  • MIL-OSI Australia: Establishment of the National Commission for Aboriginal and Torres Strait Islander Children and Young People

    The Albanese Labor Government is committed to achieving better outcomes for First Nations children, young people and their families.

    An independent National Commission for Aboriginal and Torres Strait Islander Children and Young People will be officially operational from 13 January next year to progress this aim.

    The Commission has now been established as an Executive Agency under the Public Service Act 1999 with applications for the role of the National Commissioner to open this month.

    The National Commissioner will be dedicated to protecting and promoting the rights, interests and wellbeing of Aboriginal and Torres Strait Islander children and young people across a range of issues, including the over representation of Indigenous children in out-of-home care.

    The Commissioner, a First Nations person, will champion First Nations children’s strengths, sense of hope and ideas for change.

    They will work directly with First Nations children and young people and listen to and amplify their voices, needs and aspirations, along with the broader community.

    The Commissioner will also work with groups such as the Safe and Supported Aboriginal and Torres Strait Islander Leadership Group, other First Nations leaders, state and territory Children’s Commissioners, Guardians and Advocates, as well as the National Children’s Commissioner and the Aboriginal and Torres Strait Islander Social Justice Commissioner.

    Policy advice will then be provided from the Commissioner to governments to assist in the implementation of key policy frameworks and coordination.

    Indigenous children are almost eleven times more likely to be in out-of-home care than non-Indigenous children and 29 times more likely to be in youth detention.

    Minister for Social Services Amanda Rishworth emphasised that the Commission and Commissioner will highlight how systemic change should be inspired and led by First Nations people.

    “This is a historic milestone, and one which demonstrates our commitment to shared decision-making through the establishment of a legislated, independent and empowered National Commissioner,” Minister Rishworth said.

    “The National Commissioner will work with Aboriginal and Torres Strait Islander people, communities, commissioners, guardians, advocates, and other stakeholders to provide expert advice on the development and delivery of policies, programs and services to ensure they meet the needs of Aboriginal and Torres Strait Islander children and young people.”

    Minister for Indigenous Australians, Senator Malarndirri McCarthy said the Commission and Commissioner will be an important part of the Commonwealth’s strategy to Closing the Gap on outcomes for Aboriginal and Torres Strait Islander children and young people.

    “The over-representation of young people in out-of-home care and youth detention is unacceptable. The National Commissioner will focus on working with First Nations people and organisations on evidence-based programs and policies to turn those figures around,” Minister McCarthy said.

    “The National Commissioner will be informed by the experiences of Aboriginal and Torres Strait Islander children and young people, whose voices deserve to be heard. Their strengths, sense of hope and new ideas will drive systemic change.”

    Chair of the Safe and Supported Aboriginal and Torres Strait Islander Leadership Group Catherine Liddle said the Leadership Group has been working with the Albanese Government to frame the National Commissioner’s roles and responsibilities. 

    “It has taken time to get to this point, but we have to get this role right. Our children deserve it,” Ms Liddle said.

    “Through shared decision-making processes we have been able to establish strong functions that reflect the Aboriginal and Torres Strait Islander sector’s long-held ambition to have a National Commissioner with real authority.

    “This position will be a game-changer in tackling the over-representation of our young people in out-of-home care and youth detention.”

  • MIL-OSI USA: Baseline Projections for the Highway Trust Fund Accounts

    The federal government’s surface transportation programs are financed mostly through the Highway Trust Fund, which has two accounts, one for highways and one for mass transit. The fund records inflows from revenues collected through excise taxes on the sale of motor fuels, trucks and trailers, and truck tires; taxes on the use of certain kinds of vehicles; and interest credited to the fund. It records cash outflows for spending on designated highway and mass transit projects, which is mostly in the form of grants to state and local governments. Most of the authority to spend is controlled by limitations on obligations contained in appropriation acts. Since 2001, that spending has exceeded the revenues from fuel and other taxes that are credited to the Highway Trust Fund for highway programs.

    The President’s Commission on White House Fellows is pleased to announce the appointment of the 2024-2025 class of White House Fellows. Founded in 1964, the White House Fellows program offers exceptional young leaders first-hand experience working at the highest levels of the Federal government. Fellows spend a year working with senior White House Staff, Cabinet Secretaries, and other top-ranking Administration officials, and leave the Administration equipped to serve as better leaders in their communities. Fellowships are awarded on a non-partisan basis.
    This year’s Fellows advanced through a highly competitive selection process, and they are a remarkably gifted, passionate, and accomplished group. These Fellows bring experience from across the country and from a broad cross-section of professions, including from the private sector, state government, academia, non-profits, medicine, and the armed forces.

    Class of 2024-2025 White House Fellows
    Patrick Branco is from Kailua, Hawai‘i, and is placed at the Department of the Navy. He has been the Director of External Affairs with Hawai‘i Green Growth, a United Nations (UN) hub catalyzing action on the UN Sustainable Development Goals for the Asia-Pacific region. Branco is the first from Hawai‘i to receive the Congressman Rangel International Affairs Fellowship, funding his master’s degree at Johns Hopkins School of Advanced International Studies. He served at the State Department in Colombia, Pakistan, Venezuela and the Secretary of State’s Operations Center. In 2020, he was elected to the Hawai‘i State House of Representatives. Branco currently serves as a U.S. Navy officer reservist and is proficient in Spanish, Korean, and Hawaiian.
    Nicholas Dockery is from Indianapolis, Indiana, and is placed at the Office of the First Lady: Joining Forces Initiative. With a distinguished career in the Infantry and Special Operations Community, Nick has deployed to numerous combat zones and operational areas worldwide. For bravery and wounds in combat, Nick was awarded two Silver Stars and two Purple Hearts. His military experience is complemented by his academic and advisory roles; he served as a research fellow at the Modern War Institute and as an advisor to the Military Times Charitable Foundation. Nick has received the West Point Nininger Award for Valor at Arms, the General Douglas MacArthur Leadership Award, and the title of 2022 Soldier of the Year. An advocate for equine therapy, Nick passionately supports its use in helping veterans cope with PTSD. Nick holds a Master of Public Policy from Yale University and a Bachelor of Science from the United States Military Academy at West Point.
    Tawny Holmes Hlibok, Esq. is from West Palm Beach, Florida, and is placed at the Domestic Policy Council. As a third-generation Deaf person and attorney, she is a dedicated advocate for deaf children’s education rights and language equity including access to sign languages. Tawny is a tenured associate professor in Deaf Studies at the world’s only university for the Deaf, Gallaudet University, where she recently won $3.75 million funding to lead a national implementation and change center for early intervention with deaf babies and their families in partnership with HRSA and NICHQ. She also serves as the executive director of the Conference of Educational Administrators of Schools and Programs for the Deaf.
    DeAnna Hoskins is from Cincinnati, Ohio, and is placed at the Department of the Army. She has served as President/CEO of JustLeadershipUSA (JLUSA), a national nonprofit that empowers people directly impacted by the criminal justice system. DeAnna is a nationally- recognized advocate and policy expert who has shifted the national narrative on the disparities and limitations of having a criminal background. She has served as Senior Policy Advisor and as Deputy Director of the Federal Interagency Reentry Council at the U.S. Department of Justice. DeAnna was also the founding Director of Reentry for Hamilton County Board of County Commissioners in Ohio.
    Michael Kennedy is from Morehead City, North Carolina, and is placed at the United States Coast Guard. As a nurse practitioner, her career involves direct patient care while leading process improvement in rural and underserved settings. Michael attended Lenoir Community College to become a Registered Nurse and later earned a B.S. Nursing from Barton College. Witnessing disparities in practice led Michael to East Carolina University for an M.S. Adult Nurse Practitioner, Post-M.S. Nursing Leadership, Doctorate of Nursing Practice, and Post-DNP Nursing Education. To better serve her community, Michael completed a Post-M.S. Adult-Gerontological Acute Care NP and Post-DNP Psychiatric-Mental Health NP at Duke University. Michael is a Great 100 Nurse and Bonnie Jones Friedman Humanitarian Award recipient.
    Hoa Nguyen is from Silver Spring, Maryland, and is placed at the National Economic Council and the United States Coast Guard. At Montgomery College, she is an associate professor and chair of the business department, where she helped implement a zero-textbook-cost Business degree, saving students thousands of dollars in education costs. Under her leadership, faculty and students have won multiple local, state and national awards and recognitions. Hoa also co-led numerous initiatives that led to the launch of the Asian American Native American Pacific Islander Taskforce at the college. Hoa received a Ph.D. in economics from the University of Arizona.
    Amnahir Peña-Alcántara is from Bronx, New York, and is placed at the Department of Commerce: National Institute of Standards and Technology. She is pursuing a Ph.D. in Materials Science and Engineering at Stanford University funded by the NSF’s Graduate Research Fellowship Program and the Knight-Hennessy Scholarship. Her research focuses on polymer blends for stretchable electronics. She graduated from MIT with a bachelor’s degree in materials science and engineering, and was a researcher at Northwestern University, Oxford University, and MIT. She has interned in wearable technology and textile fabrication companies in the U.S., Canada, Puerto Rico, and India.
    Padmini Pillai is from Newton, Massachusetts, and is placed at the Social Security Administration. Padmini is an immunoengineer bridging the gap between discoveries in immunology and advances in biomaterial design to treat human disease. She has led a team at MIT developing a tumor-selective nanotherapy to eliminate hard-to-treat cancers. During the COVID-19 pandemic, Padmini was featured in several media outlets including CNBC, The Atlantic, and The New York Times to discuss vaccination, immunity, and the disproportionate impact of the pandemic on vulnerable communities. Padmini received her Ph.D. in immunobiology from Yale University and a B.A. in biochemistry from Regis College.
    Maddy Sharp is from San Diego, California, and is placed at the Office of the Second Gentleman. She is a physician leader committed to securing a healthier and more equitable future for all Americans. She has served as a health policy fellow for Senator Amy Klobuchar and a policy research fellow for Secretary John Kerry. Madison has performed clinical work and research in Nicaragua, Jordan, and the Navajo Nation to reduce health disparities and championed policies to enhance healthcare delivery. She completed her obstetrics and gynecology residency at the Hospital of the University of Pennsylvania. Madison holds an M.D. from the Yale School of Medicine and B.A. from Yale University, where she captained the NCAA Division I field hockey team.
    Jason Spencer is from Medford, New York, and is placed at the Department of Commerce. Jason is a Lieutenant Commander in the U.S. Navy serving as an Information Warfare and Intelligence Officer. At sea, he was assigned to aircraft carriers and destroyers deployed to the Middle East and Europe. Ashore, Jason served as Targeting Officer and Aide-de-Camp to the Commander of U.S. Fifth Fleet in Bahrain and later as Aide-de-Camp to the Commander of U.S. Pacific Fleet in Hawaii. At the Pentagon, he served as Senior Intelligence Briefer for the Chief of Naval Operations – Intelligence Plot and as an Executive Officer to the Joint Staff’s Director for Intelligence. Jason earned a B.A. in international studies and political science from Virginia Military Institute, an M.A. from the Department of War Studies at King’s College London, and an M.P.A. from the Kennedy School of Government at Harvard University.
    Nalini Tata is from New York City, New York, and is placed at the White House Office of Cabinet Affairs. She is a neurosurgery resident at New York-Presbyterian Weill Cornell Medical Center/Memorial Sloan Kettering Cancer Center, where she helps treat the spectrum of emergency and elective neurosurgical conditions between a level I trauma center and a world-renowned cancer institute. Her published work spans clinical and non-scientific journals with a focus on advancing equity in access to care. Her career in neurosurgery and long-standing interest in public policy are closely bound by a deep-rooted dedication to public service. She received her BSc in neurobiology from Brown University, MPhil from the University of Cambridge, M.D. from Northwestern Feinberg School of Medicine, and MPP in Democracy, Politics, and Institutions from the Harvard Kennedy School of Government.
    Alexander Tenorio is from Los Angeles, California, and is placed at the Department of Veterans Affairs. He is a neurological surgery resident at the University of California, San Diego. He is the proud son of Mexican immigrants and dedicated to improving health disparities. He has led a research team investigating neurological traumatic injuries at the U.S.-Mexico border with his published work featured in the Los Angeles Times and New York Times. In his commitment for health equity, he partnered with Hospital General de Tijuana in Mexico to improve their neurosurgical care. He earned an M.D. from the University of California, San Francisco and B.A. from the University of California, Berkeley.
    Zachary White II is from Birmingham, Alabama, and is placed at the Department of Veterans Affairs. He is a Radiation Oncology resident physician and cancer researcher at Stanford University. Passionate about health equity, Zach co-chairs Stanford Medicine’s GME Diversity Committee, promoting diverse medical trainees’ recruitment and development, and provides health education to communities to improve health literacy. Zach graduated summa cum laude from Tuskegee University with a B.S. in biology and earned an M.S. in biomedical and health sciences from the University of Alabama at Birmingham. He received his M.D. from the University of South Alabama, where he served as class president.
    Ryan Wisz is from Aiken, South Carolina, and is placed at the Central Intelligence Agency. He is a Lieutenant Commander in the United States Navy serving as a Submarine Warfare officer. At sea, he has served aboard Attack and Ballistic Missile submarines and has deployed seven times, including missions vital to national security. Ashore, he has served as aide-de-camp to the Commander Submarine Force, U.S. Pacific Fleet, and as the Submarine Squadron Engineer in San Diego, California. Prior to military service, he was a Page in the South Carolina House of Representatives and Senate. He received his B.S. in economics from the University of South Carolina and is a Distinguished Graduate from the Naval Postgraduate School with his MBA and published master’s thesis. He has received numerous personal and unit awards during his Navy service, is active in local tutoring, and passionate about financial education and physical fitness.
    Mark York is a seventh-generation farmer from Lake Wilson, Minnesota, and is placed at the Department of Defense Office of Strategic Capital. He is a Ph.D. candidate in computer science at Harvard, where he researches crowdsourcing and reinforcement learning algorithms in collaboration with MIT. He is the co-founder and President of Farm Yield Africa, a non-profit providing tractor services and microcredit to 1,500 farmers in Ghana since 2016. Mark has worked as a consultant, and before that he led a data science team at a startup building agricultural risk models. He began his career at Cargill as a commodity trader and data scientist. Mark studied agronomy and mathematics at South Dakota State University, where as Student Body President he introduced legislation at the state and local level.

