    Prime Minister Narendra Modi on Friday paid tribute to Swami Vivekananda on his death anniversary, honouring his enduring legacy as a spiritual visionary, philosopher, and cultural icon.

    “I bow to Swami Vivekananda Ji on his Punya Tithi. His thoughts and vision for our society remains our guiding light. He ignited a sense of pride and confidence in our history and cultural heritage. He also emphasised on walking the path of service and compassion,” PM Modi said in a post on X.

    Union Home Minister Amit Shah and Defence Minister Rajnath Singh also remembered Swami Vivekananda, highlighting his role in reviving India’s spiritual and cultural pride.

    Hailing him as “the pioneer of the renaissance of Indian wisdom, philosophy, and cultural pride,” Amit Shah wrote on X:
    “On the Nirvana Day of Swami Vivekananda, the pioneer of the renaissance of Indian knowledge, philosophy, and cultural pride, I offer my respectful tribute. Swamiji not only inspired the people of the country towards spiritual advancement but also awakened moral strength and self-confidence among the youth. He reinstated the Indian knowledge tradition on the global stage and gave the clarion call to the youth: “Arise, awake, and stop not until the goal is reached. Swami Vivekananda, who regarded education as the cornerstone of social development, will always remain a guiding force in the path of nation-building.”

    Defence Minister Rajnath Singh also paid homage, describing Swami Vivekananda as “an inspiration not only for the youth of India but for the entire world.”

    “On the death anniversary of Swami Vivekananda, I pay my heartfelt tribute to him. He is an inspiration not only for the youth of India but for the entire world. We are fully committed to fulfilling his dream of building a prosperous and progressive India,” Singh posted on X.

    Born on January 12, 1863, Swami Vivekananda was a revered monk, philosopher, and disciple of the mystic saint Sri Ramakrishna Paramhansa.

    A leading figure in India’s spiritual and national renaissance, he championed the ideals of fearless living, self-realisation, and service to humanity.

    His teachings, rooted in Vedanta philosophy, continue to influence India’s social and political thought. He urged people—especially the youth—to realise their inner strength and work toward the upliftment of society.

    On May 1, 1897, Swami Vivekananda established the Ramakrishna Mission to promote the values and teachings of his Guru. The mission remains one of India’s most respected spiritual and philanthropic institutions.

    His iconic address at the World’s Parliament of Religions in Chicago in 1893 introduced India’s ancient spiritual wisdom to the West, earning him international acclaim. His message of universal brotherhood and religious tolerance continues to resonate globally.

    Swami Vivekananda’s powerful exhortation, “Arise, awake, and stop not till the goal is reached,” remains one of the most enduring mantras of motivation, urging individuals to pursue their goals with resolve, self-awareness, and unwavering commitment.

    Swami Vivekananda passed away on July 4, 1902, at the age of 39.

    More than 12,300 pilgrims had darshan at the sacred Amarnath shrine on Thursday, marking a successful start to this year’s Amarnath Yatra, officials said.

    On Friday morning, another batch of 6,411 pilgrims departed from Jammu amid unprecedented security arrangements. According to officials, the pilgrims set out from the Bhagwati Nagar Yatri Niwas in two heavily guarded convoys comprising 291 vehicles.

    Of the latest batch, 2,789 pilgrims are en route to the Baltal base camp, while 3,622 are heading to the Nunwan base camp near Pahalgam, officials added. 

    The enthusiasm among the devotees was palpable, as they chanted “Bum Bum Bhole” and “Har Har Mahadev,” unfazed by recent threats. Many yatris said their determination to undertake the pilgrimage was rooted in faith and devotion to Lord Shiva, whose spiritual call they had come to heed.

    This year’s Yatra is being held under a tightened security grid in the wake of the brutal April 22 terror attack in Pahalgam, where Pakistan-backed militants killed 26 civilians after targeting them based on their religious identity. To prevent any repeat of such incidents, the government has deployed an additional 180 companies of Central Armed Police Forces (CAPFs), augmenting the existing presence of the Indian Army, BSF, CRPF, SSB, and local police.

    All transit camps and the complete pilgrimage route—from Jammu to the cave shrine—are under constant security surveillance, with multi-tier protection in place.

    Demonstrating their support, local Kashmiris were among the first to welcome the Yatra. In a heartwarming gesture, residents greeted the first batch of pilgrims with garlands and placards at Qazigund, shortly after they emerged from the Navyug Tunnel into the Valley. The warm reception sent a strong message of solidarity and unity in the face of violence.

