  • MIL-OSI Africa: Deaf Awareness Month, a moment of reflection on progress made

    This September, as we commemorate Deaf Awareness Month, it is a good moment to look back on the progress made in recognising South African Sign Language (SASL) and to raise awareness of the experiences of Deaf people, whose voices emphasise the continued need for inclusion and activism.

    The South African National Deaf Association (SANDA) estimates that there are over four million Deaf and hard of hearing people in South Africa. Fundamental human rights include the right to language, and for Deaf people, SASL is essential to their full participation in society. They risk being shut out of opportunities for work, education, and other necessities without it. Acknowledging SASL as an official language is about more than just respecting language rights; it’s about giving the Deaf community equity, inclusion, dignity, and self-determination.

    In 2023, South Africa achieved a breakthrough in the advancement of Deaf rights when a Constitutional Amendment Bill was passed, recognising South African Sign Language (SASL) as the nation’s 12th official language. The purpose of this legislation is to provide complete linguistic inclusion and access to services, education, and employment in order to advance the rights and dignity of South Africans who are deaf. Section 9 of the Constitution guarantees the rights of those who are deaf and hard of hearing. The amendment primarily aims to enhance inclusivity, cultural acceptability of SASL, and the deaf culture.

    The Department of Social Development’s (DSD), policy framework Policy on Social Development Services to Persons with Disabilities (PSDSPD) emphasises the mainstreaming of people with disabilities throughout all sectors of society, illustrating the government’s dedication to promoting full inclusion and equal access to opportunities for the Deaf community. These actions demonstrate how South Africa is making significant progress toward fostering Deaf rights and fostering inclusivity.

    Another significant achievement is the selection of partially deaf Miss South Africa 2024, Natasha Joubert. Her success emphasises how more and more Deaf people are appearing in prominent roles, which highlights the significance of ongoing advocacy for complete inclusion and the implementation of laws that promote equitable opportunities for all.

    Nenio Mbazima, a Deaf entrepreneur, founded Strong Wind to address the economic disadvantage of the Deaf community. He noticed that Deaf people often teach hearing people sign language, leading to economic exclusion for the Deaf individuals who have helped spread the language.  This insight inspired him to launch a business that offers interpreting services and supports Deaf people in starting their own enterprises. Mbazima further explained, “I urge Deaf people to launch and register their own businesses as sign language service providers whenever I get the chance.”

    Even though Deaf rights have improved, more work remains to be done. True equality necessitates ongoing efforts to advance inclusivity, accessibility, assist Deaf-owned businesses, and increase public awareness of the significance of Deaf inclusion across all domains.  As we commemorate Deaf Awareness Month, we are reminded of the need to keep up the fight for complete inclusion, financial empowerment, and acknowledgement of Deaf-owned companies. We cannot guarantee that the advancements made today will lead to lasting improvements for the Deaf community tomorrow unless we make consistent efforts.

  • MIL-OSI Russia: Marat Khusnullin: Rosreestr has concluded 22 agreements and memorandums within the framework of international cooperation

    Russia is expanding international cooperation in the areas of real estate and land use. Since 2020, Rosreestr has concluded 22 memorandums and agreements on cooperation with relevant agencies of other countries, Deputy Prime Minister Marat Khusnullin said.

    “Including three memorandums concluded since the beginning of this year with Kyrgyzstan, India and Serbia. Studying foreign practices is necessary to improve the quality of services in the field of land and real estate and to build the National Spatial Data System (NSDS). In addition, possessing advanced competencies in the industry, the department assists other countries in developing the sphere of registration of rights and cadastral registration, creating modern geoinformation resources. One of such large international projects is the creation of a geoportal of the spatial data infrastructure of the CIS member states, which is being implemented on the basis of the unified digital platform “NSDS” developed by Rosreestr,” said Marat Khusnullin.

    The geoportal of spatial data infrastructure of the CIS member states is one of the four major international projects of the department, which is being implemented at the site of the Interstate Council on Geodesy, Cartography, Cadastre and Remote Sensing of the Earth. The corresponding list of instructions was signed by the President of Russia in November 2022.

    “The geoportal is being created using the experience of development and technological solutions of the Russian state information system “Unified Digital Platform “NSPD”. It will provide quick and convenient access for citizens, businesses, and professional market participants to open geospatial data of the CIS member states and electronic services created on their basis. Currently, within the framework of the schedule, the issue of providing the infrastructure of the state unified cloud platform for hosting and operating the portal has been worked out. All participants of the CIS Interstate Council have formed a technical assignment for the implementation of the first stage of work, and basic data sets for the operation of services have been agreed upon. The geoportal is planned to be put into operation in 2025,” said Oleg Skufinsky, head of Rosreestr.

    Rosreestr is implementing three more joint international projects with Uzbekistan, Abkhazia and Kyrgyzstan. They are related to the creation of national systems of state cadastral valuation. In particular, Abkhazia was provided with assistance in developing an automated information system of the real estate cadastre and a software module “Assessment of the cadastral value of real estate objects”. The project in Uzbekistan is planned to be completed by the end of 2024.

    The agency also signed six “road maps” for exchanging experience in the field of registration of rights, cadastral registration and creation of spatial data infrastructure. Such contacts have been established with Turkey, Armenia, Tajikistan, Turkmenistan, Uzbekistan and South Ossetia.

    In addition, Rosreestr is developing cooperation with the countries of the Middle East, Africa, Southeast Asia, Latin America and China, and has joined the activities of the BRICS Working Group on Geospatial Technologies and their Application.

    One of the key areas of the agency’s activities remains cooperation with relevant international organizations, including the UN system, where the agency represents Russia’s interests. This allows not only to study advanced foreign experience in the field of geodesy, cartography and spatial data infrastructure, but also to promote Russian achievements and technologies in the industry in the international arena.

    A couple who employed three illegal workers at a Chinese takeaway in the Scottish Highlands have been banned as company directors. 

    Yu Jian Chen, 39, and his wife Yunqin He, 38, recruited the workers, who were from China and Malaysia, at The Jade Garden in the village of Bonar Bridge. 

    Immigration Enforcement officials discovered the illegal workers during a raid of the takeaway last year. 

    Dave Magrath, Director of Investigation and Enforcement Services at the Insolvency Service, said: 

    Yu Jian Chen and Yunqin He failed to comply with their statutory obligations by employing three people who did not have the right to work at their takeaway. 

    Employers hiring illegal workers not only defraud the public purse but potentially put some of the most vulnerable people in society at risk of exploitation. 

    We are pleased to be supporting the Home Office with their activities by taking firm action against rogue company directors. 

    Chen and He were directors of The Jade Garden, trading under the company name JG Sutherland Limited, when Immigration Enforcement officials visited the premises in January 2023, finding two Chinese men and a Malaysian woman with no right to work there. 

    Immigration Enforcement fined The Jade Garden £45,000 for the immigration breach, which remains unpaid. 

    Brian Gillespie, the Home Office’s Immigration Compliance Enforcement lead for Scotland, said: 

    Illegal working undercuts honest employers, places vulnerable individuals at risk of exploitation and disadvantages legitimate job seekers.  

    It also impacts public finances as taxes are not paid by these businesses and workers, which is why tracking down unscrupulous employers is so important.  

    We’re pleased to secure these bans following an effective and close working relationship between the Home Office and the Insolvency Service. 

    The Secretary of State for Business and Trade accepted disqualification undertakings from Chen and He, and their five-year bans began on Thursday 19 September. 

    The disqualifications prevent the pair from becoming involved in the promotion, formation or management of a company, without the permission of the court. 

    He resigned as a director of the company five days after the Immigration Enforcement raid.

  • MIL-Evening Report: View from the Hill: Albanese and Chalmers play cat-and-mouse on negative gearing with the public – and possibly with each other

    Is the government seriously interested in changing arrangements on negative gearing? After days of questions to Prime Minister Anthony Albanese and Treasurer Jim Chalmers, who would know?