  • MIL-OSI Canada: Improving health care in rural and remote Alberta

    Albertans living in rural and remote communities face unique challenges that require tailored supports and approaches to deliver safe, high-quality and sustainable health care services. To help guide actions, address challenges and improve outcomes in rural and remote health care, Alberta’s government is launching a Rural Health Action Plan.

    As some of the first steps being taken under the action plan, Alberta’s government is introducing a $16-million Rural and Remote Family Medicine Resident Physician Bursary Pilot Program, an $800,000 Medical First Responder (MFR) Grant program and a $600,000 Emergency Medical Responder (EMR) Education Grant program.

    “There is an urgent need for customized supports in rural and remote communities across Alberta. This action plan will serve as a roadmap to build and maintain access to high-quality health care in these areas of the province.”

    Rural and Remote Family Medicine Resident Physician Bursary Pilot Program

    To support family medicine residents who are interested in practising in rural or remote Alberta, Alberta’s government is introducing a $16-million Rural and Remote Family Medicine Resident Physician Bursary Pilot Program. This initiative will provide up to $8 million annually for the next two years.

    Bursaries of either $125,000 (for rural stream applicants) or $200,000 (for remote stream applicants) will be available to medical students in their final year of an undergraduate medical program at any medical university who have been matched with a family medicine residency program at the University of Alberta or University of Calgary. The bursaries will also be available to residents currently completing a family medicine residency at the University of Alberta or University of Calgary, regardless of their year of study, including those graduating in June 2025. In return, bursary recipients will commit to delivering comprehensive patient care in eligible communities for three years after completing their residency, enhancing the capacity of rural and remote communities.

    This initiative is one part of a comprehensive strategy to build a thriving rural and remote health care workforce. Applications for 2024-25 will open in December.

    Medical First Responder Grant and Emergency Medical Responder Education Grant

    Alberta’s government is also implementing two grant programs to strengthen rural, remote, and First Nation, Métis and Inuit communities by attracting and retaining paramedics. This will also support the work to address long emergency response times by funding new medical first responder programs in communities with limited access to health care services.

    The initiative includes an $800,000 Medical First Responder (MFR) Agency Grant program to foster the establishment of new MFR agencies, and a $600,000 Emergency Medical Responder (EMR) Education Grant program for communities with existing emergency medical services (EMS) stations to recruit and train a local workforce. MFR agencies in Alberta such as fire departments provide initial medical care and assistance to individuals in emergency situations before more advanced medical help arrives, playing a valuable role in the care of patients before they arrive at a hospital. These agencies often consist of trained volunteers or professionals who are equipped to respond to a wide range of medical emergencies, including cardiac arrests, traumatic injuries and respiratory distress. MFRs are key partners with EMS in Alberta that provide timely aid to patients and assist EMS when requested.

    “This initiative is an exciting step in improving access to health care in rural and remote municipalities like ours, and we thank the provincial government for their commitment to taking swift and ongoing action to support and stabilize primary health care in our community.”

    • The Rural Health Care Action Plan will be reviewed and updated every three years.
    • Focus areas of the action plan include:
      • Workforce: Create a healthy, sustainable, engaged and efficient health workforce in rural and remote Alberta.
      • Access: Deliver high-quality and appropriate health care services when and where Albertans need it. 
      • Models of Care: Create unique care models and solutions that serve the needs in rural and remote communities.
      • Community Care: Establish community-specific supports to promote the physical and mental well-being of rural and remote Albertans.
      • Prevention and Wellness: Support rural initiatives to reduce risk factors and encourage protective measures to reduce strain on the health system.
    • Bursary recipients will be free to practise and stay in a single community, move between communities or practise as locums, as long as they maintain a minimum patient panel and practise in Rural Remote Northern Program (RRNP) eligible communities.
    • The New Medical First Responder (MFR) Grant program will be used to fund up to 16 new programs at $50,000 per agency.
    • The Emergency Medical Responder (EMR) Education Grant program is expected to fund about 25 courses. The cost will vary depending on associated travel costs.

    Biden-Harris Administration Provides More Than $20 Million to Hurricane Helene Survivors, Ongoing Search and Rescue Operations Continue in North Carolina

    Today, President Biden will travel to Georgia and Florida to survey damage, meet with local officials, community leaders and first responders

    WASHINGTON — As search and rescue, power restoration and communication capabilities remain top priorities throughout the Southeast, FEMA has already helped thousands of Hurricane Helene survivors jumpstart their recoveries with more than $20 million in flexible, upfront funding.  

    More than 5,000 personnel from across the federal workforce are deployed, including more than 1,500 from FEMA. To date, FEMA has shipped over 9.3 million meals, more than 11.2 million liters of water, 150 generators and more than 260,000 tarps to the region. 

    President Biden has approved a Major Disaster declaration for eight counties in Tennessee. This declaration comes in addition to areas in Georgia, Florida, North Carolina, South Carolina and Virginia. Yesterday, the President announced an increase in federal cost share for each state to help state, tribal and local governments and non-profit organizations cover the cost of recovery.

    Disaster survivors in declared areas can begin their recovery process by applying for federal assistance through FEMA. People with damage to their homes or personal property who live in the designated counties should apply for assistance, which may include upfront funds to help with essential items like food, water, baby formula and other emergency supplies. Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay.

    There are three ways apply for FEMA assistance:

    Homeowners and renters with damage to their home or personal property from previous disasters, whether they received FEMA funds or not, are still eligible to apply for and receive assistance for Hurricane Helene.

    Voluntary organizations are also providing personnel and resources to the hardest hit areas. The American Red Cross has more than 850 trained disaster workers providing comfort and operating shelters. Additionally, they are helping find loved ones through their helpline 1-800-RED-CROSS (1-800-733-2767) or by visiting the Red Cross Hurricane Helene Reunification page, where you can enter pertinent information about the person you’re looking for. If someone is missing a child related to this disaster or any other incident, they need to call 9-1-1 and then 1-800-THE-LOST to receive assistance from the National Center for Missing and Exploited Children.

    People can receive free services like cutting fallen trees, tarping roofs and mold mitigation with the help of Crisis Cleanup by calling 844-965-1386. The hotline is open through October 11 and can connect people with volunteers from local relief organizations, community groups and the faith-based community who may be able to assist.

    Connectivity is crucial for disaster response and lifesaving operations. With areas still experiencing mass communications outages, it’s critical that local, state and federal first responders can communicate with each other to conduct lifesaving operations like search and rescue. Fortunately, FEMA has resources that can ensure communications support in even the most remote areas affected by Helene.

    One of FEMA’s tools for emergency communications is Starlink, a mobile unit that allows customers high-speed internet by connecting to satellites. FEMA has successfully deployed Starlink in previous disasters including Guam, Hawaii and Alaska. Because the unit is portable and weighs less than 15 pounds, FEMA can deliver it to the areas that need it most, bringing connectivity to over 100 users.

    Over 60 Starlink units have been sent to multiple states in support of Hurricane Helene response efforts, including 40 units to North Carolina with more on the way. FEMA is in the process of purchasing additional units for use in other areas affected by the storm.

    North Carolina

    In North Carolina, more than 500 FEMA staff are on the ground in North Carolina, with more arriving daily.  over 30 Disaster Survivor Assistance staff are on the ground in affected areas to help survivors to apply for FEMA assistance and connect them with additional state, local, federal and voluntary agency resources. 

    Over 38 state and federal Urban Search and Rescue teams are in North Carolina helping people. As of today, these have rescued or supported over 2,100 survivors. Additional federal search and rescue teams have arrived to support the mission. 

    Wednesday, President Biden visited the state to survey damage and meet with community leaders and state officials. Administrator Criswell remains in North Carolina and will be on the ground until the situation has stabilized. 

    FEMA has activated Transitional Sheltering Assistance for North Carolinians displaced by Tropical Storm Helene. Residents in declared counties who have applied for disaster assistance may be eligible to stay temporarily in a hotel or motel paid for by FEMA while they work on their long-term housing plan. People do not need to request this assistance. FEMA will notify them of their eligibility through an automated phone call, text message and/or email, depending upon the method of communication they selected at the time of application for disaster assistance.

    As of today, more than 70% of originally reported power outages have been restored. Nearly 8,000 crews continue to assist with remaining power restoration efforts.

    To date, over 40,000 people have applied for disaster assistance and FEMA has paid out more than $6.2 million in Individual Assistance directly to survivors. 

    Cellular restoration continues to improve, with less than 38% of cellular sites down as of today. Ten counties have 50% or more cell sites down. Two Federal Communications Commission surveillance teams are conducting inspection operations on equipment in targeted counties.  FEMA is boosting response coordination by providing 40 Starlink units to ensure first responders can communicate with each other. 

    The Eastern Band of Cherokee Indians has full mobile cellular service. 

    Commodity distribution, mass feeding and hydration operations are underway in areas of western North Carolina. FEMA commodity shipments are enroute to support operations. 

    Voluntary organizations are supporting mass feeding operations with bulk food and water deliveries coming via truck and aircraft. 

    The American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage. 

    Twenty-six shelters are housing over 1,000 occupants. Mobile feeding operations continue to help survivors in heavily impacted areas, including 3 mass feeding sites in Buncombe, McDowell and Watauga counties. 

    The North Carolina National Guard has delivered 12 aircraft pallets, totaling more than 100,000lbs of food and over 38,000lbs of water to Asheville.

