  • MIL-OSI Analysis: Sudan: foreign interests are deepening a devastating war – only regional diplomacy can stop them

    The war between the Sudanese Armed Forces and the Rapid Support Forces has raged since April 2023. It’s turned Sudan into the site of one of the world’s most catastrophic humanitarian and displacement crises.

    At least 150,000 people have been killed. More than 14 million have been displaced, with over 3 million fleeing to neighbouring countries like Chad, Ethiopia and South Sudan. Once a vibrant capital city, Khartoum is now a “burnt-out shell”.

    This devastating war, rooted in long-standing ethnic, political and economic tensions, has been compounded by what international and regional actors have done and failed to do. As Amnesty International notes, the international response remains “woefully inadequate”.

    The problem lies in the fact that external involvement has not been neutral. Instead of halting the conflict, many external players have complicated it. In some cases, international interventions have escalated it.

    More than 10 countries across Africa, the Middle East and Asia have been drawn into Sudan’s war. This has turned it into a proxy conflict that reflects the interests of external actors, such as Egypt, Turkey and Saudi Arabia.

    Several actors have taken sides.

    Saudi Arabia, for instance, backs the Sudanese army. The United Arab Emirates (UAE) is alleged to support the paramilitary Rapid Support Forces. Egypt, citing historical ties, backs the army. For their part, Ethiopia and Eritrea reportedly support the paramilitary group. Chad has been accused of facilitating arms shipments to the Rapid Support Forces via its eastern airports. Russia, Ukraine, Turkey and Iran have also been linked to diplomatic and military support to Sudan’s army.

    These geopolitical entanglements have made peace nearly impossible, deepening the conflict instead of resolving it.

    I have studied Africa’s governance failures for more than 30 years, from military elites and coups to state capture and political instability. Based on this, my view is that Sudan’s conflict cannot be resolved without serious international commitment to neutrality and peace.

    The involvement of foreign actors on opposing sides must be reversed. International involvement must be premised on helping the Sudanese people develop the capacity to resolve governance problems themselves.

    For this to happen, regional diplomacy must be stepped up. The African Union must assert its legitimacy and take the lead in addressing this challenging crisis. It can do this by putting pressure on member states to ensure that any ceasefire agreements are enforced.

    The East African Community and the Intergovernmental Authority on Development can provide assistance in securing a peace agreement and ensuring it’s enforced. Members of these continental organisations can encourage external actors to limit their intervention in Sudan to activities that promote democratic governance and sustainable development.

    The African Union

    The African Union should play a central role in bringing peace to Sudan. But its absence has been conspicuous.

    Despite adopting the “African solutions to African problems” mantra, the African Union has neither held Sudan’s warlords accountable nor put in place adequate civilian protection measures.

    First, it could have worked closely with the UN to deploy a mission to Sudan with a mandate to protect civilians, monitor human rights (especially the rights of women and girls), assist in the return of all displaced persons and prevent any further attacks on civilians.

    Second, the African Union could have sent an expert group to investigate human rights violations, especially sexual violence. The results could have been submitted to the union’s Peace and Security Council for further action.

    Third, the African Union could have worked closely with regional and international actors, including the Arab League. This would ensure a unified approach to the conflict, based on the interests of Sudanese people for peace and development.

    Finally, the AU could have addressed the root causes of Sudan’s conflicts, which include extreme poverty, inequality, political exclusion and economic marginalisation.

    The African Union could also make use of the insights and knowledge gleaned by African leaders like Kenya’s William Ruto and Egypt’s Abdel Fattah el-Sisi, who have attempted to mediate, but have failed. The AU should also use the political expertise of elder statesmen, such as Thabo Mbeki, Moussa Faki and Olusegun Obasanjo, to help address the conflict and humanitarian crisis.

    The United Arab Emirates

    The UAE is alleged to back the paramilitary troops in the war. In recent years, the UAE has become increasingly involved in African conflicts. It has supported various factions to conflicts in the Horn of Africa, the Sahel region and Libya.

    Its increased involvement in Africa is driven by several strategic interests. These include fighting terrorism, securing maritime routes, and expanding its trade and influence.

    In 2009, the UAE helped Sudan mediate its border conflict with Chad. The UAE supported the ouster of Omar al-Bashir in April 2019, as well as Sudan’s transitional military council.

    In 2021, the UAE signed a strategic partnership with Sudan to modernise its political institutions and return the country to the international community. The UAE has stated that it has taken a neutral position in the present conflict. However, on 6 March 2025, Sudan brought a case against the UAE to the International Court of Justice. It accused the UAE of complicity in genocide, alleging that the UAE “has been arming the RSF with the aim of wiping out the non-Arab Massalit population of West Darfur.”

    The United States

    During his first term, US president Donald Trump spearheaded the Abraham Accords. These agreements were aimed at normalising relations between Israel and several Arab countries, including Sudan. Subsequently, Sudan was removed from the US list of state sponsors of terrorism.

    The accords appeared to have brought Khartoum closer to Washington. They provided avenues for the type of engagement that could have placed it in good stead when Trump returned to the White House in 2025.

    However, Sudan’s internal political and economic instability, including the present civil war, has complicated the situation.

    The Abraham Accords were a significant foreign policy achievement for Trump. A peaceful, democratically governed, and economically stable and prosperous Sudan could serve as the foundation for Trump’s “circle of peace” in the Middle East.

    But Trump and his administration are preoccupied with other domestic and foreign policy priorities. During his May 2025 visit to Saudi Arabia, Trump did not officially address the conflict in Sudan. Instead, he placed emphasis on securing business deals and investments.

    The European Union

    The European Union has strongly condemned the violence and the atrocities committed during the war in Sudan, especially against children and women. The organisation has appealed for an immediate and lasting ceasefire while noting that Sudan faces the “most catastrophic humanitarian crisis of the 21st century”.

    Unfortunately, member countries will remain preoccupied with helping Ukraine, especially given the growing uncertainty in Washington’s relationship with the authorities in Kyiv.

    The preoccupation and focus of the EU and the US on Gaza, Ukraine and Iran may, however, be underestimating the geopolitical risks Sudan’s war is generating.

    A peaceful and democratically governed Sudan can contribute to peace not just in the region, but also in many other parts of the world.

    What now?

    To end Sudan’s war and prevent future ones, international and African actors must do more than issue statements. They must act coherently, collectively and with genuine commitment to the Sudanese people’s right to peace, democratic governance and sustainable development.

    Democracy and the rule of law are key to peaceful coexistence and sustainable development in Sudan. However, establishing and sustaining institutions that enhance and support democracy is the job of the Sudanese people. The external community can provide the financial support that Sudan is likely to need. It can also support the strengthening of electoral systems, civic education and citizen trust in public institutions.

    IAA hosts online Adviser Conference with record attendance

    With nearly 800 professionals in attendance, the event offered valuable opportunities to learn from sector experts and engage with IAA leaders.

    The Immigration Advice Authority (IAA) brought together nearly 800 registered advisers, organisations, sector experts, and key stakeholders to its annual Adviser Conference, held virtually on Tuesday 24 June.

    The event provided attendees with essential updates on the immigration advice landscape, covering regulatory changes, emerging trends, and government developments that will shape the future of the sector.

    Heather Laing, Chief Executive, said:

    Our Adviser Conference is a unique opportunity to share best practice, learn from the experiences of others, and gain valuable insights from across the immigration advice sector.

    It was fantastic to see so many gather for our annual event. By coming together, we continue to grow as professionals and strengthen the support we provide to those who need it most.

    British industry to benefit from billions in government spending under new plans to protect national security

    Government will back British industries such as energy, steel and cyber – giving them more of the £400bn spent on government procurement each year and protecting our national security.

    • British industries such as energy, steel and cyber are set to get more money from government spending under new plans being considered to protect UK national security.
    • Central government departments will be told to consider UK-made steel for all public projects, and use exemptions for buying rules wherever possible to support steel makers, in new guidance issued today.
    • New rules would also ensure the public sector excludes companies that have failed to pay small businesses on time.

    Government will back British industries such as energy, steel and cyber – giving them more of the £400bn spent on government procurement each year and protecting our national security.