    They’ve engaged in obfuscation at every turn.

    Today, Chalmers was asked, at a news conference in Beijing, whether he had told treasury to model reforms of the tax break for property investors.

    He replied:

    It is not unusual at all for governments or for treasurers to get advice on contentious issues which are in the public domain, including in the parliament. It is not unusual for treasurers to do that. But we have made it very clear through the course of this week that we have a broad and ambitious housing policy already and those changes aren’t part of it.

    Not unreasonably, the Australian Financial Review took this as Chalmers owning the request to treasury. But his office contested the interpretation, insisting he’d said nothing he hadn’t said before – taking us back to the position that the request formally remains an orphan.

    The story started earlier in the week with a report in the Nine papers that the government had asked treasury for work on options “to scale back negative gearing and capital gains tax concessions”. The report did not specify who’d done the asking, although Albanese later said it wasn’t him, and told reporters to quiz Chalmers instead.

    That treasury is working on options has inevitably raised the suggestion that reforms to negative gearing is on the agenda, perhaps as an election commitment.

    Given the government’s reaction, the story may have been a genuine “leak” rather than a deliberate balloon (although it’s often hard to be sure who’s holding the sting of balloons).

    Anyway, it put Albanese in a very grumpy mood in his television interviews. Fancy journalists trying to insist on a straight answer when he kept dodging and coming up with, in today’s much-used term, “word salads”.

    He stressed the government had no plans to change negative gearing. Then he got cross when it was pointed out it had had “no plans” to change the stage 3 tax cuts, until it did suddenly have a plan.

    Does the history of the stage 3 change give us any clue to what’s going on here?

    In that instance, Chalmers was the one wanting change as far back as soon after the 2022 election. Albanese held out, worried about what a broken promise would do to his reputation for integrity.

    In the end, under the pressure of a looming byelection, change came this year. Although the shift was well received, we’re now seeing it did damage him on the integrity front – his word is not automatically believed, and his phrases are carefully parsed.

    Thus when he was asked, “are you considering taking negative gearing reform and capital gains tax reform to the next election?” and he replied “No, we’re not”, this was not regarded as a definite “no”.

    Could it be that Chalmers is again putting himself at the forefront of seeking to alter policy, while Albanese is equivocal or resisting?

    If that is so, it reprises an old story that crosses governments: differences between a treasurer with strong views (Paul Keating, Peter Costello) and a leader (Bob Hawke, John Howard) who is politically more cautious.

    If there is any substance to the theory of a difference between Chalmers and Albanese, the treasurer would be very frustrated with his boss for hosing down a change to negative gearing, to the extent he has. And Albanese would be very annoyed if he thought the treasurer was responsible, by seeking options, for landing him in this pickle.

    There are strong views among experts about whether negative gearing should be scrapped or capped.

    But given that making the change would not significantly add to the total supply of housing, it’s really about the politics.

    The Greens are taking skin off Labor on the housing issue, as well as holding up two government housing bills in the Senate. The government is worried the Greens could successfully milk the issue at the election, especially with younger voters, many of whom see house prices rising further out of reach and rents badly stretching their budgets.

    Labor is pouring billions into housing but the results are set to fall well short of the numbers needed.

    Tackling negative gearing might be a “look over here” policy to undermine the Greens and attract the young. But it would be ripe for a fear campaign from the Coalition and, as Albanese says, it wouldn’t solve the problem of the inadequate supply of homes.

    Lahore (Agenzia Fides) – What role do the “civil militias” or “vigilante squads” of the “Tehreek-e-Labbaik Pakistan” (TLP) organization have or how is the work justified, who go around the streets of Pakistani cities to search for and punish people accused of some religious crimes, such as blasphemy or contempt of Islam? It is a question that analysts and political and civil society representatives are asking themselves in the face of a phenomenon that is disturbing Pakistani society. Members of NGOs, social organizations, religious communities of various faiths, are asking the government for clarification in the face of the “extrajudicial” action of groups that are instilling fear among the people, threatening the safety of citizens and their right to live freely. Three cases, among the latest registered, have raised concern and debate in the Pakistani mass media. They are cases related to the accusations of “blasphemy on social media”, an area in which members of the TLP seem to pay maximum attention. One concerns a doctor, Shah Nawaz Kumbhar, originally from the province of Sindh, accused of sharing blasphemous content on the social network “Facebook”. The second refers to 50-year-old Abdul Ali, owner of a hotel in Quetta, Baluchistan, also arrested for posting denigrating comments on social media towards the Prophet Muhammad, and killed while in police custody. The third case concerns Christian nurse Shagufta Kiran, 40, mother of four children, punished with the death sentence for blasphemy on WhatsApp (see Fides 20/9/2024). In these and other cases, the active involvement of TLP members was noted, with public or intimidating acts. The Tehreek-e-Labbaik Pakistan (TLP) is an Islamic organization that in 2021 was declared “outlawed” by the government. Subsequently, in the fall of the same year, the TLP reached an agreement with the federal government in which it committed to uphold the Constitution and not to promote violent protests. In November 2023, the government of Pakistan officially recognized it as a “political party registered with the Election Commission of Pakistan.” The government entered into a pact with the TLP “in view of the larger national interest and long-term perspective to ensure no recurrence of violence in the future.” The agreement stipulated that Section 7 of the Anti-Terrorism Act, 1997 (prosecution for acts of terrorism) is applicable to persons charged with blasphemy under Section 295-C of the Pakistan Penal Code (insulting the Prophet Muhammad). In addition, the parties agreed to establish a special section called the “Counter Blasphemy Wing” within the Federal Investigation Agency (FIA), the investigative agency of the federal police. The section was established with the aim of strengthening the capacity to monitor “desecration of religions” but, as the blasphemy law is configured in Pakistan – it actually applies specifically to Islam, in particular to content shared on the web. The pact also guarantees a fair and speedy trial for defendants facing blasphemy charges, which “should protect against extrajudicial actions and lynchings that still occur by militants,” notes Farzana Imran, of the Christian organization “LEAD Pakistan” (Legal Evangelical Association Development), calling on the authorities to guarantee the rule of law and not to allow a para-state militia of “moral or religious police” to interfere with the work of the police or ordinary justice. Muhammad Amir Rana, a Muslim scholar, co-founder of the “Pakistan Institute for Peace Studies” and columnist for the Pakistani daily “Dawn”, recalls that last July the TLP incited violence against the Supreme Court of Pakistan, after the acquittal of a member of the Ahmadiyya community (considered “heretical” by Islam). This exam will contribute to the fact that the Federal Council, the Parliament and the people have the best possible basis for making decisions.

    The women and the forecasts are of great importance for the legislation.   • MIL-OSI Europe: Federal Council requests CHF 13 million for humanitarian aid in Middle East

    Bern, 27.09.2024 – At its meeting on 27 September 2024, the Federal Council took a decision concerning the final instalment of the credit for humanitarian operations in the Middle East. A total of CHF 13 million will be used to support national and international organisations working in the region. The Federal Department of Foreign Affairs (FDFA) has been instructed to consult the foreign affairs committees. In this context, the FDFA informed the Federal Council about how it intends to implement Parliament’s decision to reduce the humanitarian credit for 2024. The Federal Council reiterates its call for a diplomatic solution that upholds international humanitarian law and leads to de-escalation and peace in the Middle East.

    As decided by Parliament in December 2023, disbursements for the Middle East under the ‘Humanitarian operations’ credit for 2024 will be made in instalments and only after consultation with the chambers’ foreign affairs committees. For the third and final instalment in 2024, the Federal Council has decided to allocate around CHF 13 million to organisations from Switzerland, the International Committee of the Red Cross, United Nations organisations and international NGOs. The humanitarian aid payments are intended to alleviate hardship, particularly in the areas of water, food, health, education, income and social cohesion in Iraq, Jordan, Lebanon, the occupied Palestinian territory and Syria. The decision regarding this final instalment will be submitted to the foreign affairs committees for consultation.

