is controlled by the French treasury, is a currency used in 14 countries in west and central Africa. It gives French companies easier access to natural resources in African countries where it is used.

    The move to replace it could test Senegal’s relationship with France. In 2019, when Italy’s former deputy prime minister, Luigi Di Maio, raised concerns about the impact of the CFA franc on Africa’s development, the French president, Emmanuel Macron, dismissed the issue, stating: “I will not respond”.

    Alongside economic reforms, Senegal is also reshaping its public spaces. It will soon begin renaming streets and landmarks that were previously associated with colonial figures. And the government wants to update school textbooks and create a department that will manage how Senegal’s national heritage is documented.

    There is a broader regional movement to replace colonial-era street names. In Niger’s capital, Niamey, Avenue de Gaulle, named after the former French general and statesman, has been renamed Avenue Djibo Bakary after the city’s first post-independence mayor.

    Similar efforts are underway in central Africa. In March 2025, a court ruling in Uganda mandated the removal of British colonial monuments and renaming streets that honour “crooks and historical figureheads”.

    Among the figures affected include Maj. Gen. Henry Edward Colville, an early commissioner of the Uganda Protectorate, and Frederick Lugard, a key colonial administrator in Africa. Lugard also played a central role in creating Nigeria for British colonial rule.

    Political shifts in the Sahel

    A political shift seems to be taking place in Africa, particularly in the Sahel. In the 1960s, during the early years of African independence movements, many leaders from the continent took up arms against the colonial establishment.

    This included Amílcar Cabral, leader of the African Party for the Independence of Guinea and Cape Verde in Guinea-Bissau, as well as Nelson Mandela, who co-founded Umkhonto we Sizwe, the armed wing of the African National Congress party in South Africa.

    They were treated as threats to the colonial order, at least outside their own supporter base. Cabral was assassinated in 1973 by political rivals, with the alleged support of the Portuguese security establishment.

    Nelson Mandela, who was imprisoned for 27 years by the South African apartheid regime he opposed, was on the US government’s terrorist list until 2008 despite being released from custody in 1993 and becoming the country’s first black president in 1994.

    The rhetoric and actions of many military-led governments in the Sahel, along with some democratically elected leaders, echo those of Africa’s early independence movements. Like their predecessors, these leaders are often condemned by foreign governments, yet they appear to have growing support among people in the region.

    Public rallies held by Captain Ibrahim Traoré in Burkina Faso regularly draw large crowds. The same is true for the military leaders in Niger. Traoré was even welcomed by cheering crowds during the recent inaugurations of democratically elected presidents in Senegal and Ghana.

    This is an unusual reception for a leader who came to power through a military coup. Such moments reflect the sentiment of millions who see these leaders less as military rulers and more as symbols of resistance against foreign influence.

    Some analysts have warned of instability following the expulsion of foreign troops from the Sahel. But decades of foreign military interventions have done little to improve security in the region. Counterinsurgency operations have not only failed to contain violence – the influence of insurgent groups has grown.

    According to a February 2025 report by the Africa Center for Strategic Studies, the Sahel has been the epicentre of violence in Africa for four consecutive years. More than 10,000 deaths were attributed to militant Islamist violence in the region throughout 2024, with civilians being the primary targets.

    Africa must take the lead in addressing its security and economic challenges, engaging with international partners on equal terms rather than as a passive participant. African leaders should prioritise security, education and development while opening dialogue with disaffected groups that feel excluded from political and economic opportunities.

  • MIL-OSI Global: A new natural history GCSE is welcome – but climate change needs to be part of the whole curriculum

    The recent announcement that young people in England, Wales and Northern Ireland will have the opportunity to take a new GCSE in natural history from September 2025, driven by a campaign led by naturalist Mary Colwell, is welcome news.

    The new qualification will include practical skills to pursue a career in the natural world, including observation, monitoring, recording and analysis. It will also include immersion in outdoor activities, and has support from the Natural History Museum, the Field Studies Council and the Wildlife Trusts.