    The 38-day-long pilgrimage, which began on July 3, will conclude on August 9, coinciding with Shravan Purnima and Raksha Bandhan. Devotees can undertake the journey via two routes—either the traditional 46-kilometre trek from Pahalgam or the shorter 14-kilometre Baltal route. The Pahalgam path takes four days to complete and involves stops at Chandanwari, Sheshnag, and Panchtarni, while the Baltal route allows pilgrims to return the same day.

    The cave shrine, located 3,888 metres above sea level in the Kashmir Himalayas, houses a naturally formed ice stalagmite believed to represent Lord Shiva. According to Hindu mythology, it was inside this cave that Lord Shiva revealed the secret of immortality to Goddess Parvati.

    SEOUL, July 4 (Xinhua) — South Korean President Lee Jae-myung said on Thursday he is not confident of reaching a trade deal with the United States by the July 8 deadline set by U.S. President Donald Trump, after which he plans to impose new tariffs.

    At a press conference marking his 30th day in office, the South Korean leader said tariff talks were clearly not easy. It was hard to say for sure whether they would be completed by July 8, although the government would do its utmost to ensure that they were completed, he added.

    Seoul and Washington must come to mutually beneficial results, but it is still necessary to clearly decide what each side requires, the president noted.

    Lee Jae-myung said it was difficult for him to talk about the issue because his words could affect the course of the talks, but added that the government would continue to try its best.

    TAIYUAN, July 4 (Xinhua) — If you are a fitness enthusiast living in a medium-sized or large Chinese city, you can pray that you don’t get stuck in a traffic jam after work. Even a slight delay on your way to the gym can lead to an agonizing wait for a machine and ruin your carefully crafted workout plan to achieve your ideal body mass index.

    Gyms in China are often crowded. Russian student Evelina Aleshinskaya, who studies at Shanxi University in Taiyuan, capital of northern China’s Shanxi Province, regularly hits the gym after her afternoon classes. The 19-year-old said: “My Chinese classmates are incredibly into fitness – the gym is always crowded, especially after evening classes.”

    Off campus, gyms are packed during the evening rush hour, the period when people return from work. Whether in megacities like Beijing and Shanghai or second-tier cities like Taiyuan in northern China, almost every machine in every gym is occupied. And the popular “attraction” of the bench press is a huge line!

    “During your break, it’s better to keep an eye on the dumbbells you haven’t finished using yet, otherwise someone might take them while you’re browsing your phone,” advises Guo Xiaoyu, a fitness newbie who started working out just a few weeks ago.

    Although bodybuilding and fitness, which originated in European and North American countries, entered the consciousness of most Chinese people only one or two decades ago, these sports are developing rapidly in China. According to the China Sports and Fitness Industry Report released in early March 2025, as of December 2024, the number of gym users in the country reached 87.525 million, an increase of 25.47 percent compared with 2023.

    Evelina Aleshinskaya notes that it is hard not to notice images of sculpted chests and buttocks on billboards and social media feeds. She has noticed that the Chinese are increasingly prioritizing body type over mere appearance, and that even the government approves of this.

    “After the ‘Nation Calls for Weight Loss’ slogan went viral, I realized that I could no longer afford to remain overweight,” Guo Xiaoyu said.

    On the sidelines of the annual “two sessions” held in March this year, Lei Haichao, head of China’s National Health Commission, devoted seven minutes to issues related to weight control and weight loss. Chinese netizens humorously dubbed the moment as a rallying cry for “The nation is calling you to lose weight,” giving the topic a hot topical status.

    “It may seem strange that body weight is becoming an issue that the government pays attention to, but given the importance of public health as a foundation for China’s modernization, it is worth raising awareness about health promotion at the national level,” said Wang Yi, a professor at the School of Politics and Public Administration at Shanxi University.

    A weight control guideline issued by China’s National Health Commission warns that without effective control, the overweight/obesity rate among adults in China is expected to reach 70.5 percent and 31.8 percent among children and adolescents by 2030.

    Unlike Guo Xiaoyu, many fitness enthusiasts don’t need anyone to tell them, “It’s time to control your weight.” After the Spring Festival holiday, crowds of people headed to the gym to work out hard in order to achieve the ideal, fat-free body proportions before summer.