    • Residents can visit: ncdps.gov/helene to get information and additional assistance.  
    • Residents should not travel to western North Carolina to keep the roadways clear for search and rescue teams and utility crews.  
    • Residents can get in touch with loved ones by calling 2-1-1 or visiting unitedwaync.org to add them to search and rescue efforts.   

    Florida

    Today, President Biden will visit the state to survey damage and meet with state and local leaders.

    On Wednesday, five counties were added to the disaster declaration, bringing the total eligible for Individual Assistance to 22 counties. Survivors in Columbia, Gilchrist, Hamilton, Leon and Suwannee counties may now apply for FEMA disaster assistance. FEMA specialists are canvassing Florida communities impacted by Hurricane Helene to help survivors apply for assistance. Additionally, FEMA inspectors have begun visiting applicants’ homes to verify disaster-caused damage.

    FEMA has received over 85,000 applications for assistance and has provided more than $7.5 million to survivors.

    The U.S. Army Corps of Engineers is conducting either debris assessments or water/wastewater assessments across seven counties.

    The American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage. More than 450 volunteers continue conducting direct emergency feeding and working with feeding partners to provide distribution in support of partner production. Sixteen shelters remain open with less than 475 occupants.

    The Salvation Army has active mobile feeding units serving meals and distributing supplies in 13 counties.

    Residents in need of information or resources should call the State Assistance Information Line (SAIL) at 1-800-342-3557. English, Spanish and Creole speakers are available to answer questions.

    Georgia

    Today, President Biden will visit to survey damage in various affected areas of Georgia. On Wednesday, Vice President Harris visited Richmond County to meet with community leaders. On Wednesday, Vice President Harris was in Augusta to survey damage and meet with local officials. 

    FEMA has received nearly 100,000 applications for assistance. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources.  

    The Salvation Army has 26 active mobile feeding units providing meals and support to 10 counties in the affected areas.  

    The American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage. The organization continues to conduct direct emergency feeding and working with feeding partners to provide distribution in support of partner production. Two new shelters opened yesterday, totaling 10 shelters with over 500 occupants.

    South Carolina

    Today, FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources.  

    Region 10 Regional Administrator Willie Nunn is on the ground to help oversee response and recovery operations in the state.

    In South Carolina, FEMA has received over 88,000 applications and distributed more than $4.4 million to survivors.  

    The American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage. One shelter closed yesterday. Nine shelters remain open with less than 175 occupants. 

    Team Rubicon is continuing to route clearance operations in Spartanburg County and continues planning for clearing other areas. 

    The state has established a Mass Feeding Task Force to include multiple voluntary agencies. Three Salvation Army mobile feeding units are in hard hit areas. FEMA is supporting the state’s feeding mission with Meals Ready to Eat and drinking water.  

     Information for Residents

    • Residents with questions on Hurricane Helene can call the state’s toll-free hotline, open 24 hours a day, at 1-866-246-0133. 
    • Residents who are dependent on medical equipment at home and who are without power due to Helene may be eligible for a medical needs shelter. Call the state’s Department of Public Health Care Line at 1-855-472-3432 for more information. 

    Virginia  

    Several federal agencies, including FEMA, U.S. Army Corps of Engineers, Department of Energy and the Cybersecurity and Infrastructure Security Agency, are already in Virginia and working hard with their counterparts with the Virginia Department of Emergency Management and other state agencies. Priorities include coordinating the removal of debris and restoration of critical infrastructure.

    Today, the first Disaster Survivor Assistance staff will start working on the ground in neighborhoods across the affected counties. These teams help survivors apply for FEMA assistance and connect them with additional state, local, federal and voluntary agency resources.

    Residents of Giles, Grayson, Smyth, Tazewell, Washington and Wythe counties, as well as residents of the city of Galax, are eligible to apply for assistance from FEMA to help with costs from damage and losses due to Tropical Storm Helene.

    Tennessee

    On Wednesday, President Biden approved a major disaster declaration for the state. This includes individual assistance for Carter, Cocke, Greene, Hamblen, Hawkins, Johnson, Unicoi and Washington counties.

    Individual Assistance provides money to survivors for serious needs, including food, gas and medication. It also provides money for the repair and/or replacement of personal property and repairs to a disaster-damaged home.

    Shelter and mass feeding operations have expanded with support from National Guard, delivering food to Unicoi, Washington and Carter counties via aircraft.

    Ten shelters remain open with decreasing populations, as people are able to safely return home.

    Power and cellular restoration continues to improve. Power has been restored to nearly all customers and less than 13% of cellular sites are down across the affected area.

    • Residents can call 1-800-824-3463 to report a missing person. Callers should be prepared to provide as much information as possible including names, phone numbers, vehicle identification and last known whereabouts.

    Nancy Déziel will further strengthen Canada’s leadership in science and research

    Today, the Honourable François-Philippe Champagne, Minister of Innovation, Science and Industry, announced the appointment Nancy Déziel as Chair of the CFI Board of Directors for a three-year term, effective September 20, 2024.

    Ms. Déziel has a wealth of experience in the science and research sectors, having held various senior leadership positions throughout her career. She has been working actively with the College Centres for the Transfer of Technologies for 30 years and was previously a member of the Natural Sciences and Engineering Research Council of Canada’s Council.

    Ms. Déziel began her career as a laboratory technician and advanced to roles such as quality lead, project lead, business development officer and ultimately, Director General at the National Center in Environmental technology and Electrochemistry. She helped establish laboratories at the Industrial Waste Technology Centre, and she served as a technology advisor with Réseau Trans-Tech, enhancing her expertise in agriculture, food, and biotechnology. She also chaired the Chambre de commerce et d’industrie de Shawinigan from 2011 to 2013 and served as the Vice-President of the Fonds de recherche du Québec – Nature et technologies board of directors from 2011 to 2019. Ms. Déziel is actively involved in numerous organizations, including serving as Administrator of the Réseau des CCTT Synchronex and President of the ADRIQ board of directors.

    In addition to welcoming Ms. Déziel to her new role, Minister Champagne thanks former board chair Dr. Ingrid Pickering, who served in the position for six years.

    The CFI is an independent organization created through federal legislation in 1997 to support advanced research infrastructure in Canadian universities, colleges, research hospitals and non-profit research institutions. The CFI provides funding for state-of-the-art facilities and equipment that increase Canada’s capability to carry out high-quality research.

  • MIL-OSI USA: Letter to DOJ Highlights Concerns Over Non-Citizens Participating in Federal Elections

    BISMARCK, N.D. – As concerns grow over non-citizens registering to vote and voting in federal elections, reports in Virginia and Texas claim thousands of non-citizens were found on voter rolls. U.S. Senator Kevin Cramer (R-ND) joined U.S. Senator Bill Hagerty (R-TN) in a bicameral letter to Attorney General Merrick Garland, asking for stricter enforcement of federal laws prohibiting non-citizens from registering to vote or voting in federal elections.

    The letter reiterates a previous request for the U.S. Department of Justice (DOJ) to provide details on enforcement actions taken since January 2021, including statistics on prosecutions and referrals related to non-citizen voting. It also demands accountability and immediate action to protect public confidence in the electoral process.

    “Given that the 2024 Presidential Election is in less than 36 days, your Department’s inaction and refusal to provide any information regarding its efforts to promote public trust and confidence in our elections is especially alarming,” wrote the senators. “Clearly, there is a non-negligible amount of voter participation by non-citizens in federal elections, which is not only a serious threat to the integrity of our elections and the democratic process they represent, but also has the potential to reduce Americans’ trust and confidence in election results.” 

    Throughout his time in the Senate, Cramer has advocated for policies to restore the integrity of the U.S. immigration system and electoral process. He was the first original cosponsor of U.S. Senator Mike Lee’s (R-UT) Safeguard American Voter Eligibility (SAVE) Act, which requires proof of U.S. citizenship when registering to vote in federal elections. Cramer also cosponsored Hagerty’s Equal Representation Act, which prohibits the counting of non-citizens in congressional and Electoral College apportionment.

  • MIL-Evening Report: Is big tech harming society? To find out, we need research – but it’s being manipulated by big tech itself

    For almost a decade, researchers have been gathering evidence that the social media platform Facebook disproportionately amplifies low-quality content and misinformation.

    So it was something of a surprise when in 2023 the journal Science published a study that found Facebook’s algorithms were not major drivers of misinformation during the 2020 United States election.

    This study was funded by Facebook’s parent company, Meta. Several Meta employees were also part of the authorship team. It attracted extensive media coverage. It was also celebrated by Meta’s president of global affairs, Nick Clegg, who said it showed the company’s algorithms have “no detectable impact on polarisation, political attitudes or beliefs”.

    But the findings have recently been thrown into doubt by a team of researchers led by Chhandak Bagch from the University of Massachusetts Amherst. In an eLetter also published in Science, they argue the results were likely due to Facebook tinkering with the algorithm while the study was being conducted.

    In a response eLetter, the authors of the original study acknowledge their results “might have been different” if Facebook had changed its algorithm in a different way. But they insist their results still hold true.

    The whole debacle highlights the problems caused by big tech funding and facilitating research into their own products. It also highlights the crucial need for greater independent oversight of social media platforms.

    Merchants of doubt

    Big tech has started investing heavily in academic research into its products. It has also been investing heavily in universities more generally. For example, Meta and its chief Mark Zuckerberg have collectively donated hundreds of millions of dollars to more than 100 colleges and universities across the United States.

    This is similar to what big tobacco once did.

    In the mid-1950s, cigarette companies launched a coordinated campaign to manufacture doubt about the growing body of evidence which linked smoking with a number of serious health issues, such as cancer. It was not about falsifying or manipulating research explicitly, but selectively funding studies and bringing to attention inconclusive results.

    This helped foster a narrative that there was no definitive proof smoking causes cancer. In turn, this enabled tobacco companies to keep up a public image of responsibility and “goodwill” well into the 1990s.

    A positive spin

    The Meta-funded study published in Science in 2023 claimed Facebook’s news feed algorithm reduced user exposure to untrustworthy news content. The authors said “Meta did not have the right to prepublication approval”, but acknowledged that The Facebook Open Research and Transparency team “provided substantial support in executing the overall project”.

    The study used an experimental design where participants – Facebook users – were randomly allocated into a control group or treatment group.

    The control group continued to use Facebook’s algorithmic news feed, while the treatment group was given a news feed with content presented in reverse chronological order. The study sought to compare the effects of these two types of news feeds on users’ exposure to potentially false and misleading information from untrustworthy news sources.

    The experiment was robust and well designed. But during the short time it was conducted, Meta changed its news feed algorithm to boost more reliable news content. In doing so, it changed the control condition of the experiment.

    The reduction in exposure to misinformation reported in the original study was likely due to the algorithmic changes. But these changes were temporary: a few months later in March 2021, Meta reverted the news feed algorithm back to the original.

    In a statement to Science about the controversy, Meta said it made the changes clear to researchers at the time, and that it stands by Clegg’s statements about the findings in the paper.

    Unprecedented power

    In downplaying the role of algorithmic content curation for issues such as misinformation and political polarisation, the study became a beacon for sowing doubt and uncertainty about the harmful influence of social media algorithms.

    To be clear, I am not suggesting the researchers who conducted the original 2023 study misled the public. The real problem is that social media companies not only control researchers’ access to data, but can also manipulate their systems in a way that affects the findings of the studies they fund.

    What’s more, social media companies have the power to promote certain studies on the very platform the studies are about. In turn, this helps shape public opinion. It can create a scenario where scepticism and doubt about the impacts of algorithms can become normalised – or where people simply start to tune out.

    This kind of power is unprecedented. Even big tobacco could not control the public’s perception of itself so directly.

    All of this underscores why platforms should be mandated to provide both large-scale data access and real-time updates about changes to their algorithmic systems.

    When platforms control access to the “product”, they also control the science around its impacts. Ultimately, these self-research funding models allow platforms to put profit before people – and divert attention away from the need for more transparency and independent oversight.