    However, while this will go some way to further bring sustainability and climate concerns into schools, the qualification is optional. It compartmentalises a subject that needs to be woven across the curriculum, so that every child is equipped to deal with the challenges we face and can appreciate that it impinges on every aspect of life.

    In England, the whole national curriculum is under review. This provides a crucial opportunity to embed climate change and sustainability education throughout the curriculum. The independent review’s recent interim report identifies a need for a “greater focus on sustainability and climate science”.

    It makes welcome reference to the need for the curriculum to keep pace with rapid social, environmental and technological change, and to equip young people to deal with future challenges.

    This is in line with the findings of my research, with colleagues. We explored young people’s views of climate change education in secondary schools, carrying out a national survey of 1,000 14- to 18-year-olds and two follow-up in-depth workshops.

    We found that young people consistently identified climate change as the top concern for their future lives, putting it above the cost of living crisis and young people’s mental health and wellbeing. Seven in ten teenagers told us they would welcome the opportunity to learn more about climate change in school. The same number thought climate change education should be included across all subjects.

    Teach the Future, a youth-led organisation campaigning to improve education on the climate emergency and ecological crisis, published a shadow curriculum and assessment review interim report. These findings, gathered from the responses of over 500 young people, highlight the marginalisation of climate change and nature on the current English curriculum.

    Woven through learning

    Our research shows there needs to be a step change in how the education system prepares young people for a rapidly changing world. Engaging them meaningfully with the issues and practical solutions may motivate them to consider a green career.

    In maths, for example, mathematical concepts could be introduced through calculating the effect of introducing solar panels on the school roof. Pupils could measure air quality, or calculate the carbon footprint of different food choices. The evidence suggests that a project-led approach, rooted in experiential learning locally relevant to the student, would be particularly effective.

    Our report also found that current teaching on climate tends to focus narrowly on impacts and rarely on solutions. This may contribute to many young people’s sense of climate change anxiety, leaving them feeling demotivated and disenfranchised.

    There is much that could be learnt from the approach taken by Scotland. Its learning for sustainability vision takes a cross-curricular, solutions-focused approach. Young people are often involved in creatively solving problems or finding solutions to questions that are meaningful to them.

    Tools for understanding

    My research suggests it is not enough for students to be taught facts and figures about climate change and biodiversity loss. They need to be provided with the critical thinking and media literacy skills to meaningfully engage with the issues.

    There is much mis- and disinformation on climate circulating online. With the rise of artificial intelligence, the distinction between fact and fiction is becoming increasingly difficult to discern. An emphasis on media literacy and critical thinking skills would help young people generate and evaluate ideas for tackling the crisis.

    Overhauling and refreshing England’s current curriculum and assessment system will not be easy. Even if climate change is increasingly included, this still may take place too slowly.

    The interim report makes clear that the intention is to continue “with our ‘evolution not revolution’ approach”, which will inform the final report to be published this autumn. However, there is an urgent need to act quickly if we are to avoid catastrophic climate change.

    Disney’s streaming hit Paradise – a political thriller that sees the murder of a former president in a peaceful community – leans into dystopian themes around apocalypse survival and living in a sealed world. The drama joins an growing array of TV shows and films exploring similar ideas.

    In Apple TV’s compelling drama Silo, civilisation has resorted to living and working deep in an underground storage facility as a means to protect humanity from the wasteland above.

    Michelle and Barack Obama’s Netflix thriller Leave The World Behind depicts the US facing chaos and unrest as a cybersecurity attack takes down the country’s entire technological infrastructure, leading to catastrophic scenes of fallen cities on fire.

    Similar tropes appear in Zero Day, starring Rober De Niro as a former president tasked with finding out who is behind a cyber attack that has resulted in the deaths of thousands of people.

    And then there is The End, a climate-crisis musical starring Tilda Swinton that dips into the strange world of a wealthy family living deep underground in a luxurious bunker, decades after an environmental catastrophe has hit the earth.