    Listing the driving factors behind the rapid development of the fitness industry in recent years, Wang Yi pointed out that in addition to the public’s growing awareness of health, compared with sports such as football, badminton and swimming that require high-tech facilities, gyms occupy a small area and allow more people to exercise in one unit of time. In addition, the annual cost of going to a regular gym is about one thousand to three to four thousand yuan, which is affordable for most people.

    However, problems still exist. Over the past few years, some gyms in China have come under fire for their “pre-payment” business model. Occasionally, some gyms have experienced incidents of their owners “running away with the money,” which has undermined the confidence of fitness enthusiasts in consumption. In response, on March 1, 2025, the eastern Chinese metropolis of Shanghai introduced new regulations that set the limit, time frame, and standards for pre-payment collection in the sports and fitness industry for the first time.     “TCM theory states that qi (dynamic energy that controls physiological processes) and blood are important substances for maintaining the normal functioning of the body. And fitness activities, especially excessive exercise, deplete these vital resources. Although it helps to improve physical fitness temporarily, in the long run it can lead to the body being depleted,” said Wei Mengling, head of the TCM department at Shanxi Bethune Hospital.

    This concern is in line with clinical trends. According to Wang Pingzhi, head of the rehabilitation department at the same hospital, in recent years, the number of patients admitted who suffered sports injuries due to fitness has been increasing year by year. Now, the number of such patients admitted monthly has increased by about 6 times compared with three years ago. According to her, many fitness enthusiasts have not mastered scientific fitness methods and techniques, and have also performed physical exercise and fitness programs that are not suitable for them, which has become the main cause of sports injuries.

    Most patients delay seeking medical care until their injuries impact their daily lives, so the actual injury rate may be higher, she added.

    Meanwhile, for Guo Xiaoyu, fitness training has yielded tangible results so far. In just three weeks, his bench press has increased by 10 kg.

    China and Germany should jointly serve as advocates of multilateralism, defenders of free trade and contributors to open development, to foster a more just and equitable international order, Chinese Foreign Minister Wang Yi said in Berlin Thursday.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks during a joint press conference with German Foreign Minister Johann Wadephul.

    Wang spoke highly of the eighth round of China-Germany Strategic Dialogue on Diplomacy and Security held Thursday, saying it’s comprehensive, pragmatic, candid and constructive.

    The talks helped enhance mutual understanding and broaden common ground between the two sides, he said.

    Both sides agreed to advance their comprehensive strategic partnership along the right path of mutual respect, seek common ground while reserving differences, and achieve win-win cooperation, Wang said.

    Noting that this year marks the 80th anniversary of the victory of the World Anti-Fascist War as well as the founding of the United Nations, Wang said unilateralism, protectionism, and acts of power politics and bullying are posing serious challenges to the international community.

    Under such circumstances, Wang said, major countries must shoulder responsibilities, embrace the global trend toward multipolarization and economic globalization, and stand firmly on the right side of history.

    As the world’s second- and third-largest economies, China and Germany should strengthen exchanges, deepen cooperation and jointly do the following three things, he said.

    First, consolidating the foundation of bilateral relations.

    During a phone conversation in late May, Chinese President Xi Jinping and German Chancellor Friedrich Merz provided strategic guidance for the development of bilateral ties and set the direction for future efforts, Wang said. The two sides should implement the important consensus reached by the two leaders and make good preparations for the next phase of high-level engagements, he added.

    Wang said that China welcomes Merz to visit China within this year and reach a consensus on holding the eighth round of China-Germany inter-governmental consultation at an early date.

    Wang also said that China appreciates the German government’s reaffirmation of its commitment to the one-China policy. He expressed confidence that Germany will support China’s efforts toward full reunification, just as China had unconditionally supported Germany’s reunification. Achieving peace across the Taiwan Strait, he said, requires a firm stand against any move toward “Taiwan independence.”

    Second, upgrading the quality of bilateral cooperation.

    China and Germany are each other’s largest trading partner in their respective regions, with bilateral trade exceeding 200 billion U.S. dollars for nine consecutive years, Wang said.

    Trade with China supports 1 million jobs in Germany, and the Chinese market has attracted more than 5,000 German enterprises to invest and operate in China, he added.

    Strengthening mutually beneficial cooperation is a “must-have option” for both countries, serving as a “ballast” of the bilateral relationship, and is also in line with the new German government’s policy focus on economic development, said Wang.

    The two sides also had in-depth discussions on their respective economic and trade concerns, and agreed to build a more stable, predictable and trustworthy policy framework for practical cooperation, Wang said.

