MIL-OSI China: China contributes to world meteorological early warning efforts

March 23 marks the 65th World Meteorological Day, with the theme of “Closing the Early Warning Gap Together.”
Planet Earth faces unprecedented climate challenges. 2024 was the hottest year on record. Global warming has triggered frequent and intensified extreme weather events, which emphasizes the importance of early warning systems in disaster prevention and mitigation.
In March 2022, UN Secretary-General Antonio Guterres launched the Early Warnings for All (EW4All) initiative.
From global consensus to national action, China is implementing its National Climate Change Adaptation Strategy 2035 to build a climate-resilient society.
“Ensuring universal access to meteorological early warning systems is not only a shared vision of the international community but also an important mission of China’s meteorological departments. China Meteorological Administration (CMA) will continuously enhance the meteorological science and technology, improve public services, deliver more robust scientific, institutional and governance support to achieve the goals of EW4ALL initiative, and contribute more wisdom and plans to building a community with a shared future for mankind,” said Chen Zhenlin, head of the CMA.
CMA has made great efforts to step up meteorological disaster monitoring, forecasting, and warning as well as prevention and response capabilities.
Today, the new-generation National Emergency Early Warning Information Release System disseminates 82 types of warning information to designated emergency responders within one minute, achieving 99.1 percent public coverage.
“Enhancing meteorological science and technology capabilities underpins more timely, accurate and widespread early warning dissemination,” said Chen Zhenlin.
China has effective early warning mechanisms such as Progressive Service and High-Impact Alert and Response systems. When high-impact hazards occur, each warning triggers immediate action, followed by confirmation to ensure closed-loop disaster prevention.
Recently, Ko Barrett, deputy secretary-general of the World Meteorological Organization (WMO) said, “I love the focus on ensuring that the people and their safety are actually of central importance. ”
China stands ready to work with fellow developing countries through professional training, visiting scholar programs, and research scholarships to enhance its shared capacity for climate resilience.
China’s Fengyun meteorological satellite data services now cover 133 countries and regions, achieving an 80 percent global service satisfaction rate.
Celeste Saulo, secretary-general of the WMO, highlighted the critical role of China’s upcoming satellite launch in advancing global early warning capabilities.
In 2024, CMA and Vietnam Meteorological and Hydrological Administration (VNMHA) shared rainfall observation data from meteorological stations in China-Vietnam bordering areas, supporting decision-making for local governments on both sides, in particular county- and prefecture-level governmental agencies in disaster mitigation and response work.
The joint development work by CMA and Pakistan Meteorological Department (PMD) has resulted in an Early Warning Supporting System tailored for Pakistan. The system features a cloud-based open platform and toolbox series covering local information access, numerical weather prediction (NWP) models, artificial intelligence (AI) models, severe weather identification algorithms, early warning information dissemination, etc., enabling swift and effective tracking of meteorological disasters.
Given the theme of this year’s World Meteorological Day, I think China has already made progress in closing the early warning gap, said Somses Sieglinde, a meteorologist from Namibia.

MIL-OSI China: Chinese commerce minister meets chairman of BMW AG

Chinese Commerce Minister Wang Wentao met with Oliver Zipse, chairman of the board of management of BMW AG, in Beijing on Saturday, according to a statement released by the Ministry of Commerce.

During the meeting, the two sides exchanged views on topics including the German carmaker’s cooperation with China and the European Union (EU)’s anti-subsidy investigation into Chinese electric vehicles (EVs).

Wang pointed out that the unilateral and protectionist actions of certain countries have brought significant uncertainty to the global economy. He emphasized that China hopes to work with the European side to become a pillar of the multilateral trading system, injecting certainty and stability into the world.

The Chinese market remains committed to opening-up, and China’s policies are consistent, Wang said, noting that the Chinese government will advance high-level opening-up and optimize the business environment.

Wang said that properly resolving the EU’s anti-subsidy investigation into Chinese EVs is of significant importance, as it will send a clear and positive signal to the world.

China is committed to resolving differences through dialogue, he said, expressing hope that the German carmaker would continue to play an active role in promoting the European side to demonstrate political will and work with China to find mutually acceptable solutions at an early date.

Zipse emphasized that Europe’s green transformation cannot be achieved without cooperation with China. The company remains optimistic about China’s economic prospects and is confident in its development in the market, he said.

The company is committed to expanding its investment in China and accelerating the localization of production as well as research and development, Zipse added.

He also noted that there are only losers and no winners in a tariff war. The company firmly opposes the EU imposing additional tariffs on Chinese EVs and hopes that both the EU and China can properly resolve their differences, he said.

TOKYO, March 22 — Chinese Foreign Minister Wang Yi and his Japanese counterpart Takeshi Iwaya on Saturday co-chaired the sixth China-Japan High-Level Economic Dialogue in Tokyo.

Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, pointed out that since the normalization of diplomatic relations between China and Japan, bilateral trade has increased more than 300 times and has remained at a high level of 300 billion U.S. dollars for 15 consecutive years, with the accumulative bilateral investment reaching nearly 140 billion U.S. dollars.

The economic outcomes proved that China and Japan are partners, not rivals, Wang stressed.

Amid profound adjustments in the global economic landscape, rising unilateral protectionism, and setbacks to economic globalization, China and Japan, as major world economies, should establish a correct understanding of each other, demonstrate responsibilities, seek development with innovative thinking, add momentum to cooperation and mutual benefit, and reduce obstacles and differences, Wang said.

He called for efforts on four key areas of cooperation, including accelerating the transformation and upgrading of economic and trade cooperation, achieving strong partnerships for mutual success, addressing each other’s concerns in a balanced manner, and strengthening regional and multilateral cooperation.

The two countries should uphold the tradition of promoting political relations through economic cooperation, and expand dialogue and exchanges across all sectors to cultivate new growth drivers, Wang said.