    A consultation launching today will consider new rules to give the government greater power to back our national security through government buying and ensure the country retains a strong, homegrown industrial base.

    The plans will allow Ministers to designate certain UK industries as nationally important to protecting UK national security – as part of our Plan for Change to secure Britain’s future.

    Current rules require public sector buyers to consider bids from overseas suppliers that can undercut UK firms. Under the new designation, public sector buyers will be able to avoid normal buying rules to support national security, and award contracts to our industries. 

    Chancellor of the Duchy of Lancaster, Pat McFadden said:

    Strong industry is essential to our national security. The new rules being considered  will give us the power to protect our national industries, ensuring more money goes to them as we buy goods and services in government.

    Our reforms will boost growth and ensure British industry is supported to deliver national security and our Plan for Change.

    The move aims to harness the £400 billion spent by central Government each year on everyday products and services to boost British business – as the government rebuilds the country in a decade of national renewal and delivers the Plan for Change. 

    The changes come following the publication of the government’s Industrial Strategy which set out a ten year plan to boost investment, skills and jobs and reduce the energy costs for business and industry.

    New guidance will also require Government departments to consider UK-made steel in all future public projects, including those that form part of the £725bn of UK infrastructure spending over the next 10 years.

    Industry Minister Sarah Jones said:

    This is the latest win for our Steel Strategy, supporting jobs across the UK and building on the launch of our modern Industrial Strategy which will cut energy costs for steel firms.

    By strengthening our procurement to back British industry, we’ll not only bolster national security but drive growth by filling up companies’ order books across the UK. Supported by up to £2.5 billion, our upcoming Steel Strategy will set out how we’ll boost growth and investment in the sector even further.

    Cracking down on late payment and supporting SMEs

    The new rules will also ensure public sector buyers exclude companies that cannot evidence a good record of paying businesses in their supply chains promptly and on time. 

    Prompt payment is vital to a small business’ success, as they work to tight margins. By ensuring government supply chains are paying them quickly and on time we can remove uncertainty and fuel growth.

    Alongside prompt payments, new rules will be introduced that would require all large contracting bodies to set three year targets for SME spending. 

    The government previously announced that Government departments would have targets, and this expands that requirement to the wider public sector. Further prioritising and boosting spending with SMEs.

  • MIL-OSI United Kingdom: George Street and First New Town project passes crucial milestone

    A full design for the George Street and First New Town project, has been approved by the Transport and Environment Committee.

    The report discusses the completion of the Royal Institute of British Architects (RIBA) Stage 4 Technical Design. The progression of this stage has led to a revised overall cost estimate of £35.07m, representing a saving of over £4.3m on previous estimates.

    The wider project was included to proceed under the City Mobility Plan Prioritisation programme in May 2025, following a rigorous assessment of feasibility.

    The full design will contain the following features:

    • Plans for natural stone material throughout (including yorkstone slabs on the footway, re-laid traditional setts in the parking areas, whinstone kerbs and setts on the carriageway). 
    • Dwell zones with incorporated raised planters and seating.
    • Eight trees (four at the Charlotte Square end, four at the St Andrew Square end) along with low-level planting within a Sustainable Urban Drainage System (SuDs), linking to the existing drainage system.  
    • Full suite of Hostile Vehicle Measures (HVM) at all junctions and associated utility diversions.

    Under the current timeline, construction is due to begin in Autumn 2027 and take approximately two years with a further one-year defect period.   

    The appropriate road orders will now be implemented before moving on to final budget confirmation and ultimately to RIBA Stage 4B (Tender) and securing of statutory consents. Final approval will then be sought to proceed to RIBA Stage 5 (Construction).

    The death toll from the devastating floods that struck the Eastern Cape earlier this month has risen to 101, the provincial government confirmed on Thursday.

    Briefing the media on the provincial government’s response to the June disaster incident on Thursday, Cooperative Governance and Traditional Affairs (CoGTA) MEC, Zolile Williams, said the victims include 63 adults and 38 children, with 32 children identified as learners, while two remain missing.

    The OR Tambo and Amathole Districts remained the most severely affected areas due to loss of lives and the displacement of families, damaged infrastructure, livestock losses and learners missing examinations.  

    “The OR Tambo District alone accounts for 77 of the deceased, with Amathole District 10, Alfred Nzo District five, Chris Hani District five, Joe Gqabi District two, and Sarah Baartman District two,” Williams said.

    He also noted that among those who lost their lives include public servants, who were the first responders.

    Ongoing relief efforts

    The MEC said the provincial government remains in the first phase of disaster management response, including Immediate Response and Humanitarian Relief, which is characterised by the provisions made to ensure that all affected people are safe and basic needs are met.

    He noted that the provincial government has activated response systems, enabled through the District Development Model (DDM) approach, and in line with National Disaster Response Standard Operating Procedures, as well as in collaboration with non-governmental organisations and the private sector.

    Humanitarian partners include Gift of the Givers, Al Imdaad Foundation, the Black Coffee Foundation, and Asfraful Aid. Corporates such as Old Mutual, MTN, and local businesses and supermarkets continues to reach communities whose homes and belongings were destroyed by the floods.

    “These collaborations underscore the power of public-private partnerships in responding swiftly to emergencies,” Williams said.

    Williams also acknowledged ongoing support from ordinary citizens who have extended a helping hand to those in need, including those whose presence and contributions have brought hope and comfort to the affected families during this time of need.

    He said government continues to appeal for continued support from the private sector, businesses, and individuals to assist with donations of food, clothing, blankets, furniture, and other essentials. Some affected families have commenced laying their loved ones to rest.  

    “Burial support that is being provided has been made possible by AVBOB who have pledged to offer the storage of the bodies, burial services and transportation of the human remains to the area identified by the family for burial.

    “From today, we are expecting that 31 of the bodies will be buried across the provinces and this includes two learners from Jumba Senior Secondary School who are being buried in Ngqeleni, as well as Nomonde Ntlabathi, who was an Enrolled Nursing Assistant at Bedford Orthopedic Hospital, who will be buried in Centane on Saturday, together with her three grandchildren,” Williams said.

    Through the Department of Education and South African Social Security Agency (SASSA), government has also provided financial assistance to the families to assist with funerals preparations.

  • ECI initiates delisting of 345 unrecognized political parties

    The Election Commission of India (ECI) on Thursday launched proceedings to delist 345 Registered Unrecognized Political Parties (RUPPs) that have failed to contest a single election since 2019 and whose offices could not be physically located. These parties, spread across various States and Union Territories, are part of a nationwide cleanup effort to streamline the political system.

    The ECI, which oversees the registration of over 2,800 RUPPs under Section 29A of the Representation of the People Act, 1951, noted that many of these parties have not met the essential requirement of participating in elections. Registered political parties enjoy privileges such as tax exemptions, making compliance with these conditions critical. To ensure fairness, the ECI has instructed Chief Electoral Officers (CEOs) of the respective States and UTs to issue show-cause notices to the identified RUPPs. These parties will be given an opportunity to present their case in hearings before the CEOs, with the final decision on delisting resting with the ECI.

    This initiative, the first phase of a broader exercise, aims to remove parties that have neither contested Lok Sabha, State/UT Legislative Assembly elections, nor bye-elections since 2019, and those that could not be traced physically. .

    A Utah entrepreneur was sentenced today to 18 months’ imprisonment after he fraudulently obtained $628,307 from a COVID-19 Paycheck Protection Program (PPP) Loan in 2021 by submitting a fraudulent loan application in the name of his business.

    The COVID-19 PPP Loans were provided to small businesses for funding to meet specific obligations, including payroll and rent during the pandemic.

    Marcelo Federico Torre, 42, of Draper, Utah, pleaded guilty to wire fraud, and possession of stolen mail on April 10, 2025. In addition to his sentence, and credit for time served, Senior U.S. District Court Judge Clark Waddoups sentenced Torre to three years’ supervised release and ordered him to pay $628,307 in restitution. Torre also forfeited a money judgement in the amount of $628,307.