    China’s accelerated modernization will provide new development opportunities for German and European enterprises, he said, adding that China and Germany have broad prospects in cutting-edge fields such as green transition, artificial intelligence and quantum technology.

    Only by tightening the bonds of common interests and pursuing a shared future can the two sides effectively resist external risks and challenges, Wang said.

    Third, practicing multilateralism.

    History has repeatedly proven that open exchanges have always been the right direction for human development and progress, Wang said. In the 21st century, we should not erect new barriers through tariffs, nor fuel division through ideological confrontation, he warned.

    Wang expressed the belief that multipolarization and globalization are like the Yangtze and the Rhine rivers, flowing forward relentlessly.

    Noting that this year marks the 50th anniversary of the establishment of China-EU diplomatic relations, Wang said China looks forward to holding various important events, including the China-EU summit.

    It is hoped that Germany will play an active role in the EU, promote coordination and cooperation between China and the EU, and work together with China to make new contributions to global governance, he said.

    The more complex the international situation is, the more major countries need to strengthen coordination, Wang said. He added that the more prominent the risks and challenges are, the more countries need to enhance cooperation.

    Under the current circumstances, China is ready to work with Germany to uphold the correct view of history, remain true to the original aspiration of establishing diplomatic ties, strengthen strategic communication, seek common ground while preserving differences, and deepen practical cooperation, he said.

    The nomination period for the 2025 Election Committee Subsector By-elections will run from July 22 until August 4.

    The by-elections will fill a total of 93 vacancies in the Election Committee (EC) membership to be returned by election involving 28 subsectors.

    Another 10 vacancies involving five subsectors to be returned by nomination will be filled through supplementary nominations by designated bodies.

    The Registration & Electoral Office (REO) issued gazette notices about the nominations and the appointment of Returning Officers (ROs) today.

    If the number of validly nominated candidates for a subsector exceeds the number of EC members to be elected for that subsector at the by-elections, a poll for that subsector will be held on September 7.

    A person nominated as a candidate must be a registered geographical constituency elector aged 18 or above, who is a registered voter for the relevant subsector or has a substantial connection with that subsector.

    The nomination form for the by-elections must be subscribed by no fewer than five voters registered for the subsector concerned.

    Each voter may subscribe multiple nominations on a particular subsector but the number of candidates he or she can nominate should not exceed that of EC members to be elected by that subsector at the bypolls.

    In the case of a corporate voter, the subscription of the nomination form may only be effected by the corporate voter’s authorised representative.

    Starting today, the nomination forms are available at the REO’s two Kowloon offices, located on 8/F, Treasury Building, Cheung Sha Wan; and Unit 2301-03, 23/F, Millennium City 6, Kwun Tong.

    The forms can also be picked up at the ROs’ offices, district offices, or downloaded from here.

    A nominated person must submit the completed nomination form and an election deposit of $1,000 in person to the respective ROs.

  • Civil society leaves UN development summit feeling unheard

    When over 1,000 civil society representatives flocked to Seville this week for a U.N. conference on development financing their expectations were already low, but the four-day event left many frustrated and feeling their voices were stifled.

    The once-in-a-decade summit promised to marshall resources that could narrow the estimated $4.3 trillion financing gap needed to help developing countries overcome mounting debt distress, the ravages of climate change or structural inequality, among other hurdles.

    However, the world’s richest governments have been slashing aid and bilateral lending while increasingly prioritising defence spending as geopolitical tensions escalate, raising doubts that the cautious optimism expressed by most officials in attendance was realistic.

    Several civil society organisations (CSOs) were critical of the measures outlined in a final document, the “Seville Commitment”, which they said was watered down by wealthier nations unwilling to walk the talk. Others lambasted what they described as a private sector-first approach to development.

    Arthur Larok, secretary general of ActionAid, said Global South countries were “returning home empty-handed” while Global North governments did so “free from responsibility”.

    Still, certain initiatives – such as an alliance to tax the super-rich or plans to slap new levies on premium and private-jet flying – were widely celebrated among CSOs.

    Their main complaint was a lack of access, with accusations ranging from difficulties obtaining accreditations to exclusion from key negotiations, prompting CSO delegates to hold a protest at the conference’s venue on its final day.

    “We’ve witnessed an unprecedented wave of restrictions and lack of attention to the voice of civil society,” Oyebisi Babatunde Oluseyi, executive director of the Nigeria Network of NGOs, told Reuters, adding a new mechanism was needed to insert their perspective into global decision-making.

