    On 21 October 2024, the OSCE Centre in Ashgabat hosted a conference dedicated to the 25th anniversary since Turkmenistan acceded to the Aarhus Convention, a key UN document on access to environmental information, public participation in decision-making and access to justice in environmental matters.
    The conference brought together representatives of the Aarhus Centre in Turkmenistan and public organizations, national environmental experts and governmental officials from relevant ministries and agencies.
    “As we celebrate this significant anniversary, I am pleased to highlight that Turkmenistan was the first Central Asian state to ratify the Aarhus Convention and commit to implementing provisions of this unprecedented environmental agreement,” said Olivera Zurovac-Kuzman

    The event presented the draft National Report on the Implementation of the Aarhus Convention in Turkmenistan and its provisions and discussed the main areas of Aarhus Centre’s activities.
    A representative from the Aarhus Convention Secretariat, UNECE, focused on the role of the Aarhus Convention in promoting the principles of good environmental governance and sustainable development.
    Representatives of the Aarhus Centre in Turkmenistan reflected on the role of the Aarhus Centre in promoting the Aarhus Convention and the main areas of their activities emphasizing the importance of their work aimed at promoting sustainable water management. Experiences of organizing environmental campaigns were also shared.

    100% RTI disposal rate in first 6 months of current financial year

    Chief Information Commissioner of India Shri Heeralal Samariya called on Dr. Jitendra Singh, Minister of State for Personnel, Public Grievances & Pensions today.

    During the meeting, Shri Samariya informed the Minister that Central Information Commission has achieved 100% disposal rate of RTIs during the first six months of the current financial year. Dr Jitendra Singh lauded the Central Information Commission on this achievement.

     

    The Minister applauded the office of Chief Information Commission for consistently using Artificial Intelligence for study, analysis and pattern of RTIs and also checking credentials of RTI applicants.

    Chief Information Commissioner also apprised the Minister of the consistent use of hybrid mode, – physical cum video conferencing, introduced in the office of CIC for hearing and disposal of RTI appeals. The Commissioner informed the Minister that the disposal of RTI applications during the Covid 19 pandemic period was more due to the use of online mode and modern technologies.

    He further informed that now the RTI applications can also be filed with the help of mobile App. “New technologies have been introduced, leading to the speedy disposal of pending applications. Awareness camps are also being organised to spread awareness about the RTI Act” the Commissioner submitted.

    The Union Minister said that it was during the Modi Government that a 24-hour portal service was introduced for e-filing of the RTI applications at any time of the day or night and from any part of the country or abroad. Similarly during Prime Minister Shri Narendra Modi’s tenure, the office of Central Information Commissioner was shifted to its own exclusive office complex, he added.

    Dr Jitendra Singh reiterated that the role of the Central Information Commission is important to live up to PM Modi’s vision of transparency and citizen participation in the functioning of the government.

This compares to net income of $18.1 million, or $0.57 diluted earnings per share, for the second quarter of 2024, and net income of $19.7 million, or $0.62 diluted earnings per share, for the third quarter of 2023.

Lance Carter, President and Chief Executive Officer of HBT Financial, said, “In the third quarter, we continued our consistently solid financial performance with net income of $18.2 million, adjusted net income(1) of $19.2 million, adjusted ROAA(1) of 1.53% and adjusted ROATCE(1) of 17.20%. We have also seen tangible equity continue to build, with tangible book value per share increasing 23.3% over the last year. Our net interest margin (tax-equivalent basis)(1) increased 3 basis points to 4.03% while funding costs remained modest, increasing 5 basis points to 1.47%.     Adjusted Net Income

    In addition to reporting GAAP results, the Company believes non-GAAP measures such as adjusted net income and adjusted earnings per share, which adjust for acquisition expenses, branch closure expenses, gains (losses) on closed branch premises, net earnings (losses) from closed or sold operations, charges related to termination of certain employee benefit plans, realized gains (losses) on sales of securities, and mortgage servicing rights fair value adjustments, provide investors with additional insight into its operational performance. The Company reported adjusted net income of $19.2 million, or $0.61 adjusted diluted earnings per share, for the third quarter of 2024. This compares to adjusted net income of $18.1 million, or $0.57 adjusted diluted earnings per share, for the second quarter of 2024, and adjusted net income of $20.3 million, or $0.63 adjusted diluted earnings per share, for the third quarter of 2023 (see “Reconciliation of Non-GAAP Financial Measures” tables below for reconciliation of non-GAAP financial measures to their most closely comparable GAAP financial measures).

    Net Interest Income and Net Interest Margin

    Net interest income for the third quarter of 2024 was $47.7 million, an increase of 1.5% from $47.0 million for the second quarter of 2024. The increase was primarily attributable to improved loan yields which were mostly offset by an increase in funding costs.

    Relative to the third quarter of 2023, net interest income decreased 1.1% from $48.3 million. The decrease was primarily attributable to higher funding costs which were partially offset by higher asset yields and an increase in interest-earning assets.

    Net interest margin for the third quarter of 2024 was 3.98%, compared to 3.95% for the second quarter of 2024, and net interest margin (tax-equivalent basis)(1) for the third quarter of 2024 was 4.03%, compared to 4.00% for the second quarter of 2024. Higher yields on interest-earning assets, which increased by 7 basis points to 5.35%, were mostly offset by an increase in funding costs, with the cost of funds increasing by 5 basis points to 1.47%.

    Relative to the third quarter of 2023, net interest margin decreased 9 basis points from 4.07% and net interest margin (tax-equivalent basis)(1) decreased 10 basis points from 4.13%. These decreases were primarily attributable to increases in funding costs outpacing increases in interest-earning asset yields.

    Noninterest Income

    Noninterest income for the third quarter of 2024 was $8.7 million, a decrease from $9.6 million for the second quarter of 2024. The decrease was primarily attributable to changes in the mortgage servicing rights (“MSR”) fair value adjustment, with a $1.5 million negative MSR fair value adjustment included in the third quarter 2024 results compared to a $0.1 million negative MSR fair value adjustment included in the second quarter 2024 results. Partially offsetting the MSR fair value adjustment was a $0.2 million increase in service charge income and a $0.2 million increase in other noninterest income, primarily attributable to swap fee income.

    Relative to the third quarter of 2023, noninterest income decreased 8.3% from $9.5 million. The decrease was primarily attributable to the $1.5 million negative MSR fair value adjustment included in the third quarter 2024 results, partially offset by the absence of $0.8 million in realized losses on the sale of securities included in the third quarter 2023 results.

    Noninterest Expense

    Noninterest expense for the third quarter of 2024 was $31.3 million, a 2.7% increase from $30.5 million for the second quarter of 2024. The increase was primarily attributable to a $0.5 million increase in occupancy expense, driven in part by a seasonal increase in planned building maintenance expenses, and a $0.4 million increase in marketing and customer relations expense.

    Relative to the third quarter of 2023, noninterest expense increased 2.1% from $30.7 million. The increase was primarily attributable to a $0.7 million increase in salaries and a $0.4 million increase in employee benefits. Partially offsetting these increases was a $0.3 million decrease in marketing and customer relations expense.

    On February 1, 2023, HBT Financial completed its acquisition of Town and Country Financial Corporation (“Town and Country”) with the core system conversion successfully completed in April 2023. Acquisition-related expenses recognized during the nine months ended September 30, 2023 are summarized below. No Town and Country acquisition-related expenses were recognized subsequent to the second quarter of 2023.

    Loan Portfolio

    Total loans outstanding, before allowance for credit losses, were $3.37 billion at September 30, 2024, compared with $3.39 billion at June 30, 2024, and $3.34 billion at September 30, 2023. The $15.7 million decrease from June 30, 2024 was primarily attributable to several larger commercial real estate loan payoffs due to the sale of the property and a couple of larger one-to-four family residential loan payoffs. These decreases were partially offset by increased line usage and term originations in our agricultural and farmland portfolio.

    Deposits

    Total deposits were $4.28 billion at September 30, 2024, compared with $4.32 billion at June 30, 2024, and $4.20 billion at September 30, 2023. The $38.0 million decrease from June 30, 2024 was primarily attributable to lower balances maintained in retail accounts and a $18.3 million decrease in escrow balances related to seasonal tax payments, partially offset by increases in public funds and business accounts. Additionally, we continue to see a shift towards higher cost deposit products, with decreases in noninterest-bearing deposits, interest-bearing demand, and savings balances being partially offset by an increase in money market and time deposit balances.

    Asset Quality

    Nonperforming loans totaled $8.2 million, or 0.24% of total loans, at September 30, 2024, compared with $8.4 million, or 0.25% of total loans, at June 30, 2024, and $6.7 million, or 0.20% of total loans, at September 30, 2023. Additionally, of the $8.2 million of nonperforming loans held as of September 30, 2024, $2.0 million is either wholly or partially guaranteed by the U.S. government. The $0.2 million decrease in nonperforming loans from June 30, 2024 was primarily attributable to the payoff of $0.1 million in nonaccrual agricultural and farmland loans.

    The Company recorded a provision for credit losses of $0.6 million for the third quarter of 2024. The provision for credit losses primarily reflects a $1.2 million increase in required reserves resulting from changes in economic forecasts; a $0.2 million increase in required reserves resulting from qualitative factor changes; a $0.6 million decrease in required reserves driven by decreased loan balances and changes within the loan portfolio; and a $0.2 million decrease in specific reserves.

    The Company had net charge-offs of $0.6 million, or 0.07% of average loans on an annualized basis, for the third quarter of 2024, compared to net charge-offs of $0.7 million, or 0.08% of average loans on an annualized basis, for the second quarter of 2024, and net recoveries of $0.1 million, or 0.01% of average loans on an annualized basis, for the third quarter of 2023. During the third quarter of 2024, net charge-offs were primarily recognized in the commercial and industrial category which had $0.7 million of net charge-offs.

    The Company’s allowance for credit losses was 1.22% of total loans and 499% of nonperforming loans at September 30, 2024, compared with 1.21% of total loans and 484% of nonperforming loans at June 30, 2024. In addition, the allowance for credit losses on unfunded lending-related commitments totaled $4.1 million as of September 30, 2024, compared with $4.3 million as of June 30, 2024.