Enterprises from both countries should be encouraged to collaborate in artificial intelligence, the digital economy, energy conservation, environmental protection, and green trade.

Cooperation in medical and elderly care industries will be further strengthened to foster the “silver economy.”

The two countries should expand third-market cooperation to benefit the Global South, and support each other in the successful hosting of the Osaka Expo and the China International Import Expo, while promoting regional cooperation, Wang said.

With a forward-looking approach, China and Japan should leverage the China-Japan economic partnership consultation mechanism to enhance government-business communication, expand market access and eliminate discriminatory restrictions.

The two sides will work to avoid the politicization of economic security in order to maintain stable and smooth industrial and supply chains.

Upholding Asian values, the two countries should advocate openness over isolation, and promote inclusiveness over exclusiveness, Wang noted.

Negotiations for the China-Japan-Republic of Korea Free Trade Agreement should be resumed and the process of establishing an Asia-Pacific Free Trade Area should be advanced, according to Wang.

Officials from 15 government departments of both countries attended the meeting.

In conclusion, Wang said that the dialogue enhanced mutual understanding and confidence in cooperation.

At a time when unilateral protectionism is rampant, the dialogue has sent a strong signal in support of a free trade system, adherence to international trade rules, and alignment with economic globalization.

Both sides should further expand their horizons and explore new areas of cooperation to continuously enrich the China-Japan strategic relationship of mutual benefit, Wang said.

MIL-OSI China: China, Serbia agree to deepen trade, economic cooperation

BELGRADE, March 22 — A Chinese business delegation has just concluded its visit to Serbia, during which Chinese and Serbian companies reached multiple cooperation intentions in cross-border e-commerce, agricultural trade and information technology.

During the visit from March 19 to March 21, Serbian President Aleksandar Vucic met with the delegation, led by Ren Hongbin, president of the China Council for the Promotion of International Trade.

In addition, Ren held talks with Serbian government officials, business associations and Expo institutions while attending the China-Serbia Economic and Trade Cooperation Forum.

Speaking at the forum, Ren reaffirmed China’s commitment to expanding cooperation in trade and investment, consolidating existing areas of cooperation, and exploring innovative cooperation in multiple fields.

He also voiced China’s support for Serbia’s hosting of the 2027 Belgrade Specialized Expo and invited Serbian businesses to participate in the third China International Supply Chain Expo.

Meanwhile, the Serbia side said that amid increasing global economic uncertainties, China can bring stability to Serbia’s development, and Serbia is willing to strengthen economic and trade cooperation with China to achieve mutually beneficial growth.

In particular, since the 11th National Congress of the LPRP, the country has witnessed political and social stability, sustained economic development and ever-improving livelihoods, said the message.

MIL-OSI Canada: Government of Canada announces support for agricultural sector following the imposition of tariffs by China

Our hard-working producers provide world-class food to Canadians and the world. Their products meet the highest standards, our inspection systems are robust, and we adhere to rules-based trade.

Following the conclusion of China’s domestic ‘anti-discrimination’ investigation launched against Canada on September 26, 2024, China imposed 100 percent tariffs on canola oil, canola meal and peas, as well as 25 percent tariffs on certain pork, fish and seafood products. The Government of Canada is deeply disappointed by this decision, which will hurt Canadian farmers, harvesters and businesses, and will raise prices and diminish choice for Chinese customers, as well as in the agriculture, fish and seafood, retail, restaurant, and food-preparation industries.

The agriculture sector is experiencing multiple challenges, including the tariffs imposed by China, trade uncertainty with the United States, and other risks like animal disease. To help our hard-working producers get through these challenges, today, the Honourable Kody Blois, Minister of Agriculture and Agri-Food and Rural Economic Development announced supports for the agricultural sector through AgriStability.

AgriStability offers affordable, whole farm protection to support producers when challenges are beyond their capacity to manage. The additional proposed supports include increasing the compensation rate from 80 percent to 90 percent and doubling the current payment cap to $6 million for the 2025 program year.

To get money to producers faster, the Government of Canada has also provided provincial and territorial governments with the option to proactively enter into an agreement to issue interim payments at a higher payment rate and initiate Targeted Advance Payments in the event of tariffs, or for the hog sector in the event of African Swine Fever. In provinces and territories that adopt these enhancements, it would mean producers enrolled in AgriStability will be eligible to apply for an interim payment up to 75 percent of their estimated final payment for the 2025 program year. Additionally, an administrator will be able to establish a Targeted Advance Payment for the 2025 program year, for example, where analysis shows that market disruptions have resulted in a sufficient loss to trigger AgriStability payments for a particular sector or region.

The Government of Canada will always stand up for the Canadian agricultural industry and support their interests and success at home and in markets abroad. The Government of Canada will continue to work with provincial and territorial partners and industry stakeholders moving forward and remains open to engaging in constructive dialogue with China to resolve our trade differences on the basis of mutual respect and equality.

This a joint news release between the Government of Canada and the Government of Yukon.

To enhance Arctic security, regional connectivity and ongoing access to resources, the governments of Yukon and Canada have agreed to include the Dempster Highway in the Yukon Resource Gateway Project. This is a significant step in the ongoing enhancement of Canada’s only all-season highway crossing to the Arctic Circle.

The Dempster Highway is a vital regional link for Yukoners and the communities it serves, both in the Yukon and in the Northwest Territories. This nationally significant highway enables the transportation of resources, goods and services while attracting tourists from around the world.

By including the Dempster Highway in the Yukon Resource Gateway Project, the Government of Yukon is investing in improving year-round reliability, upgrading northern infrastructure, and ensuring safer, more efficient travel for Yukoners. The planned improvements will focus on making the highway safer and more reliable through road surface improvements, road reconstruction, avalanche and rockfall mitigation, sinkhole repairs, improved roadside safety measures and improved drainage.