    U.N. Deputy Secretary General Amina Mohammed acknowledged CSOs’ grievances in Thursday’s closing press briefing and said the U.N. would endeavour to “expand the space” for them.

    “The U.N. was built to defend human rights – if it cedes to the global trend of shrinking civic space, it’ll undermine its legitimacy,” said Hernan Saenz of Oxfam International.

    In a joint declaration on Sunday, the CSOs denounced the international financial system as unjust and called for its “complete overhaul”.

    Despite the pervasive discontent, all CSO representatives interviewed by Reuters said they ultimately believed in the U.N. system.

    Hirotaka Koike, a board member at the Japan NGO Center for International Cooperation, said he did so because it was the only place where all countries were treated equally.

    “Yes, there are bureaucracies; yes, there are a lot of processes. But what else do we have?”

    The Legislative Yuan passed the draft amendment to some articles of the Electricity Act in the third reading today (May 9). According to the Ministry of Economic Affairs (MOEA), these amendments are made in response to domestic and international energy transition trends, which enable Taiwan Power Company (Taipower) to maintain its current business model, while stimulating the green electricity trading market; regulate emerging electricity resources, such as grid-connected energy storage and demand response; and enhance the supervision mechanism of the electricity trading platform. A total of 12 articles have been newly added or amended. The MOEA expressed its gratitude to the President of the Legislative Yuan, all legislators, and political parties for their support in ensuring the smooth passage of the bill.

    According to the MOEA, the draft amendment focuses on four key areas: maintaining Taipower’s integrated business model to ensure stable power supply through the synergy of integrated power generation and grid operations and enhancing investment efficiency; facilitating peer-to-peer sales among retailers of renewable energy to increase operational flexibility for industry participants; regulating grid-connected energy storage systems and demand response services to ensure legal compliance and reduce the setup risks for operators while expanding potential power resources; and enhancing the neutrality of electricity trading platforms by strengthening the monitoring mechanism to ensure openness and transparency, and by allowing independent trading to emerge in response to future market developments.

    The MOEA also thanks all stakeholders for their valuable input throughout the legislative process, while pledging to swiftly complete related modifications of subordinate regulations to achieve the objectives of this legislative amendment.

  • MIL-OSI Banking: Development Asia: Strategic Fiscal Policy for Public Health: The Use of Health Tax in Asia and the Pacific

    The implementation of health taxes requires coordination and collaboration across different government agencies to ensure alignment and coherence across all sectors, particularly the Ministry of Finance (tax administration and design) and the Ministry of Health (advocating for health and evidence). Several countries in Asia and the Pacific have successfully implemented health tax strategies to improve public health and achieve health-financing goals.

    Case Study: the Philippines

    The 2012 Sin Tax reform in the Philippines marked a landmark policy shift by introducing a unitary excise tax with scheduled increases annually on tobacco and alcohol products. The reform was framed as a health policy reform rather than revenue generation. It adopted a strong intergovernmental approach, with active collaboration from the Ministry of Finance and Department of Health. The reform received tremendous support from both the public and government agencies. Between 2012 and 2018, prices of tobacco products increased by 113%, which led to a 30% plunge in smoking prevalence among adults and a 10%–18% drop among young adolescents in 2009–2021. This tax scheme also tripled tax revenues, reaching almost $3 billion in 2022.

    Despite these gains, the percentage share of health taxes remains limited, and the tobacco products are still relatively affordable due to the stagnant annual tax adjustment. The initial plan to adjust the tax every year according to inflation and population growth has not been applied, leading to limitations in deterring consumption. This emphasizes the importance of adjusting health tax rates in response to inflation, so the real value of the tax is maintained at the appropriate level.[1]

    Case Study: Thailand

    Thailand’s sugar-sweetened beverages tax, reformed in 2017 by the Ministry of Health, Ministry of Finance, and Thailand Health Promotion Foundation, represents another benchmark. It introduced a tiered-tax approach, where specific tax rates on sugar content and ad valorem (based on value) taxes were applied.

    The new ad valorem tax was reduced from 20% to a range of 0%–14% based on the type of beverage (e.g., 10% for fruit-related drinks). An additional specific tax rate was also used to adjust for sugar content, where beverages with more than 6 grams of sugar per 100 milliliters are taxed at higher rates than those with lower sugar content. During the first phase of implementation, average sugar content in beverages significantly dropped from 16.7g to 10.6g per 100ml.

    However, concerns have been raised regarding the impact of this tax on low-income populations. This situation emphasizes the need for clear and strategic communication to ensure transparency in monitoring and evaluation.