    Addressing the ‘Mission Karmayogi’ workshop here today, Dr Jitendra Singh highlighted a significant transformation in India’s governance approach, moving from a traditional rule-based system to a dynamic, role-based framework. He explained that this shift ensures civil servants are better equipped to align their skills with the specific responsibilities of their roles, making the government more adaptable and efficient. “India 2047 requires us to transcend rigid rules and adopt a flexible, role-based approach that enhances our global competitiveness,” Dr Singh stated.

    The Minister credited Prime Minister Narendra Shri Narendra Modi for spearheading innovative governance reforms that have modernised the country’s administrative processes. Reforms such as the abolition of interviews for Group B and C positions and streamlining recruitment timelines have significantly improved the transparency and efficiency of the government’s functioning.

    “These reforms are reflective of the Prime Minister’s vision for a modern, merit-based system that prioritises performance and delivery,” he said. Emphasising the need for results-driven governance, Dr Jitendra Singh noted, “The journey from optics to delivery is critical.” He stressed that the success of governance should not be measured by appearances but by tangible outcomes that serve the public. “Moving from process-driven to performance-driven governance is the way forward for India to meet its global aspirations,” he remarked.

    Dr Jitendra Singh also referred to the introduction of ‘Mission Karmayogi Prarambh’, a key extension of ‘Mission Karmayogi’, designed to prepare new recruits for their roles from the moment they join the service. ‘Mission Prarambh’ ensures that new officers receive the necessary tools and training to transition smoothly into their positions, contributing to a more capable and motivated workforce across the government.

    During the workshop, Dr Jitendra Singh launched four new features of the iGOT-Karmayogi platform, aimed at enhancing the learning experience for government officials. He also released 20 new domain-specific courses under the Annual Capacity Building Plan (ACBP) of the Department of Personnel and Training (DoPT) to further strengthen skill development across ministries. Additionally, the Minister unveiled the “Know Your Ministry” initiative for the DoPT and released new learning modules under Mission Karmayogi, all designed to bolster capacity-building efforts across the government.

    The workshop saw the participation of several high-ranking officials, including Secretary, DoPT, Dr Vivek Joshi; Chairman, Capacity Building Commission, Shri Adi Zainulbhai; and CEO, Karmayogi Bharat, Smt V Lalitha Lakshmi, along with other senior officials from various ministries and departments.

    In closing remark, Dr Jitendra Singh reaffirmed that these reforms and initiatives are vital steps in India’s journey towards achieving its vision for 2047. The emphasis on capacity building, technology-driven governance, and performance-oriented processes will shape the future of Indian governance, aligning it with the evolving needs of a modern, competitive world.

    The Conference on Maritime Decarbonization in India, co-hosted by the Ministry of Ports, Shipping & Waterways (MoPSW) and the Asian Development Bank (ADB), concluded today at Le Meridien, New Delhi. The event brought together over 200 delegates, including leaders from key Indian ports, central and state government officials, industry stakeholders, international experts, and academia to discuss the future of green shipping and port operations.

    The conference underscored India’s commitment to achieving net-zero carbon emissions by 2070 and highlighted strategic initiatives to decarbonize its maritime sector, aligned with the Maritime India Vision 2030. Discussions covered a range of critical themes, including green port infrastructure, clean harbor craft, the use of zero-carbon fuels, emissions reduction strategies, and the electrification of inland waterways.

    In his keynote address, Shri T. K. Ramachandran, Secretary, MoPSW, reinforced India’s determination to transform its maritime sector. He said “India’s maritime sector is not just a key driver of nation’s economy but also a critical player in our fight against climate change. Through initiatives like the Harit Sagar Green Port Guidelines and Harit Nauka Green Transition Guidelines, MoPSW is setting a global example in the adoption of green energy, sustainable port operations, and cleaner shipping practices. Our efforts today will define the maritime landscape of tomorrow, ensuring a balance between economic growth and environmental sustainability.”

    One of the event’s highlights was a special session on Green Ports and Maritime Decarbonization, where experts shared knowledge and best practices for reducing the carbon footprint of Indian ports. The session included presentations from Ajay Kumar Singh, Head of DNV Maritime Advisory India, who discussed the role of smart ports in enhancing energy efficiency, and Lawrence Ong, Deputy Director of Maritime and Port Authority of Singapore, who shared insights into Singapore’s decarbonization journey.

    In another session, discussions focused on the role of zero-carbon fuels in maritime operations, with experts highlighting the need for early adoption of alternative fuels like green hydrogen and ammonia. Captain Prashant S. Widge of Maersk Line shared a shipowner’s perspective on the global challenges and opportunities in transitioning to green fuels, while Madhu Nair, CMD of Cochin Shipyard, presented the Indian experience with alternative fuels.

    The conference also spotlighted Inland Waterways as a key area for decarbonization, with presentations from R. Lakshmanan, Joint Secretary (IWT), MoPSW, and P. J. Shaji, CGM of Kochi Water Metro, showcasing successful efforts in reducing emissions and improving efficiency in water-based transportation. Shri Lakshmanan also suggested transitioning to low-emission alternative fuels would help tapping into the complete potential of IWT as a sustainable transportation mode. 

    During the session Shri. R. Lakshmanan, Joint Secretary (Ports), MoPSW emphasized the importance of continued collaboration within the sector, to drive tangible progress toward achieving decarbonization goals in India’s maritime industry. He emphasized on MoPSW blueprint for Ecosystem Development for Green Hydrogen Production and Export at Major Ports.

    The conference was expertly moderated by distinguished professionals from ADB and KPMG, ensuring insightful discussions and seamless coordination throughout the event. The conference concluded with a panel discussion moderated by Dr. Yesim Elhan-Kayalar, Advisor, ERDI, ADB, on India’s maritime decarbonization priorities and the path forward for sustainable and green shipping practices.

    As part of the outcomes, the conference emphasized the need for continued collaboration between government bodies, industry leaders, and international organizations to achieve shared decarbonization goals. It also set the stage for further discussions on innovative financing models and regulatory frameworks that support green shipping and port development.

    As India moves forward with its ambitious goals, the insights gained from the Conference on Maritime Decarbonization will play a crucial role in shaping policies and practices that contribute to a cleaner, greener maritime sector.

    The India-U.S. CEO Forum, chaired jointly by Union Minister of Commerce and Industry, Government of India, Shri Piyush Goyal, and US Secretary of Commerce, Ms. Gina Raimondo was held today in Washington D.C., USA.

    The India-U.S. CEO Forum convened as a platform to allow private sector members to develop and provide recommendations to the Indian and US governments that reflect the private sector’s views, concerns and suggestions about the creation of an environment in which the bilateral economic links are strengthened. The Forum works in tandem with, and provides inputs to, government-to-government U.S.-India Commercial Dialogue.

    The Forum is co-chaired from Private Sector by Mr. N. Chandrasekaran, Chairman, Tata Sons, and Mr. James Taiclet, President and Chief Executive Officer, Lockheed Martin. This is the third time the Forum has been convened since its reconstitution in November 2022 by the Governments of India and the USA and saw participation from 16 CEOs. Both governments appreciated the Forum’s progress on initiatives and its achievements over the past two years.

    The CEOs, under the seven working groups, presented priority areas to create stronger partnerships and boost growth across various critical areas such as Entrepreneurship and Promoting Small Businesses, Healthcare and Pharmaceuticals, Aerospace and Defence, ICT and Digital Infrastructure, Energy, Water and Environment, Infrastructure and Manufacturing, Financial Services, Trade and Investments, among others.

    Both sides deliberated on the progress made as of the last meeting of the Forum in March 2023, including the launching of innovation handshake and a knowledge sharing platform called NIHIT (Network for Innovation and Harnessing Investments and Trade).

    Government representatives and CEOs reaffirmed their commitment to strengthening commercial and trade ties, driving economic growth and innovation, and fostering a resilient bilateral partnership.

    Earlier during the day, Minister Goyal began his third day of the U.S. tour with the offering of a floral tribute at the Mahatma Gandhi Memorial across the Embassy of India in Washington D.C. in remembrance of his 155th birth anniversary.

    The Minister of Commerce and Industry met with the U.S. Secretary of Commerce Ms. Gina Raimondo over a luncheon meeting and discussed areas of mutual interests. They discussed the pathway for strengthening bilateral cooperation in critical minerals supply chains as recommended by the US-India CEO forum. They also discussed opportunities to increase US investments in India especially in some of the new industrial cities being planned in India.

    Union Home Minister and Minister of Cooperation, Shri Amit Shah today inaugurated and laid foundation of projects worth Rs. 919 crore in Gujarat including various development works of Ahmedabad Municipal Corporation (AMC).  On this occasion Chief Minister of Gujarat, Shri Bhupendra Patel and many other dignitaries were also present.    

    Beginning his address with Navratri greetings, Shri Amit Shah said that today, development projects worth ₹919 crore have been inaugurated and laid the foundation for, which include works related to health, education, libraries, parks, and small street vendors. He stated that the most significant of these is the construction of modern schools by the Municipal Nagar Prathmik Siksha Samiti. Shri Shah expressed his gratitude towards AMC, stating that due to the corporation’s efforts, all municipal primary schools in his parliamentary constituency have successfully been transformed into model schools.

    Union Home Minister and Minister of Cooperation said that if children properly benefit from the initiatives of the Primary Education Committee, there will be no doubt that India’s future is bright. He added that when we see children from poor families taking an interest in subjects like science, art, music, and many others, all the despair in life disappears, and we feel confident that India’s future is bright.

    Shri Amit Shah said that today, development projects worth approximately ₹472 crore have been inaugurated and laid the foundation for in the Gandhinagar Lok Sabha constituency. Additionally, development projects worth around ₹446 crore have been inaugurated and launched in Ahmedabad East Lok Sabha constituency of MP Shri Hasmukhbhai Patel and in Ahmedabad West Lok Sabha constituency of MP Shri Dineshbhai Makwana. He mentioned that all these development projects will enhance facilities for the residents of Ahmedabad city.

    Shri Shah further said that Gujarat Chief Minister Shri Bhupendra Patel, over the past few years, has approved projects worth ₹23,951 crore in Ahmedabad city, Kalol and Sanand taluka, some areas of Ahmedabad city, and the Gandhinagar Lok Sabha constituency. Moreover, Prime Minister Shri Narendra Modi has also inaugurated development projects worth around ₹14,000 crore. He added that in the past five years, a total of ₹37,000 crore worth of development projects have been carried out in just one Lok Sabha constituency.

    Union Home Minister and Minister of Cooperation said that numerous development initiatives have been undertaken in seven assembly constituencies of Ahmedabad. These include efforts related to child nutrition, exercise facilities, libraries to enhance knowledge for adolescents, water collection ponds, the planting of 4 million saplings in a year, the construction of roads, overbridges, street lights, hospitals, primary health centers, and primary schools.

    Shri Amit Shah said that AMC has decided to bring Ahmedabad to the forefront in the cleanliness campaign competition. He emphasized that efforts should be made to bring Ahmedabad to the top in the upcoming cleanliness survey. Shri Shah acknowledged that it might not be possible to achieve the first position this time, but we should set a goal to make a fresh start and work towards creating an Ahmedabad that reaches the top position in cleanliness among all municipal corporations in India by next year.

    Union Home Minister stated that after Mahatma Gandhi, Prime Minister Shri Narendra Modi is the only national leader who has turned the cleanliness campaign into a people’s movement. Prime Minister Modi envisioned that every home in the country should have toilet facilities. After 70 years of independence, Prime Minister Shri Narendra Modi initiated this campaign. His aim was to ensure that clean drinking water is available in every household, and that our homes, societies, streets, cities, and villages are clean, fostering a culture of cleanliness among citizens. Union Home Minister mentioned that Shri Narendra Modi is the only Prime Minister who has spoken about the construction of toilets from the ramparts of the Red Fort.