    According to court documents and statements made at Torre’s change of plea and sentencing hearings, from April 27, 2021 to May 5, 2021, Torre fraudulently submitted a PPP Loan application through U.S. Bank for approximately $628,307 on behalf of his company, Offerworks Inc., a company he owned and controlled. By fraudulently submitting the Loan application, he lied to U.S. Bank and the United States government in order to be approved for the PPP Loan. Some of the false statements Torre made on the PPP Loan application included that his company, Offerworks Inc., had been in operation as of February 15, 2020, when it had not; his company had 37 employees, when it did not; and that Offerworks Inc., had an average monthly payroll of $251,323 in 2020, when it did not.

    “The amount of money Mr. Torre stole from the U.S. government and taxpayers, which was intended to keep businesses open and provide salaries for employees and their families during the COVID-19 pandemic, is significant and his fraud and will not go unpunished,” said Acting U.S. Attorney Felice John Viti of the District of Utah. “It is our hope Mr. Torre’s sentence will deter him and others who seek to take criminal advantage of government programs meant to help honest and hardworking business owners and their employees during a crisis.”

    The case was investigated jointly by the U.S. Postal Investigation Service, Draper City Police Department, U.S. Probation and Pretrial Services Office, Salt Lake City Police Department, Internal Revenue Service – Criminal Investigation Division, U.S. Small Business Administration – Office of Inspector General (SBA-OIG), and the U.S. Treasury Inspector General for Tax Administration (TIGTA).

    Assistant United States Attorney Todd C. Bouton of the U.S. Attorney’s Office for the District of Utah prosecuted the case.

    Paycheck Protection Program (PPP)

    The Fraud Section leads the Criminal Division’s prosecution of fraud schemes that exploit the Paycheck Protection Program (PPP). Since the inception of the CARES Act, the Fraud Section has prosecuted over 150 defendants in more than 95 criminal cases and has seized over $75 million in cash proceeds derived from fraudulently obtained PPP funds, as well as numerous real estate properties and luxury items purchased with such proceeds.   • MIL-OSI Analysis: Believe it or not, there was a time when the US government built beautiful homes for working-class Americans to deal with a housing shortage

    In 1918, as World War I intensified overseas, the U.S. government embarked on a radical experiment: It quietly became the nation’s largest housing developer, designing and constructing more than 80 new communities across 26 states in just two years.

    These weren’t hastily erected barracks or rows of identical homes. They were thoughtfully designed neighborhoods, complete with parks, schools, shops and sewer systems.

    In just two years, this federal initiative provided housing for almost 100,000 people.

    Few Americans are aware that such an ambitious and comprehensive public housing effort ever took place. Many of the homes are still standing today.

    But as an urban planning scholar, I believe that this brief historic moment – spearheaded by a shuttered agency called the United States Housing Corporation – offers a revealing lesson on what government-led planning can achieve during a time of national need.

    Government mobilization

    When the U.S. declared war against Germany in April 1917, federal authorities immediately realized that ship, vehicle and arms manufacturing would be at the heart of the war effort. To meet demand, there needed to be sufficient worker housing near shipyards, munitions plants and steel factories.

    So on May 16, 1918, Congress authorized President Woodrow Wilson to provide housing and infrastructure for industrial workers vital to national defense. By July, it had appropriated US$100 million – approximately $2.3 billion today – for the effort, with Secretary of Labor William B. Wilson tasked with overseeing it via the U.S. Housing Corporation.

    Over the course of two years, the agency designed and planned over 80 housing projects. Some developments were small, consisting of a few dozen dwellings. Others approached the size of entire new towns.

    For example, Cradock, near Norfolk, Virginia, was planned on a 310-acre site, with more than 800 detached homes developed on just 100 of those acres. In Dayton, Ohio, the agency created a 107-acre community that included 175 detached homes and a mix of over 600 semidetached homes and row houses, along with schools, shops, a community center and a park.

    Designing ideal communities

    Notably, the Housing Corporation was not simply committed to offering shelter.

    Its architects, planners and engineers aimed to create communities that were not only functional but also livable and beautiful. They drew heavily from Britain’s late-19th century Garden City movement, a planning philosophy that emphasized low-density housing, the integration of open spaces and a balance between built and natural environments.

    Importantly, instead of simply creating complexes of apartment units, akin to the public housing projects that most Americans associate with government-funded housing, the agency focused on the construction of single-family and small multifamily residential buildings that workers and their families could eventually own.

    This approach reflected a belief by the policymakers that property ownership could strengthen community responsibility and social stability. During the war, the federal government rented these homes to workers at regulated rates designed to be fair, while covering maintenance costs. After the war, the government began selling the homes – often to the tenants living in them – through affordable installment plans that provided a practical path to ownership.

    Though the scope of the Housing Corporation’s work was national, each planned community took into account regional growth and local architectural styles. Engineers often built streets that adapted to the natural landscape. They spaced houses apart to maximize light, air and privacy, with landscaped yards. No resident lived far from greenery.

    In Quincy, Massachusetts, for example, the agency built a 22-acre neighborhood with 236 homes designed mostly in a Colonial Revival style to serve the nearby Fore River Shipyard. The development was laid out to maximize views, green space and access to the waterfront, while maintaining density through compact street and lot design.

    At Mare Island, California, developers located the housing site on a steep hillside near a naval base. Rather than flatten the land, designers worked with the slope, creating winding roads and terraced lots that preserved views and minimized erosion. The result was a 52-acre community with over 200 homes, many of which were designed in the Craftsman style. There was also a school, stores, parks and community centers.

    Infrastructure and innovation

    Alongside housing construction, the Housing Corporation invested in critical infrastructure. Engineers installed over 649,000 feet of modern sewer and water systems, ensuring that these new communities set a high standard for sanitation and public health.

    Attention to detail extended inside the homes. Architects experimented with efficient interior layouts and space-saving furnishings, including foldaway beds and built-in kitchenettes. Some of these innovations came from private companies that saw the program as a platform to demonstrate new housing technologies.

    One company, for example, designed fully furnished studio apartments with furniture that could be rotated or hidden, transforming a space from living room to bedroom to dining room throughout the day.

    To manage the large scale of this effort, the agency developed and published a set of planning and design standards − the first of their kind in the United States. These manuals covered everything from block configurations and road widths to lighting fixtures and tree-planting guidelines.

    The standards emphasized functionality, aesthetics and long-term livability.

    Architects and planners who worked for the Housing Corporation carried these ideas into private practice, academia and housing initiatives. Many of the planning norms still used today, such as street hierarchies, lot setbacks and mixed-use zoning, were first tested in these wartime communities.

    And many of the planners involved in experimental New Deal community projects, such as Greenbelt, Maryland, had worked for or alongside Housing Corporation designers and planners. Their influence is apparent in the layout and design of these communities.

    A brief but lasting legacy

    With the end of World War I, the political support for federal housing initiatives quickly waned. The Housing Corporation was dissolved by Congress, and many planned projects were never completed. Others were incorporated into existing towns and cities.

    Yet, many of the neighborhoods built during this period still exist today, integrated in the fabric of the country’s cities and suburbs. Residents in places such as Aberdeen, Maryland; Bremerton, Washington; Bethlehem, Pennsylvania; Watertown, New York; and New Orleans may not even realize that many of the homes in their communities originated from a bold federal housing experiment.

    The Housing Corporation’s efforts, though brief, showed that large-scale public housing could be thoughtfully designed, community oriented and quickly executed. For a short time, in response to extraordinary circumstances, the U.S. government succeeded in building more than just houses. It constructed entire communities, demonstrating that government has a major role and can lead in finding appropriate, innovative solutions to complex challenges.

    At a moment when the U.S. once again faces a housing crisis, the legacy of the U.S. Housing Corporation serves as a reminder that bold public action can meet urgent needs.

    For a wide range of people

    — We are holding the first amateur rafting competitions in Russia under the auspices of the federation. Until now, during the 25 years of the existence of the Rafting Federation, competitions were held exclusively in the sports variation. These are technically complex competitions with many disciplines and a high entry threshold. People who are currently involved in rafting are students of sports schools or Olympic schools who have dedicated their entire lives to this sport. Despite the fact that the federation has existed and developed for a long time, there is a very small influx of new people here. It is difficult to master a raft on rough water, and in the competition format it becomes almost impossible.