    Infrastructure, Transport and Housing Minister Chris Bishop will travel to New York and Texas tomorrow for a range of meetings across housing, planning, urban development and transport, including a keynote speech at the Urban Design Forum’s Global Exchange Programme.

    “In New York I will be holding a series of meetings with city officials and other stakeholders about their introduction of congestion pricing. The early results for New York are very promising, and with legislation allowing time of use charging schemes in New Zealand soon to report back from select committee, I look forward to bringing home lessons learned to ensure our scheme is a success from the start,” Mr Bishop says.

    “While in New York, I will meet with Professor Edward Glaeser, a leading global expert on urban economics, to discuss how governments can support affordable, thriving, and productive cities. I will also deliver a keynote speech at the Urban Design Forum’s Global Exchange Programme, highlighting the Coalition Government’s efforts to create a well-functioning urban land and housing system. The Forum is a network of over 1,000 civic leaders committed to making New York a better place to live – a goal I strongly share for New Zealand.

    “I will also spend a couple of days in Houston, Texas, the home of affordable housing in the United States. My engagements will focus on conversations with government agencies and local experts about their planning system and funding and financing tools which have seen the city make significant gains in delivering affordable housing.

    “The Government’s ‘Going for Housing Growth’ policy draws lessons from the flexible land markets enabled by a liberal planning system in jurisdictions like Texas and I am looking forward to discussing this with local experts.”

    WHAT: Workers First Union Uber drivers will be rallying outside the Supreme Court on Tuesday morning as Uber’s appeal begins in Wellington over a 2022 Employment Court case that found four drivers had been misclassified as contractors rather than employees of the company.

    WHY:
    Dennis Maga, Workers First Union General Secretary, said that the Uber case, which had first been won by drivers in 2022, was the most significant employment case in recent New Zealand history and would have major ramifications for contractors and the ‘gig economy’.
    “The Employment Court and the Court of Appeal have already ruled that Uber drivers should be entitled to real employment protections like a minimum wage, sick leave, and the right to bargain collectively with Uber over wages and conditions as they already have to do in many overseas jurisdictions,” said Mr Maga.
    “Uber’s entire strategy is to misclassify themselves as a ‘tech company’ rather than a transport provider, to misclassify drivers as independent contractors, and to mislead politicians with bad faith arguments about “flexibility” to limit their responsibility to our country and economy.”
    “Uber drivers deserve real employment protections, and we sincerely hope that the Supreme Court will scrutinise the company’s arguments carefully and reaffirm the standard set in the Employment Court’s original verdict.”
    Mr Maga said hundreds of Uber drivers have joined Workers First since the Employment Court’s 2022 verdict and the union has lodged backpay claims for underpaid wages and leave on their behalf.

  • MIL-OSI Security: Arrest landmark for Met officers using Live Facial Recognition

    More than 1,000 wanted criminals have now been arrested by the Metropolitan Police Service using Live Facial Recognition (LFR), including paedophiles, rapists and violent robbers.

    Among these arrests are more than 100 individuals allegedly involved in serious violence against women and girls (VAWG) offences such as strangulation, stalking, domestic abuse, and rape.

    The Met is taking the lead in utilising this technology to make London safer, using it to identify and apprehend offenders that pose a significant risk to its communities. Of those arrested, a total of 773 have been charged or cautioned.

    These offenders may otherwise have remained unlawfully at large, posing a continued threat to the public and taking up much more officer time to locate them.

    LFR is helping to apprehend wanted criminals in London and catch those who are breaking bail conditions without the need for extensive police resources or frequent visits.

    Lindsey Chiswick, lead for LFR at the Met and nationally, said:

    “This milestone of 1,000 arrests is a demonstration of how cutting-edge technology can make London safer by removing dangerous offenders from our streets.

    “Live Facial Recognition is a powerful tool, which is helping us deliver justice for victims, including those who have been subjected to horrendous offences, such as rape and serious assault.

    “It is not only saving our officers’ valuable time but delivering faster, more accurate results to catch criminals – helping us be more efficient than ever before.”

    Each deployment is made up of an LFR team as well as a number of neighbourhood officers in the vicinity to talk to those identified and make necessary arrests.

    LFR interventions don’t always result in arrest. The tool is often used to stop people who are flagged from the watchlist who have conditions imposed by the courts. These might include registered sex offenders and those convicted of stalking, among others.