This work will create jobs for Yukoners, strengthen northern communities, drive economic growth, and help mitigate the impacts of climate change.

Initiated in 2017, the Yukon Resource Gateway Project supports infrastructure upgrades for existing roads in mineral rich areas to support long-term, sustainable mineral development. With the addition of the Dempster Highway, the project will now also contribute to supporting Arctic security and sovereignty.

For each component of the Yukon Resource Gateway Project, the Government of Yukon negotiates a project agreement with the Yukon First Nation in whose Traditional Territory the project resides. These project agreements provide a process for the Government of Yukon and Yukon First Nations governments to work collaboratively to create meaningful employment and business opportunities that create lasting benefits.

By building a more resilient Dempster Highway, we are enhancing a critical corridor that serves multiple sectors, including tourism and the transport of vital supplies to local communities. This addition to the project compliments our ongoing commitment to invest in infrastructure upgrades to support economic growth and long-term, sustainable mineral development across the territory.

Modern and accessible infrastructure is a key component of resiliency and long-term economic growth for Yukoners while reinforcing their sovereignty and security. This a joint news release between the Government of Canada and the Government of Yukon.

The Village of Mayo and City of Whitehorse will see improvements to water service through two projects after a joint investment of more than $11.1 million from the federal and territorial governments.

In the Hillcrest Subdivision area of Whitehorse, rehabilitation of water, sewer and roads will include upgrades to the sanitary and main lines and expansion of the underground storm systems and culverts.

In the Village of Mayo, funding for underground utility upgrades will result in safer and more accessible drinking water, improved flow of water for firefighting and better capacity to transport sewage. The rehabilitation of water infrastructure will also result in the resurfacing of the impacted roads.

Supporting infrastructure projects that provide effective and reliable water services for communities helps create healthier environments for the future.

Our government is proud to support water and sewer upgrade projects in Whitehorse and the Village of Mayo. Reliable and stable water infrastructure will benefit the wellbeing of Yukoners in their day to day lives by ensuring efficiency and resiliency in essential services for these communities for years to come.

“Today, March 20, 2025, the puck drops for the 45th annual Kilrich Yukon Native Hockey Tournament, presented by Finning Canada.

“Established in 1977, this annual tournament has become a beloved event for players, friends and families from across the Yukon and beyond, who come together in the capital for a weekend of competition and reunion.

“To help make this event possible, our government is proud to invest more than $71,000 through the Community Development Fund to support the costs from this year and the next.

“This year, we’re joined by teams from British Columbia and the Northwest Territories, for a total of almost 60 teams and 1,020 players across eight divisions.

“The reach of this tournament is truly remarkable. With the arrival of so many in Whitehorse, we acknowledge the immense effort that goes into making this event a success.

“The Yukon First Nation Hockey Association has long brought us together for this tournament and for that we thank for their years of effort.

“It also takes many volunteers to run the tournament. Volunteers are truly the backbone of our sporting community and their commitment demonstrates what truly makes our sport scene so vibrant.

“We encourage everyone to take in one of the many hockey games this weekend. The energy at the Canada Games Centre and Takhini Arena is going to be electric as always.”

The heating will be upgraded to an energy efficient heat pump, which provides significant GHG savings. The propane unit will remain, providing back up support in the case of extreme cold temperatures. Energy saving will also come from upgrading to low flow plumbing fixtures and lighting to LEDs. MIL-OSI Canada: Government launches consultations on trade measures to prevent diversion of steel products into Canada

Canadian steel producers and workers are facing potential harm from the threat of increased steel imports into Canada, triggered by the unjustified 25 per cent tariffs the United States (U.S.) imposed on steel products from all countries.

Today, the Honourable François-Philippe Champagne, Minister of Finance and the Honourable Anita Anand, Minister of Innovation, Science and Industry announced the launch of a 30-day public consultation on possible trade measures to protect against the threat of diversion of steel products from third countries into the Canadian market as a result of the recent trade measures by the U.S.

The global steel market currently has too much supply compared to demand. This severe overcapacity leads to cheap foreign steel being sold at artificially low prices in Canada and globally. When such steel enters the Canadian market, it negatively impacts Canadian steel workers and businesses. Following recent U.S. tariffs, there is a heightened risk that these steel products may flood the Canadian market putting both producers and workers at risk.

Potential new trade measures would complement measures recently announced by the Government of Canada to support Canadian steel and aluminum workers and industries. As a first response to the direct threat posed by U.S. tariffs, Canada imposed 25 per cent reciprocal tariffs, effective March 13, 2025, on a list of steel products worth $12.6 billion and aluminum products worth $3 billion, as well as on additional imported U.S. goods worth $14.2 billion, for a total of $29.8 billion.

The federal government also applied a 25 per cent surtax on imports of steel and aluminum products from China, effective October 22, 2024. This measure was taken in response to China’s non-market policies and practices and to prevent trade diversion resulting from actions taken by Canadian trading partners.

Beyond these recent actions, Canada also maintains robust trade remedy and import monitoring systems to help protect against unfair trade from all sources and provides direct recourse for Canadian businesses and workers that are harmed by unfairly traded goods entering the Canadian market.

The federal government continues to monitor the trade situation closely and will take additional steps as needed to support our industries against these threats.

MIL-OSI Canada: Removing the consumer carbon price, effective April 1, 2025

Backgrounder

The Government of Canada has made regulations that cease the application of the federal fuel charge, effective April 1, 2025, and is also removing requirements for provinces and territories to have a consumer-facing carbon price as of that date. These actions refocus federal carbon pollution pricing standards on ensuring carbon pricing systems are in place across Canada on a broad range of greenhouse gas emissions from industry. A price on pollution for large emitters will continue to be a pillar of Canada’s plan to build a strong economy and greener future. It is a system that is fair and effective. Industrial carbon pricing is one of the most important greenhouse gas emission reduction policies in the government’s comprehensive Emissions Reduction Plan to bend the curve and meet Canada’s 2030 greenhouse gas emissions reduction target. Carbon pricing systems for industry are also designed to keep costs low to protect against competitiveness risks.