    The total budget for humanitarian operations in the Middle East this year amounts to around CHF 79 million. On 24 April 2024, the Federal Council approved around CHF 56 million for the first instalment. On 8 May, the Federal Council decided to disburse CHF 10 million to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). This funding was restricted to an appeal for humanitarian aid from UNRWA and to the most pressing basic needs of the people in Gaza. The foreign affairs committees were consulted and approved these funds. As a result of Parliament’s decision to cut the 2024 humanitarian credit by CHF 10 million, in view of the humanitarian situation worldwide (including possible natural disasters) and the related need to maintain a certain degree of financial flexibility until the end of the year, as well as the ongoing parliamentary deliberations on UNRWA, the CHF 10 million contribution to UNRWA approved by the Federal Council in May will not be increased within the 2024 budget.

    The Federal Council emphasises that only dialogue, de-escalation and adherence to international humanitarian law can bring about peace in the Middle East. Regarding Gaza, it reiterates its call for a ceasefire, the immediate and unconditional release of the hostages and unimpeded humanitarian access. The Federal Council also reaffirms that the two-state solution is the only basis for peace between Israelis and Palestinians. In light of the ongoing violence in the Lebanese-Israeli border area and the resulting, a diplomatic solution is essential to enable the Lebanese and Israeli populations to live in peace and security.

  • MIL-OSI United Kingdom: UK supports humanitarian emergency response in Lebanon

    The UK is providing £5 million to UNICEF in Lebanon to support humanitarian response efforts and enable UNICEF to distribute supplies to those in need.

    The essential humanitarian support comes after further civilian casualties following this week’s air strikes. Thousands more have been displaced or forced to flee their homes. 

    The package includes essential medical supplies, hygiene kits and fuel for water stations, to help thousands of displaced civilians across Lebanon meet their basic needs. 

    It will also help emergency teams respond to urgent health and nutrition needs and provide a series of training sessions for key delivery partners and frontline workers to ensure an effective emergency response. 

    Minister for the Middle East and North Africa Hamish Falconer said:  

    Today we are providing £5 million to UNICEF in Lebanon to support the urgent humanitarian response in Lebanon.  The number of civilian casualties is unacceptable, and the UK is deeply concerned by the surge in numbers of displaced people.  

    An immediate ceasefire is essential.

    Development Director and Deputy Head of Mission at the British Embassy Beirut Victoria Dunne said:  

    We are profoundly saddened by the civilian deaths in Lebanon. The number of casualties and the scale of displacement is deeply distressing. 

    Alongside our tireless diplomatic efforts, the UK is providing £5m to UNICEF Lebanon, to deliver vital supplies to support thousands of displaced civilians facing a humanitarian emergency in Lebanon. The UK has been and will remain a strong supporter of Lebanon.

    Applications are now  open for places on the prestigious Director Leaders Programme — an initiative designed to empower senior civil service leaders with the skills, knowledge, and networks to navigate the complex landscape of public service.

    Over the course of nine months, participants will take part in face-to-face and online sessions that include immersive, front-line visits and action learning sets. 

    They will delve into the programme’s key themes, including leading-at-scale, systems thinking and leadership, effective communication, and effective partnerships with ministers.

    In a recent public inquiry, Traffic Commissioner Miles Dorrington heard the case of Peter Edward Douglas.

    Mr. Douglas held a restricted PSV licence and had applied for a standard licence, but following an extensive investigation, it was determined that Mr. Douglas is no longer trusted to operate in a compliant manner in the future.

    Mr Douglas, a sole trader, was granted as restricted public service vehicle operator’s licence authorising 2 vehicles in 2007. The inquiry heard that the DVSA had stopped his vehicles four times and on each of the four occasions, the vehicle had been used commercially for hire and reward.

    There were no tachographs fitted in the vehicles, no commercial MOTs and in two cases, the driver did not have the required driving entitlement for the vehicle, nor did he have a driver CPC qualification or a digital tachograph card which were also required in order to drive the vehicle for hire and reward. The operator seemed to have no real idea of how to run a compliant business.

    In the absence of the correct driving entitlement the insurance for the vehicle was invalid since all policies of commercial vehicle insurance require the driver to have the correct driving entitlement required to drive the insured vehicle at the time it was being driven. The second time that this driver was stopped, the vehicle was seized by the Police because they were satisfied that it was not insured and as at the date of the public inquiry it remained in their custody.

    Commissioner Dorrington said “It is clear to me that Mr Douglas lacked, any, or any effective management control of the transport operation to ensure that the general undertakings on the operator’s licence were fulfilled. His lack of knowledge is inexcusable as an experienced operator (he has been an operator for 17 years) and no lack of basic knowledge to operate a compliant transport operation can ever be accepted.”

    The commissioner found that he had lost his good repute and revoked the licence, giving the operator until the 30th September to wind down the operation.

    Super-complaint on the police response to stalking

    The Independent Office for Police Conduct (IOPC), HM Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) and the College of Policing have published a report in response to the super-complaint submitted by the Suzy Lamplugh Trust, on behalf of the National Stalking Consortium. The super-complaint raised concerns about how police forces in England and Wales respond to reports of stalking.  

     A joint investigation by the IOPC, HMICFRS and the College of Policing found that significant changes are needed to improve the police response to reports of stalking in England and Wales. 

     The joint investigation report includes a series of recommendations aimed at supporting policing to make the necessary improvements to ensure reports of stalking are consistently taken seriously and victims are better safeguarded. There are recommendations for chief constables, as well as for the Home Office, the Ministry of Justice, police and crime commissioners and the Crown Prosecution Service. These include recommendations for changes to the law around stalking and stalking protection orders. There are also actions for the College of Policing and the IOPC to further develop the available guidance and advice for police on responding to reports of stalking.

    Deputy Prime Minister of the Russian Federation Alexander Novak met with Secretary General of the Gas Exporting Countries Forum (GECF) Mohamed Hamel on the sidelines of the international forum “Russian Energy Week”.

    Alexander Novak called the GECF an important platform for comprehensive dialogue in the energy sector and stated Russia’s interest in further increasing the organization’s authority in the gas market, where, in the context of geopolitical pressure, the demand for constructive cooperation is growing.

    The Deputy Prime Minister named cooperation in the scientific and analytical fields, building up technological partnerships in the gas chemical industry, creating a gas development bank and a network of research centers around the world as priority topics for interaction between Russia and the GECF.

    “GECF forecasts a 34% increase in global gas demand by 2050, with the growth drivers being developing countries in the Asia-Pacific region, the Middle East and Africa. GECF should use its potential and accumulated experience to develop the global energy market by providing developing countries with access to financial products, consulting support, and business solutions from the largest market players. Combating underinvestment in the industry should become a key mission of the GECF gas bank, especially in a situation where global development institutions refuse to finance gas projects, promoting only renewable energy sources,” said Alexander Novak.

    The parties emphasized that gas as an environmentally friendly fuel will take a dominant position in the global fuel and energy balance in the next 25 years. This should be facilitated by new instruments for GECF members, in particular the possibility of organizing swap agreements and gas hubs, which will reduce logistics costs in the delivery of raw materials, as well as conclude profitable long-term contracts with gas consumers. The emergence of secure payment mechanisms is necessary, as well as the expansion of cooperation in the field of equipment and technology supplies.

    ​​​Statistics Jersey have today published the report “public spending statistics 2023”. This report presents statistics on general government expenditure in Jersey using the Classification of the Functions of Government (COFOG) system

    General government is an internationally comparable definition that consists of central, state and local government and the social security funds controlled by these units. In the Jersey context this therefore includes expenditure from government departments, non-ministerial departments, States funds, Andium Homes Limited and the 12 Parishes.