    Dystopian dramas are clearly in vogue right now, but films and TV dramas have often reflected the fears and anxieties of their times. A Clockwork Orange (1971) portrayed the class conflict and wanton violence of the 1970s. TV series Threads (1984) tapped into fears of a nuclear attack. Ghost in the Shell (1995) focused on identity in an increasingly technology-obsessed world. And Children of Men (2006) centred on the bleak terror of a world without children.

    More recently, The Walking Dead (2010 onwards) focused on what it means to cling onto humanity in an unrelenting world, while Squid Game (2021-) is a dystopian reflection of capitalism exploring the circumstances that drive desperate people to participate in a deadly competition for money.

    My research explores cultural aspects of consumption and one of my research interests is forms of escapism, mainly provided by films, television and video games. A question that sometimes arises is whether we actually desire dystopia.

    Well, streaming giants might argue it’s good for business. Zero Day has remained in Netflix’s top-ten chart for the past month, Apple has renewed Silo for two more seasons, and Disney just ordered a second season of Paradise. The third and final season of Squid Game will air in June – previous seasons have broken Netflix records for downloads and views.

    This trend for dystopian movies and TV shows underscores the public appetite for this content, despite its alarmingly prescient feel and tone. Paradoxically, this seems to starkly contrast with the notion that people turn to video games, movies and boxset binges to escape the mundanity of everyday life and the wearisome realities that we must contend with.

    In my research with colleagues at Lancaster University, we explored these issues: when reality is disrupted in some unexpected way, our beliefs and assumptions about how we think the world should operate are challenged.

    Drawing on interviews, we explored participants’ experiences of bingeing TV shows against a backdrop of changing real-world events and the impact these changes had on their ability to suspend their disbelief. The people we spoke to turned to culture for a sense-making escape.

    Escapism here is less about feeling abandoned and more about a search for hope and rediscovering the coordinates for our existence. Dystopian narratives might provide some food for thought: how would we cope if the apocalyptic events portrayed on screen were to really occur?

    TV dramas like Zero Day and films like Leave the World Behind identify and zoom in on the terrors and anxieties of the present: AI and the “rise of the machine”, war and global instability, profound inequality, disinformation, online hostility and cyber threats. However, in doing so, these dramas can also exemplify what might be required to transform or alter a dystopian reality, meaning as viewers we engage in a form of “critical dystopia”.

    Our appetite for dystopian narratives could derive from the idea that we never imagine ourselves to be the subject of some major catastrophic event. In a discussion about dystopia, critical marketing academics Alan Bradshaw, James Fitchett and Joel Hietanen explored how we often equate dystopian events and imaginings as happening to others, not necessarily us.

    This is aided by the fact that we often occupy the role of a distant onlooker, not the perspective of someone living under the catastrophic events being portrayed.

    Bradshaw, Fitchett and Hietanen argue that much of our everyday existence consists of fairly mundane encounters and repetitive experiences. As an antidote to this safe ordinariness, we are drawn to extreme versions of life, and harbour repressed fantasies and desires of destruction and catastrophe. So we indulge in dystopian desires and impulses, albeit at a distance or vicariously through video games, movies, books and TV shows from the comfort of our sofas.

    Finally, some people seem to find a sense of enjoyment in imagining their own ruin – what is described as a “death drive”, that simultaneously contradicts yet co-exists with self-preservation instincts. Philosopher and cultural theorist Slavoj Žižek suggests that there are people who derive pleasure from dystopian narratives, fascinated at the prospect of their own annihilation.

    However, through optimistic endings, dystopian dramas imply that we may be able to intervene, prevent or even reverse the alarming consequences. We then indulge in fantasies of a new utopia in an attempt to return to our known reality, or receive a prophetic nudge in the direction of a more improved world to replace the dystopia.