    We have completely rewritten the rules of sport rafting, adapted them for people who are not involved in sports. Now we want to attract university teams, as well as participants in the Moscow government project “Moscow Longevity” – older people who have never encountered rowing or active sports in their lives. They have the opportunity to touch our favorite business and compete with each other on equal terms.

    Unique competition venues

    — We will hold all stages of the amateur rafting league at the facilities of the Moscow Sports Committee, the Ministry of Sports, including the Olympic rowing facilities, which are not accessible just like that. For example, on May 24, we held competitions at the Olympic rowing canal, which took 10 years to build, was put into operation only last year and is still a facility exclusively for training and performances of the Russian Olympic teams. We received the unique right to be the first to represent our sport on the rowing canal, after us the facility will be put into full operation for amateur, professional, sports and commercial rafting.

    Contribution to the development of sports

    — At the moment, I am the president of the Moscow Rafting Federation and the founder of the rowing club “Academy”. I have been working towards the position of president of the federation for a long time, without even knowing it. And I got it due to my investments in professional sports, performances in the professional arena as a member of the Russian national team and due to social activities – creating conditions and infrastructure for sports. Now my club “Academy” has five branches, and in each of the branches we have created infrastructure opportunities for people to come and do rafting without buying their own equipment, without investing in any special preparation processes, trips, logistics, and so on. That is, we have given people the opportunity to do sports due to the fact that the water areas are currently fully prepared, we have written down all the regulations, formed a coaching staff and a methodological basis for training.

    Rafting for students

    — The first stage of the amateur league was attended by teams from top universities — the Higher School of Economics, RUDN, Bauman University, MGIMO. In the near future, we will organize a separate student amateur league. This is an opportunity to show the results of the university’s activities in comparison with other universities, its achievements and how the university cares for its students, what support it provides them.

    At the moment, I am a coach and trustee of the Higher School of Economics rafting team. I have maintained a fairly strong connection with the university, I am grateful to it for the education I received, for its contribution to my development as an individual, as a professional in my field. And I am very close to the attitude of the university, when you are perceived not only as a labor unit, but also as an individual. Therefore, when I had the opportunity to provide support, my choice fell on the student team. In this status, I myself was a member of the Russian national team. And in this status, I looked for sponsorship support, went to organizations, various enterprises. I know from experience how important it is for students to be accompanied by a mentor, to have someone senior, especially if he himself comes to them and offers various options for self-improvement, development, development. And all this is stretched by the red thread of our love for the university.

    HSE Team

    — The HSE team is made up of activists from the XSPORT sports club. Before meeting and interacting with me, the guys had been developing various volunteer activities, organizing sports events at the HSE, mass sports events both at the university’s venues and in the city environment.

    At the moment, the team is actively participating in the amateur rafting league. This is a cycle of five stages, which are combined into a general team standings. That is, the team wins the league based on the results of its performances at each of the five stages. During preparation for the league, the participants practice the technical features of raft control, we develop their general physical fitness, teach water safety, rowing techniques, biomechanics, sports physiology and carry out psychological training of rowers. Thus, this year the HSE team will have six official starts, held by the Moscow Rafting Federation. These are five stages of the amateur rafting league and the Moscow championship. If the team is selected for the capital team, we will take them to the Russian championship.

    Workout

    — Our training takes place at the bases of my rowing club, Academy. I conduct regular training for two Vyshka teams — women’s and men’s, 12 athletes. We work with them every Tuesday and Thursday from May 1, regardless of weather conditions, air and water temperature. We prepare with them to participate in the amateur league. And our main goal is the successful preparation of the team to compete in the Moscow Championship. If successful, the athletes will receive a title, ranks, and will be selected for our Moscow team. And this will be the first student crew, entirely formed from students of one university, which, I hope, will represent the interests of our city in the framework of official competitions under the Ministry of Sports.

    Why You Should Try Rafting

    — Rafting is a sport that combines several areas. It is an exclusively sports component, a competitive element. It is a journey, local history, because most of the rafting stages take place in the autonomous regions of our country, in mountainous areas, in places that are impossible to get to on purpose. Most often, these are glaciers, Altai, Karelia, the Caucasus. Areas that are sparsely populated, and it is very difficult to learn about them from any popular sources.

    In addition, people learn to work together. This is interaction, mutual support, motivation, sport through the prism of pleasure, when people come not only to row, but also to actively socialize.

    About plans for the future

    — My plan as the president of the Rafting Federation is to make this sport accessible, organize a full-fledged student league, a corporate league, combine student sports with professional sports, create a bridge between these two concepts and smoothly integrate people who have sincerely fallen in love with rowing with all their hearts into high-performance sports. If we talk about specific steps, this is filling our calendar with large, significant events, not just competitions, but sports festivals.

    As people make plans for the Canada Day weekend, it’s important to be prepared and stay safe as warm temperatures, dry conditions and wildfire risk continue in many parts of the province.

    People are encouraged to stay vigilant and up to date on local fire bans and restrictions and have an emergency plan in place that is shared with friends and family.

    People heading outdoors this weekend are reminded to plan ahead, carry safety gear and follow all instructions from local governments and First Nations. Before you head out, check ahead for road closures, evacuation alerts, evacuation orders and any fire prohibitions in effect.

    British Columbia continues to face prolonged drought in many regions, and below-average precipitation is contributing to increased wildfire and water supply concerns. Everyone is encouraged to use water efficiently and follow any local watering restrictions.

    Several open-burning prohibitions are in place around the province and will be updated as conditions change. People planning to have campfires should do so safely, following any local prohibitions. Avoid having a campfire when it’s windy, choose a proper fire pit or make a ring of rocks at least three metres from trees, shrubs, structures and debris, and do not leave a campfire unattended.

Create an emergency plan, pack a grab-and-go bag for each household member, including pets, and create an Emergency Support Services (ESS) profile through your BC Services Card app or at ess.gov.bc.ca. People are advised to make sure their home or tenant insurance includes wildfire protection, which can help with expenses like temporary accommodation and meals if there is a need to evacuate.

    The University of Connecticut has named three outstanding faculty members as Board of Trustees Distinguished Professors for the 2024–2025 academic year. This distinction is the highest honor the university confers on faculty and recognizes exceptional achievement in research, teaching, and service.

    This year’s honorees are:

    • Dr. Peter C. Albertsen, Division of Urology, School of Medicine
    • Professor Anne C. Dailey, School of Law
    • Dr. Luyi Sun, Department of Chemical & Biomolecular Engineering, College of Engineering

    The Board of Trustees Distinguished Professor title is awarded annually following a university-wide nomination process and a rigorous review by a faculty and student committee. Final selections are approved by the UConn Board of Trustees, which confirmed this year’s awardees at its June 25, 2025 meeting.

    “These faculty have each made a remarkable impact not only through their scholarship, but also through their commitment to their students and colleagues,” said Anne D’Alleva, Provost and Executive Vice President for Academic Affairs. “Their work strengthens our community, advances their fields, and reflects the excellence that defines UConn.”

    Dr. Peter C. Albertsen

    Dr. Peter C. Albertsen is a globally respected urologic oncologist whose research and leadership have transformed the understanding and management of prostate cancer. A faculty member at UConn Health since 1987, Dr. Albertsen’s work has shaped national and international treatment guidelines and spared tens of thousands of men from unnecessary surgery and radiation.

    He earned his undergraduate degree in biochemistry from Princeton University and his medical degree from Columbia University. He completed his surgical residency at Harvard and his urology training at the Brady Urological Institute at Johns Hopkins. He also holds a master’s degree in medical administration and preventive medicine from the University of Wisconsin.

    Dr. Albertsen was among the first to use population-based data to challenge prevailing assumptions about PSA screening and prostate cancer aggressiveness. His landmark publications, including a seminal article in Journal of the American Medical Association (JAMA), demonstrated that many prostate cancers grow slowly and do not require immediate treatment. These findings helped launch a global shift toward active surveillance, now a widely accepted standard of care. He has played key leadership roles in major trials in both the U.S. and the U.K., including serving as Chair of the Cause of Death Committee for the PLCO and ProtecT trials.