    The COFOG system is designed to allow consistent analysis of government spend by set categories, such as health and education, to enable comparisons between jurisdictions and over different time periods. Using this system avoids difficulties in comparisons that can occur when teams and departments are organised differently between jurisdictions or are reorganised over time.

    ​This report is prepared in line with the States Assembly approved proposition States’ expenditure: classification in accordance with international best practice (gov.je)​.

    Summary

    In 2023:

    • general government expenditure increased in real terms by 6.3%, or £97.9 million in constant year 2023 prices, to £1,644.2 million
    • the biggest drivers of increased real ​-term expenditure were:
      • health – increased by £51.6 million, driven by increased spending on hospital and outpatient services
      • public order and safety – increased by £14.9 million, largely as a result of a number of major incidents that impacted the Island in 2023
      • social protection – increased by £14.5 million
    • almost three-quarters (73%) of all general government expenditure was in the areas of social protection, health and education

    In 2022:

    • as a proportion of GDP Jersey’s total general government expenditure was lower than all OECD countries, apart from Ireland
    • Jersey spent more on health than all OECD countries as a proportion of total spend, but less than several countries, including the UK, as a percentage of GDP

    The Medicines and Healthcare products Regulatory Agency (MHRA) has today approved leniolisib phosphate (Joenja) to treat a rare immune disease known as activated phosphoinositide 3-kinase delta syndrome or APDS in adults and adolescents aged 12-years-old and older who weigh 45kg or more. 

    APDS is an inherited disorder where the patient is unable to fight infections because the immune system (the body’s natural defences) does not work properly.

    The main symptoms usually occur in the first two years of life and include repeated lung infections and a failure to grow and develop normally.

    APDS is a long-term debilitating and life-threatening condition due to repeated lung infections that can lead to bronchiectasis (enlargement and inflammation of part of the airways). Patients with APDS are more prone to develop blood cell cancers, like lymphoma.

    The recommended dose is 1 tablet twice daily, approximately 12 hours apart in adults and adolescents from 12 years weighing 45 kg or more.

    This is also the first time the MHRA has approved a new medicine following an approval by the US Food and Drug Administration FDA. This is because the medicine was approved via a fast-track approval process for medicines, known as the International Recognition Procedure (IRP).

    This allows the MHRA to consider the expertise and decision-making of trusted regulatory partners for the benefit of UK patients. In this case, the regulatory partner was the FDA. As a sovereign regulator, the MHRA retains ultimate authority to accept or reject applications submitted under the IRP, ensuring that all medicines meet safety, quality and effectiveness standards to be licensed in the UK.

    The MHRA considered the assessment made by the US regulator as part of its own review, facilitating a rapid approval process.

    Julian Beach, MHRA Interim Executive Director of Healthcare Quality and Access, said:

    We are focused on providing UK patients access to safe and effective medicines in the shortest possible time.

    Approval of leniolisib through the IRP means we have facilitated access for people suffering from this serious disease to an effective medicine to fight infections and reduce symptoms of the disease. 

    This approval means the appropriate regulatory standards of safety, quality and effectivenessof this new medicine have been met.

    As with all medicines, we will keep its safety under close review. 

    The MHRA’s approval of the medicine is supported by evidence from a placebo-controlled study, carried out over 12-weeks. This study was blind and randomised. Thirty-one adult and paediatric patients participated.

    During the study, 21 patients received 70 mg of leniolisib and 10 received placebo twice daily. The co‑primary efficacy endpoints were improvement in the reduction in the size of lymph nodes and the normalisation of immunophenotype.

    By day 85 of the study, patients taking leniolisib saw a reduction in lymph node size and a correction of the underlying immune defect.

    As with any medicine, the MHRA will keep the safety and effectiveness of leniolisib under close review.

  • MIL-OSI Africa: African Development Bank pledges more support for Angola’s rapidly reforming economy

    In recent talks between Angola’s President João Manuel Lourenço and African Development Bank Group (www.AfDB.org) head Dr Akinwumi Adesina, the two leaders discussed a wide range of measures introduced by the Angolan government to rapidly transform the economy.

    The reforms include diversifying away from oil, promoting private sector, tackling the country’s debt burden, reduce poverty, achieving food and energy security, and creating youth employment. The leaders met on Friday 20 September, in the Angolan capital Luanda.

    Terming the reforms as bold, Adesina told President Lourenço, “What you have done to reduce public debt is impressive. You moved from 119% of GDP in 2020, to an expected 58% of GDP this year below, despite significant external shocks.” 

    He also pointed to the positive outlook of the country’s economic performance saying, “even though your GDP growth is estimated at 2.7% this year, it is projected to rise to 4.3% in 2025 because of the structural reforms and diversification agenda you are implementing.”

    Stressing the importance of maintaining the momentum for reform, Adesina announced that the African Development Bank will support Angola’s request for a two-year budget support operation of about $160 million for 2024, with a second tranche scheduled for 2025.

    President Lourenço said in addition to promoting a private sector driven economy and diversifying away from the oil sector, his government is working to create decent jobs for youth. He has made human capital and skills development one of the three pillars of his government’s National Development Plan 2023-2027. 

    Angola has one of the world’s fastest growing populations, with half of its 35 million people being youth. 40% of its youth are unemployed. About 550,000 new workers join the labor force every year, requiring a concerted effort to created decent jobs at comparable pace.

    President Lourenço welcomed the Bank’s offer to work with his government to design and co-finance a comprehensive initiative to avail capital to young entrepreneurs as the Youth Entrepreneurship Investment Banks which the Bank has successfully helped to establish in countries such as Liberia and Ethiopia.

    The Bank recently approved $124 million for a youth project in Angola, locally known as CRESCER, which brings together the financial sector and the entrepreneurial associations to find tailored solutions for young entrepreneurs.

    On agriculture, the Angolan leader and the Bank Group president agreed that with 35 million hectares of fertile land and water supply, the country should transform its sector to achieve food security and create jobs for youth and women.

    “Angola has no business spending $2 billion per annum importing food. It should and can be totally self-sufficient and even become a net exporter,” said Adesina.

    The African Development Bank has a portfolio of $212 million currently invested in the sector and is finalising a further investment of around to step up agricultural production in the easter region of Angola. $100 million. The Bank pledged to help Angola scale up fertiliser use and domestic production, and work with the country towards the establishment of Special Agriculture Processing Zones operating in 11 other African countries.

    In addition to agriculture, “Angola is sitting on a gold mine of clean hydro energy,” said Adesina, “you have 1.5GW of unused clean hydro energy and by 2027 you will have 3.5GW. With investment from the private sector, the country can provide power solution to Zambia, Namibia and South Africa.”

    Angola is working to attract significant private sector investment and will present projects worth nearly $2 billion at this year’s Africa Investment Forum, to be held in Morocco’s city of Rabat from 4 to 6 December.  

    Adesina thanked Angola for its support for the Bank, including the General Capital Increase and the Bank’s campaign for rechanneling of the IMF’s Special Drawing Rights through multilateral development banks. Angola is also one of the few regional contributors to the Bank’s concessional window, the African Development Fund, having provided about 6.5 million Euros to each of the Fund’s last three replenishments.

    During his visit, the Bank Group president also met with Angola’s Finance Minister Vera Daves De Sousa and the Minister for Planning Victor Hugo Guilherme. He later toured the Bank’s $90 million funded Luanda Science and Technology Park.

    Adesina was accompanied by the Director General for Southern Africa Region Leila Mokaddem, the Country Manager for Angola and Sao Tomé Principe Pietro Toigo, the Executive Director for Angola, Mozambique, Namibia and Zimbabwe João Luis Ngimbi and Modibo Toure, Bank Group President’s Special Envoy for Shareholder Relations in Africa.

    Bern, 27.09.2024 – At its meeting on 27 September 2024, the Federal Council appointed the current Deputy Director of the Federal Office of Sport (FOSPO) and Head of Sports Policy and Legal Affairs as Director of the FOSPO as of 1 November 2024. She succeeds Matthias Remund, who will leave his position on 31 October 2024 to take up a new challenge.