    In this case, viewers of edge-of-your-seat dramas like Zero Day and Paradise search for hope and relief, and as detached observers fantasise about how catastrophe and self-annihilation can be paused or even better, averted.

  • MIL-OSI Canada: $33.7 Million Highway 2 Over Trans Canada Highway 1 Project Underway at Moose Jaw

    Today, Highways Minister David Marit and the Moose Jaw community celebrated the recent start of an estimated $33.7 million project to raise the height of Highway 2 over Trans-Canada Highway 1 in Canada’s Most Notorious City.

    “Once completed the project will improve safety and trucking efficiency over the long term on Trans-Canada Highway 1 in Saskatchewan, which connects the province’s export-based economy to the rest of the country – and the world,” Marit said.

    The overpass project involves demolishing the existing pair of nearly 60-year-old Highway 2 over Highway 1 bridges, which have a clearance height of 4.5 metres and have been hit multiple times over the years by oversized traffic. The new structures will have a clearance height of 5.3 metres.

    “On behalf of City Council, we thank the Ministry of Highways for undertaking this critical overpass project,” Moose Jaw Mayor James Murdock said. “This improvement not only benefits the trucking industry, which is a cornerstone of our local economy, but also enhances the overall safety and well-being of our community, and the thousands of tourists that use Highways 1 and 2 to visit us in Canada’s Most Notorious City.”

    The existing classic cloverleaf shaped on- and off-ramps will also be replaced with modern diamond-shaped on- and off-ramps.

    “The Saskatchewan Trucking Association welcomes the investment in the Highway 2 overpasses at Moose Jaw,” Saskatchewan Trucking Association Executive Director Susan Ewart said. “This project is a critical improvement that will enhance safety and efficiency for trucking operations on this key transportation corridor, while demonstrating the provincial government’s commitment to modernizing infrastructure.” 

    A Ministry of Highways contractor began staging in the area in mid March and is expected to begin demolishing the northbound bridge the week of April 1.

    During construction this year, Highway 2 will have two-way traffic on the southbound bridge while the new northbound bridge is being built. Next year, Highway 2 will have two-way traffic on the new northbound bridge while the new southbound bridge is being built. 

    Highway 1 underneath the bridges will be reduced to two-way traffic throughout the project. Traffic from the exit ramps will be detoured as needed.

    All motorists are reminded to obey all signage and flag persons in the area and to check the Highway Hotline at https://hotline.gov.sk.ca/ for construction updates before heading out.

    The project is expected to be completed by the end of 2026, pending weather.

  • MIL-OSI USA: SBA Relief Still Available to South Dakota Small Businesses and Private Nonprofits Affected by Summer Drought

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) is reminding eligible small businesses and private nonprofit (PNP) organizations in South Dakota of the April 28, 2025, deadline to apply for low interest federal disaster loans to offset economic losses caused by the drought beginning Aug. 20, 2024.

    The disaster declaration covers the counties of Custer, Fall River, Haakon, Jackson, Lawrence, Meade, Oglala Lakota and Pennington in South Dakota, as well as Niobrara and Weston counties in Wyoming.

    SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and PNPs impacted by financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are for working capital needs caused by the disaster and are available even if the small business or PNP did not suffer any physical damage. They may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    “SBA loans help eligible small businesses and private nonprofits cover operating expenses after a disaster, which is crucial for their recovery,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “These loans not only help business owners get back on their feet but also play a key role in sustaining local economies in the aftermath of a disaster.”

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.25% for PNPs, with terms up to 30 years. Interest does not accrue, and payments are not due, until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

  • MIL-OSI Security: Federal Jury Convicts Chicago Man of Sex Trafficking and Kidnapping Offenses

    CHICAGO — A federal jury has convicted a Chicago man of violently sex trafficking five young victims, including a 15-year-old girl, and kidnapping two of them.

    The jury in U.S. District Court in Chicago on Tuesday convicted DENNIS WILLIAMS, 33, on all seven sex trafficking and kidnapping counts against him.  Williams faces a mandatory minimum sentence of 15 years in federal prison and a maximum of life.  U.S. District Judge Mary M. Rowland set sentencing for Oct. 7, 2025.