    Shri Amit Shah said that Prime Minister Shri Narendra Modi has worked to promote the cleanliness campaign and its values across the entire country, from Nagaland to Kerala and from Uttar Pradesh to Assam.

    The 4thmeeting of the General Council (GC) of the Khelo India Scheme was held under the chairmanship of Union Minister of Youth Affairs & Sports and Labour & Employment, Dr. Mansukh Mandaviya in New Delhi today. The meeting was attended by senior officials from States, prominent Sports Control Boards, National Sports Federations, and key representatives from Central Ministries.

    In a significant announcement, the Union Minister informed that a Draft Sports Policy has been released on the Ministry’s website for public consultation. This policy aims to modernize and update the current framework in line with the evolving sports landscape of the country. Stakeholders, including the governments of States and Union Territories, as well as the general public, are invited to submit their feedback. Once finalized, this policy will also serve as a model for states that have yet to establish their own sports policies.

    During the meeting, Dr. Mandaviya reviewed the progress of the Khelo India Scheme and held detailed discussions on improving sports infrastructure and facilities to enhance athlete performance. He emphasized the need for a Whole-of-Government Approach to ensure coordination among various agencies involved in talent identification and nurturing under different Central and State Government schemes, Public Sector Undertakings (PSUs), and National Sports Federations.

    The Union Minister directed the reconstitution of sub-committees to focus on:

    1. Improving recruitment policies and procedures across Ministries and Departments to ensure better career progression for sportspersons.
    2. Enhancing welfare and support systems for athletes.
    3. Developing effective programs for talent identification at the grassroots level.

    In another key decision, Union Minister announced the creation of a dedicated portal that will contain information on sports recruitment across Central Ministries. States will also be encouraged to use this platform to advertise sports quota vacancies, improving accessibility and transparency in recruitment.

    The meeting also included a review of the progress on the unified sports infrastructure database under PM Gati Shakti. Dr. Mandaviya directed the collation of data from States, Sports Federations, and other entities to create a comprehensive inventory of all sports infrastructure in the country.

    The last date for submission of applications by the selected meritorious students on the National Scholarship Portal (NSP) for the National Means cum Merit Scholarship Scheme (NMMSS) for the year 2024-25 has been extended up to 15.10.2024. The NSP portal is open for submission of applications by students with effect from 30th June 2024. In this project year 2024-25, the selected students are first to do a one-time registration (OTR) on the NSP, after which they have to apply for the scholarship scheme that they have selected. The FAQ details for registration on NSP can be accessed at https://scholarships.gov.in/studentFAQs.

    Through the ‘National Means-cum-Merit Scholarship Scheme,’ implemented by the Department of School Education & Literacy, Ministry of Education, scholarships are awarded to meritorious students from economically weaker sections to arrest their drop-out after elementary level, i.e., Class VIII and encourage them to complete their school education up to higher secondary level, i.e., Class XII.

    The scheme provides one lakh fresh scholarships every year for Class IX students who clear the qualifying exam for the scholarship conducted by the State/UT governments. The scholarship is continued through renewal mode from Classes X to XII based on the student’s academic performance. The scheme is applicable only to students studying in State Government, Government-aided and local body schools and the scholarship amount is Rs. 12000 per annum per student.

    The NMMSS is implemented through the National Scholarship Portal (NSP) – the one-stop platform for scholarship schemes disbursed to students by the Government of India. As of 01.10.2024, 81443 fresh and 152617 renewal applications have been finally submitted by the applicants. NMMSS scholarships are disbursed directly into the bank accounts of selected students by electronic transfer through the Public Financial Management System (PFMS) following DBT mode. The eligibility parameters for availing the scholarship include parental income not more than Rs. 3.50 lakh per annum, a minimum of 55% marks or equivalent grade in the Class VII examination for appearing in the selection test for award of scholarship (relaxable by 5% for SC/ST students).

    On the NSP portal, there are two levels of verification of the scholarship application of selected students, Level-1 (L1) verification is at the Institute Nodal Officer (INO) and Level-2 (L2) is with the District Nodal Officer (DNO). The last date for INO level (L1) verification is 31.10.2024 and for DNO level (L2) verification is 15.11.2024.

    The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved the National Mission on Edible Oils – Oilseeds (NMEO-Oilseeds), a landmark initiative aimed at boosting domestic oilseed production and achieving self-reliance (Atmanirbhar Bharat) in edible oils. The Mission will be implemented over a seven-year period, from 2024-25 to 2030-31, with a financial outlay of Rs 10,103 crore.

    The newly approved NMEO-Oilseeds will focus on enhancing the production of key primary oilseed crops such as Rapeseed-Mustard, Groundnut, Soybean, Sunflower, and Sesamum, as well as increasing collection and extraction efficiency from secondary sources like Cottonseed, Rice Bran, and Tree Borne Oils. The mission aims to increase primary oilseed production from 39 million tonnes (2022-23) to 69.7 million tonnes by 2030-31. Together with NMEO-OP (Oil Palm), the Mission targets to increase domestic edible oil production to 25.45 million tonnes by 2030-31 meeting around 72% of our projected domestic requirement. This will be achieved by promoting adoption of high-yielding high oil content seed varieties, extending cultivation into rice fallow areas, and promoting intercropping. The Mission will harness ongoing development of high-quality seeds by using cutting-edge global technologies such as genome editing.

    To ensure the timely availability of quality seeds, the Mission will introduce an Online 5-year rolling seed plan through the ‘Seed Authentication, Traceability & Holistic Inventory (SATHI)’ Portal, enabling states to establish advance tie-ups with seed-producing agencies, including cooperatives, Farmer Producer Organizations (FPOs), and government or private seed corporations. 65 new seed hubs and 50 seed storage units will be set up in public sector to improve the seed production infrastructure.

    Additionally, over 600 Value Chain Clusters will be developed across 347 unique districts, covering more than 10 lakh hectares annually. These clusters will be managed by value chain partners such as FPOs, cooperatives, and public or private entities. Farmers in these clusters will have access to high-quality seeds, training on Good Agricultural Practices (GAP), and advisory services on weather and pest management.

    The Mission also seeks to expand oilseed cultivation by an additional 40 lakh hectares by targeting rice and potato fallow lands, promoting intercropping, and promoting crop diversification.

    Support will be extended to FPOs, cooperatives, and industry players to establish or upgrade post-harvest units, enhancing recovery from sources such as cottonseed, rice bran, corn oil, and Tree-Borne Oils (TBOs).

    Furthermore, the Mission will promote awareness of recommended dietary guidelines for edible oils through an Information, Education, and Communication (IEC) campaign.

    The Mission aims to significantly enhance domestic oilseed production, advancing the goal of Atmanirbharta (self-reliance) in edible oils, thereby reducing import dependency and conserving valuable foreign exchange while boosting farmers’ incomes. This mission will also accrue significant environmental benefits in the form of low water usage and improved soil health and making productive use of crop fallow areas.

    Background:

    The country is heavily reliant on imports which account for 57% of its domestic demand for edible oils. To address this dependency and promote self-sufficiency, the Government of India has undertaken a series of measures to enhance domestic production of edible oils, including the launch of National Mission on Edible Oils – Oil Palm (NMEO-OP) with an outlay of Rs 11,040 crore to boost oil palm cultivation in the country in 2021.

    In addition, the Minimum Support Price (MSP) for mandated edible oilseeds has been significantly increased to ensure remunerative prices to the oilseed farmers. The continuation of the Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA) ensures that oilseed farmers receive MSP through price support scheme and price deficiency payment scheme. Besides,  20% import duty on edible oils has been imposed to protect domestic producers from cheap imports and encourage local cultivation.

    States given flexibility to reallocate funds from one component to another based on their specific requirement

     The Union Cabinet chaired by Prime Minister, Shri Narendra Modi, today approved the proposal of the Department of Agriculture & Farmers Welfare (DA&FW) for rationalization of all Centrally Sponsored Schemes (CSS) operating under Ministry of Agriculture and Farmer’s into two-umbrella Schemes viz. Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY), a cafeteria scheme and Krishonnati Yojana (KY).  PM-RKVY will promote sustainable agriculture, while KY will address food security & agricultural self-sufficiency. All components shall leverage technology to ensure efficient and effective implementation of the various components.

    The PM Rashtriya Krishi Vikas Yojana (PM-RKVY) and Krishonnati Yojana (KY) will be implemented with total proposed expenditure of Rs.1,01,321.61 crore. These Schemes are implemented through the State Governments.

    This exercise ensures that all the existing schemes are being continued.   Wherever it was considered necessary to give fillip to any area for farmer’s welfare, the scheme has been taken up in Mission mode, for example National Mission for Edible Oil-Oil Palm [NMEO-OP], Clean Plant Program, Digital Agriculture & National Mission for Edible Oil-Oil Seeds [NMEO-OS].

    The scheme Mission Organic Value Chain Development for North Eastern Region (MOVCDNER), a component under the KY, is being modified by adding an additional component namely MOVCDNER- Detailed Project Report (MOVCDNER-DPR), which will provide flexibility to the North Eastern  states  to address critical challenges.

    By rationalization of the schemes, the States are given an opportunity to prepare a Comprehensive Strategic Document on Agriculture Sector of the State in a holistic manner. The Strategic Document focuses not only the production and productivity of the crops but also tackles the emerging issues of Climate Resilient Agriculture and development of Value Chain approach for agricultural commodities. These plans are envisaged to articulate the overall strategy and the schemes/programs, linked with the objectives flowing from the strategic framework.

    The rationalisation of Various Schemes has been undertaken to:

    •      To avoid duplication, ensure convergence and provide flexibility to States.

    •      Focus on emergent challenges of Agriculture – Nutrition security, Sustainability, Climate resilience, value chain development & private sector participation.

    •      State governments will be able to draw a comprehensive strategic plan suiting their requirements for agriculture sector.

    •      Annual Action Plan (AAP) of States can be approved in one go rather approving individual scheme-wise AAPs.

     

    One important change is to provide, in PM-RKVY, the state governments be given flexibility to re-allocate funds from one component to other based on their state specific requirements.

    Out of the total proposed expenditure of Rs.1,01,321.61 crore the projected expenditure towards central share of DA&FW is Rs.69,088.98 crore and states share is Rs.32,232.63 crore. This includes Rs.57,074.72 crore for RKVY and Rs.44,246.89 crore for KY.

    The PM-RKVY comprises of the following schemes:

                 iii.        Agro Forestry

                 iv.        Paramparagat Krishi Vikas Yojana

    Cabinet approves India to Join International Energy Efficiency Hub by signing the Letter of Intent

    Decision will help India gain access to an exclusive 16 nation group sharing strategic energy practices and innovative solutions

    The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the signing of ‘Letter of Intent’ thus enabling India to join the ‘Energy Efficiency Hub’.

     India will join the International Energy Efficiency Hub (Hub), a global platform dedicated to fostering collaboration and promoting energy efficiency worldwide. This move solidifies India’s commitment to sustainable development and aligns with its efforts to reduce greenhouse gas emissions.

     Established in 2020 as the successor to the International Partnership for Energy Efficiency Cooperation (IPEEC), in which India was a member, the Hub brings together governments, international organizations, and private sector entities to share knowledge, best practices, and innovative solutions. By joining the Hub, India will gain access to a vast network of experts and resources, enabling it to enhance its domestic energy efficiency initiatives. As of July, 2024, sixteen countries (Argentina, Australia, Brazil, Canada, China, Denmark, European Commission, France, Germany, Japan, Korea, Luxembourg, Russia, Saudi Arabia, United States and United Kingdom) have joined the Hub.

     As a member of the Hub, India will benefit from opportunities for collaboration with other member states, sharing its own expertise and learning from international best practices. The country will also contribute to global efforts to address climate change by promoting energy-efficient technologies and practices.