This backgrounder provides details on how removing the consumer carbon price will work and on how the proceeds return mechanisms (including the Canada Carbon Rebate) will be wound down.

Ceasing the Application of the Federal Fuel Charge

The federal fuel charge currently applies in Newfoundland and Labrador, Prince Edward Island, Nova Scotia, New Brunswick, Ontario, Manitoba, Saskatchewan, Alberta, Nunavut and Yukon (referred to as listed provinces). Under the Greenhouse Gas Pollution Pricing Act, the fuel charge generally applies to 21 fossil fuels and combustible waste upon delivery, importation or use in listed provinces.

The federal government removed the fuel charge, effective April 1, 2025, via regulations. It will also be considering broader amendments to the Greenhouse Gas Pollution Pricing Act, including proposed amendments to complete the orderly wind-down of the fuel charge.

After March 31, 2025, the applicable fuel charge rates for all types of fuel and for combustible waste will be set to zero. Therefore, beginning on April 1, 2025, the fuel charge ceases to apply.

The regulations will also cease the application of certain administrative requirements that are no longer necessary. Specifically:

After March 31, 2025, requirements for registered emitters subject to a provincial output-based performance standards system to provide certain information in respect of changes to their facilities to the Minister of Environment and Climate Change will cease to apply. After September 30, 2025, all residual requirements in respect of those registered emitters will cease to apply.
After March 31, 2025, no persons will be required to newly register in respect of any category or any type of fuel. All existing registrations will be cancelled on November 1, 2025.
For reporting periods beginning after March 31, 2025, there will be no requirement to file a return if no positive amount of fuel charge is payable.

The regulations do not affect obligations for reporting periods prior to April 1, 2025. Fuel charge payers are still required to pay amounts owed, continue to be able to claim rebates to which they are entitled, and are subject to assessments and re-assessments in respect of past reporting periods.

Canada Carbon Rebate

The Canada Carbon Rebate was introduced to return direct proceeds from the federal fuel charge to residents of provinces where it applied. With the removal of the federal fuel charge effective April 1, 2025, eligible Canadians will receive a final Canada Carbon Rebate payment, starting April 22.

In provinces where the federal fuel charge currently applies, a family of four will receive up to $456 under the base Canada Carbon Rebate for April 2025 (see table below for specified amounts by province). In addition to the base rebate amounts, a rural top-up of 20 per cent is provided for individuals residing in small and rural communities.

To receive their Canada Carbon Rebate for April 2025, Canadians need to file their 2024 tax return. For Canadians who are registered for direct deposit with the Canada Revenue Agency, the Canada Carbon Rebate will be deposited directly into their bank account; otherwise, the Canada Carbon Rebate will be delivered via cheque. For those who have a spouse or common-law partner, the person who files their tax return first will receive the Canada Carbon Rebate amount for all members of the household, including children.

Canada Carbon Rebate for Small Businesses

In provinces where the fuel charge currently applies, a portion of fuel charge proceeds from the price on pollution is returned to eligible small- and medium-sized businesses via the Canada Carbon Rebate for Small Businesses, an automatic, refundable tax credit provided directly to eligible businesses.

With the removal of the federal fuel charge effective April 1, 2025, the Canada Carbon Rebate for Small Businesses payment in respect of the 2024-25 fuel charge year will be the final payment to eligible businesses.

The Minister of Finance will specify payment rates to return the previously specified $623.1 million in proceeds for the 2024-25 fuel charge year once sufficient information is available from the 2024 taxation year.

Fuel Charge Proceeds Fund for Indigenous Governments

In provinces where the fuel charge was in place prior to April 1, 2025, a portion of fuel charge proceeds from the price on pollution is being returned to eligible federally recognized Indigenous governments by Environment and Climate Change Canada (ECCC) through grant agreements delivered by the Fuel Charge Proceeds Fund for Indigenous Governments (FCPFIG). The FCPFIG offers maximum flexibility for eligible First Nations, Inuit, and Métis governments to manage and use their share of fuel charge proceeds towards self-determined priorities.

Following the removal of the federal fuel charge effective April 1, 2025, ECCC will continue to work with eligible recipients to return $531.5 million in proceeds for the 2020-21 to 2024-25 period, consistent with the amounts previously specified by the Minister of Finance. The Government of Canada is committed to establishing the necessary grant agreements and issuing payments through the FCPFIG to eligible Indigenous governments as soon as possible.

Return of Fuel Charge Proceeds to Farmers Tax Credit

Recognizing that many farmers use natural gas and propane in their operations, the federal government provides a refundable tax credit to return fuel charge proceeds to farming businesses that operate in provinces where the federal fuel charge currently applies.

The Minister of Finance has the authority under the Income Tax Act to specify payment rates for eligible farming expenses that are incurred in the 2025 calendar year, which would have corresponded to returns of fuel charge proceeds for the 2025-26 fuel charge year, and the designated provinces in which these payment rates will apply. Those provinces are Alberta, Saskatchewan, Manitoba, Ontario, New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador.

With the removal of the federal fuel charge effective April 1, 2025, the Return of Fuel Charge Proceeds to Farmers Tax Credit in respect of the 2024-25 fuel charge year will be the final credit available to eligible farming businesses. Consequently, the Minister of Finance has specified the payment rate per $1,000 in eligible farming expenses that are incurred in the 2025 calendar year (in respect of the 2025-26 fuel charge year), in the designated provinces, to be nil.

This nil payment rate replaces the payment rate for the same calendar year (and fuel charge year) that was previously announced on January 10, 2025.