    During the third quarter of 2024, the Company did not repurchase shares of its common stock under its stock repurchase program. The Company’s Board of Directors has authorized the repurchase of up to $15 million of HBT Financial common stock under its stock repurchase program, which is in effect until January 1, 2025.   • MIL-OSI USA: Four new petroleum liquids pipelines have been completed in the United States since 2023

    Since 2023, pipeline companies have completed four new petroleum liquids pipeline projects in the United States—three crude oil pipeline projects and one hydrocarbon gas liquids (HGL) project—according to our recently updated Liquids Pipeline Projects Database. No new petroleum product pipeline projects were completed during this period. Petroleum product pipelines carry gasoline, diesel, jet fuel, and other refinery products.

    The completed projects are as follows:

    • South Bend Pipeline is a 150,000-barrel-per-day (b/d) pipeline developed by Bridger Pipeline, LLC, that transports crude oil about 137 miles from Johnsons Corner, North Dakota, to Baker, Montana. It was completed in 2023.
    • Keystone Port Neches Link is a 630,000-b/d pipeline developed by Port Neches Link, LLC, a joint venture of TC Energy and Motiva Enterprises, that begins at the Sunoco Logistics terminal in Nederland and ends at Motiva’s terminal in Port Neches (both in Texas). The pipeline is approximately five miles in length and was completed in 2023. The Motiva section is a 30-inch diameter pipe, and the TC Energy section is 36-inch diameter pipe.
    • Borger Express Pipeline is a 90,000-b/d pipeline developed by Navigator Energy Service that transports crude oil about 195 miles from Major County, Oklahoma, to Hutchinson County, Texas. It was completed in 2023.
    • Seminole Red Pipeline was converted by Enterprise Products Partners from a crude oil pipeline back to an HGL pipeline while it builds Bahia Pipeline, another HGL pipeline project that will also service the Permian Basin. Seminole Red Pipeline was originally an HGL pipeline before it was converted to a 210,000-b/d crude oil pipeline in 2019. The conversion back to HGL was completed in 2024.

    Our Liquids Pipeline Projects Database contains information about projects at various stages of construction. Currently, 9 projects have been announced, and 10 projects are under construction. Since we launched the database in 2010, 231 projects have been completed, and 17 projects have been permanently canceled.

    Our Liquids Pipeline Projects Database compiles information on more than 270 future, ongoing, and past liquids pipeline projects in the United States. These pipelines carry crude oil, HGL, and petroleum products. Our database contains project types, start dates, capacity, mileage, geographic information, and project status. We track expanded, reversed, converted, and new pipeline projects.

    Some projects are connected to each other and may carry the same fuels to their final destinations. As a result, adding together the capacity of all projects would result in overestimating or double-counting some pipeline capacity.

    The Liquids Pipeline Projects Database complements our natural gas pipeline projects database. We update our Liquids Pipeline Projects Database based on the best available information from pipeline company websites, trade press reports, and government documents, such as U.S. Department of State permits for border crossings. We update the database twice each year. The data reflect reported plans and do not reflect our assumptions on the likelihood or timing of project completion.

    On the day one of 2nd National Lighthouse Festival , Ministry of Ports, Shipping, and Waterways (MoPSW) hosted the Lighthouse Tourism Conclave 2024 today in Puri, with over 100 participants, including government officials, tourism experts, and conservationists, in attendance. The event aimed to explore the vast potential of lighthouse tourism and strategies for preserving these maritime structures, blending tourism development with heritage conservation.

Pravati Parida, Hon’ble Deputy Chief Minister of Odisha. Following the traditional lighting of the ceremonial lamp, the Hon’ble Minister of State for Ports, Shipping & Waterways, Shri Shantanu Thakur, delivered the keynote address, where he emphasized the importance of developing lighthouse tourism as a means to boost local economies and preserve India’s rich maritime heritage.

    He warmly invited all visitors to explore these landmarks and experience the unique blend of heritage and modernity they offer.

    A detailed presentation by the Directorate General of Lighthouses and Lightships (DGL) showcased the current status and future prospects of lighthouse tourism in India, highlighting various initiatives underway. With an investment of ₹60 crore, 75 iconic lighthouses across 9 coastal states and 1 union territory have been developed under the visionary leadership of the Hon’ble Prime Minister. Each lighthouse has become a beacon of both heritage and recreation, with modern amenities such as museums, amphitheaters, children’s parks, and more. In Odisha, five lighthouses—Gopalpur, Puri, Chandrabhaga, Paradip, and False Point—have been developed as part of this initiative to promote lighthouse tourism.

    In the fiscal year 2023-24 alone, the 75 dedicated lighthouses attracted an impressive 16 lakh visitors. As of September 2024, the current fiscal year 2024-25 has already welcomed more than 10 lakh visitors. These developments have also resulted in job creation, with 150 direct and 500 indirect employment opportunities emerging in nearby hotels, restaurants, tour operators, transportation services, and local shops and artisans.

    The presentation was followed by two engaging panel sessions. The first session, moderated by Gaurav Nagar, focused on “Lighthouse Tourism and Heritage.” Speakers, including Kapil Mohan (AIS Retd.), Debasis Mishra, and renowned photographer Dinesh Khanna, discussed the cultural and economic significance of lighthouses and the untapped potential in leveraging them as tourist destinations. The second session, also moderated by Gaurav Nagar, concentrated on “Preservation and Conservation of Lighthouses.” Experts such as Raja Parija, Capt. Devabrat Mishra, and Sangeeta Thakur deliberated on sustainable preservation techniques, balancing heritage conservation with the growing demand for tourism.

    This interactive dialogue encouraged collaboration among key industry players to strengthen lighthouse tourism in India.

    Through this conclave, the Ministry of Ports, Shipping, and Waterways aims to raise awareness about the unique blend of history and tourism that lighthouses represent, and how their preservation is essential for future generations. The event sets the stage for upcoming initiatives and collaboration in the lighthouse tourism sector.

    Note: Later in the evening, the Lighthouse Tourism Festival at Talabania Ground, Puri, will witness a grand cultural celebration. The festivities will begin with the invocation dance, Ganesh Vandana, followed by a captivating medley of traditional Assamese performances, showcasing the rich cultural heritage of Assam.   • MIL-OSI: Preferred Bank Reports Third Quarter Results

    LOS ANGELES, Oct. 21, 2024 (GLOBE NEWSWIRE) — Preferred Bank (NASDAQ: PFBC), one of the larger independent California banks, today reported results for the quarter ended September 30, 2024. Preferred Bank (“the Bank”) reported net income of $33.4 million or $2.46 per diluted share for the third quarter of 2024. This represents a slight decrease in net income of $209,000 from the prior quarter and down by $4.8 million from the same quarter last year. The decrease in net income from the prior year was due to a decrease in net interest income of $4.1 million due to higher deposit costs as well as an increase in noninterest expense of $3.1 million. These were partially offset by lower provision for credit losses and an increase in noninterest income. The decrease from the prior quarter was due to an increase in noninterest expense of $2.4 million, an increase in the provision for credit losses of $700,000 partially offset by an increase in net interest income of $2.7 million. Preferred Bank continues to deliver top-of-peer group profitability metrics and long term shareholder returns.

    Highlights for the Quarter:

Highlights of the quarter include the successful reduction of $21.2 million in non-performing loans, with no charge-offs. Interest recovery related to this was $800,000. Criticized loans, however, have increased but we believe it may be temporary in nature. Separately, the OREO property is currently in escrow, scheduled to close later this month. The valuation allowance we recorded of $1.7 million is included in the quarter’s non-interest expense.

    Loan demand was strong this quarter. We had a net increase of $143 million, or 2.6% on a linked quarter basis. The September’s rate cut seems to have spurred borrower interest in general. Deposits for the quarter had a very small decrease, as we have been careful in monitoring our deposit costs.

    At September 30, 2024, Preferred Bank’s loan portfolio was 26% fixed rate loans and 74% floating rate loans with floor rates for most of them. We believe it is well-balanced with the sensitivity of our deposits. However, the time certificates of deposits do have a cost adjustment pattern of slower reduction in the beginning but increasing gradually.”

    Results of Operations

    Net Interest Income and Net Interest Margin. Net interest income before provision for credit losses was $68.8 million for the third quarter of 2024. This was a decrease from the $73.0 million recorded in the same quarter last year and an increase over the $66.1 million posted in the second quarter of 2024. A higher cost of deposits was to blame for the decrease in net interest income versus the prior year and a curing of a nonaccrual loan in the third quarter of 2024 was the reason for the increase in net interest income over the second quarter of 2024. A loan that was placed into nonaccrual status in the second quarter of 2024 was paid down significantly and the interest was brought current in the third quarter of 2024. This interest recovery of $800,000 helped to increase the Bank’s net interest margin to 4.10% for the quarter from 3.96% in the prior quarter. This compares to a margin of 4.39% one year ago. Also very importantly, the Bank’s total interest expense decreased for the first time since the first quarter of 2022. This was the result of the Bank’s efforts to replace higher cost brokered MMDA accounts with traditional brokered CD’s which carry a lower coupon. This is why, during this quarter, there is a fairly sizeable decrease in money market accounts and a corresponding increase in certificates of deposit.

    Noninterest Income. For the third quarter of 2024, noninterest income was $3.5 million compared with $3.0 million for the same quarter last year and compared to $3.4 million for the second quarter of 2024. The increase over the prior quarter was primarily due to letter of credit (LC) fees which increased by $210,000 and other income partially offset by a decrease in gains on sales of SBA loans of $263,000. In comparing to the same quarter last year; LC fee income was up by $547,000 partially offset by a decrease in service charges of $192,000.

    Noninterest Expense. Total noninterest expense was $22.1 million for the third quarter of 2024 compared to $19.7 million for the second quarter of 2024 and compared to the $19.0 million recorded in the same period last year. The primary reason for the increase from the prior year and over the prior quarter was the $1.7 million valuation allowance recorded this quarter on the Bank’s other real estate owned (OREO) property. In comparing to the prior quarter; personnel expense increased by $581,000 and occupancy expense increased by $167,000. This was partially offset by a decrease in promotion expense of $162,000. In comparing to same quarter last year; personnel expense was up by $517,000, occupancy expense was up by $320,000 and professional services was up by $393,000. The increase in professional services expense was due to increased legal costs which were associated with a number of nonperforming loans. For the quarter ended September 30, 2024, the Bank’s efficiency ratio was 30.6%, higher than the 28.3% posted last quarter and higher than the 25.04% posted this quarter last year.