    The convictions were announced by Morris Pasqual, Acting United States Attorney for the Northern District of Illinois, and Douglas S. DePodesta, Special Agent-in-Charge of the Chicago Field Office of the FBI. Valuable assistance was provided by the Chicago Police Department and the Lansing, Ill. Police Department. The government has been represented by Assistant U.S. Attorneys Kristen Totten, Sushma Raju, and Michelle Parthum.

    According to evidence presented at the week-long trial, Williams used threats, violence, drugs, and other coercive means to force five victims to engage in commercial sex.  Williams often restrained or assaulted the victims to force them to comply and turn over the proceeds to him.  Williams also caused a 17-year-old girl, whom he also assaulted repeatedly, to assist him in trafficking the victims.  Williams operated his sex trafficking operation in 2022 and 2023 out of his Chicago residence and motels in Lansing, Ill.

    On Aug. 2, 2022, Williams kidnapped one of his victims by luring her inside his truck and abruptly driving away.  The victim escaped by leaping from the moving vehicle.

    On Jan. 10, 2023, Williams kidnapped another of his victims by confining her to his closet overnight and then forcing her to engage in commercial sex with strangers.  The victim escaped by jumping out of a second-floor window and running a quarter mile to a Chicago Public Library branch.

    All five of Williams’ victims, including both of the kidnapping victims, testified about their ordeals at trial.

    Senator Fischer: General Whiting, what would be the impacts to the mission effectiveness of SPACECOM were the government to auction off spectrum currently utilized by the Department? Could golden dome even take place?
    General Whiting: Ma’am, we could not execute golden dome without full access to those two spectrums that we discussed earlier, the lower three, and then the 7-8 GHz. We use that lower three band, again, through so many of our radars to be able to track from the ground, and then the 7-8 GHz band is so important for our communications and other special missions. I can only see those requirements getting bigger for those spectrums as Golden Dome delivers.
    Senator Fischer: And if it was auctioned off, and if it was vacated by the Department, what’s the time frame, not to mention the cost? What is the time frame in research development for those new sensors to be even located in another spectrum that wouldn’t have the capability that the current spectrum has to even to even accomplish that 10 years, 20 years?
    General Whiting: Madam Chair, I don’t have a timeline because I think our focus has been not on vacating that but figuring out if there’s a way to share that spectrum through dynamic spectrum sharing. And I understand there’s technologies there that may make that available. The Department has done some studies on that and laid out a series of conditions that would need to be met if dynamic spectrum sharing can occur. And I endorse that those conditions must be met if we’re going to figure out a way to share that spectrum with commercial industry.
    Senator Fischer: Can dynamic sharing take place now?
    General Whiting: Ma’am, I am told the technology is close to being ready. I don’t know if it is actually ready today, but we would want to verify that.

    On March 25, 2025, Tufts University student Rumeysa Ozturk was arrested on her way to a Ramadan dinner event by masked, plainclothes officers. Surveillance video shows officers loading Ozturk into an SUV and departing in three unmarked vehicles. Bystanders observed that the incident “looked like a kidnapping.”
    For almost 24 hours, Ozturk’s location was unknown and her lawyer could not locate her. On the afternoon of March 26, more than twelve hours after a district court judge ordered the federal government not to remove Ozturk from Massachusetts without at least 48 hours’ notice, ICE’s locator system was updated to show that she was being held at the South Louisiana ICE Processing Center.

This reckless action directly attacks workers’ having a voice in the workplace and on the core principles of respect and dignity.

    1. The IAM Union and the National Federation of Federal Employees (NFFE-IAM) recently joined a coalition of labor unions in filing a lawsuit against the Trump Administration’s orders to gut the federal workforce.
    2. The IAM and NFFE-IAM are also part of a coalition suing to challenge a data heist carried out by Elon Musk’s so-called Department of Government Efficiency inside three federal government departments.