    He has authored more than 300 peer-reviewed articles and editorials, with over 17,000 citations and an h-index of 63, placing him in the top tier of urologic researchers. His research has been published in The New England Journal of Medicine, JAMA, and other leading journals, and has been supported by more than $5 million in external funding.

    As UConn’s Urology Residency Program Director for over 30 years, Dr. Albertsen has trained more than 60 residents, many of whom have gone on to leadership roles in academic medicine and beyond. A member of the UConn faculty since 1988, Professor Dailey has made transformative contributions to legal scholarship, education, and public service, with far-reaching influence across disciplines and institutions.

She has since become a pioneering figure in integrating psychoanalytic theory into legal analysis, most notably through her acclaimed book Law and the Unconscious: A Psychoanalytic Perspective, published by Yale University Press. This work received three prestigious honors: the Book Prize from the American Psychoanalytic Association, the Book Prize from the American Board and Academy of Psychoanalysis, and the Faculty Book Award from the UConn Humanities Institute.

    Professor Dailey’s scholarship is widely cited and influential. She is a member of the American Law Institute and the Association for the Study of Law, Culture and Humanities.

    She has held visiting faculty appointments at Yale, Harvard, and Penn Law Schools and has been named an Erikson Scholar at the Austen Riggs Center and a Fellow at the Katz Center for Advanced Judaic Studies at the University of Pennsylvania.

    The Portfolio Committee on Electricity and Energy received a briefing yesterday from the Department of Electricity and Energy on the Battery Energy Storage System Independent Power Producer Procurement Programme from the Minister of the department, Dr Kgosientsho Ramokgopa.

    The Minister told the committee that the engagement with the committee was to ensure accountability and transparency especially in the light of the recent allegations concerning conflicts of interest and procurement irregularities that have been levelled by the Umkhonto weSizwe (MKP) Party regarding the Battery Energy Storage Independent Power Producer Procurement Programme.

    The Minister stated that the department had nothing to hide hence it agreed to appear before the committee and brief it as per the request of the MKP that brought the allegations. The Minister said: “We welcome the scrutiny from both the members of the committee and the public regarding the procurement process for the Battery Energy Storage System (BESS).”

    He stressed the department’s commitment to ensuring that the procurement processes are upheld with the utmost integrity and fairness. “Our commitment to transparency is paramount. We must ensure that public resources are managed responsibly and that all stakeholders are held accountable,” said Dr Ramokgopa.

    The Minister and the senior departmental officials and the Independent Power Producer (IPP) officials provided a comprehensive overview of the BESS procurement process. The presentation outlined the objectives of the program, which includes enhancing energy security, promoting Black Economic Empowerment (BEE), and ensuring transparency in the procurement of private sector generation capacity.

    A key point of discussion amongst some committee members was the involvement of the former Chief Operating Officer of Eskom, who has been awarded a tender under the current IPP procurement process. Some committee members expressed concerns regarding the appropriateness of awarding contracts to an individual with such a recent history in a senior position at Eskom, questioning whether this could potentially lead to perceptions of favouritism or conflict of interest.

    Members of the committee highlighted the importance of maintaining public trust in the procurement process and said that stringent measures should be implemented to prevent any appearance of impropriety. The committee stressed that it is vital for the integrity of the procurement process to be upheld and for public confidence in the decisions made by the Department of Electricity and Energy to be restored.

    Members of the committee sought clarification on the governance mechanisms in place to verify declarations made by bidders, emphasising the need for due diligence beyond mere declarations to ensure compliance with BEE commitments. The committee questioned whether the procurement process had adequately considered the implications of awarding contracts to individuals with recent ties to Eskom.
    In response to these concerns, Dr Ramokgopa reiterated the government’s commitment to fostering a diverse and competitive energy market. He said: “We acknowledge that while we have made progress, there is still much work to be done to ensure that the benefits of these projects are shared equitably among all South Africans, particularly those from historically disadvantaged backgrounds.”

    Regarding the BESS procurement process the committee expressed concerns about the slow pace of the current IPP processes, questioning their effectiveness in contributing to industrialisation and economic growth in South Africa. In addition, members of the committee highlighted the perceived failure of the IPP process to create genuine long-term and sustainable transformation, particularly regarding the BEE within communities.

    The Portfolio Committee on Public Works and Infrastructure has called on entities within the Department of Public Works and Infrastructure portfolio to explore innovative solutions to improve their financial sustainability, rather than relying solely on the parent department for funding and bailouts.

    The committee today received a briefing from four public works entities on their 2025/26 annual performance plans and budget allocations. The entities include the Independent Development Trust (IDT), Agrément South Africa (ASA), the Construction Industry Development Board (CIDB), and the Council for the Built Environment (CBE).

    The committee expressed concerns over the absence of both the Minister and Deputy Minister of Public Works and Infrastructure from the meeting. Members of the committee were not pleased with the Minister’s backlog in oral and written questions. In addition, the committee also raised alarm over the continued lack of transparency regarding the costs associated with the Minister’s overseas travel, which remain undisclosed.

    Regarding the IDT, the committee raised serious concerns about the entity’s continued financial dependence on the department. Members of the committee questioned whether the entity has any concrete plans to improve its revenue-generating capacity and reduce its reliance on bailouts. The committee also urged the entity to promote inclusivity for categories of previously disadvantaged people, women, youth, and the people with disabilities.

    The committee further expressed concern over the high legal costs incurred by the IDT and recommended that the entity strengthens its internal capacity to mitigate litigation risks, especially during ongoing projects.

    The committee called on ASA to identify alternative revenue streams, as continued dependence on government funding is unsustainable. It criticised the weak transformation and job creation targets presented and called for bolder, measurable commitments. ASA’s ICT systems were also flagged and the committee encouraged the entity to work collaboratively with departments such as Human Settlements to broaden its impact. T

    The committee further urged ASA to establish testing sites and laboratories to ensure compliance with technical standards, noting that current operations do not adequately support this function.

    Committee Chairperson, Ms Caril Phiri, expressed concern over irregularities in contractor grading by the CIDB. She highlighted reports of contractors receiving higher grades without completing corresponding project scopes and urged CIDB to address and dispel public perceptions that grading statuses are being bought.

    The committee also raised alarm over the CIDB’s claim that contractors involved in the recent collapsed building in George were not registered with them, but rather with the National Home Builders Registration Council.

    The committee called for greater regulatory alignment and oversight between these entities, the national and provincial departments of human settlements, and all municipal councils to prevent such tragedies.

  • MIL-OSI Africa: Rwanda: African Development Bank kickstarts pioneering cable car project in Kigali

    The African Development Bank (www.AfDB.org) has approved a grant of $500,000 to undertake a feasibility study into the first phase of a cable car transport network in Kigali, that will be sub-Saharan Africa’s first aerial urban transit system.

    The funds, to be sourced from the Bank Group’s Urban and Municipal Development Fund (https://apo-opa.co/45CiDm9), are expected to help pave the way for the Kigali Urban Cable Car Project, a 5.5 km mobility initiative valued at $100 million and promising to ease the city’s traffic congestion, reduce greenhouse gas emissions, and connect underserved communities to jobs and essential services.

    The Urban and Municipal Development Fund (UMDF) is a trust fund hosted by the African Development Bank, which provides direct support to cities, to mobilize funding and technical assistance, develop partnerships, city engagement, project identification and investment.

    Phase 1 of the project will comprise two critical transit corridors: Nyabugogo Taxi Park to the Central Business District (CBD) Hub; and the Kigali Convention Center to Kigali Sports City, connecting public landmarks such as Amahoro Stadium, BK Arena, and the newly developed Zaria Court.

    The feasibility study is expected to position the project to attract international investment, including through platforms such as the Africa Investment Forum (AIF). The UMDF provided funding for the feasibility of another project in the country, the Kigali Urban Transport Improvement project, to help attract critical investment.

    Construction is expected to begin in late 2026, with commissioning scheduled for 2028. Once complete, the cable car will convey over 50,000 passengers a day on a 15-minute end-to-end journey, integrating into the city’s existing transport infrastructure.

