  • Nari Shakti: A decade of women’s empowerment under Modi government

    Over the past 11 years, under the leadership of Prime Minister Narendra Modi, India has witnessed a transformative shift in women’s empowerment, redefining their role from passive beneficiaries to active nation-builders. With women and children comprising 67.7% of India’s population, the Modi government has made Nari Shakti(women’s power) a cornerstone of national progress, driving policies that empower women across health, education, housing, sanitation, financial inclusion, and leadership. As India strides into Amrit Kaal, women are leading the charge toward a stronger, more inclusive nation.

    A Lifecycle Approach to Empowerment

    “Women are not just homemakers; they are nation-builders,” Prime Minister Modi has repeatedly emphasized. Since 2014, the government has adopted a comprehensive, lifecycle-based approach to empower women at every stage of life. From landmark legislation like the Nari Shakti Vandan Adhiniyam, which reserves 33% of seats in the Lok Sabha and State Assemblies for women, to schemes like Beti Bachao Beti Padhao and Mission Shakti, the focus has shifted from women’s development to women-led development. These initiatives have boosted women’s participation in education (especially STEM), entrepreneurship, public service, and even defense, fostering inclusive and sustainable growth.

    Health and Nutrition: Building a Strong Foundation

    The government’s fight against malnutrition has gained momentum through Mission POSHAN 2.0, a ₹1.81 lakh crore initiative (2021–26) targeting children, adolescent girls, pregnant women, and lactating mothers. By integrating nutrition, health, and community efforts, POSHAN Abhiyaan (launched in 2018) uses digital tools like the Poshan Tracker—winner of the Prime Minister’s Award for Excellence in Public Administration 2024—to drive real-time monitoring and behavioral change. As of March 2025, 99.02% of beneficiaries are Aadhaar-verified, and a face authentication module ensures transparency in distributing Take-Home Rations.

    Under Mission Saksham Anganwadi, 24,533 Anganwadi Centres (AWCs) have been upgraded into Saksham Anganwadis, with a target of transforming 2 lakh AWCs by 2026. The Poshan Bhi Padhai Bhi initiative has trained 36,463 State-Level Master Trainers and 4,65,719 Anganwadi workers to provide quality pre-school education alongside nutrition. The Suposhit Gram Panchayat Abhiyaan, launched in December 2024, rewards 1,000 Gram Panchayats for exemplary work in improving nutrition outcomes.

    Maternal and neonatal care has also seen significant advancements. The Janani Shishu Suraksha Karyakram (JSSK) has supported over 16.60 crore beneficiaries since 2014, reducing out-of-pocket expenses for antenatal and postnatal care. The Janani Suraksha Yojana (JSY) has aided 11.07 crore women by promoting institutional deliveries, while Surakshit Matritva Aashwasan (SUMAN) ensures zero-cost healthcare for pregnant women and newborns in 90,015 certified facilities. The Pradhan Mantri Matru Vandana Yojana (PMMVY) provides ₹5,000 cash benefits to support maternal health, and the Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) ensures early detection of high-risk pregnancies.

    Dignity Through Infrastructure

    The Modi government has prioritized dignity in daily life through transformative schemes. Pradhan Mantri Awas Yojana – Gramin (PMAY-G) has provided homes to 2.75 crore beneficiaries, with 73% being women, granting them security and decision-making power. The Pradhan Mantri Ujjwala Yojana (PMUY) has distributed 10.33 crore LPG connections, freeing women from hazardous cooking fumes. The Swachh Bharat Mission has built over 12 crore toilets, ensuring safety and hygiene for women, with 93% reporting reduced fear of harm or infection. The Jal Jeevan Mission has delivered 15.6 crore tap water connections, empowering women by saving time and involving them in water management.

    Education and Financial Security

    The Beti Bachao Beti Padhao campaign has improved the sex ratio at birth from 918 (2014–15) to 930 (2023–24) and increased girls’ school enrollment to 78% by 2023–24. The Sukanya Samriddhi Yojana (SSY), celebrating a decade in 2025, has opened over 4.2 crore accounts, securing the financial future of girls.

    Women in Leadership

    Women are breaking barriers across sectors. The first batch of female cadets graduated from the National Defence Academy in May 2025, and women have played pivotal roles in missions like Chandrayaan-3. India leads globally in female STEM graduates and pilots. Legal reforms such as the abolition of Triple Talaq, the proposal to raise the minimum marriage age for women from 18 to 21 years, and the extension of maternity leave to 26 weeks have significantly advanced women’s empowerment in India. These measures have supported greater access to education and employment for women, while also promoting their health and well-being. Additionally, the abrogation of Article 35A has granted women in Jammu & Kashmir equal property rights, further strengthening gender equality in the region.

    Economic Empowerment

    The Pradhan Mantri MUDRA Yojana (PMMY) has sanctioned ₹34.11 lakh crore across 52.5 crore loan accounts, with 68% benefiting women entrepreneurs. The Stand-Up India Scheme has provided over ₹47,704 crore to 2.04 lakh women borrowers. The Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM) has mobilized 10.05 crore women into 90.90 lakh Self-Help Groups, with the Lakhpati Didi Initiative enabling 1.48 crore women to earn ₹1 lakh annually.

    Safety and Security: Mission Shakti

    Mission Shakti, with its Sambal and Samarthya pillars, ensures women’s safety and self-reliance. Sambal includes 819 operational One Stop Centres (OSCs), assisting 10.98 lakh women, and the Women Helpline, handling 214.78 lakh calls. The SHe-Box Portal addresses workplace harassment, and Nari Adalat promotes women-led justice at the grassroots. Samarthya supports 2.92 lakh women through Shakti Sadan and 5.07 lakh through Sakhi Niwas. The AbKoiBahanaNahi campaign, launched in November 2024, combats gender-based violence.

    BEIJING, June 8 (Xinhua) — The Xinhua Institute, a think tank affiliated with the Xinhua News Agency, on Sunday released a report outlining China’s commitment to building the South China Sea into a sea of peace, friendship and cooperation.

    The report, titled “Building the South China Sea into a Sea of Peace, Friendship and Cooperation: China’s Actions” and published in Chinese and English, notes that China has always been the initiator, promoter and practitioner of safeguarding peace and stability in the South China Sea.

    According to the report, China has held the view for many years that peace and stability in the region depends on the joint efforts of China and the member states of the Association of Southeast Asian Nations (ASEAN). Through strengthening trust and cooperation in political, economic and cultural spheres, this partnership has brought long-term mutual benefits. Consequently, China has become a reliable force for maintaining peace and stability in the SCS while promoting cooperation and development in the region.

    The report said China has always adhered to the principles of building the South China Sea into a sea of peace, friendship and cooperation, namely resolving disputes through negotiation and consultation, managing differences based on rules and mechanisms, achieving win-win results through mutually beneficial cooperation and opposing interference by external forces.

    The report calls on China and ASEAN countries to keep the handling of the SCS-related issues in their own hands. The relevant countries should adhere to the correct principles and directions in handling these issues and continue to uphold the concept of a maritime community with a shared future.

    The report also called for joint efforts by China and ASEAN countries to turn the SCS into a sea of peace, friendship and cooperation that will benefit the people of all countries in the region. -0-

  • MyGov launches “Viksit Bharat 2025 Quiz” and nationwide contests to celebrate 11 years of transformative governance

    Marking 11 years of transformative governance under Prime Minister Narendra Modi, the Ministry of Electronics and Information Technology has launched a series of nationwide contests through the MyGov platform. These initiatives aim to engage citizens in celebrating India’s development journey and encourage public participation in the vision of a “Viksit Bharat” (Developed India).