  • MIL-OSI Security: United States Seeks Civil Forfeiture of Approximately $23 Million in Cryptocurrency Seized from Gotbit

    BOSTON – The United States Attorney’s Office filed a civil forfeiture action to recover approximately $23 million in cryptocurrency alleged to be proceeds of wire fraud and conspiracy to commit market manipulation and wire fraud and property involved in a transaction or attempted transaction in violation of one or more specified statutory offenses.

    The government seized USDT (Tether) and USDC (Circle) from un-hosted cryptocurrency wallets controlled by Gotbit Consulting LLC (Gotbit). Tether and Circle are stablecoins, meaning their value is tied to the U.S. dollar.

    On March 21, 2025, Gotbit, a financial services firm known in the cryptocurrency industry as a “market maker,” and its founder, Aleksei Andriunin, pleaded guilty in federal court in Boston to criminal charges relating to Gotbit’s fraudulent manipulation of cryptocurrency trading volume on behalf of client cryptocurrency companies. As part of Gotbit’s plea agreement, it admitted the cryptocurrency was subject to civil forfeiture and agreed to consent to civil forfeiture of the cryptocurrency.

    United States Attorney Leah B. Foley and Jodi Cohen, Special Agent in Charge of the Federal Bureau of Investigations, Boston Division made the announcement. Assistant U.S. Attorney Carol Head, Chief of the Asset Recovery Unit is handling the forfeiture matter. Assistant U.S. Attorneys Christopher J. Markham and David M. Holcomb of the Securities, Financial & Cyber Fraud Unit are prosecuting the criminal case.

    The details contained in the civil forfeiture complaint are allegations.

    WASHINGTON – Congresswoman Ayanna Pressley (MA-07) and Senators Elizabeth Warren (D-MA) and Edward J. Markey (D-MA) led over 30 lawmakers in writing to Secretary of Homeland Security Kristi Noem, Secretary of State Marco Rubio, and Acting Director for U.S. Immigration and Customs Enforcement (ICE) Todd Lyons, demanding information about the arrest and detention of Tufts University student Rumeysa Ozturk and similar incidents across the country.

    “The Administration should not summarily detain and deport legal residents of this country merely for expressing their political views. Absent compelling evidence justifying her detention and the revocation of her status, we call for Ozturk’s release and the restoration of her visa,” wrote the lawmakers. 

    A total of 34 lawmakers signed the letter. In addition to Rep. Pressley and Sens.     On March 25, 2025, Tufts University student Rumeysa Ozturk was arrested on her way to a Ramadan dinner event by masked, plainclothes officers. Surveillance video shows officers loading Ozturk into an SUV and departing in three unmarked vehicles. Bystanders observed that the incident “looked like a kidnapping.”

    For almost 24 hours, Ozturk’s location was unknown and her lawyer could not locate her. On the afternoon of March 26, more than twelve hours after a district court judge ordered the federal government not to remove Ozturk from Massachusetts without at least 48 hours’ notice, ICE’s locator system was updated to show that she was being held at the South Louisiana ICE Processing Center.

  • MIL-OSI USA: Governor Lamont and Connecticut Department of Transportation Commemorate 10th Anniversary of CTfastrak

    (NEW BRITAIN, CT) – Governor Ned Lamont and Connecticut Transportation Commissioner Garrett Eucalitto today hosted a ceremony in downtown New Britain attended by a large crowd of state and local officials, transit advocates, small business owners, housing developers, and commuters to celebrate the tenth anniversary of CTfastrak, the state’s first regional bus rapid transit system.

    Launched on March 28, 2015, CTfastrak is a system of ten bus routes operated by the Connecticut Department of Transportation that provides direct service to and from Waterbury, Cheshire, Southington, Bristol, Plainville, New Britain, Newington, West Hartford, Hartford, and Manchester, with portions operating on a 9.4-mile dedicated roadway between New Britain and Hartford. It provides a one-seat, no-transfer ride to many regional employment, shopping, and healthcare destinations, as well as to rail service, including the New Haven Line, the Waterbury Branch Line, and the Hartford Line.