    African Development Bank Group president Dr. Akinwumi Adesina, said: “This transformative project aligns perfectly with the Bank’s vision for sustainable, green climate-resilient urban mobility infrastructure, and with the Bank’s Ten-Year Strategy, which focuses on urbanization, and the Alliance for Green Infrastructure in Africa (AGIA), a global partnership initiative driven by the African Development Bank Group, Africa50 and the African Union. By financing Rwanda’s urban cable car system, we are investing in a scalable model of low-carbon, inclusive public transport that cities across Africa can emulate.”

    The project is anchored in Rwanda’s Green Taxonomy, E-mobility Strategy, and Climate and Nature Finance Strategy (CNFS) and aligns closely with Rwanda’s national climate objectives, which target a 38% reduction in carbon emissions by 2030 and carbon neutrality by 2050.

    The project implementation is expected to follow a Public-Private Partnership model, according to  Imena Munyampenda, the Director General of Rwanda Transport Development Agency.  

    The feasibility study plans to draw lessons from successful cable car systems in La Paz, Bolivia, and Singapore. The system will prioritize access for the disabled, employment opportunities for girls, women and low-income residents; and job creation, capacity building and technology transfer.

    “This pioneering feasibility study is a game-changing milestone,” said Solomon Quaynor, African Development Bank’s Vice President for Private Sector, Infrastructure, and Industrialization. “Through the UMDF, AfDB is laying the foundation for an investment-ready green infrastructure asset that offers both impact and returns.”

    Blended Financing

    The $100 million funding structure will comprise a strategic mix of grants, concessional loans, blended finance, and technical assistance. The UMDF grant will fund an assessment of the project’s viability gap.

    The Rwandan government, the African Development Bank Group, and other development partners, will collaborate to offer blended financing, along with commercial funding from the International Finance Corporation (IFC), Africa50, the Trade and Development Bank (TDB), the Africa Finance Corporation (AFC), as well as private investors and the Alliance for Green Infrastructure in Africa (AGIA).

    Justice, transparency, and public trust – why it matters

    Strengthening the independence, efficiency, and transparency of the judiciary is central to Montenegro’s reform process as it advances on its European path. It’s also at the heart of the UK’s partnership with Montenegro and our commitment to the wider Western Balkans.

    Judicial independence is not only a legal principle, but it is the foundation of public trust in democratic institutions. The UK continues to support Montenegro’s efforts to strengthen the rule of law as part of a shared vision for a more stable, resilient, and prosperous region.

    A shared commitment to the rule of law

    On 21 June 2025, the British Embassy was proud to support a major conference hosted by the Supreme Court of Montenegro and the AIRE Centre, with the support of the European Union Delegation, marking the 80th anniversary of the Supreme Court of Montenegro.

    The event brought together the judiciary, ministers, officials, Montenegrin and international experts, and partners to reflect on how courts can strengthen public confidence through greater transparency, openness, and effective communication.

    The UK was honoured to be represented by Lord Reed of Allermuir, President of the UK Supreme Court, who shared the UK’s experience and reflections on judicial communication, media engagement, and public accessibility.

    The UK’s ongoing support for judicial reform in Montenegro

    The UK’s partnership with Montenegro’s judiciary builds on a long history of collaboration, supporting training, initiatives for judicial integrity and transparency, and practical cooperation between courts. These efforts complement Montenegro’s reform priorities.

     I am honoured to have been invited to address you. I know that this year – indeed, this month – is the 80th anniversary of the establishment of the Supreme Court of Montenegro. This is a time to celebrate its success and its achievements, and also a time to reflect on how our society has changed over that period and is continuing to develop, and on how the Montenegrin Supreme Court, and other courts, should respond to those changes. I have very much in mind the efforts being made to strengthen judicial independence, efficiency and public trust which I understand are being undertaken. 

     I have been asked to speak about transparency and communication. I want to begin with two fundamental questions. First, what do we mean when we talk about transparency in relation to courts? I would suggest that it means that the court and its work are open and visible to the public. In today’s society, that requires more than just allowing public access into court buildings, although that is a part of it. It also means making the work of the court accessible to the public, and having effective means of communication between the court and the public. 

     My second question is even more fundamental: why does transparency matter? There are a number of reasons, but I would emphasise one in particular. If you ask why the public accept decisions made by the judiciary, the answer, I would suggest, depends on confidence or trust. And trust depends on openness and effective communication with all parts of the community we serve. In the UK, a recent study found that public trust in the Supreme Court is closely connected to knowledge about its work; and public knowledge depends on transparency and communication.

     So, considering transparency first, in the UK we normally have oral hearings in all cases, and they normally take place in public. Members of the public are encouraged to step inside the Supreme Court to watch our hearings and tour our court rooms. We are to some extent a visitor attraction. We have around 100,000 visitors a year, and our court rooms are usually busy with visitors. We have an exhibition area, where visitors can learn more about the court and its case law, and a public café. We also hold open days when more of the building is open to the public. We bear in mind that accessibility includes accessibility to children, and to people with special needs. For example, we hold tours for people with hearing problems, using sign language. 

     In addition, in the Supreme Court and the Court of Appeal, hearings are live streamed online, subject to a short delay in case anything confidential is accidentally mentioned. They are also made available afterwards on the court’s website and on YouTube. The Supreme Court also live streams the delivery of judgments, when the judge who has written the lead judgment gives a short explanation to camera of the court’s decision in accessible language. During the last financial year, around 750,000 viewers watched our cases and judgments on our website, and footage was also used on television and on media websites, under contractual terms set by the court in order to prevent misuse.

     This has been a great help in our most controversial cases. For example, in a case concerned with a challenge to the way the government was proceeding with the UK’s withdrawal from the European Union, highlights of the hearing were shown on the television news, and were analysed by experts in much the same way as football matches, with replays of the most important moments. When we gave our judgment recently in a controversial case concerned with issues of gender, footage of the delivery of the judgment was shown on the television news. This helped to improve public understanding of what the court was deciding, and to raise the level of confidence that the judges were focused on issues of law and not on controversial political questions. 

     Televising hearings requires some thought where jurisdictions have a primarily written procedure. For example, in 2023 the French Cour de Cassation decided there was a need to be more transparent, and started to broadcast its hearings. However, the judges of that court were not accustomed to participating in the hearing and sat in silence during the advocates’ oral arguments. I have been told that the court then came under some criticism as members of the public gained the impression that the judges were not engaged in the issues that were the subject of the hearings. Careful consideration should therefore be given to how oral proceedings might be conducted if they are to be broadcast. One possibility is to follow the approach adopted by the European Court of Human Rights, where Grand Chamber hearings are live streamed. In those proceedings, the advocates present their arguments without interruption from the judges. However, at the end of their oral argument the judges then pose questions, after which the advocates are given time to consult with their legal team before providing responses.

     We have also adopted the practice, in some controversial cases, of making the most important case papers available through our website, unless publication should be withheld for reasons such as commercial confidentiality or national security, so that they can be viewed alongside the live stream of the hearing. 

     Considering communication next, most people draw their knowledge of the judiciary and their opinions about the courts from the media, but media coverage of the judiciary is not always accurate or well-informed. To address that problem, the UK Supreme Court employs an expert communications team and uses a number of means to inform the public about our work. We recognise that the court operates in a media environment in which journalists and bloggers are expected to provide an instant response to our decisions. So members of the communications team work with the journalists who cover our work to help them to report it accurately. Where a judgment is likely to attract media interest, they allow journalists to see the judgment and the press summary an hour before they are made public, on a confidential basis. We do not do this in the most sensitive cases, or where prior knowledge of the judgment could be abused. But the confidentiality of the briefing is enforced by our law of contempt of court, and has never been breached. 

     The communications team also work with the judges to help them to communicate with the public, especially in the summaries that are delivered in court and live streamed on the internet when decisions are announced, excerpts from which may appear on the television news. They help us to ensure, for example, that the language we use in our summaries is understandable by members of the public and, in cases which will be reported in the media, that there is a short sentence or two in our summary which can be played or quoted in the reports and which explains the essence of our decision. They also maintain our social media accounts, with X, Instagram and LinkedIn, which have about 400,000 followers.