    At the heart of the campaign is the “Viksit Bharat 2025 Quiz,” designed to test participants’ knowledge about India’s progress over the past decade. The quiz not only serves to enhance public awareness but also offers significant incentives. The top winner will receive a cash prize of ₹1,00,000, while the second and third prize winners will take home ₹75,000 and ₹50,000 respectively. In addition, 100 consolation prizes of ₹2,000 and 200 prizes of ₹1,000 will be awarded. Every participant will also receive a digital certificate of participation.

    To further amplify citizen engagement, several themed contests have been introduced. The “Har Ghar Swadeshi – 1 Nation 1 Spirit Photo Story Contest” encourages people to share a photograph and a brief story (150–200 words) about a ‘Made in India’ product they use daily, emphasizing its uniqueness and their reasons for choosing swadeshi. Eleven winners will be awarded ₹11,000 each.

    Another initiative, the “Badalta Bharat Mera Anubhav – Mini Vlog Contest,” invites citizens to create a 2-minute video capturing visible changes in their locality since 2014. Accompanied by a short description of 100–150 words, these entries will showcase improvements in infrastructure, digital services, or public amenities. Eleven winning entries will each earn ₹11,000.

    The “Bharat ke Badhte Kadam – A Janbhagidari Photo Contest” focuses on public participation in national movements. Participants are required to submit a photo and a 50–100 word note detailing their involvement in initiatives such as Swachh Bharat or Mission LiFE. The top 11 submissions will receive ₹11,000.

    Rounding out the campaign is the “Ek Bharat, Pragatisheel Bharat – Video Storytelling Contest.” This invites citizens to submit a 1-minute video featuring real-life beneficiaries of government schemes. These videos should highlight how the initiative has enhanced the subject’s quality of life, dignity, or empowerment. Winners will be selected based on the emotional impact and creativity of their storytelling.

    MyGov, launched on July 26, 2014, continues to act as a vital bridge between citizens and the government, promoting participatory governance. Through these contests, the platform seeks to deepen public involvement in national development and celebrate the achievements of the past decade.

    MINSK, June 8 (Xinhua) — A friendly match between the youth teams of China and Belarus in Minsk on Saturday marked the official opening of the National Football Stadium built with the support of China. The opening ceremony was attended by Belarusian President Alexander Lukashenko.

    As A. Lukashenko noted in his speech, the National Football Stadium will become a symbol of strong Belarusian-Chinese friendship. “We are officially opening the greatest “monument”. We are opening this grandiose structure. For Belarus, this is the greatest event. The magnificent arena, as well as the new international-level swimming pool, were designed and built by our friends from the People’s Republic of China,” the Belarusian president noted.

    The head of the Belarusian state expressed gratitude to the Chairman of the People’s Republic of China Xi Jinping, as well as all Chinese partners for the construction of the National Football Stadium, which is the largest and most modern football stadium in Belarus and was built with the support of China. “I hope that in the near future, along with friendly games, national championship matches, we will be able to host official international meetings here and enjoy the performance of the best football players in the world,” A. Lukashenko noted.

    Deputy Director General of the General Administration of Physical Culture and Sports of the People’s Republic of China, Vice President of the Chinese Olympic Committee Zhang Jiasheng said that the completion of the stadium construction was not only a significant project of technical and economic Chinese-Belarusian cooperation, but also a clear indication of political trust, practical cooperation and rapprochement between the peoples of the two countries. He expressed hope that the stadium would become a platform for the dreams of the youth of China and Belarus to come true, as well as a bridge for deepening humanitarian cooperation between the two countries.

    The National Football Stadium of Belarus is a key project under the Belt and Road Initiative. It is located in the industrial district of Minsk and covers an area of 12.43 hectares, with a total construction area of 48,000 square meters. The stadium is designed for 33,145 spectators and meets international standards for a professional football field, and is also a multifunctional sports and cultural complex.

    The stadium’s design is dominated by white and red colors, symbolizing the cultural characteristics of Belarus and friendship with China. The facade consists of 472 curved steel slats, creating the effect of dynamic lines when the viewing angle changes. The roof is decorated with 1,860 different types of patterned glass, reflecting elements of the Belarusian flag.

    The central field lawn is equipped with an intelligent turf system, combining natural grass and artificial fibers, which ensures its green appearance all year round. Automatic drainage, soil heating, ventilation and irrigation systems create optimal conditions for players.

    In an interview with Xinhua, Belarusian Sports and Tourism Minister Sergei Kovalchuk expressed deep gratitude to the Chinese people for building a stadium of the highest standards, which will allow Belarus to host international competitions. He noted that Belarusian athletes, coaches and experts highly appreciate the quality of sports facilities built with China’s support.

    The general contractor for the project was Beijing Urban Construction Group. Sha Yi, head of the technical team for the project, said that the company had mobilized key resources, overcome difficulties, and ensured progress in implementing the project, contributing to the development of sports infrastructure in Belarus. “This stadium has also become an important platform for strengthening sports and cultural exchanges between the two countries,” Sha Yi noted.

    In a friendly match, the youth teams of Belarus /U-21/ and China /U-22/ played to a 1:1 draw. Chinese Ambassador to Belarus Zhang Wenchuan and S. Kovalichuk presented awards to athletes from both countries. Young footballer from Belarus Arseny Skopets noted that the new stadium impressed him with its beauty and comfort.     Our ocean has not only shaped cultures, stirred imaginations, and inspired wonder across the ages. It supplies the air we breathe, the food we eat, the jobs we need, and the climate we count on.

    But today, the ocean needs our help. The distress signals are clear – from plastic-choked waters to collapsing fish populations and loss of marine ecosystems, from rising temperatures to rising seas.

    We must sustain what sustains us.

    The illusion that the ocean can absorb limitless emissions and waste must end.

    We must invest massively in science, conservation, and the sustainable blue economy – and extend far greater support to coastal communities, Indigenous Peoples and Small Island Developing States already bearing the brunt of climate change.  

    And we must protect marine biodiversity, reject practices that inflict irreversible damage, and deliver on the promise of the Biodiversity Beyond National Jurisdiction Agreement.  

    The United Nations Ocean Conference that begins tomorrow will be a crucial moment to advance these priorities and renew the world’s collective promise to the ocean.  

    I urge all governments and partners to deliver – with ambition, resources, and resolve.

Under the theme of
    “Transitioning Towards the Future: Powered by Science, Technology and Innovation”, the conference attracted some 800 leading experts, academics and political and economic leaders from the Mainland and overseas to gather in Hong Kong for an in-depth exchange and sharing of experience, and to explore how to capitalise on Hong Kong’s unique advantage of being connected to the Mainland and the outside world and how to foster global co-operation in the field of innovation and technology (I&T).

    The upgraded facilities will provide a welcoming, secure and inclusive environment for people as they recover.

      In brief:

    • Construction on the Watson Health Precinct has begun.
    • The upgrades will provide new purpose-built facilities to support alcohol and other drug rehabilitation services.
    • A new residential rehabilitation facility for Aboriginal and Torres Strait Islander people will be built.