    Sandra Felix, 57, has a degree in business economics from the FES. After obtaining this qualification in 1997, she completed further training in the field of quality management and techniques for economists. She gained experience in management positions and leadership roles in the construction and machinery industry, then, from 2005, in the Grisons public administration in the Department of Finance before holding the position of Secretary of the Department of Economics and Social Affairs of the Canton of Grisons for six years. In July 2017, Sandra Felix joined the OFSPO. On 1 September 2018, she became Deputy Director for Office Management and headed the Sports Policy and Legal Affairs Division. She was appointed Deputy Director of the OFSPO on 1 April 2021.

    For the vacant position, Viola Amherd, President of the Confederation and Head of the Federal Department of Defence, Civil Protection and Sport (DDPS), has set up a selection committee comprising Daniel Büchel, Secretary General of the DDPS, Marc Siegenthaler, Deputy Secretary General of the DDPS, Christelle Luisier Brodard, State Councillor, Head of the Department of Institutions, Spatial Planning and Sport and President of the Vaud State Council and Ruth Wipfli Steinegger, Vice-President of Swiss Olympic.

    Sandra Felix clearly stood out during the recruitment process due to her education, professional background and many years of experience. In particular, she has experience in operational and strategic management and is very familiar with the Swiss sports system and the collaboration with private-law sports organisations, the relevant departments of the federal administration, the cantons and other institutions.

The bill fails to support our veterans or strengthen our national security, and it attempts to push through undemocratic voter restrictions that would harm our service members at home and abroad.

    “The current bill does nothing to address the VA’s $12 billion budget shortfall that would jeopardize veterans’ medical care and the health services they have earned.

    “Additionally, Speaker Johnson’s extremist bill aims to alter voter registration laws that could make it more difficult to vote. It would make it harder for countless Americans, including service members, women, and Native Americans, to vote in upcoming elections.

    “It’s shameful that a handful of extreme House Republicans want to add anti-democratic provisions to a government funding bill just to push a harmful agenda that is detrimental to the American people.

    “I will continue working in good faith with my colleagues to find bipartisan resolution to fund the government for Fiscal Year 2025. It is imperative that we pass a government funding package that protects our service members and veterans, and ensures all Americans continue to receive the services and benefits they rely on.”

    Salford City Council has confirmed the decision to wholly acquire Salford Community Stadium.

    The decision was confirmed at the council’s Cabinet meeting on Tuesday 24 September. This was following the call-in process and a scrutiny panel on the evening of Monday 23 September.

    Salford City Mayor Paul Dennett said: “This decision has been through all the council’s formal decision-making processes, including pre-decision scrutiny and a further scrutiny panel. We have engaged members from all parties to make the process as open and transparent as possible. 

    “In the local elections in May, completing the purchase of this Community Stadium, as a key part of our Rugby Strategy, was a clear and significant part of our campaign and manifesto, and was democratic endorsed by our residents. 

    “Through sole ownership of the stadium, we are able to safeguard the future of both Sale Sharks and Salford Red Devils, provide amenities for grassroots clubs and shape the regeneration of a key part of the city.”

    Bern, 27.09.2024 – At its meeting on 27 September 2024, the Federal Council decided to allocate CHF 13 million for the final tranche of the “Humanitarian Action” credit for the Middle East to national and international organisations active in the region. The Federal Department of Foreign Affairs (FDFA) was tasked with consulting the foreign policy committees on this matter. It also informed the Federal Council of the implementation of the reduction in the “Humanitarian Action” credit decided by Parliament for 2024. The Federal Council continues to call for a diplomatic solution based on international humanitarian law and leading to de-escalation and peace in the Middle East.

    As decided by Parliament in December 2023, the contributions for the Middle East from the “Humanitarian Actions” credit will be paid in instalments in 2024 and after consultation with the foreign policy committees of the Federal Chambers. For the third and final instalment in 2024, the Federal Council has decided to allocate around 13 million francs to organisations established in Switzerland, the International Committee of the Red Cross, United Nations organisations and international non-governmental organisations. The aim of these contributions is to provide relief to populations in need in Iraq, Jordan, Lebanon, the Occupied Palestinian Territory and Syria, particularly in the areas of water, food, health, education, income and social cohesion. This final instalment is submitted to the foreign policy committees for consultation.

    In total, contributions to humanitarian actions in the Middle East amount to around CHF 79 million in 2024. On 24 April 2024, the Federal Council set the amount allocated in the first tranche at around CHF 56 million. On 8 May 2024, it decided to grant CHF 10 million to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) in response to the agency’s appeal for humanitarian aid. This contribution, intended solely to cover urgent vital needs in Gaza, was approved by the foreign policy committees. It will not be increased in the 2024 budget. On the one hand, this allows for a certain financial flexibility to be maintained until the end of the year, given the global humanitarian situation, which is also dependent on possible natural disasters. On the other hand, this decision takes into account the reduction of 10 million francs in the “Humanitarian Actions” credit decided by the Federal Chambers for 2024 and the ongoing parliamentary debates relating to UNRWA.

    The Federal Council stresses that only dialogue, de-escalation and respect for international humanitarian law can lead to peace in the Middle East. For Gaza, it continues to call for a ceasefire, the immediate and unconditional release of the hostages and unhindered humanitarian access. It reiterates that the two-state solution is the only one likely to lead to peace between Israelis and Palestinians. In view of the persistent violence in the border region between Israel and Lebanon and the resulting escalation, a diplomatic solution is essential so that the Lebanese and Israeli populations can live in peace and security.

    The Independent Chief Inspector of Borders and Immigration invites anyone with knowledge and experience of Home Office contact management to submit evidence to inform this inspection. Deadline extended to close of play 21 October 2024.

    The Independent Chief Inspector of Borders and Immigration (ICIBI) has commenced an inspection of the Home Office Migration & Borders System’s contact management processes and practice.

    This inspection will focus on the efficiency and effectiveness of Home Office activity aimed at making, maintaining, and re-establishing contact with people, in particular those without leave to enter or remain in the UK. It will also consider the consequences and impact of loss of contact, both on the business of the Home Office and on individuals.

    The scope of the inspection will include:

    • recording of personal and contact details by the Home Office
    • the promptness and efficiency with which Home Office correspondence (bail notices, casework decisions, notices of asylum support discontinuation, etc.) is served, including any measures to ensure that it has been received
    • the clarity of Home Office correspondence, including where it requires action on the part of the recipient
    • migrant awareness of the significance of remaining contactable by the Home Office, the means for doing so, and the possible consequences of loss of contact
    • the use of reporting conditions as a form of contact management, including the efficiency and effectiveness of reporting – in person, by telephone, and digitally
    • the efficiency and effectiveness of Home Office efforts to re-establish contact with ‘absconders’ or people who are otherwise ‘out of contact’ with the department

    Please note that the following themes are out of scope for this inspection:

    • the quality and consistency of Home Office decision making
    • the efficiency and timeliness of Home Office decision making

    This call for evidence will remain open until close of play 21 October 2024.

    As Independent Chief Inspector, I am inviting anyone with knowledge or first-hand experience of Home Office contact management to submit evidence to inform this inspection. I would like to hear about both what is working well and what could be improved.

    I would therefore welcome any anonymised case studies from those who have worked with individuals who have experience of Home Office contact management as set out in the list of in-scope activities above.

    Please note that the ICIBI’s statutory remit does not extend to investigating or making decisions about individual cases. This remains a Home Office responsibility. However, the Independent Chief Inspector can take an interest in individual cases to the extent that they illustrate or point to systemic problems.

    OFSI announces monetary penalty for breaches of UK financial sanctions imposed on Russia linked to its illegal invasion of Ukraine.

    The Office of Financial Sanctions Implementation (OFSI) has issued a monetary penalty to Integral Concierge Services (ICSL) for breaches of the financial sanctions regime imposed on Russia in response to its illegal invasion of Ukraine in 2022.