    Income Taxes. The Bank recorded a provision for income taxes of $13.6 million for the third quarter of 2024. This represents an effective tax rate (“ETR”) of 29.0% which is identical to the ETR for last quarter and up from the 28.5% ETR recorded in the same period last year. The Bank’s ETR will fluctuate slightly from quarter to quarter within a fairly small range due to the timing of taxable events throughout the year.

    Balance Sheet Summary

    Total gross loans at September 30, 2024 were $5.57 billion, an increase of $298.1 million from the total of $5.27 billion as of December 31, 2023. Total deposits decreased during the quarter by $11 million but still increased year-to-date to $5.87 billion, up $158.4 million from the $5.71 billion as of December 31, 2023. Total assets were $6.87 billion, an increase of $213.3 million over the total of $6.66 billion as of December 31, 2023.

    Asset Quality

    Non-accrual loans as of September 30, 2024, was $19.4 million, a decrease of $21.2 million from $40.6 million on June 30, 2024. There were no charge-offs related to the reduction. Interest recoveries were $800,000 for this quarter

    The increase in total criticized loans of $161.2 for the quarter was largely due to the downgrade of a relationship with seven real estate related loans. These seven loans totaling $182.1 were secured by retail or multifamily properties that have late payment irregularities. At September 30, 2024, four of the seven loans totaling $86.5 million have been brought current and are expected to be out of criticized status in the fourth quarter. The three loans that have not been brought to current have a combined weighted average LTV of 64% and DCR of 0.98. All these loans have adequate guarantor support. Combined amount outstanding for these three loans is $95.6 million.

    Allowance for Credit Losses

    The provision for credit losses for the third quarter of 2024 was $3.2 million compared to $2.5 million last quarter and compared to $3.5 million in the same quarter last year. The Bank’s allowance coverage ratio increased to 1.36% of loans as compared to 1.34% in the prior quarter.

    Capitalization

    As of September 30, 2024, the Bank’s leverage ratio was 11.28%, the common equity tier 1 capital ratio was 11.66% and the total capital ratio stood at 15.06%. As of December 31, 2023, the Bank’s leverage ratio was 10.85%, the common equity tier 1 ratio was 11.57% and the total capital ratio was 15.18%.

  • MIL-OSI Europe: Einstein Telescope in border region step closer

    Major steps have been taken to build the Einstein Telescope in the border region of Belgium, the Netherlands and Germany. This was revealed at the 4th ministerial summit on the project. The Flemish government is already reserving €200 million for the project. In addition, Belgium and the Netherlands support the steps being taken in Germany to definitively earmark funds for the construction of the Einstein Telescope. Finally, it was announced at the summit that the 1rst results of the drilling campaign give the preliminary conclusion that the subsoil in the border area of Belgium, the Netherlands and Germany is sufficiently stable and offers opportunities to build the telescope.

    Newcomers

    That news caused great optimism among the responsible ministers from North Rhine-Westphalia, Belgium and the Netherlands at the Kerkrade conference on the underground telescope.

    Following elections and government formation in the Netherlands and Belgium, a number of new ministers in the Netherlands and Belgium are responsible for the Einstein Telescope project. From Wallonia it is Minister Pierre-Yves Jeholet, in Flanders it is Prime Minister Matthias Diependaele and from the Netherlands Minister Eppo Bruins, who also hosted.

    Commitment in the 3 countries

    Ahead of the summit, it was announced that the new Flemish cabinet is already reserving €200 million for the Einstein Telescope. This is good news. Together with the financial reservation in the Netherlands and the extra boost given by Minister Bruins on Prinsjesdag, a total of more than a billion euros is available for the Einstein Telescope in both countries.
    Germany is also taking steps for the Einstein Telescope. There, an application is under way to get the Einstein Telescope on Germany’s priority list for large scientific infrastructure. This is a necessary condition for a financial contribution. Dutch and Belgian ministers have indicated their support for this proposal.

    Drilling campaign: hard rock favourable

    A key condition for building the Einstein Telescope is that the soil is suitable for it. To determine that, drilling to an average depth of 300 metres was carried out at 11 locations in the border region of Belgium, the Netherlands and Germany. Not all analyses have been completed yet, but the first preliminary conclusions look good. It was found that the subsurface consists of harder rock layers than initially assumed. This is favourable for building an underground research infrastructure. The analysed data from the drillings have been independently verified by the geological service of TNO (Netherlands Organisation for Applied Scientific Research). TNO concurs with the research team’s conclusion based on these initial findings that there are no factors that would make the project unfeasible.
    This drilling campaign and the data collected do not yet say anything about exactly where the 3 vertices for the underground telescope will be. Further geological research is needed for that. In addition, seismic surveys must show that the area is sufficiently noise-free to allow the telescope to measure gravity waves optimally. Furthermore, civil engineering studies must show how the construction of the underground tunnels and vertices is possible. In addition, environmental impact studies will help determine the most suitable location.

    Einstein Telescope of great value

    The Einstein Telescope will be of great value to science, the economy and society. Studies show that every euro invested will pay for itself twice over, and thousands of additional jobs are expected to be created in the border area of the 3 countries. Both for scientists and professionals in the fields of construction, maintenance and hospitality.
    The decision on where to build the Einstein Telescope will be made in 2026. The border region of Germany, the Netherlands and Belgium is in the race together, working on the best possible bid book. The Netherlands has €58 million for preparation and a reservation of €870 million for construction.

  • MIL-OSI China: Chinese researchers develop ‘lunar bricks’

    Chinese researchers have developed bricks from a material that has a similar composition to lunar soil, with the hope that they can be used to build a lunar base in the future.
    According to a recent video clip provided to Xinhua by the Huazhong University of Science and Technology (HUST), a team of researchers led by Ding Lieyun used a lunar soil simulant to make “lunar bricks” that are more than three times stronger than standard red bricks or concrete bricks.
    The team also developed another construction option using additive manufacturing technology. The researchers invented a 3D-printing robot to print houses using lunar soil.
    According to Zhou Cheng at HUST, the team used five different simulated lunar soil compositions and three different sintering processes, which can provide more accurate scientific data for the selection of materials and process optimization for future lunar base construction.
    The composition of lunar soil varies in different locations on the moon, Zhou said, noting that there is one composition that simulates the lunar soil at the landing site of Chang’e-5, which is mainly basalt. Some other compositions simulate the soil found at other locations, soil that is mainly anorthosite.
    He explained that the bricks need to undergo performance testing to determine if their mechanical performance will degrade in the lunar environment and whether they can withstand the high frequency of lunar quakes.
    The moon has a vacuum environment with significant cosmic radiation, and temperatures exceed 180 degrees Celsius during the lunar day, dropping to minus 190 degrees Celsius at night. The team has to determine how well the bricks can insulate and if they can withstand the radiation, Zhou said.
    According to China Central Television, the lunar bricks will be sent to China’s space station aboard the Tianzhou-8 cargo spacecraft to verify their mechanical and thermal performance, as well as their ability to withstand cosmic radiation. The first lunar brick is expected to return to Earth by the end of 2025.
    China unveiled a national mid-term to long-term development program for space science on Tuesday, outlining a roadmap for the development of space science in China through 2050. The international lunar research station, which was initiated by China, will be constructed during the program’s second phase from 2028 to 2035.

    The 2024 World Science and Technology Development Forum (WSTDF), hosted by the China Association for Science and Technology (CAST), will commence in Beijing on Oct. 22, according to a press briefing held on Friday.

    Guided by the implementation of China’s three major global initiatives, the forum will center on the theme “Science and Technology for the Future” and focus on in-depth discussions of six topics. It aims to harness international expertise to drive high-quality development, foster cross-cultural scientific exchanges, and tackle global challenges through innovation and technological solutions.

    The main activities of the 2024 WSTDF will take place in Beijing from Oct. 22-24, with the closing ceremony set for Oct. 30. During the event, in addition to the opening ceremony on Oct. 22, six major thematic sessions and three roundtable dialogues will be held, complemented by several cultural exchange activities.     Communities along the Severn Valley are invited to find out more about plans to manage water and enhance communities at a series of drop-in events.

    Residents and business owners along the upper Severn Valley are invited to a series of drop-in sessions being held later this year where they can find out more about plans to manage water and enhance communities in the area. 

    The Severn Valley Water Management Scheme (SVWMS) is an initiative led by a partnership of the Environment Agency, Natural Resources Wales, Powys County Council and Shropshire Council which aims to enhance water management and create resilient environments across the Upper Severn catchment.  

    The Partnership will be at the drop-in sessions below to discuss how it will be developing plans to make the Severn a more vibrant and resilient river catchment, and members of the communities are invited to the drop-in session to find out more.  

    As well as considering future options for the upper Severn catchment, the SVWMS is also exploring the different funding approaches that would be needed to take forward future implementation in what is a challenging funding environment.   

    The drop-in sessions will be held on the following dates:

    • 7 November – Newtown Library, Park Lane, Newtown, SY16 1EJ 

    • 26 November – Llanidloes – Hanging Gardens Project, Bethel St, Llanidloes SY18 6BS   

    • 10 December – Meifod – Meifod Cobra Rugby Club, Meifod, SY22 6HF 

    • 13 January – Oswestry – Oswestry Memorial Hall, Smithfield Street, Oswestry, SY11 2EG

    These sessions, which coincide with briefings for local parish and community councils in Powys and Shropshire, are designed to provide an opportunity for residents to learn more about the project, ask questions, and share their views. 

    People can also keep up to date with progress of the scheme and all the latest news and events by viewing the new SVWMS website, which seeks feedback from those with an interest in the scheme. 

    The project is investigating a combination of sustainable land use management, in conjunction with current land uses, up-scaled nature-based solutions, and sensitive engineering methods to improve flood risk resilience and water management in the catchment area. 

    If delivered, the SVWMS will bring numerous benefits to communities and businesses across the Severn catchment in England and Wales: 

    • Improved Flood Risk Management: By implementing a combination of measures, the project will help slow the flow of water upstream, reducing the risk of flooding in downstream areas. 

    • Enhanced Biodiversity: The project will contribute to halting biodiversity decline by creating and improving habitats such as wetlands, reed beds, and woodlands. This will support a diverse range of plant and animal species. 