     We also try to connect with the general public through our education and outreach work. For example, we have established a scheme which gives pupils at schools across the UK, aged about 16 or 17, the opportunity to take part in a live question and answer session with a judge of the Supreme Court from their classroom, via the internet. This has proved to be very popular with schools, and it enables the court to make direct contact with ordinary young people in a positive way. I also give occasional media interviews, including interviews for social media podcasts, when I try to explain our work in ways that the public can understand. We also organise an online course on the Supreme Court in partnership with one of our universities.  About 5000 members of the public have enrolled.

     In the context of the UK, it has also been important for the Supreme Court to try to improve understanding in Parliament and in the government of the constitutional role of the courts. With the support of the Speaker of the House of Commons, the Supreme Court has engaged directly with all new Members of Parliament since our general election last year, providing each of them with materials explaining the rule of law and the constitutional role of the courts, taking part in question and answer sessions with Members of Parliament in private meetings, and encouraging them to visit the court and to meet justices and staff. We regard it as important to help politicians to understand the role of the courts, so that they support judicial independence and understand when we decide cases against the government, as sometimes happens. 

     In the context of the UK, it is also possible for the court to engage with the government in ways that encourage respect for judicial independence. There is generally a good understanding on both sides of the separation of powers. It has proved to be possible, in a context of mutual respect, to find ways of cooperating on projects of law reform and to encourage a sense that protecting the rule of law is a shared responsibility.

     We also have an active programme to demonstrate that we are inclusive to all parts of our population, including ethnic and religious minorities. So we host visits from organisations supporting talented members of minority groups, and we offer internships at the court to young lawyers from disadvantaged backgrounds. 

     In conclusion, we all need to work to maintain public trust in the administration of justice. I am grateful that we can share ideas and learn from each other as we work to safeguard the rule of law, for the benefit of both our societies.

    Director submitted falsified documentation to reclaim VAT

    The boss of four companies which owed HMRC more than £1 million, including £400,000 in VAT they falsely reclaimed, has been banned as a director. 

    Hassan Waqar was the director of HN Restaurants Limited, Kiani Construction Limited and Moneemint Ventures Limited when they submitted falsified documents to HMRC. 

    A fourth company, Zoya Investments Limited, failed to supply evidence to HMRC to support the repayment returns it had submitted. 

    The four companies owed HMRC more than £1.1 million in VAT and penalties when they were all struck-off the Companies House register during the first half of 2023. 

    Waqar, 30, who is now based in Dubai, has been disqualified as a company director for 11 years. 

    Victoria Edgar, Chief Investigator at the Insolvency Service, said: 

    Hassan Waqar submitted falsified documentation for VAT reclamations that his companies were not entitled to receive. 

    Our investigations found that he failed to provide supporting evidence for claims across multiple businesses, with over £1.1 million owed when these companies were struck off the Companies House register in 2023.

    The Insolvency Service is committed to taking action against directors who fail to meet their legal and financial obligations, protecting the integrity of the business environment and the tax system.

    HN Restaurants Limited was set up in May 2020 as a fast-food business. Kiani Construction Limited was a construction company incorporated in August 2021 which was involved in real estate sales. 

    Moneemint Ventures Limited, like HN Restaurants Limited, was established in May 2020, and was described by Waqar as a banking service platform. Zoya Investments Limited, incorporated in March 2021, traded in carrying out fitouts. 

    The four companies received a total of £396,982 in VAT repayments. 

    HN Restaurants Limited, Kiani Construction Limited and Moneemint Ventures Limited provided invoices to HMRC in support of their claims. HMRC contacted several of the suppliers who confirmed they had not issued the invoices to the companies. 

    Bank statements were provided by HN Restaurants Limited and Moneemint Ventures Limited to HMRC to support the repayment return, but they differed to the ones supplied by the banks. 

    Zoya Investments Limited did not provide any evidence to support its VAT repayment claims. 

    HMRC issued penalties to the four companies totalling £706,692. 

    The four companies were struck-off the Companies House register between February and June 2023. 

    Combined, the four companies owed £1,136,832 in VAT assessments, penalties and interest. 

    The Secretary of State for Business and Trade accepted a disqualification undertaking from Waqar, and his ban started on Thursday 26 June. 

    It prevents him from being involved in the promotion, formation or management of a company, without the permission of the court. 

    HMRC issued a joint and several liability notice to Waqar for HN Restaurants, making him personally responsible for paying the tax debts of the company.

    URUMQI, June 26 (Xinhua) — The 2025 China Eurasian Commodity and Trade Expo opened Thursday in Urumqi, capital of northwest China’s Xinjiang Uygur Autonomous Region, bringing together more than 2,800 enterprises and representatives from 50 countries and regions.

    The current edition of the exhibition, which organisers say aims to deepen cooperation within Eurasia, is the largest in its history. Participants include government officials, diplomats, business associations and entrepreneurs from Central Asian countries, the African Union (AU), ASEAN and others. Notably, some AU member states, such as Ethiopia, Zambia, Comoros and Senegal, joined the event for the first time, signalling its growing global participation.

    The event, with an indoor and outdoor exhibition area of 140,000 square meters, showcases key industries such as new energy, advanced manufacturing, textiles and food processing. The outdoor exhibition mainly features large-scale mechanical equipment, while the indoor exhibition halls showcase breakthroughs in artificial intelligence and low-altitude economy.

    Fu Yunyan, head of Xinjiang’s International Expo Administration, said there were “many highlights,” including special areas to showcase cutting-edge technologies and more than 20 events to introduce new products. The five-day expo will feature more than 60 trade and investment sessions to find industry partners and promote projects.

    As part of the China-Eurasia Expo, the event, which is being held for the fifth time, aims to expand Xinjiang’s high-level opening-up. -0-

  • MIL-OSI Russia: Nuclear emergency exercise concludes to test international response to simulated reactor accident

    The International Atomic Energy Agency (IAEA), in cooperation with more than 75 countries and 10 international organizations, successfully completed a 36-hour exercise that tested global preparedness and response arrangements for a severe nuclear accident scenario at the Cernavoda NPP in Romania. The ConvEx-3 (2025) exercise started on 24 June and concluded at 17:45 CET on 25 June.

    Such exercises are conducted every three to five years and are based on simulated events at a nuclear facility in the host IAEA member state.

    The exercise simulated a significant release of radioactive material, requiring participating countries and organizations to make decisions in real time, exchange information, inform the public and coordinate protective measures, including aspects of medical response and cross-border logistics.

    “ConvEx-3 (2025) demonstrated the power of international cooperation in nuclear emergency preparedness,” said Carlos Torres Vidal, Director of the IAEA Incident and Emergency Centre. “By working together under realistic scenarios, we are strengthening our collective capacity to protect people and the environment.”

    Among the main innovations in this year’s exercise program were the following.

    Enhanced regional cooperation: Recognizing the cross-border consequences of severe nuclear accidents, neighbouring countries Bulgaria and the Republic of Moldova coordinated protective measures to ensure a coherent cross-border response. Integrating nuclear security scenarios: Simulations also included tests related to physical security and cybersecurity threats, reflecting new and evolving risks. Enhanced crisis communication testing: An enhanced social media simulator was used to evaluate and improve public communication strategies. Deploying international assistance missions: As part of the IAEA Response and Assistance Network (RANET) Expert groups from Bulgaria, Canada, Lithuania, Moldova, the United States, Sweden and France carried out a number of joint operations, including the use of air and ground-based radiation monitoring equipment.

    The exercise highlighted the importance of timely information sharing, accurate assessments and forecasts, and effective public communication in the event of nuclear emergencies.

    ConvEx-3 exercises are conducted every three to five years to evaluate and strengthen emergency response mechanisms established in accordance with Convention on Early Notification of a Nuclear Accident And Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency.

    In the coming weeks, the IAEA will gather feedback from all participants to identify good practices and areas for improvement, contributing to the continued strengthening of global nuclear emergency preparedness. The final report of the exercise will be taken into account in preparation for the upcoming International Conference “Nuclear and Radiological Emergencies”, which is scheduled for December this year in Riyadh, Saudi Arabia.