    The monetary penalty relates to the property management service ICSL provided to a designated person subject to an asset freeze. Between 2022 and 2023, ICSL made or received 26 payments in connection with the services they were providing to the designated person, despite knowing or having reasonable cause to suspect these were in breach of financial sanctions in the UK.

    As a result of these breaches, ICSL was given a penalty of £15,000. ICSL did not challenge the penalty and paid in full.

    This penalty demonstrates OFSI’s clear commitment to pursuing financial sanctions breaches wherever they occur. From the largest institutions to the smallest, everyone has an obligation to comply with the UK’s financial sanctions regime. OFSI is prepared to utilise the full extent of its legislative powers to pursue those who commit serious breaches of financial sanctions.

    This case was not reported to OFSI by the subject of the penalty, resulting instead from a proactive investigation.

    FCDO Sanctions Minister Doughty said:

    We are firmly committed to enforcing the UK’s financial sanctions regime. We promised this government would act – and we are putting those involved in breaches on notice. Let this be a strong warning to those who fail to comply.

    The UK is continuously working to proactively identify breaches and strengthen our enforcement powers. We will continue to close loopholes, come down hard on sanctions evaders, and crack down on sanctions circumvention to ensure the effectiveness of sanctions against Putin’s Russia, and in the case of other sanctions regimes.

    The monetary penalty highlights key lessons for industry, particularly firms involved in the property management sector. This case demonstrates the importance of understanding and taking appropriate action to address financial sanctions risks arising from your business model and client base, particularly if they present heightened sanctions risks. Firms should seek professional advice on their sanctions obligations wherever necessary.

    Russia is desperate to get around our sanctions and we will not hesitate to take action against those involved in supplying and funding Putin’s war machine. The government is committed to significantly strengthening our sanctions enforcement, and will continue to prioritise sanctions enforcement at every turn. This includes both public actions, such as monetary penalties, and actions which are not made public, such as warning letters and referrals to regulators. Following the introduction of strict civil liability for financial sanctions breaches in June 2022, OFSI is now also able to take action regardless of whether a person knew or had reasonable cause to suspect they would be in breach.

    Her Royal Highness The Princess Royal paid her respects today (26 September 2024) as dozens of soldiers killed during World War One, many from Scottish regiments, were commemorated at a specially built cemetery extension in northern France.

    The event, held under autumn skies, was organised by the MOD’s Joint Casualty and Compassionate Centre (JCCC), also known as the ‘War Detectives’, and was held at the newly built Loos British Cemetery Extension. It is only the second time the Commonwealth War Graves Commission (CWGC) has built a new cemetery since the end of World War 2.

    HRH The Princess Royal, President of the CWGC, formally inaugurated the new cemetery as she honoured the soldiers who were laid to rest.

    The new cemetery was commissioned and built after nearby hospital construction works discovered a large number of World War 1 remains. The CWGC wanted to ensure that, on reburial, all of the fallen would remain side by side.

    The JCCC identification process established 48 separate sets of remains from the site. Although many Scottish Regimental artefacts were found, among them kilt pins, regimental buttons and shoulder titles, individual casualties could not be accurately identified by name.

    With so many remains recovered, it was impossible for the CWGC to bury them all in one public ceremony, so 46 were buried privately at Loos British Cemetery Extension earlier this summer.

    Today, one unknown soldier of The Black Watch (Royal Highlanders) and a second unknown Scottish soldier were laid to rest by serving soldiers of the Royal Regiment of Scotland.

    The service, which included a firing party and a piper, commemorated all 48 fallen soldiers.

    Although none could be identified by name, JCCC continues efforts to identify several other casualties recovered at the same location, with the aim of burying them at Loos British Cemetery Extension.

    The War Detectives attempt to find any living relatives when the remains of British personnel from historic conflicts are recovered. If identified, relatives are invited to the re-interment and memorial service. The CWGC is a world leader in commemoration which cares for war graves at 23,000 locations in more than 150 countries.

    After today’s cemetery service, HRH The Princess Royal met with community representatives at Loos-en-Gohelle’s City Hall.

    Tracey Bowers, MOD War Detective, said: “This was an incredibly important ceremony. It is a privilege to be here with Her Royal Highness The Princess Royal as we bury these last two soldiers from, what was, a huge recovery of remains. They will now rest in the presence of their regimental family.”

    Padre David Anderson, Senior Chaplain 51st Infantry Brigade and HQ Scotland, said: “It is a tremendous honour and privilege to be here having served with The Black Watch, 3rd Battalion The Royal Regiment of Scotland, and toured Afghanistan with them, it has tremendous poignancy for me to be here to reinter the remains of two unknown soldiers one, known to be of the Black Watch, and another known only to be Scottish. It’s good that the soldiers of the Royal Regiment of Scotland are here today to bury their comrades in arms.”

    Director General of the CWGC, Claire Horton CBE, said: “We are truly grateful and deeply honoured to have welcomed our President, Her Royal Highness The Princess Royal, to inaugurate our new cemetery and pay her respects to the brave men who have now been laid to rest here.

    “This occasion marks a significant milestone for the Commission, reflecting our unwavering commitment to honouring the sacrifices made by those who served. It also emphasises that our vital work to care for the fallen all around the world is very much ongoing.

    “As we gather here today, we reaffirm our promise to maintain the graves of those interred in Loos British Cemetery Extension, and of their comrades, ensuring that their legacy will endure in perpetuity.”

    The Neuchâtel State Council has adopted its strategy for sustainable development. In line with the vision of the United Nations 2030 Agenda, it formalizes the canton’s commitments and objectives in terms of sustainability for the next 10 years. This document will constitute a reference framework for strengthening the coherence and coordination of cantonal public policies.

    Action in favor of sustainable development is a mandate enshrined in the Constitution and the Agenda 21 Law of the canton of Neuchâtel. Adopted on September 18, 2024, the 2030 Strategy for Sustainable Development is the first to concretize this mandate. Through it, the Council of State demonstrates its desire to converge cantonal public policies and the functioning of the State towards greater sustainability. The latter is an important requirement in its decision-making and the projects it deploys to respond to the social, economic and environmental challenges of our time.

    Conducted from 15 June to 18 September 2023, the public consultation enabled the government’s project to be consolidated, thanks to the contributions of 60 state stakeholders. The desire to place the strategy in the international framework of the 2030 Agenda and the vision of a more sustainable and prosperous society detailed through the 8 fields of action were confirmed. The ten-year basis for revisions of the strategy was maintained, which guarantees long-term planning security and greater continuity between legislatures. Monitoring of progress made via the federal Cercleindicateurs system remains the reference for the time being, but will be supplemented by cantonal indicators.

    Over the next 10 years, the State Council’s commitments will primarily concern the following areas: “climate and biodiversity”, “solidarity”, “prosperity” and “support for change”. The government sees a particular need for action and coordination in these areas. For example, the State Council wants to quadruple the production of renewable energy by 2035. It intends to develop the employability of job seekers, increase the residential and economic attractiveness of the canton and promote the actions of its stakeholders through the Cantonal Day for Sustainable Development.

    In order to ensure a legal anchoring for the canton’s sustainability policy, the Council of State is proposing a new Law on public action for sustainable development (LDD) aimed at replacing the current Agenda 21 Law. This proposal is submitted to the Grand Council.

  • MIL-OSI USA: At Visit to Dodd Center, Former Members of Congress Discuss Bridging Divides – and Issue a Call to Action

    By all appearances, the two former longtime members of the U.S. House of Representatives who visited UConn Storrs on Thursday morning could not have been more different.

    The first, a Latino woman from Orange County, California.

    The second, a white man from southeast Michigan.

    The first, a Democrat who won her seat in Congress by defeating a long-serving Republican by less than 1,000 votes in 1997.

    The second, a Republican from a swing district who worked as a congressional staffer and a member of Ronald Reagan’s administration before his own election in 1987.