     Bureau of Energy Efficiency (BEE), the statutory agency, has been designated as the implementing agency for the Hub on behalf of India. BEE will play a crucial role in facilitating India’s participation in the Hub’s activities and ensuring that India’s contributions align with its national energy efficiency goals.

     By joining the Hub, India is taking a significant step towards more sustainable future. The country’s participation in this global platform will help to accelerate the transition to a low-carbon economy and improve energy security.

  • MIL-OSI USA: USAID Launches New Window of $50 Million for EDGE Fund to Boost Innovation through Private Sector Partnerships

    USAID announced a new $50 million round of funding for the USAID’s EDGE Fund. The EDGE Fund enables USAID Missions worldwide to leverage private sector expertise, networks and supply chains to drive sustainable and scalable solutions to global challenges.  

    Recognizing that the needs faced by communities around the globe are simply too large for governments and donors to tackle alone, USAID engages a wide range of partners in its work, most notably the private sector. The EDGE Fund supports the most catalytic types of private sector partnerships in which there is significant alignment between the commercial interests of our private sector partners, the development objectives of the Agency, and development needs of local populations, ensuring continued private sector investment into targeted communities well into the future.

    Through prior rounds of EDGE funding, USAID is investing $100 million and is leveraging over $280 million from the private sector to implement solutions that could unlock upwards of $2 billion in mobilized investments for sustainable development. Through collaborations with over 80 private sector partners, the EDGE Fund is advancing market-led solutions that address conflict, displacement, and food insecurity; accelerate inclusive economic growth; tackle the climate crisis; and combat political repression and corruption.   

    This new $50 million third round of funding, brings total USAID investment through the EDGE Fund to $150 million.

    SUBJECTS: Planned protests to mark one year anniversary of Oct 7 attacks; Australians in Lebanon; NRL grand final

    SARAH ABO, HOST: Well, thousands of protesters will take to the streets this weekend to mark a year of the Israel-Gaza conflict, with authorities calling for calm after the rallies were given the green light. For more, we’re joined by NDIS and Government Services Minister Bill Shorten in Melbourne and opposition leader Peter Dutton in Brisbane. Good to see you both. Pete, I’ll start with you. So, New South Wales tried to block this rally, that was overruled. The SA, in South Australia, the police say they don’t oppose it. Those attending say it’ll be peaceful. So how do we strike the right balance here?

    PETER DUTTON, LIBERAL PARTY: Well, Sarah, this is the biggest loss of Jewish life since the Holocaust. And that’s what October 7th is. So, it’s the anniversary of the terrorist attack in the kibbutz’s and where people were slaughtered in the Nova music festival. So, there were no attacks, no rockets launched by Israel on October 7th or October 8th or October 9th. The response came after that, as we know. So, this is an anniversary of 1200 people losing their lives. And that’s why the protests shouldn’t go ahead. And you would only be protesting the anniversary of that loss of life if you were trying to be provocative or difficult. If you were marking the anniversary of the Holocaust, people would be outraged. And I just think it’s completely unacceptable that people would be using this opportunity to essentially rub, you know, I just think they’re compounding the grief of people who have lost lives. And it’s completely unacceptable.

    ABO: Yeah, I mean, Pete, I guess despite all of that, they are still going ahead. I mean, there’s nothing we can do to stop it. So, it’s really just about upholding the peaceful intended nature of it.

    DUTTON: Well, just again, Sarah, I mean, why would people why would people want to do this? And I think there are people within the community, leaders so-called within the community, who should show greater sensitivity and there are other dates that they can commemorate. But October 7th is an anniversary where 1200 people were killed by a terrorist organization and people who were sympathizers to the terrorist organization in this country, frankly, are at odds with our values and our rule of law.

    ABO: And, Bill, there are obviously significant sensitivities around this. And as we know, the tensions are escalating currently in the Middle East. There’s a lot of heat in the community, and it seems little is being done to sort of turn down that temperature. Is the government concerned that these protests may cause further rifts in the community?

    BILL SHORTEN, MINISTER FOR THE NDIS AND GOVERNENT SERVICES: Well, I agree with a fair bit of what Peter was saying there. October the 7th was a massacre of Israelis. Hamas crossed the border. They killed young people at a concert. They committed shocking crimes. They kidnapped people. They sexually abused people. I don’t know what someone who’s – I don’t know why someone would protest about that or be in some fashion being seen to lend their weight to it. I mean, we are a free country. We don’t want to become like the countries that we criticize. But I just think on October the 7th, that was a massacre of innocent people. Now, there might be some people watching who say, oh, what about, you know, my side of the argument and my hurt and my pain. I accept that, but one, you’ve got to keep it peaceful. Two, why do it on the day where – you know, if you really think that Hamas was right. I do not understand how you think. I do not understand how people would want to celebrate Hamas’ actions.

    ABO: Yeah.

    SHORTEN: So yeah, but I think most Australians don’t want to see these arguments from overseas coming to these shores. They certainly expect it to be peaceful. And I’ll just say to any protesters, if you think somehow, you’re convincing or changing anyone’s mind, think again.

    ABO: It is truly horrific, that’s for sure. The fresh wave of attacks that we’re seeing, bill in Lebanon at the moment. The UN has called this truly catastrophic. We know that the Australian government is doing what it can, deploying the RAAF planes there to try and evacuate some. How is that all tracking at the moment?

    SHORTEN: Yeah. I want to thank our people in the Australian Defence Force. We have military resources to help evacuate people pre-positioned in Cyprus. I know the government’s assisted people on Monday, Tuesday, and Thursday to get commercial flights out. I know there’ll be opportunities on Saturday for 500 Australian citizens and immediate family members. But also, I have to say that the Prime Minister and the government has been saying since last November, please do not go to Lebanon. Whilst it might have been a surprise on which particular day the fighting escalated, the point is there was a big chance the fighting was going to escalate. So please get out now. Do not go to Lebanon. Please get out now. The Australian Government has a phone number. I think it’s 6261 3305. 6261 3305. But yeah, just let’s get out of there. It’s just – there’s nothing going to be good about being in Lebanon right now.

    ABO: Yeah. I think both sides are in agreement on that. Look, it’s all very heavy and really tragic and awful. So, let’s focus on something a little bit different now because this weekend of course we have the big NRL grand final decider. It’s less than 48 hours away with the Storm taking on the Panthers. Pete, I wanted to ask you. I mean, seeing as you’re single handedly responsible for the turning of the political tide in Victoria, you would, of course, be backing the Storm right now, right?

    DUTTON: Well, I’ve picked. I’ve picked Penrith, I think. Just an amazing –

    ABO: What? Pete.

    DUTTON: They are an amazing team. They are an amazing team.

    ABO: You need to win Melbourne over mate, come on.

    DUTTON: I’m still celebrating the Lions win. I’m still, I’m still – every Victorian was going against the New South Wales team last weekend. So, they were all on the Lions and we were on a unity ticket. So, this week – you know I just think I mean storms had had an incredible season as well. But I just think Penrith will be too strong.

    ABO: Billy, surely you’ve got the storm, right?

    SHORTEN: Yeah. No, I think the Storm’s a really well-run club. I’ve been lucky enough to have a bit to do with them over the journey and, you know they did beat Penrith in 2020. Craig Bellamy, ten grand finals. Penrith is a really strong team. One thing’s for sure. The two best teams are playing in the grand final. But, you know, Pete, there was that chance for you to sort of cement the deal in Victoria, but given two choices –

    ABO: I know, I gave him an opportunity.

    SHORTEN: But you went the wrong way, I know

    ABO: He didn’t take it. 
    .
    SHORTEN: Sarah just laid it out in the red carpet. I don’t know. I don’t know.

    DUTTON: Hey, Bill, I’m just glad that you know there’s an NRL team in in Victoria. Well done.

    ABO: We couldn’t leave this chat without a sledge. Right? Okay.

    SHORTEN: That’s good. And do you know what? Even though we’re not an NRL, even though we’re not an NRL state, we can still win the flag. I love it. When Victorians turn their mind to something. We’re unstoppable.

  • MIL-OSI USA: Administrator Samantha Power at a Press Gaggle in Lviv

    ADMINISTRATOR SAMANTHA POWER: I just met with a great group of Ukrainians here at the IT Cluster. This is an innovation hub supported by the Government of Ukraine and by USAID. I have learned from Ukrainian entrepreneurs, and I’ll just give you one example of the kinds of innovations that are happening. 

    Knopka is a member of the IT Cluster here that is revolutionizing medical alert systems. Traditionally, medical alert systems are not wireless. This matters for Ukraine because they would not work during power outages. Power outages have been a real issue for hospitals during the war. So, one Ukrainian entrepreneur here developed a system called “Knopka”. If anything abnormal happens with a patient’s vital signs or the patient indicates that they need care, Knopka sends an alert out to doctors’ and nurses’ phones using cellular data. As long as their phones have some charge left. These doctors and nurses know exactly where to go and who to help us, even when there is no power during the blackout. Knopka technology is 30 percent cheaper than other medical alert systems. While those other systems can often take weeks or even months to install, Knopke’s technology can be installed in just one day. 

    Supported by USAID, Knopka is growing fast. It has already been installed in 30 hospitals in Ukraine and one in Poland, and now Knopka is in talks with hospitals and clinics in Canada and the United States. Those hospitals and clinics are considering acquiring its system, too. Just in the past six months, Knopka’s workforce has expanded from 20 to 35 employees. Knopka’s Founder and CEO said, “Despite the challenges of war, we demonstrate Ukraine’s capacity for innovation and the talent behind it.” 

    So, it is this capacity for innovation that has driven Ukraine’s ability to retain business despite being more than two and a half years into Putin’s brutal invasion. In the tech sector alone, 95 percent of Ukraine’s 5,000 tech companies, including household names like Grammarly and GitLab, have retained their national and global contracts, together powering a full 12 percent of Ukraine’s exports. Since 2022, indeed Ukraine’s tech sector has grown seven percent, contributing $14 billion to Ukraine’s economy.  

    Ukraine’s business leaders in the tech sector and beyond it, are harnessing their creativity and their resilience to lead the country into the future and at USAID, we have been privileged to do what we can to support that effort. Since 2022, we have directly deployed more than $260 million to support businesses in Ukraine, from relocating and restoring the operations of companies on the front lines, to running reskilling programs to train Ukrainians in high demand trades like construction and transportation, to increasing access for businesses and for startups to affordable financing. 

    This support has itself unlocked $232 million in new investments to Ukrainian companies. This helps them expand operations, hire Ukrainians, and this investment allows them to provide much needed tax revenue to support Ukraine’s defense.

    At the same time, we are working closely with our partners in the Ukrainian government to help them shape the business environment. International businesses describe for us the policy and regulatory reforms that they need to be convinced to invest in Ukraine. So, we are working closely with our partners in the Ukrainian government to improve transparency, to reduce opportunities for self-dealing, and to make the judiciary more independent. All of these are critical steps to building confidence that contracts will be honored and investment regulations will be enforced. 

    And finally, we are thrilled to be able to support Ukraine’s ambition to become a global leader in e-governance. As all of you Ukrainians here well know, the revolutionary Diia app that we have supported for years makes it possible for Ukrainians to access all kinds of services. It allows Ukrainian entrepreneurs to register companies, apply for permits, begin procurement processes, and more. By registering on the Diia City platform, Ukrainian and international companies alike, can access benefits that incentivize them to do business in Ukraine – benefits like reduced taxation and legal and financing support. In the first quarter of this year alone, businesses registered on Diia’s City have contributed over four billion Hryvni tax revenue to the Government of Ukraine, that is the equivalent of nearly $100 million. And, these are taxes, of course, that can be used to rebuild schools, to heat homes in winter and to fuel Ukraine’s defense.

    Businesses, like the ones I met with today, are working to build a future where the ingenuity of the Ukrainian people drives progress. Driving that progress not only here in Ukraine, but in places all around the world that will continue to benefit from the products, services, and ideas developed here.