Strengthening Industrial Carbon Pricing

Canada’s Emissions Reduction Plan contains a comprehensive suite of mitigation measures, strategies, and investments, including policies that complement carbon pricing. A price on pollution for large emitters will continue to be a pillar of Canada’s plan to build a prosperous net-zero economy and make progress on climate targets. According to independent estimates, industrial carbon pricing is the climate policy with the single largest contribution to achieving our climate targets, all while helping us transform and grow our economy. The government intends to refocus federal carbon pollution pricing requirements on ensuring carbon pricing systems are in place across Canada on a broad range of greenhouse gas emissions from industry. The government intends to strengthen Canada’s approach to carbon pricing for industry to ensure its continued effectiveness.

The federal government intends to engage with provinces, territories, Indigenous Peoples, and stakeholders on changes to the minimum national stringency standards for carbon pollution pricing, known as the federal ‘benchmark’ criteria.

Changes would focus the benchmark on ensuring industrial pricing systems continue to maximize emissions reductions and encourage the transition to low carbon technologies, while protecting industry against competitiveness and carbon leakage impacts. Improving the emissions performance of Canadian industry makes it more efficient and can support its competitiveness as Canada works to diversify its trading relationships and deepen market access, especially in jurisdictions that increasingly value lower emitting goods, such as the European Union.

The goal of the benchmark criteria would continue to be that systems are similarly stringent, fair and effective. The benchmark review will consider opportunities to strengthen industrial carbon markets so that they deliver the incentives needed for major decarbonization projects across industry, while creating jobs and driving investment in the technologies that will shape the clean economies of the future.

Montréal, Quebec, March 22, 2025 — The federal government is investing over $400 million in 11 infrastructure projects, including three in Montréal, to make public transit greener across Quebec.

First, more than $200.5 million will be used to electrify the St-Laurent ($106.7 million) and Anjou ($93.7 million) transport centers through the acquisition and installation of electrical equipment that will allow the installation of several dozen charging points. In total, 148 charging points will be installed at the St-Laurent transport center, and 132 will be installed at the Anjou transport centre.

An investment of more than $83.2 million will go towards the partial electrification of the Legendre transport centre, allowing the installation of 72 charging positions for buses. This project includes technical studies, the acquisition and commissioning of equipment and infrastructure, as well as the expansion of premises for electrical equipment, the modernization of infrastructure such as the fire protection system and telecommunications rooms, the reinforcement of the building structure, and the connection to the existing generator.

The federal investments announced today will also be used to fund electrification projects at transit authority garages and operations centres across the province, notably in Longueuil, Lévis, Quebec City, Sherbrooke, and Saguenay.

The book is a compelling and comprehensive account of Australia’s political life, from pre-settlement Indigenous systems to the present day.

Frank is a previous winner of the 2013 ACT Book of the Year and will receive $10,000 for this year’s win.

The judges have also awarded two highly commended and three shortlisted novels from local authors for 2023.

“The book’s perceptive honesty and contemporary sensibility shine throughout the narrative, providing readers with a fresh perspective on the subject.

“Bongiorno has achieved the difficult task of synthesising a large volume of material in a coherent, clear and accessible manner, and his fluent style allows deeper insight into the complex dynamics that have shaped politics in Australia” they said.

MIL-OSI Canada: Federal government announces investments in two major transit infrastructure projects in Quebec

Quebec City, Quebec, March 22, 2025 — Today, the Government of Canada is announcing an additional federal contribution of more than $1.1 billion to help complete the Quebec City tramway and Montréal Metro Blue line extension projects. These investments in critical infrastructure are essential to help build the strongest economy in the G7.

These two major projects will improve mobility in Quebec City and the Montréal metropolitan area, promote sustainable mobility, support urban and economic development and consolidate the public transit network in these two major Quebec cities. They will also help reduce greenhouse gas emissions and thus strengthen climate resilience.

Quebec City Tramway (TramCité)

This project involves the construction of a 19 km 100% electric tramway line, including approximately 1.9 km underground. Work includes the universally accessible construction of 29 stations, five interchanges, two park-and-ride facilities, an operations and maintenance centre, two centralized control stations, a fleet of around 30 cars and related works, including the construction or modification of engineering structures, as well as landscaping and the installation of street furniture. The vehicles will be powered by a hybrid overhead contact line and batteries.

A federal contribution of over $1.1 billion had already been approved in July 2019. The Government of Canada is increasing its contribution to the project by $332.3 million for a total federal contribution of over $1.4 billion.

Montréal Metro Blue line extension

The project includes five new metro stations in a tunnel spanning some six kilometers, two bus terminals, an underground pedestrian tunnel, a mezzanine pedestrian link and various operational infrastructure elements. Commissioning of these metro stations is scheduled for 2031.

The federal government had initially committed to contribute more than $1.3 billion to the Blue line extension project. Today, the federal government is announcing that it will increase its contribution to the project by more than $650 million to just over $1.9 billion.

In addition, the federal government is also announcing an investment of $202.8 million in the train control system project, which will replace the current fixed block train control system with a technology-based system for the entire Montréal Metro Blue line, including its extension.

[WASHINGTON, D.C.] – Combat Veteran and U.S. Senator Tammy Duckworth (D-IL)—a member of the U.S. Senate Armed Services Committee (SASC)—joined U.S. Senator and fellow SASC colleague Elizabeth Warren (D-MA) in demanding clarity from U.S. Secretary of Defense Pete Hegseth on meetings held by Elon Musk at the Pentagon today. In a letter, the Senators requested several answers to questions about whether Elon Musk received a “top-secret briefing on U.S. war plans for China” that media reports indicated would have provided him with access to information that is “among the military’s most closely guarded secrets.” Initial reports from the New York Times, later confirmed by the Wall Street Journal, indicated that Elon Musk was scheduled to receive such a briefing today, “because he asked for one.” But President Trump, Elon Musk and Secretary Hegseth indicated that they may have reversed course after this news became public. However, it still remains unclear what information Mr. Musk received at the Pentagon today.