    Construction has begun on the Watson Health Precinct redevelopment.

    The new facilities will support better health services for young people and the Aboriginal and Torres Strait Islander community in Canberra.

    The precinct will include:

    • facilities to support alcohol and other drug rehabilitation services
    • a residential mental health care facility for young people
    • a residential rehabilitation facility for Aboriginal and Torres Strait Islander people.

    Improved care facilities for young people

    The Ted Noffs Foundation will provide live-in alcohol and other drug rehabilitation services for young people.

    Residential care for young people experiencing mental health challenges will be provided by Marymead CatholicCare.

    A residential rehabilitation facility for Aboriginal and Torres Strait Islander will be built.

    Winnunga Nimmityjah Aboriginal Health and Community Services (Winnunga) will run the service.

    Winnunga has led the design of the new facility.

    This partnership helps ensure Aboriginal and Torres Strait Islander people receive culturally appropriate care to support their recovery.

    Construction is expected to be completed in mid-2026.

    The federal government is moving to take over the California National Guard and deploy 2,000 soldiers. That move is purposefully inflammatory and will only escalate tensions.

    LA authorities are able to access law enforcement assistance at a moment’s notice. We are in close coordination with the city and county, and there is currently no unmet need.

    The Guard has been admirably serving LA throughout recovery.

    This is the wrong mission and will erode public trust.

  • MIL-Evening Report: The blow-up between Elon Musk and Donald Trump has been entertaining, but how did things go so bad, so fast?

    A no-holds-barred and very public blow-up between the world’s richest man and the president of the United States has had social media agog in recent days, with each making serious accusations against the other.

    And while tech billionaire Elon Musk appears to have cooled the spat somewhat – deleting some of his more incendiary social media posts about Donald Trump – the president still appears to be in no mood to make up, warning Musk of “very serious consequences” if he backs Democrats at the mid-term elections in 2026.

    Tensions erupted over Trump’s “One Big Beautiful Bill” (OBBB). The OBBB proposes extensive tax cuts which could add roughly US$3 trillion (A$4.62 trillion) to the US national debt.

    After stepping down from his role as advisor to Trump, Musk criticised the OBBB as “disgusting abomination” that would “burden America [sic] citizens with crushing unsustainable debt”. Trump returned fire, suggesting “Elon was ‘wearing thin’, I asked him to leave […] and he just went CRAZY!”.

    In a dramatic escalation, Musk responded by calling for Trump’s impeachment. Musk also tweeted allegations that Trump was implicated in the Epstein files related to child sex offender Jeffrey Epstein. He has since deleted those tweets.

    Why has the much-hyped “bromance” between Musk and Trump suddenly ended? And what was the basis of their alliance in the first place?

    Musk in politics

    Like many billionaires, Musk had previously been hesitant to get involved in frontline politics. He says he voted for Hillary Clinton in 2016 and Joe Biden in 2020, but claimed in 2021 “I would prefer to stay out of politics”.

    In early 2024, Musk was still claiming to be politically non-aligned, suggesting he would not donate to either presidential campaign.

    This apparent neutrality ended following the attempted assassination of Trump at a July 2024 campaign rally, with Musk immediately endorsing Trump.

    In reality, Musk’s conversion to the MAGA movement long predated the assassination attempt. Musk’s hyperactive Twitter/X account shows a steady radicalisation.

    Across 2020-2024, Musk engaged with accounts sharing MAGA and far-right conspiracy theories. These include the antisemitic Great Replacement Theory, and the related South African white genocide conspiracy. Musk’s posts also show the obsession with opposing diversity, equity and inclusion (DEI) policies characteristic of the MAGA movement.

    After endorsing Trump, Musk spent US$288 million (A$444 million) supporting Trump’s election and appeared at campaign events around the country.

    Musk’s support for Trump was both ideological and pragmatic.

    From tax cuts to immigration restrictions to opposing DEI, there were clearly many ideological commonalities between Musk and Trump.

    There were also clear practical benefits for both men. Trump gained the financial backing of the world’s wealthiest man. Musk gained not only unparalleled access to the US president, but also a role leading the new Department of Government Efficiency (DOGE).

    DOGE: success and failure

    Early reporting on the second Trump presidency noted the omnipresence of Musk, who at one point moved into Trump’s Mar-a-Lago resort to be close to the president.

    However, observers were sceptical about the potential effectiveness of DOGE, and Musk’s claim it would save the government US$2 trillion (A$3.02 trillion).

    In the early months of the Trump administration, Musk cut government programs and employees at a remarkable rate. The USAID program was particularly hard hit, as were the Department of Education and the Consumer Financial Protection Bureau.

    As the spending cuts picked up pace, Musk began to attract more controversy. Critics questioned the apparent power wielded by the unelected billionaire. Musk’s ties to the far right were also in the spotlight after he appeared to perform two “Roman salutes”, which many observers believed to be a Nazi salute.

    Trump clips Musk’s wings

    Musk’s apparent rampage through government did not last long. As Trump’s executive appointees assumed control of their departments, Musk and DOGE experienced increasing resistance. After a series of fractious cabinet meetings, Trump reportedly reduced the power of DOGE in March.

    Political attention was also clearly affecting Musk’s businesses. The negative publicity has significantly damaged the Tesla brand, leading to declining sales around the world and repeated falls in Telsa’s share price.

    On May 1, Musk announced he would be leaving DOGE, claiming the department had saved the government US$180 billion (A$277 billion) in spending. This number is likely an exaggeration, but still falls well short of his original target.

    Musk has learned a harsh lesson in politics – that the complexities of government resist simple reform and cannot be easily rolled back in the way a CEO might slim down a company.

    For Trump, his manoeuvring of Musk appears to be another smart political move. As the public face of DOGE, Musk bore the negative wrap for early government cuts and chaos. Having used his money and reputation, Trump dispensed with Musk as he has with so many advisers and appointees before.

    The falling out

    Musk departed his role in a muted White House ceremony, where Trump thanked him for his service and presented him with a ceremonial “golden key” to the White House.

    However, behind the public show of civility, tension was brewing over Trump’s One Big Beautiful Bill.

    Trump and Musk had originally claimed that the US$2 trillion (A$3.02 trillion) in DOGE savings could be used to fund a substantial tax cut. With the efficiency savings not eventuating, Musk worried the OBBB would significantly increase US public debt.

    Unable to convince Trump or other Republican legislators, Musk took to X, launching a “Kill the Bill” campaign that ultimately led to his incendiary showdown with Trump.

    For his part, Trump has belittled Musk, suggesting Musk only opposed the OBBB because it cut subsidies for electric vehicles.

    Though the subsidy cuts will affect Tesla, Musk has previously supported eliminating subsidies. Musk’s anger at the OBBB is more likely driven by the realisation he has been played by Trump.

    What now?

    Trump has used and discarded many other powerful figures in his chaotic political career. Musk has more power than most, and might be able to strike back at Trump.

    Yet, with his public reputation and brands already tarnished, Musk would be ill-advised to pick further fights with Trump and his adoring MAGA movement.

    Accordingly, Musk has indicated over the weekend he is open to a détente. Tesla investors will no doubt be relieved if Musk makes good on his pledge to step back from politics and return to his businesses.

    More concerning are the prospects for democracy. With wealth and power continuing to concentrate in a handful of billionaires, voters appear reduced to the role of viewers forced to watch the reality TV drama unfold.