    But on the stage of the Konover Auditorium at The Dodd Center for Human Rights – before a crowd of mostly UConn students – it wasn’t the differences between former Rep. Loretta Sanchez (D-CA, 1997-2017) and Rep. Fred Upton (R-MI, 1987-2023) that were on display.

    It was, instead, the similarities that they share after two long careers in public service.

    In a comfortable conversation moderated by NBC Connecticut reporter and anchor Amber Diaz ’11 (CLAS) and punctuated by anecdotes from their own personal lives and experiences, Sanchez and Upton talked about the challenges in bridging divides at a time when politics feel increasingly polarized, and misinformation is rampant.

    “Sadly, today, it’s different from when I was in the Congress even a year ago,” said Upton.

    Both Sanchez and Upton stressed the importance of listening to other viewpoints, of being an educated voter, and electing leaders – regardless of political affiliation – who believe in and uphold democratic institutions.

    “People come and go, personalities come and go, but institutions are the mainstay of what makes us a good society,” said Sanchez.

    They also discussed what it means to “meet people where they are” – something that feels even more relevant at a time of political division.

    “When people come to the Congress, when people come to positions of power at the city or state level, they come with their own baggage,” Sanchez said. “They come with their own history, what their experiences are. Everybody has a story. Everybody can be an interesting person. You just have to take the time to listen to who they are, and if you take that time, then I believe you can find common ground.”

    “Finding out about other people’s districts, what they cared about – whether it’s energy policy or health policy, whether you could help them, whether they be a Republican or Democrat, being able to go to the other side of the aisle and being able to have a conversation with them, talk about amendments – that’s, to me, how you meet people where they’re at,” said Upton. “And that’s how things ought to get done.”

    Sanchez and Upton visited UConn through Congress to Campus – the flagship program of the nonprofit organization FMC, a bipartisan, voluntary alliance of former U.S. Senators and Representatives who advocate for representative democracy at home and abroad.

    Congress to Campus offers a unique civic educational experience by engaging honest dialogue with bipartisan teams of former members of Congress, congressional staff, and American diplomats. Sessions have been held on 183 campuses in 43 states and seven countries, reaching more than 57,000 students in the last 10 years alone.

    “Today’s conversation is important, because it is a reminder of what our discourse can be,” said Nick Lanza, ’25 (CLAS), the director of external affairs for UConn’s Undergraduate Student Government. “That we can have civil discussions. That we can debate different opinions, without getting personal. Today is about a better way forward.”

    The need for civic participation is crucial every year, UConn’s President Radenka Maric said in her welcoming remarks before the discussion. But this year, in the midst of a presidential election, participation feels especially urgent.

    “We live in a time when Americans seem divided in an almost unprecedented way,” she said. “Across social media and the traditional news media, there is no shortage of angry, aggrieved voices denouncing there fellow Americans on the other side of the ideological divide.

    “And yet, as the Carnegie Endowment for International Peace recently found, in reality, there is more common ground among Americans on policy issues than many people believe,” Maric continued.

    James Waller – the inaugural Christopher J. Dodd Chair in Human Rights Practice at UConn and director of Dodd Human Rights Impact Programs, which hosted the Congress to Campus event – said it’s true that democracy is on the ballot in the U.S. this year.

    “But, in truth, democracy is always on the ballot,” Waller said. “Every federal election, every state election, every local election, every election at every level asks us the collective question of who we aspire to be.

    “True democracy is never absolutely sure of itself. In other words, true democracy is always interrogating itself. It’s always asking itself hard questions,” Waller said. “Indeed, the biggest threat to democracy is when it becomes so sure of itself that it stops asking those hard questions, when we take it so much for granted that we stop actively nurturing and sustaining our democratic institutions, when we take it so much for granted that we choose not to exercise our right to vote, that we choose not to civically engaged because we feel so powerless and things feel so distant from us.”

    But Upton and Sanchez also had an overarching message for the students in attendance: Your action is needed.

    “We’re really here to tell the young people in the room run for office, work on campaigns, get involved locally,” Sanchez said. “We need you. We need you to decide that public service is really worth it and bring your ideas. Bring your new energy. Help us to solve the issues that are affecting your lives every day.”

    “You’re our future, and you’ve got to be part of it,” said Upton. “Because if we’re going to turn this ship around, it starts with you.”

    That call to action is also what Diaz, who studied journalism and English as an undergrad at UConn, hopes that students will take away from the event.

    “I really hope that they took away the power of a vote and that they will get involved, because it’s very, very imperative that they get involved,” Diaz said. “And I hope they get involved in politics, because honestly, nowadays, people turn off the TV. Or they turn off the radio. They don’t want to hear it. Or it’s the other extreme, and they want to argue about it.

    “I really hope that people start researching, and getting more information, and really come out and vote, because it’s in their hands. The power is in their hands.”

    Sir Steve Smith has been reappointed as the UK Government’s International Education Champion.

    Reappointed by Minister for Exports, Gareth Thomas, and the Skills Minister, The Rt Hon Baroness Smith, Sir Steve’s tenure as International Education Champion (IEC) has been extended for one year from 1 October..

    Under a commitment made in the UK Government’s International Education Strategy, published in 2019, Sir Steve was originally appointed as IEC in June 2020 for a four-year term.

    In his role as IEC, Sir Steve will continue to support the government’s international education work, including engaging with governments around the world and promoting UK excellence and partnerships in all education sub-sectors.

    More widely, with the change in government, officials will conduct a review of the International Education Strategy, which will ensure that it continues to be an effective tool in increasing the value of education exports, promote policy dialogue and reflect the priorities of education stakeholders, businesses and Ministers.

    Sir Steve was previously Vice-Chancellor of University of Exeter for 18 years and brings vast experience to the IEC role, where he has played a pivotal role in developing deep relationships, including at Ministerial level internationally.

    In his role as IEC, he has already supported significant progress across priority countries including:

    • Leading over 500 meetings with stakeholders and 22 visits overseas , which has helped open the door for education exports, now amounting to more than £28bn.
    • Taking forward the relationship with education ministers in particular with Saudi Arabia, to develop the pipeline of opportunities for UK education suppliers relating to the Kingdom’s Vision 2030; and Nigeria, where the UK has co-written the country’s guidelines for Transnational Education, opening up opportunities for UK universities to provide their offer in Nigeria.
    • Leading a delegation of 31 UK higher education institutions to India, where a range of partnership opportunities have been progressed.

    On his re-appointment, Prof. Sir Steve Smith said:

    The Environment Agency is investigating the deaths of endangered native white clawed crayfish.

    Around 70 crayfish from the internationally important River Wansbeck population – one of the last remaining strongholds of the species – have been found dead.

    Testing has already ruled out the listed diseases white spot syndrome virus as well as crayfish plague, and water quality testing has ruled out pollution.

    Further testing is being carried out by the Centre for Environment, Fisheries and Aquaculture Science (CEFAS) on crayfish taken from affected locations to understand if an infectious aquatic animal disease has caused the deaths.

    All evidence presently points to the mortalities only affecting white clawed crayfish. As such, it is unlikely to cause a risk to humans, pets or other wildlife.

    People are now being urged to play their part to help limit the spread of any potential infection to currently unaffected areas.  

    The Environment Agency – supported by other members of the Northumberland Crayfish Partnership – is working to minimise the impact on the crayfish population. 

    The public and especially river users are being urged to follow advice to prevent any potential infection from spreading across the catchment, and to other nearby catchments such as the Tyne and Blyth, which also have healthy populations of the native species.

    Sarah Jennings, Environment Agency Area Environment Manager, said:  

    The Wansbeck is such a great home for the white clawed crayfish, which play a really important role in the river’s ecosystem. It’s one of the most abundant populations of the species in Europe, estimated to be in the hundreds of thousands or more.