    PITTSBURGH, Pa. – A resident of McKeesport, Pennsylvania, was sentenced in federal court to 33 months of imprisonment on his conviction of possession of ammunition by a convicted felon, Acting United States Attorney Troy Rivetti announced today.

    Senior United States District Judge Nora Barry Fischer imposed the sentence on Desmond Dontae Lee, 47.

    According to information presented to the Court, on March 1, 2023, Lee and his son were both part of a group of individuals congregating outside of an apartment in a McKeesport apartment complex. When the resident of the apartment confronted the group and asked them to leave, one of the group members approached the resident and struck him with a closed fist, which led to the resident shooting and killing his attacker. Lee entered and proceeded through the apartment next to the resident’s, exiting that apartment from the rear, and then approached the rear of the resident’s apartment, firing five rounds from a 9mm semi-automatic pistol into the apartment before fleeing the scene. At that time, Lee’s son shot back at and killed the resident at the front of the apartment. The firearm used by Lee was never recovered, but investigators with the Allegheny County Police Department Homicide Unit collected the shell casings fired from Lee’s gun.

    Lee was previously convicted on state drug trafficking and firearms offenses. Federal law prohibits possession of a firearm or ammunition by a convicted felon.

    Assistant United States Attorney V. Joseph Sonson prosecuted this case on behalf of the government.

    Acting United States Attorney Rivetti commended the Allegheny County Police Department and Bureau of Alcohol, Tobacco, Firearms and Explosives for the investigation leading to the successful prosecution of Lee.

    Lee was previously convicted on state drug trafficking and firearms offenses. Federal law prohibits possession of a firearm or ammunition by a convicted felon.

  • MIL-OSI Analysis: What if universal rental assistance were implemented to deal with the housing crisis?

    If there’s one thing that U.S. politicians and activists from across the political spectrum can agree on, it’s that rents are far too high.

    Many experts believe that this crisis is fueled by a shortage of housing, caused principally by restrictive regulations.

    Rents and home prices would fall, the argument goes, if rules such as minimum lot- and house-size requirements and prohibitions against apartment complexes were relaxed. This, in turn, would make it easier to build more housing.

    As experts on housing policy, we’re concerned about housing affordability. But our research shows little connection between a shortfall of housing and rental affordability problems. Even a massive infusion of new housing would not shrink housing costs enough to solve the crisis, as rents would likely remain out of reach for many households.

    However, there are already subsidies in place that ensure that some renters in the U.S. pay no more than 30% of their income on housing costs. The most effective solution, in our view, is to make these subsidies much more widely available.

    A financial sinkhole

    Just how expensive are rents in the U.S.?

    According to the U.S. Department of Housing and Urban Development, a household that spends more than 30% of its income on housing is deemed to be cost-burdened. If it spends more than 50%, it’s considered severely burdened. In 2023, 54% of all renters spent more than 30% of their pretax income on housing. That’s up from 43% of renters in 1999. And 28% of all renters spent more than half their income on housing in 2023.

    Renters with low incomes are especially unlikely to afford their housing: 81% of renters making less than $30,000 spent more than 30% of their income on housing, and 60% spent more than 50%.

    Estimates of the nation’s housing shortage vary widely, reaching up to 20 million units, depending on analytic approach and the time period covered. Yet our research, which compares growth in the housing stock from 2000 to the present, finds no evidence of an overall shortage of housing units. Rather, we see a gap between the number of low-income households and the number of affordable housing units available to them; more affluent renters face no such shortage. This is true in the nation as a whole and in nearly all large and small metropolitan areas.

    Would lower rents help? Certainly. But they wouldn’t fix everything.

    We ran a simulation to test an admittedly unlikely scenario: What if rents dropped 25% across the board? We found it would reduce the number of cost-burdened renters – but not by as much as you might think.

    Even with the reduction, nearly one-third of all renters would still spend more than 30% of their income on housing. Moreover, reducing rents would help affluent renters much more than those with lower incomes – the households that face the most severe affordability challenges.

    The proportion of cost-burdened renters earning more than $75,000 would fall from 16% to 4%, while the share of similarly burdened renters earning less than $15,000 would drop from 89% to just 80%. Even with a rent rollback of 25%, the majority of renters earning less than $30,000 would remain cost-burdened.

    Vouchers offer more breathing room

    Meanwhile, there’s a proven way of making housing more affordable: rental subsidies.

    In 2024, the U.S. provided what are known as “deep” housing subsidies to about 5 million households, meaning that rent payments are capped at 30% of their income.

    These subsidies take three forms: Housing Choice Vouchers that enable people to rent homes in the private market; public housing; and project-based rental assistance, in which the federal government subsidizes the rents for all or some of the units in properties under private and nonprofit ownership.

    The number of households participating in these three programs has increased by less than 2% since 2014, and they constitute only 25% of all eligible households. Households earning less than 50% of their area’s median family income are eligible for rental assistance. But unlike Social Security, Medicare or food stamps, rental assistance is not an entitlement available to all who qualify. The number of recipients is limited by the amount of funding appropriated each year by Congress, and this funding has never been sufficient to meet the need.

    By expanding rental assistance to all eligible low-income households, the government could make huge headway in solving the rental affordability crisis. The most obvious option would be to expand the existing Housing Choice Voucher program, also known as Section 8.

    The program helps pay the rent up to a specified “payment standard” determined by each local public housing authority, which can set this standard at between 80% and 120% of the HUD-designated fair market rent. To be eligible for the program, units must also satisfy HUD’s physical quality standards.

    Unfortunately, about 43% of voucher recipients are unable to use it. They are either unable to find an apartment that rents for less than the payment standard, meets the physical quality standard, or has a landlord willing to accept vouchers.

    Renters are more likely to find housing using vouchers in cities and states where it’s illegal for landlords to discriminate against voucher holders. Programs that provide housing counseling and landlord outreach and support have also improved outcomes for voucher recipients.

    However, it might be more effective to forgo the voucher program altogether and simply give eligible households cash to cover their housing costs. The Philadelphia Housing Authority is currently testing out this approach.

    The idea is that landlords would be less likely to reject applicants receiving government support if the bureaucratic hurdles were eliminated. The downside of this approach is that it would not prevent landlords from renting out deficient units that the voucher program would normally reject.

    Homeowners get subsidies – why not renters?

    Expanding rental assistance to all eligible low-income households would be costly.

    The Urban Institute, a nonpartisan think tank, estimates it would cost about $118 billion a year.

    However, Congress has spent similar sums on housing subsidies before. But they involve tax breaks for homeowners, not low-income renters. Congress forgoes billions of dollars annually in tax revenue it would otherwise collect were it not for tax deductions, credits, exclusions and exemptions. These are known as tax expenditures. A tax not collected is equivalent to a subsidy payment.

    For example, from 1998 through 2017 – prior to the tax changes enacted by the first Trump administration in 2017 – the federal government annually sacrificed $187 billion on average, after inflation, in revenue due to mortgage interest deductions, deductions for state and local taxes, and for the exemption of proceeds from the sale of one’s home from capital gains taxes. In fiscal year 2025, these tax expenditures totaled $95.4 billion.

    Moreover, tax expenditures on behalf of homeowners flow mostly to higher-income households. In 2024, for example, over 70% of all mortgage-interest tax deductions went to homeowners earning at least $200,000.

    Broadening the availability of rental subsidies would have other benefits. It would save federal, state and local governments billions of dollars in homeless services. Moreover, automatic provision of rental subsidies would reduce the need for additional subsidies to finance new affordable housing. Universal rental assistance, by guaranteeing sufficient rental income, would allow builders to more easily obtain loans to cover development costs.

    Of course, sharply raising federal expenditures for low-income rental assistance flies in the face of the Trump administration’s priorities. Its budget proposal for the next fiscal year calls for a 44% cut of more than $27 billion in rental assistance and public housing.

    On the other hand, if the government supported rental assistance in amounts commensurate with the tax benefits given to homeowners, it would go a long way toward resolving the rental housing affordability crisis.