    Though Trump appears to have won this round of billionaire battle royale, whatever happens next, democracy is the real loser.

    Geneva, Switzerland, 6 June 2025 – Recent analysis by the International Federation of Red Cross and Red Crescent Societies reveals significant gaps remain in early warning coverage globally, with many government alerts lacking clear instructions or multilingual accessibility. Risk communication serves as the bridge between detecting threats and taking protective action-when messages fail to resonate with audiences in a way that leads to action, even the most advanced early warning systems may not be effective.

    “Countries must look beyond technology alone. We must strengthen the weakest links in the early warning chain – between systems and people, between warning and response, and between authority and trust” said Kamal Kishore.

    This call to strengthen communication systems was echoed throughout the Global Platform sessions.

    Risk Communication Gains Prominence

    Recognition of communication’s essential role was evident throughout this year’s Global Platform for Disaster Risk Reduction, which featured an increased focus on risk communication across multiple sessions and events. The conference included its first dedicated thematic session centered on risk communication, signaling the international community’s growing understanding that effective communication is fundamental to disaster risk reduction.

    A key focus emerged around strengthening the Early Warnings for All initiative, which aims to ensure no one is left vulnerable during disasters. Sessions like, “Bridging the Gap: Critical Media’s Role in Strengthening Alerts and Enhancing Disaster Preparedness,” highlighted a stark reality: when disasters strike, people often rely on local radio, television, or community messaging groups like WhatsApp for information, rather than formal government alert systems alone. This recognition drove discussions about media’s role not merely as a projector of warnings, but as a trusted intermediary between experts and the public.

    Sessions explored how to develop clear, accessible, and inclusive communication frameworks that address accessibility gaps and ensure technical systems reach last-mile communities. The focus on media partnerships reflects the urgent need to strengthen coordination between media, governments, and disaster risk reduction agencies for more effective messaging, while investing in inclusive communication approaches including sign language, Braille, and audio alerts.

    “Media has an absolutely critical role in this whole process,” said Kamal Kishore, Special Representative of the UN Secretary-General for Disaster Risk Reduction. “This is not just a technical problem which scientists do. This is something which has to be conveyed to the general public in an easily understandable, usable, actionable way and that is something that media does much better than any scientist could do.”

    Innovation on the Ignite Stage

    Throughout the Global Platform, the Ignite Stage showcased cutting-edge approaches to risk communication that exemplified the shift toward more engaging, accessible, and community-centered messaging. These brief but impactful presentations demonstrated how creativity and technology can transform how disaster risk information reaches and resonates with diverse audiences.

    Presentations included virtual reality classrooms for disaster and climate education, offering immersive learning experiences that help students understand hazards in ways traditional textbooks cannot. Creative risk communication initiatives honored the legacy of Pablo Suarez, a pioneer in using games and creativity for disaster preparedness, while sessions on “serious fun” explored how to communicate risks through engaging formats.

    These presentations reinforced that effective risk communication must move beyond technical messaging to content and formats that capture attention, engage emotions, and inspire action.

    Shifting Communication Approaches

    The thematic session on Enhanced Risk Awareness and Communication revealed both challenges and pathways forward for effective risk communication.

    “You can’t logic people into preparedness. You have to move them. We’re losing people’s attention and in a disaster, attention is everything. So let’s get creative let’s use formats people already love,” said Barrise Griffin, Youth Delegate and DRR expert from the Bahamas.

    A fundamental finding emerged: while new technologies offer greater opportunities for communities to connect and self-organize, the most vulnerable groups-young persons, persons with disabilities, migrants, displaced persons, and indigenous communities-are often forgotten in risk communication efforts.

    Session panelists emphasized the need to move beyond one-way messaging toward genuine dialogue where communities become partners rather than passive recipients. Speakers showcased innovative approaches that prioritize human connection alongside technological advancement, from survivor storytelling projects that build awareness through lived experience to platforms that translate technical forecasts into local languages and cultural contexts.

    Creating Trust Through Community Partnership

    The various sessions revealed trust and localisation as fundamental infrastructure for effective risk communication-without them, even the most advanced warning systems can fail to motivate protective action. Trust must be built through consistent engagement with communities, using local messengers and voices that people can relate to and believe.

    This insight connects directly to the challenge of misinformation and disinformation, which was identified as growing threats amplified by social media. Building resilience against misinformation and disinformation requires establishing trusted communication pathways before disasters strike, creating relationships that can withstand the information overload that often accompanies emergencies.

    Rather than viewing populations as passive recipients of warnings, these sessions emphasized the need to position communities as active partners with valuable knowledge, experiences, and capabilities. When people feel heard and involved in risk conversations, they develop greater agency to assess their situations and take protective action.

    Effective risk communication must go beyond translation to cultural adaptation, incorporating local culture, languages, music, and trusted community voices. This ensures that risk information not only reaches communities but resonates with their lived experiences and decision-making processes. Several examples demonstrated this principle in action: platforms that contextualize weather forecasts into local languages, child-centered preparedness programs that build lasting cultures of safety, and community-based approaches that integrate traditional knowledge with modern early warning systems.

    The emphasis on localisation extends to involving communities in designing the systems themselves, particularly ensuring that persons with disabilities help create accessible early warning approaches that address their specific needs and experiences.

    “Trust is the most powerful infrastructure in disaster preparedness because building the trust takes time, consistency and humility but without it even the best systems can fail,” said Dr. Nairwita Bandyopadhyay, Assistant Professor and Winner of WIN DRR Award 2024 from Haringhata Mahavidyalaya, India, during the thematic session on risk communication and education.

    Building Resilient Communication Systems

    As the Global Platform comes to an end, the focus on risk communication signals recognition of communication as critical infrastructure for disaster resilience. The discussions demonstrate that effective early warning requires not just detecting hazards and issuing alerts, but building the social foundation that enables communities to receive, understand, and act on risk information.

    The path forward requires sustained investment in inclusive communication approaches that prioritize trust-building, community engagement, and accessible design. It demands moving beyond traditional top-down warning systems to embrace dialogue-based approaches that respect local knowledge while leveraging technological innovation responsibly.

    When hazards threaten, everyone deserves clear, actionable information delivered through trusted channels in ways that resonate with them and empower their response. The Global Platform’s elevation of risk communication marks a crucial step toward making that vision reality.

    Geneva, Switzerland, 6 June 2025 – The Global Platform for Disaster Risk Reduction 2025 placed inclusion at the center of building resilient communities, with an intentional focus on ensuring that disaster risk reduction strategies address the needs of women, persons with disabilities, and other most at-risk groups. Throughout the five-day gathering, delegates, practitioners, and community leaders demonstrated that resilience can only be achieved when no one is left behind.

    The platform’s second key theme, “Prioritizing gender equality, accessibility and inclusion to leave no one behind,” resonated across preparatory days, formal sessions, learning labs, and side events, reinforcing that while disasters affect everyone, they disproportionately impact certain groups including women, persons with disabilities, and older persons, and when these groups are empowered to lead risk reduction efforts we all benefit.

    Breaking Barriers and Building Commitment

    The RISK Award Ceremony 2025 highlighted how inclusion drives innovation in disaster risk reduction. ChildFund International won the €100,000 award for empowering indigenous children and youths in Bolivia’s Chiquitano Nation to lead emergency preparedness by combining ancestral knowledge with modern technology.