    • Climate Resilience: The regenerative approach of the SVWMS will positively contribute to addressing the climate crisis by enhancing the natural environment’s ability to absorb and store carbon. 

    • Social Value: The project will engage local communities and involve them in the decision-making process, fostering a sense of ownership and stewardship over the natural environment. 

    • Economic Benefits: By improving water management and reducing flood risks, the project can protect local businesses and infrastructure, contributing to the overall economic resilience of the region. 

    David McKnight, Environment Agency Area Flood and Coastal Risk manager for the West Midlands said:  

    “Delivering the Severn Valley Water Management Scheme is a long-term solution to sustainable water management and has the potential to better protect thousands of homes and businesses from flood risk across the upper Severn catchment in England and Wales.

    “We are looking forward to sharing progress as it is made and for people to contribute and engage with us as the project advances. We want to hear from all areas of the Severn community as we embark on the strategy that the catchment needs to be able to adapt to our changing climate and continue to thrive.

    Gavin Bown, Natural Resources Wales, Head of Operations for Mid Wales said: 

    “This is an ambitious but important project as we face a climate and nature emergency.  We are seeing adverse weather events, such as flooding and periods of drought, occurring more frequently than we have experienced in recent decades. 

    “The Severn Valley Water Management Scheme (SVWMS) is looking at new and innovative ways to supplement our flood risk management activities and help further address these issues through using natural flood management to reduce the risk of flood or drought by working with natural systems.

    Smt. Vijaya Kishore Rahatkar has been appointed as the Chairperson of the National Commission for Women (NCW). She will be the 9th Chairperson of NCW.

    Smt. Rahatkar has demonstrated leadership skills across various political and social responsibilities.During her tenure as Chairperson of the Maharashtra State Commission for Women (2016-2021), she spearheaded initiatives like “Sakshama” (support for acid attack survivors), “Prajwala” (linking self-help groups to central government schemes), and “Suhita” (24×7 helpline service for women). She also worked on legal reforms focusing on issues like POCSO, anti-triple talaq cells, and anti-human trafficking units. She introduced digital literacy programs and launched a publication named “Saad” dedicated to women’s issues.

    As the Mayor of Chatrapati Sambhajinagar from 2007 to 2010, Smt. Rahatkar implemented significant developmental projects related to healthcare and infrastructure.

    Smt. Rahatkar holds a bachelor’s degree in Physics and a master’s degree in History from University of Pune. She has authored several books, including ‘Vidhilikhit’ (on women’s legal issues) and ‘Aurangabad: Leading to Wide Roads’. Her contributions to women’s empowerment have earned her recognition, including the National Law Award and the Savitribai Phule Award from a national literary council.

    Dr. Archana Majumdar has also been appointed as the Member of the National Commission for Women .

    The National e-Governance Division (NeGD), Ministry of Electronics and Information Technology (MeitY), successfully launched the inaugural episode of its exclusive Live series, ‘Ask Our Experts’, on October 18, 2024. The episode spotlighted DigiLocker – India’s Digital Wallet.

    ‘Ask Our Experts’ is a unique weekly live program streamed on Digital India’s YouTube channel (http://www.youtube.com/@DigitalIndiaofficial), designed to foster engagement with citizens. The initiative provides a platform for direct interaction with government officials and subject matter experts, offering citizens the opportunity to ask questions and resolve queries regarding various Digital India initiatives.

    The first episode focused on DigiLocker, the flagship e-Governance platform that provides a secure cloud-based solution for citizens to digitally store, share, and verify important documents and certificates. DigiLocker is a key component of the Digital India Programme, empowering citizens with digital tools to simplify their lives.

    The experts delivered a comprehensive presentation and led an insightful discussion about the functionalities and benefits of DigiLocker. The session also saw overwhelming participation, with thousands of citizens tuning in live from across the country. Viewers eagerly posed questions directly to the experts, seeking clarification on various aspects of the DigiLocker platform.

    The program highlighted significant engagement, and nine active participants were recognized as Digital India Question Ninjas for asking relevant and intriguing questions, and they will be rewarded.

    Raksha Mantri Shri Rajnath Singh has called upon the military leaders to think critically, adapt to unforeseen circumstances and leverage latest technological advancements to gain a strategic advantage in today’s ever-evolving geopolitical landscape. Addressing the MPhil Convocation ceremony of 62nd National Defence College (NDC) course (2022 batch) in New Delhi on October 19, 2024, he urged the officers to become strategic thinkers who are capable of anticipating future conflicts, understanding global political dynamics and leading with both intelligence & empathy.

    “Warfare, today, has surpassed the traditional battlefields and now operates in a multi-domain environment where cyber, space & information warfare are as critical as conventional operations. Cyber-attacks, disinformation campaigns and economic warfare have become tools that can destabilise a whole nation without a single shot being fired. There is a need for military leaders to possess the ability to analyse complex problems and devise innovative solutions,” Raksha Mantri said.

    Shri Rajnath Singh described the rapid technological advancements in today’s times as the most crucial force which drives the evolution of a future-ready military. “From Drones and Autonomous Vehicles to Artificial Intelligence (AI) & Quantum Computing, the technologies shaping modern warfare are evolving at a breath-taking pace. Our officers must understand these technologies and be able to harness them,” he stated.

    Raksha Mantri exhorted the defence officers to carry-out in-depth analysis on how best to leverage niche technologies, such as AI, which has the potential to revolutionise military operations. He also stressed on the need to decide on the threshold level of the decisions AI is allowed to take, highlighting the importance of human intervention. Increasing reliance on AI in decision-making processes can raise concerns about accountability & the potential for unintended consequences, he said.

    Shri Rajnath Singh underlined the need to stay prepared to tackle the possibility of adversaries weaponising the tools and technologies used by people on a daily basis. “The mere thought that our adversaries exploiting the tools serves as a reminder of the urgency with which we must prepare for these threats. Institutions like NDC must evolve their course curriculum to not only incorporate case studies on such unconventional warfare but also to drive strategic innovation. The ability to anticipate, adapt & respond will define our readiness in the face of ever-evolving challenges,” he said.

    On the aspect of ethical dilemma faced by military leaders about the extent to which machines should make life-and-death decisions, Raksha Mantri said academic learning in ethics, philosophy and military history will provide officers with the tools to handle the sensitive subject & make sound decisions. He highlighted the critical role played by defence academic institutions, such as NDC, in instilling the moral framework in future leaders to deal with the challenges of present-day warfare. He urged the officers to have a firm grasp of geopolitics, international relations & the complexities of global security alliances, as the decisions made by them can have far-reaching consequences that extend beyond the battlefield and into the realm of diplomacy, economics & international law. 

    Shri Rajnath Singh voiced the Government’s resolve of developing a technologically-advanced and agile military, capable of responding to emerging threats & safeguarding national security. He asserted that while efforts are being made to ensure that the Armed Forces remain future-ready and resilient, defence institutions like NDC play a pivotal role in shaping the perspectives of military leaders & equipping them with the expertise necessary to handle the complexities of modern-day warfare.

    Raksha Mantri added that the curriculum of academic institutions must remain dynamic and adaptable to ensure its relevance to practitioners in the field. He described the challenges of modern warfare, ethical dilemmas, and strategic leadership as not just topics for reflection, but the foundation upon which the future of India’s national security will be built. 

    Emphasising that learning must be a continuous process not confined to the duration of a course, Shri Rajnath Singh suggested the introduction of online, short-term modules on critical subjects to extend the reach and impact of NDC. “This would allow more officers, irrespective of their geographical location or time constraints, to benefit from the knowledge and expertise offered by such a prestigious institution,” he stated.

    Raksha Mantri termed the extensive and well-established alumni network of NDC as an untapped resource that can play a pivotal role in this initiative. By leveraging the experience and insights of its alumni, NDC can foster a thriving, collaborative learning ecosystem that continuously enriches the professional development of defence personnel, he said.

    Shri Rajnath Singh congratulated the officers of the 62nd NDC Course who were awarded the MPhil degree, especially those from friendly countries. He termed them as a bridge between India and their respective nations. He added that challenges and concerns shared during the course would pave the way for enhancing the collective security and prosperity in the region.

    Defence Secretary-designate Shri RK Singh, Commandant NDC Air Marshal Hardeep Bains, Registrar, University of Madras Professor S. Elumalai, senior officers of Ministry of Defence and faculty members of NDC were present on the occasion.

    A 32-member delegation, including representatives of multiple countries of the Organization of Islamic Cooperation (OIC) and officials of the OIC General Secretariat, visited northwest China’s Xinjiang Uygur Autonomous Region from Oct. 16 to 19 at the invitation of China’s Ministry of Foreign Affairs.

    The delegates toured cities like Turpan, Hami and the regional capital Urumqi, expressing their admiration for the social stability, harmony and collaborative development among the region’s diverse ethnic groups.

    The delegates emphasized the potential for collaboration in counter-terrorism, development and combating misinformation, underscoring the importance of international unity in the fight against terrorism.

    After visiting an exhibition on counter-terrorism and de-radicalization efforts in Xinjiang, Boubacar Gouro Diall, Mali’s representative to the OIC, stressed the importance of the shared global fight against terrorism. He noted that countries must unite to combat this threat while cautioning that some countries covertly instigate terrorism to undermine the stability of others and seize their resources.

    The Malian diplomat said that China is not the sole victim of misinformation and called for greater international cooperation to counter false narratives.

    Coulibaly Drissa, Cote d’Ivoire’s representative to OIC, stressed that social stability is crucial for sustained development. “Social stability is very important everywhere in the world. Only with social stability can we promote global peace.”

    The delegation also visited local mosques and Islamic institutes, with Tajikistan’s OIC representative, Akram Karimi, hailing the Chinese government’s commitment to protecting human rights and ensuring religious freedom. He praised the efforts to preserve the cultural traditions and heritage of Xinjiang’s ethnic minorities.

    During visits to local e-commerce enterprises and solar energy facilities, many representatives expressed interest in expanding economic cooperation with Xinjiang. Cameroonian diplomat Dewa Moustafa emphasized the potential for collaboration in the energy sector, particularly given his country’s rich solar resources.

    “The northern region of Cameroon also has abundant solar energy resources, but they are not being effectively utilized, leading to a power shortage. I hope my country can collaborate with the local government of Xinjiang in the energy sector,” Moustafa said.