“We hope that you did not share top-secret war plans with Mr. Musk today and do not do so in the future,” wrote the Senators. “Although they may satisfy his curiosity, there is no legitimate national security or other rationale for providing this information to Mr. Musk – who is not a military or national security expert, is not a member of the President’s cabinet, and is not even serving as a permanent federal employee.”

Although Mr. Musk is ostensibly engaged in an effort to cut wasteful spending with his Department of Government Efficiency (DOGE), there is no need for him to obtain access to some of our most sensitive secrets in order to do so. Meanwhile, Mr. Musk’s conflicts of interest also raise significant concerns.

Mr. Musk has extensive business interests in China through his automotive company, including a factory in Shanghai that “was built with special permission from the Chinese government” and “now accounts for more than half of (the company)’s global deliveries.” Along with Mr. Musk’s “extensive financial interests in China,” in public, Mr. Musk has “avoided criticizing Beijing and signaled his willingness to work with the Chinese Community Party (CCP).” He has parroted CCP talking points – contrary to the current official U.S. foreign policy – that Taiwan is “an integral part of China” and should become a special administrative zone like Hong Kong.

“The military’s top-secret information is classified as top secret for a reason,” concluded the Senators. “The unauthorized disclosure of such information to any one of our adversaries could pose exceptionally grave national security risks.”

The Senators asked Secretary Hegseth a series of questions to establish an accurate accounting of Mr. Musk’s briefing, including precisely what information was provided to Mr. Musk today and why.

The last Conservative government utterly failed UK science and innovation with a total lack of strategy and interest. From their hostile attitude towards international collaboration and ideological hostility to sensible regulation, to the shambolic adoption of technology in the public sector and chaotic management of the economy putting off investment.

Now the new Labour Government risks making the same mistakes. Already they have cancelled the exascale supercomputer in Edinburgh, a short-sighted cost-saving measure, symbolic of their lack of vision and understanding of how science and technology works.

Liberal Democrats take a different approach, one grounded in our values of internationalism, respect for individual rights, and challenging concentrations of power.

Today we’re setting out the rescue plan that science and innovation in the UK needs:
- A national and international science and technology strategy that raises R&D spending to 3.5% of GDP.
- Measures to invest in education, including through a teacher workforce strategy to ensure every secondary school child is taught STEM subjects by a specialist.
- A National People Strategy alongside an industrial strategy to ensure the UK workforce has the necessary skills and people are protected from disruption.
- Measures to strengthen UK universities as world leaders in research including by fully participating in Horizon Europe, and enacting a decade-long program of increasing and improving research funding with a package of measures to improve spin-outs.
- Sensible regulation of AI, including a National AI Strategy.
- A comprehensive public sector technology policy and investment plan.
- Tackling regional inequality through a digital inclusion strategy, national investment in digital infrastructure and investing in local government.
- Investing in green technologies to help mitigate and adapt to the climate crisis.

The freedom to live your life as the person that you are, secure in the knowledge that their fundamental rights will be protected is not a lot to ask.

But in our country there are still too many people for whom that is an aspiration.

Our LGBTQ+ community face prejudice, discrimination and hostility simply because of who they are.

Their health care, their housing, even their education can all be affected.

But today I believe we have taken an important step forward in protecting vital rights and setting out how our government should deliver a positive future for everyone in the LGBTQ+ community.

Our policy paper: ‘Free To Be Who You Are’ sets out how we will continue to pursue that Liberal Democrat goal of a society where nobody’s life chances are limited or constrained because of who they are.

Liberal Democrats have been at the forefront of each of the great strides the UK has made towards LGBTQ+ equality. It was Ed Davey in 2003 who proposed the clause which finally repealed “Section 28”, the Conservatives’ law which prohibited the “promotion of homosexuality” by local authorities.

Lynne Featherstone – the first ever Liberal Democrat Equalities Minister – was the driving force behind the legislation that made Same Sex marriage happen.

And it was the former Liberal Democrat MP John Leech who spearheaded the campaign to pardon Alan Turing and Lib Dem peer Lord Sharkey, tabled the amendment to the Policing and Crime Act 2017 which posthumously pardoned thousands of gay men who had been criminalised for their sexuality.

Our party had been pushing to lift the ban on men who have sex with men’s ability to donate blood for over 15 years by the time it finally happened in 2021.

That is the proud tradition of which we are the keepers.

We know there is still a lot to do but each step is important to progress in achieving that free and fair society.

The measures we voted through today will mean:
- Ensuring LGBTQ+ survivors of domestic abuse and hate crime get the support they deserve, including by delivering training for police and support services
- Ending anti-LGBTQ+ abuse in social care, by commissioning an urgent investigation into anti-LGBTQ+ abuse in social care with recommendations on how to prevent it.
- Banning medically unnecessary, non-consensual treatments or surgeries for intersex infants and children.
- Pushing for all integrated care boards in England to immediately remove the requirement for lesbian couples to pay for artificial insemination before accessing NHS-funded IVF services.
- Banning all forms of conversion “therapies” and practices.
- Implementing a new LGBTQ+ Action Plan to coordinate cross-government work on delivering LGBTQ+ equality.

WASHINGTON – Today, the Department of Homeland Security and Immigration and Customs Enforcement announced the arrest of 68 Tren De Aragua members in less than a week.

On day one of his Administration, President Trump designated Tren De Aragua a terrorist organization. This has allowed a whole of government approach to dismantle this criminal terrorist gang.