    “The Risk Award is an honour to ChildFund in Bolivia, its partners but, most importantly, to the Chuiquitano People, who will bridge their ancestral indigenous wisdom with new technologies to empower children to get on the frontline of Disaster Risk Reduction,” said Ms. Ximena Loza, Country Director for Bolivia.

    The Global Platform’s Gender Pledge Wall became a powerful symbol of commitment, with 165 pledges from participants, including 34 from Governments, including the making concrete pledges to advance gender equality in their disaster risk reduction work. The pledges ranged from policy commitments to grassroots initiatives, creating a commitment of action spanning all levels of society.

    “I strongly believe our solutions must be gender-responsive. If we listen, engage, and invest in what works for women, we can build solutions that work for everyone,” emphasized Kamal Kishore, Special Representative of the UN Secretary-General for Disaster Risk Reduction.

    The Inclusion Hub served as a central gathering space fostering dialogue between persons with disabilities, women leaders, and policymakers. With 147 persons with disabilities registered for the Global Platformand nearly 500 participants expressing interest in disability inclusion in disaster risk reduction, the event demonstrated significant engagement from the disability community and allies affiliated with the disability stakeholder group.

    Inclusion Hub sessions covered critical areas including inclusive disaster risk governance for effective risk management, gender-responsive and socially inclusive understanding of disaster risk, risk-informed development approaches, and financing gender-responsive and socially inclusive resilience building. These discussions demonstrated the platform’s commitment to not just talking about inclusion but creating it in practice.

    Integrating Inclusion Throughout the Platform

     

    Inclusion was integrated throughout the Global Platform, from technical sessions on early warning systems to informal discussions on community preparedness. This represented a fundamental shift in how the disaster risk reduction community approaches resilience building, moving beyond treating inclusion as a separate topic to integrating it into every conversation.

    Whether discussing early warning systems, risk communication, or preparedness planning, speakers consistently emphasized that effective solutions must be designed with and for the most marginalized. The platform revealed how inclusion manifests differently across various disaster risk reduction challenges. In early warning systems, it means ensuring alerts reach everyone through accessible formats and trusted community channels. In risk assessment, it requires disaggregated data that captures how different groups experience hazards. In preparedness planning, it demands meaningful participation from women, persons with disabilities, older persons, and indigenous communities as leaders and decision-makers, not merely as beneficiaries.

    A key message is that communities who have been excluded from DRR governance possess critical knowledge and capabilities that benefit us all. Indigenous forecasting methods, women’s community networks, and disability advocates’ understanding of accessibility barriers emerged as essential resources for building resilient societies. Sessions highlighted successful examples where traditional wisdom enhanced modern early warning systems and where community-led initiatives achieved stronger outcomes.

    The conversations also confronted persistent gaps honestly. Despite years of commitments, persons with disabilities continue to face significant barriers in accessing disaster services, women remain underrepresented in disaster risk reduction leadership, and intersectional vulnerabilities-such as those faced by adolescent girls with disabilities-often remain invisible to planners and responders.

    A Special Session on Progress Implementing The Gender Action Plan to Support Implementation of the Sendai Framework (Sendai GAP) highlighted progress that has been made over the past year since the Sendai GAP was launched. Success stories highlighted the impact that gender-responsive disaster risk reduction has had across diverse stakeholders, from disaggregated data informing budget allocations in Burundi, to how the Sendai GAP implementation tools have supported Kiribati; how women leadership has expanded across Mali, to how the transgender community in Pakistan has worked with provincial government to ensure inclusive disaster risk reduction is inclusive of all.

    Looking Ahead

    As the Global Platform concluded, the message was clear: inclusion is not an add-on to disaster risk reduction-it is fundamental to its success. The path forward requires strengthening data collection to better understand how disasters affect different groups while scaling successful models like community-based early warning systems that integrate traditional knowledge and ensure accessibility for all.

    Equally important is investing in leadership development for women, persons with disabilities, and most at-risk communities to take central roles in disaster risk reduction planning and implementation. This shift demands embedding inclusion requirements into national and local disaster risk reduction strategies with dedicated resources and accountability mechanisms, while leveraging innovation to develop accessible early warning systems and preparedness resources that serve everyone effectively.

    The Global Platform 2025 demonstrated that when inclusion guides disaster risk reduction efforts, communities become stronger and more resilient. As climate change continues to intensify disaster risks, the imperative to leave no one behind has never been more urgent-or more achievable.

    The outcomes from Global Platform 2025 will inform the midterm review of the Sendai Framework implementation, ensuring that inclusion remains central to global disaster risk reduction efforts through 2030 and beyond.

    GENEVA – As more than a thousand global leaders gathered for the 2025 Global Platform for Disaster Risk Reduction (GP2025), a powerful force from a behind-the-scenes presence to taking a centre-stage role: the LAC Women’s Network (the Americas and the Caribbean Women’s Network for Disaster Risk Reduction) descended on Geneva not only to participate, but to transform. With over 1,500 members and four elected representatives, the network brings the voices and stories of women from an expansive region where disasters intersect with deep-rooted inequalities.

    Keeping track of gender representation

    Their centerpiece? The Gender Observatory.

    Formed in 2023 at the VIII Regional Platform in Uruguay, this citizen-monitoring tool has quickly evolved from a regional experiment into a global accountability mechanism. The Gender Observatory tracks gender and intersectional representation across official sessions, going far beyond surface-level parity.

    Observers record who speaks, how women are portrayed, and whether marginalized groups are represented at all. With more than 60 volunteers gathering data in six languages during GP2025, the preliminary results suggest women are often present – but still struggle to be heard. Mentions of inclusion often lean towards the symbolic, and representation remains uneven.

    What isn’t measured, doesn’t change

    “Observatories like this are crucial because what isn’t measured, doesn’t change,” said Cynthia Rodríguez, the Network’s Executive Secretary.

    Rodríguez, who grew up near Ecuador’s Chimborazo volcano, knows firsthand how disaster risk multiplies along gender and class lines. At the Multi-Stakeholder Plenary, she shared a personal story of losing her mother to forced migration during Ecuador’s 1998 El Niño crisis – and of returning years later to co-found the country’s first private-sector DRR network.

    By 6 June, the Gender Observatory had logged 92 observations from over 30 contributors at GP2025 – and counting. While data continues to come in, early figures offer a revealing snapshot of participation and representation:

    • A majority of observers (58.7%) followed proceedings online, with 38% on-site in Geneva.
    • Thematic and Preparatory Day sessions drew the most attention, followed by plenaries, dialogues, and special events.
    • Among moderators, nearly 71% were women, while 3.3% identified as gender-diverse – a sign of shifting norms, though still not parity.
    • Inclusive language appeared inconsistently: only a quarter of sessions used it throughout, while over half featured it sporadically.
    • Despite these gaps, over 70% of sessions received high quality ratings, a testament to growing awareness – and the work still to be done.

    Advocating for Sendai GAP implementation across the board

    But the Gender Observatory was not the Network’s only contribution. In a session titled Women’s Empowerment & Resilience: DRR Leadership Across Continents, the LAC Women’s Network joined forces with its Asia-Pacific counterpart (WIN DRR) and governments like Canada and Australia to advocate for the full implementation of the Sendai Framework’s Gender Action Plan.

    Their message was simple: Women are not just vulnerable – they are leaders.