    Hani Abdulwhab M. Kashif, Saudi Arabia’s deputy OIC representative, lauded Xinjiang’s achievements, calling them a source of pride not only for China but also for its friends. He underscored the importance of increased interaction to present a more accurate picture of Xinjiang to the world.

    Many delegates, including Naser Kamali Dolat Abadi, Iran’s acting representative to the OIC, have visited Xinjiang more than once and expressed their admiration for the positive atmosphere among local residents striving for a better life.

    Xinjiang is experiencing rapid development, with diverse ethnic groups preserving their unique cultures while enjoying a high quality of life, the Iranian diplomat said.

    Jakarta (Agenzia Fides) – The new Indonesian Head of State, Prabowo Subianto, has officially taken office as the eighth President of the country, after the handover from outgoing President Joko Widodo.In his first speech as President, Prabowo promised to eradicate corruption and strive for the country’s self-sufficiency in food and energy. Gibran Rakabuming Raka, son of former President Joko Widodo, took over as Vice President. Prabowo, who continues to cultivate relations with the former President, could appoint Widodo to a leading role in the Presidential Advisory Council (“Wantimpres”), in order to consolidate support for the still popular Widodo and his supporters. Proabowo’s government consists of 48 ministries with a total of over 100 ministers and secretaries of state. Prabowo’s executive differs in some respects from that of Joko Widodo, as some ministries have been split or renamed: for example, the previous ministries of education and culture and environment and forests are now separate. In an effort to maintain continuity with the past, the reappointment of Sri Mulyani Indrawati as finance minister is notable. A former director general of the World Bank, Sri Mulyani was involved in reforming the tax system under two presidents before Prabowo. He is the man who will implement Prabowo’s major programs, such as the one that caused a stir during the election campaign: the announced distribution of free meals to some 83 million children in public schools and to pregnant women to combat growth problems. This plan has already been criticized by those who consider it too expensive, as it will burden the state budget with USD 28 billion. According to analysts, Prabowo otherwise shows a general intention to continue Joko Widodo’s policies, especially in the economic field. Given Prabowo’s background as a former general and defense minister, analysts predict that many posts will be given to members of the military and that his administration will seek to strengthen military capabilities and modernize defense equipment. According to the president’s presentation, investments in defense will be part of a broader effort to boost economic growth. In foreign policy, Indonesia is expected to assert its role as a founding member of ASEAN (Association of Southeast Asian Nations), and the president will seek to increase Indonesia’s influence on regional and international issues. The new president’s first official trip, meanwhile, will be to China, with the aim of strengthening trade ties and economic cooperation while seeking potential investors for the mega-project of the new Indonesian capital Nusantara, which is being built on the island of Borneo. The ambitious project was launched under his predecessor Widodo, and the new president will now have to push it forward, whereas so far the lack of foreign investment has severely slowed the project.     San Cristóbal de Las Casas (Agenzia Fides) – The Catholic community of Chiapas shares in these hours pain and prayers after the murder of an indigenous priest parish priest in the Cuxtitali neighborhood of San Cristobal de las Casas. The attack on Father Marcelo Pérez Pérez, as the victim was called, occurred on his way back from the parish of Nuestra Señora de Guadalupe, in San Cristobal de las Casas, where he had celebrated mass. According to the ongoing investigation, two armed men on motorcycles approached the car in which Father Marcelo was sitting and shot him on Sunday morning, October 20.Known for his work for justice and peace in the region’s indigenous communities and as a mediator in conflicts in areas such as Pantelhó, where violence and insecurity have increased significantly and armed groups have long fought for control of the territory, the priest had received a number of death threats over the years, including for his actions and denunciations of the actions of armed groups in the region.Due to the constant threats, the diocese of San Cristóbal de las Casas had decided to transfer him from the municipality of Simojovel to the parish of Nuestra Señora de Guadalupe. “Chiapas is a time bomb, many people have disappeared, been kidnapped and killed by organized crime,” he said in an interview last September 13 during a peace rally attended by parishioners from the three dioceses of Chiapas. In August 2024, he confirmed that a bounty of one million pesos (almost 50,000 euros) had been placed on his life in Simojovel, but that he would continue his peace process under the protection of God. “I have a divine mandate,” he told the newspaper “El Sol de México” on August 2, 2024. The son of peasant parents, he was born in the municipality of Chichelalhó, in San Andrés Larráinzar (Chiapas). He attended the seminary, was ordained a priest on April 6, 2002, and began his ecclesiastical work as a parish priest in Chenalhó, where he had contact with the survivors of the Acteal massacre in 1997. He worked as a human rights activist for decades and lived in Simojovel for more than 10 years. He coordinated the Social Pastoral Care of the province of Chiapas, which includes the dioceses of the municipalities of San Cristóbal de Las Casas, Tapachula and Tuxtla Gutiérrez, and supported indigenous religious organizations and groups, led pilgrimages and initiated activities on health, poverty and violence in Simojovel. After being a priest for 10 years as parish priest in Chenalhó and 10 years in Simojovel, he was responsible for the parish of Our Lady of Guadalupe for more than two years.In 2010 he was awarded the “Per Anger 2020” prize, which is given to people and organizations that work for human rights and democracy. Meanwhile, the Bishop Emeritus of San Cristóbal de las Casas, Cardinal Felipe Arizmendi Esquivel, expressed his deep sadness and recalled that Father Marcelo was one of the first indigenous priests from the Tsotsile ethnic group that he ordained. “He always worked for justice and peace among the indigenous peoples, especially in Simojovel, and accompanied the victims of internal violence in Pantelhó,” said Cardinal Esquivel. According to the Cardinal, the priest never engaged in party politics, but always fought for respect and justice between communities: “He fought for the values of the Kingdom of God to come alive in the communities. The values of truth and life, holiness and grace, justice, love and peace.” “Father Marcelo Pérez was a living example of priestly commitment to the neediest and weakest in society. His pastoral work, which was characterized by his closeness to the people and his constant support for those most in need, leaves a legacy of love and service that will remain in the hearts of all those he touched through his ministry,” said the Mexican Bishops’ Conference in a communiqué on the priest’s violent death, signed by its President Rogelio Cabrera López and its Secretary General Ramón Castro Castro.”The murder of Father Marcelo not only deprives the community of a pastor who was committed to his people, but also silences a prophetic voice that fought tirelessly for peace, truth and justice in the Chiapas region. Marcelo Pérez was a living example of priestly commitment to the neediest and weakest in society,” said the Bishops’ Conference.   • MIL-OSI United Kingdom: Get ready for fun with Leeds’s first ever Festival of Play

    A fun-filled week-long celebration of the magic of play is set to sweep Leeds later this month with the launch of the city’s first ever Festival of Play and Creativity.

    People of all ages are encouraged to join the city-wide celebration and let loose their playful side with an activity-packed array of events taking place this upcoming half term, from October 25 to November 3.

    From performances and interactive experiences to games and workshops, the inaugural Festival of Play and Creativity aims to showcase Leeds as a great place to play and encourage people to make more time to have fun.

    The festival has been organised by Leeds Community of Play – a network of over 100 people and organisations, including Leeds City Council and its Child Friendly Leeds initiative, committed to inspiring playfulness in neighbourhoods.

    Over 60 events are already planned for the week, which aims to highlight the city’s rich cultural landscape as well as promoting grassroots community activities, with organisers hoping it will spark ideas and enthusiasm and inspire more people to embrace the power of play.

    Highlights so far include the six-day pop-up Playful Information Centre, featuring four refurbished shipping containers at Victoria Gardens, outside Leeds Art Gallery in the city centre, where a daily line-up of different artists will host activities including a ‘Conquer the Conker’ challenge, a ‘Wheel of crisps’ game, Halloween costume-making and a hot dog race.

    The information centre will also showcase all the other playful happenings across the city, which include pumpkin carving at Kirkstall Valley Farm, Lego play with digital consultancy firm Hippo Digital, a mini gig at Brudenell Social Club and story time with Hold Fast, a bookshop on a boat.

    Elsewhere across the city, community groups including Better Leeds Communities and LS14 Trust are getting involved with activities for all, resident-led playstreets will hold activities on people’s doorsteps and Leeds Libraries are providing colourful mini playboxes at various libraries, with each box boasting six drawers full of open-ended play activities.

    Councillor Helen Hayden, Leeds City Council’s executive member for children and families, said: “Play is vital for both adults and children but we know it can often be overlooked in life’s priorities so it’s really great to see an event like this which showcases the power of play to people of all ages.

    “Last year we became the first city in England to commit to delivering an action plan optimising play opportunities for children and young people – a key element in helping everyone in Leeds to get the best start in life.

    “We have an incredible community of playmakers, artists and organisations in Leeds who all work hard to lead the way for play and this festival is a fantastic way to showcase and celebrate this on the city-wide stage and hopefully inspire people to embrace play in their day-to-day lives.”

    Rachel Ingle-Teare, senior librarian at Leeds Libraries, said: “Leeds Libraries are thrilled to be a key partner in the festival – a celebration that encourages the joy of play into the heart of our communities – and are proud to offer a variety of playful experiences.

         The Secretary for Environment and Ecology, Mr Tse Chin-wan, attended the 17th Singapore International Energy Week (SIEW) today (October 21).      SIEW is organised by the Energy Market Authority under the Ministry of Trade and Industry (MTI) of Singapore. The theme this year is “A Connected and Sustainable Energy World”. Mr Tse attended the SIEW Summit to speak on the topic of Asia’s Collaborative Journey to a Sustainable Energy Future, and engaged in in-depth discussions and exchanges with other participants.      Speaking at the Summit, Mr Tse said that Hong Kong strives to reduce carbon emissions and achieve carbon neutrality before 2050. The carbon emissions in Hong Kong peaked in 2014. Compared to the peak, the carbon emissions of Hong Kong have reduced by about a quarter and the target is to reduce them by half before 2035. Hydrogen energy is a low-carbon energy with development potential. The Hong Kong Special Administrative Region Government is advancing with prudence to create an environment conducive to the development of hydrogen energy, which includes improving legislation, setting up infrastructure and funding trial projects. He said, “Our country places great emphasis on developing hydrogen technology, and has a number of high-quality products and advanced technology. Hong Kong can grab the opportunity to become a hub for the country to promote different products and technologies, helping Hong Kong and other countries to promote a green transition.”      Mr Tse also pointed out that there are three key elements to promote regional collaboration, namely political will to set policy targets, active participation from industries and the establishment of an exchange platform for sharing experiences and seeking co-operation. He expressed his gratitude to SIEW for providing an excellent platform that brings together various parties to explore new opportunities and collaboration.      In the afternoon, Mr Tse met with the Senior Minister of State for the MTI, Ms Low Yen Ling, to exchange views on hydrogen development. He later met with officials of the Maritime and Port Authority of Singapore to learn more about the latest developments of green maritime fuel in Singapore.      Mr Tse also visited a local shipping company today and received a briefing on the supply chain and bunkering operations of green marine fuels, particularly the application of green methanol.       Tomorrow (October 22), Mr Tse will visit a local enterprise to understand better the developments and applications of sustainable aviation fuel. He will return to Hong Kong the same evening.