    These interventions are crucial as they are another way of police ensuring people are adhering to their conditions. In turn, communities are kept safer as a result.

    The technology allows officers to catch offenders breaking their conditions which otherwise may have gone unnoticed. This is a unique and revolutionary way of policing.

    In London, a breach of conditions has been identified 21% of the time.

    In total, 93 registered sex offenders have been arrested by Met officers as part of the 1,035 arrests seen since the start of 2024 using LFR.

    Case studies

    On Friday, 10 January, a police van with LFR was operating in the Denmark Hill area, when cameras alerted officers to 73-year-old David Cheneler as being a registered sex offender. Upon being stopped by officers, he was found to be with a six-year-old girl.

    Further checks confirmed he was in breach of his Sexual Harm Prevention Order (SHPO ), which prevented him from being alone with a child under the age of 14.

    He was arrested and taken into custody.

    David Cheneler, 73 (05.04.52), of Lewisham, appeared at Kingston Crown Court on Tuesday, 20 May, where he was sentenced to two years’ imprisonment.

    He pleaded guilty at Wimbledon Magistrates’ Court on Monday, 13 January to breaching the conditions of his SOPO, as well as possessing an offensive weapon.

    On Friday, 10 January 2025, police were called to a report of a robbery at a restaurant on Uxbridge Road, Hayes.

    Adenola Akindutire posed as a buyer of a rolex watch on Facebook marketplace. When he met up with the seller, Akindtire produced a machete, attacked the seller, and stole the watch. The victim, a man in his 30s, sustained life-changing injuries.

    Akindutire was then linked to another incident, with similar circumstances, on Monday, 16 December 2024.

    Akindutire was released on bail.

    On Tuesday, 15 April 2025, Akindtire was stopped during a Live Facial Recognition operation in Stratford and arrested. He produced a false passport in an attempt to evade the arrest.

    Comparison with previous custody images confirmed his true identity and he was arrested. Akindutire could have otherwise evaded arrest and still be unlawfully at large if it wasn’t for the LFR alert.

    Akindutire, 22 (15.04.2003), of no fixed address, was charged and pleaded guilty to robbery, attempted robbery, grievous bodily harm, possession of a false identity document and two counts of possession of a bladed article when he appeared at Isleworth Crown Court on Wednesday, 14 May 2025.

    He is due to be sentenced at Isleworth Crown Court on Friday, 22 August 2025.

    On Friday, 23 May, an LFR deployment in Dalston Kingsland alerted when Darren Dubarry walked past.

    Dubarry was wanted for theft and when searched by officers at the deployment, was in possession of designer clothing which was stolen from Stratford earlier that day.

    The use of LFR in this case not only identified a wanted offender but caught him in the act of committing another offence. He was arrested by officers and later charged.

    Dubarry, 50 (30.07.1974), of Stewart Road, Stratford, pleaded guilty to handling stolen goods on Saturday, 24 May at East London Magistrates’ Court, where he was issued with a £120 fine, and a £48 victim surcharge.

    How does LFR work?

    The cameras capture live footage of people passing by and compare their faces against a bespoke watchlist of wanted offenders.

    If a match is detected, the system generates an alert. An officer will then review the match and decide if they wish to speak with the individual.

    Met officers conduct further checks, such as reviewing court orders or other relevant information, to determine if the person is a suspect.

    Importantly, an alert from the system does not automatically result in an arrest – officers make a decision about whether further action is necessary following engagement.

    The Met has also implemented robust safeguards in its use of LFR.

    For example, if a member of the public walks past an LFR camera and is not wanted by the police, their biometrics are immediately and permanently deleted.

    The Met continues to engage with residents and councillors across London.

    These sessions provide an open platform for discussion, allowing The Met to explain how LFR works, the intelligence-led process behind deployments, and the safeguards in place to protect people’s rights to privacy.

    The world’s biggest multilateral climate fund said it will make its largest ever series of investments and speed up dealmaking as it looks to help poorer nations respond to global warming.

    The Green Climate Fund’s plan to release about $1.2 billion for 17 projects mostly in Asia and Africa follows approval by shareholders including the United States at a meeting this week, against a fractious political backdrop that has seen development aid slashed.

    Official development assistance could fall 17% this year after a 9% drop in 2024, the OECD said in a June report, led by hefty cuts to U.S. aid by President Donald Trump.

    “At a time when collective climate action is more needed than ever, GCF is stepping up to deliver on its mandate,” GCF Co-Chair Seyni Nafo said in a statement.