    Elsewhere at GP2025, the Network hosted a Spanish-language showcase of good practices at the Inclusion Hub and participated in strategy dialogues with UNDRR leadership.

    The Pledge Wall initiative – a colorful installation inviting attendees to commit publicly to inclusive DRR – served as a reminder that political will must be paired with visibility and accountability. The LAC Women’s Network was, of course, not only supporting it, but also making their own pledges.

    Gender equality is not an add-on

    The Network’s final declaration, signed by women across the region, demands more than applause. It calls for legal recognition of gender equality in disaster policy, direct funding for women-led initiatives, and the creation of a civil society-run regional Gender and DRR Observatory.

    “Our network is working tirelessly to turn plans into action,” Rodríguez said. “But without resources and political support, we cannot scale the change our communities need.”

    As the conference concludes, their data is being analyzed, their stories shared, and their message is unmistakable: Gender equality is not an add-on to disaster risk reduction. It is the foundation for resilience.

    Donald Trump said on Saturday his relationship with his billionaire donor Elon Musk is over and warned there would be “serious consequences” if Musk funds U.S. Democrats running against Republicans who vote for the president’s sweeping tax and spending bill.

    In a telephone interview with NBC News, Trump declined to say what those consequences would be, and went on to add that he had not had discussions about whether to investigate Musk.

    Asked if he thought his relationship with the Tesla and SpaceX CEO was over, Trump said, “I would assume so, yeah.”

    “No,” Trump told NBC when asked if he had any desire to repair his relationship with Musk.

    “I have no intention of speaking to him,” Trump said.

    However, Trump said he had not thought about terminating U.S. government contracts with Musk’s StarLink satellite internet or SpaceX rocket launch companies.

    Musk and Trump began exchanging insults this week, as Musk denounced Trump’s bill as a “disgusting abomination.” Musk’s opposition to the measure complicated efforts to pass the legislation in Congress, where Republicans hold only slim majorities in the House of Representatives and Senate.

    The bill narrowly passed the House last month and is now before the Senate, where Trump’s fellow Republicans are considering making changes. Nonpartisan analysts estimate the measure would add $2.4 trillion to the $36.2 trillion U.S. debt over 10 years, which worries many lawmakers, including some Republicans who are fiscal hawks.

    Musk also declared it was time for a new political party in the United States “to represent the 80% in the middle!”

    Trump said on Saturday he is confident the bill would get passed by the U.S. July 4 Independence Day holiday.

    “In fact, yeah, people that were, were going to vote for it are now enthusiastically going to vote for it, and we expect it to pass,” Trump told NBC.

    Republicans have strongly backed Trump’s initiatives since he began his second term as president on January 20. While some Republican lawmakers have made comments to the news media expressing concern about some of Trump’s choices, they have yet to vote down any of his policies or nominations.

    DELETED MUSK POSTS

    Musk has deleted some social media posts critical of Trump, including one that signaled support for impeaching the president, appearing to seek a de-escalation of their public feud, which exploded on Thursday. During his first term as president, the House, then controlled by Democrats, twice voted to impeach Trump but the Senate both times acquitted him.

    The White House and Musk did not immediately respond to requests for comment on Saturday on the deleted posts.

    People who have spoken to Musk said his anger has begun to recede and they thought he would want to repair his relationship with Trump.

    One of the X posts that Musk appeared to have deleted was a response to another user posting: “President vs Elon. Who wins? My money’s on Elon. Trump should be impeached and (Vice President) JD Vance should replace him.” Musk had written “yes.”

    On Theo Von’s “This Past Weekend” podcast – recorded on Thursday as the feud between Trump and Musk unfolded and released on Saturday – Vance called Musk’s criticism of Trump a “huge mistake.”

    “I’m always going to be loyal to the president, and I hope that eventually Elon kind of comes back into the fold. Maybe that’s not possible now because he’s gone so nuclear. But I hope it is,” said Vance, describing Musk as an “incredible entrepreneur.”

    Trump is due to attend an Ultimate Fighting Championship fight card on Saturday in New Jersey. Since his second election win, he has attended two previous UFC mixed martial arts fight cards with Musk. Musk is not expected to attend on Saturday.

    Musk, the world’s richest man, bankrolled a large part of Trump’s 2024 presidential campaign, spending nearly $300 million in last year’s U.S. elections and taking credit for Republicans retaining a majority of seats in the House and retaking a majority in the Senate.

    Trump named Musk to head an effort to downsize the federal workforce and slash spending, lauding him at the White House only about a week ago for his work as head of the Department of Government Efficiency. Musk cut only about half of 1% of total spending, far short of his brash plans to axe $2 trillion from the federal budget.

    More than 150 press freedom advocacy groups and international newsrooms have joined Reporters Without Borders (RSF) and the Committee to Protect Journalists (CPJ) in issuing a public appeal demanding that Israel grant foreign journalists immediate, independent and unrestricted access to the Gaza Strip.

    The organisations are also calling for the full protection of Palestinian journalists, nearly 200 — the Gaza Media Office says more than 230 — of whom have been killed by the Israeli military over the past 20 months.

    For more than 20 months, Israeli authorities have barred foreign journalists from entering the Gaza Strip, says RSF in a media release.

    During the same period, the Israeli army killed nearly 200 Palestinian journalists in the blockaded territory, including at least 45 slain for their work.

    Palestinian journalists who continue reporting — the only witnesses on the ground — are facing unbearable conditions, including forced displacement, famine, and constant threats to their lives.

    This collective appeal, launched by RSF and CPJ, brings together prominent news outlets from every continent demanding the right to send correspondents into Gaza to report alongside Palestinian journalists.

    The signatories include Asia Pacific Report from Aotearoa New Zealand.

    “The media blockade imposed on Gaza, combined with the massacre of nearly 200 journalists by the Israeli army, is enabling the total destruction and erasure of the blockaded territory,” said RSF director-general Thibaut Bruttin.

    “Israeli authorities are banning foreign journalists from entering and ruthlessly asserting their control over information.

    “This is a methodical attempt to silence the facts, suppress the truth, and isolate the Palestinian press and population.

    The media blockade on Gaza persists despite repeated calls from RSF to guarantee foreign journalists independent access to the Strip, and legal actions such as the Foreign Press Association’s (FPA) petition to the Israeli Supreme Court.

    Palestinian journalists, meanwhile, are trapped, displaced, starved, defamed and targeted due to their work.

    Those who have survived this unprecedented massacre of journalists now find themselves without shelter, equipment, medical care or even food, according to a CPJ report. They face the risk of being killed at any moment.

    To end the enduring impunity that allows these crimes to continue, RSF has repeatedly referred cases to the International Criminal Court (ICC), urging it to investigate alleged war crimes committed against journalists in Gaza by the Israeli army.

    BEIJING, June 8 (Xinhua) — As China’s annual national college entrance examination, also known as the “gaokao,” kicked off on Saturday morning, a volunteer in Shenyang helped wheelchair-bound examinee Wang Zhenyu safely into the exam room by coordinating with police to open a “green corridor” – a small gesture that reflects nationwide efforts to support examinees.

    While students are trying their best, authorities are working hard to ensure the exam is safe and fair for the 13.35 million examinees across the country. In many places, artificial intelligence (AI) technology is being deployed for this purpose.