    I am pleased to welcome you all to the Government of the Russian Federation. Your official visit is timed to coincide with the celebration of the centenary of the formation of the Kara-Kyrgyz Autonomous Region and the opening of the Days of Kyrgyz Culture in Russia.

    We, as you know, highly value our relations with Kyrgyzstan – our ally and strategic partner.

    The presidents of our countries are in constant contact. There is an intensive dialogue at all levels. This year, the respected Sadyr Nurgozhoevich Japarov has already visited the Russian Federation three times. And we, of course, are waiting for him at the BRICS summit events in Kazan this week.

    You and I, dear Akylbek Usenbekovich, also maintain regular communication. We work along the lines of the Eurasian Economic Union, the Commonwealth of Independent States. Just last week we participated together in the SCO summit in Pakistan, in Islamabad.

    Our Intergovernmental Russian-Kyrgyz Commission on Trade, Economic, Scientific, Technical and Humanitarian Cooperation, headed by Alexey Logvinovich Overchuk on the Russian side, is also working successfully. It is very pleasant that you are personally involved in all issues. Its latest meeting was held in July, simultaneously with the Russian-Kyrgyz Interregional Conference.

    Russia and Kyrgyzstan have great potential for increasing cooperation. First of all – we also discussed this with you – in the financial sector, industry, agriculture, energy, transport, and also in the field of digital technologies. And we just talked about this in detail today, dear Akylbek Usenbekovich.

    Our trade cooperation is developing at a good pace. In the first eight months of this year, trade turnover has grown by 16%. The share of the ruble in mutual settlements has reached almost 90%. And we, of course, would like to maintain this trend in order to ensure stable and predictable conditions for doing business.

    Our country makes a significant contribution to strengthening the energy security of your republic. At the St. Petersburg Economic Forum in June, long-term contracts were signed for the supply of Russian natural gas to the northern and southern regions of your country.

    The creation of a low-power nuclear power plant based on a Russian project and the construction of solar power plants are also being discussed. An industrial cluster for the production of components necessary for such modules is also being formed.

    With the support of Rosneft, Tatyana Navka’s ice show “The Love Story of Scheherazade” toured in the Indian city of Ahmedabad (Gujarat) from December 18 to 20. Ice shows were held in India for the first time.

    The show aroused great interest among the people of India. Spectators travelled from New Delhi, Mumbai and other cities of the country to see the ice show in Ahmedabad. The show was also attended by Indian politicians and representatives of the business community.

    All five performances of the ice show were sold out. Most of the viewers saw ice for the first time. And the highest skill of the skaters and unique special effects caused thunderous applause throughout the show. At the same time, after the performance, the viewers were in no hurry to leave and thanked the artists for the unique performance.

    • IMF staff and the São Toméan authorities have reached staff-level agreement on economic policies and reforms to be supported by a new 40-month arrangement under the Extended Credit Facility (ECF), updating the agreement reached last year. This renewed staff-level agreement is subject to IMF Management approval and IMF Executive Board consideration, contingent on the implementation of the agreed prior actions and the timely confirmation of the necessary financing assurances from the country’s development partners.
    • The authorities’ ambitious reform program aims at restoring macroeconomic stability while laying the foundations for faster and more inclusive growth. This includes a sizable and front-loaded fiscal adjustment while protecting the vulnerable. The program includes decisive near-term reforms in the electricity sector and medium-term structural reforms to facilitate the green energy transition and unleash the country’s growth potential.

    An International Monetary Fund (IMF) team led by Mr. Slavi Slavov, Mission Chief for São Tomé and Príncipe, visited São Tomé during May 23 – June 5, 2024, and held virtual discussions in the recent months, to discuss with the São Toméan authorities IMF support for their policies and reform plans.

    At the end of the mission, Mr. Slavov issued the following statement:

    “The São Toméan authorities and the IMF team have reached a renewed staff-level agreement to support the authorities’ economic adjustment and reform policies with a new 40-month program supported by an arrangement under the Extended Credit Facility (ECF). The agreement is subject to approval by IMF’s Management and Executive Board in the period ahead, and is contingent on the implementation of prior actions by the authorities and the timely confirmation of the necessary financing assurances from the country’s development partners to cover the external financing gap.

    “São Tomé and Príncipe faced a very challenging 2023 and continues to struggle with high fuel import needs and depleted international reserves. Over the past few years, the country has been hit by multiple shocks, whose impact on the economy continues to reverberate. This includes the massive external shock in early 2023 when a major fuel exporter stopped supplying fuel on credit, opening a large external financing gap.

    “These factors, along with energy shortages, contributed to a slowdown of real GDP growth to 0.2 percent in 2022 and 0.4 percent in 2023. Inflation accelerated to 19.2 percent in April 2024 before declining to 12 percent in August, year-on-year. International reserves fell sharply.

    “The authorities’ program aims to restore macroeconomic stability, improve the living conditions of the population, foster the economic recovery, and promote sustainable and inclusive growth. The necessarily ambitious and front-loaded fiscal adjustment is crucial to lowering the high public debt and rebalancing the economy under a pegged exchange rate, but is designed with care to protect the vulnerable.

    “The authorities have already implemented significant reforms. They launched the Value-Added Tax in June 2023 and implemented a large fiscal adjustment in 2023. Fuel prices were adjusted, and explicit fuel subsidies have been eliminated in the aggregate. The central bank (Banco Central de São Tomé e Príncipe or BCSTP) ended monetary financing of the budget and implemented tightening measures.  

    “The authorities will make further efforts to strengthen tax and customs administration and to rationalize budgetary expenditures. These efforts will create the fiscal space for implementing growth-enhancing development programs that will help put public debt on a downward trajectory. In addition, the authorities will strengthen social safety nets and reinforce the existing targeted cash-transfer program for vulnerable households. Given the country’s high public debt, ensuring that new financing takes the form of highly concessional loans or ideally grants will be vital to ensure sustainability and also meet vital spending needs.

    “Moreover, the program will urgently implement near-term reforms to address the crisis in the electricity sector. This would alleviate pressures on public debt and foreign exchange reserves. To prevent implicit fuel subsidies and contain fiscal risks, the authorities will apply the fuel price adjustment mechanism in a truly automatic way on a monthly basis. The government will strengthen transparency and address governance weaknesses to reduce vulnerabilities to corruption. Finally, the authorities will strengthen the BCSTP, ensuring its autonomy and appropriate governance arrangements.

    “Over the medium term, structural reforms will unleash the country’s growth potential. These include the reform strategy for the energy sector with a focus on shifting towards renewable sources, encouraging domestic food production, fostering the tourism sector, adapting to climate change, and empowering women.

    Governor Murphy Signs Bipartisan Legislation Increasing Penalties for Home Invasions

    Governor Phil Murphy visited Edison to sign S3006/A4299 into law, establishing the crimes of home invasion burglary and residential burglary. The two new burglary classifications will raise penalties for crimes of burglary, reinforcing legal protections for New Jersey communities and ensuring that individuals who commit these crimes are held accountable.

    “The safety and well-being of New Jerseyans is our Administration’s highest priority,” said Governor Murphy. “Today’s bipartisan legislation ensures that the penalties for burglary and home invasion reflect the severity of these crimes and deter individuals from entering a home illegally. We are grateful to the Legislature, our law enforcement community, local mayors, and community members for supporting our shared goal of keeping New Jersey residents safe.”

    Home invasion burglary refers to a person who enters a home to commit an offense and ultimately inflicts bodily injury or is armed with a deadly weapon, whether or not that weapon is used. Under the new law, home invasion burglary is a crime in the first degree. A crime of the first degree is punishable by a term of imprisonment of 10 to 20 years, a fine of up to $200,000, or both.

    Residential burglary refers to a person who enters a home to commit an offense. Under the new law, residential burglary is a crime in the second degree. A crime of the second degree is punishable by a term of imprisonment of five to 10 years, a fine of up to $150,000, or both.

    Both classifications of burglary are subject to the “No Early Release Act,” which requires the convicted person to serve at least 85% of their incarceration term before becoming eligible for parole. Any person convicted of home invasion burglary or residential burglary may be denied a professional license from the Division of Consumer Affairs within the Department of Law and Public Safety.

    This legislation, which takes effect immediately, builds upon the Administration’s commitment to reducing crime and bolstering public safety. Over the past seven years, the Murphy Administration has taken a holistic approach to crime reduction, including tightening gun laws, investing in mental health resources, deploying new data collection technology, and increasing penalties for violators.

    Governor Murphy Announces Second Round of Medical Debt Elimination, Totaling $120 Million in Debt Abolished for 77,000 New Jerseyans

    Nearly two months after effectuating the first round of medical debt abolishment through the State’s partnership with Undue Medical Debt, Governor Phil Murphy announced that 77,000 eligible individuals and families across New Jersey are set to benefit from the elimination of an additional $120 million in medical debt. Governor Murphy sat down with Andrew Rose Gregory, who was a special guest at the 2024 State of the State Address, to discuss the announcement. Andrew and his wife, Casey, partnered with Undue and raised $1.1 million following her passing to help eliminate medical debt for others. The video is available here.

    By leveraging approximately $900,000 in American Rescue Plan funds, Undue has worked with the Atlantic Health System to identify and purchase qualifying, unpayable medical debts. Impacted residents may have all or some of their debts abolished as part of the Governor’s mission to make health care more affordable and accessible. Through the State’s partnership with Undue, $220 million in medical debt has been eliminated for 127,000 New Jersey residents so far.