    QUESTION (via translation): How much monetary equivalent has the U.S. government financed in technology in Ukraine and especially western Ukraine?

    ADMINISTRATOR POWER: We will have to get back to you with the precise figure, especially with the geographic breakdown that you are looking for. But, I am sure someone on the team can provide that. 

    QUESTION (via translation): If you think about long term supporting perspective, where does [the] U.S. government see Ukraine in [the] future? Is it technological? Is it [an] agrarian country? Is it a country of construction?  

    ADMINISTRATOR POWER: Thank you for that question. As someone who works at an Agency that addresses food insecurity all around the world, I know firsthand the terrible harm that Putin caused by preventing Ukrainian agricultural exports from leaving Ukraine. I saw kids in sub-Saharan Africa who were hungrier because the food prices went up so much because Ukrainian agricultural exports were blocked by Putin’s forces. So, we are in awe of Ukraine’s farmers and its innovators who have found a way, despite the war, to increase agricultural exports now basically to their pre-war levels. And, we recognize that Ukraine’s farmers, as is evidenced by Ukraine’s flag, are foundational to this country’s economy. Ukraine’s agriculture is also a huge part of Ukraine’s identity, and it is a huge part of keeping people fed around the world. 

    But, what is really exciting about what we see in the Lviv IT Cluster is the diversification of Ukraine’s economy. And, seeing the steady growth of IT services as exports in this country, gives us, I think, an indication of where the future can take Ukraine. There are apparently 307,000 tech professionals now in Ukraine, and that is a seven percent increase from last year. Ukraine is becoming famous all around the world for the Diia app. Many citizens in other countries who see the Diia app are very jealous of Ukrainians. The simplicity and the government accountability that makes life better and easier for citizens is something many countries would wish to have. The more people learn in Silicon Valley and elsewhere about the kind of innovation that is happening at a place like this, the more we will see investment and increased exports in IT services.

    We are, of course, also seeing a lot of innovation in other manufacturing sectors. Because of Russia’s brutal attacks, Ukraine has had to innovate in the defense sector. Even drones, which are being manufactured now in Ukraine, have broad civilian appeal for farmers and other sectors around the world. Ukraine is a home to many critical minerals that provides economic opportunity in the future. And, of course, as Ukraine shifts its energy economy to renewables, that will be something, I’m sure, of great interest outside this country.

    My point is not to specify, again, any particular trajectory for Ukraine. It is simply to take note of the incredible innovation and resources that will power Ukraine’s economy in the future. And, of course, it is young people that will drive even more innovation and more ideas of what can come from Ukraine beyond even what I have mentioned today. When I think of all of the innovation that has occurred in Ukraine, just since the full-scale invasion, I marvel at imagining what this country and the Ukrainian people can do in peacetime. And, now Ukraine is more famous than it was before Putin’s full-scale invasion, for the resilience, but also the creativity and innovation of its people. 

    QUESTION: Ms. Power, I’m very thankful for your generous support that USAID has been giving to both private sector, state institutions, and civil society in Ukraine for years. But, I wanted to ask – I know that from my own feelings – I see that USAID is an institution that is caring [for] both people. And, besides funding, both in trends and investments, we do need people, and we do understand that Ukraine, for boosting its innovations and its economy, needs [to] bring people back. We have six to seven million abroad, we have people dying on the front line, and we have a very low birth rate. Is it something that is in your concern, and that USAID would think about, and would think of some special projects to help, somehow, help this situation.

    ADMINISTRATOR POWER: Well, this is something, actually, I discussed yesterday with President Zelenskyy. It is absolutely critical for Ukraine’s future that its population here is thriving. It is crucial, for example, that the tech professionals who are being groomed here, see themselves as having a full future here where they don’t feel they need to move to Silicon Valley. 

    What USAID is doing is looking at many of the reasons that Ukrainians feel compelled to leave. So, one of the things I discussed with the President is the safety of schools. USAID has invested in refurbishing and rendering more secure around 10,000 bunkers in schools. In Kharkiv, we’ve actually been involved in building a school that is entirely underground because of the situation there. So, education is one example where, as we think about where to make our investments, we do so thinking about a parent who wants nothing more in the world than to keep their children safe. 

    The other core dimension of our work that is designed, of course, to keep people here or to draw people back, is work on helping the economy grow. When people cannot find work, they go to try to find work somewhere else. So, being very specific about which programs can help create jobs for Ukrainians is another example of this kind of work. 

    But, in the future, when peace comes back to Ukraine, there will be tremendous opportunities for jobs and, of course, for people to experience the safety that they once knew. And, that is when we and the European Union and, of course, the government and the people here will need to be very intentional on how we advertise all the opportunities that will exist in what will then be a stronger economy and a stronger democracy.

    This is why the reforms, tackling corruption, strengthening the judiciary, and making the regulatory environment for business more attractive, none of those reforms can wait. And, if that reform effort can continue to progress, it will make Ukraine, on the other side of war, a place that businesses flock to, even more than we are able to get them to come now.

    The very last thing I would say is the obvious, which is a huge part of ensuring or increasing the likelihood that people stay in Ukraine is that the 50-country coalition continues to support Ukraine’s defense. And, that is why the very significant defense package that President Biden just announced is an important part of the answer to your question. More air defense means that citizens can feel safer and that they are less likely to leave the country. That is why we, in the United States, understand that attracting people to stay in Ukraine is a whole-of-U.S.-government enterprise.

  • MIL-OSI Security: Sixty-Eight Defendants Charged in Indictment of Dozens of Members and Associates of San Fernando Valley White Supremacist Gang

    LOS ANGELES – Federal and local law enforcement have arrested 42 members and associates of the SFV Peckerwoods, a San Fernando Valley-based white supremacist street gang, on a 76-count federal grand jury indictment alleging they engaged in a years-long pattern of racketeering activity that included trafficking of drugs – including fentanyl – illegal firearms possession, and COVID-19 benefits and loan fraud, the Justice Department announced today. 

    The indictment unsealed today charges a total of 68 defendants with a score of federal crimes: conspiracy to violate the Racketeer Influenced and Corrupt Organizations (RICO) Act, conspiracy to distribute controlled substances, distribution of controlled substances, bank fraud, conspiracy to commit bank fraud, aggravated identity theft, possession of a firearm in furtherance of a drug trafficking crime, unlawful possession of a firearm and ammunition by a felon, and possession of 15 or more unauthorized access devices.

    The 29 defendants arrested today are expected to be arraigned this afternoon in United States District Court in downtown Los Angeles. Prior to today’s takedown, 13 defendants were already in custody.

    During the investigation, law enforcement seized large quantities of illegal firearms, and dozens of pounds of fentanyl, methamphetamine, and heroin, according to the indictment. 

    “The Peckerwoods’ violent white-supremacist ideology and wide-ranging criminal activity pose a grave menace to our community,” said United States Attorney Martin Estrada. “By allegedly engaging in everything from drug-trafficking to firearms offenses to identity theft to COVID fraud, and through their alliance with a neo-Nazi prison gang, the Peckerwoods are a destructive force. In prosecuting the members of the Peckerwoods criminal organization, our office is carrying out its mission to protect the public from the most dangerous threats.”

    “The Justice Department has dealt a decisive blow to the San Fernando Valley (SFV) Peckerwoods, a violent white supremacist gang that we charge is responsible for trafficking deadly fentanyl and other drugs, committing robberies, and perpetrating financial fraud to fund both their criminal enterprise and that of the Aryan Brotherhood,” said Attorney General Merrick B. Garland. “With today’s charges and arrests, the Justice Department, together with our state, local, and federal partners has targeted the heart of this gang’s operations, and we will continue to zero in on the criminal enterprises that endanger our communities.”

    “This operation, led by our Joint Terrorism Task Force, disrupted a racially motivated violent extremist group who engaged in a wide range of criminal activity,” said Akil Davis, Assistant Director in Charge of the FBI Los Angeles Field Office. “This case strikes at the heart of our collective mission to rid our communities of the corrosive elements that fuel violence and extremism that greatly impact our way of life. The FBI, along with our federal, state, and local partners, remains strongly committed to working every day to make sure the people of the Southland remain safe.”

    “The San Fernando Valley Peckerwoods, the Aryan Brotherhood and their associates are fused by one thing: hatred,” Matthew Allen, Special Agent in Charge, DEA Los Angeles Field Division. “It appears, however, that the business of hate was not enough for them. Driven by greed, they engaged in other crimes, including drug distribution, pushing out deadly fentanyl onto our streets. Operating from corners of the San Fernando Valley, they conducted their crimes within and beyond the 8-1-8 community. Today’s large-scale indictments and arrests reflect our relentless commitment to dismantling criminal organizations that continue to harm our communities.”         

    According to the indictment that a grand jury returned on September 26, the Peckerwoods is a street gang based in communities in the San Fernando Valley whose members engage in a wide variety of criminal activity, including drug trafficking, violent crime, and fraud. As a white supremacist gang, the Peckerwoods at times takes orders from the Aryan Brotherhood, California’s dominant prison-based white supremacist gang, and maintains an alliance with the Mexican Mafia prison gang, which controls most Latino street gangs in California. The Peckerwoods use Nazi tattoos, graffiti, and iconography to indicate their violent white supremacy extremist ideology. These tattoos and iconography include swastikas, the symbol “88”, used by violent white supremacy extremists as code for “Heil Hitler,” and images of Nazi aircraft.

    Members and associates of the gang used social media to share information with each other about their criminal activities and gang rules, to identify gang members in good standing, and to target people who broke the gang’s rules. The social media use included a members-only Facebook group and private, direct messages between the gang’s members and associates. 

    From at least December 2016 to September 2024, Peckerwoods members conducted and participated in the affairs of their criminal enterprise by engaging in violence and threats of violence to preserve and expand the gang’s criminal operations, which promoted a climate of fear. Members and associates of the gang illegally maintained firearms and ammunition in furtherance of these aims.

    To generate revenue for the gang, its members trafficked narcotics, including fentanyl, heroin, and methamphetamine. Specifically, lead defendant Claire Patricia Haviland, 62, of Chatsworth, and co-defendants Brian Glenn Ekelund, 53, of Chatsworth, and Brianne Brewer, 38, of North Hollywood, maintained and oversaw drug stash houses where large quantities of fentanyl, heroin, methamphetamine, and other drugs were stored prior to distribution. Haviland and Ekelund allegedly mailed illegal drugs to customers and used applications such as Zelle and CashApp to receive money from drug buyers and send money to their drug sources.

    They also generated revenue via robberies and financial fraud and participated in identity theft schemes. For example, from at least March 2021 to July 2023, defendants Sean Craig Gluckman, 35, of Encino, Maria Anna James, 30, of Canyon Country, and others submitted false and fraudulent applications for the Paycheck Protection Program (PPP), which was designed to aid businesses harmed by the economic fallout from the COVID-19 pandemic. The defendants – posing as sole proprietors – signed fraudulent PPP loan applications on behalf of individuals incarcerated in California state prisons and collected a portion of the fraudulently obtained proceeds from co-conspirators as payment for their assistance.

    Gluckman in April 2021 submitted an application that falsely stated he was a self-employed “artist/writer” with a gross income of nearly $250,000. Later that month, he obtained a PPP loan in the amount of $20,833. In a separate scheme, Gluckman submitted fraudulent unemployment insurance (UI) applications in the names of other people to the California Employment Development Department (EDD) to fraudulently obtain jobless benefits.

    “The proliferation of gang related organized crime deteriorates the core of our society,” said Los Angeles Police Chief Dominic Choi. “Taking guns out of the hands of gang members and drugs from our streets is just one more step towards reducing this deterioration. Today is yet another example of how local, regional, and federal law enforcement, with a matched dedication, are working together to investigate, apprehend and prosecute criminals.”     