    Everyone has a part to play to limit the spread of any infection which may be affecting them. Advice includes thoroughly cleaning boots and equipment and anything else that has been in or around the river and its tributaries. 

    If you see any crayfish, alive or dead, leave it where it is and report it immediately to the Environment Agency.

    Over the past five years since its launch, the Northumberland Crayfish Partnership, which includes the Environment Agency, Northumberland Rivers Trust, Northumberland Wildlife Trust, Northumberland Zoo and the National Trust, has already done a significant amount of work to safeguard the future of this population. 

    This includes creating secure breeding areas and safe ‘ark’ sites across Northumberland to support conservation efforts and ensure the crayfish survives into the future.  

    Field surveys are currently being carried out by Environment Agency officers to understand the extent of the deaths across the catchment.  

    The Environment Agency is calling on people to play their part by making sure they Check, Clean and Dry to prevent the spread of any infection.  

    • Check clothing and equipment for mud, aquatic animals or plant material. Remove anything found and leave it at the site.  

    • Clean everything thoroughly as soon as possible, paying attention to areas that are damp or hard to access and using hot water if possible. 

    • Dry everything for as long as possible before using elsewhere. Waterbourne diseases can remain on damp footwear and equipment for 48 hours.  

    Rosie Hails, National Trust Director of Science and Nature said:  

    We are saddened to hear of the recent deaths of native white clawed crayfish in the River Wansbeck in Northumberland. The river flows through the Wallington estate cared for by the National Trust, where we’ve been undertaking a significant conservation project to protect the species, which has included the creation of two ‘Ark’ sites since 2022.

    Whilst we wait to hear the cause of these deaths and the impact on the population, the work that has been undertaken alongside other organisations in the Northumberland Crayfish Partnership has put us in a strong position to react and respond effectively.

    We will continue to work closely with the Environment Agency and partners to help limit the spread of infection and safeguard the future of this vital crayfish population. We ask that anyone visiting the Wallington estate follows the CHECK-CLEAN-DRY set of principles if you have been in water.

  • MIL-OSI United Kingdom: World Trade Organization: Kazakhstan’s TPR, September 2024. UK Statement

    The UK’s Permanent Representative to the WTO and UN in Geneva, Simon Manley, gave a statement during Kazakhstan’s first WTO Trade Policy Review.

    1. Thank you very much, Chair. First of all, let me offer a really warm welcome to the Minister and all his team from Astana. Great to have you here. Great to have you back, Ambassador Zanar Aitzhan, really lovely to see you. Let me thank you, Chair, as ever, for your introduction, the WTO Secretariat for your report and, of course, our Ambassador Sophia Boza Martinez, Ambassador and, of course, Professor. Thank you for your presentation this morning.

    2. As this is the first Trade Policy Review since Kazakhstan’s accession 10 years ago, obviously, today, this week, indeed offers a really unique opportunity to reflect upon Kazakhstan’s trade policies over the last decade. And thank you, Minister, for your presentation to kick us off this morning, but also for the role that trade policy has played not just in Kazakhstan’s development, which you explained, but also in this organisation and in our work over the last 10 years.

    3. Chair, I think probably is not a surprise to you or to most of the people in this room, but the UK is a great believer in the virtues and benefits of WTO accession. And I think they’re demonstrated by Kazakhstan’s economic performance over the last 10 years: trade growth from 57% of GDP back in 2017 to 62% last year, Most Favoured Nation tariff decrease from almost 8% in 2016 to 6% now.

    4. During that same period, again, as the Minister related at the beginning, Kazakhstan has faced the shock, political, economic shock of the pandemic, but showed significant broad-based economic resilience. And we think that is, in part, the fruit of being a member of this organization. We particularly recognize the success of the ‘Digital Kazakhstan’ programme, which has facilitated the growth of so many Kazakh SMEs (Small and Medium-Sized Enterprises).

    5. The UK is, again, both the Minister and Sophia mentioned, a strong believer in the Kazakhstan’s economy. We are one of Kazakhstan’s top six investors, with an annual trade turnover of almost £ 3 billion, which reflects, in our view, a strategic partnership which we have nurtured since Kazakhstan’s independence back in 1991. And that partnership stretches across many areas, from business and education to climate and biodiversity and all the way from Astana and the Caspian Sea to the shores of Lake Geneva here in Switzerland.

    6. For instance, Kazakhstan’s national airline Air Astana was successfully floated on the London Stock Exchange earlier this year; British universities, including Coventry and De Montfort, have opened campuses in Kazakhstan and offered dual degree programmes; British companies have made significant investments in flagship oil and gas projects and Kazakhstan’s mining sector. And here in Geneva, we are close partners, not just here in this organization, but also in the Human Rights Council, where we are proud to work with Kazakhstan as an elected member of that body.

    7. We welcome Kazakhstan’s commitment to continue broadening and deepening that bilateral relationship. We look forward to hosting our annual Intergovernmental Commission on Trade and Investment in London this autumn, and that 11th session of the Commission will provide an important opportunity to discuss how we can further strengthen that relationship for the future, with the first meeting since we signed the UK-Kazakhstan Strategic Partnership and Cooperation Agreement.

    8. Our engagement with this Trade Policy Review has been motivated by a desire to build upon that bilateral progress. Kazakhstan’s constructive answers to our Advanced Written Questions, thank you, should provide clarity, and we hope ease trade for UK and Kazakh businesses.

    9. Most of all, Chair, Minister, we’d welcome progress in tackling one key Market Access Barrier that is faced by British businesses, and that is the use of subsidies favouring domestic agricultural machinery over imported “like” machinery. We fully understand the importance of increasing domestic manufacturing for Kazakhstan’s economy, but we do believe that those subsidies negatively impact Kazakhstan’s agricultural sector development, responsible for over 4% of GDP, pricing, we’d argue, the best technology out of the market. We’d also venture to suggest that those subsidies are not compliant with WTO rules. So, going forward, we would really like Kazakhstan to comply with those rules and take steps to modify or eliminate those subsidies.

    10. We would also, I have to say, welcome Kazakhstan’s accession to the Government Procurement Agreement, as it suggested it would do during the WTO accession process. We maintain an offer of bilateral assistance, should you desire to take forward that process of accession.

    11. More generally, let me pay tribute, as so many others have done this morning, to the role that Kazakhstan has played within this organisation since its accession. Minister, you touched on it, as did Sophia, most significantly the pivotal role you played in chairing the MC12 negotiations, even if we were denied the opportunity, sadly, by the Pandemic of a visit to Astana. It was a great privilege to work with Ambassador Aitzhan, who led the charge for the delivery, not just of that Ministerial Conference, but also for the Services paragraph, and it has been a great tribune for services in trade in this organisation as Chair of the Council for Trade in Services in Special Session. Your work is not being left unfinished. We need to push forward with ensuring that we give due recognition in this organization to the rapidly growing global services in trade, which offer such opportunities for countries in both the developed and developing world.

    12. We also welcome Kazakhstan’s participation within a whole range of other plurilateral initiatives, as others have said this morning, including those on Investment Facilitation for Development, E-commerce and Services Domestic Regulation, all really important initiatives which we wish to see brought within the framework of this organisation.

    13. And it would be remiss of me as one of the co-chairs of the Informal Working Group on Trade and Gender, not to mention, as my Ukrainian colleague did, Kazakhstan’s commitment not just to that Working Group, but to the cause of trade and gender equality, particularly through enhancing women’s employment and entrepreneurial skills. So, I would really love Kazakhstan to come to that Working Group to share its experiences in supporting women in trade, including the Business Roadmap 2020-25 initiative, at one of our future meetings.

    14. Finally, let me commend the Minister and is delegation, who had to face the WTO internal deadline of the 30th of August for submitting Advanced Written Questions, coinciding with their most important national holiday, the Constitution Day. I hope that they found time to have their own belated celebrations, if they haven’t done so far. And I hope that, at the end of this week, they will celebrate in style in this fair city.