In less than 100 days, the Trump Administration has arrested 394 members of the Tren De Aragua—a vicious gang known for human trafficking, kidnapping, drug trafficking and other heinous acts terrorizing American communities. Members of this vicious terrorist gang are responsible for the brutal assault and murder of nursing student Laken Riley and 12-year-old Jocelyn Nungaray.

NESO to investigate Heathrow power loss

The Energy Secretary has commissioned the independent National Energy System Operator to investigate the power outage that affected Heathrow Airport
The Energy Secretary has today (Saturday 22 March) commissioned the independent National Energy System Operator to urgently investigate the power outage incident that impacted Heathrow Airport and the surrounding area.

Working with Ofgem, Ed Miliband is using Energy Act powers to formally launch the investigation. This follows the action taken yesterday to restore power to all affected customers.

NESO’s investigation will support efforts to build a clear picture of the circumstances surrounding this incident and the UK’s energy resilience more broadly so that it’s prevented from ever happening again.

The government’s Plan for Change is rebuilding Britain’s resilience, including boosting the country’s energy security with homegrown power. Separately, the resilience review led by the Cabinet Office is ongoing and is due to conclude in the Spring.

Energy Secretary Ed Miliband said:

The loss of power to the Heathrow area has caused major disruption to thousands of people and many businesses. We are determined to properly understand what happened and what lessons need to be learned.

That is why working with Ofgem, I have today commissioned the National Energy System Operator to carry out an investigation into this specific incident and to understand any wider lessons to be learned on energy resilience for critical national infrastructure, both now and in the future.

The government is determined to do everything it can to prevent a repeat of what happened at Heathrow. This review will be an important step in helping us to do so, as we deliver our Plan for Change.

Transport Secretary Heidi Alexander said:

This incident caused significant disruption but Heathrow, National Grid, and our emergency services have worked swiftly to get people travelling again.

Heathrow is a massive airport that uses the energy of a small city, so it’s imperative we identify how this power failure happened and learn from this to ensure a vital piece of national infrastructure remains strong.

Whilst Heathrow is back to business, some disruption is expected over coming days as things get back to normal so I encourage anyone travelling to check with their airlines and plan their journeys.

Akshay Kaul, Director General for Infrastructure at Ofgem, said:

We saw yesterday the huge disruption that comes when energy supply is disrupted, and it’s important we now understand how that happened. Households and businesses should be able to have confidence in the resilience of critical national infrastructure, and Ofgem will work with the government and others to ensure NESO’s review goes as far as possible to ensuring steps are put in place to avoid any repeat of an incident of this scale in the future.

To the extent the review finds any breaches of standards or licence obligations, we will not hesitate to take action.

NESO chief executive Fintan Slye said:

NESO welcomes the government’s commission to review the power outage incident impacting Heathrow and surrounding areas. We will now work with all relevant stakeholders to understand the lessons that can be learned to improve future resilience of Great Britain’s energy system.

NESO will work with other bodies, including Heathrow Airport, to ensure the investigation is comprehensive and thoroughly examines the causes of the incident.

Further details on the scope of the investigation and its Terms of Reference will be agreed by the Energy Secretary, Ofgem and NESO and published in the coming days.

NESO are expected to report to DESNZ and Ofgem with initial findings within six weeks.

MIL-OSI Africa: Human Rights Day should be a time for reflection

While many have been looking forward to the long weekend provided by Human Rights Day, its commemoration should not only provide an opportunity to connect with loved ones but should also inspire the nation to reflect on the gains the country has made.

“What is important as we’re about to celebrate Human Rights Day is that we should be a proud nation and country given where we come from,” Deputy Director-General for Court Administration at the Department of Justice and Constitutional Development (DOJ&CD), Lucky Mohalaba told SAnews, in a recent interview with the South African Government news agency.

March 2025 marks over six decades since the painful events of 21 March 1960 where 69 lives were lost in the Sharpeville Massacre. The massacre came to be as a result of citizens choosing to protest against the then pass laws of the apartheid government.

Lives were lost and many were injured not only in that massacre in Gauteng, but across the country as a whole.

When the country attained democracy in 1994, government declared 21 March as a national day to commemorate Human Rights Day. The month of March was also declared as Human Rights Month.

“[We ought to remember] the atrocities that were committed against the people of this country who were fighting for their rights. Given the forcefulness of the then regime to deny the people of this country their rights, whether it be in [the] health sector, education and so on, we should be very proud about where we come from, and the victories that we scored in 1994.

“At the present moment we should take leave in terms of our constitutional dispensation as South Africans and be proud of the Constitution which offers every one of us our rights as enshrined in the Bill of Rights. I think that should be celebrated given the dark history of this country,” Mohalaba told SAnews.

Contained in South Africa’s Constitution, the Bill of Rights is a cornerstone of democracy and “enshrines the rights of all people in our country and affirms the democratic values of human dignity, equality and freedom.”

Among its tenets is that everyone is equal before the law and that the state may not unfairly discriminate directly or indirectly against anyone on one or more grounds, including race, gender, sex, ethnic or social origin, amongst others.

The Bill of Rights also states that everyone has inherent dignity and the right to have their dignity respected and protected.
The DDG’s comments come as Deputy President Paul Mashatile is set to deliver the Human Rights Day keynote address in the Eastern Cape today.

The Deputy President will deliver the address on behalf of President Cyril Ramaphosa at the Derrick Ferreira Stadium in Kariega which is located within the Nelson Mandela Bay Municipality.

Human Rights commemorative events this year are being held under the theme, “Deepening a Culture of Social Justice and Human Rights”.

“This is a call for a renewed and strengthened commitment from all levels of society, to accelerate practical solutions in driving inclusive growth and job creation, to reduce poverty and tackle the high cost of living, and to build a capable, ethical and developmental State,” the Presidency said in a statement on Wednesday.

In its statement, it stated that this is an important day, which also honours 35 people who were killed on 21 March 1985, when apartheid police targeted community members after a funeral in Uitenhage and KwaLanga.