    “When criminal organizations cross jurisdictional lines, it makes conducting investigations and subsequent prosecutions much more difficult,” said Ventura County Sheriff Jim Fryhoff. “Having our federal law enforcement partners involvement in such cases greatly enhances our ability to protect not only the citizens of our county, but also those of our region of the state.”

    “The DOL-OIG will continue to allocate investigative resources to support our local, state, and federal law enforcement partners in the fight against organized crime, particularly when it involves matters within our jurisdiction,” said Quentin Heiden, Special Agent in Charge of the United States Department of Labor Office of Inspector General’s Western Region. “This investigation reinforces our commitment to protecting the integrity of the nation’s unemployment system.” 

    An indictment contains allegations that a defendant has committed a crime. Every defendant is presumed to be innocent until and unless proven guilty in court.

    If convicted, the defendants would face a statutory maximum sentence of life in federal prison.

    The FBI, the Drug Enforcement Administration, the Los Angeles Police Department, and the Ventura County Sheriff’s Office are investigating this matter. Other law enforcement agencies that assisted in today’s takedown are the Simi Valley Police Department; California Highway Patrol; the Glendale Police Department; the Burbank Police Department; the Redondo Beach Police Department; the Beverly Hills Police Department; the Los Angeles County Sheriff’s Department; the United States Marshals Service; the Bureau of Alcohol, Tobacco, Firearms and Explosives; the United States Department of Veterans Affairs Police; the United States Department of Labor; the Federal Bureau of Prisons; the Los Angeles County Probation Department; the Los Angeles County Department of Children and Family Services; the Pasadena Fire Department; United States Customs and Border Protection; and IRS Criminal Investigation.

    Assistant United States Attorneys Reema M. El-Amamy of the Terrorism and Export Crimes Section, Jeremiah M. Levine of the Violent and Organized Crime Section, and Alexander Su of the Asset Forfeiture and Recovery Section are prosecuting this case.

  • MIL-OSI Security: Canonsburg Resident Indicted on 11 Counts Involving Sexual Exploitation of Minors

    PITTSBURGH, Pa. – A resident of Canonsburg, Pennsylvania, has been indicted by a federal grand jury in Pittsburgh on charges of violating federal laws regarding the sexual exploitation of minors, United States Attorney Eric G. Olshan announced today.

    The 11-count Indictment named Justin A. Darby, 36, as the sole defendant.

    According to the Indictment, Darby received and attempted to receive material involving the sexual exploitation of a minor on five separate occasions during September and October of 2021, as well as on one occasion in February 2024. Darby is also alleged to have distributed such material on one occasion in September 2021. The Indictment further alleges that, from September 20, 2021, through October 29, 2021, Darby accessed with intent to view material involving the sexual exploitation of minors, and that, on February 6, 2024, Darby induced a minor to engage in sexually explicit conduct for the purpose of producing a visual depiction of such conduct. Additionally, Darby is charged with altering, destroying, concealing, or covering up records and documents associated with a messaging application on his cellular telephone on two separate dates.

    The law provides for a maximum total sentence of up to 30 years in prison, a fine of up to $250,000, or both. Under the federal Sentencing Guidelines, the actual sentence imposed would be based upon the seriousness of the offenses and the prior criminal history, if any, of the defendant. Darby was ordered to be detained.

    Assistant United States Attorney Heidi M. Grogan is prosecuting this case on behalf of the government.

    The Federal Bureau of Investigation and Homeland Security Investigations conducted the investigation leading to the Indictment.

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.   • MIL-OSI Global: ‘Carbon contracts for difference’ are not a silver bullet for climate action

    With the end of the supply-and-confidence agreement and plummeting support for the Liberals, Canada’s climate policy mix is becoming increasingly unstable with the future of everything from investment tax credits to carbon pricing seemingly in flux.

    Given this uncertainty, some industrial emitters have stated they will refrain from making final investment decisions for major emission reducing projects until they receive certain guarantees. Their rationale is that the potential reversal of any climate policy risks the return on investment for their proposed projects.

    Experts have pointed to an obscure mechanism known as a carbon contracts for difference (CCfDs) as an opportunity to allay such concerns.

    Carbon contracts for difference

    CCfDs are contractual agreements designed to provide price stability for projects that reduce emissions. Under CCfDs, a government entity guarantees a fixed price for the emissions reductions achieved by an industrial project based on established climate policy (for example, the existing or future carbon price).

    If the market price for those reductions falls below this fixed price, the government pays the difference to the project proponents. If the market price exceeds the fixed price, the excess is paid back to the government.

    This type of mechanism is used by a number of governments around the world, including the United Kingdom, and some experts have suggested that a “broad-based contracts for difference program is the key to unlocking billions of dollars of investment in industrial decarbonization.”

    The elegance and deceptive simplicity of this instrument has made it a policy winner in the eyes of many.

    The Canada Growth Fund has allocated up to $7 billion for the issuance of CCfDs to unlock decarbonization projects. In theory, using a CCfD agreement gives an industry partner price stability on investment while the government gets to advance its goals of large emissions reducing projects. Seemingly, a win-win.

    However, growing interdisciplinary research suggests that CCfDs may not always be the obvious win many assume they are.

    Feedback

    There is a long-held understanding in political science that policies produce important feedback patterns that can either reinforce or erode their durability. For example, the social security program in the United States has created a significant voting bloc of beneficiaries that makes it difficult for policymakers to propose cuts to the program.

    Bridging these insights with transition perspectives, my research indicates that harnessing these positive feedbacks can play an important role in building durable climate action.

    In Germany, scholars have found that incentives for new renewable energy (such as in the form of tariffs) helped build coalitions around alternative energy innovations. These coalitions in turn placed pressure upon leaders to ensure continued policy support. Similarly, scholars have shown that industrial policies that support alternative energy innovations and their networks can create positive feedbacks for the climate policy mix.

    Translating these insights to the broad-based use of CCfDs reveals that this instrument risks undermining positive feedbacks or encouraging industrial decarbonization projects with limited ability to contribute to a long-term transition to net-zero.

    Not a perfect solution

    There are three main issues with a CCfD-based approach.

    First, as CCfDs protect the recipient’s bottom line, they are not necessarily incentivized to support existing climate policy. Some experts suggest that a way around this issue is to set the guaranteed price for carbon below the genuine carbon pricing policy. However, it is unclear how low such a discounted price would need to be to maintain positive feedbacks, or if the proposed difference would be sufficient to motivate final investment decisions.

    Second, providing CCfDs for certain emissions reduction projects (such as carbon capture and storage) may inadvertently support industries that have an interest in reversing the direction of climate policy. This focus on opportunities that extend current systems or deliver least-cost emissions reductions reflects a common tendency in policymaking to misunderstand the climate crisis as simply a market failure, and not an issue requiring whole systems change.

    Third, the time required to issue CCfDs on a case-by-case basis may actually encourage industrial actors to hold off on making final investment decisions until they receive a guarantee, delaying action further.

    What this shows is that while CCfDs may have a targeted role to play in advancing critical emission reduction projects (such as those that unlock systems change in key sectors), policymakers should be wary of relying too heavily on this instrument.

    A more strategic approach is needed that involves charting pathways between where sectors are now and long-term desirable net-zero outcomes — an approach that is being actively advanced by Canada’s Transition Accelerator. A strategic approach would focus support on industries willing to hitch their carts to the future of the climate policy mix and defend climate action no matter who is in office.

    Latino voters in the hotly-contested 13th Congressional District fumed over former Asm. Adam Gray’s (D–Merced) decision to skip out on the nationally-watched race’s sole Spanish-translated debate. 

    Driving the news: The Mendota Chamber of Commerce hosted a debate for the 13th District on Wednesday evening, but only Rep. John Duarte (R–Modesto) showed up. 

    Duarte is running for reelection against Gray in a rematch from 2022 that was separated by only 564 votes, one of the closest in the nation. 

    Despite Gray’s no-show, the Chamber of Commerce went ahead with the event with only Duarte.

    The big picture: California’s 13th Congressional District is one of a handful of so-called “majority-making” races in the 2024 contest to control the House of Representatives.

    Duarte squeaked out a victory against Gray in 2022, winning the nation’s closest House contest that year and helping cement a slim majority for now-former Speaker Kevin McCarthy.

    Since his election, Duarte has carved a staunch moderate stance. He was ranked the most moderate Republican in the House, per rankings from the conservative Heritage Foundation.

    What they’re saying: Mendota Mayor Victor Martinez was not surprised Gray did not attend the debate. 

    “It’s not a surprise that Adam Gray did not show up for our Latino community,” Martinez said. “He never does. That’s why I’m supporting Congressman Duarte. He is always here for us when we need him. Our community is behind John because he supports us.” 

    Other 13th District voters agreed with Martinez, arguing that the ex-Assemblyman’s no-show indicates Gray does not care about the Latino community. 

    “He turns his back on the Latino community every chance he gets,” voter Alex Chavez said. “Just look at his ads, they have fancy sheriffs, big farmers, and rich guys, but never people who look like me. Adam Gray isn’t for the Latino community and everyone knows it.”

    Voter Yoshi Trujillo said, “Makes sense that Adam Gray didn’t show up tonight. Sure, it’s the only opportunity for people in our community to hear from him in our language, but that isn’t important to him clearly. He has lost a lot of support from people around here who know that he doesn’t like our Latino community.”

  • MIL-OSI USA: Congressman Lawler’s Bill Enhancing Secret Service Protection for Vice President Harris and Former President Trump Signed Into Law

    This week, the Enhanced Presidential Security Act of 2024 – Representative Mike Lawler’s (R-NY-17) bill introduced with Representative Ritchie Torres (D-NY-15) to provide enhanced United States Secret Service protection for former President Trump and Vice President Harris – was signed into law by President Biden. Last week, the legislation passed the Senate unanimously, after unanimously passing the House the previous week.

    “I am glad to see my legislation ensuring former President Trump and Vice President Harris have the same level of Secret Service protection as the sitting President is now the law of the land,” said Congressman Lawler. “It should not have taken two assassination attempts against the former President to ensure our presidential candidates have the protection they need.”

    “Political violence has no place in our country and its precipitous rise in recent years is deeply disturbing,” Congressman Lawler concluded. “The Enhanced Presidential Security Act will ensure our elections are always determined by ballots, not bullets – something that is vital to our democracy and something that we can all agree on, regardless of party.”

  • MIL-OSI USA: Reps. Cammack & Dunn, Speaker Johnson Visit North Florida Communities Devastated By Hurricane Helene

    GAINESVILLE, FL — This afternoon, Speaker Mike Johnson (R-LA-04) joined Congresswoman Kat Cammack (R-FL-03) and Congressman Neal Dunn (R-FL-02) for a visit to the areas in North Central Florida devastated by Hurricane Helene. 

    The group took an aerial tour of the damage, viewing Cedar Key, Suwannee, Horseshoe Beach, and Steinhatchee from above. Hurricane Helene made landfall last Thursday evening, dumping heavy rain that generated 18 feet of storm surge along the coastal areas in Florida’s Big Bend region.  

    The congressional leaders stopped in Steinhatchee to view the damage on the ground and to visit with local leaders who have been working around the clock to aid in initial cleanup efforts. The lawmakers also spoke with members of local, state, and national media, sharing important updates about recovery efforts and what more Congress can and should do to help the communities devastated by the storm. 

    “I’m grateful to Speaker Johnson for visiting some of Florida’s hardest-hit communities today. Seeing the damage and destruction from Hurricane Helene firsthand and hearing directly from the folks who continue to struggle with relief from the federal government was critical, especially because these same communities also endured Hurricane Idalia and Debby in the last 13 months. Some of those very same folks have yet to receive the disaster assistance they applied for,” said Rep. Cammack. “We’re going to continue our efforts to get our region back up and running and I’m grateful for the Speaker’s commitment to this work.”

So, Congress is on the ground, the representatives who represent all those districts are there with their constituents, with their people trying to help, and we will do what’s necessary to make sure that Americans are taken care of.”