    In Benxi City, northeast China’s Liaoning Province, every gaokao exam hall is monitored by a real-time intelligent surveillance system that automatically detects behavioral irregularities – from whispering and frequent glances between students to inattentiveness of proctors – to strengthen discipline and fairness during exams.

    AI-powered monitoring systems have also been implemented in other provinces, including Jiangxi, Hubei and Guangdong, enabling real-time monitoring, behavioral analysis and early warning. By accurately identifying behavioral violations without human intervention, the advanced technology eases the burden on examination staff and enhances the fairness and integrity of the examination itself.

    These advanced measures play an important role in supporting this year’s gaokao. Authorities and communities across the country have implemented a wide range of initiatives to ensure the safe and fair administration of the exam, addressing concerns related to technological risks and environmental conditions, as well as the physical and mental well-being of students.

    TECHNOLOGIES THAT ENSURE FAIRNESS

    On May 28, China’s Ministry of Education announced that it would strengthen security measures for this year’s exams, with a particular focus on technological safeguards. The upgrades include stricter entry controls, increased screening of devices such as phones and smartwatches, radio signal blocking at all exam sites, and greater use of intelligent surveillance and screening systems to strengthen the exam’s security network.

    Upgraded security gates at entrances have become a key component in ensuring fair examination conditions in Liaoning Province. At each examination site, students must pass through two intelligent security gates that can detect small metal objects, including mobile phones, smart watches, smart glasses, hidden earphones and other high-tech cheating devices. If the alarms are triggered, teachers conduct a check with hand-held metal detectors.

    “Cheating technology is evolving every year, so this year the screening procedure at school entrance is stricter than ever,” said Liu Yang, principal of Benxi City High School. “At the school gate, students are reminded not to bring in prohibited devices, and lockers are provided for safe storage. On exam days, dedicated staff also inspect key areas such as walls, toilets and trash cans to prevent any form of information transfer from outside.”

    Biometric verification has also become a standard part of exam security. At the entrance, examinees undergo facial recognition, fingerprint or iris scanning to prevent people from impersonating exam candidates. Identity checks are carried out several times before, during and after exams, and each time takes only a few seconds.

    In parallel, national radio services actively monitor exam centres and surrounding areas for suspicious signals. By identifying and blocking unauthorised wireless communications, they help prevent fraud using electronic devices.

    SOCIAL SUPPORT

    In addition to technical precautions, many regions have taken additional steps to create a calm and favourable environment for exams. These include postponing performances, temporarily closing libraries, cultural centres, museums and sports facilities, and changing the working hours of government agencies and businesses.

    In east China’s Anhui Province, the Anhui Huangmei Opera House suspended all performances from June 5 to 9 to minimize noise near exam venues. Similarly, cultural institutions in Jiangsu, Fujian and Henan provinces have postponed street performances, traditional lion dances and puppet shows to ensure a quiet atmosphere for students.

    To ease traffic congestion and ensure timely arrival at exam sites, many cities have taken special measures such as postponing office opening times and encouraging carpooling or public transportation. Traffic police have designated priority lanes and are ready to escort examinees caught in traffic jams, ensuring that everyone gets to the exam site on time. In Benxi City, students can even order taxis with “gaokao free ride” stickers by phone or hail them on the street and show their pass to take the exam.

    To protect students from adverse weather conditions, Beijing 101 Middle School set up rain and sun shelters, provided them with more than 200 umbrellas, and provided first aid by medical personnel on site. In the exam rooms, silent fans and purified drinking water created a comfortable environment.

    Beijing has also introduced customized support measures for students with special needs, including providing exam papers in Braille and large print, as well as separate testing rooms, so that every examinee can take the exam with dignity and confidence.

    The Anhui Communist Youth League has launched a nationwide campaign to support students’ mental health, sending counselors to schools to give talks on stress relief and offering online counseling to reduce test anxiety.

    This nationwide effort reflects not only the scale of the gaokao’s facilities, but also the deep social significance attached to it. Behind every quiet exam room or smooth ride to the testing center is a collective commitment to ensuring fairness, opportunity, and hope for the future.

    Since its re-establishment in 1977, the gaokao has become one of the most powerful tools for promoting educational equality and social mobility in China.     Iran on Saturday strongly condemned a new U.S. travel ban targeting citizens from several countries, including Iran, calling the move a “clear sign of deep-seated hostility toward Iranians.”

    Iran’s Foreign Affairs Ministry, in a statement reported by state news agency IRNA, denounced the U.S. government’s decision, asserting that the restrictions target individuals solely based on their nationality and religion.

    French President Emmanuel Macron is expected to pay an official visit to Greenland on June 15, the French daily Le Monde reported on Saturday, citing a French presidential office source.

    At the invitation of Danish Prime Minister Mette Frederiksen, and Jens-Frederik Nielsen, prime minister of Greenland’s self-government, French President Macron will be the first foreign head of state to visit Greenland since U.S. President Donald Trump’s threats of annexation, Le Monde reported.

    According to the French presidential office, the Elysee, the three leaders will hold talks over security in the North Atlantic and the Arctic, as well as issues related to climate change, energy transition, and supply of critical minerals.

    This visit aims to “strengthen cooperation with Greenland in these areas and contribute to strengthening European sovereignty,” Le Monde noted, citing the Elysee source.

    WASHINGTON – Today, Congresswoman Jan Schakowsky (IL-09) and Congressman Dave Taylor (OH-02) introduced the bipartisan Drug-price Transparency for Consumers Act of 2025, which would require drug companies to include the list price of prescription drugs in all direct-to-consumer (DTC) advertisements. This bill is the identical House version of its Senate companion, which was introduced by Senator Dick Durbin (D-IL) and Senator Chuck Grassley (R-IA) in the United State Senate on January 23, 2025.

    “For years, Big Pharma has poured billions of dollars into advertisements to push overpriced prescription drugs on consumers. The United States is one of just two countries in the world that allows pharmaceutical companies to advertise directly to patients. These heavily advertised drugs are often some of the most expensive on the market, driving huge costs on patients,” said Congresswoman Jan Schakowsky. “Consumers deserve to know the price of a product before they buy it. This is why Congressman Taylor and I are introducing the Drug-price Transparency for Consumers (DTC) Act to ensure that the costs of medications are made clear in ads.”

    ​​In 2023, pharmaceutical companies in the United States spent nearly $14 billion on DTC drug advertising, including advertisements on TV, in magazines, and on social media. Yet over 70% of prescription drugs that were advertised are rated as having “low therapeutic value,” meaning that these advertisements exist to increase demand for drugs a doctor might not otherwise prescribe. Analysis has additionally shown that DTC advertising produces a return on investment of 100-500% for drug companies, as patients are directed to ask their doctor to prescribe a drug they’ve seen advertised.

    By increasing demand for largely low-benefit drugs, costs to government health programs also increase, leaving taxpayers on the hook. A GAO report found that from 2016 to 2018, Medicare spent $320 billion on drugs that were DTC-advertised (58% of Medicare’s total drug spending).

    This proposal has garnered support from consumers across the Nation, with a Kaiser Family Foundation survey finding that 88% of Americans support requiring drug companies to include the list price of medication in advertisements.

    AARP, the American Medical Association, the American Hospital Association, Patients for Affordable Drugs Now, the American College of Physicians, the American Academy of Neurology, and the Campaign for Sustainable Rx Pricing are supporting organizations of this bill.