    Since its launch, CTfastrak has provided more than 28.5 million passenger trips. Today, it averages about 14,000 weekday trips. Among CTfastrak’s routes is Route 101, which is the busiest bus route in the state, serving about 1.1 million passengers annually.

    More than $550 million in transit-oriented development projects near CTfastrak stations have been completed, are currently under construction, or are being planned.

    In 2024, the Institute for Transportation and Development Policy ranked CTfastrak the No. 1 bus rapid transit system in the United States.

    “Take one look at any neighborhood that has a CTfastrak station and compare it with how those areas were doing ten years ago and you will note the hundreds of new units of housing and the many new businesses that have established operations in these communities over the last decade,” Governor Lamont said. “CTfastrak’s impact extends beyond providing commuters with convenient public transit. It is revitalizing communities and showing the direct connection between our transportation system and the growth of vibrant communities where people want to live, work, and play.”

    The Connecticut Department of Transportation continues to evolve CTfastrak’s service based on customer feedback and changing ridership habits.

    “CTfastrak has done more than connect communities — it’s reshaped the state’s economy and set the gold standard in the U.S. for bus rapid transit,” Commissioner Eucalitto said. “This success proves that when government, local leaders, and the private sector collaborate, we can deliver results that help residents and businesses thrive.”

    coalition of 36 county executives, mayors and local leaders from across New York State today announced their strong support for Governor Kathy Hochul’s mental health reforms. In their letter to Senate Majority Leader Andrea Stewart-Cousins and Assembly Speaker Carl Heastie, these officials urged the New York State Legislature to swiftly pass these vital reforms to ensure that clinicians have the tools and resources necessary to help people with serious mental illness in their respective communities.

    “For too long, individuals struggling with severe mental illness have been left without the care they so desperately need,” Governor Hochul said. “These reforms will ensure that those who are most vulnerable and in crisis receive timely, life-saving treatment. By strengthening our mental health system, we are making New York safer, more compassionate, and better equipped to meet the needs of all its residents.”

    Coalition of Local Leaders Across the State said, “As elected officials who hear from a variety of constituents, we think these are commonsense changes that will help people get the behavioral healthcare they need, when they need it. We applaud Governor Hochul for having the courage to propose these changes and we urge the Legislature to support these changes to the law that would enable our communities to better care for those in need.”

    Governor Hochul’s proposal includes critical updates to involuntary commitment laws to further clarify that individuals could be involuntarily admitted if they are at significant risk of physical harm when their mental illness prevents them from being able to meet their basic needs such as food, shelter, and medical care. These changes will align New York with 43 other states, help vulnerable New Yorkers access the care they need, and further strengthen the continuity of mental healthcare statewide. It will also allow psychiatric nurse practitioners to participate in the commitment process in some instances.

    The Governor’s budget proposal also includes amendments to Kendra’s Law, which governs Assisted Outpatient Treatment (AOT) – an intervention that has demonstrated success reducing negative outcomes like criminal justice involvement and homelessness. The Governor’s Budget proposal also increases funding and enhances oversight over the program.

    The Governor is also proposing to increase funding for Enhanced Service Packages, which allow individuals to access AOT services without a court order and provide a transition option for those whose AOT orders have expired. Standardizing these packages across counties will ensure more individuals receive the support they need and deserve.

    Since taking office, Governor Hochul has committed over $1 billion to transforming New York’s mental health system. Her administration has restored inpatient psychiatric beds, increased oversight of insurance companies to ensure coverage for mental health care, and expanded outpatient services, crisis stabilization units, and peer support programs. These efforts align with the Governor’s broader commitment to a full continuum of care, providing sustained support for individuals beyond immediate crisis intervention.