    AG Platkin, Division of Consumer Affairs Announce New Rules Aimed at Promoting Greater Transparency in Prescription Drug Pricing, Including How and Why Prices Are Increased

    Advancing the Murphy Administration’s efforts to rein in the high cost of prescription drugs in New Jersey, Attorney General Matthew J. Platkin and the Division of Consumer Affairs (“Division”) announced specially adopted new rules promoting greater transparency in prescription drug pricing.

    The new rules, which became effective upon acceptance for filing by the Office of Administrative Law yesterday, implement P.L. 2023, c. 106, signed into law by Governor Murphy in July 2023 as part of a legislative package to combat the rising costs of prescription drugs in the state.

    “The high cost of prescription drugs is a financial burden that disproportionately impacts the health and well-being of the most vulnerable among us: low-income families, the elderly, the uninsured, and people with disabilities,” said Attorney General Matthew J. Platkin. “Until now, we’ve been kept in the dark about the main drivers of high prescription drug costs. The new rules allow us to gain greater insight into prescription drug pricing and a better understanding of how we can help advance the goal of prescription drug affordability and accessibility.”

    The new rules establish registration, reporting, and compliance requirements for five entities across the prescription drug supply chain—manufacturers, insurance carriers, pharmacy benefits managers, wholesalers and pharmacy services administrative organizations. The entities will be required to provide the Division with information and data pertaining to drugs with significant price increases or high launch prices and other drugs of interest. The Division will then use this information to produce an annual report on emerging trends in prescription drug prices. The report, which will be posted on the Division’s newly created prescription drug pricing webpage, will also be used to help the newly created Drug Affordability Council formulate legislative and regulatory policy recommendations focused on prescription drug affordability.

    Governor Murphy and Acting Commissioner Dehmer Award $20 Million to Expand High-Quality Preschool in 18 School Districts

    Governor Phil Murphy and New Jersey Department of Education Acting Commissioner Kevin Dehmer announced that 18 school districts have received Fiscal Year 2025 preschool expansion funds to establish or expand access to high-quality preschool programs in the 2024-2025 school year.

    The nearly $20 million, which was included in the Fiscal Year 2025 Budget, is estimated to provide more than 1,200 additional children the opportunity to attend a high-quality preschool program. State-funded, high-quality preschool programs now exist in 293 New Jersey school districts – 229 of which have been established during the Murphy Administration.

    “Our investment in early childhood provides the youngest learners with a solid foundation for success,” said Governor Phil Murphy. “Today’s announcement builds on my ongoing commitment to expand early childhood education to more communities, with the long-term goal of ensuring every 3- and 4-year-old in the State has access to a high-quality preschool program.”

    New Jersey Added 19,200 Jobs in September

    Preliminary labor market estimates for September, produced by the U.S. Bureau of Labor Statistics, show that the unemployment rate decreased by 0.1 percentage point from August to 4.7 percent. Total nonfarm employment increased by 19,200 jobs to reach a seasonally-adjusted level of 4,393,100 jobs in the state.

    Revised estimates of total nonfarm employment from July to August saw an increase of 4,500 jobs (preliminary estimates indicated a loss of 4,400), for a net gain of 100 jobs. The state’s unemployment rate for August remained unchanged at 4.8 percent.

    In September, seven out of nine private industries recorded employment gains compared to August. Sectors that recorded employment gains include education and health services (+10,100), trade, transportation, and utilities (+3,800), construction (+1,700), leisure and hospitality (+1,500), manufacturing (+1,300), professional and business services (+1,300), and other services (+200). Sectors that recorded job losses include financial activities (-600), and information (-300). Public sector jobs increased by 200 for September.

    Over the past twelve months, New Jersey has added 51,600 nonfarm jobs. About eighty-eight percent of those gains were in the private sector, with four out of nine private sector industries recording a gain between September 2023 and September 2024. These include private education and health services (+45,500), trade, transportation, and utilities (+11,200), construction (+2,000), and other services (+1,300). Losses were recorded year-over-year in information (-4,700), financial activities (-3,300), manufacturing (-2,400), professional and business services (-2,200), and leisure and hospitality (-2,200). The public sector has recorded a gain of 6,400 over the past twelve months.

    “Small Business Week is a great occasion to celebrate Canada’s incredible small businesses. They may be small, but they have a huge impact. They make up 98% of all businesses in Canada, account for nearly half of the country’s private sector jobs and generate at least one third of our economic output.

    “Our government is taking action to ensure these businesses have the support they need to succeed today and compete in a rapidly changing business environment.

    “We are reducing costs, lowering fees and boosting small businesses’ bottom lines. We fulfilled our commitment to lower taxes for small businesses to 9%. We then kept taxes low for more small businesses by raising the income threshold for the small business tax rate from $15 million to $50 million, and we negotiated with Visa and Mastercard to lower credit card interchange fees by up to 27%, effective October 19, 2024. This will save eligible Canadian businesses about $1 billion over five years. We have also improved the Canada Small Business Financing Program by providing additional and more flexible loan and financing options for small businesses, while cutting the administrative burden.

    “Before the end of this year, eligible small and medium-sized businesses will also receive the Canada Carbon Rebate for Small Businesses directly into their bank accounts. For example, an eligible small business in Winnipeg with 10 employees will receive $4,810, a small business in Mississauga with 50 employees will receive $20,050, and a medium-sized business in Calgary with 200 employees will receive $118,200.

    “To ensure small businesses can keep up with emerging technologies and compete in an increasingly digital business environment, we’ve committed $2.4 billion to help secure Canada’s AI advantage. This includes $100 million to help small and medium-sized businesses scale up and increase productivity by building and deploying new AI solutions. Through the Canada Digital Adoption Program, we have invested $1 billion to help over 60,000 small businesses grow their business online and boost their business technologies.

    Good morning, and thank you, Grant, for your warm welcome.

    Before I begin my remarks, I would like to acknowledge that we are gathered on the traditional unceded territory of the Algonquin Anishnaabeg people. Let’s take a moment to thank the Anishnaabeg people and to pay respect to their Elders.

    Thank you for inviting me to speak with you today. I am pleased to be joined by some of my fellow Commissioners, including the Vice-Chair of Telecommunications, Adam Scott, the Vice-Chair of Broadcasting, Nathalie Théberge, and our regional Commissioners, Bram Abramson, Ellen Desmond and Nirmala Naidoo. It is also great to see so many other familiar faces.

    When I first looked at the agenda for the conference, what stood out to me was how broad the topics of discussion were. And I quote, “major current issues in Canadian and international communications law and policy.” There’s a lot packed in there.

    Fortunately for me, there are specific mentions of initiatives that fall squarely within the CRTC’s mandate, like helping ensure access and affordability of telecommunications services, implementing the Online News Act, and supporting Canadian and Indigenous content. And these are some of the topics that I would like to touch on this morning.

    So let me start by taking us back to last year’s conference. In my remarks, I said that “the best way to predict the future is to create it.” So the question is, what kind of future do we want to create?

    I think the short answer is “the kind of future that meets the needs of Canadians.”

    But here’s the longer answer.

    If we look ahead five, ten, or even twenty years, we can make a few educated guesses about what Canadians will need. Some of this we already know.

    We know that we will need continued access to reliable, affordable, and high-quality communications services. We know that we will need a broadcasting system that continues to tell Canadian stories and provide access to news and information. And we know that we will need confidence in our online world. 

    But there are also things that Canadians will need that we can’t predict right now. Because technology — and how we use that technology –continues to change.

    To make this more tangible, let me share with you something I heard while I was in Montreal last month. I was at a broadcasting meeting and there was a panel on the future of radio. Three panelists were asked for their views on the impact of AI.

    Not surprisingly, and consistent with the public discourse on AI, we heard completely divergent views.

    The first panelist said that it was too early to tell what the impact of AI would be on radio — that we need to wait and see how things unfold. The second was enthusiastic about the potential of using AI, including to better connect with audiences. And the third expressed great concern about AI replacing workers.

    What I took away from this, as a regulator, is that while we need to keep a sharp focus on delivering on our mandate today, we also need to be thinking about what tomorrow could look like.

    To quote the Canadian musician Robbie Robertson, “You never know what could be interesting tomorrow.”

    But maybe before we get to how we are preparing for the future, let me spend some time talking about the CRTC’s role and priorities, and what we are doing to deliver on those priorities.

    Role and priorities

    As you know, the CRTC is an independent quasi-judicial tribunal that regulates the Canadian communications sector in the public interest. We hold public consultations on telecommunications and broadcasting matters and make decisions based on the public record.

    Like every other organization, the CRTC has limited resources. So we have focused our resources to deliver on priority areas.

    This morning, we published our strategic plan, which sets out those priorities. Spoiler alert for those who have not had a chance to read it yet, at a high level, we are staying the course on our three overall areas of focus that we identified last year.

    The overall goals remain the same, but how we are achieving them is shifting.

    In telecommunications, we are focused on promoting competition and investment to deliver reliable, affordable, and high-quality Internet and cellphone services.  

    In broadcasting, we are focused on modernizing Canada’s regulatory framework. We are also creating the bargaining framework for the Online News Act. 

    And to do all of this efficiently and effectively, we are continuing to invest in our organization to better serve Canadians. 

    Progress on priorities

    So let’s talk about some of the progress we have made in these areas over the past year, and let me give a preview of what’s to come.

    Let’s start with telecommunications and our work to improve connectivity and affordability.

    We know that Canadians depend on Internet and cellphone services for every aspect of our daily lives. We use these services constantly throughout the day – to find information, to access news, to watch programming, to work, to study, and to connect with others. I think that many of us take for granted that we have service. But the reality is that there are communities in Canada that do not. 

    Through our Broadband Fund, we are part of a broader effort by provincial, territorial and federal governments working to help connect underserved rural, remote and Indigenous communities.

    Since the fund was created, the CRTC has committed over $700 million in funding to projects that will bring high-speed Internet to 270 communities.

    This includes projects that will bring high-speed Internet to all communities in Nunavut for the first time.

    Let’s pause here for a moment. Because the significance of these projects and their impact on communities cannot be overstated.

    Nunavut is only accessible by air or sea. There are no roads connecting its 25 remote communities. It is Canada’s largest, northernmost territory, and one of the most challenging areas of Canada to build networks. The projects that we approved will connect essential public institutions, including schools, healthcare centres, and community learning centres. And the fibre connections in particular will support future projects to connect homes and businesses across Nunavut.