  • MIL-OSI China: China targets nationwide expansion of labor pain relief services

    China is stepping up efforts to expand access to labor pain relief as part of a broader push to upgrade maternal healthcare and promote a birth-friendly society.

    According to a circular issued Thursday by Chinese authorities, all third-grade medical institutions that offer obstetric services are expected to provide painless childbirth options by the end of 2025. These institutions represent the highest level in China’s three-tier hospital classification system.

    By 2027, coverage will be extended to include all second-grade and higher medical institutions with obstetric departments nationwide, according to a document jointly issued by the National Health Commission and other government agencies.

    Painless childbirth, technically known as labor analgesia, involves administering medication into the mother’s spinal canal to reduce pain during delivery significantly. The technique is widely regarded as safe, effective and well-established by medical professionals, yet its use in China remained limited to a narrow group of mothers until recent years.

    Xu Qian, a veteran obstetrician at Qingdao Women and Children’s Hospital with over 30 years of experience, recalled that labor analgesia technology was available in China in the 1980s and 90s but attracted little attention at the time. “Even many doctors believed that pain was an inevitable part of childbirth,” she said.

    Meanwhile, multiple studies have suggested that the rate of cesarean sections in China was more than 40 percent around the 2010s, with figures even higher in more developed regions — significantly above the rates observed in many other countries.

    In 2018, China launched a national pilot program to promote labor pain relief, participated in by more than 900 hospitals. As a result, the average rate of pain relief use in these pilot facilities increased from 27.5 percent in 2015 to 60.2 percent by 2022.

    Acceptance of labor analgesia has been growing significantly following strong awareness campaigns and improved support systems, according to Xia Wei, an obstetrician at the West China Second University Hospital of Sichuan University, one of the pilot hospitals in southwest China’s metropolis of Chengdu.

    “Now our hospital handles around 10,000 natural deliveries each year, and more than 8,000 of those mothers opt for labor analgesia,” Xia said.

    As one of the beneficiaries, a female surnamed Qin living in Chengdu gave birth to her second child with pain relief by epidural anesthesia, experiencing a “much smoother” delivery compared with her first one eight years ago.

    “Without pain relief methods, the pain lasted for a day and a night during my first delivery,” she said. “But this time, the pain was much more manageable.”

    However, access remains uneven. While some hospitals report usage rates above 80 percent, facilities in central and western regions, particularly at the county level, still lag behind.

    Experts believe that public misconceptions, a shortage of anesthesiologists, and the rather high labor pain relief costs for many remain major challenges.

    “Some young mothers want labor analgesia, but their elders object,” said Xu from Qingdao Women and Children’s Hospital. She noted that the grandparents worried that the anesthesia might harm the babies’ brains, prolong labor, or affect breastfeeding.

    Expectant mothers, especially those who lack knowledge about epidural anesthesia, need a detailed introduction and explanation from the authorities and doctors to make informed choices.

    “Besides official education channels, we should also use social media and prenatal checkups to share accurate information about pain relief options,” said Chen Li, an anesthesiologist at Jilin Women and Children’s Hospital.

    According to Gao Yu, an obstetrician at the Sixth Affiliated Hospital of Sun Yat-sen University in southern China’s Guangdong Province, a majority of expectant mothers are interested in labor pain relief and willing to undergo an epidural after being informed of its safety and advantages.

    Experts say the procedure is especially beneficial for expectant mothers with conditions such as high blood pressure or mild heart disease, as unmanaged labor pain can cause spikes in blood pressure and increase delivery risks.

    “Among the pregnant women we see, 80 to 90 percent ask about painless childbirth in advance,” Gao said. “After evaluation, most choose this method. Only about 10 percent have concerns.”

    To ensure service quality and safety, Thursday’s circular calls for enhanced monitoring and management of labor analgesia practices.

    Medical institutions are required to follow strict protocols for intraspinal analgesia, including preoperative preparation, puncture techniques, and proper anesthetic dosing. They are also asked to conduct joint emergency drills between obstetrics and anesthesiology departments and enhance their ability to handle emergencies.

    Beyond safety concerns, some expectant mothers who want pain relief face logistical hurdles.

    Labor analgesia requires an anesthesiologist to be present throughout the procedure, but China faces a national shortage of such professionals. In large hospitals with heavy surgical workloads, anesthesiologists are often stretched thin. In smaller, county-level hospitals, the option is rarely promoted due to limited staffing.

    “Labor often starts unpredictably, sometimes in the middle of the night,” said Chen Yan, an obstetrician at Chengdu First People’s Hospital. “It’s hard for smaller hospitals to keep anesthesiologists on standby.”

    To address this, the circular urges medical institutions to strengthen the training of professionals in labor analgesia by incorporating standardized pain relief techniques into residency programs for obstetrics and anesthesiology.

    Additionally, the document calls for the formation of labor analgesia teams comprising staff from obstetrics, anesthesiology and hospital management. It also urges public hospitals to adjust compensation systems to better reflect the expertise and workload involved.

    In China, the costs of an epidural during labor usually ranges from 1,000 yuan (140 U. S. dollars) to 3,000 yuan in public hospitals, which could be regarded as a high price by some families. Since 2022, several national policy documents aimed at boosting birth rates and building a birth-friendly society have encouraged local governments to include labor pain relief in basic health insurance schemes.

    Some provinces have already introduced reimbursement policies to ease the financial burden on families. In east China’s Jiangsu Province, as of March, 79,000 women had received epidural labor analgesia since it was included in the medical insurance coverage in July 2024, marking a year-on-year increase of 70 percent.

    Chen Li believes that the inclusion of labor pain relief in basic health insurance is another major boost for promoting labor analgesia.

    “We hope to see faster implementation of the measure and stronger public awareness campaigns across the country,” she said.

    Call for UK Spending Review to abandon welfare cuts.

    The UK and Scottish Governments must work together to support shared economic growth, with more flexibility to encourage investment and an end to spending that bypasses devolution, Finance Secretary Shona Robison has said.

    Ahead of the UK Spending Review on 11 June, the Finance Secretary is calling on the Chancellor to:

    • relax fiscal rules to enable investment in public services and stimulate economic growth
    • fully fund the employer National Insurance increase for Scotland’s public services
    • end the use of spending powers that bypass devolved governments
    • abandon UK welfare cuts or, if UK Ministers do persist with these cuts, shield the Scottish Government’s budget from the impact for at least two years
    • award funding for the Acorn carbon capture project
    • ensure Scotland receives a share of GB Energy funding that matches its leading contribution to UK clean energy goals

    Ms Robison said:

    “The UK Spending Review is an opportunity for the UK Government to abandon some of its damaging policies such as cuts to welfare support for disabled people, to scrap the two child benefit cap and to reinstate a universal winter fuel payment. We are also aware of the huge impact of the increase in employer’s National Insurance, not least on public services. I hope UK Ministers will use the spending review to fully fund the costs of this tax hike on jobs to vital public services like the NHS.

    “The UK Government should also use the spending review to empower the devolved administrations with more flexible fiscal rules that can enable investment in public services. And we need an end to spending that bypasses devolution so we can direct funds to best meet local needs.

    “We called on UK Ministers to involve us at an early stage of this process, but since they’ve refused to provide us with any clarity on their spending priorities it’s clear that its business as usual for Westminster.

    “We continue to call on the Treasury to use the Spending Review to change course, providing the funding we need to deliver for the people of Scotland.”