This year, government chose Kariega to host the national commemoration as the State’s initiative to rotate national days, allowing communities across all provinces to pay tribute to those who lost their lives during the liberation struggle.

According to the Presidency, it also provides an opportunity to reflect on and evaluate the progress made towards building a non-racial, non-sexist, democratic, and united nation.

Constitutionalism

Mohalaba added that government is committed to promoting constitutionalism.

“What we can say to South Africans as the Department of Justice and Constitutional Development is that the department is still committed, led by the Minister [Mamoloko Kubayi], to ensure that we promote constitutionalism across the country.

“We are still committed to ensuring that people have access to justice using the facilities we have such as the courts and also reviewing apartheid legislation,” he said.

Mohalaba’s comments come as discussion documents into the Criminal Procedure Act of 1977 that were released for comment in February with the closing date for public input set for 31 March 2025.

The act makes provision for procedures and related matters in criminal proceedings.

The documents were released by the South African Law Reform Commission (SALRC). The review seeks to address systemic challenges in the Act, particularly in relation to provisions that deal with arrest, bail, alternative dispute resolution, and victim participation in the criminal justice process.

“Those are matters that the department is really looking into, and I think [that for us] is to celebrate but at the same time, the laws that we have as a nation, we urge the nation to ensure that we protect these victories. [What we are saying] to the citizens of this country is that this department being at the centre of constitutionalism, is still committed to ensuring that the laws that have been passed by Parliament and signed off by the State President are applied to the fullest,” he explained.

The DDG said that government is committed to building a better South Africa.

“We are committed to work with the public at large to say that as we celebrate Human Rights Day. This department and government in particular, is committed to building a strong, united nation going forward for generations to come,” he said. – SAnews.gov.za

MIL-OSI Africa: Kariega residents share their reflections on Human Rights Day

The residents of Kariega in the Nelson Mandela Bay Municipality have shared their thoughts on the significance of Human Rights Day, emphasising the importance of freedom, self-expression, and government accountability.

Speaking to SAnews, 17-year-old Luphumelo Hini from KwaNobuhle said Human Rights Day represented her ability to express herself freely and pursue her dreams without restrictions.

“Human Rights to me means that we are able to express ourselves in different ways, we are able to live our lives freely, we are able to follow and fulfil our dreams and do a whole lot of things that many people who do not have human rights and are not given freedom are not able to do,” Hini said.

She added that the presence of Deputy President Paul Mashatile at the event made her feel recognised.

“It means a lot for me for the Deputy President to come and address us because it means he acknowledges us, and he realises the importance of Human Rights Day. It just shows that he has the spirit of Ubuntu,” she said.

Similarly, 29-year-old Sinethemba Krweda expressed his appreciation for the Deputy President’s attendance, noting that young people are eager to learn about the government’s role in protecting their rights.

“We do have rights as people. The first right is that we are free and can move freely, unlike during the apartheid era. We are also able to study and further our education. We appreciate that the Deputy President is here so he can hear our concerns, particularly regarding the high unemployment rate among the youth,” Krweda said.

Speaking ahead of the main event, Eastern Cape Premier Oscar Mabuyane reiterated the provincial government’s commitment to improving the living conditions of communities as South Africa marks Human Rights Day.

Mabuyane emphasised that the day is not just about remembrance but also the tangible efforts made to transform people’s lives.

“To us, this is not just about celebrating or commemorating Human Rights Day – it’s about what we are doing to change people’s lives here. If you look around, you can see the … challenges that our people still facing. But we are doing our level best to turn the tide,” Mabuyane said.

The area has been among the hardest hit by natural disasters, further exacerbating socio-economic struggles. However, the Premier assured residents that government has a concrete plan to support affected communities.

“We have a plan to ensure that we rescue our people out of these kinds of challenges,” he said.

Mabuyane welcomed the visit by the Deputy President to the province, saying his presence reinforces government’s commitment to ensuring that historically marginalised communities are not left behind.

“The people of this area must know that they are part of the history of our country, and they must feel the presence of the government,” he said.

Deputy President Mashatile is set to deliver the keynote address at the 2025 Human Rights Day commemoration event.

The programme began with a visit to James Ndulula Primary School, followed by a wreath laying ceremony at Langa Memorial in Kariega.

Meanwhile at the main event the festivities began with lively performances that had the crowd dancing and cheering in anticipation of the Deputy President’s speech.

This year’s Human Rights Day commemorative events are being held under the theme, “Deepening a Culture of Social Justice and Human Rights”.

The theme calls for renewed commitment from all levels of society to accelerate practical solutions for inclusive growth, job creation, poverty reduction, and addressing the high cost of living while building a capable, ethical, and developmental state.

President Cyril Ramaphosa has undertaken a working visit to the Republic of Namibia to attend the inauguration of the President-Elect, Netumbo Nandi-Ndaitwah.

The inauguration ceremony coincides with the nation’s 35th Independence Day and will take place at the Independence Stadium in Windhoek.

The working visit provides an opportunity to reaffirm the strategic nature of the cordial bilateral relations between South Africa and Namibia and further consolidate bilateral cooperation between the two countries.

Nandi-Ndaitwah will make history when she is inaugurated as that Southern African country’s first female President on Friday.

Presidential Spokesperson Vincent Magwenya said on Thursday, at a briefing on the President’s upcoming events, that the two countries enjoy “excellent bilateral relations” because of the “deep fraternal and historic relationship cemented during the fight against colonialism and apartheid”.

“Namibia’s stability and interrelated ties with South Africa make the country a natural strategic partner, not only in the Southern African Development Community but also in the broader African Union context and globally.

“President Ramaphosa is looking forward to working closely with the new President of Namibia and government to advance mutual political economic interests and the integration of the African continent.