    We are also supporting projects to improve cellphone service along more than 630 kilometers of major roads across Canada. This will make it safer for Canadians to travel along these roads, and will benefit nearby communities.

    So we are working to improve connectivity. But being able to connect to a service is not the same as being able to afford a service.

    We know that affordability is an issue for many Canadians. During our consultations and hearings, we have heard about tough financial choices that people are being forced to make between telecommunications services, groceries and other expenses. 

    As the telecommunications regulator, we want Canadians to have access to affordable telecommunications services. And we know that the best way to achieve that is through competition.

    So that is why, in the cellphone services market, we established new rules last year that allow regional providers to compete across Canada using the networks of large companies. Regional providers have used this access to expand their reach and compete in new areas of the country. And we are seeing results for Canadians, who can go online today and find deals that were not there a year ago.

    We are hoping to see similar results in the Internet services market, with the release of a major decision just two months ago that gives competitors a workable way to sell Internet services using the fibre-to-the-home networks of large providers nationwide.

    Our frameworks for both cellphone and Internet services include important measures to balance competition with continued incentives to invest in high-quality networks. We know that it is expensive to maintain and expand networks, and we know that Canadians need high-quality services.

    For instance, regional providers that are using the networks of large cellphone companies must build their own cellphone networks within seven years. And large Internet service providers will not have to share their new fibre networks for five years, so that they can continue connecting more Canadians to fibre sooner.

    So that is what we are doing on connectivity and affordability.

    We are also advancing other work on the telecommunications front to help provide consumers with more options and clearer information.

    For example, you may have seen a CRTC announcement a couple of weeks ago on international roaming fees.

    The CRTC conducted a review to examine these fees. We analyzed confidential information from Canadian cellphone companies and considered a number of studies and public information on roaming.

    So what did we find? We found that roaming fees for Canadian travelers are often inflexible, causing consumers to pay a flat fee of $10 to $16 per day regardless of how much they use their cellphone.

    And we know that these flat fees can add up quickly. Just last week, we read about a retired Canadian who came home from a trip abroad to a $287 roaming charge.

    The CRTC wants to ensure that when Canadians are booking their travel and packing their bags, they have the flexibility to choose an affordable plan that best meets their needs.

    So we have called on large cellphone companies to take immediate action to provide affordable roaming options. Companies have until two weeks from today to inform the CRTC of the concrete steps they are taking to respond to these concerns. If the CRTC finds that sufficient progress is not made, we will launch a formal public proceeding.

    In the weeks ahead, we will also be launching public consultations to ensure that Canadians have the information and flexibility they need when choosing or switching cellphone and Internet plans.

    We will be seeking views on requiring service providers to give Canadians the option of cancelling a contract or modifying a plan without having to speak to a customer service representative.

    We will also be consulting on labels for Internet services. And what do I mean by “labels”? I mean the types of nutrition labels that we see on food products — we would like to see something similar for Internet service. But instead of information on serving size and calories, these labels would show information like price and download speeds, to help consumers easily compare plans.

    So that’s an overview of some of our work in telecommunications.

    Moving on to broadcasting, as many of you know, Parliament gave us new responsibilities when it adopted the Online Streaming Act last year.

    The Online Streaming Act requires the CRTC to modernize the Canadian broadcasting framework and ensure that online streaming services make meaningful contributions to Canadian and Indigenous content.

    We have said this previously, but it bears repeating: the changes that are needed to implement the Online Streaming Act are substantial and complex. There are many interconnected issues to be addressed.

    This means that we cannot change these frameworks overnight. But what we can do and what we are doing is consulting widely and moving quickly.

    An example of our broad consultation and quick action is our proceeding on base contributions, which included over 360 submissions and a three-week public hearing. We heard from a wide range of interveners with diverse views.

    I could not possibly cover even a fraction of what we heard during that proceeding, but what I can say is that we heard from many Canadians that online streaming services should start making meaningful contributions to Canadian and Indigenous content as soon as possible. We also heard that the new funding should be directed to areas of immediate need, such as local news on radio and television, French-language content, Indigenous content, and content from diversity groups.

    As you know, we moved quickly to get an estimated $200 million flowing into the Canadian broadcasting system, and we directed it to these areas of immediate need. 

    That base contributions proceeding is one of nine that we have launched over the past year. We have also issued four decisions and hosted 27 engagement sessions across the country. And we are not letting up.

    In the coming weeks, we will be launching four more public consultations to advance the modernization of the regulatory framework.

    The first will look at providing more flexibility to traditional radio broadcasters by updating regulatory requirements. Our intention is to help level the playing field so that all players remain competitive in a changing environment.

    The second will update the definition of Canadian content for the audiovisual sector, so that Canadian stories continue to be told by Canadians, and can find audiences at home and abroad.

    The third will consider the relationships between small, medium and large players in the traditional broadcasting system and online streaming.

    And the fourth consultation will look at radio and audio streaming in Canada, including how to define audio content and how to support Canadian music.

    We know that these proceedings are of great interest to Canadians, which is why we will be holding public hearings in the spring as part of the Canadian content, relationship, and radio and audio streaming consultations.

    More details will be provided in our updated regulatory plan, which we plan to release in the coming weeks. So stay tuned.

    Now, as you know, this is not the only new piece of legislation that we are busy implementing. We are also working quickly to implement the Online News Act, which is intended to help Canadian news organizations reach fair commercial agreements with the largest online platforms.

    The CRTC has a more administrative role to play here, including setting up the framework for mandatory bargaining between Canadian news organizations and online platforms.

    As many of you know, online platforms that reach agreements with news organizations may request an exemption from the requirement to bargain with individual news businesses. This is the case for Google, who filed an application in June after agreeing to contribute $100 million per year through a news collective.

    We are moving quickly on this front as well. We held a public consultation over the summer and will be issuing our decision on Google’s application in the coming weeks.

    This brings us to the third area that we are focusing on – investing in our organization to better serve Canadians.

    This may seem like more behind the scenes work, but it is fundamental.

    The CRTC is a public institution that works in the public interest. Canadians need to have trust in their public institutions. So how do we build that trust? We deliver. 

    At this conference last year, I told you about our commitment to moving more quickly and transparently. And that is what we are doing across all areas of our work.

    In telecommunications, for example, we are making Broadband Fund decisions — like the one I spoke about earlier that brought high-speed Internet to Nunavut for the first time — 30% faster than we did in the two previous rounds of applications. We are also now being more transparent and are informing applicants of the status of their application after a decision has been made.

    Another example on the telecommunications side is the speed with which we are making decisions on final offer arbitrations, or “FOAs.” We use FOAs to set the rates regional cellphone providers pay large companies when they use their networks. As I mentioned earlier, this has been a driver of competition and affordability for cellphone services. Without our FOA process, these benefits could be delayed for years. We recognize the urgency in bringing them to Canadians, and that is why we have acted quickly to work through these important decisions.

    We are also moving faster and being more transparent in broadcasting. When I spoke at this conference last year, we had just published our regulatory plan to implement the Online Streaming Act. As I mentioned earlier this morning, we have since launched nine consultations and issued four decisions, including the decision on base contributions that will ensure that new funding flows into the system this broadcast year.

    And more generally, we have continued to deal with “Part 1” applications quickly and transparently. As many of you know, these are applications filed by parties that are not the subject of notices of consultation. 

    We are now publishing applications as they come in, and are dealing with them more expeditiously while continuing to clear out a significant backlog from previous years. 

    So those are some of the ways that we are moving quickly and being more transparent.

    We are also continuing to engage broadly with Canadians from across the country and with specific communities.

    Last month, we met with members of official language minority communities (or OLMCs). As part of our ongoing dialogue, we discussed the unique needs and views of OLMCs. These discussions help us better understand what is important to OLMCs and how our work impacts these communities.

    And earlier this year, we established an Indigenous Relations Team to better support Indigenous participation in our proceedings.

    That gives an overview of some of the actions we are taking to be a quick and transparent organization.

    Preparing for the future

    Before I wrap up, let me share some insight into how, while delivering on our mandate today, we are preparing for the future.

    We are keeping our finger on the pulse of our changing environment.

    Earlier, I talked about the diverging views on the impact of AI on the broadcasting sector.

    Well, let me share a tangible example of what we are seeing.

    Some of you may have heard of AI Ashley, an AI radio host based on a human. The AI version of Ashley was created using human Ashley’s voice and by having the AI prompt her with questions to analyze her natural way of speaking.

    For the CRTC, the AI Ashley example highlights how emerging technologies are impacting the broadcasting industry.

    On one hand, we have heard about the benefits of using this type of technology. With AI Ashley, it is being used to complement human Ashley by co-hosting and interacting with listeners. We have also heard about AI supporting accessibility through advancements in closed captioning and dubbing.

    At the same time, we have heard concerns about radio hosts and writers being replaced by AI.

    This is just one example of an emerging technology that is affecting the broadcasting industry. We need to make sure that we understand how these technologies are changing the industry so that we can ask the right questions during our public consultations.

    For example, in the upcoming consultation on the definition of Canadian content, we will need to review a definition that has not been reviewed in decades while making sure that we are thinking about evolving technologies such as AI. So we need to ask: “what does AI mean for Canadian content? If AI is used in the creation of content, do we consider it to be merely a tool that was used to create that content or is AI the creator of the content?” We look forward to hearing views on all of these issues.

    Because we need to understand the trends that will influence the future of Canadian communications in five, ten, twenty – or more – years. I am sure that the policy makers and business leaders of twenty years ago could not have anticipated AI Ashley or online streaming as we know them today.

    Conclusion

    So with that, let me leave you with one final thought: Time has proven Robbie Robertson right. The future always surprises.

    Preparing for those surprises is what we are discussing together at this conference. As we listen to the speakers and panels over the next two days, let’s keep in mind how we are adapting for the future.

    How will our existing frameworks be challenged? What can we start doing today to prepare for that change? What tools and frameworks can we build to ensure that Canadians have access to reliable, affordable, and high-quality communications services, and that the broadcasting system tells Canadian stories and provides access to news and information for generations to come?

    I hope that these discussions continue long after we leave. Because the success of all of the work I have spoken about today hinges on your insights and those of our fellow Canadians. I look forward to seeing where the conversation takes us.