    The GCF disbursement includes $227 million for an initiative to expand green bond markets in 10 countries. Green bond markets are where companies raise capital for projects that limit climate change or otherwise benefit the environment.

    In South Asia, it will invest $200 million in the India Green Finance Facility to scale renewables and energy efficiency, while in East Africa it will invest $150 million in the food system to support nearly 18 million people.

    All the projects will bring the GCF investment portfolio to $18 billion across 133 countries. So far, countries have pledged $29.9 billion to the GCF and paid in $21 billion.

    As well as releasing more money, the GCF board also approved plans to speed up its work with partner organisations, which can include accredited entities like other multilateral lenders and so-called Direct Access Entities in developing countries.

    From an average 30 months to accredit a DAE, the aim is to shorten the time to nine months or less by overhauling its procedures, including carrying out much of the due diligence at the project stage.

  • No progress at all, Trump says after phone call with Putin

    U.S. President Donald Trump said on Thursday that a phone call earlier in the day with Vladimir Putin resulted in no progress at all on efforts to end the war in Ukraine, while a Kremlin aide said the Russian president reiterated that Moscow would keep pushing to solve the conflict’s “root causes.”

    The two leaders did not discuss a recent pause in some U.S. weapons shipments to Kyiv during the nearly hour-long conversation, according to a readout provided by Putin aide Yuri Ushakov.

    U.S. attempts to end Russia’s war in Ukraine through diplomacy have largely stalled, and Trump has faced growing calls – including from some Republicans – to increase pressure on Putin to negotiate in earnest.

    Within hours of the call’s conclusion, an apparent Russian drone attack sparked a fire in an apartment building in a northern suburb of Kyiv, Ukrainian officials said, indicating little change in the trajectory of the conflict.

    In Kyiv itself, witnesses reported explosions and sustained heavy machine-gun fire as air defense units battled drones over the capital, while Russian shelling killed five people in the eastern part of the country.

    “I didn’t make any progress with him at all,” Trump told reporters in brief comments at an air base outside Washington, before departing for a campaign-style event in Iowa.

    Ukrainian President Volodymyr Zelenskiy, meanwhile, told reporters in Denmark earlier in the day that he hopes to speak to Trump as soon as Friday about the ongoing pause in some weapons shipments, which was first disclosed earlier this week.

    Trump, speaking to reporters as he left Washington for Iowa, said “we haven’t” completely paused the weapons flow but blamed his predecessor, Joe Biden, for sending so many weapons that it risked weakening U.S. defenses.

    “We’re giving weapons, but we’ve given so many weapons. But we are giving weapons. And we’re working with them and trying to help them, but we haven’t. You know, Biden emptied out our whole country giving them weapons, and we have to make sure that we have enough for ourselves,” he said.

    The diplomatic back-and-forth comes as the U.S. has paused shipments of certain critical weapons to Ukraine due to low stockpiles, just as Ukraine faces a Russian summer offensive and increasingly frequent attacks on civilian targets.

    Putin, for his part, has continued to assert he will stop his invasion only if the conflict’s “root causes” have been addressed – Russian shorthand for the issue of NATO enlargement and Western support for Ukraine, including the rejection of any notion of Ukraine joining the NATO alliance.

    Russian leaders are also angling to establish greater control over political decisions made in Kyiv and other Eastern European capitals, NATO leaders have said.

    The pause in U.S. weapons shipments caught Ukraine off-guard and has generated widespread confusion about Trump’s current views on the conflict, given his statement just last week that he would try to free up a Patriot missile defense system for use by Kyiv.

    Ukrainian leaders called in the acting U.S. envoy to Kyiv on Wednesday to underline the importance of military aid from Washington, and caution that the pause in U.S. weapons shipments would weaken Ukraine’s ability to defend against intensifying Russian air strikes and battlefield advances.

    The Pentagon’s move has meant a cut in deliveries of the Patriot defense missiles that Ukraine relies on to destroy fast-moving ballistic missiles, Reuters reported on Wednesday.

    Ushakov, the Kremlin aide, said that while Russia was open to continuing to speak with the U.S., any peace negotiations needed to occur between Moscow and Kyiv.

    That comment comes amid some indications that Moscow is trying to avoid a trilateral format for any potential peace negotiations. The Russians asked American diplomats to leave the room during such a meeting in Istanbul in early June, Ukrainian officials have said.

    Trump and Putin did not talk about a face-to-face meeting, Ushakov said.
